Nagaland govt requested to impose curfew along border kohima, June 18 (pTi): The security forces in Nagaland have requested the state government to impose curfew along the 3 km belt of the International Boundary with Myanmar in order to check the movement of armed insurgent groups in the border areas. Inspector-General of Assam Rifles (North) M S Jaswal said that the a red alert had been sounded and heavy-counter insurgency measures undertaken by the security forces in the aftermath of frequent ambushes on security forces and Assam Rifles by NSCN(K) and other insurgent groups. “We do not want to harm any civilian crossing the border, and therefore have requested the state government to impose curfew within 3 km belt along the International Border,” the Major General said. He expressed happiness that Naga villages in the border areas had been restricting stay of armed insurgents in their villages. He made it clear that security forces would not allow transportation of huge quantity of food items to the other side of the border, where the insurgents were reportedly taking shelter. Major General Jaswal said that even after the repeated ambushes on the Assam Rifles in Mon and Kohima during April and May after abrogating the ceasefire, around 300 cadres of the armed faction of NSCN(K) were reportedly moving around in different parts of the state.

Dimapur, June 18 (mexn): The All Naga Students’ Association, Manipur (ANSAM) on Thursday made an appeal to the Southern Angami Public Organization (SAPO) and Mao Council to “facilitate and provide space for peaceful and amicable settlement on the basis of traditional history and customary practices.” In an appeal note, ANSAM president, Seth Shatsang also called for restrain, patience and tolerance against disturbing the daily activities of the public, particularly the students’ community, whose careers and fraternal spirits, it maintained, are valued assets of the Naga people. Further, the students’ association also offered its assistance and services, should it be needed, in bringing about any processes that would result in the peaceful and amicable settlement on the basis of traditional history and customary practices.

n a welcome move, the Directorate of School Education on Thursday directed all schools in Nagaland to place firm restrictions on availability of junk food items in and around the school vicinity, be it in canteens or nearby shops. However, the school education department noted that the directive, aimed at ensuring good health of students, does not imply that “food and tiffin from home contain healthy food.” According to a press release issued by Zaveyi Nyekha, director, School Education, conditions like obesity, hypertension and diabetes are on an alarming rise in children and therefore it is imperative to raise awareness by conducting programmes and discussions so as to inform and educate students on healthy food and healthy eating habits. The school education department also asked all schools to ensure that the message of anti-junk food is constantly reiterated to students by measures such as placing signs/ billboards/ hoardings in and around the school vicinity. This directive on curb-
ing junk food within school vicinity is not an exclusive initiative of the Nagaland government. With the growing disease burden of obesity, hypertension and diabetes, there have been debates and concern in India as well as globally on whether to enforce norms restricting junk food availability. In 2014, Punjab government set an example by banning sale of junk food in schools. It also did not allow children to bring junk food from home. In another significant development, Delhi Court in March this year ruled that junk food – high in fat, sugar and salt (HFSS) – must be restricted in schools and a 50 meter radius. The restrictions on junk food, or HFSS as the court has termed it, was expected to cover schools all across India, and specifically restrict “Chips, fried foods; Sugar sweetened carbonated beverages; Sugar sweetened non-carbonated beverages; Ready-to-eat noodles, pizzas, burgers; Potato fries; and Confectionary items,” among others. The Court has instructed the Food Safety and Standards Authority of India (FSSAI), a governmental body authorized to regulate food standards,

to develop specific rules around how the restrictions will be enforced in 3 months. Additional Director of School Education, Lima Aier when contacted informed that the department had received the communiqué from Delhi sometime back. However, the recent Maggi ban seems to have spurred healthy food awareness in the department. “We thought this was an appropriate time to put the directive from Delhi into action,”
Aier stated. However, putting these words into action may be easier said than done. Aier said if one has to go strictly with the directives, restricted junk food items should not be sold within 500 yards of any school premises. Most of the school canteens and shops around the school vicinity can be seen laden with noodles, potato chips, confectionary items and carbonated drinks because these items are the highest selling point for the shop keepers.
In addition, there are other health hazards apart from processed junk foods. Local food items which are obviously cooked in unhygienic conditions using low quality items and sold by mobile food hawkers in the school surroundings is another major health concern. A BBC documentary on obesity in India revealed that India is suffering a massive obesity epidemic among its middle classes, with millions of Indians now morbidly obese as a result of the Western fast
food invasion. The documentary reported that doctors were fitting gastric bands on children as young as 13. As a result of the obesity epidemic, India already has largest diabetes population in world with 50 million sufferers. This scenario is fast catching up, alarmingly, in Nagaland, a place where the stable food is considered rice, vegetables and red meat. Now, noodles, chips and other junk food form the major stable diet of school going children and teenagers. While cases of hyper tension and diabetes are rare among children in Nagaland, Dr Yanger Aier of Jain Clinic said obesity is definitely on the rise, especially in urban areas. “There are increasing cases of obesity and gastritis among school going children and teenagers, as a result of unhealthy food hab-
its and sedentary life style,” he revealed. On the flip side, the responsibility on curbing junk food must go beyond the restrictions placed at the school vicinity. Dr Sao Tunyi, Directorate of Health and Family Welfare, explains why. According to him, the responsibility of parents in what their children eat is very important. “In many homes, awareness on healthy eating is not there. Parents prefer quick processed food instead of home food due to paucity of time and without a thought on the consequences,” he said. Dr Tunyi pointed out that the directive of the school department is a very welcome move since health of children and junk food has become a very crucial issue in modern day where food cravings are driven by high salt contents and commercial advertisements.

Dimapur, June 18 (mexn): The three member team appointed by the Nagaland State government as mediators in connection with the Chang – Yimchunger issue met Chang Khulei Setshang (CKS), the apex body of the Chang community on Thursday at Tuensang town. The main objective of the mediators is to bring about a lasting solution through permanent settlement and permanent demarcation of boundary in the disputed area. Convener of the mediating team, Tali Longkumer, on behalf of the mediators exhorted the CKS officials that a collective responsibility is needed to restore peace between the Changs and Yimchungers. He urged them to seize the opportunity given
to them for achieving peace. Longkumer also explained that the objective of the mediators is to help the two communities live in peace with each other for which they are on a “fact finding spree”. At the same time, he expressed his happiness that the ENPO sponsored peace committee is also working hard to restore peace between the two communities. He stressed that Changs and Yimchungers are neighbours sharing many matrimonial ties and so, they are inseparable and have no alternative but to live together in peace. The Convener further appreciated the cooperation given by CKS and appealed to them to ensure that no further clashes take place. Nagaland state stars in FAO report on community rights Bangkok, June 18 (ianS): India’s northeastern state of Nagaland has been highlighted by the Food and Agriculture Organization (FAO) as a successful case of safeguarding community rights over land and for practising shifting cultivation based on customary law. Also, a new publication on Shifting Cultivation, jointly released by FAO, has complimented indigenous communities for enhancing biodiversity, providing food security and having a smaller carbon footprint due to their simple lifestyle. It has also called for a new look at shifting cultivation and seeks to stress the “invaluable contributions” of indigenous peoples to conservation of nature, food security and solutions to climate change.”
The publication titled “Shifting Cultivation, Livelihood and Food Security: New and Old Challenges for Indigenous Peoples in Asia” was launched by the Food and Agriculture Organization Wednesday in Bangkok in collaboration with the Asia Indigenous Peoples Pact (AIPP) and the International Work Group for Indigenous Affairs (IWGIA). The report analyzed seven case studies of indigenous peoples in Bangladesh, Cambodia, India, Indonesia, Lao PDR, Nepal and Thailand. “Except for Nagaland in India, where the state recognizes the communities’ rights over the land and shifting cultivation based on customary law, indigenous communities in all other case studies continue shifting cultivation without

Dr. Sheila Longkumer Surveillance Medical Officer-WHO as the resource person presented with data of Acute Flaccid Paralysis (AFP) surveillance report where she point out that India is Polio free since January 2011, but the threat of importation remains. It is crucial to maintain a sensitive AFP surveillance till polio is eradicated globally. She said that AFP could be reported in the case of

DimaPuR, June 18 (mexn):The Dimapur District Truck Drivers’ Welfare Trade Union (DDTDWTU) and Dimapur Truck Owners’ Association (DTOA) have signed a memorandum of understanding between the two parties and have formed a co-ordination committee to curb unauthorized and illegal taxation from truckers. According to the MoU which was signed by chairmen and executives of DDTDWTU and DTOA stated that the
two organizations are indispensible and should have better understanding and co-ordination between two parties. The co-ordination committee comprising of representatives of DDTDWTU and DTOA would make effort to discourage and curb collection of unauthorized toll tax or any form of collections from the members of both the parties, which the MoU said is being practiced unabatedly by various associations and unions.

Kohima, June 18 (DiPR): The Mopungchuket Senso Cultural Club Kohima organised a day out with Mopungchuket students on June 18 at Zubza to emphasize on the dignity of labour and the tradition. The programme was organised with a view to impart knowledge of our forefathers working systems in the fields. The elders taught and shared their experiences of working in the fields and
showed the students various techniques involved in cultivation etc. The students later took part in cleaning weeds and surroundings of the fields along with the elders. The Mopungchuket Senso Cultural club has jhum cultivation at Zubza where paddy and different vegetables are being cultivated. Since most of the students have been born and brought up in towns, they do not have experience working at such kind
of environment. The elders also shared the importance of preserving one’s own culture and traditions and encouraged the students to work hard with full dedication in whatever they do. All Mopungchuket village students from Kohima took part in the programme. The Mopungchuket Senso cultural club Kohima was formed in 1991 with view to preserve the rich culture and traditions of our forefathers.

