NEw DElhI, JUNE 9 (IANS): Former Punjab Director General of police K.P.S Gill has cautioned that the northeastern part of the country will see more violent attacks unless the government “acts more harshly against armed outfits”. The eighty-one-yearold retired Indian Police Services (IPS) officer, who served in the northeast for 28 years, said that whatever was happening in the region was a result of the failed negotiations in the past few decades. He said all recent militant attacks on the Army were due to the failed efforts at building peace in the region. “The government has never been serious about solving the issue, which makes it clear that the region may see more militant attacks,” Gill, who is credited with ending the Punjab militancy of the 1980s, told IANS. India’s NE northeast has witnessed numerous attacks on the Army by militants groups - the recent being on Assam Rifles in Arunachal Pradesh on Sunday. The attack followed three days after 20 soldiers of the Dogra regiment were killed in an ambush in Manipur, believed to be the biggest attack in the region in the past three decades. Earlier, eight soldiers of Assam Rifles were killed on March 3 in Mon district of Nagaland. NEw DElhI, JUNE 9 (AGENCIES): Army Special Forces on Tuesday carried out a surgical strike inside Myanmar, killing about 15 insurgents of the groups believed to be responsible for the deadly ambush that killed 18 soldiers in Manipur. The strike was carried out by commandos on specific intelligence input in coordination with Myanmarese authorities, with the Army saying that “significant casualties” had been inflicted on two militant groups believed to be NSCN (K) and KYKL. Sources said about 15 insurgents were killed in the assault with no casualties among the soldiers. According to NDTV Mi-17 helicopters of the Air Force were deployed and, sources said, the Assam Rifles and the Army’s Special Forces - 21 Para (SF) carried out surgical strikes inside Myanmar, where the militants had fled to, entering about 2 km into the neighbouring country. Major General Ranbir Singh, Additional Director General Military Opwould make the situation worse as there is no control on the militant groups. HPC on illegal taxation to submit report today DIMAPUR, JUNE 9 (MExN): The High Powered Committee (HPC) constituted by the Nagaland state government to probe into the issue of taxation/illegal collection levied by Naga Political Groups, is set to submit its report to the Chief Minister on June 10 at 11:00am. A press note informed that the HPC completed its report on May 31.

NEw DElhI, JUNE 9 (MExN): A group of activists from the North East has urged the Union Minister of State for Home Affairs, Kiren Rijiju to ensure the safety of civilians in Chandel district of Manipur, following the recent ambush on Indian Army personnel, which left 20 dead. The activists included David Boyes, Binalakshmi Nepram, Alana Golmei and Zuchamo Yanthan, who submitted a memorandum urging presence of civil police, and women’s representation in all military combing operations. It called for deployment of state Police including women police officers and setting up of booths in those areas to coordinate with the army while carrying out operations. The memo further asked for an immediate fact finding mission comprising of political parties, civil workers, both men and women. It also urged combing operations remain peaceful without violating human rights. On June 8, the severely injured civilians were released only after they were made to sign a bond and a ‘No objection medical certificate.’ There is no indication that the security forces responsible for these atrocious acts will be held accountable and the state government has also maintained silence till date. Sunday’s incident provides a grim reminder of the horrors that are enabled by the Armed Forces Special Powers Act (AFSPA). On June 7, Sunday evening Limatoshi and his two cousins, Imlisunep Yaden and Supongwati Jamir had gone to visit the newly opened Kohima Night Bazaar. They were buying eatables at the market when an Assam Rifles Gypsy with personnel in civilian clothing arrived, followed by a truck full of Jawans. Around 20 to 30 soldiers surrounded them and dragged them to the truck. “They tied our hands and blindfolded us,” says Limatoshi, who sustained multiple bruises on the cheek and temple, and swelling in the hands, forearms and back. 29 year old Supongwati suffered from bruises with skin abrasion, flank abdomen, lacerated cut injury and a broken tooth. The three civilians were in a Red Bolero. The AR claimed that according to intelligence reports, 5 NSCN (K) cadres were crossing Kohima in a red bolero with the plan to plant bombs. On mere suspicion, the AR nabbed the three civilians. Meanwhile at around 7:00pm, 27 year old Mudotozo and 31 year old Vetasho were walking towards Phoolbari area, completely unaware of the incident, when they crossed the same bazaar. They were also apprehended by the AR. “They beat us up till we reached the Camp,” states 27 year old Mudotozo. Mudotozo’s medical report states that he sustained injury near the eyebrow and swelling at the paraspinal

The Naga Hoho further apprised Ravi that villagers in Chandel are on the run “for fear of atrocities meted out to the innocent citizens.” “While upholding the true spirit of peace process and the ceasefire agreement, the enforcement of Armed Forces Special Powers Act (AFSPA) in torturing the innocent students and youths on mere suspicion speaks volumes on the rightful demand of the Naga people to revoke the draconian law,” the Naga Hoho stated in a press note. It further stated that the National Human Rights Commission should take cognizance of the incident and initiate disciplinary action against the Assam Rifles. The NSF in a press note questioned the “mendaciousness of the AR as to why innocent public are time and again harassed and tortured so inhumanely without any reason but just on mere suspicion.” NSF cautioned that it would not remain mute spectators “when law enforcement agencies are functioning as terror group and the public are made to suffer for no wrong doing.” The MSUK meanwhile stated that “such action only intensifies the tension of the society and make the men in uniform more of a dreaded force than a peacekeeping force.” Terming the incident as “highly intolerable,” the MSUK expected the “men in uniform to take their actions based on facts and reliable information rather than assumptions and instincts.”
Leaked photos of Naga politicians snuggling and posing for pictures with a group of girls, which went viral on social media has raised a huge storm of debate and outrage, again. The ‘scandalous’ photos shows a handful of prominent Naga legislators, arm-in-arm with girls and liquor while some played cards. They were first uploaded on WhatsApp on Sunday and quickly spread to all prominent pages of facebook and later on twitter. Verbally baying for explanation from the legislators, irate bloggers, mostly youngsters, questioned the moral credibility of the public leaders on their shameful actions and behavior on social media. Those bloggers opining on respecting the privacy of individuals was shot down in a sea of deride. The discussion also centered on the ‘character’ of the girls in the picture, the silence of the local media on the face of such a ‘scandal,’ of the NBCC being mute observer and civil societies meek spectators. The Morung Express on Tuesday talked to individuals and NGOs outside the social media spectrum, including the Nagaland Baptist Church Council (NBCC) on what they had to say over the ‘photo scandal’ of leaders holding public offices. NBCC general secretary Zelhou Keyho, when contacted maintained that exposing people’s private life on social domain was unfortunate and wrought more destruction than public construction. Keyho, however said this does
not mean the actions of the political leaders should not be condemned. “If what appeared (the photos) on social media is true, then it should be an eye opener to all the leaders as well as the public,” he asserted. The NBCC general secretary also noted that public life and one’s conduct matters. “I am not saying we should be angels, but it matters to public- the young generation, old generation that leaders behave and

As for moral credibility of public leaders, anywhere in the world it is supposed to be above impeachment, Changkija stated adding, “our legislators, public leaders, politicians and bureaucrats getting away with anything they pretty much want to do is perhaps because our people are not too bothered about moral values, personal integrity and character despite us claiming to be Christians.” Former editor Deithonou Nakhro, said simply arguing and insulting one another on social media over the photos was not going to bring any change. “Take action if you want your leaders to be accountable for what they do. Demand answers by coming out in the open, ask the leaders to speak, approach the party leaders and ask them what they intend to do about it,” she said. Nakhro also felt that the ongoing debate on the social media was going off track. The focus here should be the public leaders and whether their behavior is acceptable or not and not on the morality of the girls, sanctity of marriage etc, she said. A social entrepreneur, who didn’t wished to be named, said Naga public have been hearing such stories of improper behavior of public leaders for too long. “Maybe this is a good time for all to say enough is enough and rise up from the confines of social media outburst and take the matter outside of it,” he said adding these are people who determine the lives of the public in many ways and therefore responsible.

The role of church in the Naga society cannot be undermined. It has played a vital role towards ‘social transformation’ ever since Christianity landed in the Naga hills, and it continues play its own role albeit in a more challenging scenario in the twenty-first century. The just concluded Institute for Development of Leadership (IFDOL) at Clark Theological College held from June 1-8, 2015 for pastors from Baptist churches of eastern Nagaland drove home just that challenge. Phom Baptist Church Council executive secretary, Y Nuklu Phom, who was the programme coordinator of the IFDOL programme, said that IFDOL is not a regular church programme but a “pastoral leadership that is local in context with a global perspective”. He said that the six Baptist associations of Eastern Nagaland came together and partnered with Clark Theo-
logical College to train pastors and church workers in leadership qualities, church management, and educate them and bring them up-todate to the changes going on in the world. “Basically, the church is focused on the scripture and towards heaven. Of course, the scripture and going to heaven is the most important things in a Christian life. But, before we go to heaven, there are many things to be done here (the mortal world),” said Nuklu Phom to The Morung Express. IFDOL, he informed, is an intensive training to educate and enlighten pastors on different topics and subjects. He disclosed that there were seventy-five lectures by ten different resources persons during the eight day programme. The programme covered thirteen topics ranging from pastoral leadership in local churches with a global perspective, expository bible study, team building, media, labour and exploitation, peace and reconciliation etc. The resource persons were also drawn in not

them to meet expectations of church members. “If the mindset of the church members are changing and developing, then the minds of the pastors should develop in double so that they can lead the congregation more efficiently,” said Nuklu Phom.
He added that the IFDOL programme aims to train some 1500 leaders in the next ten years. In the next phases (after completing the training for pastors), IFDOL will invite village leaders, tribe leaders, student leaders and women leaders to participate in the

DimaPuR, June 9 (mexn): Total 26 beneficiaries from 11 villages attended a three days multi-disciplinary training programme organised by KVK Dimapur under Tribal Sub Plan for youth of Kohima district. The training was held from June 4-6 at ICAR Research Complex for NEH Region, Nagaland Centre, Medziphema. The agri and allied aspects of the training covered vermicomposting and vermiculture, scientific poultry & piggery management; role of horticulture in farming system development; cultivation practices of solanaeceous vegetables (tomato, brinjal, chillies & potato); and cultivation practices of paddy, maize and soybeans, Toria, and black gram etc. Besides, seed village concept, seed production of paddy and maize as well as Medziphema Village Students’ Union (MVSU) observed World Environment Day 2015 by Alder based farming system for cultivation organising small function at Medziphema Village chaired by Village Council Chairman, Neik- of large cardamom in the district were also discussed by programme coordinator. Meanwhile, participants of the IFDOL programme expressed deep satisfaction at being a part of the training programme. For some, it was the first time they had attended such a programme. A pastor from Mon district, T Wangkei said that after attending the programme he learnt about social, moral, political, justice in society. It may be noted that the first Institute for Development of Leadership programme was held at Longleng in the year 2013; the second at Tuensang in 2014 and the third at CTC, Aolijen Mokokchung.

