He felt the urgent need for payment of land compensation to the land owners and requested the CM, who is also leader of the house, for special dispensation in this regard. CLP leader, Tokheho Yepthomi meanwhile viewed that land must be acquired by the government without any conditions to avoid future ramifications. Construction cost of the cricket stadium at Sovima, Dimapur which rose meteorically from an initial 10.33 crores to 74. 83 crores on total expenditure dominated the discussion on the last day of the 8th session of the 12th Nagaland Legislative Assembly here at Kohima on Thursday. Congress Legislature Party (CLP) leader Tokheho Yepthomi, in his starred question queried as to how the initial cost of the construction of the cricket stadium was revised from 8.29 crore to 74.83 crore. The Congress MLA also wanted to know the additional items added to the cricket ground construction and how much amount of money was paid to the contractors. Yepthomi reminded that this was the third time in seven years he had asked the department to come up with details on how the cricket stadium was constructed, albeit without any proper response till date. In response, Chief Minister TR Zeliang revealed that the initial expenditure was 10.33 crores. However due to inclusion of 13 additional components the construction cost has to be increased to 74.83 crores, Zeliang said. Providing further details on the components, the chief minister dis-

Chief Minister T R Zeliang, while presenting the interim budget on Tuesday, had said that full budget has not been closed that 99 lakhs were spent on the digital scoreboard, 85 lakhs for the generator while another exorbitant amount of 33 crore was spent for the VIP gallery and nearly 1 crore for toilets. Moreover, the total amount paid to the contractors amounted to 8.29 crores, Zeliang said. Stressing on the ridiculous amount spent on just one stadium, Tokheho noted that instead of constructing VIP gallery with Rs 33 crores, it could have been diverted to doing something more useful. The State Cabinet has decided to hand over the March 5 Dimapur lynching case to the Central Bureau of Investigation (CBI). This was decided in an emergency meeting held on March 18 at the residential office of Chief Minister TR Zeliang. Considering the widespread attention invited by the incident nationally and internationally, and demands made by several organizations to hand over the case to CBI, and also due to involvement of large number of people in the incident, the cabinet at the meeting decided to recommend CBI to probe into the case. Syed Farid Khan, who was in judicial custody, was lynched by a mob after he was dragged out from the Central Jail, Dimapur.

Nagaland police, however, is yet to receive any official correspondence on the transfer of the case to the CBI. The handing over of the case to the CBI is believed to be a “good thing” by certain quarters. Such an independent inquiry will bring in a

NBCC condemns attack on minorities DIMAPUR, MARCH 19 (MExN): Nagaland Baptist Church Council (NBCC) today condemned the continued threats meted out to Christians and other minorities in India, who are being increasingly targeted by fundamental extremists in the country. Expressing deep anguish and concern over attacks which include physical and sexual assaults, brutal murders and desecration of places of worships and graveyards, NBCC general secretary Rev Dr Zelhou Keyho in a press note called for immediate action and bring to book the perpetrators and maintain peace and harmony. While the judicial inquiry will look into the causes and circumstances leading to the violent events on March 5, as well as lapses on part of public authority and how to avoid such incidents in the future, the CBI will look only into the criminal aspect of the case. Till now, the Nagaland police have arrested 58 people including 2 juveniles while photos of 34 other suspects involved in the incident have been released. The photos were collected from clippings of the lynching incident obtained from various sources, the police said. At least 49 out of the 58 have been forwarded to judicial custody. Of these, a few have reportedly obtained bail, details of which are awaited.

Kohima, march 19 (mExN): Over the years Nagaland has become a source and destination for crime against children particularly trafficking of Children. Research and studies conducted by State Adoption Resource Agency (SARA), Social Welfare Department Kohima in Nagaland has proved that one of the main causes for trafficking is due to Illegal adoption taking place rampantly in Nagaland. SARA Programme Manager Renchumi Imti disclosed in a press release

that some of the main factors are due to the prevalence of illegal or informal custody of children in the guise of direct adoption from institutions, hospitals, nursing homes, which are not recognized for placing children in adoption. codified justice system, independent economic treasury, and regulated single education system, the Nagas continue to live in a muddled ethos and system. Since the first quarter of 20th century, especially after formation of Naga Club, the Nagas have been consistently engaged in sociopolitical, economic and intellectual movements to safeguard their heritage, natural and mineral resources, and to ensure their right to live together under one political administration. However, all these processes are yet to bear any agreeable solution. The Conference aims at re-emphasising the Naga identity and their rights in relation to indigenous peoples’ rights and minority nationality movement within the context of globalising world, while delineating for plausible political and institutional solution at the earliest.

Manipur to get rail link by 2016

IMPHaL, MarcH 19 (aNI): Indian Railway officials have confirmed that Manipur will be to the rest of the country via rail buy 2016. "It's a tough target, but our plan is to take the first engine up to Tupul by March 2016" said Northeastern Frontier Railway (NFR) general manager, Rajesh Kumar Singh, after inaugurating a tunnel. Singh said the project from Jiribam to Tupul was taking time due to the inhospitable terrain. "This tunnel has been completed just now. And the total number of tunnels from Jiribam to Tupul is 34, totalling a length of 39 km. So far, we have completed close to 20 km and only 9 km are left," he said.

SHILLONG, MarcH 19 (PTI): Meghalaya Power Minister Clement Marak today said the state government has projected to generate over 700 MW of power in the next ten years to meet the energy requirements of the state. "The total availability of power in the state by 2023-24 is projected at 723 MW," Marak told the Assembly. "This was projected in view of the growth of demand for power which is at 8 per cent during the last 10 years," he said while replying to motion moved by National Peoples' Party legislator James K Sangma on the poor functioning of the power department. The state's own generation will be at 462 MW from the Leshka stage II power project and 260.93 MW will be availed as the Central share, he said. According to Power Minister, in 2014-15, the availabil-

ity of power in the state is only 253 MW of which 159 MW is Central share while state's own generation is only 94 MW in term of capacity from additional projects. However, the state is expecting to get 306 MW of power from four power projects during the current year 2015-16, out of which 95 MW is the state's own generation and 210.93 MW as central share, he said. The four power projects include Pallatana GPP Unit II, Bongaigaon TPP, AGTPP combine cycle and Lakroh SHP. Projecting an increase of power supply to the state, the Minister said 356 MW is projected to be available in 2016-17 and this would increase considerably every year. By 2020-2021, power availability is projected at 489 MW and 611 MW from 2021 to 2023, he said. Stating that power demand in the state has in-

‘India to import Iraqi oil to fill strategic reserves’

‘Free Windows 10 upgrade’ to all Windows users WELLINGTON, March 19 (aNI): Microsoft has reportedly announced that it will offer a free upgrade to Windows 10 to everyone, both honest customers and pirates, when the operating system is released this summer. If you’re already using Windows 7 or 8, you’ll get a free upgrade, irrespective of whether you have paid for it or not, reported Stuff.co.nz. Microsoft has decided to not block pirates from receiving the upgrade as part of a move aimed at turning serial pirates into honest customers and educating users on the benefits that come with legitimate software like, easy updates and access with popular software suites like Office. A Microsoft spokesperson said that anyone with a qualified device can upgrade to Windows 10, including those with pirated copies of Windows. Terry Myerson, who runs Microsoft’s operating systems unit, made the announcement at a conference in Shenzhen, China, and indicated it was primarily designed to get legitimate software into that country. Recent studies had shown that three quarters of all PC software in China was unlicensed.

NEW DELhI, March 19 (rEuTErS): India is set to import 8 million barrels of Iraqi oil to fill its first strategic petroleum reserve (SPR), taking advantage of cheap prices and lending some support to a market suffering from oversupply. India’s SPR purchases could temporarily help offset the impact of an expected pause in China’s strategic stocks build and the start of spring maintenance at Asian refiners. India’s oil ministry on Tuesday instructed state refiners Indian Oil Corp (IOC.NS) and Hindustan Petroleum Corp Ltd (HPCL.NS) to each seek two very large crude carriers (VLCC) of Basra oil for arrival in May-June, totalling 8 million barrels, two sources familiar with the matter said. The tenders are to be issued this month and plans call for the federal cabinet to approve issuing tenders at its meeting next week, said one of the sources, who declined to be identified. Send money directly via Facebook Messenger soon NEW YOrk, March 19 (IaNS): Social networking site Facebook is soon going to add a new feature in its Messenger app that will help people send money directly to friends or members of the family. The new payment feature will initially be made available for users in the US, the firm announced in a blog post. To avail this feature, users will need to register debit cards to send or receive payments through Messenger. “We use secure systems that encrypt the connection between you and Facebook as well as your card information when you ask us to store it for you. We use layers of software and hardware protection that meet the highest industry standards,” the post read. After registering the debit card, users can tap a dollar icon while talking to a friend, enter the amount and send the money. “These payment systems are kept in a secured environment that is separate from other parts of the Facebook network and that receive additional monitoring and control. A team of anti-fraud specialists monitor for suspicious purchase activity to help keep accounts safe,” the blog post said. The new feature will initially be available for Android and iOS Messenger apps as well as the messaging section on Facebook. The Messenger app has 500 million monthly active users. Court wants 6 SpiceJet aircraft grounded NEW DELhI, March 19 (IaNS): The Delhi High Court on Thursday ordered the civil aviation regulator to de-register six aircraft of SpiceJet for non-payment of dues to some of its lessors -- an issue which the budget carrier said is being resolved. Justice Rajiv Shakdher also asked the Directorate General for Civil Aviation to decide in two weeks’ time a plea by two Irish firms to export the planes. The court’s directives came on the pleas of leading global aircraft lessors AWAS Ireland and Wilmington Trust SP Services (Dublin). The firms sought directions to de-register the aircraft leased by them to SpiceJet, on grounds of alleged non-payment of dues. “We are studying the order and if so advised, we will take the matter to higher judicial forum. Dialogues are on with the lessors and expecting to resolve the issue very soon,” a spokesperson for SpiceJet told IANS. The move comes even as co-founder Ajay Singh, now back at the airline’s helm, intervened and paid $10 million of the dues. The airline said the remaining amount was expected to be settled soon with the lessors of the Boeing B737 planes. The order to de-register the six planes comes at a time when the airline is trying to overcome its turbulent times since last year. In Singh’s second innings with the airline, he and his associates bought back the 53.5-percent stake in the airline that was sold to the Marans of Chennai, who own the Sun Group.