Manipur-Myanmar attacks: why the violence is unlikely to stop Bharat Bhushan Source: Catchnews
Contrary to popular expectation, the attacks on Indian security forces in Manipur and Nagaland are unlikely to come down. The cross-border Indian military action in Myanmar may indeed have been a strong message to Northeastern insurgents groups sheltering there. However, there is every likelihood that their attacks on security forces will become more frequent in the coming days and expand into new areas. 'Revenge' for attacks on their camps in Myanmar may only be the proximate reason for this. The real reasons for a likely intensification in militant activity are quite different. The context The National Socialist Council of Nagaland (Khaplang) - or NSCN(K), the insurgent group that claimed the attack on the Indian army, and some of Manipur's Meitei insurgent groups suddenly have much larger concerns. The diverse tribes and ethnicities of India's Northeast are fixated on identity-based demands for their own homelands, articulated variously as demands for greater autonomy, statehood and even outright independence. Although many tribes live cheek by jowl, such competitive assertion of identity is seen by them as a zerosum game leading to inter-ethnic conflicts. It is in this context that the likely intensification of attacks on Indian security forces by the NSCN(K) and the Meitei insurgent groups have to be seen. An imminent settlement Straws in the wind suggest that all these groups are apprehensive of an impending, overarching settlement be-
tween the government of India and the main Naga insurgent group in India. As the government inches closer to settling the Naga insurgency, these groups are reacting to the prospect of a larger reconfiguration of forces likely to emerge in the region. The NSCN(K), by virtue of being largely a Burmese group now, will be left out of the settlement. And the Meitei insurgents fear that with a Naga settlement with Delhi, Imphal will lose its grip over the state's hill districts inhabited largely by Nagas. Although New Delhi has failed to seal an agreement with the Nagas, repeatedly since 1947, it now seems to be nearing closure. The agreement will be with the National Socialist Council of Nagalim (Isak-Muivah) - a rival of NSCN (K) - which claims to represent all the Nagas in India. The settlement will impact Nagas living in four hill districts of Manipur (Chandel, Tamenglong, Senapati and Ukhrul), two districts of Arunachal Pradesh (Tirap and Changlang) and some Naga-inhabited areas of Assam (Karbi Anglong and North Cachar Hills). An agreement with the NSCN (IM) would relegate all the other Naga insurgent groups - including the NSCN (K) - to the margins of Naga politics.

In 1988, a fratricidal war broke out in the NSCN instigated by Indian intelligence agencies, and it began dissolving into an alphabet soup - NSCN(K) of Khaplang and NSCN(IM) of Isak and Muivah. In 1997, NSCN(IM) entered into a ceasefire with the government of India after it explicitly recognised the Naga insurgency as a political issue, not a law and order problem. Peace negotiations with the NSCN(IM) were initiated at the level of the Prime Minister's Office. The NSCN(K) also entered into a ceasefire with the Indian government in 2001 but negotiations were at the level of Home Ministry officials. No government in Delhi has negotiated with Khaplang directly - Indira Gandhi who held several rounds of talks with the Nagas in her time had categorically stated that India could not negotiate with a Burmese citizen. On the other hand, several Indian prime ministers have met both Isak Swu and Thuingaleng Muivah over 18 years of the Naga ceasefire. The NSCN(K) however, continued to be given legitimacy by India's intelligence agencies. In April 2012, the NSCN(K) signed a ceasefire agreement with Yangon without informing India, and began negotiating greater autonomy for the Naga areas of Myanmar. In effect then, most of the Indian Nagas, irrespective of the NSCN faction they belong to, are now under the leadership of Nagas from India. They are either in ceasefire agreements with Delhi or do not oppose a Naga settlement. An agreement on the Naga issue with the NSCN(IM) could perhaps be extended subsequently to the remaining Naga groups within India. This would make Khaplang largely irrelevant on the India side. The negotiations The exclusion of the Home Ministry and the Intelligence Bureau from the current negotiations with the Nagas makes a settlement with the NSCN(IM) more likely. Neither do the Army nor the Research and Analysis Wing (RAW) have any direct or indirect role. It means that the agenda is largely determined by the PMO - and implemented through the Prime Minister's emissary for the Naga talks - RN Ravi, Chief of the Joint Intelligence Committee. Ravi works under the supervision of National Security Advisor, Ajit Doval, who has a personal rapport with the NSCN(IM) leaders since his days as Director, Intelligence Bureau. Doval, who also helped settle the Mizo insurgency, apparently believes that a mutually acceptable and honourable political settlement of the Naga issue is both possible and desirable. There now seems to be both a political will as well as a road map for settling the Naga issue. The two broad issues dogging the Naga settlement are - the distribution
of powers between the Centre and the Nagas; and the NSCN(IM)'s demand for the integration of all Nagainhabited areas. Reacting to proposals made by the Manmohan Singh government on these core issues, the NSCN(IM) had submitted a 'non-paper' (a discussion paper, which is formally a part of the official discussion). While the previous government did not respond to it, the Modi government has engaged the Nagas on their nonpaper. There is an expectation that the settlement could result in a non-state solution - creating an inter-state Naga body without changing the boundaries of existing states. If this happens, the Naga hill districts of Manipur, and areas of Arunachal Pradesh and Assam, could be granted greater autonomy. In addition, they could also be part of a larger multi-state Naga structure cutting across state boundaries. Manipur's Meitei insurgent groups are concerned that such a Naga settlement could erode the imagined boundaries of Kangleipak, the old name for the Kingdom of Manipur, in whose name they fight for a separate nation. Any autonomy to the Naga tribes or a multi-state Naga body is seen by them as the first step towards changing state boundaries. Scuttling the deal In the run-up to the Naga settlement, therefore, the Meitei insurgent groups will continue to create problems for the security forces in cooperation with the Khaplang group, completely isolated in India, as well as the coalition they have formed with United Liberation Front of Asom (ULFA). One can also expect them to foment clashes between the Nagas and others sections of the population, as
they have done in Manipur in the past. On 18 June 2001, the Manipur Legislative Assembly building was set alight in protests against the possible breakup of the state to accommodate the Naga demand for integrating their homeland. In 2005, in a move meant to provoke the Nagas of Manipur, Congress Chief Minister Okram Ibobi Singh declared 18 June as 'State Integration Day'. The Nagas responded with a blockade of the Imphal Valley causing widespread food scarcity - some real, and some engineered by the state government with an eye on the assembly election the following year. Each time the Centre has come close to an understanding with the Nagas, the Manipur state government has thrown a spanner in the works by whipping up sub-nationalist sentiment. The Congress ruling both at the Centre and the state between 2004 and 2014, played off local interests vs. nationalist interests to avoid making a deal with the Naga leaders. This time around though, mischief-makers in the Congress-led state government are unlikely to get any sympathy from the BJP-led Centre. This does not mean that the Metei nationalists - both over-ground and underground - will not provoke ethnic clashes. Attacks on the security establishment are bound to increase. In Assam and Arunachal also, the fear of the Naga settlement may whip up trouble in the coming months although it will not change their state boundaries. NEW DELHI, JuNE 18 (IANS): In an attempt to showcase the country’s choicest spices and valueadded products, including lifestyle and personal care, Spices Board, through its initiative Flavourit, has launched two outlets here to provide government authorised spices at affordable prices under one roof. Spices Board is the flagship organisation under the union Commerce and Industry Ministry. Inaugurated by Commerce Secretary Rajeev Kher on Wednesday, the outlets, named Spices India, will sell an array of products, including quality checked dry fruits, spices-infused chocolates, beauty creams, fairness oils, bathing bars, shower gel and shampoo. Also available are aromatic gel candles which include the fragrance of nutmeg, clove, cardamom, mint, vanilla and cinnamon. While inaugurating the
two shops - one each at Janpath and Dilli Haat, Kher said the experiment done by the Spices Board will improve the quality of spices in the market. “This initiative can help in a big way because today, while spices are available all over, quality becomes a big issue. Therefore, this experiment is not just to bring out packaged spice of good quality, but also validate and authenticate the purity of that spice because it’s coming out with the stamp of the Spice Board,” Kher told IANS at the launch.

Increase in road construction; bitumen imports surge NEW DELHI, JuNE 18 (ET): A sharp pickup in road construction led to a 93% surge in bitumen imports in 2014-15, when 13 km of roads were built every day on average under the Narendra Modi government compared to 3 km in the last days of the previous regime. Bitumen is the first layer even in concrete roads and a step-up in construction activity is bound to reflect in the consumption of the commodity, officials said. “Road construction has picked up...If you go around you will see construction activity on stream,” a senior road transport ministry official said. Although the government is making efforts to switch to concrete and other new materials for road construction, bitumen is still consumed. For highways, especially, construction continues to be largely reliant on bitumen. According to Petroleum Planning and Analysis Cell, imports of bitumen went up to about 4.5 lakh tonnes in 2014-15 from nearly 2.3 lakh tonnes in the previous fiscal. The domestic production of bitumen has remained flat at 47 lakh tonnes per annum for the last two years as it is considered a low value product while most refineries focus on high value products. Indian economy grew 7.3% in 2014-15 and the government has pegged growth
in the current fiscal at 8.1-8.5%. The government is expected to award about 10,000 km over the next few weeks as part of its plan to rebuild the country’s creaky road infrastructure to boost growth. The road transport ministry has set a target of achieving 30 km per day of highway construction by 2017. Experts said the sharp increase in bitumen imports is a sign that construction in stuck road projects is finally taking off. “Action on the ground seems to be picking up. We will also see more contracts being awarded, loans getting disbursed by the NHAI (National Highways Authority of India) now,” said Vishwas Udgirkar, senior director, Deloitte India. Of the 16 projects awarded during 2013-14, work has began on 12 projects. This is in stark contrast to the record of the previous two years, when only 10-18% of projects managed to start construction. According to Crisil, nearly 50% of the work has been completed in projects awarded last year. “Such momentum is unparalleled and stands in sharp relief to the imbroglio seen in the last couple of years,” the agency said in a report. The government awarded 7,980 km of projects in 2014-15, more than double the 3,962 km awarded in the previous year.