A third person was injured in the blast which took place at Wakka, just seven kilometers from the border in the newly-created Longding district. The bodies of the two, a live IED and a remote control were found at the spot. The slain militants were yet to be identified, the official said, adding that villagers told police that the militants forced them at gun-point to carry away the injured insurgent.
Over 80,000 hit by Assam floods, one dead guwahati, June 9 (ianS): Over 80,000 people in 10 districts of Assam were reeling under floods, while one person died in Lakhimpur district, where surging waters have flooded over 27 villages, the authorities said on Tuesday. A flood bulletin issued by the state government on Tuesday said 81,026 people were affected in Barpeta, Sonitpur, Dhemaji, Lakhimpur, Tinsukia, Darrang, Nalbari, Goalpara, Jorhat and Kamrup (Metro) districts. A total of 192 villages have been submerged in the floods, and over 3,766 hectares of crop land have been damaged. Tinsukia district has opened three relief camps housing close to 200 people. Floods have also wrecked havoc in the Majuli river Island in Jorhat district. Embankment breaches have been reported in Sonitpur, Barpeta and Dhemaji districts. As per the Central Water Commission (CWC), the Brahmaputra river was flowing above the danger level at Nematighat in Jorhat district.

Tripura's erstwhile royal family gets possession of Neermahal palace agartala, June 9 (ianS): A Tripura court has asked the state government to return the 85-yearold Neermahal, eastern India's lone lake palace, to its builder - the state's ex-royal family, officials said here Tuesday. Tripura's last king Bir Bikram Kishore Manikya Bahadur built the majestic palace Neermahal in 1930 in the midst of Rudrasagar lake as his summer residence. The union forest and environment ministry had earlier declared Rudrasagar a national lake. "Following a petition from the royal family member Bibhu Kumari Devi, Judicial Magistrate (Senior Division) Gobinda Das on Monday asked the state government to hand over Neermahal to the royal family within two months," a Tripura revenue department official said. The civil court also directed the state government to pay a com-
pensation of Rs.20.50 lakh annually with six percent interest since 2007. The official said that Kirit Bikram Kishore Debbarman, last coroneted prince and former Lok Sabha member (Congress) from Tripura, handed over the Neermahal to the Congress-led state government in 1974. According to the official, after the death of Kirit Bikram, his wife and former Congress minister Bibhu Kumari Devi asked the state government to return the palace to her. The state government led by Communist Party of India-Marxist led Left Front, turned down Bibhu Kumari Dev's plea forcing her to file a suit before the court in 2008. Lawyer Debabrata Chakraborty, who defends the state government in the case, said that the state government would file a petition against the lower court judgment in the Tripura High Court.
Manipur Ambush: Look East is Good, But Where is the Action? RS Pandey
M
anipur is in the news again for the tragic ambush in which 18 precious lives of our security personnel were lost and many more injured. Important as it was, within hours of the incident, it became a top trend on Twitter. But why do we wake up only after the incident? The Northeast region is often in the news only when violence has occurred. The NSCN (K) along with some more insurgent groups has taken responsibility for the attack on the Army. Why did it not make news headlines when the ceasefire between the Government of India and the NSCN (K) was not renewed last year? The reason for the non-renewal notwithstanding, it was a major event and should have been taken note of as such. And taking note means preparing for the kind of attack that they have indulged in. The NSCN (K) have already attacked two times in the last three months - first in Arunachal Pradesh, followed by a more significant incident in Nagaland and now the Manipur ambush, bringing the count to three in total. The post-attack reaction and rhetoric includes talks of sealing the international borders with Myanmar, securing the cooperation of the Myanmar Army, launching operations in militant hideouts and strengthening intel-
ligence networks besides entrusting the investigations to the National Investigation Agency or NIA. These reactions are routine and publicizing them is often counterproductive. All these measures which are being talked about now should have been pressed into action immediately after the non-renewal of the ceasefire agreement without any announcement. Doing rather than talking was the need of the hour. Reality, sadly, has been the other way around. Moreover, "the talk" has not even reached its logical conclusion in a reasonable time-frame. Naga Peace Talks have been going on for a decade and a half. Such prolonged talk is bound to cause restiveness among those who are involved and to those as well who are outside but have a stake in the peace process. It also casts aspersions on the sincerity of the parties involved. NSCN (K) had a point when it resented renewing the ceasefire agreement endlessly without being included in the talks. The Government of India could not afford to annoy the NSCN (IM), which would have happened, if fresh talks with the K faction began without concluding talks with the IM faction. The way out was concluding talks with the NSCN-IM within a set time frame, followed up with other groups and the Naga people in general, to further announce a settlement. The catastrophe of the kind we witnessed in Mani-
struggle and cheerfulness in times of hardships could elevate the sagging morale of everybody. The Naga insurgency was the first secessionist insurgency in the country, but the people of Nagaland have demonstrated time and again since that they desire to live in India and prosper. Many of the militant leaders of various factions do privately express the same desire. At this hour, any future policy-framework needs a sincere appreciation of the historical perspective, the prevailing psychological ambiance and the socioeconomic realities. Some political bigwigs in the region who keep repeating that the insurgency is a law and order issue are either chasing a mirage or are cleverly pursuing their vested interest of getting funds from the Centre and merrily squandering it away. The Naga insurgency can certainly end. This will pave the way for sorting out problems associated with other insurgencies in the region, which have come about in the last 20-25 years. Unless this is tackled, 'Look East' or 'Act East' will face a major roadblock to materializing in ground realities. In Parliamentary democ-
racy, numbers count; unfortunately, the hills of the Northeast region do not have the numbers in Parliament to muster significant attention. Having said that, the country's stakes in making 'Act East' a success are indeed very high and the people of the Northeast certainly deserve better from their governments. A heavy exchange of fire between armed cadres, suspected to be from the People’s Liberation Army (PLA), and 44 Assam Rifles ensued following an attempted ambush in Ukhrul district early on Tuesday. The gun battle between the militants and Assam Rifles team started at about 6 am in Konkan village area, about 25 km east of Chassad Police Station under Kamjong subdivision. The encounter lasted about half an hour, police sources informed. However, no casualties were reported in the encounter. The encounter site is about 130 km from the Ukhrul district headquarters. The police sources added that it was an attempted ambush on the Assam Rifles team which was a foot patrolling party. Security forces suspect militants belonging to PLA, the armed wing of the proscribed Revolutionary People’s Front (RPF), to be behind the attack.

Modi to launch India’s biggest labour overhaul in decades
NEW DElhi, JuNE 9 (REutERs): Prime Minister Narendra Modi is preparing to launch India’s biggest overhaul of labour laws since independence in a bid to create millions of manufacturing jobs, at the risk of stirring up a political backlash that could block other critical reforms. Three officials at the central labour ministry told Reuters that the ministry was drafting a bill for the upcoming parliamentary session that proposes to loosen strict hire-and-fire rules and make it tougher for workers to form unions. The changes, if approved by parliament, will be the biggest economic reform since India opened its economy in 1991, but it is likely to meet stiff opposition in parliament and from labour activists. The prime minister enjoys a majority in the Lok Sabha, but not the Rajya Sabha, hobbling his ability to pass politically contentious measures. That handicap has stymied his efforts to make it easier for
businesses to buy farmland and convert Asia’s third-largest economy into a common market. Rajiv Biswas, Asia-Pacific chief economist at IHS Global Insight, said Modi had little option but to push ahead with the measures. “Without these reforms, the economy would stagnate, and frustrated investors would look elsewhere,” he said. “You cannot make political opposition an excuse for not taking tough decisions.” Since taking office in May last year, Modi has taken a series of incremental steps to make labour laws less onerous for businesses, but fear of a union-led political backlash made him leave the responsibility for unshackling the labour market with Indian states. He let his party’s governments in Rajasthan and Madhya Pradesh take the lead in this area. Encouraged by a successful and peaceful implementation of the measures in those states, the federal labour ministry now intends to replicate them at the national level, one of the
ministry officials said. Manish Sabharwal, one of the brains behind Rajasthan’s labour reforms and co-founder of recruitment firm Teamlease, said the federal administration would have been better off without attempting these changes. “Let states carry out these changes and save your political energy for other policy reforms,” he said. EASIER FIRING As part of the proposed revamp, a factory employing fewer than 300 workers would be allowed to lay off workers without government permission. Currently, factories employing 100 workers or more need approval for layoffs. But they will have to pay three times the current severance package, the labour ministry officials said. Companies have long been demanding an increase in the ceiling as governments rarely grant such permissions for layoffs, making it difficult to respond to business downturns and en-
couraging them to stay small. “It will facilitate ease of doing business while ensuring safety, health and social security of every worker,” a senior labour ministry official involved in the deliberations said. The official said the bill was expected to be finalised in the next three or four weeks, and would then be sent to cabinet for approval. The planned changes would also make it tougher for employees to form unions or go on strike, but would make all employees eligible for minimum wage. The World Bank says India has one of the most rigid labour markets in the world. That in turn has been a drag on manufacturing, which accounts for only 16 percent of India’s $2 trillion economy, compared with 32 percent of China’s. Some 84 percent of India’s manufacturers employed fewer than 50 workers in 2009, compared with 25 percent in China, according to a study published by consultancy firm McKinsey &
Co. last year. Economists cite current labour rules as the biggest constraint on Modi’s “Make in India” ambition to spur a manufacturing boom creating jobs for 200 million Indians reaching working age over the next two decades. Just 8 percent of manufacturing workers in India are in formal employment, the rest are shortterm contractors who enjoy minimal social security benefits. It will take deft political management to ensure a speedy passage for the bill. Opposition parties have blocked Modi’s land bill in parliament, calling it “anti-farmer”. The labour reforms, which are being opposed by labour unions, could also end up being labelled as “pro-corporates”. MuMBAi, JuNE 9 (REutERs): The Reserve Bank of India said banks that decide to recast a company’s debt under the so-called “strategic debt restructuring” (SDR) scheme must hold 51% or more of the equity after the debt-for-share conversion. The measure was part of a set of guidelines announced by the RBI on Monday on the SDR scheme, which provides a more flexible process for lenders to recover bad loans. Other measures announced on Monday includes allowing lenders to convert debt to equity within 30 days of the review of the company’s account. In addition, lenders who acquire shares of a listed company under a restructuring will be exempted from making an open offer, as per rules from capital markets regulator Securities and Exchange Board of India (SEBI), the RBI said. These restructuring norms will also apply to all company accounts before Monday, the RBI said.

