DIMAPUR, JUNE 19 (DIPR): The Nagaland state Director-General of Police (DGP) has directed the Commissioner of Police (CP), Dimapur and the District Superintendents of Police (SPs) to register criminal cases against any group, factions or individuals making illegal demands which are accompanied by fear, threat, intimidation or coercion. The CP Dimapur and all district SPs have also been directed to inform all government establishments, business community and public in general to inform police about illegal demands received by them so that necessary action can be initiated as per Law. The SP (Crime) & PRO, Nagaland Police, M Tungoe, IPS in a press release informed that the various factions, NGOs, trade unions, associations and groups of individuals have been serving notices to various government establishments, institutions, business community and individuals demanding deductions from salaries, developmental works, business transactions etc. by putting the latter under fear, threat and intimidation. Such demands, he said, would tantamount to extortion under chapter – XVII of Indian Penal Code.

DIMAPUR, JUNE 19 (MExN): Despite opposition from various church and civil society organisations, the Nagaland state government has issued a notification informing that the state will observe the International Yoga Day on June 21, Sunday. A notification from the Directorate of Information and Public Relations (DIPR) informed that programmes will be held in various venues in district headquarters. In Kohima, Parliamentary Secretary, Youth Resources & Sports, Khriehu Liezietsu is scheduled to be the Chief Guest at Little Flower Higher Secondary School, Kohima. Similar events are also to be held at St. Mary Cathedral, Don Bosco Higher Secondary School; St. Paul Phesama and Indoor Badminton Stadium. With the BJP led NDA central government pulling out all stops to promote the International Yoga Day, various organisations in Nagaland have however termed it as an imposition and have expressed concern at school children being compelled to observe the day. Following the Nagaland Baptist Church Council’s (NBCC) displeasure over the Nagaland Governor’s call for wide participation in the International Day of Yoga; the Eastern Naga Students Organisation (ENSF), the Angami Baptist Church Council (ABCC), the Nagaland Christian Church Council (NCRCC), the Nagaland Tribes Council (NTC) and the Angami Students Union (ASU) have also expressed similar concerns. be an individual choice” to participate in observing the day. The Modi government, it said, “should rather strive in filling the hungry stomach of the poor rather than enforcing such ideology...” “India being a secular state and yoga being rooted within Hinduism belief and practice, it shouldn’t be enforced upon the non Hindus for force indulgence,” the ENSF reasoned. It further expressed concern that the word ‘Secular’ from the preamble is being ignored. The ENSF as such directed all schools within Eastern Nagaland from issuing directives to its students in observing the International Yoga Day. The Angami Baptist Church Council (ABCC) meanwhile cautioned all its members in particular and the people of Nagaland in general “not to be misled by the secular presentation of yoga.” While acknowledging that there may be benefits of Yoga, the ABCC termed it unfortunate that gov-
ernment machineries are imposing it on schools, colleges, universities, student organizations, trade unions and the public. It said that of late, Christians are “feeling both the subtle and outrageous invasions of a force in vandalizing churches and Christian schools, complete indifference to Christian sacred days, and the recent imposition of the International Day of Yoga on a Sunday.” The ABCC reminded that June 21, 2015 is a “special Sunday” being Fathers’ Day. The NCRCC meanwhile alleged that the central government’s move to promote International Yoga Day is “laden with an agenda to convert...by a policy of religious communization.” The NTC further questioned the Nagaland government’s enthusiasm to “devotedly celebrate” the day and expressed concern at the directive issued to students to participate in what is not a part of the school curricu-
lum. It informed that the Government of India had “categorically stated that participation in June 21 International Yoga Day is not mandatory and cannot be imposed on any citizen.” The NTC said that the School Education Department should rather focus on the issues of bogus teachers, shortage of qualified teachers to meet basic teaching standard and pathetic teacher/student ratio in class rooms. The Angami Students’ Union (ASU) while acknowledging that Yoga being introduced to schools would enhance mental and physical health of students, however expressed skepticism at the DoSE directive to observe it on a Sunday. “By organizing the event on a Sunday, the DoSE is being insensitive towards a population of Christian majority which considers Sunday as a religious day,” it said and asked parents to “refrain their children from participating in the celebration which falls on a Sunday.”
DIMAPUR, JUNE 19 (MExN): In a startling disclosure, the Against Corruption and Illegal Taxation (ACAUT) Nagaland today alleged that almost 70% of BDOs, RDOs and APOs appointed in the Rural Development Department from 20002015 were appointed through “back door.” ACAUT had filed an RTI regarding the issue. It informed that out of the 52 BDOs/ RPOs/APOs appointed in the department during this period, 36 were “back door appointments.” It revealed that out of the 36 appointees, 18 have already been regularized. The regularizations, according to ACAUT were done in 2007 and 2012. All the 36 appointments, ACAUT alleged, were done “willfully” without notifying the NPSC at any point of time, thus, disallowing it to declare the posts for open competitive exam and selection of meritorious students thereof. It further alleged that the appointments were made “by-passing NPSC despite repeated notifications asking the RD department to send requisitions for the posts of APO/RDO and BDO for conduct of examinations.” The ACAUT alleged that all the said appointments were made “in the interest of public service (as per the appointment notifications) with the name of the Governor inserted for good measure…” It added that the appointments were made by “amending the Department of Personnel &Administrative Reforms (P&AR) service rules…” The ACAUT revealed that between 2000 and 2010, the RD department appointed 18 persons on contract basis/ deputation. It added that in 2007 and 2012, the government issued notifications regularizing the contract appointees as BDOs. No requisitions were made to the NPSC for the 18 posts, according to ACAUT. It further hinted suspicion that P&AR service rules were “manipulated” to “specifically justify the ‘absorption’ or regularization of the sons/daughters and relatives of bureaucrats/politicians as 1st Class Gazette Officers.” These regularizations, it claimed are clear violation of rules. ACAUT informed that the posts of APO/RDO/BDO which are above the Pay-Band ceiling notified by NPSC have to be requisitioned to the NPSC for conduct of open competitive exams. It informed that contract appointment in the interest of public service last only for 1 year. However, ACAUT alleged that RDO appointees were given extensions ranging

Condemning this alleged instances of “back door appointments,” the ACAUT postulated that the government “may cite P&AR rules or even certain court orders to justify some of its back-door appointments.” It demanded that the government terminate the service of the 18 yet-to-be regularized appointees appointed between 2011 and 2014 within 20 days. Those on deputations, it urged, should be immediately reverted back to their parent department and the vacant posts be filled up through NPSC competitive examination within 3 months. ACAUT further demanded that the remaining 18 regularized appointees “resign voluntarily on moral grounds as a matter of personal principle.” It asked the authorities to see to it that although these appointees have been regularized, their services are terminated and their posts requisitioned to the NPSC within 3 months. It asked that officials/authorities responsible for this recruitment be held accountable; that the Nagaland government notify all departments to reveal their vacancies every year; and the NPSC conduct exams for such. Finally, the ACAUT called for necessary amendments to the P&AR memorandum/service rule so that contract appointments are not extendable beyond 1 year and the contract posts be requisitioned to the NPSC within the year for conduct of exams.

Improvement of roads are my first priority, says 49 year old Vikheho Swu, the newly inducted Minister for Roads and Bridges (R&B) for Nagaland state. Swu however admits that it is difficult to prioritize a specific area, as every road in Nagaland is in a deplorable condition. This difficulty is compounded by fund constraints, according to the Minister. Streamlining is another top priority for the new Minister who views that roads need to be constructed in terms of need-basis. “If we go on need- based then we may achieve what we want,” says Swu, who has been touring Nagaland’s districts. Prioritizing needs has not been practiced much in Nagaland and Swu expresses the need for a holistic approach towards development of roads in Nagaland. “I have a desire to do that but it all depends on team work. If each constituency comes up with their own priorities in all fairness, then I think we can have a holistic approach to the improvement of not just roads but in all areas,” affirms Swu. The R&B department, which has been spending money on the same roads every year and its inability to reach out to new roads for maintenance, is expected to see more quality work and improvement under the new leadership. “Quality workso that once we have done, we don’t have to come back to the same road every year. If our workmanship improves, I think we can handle this. And within 5-10 years the roads can drastically improve,” says Swu.

tion of unnecessary roads, as Swu indicates that Nagaland is full of roads that are not in condition to ply. This hurdle is mainly due to the lack of coordination within the concerned departments in taking up road construction. Road construction is taken up without any coordination or planning by departments like Urban Department, Geology and mining and in villages through NREGA and other programs in the VDB. Roads are randomly constructed without any further strategy on maintenance. “There is a total lack of coordination which I have not been able to streamline. But very soon we would be meeting the departments involved in road constructions,” says Swu. The category of roads and its concerned departments has often created confusion among the public, to which Swu clarifies: “The public tend to blame us. But they have to know which roads are under state highway, regional highway or national highway.” While admitting that the government’s inability to deliver funds on time has been a major problem, Swu points out that the financial difficulties in Nagaland cannot be blamed entirely on the government alone. “All of us have to take the blame because we are not generating any revProblems within the enue, not just the government desystem and without partments but even privately. Often the government is running at loss even though it is seriously trying to improve revenue possibilities, mentions Swu. “Our NST buses, our electricity department, water, every other departments, we are all running at loss. And that’s where we blame our Naga public in general. We don’t want to pay our electric bills, water bills. Everything we want is free. The attitude of getting facilities for free needs to change.” When it comes to road construction, Contractors who take up major chunks of the contract works are the ones benefitting the most. “And if they look for easy means of income, Nagaland will continue to suffer,” states Swu. He suggests the Contractors open up businesses and not solely rely on construction of buildings. “By opening up businesses they would be creating a demand and jobs so that they would also start to pay taxes to the government but as of now none of their incomes are being shared. It is just kept within themselves,” laments the Minister. The R&B Department itself has more than 3000 local waged/ work charged laborers. However due to the inability of the department to pay them on a regular basis, their services often go to untapped. Though most laborers make non-payment of salary an excuse for their absence in duty, Swu mentions that the government pays them after six months or two months whenever the financial condition improves. The R&B Minister further plans to create the possibility of paying them monthly, bringing thousands of local labourers on the roads. Despite the enormous challenges ahead, he expresses optimism on improving the road conditions in the state. “Change can take place,” notes Swu. This is the Part-I of a two-story series

A teacher was assaulted by the police in Dimapur on the night of June 18. The assault occurred during a police raid at a place suspected of bootlegging liquor in 5th Mile Model village. According to the victim, Samuel Sema (36), he was assaulted without any rhyme or reason. Samuel is a government teacher by profession. Recounting the event that led to the assault, Samuel said that it was between 11:00 to 11:30 pm when he heard a commotion coming from opposite his house. “I went out to inquire as the plot of land from where the noise was coming belongs to my uncle,” Samuel
said, while adding that tenants have set up home on the said plot on lease. As a responsible citizen and a relative of the owner, Samuel said he got out of his house to inquire only to find two police vehicles (Maruti Gypsy) parked on the road and several police personnel. “I had no idea what was going on and asked the policemen: ‘what happened?’ ” The moment the question was asked, he said that the police personnel started assaulting felling him to the ground. He said that he was dragged towards one of the parked police vehicles, while a flurry of combat boots and rifle butts rained on his body rendering him almost unconscious. He was then forced to get on the police vehicle.
He was detained at the spot for several hours while the policemen conducted searches at the hutment located on the plot. It was later discovered that the policemen were conducting the raid to bust a bootlegger. The driver of a truck used for transporting liquor was reportedly staying in the hutment. According to Samuel, a child of one of the tenants was also kicked by the policemen as they went about the raid, while the wife of the suspect truck driver was also assaulted. Eventually, seven people were picked up, including Samuel. They were taken to Diphupar police station. Five of them were released, while two were detained. The detained duo was said to be the suspected truck driver and his assistant. Around 40 cases of liquor were also reportedly confiscated during the raid. Samuel was suspected of being the owner of the liquor. He was released only around 4:00 am and referred to the district hospital for medical examination. Stating that he has not lodged any formal complaint, Samuel said that he was making public the incident to make the people aware of such highhanded and senseless behaviour of uniformed personnel. “I don’t want other innocent people to fall victim to such senseless action.” Meanwhile, the Diphupar Naga Youth Organisation (DNYO) has condemned the act of the police. One of its members, while stating that the DNYO as a social organisation is with the police against anti-social activity, said that innocent people should not be victimised in the process. “They should have sense enough to inquire before resorting to action.”

