DIMAPUR, JUNE 1 (MExN): Following the May 30 flash flood that occurred in Meluri sub division of Phek district, in which four people were washed away, bodies of two of the victims have been recovered. The body of one of the victims, identified as Nyuhiethsu (37) from Meluri village was recovered from the Tizu River on May 31 at around 1:00pm; while the other victim, identified as Shesuthsu (70), also from Meluri village, was recovered at Leyshee Town, Myanmar. Two other missing persons who were washed away remain missing. They have been identified as Rothothsu (45) from Meluri village and Eyelo Wezak (40) from Jessami village. The Nagaland State Disaster Management Authority (NSDMA) detailed that search and rescue operations have been hampered due to water flowing above the danger level. It further reported that an excavator from the PWD (Mechanical), Phek has been requisitioned to clear the debris piled up near Mercy Bridge. Apart from loss of life, many paddy fields located along the stretch of Jiji/Thechli River have been completely washed away, along with huts and other properties. As per preliminary spot verification, unless immediate relief is granted by the government to the affected farmers for construction of embankment, there is less chances of cultivating paddy crops on the affected field during this year. It was also informed that four bridges have been washed away in Phokhungri circle. As a result, Phokhungri village is completely cut-off. Further, in Aghunato village of Zunheboto district, a landslide occurred in the middle of the town just below an Airtel mobile tower posing threat to the residents. The District Disaster Management Authority along with the town committee is in contact with the concerned telecom company in Guwahati to take measures for shifting of the tower, the NSDMA informed.

In a significant development for the health care delivery system in Nagaland, the state’s Department of Health & Family Welfare today launched the Nagaland Health Project (a World Bank aided project), Malaria Elimination initiative (NVBDCP), Rashtriya Swashya Bima Yojana (RSBY) and Jan Aushadhi (Generic Drugs) for all 11 district hospitals. It was formally launched by Minister for Health & Family Welfare, P Longon in the presence of a World Bank team and several other dignitaries. The Minister was optimistic that with the launching of the four programmes, Nagaland will be able to improve the delivery of health services and also undertake activities that can contribute to the improvement of health services to all sections of people in the state. World Bank Operations Officer, Amith Nagaraj Bhatulla said that the community is at the forefront of the Nagaland Health Project (NHP). He called on the department to harness the highest level of participation from other departments for success of the project. World Bank Nutrition Specialist, Mohini Kak said the NHP has a great potential, pointing to additional funds of 48 million dollars including 12 million dollars, which will be an addition to the current amount the government is invest-

DIMAPUR, JUNE 1 (MExN): 3 senior Nagaland BJP members who were suspended on May 30, following a protest in Dimapur calling for the ouster of the party’s state unit President, today said that their suspension was “based on false allegation, malicious intent, dictatorial in nature and a flagrant violation of the rules contained in the” BJP Constitution. A joint statement from the 3 suspended members, IK Sema, HK Khulu and Yanghose Sangtam stated that the appointment of the Advisor was done with approval of the centre and hence action cannot be taken by the state president on his own. It further refuted allegations that slogans against central party leaders were shouted during the May 30 protest. The Nagaland BJP, they said “cannot grow or succeed under such leadership,” and urged the central leadership to “change the president immediately.”

41 year old Academician Kekhrie Yhome today announced his candidature for the coming byelection of the 10 Northern Angami-I (ST) Assembly Constituency at Aurora Hotel, Kohima. It may be noted that the sitting Chief Minister also belongs to this constituency. Yhome said that a ‘whiff of fresh air’ is needed to end the corrupt politics and governance in Nagaland. “A bold direction on governmental ethics is absolutely imperative. There is a serious need to build an intelligent society that will see incremental growth in our common consciousness, discourse and accountability. The public needs to reassert its ultimate power, which is to decide the fate of who represents them and question what is minimum for civil life. To regain the original values of democratic principles, the people must freely decide who should become their representative rather than allow feudal politics to dictate what the citizens should do or think,” said Yhome during the press conference announcing his candidature. He pointed to the increase in trust deficit in both social perception and over leadership qualities, which has adversely affected healthy governance, and community peace. “Petty but detail power mongering has always inflicted Naga polity. It has given the impression that leadership is a royal entitlement rather than being a representative of the people,” viewed Yhome. He meanwhile appealed for young and astute energies to challenge the “old pettiness and money-minded politics.” “Our thinking defines our hopes. Our hopes define our future. Although an amateur in state politics, Yhome viewed that most politicians will give the electorate false information and false hope. “What is important today, why I am standing here is to also bring about a new pattern of how we think. I think rather than talk about developmental issues, things in and around us, what is important is that we bring about a new thinking. This new thinking is about thinking about the future,” said Yhome. He called for a “radicalization of our thoughts.” Yhome also mentioned that he is soliciting different parties. While there is no guarantee for him to join any party, Yhome preferred the support of all parties. Critiquing the old pattern of electoral campaigns, Yhome said: “Speaking what the public wants to hear- this how you get votes, this is how you fool people. You must speak when you are called upon to speak. A new form of governance needs to come in today. You can attack me, you can audit me, I am open to everything but what ultimately is important is that, as a representative of the people what the people want you to speak-is very important- that is not there in today’s leadership.” He meanwhile stated that the

He also criticized the government for its failure to ensure stability, progress and upliftment of the citizens. “Look at the public- it is in a state of depression. There is a sense of lethargy in everybody…If the government cannot aspire for the maximum happiness of its citizens, if it cannot bring a message which clearly aspire for the good life- it’s a ruckus government, it’s a banana republic,” he said. Holding a Master Degree in English, a Master of Philosophy from Jawaharlal Nehru University, and a Bachelor of Arts in English Honors, Kohima College, Yhome has numerous experiences in the field of activism and academics .

This project is for 5 to 7 years with an objective to improve health services and increase their utilization by communities in targeted locations in Nagaland. The total financial outlay stands at US$ 60 million (INR 390.5 crore). Total external assistance is US$ 48 million (INR 312.5 crore) and state government funding is US$ 12 million (INR 78 crore). Component 1 for community action for health & nutrition is to empower communities to oversee, manage and improve health & nutrition programmes and their utilization. Component 2 for health system development aims to support improvements in the management and delivery of health services.
Malaria Elimination “Malaria remains a public health problem in India, and also in our state. Malaria contributes to economic burden, loss of working days, school absenteeism and impact quality of life,” the Nagaland Health Minister said. Longon maintained that the National Framework for Malaria Elimination prepared by the Directorate of National Vector Borne Disease Control Programme (NVBDCP), has an intermediate milestone to monitor the progress through this ambitions journey. Longon was optimistic that Malaria Elimination can be achieved in Nagaland through effective partnership with departments like agriculture, PHE, urban development, rural development, fishery, education, municipal cor-
porations, media and also involvement of communities and interested stakeholders. Dr. Kevichusa Medikhru, SPO, NVBDCP said the state is witnessing decreasing cases of Malaria year by year. Malaria cases in Nagaland in 2011 were 3363. It went down to 2891 in 2012, 2285 (2013), 1936 (2014), 1527 (2015) and 828 (2016). He also furnished detail of deaths due to malaria as 2011- 4, 2012- 1, 2013-2, 2014- 2, 2015- 3 and 2016-0. He maintained that malaria can be eradicated in the state by 2030 if concerted effort is rendered. Jan Aushadhi Logon further stated that health care without availability of basic drugs remains a challenge for the state, and emphasized that the launching of Pradhan Mantri Bharatiya Jan Aushadhi Kendra today is a step forward. The initiative aims to install retail shops for all district hospitals. “I am hopeful that affordable essential drugs can be made available to all the citizens of the state through this programme,” Longon said. Rashtriya Swasthya Bima Yojana The Minister also announced the implementation of the Rashtriya Swasthya Bima Yojana by the Health and Family Welfare Department. The programme was earlier implemented by the Labour Department in all the district hospitals, including seven private hospitals.

