Negligence, apathy, discrimination, or sheer acceptance that things are just supposed to be the way they are. A visit to the fifty bedded Mokokchung TB & Chest Disease Hospital under the Chief Medical Officer, Mokokchung presents a bleak scene. A middle aged man (an attendant) who was brushing his teeth nonchalantly disclosed that the hospital has not been receiving water for the past two days. His wife is diagnosed with Tuberculosis and is admitted at the hospital. “We haven’t been receiving water for the past two days. Just imagine, TB patients…” said the man. He pointed to an open ground just outside the hospital and said that the staff burns garbage there. “Can you just think how they can burn garbage just outside the TB hospital, since the patients are sensitive to smoke,” added the man. The toilets are at least good, says the man, albeit without water. The hospital has an RCC ‘water reservoir’, which by rough estimation could hold some few thousand liters of water. But the taps

However, the water supply has been erratic for the past few days, partly because of the winter season. Meanwhile, it was informed that an unnamed person used to supply water to the TB hospital every Sunday before the bore well was dug at the IMDH. But it was discontinued after the TB Hospital received water from the IMDH. Patients of the TB hospital have to undergo extra hardships, as people in the locality refuse to allow the patients to fetch water from

the common well. It is learnt that the TB patients were barred from fetching water from the community well by the locals in the past, fearing spread of the disease. The supply of water from IMDH somehow assuaged the problem, but with the lack

of water supply, patients are facing a tough situation. For now, the patients have to rely on the rain gods to smile down on them. Against this backdrop, a doctor informed that the Mokokchung TB hospital caters to the patients from

five districts neighboring Mokokchung. There was also a young boy of eight who was staying at the hospital with his father for the past two months. They had travelled all the way from Chilliso village under Tuensang. Then there were

also other patients. Statistics indicate that treatment available at Mokokchung is quiet good, with a ninety six percent cure rate. However, patients have to face other odds with discrimination in the face of water scarcity.

MuMbai, March 24 (iaNS): Only with political will and commitment, backed by sufficient resources, can India effectively control tuberculosis (TB) that kills over three lakh people every year, says a Mumbai-based senior doctor. Unless this happens, TB will continue to be India’s silent epidemic and a death sentence for poor people, Zarir Udwadia, consultant physician at P.D. Hinduja National Hospital and Medical Research Centre, Mumbai, warned. Twenty years ago, it was widely believed that India was successfully on its way to controlling its alarming TB epidemic. Yet, each year, India has 22 lakh new cases, more than three lakh deaths, and economic losses of $23 billion (Rs. 143,123 crore) from TB, making it India’s biggest health crisis, Udwadia wrote in the article published in the journal The BMJ (formerly the British Medical Journal). At the heart of this crisis is the failure of India’s Revised National Tuberculosis Control Program (RNTCP) to engage and monitor the country’s large and unregulated private sector, he pointed out. According to him, considering India’s massive TB crisis, the RNTCP’s annual budget of Rs.500 crore remains derisory. The RNTCP spends the least on each TB patient among the BRICS countries (Brazil, Russia, India, China, and South Africa) - $28 (Rs.1,741.32), compared with $107 (Rs.6,654.32) in China and $264 (Rs.16,418) in Brazil. “India needs to do much more if it seriously wants to control its TB epidemic,” he said. Patients with TB in India “typically flit between an unsympathetic public sector and an exploitative private sector until they are too sick or impoverished to do so, all the while continuing to transmit and spread tuberculosis in crowded home and work environments,” Udwadia said. India must work at providing every TB patient with free and accurate diagnosis and the right treatment, whether in the public or the private sector. When TB is diagnosed, patients and their families must receive counselling, nutrition, and economic support, Udwadia said. He also added that India desperately needs new drugs for the growing population of patients with more extreme forms of drug resistant TB, who have nearly exhausted the available first and second line drugs.

NEW DELhi, March 24 (iaNS): The Supreme Court on Tuesday quashed Section 66A of the Information Technology Act, 2000 holding that it was violative of Article 19(1) (a) of the Constitution guaranteeing freedom of speech and expression. “Section 66A of the IT Act is struck down in its entirety...,” said the apex court bench of Justice J. Chelameswar and Justice Rohinton Fali Nariman. “Our Constitution provides for liberty of thought, expression and belief. In a democracy, these values have to be provided within constitutional scheme. The law (Section 66A) is vague in its entirety,” said Justice Nariman pronouncing the judgment. “There is no nexus between public order and discussion or causing annoyance by dissemination of informa-

tion. Curbs under Section 66A of the IT Act infringes on the public right to know.” The apex court order came on a batch of petitions challenging the constitutional validity of 66A of the IT Act on the grounds of its vague and ambiguous and was being misused by the law enforcing authorities. The court was moved by one Shreya Singhal in 2012 following the arrest of two girls -- Shaheen Dhada and Rinu Shrinivasan -- for posting comments critical of the Mumbai shutdown following the death of Shiv Sena supremo Bal Thackeray. The hearing saw NGOs Common Cause, People Union for Civil Liberty and individuals including self-exiled Bangladeshi writer Taslima Nasreen joining the challenge which saw a repeat hearing after an earlier hearing by a bench of Justice J.

Section 66A reads: “Any person who sends by any means of a computer resource any information that is grossly offensive or has a menacing character; or any information which he knows to be false, but for the purpose of causing annoyance, inconvenience, danger, obstruction, insult shall be punishable with imprisonment for a term which may extend to three years and with fine.” The central government defended section 66A, taking the stand that the provisions in no way intended to curb the freedom of speech and expression guaranteed under article 19 of the Constitution. four Nagaland highway projects

NEW DELhi, March 24 (TNN): The government is set to terminate the contract for a bunch of highly controversial highway projects in the country, which saw an over two-fold increase in costs even before a single kilometre was constructed. The four different stretches in Nagaland were clubbed together in 2010 and were awarded to a private player. Sources said that the irregularities in these projects totaling 329 kilomtere have been under investigation for two-and-a-half years. They added the issue was flagged in 2012 when Nagaland public works department forwarded its proposal to revise the project estimate from Rs 1,296 crore to Rs 2,988 crore.