Tuensang, June 19 (DIPR): The Tuensang District Planning & Development Board meeting was held at DC’s Conference Hall on June 19 under the chairmanship of Deputy Commissioner, Tuensang Alemjongshi. The house decided to abstain from giving tax to underground groups, NGOs, NPGs, Trade Unions, Associations, group or any individuals, which will fall under illegal taxation as per the order of DGP Nagaland. The house also deliberated on consulting the district administration or Police administration in any such occurrence. After review of the last meeting minutes, the house discussed for the re-establishment of the previously abolished Information Center at Noksen and asked the District Public Relations Officer, Tuensang to arrange the documents necessary for reference. The forum also discussed on the supply and distribution of the food grains under district FCI. The Board also decided to have mass social works to be participated by all government employees within the town along with and in all office premises on July 24.
Huge quantity of IMFL seized at Wokha Wokha, June 19 (DIPR): A team of Wokha Police along with 13 IR led by Addl. S.P. Wokha, Tokavi Achumi waylaid and intercepted 4 (four) Scorpios and 1 (one) Swift Dzire along the Wokha-Bokajan link road near New Pongitong Village on 18th June 2015 and recovered huge quantity of Illegal IMFL from their possession. The seized consignment included 472 cases of MC Rum (750 Ml) and 38 cases of Canned Beer (King Fisher) total 510 cases. In this connection 9 (nine) persons have been arrested and a case has been registered under Wokha Police Station U/S 44 (a) NLTP Act C/No 37/15. The accused have been identified as Abel Yepthomi, Yetoshe Awomi, Vikshe Assumi, Kahito Aye, Boto Aye, Nisuka Yepthomi, Inaka Yeptho, Nikiye Achumi and Anito Yeptho. The illegal consignment were transported from the five vehicles bearing registration numbers, NL07-0627 (Scorpio), NL03-1276 (Scorpio), NL06-2318 (Scorpio), WB-02U-4486 (Scorpio) and NL07-8576 (Swift Dzire).

Manipur ambush village lies totally deserted Paraolon, June 19 (IanS): More than a fortnight after the fateful separatist ambush on an Indian Army convoy that left 18 soldiers dead, Paraolon looks like a village of animals - not people. Only domestic animals can be seen in the village, one kilometre from which lies the hill road where three separatist groups pulled off the deadly ambush on June 4. Two dogs, five cats and a few chickens greeted some journalists when they entered the village on Thursday. But at the entrance of the village are men in uniform - soldiers who question the scribes about the "purpose of your visit". Entry into the village was possible after a long "explanation" to the men in uniform, who reminded

the journalists that "we also have human rights". The pets looked horribly starved. If not taken care in the next few days,
they will not survive. There is no one to feed them as every single villager fled Paraolon village immediately after the ambush,
fearing military reprisals. More than a fortnight later, the fear is yet to subside. Not merely Paraolon but the neighbouring villages of
Charlon and Kotal Khuntak are also totally deserted. A few hours after the ambush, the residents of these villages, fearing reprisals from the army during its combing operations, started fleeing from their homestead and now the villages lie completely abandoned. After almost two weeks, the security forces have granted access to the media beyond the ambush site, which had remained virtually under siege ever since the incident. A team of mediapersons under the All Manipur Working Journalists Union Thursday toured the affected villages. During the tour, the team could still see the charred army trucks, belongings of the soldiers, bullet projectiles and burnt
bushes at the ambush site. The two trucks charred during the ambush and full of bullet holes remain stationed at Paraolon village. One truck was carrying six barrels of fuel and edible oil when the 6 Dogra Regiment convoy was attacked by the combined team of undergrounds. In Paraolon village, as soon as the media team stepped out of their vehicles, a hunting dog approached them, which is uncommon in normal times. These hunting dogs are considered quite aggressive and don't welcome strangers. However, the dog was in a pitiable condition, left unattended by its owners for the past fortnight or so. Its bones were sticking to the skin. All houses at Paraolon
were deserted while some abandoned domestic animals followed the scribes silently, perhaps looking for something to eat. One starving cat had died and its decomposed body was found inside a room. Along the 15-km stretch from Paraolon to Moltuk there are only four villages - Paraolon, Charlon, Kotal Khunthak and Moltuk separated by a few kilometres each. The residents of Moltuk, a Kuki village 10 km from the ambush site, decided to stay back. The other three are inhabited by the Lamkang Naga tribes - just 90 households altogether and the inmates feared reprisals because the Khaplang group of the NSCN had claimed responsibility for the ambush. "We were asked by army
personnel not to venture out far from our village even to attend to our fields, hunting or other activities which are necessary for existence. We are now running low on our food stock," said Moltuk resident Kunkhothong. The state government had "failed to protect the people", he added. Once in a week the residents are allowed to fetch essential commodities in a bus that is run by the village chief. All schools and shops are also closed. It is learnt that some residents of the other three villages have met state officials in the district headquarters for providing security to enable them return home. It has not helped so far. But the question is: How long can they stay away?

Students of several schools in Imphal on Friday stayed away from classes protesting arrest of 16 executive members of Democratic Students’ Alliance of Manipur (DESAM) by police on the charge of assaulting a teacher of St Joseph’s School, Sangaiprou in Imphal West. Sit-in protests were staged in front of school gates demanding immediate release of the DESAM leaders, including its president M Angamba, who are now in the custody of
Imphal Police Station. A police team raided the DESAM head office here on June 17 and arrested the student leaders. The alliance has alleged that Gurumayum Rupachandra, a Computer Teacher at St Joseph’s School, severely whipped a Class 6 student with stick for allegedly misbehaving with him. The student body has maintained that its volunteers were edifying the teacher for his ruthless act. Teaching staff and students of St Joseph’s School demonstrated in the school campus on Wednesday condemning the assault
on the Computer Teacher. On the other hand, DESAM has demanded that the school authority sack the teacher for the ‘crime’ he had committed against the minor student. Many student unions of DM College of Commerce, DM College of Arts, DM College of Science and GP Women’s College, Imphal in separate press releases have called on concerned authorities to release the DESAM volunteers without any delay. The alliance in a statement yesterday demanded the Manipur Government to release its members

Myanmar turns down India's proposal for joint ops against NSCN neW DelHI, June 19 (Cnn-IBn): In a setback for India, Myanmar has refused any more joint military operation against NSCN cadres in the country. According to sources, Myanmar told National Security Advisor Ajit Doval, who recently visited the country, that they have some “limitations”. Sources further said that Myanmar told the NSA that while NSCN was confined to border areas, the hot pursuit by the Indian Army forced the terrorists to move further inside the country. The setback for India comes days after Doval, Foreign Secretary S Jaishankar and some PMO officials visited Myanmar on June 17. It is said that India's proposal did not go down well with Myanmar. The NSA had informed Myanmar about 25 antiIndia cadres. India was reportedly told to conduct the recent Army operation in 10 km limited area, but the operation spread to as much as 70 km inside Myanmar operation. The NSA is said to have held comprehensive talks with Myanmarese President U Thein Sein and top defence brass on security cooperation in Myanmar during his visit to the country. neW DelHI, June 19 (PTI): The bill to restructure Brahmaputra Board is likely to be introduced in the upcoming Parliament session, to improve its efficiency and functioning to control floods, erosion and landslides caused by the river and its tributary in the north east. The move to restructure the board into the North-East Brahmaputra River Rejuvenation Authority (NEBRRA) comes in the wake of Northeastern States expressing their dissatisfaction over the functioning of the Brahmaputra Board and sought revamping it, Union Water Resources Minister Uma Bharti said. She was speaking on the sidelines
of the eighth meeting of the board's High Powered Review Board here today. "Definitely. It may be possible," she replied to a query on whether the bill for restructuring the Brahmaputra Board would be introduced in the next session of Parliament. Bharti said that people in Northeastern states have demanded for revamping the Brahmaputra Board. The NEBRRA draft bill has already been circulated to the Northeastern states for their views. According to the draft, the proposed Authority will be mandated to coordinate development and management of water, land and related sources to maximise
economic and social welfare without compromising with the ecosystem of the Brahmaputra Valley. Bharti also stressed the need for protection of Majuli Island located in Brahmaputra river in Assam, which is affected by erosion and sought assistance from the State Government for declaring it as a World Heritage Site. Later, Assam Chief Minister Tarun Gogoi, who participated in the meeting told reporters that his government does not have any issue with restructuring of the Bramhaputra Board, but raised reservations over construction of dams in the neighbouring Arunachal Pradesh.

‘Excessive judicial interference not good for investors’Jaitley
New York, JuNe 19 (IANS): “Excessive interference” by the judiciary in commercial arbitration is not good for the investor because it adds costs to Indian companies and the cabinet is considering changes in law to deal with that, Finance Minister Arun Jaitley said here Thursday. “When India did legislate in terms of global compatibility, dispute redressal laws for international commercial arbitration, etc., the courts interpreted it to mean that ‘our jurisdictions are not ousted; we can interfere’,” Jaitley said. “Indian parties (to contracts) have suffered on account of this approach because then an essential ingredient of all contracts is that the venue of dispute redressal will be outside India (and) the substantive and procedural laws will also be outside India.” “This has become very

lent finance minister this looks like it will be the most promising period of reform in India in decades.” Jaitley said he did not expect parliament to be barrier to implementing the economic agenda even thought the Bharatiya Janata Party does not have a majority in the Rajya Sabha. “Parliament is a good institution for consensus building” and most bills get accepted after a consensus emerges in parliamentary committees with some give and take, he said. In a reference to the land acquisition bill, he said, “Very few get blocked in the upper house and they don’t get blocked in perpetuity. So far not one of our government bill has been rejected. Two of them are stalled; stalled means that they are being discussed in the committees, but they haven’t been rejected.” Asked about retrospective legislations, Jaitley
gave a categorical assurance to the audience dominated by businessmen and bankers: “This government will not legislate anything that is retrospective.” “Any decision that is retrospective, except in some very unusual circumstances, which creates fresh liabilities is certainly not acceptable,” he added. On economic growth, he said with the “aspirational” generation that has come up since the economic reforms began in 1991, Indians will not be satisfied with a growth rate of seven or seven and a half percent. “Everybody, including me and the prime minister, realises that probably our potential is a little higher than that.” The next two or three years are going to very critical in achieving a higher growth rate because the economic reforms that are in in the pipeline are going to be implemented, he said.

