Prez gives assent to re-promulgate land ordinance NEW DELHI, MAY 31 (IANS): President Pranab Mukherjee on Sunday gave his assent to repromulgation of the land ordinance, which was to expire next month. Rashtrapati Bhavan officials told IANS the President signed the ordinance before leaving on an official visit to Sweden and Belarus. The recommendation for re-promulgation of the ordinance was sent to the President after the union cabinet cleared it on Saturday. The move was strongly criticised by opposition parties, mainly the Congress. The land bill is currently with a Joint Committee of Parliament for detailed discussion on the provisions of the controversial legislation. This is the third time the land acquisition ordinance has been promulgated. The ordinance was first promulgated in December last year to amend the act passed by the United Progressive Alliance (UPA) government in 2013. It was again re-promulgated in April.

NEW DELHI, MAY 31 (PTI): There has been a steady increase between 2012 and 2015 in the volume of chewing tobacco manufactured in the country which “does not match” with the domestic regulatory environment on smokeless tobacco products, the WHO has said. Citing Finance Ministry data, a World Health Organisation paper released ahead of World No Tobacco Day also states that there has been a sudden 71-fold increase in the manufacture of other smokeless tobacco products between 2013-14 and 2014-15. “This does not match with domestic regulatory environment on smokeless tobacco products wherein most states and Union Territories in the country began banning the manufacture and sale of gutka and other forms of smokeless tobacco in 2013. “Their manufacturing would, therefore, be expected to decrease in the last two financial years,” said the paper on illicit trade of tobacco. The Directorate of Revenue Intelligence detected 16 lakh gutka pouches of foreign origin between January and April, 2015, closely after the ban on gutka across states. A study by Johns Hopkins Bloomberg School of Public Health and WHO India office across seven states and the national capital, where gutka is banned, indicated that 15 per cent of

the respondents reported consuming pre-packaged gutka (as opposed to mixing contents of separate pouches to make gutka) in 2014. “Notably, the assessable value of gutka exports from India during the same period increased from Rs 186 to 300 crore. “This gains significance given the fact that with the exception of Gujarat, no Indian state or Union Territory that has banned the manufacture of gutka permits its production for exports,” says the paper. In 2013, the Directorate General of Central Excise Intelligence (DGCEI) seized 9,93,600 pouches and 8,254.43 kg of illegally manufactured gutka, implying a tax evasion of Rs

7.90 crore. DGCEI detected 78,666 pouches and 10.87 metric tonnes of illegally manufactured khaini (in 2012), 5,871 kg of other smokeless tobacco products (in 2013), a further 1,50,000 pouches and 10,000 kg in 2014 and 3,969 kg in 2015. However, the manufacturing data for cigarettes in the country indicates that production decreased consistently from around 11 crore in 2012-13 to 9.5 crore in 2014-15. The manufacturing figures need to be examined in the context of domestic consumption and exports to determine the level of illicit manufacturing and trade in cigarettes. DGCEI has detected 5.15

million illegally manufactured cigarettes in 2013 and 27.67 million sticks in 2014. Excise tax evasion by contraband cigarettes detected during the same period amounted to Rs 4.53 crore and that by gutka manufacturers totalled at Rs 7.90 crore along with Rs 42.15 crore by khaini producers. “It is important to note that these evasion figures are limited to those detected by the enforcement agencies and do not indicate the overall tax evasion by manufacturers of various tobacco products and the resultant total loss of government revenue,” says the paper. It simply catalyses the growth of the illegal cigarette trade and compels people to switch to cheaper illegal cigarettes or low quality, cheaper forms of tobacco consumption. “There is therefore, an urgent need to have a moderated view on tobacco regulation...and to create resistance and public awareness against illegal cigarette trade and for the government to ensure stricter surveillance and harsher penalties against illegal operators.”

DIMAPUR, MAY 31 (MExN): The Southern Angami Youth Organisation (SAYO) has decided to impose a “total blockade on the Mao Community” within the southern Angami territory beginning 5:00am of June 1. This decision was taken during a meeting held on May 31, after learning that the Committee for KoziiriiDzukou Land Boundary Resolution (CKDLBR) was set to impose an economic blockade in Manipur state beginning from the midnight of June 1. It may be noted that the CKDLBR had imposed the blockade in protest against the alleged encroachment into parts of the Duzkou valley belonging to Manipur by the southern Angami people from neighbouring Nagaland. The CKDLBR had also demanded that the Manipur government deploy security forces in the Dzukou areas and immediately put a stop to the road construction works being taken up by the people from Nagaland state. A press note from the SAYO reasoned that the total blockade has been called on the ground that the Mao Council has “dragged other non Nagas into the issue by constituting CKDLBR which include the Meteis who are alien to Naga customs.” The SAYO stated that the southern Angami “uphold and stand by the Naga traditions and customs in every spheres including

traditional land holding systems.” However, it alleged that the “Mao Council encourages and supports the Metei traditions and customs.” It further alleged that the Mao Council had “distorted with the facts, truth and history of Kezoltsa and Dzükou in order to snatch our ancestral properties.” The SAYO also termed that CKDLBR economic blockade as an “act of extreme provocation.” Therefore, it reasoned that total blockade on Mao community “is the demand of the situation.” The SAYO demanded that the Mao Council spell out in clear terms “whether Kezoltsa and Dzükou are Manipur land or not.” It also called upon the Mao Council to “immediately stop any developmental activities and projects (road construction) at Kezoltsa; be it funded by private, State or Central Government.” It asked the Mao Council to declare before the public “whether they respect and honour Naga traditional boundaries.” The SAYO also demanded that the Mao Council make a “public declaration whether they are Meteis or Nagas.” Meanwhile, the SAYO has asked travellers passing through the southern Angami territory during the duration of the blockade to keep in their identity proof in their possession. 1 dead, 5 injured as truck rams roadside shop fighting HiV/AiDs and discrimination Morung Express news Dimapur | May 31

Tragedy struck a family of seven as a truck fell on top of a house after ramming a roadside shop at Jharnapani, Medziphema. The accident occurred around 1:30 am, Sunday, May 31. The eldest child of the family died on the spot, while three other siblings survived with injuries. The youngest child, an 8 year-old survived unharmed, while the parents sustained minor injuries. The deceased victim was identified as Sunita (21 years), a student of Government Higher Secondary

School, Medziphema. The deceased along with her two siblings, one 14 year old and another 12 year old, were found trapped beneath the wheels of the truck. It took rescuers two hours to free the trapped victims without further harm, the traffic police said. The fourth injured sibling was identified as a 19 year old. The parents, identified as Somy and Jusili, ran the shop located on the side of the road just above their house, which was rammed by the truck. According to the traffic police, the unidentified driver of the truck went missing after

the mishap and was yet to be traced. The truck (AS 01 DD 6603) was proceeding towards Assam from Manipur. The driver reportedly lost control of the steering as it approached the curve alongside which is located Vivoli Services (petrol pump). It veered to the right ramming a shop, tumbled down and landed on top of a house where the family of the shop owner resided. A team of traffic police personnel returning from another accident site responded to the scene. The injured were admitted to the district hospital, Dimapur before being referred to CIHSR.

HYDERABAD, MAY 31 (AP): Despite hopes that weekend thundershowers would help end a raging heat wave in southern India, the rain brought only limited relief as the death toll since midApril approached 2,200. Officials said Sunday that the intense heat was likely to continue for another day in worst-hit Andhra Pradesh and Telangana states. Daytime temperatures hovered between 45 and 47 degrees Celsius (113-116 Fahrenheit) in some parts of the two states over the weekend, 3 to 7 degrees Celsius above normal, said K.Y. Reddy, director of the Meteorological Center in Hyderabad. Thundershowers brought relief to people in other areas. Andhra Pradesh has been hit the hardest, with 1,636 people dying in the state from the heat over the past month and a half, a gov-

ernment statement said. Another 561 people have died in neighboring Telangana, said Sada Bhargavi, state disaster management commissioner. Meanwhile, 22 heat-related deaths have been reported in northern Uttar Pradesh state over the past two weeks, said Raj Shekhar, a state government official. 21 people have died from the heat in eastern Orissa state, seven in western Gujarat state and two in New Delhi, India’s capital. Cooling monsoon rains are expected this week in southern India before gradually advancing north. The monsoon season will last until the end of September. Forecasting service AccuWeather warned last week of prolonged drought conditions inIndia, with the monsoon likely to be disrupted by a more active typhoon season over the Pacific.