Lack of teachers, shortage of nurse mar GHSS, CHC in Longkhim Kiphire, June 9 (Mexn): United Sangtam Student's Conference (USSC) along with the United Sangtam Likhtim Purnji (USLB) members visited the Government Higher Secondary School (GHSS), Longkhim on June 8 to discuss the various drawbacks and hindrances faced by the school. A press note stated that Headmaster Thsarise Sangtam and Assistant Teacher Holise Sangtam expressed that the major problem was lack of maths and science teachers. They stated that school authority and NGOs have made several representation and demands for the appointment of maths and science teachers, but so far, the concerned department has not given positive response. They also expressed that inability to extend classrooms leads to congested classrooms causing immense difficulty for
students and smooth functioning of the school. During the visit, USSC executive member Joseph, USLP member Sekyuchem and Hotingkyu encouraged the school staff to do their duty faithfully in spite of various drawbacks. The combined team also visited the Community Health Centre, Longkhim. Senior Medical Officer Dr. Nukshisangla conveyed about the shortage of nurse and stated that total absence of some staff creates many negative aspects. Assam Rifles’ assault on civilians condemned KohiMa, June 9 (Mexn): The Kohima Chakhesang Students’ Union (KCSU) has condemned the assault on Khutsami Students’ Union president and his colleague along with three other civilians “without any reason” by Assam Rifles personnel in Kohima. The civilians were picked up by the AR personnel on suspicion of being NSCN (K) cadre on June 7 evening and released June 8 morning. “The act committed by the AR troops was totally against human rights and deprived the heart of Indian Constitution Article 21 from the citizens,” stated a press note issued by KCSU president Wekhrope Marhu and general secretary Vechivo Rhakho. The union called unlawful the “false accusa-
tion” and detention of the students leaders and others with eyes blindfolded overnight at the AR camp. It further stated that the Assam Rifles’ motto “Friends of The Hill People” is contradictory to what the hills people expected. “Is it to assault innocent civilians? To create tension and fear to the innocent civilians?” questioned KCSU, which further requested all right thinking citizens to voice out and condemn the “uncivilized act”. As an elected leader and legislator on whom the public have put certain trust and confidence and their pledge before God and man in response to lead the people with utmost dignity have only resulted in disgrace. Pondering over the larger picture, one cannot but lament the complete breakdown of morale credibility, integrity and responsibility of our leaders and has only resulted in shattering our confidence in our own leaders which is nothing short of a tragedy. For now so much of their image is disgraced that whatever good they ‘preach’ henceforth will be hard to receive in good faith and will not only sound hypocritic but will also be held in contempt. We live in interesting times where, question of ‘why be moral?’ has put a huge question mark on the importance of ethics and morality. Nonetheless, such a ‘lifestyle’ portrayed through the images only calls forth the ethical and moral concerns about what is ‘good’ and what is ‘bad’ or what is ‘right’ and what is ‘wrong. Whether we like it or not ‘we’ became willing slaves in selling ourselves and subsequently surrendered our voice and rights to them in the making of our ‘politician.’ Such ‘revelations’ should be taken as a constant reminder as a pro-active approach in impacting a change in our mindsets and recreate and re-affirm a morality for ourselves which would manifest in our rational choices, decisions and actions regarding how we recreate ourselves, our society, how we want to live, to what we devote our time and energy, the kind of person we want to become and the kind of responsibility we ‘ought’ to have. So long as we question morality and the need to be moral, it will only result in losing our sense of significance and uniqueness of the individual that we experience and treat ourselves as commodities and thereby our moral powers within becomes alienated from ourselves leading to mere existence. The result is that we feel powerless and thereby lose trust in ourselves with the disappearance of our moral powers not fully knowing what our powers can create. Keeping this in mind, we need to rediscover our moral selves in creating positive mindsets. Fully knowing the situation and the state of affairs we are in, and rather than living in disgust, we need to employ our positive power and energies to create a desirable change. Time is very opportune and fitting for each of us to reaffirm as right thinking citizens and take a clarion call and pledge to create a change for better. The current ‘political landscape’ and the state of dirty affairs, calls for a reflection in foresight that, the 2018 General Assembly Elections should be taken and prepared towards a trend setting election for better and the onus is on our moral powers to make it better and bring a change for the betterment of our society that we so long. This can begin with a small, yet morally powerful act of not commodifying and selling ourselves and a committed pledge to do the right thing. Google still struggling to ‘diversify its workforce’

oogle isn't making much headway diversifying its workforce beyond white and Asian men, even though the Internet company hired women to fill one out of every five of its openings for computer programmers and other high-paying technology jobs last year. The imbalanced picture emerged in a demographic breakdown that Google released Monday. The report underscored the challenges that Google and most other major technology companies face as they try to add more women, blacks and Hispanics to their payrolls after many years of primarily relying on the technical skills of white and Asian men. "Early indications show promise, but we know that with an organization our size, year-on-year growth and meaningful change is going to take time," said Nancy Lee, Google's vice president of people operations. Just 18 percent of Google's worldwide technology jobs were held by women entering 2015, up a percentage point from the previous year. Whites held 59 percent of Google's tech jobs in the U.S., while Asians filled 35 percent of the positions, according to the report. The slight uptick in women stemmed from a concerted effort to bring the numbers up. Google said 21 percent of the workers that it hired for technology jobs last year were women. The Mountain View, California, company added 9,700 jobs last year, although it declined to specify how many were for programming and other openings requiring technical knowledge. Overall, Google employed 53,600 people at the end of 2014. In the U.S., just 2 percent of Google's workers were black and 3 percent were Hispanic. Cutting across all industries in the U.S., 12 percent of the workforce is black and 14 percent is Hispanic. The latest snapshot of Google's workforce comes roughly a year after the company publicly disclosed the gender and racial makeup of its payroll for the first time, casting a spotlight on a diversity problem vexing the entire technology industry. Other well-known technology trendsetters, including Apple and Facebook, subsequently released data revealing similar diversity problems. Mortified by the disclosures, Google and most of its other technology peers have been pouring more money into programs steering more women, blacks and Hispanics to focus on science and math in schools and have stepped up their recruiting of minority students as they prepare to graduate from college. Civil rights leader Jesse Jackson, who has been spearheading the drive to diversify the tech industry, applauded Google for releasing its workforce data again to help keep the pressure on the technology industry to change the composition of its payroll. "Tech companies must move from the aspiration of 'doing better' to concrete actionable hiring to move the needle," Jackson said in a statement. "We aim to change the flow of the river."

What role for a truth commission in Colombia? While a positive step in negotiations between warring parties, what are the limits of uncovering the dark truths of Colombia's conflict?
O
ver the years, there have been numerous attempts to end Colombia’s decades-long conflict, an armed struggle marked by widespread suffering and soaring numbers of human loss. The peace talks between the Government and the FARC-EP—negotiations that began two years ago–have made significant progress in the face of innumerable difficulties, and now appear to be the best opportunity for Colombia to reach sustainable peace. Now, the negotiating parties, in concert with the whole country, are discussing the different approaches to and possibilities for a transition based on victims’ rights to justice, reparation, and truth. It is a timely occasion to mention the necessity of such a principled ground for transition as the Colombian government and FARC announced yesterday the creation of a truth commission, though only once a final peace treaty has been signed. Before the details are finalized, however, all those around the negotiating table must clearly understand what they expect a truth commission to achieve: A truth commission should not be adopted mechanically, nor considered only as a policy obligation. Nor should it be conceived as an omnipotent institution or replicated blindly because of the fascination with the mechanism itself and the accompanying myths. The parties need to know what they really want to achieve–this requires not only a deep reflection and understanding of what commissions can realistically accomplish, but also to hear and understand the expectations of Colombian society. The predominant assumption in Colombia is that a truth commission would examine a long period of serious and mass human rights violations, in addition to the underlying structural causes of the conflict. Another common expectation is that a truth commission would carefully examine each and every crime that has been committed during the conflict. Given experiences of other countries, such expectations would be highly unrealistic: even in truth commissions with broad and ambitious mandates, the clarification of each incident is impossible, especially from the perspective of forensic truth. It is important to reiterate, as many times as needed, that a truth commission does not substitute a judicial process, cannot clarify everything that has not been addressed in courtroom, and is not designed to let perpetrators off the hook. A truth commission should not be conceived with the logic of a judicial processes–failure to comprehend the difference could mean jeopardizing the process itself. What a truth commission can do is make a fundamental contribution to stable and lasting peace by recognizing the victims’ experiences and sorrow. Indeed, the quest for truth is also a quest for justice: recognition that wrongdoings suffered by victims are a matter of national, social, and institutional concern; acknowledgment that their needs and demands for justice and reparations must be addressed; and

or all the hype that was recently created in the mainstream media over the Indian economy "overtaking" the Chinese economy in growth terms, this article offers a contrarian perspective. It is true that India’s growth rate is projected to surpass the Chinese growth rate for the year 2015 (by IMF). However, the fact remains that Chinese growth rate has consistently outperformed India in the past 30 years. That means China is already far ahead of India in absolute value terms. An astounding gap of approximately $7.3 trillion is there between the two economies as of 2013 as per World Bank figures. Put another way, it means that the Chinese economy in 2013 was already roughly five times bigger than the Indian economy in current dollar terms. A brief look at the growth history is pertinent. Chinese leaders, most specifically, Deng Xiaoping, initiated reforms in 1978 under the ‘responsibility system’ that made farmers a kind of entrepreneurs. These, along with several other reforms such as birth control, modernization and a more open approach to trade with the US and Japan led to the Chinese economy becoming export competitive. The 1990s and 2000s saw a greater role for entrepreneurs, Chinese state-owned enterprises as well as a greater integration of China into the world economy. India under P.V. Narasimha Rao initiated reforms in 1991 primarily due to a balance of payment crises. Some describe these reforms as reforms by stealth rather than by choice. Several sectors saw capital infusion and growth amid policy changes. Prominent among these were the automobile, telecom, pharmaceuticals, IT and
genuine commitment to take all necessary measures and to implement all required changes, to prevent repetition of crimes. The benefits of offering this official recognition are apparent; chief among these is the sense of recovered dignity of victims and affected communities, and the restoration of their capacity to control their own lives. In this regard, truth can also strengthen communities and individuals’ sense of citizenship, as people become aware of their rights and their status as citizens and it helps to restore the relationships between citizens and state. But truth commissions are not just about victims. The process led by a truth commission is a unique opportunity for a social debate about what is known but not yet accepted, about what is still unknown and about the roles of institutional, political and social actors that need to surface after decades of denial. Many times, truth commissions meet indifference or incomprehension, from both the public and government. To facilitate a collective process of acknowledgement, a successful truth commission must manage to engage sectors of society that have disengaged in the process, even those who oppose truth-seeking measures, or who have in some way participated in or profited from the conflict. Although many truth commissions started their work expecting their ultimate contribution to be a final report and a repository of written testimonies, they soon discovered that what society and different social groups are really asking for is a process where interaction, participation, and open discussion are as important as the findings. This would unmistakably apply in Colombia where numerous collective projects–as well as a vast diverse of social and political identities–have already emerged, and several initiatives have even asked collectively for such a participatory process. Indeed, a truth commission should be considered as a process, not as a single event. A truth commission in Colombia could build
upon previous efforts, and likewise act as a bridge to future projects of truth-seeking. The selection of truth commissioners is also crucial for the success of a commission. Leadership is as vital as public participation, and demographic representation will not necessarily guarantee the suitability and legitimacy of commissioners: the selection and designation of commissioners must be inspired and guided by criteria of integrity and independence. The truth commission does not need to be a mini-parliament or an assembly of delegates from different sectors. It should gather elected people deeply committed to human rights and the truth commission’s mandate, able to inspire and lead such a complex and difficult process. In Colombia, significant progress has already been made toward clarifying the truth and constructing historical memory, thanks to judicial processes like the Justice and Peace Process, the work of the Historical Memory Group and the National Center for Historic Memory, unofficial civil society initiatives around the country, and the findings of prior official truth commissions that concentrated on specific issues or periods of the conflict. However, there is still great demand in the country for knowledge and recognition of the truth about the armed conflict. An effective truth process in Colombia will have the potential to nurture a more inclusive and stable democracy by reflecting the diverse cultural, genderbased, political, and religious identities represented in society, and by bringing this diversity to public consciousness through a spectrum of testimonies. Bringing victims’ voices to the public realm and integrating their experiences into society’s collective knowledge improves our conversation with others and with ourselves. That conversation, made of meaningful words, is the fabric of democracies. It’s also the solid base upon which a peaceful coexistence among all Colombians can flourish.
Will the Indian tiger catch the Chinese dragon? Amit Kapoor IANS banking sectors. India saw the rise of a new and aspirational middle class during the period of increasing affluence and a break away from the license-permit raj. However, when comparing India and China since the 1980s, the Chinese growth has been astounding (average growth rate close to 10 percent). It is due to greater integration with the world economy both in terms of trade as well as in terms of FDI inflows. On an average, from 1982-2013, the FDI inflows into China were more than eight times that into India. Similarly, the merchandise trade was five times that of India during the commensurate period. A look at the sectoral contributions and their change over time also helps in understanding the transformation that has taken place in these economies and what can be expected in the future. While China saw broad-based growth post its reforms, the Indian growth story is seen to be restricted to very select sectors of industry and broadly, service sectors. The speed of change too is a defining feature of the Chinese economy. The contribution of China’s manufacturing sectors as a percentage of
GDP mildly went down from 37 percent in 1983 to 31 percent in 2013. In India, the percentage contribution remained more or less stable at 16 percent. However in absolute (current value) terms the Chinese manufacturing grew over 35 times while the Indian one grew only nine times since 1983. In the services domain, the percentage contribution doubled from 23 percent in 1983 to 46 percent in 2014, while in India it increased from 41 percent in 1983 to 51 percent in 2013. In absolute (current value) terms, China's ser vices sector grew an astounding 83 times since 1983 while the Indian services grew 11 times. The agricultural contribution in both the economies went down from roughly 33 percent in 1983 to 10 percent in China and to 18 percent in India. In absolute terms, the Chinese agriculture sector grew 12 times while India’s grew just five times. This shows that China has outperformed India in each of the sectors in the past 30 years. Also, India’s contribution to world GDP is at present (2013) is a just below 2.5 percent, which is miniscule. The advantage that China has built over the past 30 years

