Dimapur, June 2 (mexn): Ministry of Chaplee, NSCN-K in supersession of its earlier order, has assigned Col Isak Sumi to oversee the entire financial operations of Nagaland with exception of Dimapur and Zunheboto district, which have been allotted to the military authority. Informing this, kilonser Starson, ministry of chaplee, in a press statement solicited cooperation from “every concerned quarter” and asked “every stakeholder to not be swayed away by pro-Indian Naga organisations attempting to curtail the Naga sovereignty struggle through multi-pronged tactics including severing off crucial financial resources required for sustaining the legitimate fight.” The release informed that “any individual(s), departments and enterprising economic sectors unwilling to extend obligation may declare its decision through written/sworn affidavit inscribing reasons and address the declaration to the assigned officer in person.” “The NSCN/GPRN may thus keep record and enquire of the fate of such elements even after their retirement from active services,” the release added.
BSNL to offer free roaming services from June 15, 2015

mumbai, June 2 (Dna): BSNL had introduced free night call facilities where calls are allowed free of cost to any operator all over the country between 9 pm to 7 am. State-owned BSNL will offer free roaming services to its customers from June 15, according to a tweet by the Telecom Minister. Ravi Shankar Prasad, Telecom and IT Minister said, “From 15th June BSNL roaming will be free all over the nation.” Reports quote the Telecom minister saying that spectrum sharing and trading policy will go to cabinet this month. The RBI is expected to give the payment bank licence to Postal Department by July or August. BSNL had introduced free night call facilities where calls were allowed free of cost to any operator all over the country between 9 pm to 7 am.

Dimapur, June 2 (mexn): The Union Ministry of Development of North-Eastern Region (DoNER) will explore new initiatives in the field of health and medical care for the North-Eastern Region (NER). Minister of State (Independent Charge) for DoNER, Dr Jitendra Singh said the feasibility of these initiatives either purely as public enterprise or through public-private participation will soon be worked out. Dr Jitendra Singh said many NER States have sought the reinforcement of healthcare and medical facilities. However, there was no final word and it was yet to be decided whether this could be accomplished purely through public exchequer or Public-Private Partnership (PPP) and in case of the latter, a definite module of guidelines
needed to be worked out. Despite nearly half a dozen medical colleges in the region, Dr Jitendra Singh said, the North East is still faced with a huge shortfall of health resources. With increasing health awareness among all sections of society, the need of the hour is not only quantitative supplementation of the services, but also provision for quality healthcare so that patients from the region do not have to travel to long destinations for treatment, he observed. The DoNER minister
said reinforcement of specialized and super-specialized healthcare in the region also held the potential to attract medical tourism from neighbouring countries, thus generating revenue and economic uplift of the region. While seeking to bring the North East closer to the mainstream, DoNER Ministry will also try to make the region a part of pan-India state-of-theart healthcare infrastructure, he added. Being himself a medical professional, Dr Jitendra Singh said he will be open to suggestions and offers from various healthcare agencies from both private as well as public sector.
In the district most affected by HIV/AIDS in Nagaland State, basic testing facilities are giving way. People living with HIV (PLHIVs) require two rounds of tests to confirm the line of Anti-Retroviral Treatment (ART) to be put on. First is the CD4 test that determines the strength of the person’s immune system, and the other a Viral Load test that checks the amount of virus presently in the person’s system. In Dimapur district of Nagaland, the CD4 machine is wearing out, and Nagaland State has no Viral Load machine till date despite being the highest HIV-prevalence State in India (0.88 as of 2012-13). There are four CD4 machines in Nagaland State: Dimapur, Kohima, Mokokchung and Tuensang. The CD4 machine was sent to Dimapur by the National AIDS Control Organisation (NACO) in 2007, informs the person in-charge of the CD4 machine at the Dimapur civil hospital. After 9 long years of running tests, he is sceptical of how long the machine will continue to run. “We do not have enough access to preventive routine checks, and cannot expect regular servicing as people from Kolkata have to be brought to do so,” he says, explaining why the second-hand machine, provided by only one company in India, is difficult to maintain. The CD4 machine has now become unpredictable, often showing tests as ‘failed’. This can go on for weeks till it suddenly becomes operational again. The Cluster of Differentiation (CD4) test determines the immune system status of a patient. It is the marker for doctors to determine if a PLHIV should be put on ART or not. The more delayed the test, the more delayed the response/treatment, greater the chances of co-infection. According to data provided by Nagaland State AIDS Control Society (NSACS), 2175 PLHIVs are on first line ART in Dimapur, while 3 are on second line treatment. Only 11 have been referred to Imphal to give their blood for a Viral Load test, which is actually done in Kolkata. How many of these have been able to afford to go for

the test is unknown, given that a one way shared taxi from Dimapur to Imphal costs Rs. 600. As per the same set of statistics from the NSACS, 20 PLHIVs in Dimapur, in the past 5 years, have developed resistance to the drugs, or experienced treatment failure. With ART doctors in Nagaland reportedly handing out treatment based on judgment instead of tests, the task of prevention and control of HIV in Nagaland is becoming a greater burden. The people in-charge of the CD4 machine in Dimapur have made several pleas to NACO, as well as the State Government to make a budget for this necessary testing equipment, but in vain. A CD4 machine costs about Rs. 25 Lakh. As the NACO provided old CD4 machine falters, with regular delays in sending test kits for the machine, another machine could sort out the problems of machine failure, test kit shortage as well as regular power failure in the State, all at once. The Viral Load testing machine is an approximate Rs. 45 Lakh. Given these expensive state of affairs in the HIV world, the real question is: can the Government of Nagaland ever generate indigenous resources to prevent and control HIV/AIDS? The answer is: it should. The Government of India slashed funding to its HIV program by 22 percent this year. With rising prevalence of HIV/ AIDS in Nagaland, the State has no option but to rely on itself to save its population.

Who’s more corrupt: politicians, First ever post-graduate course police or the local bureaucrats? on the North East from 2016
WaSHinGTOn, June 2 (THOmSOn reuTerS FOunDaTiOn): Worldwide, many citizens have little faith in the integrity of national politicians, ranking them as the most corrupt institutional group followed by the police and local government bureaucrats, a survey showed on Tuesday. In almost half of the 102 countries polled by the Washington-based World Justice Project (WJP), members of parliament or congress were ranked as the most corrupt institutional group. The police were cited as most corrupt in 32 countries and local government officials in 12. Together, the countries surveyed represent 90 percent of the global population. “To find that in most countries peoples’ perceptions of corruption are centered around national politicians rather than local officials is a surprise,” said Juan Botero, executive director of the independent research group. The results were part of the WJP’s wide-ranging annual Rule of Law index, which measures how the rule of law is experienced in everyday life based on nine factors including fundamental rights, order and security, and absence of corruption. Denmark ranked top of the Rule of Law index, followed by Norway, Sweden, Finland and the Netherlands. Bottom of the list were Ven-
ezuela, Afghanistan and Zimbabwe, the same as in 2014. Cambodia was fourth from the bottom this year, falling from 91st place in 2014, and Pakistan was ranked again as fifth from the bottom. Turkey showed the greatest deterioration in the rule of law, falling to 80th place in the 2015 index from 59th last year. Fewer checks on government power and a decline in freedom of the press and assembly were among the factors accounting for its lower ranking, WJP said. Governance experts say confidence in political leadership is crucial in building just and equitable societies. “Effective rule of law helps reduce corruption, alleviate poverty, improve public health and education, and protect people from injustices and dangers large and small,” said William H. Neukom, WJP founder and CEO in a statement. “Wherever we come from, the rule of law can always be strengthened.” A U.N. global online survey taken by 7.5 million people to date put “an honest and responsive government” as the fourth priority behind a good education, better healthcare and better job opportunities. The result has provided momentum for anti-corruption measures to be included in new development goals that world leaders are set to adopt in September, campaigners say.
Dimapur, June 2 (mexn): As yet another new initiative to bring mainstream India closer to the North-East Region (NER), the first ever Post-Graduate Course in Northeastern Studies will be introduced from next year. According to a Press Information Bureau (PIB) release, the Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), Dr Jitendra Singh said this after a detailed briefing by Vice Chancellor of Jamia Millia University, Prof Talat Ahmad and Director, Centre for North East Studies and Policy Research, Prof Sanjoy Hazarika. While complimenting the Jamia Millia authorities for this initiative, Dr Jitendra Singh said an institutionalized study and research on North East India will provide inputs for professionals and policy makers on key issues relating to the region and thus help create a bridge between the policy making desk and the realities on the ground. Dr Jitendra Singh said ever since he was given the charge of Ministry for Development of North Eastern Region, he noticed that everyone talked about bringing the NER closer to mainstream India, but hardly anyone spoke of bringing mainstream India closer to the Northeast. The new initiative will, therefore, make up for this missing link in a big way, he added. Vice Chancellor, Prof Talat Ahmad informed that while the Optional Papers for the Northeastern Studies for Post-Graduate students will start from the current session, the University plans to start a full-fledged Master’s Degree in Northeastern Studies from the next session. He said the curriculum of the course will be comprehensive and cover diverse aspects of North East India including history, geography, heritage, and current affairs. Meanwhile, starting from the forthcoming semester beginning August 2015, Jamia Millia Islamia University, New Delhi will start an “Option Paper” in Northeastern Studies for students undertaking exam for Masters Degree in the University, Dr Jitendra added.