DIMAPUR, MAY 31 (MExN): The Youth Association of Nagaland (YAN) has reminded the Nagaland state government on the importance of safe guarding “every inch of our traditional and ancestral land.” A press note from the YAN expressed serious concern at the recent incidents of conflict in Ralan and the alleged harassment meted out by Assam Police to farmers of Yajang village in the border areas. This, it stated poses “serious threat towards our dreams and determination to live our future in our own land with peace and tranquillity.” The YAN lamented that, “in every given opportunity and in all successive agreements,” Assam has already grasped “thousands of square miles of our ancestral and traditional land.” All these incidents and activities, it claimed, are “clear evidence and indication of discriminatory attitude of the Government of India towards Nagas.” It further lauded the United Naga Tribes Association of Border Areas (UNTABA) for trying to bring about the sincerity and commitment of the Nagaland government with all valid documents. “It will be a total failure and the names of individuals and the people in the chairs will be questionable if at all our people and our generations have to suffer insecurity in our land,” stated the YAN. Meanwhile, the YAN has also urged the Nagaland government to take up extra measurements for checking illegal encroachment of government land and property, and regulate allotment orders to individuals or groups by the district administrations of the state.

Lucy, (name changed) aged around 45, is a mother of 4 children. Her husband died 12 years ago from HIV/AIDS and was given a quick burial. Following the husband’s death, Lucy’s village authorities had warned villagers not to visit her house. Villagers were also warned against speaking with her even when crossing paths. “Pukka lagi jabo,” (the virus will get to you) she quotes the village authority’s warning to villagers. In 2007, Lucy got to know of her HIV positive status. Her four children, though, are “lucky”. None are infected by the virus. Lucy has faced discrimination in society, in the village and even within the church. “It hurts,” she says. “Friends who have come to know of my HIV status have stopped being friends with me,” she adds. Even while getting treatment at the District Hospital in Dimapur, Lucy has faced discriminations “from doctors to the nurses and even people we know.” However, she is highly appreciative of the ART doctors. “The ART doctors understand us and look after us well,” she says. “The other doctors and nurses are disgusted by us,” she adds. For this reason, Lucy chooses to get her treatment from Chavara Home, a care and support centre for People Living with HIV/AIDS (PLHAs). “Here we are not discriminated,” she says. Chavara Home in Purana Bazaar, Dimapur, is run by Sanjoe Society for Welfare Development and Research under the Congregation of Mother of Carmel (CMC). The home started in 2007 supported by the Population Foundation of India (PFI) and National AIDS Control Organisation (NACO) through Nagaland State AIDS Control Society (NSACS). NACO’s funding, however, stopped in 2012-13 and the Home has since been independent. At present, the Home gets assistance from the Central Government scheme “Vihaan” – a Sanskrit term meaning “dawn’s first light.” Vihaan is a national initiative establishing and managing 350 Care & Support Centres (CSCs) across India to expand access to essential services, increase treatment adherence, reduce stigma and discrimination, and improve the quality of life of people living with HIV (PLHIV). And through Vihaan, Chavara Home, having a capacity of 10 inpatients, gets visits from

doctors of District Hospital, Dimapur to check on the patients. The sisters in Chavara Home are all trained nurses and help look after the patients. 50% of all patient medical expenses are borne by the sisters. The Home gets its ART supply from the District Hospital, Dimapur – which is also the District ART Centre – and has so far treated about 3900 patients. The Home also houses 13 girl children – infected and affected by HIV/AIDs. These 13 children go to a nearby school. While the home makes an effort to see that PLHAs do not face discrimination in getting treatment, “self stigma” amongst PLHAs is a major problem. Sister Florence and Sister Rosalia from Chavara Home inform that people infected with HIV are scared of revealing their status and sometimes unwilling to get treatment. And being infected with HIV is not always a case of having “low morals”. “More than half of the people infected are victims,” Sister Florence informs. In all these, it is the wives who suffer the most as they are often the ones taking care of the family. Sister Florence explains that it is often a husband having extra-marital affairs infecting the wife and the wife in turn the children. However, there are cases of people receiving HIV through blood transfusion. There are also cases of doctors and midwives getting infected while attending to childbirth. The home has also faced its share of discrimination. Sister Florence informs that while trying to avail the Integrated Child Protection Scheme (ICPS) – a centrally sponsored scheme – for HIV positive children, the official had refused to entertain them. Sister Florence and Sister Rosalia point to a need for churches, NGOs, schools and colleges to createawarenessonHIV/AIDS.“Therearesomany churches but there is little compassion,” Sister Florence says. “Church alak, morom alak,” (church one side, compassion the other side) she adds. Meanwhile, Lucy is not afraid of being HIV positive. The numerous counselling she received has helped and encouraged her. “I have nothing to fear. My trust is placed in God,” she says pointing above. She has a little message for people who aren’t aware of the virus. “HIV does not spread through contact, or conversations,” she says, barely able to conceal her emotions.

TuENsaNg, may 31 (mExN): The issue of Primary Health Centre (PHC) Panso under Noklak sub-division of Tuensang district, which had remained dormant for some time, has finally been settled in “binding agreement” with the initiative of the Pathso Range Students’ Union (PRSU) and in consensus with the village councils and well wishers of the adjoining villages. Expired goods seized from shops in Kiphire

kiphirE, may 31 (mExN): Student unions of Kiphire district along with district administration and police conducted surprise checking in shops located in and around Kiphire town on May 29 and seized huge quantity of expired goods. The student unions included Kiphire Area Sangtam Students’ Union, Singti Area Students’ Union, Seyochung Area Students’ Union, Amahator Range Students’ Union, and Longmatra Area Students’ Union. The expired goods which included biscuits, mineral water, medicines, sweets, channa, Mimi noodles, cold drinks etc. were burned at KTC dumping site the same day. ‘NSCN (IM) putting pressure on candidates for ADC elections’ Esha Roy

he tumultuous campaign for the elections of the Autonomous District Councils came to an end on Sunday afternoon. The elections for the ADCs will take place on Monday. The Autonomous District Councils are councils for the devolution of powers from Imphal to the five tribal hill districts in Manipur where development is poor. Each of the five districts have one autonomous district council which comprises of 24 elected members and two additional members who are nominated. In Manipur however, the ADCs, have no financial power whatsoever. Yet, these are stiffly contested elections. This time round, like previous years, there have been allegations of kidnappings and coercion by underground groups who have

been used to pressurize voters on behalf of candidates. The Indian Express acquired the copy of a letter distributed in Ukhrul district by the NSCN (IM) coercing voters to cast their votes for all NPF candidates. In its letter, signed by retired Lt General Markson, now convener NSCN (IM), the banned outfit says: “All absentee votes should be cast in favour of NPF for the Naga National issue. This responsibility has to be borne by the Chairman/Women Society/ Students Union. You cannot fail.” In a second letter addressed to all village chiefs, Markson has said, “I could not come personally to your village but take this letter as my presence being there. With you as the head and your village authority/women society/students union all should ensure that the total votes in your village, because of the present