NEW DELHI, JuNE 17 (PTI): German luxury car maker Audi today launched an all-new version of its popular SUV Q3 priced between Rs 28.99 lakh and Rs 37.50 lakh (exshowroom Delhi) as it tries to scale up in the Indian premium vehicle market. The new Q3, powered by a 1968 cc diesel engine, is the fourth of five vehicles Audi India plans to launch in five months. The vehicle will be available in three variants with the base variant priced at Rs 28.99 lakh, the mid version at Rs 33.99 lakh and top end at Rs 37.50 lakh (ex-showroom Delhi). “We are confident that the new Q3 will bring in many new members to the Audi family much like it did since its launch and will further strengthen our dominance in compact luxury segment in India,” Audi India Head Joe King told reporters here. While the top-end price of the new Q3 has gone down Rs 1.09 lakh, the base variant price has moved up Rs 1.16 lakh compared with the earlier version. The mid variant has become costlier by Rs 1.49 lakh. Earlier this month, Audi had launched its super sports car RS 6 Avant priced at Rs 1.35 crore (exshowroom Delhi). AASA clarifies on its advisories to NE students AASA president regrets “improper usage of words” that might have created confusion and also hurt the sentiments of 121 genuine Engineering Institutions in both Andhra Pradesh and Telangana Dimapur, June 18 (mexn): The All Assam Students’ Association (AASA) today clarified that the precautionary advisory to North East students it issued earlier does not pertains to those genuine Engineering Institutions having relevant affiliation in respective regulatory body. Observing that many states in the North East region are mobilizing students to study Engineering courses in Telangana and Andhra Pradesh, the AASA had given the advisory precaution to organization and individuals to ascertain the credential of the institution before sending their students. While maintaining that it was only trying to give “precautionary advice,” AASA in a press clarification issued by its president, Milon Choudhury regretted that “im-
proper usage of words” might have created confusion among many people and also might have also hurt the sentiments of those 121 genuine Engineering Institutions in both Andhra Pradesh and Telangana states which got extension of affiliation in 2014. “AASA would like to give clear clarification on this statement and also express deep regrets for generalizing the matter,” it added. However, it informed that system of affiliation is such that both Technical and Medical colleges have to fulfill certain criteria laid down by the respective Universities in both Andhra Pradesh and Telangana, failing which colleges will not get ‘Extension of Affiliation’ for that particular year. The Jawaharlal Nehru Technological University
(JNTU), in which most of these colleges are affiliated, did not give ‘Extension of Affiliation’ to 174 Engineering Colleges. However, out of ignorance, many students particularly students from other states are studying in those colleges, it added. “The students studying in such colleges under 2014-15 academic year though they study second, third and fourth semester, they won’t be able to write the end-semester examination or they may face problem after their result since these colleges were not given Extension of Affiliation in 2014”, AASU further stated adding that, however those students studying under 121 colleges are safe. However, for the benefits of the students, AASA further advised the concerned organisations and individuals planning to
study or sending engineering students to the two states to first - identity and confirm - the Extension of Affiliation for the year 2015. Further informing that JNTU has inspected all its affiliated institutions from May 21 to June 8, and had accordingly pin-pointed the deficiencies in those colleges which are not maintaining it’s laid down norms, AASA stated that their affiliation will not be extended if the institutions does not rectify the deficiencies within the giving time frame. In this context, AASA urged students planning to study engineering course in the two states to first ascertain whether these colleges had obtain the extension of Affiliation from JNTU for the year 2015 to avoid future complication.

Nagaland police seeks riot control equipments Kohima, June 18 (nepS): After March 5 incident in Dimapur, the condition of the state police has been thoroughly exposed. One of the startling revelations soon after the unfortunate incident was the state police forces positioned in Dimapur on the fateful day was illequipped. They were without modern riot control weaponries to control the highly charged agitating crowd. Soon after the incident, then Deputy Commissioner Dimapur, the Superintendent of Police Dimapur and senior Jail Superintendent of the Dimapur Central Jail were placed under suspension, while the Government was admitting its total breakdown of law and order on the fateful day, the March 5, 2015 at Dimapur. The sources told NEPS that there were 11 Companies of Nagaland Armed Police/IR including 3 from the CRPF deployed on March 5 to control the surging and highly charged crowd. But things had gradually come to open that they were ill-equipped for face such agitations. Confirming this to NEPS, G Akheto Sema,
ADGP, IPS, said the state police force did not have riot control equipment and further disclosed that the Government had already submitted a proposal to the Government of India to provide all the necessary modern riot control equipment to the state. “We are hoping that we will get riot control equipment soon,” he said. It is Rs 19 crore proposal for the supply of “Riot control equipment” to the Nagaland police and it has already been submitted to the Government of India, he disclosed. “We are waiting from the Ministry.” Some of the requirements placed are tear gas, pepper spray, rubber bullets, water cannons, armored fighting vehicles, aerial surveillance, riot helmets, face visors, body armor (vests, neck protectors, knee pads, etc.), and riot shields, etc. However, some police officers denied that they did not have riot control equipment. They said they had polycarbonate shields, polyhelmets, and even water cannons were given in 2010. But they were not sufficient to face any future riots or agitations, they explained.