cannot be easily negated. The catch-up thus seems highly unlikely. To close this gap in the future, the Indian economy will have to outperform China's in a significant manner. Just to understand, it was assumed that the Indian economy grows from 2017 at 8 percent and the Chinese economy decelerates to just 5 percent by 2017. Even in such an unlikely scenario, India will have to wait until 2073 (another 58 years) to overtake the Chinese economy in current value terms. There are two primary assumptions in this analysis. First, that the growth remains consistent at 8 percent for India while it remains 5 percent for China. The fact of the matter is that over time, growth rates tend to fall so it will become increasingly difficult for India and China to grow at these rates. It is the primary cause as to why industrialized nations see very little growth. Second, there is no political disintegration within the two economies. Political reshaping can change and alter the dynamics of growth very quickly and is something that has not been factored in. Still, the graph offers a perspective to those who believe that India is likely to catch-up with the Chinese economy anytime soon. Rather than catching up with China, it is advisable that the Indian policymakers focus on lifting people out of poverty through growth and bettering the living standards of those residing in cities and towns. Also, a boost to manufacturing not just for exports but also for more choice within the domestic economy (as the RBI governor has pointed out recently) will help India immensely. Why children are writing postcards to Indian Prime Minister Narendra Modi
S
tacked on a dining table which doubles up as a workdesk in the office of Human Rights Alert lie postcards written by schoolchildren in Manipur and addressed to Prime Minister Narendra Modi, urging him to repeal the Armed Forces Special Powers Act and save democracy in India. For years, Manipur’s people have been appealing and agitating for the removal of the act which grants immunity to military forces operating in parts of India declared as “disturbed” areas. But in the last week of May, the efforts received an unexpected boost when Tripura lifted AFSPA. “We wanted to send 25,000 cards,” said Babloo Loitongbam, the executive director of Human Rights Alert, an Imphal-based organisation, “but the post office did not have enough. We are sending 3,500 in the first batch." Unlike Tripura, where the act was put in place in 1997, AFSPA and its colonial precursors have been in force in Manipur since 1950. The colonial Armed Forces Special Powers Ordinance of 1942 was first deployed in the state to quell popular unrest when Manipur was merged into India. It became the Armed Forces (Assam and Manipur) Special Powers Act in 1958 which was put in place to help the army crack down on the violent ethnic insurgencies taking root in the state. Sixty four years under AFSPA and its predecessor have scarred Manipur. Despite the heavy military presence, the state remains one of the most violent parts of India. Over the last decade and a half, several insurgent groups in the state have morphed into extortion rackets. There is an accompanying breakdown in the functioning of the state government. Corruption is high. Not to mention a runaway VIP culture. In recent days, buoyed by the lifting of AFSPA in Tripura, the people of Manipur had intensified their campaign asking for its removal. But those hopes received a bodyblow this Thursday when militants killed 20 soldiers of the Indian army in an ambush in Chandel. Claims reaching newspaper offices in Imphal suggest the attack was carried out by the newly formed United Liberation Front of Western South East Asia, comprising a number of insurgent groups from the North East, under SS Khaplang, the head of one of the National Socialist Council of Nagaland factions. The ambush is certain to be cited by the armed forces to make the case for the continuation of AFSPA in Manipur, even though there is overwhelming evidence on the ground that AFSPA is doing more harm than good in one of the most exquisite states of India. A land mauled by violence Manipur is a narrow valley surrounded by hills. This valley – more of a plateau, really – is so small – less than a tenth of the state’s area and about the size of Delhi – that no matter where you go within it, you see the hill ranges bounding it to the east and the west. The valley used to house a large ancient lake that would swell and ebb with the rains. In recent times, that lake has receded – Manipur's famous Loktak lake is all that is left. Today, most of the plateau is used for growing paddy. It also houses towns like Moirang apart from the state capital of Imphal. The people who live here are the Meiteis – Hindus, Muslims and Buddhists. They account for two-thirds of the state's 25 lakh population. The remaining one-third population that lives in the hills is almost entirely tribal – predominantly Nagas and Kukis. The lives of Manipuris, however, contrast disturbingly with their arcadian surroundings. Violence is so commonplace that it pops up in most conversations. Every person encountered during a ten-day visit to the state – in buses, in jeeps, in hotels, homes and offices – had an incident to narrate. Incidents of post-traumatic stress disorder are high. Outsiders are frequently told to be back in their hotel rooms before dark.
The history of violence In Manipur, shortly after India's independence, insurgency first started in four Naga-dominated hill districts where people wanted their own country. In the sixties, the valley began to see its own insurgent groups. In an article Blue Print for Counterinsurgency, EN Rammohan, a former director general of the Border Security Force and advisor to the Manipur government, said this was a response to corruption and underdevelopment where a set of cronies close to the Indian National Congress captured most contracts in the North East and then siphoned away the money. Insurgency spread to the non-Naga tribal districts like Churachandpur after the Nagas staked claim over a wider area called Nagalim and issued notices to other tribes like the Kukis asking them to leave. Subsequently, groups fighting for autonomous regions for Hmars and others also came up . In the early decades, the groups raised revenues through donations. But the requests soon turned into threats, and by the early 2000s, most insurgent groups in the state had mutated into extortion gangs. They also developed links with local politicians. Rammohan writes, “In the elections of year 2000, the different groups were hired by politicians of all hues, both state and national. The groups freely used their guns to intimidate voters and the elections were completely rigged.” Between the early 2000s and now, things have changed further. The groups continue to have links with political parties. For instance, in the autonomous council elections in the state on the first of this month, insurgent groups in the five hill districts issued diktats variously prohibiting the Congress and the Bharatiya Janata Party from contesting. At the same time, the quantum of extortion – while still quite high – has come down. A Congress leader, who spoke on the condition of anonymity, said, “At one time, people were scared to build houses or buy new cars. In the last five years, that has changed.” Indeed, Imphal now has new car dealerships and hotels. This is partly because, since the 2000s, the underground has found an alternative revenue source: contracts from the public works department. The Congress leader said, “Every group has an overground person it bids through.” Politicians, he added, encourage this system to keep the groups happy. If two groups want the same contract, there are negotiations. The latest development is the formation of a core committee: an umbrella organisation of insurgent groups which also coordinates extortion demands. Extortion, incidentally, is why Imphal has such