Nagaland PWD had prepared the project estimate and work was awarded to M/s MaytasGayatri (JV) in December 2010 through competitive bidding. By mid-2012, the road transport and highways ministry had released at least Rs 300 crore for construction of these stretches. The contractor had undertaken only excavation work and this had exceeded the original estimated/ sanction quantity - over 3-4 times in some stretches, ministry official said. Officials said such variation was abnormal and could not be sanctioned. So, the Centre stopped process of releasing the budget and the contractor stopped work. “The only option to revive this contract is to take the matter to

Cabinet. But it would be next to impossible to justify why the four stand alone projects were clubbed together without taking approval of the cabinet committee on economic affairs. So, we have no option left other than terminating the contract,” an official said. In a major policy change, the highways ministry in 2010 had started clubbing small projects together to attract major players. Consequently, the twolaning of four roads - LonglengChangtongya, Mon-TamluMerangkong, Phek-Pfutzero and Zunheboto-Chakabama - were awarded as one package. The contractor had to complete the project in 36 months. Not a single kilometre has been built so far.

"We really regret if there is any lack in implementing the model code of conduct strictly. It is not uniform in application of model codes of conduct across all the states in the country," Chief Election Commissioner HS Brahma said. The implementation of the code of conduct should be uniform and strict, he added. When pointed out that no action is usually taken except issuing a show cause notice to any violators of the rules, Mr Brahma said, "I agree that we need to be more aggressive. We would like to bring stronger actions. A notice needs to be followed by logical action." Stressing that the election watchdog needs to be more strict, he said the agency would ensure definite enforcement of the model code of conduct. guWahaTi, March 24 (PTi): The Election Commission of India today said it would complete linking of Aadhaar numbers with voter photo identity cards across the country, except North East, by August this year. “By May, the Southern states of Andhra Pradesh, Tamil Nadu, Karnataka, Kerala and Goa will complete the linking. This will be first time in India. This will completely eliminate duplication of 85 crore Indian voters,” Chief Election Commissioner H S Brahma told reporters here. The linking of the two cards was expected to clear 6-8 per cent duplication in the electoral rolls, he said. Referring to the Assembly polls in Assam next year, he said the EC has initiated the process to update the voter list. “The Assembly polls in Assam are due before May 2016. In any election, the first allegation against the Election Commission is about the non-purified rolls. So before one year, we start purifying the electoral rolls,” he said. The agency’s updating process is an ongoing work with addition, deletion and correction of the data in voters list, he added. “In Assam, 95 per cent of the 1.9 crore voters have been issued photo identity cards. By July, we will issue cards to all the voters,” Brahma said, adding the agency would ensure that there would be no duplication of voters. He said the ECI had launched a portal in January this year for the voters updating and correcting the information themselves.

Govt allocates 17 mega food parks to states, private firms

New Delhi, march 24 (PTi): The government on Tuesday allocated the development of 17 mega food parks across the country to state governments and private firms, including Adani Ports & SEZ, envisaging an investment of over Rs 6,000 crore. A mega food park provides various facilities to food processors, farmers, retailers and exporters, helping achieve faster growth of food processing industries. The project cost to set up these 17 mega food parks would be Rs 2,030 crore, of which the central grant would be Rs 850 crore.

An estimated investment of another Rs 4,000 crore would be from food processing units to be set up in these parks. “The Ministry received 72 proposals both from state governments and private players for the 17 food parks. 7 mega food parks have been allocated to state governments and 10 to private players,” Food Processing Minister Harismrat Kaur Badal told reporters in the national capital. Under the scheme (2008-09) of mega food parks, the Food Processing Ministry had sanctioned 42 projects throughout the country. Of these, 25 parks have al-

ready been allocated. “The total projected cost of these 17 mega food parks is estimated at Rs 2,030 crore, of which the government’s contribution would be to the tune of Rs 850 crore. Another Rs 4,000 crore is estimated to be invested once the basic infrastructure of these food parks is set up,” Badal said. The card which can be used to book train tickets and used for other types of transactions was launched here by Railway Minister Suresh Prabhu. The card is a collaboration between Indian Railway Catering and Tourism Corporation (IRCTC), Union Bank of India and the National Payment Corporation of India. According to Prabhu, the initiative is in line with the government’s financial inclusive programme and the railways is tying up with financial institutions to come up with new services for promoting passengers’ interest. “It (RuPay pre-paid debit card) is in line with Prime Minister Narendra Modi’s financial inclusive programme,” the minister said. IRCTC said the card is being offered in two variants, whereby the passengers can either avail a virtual card or a physical card under the new offer. Initially the card can be used to book tickets only and that other types of transactions like shopping and bill payments will be included the card plan later, said IRCTC. The card also comes with a free accident insurance coverage worth Rs.1 lakh and provides the card-holder with the opportunity to collect reward points on every transaction. Dimapur, march 24 (mExN): In the backdrop of talks that Congress MLAs will be inducted in the next expansion of the DAN ministry, the Noke-led NPF today reminded Chief Minister TR Zeliang and NPF president Shürhozelie that the “strange political realignment” will only “slice and weaken” the NPF position in various assembly constituencies in coming election. “This development shall negatively impact the body politics of NPF and the future consequences will be enormous. CAG report raises disturbing questions