Zapami Village, one of the Chakhesang Naga villages under Pfutsero Sub-division of Phek District has always been branded for the unique historical experiences and rich cultural heritage that the village and its people embody. Situated in the midst of lush green terrace fields located about 50 kilometers away from Kohima, Zapami village has produced rich socio-cultural capital and may even be referred to “as a cultural repository.” In an effort to preserve and keeping alive the stories of the historical experiences, Zapami Heritage Museum along with the village council conference hall was inaugurated by Razouvolie Dozo, Project Director, District Rural Development Agency, Phek on May 26. “A visit to the collection of antiques will take you to the way of life in the village during the olden times. Unfortunately, the lack of awareness for these resources had taken a huge toll. Looking at the collection, most of the items had been through time and environmental factors. Therefore, the construction of the museum may be considered timely,” states Riku Khutso, PhD History, University of Hyderabad. Another reason for the construction of the museum has been to encourage academic research on the village, its history, people and culture. “Serious research engagements could help reconstruct our past, culture and perhaps

Moreover through the effort of preservation of village heritage, the village wants to connect with its descendants and groups whose migration routes and history had been immersed in time and circumstances,” Riku said. Besides other reasons, the Heritage Museum has been constructed for the purpose of documentation, preservation, exhibition and resuscitation of ancestral relations. The museum has over 250 items to its galleries. The antiques range from very ancient to more recent times like that of the World War II remains. Some of the items include an ancient grave, fetish stones, weapons of ancient warfare including an Elephant skin shield, instruments of war and friendship treaties, cotton and stinging nettle processing technologies, loin loom tools, baskets of different sizes and utilities, granaries, ancient grain pounding tables and systems, wooden rice beer vats, potteries of different make and sizes, hunting trophies, ancient systems of weights and measures, ancient blacksmithy tools, ancient musical instruments, traditional kitchen, collection of World War II remains and much more. The war remains mostly belong to the
Japanese forces. There are gas masks, a mortar shell, rifles, water bottles, etc. Earlier, the village had a huge collection of Japanese rifles, ammunition and other war residues but it got either confiscated or deposited during the Indian military operations. The village deeply regrets the huge cultural resources that had been exhausted when the Indian Armed forces had razed the entire village in the mid-1950s. This project is a small attempt of piecing together some of the archaic collections to reconstruct and showcase the way of life of the past Naga village societies. It is open to public on all days against a small charge of Rs 20 p/h for private visitors, Rs 50 p/h for government officials and Rs 20 for use of camera. Dimapur civil societies firm against leasing out toll tax DIMAPUR, JUNE 1 (MExN): Several Dimapur based civil society organizations today issued a joint statement re-affirming their position that collection of toll tax should not be leased out to any private party/ middleman at any cost. The statement appended by the Naga Council Dimapur, DUCCF, Naga Women Hoho Dimapur, Business Association of Nagas, Muslim Council Dimapur, DCCI, Dimapur Bengali Samaj and the GBs Union Dimapur claimed that with toll tax collection being done by the DMC, the town “has seen visible development and facelift in the maintenance of roads, drainage, designated dustbins, culvert and overall improvement in sanitation.” It further informed that the DMC has “enough manpower under its payroll to collect toll tax and therefore the question of public paying commission to a middleman to collect toll tax is not only unjustified, unacceptable but ridiculous.” The civil society organizations also reminded that considering recent turmoil regarding the ULB issue, “the civil society is in no mood to confront the government on toll tax issue.” “Any attempt to lease out toll tax to a private party will be seen by the civil society as nothing but a vested interest of certain individual above department and welfare of the public and therefore anti-people and development.” They reminded the DMC, Municipal Affairs Department and the Nagaland State Government that any attempt to lease out toll tax will “face non cooperation from the civil society and business community who are the stakeholders.”

Under the initiative of Dimapur Municipal Council (DMC) in collaboration with Team Green Dimapur, Team Clean Dimapur and Office of the Chief Medical Officer (CMO), Dimapur, ‘A Better Dimapur’ was launched on Thursday at three different locations of the town. ‘A Better Dimapur’ initiative includes three components : ‘Greener Dimapur,’ ‘Cleaner Dimapur,’ and ‘A Healthy Dimapur.’ ‘Greener Dimapur’ was launched by Deputy Commissioner, Dimapur, Kesonyu Yhome IAS at Clock Tower Junction by symbolically planting a tree sapling. Speaking at the programme, Yhome said that the initiative marked a new beginning for development of Dimapur town and expressed hope on the positive changes that would be brought about through the various projects of DMC. Stating that the public have always been dependent on the government for changes, the DC said it was an encouragement for the government to see the active support and cooperation of the various NGOs collaborating with

Later, ‘A Healthy Dimapur’ was launched by CMO Dimapur, Dr. Vikato Kinimi at DMC office premises where he symbolically distributed DDT powders to the Municipal workers. In his address, Dr. Kinimi ap-
pealed for cooperation of the public stating that no initiative of the government and its agencies would be successful without their support. Briefing media persons about the initiative, DMC Administrator, Moa Sangtam informed that the first phase of ‘A Better Dimapur’ would continue till November this year after which a review would be conducted on the achievements, progress and lacunae on

He said the DMC will concentrate in particular areas instead of roughly covering all areas. “The first target under ‘Greener Dimapur’ would be planting tree saplings at Nyamo Lotha Road and will continue to concentrate in this area unless we are satisfied with the progress,” he added. He also informed that dustbins would be provided to the shops located in the area and sensitize the shopkeepers as major source of garbage emanates from business establishments. As and when satisfactory improvements are seen in the area, then the initiative would be spread to different areas like, Dhobinulla Clock Tower Junction – Metro Hospital line etc. “Our target is to change the mindset of the people and reach out to as many people as possible by collaborating with various NGOs and like-minded citizens,” Moa said. Stating that the second phase would begin by December this year based on the review, Moa appealed the public to extend their support and cooperation to the initiative for ‘A Better Dimapur.’

The resource persons were from SDRF team led by N. Vikiho Awomi, S.I Home Guard & Civil Defense, Mon and the medical team led by Dr. Ayong, MO, District Hospital Mon. Both the teams took turn to train 84 participants representing 21 villages under Mon and Wakching RD Blocks. The training was not only theoretical but the participants got an opportunity to learn practically along with the team and also every session was followed by discussion hour where the participants could clear their doubts. PhEK, JUNE 1 (MExN): An awareness programme cum installation of solar street lights organized by Phek Forest Division was held at Mutsale village under Phek district on June 1. Solar street lights were installed at several strategic locations in the village as a part of Entry Point Activity under the FDA programme. The Nato Community Reserved Forest of Mutsale village forms one of the most important watersheds in the Tizu area that feeds Thozuru River which is an important tributary of Tizu River. Under the FDA
programme, JFMC Mutsale and the village council has planted many varieties of fruits and fast growing species covering an area of 10 Ha during the current year. DFO Phek Rongsenlemla Imchen appreciated the village community for cooperating with the department and stressed on the importance of efficient use of energy with special reference to forest and wild life conservation. She said that, the department aims to offset some amount of GHG's to mitigate global warming through the efficient use of renewable en-
ergy such as solar energy with the cooperation of the villagers. Aaranyak's dog squad, termed the K-9 dog squad, currently comprises two Belgium Malinois breeds but will be strengthened further with the induction of three more members later this year, the Scientific and Industrial Research organisation's Secretary General Bibhab Kumar Talukdar told reporters here today. "Three more Belgium Malinois dogs are being trained and will be inducted during the winter months," he added. Among the two dogs currently used for tracking poachers, one is based in Guwahati and the other in Kaziranga. "We have more than 30 success stories where the dogs have led the security personnel to the poachers or their homes and these have been found to be effective tools to deal with the grave problem of rhino poaching." The dogs were first deployed in 2011 and have since operated successfully in Kaziranga, Orang National Park and Pobitora Wildlife Sanctuary, Talukdar added.

Tripura Gramin Bank tops in business among regional rural banks: Official aGartala, June 1 (ianS): The Tripura Gramin Bank (TGB), which has posted a net profit of Rs 56.89 crore in last fiscal (2016-17), topped in business among the 56 regional rural banks (RRBs) in the country, the bank's chairman said here on Thursday. Supervised by United Bank of India (UBI), the TGB, one of India's 56 RRBs, has declared profit for the fifth consecutive year, and the bank's current business volume rose to Rs 7,370 crore. "The TGB's per branch business has gone up to Rs 51.18 crore in the last fiscal against Rs 46.43 crore in the previous period. Per employee business has also gone up to Rs 9.76 crore in 2016-17 against Rs 8.67 crore in the previous period," TGB chairman Upendra Sabar told reporters. He said the national average of country-wide RRBs per branch business and per employee business was Rs 25 crore and Rs 6 crore respectively. According to the official, the TGB's CRAR (Capital to Risk Assets Ratio) has gone to 20.76 per cent in 2016-17 against 18.87 per cent in 2015-16 -- much higher than the Reserve Bank of India's

Be the ambassadors of peace, Arunachali lawmaker to Nagas
Tzürangkong, June 1 (Mexn): The Naga students should be ambassadors of peace and do something for the Naga society and the state of Nagaland, the Arunachal Pradesh Parliamentary Secretary, Legal Metrology & Consumer Affairs, Laisam Samai challenged today. “It is the duty of the students to bring peace in the society and northeast region of India,” the Arunachali legislator said while addressing the students as the theme guest of the 27th NSF General Conference on Thursday. Every individual should participate and each has important role to play to bring peace in the northeast region, Samai said urging the student communities to look at the bigger picture, compromise on the small differences among the different northeast communities and move ahead for peace and prosperity in the region. Naga students through their participation in the students’ bodies can be a game changer in the society and also be ambassadors of peace and do something for the society, he further pointed out.