Now, that Congress has joined the present government for Naga political solution, Nagas will not have problem finding an honorable solution. CLP has owned up the responsibility for finding early solution. Therefore, should there be failure, CLP should own up that responsibility too. Since DAN-II (minus BJP) was an alliance of UPA-II in 2009, what stopped the Congress from joining the DAN-II government in Nagaland? On the eve of 2013 general election, they charge-sheeted the NPF government of
corruption in their booklet titled; “Ten years of NPF misrule in Nagaland”. Now, they have joined the very government they had charge-sheeted just yesterday. Wasn’t that swallowing own vomit? On 19th March 2014, the NPF CEC decided to join NDA alliance committing itself to uphold NDA’s policies and programs. The same was conveyed to Rajnath Singh, the then National BJP President by Dr. Shurhozelie, NPF President and K. G. Kenye, NPF Secretary General. CLP should know that, so long as this alliance continues, BJP has every business to question the entry of Congress into the government. The suspended Congress leaders also should know that being in the government, it was not appropriate on their part to criticize NDA policies and programs. The CLP has used “allparty government” as the
nomenclature. The Chief Minister and the DAN Chairman should clarify whether the present government is DAN-III government or an “all-party government”. Until this becomes clear, BJP Nagaland will abstain from all DAN coordination meetings in future. The mandate of the Naga people was given to DAN-III government and not to all party government. Congress and DAN alliance parties had fought the last election as bitter enemies. Also “all-party government” is out of question when independent MLAs are also part of the government. The hostile climate generated by Congress legislators’ entry into the government will not be in the best interest of the Naga people. The pressure to stay in fashion
T
here is relentless pressure for both the young and the notso-young of our generation to stay in touch with the latest: breaking news, phone app, designer wear, car model, etc. The slightly older folks struggle to stay relevant by practicing the sms lingo, opening a facebook account, trying their hands at online gaming, or going for that funny colored dress. It doesn’t come out well at times. Some dads embarrass their kids by posting family pictures which can also pose security threat to the family; kids get irritated trying to teach their moms how to use WhatsApp. Some try to put on that stylish American accent and the mother tongue influence pops out unaware leading to red-faced moments. Everyone wants to break the news online, be it about an earthquake or a spelling mistake on a roadside billboard. But when kids think that they are on top and in touch with the latest, times change, and after a quick while, they go out of fashion. I have always lagged behind my peers in dressing sense, but what I observed is that the fashionistas of my time are now being overrun by the newer human beings who came after us. It is no use trying to keep up with it because age drags you in the opposite direction. Or, if you are a city dweller and have gone to a village without satellite TV, internet, or newspaper; you realize that in a few days, the world has moved on without your knowledge. You have missed many headline news and in conversations, people ask you, ‘where have you been? Aren’t you aware of it? Everybody’s talking about it’. So, in order to enjoy conversations, it requires you to stay in touch with the news. One WhatsApp picture message says that earlier, people dialed telephones to call, and then they pressed their mobiles to call; now they touch their smart phones to call. Software like antivirus in your laptop require constant updating and upgrading that if you refuse to obey their command, newer virus will invade and destroy all your hard labor. So, you have to either keep pace with it, or become out-dated and become a museum specimen. Preachers also need to update their sermons and their style of sermon delivery so that it will suit the taste of the modern congregation. The fear of being out of touch with the present is high. So, the modern preachers go by the latest statistical data and chic forms of presentations. There is nothing wrong in being fashionable. But the relentless pursuit of relevance can become a form of idolatry as Os Guinness said (he calls it the Idol of Relevance). The Gospel has this funny thing about it that when it is conformed to what the world is saying in order to stay relevant, it becomes irrelevant. But when taken in its historical form and let it speak for itself, nothing is more relevant than the Gospel for our time or any time. The solution to the relentless pursuit of relevance is to understand the time that we are living in. What is it which drives our lives? What is the dominant ideology which governs the private and the public lives of our time? For people living in an Agrarian society, or in the time of Industrial Revolution, Renaissance, or Communism, there were certain ways of thinking and living. What are the dominant forces which run our economy? What is the dominant school of thought or value system which controls our society? For a start, a critical look at the role of money, sex, and power will make us understand the main driving forces of our time. There are some wise old folks who continue to stay relevant although they don’t chase after the latest fashion or hunt for breaking news. Conflict deepens mental wounds
W
henever the bombs fell, the men and women in the psychiatric ward would huddle in terror around fellow patient Valentina Izotova, a stout, maternal-looking woman, and she would read to them from her favorite book. They hardly understood a word, but her voice soothed them. The hospital in Ukraine's war-torn east has been shelled eight times since the conflict started more than a year ago, blasting a huge hole in a wall, shattering windows and terrorizing patients. Long suffering from the trauma within their minds, they now suffer the trauma of war, abandonment and a shortage of psychiatric medication. "People lived so peacefully, there was at least some joy," said Izotova, who teared up as she spoke. "And now we only wait for the next explosion, wait for someone to start shooting. We are disturbed and worried." The suffering is manifest even on days when there is no fighting. Patients wander the corridors aimlessly. Their emaciated faces stare out from beds. Endlessly, they mumble the same, incoherent phrases. The staff — what's left of it — face the crushing struggle of caring for confused and vulnerable charges with insufficient manpower and constant anxiety about how to obtain the medication that can bring the patients a measure of peace, as fighting between Ukrainian forces and pro-Russia rebels gathers new force after a lull. The hospital, like scores of others in the rebel-controlled east, is plagued not only by the bombs and bullets but by an effective government economic blockade. The government has stopped sending pensions and other social payment to the rebel-held territories, and residents can get the money only by traveling to government-controlled areas. Getting the paperwork to do so is laborious. The trip itself can be stressful and perilous, and many of those in most need of money have mental or physical ailments that prevent them from traveling at all. "When war started in July last year, our financing was stopped; no salaries, no drugs, no food. We had emergency rations, which every hospital had at the beginning of the war, that's why we could survive a few months," said chief doctor Tatiana Sergunova. In April, rebels began paying some pensions, but "it's a blockade, it's impossible to bring medicine here." The international aid group Doctors Without Borders, known by its French acronym MSF, said psychiatric patients across eastern Ukraine are suffering from a lack of basic care. "The problem of drugs in psychiatric hospitals is severe problem. So we visit these institutions, find that they have lack of drugs to treat all these patients," said Franklin Friaz, an MSF medical coordinator. "For example antibiotics, painkillers, and most important for them is psychotropic drugs." Even when it has money, the hospital can't buy the required medications because pharmacies don't have them in stock. Major humanitarian organizations like MSF also have difficulty finding the drugs needed by the mental patients. That means there's sometimes no respite from mental suffering even as war drives it to unbearable levels. The Horlivka hospital itself is fitfully recovering. The broken windows have been repaired, and some new staff has been hired, though they are inexperienced. "I have to work for two people now," said one of the doctors, Evgeniy Menyaenko. And more demands may be placed on its hard-pressed staff. Loic Jaeger, the Ukraine emergency coordinator for Doctors With Borders, said requests for mental health support are rising from people not afflicted by mental illness, but unable to shake the trauma of war. That could strain the Horlivka hospital, which has only one psychologist to care for the 30 patients already there with serious psychological damage from the conflict. "Around 80 percent of people who come to us now need help in dealing with losses, losses of family members," said psychologist Victoria Yarotskaya.

For children born of war, what future?
I
n recent weeks, more than 700 women and children have been rescued from Boko Haram by the Nigerian Army. Reports suggest that at least 214 of them are visibly pregnant. While agencies like the United Nations Population Fund (UNFPA) provide much-needed emergency medical and psychosocial support, little effective analysis exists on the long-term needs and challenges of these children born of war and their mothers. Unfortunately, the experience of women and children abducted by Boko Haram is not unique to the emergent situation in northern Nigeria. Nearly 2,000 miles away from Boko Haram’s stronghold in the Sambisa Forest in northern Nigeria, the Lord’s Resistance Army (LRA) traverses the jungles of central Africa with hundreds of captive men, women and children. Known for using similar tactics of abduction and forced marriage as Boko Haram, the rebel group has survived for more than two decades despite numerous political and military attempts to expel it. Meanwhile, communities in neighboring northern Uganda, the original theater of the LRA, have experienced relative peace and security for nearly a decade, yet a multitude of economic and social consequences of the conflict still remain. One such issue has risen to prominence as of late, with some leaders going so far as to call it a ‘time bomb’: what will become of all of these children born of war? Thousands of such children exist on the margins, fathered through sexual violence by not only the LRA, but also government forces and a multitude of other state and non-state armed actors. As these children enter into early adulthood, with many now in their teens and twenties, increasing questions (and conflicts) of identity and belonging have emerged, prompting calls for targeted programs and policies to address their plight. While the prevalence of sexual violence in conflict has received increasingly greater recognition in public, policy and academic circles around the world, the majority of the resultant reports and responses focus on short-term needs and largely ignore children born of sexual violence. Last month, the International Center for Transitional Justice (ICTJ) conducted an assessment in northern Uganda to understand the needs and challenges of incorporating children born of war into reparations and development policies. Our findings, which will be produced in a report later this year, reveal long-term needs and challenges of children born of war that (re)integration programs and policies have largely ignored and overlooked. When the initial rush of attention and humanitarian aid wanes, it is important to keep in mind the longer term consequences of conflict on the children born of war and plan interventions accordingly. Prioritizing the unique needs of children There is a need for special programs for children born of war. Often times, programs focus exclusively on their mothers, as the immediate survivors of conflict sexual violence. While mothers undoubtedly have a need for such support, the needs of their children may differ and it cannot be assumed that programs designed for the women will trickle down to the children. In societies where one’s identity derives from paternal lineage, children with unknown or untraceable fathers can face considerable hardship living with maternal relatives. Increasingly, peer-support groups have been a popular strategy in northern Uganda to provide psychosocial support to female survivors of conflict sexual violence. No such groups exist for the children, in part because of a lack of prioritization by non-governmental organizations and donors, and because of the challenges and sensitivities involved in identifying and mobilizing them. Further, the programs for women survivors who bore children need additional support to recognize their status as mothers. For example, in northern Uganda, where persons returning from the rebels were awarded reinsertion packages of basic household items by the government, there were no ad-

Who can remember all that for dozens of websites and services? No wonder it's tempting to turn to apps and services that promise to keep track of your passwords, either on your device or online. All you need to remember is your master password. But these password managers are like treasure chests for hackers. If your master password is compromised, all your accounts potentially go with it. Services that store password data online are particularly troublesome because they are easier for hackers to break. Don't do it, I've been saying for years. Now, I hate to say, "I told you so." LastPass, which offers a service that stores multiple passwords in encrypted form, says it has detected "suspicious activity." Although it says it found no evidence that individual passwords or user accounts were breached, it's advising users to change their LastPass master password. I advise users to come up with a better system instead, one that relies less on just passwords. Here are some tips: ALL ACCOUNTS AREN'T EQUAL Instead of having to remember dozens of complex passwords, maybe you need to remember only a half-dozen. Focus on accounts that are really important: Bank accounts, of course. Shopping services with your credit card information stored. And don't forget email. Who would want your mundane chatter? Well, email accounts are important because they are gateways for

