NEW YOrK, JuNE 3 (IANS): While enterprises across the globe are still recuperating from the massive “WannaCry” malware attack, security firm Check Point has warned of a new outbreak that has already infected 250 million computers worldwide with India among the worst-hit countries. The new threat called “Fireball” is designed to hijack browsers to change the default search engine and track their web traffic on behalf of Beijing-based digital marketing firm called Rafotech, WIRED.com reported on Friday. The firm said it has found that the malware also has the ability to remotely run any code on the victim’s machine or download new malicious files. “A quarter-billion computers could very easily become victims of real malware. It installs a backdoor into all these computers that can be very, very easily exploited in the hands of the Chinese people behind this campaign,” Maya Horowitz, head of Check Point research team, was quoted as saying. Based on analysis of its own network of clients, Check Point estimated that one in five corporate networks globally have at least one infection. “But only a fraction of those victims, around 5.5 million PCs, are in the US. Far worse hit are countries like India and Brazil, with close to 25 million infected machines each,” the firm said. The new threat allows its administrators to turn their unwilling ad-revenue generation audience into a botnet, or to harvest credentials and other private data en masse. Horowitz said that the intentions of the developers are not only to monetise on advertisements and it looks like they want to have the opportunity to take it to the next level.

Modus operandi of mobile tower fraudsters Most recently, Kevin (name changed) who resides in 6th Mile, Dimapur was nearly duped in such a scam. According to Kevin, people who claimed themselves as representing ‘Airtel’ company based in West Bengal called and inquired if he had a plot of land for installation of the company’s mobile tower. When he responded positively and expressed interest on the proposition, the fraudsters reportedly asked for details of the area he was residing along with a landmark. They then called to tell him they have surveyed the area in Google map and that his land was eligible for installing the mobile tower. In what seemed like a “too good to be true” offer, the fraudsters told him that once the tower was installed, he would be credited a sum of Rs 27,000 as rent along with Rs 14,500 as tower operator salary and Rs 9000 for a security guard to his account every month. Further, he was promised an advance token money of Rs 6 lakh which would also be cred-

Kevin was then asked to mail documents such as pan card, voter id, passport size photo, ration card, photocopy of land property, bank passbook updated copy etc. The fraudsters also mailed him technical documents for the tower layout under the company’s letterhead along with Google mapping of the area and a detail project report. The mail also contained a certification of trademark from the Telecom Regulatory Authority of India (TRAI)Government of India. While all these documents appeared to be genuine, Kevin became suspicious when he was asked to deposit Rs 58,000 as technical clearance charge and Rs 30,000 as trade license charge, both of which, he was ‘assured,’ would be refunded. When Kevin enquired at the Dimapur Airtel to verify the credentials, he was told it was all a scam carried out by fraudsters. Kevin said he has already
lodged an FIR at Diphupar police station. While Kevin may have been vigilant enough not to fall prey to the scam, there are many from Nagaland who have reportedly been duped with lakhs of rupees in such scams. Robin explained that for tower installation, telecom companies decide the location based on RF (radio frequency) analysis of the area, business requirement, identifying the coordinates of the location (latitude and longitude) etc. Further, it is mandatory to obtain a No Objection Certificate (NOC) from the chairman of the colony or village where the tower would be installed, he said. Besides, the telecom company or infrastructure provider company do not seek any advance money from the landowner. The towers are installed free of cost and there is no need to pay any money in the form of registration fee, booking fee, etc. The Telecom Regulatory Authority of India on its website says it is not directly or indirectly involved in levying any tax/ fees on leasing the premises for installation of a mobile tower or for issuing any ‘No Objection Certification’ for the purpose. This public notice came in the wake of some companies/ agencies/individuals asking people to deposit money in their personal/companies account as Government Tax under Telecom Act 1972 or for clearing of the advanced payment etc. in lieu of leasing the premises of individuals for installation of Mobile tower. After collecting the money these companies/agencies/individuals become unreachable. It stated that anyone dealing with such companies/agencies/individuals will be doing so at his/her own risk and TRAI cannot be held responsible for any loss or damages suffered directly or indirectly.
The year 2016 witnessed the lowest insurgency related incidents in the last 20 years in the Northeast, a Ministry of Home Affairs (MHA) report claimed today. According to a booklet listing the key initiatives and achievements of the MHA during the last three years, the number of insurgency related incidents, which was lowest in 2015 since 1997, further reduced in 2016. The report titled, ‘Preempt Prevent Protect - Security with Sensitivity’ published by the MHA was released by Union Home Minister Rajnath Singh during a media briefing in New Delhi on June 3. “Sustained security initiatives during last the three years have brought peace and stability to the North-Eastern region of the country after decades of insurgency,” it stated. According to MHA, insurgency incidents in the region reduced from 824 in the year 2014 to 484 in the year 2016. The number of incidents was 574 in 2015 which was the lowest since 1997. The number of civilian casualties in the North East has also come down drastically in the last three years. Civilian casualties in North East which were as high as 498 and 466 respectively in 2007 and 2008 came down drastically to 48 and 46 in 2015 and 2016, it highlighted. The number of kidnapping or abduction in the last three years also declined to 369 in 2014 to 168 in 2016. During the same period, 911 cadres and linkmen were arrested while there were 52 casualties. Meanwhile, MHA said that allocation of funds for development of border areas increased from Rs. 990 crore to Rs. 1100 crore It further informed that a sum of Rs. 92.32 crore was released for creation and development of 41 model villages in border areas in 7 states namely - Himachal Pradesh, Jammu & Kashmir, Manipur, Meghalaya, Nagaland, Rajasthan and Sikkim.
NEW DELhI, JuNE 3 (uNI): There is “progress” in the Naga peace talks, Home Minister Rajnath Singh said here today without divulging details. “We stand by the Framework Agreement (of 2015), there is progress on that,” Singh told a press conference here. The fate of Naga peace talks has assumed renewed significance in the context that the elections are due in Nagaland by March 2018. In August 2015, Prime Minister Narendra Modi and National Socialist Council of Nagaland (NSCN-IM) General Secretary Thuingaleng Muivah had signed a Framework Agreement in Delhi and there has not been much progress in the parleys since then. The talks with NSCN (IM), that originally began way back in 1997 and related political developments has assumed further significance as the BJP has assumed power in three northeastern states Arunachal Pradesh, Manipur and Assam. In all these states there are significant presence of Naga population and the NSCN (IM) has been demanding integration of all ‘Naga contiguous areas’ under one administrative head. These states have number of times have, however, rejected such demands or any division of their respective states’ boundary. The BJP is also part of the ruling combine in Nagaland headed by the regional outfit Nagaland People’s Front (NPF). To improve crime investigation by Delhi Police, a Special Police Unit for North East Region (SPUNER) was also set up with 450 personnel, including 139 women candidates from the North East selected as constables through special recruitment drive, the MHA report said.

The 1,313 people belonging to the Rongmei tribe, already identified by the Government of Nagaland through special enumeration process as having permanently settled in the present territory of Nagaland prior 01-12 1983, along with
their legitimate descendants, would continue to enjoy the status, privileges and entitlements of indigenous inhabitants of Nagaland, similar to the ones being enjoyed by members of other indigenous inhabitants, who had permanently settled in the present territory of Nagaland prior to 01-12-1963, as notified by the State Government vide Notification No. APPT-16/6/67 elated 06-07-1973 and No AR8/8/76 dated 28-04-1977. This issues in supersession of Notification NO.Home/ SCTA-6/2017 (Pt-I)/34 dated 4th August, 2012.
DImApur, JuNE 3 (mExN): The All Nagaland School Teachers Association (ANSTA) today lauded the State Government and Department of School Education decision to introduce three language policy and local languages in Schools as “timely action to protect local languages” from extinction. It was approved by the State Cabinet on April 26 and has already been notified by the Department of School Education. The introduction of local languages in school is a positive step towards Preservation, Protection and Promoting the local languages and identities, ANSTA stated in a press note issued by its
President Ponchulo Wanth and General Secretary Visato Koso. Opining that the influence of western culture, rapid advancement of technologies, urban migration and other factors cloud easily drift many children away from their roots and identities, it said the new policy will encourage and give opportunity to every children to learn his/her mother tongue in the school. Many Naga languages are in “list of endangered languages,” ANSTA noted adding that a large number of youngsters communicate with each other either in Nagamese or English even at home due to their inability to speak their mother tongue.
“It therefore hopes that introduction of local languages/dialects in schools…will go a long way in Preservation and Promotion of Naga local languages and identities besides bringing a qualitative change in the Education system of the State,” it added. A provision under policy which encouraged teachers to explain the difficult concepts and scientific terms in the mother tongues will also make children understands their easier and better, ANSTA further highlighted. As per the DoSE notification, every school would introduce at least one local language in the school from the next academic
2018 onward where the language teachers would be appointed as per NCTE norms. It will also open up employment opportunity for educated unemployed, ANSTA said. While it foresee some practical problems in the initial implementation of policy due to existence of multi-languages in the State, the Association said it will extend all possible cooperation to the implementing agencies for effective implementation of the programme for the “benefits of thousand young learners of the State.” The Association all out for the academic improvement of the children, it added.