New DelhI, JuNe 19 (PTI): Delhi’s Connaught Place has ranked fifth in the list of most expensive prime office markets in the world, owing to rupee depreciation. According to a survey by property consultant CBRE, at nearly $157 per sqft per annum, Delhi’s central business district (CBD) of CP has gained the fifth spot in the list of most expensive prime office markets in the world. Mumbai’s alternative business district of Bandra-Kurla Complex (BKC), however stood at the 15th position, while Nariman Point was ranked 30th on the top 50 rankings for global prime office properties. “Although Connaught Place moved up one spot in the rankings, due to the rupee depreciation, occupancy costs in this market remained largely stable due to a positive market sentiment,” CBRE South Asia Chairman and Managing Director Anshuman Magazine said. The office occupancy costs in Bengaluru rose by about 2.2 percent in the Bengaluru CBD, broadly in line with global inflation, he said. According to the survey, London’s West End remained the world’s costliest prime office market, while Asia continued to dominate the most expensive office locations, accounting for four of the top five markets. London West End’s overall prime occupancy costs of $267 per sqft topped the ‘most expensive’ list, while Hong Kong’s total prime occupancy costs stood at $254 per sqft, followed by Beijing’s Finance
hANoI, JuNe 19 (AP): Vietnam will drop its visa requirements for tourists from five more European countries in a bid to boost its slumping tourism industry. Under a decision by Prime Minister Nguyen Tan Dung that was posted on the government’s website, visitors from Britain, Germany, France, Italy and Spain will no longer need a visa to visit Vietnam starting in July for stays up to 15 days. The decision was welcomed by tour operators. “This is very good news,” Hoang Le Quyen of PeaceTours said by telephone from the southern commercial hub of Ho Chi Minh City. “It will definitely help bring foreign tourists to Vietnam.” Quyen said it would be better if the visa-free period was extended to 30 days, as Vietnam competes in tourism with regional countries, such as Singapore, Thailand and Malaysia, which do offer the longer period for visitors from many countries. Currently, Vietnam gives reciprocal visa exemptions to nine countries in the Association of Southeast Asian Nations, and unilaterally gives visa-free entrance to visitors from four Nordic countries, plus Russia, Belarus, Japan and South Korea. The communist government is considering giving visa exemptions to more countries. Last year, nearly 8 million foreigners visited Vietnam, but arrivals dropped by nearly 13 percent in the first five months of this year to about 3.3 million, according to government figures. Visitors from China saw a big drop of 30 percent after the parking of a giant Chinese oil rig near the Paracel islands last summer sparked widespread anti-China protests in Vietnam. The number of tourists from Russia declined by 16 percent, while arrivals from other European countries dropped by 7 percent.

Pangteang calls on teachers to be sincere Forces working hard to destroy NPF: Yitachu Mon, June 19 (DIPR): Lamenting poor performance of Government Schools in the state E.E. Pangteang Parliamentary Secretary for Civil Defense & Home Guards and Sericulture called upon the Government teachers to be sincere in their profession so that the Schools upgraded today is not degraded tomorrow due to poor performance in the HSLC Exam. He was speaking at the inaugural functions of the GHS and while laying the foundation stone of Police station at Angjangyang on June 19. He maintained that quality education is deprived to the students at the primary level due to insincerity of the local teachers who are posted in their respective village. Such teachers have no expectation to mould and shape their students to become a responsible citizen of the society and further deprive students of quality education. Without quality education there is no room for a student to get employed in any agency in the competitive world of today, he added.

He also informed that inspection would be conducted at GHS Mopong and Angjangyang. He also informed the public to desist from using paramilitary uniforms to prevent any case of mistaken identity. CSU representation on irregularities at ITI Phek Phek, June 19 (Mexn): The Chakhesang Students’ Union (CSU) on Friday submitted a representation to the Parliamentary Secretary Labour & Employment and Skill Development Mmhonlumo Kikon highlighting the irregularities at ITI Phek. In its representation, CSU pointed to the irregularity of the vice principal and staff in attending their official duties and stated
that this has created hardships towards the education of ITI students. It further pointed to delay in disbursing stipends and declaration of results; shortage of instructors and basic tool materials; and delay in covering the syllabus of each semesters (practical and theory). CSU sought immediate necessary action from the Parliamentary Secretary in

The Place Of Yoga In Hinduism And Why Nagas Need Not Practice It

o begin with, Hinduism is a multi faceted religion with myriads of gods and schools of thoughts. In the end I personally think no two Hindus can fully agree on what their religious beliefs are all about. But whatever their multi diverse beliefs may be, in a general sense, all schools of Hindu thoughts agree on salvation (Moksha). But here again, one must note that in Hinduism their concept of salvation is entirely different from that of the Christian concept of salvation. For the Christian, the concept of salvation is in the context of sin which results in death and eternal separation from God. Salvation in this context, is the redemptive work of Jesus on the cross which has redeemed us from the penalty of sin. But in the Hindu religion, Hinduism doesn’t accept the reality of sin and its consequences. For them salvation is more in terms of liberation or emancipation from the vicious cycle of Dharma that leads to an endless cycle of births and rebirths until one attains Moksha (liberation). Moksha is the liberation of the Atman (the individual spirit) and the merging of atman into the Brahman which is the universal spirit. As for a path or “Way” to salvation, in Hinduism, there is no such one common way on which all Hindus agrees. I say this, because though most Hindus would agree that there are three paths to salvation, even within these three paths, there are again, many different schools of thoughts with diverse interpretations of what ultimate reality and salvation is all about. The saving argument in the end is summed up in their religious phrase, “that, though there are different routes to the top of a mountain, all paths ultimately end at the top of the mountain.” Now the three paths that most Hindus believe are the paths to salvation are as follows: 1. The Karma- marga: This is the path of salvation through the (Dispassionate) discharge of social obligations and strict observations of religious rituals. It can also be described as the way of “works” without any expectations of any rewards. (Salvation by works if you like it) 2. The Jnana-marga: This is the path of salvation through knowledge. 3. The Bhakti-marga: This is the path of salvation through complete devotion to a personal god. However, in the context of our
present article, we will focus only on Jnana –marga which is the path of salvation through knowledge. In Sanskrit “Jnana” means knowledge and “Marga”means “path”. Jnana –marga therefore means the path of liberation or salvation through knowledge. And it is here that Yoga plays the important role of bridging knowledge with experience. The word Yoga comes from the Sanskrit word “Yuj” which means to yoke or join. The role of Yoga is to join the individual spirit “Atman”with the Universal spirit which is “Brahman”. When the practice of Yoga through intense meditation achieves in unifying the two entities-the Atman and the Brahman-Samadhi is achieved. Samadhi in turn means the state of intense concentration achieved through meditation. In Yoga this is regarded as the final stage, at which union with the divine is reached.After this union, such a person becomes God in human form. All these exercises in meditation and achievement of Samadhi are through the medium of yoga. To put it in other words: The acquiring of knowledge through a thorough study of the scripture and intense meditation through Yoga leads to salvation (or liberation). Yoga therefore, is deeply rooted in the Vedas and Upanishads of Hindu religion. As for the present Indian talks of the whole world finally giving cognizance of the importance of Yoga for “a sound mind and a healthy body,” such claims are but rhetoric covering a deeper mission of trying to influence the international world with the tenets of Hinduism. The mental and physical benefits that they are talking about are but “the side benefits” acquired from the rigorous physical discipline of the Yoga practice. The present Indian government in Nagaland is trying to impose this deeply Hindu religion related practice into Naga society using the name of the United Nations as the authority that has recognized it (and also implying) has sanctioned it. I hope no Nagas will be fooled or succumb to such dubious methods of the Indian government trying to Hindunise Naga society through the U.N.’s name. End note: If Indians want to practice Yoga and even extol it, we Nagas have no objection to it whatsoever. But our only request to India- both politically and religiously- is to “Leave us alone.” It is simply a plea not to intrude into our lands our religion and even our culture.

In a statement released to the media, Yitachu stated that the NPF had taken on board all elected members in the House to strengthen the peace process. "The sole agenda of bringing all political parties in the government
should not be diluted by trying to dig out the past amongst various political parties and trying to negate the very purpose of opposition-less government and the Nagaland Legislators Forum on Naga political issue,” he stated. Yitachu warned those trying to dislodge the present House saying every elected member and political party will have to answer to the people. “Both the elected mem-
bers and the political parties must show and prove before the people that sincere efforts are being given by each and every political party and elected members,” he added. Yitachu further expressed hope that there will be a stable government and that every elected member and political party will use their valuable time and energy towards facilitating permanent peace in the State.

NSCN (K) Amamcht 'merges' with NSCN (R) DIMaPuR, June 19 (Mexn): All former members of NSCN (K) Amamcht’s region led by its Chairman Abi and Vice Chairman, HB Daniel, have decided to merge with the NSCN (Reformation). hese intervening period of being immersed 24/7 in the assignment as a Member of the High Power Committee (HPC), constituted by the Government of Nagaland has generally kept one out of the loop. Now that HPC has formally submitted its report to the Chief Minister of Nagaland on the 10th June 2015 one is relieved to revert to an interactive mode. Having been given the first hand opportunity to take a journey to the depths of the rotten core of the prevalent system, simultaneously being perpetuated by the NPGs and the Government machinery at the cost of the silenced majority, the HPC, like everyone else, has been left wondering whether the present Government has the political will and the courage to follow through the various findings and recommendations of the HPC to reform and streamline the process in a transparent manner. At this stage it is but a matter of an honourable responsibility on the part of the HPC to strictly maintain absolute confidentiality and not divulge its contents in any public forum or print media to afford a reasonable time frame to the Government to act or react...but the Government is humbly reminded not take the matters of serious concerns reflected therein, for granted without recourse. At the end of the day the public is bound to claim their right to know. This much is being placed on record to affirm with absolute conviction that the Nagas cannot remotely hope to take a positive step forward under the present non-transparent operative norms without accountability. So much for HPC for now... A great many events and issues of public importance have floated by these past few months with assortments of views that merited public discourse and debates having already been expressed. Be that as it may, one is still tempted to revive the first focus on the "All Party Government" sans Opposition Bench. That this is a broad daylight rape of Democracy in the open street of Nagaland is a foregone conclusion that needs no further analysis or comments. Oh yes... Nagas are a race of pathfinders. The Nagas once showed the Indians how deftly they could circumvent the existing regulations to cross the Assembly defection floor...until the Parliament further barricaded this exit route. The Nagas now hold another dubious distinction of teaching not only India but the world how an opposition-less democracy can function. All credits go

