DIMAPUR, JULY 2 (MExN): The Nagaland state Department for Power today informed that power supply to the feeders at Dimapur Airport, Purana Bazar and Civil Hospital will be shut down from 6:00am to 10:00am on Friday, July 3. A press note from the Executive Engineer, Dimapur Electrical Division informed that this has been necessitated due to maintenance work which is scheduled to be carried out at the 11kv feeder. The department has asked consumers to bear with the inconvenience.
TNAI Nagaland asks NSNA to call off protest

DIMAPUR, JULY 2 (MExN): The Trained Nurses’ Association of India (TNAI), Nagaland state branch has urged the Nagaland Staff Nurses Association (NSNA) to call off their agitation as the state government has assured to earnestly pursue and deliberate on the NSNA grievances and demands. A press note from the TNAI, Nagaland Branch President, S Tiakala Longkumer further asked the NSNA to keep in mind the “ethics of our Nursing profession and in particular for the welfare of the community.” It also appreciated the “moral support extended by various NGOs/ Groups to the Nagaland Staff Nurses Association (NSNA).”
The Unemployed Trained Staff Nurses Association (UTNA) today reiterated its demand to revoke the draft State Nursing Service Rules terming it as unfair. The new Nursing Service Rules, which is under process, proposes 50 percent service entry via open competition through the NPSC and 50 percent through direct recruitment batch-wise. “The standing Service Rules of the department have prescribed 100% entry/appointment to service of staff nurse on the basis of seniority from amongst the members of this association.” The UTNA says that the new nursing service rules, if amended and implemented would deprive many trained but unemployed nurses from availing job opportunities. According to the UTNA, there are over a thousand unemployed trained nurses in the state, who have been trained by government institutions. Many of these trained people have been waiting for job openings in the government medical services since 2001 but to no avail. After a series of representations and ultimatums to the government,
which went unheard, the UTNA undertook a poster campaign on July 2 across the state highlighting its demands and grievances. In Kohima, the UTNA informed that the campaign was aimed at sensitizing the people to “support us in our move against the adamant attitude of the government towards our many plights.” The UTNA has revealed that at present there is a shortage of 348 staff nurses in the various government health establishments and an additional 30 percent on Leave Reservation. Despite the visible vacancies and shortage, the government has created only 17 posts during the past 26 years. This is in stark contrast to the setting up of new health centres and upgrading of existing ones, the UTNA says. In this regard, the UTNA pressed for the creation of new posts against the vacancies. “We have submitted 4 representations and an ultimatum to the government. However, ‘No Fund’ is the only verbal response we have heard from the government” as regards the shortage of nurses, members of the UTNA said in Dimapur today. DIMAPUR, JULY 2 (MExN): The Nagaland Staff Nurse Association (NSNA) today cautioned that if the government takes a “tough line” to the protesting nurses, the association would be compelled to prolong their agitation. It may be noted that the association has extended its mass casual leave protest till July 4, putting stress on the functioning of government health centres. While responding to the government’s proposed amendment to the Nursing Service Rules (NSR), the NSNA today said that the NSR 1988 has never been a cause of discontentment among serving nurses. A press note from the NSNA however said that the department had been “giving promotion only to BSC/Diploma Staff Nurses from time to time in gross violation of the existing 1988 Service Rules.” “This gross injustice had caused discontentment among the Serving Staff Nurses resulting in submission of representations, ultimatum, reminders, lastly into phase-wise agitation by the NSNA,” it informed. The 1988 Service Rules, it added, provides “equal promotion avenues for all the staff Nurses.” However, the proposed amendment, the
NSNA said “is mostly to regularize the irregularities earlier committed by the Department in gross violation of the existing 1988 Service Rules.” The association, it asserted, is “demanding justice as per the provision of the existing 1988 Service Rules.”

While asserting that the present dispute should be negotiated and settled on the basis of traditional boundary, it further reminded that the “Government of India, respecting the Just Customary Law of the Naga People, in Article 371A clause 1-5 clearly mentioned the right to settle all dispute in accordance with the customary law of the land.” It further refuted the Manipur Deputy Chief Minister’s claim that the dispute is an inter-state dispute and should be settled in accordance with the political boundary. “This
issue cannot be settled in the light of inter-state dispute as the right of traditional land holding cannot be changed and political boundaries are for the use of administrative purpose only,” it added. If such a procedure is followed, the APO said that peaceful co-existence cannot be maintained between the two parties. “It will give rise to bloodshed and APO will not support or stand by such decision or action,” it cautioned. Therefore, the APO urged the SAPO and the Mao council to peacefully settle this conflict. It further urged the Tenyimia Public Organisation (TPO) to swiftly come out with solutions to peacefully settle the dispute between its members.

A Naga farmer was physically assaulted by traders and labourers at Murgi Patti, Naga Bazaar on Wednesday evening. The victim identified as Sanyi Dukru, is treasurer and president of Phek District Timber Association (PDTA) and also vice president of Agriculture Produce Marketing Committee (APMC) Phek district. The victim was allegedly assaulted by 5-6 person, all non Nagas at around 11:30 pm during the incident. He had gone to inquire the whole sale price of local cabbage vegetable. Murgi Patti, which is located near Bata Charali and Hong Kong market in Dimapur is the main trading place for wholesale horti and agri produce. Business transactions usually transpire late in the evening as produce are brought from far flung places. According to the victim, the wholesale buyer, who was weighing cabbages brought in by another farmer, refused to provide the wholesale price details of the cabbage when inquired. The victim, Dukru, who is also a cabbage farmer from Phek district, said he wanted to know the rate of the vegetable since a consignment of his was also enroute from Phek district. When the wholesale trader reportedly responded that the pricing was still not decided and would only be discussed later, the victim questioned as why rate was not fixed even when the weighing of the vegetable was in progress. Annoyed over the refusal to give proper response, the victim said he picked a calculator and slammed it on a table, during which around 5-6 person including the wholesale trader assaulted him with stools and chairs. The victim reportedly managed to escape and was rescued by a team of police mobile squad near Blue Hill
station. He suffered head and chest injuries and was admitted to Nikos hospital in a critical state. During the incident, the victim lost three mobiles, bank cheque, ATM cards and driving license. Dimapur police, when contacted, confirmed of the incident and said an FIR has already been lodged. Two people, including the wholesale trader, have been arrested in connection with the assault, PRO Dimapur stated, adding that more would be arrested. He, however, declined to provide identities of the accused persons while stating that investigation was still in progress to ascertain their role in the incident. NTTU condemns Meanwhile, Nagaland Timber Traders’ Union (NTTU) has strongly condemned the brutal assault meted to its treasurer and president of Phek District Timber Association (PDTA), Sanyi Dukru, who is also the chairman of Phek District Farmers’ Association (PDFA), on July 1 night at Murgi Patti Bazaar allegedly by some non-Naga traders. In an FIR, NTTU president Kevise Sogotsu claimed that three mobile phones including a cheque of Rs 1 lakh bearing Oriental Life Insurance were snatched from the victim. NTTU president has urged the law enforcing agency to expedite the investigation process and deliver justice to the victim by allowing the judiciary to take its own course of action. Later briefing media persons, the NTTU president has questioned the motive of the accused persons involved in the assault stating that such audacious act was a direct challenge to local business persons. NTTU has appealed to all Nagas to rise against such “insolent attitude of Non-Naga traders.” It has also appealed to all the “house owners against harbouring such persons in the society.”

We are no sure how much plastic wastes our towns generate as there is no segregated data available but on an average, it is estimated that Kohima generates about 50 metric tonnes of waste. The issue of plastic bags and their waste management is really challenging especially in a state like ours. Almost all the plastic bags we use, if they do not end up in landfills ultimately end up on our streets, sidewalks or get caught in streams, tree branches and almost everywhere. We just need to look around and this is visible everywhere. Under the Environment (Protection) Act of 1986, the Plastic Waste (Management and Handling) Rules of 2011 came into effect from 4th February, 2011. The Government of India through its Ministry of Environment and Forests notified that
“no carry bags will be made available free of cost to the consumers by the retailers”. Concerned municipal authorities were also provided with powers to determine the minimum price of the carry bags. The notification further extended the ban on plastic below 40 microns across the country. Accordingly, every state, including Nagaland is to have a State Level Advisory Body (SLAB) to monitor the implementation of the above Rules. State Pollution Control Boards are to prepare and submit annual reports to the Central Pollution Control Board by 30th September each year on these matters. The Pollution Control Board of India in its status report of July 2011 states that the Government of Nagaland through a notification dated 1st January 2004 has imposed a complete ban on the use of plastic bags across the state Given the circumstanc-

Plastic bags – especially those that are below 40 microns - are an unnecessary environmental hazard because so many ecofriendly options like paper or canvas shopping bags or cane baskets exist but we often choose not to use them. Even in a developed country like the United States, it is estimated that every year, 68 lakh tonnes of plastic are produced but only 4.5 lakh tonnes are recycled. India generates 5.6 million metric tons of plastic waste annually, with Delhi - according to a report from

Dr. Sebastian Ousepparampil who will be taking over as the new principal, Fr. Antony Rozu Dukhru, Student Affairs, and Sr. Dr. Kaisa Rosalind, Academic Affairs who will be taking over as the new vice-principals. Fr. Sebastian, the new principal, highlighted the need for adopting and adapting new teaching methods in accordance with advancement in science and technology and reminded the students of the unyielding truth that no technology can match the human mind. Bishop Thoppil applauded the previous faculty and also welcomed and congratulated the new faculty and students. An asset of great importance is a dedicated faculty, reminded the Bishop and further encouraged the faculty to not just enrol but enable graduation. The programme ended with the singing of the college anthem, “Arise and Shine”.

