Three shops in Kohima, belonging to individuals from the Mao community, were ransacked on June 24, Wednesday. The Southern Angami Public Organisation (SAYO) has officially claimed responsibility for the incident and stated that this action was taken as a result of non compliance to its “eviction order” served to the Moa community on June 5, 2015. Two of the shops were located at Mohonkhola and IOC; while the other, located at New Reserve area, was run by a non Naga in a building owned by a person from the Mao community. The vandalised shop in Mohonkhola belonged to Loli, a 25 year old mechanic and owner of motor parts store. He reportedly lost goods worth 4 lakhs. Another shop, located near IOC, was owned by Athikho Chah, a businessman who lost goods worth Rs 5 lakhs. Police and IRB personnel were also present at the scene of the incidents, but according to eye witnesses, they did not intervene. When the President of the Mao Union Kohima, Athikho Lirute tried to intervene, the youth allegedly snatched his cell phone and assaulted him. Only after the assault did one IRB personnel intervene, sources informed. Reiterating the demand for setting up of a committee for allocation of wagons for transportation of timber, the Nagaland Timber Traders’ Union (NTTU) will be knocking on the door of Nagaland Governor for the second time before taking recourse to future course of action. “Last year on November 21, we submitted a memorandum to our Governor regarding the plight of timber farmers and traders and our demand for setting up of a committee and he gave positive assurance. But so far the committee has not been officially announced,” informed NTTU president, Kevise Sogotsu, at a press conference at Hotel Saramati Wednesday evening. Kevise said NTTU still has full

trust and confidence that the Governor would heed to NTTU’s memorandum pressing for setting up of a committee, which would ensure transparency in the Forest department as well look into the “genuine grievances” of Naga tree farmers and traders. “We have learnt that the committee has already been set up, but why has the State Government so far not announced it officially. NTTU will be compelled to take legal course of action if our plea for setting up of the proposed committee is turned down this time,” the NTTU president said. Among others, NTTU said the second memorandum to Governor, PB Acharya, to be submitted on Thursday would demand for setting up of a committee to oversee the allocation of wagons for transportation of timber; that the proposed commit-

tee which is to be headed by an official of the Forest Department as secretary, should also comprise of other government departments like Land Resources, Agriculture and Horticulture and members from NTTU. On allegations that some timber traders and farmers were importing timber from neighbouring states, the NTTU president said it is the responsibilities of the respective state governments to probe into such allegations. “Our main concern is the plight of the local tree farmers and timber traders who are always on the receiving end due to multiple taxation from all corners including from government departments. In Nagaland, every tree or plantation has an owner and trying to sell one’s own sweat of labour should not become a subject of corruption or controversy,” the NTTU president added.

NEW DELHI, JUNE 24 (THE INDIAN ExPREss): Close on the heels of NSCN-K faction announcing a bounty on the head of every Indian soldier “captured alive”, the Army has asked its personnel to remain extracautious while visiting their native places on holiday. “We have issued an advisory to our soldiers asking them to be extra-cautious during leave, when they visit their native places,” said a senior official. The National Socialist Council of Nagaland-Khaplang (NSCN-K) faction announced the cash reward to the residents of border districts of Manipur and Assam, who capture alive Indian soldiers, after the Army destroyed several of the outfit’s camps located on Indo-Myanmar border on June 9, causing “significant losses”. The Army had on the intervening night of June 8-9 conducted a special operation inside Myanmar territory and killed several insurgents, be-

lieved to be responsible for the deadly ambush on an Army convoy on June 4 in which 18 soldiers were killed. According to sources, the Army’s offensive against the insurgent groups had forced them wreak revenge. “Anyone, who hand over an Indian soldier alive, will be rewarded with huge cash,” said the militant outfit. A large number of the Assam Rifles personnel are camping near the border areas of Assam and Manipur and the NSCN-K faction is likely to target them when they leave for their native places. The last three months had witnessed several deadly militant attacks on the Army and Assam Rifles, after the NSCN-K pulled out of the 15-year-long ceasefire agreement with the Centre in March. On April 2, a convoy of 4 Rajput Battalion was attacked by suspected NSCN-K cadre at Khonsa in Eastern Arunachal Pradesh in which four soldiers were killed and several others

were injured. A month later, the outfit struck in Nagaland’s Mon district, killing eight Assam Rifles soldiers. The NSCN-K was formed by S S Khaplang and Khole Konyak in 1988 to establish “Greater Nagaland”. According to sources in the intelligence agencies, the NSCN-K has been drawing financial and arms support from China and trying to attract other outfits operating in Manipur into its fold. The NSCN-K withdrew from the ceasefire agreement with the Centre after Ulfa chief Paresh Barua and Beijing persuaded Khaplang to walk out of the agreement. According to sources, the decision was opposed by two of its senior leaders, Y Wangtin Naga and P Tikhak, who subsequently decided to float a new Naga militant outfit. Significantly, the recent attack on the Army convoy was carried out with the support of Kanglei Yawol Kanna Lup (KYKL) and a faction of the Kangleipak Communist Party (KCP).

Kohima, June 24 (DiPR): The 29th annual general meeting of Indian Red Cross Society Nagaland State Branch Kohima was held at Durbar Hall Raj, Bhavan Kohima on June 24. The Governor, PB Acharya who is also the President IRCSN in his presidential address said that the object of holding the annual general meeting is to pursue the activities of the society and the plans of the society for the future and to align their work towards achieving their target in coming years. He expressed happiness that besides relief being provided to victims of various adversities in the districts of Nagaland, the state branch could reach out to the flood victims of Jammu & Kashmir by donating an amount of Rs. 2,83,940 as relief, which is laudable. He deeply appreciated the active participation of the Red Cross Society in the Swachh Bharat Mission and hoped that the launch of sanitation drive that began last year in Ko-

hima would spread to the remaining districts. The Governor congratulated all the members and volunteers of NRC for their devotion, dedication and hard work and also thanked the Chief Minister for enhancing the grant-inaid from Rs. 18,00,000 to Rs. 25,00,000. He also said that the decision of the society to embark upon the inclusion of International Humanitarian Law (IHL) in its activity is indeed an enormous task ahead and wished the society the very best in the noble venture. The power from Tripura will flow with the completion of 65 transmission towers in the northeastern state by December-end, a minister said. Prime Minister Narendra Modi discussed the power supply from Tripura with his Bangladesh counterpart, Sheikh Hasina, during his visit to Dhaka on June 6-7. Modi has declared that India would enhance the supply of power to Bangladesh from the existing 500 MW to 1,100 MW. The union government-owned Power Grid Corporation of India (PGCIL) "has already completed 20 of the 65 transmission towers in southern and western Tripura. "The remaining 45 transmission towers and related works would be completed by December," Tripura Power Minister Manik Dey told IANS after holding meetings with PGCIL engineers and officials. Rejected by experts, Dibang hydro project gets green nod new delhI, June 24 (BS): India's largest hydroelectric project has been given all the requisite clearances by the environment ministry in spite of repeated rejections by its own experts. The 3,000-Mw Dibang river valley mega dam in Arunachal Pradesh, once fully built, will wipe clean 4,577 hectares of forest that is also the homeland of a small community of 12,000, the Idu Mishmi. The project worth Rs 25,000 crore was approved on September 22 last year without a study to understand the downstream impact. Instead, the ministry has asked that a study be carried out five years after the dam is commissioned. Likely to be completed in nine years, the study will be done, therefore, 14 years later. According to norms, such studies are to be carried out cumulatively for all hydroelectric projects on the river concerned before clearance is given. The dam is only one of 17 planned on the river that flows through the Dibru Saikhowa National Park. It was originally rejected by the Forest Advisory Committee (FAC) in July 2013, the apex body advising the ministry on granting of forest clearances. Ultimately, talks between the environment and power ministries pushed the project by overruling earlier rejections. Repeated meetings and letters over the next one-anda-half years between the two ministries finally succeeded in clinching the forest clearance, government records show. FAC, in spite of comprising some of the most senior forest officials in the ministry, cannot give non-binding recommendations.

Serious discrepancies in releasing accurate data were repeatedly seen on the part of the state government and project developer, National Hydroelectric Power Corporation, during the clearance process. This included failing to mention that chopping down 325,000 trees would critically endanger the refuge for animals such as elephants, tigers, fishing cats and snow leopards. The original report from the divisional forest officer had said the region was not important from a wildlife point of view. Important documents such as forest cover map, toposheet map and recommendations from empowered officials were also not submitted initially. The central government was told the project was 11 km from the Mehao Wildlife Sanctuary. This would have helped avoid an additional wildlife clearance as mandated by the Supreme Court. But the regional forest office of the environment ministry later clarified that it fell well within the sanctuary. The number of displaced people were also misrepresented. Although being a principally forested area, the place is the primary homeland of the Idu Mishmi people, a scheduled tribe. Initially maintaining that 68 families were to be displaced, the toll finally reached 155 families from five villages. The details of the rehabilitation plan are still not finalised. A total of 9,155 hectares of degraded forest land had been identified for compensatory afforestation in neighbouring areas. However, in April 2014, FAC raised doubts about the land not being suitable. These concerns have still not been addressed.

The Palatana project is a hallmark of the cooperation between India and Bangladesh, which ensured the smooth passage of heavy project equipment and turbines to Palatana through its territory by road and waterways from Haldia port in West Bengal. San FranciSco, June 24 (PTi): Promising a globally compatible business climate in India, Finance Minister Arun Jaitley today said reforms have become “absolutely necessary” in the areas of land, labour and taxes to attract investors. Stating that the government is committed to these reforms, Jaitley also promised a permanent consultation mechanism to address the foreign investors’ concerns. The Finance Minister further said that the government has already begun implementing various tax reforms. “The aggression in the tax policy has been subdued and taxation structures are now becoming a lot more compatible and lot less adversarial,” Jaitley told PTI in an interview here.