Naga issue, your franchise must be cast in favour of the NPF.” Speaking to The Indian Express, a Congress worker from Ukhrul district said that there has been tremendous pressure from the NSCN (IM) in this year’s local district elections. “A staff member and Congress supporter in Ukhrul town was picked up yesterday by the IM at around 4 pm. He was then thrashed for several hours and released by 7 pm in the evening,” he said on condition of anonymity. Reports of brief abductions have been filtering in the past week – where candidates or their supporters have been picked up and released only after insurgents have been paid out. Village chairman of Taningjang village was abducted by three suspected cadre members of the NSCN (IM) yesterday. He had purportedly been supporting the BJP candidate

of the Magulong district council in Tamenglong district of Manipur. According to BJP state president Th Chauba Singh, NSCN (IM) Kilonser Major Agim is involved in the kidnapping incident. BJP candidate from the Sadar Hills M John Thangal was also abducted in Senapati district Friday afternoon but was released yesterday morning. On May 26, Congress candidate from Ukhrul district Ngachonmi Chamroy was allegedly abducted by NSCN (IM) cadre members while he was on his way to his campaign. He was travelling in a Ford Figo with five of his workers. The workers were freed soon after while the candidate was detained. Chamroy was freed later that evening. The same day a Congress worker in Tamenglong district was kept under house arrest again by the NSCN (IM). A team of polling personnel

was transporting polling material to Chothe Munpi, Ukha and Mongpen polling stations when they were overpowered and the material including ballot boxes were taken from them by unknown persons. “In most of these cases, the candidate or worker is freed once money is paid off to the cadre members,” says a Congress insider. But it’s not just the Congress which seemed to have suffered at the hands of the NSCN (IM). BJP general secretary Tapir Gao has been in Manipur for the past few months and has alleged that BJP candidates are being threatened by both the NSCN (IM) – which supports the NPF, as well as by Kuki groups who have entered Suspension of Operation Agreements with the Centre. “For the 144 seats we are fielding candidates from, we

have 340 applicants which is a really good sign for the BJP. For us it’s more of a dress rehearsal for the next assembly elections so that Manipur can finally have a BJP presence. Because of the local elections, we have an organized set up and workers in every district. But the underground groups have been interfering in this democratic process. In all the districts, they have been making rounds of villages with arms and ammunition. They are under suspension of operation. How can they be openly roaming about armed – how can the state and the Center allow this to happen? It’s as if the underground groups have grown in power,” said Gao while talking to The Indian Express. “One of our candidates was beaten publicly in Chandel district. All the houses in another village were plundered and bro-

ken. A BJP candidates wife was kidnapped and then later released in a third village. In many areas the Assam Rifles is assisting the SOO insurgents in their coercion tactics. ordinance to provide legal recognition to the functions of traditional institutions in the entire state. Following the approval, the Meghalaya Local Administration (Empowerment of Traditional Institutions, Traditional Bodies and Headmen in Governance and Public Delivery System) Ordinance, 2015 was notified in the gazette. The traditional intuitions include that of the Syiem, Lyngdoh, Sirdar, Wahadar, Dolloi, Rangbah Shnong in the Khasi - Jaintia Hills and that of A'King Nokma in the Garo Hills.

In a nutshell, the ordinance empowers traditional institutions to issue certificates to villagers within their respective jurisdictions. The certificates may relate to proof of residence, life certificate of pensioners, no objection certificate for running hotel or guest house, and any other matter to be notified by the government. The ordinance also provides protection on action taken under it as no suit or legal proceeding would lie against the headmen or traditional institutions in the discharge of functions.

tax to rise to 14% Hopes of rate cut, monsoon & Service from tomorrow; mobile disinvestment to drive markets calls, hotels to be costlier

MuMbai, May 31 (iaNS): Hopes of a policy rate cut by the apex bank coupled with encouraging news on monsoon progression might cheer the markets during the week starting from June 1. Lately, the Indian equities markets have been subdued due to disappointing weakerthan-expected quarterly results, Greece’s pay-out crises, crude oil price rally and currency fluctuations. “The markets are going to be volatile for the first few days. Greece’s paying its dues to the IMF (International Monetary Fund) is the major global event, this week. It will have the markets world over on their heels,” Devendra Nevgi, chief executive of ZyFin Advisors, told IANS. “Crude oil and other commodity prices too can play a major spoiler, if their upward progression continues. Currency fluctuation and dollar strengthening vis-a-vis rupee is another cause for concern during this period,” Nevgi elaborated. But, the one major factor that can make or break the momentum of the markets will be the Reserve Bank of India’s (RBI) deci-

sion on a policy rate cut. The RBI will conduct it bimonthly monetary policy review on June 2, 2015. “The mood and expectations right now is of a 25 basis points cut. But the markets will rally if there is a 50 basis points cut,” Nevgi pointed. The markets are hopeful that the better-than-expected retail and wholesale price data will prompt the apex bank to cut rates and kick-start the consumer cycle in the country. The retail inflation eased nearly 40 basis points to 4.87 percent in April, official data showed. The annual rate of wholesale price inflation (WPI) decelerated further to its lowest in the last six months at (-)2.65 percent for April from (-)2.33 percent for the month before. However, industrial recovery hopes have been belied with the growth in India’s factory output slowing to 2.1 percent in March. “A 25 or 50 basis points cut will stabilisethe markets after the initial downtrend that is expected to take place due to the Greece crises,” Nevgi said. Analysts said that the rate cut

will lead the foreign investors back into India, as it will be one amongst a few growing countries that still have the potential of a rate cut. The outlook and language used by the governor will also be very important to see the traction of RBI’s strategy vis-a-vis US Fed moves on rate hike. “Any statement by the RBI governor has the power to either boost the markets or sink them,” Nevgi jibed. The RBI is cautious about the US Fed’s stand that the rate hike might take place in the latter part of the year. With higher interest rates in the US, the foreign portfolio investors (FPIs) are expected to be led away from the emerging markets such as India. Dipen Shah, head of private client group research with Kotak Securities, predicted high levels of volatility in the markets, due to so many local and global factors which will impact investor sentiments. “Many investors will be on the sideways during the next week. Short perspective wise, we can expect high levels of sector specific sell-outs in the week ahead, especially with those sectors

whose major company’s results are expected,” Shah told IANS. “After the major results and the policy review, the markets will focus mainly on the international cues and commodity price rise if any. Government moves on reforms and investments will also be looked at closely,” Shah added. According to Alex Mathews, head-research with Geojit BNP Paribas Financial Services, the US-based data such as monthly services PMI (purchasing managers index), non-farm jobs data and housing sales figures will also be the key drivers for the markets. “Domestically, the vehicle sales numbers are on Monday, followed by other major figures for May. Plus Friday’s gross domestic product (GDP) data at 7.3 percent growth will also add in positive cues for the markets,” Mathews said. Mathews added that many domestic investors are waiting for the government to off-load stake in Indian Oil and NTPC. “Domestic investors will be interested more in the markets, now because of the cheap valuations and the upcoming stake sales by the government in Indian Oil and

NTPC,” Mathews told IANS. With the RBI rate cut, quarterly results, crude oil and international volatility factored-in by the market, analysts fell that the markets will literally be looking at the sky to known the next major movement cue. “Monsoon predictions right now is of less-than-average rainfall. This is a bad news, but if this prediction deteriorates further, than we can see a gradual buildup of pressure in the markets in the coming 2 weeks,” said Gaurav Jain, director with Hem Securities. “Monsoon holds promises right now as all other major cues have been factored in. The monsoon performance will give a picture of either an increase or decrease in rural incomes. This will also tell us about the growth potential sectors like auto ancillary and fast moving consumer goods (FMCG) and the country’s GDP,” Jain told IANS. Last week, the barometer index S&P Bombay Stock Exchange (BSE) Sensex index fell 129.06 points, or 0.46 percent. At the National Stock Exchange (NSE), the broader 50-share Nifty settled lower by 25 points ot 0.3 percent.

New Delhi, May 31 (PTi): People will have to shell out more from tomorrow while using mobiles, eating out and travelling as the service tax rate goes up to 14%. Finance minister Arun Jaitley in his Budget had proposed to raise service tax from 12.36% (including education cess) to 14%. The proposal takes effect from June 1. The tax is levied on all services, expect a small negative list. Some of the key services that will attract higher tax and hence become costlier are: railways, airlines, banking, insurance, advertising, architecture, construction, credit cards, event management and tour operators. Mobile operators and credit card companies have already started sending messages to subscribers conveying the increase in service tax rate which will have a bearing on the bills. According to railway ministry officials, fares for first class and AC classes in passenger trains, besides freight charges, will go up by 0.5% from June 1. “Currently, 3.7% service tax is levied on train fares for AC class, first class and freight. This will go up to 4.2% from June which means the rise is only 0.5%,” the official said. Currently, there is abatement of 70% on passenger services. Jaitley had proposed to raise the service tax rate to 14% to facilitate a smooth transition to the Goods and Services Tax (GST) regime, which the government wants to roll out from April 2016. Once implemented, GST will subsume service tax, excise and other local levies. “To facilitate a smooth transition to levy of tax on services by both the Centre and the States, it is proposed to increase the present rate of service tax plus education cesses from 12.36% to a consolidated rate of 14%,” Jaitley had said in Budget speech. Education cess, which is levied on service tax, will be subsumed in the service tax rate with effect from June 1. Although the Budget also proposed a 2% Swachh Bharat cess on selected services, the government is yet to come out with a notification in this regard.