‘Clean energy supply to all parts of State very soon’
Kohima, June 2 (mexn): “We will be drafting out plans to disseminate clean energy supply to all parts of the state very soon,” Parliamentary Secretary for New & Renewable Energy (NRE) Toyang Changkong Chang disclosed today while addressing the officials of NRE department on June 2. He added that to actualize this plans and policies the department should be proactive ready with the energy policies of demand reduction, demand response and distributed energy. “New and Renewable Energy is a vital department of the government. Renewable fit into our vision for a sustainable energy and climate future. It shares the responsibility of reducing energy consumption competing with the usage of fossil fuels and devastating greenhouse gas emissions, giving solutions with an environment friendly and cost effective

Chang viewed that Renewable energy should take centre stage to unlock and bridge the gap of the energy needs till the grassroot level working hand in hand with the community. “It should be people oriented. With crimes related to social networking, online lottery, online job, ATM Fraud etc. being most prevalent, Police cannot fight these crimes alone and need help and cooperation from the public. In a recent Cyber Crime-ATM Theft, which happened in Nagaland, one Mr. X received calls from some people posing as SBI representatives. The victim was asked to provide his personal and confidential details such as his account number, ATM card number, the secret PIN etc so that his account could be updated, to which he readily obliged. Using his ATM details, online transactions worth Rs. 80,000 were done by these fraudsters and this victim had absolutely no knowledge until he was informed by his bank about the numerous online transactions. The above case is just one of the many. Therefore, the public need to be vigilant and aware of the precautions so that they do not become victims of such crimes. Some common ATM theft frauds: Phishing: Representing your bank, a scammer may send you an email/ SMS or give you a call saying that you need to update your account information. They may ask for your card number /secret PIN or some other personal and confidential details. Any such e-mail/SMS or phone call is an attempt to fraudulently withdraw money from your account through Internet Banking. Never respond to such email/SMS or phone call. The Lebanese Loop: A blocking device is inserted into the card slot of the ATM machine. Unwittingly, you place your card into the machine and enter your PIN. Someone nearby watching you enters your PIN number and steals your money. Card Skimming: Skimmers are devices added to ATM machines to capture your card’s information, including your account number, balance, and PIN number. Shoulder Surfing, Fake PIN Pads, and Even Fake Machines: Thieves mount a wireless video camera inside the ATM area. Once the scammers have your number, magnetic strips are easy to make and thieves are able to easily reproduce ATM
cards.
Cash Trapping: Similar to the Lebanese Loop where a thin sleeve traps your card, this time your cash is trapped by a sleeve or device slipped inside the cash dispenser. Your transaction will operate normally, but you won’t receive the cash you’ve withdrawn. Tips to help you protect yourself from ATM Theft: • Develop the habit of using the same ATM machine for your transactions. Become familiar with it and be able to recognize changes to the machine. • Use ATM machines inside banks rather than on the street (where they’re easier for thieves to access). • If you’re visiting an unfamiliar ATM machine that is not inside a bank, examine it carefully for devices. Card or cash trapping devices need to be glued or taped to the card reader or cash dispenser. Look for ‘extra’ cameras beyond the basic and generally obvious ATM security camera. • Never rely on the help of strangers to retrieve a confiscated card. • Never use an ATM machine when other people are lingering. Don’t allow others inside the ATM booth when you are using your ATM Card. • Report confiscated cards immediately. If you can, don’t leave the machine. Instead call the bank from the ATM where your card was taken using a cell phone. • Don’t use ATM machines with extra signage or warnings posted on the machine. • Never follow a link in a supposed bank email notice. The Nehru Yuva Kendra Sangathan (NYKS) on behalf of the Ministry of Youth Affairs and Sports, Government of India organized the Festival, under the theme ‘Youth for Environment Heritage & Culture.’ With contingents from the eight North East States, NYKS volunteers, delegates from other states about 2100 youth delegates are participating in the three days festival. Nagaland team, comprising the largest contingent to festival, represented by the Department of Youth Resources & Sports, NSS and NYKS Nagaland participated in all competitive and noncompetitive events. Mizoram begins Bru repatriation AIzAwl, June 2 (PtI): With identification of bonafide residents of Mizoram beginning at the Kaskau relief camp today, the resumption of the process of repatriation of Brus from the six relief camps in north Tripura officially began today. Mizoram-Tripura-Bangladesh border Mamit district DC Vanlalngaihsaka expressed hope that the identification process would go smoothly to ensure that the actual repatriation would commence from next Monday. The state government planned to repatriate over 20,700 people belonging to 3,455 families this time around.
Warrant against Swamy issued SIlChAr, June 2 (tnn): A court in Assam's Karimganj district issued a non-bailable arrest warrant against senior BJP functionary Subramanian Swamy on Monday for failing to honour a summons issued on March 19. Swamy was reportedly summoned following a complaint filed against him for saying mosques were not a religious place in an inflammatory address. Mizoram mulls prosecuting smokers AIzAwl, June 2 (PtI): Mizoram Chief Minister Lal Thanhawla today said the state government has been contemplating on giving powers to the police to arrest and fine those who smoke in prohibited places. Speaking at a function in Aizawl on the observation of the World No Tobacco Day, Lal Thanhawla said the government was mulling giving authority to all ranks of the police to prosecute smokers who smoke in public places. He lamented that 67 per cent of the people of Mizoram were using tobacco and tobacco products resulting in the state having the shameful distinction of being the highest incidence of cancer in the country.

Minister Manik Dey said the state government has been demanding direct bus service between Tripura and other northeastern states and Kolkata through Bangladesh for a long time for easy movement of people from the region. "Since March 2010, a series of meetings were held between the officials of the ministries of external affairs and road transport and highways, and Tripura and West Bengal governments and other organisations," Dey said. "Currently, the Agartala-Dhaka and DhakaAgartala bus services are being run for four days a week and the periodicity is likely to be increased due to the demand of the Kolkatabound passengers," a Tripura transport department official said. The Agartala-Dhaka bus service started in September 2003. The KolkataDhaka bus service was introduced in July 1999. The BRTC, TRTC and the West Bengal Surface Transport Corporation are now operating the Agartala-Dhaka, and KolkataDhaka bus services. Transportation via Bangladesh is much easier as road connectivity is a big factor for the mountainous northeastern states which share boundaries with Bangladesh, Myanmar, Nepal, Bhutan and China.

Allegedly, Krittika Das, a student of class IV was administered vaccine of Japanese encephalitis at her school Devipur HS as part of nationwide vaccination on May 25 last. As per guideline the children should to get vaccine if they have any illness or symptoms along with other mandatory instructions. Krittika was suffering from fever on the day when she was given the vaccine in the school. She informed the teachers about her illness but they still went ahead with it, victim's father Ratan Das alleged.
In the FIR, Das alleged that after getting vaccine her problem became multiple including stomach upset and convulsion. She was shifted to local hospital and later referred to Tripura Medical College Hospital after two days. But there also she did not respond to the treatment and was finally shifted to Agartala Govt Medical College on May 30. She expired in the hospital on June 1, the family alleged. They accused two multipurpose health workers Promod Bhowmik and Purnima Pal and both the head teachers of morning shift and noon shift of the school Nirmal Ch Das and Lipika Chakraborty respectively. Police said they have started investigation but there is no arrest yet.

"The Assam Government has decided to constitute the 7th Assam Pay and Productivity Pay Commission 2015," an official release said. The Commission would submit its report as soon as practicable, but preferably within 15 months from the date of its constitution, it said.
The release said the Commission would look into the principles that govern the structure of emoluments and service conditions of state government employees. "It will also examine existing amenities given to state government employees like age superannuation, medical benefits, daily allowance etc and such other concerned issues referred to it by the state government," it added.

India’s central bank marginally lowers lending rate
MuMbai, June 2 (ianS): Giving in to overwhelming demands for an easing of the monetary policy, the Reserve Bank of India (RBI) on Monday lowered its short-term lending rate by 25 basis points in a move that could potentially reduce the cost of borrowings on personal and corporate loans. In his bi-monthly monetary policy review for the current fiscal year at the RBI headquarters here on Mint Street, Governor Raghuram Rajan said the repurchase rate has been lowered to 7.25 percent on the basis of an assessment of the current and evolving macroeconomic situation. Prior to the review, the repo rate -- the interest rate which the central bank levies while lending short-term funds to commercial banks -- stood at 7.5 percent. “Consequently, the reverse repo rate under the liquidity adjustment facility (LAF) stands adjusted to 6.25 percent and marginal standing facility (MSF) rate
and the bank rate to 8.25 percent,” the governor said. The cash reserve ratio (CRR), the quantum of funds commercial banks have to keep in the form of cash or government bonds, has been left unchanged at 4 percent of deposits. “Our policy is neither too conservative, nor too aggressive -- but just right for the given moment,” Rajan said at a post-review press conference, and made it clear that he would like to see the commercial banks passing on the rate cuts down the line. Thus far in this calendar year, the Reserve Bank has cut its lending rate by 75 basis points. But for this to translate into lower interest rates for personal, housing, automobile and corporate loans, commercial banks also have to initiate such an action. As soon as the statement was updated at 11 a.m., the sensitive index (Sensex) of the Bombay Stock Exchange (BSE) took a dip of over 200 points. At that point,
the intra-day fall was as much as 450 points. Half an hour later, the index was ruling with a loss of 360 points or 1.3 percent. Giving the reasons for the policy stance, Rajan said plans for lower food output needed to be in place, global financial markets were volatile, factory output was recovering unevenly, services sector was emitting mixed signals, fuel inflation was up, exports were down and liquidity had improved. In the calendar year thus far, the central bank has twice cut the repo rate over two unscheduled monetary policy reviews -- in January and March, bringing it down to 7.5 percent. But during the scheduled reviews in February and April, no changes were effected. In April, Rajan said banks have to pass on the previous rate cuts, and dismissed claims that cost of funds remained too high. At Tuesday’s press conference, Rajan said banks had slowly start-
ed to lower interest rates, but the pace was not fast enough. Ahead of the policy update, while the underlying expectation was for a 25 basis points cut in the lending rates, stakeholders hoped the RBI would spring a surprise by lowering its interest rate by 50 basis points. Rajan said that the central bank will keep an eye on how monsoon progresses and the steps taken by the government to mitigate its negative effects. “There have been El Nino in the past as well, like the deficient rainfalls in 2002-03, but the prices were stable and kept under control due to the government’s steps,” Rajan said. “There are ways in which the government can step in, like buffer stocks or imports of commodities such as pulses,” Rajan said. The inflation levels for January 2016 have also been hiked to six percent from an earlier estimate of 5.8 percent. On the revival of investment demand, he said there is a need
for “unclogging” of stalled investment projects, stabilising of private new investment intentions, and improving sales of commercial vehicles. “Industrial production has been recovering, albeit unevenly. The sustained weakness of consumption spending, especially in rural areas as indicated in the slowdown in sales of two-wheelers and tractors, continues to operate as a drag. Corporate sales have contracted,” Rajan said. He said the “disappointing earnings performance” could have been worse if not for the decline in input costs. The governor added that the first set of new banking licences will be issued by August, taking the number of such private financial institutions operating in the country to more than 12. India’s central bank has licensed 12 banks in the private sector in the last two decades, of which 10 were licensed on the basis of guidelines issued in January 1993.

