Home Ministry to reject recommendation to repeal AFSPA Get aside men folk, soon take the matter to the Cabinet Committee on Security (CCS) for an official clearance to rejecting the Reddy Committee report “in its entirety.” This means the government will officially reject any move to repeal AFSPA and the same will remain in force in the North-East. “The matter was taken to CCS recently but came back for taking on board the final comments of the Ministry of Defence, which anyway is against repealing AFSPA. The drastic recommendation

of the report to repeal AFSPA has been rejected by the Home Ministry and the matter will go to CCS soon again for its seal of approval,” a senior government official told ET. On November 19, 2004, the UPA appointed a five-member committee headed by Reddy to review the provisions of AFSPA in the north-eastern states. The erstwhile UPA government did not take any stand on the Committee report which was submitted on June 6, 2005 and incidentally is still not in pub-

lic. The Home Ministry under the BJP told the Parliament on November 25 last year that the recommendations of the Justice Jeevan Reddy Committee “are under consideration” of the government and said the salient features of the recommendations made by the committee were “repeal of AFSPA and amending the Unlawful Activities (Prevention) Act, 1967 by inserting a new Chapter VI-A in respect of North East so as to provide for provisions contained in AFSPA.”

Earlier upon his arrival at the funeral place, the Chief Minister laid wreath to Lotha’s body. After the funeral service, the body was taken to his native village, Shaki, for last rites.

What the men, in particular the police, could not do, the women have done. The womenfolk of Showuba village, Dimapur have taken the fight against taxation to a whole new level, while courageously volunteering to play a role traditionally reserved for men. For the past one week, the women of the village have been keeping vigil against illegal tax collectors, chasing away any that sets foot in the village. Armed only with wooden staves and a no-nonsense-approach, groups of women from their respective ‘khels’ (sectors) took turns keeping watch round the clock. Result? The routine scenes of unknown individuals, reportedly ‘underground cadres’,stopping and collecting toll from goods laden vehicles, bicycles included, passing through the village has disappeared. Showuba is strategically located right by the road leading to Niuland from Dimapur, with hundreds of vehicles passing through the village daily. The volume of traffic and its rather remote location, far from the eyes and ears of the police, the gateway to the village, has over the yearsbecomeafavouredhunting ground for ‘tax collectors’. The village’s endeavour to get rid of the menace resulted in an all-woman ‘Action Committee’ to check illegal taxation. Kherila, a member of the committee, said that the responsibility was handed to the women by the village council. Stating that the result has been encouraging, Kherila said that com-

mercial vehicles now cross the village without any hindrance. “Our aim is that Showuba should be clean. Let this be an example for others to emulate.” Stating that they have the support of the entire village, it was added that the village had approached the higher-ups of the GPRN/NSCN and the NSCN (IM) informing of the initiative. ACAUT lauds women of Showuba The ACAUT Nagaland has lauded the women of Showuba village for rising up against illegal taxation. The ACAUT in a statement said that the women of the village chased out cadres of the GPRN/NSCN and the NSCN (IM) after repeated calls to stop unauthorised taxation on the road passing through the village went unheeded. “The most galling aspect of taxation at Showuba village is the fact that both NSCN (IM) and NSCN-U cadres were collecting tax in all apparent camaraderie whereas the top leadership of these factions has spurned every reconciliation effort of FNR,” noted ACAUT. Stating that unauthorised taxation is an issue which every individual should be committed to fight against, the ACAUT Nagaland felt “gratified that Nagas have woken upto this menace.” It further asked the police and the district administration to back the women of Showuba “since the latter has done what Dimapur police should have done long ago.” Villages neighbouring Showuba were also called upon to not allow “the chased out cadres” to operate in their respective jurisdictions.

DimaPur, February 28 (mexN): As per the DBTL (PAHAL) scheme, all LPG consumers are required to link their bank account with their respective agencies before March 31 in order to avail subsidy. The district administration while informing this in a press release said that due to the prevailing two rates, subsidised and non-subsidised rates at various agencies, the consumers are required to bear the inconvenience till March 31. Those consumers who have not linked or do not have bank accounts are directed to open and link their bank details as soon as possible to their respective agencies.

Govt Servants Conduct Rules

Ko h i m a , F e b r u ary 28 (mexN): A total number of 56 participants successfully completed training on various departmental training at the Administrative Training Institute (ATI) Kohima on February 26 and 27. According to a press note received here, it consists of two batches of trainees from various departments. The first batch, which consists of 26 participants from nine Departments, were trained on “the Nagaland Government Servants Conduct Rules 1968.” The second batch had 28 participants from 10 Departments and they were trained on “Noting and Drafting Skills.” The Resource Person for both the training was Dr.Hovithal Sothu, State Coordinator, DMC, ATI. With the first batch, the Resource person discussed in detail the whole “Nagaland Government Servants Conduct Rules 1968”. He stressed on Rule No. 4 which among other things stipulates that:- All Government Servants

DoNER gets 29.4 percent higher allocation Villagers lynch rebel in Tamenglong New Delhi, February 28 (iaNS): The Development of North Eastern Region (DoNER) ministry saw a 29.43 percent increase in its budgetary allocation for 2015-16, with extra money pumped in for implementation of various schemes of the North Eastern Council (NEC), the nodal agency for the economic and social development of the region. In the budget presented Saturday by Finance Minister Arun Jaitley, the DoNER allocation was increased from Rs.1,825.45 crore to Rs.2,362.74 crore. Jaitley emphasised that the reason behind increasing the budget allocation for the northeast region was to bring it within the mainstream and give spe-

cial priority in terms of development. As part of the initiative to boost development in the region, Jaitley announced that the government will set up a Centre for Film Production, Animation and Gaming in Arunachal Pradesh, for the northeastern states. Also a new All India Institute of Medical Sciences (AIIMS)-like institution will be set up in Assam. The government's allocation for the schemes of the NEC increased by 26 percent in the budget. am on Friday. Sophisticated weapons were used in the encounter which lasted several hours. ZUF alleges combined Indian Army, NSCN (IM) operations DiluNg, February 28 (MexN): The Zeliangrong United Front (ZUF) has alleged that the Indian Army and the NSCN (IM) conducted an operation against the ZUF near the border of Luangreng village and Tamlok village on February 27. A press statement from ZUF Information & Publicity Secretary A. Dangmei, alleging that the operation was conducted by a combined force comprising the Indian Army (13 AR & 9 DOGRA) and the NSCN (IM), stated that it was “one of the most acrimonious incident ever” to happen in Tamenglong district. Expressing surprise on the coalition between the Indian Army and the NSCN (IM), the statement added,

