In the Social Welfare department, the PSAN noted that in the last few years, 81 supervisors have been appointed without a single post being requisitioned to NPSC. The PSAN meanwhile reminded that it had submitted a representation to Governor of Nagaland and also the Chief Secretary demanding a stop to contractual/backdoor appointments and to requisition to NPSC all posts in the pay band of Rs. 520020200 with grade pay of Rs.2800 and above for direct recruitment in accordance with the P&AR Office Memorandum. Despite the Chief Secretary instructing concerned authorities to requisition all posts that fall under the purview of NPSC to the recruiting body for direct recruitment, and the NPSC requesting all AHODs & HODs to requisition vacant posts for direct recruitment, the PSAN lamented that many departments have acted in con-

travention to these orders. It also rued that the state cabinet’s memorandum banning contractual appointments “has remained only in paper as still many posts are being condoned by Ministers and Parliamentary secretaries.” The PSAN said that “righteous and low income people are made to bear the ill doings of corrupt officials as posts under government offices are bought off for their kith and kin by means of money and muscle power.” It claimed that in a state like Nagaland “where there are no or little avenues in private sectors to accommodate the rising unemployment problem, government job is the main sector to absorb thousands of educated unemployed.” However, it expressed concern that many deserving and genuine educated youths “are left frustrated and are forced to join regressive forces as the job avenues in government sectors are swallowed by the privileged class.” Stating that “enough is enough,” the PSAN called upon all right thinking citizens to extend support to its cause.

DIMAPUR, JUNE 5 (MExN): The Democratic Progressive Party (DPP)’s recent statement on the May 28 meeting, wherein the latter had claimed that several regional leaders from Mokokchung district had joined the party, has prompted a clarification from four representatives of two Assembly Constituencies. A joint statement from Supongtoshi, 27 A/C; Pangerneken, 28 A/C; Yashi Imchen, 28 A/C; and Temjenyanger, 28 A/C said they were “shocked to learn that our names have been mentioned in the newly formed Democratic Progressive Party (DPP).” While acknowledging that they had attended the May 28 meeting held in Khensa Village and had appended their signatures, the statement however clarified: “it has been misconstrued that meeting signature was appended for joining the newly floated DPP.” “Subsequently, we have also refused to go down to Dimapur to meet the DPP leaders for the formation or gaining grounds in Mokokchung district,” it added. The statement further stated: “it is our bounden duty and responsibility to uphold the regional party in the district under the able leadership of Imkong L Imchen, Minister, Government of Nagaland,” and re-affirmed to “extend unflinching support to our leader.” It further appealed to all concerned members “who were not consulted” to “come out openly for justification.”

NEw DElhI, JUNE 5 (IANS): In a move that sparked outrage and which NDTV said was “a blatant political attack on the freedom of the press”, the CBI on Monday conducted searches at the houses of the news network’s co-founder Prannoy Roy for allegedly causing financial losses to a private bank. The Central Bureau of Investigation (CBI) registered a case against Roy, his wife Radhika, a private company and conducted searches at his south Delhi residence in Greater Kailash-I and his house in Dehradun for “loss of Rs 48 crore to ICICI Bank”, officials said. The officials said the office of RRPR Holding, the promoter of the listed broadcaster, was also searched. “Searches were conducted (on Monday) at four places, including Delhi and Dehra-

dun,” CBI spokesperson R.K. Gaur told IANS. An FIR dated June 2 said the case has been registered against Roy, a veteran journalist, Radhika, NDTV and RRPR for “criminal conspiracy, cheating and criminal misconduct”. It relates to alleged irregularities in a 2008 loan of Rs 366 crore that NDTV took from the private bank on guarantee by the holding company. The loan, according to the CBI complaint, was settled a year later for a repayment that was Rs 48 crore less than the loaned amount. NDTV and its linked companies have been under the scanner since 2014 and were last year served notices by the Income Tax department and the Enforcement Directorate. But, it was for the first time that the CBI has come into the picture of a financial probe

against the network, often seen by Bharatiya Janata Party supporters as opposed to the party ideology and the government. The news network in a strongly-worded statement said the CBI had “stepped up the concerted harassment of NDTV and its promoters based on the same old endless false accusations”. “NDTV and its promoters will fight tirelessly against this witch-hunt by multiple agencies. We will not succumb to these attempts to blatantly undermine democracy and free speech in India,” the statement said. “It is clearly the independence and fearlessness of NDTV’s team that the ruling party’s politicians cannot stomach. No matter how much the politicians attack us - We will not give up the fight for freedom and the independence of media in India.”

But Information and Broadcasting Minister M. Venkaiah Naidu rubbished the witch-hunt allegation. “Law is taking its own course. This government does not believe in interfering. If somebody does something wrong simply because they belong to the media, you cannot expect the government to keep quiet.” The CBI raids come days after NDTV anchor Nidhi Razdan had an on-air verbal tiff with BJP spokesperson Sambit Patra, after he alleged that the news network was following an “agenda”, during a debate over the new central notification on cattle trade and slaughter. loNDoN, JUNE 5 (IANS): At least half of India’s under-18 population lives in acute poverty, reveals a “deeply disturbing” study from Oxford University. Across the 103 low and middle income countries surveyed, children were found to constitute 34 per cent of the total population, but 48 per cent of the poor, based on a measure that assesses a range of deprivations in health, education and living standards. The international definition of a child, used in the study, was anyone less than 18 years of age. “These new results are deeply disturbing as they show that children are disproportionately poor when the different dimensions of poverty are measured,” said Sabina Alkire, Director of Oxford Poverty & Human Development Initiative (OPHI) at the University of Oxford. The research examined the latest

figures for the Global Multidimensional Poverty Index (MPI) by age group to analyse the particular situation of 1.8 billion children who live in 103 countries. MPI complements traditional income-based poverty measures by capturing the severe deprivations that each person faces at the same time with respect to education, health and living standards. If someone is deprived in a third or more of ten (weighted) indicators -- nutrition, child mortality, years of schooling, school attendance, cooking fuel, improved sanitation, safe drinking water, electricity, flooring, assets -- the global index identifies them as “MPI poor”. The extent -- or intensity -- of their poverty is measured by the number of deprivations they are experiencing. According to the OPHI, nearly two out of every five children -- a total of 689 million children -- are classed as multi-dimensionally poor.