new Delhi, June 2 (ianS): The frequent call drops which mobile phone users face today may soon invite a penalty for service providers, Communications and IT Minister Ravi Shankar Prasad said on Tuesday, while announcing free roaming facility by the state-run national telecom provider BSNL from June 15. The minister, talking to media persons on the completion of one year of Prime Minister Narendra Modi’s government, said the issue of net neutrality was being discussed internally in his ministry and a final decision will be taken soon by the union cabinet. “Call drops need to get minimised. We are in discussion for a structure to incentivise or disincentivise it,” Prasad said, when asked what the government was doing to check this irritant. The minister said there were many ongoing campaigns regarding the adverse impact of mobile tower radiation. “If someone comes to me with a problem, I am ready to look at it....” But he mentioned that if people complained about the ill-effect of mobile towers and asked for pulling them down, then they should not be complaining about call drops as both things do not go hand-in-hand. In April 2015, India crossed over 100 crore telephone connections. Prasad mentioned that BSNL has installed 15,000 new towers in one year to do away with call drops. Talking about the controversial net neutrality issue, the minister said the committee set up by the Department of Telecom has submitted reports to the government. “The final decision on it will be taken by the government and the cabinet.” He said BSNL’s revenue grew by 2.1% in 2014-15 reversing the trend of negative growth in previous years. The state-run service provider also added 47 lakh active subscribers during that period. BSNL and MTNL have launched unlimited free local calls from landlines to any landline or mobile during night hours effective from May 1, 2015. Listing the achievements, Prasad said foreign direct investment in the telecom sector had topped $2.85 billion in 2014-15 and that this was the highest in recent years -- $1.31 billion in 2013-14, $304 million in 2012-13, $1.99 billion in 2011-12 and $1.66 billion in 2010-11.

new Delhi, June 2 (ThoMSon ReuTeRS FounDaTion): Governments must address human trafficking and slavery in a global development pact later this year, Nobel Peace Laureate Kailash Satyarthi said on Monday, warning that the credibility of humanity was at stake if countries failed to deliver. United Nations member states aim to agree in September a set of Sustainable Development Goals (SDGs)- targets for making progress and reducing inequality in areas such as poverty, health, education, women’s rights and climate change by 2030. But campaigners like Satyarthi say there is an urgent need for the agreement also to tackle trafficking - the buying and selling of millions of people, many of whom end up in bonded labour as prostitutes, domestic or agricultural workers. “The SDGs are going to be the future framework for development and the guiding document for development at country level and globally,” Indian-born Satyarthi, who was jointly awarded the 2014 Nobel Peace Prize with Pakistani schoolgirl Malala Yousafzai, told the Thomson Reuters Foundation in an interview. “And that’s why we cannot miss the very clear mention against slavery. We have been campaigning for quite some time that there should be explicit language to abolish slavery ... the credibility of humanity and the value of freedom in the world is at stake.” Some 36 million people are enslaved worldwide - trafficked to brothels, forced into manual labour or victims of debt bondage - a global index on modern slavery showed in October last year. Satyarthi, whose charity Bachpan Bachao Andolan (Save the Childhood Movement) is credited with rescuing more than 80,000 enslaved children, said that including trafficking in the final SDG document would force governments to put in place anti-trafficking policies and earmark funds to support them. Pope Francis and others, including British antislavery commissioner Kevin Hyland, have echoed his demands. Despite being illegal, human trafficking and bonded labour have worsened in the last 15 years as cheap transport, the internet and globalisation have enabled criminals to move people easily for the purposes of exploitation, campaigners say. Satyarthi said all he wanted was for the agreement to call explicitly for action against slavery and trafficking, saying these were minor additions to the text that it was not too late to demand. “I know that you cannot delete many things from the final draft of the SDGs. So you can play with some words here and there, to be very practical and pragmatic,” he said, admitting that most governments did not consider it a top priority. “So we have to find strong allies in the governments - even for two or three words to be incorporated into it.” The 61-year-old follower of Gandhi said he had been lobbying U.N. Secretary-General Ban Ki-moon, U.S. President Barack Obama and other world leaders to back his effort to ensure that slavery was addressed in the SDGs. “I have brought this issue to President Obama very specifically and he agrees in principle that this is a very serious issue. So I have asked him to support it when it comes in September,” Satyarthi said. “I’ve also spoken to a number of world leaders. So far, nobody is saying no to it, but the real test will come in September. This is something which can be done. I am quite hopeful about it.”

Minister for PWD (R&B), Y. Vikheho Swu, today challenged toppers to scale higher levels as merely standing amongst the topper is not the end. He was speaking at the Pughoboto Sub-Divisional Planning and Development Board (SDPDB) felicitation programme for top position holders in HSLC and HSSLC examinations from Pughoboto area. Swu, who is also the chairman of the Pughoboto SDPDB, stated that students from the area have been doing fairly well in HSLC and HSSLC exams while even the government high schools are also performing well. He expressed hope that more students would come out in flying colours in the near future. The Minister also handed over cash award of Rs. 10,000 with citation to the toppers.
The HSLC toppers are Kitoka V. Assumi, Top 4 of Don Bosco School, Kohima, and Tolino Chishi, top 6 from Little Flower HSS, Kohima. Kivi Swu of Little Flower HSS Kohima – subject topper in I.I. Technology (100 marks), and Iholi Swu of Ruzhukhrie GHSS Kohima – highest percentage achiever among Government schools in Kohima district, were also felicitated. The HSSLC topper from the area was Lovitoli Lohe (Top-10), commerce student from Baptist College Kohima. Swu said that plans are being made to construct various roads from Pughoboto with different areas so that people can utilise the route through Pughoboto to reach the State Capital. On Clean Pughoboto Village Award, Swu clarified that the award of Rs. 5 lakh will not be for distribution amongst the individual household but should be utilised for infrastructure development for common benefit of the recipient village. The award would be given away during the 2nd Thuwu-Ni Pughoboto to be held in November. Swu said that the Clean Pughoboto Award has been initiated as part of Prime Minister Narendra Modi’s ‘Swacch Bharat – Clean India’ Mission.

Butchers Union Kohima. KMC administrator Kovi Meyase in a press release stated that butchering of the Halal beef should be confined to the vicinity of the Muslim mosque or butchers’ house only. In the event of the violation of the order, defaulters will be arrested and meat will be confiscated, the release said. Further, the administrator directed all such butchers to obtain special permit from the KMC office within 7 days without which, such activities will be prohibited.

Under the theme, “Where Intellectuals Meet” the PGSU held its 13th Annual Literary day with LL Doungel, DGP as the Chief Guest and AP Chophy, Accountant General, Nagaland as the guest of honor. Stressing on being an intellectual, Chophy exhorted the students that to be an intellectual is to be socially aware and give back solutions to the society’s problems. learn something new and improve themselves, Chophy also added that once the students move forward in life, their approach in life and society changes and reverses. Chophy stated that the approaches will be different from what was learned in their academics and further emphasized on ‘questioning the answers’ and the importance of communication skills. “Know your rights. Know what rightfully belongs to you. Unless you are well-informed, you will not
know what rightfully belongs to you,” added Chophy, who also urged the students to be informed about others and also the importance of questioning the government and its inefficiencies. “The biggest failure in life is someone who does not try. You don’t even know if you’re a success or a failure unless you try. Be achievers in life. Be a success,” he concluded. Focusing on the Nagaland Total Liquor Prohibition Act, the debate topic of the Literary Day,
LL Doungel posited on the moralistic view and the need of evaluation of the Act. Terming the initiation of the Act as a noble cause where Christians felt that substance abuse should not be allowed in the State, Doungel lauded the pioneers who took the cause as a responsibility to protect their people from substance abuse. However, it is worthwhile to evaluate, stated Doungel, who viewed that despite the Act, substance abuse, domestic violence still persist
in the State and stressed on the importance of analyzing the implementation. “To take a very moralistic view, to mount to a higher ground, without actually evaluating should be unrealistic,” said Doungel. He also pointed out the need to address the root source which ‘begets more question than answer’ and the need of an honest scrutiny of the act without being shy or provocative and bring it down to a level where it is implementable. He further encouraged the students to build an opinion and convey it across in the Naga society. The formal session was chaired by Neiphrenuo Viluo and invocation prayer by Ramhia followed by the presidential address. A special number was presented by Kethosenuo Medoze, Social Cultural Secretary, PGSU. In the literary competitions, a debate on the Nagaland Liquor Total Prohibition Act was held along with competitions in Fancy dress, Extempore, Solo and Choir.

The need for Evolving Quality Education
Quality Education is one that facilitates ‘communication’ with the lived experiences.
E
ducation is a lifelong process of self enlightenment which is foundational to comprehend the phenomena of things occurring in our everyday lives and to positively transform an individual and the society at large. This calls for the presence of a vibrant education system that delivers quality education. Education in Nagaland is generally perceived as the pursuit of good grades and a ‘pass’ to socially accepted careers. This definitely creates a disillusioned rivalry of scoring the highest marks. Towards this promotion, is a dull and rigid curriculum that seeks to impart basic knowledge in different subjects and areas of study. This lack of flexibility is a stumbling block that closes the door to creativity and innovation and thereby potential skills and talents endowed in the students can never develop. Quality education is one that seeks to inculcate students with abilities required to develop sustainable live skills and one that is directed at an all round development. This can never develop by rigidly sticking to the written texts which will only result in students accumulating spoon fed knowledge and may not find practical application but a reproduced education with validity till the next exam for the pleasure reading of the teachers and good grades to the satisfaction of the parents. Imparting quality education requires the presence of an intellectually stimulating and interactive environment, resources and facilities so as to implant the desired content that are required for a productive transformation of an individual. What is needed is a well researched curriculum that can open up their minds to imagination and broaden their creative and analytical faculties. If education system so designed is not able to communicate with the lived experiences, it will only result in producing mechanised students. A curriculum that is designed to produce quality education should be student-centric so that a student can relate it to oneself and the things happening around the world and beyond. Only an imaginative curriculum can create room for experimental and practical approaches making education and learning more interesting and engaging. Not only are the students affected by grading but also the schools, colleges and universities. The fulfillment of certain technical criteria’s to acquire the desired grades should not be the only defining parameter that makes for a good school, college and university just for the records. Also, with the semester system in place, it may ease the ‘burden’ of the students and also allow them to score better. But for ensuring quality education, it is the curriculum that needs to evolve beyond conventional system which is somehow not pragmatic. This is reflected in the growing number of Arts students. Sadly, there is an inclination towards easy way learning which does not in any way augur well in preparing for the varied career opportunities. The fear created by traditionally ingrained notions that maths and science are difficult subjects needs to be dispelled. Such attitude becomes a stumbling block that limits the various career options when it comes to choosing one. The way out is to make every subject more practical, engaging and pleasurable. The onus is on the teachers to ‘disturb’ their minds. The present education system is trying to evolve through the incorporation of certain changes and innovative teaching but much more is left wanting, beginning with a well researched curriculum that is student centric, practical in its approach, a system of knowledge that is not discriminatory and well-balanced, and one that open the doors towards enlightenment and acquisition of like skills. Until then, and for the times to come, we will be confronted by an unrealized reality of slowly becoming ‘redundant’ beings in today’s fast evolving world. No Smoking Zone