New Delhi. May 31 (PTi): internet Protocol (IP) traffic in India will quadruple at a compounded annual growth rate (CAGR) of 33 percent by 2019 due to increasing mobile access and demand for video services, tech firm Cisco said. It took 32 years – from 1984 to 2016 – to generate one zettabyte of IP Traffic annually. According to this year’s Visual Networking Index, we will generate 2 zettabytes of IP traffic annually, just three years later in 2019,” said Sanjay Kaul, managing director, global service provider business, Cisco India and SAARC, in the 10th annual Cisco Visual Network Index Forecast for India. “In India, the IP traffic will grow fourfold from 2014 to 2019, a compound annual growth of 33 percent and reach four exabytes per month in 2019, up from 967 petabytes per month in 2014,” he added. Heavy consumption of mobile data, skyrocketing networked devices, faster broadband speeds and increased video consumption are the key drivers for the growth, the forecast said, adding networked devices in India will grow from 1.1 billion devices in 2014 to 1.6 billion in 2019, while average fixed broadband speed will increase from 4Mbps in 2014 to 12Mbps in 2019. Mobile data traffic is another area which is expected to see phenomenal rise in India – a 13 fold growth rate at a CAGR of 67 percent, says Cisco. Mobile traffic was nine percent of the total IP traffic in 2014 and will reach 28 percent of the total IP traffic in 2019, the forecast said.

Our mania for hope is a curse

W

hen The Morung Express started speaking to government doctors and other officials about HIV/AIDS in Nagaland, there was panic. The doctors were looking at an increasing number of cases every month, and the goal of zero new cases by 2020 seemed laughable to most. The general population, with an HIV prevalence of 0.88 as of 2012-13 (ANC), is reportedly hazy about the world of HIV. Educated people, who have presumably learnt about HIV in school, are not getting tested voluntarily. The actual prevalence may vary if they did, or made their hidden status known. Patients drop out of treatment regimes frequently, leading to drug resistance and failure. Proper testing machines that help doctors put patients on the right line of treatment are either falling apart (CD4 machine) or are entirely missing (Viral Load Testing). So we asked the Nagaland State AIDS Control Society (NSACS), the executing body of National AIDS Control Organisation (NACO) in Nagaland, for data. After two weeks of cracking our knuckles on that door (for some autocratic reason, only the Director is authorised to share any information about HIV in the State), we were given data from the Computerised Management Information Systems (CMIS). We made rigorous calculations and deductions from this, only to be told by sources that the CMIS is the direct reporting of HIV cases by the different centres in Nagaland to the system. The sampling was unstructured, and showed a bizarre prevalence rate of 1.14 as of 2014-15 (ANC). The data was irrelevant. Only then we realised that the HIV Sentinel Surveillance will provide the correct estimate as this report is used by policy makers. The latest such report available was of 2012-13, which we used for our reports, apart from some other data that NSACS shared with us. The HIV prevalence among the general population was showing an upward trend—at times falling but not too low. So we asked the HIV doctors hired by the government, what is the solution? This is what one said: S – Safe sex and no sex before marriage T – Treat women with respect O – Offer treatment through the church P – Partner with only one person for life; be faithful His message was “moral behaviour” can stop the spread of the Virus. The NSACS has a similar campaign with posters all over asking the population for: A— Abstinence B— Be faithful C— Use a condom An official at one of the District AIDS Prevention and Control Unit (DAPCU) was asked the primary lesson she gives when on field, while distributing condoms or educating the people about HIV. “We must always teach our children never to have sex before marriage,” she said. Alas, it was observed by an Anti Retroviral Treatment (ART) doctor that 80% of the pregnant women who had contracted HIV were faithful to their husbands. They had no idea how, apart from through their husbands, could they have got the Virus. They were not involved in sex work, nor were they injecting drug users. They were portraying, in essence, “moral behaviour.” Yet life did not show sweet results. HIV in Nagaland operates in a high stigma zone. While doing our small research on HIV, it was learnt that a whole neighbourhood somewhere in Peren district refused to go the funeral of their neighbour known to have been living with HIV. In yet other zones, it was assumed that people living with HIV (PLHIV) had in some way been “immoral.” This is reflected even in the inner turmoil that a person living with HIV deals with—will I be discarded now that my “immorality” has been established through an HIV+ status? Self stigmatisation, among other factors, leads to PLHIV shying away from timely treatment, and often skipping getting their ART for fear of being seen by someone they know. These two stigma cycles lead to the “silent spread” of HIV though India has a highly successful HIV/AIDS program. It has a particularly debilitating effect on women affected by HIV who have the haunting and consistent fear of facing violence. In such a scenario, the government needs to promote, first of all, that condoms and ART are for all. “Use a condom, and this is how you do it,” the government should say. “If you are positive, get timely ART.” It is good to be faithful to a partner. However, when something like HIV is on the spread, at the rate that it is in Nagaland, it is important for a public service body not to go into issues of morality but control the spread of the Virus first of all. Saying that abstinence and faithfulness are the first points to avoid HIV, creates the imagination that if a person is found to be positive, there must have been promiscuity and unfaithfulness involved. This adds an unnecessary burden on the patient, and instead of offering the essential public health service that the government should (or else why should it be there at all?), it gives an invisible rap on the knuckle first of all. This violates the right of PLHIV access to their human rights. It puts the life of a whole new generation at risk. It deters people, especially influential ones who could set the example for the general population, from getting tested voluntarily and becoming HIV activists. It puts the efforts by NACO and NSACS, with its officials and doctors putting in commendable effort, on the back foot. The Naga people form a small nation population-wise. As long as the government in Delhi is funding this mega HIV program, it is essential for governments here to utilise this opportunity and be able to plug the gaps and be realistic, not moralistic, about HIV. Teaching a child about condoms, sex and HIV in school does not amount to promoting frivolous promiscuity—it is empowering the child, male or female, to make the right decisions as an adult, for when they find love. he naive belief that history is linear, that moral progress accompanies technical progress, is a form of collective self-delusion. It cripples our capacity for radical action and lulls us into a false sense of security. Those who cling to the myth of human progress, who believe that the world inevitably moves toward a higher material and moral state, are held captive by power. Only those who accept the very real possibility of dystopia, of the rise of a ruthless corporate totalitarianism, buttressed by the most terrifying security and surveillance apparatus in human history, are likely to carry out the self-sacrifice necessary for revolt. The yearning for positivism that pervades our corporate culture ignores human nature and human history. But to challenge it, to state the obvious fact that things are getting worse, and may soon get much worse, is to be tossed out of the circle of magical thinking that defines American and much of Western culture. The left is as infected with this mania for hope as the right. It is a mania that obscures reality even as global capitalism disintegrates and the ecosystem unravels, potentially dooming us all. The 19th century theorist Louis-Auguste Blanqui, unlike nearly all of his contemporaries, dismissed the belief, central to Karl Marx, that human history is a linear progression toward equality and greater morality. He warned that this absurd positivism is the lie perpetrated by oppressors: “All atrocities of the victor, the long series of his attacks are coldly transformed into constant, inevitable evolution, like that of nature. ... But the sequence of human things is not inevitable like that of the universe. It can be changed at any moment.” He foresaw that scientific and technological advancement, rather than being a harbinger of progress, could be “a terrible weapon in the hands of Capital against Work and Thought.” And in a day when few others did so, he decried the despoiling of the natural world. “The axe fells, nobody replants. There is no concern for the future’s ill health.” “Humanity,” Blanqui wrote, “is never stationary. It advances or goes backwards. Its progressive march leads it to equality. Its regressive march goes back through every stage of privilege to human slavery, the final word of the right to property.” Further, he wrote, “I am not amongst those who claim that progress can be taken for granted, that humanity cannot go backwards.” Blanqui understood that history has long periods of cultural barrenness and brutal repression. The fall of the Roman Empire, for example, led to misery throughout Europe during the Dark Ages, roughly from the sixth through the 13th centuries. There was a loss of technical knowledge (one prominent example being how to build and maintain aqueducts), and a cultural and intellectual impoverishment led to a vast historical amnesia that blotted out the greatest thinkers and artists of the classical world. None of this loss was regained until the 14th century when Europe saw the beginning of the Renaissance, a development made possible largely by the cultural flourishing of Islam, which through translating Aristotle into Arabic and other intellectual accomplishments kept alive the knowledge and wisdom of the past. The Dark Ages were marked by arbitrary rule, incessant wars, insecurity, anarchy and terror. And I see nothing to prevent the rise of a new Dark Age if we do not abolish the corporate state. Indeed, the longer the corporate state holds power the more likely a new Dark Age becomes. To trust in some mythical force called progress to save us is to become passive before corporate power. The people alone can defy these forces. And fate and history do not ensure our victory. Blanqui tasted history’s tragic reverses. He took part in a series of French revolts, including an attempted armed insurrection in May 1839, the 1848 uprising and the Paris Commune—a socialist uprising that controlled France’s capital from March 18 until May 28 in 1871. Workers in cities such as Marseilles and Lyon attempted but failed to organize similar communes before the Paris Commune was militarily crushed. The blundering history of the human race is always given coherence by power elites and their courtiers in the press and academia who endow it with a meaning and coherence it lacks. They need to manufacture national myths to hide the greed, violence and stupidity that characterize the march