The Department of Environment Forest and Climate Change celebrated World Environment Day (WED) under the theme ‘Connecting people to nature.’ Dr. Imtiwapang Aier, Speaker, NLA was the chief guest while Dr. Benjongliba Aier, Parliamentary Secretary, CAWD was the guest speaker and Amenba Yaden, Parliamentary Secretary, Industries and Commerce, gave a short presentation on the best practices on Jhumming in the first session. Talking about the general idea on how to save the environment, Dr. Benjongliba Aier said, “Man’s greed was the main reason why there is depletion in the environment. A change in the environment will be brought about only when individuals and society take into consideration the problem of global warming and the drastic change in the environment”. “The world is suffering and if we do not save our environment the world will become dry. We have a big role to play in saving and

conserving our environment, therefore, let us start talk about Climate change and its threat whenever and wherever possible and live judiciously,” he added. Dr. Imtiwapang Aier mentioned that the first report on the depletion of ozone layer was recorded in Antartica in 1985 and ever since, the world has been witnessing changes in the environment leading to the problem of global warming and the Green House effect. He stated that by 2050, the estimated population will increase to 9.6 billion and with the increase in population, there will also ban an increase in the problem of Global warming. He encouraged the audience by saying that “we should celebrate WED every day, and keep it in our hearts to protect and save our environment. Our participation now will bear fruits in the future which will help our future generation.” He proposed to make Mokokchung district a ‘Carbon free zone’ in commemoration of the WED celebration and make it a resolution. he construction sector may be a male-dominated industry but few courageous women have broken stereotypes by venturing into this area of work, to the extent of calling it a ‘career’. 47year old, Kedolhousano Punyü from Khonoma village has been engaging herself in construction related activity for the past 5 years. When she discovered this non-traditional opportunity for women, it was not just the factor of livelihood that drew her to it, but also the pleasure she continues to derive from it. Interestingly enough, it was only after years into her marriage that she started working in the construction sites. “I would dig the earth, carry sand, bricks or wood and earn Rs. 500 a day”, she enlightens. Mother to 3 school going children, when she leaves for work in the morning, it also means she has already cooked and finished the household chores before she sets out. ‘On Saturdays and holidays, my two elder children (who are both studying in class 12) join me in the construction sites and we all earn Rs. 500

each”, she goes on to say. Born to farmer parents, Kedolhousano Punyü naturally grew up learning how to cultivate- something that she has been practicing all her life. In the past, she largely depended on farming for livelihood but chancing upon construction related activity has clearly expanded her horizons. Whatever she earns from these manual works is a contributing factor in raising her three kids, sending them all to school and maintaining a home. While her husband works

as a Chowkidar, it certainly helps that both the parents have a source of income. “It is not just the earnings but I also enjoy working at the construction sites”, she insists even as she expresses, “I usually call a neighbour friend (a Konyak lady) whenever there is work.” “Sometimes, she and I are working 5 days a week or sometimes, only once a week. It usually depends on the work but this year, we have been doing mostly construction related work”, she further expresses. Rain or sunshine, when there is work, there is no stopping these two women. While they live in Jotsoma, they engage themselves in construction related work not only in the vicinity but also as far as Tinpati area in the state capital. “Construction work is physically very exhausting but there is also pleasure and fulfillment in doing what you enjoy doing”, Kedolhousano Punyü puts across. “It is not only a man’s job, but even women can play a vital role”, she further adds. *Year of Construction Workers (YOCW) is a joint program of the Government of Nagaland in partnership with YouthNet, Zynorique and the Department of Labour & Employment, Skill Development and Entrepreneurship.

NF Railway to commission first ‘Green Corridor’ in June DIMAPUR, JUNE 5 (MExN): The 81-km-long C h a p a r m u k h –S i l g h a t Town stretch of Northeast Frontier Railway is slated to be commissioned as the first ‘Green Corridor’ in the region this June. “The section is planned to be converted into a discharge free Green Corridor within June this year,” NF Railway CPRO Pranav Jyoti Sharma informed in a press release. A large portion of land had further slid down since last night which completely blocked IT – Makuli – Kalapahar road today. The situation in the area was drastically changed as the crack was also much larger than yesterday and a large portion of land was seen sliding down today drawing the attention of the State Government of Manipur and experts. The PMGSY road connecting IT Road to Kalapahar via Makuli is also completely damaged and blocked by a massive earth that slid down owing to further cracking yesterday night. The massive earth-crack at Kalikhola village and its adjoining village, located around 5 km from Kangpokpi district headquarters and 40 km north of Imphal, was first noticed on Sunday morning.

Solar energy boom turns to bust for Indian manufacturers NEW DELHI, JuNE 5 (REutERs): Some of India's biggest solar equipment makers are facing financial collapse, priced out by Chinese competitors as Prime Minister Narendra Modi's government prioritises cheap power over local manufacturing despite his 'Make in India' push. Though President Donald Trump is pulling the United States out of the Paris accord on climate change, India is sticking to its huge renewable energy programme. That has created a multi-billion-dollar market for Chinese solar product makers, who are facing an overcapacity at home and steep duties in Europe. India's solar power generation capacity has already more than tripled in three years to over 12 gigawatt (GW) as Modi targets raising energy generation from all renewable sources to 175 GW by 2022. Chinese companies have gained the most from that increase, accounting for around 85 percent of India's solar module demand and earning around $2 billion, according to industry data. The total annual market could jump to more than $10 billion in the next few years going by the government's capacity targets. Local companies such as Jupiter Solar, Indosolar Ltd and Moser Baer India Ltd, however, are struggling to win contracts.

Nanung River Angling festival Morung Express News Mongsenyimti | June 5

Coinciding with the World Environment Day, a weeklong angling festival organized by Meyilenden Valley Fishery Welfare Society (MVFWS) in collaboration with Anglers Association Mokokchung (AAM) was formally kick-started by AMM Executive Member, Dr. Takosunep, MO Chest & TB Hospital, Mokokchung here today at Nanung dam lake. The fresh water Nanung dam lake which is approximately 500 sq/meters in size is home to varieties of fresh water river fishes. It is located some 24 kilometers away from Mokokchung town and 2 ½ kilometers from the National Highway 61. The lake is looked after by the MVFWS of Mongsenyimti village. Dr Takosunep, who is an avid angler, expressed happiness to the Mongsenyimti village and the MVFWS for organizing the angling festival. Angling, he said, is a very eco-friendly sport which is sustainable and should be encouraged in the society. While pointing out that Nagaland has abundance of God given

natural flora and fauna, Dr. Takosunep lamented that the Naga people do not know how to exploit the natural resources in a sustainable manner. He strongly denounced the use of dynamites, chemicals and batteries etc for fishing and said that such practices are not only unsustainable but also have long term effects on the biodiversity. In this connection, he urged upon all the anglers

to be ambassadors in propagating eco-friendly fishing practices and against the use of dynamites, batteries, chemicals in the river and other water bodies. Speaking on behalf of the Mongsenyimti village, a ‘Putu Menden’ leader expressed happiness at the development activities at the Nanung river area. He urged the land owners to be conscientious and continue to work hand in hand with the government agencies so that

the Nanung river area would one day become a tourist destination in Nagaland. The programme was chaired by the MVFWS chairman, Sentitongzuk Pongen, while the Mongsenyimti Compound Baptist Church pastor invoked God’s blessings. The angling festival will continue the whole week and many angling enthusiasts from Mokokchung and other districts are expected to join in the festival.

Where does the Church Stand?

