ENPO appeal to SAPO, Mao Council DimapuR, JuNe 17 (mexN): Eastern Nagaland Peoples’ Organisation (ENPO) has made an appeal to the Southern Angami Public Organisation (SAPO) and the Mao Council to resolve the ongoing boundary issue through peaceful means in the larger interest of the Nagas as a whole. “We believe there are ways and means where we can amicably resolve the issue if only we create a sense of brotherhood within the family, thereby giving space for a peaceful dialog across the table,” the ENPO, in a press note issued by S Khoiwang Konyak, president and Manlang Phom, general secretary stated. It expressed hope that both SAPO and Mao Council would consider the appeal made by the organisation in good faith.

LONDON, JuNe 17 (ThOmsON ReuTeRs FOuNDaTiON): The cost of violence around the world reached a record $14.3 trillion in 2014, equivalent to the combined economies of Brazil, Canada, France, Germany, Spain and the United Kingdom, a global security report said on Wednesday. The divide between the most and least peaceful regions deepened with many Middle Eastern and African countries sinking further into violence, according to research by the Australia-based Institute for Economics and Peace (IEP). Syria ranked as the least peaceful country in the 2015 Global Peace Index, while Libya saw the most severe deterioration. Iceland remained the most peaceful. “The (cost of violence) has been largely associated with the increase of deaths in conflict, the ongoing economic consequences of conflicts in the countries where they’re occurring and also the increased cost associated with the displaced people,” IEP founder Steve Killelea told the Thomson Reuters Foundation in a phone interview from London. The cost of supporting refugees and internally displaced people (IDPs) has increased by 267 percent since 2008 to $128 billion as the numbers of uprooted people topped 50 million -- the highest level since World War Two. Despite conflict in the Ukraine, Europe continues to experience historic levels of peace, with a decrease in homicide rates and the withdrawal of forces from Iraq and Afghanistan. But Iraq, Syria, Nigeria, South Sudan and Central African Republic have all become more violent than a year ago, according to the index of 162 states. The intensity of conflict has increased dramatically, said the study, with the number of people killed rising to 180,000 in 2014 from 49,000 in 2010.

NeW DeLhi, JuNe 17 (pTi): Violence hit India where it hurts the most — it impacted the economy to the tune of USD 341.7 billion in 2014, according to the Institute for Economics and Peace (IEP). This is equivalent to 4.7 per cent of India’s GDP, according to the Institute for Economics and Peace. The country has been ranked at a lowly 143 out of 162 nations in this year’s Global Peace Index (GPI). According to the 2015 GPI published on Wednesday, escalating civil strife and the consequent refugee crisis have been among the major factors behind the rising cost of global violence containment. On India, the report said “the economic impact of containing and dealing with the consequences of India’s levels of violence was estimated to cost the national economy USD 341.7 billion in 2014. This is equivalent to 4.7 per cent of India’s GDP, or USD 273 per person.” Overall, scores of most countries in South Asia slipped, with only Bhutan, Nepal and Bangladesh registering gains. India ranked 5th out of seven countries in South Asia. mon, June 17 (mexn): One-day awareness and sensitization programme on NERPAP for political party functionaries, Village Council Chairman, VDB Secretary, student body of villages under Mon district was held on June 16 at Council Hall Mon Town. Speaking at the programme, W. Honje Konyak, DC & DEO Mon stated that in spite of repeated awareness programme at the district level, information of cleaning electoral roll under NERPAP has not reached the public at the grass root level. Keeping in mind the need of hour, awareness programme directly for all the village functionaries is conducted. He stated that as part of NERPAP campaign, 100% authentication of e-roll and correction of error is compulsory. Authentication is done through aadhaar card, Driving License, PAN card, Government Service ID card, Pension Card, Bank
pass book etc. He requested the village functionaries to spread this information to the public through Churches, Morung etc. He
should make best use of this advantages in getting rectified all the problem any time. Calling out to the AC level political parties, he reminded them to appoint Booth Level Agent (BLA) for all the polling stations that can help the BLO in this exercise and in time of revision. Further, he stated that two special camps would be conducted on June 21 and July 19. Dimapur, June 17 (mexn): Five persons were arrested and six detained by Dimapur Police on different counts of crime on June 15 and 16. A press release from Dimapur Addl. Dy. Manipur rebels may sit for talks with Centre AizAwl, June 17 (Tnn): Former Mizoram chief minister and Mizo National Front (MNF) chief Zoramthanga on Tuesday said the Union home ministry has agreed to upgrade the ongoing official level talks with eight Manipur-based militants to the political level. These rebels belong to Kuki-Chin tribal groups. Giving reports on the signing of Suspension of Operations (SoO) between the ministry of home affairs (MHA) and the eight Manipur insurgent groups under an umbrella organization called the United People's Front (UPF) in New Delhi on
June 9, he told party workers that the Congress-led government at the Centre neglected the problems of the northeast and stalled the peace process for seven years. Union home ministry officials, during the talks held at Janpath Hotel in New Delhi on June 9, agreed to upgrade the official level talks to the political level, said Zoramthanga, a former rebel leader. "Now, the militant groups would go home and consult the NGOs, church leaders and political parties," he said. He added that they would return to Delhi to hold talks on their respective political
demands. Zoramthanga slammed the UPA government for not being 'sincere' in solving the political problems of the northeast by using delaying tactics in holding peace talks with the Manipur-based militant groups. The SoOs were signed when the period was going to expire without holding formal talks with the militant groups, he said, adding, "The militant leaders came to Delhi to sign the extension of the ceasefire pact and left for their camps without holding talks with the Centre during the last 7 years." He said leaders of the
8 militant groups met him at his office when his second term as the chief minister was almost over. He added that they agreed to come together under the UPF on his advice. The UPF signed a ceasefire agreement with the Centre for a period of one year and extended it again and again, he said. "While the ceasefire was meant to create of a suitable atmosphere for parleys, the Centre was interested only in signing ceasefire but not in finding an amicable and lasting political solution during the Congress rule," he said. He added that the ceasefire agreement was
not signed during the last 9 months which created frustration among the militant groups. Zoramthanga said he had recently brokered peace between the NLFT and the MHA after which two rounds of parleys were held. Earlier, the former chief minister had brokered peace with the NSCN (IM) and even traveled to Bangkok a few times to meet Naga leaders, including NSCN chairman Isaac Chishi Swu and general secretary Thuingaleng Muivah. His efforts culminated into resumption of talks between the Centre and NSCN(I-M).
Sohra receiving record rainfall in June Arunachal cabinet for timely SohRA (MeGhAlAyA), June 17 (PTi): World's wettest place, Sohra aka Cherrapunjee, has received bountiful rain this year breaching its 3500 mm mark of rainfall for the month of June, a first after 13 years. Residents of this hill top town said there was almost continuous rainfall since June 1 and thick fog and clouds prevented them from sighting the sun. The last time they experienced warmth was a meager one hour of sunshine two days ago. "We have recorded 3718.6 mm of rainfall for the month of June. This amount has already breached an average 2500 mm of rainfall for the same month," V Kumar Singh, head of the meteorologic office here told PTI. The last time rainfall here breached the 3500 mm mark was in 2002 when it recorded 3893 mm, he said. According to Kumar, if it continues to
rain at the same pace, this year Sohra will surely break its record of 4269 mm of rainfall almost 20 years ago in 1998. Local residents said rainfall has been so intense that they have to stay indoors for most parts of the day except when there is an emergency. "We are used to getting rainfall. But this year, it was extraordinary I guess. I and my family enjoyed sunshine only for an hour since June 1," Mimi Hujon said. Intense rainfall ensured that the monthly average of 2500 mm was crossed within the first ten days of June, Kumar said. Sohra's rival Mawsynram, which has been stealing the show for several years in the past, is clearly losing the rain battle this year. Until yesterday Mawsynram town which is about 10 km west of here recorded only 3429 mm of rainfall, an official at the Met office in Guwahati said.
No Bru turns up for verification for third consecutive day AizAwl, June 17 (PTi): As on the first and second day, not a single Bru appeared for the third consecutive day today before the Mizoram officials at the Khakchangpara relief camp in North Tripura district for identification. Mamit district deputy commissioner Vanlalngaihsaka told over phone that the makeshift verification office was closed by the officials at 3 pm after no one appeared for identification as bona fide resident of Mizoram. Vanlalngaihsaka said that despite this, the process would continue as scheduled till tomorrow, the last date set for identification in the Khakchangpara relief camp. As per the Centre's guidelines, a large number of employees are engaged under flagship programmes. However, because of delay in the release of central share and thereafter state share, the flagship schemes suffer, spokesman Bamang Felix said in a statement today. A cabinet meeting held yesterday decided that the state share in critical social sector schemes such as Sarva Shiksha Abhiyaan, National Health Mission and ICDS must be allocated in the beginning of the
financial year and released in two installments (August and December), he said. The cabinet also decided that the release of salaries must be only on receipt of the attendance details.