ditional allowances for those with children born in captivity. This trend continues today, with many governmental and non-governmental programs recognizing formerly-abducted persons as a special category for assistance, but not children born of war. Reintegration at the community level Generally, (re)integration programs often overlook the communities within which children born of war live and focus on preparing the mother and child, while overlooking the needs of the community. The families and communities within which these children will live must be adequately prepared for their return. As much as the children deserve special programs for the violations they suffered, their communities do too. In conflicts like those in northern Nigeria and Uganda, war has affected nearly everyone. Trauma and scarcity of resources, for instance, can contribute to the exacerbated stigmatization and rejection of children born of war. Formerly-abducted women and their children may only initially be welcomed into homes and communities due to the appeal of the resources from reintegration programs that they return with. Tensions and conflicts often emerge over time, however, especially as the resources dry up and children reach school-going age and require additional support for fees and school requirements. Other times, as experienced by some mothers in northern Uganda, their relatives initially welcomed the women but refused to accept their children, forcing the women to leave home and rent in urban centers where they experience relative anonymity. Any programs or policies that support these children or their mothers must consider the social circumstances in which they live. Failing to view other relatives and community members as key stakeholders in any support they receive is likely to undermine any efforts. More than a one-off sensitization campaign, it is necessary to take the time to understand how the community perceives the returning mothers and their children born of war as well as the specific obstacles the children are likely to face (such as land access, stigma, and resentment) and together with the community devise strategies to overcome those obstacles. In northern Uganda many young mothers felt that receiving support to become productive and self-sufficient was the key to gaining respect in their community and overcoming stigma, rather than just psychosocial support.
policies. Even amongst children born of war under the same circumstances or within the same group of fathers, individual needs and circumstances may greatly differ. For instance, female and male children will face different challenges in societies in which females’ families receive dowry when their daughter marries while males are expected to inherit land and other resources when they come of age. In northern Uganda, some families and clans have rejected male children born of war to a higher extent than females because they do not want to allocate land to them on which to settle when they come of age. Ethnicity can also affect levels of acceptance and acknowledgement, as can the identity of the father. In Uganda, children born of rape by government forces are largely invisible, due in part to the fact that the same government under which these atrocities were committed is still in power. Further, children whose parents are from different regions or ethnicities reportedly face greater stigma than children born of war to parents of the same ethnicity. This is especially severe if the father is believed to be from a group for which the conflict is blamed. Any interventions or responses to meet their needs must recognize these nuances and respond accordingly.
Focusing on the future The ICTJ’s assessment underscored the reality that the needs of children born of war shift over time and require long-term visioning and planning. The needs of children born of war are not the same when they are infants as when they are young adults. Their identity and needs constantly evolve over time as conflicts and circumstances shift over time. The interventions of UNFPA and other organizations providing support in northern Nigeria must evolve accordingly. Whereas the pressing need today may be counseling for the mother and medical support for a safe delivery of the child, in the future, the need may be access to education, land, livelihoods, justice and redress. Not every organization may have a mandate to provide support this far into a post-conflict period, but the needs of children born of war shall remain. Organizations involved in programming and policymaking must maintain a panoramic view of the reparative justice needs of children born of war while the lens is still fixed on the young women rescued from Boko Haram. Within this view, taking the time to extend any work involving children must also incorporate the receiving communities to ensure that the cycle of violence is not repeated through the next generation. Tourism amidst Armed Conflicts in Nagaland
N
aga national movement for independent sovereign nation started way back before the Indian got its independence in 15th August 1947 and this struggle for Independence continue to stay alive till toady. This has adversely affected the growth and development of tourism in the state of Nagaland. The concept of tourism in Nagaland is a very recent phenomenon. After the creation of state of Nagaland in 1963, the progress in the field of tourism was comparatively and relatively slow. Despite the developments of various forms of tourism, it has been concentrated in only a few District headquarters like Kohima and Dimapur. Therefore, tourism in Nagaland remains at an infant stage partly because tourism was put in a subordinate status prior to 1981 when it was a part of the Department of Information and Public Relations. But since 1981, after it was upgraded to a full-fledged department, the Department has undertaken various activities of tourism development in the state. Nevertheless, insurgency and many unforeseen turbulent socio-political situations in Nagaland for over six decades continue to adversely affecting any efforts of the department resulting in negligible tourism development in the state. A ceasefire agreement signed by Government of India (GoI) with NSCN (IM) in 1997 and with NSCN (K) in 2001, coincide with the state government decision to organise a mega tourism promotion event The Hornbill Festival in 2000, which later becomes an annual events, spurred the growth in arrivals of both domestic and international tourists. After 1997 ceasefire agreement, when Indo-Naga peace talk started with India giving due recognition to the Naga political movement, the situations in Nagaland also saw another dawn of peace, which, enable the Government of Nagaland to realised the importance of tourism development as a support to cultural and socio-economic development in the state. It was only in 2000, the Tourism activities have been made eligible for all benefits and
subsidies to the different tourism sectors. Under the State Industrial Policy of Nagaland, Tourism was accorded the status of ‘Priority Sector’. Since then, the Department of Tourism has started developing tourist facilities/amenities at various places. However the funds for various infrastructure developments highly depends on the enthusiasm and inputs from the central government. In other words, the state government’s outlook towards tourism development depends entirely on central assistance. However, after the abrogation of ceasefire agreement between the NSCN-K and GoI in April 2015, the state would likely to witness a decrease in tourist arrivals as the people both within and outside are apprehensive of the aftermath situation. The fear of escalating tension and possible renewed conflicts between Indian army and Naga national workers could affect tourism scope in the coming years. Role of Tourism towards Naga struggle for self-determination: We can perceive Tourism as an approach which can supplement our present effort for social and political settlement with the India. If tourism is operated with sustainable principles and practices, it can have positive impacts towards creating a self-reliant society and create an economic society where our people could survive on our own. The significance of identifying the potentials and maintaining sustainable tourism in Nagaland can also be a tool for eradicating poverty and unemployment problems facing by the state. The view accepts that conflict is a constructive social process which helps to establish Naga integration, develops a sense of self-identify, encourages community building, and contributes to progressive economic and social change. It affirms this positive aspect of conflict and state that it is a necessary condition for change in social relations and hence is useful. In line with this appraisal, some positive consequences of Naga armed struggle in regards to the socio-economic aspects of tourism can be identified. Tourism in our state can also

The BBC must not allow the press to dictate its agenda

he BBC promises to be independent, impartial and honest. These are glittering, noble ideas. They hover above the BBC like guiding lights, stars to reach for but never quite touch. They inspire the public’s trust. As a journalist working in BBC News and Current Affairs for four years those values were my master, the true bosses I strove to serve. Yet how those values are interpreted internally and externally is controversial and integral to the BBC’s battle for longterm survival. Working for the BBC doesn’t mean that you undergo a lobotomy of your political views, as Andrew Marr memorably joked. My professional duty was to put personal opinions aside whilst reporting for the public. My role was to test all claims equally, submitting them to the same rigorous scrutiny. We all have a cognitive bias where we are quicker to accept facts and ideas that confirm our beliefs and prejudices and reject those that don’t. Working for the BBC means questioning yourself as much as your interviewees, checking that you are being fair to all sides, and listening closely to all. Impartiality doesn’t mean neutrality. The investigative journalist Nick Davies provides a helpful example to illustrate this when he teaches. He says (and I paraphrase): If person A says it is raining and person B says it is sunny, many journalists will report just that. But a good journalist goes outside and checks, then reports which one is lying. Impartiality means treating all claims fairly, then verifying where possible. Those two ideas formed the compass which I used to navigate every story. Treat all fairly and look unabashedly for the truth. Then one day I was debating an issue of representation in a documentary with an executive producer and assuring them that I was being impartial, when they said, “It’s not just about being impartial, it’s about being perceived to be impartial.” Those words cut me adrift. Such a nebulous job description drew us into uncertain territory. It implied second-guessing audience expectations. It conjured up a hall of mirrors liable to reflect back power and confirm pre-existing prejudices. That observation - “It’s about being perceived to be impartial” - crystallised the complexity and vulnerability of the BBC’s task. The notion of impartiality is inherently social, political and cultural in its construction and interpretation. It demands an attentiveness to the forces that shape the public’s ‘perception’ of BBC coverage. Newspapers are incredibly powerful and influential. I spent six months working for Newsnight around the 2010 election and was regularly frustrated by the degree to which newspapers framed daily debate and set the parameters of discussion. The morning meeting at Newsnight routinely involved discussing the day’s papers. When briefing News-

