border issue World plunging into a water crisis ASSAM-NAGALAND UNTABA appeals for consensus
“Business as usual” will create a thirsty planet in 15 years, says UN makes it very difficult because of the layout of the slums to provide water,” Joan Clos, executive director of the United Nations Human Settlements Programme (UN-HABITAT), told the Thomson Reuters Foundation in a phone interview from Nairobi. “Once you have a street then for the water operator it becomes very easy to reach the plots.”
March 22 is World Water Day Theme: - ‘Sustainable Development Sharpens Focus on Water as Attractive Investment Opportunity’ LONDON, MARCH 21 (THOMsON ReuTeRs FOuNDATION): The planet faces a 40 percent shortfall in water supplies in 15 years due to urbanisation, population growth and increasing demand for water for food production, energy and industry, the United Nations said on the occassion of World Water Day. Competition for water between water-thirsty sectors means better management is essential to ensure everybody gets the water they need, said the World Water Development Report. With “business as usual” the world is facing a “collapse in our global socioeconomic system,” Richard Connor, lead author of the report, told the Thomson Reuters Foundation. By 2050 two thirds of the world’s population will be living in cities and demand for water is expected to increase by 55 percent, mainly from demands related to growing urbanisation in developing countries. Urbanisation means that access to safe water and adequate sanitation, although typically higher in cities, has decreased in the fastest growing urban areas. One example is sub-Saharan Africa, where urbanisation - often unplanned - is happening most rapidly. Here the proportion of people who have piped water on their premises has fallen to 34 percent from 42 percent since 1990. “The spontaneous urbanisation, which creates slums,

EC may revoke registration of political parties
C M Y K
KOLKATA, MARCH 21 (PTI): The Election Commission is planning to revoke registration of political parties which have never contested any election in the last 5-10 years. Chief Election Commissioner H S Brahma today said there are more than 1,600 registered parties in the country of which only less than 200 participate in the electoral process. “We are very seriously thinking that if a party has not participated in any election within a period of five years or seven years or 10 years then they should be suo moto deleted from the registration,” Brahma said at a conference of National Election Watch here.
preventable through consumption of safe drinking water. Normally water samples are tested twice in a year for bacteriological and chemical contamination; the report stated adding that results are submitted online on Ministry of Drinking Water & Sanitation official website through IMIS on regular basis. As part of this initiative, Field Testing Kits (FTKs) are provided to the community, the report stated adding that during 2014-15 a total of 13, 596 water samples were tested with FTKs while 6,094 water samples were also tested in laboratories in all 11 districts of Nagaland state.
relationships between the dominant communities of these States, an issue which has been hijacked by vested interest groups and the Government of Assam,” stated the UNTABA chairperson. He noted that this has a negative repercussion, as seen in the recent “unfortunate” incident on March 5 in Dimapur. The UNTABA termed the “whole stretch” of Assam-Nagaland border starting from Peren district in the Southwest to Mon district of Nagaland in the North an “imposed artificial boundary not based on historical reality.” The UNTABA then highlighted the “insidious policy” of Assam Government to “settle illegal immigrants in these areas bordering Nagaland has created an atmosphere of hostility and is an attempt to create a buffer zone which not only violates the spirit of the Supreme Court case on Assam-Nagaland border row now pending before it but a conspiracy to negate the age old relations between Nagas and Ahoms.” The Association also alleged that the Assam Government has been “continuously and systematically” encroaching upon Naga lands despite numerous agreements by “establishing hundreds of settlements including villages and townships, tea gardens and other industrial centers and shifting whole non-indigenous immigrant communities inside ancestral Naga lands.” Furthermore, it stated, “interrelated issues” such as Nagaland Special Development Zone, extraction and exploitation of rich mineral and forests resources, development in foothill areas of Nagaland State or even implementation of Inner Line Permit to check “unabated influx of illegal immigrants and people of questionable origins” in Nagaland State is bound to “adversely affect our people with wide ramifications for Nagas including the security of our future generations.”

By 2050 the world will have to produce 60 percent more food and the global water demand for industry is predicted to increase by 400 percent, said the report, published ahead of World Water Day on March 22. The growing population will also need 70 percent more energy and water is required to produce almost all forms of it. “You have to manage water. If you’re using less water because of your proper irrigation and soil management in agriculture that allows more water to be available for other users,” Connor said. “Every sector has to pitch in and do its best to be water efficient.” Investing in sustainable water management, although costly, pays off: a $15 to 30 billion invested in improved water resources management in developing countries can have an annual income return of $60 billion, the report said. “Over the long term investing in water and sanitation is costeffective. That is the convincing argument that it’s not just to help the poor, it’s actually good business,” said Connor. Cities with long-term water plans will have more robust economies within decades, he said, because people who have access to clean water are healthier and have a better chance of getting educated and finding jobs.
DIMAPuR, MARCH 21 (MexN): The United Naga Tribes Association of Border Areas (UNTABA) has sought the cooperation and participation of all Tribes Hohos, NGOs, Civil societies, intellectuals and stakeholders in the proposed Nagaland Tribes Consultative Meeting, which could bring about a much needed consensus in “pursuing the resolution of the final Inter-State boundary demarcation between Assam and Nagaland.” In a press note from UNTABA chairperson, Hukavi T. Yeputhomi, the Association stated that the border between Assam and Nagaland should finally be demarcated based on the various political Agreements made between the people of Nagaland and the Government of India and on the basis of historical facts through the Parliament as enshrined in the Constitution of India Article 3 & 4 and as per the 13th Amendment Act, 1962. The UNTABA felt it imperative to bring about “broad consensus” amongst all the tribes of Nagaland in finding “lasting solution” or “delineate the boundary imbroglio between the States which in turn can usher in peace and development in the whole region.” This is in continuation of the People’s Dialogue it organised on August 9, 2014, and a subsequent representation submitted to the Prime Minister of India on November 10, 2014, regarding the issue. It reminded that “almost all the States of Northeast India have border disputes with each other,” which is having an “adverse effect on development, Look East Policy and inter-communal harmony, thereby giving rise to ethnic strife and hostilities.” The UNTABA noted that States like Arunachal Pradesh, Meghalaya, Mizoram and Nagaland have border issues with Assam resulting in loss of precious lives and properties frequently. “The most tragic fallout of these border disputes is the poisoning of

Why a Meghalaya MP opposed Vajpayee Central protection force for rhinos will be raised soon: MoEF government’s move to ban cow slaughter Archis Mohan New Delhi | March 21 In the ‘ABC’ of the Bharatiya Janata Party’s core agenda – Ayodhya, Article 370, the ban on cow slaughter and uniform civil code – the ‘cow slaughter ban’ has always troubled the northeastern states, and restricted BJP’s spread there. In August 2003, the Atal Bihari Vajpayee cabinet mooted a central law to ban cow slaughter but was met with howls of protests from chief ministers of Meghalaya and Nagaland. Neiphiu Rio was then the Nagaland CM. He is now a Lok Sabha MP and an ally of the Narendra Modi-led National Democratic Alliance government at the Centre. Rio is yet to speak out on the issue, but is unlikely to have changed his views on the subject. For a move to ban cow slaughter hurts the people of northeast the most, as a legendary Meghalaya politician
In 1996, a veteran MP from Shillong told Vajpayee's BJP how people from northeast were ashamed of them for trying to ban cow slaughter brought out during the debate on the no-confidence motion against the 13-day old Vajpayee government in 1996. That debate is mostly remembered for Vajpayee’s impassioned speech in the Lok Sabha, but is also notable for another little known masterpiece. A brief speech from George Gilbert or ‘G.G.’ Swell, a veteran Independent MP from Shillong, who told the House that he was voting against Vajpayee for one reason alone. The one thing that his “close friend” was “sincere” about was to have a total ban on cow slaughter, Swell said according to the transcript of the debate available on the Lok Sabha website. Swell, who incidentally was the Opposition (including the BJP and the

gUwAhATi, MArch 21 (indiAn ExPrESS): Twenty bicycle adventurists from Pune who are on a 750-km trip of four Northeastern states for the past eight days negotiating steep gradients and zig-zag mountain highways have found the region to be a paradise for cycling tourism. “We have traveled from Kanyakumari to Kashmir as also from Manali to Khardungla Pass on bicycles. But riding bicycles on National Highway 29 from Imphal to Kaziranga through Maram, Mao, Kohima, Dimapur and Numaligarh was just different. Properly packaged and promoted, the Northeastern region can become a paradise for cyclying tourism,” said Sanjeev Shah (52), a Pune-based industrialist, who is leader of the 20-member team.

gUwAhATi, MArch 21 (PTi): Union Environment and Forest Minister Prakash Javadekar today expressed concern over continuing poaching of rhinos in Assam and said a central protection force will be raised to protect the animal. Speaking to reporters on the sidelines of an event, Javadekar said the force will be raised soon, mainly to protect rhinos at the Kaziranga National park. Local youths of Kaziranga will be included in
the force, he added. Expressing concern on poaching, the minister said, the Central government is considering to amend some relevant laws to stop poaching and selling of rhino horns. At least 75 rhinoceros have been killed by poachers across different forests in Assam since 2013, the Assembly was informed last week. Assam Environment and Forest Minister Atuwa Munda had said 37 rhinos were killed by poachers in
2013, 32 in 2014 and 6 in this year till March 8. Poachers have killed 54 rhinos in Kaziranga National Park, while 6 were murdered in Manas National Park and 5 in Orang National Park. Also, four rhinos were killed in Pobitora Wildlife Sanctuary. During this period, forest guards and security forces have arrested 124 poachers. Besides, 146 rhinos died due to natural reasons since January 1, 2013 across the state.
BJP hopes to milk 'Nationalised banks need to increase credit-deposit rate' ‘anti-incumbency’ gUwAhATi, MArch 21 (Tnn): The anti-incumbency factor will weigh heavily against the ruling Bodoland People's Front (BPF) in next month's election to the Bodoland Territorial Council (BTC), said BJP and added that this would help the saffron party win people's trust. Buoyed after prominent Bodoland People's Front (BPF) leaders joined BJP recently, the party said the atmosphere in BTC is in its favour and people want a change. "People in BTC are seeking development. The BTC is a vast area with little development. The BJP is in power at the Centre, so our party can do a lot to usher progress in the area," senior BJP leader and chief coordinator of the BTC election, C K Das, said. After its success in the last Lok Sabha election and the recently-concluded polls to urban local bodies in the state, BJP is gearing up for the BTC elec-
tion on April 8. Ironically, the Bodo Accord that led to the formation of BTC under the Sixth Schedule was signed when the BJP-led NDA was in power in 2003. The saffron party will contest all 40 seats in the BTC. Though BJP has not been able to make much headway in the BTC since the election in 2005, Das said the party is confident of putting up a good performance. Party leaders said the anti-incumbency factor has become stronger after two terms of BPF rule, headed by former militant-turned-politician Hagrama Mohilary. Mohilary is the chief of the BTC. Political observers said the April 8 election would be a tough one with BPF, Congress, BJP and nonBodo-backed candidates in the fray. Years of clashes have sharply divided the region's communities on ethnic lines and observers said the factor would also play a role in the upcoming election.
gUwAhATi, MArch 21 (iAnS):Nationalised banks operating in Assam needs to play a pro-active role for the development of the state and increase the credit-deposit ratio, Chief Minister Tarun Gogoi said here on Saturday. "The process of availing loans by the common man must be simplified and made hassle-free... the banks must work upon it... The common man must get more access to banks. This will ensure more economic prosperity," Gogoi
said in a statement. He said the credit-deposit ratio of the banks in Assam is much lower than the national average and they need to play an active role in the "overall development" of the state instead of confining themselves to "business alone". Gogoi said the banks need to provide financial assistance to the women self-help groups (SHGs). "The women SHGs are doing exceedingly well and have good records of repayment of loans. They are managing their
finances well by keeping their records properly. The banks must extend assistance to such SHGs to prosper financially," he said. According to the statement, deputy managing director of State Bank of India M.G. Vaidya said more efforts would be made to reach the benchmark of 60 per cent credit-deposit ratio in the state from the present 45 per cent. Vaidya said SBI has disbursed loans to the tune of Rs.3,800 crore to small-scale enterprises and cottage industries in the state.
Swine-flu cases reach 22 in Assam gUwAhATi, MArch 21 (PTi): The number of persons affected with swine flu, across the state, has reached to 22, the government said today. According to an official release, the Health and Family Welfare Department said, 22 persons have been detected positive with the deadly virus till yesterday. Out of them, nine persons have been detected with the H1N1 virus in Guwahati, while five in Dibrugarh, four in Jorhat, three in Sonitpur and one in Kamrup Rural districts, the release said. So far, two
persons have lost their lives in Jorhat due to swine flu. The state government said it is alert in dealing with swine flu cases and prepared isolation wards in every district hospital across the state, besides setting up ICU units in medical college hospitals. The Union government has classified the outbreak of swine flu in three categories -- A, B and C. While patients of A and B categories do not need hospitalisation, the C category requires urgent institutional medical attention.

"The Prime Minister has concern for the North East and therefore has directed all the Union Ministers and Ministers of State to visit the region and to understand the difficulties faced by the people of the region," Yadav told PTI here today. The region had been neglected for long but the present government under PM Narendra Modi is working to put the region at par with the rest of the country, he said. going to do with it? This is uneconomic.” Swell said there was a need for all-round reform, one of which was for Indians to reform the way they approached their cattle.”Treat your cattle well. Get the benefit out of them. What are they going to do with all these stray cattle? Either you eat them or you kill them, do something,” he said. Swell’s was a lone voice, but an important one from the north-east and not easy to ignore. He had played a key role in the formation of the state of Meghalaya and was much admired across party lines for his spotless public life of over four decades. Swell passed away in 1999. Most northeastern states have the bulwark of Article 371(A) - similar to Article 370 for Jammu and Kashmir – where the central law cannot take effect, for example in Nagaland without it being ratified by that state’s legislature.
The cycling expedition, aptly named “Call of the Brahmaputra” has been organized by two Punebased NGOs – Sarhad and Swanand Adventures- with the team comprising of one woman chartered accountant and two high school students, of whom Rishab Shah is just 13 years old. “Some people had initially tried to dissuade us from undertaking the cycling expedition, especially through Manipur and Nagaland, saying those are trouble-prone states. But on the contrary we found hundreds of people greeting us, giving us local hospitality and gifts and telling us to come back again,” Shah said as the group halted in Guwahati on Friday for the last lap of two days uphill to Shillong. “I was particularly thrilled because I am the only woman member of the team. I talked to so many women on the roadside whenever we stopped for tea or food, and in some places, groups of village women in Assam too joined us on their bicycles which they use for go-
ing to work,” said Shruti Shah (34), a CA by profession. Thirteen-year old Rishab Shah on the other hand said he was happy to have had a stop-over in Kaziranga National Park where he spotted several rhinos, elephants, deer and bufallos apart from several species of birds. “Crossing the Brahmaputra twice, first at Kaliabhomora from Kaliabor to Tezpur, and then at Saraighat in Guwahati was a divine experience. Next time I want to go on a cycling expedition along the Brahmaputra,” said 38-year old Prasad Shaligram who is into the business of importing bicycles from different countries. The cycling expedition, which was flagged off by Manipur chief minister Okram Ibobi Singh on March 13, will culminate in Shillong on Sunday. “We will come back later this year to travel through Mizoram, Tripura and Arunachal Pradesh. In fact we want to go up to Tawang through the challenging Sela Pass,” said Dashrath Jadhav (57), a businessman who is also the eldest member of the group.