As part of the international event and to try and spread the message, SDFN with volunteers from Baptist College and others collaborated with numerous business establishments in Kohima and distributed recycled paper bags with the message “Say No to Plastics”. While such small initiatives

or even this article might not altogether stop people from using and abusing plastic bags, we hope that the message will spread and create the required awareness amongst the masses. In this case, just remember “Nothing is Better”. Rather than worrying about waste management, let us first think of arresting the generation of waste itself. Vikheho Swu attended a seminar on “India, on the Highway of Progress – Key challenges in highways construction in the North East Region & Use of Innovative technologies” held in Guwahati from June 30 to July 1 last. Speaking on the occasion, the minister said the vision and the objective with which the National Highway & Infrastructure Development Corporation Limited (NHIDCL) was incepted is “much appreciated and we are positive that through them we can contribute considerably towards our nation building.” He told the seminar that Nagaland is the 16th State of the Indian Union and the 2nd state to attain statehood in the NorthEast, only after Assam on 1st December 1963. Hokaito Zhimomi in a press release stated that Assistant Commissioner of Police, Traffic Zone-I, Seyiesezo Peseyie lauded the Dimapur District Auto Drivers Union (DDADU) for their constant help and support to the traffic department and for initiating the sensitization programme for the auto drivers. Peseyie observed that the number of autorickshaw has been increasing in Dimapur, and asked the auto drivers to drive their vehicles in single lane to avoid traffic congestion. He also asked
them to parked their vehicles in the designated parking areas. The ACP further asked the auto drivers to obtain route permit for their vehicles to avoid being penalized for breaking the rules. On the safety issues, the ACP asked the auto drivers to put safety bars in their auto rickshaws, signal lights, brake lights etc. He asked them not to carry excess passengers, in both small and big auto rickshaws. He stated that rash and negligent driving often results in accidents, therefore they have to avoid driving in that way. He also asked them to desist from drinking while driving their vehicles and drive with full responsibility. The ACP asked the auto drivers to possess Identity Cards, which is for their own safety and to curb proxy drivers. He also asked the DDADU
to submit the list of their members. On the uniform of auto drivers, the ACP asked them to use them and not keep them in the toolbox. Inspector L M Patton, who also addressed the auto drivers advised them to follow the traffic rules and make use of designated parking zones for auto rickshaws. He also informed them to keep proper documents of their vehicles with them, wear uniforms and strictly maintain ‘no entry’ timings in the town. Meanwhile, the DDADU has expressed gratitude to officers of Traffic Department, including ACP Zone-I, Seyiesezo Peseyie, Inspector, L M Patton, OC Traffic Zone-I, Peter Shuya, 2nd OC, Medoho, Bokato and others who had sensitized the auto drivers on traffic rules and safety.

Darjeeling landslides: Toll hits 32 Siliguri/KolKata, July 2 (iaNS): The toll in the landslides-ravaged Darjeeling hills of West Bengal rose to 32, with two more bodies being recovered on Thursday as relief and rescue operations continued in full swing, officials said. Union Minister of State for Home Affairs Kiren Rijiju and Chief Minister Mamata Banerjee during the day visited the affected areas, and assured all assistance for the rehabilitation of the people. The bodies, including that of a female, was recovered from Mirik, the worst affected area accounting for at least 24 deaths so far. "We recovered two more bodies today (Thursday) while at least 10 others are still missing," SubDivisional Police Officer Abhijeet Singh Kadian said. Banerjee on Wednesday had put the toll at 30. Rescue and relief work including search for the missing people continued on full swing as both Rijiju and Banerjee visited the affected areas. "Our priority is to ensure effective rescue operation. We will do whatever is necessary. We have to work with the state government," said Rijiju, who reached the region on Wednesday following instructions from Prime Min-
ister Narendra Modi. "The government is going to provide relief for the damage as well as rehabilitate. We are planning to construct highways here but we need to discuss that in detail before implementing," he added. Along with the National Disaster Response Force (NDRF), the Sashastra Seema Bal (SSB) and the state government's disaster management, the Indian Army too has deployed two task forces for rescue and relief work. Army teams carrying relief equipment, including boats and life jackets, have been deployed since Wednesday in Jalpaiguri district, which has been inundated following incessant heavy rainfall and release of water from the Teesta barrage, a defence spokesperson said in Kolkata. Large parts of Jalpaiguri district are already submerged, affecting over 5,000 people. The administration has issued a red alert with rivers flowing over the danger mark. The local meteorological department said there will be no respite from the inclement weather, and forecast continued widespread and heavy rainfall for two more days. Mamata Banerjee, who has been camping in the
region since Wednesday night, visited relief camps on Thursday. While the state government has set up three community kitchens, Banerjee said the central government has been urged to order the Geological Survey of India (GSI) to undertake a special survey of Mirik, the worst affected area. "Our administration is working relentlessly to extend support and assistance to the people of hills. I am continuously monitoring the relief activities. We are with my brothers and sisters all the time," the chief minister tweeted. She also handed cheques to the affected families. The state government has announced a compensation of Rs.4 lakh each to the kin of the dead and Rs.1.25 lakh to the injured. Bimal Gurung, chairman of autonomous hill council Gorkhaland Territorial Administration (GTA) who accompanied Rijiju, said the regions link with Sikkim was totally severed due to extensive damage to the national highways. KolKata, July 2 (iaNS): Ill-planned roads and neglect of indigenous erosion-control measures in hilly areas like in Darjeeling in West Bengal cause landslides in India, an expert said on Thursday. "The harsh truth is there is a lot of haphazard construction going on without following proper guidelines and without any supporting steps post-construction," Chandan Ghosh, professor and head, Geo Hazards division, National Institute of Disaster Management (NIDM), told IANS. He said water accumulation was the root cause of rock, debris and earth sliding down slopes. This is because once the hills are cut open and exposed, water gets direct entry inside and drainage becomes a problem. "If we take care of drainage, 80 to 85 percent of landslides which we are seeing every now and then in the rainy season can be avoided. Such measures cost around 1-2 percent of the road construction process," Ghosh said. Ghosh called for more vulnerability mapping of potential landslides locations and adoption of ground modification strategies like growing Vetiver grass, which is famed for its erosion-hedging properties.

Manipur mulls ‘Conduct counter insurgency ops with discipline’ lifting prohibition imphal, July 2 (ie): Nearly 24 years after prohibition was imposed in Manipur, the state, for the first time, is planning to lift the ban on the manufacture and sale of liquor, with Chief Minister Okram Ibobi Singh tabling a proposal for the same in the Assembly. Speaking in the Assembly, the Chief Minister said that most states in the country, with the exception of Nagaland and Manipur, lifted the ban on selling Indian-made Foreign Liquor. After lifting the ban, all states have experienced a marked increase in revenue generation, he said. The CM pointed out that poor quality liquor produced in Khatkhatti, Assam was being sold surreptitiously in Manipur, cheating the state of much-needed revenue. “Tamil Nadu generates nearly Rs 25 crore annually from excise duty alone
and the state is able to provide rice free of cost to all BPL families. Manipur is unable to implement the National Food Security Act. Because of financial constraints, we are unable to provide rice to BPL families at Rs 3 per kg,’’ said the chief minister. The reality behind Mizoram’s trade hotspot Champhai, July 2 (the iNdiaN expreSS): With a population of 20,000, the district town of Champhai has a disproportionately large and thriving marketplace dotted with stores selling a wide range of household appliances, electrical wares, medicines, smartphones, footwear and others. Located a mere 28 km from the border gates at Zokhawthar, Champhai is one of the largest trading centres after the state capital Aizwal, and caters to the needs of the hilly NorthEastern state of Mizoram and the bordering Chin State in Myanmar. But the disturbing fact is that the hustle and bustle is almost entirely driven by illegal trade. There are over 50 registered importers at Champhai, but only a few are active. Officially, trade is limited to import of a single consignment of betel nut a week, and a few parcels of Burmese energy drink. There is no trace of exports from India. Hardly any trade takes place through Zokhawthar, according to Land Customs Station (LCS) chief V Hangzo. All informal There are nearly 15 major cross-border trading routes along the 510 km (according to the Home Ministry) unfenced border shared by Mizoram with Myanmar. Having shared the longest boundary, Champhai is the biggest draw of them all, says State export commissioner C Lal Zirliana. No one dares to guess the size of the trade. There is not
much information with the Commerce Ministry either. But check any apparel, footwear or cigarette shops along the 200 kms stretch from Aizwal to Champhai – most of the offerings are from Myanmar. When compared to Indian products, they are significantly cheaper. A pack of 20 king size Chinese ‘FarStar’ cigarettes is available at `40. A pack of 20 Winbody is `25. In comparison, a pack of 10 Flake cigarettes costs `50. Consumer durables manufactured in Far Eastern countries like South Korea, China, and Malayasia are available freely. Be it an innocent tube light, spectacle frames or spares for the outdated Maruti-800 – the touch of Myanmar is all pervasive in the everyday life of a Mizo. The ‘exports’ from India to Myanmar are less impressive. Indian medicines, fertiliser (mostly urea), motorcycles, zarda , baby food, LPG, smartphones, mosquito repellents, pesticides, cycle parts, and solar gears fetch huge margins in Myanmar. The subsidised 14.2 kg LPG cylinders available to Indian consumers at less than `450 is lapped up by Burmese at `4000. One paracetamol tablet priced `1.5 or less in India fetches `5 at Tiddim in Myanmar. Tiddim, Falam and Kalemyo are the three largest consumption centres in Western Myanmar within 300 kms from the Champhai border. According to K Lalminthanga, President of the Mizoram Chamber of Industries, at least two truckloads (each carrying
9-10 tonne cargo) of medicines (analgesics, skin ointments and antibiotics) and five truckloads of fertiliser reach Myanmar every week. Lalminthanga is one of the earliest entrepreneurs of Mizoram with family links in Myanmar. Interestingly, while the official India-Myanmar border trade of $56 million (2014-15) is in favour of Myanmar ($39.86 million in Indian imports), Lalminthanga says informal trade is in favour of India due to export of relatively high value items. Zirliana, however, feels trade is evenly shared between the two nations. But is it possible to ferry such huge volumes of goods across the border? Zirliana has an interesting anecdote to share. Like most of the Mizos he has relations in Myanmar. On a recent visit to Kalemyo, he noticed an Indian-made JCB earthmover. “The traders drove it through,” he says. Why no formal trade? Nearly 99 per cent of India’s official border trade with Myanmar is currently routed through Moreh in Manipur, located north of Mizoram. India has also invested heavily in building road infrastructure (Asian Highway) on both sides of the border on this route. To avoid hassles, traders are shifting interest in Mizoram which has been peaceful since the Mizo accord in 1986. The trade prospects have further brightened by the new found peace in Chin State and proximity of major consumption centres in Myanmar. “Nearly 30 per cent of cross border trade
is now routed through Mizoram,” says Lalminthanga. According to the Mizoram Trade and Commerce Department, New Delhi noticed the strategic advantage during the 1994 border trade agreement with Myanmar and ordered setting up of the LCS at Zokhawthar. The facility was inaugurated in March this year after prolonged delay. But it was not enough to promote formal trade. The road from Rih – located right across Zokhawthar – to Kalemyo is a single lane kuchha road. According to the State government publications, India promised to build a highway from Rih to Kalemyo via Tiddim and Falam in Myanmar, but the project is yet to take off. But, will that be sufficient to stop informal trade? More importantly, why informal trade flourish despite poor logistics? Neither Lalminthanga nor Zirliana has a convincing answer to the question. The reason lies in the porosity of India-Myanmar border especially in Mizoram where the border practically ceases to exist. As per local rule, people of either country may travel 16 kms inside the foreign territories between 5 am to 5 pm without any passport or visa. The district authorities say the limit was reduced from 40 kms in the past. But that restriction is merely on paper. In reality they can go anywhere in Mizoram, and vice versa. According to a senior state official, at least 30,000 Burmese Chins are engaged in
menial jobs in Aizwal. The movement is not one sided. Ask any Mizo, chances are, he has travelled deep inside the foreign territories. There is no fencing or Border Security Force (BSF) here. Financial literacy camp held at Longsa Wokha, July 2 (MExN): A Financial Literacy Camp-cum- Banking Services Programme was organised by the Nagaland State Co-operative Bank Ltd, (NStCB Ltd). Wokha Branch at Longsa Village on June 27. The village, which falls under Wokha District, is approximately 80 kms away from the state capital Kohima. The programme was attended by VCCs, VDBs, SHGs, GBs, Students’ union and public of the Village. Supported under FIF and managed by NABARD, the camp was organised to facilitate and educate the rural poor farmers on the concept of banking activities and facilities available with the Bank. Masheto Nandu, BM Wokha Branch, who chaired the programme, presented the overall activities of NStCB Ltd and challenged the villagers to be prompt in loan recoveries, as the village is adopted by the Branch to facilitate the rural farmers to uplift their living economy. He also apprised the public that NStCB is the only local Bank in Nagaland empowering the rural poor farmers through various scheme available in the Bank and appealed the public to avail the opportunities and utilize the loan judiciously. All the acts were holistic representations of how digital technologies are integrated into our everyday lives, and the range of positive and negative consequences they can have, depending upon their judicious use. The competition creatively facilitated the student- oriented awareness on the efficient services rendered through virtual classrooms, Cyber Forensics Lab, Biometric Attendance, net banking, social networking sites, online form applications, e-Books, etc. It also helped spread the message of DIMAPUR civil hospital:

Kohima, July 2 (mExN): A total number of 14 ILP defaulters were arrested by Kohima Police during the month of June, a press note from Sub – Divisional Police Officer & PRO Kohima, Atu Zumvü NPS informed. In this connection, Kohima Police also registered 14 Non-FIR cases in the month of June 2015 and
all the ILP defaulters were booked under section 3 and 4 of Bengal Eastern Frontier Regulation Act, 1873 (BEFR) and forwarded to the Court. “The ILP checking is regularly carried out by various Police Stations and Check-gates under DEF Kohima to check entry of illegal immigrants in Kohima District,” the press note added.
VYO demands 'befitting punishment' Kohima, July 2 (mExN): Reacting to the arrest of three culprits for the murder of one of its member, Late Tepumecie Lcho on March 29, the Viswema Youth Organization (VYO) today demanded “highest befitting punishment” to the perpetrators. In a press note issued though its president, Eyosa Kikhi and general secretary, Puleto Rhutso, the organisation further stated that, “No bail should be granted to
anyone of them under any circumstances, and no individual should come forward to bailout any of them.” The police has arrested three person identified as Terhuja, Vilalhoulie Rupreo, and Kezhaletuo Pielie in connection with the murder and all three have reportedly confessed to the crime reportedly, VYO maintained. In this context, it demanded “highest befitting punishment” to the perpetrators of this “most heinous crime.”

The All Nagaland College Students’ Union (ANCSU) today stated that a three member Fact Finding Committee (FFC) was constituted by the ANCSU in 2014 to probe the irregularity and anomalies committed by the technical education department in conduct and selection of students’ for various technical courses with special reference from 2010 onwards. The FFC after thorough examination found out that there was enough evidence against the technical education department. The Union stated that a representation was submitted to Chief Minister on October 4, 2014 against irregularity in the functioning of the technical education and for better delivery of service to the students de-
manding a thorough probe to detect, check and pluck the lacunae and take punitive action if necessary and also to adopt solid steps to upgrade the delivery system with transparency, clarity and furthermore the department of Technical Education and Higher Education should be under a amalgamated institution with one distinct department Principal Director. The Union expressed dismay and disappointed by the report of the HPC “since they have failed to address the core issue that was raise by the ANCSU infact the report was highly compromise.” In this, the Union said ANCSU was thus force to issue a rejection letter of the HPC report, an Ultimatum against colossal corruption and deprivation of justice by technical education was submitted to the Chief
Minister on May 29, 2015 with a demand to set up a CBI probe to investigate the conduct and selection of students’ in various technical courses during the last 10 years with five chartered of demands. “Since the ANCSU rejected the HPC report in toto, the chief minister had consented to the just demand of the ANCSU and approved to handing over the case to the State Vigilance Commission for investigation keeping the various irregularities pointed out by the ANCSU,” according to a press statement issued by ANCSU. “The SVC has been directed to complete the investigation within three months time period and thus action will be initiated on the recommendation of the State Vigilance Commission,” the Union stated. ANCSU president
Tsukjem Lkr and general secretary Katho P. Awomi said the Union would be closely observing the process of investigation, and if required will lengthen its cooperation to the SVC during the course of investigation. “Various documents and evidences collected during the past one year of struggle in our fight for justices of students ‘will be made available to the investigating agency,” the union said. ANCSU fervently hope and pray that a fair and honest probe will be conduct which will ensure that the deserving students career “will never again be sacrifice at the hands of vested interest.” With this, the ANCSU unanimously decided to temporarily suspend its further course of action till the investigation process is complete.
Bishops of Manipur and Nagaland PTSA decries assault on teacher jointly appeal SAPO, MAO Council Kohima, July 2 (mExN): The Archbishop of Imphal, Most Rev. Dominic Lumon, the Archbishop of Imphal and the Bishop of Kohima, Most Rev. James Thoppil today jointly appealed for “dialogue and peaceful solution” over the standoff between the SAPO and MAO Council. In their joint press statement, they reiterated the need for sitting across the table to dialogue and iron out differences in a “Christian way.” There are genuine problem but no problem is solved through confrontation but only through “care-frontation” they added.. “As the heads of the Catholic Church in Manipur and Nagaland, we are pained to hear of the ongoing conflict between the Southern Angami and the Mao communities, who are Tenyimi brothers by tradition, over land which is the common heritage. It is painful see that the problem has escalated into a conflict of enormous intensity in the past few weeks causing untold suffering particularly to the student community,” the statement maintained. Espousing that every conflict is a test of one’s “moral and Christian values” and also an opportunity to show human “sagacity and maturity,” they argued that, rigid stand will not only causes untold suffering and fear but, “There are no victors in violence and conflicts.” They further maintained that no issues cannot remained unsettled through concerted effort; open hearted negotiations; respecting freedom and justice; through sharing and concern; through removing fear and suspicion; by avoiding confrontation; and by respecting the innate dignity of every person. “It requires give and take at-
titude, humility, sincerity and the willingness to come to the negotiating table. Peaceful co-existence is a courageous decision” they added. In this context, on behalf of the Catholic Churches in Manipur and Nagaland they earnestly appealed to both, the SAPO and Mao Community to look forward to end the conflict and discord in a peaceful manner, based on Christian principles. ZB (N): Expressing its serious concern over the land dispute between the SAPO and the Mao Council, Zeliangrong Baudi Nagaland (ZB-N) today appealed the two conflicting parties to sort out amicably without resorting to violence in the interest of Tenyimi in particular and the Nagas in general. “The Baudi plead both communities to pave way for settlement through people to people’s dialogue in a true spirit of Naga brotherhood,” stated a press ZB (N) press appeal issued by its president, Rangsam N. Hau and general secretary, Meijiang Gonmei. DimaPur, July 2 (mExN): The Peren Town Schools’ Association has expressed its shock and dismay over the physical harassment meted out to Murugan, a senior graduate teacher of Govt. Higher Secondary School (GHSS), Peren on June 23. Along with the rest of the country, the state’s department of rural development today observed Digital India Week (DIW) here at its conference hall. “Digital age is here and we cannot avoid it anymore,” said rural development director Metsubo Jamir while addressing the programme. “We can survive in this digital age neither without knowing something about digitization nor using digital instruments or devices,” he added. Stating that the ultimate aim of this process is to make sure that the VDBs are also involved in this, he said “We have to make them learn and also educate the villages.” Also stating that a time has come to learn about digitization and keep up with the progress, he asserted that human beings have to evolve as well along with digitization. Dwelling on significance of India Digital Week, rural development

NSNA rejects draft amendment of Nurse’s Service Rule 2014 Our Correspondent Kohima | July 2
The Nagaland Staff Nurse Association (NSNA) on Wednesday rejected the draft amendment of Nurse’s Service Rule 2014. The Association said they had already given nonacceptance letter to the government on March 9 this year, a copy which was made available at the press conference here on Wednesday. The Association in nonacceptance letter stated that it had examined the report of the committee and decided not to accept it.
Reasons for Non-Acceptance of the report of the committee on Draft Amendment Nagaland Nursing Service Rules 2014 1. The existing 1988 Service Rules provide equal opportunity to all the Staff Nurses who enter into service after completing prescribed training with pre-requisite educational qualification. The department has been grossly violating the existing Service Rules while giving promotion to the B.Sc staff nurses. 2. The existing 1988 Service Rules are ambiguously amended to regularize the favoritism extended to the B.Sc Staff Nurses from time to time by the department in gross violation of the existing 1988 service Rules. 3. The Draft Amendment Nagaland Nursing Service Rules 2014 is, laboriously but contentiously, prepared to subjugate the promotion chances of the General Nursing Staff Nurses. 4. At almost every stage of promotion to Class 11 and 1 Gazetted posts from staff nurse, the existing service rules are amended so that only M.Sc/B.Sc/Diploma/PB candidates will get the chance for promotion. 5. The duties of the staff nurses are practical in clinical works as required by the patients. The general nursing staff nurses are doing most of the clinical works in government hospitals all over the state. However the report of the Committee is simply to manufacture promotion chances of the M.Sc/B.Sc/Diploma/PB staff nurses. 6. Ignoring clinical duties and depriving promotion chances of those with clinical experiences will jeopardize the function of the department, clinical zeal in particular.