Assam to make healthcare free for poor GuwAhATi, June 17 (BS): Assam will soon introduce Right to Health Services; where in free healthcare services would be given to all poor people, said state's chief minister, Tarun Gogoi. The spectrum of the services, further said Gogoi, would be gradually scaled up to cover all sections of the people of the state in future. "Providing affordable, accessible, accountable and quality healthcare services to all sections of the people has been a long cherished commitment and the government is working persistently to achieve this end," said Gogoi. He said with the Right to Health Services, the government would
ensure basic healthcare to citizen of the state. The chief minister said that the state government had passed on necessary instructions to the health and family welfare department to ensure better treatment, better medicines to reduce maternal mortality rate, infant mortality rate and finally improving the overall health scenario of the state. He further said that with the existing medical college and hospitals and the four other proposed medical college and hospitals at Diphu, Dhubri, Nagaon and Lakhimpur, the government would be able to take healthcare services to the doorstep of everyone in Assam.
Reiterating his government's commitment to sustain social security schemes like Integrated Child Development Schemes (ICDS), Rashtriya Krishi Vikash Yojana (RKVY) etc, Gogoi said that the state government would further provide financial incentives through several vocations to one lakh people of the state as their right to employment. Gogoi was speaking at the inauguration of a 200-bedded district hospital at Sonapur, near Guwahati. He said that the state government has already constructed 61 model hospitals and the services of 42 hospitals have already been dedicated to the people.

ATHENS, JuNE 17 (rEuTErS): The Greek central bank warned on Wednesday that the country would be put on a “painful course” towards default and exiting the euro zone if the government and its international creditors failed to reach an agreement on an aid-for-reforms deal. It also said Greece risked a renewed bout of recession and predicted that the current economic slowdown would accelerate in the second quarter of this year. The Greek economy had started growing again last year after being pounded by years of austerity, but fell back into negative growth in the first quarter of 2015, contracting by 0.2 percent year-onyear. The ongoing crisis has prompted an outflow of deposits of about 30 billion euros ($33.84 billion) from Greek lenders between October and April, the central bank said. NEw DElHi, JuNE 17 (PTi): An ordinance that will allow filing of cheque bounce case at the place where the cheque was presented for clearance has been promulgated by President Pranab Mukherjee. The President has promulgated the Negotiable Instruments (Amendment) Ordinance, 2015, on Monday that will help lakhs of persons battling cheque bounce cases far away from their places, official sources said. The ordinance will enable filing of cheque bounce cases in the place where the cheque was presented for clearance or payment and not the place of issue. There are an estimated 18 lakh people facing cheque bounce cases across the country.
WB arm invests $35 mn in PFS India for clean energy NEw DElHi, JuNE 17 (iANS): The International Finance Corp (IFC), the private financing arm of the World Bank, on Wednesday said it has subscribed to $35 million worth of 10-year non-convertible debentures issued by PTC India Financial Services (PFS) to boost long-term financing for renewable energy projects in India. “The investment will help generate an estimated 129 GWh (gigawatt hours) of clean energy over five years,” IFC said in a statement here. “In 2011, IFC had provided PFS a senior loan of $50 million to fund four renewable energy projects,” it added. Renewable energy comprises 40 percent of the PFS portfolio. In April, PFS became the first institution in India and the 26th globally to sign IFC’s master cooperation agreement. The IFC’s master cooperation agreement was created in 2009 for financial institutions to collaborate more closely to help meet the shortfalls in private sector financing during the global financial crisis.
‘Mobile tower count in India likely to cross 5 lakh by 2020’ NEw DElHi, JuNE 17 (PTi): Mobile towers in India are likely to grow to over five lakh by 2020 from about four lakh at present due to increase in demand of wireless internet services, a study said. “Towers are expected to grow at 3% CAGR for next five years and the total number of towers is expected to grow to more than 511,000 by financial year 2020, of which 30,000 towers are expected to be only supporting data sites,” Deloitte India report said. The report Indian Tower Industry: The Future is Data estimates that there are about four lakh mobile towers which inlcude only 700 standalone 3G and 4G towers.
Mobile app launched to curb misleading ads KolKATA, JuNE 17 (iANS): Lodging and tracking complaints against misleading advertisements has become easier courtesy a mobile app launched by the Advertising Standard Council of India (ASCI), a statement said on Wednesday. Pegged as India’s first consumer complaint mobile app, the ‘ASCIonline’ app is currently available on Android and iOS platforms. Narendra Ambwani, ASCI chairman, said the app will ease access for lodging complaints. “It will be very useful as one can track the status of the complaints which he or she registered on our portal with the help of the app,” he added. The app enables consumers to lodge complaints by simply providing ad details and the objection to the particular ad. Other features include checking history of previously registered complaints, tracking status of complaints, managing profile and push notifications. There is no need to log out or log in. First batch of Skill Development under Pradhan Mantri Kaushal Vikas Yojana (PMKVY) was launched by Parliamentary Secretary for Labour & Employment, Skill Development and Border Affairs, Mmhonlumo Kikon at NIIT Dimapur. The launching programme coincided with the 15th Annual Day of NIIT Dimapur. In his speech, Mmhonlumo highlighted about the Skill Development policy of the central government which envisages to produce 5 million skilled workers. For this purpose, the government created a separate Ministry of Skill Development out of the Labour & Employment

Ministry, he added. In line with this, Mhonlumo said, that the state government was also focusing on the IT sector recognizing the high unemployment rate and lack of skills. He said that the gov-

He challenged the students to do more than what they were doing currently adding that the government was working towards channelling their skills into a channel of creativity. MD NIIT Dimapur, Ajay Sethi in his welcome address informed that the institution was tied up with 13 other institutions across the country and has given placement to more than 2000 students in various companies. During the last 15 years, more than 20,000 students have passed out from NIIT Dimapur, he informed. The programme was attended by students and faculty of NIIT Dimapur and well wishers.
Dimapur, June 17 (mexn): The Zukihe Baptist Church has notified the public in regard to the suspension bridge over Diphu river connecting Shozukhu village and Zukihe village that it will levy “passers tax” on two, three and four wheelers using the bridge. A press note from the Project Chairman and Secretary Zukihe Baptist Church informed that the suspension bridge was constructed by the Zukihe Village Baptist Church as a “Mission Project” at a cost of over Rs. 4 lakhs. It added that the church spends Rs. 1.5 lakhs every year for repair and maintenance of the bridge. The bridge was neither constructed nor maintained by any government fund, the Church stated. What Good is an Apology?

covert operation, according to the US Department of Defence’s Dictionary of Military and Associated Terms, is defined as, “An operation that is so planned and executed as to conceal the identity of or permit plausible denial by the sponsor.” But how covert was the Indian Army’s ‘cross-border’ raid inside Myanmar on June 9? Or was it a carefully orchestrated moral boosting media circus? The aftermath of the operation clearly tilts toward the latter. The operation was apparently carried out in retaliation against the June 4 ambush on Indian Army’s Dogra Regiment in Manipur as Prime Minister Narendra Modi wanted a "swift response" and a strong retaliatory counter offensive with a clear signal that: "You hit us, we will hit you badly," ran a story on leading news channel. In its aftermath, most national media went gung-ho about the whole operation. However, when the cacophony from the chest-thumping exercise settled down and sobriety set in, it was seen as another carefully orchestrated media blitzkrieg by the ruling dispensation which the national media consumed without any qualms. The government of India and the mainstream media seems to feed on each other leading to increasing posture as well as a high decibel rise in jingoistic fervour. Right after the attack, almost all the leading national electronic and print put the casualties over 100 invoking national pride and hawkish declaration from all concern. Quoting such figures, an exclusive “Inside story” in a leading National daily reported that the Army's strike against militants was so precise that the latter had no chance to recover from the first burst of fire. “The commandos safely returned to Indian Territory after silencing the insurgents' guns,” it ended. Narendra Modi himself sanctioned the 'hot pursuit' marking a shift in the security doctrine, ran another News channel. A leading news agency also carried (unrelated) photos purportedly of the said operation inviting a clarification from MOD spokesperson denying it. When junior information minister, Rajyavardhan Singh Rathore entered a certain TV studio, the complexion of the war changed. The media seemed to have taken over where the military left, writes Subir Bhaumik in the Hoot (June 11) adding that the national TV channels and newspapers, have gone awry and haywire – with wild casualty figure and location – while reporting the trans-border strike even embarrassing the military formations involved in the attack. “The media is totally dependent on their sources in the defence and home ministries in Delhi -people who have no knowledge of ground realities,” he added. The reported discovery of only 7 bodies might have dampened their spirit but the damage was already done. Defence Minister Manohar Parrikar declared that the “a simple action against insurgents” has changed the mindset of the full security scenario and those who fear India’s new posture have started reacting.” A sharp retort from Pakistan as well as Myanmar’s denial seems to bring that assertion to ground. Was it a mere co-incidence or a tacit statement, that a former Army Chief was seen giving his takes on the event wearing a Naga Waistcoat in a News Channel. For, Ajai Sahni of Institute for Conflict Management, New Delhi , the operation was minor and not unprecedented with only ‘tactical and psychological significance” sending a messenge to the rebels that they have lost “their sense of impunity” but political posturing in the wake of the Myanmar operation undermines India’s long-term interests. The only 'unprecedented' element in the present case is the unseemly tamasha in its wake, he added. A group of eminent intellectuals also argued that the “thoughtless articulation of jingoist sentiments” by high-level representatives of the Government and BJP in the wake of the operation runs counter to the policy of peace and amity with the neighbours, spelt out time and again by the leaders since independence. The mainstream media still seems unrepentant from the outcome of the Nepal earthquake when thousands of people had taken to social media to vent their disdain about the reporting by Indian media organisations. Undeniably, it was a moral boosting exercise for the defence establishment. Sources in military establishment spoke about growing “apprehension” amongst the foot soldiers after the abrogation of the ceasefire with NSCN (K) and ensuing cycle of violence aftermath. The operation has allayed and soothed their nerves to some extent. Nevertheless, it raises two important but disturbing realities. The negligence of issues relating to North-East by most of the mainstream media resulting in “spoon-feeding” by the establishment and secondly, it results in misreporting or negation of realities at the ground level. Biofuel from sugarcane to power airplanes
A
team of researchers that includes a number of Indian origin scientists has developed a process for producing drop-in aviation biofuel from sugarcane. The discovery could revolutionise the aviation as well as sugar industry and can bring down the carbon emissions. Currently, aviation is the source of two percent of the annual greenhouse gas emissions from human activity. While biofuels have proven to be an effective, renewable, low-carbon alternative to gasoline and diesel, jet fuels pose unique challenges. "Jet fuels must be oxygen-free, have the right boiling point distribution and lubricity and a very low pour point, meaning the fuel cannot become gelatinous in the cold temperatures of the stratosphere," said co-author Amit Gokhale. These challenges have now been met with a new technique developed by researchers at the Energy Biosciences Institute (EBI). "The recyclable catalysts we have developed are capable of converting sugarcane biomass into a new class of aviation fuel and lubricants with superior cold-flow properties, density and viscosity that could achieve net life-cycle greenhouse gas savings of up to 80 percent," said corresponding author Alexis Bell. In a 2014 report, the Intergovernmental Panel on Climate Change (IPCC) in the US pointed out that drop-in biofuels are the only viable alternative to conventional jet fuels. The process developed at EBI can be used to selectively upgrade alkyl methyl ketones derived from sugarcane biomass into trimer condensates with better than 95 percent yields. These condensates are then hydro-deoxygenated into a new class of cycloalkane compounds that contain a cyclohexane ring and a quaternary carbon atom. These cycloalkane compounds can be tailored for the production of either jet fuel or automotive lubricant base oils. The ability of the EBI process to yield jet fuel or lubricants should be a significant advantage for biorefineries. The study appeared in the Proceedings of the National Academy of Sciences (PNAS).