NEW DELhI, JuNE 3 (ANI): Finance Minister Arun Jaitley on Saturday expressed his confidence for the July 1 rollout of the Goods and Services Tax (GST) and said that deliberations regarding the pending items and agenda will be taken up during the GST Council’s 16th meeting on June 11. “The GST network (GSTN) gave us a detailed presentation on the preparedness so far. We are confident of reaching our target. Any further discussions will be held on Sunday, June 11,” he said, while addressing a press conference post the 15th meeting. On the duty transition front, 100% duty has been made available on commodities above Rs. 25,000 which bear the brand name and have been numbered under the series by the inventory management. “A credit transfer document will be issued to the manufacturer. If the tax on the item is below 18%, 40% of the Central or State GST payable will be given as credit. For items with tax above 18%, 60% will be available as credit,” said Revenue Secretary Dr. Hasmukh Adhia during the press briefing.

Students of Unity College, Dimapur were sensitized on road safety awareness by a team of Dimapur Traffic Police Zone I at the college premises on Saturday. The students were shown a demonstration on how to treat accident victims for medical emergencies by the Medical First Responder Team of the Traffic Police. Addressing the students, OC Traffic Zone I, Mhathung Patton highlighted on the road safety tips and the need to know about safety rules. He mentioned ‘observation’ as a key to avoiding road accidents for one’s safety as well as that of others. He said drivers of public trans-
port were entitled to regular free eye check-ups. The OC urged students to obey traffic rules. ABSI, Bokato Zhimo, Traffic Zone I talked about the common causes of road accidents and added that 90% of accidents were caused due to human negligence while 10% could be attributed to mechanical failures. The programme was launched by Deputy Commissioner Phek, Kovi Meyase on June 3 at Phek. It will coincide with the Green Environment Sunday on June 4 and also for the oncoming World Envi-

The programme aims to go for massive plantation in Phek district for the whole planting season during the current year with special reference to forests and environmental conservation. During the programme DC Phek, Kovi Meyase sought cooperation from the public for maintaining a clean and green environment through this plantation programme. He also thanked and appreciated the Forest Department for their initiative and efforts in raising environmental
awareness in the district. Accordingly, the SVEEP - III Project Document 2016-2020 puts forward a goal to create a sustainable mechanism which carries out the work of voter education all over India covering all polling stations voter by voter over the next two decades, resulting in a population that is well informed on all aspects of electoral participation and motivated to participate in the process of elections and democratic governance. Conduct of the general election to constitute the 13th Legislative Assembly of Nagaland is due in early part of 2018. Pursuant to above directives it becomes necessary for all concern to step forward and give their full output to the Election Commission to secure peoples' enhanced electoral participation in the run up to conduct of next assembly election 2018 and beyond in respect of following programmes, namely: 1. Special Drive to register names in electoral roll of all left out voters with special emphasis on eligible citizens of 18-21 years age group, 2. Health stakeholders prepares for more immunization drive in Dimapur
Dimapur, June 3 (mexn): The District Task Force (DTF) held a meeting on Intensified Diarrhea Campaign Fortnight (IDCF), Weekly Iron Folic Supplementation (WIFS) and Mission Indradhanush (MI) on June 2 at DC’s Conference Hall, Dimapur. The meeting was held to review the performance of the previous three Rounds of Immunization Mission Indradhanush and to sensitize its members on the action plan to be carried out during the 4th Round of the Mission and upcoming IDCF and matters relating WIFS. Dr. Lanuakum, DPO, UIP-RCH, reoriented the members on IDCF
and WIFS and also presented the performance of the district during the 3rd Round of MI. He stated that every third child in our country is either partially vaccinated or unvaccinated; therefore MI has been initiated to intensify immunization of selected high risk areas. On the upcoming Intensified Diarrhea Control Fortnight (IDCF), Dr. Lanuakum presented the core elements of IDCF and week wise pre-planning activities for IDCF. The day aims to break taboos and raise awareness about the importance of good menstrual hygiene management for women and girls worldwide. Keeping theme of the year, ‘education about menstruation changes everything’, FPA India, Nagaland Branch in collaboration with Sanitary Napkin Production Unit under Science and Technology Department, Government of Nagaland conducted menstrual hygiene awareness programmes with young girls and women at schools and communities. The Menstrual Hygiene Day was observed with girls and women at Viswema Village. Ville Rhetso Counselor, FPA India, stressing on the theme stated that education about menstruation is very important in our society as there are many unhygienic related health issues and also pollutes the environment if used napkins are not discard properly. Dr. Aseno Rhetso speaking on the theme highlighted the definition on menstrual hygiene management by UNICEF and WHO 2014. She continued, “When a girl has a period for the first time, it is a distinct step into womanhood and extra care need to be taken to prevent and protect oneself from infections.” She emphasized on the importance of maintaining and keeping good hygienic practices from menarche to menopause which is vital to all reproductive age group.

Mereena Domeh, Project Supervisor, Sanitary Napkins Production Unit shared how the project started in India and has been run by Science and Technology department, Nagaland. She said the napkins are produced with a quality based cost effective hygienic, no chemical used in the products, no side effects and is easily decomposable. Thejaseno Ltu, Staff Nurse-FPA India explained on the benefits and methods of family planning and conclude the session. The Department also conducted menstrual hygiene awareness at Children Christian School, Kohima on May 30 during which Rokuoneinuo Zecho, Program officer – FPA India educate the adolescent girls on Menstrual Hygiene Management. Further, another awareness program was conducted with the Network of Kohima District People living with HIV/AIDS on June 1. A press release from FPA Nagaland stated that besides awareness programmes, sanitary napkins provided by the Department were provided free to all the participants and even to the poor and marginalized clients at Reproductive health and Family Planning Clinic (RHFPC). In the one week awareness campaign, altogether 128 girls and women were educated and empowered on menstrual hygiene management.

Meghalaya's opposition National People's Party (NPP) had also differed with its ally Bharatiya Janata Party (BJP) over the move and demanded its withdrawal. Meanwhile, Conrad K. Sangma, the lone NPP member in the Lok Sabha, urged Prime Minister Naren-
dra Modi to intervene and direct the Environment Ministry to de-notify the new rules in the larger interest of the people. Conrad, in an open letter to Modi, said the new law imposes a number of restrictions on cattle trade that would have serious impact on the socio-cultural and economic milieu of millions, especially those in the agricultural and related industrial sectors. The new rules violate the basic right of a person to freedom of choice regarding his food, he added. The Prevention of Cruelty to Animals (Regulation of Livestock Markets) Rules, 2017 was notified by the Ministry of Environment and Forests on May 23. It bans the sale of cattle for slaughter at animal markets across India.
Three AR troopers injured in blast near India-Myanmar border imPhAl, June 3 (iAnS): Three troopers of 11 Assam Rifles were seriously injured while on patrol when militants exploded a powerful bomb near H. Bongyang village, six km from the ManipurMyanmar border on Saturday afternoon, police said. The injured security personnel, one junior commissioned officer and two riflemen, were airlifted to the military hospital in Leimakhong near Imphal. All the three are battling for their lives, according to police. They were on patrol after coming out of their camp at Khudengthabi when the roadside bomb was detonated by a remote control
device. The militants are believed to have escaped to their camps across the border before the arrival of reinforcements. Although other troopers opened fire, it is not known if the militants suffered any casualties. No firearms were snatched, police said. There have been a series of bomb blasts in Moreh, the town adjoining the India-Myanmar border, in the recent past. A few days back, two troopers of 165 Territorial Army were killed and two wounded in a similar bomb blast at Lokchao. Four policemen also sustained injuries at Kotha when militants attacked
them with similar bombs. A woman eking out a living as a porter was also shot dead in the town. Police have, however, not been able to make any progress in the investigations. In line with the directive from Union Home Minister Rajnath Singh, the state government has set up an inquiry committee headed by Pramod Astana, Additional Director General of Police, to probe these blasts and attacks. Shillong, June 3 (iAnS): Meghalaya Chief Minister Mukul Sangma has written to his Tripura counterpart Manik Sarkar urging to unite against the Centre's new law on cattle trade and slaughter. Sangma, in his letter on Friday night, said the Prevention of Cruelty to Animals (Regulation of Livestock Markets) Rules, 2017, is an infringement of a state's rights to regulate items on List-II of the State List which include cattle market. "The Centre should have treaded carefully after due consultations with state governments before proposing changes in the regulation of livestock markets." Sangma also termed the move as "a complete infringement of the states' domain which needed to be

