Unidentified persons on Friday evening attempted to disrupt business at Murgi Patti, a wholesale market in Dimapur. The disruptive act was suspected to be in retaliation to the July 1 incident when a Naga farmer was reportedly assaulted by a group of traders and labourers at the vegetable wholesale market. The incident occurred at around 6:30 pm. According to the police, around 6-7 people arrived in a car and vandalised a shop before speeding away. The vandals destroyed some tomatoes and escaped when a police patrol stationed nearby responded to the scene. Following the incident, police cordoned off the entire Murgi Patti area, while no arrests could be made. There was no report of injury to any person. Sources informed that anticipating retaliatory violence in response to the July 1 incident; businesses at Murgi Patti were advised to shut shop earlier than usual.

NSCN (K) cadre killed in Tamenlong Our Correspondent Imphal | July 3

One suspected NSCN (K) cadre was killed during an encounter with the 21 Para Troop of the Indian Army in Mukti Khullen area under Nungba Police Station of Tamenglong district on Friday, July 3. The encounter reportedly occurred at around 5:00am. According to reports, exchange of fire ensued between a group of heavily armed NSCN (K) cadres and the Indian Army in the area located about 20 km from Nungba Police Station. The slain cadre has been identified as Sath (40) hailing from Tongta village of Tamenglong.

Residents of Signal Basti, Dimapur face a severe health crisis if quick measures are not undertaken to repair the dusty and crumbling cavities that blights Signal’s road, which has not seen maintenance or repair since 2003. From Dobhi Nulla point to Thakekhu village at one end and Signal Angami village on the other, the road which literally resembles a dried riverbed is an everyday nightmare of backbreaking, bumpy and treacherous experience for the hapless commuters and vehicle owners. Medical experts have warned of severe health problems for people travelling in such road conditions every day. “People are prone to get respiratory problems. Conditions of patients with asthma and allergies will worsen. It is best to avoid travelling in such roads,” Dr N Yanger Aier of Jain Clinic cautioned. It is a well documented fact that numerous respiratory diseases are attributed to high levels of fugitive dust. The prolonged inhalation of road dust can result in respiratory ailments and the aggravation of existing health problems, especially if the dust particles are combined with contaminants. Nagaland Pollution Control Board (NPCB) recently revealed how the content of Respirable Suspended Particulate Matter (RSPM) percentage at Dobhi Nullah was well above permissible limit and at a critical level. “Maximum concentration of air pollution comes from road dust along with vehicular emission,” a scientist from NPCB revealed, adding that the high concentration of air pollution at Dobhi Nullah may well be because of the Signal dusty road factor. Problem of pain in the neck and back is already a health issue for many auto-rickshaws drivers who travel at least half-a-dozen times on the road every day ferrying passengers. “It has become difficult to even sleep at night due to severe body ache and pain on the back,” James, an auto driver who ferries passenger from Dobhi Nullah told this reporter. He is yet to visit a doctor. James said a number of his friends are afflicted with the same health problem. “Passengers also complain of stomach ache due to constant travelling on the Signal road,” he added. Anyone who is exposed to high levels of dust may be affected – the longer you breathe in the dust, then the greater the chance that it will affect your health.

because of commuting daily along the treacherous Signal road. “I know we don’t have evidence to directly blame the bad road condition as the result of miscarriage, but it’s pretty obvious, isn’t it,” Temjen said. According to him, the doctor had also warned her against travelling in such road. “But what could she do? She had to go to work every day.” Dr Sangpanger, another health professional pointed out that travelling on bumpy road is not good especially during the initial and last months of pregnancy. “Definitely one bumpy ride may not affect the baby but if it’s on a regular basis, it is highly unsafe,” Dr Sangpanger said. Exposure to dusty road is also prone to trigger Chronic Obstructive Pulmonary Disease (COPD), he added.

No assurance, no respite

Amidst the suffering, the worsening road condition and pleas from citizens to repair and maintain the Signal road, no positive response has been forthcoming from the department (s). The Dobhi Nullah-Signal road hadn’t seen any repair since 2003, for reasons unknown to residents. Fed up with the apathy of the concerned department, citizens and colonies have time and again pooled resources together to level the cavities and craters along the roads which continue to grow larger every day. Even the auto rickshaw drivers, in their own capacity, carried out works of filling up the potholes with gravels and mud. “We are even being forced to consider the possibility that this utter disregard for Signal road may be a political vendetta by the ruling government,” the JAC member stated. Signal Basti area falls under Dimapur-II constituency and has been a stronghold of Congress party, which had been in the opposition for more than a decade. A police official from Sub-Urban police station termed the Signal road as a “road to hell.” Owner of a bakery shop, opposite to the police station revealed how she has to wipe the counter and shelf of dust every hour. “We can’t bear this anymore. We might as well as contribute some money among our self (citizens) if it can at least put some repair on the road,” the bakery owner stated.

In consonance with Nagaland Medical Council Act of 2014, the Nagaland Medical Council (NMC) has started the process of registering both government and private doctors with July 31 as the last date for registration with the council. In this, the council solicited all doctors to register, as it is required to be sent to the Medical Council of India (MCI). So far 144 Doctors have registered. “With the constitution of NMC every allopathic practitioner should register in the council by law. It is illegal to practice modern medicine without registration in the state council,” NMC President Dr LM Murry said while address a press conference here today. Stating that government may not appoint any unregistered medical practitioner in government service, he said “Those who are already in government service will have to register in the Council as early as possible.” Dr. Murry informed that the basic degree to register is MBBS recognized by MCI under Scheduled I. Recognized post-graduate degrees are under Scheduled II and foreign degrees under Schedule III. The Council has been established under law to maintain high standard of medical education and register doctors to practice in the state, and to protect and promote health care service and ensure safety of the public. Conduct of Continuous Medical Education (CME) will also be one of the activities. Dr. Murry lamented that in the absence of medical council in the state during the last 52 years of statehood, medical practice was

free for all without any rules and regulations. In 2014, the Nagaland Legislative Assembly passed the Nagaland Medical Council Act. He said any research institution must have ICMR permission of a particular subject and require ICMR approval. NMC Vice President, Dr Sashi assured that the Council has not been established to control the doctors but rather improve healthcare. NMC member, Dr Kezha informed that the Council would ensure ethics, transparency and accountability, while exercising the rules and regulations under the Act. “We are here to fight for the rights of doctors also.” It was further informed that holding any kind of medical camp by outside institutions/organizations including the army/police beyond their camps need registration with the council. He said the council would also see that proper medical care reaches every parts of the state. The NMC aims to maintain a live register and to provide for the registration of medical practitioners; prescribe a code of ethics for regulating professional conduct of practitioners; lend advice to the state government on matters relating to the medical education and practice in medicine; receive complaints from public (including patients and their relatives) against misconduct or negligence by a medical practitioner; proceed for inquest, take a decision on the merits of the case and to initiate disciplinary action or award compensation and similarly to take action against frivolous complaints; provide protection to its members in discharging professional duties; and ensure that no unqualified person practices modern scientific system of medicines.