’m a white man who has worked with Native Americans as a journalist and documentary filmmaker since 1977. Mostly, I have worked on exposing problems—environmental injustice, destruction of sacred places, hidden history. Finding long-term solutions has seemed overwhelming and elusive. But four decades of experience have clarified my understanding of our nation’s biggest obstacle to moving beyond the historical injustices confronting the cultures that share this land. There is a shadow in the American closet that will forever prevent healing and reconciliation—unless and until that shadow is recognized and acknowledged. The theft of country, the massacres, the inhumanity of forced boarding school captivity, the denial of historic trauma, and the ongoing injustice, racism and inequality will hold us back as a society until we collectively accept our painful history and change course. Opening the door to let the shadow out will require an apology. Two instructive stories came to light while filming our new film series, Standing on Sacred Ground. These stories help describe elements of the shadow. In 1851, treaty negotiations with tribal leaders in northern California resulted in the signing of the Treaty of Cottonwood Creek, which promised a 25mile by 25-mile reservation on the Sacramento River south of Redding. You can imagine how the Wintu and other native leaders who signed the treaty felt as the white negotiators returned to Washington— something like: "Well, at least now we have a treaty and all the land that has been taken will yield the security of a protected homeland." But there would be no reservation. Within weeks of the treaty signing, California squatters and military personnel moved onto the promised land. Due to opposition by California politicians and the U.S. Senate, the Cottonwood Treaty was sealed in a closet in the Senate and locked away, unratified and then forgotten by Washington. The now landless Wintu never forgot—not when they were hunted by newcomers, not when their children were taken away to Christian boarding schools, and not when the U.S. drowned their sacred sites in the waters behind Shasta Dam. In Alberta, Canada, across the street from the site of Fort Chipewyan’s residential Indian school, is a dirt road that disappears into a forest of darkness. Canadian freelance journalist who was held by kidnappers for 15 months in Somalia seven years ago said Sunday that the Somali man arrested by Canadian police last week terrorized her mother by barraging her with threatening telephone calls with ransom demands. Canadian Amanda Lindhout and Australian photojournalist Nigel Brennan were kidnapped by gunmen on Aug. 23, 2008. They were released in November 2009 after a $600,000 ransom was paid. Police said Ali Omar Ader, who was arrested on Thursday in Ottawa, was one of the main negotiators within the group that carried out the kidnapping. Lindhout called her kidnappers criminals seeking to collect a ransom payment. Police suggested that Ader was lured to Canada before being arrested but declined to reveal how he arrived in Canada. Lindhout released a statement on Sunday in which she said Ader "terrorized my mother, phoning her multiple times a day and at all hours." She later elaborated on her statement in a telephone interview with The Associated Press. She said she crumpled to the floor, crying, as police investigators broke the news to her about the arrest of her alleged Somali kidnapper. Lindhout said she and her family feel a tremendous sense of relief. Ader "was a deranged man in many ways," Lindhout told the AP from Canmore, Alberta. "There were two sides to him. He would call her and sometimes very sweetly refer to her as mommy and speak about and how he ... dreamed about coming to Canada and maybe he would see her here. And then he would

Some were beaten. Some ran away in the winter and didn’t survive. Some babies were conceived, born and discarded." More than any place we filmed, the historic trauma of residential schools was profoundly unsettling in Canada—and right on the surface. Everyone talked about it, and it was clear that deep wounds were nowhere near healed. (Most Americans do not understand that the exact same thing was occurring in the United States with equally devastating cultural and personal consequences.) These crimes and treaty violations are finally being addressed. With the release last week of the Truth and Reconciliation Report, Canada took a major step toward deeper acknowledgment of this historic trauma, and that’s a good thing. But this pain goes deep and spans the entire planet. How do we recover? Restorative justice requires many steps. In June 2008, Canadian Prime Minister Stephen Harper gave a widely publicized speech to parliament and indigenous leaders, and made an official, public apology to survivors of the country’s residential school system. It was well-received by many First Nations people, and some said it helped them feel a sense of healing. Four months before that, Australian Prime Minister Kevin Rudd apologized in parliament to Australia’s Aboriginal people for laws and policies that "inflicted profound grief, suffering and loss." He was apologizing for the treatment of "Stolen Generations" of children uprooted from family and country and placed in missions or white Christian homes. Scores of Aboriginal people attended the ceremony and were shown
on television with tears streaming down their faces. "Sorry Day" is commemorated every year. Both the Canadian and Australian apologies were essential first steps on a longer path. Last week’s Canadian Truth and Reconciliation Commission report details a century (1883-1996) of forced residential schooling for First Nations' children that resulted in more than 6,000 deaths. The report was 6 years in-the-making and 6,750 people testified. It speaks truth to power and illustrates how an apology is a process that slowly unveils hidden history: "The Canadian government pursued this policy of cultural genocide because it wished to divest itself of its legal and financial obligations to aboriginal people and gain control over their lands and resources," the report says. "A just reconciliation requires more than simply talking about the need to heal the deep wounds of history. Words of apology alone are insufficient; concrete actions on both symbolic and material fronts are required." Several U.S. presidents have offered apologies for historic wrongs. In 1988, President Reagan made a formal statement when he signed the Japanese Internment Apology law, which carried with it financial restitution. In 1993, President Clinton apologized to Native Hawaiians for the 1893 overthrow of their queen and their nation, and during a 1997 press conference, Clinton said that the government was sorry for its role in the Tuskegee syphilis experiment on African Americans. But for the twin sins of stealing a continent from America’s First People and the brutal enslavement of countless souls, there have been no apologies from the United States government. While filming Standing on Sacred Ground, we interviewed leading aboriginal thinkers from around the world about the importance of apology. Reflecting on Nelson Mandela’s wisdom and experience, Anishinaabeg activist Winona LaDuke revealed the cost of the unrecognized shadow: "If the destruction and genocide that occurred are not acknowledged, people suffer from the fact that what happened is invisible, and we remain unable to fully heal." An apology is just a first step, but it’s a necessary first step. The time has come for our American president to lead us in speaking the words, "I’m sorry." ported being raped but not by Ader, whom she knew as Adam while in captivity. She called him erratic and bullying and fully complicit in her suffering. "He never touched me or abused me but one day he did come into the room that I was being held in and he sat with me

and he told me he had decided that he was going to make me his wife," Lindhout said. "He proceeded to tell me what my life would look like as his wife, what it would be like to be a good Muslim woman and to raise his children. This was really terrifying to me. He spoke in great detail about this. He left that day and then he called my mother and told her. This was also terrifying for my mother." She also said Ader expressed a desire to marry her mother. "He was really sick," she said. She added it's been a tough weekend for her mother who has now seen pictures of him for the first time. "She was the one who was on the phone with him all the time so she found seeing his face very difficult. Seeing his face on TV made him very real to her," she said. Lindhout said she is very grateful to Canadian police and looks forward to testifying against Ader, who made a brief appearance in an Ottawa court last Thursday and is due back in court next Friday. Lindhout is no longer a journalist but has co-authored a book about her experience called "A House in the Sky" and has founded a nonprofit organization that supports development, aid and education in Somalia and Kenya. "It was absolutely a terrible experience, about as awful as a person can imagine or endure but I survived and I'm here," she said. "I feel great. Something like this is upsetting because it brings back a lot of memories of the difficult things that happened to me, but it also feels really good because there is a real sense of justice."