hina's capital began imposing the country's toughest ban on smoking in public places on June 1 in hopes of stemming a looming health crisis in a society where smoking remains a nearly ubiquitous part of dining, social events and life in general. Smoking in Beijing is now prohibited in all indoor public places, including offices, shopping malls and airports, as well as at outdoor stadiums, school grounds and public parks. Beijing's main airport terminal will close its three smoking rooms. Fines for violators have been raised to 200 yuan ($32), up from the 10 yuan ($1.60) charged under the former partial ban, and for the first time owners of restaurants and other businesses are responsible for ensuring compliance and can face fines up to 10,000 yuan (about $1,600) if they fail to do so. While members of the public generally expressed support for the ban Monday, it remained to be seen how uniformly the new rules would be heeded and enforced. "Of course (smoking) influences our health because secondhand smoking is more damaging than smoking," said Xu Jiawen, a housewife and the mother of a 4-month-old baby. "I think it's best for everyone to stop smoking in public places." The World Health Organization says that 300 million Chinese smoke, including about half of all men, and that 740 million Chinese are exposed to secondhand smoke. The group says lung cancer kills more than 1.3 million people in the country each year — a third of the global total. Other cities have issued partial smoking bans and cigarette sales to minors are technically forbidden, although enforcement has been spotty at best. China had long been reluctant to fully crack down on smoking, partly because of the tax revenue that cigarette sales bring in. However, official attitudes have evolved along with the realization that the public health costs far outstrip tobacco's contribution to the public purse. Amid worsening pollution and growing affluence, cancer is now the leading cause of death in China, with lung cancer at the head of the list. Beijing, meanwhile, has been seeking to promote civilized behavior on a par with its aspirations to become a major world capital. Smoking in public places is seen by many as a drag on quality of life, alongside complaints over heavy traffic, line-jumping and the city's notorious air pollution. While many restaurants appeared to be enforcing the new rules and more than the usual amount of people could be seen going outside of buildings to smoke Monday, enforcement seemed to be nonexistent at one downtown coffee shop, where smokers continued to puff away. World Health Organization anti-smoking expert Angela Pratt said that, if properly enforced, the smoking ban could help change the general acceptance of smoking as routine. "That's what we have seen all over the world when strong smoke-free laws are adopted and there is strong enforcement effort. The social norms changed," Pratt said. Tobacco shop owner Sun Jinhua said he expected the ban would cut into his business and convince more smokers to quit. "Many of my old customers want to quit smoking because there is nowhere to smoke," Sun said. However, along with the general tolerance of smoking, the habit is supported by low taxes that keep the price of cheaper brands at as little as $1 per pack. At around 43.4 percent, China's cigarette tax is almost 20 percent less than the rate in Japan and Singapore, two Asian countries with high rates of smoking. According to the official Xinhua News Agency, more than 50 million cartons of cigarettes were sold in China last year, an increase of 37 percent over the previous year.

When nonviolent action is the last resort Against a repressive government, nonviolent action can often be more effective than violence. A new book surveys how the switch from armed to nonviolent resistance can occur
I
magine that you live in a country with a repressive government, such as South Africa under apartheid or Burma under the generals. You are part of a resistance movement, seeking to overthrow the government or to obtain independence for your oppressed people. What is the best way to go about it? Diplomatic efforts, education, protest, noncooperation or armed struggle? Research shows that a movement using primarily nonviolent action — methods such as rallies, strikes, boycotts and alternative government — is more likely to be effective than armed struggle. So you choose to join a nonviolent movement. So far so good. But there’s a complication. There’s already an active armed movement with the same goals as you, and you think this movement’s violent acts are hurting the resistance. The government calls them ‘terrorists’ and uses their violence as a pretext for arrests, torture, killing and removal of freedoms. Your nonviolent movement is paying part of the price. So you set yourself a task. You want to convince members of the armed opposition to switch to a strategy built around nonviolent action. How do you go about it? If you are academically inclined, you should immediately consult a new book edited by Véronique Dudouet titled Civil Resistance and Conflict Transformation (Routledge, 2015). The term ‘civil resistance’ means nonviolent action and ‘conflict transformation’ means changing the nature of the conflict from one form to another. The subtitle is more revealing: Transitions from armed to nonviolent struggle. Dudouet has found authors to write on eight prominent contemporary cases in which movements have switched from armed to nonviolent methods: Western Sahara, West Papua, Palestine, South Africa, Chiapas, Colombia, Egypt and Nepal. Few of these stories are known to the wider public. Perhaps only the struggles in Palestine and South Africa are familiar through the mass media, and even in these cases the transition from armed to nonviolent methods is little known. So here is a valuable compendium of insights about a crucially important process that has escaped the notice of scholars and members of the public alike. The first important insight is that nonviolent action can be a method of choice for resistance struggles. The usual assumption until now has been that armed struggle is a last resort, to be undertaken when other methods don’t work, or when the regime is so repressive that nonviolent action can’t possibly be successful. Throw this assumption out the window! A replacement assumption is that there is no such thing as a last resort, but instead that different approaches need to be examined on their merits in particular circumstances. Sometimes, indeed often, armed struggle fails and movements gain by shifting to nonviolent struggle. No doubt there are cases in which movements can benefit by shifting to conventional politics; they would be the topic for a different book. The second insight from Dudouet’s book is that transitions from armed to nonviolent struggle are nearly always complex and messy. It’s possible

t the 1996 World Food Summit (WFS), heads of government and the international community committed to reducing the number of hungry people in the world by half. Five years later, the Millennium Development Goals (MDGs) lowered this level of ambition by only seeking to halve the proportion of the hungry. The latest State of World Food Insecurity (SOFI) report for 2015 by the Rome-based Food and Agriculture Organization (FAO), World Food Programme and International Fund for Agricultural Development estimates almost 795 million people—one in nine people worldwide—remain chronically hungry. The number of undernourished people—those regularly unable to consume enough food for an active and healthy life—in the world has thus only declined by slightly over a fifth from the 1010.6 million estimated for 1991 to 929.6 million in 2001, 820.7 million in 2011 and 794.6 million in 2014. With the number of chronically hungry people in developing countries declining from 990.7 million in 1991 to 779.9 million in 2014, their share in developing countries has declined by 44.4 per cent, from 23.4 to 12.9 per cent over the 23 years, but still short of the 11.7 per cent target. Thus, the MDG 1c target of halving the chronically undernourished’s share of the world’s population by the end of 2015 is unlikely to be met at the current rate of progress. However,
some sense of this potentially confusing diversity, Dudouet asks each contributor to examine factors relevant to understanding the transition. At the level of the movement pushing for social change, two factors are the role of the leadership and the negotiations and struggles within the movement itself. At the level of society, factors include pressures from allies, the possibility of building coalitions, learning from campaigns by other groups, and competition with other movements. Then there are factors at the level of the country, such as state repression and inducement, and international factors, such as allies, emulation and acquisition of skills. Each of the contributors followed this framework, with the result that the book as a whole has an exemplary level of coherence. If you are looking for an understanding of the transition dynamics in a particular country, such as West Papua or Nepal, you can turn to the relevant chapter. If you are looking to understand the transition process more generally, Dudouet’s introduction and conclusion serve as admirable guides. In some cases, the actions of western governments have served to undermine transitions to unarmed resistance. The US government, for example, continued to classify groups in Egypt and Western Sahara as terrorist many years after they had rejected armed struggle. Dudouet, in drawing some conclusions, notes that policy-makers should better recognise the possibility of transitions and support them. This, however, assumes that western governments actually prefer opposition movements to be nonviolent. If nonviolent movements are more effective, perhaps some governments intuitively prefer to provoke violence because this plays into the government’s hands, justifying its own superior violence and strengthening its grip on power. Although in some cases, most prominently South Africa, western governments supported a push for change, governments were often the last to join the campaign. Perhaps in the future, when many more cases have been studied and frameworks for understanding transitions have been refined, there will be a simple guide on the vital topic of movements switching from armed to nonviolent strategies. For now, Civil Resistance and Conflict Transformation is the essential source. Let’s switch to one more likely to be effective.” Actually, a couple of the cases studies start something like this. In Egypt, the leaders of the Islamic Group (IG) decided to change their methods. However, they didn’t say this was because armed struggle wasn’t working. They actually provided sophisticated theological justifications. Furthermore, a movement doesn’t suddenly change its approach on the say-so of leaders. IG leaders embarked on a systematic process of talking to the rank and file, explaining and justifying their decision and eventually persuading most movement members. However, this was just one of several paths to nonviolent struggle. In Mexico, the Zapatistas grew out of an armed movement and fully expected that when they launched the rebellion in Chiapas on 1 January 1994, people across the country would rise up and overthrow the Mexican government. Of course it didn’t happen. The Zapatistas received great support from within Chiapas and also, unexpectedly, from sympathisers throughout the world. Within a matter of days, pressures from the base — the people in Chiapas — pushed the Zapatistas to change to a nonviolent strategy: they retained their arms but did not use them. What is striking in this case is the pragmatism of the Zapatistas: seeing the response of their local and international constituency, and the lack of a countrywide insurgency, they promptly jettisoned their beliefs about the necessity of armed struggle, grounded in Marxism-Leninism, and adopted beliefs grounded in nonviolent action and local empowerment. As Guiomar Rovira Sancho, author of the chapter on the Zapatistas, puts it: The Zapatista uprising encountered immense support, which gave rise to an extensive solidarity network. It was evident that the armed strategy put all civil allies at risk and that, at the military level, the correlation of forces, once the moment of surprise was over, was totally negative for the EZLN. Their only way to survive was to take advantage of the support coming from civil society and to continue their struggle through negotiation and political means. (p. 144)

Progress uneven Overall progress has been highly uneven. All but 15 million of the world’s hungry live in developing countries. Some countries and regions have seen only slow progress in reducing hunger, while the absolute number of hungry has even increased in several cases. By the end of 2014, 72 of the 129 developing countries monitored had reached the MDG 1c target — to either reduce the share of hungry people by half, or keep the share of the chronically undernourished under five per cent. Several more are likely to do so by the end of 2015. Instead of halving the number of hungry in developing regions by 476 million, this number was only reduced by 221 million, just under half the earlier, more ambitious WFS goal. Nevertheless, some 29 countries succeeded in at least halving the number of hun-
gry. This is significant as this shows that achieving and sustaining rapid progress in reducing hunger is feasible. Marked differences in undernourishment persist across the regions. There have been significant reductions in both the share and number of undernourished in most countries in South-East Asia, East Asia, Central Asia, Latin America and the Caribbean—where the MDG target of halving the hunger rate has been reached. While sub-Saharan Africa has the highest share of the chronically hungry, almost one in four, South Asia has the highest number, with over half a billion undernourished. West Asia alone has seen an actual rise in the share of the hungry compared to 1991, while progress in sub-Saharan Africa, South Asia and Oceania has not been sufficient to meet the MDG hunger target by 2015.