NEW DELhI, March 19 (EcONOMIc TIMES): The civil aviation ministry, in an attempt to bring all airlines on board, has tightened the eligibility criteria norms for flying international routes by increasing the domestic flying credits (DFCs) eligibility to 300 DFC from the current 200. The rules also say that a new start-up domestic airline will not be allowed to operate international routes, which are less than 6 hours away with 300 DFCs, and will need to earn 600 DFCs to fly under six-hour routes. “We have tried to address the concerns of all airlines by changing some criteria here and there to fit everyone’s concern. We have decided to remove 5/20 eligibility clause for flying international and that will be replaced through these DFCs. A note for inter-ministerial consultation on the issue will be sent to the ministries. The airlines have been asked to respond with their query by March 31, 2015,” said a senior civil aviation ministry official, who did not wish to be identified.

Nagaland taxation check gates Our Correspondent Kohima | March 19

The finance department has set up taxation check gates at five strategic entry points - Zubza in Kohima district, Tsutapela and Tuli in Mokokchung district, Dillai and New Field gate in Dimapur - with a view to prevent evasion of tax. This was stated in the annual administrative report of finance department tabled on the floor of the House by Chief Minister TR. Zeliang, who also holds finance portfolio. The report also stated that these check gates monitor the movement of taxable goods both into and out of the state. The Value Added Tax (VAT) is considered a major improvement over the earlier sales tax system, the report maintianed. “The Goods and Service Tax (GST) will be further significant step towards a comprehensive indirect tax reform in the country,” the report stated adding that despite the success in the existing state VAT structure, it has certain short comings. For instance, even now several taxes which are in the nature of indirect tax on goods and services such as luxury tax, entertainment tax etc. are yet to be subsumed in the VAT. Moreover, in the present state level VAT, CEN-

VAT loaded in the goods remains included in the value of goods to be taxed under state VAT, thereby contributing to that extended to the cascading effect on account of CENVAT elements. Since any commodity in general, is produced on the basis of physical inputs as well as services, there should be integration of VAT on goods with tax on services at the state level as well, and at the same time there should also be removal of cascading effect of service tax, the report stated. Under GST regime, both the cascading effect of CENVAT and service tax will be removed as set off and a continuous chain of set-off from the original producers upto the retailers level is established. This will reduce the burden of all cascading effects. Vehicle tracking devises have also been installed in the buses operating on long routes and night services to monitor location, movement, stoppage and speed of the buses, the report further informed.

Three people arrested for vehicle theft Kohima, march 19 (mExN): The Kohima police has arrested three people for ‘vehicle theft’ during an ongoing investigation that started with the interception of a vehicle by police personnel manning Khuzama Gate on March 18. According to a press note from Sub- Divisional Police Officer & PRO, Kohima, Atu Zumvü NPS, the police had intercepted one Ashok Leyland, Dost LE (white colour, B/R No. AS25A-9594,) on suspicion, during a regular frisking and checking of vehicles. I

am writing this from Chandigarh where I have been attending a two weeks training. I’m learning that there is so much to be done back home in Nagaland. I have been equipped and inspired. But will I get the support when I come back to put in practice what I have learned? Many Naga students coming out of colleges and universities from across the world may have similar dreams. But on coming home they meet with roadblock after roadblocks that in a short time they become frustrated and give up. And on this trip, I have come across and heard stories of Naga doctors who have passed out from the best medical institutions and are longing to come back and serve the people. But they know that they will be seriously handicapped when they come to the situation we are in. If our own folks hesitate to come home to work, it is very unlikely that we expect other people to come and deliver health care or any other service to our people. Now, some people may point out that those doctors should come back, start from scratch, and struggle to serve the people. There is truth in that. And there are people like that for sure in many fields. But it is totally another thing that those doctors are expected to connect their own electricity to run their machines, build roads to their hospitals, and pay the poor people from their pockets for all the investigative procedures required. I am referring to enabling environments on which services ought to be built. If those supports like electricity, connectivity, or financing are not there, in fact we cannot expect any decent health care delivery. On the one hand, we are short of specialist doctors while on the other, there are lots of them who want to serve but are not finding the space to do that (There are exceptions. But the point is: If doctors who are supposed to have the better opportunities have such challenges, what about the matriculates, and other graduates and post graduates?). An important factor responsible for the social upheaval/ unrest in the State is this, that there are a lot of angry and frustrated young people. A number of inter-tribal conflicts are not necessarily because one tribe hates the other, but are fights for limited opportunities and resources, for example in getting a government job. So, we compare and see which tribe has got more officers in which department, or which tribe is dominating which department or business. Starting a business is easy for some while it is very difficult for so many others. The interest rates for loans are too high, and there are extra taxes which we are all aware of. So, it is not that all those young educated-unemployed people are lazy. One can say that majority of the young entrepreneurs who are doing well are from rich backgrounds. To find money to start a business is not an issue for them. In the competitive exams also those who studied from good expensive private schools and premiere colleges and universities outside/abroad have advantage in the competitive exams to get a good job. So, in a way, that is also a form of reservation, a friend tells me. Forming peace committees and enforcing the Police to resolve and control conflicts, and imparting entrepreneurial skills are important. But that will be only temporary symptomatic relief measures. We need enabling environment where people can have opportunities to have decent lives, pursue their dreams, and do not have to fight over crumbs of bread. We need enabling environment where people can make plans for the day (or the future), work, and get an honest return for their day’s labour.

Two Authorities and Two responsibilities Thought-Provoking Question: Secularists say, “Keep out God and religion from politics.” And some Christians say, “Believers should stay away from politics.” Are these statements biblical? What does God say? Read Matthew 22:15-22 With the intention of trapping Jesus over a controversial political issue, the Pharisees asked, “Is it right to pay taxes to Caesar or not?” to which Jesus replied, “Give to Caesar what is Caesar’s, and to God what is God’s.” Here Jesus’ answer implies two very important truths: First, there are two authorities over men. One is the civil government and the other is God. This implies a principle called the separation of Church and State, because both have different systems of government and exercise authority over different groups of people for different purposes. As such, the State should not rule the Church and vice versa. This, however, does not mean that the government should exclude God or the Church. Neither does it means that the Church cannot exert influence on the government. Both of these institutions are not mutually exclusive, because they still exist under God’s rule and authority. Second, there are two realms of responsibilities for every person. One is vertical, which is our responsibility toward God. The other is horizontal, our responsibility toward human government. One of the ways to do this is by paying our taxes to the government for the services we receive. Then a little later in the Bible passage, Jesus talked about our two major areas of responsibilities again, although in a different way. He said, “Love the Lord your God with all your heart and with all your soul and with all your mind. This is the first and greatest commandments. And the second one is like this: ‘Love your neighbor as yourself’” (Matt. 22:37-40). Who is our neighbor, anyway? According to Jesus, a neighbor is anyone in need (Luke 10:25-37). We can personally reach out to our neighbor and directly love him or her. Another way is to do it indirectly through the government: we can enable the government to provide services, especially to the poor and the needy, through our political participation or payment of taxes. Okay, so now what? We must remember that God does not stay away from politics. Neither are we called to be hermits living in caves nor to escape far away from corrupt society. Rather, we are called to contribute our part to the society through our taxes and support of the government. In a way Jesus is telling you and me, “Do your civic duty. Help others in need.” Prayer: Lord, I thank You for the many privileges I enjoy as a citizen of my country. I thank You for the services my government provides for my family. Help me to be a responsible citizen. Enable me to faithfully discharge my civic duty and be a model citizen so I can make the world a better place to live in. Amen. Strategies of the 1 percent revealed! I