India: Rampant fraud at medical schools leave healthcare in crisis Andrew MacAskill, Steve Stecklow & Sanjeev Miglani

ast December, Dilshad Chaudhry travelled with about 100 of his fellow villagers by bus to a local Indian medical-school hospital. They’d been told that foreign doctors were coming to tour the facility, and check-ups would be free. There was nothing wrong with Chaudhry; he was accompanying his brother, who had a back problem. But “every person was told to lie in a bed even if they’re not sick,” he said. The 20-year-old electrician said he never saw any foreign physicians that day, but the hospital’s Indian doctors kept checking that the phony patients were in bed. “They wanted to make sure no one escaped,” he said. That was the same month government inspectors visited the hospital, which is at Muzaffarnagar Medical College, 80 miles northeast of New Delhi. The inspectors checked, among other things, whether there were enough patients to provide students with adequate clinical experience. They determined there were. But a year earlier, inspectors had found that most of the college hospital’s outpatients “were fake and dummy and seems to be hired from nearby slum area,” according to the official report. “In paediatric ward all children were admitted ... without any medical problem and were hired from nearby area!!!!!” “I am not very keen to reply,” said Dr. Anil Agarwal, the school’s principal, when asked about the episode with Chaudhry. India’s system for training doctors is broken. It is plagued by rampant fraud and unprofessional teaching practices, exacerbating the public health challenge facing this fast-growing but still poor nation of about 1.25 billion people. The ramifications spread beyond the country’s borders: India is the world’s largest exporter of doctors, with about 47,000 currently practicing in the United States and about 25,000 in the United Kingdom. In a four-month investigation, Reuters has documented the full extent of the fraud in India’s medicaleducation system. It found, among other things, that more than one out of every six of the country’s 398 medical schools has been accused of cheating, according to Indian government records and court filings. The Reuters probe also found that recruiting companies routinely provide medical colleges with doctors to pose as full-time faculty members to pass government inspections. To demonstrate that teaching hospitals have enough patients to provide students with clinical experience, colleges round up healthy people to pretend they are sick. Government records show that since 2010, at least 69 Indian medical colleges and teaching hospitals have been accused of such transgressions or other significant failings, including rigging entrance exams or accepting bribes to admit students. Two dozen of the schools have been recommended for outright closure by the regulator. Paying bribes – often in the guise of “donations” – to gain admission to Indian medical schools is widespread, according to India’s health ministry, doctors and college officials. “The next generation of doctors is being taught to cheat and deceive before they even enter the classroom,” said Dr. Anand Rai. He exposed a massive cheating ring involving medical school entrance exams in the central Indian state of Madhya Pradesh in 2013. Rai was given police protection after he received death threats following the bust. The poor state of India’s medical education reflects a health system in crisis. The country has the highest rates of mortality from diarrhea, pneumonia and tuberculosis, creating pressure to train more physicians. Patients are regularly denied treatment at public hospitals that are so overcrowded, often the only way to see a doctor is to pay a bribe. The causes of the crisis are manifold: Too few doctors. A government-backed surge in private medical schools which, to boost revenue, frequently charge underthe-table fees for admission. Outdated government regulations that, for example, require college libraries to keep paper copies of medical journals and penalize those that subscribe instead to online editions. Charged with maintaining “excellence in medical education” is the Medical Council of India (MCI). But this government body is itself mired in controversy. Its prior president currently faces bribery allegations. The council is the subject of a mountain of lawsuits, many of them pitting it against medical schools challenging its findings. The cases often drag on for years. “The best medical schools in India are absolutely world class,” said David Gordon, president of the World Federation for Medical Education. But, he added, the Indian government’s process of accrediting a “huge” number of recently opened, private medical schools “has at times been highly dubious.” India has been rocked by a series of recent medical scandals, including doctors accused of serious crimes. In November, a group of junior doctors at a medical college in the eastern city of Kolkata allegedly tied a suspected mobile phone thief to a pillar, slashed him with a razor and beat him to death with bamboo sticks, according to local police. Nine of the accused men remain in jail; they deny murder charges, say lawyers involved in the case. Three suspects remain at large.
THE SCALPEL THROWER The system’s problems are felt abroad, too. Tens of thousands of India’s medical graduates practice overseas, particularly in the United States, Britain, Australia and Canada. All of these countries require additional training before graduates of Indian medical schools can practice, and the vast majority of the doctors have unblemished records. But regulatory documents show that in both Britain and Australia, more graduates of Indian medical schools lost their right to practice medicine in the past five years than did doctors from any other foreign country. In the United Kingdom, between 2008 and 2014, Indian-trained doctors were four times more likely to lose their right to practice than British-trained doctors, according to records of Britain’s General Medical Council. (The U.S. and Canada lack publicly available centralized databases of disciplined doctors.) The British cases include that of Dr. Tajeshwar Singh Aulakh, who received his medical degree in 1999 from Punjabi University in Patiala, India, according to Indian government records. He was assisting during a hip operation in 2008 in Shropshire, England, when he allegedly grabbed a scalpel, slashed the patient’s stitches and threw it toward a nurse, according to British government records. The United Kingdom later struck him off its list of approved physicians. He could not be reached for comment. The Australian cases include that of Dr. Suhail Durani, who graduated from an Indian govern-

ment medical college in the northern city of Jammu in 2003. He was imprisoned in Perth for more than 18 months after being convicted in 2011 of sexually assaulting a female diabetic patient who had shown up in the emergency room with symptoms of a potentially serious illness. In an interview, Durani maintained his innocence and described his medical training in India as excellent. He currently is not practicing medicine. Dr. Ramesh Mehta, vice president of the Global Association of Physicians of Indian Origin, said there are “major problems” with some private Indian medical schools. But he added that a doctor’s success depends as much on “personality and attitude” as on his or her college training. FAKE DEGREES About 45 percent of the people in India who practice medicine have no formal training, according to the Indian Medical Association. These 700,000 unqualified doctors have been found practicing at some of India’s biggest hospitals, giving diagnoses, prescribing medicines and even conducting surgery. Balwant Rai Arora, a Delhi resident in his 90s, said in an interview that he issued more than 50,000 fake medical degrees from his home until his forgery ring was broken up by the police in 2011. Each buyer paid about $100 for a degree from fictitious colleges. Arora was twice convicted and jailed for forgery. “There is a shortage of doctors in India. I am just helping people with some medical experience get jobs,’’ said Arora. “I haven’t done anything wrong.” India currently has about 840,000 doctors – or about seven physicians for every 10,000 people. That compares with about 25 in the United States and 32 in Europe, according to the World Health Organization. The shortfall has persisted despite India having the most medical schools of any nation. That’s because the size of graduating classes is small – typically 100 to 150 students. Indeed, gaining admission to India’s top medical schools is akin to winning the lottery. The All India Institute of Medical Sciences in New Delhi has been rated the best medical school in India Today magazine’s past five annual surveys. According to the registrar’s office, it takes in only 72 students for its undergraduate course each year out of about 80,000 to 90,000 who apply – an acceptance rate of less than one-tenth of one percent. As in the United Kingdom, most medical school students attend an undergraduate program. Similarly, Christian Medical College, a top-ranked school in the southern city of Vellore, received 39,974 applications this year for 100 places, according to a school official – an acceptance rate of 0.25 percent. By contrast, the acceptance rate at Harvard Medical School for its entering class in 2014 was 3.5 percent. Health ministry officials and doctors say India’s medical-education system began to falter following a surge in new, private medical colleges that opened across the country during the past few decades, often in remote areas. In 1980, there were 100 government-run medical schools and 11 private medical colleges. Thirtyfive years later, the number of government medical colleges has nearly doubled. The number of private medical schools, meanwhile, has risen nearly twenty-fold, according to the Medical Council of India. There are now 183 government medical colleges and 215 private ones. Many of the private colleges have been set up by businessmen and politicians who have no experience operating medical or educational institutions, said MCI officials. Sujatha Rao, who served as India’s health secretary from 2009 to 2010, said the boom in private colleges was driven by a change in the law in the early 1990s to make it easier to open new schools because the government was struggling to find the money to build public medical schools. “The market has been flooded with doctors so poorly trained they are little better than quacks,” Rao told Reuters. Not that a legitimate degree necessarily makes a difference. A study in India published in 2012 compared doctors holding medical degrees with untrained practitioners. It found “no differences in the likelihood of providers’ giving a diagnosis or providing the correct treatment.” The study, funded by the Bill & Melinda Gates Foundation, concluded that in India, “training in and of itself is not a guarantor of high quality.” Last year, an individual described as a “concerned” student at a rural government medical college in Ambajogai, in western India, posted a letter online with a litany of allegations about the school, Swami Ramanand Teerth Rural Medical College. There were professors who existed only on paper, he alleged, and “no clinics and no lectures” for students in the medicine and surgery departments. Conditions were unsanitary at the hospital, and pigs and donkeys roamed the campus, he wrote. The writer also alleged that students had to pay bribes to pass exams. “We are not taught in this medical college,” the letter stated. Students have graduated “without even attending a single day.” The writer said the letter had been sent to various government agencies and health officials. Records from the Medical Council of India, the body charged with maintaining the country’s medical education standards, show that an inspection of the college this January found numerous deficiencies, including a shortage of faculty, residents and lecture theaters.
Dr. Nareshkumar S. Dhaniwala, who served as the principal of the college between 2011 and 2013, said “there is some truth in the letter.” Animals, such as pigs and cows, do roam the campus, teachers and students don’t turn up for lessons, and there is a scarcity of running water in the dormitories, he said. And before he joined, he said, he heard students had to pay to pass final exams. “I found the students were not very interested in studying, they don’t come to classes, they don’t come to clinics,” Dhaniwala said. “Medical education has gone downhill all over the country because the teachers are not as devoted as they used to be.” Sudhir Deshmukh, the college’s current principal, did not respond to requests for comment. The Medical Council of India, which was established by the government in 1934 and oversees medical education, has itself been swirling in controversy. Dr. Ketan Desai, the council’s former president, faces criminal charges related to his arrest in 2010 for allegedly conspiring to receive a bribe to recommend authorizing a private medical college to accept more students. The case is still pending; Desai has denied the charges. In interviews, medical school officials complained that the MCI had onerous inspection requirements that were outdated and arbitrary. “The Medical Council of India is a junk body,” said Dr. A. K. Asthana, principal and dean of Subharti Medical College in the northern city of Meerut, which has been accused of demanding illegal fees for admission. Asthana denies the allegations. The council has tried – unsuccessfully so far – to close the school. “I’m totally frustrated with the MCI. Totally frustrated,” he said. Dr. Vedprakash Mishra, the head of MCI’s academic committee, told Reuters that the agency has created “discipline and accountability” among medical colleges by imposing fines and, in several cases, prohibiting schools from admitting students for up to two years. “We don’t compromise and mitigate on the requirements,” he said. Asked about allegations of corruption within MCI itself, Mishra abruptly ended the interview. “This is not what I want to be discussing,” he said. Under the government’s current regulations, private medical colleges generally must have campuses on at least 20 acres of land. Because urban real estate in India is expensive, many schools open in rural areas where recruiting qualified, fulltime doctors to teach is difficult because pay scales are low and living conditions are tough. Interviews and MCI records show that some private colleges solve the problem by cheating – they recruit doctors to pose as full-time faculty members during government inspections. The physicians work there for just a few days or weeks. Two MCI officials estimated that there are several hundred Indian companies involved in recruiting them. In October, a doctor in New Delhi received an email from a local company called Hi Impact Consultants with the subject line: “Urgent requirement of doctors for MCI Inspection in Ghaziabad” The email offered up to 20,000 rupees a day (about $310) if the doctor appeared for an inspection at Saraswathi Institute of Medical Sciences in Hapur, east of New Delhi. The doctor, who requested anonymity, has no connection with the college. “If interested please revert back ASAP,” the email concluded. The sender described itself as “a Medical Executive Search firm.” In an interview, Sanjeev Priyadershi, Hi Impact’s executive director, confirmed that the firm had tried to recruit doctors to appear during government inspections at medical colleges where they don’t normally work. “My client wanted to hire full-time faculty members for inspection purposes,” he said. Dr. Shailendra K. Vajpeyee, the principal of Saraswathi, said the college is constantly struggling to recruit qualified professors. Vajpeyee said he knew of Hi Impact Consultants, but denied he had employed them during his 18-month tenure. “I don’t know why that email was sent” by the company, he said. He declined to comment further about the matter. ‘BIASED’ INSPECTORS At Muzaffarnagar Medical College, where electrician Dilshad Chaudhry was taken in December, students can read medical journals and books in a sprawling, circular library and take classes in clean and modern lecture halls. But finding enough patients to provide students with clinical experience at rural, private teaching hospitals like Muzaffarnagar is a challenge. Many people in rural India simply can’t afford the cost of treatment. School principal Agarwal denied the allegations by MCI inspectors that the college’s hospital had inflated its number of patients during a 2013 inspection. “Sometimes the inspectors are biased, that is for sure,” he said. He also denied the hospital had ever recruited local villagers to pose as patients. But Dr. Vaibhav Jain, a former student at the college, told Reuters that the hospital would conduct “free check-up camps,” to lure rural villagers to the facility on inspection days. He said the hospital sometimes would promise free ultrasounds, but only a small number of people would be tested. Villagers often later complained about it to students at a clinic in Bilaspur where he worked, he said. “We used to say we can’t do anything, the machine was not working,” he said. Medical education is in trouble across India, said Jain. “The truth is that many medical students aren’t prepared to be doctors when they finish” college. “And the result is the patient suffers.”