Efforts need to be stepped up Despite the shortfall in achieving the MDG1c target and the failure to get near the WFS goal of halving the number of hungry, world leaders are likely
to commit to eliminating hunger and poverty by 2030 when they announce the post-2015 Sustainable Development Goals (SDGs) at the United Nations in September. To be sure, there is enough food produced to feed everyone in the world. However, hundreds of millions of people do not have the means to access enough food to meet their dietary energy needs, let alone what is needed for diverse diets to avoid ‘hidden hunger’ by meeting their micronutrient requirements. With high levels of deprivation, unemployment and underemployment likely to prevail in the world in the foreseeable future, poverty and hunger are unlikely to be overcome by 2030 without universally establishing a social protection floor for all. Such efforts will also need to provide the means for sustainable livelihoods and resilience. The Second International Conference of Nutrition in Rome last November articulated commitments and proposals for accelerated progress to overcome undernutrition. Improvements in nutrition will require sustained and integrated efforts involving complementary policies, including improving health conditions, food systems, social protection, hygiene, water supply and education. Holding Your Breath in India

OR weeks the breathing of my 8-year-old son, Bram, had become more labored, his medicinal inhaler increasingly vital. And then, one terrifying night nine months after we moved to this megacity, Bram’s inhaler stopped working and his gasping became panicked. My wife called a friend, who recommended a private hospital miles away. I carried Bram to the car while my wife brought his older brother. India’s traffic is among the world’s most chaotic, and New Delhi’s streets are crammed with trucks at night, when road signs become largely ornamental. We undertook one of the most frightening journeys of our lives, with my wife in the back seat cradling Bram’s head. When we arrived, doctors infused him with steroids (and refused to provide further treatment until a $1,000 charge on my credit card went through). A week later, Bram was able to return home. When I became a South Asia correspondent for The New York Times three years ago, my wife and I were both excited and prepared for difficulties — insistent beggars, endemic dengue and summertime temperatures that reach 120 degrees. But we had little inkling just how dangerous this city would be for our boys. We gradually learned that Delhi’s true menace came from its air, water, food and flies. These perils sicken, disable and kill millions in India annually, making for one of the worst public health disasters in the world. Delhi, we discovered, is quietly suffering from a dire pediatric respiratory crisis, with a recent study showing that nearly half of the city’s 4.4 million schoolchildren have irreversible lung damage from the poisonous air. For most Indians, these are inescapable horrors. But there are thousands of others who have chosen to live here, including some trying to save the world, others hoping to describe it and still others intent on getting their own small piece of it. It is an eclectic community of expatriates and millionaires, including car executives from Detroit, tech geeks from the Bay Area, cancer researchers from Maryland and diplomats from Dublin. Over the last year, often over chai and samosas at local dhabas or whiskey and chicken tikka at glittering embassy parties, we have obsessively discussed whether we are pursuing our careers at our children’s expense. Foreigners have lived in Delhi for centuries, of course, but the air and the mounting research into its effects have become so frightening that some feel it is unethical for those who have a choice to willingly raise children here. Similar discussions are doubtless underway in Beijing and other Asian megacities, but it is in Delhi — among the most populous, polluted, unsanitary and bacterially unsafe cities on earth — where the new calculus seems most urgent. The city’s air is more than twice as polluted as Beijing’s, according to the World Health Or-

bu, my friend and neighbour decided to extend his ancestral home in Kohima. A salaried government servant had turned an informed financial consumer. What is repo rate? What does RBI rate cut means to us, the consumers? What is the impact of rate cut on home loan and other loan EMI? Let us unravel the details. When we need money, we take loans from the bank,the banks charge us a certain interest on these loans. This is called as cost of credit (the rate at which we borrow the money). Similarly, when banks need money they approach the RBI. The rate at which banks borrow money from the RBI is known as “repo rate.” Repo rate is short form of “repurchase rate”. Therefore, for the banks,the

So many of our friends have decided to leave that the American Embassy School — this city’s great expat institution — is facing a steep drop in admissions next fall. My pastor, who ministers to a largely expat parish here, told me he feared he would lose 60 percent of his congregants this summer. We nearly left two years ago, after Bram’s first hospitalization. Even after his breathing stabilized, tests showed that he had lost half his lung function. On our doctor’s advice, we placed him on routine steroid therapy and decided that as long as his breathing did not worsen again, we could stay in Delhi. Or at least I decided that. My wife seriously considered flying home immediately, and at the end of a summer visit to the United States with the kids months later, sobbed for hours on the return flight to Delhi. But after our second year here, Bram seemed fine. His earlier difficulties, though, led me to call some leading air pollution experts. The conversations were sobering. “Knowing that I was putting my kids in a place that compromised their health for their lifetimes would be very difficult given all of the scientific evidence,” said W. James Gauderman, a professor of preventive medicine at the University of Southern California. He is the co-author of a landmark 2004 study showing that children raised in parts of Los Angeles — where pollution levels are a fraction of Delhi’s — face significant and probably permanent losses of lung function. Even children who move to less polluted places during childhood never seem to entirely recover from earlier high pollution exposures, another study found. Sarath Guttikunda, one of India’s top pollution researchers, who moved to Goa, on the west coast of India, to protect his two young children, was unequivocal: “If you have the option to live elsewhere, you should not raise children in Delhi.” These and other experts told me that reduced lung capacity in adults is a highly accurate predictor of early death and disability — perhaps more than elevated blood pressure or cholesterol. So by permanently damaging their lungs in Delhi, our children may not live as long. And then there are nascent areas of research suggesting that pollution can lower children’s I.Q., hurt their test scores and increase the risks of autism, epilepsy, diabetes and even adult-onset diseases like multiple sclerosis. C. Arden Pope III, a professor of economics at Brigham Young University and a leading expert on the health consequences of air pollution, noted that accurate pollution monitors have existed only since the 1980s. “If Delhi’s readings aren’t the highest ever, they’re among the highest ever,” he said. “Certainly no city in the United States, including Los Angeles, has ever come close.” That means the extent of the damage Delhi is doing to our children can only be guessed, he said. Several medical ethi-
cists said it would be impossible to get approval for a clinical trial to send a group of children to Delhi to monitor their health. “Not a chance,” said Adil E. Shamoo, editor in chief of Accountability in Research and a bioethicist at the University of Maryland School of Medicine. “It’s O.K. to survey people already there, but moving children into harm’s way? No.” And children are by no means the only ones harmed. Many adults suffer near-constant headaches, sore throats, coughs and fatigue. Arvind Kejriwal, Delhi’s chief minister, had to leave the city for 10 days in March to cure a chronic cough. It’s not just the air that inflicts harm. At least 600 million Indians, half the total population, defecate outdoors, and most of the effluent, even from toilets, is dumped untreated into rivers and streams. Still, I never thought this would come home to my family quite as dramatically as it did. We live in a four-year-old, five-story apartment building that my wife chose because its relatively new windows could help shut out Delhi’s appalling nighttime air. Its cookie-cutter design — by the same developer who built dozens of others in the neighborhood — gave us confidence that things would function, by no means assured for new construction here. About six months after we moved in, one of our neighbors reported that her tap water suddenly smelled like sewage. Then the smell hit another neighbor and another. It turned out that the developer had dug open channels for sewage that had gradually seeped into each apartment’s buried water tank. When we pulled up the floor tiles on the ground floor, brown sludge seemed to be everywhere. I was in the shower when this sewage mixture arrived in our apartment. Sounds horrible, but I shrugged and toweled off because that smell is such a frequent presence here. For much of the year, the Yamuna River would have almost no flow through Delhi if not for raw sewage. Add in the packs of stray dogs, monkeys and cattle even in urban areas, and fresh excretions are nearly ubiquitous. Insects alight on these excretions and then on people or their food, sickening them. Most piped water here is contaminated. Poor sanitation may be a crucial reason nearly half of India’s children are stunted. The list of health threats sounds harrowing when considered together, but life goes on and can be quite nice here. Our apartment building eventually installed aboveground water tanks. My children’s school and travel in the region are terrific, and many expats are far more influential here than they would be in their home countries. Yet one afternoon this spring, someone in our neighborhood burned something toxic, and an astringent cloud spread around our block. My wife was out walking with a friend, and their eyes became teary and their throats began to close. They bolted back inside our apartment where they found Bram gasping again, for the first time in two years. In some places in Delhi, the levels of fine particles that cause the most lung damage, called PM2.5, routinely exceed 1,000 in winter in part because small trash and other fires are so common, according to scientists. In Beijing, PM2.5 levels that exceed 500 make international headlines; here, levels twice that high are largely ignored. But Bram notices. He spent the next five days at home, with my wife giving him heavy doses of inhaled steroids through a mask. He has a quiet sadness during these crises, perhaps because they force him to accept the idea that his health is more fragile than that of his brother or friends. Before coming to Delhi, Bram had had a couple of breathing episodes that doctors assured us he would most likely outgrow. Now he has full-blown asthma and must take powerful daily medications. Would he have developed asthma if we had stayed in the United States? Pediatric asthma is far more likely to start and worsen in polluted locales. The sidelines at kids’ soccer games here are littered with inhalers. Ruth R. Faden, director of the Johns Hopkins Berman Institute of Bioethics, said children have a special claim to protection. “First, because they are so dependent on us for their well-being, and second because deprivations in childhood have such an outsize effect,” she said. There is a growing expatriate literature, mostly out of China, describing the horrors of air pollution, the dangers to children and the increasingly desperate measures taken for protection. These accounts mostly end with the writers deciding to remain despite the horrors. Not this one. We are moving back to Washington this week. The boys are excited. Aden, 12, wants a skateboard and bicycle, accouterments of freedom in a place he is allowed to wander by himself. His younger brother’s wish may be harder to realize. “My asthma will go away,” Bram said recently. “I hope so, anyway.”
Rate cuts