of most human societies. For the United States, refusal to confront the crisis of climate change and our endless and costly wars in the Middle East are but two examples of the follies that propel us toward catastrophe. Wisdom is not knowledge. Knowledge deals with the particular and the actual. Knowledge is the domain of science and technology. Wisdom is about transcendence. Wisdom allows us to see and accept reality, no matter how bleak that reality may be. It is only through wisdom that we are able to cope with the messiness and absurdity of life. Wisdom is about detachment. Once wisdom is achieved, the idea of moral progress is obliterated. Wisdom throughout the ages is a constant. Did Shakespeare supersede Sophocles? Is Homer inferior to Dante? Does the Book of Ecclesiastes not have the same deep powers of observation about life that Samuel Beckett offers? Systems of power fear and seek to silence those who achieve wisdom, which is what the war by corporate forces against the humanities and art is about. Wisdom, because it sees through the facade, is a threat to power. It exposes the lies and ideologies that power uses to maintain its privilege and its warped ideology of progress. Knowledge does not lead to wisdom. Knowledge is more often a tool for repression. Knowledge, through the careful selection and manipulation of facts, gives a false unity to reality. It creates a fictitious collective memory and narrative. It manufactures abstract concepts of honor, glory, heroism, duty and destiny that buttress the power of the state, feed the disease of nationalism and call for blind obedience in the name of patriotism. It allows human beings to explain the advances and reverses in human achievement and morality, as well as the process of birth and decay in the natural world, as parts of a vast movement forward in time. The collective enthusiasm for manufactured national and personal narratives, which is a form of self-exaltation, blots out reality. The myths we create that foster a fictitious hope and false sense of superiority are celebrations of ourselves. They mock wisdom. And they keep us passive. Wisdom connects us with forces that cannot be measured empirically and that are outside the confines of the rational world. To be wise is to pay homage to beauty, truth, grief, the brevity of life, our own mortality, love and the absurdity and mystery of existence. It is, in short, to honor the sacred. Those who remain trapped in the dogmas perpetuated by technology and knowledge, who believe in the inevitability of human progress, are idiot savants. “Self-awareness is as much a disability as a power,” the philosopher John Gray writes. “The most accomplished pianist is not the one who is most aware of her movements when she plays. The best craftsman may not know how he works. Very often we are at our most skillful when we are least self-aware. That may be why many cultures have sought to disrupt or diminish self-conscious awareness. In Japan, archers are taught that they will hit the target only when they no longer think of it—or themselves.” Artists and philosophers, who expose the mercurial undercurrents of the subconscious, allow us to face an unvarnished truth. Works of art and philosophy informed by the intuitive, unarticulated meanderings of the human psyche transcend those constructed by the plodding conscious mind. The freeing potency of visceral memories does not arrive through the intellect. These memories are impervious to rational control. And they alone lead to wisdom. Those with power have always manipulated reality and created ideologies defined as progress to justify systems of exploitation. Monarchs and religious authorities did this in the Middle Ages. Today this is done by the high priests of modernity— the technocrats, scholars, scientists, politicians, journalists and economists. They deform reality. They foster the myth of preordained inevitability and pure rationality. But such knowledge—which dominates our universities—is anti-thought. It precludes all alternatives. It is used to end discussion. It is designed to give to the forces of science or the free market or globalization a veneer of rational discourse, to persuade us to place our faith in these forces and trust our fate to them. These forces, the

experts assure us, are as unalterable as nature. They will lead us forward. To question them is heresy. The Austrian writer Stefan Zweig, in his 1942 novella “Chess Story,” chronicles the arcane specializations that have created technocrats unable to question the systems they serve, as well as a society that foolishly reveres them. Mirko Czentovic, the world chess champion, represents the technocrat. His mental energy is invested solely in the 64 squares of the chessboard. Apart from the game, he is a dolt, a monomaniac like all monomaniacs, who “burrow like termites into their own particular material to construct, in miniature, a strange and utterly individual image of the world.” When Czentovic “senses an educated person he crawls into his shell. That way no one will ever be able to boast of having heard him say something stupid or of having plumbed the depths of his seemingly boundless ignorance.” An Austrian lawyer known as Dr. B, whom the Gestapo had held for many months in solitary confinement, challenges Czentovic to a game of chess. During his confinement, the lawyer’s only reading material was a chess manual, which he memorized. He reconstructed games in his head. Forced by his captivity to replicate the single-minded obsession of the technocrat Czentovic, Dr. B too became trapped inside a specialized world, and, unlike Czentovic, he became insane temporarily as he focused on a tiny, specialized piece of human activity. When he challenges the chess champion, his insanity returns. Zweig, who mourned for the broad liberal culture of educated Europe swallowed up by fascism and modern bureaucracy, warns of the absurdity and danger of a planet run by technocrats. For him, the rise of the Industrial Age and the industrial man and woman is a terrifying metamorphosis in the relationship of human beings to the world. As specialists and bureaucrats, human beings become tools, able to make systems of exploitation and even terror function efficiently without the slightest sense of personal responsibility or understanding. They retreat into the arcane language of all specialists, to mask what they are doing and give to their work a sanitized, clinical veneer. This is Hannah Arendt’s central point in “Eichmann in Jerusalem.” Technocratic human beings are spiritually dead. They are capable of anything, no matter how heinous, because they do not reflect upon or question the ultimate goal. “The longer one listened to him,” Arendt writes of the Nazi Adolf Eichmann on trial, “the more obvious it became that his inability to speak was closely connected with an inability to think, namely, to think from the standpoint of somebody else. No communication was possible with him, not because he lied but because he was surrounded by the most reliable of all safeguards against the words and presence of others, and hence against reality as such.” Zweig, horrified by a world run by technocrats, committed suicide with his wife in 1942. He knew that from then on, the Czentovics would be exalted in the service of state and corporate monstrosities. Resistance, as Alexander Berkman points out, is first about learning to speak differently and abandoning the vocabulary of the “rational” technocrats who rule. Once we discover new words and ideas through which to perceive and explain reality, we free ourselves from neoliberal capitalism, which functions, as Walter Benjamin knew, like a state religion. Resistance will take place outside the boundaries of popular culture and academia, where the deadening weight of the dominant ideology curtails creativity and independent thought. As global capitalism disintegrates, the heresy our corporate masters fear is gaining currency. But that heresy will not be effective until it is divorced from the mania for hope that is an essential part of corporate indoctrination. The ridiculous positivism, the belief that we are headed toward some glorious future, defies reality. Hope, in this sense, is a form of disempowerment. There is nothing inevitable about human existence except birth and death. There are no forces, whether divine or technical, that will guarantee us a better future. When we give up false hopes, when we see human nature and history for what they are, when we accept that progress is not preordained, then we can act with an urgency and passion that comprehends the grim possibilities ahead.