‘No taxman can terrorise assesses of scrutiny’ new Delhi, June 24 (PTi): Seeking to allay concerns of taxpayers, CBDT has asked them not to get terrorised by threats of their cases being wilfully chosen for “scrutiny” by the taxman as the procedure is fully electronic and devoid of any human intervention. The taxman is empowered to undertake a scrutiny procedure, under section 143 (3) of the Income-tax Act, against any taxpayer if he/she is suspected to have not filed a correct return of his/her income or it is detected that the income has escaped proper assessment. Despite only 1% of cases coming under this procedure every year, an I-T summon in this regard creates uneasiness in the mind of the taxpayers for fear of harassment and a cumbersome procedure of visiting I-T office with piles of documents a number of times. CBDT Chairperson Anita Kapur, during her recent interaction with the me-

‘Economic recovery more statistical than real’ MuMbai, June 24 (PTi): Questioning NDA government’s claims of economic recovery since it came to power, senior BJP leader Yashwant Sinha has said that growth is up “only statistically” and there are serious issues which still need to be addressed. “We have recovered from the slowdown, at least statistically, if not really, because we have changed the norms,” Sinha, a former Union Finance Minister, said at an industry meet here late last evening. He said there is a need for debate on this and there should be comparable figures of economic growth from the previous years which can validate the claims of recovery.

“It cannot be that you prepare one year’s figures and say that now you’re doing 7.4 per cent or 8 per cent or 20 per cent,” said Sinha, whose son Jayant serves as a Minister of State for Finance in the Narendra Modi government. “What are the new norms (of computation)? Even the Chief Economic Advisor of the Government of India does not understand this. And we’ve put the same culprits (who initiated the change) to sit in judgement over this change,” Sinha remarked. There are “serious issues” in the economy which need to be addressed and the government can never say that it has tackled all the pressing concerns, he added.

Gmail users can cancel ‘sent mail’ immediately Menlo Park, June 24 (aGencieS): Google has announced it will formally add an “undo send” feature for Gmail users. “Undo send” allows user to cancel a sent mail if they have second thoughts immediately after sending. Web-based users will be able to retract an email within 5 to 30 seconds. The company experimented with the option for 6 years in the Labs section of Gmail’s settings. The feature is turned off by default for those not currently using the Labs version and can be enabled from the General tab in Gmail settings. Google Play Music has offered a $9.99 per month subscription service for two years but Tuesday’s launch is the first free version of the streaming service. It is available online and will be available on Android and iOS by the end of the week, Elias Roman, Google product manager, said. Apple said earlier this month it would launch a music streaming service on June 30 for $9.99 per month along with a $14.99 per month family plan, with a free threemonth trial. Travel portal launches dedicated pages about 200 airports new Delhi, June 24 (PTi): Travel portal TripAdvisor today launched dedicated airport pages on its website which provides information to travellers about 200 major airports around the world. When travellers search for an airport on TripAdvisor, they will be directed to a dedicated airport page with reviews, ratings and other information about hotels nearby as well as restaurants and attractions in both public and transit areas. Amenities, including duty free stores, boutiques and airport lounges, will also be listed on the page, the company said in a release. TripAdvisor airport pages will be available on its all 45 sites and in 28 languages globally and on the TripAdvisor mobile app.

Govt to put 8 coal blocks third round of auction new Delhi, June 24 (PTi): The government will put on the block 8 more mines after 10 mines are auctioned in the third phase, for which the process has already begun, a top official today said. “After these 10 mines (to be auctioned in third round in August), eight more mines are in the queue,” Coal Secretary Anil Swarup told reporters here on the sidelines of Minerals and Metals conference. He said it is likely that within a month they “have more and more mines coming in so that they would suffice for other sectors also.” The Coal Ministry had earlier this month kick started the process to auction 10 coal blocks in the third tranche, inviting bids from companies engaged in sectors like steel, cement and captive power generation. Government had earlier said that it would auction 10 coal mines with reserves of 858.19 million tonnes for steel, cement as well as captive power plants and the process will be completed by August-end. The government has so far auctioned 29 coal blocks in two tranches to private companies and garnered over Rs 2 lakh crore. The third round of auction will take place between August 11-17.

Facebook said it was working with Kaspersky Lab, bolstering a program implemented with other online security firms including ESET, F-Secure and Trend Micro. “Thanks to the collaboration with these companies, in the past 3 months we have helped clean up more than 2 million people’s computers that we detected were infected with malware when they connected to Facebook,” said Trevor Pottinger, a Facebook security engineer. “In these cases, we present a cleanup tool that runs in the background while you continue using Facebook, and you get a notification when the scan is done to show you what it found.” Kaspersky Lab’s Kate Kochetkova said that Facebook users are often targeted in online fraud schemes such as “phishing,” which are faked emails designed to get recipients to download malware. “Facebook is a major aim for phishers: one in five phishing scams targets Facebook notifications” she added. Kohima, June 24 (mexn): The Unemployed Trained Nurses Association has appealed for support in their move against what it called “the adamant attitude of the government.” While citing that the ratio of Patients to Nurses as per the norms of the Indian Nursing Council (INC), UTNA in a press release stated that on the basis of the findings of a survey conducted by the Association, presently, there is a shortage of 348 posts of staff nurse + 30% leave reservation in the State as per the given norms. According to INC norms, the patient-nurses ration in Hospitals should be 1 Nurse to 3 patients in Teaching Hospitals and 1 Nurse to 5 patients in Non-Teaching Hospitals + 30% leave reservation. For CHCs, there should be at least 7 regular Staff Nurse, while PHCs are required to have at least one regular Staff Nurse + 2 additional on contract basis. According to UTNA, there are over a thousand unemployed Trained Nurses in the State out of which 870 were trained

In this regard, the association has called for Councils, Civil societies, NGOs, journalists, student community and the public to extend support and solidarity through the print media or join UTNA on the day of agitation as and when called for. “Our plights have been addressed to the Government many times through Representations and we have submitted an Ultimatum to agitate however, the Govt. is not responding in any way,” the association lamented. “Sensitizing our democratic welfare Govt. with our concerted voice will improve the health sector in the State and bring medical services to our doorsteps which is basic in a democratic welfare state,” UTNA stated.

Dimapur, June 24 (mexn): In an attempt to clear reservations voiced out by the Nagaland Government Higher Secondary School Employees Association (NGHSSEA), the Department of School Education (DoSE) and All Nagaland School Teachers’ Association (ANSTA) on Tuesday clarified there is no ‘ill motive’ behind the interaction programme which is slated to be held on June 26. The interaction programme is being organised with the sole objective of ascertaining the factors responsible for the nil/ poor results of Government schools in the HSLC exam so as to work out remedial measures which

would be forwarded to the State government, a press statement issued by Ponchulu Wangth, president and Visato Koso, general secretary stated. ANSTA stated that in most of the 41 Government Higher Secondary Schools (GHSS), the results of High School Leaving Certificate (HSLC) were on a decline as compared to HSSLC results, and therefore, the heads of the concerned schools were invited for the interaction programme. The association maintained that if higher secondary schools were concerned with the poor result of government schools in HSLC exams as mentioned in their June

24 statement which pointed out that the “overall pass percentage in HSLC result remained below 43% for the last 8 years,” then, they should come forward and support the cause by sharing positive inputs instead of playing the opposition. The association also questioned the resentment expressed by their higher secondary counterpart over the interaction programme and termed it as “unfortunate” and “unbecoming”. ANSTA added that the opposition by the NGHSSEA shows “they do not have any iota of concern for academic improvement of Government schools of the State.”

TPO appeals to SAPO, Mao Council Debate competition on human rights held

Kohima, June 24 (mexn): The Tenyimi Peoples' Organization (Nagaland, Manipur & Assam States) has made an appeal to the Southern Angami Public Organization and Mao Council to stop any further violence arising out of the Land Boundary Dispute between the two parties over the Forest called "Kezoltsa/ Kozurii/Dziikotzuko" till the matter is settled by an impartial body/court. TPO President Timikha Koza in a press release stated that it had

taken the decision to make the appeal during its meetings on June 13 and 23 which were held following several rounds of discussion and consultation with SAPO, Mao Council and the Angami Public Organisation (APO). TPO stated that the present dispute between the “two brothers” is purely civil in nature as the matter relates to Land Dispute. “Hence, the matter should be decided either in the established Civil Court or a Naga Customary Court guided

by the Naga Customary Laws and its practices & usages,” TPO maintained. Further stating that the land holding system of the Nagas is totally different from other people in the Country, TPO felt that the Naga Customary Court would be the right platform to address the dispute. “The land of the Nagas are not cadastral land, and therefore, the Nagas are the best Judge to decide the present dispute,” TPO maintained. Pending the final settlement, TPO urged both parties to immediately

stop all kinds of blockage/ban "so that the attention of the enemies are not drawn into the present issue." TPO also urged upon the Mao Council to withdraw the memorandum submitted earlier to the Manipur Government without delay and SAPO to review the earlier decision in the best interest of the Tenyimi People. In order to avoid pest and diseases cleanliness in orchard is highly recommended. Intercropping can be done in order to get subsidiary income in the early period of the orchard. The resource