Development as idolatry
CB is a development tool. But uncritical use of such machines results in destruction of rich biodiversity which we are blessed with. Once lost, it is very difficult to restore the habitat for our co-creatures, the plants and animals. The destruction of terrace fields, jhum fields, irrigation channels, footpaths, even graveyards, and total change of the once naturally beautiful landscape by these ‘metallic monsters’ are done in the name of development. This makes one to question if we sometimes make ‘development’ an idol and we sacrifice our natural resources as worship to it. Before election, every politician promises development. And we all want it. Ours is a developing society and we want to become a developed nation. But we forget to assess a candidate or party by character and raise the hope for development as the most important thing. The result is that we have a party at the centre which is showing its true color, trying to saffronize our education and undermine our choice of belief. It rose to power because of various scams and failures of the previous government to bring about the desired level of development. But we are paying a heavy price as it has unleashed the forces of extreme elements which are more serious than development programs. People move to towns and cities for easier lives. Urban settings offer more opportunities for earning, education, and facilities for comfortable living. But the result of mass exodus from rural areas, if coupled with unplanned urban development results in creation of slums, ghettoes, and extreme human sufferings. Pollution and conflicts arise due to overpopulation. Development becomes lopsided as shopping malls, fly-overs, and five star hotels exist side by side with garbage heaps and people living on the pavements and under fly-overs in inhuman conditions. Earthquakes and tsunami are natural phenomena and should be respected. But in the pursuit of development, we often do not listen to the warnings resulting in huge destruction of properties and loss of lives. The tsunami which hit the coast line in South India some years back leaving behind huge loss of lives is said to be partly because we have cut down the mangrove forests which acted as natural barrier to the forces of nature. Buildings which do not follow any safety code kill more people in an earthquake. Instead of reading doomsday messages out of those incidents, we should learn more about responsible stewardship and put a check on unbridled human greed. Development, progress, and prosperity are good words. We are called to co-create, multiply (not just increase in number, but progress in all areas), and rule (the meaning of authority here is that of a steward or caretaker). We have come a long way and have made immense progress in all areas. Development has made our lives easier and has made it possible to reach for the stars. With increased knowledge and creativity, we are able to tap the resources our universe provides to invent better things, reduce sufferings, and make life more enjoyable. But if development is not guided by character, or if development is synonymous with destruction of nature, or if development is made an idol of worship; we are manufacturing our own doom. Arnold (but little else) is back in 'Terminator'
T
hirty-one years and counting, and the Terminators keep rolling off the assembly line like new iPhones, upgraded with shape-shifting abilities, rebooted Sarah Conner assassination levels and, one presumes, better selfie cameras. "Terminator Genisys," directed by Alan Taylor ("Thor: The Dark World"), is the fifth entry in the series begun by James Cameron and a naked money grab aimed at rejuvenating a flagging franchise. The three-plus decades of "Terminator" have spread across the relentless march of technology and the Internet, but the movies are curiously stuck between their pre-digital 1980s origins and a dystopian vision of machines' rule over the planet. However many Terminators are unveiled, the mechanical heart and soul of the series will always be Arnold Schwarzenegger's T-800. He's the android version of earlier, castaside operating systems: a Game Boy with a gun. "I'm old, not obsolete," he says in "Genisys." And that, surprisingly, is the case. Schwarzenegger's return to his most iconic role (he was absent in the forgettable 2009 entry "Terminator Salvation" while governor) provides much of the appeal of this otherwise purposeless redo.Not only does his leather jacket-clad hulk continually best newer, better Terminators, in "Genisys" the 67-year-old successfully wrestles a synthetic version of his younger, body-building self. Aging is a hard fact of life, even for the machines sent from the future to kill us. Five films in, "Genisys" works very hard to explain its existence. Screenwriters Laeta Kalogridis and Patrick Lussier begin in 2029, long after Skynet robots destroyed most of humanity in Judgment Day. John Conner (Jason Clarke) is leading a promising if grim revolution when the fight begins hopping through time. To rescue John's mother, Sarah Conner, John sends his loyal soldier Kyle Reese (Jai Courtney) to 1984. But the machines are aware of the plot, and after Reese lands with a thud in a Los Angeles back alley, the familiar T-1000 of "Terminator 2" (he of liquid metal, played here by Byung-hun Lee) is just around the corner. Sarah (Emilia Clarke) is more the one doing the rescuing, though. With Schwarzenegger's Terminator in tow ("Pops" she calls her longtime cyborg protector), she informs Reese of a very different mission than the one he was expecting. An alternate timeline, caused by the crisscrossing time travel, is offered up for why many of the events of previous "Terminator" films — often in the same locations, with the same catch phrases — are repeated. It makes for a cautionary tale: Hand reboot-crazy Hollywood a plot device like a time machine and the most advisable course of action is to run for cover. The movies may be acquiring another potentially dangerous tool: the means to clone. "Terminator Genisys" may well be most remembered for the digital cameo of a young Schwarzenegger. Granted, monosyllabic blocks of wood are likely easier to photocopy than other actors. But the digital rendering is nevertheless impressive. Sarah, Reese and the T-800 travel ahead to 2017 to prevent Judgment Day, postponed (through a great deal of illogical, belabored description) from its original 1997 date. The film tries to claw its way into the present, and, hopefully, into a future trilogy. Linda Hamilton devotees will likely never accept another in the role. But Clarke, the ascendant dragon mother of "Game of Thrones," gives the film enough grit and a touch of depth. The "Terminator" films are about a ceaseless, impossible quest to close the Pandora's box of technology before it ruins us. But "Genisys" is too busy remixing franchise favorites and setting up further sequels to devote much attention to the sci-fi anxieties that spurred it in the first place. As Alex Garland's recent "Ex Machina" showed, those are questions worth rebooting. "Terminator Genisys," a Paramount Pictures release, is rated PG-13 by the Motion Picture Association of America for "intense sequences of sci-fi violence and gunplay throughout, partial nudity and brief strong language." Running time: 125 minutes. Two stars out of four.

On Arab Awakening: a response Can the mass uprisings that happened across the Arab world in 2011 accurately be called an awakening? The editors of Arab Awakening defend the title of their section, while admitting that it may be time to move on A revolutionary moment? Of course the countries of the Arab Spring— among numerous others—have a rich history of struggle. For decades if not centuries, they have fought in civil wars, uprisings, and revolutions with varying degrees of success for their freedoms and rights against despotic, unjust rulers and governments, both local and international. It’s also true that this awakening did not arise out of a vacuum. It was built on the continuous hard (and mostly dangerous) efforts of workers and activists of various political stripes, tirelessly calling for justice; take the build-up in Egypt, for example, which had been happening since at least 2006. The Arab Spring also echoed movements across the rest of the world against neoliberal injustices, such as the Occupy movement. To say this, however, is not to deny the sheer power of this premonitory upheaval, which can be seen as a “psychological and epistemological rupture” with the political and discursive past for various reasons. Anyone taking part even peripherally in protests and demonstrations for justice and rights in Egypt in the decade preceding the uprisings of the Arab Spring, can tell you that going from groups of at most a few hundred, abused by police and ignored by passers-by, to being joined seemingly out of nowhere by tens if not hundreds of thousands, definitely feels like an awakening. Many who took part in the uprisings across the Arab world will tell you how, up until that point in our lifetimes, political engagement or expression of any kind had been minimal, non-existent, or co-opted by the state (with their ‘opposition’ parties). Critical masses The demonstrations enjoyed remarkable mass support and participation, from the full spectrum of political and social backgrounds, and critically, the urban and rural poor. Worsening socioeconomic conditions through corruption and mismanagement, increasingly limited opportunities for youth, and a rapidly inflating gap between rich and poor provided the necessary conditions. A much larger audience opened up to calls for dissent, as they found they had more to gain and less to lose. The protests were already groundbreaking in each of these countries in terms of scale and inclusiveness, but together as a trans-Arab call for social justice and political freedom, framed in nationalist narratives of civic engagement and ownership, they were surely unprecedented. As Fawaz Gerges describes: Millions of Arabs revolted against al-istibdad (repression), defying fear and bullets and daring to call for effective citizenship and more representative and egalitarian political and economic systems. Arabs across national boundaries united in their opposition to social injustice and political authoritarianism. Taking ownership of public space, symbols of liberation from colonial rule, Arabs from different ideological persuasions, imaginations, and sensibilities ‘performed the nation’ as united citizens, in a quest for political emancipation and civil and economic empowerment. The will of the people and electoral legitimacy echoed as a call for action, a marked departure from previous waves of social protests and discontent in Arab states. How old is your dictator? few months ago, a cheque of Rs. 75,000 issued to a Mumbai businessman was repeatedly being returned and he instructed his lawyers to file a case under the Negotiable Instruments Act, 1882. But the businessman, J.P. Vaghani, a partner of J.P. Electronics, a giant consumer electronics distributor in north Mumbai, was aghast at the lawyer's response. "You can no more file the cheque bouncing case in Borivali (suburb) under Section 138 of the Act. It must be filed and fought in Kurla, the location of the bank from where it was dishonoured," advocate Mehul S. Shah advised. This was the starting point of the untiring efforts of 69-year-old Vaghani over the past few months which resulted in a significant amendment to the Act, which got President Pranab Mukherjee's assent vide an ordinance on June 15. "Advocate Shah informed that the new rule was as per a Supreme Court order last year by Justice T.S. Thakur, Justice V. Sen and Justice C. Nagappan. They ordered that a case under Section 138 must be initiated at the place where the branch of the bank on which the cheque was drawn is located," Vaghani told IANS. The bench said: "In this analysis, we hold that the place, situs or venue of judicial inquiry and trial of the offence must logically be restricted to where the drawee bank is located." The judgement became applicable retrospectively - implying that hundreds of

But what else is Demirtas’ call if not that meme at work again, through Tahrir, Sol, Wall Street and Taksim and beyond: “You are not only Turkish, Kurdish; not solely Armenian, Arab, Circassian, Georgian or Bosniak… Alevi, Sunni, Syriac, or Yazidi… Jewish, Hebrew, or Christian. You are all of them.” Will the counter-revolutionary movement be successful in erasing what unfolded in 2011 from collective memory? As we frame it in our ‘about’ section: How will this generation—close to 200 million of the Arab world’s 340 million people are under 30-years old—meet the myriad socio-economic challenges they face on a daily basis across the region? On Arab Awakening we wish to capture the emerging plurality in social views, political positions, economic approaches, social and national identities and frames of reference this awakening has inspired—and use it to help us read a rapidly changing world. The internet meant the possibility of engaging countless others as supporters for a cause or witnesses to an event (that can then rally support). One wake-up call for thousands of budding civilian journalists all over the Arab world, was the realisation that they could turn the tables on the state’s Orwellian use of surveillance, monitoring and censorship. By turning their cameras and internet connections on the oppressor, they could force it to work harder to hide or explain (if not stop) its actions. The primary users of the internet are young people, and it is no coincidence that despite the participation of all ages in the protests, young people made up the vast majority and led the rallying call. Most of these youth had lived under the rule of the same aging dictators since before their births, and to them the mass strikes and uprisings of Arab history were distant anecdotes, and any kind of mass opposition to these regimes unimaginable. In 2011, however, conditions unique to each country but sharing a conflation of unbearable economic pressure, brutal repression, and pervasive media, came to a head. A new power in numbers and a new consciousness gave hope, a sense of ‘now or never’. The ‘barrier of fear’ was broken. The biggest difference in 2011 was that the movements, at least at first, were not hijacked or crushed; they were successful in toppling their respective regimes. As Gerges says: It is critical to recognize the significance of this revolutionary chapter in the modern history of the Middle East and the creative conceptions and articulations of resistance that shattered the system of domination, particularly the popular roots of these uprisings.