Here, one point to ponder is that, immediately after the RBI’s rate cut doesn’t necessarily mean that the borrowers will benefit. Your banker also has to reduce the base lending rate. If your bank reduces the base rate, then only you can see your loan EMIs falling. However, these rate cuts will not have any impact on fixed rate home loans or fixed rate consumer loans. Whenever the repo rates goes down, consumers who have opted for a floating interest while taking a loan,can see either their loan tenures or EMIs coming down, or vice versa. EMI. That means your monthly EMI instalment amount remains the same, but will make a substantial difference in the remaining loan term, especially in home loans, since the tenure is considerably long. If you want to get EMI reduced, you may have to contact your bank to
reset the term. And if you have plans for your other financial goals, but having a cash crunch, it is better to opt for lower EMI and let the tenure remains the same. The additional savings can be invested for your important financial goals. Kindly remember that the bank deposit rates will also come down. So, you have to choose your investment options cautiously.Unlike home loans – which generally have a floating rate – most auto loans charge a fixed interest rate. Manywould just switch channels, some would continue watching without really concentrating; some would leave the room or do something when commercials appear. However, some actually watch it. This shows that every viewer has different preferences. Advertising is a form of marketing communication used to persuade the audience to take or continue with some action. It is derived from the Latin word ‘ad vertere’ which means ‘to turn toward’. The objective is to change the thinking pattern (or buying behavior) of the recipient, so that he or she is persuaded to take the action desired by the advertiser. When aired on radio or television, an advertisement is called a commercial. On the other hand, any medium that can take a message from an organization to a potential consumer can also be identified as advertising. Some of the advertising media are newspapers and magazines (known as classified ads); radio, online advertising, in-store advertising, billboard advertising, global advertising etc. In addition to this, media planning and buying agencies are responsible for planning and buying the advertising media with an incredibly competitive price for the companies so that it can reach the intended or targeted audience. MediaCom and Mindshare are some of the agencies that handle lots of top companies in India. Today, we are witnessing a drastic change in the business world in our state Nagaland. Entrepreneurship is becoming an emerging trend and the most debated topic. Sometimes advertisements are deceptive by giving out false claims while promoting products and often naive consumers get connedinto buying products they don’t actually need, and at times end up buying inferior products. It also tends to exaggerate greatly by criticizing the competitor’s product and since an advertisement is repeated continuously, it creates a sense of desire in the minds of the consumer to want to buy the product they see. Interestingly,the amount of money spent on advertisement is added to the distribution cost of the product. Thus, in the end it is the consumer who is paying not just the cost of the product but also the amount spent on such advertisements.But despite the negative aspects of advertisements, it is the main ingredient in any marketing strategy for every business to succeed in the present business environment. It helps in educating the people regarding the availability and new uses of the various products. It also gives the people more options in exercising their freedom of choice.It also helps people improve their standard of living by availing new and modern products. Businessmen spend huge amounts of money in advertisements and thus contribute towards the economic growth of a country. So, there is no denying the fact that advertisements are a useful tool. Mother sets boy ablaze for stealing Rs 5 bIkaner, June 2 (PTI): Annoyed with her six-yearold son for stealing Rs 5 to buy corn puffs, a woman allegedly set him ablaze here, police said today. The boy sustained burn injuries and is being treated at the PBM government hospital, police said. "Primary investigation reveals that Rukhsana saw her son Sahil stealing Rs 5 from a box without telling her yesterday. Annoyed over the act, she set him ablaze. Other family members rescued him and rushed to the hospital," Investigating Officer Hanumana Ram said. An FIR was registered against the woman last night with Naya Shahar police station. No arrest could be made so far in this connection, he added.
India slams Pak attempt to camouflage illegal occupation neW deLHI, June 2 (PTI): Reacting strongly to the upcoming elections in Gilgit and Baltistan on June 8, India on Tuesday said it is an attempt by Pakistan to "camouflage its forcible and illegal occupation" of the regions which are integral part of the country. Official spokesperson in the External Affairs Ministry Vikas Swarup also expressed concern at the "continued efforts" by Pakistan to deny the people of the region their political rights and to absorb these territories. "India's position is well known. The entire state of Jammu and Kashmir which includes the regions of Gilgit and Baltistan is an integral part of India. The election in Gilgit and Baltistan on June 8 under the so called 'Gilgit Baltistan Empowerment and Self Government Order' is an attempt by Pakistan to camouflage its forcible and illegal occupation of the regions. "We are concerned at the continued efforts by Pakistan to deny the people of the region their political rights, and the efforts being made to absorb these territories. The fact that a Federal Minister of Pakistan is also the 'Governor of Gilgit Baltistan' speaks for itself," the spokesperson said. He noted that "unfortunately, in recent times the people of the region have also become victims of sectarian conflict, terrorism and extreme economic hardship due to Pakistan's occupationary policies."
Uber driver arrested for molesting passenger, gets bail GurGaon, June 2 (Ians): A 40-year-old driver of cab service provider Uber was arrested here on Tuesday for allegedly molesting a woman passenger. He later got bail from a district court here. Assistant Commissioner of Police Rajesh Kumar said accused driver Vinod was taken into custody after preliminary investigation revealed he had kissed the woman's hand on Saturday night. A case was registered on Monday. The driver reached the Gurgaon Sector 56 police station on Tuesday morning after police asked him to join the investigation. Vinod was later produced before the court of Judicial Magistrate Iram Hassan. After listening to arguments from both sides, the magistrate granted him bail. Delhi to act against Nestle over Maggi
neW deLHI, June 2 (Ians): The Delhi government on Tuesday said it would initiate a case against Nestle after it found that the tested samples of Maggi noodles were unsafe for consumption due to having lead beyond the prescribed limits. "Last week, a total of 13 samples of Maggi noodles were lifted and on test/analysis of the same it was found that in case of masala (tastemaker) part of the Maggi noodles, 10 masala samples were found unsafe having lead exceeding the prescribed limits. The prescribed maximum limit of lead is 2.5 ppm," the government said in a statement. Stating that "five samples of masala were also having monosodium glutamate without proper label declaration", the government said, "This falls under the category of misbranding." Earlier on Tuesday, in a statement Nestle said the company regularly monitors all its raw material for lead, including testing by accredited laboratories which have consistently shown levels in Maggi noodles to be within permissible limits. "The government has decided to initiate a case against the company for selling unsafe product and fine the company for misbranding of product," it said. "The officials of Nestle will also be summoned by the Delhi government. The detailed and final report of the test/analysis is awaited and the government has decided to take further strict action in the case once it is received." Delhi Health Minister Satyendra Jain said 10 in 13 samples of Maggi noodles sent for testing were found to have excess amount of lead. "Out of 13 samples taken last week, 10 have been found to be containing lead more than the permissible limit. Eighty percent of the samples failed. The officials (of Nestle India which manufactures Maggi noodles) will be called tomorrow (Wednesday) and further action will be taken," Jain said. Jain added that there was "incorrect information" provided on five of the 13 samples.

Acid attacks - meant to maim, disfigure or blind - are most common in Cambodia, followed by Bangladesh, Pakistan, Afghanistan and India. Women are the victims of 80 percent of the roughly 1,500 acid attacks reported globally each year, the London-based charity Acid Survivors Trust International says. "When we talk about laws, we need to look not merely at the people who are throwing acid on others, we need to look at the availability of the acid - those who sell it and manufacturers of the acid which is sold in these little bottles," NCW chairman Lalita Kumaramangalam said
at an event late on Monday. "Small manufacturers don't think beyond their sales. They don't bother about where these bottles end up and how they perhaps could be used," she said. Acid attacks are "vile" and top the list of heinous crimes, she added. In India, 349 acid attacks were reported in 2014, up from 116 in 2013 and 106 in 2012, according to research by the charity Acid Survivors Foundation India (ASFI). Despite a law making acid violence a separate offence with a minimum penalty of 10 years in jail, and a Supreme Court ruling on the regulation and sale of dangerous chemicals, acids are still bought and sold without the required licences. Anu Mukherjee, who had acid thrown over her by a jealous female colleague, said it pained her to find acid still available in her local market and added that vendors did not know that buyers need a licence to buy it. Mukherjee, 35, told participants the government needed to enforce laws on acid purchase, speed up lengthy trials and ensure strict punishment for attackers and adequate rehabilitation for victims. "My whole life has been ruined by the attack. My dreams were shattered," said Mukherjee, who was a dancer before the attack on her in 2004 left her disfigured and blind. neW deLHI, June 2 (PTI): Prime Minister Narendra Modi has shown keen interest in developing 1,100 islands and 300 light houses across the nation to tap their huge tourism potential in a bid to bolster water infrastructure, Road Transport and Highways Minister Nitin Gadkari said today. Besides, the government will seek Parliament nod on a Bill for converting 101 rivers into waterways, and Rs 50,000 crore will be spent on developing these in the next 2-3 years, he said. "The Prime Minister has asked us to include the proposal to develop 300 light houses and 1,100 islands in a Cabinet note we sent him in connection with developing waterways," Gadkari said while addressing a national
conference on Inland Waterways organised by FICCI here. He said the move, in turn, will lead to augmentation of water infrastructure in the country, which is set for an overhaul in coming years. A pact between India and Bangladesh is also likely on transportation of goods through waterways between both nations during the PM's visit to the country, he said. Of the 101 rivers to be converted into waterways, detailed project reports (DPRs) for 16 are likely to be completed this month while those for another 40 will be ready by December 2015, the minister said. Shipbuilding yards and repair hubs in Assam, Andaman & Nicobar and Kandla in Gujarat are also on the anvil.
India downgrades monsoon forecast, stokes drought fears
mumbaI, June 2 (reuTers): India on Tuesday cut this year's monsoon forecast to 88 percent of the long-term average, prompted by an El Nino weather pattern and raising fears of the first drought in six years in a country where nearly half of farmland lacks irrigation. Although agriculture accounts for just about 15 percent of a $2 trillion economy, three-fifths of India's population of more than 1.2 billion depend on farming for their livelihood. The arrival of the JuneSeptember rains has already been delayed about
five days, worrying both farmers and Prime Minister Narendra Modi's government, which is battling a rural slowdown. In 2009, El Nino, or a warming of sea-surface temperatures in the Pacific, contributed to India's worst drought in four decades, and drove steep rises in global prices for commodities like sugar. "Let's pray to God that the revised forecast does not come true," said Harsh Vardhan, minister for earth sciences. Modi has already asked ministers to prepare contingency plans to deal with

Hundreds missing after boat capsizes in China JIANLI, JuNe 2 (AP): Divers on Tuesday pulled three people alive from inside an overturned cruise ship and searched for other survivors, state media said, giving some small hope to an apparently massive tragedy with well over 400 people still missing on the Yangtze River. Fifteen people were brought to safety and at least five people were confirmed dead after the Eastern Star capsized in Hubei Province during a severe storm Monday night with 458 people aboard, the official Xinhua News Agency said. The cruise was from Nanjing to the southwestern city of Chongqing, and many of those aboard were elderly. The 65-year-old woman was rescued by divers who brought an extra breathing apparatus up into the bowels of the ship and spent about five minutes teaching her how to use it before bringing her out to safety, Chen said. “That old woman had a very strong will and learned
very fast, and after 20 minutes she surfaced to the water and was rescued,” Chen said. Thirteen navy divers were on the scene and would be bolstered by 170 more by Wednesday, he said. Chinese Premier Li Keqiang traveled to the accident site to help coordinate efforts. The overturned ship had drifted about 3 kilometers (almost 2 miles) downstream before coming to rest close to the shore, where fast currents made the rescue difficult. The location is about 180 kilometers (110 miles) west of the Hubei provincial capital of Wuhan. The fact that the capsized ship drifted downstream was a good sign for rescuers because it meant there was enough air inside to give it buoyancy, and could mean there are enough air pockets for survivors to breathe, said ChiMo Park, a professor of naval architecture and ocean engineering at South Korea’s Ulsan University. “It all depends how much space there is inside the vessel,” Park said. Xinhua cited the captain and the chief engineer as saying the ship sank quickly after being caught in what they described as a cyclone. The Communist
Party-run People’s Daily said the ship sank within two minutes. CCTV said the four-level ship had been carrying 406 Chinese passengers, five travel agency employees and 47 crew members. The broadcaster said most of the passengers were 50 to 80 years of age. Many of the ship’s passengers took a bus from Shanghai to Nanjing for the departure to Chongqing. Relatives of passengers gathered in Shanghai at a travel agency that had booked many of the trips, and later headed to a government office to demand more information about the accident before police broke up the gatherings. Huang Yan, 49, an accountant in Shanghai, wept as she told a reporter that she believes that her husband, 49, and his father, who is in his 70s, were aboard the boat. But she said she couldn’t be sure because she hadn’t seen an official passenger list yet. “Why did the captain leave the ship while the passengers were still missing?” Huang shouted. “We want the government to release the name list to see who was on the boat.” A group of about a dozen retirees from a Shanghai bus company were