The VG Organization was formally raised with 300 Nagas on 1st March, 1957 and now on the eve of the completion of 50 years it stands at 9571 VG Personnel, 10 assistant commandants, 2 deputy commandants, 53 JCOs from the rank of Jamadar to Subedar Majors, and 1 Commandant, deputed from the Nagaland Police Service. Today the role of village guards is not restricted to the defense of village but covers a wider range of duties, though priority is still on the maintenance of law and order. Other duties include providing security cover during elections, road opening party, VIP duties, routine patrolling, and other hazardous duties. Its aim is to ensure that the government services are made available to citizens electronically by reducing paperwork. Dhaka to open more diplomatic missions in NE AGARTALA, JuLy 3 (IANS): Bangladesh will expand its diplomatic presence in India's northeast to improve trade, people-topeople contacts and cultural ties with the eight states in the region, of which four share a common border with it. Dhaka now has a diplomatic mission in Tripura's capital Agartala. "New Delhi has accepted Dhaka's proposal to open a new Bangladesh deputy high commission in Guwahati in Assam," a Bangladesh foreign ministry official told IANS. The official, who requested not to be named, said the Agartala mission would also be upgraded as an assistant high commission. "The proposed deputy high commission

in Guwahati will have consular jurisdiction over Assam, Meghalaya, Mizoram, Manipur, Nagaland and Arunachal Pradesh," the official said. The new deputy high commission in Guwahati was likely to open next year. According to the official, the process for upgrading the mission in Agartala would be completed by September. Bangladesh already has diplomatic missions in New Delhi, Kolkata and Mumbai. In return, Dhaka has allowed New Delhi to open assistant high commissions in Khulna and Sylhet, the official added. "Extension and upgradation of the Bangladesh missions in northeast India will boost trade and economy, people-to-people

contact and cultural relations between Bangladesh and the northeastern region," the official said. Tripura and other states in the northeast are keen to improve trade and business with Bangladesh. According to Tripura's commerce minister Tapan Chakraborty, trade between Dhaka and Agartala alone has increased from Rs.164 crore during 200910 to over Rs.300 crore in the last financial year. In the current fiscal (2015-16), it is expected to cross Rs 400 crore, an official told IANS. India and Bangladesh had earlier decided to upgrade the existing 27 custom stations in Assam, Tripura, Meghalaya and Mizoram. "With the opening of more Bangladesh diplo-

matic missions in northeast India, trade and business will further improve," Tripura Chambers of Commerce and Industries president M L Debnath told IANS. Prime Ministers Narendra Modi of India and Sheikh Hasina of Bangladesh discussed possible improvement in trade and economic activities when the former visited Dhaka on June 6-7. India and Bangladesh have so far set up four "border haats" or markets — two each in Meghalaya and Tripura frontiers — to boost trade in local produce on both sides of the border. NEFIS condemns Manipur govt.’s move to close school New DeLhI, JuLy 3 (MexN): North-East Forum for International Solidarity (NEFIS) today condemned the move of Manipur government to abolish Bengali High School, a government school in Bapupura, Imphal. “This move of the Manipur government is going to seriously affect students coming from economically and socially most backward section of society,” stated a press note issued by NEFIS media coordinator Hem Chandra Brahma.

Alleging that Manipur government has been continuously trying to close government schools and promoting private schools, the release said, private schools are flourishing in Manipur and they are out of reach for majority of students in Manipur. “Such attempts at closing government school is going to restrict the access of education,” it added. The release also stated that policies of Manipur government are going to increase the bridge of social and economic inequality within the

state. “There should be an equal opportunity and access to education for all. Commercialisation of education should be stopped immediately. Education should be a fundamental right and it is the onus of the state to provide it not of profit making businessmen.” If the government does not withdraw its abolishment of the school, NEFIS warmed that it will raise this issue at national level and a nationwide mass protest would be held by different units of NEFIS in different states.

BJP seeks probe into relief scam in Arunachal ITANAGAR, JuLy 3 (TNN): The Arunachal Pradesh unit of BJP, in a fresh memorandum to the Union home minister Rajnath Singh, has reiterated its demand for instituting a high-level inquiry through central agencies preferably by CBI or CVC to probe the financial mismanagement to the tune of Rs 333.29 crore released by the Centre under National Disaster Relief Fund (NDRF) and State Disaster Relief Fund (SDRF) for the financial years 2011-2012 to 20142015. Opposition leader Tamiyo Taga, accompanied by party's Jan Andolon Committee (JAC) chairman Tame Phassang and member Tayek Goi, met Rajnath in Delhi on June 26 and submitted a memo-

randum which, in a way, is related to its earlier memorandum submitted to the ministry by 11 party MLAs on April 9 last. The memorandum, a copy of which was made available to the media, said the state government, during the financial years starting from 2011 to 2015, had received Rs 571.84 crore from the Centre which included the state matching share. "The total funds utilized, as per RT1 information furnished by the government, is only Rs 238.55 crore. Boys fight poverty to crack IIT exam GuwAhATI, JuLy 3 (TNN): Nandeswar Kramsa is one of the 20 students of the Oil India Limited (OIL)-sponsored Super 30 who cracked this year's IIT entrance. Having battled poverty all his life, he is uncertain if he will be able to carry on his studies. The Super 30 is a tutorial center that helps meritorious underprivileged students crack the entrance exam of IIT and other engineering institutes. Kramsa's is a tragic tale. Hailing from a remote corner of Sonitpur, he has fought abject poverty since childhood. "I have dreams, but I don't know where I will end up. I'm thankful to my uncle for bearing the expenses of my studies. Now, it has become difficult for him, too, to carry on," Kramsa, who ranked 682nd in the ST category, told TOI. Kramsa's father is mentally unstable and unable to work. He lost his mother at a tender age. "The Super 30 helped me dream," said Kramsa, who wants to study chemical engineering. Kramsa is not alone in his fight to crack the IIT entrance, considered to be the toughest in the country. Ganesh Chandra Boro, another student from Udalguri district, passed the test with a rank of 282. "We are poor. My father is a petty farmer who cannot afford quality coaching for me,

but Super 30 made it possible for me to qualify the test," he said. Since 2010, 220 out of 240 students from Super 30's three centres in Assam have cracked the entrance tests of IIT and other engineering institutes. Encouraged, it is planing to set up a branch in Itanagar.

The initiative was taken by Mao Council in collaboration with various civil societies after the Southern Angami Public Organisation (SAPO)

and Southern Angami Youth Organisation (SAYO) imposed a ban on Mao community. The ban has prevented the Moa people from passing through the Southern Angami jurisdiction towards Nagaland. Mao Council and SAPO have suffered bad relations in recent times over the Dzükou Valley stalemate. Sikkim cut off, Army joins rescue effort KOLKATA, JuLy 3 (TNN): National Highway 10 — the lifeline to Sikkim — has been breached in three sections, cutting off the Himalayan state from the rest of the country. With stocks of essential supplies dwindling, rationing may be enforced in two-three days. At Seti Jhora, 7km from Coronation Bridge that joins Darjeeling with Jalpaiguri, a 200m stretch of the highway has vanished. The landslide has buried an excavator under a mountain of stones and mud. Another area 3km closer to the bridge is also affected. Border Roads Organization says it will take two more days to clear just one flank. Heavy equipment has been brought from Gangtok. "It will be difficult to meet the deadline if it rains heavily," said a BRO official. With the roads blocked, scores of tourists are stranded in Sikkim. Although, heavy-rain warnings were issued a few days back, tourists kept coming. Sikkim tourism minister Ugyen T Gyatso said some tourists are taking the Rohini route to reach Siliguri.