N

ot surprisingly, the Comptroller and Auditor General of India (CAG) of Nagaland (for the year ended 31 March 2014) which was tabled in State Assembly recently, has not engendered any responses from any quarters but rather given a ‘decent and quiet burial’ at the implementation level. The report, prepared annually, gives details about State Finances & Report on Social, Economic, Revenue and General Sectors, and is submitted in the parliament/assembly for necessary action. In a nutshell, maintaining that the process of planning was devoid of ‘comprehensive assessment’ leading to wastages and undue delays, the report informed that, as of March 31, 2014, there were 214 incomplete projects, with an estimated cost of Rs 2268.64 crore (actual expenditure incurred Rs 1202.70 crore) pertaining to 24 departments. Out of this, 77 projects (estimated at Rs.1126.20 crore) were due to be completed by March 2014 but remained incomplete as of October 2014. Given the quality of governance, the non-completion of projects might be counted as ‘business as usual syndrome', however, the report on social sectors paints some disturbing pictures having adverse ramification for public health and welfare. Among other things, the report stated, “The inadequate conduct of various surveys to assess the requirements of healthcare facilities in the rural areas led to partial assessment of the quality of prevailing healthcare services in the State.” Financial mismanagement, deficiency in construction activities and also deficiency in purchase of quality medicines and equipments has resulted in the failure of health services to fill the gap in offering quality services to the populace. In the critical area of childcare, the report highlighted that while the Anganwadi toilets were unhygienic and not “Baby friendly,” open Defecation was practiced even in Nirmal Gram Puraskar (fully sanitised) awarded villages. Institutional toilets were either dismantled or defunct due to land development, improper maintenance and lack of water facilities and school toilets lacked provision for children with special needs. It physically verified 29 schools out of which only 8 had functional toilets. 5 toilets were dismantled for land development, 6 toilets were not in use and 10 schools did not have water facility. Similarly, 34 Anganwadi centres were verified and only 11 had functional toilets. 10 were dismantled due to land development, 4 were defunct toilets and 9 did not have toilet facilities. In another case in Tuensang, out of 15000 Albendazole tablets (ABD-400) issued till March 2013, by the State Health Society, 5200 tablets were seized as it did not conform to Indian Pharmocopy (IP) standard. Thus, 9800 sub-standard tablets were issued to children for ‘deworming.’ Routine Immunisation (RI), a vital child survival strategy focusing on preventive aspects to reduce morbidity against preventable diseases - tuberculosis, diphtheria, pertussis, tetanus, polio and measles and the vaccination- is targeted at the age group 0 to 1 year. However, the shortfall in “achievement” to targeted age groups in Bacillus Chalmette Guerin (BCG) vaccination ranges from 14 to 37 %; in Oral Polio Vaccination (OPV) from 33 to 44 %; in Measles vaccination from 26 to 71 %; in full immunisation from 39 to 52 % during 2009-14. Annual Blood Examination Rate (ABER) 67, a key indicator to regulate epidemiological situation in the State were also deficient in 3 districts. Linking sanitation to healthy living, Chief Minister TR Zeliang recently assured the centre that the state will do its best to provide safe and adequate drinking water and to achieve the goal of 'Swacch Bharat' by 2019. The CAG report clearly suggests that his tall claims are not grounded in reality. For starter, there was short fall in release of matching share by the state government amounting to Rs.9.12 crore during 2009-14 for total Sanitation Campaign (TSC)/ Nirmal Bharat Abhiyan (NBA). The Government’s Roles and Ours Thought-Provoking Question: What kind of attitude should you have toward our politicians or government? What does God say? Read Romans 13:1-7 God is all about what is good and just for mankind. But we often rebel and do evil, including murdering each other. To keep these evil tendencies in check and promote common good, God has put in men’s heart the desire to form civil government, a common institutional structure of power transcending individual personalities, political ideologies, or systems of government. The apostle Paul says, “…there is no authority except which God has established. The authorities that exist have been established by God. Consequently, he who rebels against the authority is rebelling against what God has instituted, and those who do so will bring judgment on themselves” (vv. 1-2). Hence, government as an institution is divinely endorsed. God desires civil government to perform two functions. First, He wants government to do good works and encourage what is good (vv. 3b, 4a). This could mean providing healthcare, giving good education, eradicating poverty, bringing development, among others. Second, God has given government the authority to prevent and punish wrongdoing (vv. 3a, 4b). Government is said to hold “the sword” and have the power to execute God’s wrath upon those who do evil (v. 4c). That is why we are instructed to fear the government if we commit crimes (v. 5). Conversely, this could imply that no individual person or tribe has this divinely sanctioned authority to take law into its own hand to execute vengeance (vv. 17-19). That delegated power belongs to duly instituted government alone. Rulers and government officials are there to carry out the laws of the government. They are there to govern the people fairly. Their duty is not only to punish the wrongdoers but also to do good for the people. And when they are serving the people, they are serving God. In this sense, they are God’s servants, whether they realize it or not. Then, what does God wants us (ordinary Christian citizens) to do? First, we are to submit ourselves to governing authorities (v. 1). Second, we are to pay our taxes (v. 6). Third, we are to give honor and respect to all those to whom it is due (v. 7). Okay, so now what? Our State government may not always be what we would like it to be. But still we should recognize its institution as part of God’s plan and obey its laws. Those who work for it are God’s servants and we are to hold them in high respect, if not for anything else, at least for the sake of the positions they occupy. Prayer: Lord, help the elected government and all in positions of power and authority to govern wisely and for the common good of all. Amen. The Strongman of Singapore