A deadly ambush on the Indian army is no reason to continue AFSPA, given the overwhelming evidence that it's doing more harm than good in Manipur mented on all sides, looks prosperous, and might draw the groups' attention. Why is the character of these groups changing? “When a conflict goes on for over 25 years,” said Loitongbam of Human Rights Alert, “local people, militants, even the armed forces, start creating their own survival strategies within the violence.” The mutants This has created a world very different from the one when AFSPA was first imposed. Till the 1990s, there was a duality, said Loitongbam. “There was the state. And there were militant groups that opposed the state.” Things are different now. In a sequence of rising distance from the centre, you now have the army, the paramilitary, the Indian Reserve Battalion (which is controlled by the state but paid for by the centre), Manipur Rifles, Manipur Police commandos, Manipur Police, village defence forces. Then come the militant groups managed by the military and ones with links to politicians. And then, finally, the six or so groups listed as terrorist organisations under the Unlawful Activities Prevention Act – PLA, UNLF, KVKL, KCP, Prepak and MPLF. “The underground is no longer hardcore militants,” said a police official. “The groups are now using drug addicts and HIV positive women to drop off their extortion demands and bombs. The people we catch say someone they did not know gave them some money or that they were contacted through phone calls. In some cases, those calls came from Burma or, increasingly, Nepal.” Backward and forward linkages have formed between some of these actors. A human rights activist cited an instance where a group demanded money from a hospital. “It refused – the amount was too high. Angered, the militant who came to collect the money threw a bomb inside and was running out when he was caught by some Bihari labourers.” In response, he said, “The militant took out an ID card from his pocket and showed it to them – it said, Indian Reserve Battalion.” Another time, the activist added, another set of people who got a very high extortion demand complained to the police instead of paying. A trap was laid. “But then, the vehicle that came to pick up the money was an Assam Rifles vehicle.” What you are seeing now, he said, is a dynamic where some of the forces, when they capture militants, do not hand them in. “Instead, they are telling them to keep making these calls while retaining 80% of the money extorted.” Scroll sent email queries to Manipur chief minister Okram Ibobi Singh, Manipur's Principal Secretary for Home Suresh Babu, and to the office of Gen Dalbir Singh, Chief of The Army Staff. They did not respond. The paradox is that while the nature of the insurgent groups has changed, the imposition of AFSPA has continued much as before. There are other puzzles. AFSPA is in force in every part of Manipur except the one region that sees the most violence – the town of Imphal. A world of impunity Both the political economy and the culture of impunity that AFSPA has spawned goes beyond just the army. While the act gives absolute power to the military – to the extent of allowing it to kill people without being hauled by the courts – the state police too behaves as though it enjoys similar protection. In early 2012, civil society groups in Manipur submitted a memorandum to Christof Heyns, the UN Special Rapporteur on extrajudicial, arbitrary or summary executions. Between January 1979 and May 2012, it noted, Manipur had seen 1,528 fake encounters by the security forces. Assam Rifles was responsible for killing 419 people in such encounters while joint teams of state police and central paramilitary forces were responsible for 481. On their own, the state's police and commandoes had killed another 377 people. Even the state administration operates with a similar disregard for the rule of law. In April, a senior police official, Amitabh Mutum, driving home one night with his wife and two young children was beaten up by the security guards travelling with the speaker of the state assembly, Thokchom Lokeshwar Singh, ostensibly because he had not allowed the speaker's cavalcade to overtake. However, people close to the official said the incident occurred on a wide and deserted road. The guards continued to beat up the official even after he told them he was with the police. And the speaker did not intervene even when the official's wife – who got pushed around as well – pleaded with him. But it gets murkier: Mutum was the second officer in command at a special investigations team set up on 13 January, 2011, with 13 handpicked officials. In its first year, among other wins, the team nailed an army colonel ferrying Pseudoephedrine – a drug used for converting poppy into heroin – in three fully loaded SUVs. A few days later, it also found drugs in the garage of the state's previous speaker, TN Haukip. Shortly after this raid, a year into its existence, the team was disbanded. Given this context, it's not clear whether the attack on Mutum was coincidence or threat. Scroll made attempts to contact the speaker but he did not respond. Loitongbam traces this decay back to AFSPA. “It has given absolute power, in the name of national interest, to the military. So much power that even the courts cannot intervene,” he said. This culture of impunity has seeped into other institutions. “As long as you pledge al-
Similarly, at the state level, national interest has come to be equated with the ruling state Congress government.” In such an environment, he said, it becomes easy for the government to brand people as anti-national. “People can be killed on just suspicion.” A 2013 report for the Supreme Court by Justice Santosh Hegde, former election commissioner JM Lyngdoh and former Karnataka DGP Ajai Kumar Singh on AFSPA documents how little it takes for innocent people to be killed. This also shows up in how the state treats opposition to development projects. In the 1980s, when work had just started on the Mapithel dam in Ukhrul district, said KS Thanmi, a candidate for the Naga People's Front, “Anyone who opposed the project was treated as a militant or anti-government. Protesters were arrested, some were tortured.” In more recent times, he said, whenever villagers have sought to oppose the project, the government has declared Section 144 CrPC which bans more than five people from assembling together. In Chadong village, where I met Thanmi, Section 144 had most recently been imposed two months ago. “This last happened this April when the government wanted to do a household verification of project affected people,” said Thanmi. Mapithel is a government project. But there is at least one instance where people opposing private projects were beaten up. In November 2012, public hearings for Jubilant Energy's oil exploration project were conducted in Tamenglong district under the heavy presence of Assam Rifles and Indian Reserve Battalion. In Churachandpur district, two land owners, from a village called Lungthulien near Parbhum town who refused to give land for the project, said F Doliensung, the joint secretary of Hmar In Pui, the apex association of Hmar tribals in India, were “brought to Churachandpur thana and beaten through the night”. The failure of accountability What has enabled these drifts is the collapse of the institutions that ensure accountability. The police is the first port of call for citizens anywhere but in Manipur, deeply implicated in the violence and its pay-offs, the police is unresponsive to complaints. A doctor in Imphal pulled out his smartphone and showed me photographs of smashed windows and blackened walls of his clinic. Last year, he had received ransom demands for Rs 10 lakh. When he refused to pay, a grenade was thrown into his lobby. "We know who was behind the attack," he said. "They had sent us a note demanding money. And yet, the police have not caught anyone.” This breakdown is corroborated by RN Ravi, a former special director at the Intelligence Bureau who led peace talks with the Nagas. In an article titled AFSPA – The Biggest Impediment to Peace, he says: “Against the all India average of police filing chargesheet in 88% of reported heinous crimes after investigation, Manipur’s record is 4%!” In cases where a complaint has been filed, the judicial system drags its feet. In their 2012 memorandum to Christof Heyns, the UN Special Rapporteur, Manipur's civil society organisations say judges at the Guwahati High Court “award monetary compensation to the families of the victims but remain silent on the prayer for prosecution of the perpetrators of the crime.” As for the lower courts in Manipur, the memorandum says, judges refuse “to cooperate with the victims' families to register an FIR... and actively discourage any effort to criminally prosecute perpetrators of custodial violence by not taking cognizance of torture and illtreatment leading to death.” In the case of Amitabh Mutum, said the human rights activist, “The High Court is not registering the case. It is only asking the government to file a reply.” What about the State Human Rights Commission? It is defunct as the state government has not nominated new members since 2010. Rival political parties have been coopted as well. In Manipur's tiny economy, the state government is the primary economic engine. Political parties cannot survive long without funds. Access to those comes only with power. And CM Ibobi is in power for a third consecutive term now. As for the local press, it depends largely on the government for advertising revenues. Besides, it is dangerous for local reporters and editors to speak out too loudly against local power structures. The AFSPA nightmare Look at Manipur and you see myriad reasons why AFSPA continues. There is a perception amongst the country's top leadership that AFSPA is needed to hold the country together. State governments often support the act, at least in areas that they want to control. In Tripura, the act was imposed only in the state’s tribal areas. The indigenous people, as Ravi writes in his article, “believe it is a tool of ethnic domination by the ruling Bengalis. Tribals, doomed to eternal neglect, are kept suppressed and at bay by this Act.” In Manipur, AFSPA is in place in all the hill districts which are the ones not controlled by the dominant Meiteis. As Mapithel shows, it can be used to mute opposition to projects. It also enhances fund flow to the state, not to mention justify more egregious actions by the state. There is anecdotal evidence – like the instance of the extortion done using the vehicle of Assam Rifles – that shows how some within the army too are benefitting from the Act. Says Loitongbam, “You need the army if there is an entrenched rebel camp – as in the case of Blue Star. But that was a limited intervention. How do you justify army rule for 57 years? That is completely unacceptable if you want to call yourself a democracy.” “The government needs to come out with a white paper laying out the rationale for the continued application of AFSPA in the state,” said Sobita Mangshatabam, the secretary of a Manipuri women's organisation, Women Action for Development. Agrees Loitongbam, “The more I look at it, I am convinced that the imposition of AFSPA in Manipur has nothing to do with insurgency.” Other parts of the country like central India, he says, see far more violence than Manipur does. And yet, AFSPA is in force here. Not there. In that sense, all that AFSPA has achieved is deepen anger against India. The separatism it sought to control is what it has ended up fuelling. “We are not getting the taste of democracy. We are only getting its smell," said Mangshatabam. "People feel that you do not love us. You only love our land and its resources. For that reason, a self-determination drive

entorship existed since ancient Greek times. Historically, significant systems of mentorship include the guru-disciple tradition practiced in Hinduism and Buddhism. In today’s world we see and experience different mentoring in every arena of life, some examples are like Business mentoring, workplace mentors, leadership mentoring, student mentoring etc. Mentorship is a personal developmental relationship in which a more experienced or more knowledgeable person (mentor) helps to guide a less experienced or less knowledgeable person (mentee). Mentoring is a professional activity, a trusted relationship, a meaningful commitment that involves communications. Mentorship meetings can be formal or informal, which directly or indirectly helps an individual to become an efficient and successful person in their chosen area. In this write up my focus is on mentorship programme for the higher secondary and under graduate students.Why is it necessary? In what ways will it make life easier for the students? How to gain from this programme so that it will be beneficial for your studies, career and personal growth? A student’s life is full of fun and adventure where one can experience and gain lots of knowledge, which can be either good or bad. Being a college student it is the time of your life when you can devote yourself pretty much entirely to something that interests you that will help you in your chosen career. It is an important period in a student’s life where one is standing on the path of roads and will be thinking and saying,” Ahh! What do I do? Do I go left, do I go right, or do I just go straight…?” Throughout the year different issues and problems may arise for the students, while not all students will experience the problems at the same time but at one point of time students will go through problems like -academic stress and pressure, confused about which career to chose, roommate conflicts , dating,time management and study habits, depression and anxiety ,financial worries, lack of motivation, intense pressure from family to excel,health problems etc. To get help from these kinds of problems, mentorship programme is necessary for students. If you are a part of mentorship there will be someone who will mentor, care, and guide you. Mentors are there for you, knowing you individually – your weaknesses and strengths, disciplining you, encouraging you to do well in your studies as well in extra curricular activities, preparing you for life, improve your self-esteemand confidence. Not only that,they can give goals, ideas, conflict and decisions to develop careers that reflect your skills, potential and goals; and offer wisdom, knowledge, experience, constructive criticism, connections and resources focussing on your overall career direction. Mentors assure that interactions with mentees comply with applicable ethical standards. Typically, the process of mentoring also involves talking about mentors’ mistakes and successes. We need to keep in mind that mentor is there to help the students but it is up to the students whether to take the advice, suggestion and guidance that is given by their mentor. Students should keep in mind that it is important to share their problems expectations and goals in life to their mentors. In that way a mentor can guide you to succeed in your goals. Students also need to be ready to take positive and negative feedback from their mentors. Mentorship programme is becoming recognized in educational institutions at college level in Nagaland as a highly effective personnel development method. Some of the Colleges in Dimapur that I know that offer mentoring program me are like Tetso college, St John College, Unity College , Government college and Patkai College. I asked some of the teachers from these colleges about mentorship programme at their college. The responses that I got are mostly positive. In every college mentoring meetings is scheduled, tracked, documented and evaluated. Mentoring programme goals are not always immediate. Some take time to harvest. On the other hand,for some, we can see immediate outcomes in this programme. For instance, students produce better results, their attendance improves, they display less behavioral problems and also those students who are introvert in nature are opening up to their mentors with different kinds of problems relating to personal and academic area. I also asked some of my students to give feedback on how the mentorship programme has helped them. The responses I got are very encouraging: some said that it helped in their academic and social activities; some were saying that they have clarified doubts and gained a lot of knowledge for further career options, and how to plan out for their career. Some were also thanking and appreciating the efforts of their mentors. The objective behind writing this article is therefore, to motivate students to take up the opportunities of a mentorship program at your college, as well as to encourage more initiatives like this for our students.

Longer, stronger heat predicted for India
New Delhi, JuNe 9 (iANS/iNDiASpeND): With more than 2,300 dead in extremely hot weather across India, a recent Indian Institute of Technology-Bombay (IIT-B) study predicts more intense and longer heat waves, more often and earlier in the year in future. In a changing climate, newer areas, including large swathes of southern India and both coasts - hitherto unaffected - will be severely hit, resulting in more heat stress and deaths, said the study, published in the journal Regional Environmental Change. “From climate model projections, we have pointed out that there is a possibility of high occurrences of heat waves in South India in future,” Subimal Ghosh, associate professor at the Department of Civil Engineering, IIT-B, and one of the paper’s authors, told IndiaSpend. Heat waves in a warming world Such a forecast is in line with global and Indian studies. Other recent assessments have predicted that intense heat waves will grow with rising global temperatures, up by 0.9 degrees Celsius since the start of the 20th century. The Intergovernmental Panel on Climate Change (IPCC) records that from