to Honb'le Chief Minister, boss of an overwhelming single party majority in the House, who had no option but to honourably induct their pre-election coalition partners into his ministry which of course was politically and ethically correct. Yet he walked the extra mile not into the camp of his sulking comrades but into the shabby hutment of the Congress and shook their hungry 'Hand' thus finally capping his achievement with an "All Party Coalition Government" without an Opposition Bench despite the odds being heavily stacked in his favour to comfortably run a Government free of any unnecessary coalition encumbrances. By any given standards, it is a portrayal of an 'unparalleled talent' in the art of a power struggle on a political chess board of mismanaged intrigues. It is indeed an exceptional stage now set with a wide open field for an unrestrained all season turkey shoot without opposition. In order to justify their diabolic game of survival, the comical reason proffered for public consumption for setting up such a Government is to collectively find a lasting Naga Political solution to a protracted negotiation. Towards this end the newly inducted Ministers, Parliamentary Secretaries and Advisors, emulating their already entrenched peers, will have by now minutely assessed their respective Departmental budgets to ascertain what extent they can find their lasting political solution in their protracted negotiation with their voting constituents... so there is a ring of truth to it after all! But more on a realistically serious note the question is: How do they propose to achieve the other real political solution as an all party conglomerate? The State Government has never been acknowledged as a negotiating partner by the GoI all these past years and has thus far been an inconsequential spectator with inconsequential initiative. The only distance of involvement covered so far by the State Government in the matter of Naga Political negotiated settlement is the "equi-distance" and "equi-closeness" political party debates on the floor of the June July August House. Dr. S.C. Jamir received bullets of gratitude from his equi-distant friends while Mr. Nephieu Rio harvested rich dividends through his equi-closeness business for two terms as Chief Minister and had only his miscalculated bottomless pocket to blame for messing up his and Mr.T.R. Zaliang's political equilibrium during the third term. Now that both 'equi-distance' and 'equi-closeness' policies have
merged, we the citizens of Nagaland must tighten our belts and brace ourselves to silently face the onslaught of 'equi-plunder' nexus that has reached our shores. The difficult responsibility of the Opposition Bench in a democracy now squarely rests with the people of Nagaland. Unfortunately however, we are not going to be much of an opposition because the only characteristic response we have left in us is our gutless passive silence even as we grovel to collect the crumbs from the Master's table by humbly listening to the Master's voice. Creating a Joint Legislative Committee (JLC) can only be seen as a charade to create a politically correct picture for public consumption in the absence of a chartered vision with real substance of intent and purpose. It would be a huge waste of time and money if the sole purpose of JLC is to collectively go up to Delhi on a shopping holiday and ineffectually plead with the Prime Minister of India on the side for an early solution without a bargaining clout. Then flood the daily papers on their return with pictures of JLC presenting a huge bouquet and a Naga jacket to the Prime Minister smiling from ear to ear for the gullible Nagas to gloat over. The State Government may not be sitting on the main negotiation table but it has a tremendous potentiality to steer the course of events toward a more proactive conclusions by generating a mass movement based on true and fair understanding of our history. No one in their right frame of mind would endorse the existence of so many factions as a right step towards finding a lasting solution. The mushrooming of Factions focused on bleeding the populace with their camouflaged multiple sovereign taxes rather than focus on the real issue of self-determination has only helped to vitiate the already complex proposition. The uncontaminated truth is that we as a race have been thoroughly compromised beyond redemption. The political parties have diluted their existence by hobnobbing with one faction or the other for their political survival at the cost of the greater good of our people. The Church leadership has equally become redundant as they hide behind their simplistic theological definition that the Church has no role to play in the affairs of the State as if their congregation is living in outer space. The audacity lies in their adoption of double standards by fearlessly meddling in the affairs of the State on the issue of prohibi-
tion because the State cannot point a gun at them. Yet when the Church and its congregation have effectively been silenced by the guns of the NPGs, the Church leaders would rather fear the gun than the Lord that they profess only on a pulpit on Sundays. It is about time for the State and the Church leaders to get their acts together by coordinating and mobilising mass movement in line with the efforts of FNR and ACAUT and work hard for an all Faction unity. This is the only possible way forward towards a final solution. There is an imperative need to recognise that the times have changed. The GoI has unequivocally shifted gear from outright arms conflict with the Nagas to defining this problem as a political problem requiring political solution and finally acknowledging the "unique history" of the Nagas officially. The credit for the indispensable role played by the NPGs in inducing this critical shift of understanding within the mind frame of the GoI distancing itself from direct conflict to that of negotiated settlement must honourably be given where it is due. However, despite this altered circumstance there has been no change of attitude in the NPG mindset which is purely guided by monitory and egocentric driven priorities. At this point in time it has become a common knowledge that age has necessarily taken over its natural toll on Mr. Isac Swu who now only serve the purpose of a window dressing to cushion a top heavy Tangkhul establishment with a semblance of Tribal equilibrium facade. For all practical purpose therefore, it is Mr. Muivah and only Mr. Muivah who is calling all the shots within the NSCN (IM) set up under a convenient garb of a voiceless, submissive Collective Leadership. Be that as it may, no one will deny that NSCNIM has kept the flame of negotiation alive thus far. It is the overwhelming arrogance in keeping the masses blindfolded as to what is being bartered with their future without their knowledge that is the damning aspect which is utterly unpalatable and unacceptable. It is incumbent upon the State Government to therefore take a responsible initiative to filter the honest will of the people. The destiny of the Nagas of Nagaland cannot be used as a bargaining chip to solve the problems of other sectors and keep us dragged in the dirt for so many years. Khekiye K. lints, a career discovery platform, has gotten a lot of buzz in the last few months because of its three young and entrepreneurial founders Oswald Yeo, Ying Cong Seah and Looi Qin En. While a lot of people read the glamorous headlines about these 'Ivy League student dropouts turned entrepreneurs' (the trio spent one semester at the University of California Berkeley, the Wharton Business School and Stanford University respectively), not many people have written about the challenges that these three faced. I first came across the Glints team when this article by the Straits Times was being shared by all my Singaporean friends on Facebook. This was followed by another feature article by the Daily Pennsylvanian on Ying Cong Seah, the Wharton student founder of Glints. These two articles piqued my interest and so when I found out that I would be interning for the Joyful Frog Digital Incubator (JFDI) Asia, the same accelerator the Glints Founders went through, I knew I just had to feature this trio of young entrepreneurs. With the help of mutual friends and a few Facebook exchanges, I got the chance to sit down with Oswald Yeo and Ying Cong Seah and hear their story for myself. The Glints founding team first met each other back in junior college, won a few business plan competitions, and realized that they wanted to do something beyond just having a written business plan. And they figured, the two years in National Service (a Singaporean requirement) would be the best time to start--this is where their first obstacle would come from. Ying Cong shared, "We knew people were looking for internships and we knew startups that were looking for interns. That to us was a very clear sign that we had to do something about it, not necessarily as a business but something we could do to help our friends and the ecosystem." Oswald added, "I've always wanted doing my own things. Entrepreneurship gives you a good sandbox for creating your own ideas and turning them into a reality." The First Road Block: 'The Military Incident' This entrepreneurial spirit wouldn't mesh too well with the rules of the Singapore military. In fact, the Glints team took a very lean startup type of approach to doing things. Ying Cong shared, "We started off very very simple. There wasn't even a website. It was only a Google form where we had people sign up for internship and on the other hand we got companies to sign up for interns. Then we would interview every single one of them and we would do the matching manually." The Next Steps - The 100-Day Journey at JFDI Asia After the army, the Glints team had around 8 months before university started. At this time, the Glints team would come across top Asia accelerator, Joyful Frog Digital Incubator (JFDI) Asia by a chance entrepreneurship event that the team had attended. Ying Cong Shared, "We listened to a talk then we realized that JFDI wasn't an events space but an accelerator. To our good fortune, we got in and we began our 100 day journey." Oswald shared, "Prior to JFDI, it was the three of us in a very small office and whenever we got stuck, we only had each other and the four walls. That was terrible. We had no one to talk to. We didn't know anything about the startup process." But with JFDI, the team was able to find a community of mentors and likeminded individuals that they could rely on. Oswald
said, " The biggest benefits were the mentors and having the community and bringing this sort of structured process to this chaos of entrepreneurship."
ing process after they had finished the 100-Day JFDI Accelerate program. They only had one month left to do so before they had to start university. All the odds were stacked against them. Ying Cong shared, "There was so much uncertainty in our lives, and there were only a few weeks left and what we heard from alumni was that it takes at least half a year to even close a round. We were very drained in running a startup for a year already. We wanted to continue seeing that vision through but at the same time, we wanted to balance school, our parents and having customers and investors." Oswald added, "I took 40-50 investor meetings and most of them were rejections. But we were very lucky to have met the right people who believed in us." All the hustling paid off, as right before school started, the Glints team was able to close a round of funding. Oswald shared, "The best advice we got in terms of fundraising is, 'Ask for money and you will get advice. Ask for advice and you will get money.' Most of our investors were actually our mentors first. They got to know us through the 100-day program. We developed very personal relationship with them. We always asked for advice from them and we would execute upon them."
'Build something people want' Oswald emphasized how JFDI really helped the team break down the process of starting a company into actionable steps. He shared, "During the market validation phase, they told us to get out of the building and ask customers what they wanted and that's what we did." Oswald recalled going to the National University of Singapore and spending the whole day just picking random strangers and asking them questions then gathering the data from the interviews. This process led the team to pivot from being an internship agency to what it is today, a curated discovery and development platform. This pivot came from the realization that people don't really care about the internship itself but more about the value of the internship in terms of improving their skillset, gaining work experience and finding future job prospects. Ying Cong shared, "Being able to understand these deeper motivations of why people come to these companies for internships helped us develop a more comprehensive suite of services." But I took some business classes, and after one semester of business school, I didn't really learn anything about starting a business compared to what I learned in JFDI." He also added, "I was not paying anything for business education in JFDI, in fact I was getting paid for it." For Ying Cong, once he had made the decision to drop out, what everyone else said didn't really matter anymore. He shared, "You realize that everyone has a different opinion and ultimately, you're living your own life." 'Just Frogging Do It (JFDI)' When asked for advice for aspiring entrepreneurs, Oswald went straight to the point and said, "Just do it. Just (f**king) frogging do it!" He added, "I've always wanted to be an entrepreneur. My initial vision was I would graduate, take a job, have some savings and start a company. But at the end of the day, the best way to learn and to turn your idea into a reality is to just do it." In the future Glints hopes to help anyone realize their career passion and ambitions, and help people do what they love. Oswald ended the interview with, "Eventually, we want to expand beyond Singapore as well. And we'll be looking at other markets, which will be much bigger as well." The past decade marks the takeover of the modern blockbuster by way of the superhero, with Disney’s Marvel franchises leading the charge. “ T h e Avengers” films both grossed well over $1 billion in box office revenue, highlighting Disney’s latest method of printing money: the superhero movie. Few film franchises can boast the title of “universe,” but the Marvel Cinematic Universe does. It’s Marvel’s universe, and we are all just living in it. A pop culture takeover of such magnitude begs the question: how did this happen? Pima County Public Library’s summer series, The History of the Superhero in Film, provides an origin story for the latest pop culture craze. Every Monday from 1-4 p.m. at Joel D. Valdez Main Library, Lauren Hebert, Pima County Public Library staff member, leads attendees on a journey through The History of the Superhero in Film. Examining cinematic classics such as “Superman” (1978) and “Batman” (1989) leads to discussions centered around the effect of these films on culture. The Batman versus Superman argument will continue until the end of time, and Hebert chose to juxtapose the two films. As an art historian, Hebert takes an academic approach of examining the films as a text, encouraging teens and other attendees to seriously examine pop culture. “[Batman] challenges ideas about what a superhero is and what is required to be one, and also challenges the easy morality of characters like Superman by making his choices more complicated,” Herbert said. She added that pop culture often reflects the social
consciousness of the masses, in this case through the narratives of superheroes. As made famous by Uncle Ben from “Spider-Man,” superheroes live by the sage cliché, “With great power comes great responsibility.” Superheroes hold the fate of the world, and often the entire universe, in their hands. The choices they make reflect their values and principles. Many iconic superheroes, such as Superman and Captain America, rigidly maintain their status as Boy Scout goodie two-shoes. Others like Batman and Iron Man live in a world of moral gray guided by a personal code. Still others challenge the moniker of superhero by making choices that reflect self-interest rather than selflessness. 2014 hit “Guardians of the Galaxy” proves a band of untamable misfits with sketchy morality can still get the job done and save the day. “Guardians of the Galaxy” indicates just how far superheroes have permeated pop culture. Before its announcement, The Guardians of the Galaxy were considered minor comic book heroes at best, and downright unknown at worst. Yet, despite the unfamiliarity of its heroes, “Guardians of the Galaxy” grossed three quarters of $1 billion. Such success indicates both the power of the Marvel brand and the saturation of the superhero market. Slapping the Marvel logo on a film now guarantees box office success, which in turn leads to more and more films. Marvel breaks down its schedule of films into three phases spanning until 2019. Phase Two concludes this fall with “AntMan,” and Phase Three kicks off with 2016’s “Captain America: Civil War.”
Superheroes have even spread to the small screen with Marvel and DC Comics both sporting three current shows and more in the pipeline. Next summer marks the clash of DC titans in “Batman v. Superman: Dawn of Justice.” The rivalry between Marvel and DC extends to the big screen, even with the recent shift in dominance skewed toward Marvel. This year marks the 10th anniversary of “Batman Begins,” the DC reboot of “Batman” that Christopher Nolan shaped into gritty, realistic blockbusters. The grim nature of the DC films contrasts the classic comic book colors that provide the palate for Marvel films. Since the first Marvel Cinematic Universe movie “Iron Man,” Marvel has stayed one step ahead of DC. Case in point: “The Avengers.” The teaming up of the Avengers came a full five years ahead of the scheduled Justice League film still to come in 2017. No one knows what the future holds when Marvel’s Phase Three concludes and DC’s second Justice League film releases in 2019. Between the numerous films, official comic books and television series, it seems inevitable that society will run into superhero fatigue before 2019. Until then, superheroes show no sign of slowing down. History tends to repeat itself, and The History of the Superhero in Film at Joel D. Valdez Library provides a leg up to prospective superhero historians.