Aspirations of small town India push regional newspaper boom Nirmala George Associated Press
Rewatiraman Shukla, a young office worker living in a slum on New Delhi's outskirts, can't remember a time when his family did not have a newspaper delivered to their home. Even when home was a single room in a congested tenement without indoor plumbing. Even when his father was working long hours as the single breadwinner to provide the bare necessities. The newspaper was what Shukla's father believed would open the world of opportunity for his three children. And now, families like his are firing the exceptional growth of regional newspapers in India. At a time when scores of American newspapers have downsized or shifted to online editions, the Indian newspaper industry is booming. Media analysts say the regional language newspapers are expected to clock double-digit figures in the coming decade as millions of new literates choose newspapers as their primary source of in-
formation. "Newspapers, especially in the regional languages, are a fast-growing space in India right now. We are bang in the middle of it, so we are very excited," said Pradeep Dwivedi of Dainik Bhaskar, or Daily Sun, the most popular Hindi newspaper in the country, with about 3.57 million copies sold each day. Democratic India has had a long history of print news; the first newspaper was founded more than 230 years ago. The government's Registrar of Newspapers in India lists more than 82,000 newspapers. Nearly 33,000 of these are in Hindi, the language spoken by 41 percent of India's 1.2 billion people. Thousands of others are in India's many regional languages, and many of those also have circulations in the millions. Readership is even greater, as a single copy of a newspaper is often shared by numerous readers. Overall, regional newspapers will grow 12 to 14 percent annually for the next several years, according to estimates by consulting firm KPMG India.
In this Feb. 27, 2015 photo, Indian men check the print quality of a newspaper at a printing press in Ahmadabad, India. At a time when scores of American newspapers have downsized or shifted to online editions, the Indian newspaper industry is booming. (AP Photo)
Media experts said the newspaper boom in the smaller towns is driven by its young and aspirational population. The enormous push for education over the past five decades has bumped up literacy rates, which grew from 65 percent to 74 percent in a decade ending in 2011. But there's a
long way to go, with the government predicting universal literacy will be achieved only in 2060. In the West, the Internet has cut deeply into newspaper circulation and advertising revenue, but in India, it hasn't happened yet. Though Internet access is rising rapidly in In-
dia, about 80 percent of the country still lacks it. Indian newspapers, which can be delivered for less than 120 rupees ($2) a month, are much more accessible. The plethora of television news channels in regional languages has surprisingly only increased newspaper readership,
said P.N. Vasanti, director of the Center for Media Studies in New Delhi. "We call it the 'appetizer effect.' In a study of media habits of people, we found that the more that people watched television news, the more they were turning to the newspapers to check the facts," she said. "In India, the credibility of newspapers and the written word is way beyond that of the television news channels." With the Indian economy picking up pace, advertising revenues are up. Up until now, the English language newspapers used to command a large chunk of the advertising budgets of merchandisers. But, those were confined mostly to India's largest cities. Now, advertisers have discovered the vast spread of the vernacular print media and its ability to reach customers in thriving medium-sized towns. Driven by growing readership, and the increasing economic clout of a vernacular-speaking middle class, makers of fast-moving consumer goods are looking at smaller towns and rural In-
dia as potential boom markets, said Dwivedi. "The real growth for the regional newspaper is in the smaller towns, where new literates are coming to the fore and where people still lead a slower-paced life, giving them enough time to peruse the day's paper," said Dwivedi. Newspaper coverage too has changed with color supplements and extra pages on food, fashion and jet-setting lifestyles, catering to people with disposable incomes and a burgeoning young population. As rapid urbanization erodes traditional familial networks, newspapers serve other purposes too. The age-old role of the matchmaker to find a spouse for a young man or woman for a customary arranged marriage is now served by the classified advertisements in the local newspaper. In a country where caste origins play a big role in determining marriage alliances, people see the regional newspaper as a convenient way of reaching out to their community members. On any given weekend, classi-
fied matrimonial ads running into several pages in many vernacular newspapers remain a real revenuespinner. Rewatiraman's father, Ved Prakash Shukla, has been subscribing to a Hindi newspaper for 15 years for his children's sake, even when tight finances made it something of a luxury. "It was tough. My wife would scold me, saying, 'Why are you wasting money on a paper when we don't have money to buy food?'" Shukla said one recent morning as he sat on the stairs outside his tiny home with his paper and morning cup of tea. "But I saw the newspaper as an investment in my children's future. In my job as a chauffeur, I saw how the children of the rich speak English and know all about what's happening in the world." Shukla's investment appears to be paying off. Rewatiraman was recently promoted and has begun climbing the corporate ladder with some success. "All those years of reading the paper. It's been worth it," Rewatiraman said.
Private banks to hike fines, charges from April 1 Nissan to launch cheaper Datsun car in India to push sales MUMBAI, MArch 21 (EconoMIc TIMEs): The new financial year will begin with a new set of charges and higher penalties for customers of private banks. Most large private banks including HDFC Bank, ICICI Bank BSE -3.36 %, Axis Bank BSE -1.30 % and Kotak Mahindra Bank BSE 1.18 % have announced a hike in charges ahead of the new rules kicking in for penalty on non-maintenance of minimum average balance in savings accounts. Banks are also introducing charges o nudge customers to use digital channels and move away from physical instruments such as cheques. In November last year, RBI had asked banks to impose from April 1 a penalty which would be proportionate to the shortfall in minimum balance. Banks are also required to inform the accountholder through email or SMS of imminent charges when the balance requirement is breached. Thirdly, banks are barred from creating negative balances by imposing charges on the grounds that charges will be
deducted from future deposits. "The charge for non-maintenance of average minimum quarterly balance is the most widely applied charge by banks. If there is a reduction in this, it will have a major impact on the bank's bottom line. Earlier, the penalty used to be uniform whether the shortfall was Rs 100 or Rs 4,000. Now with proportional charges, there will be a reduction in overall income which banks are trying to compensate by revising charges," said an official with a private bank. HDFC Bank has introduced a slab-wise structure for nonmaintenance of minimum balance. Under the new norms, the penalty for non-maintenance of balance will range from Rs 150 to Rs 600, depending on the shortfall. It has also increased some fees. For instance, locker rentals in some branches have almost doubled. Besides this, HDFC Bank has introduced new charges for return of any deliverable (cheque book/PIN) for negative reasons such as consignee shifted/no such address. Requests for re-
generation of PIN at branches will attract Rs 50 and if any standing instruction for payment is rejected, there is a Rs 200 penalty. ICICI Bank has said that it will increase the penalty for nonmaintenance of minimum average balance by Rs 100 for urban and metro areas, but has done away with the penalty for rural areas. The bank has also decided to introduce cash deposit charges for notes deposited in cash-accepting machines beyond one deposit every month. Kotak Mahindra Bank, which revised its service charges from January, has said that from April the penalty for non-maintenance of average quarterly balance would be hiked by Rs 50 for most accounts. Similarly, Axis Bank too has hiked charges for non-maintenance of minimum balance. For instance, in the domestic prime segment, customers will have to pay a minimum penalty of Rs 350, or Rs 5 per every Rs 100 of the shortfall — whichever is lower. Earlier, the charge was a flat Rs 250 a month.

nEW DELhI, MArch 21 (rEUTErs): Japan's Nissan Motor Co (7201.T) plans to launch its cheapest model in India, a sub-$5,000 compact under the Datsun brand, a senior company executive told Reuters on Friday. The unnamed small car will be launched within 18 months and be priced lower than Nissan's current cheapest model, the Datsun GO, which is sold for as little as 324,000 rupees ($5,193), Guillame Sicard, president for Nissan India, said. "It is a smaller car than the Datsun GO and will be more competitive," he said, without committing to a price. "It will be a cost-effective positioning." Nissan showcased a concept compact car, Datsun Redi-GO, at the auto show in Delhi in 2014 and the new car is likely to be based on that, say analysts, who also expect the price to be significantly lower at below $4,000 for the no-frills,
basic model. India's ultra-lowcost car sector is dominated by market leader Maruti Suzuki (MRTI.NS) which sells more than 30,000 such cars a month on average. The Datsun car is based on a new platform produced jointly with Nissan's global alliance partner, French automaker Renault SA (RENA.PA). It has been designed and engineered in In-
dia, a first for the companies, to meet the needs of local buyers. Nissan expects to keep costs low by ensuring the platform and car are built using lighter materials and fewer components, also making it more fuelefficient, said Sicard, adding there would be no compromise on quality and safety. The resurrected Datsun brand was launched in India

last year to boost Nissan's sales, especially in the low-cost segment. Nissan, which has about a 2 percent share in the Indian market, has sold 62,200 cars since April 1, 2014, with Datsun making up more than a third. "There is a threshold of 5 percent (market share) that we need to achieve. I would like to achieve it by 2020 or even before," Sicard said. Sales so far have fallen short of analyst expectations. "There is a huge market of first-time buyers in that segment but to succeed Nissan needs to have high penetration and brand recall in rural areas, where a lot of this demand is," said Deepesh Rathore, director at Delhibased consultancy Emerging Markets Automotive Advisors.

‘let us enlarge our heart and mind’ The 36th Republic Day Celebration Speech Of Isak Chishi Swu, Yaruiwo Of The People’s Republic Of Nagalim On 21st March, 2015 at CHQ (Hebron) PRAISE THE LORD! PRAISE THE LORD! PRAISE THE LORD!
I
thank God of all people and nations and God of the Nagas, who brought us thus far. Once again on this 36th Republic day of the Nagas, I greet you all the people of Nagalim in the Name of our Lord Saviour Jesus Christ! I pay homage to our fathers, who started this historic journey of freedom. What inspired them to move? There is a concept behind of every movement or action. I am quite sure they were inspired by the concept of a society of higher order. The movement of
the Nagas is inspired by the spirit of change from bondages to freedom, from darkness into light, from villagestate to nation-state, from traditionalist world to the revolutionary world and from the rule of autocratic kings to that of democratic people. We have started the movement and we must finish it. The Naga were ruled by the council of hereditary elders of the clans headed by kings in their respective village-states. In some areas, governments were run by weak councils under autocratic kings, but in some others a kind of democratic rule was in practice. The traditional hereditary kings were adored by
many people. In course of time, the old system was rocked by the waves of national movement and it has brought the Nagas from one historical stage to another. This is the Era of democracy where voice of the people rules. Democracy prevails over the rule of hereditary kings and titles are no more to be inherited, but it is to be earned with sweat and tears. The second Republic was declared by the National Hoho on 21st March 1980. The Nagas have stepped out of the shell and there is no question of going back. We will keep moving. There was a time when we were compelled by cir-
cumstances to confront with the aggressors. Except for a few traitors, all Nagas of both genders, of all ages and status were deeply involved in the movement and indeed, they have paid the price in full. However, that did not bring any tangible result. This is now the time of negotiation. And that NSCN has been engaging in talks with the government of India since 1997 with a view to solving the problem through political dialogue. No one denies the truth that Nagalim belongs to the Nagas and that is our principle. But the fact is that our land is under heavy military occupation by the aggressors. The objective of NSCN is
therefore, how the problem is to be solved. The government of India has admitted that military solution is not possible. At the same time the Nagas also have realised the futility of military approach. Both parties have agreed to go for political solution. We believe solution can be worked out only through discussion and interaction between the contending parties. Some groups say India must quit Nagalim, some say they will go for a separate solution for a part of the people and some others say they prefer prolonging the movement to solving the problem for commercial motive. Overlooking the present they glorify the past and dog-
M
y beloved Country Men and Women, It is with great pleasure and a deep sense of honour that I address you today on this historic occasion of the 60thRepublic Day of our Nation. I thank our Almighty God for His Guidance, Protection and for sustaining us this far. I also remember with gratitude and humility our pioneers who have laid a firm political foundation because of which we are able to stand up today with dignity and honour. On this momentous day, I salute and pay my homage to our martyrs who have made the supreme sacrifice for the Naga Cause and the freedom fighters for the vision and their selfless services. May their unyielding spirit and selflessness continue to inspire, guide and strengthen us all. Nagaland became a Republic on 22nd March, 1956 when the Naga National Council convened the First Tatar Hoho Session which brought together the Free Nagas represented by the Hongking Government and the Naga National Council representing the then Naga Hills District to establish the Federal Government of Nagaland. With the National Mandate immutably entrusted to them in 1951 and acknowledging that the Almighty God alone is the Supreme Sovereign over this whole world, and the authority of
the people to be exercised on the territory is a sacred trust from God, our leaders established our National institution based on the modern principles and ideals of Democracy, Justice, Liberty and Fraternity. Our pillar and strength lie on the historic Declaration of Independence of August 14th, 1947 and the Plebiscite of 16thMay, 1951 for a Sovereign Nagaland. The momentous Declaration and the irrevocable pledge had created the foundation which has given birth and shaped the political course of our people. The Nagas as a people have the ardent desire for peace in the society and for cessation of hostility among the Naga National Workers. We also prescribe to this desire of our people. While recognizing the right of every Naga to desire for peace and the need of the Naga National Workers to reconcile and unite, there is also the need to be watchful so that the aspirations of our people is neither betrayed nor forget the pledge made by our people more than six decades ago. We are unique as a people and as a Nation. We chose to determine, forge and shape our own destiny with dignity, integrity and freedom and we have withstood the tides that sought to weaken and destroy our spirit. This spirit makes us proud to be who we were then and who we are to-
day. Right from the beginning till date, our Nation has been facing detrimental forces both from within and without. Powerful forces opposed to our Cause have sought to weaken us by following the policy of Divide and Rule and sowed the seed of animosity and suspicion, at times even giving the impression that our Cause has sunk down to singing the chorus of our oppressors. But let it be made known to one and all that the Federal Government of Nagaland will never bow down to any internal or external pressure. Today, many Nagas are happy and hopeful for after many years of bitter experience of killing amongst brothers we have resolved to follow a new path, the path of reconciliation in response to the overwhelming desire of our people to live together as One People and One Nation. The horizon is brighter and I believe the day is not far when the Nagas as one will fulfill our long cherished dream and aspiration. The Federal Government of Nagaland stands committed and steadfast in our resolve to uphold the pledge of our people. We also reaffirm our commitments to uphold the Covenant of Reconciliation based on the historical and political Rights of the Nagas initiated by the Forum for Naga Reconciliation. The Federal Government of Nagaland is sad-
dened to note that today many social evils and acts, alien and hitherto unknown to the Naga way of life have started raising its ugly head in our society. We have to put a stop to them lest they pollute our social values and destroy what we all hold dear. Our Republic has been instituted along linguistic lines based on the concept of the Federal system of Government but as a Sovereign Nation, we have no tribe, native or indigenous persons, we are all citizens of the Republic of Nagaland. Diverse cultures of the various Regions are our strength and our pride. Tribalism is detrimental in the building of a strong and united Nation. The Federal Government of Nagaland denounces the 16th Point Agreement and the Shillong Accord of 1975 and regards them as total betrayals of the Naga Cause, the stumbling blocks in the attainment of our long cherished dream. We should remain vigilant and constantly be on our guard so that such acts of treachery to the Naga Cause are not committed again. The Cease Fire Agreement of 1964 between the Federal Government of Nagaland and the Government of India can serve as the benchmark and as a model for talks between the two Nations. God Bless My Nagaland. Kuknalim.
litically. Rebuilding of our economy is paramount. Therefore, we must decide and soar. Every Naga young and old should be oriented to and guided by our own culture. We see most of the people today are totally disoriented or not oriented at all. It is meaningless accumulating wealth and learning knowledge without correct orientation. One should be future-oriented. “The people perish when there is no vision.” Tribalism, factionalism, communalism and the spirit of other people and our people are eating into the vitality of Naga nationhood. It is seen that any incident of individual crime
is often communalised by negative elements for their vested interest. We must combat them. Tribalism, communalism and factionalism are the weapons of enemies of the people. The psychology of the Nagas today needs to be rebuilt. I believe the Lord will give us rest from this long political journey to build our country. Let us enlarge our heart and mind; let us enlarge our towns and cities; let us enlarge our highways and let us enlarge our resources. I urged upon you that each and every Naga should be a productive force. If God wills better days will come soon. KUKNALIM!
Naga citizens rise up collectively