Do away with tribalistic, clannish outlook: Dr Pfrokrehe Dr Xavier Pfrokrehe, who was the main speaker at the morning session, enlightened the audience while expousing on the theme of the general conference ‘Amelioration’. Saying that the word ‘amelioration means intellectual and moral refinement’, he said the
NSF needs to identify the changes that they need in the society and find ways about how to bring about the change. The Head of the Department of Philosophy NEHU-Shillong lamented that the Naga society today is riddled with violence, corruption and moral decadence. Towards this end, he stressed that the NSF lead-
ers should not concentrate in their narrow field but gain knowledge in interdisciplinary fields. Learn to be human, to be cultured and to be peace loving citizens, Pfrokrehe urged. Naga people’s inability to convert abundant natural resources in wealth is because of lack of intellectual refinement or amelioration, he further maintained. “If the Nagas have to ‘ameliorate’, then the people need to excel, to examine, reexamine, reflect and do away with ‘tribalistic, clannish, individualistic outlook,” the Professor challenged. He also urged the students to inculcate moral values so that they can bring about amelioration in the Naga society. The morning session of the day 3 of the conference ended with a brain storming session, where in the Pros and Cons of the NSF were discussed openly and how NSF should usher Nagas to a brighter and unified Nagas tomorrow by playing a pivotal role of amelioration, informed a press release from the Media Committee NSF.

Tsürangkong, June 1 (Mexn): The three day 27th Naga Students Federation (NSF) G eneral Conference which kick- started on May 30, 2017 concluded this evening at Tzürang Valley, Mokokchung with Minister for PWD (R&B), Y Vikheho Swu as the special guest at the valedictory session. Speaking at the concluding programme, the Minister challenged the students to be self dependent and self-reliant and to
go back to the future. Commenting on the theme of the conference, Swu said that the Naga society needs ‘amelioration’ as it is currently witnessing a fragmentation. “Therefore the Naga society should work for integration.” He also rued the dependence of the students on government job by stating, “For the Nagas, employment means government job only without exploring other avenues especially the private sector.”
In this connection, Swu pointed out that the employment opportunities in government sector have reached a saturation point and challenged the students to be “self reliant and self-dependent.” The government of Nagaland is already over employed, take up entrepreneurship as a career and become a job provider rather than a job seeker, he further stressed. Meanwhile, the Pochury Students’ Union and the youth choir of the Mo-
kokchung Town Baptist Church presented special numbers. Mission director of NCRC, Rev Dr Imchayanger offered the dedicatory prayer for the newly elected office bearers. ‘Largest haul’ of psychotropic drug in Nagaland, one arrested DiMapur, June 1 (Mexn): In what it claimed as “the largest haul of this variety since statehood,” the Narcotic Cell of the Excise Department, on May 31, seized 3200 tablets of psychotropic drugs (amphetamine) from a NST passenger bus at Khuzama Interstate Excise Check gate, Kohima. The Excise duty party under the command of Tiameren AIE manning the interstate Excise Check gate recovered the same from a lady passenger coming from Senapati, Manipur, Superintendent of Excise (NC) S Phyobemo Kikon informed in a press release. The psychotropic drug - amphetamine and its derivatives is a potent stimulant and abused as an aphrodisiac and euphoriant, it said. The drug is also known by various street names such as `yaba', 'WY', 'speed', `orange' etc and used as party drugs and is suspected to be of Myn-
marese origin, it added. In this connection, one Lily Poumai (29 yrs) was arrested and booked under relevant sections of the NDPS Act 1985 and forwarded to judiciary, the release said. Meanwhile, another Excise Department release informed that the Excise Mobile Squad Unit, on June 1, seized 629 capsules of spasmo proxyvon and 20 tablets of nitrosun from the possession of one Aboto Sumi. The accused has been charged tinder relevant section of the D&C Act, 1940 and the case has been forwarded to the Court, the Superintendent Of Excise (MS) Katoho Sumi informed. The same unit also seized a total of 1141 bottles of assorted liquor from different locations in and around Dimapur town area, it said. Investigations are on and the seized articles are kept at the Unit's Malkhana for evidence, it added.
Three arrested with illegal liquors DiMapur , June 1 (Mexn): The District Excise personnel manning the Chumukedima Excise Check gate have arrested three persons for possession and trafficking of ‘illegal’ liquors while checking suspected vehicles on June 1. Mokokchung, June 1 (Mexn): The Board of Under Graduate Studies (BUGS) under the Ao Senden Literature Board (ASLB) held its first meeting in Fazl Ali College on May 31 under the chairmanship of Prof Sangyu Yaden, Dean’s Nominee of the School of Humanities and Education, NU. A press release stated
that the meeting deliberated in length about the need for introduction of Honours Course in Ao under NU at the earliest and preparation of new course structure was also initiated. The existing course was revised and many interesting title of the paper have been proposed covering a wide range of areas of Honours Course.
The meeting resolved to move for creation of at least three additional faculties for FAC Mokokchung to enable the introduction of Honours Course in Ao and two each for Dimapur and Kohima Government colleges to enable the introduction of Ao subject in those colleges beginning from 2018 onwards.

JVYO appeals for construction bridges in Peren p e r e n, June 1 (Mexn): The Jalukie Valley Youth Organisation (JVYO) today made a call for urgent attention to PWD (R&B), Peren and all construction firms involved in the ongoing construction of eight bridges between Punglwa Village and Jalukie Town under Peren district. JVYO in a press note appended by its president Machigwang Mpom and general secretary Ahiabe Chuilo stated that with the onset of mon-
soon and increased rainfall during the last few weeks, vehicles crossing the flooded rivers are at risk of danger. Surface water flooding resulting from heavy rain is common in Jalukie Valley and unless the concerned department and the construction firms expedite the work and complete bridges at the earliest, commuters will be left to the mercy of makeshift arrangements for plying across the rivers which is causing untold hardship leaving commut-
ers stranded many a time, it added. Therefore, PWD(R&B), Peren and the contractors concerned are asked to expedite and complete bridges without further delay. “In the event of loss of live or property caused due to the incomplete bridges, JVYO will initiate its own course of action and any untoward eventuality arising will be the sole responsibility of PWD(R&B), Peren and the Contractors involved,” JVYO cautioned.
UGC notifies on M.Phil and Ph.D kohiMa, June 1 (Dipr): The University Grants Commission (UGC) has issued a notification for the (Minimum standards and procedure for awards of M.Phil. and Ph.D. Degree Regulations, 2016, no University/ institution is allowed to offer M.Phil. and Ph.D. programme through distance learning mode.
Prof.Jaspal Singh Sandhu, Secretary of UGC has advised students not to take admission in any M.Phil./ Ph.D. programme, if offered by any University/institution through distance learning mode. It is informed that UGC has allowed Indira Gandhi National Open University (IGNOU), and some other State Open Uni-
versities to conduct M.Phil./ Ph.D. programmes in nontechnical programmes in ‘Regular (full-time/parttime) mode’ only provided these universities abide by the UGC (Minimum Standards and Procedure for Award of M.Phil./Ph.D. Degrees) Regulations, 2016 and have specific approval of the UGC.
NSCB Mon releases loan to 32 NRLM SHGs Nagaland confers award for best Kayakalp districts DiMapur, June 1 (Mexn): A total of 23% SHGs in Mon district are now credit linked with the released loans to 32 women Self Help Groups by the Nagaland State Cooperative Bank (NSCB) Mon Branch on May 31. With this, altogether 60 SHGs from amongst 258 SHGs in Mon District have availed loans from the bank, informed a press note from Rajuselie Lhousa District Coordinator (FI), Nagaland State Rural Livelihood Mission Mon (NSRLM). The loans were released at a function organised by District Mission Management Unit (DMMU),
NSRLM at Department of Rural Development Nagaland Resource Centre Mon. Speaking on the occasion, W Chemkai Konyak, Branch Manager, expressed his big heart said that loins are given under NSRLM at 7% per cent, minimum interest, as per the directive of Reserve Bank of India (RBI) and Government of India. He also reminded the SHGs about the need to maintain a two-way relationship between the loaner and the loanee – each honoring its responsibility. Encouraging the women, Chemkai said the
amount availed from fresh loan is only for initial support but good recovery by SHGs will enable higher level for bigger projects. I
t has become a matter of critical importance for Naga society to fully understand the issues before it endorses them. Or else, it must be happy when the tag ‘hero-worship’ is attached to it. Naga society needs much thought and penetrating conversations over this question today. ‘Blind indulgence’ has been contributing myriads of problems in the Naga society, and it is getting even more complex with time as society has simply become an object to be shaped by vested groups and so called leaders. At the peak of the society's over-brimming enthusiasms while creating an aura around these groups or so called leaders, it is only helping in consolidating the positions of those vested elements committed to control and manipulation. Still more brutally cynical is Naga society’s disillusion over the confronting issues, once the individual interests are not served by the engaging movement. At this critical juncture, one thing that bothers one’s mind is not about the question of Naga society’s authenticity towards the issues it is fighting with, but it is the worry over the current standard view of the society and its happy indifference to this discouraging trend. Even worse is the considering of the Naga society that, it is superfluous to even take a perilous route for a worthy cause. Even as Naga society is distressed with the everyday businesses of vested interest, hypocrisy and tribalism, which are fast draining out its energies and resources, few people who are considered as the conscience keepers of the Naga society cannot find the required strength. This is so because the values of confronting issues have not seeped into the collective Naga mind. Hence, the society is left to see the cordial affairs disrupted, and what should have been the Nagas’ finest period seems destined to become a nightmare. The collective Naga society is to be blamed for the diminishing provision of a meaningful ‘Naga journey’. In short, this trend is a self manufactured penalty of Naga society. What, then, are the difficulties for Naga society to realize for it to genuinely engage with the ‘Naga journey’? Perhaps Naga society’s flaw lies in its weakness for pain-killer pills, and not for the diagnosis. This weakness for adhocism or cosmetic treatment is because of indigestion of the issues confronting Naga society. This is to say that, what can be considered a more vulnerable thing than vested leaders and groups finding appeals in an ignorant mind? Unless the concerned people start asserting their responsibilities loudly and openly, there is no immediate remedying measure at the moment. Trenchant engagements with the ignorant public should be part of the concerned people’s assertion towards shouldering their responsibilities. Once the people become fully aware of the issues confronting them, there is little room for vested interest elements manipulating the situation to their advantage. In this way, chances of anxiety taking place is little, even if crises overwhelm ‘the helm of affairs’ as issues or the ‘Naga journey’ will continue to be relevant. This perhaps is a ‘sustained campaign’. In such case, the concerned people spearheading the campaign will have much chance of succour.