Now coming to Nagaland, the average salaryof a Grade III government employee is Rs.20,000 per month, which is about $330. For a GradeIV level job, the monthly salary is hardly Rs.18,000. As for an average worker in the private sector, the monthly earning is still much lower despite all the hard work involved. This is the sad state of our wage rate in Nagaland. Why couldn’t our Nagas earn as much as the Singaporeans or the South Koreans? The simplest explanation is this: because none of our Naga politicians was a Lee Kuan Yeh of Singapore or a Park Chung Hee of South Korea. Instead, our politicians chose to be like other corrupt Indian politicians who could only help to raise the wage of an average Indian citizen to Rs.17,700 per month. What determines a high wage? It is important to remember that high wages come out of good government economic policies that utilize its national resources wisely and bring out maximum production output. When the proper conditions for economic growth are created, each worker can produce more and thereby add wealth to the nation. In the narrowest sense, the more an employee is worth to his employer, the more he gets paid. The same is true at the macro level: when there is greater productivity in certain occupations or sectors, the demand for labor in those areas increases. In such a situation, the business firms become more prosperous and begin expanding. Hence, all employers start offering higher wages to hold workers or to attract workers away from other alternative job opportunities available to them. Or, if the total supply of labor is small in relation to demand, then the average level of wages will be higher. In other words, the labor demand and the labor supply interact to determine the level of wage rates or salaries in each occupation. That’s why the wages in industrially advanced countries are high because labors in these countries are highly productiveand hence are more in demand. So, government policy should be to create conditions for private businesses to make profit and expand, to invest in newer and better machines to increase productivity of workers, and to encourage increases in both employment and wage rates. But what if the governmentcan’t create conditions for higher pay? In that case, you have no choice but to find ways to create your own revenue generation. For instance, you may consider some of the following things: First, you need the best possible tools you can afford to acquire. Yes, machines and manufacturing equipmentcan exponentially increase production and thus your income. For example, workers in advanced economies have access to large amounts of physical capital equipment (machinery and buildings). In the United States there is $75,000 of physical capital available, on average, for each worker and therefore he can earn a lot more. Second, application of advanced technology and innovative improvements can greatly aid your business to be competitive (faster, better, and cheaper) and, as a result, more profitable. Likewise, getting better education and training for yourself as well as for your workers can immensely enhance labor productivity. A physician, for example, is paid much higher than a construction worker because he falls into a non-competing group (due to stringent training requirementswhich only few can qualify in), so many patients are willing to pay him almost any price to get well. On the other hand, training requirements in construction work are not as stringent. As such, the service of a construction worker can easily be obtained---that is, the supply of labor for construction work is large in relation to demand. So, wages are much lower for construction workers than for physicians. In other words, people will pay you more when you provide unbeatable quality services or superior products to customers. Third, prices and wages are determined at the margin. Allow me to explain what I mean. We all know, for example,that the salary of a professional footballer is much more than that of a garbage collector despite the fact that we can live without football but not without our garbage being hauled away. In this case, the difference in the wages is not determined by the utility value but by the demand of clients. Similarly, the price of a diamond is much higher because of its rarity and customers’ demand than that of water, although the latter is very valuable---we literally can’t live without it---but its price is very low. This means that increases in prices or wages sometimes depend on marginal value, not utility value. In other words, you can increase your prices or wages by creating customers’ interests inyour product.
But what if you cannot raise your wage on your own? One way to do this is by joining a multi-national company or a good business firm that pays its workers close to, more or less, the international standard wage rates. Many such firms hire knowledge-workers to help produce the goods and services the firms must sell for a profit---that is, workers are hired to advance the interest (profit) of the firms. However, these workers are often well compensated for their output or performance. In addition to monthly salaries, they are sometimes given other incentives such as bonuses, stock options, commissions, or profit sharing. Another common way to generate your income is this: investment in bonds, mutual funds, and/or stocks. Although there is no such thing as risk-free investment, most people in advanced countries use their money to make money by using the services of some financial experts or financial service institutions. Others who are knowledgeable enough about financial markets may choose to manage their own portfolio and become traders in the stocks, commodities, and options markets to attain financial rewards.And the good news is this: they can conduct their own business from almost anywhere with just a small laptop computer with Internet access. In the end,we all have a choice: be content as a government servant earning, say, Rs.20,000 a month, or work toward becoming your own boss earning a lot more,or workwith some business company that offers better financial rewards.

SOPORe, /MuZAFFARABAD, JuNe 17 (ReuteRS): After years of sharply reduced political violence in Indian-controlled Kashmir, the gunning down of four men with links to militants has fanned fears of a new wave of bloodletting. No group has claimed responsibility for the killings, but the police blame a breakaway faction of Hizbul Mujahideen, the largest group in the region, which
has been fighting for Kashmir's merger with neighbouring Pakistan. "They have serious differences with ... other militant leadership over several issues," said Garib Dass, the chief of the police for northern Kashmir. "They feel that these people have damaged the movement and are targeting them." The killings have raised fears militants are regrouping and this could be the start of a new period of
unrest in Kashmir that has been the main flashpoint between nuclear-armed neighbours India and Pakistan. The bloodshed comes after five telecom workers and vendors were shot by militants last month after claims cell phone towers were being used to target their members. The murders have centred on the northern Kashmiri town of Sopore, about 30 miles (50 km) from
the border, that has long endured militancy, violence and a heavy military presence. In the last few days, India has deployed an additional 600 soldiers and police specialising in counterinsurgency operations to the area, police said. Soldiers are conducting searches for suspected militants and have put up posters offering a million rupees ($15,600) for information that can lead to the arrest of two militant commanders who are said to have plotted the attacks. Syed Salahuddin, supreme commander of Hizbul Mujahideen, denied any members of his group were behind the murders. He said that Sopore was a stronghold of Hizbul Mujahideen but that the area has a sizeable presence of renegades, a term for former militants who switched loyalties to India. Salahuddin said they are close to identifying the renegades. Ajai Sahni, the executive director of the New Delhi-based Institute of Conflict Management,
said that a new generation of militants could be emerging who are trying to join militant groups or win backing from Pakistan by staging the killings. "These youngsters are likely self-radicalised over the Internet and do not have necessary linkages to established terrorist formations for recruitment, and therefore seek to give positive proof of their commitment," he said. For the last four days in Sopore, a town of almost half a million people, the roads have been deserted, and most of the shops and local businesses have closed. "There is fear psychosis here," said Mohammad Ashraf, president of the Traders Federation of Sopore. The attacks have come at a time of deteriorating relations between India and Pakistan. Both countries traded bitter verbal exchanges last week after India conducted a crossborder raid in Myanmar and a junior minister said it was a message to Pakistan that India will go after militants anywhere.