“ZUF was unaware on the coalition of Indian Army with NSCN-IM but surprised to know 3 dead and 5 injured jawans of Indian army in a conflict between NSCN-IM and ZUF.” Questioning “how and when” the Indian Army collaborated and joined hands with their “longterm enemy” NSCN (IM), ZUF stated, “It has no logic for the nation’s protector in tying-hands with the nation enemy.” The statement reiterated its position that the ZUF is not against any insurgent groups and neighboring ethnic groups nor enemy to the Indian institutional bodies. “ZUF stands up asserting our rights and freedom from the nuts of various exploitative measures

Corporate tax, basic customs Union Budget 2015-16: Smoking, duty cut, service tax increased eating out, air travel to be costlier New Delhi, February 28 (PTi): Smoking and consumption of other tobacco items is set to become more expensive, while increase in service tax rate would make costlier a whole lot of other things including air travel, eating out and paying bills. Those which will turn cheaper include leather footwear, locally made mobiles, computer tablets, microwave ovens, peanut butter, packaged fruits, ambulance service and agarbattis. Continuing the trend set by his many predecessors, Union Finance Minister Arun Jaitley on Saturday came down heavily on smokers and tobacco consumers with a steep increase in excise rate in tax proposals in Budget 2015-16. Citing need for promotion of public health, Mr. Jaitley said: “Excise duty on cigarettes is being increased by 25 per cent for cigarettes of length not exceeding 65 mm and by 15 per cent for cigarettes of other lengths. Similar increases are proposed on cigars, cheroots and cigarillos.” He made changes to the compounded levy scheme applicable to pan masala, gutkha and certain other tobacco products. As per the Budget proposals, excise duty on cut tobacco is being increased to Rs. 70 per kg from Rs. 60 per kg earlier. On the increase of Ser-

vice Tax, Mr. Jaitley said: “To facilitate a smooth transition to levy of tax on services by both the Centre and the States, it is proposed to increase the present rate of service tax plus education cesses from 12.36 per cent to a consolidated rate of 14 per cent.” Subsequently, eating out at restaurants, stay in hotels, air travel, cable and DTH services, visiting beauty parlours, courier service, credit and debit card related services, dry cleaning of clothes, stock broking, asset management and insurance and a host of other activities that require availing of service from another party will become expensive. Mr. Jaitley, however, spared the common man from price hikes on many commonly used day-to-day items by reducing duties.

Packaged fruits and vegetables will also become cheaper as pre-cooling, ripening, retail packing and labelling of these items have been exempted from service tax. Similarly excise duty on locally made mobile phones, LED/LCD panels, LED lights and LED Lamps have been cut. Microwave ovens are likely to become cheaper as a key component, magnetron, has been exempted from basic customs duty as compared to 5 per cent earlier. Refrigerator prices could also come down as import duties on various components have been reduced. Similarly, solar water

Prices of pacemakers are expected to come down as specific materials used in its manufacturing have been exempted from duties. Ambulance and ambulance services are also expected to come down as excise duty on chassis of such vehicle has been cut to 12.5 per cent from 24 per

cent, while all ambulance services provided to patients are being exempted from service tax. A visit to museum, zoo, national park, wild life sanctuary and tiger reserves will also become pocket friendly with the Finance Minister exempting such activities from the service tax. The other items that will become expensive include completely built imported commercial vehicles as the effective basic customs duty has been hiked to 20 per cent from 10 per cent earlier. Plastic bags and sacks will also become costlier as tariff rate of excise duty has been hiked to 18 per cent from 12 per cent. Cement will also become more expensive with excise duty being increased to Rs. 1,000 per tonne from Rs. 900 per tonne earlier. Aerated, flavoured drinks and packaged water will cost more as excise duty has gone up to 18 per cent from 12 per cent earlier. Business and executive class air travel will also become expensive with the Budget proposing to reduce abatement for classes other than economy and “service tax would be payable on 60 per cent of the value of such higher classes”. Visit to amusement and theme parks as well as music concerts will also become expensive as they will now come under service tax net.

New Delhi, February 28 (PTi): In order to push local manufacturing, finance minister Arun Jaitley on Saturday increased effective tariff rate on imported commercial vehicles from 10 per cent to 20 per cent, making the import of completely built units expensive. "Tariff rate on commercial vehicles is increased from 10 per cent to 40 per cent and effective rate from 10 per cent to 20 per cent," he said while presenting the Budget for 2015-16 in

the Lok Sabha. Reacting to the proposal, Society of Indian Automobile Manufacturers (SIAM) director general Vishnu Mathur said the move would encourage local manufacturing of the vehicles. New Delhi, February 28 (iaNS): Finance Minister Arun Jaitley Saturday proposed to cut the corporate tax rate by five percent to 25 percent over next four years while increasing the service plus education cess from 12.36 percent to a consolidated 14 percent. Presenting the budget for 2015-16 in parliament, Jaitley said the direct taxation should match the transformation in indirect taxes expected to be brought in by the introduction of Goods and Services Tax (GST) April 1, 2016 onwards. He said the 30 percent corporate tax is higher than the rates prevalent in other major Asian economies making the industry uncompetitive. "Moreover, the effec-

tive collection of corporate tax is about 23 percent. We lose out on both counts, i.e., we are considered as having a high corporate tax regime but we do not get that tax due to excessive exemptions. A regime of exemptions has led to pressure groups, litigation and loss of revenue. It also gives room for avoidable discretion," Jaitley said. Proposing reduction of corporate tax rate to 25 percent over the next four years Jaitley said this would lead to higher level of investment, growth and more jobs. Exemptions to individual taxpayers will, however, continue since they facilitate savings which get transferred to investment and economic growth, Jaitley said.

To facilitate a smooth transition to levy of tax on services by both the central government and the states, Jaitley proposed to increase the present rate of service tax plus education cesses from 12.36 percent to a consolidated rate of 14 percent. In order to spur infrastructure projects, Jaitley also proposed to rationalise the capital gains regime for Real Estate Investment Trusts (REIT) and Infrastructure Investment Trusts (InvITs) sponsors exiting while listing the units subject to payment of Securities Transaction Tax (STT). In order to encourage start ups with technology flow, Jaitley proposed to reduce the income tax on royalty and fees for technical services from 25 percent to 10 percent.