t’s too easy to say that the 1 percent has recently been winning the class war in the United States because it is more powerful, with its control of the mass media, ownership of the major parties and command of the means of repression. In the Global Nonviolent Action Database there are plenty of cases in which the 1 percent has all those things and is nevertheless pushed back by people power and smart strategy. In fact, even in the United States, the 1 percent has lost some recent battles. We Americans often fail to notice the 1 percent’s strategy game. Knowing some of the favorite moves they make to achieve their goals will assist us as we stand up for justice, equality and life itself. Divide and conquer New York State has had a moratorium on fracking for natural gas in its part of the giant Marcellus Shale deposit. In 2010, oil companies paid for Republican Gov. Tom Corbett’s election in the neighboring state of Pennsylvania; Corbett then made sure to minimize taxes on fracking in his state’s Marcellus Shale. However, Pennsylvanians’ concern about the negative effects of fracking has grown since 2010, along with the growing concern about underfunded public schools. Politically, there was a natural overlap of the two constituencies — care for health and care for children. Faced with this problem in 2014, major Democratic candidates for governor chose to divide and conquer. They promised to increase tax on the oil companies and use that money for education, thus splitting a potential coalition to gain a moratorium on fracking. Something similar is happening with Amtrak. A few weeks ago, Congress finally laid the groundwork for the demise of the national passenger train system and the capture of its most profitable routes for the 1 percent. Amtrak is a public good, ever more desperately needed in a country whose carbon emissions are out of control. Passenger rail is, of course, heavily subsidized by taxes, the most sensible way to provide many public goods. To simplify a complicated story, the 1 percent’s previous attempt to destroy Amtrak failed because the rail system was defended by a broad coalition of senators, including those from Midwestern and Western states that needed Amtrak even though their states’ small populations meant very heavy subsidies. Amtrak’s Northeast Corridor — which covers Boston to Washington, D.C. — generates surplus income because of high passenger loads. Having analyzed the 1 percent’s earlier loss, the new strategy is apparently to divide the Senate pro-Amtrak coalition by promising the Northeast Corridor the chance to keep more of its surplus for itself. That will lessen the money available for the Western states. Service outside the Northeast Corridor will decline while infrastructure improvements in the Northeast will be pumped up. The result: a split in the coalition that kept Amtrak alive. As the coalition falls apart, most of Amtrak can be dumped and the valuable Northeast Corridor can be saved for re-privatization. Clever. Running down public services The 1 percent’s wish to turn school taxes into private profit has been apparent for quite a while. It could only be done around the edges as long as people were basically satisfied with the public school system. The 1 percent’s school voucher campaign failed despite the appeal to the fundamental American value of freedom of choice. The 1 percent increased its strategy of defunding pubic schools and supported a “school reform movement” that attacked public school teachers and used testing as a stick. The project was branded as Leave No Child Behind. The combination was effective for running schools down. For example, studies show that one of the better predictors of educational achievement is class size — the smaller, the better — so the defunding strategy forced the increase of class size, then attacked the teachers for underperforming. Soon, teachers were paying for pencils and supplies for the students; many teachers proved to be heroes, but the

ant to make a big impact on the health of our oceans? Think small, top chefs say. As in anchovies and sardines. That's the message from 20 of the world's leading chefs, who gathered in northeastern Spain on Tuesday to draw attention to what they hope is a simple solution to the threat facing many of the larger fish species that overfishing has pushed to near collapse. Their take: If more people ate more little fish — anchovies, sardines, herring and mackerel, for example — both human diets and seafood populations would improve. Ferran Adria, of Spain's now closed elBulli restaurant, joined with Grant Achatz of Chicago's Alinea, Massimo Bottura of Italy's Osteria Francescana and more than a dozen other chefs for a summit with the U.S.-based ocean conservation group Oceana to discuss leveraging their star power to get these fish not just onto their own menus — which only a lucky few will ever eat from — but into restaurants and homes worldwide. "It's the right moment and the right ingredient," said Gaston Acurio, the co-owner and chef of Peru's famed Astrid y Gaston restaurant, during an exclusive round table discussion with The Associated Press. "One of the best markets in the world is health and wellness, and anchovies and small fish are health and this is

system as a whole was predictably stressed out. Enter: charter schools. Nationally, we now have enough research on charter schools to know that, on the whole, they are no improvement. A recent Stanford study joins others that show no conclusive evidence that charters are better. But charters don’t need to be better, because the defundingplus-blaming strategy is working among desperate working class parents who want to flee run-down public schools in the hope that charters are better. That’s great if you don’t care about working and middle class education, and believe the unions won’t go on the offensive and rally the community against your strategy.

The recent furor over the movie Selma’s portrayal of President Lyndon B. Johnson’s role in the voting rights act was itself instructive: a phalanx of Democrats resisted the view that the people were primarily responsible for that victory. Years ago Hilary Clinton said publicly that it was President Johnson who was the prime mover. This is consistent with the 1 percent-financed Democrats, who interact with social movements to co-opt them and wean them away from the strength of self-reliant nonviolent power. Judging from the 1 percent’s strategy of ignoring, discouraging, and disparaging nonviolent action, the elite apparently respects nonviolent power more than some activists on the left.

Ignore people power For the first half of Earth Quaker Action Team’s successful five-year campaign to end PNC Bank’s support of mountaintop removal coal mining, bank officials ignored us. Journalists told us they were frustrated that when they covered our story they received only “No comment” from PNC’s public relations officers in Pittsburgh. In Colorado, a new right-wing campaign seeks to expunge from the schools any history or description of civil disobedience and radical dissent. Presumably Thoreau, the Underground Railroad and Martin Luther King are to be shown the school exit. Actually, as “A People’s History” author Howard Zinn and the Global Nonviolent Action Database have shown, the 1 percent’s influence in academe already screened out most of the people’s heritage of their own nonviolent campaigns, hiding them from college students who, frighteningly enough, might put that legacy to use. At Swarthmore College, most of the students who worked on the database, arguably among the best-educated in the country, told me that Swarthmore taught them the concept for the first time in their educational experience. Mainstream academics slather their students with military history, strategy, and view of the world; that is a study consistent with the values of the Masters of the Universe.

Naomi Klein is right In her book “This Changes Everything,” Klein argues that the climate crisis presents a tremendous opportunity for the people who have been on the losing side of the class war. I agree. Even when the 1 percent in the United States was at the height of its power, George W. Bush was blocked when he tried to give Social Security to Wall Street, and his overextension of U.S. military power in Iraq was a disaster for his empire. The Washington gridlock of the two parties owned by the economic elite reveals a 1 percent losing its grip. We the people are very wrong if we believe that they are all-powerful. We can organize alliances among constituencies that up until now have been easily divided. Waging Nonviolence blogger Kate Aronoff recently wrote about a blue-green alliance that is paying off. It takes good organizing, yes, and smart strategizing that emphasizes the big picture. It also borrows a page from the 1 percent’s playbook of being willing to play the long game, as they do with Amtrak and public schools. As volatility increases and institutional legitimacy falls, our movements can grow more rapidly. That’s all the more reason to get smarter strategically and counter the opponent’s favorite moves, including divide and conquer, running down public services, and trying to delete the existence of people power.

Their point isn't to criticize the farmed seafood industry, the chefs said. Rather, they want to lead by exa m p l e. T h e y agreed to serve small oily fish at their restaurants as much as they as they can, to train younger chefs that the fish are as good for the planet as for the plate, and to develop recipes that make it easy for the average consumer to prepare them at home. "We need to take advantage of species that there are in great abundance," Acurio said. "We as chefs with the magic and the passion and the talent we have can provoke and convince people to

consume them and influence the market. As chefs we can create a consciousness to inspire many other cooks." The chefs scoffed at the idea that people — particularly small fishwary Americans — might be reluctant. They said the same food revolution that has turned sushi into convenience store food around the world can work just as well on this. It doesn't hurt that the chefs gathered in San Sebastian are known for their innovation and for taking raw food materials people would never think of buying and transforming them into delicacies. Acurio said the chefs' best contribution to promoting consumption of small fish might be creating simple meals anyone could cook. "If we can invent concept products, like the best burger you have ever eaten mixed with anchovies, that's one way to popularize it," he said. For Joan Roca, who runs Spain's famed El Celler de Can Roca with his brothers, the involvement with the campaign boils down to his feeling that "all chefs have a responsibility to be visible." "This campaign is trying to raise ethical and environmental public awareness," he said. "If you take care of your health, you also take care of the planet's health. It is as simple as that and it is something that everyone needs to understand."

Should Philosophers Be Loners? Celebrating balanced communities Timothy Williamson

ross national happiness is more important than gross national product” declares a handwritten note on a piece of yellowish paper attached to the wall right above an old school chalkboard. Each ‘i’ is dotted with a tiny heart, and the ‘a’ in ‘important’ is a corrected spelling mistake, betraying the foreign origin of a slogan translated into English to render its message universal. The curves and fragmentation of the pen strokes composing the ‘h’ of ‘Happiness’ similarly reveal a non-Western penmanship. They recall East Asian calligraphy, almost tracing the outline of a temple with blue ink. This is a recurrent visual representation of the political conceptualisation of happiness that has made the whole world talk about Bhutan in recent years. The quote is by King Wangchuk, the King of Happiness, who reigned over this small, landlocked country in the Himalayas for more than 30 years. The handwriting appears to be influenced by the Tibetan alphabet and culture. And the school is a small educational facility that teaches traditional Bhutanese arts and crafts to socially and economically disadvantaged young people just outside Thimphu, the capital of this green, happy state. King Wangchuk and Bhutanese institutions actively lobbied international political actors for decades to open global discussions on the importance of adopting a more holistic approach to wellbeing, going beyond simplistic analyses of economic prosperity. On the importance, that is, of adopting a measurement that takes into account the social health of a population in relation to its pragmatic aspirations, finally leaving aside the assumption that human beings are most content with life only when their economic power is growing. “Being a small country, we do not have economic power,” King Wangchuk famously explained to the New York Times a couple of decades ago. “We do not have military muscle. We cannot play a dominant international role, because of our small size and population, and because we are a landlocked country. The only factor we can fall back on is the unique culture we have.” What the Bhutanese king was effectively saying was that not every country, region, city or community is exactly the same. A certain society could appear lacking when made to adhere to international standards of economic wellbeing, but this perspective could shift if the progress of the same community were to be observed realistically, by keeping in mind the local context, culture and characteristics that make it unique. More recently, Enrique Peñalosa, the Colombian mayor who dedicated most of his career to improve the quality of life amongst Bogotà’s communities, similarly told Charles Montgomery, author of Happy City: “If we defined our success just in terms of income per capita, we would have to accept ourselves as second- or third-rate societies - as a bunch of losers until the end of time.” “So,” he further clarified, “with our limited resources, we have to invent other ways to measure success. This might mean that all kids have access to sports facilities, libraries, parks, schools, nurseries.” Access to collective spaces, that is: to common grounds, institutions and places that are developed and preserved in a way that every member of a community is provided with the stable foundations of a happy life. When in 2012 the United Nations finally proclaimed 20 March the International Day of Happiness, the austerity measures that had followed the big financial breakdown were starting to paralyse the geopolitical west, exacerbating wealth inequal-