The Day of the White Cat – Part II Girls seek sisterhood –

Y

ou remember the story of the Day of the White Cat that I was I telling you about last week? If you remember well, I told you about Uncle Caleb and how he had mobilized my four cousin brothers and I to plot the assassination of my grandmother’s only white cat. You seen, the cat had committed the grievous sin of stealing chicken eggs from several huts in our village. And, by stealing chicken eggs, the White Cat, according to Uncle Caleb, was threatening the food security of our entire village. Though I was part of the conspiracy to kill the cat, I had committed a cardinal sin as well: by revealing the secret of the plot to my grandmother, I had betrayed the brotherhood. Though through the revelation I had felt a heavy burden lifted off my shoulders, moments later I had to bear the burden of guilt. I had become a traitor. In our village culture, betrayal was a serious criminal offence. I decided that in order to camouflage my guilt, I would be very vocal in the next meeting. I would ensure I would be the first to propose ways in which we could quickly dispatch the cat to its Maker. In fact, I decided that I would propose that we kill the cat through poisoning its food. Simple! The next meeting was scheduled for late afternoon, after we had completed all our farm chores, taken the domestic animals for a good drink of the cool waters of river Dhene, and had a light meal. The brigade comprising my four cousin brothers and I arrived at Uncle Caleb’s house almost at the same time using sophisticated codes of oral culture. No one else in the village seemed to notice anything odd in our movements. Our body language did not betray we shared a deep conspiracy. Soon after the meeting was called to order, I made my proposal that we should poison the cat and that I was ready to do it myself as long as someone got me some poison. Another cousin of mine suggested that we should try and make it as painless as possible, so, we should simply use a bow and poisoned arrow. But we all thought an arrow might be traced back to us and it may end up being more painful. We need an instant method. Another cousin proposed we should find a way to catch the cat by tricking it to enter a gunny bag then we could throw the bag into one of our pit latrines. This proposal was applauded but no one could explain how we could trick a cat that steals eggs into entering a gunny bag. After a round of back and forth arguments, eventually my proposal was adopted. Problem now was what kind of poison and how to do it without the Owner of the Cat noticing. Then it occurred to Uncle Caleb that if

we timed the plot very well, it would look like it was the Owner of the Cat, my grandmother, who killed her own cat. My grandmother usually fed the dogs and the cats in the village after we all had had our dinner. So, I would only need to pretend I was helping out then drop the poison in the cat’s food. No one would notice in the darkness. The other advantage it was pointed out was that the White Cat, because of itsgreed and arrogance, always ate alone. The White Cat would have its own plate so killing it without endangering other cats and dogs would be easy. Uncle Caleb then explained how he would manufacture the poison himself. He told us, in the tone of an experienced laboratory technician, that dry battery cells – the ones we normally use in our transistor radio – is real poison. I can still remember his words: “I will get two or three battery cells, then I will peel off the outer layer and then grind the black part inside, together with that black rod at the centre. I tell you, if you mix that black part with just a little water, the cat will not survive a minute.” The meeting was dismissed with the consensus that Uncle Caleb would prepare the poison and I would ensure the cat dies over the weekend. That evening, after the family had had dinner and everyone had retired to their huts, my grandmother worea curious silence, anxiously waiting for my “report.” Like an experienced traitor, I calmly laid out the details from our meeting starting from the three options we had considered and how we had settled on poisoning the cat, who would prepare the poison, and how I would poison the cat and make it look like she did it herself. Again, my grandmother, Dana Josephina Ogecha Nyo’Tenda, did not say much. She smoked her Kali cigarette calmly as she listened. You see, Dana smoked by inserting the lit side of the cigarette inside her mouth. As a child I always found that so amusing. And, that night, she seemed to smoke more than usual. Having received my report, my grandmother went insider her bedroom carrying her Nyangile lamp. She returned moments later with a gunny bag, the kind we used to store maize cobs during great harvest. What was Dana plotting? She proceeded to prepare the meals for the dogs and cats. The dogs and cats in our village knew their right to food and, more importantly, when they should feed. Any delay resulted in impatient growls from the dogs and cats. Dana carried the food for the animals tray by tray but warned me to stay inside. I believed Dana did not want me to be a witness of how she had opted to make it easier for herself and her cat by killing the

cat herself. While Dana was outside feeding the animals in the darkness, I had this loud growl. It was obvious an animal was fighting for its life. Did Dana decide to take matters into her own hands and killer her own cat? The growling of the cat continued and other animals growled in solidarity. Before long, my grandmother returned to the house holding the gunny bag with its contents. Inside the gunny bag was the live White Cat, evidence that it had caught the bait somehow. How Dana managed to do this I can never explain up to this day. That night was long as the cat kept fighting for its freedom but Dana had hanged the gunny bag in such a way that the cat became more tired every time it tried fighting for freedom. Inside the gunny bag was some food so the cat fought then ate. Fought again and ate some more. Eventually the cat gave up and decided, like the rest of us, to sleep. The following morning, at the crack of dawn, Dana left with the gunny bag containing the White Cat. I did not ask any questions as she prepared to leave. I was too afraid. My grandmother returned around midday, without the gunny bag and without the cat. Again, I did not ask any questions. Later that day, while working with Dana on her kitchen garden, she told me she had taken cat to her brother who lived in Ebusubi village, some 10 kilometers away. She explained that this brother of hers loved keeping cats because they lived in an area with many snakes. There, she was sure that the cat would not only have enough to eat but would also not be able to trace its way back to our home. A week passed and everyone in the village was happy. No more chicken eggs were disappearing. I was happy because I did not need to commit murder. Even Uncle Caleb’s seemed reasonably happy with the outcome even though at some point her had wondered aloud if any one of us had leaked the information to Dana. Another week passed, and the story of the White Cat was now entering the library of oral history. Towards the end of the third week, as the family gathered for dinner in Dana’s hut, we all heard that distinct miaow. This was no ordinary miaow. It was the kind of miaow that announced a triumphant return. We all looked towards the origin of the sound – the grass thatched roof. And, there, comfortably patched on one of the wooden palingsthat holds the roof was the White Cat. It was looking down at us with a dare in its eyes. The White Cat had returned. The White Cat was prepared to reclaim its space and place in the food chain!

he notion that young women are traveling to Syria solely to become "jihadi brides" is simplistic and hinders efforts to prevent other girls from being radicalized, new research suggests. Young women are joining the socalled Islamic State group for many reasons, including anger over the perceived persecution of Muslims and the wish to belong to a sisterhood with similar beliefs, according to a report released Thursday by the Institute for Strategic Dialogue and the International Center for the Study of Radicalization at King's College London. Western societies must understand these varied motivations if they hope to prevent more women from joining the militants and potentially returning to their home nations to commit acts of terrorism, argue the report's authors, Erin Saltman and Melanie Smith. Thinking of them as all being brainwashed, groomed, innocent girls hinders understanding of the threat they pose. "They're not being taken seriously," Smith said. "It's inherently dangerous to label people with the same brush." The researchers suggest that while the term jihadi bride may be catchy from a media point of view, the young women who are traveling to Syria see themselves as something more: pilgrims embarking on a mission to develop the region into an Islamic utopia. Many would like to fight alongside male recruits, but the group's strict interpretation of Islam relegates them to domestic roles. The primary responsibility for a woman in Islamic State-controlled territory may be to be a good wife and a "mother to the next generation of jihadism," but the study concluded that women are playing a crucial propaganda role for the organization by using social media to bring in more recruits. "The propaganda is dangerous," Smith said. "It draws vulnerable or 'at risk' individuals into extremist ideologies ... simplifying world conflicts into good versus evil which allows someone the opportunity of being the 'hero' - an empowering narrative for a disenfranchised, disengaged individual." Young women are often vulnerable to this kind of rhetoric because they are questioning their identities as they grow into adults. Many of the young women observed said they felt socially and culturally isolated in secular Western society, and saw the region controlled by Islamic State as "a safe haven for those who wish to fully embrace and protect Islam," according to the report. About 550 young women, some as young as 13, have already traveled to Islamic State-controlled territory, according to the report. The authors combed the social me-