Chidambaram bolsters Congress attack on Sushma on Lalit Modi link New Delhi, JuNe 17 (iANS): The controversy over Sushma Swaraj helping former IPL chief Lalit Modi continued to billow as senior Congress leader and former union finance minister P. Chidambaram on Wednesday accused the external affairs minister of "nepotism" and abuse of authority even as the government reiterated its stand that she had committed no impropriety. Speaking to reporters in Chennai, Chidambaram also asked the government about the steps it has taken to bring back the former IPL chief, who faces an Enforcement Directorate notice for alleged financial impropriety. Chidambaram said Finance Minister Arun Jaitley has confirmed that the Enforcement Directorate was investigating 16 cases against Modi and show cause notice was issued in 15 cases. Posing seven questions to the government, Chidambaram said if Sushma Swaraj wanted to facilitate Modi getting travel documents on humanitarian grounds, she should have asked him to get in touch with the Indian High Commission in London. "Why did she feel he should have UK travel documents rather than Indian travel documents?" he asked. Levelling a series of allegations, Chidambaram said it was "nepotism, abuse of authority and violation of rules". He also asked the National Democratic Alliance government to make public the letters exchanged between him and British Chancellor of Exchequer George Osborne. Chidambaram said he wrote to his British counterpart Osborne that Lalit Modi was being investigated under Indian
laws and the British government should send him back to India as his passport was revoked by the Indian government. Calling him "Maun Modi", Congress spokesperson Randeep Singh Surjewala questioned Narendra Modi's "conspiratorial" silence on the Lalit Modi controversy. "The prime minister is doing 'Maun Yoga' and his new name should be 'Maun Modi'," Surjewala said at a press conference. "He (Modi) has been quiet for four days now. There is no tweet from him," Surjewala said. On Wednesday, union minister Ravi Shankar Prasad backed Sushma Swaraj, saying she did not commit an action of impropriety or corruption by helping Lalit Modi procure documents to travel to Portugal. On Rajasthan Chief Minister Vasundhara Raje, whose name also cropped up in the controversy, Prasad said the details would have to be looked into."Vasundhara ji has spoken slightly yesterday (Tuesday). I am sure she will revert back," he said. The Congress on Wednesday demanded Vasundhara Raje's resignation over allegations that she testified in favour of former IPL chief Lalit Modi's British immigration application in 2011. "The chief minister has no right to continue in office," Rajasthan Congress chief Sachin Pilot said at a press conference in Delhi.The Rajasthan unit of the Congress passed a resolution at its executive meeting in Udaipur demanding Raje's ouster. In Kolkata, Youth Congress workers burnt effigies of Sushma Swaraj and Lalit Modi and demanded the sacking of the union minister as well as Raje over the controversy.
Kerry speaks to Sharif to reduce Indo-Pakistan tension wAShiNgtON, JuNe 17 (iANS): "Enormously concerned" over recent increase in tensions between India and Pakistan, US Secretary of State John Kerry has spoken with Pakistan Prime Minister Nawaz Sharif to work out how to tamp them down, acknowledging that the latter had just finished a conversation with Indian Prime Minister Narendra Modi. The increase "in the tensions publicly between India and Pakistan" over India's surgical cross border strike against militants in Myanmar, was "of enormous concern to all of us for all the obvious reasons," he said via teleconference Tuesday. The 71-year-old diplomat, who
suffered a broken leg two weeks ago, made a surprise appearance at the State Department's daily press briefing on crutches on a television screen remotely from his Boston home. "These are two very, very important countries playing a critical role with respect to regional interests," said Kerry who broke his right femur in a bicycling accident in France and had surgery at a Boston hospital. "And it's very, very important that there be no misinterpretation or miscalculation with respect to any of the back-and-forth and the empowerment some entities might feel as a result of that," he said.
"The prime minister was extremely forthcoming," said Kerry adding, "He could not have been more direct. He had actually just finished a conversation himself with the prime minister of India," Narendra Modi. "And we welcomed some thinking together about how we can work, all of us, to try to reduce those tensions over the course of the next days and weeks," he said. Kerry, who was due to fly to Washington later Tuesday, did not say whether he had or planned to have similar conversations with Modi or other Indian officials. Can't frame rules for transgenders in UPSC exams: Centre to HC New Delhi, JuNe 17 (iANS): The central government told the Delhi High Court on Wednesday that rules for including transgenders in the UPSC examinations cannot be framed as the Supreme Court has not clarified the definition of a 'transgender'. An application seeking clarification on the term 'transgender' has been filed, the central government's Department of Personnel and Training and Union Public Service Commission (UPSC) told a division bench of Justice Mukta Gupta and Justice P.S. Teji. "Since the Supreme Court judgment did not clarify the term 'trangender', we have already moved an application for clarification on the definition of transgender. After
clarification, rules can be framed," the central government said, asking the high court not to pass any interim order in the case. The court was hearing a PIL seeking quashing of the UPSC notice for not including transgender as a gender option in the application form for civil services preliminary examination. The court had earlier asked the central government and the UPSC why the transgender category was not been included as an eligibility criteria for the examinations when the Supreme Court has declared such individuals as third gender. In April 2014, the Supreme Court created the "third gender" status for 'hijras' or transgenders and asked the central government to treat them as "socially and eco-
nomically backward". Earlier, transgenders were forced to write male or female in the gender column. The Supreme Court had said transgenders would be allowed admission in educational institutions and given employment on the basis of third gender category. Filing its response, the central government said that as the application for modification or clarification on the issue was still pending with the apex court, "no decision or order has been passed by the central government for declaring transgender persons as third gender". "As such, the inclusion of transgenders in the application form (of UPSC) at this stage has not been carried out," the government said. It added that the apex court judgment had ob-
Constipation has hit urban India's quality of life: Survey KOlKAtA, JuNe 17 (iANS): Bhaskor Banerjee had a tough time dealing with it in "Piku", but in reality, chronic constipation has significantly affected urban India's quality of life, a survey claimed on Wednesday. Chronic constipation significantly impacts people's quality of life due to lack of sleep, and mental and physical stress, compared to those who do not have constipation, according to the "Gut-Health Survey". It said 14 percent of India's urban population suffer from chronic constipation, an inability to pass stool for more than three times a week and for more than three months at a stretch. The findings showed 60 percent of people with chronic constipation opted for home remedies as the most preferred treatment option for relief. However, half the people who self-medicate eventually visited a doctor for cure, said the survey. Irritability, lack of interest in work, mood swings, worry and embarrassment were the most common effects, noted among 3,500 individuals across six Indian cities - Mumbai, Delhi, Lucknow, Kolkata, Hyderabad and Coimbatore. The findings highlighted that inci-
dence of constipation was higher in India than the worldwide average of 10 percent. Leading causes for constipation were "significantly higher frequency of eating non-vegetarian food, low water intake, snacking and eating fried, oily, spicy, junk and processed food". The survey said: "Three out of four people with chronic constipation said it leads to other medical problems/complications with piles and haemorrhoids, ulcers, abdominal pain and anal fissures as the leading issues." "While the relief to this nagging issue is easy, people with constipation generally try out multiple self-medication options and come to a doctor only after the issue has become chronic. "Untreated constipation can lead to complications like faecal incontinence, haemorrhoids and anal fissures. Greater awareness, timely action, lifestyle modifications and eating right can help people lead a healthy and active life," said Jyoti Ranjan Mohapatra, consultant gastrointestinal and liver diseases, associated with Peerless/Apollo Hospital. The survey was conducted by pharmaceutical firm Abbott along with Ipsos, a global market research agency.

"From a plain reading of the Supreme Court judgment, it appears that all transgender per-
sons have been treated and declared as 'third gender'. However, the definition of 'transgender' remains unclear," the government said. The petition filed by advocate Jamshed Ansari sought inclusion of transgenders as an eligibility criterion or gender option in the online application forms for the civil services exam, saying it would "benefit the transgender community who are socially excluded from public employment and are suffering from social backwardness in the society". In the absence of third gender option, transgenders were unable to apply for the civil services (preliminary) examination scheduled for August 23, the plea said. The court posted the matter for July 27.