C

onstructively critiquing and engaging with institutions that heavily influence a people’s thoughts and actions is always useful. In the Naga context, the Church assumes a foundational position which makes its participation in a process of self-criticism and growth all the more necessary. The Naga Church does not exist in a vacuum as its existence is located within a particular historical and social context. The Naga Church’s reality has been shaped by its interaction with historical forces that have influenced present day patterns of behavior. The Church needs to clearly and decisively choose the path of active nonviolence as a means of liberation against all forms of oppression and domination. All too often we hear Church leaders saying, ‘I am neutral; I am for nonviolence.’ This is a contradiction in terms because neutrality is a vote for the status quo and the true nature of the status quo is unjust, conforming and oppressive. Although nonviolence is not neutral, it opposes all forms of injustice and is part of the framework supporting transformation. Niall O’Brien tells us that, “Evil is not to be located in the person, but in the structure. Removing the person does not remove the evil. When we locate and identify evil in persons rather than in their actions, we prepare the way for crimes, but when we locate evil in structures a way is opened to bring about change that will also liberate the person from their own bondage, not eliminate them.” The Church can engage with premise and help remove unjust systems that give rise to future violence and corruption. At its core, nonviolent action is against the injustice from which all forms of violence emerge. Too often the tendency is to define power in terms of economic and financial status, weapons, or simply put, who’s got the most money and the biggest and most destructive weapons. In actuality, these are only the tools to enforce their perceived power over the people. Their real power lies in the strategies, planning and actions in terms of what can be done to promote self-interest through manipulation which is implemented by force and coercion through a violent system. People’s oppression and poverty is largely a product of how society has been organized and its resources shared with them. Consequently, the Church’s ability to critique these structures that perpetuate and justify violence, oppression and inequality is essential. The Naga Churches can help lead the discourse, the pursuit of justice and rights in order for basic societal changes to be possible. Many people feel uneasy about what is considered to be political. As Archbishop Tutu remarked, ‘If one says that religion cannot be concerned about politics, then we are really saying that there is a substantial part of human life in which God’s writ does not run. If it is not God’s then whose is it?’ He goes on to say that, “the prophets are deeply involved in politics because politics is the sphere where God’s people demonstrate their obedience or their disobedience.” The vision of justice is central to the Church and to Christianity as justice is based on right relationships. Unfortunately, the fear to act against these injustices increases the suffering, and also prolongs it. This ability to act is directly limited by the fear of losing even some 'minor privileges and benefits.' When the people are passive and afraid, the Church is there to remind the people that the message of the gospel is identical with their struggle for liberation from political and economic bondage. Jesus modeled noncompliance, nonconformance and resistance against oppression perpetuated by the powers that be by using nonviolent means. Fortunately using nonviolent means can restore human dignity. Many global examples of how the church has provided protection and sanctuary against various forms of repression exist. The Naga Church can take a leadership role in this rediscovery process based on a clear theological vision, a truthful stand that leads to a shared humanity.

Marawi City siege a wake-up call!

A

t the beginning of the battle that has raged for the past 12 days in Marawi City at the southern end of the Philippines, dozens of Islamist militants stormed its prison, overwhelming the guards. "They said 'surrender the Christians'," said Faridah P. Ali, an assistant director of the regional prison authority. "We only had one Christian staff member so we put him with the inmates so he wouldn't be noticed,” he said. Fighters from the Maute group, which has pledged allegiance to Islamic State (IS), menaced the guards and shouted at prisoners: but no one gave up the Christian man. "When they freed the inmates, he got free," said Ali. It was a brief moment of cheer, but over the next few hours the militants took control of most of the city, attacked the police station and stole weapons and ammunition, and set up roadblocks and positioned snipers on buildings at key approaches. The assault has already led to the death of almost 180 people and the vast majority of Marawi's population of about 200,000 has fled. The seizing of the city by Maute and its allies on the island of Mindanao is the biggest warning yet that the Islamic State is building a base in Southeast Asia and bringing the brutal tactics seen in Iraq and Syria in recent years to the region. Defense and other government officials from within the region told Reuters evidence is mounting that this was a sophisticated plot to bring forces from different groups who support the Islamic State together to take control of Marawi. The presence of foreigners - intelligence sources say the fighters have included militants from as far away as Saudi Arabia, Pakistan, Chechnya and Morocco - alongside locals in Marawi, has particularly alarmed security officials. For some time, governments in Southeast Asia have been worried about what happens when battlehardened Islamic State fighters from their countries return home as the group loses ground in the Middle East, and now they have added concerns about the region becoming a magnet for foreign jihadis. "If we do nothing, they get a foothold in this region," said Hishammuddin Hussein, the defence minister of neighbouring Malaysia. Defence and military officials in the Philippines said that all four of the country’s pro-Islamic State groups sent fighters to Marawi with the intention of establishing the city as a Southeast Asian ‘wilayat’ – or governorate for the radical group. Mindanao - roiled for decades by Islamic separatists, communist rebels, and warlords – was fertile ground for Islamic State's ideology to take root. This is the one region in this largely Catholic country to have a significant Muslim minority and Marawi itself is predominantly Muslim. It is difficult for governments to prevent militants from getting to Mindanao from countries like Malaysia and Indonesia through waters that have often been lawless and plagued by pirates. COMMANDER FIRED The Maute group's attack is the biggest challenge faced by Philippines President Rodrigo Duterte since coming to power last June. He has declared martial law in Mindanao, which is his political base. His defense forces were caught off guard by the assault and have had difficulty in regaining control of the city on Saturday they were still struggling to wipe out pockets of resistance. On Monday, Brigadier-General Nixon Fortes, the commander of the army brigade in Marawi, was sacked. An army spokesman said this was unrelated to the battle. But a military source, speaking on condition of anonymity, told Reuters on Friday that Fortes was dismissed because not all his forces were in the city when the rebels began their rampage, even though military intelligence had indicated that Islamist militants were amassing there. The assault came just months after security forces attacked the mountain lair of Isnilon Hapilon, a long-time leader of Abu Sayyaf, or "Father of the Sword", a notorious Islamist militant group known for kidnapping. He swore allegiance to Islamic State in 2014, and quickly got other groups to join him. Most important among them was the Maute group, run by brothers Omar and Abdullah Maute from a well-known family in Marawi. In a video that surfaced last June, a Syria-based leader of the group urged followers in the region to join Hapilon if they could not travel to the Middle East. Hapilon was named IS leader in Southeast Asia last year. The Philippines military said Hapilon was likely wounded in the raids but managed to escape to Marawi, where he joined up with the Maute group. According to a statement on a social media group used by Maute fighters, the group wants to cleanse Marawi of Christians, Shi’ite Muslims, and polytheists – who believe in more than one God. It also wants to ban betting, karaoke and so-called “relationship dating.”