Perceived pressure from the press and politicians is impacting on the BBC’s news coverage. In Britain's cynical media environment, those working inside the corporation must fight for its core values night presenters for interviews, one would discuss a range of questions but normally the ones asked would follow the same lines that had been pursued all day. This kept discussions maddeningly narrow. Justin Lewis has highlighted how the BBC was press-ganged during the 2015 election by a print media overwhelmingly in favour of the Conservatives and against Labour. The BBC too often allows a partisan press to set the agenda, serving to amplify their power, rather than provide a check on it. This is especially concerning when you consider who owns our major titles and the power of advertising contracts. Veiled private interests distort public debate. The BBC also tends to be prejudiced towards official sources. Journalists appeared more willing to report official lines verbatim and with less scrutiny, granting them superior status. Claims from members of the public or pressure groups were more likely to be treated with scepticism and tested. This propensity allows the BBC to be used as a foghorn by politicians to trumpet their own messages, which happened most egregiously in the build-up to the Iraq war. The Daily Mail haunts the corridors of the BBC. I worked on a number of films examining England’s 2011 riots, investigating the motivations of people who took part in the disorder in an attempt to understand how and why they occurred. My BBC bosses were aware that we were doing this in the context of a condemnatory press environment that appeared to be biased against understanding. Editorial decisions were taken whilst imagining how they would be interpreted by the Daily Mail. Fortunately (and to its credit) the BBC still made these films, despite the anticipated criticisms, but the Mail’s spectre was ever-present. The irony is that by pandering to such fears, the BBC further constricts the public’s ability to understand events out of their comfort-zone and makes the world appear more mysterious, divided and terrifying - fuelling the very atmosphere the Mail thrives on. And so it goes on. The BBC must not allow the press or politi-
cal parties to dictate the agenda. It should be a bastion of independence, impartiality and honesty. To borrow a satirical job title from the spoof W1A, if I was ‘Director of Better’ I would make a few recommendations for how the BBC could better champion its values. A fun start would be to commission a television series examining ‘Impartiality at the BBC’ over the ages. Watch a documentary from the Sixties and you’re likely to find presenters using far more moralistic language than they would today. I remember coming across a programme where the presenter made comments to the camera such as ‘How do they sleep at night? It’s just not fair.’ We had a different prevailing orthodoxy and the BBC’s reporting of the time reflected that. There is a great opportunity for a deep public thinker to examine BBC reporting styles across the decades, shedding light on the embedded norms of each age that go unquestioned. That lens could bring our current reportage into sharper focus. BBC journalists need to be stronger in thinking independently and leading, rather than following, the pack. They must also be willing to argue their case internally, fighting for stories that matter. Climate change ought to be one of the biggest stories now that we’re approaching serious atmospheric tipping points, with politicians consistently challenged over whether their plans are commensurate to future threats. The BBC should extend the realms of debate and heighten public dialogue, not collude in its diminishment. The BBC should routinely disclose the financial interests of its interviewees when relevant to the matters that they’re discussing on air, as the journalist George Monbiot has argued. For example, Alan Milburn should not be allowed to praise the Health and Social Care Act without the BBC disclosing to the audience his direct interests in the private healthcare industry. This information shouldn’t preclude him from speaking or invalidate his opinion, but it’s certainly pertinent information which should be passed on to viewers. As a public service broadcaster, the BBC must take its duty to inform its audience more seriously, highlighting potential conflicts of interest. I was always incredibly proud to say that I worked for the BBC. I love what it stands for. When an organisation aspires to uphold great values, it will inevitably fall short. Yet the ideal of an honest, independent and impartial broadcaster, unbeholden to commercial interests, is more valuable than ever. The BBC’s leaders need the vision and conviction to push against a skewed media field. This is no time to play safe; the BBC must distinguish itself through its public service remit and be bolder about shooting for those stars. Headlines such as “Nagaland unrest because of the militants attack on army” portrayed Nagaland as unsafe for tourists. National and international media covered Nagaland crisis during the conflict period and sold insurgency stories. At the same time, some international media reported on Nagaland beautiful landscapes, its varied ethnic groups and our cultures, and the picturesque traditional lifestyles of our people while covering Naga armed conflict. This reflects that amidst of trouble and conflict that confront our people and society, tourism can play a vital role that will restore the positive image of Nagaland, and contribute to the relatively fast growth in inflow of tourist. The images of this fascinating and beautiful place of ours would be supplemented by the saga of a guerrilla war, which is, of course is the other side of our story. Conclusion: Nagas struggle for independence is solely political struggle born out of a strong conviction from the people and is the longest known freedom struggle in the history. At the same time it emerge as a result of a complex and interwoven causes and a high degree of frustration amongst the majority of its people. To resolve such a complex issue need a strong political will from both Government of India and Nagas. This would not only bring a settlement to the age long Naga political problem but also help in restoring peace in Nagaland which would enable an extensive development in the field of tourism. Tourism in Nagaland would help bring an all round development in the states and can directly or directly benefit the masses. This all round economic development can encourage to resolve the various conflicts/problems confronting our Naga society. Is it worth making enemies of Russia and Qatar over football? John Leicester

he opportunity to score points by bashing FIFA, Russia and Qatar was too good for the parliamentarians to pass up. One by one, they lined up to take shots. It was the political equivalent of shooting fish in a barrel: easy. "FIFA is a sick organization," said one. "A many headed monster," ''the rotting core of the once beautiful game," said two others. And although representing countries flung far and wide — Estonia, France, Ireland, Germany, Austria, et cetera — many of the speakers found common cause in the idea of stripping the World Cup from Russia and Qatar, especially if the 2018 and 2022 hosts are found to have bribed FIFA voters. But this talk-fest in the European Parliament last week lacked a vital ingredient: another side to the story. None of the more than 40 MEPs who spoke talked about the consequences, about how Russia and Qatar could lash out against such a humiliating body blow, if it ever comes to that. Might they retaliate by switching off gas and oil they supply to the world? Throw spanners into the works of international diplomacy? Withhold trade and investment? Here are possible repercussions to consider: PRICKLY PUTIN: Stripping Russia would confirm President Vladimir Putin's impression, which many Russians share, that "the West is out to get him," says Tony Brenton, a former British ambassador to Moscow. "They will blame the west, they will view it as an American plot, essentially," he said in an interview with The Associated Press. A wounded Russia could become even pricklier to negotiate with on big issues, none football-related, including but not limited to: restoring peace to Ukraine and Syria, preventing Iran from building a nuclear bomb and preserving fragile ecosystems. "Russia would probably take this more seriously than any imaginable event on the global landscape," says Jeremy Kinsman, a Canadian former ambassador to Moscow, also speaking in an AP phone interview. "It would completely alienate Russians, who are already totally alienated." GULF BRIDGED: Qatar and its Persian Gulf neighbors don't always see eye-to-eye. But they'd likely unite if the 2022 tournament is moved, opening a rupture between the west and its suppliers of energy. "Ultimately this would be seen as an attack on the entire Gulf," says Michael
Stephens at the Royal United Services Institute, a London think-tank. "They all hate each other behind closed doors: They squabble, they bitch, they fight. But if you come against one, you come against the collective." "The relationship would be affected for the best part of a decade," he said. "It would take a lot of re-engagement to fix. It would be very, very damaging." ARAB ANGER: Depriving the Middle East of its first World Cup "will be seen by hundreds of millions of Arabs and more than a billion Muslims and other west Asians as proof of the west's bad faith," says Qatar's former ambassador to Washington, Nasser bin Hamad al-Khalifa. But Muslim extremists will be delighted, citing this as evidence that the west doesn't respect Muslims or treat Muslim partners as equals. "They will be so happy if this happens," al-Khalifa told the AP. They'll say, "'You see what they have done to you?'" In Russia, hard-line nationalists who want "a much more closed economy, to have less to do with the west, to build up (Russian) armed forces" would be strengthened, said Brenton, the former British ambassador. "Every effort would be made to exploit any such decision ...," agrees James F. Collins, a former U.S. ambassador, "to strengthen the case that, 'You see, we've told you we're under siege, that people are out to destroy us.'" BUT MONEY TALKS: Ultimately, trade and investment would keep Russia, Qatar and the west glued together. Russia might threaten to reduce energy exports, but is too dependent on that revenue to actually turn off taps, at least for long. Same goes for Qatar. Because it knows its massive gas and oil reserves won't last forever, Qatar is squirreling away vast wealth in nest-eggs overseas. Al-Khalifa, the former ambassador, gave short shrift to the suggestion that Qatari investment funds could hit back by withdrawing some of their billions from Europe and elsewhere. He also brushed off any possibility of Qatar booting out U.S. military forces stationed in the emirate. "Investment does not have emotions, political connotations. You invest because you want to make a return," he said. "We have to isolate the issue of 2022, and the issue of taking it away or not, from other issues. We should not mix them. We are very clear about this." BOTTOM LINE: Qatar and Russia deny having corrupted FIFA voters. U.S. and Swiss investigators are digging to see if that's true. If wrongdoing is proved, taking away World Cups would be the nuclear option. Those calling for that button to be pressed should give the toxic fallout some thought.

Opposition picks up Advani remarks to attack Modi govt

New Delhi, JuNe 18 (Pti): Every NGO receiving foreign funds will have to put out details of it within one week on its website while banks will have to report about such donations to the government within 48 hours of such receipts. These are part of the proposed changes in the Foreign Contribution (Regulation) Rules suggested by the Home Ministry seeking to tighten the noose around erring NGOs. The Ministry has also suggested
that banks will have to inform it within 48 hours of receipt of foreign funds by any NGO. The Home Ministry has introduced a new declaration that the NGO must make it clear that the foreign aid received by it will not be used for any activities "detrimental to national interest.NGOs will have to also submit details of any social media account on Facebook or Twitter being operated by them.

KolKAtA, JuNe 18 (Pti): Sharing BJP patriarch L K Advani's fear that "forces that can crush democracy are stronger", former Lok Sabha Speaker Somnath Chatterjee today said that political enmity and vendetta had touched a new low and the fear of an Emergency was still there in Indian politics. "By and large, I agree that the fear of Emergency is still there. The political enmity and vendetta have stooped to a new low and unfortunately the provision of Emergency still lies there in the Constitution," he told PTI.

"Khilona contracted cold and fever when she was three-months-old. The fever did not subside, so I took her to the local doctor, who said she had pneumonia," she said, shaking a rattle at the crying child lying on the bed in a blue T-shirt. "The treatment went on for months, but my daughter is getting weaker."