"Hitherto, Indian fast food is confined to samosa, vada pav and the like but we are serving a variety of Indian cuisine in a fast food format," Raju Bhupati, founder and chief executive officer of Hello Curry, told IANS. One of the fastest-growing startups, it claims to have succeeded where many others have failed. "Indian food fast food remains a myth given the amount of passion, skills, effort and time involved in making Indian food. We have cracked the phenomenon to an extent by disintegrating the components but we have kept the entire cooking intact," Bhupasti said.
He cited the example of chicken curry. "We disintegrated components of gravy, masala, marinated chicken, oil and slat for each portion. We send all these components in packets to our kitchens
and the cooking is done within two minutes of receiving the order," he explained. He pointed out that other food chains do pre-cooking from early morning and sell the same curry for the entire
day. "We have avoided pre-cooking so that taste, freshness and texture is retained. There is no compromise on quality." The food joint promises two-minute delivery of any curry at its dine-

umans, the playwright Aristophanes argued, once had four arms, four legs, and two faces. Our current, more streamlined look—current in ancient Greece, and current, still today—came about because of pride. Those extra-ancient, multi-limbed humans had become arrogant, Aristophanes had it, and the gods, being gods, resented that. Zeus wanted vengeance. So he came up with a plan that was devious in its elegance: He would cut humans in half. This would, he figured, not only instantly double the number of people paying tribute to him; it would also create a kind of permanent humility, forcing humans into a sad state of severance: two bodies, one soul. Joined, but disconnected. Permanently incomplete. After Zeus had done his work—he did the dividing, and Apollo helpfully sewed up the new creatures, with only the belly buttons remaining as evidence of the surgery—humans wandered the world a little bit lost, a little bit desperate. Sliced souls forever seeking their other halves. Today, we don't necessarily think of soul mates in the Aristophenian kind of way, as an epic extension of the plot of the movie Face/Off. We do, however, tend to think of romantic partnerships with that same, ancient sense of bifurcated destiny. My “other half.” My “significant other.” Pretty much every song lyric ever written by Taylor Swift. Modern coupling, in much of the world, is about much more than mating; it’s about, on some level, soul mating. It’s about finding—and then keeping— the person who, in ways tiny and huge, completes you. As Phoebe Buffay summed it up: “He’s her lobster!” I mention that because of Modern Romance, the new book written by the impish comedian Aziz Ansari (with an assist from the decidedly non-impish sociologist Eric Klinenberg)—which is nominally about the familiar vagaries of living and loving in the age of Tinder, but which is more broadly about the recent re-invention of the soul mate. It’s about the amazing and occasionally awkward things that take place when an entire culture, gradually but also suddenly, transforms its sense of what romance is all about. It used to be, Ansari notes, that the thing that has traditionally brought cultural codification to the lobsterian ideal of mating-for-life—the institution of marriage—was mostly a matter of economic and social con-
venience. Marriage existed not just for reproduction, but for the encouragement of particular economic conditions: unions between families, partnerships that allowed for the efficient running of a household, etc. As Stephanie Coontz notes in Marriage, a History, the thing that today we tend to think about as the ending of the love story has historically had very little to do
with romantic love: Until quite recently, marriage was simply about “creating conditions that made it possible to survive and reproduce.” It was, Ansari puts it, in a moment of Klinenberg-inflected seriousness, “too vital an economic and political institution to be entered into solely on the basis of something as irrational as love.” All that, of course, has changed dramatically—and very, very quickly. “When the older folks I interviewed described the reasons they dated, got engaged to, and then married their eventual spouses,” Ansari writes, “they’d say things like, ‘He seemed like a pretty good guy,’ ‘She was a nice girl,’ ‘He had a good job,’ and ‘She had access to doughnuts and I like doughnuts.’” On the other hand: “When you ask people today why they married someone, the answers are much more dramatic and loving. You hear things along the lines of ‘She is my other half,’ and ‘I can't imagine experiencing the joys of life without him by my side,’ or ‘Every time I touch her hair, I get a huge boner.’” We live, in other words, in a world that is shaped, in ways big and small, by the search for a soul mate. “Younger generations face immense pressure to find the ‘perfect person,” Ansari notes—a pressure that “simply didn't exist in the past when ‘good enough’ was good enough.” Emerging adulthood, the phase of life between adolescence and marriage (and a phase that didn’t exist for most previous generations of Americans), now doubles as a time when many young people embark not just on a professional
career, but on a romantic one. In the 1960s, 76 percent of collegeaged women and 35 percent of college-aged men said they'd be willing to marry someone they didn't love. In a similar study conducted in the early 1990s, 91 percent of women and 87 percent of men said they wouldn't marry someone unless they were in love with them. Love has, accordingly, be-
come a pursuit—something we look for and fight for and treat as a fundamental component of a happy and successful life. It’s the “organization kid” ethos, essentially, applied to romantic partnership, and it complicates the dominant, idyllic sense of love as the stuff of Shelley and Shakespeare, as the thing—that warm, soft, trembling thing— that transcends culture and gender and race and class and age and defines, in ways both big and small, what it means to be human. Lol! From the anthropological perspective, instead, romance is simply a cultural assumption like anything else. And marriage, that symbol of success in one’s search for a soul mate, has become a status symbol—and also, Ansari notes, summoning Esther Perel, a luxury good. That transformation—the result of, among many other things, the industrial revolution/the women's movement/a good economy/a bad one—has been, in the last couple of decades, complemented by another kind of revolution: the transformation in communications brought about by the Internet. There's the rise of texting, and the related decline of email/ phone calls/letter-writing. There's the invention of Match and JDate and Farmers Only and eHarmony and OkCupid and Hinge and Grindr and Tinder, and all those services’ attendant possibilities and paradoxes of choice. Our communications are newly instant and newly distant, and that shift is changing not just the culture at large, but also the way we approach the sparking and the maintenance
of relationships. None of which, as Modern Romance presents it, is a revelation. The stuff explored in the book—the gender differences in approaches to online dating, the social effects of friendswith-benefits-ing, the psychological impact of a swipe-right economy—will feel familiar to anyone who reads magazines and/or is currently single. An-
sari quotes all the experts (Michael Rosenfeld, Sherry Turkle, Natasha Schüll, Helen Fisher, Barry Schwartz) you’d expect to be quoted in a book like this. He cites exactly the research you’d expect to be cited. He sums it all up charmingly and winkily and am I rightily, with the same light snark he deploys in his standup. (Telling the story of Tim, an older gentleman who asked his future wife on a date in person, right after meeting her, Ansari points out: “That sounds infinitely cooler than texting back and forth with a girl for two weeks only to have her flake on a Sugar Ray concert.”) Modern Romance reads like a CliffsNotes to relationshipping as it is currently experienced by (mostly middle-class, Ansari admits, and mostly straight) Americans. It’s the familiar stuff of research and sitcomedy, distilled into a funny, and highly readable, summary. And while Modern Romance’s revelations aren’t terribly revelatory, their telling is refreshing in an important way: They’re humanized. They operate at the scale of everyday life and everyday experience and everyday emotion. Too often, the data experts have gathered about the nebulous thing that is “modern romance” is presented precisely as that: data. We can read Christian Rudder's Dataclysm, about the way the Internet is affecting how people meet and date, or Eric Klinenberg’s Going Solo, or Michael Rosenfeld’s “How Couples Meet and Stay Together”; what those projects can gloss over, though, are the small joys and also the crushing existential anxieties that the new roman-
tic order can provoke in its participants. The “…” that appears during a text exchange, suspending a conversation—and, sometimes, an entire relationship—in a wave of hidden characters. The sexting. The emojidecoding. The LOL-sharing. The game-playing. The fact that the commonly accepted rules that had crystallized around the technologies that used to direct coupling—wait three days to call, etc.—have largely been rendered obsolete. The fact that everyone, as a result, is a little bit confused, and a little bit overwhelmed, and a little bit convinced that that last text went unanswered because its recipient was obviously abducted/involved in a terrible accident/convinced to join a doomsday cult that requires its members to cancel their phone service. Ansari, in the book, tells the story of his dealings with Tanya, a friend of his whom he was interested in in a more-than-afriend kind of way. They hook up one night. He texts her the next day—a good, sweet text, offering just the right balance of “I’m casual” and “I care.” A few minutes after sending the message, he sees its read receipt. He sees the “…”: She’s replying! Yay! And then, right after they started—the dots go away. Minutes pass. Then hours. Then days. He never hears from her again (well, not until much, much later). All the things that could have been—the sweet little discoveries, the dumb little injokes, the brunches, the babies, the nights spent on the couch doing nothing but being together, the merged families and furniture and lives—disappear in the blink of a “...” To deal with “the awful frustration, self-doubt, and rage that this whole ‘silence’ nonsense had provoked in the depths of my being,” Ansari goes to a comedy club. He does a set. He tells everyone about Tanya. He gets laughs. But he also gets, he notes, “something bigger, like the audience and I were connecting on a deeper level.” They understand, together, what it feels like—for better, for worse—to soul-mate. They understood what it means to be looking, with the help of phones and friends and the march of human progress, for one’s lobster. “I could tell that every guy and girl in the audience had had their own Tanya in their phone at one point or another,” Ansari writes, “each with their own individual problems and dilemmas. We each sit alone, staring at this black screen with a whole range of emotions. But in a strange way, we are all doing it together, and we should take solace in the fact that no one has a clue what’s going on.”