Air India to get Rs.2,500 Cr of fresh equity New Delhi, February 28 (iaNS): Finance Minister Arun Jaitley Saturday proposed infusion of an additional equity of Rs.2,500 crore in the cashstrapped national passenger carrier Air India for 2015-16 fiscal. According to the expenditure budget document, a budgetary support of Rs.2,500 crore has been earmarked for equity infusion in Air India. "The provision under (investment in public sector undertakings) this head is made for government investment in the PSUs under ministry of civil avia-

tion. The instant provision is for equity infusion in Air India," said notes on demands for grants, 2015-2016. Last financial year Rs.6,500 crore was infused in Air India. The national passenger carrier, which has an accumulated debt of around Rs.40,000 crore was given Rs.6,000 crore as budgetary support in 2013-14. The budgetary support is a part of a turnaround and a financial restructuring plan worth Rs.30,000 which

Kohima, February 28 (Dipr): The Directorate of IPR bade farewell to its outgoing Director, Imokokba on February 27 at the IPR Citadel conference hall. Imokokba thanked and all the officers and staffs for their support during his years in service. He encouraged the IPR family to continue working for the people of the State and hoped that the public come to recognize the importance of IPR. Secretary IPR, N. Hushili Sema said that the department is celebrating the years of service and dedication that the Director had put into the department. She added that so many achievements could be made because of his good leadership and

called him a good leader. She also encouraged him to continue serving the society. Meanwhile, Additional Director, Pausui Zeliang said that the contribution made by the outgoing Director towards the Department will be remembered. Registrar Chongloi, Deputy Director Tokishe Sema, Joint Director Dominic Yazokie and DPRO Peren, Simon on behalf of the district representatives, also gave speeches. Imokokba joined the Department as Information Officer on August 10, 1981 and was posted in the Directorate. He also served as District Public Relation Officer in various districts Students of Baptist Higher Secondary School, Tseminyu with the LIC Student of the of Nagaland. Transformative changes is never late Nagaland and industrialization

I

t was fascinating to learn about the Sugar Mill, Paper Mill and Ply Wood Factory in Nagaland in our School days. The elders who visited those Mills and Factory used to share about the running of the ‘engine’ producing sugar, paper and ply woods which we listened wholeheartedly in 180 degree attention. Paper Mill at Tuli was more fascinating as the contractor was my uncle T. Rongsen Jamir and heartbreaking was Ply wood Factory at Tizit where some of our neighbors went for logging works. During festive seasons, especially in Christmas time those of our closets who works in Paper Mill and Ply wood Factory came to the village with handsome cash (hard earned) and we used to ogle at them with a wish to work in such Mill and Factory after we grow up. Once upon a time, Nagaland also produced sugar, paper and ply wood. Later, after a decade it was learnt that the Sugar Mill at Dimapur, Paper Mill at Tuli and Ply wood Factory at Tizit are at the verge of closing down. No matter… how !! why !! it was not seriously concerned by the citizens of Nagaland at that point of time. After I became a Junior Govt. Advocate at Guwahati, I came to know about the reasons for closing down of industries in Nagaland. On enquiry I came to know that Sugar Mill had to close down due to over-staffed. The total strength of employees required for the Mill was about 190 i.e skilled and unskilled employees but the numbers of employees were about 500 enrolled in the Pay-Role Register and non effective functioning of the Mill owing to poor attendance of employees. Further, the payment to the

n view of the present H1N1 outbreak and death toll over 800 and more than 13,000 infected across the country being reported in India is causing panic among the public. Since 16th century the influenza virus is known to be circulating in the human population and causing recurrent outbreaks upto extends of pandemics. No doubt 4 (four) confirmed cases has been reported in Nagaland till date. It is for sure that H1N1 is never a local health issue until it is imported from other areas of outbreak outside the state by someone who happens to visit to an outbreak areas and imported infection to our home. In this modern world, for one reason or another, we travel to other part of the world and accidentally acquire the diseases/infection and imported the same unknowingly. Infection has no limit or boundary but it is international which is beyond our control. It is beyond the scope of medical fraternity to totally stop infectious diseases from its outbreak/spread. Medical fraternity is always under the threat of infectious diseases inspite of our present skill and knowledge on germs. Germs are such a tiny creature unable to see with our naked eye yet so dangerous that it kill mankind without mercy. When we are least prepared or not aware at all, infectious diseases sometime strike us hardest. In this regard, we should stay alert always and concerned authority in collaboration with allied departments should be prepared to face any eventuality. In 2009, there was a pandemic of influenza A (H1N1) outbreak, which is now the most common circulating strain of influenza virus globally. It first caused illness in Mexico and the United States in March and April 2009 and continued to spread globally to more than 214 countries worldwide with more than 340,000 laboratory confirmed cases and over 20,000 deaths reported to WHO as of 2010 (WHO report).Looking back into history, in 1918 pandemic humans was associated with Influenza A (H1N1). An estimated one third of the world’s population (or H~500 million persons) were infected and total deaths were estimated at H~50 million and were arguably as high as 100 million. Then in 1957 (Asian Flu) the pandemic occurred due to Influenza A (H2N2) and caused 1-2 million deaths worldwide. Again in 1968 (Hong Kong Flu), it was associated with Influenza A (H3N2) and 700,000 deaths were reported worldwide. Of 2004-09 till date, Outbreak of H5N1 was reported in 2003 and has affected poultry in 50 countries and caused human infections in 15 countries with 262 deaths and 442 cases as of 24 September 2009. The current H1N1 pandemic (2009) outbreak in humans has implicated among humans and continues till date, the World Health Organization 2009 declared a “Public Health Emergency of International Concern - pandemic phase 6 of new influenza A (H1N1) virus”. Current H1N1 outbreak has certain pre-requisites; emergence of this novel virus to which all are susceptible, new virus is able to replicate and cause disease in humans and new virus is transmitted efficiently from human-to-human. To make people more aware on H1N1 infection and to cause low state of panic, here is the means to understand the signs and symptoms and more about H1N1 virus infection. Swine flu is spread directly from pigs to people and from people to pigs. Human infection with flu viruses from pigs are most likely to occur when people are in close proximity to infected pigs, such as in pig barns and livestock exhibits housing pigs at fairs. Human-tohuman transmission can also occur through droplets while coughing or sneezing. This is thought to occur in the same way as seasonal flu which is mainly person-toperson transmission through coughing or sneezing by people infected with the influenza virus. Un-etiquettes coughs, sneezes of people who are sick with the virus, touching infected objects and then touching nose or mouth etc. are the main mode of its spread randomly.