person also stressed on the importance of Bordeaux mixture as this is considered to be one of the safest chemical and is an effective fungicide and bactericide used against the diseases of fruits, grapevines, ornamental plants etc. A press note stated that in the later part the resources person also demonstrated on Bordeaux mixture and paste preparation to the farmers. The resource person did demonstration on preparation of nursery bed in banana sheath for SRI as this is easy in transportation and management is easier. By any measure, the proponents of the glorious Indian past heritage should be rejoicing having created among others things - 2 Guinness World Record titles for ‘Largest Yoga lesson' & 'Most nationalities in Yoga lesson.' But they are unhappy lot. For them, the buck never stops there. When some quarters expressed apprehension about the news of compulsorily implementation of Yoga in school by the government makes round, the bandwagon of ‘rebel with a cause’ raises their cudgel yet again. Before the event, BJP usual suspect MP Yogi Adityanath’s thundered that those who refuse to do “surya namaskar” should “either go Pakistan or must be drown in sea.” The original enfant terrible, VHP International Executive President, Dr Praveen Togadia warning against dilution of its essence said, Yoga was never secular, but more of "Vedic and sanatan' (ancient)" and without “Om and Surya Namaskar,” it is incomplete. “The use of word Allah during Yoga would be an insult to Lord Shiva... Those who are allergic to ‘Om’ and ‘surya namaskar’ should live with diseases,” he added. Not to be left behind, VHP leader Sadhvi Prachi kicks up another storm by asserting that Yoga critics “should go to Pakistan.” Coming right on the heels of BJP National General Secretary, Ram Madhav (in)famous twitter fiasco against Vicepresident, Hamid Ansari, one wonders what makes these brigade so “insatiable.” Do they not practice Yoga, which they claim, cures not only physical ailments but enables mental and psychological peace of mind. Or is it a clever assertion of crude majoritarianism in the ruling establishment, where “there is no separating the mainstream from the fringe” as an Indian Express editorial opined. Likewise, a Hindu editorial commented, “It is ironical that at a time when Yoga is increasingly being recognised around the world as an efficacious discipline… [It] is caught in a needless controversy, mainly due to its aggressive promotion by the Narendra Modi government. Going by their antics and the events surrounding the event, one cannot help wonder whether the whole exercise has been a prelude to a systematic proclivity towards cultural homogenization and assertion of Hindu hegemony as the Indian national identity. Cultural homogenization entails diffusion of way of being “from musical form, architecture, and modes of dress to eating habits, languages, philosophical ideas and disposition (Inda and Rosaldo, 2008) while Cultural hegemony, propounded by Antonio Gramsci, is a concept that a culturally diverse society can be dominated by one social class, by manipulating the societal culture - beliefs, explanations, perceptions, values so that its ruling class’ worldview is imposed as the societal norm, which then is perceived as a universally valid ideology and status quo beneficial to all of society, whilst benefiting only the ruling class (Columbia Encyclopaedia) When the BJP come to power last year, Narendra Subramanian, of McGill University wrote that, “Having ascended to power on its own for the first time, the BJP seems very likely to vigorously promote Hindu hegemony, as it has been inclined to do since it was formed” and Hindu nationalists on the contrary have shown a consistent determination to limit the rights and power of the religious minorities” The imposition of Hindi, Ghar Wapsi Campaign, Good Governance Day etc and now zeal for Yoga, all reeks of this strategy. In Indian Express, Historian Dilip Simeon argued the modus operandi of the Parivar’s is to "manufacture controversy" and thrives on creating animosity. “It is not wisdom that interests them, but the compulsory unification of thought and culture.” Right before the IYD, a group of academician led by JawaharlalNehru University Professor, Ayesha Kidwai started an online petition calling the celebration an attempt to "enforce cultural homogeneity" which received immense support from various sections of society. "Stop using Yoga to coercively enforce cultural homogeneity. Invest in our health and not in a media spectacle." reads the online petition. “We are even more alarmed about the government order addressed to university teachers and staff and school students to perform Yoga on 21st June in public, and construe this as a compulsion that amounts to misuse of state authority," it added. Back in our Nagaland state, the discourse was whether Yoga goes against the tenets of Christianity. The question that it fell on Sunday was a mere coincidence! Pro-Yoga brigade accused the Anti-Yoga camp of a world-view rooted in dogmatism and rigidity, while the latter consider it a dilution of the essence of Christianity. The political class, as usual, remained muted. If 177 (out of 193) countries in United Nations endorse IYD, why not Nagas? An editorial in a local daily, commenting on the hue and cry over the issue even questioned the apparent silence of the State Doctors over the health benefits of Yoga. The curious coincidence that it fell on the death anniversary of KB Hegdewar, who founded the Rashtriya Swayamsevak Sangh (RSS) in 1925, was lost in the din. In a dazzling PR exercise as he is well known for, PM Narendra Modi at one stroke killed two birds firstly, bringing back Yoga to its natural identity and secondly, satisfying the hunger of the right-wing bandwagon in championing and succeeding what it consider a “Nationalist Hindu cultural Identity.” Thus, the apprehension over Yoga is valid and real. It is neither an insecurity over one’s faith nor the negation of its benefits. Rather, the apprehension arises from the way it is being propagated and imposed; and the contextual political undercurrents that are being played under its guise. IKIPEDIA has come a long way since it started in 2001. With around 70,000 volunteers editing in over 100 languages, it is by far the world’s most popular reference site. Its future is also uncertain. One of the biggest threats it faces is the rise of smartphones as the dominant personal computing device. A recent Pew Research Center report found that 39 of the top 50 news sites received more traffic from mobile devices than from desktop and laptop computers, sales of which have declined for years. This is a challenge for Wikipedia, which has always depended on contributors hunched over keyboards searching references, discussing changes and writing articles using a special markup code. Even before smartphones were widespread, studies consistently showed that these are daunting tasks for newcomers. “Not even our youngest and most computer-savvy participants accomplished these tasks with ease,” a 2009 user test concluded. The difficulty of bringing on new volunteers has resulted in seven straight years of declining editor participation. In 2005, during Wikipedia’s peak years, there were months when more than 60 editors were made administrator — a position with special privileges in editing the English-language edition. For the past year, it has sometimes struggled to promote even one per month. The pool of potential Wikipedia editors could dry up as the number of mobile users keeps growing; it’s simply too hard to manipulate complex code on a tiny screen. The nonprofit Wikimedia Foundation, which oversees Wikipedia’s operations but is not directly involved in content, is investigating solutions. Some ideas include touch-screen tools that would let Wikipedia editors sift through information and share content from their phones. What has not suffered is fund-raising. The foundation, based in San Francisco, has a budget of roughly $60 million. How to fairly distribute resources has long been a topic of debate. How much should go to regional chapters and affiliates, or to groups devoted to non-English languages? How much should stay in the foundation to develop software, create

he encyclical of Pope Francis on climate change and many related themes, long surrounded by controversy and leaked to the press on the eve of publication, was formally released by the Vatican on 18 June 2015. The final version, hardly changed from the one seen earlier, places much emphasis on human responsibility both for climate disruption and for wider ecological damage. Laudato Si (“be praised”), On the Care of Our Common Home, is in the tradition of a small number of noted encyclicals dealing with issues far beyond the internal evolution of church thinking. In its desire to highlight (as one report says) "the threat that a warming planet, rising sea levels and more extreme storms pose to his community’s poorest and most vulnerable”, it is widely seen as a progressive document from a pope who, in his previous life as an Argentine cardinal, was considered a conservative on most issues. There are two earlier examples of unusually forthright encyclicals. The first was Rerum Novarum (“of revolutionary change”), Rights and Duties of Capital and Labour, which came from Pope Leo XIII in May 1891. It was prompted by the degraded state of working people in many industrialising countries, and largely concerned with economic issues. The document was progressive only in parts, and supported the right to private property; but in noting the duties of employers and the rights of labour to organise, it became known as the “workers’ charter”. Such points may seem mild now but in their day provoked not a little anger among ruling elites. The second example arrived more

mobile apps and maintain infrastructure? These tensions run through the community. Last year the foundation took the unprecedented step of forcing the installation of new software on the German-language Wikipedia. The German editors had shown their independent streak by resisting an earlier update to the site’s user interface. Against the wishes of veteran editors, the foundation installed a new way to view multimedia content and then set up an Orwellian-sounding “superprotect” feature to block obstinate administrators from changing it back. The latest clash had repercussions in the election this year for seats to the Wikimedia Foundation’s board of trustees — the most influential positions that volunteers can hold. The election — a record 5,000 voters turned out, nearly three times the number from the previous election — was a rebuke to the status quo; all three incumbents up for re-election were defeated, replaced by critics of the superprotect measures. Two other members will leave the 10-member board at the end of this year. Meanwhile, the foundation’s new executive director, Lila Tretikov, has been hiring developers from the world of open-source technology, and their lack of experience with Wikipedia content has concerned some veterans. Could the pressure from mobile, and the internal tensions, tear Wikipedia apart? A world without it seems unimaginable, but consider the fate of other online communities. Founded in 1985, at the dawn of the Internet, the Well, the self-proclaimed “birthplace of the online community movement,” hosted an influential cast of dot-com luminaries on its electronic bulletin board discussion forums. By 1995, it was in steep decline, and today it is a shell of its former self. Blogging, celebrated a decade ago as pioneering an exciting new form of personal writing, has decreased significantly in the social-media age. These are existential challenges, but they can still be addressed. There is no other significant alternative to Wikipedia, and good will toward the project — a remarkable feat of altruism — could hardly be higher. If the foundation needed more donations, it