he centenary of the first world war has led to many parallels being made between the global situation on its eve and the way the world is now. The work of Christopher Clark and fellow historians has shown that there are some areas where the parallels chime, and others where they definitely don’t. The most evident similarities lie not where they might be expected, in the practical world of geopolitics and material diplomatic alliances, but rather in the less tangible one of ideas. The great account of pre-1914 Vienna, Robert Musil’s epic The Man Without Qualities, captures this when he writes - and it is a motif of this massive novel - of the profusion of ideas and visions that existed at this time. In many ways, it was a golden age of concepts, notions and philosophies, with figures like Einstein, Freud and Lenin radically redrawing understanding of the world and humanity’s role in it. "An idea", one character in Musil’s novel muses, "is the most paradoxical thing in the world. The flesh in the grip of an idea is like a fetish." And yet, he goes on, "ideas can never maintain themselves in the state in which they are most powerful; they’re like the kind of substance that, exposed to the air, instantly changes into some other, more lasting but corrupted form." Thus a central theme emerges in The Man Without Qualities; the search for a "one great redeeming idea" - the idea everybody can agree with and live within. From the war of all the different and contending views, a single one had eventually to dominate and be sustained. The implications are clear: for only in the realm of physical actions was this tension finally sorted out, and at immense, terrifying cost. Competing ideas led to the Great War. Violence resolved that.

ity, forcing the privatisation of public spaces and exposing the difficulties of continuing to conceptualise success as strict economic prosperity. Gross domestic product values plummeted. City administrations started selling off urban parks to private developers, wages across sectors that weren’t directly stimulating exponential growth were cut and governments put ancient monuments marking the history of humanity up for sale. Did this mean that financially lacking societies had to renounce everything, even their cultural identity, in the hectic rush to bring back constant economic growth? The discourse that had traditionally animated Bhutan and Bogotà suddenly acquired global relevance, to the point that the UN officially recognised “the need for a more inclusive, equitable and balanced approach to economic growth that promotes sustainable development, poverty eradication, happiness and the wellbeing of all peoples”. The reason behind it? The simple, newfound awareness that “the pursuit of happiness is a fundamental human goal” too. It just so happens that happiness isn’t a completely hazy, subjective concept, at least from a political perspective. As happiness economist Layard demonstrated in his 2005 book Happiness: Lessons from a New Science, it turns out that human relationships are actually the most important external factor affecting wellbeing. Such an explicit institutional recognition of the need to develop a collective interpretation of prosperity, one that reunites people within supportive networks and communities, is still rather extraordinary in the west, where mainstream narratives have always focused on individual success rather than collective achievement. Here, wellbeing and human rights are often defined in terms of absolute individual aspirations rather than relative collective goals. This works until every human being, community, city, region or country stands on this planet in perfect equality of power, influence and goals as its global counterparts. Lacking that, GDP measurements end up promoting fierce individual competition that stifles investment in common resources, overlooking contextual cultural elements of prime importance and reducing activities that don’t directly produce economic wealth to irrelevant enterprises. For example, a group of people meeting weekly on a voluntary basis to develop an urban orchard that could feed the local community would escape GDP considerations. Why? Because it doesn’t di-

rectly accelerate economic growth. At the same time, can we really argue that strengthening food security and building a solidarity network within a neighbourhood doesn’t actually have an impact on the wellbeing of local residents? And so the introduction of happiness in the UN agenda suddenly pushed collective goals into the global political discourse, encouraging communities to develop in a balanced manner, according to their context, habits and identity. Because as well as in terms of sustainable financial wellbeing, success in a Bhutanese community might be defined as the promotion of traditional arts and crafts among younger generations, in Bogotà as the development of safe green spaces for any kid to enjoy, in an Italian neighbourhood as the shared consumption of locally grown food and in a small town in north-west England as the preservation of a pottery kiln that was built during the Industrial Revolution. Memory, identity, culture. Preservation that reproduces memory, identity and culture. Proliferation of spaces for public enjoyment. Access to food, to fresh air, to clean green spaces. All these elements enrich the traditional definition of wellbeing, creating liveable, resilient and solid communities. Because as the mayor of Bogotà passionately explains in Happy City: “We need to walk, just as birds need to fly. We need to be around other people. We need beauty. We need contact with nature. And most of all, we need not be excluded.” It isn’t a coincidence that the United Nations specifically declared 20 March the International Day of Happiness; it’s an equinox, when light and darkness are of equal length. Both become protagonists, balancing each other out and creating stability. As global celebrations of happiness are approaching for the third time, consider slowing down for a minute this 20 March. Look around your community. What can you do to improve it? Perhaps talk to a stranger, or plant some flowers in your neighbour’s garden? Maybe organise a neighbourhood dinner in your local park, or visit a museum that preserves your cultural identity. Walk to go places. And don’t feel for a second that you’re not contributing to societal progress. Did you know that happiness makes people 12% more productive? It will then be up to you to decide how to reinvest what you gained in a sustainable manner, gradually building a collective, meaningful, happy place.

nese observer hinted at the relevance of Musil's world to today's China. While we were talking about China's current situation, he defined what he saw as the main issue. "In the west, at least there is some sort of public and elite consensus on politics, a common framework people work within and are pragmatic about, places where people draw boundaries." In China, he went on, "there is no consensus, no boundaries. We have the institution of the party, and the concept of government, but no real idea of what it stands for and where its limits are. Everyone goes their own way and draws their border where they want to." Perhaps this explains why China prompts such immense outpourings of commentary and analysis, inside and outside the country, every day of the year. There is no real dominant idea, no accepted framework - no neat boundaries. The most basic things - like the role of the party, of politics, and of civil society - are contested. Trying to spell out the zone where government ends and the private begins in China is next to impossible. It is not just that outsiders don’t know what to make of it. Even the people right within are beset by different notions of what they are doing and why, and obliged constantly to press and question everything. In this context, China now really Wanted: a big idea does have a similarity to pre-1914 EuA recent conversation with a Chi- rope, for it is a theatre of clashing ideas.

There are contradictory ideas about the market, the role of the state and the public, the function of authority and its relationship to moral behaviour. These arise simultaneously from inside China's own intellectual traditions and from the outside world. Hybridity dominates the airwaves. This gives China an energetic feel and dynamism that so impresses visitors who on arrival can touch this atmosphere of vibrant discussion. But it also means that the tone of public debate can quickly descend, resembling a situation of warring clans trying to take each other down. The search for consensus over the "one big redeeming idea" that might pull everyone together, however, is proving hard - especially because, in contemporary China, it has to be the right idea. The difficuly can be gauged by taking even a cursory look at the work report delivered by prime minister Li Keqiang to the national people’s congress (NPC) in March 2015. The document betrays a level of hybridity which borders on the incoherent. The policy announcements are all reasonable. But the underpinning intellectual rationale veers wildly: asserting Chinese exceptionalism in one moment, talking of Marxist state control for the people in the next, before slipping into language which would be perfectly acceptable to capitalist fundraisers and investment bankers in the west.

Markets, Mao, Marxism, Mercantilism - the whole heady mix can be stimulating, but its net effect is confusion and uncertainty. Perhaps that explains the demand for books addressing the simple question: "What do Chinese leaders think?" The problem is that, judging by their public statements, they seem to be thinking contradictory and competing things at the same time. Robert Musil again strikes a modern chord. His central character, Ulrich, in a discussion about how best to celebrate the jubilee of Emperor Franz Ferdinand, remarks that "the world's successful political moulders have a lot in common with hacks who write for commercial theatre". His reasoning? "The lively scenes they create bore us by their lack of ideas and novelty, but by the same token they lull us into a sleepy state of lowered resistance." That indeed might be one motivations of elite leaders in China today - to bore their audience so they just get on with humdrum daily life and leave the thinking to the government. But it is surely a doomed quest. China now is in an age where its people swallow up ideas with an inexhaustible hunger. From architecture, to education, to technology and entrepreneurialism, to social and financial experimentation, under the rigid behemoth of the partystate, the place is awash with ideas. The energy they create, the competition and fight, is sometimes slightly terrifying. In response, China's leaders are searching urgently for that "one great redeeming idea" able at least to calm people down. Creating even a minimal consensus of this kind will prove the toughest thing they have ever had to do. There's only one thing to be certain of: how the Austro-Hungarian empire finally resolved this battle is not an example they will want to repeat.