ension is an essential source of income after retirement for senior citizens. It supports them financially during emergency and helps them look after their needs at this stage of life. It is estimated that presently, approximately 50 lakh individuals draw pension from the Central Government alone. A similar number draw pension from State and Union Territory Governments. Several PSUs also provide pension benefits. Over 25 lakh retired personnel draw pension from the Armed Forces. Jeevan Pramaan scheme seeks to ease the verification of pensioners so that they do not need to run from one office to another in order to get their pensions and having to submit a physical Life Certificate in November each year, in order to ensure continuity of pension being credited into their account. This Digital Life Certificate will certainly reduce undue hardship caused to senior citizens in producing a Life Certificate every year. This very requirement of personally being present in front of disbursing agency or getting a life certificate often becomes a major hurdle in the process of seamless transfer of pension amount to the pensioner. It was noted that it causes a lot of hardship and unnecessary inconvenience particularly for the aged and infirm pensioners who cannot always be in a position to present them in front of the particular authority to secure their life certificate. The Department of Electronics and IT has developed a software application which will enable the recording of the pensioner’s Aadhar number and biometric details from his mobile device or computer, by plugging in a biometric reading device. Key details of the pensioner, including date, time, and biometric information will be uploaded to a central database on realtime basis. A successful authentication shall generate the Digital Life Certificate which immediately gets stored in the Life Certificate Repository and the Pension Disbursing Agencies can access the certificate on-line. This will conclusively establish that the pensioner was alive at the time of authentication. The software application is available freely at Jeevan Pramaan Website . It can be operated on a personal computer or a smartphone, along with an inexpensive biometric reading device. Those not having access to a computer/mobile can visit Jeevan Pramaan Centres operated by Common Service Centres (CSCs)/Nodal Centre to enrol themselves. SMS (Soil Conservation) Imtilemla spoke on awareness of soil and water conservation. She also stressed on maintaining soil fertility saying that though soil is fertile, productivity is low which can be attributed to the acidic nature of the soil and for which maintenance of soil acidity and soil test programme need to be taken up for optimizing production. Other topic included using Azolla in Terrace rice cultivation which can benefit farmers not only by improving soil fertility but also increase in the production as well. SMS (Animal Husbandry) Sarendi Walling spoke on the management of Rabbit which has a lot of scope in the district. The covered topics include housing, feeding management, breeding management and disease management. SMS (Agronomy) Tokiho Achumi trained the farmers exclusively on SRI technology right from the seed selection to harvesting stage. He encouraged the farmers to take up the technology by explaining how the SRI technology can be a boon if they put effort wholeheartedly citing the Longra example. Altogether 54 trainees attended the programme including staffs of the ECS and extension worker of Agriculture department.

If you are using a desktop computer or laptop, download application package meant for PC and install the same in your PC. Similarly, in the case of Android smart phone or tablet, Jeevan Pramaan android app has to be downloaded from the official website. 3. After getting registered in Jeevan Pramaan using your Aadhar card details, a bio-metric device which is compatible with software download has to be attached to PC/ phone/tablet to scan your finger-prints. A detailed write-up is available with software downloaded for step by step procedure, list of compatible bio-metric devices. Driver Software meant for bio-metric devices are also available with the downloaded Jeevan Pramaan software package. 4. Once your bio-metric credentials match with the one already available in the Aadhar database, a digital life certificate with unique ID will be generated and saved in Jeevan Pramaan digital life certificate repository. 5. This repository can be accessed by Banks, and other pension related agencies for verification of Pensioners life certificate. 6. A Pensioner can also download Digital Pension Life Certificate in PDFs form and make print out of it he / she is in need of hard-copy of the same. 7. A Pensioner can provide the ID of this Digital Pension Life Certificate to the bank and other pension related agencies in lieu of production of paper form Pension Life Certificate. Dimapur, July 3 (mExN): Organisations have appealed for an early resolution to the current impasse between the state government and the Nagaland Staff Nurses Association (NSNA) .

KNSK/Ku/KSu: “The ongoing impasse between the State government and Nagaland Staff Nurses Association (NSNA) has rendered much inconvenience to the public seeking service at government run healthcare facilities in Nagaland,” a press release from the Konyak Nyupuh Shekho Khong (KNSK) stated. It stated that the agitation called by NSNA has had an adverse effect, "especially in rural areas where there are no private healthcare facilities." “Therefore, keeping in view the interest of the public of the State, the Konyak Nyupuh Shekho Khong (KNSK), Konyak Union (KU), and Konyak Students’ Union (KSU) would like to request both the parties to listen to each other and find a reasonable agreement,” the release stated. KNSK appealed that the State government consider the demands and grievances of the nurses seriously and sincerely implement the laid down service rules. It also appealed to the staff nurses to be patient and urged that the agitation be discontinued.

As part of the agitation led by Unemployed Trained Nurses Association (UTNA) Nagaland, the UTNA Tuensang Unit also participated in the 'Poster Campaign' held on July 2. The campaign was concluded without any untoward incident with support of NGOs from different tribes, administration and individuals within the district. eil Young has made an album taking aim at huge corporations and powerful politicians, but he knows that his mission of changing the world faces an even more formidable enemy: listeners. “People want to hear about love,” he sings over and over again on the third track of his new record The Monsanto Years. “Don't talk about the Chevron millions going to the pipeline politicians … don’t say Citizens United has killed democracy … don’t say pesticides are causing autistic children,” and so on. What is Mr. “Let’s Impeach the President” doing declaring political music futile? Is he attention-policing, like those folks who lamented how #TheDress distracted people from caring about global warming, except instead of a meme he’s talking about love itself? Is he challenging the audience to prove him wrong? Is he just imitating the squares in record-label offices? Maybe it’s all of that. But he’s also probably sending out a signal to a certain kind of listener, the kind who already has plenty of firmly held opinions about Chevron, Citizens United, pesticides, and music’s role in fighting them. “People” just want silly love songs, but you, Neil Young diehard and possible signer of petitions against Starbucks, are better than “people.” The arrival of The Mon-

santo Years, Young’s 36th album, resurrects the eternal question of whether music can successfully play politics. Contrary to some Dylan-worshippers’ complaints, protest songs haven’t died—hiphop’s taking up the banner of Black Lives Matter, Muse just put out an album about drones, and Young has blasted at least three Republican presidents over the decades. But across genres and performer demographics, it’s hard to find examples of politicians who’ve changed their votes because of a song, or even citizens who have. What music can do is help solidify political identities and offer a rallying call for causes: As Michael Barthel wrote at Salon in 2012, “‘protest music’ doesn’t mean music that gets us to protest, but music that is frequently heard at protests.” If preaching to the converted is its sole ambition, The Monsanto Years might just succeed, giving marchers against genetically modified foods and agribusiness something to play on the loudspeakers. Backed by his band, The Promise of the Real, the album’s packed with crisp, crunchy classic rock, and the 69-year-old makes smart use of the sorrowful twinge in his voice. It didn’t help me figure out whether Monsanto is actually sending humanity to extinction or if its bad rap from Greenpeace is overblown, but it did teach

me just how fun its name is to say. Brain damage from strokes can be minimized if they are treated promptly, but it’s common to mistake signs of a stroke for other health problems, which delays treatment. The record, called Payola, is as brazenly po-