could surely raise them. The real challenges for Wikipedia are to resolve the governance disputes — the tensions among foundation employees, longtime editors trying to protect their prerogatives, and new volunteers trying to break in — and to design a mobile-oriented editing environment. One board member, María Sefidari, warned that “some communities have become so change-resistant and innovation-averse” that they risk staying “stuck in 2006 while the rest of the Internet is thinking about 2020 and the next three billion users.” For the last few years, the Smithsonian Institution, the National Archives and other world-class institutions, libraries and museums have collaborated with Wikipedia’s volunteers to improve accuracy, quality of references and depth of multimedia on article pages. This movement dates from 2010, when the British Museum saw that Wikipedia’s visitor traffic to articles about its artifacts was five times greater than that of the museum’s own website. Grasping the power of Wikipedia to amplify its reach, the museum invited a Wikipedia editor to work with its curatorial staff. Since then, similar parternships have been set up with groups like the Cochrane Collaboration, a nonprofit organization that focuses on evidence-based health care, and the Centers for Disease Control and Prevention. These are vital opportunities for Wikipedia to tap external expertise and enlarge its base of editors. It is also the most promising way to solve the considerable and often-noted gender gap among Wikipedia editors; in 2011, less than 15 percent were women. The worst scenario is an end to Wikipedia, not with a bang but with a whimper: a long, slow decline in participation, accuracy and usefulness that is not quite dramatic enough to jolt the community into making meaningful reforms. No effort in history has gotten so much information at so little cost into the hands of so many — a feat made all the more remarkable by the absence of profit and owners. In an age of Internet giants, this most selfless of websites is worth saving. Pope Francis and climate politics Paul rogers than seventy years later, in April 1963. This was Pacem in Terris (“peace on earth”), from the elderly but surprisingly progressive Pope John XXIII. The main focus was on human rights, but its timing - two years after the Berlin wall began to be erected, and six months on from the Cuban missile crisis - drew attention to its commitment to the need for improved relations between states, not least in the form of east-west détente. John XXIII had been elected to the papacy in 1958 after numerous ballots. The former Angelo Giuseppe Roncalli had been one of fourteen children from a poor family, and reached the top job at the age of 76 and to the surprise of most Catholics. He was expected to be a caretaker after the twenty-year papacy of the austere and rigid Pius XII. But his short rule brought more than mere stability: it led to remarkable changes and reforms, culminating in the Second Vatican Council which started in 1963. The Catholic church had huge problems at the time, many of them stemming (as they do now) from issues around sexuality. Beyond these

the 1960s were notable for the rise of a strand of progressive thinking in parallel with the liberation-theology movement across much of Latin America. In western countries, many young Catholics were becoming markedly politicised, and decades later substantial numbers of them retain the outlook they acquired then - even if they may have long since given up the practice of their faith. It was said in the mid-1960s that if you subtracted the Jews, Quakers and Catholics from the ranks of the Campaign for Nuclear Disarmament, the movement would be set back many years. That strand of radical Catholicism has persisted, often in dedicated peace movements such as Pax Christi but also in more formally linked groups such as the many Justice and Peace Commissions.

Fear and hope in America For these groups, Francis’s words will be especially welcome. Many exCatholics too probably feel quite a warmth towards him. But Laudato Si will likely have a very particular impact on one political community at a very

specific time: conservative American Catholics as the presidential-election campaign for 2016 approaches. This is already shown by the reaction to the pre-publication leaks, as Republican presidential hopefuls took issue with Francis while treading the narrow line between criticising his words without alienating Catholic potential voters. Their problem stems from their own deep doubts over, if not outright denial of, climate change. But an added concern is that Laudato Si links environmental issues to the state of the world economy and today's wide socioeconomic divisions. In this respect the encyclical both strikes at the heart of the denialist community and implies deep suspicion of dominant neoliberal ideology itself. Moreover, an added worry is the possible reaction of some American bishops. An early instance is the announced plan of the Archbishop of Miami, Thomas Wenski, to undertake a series of sermons and homilies on climate-change issues and the demands of the encyclical. This is significant in two quite different ways. One is that Florida is particularly susceptible to sea-level rise and extreme-weather events; the other is that two of its most senior politicians, Senator Marco Rubio and former governor Jeb Bush, are Republican contenders for the White House - and Catholics. In terms of its worldwide influence and its support for a movement that is far more confident than ever before, this encyclical may already be regarded as the most notable event in the current papacy. But its most powerful significance may lie with the specific impact on just one part of the United States's political scene. Perhaps this was one of the main intentions all along.

Kamikaze survivors debunk stereotype yuri Kageyama

he pilots filed into the room and were presented with a form that asked if they wanted to be kamikaze. It was multiple-choice, and there were three answers: "I passionately wish to join," ''I wish to join," and "I don't wish to join." This was 1945. Many were university students who had been previously exempt from service, but now Japan was running out of troops. Hisashi Tezuka recalls that a few of his colleagues quickly wrote their replies and strutted away. But he and most of the others stayed for what felt like hours, unable to decide. He did not know then if anyone had dared to refuse. He learned later that the few who did were simply told to pick the right answer. Tezuka so wanted to be honest to his feelings he crossed out the second choice and wrote his own answer: "I will join." "I did not want to say I wished it. I didn't wish it," he told The Associated Press at his apartment in a Tokyo suburb. They were the kamikaze, "the divine wind," ordered to fly their planes into certain death. The U.S. Strategic Bombing Survey and data kept at the library at Yasukuni shrine in Tokyo estimate that about 2,500 of them died during the war. Some history books give higher numbers. About one in every five kamikaze planes managed to hit an enemy target. Books and movies have depicted them as crazed suicide bombers who screamed "Banzai" as they met their end. But interviews with survivors and families by The Associated Press, as well as letters and documents, offer a different portrait — of men driven by patriotism, self-sacrifice and necessity. The world they lived in was like that multiple-choice form: It contained no real options. 'ALL SET TO DIE' First-born sons weren't selected, to protect family heirs in feudalistic-minded Japan. Tezuka, then a student at the prestigious University of Tokyo, had six brothers and one sister and wasn't the eldest. So he was a good pick, he says with a sad laugh. He was given a five-day leave to visit his parents. He didn't have the heart to tell them he had been tapped to be a suicide bomber. There was one absolute about being a kamikaze, he says: "You go, and it's over." He survived only because Emperor Hirohito announced Japan's surrender on a radio broadcast, just as he was on a train headed to take off on his kamikaze attack. "I had been all set to die," he says. "My mind went absolutely blank." He was 23. Now, at 93, he notes that he has lived four times as long as many kamikaze. He loved flying the Zero fighter, so much so that he couldn't stomach flying a commercial jet after the war. And so sick of war that he didn't want to join the military, he started an import-consultant business. He often visited American farmers. He never told them he had been a kamikaze. A burly man with a quick wit, Tezuka hands a reporter a sepia-toned photo of himself as a Zero fighter, grinning in a helmet, the trademark white silk scarf at his neck. "That's to keep warm. It gets really cold up there," he says. He picks up a miniature toy Zero, a gift from his daughter, and smiles as he turns on its buzzing propeller motor. He recalls training, flying in a dazzling formation over forests and lakes. It was so breathtaking you could almost forget the war. "Do you know what a rainbow looks like when you're flying?" he asks, his eyes aglow with childlike excitement. "It's a perfect circle."

lay ahead. Their goggles are flipped cockily over their helmets, their scarves tucked under their jackets. The Zero won accolades, even from the enemy. Some Japanese enlisted just to fly the Zero. Masao Kanai died on a kamikaze mission near Okinawa in 1945. He was 23. Under a program that encouraged students to support the imperialist military, he had been pen pals with a 17-year-old schoolgirl, Toshi Negishi. All in all, they exchanged 200 letters. They tried to go on a date, just once, when he had a rare opportunity to get out of training and visit Tokyo. But that was March 10, 1945, right after the massive air raids known as the firebombing of Tokyo. So they never met. Before he flew on his last mission, he sent her two tiny pendants he had carved out of cockpit glass — one a heart, the other a tiny Zero. The hazy crystalline heart has the letters T and M, their initials, carved on top of each other. Negishi wore the pendants just once. She kept them in a box for 70 years. She recently donated the jewelry to a memorial for the Tsukuba Naval Air Corps, a command and training center for kamikaze in Kasama, north of Tokyo. Community volunteers determined to preserve the memory of the kamikaze are trying to block plans to tear down the building from that period. Though other memorials exist for kamikaze, no one, until recently, had bothered to look into or document the history of the Tsukuba building. "Someone has to remember. It hurts too much if we don't," Negishi says in a forthcoming film made by the volunteers. Volunteers have put up an exhibition of photos, letters, helmets, pieces of the Zero and other remnants from that period. Among them is Kanai's final letter to his family: "I don't know where to begin," he wrote. "Rain is falling softly. A song is playing quietly on the radio. It's a peaceful evening. We'll wait for the weather to clear up and fly on our mission. If it hadn't been for this rain, I'd be long gone by now." One of the eeriest photos on display is a woman decked out in a bridal kimono, sitting with dozens of family members and grasping a framed picture of her dead fiance, a kamikaze. The bride in that postmortem wedding, Mutsue Kogure, stares into the camera, expressionless. The last letter Nobuaki Fujita, 22, wrote to her is also on display. "In my next life, and in my life after that, and in the one after that, please marry me," he wrote. "Mutsue, goodbye. Mutsue, Mutsue, Mutsue, Mutsue, the ever so gentle, my dearest Mutsue."