Egon: Why did you keep quoting Plato at me over dinner? Tina: Why not? His ideas seemed relevant to what you were saying. Egon: Never mind what Plato thought, I care about what I think. Authentic philosophizing is a first-person singular activity. I must do it for myself. No one else can do it for me. I can’t do it for anyone else. Tina: So why are you talking philosophy to me? Egon: I’m telling you to do it for yourself. Tina: Isn’t that for me to decide? Egon: Yes, but I can still put ideas into your head. It’s up to you whether you accept them. Tina: Why should I? Egon: You’re a rational person. Tina: Thanks. Egon: You’re welcome. Anyway, it would be an evasion of responsibility for you to rely on my authority instead of using your own reason to assess what I say. Tina: Were you evading responsibility when you let me add up the restaurant bill instead of doing it yourself. Egon: No. You’re more accurate about things like that than I am. Tina: Maybe I’m more accurate about philosophy too. Egon: Philosophy isn’t like sums. It’s not a mechanical process. Tina: Accuracy matters even for nonmechanical things. Some people are awfully inaccurate in judging others’ preferences. Egon: That’s something external. In philosophy you judge the ideas themselves. Every rational person has the endowment to do that. Tina: Can’t some be better endowed than others? Or are all rational people equally rational? Egon: Some use their reason better than others. But you need your own rationality to judge someone else’s. Tina: Well, I use mine to judge some people to be more rational than I am, and others less rational. I might accept a philosophical idea on the authority of someone I judge to be more rational. Egon: Then take my word for it: You should philosophize for yourself. Tina: Isn’t there a problem with that? Egon: You can push the ladder of my authority away once you’ve climbed it. Tina: I didn’t say you’re one of those I judge to be more rational than I am. I was thinking of Plato. Egon: O.K., I’ll stop trying to help you with your philosophy. I’ll just tell you how I do mine. I want to think things through for myself, even if you don’t. Tina: How do you know when you’ve succeeded? Egon: I think of possible objections to my solution. If I have answers to all of them, I’m confident my solution is right. Tina: There may be objections you haven’t thought of. Parents are often blind to their darling child’s faults, when others can see them clearly. Egon: That’s right. So I often try out my solutions on my friends, to get their comments. Tina: You do rely on others in your philosophizing, after all! Egon: In a way. But in a deeper way I don’t. Ultimately, I assess their objections, and my replies to them, for myself. Tina: Don’t you try out your replies on those friends? Egon: Yes, I do that, too. Tina: Do they always accept your replies? Egon: No. Sometimes they object, and I have to think of replies to those objections, too. The discussion can go to and fro — Tina: Or round and round. Egon: Many times, if they’re obstinate. Tina: What happens if you never manage to satisfy them? Egon: It’s still for me to judge the whole course of the conversation. If I decide their objections to my answers were irrational, I can be satisfied. Tina: But they’re not. Egon: That’s their problem. Tina: Do you never worry you might be missing something? Egon: I assess their objections fully and carefully. They are the ones who are missing something. Tina: I guess your basic assumptions may seem rationally compelling to you but not to them. Egon: Something like that. Tina: What one finds compelling depends on how one was brought up and other life experiences. Your friends may be seeing things from a different angle from yours, not necessarily a worse one. And they probably resemble you in background and viewpoint. If you tried out your ideas on your enemies, you might find much wider divergences. Egon: Perhaps. But what really is rational can’t vary from one person to another. Tina: Some people disagree even with that! Egon: I know, but they’re wrong. Tina: And you’re right? Egon: Yes. Tina: If you say so — but what use is an objective standard of rationality for convincing other people, if they don’t recognize it? Egon: They may eventually. In the end, the only person I’m concerned to satisfy is myself. Tina: Is that also your attitude in bed? Egon: There, I must feel the other person is satisfied to feel satisfied myself. Tina: But that’s not how you feel in argument? Egon: Even there I feel more satisfied when I feel my reasoning has satisfied them too. But it’s more important to satisfy a lover in bed than a friend in argument. Tina: I didn’t know you rated sex above philosophy. Egon: I don’t. But there is more danger of losing a lover by not satisfying them in bed than of losing a friend by not satisfying them in argument. Anyway, mutual satisfaction is easier in bed. In argument there is only one winner. Tina: Both sides may think they’ve won. Egon: Then at least one of them is wrong. Tina: Like a game of tennis with no referee: The players can’t agree whether the ball was out. Egon: There, the one with better eyesight should decide. In philosophy, it should be the one with better reason. Tina: Isn’t it funny how, in tennis, each side sees it the way that favors them? Egon: That’s right. Self-interest and self-deception come in, too. Tina: But not in philosophy? Egon: They sometimes nudge even philosophers’ judgments, though it’s irrational to let that happen. Tina: So isn’t philosophizing for yourself like keeping your own score in tennis, according to your own judgments of what was in or out? Each player will come up with a different result. Philosophy shouldn’t be a bunch of monologues like that. It should be a genuine dialogue. Egon: Like Plato’s? Tina: Yes, though his can be quite one-sided. The wise guy Socrates versus a fall guy. Egon: Hasn’t our conversation been a genuine dialogue? Tina: You’re no Socrates. Nor am I. It will be just my luck if some man writes it up, all distorted.

Rajnath urges Pak WHO praises India for tobacco warnings to stop aiding terror JAIPUR, MARCH 19 (PTI): Home Minister Rajnath Singh on Thursday said that the world is witnessing an entirely new paradigm of terrorism in the form of Islamic State (IS) but added that the terror outfit has no influence among the Indian youth. Delivering the inaugural address at the International Counter-Terrorism Conference here, the Home Minister said the appeal of ISIS to young and educated people, inspite of the group's medieval ideology, is a cause of concern for the global community. Terror outfits like the ISIS do not believe in a plural society and are extremely intolerant of a liberal and secular democratic order, noted Singh. The minister further said that such terror groups do not accept the fundamental fact that diversity of faiths and philosophies reflects the inherent beauty of human beings. “These terrorists unleash the worst forms of violence to erase the diversity and destabilise the democratic order...These terrorists are adept at using the latest technologies to propagate their beliefs and deeds,” underlined Singh. Expressing concern over how terrorists are extensively using modern technology to reach out to wider audiences with susceptible minds, the Home Minister said he was happy to note that the influence of Islamic State on the Indian youth is negligible. “Just a handful of Indian youth have joined the ISIS. Some have also returned after being persuaded by their families,” asserted the Home Minister. He added that the ISIS

failed to attract Indian Muslims because of the community's complete integration into the national mainstream. Describing Indian Muslims as patriots, Singh said they are not swayed by fundamentalist ideologies and extremism is alien to their nature. “Moreover, India as a country is proud of all its diversity,” announced Singh. India has the second largest population of Muslims in the world. "India is home to all 73 firqas of Muslims and it houses one of the oldest church known to mankind in the world. We have been practising philosophy of peaceful coexistence for centuries," he said. He, however, cautioned about the increasing possibility and opportunity to use available technology and cyberspace in a destructive manner. Underlining that the menace of terrorism is greatly amplified in digital world, the minister noted that today a ‘lone wolf’ or a

‘DIY (Do It Yourself) Terrorist’ can go online and learn how to carry out an attack without ever leaving home. “We have recently constituted an expert committee to look into all possible avenues of cyber crime and its linkages with the terrorist world,” informed Singh. Speaking on crossborder terrorism, Rajnath Singh said India has been a victim for the last several decades. "Terrorist organisations like Lashkar-eTaiba and Jaish-e-Mohammad patronised by those across the border, have inflicted several acts of terror on the Indian soil. There are several instances of such proxies being used in other parts of the world," he said. Invoking Pakistan, Singh said that India's neighbour should seriously rethink its strategy of using terrorism as an ‘instrument of proxy war’ as it would be in her own national interest. "Differentiating terrorists into good and bad categories has failed miserably. If the ISI and the Pakistan Army stops

their support to certain terror outfits, I have no hesitation in saying that the security situation in South Asia will improve significantly," he said at the conference. “Terrorism knows no boundaries and doesn't respect nations' sovereignties. They have become trans-national in character,” further noted Singh. He also insisted on international cooperation to build popular opinion and pressurise the countries that use terrorists as their strategic assets. “All countries should be aware of developments in this area, which is bound to affect them in some way, sooner or later,” concluded the Home Minister. During the three-day conference, beginning today, issues like 'illegal migration and border security', 'cyber space', 'social media and terrorism', 'terror trade: weapons, narcotics and fake currency' would also be discussed in separate sessions. ABU DHABI, MARCH 19 (AgenCIeS): The move mandating 85 per cent pictorial health warnings on tobacco product packages from April 1 has earned India praise from the WHO on the opening day of the 16th World Conference on Tobacco or Health. “It is beautiful that India has notified the regulation. That is the biggest pictorial warning in the world. Whatever assistance India needs in that direction, we are willing to provide it to them,” said Dr Douglas Bettcher, director, WHO department for prevention of non-communicable diseases. The decision was notified in October last year and comes into effect next month. WHO director general Margaret Chan described it as a move that showed

“political will”. “We would urge and encourage India to notify the regulation announced last summer,” she said, expressing concerns over the emerging trend of big tobacco companies dragging governments to court for attempting to regulate tobacco products. Philip Morris International had dragged Uruguay to the International Centre for Settlement of Investment Disputes when the country tried to introduce 80 per cent pictorial warnings on tobacco packets. In India, also, lobbying to stall the implementation of the notification is afoot. The final notification alerting the industry is yet to be issued though it normally comes out a month in advance. Earlier this month, Dilipkumar Gandhi, the BJP