The crucial Ordinance was signed and promulgated by President Pranab Mukherjee on June 15 - proving a huge victory for Vaghani's efforts. "However, the government has to clarify the status of those cases which have been returned by the courts and the concerned complainant/s did not re-file them till now at the local jurisdiction of the drawee/accused's bank," Vaghani urged. Of course, the ordinance would have to be approved by both houses of parliament within six months of being promulgated.

otal rainfall received in Dimapur district during June month was 188.8mm which was 19% less than the normal with the highest amount of 34.6mm recorded on 17th June. As compared to 2014 the total amount received is far better. Total amount received during the past six months is 538.9mm as against 2014 which was 353.2mm. Total rainy day was 14. As rainfall during the month of May and June was less than the normal, contingency planning should be done. In-situ rain water conservation through mulching and ex-situ moisture conservation through low cost water harvesting structure like Jalkund should be carried out.
Crops
In case of paddy, replanting of dead hills should be done within 7-10 days of transplanting with seedlings of same age. Preferably two weeding at 20 and 40 days after transplanting should be done. Daily monitoring should be done for pest and diseases. If transplanting is delayed, higher number of seedling per hill should be done. light hoeing and earthing up should be done as and when necessary in maize field and excess rain water should be drained out through surface drainage channel. For groundnut, seeds should be sown in line at 5cm depth. One weeding should be given at 30-35 days (i.e flower initiation stage) after sowing the seeds followed by earthing up to promote easy penetration of pegs into soil. Avoid water stagnation in the field of groundnut, provide good drainage system. Maintain proper drainage in ginger field. Field should be inspected regularly for disease appearance and more often when it rains. While inspecting the healthy plants/plots must be marked and kept for planting material in the next season. Marking has to be done properly otherwise when plant matures and gets dried up, it will be very difficult to find out the marked plots. Apply 350gm urea, 450gm SSP, 200 MOP per tree of khasi mandarin during July. use integrated farming system comprising of paddy, vegetables, pigs, ducks and fishes within the same boundary of land for lower dependence on outside inputs. Cultivate the crops across the slopes to conserve soil and water.
Livestock Fishery: It is not advisable to start a culture if water cannot be retained at least for a minimum of 3 months. Low water level will lead to high temperature regimes in the ponds which will add to the stress of the cultured organisms. Fertilization and manuring should be avoided when there is acute water scarcity. Take advice of experts and information from mass media from time to time. Livestock: Animals should be let out for grazing in the morning and evening hours during the cooler part of the day, thereby avoiding exposure to stress. Wherever bullocks are being used for ploughing, adequate 1 hour of rest under the shade of trees should be provided after 2-3 hours of work. Animals can be rested for a day after 2-3 days of work for optimum performance. Regular FMD vaccination for cattle should be done once in six months.

rop production systems since the beginning of agriculture had to compete with harmful organisms and sometimes adverse abiotic situations. A plant is said to be diseased when it produces series of invisible and visible responses in the plant cells and tissues to a pathogenic organism or environmental factor that result in adverse changes in the form, function or integrity of the plant and may lead to partial impairment or death of plant parts or of the entire plant. The inanimate, abiotic, nonparasitic or non-infectious causes of plant diseases include: i) adverse climatic conditions such as very high or very low temperatures, unfavourable intensity of light, excess humidity or rains ii) chemical injuries caused by faulty application of fungicides, insecticides, weedicides/herbicides and plant nutrients and iii) adverse soil conditions including low, high or unbalanced soil moisture, poor soil structure affecting root growth, aeration and water holding capacity, poor oxygen supply and most important deficiency, excess or imbalance of nutrients, injurious salts and soil reaction. Common examples of plant diseases caused by abiotic factors are tip rot or necrosis of mango fruits due to boron deficiency caused by atmospheric impurities, Black heart of potato due to unfavourable oxygen relations in stores and in field, Khaira disease of paddy due to non-availability of zinc to the plants. The animate, biotic causes of plant diseases include such groups as weeds, insects, nematodes and other pathogens like bacteria, fungi, virus, algae, protozoa, mycoplasmas, spiroplasmas and rickettsia.
Plant enemies directly or indirectly induce reactions in the body of their host as a result of which certain abnormalities appear on the plant. Sometimes the pathogen itself may become visible on the host surface giving it an abnormal appearance. Whereas in certain infectious diseases which are caused by parasites, it is not necessarily that the parasite should be bodily present in the plant. It can produce toxins in quantities that can produce pathological effects. The abnormalities, sign or the evidence of the disorder, are known as symptoms of the disease. Since the origin of these symptoms is mainly from internal disorders and many kind of pathogens can produce same type of disorder the symptoms resulting from host-pathogen interactions are not reliable basis for identification of plant diseases although they do help to some extent. On the other hand, when the pathogen itself becomes visible on the host surface it gives more reliable information about its own identity and identification of the disease. Following are the symptoms of plant diseases generally visible due to attack by pathogens – Wilts: It is characterised by drying of the entire plant. The leaves and other green or succulent parts lose turgidity, become flaccid and droop. The wilting due to a disease is different from normal or physiological wilting in which the plant recovers as soon as the conditions (supply of water) become favourable. Many a times wilting of parts of plants are seen due to infection by sucking type of insects. Necrosis: It is a condition in which death of cells, tissues and organs has occurred as a result of parasitic activity. The characteristic appearance of the dead area differs with different hosts and host organs and with different parasites. Thus, necrotic symptoms may include spots, streaks or stripes, canker, blight, damping off, burn, scald or scorch and rot. Necrotic symptoms can be caused by infection by insects, pathogens like fungi and bacteria. Mildew: In these the pathogen is seen as white grey, brownish or purplish growth on the host surface. In downy mildews the superficial growth is a tangled cottony or downy growth while in powdery mildews enormous numbers of spores are formed on superficial growth of the fungus giving the host surface a dusty or powdery appearance. Black minute fruiting bodies may also develop in the powdery mass. Mildews symptoms
resulting in stunting or dwarfing. The whole plant may be dwarfed or only certain organs may be so affected. The general idea about the pests and pathogens of crop plants and the effect they cause with their presence can help our farmer friends to some extent to know if the crops are diseased. Accordingly they can adopt the right Smuts: Smut means a sooty or charcoal-like powder. care and management of the crops to avoid any huge loss. Usually floral parts are affected by smuts show a black or purplish-black dusty mass. These pustules are considerably larger than those of the rusts. Rusts and smuts are generally caused by fungal infections. are produced by fungal infection. Rusts: Rusts appear as relatively small pustules of spores, usually breaking through the host epidermis. The pustules may be dusty or compact and red, brown, yellow or black in colour.
Blisters: On the leaves of cruciferous and other plants, numerous white blisters like pustules which break open the epidermis and expose powdery masses of spores are seen usually caused by fungal pathogens. Blotch: This symptom consists of a superficial growth giving the fruits a blotched appearance as in the sooty blotch and fly–speck of apple fruits. Exudations: In several bacterial diseases, such as bacterial blight of paddy, bacterial leaf streak of paddy etc. masses of bacterial cells ooze out to the surface of the affected organ where they may be seen as drops or smear. Often they form a crust after drying. Colour change: Discolouration is one of the most common symptoms of plant diseases. The normal green pigment is replaced by yellow pigments and when this yellowing is due to lack of light it is called etiolation. A similar condition results from the influence of low temperature, lack of iron, excess of lime or alkali in the soil and infection by viruses, fungi and bacteria. In these cases the yellowing is known as chlorosis. Sometimes the leaves are devoid of any pigment and look bleached or white, known as albinism. Again change of the colour to red, purple or orange is chromosis. Die-back: Such diseases are incited by pathogens as well as insects, characterised by drying of plant organs, especially stem or branches from the tip backwards. This condition is also a form of necrosis caused directly by the pathogens or its toxin. Many pathogens and pests through their biochemical activity induce excessive growth of host tissues. This causes abnormal increase in size of affected organs. While in many diseases one of the results is inhibition of growth

New Delhi, July 2 (iANS): In a bid to insulate farmers from the vagaries of monsoon, the government on Thursday announced a new national irrigation scheme with an outlay of Rs.50,000 crore that will not only ensure supply of water to the agricultural sector, but also promote its efficient use and prevent wastage. The government also allocated Rs.200 crore for three years to set up an online national agriculture market by integrating 585 wholesale markets across India. The irrigation scheme will have an outlay of Rs.50,000 crore over a period of five years beginning the current fiscal, Finance Minister Arun Jaitley told a press conference here. The allocation for the current financial year is Rs.5,300 crore. The approval to the "Pradhan Mantri Krishi Sinchayee Yojana" (PMKSY) was given by the Cabinet Committee on Economic Affairs (CCEA).

Black money law comes into force from July 1 New Delhi, July 2 (pti): The black money law that provides for stringent penalties and jail term for failing to disclose overseas income has been operationalised from July 1 this year, instead of April 2016, the Finance Ministry said. The Black Money (Undisclosed Foreign Income and Assets) and Imposition of Tax Act, 2015, as passed by Parliament, was to come into effect from April 1, 2016, after providing for a short 'compliance window' to foreign asset holders to come clean. When asked whether the black money law has come into force, a top revenue department official confirmed. "Yes, with effect from July 1". The changes were being made to remove the difficulties with regard to dates for implementation of the provisions of the new black money law, a Finance Ministry Order said.
Army launches software to digitise data on soldiers New Delhi, July 2 (iANS): Defence Minister Manohar Parrikar on Thursday launched a software to digitise records of over 12 lakh soldiers of the Indian Army. The software, ARPAN 3.0, was launched as part of the 'Digital India Week'. Files and documents from seven records offices of the army have already been digitised, covering around 32 percent of the total soldiers. Launching the website, Parrikar said the work of digitising all records will be done in a year. "In one year, we will have a perfect website," Parrikar said. In another year, records of all 45 record offices of the army, covering more than 12 lakh soldiers, will be digitised, he added. Accessible on the intranet connecting army stations, a website will allow soldiers access to their account information through a website through a login name and password. It will have personal details, including documentation, unit administration, salary, leave, transfer and postings, besides various reports and returns. The details can also be sent from one unit to other, if needed.