litical and unsubtle as The Monsanto Years is, blasting Wall Street, the NSA, health insurance providers, the record industry, and all sorts of other bogeymen for Occupy types. But it’s also sublime and funny and scathing, the kind of thing that might rope in the apathetic through sheer rock-androll energy—and then, just maybe, radicalize them. Oberst is working in the punk tradition of rebellion as an aesthetic value rather than a purely political one, and it’s not clear how earnest he’s being when, for example, he opens the album calling for people to chain themselves to ATMs. But the weeping-sad singing style he’s built an audience with as an indie songwriter proves useful here—even if the words aren’t totally serious, the rage behind them is. The eminently replayable second song, “Underground Man,” builds momentum with each line that he spits, aimed at an undefined-because-it-doesn’tneed-to-be-defined they. “They made activism trite!” he screams, though the ferocious and catchy music makes activism sound anything but. Elsewhere, the targets, the heroes, and the solutions are more defined. “Te Amo Camila Vallejo” should introduce a large swath of rock fans to the work of the Chilean student-politician of its title, and “Slacktivist” mockingly praises the first-world mentality that says you can fight injustice by donating

a dollar with your coffee cup. And Oberst puts all of Young’s cut-and-paste anti-capitalism to shame with “Golden Parachutes,” a song-length ad hominem attack against Wall Street, with Oberst memorably labeling a banker “a bloated Dillinger / a spraytanned Jesse James.” Most chillingly, “MariKKKopa” offers a nightmarish vision of what might happen if anti-immigrant sentiments ratchet any higher in parts of the Southwest, closing with a clip of Sheriff Joe Arpaio saying it’s an honor to be compared to the KKK. Even Arpaio’s biggest haters might agree that the sound bite is taken a bit out of context, and others might hear the song and worry that Oberst is squeezing a little too much mosh material out of the horrifying idea of modernday lynching. But sensitivity and proportion aren’t the point on a record like this. Inciting is. By contrast, the most moving thing on The Monsanto Years is the mournful, ambiguous album-closing jam “If I Don’t Know.” Young’s back to questioning the value of political songs: “If the melodies stay pretty, and the songs are not too long, I'll try to find a way to get them back to you,” he sings, with them presumably being the various messages of the album. He’s on the right track— music has to work at music. But if music’s also going to work as politics, it’d better have some bite, too.

tep on a Beijing subway and you’ll see people barking into their phones intermittently, as if they’re using walkie-talkies. On WeChat, the popular Chinese messaging app with over 500 million monthly users, the average chat window looks something like the image on the Picture. Note the absence of text blurbs. In theory, voice messaging (also known as “pushto-talk”) should be popular everywhere. Rather than fumbling with a tiny pixelated keyboard, users simply press a button and speak. Typos are an impossibility, because the recipient gets a recording, not text. You can free up your other hand, and watch where you’re going—much safer than texting while you walk (or drive). Push-to-talk messages that you send and receive are more intimate, more nuanced and more sophisticated than the typical poorly-spelled, hastilywritten text. You can be flirtatious more easily, or sincere. Funny messages can be replayed over and over again, and you feel much closer after hearing someone’s voice than you would after reading their text. Yet push-to-talk messaging remains a seldom-used feature in most countries—a cousin to old-school voicemail and answering machines. Why are the Chinese gaga over push-to-talk, then? Most Chinese will say it’s because the language is notoriously hard to type. Inputting Chinese script on a computer or phone requires typing in pinyin, or roman script, and then selecting one of multiple characters with analogous pronunciations. For example, after inputting the letters Y-OU, a user will then choose one of many characters. It’s a pain to be sure, and many of China’s leading internet giants earned their popularity through third-par-

ty keyboards boasting better predictive technology than the default options on computers. But the pain of typing is only part of the story. In Taiwan, Mandarin is also the lingua franca, yet consumers there seldom use push-to-talk on Line, the nation’s chat app of choice. Instead, they type using an equally clumsy input method, or use handwritingrecognition software to manually draw out each character. “If someone sent me a voice message, I probably wouldn’t listen to it,” one Taiwanese Line user told Quartz. “I’d be afraid that the people around me could hear it. It’d be weird.” Chinese people have less of an aversion to speaking

loudly in public than other cultures, partly due to an appreciation for all things renao, or “loud and lively.” While Taiwan tends to keep renao confined to restaurants and parties, in mainland China nearly every public place is a designated “Renao Zone.” Acting boisterous is a sign of confidence and importance. While some Chinese mightdeny it, the culture’s enthusiasm for being loud in public has made push-to-talk acceptable. “Chinese and Taiwanese express themselves very differently,” Thomas Luo, founder of Pingwest, one of China’s leading tech blogs, told Quartz. “For me, I always speak loudly, even in my office. But Taiwanese people are more quiet.” Beyond culture, China’s internet users have long been ac-

customed to talking to each other online. In the mid2000s, when the nation’s internet cafes weren’t struggling like they are today, online gamers would scheme with one another late into the night. But instead of communicating in text, they would use YY, an online service that let them communicate via voice messages. “There [was] no time for them to type or text. When they play games they are very concentrated, so they are very busy with their hands,” a YY executive told NPR in a 2015 interview. YY later evolved into a karaoke-centric social network, earning healthy margins on virtual goods and eventually going public in the US. But Luo said the company’s lasting legacy lies in popularizing voice chat: “People already had these kinds of habits on desktop PCs. So when they shifted

to mobile, they just kept them.” Much like informal rules have evolved for best texting practices, there are do’s and don’ts for voice messaging in China. In some cases, one’s educational background will even dictate how to send voice messages. “People that aren’t very well-educated will use voice messages no matter what, whether the sentences are long or only one second,” says Luo. “But middle-class or welleducated people will send voice messages if they want to say something that is informal but also complicated. If it’s simple, they’ll just type.” Culture, language, and internet history partially explain push-to-talk’s popularity in China. But why it takes off or fails in other countries is sometimes a puzzle. Like China, India is home to many dialects and scripts, and a large population of lesseducated people. WhatsApp has over 70 million users there, but most of them cling to text messages. In Argentina, on the other hand, push-to-talk hassupplanted text messaging for its WhatsApp-addicted youth—even though Spanish is relatively simple to type out. There’s no reason why push-to-talk shouldn’t catch on in cultures where people are already talking on their phones, loudly and publicly. If you want to try if for yourself, here’s how: On Facebook Messenger, open a chat and push the microphone icon towards the bottom right of the screen. Push the red record button, hold, and release. On WhatsApp, push and hold the microphone icon on the bottom right area next to the keyboard. You won’t hate it. It’s not like an answering machine. It’s not like talking to yourself—it is just like speaking into your phone (or your headphones with microphone if you use those). No, no one is looking at you funny. Now, go on and enjoy the freedom and convenience of this new form of communication. And leave the texting behind.