1906 to 2005, the mean annual global surface-air temperature increased by about 0.74 degrees (landsurface air temperature increases more than seasurface temperature). As a result, there will be significant changes in the frequency and intensity of extreme weather events, including heat waves, as IPCC’s 2014 report warns. A rise in the frequency and intensity of heat waves would increase the risk of heat stroke and heat exhaustion, and even deaths from hot weather, the IIT-B team predicted, echoing concerns raised by IPCC scientists. With a large proportion
of people without sufficient access to water, electricity and primary healthcare facilities, India could be very vulnerable to heat waves, the study noted. “Heat waves are an important class of climate hazard that may have serious consequences on health and ecosystem, keeping existing vulnerabilities of population in mind,” says Kamal Kumar Murari, the lead author of the study and an IIT-B doctoral candidate. “Our findings highlight the need to better understand the direct temperature-related consequences in order to develop better adaptation strategies.”
Multiple data sources, one result: Heat’s coming The IIT-B study is important because it is particularly exhaustive. Murari and his colleagues used daily temperature data over 40 years (1969-2009) from 395 weather stations across India. They also used climate-change simulations of seven EarthSystem Models (ESM), which combine the interactions of atmosphere, ocean, land, ice, and biosphere under a wide variety of conditions. In addition, they used US National Center for Atmospheric Research data on daily relative humidity and data on heatstress analysis.
Based on these datasets, the IIT-B team estimated the potential impact of future heat waves on mortality using historical data from India’s ministry of home affairs. The team projected intensity, duration and frequency of severe heat waves for low, middle and high range rates of climate change as shown in long-term projections called representative concentration pathways (RCPs) - four greenhouse gas concentration trajectories that climate modellers use to describe possible climate futures. Each pathway notes how much the planet has heated up and the concentration of greenhouse gases doing the heating. The IIT-B team took RCP26, a projection consistent with the goal to hold global warming to 2 degrees, showing a peak and a decline in warming; RCP45, considered the most probable case; and RCP85, possibly the worstcase scenario. Future hot zones: South India and both coasts Under the most probable-case and the worst-case scenarios, 2070 onward, there could be an increase in intensity, duration and frequency of severe heat waves. In particular, a large part of southern India, east and west coasts, which have been unaf-
fected by heat waves, are projected to be severely affected after 2070. Severe heat waves are expected to appear early in future years, starting in early April, under the worstcase scenario. A sizeable part of India is also projected to be exposed to extreme heat-stress conditions, intensification of heat wave and heat-stress leading to increased mortality. Other studies, similar conclusion The IIT-B study follows other studies that have also shown an increasing trend in heat waves. Dr. D.S. Pai, who heads the Long Range Forecasting division at the National Climate Centre, Pune, and his colleagues at the India Meteorological Department (IMD), have shown a noticeable increase in the heat wave and severe heatwave days over the country during 2001-2010 - the warmest decade recorded - compared to the previous four decades. The IMD team used heat-wave information from 103 stations on the Indian mainland during the hot-weather season of March to July over the past 50 years (1961-2010). As the geographic spread of heat waves and trends change, weather scientists stress the need for better forecasts and more rigorous research.
Govts are perpetrators of torture: SC judge Sonia accuses Modi of U-turns, falsehoods New Delhi, JuNe 9 (pTi): Supreme Court judge A K Sikri on Tuesday held governments responsible for "perpetrating" torture in India and said to maintain human dignity, torture needs to be prohibited. Speaking at a seminar on 'Torture, International Law and Human Rights', he said there was a need to tackle the issue which includes infliction of physical and mental pain on prisoners and accused. "To maintain human dignity, torture needs to be prohibited but in our country, governments are the perpetrators of torture," he said. Quoting the European Commission, Justice Sikri said it had in one of the cases held that torture consti-
tutes an aggravated and deliberate form of inhuman treatment which is directed at obtaining information or confessions. Terming the issue as critical, he said, "Earlier, incidents of rape of women and torture of men during custodial interrogation were prevalent but not recognised. Now they are recognised. It leaves a scar on the mind of victims which needs to be tackled." At the seminar organised by Jindal Global Law School (JGLS) in collaboration with Indian Law Institute (ILI), the varsity's VC C Raj Kumar said it aimed to provide a platform to debate on the issue of torture inflicted on individuals in custody or otherwise by persons in positions of power.
"It is a burning issue. We (Indians) need to globally participate in the issue as it is critical," he said. Law Secretary P K Malhotra said it is an important topic and many allegations are made against India that we are not respecting the law. "Right to protection against torture is the most fundamental human right. India is one of those countries where the law prohibits all forms of exploitation and degradation of men. The obligation of state is absolute," he said. He also mentioned about the provisions in the Indian Penal Code saying, "sections 166, 330, 331, 357 and 503 of the IPC are sufficient provisions to deal with the torture by public servants on individuals.
Those opposing 'Surya namaskar' should be drown in sea: BJP leader VARANASi/luCKNOw, JuNe 9 (pTi): Firebrand BJP leader Yogi Adityanath has kicked up another controversy when he said that those opposing 'Surya namaskar' should "drown in the sea" in remarks that came amid protests by Muslim groups over the drill during the Yoga Day on June 21. The RSS also reacted critically to objections to the Yoga drill. With certain minority groups protesting against inclusion of 'Surya namaskar' exercise during the June 21 International Yoga Day celebrations, Adityanath said, "Sun is the source of life giving energy. Whoever thinks Sun is communal, I would like to humbly request them to drown themselves in the sea or they should stay in a dark cell." "Sun God has never deprived anyone of its light based on caste, creed or religion. Despite that if they are calling sun commu-

The comments made by Adityanath, a Gorakhpur MP, at an event in Prime Minister Narenda Modi's Lok Sabha constituency in Varanasi were today slammed by the Opposition which accused him of trying to create a "communal divide". Union Home Minister Rajnath Singh sought to play down the Yoga Day controversy, saying participation is completely voluntary and that it should not be linked to caste, creed or religion. Congress and Samajwadi Party hit out at Adityanath, saying he was trying to create a communal divide, and stressed that nobody can force their own belief system on any citizen. Former Jammu and Kashmir Chief Minister Omar Abdullah mocked at Adityanath's remarks, saying many people "will have to pack" their bags.
Public toilet users to be paid Re 1 in Ahmedabad AhmeDAbAD, JuNe 9 (pTi): In an innovative way to eradicate practice of open defecation, Ahmedabad Municipal Corporation (AMC) has announced 'use and get paid' scheme under which people will be paid Re 1 for using public toilets. The civic body has turned around its 'pay and use' public toilets scheme to 'use and get paid' in its bid to keep the city clean and curb menace of open defecation. The novel approach was cleared by Standing Committee of the AMC recently. Standing Committee Chairman Pravin Patel said the concept of 'get paid to use public toilet' will bring
out desired results. "We have around 315 public toilets in the city. And we have identified some 120 areas where open defecation is practiced around the public toilet facility. Initially, users of public toilet will be paid in these areas," Patel said. Earlier, the concept was 'pay and use' in public toilets, but now it will be 'use and get paid' for, he added. "The Standing committee has given clearance to the scheme and it will be implemented in next 8-10 days," AMC health department official Paresh Chaudhary told PTI. Meanwhile, in-charge health officer of AMC, Bhavik Joshi said the civic
body does not plan to pay every user, but it will identify people who defecate in open and sensitise them to use public toilets and reward them. According to Joshi, AMC has already identified around 1,200 such people in various parts of the city and the list will be revised at regular intervals. There are 120 spots in the city where people defecate in open, he said, adding, AMC will provide lavatory facility in all such areas. He said open defecation was mostly seen in eastern part of the city along with Vadaj and Sabarmati areas near Sabarmati ashram and Gulbai Tekra area near.
New Delhi, JuNe 9 (iANS): Congress president Sonia Gandhi on Tuesday accused Prime Minister Narendra Modi of "boastful claims, exaggerations, U-turns and downright falsehoods" and alleged his BJP-led government was attempting to dismantle the welfare state and centralise power. In a speech at a meeting of Congress chief ministers here, Gandhi accused the central government of "giving huge tax cut bonanzas to the corporate sector" while drastically cutting public expenditures for social sector programmes relating to education, health, sanitation and rural roads. She said "a dangerous duplicitous game" was being played out and an atmosphere of fear has been whipped up. "On the one hand, the prime minister wants to project himself as the great champion of good governance and constitutional values while on the other he allows many of his colleagues to make vile statements and foment communal polarisation. This has damaged our secular fabric." "Eleven states, especially of whom seven are represented here today, have been dealt a grievous blow by the abolition of the
Planning Commission and of the grouping called 'special category states'," she said. Gandhi claimed there was unprecedented centralisation of power, "deliberate by-passing of parliamentary procedures and practices, threats to civil society and warnings to the judiciary. "The prime minister has broken with tradition and taken domestic politics to audiences abroad. "Boastful claims, exaggerations and downright falsehoods characterise most of his statements. His election promises are now being dismissed, in the words of one of his own key colleagues, as 'chunavi jumlas' (poll idioms)." Noting that Modi had made U-turn from his earlier positions on a number of issues, she said: "On some, like the GST and UID, he seems to have discovered their virtues. But on other turnabouts, like on the 2013 land acquisition law and on the National Food Security Act, he has to be strongly opposed." She urged the Congress to protest when the central government worked against the public interest.

AAP minister in police custody over alleged fake degree
New Delhi, JuNe 9 (iANS): A bitter battle between the central and AAP governments worsened on Tuesday as police arrested Delhi's Law Minister Jitender Singh Tomar amid high drama and secured a four-day police custody over his alleged fake degree. The AAP denounced the arrest as vendetta. Metropolitan magistrate Navjeet Budhiraja sent Tomar to police remand after police argued that the Aam Aadmi Party leader was an influential man who could fabricate documents if he remained free. The Bharatiya Janata Party (BJP) and the Congress promptly made fun of the AAP and asked Chief Minister Arvind Kejriwal to quit over the episode. Police slapped cases of cheating, criminal conspiracy and forgery after picking up Tomar from his office early in the morning and then dramatically taking him into custody. There was no comment from Kejriwal. But a livid Deputy Chief Minister Manish Sisodia called the arrest illegal and said that an "Emergency-like situation" was being imposed on the capital by Lt. Governor Najeeb Jung. Delhi Police reports to the Lt. Governor and the union home ministry, and not the AAP government. Delhi Police rejected charges of wrongdoing. Its chief B.S. Bassi maintained that the arrest was "within the parameters of law". He said: "There is no conspiracy behind the arrest." The AAP, which took power in Delhi in February, accused police of roughing up Tomar. Delhi assembly Speaker Ram Niwas Goel said he wasn't informed about the arrest. Sisodia said vested interests were ganging up against the AAP government because of its anti-corruption campaign. He said about 40 policemen swooped on Tomar's office and took him away as if he was a fugitive. "What is going on?" he asked. "Was he (Tomar) running away? Did he explode bombs in Delhi? There is an allegation (against him). The matter is in court. What was the need to arrest him?" Sisodia added: "This arrest is illegal. There is an Emergency-like situation. This is supposed to be a democracy... Maybe it is an attempt to teach the AAP a lesson (for what we are doing)." Two cases are pending against Tomar in the Delhi High Court, alleging he enrolled himself as an advocate on the basis of a fake law degree and seeking cancellation of his election. Tomar says his degree is genuine. "This is the first time a minister has been arrested," added Delhi Congress chief Ajay Maken. But the CPI-M denounced the arrest as shocking, and said it was a clear case of vendetta politics. It asked Lt. Governor Jung to resign.
IIT Delhi best engineering college in India: survey KOlKATA, JuNe 9 (pTi): Indian Institute of Technology (Delhi) has been ranked no. 1 among engineering college in India while Kolkata's Jadavpur University leads the pack of government engineering colleges, the recently released EDU-RAND 2015 rankings says. The rankings, released recently, lists IITs Kharagpur, Mumbai, Chennai, Guwahati and Kanpur, in that order, after IIT-D Kolkata's Jadavpur University was ranked the best government engineering college in the country, while BITS Pilani occupies the first slot among private colleges. Jadavpur University occupies the 11th spot overall, just behind BITS Pilani. The Bengal Engineering and Science University (BESU), Shibpur, which has now been upgraded into the first Indian Institute of Engineering, Science & Technology (IIEST), comes in at no 13. The list, a result of survey conducted jointly by EDU, an online platform on higher education, and RAND Corporation, USA, ranks colleges on the basis of students’ employability, research productivity, faculty qualifications, and students' demand for education at the institution.

e c re t a r y - G e n e ra l Ban Ki-moon’s latest list of parties that kill or injure children in armed conflict does not include Israel — as some U.N. officials had recommended — but the U.N. chief strongly criticized Israel for the “unprecedented and unacceptable” scale of its violence against young people. Ban said in a report circulated Monday that the thousands of Palestinian casualties raise “grave concerns” about Israel’s compliance with international law, including requirements that any military actions must distinguish between combatants and civilians, be proportional, and avoid excessive use of force. U.N. officials said the U.N. special envoy for children in armed conflict, Leila Zerrougui, had recommended that both Israel and Hamas, which controls the Gaza Strip, be placed on the list of parties that recruit, use, kill, maim or commit acts of sexual violence against children. But the officials, speaking on condition of anonymity because the recommendation was not public, said there were differences of opinion among those on the ground on whether Israel should be listed — a key reason why it wasn’t and neither was Hamas. matic increase in violence against children in the Israeli-Palestinian conflict — at least 561 youngsters killed and 4,271 injured, almost all Palestinians and the vast majority during last summer’s war in Gaza. It cites 4 Israeli youngsters killed and 22 injured. The annual list is significant because it names and shames governments and insurgent groups that violate children’s rights in conflicts. The Security Council resolution that established the list in August 2009 states the council’s intention “to take action” — including possible sanctions — against repeat violators of international laws protecting children in armed conflicts. This year, the list includes groups in Afghani-
stan, Central African Republic, Colombia, Congo, Iraq, Mali, Myanmar, Nigeria, Philippines, Somalia, South Sudan, Sudan, Syria and Yemen. Five government forces are also listed. The secretary-general said that in the Israel-Palestine conflict as well as the Central African Republic, Iraq, Nigeria, South Sudan and Syria, “children were affected to a degree which is an affront to our common humanity.” The report said the number of Palestinian children killed, 557, was the third-highest in 2014, after Afghanistan with 710 child killings and Iraq with 679 — but ahead of Syria with 368. The number of schools damaged or destroyed — at least 543 — was the highest anywhere, it said.