Tribal school dropouts train for foreign jobs
I
n a country where millions of degree holders struggle for employment, Dayanidhi Pradhan, 23, a Class 8 dropout in Jharkhand, dreams of an overseas job. And achieving that aspiration is a real possibility -thanks to a multi-trade skill development institute that has placed hundreds of tribal youths in foreign countries. Pradhan and over 100 others are currently enrolled for shortterm skill training in various trades like electric fitting, plumbing, AC ductman and pipe fitting at the Kalyan Gurukul, housed in a sprawling green campus in this town, some 40 km from Ranchi. "Gurukul in Bundu has a history of placing almost all of its students abroad," Pradhan told IANS, remembering how his peers -- Boodhu Munda, Gopal Munda and Shahnawaz Bhai, who were also skilled at the institute -- are now working in the Gulf. Most of the tribal youth working in the Gulf had not even visited Ranchi, the state capital, he said. Kalyan Gurukul is run by PanIIT Alumni Reach for India Foundation (PARFI), sponsored by the state government and the National Skill Development Corporation (NSDC) of the government of India. The institute began operations in October 2013 with a batch of 19 with the aim of training tribal youth as well as those from other economically-backward sections of society who had dropped out of schools. The government has opened 10 similar training centres across the state. All these institutes -- that are much like ITIs -- are called "Gurukul", replicating not only the name but also a strict regime of discipline and time management of ancient Indian schools. Teachers and students live on the campus which also has a huge vegetable garden maintained by trainees. Every morning starts with yoga, meditation, prayers and a healthy breakfast before classes begin. The Bundu centre is headed by ex-servicemen Pramod Kumar Pandey, who said "patriotic values" coupled with life skills, including financial and credit literacy, are part of the training programme. "Students enrolled in Gurukul have to pay a basic fee of Rs 18,000 provided through a loan financing scheme with NABARD. Repayment starts once the student gets a placement," Pandey told IANS. Many of Gurukul students now work in Dubai, Saudi Arabia, Kuwait and Qatar, he said. "We hone skills of the students according to the contemporary needs of the market. Since inception, we have placed around 276 students in Dubai, Qatar, Saudi Arabia and Sri Lanka. The latest batch of around 104 students have also been selected by recruiters and are waiting to go to various Gulf countries." Tarun Shukla, an IIT alumnus and a member of PARFI, said the first Gurukul was opened at Gumla in Jharkhand in 2010 to involve unemployed youth, who were potential recruits for Maoists. "The infrastructure and other support for Gurukul are given by the government while its operation and maintenance are done through PARFI. We have a tie-up with business conglomerate Shapoorji Pallonji Group to place students in the Gulf countries," Shukla told IANS. Jharkhand Chief Secretary Rajbala Verma said the Gurukul model was providing the platform of better employability for under-privileged and under-educated youth of the state. "In the next two years, we are planning to expand these Gurukul centres in all the 24 Jharkhand districts with a training capacity of 10,000 youth," Verma told IANS. She said generating employment was a huge priority of the state government.
President Donald Trump sends mixed diplomatic messages to the country

n emerging democracy with significant infrastructure gaps and little in the way of technical expertise, Myanmar has extraordinary development needs. Those needs are leading de facto national leader Aung San Suu Kyi closer to China than many analysts anticipated at the beginning of her elected tenure. While it once appeared that the United States would offer a diplomatic and economic counterweight to China, analysts say Myanmar’s new leader faces uncertainty about American President Donald Trump’s interest in maintaining the previous Barack Obama administration’s high level of engagement with the country. While Trump’s wider commitment to Southeast Asia and Obama’s “pivot” policy towards the region is broadly in doubt, the fading support has been particularly noticeable in Myanmar, a country grappling with the transition to democracy after nearly six decades of authoritarian military rule. Obama invested large amounts of diplomatic capital in a “vision of Myanmar being a strong democratic counter-narrative to China’s expanding influence in Southeast Asia and a standard-bearer of American values in Southeast Asia,” said Hunter Marston, an independent Washington-based Asia researcher and analyst. These priorities were met in kind by previous President Thein Sein’s zeal to reenter the global fold after decades of sanctions-imposed isolation. The US and European Union gradually lifted punitive sanctions imposed against the military’s abysmal rights record in exchange for demonstrable democratic progress, including the release of hundreds of political prisoners. “It was more necessary for President Thein Sein to [pursue diplomatic relations with] the West, than Aung San Suu Kyi,” said Soe Myint Aung of Yangon’s Tagaung Institute, a think tank. “Their mandates are different. The previous government’s mandate was dubious – they came out of a military regime.” Thein Sein’s order to suspend the China-backed US$3.6 billion Myitsone Dam project in 2011, delivered to parliament less than six months after taking office, shocked Beijing and was widely perceived as a diplomatic shift westward, Yun Sun, an analyst at the Stimson Center, a Washington DC based think tank, wrote last year. “While the [Myitsone] project has never been popular in Myanmar, the Chinese nevertheless saw themselves as the victim of a pseudo-democratic government’s attempt to gain legitimacy, popularity and support by both the Myanmar people and the West,” she said. A reassessment of strategic priorities under new Myanmar and US administrations should not be wholly unexpected, Marston said. “The China