MOUNTAIN LAIRS Some officials said Philippines security forces became complacent about the threat from IS after the January raids. "We did not notice they have slipped into Marawi because we are focusing on their mountain lairs," Philippines Defence Secretary Delfin Lorenzana told reporters. Over the past few months, Philippine and Indonesian intelligence sources said, Hapilon's forces were swelled by foreign fighters and new recruits within Marawi. Many of the outsiders came to Marawi using the cover of an Islamic prayer festival in the city last month, said Philippines military spokesman Lt. Col. Jo-Ar Herrera. Lorenzana said that Hapilon brought 50-100 fighters to join Maute's 250-300 men, while two other groups, the Bangsamoro Islamic Freedom Fighters and the Ansar Al-Khilafah Philippines, together brought at least 40 militants with them. On May 23, four days before the start of the Muslim fasting month of Ramadan, they launched their attack when Philippine forces made an abortive attempt to capture Hapilon inside Marawi. After the military retreated in the face of a phalanx of armed guards, about 400 militants quickly fanned out across the city, riding trucks mounted with 50-calibre machine guns and armed with rocket-propelled grenades and high-powered rifles. Within hours, they attacked the jail and nearby police station, seizing weapons and ammunition, according to accounts from residents. The Dansalan College, a Protestant institution, and the Catholic Cathedral of Maria Auxiliadora, were both razed, and a priest and about a dozen other parishioners captured. They remain hostages. A Shi'ite mosque was also destroyed, and a statue of Jose Rizal, the Philippines hero of the uprising against Spanish rule, was beheaded. SNIPERS ON ROOFTOPS Herrera said the attack had the hallmarks of a professional military operation. "There was a huge, grand plan to seize the whole of Marawi," he said. After the initial battle, IS flags flew across the city and masked fighters roamed the streets proclaiming Marawi was theirs, using loud-hailers to urge residents to join them and handing out

weapons to those who took up the offer, according to residents. The military brought in helicopters to fire rockets at militant positions as ground troops began to retake key bridges and buildings, though some residents this has also led to the deaths of civilians. "ISIS people were running on the street, running away from them. They were bombing them in the street (but) it hit our house and the mosque. Many other houses too," said Amerah Dagalangit, a pregnant 29-year-old in an evacuation centre near Marawi. "Many people died when the bomb exploded," she said, adding that a Muslim priest and children were among the victims. Military officials said they had not received any report of the incident. Reuters could not independently verify the account. The military has said 20 civilians have been killed in the fighting and that all were at the hands of the militants. It also says 120 rebels and 38 members of the security forces have been killed, including 10 soldiers who died from friendly fire in an airstrike. "PEOPLE WILL GET KILLED" Officials in neighbouring Indonesia worry that even if the Filipinos successfully take back Marawi in coming days, the threat will still remain high. “We worry they will come over here,” said one Indonesian counterterrorism official, noting that Mindanao wasn’t very far from the Indonesian island of Sulawesi. More than 2,000 people remain trapped in the centre of Marawi, with no electricity and little food and water. Some are pinned down by the crossfire between the military and the militants, while others fear they will be intercepted by the militants as they flee, according to residents. The bodies of eight labourers who had been shot in the head were found in a ravine outside Marawi last Sunday. The police said they had been stopped by the militants while escaping the city. There will most likely be more civilian casualties in retaking the city, the military said. "We are expecting that people will get starved, people will get hurt, people will get killed," said Herrera, the military spokesman. "In these types of operations, you can't get 100 per cent no collateral damage."

assive agriculture intensification is contributing to increased deforestation, water scarcity, soil depletion and the level of greenhouse gas emission, the United Nations warns. To achieve sustainable development we must transform current agriculture and food systems, including by supporting smallholders and family farmers, reducing pesticide and chemical use, and improving land conservation practices, the UN Food and Agriculture Organization (FAO) director-general on May 30 said in Brussels addressing European lawmakers. José Graziano da Silva stressed that while high-input and resource intensive farming systems have substantially increased food production, this has come at a high cost to the environment. “Today, it is fundamental not only to increase production, but to do it in a way that does not damage the environment. Nourishing people must go hand in hand with nurturing the planet,” he said. This is in line with the 2030 Agenda for Sustainable Development and the Paris Agreement on Climate Change, he added. “We have to move from input intense to knowledge intense production systems.”

The Future of Food and Agriculture Speaking to members of the European Parliament’s Committee on Agriculture and Rural Development, Graziano da Silva highlighted the findings of FAO’s report, The future of food and agriculture: trends and challenges. Among the 15 trends described in the report, are the impacts of climate change, conflicts and migration. The report also foresees 10 challenges for achieving food security, improving nutrition and promoting sustainable agriculture worldwide. The FA O chief focused on four main issues: climate change; the spread of trans-boundary pests and diseases; food loss and waste; and the importance of eradicating not only hunger, but also all forms of malnutrition in the world. Climate Change He underscored that no sector is more sensitive to climate change than agriculture – especially for smallholders and family farmers from developing countries – while at the same time, agriculture and food systems account for around 30 per cent of total greenhouse emissions. “In agriculture, adaptation and mitigation go hand in hand. There is

no trade-off between the two,” the FAO chief said, while pointing to the need to reduce greenhouse gas emissions while at the same time building the resilience and to promote the adaptation of farmers to the impacts of climate change. To this end, FAO supports countries through different initiatives and approaches, including climate-smart agriculture, agro-ecology and agroforestry. Trans-boundary Pests and Diseases Globalisation, trade and climate change, as well as reduced resilience in production systems, have all played a part in dramatically increasingly the spread of trans-boundary pests and disease in recent years. These constitute a major threat to the livelihoods of farmers and the food security of millions of people. For its part, the UN specialised agency supports countries to implement prevention and surveillance system. “Even in situations of conflict and protracted crises, we promote programmes of (livestock) vaccination, as we are currently doing is South Sudan and Somalia,” said Graziano da Silva. “Today the world produces enough to feed the global population, but

about one third of this food is either lost or wasted, while at the same time there is also a waste of natural resources such as land and water.” The UN agency currently supports about 50 countries in the area of food losses and waste, including through the SAVE FOOD initiative, a unique partnership –with more than 850 members from industry, associations, research institutes and nongovernmental organizations– that addresses these issues “across the entire value chain from field to fork,” Graziano da Silva told the European parliamentarians. Citing estimates that indicate that nearly half of the European Union’s adult population are overweight, the FAO director-general noted how malnutrition affects both developed and developing countries. “The way to combat this is to transform food systems, from production to consumption, and provide healthier diets to people,” he said and called on the parliamentarians as lawmakers to ensure that adequate policies, programmes and operational frameworks are anchored in appropriate legislation. “Parliamentarians not only have the means to place nutrition at the highest level of the political and legislative agenda, they also can guarantee that programmes will have the necessary budgets for implementation.”