A SURVIVOR'S GUILT Seventy years after the end of World War II, the runway that once stretched at Tsukuba is long gone. But the rows of cherry blossoms still stand. In another corner of the Tsukuba grounds, an underground bomb shelter winds in pitch darkness through several chambers. It was designed to serve as an emergency command, should the main building be demolished in a U.S. bombing. It's a reminder of the illusory determination that gripped the imperialist forces, to keep fighting, no matter what. In training, the pilots repeatedly zoomed perilously, heading practically straight down, to practice crashing. They had to reverse course right before hitting the ground and rise back into the sky, a tremendous G-force dragging on their bodies. When they did it for real, they were instructed to send a final wireless message in Morse code, and keep holding that signal. In the transmission room, they knew the pilot had died when a long beep ended in silence. Saul Alinsky’s Rules For Radicals (1971) The McCarthy era decimated the ranks of American radicals, yet it did not stop the disillusionment that America’s young felt in the 1960s about politicians and institutions. When Saul Alinsky heard young people saying they wanted a better world, this pioneering community organiser felt like asking: exactly what kind of world, and how would you achieve it? He wrote Rules for Radicals for people who were committed to real change, not merely to talking about a world of peace and love. “The significant changes in history have been made by revolutions,” Alinsky asserts, but in their haste for change, radicals rarely understand the mechanics of mass movements and revolutionary change. “There are certain central concepts of action in human politics that operate regardless of the scene or the time. To know these is basic to a pragmatic attack on the system.” His rules included having a sense of humour and being willing to compromise and see things from the enemy’s point of view. The book is said to have inspired a young Barack Obama in his days as an organizer on Chicago’s South Side, and Hillary Clinton famously wrote her senior thesis on “the Alinsky model”. On becoming First Lady, she had Wellesley College change its regulations so the press couldn’t read it. Clinton of course has long been deradicalised, but the Alinsky name remains a byword for grassroots change. 2. Isaiah Berlin Two Concepts of Liberty (1958) Berlin, whose well-off timber merchant father had pulled his family out of Russia just after the Bolshevik Revolution and fled to England, had no such illusions. He wondered why those on the left in the United States and Britain hailed the new socialist states of the Soviet Union and in the East while turning a blind eye to the decimation of personal freedom that were a part of those regimes. Berlin defines “negative” liberty as freedom from something (coercion or in-

ing really experienced life. Yanai still keeps what he had intended to be his last message to his parents. It's an album that he keeps carefully wrapped in a traditional furoshiki cloth. He plastered the pages with photos of him laughing with colleagues and other happy moments. He got a pilot friend to add ink drawings of the Zero. "Father, Mother, I'm taking off now. I will die with a smile," Yanai wrote in big letters on the opening pages. "I was not a filial son but please forgive me. I will go first. And I will be waiting for you." Maxwell Taylor Kennedy, who wrote about the kamikaze in his 2008 book, "Danger's Hour," says the kamikaze were driven by nothing but self-sacrifice. When he started his research, he expected to find fanaticism. He was stunned to find they were very much like Americans or young people anywhere else in the world, "who were extraordinarily patriotic but at the same time extraordinarily idealistic." Kennedy stressed that kamikaze have little in common with suicide bombers today. Japan was engaged in conventional war, and, above all, kamikaze had no choice, he said. Civilians were not targets. "They were looking out for each other," he says, in a telephone interview from Los Angeles. "If he didn't get in the plane that morning, his roommate would have to go." KILLING WITH A PENCIL Though the Zero was used in kamikaze missions, it was not designed for the task. The Ohka was. It was a glider packed with bombs and powered by tiny rockets, built to blow up. They were taken near the targets, hooked on to the bottom of planes, and then let go. Ohka means cherry blossom, and to this day kamikaze are associated with the briefly glorious trees. Americans called it the "Baka bomb." Baka is the Japanese word for idiot. Because their cruise range was so limited, they were easily shot down. The job of overseeing and training Ohka pilots, and ultimately sending them to certain death, fell to Fujio Hayashi, then 22. Hayashi believes Ohka might never have happened if there had been no volunteers when the concept was first suggested. He was one of the first two volunteers for Ohka. Dozens followed. But he could never stop blaming himself, wondering whether his early backing helped bring it about. When he finally saw one of the flimsy gliders, he felt duped; many thought it looked like a joke. Over the decades, Hayashi was tormented by guilt for having sent dozens of young men to their deaths "with my pencil," as he put it, referring to how he had written the names for Ohka assignments each day. To squelch any suspicion of favoritism, he sent his favorite pilots first. After the war, Hayashi joined the military, called the Self-Defense Forces, and attended memorials for the dead pilots. He consoled families and told everyone how gentle the men had been. They smiled right up to their deaths, he said, because they didn't want anyone to mourn or worry. "Every day, 365 days a year, whenever I remember those who died, tears start coming. I have to run into the bathroom and weep. While I'm there weeping, I feel they're vibrantly alive within my heart, just the way they were long ago," he wrote in his essay "The Suicidal Drive." Hayashi hardly talked about his kamikaze days to his children. They remember him as a dad who loved classical music, took them to amusement parks and loved cats so much he adopted strays. Revolutions always claim to be new beginnings for “the people,” but the price of destroying old institutions is instability and vulnerability to despots. Burke was vindicated by the Revolutionary Tribunal’s bloody zeal, seeking to finish off all who were perceived as “enemies of the state”, and his analysis was borne out by the way various communist revolutions from Stalinism to Maoism ended in a brutal fashion. Every radical must have a good answer to Burke’s question: what happens after the revolution? 4. Rachel Carson Silent Spring (1962) In the 1950s and 1960s nature conservation was a side issue. Most people were on the side of farmers who were, after all, in a fight against nature to feed the world. Chemicals were the future. But when, in the pages of Carson’s book, they read about food chain contamination, the wiping out of familiar birds and animals, and evidence that crop spraying could be causing cancer, what we now call environmentalism was suddenly a mainstream issue. Silent Spring marked the point when the environment became a political matter. When John F Kennedy’s Science Advisory Committee validated the book’s conclusions, it was a step towards America’s 1972 ban of DDT for agricultural use, in the face of public relations efforts from agricultural and chemical companies. Carson was one of the first to argue that Earth’s environment is a complex, holistic system that needs to be revered and respected. After her death would

come the Clean Air and Water Acts, and the establishment of the Environmental Protection Agency. For those wishing to challenge the system, Carson’s book is a lesson that, to be credible, ideas have to rest on solid, new, and preferably scientific, information. For instance, the big effect that The Spirit Level (by British epidemiologists Kate Pickett and Richard Wilkinson) had on the inequality debate was thanks to exhaustive compilation and cross-referencing of studies in income and health. Today’s radicals need to be driven by data. 5. Emma Goldman Anarchism and Other Essays (1910) Though on the surface Goldman’s life was devoted to highlighting the dark side of the American Dream, in fact her political philosophy was universal, shaped by anarchist thinkers and activists including Pierre-Joseph Proudhon (famous for the line, “property is theft”), and Mikhail Bakunin. She had no faith in democracy to achieve social justice, and saw conventional politics as the playpen of the rich and powerful. Her vision of a society based on the fulfilment of the individual, her emphasis on love over marriage, and her highlighting of the dehumanising effects of capitalism continue to resonate. But as a person what people love about Goldman is her authenticity and her willingness to be jailed, attacked and abused throughout her life (she was called ‘the most dangerous woman in America’) for her beliefs. The usual argument against anarchism is that it goes against the human wish for organisation and hierarchy, and so would be hard to implement. Goldman never gave prescriptions for how it might work in practice, saying that each situation was different. The only time she felt at home was the brief period spent living in a self-governing anarchist collective in Spain. Today’s radicals are inspired by Goldman’s commitment, but they should not forget the need for concrete plans for change either. Saul Alinsky was right: even radicals need some rules.