matize the future. They are indeed road blocks, not solution. But NSCN is for a negotiated settlement that guarantees the future of the Nagas. Our past generations were equipped with the spirit of self-reliance. They were productive force, who used commodities of their own make. But generations today are departing from the work culture. They are entirely dependent on others for their livelihood. It is a dead philosophy. It is now high time for us to rise up and rebuild our thinking before we are totally ruined. We are not a strong people until and unless we can stand on our own feet economically and po-

y dear Naga people, I stand here to praise God for His sustaining grace and truth for the Naga people on this 59th celebration of our Naga Republic Day. The NNC salute the Naga Martyrs and their families as we observe our National Day on this 22nd March 2015. On this solemn occasion we pay our homage to the Martyrs' sacrificial deeds for the Naga nation. May their names be in the hearts and minds of the Naga people as a mark of respect and honor for their Martyrdom. I must tell the Naga people on this occasion that our national workers must stand firm and defend the right and just cause of our people against the Illegal Bangladeshi Immigrants( IBI) whose very policy and aim is to dominate our blessed land and people through different means - political, social, religious, and business. Their aim is further to allure and entice the Naga people, especially young and innocent girls, and these IBI people are creating havoc in our society of honest, simple, just and peace loving people. Therefore let us rise up together collectively to banish these IBI people from our land in the best interest of our present and future generations before it is too late.
The IBI people are dominating our people and land through business to finish our economy and control the Naga Homeland. They (IBI) are spoiling our girls by wicked policy of enticement through money and material goods as a first step. As a second step they blackmail the innocent and ignorant girls for their pleasures. Many girls are spoiled for life and many have been missing since 1990s. The Naga people cannot stay tolerant and passive because we have seen enough of their wicked deeds in our peaceful land. I on behalf of the NNC today share once again the joy of doing something good for the Japanese people especially their soldiers who fought and died for their country's honor in our Nagaland during Second World War It was a very fortunate time for the Japan International Cooperation Agency (JICA) to remember and honor their soldiers of the Second World War at Jotsoma, Nagaland on 16th February 2015. This was a historic event for JICA to pay their respects by laying a wreath at the memorial monument site on this historic day. The Japanese delegates, Indian delegates and the Naga National Council on behalf of the Naga people laid wreaths on this historic day as a mark of respect and honor
to the Japanese soldiers of the Second World War. The NNC will do something better in the future to remember the Japanese people since they don't have any war memorial or cemetery for their people and soldiers in Nagaland. The NNC has done something on an international platform this year again as a good gesture in the larger interest of humankind. May such work uplift our people and country in the international arena to the benefit of all concerned. The NNC also is happy to say today that even the British Government, which betrayed the Naga people politically in the past, is also taking some interest in Naga affairs by helping in the educational field through the Kohima educational society, which gives scholarships to deserving poor and needy children. But the people of Nagaland and the NNC in particular desired that the British Government should declare the rights of the Naga people as a whole as they (British Government) were and are responsible for causing the Nagas to have to struggle for freedom. The British Government should pay their due and take political responsibility towards the Naga people who sacrificed their best in support of the British Government and its people in First World War and Sec-
ond World War. It is time for the British Government to speak out and recognize the Naga people's right to freedom. Dear Naga citizens, I must state without any reservation on this occasion that the Naga people as a whole are sadly divided politically and socially in the home front. This tragic situation gives better chances to our enemies to carry out political suppression and oppression. Indeed today the Nagas are losing out politically and socially in all fronts in the homeland because of disunity. Therefore, let us rise up collectively and unitedly to defend our people and rich land before we are completely dominated by unwanted people with wicked policies and vested interests. The NNC with heavy heart appeals to all the Naga citizens to rise up collectively, politically, socially and religiously to fight back against all the unwanted vices, and social evils in this homeland of ours for the larger and best interest of all of us before we face the darkest and ugliest days. Let us therefore collectively take action to save our homeland. May our living God grant wisdom, power and strength to Naga people to overcome all the evil forces of the enemies and live victoriously. KUKNALIM

cross the world, World Water Day is marked today - on 22nd March – of every year. It’s a day to celebrate water. A day to celebrate, a day to change, a day to prepare. It’s a day to make a difference for the members of the global population – including us - who suffer from water related issues. It’s a day to prepare for how we manage water in the future. It’s also a day for us to seriously contemplate on our own lives, our society and the way we manage or conserve this resource, without which life on earth cannot exist. Twenty two years ago, the United Nations General Assembly in 1993 designated the first World Water Day and this continues to be celebrated around the world shining the spotlight on a different issue every year. Last year, the Sustainable Development Forum Nagaland (SDFN) together with the departments of power and the soil & water conservation in collaboration with the National Afforestation & EcoDevelopment Board (NAEDB) observed the day by deliberating on “Water & Energy – The nexus”. Forums like the SDFN can try helping bridge information and knowledge gaps, but ultimately, everything depends on how each individual and organization initiate their own actions. Even before the World Water Day was conceived, the United Nations World Commission for Environment and Development (WECD) in 1987 drew the global attention to issues of sustainable development. It coined a definition which is probably the most well-known in all of sustainability literature. It defines sustainable development as “development that meets the needs of the present without compromising the ability of future generations to meet their own needs.” Water once considered a ‘free commodity’ is now getting scarce and its shortage is felt everywhere and at all levels. It is not just threatening development but also life itself in many regions of the world. Appropriately, the theme for World Water Day 2015 is 'Waterand Sustainable Development'. It reminds us all of how water links to all areas we need to consider to create the future we want. Water is the essential resource - a critical element - for all sustainable livelihoods and for improving quality of life. It relates to health, nature, urbanization, industry, energy, food, equality and even conflicts. Water has no substitute Increasing water consumption due to rapid population growth is known to increasing pressure on the available water resources and causing serious impacts on both the surface and underground hydro-
logical regimes. This will have far reaching implications for both the natural environment and the future sustainability of development activities. Our watersheds are under constant threat of mass wasting; accelerated soil erosion; drying up of springs; and decline in river water discharge and even reduced rainfall. Coupled with the degradation of our watersheds are the oft ignored issues of misuse of water resources and poor water management practices that result in depleted supplies, falling water tables and reduced stream flows that have not just diminished to ecologically unsafe levels. The perception of water as a free good has led to unjust allocations, wastage and environmental problems. We must recognise water as both a finite and vulnerable resource. Its management needs to go beyond just laws and policies but involve a whole process of social change. The Nagaland Context Unlike other mountain states in the Himalayas that are fed by glaciers, the main drinking water supply systems in Nagaland depend on surface sources such as streams, rivulets, springs and ponds most of which are monsoon fed. The volumes of water discharge of such sources vary widely from season to season, depending on the frequency and intensity of rainfall. This is indicated by vastly diminished discharge during the non-monsoon periods leading to drinking water scarcity in many towns and villages across the state. The ever increasing population and the need to provide a better quality of life to people, has further put tremendous pressure on land and water resources (Rawat et al., 2009). Studies show that depletion of discharge in water sources have been observed across the state and this is attributed to deforestation, logging activities, unsustainable jhum cultivation and other human activities. Destruction of forest cover greatly affects water retention capacity of catchments which results in increased surface runoff that triggers landslides inflicting huge damage to properties, pipelines, roads etc. Such consequences not just disrupt normal life and services but also incur huge costs on the state exchequer. The annual average rainfall in the state varies from 1750mm to 2000mm. The total water resources availability according to government data is estimated to be 19,483 MCM out of which 17,533 MCM is surface water and 1,950 MCM is ground water component. Very little – lesser than 10% of this has been developed in the state. In spite of heavy rainfall, the state has limited replinishable water resources and whatever little water development activities have been undertaken has been in low lands and valley areas. The lesson of Cherapunjee in Meghalaya which has the infamous title of the “world’s wettest desert” is something that must always be remembered as we talk about water and its management. Nagaland cannot be far from attaining such distinctions if we do not plan and execute our resource management strategies at the earliest. On one hand the water availability during lean and dry seasons is dismal but on the other, during monsoon season
we have so heavy rainfall. Ironically even during this season of plenty, many water sources get contaminated or polluted by landslides and flash floods thus reducing the availability of good potable water. Water suppliers in Kohima A study on economic valuation of water in Kohima undertaken by the Rain Forest Research Institute, Jorhat in the year 201314, found that 85.56% of the total number of households in Kohima purchase extra water to meet their demands during peak dry season. The peak dry season being from the month of January till the end of April. The Public Health Engineering Department (PHED) our principle department supplying water across the state, sources water for Kohima from the Dzudza River and Phesama spring. Accordingly, they manage to supply 1.8 million litres of water per day to about 40% of the population at very affordable rates. In spite of 40% of the households getting supplies from the department, the study estimates that 85.56% still depend on various private water suppliers to meet their daily requirements. According to the study, an average a private water supplier caters to around 58 customers. These are suppliers with water reservoirs ranging from 6000 litres to 10000 litre capacities over their own land and those that directly supply water through pipes on hourly basis. The researchers also estimate that on a average, around 42,650 trips are made from lower Jotsoma alone supplying 85 million litres with a turnover of 42.65 Million rupees per year by just 20 truck owners. While the study does highlight some interesting statistics, it does bring to light the scarcity of water, its scale of business, the opportunities and the ever increasing demand for this scarce and limited resource. Water ownership and pricing Water is gradually becoming a commodity of great value – more so because of its limited availability - and as it increases in demand and value, the issues of who owns it and why remains to be a great concern. Water is supposedly the ‘blue gold’ of the 21st century and an impending war is not far among countries around the world. Most of such conflicts will be over the control and ownership of the resource. Unlike in the rest of the country where water is a state subject, the situation in Nagaland is quite different as the ownership is often related to the land from where the water is got irrespective of the fact that the watershed may be elsewhere. SamhitaBarooah, Faculty at TISS Guwahati in one of her writings asks, “does water continue to be a common property resource in the context of the hills in North East India? Community lands, water sources and forest areas are gradually being owned by individuals, chieftains of clans, powerful elites and corporations who are imagining a modern development model for the remote hills”. Equitable distribution of water in most urban situations has therefore become an impossible reality thus creating potential for water conflicts as is being experienced in other areas across the world. As is already evident, people in towns across the state have become dependent on private water providers especially for
household requirements and events. While private water providers do fill in a huge gap by providing the much needed water and services, it cannot be denied that unregulated price regime is making it very difficult for common people to access such options. The price of water in Kohima, for example is about Rs.1000 for 2200 litres while in Shillong, for the same quantity, people pay Rs 300-350. Water therefore has become a very profitable resource and is gradually becoming a privilege only for those that can afford it. While the resource may be owned and managed by private parties or even communities, just as the state fixes fares for taxi, it should also ensure that there is a reasonable limit to water costing so that everyone benefits. Need for local water planning The main problem with local water resource management is not that it is done wrongly, but that there is not enough of it. Initiating local water resource planning can thus be an effective means of improvement and activating local government institutions, including village councils is one way to achieve good planning. However, a local water vision or water resource plan can equally well be prepared by private sector organizations, civil society groups or a water service provider. Inclusivity is the key; in other words, all the important players must come on board for such a purpose. In fact to take it a step further, include consumers and water user groups too in the process. This should be the essence of integrated water resource management. Effective local water resource planning will bring different parties together onto a common platform, will allow for different perspectives and will help to build commitment. Role of Government The government, particularly the local administrations and municipalities, in spite of its lack of ownership over the resources has a major role to play in promoting and working towards sustainable development. They are after all the political and administrative structure most closely related to local development. Agenda 21 in spite of being a non-binding, voluntarily implemented action plan of the United Nations with regard to sustainable development which emerged during the Earth Summit (UN Conference on Environment and Development) held in Rio de Janeiro, Brazil, in 1992 very clearly states that “As the level of government closest to the people, [local authorities] play a vital role in educating and mobilising the public around sustainable development”. In discharging its role in the context of Local Agenda 21, the direct involvement and vision of our elected members – at all levels - is centrally important. They are expected to be closely linked to the internal performance of local authorities and its overall approach to the planning, development and servicing of their respective areas. Policy development, on the other hand, should not just be dumped on the government but must be done in a participatory manner through inclusive dialogues and good understanding of local situations, institutions and scenarios. In fact each and every community needs to
The importance of clean water for those with HIV In southern Africa, limited access to clean water causes challenges for those with HIV. Before World Water Day, Louisa Gosling from WaterAid sheds light on the organisation’s efforts to combat these challenges
Action in the Community Information and awareness are essential catalysts in motivating people to take action, individually or collectively, to protect and enhance the environment. The Sustainable Development Forum Nagaland (SDFN) is one organization with a mission to provide information to promote sustainable development across the region. Likewise, the role of civil society, educational institutions, churches and even individual researchers must provide advice and information to people and communities on the issues and constraints affecting sustainable development, the pressure impacting adversely on the environment and the trends towards or away from sustainable use of resources. What is of utmost importance for us in Nagaland is to at least start documenting issues and cases so as to create a local knowledge and information database to be used to educate one another. We have entered an era where humans generate immense pressures on the natural world in an unprecedented manner thus threatening even our current way of life. In the context of Naga society, if one were to take our diet; economic growth and individual wealth are changing diets from predominantly starch-based to meat and dairy, which require more water. Interestingly, it is said that producing 1 kilo rice requires about 3,500 litres of water, while producing 1 kilo of beef requires about 15,000 litres. How we choose to eat has a direct link to our overall water consumption average. Such a shift in diet alone is amongst one of the greatest to impact water consumption over the past 30 years, and according to the United Nations, is likely to continue well into the middle of the twenty-first century. Conserving and managing water therefore is not just about how much water we use at home or in our everyday life and activities but also in terms of what we choose to do, use or eat. Concluding note At a recent program, it was interesting to read that the Minister for Soil & Water Conservation observed that “there is no regulatory mechanism to guide the supply and demand side management of water…” Opining that effective management of water resources in the state poses challenges as well, since authority over land and its resources is largely vested with communities, the minister further added that “so far sharing this resource (water) for larger good has been limited and local conflicts over water complicate the matter.” It is good to note that the state is aware and attention is being paid to such issues. On the other hand, while the state can frame policies and laws, it is ultimately going to be effective only if the citizens are aware and conscious of their roles and needs. As global citizens we are custodians of this ‘Blue Planet’ for our future generations and this role we must play as best as we can. These are challenging times, yet a time of great challenge is also a time of great opportunity and the Naga people and its institutions - including the government – must be instrumental in moving toward solutions and not further enhancing the problem.