Farmers taught on centrally sponsored schemes MedzipheMa, June 3 (Mexn): One day awareness programme on centrally sponsored schemes was organised by KVK Dimapur, ICAR-RC for NEH Region, Nagaland Centre, Medziphema on June 2. Dr. Anamika Sharma, senior scientist and head KVK Dimapur appealed the farmers to take advantage of Rastriya Kaushal Vikas Yojna. AC Biswas AGM, NABARD Dimapur and Uttam Das, Field officer SBI were the resource person. The objective to organize the interface with NABARD and SBI was how the beneficiaries can apply the loan and for which scheme
and how much amount they can avail as subsidy and loan. The Joint Director in his remark encouraged the farmers for backyard poultry farming and production of vermicompost on commercial scale for better income and livelihood. He suggested that any weeds or local grasses can be easily converted into vericompost. AC Biswas apprised the farmers about entrepreneurship development through agri and allied sector, where they can avail 40% subsidy and 10% their contribution and 50% amount as loan. He told about Kisan Credit Cards, which is an easier and smart way of farming.
Rani Gaidinliu Vedic Gurukulam organizes cleanliness drive peren, June 3 (Mexn): Rani Gaidinliu Vedic Gurukulam organized a cleanliness drive under Swachh Bharat Abhiyan at Azailong in Peren district on May 28. Treasurer of NPF Central, NR Zeliang, who attended the cultural programme cum public meeting at Rani Gaidinliu Tribal Hostel on the same day, encouraged students and villagers in his address. After inspection of the school and hostel, he donated one generator to be used in the hostel for education purpose during load shedding, informed a press release from Dameshwar Shastri, Principal and Incharge, Rani Gaidinliu Vedic Gurukulam. Zeliang also assured permanent electricity supply to the hostel, which is situated on a hilltop one kilometer away from highway, it added. Others who attended the programme were Head GB, GB, Chairman and elders of Azailong, Nkialwa Village. They, according to the release, lauded the service of Rani Gaidinliu Tribal Hostel to poor students in remote area of Azailong since many years.

78th Battalion CRPF celebrates Raising Day KohiMa, June 3 (Mexn): The 78th Battalion CRPF celebrated 32nd Raising Day and Foundation Day at Zubza headquarters on May 31 and June 1. Officers, jawans and families with the local people participated in the celebration. The Raising Day celebrations on June 1 began with paying floral tributes to the “martyrs” of the Force. Wreaths were laid by officers and men at the Jai Jawan Memorial structure at Unit HQ, which was followed by a ceremonial Guard of Honour and hoisting of CRPF flag at the Unit Quarter Guard. Unit Commandant Neeraj Yadav and senior officers also planted saplings in the camp. A press release further informed that three ‘Bambusa’ restaurants constructed at Unit HQ with expertise of local people were inaugurated by Niketu Iralu, Social Activist
and renowned writer and resident of Zubza. As part of the celebrations, an inter-Coy volleyball, basketball, badminton tournaments were organized at Unit HQ on May 30. The final matches were held on May 31. This was followed by an informal gathering of officers and jawans during which grievances of the latter were redressed, the release said. A special Sainik Sammelan was addressed by the Unit Commandant on May 31, wherein all officers and jawans were briefed about the significance of the Raising Day and the history of CRPF in general and 78th Bn in particular. BJMM meet focuses on installing BJP govt DIMaPuR, June 3 (Mexn): Nagaland State Bharatiya Janata Mahila Morcha (BJMM), the women’s wing of the State BJP, held its 5th State Executive Meeting on June 3 in Dimapur. State BJMM President Sanuo Ngullie in her presidential speech asserted the BJP government is propoor and understands that poverty in the country is mainly due to corruption. “Therefore, all out efforts had been put to lift the poorest of the poor by rooting out corruption by different measures...” Maintaining that women have equal responsibility in the society, she stated with Naga society being faced with acute problems of corruption, poverty, unemployment, anti-social activities etc. the women of Nagaland cannot continue to remain silent. “Women should work hand in hand
with the men folk to empower and better the welfare of women and children and thus the society at large,” she added, according to a press release from General Secretary (Media), BJP Nagaland. “The BJMM workers therefore have a responsibility to play a positive role to fight against social injustices and eradicate social problems.” The BJMM, Sanuo said, should also work hard towards transforming Nagaland by installing BJP government in the State. Yogita Singh, National BJMM Secretary and In-charge for Nagaland BJMM, highlighted the welfare schemes for women and children being implemented by Narendra Modi’s government and encouraged the BJMM workers to help the women of the State avail them. She further asked the BJMM workers to work hard on
the party’s Mass Contact programme. The organizational structure of BJMM has to be strengthened till the booth level, she asserted. She assured that when BJP forms government in the State, no woman or daughter will have to worry. “They don’t have to travel to Delhi or outside the state for employment, medical treatment, education and other modern amenities and services as all these would be made available in the state itself.” In the evening, Yogita Singh held meeting with the Dimapur –I Mandal BJMM in Dimapur. Speaking at the Nagaland BJMM meeting, State BJP President Visasolie Lhoungu said Prime Minister Modi is very concerned for the Nagas. However, he lamented, the Nagas are too disunited to avail the goodwill and benefits of the BJP government. He said
the party workers should work towards bringing understanding among them. Further, he asserted BJP is a secular party striving for an equitable society. He also said it is a shame that as a Christian majority state, Nagaland is the most corrupt and therefore the most under developed. “The BJP workers have a responsibility to rectify the situation and for which the party workers should volunteer to work hard.” The President also declared BJP is coming to power in the State in 2018 election. Therefore, he urged the BJMM workers to work hard to realize that goal to check corruption and bring about all round development in the state. He also advised party workers to take criticism positively. Ananta Mishra, Organising Secretary of BJP Nagaland highlighted
the organizational programmes and schedules of the party. From June 6 to 25, BJMM workers are to engage in the Great Membership drive by enlisting women memberships by dialing 18002661001 from the applicant’s phone. He emphasized on the Mass Contact Programme from July 5 to 31 in every district, mandal and booth, where the BJMM workers should visit every home and educate the women about the government’s schemes particularly those pertaining to women, youths and children. Mishra further encouraged the BJMM workers to work hard to ensure the victory of atleast 4 to 5 women MLAs in the State’s 2018 election. He assured that based on their performance, atleast two BJMM workers would be given the opportunity to be MLAs. “The party is set to form its
own state government and as the party progresses by leaps and bounds, there is sure to be problems from critics. However, being party members of the world’s biggest political party of 13 crores, there is no reason to be worried,” he added. Asangla Ao, General Secretary State BJMM, presented the BJMM activities report for the period ending May 2017 followed by the reports from all the BJMM District Mahila Presidents. Vikheli Sema, State Executive Member, encouraged the BJMM to continue to work hard focusing on the goal of bringing BJP government in the state for all round development. Workshop on ‘teachers as a counsellor’ held
DIMaPuR, June 3 (Mexn): Institute of Psychology Counseling and Educational Research (IPCER) Chumukedima organized a teachers’ training with the theme ‘Teachers as a Counsellor’ for all Chumukedima private institutes at Mount Mary College Chumukedima on June 2. 55 teachers from 10 schools took part in the second teachers’ workshop of the institute, according to a press release from Atoli, IPCER Programme Coordinator. The main motive of the workshop, the release said, is to bring together all the academicians and experts from different schools to exchange knowledge, ideas and findings to implement the importance of counseling and skill teachers as counsellors. The facilitators for the training were Dr. Zavise Rume, Associate Professor, SCERT and Bokatoli, Counseling Psychologist and faculty of IPCER. IPCER graduate students Alila Imchen and Mary did a case presentation. Dr. Thejakhrielie Sekhose, Additional Director, SCERT Kohima, in his keynote address stressed that teachers are professionals, and so
must be trained and updating their knowledge constantly. “Teachers are the first persons to notice students’ issues. A teacher should be able to help the students manage their mental health, well being, facilitate, psycho educate and equip them for a better future,” he stated. “If you are not a good guide, you cannot be a good teacher…for that you need to have skills and knowledge as a Counsellor.” He further emphasized that counseling is a necessity, but there is massive deficit in the aspect. “Since every child is unique, teachers should be competent to deal with such by acquiring and training oneself, beginning with being empathetic, non-judgmental and unconditional positive regard,” Dr. Thejakhrielie added. Hinting that similar training by SCERT is in the pipeline, he maintained that every teacher must be a trained counselor, the release stated. The programme was chaired by Tainla, psychologist, while welcome address was delivered by Nukshi Esther Imsong, Director/Founder of IPCER.
Taking forward ‘Greening Jalukie’ initiative JaLukIe, June 3 (Mexn): As part of World Environment Day 2017 celebration, Jalukie Forest Range Office organized planting activities in Jalukie Town and sensitization programme at Forest colony with forest personnel and public on June 3. This effort was undertaken in continuation of the ‘Greening Jalukie’ initiative launched by Peren Forest Division in the year 2011 in collaboration with District Administration, Police, Eco-Clubs, town youth and women organizations, town churches, Jalukie Students’ Union and traders’ union, informed Rampaukai, ACF Jalukie, Peren Division in a press release. AR bust arms fabrication unit DIMaPuR, June 3 (Mexn): 41 Assam Rifles allegedly busted an arms fabrication unit during an operation conducted at Lhomithi, Signal Basti in Dimapur on June 3. A press release from Assam Rifles informed that one person identified as Kiyoka Yepthomi (29) was apprehended in this connection. The release claimed that the apprehended revealed his involvement in fabrication, smuggling and sale of arms to UG cadres. The recoveries included one 9 mm Carbine Machine Gun with magazine and one .22 mm pistol with magazine, a semi fabricated 9 mm Pistol, .22 mm Pistol, G-4 Assault type Rifle and various other weapon parts and tools, it added. It is open secret that for long these individuals are all out to derail the ongoing hard earned Indo-Naga peace process, and they found themselves a free-port to dump their divisive policies as was evident from their misleading representation to the Prime Minister of India dated 19th May 2017 followed by press statement dated 29th May 2017. The Chakhesang National Workers has no desire to create enmity with our
brothers and sisters in other NPGs, rather it is our humble prayer that sooner than later they will also join hands and support the ongoing Indo-Naga peace process than prolonging the suffering of our people. Yet, one cannot simply wish away facts that double the numbers of National Workers who have dedicatedly sacrificed the best years of their life are in the NSCN/ GPRN even from so called Nagas of Nagaland State alone than all six NPGs all put together and firmly rallying behind his Excellency Gen Retd Khole the Vice President and Th. Muivah the most respected Ato Kilonser. The question of who should be stakeholder is best judged by Naga Peoples. The NSCN/GPRN by the Grace of God