relationship is always going to be important, as a neighbor and the biggest source of investment, but Suu Kyi is recalibrating Myanmar’s relationship; the United States is far away, and China is a geographic reality and diplomatic heavyweight,” he said. Under Obama, Suu Kyi was twice invited to the White House, most recently in September 2016, when she achieved the lifting of most longstanding economic sanctions. An arms embargo and sanctions related to drug trafficking remain in place. Previous US Secretary of State Hillary Clinton regarded her engagement of Myanmar, a long-time adversary once referred to by President George W. Bush as an “outpost of tyranny”, as among her biggest policy successes. By contrast, the Trump administration’s policy toward Southeast Asia remains largely undefined. Suu Kyi, who concurrently serves as Foreign Minister and State Counsellor, skipped a May 4 summit of Association of Southeast Asian Nations (Asean) foreign ministers held in Washington, sending her National Security Advisor U Thaung Tun instead. Some analysts suggest her absence may have been in response to a perceived snub, though others say she had conflicting commitments. Trump has extended personal invitations to the Philippines’ Rodrigo Duterte, Thailand’s Prayut Chan-o-cha and Singapore’s Lee Hsien Loong to make official visits this year to the White House. No similar invitation has been extended to Myanmar’s de facto or nominal leaders. However, the invitations should be viewed as a “symbolic recognition of allies first” rather than an endorsement of regional strongmen over emerging democracies like Myanmar, Marston said. Much of Trump’s early Asia attention has been focused on North Korea. His calls to Duterte, Prayuth and
Lee asked primarily for their cooperation in isolating and cutting trade with Pyongyang. A stronger US commitment to Southeast Asia may have to wait until the Asia Pacific Economic Cooperation (Apec) and Asean summits in November, which Trump has pledged to attend, experts say. China, meanwhile, has cemented strong ties with Myanmar’s new leadership. While Suu Kyi’s first official international visit was to Laos, then serving as Asean’s rotational chair, she visited China with President Htin Kyaw in August 2016. At the Belt and Road Forum this month, she signed five memoranda of understanding with President Xi Jinping, including one for a yet-to-be defined border trading zone. Within six months of taking office, and on the eve of Suu Kyi’s first China trip, President Htin Kyaw announced a commission to evaluate hydropower development projects, including the Myitsone Dam. The commission’s November 2016 report, which was not publicly released, is understood to have strongly advised against restarting the stalled US$3.6 billion project. But the deadline for a final report has yet to be announced, and Myanmar officials took a non-committal “wait and see” approach during Htin Kyaw’s April visit to Beijing. China is making diplomatic investments, as well. Beijing donated US$3 million to Myanmar’s peace process in 2016, though questions have emerged about Beijing’s influence over certain armed groups, namely the United Wa State Army, situated near the China border that remain strongly opposed to the terms of a government national ceasefire agreement. In Dhaka last month, special Chinese envoy Sun Guoxiang suggested that China could mediate negotiations between Myanmar and Bangladesh, where some 75,000 ethnic Rohingya Muslims have been displaced along
their shared border by military “clearance operations” in western Rakhine state that started in October 2016. “As the neighbor of Myanmar and Bangladesh, as well as a country with greater global influence, China could serve as a mediator to keep the neighboring areas stable,” Institute of Southeast Asian Studies chair Gu Xiaosong told China’s state-owned Global Times last month. China’s motives are likely more pragmatic than humanitarian, analysts say. “[China] wants a stable investment destination, they want peace for selfinterested reasons, on their border,” Marston said. “I think it’s more about the stability of Rakhine state for ease of doing business.” In that direction, China held its first ever naval drill with Myanmar on May 21 in what analysts saw as a strategically significant visit. The one-day joint drill, where both sides deployed guided missile vessels, covered communications, formation maneuvers and search and rescue missions. Other analysts suggest that the absence of a clear US policy towards Southeast Asia should not be mistaken for the absence of one. Indeed, several influential US lawmakers remain strongly committed to cultivating ties to a democratic Myanmar. In his first meeting with Secretary of State Rex Tillerson, Senate Majority Leader Mitch McConnell reportedly urged: “Don’t forget about [Myanmar].” Soe Myint Aung also cautions against overemphasis on “elite-level politics” at the expense of lower-profile avenues of soft power engagement. “If you look at the number of [US] Fulbright scholars, or the number of fellowship students and the number of exchange programs that are training parliamentarians and journalists, you can see that the people-to-people relations are going on as much as [during] the Obama administration.”

ather of the Nation Mahatma Gandhi is widely thought to have been a calm and composed personality but this highly anecdotal book by one of his grandsons suggests otherwise. Gandhi, the author says, lost his cool all the time and believed that "anger is good". The much revered leader's fifth grandson Arun Gandhi's latest book "The Gift of Anger" throws light on several important lessons that the author learned from his grandfather and the Mahatma's principles on anger remain the guiding light for the author even decades after his death. Citing several conversations that Arun Gandhi had with his grandfather, he claims that the Mahatma, called Bapu by those close to him, regarded anger as a positive force. "It is an energy that compels us to define what is right and wrong," Gandhi is quoted as saying to the author in the book. But how can anger be a positive force and, more so, how come nobody ever saw Bapu angry? "Because I have learned to use my anger for good. Anger to people is like gas to the automobile -- it fuels you to move forward and get to a better place. Without it, we would not be motivated
to rise to a challenge. It is an energy that compels us to define what is just and unjust," the grandfather told the author. In this moving story of his years being raised at the iconic Sevagram Ashram in Maharashtra, where the Mahatma lived from 1936 till his assassination in 1948, Arun Gandhi's charming memories of his grandfather are engaging and often surprising. His anecdotes provide a rare insight into Gandhi the man and not Gandhi the mass leader. These are memories of the two years that Arun spent with Bapu. As Mahatma Gandhi went on making changes on the world stage, the author learnt to make changes in himself and overcome his own emotions. Born in 1934 in Durban, South Africa, Arun is the fifth grandson of the legendary leader. Growing up under the discriminatory apartheid laws of South Africa, he was beaten by "white" South Africans for being too black and "black" South Africans for being too white. This was the period when he was frequently angry and sought "eye-for-an-eye justice". Arun Gandhi was just 12 years old when his parents dropped him off at Sevagram. To Arun, the man who fought for India's independence and was the country's beloved and pre-em-
inent philosopher and leader was simply a family member. He lived there for two years under his grandfather's wing until Gandhi's assassination. Even as Bapu was imparting his lessons to Arun, our author lost his cool all the time. In one instance he was so furious after a boy purposely tripped him while playing football that he grabbed a rock to throw at the miscreant with all his strength. But then he heard a small voice in his head, "Don't do it." The author goes to his grandfather and tells him about the entire episode and this is when the lessons on anger begin. In the months to come, as they both spun cotton on the spinning wheel, the Mahatma Gandhi imparted his wisdom on the subject to his grandson. The author was stunned to find out that the man revered so gloriously in India and around the world hadn't been born even-tempered. In his childhood, Mahatma Gandhi stole money to buy cigarettes and frequently got into trouble with other kids. He often shouted at his wife (Kasturba) and once even tried to physically throw her out of the house. "But he didn't like the person he was becoming, so he began to mould himself into the even-tempered, wellcontrolled person he wanted to be,"

writes Arun Gandhi. The words of Bapu, he says in the book, reignited his spirits and he understood if Bapu could overcome his anger and use it as a positive force, so could he. For king chilli, Spray neem oil to the plants to control white flies infestation and thereby prevent viral disease. Uproot the infected plants and bury diseased plants or burn it. Pinch the tip of the plants to encourage more lateral shoot development. ulching is the practice of covering the soil to make more favorable conditions for plant growth, development and efficient crop production. Research as well as field data available on effect of synthetic mulches make a vast volume of useful literature. Plastic mulches are impermeable to water; it therefore prevents direct evaporation of moisture from the soil and thus limits the water losses and soil erosion over the surface. The suppression of evaporation also has a supplementary effect; it prevents the rise of water containing salt, which is important in countries with high salt content water resources. Mulching is mainly employed for moisture conservation in rain fed areas, reduction of irrigation frequency and water saving in irrigated areas, soil temperature moderation in greenhouse cultivation , soil solarization for control of soil borne diseases, reduce the rain
impact, prevent soil erosion and maintain soil structure and in places where high value crops only to be cultivated. Types of mulch film A wide range of plastic films based on different types of polymers. Owing to its greater permeability to long wave radiation which can increase the temperature around plants during the night times, polyethylene is preferred and also linear low density polyethylene (LLDPE) because it is more economic in use. Selection of mulch Selection of mulches depends upon the ecological situations and primary and secondary aspects of mulching: Rainy season - Perforated mulch , Orchard and plantation - Thicker mulch , Soil solarization - Thin transparent film , Weed control through solarization - Transparent film , Weed control in cropped land - Black film , Sandy soil - Black film , Saline water use - Black film, Summer cropped land - White film , Insect repellent - Silver colour film and Early germination Thinner film.
Methods of mulching • Mulching area should preferably be equivalent to the canopy of the plant. • Required size of mulch film is cut from the main roll. • Clean the required area by removing the stones, pebbles, weeds etc. • Till the soil well and apply a little quantity of water before mulching • Small trench could be made around the periphery of the mulching area to facilitate anchoring of the mulch film. • Cover the film to the entire area around the tree and the end should be buried in the ground. • Semi circular holes could be made at four corners of the film in order to facilitate water movement. • The position of the slit/opening should be parallel to the wind direction. • Cover the corners of the film with 4-6 inches of soil on all sides to keep the film in position. • In hard soil, make a trench of 1’x1’x 2’ depth on four corners of the mulching area and fill it
up with gravel or stones, cover the trenches with the mulch film and allow the water to pass through the mulch to the trenches via semi circular holes on the film. • The mulch material should be punctured at the required distances as per crop spacing and laid on the bed. The seeds/ seedlings should be sown/ transplanted in the holes. Irrigation practices under mulching • In drip irrigation the lateral pipelines are laid under the mulch film • In case of inter-cultivation, it is better to keep the laterals and drippers on top of the mulch film and regulate the flow of water through a small pipe or through the holes made on the mulch film Plasticulture is crucial to Indian agriculture in view of the changing technological scenario for boosting crop yields and productivity. Introduction of LLDPE as a mulch film has brought a revolution in agricultural water management and it is actually a boon to farmers.