Union Cabinet approves 'Housing for all by 2022' New Delhi, JuNe 17 (iANS): The union cabinet on Wednesday approved the launch of 'Housing for All by 2022' programme, aimed at rehabilitation of slum dwellers and promotion of affordable housing for the economically weaker sections (EWS) through creditlinked subsidy. According to an official statement issued here, a central grant of Rs.1 lakh per house, on an average, would be available under the slum rehabilitation programme. It said a state government would have flexibility in deploying this slum rehabilitation grant to any slum rehabilitation project taken for development using land as a resource for providing houses to slum dwellers. "Under the credit-linked interest subsidy component, interest subsidy of 6.5% on housing loans availed up to a tenure of 15 years will be provided to economic weaker sections/lower income group (EWS/LIG) categories, wherein the subsidy pay-out on net present value (NPV) basis would be about Rs.2.3 lakh per house for both cat-
egories," the statement said. It said the central assistance at the rate of Rs.1.5 lakh per house for the EWS category will be provided under the affordable housing in partnership and beneficiary-led individual house construction or enhancement. State governments or their parastatals like housing boards can take up projects of affordable housing to avail the central government grant, it added. Addressing a press conference after the cabinet meeting, Telecom Minister Ravi Shankar Prasad said housing for all would a centrallysponsored scheme. "The scheme will be implemented as a centrally-sponsored scheme except the credit linked subsidy component, which will be implemented as a central sector scheme," he said. The scheme will cover the entire urban area consisting of 4,041 statutory towns with initial focus on 500 class I cities and it will be implemented in three phases as follows - Phase-I (April 2015 - March 2017) to cover 100 cities to be selected from states/UTs as per their willingness; Phase - IIA (April 2017
- March 2019) to cover additional 200 cities and Phase-III (April 2019 - March 2022) to cover all other remaining cities.The dimension of the task at present is estimated at two crore houses. The exact number of houses, though, would depend on the demand survey for which all states/cities would undertake detailed demand assessment for assessing actual demand by integrating Aadhar number, Jan Dhan Yojana account numbers or any such identification of intended beneficiaries. Rs.3,900 crore for KVK The Cabinet chaired also gave its approval for the continuation and strengthening of Krishi Vigyan Kendras (KVKs) and setting up new ones with an outlay of Rs.3,900 crore. The scheme envisages continuation of 642 existing KVKs and establishing 109 new KVKs during the 12th Five-Year Plan (2012-17) to carry out a wide range of mandated activities. The scheme includes initiation of new components, namely information and communication technology (ICT) in agri-
culture, Farmer FIRST programme, creation of farm innovation fund, disaster management fund and technology information units, an official release said on Wednesday. It also includes mini-seed processing facilities, micro nutrient analysis facilities, solar panels, vKVK (voice KVK) and KVK net and specialised KVKs. Raising solar power to 100,000 MW Meanwhile, in a major decision to boost use of clean energy in India, the union cabinet on Wednesday decided to quintuple solar energy capacity under the National Solar Mission towards achieving 100,000 MW by 2022."The ministry of new and renewable energy intends to achieve the target of 100,000 MW with targets under the three schemes of 19,200 MW," the cabinet communique said. The CCEA on Wednesday also approved setting up of over 2,000 MW of grid-connected solar projects on build, own and operate (BOO) basis under the Jawaharlal Nehru National Solar Mission.

Hong Kong debates election reform plan with veto likely HONG KONG, JuNE 17 (REutERs): Hong Kong’s pro-democracy lawmakers appeared to be standing firm on Wednesday in their pledge to veto Beijing-backed electoral reforms, as the Asian financial center’s legislature debated the package that will define its democratic future. The former British colony has reinforced security after mass protests crippled parts of the city late last year, presenting China’s ruling Communist Party with one of its biggest political challenges in decades. More than a thousand people converged outside government buildings as debate began on a blueprint that would allow a direct vote for Hong Kong’s next leader in 2017, but only from pre-screened, pro-Beijing candidates. Opponents want a genuinely democratic election for the city’s chief executive in line with Beijing’s promise of universal suffrage made when the territory returned to Chinese rule in 1997. North Korea says it has been hit by worst drought in 100 years sEOuL, JuNE 17 (AP): North Korea says it has been hit by its worst drought in a century, resulting in extensive damage to agriculture. The official Korean Central News Agency said the drought has caused about 30 percent of its rice paddies to dry up. Rice plants normally need to be partially submerged in water during the early summer. “Water level of reservoirs stands at the lowest, while rivers and streams (are) getting dry,” it said in
a report Tuesday. An official from South Korea’s Unification Ministry, who asked not to be identified because of office rules, said precipitation in North Korea was abnormally low in May. Its production of rice and potatoes could decline by as much as 20 percent compared to average years if the shortage of rainfall extends to early July, he said. The official couldn’t confirm North Korea’s claim that it was experiencing its worst drought in a century.
KCNA said other crops were being planted in paddy fields in an attempt to reduce the agricultural shortfall. North Korea suffered a devastating famine during the 1990s that is believed to have killed hundreds of thousands of people. Despite his wealth, he was born “blue collar, not blue blood.” Touting one’s humble beginnings has been part of U.S. presidential contenders’ playbook going back to Abraham Lincoln’s talk of his log cabin youth. But the 2016 hopefuls are working harder than ever to convince voters they are just like them. In burnishing their working- and middle-class credentials the hopefuls are following a shift in the political debate from jobs and a fragile economic recovery during the 2012 campaign to one now centered on income inequality. That reflects a deepening sense that seven years after the Great Recession any gains have gone to the wealthy, while millions of Americans continue to struggle. “The divide between the governing elite and the voters has never been so big,” said David Carney, a New Hampshire-based Republican strategist. Most of today’s presidential candidates, he noted, come from privileged backgrounds, leaving them open to criticism that they can’t relate to the money worries of so many families. John Weaver, a former advisor to 2008 Republican nominee John McCain, said candidates understand that. “Wide swathes of the country, geographically and demographically, have been left behind. While flawed, the package is still the most progressive electoral model ever offered by China’s leaders in what might be a pilot for other cities within mainland China, according to a source close to Beijing’s leadership. If the plan is vetoed, Hong Kong’s next leader will be selected as before by a 1,200-member committee stacked with proBeijing loyalists. Amnesty accuses Myanmar govt of intimidating media
YANGON, JuNE 17 (AP): Myanmar’s government is using threats, harassment and imprisonment to intimidate the media ahead of national elections later this year, Amnesty International said Wednesday. The London-based human rights group said efforts to restrict freedom of expression have intensified over the past year, with at least 10 members of the media currently languishing in prison, all of them jailed in the last 12 months. Such actions belie claims of liberalization since the country started a democratic transition in 2011 from a military regime to an elected civilian government that vowed democratic reforms, Amnesty said in a 22page report. Significant changes have been made in moving the country to a free-market economy, and Myanmar has a parliament for the first time in more than two decades. Formal censorship has been dropped and the electronic and print media opened to competition, but the government has aggressively prosecuted publications and journalists over stories it has found offensive. “What we are seeing in Myanmar today is repression dressed up as progress,” Amnesty said in a statement that quoted its Southeast Asia research director, Rupert Abbott. “Authorities are still relying on the same old tactics — arrests, surveillance, threats and jail time to muzzle those journalists who cover ‘inconvenient’ topics.” Information Minister and presidential spokesman Ye Htut disputed Amnesty’s criticism. “We usually don’t pay attention to such statements by international organizations because they focus solely on freedom of expression,” he said. Ye Htut said that because Myanmar is still making a transition to democracy, it has to measure freedom based on “the country’s fragile social and political factors, freedom along with responsibility and abidance of media ethics.” Myanmar most serious challenges include placating armed ethnic minorities who for decades have been seeking greater autonomy, and ending often violent communal tensions between Buddhist and Muslims. The upcoming polls are expected to see Nobel laureate Aung San Suu Kyi’s National League for Democracy party perform strongly against the current military-backed government, threatening the power of the army, which many see as still pulling the strings in running the country. Amnesty cited the cases since 2014 of at least 10 journalists imprisoned from two to seven years under criminal charges and “vaguely formulated laws” and the killing of a journalist in military custody. The group charged that the authorities are also often dragging the media through lengthy and costly legal processes, or relying on collective punishment where the response to one critical story is prosecuting several people from the same outlet to effectively shut down the whole outlet.

I had about 70 WhatsApp messages from 5 friends. Nothing new in receiving so many messages at one time. However, all of them decided to send me the same pictures. Pictures of people I do not know, of some girls with old men, some of them had drinks in their hands, some playing cards, some hugging, some sitting on one another’s lap, all of them looking so happy. I thought “Oh! Grand daughters khan America pura apotsa ke lok paboley ahikena celebrate kuria ase” and did not bother with it so much. Of course I did think about the playing cards and the drinks, but who said Nagas can’t play cards and have drinks. There are also issues with photo shopping pictures, and some few other thoughts. For a short while I was angry with my friends “If I want to pleasure my eyes and anything, I know websites that will fulfill my desires. Why this?” In any case I did not want to think about it for more than 5 minutes so I promptly expunged all thoughts of the pictures and began to concentrate on my beautiful land- Nagaland. To my utter surprise, the highway was plyable. Because, earlier I remember some people died when the vehicle they were travelling overturned as they tried to escape some gigantic craters. But this time I did not see any such craters that would overturn cars and kill people. As narrow as it can be, the highway was well tarred and we reached my transit house at Chumu and rested there for a while. I am not a Dimapur person. I find the place extremely unpleasant and too “wannabe” but cannot. I will talk about it in another piece. Therefore, I refuse to spend time there and had to whizz up the hills. So, when I say home, it always begins after Chumu, the first sign of the hills. It was time to head for Kohima, the capital town, the town where I was born, the town which nurtured me for the better half of my growing years. I was with my dad and we took the trip to Kohima together. Every single breath was fresh and precious. The smell of the mountains, the greens, the zigzag winding roads, the vegetables and fruitseverything seems original. Somewhere along the highway, the well melted highway, there was also a new bridge. My pride soared and my heart went “Wow development!” The only time