The matter is being examined regarding implementation of the new notification w.e.f 1.4.2015 and its impact on the workers and manufacturers of bidi/cigarette and tobacco industry in India and its financial impact as a whole on the revenue, it will be in the fitness of things that the above notification implementation w.e.f 1.4.2015 is kept in abeyance,” Gandhi, chairman of the com-

mittee, wrote to Nadda on March 2. The FICCI has also written to the Health Ministry questioning the decision to increase the size of pictorial warnings, arguing it would hurt the domestic cigarette industry and that a large number of non-cigarette tobacco products would escape the net. However, pressing for the bigger warnings, a group of anti-tobacco activists led by NCP MP Supriya Sule met Nadda on Wednesday. Though the WHO chose not to comment about the internal churnings in India on the pictorial warning, Dr Bettcher said: “Bidis and smokeless tobacco cannot have different levels of taxation. That is a disturbing trend in India and in many other countries.”

new DelHI, MARCH 19 (IAnS): What stops a prime minister like Narendra Modi, who has a strong mandate, to put a full stop on attacks on Christians in India, ask community leaders in the country, adding that it sends a wrong message to the world about India. "It seems that nobody is interested in stopping attacks on Christians in India. Prime Minister Modi has a strong mandate and he can stop it just by sending a stern message to anti-Christians," Father Savari Muthu, spokesperson of the Catholic Bishops' Conference of India (CBCI), told IANS. There has been a sense of unrest and anxiety among Christians after attacks on churches, schools and other community institutions across the country. The prime minister himself strongly condemned the attacks said his government would ensure the right of every citizen to "retain or adopt" any religion. Muthu said fundamental groups are accusing Christians of "all sorts of things" and must be controlled as Christians are also Indians. "I was shocked to read in newspapers that some Hindu fundamentalists, reacting to the nun's rape (in Nadia, West Bengal), have accused the community of sexually exploiting nuns," he said, adding that it was disgusting to make such "insensitive comments". The comments of Rashtriya Swayamsevak Sangh (RSS) chief Mohan Bhagwat against Mother Teresa have also added to the growing unease among the community. John Dayal, spokesperson, United Christian Forum for Human Rights, said: "The RSS has made it clear that they do not recognize Christians and Muslims as Indians." Asked if he feels the government has made any effort to control the situation, Dayal told IANS:, "Modi has not only made no effort to control or deactivate the Sangh Parivar, which is the main force behind the campaign against Muslims and Christians, by not naming and shaming them, he is encouraging them." In the shocking incident in Nadia, a 71-yearold nun of a Rangaghat convent school was raped by one of a group of seven dacoits on March 14. Chandigarh-based Bishop Younas Massey said that "persecution of Christians must be done away with as it unnecessarily vitiates the atmosphere". "Nationality cannot be determined on the basis of religion. The attackers are not only harming the Christians but creating a serious constitutional crisis," Massey told IANS, and urged the central government to nab the culprits at the earliest. Bishop P.P. Marandih of the Patna diocese said that attacks on Christians in India was a clear cut case of the "strong attacking the weak". "It's like jungle rule; there you have the weak being killed by the strong. I think it's the same thing going on here," Marandih told IANS and hoped that "everything will be normal soon as it was all senseless".

Central Bureau of Investigation (CBI) Special Judge S.C. Rajan allowed the probe agency to quiz chartered accountant Khemchand Gandhi and Paresh Chimanlal Buddhadev, a partner in private firm Chitale Associates, till March 21. The probe agency, while seeking custodial interrogation of both the accused, told the court that they have to be confronted with other sus-

pects in the case. The CBI also named Reliance Industries Ltd. (RIL) vice president (finance) K.V. Mohanan, and Rajendra Chitale of Mumbai-based law firm Chitale and Associates as "suspects" in the case. The agency said quizzing of Gandhi and Buddhadev will help them unearth the larger conspiracy as a huge amount of money was paid to various people in the case and the agency was ascertaining their identities. The CBI has alleged that Daljeet Singh was allegedly providing confidential documents to his counterparts in the finance ministry who in turn were giving them away to the Mumbai-based chartered accountant, and later passed

to various corporate houses. The CBI on March 12 had filed a case and raided eight places, including offices of various ministries and private establishments, in New Delhi and Mumbai, and arrested the under secretary in the disinvestment and grievances department, Ashok Kumar Singh, along with the section officer of the economic affairs department, Lala Ram Sharma. Gandhi was arrested from Mumbai during the raid conducted by the CBI. Investigators said Daljeet Singh used to provide documents of the commerce ministry to Ashok Kumar and Lala

"We are ready for a CBI inquiry if the state government wants," Rajnath Singh told members in the Lok Sabha during the zero hour after BJP members from Karnataka met him and demanded that the premier investigation agency should probe Ravi's death. The home minister said a few senior Indian Administrative Service (IAS) officers from the state also sought an inquiry by the Central Bureau of Investigation (CBI) into the mysterious death of the 36-year-old 2009 batch officer, who was working as additional commissioner of the state commercial tax department in Bengaluru. "I have spoken to the Karnataka chief minister (Siddaramaiah), who said he would send a detailed report to me within a couple of days," Rajnath Singh said. "If the state government wants (a CBI probe), then as soon as I get a representation from it, we will be ready for a CBI inquiry," he said. Ravi was found dead on March 16 in his official

"The CID works under the Karnataka home minister (K.J. George) against whom fingers are being raised," Joshi said after staging a protest with other MPs from the state near the Mahatma Gandhi statute in the parliament complex. Former chief minister and Lok Sabha member from Shivamoga B.S. Yeddyurappa said the BJP would seek permission from Speaker Sumitra Mahajan to raise the issue in the Lok Sabha. "Why is the Congress government in the state hesitating to refer the case to the CBI when Ravi's parents have also

In Bengaluru, the legislative assembly sitting was adjourned till Monday amid shouting and sloganeering by opposition lawmakers against the government for not allowing a CBI probe into Ravi's death. The ruling Congress maintained that the CID probe was underway to find out if Ravi's death was suicide or caused by other means. Akhil Bharatiya Vidyarthi Parishad (ABVP) activists held a protest in the Karnataka capital during the day, demanding a CBI probe into Ravi's mysterious death. They also clashed with police when they were not allowed to march towards Vidhana Soudha. Protests also took place at Kolar and Tumakuru against the state government for not allowing a CBI probe. Ravi, who hailed from Tumakuru district, was deputy commissioner of Kolar in 2013-14 where he became popular for taking action against sand and land mafias.

Students and teachers demanded that the board again hold the exam. Raising the issue during zero hour, K.V. Thomas, the Congress member from Ernakulam in Kerala, said the maths exam will affect the future of many students in the country. " The government should take it seriously. In future, when question papers are being set, efforts should be made to rope in experienced and senior people," he said. Many students who took the Class 12 math exam and their teachers said Wednesday's question paper was of "IIT entrance level". "The mathematics exam was very tough. The questions asked in the exam were not direct. It was way beyond our level and was equivalent to the IITJEE test," said Somil Pahuja, who could not attempt many of the questions. Somil said the Central

Board of Secondary Education (CBSE) should reconduct the exam. Vertika Mishra said most students came out from the exam hall crying. "All of us were left depressed after taking the exam. We are now very skeptical of doing well, though maths is my favourite subject and I always score well," Vertika told IANS. "I don't think I shall be able to score more than 50 percent in the paper," she said. Vertika also demanded that the CBSE board conduct the examination again. Teachers too said the exam was very difficult in comparison to previous years' tests, and that their students were very upset. "The paper was tough. Most of the students could not attempt it well and are depressed. The pattern of the questions asked in the exam was way different from the normal pattern of CBSE. Either CBSE should conduct the exam again or adopt a liberal attitude during evaluation of the answer sheets," mathematics teacher Rakesh Sharma told IANS. A CBSE spokesperson said the board had not yet thought in terms of re-conducting the maths exam.

TUNIS, MArch 19 (AP): One of the gunmen who killed tourists and others at a prominent Tunisian museum was known to intelligence services, but no formal links to a particular extremist group have been established, the prime minister said Thursday. The attack Wednesday on Tunisia’s National Bardo Museum left 23 dead, scores wounded and threatens both Tunisia’s fledgling democracy and its struggling tourism industry. It was the worst attack at a tourist site in Tunisia in years, and a leading cruise line announced it is now canceling its Tunisian stops. Razor wire ringed the museum Thursday and security forces guarded major thoroughfares in Tunis, the capital, as authorities hunted for two or three more people believed to have been involved in the attack. Wednesday’s two attackers burst from a vehicle wielding assault rifles and began gunning down tourists climbing out of buses. The attackers then charged inside to take hostages before being killed in a firefight with security forces. A Spanish man and a pregnant Spanish woman who survived hid in the museum all night in fear and were retrieved safely Thursday morning by security forces, Tunisia’shealth minister told The Associated Press. Spain’s foreign minister said police searched all night for the pair, Juan Carlos Sanchez and Cristina Rubio. Tunisian Prime Minister Habib Essid, in an interview with France’s RTL radio, saidTunisia was working with other countries to learn more about the attackers, identified as Yassine Laabidi and Hatem Khachnaoui. They were killed by security services in a raid. He said Laabidi had been flagged to intelligence, although not for “anything special.” No one has claimed responsibility for the attack. Tunisia has faced scattered extremist violence, and a disproportionately large number of Tunisians have joined Islamic State fighters in Syria and Iraq. The attack spells oceans of trouble for the tourism industry, which brings throngs of foreigners every year to Tunisia’s Mediterranean beaches, desert oases and ancient Roman ruins — and which had just started to recover after years of slump. Two major cruise ships whose passengers had been among the victims left the port of Tunis early Thursday. Health Minister Said Aidi said the death toll rose Thursday to 23 people, including 18 foreign tourists, with almost 50 people wounded. Five Tunisians were killed, including two attackers. Aidi said all the injuries came from bullet wounds, and that several victims were brought in without identity documents. Moncef Hamdoun, an official with the Charles Nicolle hospital where many victims were taken, said seven of the dead remain unidentified. He listed the dead as three Japanese women, a Spanish man and a Spanish woman, a Colombian woman, an Australian man, a British woman, a Belgian woman, a Frenchman and a Polish man.