Sugarcane Suppliers was kept long Overdue and by which the suppliers stopped supplying the sugarcane to the Mill. The matter ended up in the High Court for payment to the retrenched employees and auctioning of the entire engine of our dear Sugar Mill. The Ply product of Tizit Factory was one of the best finished product in India having high demand but it unfortunately meet cancerous attack of mismanagement of fund by the co-share holder namely M/s Saharias, an Industrialist Group based at Dibrugargh. After closing down of the Factory there were historical litigations for payment of huge dues to the UCO Bank by the State of Nagaland at Debts Recovery Tribunal, Guwahati, Debts Recovery Appellate Tribunal at Kolkatta and at Gauhati High Court.I cannot cite any reason for closing down of Paper Mill at Tuli which produced unique quality of paper, the Mill at Jagi Road in Assam could not compete in quality wise with the Tuli papers. Through a reliable source I learnt that Tuli Paper Mill suffered by same ailment of Sugar Mill. However, it is in ICU till date by enlisted as Sick Industry in India, Machineries still remain and let as hope that one day it will Revive, Revamp. Industrialization is a process of human civilization that determines the potentialities of the area and responsiveness of the inhabitants of the area. The potentialities plus responsiveness should be logistically corresponding to each other for desirable output so as to get a reasonable answer of equitable returns. Our State,

Nagaland is blessed with befitting natural resources to sustain our economy. There is no desert, barren or terrain, we are magnificently blessed by almighty God. Today, we should have bigger Sugar Mill, bigger Paper Mill and bigger Ply wood Factory and other kind of Mills/ Factories. We are competent in land, raw materials, man power and suitable climate which are sources for industrialization, infrastructure development will look after by Govt. of India if they find Nagaland in their map of Industries. As industrialization is a process of human civilization, we need to re-format our civic sense if we desire to industrialize our State at par with the World. I am not saying we are wrong or we have erred but a systematic re-formatting of our civic concept. We must try to install the idea of WE HAVE, WE ARE COMFORT by deleting the old file of I HAVE, IAM COMFORT. Nagaland is greatly blessed to produce varieties of fruits and vegetables to prosper in agro-based industries and to name some, they are viz; the unique pineapple of Ghaspani and other part of the State, the juicy and tasty orange of Jalukie, Chare, Chungtia and etc, Passion fruit is all over, Naspati or pear is all over, Guava which is fantastic for over all health over all health care is too all over, colar or kidney beans is abundantly produced in our Eastern part, Naga King chilly is widely grown in Kohima, Peren and some part of Phek. The virus can survive on hard and nonporous surfaces for 24-48 Hours. On plastic & stainless steel, it is survive upto 24 hours and can be transferred to hands up to 24 hours. On cloth, paper and tissue, the virus is recoverable for 8-12 hours and transferable to hands up to 15 minutes. The virus can survive at humidity of 35-40% and a temperature of 280C. Definitely H1N1 infection mimics regular human seasonal influenza flu. It is very difficult to say that a person is suffering from H1N1 until a laboratory report confirm. All influenza is not H1N1 influenza. Some of the ways one can suspect that a person is suffering from H1N1 influenza are; if a person is living with/expose/ travel to an outbreak places or having close contact with H1N1 patient without any protective gears then the chances of getting infection is high. H1N1 influenza is presented in the following ways like seasonal common flu; fever, cough, sore throat, weakness and headache; vomiting and diarrhoea. Usually children are less likely to have the usual influenza signs and symptoms like adult. Symptoms of severe infection in infants and young children may include difficulty in breathing, fast breathing, bluish colour of face/skin, dry skin, changes in mental status, and extreme irritability. Unless one is expose to infected person or travel to an outbreak area, it may be seasonal common flu unless laboratory report confirm. The most common cause of death is respiratory failure. Other causes of death are pneumonia (leading to sepsis), high fever (leading to neurological problems), dehydration (from excessive vomiting and diarrhea) and electrolyte imbalance. Fatalities are more likely in young children, high risks people and the elderly. Certain risk group of people should take special care and attention to prevent getting infection from H1N1 flu or any other infectious diseases. Like who are younger than 5 years old, adults 65 years of age and older, patient of chronic lung diseases (including asthma), heart diseases (except high blood pressure), chronic kidney, liver, blood (including sickle cell disease),

nerve, or metabolic disorders (including diabetes mellitus), poor immune system, including that caused by medications or by HIV/AIDS, pregnant mother are at risk of this infection. Many a times, an outbreak of any infectious disease cause worry and panic. Sometimes due to negligence, over-reaction, wrong information and publicity etc. it create unnecessary worry to people that make one wonder and react to the situation wrongly causing social fear psychosis. Likewise, it is for sure that the present H1N1 swine flu outbreak probably creates many to wonder whether one is suffering from H1N1 influenza or it is just a common cold. Thus, it is important to create proper awareness among the community through various media so as to prevent panic in this type of situation. One should seek medical attention early without any hesitation as and when such situation arise and get timely medical treatment and prevent further spread. General public have been advised to follow certain precautions if they are su sp e c t e d / c o n firmed case of H1N1 by wearing three-layered face mask (commercially available in any chemist shop), to maintain p ro p e r c ou g h / sneeze etiquette, remain confine and calm for at least 7 days with good hygiene and diet etc. so as to prevent worsening of disease and further spread of infection to others. Avoid travelling to any outbreak place, get medical advice before journey and get flu shot if indicated. A simple preventive measures to stop getting infection is to follow proper hand hygiene and respiratory etiquettes, remain indoor and avoid close contact with people suffering from H1N1, if a person is already expose to an outbreak places and return or expose to already infected person for at least 7 days. Infection spreads very quickly among the population especially in crowded places. Cold and dry weather enables the virus to survive longer outside the body than in other conditions and, as a consequence, seasonal epidemics in temperate areas appear in winter. People may become infected by touching/handling contaminated materials with flu viruses on it and then

Besides, all the State owned Dens like Circuit Houses/ Tourist Lodges should be properly managed as tourists/visitors may come anytime not like Santa Clause and they will steal our image. Let us not be dreamy but creamy to industrialize our dearest NAGALAND by fair and proper utilization of our potentialities and capacities in progressive perspective. Do’s and Don’ts in H1N1 outbreak; • Avoid close contact with people who are suffering from H1N1. • If possible, stay at home keeping body and room temperature warm. • Cover your mouth and nose with a tissue or handkerchief when coughing or sneezing. • Washing your hands often with soap or antiseptic hand wash is the single best way to prevent the spread of H1N1. • Get plenty of sleep, be physically active, manage your stress, drink plenty of warm fluids, and eat nutritious food. • Persons who develop influenza-like-illness (ILI) (fever with either cough or sore throat) should be strongly encouraged to stay in their home for 7 days after the onset of illness or at least 24 hours after symptoms have resolved, whichever is longer. • Persons who experience ILI and wish to seek medical care should contact their health care providers (by telephone or other remote means) before seeking care at a clinic/hospital. • If ill persons must go into the community (e.g., to seek medical care) they should wear a face mask (three layer/pieces). • Assign a single household family member to assist the sick person in order to minimize contact with asymptomatic persons. • Special attention should be given to school children by the authority in case of any suspect case/outbreak. • Large gathering of social activities, event, marriage etc. should take special precaution or averted in times of outbreak of H1N1. There is an effective antiviral drug - Oseltamivir against H1N1. Administration of this drug depends on protocol of management of H1N1 which will be decided by doctor. If timely medication is given, it makes your illness milder and you feel better faster. They may also prevent serious flu complications. For treatment purpose, patients who are hospitalized and/or have underlying conditions that place them at higher risk for complications and have laboratory evidence of influenza should be treated with antiviral medicine as early in their course of illness as possible, ideally within 48 hours of onset. With the availability of vaccine and medicine, we are better prepared with an affordable therapy and prevent further loss of lives due to this infectious disease. Although the flu is infectious, it is not as deadly as we think, says health officer Guidry. “Many of us will get it eventually, but you will survive it, just like you do the flu. It’s those people who really have medical conditions that put them at risk, that’s who we worry about,” clarified Guidry. In this type of situation, one should not be panic but stay alert and keep in touch with the health workers and stay safe. Keep yourself away from outbreak areas and avoid travel to such areas, get timely vaccination (depend upon indication). If you are coming home from any outbreak areas, take safety precaution at home, seek early medical attention, remain indoor for at least 7 days, avoid creating panic, and report to health authority at the earliest if at all you have any signs and symptoms of infection. Keeping in mind the vulnerability of infection, it is always safe to stay alert for your own safety and for the cause of humanity in regard to H1N1 flu.