we had a bump was when our car ran over a tiny pebble loosely lying in the middle of the road. That can happen even in Paris or London. My dad, famous for motion sickness, was not sick at all. Must be the highway- the well kept highway! I was madly blinded by the love for my hometown that I did not notice anything negative. On reaching Kohima, we were greeted by a huge traffic jam, but I was blinded, and I thought to myself “I love long line of cars moving slowly at 1 meter per 10 minutes”. So, we were moving slowly, which gave me sufficient time to turn my head around every direction to snoop. Like I saw most shopkeepers are nonNaga, but they looked like Nagas, because I was blinded by love. Even the roads were not as bad as it was before I left. It is not my fault that I thought what one of our ministers famously said was true- that the rain washes away the roads therefore it is unable to have good roads. Stop the rains? The rhetoric played along with my thoughts, but who am I to go against our minister’s wise observation? Slowly but surely we neared our destination. And Bang! Like a horror movie effect, our car gave a monstrous bump and our body jerked violently. “That thing” from Teen Patti towards DBHSS, is that a road? Why are vehicles plying on “that thing?” I was to have a big debate with one of my good friends on the question of whether it was a road or not. Since Adam, “that thing” was like that. Strangely people and cars move along pretending that it is indeed a road. I know a guy who was drunk one night and walking along “that thing”, stumbled and fell into a corner. When people asked him he said “ekta nala pura ekta nala tey kirishey”! Ordinary minds would not understand this cryptic statement. But he had spoken a truth, wherein lies mysterious answers that will substantiate my opinion whilst debating with my friend. With much topsy-turvy 5 minutes ride on “that thing” we managed to reach home safely. The next few days were gallivanting times. From those “headquarters” to “sunset boulevard” (Beyond New Secretariat), to friends place to cousins place I hopped along, never a moment of boredom. In the meantime, those pictures, which I received from friends immediately after landing in Dimapur, became the central foci of discussion in all gatherings with friends. Older generations do not WhatsApp much, therefore, it escaped many wise eyes. But the younger ones
are even more critical and techno savvy so it went viral. I, as a Naga from Nagaland where corruption is rampant, thought ‘corruptedly’ about the pictures “Stupid people! How careless! Why would they publicize it?” I was meaning to say “Do it, but behind cameraless bedrooms.” But the rooms apparently had cameras and the pictures became the bed and breakfast theme. With so much respect for individual rights and privacy we started to rationally debate about the subjects and objects of the pictures, which led to conjectures. I was stunned beyond rational thinking when we arrived at a conclusion that there should be CCTV running 24x7 in every room in all the offices. I panicked, and questions started to rumble through my head. How will people bribe now? How will people abstain from work? How will people steal? How will Nagas survive? - what will happen to the sole sources of income for many Nagas. Tears started to swell, but my best buddy took me on his shoulder and said “Don’t worry, God will make a way.” I smiled after what felt like eternal gloom. It is good to be a Christian! Our debate ended on a high note. It was about time to leave. I was to head back to Dimapur then to Delhi the next day. However, my stars would ensure that I will leave Kohima with my point rightly proven on “that thing” about which my friend and I had a hot debate. Earlier in the day, it drizzled leaving the ground muddy and full of quick-sand-like areas on “that thing.” Since I was leaving the next day me and this friend decided to visit some good ol’ friends, and we returned late, after all lights went down. It was difficult to see then. Like a child attracts to dirt and mud his right foot stepped on one of the quick-sand-like area, and as he struggled to free himself, his left foot stepped on another. He officially used many curse words which otherwise he will never. Now, I wanted to shout out loud “I told you!” My obnoxious side also wanted to remind him that we can also play “3,6”. I swear he would have killed me if I did, he did not look very friendly there. I swallowed my pride and slowly helped him out of his predicament. We wished cordial goodnights, and I rolled laughing immediately after reaching home. Thanks to “that thing.” The next day I headed for Dimapur- the city I love to dislike but end up going to! AFC general secretary quits amid probe
KuALA LuMpur, June 17 (Ap): The Asian Football Confederation says general secretary Alex Soosay has tendered his resignation with immediate effect. The AFC issued a statement Wednesday to announce the resignation, and to thank Soosay for his 20year career at the sport's regional governing body. Soosay was suspended last month amid allegations that he ordered a cover-up during an investigation into the organization in 2012. Malaysian newspaper The Malay Mail reported it had obtained a video from July 2012 which showed AFC financial director Bryan Kuan Wee Hong telling a FIFA investigator that Soosay had asked for any incriminating evidence potentially connecting him to wrongdoing under disgraced former president Mohamed bin Hamman to be concealed.

eprosy is an infectious disease that causes severe disfiguring, skin sores and nerve damage in the arms and legs. The disease has been around since ancient times, often surrounded by terrifying and negative stigmas with tales of leprosy patients being shunned as outcasts. Outbreaks of leprosy have affected and panicked people on every continent. The oldest civilizations of China, Egypt and India feared leprosy as an incurable, mutilating, and contagious disease. However, leprosy is actually not that contagious. One can catch it only if he or she comes into close and repeated contact with nose and mouth droplets from someone with untreated leprosy. Children are more likely to get leprosy than adults. Leprosy is a chronic infection caused by Bacteria, Mycobacterium leprae and Mycobacterium lepromatosis. It mainly affects the peripheral nerves and skin. Initially, infections are without symptoms and typically remain this way for five to as long as twenty years. Symptoms that develop include granulomas of the nerves, respiratory tract, skin and eyes. This may result in a lack of ability to feel pain and thus loss of parts of extremities due to repeated injuries. Weakness and poor eyesight may also be present. Leprosy is spread between people and is believed to occur through cough or contact with fluid from the nose of an infected person. The two main types of disease are based on the number of bacteria present namely pauci bacillary and multi bacillary. How to suspect Leprosy: The main symptom of leprosy is disfiguring skin sores, lumps or bumps that do not go away after several weeks or months. The skin sores are pale-colored. The skin lesion can be single or multiple, usually less pigmented than the surrounding normal skin especially on ear lobes, face, trunk, arms and legs. Sometimes the lesion is reddish or copper-coloured. A variety of skin lesions may be seen but macules (flat), papules (raised), or nodules are common. Sensory loss is a typical feature of leprosy. The skin lesion may show loss of sensation to pin pick and/or light touch.
Thickened nerves, mainly peripheral nerve trunks constitute another feature of leprosy. A thickened nerve is often accompanied by other signs as a result of damage to the nerve. These may be loss of sensation in the skin and weakness of muscles supplied by the affected nerve. If such symptoms are noticed in a person, he or she should be taken to the Primary Health Center for confirmation of leprosy by the Medical Officer. Is leprosy curable? Leprosy is curable and can be cured if complete treatment (MDT) is taken regularly by the patient. The treatment of Leprosy is free of cost and is available at all Government Health Facilities (Centers). There are two group leprosy cases for treatment namely Pauci Bacillary (PB) – 1 to 5 skin patch and Multi Bacillary – more than 5 skin patch. In the case of Pauci Bacillary, a 6 monthly doses (to be completed in 9 months) treatment is prescribed while the Multi Bacillary is a 12 monthly doses (to be completed in 18 months) treatment. There can be some cases of reaction during the course of treatment. If the patches become red, swollen, warm and painful one should refer to the PHC Medical Officer. How to Monitor: Visit the patient under treatment every month to ensure about the drugs taken by checking the MTD packet. If the treatment is taken irregular or discontinued, refer the patient to the Medical Officer PHC to restart the treatment and ascertain the reasons. Self care practices: • Soak the hands/feet for about half an hour in lukewarm water • Apply cooking oil when hands/feet are wet • Protect hand against heat and friction • Use MCR footwear for anaesthetic feet and walk slowly with short steeps • Clean the wound with soap and water. Dress with clean cloth • Check eyes daily using mirror People with leprosy who take medicines given to them at a health centre regularly have less chance of disability. V star Chris Evans has replaced Jeremy Clarkson as the lead presenter of an all new line-up of "Top Gear" in 2016. Clarkson hosted the show Richard Hammond and James May from 2002 to March 2015. The official "Top Gear" site first posted the announcement that the "BBC Radio Two" presenter would be fronting a revamped version of the series, which is about motor vehicles, reported Contactmusic. They quickly establish each woman as a distinct personality we care about. It’s also true that any time ABC gets a bunch of women together for prime-time drama, we can expect soap suds.

CLEVELAND, JuNE 17 (AP): The Golden State Warriors clinched their first NBA championship since 1975 by beating the Cleveland Cavaliers 105-97 in Game 6 on Tuesday, extending Cleveland's evenlonger title drought and denying LeBron James the fairytale finish to his homecoming season. League MVP Stephen Curry and Andre Iguodala — named as an unlikely Finals MVP — each had 25 points for the Warriors, who won the final three games after Cleveland had led the Finals series 2-1. Australia drew 1-1 against Sweden at Edmonton to finish second behind the U.S. in Group D, and leave Sweden third, while Cameroon beat Switzerland 2-1 in Edmonton to take second ahead of the Swiss in Group C. In the day's other result, already-qualified Japan beat Ecuador 1-0 in Winnipeg to complete the group stage with three out of three wins. The best four of the six thirdplace teams will also progress to the last 16 in the Canada-based tournament. Those placings will be finalized by Wednesday's remain-

LA SERENA, JuNE 17 (AP): Sergio Aguero scored early in the second half to give Argentina an important 1-0 win over defending champion Uruguay in the Copa America on Tuesday, moving the title-favorites into strong position to advance past the group stage of the South American tournament. Aguero scored the winner with a diving header in the 56th minute, leaving Argentina in first place of Group B along with Paraguay, which earlier Tuesday defeated Jamaica 1-0. Both teams have four points from two matches. Uruguay has three points and Jamaica has zero. A draw against Jamaica on Saturday will be enough to secure Argentina a spot in the tournament's quarterfinals. Uruguay will need to beat Paraguay on the same day to guarantee a place in the next round and keep its title defense alive.