Smuggling Away Myanmar's Chance for Peace

Jade smuggling is fueling ethnic conflict in resource-rich Kachin state Tom Fawthrop

government-led peace process aimed at ending 60 years of civil war has little chance of success, according to civil society groups, until the government comes to grips with a multi-billion dollar jade smuggling industry that fuels conflict in resource-rich ethnic regions in northern Myanmar. The Ethnic Nationalities Affairs Center (ENAC), a local research group, called for “greater government emphasis on the possession, management, share of revenues, and impact of the country’s natural resources” during the latest, six-day round of the “21st Panglong Peace Conference,” which concluded May 30 in Naypyidaw, Myanmar’s capital. The Kachin and other ethnic groups signed the original Panglong Treaty with General Aung San, who led the country’s independence struggle from British colonial rule. The 1947 treaty guaranteed equal rights for all ethnic groups within a Federal Union of Burma. Myanmar’s new leader Aung San Suu Kyi, the daughter of General Aung San, has proclaimed that bringing peace to the warring nation is her top priority. However, officials conceded that little headway has been made on the federalism or increased autonomy, which are key demands for ethnic minority groups. Under Myanmar’s military government-era constitution, Suu Kyi has little control over the military. Despite her emphasis on peace, recent fighting between the army and ethnic rebels has been the most ferocious since the 1980s. Over 100,000 local people have been displaced by the ongoing Myanmar military offensives against Kachin Independence Army (KIA)-controlled territory from 2011 until now. In the midst of this war-ravaged part of northern Myanmar sits the world’s biggest jade mine complex. The mine, in the town of Hpakant in Kachin state, is controlled by a military and business partnership. Jade mining is a lucrative endeavor. High quality jade in the eyes of many Chinese is more precious than diamonds or rubies — thus jade’s other name, “stone of heaven.” A landmark investigation by the British NGO Global Witness estimated the total value of the jade mines was a staggering $31 billion in 2014, reported to be nearly half of the nation’s total GDP. The 2014 figures indicate that Myanmar’s government received only about 1 percent of this amount as revenue in the

form of taxes and royalties. A public screening of Jade and the Generals, the film version of the Global Witness investigation, at Yangon’s fivestar Park Royal Hotel was abruptly cancelled on May 17. The hotel management explained that the screening would pose “risks to their business interest associated with screening a film critical of specific powerful military figures” without an official permit. In the film, the head of the Kachin Baptist Convention (KBC) comments that “most of the jade companies are connected to the army. It is very obvious that the army is protecting the jade business and trying to control the land.” In spite of the 2015 landslide election victory for the pro-democracy National League for Democracy (NLD) party led by Suu Kyi, the generals still control internal security and have regularly exerted pressure on the media to suppress stories critical of the military. Paul Donowitz, Global Witness campaign leader, commented, “Without allowing open debate, it makes it very hard for complicated, longstanding and important issues to get resolved.” Natural Resources and the Peace Process Politics, ceasefire agreements, security arrangements, and widely differing interpretations of federal system of government were the pivotal topics at the recently concluded 21st Century Panglong Conference. These issues, the growing role of China, and its critical land border with much of the rebel-controlled zones of the Kachin, Shan, and Wa armies, have

largely dominated the discourse on roadblocks obstructing a peace settlement. But a strong civil society movement is determined that economic and environmental issues should not be sidelined. Sixty NGOs signed a statement that called on the peace conference to “stop all projects and natural resource extraction in ethnic areas” in this period prior to a peace settlement. Dr. Laurens Visser’s 2016 “Peace and Conflict Analysis of Kachin State” concludes that issue of ethnic states’ role in regulating economic and natural resources is no less important than security agreements to resolving the conflict. According to Visser, “Should the profit from these natural resources be more equitably distributed into developing Kachin state, and access and rights to these natural resources more equitably allocated, conflict can be positively directed away from violent outcomes.” The KIA also raised the issue in previous peace talks launched by the Thein Sein government from 2011-2105. In an interview with The Diplomat, General Gun Maw, the Kachin rebel army’s deputy chief commander and veteran of several years of peace negotiations, argued, “We demanded that during the interim period between the NCA [National Ceasefire Agreement] and political dialogue, [when] big projects and natural resources extractions arrive in our communities, the consultation must include KIO [the Kachin Independence Organization] and the public. But, the [Thein Sein] government refused.” The KIA and KIO have also derived income from taxing jade traders but are minor players compared to big compa-

nies operating with close links and approval from the Myanmar military. Since the new NLD government took over in 2016, there has been a partial response to the ethnic communities’ and international NGOs’ outcry against the abysmal conditions of workers among the thick pollution that envelops a vast expanse of jade mines in Hpakant, Kachin state. In July 2016 the NLD government announced a moratorium on new mining licenses in the jade mining zone, and a freeze on the renewals of existing ones. However the small-concession holders in Hpakant have complained that the biggest jade mines, those linked to the military and their business partners, had evaded new regulations. Their guns, and the all-pervasive military presence in the zone, enables them to enforce their own rules without any legal certification. Myanmar Economic Holdings Limited and Myanmar Economic Corporation are two secretive conglomerates owned by the defense ministry that operate in strategic sectors, ranging from ports to telecommunications — including extensive involvement in the Kachin jade mining complex. The second round of the 21st Century Panglong Peace Conference ended with a vague accord on economic principles but without any agreement on natural resources governance reform, which could regulate and share the jade wealth with the Kachin people. Zaw Htay, a government spokesman, blamed the faltering of the peace process on ethnic rebel demands for greater autonomy, which the military fears could lead to a break up of the country. In an apparent warning to any ethnic rebels that military commander-in-chief Min Aung Hlaing considers to be seeking too much autonomy, Zaw Htay told the Panglong conference that “some ethnic groups are [making demands] far beyond the federal system.” Perhaps lurking behind the general’s warning that ethnic groups are taking federalism too far is the fear that real federalism would cause certain elite families and businessmen linked to senior generals to lose out on their steady flow of jade profits. It is clear that the army’s agenda does not include transparency about their economic assets, much less negotiating a redistribution of wealth into the hands of ethnic leaders empowered by autonomy over natural resources of their respective states. China captures Myanmar’s peace process