What three elements should be in every funeral sermon?

was contacted last week by a pastor asking this question and thought there might be others asking it also. The most helpful advice I ever received about preaching at a funeral for someone I didn’t know is: “Don’t preach them into heaven. Don’t preach them into hell. Just preach the gospel for the people who are there.” This principle captures our task regardless of the kind of funeral we do. Ironically, though we focus on remembering and celebrating the life of the deceased, the funeral service is ultimately for those who attend. The sermon is where the gospel must be preached clearly. Only when we can personally have confidence in a person’s conversion should we feel comfortable to speak of the heavenly reward he/ she has now received. If there is any doubt in your mind, it is best to focus on the gospel for your hearers and resist the temptation to provide a false comfort that you have little or no basis to give. A funeral sermon should not exceed 20 minutes and should highlight these three categories, preferably expounded from a text(s) of Scripture: 1) Acknowledge the need to grieve. The story of Jesus raising Lazarus from the dead (John 11) is particularly helpful as there seems to be a legitimate time of grieving for those present and sorrow for those who are experiencing the separation that death brings, including Jesus who wept (John 11:35). I often share of the time my father sat my wife and me down, once we found out we had miscarried with our second child, and exhorted us to take time to grieve over this child, instructing us how to do so. Don’t ever presume that people realize that grief is appropriate or that they know how to work through their grief by simply talking about their deceased loved one. In actuality, many do not want to talk about them because of

The Best Readers Can Be the Worst Listeners The Pharisees fought Jesus at every turn. They doubted and even hated much of what he said and did, and tried again and again to trap him in a lie or inconsistency. They had read God’s word over and over again. They knew this book really well—or so it seemed— and yet they did not know the Word living, breathing and speaking in front of them—the Word through whom all things were made and without whom nothing was made that was made (John 1:3), the Word who became flesh and walked the earth (John 1:14), the Word who is the perfect picture of God and who upholds the universe with the words of his mouth (Hebrews 1:3). Mark recounts one of these confrontations between Jesus and the so-called spiritual experts of his day. “The Pharisees and the scribes asked [Jesus], ‘Why do your disciples not walk according to the tradition of the elders, but eat with defiled hands?’” (Mark 7:5). We know this was not Pharisaical humility and genuine curiosity (Matthew 12:14; 22:15). This was defiance—an attempt to undermine and shame the Son of God. They were so confident in their theology that they confronted the Christ himself. They tried to pin him down under the featherweight and wading-pool-depth of their theology—the One who was the fulfillment and pinnacle of all the pages they had read. They challenged God’s own understanding of God. Their education and pride—their knowledge and confidence in their own system—had blinded them to the very image and voice of God. They knew so much about God, and yet knew him so little. Even the literate need to learn to read Jesus responds to their ignorant and murderous criticism with the very Scriptures they seem to know so well. “Well did Isaiah prophesy of you hypocrites, as it is written, ‘This people honors me with their lips, but their heart is far from me’” (Mark 7:6–7). Hypocrisy, according to Jesus, disconnects knowledge of God from true love for God. Hypocrisy is not just about disobedience to the Bible— the Pharisees would have been thought of as clearly “obedient”—but about disillusionment with the God of the Bible. You can know him and not know him. And that might be the most dangerous place in all the world—however comfortable, safe and informed it may feel. Jesus goes on to say, “You leave the commandment of God”—an awful, terrifying condemnation—“and hold to the tradition of men” (Mark 7:8). You have traded the truth

about God for images of the truth, manufactured by your own mind. You’ve loved what you’ve learned about God more than God himself. You’ve trusted your knowledge and obedience more than the mouth of God. “For the sake of your tradition, you have made void the word of God” (Matthew 15:6). You can tithe Theology, too So we should fear money when it leads our hearts and allegiances away from God. And we should fear our system of theology when it more subtly does the same. In our good disciplines of learning about God—reading, asking, listening, writing—we must take care to develop habits of treasuring and worshiping him, too. Be committed to having a right theology, but be as committed to having a relational theology—a growing, humble and heartfelt intimacy with God. Do not simply search the Scriptures for soteriology, but search for salvation—the eternal life—that is only found in the flesh, blood and person of Jesus Christ (John 5:39). Tithe your theology. Just like all money is God’s, all good theology is God’s, too—it’s all about him, all from him and all for him. Still, we give 10 percent or more of our money to declare week after week our gratitude, faith and joy in God, even to say that it is all his. Likewise, we need rhythms of responding to God in worship when we learn more about him. Look for every opportunity to offer what you’ve seen about God back to him in prayer and worship. Stop, and pray God’s words about God back to him. Journal as a way of stimulating your heart over the things your mind is beginning to understand. Put the truths you’re learning on your lips for others to hear and love—share them with someone. The psalmist responded this way to knowing God and his love more deeply in Psalm 63: “Because your steadfast love is better than life, my lips will praise you. … My soul will be satisfied as with fat and rich food, and my mouth will praise you with joyful lips” (Psalm 63:3, 5). We will never be truly satisfied by knowing about God. We need to know him. If that dichotomy doesn’t make sense to you, beware. Facts about God without feelings for him and fellowship with him—without a sense that you are God’s chosen, redeemed and known son or daughter—will give you a false sense of God’s love and security. But facts about God can also draw you closer to him. Budget aims to boost growth and infrastructure Universal social security and pension schemes

NEW DELHI, FEBRUARY 28 (PTI): Finance Minister Arun Jaitley on Saturday announced a slew of low-cost pension and insurance schemes, including Atal Pension Yojana and Universal Social Security scheme. Atal Pension Yojana will provide defined pension according to contribution. Of this, 50 per cent contribution would be made by the government, he said while presenting the Budget for 2015-16 in the Lok Sabha. "The government pro-

poses to work towards Universal Social Security for all Indians," he said. Besides, the government proposes to launch PM Suraksha Bima Yojana to increase the access to insurance. It will be linked Pradhan Mantri Jan Dhan Yojana. The scheme will offer coverage of Rs 2 lakh for premium of just Rs 12 a year, he said. "These social schemes reflect our intention that no person suffers from avoidable pain due to illness, old age," he said.