F

ive years ago, Lee Kuan Yew reflected on how he would be remembered. “I’m not saying that everything I did was right, but everything I did was for an honorable purpose. I had to do some nasty things, locking fellows up without trial.” He added, “Close the coffin, then decide.” That day has come. On Monday, March 23, local time, the 91-year old founder of modern Singapore was pronounced dead. Singaporeans will now mourn their first prime minister, who led them from 1959 until his retirement in 1990, and remained a prominent voice on the city-state’s affairs and international politics for another two decades. He will be remembered as the father of his country, a political street fighter who cut his teeth in the struggle against colonialism. Some will recall an unapologetic taskmaster — a leader more respected than loved — whose pragmatism lifted a Southeast Asian backwater into a sleek metropolis and global business hub. Others will recall the politically incorrect pundit who became an outspoken champion of “Asian values” and a sharp critic of American-style democracy. Each is correct, and captures part of the man. But to these remembrances one more should be added: Lee was the most successful dictator of the 20th century. It’s a verdict that will please almost no one. For his admirers, he is a singular historic figure, not an autocratic strongman like those who eventually lorded over other former colonial outposts. He may not have been a Jeffersonian democrat, they say, but he was no dictator. On the other end of the spectrum, dissidents and democrats will take umbrage at the notion of an illiberal, authoritarian leader being remembered fondly at all. Still, Lee was one of the most universally celebrated statesmen of the last 50 years. American presidents, British prime ministers, apparatchiks from the ruling Chinese Communist Party (CCP), and European officials all lined up to heap praise on the leader of this authoritarian duchy. Leaving aside his political opponents, I am hardly the first person to use the “d-word.” The late New York Times columnist William Safire called Lee the “world’s most intelligent, and to some most likeable, despot.” In a now famous exchange at Davos in 1999, Safire sparred with Lee, criticizing his suppression of the political opposition and trampling of the press. In response to Safire’s charges, the then-senior minister replied, “Do I need to be a dictator when I can win, hands down?” He had a point. Asia may have its share of “tiger economies” and turnaround stories, but Singapore’s economic miracle is perhaps the most miraculous. In a small, speck of a country cast off from Malaysia in 1965, without natural resources or a common unifying culture, Lee accomplished more in a generation than anyone thought possible. In that year, Singapore’s per capita GDP stood at roughly $500. Today, it is more than $55,000, significantly greater than most nations (including its former British colonizer). When Lee retired from office in 1990, Singapore had some of the world’s busiest shipyards, cleanest streets, top schools, lowest taxes, best healthcare, and most efficient public services. The so-called “little red dot” had become one of the world’s most livable cities, a magnet for skilled foreign workers and the multinational corporations who hire them. But the miracle wasn’t without its price. Lee kept his political project on a tight leash, dampening free speech, muzzling his critics, and squashing political opposition before it could take root. The ruling People’s Action Party is rightly considered synonymous with the government because it has won every election since 1959. Singapore didn’t have a single opposition leader in office until 1981, and until 2011 there have never been more than four opposition members serving in the parliament at one time. On one hand, Lee’s political machine was unquestionably effective at delivering results for Singapore. In most years, it’d be hard for any political party anywhere to compete against PAP’s record of accomplishment. That said, when it came to ensuring their political future, Lee and his cohort were incredibly gifted at putting their finger on the scale. Lee’s preferred cudgel was the law itself. Singaporean authorities are notorious for bringing defamation suits to silence political opponents. In 2001, Lee and his successor, Prime Minister Goh Chok Tong, brought a defamation suit against opposition leader and democracy activist Chee Soon Juan, when Chee questioned the circumstances surrounding a $10 billion loan given to the Indonesian government. Chee has been arrested and jailed many times for delivering speeches or holding public demonstrations. When the target is an opposition figure, the goal is typically to bankrupt them, at which point they are prohibited by law from running for office. In 2014, Lee Hsien Loong, Lee’s son and the current prime minister, sued a blogger for defamation, even after he apologized for the offending post — the first time the government had brought a suit against an online critic. A slew of foreign news organizations — including the New York Times, Wall Street Journal, Bloomberg, and The Economist – have either been sued, or settled out of court for defaming Lee’s family. The margin for any measure of criticism in Singapore is remarkably thin. Public speeches are prohibited outside of election season, and words deemed too pointed during political campaigns can land someone in the docket. The PAP’s use of gerrymandering is far more sophisticated than anything anyone ever witnessed in the American South, and those constituencies that have supported candidates not running on the PAP ticket claim to have paid a price with postponed public works or infrastructure projects. Why did Lee succeed where so many other modern authoritarians failed? Most importantly, his accomplishments were real. Singaporeans saw their quality of life improve year after year. Political scientists marvel at the CCP’s “performance legitimacy,” but Lee’s Singapore was the gold standard. (Indeed, the CCP has been sending its officials to study the city-state’s methods for decades, importing whatever they think might work back home.) (Reuters) By the time of his death on Monday at age 91, Lee Kuan Yew had been out of the Western limelight long enough that some people may wonder why his passing deserves such notice. I'd offer these reasons: • A post-colonial leader who lasted. Fifty-five years ago, when a slew of former European colonies were gaining independence and other nations were taking modern form, the landscape was full of charismatic leaders. Kwame Nkrumah was president of Ghana. Jomo Kenyatta was in detention but would become the president of Kenya. Ben Bella led Algeria. Patrice Lumumba became (briefly) prime minister of Congo. Julius Nyerere was about to become prime minister of Tanganyika, which was about to become Tanzania. Nasser was president of Egypt and (briefly) of the United Arab Republic. Tunku Abdul Rahman was head of Malaya, which had not yet become Malaysia and at the time included Singapore. And on down a long line—including of course Mao Zedong, then a decade-plus into his control of China. Within a few years most of them were gone, because of coups, corruption, assassination attempts or successes, or other challenges. But not Lee Kuan Yew. In 1960 he had already been elected prime minister of Singapore, which a few years later would separate from Malaya/Malaysia to become an independent state. He stayed in that role until 1990. The few early leaders who lasted as long as Lee Kuan Yew, notably Fidel Castro in Cuba and Félix Houphouët-Boigny in Cote d'Ivoire, increasingly shielded themselves from real democratic accountability. Lee Kuan Yew's version of democracy for Singapore was a "guided" one, as I'll mention below. But I can't think of another figure from that era whose power and reputation were as durable. • A practitioner and a theorist. The Western world knows its statesmen, nation-builders, and political leaders. Churchill, de Gaulle, and Mitterand. FDR and—whichever Americans you'd choose after that. And not just the Western world: Gorbachev and Deng Xiaoping, Ho Chi Minh. Then as a separate category we have the big thinkers. George Kennan or Hans Morgenthau for an earlier generation of Americans. Henry Kissinger, for better or worse, in this niche now. Lee Kuan Yew is the rare person to come close to being recognized in both realms. (Richard Nixon aspired to this status, but that's for another day.) While in office, he cultivated leaders from around the world who turned to him for his big-picture strategic guidance. At the moment I can't think of any particular piercing insight he provided, which I don't mean in a out the endemic graft and corruption that led to the Indonesian strongman’s downfall. From the beginning, PAP positioned itself as a clean hands party — hence, the early choice to dress in white — and has stayed doggedly true to that purpose: Singapore consistently ranks as one of the most transparent, competitive, and easiest places to do business. Singapore’s top ministers earn six- or seven-figure salaries because Lee knew he had to pay for talent, and if you are running a centralized state with little political turnover, it’s all the more important to try to model your government on a meritocracy. Frankly, the Singaporean officials I’ve interviewed over the years — from the foreign ministry, home affairs ministry, and economic fields — could run circles around many of their U.S. counterparts. Nor was Lee’s Singapore clouded by ideology. There are no Potemkin Villages or grand acts of delusion as one sees so often in aging authoritarian states (as we are reminded by Vladimir Putin’s Russia and Nicolas Maduro’s Venezuela). If there was a guiding philosophy, it was a relentless pragmatism, an insistence on doing what worked and then moving on to the next pressing thing. It was, perhaps paradoxically, a strength born from the country’s vulnerability: Such a small state in such a volatile neighborhood