With our complete readiness to launch MNP, we aim to empower customers to retain this identity as they move anywhere in the country," said Ajai Puri, director, market operations, Bharti Airtel. "To facilitate a seamless transition, we will also allow our customers to enjoy free incoming on roaming while their number portability request is being processed," he added. "MNP service allows the customers to carry their existing numbers across India and also choose the operators of their choice. Vodafone has benefited from the intra-circle MNP rolled out in 2011. We look forward to a similar response this time," Vivek Mathur, chief commercial officer, Vodafone India, said. Vodafone India has a pan-India base of over 184 million customers serviced through a network of more than 130,000 sites, of which over 35,000 are 3G sites.
"RCOM (Reliance Communications) is ready to roll out mobile number portability nationally from July 3, 2015 onwards, and this will allow our customers to retain their mobile numbers in any part of the country and continue to enjoy our best-in-class network and services," a Reliance Communications spokesperson said. "Reliance Communications will also be offering attractive and aggressive plans for both its pre-paid and post-paid customers, as well as customers porting in from other networks, to ensure that this is a seamless and easy transition," the spokesperson added. Similarly, MTS India said the company was fully geared up to comply with the deadline. "The move will enable MTS India to quickly and efficiently process all number portability requests. The implementation of MNP is bound to set new benchmarks in customer service standards within the Indian telecom sector," an MTS India spokesperson said. Idea Cellular claimed it was the MNP leader with over 14 million net gain of customers so far, through intracircle MNP services. "As a result of Idea's growing network presence, focus on customercentricity, and a strong brand-connect with the audience, our MNP leadership has grown consistently ever since our services were launched in 2011," said Sashi Shankar, chief marketing officer, Idea Cellular. 19 states launch online platform for green clearances New Delhi, July 2 (iANS): Nineteen states on Thursday introduced online submission of applications for environment clearance, a minister said. Minister of Environment, Forests and Climate Change Prakash Javadekar launched a web portal that aims to bring in transparency in the process of submission of applications for environment clearance by the State Environment Impact Assessment Authorities for projects that fall under Category 'B'. "The online processes have raised the levels of transparency and accountability. It will ensure that monitoring is carried out more effectively and on a real time basis and thus, status on the pendency is available clearly," Javadekar said. "It will also speed up clearance processes, while maintaining the rigours of environment clearance process," he added. The minister expressed confidence that the remaining states will come on board soon. Developmental projects are classified under Category 'A' or 'B' depending on their threshold capacity and pollution potential. While 'A' category projects require environment clearance from the Centre, state governments have the authority to clear projects under category 'B'. Environment ministry secretary Ashok Lavasa said the ministry had conducted workshops and several rounds of interaction with the 19 states that includes Maharashtra, Punjab, West Bengal and Manipur. "Majority of environment clearances are done at the state level. So, this (portal) is a significant step forward towards giving clearances to environment projects," he said. "Now, the ministry is targeting to bring all the clearances required and Hazardous Substances Management rules online as well," he added. The environment ministry had launched the online application system for environmental clearance in 2014.
New Delhi, July 2 (pti): Finance Minister Arun Jaitley today brushed aside concerns of Parliament's upcoming monsoon session being disrupted over the Lalit Modi controversy, saying some people may be relevant to TV channels but not to governance. Jaitley said the Bills to amend the Land Acquisition Act and bring in a uniform pan-India Goods and Services Tax (GST) are very crucial for development and hoped no political party takes anti-growth and anti-development position. "Some people may be of relevance to television channels, (but) they have no relevance to governance as far as the Government of India is concerned," he told reporters here. He was replying to a question on the possibility of the monsoon session of Parliament getting washed out over Congress' demand for resignation of External Affairs Minister Sushma Swaraj and Rajasthan Chief Minister Vasundhara Raje over alleged links with former IPL commissioner Lalit Modi. Jaitley, however, evaded a direct response to the controversy in which Lalit Modi has been dragging various politicians, including him.

'Need to step up speed on India, Nepal, China corridor' BeiJiNg, July 2 (iANS): India, China and Nepal should go ahead and order a feasibility study for an economic corridor among the three nations that will benefit its people, a senior Chinese official said here. Huang Xilian, deputy directorgeneral in the Department of Asian Affairs at the foreign ministry said that ties between India and China "were the most important bilateral relationship in the world" and that both the countries should step up efforts to strengthen these. He said that the trilateral corridor was briefly discussed between President Xi Jinping and Prime Minister Narendra Modi during the latter's visit to China, but it was time to move the proposal forward.
He said the corridor could comprise road and rail links from China to Nepal, under the Himalayas, and then India. It could also link the three through air connectivity and people to people exchanges. He said the nearest rail link to Nepal in China was today around 300 km away but technically it posed no problem. "It would be a dream come true" for the people of the three nations. He said India and China need to step up consultations on this, apart from ordering a feasibility study as a first concrete step. Talking of the trade gap between India and China, which was in favour of the latter, Xilian said that his country had encouraged local companies to do business with India. He
wants to see many of the large companies to set up base in India too. 'Made in India' and 'Made in China' should be combined, he said. "The main word between the two economies, is 'development'," he said. China would be importing some $10 trillion of goods over the next five years and Indian companies should take advantage of this to balance some of the trade, he said. On the border question, Xilian said that this would be a topic for others in the ministry to answer, but his brief stand was that there should be peace and tranquillity along the India-China border. He said a mechanism existed between the two countries to look at all the issues relating to the border
and the two countries should look for closer cooperation through that. He said the recent earthquake in Nepal had shown how vulnerable the mountain nation was and India he said had given timely help and had been generous and magnanimous in its approach to the smaller nation. Both China and India, he said, need to help Kathmandu cope with the tragedy and the recent donor conference which he had attended with his foreign minister showed how this could be done. He said his minister had met his Indian counterparts in Kathmandu to discuss several issues of mutual concern and the question of the IndiaNepal-China economic corridor had also briefly come up.

Nadda sparked scepticism when he declared on June 30 that India would reach the universal immunisation target, or 95 percent of all children, by the end of 2016. The disbelief gets credence because less than four months ago Nadda told parliament it would take five years to immunise 90 percent of India’s children. Only 65 percent of children are now immunised, the best rate achieved in 38 years since the Universal Immunisation Programme (UIP), as it is officially called, was started. It targets 27 million new-born children and 30 million pregnant women every year. In India, 500,000 children die of vaccine-preventable diseases because one in three misses the benefits of full immunisation, according to government data. “The government has

Even states that do better, such as Uttarakhand, Chhattisgarh and Rajasthan, fall short by 20-25 percentage points in achieving universal immunisation. Those like Goa (89.1 percent), Sikkim (85.2 percent) and Kerala (82.5 per-
cent), which are not highfocus statesand do better than others, also fall short of universal coverage. Lack of awareness among parents about vaccination benefits, fear of side-effects and a shortage of vaccines or have been cited as reasons for low immunisation. The government programme centres on 201 high-focus districts that account for nearly 50 percent of partially vaccinated or unvaccinated children in India. The government allocated Rs. 599.87 crore over the last three years to promote immunisation. Immunisation prevents approximately 2-3 million deaths globally every year from diphtheria, tetanus, pertussis and measles. In 2013, an estimated 21.8 million infants worldwide were not reached by routine immunisation; nearly half live in India, Nigeria and Pakistan, according to the World Health Organisation.

ope Francis is taking his “church for the poor” to three of South America’s poorest and most peripheral countries, making a grueling, week-long trip that will showcase the pope at his unpredictable best: speaking his native Spanish on his home turf about issues closest to his heart. Indigenous peoples will take center stage during much of Francis’ July 5-13 visit to Ecuador, Bolivia and Paraguay, while the Francis’ own Jesuit order will be in the spotlight for its role in evangelizing the continent centuries ago and even today. Environmental concerns in the Amazon, border conflicts and the region’s tortured history with authoritarian regimes also factor into the agenda as history’s first Latin American pope returns to Spanish-speaking South America for the first time since he was elected two years ago. “He knows this reality, because he worked so long with the bishops of Latin America and as head of the Jesuits in Argentina,” said Daniel Gussmann, director of the Catholic Church’s Caritas charity in Buenos Aires. “He knows these countries, and their problems with poverty and where much of the population has no access to land.” Francis will meet with the elderly poor in Ecuador, visit Bolivia’s notoriously violent Palmasola prison and tour Paraguay’s floodprone Banado Norte shantytown, bringing a message of solidarity and hope to society’s most marginalized. groups representing indigenous peoples, campesinos and the “cartoneros” who pick through garbage for recyclable goods — the last a group he long ministered to while working in the slums of Buenos Aires as archbishop. When the Vatican hosted these grass-roots groups at the Vatican last year, Francis delivered an off-thecuff, mini-encyclical on the rights of the poor, the injustices of unemployment and the need to care for God’s creation — themes he’ll likely repeat next week. He insisted then that he wasn’t preaching communism but the Gospel. “Francis comes not to protect the church but to protect the poor and the Earth,” said Michael Lee, associate professor of theology and Latin American studies at Fordham University. He said that represents a different focus from the concerns of his two predecessors, who on trips to the
Americas focused more on the survival of the church facing a sometimes hostile and secular agenda and competition from other religious movements. “That’s an enormous shift, and one that’s going to be very well received in these countries and by these people,” he said. While the trip involves many of the di rigueur elements of all papal tours — protocol visits to heads of state, pep talks to seminarians and meetings with regional bishops — Francis will also have some very personal encounters. He’ll lunch with a Jesuit community in Guayaquil, Ecuador where he has something of a mentor in an elderly priest and where he frequently sent his own seminarians to study. He’ll celebrate Mass at Paraguay’s shrine to the Madonna of Caacupe, to whom Francis became particularly devoted after ministering to Paraguayan
immigrants in Buenos Aires. And he’ll pray at the site where a Jesuit priest, the Rev. Luis Espinal, was left in 1980 after being detained and tortured by Bolivia’s paramilitary squads. It’s likely to be a poignant moment, given Francis’ own experience with the right-wing military dictatorship in Argentina. The former Jorge Mario Bergoglio was head of the Jesuit order there when two fellow priests were kidnapped by the regime, which joined like-minded governments in Bolivia and Paraguay to mount Operation Condor to wipe out and “disappear” leftist opponents. While Francis visited Portuguese-speaking Brazil in 2013 on a trip originally scheduled for Pope Benedict XVI, this is his first to Spanish-speaking South America and is one that he himself has planned. As a result, the choice of Ecuador, Bolivia and Paraguay is not happenstance.
Bolivia and Paraguay are the continent’s poorest countries, with one in four Bolivians living on $2 a day, according to the World Bank. The countries are also small in population and weight compared to regional powerhouses like Chile and Argentina, where Francis is planning to visit in 2016 along with Uruguay. “Here you see a bit the pope’s criteria: To go to visit even those countries that aren’t geopolitically at the top rank of the world panorama,” said the Vatican spokesman, the Rev. Federico Lombardi. It will be a grueling eight-day trip that will test the stamina of the 78-yearold Francis, who has only one full lung and a bad back: It will take him across the globe to extremes of altitude — from sea level to the 4,000-meter highs of La Paz, Bolivia and back again — with multiple in-country flights and a dawn-to-dusk schedule each day. Lombardi said Francis didn’t have the “minimum of uncertainty or concern,” and that the trip was organized to make it brief and bearable. That said, Lombardi wouldn’t rule out that Francis might chew coca leaves — or at least sip tea made from them — to offset the altitude sickness that might set in when he lands in La Paz for a brief, 4-hour visit. Francis has 22 speeches planned, but he’ll likely ditch some or all of them and speak off-the-cuff as he tends to do when working in his mother tongue, lending an air of unpredictability to the trip (and alarm for his handlers). “The pope will probably improvise a lot in Spanish, so be prepared spiritually and practice your Spanish,” Lombardi joked.