How to make your home green Shiny Varghese

e it 300sq ft or 10, space isn’t a constraint to make your home green. All you need is love. Yes, beetles too. And good soil, light and controlled water works. In Bangalore, Delhi and Pune, home-owners, architects and green evangelists share ideas on turning rooftops and balcony gardens into islands of green. Black Gold in Your Dustbin Where there’s a home, there’s bound to be waste. In every urban home, it can be divided into four categories: organic, such as kitchen and garden waste; recyclable or dry, such as plastic, paper, metal and glass; electronic and sanitary waste and unrecyclable ones such as old commodes or crockery. Organic waste can be used to make compost, which is excellent manure for your plants since it’s a combination of multiple nutrients. Daily Dump, a Bangalore-based organisation that promotes composting, makes terracotta-perforated containers called khambas which come with a remix powder to reduce bad odour. Poonam Kasturi, founder, says composting can be done in a pit in your garden if you have space and earthworms. “Waste such as fruit and vegetable peels, cooked food, flowers, coffee decoction, tea leaves, tea bags, tamarind pulp and egg shells make for a good compost pile. But it begins with finding a right spot, segregating well, using the product daily and involving family. You can add some microbes and other natural substances to speed it up. The ready compost is black and smells like fresh earth. But make sure that excess water does not get in, which can lead to a smelly rancid mess. So cover properly. In about 4560 days, you should have your compost ready,” she says. Hanging Gardens Owners Manjiri Mahajan and Sameer Duraphe of SAMA Landscape Architects have their office on the fifth floor in Baner, Pune, a growing development hub of residential and

corporate buildings, with little green cover. Their 300 sq ft balcony space was almost doubled by installing an 8-ft green pergola (an arched structure covered with climbing or trailing plants.) “We wanted to create a room with vines hanging down and with grass under our feet,” says Mahajan. The 14-ft high balcony is visually divided by the pergola. A pinewood deck below the pergola becomes a dining area or a work station when required. Modular trays on the balcony floor can be removed or rearranged according to need. These hold grass, gravel and stepping stones, which layer the landscaped patch. The architects ensured that the drain points were channelised and waterproofing done. Planting in these trays is done on hydrophilic foam, a soil substitute, which is water insoluble and lighter than soil. Drip line irrigation is used in this garden island, which softens the edges in this arid neighbourhood. Primary Colours My Sunny Balcony (MSB) is a team of young enthusiasts in Bangalore, who customise home gardens in the city. In a rather uninspired backyard, MSB arrived to transform the garden. They began with painting the wall blue. When they left, this house was transformed into a Zen space with bamboo trellises and a water body. With limited space on the

ground, they hung terracotta pots on the wall, allowing perennials to blossom. They planted ferns, monsteras and caladiums, all hardy plants, creating an easy-maintenance garden with minimal landscaping interventions. Balcony View “Don’t go for the exotic,” warns Komal Malhotra. This Gulmohar Park resident has been winning the best balcony award for numerous years in Delhi and she surely knows her onions. Start with easy plants such as ladies finger, brinjal, tomato and palm. Her P-shaped balcony hosts flowers, fruits, herbs and vegetables, grouped and gathered for effective cross-pollination. A maker of terrariums (mini-indoor gardens in glass containers) and tray gardens, she has created micro-ecosystems which bring in birds, bees and butterflies. While she grows her salad greens in hanging baskets in the winters, in the summers, she shields her herbs behind chiks. A tray garden doubles up as a bird bath for thirsty avians. Her favourite is the paan creeper, “which I eat daily” she says. Can’t fault her. Not only has it survived winter and summer, but its sharp taste hits the right notes. On Top of Things Kapil Mandawewala started Sajeev Fresh in 2010 to grow healthy nutritious food in cities. Currently managing his business in Delhi, he’s

been busy creating rooftop gardens. He has some pointers for the amateur gardener: Soil: Invest in good potting soil. Over time, in confined pots and containers, soil loses its softness. To make it fluffy, you will need to add vermiculite (mountain mineral), coco peat, or vermicompost. Watering: Twice daily during summers and once during winters. Mulching: Littered leaves are the best resource for the soil. It not only retains moisture but also provides nutrients for the plants. Ensure that leaves cover the soil fully. This can be done all through the year. Seeds and planting: It’s best to opt for open pollinated seeds rather than a hybrid variety. Rotate your crop and don’t repeat them to break the pest cycle, if any. If you have grown legumes this season in a planter, next season grow brinjal or tomato. Opt for companion plants. They help replenish the soil and help each other grow. Some examples are tomato and basil; corn, bean and squash; okra and black-eyed beans (lobia) and okra and chaulia. Pest control and fertilisers: Since vegetables are usually grown in pots, plants would need both liquid and solid fertilisers. Kitchen compost is not only the best option, but also helps close the circle. Neem and cow dung are excellent crop protectors. And as you do in life, pull out the weeds while they are still tiny and manageable to avoid complications later. Sunken Pleasures Architects Cyrus Patell and Eliza Higgins of Collective Project transformed a 750 sq ft unused extension of a house into a densely planted garden. On Sadashivnagar Road, Bangalore, the space is a secluded retreat with a tiny library that doubles as a performance area for family get-togethers. The architects excavated the ground to make a sunken path using local black granite. A semi-enclosed pod made from strips of locally reclaimed wood is the nucleus of this landscaped garden. Depending on the occasion, it becomes a reading area, a lounge and a covered stage.

My life’s journey in your hallowed land with’ Halloween roads’ has been awfully miserable and depressing. I curse the day destiny took me away from my makers to land my wheels on your potholed serpentine roads. There’s no denying the fact that every twist and turn provides me with a picturesque view of a god-gifted nature, but, seldom do I and the people I carry have moment to appreciate the scenic beauty which gets blurred in our jerky, backbreaking rides. Even my super cousin lunar models have had a better experience on the craters of moon. At least they have the liberty and space to negotiate around any crater-obstacle, whereas I have to face it and take it head-on as it comes. My sufferings of bodily pain and physical torment I go through every time I hit your roads is only aggravated by the mental agony of witnessing the untimely demise of my kinds in great numbers. I’ve also been afflicted with pre-mature symptoms of an early degradation. I somehow survive because my master fixes my appointment with my doctor who gleefully fixes my complaints with multi-transplantations of spares and unwarranted quick repairs. But I know my days are counted even as I continue to transport your goods and people to their destinations through your godforsaken roads- if the watery pools and uneven muddy tracks or dusty, bumpy potholes could be called roads! Few stretches of your highways are just about ok, but what use is a mile of good road to me when the rest 99 miles are of the worst and “betterleft-untraveled” kind! new delhi, july 3 (ians): For nearly 75 percent of the 17.9 crore (nearly 180 million) households in rural India, the monthly income of a highest-earning member is less than Rs.5,000 ($83), even as 40 percent are landless, toiling as manual casual labourers, as per latest official data. This is the finding of the Socio Economic and Caste Census 2011 for Rural India released on Friday that also shows that nearly 25 percent of the rural households still do not own a phone despite India boasting a telecom subscriber base of around a billion. The survey, for the first time since 1931, gives a glimpse into the livestyles in rural India in terms of how many households own a phone, a refrigerator, automobiles or land, what percentage of such population pays direct taxes, the kind of jobs they pursue and their literacy rates. As per the Census, among the the fortunate families that actually own land, the dependence on rains for their crops is rather high, with 25 percent having no access to irrigation, as per the Census released by Finance Minister

Senior Captain Wei Xiao Dong, chief of staff at the Shanghai Naval Garrison said that there was no reason for India to "show concern or worry about" Chinese navy vessels, including submarines, visiting countries like Pakistan, Sri Lanka, Bangladesh or others. "China does not have a policy of hegemony or is playing to be a military power in the region," Wei told a group of visiting Indian journalists. "Our policy is defensive in nature," he said. He said such visits were not as common as was sometimes made out. "I have been in the navy since 1987 and I have not sailed in a warship to the Indian Ocean."