Myanmar court jails two journalists for defamation YANGON, MArch 19 (AP): A Myanmar court sentenced two reporters to two months in prison on charges of defamation, in the latest ruling that raises concerns about press freedoms as the country emerges from military rule. The Myanmar Post’s chief editor Than Htaik Thu and reporter Hsan Moe Tun were charged in February 2014, after their weekly newspaper quoted a military lawmaker purportedly making comments about his colleagues in the parliament having low education. The lawmaker, Maj. Thein Zaw, from the Mon state, denied saying this and filed the defamation case against the pair. “The decision is a threat to media freedom,” the journal’s editor-in-chief Zin Thaw Naing said Thursday. “Myanmar’s judicial system is not independent and is under pressure from the administration.” This is the first time journalists have been convicted of defamation since President Thein Sein’s government took office in 2011. The charges carry a penalty of up to two years imprisonment. Another 10 journalists are serving prison terms for other offenses and nearly 20 are facing trials. Under a half-century of dictatorship, Myanmar regularly banned dissent and imprisoned journalists and other critics of the ruling junta. Despite dramatic changes since 2011, when a nominally civilian government came to power, journalists are increasingly being arrested and imprisoned. Many in the media viewed the ruling as a message ahead of general elections scheduled for later this year. “Jailing journalists with defamation before the 2015 general elections is a clear indication the government is determined to restrict freedom of press. They are determined to silence our critical voices,” said Wai Phyo, chief editor of the influential private newspaper “Daily Eleven.” He and four colleagues including the paper’s CEO are facing a similar charge. The government is also facing strong criticism from the local and international community for arresting and beating journalists during a crackdown on a recent protest. World cup quarters offers Juventus defeats dortmund to Windies a shot at revival advance in champions league

WeLLINGTON, MaRch 19 (aP): A place in the quarterfinals of the Cricket World Cup offers the West Indies a chance to resuscitate a team and a sport which has been in steady decline in what was once the world's great nursery of talent. All mentions of the West Indies at this World Cup are preceded with the term "two-time champions" but it's less politic to mention that the second of those championships was 36 years ago. The West Indies' continuing retreat from a place among cricket's world powers is of deep concern to the sport's administrators, and Saturday's quarterfinal against New Zealand may help determine whether the decline is terminal or reversible. The West Indies won the World Cup in 1975 and 1979 and were runners-up in 1983. They have reached the Cup semifinals only once since — in 1996 — and their other successes on the world stage havebeensporadic:theywontheChampions Trophy in 2004 and the Twenty20 World Cup in 2012. All cricketing nations have their ups and downs but the story of the West Indies over the past 20 years has been one of almost continuous decline, of a falloff in player numbers

and, with that, deteriorating results. Cricket was once the sport of choice for most young men growing up in the Caribbean. In the age of satellite and cable television, exposure to American basketball and to global football have highlighted the much more lavish salaries those sports offer in comparison to cricket. In-fighting and factionalism have played a part. Most recently, players found themselves at loggerheads with their board which they felt didn't take seriously enough their concerns about remuneration and workload. During a recent tour to India, the players effectively went on strike, and the already existing fault lines within West Indies cricket opened up. Kieron Pollard and Dwayne Bravo, who were leading protagonists in the rebellion in India, were omitted from the World Cup squad and the captaincy was passed from Bravo to Jason Holder. Holder, who had played only 21 one-day internationals, was asked to lead a team including three former captains. When he clashed with one of those, Darren Sammy, during the pool match against the United Arab Emirates, it led to speculation of disharmony within the West Indies' squad.

A win over New Zealand on Saturday, a place in the World Cup semifinals, might go a long way to establishing Holder as a West Indies' captain of the future and healing rifts within the team and the Caribbean game. Brian Lara, holder of the record for the highest score in test cricket, said "I am a Jason Holder fan. I like his approach to leadership and the way he has gone about his game. Former fast bowler Curtly Ambrose endorsed the new pace partnership between Holder and Jerome Taylor. "The combination of Taylor and Holder is working pretty well for us at the moment," he said. "We all know how talented captain Holder is. Taylor, wonderful bowler, swings the ball and they're going to be key, I believe, to start the innings." Former captain Clive Lloyd, who led the team during its great era of the 1970s and 1980s and now chairman of the West Indies board, sees a renewed stock of pace bowlers bodes well for the future. "We'd love to have (Andy) Roberts, (Michael) Holding, (Curtly) Ambrose and (Courtney) Walsh, but it doesn't happen in any other country," Lloyd said. "We've had a little bit of a decline, but we have one or two young players coming through and you'll hear about them in another year or so."

DORTMUND, MaRch 19 (aP): Carlos Tevez scored two and set up another as Juventus beat Borussia Dortmund 3-0 away to reach the Champions League quarterfinals with a 5-1 aggregate victory on Wednesday. Tevez opened the scoring in the third minute when he let fly with a thunderous shot from around 20 meters (yards) into the top left corner. The Argentine then gave Alvaro Morata a simple tap-in to seal the victory on a counterattack in the 70th. Arturo Vidal set up Tevez's second in the 79th, giving the scoreline a flattering but fair look, as the Italian side advanced to only its second Champions League quarterfinal since 2006. "It was a game to forget. It began in the third minute and didn't get much better. Juve were simply much better than us today," Dortmund coach Juergen Klopp said. The Naga Mob was wrong WORLD ORAL HEALTH DAY –MARCH 20

M

uch is being made about the Naga mob lynching the rape accused, the late Syed Sarif Khan, on March 5 in Dimapur. It has made national and international news headlines, much to the discomfiture of the Naga people. But this cannot be helped the way the situation evolved. Clearly the Naga Mob was in the wrong for the way they took Law and Order into their own hands. Such behaviour and action cannot be allowed in a civilized and modern society to which Nagas also aspire. What have we heard so far? There was a rape incident allegedly by an Illegal Bangladeshi Immigrant (IBI), who appears to have turned out to be a genuine Indian national, on a Naga girl. It seems the alleged criminal was also married to a Naga girl and was doing business in Dimapur. What was the relationship, if any, between the alleged victim and accused? Not clear. What was the crime? Alleged rape. Police FIR and Nagaland Government versions confirm this. What vitiated this incident from taking its normal course of justice was the vigilante action of the “mob”? But a judicial inquiry has been ordered now and I am sure a proper and adequate report, with fit recommendations, will come out. We will then learn the circumstances and those involved. Meanwhile, the Nagaland Government has suspended those officers who could have controlled the ground situation at the time and appointed new officers to deal with the on-going situation. At least 54 persons from among the mob have been arrested and efforts are going on to further the inquiry. At the governmental level one cannot see what else can be done at this stage. But before we close the case, we must also ask who was Mr Khan? What was his business and personal connections in Nagaland? Has anyone bothered to ask these questions? We are told he was from Assam’s Karinganj District. I am willing to accept this at face value. The point is, was he right or wrong? That the Naga mob has committed wrong by lynching him cannot excuse his wrong if indeed he had committed the wrong. But the incident of lynching has completely overshadowed this first action/wrong. What is surprising is the paucity of information about the late

Khan that has been reported. It seemed the “crime” was reported within a reasonable time and the police filed their FIR and took the accused into custody. Investigation was going on as far as one could make out. What seemed to have precipitated the situation was a rumour of suicide committed by the alleged victim – was as innocent as made out? Emotions took over and the mob went on the rampage. Was this rumour consciously planted and, if so, by whom? These are questions that the inquiry commission must look into besides the late Khan’s connections where rumours, again, say he had connections with one or more of the Naga Political Groups (NPG). The main point however is that justice must be done and must also be seen to be done. Clearly, the authorities in Dimapur failed to contain the situation when the agitation blew out of proportion and mob frenzy took over. What is also clear is that things happened very fast. The on-going power struggle within the ruling NPF Party/Government could not have been of much help! Nevertheless, the State Home Commissioner took responsibility and, soon after, suspended three of the officers directly in place. Within a day of new officer appointments, social media networks were restricted or banned and, till date, up to 54 of those identified as being involved in breaking into the jail and lynching the rape accused have been arrested. Investigation is going on and there may be more arrests. What must be noted here is the role Governor Acharya has been playing to calm the situation. This issue has boiled over and has taken much wider dimensions. It appears to have become an Assam-Nagaland issue as well, apart from becoming national and international news. Why should this be so? Surely, while there may be some vested interests in the incident in Dimapur, it seems they have blown the issue out of proportion. In traditional Naga society, the crime of rape was largely unknown. Two main reasons. First, such a crime could almost certainly result in family/clan feud as such an act would be interpreted by the family/clan as an insult on the entire family/clan. Secondly, it reflected badly on the man that he has become so desperate as to