dia accounts of more than 100 female profiles across platforms such as Twitter, Facebook and Tumblr. To grow their sample, they used a "snowball" technique in which female Islamic state migrants were identified among networks of other Islamic State networks. Photos, online chats and other accounts helped place the women geographically in Syria or Iraq. Researchers say the women came from 15 countries and were largely operating in English. They consistently talked about the camaraderie they experienced after moving to Islamic State territory, and often used social media to post images of veiled "sisters" posing together. "This is often contrasted with discussions about the false feeling or surfacelevel relationships they iterate they previously held in the West," the authors said. "This search for meaning, sisterhood, and identity is a primary driving factor for many women to travel." They are also searching for romance in the form of marriage. "Online, images of a lion and lioness are shared frequently to symbolize this union," the report said. "This is symbolic of finding a brave and strong husband, but also propagandizes the notion that supporting a jihadist husband and taking on the ISIS ideology is an empowering role for females." One woman identified only as Shams and who is a qualified doctor, found her husband through an arranged meeting. He proposed immediately. She posted an image of her wedding, which features the Islamic State flag in the background. Her bearded husband wears a tie. She wears a white burqa with only a slit for the eyes. She captioned the picture: "Marriage in the land of Jihad: Till Martyrdom Do Us Part." While they are enticed by romantic stories about groups of women eating by candlelight and bathing in the Euphrates, most of the young migrants quickly find that the reality of their lives belies the rhetoric. While life in Syria is difficult, few women voice their grievances directly. Islamic State has relied on a decentralized network of "messengers" to proliferate its world vision, and the network snaps into action to quickly reprimand anyone who speaks out. The hashtag "#nobodycaresaboutthewidow," didn't last long. But the women do warn those who may follow them that they should be ready to "be tested" by intermittent electricity, water shortages, bitter winters and the travails of life in a war zone. Health care is a particular concern, with one Western woman describing her experience of having a miscarriage in an Islamic State hospital because she couldn't communicate with the doctor. "These anecdotes serve to disprove the idea of the well-integrated, utopian society that is so strongly emphasized by ISIS propaganda," researchers said.

If we go by the number of churches in our state, one would think that it is a very peaceful place where everyone respects and loves each other. But this is not true. The churches are no doubt very active in preaching the word of God, but what it does not do it actually teach the congregation to lead Christian lives.

waShiNgToN, May 31 (iaNS): In a major success, an Indian-American scientist and his colleague have identified a new, less-invasive method to provide diagnostic information on kidney disease and its severity. They used an optical probe and Raman spectroscopy to differentiate between healthy and diseased kidneys. "There are some molecules that must be responsible for these different Raman signals, but we don't need to know what those molecules may be," said Chandra Mohan, professor at University of Houston in the US. "As long as there's a difference in the signal, that's good enough -- you can easily differentiate between a diseased kidney's Raman signal and a healthy kidney's Raman signal," Mohan said. Apart from the potential side effects, the number of renal biopsies a patient can undergo is limited because of damage to the kidney tissue. For the study, Mohan and his colleague Wei-Chuan Shih, assistant professor of electrical and computer engineering, relied upon the fact that a healthy kidney and a diseased kidney produce different Raman signals. "Raman spectroscopy provides molecular fingerprints that enable non-invasive or minimal invasive and label-free detection for the quantification of subtle molecular changes," Mohan and Shih said. "By adapting multivariate analysis to Raman spectroscopy, we have successfully differentiated between the diseased and the non-diseased with up to 100 percent accuracy, and among the severely diseased, the mildly diseased and the healthy with up to 98 percent accuracy," concluded Mohan and Shih. The study was outlined in the Journal of Biophotonics.

Bangladeshi migrant families await ransom calls TEKNAF, MAy 31 (REuTERs): In Bangladesh’s southernmost tip, families cling to scraps of paper with Malaysian and Thai hand phone numbers scribbled on them as their only links to loved ones missing after boarding fishing boats, lured by hopes of a brighter future overseas. Some of the families have received calls from those numbers, from people claiming to be holding their husbands or sons and asking for ransom to get them home. Sometimes the captives have phoned themselves in all-too-brief calls, pleading for their families to heed the demands. The families call back but either nobody answers or, if they do, the phone goes dead. In recent weeks, as reports of mass graves of migrants emerged from Malaysia and Thailand and images of hundreds of starving people abandoned at sea spread around the world, the calls to families in Teknaf have become more persistent. Khaleda Banu, from a dirt-poor fishing settlement, said a man phoned her four days ago saying her 19-year-old son, missing since November, was alive. She could have him back if she handed over 30,000 taka ($385) as part payment. But she had already paid that amount months ago when the first call came and nothing had happened. The man hung up

Mohammad Hassan said agents told his sonin-law, who earned a living making fishing nets, that he could pay for the journey after he had found work in Malaysia. Then, months after he went away, the call came: the agents demanded that Hassan pay a ransom of 220,000 taka ($2,830) to get him freed from a Thai camp where he was being held. “I told the man I am a daily wage labourer. Where can I arrange that money? I don’t have things to sell.” A week ago, Hassan said, tears welling up, he received a call saying his son-law-law and a father of three had been killed and his body buried on a hill-

side in Thailand. “This has become an extortion racket. They are preying on gullible people,” said Mohammad Abuzar Al Zahid, commanding officer of the Border Guard Bangladesh responsible for the defence of the Teknaf area. “These brokers have spread everywhere, in the villages, in towns. They are like veins in your body.” Authorities say the traffickers are part of a network that for years has preyed on the Rohingya, a largely stateless minority in Myanmar. The gangs promise to deliver the refugees to Muslim-majority Malaysia and in recent years targeted Bangladeshis too. Typically there are about 500 to 600 Rohingya on a boat along with some 200-300 Bangladesh nationals. FACELESS MIDDLEMEN Sometimes the gang members don’t even bother taking their victims to the sea, keeping them confined below decks in a fishing boat moored in the placid waters of the Naf River and making ransom calls to their families, Zahid said. Smoking places a financial burden on low-income families, suggesting that parents are likely to forgo basic household and food necessities in order to fund their addiction. “Smoking reduces the income available for families to feed, clothe and otherwise care for their children living in low-income households,” said lead author Tessa Langley from the University of Nottingham. Smoking is an expensive habit that impoverishes millions of people around the world. In the US, smokers spend less on housing than non-smokers and recent research in India showed that smoking cuts spending on food, education and entertainment. “This study demonstrates that if our government, and our health services, prioritised treating smoking dependence, it could have a major effect on child poverty as well as health,” Langley added. This new study estimates that 1.1 million children in England, almost half of all children in poverty, were living with at least one parent who smokes. A further 400,000 would be classed as being in poverty if parental tobacco expenditure were subtracted from household income. Although many smokers save money by opting for budget brands, the cost of their smoking is still a substantial drain on the budgets of families living on low incomes. “The poverty threshold income level for a two parent household with two children is 392 pounds. If both parents are smokers, these households will be spending an average of 50 pounds on tobacco per week, which is a big drain on an already tight budget,” Tessa Langley said. The findings are based on national surveys which estimate the number of children living in poverty by household structure. The study was published in the open access journal BMC Public Health.

The females also excelled at remembering plans that involved doing, rather than saying, something. “A real life example of this would be, in a family, you would expect the woman to be the one to remember to buy some milk after work,” researcher Liana Palermo from the Aston University in Birmingham was quoted as saying. “Or she will remember to give a book back to a friend when she sees him next. She will be better at all of these kind of tasks than a man,” Palermo added. Palermo said the gender difference may be down to differences in hormones or brain structure. The brain’s memory hub shrinks in men, but not in women, between the ages of 20 and 40. “An alternative hypothesis is that the sex differences we found could be due to the care-taking role often assumed by women and the fact that in addition to work responsibilities, women also have more responsibilities at home,” Palermo said. “As a consequence of this social role, in daily life women might perform tasks involving prospective memory more than men, enhancing their performance in remembering to remember.” The study was published in the Quarterly Journal of Experimental Psychology.