Check Pollution Before Harassing The Public! Tikeya Kez: Is Pollution Certificate really needed in Nagaland at present with the current dusty road conditions? Do correct me if I am wrong. Yesterday I was coming home from Tuensang after staying there for 3 months and when I reached Doyang bridge, a constable stopped my car and asked me to produce registration card, insurance and pollution certificate. I got out of my car, shook off the dust accumulated in my shirt because of the dusty Road and went to the officer straight to show my document since I don't want to argue with that constable because if I argue with him, then am sure he will drag me down to his level and beat me with experience. I showed the officer in charge my car registration and when he asked for my pollution certificate, I told the officer that I don't have it and since I found it not applicable in a place like ours where, inhaling the dusty Road is more Injurious than our smokeless car exhaust. Then he went on to explain about the penalties by showing me the challan for not acquiring the pollution certificate. Holy mother of sweet monkey!!! In my 10 years stay outside Nagaland and In my 4 years stay in Kohima, I was never asked to produce pollution certificate and here I am being asked to show my car pollution certificate after a dusty journey from Tuensang Then he went on saying that since I don't have it, he told me to acquire it in the near future and told me to leave any amount I wished on the table and I can go. I deliberately took out Rs 200 and asked if that much amount is OK and the officer said it is OK so I left it on the table and left since I don't want to argue with police officers and get a tight slap AGAIN (got slapped on earlier different occasion) from his jawans because they are very quick to use hands even if we are right or wrong. That was easy for me but imagine all the agony, penalty and harassment those daily plying vehicles must be facing without having pollution certificate. The government should be more concerned about checking the hazardous gases emitted by the old buses and cars on the roads, road maintenance and road construction, regular electricity, and regular power supply instead of slapping unnecessary fines on poor Naga travellers for not producing pollution certificate. I called up my friend who is an inspector in transport office and requested him to make one pollution certificate for me so that I will not be harassed unnecessarily in the near future and he assured me to make one for me. As India tries to focus the world’s attention on the benefits of the ancient discipline ahead of the first International Day of Yoga this Sunday, Suhasini’s experience serves as a warning that it can sometimes go wrong. To be sure, not often. In 2010, the U.S. Consumer Product Safety Commission said among more than 10 million people in the U.S. who practice yoga there were around 7,400 yoga-related injuries that year: that’s one for every 1,351 yoga practitioners. But, as with any physical activity, if not done properly, it can lead to accidents. Some teachers in India blame the growing tendency to treat yoga like an exercise
class, skipping the focus on breathing, relaxation, and ignoring the fact that the discipline is a way of life and not just something you do in Lululemon pants. our assassinationstyle killings since last week have shaken this town in Kashmir just as the Himalayan region claimed by both India and Pakistan seemed to be slowly emerging from decades of violence. There's strong suspicion in the Sopore area, where most of its 500,000 residents want independence or union with Pakistan, that India is behind the killings. The four slain men apparently shared a common sentiment: Two had fought Indian rule militarily while the other two had politically opposed India's control. Militant and separatist groups say it's no coincidence that the attacks came after Indian Defense Minister Manohar Parrikar's comments last month that "you have to neutralize terrorists through terrorists only." Rattled by the killings, Sopore is a ghost town. Its normally bustling streets lie deserted, and its residents, when they do go out, making little eye contact with each other. Some fear that Indian security forces have reactivated secret forces such as the "Ikhwanis" they once used

cent attacks are a crushing reminder that the region where a bloody separatist campaign and brutal Indian military crackdown that has killed 68,000 people since 1989 remains volatile. Activists called for a
protest rally in the town Friday, but Indian authorities imposed a curfew in many parts of Kashmir, including old quarters of the main city Srinagar, to try to prevent that from occurring. Thousands of armed police
and paramilitary soldiers fanned out across the region where street protests have become the main tool to express anger against Indian rule. Police also detained dozens of separatist leaders
and activists to stop them from leading the protest. On-and-off talks between India and Pakistan over the disputed territory have made virtually no progress in years amid deep mutual distrust. India accuses Pakistan of training and financing militants and pushing them into the Indian-controlled portion of Kashmir. Islamabad denies the charge, saying it only gives moral and diplomatic support to the rebels. The killings began last week when gunmen shot and killed a well-known separatist activist Sheikh Altafur Rehman, who was also a senior pharmacist at a hospital in Sopore. "He was released from police custody only two days earlier before he was brutally murdered by Indian agents," said his 74-yearold father Sheikh Mohammed Yousuf, sitting in his home, tears trickling down his cheeks. "What will police probe? We know who's behind these killings. We know the planners," Yousuf said. "Anyone can be used for pulling the trigger." Three days later, a local trade union leader and separatist sympathizer Khurshid Ahmed Bhat was killed. Then on two successive days, two former rebels
were slain. Mehrajuddin Dar, who had fought with the pro-independence Jammu-Kashmir Liberation Front, was outside his poultry shop Sunday in Sopore when he was shot in the head from behind. The next day, Aijaz Ahmed Reshi, who had been imprisoned at least several times, also was shot in the head in his village near Sopore. Two men came from behind and pumped three bullets into his head. The gunmen fired shots in the air as local villagers, along with a neighbor's dog, which caught ahold of one of assailants' legs. "In a commando style, he shot the dog in the head," said a local resident, Ahmed Bhat, who only gave his last two names fearing reprisals. Reshi was part of the Harkat-ul Mujahideen militant group in 2002, according to his family and neighbors. He was arrested and incarcerated for nearly three years in 2007. Police locked him up again for three months in 2012. "He was now a contractor, leading somewhat a normal life," said his younger brother Muddasir Ahmed. "But he would always say: 'My life is nothing, soldiers will kill me any day.'"
Authorities say their initial investigations indicated that two prominent local rebels belonging to Kashmir's largest militant group, Hizbul Mujahideen, were involved in the killings. "We've identified the militants and it's only a matter of time before we get them," said K. Rajendra, director-general of police. "It's an internal rivalry and an apparent split within their ranks leading to these killings." The police have offered a reward of about $31,000 for the capture of the two suspects. The Hizbul Mujahideen has denounced the killings and blamed India — allegations that Rajendra called "baseless." Noor Mohammed Baba, a political science professor at Kashmir University, said while it was difficult to draw any clear conclusions from the targeted killings, "there are reasons to suspect as common people, separatists and even some pro-India politicians have drawn conclusions from the defense minister's recent statement." "India-Pakistan peace initiative is officially missing. People are fast losing hope," he said. "It is breeding a new kind of militancy which is professional and more lethal."
Sushma Swaraj, Vasundhara Raje won’t quit, BJP says new Delhi, June 19 (PTi): The BJP on Friday rejected the demand for resignation of external affairs minister Sushma Swaraj and Rajasthan chief minister Vasundhara Raje over their alleged links with scam-tainted Lalit Modi, saying there is "no technical or legal" basis for it. Party spokesman Sudhanshu Trivedi said while the party's top leadership has made its position clear on the issue of Swaraj, the validity of the documents
produced against Raje are not yet verified. "The question is imaginary. There is no technical and legal basis that you can say there is any point of impropriety," he said to questions on whether there will be action against Swaraj and Raje. To a question on whether they will be removed, he said "the very question is imaginary and there is no reason behind it." He also rejected any corruption or impropri-
ety by the two leaders for their alleged links with Lalit Modi and termed as "laughable" the questions raised by the Congress. "We have already made it clear that there is no corruption. There is no technical or legal definition of corruption or misappropriation that is not evident. Opposition is using these issues to make a mountain out of a molehill for their own political gains on feeble grounds," he said. Asked why the BJP
took so much time to come out in support of Raje, he said the questions raised by the media were "imaginary." India and Tanzania agree to fight terrorism, boost gas exploration new Delhi, June 19 (ianS): India and Tanzania on Friday agreed to set up a joint working group on counter-terrorism and increase gas exploration cooperation in the east African nation, as Prime Minister Narendra Modi held talks with visiting Tanzanian President Jakaya Mrisho Kikwete here. The two sides also inked eight agreements, including for cooperation in the field of agricultural science, statistics, hydrography and tourism. Modi, addressing the media after delegation level talks with Kikwete, said both countries have a common interest in maritime security in the Indian Ocean and a peaceful and prosperous Africa. gions is a concern for both countries. We have agreed to establish a Joint Working Group to strengthen our cooperation in counter-terrorism," he said. Re-conduct AIPMT exam by August 17: SC to CBSE new Delhi, June 19 (ianS): The Supreme Court on Friday gave CBSE time till August 17 to conduct and declare the results of All India Pre Medical Test (AIPMT) for medical and dental courses for the year 2015-16. A vacation bench of Justice R.K. Agrawal and Justice Abhay Manohar Sapre extended time till August 17 after Attorney General Mukul Rohatgi told the court that the Central Board of Secondary Education (CBSE) needed three months time to re-conduct the examination, citing various logistical difficulties including availability of 1,050 examination centre and invigilators. Also telling the court that CBSE needed time to prepare the question papers, he said that due to summer vacations, teachers were on leave and there were practical difficulties in conducting the exam in four weeks time as ordered by the court by its June 15 order. As Rohatgi said that normally CBSE needed nearly seven months time to conduct the exam and was was seeking three months time only, the court observed that in the "past everything was done in one month. We are living in an era of technology and everything is possible now". He said that besides 1,050 examination centres all over the country, the CBSE needed teachers, invigilators and security forces for the conduct of the examination. The court by its June 15 order had cancelled the AIPMT examination held on May 3 following the leak of the question paper and circulation of the answer keys through electronic devices across 10 states in the country, observing that the exam was rendered "futile by a handful of elements seeking to reap undue financial gain by subjecting the process to their evil manoeuvres". While ordering the re-conduct of the examination, the court had noted that on previous occasions, "such type of examination had been held anew within a period of one month".

Mumbai hooch tragedy toll rises to 41 MuMbai, June 19 (ianS): The toll in the illicit liquor tragedy in a suburban bar in Mumbai shot up to 41 on Friday with 21 more people succumbing to the poisonous brew, a top police officer said here. "The number of deaths is now 41. Another 25 victims are still undergoing treatment in various hospitals. Medical condition of at least 12 is critical," police spokesperson Dhananjay Kulkarni told IANS. Police have cracked down on the law enforcers by suspending eight officials, Deputy Commissioner of Police Kulkarni said. Two people have been arrested for the tragedy as they allegedly transported
illicit pouches of liquor from the Vasai-Virar region in adjoining Thane. Maharashtra Chief Minister Devendra Fadnavis ordered an inquiry into the incident and sought a report within two days, an official spokesperson said here. The victims, mostly living in Laxmi Nagar slums and employed as low-paying drivers, daily labourers etc., had consumed the cheap country liquor at a bar in Rathodi village here on Wednesday night. Since Thursday morning they started developing symptoms of poisoning, including vomiting, abdominal pains and burning sensation in eyes and sudden collapse.

MuMbai, June 19 (ianS): Torrential rains lashed Mumbai and the surrounding areas on Friday, killing two persons, severely affecting road, rail and air traffic and inconveniencing lakhs of daily commuters barely a week after the monsoon set in the region. Mumbai city recorded 283 mm rainfall while the suburbs averaged 209 mm in the
past 24 hours. Till Friday evening, the city had recorded another 72 mm rainfall, and 66 mm and 50 mm downpour in the eastern and western suburbs respectively. Maharashtra's coastal regions, including Thane, Palghar, Raigad, Ratnagiri and Sindhudurg too experienced torrential rain, hitting normal life with flooding in several towns
and villages. More rain is in store for the metropolitan city, coastal Konkan and other parts of Maharashtra over the weekend, accompanied by strong winds and a very rough sea, Mumbai weather bureau director V.K. Rajeev said. The dead included Ranjit Gupta, 60, and Gaurav Karnik, 5, living in a building in Wadala, who were electrocuted by
loose live wires. Rain crippled the Mumbai lifeline - the suburban railway network as rainwater waterlogged the tracks, preventing lakhs from commuting to and from their homes and workplaces. But the two new showpieces - the Mumbai Metro Rail and Monorail - functioned normally, a spokesperson for the Mumbai Metropolitan Region Development Authority (MMRDA) said. While Central Railway (CR) and Harbour Line, and Western Railway (WR) started a few services in the early hours, they were delayed and later suspended in the city, rail officials and the Brihanmumbai Municipal Corporation Disaster Cell said. However, services continued on the mainland beyond Thane, Karjat-Kasara and Panvel sections of CR and beyond Vasai on WR. Angry people vented their ire against the civic body and the state government on social networking sites for the "shoddy pre-monsoon cleaning up
operations" costing several billion of rupees. Rainwater entered low-lying homes, especially in slums, tenements and other vulnerable areas in different parts of the city. Several opposition leaders also criticised the BJP government and the BMC for putting the lives of citizens at risk with tall claims of monsoon preparedness. Chief Minister Devendra Fadnavis on Friday visited the state and BMC disaster cells to take stock of the situation and discussed precautionary and relief measures with the officials. BMC spokesperson Vijay Khabale said the civic body had advised people not to send their children to school and Mumbaikars were asked to venture out only if necessary. The Bombay High Court remained closed on Friday while lowers courts also remained shut. Mumbai University cancelled all its examinations scheduled for the day. Meanwhile, heavy waterlogging was reported around the metropolitan
city preventing movement of road traffic. All incoming and outgoing domestic as well as international flights at Chhatrapati Shivaji International Airport suffered delays of a minimum 15-45 minutes, an official spokesperson said. At least three incoming flights of different airlines from different destinations to Mumbai were diverted to dry stations like Ahmedabad or Baroda, though there were no cancellations of any domestic or international flights. Around 250 special buses were deployed to ferry commuters stranded in different parts of the city as the suburban train services remained affected for the most part of the working day. There were reports of uprooting of trees, road cave-ins, submerged vehicles, power failures and traffic snarls on the Western and Eastern Express highways and waterlogging at both ends of several flyovers and the Eastern Freeway.