A guide to understanding the Bible Harry Emerson Fosdick
Introduction Biblical scholarship of the last half of the 19th century has made it possible to arrange the texts in approximate chronological order as well as develop broad chronological outlines. This book is not written by a technical scholar and not written for technical scholars but for the general public. Chapter 1: The Idea of God From the beginnings of the Bible to the end, the advance in the idea of God was extreme: Beginning with a territorial deity who loved his clansmen and hated the remainder of mankind, it ends with a great multitude out of every tribe and tongue and people and nation, worshiping one universal Father; beginning with a god who walked in the garden in the cool of the day, it ends with the God whom "no man hath seen...at any time." Chapter 2: The Idea of Man The Old Testament starts with social solidarity so complete that the individual has practically no rights, and achieves at last profound insight into the meaning, worth, and possibility of personal life. The New Testament starts with personalities as in themselves supremely valuable, and conceives the "beloved community" in terms of their free cooperation and the social hope of the kingdom of God the crowning evidence of their faith and loyalty. Chapter 3: The Idea of Right and Wrong There were three main limitations on early Hebrew morals: the field of ethical obligation was tribally constricted; within the tribal circle certain classes were denied full personal rights; and the nature of moral conduct was interpreted in such external terms of custom and ritual as to make small demand on internal insight and quality. The progress made, therefore, in the lat-
er stages of the Old Testament, in the inter-Testamental period, and in the New Testament, may be interpreted as the overpassing of these three inadequacies. The thought expressed here is adverse to those who claim apocalypticism as the real creator of the New Testament’s ethic. Chapter 4: The Idea of Suffering All concepts of suffering found in the Old Testament are also found in the New Testament. Both saw that some human pain and torment are punitive, that some trouble is disciplinary was taken for granted, that in one way or another the cosmic process should not in the end be ethically unsatisfactory, that the whole experience of suffering remained mysterious, but that the climactic element in the New Testament’s contribution to the understanding of suffering is to be found in its treatment of vicarious self-sacrifice. Chapter 5: The Idea of Fellowship with God The idea of the fellowship with God (prayer) development from the unapproachableness to the immediate accessibility of God, and from magical and ceremonial conditions

Stimulating Faith by Way of Contradiction

heologian Charles Wood, in The Formation of Christian Understanding (Westminster, 1981) , offers a provocative insight regarding the Bible’s multiple perspectives. Far from presenting a mere problem of interpretation, he contends, the differing and even contradictory texts can lead us to a more vigorous, robust kind of faith. "These disparate elements are not to be ‘harmonized’ into some innocuous consensus," he says. Their function is rather to stimulate more thorough reflection and more honest engagement, and thus to foster a clearer and more lively apprehension of the canonical witness and its implications. Wood is on to something, as most good teachers will recognize. The goal of teachers is not to make clones of themselves, or robots who blindly follow in the footsteps and habits of their leaders. Rather, teachers aim to help people think and understand and grow. Few methods in teaching encourage thinking better than the encounter with contradiction. Think, for example, of the teacher of American history who presents a class of seventh graders with two accounts of the battle of Gettysburg, one written in the North and
one in the South. Or of two views of the American Revolution, one from the colonies and one from a loyalist in London, both of which are persuasive. Such an exercise captures the students’ interest and prompts a quest for understanding more effectively than does the enforcement of one-dimensional "right answers" to be learned by rote. I do a fair amount of teaching with case studies. A good case study comes out of an open-ended situation in which a decision is demanded but in which contradictory courses of action seem equally appealing, or in which moral pressures make contradictory claims. The fundamentalist mind-set, of course, sees little but problems in the multiple sources and viewpoints we have from Genesis to Revelation. It feels a need to explain away the inconsistencies, the several perspectives, the different accounts. But what a richness there is in the contradictions -- in those two different stories of creation, or those four portraits of Jesus, or in the divergent views on faith and works that we find in the book of James and the letters of Paul. Try starting a class by reading Matthew’s "Blessed are the poor in spirit," and then by reading Luke’s "Blessed are the poor." What a difference, whichever Jesus said. Both sayings have a ca-
nonical function in the church, shaping part of our identity and purpose, and we won’t throw out either one, even if scholarship moves us to think Jesus more likely said the one and not the other. Or try matching Jesus’ approval of Zaccheus’s enthusiastic decision to give half his goods to the poor with Jesus’ demand of the rich young ruler, "Sell all you have." Or put Luke’s Jesus, who forbids all divorce, together with Matthew’s, who allows it in the case of adultery. We don’t discard James or Jude or the Song of Solomon or Leviticus even if they don’t of themselves present the kernel of the Christian gospel, or anything much like it. We have a richly textured tradition, and varied roots to our religious language, symbolism and reflection. Charles Wood cherishes these inconsistent elements in the Bible. "Their elimination from the canon might diminish its witness or its effectiveness in one way or another, even though they are in no way representative of the canon. There are some among these whose anomalous status may even be the clue to their canonical role: like the friends of Job they provoke to deeper consideration even though -- or just because -- their own proposals are unsatisfactory." Though high schoolers and col-
lege students don’t stage formal debates as much these days as they once did, the debate format is still a highly effective means of motivating and educating people. "Resolved: Nuclear power is not worth the risks to human life. Pro and con." "Resolved: Abortion, for the Christian, is never justified. Pro and Con." Some years ago in a book on motivating human learning, Leon Festinger observed that we coast along with our routine patterns of thought without much serious reflection until the moment that we meet something strange, some surd. something that doesn’t fit. Then we are forced to struggle and to expand our thinking with new insights. Most scientific revolutions, have come about like that. So does personal growth. Festinger called his book A Theory of Cognitive Dissonance. I like the title because I sing, and the great moments in music are often those tense ones when dissonance hangs impatiently in the air, waiting for harmonic resolution. Music without its dissonances would too often be innocuous and insipid -- as the Christian faith would be if we explained away its mysteries. Thank God for the gift of contradiction Gaylord Noyce teaches practical theology at Yale Divinity School. His most recent book is The Pastor as Moral Counselor.
Justification by faith for fragile and broken souls