Pope urges revolution to save Earth VATICAN CITY, JuNE 18 (AP): Pope Francis called Thursday for a bold cultural revolution to correct what he calls the “structurally perverse” economic system of the rich exploiting the poor that is turning Earth into an “immense pile of filth.” In a sweeping manifesto aimed at spurring action in U.N. climate negotiations, domestic politics and everyday life, Francis explains the science of global warming, which he blames on an unfair, fossil fuel-based industrial model that he says harms the poor most. Citing Scripture and past popes’ and bishops’ appeals, he urges people of all faiths and no faith to undergo an awakening to save God’s creation for future generations. It’s an indictment of big business and climate doubters alike. “It is not enough to balance, in the medium term, the protection of nature with financial gain, or the preservation of the environment with progress,” he writes. “Halfway measures simply delay the inevitable disaster. It’s a blunt, readable booklet full of zingers that will make many conservatives and climate doubters squirm, including in the U.S. Congress, where Francis will deliver the first-ever papal address in September. It will likely put several U.S. presidential candidates on the hot seat since some Republicans, Catholics among them, doubt the science behind global warming and have said the pope should stay away from the debate. “I don’t think we should politicize our faith,” U.S. Republican presidential candidate Jeb Bush, a Catholic convert, said on the eve of the encyclical’s release. “I think religion ought to be about making us better as people and less about things that end up getting into the political realm.” Yet one of Francis’ core points is that there really is no distinction between human beings, their faith and
the environment. “Everything is related, and we human beings are united as brothers and sisters on a wonderful pilgrimage, woven together by the love God has for each of his creatures and which also unites us in fond affection with brother sun, sister moon, brother river and mother earth,” he writes. The chemist-turnedpope takes as fact that the world is getting warmer and that human activity is mostly to blame. “The earth, our home, is beginning to look more and more like an immense pile of filth,” he writes. Citing the deforestation of the Amazon, the melting of Arctic glaciers and the death of coral reefs, he rebukes “obstructionist” climate doubters who “seem mostly to be concerned with masking the problems or concealing their symptoms.” And he blames politicians for listening more to oil industry interests than Scripture or common sense. He praises a “less is more” lifestyle that he is known for, one that shuns air conditioners and gated communities in favor of car pool s, recycling and being in close touch with the poor and marginalized. He calls for courageous, radical and farsighted policies to transition the world’s energy supply from fossil fuels to
renewable sources, saying mitigation schemes like the buying and selling of carbon credits won’t solve the problem and are just a “ploy which permits maintaining the excessive consumption of some countries and sectors.” “Nobody is suggesting a return to the Stone Age, but we do need to slow down and look at reality in a different way, to appropriate the positive and sustainable progress which has been made, but also to recover the values and the great goals swept away by our unrestrained delusions of grandeur,” Francis writes. Some have dismissed the Argentine pope as pushing what they call Latin American-style socialism. Just this week, he again answered those critics, saying it was not a sign of communism to care for the poor. Within the church, many conservative Catholics have questioned the pope’s heavy emphasis on the environment and climate change over other issues such as abortion and marriage. Francis does address abortion and population issues in the encyclical, criticizing those in the environmental movement who show concern for preserving nature but not human lives.
Hong Kong lawmakers reject Beijing-backed election plan 60 million people displaced globally HONG kONG, JuNE 18 (AP): The Hong Kong government’s controversial Beijing-backed election blueprint was defeated in the legislature Thursday but the crucial vote came to a confusing anticlimax as pro-establishment lawmakers walked out just before it began. After a lengthy debate stretching over two days, 28 lawmakers voted against the proposals, which sparked huge street protests in the southern Chinese city last year. Eight others voted in favor. However, in a bizarre scene moments before the vote, most of the pro-establishment lawmakers walked out of the legislature chamber and ended up not casting their votes. Lawmaker Jeffrey Lam later blamed a “communication gap,” explaining that they were waiting for a fellow lawmaker who was ill to return to the chamber. They left even after their request for a 15-minute break was rejected by the legislature president. The government needed at least 47 of the 70 lawmakers to vote in favor of the proposals. “If you look at their farcical behavior, you can’t help
but feel very sorry for Hong Kong that we are in the hands of such people,” prodemocracy lawmaker Emily Lau said after the vote. The government had proposed allowing voters to elect the southern Chinese financial hub’s top leader starting in 2017, but bowed to Beijing’s demand that candidates by screened by a panel of elites, which prodemocracy leaders branded “fake democracy.” Beijing has promised to eventually grant universal suffrage to the city, a special administrative region of China, but the defeat raises the chances of a political stalemate for years to come. Exercise can help control blood sugar NEw YORk, JuNE 18 (IANS): Diabetics who exercise can trim waist size and body fat, and also control blood glucose even if they do not see cardiorespiratory benefits or improvement in ability to take in oxygen, new research has found. Researchers found that waist circumference, percentage of body fat and hemoglobin A1c levels, a test of long-term blood sugar, all improved in diabetic participants who exercised compared to those who did not. And the beneficial effects of exercise were seen whether they participated in aerobics, resistance training, or a combination of the two compared to a control group that did not exercise. “What we observed is that exercise improves diabetes control regardless of improvement in exercise capacity,” said co-senior author of the study Jarett Berry, associate professor at the University of Texas Southwestern Medical Centre in the US. Following an exercise training program generally improves fitness. Researchers typically measure fitness by the ability of the respiratory system to exchange carbon dioxide and oxygen. The more you train, the better your ability to take in oxygen. But a sub-group of exercisers, considered non-responders, are unable to improve their cardiorespiratory fitness levels despite diligent exercise, study first author Ambarish Pandey, cardiology fellow at UT Southwestern, said. Using data from the Health Benefits of Aerobic and Resistance Training in Individuals With Type 2 Diabetes (HART-D) trial, the study looked at whether non-responders who exercised saw improvements in their diabetes control. The results appeared in the journal Diabetes Care. “This finding suggests that our definition of ‘non-responder’ is too narrow. We need to broaden our understanding of what it means to respond to exercise training.”

LONDON, JuNE 18 (THOmSON REuTERS FOuNDATION): Almost 60 million people worldwide were forcibly uprooted by conflict and persecution at the end of last year, the highest ever recorded number, the U.N. refugee agency said on Thursday. More than half the displaced from crises including Syria, Afghanistan and Somalia were children, UNHCR said in its annual Global Trends Report. In 2014, an average of 42,500 people became refugees, asylum seekers, or internally displaced every day, representing a fourfold increase in just four years, the aid agency said. “We are witnessing a paradigm change, an unchecked slide into an era in which the scale of global forced displacement as well as the response required is now clearly dwarfing anything seen before,” said UN High Commissioner for Refugees António Guterres in a statement. UNHCR said Syria where conflict has raged since 2011, was the world’s biggest source of internally displaced people and refugees. There were 7.6 million
displaced people in Syria by the end of last year and almost 4 million Syrian refugees, mainly living in the neighbouring countries of Lebanon, Jordan and Turkey. “Even amid such sharp growth in numbers, the global distribution of refugees remains heavily skewed away from wealthier nations and towards the less wealthy,” UNHCR said. UNHCR said there were 38.2 million displaced by conflict within national
borders, almost five million more than a year before. Of the 19.5 million refugees living outside their home countries, 5.1 million are Palestinians. Syrians, Somalis and Afghans make up more than half the remaining 14.4 million refugees, UNHCR said. It also noted that more than 1.6 million people sought political asylum in a foreign country last year, a jump of more than 50% compared to the previous year - largely due to the

Pastor, 8 others fatally shot at historic church CHARLESTON, JuNE 18 (AP): An intense manhunt was underway Thursday for a young white man who joined a prayer meeting and then opened fire inside a historic black church in downtown Charleston, killing nine people, including the pastor. Authorities called it a hate crime. Charleston Police identified him as Dylann Roof, 21, of Lexington, South Carolina. “This is a very dangerous individual,” Police Chief Greg Mullen said. “We want to identify this individual and arrest him before he hurts anyone else.” The gunman stayed for nearly an hour at the prayer meeting Wednesday night before shooting the victims — six females and three males, Mullen said. Roof ’s childhood friend, Joey Meek, alerted the FBI after recognizing him in a surveillance camera image that was widely circulated, said Meek’s mother, Kimberly Kozny. The Emmanuel AME church is a historic AfricanAmerican church that traces its roots to 1816, when several churches split from Charleston’s Methodist Episcopal church. One of its founders, Denmark Vesey, tried to organize a slave revolt in 1822. He was caught, and white landowners had his church burned in revenge. Blatter recently retained Richard Cullen, the chairman of the law firm McGuireWoods and a former U.S. federal prosecutor, said a person familiar with the matter who spoke to Reuters on the condition of anonymity. Jerome Valcke, FIFA secretary general, has hired prominent New York defence attorney Barry Berke to represent him, a separate person familiar with the matter said on Wednesday. Swiss prosecutors looking into the international football scandal identified 53 suspicious bank transactions, the attorney general said on Wednesday, stressing that the investigation may take time. Swiss Attorney General Michael Lauber told journalists he would not rule out interviewing Blatter and Valcke, although Switzerland had so far targeted no individuals. Switzerland, where FIFA is based, announced its criminal investigation and seized computers at FIFA headquarters last month on the same day that the United States revealed indictments of nine football officials and five businessmen as part of a separate probe into corruption. "We are faced with a complex investigation with many international implications," Lauber said in his first public comments since his office obtained the computer data last month. "The world of football needs to be patient. By its nature, this investigation will take more than the legendary 90 minutes," he said, referring to the length of a football match. U.S. prosecutors have not accused Blatter of wrongdoing. Among the issues the Federal Bureau of Investigation is examining is Blatter's stewardship of FIFA, sources have said. FIFA LOOKING AT WORLD CUP BIDDING FIFA's ethics committee confirmed it was conducting its own investigation into individuals suspected of breaking the rules in relation to bidding for the right to host the 2018 and 2022 World Cups, which were granted to Russia and Qatar respectively. It said it was prepared to investigate more suspects and take on extra staff if needed. On Wednesday, Ricardo Teixeira, the former head of the Brazilian Football Confederation (CBF), said he got "absolutely nothing" in return for his vote to award Qatar the rights to host the 2022 World Cup and described suggestions he was involved in impropriety as "preposterous." Switzerland's third-largest listed bank, Julius Baer (BAER.VX), said on Wednesday it had launched an internal investigation in connection with FIFA. It said it was cooperating with the authorities and did not say when its own probe had begun. The attorney general was clear that Blatter and Valcke could be among those summoned for questioning: "There will be formal interviews of all relevant people. By defini-
tion, this does not exclude interviewing the president of FIFA and this does not exclude interviewing the secretary general of FIFA." Lauber said his team had obtained evidence on 104 bank-client relationships, each of which represented several accounts. Switzerland's Financial Intelligence Unit anti-money laundering agency had identified 53 suspicious transactions flagged up from information supplied by banks. In a related development, suspended Asian Football Confederation (AFC) general secretary Alex Soosay quit on Wednesday rather than fight to clear his name amid allegations he tried to interfere with an anticorruption probe of the regional governing body. Soosay was suspended last month by the AFC after Malaysian media reported an official at the 46-member confederation had been asked by Soosay to "tamper or hide" documents during a 2012 external audit. The PricewaterhouseCoopers inspection came following the lifetime ban of former AFC President Mohamed Bin Hammam, by FIFA for ethics breaches, who Soosay worked closely with. Bin Hammam was once set to challenge Blatter for the FIFA presidency but was banned for his part in a cash-for-votes
scandal. GARCIA REPORT SCRUTINISED Swiss authorities have said their criminal investigation specifically targets the decisions to stage the 2018 and 2022 World Cups. Both Russia and Qatar deny wrongdoing and say they are preparing to hold the tournaments as scheduled. Asked whether the Swiss investigation could derail Russia's plans, Lauber said that decision was not his problem. Lauber said his work was completely independent of the ongoing U.S. cases. While Switzerland had received and fulfilled a request for legal assistance from the United States, it had not asked for any such help in return, he added. His investigation was looking closely at material generated by Michael Garcia, an American lawyer hired by FIFA to investigate ethics violations who spent years examining the Russia and Qatar bids. Garcia's report has never been published and FIFA has released only a summary which exonerated the Russian and Qatari bids of serious wrongdoing. Garcia quit saying the summary mischaracterised his report. However, it resulted in proceedings being opened against unnamed individuals which his successor Cornel Borbely said he has continued. "The (ethics committee) is carrying out several proceedings into football officials on suspicion of breach of the FIFA Code of Ethics based on the findings of the investigation into the decision for the 2018 and 2022 World Cups," Borbely said in a statement. "Should new evidence come to light, the investigatory chamber will widen the group of suspects. (It) is prepared to increase its staff numbers at any time if needed." Lauber said the U.S. authorities had not asked for Garcia's report. FIFA said in a statement that the Swiss investigation was based on a complaint that it had made itself last November. "FIFA itself instigated these proceedings in November 2014 when it presented the file on the 2018/2022 FIFA World Cup bidding process to the Swiss Office of the Attorney General," it said.