he second in a planned series of meetings between the Myanmar military, the government and various ethnic armed groups aimed at establishing peace in the country’s decades-long civil war was concluded last week in the capital Naypyitaw. The clear winner of the event’s deliberations: China. Myanmar authorities insisted before the meeting that talks would not he held with three of the seven ethnic armed groups active in the country’s conflictridden north because they had taken up arms after the peace process began. The groups that were invited to the conference were told they must sign a detailed accord, known as the Nationwide Ceasefire Agreement (NCA), before any major political talks are held. Yet China flew representatives from all seven northern armed groups, none of which have signed the NCA, in a chartered plane that departed from the nearby Chinese city of Kunming and landed in Naypyitaw. The move effectively presented Myanmar’s civil and military authorities with a fait accompli to include the ethnic armies that Beijing tacitly backs in the peace process. Some Western observers had somewhat naively believed that Beijing would put pressure on the northern groups to sign the NCA, not realizing that China’s pressure was applied instead on the Myanmar government to include its allies in the talks without pre-conditions. The seven groups, led by the United Wa State Army (UWSA), a close Chinese ally, had already made clear that they were interested in holding dialogue before signing any NCA. Not surprisingly, the meeting — dubbed 21st Century Panglong after an agreement signed by Myanmar nationalist leader Aung San and Shan, Kachin and Chin representatives on February 12, 1947, which paved the way for Myanmar’s independence — ended inconclusively. region’s largest drug-trafficking militia. In recent years, the heavily armed group has been more media friendly than ever, even allowing foreign journalists to visit its secretive headquarters at Panghsang. Over the past year, the UWSA has played host to several meetings with many ethnic armies, mainly those situated in the north, but also others that have long operated along the Thai border. China has shown directly and through its UWSA ally that it is now the most important foreign actor in Myanmar’s peace process. While the West, including the European Union, Norway, Switzerland and the United States, have spent millions of dollars on seminars for issues such as women’s participation in the peace process, conflict sensitivity and capacity building, and sponsored study trips to post-conflict Northern Ireland, Colombia and South Africa, China has played its cards more subtly. The longer talks in Naypyitaw and Panghsang continue, the stronger China’s role will become. An immediate end to Myanmar’s long-running civil war is in many ways not in China’s strategic interest. Rather, a prolonged peace process would give China a chance to assert its mediating role and pressure Myanmar authorities to reciprocate through concessions and privileges, including Beijing’s desired strategic access to the Indian Ocean in western Rakhine state.

tary, China has also supplied the UWSA with sophisticated weaponry, some of which has been shared with the group’s six armed allies, among them the Myanmar National Democratic Alliance Army in Kokang, the Ta’ang National Liberation Army, the Shan State Army-North and, to a lesser extent, the Kachin Independence Army. A smaller group, the Arakan Army, is also a member of the Northern Alliance, as is the National Democratic Alliance Army in easternmost Shan State. China’s relations with those seven groups, which by some estimates account for more than 80% of all rebels under arms, puts it in a position which no other foreign power can match. Sources familiar with the peace process emphasize that China’s interests in Myanmar go far beyond peace between the government and ethnic armed groups. Peace-making is a tool, not a goal for the Chinese,” said one well-connected observer. By playing the role of interlocutor, China can regain some of the influence it lost when the previous quasi-civilian government reopened to the West, including the US, beginning in 2011. The Myanmar government’s suspension of the US$3.6 billion Myitsone dam project in northern Kachin state in September of that year is known to have surprised and angered Beijing. It subsequently watched with apprehension as

Now, while Aung San Suu Kyi’s elected government recoils from Western criticism of its abusive treatment of the Rohingyas, Muslims living in the country’s west, China has blocked attempts to raise the issue at the United Nations Security Council. As was the case when the US and Europe imposed harsh sanctions on the previous military regime, China is seemingly now again Myanmar’s top diplomatically. Beijing’s bid to regain lost influence through the peace process should also be viewed from the perspective of its broader geopolitical interests, analysts say. Multi-billion dollar hydroelectric dams, mining ventures and other commercial interests are not at the top of China’s strategic priorities in Myanmar. “Access to the Indian Ocean is,” says one well-placed Myanmar observer, noting China’s CITIC Group Corporation’s won a contract last year to build a deepsea port at Kyaukpyu in western Rakhine state that faces the Bay of Bengal. China is already involved in similar port projects in Gwadar in Pakistan, Chittagong in Bangladesh and Hambantota and Colombo in Sri Lanka. Of all these, however, analysts say Kyaukpyu is the most important as it provides China’s southwestern industrial areas with a direct corridor to the Indian Ocean. It is uncertain when the next 21st Century Panglong meeting will be held in Myanmar. While Western nations and nongovernmental organizations have been largely sidelined and marginalized, China has taken a clear leading role in the peace process. Myanmar’s fiercely nationalistic military, which has made clear its desire to diversify the country’s diplomacy and strategic relations away from over-reliance on China, is now no doubt on a back foot. But given China’s relative strength — and the West’s haphazard, ad hoc approach to Myanmar’s ethnic conflicts — Naypyitaw may have no choice but to accommodate Beijing’s requests for economic and strategic conces-

ortheast India is one of the 25 mega biodiversity zones of the world. And within the Region Arunachal Pradesh and Nagaland have the richest biodiversity. Since time immemorial people of this region have used this traditional biodiversity based knowledge for their sustenance and survival in the form of food, fodder, and medicines for human beings and animals. They have thus built a whole knowledge system around the biodiversity. However, today it is being pirated by the pharmaceutical and other companies for their business products and profit. The communities that have developed this knowledge system get no benefit out of it and may even lose their right over it. Thus, the tribal communities of the region that have built their identity and culture around these systems are in danger of losing them. They are becoming the monopoly of the private firms and multinational companies (MNC). The Central and State governments have not taken adequate measures to safeguard our biodiversity and the traditional knowledge systems built around it. Tribal are not the only ones whose knowledge is being threatened. For instance companies in the US have patented some of the items which belong exclusively to in India- basmati rice, neem, and turmeric, to cite a few. However, most medicinal knowledge under attack belongs to the tribal communities. According to one estimate 50 to 60 percent of all medicines in the market were pirated from the tribal communities, analyzed in the laboratories of the pharmaceutical companies and then produced commercially. Some of the rare species that are found only in Nagaland are being taken unscrupulously to the open market for immediate gain. Once they are patented elsewhere this will become the exclusive right of those who have pirated them. Once it is pirated the law does not permit anyone else to produce or use it without getting permission of the patent holder to do so. The companies make high profits from them but the communities that developed this knowledge get nothing out of them. One is not certain that the State and Central governments are aware of the immensity of the threat to the tribal knowledge systems. The law has gone against the traditional knowledge system because the 1994 agreement of the World Trade Organization (WTO) has put the traditional knowledge in the public domain. It means that any entrepreneur is free to exploit the traditional knowledge systems for his profit oriented activities and the community has no right over them. To be more precise, our knowledge of herbal medicines, handicrafts, handlooms which are unique to us can be owned by somebody else. With some modifications others can patent them elsewhere and we cannot use them nor produce them according to our own free will. In recent years the Government of India has enacted the Biodiversity Act and the Patents Act. But they protect more the interest of the pharmaceutical and other companies than those of the tribal communities. The indigenous knowledge system is going to be owned by some private firms who will fully exploit it for their own gains. Biodiversity also has high potential for research and tourism. Thus, the traditional knowledge system is endangered not only through private companies of MNCs but also through tourists, researchers and others. The inner line permit (INLP), has to some extent curbed the flow of tourists in the State. Tourism may be encouraged because of its possible contribution to the economy but has its own pitfalls. Some tourists come not only in search of exotic places with a peaceful ambience but also to steal the intellectual knowhow of the people. Once they go back home they develop it further and put their trade mark on it. Once it is done nobody can lay hands on such claims. Purely academic research is another means of taking away the traditional knowledge systems. Most researchers come with an open mind to learn and retrieve the data from the people and in the process have access to the knowledge of the indigenous biodiversity. However there are a few among them who exploit research for their own purposes. They get knowledge from the people and transfer it to the big companies and get a profit for themselves. Thus, the ironically is this; if adequate care is not taken we may have to get the permission of others to use and to produce the goods that belong to us and are essentially for our survival. The traditional knowledge of handicrafts and handlooms is part of the definition of who we are and what we are. They are part of our ethos of our social fabric. Can we allow such things to be owned by somebody else? Thus, it is essential to safeguard our traditional knowledge systems and biodiversity before they fall into the hands of the private players for their profit. Of late the North East Council (NEC) has taken certain initiatives to safeguard the handicrafts which are unique to the place and people of this Region. The NEC has come up with the plan of recognizing certain crafts as unique to each state as such they alone have a right over them. Hence we need to go beyond it and develop a mechanism whereby we document and analyze our traditional knowledge systems in order to tap our own resources for greater economic growth and self reliance. While documenting and analyzing the resources perhaps we can also develop a method of sharing them with others and at the same time benefiting from them. If we do not document our own resources and traditional knowledge system, others can easily take them away for their own purposes and claim to be their owners. With globalization traditional knowledge is at stage as popular culture is invading every fiber of our lives. The practical wisdom which is preserved and transferred through lore and legends are fading too. Therefore if we do not take appropriate measures and develop a system of preserving them and document them, certain knowledge system will vanish and our mega biodiversity will be taken and owned by somebody. Some much of indigenous herbal plans are in abundance but the neo generation are not following up and one day when we realize the importance of defining