"C
an faith make one’s life better? More vibrant? More robust?” These questions sound like a pitch for yet another warmed-over prosperity gospel. But any suggestion of that school of thought ends as soon as it begins in Ted Peters’s book. What follows instead is an unexpected journey into the soul and its maladies, with Peters as an affable and chatty tour guide. What makes this book unexpected is its departure from the author’s well-known forte. Peters, who has taught at Pacific Lutheran Theological Seminary and the Graduate Theological Union since 1978, is best known for his work at the nexus of theology and the natural sciences. What he offers in this book is part theological reflection, part manual for the care of souls. With a nod to various theologies of the soul, Peters avoids protracted arguments about the soul’s nature or even existence. Instead, he pur-
sues an understanding of the soul that is more experiential than metaphysical. This emphasis allows him to dive straight into the human condition. He then focuses on the struggles of people with two different and troubling conditions, the “fragile soul” and the “broken soul.” As nostrum for these maladies, Peters advances the Lutheran “justification by faith” formula. The fragile soul and broken soul are conceptually very different from one another. The fragile soul might be described as the human’s anxious state before a just and demanding God or moral code. Appealing to Luther’s catechetical discussion of idolatry, Peters imagines the fragile soul desperately trying to apply duct tape to the fractured perimeter of its moral world. Justification by faith is a no-brainer as remedy for the fragile soul. Peters’s greatest insight here is the universal applicability of this remedy. He argues that the condition of the fragile soul does not require a preexistent Judeo-Christian matrix. Fragile souls are fragile souls with or without
the glowering God of the Ten Commandments demanding his due. The broken soul, on the other hand, is beyond moral categories or even traditional notions of atonement. Here Peters engages in a lengthy discussion of moral injury among military veterans. Intriguingly, he identifies military personnel as “invisible scapegoats” and juxtaposes them with the “visible scapegoats” of which Christ is the archetype. Peters resists substitutionary thinking at this point, claiming that any such thought will be nonsensical to someone whose moral world has utterly collapsed. In place of substitution, Peters offers accompaniment, the solidarity of Christ in the moral abyss, as the beginning of healing. To make this case, however, Peters must disclose what he intends by “justification by faith.” He acknowledges the importance of knowledge and assent to theological propositions in the life of faith. A believing faith believes in something, and that something is inextricably connected to knowledge of the object of faith.
Even so, Peters engages questions of certainty and doubt, allowing him to move beyond knowledge to trust. Peters, who is willing to part from historic theological formulas, has little use for forensic justification— the atonement model whereby God declares the sinner as righteous and imputes Christ’s righteousness (which is alien to the sinner) to the sinner. Peters argues for justification by indwelling rather than imputation. This indwelling of Christ in the soul is not merely grace as a substance or a reward dispensed to us in regard for our act of faith. Any faith that holds God as its object is secondary to the faithfulness that Christ shows toward human creatures. Peters seems to relish turning classic models on their head as he claims that Christ has faith in us and it’s this faith that justifies. When Peters engages sanctification as a category, he is loath to separate it from justification. He poses the Catholic-Lutheran Joint Declaration on the Doctrine of Justification (1999) as a foil to his understanding of sanc-
tification, arguing against what he considers to be tired categories that obscure the fullness of Luther’s notions of indwelling and neighbor love. Peters marshals a wide array of modern writers and holds them in tension with Luther. Unfortunately, he doesn’t avail himself of those elements of the scholastic Lutheran tradition that would have helped him to move more nimbly through his argument, such as the distinction between sanctification in the broad sense (which includes justification) and sanctification in the narrow sense (which excludes justification). The concluding chapters on faith, justification, sanctification, and justice lay bare the concept of the robust soul, and it is the creation of this robust soul that constitutes Peters’s therapeutic goal. Here the author is faithful to his core conviction that we cannot create the robust soul. The consequence solely of Jesus’ work in us, the robust soul lives a robust life marked by faith and justice as a necessary and spontaneous consequence. This book is a remarkable at-
tempt to translate theological concepts into a manual for the care of souls. Some readers will readily identify with the fragile soul, and the counsel Peters offers may give relief to such troubled consciences. It seems less likely that someone with a broken soul will pick up this book or persist through to the relevant chapters. Still, pastors may find it helpful in their ministrations. A greater divide in opinion about the book may result from its style. It is conversational, at times confessional, and frequently folksy. The prose often reads like a string of essays that are only loosely connected. There are periodic excurses that could have been handled more tersely without compromising the argument. Readers who seek a tightly focused work in an academic tone will be disappointed. Those who enjoy sitting in the presence of a gentle raconteur who happily meanders through the topic with a breezy stream-of-consciousness manner will find it a pleasant read.

It has taken a quarter of a century for the law to catch up with the heroes/villains of the Ramjanmabhoomi movement, depending on whether one belongs to the saffron brotherhood or is with the minorities and the LeftLiberals. There is little doubt that the political fallout of the judgment on their culpability for the destruction of a 16th century protected monument will influence the outcome of the next general election. While the BJP will hope that a renewed focus on the temple issue, which brought it from the margins of politics to centre-stage, will en-
Gujarat law invoking life term for cow slaughter comes into force GanDhinaGar, June 3 (ians): The Gujarat government on Saturday brought into force the Gujarat Animal Preservation (Amendment) Act 2017, providing for life imprisonment for cow slaughter, which was passed in the budget session in March. Minister of State for Home Pradeepsinh Jadeja told the media that the government was committed to protection of cow and would issue a notification to declare the rules shortly. "We have come out with the strictest law for the protection of our sacred animal cow and the government is committed to its protection. "There will be life imprisonment for those who slaughter cow in the state and the vehicles used in transportation of slaughtered cow or cows will be confiscated," he said. Earlier, the violators of this law used to get three to seven years of jail and Rs 50,000 fine, but now, the minimum jail would be for 10 years up to life imprisonment and a fine up to Rs five lakh, Jadeja said. The minister added that according to the provisions of new rules, illegal transportation of cow progeny or beef or products made from beef, or there storage or display would also attract jail term of seven to 10 years and fine from Rs one lakh to Rs five lakh. The crimes committed earlier for the violations of the Act were bailable, but the new rules make them enforceable by police and nonbailable offences.