dismissive way. (Early and other he counseled Western leaders about the importance of coping with China, and also its possible menaces.) But time and again foreign leaders sought his judgment on big strategic questions, and outside scholars and journalists pored over his comments in interviews. Not many practicing politicians can present themselves simultaneously as geostrategists, and he managed to be taken that way. • A man equipped and ready to debate the Western world on its own terms. Lee Kuan Yew's original first name was Harry, and English was his native language. His renown in Singapore included the fact of his having earned a "double first" in law studies at Cambridge University and then having gone into legal practice in England. Through Lee Kuan Yew's era as leader of Singapore and in the decades since then, a remarkable trait of this tiny country's political culture has been its willingness, even eagerness, to take on outside critics and prove, prove, prove why it is completely right to do things exactly the way it chooses to. Anyone in the international press who has worked in Southeast Asia, including me, is likely to have run afoul of official Singapore's sensitivities at some point. When I was living in Malaysia in the late 1980s, I observed the beginning of a long-standing feud over press freedoms between William Safire, a former Nixon aide who was then an influential New York Times columnist, and Lee Kuan Yew's government. (You can see a later ripple of the feud here.) I never was vouchsafed the opportunity to interview Lee Kuan Yew directly, but I saw him speak at many events in Singapore, Malaysia, and Japan, and I received starchy notes from Singaporean officialdom when I wrote anything they thought incorrect in any detail. At the time, the thin-skinnedness of Lee's government seemed noteworthy. (In their prime, they might well have served me with a libel action for the preceding sentence. Or at least submitted a 5,000-word letter to the editor with a demand that it be run with not a single word changed or cut.) But from a distance, the yet more remarkable fact is a non-Western state assuming that it could and should engage the world's opinion machine on its own terms, in its own language, and in its own forms of debate. This really is something we have not seen from elsewhere than Singapore. Lee Kuan Yew's form of government had its clear strengths and limitations. When we would take trips to Singapore from our home further up the Malay peninsular in Kuala Lumpur, we would know that everything could be done more efficiently in Singapore, but that you would have to watch your step in various ways. It was and is the best possible version of an authoritarian guided democracy. Family ties have mattered a lot in Singapore: the current prime minister, Lee Hsien Loong, is Lee Kuan Yew's eldest son, and happened to become the youngest brigadier general in his country's history at age 31. But an America that is contemplating a possible Bush-Clinton run for the presidency can't act too shocked when meritocracy takes this form. Lee Kuan Yew certainly changed history, and from my perspective he changed it mainly for the better. Fuller assessments will follow from more-informed, but on the occasion of his death that is the note I choose to strike.

with so little margin for error couldn’t afford any doctrines besides a cool-eyed realism. Still, Lee probably lived long enough to witness the first small cracks in the political system he built. In 2011, the opposition won six seats in the 87-seat parliament. It was the slightest of openings, but it was three times the number of seats they had held before. And while the party captured 60 percent of the popular vote, its popularity is on the decline; it was 67 in 2006, down from 75 percent in 2001. Part of the trouble is that young Singaporeans no longer feel as indebted to the ruling party. Those born after 1965 don’t have a full appreciation of the miracle that Lee worked. They were born into a Singapore that punches far above its weight, and they can’t imagine it any other way. They are, instead, concerned about rising prices, housing costs, and immigration — indeed, many of the same things as voters anywhere else. The only difference is that they are only now growing accustomed to the idea that they could vote for someone else. In 1988, two years before he retired as prime minister, Lee said, “Even from my sick bed, even if you are going to lower me into the grave and I feel something is wrong, I’ll get up.” Of course, that’s not how it works. Singaporeans must arrive at their own verdict, and move on.

ith a population of more than 125 Crore, the contemporary India yearns for another opportunity to become a global leader. Looking at our credentials of democracy, diversity and tolerance, many look upon us as the future of the world. But ruralurban divide and non-inclusive lop sided development remain a matter of concern.While Silicon Valley in USA thrives upon the innovative minds of Indians, back home the country has no credible research and development (R & D) and innovations to boast about. Similarly, Indians constitute 5 % of doctor workforce in USA (and 20 % of its International Medical Graduates). Indian health workers are also the pillars of medical services in Middle East. In contrast, in India we continue to struggle with health challenges. With a massive population load and gross national income per capita of $3,900, India spends just 4.1 % of its national budget on health. It has one doctor for 1700 citizens (W.H.O. says the optimal number should be 1:1000). Cuba has 6.7 and America 1.5 doctors for their 1000 population. With its gross national income per capita of $54,000, USA spends about 18 % of its budget on health. However, this is not to say that everything is in perfect shape in USA. In fact, many experts feel that American health system is ‘broken’ due to its inability to provide health careto millions of uninsured people. With this background, let us study the basic health care delivery models that are prevalent in the world. The most prevalent service model is ‘Out of Pocket. In India, we may not have any problem in understanding this concept: You are responsible for

Well, many will say, the government does provide free universal health care to all its citizens. That is true. India claims (unlike USA, as we shall see below) that anyone can visit a government healthcare facility and avail treatment literally free of cost. However, in actuality, the government health facilities are dilapidated, overcrowded and dysfunctional thanks to poor work ethics, chronic absenteeism and corruption, thereby limiting the access for a large chunk of population. Contrast this with Britain’s National Health System (called Beveridge Model). Here, the government provides you the health care through its government doctors, clinics and hospitals. The private medical sector is negligible. Everyone is eligible to choose a General Practitioner (G.P.) who is your primary doctor and avail medical care free of cost (the care is free at the point of use). The government will pay your bills. In communist Cuba, hailed by many as the successful model for a developing world, the same system is seen in extreme form: the whole health care system – be it clinic or a pharmacy- is owned by the government. Vikas datta | Ians nly a few historical figures retain their renown in the relentless march of time, with one yardstick being widespread, continuing depictions across various cultures. Two of these are prominent figures from the ancient Graeco-Roman world, but their legacy is enduring - one's name is still used for a victorious champion (especially in the Indian subcontinent) and the other's for a monarch in his own land as well as wide swathes of Europe and Asia down to the modern age, still names a month and is forever linked with today's date (or the Ides of March). Their historic achievements apart, both Alexander the Great (356-323 BC) and Gaius Julius Caesar (100-44 BC) also had a major cultural impact - right from their own eras down to the present - in literature and later in film, TV, comics, radio and even video games. But while the Macedonian monarch-turned-world conqueror has become more of a legend - figuring in folklore, scriptures of three religions (Judaism), Christianity (some denominations) and Islam (though opinion is divided if he is the Quranic Dhul-Qarnayn), epics like "The Alexander Romance" (by an unknown author), Ferdowsi's "Shahnameh" and then starring in "Iskandernameh", the Roman general and statesman remains mostly grounded in fact. This could be due to the survival of much of Caesar's own writings and accounts of his contemporaries as well as the more lasting nature of his accomplishments. The most-known works featuring Caesar are William Shakespeare's eponymous play of 1599 (though he appears only in three scenes but gives us some memorable lines), and the Asterix the Gaul comic series, where he is the principal - but honourable and longsuffering - antagonist. This depiction draws quite on his real persona - including inclination for decisive action, legendary temper, eloquent speech and habit of referring to himself (in his works) in the third person. Another comic appearance was in MAD's "MAD Clobbers the Classics" section (as Julius Seesaw along with Mock Agony, Brutish, Cautious and others). But Caesar has a wider appearance in other significant literature of the Western world - in his lifetime, he figured in the popular poems of Catullus, and in the next century (the first century after Christ), in Virgil's epic "Aeneid" and Lucan's poem "Pharsalia". In the medieval era, he figures in Dante's "The Divine Comedy" where Canto IX shows him in a section of Limbo meant for virtuous non-Christians, along with some other Greeks and Romans (though assassins, Brutus and Cassius and lover, Cleopatra, are among souls of the wicked in the lower regions of hell) while his civil war and assassination figure in Chaucer's "The Canterbury Tales" (the "Monk's