ereals are the major source of energy and nutrition for larger part of the population and are consumed in different forms. Among cereals, wheat, rice and maize are major sources of food and feed across the world and contribute around 17%, 23% and 9% of the world calorie respectively. Maize (Zea mays or corn) belong to the tribe Maydeae of family gramineae, is the principal cereal crop in tropical and sub tropical regions throughout the world. It is considered a promising option for diversifying agriculture in various agro climatic zones. It is one of the most versatile emerging crops having wider adaptability under varied agro climatic conditions and has got immense yield potential and is therefore called as “miracle crop” and also “queen of cereals”. Virtually every part of maize has economic value as grains and are used for human food, fermented to produce a wide range of food and beverages, fed to livestock and industrial uses in the production of starch, oil, sugar, cellulose and ethanol and contributes to food security in most of the developing countries. Maize is deficient in lysine. To improve lysine content, high lysine mutants called opaque-2 were generated and used in the development of Quality Protein Maize (QPM). QPM have high nutritional quality, high yields, appearance of normal maize, greater hardness than opaque-2, equal or superior pest and disease resistance. Genes for high lysine content in QPM lines have been identified and used as molecular markers in breeding. In Nagaland, maize occupies the second place among the cereals after rice and is grown in all the districts but maximum production is from Tuensang, Zunheboto, Phek, Kiphire and Dimapur. It is primarily grown under Jhum land and terraced area. Jhuming is a common practice followed by the farmers of Nagaland, especially in the high altitude areas. In order to get higher production and sustainable farming, multiple cropping systems has been adopted, where 20 to 40 or more items of crops are grown on the same plot of land as intercropping with paddy as the main crop. There, maize, vegetable and other crops are grown along with colocasia, ginger etc. It is also one of the key agricultural products of Nagaland under cereal crops. Different species of maize exist and consist of different colors, textures, grains, shapes and sizes. It is prepared and consumed in a multitude of ways. Climatic requirements Maize is a warm weather crop and is best adapted to intermediate climates to which bulk of its cultivation is confined. Moderate temperature with plentiful supply of water is most favourable. Maize can only be produced in areas that do not have extreme cold temperature, as it is a cold -intolerant crop. It is classified as day neutral or short day requiring plant. Maize being a photo-insensitive crop has better options for adaptation and mitigation of climatic changes.
Temperature • It is a heat loving crop. • Minimum temperature for germination is 100C and the optimum is 30 to 350C under adequate moisture (Chang, 1981). Optimum temperature for growth is around 340C. • Temperature above 320C at reproductive phase reduces the grain yield. • High temperature above 350C coupled with low humidity is more injurious to plants at tasseling stage. • Improved cultivars (hybrids and composites) are mostly day neutral and can be grown throughout the year provided temperature and moisture are not limiting. • Frost can damage maize at all growth stages and a frost free period of 120 to 140 days is required to prevent damage. Rainfall • Maize crop has high water requirement. Depending on the duration, it requires 500 to 600 mm rainfall during the season. It requires adequate moisture and warmth from sowing to end of flowering. • It is resistant to drought and can recover from early season drought as it requires less soil moisture during the early phase of crop growth. • Crop needs more than 50% of its total water requirements in about 30 to 35 days after tasseling and inadequate soil moisture at grain filling stage results in a poor yield of shriveled grains • Rainfall during 3-5 weeks before silking and from silking to 3 weeks afterwards is important. • In rainfed conditions its yield varies from 1.1 to 3.5 t grains per ha; with irrigation in kharif season its yield can be 5t/ha. In moderate to high temperature state its yield varies from 3.5 to 5 t per ha during rabi/summer. • Water logging is hazardous for the crop at any growth stage. Sunlight • No other crop utilizes sunlight more effectively than maize, and its yield per ha is the highest of all grain crops. It needs bright sunny days for an accelerated photosynthetic activity and rapid growth of plants but this has to be associated with an abundant water supply failing which the crop will start wilting or withering. • Prolonged cloudy period is harmful for the crop but an intermittent sunlight and cloud or rain is the most ideal for its growth. As maize has wide adaptability and compatibility under diverse soil and climatic conditions hence it is cultivated in sequence with different crops under various agro-ecologies of the country. It is considered as one of the potential driver of crop diversification under different situation. Therefore, in view of the changing farming scenario in the country, maize has been emerging as one of the potential crops that addresses several issues like food and nutritional security, climate change, water scarcity, farming systems, bio-fuel etc Knowledge of agro-meteorology on the impact of weather and climate on crops will greatly help to devise appropriate crop production strategies for taking advantage of favourable weather conditions and avoiding risk due to their hazards for realizing optimum and sustainable agricultural production.

ater is an important component for plant growth. It constitutes threefourth of the body weight. Water is either supplied by rain or irrigation. An efficient utilization of irrigation is essential to supply water at different critical stages during plant growth to prevent the economic loss. Though water is an economic input, it differs from other inputs in many respects. Suppose water is produced like fertilizers or chemicals, its cost would be enormous. Therefore, maximum yield per unit water applied should be more. Climate, soil and water are the three basic resources which determine the nature of crops that can be grown successfully in a particular region. An efficient utilization of these resources is essential for optimum production of food and fibre for human life, feed for cattle and raw materials for industry. Paddy Paddy is a semi-aquatic plant and covers about 35% of irrigated area in the country. Cultural practices like puddling and transplanting reduce percolation losses, weed growth but increase the availability of plant nutrients and regulate soil and water temperatures. It improves photosynthesis in the lower leaves due to reflected light from the water surface. These operations may require about 200 - 300 mm of water per hectare. Selective submergence during critical stages (initial tillering, panicle initiation to flowering) would be sufficient
water during the monsoon period. The critical stages for irrigation in rice crop are tillering, panicle initiation, flowering and grain filling stage. Maize Maize is grown both for grain and forage. It is grown primarily as a kharif crop from March to October. Crop has early vegetative, tasselling and silking stages as critical periods. After dough stage, there is no need of irrigation. Permissible depletion of soil moisture may be 25% in light soils and 50% in sandy loam to loam soils. If the draining out of water in case of heavy rains is delayed, 30 to 60 kg N/ha may be added immediately following drainage to retrieve the yield loss. Foxtail millet Foxtail millet is important millet grown during kharif in warm areas with a seasonal rain of about 15-20 centimeters. In most of the areas it is sown with the onset of monsoon and no post-sowing irrigation is applied. Flowering and milking stages are the critical stages of irrigation for Foxtail millet crop. Crop gives the optimum yield with irrigation based on 75% depletion of available soil moisture from the top 30 cm layer. Foxtail millet is a drought resistant crop. If there is no rain generally two irrigations are required first at flowering stage and second at the milking stage. If moisture is a limiting factor, irrigation should also be done at the time of ear head emergence because it is the most critical stage for moisture stress. Groundnut Groundnut is the most important oilseed crop of the country. Raised as kharif crop
rainfall, it often suffers from periodic water deficits during long rainless intervals. This occasional moisture deficiency is one of the important factors contributing to low yield of kharif groundnut. If dry spell occurs, irrigation becomes necessary. First irrigation at the start of flowering and subsequent irrigations whenever required during the fruiting period to encourage peg penetration and pod development. Mustard and Rapeseed These crops are primarily raised as rainfed crops during the rabi season. Due to low and uncertain rainfall during their growing season, these crops generally show favourable response to irrigations. Crop requires 1- 4 irrigations, depending upon the soil moisture storage in the profile and the prevailing weather. Prebloom and pod filling stages are considered to be critical stages therefore irrigations at these stages are beneficial. Potato Potato is an important crop which has two growing seasons viz. autumn and spring. Autumn potato is the main crop and sown in September-October and harvested in December- January. A wet moisture regime is conducive not only for adequate water availability to the crop but also keeps soil strength low which permits better development of tubers. Most critical stages for irrigation in potato are germination, stolon formation followed by earthing, tuber bulking which coincide 10 - 12, 30 - 35 and 55 - 60 days after sowing. he process of bioremediation was invented by George Robinson in the 1960s. We can remember the historical events of Gulf war and its impacts on environments which might be the reason of discovery of Giant bug, (Pseudomonas putida) in 1979 by Anand Mohan Chakrabarty. This strain of Pseudomonas putida with hybrid plasmid was used to degrade oil spills above the ocean surface.The prefix “bio” defined the process as biological that is, carried out by living organisms. The noun “remediation” defined the process as one that resulted in the cleaning, or remediation, of the environment, via complete degradation, sequestration, or removal of the toxic pollutants as the result of microbial activity. Degradation means that the microorganisms decompose the pollutants to harmless natural products such as carbon dioxide (CO2), water (H2O) or other nontoxic naturally occurring compounds. The objective of a bioremediation programme is to immobilize contaminants (reactants) or to transform them to chemical products no longer hazardous to human health and the environment. Conserves limited financial resources due to shortened cleanup times and/or lower capital expenditures relative to many other remediation technologies. The microorganisms involved in this process may belong to bacteria, fungi, yeast and algae. In aerobic bioremediation microbial reactions require oxygen to go forward. The bacteria use a carbon substrate as the electron donor and oxygen as the electron acceptor. Anaerobic bioremediation involves microbial reactions occurring in the absence of oxygen and encompasses many processes, including fermentation, methanogenesis, reductive de-chlorination, and sulfate- and nitrate reducing conditions. In anaerobic metabolism, nitrate, sulfate,
organic compounds may replace oxygen as the electron acceptor. In co-metabolic bioremediation, microbes do not gain energy or carbon from degrading a contaminant. Instead, the contaminant is degraded via a side reaction. Bioremediation has three different methods on the basis of what is utilized to clean the contaminated sites. Phytoremediation: Bioremediation using plants is called phytoremediation. Salix spp.( Salix viminalis & Salix fragilis), Castor ( Ricinus communis), Corn (Zea mays), Populus spp.( Populus nigra, Populus delloides), Jatropha (Jatropha carcas),Indian mustard (Brassica juncea) can be used for the purpose of bioremediation. Different mechanisms of phytoremediation can be divided as – phytostabilization, phytotransformation, phytovolatization, phytoextraction, phytostimulation, rhizofiltration. Mycoremediation: Bioremediation utilizing fungi is called mycoremediation. Gomphidius glutinosus is a common woodland mushroom that concentrates radioactive cesium-137 to over 10,000 time normal levels. Aspergillus vesicolor and other moulds play an important role in recycling starches, hemicelluloses, celluloses, pectins and other sugar polymers. Candida degrade formaldehyde, Gibberella can degrade cyanide. White rot fungi can degrade organic pollutants eg. PGPR has evolved several mechanisms by which they can immobilize, mobilize or transform metals rendering them inactive to tolerate the uptake of heavy metal ions. These mechanisms include: Exclusion-the metal ions are kept away from the target sites; Extrusion-the metals are pushed out of the cell through chromosomal/plasmid mediated events; Accommodation metals form complex with the metal binding proteins or other cell components; Bio-transformationtoxic metal is reduced to less toxic forms,