US and Cuba restoring diplomatic ties after 54 yrs
HAVANA/WASHINGTON, July 2 (ReuTeRS): The United States and Cuba formally agreed on Wednesday to restore diplomatic relations on July 20, setting up a trip to Havana by John Kerry, who would become the first U.S. secretary of state to visit the country in 70 years. Sealed by an exchange of letters between U.S. President Barack Obama and Cuban President Raul Castro, the deal fulfils a pledge the former Cold War enemies made six months ago. It also attempts to end the recriminations that have predominated ever since Fidel Castro’s rebels overthrew the U.S.backed government of Fulgencio Batista on Jan. 1, 1959. The letters set a date of July 20 for the re-establishment of relations, and embassies could be opened at that time or later. Kerry, speaking from Vienna, said he would visit Havana to raise the U.S. flag outside the future U.S. embassy, currently labelled an interests section. “The progress that we mark today is yet another demonstration that we don’t have to be imprisoned by the past,” Obama said from the White House Rose Garden. “When something isn’t working, we can and will - change.” Obama noted that ties were severed in the year he was born, 1961. A long battle of subterfuge and outright aggression followed as Cuba closely aligned with the Soviet Union, nearly leading to nuclear war in 1962 over Soviet mis-
siles stationed on the island. Isolating Cuba had been a foreign policy pillar under 10 U.S. presidents, continuing long after the fall of the Soviet Union in 1991. Washington’s allies repeatedly condemned the policy, and Obama declared it had failed to promote democracy or improve the lives of Cubans living in a oneparty state. “It hasn’t worked for 50 years. It shuts America out of Cuba’s future, and it only makes life worse for the Cuban people,” Obama said while noting stark differences between the two governments would remain. Cuba’s Communist government controls the media and represses political opponents, a policy it has justified based on U.S. attempts to destabilise the government and Washington’s open support of dissidents. Castro, 84, Fidel’s younger brother and Cuban president since 2008, welcomed diplomatic ties that he said should reinforce the principles of sovereign equality and non-interference in his country. “Cuba is encouraged by the reciprocal intention to develop respectful and cooperative relations between our two peoples and governments,” Castro wrote in his letter to Obama. Obama said the agreement would increase U.S. contact with ordinary Cubans, permit a larger staff of diplomats and grant them more freedom of movement across the island.

MANIlA, July 2 (AP): A ferry carrying 189 passengers and crew capsized Thursday minutes after it left a central Philippine port in choppy waters, leaving at least 35 dead and 20 others missing, coast guard officials said. They said at least 134 people from the M/B Kim Nirvana were rescued by nearby fishing boats and coast guard personnel or swam to safety off Ormoc city on Leyte Island. Coast guard spokesman Armand Balilo said the wooden outrigger ferry was leaving Ormoc for the Camotes Islands, about 44 kilometers to the south, when it was lashed by strong waves. He said the captain and some of the crew were rescued and are in custody pending an investigation. Coast guard officials and survivors said it wasn’t immediately clear what caused the 36-ton ferry, which was carrying a heavy cargo of construction materials and bags of rice, to overturn. Survivors told The Associated Press by cellphone that the bow suddenly rose from the water before the vessel flipped over on one side, turning it upside down and trapping passengers underneath. Among the passengers who survived were at least three Americans and a Canadian. Lawrence Drake, 48, a retired firefighter from Rochester, New York, said he was able to revive a
woman who wasn’t breathing while they were in the water via mouth-to-mouth resuscitation. Drake said he also saved the woman’s pregnant daughter and an 8-yearold boy. He said he saw at least seven bodies floating in the water, including two children. Many of the passengers were screaming in panic, he said. Drake’s Filipino wife, Mary Jane, said the ferry was pulling slowly out of the port when it suddenly flipped to the left in strong waves. “No one was able to jump out because it overturned very swiftly. There was no time to jump,” she said. TV footage showed coast guard rescuers and army soldiers carrying survivors from rubber boats to a beach. Not far away, the bottom part of the vessel could be seen protruding from the water. A rescue leader, Ciriaco Tolibao, said army frogmen and coast guard divers were searching the overturned boat to find more survivors or retrieve bodies. The search was continuing into the night, Balilo said. Cloudy weather at the time of the accident did not pose any danger that would have prompted the coast guard to stop sea voyages, officials said. A brewing storm in the Pacific was 550 kilometers east of Ormoc and was too far away to affect any part
casters. They said winds in the Ormoc region were not strong enough to whip up dangerous waves. Ormoc, a regional economic and transportation hub of about 200,000 people, is located in a disaster-prone eastern region that is regularly hit by some of the approximately 20 tropical storms and typhoons that blow in from the Pacific each year. The city was among those devastated by Typhoon Haiyan, one of the most ferocious storms on record to hit land, which left
villages in November 2013. In 1991, a storm set off flash floods in the Ormoc region that killed more than 5,000 people and swept homes and vehicles into the sea. Frequent storms, badly maintained vessels and weak enforcement of safety regulations have been blamed for many past sea accidents in the Philippine archipelago. In 1987, the ferry Dona Paz sank after colliding with a fuel tanker, killing more than 4,300 people in the world’s worst peacetime maritime disaster.

US files formal extradition request for 7 FIFA officials
GENEVA, July 2 (AP): The United States has submitted a formal request for Switzerland to extradite seven FIFA officials arrested in Zurich as part of a corruption probe that has rocked soccer's world governing body. Switzerland's Federal Office of Justice said Thursday that the requests were received from the U.S. embassy in Bern. The expected demands submitted late Wednesday met a 40-day deadline since the seven were detained early May 27 in raids on a luxury hotel in FIFA's home city. All seven men detained in Zurich, including three current and former members of FIFA's executive committee, have already objected to extradition. They face around 20 years in prison. The widening American investigation already alleges bribery and racketeering worth more than $150 million involving highranking FIFA officials over a 24year span. The U.S. Department of Justice published an indictment of 14 soccer and marketing officials in May which alleged bribery linked to awarding broadcast rights for international tournaments in North and South America. "These crimes are thought to have been agreed and prepared in the USA, and payments were allegedly routed through US banks," the Swiss justice ministry said in a statement Thursday. The seven will be heard by Zurich cantonal (State) police and granted a 14-day period to respond to federal officials about the extradition request, the Swiss justice ministry said. Swiss justice officials will then rule "within a few weeks" on whether to extradite them. That ruling can be appealed to Switzerland's top criminal court and supreme court. The seven men include FIFA vice president Jeffrey Webb of the Cayman Islands and Eugenio Figueredo of Uruguay, who was arrested two days before his FIFA vice presidential term expired. Costa Rican soccer federation president Eduardo Li was arrested two days before he was due to formally join FIFA's executive committee. Former Brazilian federation chief Jose Maria Marin led the 2014 World Cup local organiz-
ing committee and is a member of the FIFA panel organizing the men's and women's tournaments at next year's Olympic Games. The others are Venezuela FA chief Rafael Esquivel; FIFA staffer Julio Rocha, a development officer from Nicaragua; and Costas Takkas, a Briton who works for CONCACAF President Webb. The other seven men among the 14 indicted include disgraced former FIFA vice president Jack Warner of Trinidad and Tobago, and former FIFA executive committee member Nicolas Leoz of Paraguay, the longtime former president of South American governing body CONMEBOL. Warner and Leoz, who left FIFA in 2011 and 2013, respectively, to avoid sanctions for unethical behavior, are fighting extradition to the U.S. from their home countries. A further four men have entered guilty pleas which were unsealed in May. They include American former FIFA executive panel member Chuck Blazer and two sons of Warner. The indictment revealed that Blazer admitted being part of a $10 million bribe scheme with Warner for supporting South Africa's successful bid to host the 2010 World Cup. A third South American FIFA voter was also involved, Blazer alleged. FIFA has acknowledged that its secretary general Jerome Valcke helped transfer the money through its accounts at South Africa's request. FIFA and Valcke said the cash was believed to be for soccer projects for the African diaspora in the Caribbean, and was approved by Julio Grondona of Argentina, the chairman of FIFA's finance committee who died last year. American law enforcement officials have confirmed that FIFA President Sepp Blatter is a target of the investigation which is expected to bring more indictments. Blatter cannot be extradited from his native Switzerland to the U.S. without his consent. Still, he and Frenchman Valcke risk arrest in many countries. They did not travel to New Zealand for the Under-20 World Cup final played June 20 and will not go to Canada for the Women's World Cup final in Vancouver on Sunday.
Raina rubbishes Modi's betting allegations, mulls legal action
NEw DElhi, July 2 (iANS): Indian batsman Suresh Raina has rubbished allegations made by former cricket administrator Lalit Modi that the left-hand bat was involved in betting in Indian Premier League (IPL) matches. He said he was mulling legal action against the former IPL chairman for making "false" allegations. Modi alleged on Saturday that Indian cricketers Suresh Raina, Ravindra Jadeja and West Indian Dwayne Bravo had taken bribes from a bookie who was also a builder. The three are all members of IPL franchise Chennai Super Kings. Connectivity-the road ahead

or a landlocked State like Nagaland, good road connectivity is of paramount importance. The State Government and the planners in Nagaland will have to focus on good Road, Rail and Air connectivity not only within the State but also with rest of the country, South Asian countries and the rest of the world if we are to achieve sustainable development, progress and prosperity. The start of the daily Indigo flights out of Dimapur is a welcome change towards this objective and we should be more appreciative. Some of the ongoing initiatives have to be reviewed and we need to focus on how we can benefit from the initiatives. 1. Trilateral Highway: ThailandMyanmar-India: There is a proposal to establish connectivity from Moreh in Manipur to Mae Sot in Thailand, via Myanmar (Bagan). It is learnt that the work has already begun on the Thailand front and there is also progress being made in Myanmar with assistance from India. Our Government will need to focus on how to link up with this highway from Nagaland and perhaps it is possible through Pangsha, being located at a central point in the state. This would be an important part of the declared “Act east Policy” of Government of India and we must present our case at the earliest. The Union Minister has said on 30th June “ An agreement will soon be signed with Myanmar and Thailand to make surface connectivity with adjoining countries easier”. He
also said that funding will be sought from Japan International Cooperation Agency(JICA) to develop and improve roads in the Northeastern region of the country. 2. Asian Highway : AH1 is the longest route of the Asian Highway network, running 20,557 kilometres from Tokyo, Japan via Korea, China, Southeast Asia, Bangladesh, India, Pakistan, Afghanistan and Iran to the border between Turkey and Bulgaria to west of Istanbul where it joins end-on with European route E80. Incidentally this Highway runs through Kohima, Dimapur towards Kaziranga and beyond. 3. Golden Quadrilateral and NS-EW Corridors (NHDP Phase- I &II) : The NHDP Phase I &II comprises of the Golden Quadrilateral(GQ) linking the four metropolitan cities in India i.e. Delhi-Mumbai-Chennai-Kolkata, the North-south corridor connecting Srinagar to Kanyakumari including the Kochi-Salem spur and the East-west Corridor Connecting Silchar to Porbandar. For Nagaland connectivity can be established from Dimapur-JalukieKhelma to this road. Incidentally we may have all travelled over a portion of this Corridor when we travel to Guwahati via Doboka. 4. New growth Quadrangle (BIST-EC) : Seeking a share in Southeast Asia’s economic dynamism, three low income South Asian nations will join newly industrialized Thailand in a new inter-regional bloc. India, Bangla-
desh and Sri Lanka hope that by linking up with the Thai economy in a new growth quadrangle, they can sink their own political differences which otherwise keep them from jointly harnessing their complementary strengths. The key aim of the Bangladesh, India, Sri Lanka, and Thailand –Economic cooperation grouping (BIS-EC) is to help kick-start stalled South Asian cooperation. It was the initiative of Thailand which made the offer to India and Sri Lanka based on an Asian development Bank (ADB) study on how the nations could take advantage of their proximity. “Thailand, regarded as a dynamic and advanced South Asian economy, can play an important role in energising the economic interaction among Bangladesh, India and Sri Lanka”. Trade, investment, science and technology, human resource development, tourism, fishery, Agriculture and transportation will be among the main areas of cooperation. This can also be considered a part of the “Act east Policy” of the Government of India and we must be able to play our own part in the initiative and we hope the Planners in the Government as well as the people who can play their roles. 5. Trans-Asian Railway: Northeast India is to be connected to the railway network of neighbouring Myanmar to link up with the ambitious 81,000 km-long Trans Asian Railway network (TARN) serving 28 member countries. Much like yesterday’s silk route, today’s
Trans-Asian Railway aims to serve cultural exchanges and trade within Asia and between Asia and Europe. This would certainly open up vast opportunities. The positive results of better connectivity and “Act East policy” would be improvement of economy, more employment opportunities especially for the youth, better camaraderie amongst the members of the Naga family, which is presently getting so hopelessly divided and perhaps the root cause is a feeling of alienation from the mainstream of not only the country but within the Naga community itself. Our economy has not been able to grow in the desired manner due to various reasons- a Low Credit and Deposit (CD) ratio, which means inadequate banking finance for any venture, Unstable Power supply, bad connectivity both in terms of physical infrastructure and IT connection, corruption which has been so deeply embedded and of course the extortions and rampant taxation, all leading to a resultant poor economy that has weakened us as a society. Perhaps the biggest casualties are integrity and honesty. The need of the hour is a strong leadership with a clear objective and vision of a better tomorrow, the will to keep aside our differences and petty agendas and unite our collective efforts to execute it. International Day of Yoga: Retrospection The Uncivilized Nagas