The government provides every citizen a health insurance (National Health Insurance model). The patient can choose to go to a private clinic or a government doctor or facility. Germany has a slightly different system. The government mandates a health insurance for everyone, and that is provided by the employer. The employee also contributes a part of that. But the whole system is created not to make profit and must cover everyone, even if unemployed. The above models are typical examples of what we call Socialized Medicine, where government pitches in to provide subsidies through taxation. In other words, these are public-funded health care programs. When it comes to USA, the concept of universal health care becomes fuzzy. According to Institute of Medicine, USA is an exception among the developed countries that does not provide a universal health care.Here the government hardly runs any health care centers (except a few county hospitals administered by county governments. One

famous example is Cook County hospital in Chicago). For majority of people, health care benefits come through their jobs. In other words, your employer will buy you a private health insurance. You also pay a portion of that premium per month, though. The companies that issue health insurance are called Health Maintenance Organizations (H.M.Os) and they are for profit.But if you become unemployed or operate your own business, you have to buy your own private health insurance. However, for army men, the government provides healthcare through government –owned and operated facilities (Department of Veteran Affairs). For senior citizens (more than 65 years of age), the government runs Medicare insurance scheme and thus bears the costs of their medical bills (Canadian system). Thus it is obvious that India has a mixed system where the government pledges to provide health care, but is unable to meet the demands. The private health sector is robust but the poor and the needy may not be able to use the services for want of money. How do we strengthen the health care system in India, then? We need to increase access to affordable and quality health care for everyone. India needs to increase its budget share on health, particularly preventive and primary health care. In addition, we must produce more doctors and para-medical forces. Instead of running the health facilities itself, the government will do well to broaden health insurance to its citizens and put good regulations in place so that through private sector, it can provide much needed health care to its citizens. Dialogue. It is a necessary process to arrive at solutions, identify shortcomings, negotiate and brainstorm ideas. For Nagas, talking about issues and expressing opinions, is often at the heart of every social gathering and meeting, sometimes going much beyond to the extent of even gossip and rumours. Our close knit community life in which everyone seems to know everyone could be one reason why we particularly enjoy interacting with one another so much, besides the fact that man is no doubt a social animal. There are also cultural implications to it as Nagas come from a very strong historical oral culture in which orality was once the dominant mode of keeping our tradition alive.

We Need Dialogue

It is needed to adopt the right mindset and approach for a progressive society, after which directed action can spring forth. Creating a space for dialogue suggests thatthere is room for ideas, differing views and opinions, and that sometimes there is no single solution to solving a problem, but requires many ideas to work together. After the March 5th lynching episode in Dimapur, Nagaland, I heard a lot of people complaining about the sudden barrage of articles and write ups that were being published, many of which attempted to analyse and assess the entire incident. Views and opinions, much to the chagrin of some, werebeing expressed both on print and in news media. I believe we learned a lesson from it all that we must be careful and wise about the propaganda we create, and also of which we are fed and eventually led to believe. It showed tous that we may not always be in control of the unpredicted directions in which dialogue and propaganda can go, and therefore increased the urgent need for a public that knows the importance of deciphering, negotiating, handling and understanding divergent views and opinions. While we may not always agree with each other’s opinions, it would be shallow to disregard what others have to say. We must be open to criticism, to feedback and suggestions in order to create a right thinking society. On 14th March 2015, a panel discussion consisting of individuals from different sectorssuch as entertainment, administration, media and entrepreneurship came together at Tetso Collegeto discuss on the topic “Opportunities and Issues in Nagaland”. The panelists wereAochubaYaden, Director, Nagaland Post, AkuonuoKhezie, Managing Director of Northeast Institute of Arts and Performing Arts, Samuel Changkija- IPS, and TomtsaVinito, Programme Manager of YouthNet, and the session was moderated by ShonreichonSareo, a Senior Analyst from Deloitte. One of the reasons why the panel discussion stood out wasits ability to deliberate ona broad range of issues plaguing Nagaland by the accomplished younger generationwho are trying to make a difference in their own respective fields. The discussion was a revelation into the issues and challenges that hinder us today, while alsolooking at some of the brighter aspects of our Naga people. With students from approximately 15 colleges present at the panel discussion, the panelists gave insight, advice and answered the student queries. It began with a look at the challenges of the growth of entrepreneurship in Nagaland. According to TomtsaVinito, Programme Manager of YouthNet, one of the greatest challenges was the mindset of the local people. He stated that Nagas just do not want to work hard and instead want easy money. Re-affirming this view was AochubaYaden, Director of Nagaland Postwho cited one of Nagaland’s problems to be the huge reliance on Government jobs through competitive exams such as UPSC and NPSC, which fail to promotework professionalism, and supplemented this with the classic example of the number of proxy teachers that exist in the Government schools in Nagaland. With a fixed salary and absence of a reliable evaluation system, government jobs encourage laxity. To change this, Samuel Changkija stressed on the need to have emphatic government officials with a clear conscience towards actually developing the society. He confessed that practically speaking, because of the prevalent challenges in the system it actually becomes difficult for visionaries to survive in the government sector. Further, TomtsaVinito believed that the inability in the Government sector to promote hardwork also lay in the lack of provisions of incentives for quality of work and a system in which people get paid without showing any credible output for it. There are however, many ways in which the Government can help the State progress. Panelist TomtsaVinito, believed that one way of doing this was to help establish private-public partnerships that can benefit both the sectors. Samuel Changkija believed that the Government should just act as a facilitator, whileAkuonuoKhezie was of the view that the Government should be a supporter, but not actually interfere in the running of private businesses as interference in the functioning of private industries often led to a subsidization in the market value of the products, which in turn negatively affects the private sector. The discussion was an apparent indication of the current friction that existed between both the private and public, as they attempt to negotiate with the rising demands of the general public all the while working within diametrically opposing functioning systems. On the brighter side, there were also many positive qualities that the panelists attributed to the Nagas. Samuel Changkija believed that Nagaland has a vast talent pool of Nagas in various fields. AkuonuoKhezie highlighted that Nagas are hardworking, honest and hospitable with a strong value system, as a result of which they tend to stand out in the hospitality sector. In addition, Nagas possess a unique culture that set them apart from the rest. AochubaYaden stated that Nagas, especially those working in the corporate sector were doing extremely well across India and abroad, adding that Nagas have a flair for the creative arts. A very poignant message was sent across to the students after a question was raised during the question and hour round: “My parents always tell me to study, study, study. But isn’t there something more that students can do besides just studying? What roles can we play in our education process?” To this, the panelists emphatically agreed with parents that if anyone wants to become successful the only way out of it was to actually study, study, study. Hardwork is key towards accomplishing any amount of success. Besides this, Samuel Changkija added that it was also about using time wisely, by which he stressed on the importance of studying smartly and knowing how to manage time well even while not studying. To supplement the wisdom of using time wisely, students were encouraged to participate in co-curricular activities, generate and approach their institutions with ideas and work together to initiate competitive events, formulate platforms where they can learn beyond the classroom too. Discussion veered further towards the education scenario, in which it was agreed that students and parents also need to move beyond the shackles of a single field of study and explore the possibility of moving across disciplines in the Commerce, Science, Arts, Vocational streams etc., in order to find out what one is truly passionate about. If there is anything more we can take from the panel discussion, as I saw the muted and rapt attention of the students who were glued to their seats during the entire session, it is that in a place like Nagaland, where there are as many challenges as well as opportunities, we still need more dialogue to help guide and produce right thinking citizens.