Paris, June 3 (PTi): India and France today vowed to work together for the successful implementation of the landmark Paris climate agreement and fight the challenge posed by terrorism, as Prime Minister Narendra Modi met newly-elected French President Emmanuel Macron here. Modi said India was committed to "go above and beyond" the Paris deal to protect climate for future generations as he termed the UN-brokered agreement a shared legacy of the world, a day after the US president walked out of the accord. Speaking after holding two hours of wide-ranging talks with Macron at the presidential Elysee Palace here, Modi said the Paris climate deal reflects "our duty towards protecting the mother Earth and our natural resources. For us, this (protection of environment) is an article of faith." "Paris climate agreement is a shared legacy of the world. It will benefit the future generations as well," Modi said addressing a joint press event with Macron. He said India is committed to the Paris accord, and "even beyond it, India will work and walk together with others to leave a gift for the future generations." "We have natural resources because our previous generations protected these resources. We must do the same for our future generations," Modi said. Describing the city of Paris as an important part of his political journey, the prime minister said India and France had worked shoulder to shoulder for this agreement. His remarks came after US President Donald Trump announced plans to withdraw from the Paris climate change deal on curbing carbon emissions, which had been agreed by more than 190 nations. Trump said the agreement unfairly benefited countries like India and China. On his part, Macron said he wants to restate France's full commitment to the fight against climate warming.
CBI busts Army postings racket, arrests Lt. Col.
new Delhi, June 3 (ians): The CBI on Saturday said it has busted a transfer racket at the Army Headquarters here with the arrest of a Lt. Colonel and a middleman who took a bribe for the transfer of a Bengaluru-based Army officer to a choice posting. Lt. Col. Ranganathan Suvramani Moni, posted in the Personnel Department at the Army Headquarters, was arrested along with middlemen Gaurav Kohli from Moni's residence in the national capital on Friday following a tip-off, an official said. Separate CBI teams conducted raids on the premises of the accused and others at over 10 places in Delhi, Bengaluru, Hyderabad, and Thiruvananthapuram and seized Rs 10 lakh and several incriminating documents. The arrested persons were presented in a Special CBI court on Saturday, which sent them to fourday CBI custody. The agency said both were arrested when Kohli visited the Lt. Col.'s house to deliver him Rs 2 lakh, a part of the Rs 5 lakh bribe,

The details are under investigation," Army sources said. Moni was commissioned in the Army in August 1994 and was posted at the Army Headquarters since August 2015. He belongs to Thiruvananthapuram in Kerala. "The Army Headquarters will wait for full investigation and cooperate in the probe," the sources added.

The Paris agreement's central aim is to strengthen the global response to the threat of climate change by keeping the global temperature rise in this century well below 2 degrees Celsius above pre-industrial levels and to pursue efforts to limit it to 1.5 degrees Celsius. The landmark agreement, which entered into force last November, calls on countries to combat climate change and to accelerate and intensify the actions and investments needed for a sustainable low carbon future, and to adapt to the increasing impacts of climate change. The two leaders voiced concern over the growing threat of terrorism worldwide. "Terrorism is one of the biggest challenges the world is facing today," Prime Minister Modi said, adding that he and Macron discussed extensively on how to save the world from terrorism and radicalisation. "We cannot see the danger of climate change but we can see the horrific effects of terrorism, we can feel it. Innocent people, women, children lose their lives to terror. Every child in France knows the face of terror," Modi said, referring to a series of terror attacks that rocked France in recent years claiming dozens of lives.
He said terrorism is visible and it affects entire world, including France and India. "World needs to unite to defeat the menace of terrorism," Modi said. Macron said that the issues of tackling terrorism was discussed at length during his talks with Prime Minister Modi and France fully supports India's fight against terrorism. "We are committed to work together in defence cooperation, maritime security and fighting terrorism on the internet. France will stand by India in the fight against terrorism," he said. The two leaders agreed to fight terrorism in all its forms and to work on concrete plans to fight terrorism on the internet before the end of the year. Cynics have said that ensnaring Advani and others in the 25-year-old case will enable Modi to oust from political contention those who had opposed his elevation before 2014. This view of the Prime Minister's critics is substantiated in the latter's opinion by Modi's own exoneration from the 2002 Gujarat riots and Amit Shah's from the Ishrat Jahan encounter case. The events of 1992 and 2002 are the two black marks on the BJP's rise to political prominence. While Atal Bihari Vajpayee believed that the 2002 riots led to the BJP's defeat in 2004, it remains to be seen what effect the judicial indictment of Advani and his fellow "conspirators" in the "crime" which they committed in 1992 will have on the next general election.

He said the central government wants a permanent solution to the Kashmir problem by taking its people into confidence and is moving ahead in that direction. "In democracy all the problems can be solved through talks. We want to evolve a solution through talks. Whoever wants to talk to us, we are completely ready for it. If some organisations of youth would like to hold talks we are ready for that. Kashmiri youths are the future of the nation," he said, addressing the media on three years of the Modi government. Asked whether the government would engage with the Hurriyat, Singh said, "There are some forces which are working at the behest of Pakistan to mislead the Kashmiri youth for their personal benefit. It is the same Pakistan which could not save its eastern part (now Bangladesh), Balochistan, Khyber Pakhtunkhwa, Sindh and FATA. What can Pakistan do? I can't understand what the separatists were trying to achieve by coming under the influence of this Pakistan. We will not allow them (separatists) to play with the future of Kashmiri youth." The Home Minister said the government was keen on finding a permanent solution to the problem which has been hanging fire from 1947. "We want a permanent solution to the Kashmir problem. Honestly speaking, we want this permanent
solution by taking Kashmiri people into confidence. This problem is there since 1947. It can't be resolved in a trice (chutki mein). It will require time, but we will come out with a permanent solution. We are moving ahead in that direction," Singh said. He said Pakistan-sponsored terrorism will be completely eliminated and an environment created that will allow people to live in peace and harmony. Asked about the contours of the permanent solution he has been talking about of late, Singh said, "Hum kya karenge usey dekhte jaiye (What we will do, you keep watching)." Vowing to work for the development of the state, he also urged the youths of Kashmir to stop pelting stones and join hands with the government. "We will remove all the obstacles which comes in the way of Kashmir's future. Nature has gifted Kashmiri youths with lot of skills. This is not for stone pelting. They are the future of Kashmir. They are the future of the country," Singh said. He said the situation in Kashmir is under control and soon it will be controlled completely. "A total of 239 militants were neutralised during 2011-2013, while this number increased to 368 during 20152016," Singh said. The senior BJP leader also claimed that after surgical strikes in September 2016 across the Line of Control, there has been a 45 per cent drop in infiltration in comparison with the period in 2016. The Minister also listed the development works being carried out by the central government in Jammu and Kashmir. He said several steps have been taken for providing employment to the youth.
Indian fishermen try new nets for healthier oceans
sinDhuDurG, June 3 (aP): The fishermen were dubious when ocean experts suggested they could save their dwindling marine stocks just by switching to new nets. It took years for the U.N. Development Program to convince the fishing communities along India’s tropical western coast that the diamond-mesh nets they were using were trapping baby fish, while a squareshaped mesh could allow small fish to escape to maintain a breeding population. But two years after the new nets were fully adopted, fishermen insist they’re making a difference. “This square net is a blessing for us,” said John Gabriel Naronha, who runs six trawlers in the area. “When the small fish grows up, the fishermen can really benefit ... we can get good prices for big fish. And the small fish gets a chance to grow.” The project, launched in 2011, is one of many being showcased at a major conference on oceans beginning Monday at U.N. headquarters, where the United Nations will plead with nations to help halt a global assault on marine life and ecosystems that is threatening jobs, econo-
mies and even human lives. “The oceans of the planet are in dire need of urgent action,” said says Marina Walter, deputy director for UNDP in India. That action is even more urgent now that climate change is causing ocean temperatures to rise while waters also become more acidic, causing widespread destruction of coral reefs that sustain a quarter of all marine species. But conservation efforts work best when they’re linked with local livelihoods, Walter said. “You cannot work on biodiversity or life underwater in isolation, without looking at the livelihoods of people, the bread and butter.” No one in 180 or so fishing villages of Sindhudurg district expected to have problems fishing, after centuries of their families relying on the sea. Located in one of India’s 11 ecologically critical coastline habitats, the area is teeming with life from more than 350 marine species including Indian Ocean dolphins and Oliver Ridley turtles. Colorful coral reefs span the shallows, while tangles of mangrove forests protect the land from water erosion. But that bounty has
suffered against the twin assaults of overfishing and pollution, which caused a steady decline local fish stocks and forced fishermen to push farther out to sea. Since switching to new nets, fishermen say fish stocks are recovering, though there is no data collected yet to prove it. Surveys of fish population may be conducted at the end of this year, when the UNDP finishes its six-year project in the area. The struggles of India’s fishermen are hardly unique. About one out of every 10 people in the world relies directly on the ocean to survive. Most of those are among the world’s poorest and most vulnerable, meaning they have few substitutes when marine life declines. And it is declining rapidly, thanks to increased fishing for an expanding global population and unchecked runoff of industrial chemicals, sewage and other pollutants. Already, about 90 percent of wild fisheries around the world are over-exploited or collapsed. Meanwhile, the UNDP has also helped set up a crab farming project in the