Among them, she said, were her elder sister and her elder sister’s husband, both 60, and their 6-yearold granddaughter. “This group has traveled together a lot, but only on short trips. Mechanism that causes cancer cells to metastasize identified mADRID, JuNe 2 (IANs/eFe): An international team of researchers has found the mechanism whereby cancerous cells manage to spread from their original location to other parts of the body through the process known as metastasis. The results of the study, headed by Manel Esteller, the director of the Cancer Epigenetics and Biology Program at the Bellvitge Biomedical Research Institute in Barcelona, Spain, will be published in the Nature Medicine magazine. The study was conducted on melanomas -- a malignant tumour associated with skin cancer, but the researchers found that this mechanism is also found in colon and breast cancer. Metastasis is responsible for 90 percent of cancer deaths and understanding the mechanisms responsible for this process is one of the prime objectives of the research, Esteller said. One of the tumours with the greatest ability to metastasize is melanoma, the incidence of which has increased in recent decades due to greater exposure to the sun. The researchers, a group that also includes scientists with La Fe Hospital and the General Hospital of Valencia, compared the genetic material in the primary tumour’s cells with the genetic material from metastasized cells in the same patient. Looking for differences, the researchers found that among all a patient’s genes, there is just one that clearly differs between those two groups. That gene, known as TBC1D16, in the initial tumour is inactive or dormant, while in the metastasized phase it is active. “This gene turns on like a light-bulb to guide metastasis and cause (those cells) to escape from their birth site,” Esteller said. Specifically, what this gene does is to activate two more potent oncogenes, BRAF and EGFR, thus stimulating metastasis. There is already a drug on the market that acts against these oncogenes and another is currently in clinical trials. Esteller said that the next step is to convince pharmaceutical companies to include the TBC1D16 marker in their clinical trials.
Donated kidneys that are discarded due to abnormalities or other factors may soon be “recycled” to engineer tailor-made replacement kidneys for patients, the US scientists have reported in two studies. “We believe these two studies provide critical information to the booming field of organ bioengineering as it applies to the kidney,” said Giuseppe Orlando, transplant surgeon at the Wake Forest Baptist Medical Center in the US. Orlando is part of a team at the Wake Forest Institute for Regenerative Medicine aiming to recycle human kidneys. An-

seOuL, JuNe 2 (AP): South Korea on Tuesday confirmed the country’s first two deaths from Middle East Respiratory Syndrome as it fights to contain the spread of the virus that has killed hundreds of people in the Middle East. South Korea has reported 24 cases of the disease since diagnosing the country’s first MERS illness last month in a man who had traveled to Saudi Arabia and other Middle Eastern countries. South Korea’s cases have largely connections to the first patient, either medical staff who treated him, or patients who stayed near the man at the hospital before he was diagnosed and isolated and their family members. Tests on a 58-year-old woman who died of acute respiratory failure Monday showed she had been infected with the disease before her death, the Health Ministry said in a statement. A 71-year-old man who tested positive for the virus last week has also died, it said. The statement said both stayed at the same hospital with the first patient. Health officials said Tues-
day that about 750 people in South Korea were isolated at their homes or in state-run facilities after having contact with patients infected the virus. They said the number could rise and that depending on their conditions many of the isolated could be banned from leaving the country. Last week, the son of one of the patients ignored doctor’s orders to cancel a trip to China, where he was later diagnosed as that country’s first MERS case. China isolated the South Korean man at a hospital, and Hong Kong authorities said Sunday that 18 travelers were being quarantined because they sat near him, but they were not showing symptoms. MERS was discovered in 2012 and has mostly been centered in Saudi Arabia. It belongs to the family of coronaviruses that includes the common cold and SARS, and can cause fever, breathing problems, pneumonia and kidney failure. The virus has spread primarily through contact with camels, but it can also spread from human fluids and droplets.

Child abuse affects victims’ education, long-term physical and mental health and work performance, and increases the risk of adult aggression, violence and criminality, the researchers said. Some maltreatment is preventable. It also costs the most $65.9 billion - followed by physical and sexual abuse (costing $39.9 billion a year each), neglect ($32.4 billion), and witnessing domestic violence ($31 billion). East Asia has one of the world’s highest levels of illhealth caused by child sexual abuse. About one third of men and boys have experienced physical abuse in lower middle income countries throughout the
Pacific and East Asian region, and 22 percent of women and girls have experienced sexual abuse. A separate study carried out in Cambodia recently found that over 50 percent of children experience at least one form of violence before the age of 18. About a quarter of Cambodian children had been emotionally abused and 5 percent sexually abused. “All children have the right to live free from violence, which harms their physical and mental growth and inhibits the growth of their society and economies,” Toole said. “Violence against children often takes place behind closed doors but it is preventable when people come together and say loudly and clearly that this is not acceptable,” he added. The 53-year-old former test captain will be supported by assistant coaches Sanjay Bangar (batting), Bharat Arun (bowling) and Ramakrishnan Sridhar (fielding) for the three one-day internationals and one test match. All three retain the roles they held under Zimbabwean Fletcher, whose term as coach came to an end at the end of the World Cup in Australia and New Zealand earlier this year. ZuRICH, June 2 (AP): Amid a deepening corruption crisis within soccer's governing body, FIFA defended its second-in-command on Tuesday by trying to distance him from claims he helped authorize $10 million in bribes for World Cup bidding votes. FIFA said the three payments totaling $10 million mentioned in a U.S. federal indictment, which are at the heart of a Department of Justice probe, were approved in 2007 by Julio Grondona, the former chairman of the finance committee who died last year. The FIFA statement follows a New York Times report that American law enforcement officials believe secretary general Jerome Valcke transferred the money in 2008 to accounts controlled by Jack Warner, the former CONCACAF president and FIFA vice president who faces corruption charges in the U.S. The report cited unidentified law enforcement officials. American investigators say Warner's long-time FIFA colleague, Chuck Blazer, believed the money was paid as bribes in exchange for their votes to give the 2010 World Cup to South Africa. While a FIFA statement did not deny Valcke knew of the payments in 2008, it said neither he "nor any other member of FIFA's senior management were involved in the initiation, approval and implementation" of the project. Valcke's awareness of the $10 million appeared to be confirmed by a letter to him dated March 4, 2008, from then-South African Football Association president Molefi Oliphant. The South African Broadcasting Corporation published the letter. In it, Oliphant asks Valcke for FIFA to withhold $10 million from South Africa's World Cup organizing budget and advance it to a fund called "Diaspora Legacy Program."
Oliphant twice notes that Warner, then Grondona's deputy on the finance panel, should control the money. When contacted by The Associated Press last week, Oliphant declined to comment on the bribery allegations made by the DOJ. He did not answer a call seeking comment on Tuesday. The World Cup bidding angle is a direct route into FIFA for the Department of Justice, which laid out a racketeering case mostly involving marketing rights for tournaments in North and South America over two decades. That led to seven officials being arrested last week — including two FIFA vice presidents, one newly elected FIFA executive committee member and a FIFA staffer. They were among 14 people named in a racketeering indictment accusing soccer officials of accepting more than $150 million in bribes. Four more people, including Blazer and two of Warner's sons, had their guilty pleas unsealed. The South African allegation threatens to tarnish a 2010 World Cup which FIFA President Sepp Blatter has claimed as a defining achievement of his 17-year reign. FIFA described the payment on Tuesday as part of the South African government's "project to support the African diaspora in Caribbean countries as part of the World Cup legacy." It said the payments were authorized by Grondona "in accordance with the organization regulations of FIFA." Grondona served as a member of FIFA's executive committee for 26 years. ccording to the statement of SAPO on 10th Sept. 2011 at the APO building Kohima, prior to their settlement at Kezoltsa/Koziiri as they claimed so, they settled at Shiingafii, at present Kaibi village which is just adjacent to Makhel village. Our forefathers said the same, Shiingafii literally means the settle place of Viswema people, so there is no doubt among the Maos that long time back before they moved out from Mao area, they lived at Shiingafii. So also Mima village people made their village at Mileh, a hillock about 4/5 km south of Makhel, which is not inhabited by anybody at present. We have a history about Mima village people at Mileh and how they left the place. We wonder where one got the history of Viswe and his descendants' settlement in Kezoltsa/Koziirii. If it was so, our forefathers would have passed on the story to us. We are not telling lies when we say that we never heard of Viswe's settlement at Koziiri at any point of time. We are Christians; we love ourselves, our children and our neighbours as well. Our today's work whether good or bad will affect our children and descendants. Mao people stayed at Makhel and settled in and around Makhel from the time of Tenyimi dispersal till today. But Mao people never heard that Viswe and his descendants moved North West of Makhel and landed up at Koziiri/Kezoltsa. Mao people only knew and believed that Angamis, Chakhesang and some other tribes moved to the north of Makhel, stayed at Kezakhenoma and later moved to different locations for settlement. Anybody may refer J. H. Hutton's (1885 — 1968) book as well, "The Angami Nagas" published by Macmillan & Co. Ltd., London 1921 page – 113 "It is admitted that however, that at the time of entry of the Angamis into their present country (the first Angami village to settle north of the Mao gap is universally believed to have been Kezakenonma, to which all Angami villages trace their origin)". In Mao dialect kozii means dark and kori means river and we name the river koziiri (dark river) because the area used to be dark even during day time. The thick dark forest was considered indomitable, feared and unsuitable for habitation during those days. If Viswe went and settled this area even if Maos do not know, other neighbouring Tenyimis may also know, their honest witness as true Christians may be of immense help. But on this matter of witness from the Tenyimi brothers, neither Maos nor SAPO should motivate or convince anybody, village or tribes to give false witness for want of getting the land. If Mao or SAPO influences anyone to bear false witness, whoever does may get the milestone hang around his neck and be drowned. Mao people will not exchange their future generation with acquisition of land by false means. And even if anybody knew of Viswe's settlement in Koziiri/Kezoltsa, SAPO must prove it with scientific evidence. At one point of time several generations ago, in order to have a jointdefense from the enemy attacks from the south — could be Meiteis, Kukis or anybody. It is told that the Maos and Viswema formed a team of hundred warriors from each community and settled them at Siivu / Laizhu, north-east of present Maopungdung and north of Chowainamai villages near Koziiri with clear terms between them that whoever retread will not get anything. Many returned to their own village but some remained. From Viswema side some of those who remained are today living in Maopungdung village. During 1964 — 67, 2nd Brigade of Naga Army consisting of almost entirely Angami soldiers established their camp at Emefiithu located at the southernmost eastern corner of Koziiri/Kezoltsa just about 1- 1/2 km. air distance from Kezoltsa. During the last part of their stay at Emefiithu, the Naga Army of the 2nd Brigade carried away huge quantity of timber from Chahngophe and Koziiri/Kezoltsa area. Mao people just saw the carrying away of timber to the SAPO area but didn't raise a voice because those days who can raise a voice against the National Army. Then in the year 2000, Mr. Daniel, Viswema village chairman of the time, a former underground led his team of men to construct the socalled Rest House on the foothill of Mt. Isii which forms a part of Koziiri. This construction was the beginning of Maos and SAPO conflict over Koziiri after 1985 incident over Dziiko. Mr. Daniel's boundary marks extended three times to reach Rakukokubu on the eastern side of north Koziiri. During the hearing of statement by TPO on 10th Sept.2011 at the APO
building Kohima, SAPO cooked up a false history of Pudunamai, Song Song and Mao people on their settlement in their written statement to suit their intention. Further we even have question on their statement on pg.2 " It is a fact that other southern Angami villages spread further from Viswema and Kigwema villages", because Viswema and Mima had their own separate village identity from the time when they moved out from Mao area. The Mao people therefore, do not believe SAPO's cock and bull story of their settlement in Koziiri/Kezoltsa. SAPO took advantage of their past little access to the area during the time of hundred warriors each of Mao and Viswema and 2nd Brigade Camp during 1964 — 67 and began to cook up a story to grab the traditional land of Mao people. Koziiri and part of Dziiko which is attached to Isii mountain is Mao traditional land passed on to them by their forefathers and they shall defend it to the last. To clarify whether Maos are Meiteis or Nagas, Maos want to say few words here: The Mao Nagas are under the Administration of Manipur. Manipur Government is their government. Mao representative is in the Manipur Legislative Assembly. When SAPO is encroaching Mao traditional land under Manipur's political boundary by constructing road with heavy machineries like bull dozer and excavators. Is it provocative to approach the govt. of Manipur for reasonable and peaceful intervention? Does SAPO want Maos to come up to the spot of road construction with fire arms like them? SAPO volunteers were present with arms on 22" November, 2014 at Azhoaka when Manipur government officials came for spot inquiry. If it is their ancestral land whom do they fear? When the Maos constructed their approach road to Koziiri till Azhoaka, the foothill of Isii Mountain in the 1990s, they did without any arms. SAPO cut off this road at two places with excavators at Rakukokubu (name of an area meaning place to call the spirit). If a person gets sick and is not recovering soon, after collecting cane, bamboo, etc. from Koziiri, relatives will come to Rakukokubu and call aloud the sick person's name to call his spirit to come back home and the sick person recovers. Mao people are not and not trying to communalize the issue. Information Centre for Hill Areas of Manipur (ICHAM) an organization of tribals and valleys together came out voluntarily to understand the position of the Maos, after learning the submission of Memorandum to the CM of Manipur on Koziiri and Dziiko issue, the organization on their own decided to support our demand for peaceful intervention from the government; they praised and appreciated our peaceful approach of appeal for government to government intervention and not physical confrontation. So also the UCM and AMUCO. Maos never invited them to help them on the issue. These organizations will never be there when the case is been settled in the Naga customary law. They are just requesting the government of Manipur to intervene to stop the massive road construction in support of Maos' plea from the government of Manipur. The Maos will welcome any organization who after understanding our position, support our stand over Koziiri and Mao part of Dziiko. But we don't want support from anybody with a communal card and without understanding the historical truths. The Koziiri / Kezol case was handled by Tenyimi People's Organization during 2011 — 12 in the traditional customary way, but SAPO withdrew from TPO court. Mao people believe that TPO will do justice. But how did SAPO come to know the hidden agenda of wanting to jointly own Koziiri / Kezoltsa by TPO and lost their confidence? Mao people will be very grateful if any Naga Authority or Organization come in and intervene and solve the issue once and for all. Maos do not want to live in conflict with SAPO, we are neighbours and are going to be neighbours forever. Some may wonder, if road construction encroachment is in Koziiri area, why Dziiko should be dragged into the picture? Well, SAPO in its written statement at the TPO court claimed that not only Koziiri/ Kezoltsa but Dziiko is also their ancestral land and forbid to speak about Dziiko during the hearing of the case. Mao traditional land extends upto Dziiko, the valley attached to Mount Isii. Isiiphi river is the north eastern boundary and Dziiko river is the western boundary upto the junction of these two rivers in the north. Publicity Wing Mao Council