IT Act cannot gag freedom of speech: SC

New Delhi, March 24 (iaNS): The Supreme Court on Tuesday quashed the much-denounced Section 66A of the Information Technology Act of 2008 after finding it violative of the freedom of speech guaranteed by the Constitution, triggering a frenzy of laudatory posts in the social media within minutes of the far-reaching judgment. The apex court also read down, or found meaningless, Section 79(3)b of the act, which seeks to assign liabilities on "intermediaries" like Twitter and Facebook, for failing to remove expeditiously, while preserving the evidence of, what is considered objectionable material by the government and its agencies. Even the Congress party, under the regime of which Section 66A was added and the Bharatiya Janata Party, which heads the present coalition government that had defended this section during the court proceedings, welcomed the verdict, unmindful of their stated positions. The verdict, which was awaited eagerly, especially by avid users of social media, was also an opportunity for them to recollect some past cases where people were actually taken into custody using this section -- which had evoked strong condemnation for giving credence to what

they considered was misuse and abuse of law. "Section 66A of the IT Act is struck down in its entirety," said the apex court bench of Justice J. Chelameswar and Justice Rohinton Fali Nariman, adding that there was no nexus between public order and discussion -- or of dissemination of information causing any annoyance. "Curbs under Section 66A of the IT Act infringes

on public right to know," the court said. "Our Constitution provides for liberty of thought, expression and belief. In a democracy, these values have to be provided within the constitutional scheme. This law is vague in its entirety." Freedom of speech and expression is guaranteed under Article 19(1)a of the Constitution. The people's ire was mainly because Section 66A sought imprisonment

for up to three years for a person who posts information on the Web world that is found to be "grossly offensive" or has a "menacing character". It also applied where an information, known to be false, is posted for causing "annoyance, danger, obstruction or insult". The court found no basis for arguments put forth by the government, in favour of 66A, that there was no check and balance in

the internet world, unlike the "institutional framework like pre-censorship that exists in print media, television and films". Those at the receiving end heaved a sigh of relief, like Shajan Skariah of Kottayam, editor of an online portal against whom 22 cases were registered, or Ravi Srinivasan of Puducherry who was arrested in 2012 based on a complaint by Karti Chidambaram, son of P. Chid-

ambaram, former finance minister in the Congress government. "Technically I am a free man now. I am very happy," said Srinivasan who is also an Aam Aadmi Party leader. Similarly, a professor of Jadavpur University, Ambikesh Mahapatra, was arrested under this section in 2012 for e-mails mocking West Bengal Chief Minister Mamata Banerjee. "This will remove the fear psychosis that has been developing among a large section of internet users that they may get arrested for even innocuous of acts," Mahapatra told IANS. The apex court, in fact, was moved in 2012 by petitioner Shreya Singhal, an astrophysicist who comes from a family of lawyers, after the arrest of two young women Shaheen Dhada and Renu Srinivasan for posting comments critical of the Mumbai shutdown after the death of Shiv Sena leader Bal Thackeray. The National Human Rights Commission had also found the duo's detention violative of the freedom of expression. It termed the detention of the two women illegal and had even asked the state to pay them a compensation of Rs.50,000 each. "I'm ecstatic. It was grossly offensive to our rights, our freedom of speech and expression and today the Supreme Court

has upheld that," Singhal said. "Nobody should have any fear of putting up something because of the fear going to prison." The hearings also saw non-profit organisations like Common Cause and the People's Union for Civil Liberty besides individuals such as self-exiled Bangladeshi writer Taslima Nasreen joining the challenge. An earlier bench of Justice J. Chelameswar and Justice S.A. Bobde couldn't deliver a decision. The social media found the Congress party's reaction curious, since the entire law was drafted when it was in power. "Section 66A gave too much power in the hands of law enforcement agencies. It's a welcome decision," party spokesperson Manish Tewari said. The reaction from the government was no different. "We welcome the decision. The government is committed to free speech. India is a democratic country. Free flow of ideas should be respected. We don't seek to curtail any right," IT Minister Ravi Shankar Prasad said. A former spokesperson for the Bharatiya Janata Party and a lawyer himself, Prasad said it was, nevertheless, important for selfregulation in expressing thoughts in social media, even as the stakeholders claimed victory for the 302 million internet users in India.

In fact, a statement from Prasad's ministry said: "When the UPA Govt came out with the draconian provisions under 66A, BJP in opposition firmly opposed it and said '66A is unacceptable in current form’." But the government clearly, did not want to remove the section in the counter-affidavit it had filed with the court. The ministry statement said the affidavit wanted to point out the "necessity and desirability of the provisions" while assuring that the government did not wish to curtail the use of cyber space by social media or otherwise. Other political parties, notably those in the Left Front and the Aam Aadmi Party also said the verdict was welcome while stakeholders other than individuals -- who were particularly concerned over Section 79(3)b -- felt relieved. "The landmark judgment strengthens the safe harbour provisions for intermediaries Section 79 of the Information Technology Act," said Subho Ray, president of the Internet and Mobile Association of India that counts Google, Facebook and Twitter among its 135 members. "It is specially helpful to smaller companies who will now not be harassed by the frivolous and malintentioned notices of the take down."