Visa-on-Arrival to Be Extended to 150 Countries NEW DELHI, FEBRUARY 28 (PTI): After tasting success in scaling up number of foreign tourists through visa-on-arrival enabled electronic travel authorisation for 43 countries, government is geared up to extend the facility to 150 countries in a phased manner. "After the success of visaon-arrival issued to travellers of 43 countries, I propose to increase the countries covered to 150, in stages," Finance Minister Arun Jaitley said presenting the Budget 2015-16 in Lok Sabha today. In January 2015, a total of 25,023 tourists arrived by availing the scheme as compared to 1,903 in January 2014, registering a growth of 1,214.9 per cent. Tourism Ministry was allocated Rs 1,573 cr in the 2015-16 fiscal as against the revised estimate of Rs 1,182.99 cr for the previous fiscal. Culture Ministry has got Rs 2,169 cr for the next

fiscal as against Rs 2,159 cr in the revised estimate for the last financial year. While India has 25 cultural World Heritage Sites, these facilities are still deficient and require restoration, including landscape restoration, signage and interpretation centres, parking facilities, access for the differently abled, visitors' amenities, including securities and toilets, illumination and plans for benefiting communities around them. "I propose to provide resources to start work along these lines for the nine Heritage Sites including churches and convents of old Goa, Hampi (Karnataka), Elephanta Caves (Mumbai), Kumbalgarh and other hill forts of Rajasthan, Rani ki Vav at Patan in Gujarat, Leh Palace in Ladakh, Varanasi temple town in UP, Jalianwalabagh at Amritsar in Punjab and Qutub Shahi tombs in Hyderabad," Jaitley said.

NEW DELHI, FEBRUARY 28 (AP): India's finance minister announced the government's new budget on Saturday, promising a slew of measures that attempt to balance welfare spending with high economic growth and infrastructure development, while vowing to keep a tight control on the fiscal deficit. It was Finance Minister Arun Jaitley's first full budget since Prime Minister Narendra Modi won a huge majority in national elections in May on the back of promises to turn around the economy and boost job creation. There were few sweeping reforms that the government has been promising, but economists and business leaders reacted to Saturday's announcement with cautious optimism, a far cry from Jaitley's first interim budget in July, which was widely panned. "It's a very positive budget. No big bang, but a steady move forward," Ajay Shriram, president of the Confederation of Indian Industries, told CNN-IBN. "It's moving in the right direction." Jaitley said the Indian economy is slated to grow at 7.4 percent in the current fiscal year, which ends in March, and will continue

grow at between 8.1 and 8.5 percent in the next year. "The credibility of India's economy has been re-established," Jaitley told Parliament in a 90-minute speech. "India is about to take off on a faster growth trajectory once again." New growth estimates announced in late January make India the world's fastest-growing economy, surpassing neighbor and rival China. But the higher growth projections follow a revision of the baseline against which India calculated economic growth. India's annual growth averaged about 8 percent in the decade up to 2010, but slumped to about 5 percent in the following years.

Jaitley said his government would stick to the country's "challenging" fiscal deficit target — the gap between what the federal government earns and spends — of 4.1 percent of gross domestic product in the current year. But he said the government's target of bringing that number down to 3 percent would take three years because of the need to increase government spending to boost infrastructure growth in Asia's third-largest economy. Jaitley announced an increase of 700 billion rupees ($11.4 billion) in investments on roads, railways and other infrastructure. The government also

announced a reduction in corporate tax from 30 percent to 25 percent over the next four years, starting next fiscal year. "India's high corporate tax rates compared to other Asian countries" hurt its ability to attract foreign investment, and lowering the tax rate will bring "higher growth and more jobs," Jaitley said. Despite having widely criticized the previous government's welfare programs, the finance minister announced no cuts to India's food, fuel or fertilizer subsidies. In fact, Jaitley announced new funds for a costly rural employment creation program that his Bharatiya Janata Party has often cited as one of the failures of the previous Congress party-led government. He also promised to introduce a universal social security scheme. Perhaps with an eye on upcoming local elections, including in the largely poor and rural state of Bihar, Jaitley said that "all our schemes should center around the poor." "We need to cut subsidy leakages, not subsidies themselves," he said, adding that the subsidies needed to be targeted better.

New tough and comprehensive law on black money proposed

NEW DELHI, FEBRUARY 28 (PTI): To check black money menace, the government today announced 10-year imprisonment for hiding foreign assets, along with a host of other tough measures including dis-incentivising of cash dealings in real estate and other transactions. Besides framing new legislations, the government will also take steps

to incentivise use of credit and debit cards and putting a cap on cash transactions, while quoting PAN will be mandatory for all sale and purchase of over Rs 1 lakh, Finance Minister Arun Jaitley said in his Budget speech. Presenting his first fullyear budget, Jaitley said the first and foremost pillar of his tax proposals is to enacting a new law to effec-

tively deal with the problem of black money which eats into the vitals of our economy and society. "To this end, I propose to introduce a Bill in the current Session of Parliament," he said. Under the proposed law, concealment of income and assets and evasion of tax in relation to foreign assets will be prosecutable with rigorous

imprisonment of up to 10 years. Further, the offence will be made non-compoundable and the offenders will not be permitted to approach the Settlement Commission. As regards curbing domestic black money, a new and more comprehensive Benami Transactions (Prohibition) Bill will be introduced in the current session.