Church shooting an act of ‘pure concentrated evil’ CHARLESTON, JuNE 19 (AP): It was an act of “pure, pure concentrated evil,” Charleston’s mayor said — a black community’s leading lights extinguished in a spray of bullets, allegedly at the hands of a young white man who was welcomed into their Bible study session. And so the nine victims at The Emanuel African Methodist Episcopal Church joined the everlengthening list of America’s racial casualties. In one blow, the gunman ripped out part of South Carolina’s civic heart: a state senator who doubled as the church’s minister, three other pastors, a regional library manager, a high school coach and speech therapist, a government administrator, a college enrollment counselor and a recent college graduate. Six women and three men who felt called to open their church to all. Dylann Storm Roof, 21, had complained that “blacks were taking over the world” and that “someone needed to do something about it for the white race,” according to a friend who alerted the FBI. He was arrested with his gun after an allnight manhunt, authorities said. President Barack Obama called the tragedy yet another example of damage wreaked on America by guns. NAACP President and CEO Cornell William Brooks said “there is no greater coward than a criminal who enters a house of God and slaughters innocent people.” Others bemoaned the loss to a church that has served as a bastion of black power for 200 years, despite efforts by white supremacists to wipe it out. “Of all cities, in Charleston, to have a horrible hateful person go into the church and kill people there to pray and worship with each other is something that is beyond any comprehension and is not explained,” said Mayor Joseph P. When the two of them were drinking together a few weeks ago, Roof began railing about black people and remarked that he had “a plan,” Meek said. He did not say what the plan was, but Meek said it scared him enough that he took the gun out of Roof’s car and hid it in his house until the next day. Roof was arrested without incident Thursday in Shelby, North Carolina, after a motorist spotted him and tipped police, and waived extradition back to South Carolina, where he was held pending a bond hearing, Charleston Police said. His previous record includes misdemeanor drug and trespassing charges. He wasn’t known to the Southern Poverty Law Center in Montgomery, Alabama, and it’s
not clear whether Roof had any connection to the 16 white supremacist organizations operating in South Carolina, but he appears to be a “disaffected white supremacist,” based on his Facebook page, said the center’s president, Richard Cohen. Meek said he and Roof had been best friends in middle school, where “he was just a quiet kid who flew under the radar.” Roof then disappeared and showed up again several weeks ago, seeming even more quiet and withdrawn. But on his Facebook page, Roof displayed the flags of defeated white-ruled regimes, posing with a Confederate flags plate on his car and wearing a jacket with stitchedon flag patches from apartheid-era South Africa and Rhodesia, which is now black-led Zimbabwe. And when Meek asked what was troubling Roof, “he started talking about race,” the friend said. Spilling blood inside “Mother Emanuel,” founded in 1816, evoked painful memories nationwide, a reminder that black churches so often have been the targets of racist violence. A church founder, Denmark Vesey, was hanged after trying to organize a slave revolt in 1822,
and white landowners burned the church in revenge, leaving parishioners to worship underground until after the Civil War. The congregation rebuilt the church and grew stronger. Martin Luther King Jr., brought the 1960s campaign for voting rights to its pulpit. Its lead pastor, state Sen. Clementa Pinckney — among the dead — recalled his church’s history in a 2013 sermon, saying “we don’t see ourselves as just a place where we come to worship, but as a beacon and as a bearer of the culture.” Pinckney, 41, was a married father of two and a Democrat who spent 19 years in the South Carolina legislature after he was first elected at 23, becoming the youngest member of the House. The other victims were Cynthia Hurd, 54; Tywanza Sanders, 26; Myra Thompson, 59; Ethel Lance, 70; Susie Jackson, 87; and the reverends DePayne Middleton Doctor, 49; Sharonda Singleton, 45; and Daniel Simmons Sr., 74. Jackson’s niece Cynthia Taylor said she spoke with one of the survivors of the shooting. She said Felecia Sanders told her she played dead while lying on top of her granddaughter to protect her, and that’s how she made it out of the church alive. U.S. Attorney General Loretta Lynch said the attack would be investigated as a hate crime. Meek said his friend had become an avowed racist. “He said he wanted segregation between whites and blacks. I said, ‘that’s not the way it should be.’ But he kept talking about it,” Meek said. Obama, who personally knew the slain pastor, was one of the few politicians to call for stricter gun control. “I’ve had to make statements like this too many times,” the president said. “At some point, we as a country will have to reckon with the fact that this type of mass violence does not happen in other advanced countries.” Flowers tied to a police barricade outside the church formed a growing memorial, two months after another memorial appeared at the scene in neighboring North Charleston where Walter Scott was shot in the back by a white police officer. That shooting of an unarmed black man prompted South Carolina to pass a law to equip police with body cameras statewide. Pinckney co-sponsored it.
UN to name and shame those who abduct children in conflicts uNiTED NATiONS, JuNE 19 (AP): The United Nations Security Council voted unanimously Thursday to name and shame governments and armed groups that abduct children in armed conflicts, a practice the U.N. secretarygeneral says is increasing rapidly. A resolution adopted by the council expresses grave concern at the abduction of children in conflict, saying this often precedes or follows other abuses against them ranging from their use as child soldiers to rape and killing. The council took the
first major step to prevent the victimization of young people in war zones in 2005 by approving a resolution to identify governments and armed groups that recruit child soldiers. In 2009, the council voted to also name and shame countries and insurgent groups engaged in conflicts that lead to children being killed, maimed and raped. The new resolution adds the abduction of children in conflict as another reason to be put on the list of violators of children’s rights. The annual list is significant because it not only
identifies governments and insurgent groups that violate children’s rights in conflicts but it puts them on notice that they can face action by the Security Council, including possible sanctions. “By adding abductions as the fifth ‘trigger’ violation, the council makes it possible for responsible parties to be held to account,” said Eva Smets from Watchlist on Children and Armed Conflict, a network of international human rights and humanitarian organizations. “This is a laudable step towards enhancing the international
community’s ability to protect children.” Secretary-General Ban Ki-moon told the council that “abductxion is now being used as a tactic to terrorize or target particular ethnic groups or religious communities, and children have been a particular focus.” While groups such as the Lord’s Resistance Army have kidnapped children for many years, he said “the scale and nature of this grave violation is changing.” Ban pointed to the large number of abductions by the Islamic State extremist
group and Boko Haram. The abductions by these groups “have shocked us repeatedly in recent months,” Ban said. “But we should also recognize that this practice is prevalent in many other situations ... and is perpetrated by a great range of other nonstate armed groups.” Leila Zerrougui, the U.N. special representative for children in armed conflict, told the council that “the response to abductions needs to be scaled up to address this increasing trend — including through early warning mechanisms.”

Chief Executive Leung Chun-ying said he would bring a series of economic initiatives to lawmakers next week, and called for their support. Democratic lawmakers had been filibustering all budget items during the city’s pro-democracy protests, holding up funding for a variety of slated projects. Leung said that a continuation of such actions would hurt the community. “It’s time for all of us to move on,” Leung told reporters. “We should try to forge consensus on various economic and livelihood issues.” Lawmakers on Thursday ended a long-running debate on political reform in the city with a veto, a rare instance of the former British colony voting against a proposal endorsed by China’s central legislature. Economists at ANZ had warned that such a move could cause political instability and hurt business as foreign investors might put their China headquarters in Shanghai or Shenzhen instead of Hong Kong. drome (MERS) in South Korea appears to have levelled off, a health official said on Friday, as the country reported just one new patient, a day after Thailand reported its first case. A total of 166 people have been infected in the South Korean outbreak, the largest outside Saudi Arabia. It has been traced to a 68-year-old man who returned from a business trip to the Middle East in early May. It has spread through hospitals, killing 24 people. The Thai case, a 75-year-old businessman from Oman, does not appear to be linked to the South Korean outbreak but will spread anxiety in the region, even though the worst appears over in South Korea. “Given the current developments, we have judged that it has levelled off, but we need to watch further spread, further cases from so-called intensive control hospitals,” the South Korean health ministry’s chief policy official, Kwon Deok-cheol, told a briefing. As part of those efforts, South Korean authorities were contacting nearly 42,000 people who had visited a hospital in the capital, Seoul, that has been at the centre of the outbreak, with half of the country’s infections happening there. Authorities said they aimed to contact
29 and June 2-10, and they raised the number of those who may have been in contact with MERS cases there to about 7,000 people. MERS was first identified in humans in Saudi Arabia in 2012 and the majority of cases have been in the Middle East. Isolated cases have cropped up in Asia before South Korea’s outbreak began last month, and Thailand is the fourth Asian country to register a case. The current cases in Asia have stirred fears of a repeat of a 2002-2003 outbreak of Severe Acute Respiratory Syndrome (SARS), which began in China and killed about 800 people globally. MERS is caused by a coronavirus from the same family as the one that triggered SARS, though MERS does not spread as easily as SARS. South Korea’s single new case reported on Friday was the smallest number since June 3, and marks a sharp drop from double-digit increases on some days last week. The South Korean outbreak has taken a toll on Asia’s fourth biggest economy, with tourists cancelling visits and consumers staying at home, and has dented the popularity of President Park Geunhye, whose government was criticised for its initial response.

New HIV vaccine candidate may generate immune response: Study
WASHiNgTON, JuNE 19 (iANS): An experimental vaccine candidate may have the potential to stimulate the immune system to block HIV infection, according to new research. The findings may represent a leap forward in the effort to develop a vaccine against HIV, which has so far struggled to elicit antibodies that can effectively fight off different strains of the virus, according to three papers published on Thursday in the US journals Cell and Science. “The results are pretty spectacular,” said Dennis Burton of the Scripps Research Institute (TSRI), who led one of the studies, Xinhua reported. Currently, many vaccines use a dead or inactive version of the disease-causing microbe itself to trigger antibody production, but immunisations with “native” HIV proteins are ineffective in triggering an effective immune response, due to HIV’s ability to evade detection from the immune system
and mutate rapidly into new strains. This challenge has led many researchers to believe that a successful AIDS vaccine will need to consist of a series of related but slightly different proteins called immunogens to train the body to produce broadly neutralising antibodies, a special class of immune system molecules that can bind to and neutralise a wide range of globally occurring HIV variants. In the new studies, the researchers tested one of these potential proteins, an immunogen called eOD-GT8 60mer, which would bind to and activate B cells needed to fight HIV. Using a technique called B cell sorting, the researchers showed that immunisation with eODGT8 60mer caused two different mouse models to produce antibody “precursors”, which have some of the traits necessary to recognise and block HIV infection.