Rajasthan is followed by Madhya Pradesh with 44.19%. Bihar and Telangana, with 43.85 and 40.42%, hold the third and fourth place respectively in the tally, reveals the data released by Finance Minister Arun Jaitley. Graduates form only 3.45% of the rural population, with Delhi leading at 9.62%. Goa, Puducherry and Kerala with 9.62, 9.48 and 7.75% respectively have the largest numbers of highly-educated people. Gujarat leads the country in housing the largest number of people with primary education, the data said. In this segment, Gujarat is followed by Tripura, Dadra and Nagar Haveli with 25.93 and 24.32% of people respectively with primary education. The figure at the national level for primary education stands at 17.78%. According to the data, Delhi and Goa have the largest number of people with higher secondary education. The figure for the same at national level stood at 5.41%, it added.

During and after World War II, Soviet troops occupied countries of Eastern and Central Europe and made them Soviet republics or Soviet dominated satellites in the Warsaw Pact. Despite Josef Stalin’s accumulation of empire, he was acting out of the centuries-old Russian fear of invasion. The countries of the Warsaw pact and those incorporated into the Soviet Union were designed as a buffer against a repeat of being over-run. Germany already had done it twice in the 20th century.

Those countries, newly independent once the Soviet Union collapsed in 1991, obviously were looking for protection from a repeat of their own history and eventually scrambled for NATO membership. The enticement? The promise that every alliance member would come to the aid of any other member that was attacked. But that was deeply unsettling to a Russia that had seen its Soviet empire vanish, and increasingly to Putin after he took over the Russian leadership from Boris Yeltsin in 2000. After pro-Russian Ukrainian President Viktor Yanukovych was forced to flee the country following relentless street protests, Putin responded by annexing Ukraine’s strategic Crimean peninsula, where the population is largely Russian. The Kremlin also fomented, the United States and its Western allies assert joined, an armed uprising by the largely Russian population in eastern Ukraine in an attempt to break away from Kiev. The region is Ukraine’s industrial heartland and the crisis has badly hurt the country’s terrible economy. The United States and the European hit Moscow

Novel human antibody can stop dengue WASHINGTON, July 3 (IANS): In a pioneering discovery, researchers have determined that a human antibody strongly neutralises a type of lethal dengue virus in animals. The result can lead to the first effective therapies and vaccines against dengue, a complex of four distinct but related mosquito-borne viruses that infect about 390 million people a year globally. “This human antibody not only kills dengue virus but also prevents enhanced dengue disease,” said James Crowe Jr, co-corresponding author from Vanderbilt University situated in Tennessee. The researchers previously generated human antibodies in the lab against a complex antigenic portion of the viral envelope. They froze samples at very low temperatures so they could visualise antibody-antigen binding almost down to the atomic level. The team was able to identify a human monoclonal antibody against dengue virus type 2 (DENV2) that “locked” across an array of envelope proteins. In a mouse model, this prevented the virus from fusing to its target cell, thus it prevents infection. The antibody has a second major function - it blocks the binding of the other class of antibodies that otherwise would enhance infection. “It is a potential target for the development of dengue vaccines and therapeutics,” the researchers said. The four “serotypes” of dengue are distinguished by different antigens or proteins on the viral envelope that elicit immune responses. What makes dengue so challenging and so dangerous is that antibodies generated against one “serotype” do not protect against the others. In fact, they actually can enhance infection by a second serotype. Sequential infections increase the risk for dengue hemorrhagic fever and dengue shock syndrome, characterised by fever, vomiting, internal bleeding and potentially fatal circulatory collapse. Nagaland has a very high literacy rate (80.11%), but unemployment in Nagaland is found to be over four times the all India average ranking top in the list. Despite huge central fund (91% of Nagaland fund) being poured into Nagaland there are still over 40% of population living under poverty. We proudly proclaimed that 90% of population is Christian (75% Baptists) but on the contrary Nagaland is known for the most corrupt state among small Indian states. It should definitely be a joke that we pompously say English is our offi-

cial language but we hardly heard any English speaking individual in and around the towns. In terms of hydroelectricity, the state generates 87.98 MU compared to a demand for 242.88 MU, and as a result every household has an irregular electricity connection; Nagaland State has five national highways (each being very congested single lane) covering distance equal to 1,094.5 km but absence of potholes in every 2 minutes drive is a surprise to many. The Nagaland government has 34 different departments engaged in the work of administering and managing the state government but proved failure in its effective functioning. The state govt. organizes Hornbill Festival every year in order to display the rich heritage and cultures of every Nagaland Naga tribes under one roof but some few tribes still remain alienated. The citizens realized that the expenses incurred for the festival were too great to compare with the few foreigners visited the Kisama. Land of festivals or land of corruptions? Nagaland for Christ or Nagaland for Money? This is not funny. The centre allocated 10% of national budget to the northeast people as a financial assistance that constitute 5% of the total population of India. Since 1963 Naga politicians have been enjoying this fund without being done much for the state development till today. When we look and compare Nagaland with other NE states regarding development in infrastructure, health, education, etc. we find the later ten

steps ahead towards economic independence than the former. We cannot avoid the fact that a lot of our problems in Nagaland arise from bad governance. I believe that we need to improve governance in every sections and departments in order to enable our people to build real freedom and real development. Our past political and economic policy mistakes must examine and see how we can improve the management of our affairs as we grope together towards the twenty one inch screen generation. If Nagaland is to surface from its exaggerating quandary and follow the lane to stability, security, and democratic development, it needs if not a prudent leader like Gandhi then at least Modi, whose personal interest is second to none. The Naga politicians and also the younger generation must free from the mental hang-overs of corruption and manipulation, and must grasp the opportunity to learn from the mistakes and the successes of our precursors. I am confident that Nagaland, individually and in cooperation with one another, can step by step and in an ordered fashion, move towards real development in a very fast rate. But without good governance, we cannot eradicate poverty nor bring development; for no corrupt government has concerned for the society. Nor in saying this am I asking readers to admit the common belief that Nagas are more corrupt, tyrannical, and power-hungry elites, than have other communities or tribes either now or histori-

cally. While avoiding the living and unfolding the dead, it is surely a lesson to learned, in the past 60 years or earlier, our forefathers had magnanimously sacrificed and earned this sanctified legacy that we proudly have today. We must move onward from where we are now by tackling the vital issue of building and strengthening the institutional structure of our government and its departments. Development may not come by chanting but the masses will have to come forward and fight and protest against the ever mounting corruption which has entered each and every department, system and organization. Students and concerned citizens have to play a crucial role, criticize, suggest and involve to ensure that all the policies and programmes are executed in an appropriate way. Leaders and politicians should transform their vision and mission and work as a team to make Nagaland a corruption-free progressed state. Nagas project of diversity-in-unity must be more than a slogan. Last but not the least, there is no hope of establishing this 90% of Christian state-Nagaland a more Christian social order except through the service, sacrifice and labour of those in whom the spirit of Christ is active, and the first necessity for progress is more and better Christian’s taking full responsibility as citizens for the political, social and economic system under which they and their fellow lives. Inculcating the Reading Habits to our Present Generation