hat is Yoga? When this is asked, people will start picturing what Yoga is about!! The word Yoga brings all sorts of images in people’s mind. They associate it with a person in saffron robed, smeared their body with ashes, carrying begging bowl in their hand, with long hair and beard. Three white lines in their forehead. Sitting in cross leg with eyes closed etc. But Yoga is completely different from these imaginations. Yoga or “Yuj” which just means to merge, join or unite. “Union of Your will with the will of God”. Our State too has just celebrated International Day of Yoga on 21st June with the rest 193 Countries of the world, despite opposition from various churches and various organizations. To add salt to the wound, it happened to be on a Sunday, which is very unfortunate and also it was the day to honour the Father’s. United Nations General Assembly on 11th Dec’2014 declared 21st June as International Day of Yoga, I feel that these were done not to hurt the feelings/ sentiments of our Christians brothers especially our State. Next year 21st June 2016 for the celebration of International Day of Yoga it will be on Tuesday and it will go on as an annual event from now on. Therefore let’s hope that there won’t be much criticism next year. At the same time I feel Politicians should not mixed Yoga with their Politics and play blame game!! let us remind ourselves that Yoga is a physical, mental and spiritual practice. Let us remember that Yoga is not a Religion, but it is for all religion and race. United Nations General Assembly on 11th Dec’2014 declared 21st June as International Day of Yoga. team to declare 21st June as International day of Yoga. it was PM Narendra Modi who initiate this move in the United Nations General Assembly on 27th Sept’2014. To declare 21st June as International Day of Yoga more than 177 countries have supported this move. It was learnt that this has the highest number of co-sponsors ever for any United Nations General Assembly resolution of such nature. Today, we say, we are modern and civilized, yes!! But we cannot claim that we are genuinely happy and healthy. We, today use tranquillizers for sleep, pills for purgative and many many more. Longing for materials wealth has hardened our heart. Mental tension, stress and strain are the causes of Physical as well as Psychological diseases such as Diabetics, acidity, Hypertension, Migraine, asthma, headache etc .for all these ,we need Yoga. Yoga has the surest remedies for man’s physical and Psychological ailments. By the practice of Yoga it makes the organ active in the functioning and has a good effect on the internal and external functioning of our body. Yoga has become popular because for the restless mind it gives comfort. For the sick it’s a boon. For common man it is a fashion of the day to keep him/her fit and beautiful. In the world of sports, Yoga plays a very important role. It enhance the performance of professional sports persons, foster a calm and relaxed mind, enhance neuromuscular coordination, helps to reduce stress and anxiety, cultivate self confidence and self belief, At the peak performance a sportsperson needs to have high degree of concentration and focus with a mind that is calm and controlled. Here, Yoga help a sportsperson to have a calm mind and control of their thoughts even
during the time of stress and adversity, thus helps a sportsperson to perform better. Some people say that Yoga is nothing but just an exercise. Yes, There are some similarities in Yoga and Physical exercises like both aim at Health & Physical fitness and emotional stability, but some of the advantages of Yoga is that; its varied and specific, minimum energy expenditure, does not lead to fatigue but brings a feeling of freshness after practice, It emphasis on the health of inner vital organs, Control over autonomic functions. Brings flexibility and strength of the spine. It can be done alone in a limited space. Can be practice by young and old. Where as in Physical exercises it involve vigorous and repetitive type of exercise which leads to fatigue. it aim to bring strength, speed, stamina and muscular development. It involves group practice and is mainly for the youth. Coming back to religion, Yoga is not a Religion but some religion put Yoga into their religion and practice for which they become better religious person. We Christians can do the same and become a better Christians. For an example, Our Hindu brothers put Yoga into their religion and practice for which they become much better Christians than many Christians. Yes, we cannot force anyone to practice Yoga or put Yoga into their religion. It depends on the individual and society/race to practice. Yoga is something that we cannot simply get benefited just by reading Yoga books or watching yoga programme in the TV. But we can get the real benefits of Yoga only by practicing it. very Naga knows the meaning of ‘civilized’ and ‘uncivilized’ theories. However, the problem emerges when it fails to understand in praxis. One’s own rubric is the threshold which conspicuously expedites to become uncivilized beings. Almost all the Nagas are born with the charisma to castigate against the fall of civilization but remain untenable in praxis. The foods to become a civilized Naga arrived since the British colonial India, through education, development, religion and politics. However, Nagas are still uncivilized. Many urban Nagas orientalized the rural Nagas as uncivilized in cities and towns in Nagaland for the disparities between dress code, without rethinking that every Naga is uncivilized. Instead, people who live in cities are more uncivilized than any other Nagas. The immunity of civilized being begins in one’s own responsibility. It starts when one picks a fallen button on her way; everyday Nagas have failed to do that. It says “the one who calls a fool to others is the fool”; many Nagas pre-conceptualized that they are civilized than other Nagas without introspecting the uncivilized intention rooted within. The lack of public language agreement (Kengan & Lahey, 2001) and consensus feelings toward responsibility for the common people are the progeny that strings among old, young and infant Nagas and remains unlimited genes. It tantalizes toward becoming uncivilized beings at every footstep both in and outside home. She drives a good car/bike, may have good bungalows, may be wise being, earned prestigious education; nevertheless, she throws papers and spit on the street. She may have the finest dress code for office yet does not bother for the cleanliness in the office. The most uncivilized beings in the Naga society are found at offices, schools and institutions. Every toilet is decorated with waste papers; every washroom is fragranced with unlashed urine. Every wall is painted with the colorful sweat from a good looking hands; every floor next to dust bin is filled with the western standard tissue papers and whispers. Doctors are frozen by patients, officers are drunk with leisure hours, students are mesmerized by studies and the remaining people are captured by hand phones that have no time to check cleanliness at hospitals, offices, schools and streets. Hence, theoretically feel that they are civilized among the uncivilized without a retrospection of the stand in the same pond of the uncivilized. A village toilet with pig that keeps clean remains civilized than an urban one that believes in the theory of western culture which fails in praxis. A home may remain clean but dirty street is consciously ignored. A home is well cleaned and the dirty packages from home are thrown on the street expecting the haves not to clean it. To assume oneself as civilized being in the Naga society is still unreachable. Everyday every Naga has imperative thought on comparison among Singapore and other clean nations in every social network/offices/schools/institutions/ and so on without realizing the uncivilized gene embedded within every individual. A blind man cannot deplore the other blind man for his blindness but Nagas do. It is not the one who does not know modernization brings desolation in the society but everyone who carries impugn and infringes the law of responsibility does it. Throwing garbage has become a queasy culture in every corner. Rich and poor families have adopted the culture of paying penny to immigrants who collect packaged of waste from each house that dumps at next door. Families who are relieved from garbage in their house pass through the same garbage on their way every day. A civilized being would inevitably feel chagrin by seeing one’s own garbage on their path. However, the sense of dimwitted continues to remain within and never realized the incursion that reduces cleanliness in one’s own surrounding. Civilized being transforms from bad to good in many aspects but the uncivilized being makes thing worst and dirty. For instance, the issue of dumping garbage in Dimapur was never and slight thought earlier unlike it is now. he team of award winning and internationally lauded ‘Masaan’ proudly showcased the Cannescut version of the movie at its India premiere here on Wednesday. The opening movie of the sixth edition of the Jagran Film Festival, ‘Masaan’ is the directorial debut of Neeraj Ghaywan and is laced with effortless performances by a cast, which is a mix of a veteran like Sanjay Mishra, intense performer like Richa Chadha and promising newcomers like Vicky Kaushal and Shweta Tripathi. The cast and crew was present here for the screening of the film, which will make its way to the Indian screens on July 24 with nine more minutes of footage. "It is a proud feeling to showcase this film in our homeland," Ghaywan said before the screening, and added that the premise of the movie was about how today's youth wants to "escape" from 'old culture'. Richa, who plays a key character, suggested audience members to watch the movie with an open mind and sans expectations. "We have a lot of pressure on us that we are winning awards on international platform," she said, referring to the film's twin win at Cannes International Film Festi-
val earlier this year. ‘Masaan’, set in Varanasi, won the Promising Future Prize and the International Federation of Film Critics (Fipresci) Award at Cannes. After the five-minute standing ovation that the movie received post its screening in Cannes, the India premiere of its Cannescut version here saw a standing ovation before the screening. But when the end credits rolled, there were praises galore. With a line-up of films, workshops, sessions and interactions, the fest promises to be a treat for every cinema fan. International Television Distribution, NBC Universal, Sony Pictures Television, Twentieth Century Fox, Lionsgate, MGM, BBC and Endemol Shine to secure content. No shows have been announced yet, but the network says there will be a gamut of genres including reality, drama, superheroes, comedy, fantasy, crime, and thrillers. The channels will be co-curated by actor, producer, writer, director and talk show host Karan Johar and actress Alia Bhatt. The channels will be
available on DTH and cable platforms. “The [English-language] market is widening its appeal across viewers who think and speak in English, but haven’t been invited to consume international entertainment yet. Colors Infinity aims to speak to this larger audience, which goes beyond the metros,” said Sudhanshu Vats, Group CEO, Viacom18.