Argentines wanted in FIFA probe turn themselves in BUEnOS AIRES, JUnE 18 (AP): Two Argentine businessmen wanted in the United States in a FIFA bribery case have turned themselves in to authorities. The official news agency Telam reported Thursday that Hugo Jinkis and son Mariano presented themselves at a federal courthouse in Buenos Aires. Telam reported that the men and their lawyers stated their intention to fight a U.S. extradition order and requested house arrest rather than jail while they do so. An official at Judge Claudio Bonadio's office confirmed that the men had turned themselves in, but declined to be cited by name, the norm for Argentine judicial authorities. Different political groups, one settlement

here are several Political Groups but only one Settlement is possible. All existing Naga National Governments are for Sovereignty and all focus on Sovereignty. One of them NSCN (I–M) has been talking with the Government of India to bring about a settlement for 18 years which is promised by the current P.M to be concluded in the near future. The Naga people wanted all of the Political Groups to be united and to talk in unity but it was a failure. But whether they are together on the table of talk or not, they are all for the same goal and all are determined for the best of the people and not for their own best.
There cannot be more than one settlement in this contemporary age. Once a settlement is arrived at between the Gol and the NSCN (I–M), all are bound to accept it. If it is not acceptable to some ones, it is to leave it to future generations to decide only. So while the talk is going on, all Political Groups should spell out their opinions and contribute their concrete ideas for the good of the people. It is now for talk for all. The leaders of NSCN (I–M) repeatedly said that before the agreement is signed, the Naga people will be given chance to hear about the settlement which is going to be made with the Gol. Rev. L. f I am not mistaken there was once an issue about digitalized meter installation on autos and taxis which was objected by some union or so on the grounds that the owners cannot afford to do so. I agree, but let us also look at it from a different angle and perspective. Taking up business enterprises, both big and small, is new to us and most of us now realize the importance of supporting local businessmen and women for our sustenance as a people. We say, “Buy local, help local”. Well and good. But why do we still prefer to take a ride on vehicles driven mostly by non locals and why not on those driven by Nagas? The reason is simple, the attitude of our local people. Who wants to pay more or get into an argument unnecessarily? So in order to avoid this altercation many passengers opt for autos and taxis driven by non locals. How does a non local run a family by driving one auto whereas a local cannot? Apart from their lifestyle of spending less, they also earn more as they get more passengers. This is not to say however that all local auto drivers are the same. Passengers cannot identify which is which and so many prefer commuting on autos driven by non locals. If digital meters are installed, passengers will be charged accordingly and thus the fare would remain the same for the
autos/taxis driven by both local and the non locals. People would prefer to ride on local autos/taxis because we want to help our own locals. Why not spend a few thousands for a meter and earn a lot more in the long run? In this ways we can also get rid of mostly IBI’s auto drivers who come from across the border. If they cannot earn, the will leave. So with one stone you hit two targets, IBI free and promote local people. However much we shout and tell people to go local it will never happen until our mind set and business etiquette changes. We mostly fail in business because we try to make double profit and become rich overnight. It is time for us to wake up and understand the value of a single rupee. Think of the long term; be far sighted because our shortsightedness is what brings us down. I would like to request the Auto Union as well as the Taxi Union to please reconsider the use of digital meter system in order for the locals to survive amongst others. Meter system will truly benefit the locals in the long run. This is also an appeal to the District Administration to enforce the compulsory usage of Digitalized Meters in autos and taxis for the benefit of both the drivers as well as the commuters. SANTIAGO, JuNe 18 (AP): Taking advantage of a bad night by Neymar, Colombia defeated Brazil 1-0 in the Copa America on Wednesday, keeping its quarterfinal hopes alive in the South American tournament. Jeison Murillo scored a 36th-minute winner, and Neymar's poor performance was capped by a red card after the final whistle because of an altercation with Colombian players. Colombia's Carlos Bacca, who shoved Neymar from behind, also was shown a red card. Bacca apparently was upset after the Brazilian seemed to head-butt teammate Murillo during a discussion. Neymar's yellow card earlier in the match was his second of the tournament, which was already enough to suspend him from the final group match. Brazil could have secured a spot in the quarterfinals with a win over Colombia, but now it will
decide its future against Venezuela on Sunday. "Colombia showed that it is a very experienced team," Brazil coach Dunga said. "Our players at times got caught in their provocations and forgot to play football. Brazil has to play football. Brazil can't go to war, we have to focus on what we do best, which is play football." The result ended Colombia's 24-year winless drought against the fivetime world champion, and left Colombia, Brazil and Venezuela tied atop Group C with three points each. Venezuela and Peru, however, have a game in hand; they will play their second group match on Thursday. If Peru beats Venezuela, all four teams will enter the final round with three points each. The top two teams in each of the three groups advance, plus the two-best third-place finishers. A loss on Wednesday would have left Colombia with zero points
and in difficult position to advance. "Colombia showed that it's a team that has matured, that can play these types of matches," Colombia coach Jose Pekerman said. "We couldn't slip up today, we needed an almost-perfect match in all areas." With Neymar struggling, Brazil had difficulties getting near the goal and it was Colombia — led by James Rodriguez and Falcao Garcia — that created the most dangerous chances. Murillo netted the winner off a free kick cross into Brazil's area. He got to the loose ball near the penalty spot and fired a low shot through the legs of Brazil defender Thiago Silva. Neymar had a chance to equalize with a close-range header in the 44th, but Colombian goalkeeper David Ospina made a good save to keep his team ahead. Off the rebound, the ball touched Neymar's hand, prompting the referee to
show him a yellow card. Neymar complained, saying that the touch was involuntary. He had already received a yellow card in the opening game against Peru, when he played extremely well and led Brazil to a 2-1 comefrom-behind victory. "The referees have to respect Neymar because he is always getting hit," Brazil midfielder Willian said. "It happened again today, and he was the one ejected." Brazil had another great chance to score in the 58th, after Murillo misplayed a pass back to Ospina and the ball ended with Roberto Firmino inside the area, but the forward missed the open net, sending his shot over the crossbar. The Copa America is Brazil's first official competition since it was humiliated in a 7-1 World Cup semifinal loss to Germany last year. Brazil eliminated Colombia in the quarterfinals of the home tournament.

Morgan leads England to stunning win over NZ
NOTTINGhAM, JuNe 18 (AFP): England captain Eoin Morgan struck a blistering century in a record winning-chase as his side beat New Zealand by seven wickets in the fourth Oneday International at Trent Bridge to level the fivematch series at 2-2. Morgan made 113 and Joe Root 106 not out as England finished on 350 for three with six overs to spare. It was the equal fourth highest total by any team batting second to win an ODI. Root and Morgan's stand of 198 was the highest third wicket ODI partnership against New Zealand. England had earlier held New Zealand to 349 for seven. Kane Williamson topscored with 90 following his 118 in World Cup finalists New Zealand's threewicket win at Southampton on Sunday. The most England had previously made batting second to win an ODI was 306 for five against Pakistan at Karachi in 2000.