There are some concerns that the products of biodegradation may be more resistant or toxic than the parent compound. Leaves residual levels that can be too high (not meeting regulatory requirements), persistent, and/or toxic. However, bioremediation is the nature’s way of dealing with the environmental pollution, is gaining significant attention these days. Unfortunately, the principles, techniques, advantages, and disadvantages of bioremediation are not widely known or understood, especially among those who will have to deal directly with bioremediation proposals, such as site owners and regulators. Different approaches to accelerate the intrinsic bioremediation have been developed and used at a number of sites worldwide with varying degrees of success. Techniques are improving as greater knowledge and experience are gained, and bioremediation has gained triumph for dealing with certain types of

SRINAgAR, JUNE 1 (ANI): At least five Pakistani soldiers were killed and six others injured in retaliatory firing by Indian Army in the Bhimber and Battal sector of Jammu and Kashmir on Thursday. As per sources, the Indian Army was responding to unprovoked ceasefire violations by the Pakistan Army. Earlier in the day, the Pakistani Army initiated indiscriminate firing of small arms, automatics, 82 mm and 120 mm mortars along the Line of Control (LoC) in Jammu and Kashmir's Naushera and Krishna Ghati sectors, to which the Indian Army posts retaliated strongly. Army Chief General Bipin Rawat today held a meeting in Jammu and Kashmir and discussed issues of logistics improvement, mobilisation and security review on LoC area. NEW DELHI, JUNE 1 (IANS): Deposits amounting to only around Rs 5,000 crore have been made under the Pradhan Mantri Garib Kalyan Yojana (PMGKY), launched post-demonetisation, the government said on Thursday, attributing the tepid response to the scheme for declaring unaccounted income to multiple factors. "The Rs 5,000 crore declared under PMGKY is mainly on account of two
factors," Revenue Secretary Hasmukh Adhia said at a media briefing here by the Union Finance Ministry. "Even before the scheme was announced, people had put their money in various accounts," he said referring to the rush witnessed to deposit highvalue currency notes after these were junked under the November 8 demonetisation measure. "Besides, the rates
(tax) we had fixed under PMGKY, people found 75 per cent of their money blocked," he added. The scheme allowed deposits to be made in the form of cash or in an account with bank or post office or specified entity, with a tax, surcharge and penalty totalling up to 49.90 per cent. Mandatory deposit of 25 per cent of the undisclosed income is to be made in PMGKY. The deposits are interest-free

"There is absolutely no truth in this. The peacock reproduces by copulation like every other bird. There is nothing scientific about this at all. We are the laughing stock of the world... People are aghast that such a thing can even be said," noted ornithologist Bikram Grewal told IANS. Rajasthan High Court Judge Mahesh Chandra Sharma said on Wednesday that "the peahen gets
pregnant" only by "swallowing the tears of the peacock" and that peacocks don't have sex. He also suggested that cows should replace the tiger as the national animal because "it's also holy". The Indian peafowl (scientific name Pavo cristatus) is also known as the blue peafowl and comes in Schedule-I of the Indian Wildlife Protection Act, 1972. This bird is listed as of Least Concern (LC) by the International Union for Conservation of Nature (IUCN). Sankar, Director of Salim Ali Centre For Ornithology and Natural History, who is known for his work with Asiatic elephants, deer, primates and tigers as also peafowls, said the mating process in the peafowls lasts only for a "few seconds". "In my 30 years of research, only on two or three occasions I have observed this phenomenon. Male has sperms, female has eggs.
The male injects the sperm into the cloaca. The sperms go inside and fertilise the egg. They do mate," Sankar told IANS. "What he (the judge) has talked about is a myth. People see only dancing peacocks. It is the choice of the peahen to select the best male. Whoever dances the best and has the longest and tallest train feathers, that individual is selected by the peahen. The actual mating is not observed by many researchers or casual observers, and this happens only for a few fraction of seconds," Sankar said. NEW DELHI, JUNE 1 (IANS): A court here on Thursday granted bail to AIADMK leader and party General Secretary V.K. Sasikala's nephew T.T.V. Dinakaran and his close aide Mallikarjun in the cash for election symbol case. Special Judge Poonam Chaudhry granted bail to both accused and asked them to furnish a personal bond of Rs 5 lakh each and two sureties of the like amount. Granting relief to the duo, the court said they were "no longer required for custodial interrogation". The two were however asked not to leave the country without the court's prior permission, to surrender their passports and join the investigation as and when required by the investigating agency. They were also directed not to try to influence the witnesses or tamper with evidence. The court also observed that the public servants, who were to be allegedly lured, have not been identified. Dinakaran was arrested on April 25 by the Delhi Police's Crime Branch on allegations of attempting to bribe Election Commission officials to obtain a favourable verdict from so that the now frozen 'two leaves' party symbol could be restored to Sasikala's faction of the AIADMK. The poll panel had frozen the AIADMK's symbol after two factions of the party -- one led by Sasikala and the other by former Tamil Nadu Chief Minister O. Panneerselvam -- staked claim to it. Dinakaran had sought bail on the ground that there was no reason to keep him in custody and no public servant was made an accused in the case, though he was booked on graft charges. Police had opposed his bail plea. On May 22, the court had dismissed the bail plea of Chandrashekar saying it was not appropriate to grant him bail at this stage as it was a serious crime and he could tamper with the evidence.

Afghan capital mourns victims of truck bomb blast as anger swirls
KABuL, JuNe 1 (ReuteRs): Kabul on Thursday mourned victims of a powerful truck bomb that killed at least 80 people and wounded hundreds amid growing public anger at the government’s failure to prevent yet another deadly attack in the heart of the Afghan capital. Wednesday’s blast, at the start of the Muslim holy month of Ramadan, ripped through a traffic-clogged street, packed with people on their way to school or work during the morning rush hour, causing hundreds of casualties in an instant and sending a tower of black smoke into the sky. In scale, it was one of the worst such attacks since the U.S.-led campaign to oust the Taliban in 2001 but in kind, it was only the latest in a grim series that has killed thousands of civilians over the years. President Ashraf Ghani made a televised address late on Wednesday, calling for national unity in the face of the attack, which his National Directorate for Security blamed on the Taliban-affiliated Haqqani network, but he faces an increasingly angry public. “For God’s sake, what is happening to this country?,” said Ghulam
Sakhi, a shoemaker whose shop is close to the site of the blast. “People leave home to fetch a loaf of bread for their children and later that evening, their dead body is sent back to the family.” The explosion occurred near the German embassy at one of the entrances to Kabul’s unofficial Green Zone, a haphazard warren of concrete blast walls and sandbagged check points that has grown up around the diplomatic quarter over the years as the insurgency has intensified. While the sewage tanker carrying the bomb was stopped from entering the zone, it was unclear how such a large quantity of explosives could get through the ring of checkpoints set up around Kabul to protect the capital. A huge crater ripped into the ground at the site of the blast and shattered windows in houses more than a kilometre away were testament to the power of the explosion, which was set off by a bomb concealed in the tanker. Several embassies were damaged and a number of foreigners wounded, but the majority of victims were, as ever in such attacks, Afghan civilians. “Right now, thousands of our
people are in mourning. Why and for how long do we have to suffer this situation?” said shopkeeper Enayatullah Mohammadi. “We want our leaders to ensure security in the country and if they can’t, they should resign.” Deputy Interior Minister Murad Ali said on Thursday that 80 people had been killed and 463 wounded in the attack. The true number of victims may never be known, however. Several guards who apparently stopped the tanker from entering the Green Zone have simply disappeared, according to police. There has been no claim of responsibility but Afghanistan’s National Directorate for Security blamed the Haqqani network, a Taliban affiliate directly integrated into the militant movement, and said it had been helped by Pakistan’s intelligence service. The Taliban have denied involvement. On the streets, however, the main concern was survival. “Every morning when I leave my house, I’m not sure whether I will come back home alive,” said Najibullah Jan, another shopkeeper whose store is located near the blast site.