India rubbishes Trump's claim, Bihar topper scam: teachers says Paris accord not for money in 600 schools to face the axe

new deLhI, June 5 (IAnS): India on Monday rubbished US President Donald Trump's charge that it signed the Paris climate accord to get "billions and billions and billions" of dollars from developed nations. "This is completely not true," External Affairs Minister Sushma Swaraj said about Trump's claim while announcing the US exit from the Paris deal last week. Trump alleged that India had made its participation in the accord contingent on receiving foreign aid from developed countries. Sushma Swaraj, however, said the American move on the Paris climate agreement had not changed India-US ties and the relationship between the two countries was progressing as it did during Barack Obama's presidency. "India signed the Paris agreement because of Indian culture and ethos and not under duress or out of greed (for monetary benefits). We are committed to the environment and this commitment is 5,000 years old," she told reporters at a press conference here to highlight the achievements of Narendra Modi government in the last three years.

22 charred in UP road accident, exgratia announced

Lucknow, June 5 (IAnS): At least 22 passengers were charred to death in Uttar Pradesh on Monday after their bus caught fire following a massive collision with a truck on the national highway in Bareilly, police said on Monday. Uttar Pradesh Chief Minister Yogi Adityanath has announced an exgratia of Rs two lakh each to the families of the deceased and Rs 50,000 each for the injured. State Finance Minister Rajesh Agarwal, the legislator from Bareilly, has rushed to the accident site on a state chopper to oversee the rescue and relief operations. The accident occurred at around 2.30 a.m. near the Invertis University turn when the state-owned bus (UP-43-T5978) coming from New Delhi, with 41 persons on board, was heading towards Gonda. It collided head on with a speeding truck coming from the direction of Lucknow. An explosion followed and fire broke out in the bus. A district official told IANS that the truck driver escaped. Police officials said the death toll could rise as most of the passengers suffered severe burn injuries and their condition was critical. Over a dozen fire tenders were rushed to the accident site to douse the inferno that claimed 22 lives on the spot. Senior police officers, including Inspector General of Police S.K. Bhagat, Senior Superintendent of Police (SSP) Jogendra Kumar and other officials, are monitoring the rescue and relief operations. Some injured were rushed to the nearby medical facilities. Traffic has been diverted and efforts are underway to extract the charred remains of the passengers, police said. The ill-fated Uttar Pradesh Road Transport Corporation (UPSRTC) bus was headed to Gonda from New Delhi via Bareilly. Bus driver Chandra Shekhar Shukla and conductor Akhtar Azeez Farooqui have also been injured and are undergoing treatment at a medical facility.

and the US since Trump took charge were growing with the "same speed" as was the case when Barack Obama was President. "There has been no change (in the ties). We are moving forward as we were moving." She said India and US have a relationship "of mutual benefit". "PM Modi has spoken to President Trump thrice. Our officials have also had talks with theirs on many occasions. Every interaction has been positive and good. US is India's major defence partner. And there has been no intimation from their side that might suggest diluting this special relationship we share."

new deLhI, June 5 (IAnS): Asserting that there is no "flip-flop" in dealing with Pakistan, External Affairs Minister Sushma Swaraj on Monday said the Kashmir issue can never be taken to the International Court of Justice (ICJ) and that there can be no third party involvement in finding a solution to it. Maintaining that talks and terror cannot go together, she also made it clear that no meeting has been fixed between Prime Minister Narendra Modi and his Pakistani counterpart Nawaz Sharif on the sidelines of the Shanghai Cooperation Organisation meeting in Astana later this month. Addressing a press conference to mark the completion of three years of the Modi government, Swaraj said the Kashmir problem can be solved only through talks directly between India and Pakistan and not through involvement of any third party. Swaraj also said the atmosphere was not conducive for talks with Pakistan as it has been vitiated by Islamabad.

He was declared the topper of Class 12 Arts stream securing 82.6 per cent, but he stumbled over queries posed by the media on music in which he scored 65 out of 70 in practicals. BSEB chairman Anand Kishore on Friday said Ganesh Kumar is 42-yearsold and a father of two. The BSEB lodged an FIR against him after finding that he declared his age as 24 in the registration form to appear in the exams. The BSEB has also served Ganesh Kumar a showcause notice, asking him to explain his stand in three days. Ganesh Kumar passed Class 10 in 1990 from CRSR High School in Giridih, Jharkhand. He had then mentioned his age as 0711-1975, and written his name as Ganesh Ram, son of Shankar Nath Ram. In 2015, he fudged his age in order to take the Class 10 exam again in Samastipur. He changed his name from Ganesh Ram to Ganesh Kumar and gave his date of birth as 02-061993.