Ambassador Ron Prosor said Ban “was right not to submit to the dictates of the terrorist organizations and the Arab states” and include Israel on a “shameful list” with organizations like the Islamic State group, al-Qaida and the Taliban. Riyad Mansour, the Palestinian U.N. ambassador, said the Palestinians “deeply regret” Ban’s decision to exclude Israel from the list which contradicts U.N. evidence. “It is without doubt that Israel ... flagrantly, systematically and grossly commits human rights violations against Palestinian children

Pummeled with questions about Israel’s exclusion, Ban’s spokesman, Stephane Dujarric, said the list was the “result of a consultative process” and was Ban’s “difficult decision to take.” Dujarric alluded to the intense lobbying ahead of the report’s release by Israel’s supporters, reportedly including the United States, and opponents, saying U.N. member states and non-governmental organizations “have never been shy” about expressing their opinions to Ban. Philippe Bolopion, U.N. director for Human Rights Watch, called Ban’s decision “a blow to U.N. efforts to better protect children,” adding that “political pressure seems to have prevailed.” The secretary-general urged Israel “to take concrete and immediate steps” including reviewing its policies and practices to ensure that children are protected, not killed or maimed, that schools and hospitals aren’t attacked, and that perpetrators of alleged violations are brought to justice. “I would like to put all parties to conflict on notice that those that engage in military action that results in numerous grave violations against children will, regardless of intent, find themselves under continued scrutiny by the United Nations, including in future reports relating to children and armed conflict,” Ban said.
Bangladesh urged to tackle child marriage “epidemic” LOnDOn, June 9 (thOMSOn ReuteRS FOunDAtIOn): Bangladesh must ramp up efforts to tackle its “epidemic” of child marriage -- a problem fuelled by the country’s repeated natural disasters, rights campaigners said on Tuesday. Human Rights Watch (HRW) also called on the government to ditch a proposal to lower the legal marriage age for girls from 18 to 16, which it said undermined the prime minister’s recent pledge to end child marriage. Bangladesh has one of the world’s highest rates of child marriage, with two thirds of girls ending up as child brides. Nearly 30 percent wed before their 15th birthday and many are much younger. Although child marriage is illegal, the law is widely flouted, with officials often forging birth certificates to facilitate un-
derage marriages for small bribes, HRW said in a report, “Marry Before Your House is Swept Away”. Densely populated Bangladesh suffers frequent flooding and other natural disasters. The rights group said floods, cyclones and river erosion exacerbate child marriage by pushing families into greater poverty. “Child marriage is an epidemic in Bangladesh, and only worsens with natural disasters,” said Heather Barr, an HRW researcher on women’s rights. “ The government should act before another generation of girls is lost.” Officials from the ministry of women and child affairs did not immediately return phone calls seeking comment on Monday. Why more boys have autism-like symptoms new YORK, June 9 (IAnS): Behaviours relevant to autism are more frequently observed in boys than in girls, because of naturally occurring sexual difference in characteristic of all children, research has found. Autism spectrum disorder (ASD) is characterised by social impairments, communication difficulties and restricted, repetitive and stereotyped patterns of behaviour. “The results imply that there may be an over representation of boys with autism, based on sex differences that affect all children,” said principal investigator of the study Daniel Messinger, professor of psychology at University of Miami in the US. The study followed a large sample of boys and girls at high-risk for the disorder and other children at low risk beginning before 18 months of age. One in four highrisk boys were identified with the disorder at three years, compared to one in 10 high-risk girls. The researchers examined how this difference in male-to-female risk of autism spectrum disorder emerged. They found that boys with ASD had higher levels of a particular autism symptom (stereotyped behaviours) than girls. The boys with ASD generally had less advanced cognitive and language functioning than the girls. However, the sex differences in stereotyped behaviours and cognitive functioning were also present in children without ASD. “We found that girls look a little better than boys in almost every area,” Messinger said. “Children with ASD show typical differences between boys and girls, even though - by virtue of having ASD - they clearly have higher symptoms and cognitive difficulties.” “Our results are important because they show that naturally occurring sex differences characteristic of all children are behind the sex differences we see in autism,” he added. The study was published in the journal Molecular Autism.

ISLAMABAD, June 9 (ReuteRS): A Pakistani man whose lawyers say was a child when charged with murder, and only confessed after being tortured, was handed a reprieve on Tuesday just hours before he was due to be executed, the fourth time his death penalty has been stayed. The Justice Project Pakistan (JPP), a human rights law firm representing Shafqat Hussain, said the Supreme Court in the capital Islamabad would hear its appeal on Tuesday against an earlier court decision that rejected an inquiry into the case. It was the fourth time that Hussain, whose age is disputed, has had his death penalty postponed, and came hours before he was due to
be hanged in the southern port city of Karachi. A JPP spokesman said that on this occasion, Hussain would have been changed into white clothes and moved to a different part of the prison in preparation for his execution. “Each time he has to say goodbye to his brothers. He has to go through this over and over again,” the spokesman said. Hussain’s lawyers say he was just 14 in 2004 when he was burnt with cigarettes and had fingernails removed until he confessed to the killing of a child, a case that has angered rights groups and prompted mercy appeals from his family. The authorities say that he was 23 when he was sentenced. In addition to the legal
appeal being heard in the Supreme Court, the JPP and one of Hussain’s brothers filed a 22-page appeal to President Mamnoon Hussain urging him to grant “permanent clemency or pardon from execution”. Hussain is one of more than 8,000 people being held on death row in Pakistan, according to the human rights group Reprieve, the largest number of any country. According to the group, around 150 people have been executed in Pakistan since mid-December, when Prime Minister Nawaz Sharif lifted a moratorium on the death penalty. His decision came a day after Taliban militants attacked a school killing more than 130 pupils and 19 adults.

isolation in pursuit of a wrong-headed desire to recreate the glories of the Soviet empire, or does he recognise that Russia’s greatness does not depend on violating the territorial integrity and sovereignty of other countries.” The Kremlin played down Putin’s absence from the summit, saying he preferred “other formats” that were more effective and better reflected the balance of global economic power. “It’s impossible now to get together in seven or eight people and effectively discuss global problems,” RIA news agency quoted Kremlin spokesman Dmitry Peskov as saying. G7 sources said the Ukraine crisis and how to handle Russia had taken up two-thirds of the discussion at a Sunday dinner devoted to foreign policy. One source, describing the Ukraine economy as a “catastrophe”, said there was a consensus among the leaders that the country could not be allowed to fail. Canada’s Stephen Harper and Japan’s Shinzo Abe both visited Kiev before the G7 summit and voiced strong support for President Petro Poroshenko, the sources said.