tOKYO, JuNe 1 (ReuteRs) : Japan launched a rocket carrying a satellite with a local version of the U.S. global positioning system (GPS) on Thursday, which is expected to increase the precision of location information used in smartphones and car navigation system. Japan launched an H-2A rocket which carries the satellite called “Michibiki No.2” from a space centre in Tanegashima, southern Japan. The nation launched the first Michibiki satellite into space
in 2010 on a trial basis and it plans to send two more satellites later this year, according to the Cabinet Office. Once the four satellites are in orbit, at least one satellite will be flying over Japan for eight hours per day. Combining with the U.S. GPS and the Japanese system will enhance the stability of receiving radio waves and increase the precision of position information. The U.S. GPS has a margin of
error of about 10 metres (about 33 feet) but together with the Japanese system positioning error will be reduced to only several centimetres (a few inches). The system is expected to used for such activities as driverless tractors in farming and to help develop automated construction machines. By fiscal 2023 the government plans to have launched a total of seven satellites into orbit and secure Japan’s own GPS system without depending on the U.S. system.
tOKYO, JuNe 1 (ReuteRs): Japan’s navy and air force began a three-day military exercise with two U.S. aircraft carriers in the Sea of Japan on Thursday adding pressure on North Korea to halt an accelerating ballistic missile programme. Japan’s Maritime Self Defence Force has sent two ships, including one of its four helicopter carriers, the Hyuga, to join the U.S carriers, the USS Ronald Reagan and USS Carl Vinson, and their eight escort ships, Japan’s military said in a release. Japanese Air Self Defence Force F-15s are taking part in simulated combat with U.S. Navy F-18 fighters at the same time, the military said. “It’s the first time we have exercised with two carriers. It’s a major exercise for us,” a Japanese military spokesman said. The Sea of Japan separates Japan from the Korean peninsula. The United States sent the warships to the region after a surge of tension on the Korean peninsula over fears the North was about to conduct a sixth nuclear test, or another test in its bid to develop an
intercontinental ballistic missile capable of hitting the mainland United States. Japanese Prime Minister Shinzo Abe has vowed to work with other countries to deter North Korea, which on Monday conducted a short-range ballistic missile test. The missile reached an altitude of 120 km (75 miles) before falling into the Sea of Japan in international waters, but inside Japan’s exclusive economic zone where it has jurisdiction over the exploration and exploitation of maritime resources. The launch followed two successful tests of medium-tolong-range missiles in as many weeks as North Korea conducts tests at an unprecedented pace. North Korea can already strike anywhere in Japan with missiles, raising concern in Tokyo that it could eventually be threatened by a North Korean nuclear strike. Philippine crisis deepens as air strike on rebels kills 11 soldiers
MARAWI/MANILA, JuNe 1 (ReuteRs): An air strike on Islamist rebel holed up in a southern Philippine city has killed 11 government troops, the armed forces said on Thursday, in a major blow to the country’s bid to end its biggest internal security crisis in years. The bombing accident happened on Wednesday when one of two planes bombing rebel positions missed its target in the heart of Marawi City, where ground troops have been battling pro-Islamic State militants holed-up in buildings for nine days. The incident came during what was the first offensive deployment of fixed-wing aircraft in the nine-day opera-
tion, aimed at flushing out the Islamist gunmen who have defied expectations by clinging on through days of ground assaults and helicopter rocket attacks. “Sometimes in the fog of war a lot of things could happen. Accidents happen, like this,” Defence Secretary Delfin Lorenzana told a news conference. “It’s very sad to be hitting our own troops,” he added. “There must be a mistake somewhere, either someone directing from the ground, or the pilot.” The Maute group has been a fierce enemy of a military with superior firepower and greater troop strength. The government is concerned that the group’s brazen
attack and its resilience could strike a chord with the Islamic State leadership in the Middle East and win its endorsement as its Southeast Asian affiliate. The deaths of the soldiers takes the number of security force members killed to 38, with 19 civilians and 120 rebel fighters killed in the battles in Marawi over the nine days. Lorenzana said militants who were Saudi, Malaysian, Indonesian, Yemeni and Chechen were among eight foreigners killed in the fighting, in what experts say is a sign the Philippines may have a major problem on its hands. An exodus of residents from mainly Muslim Marawi started on May 23, when the Maute
rebels ran amok, torching and seizing buildings, stealing police weapons and vehicles, taking hostages, and freeing jailed rebels to rejoin their fight. The military added 21 armoured vehicles and a third battalion of troops to the operation on Thursday to put an end to the occupation. Islamic State flags around Marawi have been spotted by media. Images have been circulated widely on social media of smiling fighters dressed in black attire typical of the group, posing with trophies that include stolen government weapons and armoured vehicles hit
by rocket-propelled grenades. A video posted on the website of Islamic State’s Amaq news agency shows fighters alongside bodies of dead soldiers inside a vehicle. The authenticity of the video and the images on social media could not be independently verified. Military spokesman Restituto Padilla said an investigation would be held to establish how the air force plane killed ground troops. “The risk involved in being a soldier, being an airman, being a sailor, being a marine is very much in the heart of every soldier,” he said. “He knows where we are entering into. Beaten last year by Cleveland’s historic comeback, the Warriors will try to avenge that defeat and get back on top when they face the Cavaliers again, the first time two teams have met three straight times in the NBA Finals. Game 1 is Thursday at Oracle Arena, where the Cavaliers won their first championship last year by becoming the first team to rally from a 3-1 deficit in the finals. The Warriors are back with a more formidable team after adding Kevin Durant, a healthier one after Stephen Curry was banged up last postseason, and not even LeBron James and the Cavs are

It is believed to have been caused by turbulent weather. He was travelling in a Gulfstream G550 jet with his personal assistant and others to Paris for a meeting. The death of Shah Rukh Khan has stunned the Indian diaspora worldwide.” The news led to panic and the actor’s team got frantic calls from well-wishers. judge has ruled against David Mueller, the radio DJ who allegedly groped singer Taylor Swift, and his claims of slander in an ongoing court battle with the pop star. A Colorado court public information officer confirmed the news on Wednesday, usmagazine.com. US District Court Judge William Martinez has now scheduled a nine-day trial on the matter, which will start on August 7 in Colorado. The officer said that the judge threw out Mueller's "claims of slander per se and slander per quod based on the fact that the statute of limitations has run out", adding that "the rest of the case will continue forward". According to previous reports, Swift had claimed in a July 2016 deposition that she felt "violated" after Mueller allegedly touched her inappropriately during a June 2013 meet-and-greet in Denver. Mueller was fired from his job at KYGO radio as a result of Swift's accusations. In September 2015, he sued Swift and claimed her allegations were false and slanderous. Swift countersued for assault and battery a month later, and promised to donate any money she won to charities that benefit victims of sexual assault.

Sunny Leone's plane almost crashed but she's safe

private plane ferrying Sunny Leone apparently 'almost crashed' through bad weather in Maharashtra on Wednesday. The 36-year-old actress was en route Mumbai with her husband Daniel Weber when the plane reportedly made an emergency landing at the Aurangabad airport and the pilot of the five-seater Beechcraft King Air C-90 plane, owned by Surat-based air charter firm Kiaan Airways, decided not to fly further due to deteriorating weather conditions, sources told news agency PTI. Madrid, June 1 (aFP): Atletico Madrid will be unable to sign new players until January 2018 after the Court of Arbitration for Sport (CAS) on Thursday upheld their transfer ban, a move the club said caused "irreparable damage". Atletico and city rivals Real Madrid were barred from registering new players for two transfer windows in January 2016 for irregularities in the signing of foreign players under 18. CAS said its appeal panel had upheld the Atletico ban, but reduced the fine from 900,000 Swiss francs (827,000 euros, $927,000) to 550,000 francs. Atletico "remains banned from registering players both nationally
and internationally for two complete and consecutive transfer periods", CAS said. Both Atletico and Real saw initial appeals rejected by FIFA last September. But CAS reduced Real's sanction in December, allowing the European champions to recruit new players as of this summer. Atletico responded immediately, saying: "This ruling is unfair and causes an irreparable damage to our club." "We consider that the decision to support the prohibition of registering players in a second period, corresponding to the summer of 2017, supposes a comparative disadvantage and discriminatory treatment to our entity, since
recently and in a similar case, the penalty was partially lifted, allowing to register players starting on July 1st," the club said.