Now imagine that reality without having access to safe drinking water, a basic and hygienic toilet, and a way to keep yourself and your surroundings clean. Unfortunately this is the reality for many in southern Africa, where an estimated 12.7 million people are living with HIV. Almost two thirds of the southern African population – 174 million people – do not have access to a basic toilet, and more than 100 million do not have safe water. For Regis Sicheuunga, 48, in Hambale, Zambia, a diagnosis of HIV was complicated by the great difficulty of finding clean water close to home. “Before we had the hand-pump, I was given containers and chlorine by the hospital to keep boiled water because it is so important. I got the water from the well, it was a long way… I’d get up at 3am because if you were late the water would be gone,” she told WaterAid researchers before a new borehole and hand-pump was installed in her community. In a region with such a high prevalence of HIV and poor water and sanitation coverage, it may seem obvious that the provision of safe drinking water, sanitation and hygiene (Wash) should be essential to support people who are HIV positive to live healthy and dignified lives. We carried out a study in partnership with fellow non-governmental organisation SAfAIDS: “An integrated approach to HIV and water, sanitation and hygiene in southern Africa, to find out how well services for HIV and Wash were being integrated in Lesotho, Mozambique, Swaziland, and Zambia, and to identify ways to improve the situation. When you consider that taking antibiotic resistant virus (ARV) drugs alone requires 1.5 litres of safe, clean water each day, and staying clean and healthy requires up to 100 litres a day, it only makes sense to integrate these services. A person living with HIV needs clean, safe water for drinking, food prepara-

tion, laundry and washing, and for mothers with HIV, for safely formula-feeding babies. Many life-threatening opportunistic infections are caused by poor sanitation and poor hygiene. Diarrhoea affects 90% of people living with HIV, and the overwhelming majority of cases of diarrhoea (88%) are linked to a lack of safe water, basic toilets and good hygiene. Diarrhoea also makes ARV drugs less effective, by reducing the body’s ability to absorb nutrients from food and medicine. Our assessment, funded by the Anglo American Group Foundation, found weaknesses in links between Wash and HIV policies and guidelines. At implementation level the links are ad-hoc, with limited coordination. It means that people responsible for working on HIV do not always consider access to water, good sanitation and good hygiene practice in their work, and people working on water and sanitation do not always understand the particular issues
faced by people living with HIV. The situation in each of the four countries is different, but in all of them there are opportunities for better integration. Programming for HIV/Aids is a priority for all four countries – adding consideration for water, sanitation and good hygiene into this structure would not be difficult. Alongside SAfAIDS, we are now drafting practical guidelines on how to combine approaches, so that more people with HIV/Aids are able to live longer, more dignified lives with the benefit of clean water, sanitation and good hygiene. “[The water] has been particularly beneficial for me as now I don’t have diarrhoea, because with the diarrhoea it would reduce my high immunity,” Regis Sicheuunga said. “Because the water is now near, I don’t have to walk that far. When I am ill, I can manage, or I can send the young ones.”
o commemorate World Water Day, held on Sunday, March 22, researchers from Purdue University have announced that they are continuing to develop technologies that could address water safety and drinkability. An estimated 1.8 billion people worldwide drink water that is contaminated by human and animal waste, according to the WHO/UNICEF Joint Monitoring Program for Water Supply and Sanitation. In 1993, the United Nations General Assembly declared March 22 would be observed annually as "World Day for Water." This year's topic is water and sustainable development. Other water-related topics have included women and water, water for health, coping with water scarcity, and sanitation. The technologies that Purdue researchers are continuing to pursue include: • An inexpensive and reliable technique to fabricate plastic optical fiber sensors to monitor water delivery systems for ammonia. Plastic optical fibers are more flexible and mechanically stronger than glass optical fibers, which traditionally are used to monitor ammonia. The fabrication technique was developed by George Nnanna, director of the Purdue University Calumet Water Institute and head of the Department of Mechanical Engineering at Purdue University Calumet. • A method to clean membranes and improve their performance in water filtration systems. The method uses an enzyme to degrade the buildup of deposits on membranes and could replace the use of expensive chemical cleaners that damage membranes. It was developed by Dong Chen, associate professor of civil engineering at Indiana UniversityPurdue University Fort Wayne. • A system that continuously disinfects water using solar ultraviolet (UV) radiation. Solar UV radiation damages waterborne pathogens' nucleic acids and proteins so that they cannot replicate or cause infections. The system controls water flow without requiring electrical energy. It was developed by Ernest "Chip" R. Blatchley III, professor of civil engineering and environmental and ecological engineering, and Bruce Applegate, associate professor of food science and biological sciences.

he gave him no affection, no love, no discipline, and no training during those early years. She even forbade him to call her at work. Other children had little to do with him, so he was alone most of the time. He was absolutely rejected from his earliest childhood. He was ugly and poor and untrained and unlovable. When he was thirteen years old a school psychologist commented that he probably didn’t even know the meaning of the word “love.” During adolescence, the girls would have nothing to do with him and he fought with the boys. Despite a high IQ, he failed academically, and finally dropped out during his third year of high school. He thought he might find a new acceptance in the Marine Corps; they reportedly built men, and he wanted to be one. But this problem went with him. The other marines laughed at him and ridiculed him. He fought back, resisted authority, and was court-martialed and thrown out of the marines with an undesirable discharge. So there he was--a young man in his early twenties--absolutely friendless and shipwrecked. He was small and scrawny in statue. He had an adolescent squeak in his voice. He was balding. He had no talent, no skill, and no sense of worthiness. He didn’t even have a driver’s license. Once again he thought he could run from his problems so he went to live in a foreign country. But he was rejected there too. Nothing had changed. While there, he married a girl who herself had been an illegitimate child and brought her back to America with him. Soon, she began to develop the same contempt for him that everyone else displayed. She bore him two children, but he never enjoyed the status and respect that a father should have. His marriage continued to crumble. His wife demanded more and more things that he could not provide. Instead of being his ally against the bitter world, as he hoped, she became his most vicious opponent. She could outfight him, and she learned to bully him. On one occasion, she locked him in
Living the spiritually prosperous life the bathroom as punishment. Finally, she forced him to leave. He tried to make it on his own, but he was terribly lonely. After days of solitude, he went home and literally begged her to take him back. He surrendered all pride. He crawled. He accepted humiliation. He came on her terms. Despite his meager salary, he brought her seventy-eight dollars as a gift, asking her to take it and spend it any way she wished. But she laughed at him. She belittled his feeble attempts to supply the family’s needs. She ridiculed his failure. She made fun of his sexual impotency in front of a friend who was there. At one point, he fell on his knees and wept bitterly, as the greater darkness of his private nightmare enveloped him. Finally, in silence, he pleaded no more. No one wanted him. No one had ever wanted him. He was perhaps the most rejected man in our time. His ego lay shattered in a fragmented dust. The next day, he was a strangely different man. He arose, went to the garage, and took down a rifle he had hidden there. He carried it with him to his newly acquired job at a book-storage building. And from a window on the third floor of that building, shortly after noon, November 22, 1963, he sent two shells crashing into the head of President John Fitzgerald Kennedy. --- James Dobson, Hide or Seek Dr. James Dobson said, “Lee Harvey Oswald, the rejected and unlovable failure, killed the man who, more than any other man on earth, embodied all the success, beauty, wealth, and family affection which he lacked.” Lee Harvey Oswald kept asking three questions: How do I look? How am I doing? How important am I? He based his whole miserable life on appearance, achievement and status. Ironically, he failed in every area. He gained a place in history by dem-

onstrating his hostility, fear and guilt which he used to defend a shattered ego. The Word of God has the answer to the basic needs of our personal lives. If we are going to live the spiritually prosperous life we will live above the chances, changes, and circumstances in life. Spiritual prosperity is an independent joy, a mind-set that takes us through our pain, sorrow, loss, grief, tears and fears. Jesus said, “Blessed are the meek, for they will inherit the earth.” (Matthew 3:5). The word “meek” generally suggests gentleness and the self-control it entails. To be meek toward others implies freedom from malice and a vengeful spirit. This “meekness” of which Jesus speaks is strength. It is the absence of pride. It is power under control. A Spirit-controlled life is a complete break-away with the old ways of life dominated by our sinful nature. It demands faith and commitment to Christ. It is a call to continual reliance on the Holy Spirit for daily liv-
ing. On the negative side, the crucifixion of the flesh is not something any one of us can do by ourselves. We need help. The Helper comes along our side to give us his strength. Our personal need for security, significance and sufficiency can only be genuinely and fully met in relationship with Jesus Christ. Every Christian is totally secure and eternally significant. We are loved unconditionally by a personal God with a sacrificial. Because of our position in Christ and our place in his purpose, our lives have meaning. We matter. We are valuable. We are significant. A personally healthy Christian is persuaded of his worth in Christ to the point where his motivation to live for God is rooted fundamentally in his relationship to God. Jesus said, “The thief comes only to steal and kill and destroy; I have come that they may have life, and have it to the full.” (John 10:10). Jesus’ main purpose was the salvation of the sheep, which he defined as free access to pasture and fullness of life. Under his protection and by his gift they can experience the best life can offer. Jesus can give a whole new meaning to living because he provides full satisfaction and perfect guidance. When Paul wrote Timothy he was imprisoned for the last time, soon to die. His first imprisonment was a house arrest, but this time he was probably in a cold dungeon awaiting his death. Emperor Nero was conducting a reign of terror by persecuting the Christians and killing them, as scapegoats for the fire of Rome for which he should have identified as his fault. Paul constantly prayed for Timothy and encouraged him to remember his faith that had been passed down to him through his grandmother Lois and his mother Eunice. Timothy was experiencing great opposition to his message and to himself as a leader. His youth, his association with Paul, and his leadership had come under

ulti-Dove Award winner and five-time GRAMMY nominee Brandon Heath will leave his mark in space when NASA Expedition 43 launches this month with the mission's astronauts wearing a patch created exclusively by Heath and Nashville graphic designer/illustrator Matt Lehman. Along with Heath's longtime friend and astronaut Terry Virts, who will be a part of the mission, the singer and Lehman designed a patch that honors the six-crew members who will be working on board an orbital outpost for a series of experiments in biology, biotechnology, physical science and Earth science through May 2015. The one-of-a-kind patch portrays the International Space Station orbiting the Earth, a sunrise representing the dawn of our his-
tory as a spacefaring species, and a moon and planets symbolizing future exploration. The patch's five stars mark the lives of those lost in pursuit of human spaceflight. "I've been a huge fan of NASA since I was a kid, and to get to be a small part of this mission is a dream come true," Heath says. "I'll be cheering on my buddy Terry and his fellow astronauts during their time in space." Virts is currently in space as part of Expedition 42 and was recently interviewed by Billboard about his music preferences. When asked to choose one artist to send into space, Virts immediately selected his favorite singer. "I would send Brandon Heath," Virts revealed. "It would be really cool to have him up there — somebody who's an artist, not just a fighter pilot like me...someone who could communicate the wonder of space flight."
Last November Heath was one of 10 hand-picked guests to witness Virts' launch in-person in Kazakhstan, Russia. Since his friend's departure, the singer has been able to correspond with the astronaut through one-on-one video chats on a regular basis. Heath launched his sixth studio album, No Turning Back (Reunion/Monomode Records/ Provident Label Group), just two weeks ago and already the title track is currently in the Top 15 at AC radio. Beginning February 27, Heath will join Nichole Nordeman and Love & The Outcome on the first leg of "The Table Tour" before embarking on "The Bible Tour" in April alongside Steven Curtis Chapman, Francesca Battistelli and Danny Gokey. He'll cap off a busy spring with a second leg of "The Table Tour" in April and May with Steven Curtis Chapman, Love & The Outcome and Ellie Holcomb.

he new album follows Hillsong UNITED's 2013 release "Zion," their fastest-selling album to date. Along with the album announcement, the band also unveiled the artwork for "EMPIRES," including the album cover, from the stratosphere. Clues about the title and artwork for the album were shared on social media over the course of the past week, but thousands of fans were abuzz over a short video released from outer space on Monday. "We thought if there was ever a place to launch our new album, it should be somewhere we've never been before," lead singer Joel Houston explained. "In this world that desperately strives to reach new heights and searches for new highs, we thought to debut the 'EMPIRES' album cover as far and as high as we could naturally go. Knowing full well that where it will land and ultimately what this project

and our lives are about, begins and ends where our knees hit the ground." Coinciding with the announcement from space to Earth, Houston said that the powerful theme of "EMPIRES" explores two different worlds. "We wanted to create songs t hat f i r s t seek to listen, then speak the good news of Jesus and His Grace into the dichotomy, tension and hopeful-collision of this broken and fragile world we see here and now, and the unshakeable and mysterious reality of the Kingdom we can't see," the singer continued. "Our desire has been to simply create the most honest project we could." Hillsong UNITED is best known for their chart-topping songs that include "Hosanna," "Lead Me To the Cross," "The Stand," and "Oceans (Where Feet May Fail)." The RIAA Platinum-selling group has also earned five GMA Dove Awards, including the coveted Artist of the Year and Song of the Year Award this year. Furthermore, the band will star in Relativity Films' "Hillsong – Let Hope Rise," expected in theaters everywhere on May 29. Meanwhile, the band is comprised of 11 members who are each volunteers of employees of Hillsong Church. It is estimated that over 30 million churchgoers around the world sing Hillsong worship songs on any given Sunday.

ark Hall, the lead singer for Casting Crowns, asked his fans for prayer earlier this month when doctors found a solid mass on his right kidney. God answered those prayers. The doctors successfully removed the cancerous growth and he's heading back home again. "The pathology report is in and the news is just as we expected and also an answer to the prayers we have all prayed," said Melanie Hall, Mark's wife. "The pathology report confirms that the tumor was indeed kidney cancer but it was fully encased. The findings of the report confirm that the cancer had not spread to
the kidney or anywhere else. Glory Hallelujah!!" Melanie said the cancer was classified as the nuclear level 3 cell type, which is aggressive. That means it was active and ready to spread to other parts of Hall's body. "This just makes all of this even more of a miracle," Melanie said. "I wish that I could explain in words how much of a miracle it was, but it would take too many words. And to be honest, I am too tired." Melanie pointed to three circumstances that allowed doctors to find the tumor. First, Casting Crowns is normally never off in March—but was this year. Hall was not experiencing any tumor-related
symptoms—gastric problems took him to the doctor. And doctors don't routinely order CT scans with contrast for physicals. "God was at work in this before we had any idea. He is good that way. We are thankful for His mercy and grace. We are thankful that He chose to answer our requests in this way," Melanie said. "I know that not everyone's stories have the desired ending. But I also know that God desires us to trust Him with it all anyway. Even still, He says He will work it all together for our good. Thank you again for your continued prayers. For us, in this, the war is won but we still have to fight the recovery battle."