nless you start the move, no one would see you moving. You are responsible for who you want to become, not that people determine your destiny every day. The article aims to rethink women invisible in the Naga politics which remains unprecedented. The question of why women are invisible in the Naga politics is based on the two facts; the patriarchal culture which men and women believe that men leadership brings achievement – women self suppression which remissions among women from being leader in the Naga politics. Hence, it repercussions to women psychological insularity from decision making to stand in Naga politics; that leads to almost 0 % of women participation in politics. Despite women have made advance almost equal in many aspects, women remain marginalized in politics. Though women represent half of the world’s population, the survey says only 15% represent in politics and even their issues remain unheard (Gelb & Palley, 2009). However, freedom of women in politics varies from different contexts. Women equal participation in other context may not justify the equal participation based on 0 % participation in other context culture, tradition and religion which subjugate women by men and women themselves. Ashfar, a British professor and Muslims feminist argues that women are constrained by their role in private sectors, which disallowed them to participate in public sectors many by men power (Ashfar, 1996). This seems men are responsible for the lack of women in politics, however, the reality indicates that both men and women are responsible for this phenomenon. Though the invincible culture of women alienation from politics prevails until now in the Naga world, the determination of women to engage in politics would bring possibility. This would instigate men to rethink the significance of women leadership in the Naga politics. One of the nearest examples is the recent women given an opportunity in the Indonesian politics. Jokowi, the newly elected president of Indonesia, has recruited 9 women in the Indonesian Corruption Eradication Commission for the first time in the history of the Indonesian politics (TheJakartapost, 2015). In addition, ministry of foreign affairs and sea port ministers are women. More women participation in Indonesian politics emerged in the leadership of the man of humility and simplicity. The Yogyakarta (a province) King has recommended the Indonesian government to accept women as his successor in his
future absence as he has no son. If the Government agrees then the Queen would serve the province. However, this does not mean a mortification of the ancient culture; instead one should understand from the context of ‘need’ than gender equality. In our needs we need men and women who have competency to serve the community than to rule. “If they can, we can”; for the possibility of women in the Naga politics, both men and women need urgent call to create plate form in the coming election. Unless such consensus ramification emerges, women in Naga politics would remain eternally disadvantage in public politics. Women in the Naga world should rethink and reunderstand the particular challenge today. It is not men who do not allow women in everyday politics. Women themselves remain weak; in addition, women weaken women besides men’s power of ruling the state. The moment to uncover the covered psychological culture of men and women marginalizing women as weak leader in the Naga politics is at hand. The unpleasant culture of politics that, it is through men which women can be visible in politics (Bauman, 2003) promulgates disadvantages in the Naga politics and in many parts of the world. Women inevitably require a profound thought to witness the changes of women in politics now. The forth coming election in Nagaland is not far from now. Bauman says politics is not just about vote, it is about determination and commitment of women which transforms the system (Ibid). There is a truth in what he says. There is no such theory and reality that power in politics exclusively originated from men for men. Power of politics prevails among those who have determination and commitment to achieve goal. Therefore, the truth is women can engage in politics or political leadership and there is no conventional law that people do not support a good woman leadership. For a woman have this opportunity, she needs to unveil her ability of possibility to become a capable leader. Naga women must ventilate to unleash the potentiality of leadership in politics for the rest to witness it. This ventilation would win the supports from people in the society to grow women role in the Naga politics. No initiative brings anything, hence, it is the time for women to initiate what should have initiated earlier. Within 10 years of a very costly War in Iraq and Afghanistan, the American Public pressured their President very hard to get American Troops brought back. Therefore, America now uses only lifeless Drones in the Middle East. However, if the inhuman excesses of the ISIS to be ended, a calculated number of Ground Troops will be necessary. In any war, it is always the Ground Troops that actually occupy the Battle Grounds, not by Aircraft or Ship. This is one reason the ISIS seem to be so successful. It is American Public fatigue more than anything else that enhanced the Viet Cong defeat the American soldiers so humiliatingly in the Vietnam War a generation ago. Once, Sri Lanka also seemed to be failing in its campaign against the Tamil Tigers in that Island Country until the Prakasha brothers decided for a Bullet for Bullet game defying even UN Proposals for Peace and finally eliminated the LTTE Ogre Prabhakaran in the lagoons of the Jafna Peninsula. Interestingly, Manekshaw when he was the Chief of the Armed Forces in India, proclaimed the Indian Army would clear Nagaland of Guerrillas within a Week, but when the Week drew into Weeks, the Month into the Year and the Year stretched to more than 12 Months; the Army found they lack a legal Special Power to combat the mountain Guerillas fast becoming Urban guerillas.
They exaggerated the fighting qualities of the Naga Guerillas to support their own new found Agenda Proposals and an obliging hopeful Parliament immediately gave the Army, a special armed forces Power Act empowering any Army Jawan down to a Subedar to shoot on sight of any Naga suspected. Still, the best disciplined Soldiers in the world was not very zestful for battle and began to blame the lack of progress in their task of pacifying the turbulent people by postulating another Truth which said the Army's Trouble in Nagaland lay, actually, not in the difficult Terrain or the trackless Jungles but in the Politics of the People; the Problem in Nagaland actually is Political, not Military! The peaceful nonviolent politicians in the Parliament heard what they wanted to hear and accepted what the Army in the battle field supposedly learned after 42 years of unsuccessful fighting. The Government of India then hastily entered into a Ceasefire Agreement with one of the most violent Naga Militant Groups on unrealistic Terms and without consulting the State Government of Nagaland. The GoI added even a solemn commitment it would talk only with the NSCN (IM), though soon after, it entered into another Ceasefire Agreement with another NSCN Khapland Group also. Immediately, the fight between the Indian Army and the Naga Militants ceased, they even had Camps visible to each other and began to cultivate a camaraderie between them. In the remote place, they shared common games to pass the time. It was reported; the friendly Army Camp even shared its provisions with their former Enemies! After the ceasefire, the armed Naga Militant began to carve out
Areas of the State under their complete control for their own ancient Cottage Industry. They began to eliminate other groups found in the area. An uncontrollable fratricidal elimination of each other in the Naga Groups rose leading to horse trading defections from one Group to another of more fertile Area. Elimination of Naga by Naga was carried on in earnest and the Public looked on helplessly and haplessly uncontrollable. Kangaroo Courts were established on a fee of promise of a part of the disputed Land to the sage Justices of the Armed Court in the event winning the Case, not difficult with the barrel of the Gun in hand! One of the most burdensome times for the Public descended on Nagaland. Yet, No Indian Army personnel died from no Naga Militant's bullet and the Army even started to engage in Development Activities supposedly to win over the whole population while the whole Naga and the Non-Naga Public in Nagaland groaned under the Millstone of loyalty Tax of the Militants. The INTERLOCUTOR between the Government of India and the National Socialist Council of Nagalim was informed in his Office: "Sir, the American Soldiers do not like to fight in Iraq, the Spanish Soldiers do not like to fight in Iraq; it is understandable the Indian Army does not like to fight the NSCN IM in Nagaland but the innocent hapless Public in Nagaland are suffering under the burden of the barrel of the Gun"! "Who said the Indian Army does not like to fight the NSCN in Nagaland?" fumed the impressive well built Interlocutor". "Sir, they do not fight each other in Nagaland now; they are in good camaraderie, they play Games together", the Interlocu-
tor was informed. "Let you Nagas kill each other for another 50 years; India can still wait", the Interlocutor said not too happily. "Sir, you seem to be getting agitated; we are here not for offending you but to inform you of the naked truths on the ground in Nagaland". What was GoI for last 14 years of Ceasefire with the NSCN (K) doing? Mr. Khaplang's Group of the NSCN abrogated the Ceasefire and suddenly the unexpected conflict between the Army and the combined Militant Groups have resurrected. The disease seems to be spreading from Nagaland to other areas of the Northeast too and the GoI now seem hectically searching for a Formula to adopt, but seem not very resolute. If the News Media Reports are to be believed, Modi and the Government of India appear thinking to shift the Army to the Post of a Border Chaukidar between India and Myanmar and leave the fight at last with the Militant's combined Forces in the Northeast to the insufficiently armed and insufficiently trained Local Police. No doubt, the Army seemed to shift their failure to the Militants having safe havens in the jungles of Myanmar; leave that matter to be solved diplomatically with the Military Ruler of that friendly Country than leave it to the Army. was browsing through the newsfeed in the Facebook. There, I came across a Newsfeed posted by one of my senior NERIST college mates. He had posted an item about the “Poorest CM of India”. I realized about a CM been rated the poorest CM in India recently and recalled about my visit to Agartala. The Newsfeed read thus“ India’s Poorest Chief Minister – Mr Manik Sarkar. He has been elected consecutively for fourth terms as chief Minister of Tripura. First some facts about this great person. 1. He is Poorest but Purest Chief Minister of India 2. He has been elected as Chief Minister consecutively for fourth term. 3. He doesn’t own a home. 4. His bank balance is Rs.6500/5. He donates all his salary to CPI (M), and party gives him sustenance allowance of Rs.5000/per month. 6. His wife never uses official vehicle and can very easily be seen on Rickshaw in Agartala. 7. Even his worst opponents admit that Manik Sarkar is an impeccably honest man. Certainly a rare
variety among politicians today. Apart from honesty, Mr Manik Sarkar has been impetuous for the development of the state which includes better connectivity and development of IT sector in state. He was also responsible for bringing the concept of public-private partnership and invigorated private intervention, particularly in the IT sector”. I visited Agartala, Tripura for the first time for a workshop programme on “Sharing Workshop on Affordable Green Rural Housing Designs and Technologies” from October 16-19, 2014 organized by the Ministry of Rural Development, Govt. of India in collaboration with UNDP and RD Department, Govt. of Tripura. The Jt. Secy. MoRD, GOI in her introductory speech, commented that “Tripura is a performing state in India, hence the programme at Agartala”. It was such a beautiful comment from a high official from the Ministry, but I was yet to prove her statement right. After the workshop programme was over, four of my engineer friends from Tripura (who were not the workshop participants) took me round the whole city and its vicinity. While moving
around, we were discussing various topics-politics, development, governance, engineering designs; implementation of Central schemes, etc. etc. During the trip, I did not notice a single pothole on the roads; but only magnificent developments, magnificent Govt. buildings and township. On return to Geetanjali Guest House where I was accommodated, one friend commented- “Lhousa, I came to Dimapur in 2013, it was horrible to see your Dimapur roads. Why Dimapur- a fastest growing city roads have to be like that. You go and tell your PWD Minister”. I was so ashamed and put to speechless. Luckily or unluckily he did not pass through NH-29 to Kohima during that visit. Had he come up to Kohima that time, perhaps I would had been put to more shame and speechlessness. During the course of deliberation in the workshop as well as during discussion with friends, I came to know that all Central Schemes and Flagship Programmes in Tripura are effectively been implemented as per guidelines and without any corruption. It was also learnt that the Superintendent Engineer of RD Department who
addressed the workshop as Principal Secretary, RD Deptt. Govt. of Tripura was now elevated to such status by the State Govt. for his efficiency and transparency in implementation of Govt. programmes. I was also told that stone aggregates (chippings) are not available in Agartala; all have to be imported from Bengladesh. A protest on the beating of innocent students by the Assam Rifles
I
t was shocking to see one of the bludgeoned faces of our Naga student leaders who were assaulted and later badly beaten by the Assam Rifles right in the heart of Kohima town. In reaction, I want to remind the Assam Rifles and all Indian para military and military forces in Nagaland that this kind of tortures (out of suspicion), were precisely the pictures that provoked a whole nation to take up arms and defend themselves from your occupational forces way back in 1955. Sights and pictures like these roused a non-violent nation to terrible violence when all our pleas to “to be left alone” were replied with rape torture and murder on a mass scale from September 18, 1954 onwards. Consequently, the first shots of self defense were fired back on 25th March, 1955 at Huker, Panger and Kiphiri villages in the then Tuensang frontier region. We reacted in total counter violence when we were treated like animals in our own villages and towns. As for the NNC (Naga National Council), from its inception on Feb2, 1946 to March 25, 1955; that is, for nine long years, it non-violently, sought India’s understanding of our position to be left alone. But when unprovoked violence killed more than 2000 Nagas between Sept 18, 1954 and March 1955, total counter violence was unleashed against the occupational forces from thenceforth. In the most unequal combat that followed, over 100,000 Nagas were killed within 19541957. Most of these victims’ were innocent civilians.But we also must admit that we
also left many headless and handles torsos of our enemies all over Nagaland. But whatever the case may be, I would plead with the Indian soldiers not to repeat history in all its ugly violence again. Nagas are also human beings who cannot forever bear violence inflicted on them without resorting to counter violence. Please remember that yesterday’s counter violence involved all Nagas in whose veins flowed blood that was Naga. On many occasions Reverends, Pastors and Deacons were also in the forefront of fierce battles that resulted in terrible bloodshed. When the rallying cry of “Naga manu asieto” was sounded, even the Church members did not watch from behind closed Church doors. The result was a free flow of both Indian blood and Naga blood intermingled in a ceaseless flow for all these years. To conclude, I have also seen the mourning faces of the wives sisters and daughters of the Indian soldiers who were killed in our lands in the recent past. These sights and pictures in the TV and newspapers did not evoke any pleasure in my heart or soul. Rather, I grief with them and hope that Indian politicians will do something positive to finally resolve this 67 rears conflict. As far as our Naga position is concerned, it is still the same slogan of “LEAVE US ALONE.” To this plea, we can also add: “leave us alone even in our chaos.” I would even say “Leave, after taking even all that you have built in Nagaland in all these long years of interference in the name of Naga security, Naga development et etc.” Kaka D. Bach warns FIFA that reforms will be painful
LAuSANNE, JuNE 9 (REuTERS): International Olympic Committee (IOC) president Thomas Bach encouraged FIFA to continue with its reforms on Monday but warned soccer's scandal-plagued governing body that the process would be painful. Bach added that he did not want to give advice to FIFA and pointed out that the structures of the two organisations were enormously different and difficult to compare. "We can only encourage FIFA to continue (with) the reforms which have been initiated, we cannot give detailed advice of what to do but we appreciate there is a readiness for reforms," he told a news conference. "We also know from our experience that....putting everything on the desk can be a painful experience, but it is absolutely necessary to do this as we have seen from our own history."

West Ham United have appointed Croatian Slaven Bilic as their manager, the Premier League club said on Tuesday. Alves agrees two-year Barca contract extension
Dani Alves put an end to speculation about his future when he signed a two-year extension to his deal with recently-crowned European champions Barcelona on Tuesday. The 32-year-old Brazilian defender's contract was due to expire on June 30, but he came to an agreement with Barca officials for the extension through to 2017, with the option of a third additional season.