Mirpur, June 19 (iAnS): Bangladesh have enhanced their chances of securing a Champions Trophy berth after their brilliant win over India in the first One-Day International (ODI) of the three-match series that took them to seventh spot in the International Cricket Council (ICC) rankings. Mustafizur Rahman’s five-wicket haul on debut helped Bangladesh outplay the two-time world champions by 79 runs at the Shere-Bangla National here on Thursday. The hosts scored an impressive 307 after electing to bat before their bowlers bundled out India for 228 to take a 1-0 lead in the series in style, reports bdnews24.com. The win took Mashrafe Bin Mortaza’s side past West Indies in the ODI team rankings. Both Bangladesh and West Indies had 88 points before the match. While the Caribbean side remain with the same number of points, Bangladesh have jumped to 91. The top eight ODI teams will take part in the 2017 Champions Trophy that will be held from June 1 to 19 in England and Wales. Bangladesh will qualify for the competition if they retain their place in the top eight until September 30 this year.

India captain Mahendra Singh Dhoni was today fined 75 per cent of his match fees for allegedly shoving young Bangladesh pacer Mustafizur Rahman during the first ODI of the three-match cricket series, here. Dhoni was charged with Level 2 offence under ICC Code of Conduct yesterday for elbowing the debutant pacer while chasing an imposing 308-run target set by Bangladesh at the Sher-e-Bangla stadium. The incident happened during India's chase when Mustafizur came in Dhoni's way while completing his follow through as India captain was running for a single. Replays showed Dhoni shoved him while trying to reach the crease. Match referee Andy Pycroft summoned Team India manager Biswa-
rup Dey last night to intimate him about the hearing. According to reliable sources, a collective decision was taken by the team management that the skipper would not plead guilty in this case as he never tried to hurt the bowler intentionally. Accordingly the administrative manager filled the form where India decided to contest the charge. In the morning at the team hotel today, on field umpires Rod Tucker and Enamul Haque Moni were called by Pycroft after which the trio of Dhoni, Dey and Team India Director Ravi Shastri were summoned. World Cup insurers risk blizzard of claims
LOnDOn, June 19 (reuTerS): World Cup insurers are likely to refuse to pay out on many cancellation contracts if Russia and Qatar lose the rights to hold the tournaments because of fraud, industry experts said. Russia and Qatar could be stripped of their World Cup hosting rights if evidence emerges of bribery in the bidding process, the head of the audit and compliance committee of soccer's governing body FIFA has said. Lawyers and insurance specialists say many contracts could be annulled or go into dispute if governments, organising bodies, or firms such as sponsors, broadcasters or hospitality providers have taken out cancellation insurance and are found to be linked to fraudulent action. Others who took out such contracts and did not have knowledge of any wrongdoing could be paid out in full. Russia and Qatar have denied wrongdoing in the conduct of their bids for the 2018 and 2022 tournaments, which were not the subject of recent charges announced by U.S. prosecutors against FIFA officials. They are however the target of a probe by Swiss prosecutors against unidentified people on suspicion of mismanagement and money laundering related to the awarding of rights to host the 2018 World Cup in Russia and the 2022 event in Qatar. U.S. prosecutors are also looking at how the rights were awarded to Russia and Qatar, according to a source with knowledge of the situation. In the event of a government being found guilty of fraud, any stateowned companies could face consid-
erable difficulties in claiming compensation if insurers thought they were aware of the fraud and did not mention it, said Richard Leedham, insurance partner at law firm Mishcon de Reya. Given the size and complexity of the tournaments, and the number of insurance transactions taking place, a great many policies could end up being disputed in court. Organisers, sponsors and others may not yet have taken out insurance, particularly for Qatar. Local companies providing services for their country's World Cup generally take out insurance with local insurers. Those insurers often then reinsure the contracts - which are for very large sums - in order to share the burden of any loss in exchange for part of the premium. Specialist groups at the Lloyd's of London market and major European reinsurers such as Munich Re or Swiss Re have reinsured previous World Cups. "The most recent developments are unprecedented and we cannot speculate on the ultimate outcome given the current uncertainty," said a Swiss Re spokesperson. ince the introduction of Nagas in Indian Military Service, the paramount goal of the Nagas in Military Service has been the retirement. Nagas in the early stages were very industrious, but subsequent to the realm of development and modernization lackadaisical nature started to hover our mind which in result Nagas gradually became money oriented yet without hard labour. Being an ex servicemen, the matter became more acute for us in today’s social churning. Over the years, most of the Ex-Servicemen were very complacent with the pension plan provided by the GOI, which made them idle in many ways, which is one of the reasons why people did not recognize us, in our society. A whisk of fresh air blew in the form of some encouraging words from the Governor of Nagaland, to various HODs to look into the upliftment of social awareness among the citizen, specially ex servicemen, as there are many a scheme, both government, semi government or non government. People can involve themselves, for their economic development, instead of looking at the government for any employment. Brig KK Roy Choudhury SM, VSM (Retd), Director of the Rajya Sainik Welfare and Resettlement Board, Kohima (Nagaland) started encouraging people posted in various districts to make the ex servicemen

We are grateful to him that we have now came up with fishery ponds both in Tuli n Ungma, beginnings of an Integrated Farm, at Ungma, with the assistance of KVK, Yisemyong, and a site for recreational resorts at Tuli which was out of our thought processes, without his inspiration. It is through him that we have been able to interact with different Government agencies like NABARD, Nagaland State Coop Bank, KVK, Yisemyong, District Project Officer, Mokokchung District, Fishery department and Assistant Registrar of Cooperatives, Mokokchung District, and the Deputy Commissioner, Mokokchung, who have all been very helpful in providing guidance in
different forms, us in our fledgling ventures. Besides creating alacrity among us to work for society, he is one among many officers in India who selflessly visits villages assuring and providing due facilities to the desperate Ex-Servicemen and families, which encourages us to be more dedicated in our given responsibilities. We, therefore, through this column, express our deepest thanks to him for his matchless leadership. Today, we feel more recognition by the society which is the most prestigious as human. Without Lt. propos the article “An appeal to the CEO DMC” which appeared in this local daily on June 19 written by one Hirato Chishi Swu, Dimapur, we the undersigned former DMC Councillors would like to clear certain misconceptions of the person mentioned above. That the roads in Municipal areas such as Dhobinala-Signal Angami, Thahekhu, Burma Camp, Dimapur Sumi Baptist Church and Chakhesang Baptist Church are State PWD roads and is maintained by that Department over which the DMC does not have the authority to interfere. The lookout of the roads has not been handed over to DMC and hence it is outside the purview of the Municipal Council. Writing about such issues without any knowledge is distasteful and tantamount to tarnishing the good image of DMC Administrator, H. Atokhe Aye and his committed staff who have been rendering commendable services for the welfare of the citizens. Commercial areas such as New Market, Hazi Park, Murgipatty and Old Market are looked after by DMC from where the Municipal Council earns major revenue and therefore carrying out development activities in areas of high revenue earning does not in any way project the image of favouring anybody. While undertaking developmental projects in these areas, the DMC, at the same time, does not sideline other areas inhabited by Naga people, which is evident
from the high number of developments that have been completed and other ongoing works as well. Developments undertaken in Naga inhabited areas are evident from the coverage in the local dailies from time to time. Moreover, areas like New Market, Murgipatty and Old Market fall under 2 Dimapur II Constituency. This mention is made since the writer has derided the DMC as if it has ignored 2 Dimapur II AC. Therefore, the question of developing only in non-local areas does not arise and it rather shows the jaundiced eye syndrome of the writer in viewing the much lauded works of DMC. There are 23 wards under the jurisdiction of DMC out of which 10 falls under 1 Dimapur I AC and the rest 13 falls within 2 Dimapur II AC. We the undersigned former DMC Councillors highly applaud the DMC led by its Administrator, H. Atokhe Aye for giving a major facelift to municipal areas which we the elected members could not do owing to unfavourable conditions. While numerous NGOs and individuals are all appreciating the DMC for its commendable services, a person like Hirato airing destructive criticism even to the extent of presenting a colour which is personal in nature, is totally uncalled for and does not fit in a civilized society. After the final whistle of Wednesday's match, a frustrated Neymar kicked the ball toward a Colombian defender and then tried to headbutt another player who confronted him. Farah says he never doped; missed tests were 'mistakes'

LOnDOn, June 19 (AP): Angered by "rumors and speculation" swirling around him, two-time Olympic champion Mo Farah said Friday that he has never taken performance-enhancing drugs and described his two missed tests as "simple mistakes." The British distance runner missed the tests in 2010 and 2011 in the buildup to the 2012 London Olympics, where he won gold medals in the 5,000 and 10,000 meters. The missed tests were disclosed for the first time this week by the Daily Mail newspaper. The report came at a time when Farah's

Vettel fastest despite gearbox problems Alonso, Ricciardo get grid penalties for using 5th engine McLaren driver Fernando Alonso will start the Austrian Grand Prix from the back of the grid and Red Bull's Daniel Ricciardo drops 10 places because they used up their four allocated engines. Alonso has taken his fifth Honda power unit and Ricciardo his fifth Renault unit. Alonso's drop of 20 places is greater because the Spanish driver is also using a fifth turbocharger and a fifth MGU-H — an exhaust energy recovery system, each of which incur further five-place drops. Alonso faces further time penalties unless he qualifies on pole position — because otherwise he would not be able to drop the required number of positions. SPIeLBeRG, June 19 (ReuTeRS): Ferrari's Sebastian Vettel was first and last in Austrian Grand Prix practice on a Friday that team principal Maurizio Arrivabene will not forget in a hurry after nearly being run over by Felipe Massa. Vettel completed only four laps in the morning session before pulling over with a gearbox problem but he did 28 in the afternoon and ended the day with the fastest lap of one minute 09.600 seconds. Fellow-German Nico Rosberg, last year's winner who set the pace for Mercedes before lunch, was second with a time just 0.11 slower than the four times champion on an afternoon with occasional spots of rain and sporadic sunshine. Ferrari's Kimi Raikkonen was third fastest in both sessions. If that put a smile on Arrivabene's face, it made up for the shock he showed when he tried to cross the pitlane just as former Ferrari driver Massa was being released from the Williams garage. As the Brazilian braked, the Italian jumped back and then saluted him with both men able to laugh off the scare afterwards. Red Bull boss attacks Renault, threatens to quit F1 Red Bull face the prospect of an embarrassing, if not humiliating, weekend on home soil at the Austrian Grand Prix where team owner Dietrich Mateschitz on Thursday lambasted engine suppliers Renault and threatened to leave the sport. The Red Bull owner, usually shy of publicity, launched a stinging attack on Renault and charged them with demotivating the team as it was announced that both drivers, Australian Daniel Ricciardo and Russian Daniil Kvyat, will suffer 10-place grid penalties for having two more new engines installed. The engines are their fifth each of the season and exceed the quota of four for the year, a limit they have breached after only eight of the 19 scheduled Grands Prix. The team confirmed the decision via Twitter. Red Bull’s disarray with their power units coincided with Mateschitz’s comments as published by the Red Bull-owned Speed Week magazine and website. After their four successive years of championships and glory, a split looks inevitable. “They take from us not only time and money, but also the will and motivation,” Mateschitz told Speed Week. "There is no driver and no chassis which is more able to compensate for the lack of horsepower. What else has to happen? That we will lose our motivation completely?” The row between former champions Red Bull and their engine suppliers Renault has rumbled and roared at various intervals all season, but this latest attack from Mateschitz is the sharpest yet.