'Dhanwapsi’ programme for the rich: Opposition

NEW DELHI, FEBRUARY 28 (PTI): Opposition on Saturday slammed as “hollow and plain” BJP’s first full-year union budget, saying it lacked the vision and alleged that it was “repayment” by the BJP government to the rich and the corporates. “The budget is only for big corporates and industries. It is not a pro-poor budget. This budget is a repayment by the BJP government to the rich and corporates who had supported them during Lok Sabha polls,” Mallikarjun Kharge said. While Jyotiraditya Scindia termed the budget as “plain and hollow”, Congress leader Jairam Ramesh described the budget as “dhanwapsi” programme. “You (BJP) had taken in

elections. You are paying back,” Ramesh alleged. Criticising the budget for failing to provide “acche din” to poor, BSP Chief Mayawati said, “budget is aimed at helping corporates.” It has been made keeping in mind only the rich and big capitalists. Allocation for women and child development ministry slashed

NEW DELHI, FEBRUARY 28 (IANS): The allocation of the women and child development ministry has been slashed by 44 percent in the budget for 2015-16 presented by Finance Minister Arun Jaitley in the Lok Sabha on Saturday. While the allocation for the ministry in 2014-15 was Rs.18,588 crore, it was reduced to Rs.10,382 crore for this financial year. Jaitley promised to provide additional funds of Rs,1,500 crore to the Integrated Child Development Scheme (ICDS) and Rs.500 crore to Integrated Child Protection Scheme (ICPS) in case of more revenue

collection due to tax buoyancy. "I hope to garner some additional resources during the year from tax buoyancy. If I am successful, then over and above the budgetary allocation, I will endeavour to enhance allocations to ICDS by Rs.1,500 crore, ICPS by Rs.500 crore," Jaitley said in his budget speech. The allocation for ICDS has been increased from Rs.41.61 crore to Rs.90 crore, according to budget documents. The budget allocation for National Commission for Women has been reduced from Rs.27.35 crore to Rs.23.15 crore.

Document leak: Court extends Sharma's police custody

NEW DELHI, FEBRUARY 28 (IANS): A court here Saturday extended the police custody of Lokesh Sharma, an employee of Noida-based energy consultantcy, arrested in the document leak case. Chief Metropolitan Magistrate Satish Kumar Arora allowed Delhi Police to quiz Lokesh Sharma, 33, an amployee of Infraline Energy, till March 3. He was presented before court after his five day police custody expired.

NEW DELHI, FEBRUARY 28 (PTI): Swine flu has claimed 36 more lives raising the toll to 1,041 even as the number of people affected by the H1N1 virus in the country breached the 19,000 mark on Saturday. As per data collated by the Health Ministry, the total number of deaths due to swine flu was 1,041 till yesterday while the number of people affected were 19,046. The Health Ministry

had yesterday given the figure of those affected to be 18,105. In Rajasthan, the death toll has climbed to 257 while the number of those affected stood at 5,403. As many as 256 people have died of the disease in Gujarat, which is among the worst affected states. So far, 4,162 people have been affected in the state. In Madhya Pradesh and Maharashtra, the total

number of deaths has been reported to be 151 and 131 respectively. The disease has claimed 56 and 42 lives in Telangana and Punjab respectively. In Delhi, ten persons have died of swine flu while the number of affected has risen to 2,791. Karnataka has reported 42 deaths till now, Haryana - 21, Andhra Pradesh - 12, Himachal Pradesh - 8, Jammu and Kashmir and

Kerala - 7. Health Minister JP Nadda had yesterday admitted that the country was facing a shortage of laboratories for testing swine flu and had assured that efforts were being made to set up such facilities in all states. NEW DELHI, FEBRUARY 28 (PTI): In a budget that had several firsts, Finance Minister Arun Jaitley in his budget speech announced a slew of tax measures and personal savings schemes aimed at benefiting the taxpayer and common man. We take a look at the major takeaways for the common man from Budget 2015. 1) Tax exemptions: The limit of reduction of health insurance premium was enhanced from Rs 15,000 to Rs 25,000. For senior citizens this limit has been increased from Rs 20,000 to Rs 30,000. "Deduction limit of Rs 60,000 on expenditure on account of specified diseases is enhanced to Rs 80,000 in the case of senior citizens," Jaitley said. Additional deduction of Rs 25,000 is allowed for differently-abled persons, increasing the limit from Rs 50,000 to Rs 75,000. It is also proposed to increase the limit of deduction from Rs 1 lakh to Rs 1.25 lakh in case of severe disability. Limit on deduction on account of contribution to a pension fund and the new pension scheme is proposed to be increased from Rs 1 lakh to Rs 1.5 lakh. This is not the first time that health and climate experts are encouraging doctors to see health and climate as related issues and to advocate for action on climate change. The Cairo Court of Urgent Matters made the ruling after an Egyptian lawyer filed a lawsuit last November, calling for banning Hamas and classifying it as a terror organisation, Xinhua news agency reported citing Egyptian state TV. The lawsuit argued that Hamas, an offshoot of Egypt's blacklisted Muslim Brotherhood group, used illegal underground tunnels connecting Egypt's Rafah to its twin Palestinian town to enter the country and smuggle weapons to attack Egyptian police and army personnel. The lawsuit added that armed men from Hamas were also accused of carrying out terrorist attacks and killing over 30 people in late October 2014 as well as carrying out an armed jailbreak to free Brotherhood members during the 2011 Egyptian revolution. On Jan 31, the same court listed al-Qassam Brigades, the armed wing of Hamas, as a terrorist organisation, a decision coming days after a series of bloody attacks in Egypt's restive Sinai Peninsula that killed at least 33 soldiers and policemen. In March 2014, the court banned all activities and offices of Hamas in Egypt, considering the Palestinian movement an offshoot of the Brotherhood. Since the ouster of former Islamist president Mohammed Morsi in July 2013, Egyptian authorities have been cracking down on Islamist militant groups based in the Sinai Peninsula, of which some are accused of having links with the Hamas movement. State Annual Rifle shooting Meet 2015

hile congratulating the State Rifle Association for conducting the Annual Shooting Meet regularly in the interest of the prospective shooters towards achieving marksmanship and excellence in spite of all constraints, I would like to point out certain discrepancies in respect of number of rounds/score points allowed to each shooters in the scheduled Annual shooting Meet 2015 with reference to the new rules currently in application in all open and National/International competition. 1. Competition categories are given but target distance is not mentioned, presumed to be understood as 10 meter air Rifle, 50 meter .22 Rifle. 2. In the Air Rifle/.22 Rifle categories, for practice only 5 shots are permitted whereas as per ISSF Rules time of 15 minute should be allotted irrespective of the number of shots. 3. In the .22 Rifle/(Air Rifle?) 30 target shots is permitted with the allotted score of 100 points. The number of shots may be increased to 60 shots as per ISSF rules. The allotted score of 100 points in 30 shots is neither in consonance to score system of paper target score nor to electronic score board although there is no more paper target score system in use. There should not be any total points allotted as score per shots are worked out under the score system. In paper target maximum score allotted is 10 points whereas electronic score board gives with decimal score and maximum score is given 10.9 4. The State Annual Meet is found neither conforming to National Rifle Association India Rules nor International Rifle Federation Rules although all competitions are now conducted per ISSF rules.