fire from believers and nonbelievers alike. Paul, however, urged him to be bold “for God did not give us a spirit of timidity, but a spirit of power, of love and of self-discipline.” Timothy was not to shrink under the pressure. He was to continue with all that he had and all that he was in Christ Jesus. Paul was suffering and waiting death but he did not give up hope in what God could do. Paul’s faith maintained his love for God and others. He was able to remain faithful to God. God is able to do all things. We can rejoice because of what God has done, is doing, and promises to do in each of our lives. God has created us with certain basic spiritual and personal needs that He alone must satisfy if we are going to have a spiritually prosperous life. The marvelous amazing thing is that God in his grace meets all of our needs personally. Our tendency is to look for the solution to our basic personal needs in the wrong place and in the wrong way.The tragedy is we carry these false ideas of spiritual prosperity over into the most vital areas of our personal lives. God’s standard is faith, hope and love. There is a craving for spiritual prosperity that cannot be satisfied in the world’s philosophies. You will always feel empty and void until you let Jesus Christ meet those needs. Jesus described the change in our lives when we are allowing him to exchange our inadequacy for his all sufficiency. He said, “Blessed are the peacemakers, for they will be for theirs is the kingdom of heaven. Blessed are you when people insult you, persecute you and falsely say all kinds of evil against you because of me. Rejoice and be glad, because great is your reward in heaven, for in the same way they persecuted the prophets who were before you” (Matthew 5:9-12). May our living God place in our hearts a hunger for an abundant, victorious and spiritually prosperous life. May God give us a thirst to abide in Christ.May you be ever secure and blessed of the Lord as you seek to let go of the things of this world and refocus your life upon the One who has everything you need.
Live it, feel it and tell it Taliakum lose your eyes for a while and think about two words: “Be Still.” What do you see? A dark blank space? Or a bright one? Indeed, be still for the God we worship is well able beyond human measure. The river of God can rush through you and sweep away everything like a raging river. There is a rage in His heart to set you free. Let loose and be filled from Emmanuel’s fountain one day at a time. You were meant to be more – more like Jesus and less and less like you. Somewhere somehow you belong. And the very fingers that flung the stars across the dark space wrote you to shine. It’s an unfolding story... Live it, feel it and tell it in the name of Jesus. There is poetry in His eyes and your eyes tell it – you, the apple of His eye. You have been sliced out in the centre of His will. That’s a will more telling than yours – more appealing than the appalling heart of yours. Bought with a price. Owned. And you knew it wasn’t a tough call for the camel to go through the eye of the needle as much as it was and is to be broken before the Maker. No! He is stitching your rags as filthy rags with blood-stained fingers to make a masterpiece of you. The song is still: “Jesus loves me, this I know, for the Bible tells me so.” And surely unless childlike in heart and faith, you’re too good at being childish at best. “Rise up,” tell yourself and suddenly you see mountains to dig, trees to snap, valleys to scoop and skies to sew up. Be transformed indeed by the renewing of your mind. It’s about time. There is a wind. You might be passing through a silent noon in your life with the sight of an unbecoming dragon-fly upsetting you. Not a delightful noon at all. Looking up, His eye is on the sparrow and He is sending a wind to sweep over your weary soul like the fire that consumed Elijah’s oppressors. Looking around, the woods are lovely, dark and deep and the rustling mulberry leaves tell you that the battle is the Lord’s as it was for David and his army. Looking back, the shadows of the past are no more like Paul watching a time lapse video of his past along the Damascus road. Looking forward, the tempest of God’s justice is swirling like a hurricane amidst lightning shafts, brazen clouds and explosive thunderbolts as it was when Jesus gave up His ghost. And it dawns on you that all the four corners of your life are at His footstool as His eyes run throughout the earth to strengthen those committed to Him. This is the wind that blew the bleached coating off the dry bones in Death Valley and Ezekiel saw it first-hand. You are in your bones-places with the Spirit wind swirling around you giving you life. Caught in the wind yet? Jesus narrates, “Consider the lilies of the valley...” The Greek for “consider” here is said to be “kathamanthano” meaning “to consider well.” So the story is not just a matter of being content with a simple view on life. There is a call to consider well, not just consider, the thoughts and intentions of the heart as the Word of God cuts from the inside out sharper than a two-edged sword would, forget about a Katana. Lilies grow in your own valley of despair and others see the beauty of Christ in your life. Petals of lostness are the flowering hopes for you to consider well in your garden of Gethsemane. There is hope to be found and grace to be blessed with. Considering well has to do with slowing down to be still and know that God is on the throne and we are here on earth. God has taken time to make a short-lived lily detailed and beautiful. How much more can He clothe us, the longer-lived lot? Consider the lilies and consider yourself. We can live to live it, feel it and tell it in the name of Jesus.

Three injured in attack on army camp in Jammu
Jammu, march 21 (IaNS): Two soldiers and a pilgrim were injured on Saturday in a militant attack on an army camp in Jammu and Kashmir's Samba district, police said. Armed with automatic weapons and grenades, militants attacked the Mesar camp of 82 armoured regiment in Samba district in the morning triggering a gunfight with the security forces which is still on. The army camp is 40 km from the Jammu city on the strategic JammuPathankot national highway. "Most likely two militants are involved in the attack," a police officer told IANS. Pappu, son of Mahadev Prasad of Ferozabad in Uttar Pradesh, was among the injured. He was on his way to the Mata Vaishnoo Devi shrine in Katra town of Reasi district, police said. He was shifted to government medical college hospital in Jammu city after doctors at the Samba district hospital referred him. "Two army soldiers have also sustained minor injuries in this attack so far," the officer said.
Two terrorists 'neutralised' in Jammu: Parrikar

"Security forces are engaged with the militants in an encounter so that they are prevented from escaping," the police officer said. Traffic on the Jammu-Pathankot highway has been suspended and all schools in Samba and Kathua districts of Jammu region have been shut. All exams scheduled
in these two districts have also been postponed. The 82 field armoured regiment comes under the 9th Corps headquartered at Yule camp in Dharamshala, Himachel Pradesh. The camp was also attacked by guerrillas on September 26, 2013 after they attacked the Hiranagar police station in Kathua
district that day, killing 12 people. Saturday's attack comes a day after after guerrillas attacked Rajbagh police station in neighbouring Kathua district of the Jammu region on Friday. Six people - two terrorists, two CRPF troopers, a policeman and a civilian were killed the attack.
New DelhI, march 21 (IaNS) Defence Minister Manohar Parrikar on Saturday said two terrorists who attacked an army camp in Jammu and Kashmir's Samba district have been "neutralised". "I think two terrorists have been neutralised," Parrikar said, adding that a search for more militants was still going on. According to sources, the first terrorist was killed around 10.30 a.m., while the second was killed around 1 p.m. The operations are continuing. Talking to reporters on the sidelines of a function here, Parrikar said there were no casualties on the Indian side. The minister said that "when the morale of the opponents is down, they make such attempts to boost it". Parrikar said intelligence has improved over time and this year the security forces have killed 26 terrorists so far, with lesser number of casualties on the Indian side. "With such low loss, we inflict pain on the other side," he said. "This is the best figure in many years. On the army side of LoC (Line of Control), exchange of fires is also low," he said. The minister indicated these attempts show desperation on Pakistan's side, without naming the country. The minister argued that since the region "is not uniform area", terrorists could infiltrate using the nullahs, adding the water bodies make infiltration easy. Saturdays's attack came after guerrillas attacked Rajbagh police station in neighbouring Kathua district of the Jammu region on Friday. Six people - two terrorists, two CRPF troopers, a policeman and a civilian were killed in the attack.

Linking voter ID card to Aadhar will remove duplicacy in voters’ list: CEC KolKaTa, march 21 (PTI): India is set to become the first country in the world to have biometric data and no duplicacy in the voters’ list after linking of Aadhar card with voter identity card, Chief Election Commissioner H S Brahma said today. “When we are able to seed the Aadhar figure (number) on EPIC card that will ensure that there is not a single duplicate number. We will do it definitely by 2015 and then India will be the only country in the world where there will be complete biometric of voters. There will be not a single fraud or duplicate voters,” Brahma said at a conference on electoral reforms here. Asked about Supreme Court’s order which had said that Aadhar is not a prerequisite for availing public services, he said everyday lakhs of voters are seeding their names with Aadhar card on their own. “Everyday our voters are themselves seeding (their names for Aadhar cards). More than lakhs daily. We do not want to make it compulsory but our voters themselves want it. It is a good gesture,” the CEC said.
He appealed to all citizens of the country to avoid duplicate names in the voter list saying it is a crime punishable for upto one year. Brahma said once the Aadhar number is mentioned in the electoral rolls then individual voters can also change their address online because Aadhar will be the basic identity. It will remove all allegations of duplicacy in the voters list and harassment to voters in changing their address, he said adding that so far 85 crore Indians have got their Aadhar numbers. “We are very hopeful that the remaining 2530 crore people’s Aadhar cards would be done by August this year,” he said. On electoral reforms, he said political reforms should also be talked about in the same spirit. He said if the government accepts the report of the Law Commission then 95 per cent of problems on issues of electoral reforms will be resolved.Asked about expenditure ceiling for political party candidates, he said they need to be vigilant as money and muscle power doesn’t lead to level playing field.
IAS officer's death; JDS releases audio tape Bihar exam mess: 100 arrested, Centre to seek report
BeNgaluru, mar 21, 2015, (PTI): JDS leader H D Kumaraswamy today released an audio clipping claiming it would expose the circumstances that led to the transfer of IAS officer D K Ravi, who died under mysterious circumstances, in contrast to claims made by Karnataka Chief Minister Siddaramaiah. PTI file photo JDS leader H D Kumaraswamy today released an audio clipping claiming it would expose the circumstances that led to the transfer of IAS officer D K Ravi, who died under mysterious circumstances, in contrast to claims made by Karnataka Chief Minister Siddaramaiah. Kumaraswamy, a former Chief Minister, released the tape which purportedly contained a telephonic conversion between an MLA from Kolar district, where Ravi was posted as Deputy Commissioner, with an official
working under him regarding release of seize sand. In the tape, the MLA is heard putting pressure on the lower officer, threatening him to release four lorries of seized illegal sand and also speaking about the transfer of Ravi from Kolar district in the next two days. The way in which the MLA threatened the lower official "it is anybody's guess Ravi was transfered because of (sand) mafia," Kumaraswamy alleged. Ravi was found hanging from a ceiling fan at his flat in Bengaluru on Monday, with police suspecting it to be prima facie a case of suicide. "The Chief Minister in the assembly had said that the father-in-law of Ravi and an MLA from Kolar district had requested transfer of the deceased IAS officer. He misled the House to safeguard the interests of the sand mafia and land looters. This Chief Minister transfered the (Ko-
lar) Deputy Commissioner for their (sand and land mafia) protection," he told reporters while releasing the audio file. Throwing more light on the purported telephonic conversation, Kumaraswamy said, "The MLA was threatening the lower officer, and when he was threatening him he said that the cabinet meeting is there and on (March) 14th this Deputy Commissioner will be transfered." Meanwhile, Hanumanthrayappa, father-in-law of Ravi, said there were no personal problems between his family and Ravi's, and requested people not to spread falsehood. "As the head of his family at least I could have sensed something if anything is there. There is no personal problem between my family and his family. So it is a falsehood. Whoever is spreading falsehood, I request once again not to do it," he added.
Why no arrest over nun's gang rape, NCW asks Bengal government
KolKaTa, march 21 (IaNS): The National Commission for Women (NCW) slammed the West Bengal administration on Saturday over its failure to arrest any of the culprits involved in the gang rape of a septuagenarian nun in Nadia district. The sister superior of the Convent of Jesus and Mary in Ranaghat -- some 80 km from Kolkata -- was gang-raped on March 14. While Chief Minister Mamata Banerjee had immediately ordered the Criminal Investigation Department to investigate, police were yet to arrest anybody. A four member NCW team led by Shamina Shafiq met convent offi-
cials on Saturday and also held talks with police and district officials. "The pictures of the people (perpetrators) are there in the camera, the faces are seen but still no arrests have been made, why? This is one question that needs to be answered," Shafiq said after meeting the convent authorities. "We cannot expect such an incident happening to anyone, let alone to a nun who is there to serve humanity. It is shocking and heart-wrenching. We absolutely condemn it," she said. Facing backlash over police's inability to make much headway in case, Banerjee had on March 18 announced that the
Central Bureau of Investigation (CBI) was being entrusted to take over the probe. However, the central agency is yet to formally take over. Discharged from the Ranaghat sub-divisional hospital Friday, the rape survivor subsequently left the state for an undisclosed location, which prompted the opposition parties to call it an "embarrassment" for Banerjee and her ruling Trinamool Congress. Besides the NCW, the Prime Minister's Office as well as the National Human Rights Commission have also taken cognizance of the matter and sought detailed reports from the Banerjee government.
PaTNa, march 21 (IaNS): Cheating in the Class 10 exams continued in Bihar on Saturday, with police having to fire in the air and carry out a baton charge to disperse people who were helping students to copy. While nearly 100 people were arrested, union minister Upendra Kushwaha said the Centre will seek a report from Bihar on the cheating. No one was injured in police firing in Vaishali and Bhojpur districts, an official said. The development came just days after a photograph showing people climbing a school wall to fling answer sheets to students taking tests inside went viral and grabbed national and international headlines. Police on Saturday fired in the air at an examination centre in Vaishali's Hajipur area to disperse a large number of people helping students to copy, a police officer said. The police action came a day after the Patna High Court directed the Bihar Police chief to deploy adequate security forces to ensure a check on cheating at examination centres. In Ara, Bhojpur's district headquarters, police resorted to a baton charge to disperse people helping students to copy in the examination. Nearly 100 people, mostly close relatives of