HONG KONG, MAy 31 (REuTERs): Talks between Chinese officials and Hong Kong democrats ended in stalemate on Sunday, with democrats sticking by plans to veto a vote on political reforms in mid-June that could become a fresh flashpoint after last year’s massive pro-democracy protests. Hong Kong, which returned to Chinese rule in 1997, was roiled by 79 days of mass demonstrations and street occupations late last year over how its next leader is chosen in 2017. Democrats want a leader chosen by universal suffrage, rather than from a list of pro-Beijing candidates as China is insisting. The talks held in luxury hotel in Shenzhen represented a rare face-toface meeting between the two sides before the keenly anticipated vote in the legislature in mid-June. But as on previous occasions, China refused any shift from its proposed blueprint for Hong Kong’s next leadership election in 2017. Under the blueprint, a 1200-person committee stacked with Beijing loyalists will vet two to three candidates before the public is allowed a citywide vote. Speaking after the nearly four hour meeting with democrats on Sunday, one of China’s top officials in charge of Hong Kong affairs said Beijing couldn’t possibly allow a “die-hard” democrat to be elected a Hong Kong’s chief executive. “We cannot let these people be elected,” Wang Guangya, director of

sINGApORE, MAy 31 (AFp): An Asia-Pacific security summit was briefly put on lockdown Sunday after police shot dead a local motorist who tried to flee a checkpoint in a car later found to contain drugs, officials said. The three-day Shangri-La Dialogue attended by US Defense Secretary Ashton Carter and counterparts from around the world along with top military officials ended at midday Sunday. But before dawn, police opened fire at a car with three Singaporean men after they tried to crash through a barricade outside the annual summit’s venue, the Shangri-La Hotel. The 34-year-old driver was killed and one passenger was wounded and hospitalised. Both passengers are now under arrest. “Substances believed to be controlled drugs and an item believed to be a drug-taking utensil were found on the men arrested,” the police said in a statement. “The driver and one of the passengers are wanted by authorities for various offences,” the statement said, adding that no weapons or explosives were found in the vehicle. US Vice President’s son Beau dies of brain cancer

WAsHINGTON, MAy 31 (REuTERs): Former Delaware Attorney General Beau Biden, son of U.S. Vice President Joe Biden, died on Saturday after battling brain cancer, the vice president said. He was 46. “The entire Biden family is saddened beyond words,” Vice President Biden said in a statement released by the White House. “We know that Beau’s spirit will live on in all of us, especially through his brave wife, Hallie, and two remarkable children, Natalie and Hunter,” he said. Beau Biden had announced last year he planned to run for governor of Delaware in 2016. He was diagnosed with brain cancer in August 2013 and underwent surgery, radiation and chemotherapy. After getting a “a clean bill of health” in November of that year, his cancer recurred in the spring of 2015, the vice president’s office said. LONDON, MAY 31 (REUTERS): Britain said Europe should consider boycotting future World Cups if Sepp Blatter doesn't quit as head of soccer's governing body over a corruption scandal, while Swiss authorities denied they would soon question the newly re-elected FIFA president. The Swiss-born FIFA chief complained on Sunday he had been shown "zero respect" in recent days, revealing how he had rejected advice from one of his main critics, the head of the European governing body, to quit at last week's FIFA congress. John Whittingdale, the British government minister with overall responsibility for sport, renewed calls for Blatter to step aside on Sunday, saying all options should be considered when it came to pressuring him to resign, including boycotting the World Cup - something that could split the sport and be calamitous for the tournament. Blatter, 79, won a vote on Friday to serve a fifth term as FIFA president even though the U.S. Department of Justice has charged nine soccer officials with corruption and Swiss authorities are conducting their own criminal investigation. He has played down the impact of

the scandal on one of the world's most powerful sports bodies, which takes in billions of dollars in revenue from TV marketing rights and sponsorships. Blatter is not accused of any wrongdoing personally and has implied that the United States timed news of the charges to try to scupper his re-election. he Southern Angami Public Organisation would like to issue this press statement in connection with the issue of Kezoltsa and Dzükou in order to clarify our stand and position against the baseless allegations leveled by Mao Council. The Southern Angami had been in possession, occupation and ownership of the Kezoltsa and Dzükou since time immemorial. To be precise, this area was occupied by our ancestor when he migrated out from Makhel prior to any other village or tribe, and since then our occupation, possession and ownership had been intake till date. Accordingly, the Southern Angamis especially the neighbouring villages of Kezoltsa had levied royalties (taxes) from the Mao peoples in the form of kinds or meat in acknowledgement of land ownership whenever they availed forest resources such as banana leaves, bamboos, canes etc. Therefore, the claim made by the Mao Council that Kezoltsa and Dzükou is their hunting ground, logging etc. is completely baseless because whenever they do so they do with prior permission from Southern Angami villages by paying royalty. The Mao people should not forget the royalties paid to the Southern Angami villages as history cannot be re-written as per one’s wish. It is stated that in 1985 Mao people along with some Meteis had violated our standing resolution by trying to enter Dzükou without prior permission from Southern Angamis (Southern Angami Students’ Union/SASU) who were then looking after for the protection and preservation Kezoltsa and Dzükou. And when the volunteers questioned these intruders, the intruders voluntarily apologized in written to the SASU and Southern Angamis leaders which read as “…… hereby apologise to the Southern Angami Public for illegally trespassing to Dzükou valley which is under the jurisdiction of the Southern Angami Area of Nagaland State without prior permission from the land owners”. Therefore, it is well known to every Mao and Meteis that Kezoltsa and Dzükou belonged to Southern Angamis. It is true that Southern Angami Public Organisation had constructed a rest house at Kezoltsa but unfortunately this rest house was destroyed by suspected Songsong villagers and the tension arose between Mao people and the Southern Angamis, and on enquiry made by Memai Council of Mao, it was found that some youths from Songsong village (Kravomi) had destroyed this rest house and the written report was intimated by Memai Council of Mao to the then Japfuphiki Public Organisation which is renamed now as Southern Angami Public Organisation. During this relevant time of tension, the then Tenyimi Central Union (TCU) intervened and directed the defaulters (Songsong village) to reconstruct the rest house of the Southern Angamis which read as “the destroyed rest house should be re-constructed to its original shape by Songsong village within 20 (twenty) days with effect from 15th February 2001”. Accordingly, the destroyed/damaged rest house was re-constructed to its original shape by the Songsong village within the stipulated time. Therefore, Southern Angami ownership of Kezoltsa and Dzükou is undisturbed till date. It is further stated that, in 2010 some people from Mao community were caught for stealing our properties by way logging in Kezoltsa, during this time Tenyimi Peoples Organisation (TPO) took up the matter and gave a written assurance on 19/07/2010 to settle the issue within 4 (four) months time

in the presence of Angami Public Organistion (APO) and Mao Council. It is relevant to mention that at that relevant point of time Mao Council was not a party to it but only three or four villages were party to the issue before TPO, and these villages made baseless claim over our ancestral property of Kezoltsa and Dzükou. Instead of four months TPO dragged the issue for 25 months (two years and one month), with the passage of time Mao Council was made and became the full fledged party in the matter in the later part of 2011. Although it is much beyond the time limit as assured by TPO, SAPO had pursued the matter to permanently settle the issue. But later on TPO hidden agenda came out in the air, the agenda of TPO was to make Kezoltsa forest a common property of Tenyimi; instead of adjudicating the matter between the parties (Southern Angamis and Mao) the mediator/arbitrator (TPO) wants to jointly own our ancestral property. On learning this, SAPO had lost confidence on TPO and withdrew our matter on 23rd August 2012. The claim of Mao people spread like a communicable disease amongst Mao villages and community because firstly it was only Songsong village, secondly three other villages neighbouring to Songsong village joined and lastly, the whole Mao community joined and participated in this issue. It is unbelievable that the Mao people were guided by Songsong village in this issue whose origin is not a Mao Naga. The Songsong villagers are the outside people who came very lately and settled at the present village barely for about 200 years back. However, almost all the Southern Angami villages viz. Viswema, Kigwema etc. are several thousand years old villages. The Southern Angami Public Organisation states that road construction at Kezoltsa (Southern Angami ancestral property) had been going on in full swing for the last two years; therefore, the road construction is taking place in Southern Angami traditional territory and not in Manipur land. This road construction is SAPO initiated project only and has no connection with Nagaland Government as alleged by Mao Council. The Construction cost is funded by the Southern Angami public fund and no central or state government financial assistance is availed till date, so don’t try to implicate Nagaland government without any basis. The hard earned fund is being utilized by SAPO for this construction for the welfare of the public; therefore, no authority whatsoever can stop SAPO from doing so. Regarding the 22nd November 2014 and other later times when Manipur government officials visited Kezoltsa and Dzükou, the official sought permission to enter our ancestral property from SAYO volunteers who were guarding and protecting Kezoltsa and Dzükou round the clock.