Optical Illusion of Progress in nagaland

W

hen you see someone, without any earning or proper education, dressed in the latest designer clothes, driving a brand new car, and having lots of money to spend, … don’t be fooled because that person is most likely living in the shadow of someone else. His so-called “high standard of living”may not be real. Itcould be merely an illusion. When our highways from Dimapur to Kohima are given facelift repairs during our Hornbill Festival and our politicians are talking about how great Nagaland is, watch out. That’s only a show, an optical illusion, meant for our guests from other countries. Just as a person’s physical growth can be seen in his ability to stand on his own legs, so is societal progress---that is, the real progress of a society is more than outward shows. It always has substance and possesses at least a certain degree of self-sustainability. Having said all that, can we honestly say that Nagaland has progressed enough in the last 50 years of our statehood? We havea few private resorts, several well-furnished hotels, and a number of new shopping complexes in Dimapur and Kohima. We also have some of the most expensive mansions with huge gates and hundreds of the latest model vehicles on our roads. In addition, we now have many impressive structures newly built as residences and offices for our public servants. When we see new things such as the above, we think of them as signs of our progress. After all, we can see the new cars and the beautiful buildings because they are visible.So, our mind tricks us into believing that we are part of this “progress” because the things we see are right in front of our eyes. But we must remember that they only represent one side of the coin. In order to make a correct assessment as to whether or not we are truly progressing as a society, we must also accept the fact that there are invisible realities that escape our notice because, alas, they have never been permitted to come into existence.In fact, the things that could have happened but did not are closely “guarded secrets” which some government officials won’t share with the public because of the following reasons: First, the wealth they haveaccumulated came at a big cost to the public. For example, if the cost of purchasing a government vehicle was Rs.16 lakhs, the public has lost Rs.16 lakhs, which is an amount the people otherwise could have spent on the things they needed most. Similarly, for every public job created by the government, the potential to create a private job somewhere else is lost. In other words, what has happened is merely that one thing has been created instead of others. Second, they usedpublic office to serve themselves rather than the public. Although they were possibly aware that benefiting from a ‘conflict of interests’ situation is ethically wrong, still some would hijack government programs andfunds to set up their own private enterprises so they could get rich quickly. Or, third, even in the cases where the government started revenue generating business projects, certain politicians would turn them into employment houses for the benefit of their close-and-dear ones, rather than focusing on management efficiency and production output, which leads to more expenditure or costs on the public rather than profit-sharing. Sadly, this is how our State government runs things at the expense of the public or, at best, to feed itself rather than help the common people. So, what should or could have our government done with what Delhi had given in terms of funds or development programs? Perhaps, a lot of things, but let’s think of just three possibilities: (1) the amount of public funds spent for the purchase of government vehicles could have been utilized to build some world-class roads in Dimapur and Kohima; (2) the amount of public funds diverted to constructing private mansions and commercial complexes could have been used to repair our crumbling government school buildings; (3) the thousands of crore Rupees wasted in our Sugar Mill in Dimapur, Cement Factory at Phek, Nagaland Paper & Pulp Company at Tuli, etc. could have been given as loans to certain Naga individuals who might possess business acumen as well as personal integrity. Now, my last point of “What could we have done differently?” concerns the topic of employment in government services. For a moment, just imagine what we could have achieved if we were to have only 70,000 government employees instead of 140,000 employees who eat up 63 percent of our State budget. For example, even our Minister for School Education, Yitachu, acknowledged this problem a few days ago when he said, “Nagaland has an excess of 70,000 employees, who consume more than Rs.2000 crores. …. In education department, I can do away with more than 10,000 employees and give a perfect model, which means saving Rs.360 crores." According to another elected official of ours, more than Rs.3,580 croreswould be spent on the salary of our current government employees for the year 2014-15. Now if we take their salary expenditure since S.C. Jamirbecame our Chief Minister in 1993till Neiphiu Rio’s last year of rule in 2014, the accumulative total expenses on salary alonewould be overwhelming. For the sake of argument, let’s assume that the salary expenditure was only Rs.1,500 crores for each one of those years (19932015). Even in such case, the total expenses on the salary of our government employees for the last 22 years would come to at least Rs.35,000 crores. Let’s further imagine that the number of our government employees has always remained at 70,000since Jamir’s time and thus we had to spend only half of the Rs.35,000 crores. Then, we would have a balance of Rs.17,500 croresavailable in our public fund just from unspent salaries of government employees. Now, out of this amount, lets’ suppose that we were able to investthis entire amount for purchasesof manufacturing equipment and machines to grow our economy and provide employment. This could mean investing Rs.795 crores every year since 1993 as loans (with an interest rate as low as 4% per annum) to our own people in the private sector. Granted, not all those who would have taken loans would succeed in their business ventures. But even if some didn’t, or some people defaulted in their monthly payments, the government would still not lose much as it would have a lien on all those purchased machines and/or could assume claim over all collateral security assets. But, certainly, thousands of those who took government loans would have been successful. As a result, Nagaland could have become a land of machines and modern technology. And we could be having hundreds of factories and small business firms, employing tens of thousands of people, and raising the living standards of all, both government employees and private sector workers alike. And yes, our Naga society could have progressed far ahead in our race with other people today.

He has used Twitter to attack opponents, such as Finance Minister Arun Jaitley and members of the opposition. Parliament's monsoon session to begin on July 21

neW Delhi, June 24 (PTi): The Monsoon Session of Parliament will begin on July 21, but it will be a truncated three-week affair. The Cabinet Committee on Parliamentary Affairs (CCPA) is learnt to have recommended the dates for the monsoon session during which the government is expected to face an opposition attack over the 'Lalitgate' issue. The monsoon session is generally a four-week affair. The earlier proposal was to commence the session from July 20, a Monday. But as the festival of Eid may fall on July 18 or 19, a decision was taken to start it from July 21. The session is likely to be stormy this time with the government facing mounting criticism from the opposition on the Lalit Modi controversy and land acquisition ordinance issue. Home Minister Rajnath Singh heads CCPA which also has several senior ministers, including Parliamentary Affairs Minister M Venkaiah Naidu, as its members. Congress has been warning that the upcoming session could be in jeopardy if External Affairs Minister Sushma Swaraj and Rajasthan Chief Minister Vasundhara Raje Scindia were not made to resign on the Lalit Modi row. BJP has, however, rejected the demand. Leader of the Opposition in Rajya Sabha Ghulam Nabi Azad has said that it would virtually impossible to transact any business if the opposition demands are not met over the Lalit Modi issue. The amendments to the Lokpal and Lokayukta Act, the Railways (Amendment) Bill, the Waterways Bill, the GST Bill, the amendments to the land acquisition bill, Compensatory Afforestation Fund Bill and Benami Transactions (Prohibition) amendment Bill, 2015 are some of the key measures pending in Parliament. Lok Sabha had 35 sittings during the budget session, the highest in the last five years, while Rajya Sabha held 32 sittings. During the last session, Lok Sabha lost six hours and 54 minutes due to interruptions but made up for the lost time by giving up lunch breaks and working beyond scheduled time for 42 hours and 41 minutes. Rajya Sabha lost 18 hours and 28 minutes but made up for 20 hours. The government is keen on a minimum of 100 sittings of Parliament each year as recommended by the last Conference of Chief Whips and Floor Leaders of Legislatures held in October 2014.

'50% of women with Endometriosis face infertility' neW Delhi, June 24 (ianS): Fifty percent of the women suffering from Endometriosis -- a condition wherein the tissue lining inside the uterus grows outside -- are likely to suffer from infertility, a study said here on Wednesday. "Around 50 percent of women suffering from endometriosis experience infertility. The disease can influence fertility in many ways, including distorted anatomy of pelvis -- scarred fallopian tubes and altered egg quality," said the study conducted by Kshitiz Murdia, fertility and IVF expert. Murdia is currently associated with Indira Infertility Clinic and Test Tube Baby Centre at south Patel Nagar, in central Delhi. The study state that endometriosis leads to formation of cysts known as endometri-

omas or 'chocolate cysts' in the ovaries. In extreme cases, there are possibilities of the growth of endometriosis on the peritoneum, the lining of the abdomen and pelvis. "In some cases, endometriosis grows deep beneath the peritoneal lining, in the area between the vagina and the rectum. In such circumstances there is often more severe pain," Murdia added. Murdia said endometriosis is a fast increasing disease. Its symptoms are painful periods, deep pain during penetrative sex, chronic pelvic pain and painful bowel motions or urination during menstruation. "There also could be no symptoms at all other than having difficulty getting pregnant. There are also cases where a woman suffering from endometriosis

neW Delhi, June 24 (ianS): The Congress and the AAP on Wednesday demanded HRD Minister Smriti Irani's resignation after a court took note of a complaint against her for allegedly distorting facts about her educational qualification in her election affidavits. The Bharatiya Janata Party (BJP) was embarrassed by the development but it defended Irani, asserting that the distortions presented before the court flowed out of typographical errors. Home Minister Rajnath Singh ruled out the resignation of Irani as well as External Affairs Minister Sushma Swaraj and Rajasthan Chief Minister Vasundara Raje over their alleged links to former IPL chief Lalit Modi who is in London while facing charges of financial irregularities in India. Metropolitan Magistrate Akash Jain considered a private complaint against Irani and fixed August 28 for recording pre-summoning evidence. "The arguments made on behalf of the complainant (Ahmer Khan) hold merit," the court said. A complaint was filed by Khan in April alleging that Irani, in her three affidavits before the Election Commission (for the Lok Sabha and the Rajya Sabha polls), gave different details about her educational qualification. He sought action against the minister for allegedly lying on

oath. His lawyer K.K. Manan told the court that Irani declared herself to be a 1996 batch B.A. graduate from Delhi University's School of Correspondence in her affidavit filed for the 2004 Lok Sabha election. But in her 2014 Lok Sabha election affidavit, she stated she

Sister Nirmala, Mother Teresa's successor as superior general of the Missionaries of Charity, died on Tuesday following renal failure and heart complications. The mass was led by Archbishop of Kolkata Father Thomas D'Souza who spoke in glowing terms about the nun's life and achievements, her deep spirituality and her love for the poor and the needy. West Bengal Chief Minister Mamata Banerjee recounted her affable personality and