realized my gifting to sing from a very early age and started singing at school events and eventually taking part in contests. But my music venture was turned totally upside down after an encounter with Jesus Christ in 2005 and my focus became totally on worship ministry. I am a worship leader in Sinai Ministry. I was asked by Tali Angh if I could perform one song, an original of mine, in this concert. I was happy and excited not because of the chance to sing but because of the opportunity to extend my best in support of the noble cause. When I heard of Lamstala’s sickness, I mourned in my heart for her and I prayed for her. I thought would share words of encouragement to her through Facebook since I am not closely associated with her but something just stopped me, prompting me to wait till the right moment. I guess it was for this. I want to be a part of the revolutionizing concert because it is supporting a very genuine cause - in this modern context we can say healing and sharing love through music.

e have been together as a band since March 2008 and have toured in different places like Kazakhstan, Delhi ,Shillong, Guwahati and almost all the districts of Nagaland. We play songs about life and walking with God. The primary goal of the band has always been to influence the younger generation who are vital in the development of a better tomorrow. We are not playing in this concert because we feel sorry for Lamtsala and Aunty. But we are involved in this show because we believe that cancer can be conquered. It is not the end of one’s journey. We believe that this concert is an opportunity to stand together and conquer. The benefit concert for cancer cure will be held on 6th June, 2015, 5 PM at IMC Hall, Dimapur. The concert will end with a time of worship and prayer. There will also be a consultation booth set up by the first multispecialty hospital in the northeast, Eden Medical Centre. Here concert goers can meet medical personnel for any queries related to cancer and cancer treatments. A free will offering will be collected during the show. The concert is open to all.

ritish Rapper Professor Green is to film a hardhitting New Documentary about Suicide. The Read All About It star was 24 when his father took his own life, and he has been commissioned by the BBC to make a film about the tragedy and how it has affected him. He will also meet with families who have lost loved ones and others who have survived attempts to kill themselves. He says of the new project, "When the opportunity to front a BBC documentary on the topic of suicide presented itself I knew it would be a tough subject to tackle... The truth is, suicide is still considered a taboo subject but it shouldn't be. Not only is this a deeply personal journey for me but also I've been fortunate to meet some amazing people along the way with their own incredibly moving stories as well as those who are creating public awareness around the topic of suicide." The documentary, which has the working titled Professor Green On Suicide, is being made for BBC Three.

LEEDS, JuNE 2 (PTI): New Zealand were well placed to push for their victory after Kane Williamson scalped 3 wickets (A N Cook, B A Stokes and S C J Broad) on Day 5 of the second Test match. England were 102 for five at lunch on the final day after resuming on 44 without loss in their second innings. They needed a further 353 runs to reach what would be a Test record fourth innings victory total of 455. More realistically, they had a minimum of 66 overs in which to hold out for a draw after winning the first Test of this two-match series by 124 runs at Lord's last week. Trent Boult and Mark Craig took two wickets each in Monday's first session before part-time spinner Kane Williamson had Ben Stokes caught behind on the stroke of lunch.
England captain Alastair Cook, who in the first innings of this match became England's leading all-time run scorer in Test cricket, was 40 not out and Jos Buttler unbeaten on nought. No side have made more in the fourth innings to win a Test than the West Indies' 418 for seven against Australia at St John's, Antigua, in 2002/03. England, after a rainmarred fourth day, resumed with Adam Lyth 24 not out and fellow lefthanded opener Cook 18 not out. But Lyth, who made a maiden Test century on his Yorkshire home ground in the first innings, fell for his overnight score when he was caught behind fending at a Boult away-swinger. First-aid workers assisted a spectator who appeared to have been lightly injured and was evacuated holding his right wrist. The man grinned and waved to the crowd as he left the court. The piece of paneling crashed down with a bang from a giant screen that overlooks the court. It was unclear what caused it to detach. The match was suspended and both players left the court to return to the locker room. There were no twists and turns of that sort in Ivanovic's match. The 27-year-old Ivanovic will next face 13th-seeded Lucie Safarova, who defeated Garbine Muguruza 7-6 (3), 6-3 to advance to her second Grand Slam semifinal. Safarova was made to work hard by Muguruza in a tight first set but converted her two break points in the second set and closed out the match with a clean forehand winner. After trading breaks early on, Ivanovic raced through the opener, securing another break in the fourth game, and sealed the set by holding at love. PARIS, JuNE 2 (AGENCIES): Roger Federer fell to fellow Swiss Stan Wawrinka in the quarterfinals of the French Open on Tuesday 6-4, 6-3, 7-6(4). Wawrinka beat Federer for just the third time in 19 meetings, the No. 8 seed overcoming his compatriot at a major for the first time in five Grand Slam matches. WELLINGTON, JuNE 2 (AP): The United States beat host New Zealand 4-0 to become the first team to secure a place in the knockout rounds of the Under-20 World Cup while Ghana shocked South American champion Argentina 3-2 on Tuesday. After beating Myanmar 2-1 in its opening match Saturday, the United States moved atop Group A to become the first of 24 teams to seal a place in the round of 16. Earlier, Ukraine put the U.S. under pressure by beating Myanmar 6-0 to move temporarily atop the group. But the U.S. overcame wet and cold conditions to beat New Zealand with a double by Rubio Rubin and goals from Emerson Hyndman and Paul Arriola. In Wellington, Ghana outclassed Argentina to surge atop Group B, and is also close to advancing. Also, Austria improved its prospects with a 2-1 win over Panama. Argentina drew 2-2 with Panama in its opener and has taken only a point from its first two games to make its final group match against Austria on Friday critical.