SrIhArIkotA (AndhrA PrAdeSh), June 5 (IAnS): India's brand new and heaviest rocket - the Geosynchronous Satellite Launch VehicleMark III (GSLV-Mk III) - with the 3,136 kg communication satellite GSAT-19 on board, blasted off from the Sriharikota spaceport on Monday. Precisely at 5.28 p.m., the GSLV-Mk III rocket, on its maiden flight, began its ascent towards space from the second launch pad at the Satish Dhawan Space Centre (SDSC). The 43.43 metre tall, 640 ton rocket, will, just over 16 minutes into its flight, sling the GSAT-19 at its intended orbit at an altitude of 179 km. The GSAT-19, as per the Indian Space Research Organisation is a multi-beam satellite that carries Ka and Ku band forward and return link transponders and geostationary radiation spectrometer (GRASP) to monitor and study the nature of charged particles and the influence of space radiation on satellites and their electronic components. The satellite, which has a life span of 10 years, also features certain advanced spacecraft technologies including miniaturised heat pipe, a fibre optic gyro, micro electro-mechanical systems (MEMS) accelerometer, Ku-band TTC transponder, as well an indigenous lithium-ion battery. The GSLV-Mk III is a three stage/

engine rocket. The core of first stage is fired with solid fuel and its two motors by liquid fuel. The second is liquid fuel and the third is the cryogenic engine. "The rocket's design carrying capacity is four tonnes. The payload will be gradually increased in future flights," Vikram Sarabhai Space Centre Director K. Sivan had told IANS. The Indian space agency had flown a similar rocket without the cryogenic engine but with 3.7-tonne payload in 2014 mainly to test its structural stability and aerodynamics. Liquid Propulsion Systems Centre Director S. Somanath, told IANS that the inputs of the 2014 mission enabled the ISRO to reduce the rocket load by around 20 per cent. Interestingly, GSLV-Mk III at around 43 metres is slightly shorter than Mk-II version that is around 49 metres tall. ISRO officials told IANS that due to the increase in the diameters of various stages, the height got reduced despite a drastic increase in the weight - from around 415 ton of GSLV-Mk II to 640 ton in GSLV-Mk III. "The new rocket may be slightly short but has more punch power," said an ISRO official. India presently has two rockets -- the Polar Satellite Launch Vehicle and GSLV-Mk II -- with a lift-off mass of 415 tonnes and a carrying capacity of 2.5 tonnes.

Modi reviews GST preparedness ahead of July 1 rollout Civil society members demand

new deLhI, June 5 (PtI): Prime Minister Narendra Modi on Monday reviewed the preparedness for the new indirect tax regime —— Goods and Services Tax (GST) which will be rolled out from next month. The meeting was attended by Finance Minister Arun Jaitley, Revenue Secretary Hasmukh Adhia and senior officers from the Central Board of Excise and Customs (CBEC). This was the first review by the PM after the GST Council finalised the rates, and the second since May 2. The GST Council, chaired by Finance Minister Arun Jaitley and comprising his state counterparts, has already finalised tax rates on almost all goods and services. It will meet

again on June 11 to review some of the rates and discuss other pending issues. All goods and services have been put in slabs of 5, 12, 18 and 28%, with the exception of gold and precious metals, which will attract 3% GST, and rough diamond at 0.25 % GST. Items like salt, milk, jaggery, egg, curd, unpacked foodgrain and paneer, fresh vegetables, unbranded atta, maida, besan, honey, besides education and health services, have all been exempted from GST. Tea, sugar, coffee beans, edible oil, packed paneer, milk powder, brooms, domestic LPG and kerosene have been put in the 5% bracket. According to the fitment of rates in various tax brackets, 81% of the items will fall in/below

18% slab. Only 19 % of the goods will attract GST above 18 %. Hair oil, soaps, jams, soups, ice cream, capital goods and computers will attract a 18% levy. Those placed in the 28 % slab are custard powder, shampoo, perfume, make up items, chewing gum, motorcycle, cement and consumer durables. The single-biggest taxation reform since independence, the Goods and Services Tax (GST) will subsume 16 different taxes, including excise, service tax and VAT, and make India a single market for seamless movement of goods and services. GST is estimated to boost GDP by 1 to 2 % and bring down inflation by 2 % over the long term.

Farmers stopped trucks and vehicles carrying milk and vegetables from village at several places. In the state capital, full cream milk of Sanchi Dairy was unavailable. Indore is also facing a milk crisis, and a similar situation prevails in Jhabua, Dhar, Shajahanpur and Sehore. The farmers in Harda shaved their heads as a sign of protest. Chouhan on Sunday met representatives of the Indian Farmers' Union and agreed to most of the demands, including buying onions at Rs 8/ kg, and paying 50 per cent in cash for produce and depositing the rest in banks, and buying moong at an agreed price. Though the farmers union postponed the strike, the other organisations continued with the stir. Framers in Ratlam pelted stones and damaged property on Sunday, due to which police lathi charged them. Police had to lathi charge and use tear gas on protesting farmers in Delanpur, after which the farmers resorted to stone pelting. In the turmoil Sub-Inspector Pawan Yadav got a severe eye injury. Beware, you are more likely to experience ‘social jet lag,’ which is associated with the increased risk of heart disease, researchers warned. The findings showed that each hour of social jet lag -- which occurs when one goes to bed and wakes up much later on weekends than during the week -- is associated with an 11 per cent increase in the likelihood of heart disease. Social jet lag also leads to poorer health, worse mood, as well as increased sleepiness and fatigue. “These results indicate that sleep regularity, beyond sleep duration alone, plays a significant role in our health,” said lead author Sierra B. Forbush, research assistant from the University of Arizona in the US. “This suggests that a regular sleep schedule may be an effective, relatively simple, and inexpensive preventative treatment for heart disease as well as many other health problems,” Forbush added. According to the American Academy of Sleep Medicine recommendations, adults should sleep seven or more hours per night on a regular basis to promote optimal health. For the study, published recently in the journal Sleep, the team analysed survey responses from 984 adults between the age of 22 and 60 years. Social jet lag was assessed using the sleep timing questionnaire and was calculated by subtracting weekday from weekend sleep midpoint. Militants in Philippines city dug in for protracted battle

MARAWI CITY, JuNe 5 (ReuTeRS): Islamist militants holed up in a southern Philippines town stocked weapons and food in mosques, tunnels and basements to prepare for a long siege, officials said on Monday as the battle for control of Marawi City came to the end of its second week. Their comments underlined the level of organisation among fighters linked to the Islamic State group, whose ranks of several hundred included foreigners from Indonesia, Malaysia, India, Saudi Arabia, Chechnya and Morocco. The battle for Marawi City has raised concerns that the ultra-radical Islamic State is building a Southeast Asia base on the island of Mindanao at the southern end of the Philippines. The Gulf country denied the allegations. The dramatic development followed linering tensions within the once unified Gulf Cooperation Council. Riyadh closed its land border and snapped sea and air links, triggering a run on supermarkets in Qatar. The Arab and Gulf nations accused Qatar of destablising the region and claimed Doha had links with the Islamic State and Al Qaeda. Qatar called the decision “unjustified and based on slander”. “The measures were taken despite there being no evidence to support the accusations lodged against the nation,” Qatar’s Foreign Ministry said. Speaking at the programme before the plantation drive, Green Conservers, advisor, Yangseo Sangtam highlighted the importance of the day and shared on the history of the World Environment Day. He stressed on the importance of forest and its

resources and asked the youngsters to plant trees to balance the nature that we have destroyed. He said that good air, pure water and fresh environment we enjoy are the byproduct of healthy environment and asked the youngsters to take good care of the environment. Later, he planted the tree marking the launching of the plantation drive. Variety of decorative tree saplings provided by the Land Resources Department and some Pine saplings from Forest Range Office were planted during the drive.