France calls in US envoy over spying PARIS, JUNE 24 (AP): Angry and embarrassed, France summoned the U.S. ambassador Wednesday to respond to the revelations by WikiLeaks that the U.S. National Security Agency eavesdropped on three successive French presidents and other top officials. The release of the spying revelations appeared to be timed to coincide with a final vote Wednesday in the French Parliament on a bill allowing broad new surveillance powers, in particular to counter terrorism threats. French President Hollande, calling the U.S. spying an “unacceptable” security breach, convened two emergency meetings as a result of the disclosures about the NSA’s spying. The first was with France’s top security officials, the second with leading legislators, many of whom have already voted for the new surveillance measure. Hollande was to speak Wednesday with President Barack Obama on the issue. The early symptoms of malaria — a fever and body aches — are similar to Ebola. Health workers said many people with malaria were afraid of catching Ebola at a medical facility or being mistakenly sent to an Ebola clinic. Experts based their conclusions in part on things like how many people with malaria symptoms were seen at health clinics in four regions hardest hit by Ebola, and how many malaria medicines were given out. They compared that to regions without Ebola and concluded there were about 74,000 probable malaria cases that went untreated. Malaria is the leading killer of children in Guinea. Since the Ebola outbreak was first identified in the forests of Guinea in March 2014, officials estimate the virus has killed more than 2,400 people in the country. In 2013, about 15,000 people in Guinea were killed by malaria, according to Nets for Life Africa, a U.S. charity. Mateusz Plucinski of the U.S. Centers for Disease Control and Prevention, who led the study, said it was difficult to say how many people among the 74,000 suspected cases might have died of malaria but that it was probably “substantially higher” than the number of Ebola deaths. The research was paid for by the Global Fund to Fight AIDS, Tuberculosis and Malaria and the U.S. President’s Malaria Initiative. It was published online Tuesday in the journal, Lancet Infectious Diseases. he recent notification on issue of Indigenous Inhabitant Certificate (IIC) to the above tribe by the Government vide JUD-8/12-DCD/368 dated 9th April 2015, Home Department letter No: HOME/ SCTA-9/98/359 dated 04/06/2015 and Commissioner Office Letter dated 8th June 2015 has brought to light the intent and discriminatory nature of the State Government in its treatment of the already marginalized minority tribes of Nagaland and Conspiracy to deny the rights of its citizens within its own Land. The Constitution (Nagaland) Scheduled Tribes Order of 1970 which is a Presidential Order and the State Home department Letter No: HOME/SCTA-1/86 (PT) dated 16.08.2002 are both crystal clear in its Identification of the recognized tribes and indigenous inhabitants of Nagaland, and as to the system and method of authentication to be done by the government, if required. The recent notification on issuing of IIC is nothing but an act of mischief solely intended to harass and discriminate the long-suffering, deprived and discriminated Minority Tribes of Nagaland. Over the five decades after attainment of statehood, the status of the people of the Kuki, Kachari and Garo, Mikhir/Karbi Tribes have been progressively reduced to that of SECOND CLASS citizens within our own home and land. The same has been achieved by a combination of overt and covert policies and pogroms systemically planned and executed by the legally constituted political governance apparatus. The success of such discriminatory policies were assured and facilitated by the silent acquiescence of the majority people, impelled and compelled by narrow parochial identities, vested interests and greed. ‘Why would such discrimination and harassment be deliberately perpetrated against one’s own brethren or neighbor? These are wild accusations made by the not so sane.’ is, presumably, the first and initial reaction of any person not belonging to any of the aforementioned Naga tribes. ‘Someone is trying to mislead the public and sow dissension!’, others would cry with outrage. As is the case in all conflicts and discriminatory pogroms throughout history, my friends, in the present case, too, the underlying cause of it all is economics and the continuation of the unceasing competition for limited resources in the form of land - land that is plain, fertile, accessible and exploitable; land of such a nature which was available and held in the state of Nagaland primarily and almost entirely in the areas inhabited, and as per prevailing customary laws and legacies, owned

by these very minority tribes in the Dimapur and Peren districts of the state who have been subjected to deliberate and sustained marginalization and victimization. What land was considered disease-ridden, worthless and un-livably hot in the past, now invites envy and jealousy in the modern era of urban and economic development. Greed has no end. And greed is the driving force in the hands of the powerful and the unscrupulous to obtain these desired ‘real estate’ at minimal input costs by coercion and exploitation. ‘Reduce them all to penury; or drive them out; or compel them to give up claim of ownership by threat to their survival;’ seem to be the ingredients of the Multipronged strategy adopted and being quietly executed by these vested interests. don't know if this is true for everyone, but let me true to myself that I wanted to tell you about my emotional state of reaction towards the nature of job recruitment in Nagaland. The discrimination and biasness against this Tribe is clearly visible by such notification as the Government of Nagaland questioning the Land owner proof of their very existence in their own land-Dimapur. Whatever theories maybe told and made-up, it is a irrefutable facts with both documentary as well as factual facts that Dimapur is the Land of Kacharis but unlike other district or Land within Nagaland, they are not imposing or dictatorial about their ownership but rather very accommodating and Hospitable to all of the Tribes in Nagaland-in fact Dimapur due to the attitude and hospitality of the Kacharis Land owner-Dimapur is the only Place where all Tribes of Nagaland lives as Equal and as One, I would say it’s the only melting place of Nagaland irrespective of its Tribes or status. NCS & NPS Officers: the irony of the fact is that till date after attaining Statehood of Nagaland, IN almost 52 years of Statehood not a SINGLE NCS or NPS officers is honored or given to the Kachari Tribe inspite of being the inhabitant and Land owner of the only Developed and well connected town of Nagaland. The Deprivation and Discrimination against a Single Tribe cannot be more glaring and clear against a particular Minority Tribe as can be seen with the manners sidelined and discriminated. The GARO’S : The Garo Tribe has been living in Nagaland since time immemorial along with other Tribes of Nagaland as equal brother and sister, they have about 4-5 Villages within Dimapur but after attaining Statehood, the dis-

criminatory nature of the State Government against this Minority Tribe has led to depletion and shifting to other places in search of one’s livelihood. They have become almost extinct in once considered prosperous and hardworking Tribe of Nagaland. The MIKHIR/KARBI : The Mikhir or the so called Karbi Tribe in Nagaland is as good as extinct where they have almost all have migrated to Assam Karbi Anglong area, which has become the Lifeline of Nagaland State. The migrations have started due to sheer discriminatory nature of the Sate and its narrow sighted officers and leaders of other Tribes. Once considered as thriving Tribe of Nagaland especially in growing vegetables and food products for the whole State of Nagaland in Dimapur district has vanish . 1963 Electoral roll loopholes: The Government insistence of having names in 1963 electoral roll is not attainable looking at the atmosphere and conditions prevailing during that period. During the 1963, the air and the Naga national movement was still strong and much alive and many people irrespective of its Tribes have boycotted the enrolment during that period, to say that if someone does not have enroll during that period will be denied Indigenous Inhabitant certificate will be bias and discriminatory. Will the house Tax paid to NNC during that period be admissible as most people boycotted anything Government of India enforced upon, as patta was only applicable to the district of Dimapur even till date and to ask Patta from interior Villages is nothing but mischief and unattainable. Will the Government of Nagaland have the guts to deny IIC to major tribe like the Ao, Angami, Sema etc who had refused to be enrolled themselves or their families during the 1963 Electoral roll revision due to the Naga Nationalism movement. ATTITUDE of the Government & REALITY : The various Government of our state has been very narrow minded and discriminatory in their approach toward this above mentioned Tribes whether it may be in terms of opportunity in services or developmental works. The above mentioned Tribes even though they may be Minorities in Nagaland but in nearby Assam or Meghalaya Sate they are majority tribe, instead of using this Tribes living in Nagaland as channel of diplomacy to keep a good relation with our neighboring States have been sending Negative vibes by the manners they have been treated in our State as Second Class citizen.

The Government of Nagaland and its various Officers should known that the above mentioned Tribes are still living in Nagaland inspite of the various Discriminations and hardship faced by them, they are still struggling within their own state because they have NO where else to Go inspite of they may be recognized in other State, they are living and struggling inspite of not getting any Jobs as illustrated above and their Hospitality has been taken for being weak. The various Orders and Notification is clear enough how and whom to give Indigenous certificate and question of Naga or Non-Naga indigenous Certificate does not arise as clearly stated in various notifications. The question of Naga or non-Naga may be applicable to those community or tribe which are not recognized in Nagaland but for the above mentioned recognized Tribes, one has to simply mentioned their Tribes. The recent harassment to this Tribes are nothing but Discriminatory , bias, mischief amounting to Human Rights Violations and violations and tempering of various Orders and Notifications issued and passed earlier by the government. Affirmative Actions: The Government should chart out an affirmative action like giving Backward Quotas, Job Reservations and Economic packages to this much deprived and Discriminated Tribe of Nagaland to uplift them to the par of other Tribes as recognized by the Government. The protections and affirmative actions will not only be on humanitarian grounds but as seen from the above examples that they are in reality needs to be uplifted for the State to progress along with the rest of our other tribes. The Status of the Kuki, Kacharis, Garo and Mikhir are worst than that of even the Illegal Bangladeshi immigrants (IBI)where their names and facilities of state institutions like Electoral roll, Job cards etc are check and counter check unlike easily available even to the IBI’s. The above Tribes are the backbone of Nagaland Food products like Rice, vegetables, Fruits and even Labors for various works. The discriminations and Bias nature of the Government and its Officials has indirectly led to migration of thousands of Illegal immigrants in our State, if I am not mistaken even in Electoral roll the names of IBI in different forms even using local names but face of IBI will be more than that of this above mentioned Tribes in our State thereby posing a Clear and present danger for the future of Nagaland. TO YOGA OR NOT TO YOGA?