students, were arrested in Saharsa district for helping students copy in the exam. Over 1.4 million students are appearing in the Class 10 board examination. In a bizarre case, dozens of people -- said to be family members of the students -- were seen climbing the walls of an exam centre and flinging answer sheets into various rooms where their wards were writing the
exam in Vaishali district. In Patna, Union Minister of State for Human Resource Development Upendra Kushwaha on Saturday said the central government has taken the reports of rampant cheating and mass copying seriously, and will seek a report from Bihar on the incidents of widespread cheating. "The central government will demand a report from
Bihar in connection with reports of widespread cheating in the Class 10 exam," Kushwaha told the media. "It appears to be a failure of the state government to check cheating," he said. He said the Patna High Court has rightly pointed out that it was "very shameful" for Bihar Education Minister P.K Shahi, who said it was not possible to hold free and fair exams.
"Shahi should resign in view of the court's observation against him," Kushwaha said. Meanwhile, Chief Minister Nitish Kumar expressed "pain" over the wide publicity given to the pictures showing cheating in the state, and said it had sullied the image of Bihar. "The reports of cheating in examination has given a bad name to Bihar," he said.
Tribals in Bengal to use Facebook for development KolKaTa, march 21 (IaNS): Taking their friendship from the virtual to the real world, more than 600 "educated and privileged" Facebook users belonging to West Bengal's tribal communities will meet on April 5 to discuss strategies to harness social media for tribal development. The second 'Kolkata
Adibasi Facebook Meet' aims to unite youngsters and adults from the tribal communities who have established themselves in various careers. "We are trying to translate the virtual friendship into real bonding so that this platform can be used to promote development and unity among the tribal members," Pradip
Kumar Hansda, one of the organisers, told IANS. He said the responsibility lies with the accomplished members of the tribal communities to foster growth and progress for the rest. "The educated and privileged youths of the tribal society need to take up issues and provide solutions. Since they are active on social media, we
believe it could be a catalyst in bringing about change." Hansda said. As many as 642 users of the popular social networking site have been invited to the day-long meeting at the Victoria Memorial Hall grounds. Most of the invitees are members of Facebook groups such as 'Santal Students and Youth Unity' and
'All India Adibasi Employees and Teachers Association'. "Most of the people are from Bengal tribes such as Santals and their clans like Murmu, Soren etc. We have members of the tribe from neighbouring states of Odisha and Bihar as well. We have started with Bengal and we want to take it to the national level," Hansda said.
Medical devices industry in India underinvested: WHO ‘Political compulsions can't decide AFSPA move’
march 21, New DelhI (PTI): The ambitious 'Make in India' campaign of Prime Minister Narendra Modi throws up opportunities for growth of domestic medical devices industry, which is not only "underinvested" but heavily importoriented at present, the World Health Organisation (WHO) has said. "There is a need for appropriate and applicable health care technology in India. Our medical devices industry is underinvested and heavily import-driven at present. "But with the current 'Make in India' campaign, there is a huge opportunity
for growth and expansion of the medical device industry. This would highly improve the access of essential medical devices and health care technology to patients in India," WHO Representative to India, Nata Menabde, was quoted as saying in a Health Ministry statement. She said this during an event to formally announce the commencement of National Health Systems Resource Centre (NHSRC), as the WHO collaborating centre for Priority Medical Devices and Health Technology Policy. This was announced by the WHO Country office for India in collaboration with
the Health Ministry and NHSRC yesterday. This is the first WHO collaborating centre in South East Asia Region, the Health Ministry statement said. Menabde also handed over the designation of WHO collaborating centre commencement at NHSRC to Health secretary B P Sharma. Noting that prioritising medical devices and health technology in the country is an "important agenda" item, Sharma said that it is critical to have the specifications in place for the medical devices and equipments that are already procured and used in the system. "There is also need for
dedicated medical devices testing laboratories to ensure the safety and efficacy of these devices," he said. The division of healthcare technology and innovation at NHSRC has been working in the area of health technologies and related policy interface. Its works includes framing of technical specifications for technologies procured under National Health Mission, best practices for technology lifecycle management and maintenance, secretariat for assessment and uptake of innovations into public health systems among others, the statement said.
Jammu, march 21 (PTI): Asserting that Pakistan is not ready to mend its ways, Union Minister of State Jitendra Singh on Saturday maintained that Centre was following zero-tolerance towards terrorism and said any decisions of AFSPA cannot be taken on the political considerations. "I think, this is also an occasion for us to do some re-thinking and rise above the political lines and learn that any decisions regarding sensitive issues, like for example Armed Forces Special Powers, to maintain it or withdraw it, to continue it or discontinue it, has to be essentially based on the
wisdom and inputs of the security agencies, instead of getting tempted to political considerations," said Singh, who is a minister of state in the Prime Minister's Office. He hit out at Pakistan for failure to mend ways to foment trouble in Jammu and Kashmir. "It is certainly evident that Pakistan is not ready to mend its ways but as the Prime Minister has already stated even on the floor of the House that India, under the present government, follows the policy of zero-tolerance towards terrorism and we are committed to that," Singh said. "The Centre is fullyequipped to deal with such
a situation", Singh said. Singh, who condemned these terror attacks, said that Centre and the present set up in New Delhi is fully equipped to deal any kind of situation. Union Minister appealed to Union Home Minister Rajnath Singh to see if the amount of compensation to the family members of the martyred soldiers could be increased. State Health Minister Choudhary Lal Singh, Choudhary Lal Singh, today said that it was not proper to start the process of lifting AFSPA in the state at a time when militant attacks are on the rise.
"How is it possible (to lift AFSPA) when situation has worsened even in the otherwise peaceful districts of Kathua and Samba," he said. He said that time has come to give them a befitting reply. Blaming security forces for the lapses, he said adding "how is it possible the infiltration has taken place along International Border". State Chief of Bhartiya Janta Yuva Morcha (BJYM) and MLA, Ravinder Raina also hit out those demanding revocation AFSPA, saying, "these twin attacks are eye-opener for those who are advocating the revocation of AFSPA. It should not be lifted at all".

North Korea says it can fire nuclear missile at 'any time' LONDON, MARch 21 (REUTERS): North Korea has the ability to fire a nuclear weapon and would use a nuclear missile in retaliation if it is attacked, the country's ambassador to Britain told Sky News on Friday. "It is not the United States that has a monopoly on nuclear weapons strikes," Ambassador Hyun Hak-bong told Sky at the isolated Asian country's London embassy. Asked if that meant North Korea, which quit the nuclear Non-Proliferation Treaty in 1993, had the capability to fire a nuclear missile now, he replied: "Any time, any time, yes." "If the United States strike us, we should strike back. We are ready for conventional war with conventional war, we are ready for nuclear war with nuclear war. We do not want war but we are not afraid of war," he added. In a speech on March 3, North Korean Foreign Minister Ri Su Yong said his country had the power to deter an "ever-increasing nuclear threat" by the United States with a pre-emptive strike if necessary. He also denounced military exercises staged by South Korea and the United States as provocative. The United States has said it is seriously concerned about North Korea's nuclear work, which it says breaches interna-
tional agreements. North Korea has conducted three nuclear detonations, the most recent in February 2013, and the commander of U.S. forces in South Korea said in October he believed Pyongyang had the capability to build a nuclear warhead that can be mounted on a ballistic missile, although there had been no tests or other evidence to show it had taken that step. A spokesperson for the U.S. State Department declined to comment "on intelligence matters" when asked if North Korea was able to fire a nuclear missile, but said the United States remained "fully prepared to deter, defend against, and respond to the threat posed by North Korea". On Wednesday, the U.S. Missile Defense Agency said it was carrying out increasingly realistic tests of missile defences, citing the growing missile threats from North Korea and Iran. MDA Director Navy Vice Admiral James Syring said North Korea has fielded hundreds of missiles that could reach U.S. forces based in South Korea and Japan. Syring told the defense subcommittee for the U.S. Senate Appropriations Committee that both North Korea and Iran could achieve the ability to launch an intercontinental ballistic missile as early as this year.

US first lady urges Cambodian students to seek more freedoms SIEM REAP, MARch 21 (AP): U.S. first lady Michelle Obama on Saturday urged Cambodian students to stay in school and take advantage of their education to demand greater freedoms and more equality in their Southeast Asian country. Cambodia has been ruled for 30 years by authoritarian strongman Hun Sen, the prime minister, whose wife, Bun Rany, joined Mrs. Obama on her visit Saturday to the northern city of Siem Reap. Mrs. Obama is on a fiveday trip to Asia to promote the U.S.-led education initiative "Let Girls Learn," which she and the president announced earlier this month. The community-based program, to be run by the Peace Corps, is meant to help get 62 million girls around the developing world back into classrooms. Mrs. Obama spoke to students at a high school filled with dirt paths and red brick buildings that unlike many schools in rural Cambodia has running water. After being welcomed by rows of children who greeted her by waving Cambodian and American flags, the first lady met with 10 girls who shared tales of rising early to feed their families before heading off on long treks to school and studying late into the night. "You are role models to the world," Mrs. Obama said, calling on the students to use their "voices

to advocate for good things — whether it's more education, better health care, more freedoms, more equality." "You now will have a voice and you will have the training and education to use it for good," the first lady said. "Not just here in Cambodia, not just here in Siem Reap, but in the world. I hope that you all will feel empowered to do that. Mrs. Obama's trip marks the first by a sitting American first lady to Cambodia. President Barack Obama became the first U.S. president to visit Cam-
bodia in 2012, and pressed Hun Sen in private on a variety of human rights and political issues during a meeting that White House officials described as tense. Hun Sen is one of the world's longest-serving heads of state, and has been regularly criticized by political opponents and human rights groups for monopolizing power and brutally crushing dissent. His supporters say he has helped stabilize the country, which is still haunted by a 1970s genocide that saw nearly 2 million people die under the ultra-commu-
nist Khmer Rouge regime. Mrs. Obama's trip started in Japan, one of Asia's richest countries, and concludes in Cambodia, one of its poorest. Cambodia is one of 11 countries in which the "Let Girls Learn" program is being rolled out. The others are Albania, Benin, Burkina Faso, Georgia, Ghana, Moldova, Mongolia, Mozambique, Togo and Uganda. After meeting students Saturday, Mrs. Obama spoke to a group of U.S. Peace Corps volunteers who will be running the global project and called
on them to share American values with their students. "Values like equality, inclusiveness, fairness, openness ... aren't just American values, we know this. They are universal human values," she said. "When girls get educated, when they learn to read and write and think, that gives them the tools to speak up and talk about injustice and demand equal treatment. It helps them participate in the political life of their country and hold their leaders accountable." Cambodia was devastated in the 1970s by the
brutal Khmer Rouge regime, which closed schools and executed intellectuals among its many victims. Foreign aid and investment have helped the economy grow rapidly in the past decade, but the education system and overall development remain stunted. Even today, most Cambodian children drop out of school, according to 2014 statistics from the Education Ministry that show 95 percent of children enter primary school but only 20 percent finish secondary school. Poverty is the main problem, especially in rural areas, where families can't afford the minimal costs of education and keep children home to help support the family, according to UNICEF. Cambodia's problems with child prostitution, child labor and human trafficking also play a role, and often target girls. The White House said that Japan and Cambodia were chosen for Mrs. Obama's trip because one is a donor country and one is a country in need, and it reflects a U.S. commitment to be more involved in the Asia-Pacific region. The trip has given the first lady a chance to soak up some of Asia's rich culture. Later Saturday, she changed into casual clothes and sneakers and toured Cambodia's famed Angkor Wat temple complex, which was built in the 12th century by the Khmer empire.
Drugs to treat UN commission blames Israel certain hereditary for plight of Palestinian women cancers identified UNITED NATIONS, MARch 21 (AP): The U.N. Commission on the Status of Women approved a resolution Friday blaming Israel's ongoing illegal occupation of Palestinian territory for "the grave situation of Palestinian women." Israel's U.N. Ambassador Ron Prosor denounced the resolution saying it was further proof of the U.N.'s bias against Israel, as it was the only country singled out by the 45-member commission. The resolution, sponsored by the Palestinians and South Africa, was adopted by a vote of 27-2 with 13 abstentions. The United States and Israel voted against it and European Union members abstained. China state newspaper attacks Tibet groups’ Olympic protest BEIJING, MARch 21 (AP): A Chinese state newspaper lashed out Saturday at Tibetan groups calling on the International Olympic Committee not to award the 2022 Winter Games to Beijing. In an editorial, the Global Times accused those organizations of pandering to foreign audiences and of being out of touch with developments in the Himalayan region. "They feel excited in slapping Tibet and China. The repeated protests also fit certain needs of Western societies, which will win them some resources for survival in the West," the editorial said. However, their campaign against the Beijing Winter Olympics was "doomed to fail," said the paper, a nationalistic tabloid published by the ruling Communist Party publication People's Daily. A coalition of more than 175 Tibet organizations on Thursday said they sent a report to IOC President Thomas Bach underlining that the 2008 Summer Games in Beijing failed to
improve human rights in China. The 12-page report said repression in Tibet is "currently at an all-time high" and warned that giving the Olympics to China again would be "making the same mistake twice." Beijing is competing against Almaty, Kazakhstan, for the right to host the 2022 Games. Kazakhstan has also been criticized for its human rights record. The Tibet groups say the IOC should reject Beijing and consider the Almaty bid "with extreme caution." An IOC evaluation panel will visit Beijing next week. The full IOC will select the host city on July 31. Tibetan groups launched similar complaints ahead of the 2008 Games and were in the forefront of street protests that marred China's unprecedented global torch relay. China claims Tibet has been part of its territory for seven centuries and communist troops occupied the region following their 1949 victory in the civil war against Chiang Kai-shek's Nationalists.
ing which reviewed the 150-page platform for action to achieve equality for women adopted at the U.N. women's conference in Beijing in 1995. The commission set a new goal of 2030 to achieve gender equality. The resolution stressed the quest for equality and reaffirmed "that the Israeli occupation remains the major obstacle for Palestinian women with regard to their advancement, selfreliance and integration in the development of their society." It called on the international community to continue providing urgently needed assistance and services "to alleviate the dire humanitarian crisis being faced by Palestinian women and their families." It also condemned last
summer's Israeli-Palestinian conflict in Gaza which killed and injured thousands of civilians including hundreds of Palestinian women and girls. Prosor accused the Palestinians of mistreating women, noting that "honor killings in the Palestinian Authority are a matter of daily occurrence, and employment of women stands at only 17 percent." That compares with 70 percent of men. "Of the 193 member states in this institution, dozens slaughter innocent civilians and impose discriminatory laws that marginalize women and yet they all get a free pass," he said, noting that the commission includes “some of the worst violators of human rights like Iran and Sudan.”
SKorea, China, Japan revive talks after history disputes SEOUL, MARch 21 (AP): Meeting for the first time in three years, the foreign ministers of South Korea, China and Japan agreed Saturday to work together to improve ties strained over historical and territorial issues and restore trilateral summit talks among their leaders. Anti-Japan sentiments in South Korea and Japan have grown sharply in recent years over what is seen as Tokyo’s push to obscure Japan’s brutal colonization of the Korean Peninsula and invasion of China in the first half of the 20th century. Three-way talks among the countries’ top diplomats had been subsequently suspended, and there has been no trilateral meeting of the countries’ leaders since 2012. The foreign ministers said in a joint statement after Saturday’s meeting in Seoul that they would make efforts to resume trilateral summit talks “at the earliest convenient time for the three countries.” “The three foreign ministers, based on the spirit of looking squarely at history and moving forward to the future, have agreed to
South Korean Foreign Minister Yun Byung-se, Japanese Foreign Minister Fumio Kishida, South Korea President Park Geun-hye and Chinese Foreign Minister Wang Yi, from left to right, attend during their meeting at the Presidential Blue House in Seoul on Saturday, March 21. make joint efforts to properly resolve related issues, improve bilateral ties and strengthen trilateral cooperation,” South Korean Foreign Minister Yun Byung-se said at a joint news conference. Despite the agreement, it remains to be seen whether the summit talks can be realized anytime soon. “The problems related to history are not about the past, but are about the present,” Chinese Foreign
Minister Wang Yi said at the news conference. He said the countries should not allow their relations to be hurt further by historical issues. Japanese Foreign Minister Fumio Kishida avoided talking about contentious issues during the news conference. Analysts say getting the summit talks back on track is crucial to prompting more high-profile bilateral talks where sensitive issues can be discussed.
Since taking office in early 2013, South Korean President Park Geun-hye has never held official oneon-one talks with Japanese Prime Minister Shinzo Abe, although U.S. President Barack Obama brought them together for a threeway meeting last year in The Hague. Chinese President Xi Jinping met Abe last November on the sidelines of a regional conference that Beijing hosted in their first meeting since both took
power in late 2012, but the meeting ended without a breakthrough. Park and Xi have met five times. Despite their harsh history, the three countries are closely linked economically, with China the biggest trading partner of both South Korea and Japan. They are also members of now-stalled regional disarmament talks aimed at ending North Korea’s nuclear weapons program. During Saturday’s meeting, the three foreign ministers agreed to continue their efforts to restart the nuclear disarmament talks to produce substantial progress in the denuclearization of the Korean Peninsula. The rifts among the three nations have been a source of concern for the United States, which wants a stronger alliance with its key allies South Korea and Japan to better cope with a rising China and the increasing nuclear threats from North Korea. Japan and South Korea host 80,000 U.S. troops, the core of America’s military presence in the Asia-Pacific, while China is the main backer of South Korea’s chief rival, North Korea.
LONDON, MARch 21 (IANS): Researchers have found that certain existing drugs could be used to effectively treat, or even prevent, hereditary stomach and breast cancers. There is currently no treatment for this kind of gastric cancer other than surgical removal of the stomach as a preventive measure in those identified as carrying the mutated gene. Lobular breast cancer is hard to detect by mammography and mastectomies are also undertaken by some carriers. But the new findings, published in the journal Molecular Cancer Therapeutics, suggest that people at genetic risk of these diseases may soon be spared of taking such hard decisions. "Making such drug treatments a reality would mean delaying or completely avoiding the trauma that high-risk individuals experience by undergoing major preventive surgery at a young age," said lead researcher Parry Guilford, professor at the University of Otago in New Zealand. The researchers found that key genetic mutation underlying the devastating conditions also opens them to attack through drug therapies targeting other cellular mechanisms. The team used genomic screening to search for vulnerabilities in the cancer cells that lack the tumoursuppressor protein E-cadherin. The genetic mutation that causes this protein to be lost is common in hereditary diffuse gastric and lobular breast cancers. E-cadherin is not a traditional drug target for these forms of cancer because the protein is present in healthy cells but absent in malignant ones. However, professor Guilford and his team predicted that its loss might create other vulnerabilities in these cancer cells and they were proved right. Next, the researchers screened selected drug classes known to interfere with these proteins, and found that early chemoprevention treatments could be developed for people who carry the E-cadherin mutation and as a result are at high risk of gastric and lobular breast cancers.