he old adage “The man who does not read good books has no advantage over the man who can’t read” (Mark Twain) still holds true. The ability to read and write marked the difference between us and our forefather’s age. Through them our whole outlook on life deepened and broadened all because we learned the meaning of twenty-six little letters and their combinations. In a day and age like ours, the booming of various technologies, cell phones, tablets, etc., has opened our eyes and ears to so many stuffs that we could not avail a decade ago. Although the trend of reading books online is taking over the printed notes, the latter is not to be overlooked. We are proud of the fact that NE states have the best reading habits (Eastern Mirror: July 1 2015). As we grow up, we begin to realize that learning our lesson course is not enough to compete with the fast changing world. So in order to pace up with it, spending quality time in reading becomes a necessity. But for the present kids who are budding right now, there is a need to encourage them to take on this habit of reading from their early years so that they are not left behind stranded on an island. Hence, this article is specially written to spur the young minds to develop the habit of reading from their early age. I have to admit that I am not one of those who had the habit of reading from my early years; only in recent years have I come to grasp the importance of reading, but that do not disqualify me to tell others the value of reading. I am inspired by reading through the biographies of several great

authors and leaders of the past who devoted their lives to the reading of books from their very young years. At an early age, Jane Austen, the novel writer of Pride and Prejudice, read books from her father’s library ranging from all kind of literatures of their day. She wrote that she and her family were “great novel readers, and not ashamed of being so.” Another novelist named Virginia Woolf, who wrote To the Lighthouse, imbibed her enthusiasm and love for literature from her father. The atmosphere of her house also was intellectually stimulating to such an extent that she naturally developed an instinct for writing. She read books so voraciously that her father remarked: “Gracious, child, how you gobble.” David Livingstone, the famous explorer and a missionary to the African land, at the age of ten was put into the local cotton mill, working from six in the morning to eight o’ clock at night. He had an unquenchable thirst for education, and after work attended the company’s evening school from eight to ten pm and then continued his reading at home until midnight, unless his mother took the book out of his hands. He read books on science, travel and classical authors. It was said of him that he memorised the entire Psalm 119 before turning 10. William Tyndale, who translated the English Bible from original Hebrew and Greek, was singularly addicted to the reading of the Scriptures from an early age. Another person who is well-known as the Prince of preachers, Charles Haddon Spurgeon, at the age of six read The Pilgrim’s Progress and went on to read it over 100 times. Later on in his life,

he would typically read 6 books per week along with the schedules of preaching assignment every week. Today, many homes are packed with toys, dolls, etc., for their kids. Most kids are very well informed on the latest shows on TV and computer games but when it comes to books and learning materials, it proves otherwise. Our children need to be surrounded with books and literatures so that they can grasp a hand on them easily. Only when a child begins to love reading will he/she be able to appreciate the value of education.Through reading, a child glances through several phases of life ahead and are readily able to fit in with any given situations. Our society can be drastically changed only if the present generation kids start indulging themselves not with toys and games but with books. Studies have shown that children who were read to as new born have a larger vocabulary, as well as more advanced mathematical skills, than other kids of their age and scored higher on standard tests when they reached age 3 than children whose parents weren’t as verbal. Many studies show that students who love learning and do well in school were exposed to reading before preschool. When the kids grow up, they take reading and learning a pleasure rather than a chore.Give them books into their hands and when they grow up; they will understand that we have given them the most valuable thing on earth. t is said the world is frustrated because people spent most of their time in traffic jams ,says an expert in vehicular transport system. Experts says traffic jams effect happiness, productivity and progress. It also effect much on our economy and burn holes in our pockets by ways of fuel consumption, delays and set-back in our daily affairs ranging from personal to official. Business houses to have to shell out more of their revenues because of this stoppages which results in much hindrances in their income. Traffic jams is now one of the main factors for being unpunctual in almost every or trivial or crucial events of our lives like schools, colleges, offices, meetings, weddings, appointments, worship places, conferences etc. Everywhere around the world the problem of traffic jams, congestions and road rage have become a part of everyday life. People dies on the way to hospitals stuck in traffic jams. With India’s vehicle population growing at the rate of 10-15% every year, it is said re-allocation of spaces is the only way out because space is finite. Let’s look at the cities around the world how they deal with this necessary menace if it may give us some new thoughts or ideas. Bangkok: Downtown Bangkok has 5 million people vehicles in a space that can accommodate only 2 millions. Skyways, express-ways, flyways and a 23 kilometre transit system have reduced jams by 40%. But with no restriction of new vehicles everyday on the roads, traffic problem still hasn’t sobered down. Beijing: Legendary traffic woes have reduced by two hours per day post 2011 when the choked city restricted annual car registrations, introduced congestion tax and odd-even licence plate for some areas. Pollution too has reduced greatly. London: Charges daily congestion tax of 11.50 pounds for driving a vehicle within a charging zone. Greater London is a low emission zone throughout the year, encouraging diesel trucks and buses. Yes, parking is expensive. Los Angeles: Has the worst traffic in the United States but the city is a classic example of using traffic technology solutions and sensors to control traffic. State is planning congestion pricing in express-lanes but LA’s infamous sub-ways remains clogged. Mexico City: The BRT(Bus Rapid Transport) system in Mexico has helped reduce traffic blocks considerably as has paid, metered parking and targeted closures. Bike lanes have added to normal roads. Moscow: Traffic in the Russian capital makes an average journey 66% longer during peak hours. Despite increasing the number of parking lots, developing public transport and road construction, Moscow has the worst traffic jams in the world. New York City: Parking in New York is prohibitive, typically 550 dollars a month. Parking related fines are very high and strictly enforced. A greater reliance on mass transit and recession has led to a drop in traffic. Paris: In 2002 Paris launched Quartier Verts – higher parking rates, lower onstreet parking and the elimination of free parking altogether. The city tied these reforms to the introduction of residential