irst of all let me congratulate the Nagaland Baptist Church Council and Nagaland Christian Revival Church Council for coming out boldly with proactive decisions regarding observance of World Yoga Day. The Churches' approach of 'Never on a Sunday,' is laudable, but begs the question, are we ok if it is on Monday or any other week day? The exercises involved in yoga, the meditations have deep spiritual significance. Their intention is different from other physical exercises. We are told by some Christians that practicing yoga has increased their well being and happiness quotient, so whats the fuss about? We are also told that these poses are going to fill our coffers, so why not? The target audience for this article is the committed Christian, young or old, who is in a quandary. To yoga or not to yoga? I want to help you make an informed decision by answering some basic questions. 1. Can a Christian practice yoga without getting caught up in the re-

ligious aspects of it? * The problem is that yoga is religious in nature. The intention of yoga is a way to earn salvation. It is taught within all sects of Hinduism as a means to earn salvation. Meditation is central to all forms of yoga. It is said that meditation helps its practitioners to find release from the endless cycle of birth, death and rebirth. Yoga is a physical exercise by which one works his or her way to God, a non physical uniting with God. The point of the practice of yoga is to unite oneself with God. Yoga is a practice, a life long practice and not a task or a goal to be completed. 2. Is there anything wrong in doing stretching exercises? * This is a question that needs to be answered since the major part of yoga is stretching. There is nothing wrong with stretching at all. In fact stretching is a very useful exercise to help people stay healthy. The problem comes when one meditates and focuses on the religious aspects of yoga. One needs to distinguish between purely stretching and yoga. So if one is purely stretching and is not practicing the philosophical and

religious nature of yoga, then feel free to go on. However, be warned that the very nature of yoga is such that you need to go further and further into it to get the feelings that you first got, and that's when you may not be able to help yourself. 3. If there are medical benefits from practicing yoga, then why should Christians not be able to practice yoga? * With any physical fitness programme there are bound to be some positive medical benefits. There are many other great physical fitness programs that are out there with great benefits. So if it is well being and medical benefits that you are after, and if you are a committed Christian, why take the chance in meddling with something that comes from and is associated with, a false view of salvation? Why do we feel like we have to use an exercise that has religious values that we do not subscribe to? Yoga is different from other exercise systems because it is more than just an exercise. The point of yoga is to combine body, mind and soul together. If you are a Christian that believes that Jesus is the only way to

have salvation, (John 14:16). Then the practice of yoga would be detrimental to your walk with the living God. Your relationship with Jehovah is precious and needs to be valued and protected. Our salvation cannot be earned. We know that it is by grace through faith, so we cannot meddle in belief systems that makes nothing of the cross of Jesus Christ, the highest price God paid for mankind. We cannot be saved by works, no matter how good that work may be. We as Christians are to be different from the world, we are not to do things the same way as the world. Rom. 12:1-2. When we try and use the methods of the world in order to get close to God then we are in direct disobedience to God and are dishonoring and trampling under our feet the Blood of the precious Lamb of God which was shed for our sins and trespasses. (Hebrews 6:4-6). Putting our Lord to an open shame is a very dangerous thing. The ball flew to the left of Binny, who attempted to take the catch with one hand but the ball didn't stick to his left hand. Binny gave away 25 runs in his first three overs. In a rare incident, Paceman Umesh Yadav gave away 14 runs in his very first over that included 5 wides and two fours. Dhawal Kulkarni gave Bangladesh a denting blow early on as he trapped seasoned Tamim Iqbal in the second over of the innings to give India early breakthrough. Kulkarni's delivery swung sharply into Tamim, who was looking to block but missed it as the ball struck on the pads. Kulkarni was at it again to get rid of dangerous Soumya Sarkar, who scored a quickfire 34-ball 40 which included 5 fours and 2 sixes. lift it over Kulkarni's head but mistimed it altogether and couldn't get the elevation. Soumya Sarkar and Litton Das added 54 runs for the second wicket. Mushfiqur Rahim was playing quite well before edging a Suresh Raina delivery which was well caught by Dhoni behind the stumps. Rahim, who scored 24 off 30 balls, added 50 runs with Litton Das for the third wicket. Axar Patel soon joined the party as he cleaned up Litton Das (34). Patel's slider sneaked through the gap between bat and pad and it crashes into the leg stump. Raina picked up his second when he got rid of Shakib Al Hasan (20), who played a reckless slog sweep on a flighted delivery which was well caught by diving Dhawal Kulkarni at long on. Bangladesh lost three quick wickets in a space of 36 runs as they were 148/5 from 112/3 at one stage. Raina got his third wicket when he dismissed Rubel Hossain. Stuart Binny broke the crucial 49run partnership stitched between Sabbir Rahman and Nasir Hossain for the sixth wicket when he unleashed an off-cutter that gripped and turned, Rahman pushed it away from the body but the inside edge crashed into Rahman's leg-stump. Ravichandran Ashwin too opened his account as he clean bowled Mashrafe Mortaza for duck. Ashwin scalped Nasir Hossain (32) to claim his second victim of the innings Earlier, brilliant knocks by skipper MS Dhoni (69) and opener Shikhar Dhawan (75) helped India post a mammoth total of 317/6 against Bangladesh. Skipper Mashrafe Mortaza won the toss and decided to bowl against India. Umesh Yadav and Stuart Binny drafted in to the playing XI replacing Bhuneshwar Kumar and Ravindra Jadeja. Dhoni, who once again promoted himself at No. 4, was ably complemented by Ambati Rayudu (44) as the duo stitched 107-run partnership, the highest of the innings, for the fourth wicket. Dhoni played a fine knock as he scored his 59th ODI fifty off just 58 balls which included four boundaries and a six. Suresh Raina played a blistering knock of 38 runs off 21 balls towards the end to take India to a respectable score before becoming the second victim of Mustafizur Rahman.

Mizuho Sakaguchi scored what turned out to be the deciding goal in the 78th minute on a pretty left-footed shot from the top of the 18-yard box, and defending Women's World Cup champion Japan held off a late attack to beat the Netherlands 2-1 on Tuesday night and reach the quarterfinal. Kirsten van de Ven scored for the Dutch in stoppage time when the ball went off goalkeeper Ayumi Kaihori's right arm. Three additional minutes were added to the clock. The goalie put her gloves to her face in disbelief and said something to herself. Sakaguchi scored shortly after Japan nearly had an own goal. Sherida Spitse took a corner in the 76th and the ball deflected off Aya Sameshima toward her own net when Kaihori punched it away with her right fist. "We are in the knockout stage so if we lost there would be nothing left, so I'm happy that we won,"

Sakaguchi said. "I went for a strike and I thought it was a long shot and that's not my strength but I thought I should try it," she said of the distance. Saori Ariyoshi found herself in perfect position when the Netherlands flubbed a clear and scored from the top of the box in the 10th minute for Japan's initial goal. Japan overpowered the young Dutch squad for much of the evening at BC Place by controlling possession in the midfield to create chances, and the defense pushed far up the field. The Nadeshiko, who along with Brazil were the only teams to win all three group-stage games, advance to the quarterfinal against Australia on Saturday at Edmonton's Commonwealth Stadium. On the early scoring play, Aya Miyama dribbled down the left sideline and crossed to Yuki Ogimi, whose header hit the crossbar and Dutch defender Merel van Dongen couldn't clear the rebound. Ariyoshi then connected from about 15 yards out and put the ball in the lower corner past diving goalkeeper Loes Geurts. Japan had another solid chance in the 22nd minute on a pretty give-and-go from Sameshima to Shinobu Ohno that Sameshima struck over the bar. Ohno also missed an open header moments before the first-half whistle. Even when the Netherlands threatened early, it seemed a step slow. "We had a great start until it came to be 1-0 and then after the 1-0 the Neth-

erlands team was becoming a bit sloppy, with sloppy passing," Dutch coach Roger Reijners said. "Our team did all we could to get something going and not leave with nothing at all. After 2-0 we were a little lucky and managed to make it 2-1." Manon Melis took a great ball in the seventh minute but couldn't get a foot on it, whiffing as she knocked it out of bounds. In the 48th, 18-year-old forward Vivianne Miedema got the ball near the top left corner of the box and opted to dribble into traffic rather than take a quick shot. The Dutch missed making contact on two headers from the same ball high in the box in the 73rd minute. Japan started three different goalkeepers in the group stage as part of coach Norio Sasaki's liberal substitution plan to use his entire roster and have every player ready to contribute. another save in the 86th minute Tuesday. Japan's Homare Sawa, playing her sixth and final World Cup, entered in the 80th minute after starting two of the team's three matches in the group stage. T h e Ne t h e r l a n d s missed a chance to qualify for next summer's Rio de Janeiro Olympics as one of Europe's top three teams, but could still earn a berth into the 12-team Olympic field through a European playoff. The white teddy bear wearing an oversized No. 7 jersey that Japan keeps close to honor injured teammate Kozue Ando held its spot on the bench. Ando broke her left ankle in the World Cup opener against Switzerland in Group C play when she got caught up with Swiss goalkeeper Gaelle Thalmann and left in the 32nd minute. Japan returned to BC Place for the third time in four matches at this World Cup, having also beaten Switzerland and Cameroon in Vancouver.

Bouchard retires injured in Eastbourne 3rd round

EaSTBouRNE, JuNE 24 (aP): Eugenie Bouchard said the abdominal injury that forced her to retire from a third-round match at Eastbourne on Wednesday would not stop her lining up next week at Wimbledon, where she was runner-up last year. "I'm going to play no matter what, even if I'm on one leg," said Bouchard, who was losing 6-4, 3-0 to Belinda Bencic of Switzerland when she retired. The player who beat Bouchard in last year's Wimbledon final, Petra Kvitova, pulled out of Eastbourne on Monday because of illness. Bouchard said she started feeling the abdominal muscle injury during the first set against Bencic. "I kept trying and trying," the Canadian said. "I mean, at the end it was hard for me to put a serve in, just because I felt that pain a little bit. "It just wasn't smart for me to take a risk, and potentially be out for a long time. It's something I want to kind of take care of right away." Bouchard said the injury was "something I have had in the past," and intends to take a few days off from serving.