Unemployed Youth: Explore, Empower & Excel Serena withdraws from Indian Wells
U
nemployment problem in Nagaland has become a cause of concern for many young educated people and their parents in the recent days. Getting coveted government jobs becomes a tough task due to the limited number of vacancies available and the existing high competition makes the average ones to shy away even from applying for those posts. On the other side the private sector employees remains as underpaid and the well paid private jobs becomes competitive and is accessible only to the talented ones. Let me take this opportunity to enlighten the readers about few avenues available to the educated unemployed youths of Nagaland for empowering themselves so that they could face the challenges of today’s competitive world with confidence. Few months back three South Indian educational entrepreneurs visited a restaurant at Chennai and were overwhelmed by the fluent English spoken by the young waitress. On enquiry she revealed that she is from Nagaland and her words made the gentlemen to explore more details of Nagaland. They are owners of a chain of educational institutions like Schools, B.Ed colleges, Pre Primary Teacher Train-
ing Institutes etc and been striving hard to bring their institutions to the highest levels. But they have been experiencing difficulties with the teachers of the primary section and this becomes an obstacle in the development of their institutions. When they searched the internet about Tamil people working in Nagaland, they came across my name and that’s how I am writing this article now. You might have come across an advertisement in Morung Express on 16/03/15 under the caption ‘Teachers Wanted’. The concerned schools are situated in Salem District of Tamilnadu and the Salary and other facilities offered are comparatively reasonable. (Salary Rs.1 Lakh – 1.5 Lakh per annum. Free furnished accommodation with food/ration allowance. Reimbursement of travel expenses (Train AC 3 Tier) during first joining and annual vacations. Assistance for continuing higher studies in tie-up with Mother Theresa University, Kodaikanal). Even Untrained teachers are offered free training in Pre Primary Teacher Training course with full salary before inducted into school teaching. The main advantage one would have in addition to the above is regarding the opportunities avail-
able for undergoing coaching classes for appearing Civil Services examinations. There are few renowned coaching centers in Salem offering coaching for IAS /IPS etc at moderate fee and one could utilize the leisure times after the schools hours to empower themselves to face the challenging examinations. In addition to this there are evening colleges offering courses such as LLB, MBA etc and making best use of the facilities available is up to the candidates. I personally feel that youth from the economically weaker sections of the society should make use of this type of opportunities available without burdening their parents. One could give 2 or 3 years of their best to the institutions and at the same time gain the maximum benefits available in the region without diverting their minds towards unhealthy practices. Let me make one thing clear to my readers that I am not related to the institutions in any way and personally do not know anything about the managements. You could make detailed enquiries about the institutions; the working conditions etc and make your own decisions. Nellayappan B Principal’s Quarter GHSS Colony, Bhandari
NAGAS ON THE MOVE
D
espite all appearances to the contrary and despite many hurdles in our journey of common hope, Nagas are always on the move for better things because our best is yet to be. Many things have gone wrong, but not everything. We must not forget that there’s a divine purpose which sweeps through everything, in spite of our human failures. We must remember that believers are praying, sending up tons of petitions and supplications to the Throne of Highest Command, which is never unoccupied or too busy. God is at work and is always good, gracious and “moves in a mysterious way, His wonders to perform”. His order always comes through the moments. “How unsearchable are His judgments and His ways past finding out!” Recently the Forum for Naga Reconciliation (FNR) has sounded a challenge with its statement, “Taking Responsibility for Nation Building”. Our national leaders have begun sincere deliberations to come closer to a common position. The state government is sending out positive signals. The Naga Hoho is on the move. The Church is playing its role. Politicians and thinkers are all doing serious thinking as to how best we together should avail the opportunity and strike the moment. Every genuine Naga citizen has started searching his/her own mind and soul. A fresh wind blows and the bells are ringing. Another groundswell movement awaits our door. Good days are coming if we will not make them oth-
I
love my Nagaland, proud to be a Naga and thank God that He ordained me to be his child with Nagaland as my earthly domicile! The Nagas have always been in the map of people’s heart as peace-loving, hospitable and good natured tribe! A lot of good happens here in our state that doesn’t elsewhere. And an incident of wrong cannot/ should not tarnish the image of our people. Pained with both the incidents of rape of a college girl and the lynching of the accused, I am writing this article to bring out certain thoughts that ran through my mind after that fateful day-thoughts and observations of how things could be better from now on (if we take heed!) and also the Sovereignty of God in all of these! I know that when bad happens to us, our natural instinct is to react the same way but there is always the other choice! I intend to project few of my reflections through this column without being judgmental. At the outset, I agree with all that every crime committed is a crime and the law needs to take necessary action and deliver its verdict justly and promptly. I also suggest that the administration, starting from the Chief Minister’s Office, should tackle public matters judiciously and seriously no matter the gravity of the circumstance without procrastination. My desire for the NGO’s & Civil
erwise from our side. We all know muddy waters do not always remain muddy. With time, things settle down and crystal-clear solutions ultimately appear on the horizon. Every citizen must contribute positively towards the fulfillment of Naga Peoplehood and Nationhood. The past generations have already done their share of works in their times and the future generations will definitely play their own roles. Our generation must not waste precious time and energy bickering over some kitchen problems. There’s a wide world outside around and open to us. There’s an invincible Throne and Kingdom above us. All Nagas must wake up and be on the move once again, wherever they are. In our endeavour for a good deal or agreement we must take care to keep an opening for posterity to enable all coming generations to play their own roles in their own times. No leader, no authority or government in its own time and power can make everything final or permanent for all times to come. Our issue is complex and multi-dimensional. The last word is not in our hands but in the hands of THE WORD. Meanwhile, the real age-old Naga Democracy as practiced by our ancestors is more than the majority; it is always consensus i.e. general agreement. It is always discursive and inclusive/all-embracing and the whole is more than everything or everybody. It always Works! Dr. Dietho-o, “South Corner” A.G. Road, Kohima
INDIAN WELLS, MArch 21 (AFP): Serena Williams, who was making her return to Indian Wells after staying away for 14 years, on Friday pulled out of the hardcourt tournament with a right knee injury. The world number one made her announcement on her Twitter account Friday night, saying she was disappointed that she couldn't finish a journey that started late last year with the decision to end her boycott. "4 months ago I began a journey to play Indian Wells and it was amazing," Williams said. "I never dreamed I could do it. But I would not have been able to do this without my fans. "Though it ended early due to injury this year, I have to say I cannot wait to try again next year. Thanks everyone. I love you so much!" She did not go into detail about the injury. Williams' withdrawal means that third seed Simona Halep advances to Sunday's final, where she will face the winner of a Friday night match between Jelena Jankovic and Sabine Lisicki. Williams was competing for the first time since her self-imposed exile began after she was heckled and booed when she won the 2001 final against Kim Clijsters. She also claimed the Indian Wells title in 1999. The announcement comes as a shock to tennis fans in the California desert. Williams showed no signs of being hurt in her three previous matches and said several times over the last week that she now felt comfortable again playing at the tournament. The injury also means Williams waves to the fans after withdrawing from her match against Williams could miss next week's hardcourt Serena Simona Halep, of Romania, at the BNP Paribas Open tennis tournament on tournament in Miami. Raonic stuns Nadal to reach Indian Wells semis
INDIAN WELLS, MArch 21 (AFP): Sixth seeded Canadian Milos Raonic blasted 19 aces and hammered a series of thunderous forehands to upset world No. 3 Rafael Nadal and reach the semifinals of the Indian Wells ATP Masters. Raonic saved three match points en route to earning his hard-fought 4-6, 7-6 (12/10), 7-5 win in a three-hour marathon on the Tennis Garden stadium court. Raonic gained his first win over Nadal in their sixth meeting and said he had to forget about who he was playing against and just try and figure out what he had to do to play better. "It's having a better match judgement of when to sort of step up, when you can sort of hold back," he said. "Not get too caught up in the person you're playing and respect them, but not give them too much overwhelming respect where it affects your tennis. "I think when you have knowledge, when you have an understanding, it gives you some kind of peace. "It gives you some kind of calm during a match that you can really believe and understand what you need to do to find the solutions." Raonic will face second
seed Roger Federer for a place in the final after the Swiss cruised past Czech Tomas Berdych in straight sets. The 24-year-old's shocking win over three-time Indian Wells champ Nadal spoiled what could have been a semifinal lineup that featured each of the top four seeds as world No. 1 Novak Djokovic and fourth seed Andy Murray had already punched their tickets. Raonic said it felt good to play the role of spoiler. "You just want to prove people wrong in that sense. It has some good feel to it," Raonic said. Friday's matchup was a classic contrast in style with the hard-serving Raonic going up against the swashbuckling left-handed Spaniard who runs down every ball and can turn defence into offence. But Nadal's defence wasn't good enough Friday as Raonic blasted 48 winners and broke Nadal once in the crucial 11th game of the third set, setting the table for himself to serve for the match. Nadal smacked seven aces and won 82 percent of his first serve points, but he only hit 25 winners and made 22 unforced errors. Nadal said it came down to just a