parking permits, available for a nominal yearly fee. Rio De Janeiro: The even-odd licence plate system has been effective in reducing mad congestions. Several parts of Rio have also been made auto free zones. Running out of gas is an infraction of the law, whether the immobilised vehicle is an obstacle for other traffic or not. Singapore: The city-state follows vehicle quota system. A person buying a new car has to pay tax to the extent of 140% of the market value. Also has levied congestion charges for certain roads. But it’s Singapore you know. To speak about new flyovers, skyways, metro-rails or ring-roads in our state seem only state next to impossible when we cannot even maintain our existing roads inspite of huge funds sent from the central government. The last fly-over we built took us a decade and to built new ones in a town like Dimapur which seem to be bursting from it seam is just a matter of time how long will the little town sustain? Top on the list of the Union Transport Minister, Nitin Gadkari is studying transport systems across the world to spruce up our own in India. Among the things he is working on is providing driving licences online to curtail time and corruption in our country and amending the Motor Vehicles Act. With Nagaland having a record of highest growth of vehicle in among the states in our country the town of Dimapur and Kohima now has a chronic traffic congestion during the rush hour which only seems to be getting worse. Absence of decent proper public transport system discourages commuters to use them as the last times city-buses introduce were also had to be dropped for myriad reasons. Acute shortage of parking spaces seems to be rising together with number of rising vehicle population. In Dimapur there is not even a single junction which has not been made into an auto-parking space. Some parking lots of autos have stretches running even into quarter of a kilometre. More sort of a nuisance it has become rather than a means of public convenience as there seems to be no limit in the issuance of permits. With the introduction of the new traffic system after the introduction the Police Commissionerate of Dimapur, things seem to have improved a lot and our people also seems to be improving their civic sense too because of the new system. Even the unruly drivers are now following the traffic rules, thanks to the new system. But again the question of congestion remains that for how long will it be because human population density together with our vehicular population will be ever increasing while our spaces and our narrow roads only seem to be getting narrower and the pedestrians’ difficulty in walking in the little shoddy footpaths seems to be getting more of a harrowing session. Bhargava , Chairman of the Maruti India Suzuki limited stated that we have Motor Vehicles Act which is 30 Years behind time and when our neighbours like Sri Lanka, Thailand and Malaysia also have improved their transport system while we have not yet. The South American title won't be the only thing at stake when Argentina and Chile meet in Saturday's Copa America final. The regional rivals have a chance to put years of disappointment behind them with triumph at the Estadio Nacional in Santiago. Host Chile has never won the continental title, while Argentina has gone 22 years without lifting a major trophy. The winner will celebrate a historic achievement. The loser will be left wondering how much longer the title drought will last. Victory would also be extra special for Lionel Messi, who has thrived with Barcelona for years but is yet to give his national team much reason to celebrate. In the 2011 tournament at home, Argentina didn't make it past the quarterfinals. "We are stubborn," Argentina defensive midfielder Javier Mascherano said. "We keep trying to win one of these championships. Hopefully it will finally happen on Saturday." If it does happen, Argentina will win its 15th Copa America title, tying Uruguay as the tournament's most successful nation. Argentina will be brimming with confidence after trouncing Paraguay 6-1 in the semifinals, when Messi didn't score but helped set up five goals, a performance reminiscent of the ones he constantly pulls off with Barcelona.

Meanwhile, Richard Gasquet of France improved to 5-0 against Grigor Dimitrov by beating the 11th-seeded Bulgarian 6-3, 6-4, 6-4 on Centre Court to make it to the second week of Wimbledon for the first time since 2012. The 21st-seeded Gasquet needed five match points in the final game before closing out the win.

lONDON, JulY 3 (REutERs): The untroubled advance of the heavy hitters at Wimbledon was spectacularly halted on Thursday when twice champion Rafa Nadal was bundled out by German qualifier Dustin Brown who played the match of his life. Roger Federer, Andy Murray and Petra Kvitova all cruised into the third round with straight-sets victories as the tournament meandered serenely through its fourth balmy day. But the calm was shattered by the final match on Centre Court when Brown, a man until now best known for his unconventional approach and dread-locks, brought back memories of the golden summer Wimbledon evenings of wooden rackets as he combined relentless power with brave and ambitious creativity. Brown came out swinging and even when Nadal dug deep to level the match at one set all he did not hold back, going for his shots and harrying his illustrious opponent at every opportunity. crowd roaring their approval and Brown rattled through the final set to secure a fully deserved victory. "You have to play your A game against him," said Brown, who also beat Nadal in their only previous meeting in Halle last year. "I'm fortunate I played him twice on grass, which is my favourite surface -- I wouldn't want to play him anywhere else. My game makes him not play his game. He doesn't get in a rhythm." Defeat continued Nadal's wretched run at Wimbledon since he lost the 2011 final to Novak Djokovic. In successive years he has lost to players ranked 100, 135, 144 and now 102 without getting past the fourth round -- a stunning decline for the 14-times grand slam winner who triumphed at Wimbledon in 2008 and 2010 and has been runner-up three times. UEFA lifts sanctions on Man City, PSG

NYON, JulY 3 (AP): UEFA has lifted key Financial Fair Play sanctions from Manchester City and Paris Saint-Germain after both clubs met spending limits imposed last year. UEFA's decision announced on Friday lets both clubs spend more on player transfers and wages. Both clubs also avoided being fined 20 million euros ($22.2 million) of Champions League prize money they earned last season. Fines would have been triggered for further overspending. Man City and PSG can now select from Champions League squads of 25 senior players. Both had only 21 eligible last season as part of initial sanctions imposed by UEFA in May 2014. Then, both clubs forfeited 20 million euros ($22.2 million) of Champions League prize money. UEFA says Man City and PSG stay "under strict monitoring," and are "subject to some limitations in 2016."

One of sport's great rivalries looks lopsided heading into the third Ashes series in two years. Even the most optimistic, one-eyed England cricket fan would struggle to pick holes in the Australia squad that arrived in Britain two weeks, seeking to retain the urn won back so convincingly in a 5-0 whitewash Down Under 18 months ago. The Australians have the world's top-ranked batsman in Steven Smith, a hostile and deep bowling attack led by the menacing — if mercurial — Mitchell Johnson, and a settled side at ease under the easygoing stewardship of coach Darren Lehmann. Throw in the recent series victory in West Indies that capped a near-perfect run of results since the last Ashes, and everything points to the men in the baggy green keeping hold of the urn for another 2½ years. Well, almost everything. Australia hasn't won a test series in England since 2001 and no member of the current squad is an Ashes winner abroad. English conditions can provide a unique examination in test cricket, and series wins aren't easy to come by. So maybe the next seven weeks will be a closer-run thing than anticipated, starting with the first test in Cardiff on Wednesday. "From where we have been," England captain

That's because while the Australians have been virtually at the top of their game ever since losing the 2013 Ashes in England 3-0, it's been nothing but turbulence for their old foes. The Ashes whitewash led to the break-up of a successful England test team. Graeme Swann quit cricket, star batsman Kevin Pietersen was dumped and has failed to earn a reprieve despite a relentless PR campaign, and steady No. 3 Jonathan Trott's comeback from a stress-related condition hasn't worked out. English cricket is in a transitional phase, with new players brought in and a new philosophy — adventure instead of conservatism — being implemented. Adding to the chaos is a series of coaching and administrative changes that has resulted in England going into the Ashes with a new overseeing supremo in former test captain Andrew Strauss and a new coach in Trevor Bayliss — an Australian, no less. Bayliss knows the Australians better than the England team, many of whom he met for the first time last weekend on a bonding trip to Spain. It's hardly the ideal preparation for an Ashes series, but Bayliss arrives with a strong reputation from his time with Sri Lanka and in domestic cricket in Australia and India. His style is to create a relaxed envi-

ronment for players to thrive in, much like Lehmann. "To be successful against Australia, it's certainly not going to be by taking a backward step or allowing the Australians just to dictate terms," England's first Australian coach said Wednesday. "You've got to get out and fight fire with fire, be positive and aggressive and individuals have to play their own natural game." England is also on something of a high after winning a thrilling one-day series against New Zealand. Test cricket, though, is a different animal. "England have obviously turned things around a bit and we've seen the flair they've started to play with in one-day cricket," Australia allrounder Shane Watson said. "It's good to see that they've moved with the times with how cricket is being played these days, and they're going to have to do the same in test cricket as well." There are question marks hanging over England's lineup. Gary Ballance and Ian Bell are struggling for runs at Nos. 3 and 4, Moeen Ali isn't convincing as the team's spinner, and the bowling attack lacks variety without a leftarm seamer to complement Jimmy Anderson and Stuart Broad. England also has seven lefthanded batsmen in its team, which could play into the hands of offspinner Nathan Lyon. Johnson, in particular, will relish playing England again after taking 37 wickets in the last Ashes series.