NKorea, cyberattacks & ‘Lazarus’: What we really know
TOKYO, June 3 (AP): With the dust now settling after “WannaCry”, the biggest ransomware attack in history, cybersecurity experts are taking a deep dive into how it was carried out, what can be done to protect computers from future breaches and, trickiest of all, who is really to blame. For many, it seems that last question has already been solved: It was North Korea. But beyond the frequently used shorthand that North Korea was likely behind the attack lies a more complicated — and enlightening — story: the rise of an infamous group of workaholic hackers, collectively known as “Lazarus,” who may be using secret lairs in northeast China and have created a virtual “malware factory” that could wreak a lot more havoc in the future. Big caveat here: Lazarus doesn’t reveal much about itself. What little is known about the group is speculative. Nevertheless, extensive forensic research into its activities dating back almost a decade paints a fascinating, if chilling, picture of a hacker collective that is mercenary, tenacious and motivated by what appears to be a mixture of political and financial objectives. Their fingerprints are all over WannaCry. So who, then, are they? OPERATION BLOCKBUSTER On Dec. 19, 2014, just one month after a devastating hack hobbled Sony Pictures Entertainment, the FBI’s field office in San Diego issued a press release stating North Korea was the culprit and saying such cyberattacks pose “one of the gravest national security dangers” to the United States. “The destructive nature of this attack, coupled with its coercive nature, sets it apart,” the statement said. “North Korea’s actions were intended to inflict significant harm on a U.S. business and suppress the right of American citizens to express themselves. Such acts of intimidation fall outside the bounds of acceptable state behavior.”
The FBI listed similarities in specific lines of code, encryption algorithms, data deletion methods and compromised networks for its determination. It said there was a significant overlap between the infrastructure used in the attack and other cyberactivity it had previously linked directly to North Korea, including several internet protocol addresses hardcoded into the data deletion malware. Its claim that North Korea was to blame has since been widely disputed. In an attempt to analyze the Sony Hack, an industry consortium led by Novetta launched “Operation Blockbuster,” which in 2016 released the most detailed public report to date on the attack. Its findings lined up with the FBI’s conclusion that the tactics, tools and capabilities strongly indicated the work of a “structured, resourced and motivated organization,” but said its analysis could not support the direct attribution of a nation-state. Instead, it determined the attack “was carried out by a single group, or potentially very closely linked groups, sharing technical resources, infrastructure and even tasking.” It named the group Lazarus. Operation Blockbuster traced the first inklings of Lazarus activity to 2009, or possibly to 2007, with large-scale denial of service attacks on U.S. and South Korean websites. That was followed by the “Operation Troy” cyberespionage campaign that lasted from 2009 to 2013; “Ten Days of Rain,” which used compromised computers for denial of service attacks on South Korean media and financial institutions and U.S. military facilities; and “DarkSeoul,” an attack on South Korean broadcasting companies and banks. “This is a determined adversary with the resources to develop unique, mission-oriented malware tools,” the 100page report concluded.

also participated in Operation Blockbuster, analyzed timestamps on accounts suspected of being linked to Lazarus to create a profile of its hackers. They surmised the attackers are probably located in a time zone eight or nine hours ahead of Greenwich Mean Time — which would include China, Malaysia and parts of Indonesia, among other places — because they seem to start working at around midnight GMT and break for lunch three hours later. They even claimed the hackers get roughly 6-7 hours of sleep per night. “This indicates a very hardworking team, possibly more hard working than any other Advanced Persistent Threat group we’ve analyzed,” it said. It also said the reference sample of suspected Lazarus activity indicated at least one resource in the Korean language on a majority of the computers being used. Scott, a senior fellow at the Institute for Critical Infrastructure Technology, a Washingtonbased think tank. “Essentially, it is believed that they subcontract or outsource the rapid development of new malware and malware variants to numerous external threat actors.” Scott said any connections between Lazarus and North Korea remain unclear, but four possibilities exist: • Lazarus is affiliated with North Korea; • it is an independent side operation of persons affiliated with North Korea; • it is entirely independent of North Korea; • it is a cyber-mercenary collective that occasionally works on behalf of North Korea. “There is no conclusive evidence that Lazarus is statesponsored,” Scott said, adding that it has instead “always exhibited the characteristics of a well-resourced and organized cybercriminal or cyber-mercenary collective.” Jon Condra, director of AsiaPacific research at the cybersecurity firm Flashpoint, cautious-
ly noted the theory that at least some Lazarus Group hackers are likely working out of China and that they may include North Koreans. Flashpoint analyzed the WannaCry ransom notes posted in 28 languages and determined all but three were created using translation software — suggesting its authors include human members who are native in Chinese and fluent but not perfect in English. “It is widely believed that at least some North Korean hacking units operate out of Northeastern China — the city of Shenyang, in particular — but hard evidence is scant,” he said. “It is entirely possible that the Lazarus Group is not entirely made up of North Korean actors, but may also have Chinese members.” Even that, he added, is speculative: “We really do not have a clear picture of the composition of the Lazarus Group.” AN EVER-MORPHING ADVERSARY Kaspersky took another look into Lazarus after the attempted heist of $900 million
from the central bank of Bangladesh in February last year. It found Lazarus is both accelerating its activities and morphing rapidly. According to Kaspersky, the Lazarus Group now has its own cybercrime subgroup, dubbed BlueNoroff, to help finance its operations through attacks on banks, casinos, financial institutions and traders. “The scale of Lazarus operations is shocking,” its report said. “It’s something that requires strict organization and control at all stages of the operation. ... Such a process requires a lot of money to keep running the business.” The disruptive and “asymmetric” nature of cyber warfare clearly makes it a weapon North Korea can be assumed to want to exploit against its much more powerful adversaries in a military conflict. Cybercrime would also seem to be extremely attractive to North Korea. It’s hard to trace, can be done on the cheap and, for those who can master the technological expertise, the opportunities seem to be everywhere. It would also seem to be a less risky means of procuring illicit income than other activities the North Korean regime has been accused of in the past, like drug trafficking and counterfeiting U.S. $100 bills. Washington, Seoul and defectors from North Korea all claim the North is working hard to train an army of cyber warriors, mainly within its primary intelligence agency, the Reconnaissance General Bureau. South Korea said North Korea’s cyber army consisted of 6,800 hackers in 2015. But independent experts tend not to take such claims too literally. Scott and Condra caution that much of what is reported about North Korea’s cyber army comes from defectors or rival governments with a spin motive and is amplified by partisan or attention-seeking media. Defectors’ insights are valuable, yes. But even if they’re not politi-
cally motivated, they are limited by the scope of their access and inside knowledge — and are usually significantly out of date. STILL-MISSING LINKS The U.S. government has not blamed WannaCry on North Korea. “We know North Korea possesses the capability of doing this kind of thing but we are still assessing what the source is,” National Intelligence Director Dan Coats told a congressional hearing last week. Coats added, however, that cyberattacks are possibly “the most significant threat to the United States at this time.” Pinning a cybercrime to a cybercriminal is a Sisyphean task. A known group might claim responsibility. It might use a traceable internet protocol address, or a unique code. Its methods and tools may reveal a pattern. Often, it will do all of the above and more in an attempt to lead investigators down a false path. Determining the role of a nation-state can be even more difficult. Some campaigns that have been attributed to the Lazarus Group suggest a lower-skilled adversary than one might expect from one with full state backing — a factor that Beau Woods, the deputy director of the Cyber Statecraft Initiative at the Atlantic Council, says is indicative of “a blurred line” between state and non-state actors. “Many countries allow, or at least tolerate, non-state actors that are doing things that are ideologically aligned,” he said. “With North Korea, it appears to be the case that they rely very heavily on this kind of criminal element-amateurs-professionals. It’s a predominance of question marks.” “The big lesson we learned from WannaCry, no matter who did it, is just how vulnerable, prone and exposed some of our critical pieces of infrastructure are,” he said. “When the stakes are so high, we owe it more diligence than what we have seen so far.”