commit such a crime. So, the shame of rape was more on the man than the woman. And such a man would be socially looked upon with disapproval. This does not mean that in recent times such crimes have not happened in Naga society. They have. And, in the style of tradition there have been times when agitations by communities have marched to the jail demanding that the culprit/s be handed over to them. This has happened in Kohima, the capital, as well. But the authorities stood firm and the crowd/mob could be pacified. The inability of the jail authorities in Dimapur to contain the mob have created an unwanted situation and vitiated the real issue of whether there was a rape case or not and how serious was the crime. As a worker on good Naga-Assamese relations, I also want to ask our Assamese brothers and sisters, how they want our mutual relationship to grow. There have been some agitations from Assam side. Trucks stopped plying to Nagaland, there were some stories of harassments of Nagas and dharna in Delhi etc. Is this how we will grow together? This is not excusing the wrong mob action. The act of rape was wrong, if indeed there was a rape but the police and doctors here seem confident. The Naga mob added a wrong by taking the law into their own hands. All sensible Nagas condemn both acts and they are asking that law must be allowed to go where it needs to go and punish those who are wrong, whoever they may be. No Naga will support anyone who is in the wrong. Will we permit one or two incidents to destroy age-old Naga-Assamese relationship? Are we so fragile that we will allow a few persons to manipulate an incident to destroy what has taken decades to build? Allow me also to remind all that numerous rape and other atrocities have taken place in both societies, and in North East, in the name of fighting insurgency. And this is an emotional issue in this region. When people from this region were crying hoarse over rape and other atrocities, “What were patriotic Indians doing?” Who listened? Was the Indian media, and Indian leaders, then even bothered about what was happening in the country’s periphery? Did they care to make the Indian Union whole by caring? Charles Chasie

Clearly the mouth is in many ways the “gateway” to the rest of the body. However, this connection is often overlooked. Often, it is a dentist who first discovers a larger health problem, because of what they see in a patient’s mouth—and that doctors need to look at more than the tonsils when a patient opens wide and says “ah.” For example, diabetics tend to develop periodontal disease at three to four times the rate of non diabetics. If a dental professional sees gum inflammation in someone who brushes and flosses regularly, they need to ask, “Have you checked your blood sugar lately?” Or, conversely, the doctor of a patient with uncontrolled blood sugar may need to refer them to a dental professional. It has been recognized that oral infections, especially periodontitis (gum inflammation) may affect the course and development in a wide range of systemic diseases such as cardiovascular disease, diabetes mellitus and low birth weight. Diabetes and Oral Health: People with diabetes are at an increased risk for periodontal (gum) disease. It is crucial for them to keep their blood glucose under control. When they experience high glucose levels, blood vessels in the mouth can narrow causing the blood supply to lower in the gums increasing their chances of having problems with their teeth and gums. Diabetes can aggravate gingival (gum) inflammation and periodontal disease, furthering the damage and destruction caused by infectious processes on the teeth and gums. As a result, persons with type 2 diabetes were more likely than those without diabetes to have lost 6 or more teeth. People with diabetes are also prone to other mouth problems, like thrush, poor post-surgery healing, and dry mouth. Thrush is a white (sometimes red) patch that can appear on the gums or tongue which get sore and turn into ulcers. To avoid thrush, persons with diabetes

must keep their blood to normal as possible. If they have dentures (artificial teeth) it is best to take them out at night and avoiding smoking will help as well. A dry mouth in them can cause tooth decay, infections, and ulcers. Being a smoker makes these problems worse. It is important for most diabetics to get a dental cleaning and exam three to four times a year and control blood glucose levels. People diagnosed with diabetes should immediately visit dentist when they notice either red swollen bleeding gums, pulled away gums from teeth, pus between teeth and gums or persistent bad breath/bad taste in the mouth.

Cardiovascular Disease and Oral Health: The National Health and Nutrition Examination Survey (NHANES) found that people with gum disease were much more likely to be diagnosed with heart disease than those without periodontal disease. Several theories exist to explain the link between gum disease and heart disease. One theory is that oral bacteria can affect the heart when they enter the blood stream, attaching to fatty plaques in the heart blood vessels and contributing to clot formation. Lack of regular professional dental care can lead to untreated tooth decay and gum disease. Untreated oral health issues will place an individual with an increased risk of other health problems. Lack of dental care visits may also cause an increase of more complicated dental procedures, such as extractions and root canals. Adults who are edentulous (total tooth loss) are less likely to have a routine dental visit. Routine dental visits are important, even for those who are edentulous, so that oral cancer screenings can be performed. If an edentulous person wears removable appliances, such as a denture, it is important to have the denture examined for proper fit. Ill-fitting dentures can cause tissue disruption within the oral cavity. If one has illfitting dentures they will be less likely to wear their denture and may have decreased nutritional intake. It is important to note the importance that the elderly have routine dental visits. Many prescription medications contain sugar or cause xerostomia (dry mouth), which can cause rapid and devastating dental decay. Other medications can also make gums more susceptible to infection, including antihistamines, antidepressants, cancer drugs, steroids, and especially those that cause “dry mouth,” disrupting the mouth’s bacterial ecosystem. Children should have their first dental visit within six months of eruption of the first tooth and no later than 12 months of age. MELBOURNE, MARCh 19 (PTi): Rohit Sharma blasted a strokeful century as defending champions India stormed into the semi-finals of the ICC Cricket World Cup by thrashing a hapless Bangladesh by 109 runs in a lop-sided contest here on Thursday. Riding on Rohit's spectacular 137 off 126 balls and his rollicking 122-run fourth wicket stand in only 15.5 overs with the belligerent Suresh Raina (65), India were able to post a commendable 302 for six after opting to bat at the MCG. In reply, Bangladesh were never in the contention as India hardly took their foot off the pedal to dismiss their neighbours for a paltry 193 in 45 overs without hardly breaking a sweat. The juggernaut continues to roll on for Mahendra Singh Dhoni and his men who have now recorded their seventh win on the trot in this mega event. India will now meet the winner of the third quarter-final between Australia and Pakistan at Sydney on March 26. The victory took the tally of India's successive World Cup victories to 11, including four in the last edition, as it was yet another easy outing for the title contenders. Such has been India's domination that whenever they have batted first in the tournament, they have scored 300 or more and taken all 70 opposition wickets in seven matches so far. Umesh Yadav (4/31 in 9 overs) was bang on target during his entire spell despite a flurry of boundaries in Tamim Iqbal's runa-ball 25 that ended with Dhoni taking a low catch off the bowler. Imrul Kayes (5) was run-out due to a mix-up. Two in-form players in lefthander Soumya Sarkar (29) and Mahmudullah Riyadh (21) steadied the ship with 40 run stand before Shikhar Dhawan took an acrobatic catch to get rid of the latter on the boundary line. Mahendra Singh Dhoni may never match the mountain of runs, nor enjoy the same fanatical following as Sachin Tendulkar, but he does have one thing over his former team mate. When it comes to captaining India's one-day international cricket team, Dhoni is in a class of his own. Leading the most popular team in the world's biggest democracy is a burden that has proved too much for many of his predecessors, but Dhoni has excelled in the role. Since taking over from Rahul Dravid in 2007, Dhoni has led India to every major title in world cricket, including the World Cup, the Twenty20 World Cup and the Champions Trophy. Four years ago, he fulfilled the dreams of a billion people when he lead India to victory in the 2011 World Cup at home, scoring an unbeaten 91 in the final, and now he is on course to possibly do it again. On Thursday, he guided his team into the semi-finals of this year's World Cup with a 109-run romp over Bangladesh. The result was expected but also marked a major milestone. He became just the third captain, and the first Indian, to lead his country to 100 ODI wins, joining the Australian pair of Ricky Ponting and Allan Border. Typically, Dhoni played down his achievement, focussing on his team, that seemed to be in disarray just over a month ago but have rebounded at the perfect time. "It's always tough. Nothing is easy," Dhoni said when asked how his team turned things around. "It's just that when you've won the game, you tend to brush everything under the carpet, but what's important is to still keep improving in those areas. "So whatever we have not done right in this game, we would like to do it properly in the next one. That's what it's all about. It's nothing like a magic wand where you just wave it and it comes in your favour." Despite scoring two half-centuries, Rohit has had a quiet tournament. So the very first ball bowled by rival captain Mashrafe was hit through the covers and certainly calmed his nerves. He also had a firm push back past the same bowler for a boundary. Shikhar Dhawan also handsomely drove Taskin Ahmed in the very next over as Indian openers were off the blocks. POWERGRID enables the State of Manipur to directly draw its share of power from Palatana Power Plant by completing the 400 kV Silchar-lmphal Line (to be initially charged at 132 kV)

POWERGRID has achieved yet another milestone by completing the SilcharImphal transmission line between Assam and Manipur, built on 400 kV specifications and to be operated initially at 132kV voltage level. With the charging of the line on 15.03.2015, the State of Manipur will be able to draw its share of from Palatana Gas Based Power Plant in Tripura directly through the National Grid and will have a solid electrical connectivity with rest of the country. The 167 Km long line passes through tough geographical area with deep valleys & steep hills (altitudes up to 1200 meters) imposing challenging working conditions and, this commendable feat could be achieved only with the unstinting support from the Government of Manipur, people of Manipur and Ministry of Power, Government of India. This is the 1st line with 400 kV specifications in the state of Manipur and with addition of this line the power scenario in the state shall improve significantly. By completing such a long line across difficult terrain, POWERGRID has yet again displayed its dedication towards the service of the nation & its people.