societies is for them to be visionaries and pro-active about development of our state and the people instead of being agents that congregate only to demand justice (and the accused) into their hands when incidences such as the recent ones (March 5th) happen! Demanding justice is our constitutional right but screaming our lungs out for the accused to be handed over to the public/mob is remotely far from right. Mothers do play a big role in the well being of a child, a family & a society. Nonetheless, I’m wondering of mothers who shout these slogans in the streetswondering if they are teaching their own children at home to take law into their own hands and bash up every wrong doer around town! (I’m sure these mothers would be sounding the loudest in the church during congregational prayers and fasting events-pun intended)! I want to take a shot on the NSF as well, encouraging the leaders to be firmly assured of its vision and mission. Being fully aware of the positive ventures undertaken by the NSF, I deeply feel it necessary to educate the students towards pro-future constructive demands. Instead of vent-
ing anger in destructive conduct, why don’t the students demand for better roads, organizing peaceful hartals/ demonstrations, if need be, until demands are met by concerned authorities with immediate effect (I’ve been an observer of such activities by student units of different states!). How about demanding better education system, more libraries with upto-date facilities, better subsidies/ scholarships for educational purposes, better and bigger schools, colleges & universities, career counseling centers (not just event based), vocational training schools; how about demanding avenues for better job opportunities (government jobs not implied here)-one of the Local Dailies dated March 18, 2015, a First page headline reads, ‘NE states emerging as new job hotspots!’ How about asking our state government to demand the center to make it happen here in our state- beyond Assam, Meghalaya, Arunachal Pradesh and the likes!! It would be appreciative of NSF if it would lead the charge of demanding for a corrupt-free state mechanism in every department because you are going to sit there one day and your parents will either enjoy or suffer the
fruit of it! I have a feeling this incident somehow has given us the opportunity to think about the way we tackle the issue of illegal immigration into our land. We don’t want to be tagged as fanatics or fundamentalists but deal with this subject in a more systematized and lawful manner. This is very high time to introspect/retrospect what Christianity truly means in each individual life who consider themselves Christians in this majorly Christian state! The next paragraph drives me to contradict my own statement made in the introduction regarding our people. In my recent observation of our people, the Nagas, and I don’t mean the whole lot, we are still a group of angry, civic sense-lacking, impatient, money-loving, showy, superficial people! We have all the good cars, gadgets, technologies and apartments (even shopping malls) but we don’t have the maturity and the sense to use them or take care of them. Everyone seems to be angry around town-shouting, screaming and honking their car horns at the halt of a car/person for 2 seconds precisely! Everyone (from the butchers
to the officers) seem to be looking for opportunity as to how to make some money out of anything! As such, this also gives rise to another question as to what is being taught and what needs to be taught in the schools, colleges & Churches apart from the mundane! We need social, relational, interactional skills and anger management sessions being imparted beyond what are usually taught. On a personal level, I am a Church worker and happen to be here in Dimapur after being away from our state for quite some time during the March 5th incident. It is a wake-up call for me and all the Church workers/ Pastors as to how serious we should be in the responsibility God has given us to take care of His people! I deeply believe we need to be God pleasers and discontinue being people pleasers and critically examine the way we use the Pulpit. Our sermons need to be Bible-based, prophetic and edifying and stop playing around with people’s emotion and their souls with our own tales of personal experiences and thoughts (which I often have done)! I am the biggest culprit of this
few close points. "I had more opportunities than him in the first, in the second, and in the third set," Nadal said. "That's the real thing about what happened during the match. The real thing is I am happy the way I played. "I am not happy that I lost. That's it. At the end sport is about winning or losing, but today I lost against a great opponent who was fighting for every ball with very positive attitude." He broke Raonic in the second game of the first set. It was the first time in the tournament that Raonic had his serve broken. Nadal went on to the clinch the first set when Raonic hit a wild forehand that sailed into no-man's land. Raonic levelled the match at 1-1 by winning the second set in an epic tiebreak in which he saved three match points. Nadal took a 6-5 lead in the tiebreak but Raonic was able to stay alive when Nadal hit a shot long. Raonic saved another match point when he hammered an overhead smash winner that just caught the sideline. Raonic clinched the set when Nadal netted another shot. that I could not to anything that day to stop the gruesome incident and I will ever remain accountable to God for that. And maybe I have no right to even say this. Yet, how I pray(ed) and wish(ed) that that day (and such days to come), the Pastors, Church workers, some Christ-loving group of people or Christian organizations would have taken the cross (it can even imply literally) and moved to the long stretch of the highway, not to confront the mob, but to pacify and negotiate with the mob in love to do what is right & Godly. I know it would have been and is perilous for acts such as this and completely absurd but wouldn’t Jesus have done the same, and didn’t He call us for that? We, the Nagas, have a lot of good to give and show to the world. He chose us to enjoy His life and partake of His goodness so as to become light and salt of the earth! Let us give God a thought and allow Him to work in our individual lives (me first), families, societies, offices & Churches. I don’t have the answers as to why rape still happens, why there is so much of crime, killings and evil. But one thing I know through the March 5th incident-that God is still in control, and that He wants to work out something good for the Nagas/ through the Nagas today if we only take heed! Gucci announces smartwatch collaboration with will.i.am 2
015 is fast becoming the year of the smart-watch, and the latest label to join the arm's race is an unlikely one. In an announcement at Baselworld yesterday, the watch industry's leading international trade fair, will.i.am, of Black Eyed Peas and The Voice fame - announced a 'special partnership' with fashion behemoth Gucci. While will.i.am may have only just brought his own 'smart band' to market, this will be different. How? Because while his earlier release came with an obligatory AT&T contract, the Gucci timepiece is to operate as a standalone smartwatch. This means you needn't fiddle with getting the accessory to cooperate with your supposedly 'smart' phone. You will however be able to make and receive calls, send texts and emails, keep track of your schedule and fitness, and of course update your Instagram with a string of #selfies thanks to the a front-facing camera. The watch is also no-doubt intended to be an Apple Watch competitor. Apple, whose own take on a 'luxury' timepiece features an 18-karat gold case that'll set you back £8,000, launches April 24, but as yet there's no word on price, date or composition of the piece on offer from Gucci. It may seem an unlikely pairing, but will.i.am planted roots in fashion long before joining the Black Eyed Peas, studying at the renowned Fashion Institute of Design and Merchandising in LA. The musician-come-entrepreneur also launched a line of upcycled clothes in collaboration with Coca Cola in Harrods earlier this month. It's all an exercise in what will.i.am terms "fashionology", a merging of fashion and tech, "and that is exactly what this collaboration with Gucci represents", he told the crowd at Basel. Tom Tailor's collection was showcased here at the Lakme Fashion Week summer-resort 2015 on Friday night, and Holzer believes the Indian fashion industry has come of age in terms of growth and development. "This is my first visit to any fashion week in India and I am quite impressed. I am amazed with the fact that how fast it has developed. I liked that very much," Holzer, CEO, Tom Tailor, told IANS. 94-year heritage, has seen a number of reshufflings of late, notably with the acrimonious departure of former CEO, Patrizio di Marco and creative director of Gucci's ready-to-wear, Frida Giannini. Both exits were in lieu of stagnating sales, as the label reportedly struggled to adapt to the changing landscapethat being one in which smaller, independent brands are able to build multimillion dollar businesses through the use of digital alone. Today, with a new creative director at the helm , and this collaboration with will.i.am, "Gucci Timepieces is fully embracing the future of wearable technology that is now ahead", as President of Gucci Timepieces, Stéphane Linder, told the audience at Basel. However, the actor did not mind discussing his co-star Anushka Sharma’s relationship with India’s star cricketer Virat Kohli on Star Sports during the India versus Bangladesh match, where the actor was to reveal the first trailer of his next film with Anurag Kashyap. In the very beginning of his chat, RK made reference to one of the hottest couples of Bollywood and cricketing world – Anushka and Virat. This is the same Ranbir who walked out of a Roy promotional event on being quizzed about his ladylove. That’s not it, we hear that Rishi Kapoor’s son has decided to ban the media. In fact, he has made it absolutely clear to his Bombay Velvet director that he will not be promoting this film extensively like other actors. The Kapoor lad wants to give out minimum press interviews and all the ones allowed will be briefed from restricting to filmi questions only. If not double standards, what would one call RK’s recent act on the sports channel? Kangana Ranaut to play Meena Kumari
K
angana Ranaut has often been compared to tragedy queen Meena Kumari and looks like the same has earned her a role in Tigmanshu Dhulia’s next! That’s right folks, if the latest reports are to be believed, Tigmanhu’s next is an adaptation of Vinod Mehta’s book, Meena Kumari: The Classic Biography. We hear that the makers of the film possess the rights of the book and have approached Kangana with the project. A source revealed,” Kangana is looking at her date diary and is hoping to accommodate the film in August-September. The research has begun and a formal announcement will be made soon.” Kangana is currently caught up with the shoot of Katti Batti which is being directed by Nikhil Advani. For the uninitiated, Meena Kumari was a well known name in the 50s and 60s and was popular for her roles in films like Pakeezah and Chitralekha. The actress died at the young age of 39 due to her alcohol addiction.

Fighting with Taylor Swift a big mistake of my career
D
J Diplo says he found dealing with pop star Taylor Swift's die-hard fans so tough that he regrets picking up a fight with her. Diplo, 36, started a feud with Swift, 25, after mocking her on Twitter last year. Her fans got angry and confronted him on social media. "All I know is don't ever get into a feud with Taylor Swift," he said in a new interview with British GQ Style. "She has like 50 million people that will die for her. You can't step into that arena. That was something I was never prepared for. One of the biggest mistakes of my career was definitely fighting with her." The feud, however, appeared to have been settled. The two were pictured hanging out together at the Grammy last month. He posted the photo on Instagram and captioned it, "Then this happened @taylorswift vs taylor spliff."
to woo Indian consumers Tailor Denim, Tom Tailor Polo Team and Tom Tailor Bonita. It retails out of 315 stores in 21 countries as well as from its e-shop; and in India, the brand is entering exclusively through Jabong.com. "I think Indian people and consumers are leading a good life and they have a preference for casual outfits, uncomplicated products that serve life more than making it complicated. That's the idea also of Tom Tailor too. Our product is apt for this market," he added. Holzer, who is managing the Tom Tailor group since 2006, also says that influence for the brand collection comes from different parts of the world, and India is one of them. "Our collection has developed globally. The influence and design theme is coming from all international markets, including India, New York and London, as well as many other
different places. That's the reason why I believe our theme is relevant for people all over the world," he said. Holzer's own career graph is impressive. After completing his formal training as a retail manager in the textile trade and after filling various positions in the fashion industry, he worked for Esprit for five years. Later in 2000, he became CEO of Tommy Hilfiger Germany and was also responsible for rolling out the European Tommy Hilfiger e-commerce business. Asked about his take on Indian designers, he said that "it's more about colours and freshness that clothes depict here, than brands or designers." "When I talk about India, there is lot of freshness that comes in my mind in terms of colours and elements of decoration," said Holzer who would love to associate with Bollywood faces too for Tom Tailor, in the days to come.

Police directed to file FIR against SRK
T

he Maharashtra State Commission for Child Rights (MSCCR) has asked police to file an FIR against Bollywood actor Shah Rukh Khan for using foul language in the presence of children after an IPL match at Wankhede Stadium in 2012. "A.N. Tripathi, Secretary, MSCCR issued the orders two days ago (March 18) to investigate the matter after registering an FIR under relevant provisions of the Indian Penal Code and Juvenile Justice (Care and Protection) Act 2000 (as amended 2006), Sec. 23 and submit a copy to the Commission," Abha Singh, an activist-lawyer pursuing the matter, told IANS. "An enquiry has also been ordered for not registering the FIR in the matter." Singh said in view of the commission orders, police would have to file the FIR against Khan for hurling filthy abuses in public,
threats, assaulting on-duty public servants and illegal assembly. Besides, the state home department must immediately launch a detailed probe into why the FIR was not registered in the matter, she added. On May 16, 2012, Khan got into an ugly spat with officials of the Mumbai Cricket Association (MCA) after an IPL match between Mumbai Indians and Kolkata Knight Riders here. MCA officials had alleged that Khan engaged in fisticuffs with some security personnel and when they intervened, he threatened them. He was also hurling dirty abuses in the presence of small children. Mumbai Police had registered a noncognisable offence against Khan and three others and the actor was banned from entering the MCA premises for five years by a panel headed by late union minister Vilasrao Deshmukh.
Social activist Amit Maru had lodged the first complaint with the MSCCR as the matter was serious and infringed the United Nations Convention on the Rights of Child, Singh said. In the complaint, Singh said Maru detailed the law with reference to acts where filthy abuses would mentally hurt a child and the act tantamounted to cruelty to children. "After months of efforts, ultimately justice is prevailing on Khan who seriously violated rights of small children by uttering very dirty abuses before such innocent children in the Wankhede brawl matter," Singh said. "He could run away from justice because police who ought to have complied with the law violated that very law which it was required to implement." Singh said: "Hence, it is of outmost necessity that law need to takes its course exactly the way our lawmakers contemplated."

WELLINGTON, March 21 (IaNS): Opener Martin Guptill's unbeaten 237 helped New Zealand set up the cricket World Cup's first semi-final clash against South Africa as they overwhelmed the West Indies by 143 runs in a quarterfinal at the Wellington Regional Stadium here on Saturday. Powered by Guptill's double century -- the sixth in OneDay International (ODI) cricket -- the Black Caps posted a monumental 393/6 in 50 overs before bowling out the Windies for 250 with 19.3 overs to go. The New Zealand innings had Guptill written all over it after captain Brendon McCullum (12) opted to bat. The right-hander broke several records with his sparkling knock which came in only 163 deliveries and included 24 boundaries and 11 sixes. The 237 not out is now the highest individual World Cup score, beating Chris Gayle's 215 which came earlier in the tournament against Zimbabwe. It is also the second highest ODI score after Indian Rohit Sharma's 264. The 28-year-old from Auckland also became the first batsman from his country to score back-to-back Cup hundreds, following his 105 against Bangladesh in a Pool A game in Hamilton on March 13. Guptill also broke the record of the highest ODI individual score by a New Zealander when he went past his own 189 not out which came two years

India need to confront Australian demons, says Waugh
SYDNEY, March 21 (IaNS): Former Australian captain Steve Waugh said on Saturday that India need to confront their mental scars against his countrymen as they prepare for this week's ICC World Cup 2015 semifinal clash here. Australia dominated India, in both Tests and One-Day Internationals (ODIs), prior to the World Cup at home. Waugh said while the Michael Clarke-led Australian side enjoyed a psychological advantage over the defending champions, he was impressed by India's recent form. "I think Australia will, mentally, be a lot tougher game for them. India has been consistently beaten by Australia over the last couple of months and they'll definitely remember that," he said in an interview. "Having said that, (India)
look to be in good form. They're playing very well and their batting is capable of chasing any target. They've played well (during the Cup) and they're on a good streak at the moment. "This is a game where both
teams will feel a bit apprehensive. They'll (both) feel confident but if they don't bring their A game they're not going to win." Waugh, who captained Australia to Cup success in 1999, said it pleased him to
think the Aussies still had plenty of improvement in their game at the knockout stage of the tournament. "It was a good win (against Pakistan on Friday night) but I think there's still a fair bit of work for them to do," he said.
"The team is building momentum. I don't think we've seen the best out of them yet and I see that as a good sign because (it means) they're capable of improvement still." Waugh, who spent time with the Australians in the lead-up to Friday's quarterfinal triumph over Pakistan, added that he felt the team were ready for a "big opportunity". "It was only a quick trip; dinner with the team, attending a team meeting and then a training session the next day. (My role) was more about talking to the guys, it was very relaxed," he said. "I thought the team was very focussed. The training system was very sharp and intense and being match simulated in its type. I was very impressed by the environment, they seemed like they're ready for a big opportunity."
ago against England at Southampton. The double century helped the Black Caps post the highest score in a World Cup knock-out game, going past Australia's 359/2 in the 2003 final against India. All this came after Marlon Samuels dropped Guptill at square leg when he was batting at four. Guptill's innings was pure-
ly about clean hitting and no slog shots, not even in the death overs. His ability to score straight down the ground helped the co-hosts hammer 153 runs in the last 10 overs. Ross Taylor (42), Kane Williamson (33) and Grant Elliot (27) also played significant cameos as Guptill went about his business. "The 237 hasn't really sunk in.
We still have a lot of work to do, so can't dwell too much on this," Guptill said after the match. “We had a couple of good partnerships early with Kane and Ross that really set the game up for us to explode at the end,” he said. The Windies bowlers did not have much to boast about as all went for more than six runs per over. Jerome Taylor
(3-71) and Andre Russell (2-96) were the only ones to pick up wickets but both went for more than 9.6 runs per over. Chasing the huge target, the two-time champions kept scoring at a high run rate of over eight per over. However, they lost wickets throughout their innings and no batsman rose up to play the anchor's
knock. Their only 50-plus partnership was for the third wicket between Chris Gayle (61) and Marlon Samuels (27). The former smashed eight sixes and two boundaries in his 33-ball knock before being bowled by Adam Milne (1-42). The only other notable contribution came down the order from captain Jason Holder,
who hit a 26-ball 42 which included five fours and two sixes. The West Indies kept their record of never chasing down a 300 plus-target and have now lost all four matches played here. New Zealand pacer Trent Boult was the pick of the bowlers as he notched fantastic figures of 10-3-44-4 to become the highest wicket-taker of the ongoing tournament with 19 scalps. Other than Boult, all other bowlers proved expensive, going for more than 8.9 runs per over. “Guptill played brilliantly. We put him down early. A set batsman on that pitch is dangerous. We failed to bowl yorkers which did hurt us," losing skipper Holder said as his outfit bowed out of the competition without reaching the semi-finals for the fifth consecutive time. Winning captain Brendon McCullum was also in awe of Guptill's knock. "The innings we have witnessed today is probably the best innings I have seen in my life in this form of the game, just sublime. I will never forget it. Everybody here feels the same I guess," said McCullum. New Zealand will now take on South Africa in the first semi-final at the Eden Park, Auckland on Tuesday. Brief scores: New Zealand 393/6 in 50 overs (Martin Guptill 237 not out; Jerome Taylor 3/71) beat West Indies 250 in 30.3 overs (Chris Gayle 61, Jason Holder 42; Trent Boult 4-44).