The cost of shots/pellets are also on the higher side and may be lowered to affordable cost in the interest of shooters as is the objective of the National Rifle Association of India from where the State is also procuring the ammunition. The modern day competition is not only marksmanship but is coupled with endurance and consistency which is to be tested by shooting larger number of shots spread over a time frame. With the kinds of precision guns of today’s technology one can shot plum centre bulls eye score of 10 + of all the 30 shots but the endurance and consistency shall be tested if one can shot all the 60 shots to bulls eye. If we are to compete in the National/ranking championships then we should adapt to the competition rules and scoring system that is currently in application per ISSF rules otherwise our championship shall be only a token meet and shall be of no practical consequences. Considering the potential of available talent in the state, it is high time the State Govt. built Standard shooting range to create infrastructure and facilities to practice the game and provide opportunity to the youth to prove their talent in the National and International arena. The NSRA is forced to conduct the State Annual Meet in open air in the Police recruit firing range which is not the right atmosphere and infrastructure in the regimen of modern day shooting competitions. I am raising these points having witnessed competition for two days and interacted with the officials of the just concluded 35th national Games Kerala. In a low-scoring match that went right down to the wire, the nervous Kiwis huffed and puffed to victory after man of the match pacer Trent Boult's careerbest five-wicket haul had helped bowl out the Aussies for 151 in 32.2 overs at a packed Eden Park. Chasing the modest target, New Zealand skipper Brendon McCullum, playing through a swollen arm after being hit by a Mitchell Johnson bouncer, whacked a 24-ball 50 to lay the foundation of the victory. However, what seemed like an easy chase was almost turned on its head by Aussie pacer Mitchell Starc, who scalped the second best bowling figures in the World Cup with a haul of 6/28 in nine overs. But that was not enough as New Zealand eventually crossed the finishing line in 23.1 overs. The Black Caps made things difficult for themselves owing to a mid-innings collapse but Kane Williamson (45 not out; 42b, 5X4, 1X6) kept his cool amid chaos to complete the win with a six off Pat Cummins. Neither could they judge the straighter ones nor did they have the technique to play the conventional off-break. And 'doosra' was something that they simply couldn't read. The match virtually turned into a 'No Show' within the first 20 overs when UAE were reduced to 54 for six and had little chance of making a comeback into the game. were testimony as to why ICC is making it a 10-team tournament from the next edition. It was Bhuvneshwar, who started the slide with opener Amjad Ali (4) failing to execute a hook shot as Dhoni took an easy catch. His opening partner Andri Berenger also fell while attempting the same shot as the Yadav delivery was too quick for him and Dhoni took another easy catch. From there on, it was completely Ashwin show as he had the batsmen in his grips. Krishna Karate (4) got one to jump and Raina took a catch at leg-slip while Dhawan took a smart one to dismiss Swapnil Patil (7). Shaiman Anwar (35 not out, 6x4), UAE's man in-form tried his bit but there wasn't any support from the other end. It was Anwar, whose plucky shots got his team's total past 100-run mark. Once UAE were reduced to 71 for nine, Anwar's lusty blows in company of Asanka Guruge (10) got them 31 runs and a score in excess of 100. India next play the West Indies on March 6 at the same venue.

DOHA, FebruAry 28 (AFP): Former world number One Victoria Azarenka continued her comeback from injury by powering past Venus Williams in three sets on Friday in Doha to make the Qatar Open final. Azarenka, now ranked 48th in the world since losing most of 2014 to a foot injury, stormed back from losing the first set to brush Williams aside 2-6, 6-2, 6-4, in a thrilling semifinal watched by, among others, former England football captain David Beckham. Twice winner of the tournament, wildcard entrant Azarenka will play the Czech Republic's Lucie Safarova in Saturday's final. The omens seem good for Azarenka who has won the previous six encounters between the pair. The Belarussian hinted at a return to her best on Friday with her trademark thunderous baseline shots ultimately proving too much even for someone of Williams's pedigree. She also did enough to hold off a late charge by Williams in the deciding set. But she did it the hard way. Following a tame first set where there was no hint of what was to follow, Azarenka, 25, won seven con-

secutive games in the second and third sets to blow Williams away. It was an astonishing transformation. Williams coped with the cool and windy conditions much better earlier on and looked likely to secure her first ever final place in Qatar. There was little hint of the trouble ahead for the American as she eased through the first set, pulling Azarenka around the court with a series of classy backhand and forehand winners. Barely managing to hang on in the opening stages of the second set, Azarenka however transformed the match from 3-2 up in the second set, taking the consecutive matches which not only secured that set but put her in control in the decider. Azarenka, who was world number one as recently as 2012, was back to some of her best powerhouse tennis which saw her not only secure two Grand Slams but also two Open titles in Doha. She has previously won in Qatar in 2012 and 2103. Last year she withdrew because of injury. On Friday night, her confidence returned to such an extent that she was even able to head off a late charge by Williams who came back

from 5-1 down to 5-4 in the final set. Azarenka served the game out to 30 and celebrated in front of a sizeable crowd, many of whom had been rooting for her. Afterwards she admitted she couldn't cope with Williams in the first set. "She was kicking my butt left and right, I didn't know what to do," she said immediately after the match. Azarenka will meet Wimbledon semifinalist Safarova in Saturday's final who breezed through her semi-final with Carla Suarez Navarro in straight sets. Left-hander Safarova won 6-3, 6-2 in a semifinal which she totally dominated and lasted little over an hour. In a one-sided encounter, the Czech broke the Spaniard's serve in the second game of the first set and was rarely troubled by her opponent. She dropped her serve just once, in the seventh game of the first set, but immediately broke back to restore her advantage and served out for the set straight after. A demoralized Suarez Navarro, who had knocked out number one seed Petra Kvitova in the quarter-finals, had few answers to the Czech's powerful groundstrokes and ended up losing tamely.

Rooney sinks 10-men Sunderland

MANCHesTer, FebruAry 28 (AGeNCIes): Wayne Rooney fired Manchester United to a 2-0 win over Sunderland and third spot in the Premier League at Old Trafford – but Wes Brown was controversially sent off for the visitors. Radamel Falcao produced a fine piece of skill to turn John O’Shea in the box and was hauled down by the Sunderland defender to earn United the secondhalf spot-kick. However, referee Roger East mistakenly dismissed Brown – despite protests from O’Shea, before Rooney drilled in the penalty in the 66th minute. Rooney then added his second – and first from open play in 2015 – by heading in from close range with six minutes left to play when Costel Pantilimon parried Adnan Januzaj’s shot. Januzaj had replaced Angel di Maria who was hauled off at half-time after a disappointing performance. The result leaves Sunderland three points above the relegation zone and with just one win in their last ten Premier League matches.