Many evacuees told Reuters they had received text messages warning of a bombing campaign. “We had a tip from the general commander that we should go out,” said Leny Paccon, who gave refuge to 54 people in her home, including 44 Christians. “When I got the text, immediately we go out ... about 7 o’clock.” By then, Lucman and his guests had begun their escape march from another area, holding white flags and moving briskly. “As we walked, others joined us,” he told reporters. “We had to pass through a lot of [militant] snipers.” Some of the civilians were stopped and asked if there were any Christians

espected sir, through this esteemed daily, I wish to draw your attention as well as attention of all the concerned to one of the most shameful practices of corruption committed by the school education department recently. When the result of examination (Adv.no.RMSA/EXAM 2013-14 Dated 17th March 2016) for recruitment of secondary teachers in the upgrade High school in Nagaland, conducted by Nagaland mission education mission society Rashtriya Madhyamik Shiksha Abhiyan (RMSA), was officially declared (Noti-
fication.no.NLD RMSA/ST100/2016/434 Dated Kohima the 31st August 2016),it clearly imprinted my name in waiting list number one based on merit. As per the stated norm, if a candidate from the selected list decline to accept the post and as such vacancy is created in his/ her place, the candidates in the waiting list, strictly in order of merit, should be called in to fill up the vacancy. But, unfortunately, although my name N. Renbeni Ezung was positioned as waiting list number one in the result sheet given out by the concerned department, I was not called in to fill up the va-
cancy left by a candidate from the selected list who declined to accept the post. Instead, the candidate whose name was place in waiting list number two was invited to fill up the vacant post(Order No.NLD/ RMSA/ST-100/2016/573 Dated Kohima 11th November 2016). This absolutely reflects discrimination of a qualified deserving candidate and consciously derecognizing merit. When I wrote a complaint letter to the concerned department against such anomaly, it was not entertained. My complaint letter was flatly rejected and I was told that my phone
was not reachable when the department tried to contact me. Thus my plea has gone unheard till date. A reply given by the department (No.NLD/RMSA/ RTI/2015-16/62 Dated Kohima, the 1st May,2017), after I filed an RTI application seeking detail information on the issue, was the most ridiculous of all. The justification made by the department (Part 1 & 2 of the reply) that “appointment was given to the next candidate” as the “Sl.1 of the waiting list failed to respond within the stipulated time” simply exposed the deliberate act on their part to manip-
ulate the whole selection process and thereby denied me the post. How on earth can the department expect me to respond or send an acceptance letter when in the first place itself I’m not at all served any prior notice? Part 3 of the reply is meant only for the selected candidate and not for those in the waiting list, as clearly stated in the reply, and therefore it is the responsibility of the concerned department to serve notice to those in the waiting list when any of the selected candidates declined to accept the job position. In fact the contents of the reply clearly show that it is just a face saving
exercise undertaken by the department to cover up their clandestine act of manipulation. What an audacious but frivolous excuse they gave? any sane human being will find this forged reasons ridiculous. Is the appointment/recruitment system operated only through phone? I was not even given official call letter/dispatch official call letter to me nor did the concerned department officially published in the local dailies calling the attention of the qualified candidates in the waiting list on this matter . The NSCN Nagalim leaders should clearly know that the Naga Tatar Hoho (Parliament) had approved “Nagaland” as

the name of Naga country in 1956. This is the name of the whole territory of Nagas as enshrined in Nagaland Yehzabo (Constitution). Nagalim is a separate group from Nagaland and the Nagas find no name of such territory in their Nagaland Constitution, except Angami Region, Chakhesang Region, Tangkhul Region, Ao Regions and so on etc. The framework agreement for shared sovereignty with India was signed by the representatives of Nagalim (NSCN-IM), but not by the representatives of Nagaland,

Such spiritual quest in Parents is admirable. The family that goes to Church together will ultimately find much joy and satisfaction even as they sit inside the Church. The presence of parents moves the hearts of the children and vice-versa. The prayer of Parents for the wellbeing of children and the children praying for God’s strength upon parents may seem simple, yet the glory of God shines in such prayers. Every parent must imbibe the virtue of Christian life in the family. Christian life is not

Do not remain inside your house on Sunday and come out only by Monday morning. You may become new species of Christian generation. Always “Remember to keep holy the Sabbath day” (Third Commandment of God) A pastor was surprised to see that the church was fully packed on Christmas Day. Many members look new to him because they never come to Church. So during his sermon, he said, “I am very happy that many of you have taken trouble to come to Church today to celebrate the birth of Jesus Christ. Yet, I may not see most of you till next Christmas, so I wish you all a very happy New Year and Happy Easter.” It was another sermon on the mount. The hearers understood their own weak Christian life from the sermon. Sunday school or Catechism class is not Eu-

Yet, Autodrivers are charging higher rate i.e. Rs.20 per head, earlier which charged Rs.10 (from Maintown Auto Station till Purana Bazar, and I’ve imagined what will be the charged beyond Purana Bazar commuters). As, we are all aware the new revised rates, that is totally restricted to take passengers in the front seat for public safety. So, that really meant now they can carry 7(seven) passengers per trip (earlier 9(nine) passengers per trip). Hence, my calculation is earlier 9 head X Rs.10 = Rs.90 and now 7 head X Rs.20 = Rs.140 (Rs.50 more profit); All passengers, each have to pay Rs.10 extra for two front seat. Therefore, my concerned is; Is this really implemented for public safety? Or public looting? Can we called as public benefit? or public robbing? Therefore, my kind attention to distinguished authority to please look into this public grievances & published the rate for which they are charging an exorbitant rate, so that the public as well as autorickshawala will be benefited from it.

Murray downs Del Potro, French women in grudge match Paris, June 3 (aFP): Andy Murray downed longtime rival Juan Martin del Potro to reach the Roland Garros last 16 Saturday while French hopes were overshadowed by a bitter feud between two of their top stars. World number one Murray triumphed 7-6 (10/8), 7-5, 6-0 for his seventh win in 10 meetings with Del Potro whose challenge fizzled out after squandering four set points in the 87-minute opener. Murray, the runner-up to Novak Djokovic in 2016, will next face either John Isner of the United States or Russia's Karen Khachanov. "I expected a very tough match. Manchester, June 3 (ians): English football giant Manchester United is holding talks with Real Madrid over a possible move for Welsh forward Gareth Bale this summer transfer window, according to a media report. British daily The Independent, quoting multiple sources in Spain and Manchester, reported that reigning Spanish champions Real are willing to listen to offers from United for Bale and the subject has already been broached between the two clubs. Real Madrid are looking to open up space for signing either Monaco's Kylian Mbappe or Eden Hazard from Chelsea. Kerr comeback possible but Brown coaching Warriors for now

OaKland, June 3 (aFP): Golden State Warriors coach Steve Kerr, sidelined by complications from 2015 back surgery, reportedly is feeling better and could return for Sunday's second game of the NBA Finals. But Mike Brown, the assistant coach who has guided the Warriors to an 11-0 playoff mark in Kerr's absence, still plans on guiding Golden State as he did in Thursday's 113-91 game one victory over the defending champion Cleveland Cavaliers. ESPN reported that if
Kerr feels well enough in the next two days there was "optimism" he could return as coach for game two in the best-of-seven series Sunday in Oakland. But for now, acting head coach Brown is planning on guiding the team for what could be their final home game of the campaign. "He has the option to coach," Brown said Friday. "I haven't heard anything from him. I'm planning on coaching unless he or (Warriors general manager) Bob Myers tells me anything different."
Since coaching the Warriors to their first two playoff triumphs this year, Kerr has been sidelined with nausea and migraine headaches due to complications from back surgery two years ago. Brown has filled in perfectly and the Warriors have set an NBA record start to the playoffs at 13-0, also matching the longest win streak in NBA postseason history. "I imagine I'm going to coach until Steve tells me he's ready. That's kind of how I look at it," Brown said. "He does seem like he's getting better, but I'm going to keep coaching until he says he can or can't." Warriors guard Klay Thompson said he had heard nothing about Kerr's possible return, but added, "I hope he comes back." Kerr has spoken to the team in the locker room at times before games and at half-time while absent from the bench decisions during games. He continues to work with Brown and others on game plans as well. "Coach Kerr has been great," Thompson said. "He's a fighter, so it's great to see him out here. He tries to help as much as he can and he has been. He's just a calming presence. He's great at deciphering the game and what we need to do right and what we need to do better.
"We miss him out there. Hopefully he can come back. If not, we'll play for him and still perform." Kerr was the 2015-16 NBA Coach of the Year for guiding the Warriors to the winningest season in NBA
history at 73-9, but the achievement was bittersweet given Golden State fell victim to the greatest comeback in NBA Finals history, squandering a 3-1 edge to see Cleveland win in seven games.