Rejecting a resolution regarding revocation of DAA brought by National Conference member Bashir Ahmed Veeri in the Legislative Council today, its chairman Amrit Malhotra said that the government has informed that Jammu and Kashmir Disturbed Areas Act 1997 was valid for only one year and has lapsed on October 7, 1998. "At present the DAA is not in force in the state," Additional Secretary to J&K Legislative Council said in reply to the resolution brought by the member to hold discussion over it in the House. "Therefore the resolution submitted by you (Veeri) for the revocation of DAA has been disallowed," the official said in the communication to the member. Veeri who raised the issue in the House and batted strongly for a debate stood up from the seat and walked into Well to protest the decision of the Chairman.

Chief Minister Mufti Mohammad Sayeed had yesterday said that the government will undertake denotification of areas of DAA in a gradual way in bid to remove Armed Forces Special Powers Act (AFSPA). "Some areas will be denotified from Disturbed Areas Act. By gradual process--I cannot do it in one go--but I will do it," Mufti had told Legislative Council yesterday. Mufti maintained that Army, which is apprehensive over this move, will be taken on-board over the decision. "I will do it with their (Army's) consultation and after taking them on board", Mufti had said. The Chief Minister had

said "I want to say this that they (Army) have apprehensions (over revocation of AFSPA)-- I will not suddenly jump (to remove it. We will see how can we find out a way." New Delhi, March 24 (iaNS): India and China concluded their 18th round of border talks with both sides agreeing to take necessary steps to maintain peace and tranquility on the frontier as a pre-requisite for continued growth of bilateral relations, a statement said on Tuesday. National Security Advisor Ajit Doval, the special representative on the boundary talks, and his Chinese counterpart, State Councillor Yang Jiechi, held talks here on Monday to resolve issues regarding the over 4,000 km boundary. Jiechi, who arrived here on Sunday night, met Prime Minister Narendra Modi on Tuesday morning. A statement from the ministry of external affairs said that both officials and their teams held talks that were "marked by cordiality and candour and were held in a constructive and forward looking atmosphere". The talks are the first such after the Narendra Modi government assumed office last year. Both the special representatives "undertook a comprehensive review of earlier rounds of the talks" and "expressed satisfaction on the progress made in the negotiations and emphasised commitment to the three-step process to seek a fair, reasonable and mutually acceptable resolution of the border question at an early date", the statement said. "The special representatives continued the discussions to reach a mutually acceptable framework

for resolution of the boundary question on the basis of the agreement on the political parameters and guiding principles," it said. That was a big jolt to the nation still recovering from the worst calamity of its kind in Uttarakhand in June 2013 when thousands perished in flooding and landslides induced by heavy rains and, in September 2014, from the flash floods in Srinagar, the deadliest to hit the valley in 60 years. The list of extreme weather events that crippled life in India in recent times gets longer when one includes the July 26, 2005, downpour -- the heaviest in recorded history -- that

flooded the entire city of Mumbai and the August 6, 2010, cloudburst in Leh that dumped 14 inches of rain in two hours. It was not just the extreme rain events that have surprised weathermen. The longest heat wave that swept northern India in June 2014 drove Delhi's temperature to 47.6 degrees Celsius, the hottest in 62 years. According to Global Climate Risk Index, published by Germanwatch, India is one of the three countries (besides the Philippines and Cambodia) affected by the most extreme weather events in 2013. The Intergovernmental Panel on Climate Change (IPCC) has predicted that "rainfall patterns in peninsular India will become more and more erratic, with a possible decrease in

overall rainfall, but an increase in extreme weather events". Indian climatologists agree. "There has been a 50 percent increase in extreme rainfall events during the past 50 years in India," Jayaraman Srinivasan, chairman of the Divecha Centre for Climate Change in Bengaluru, wrote in the journal Current Science after the Uttarakhand disaster. "During the past few months there have been a few unusual weather events but there is no clear indication that these are related to global warming," Srinivasan told IANS. "I would argue that earth's weather and climate are governed by non-linear processes, and hence one should expect unusual weather events

now and then." He, however, added that "extreme rainfall events will increase as global warming proceeds unabated, and hence it is absolutely essential for us to be prepared to tackle more extreme rainfall events in the future". Bhupendra Nath Goswami, former director of the Indian Institute of Tropical Meteorology (IITM) in Pune, says his studies have shown that the occurrence of "extreme rainfall events" had been increasing over the country in the last fivesix decades. "We can say with a high degree of confidence that this increasing trend is due to global warming," Goswami told IANS. Global warming, Goswami said, "increases the moisture holding capacity of the atmosphere and

makes it more convectively unstable, facilitating a stronger rain event. "Because the atmosphere has become more unstable over the whole country, one or more such events can occur anywhere at a given time." Goswami said that all climate models predict an increasing trend of these extreme events into the future. Therefore, "there is strong reason to prepare ourselves to face the potential disasters associated with increasing frequency and intensity of these events". "This erratic behaviour is a regional manifestation of climate change," says R. Krishnan, a senior scientist at IITM, who has made a detailed analysis of longterm climate data sets. "Our findings show

that the pronounced surface warming of the Tibetan Plateau has altered the spatial distribution of atmospheric temperature, strengthened the sub-tropical westerly winds over the region and created favourable conditions for increased variability of the Western Disturbances activity," Krishnan told IANS. Western disturbance is a low pressure system that originates over the Mediterranean sea and moves eastwards, bringing winter rain and snow to the northwestern parts of the Indian subcontinent. Some British scientists suggest a possible link between the extreme events in mid-latitudes and rapid loss of the ice cap that covers the Arctic Ocean. How will the extreme rainfall events impact Indian agriculture?

According to Minister of State for Agriculture Sanjeev Balyan, an analysis by the Indian Council of Agricultural Research has revealed that nearly 81.3 million hectares of area spread over 122 districts in 11 states may suffer from extreme weather events. He recently told parliament a study predicted an 18 percent reduction in crop yields for maize and six percent for wheat and rice by 2020. The impact on agriculture in the Ganges river basin -- the largest food producing region in India -- may be particularly pronounced according to a report in the journal Climatic Change by scientists of the Indian Institute of Technology in Kharagpur. On the basis of Regional Climate Model simulations they predict that the Gan-

getic basin may face an increasing incidence of "precipitation extremes" during summer months in future. Crop productivity of wheat is expected to reduce, they report. Another Global Climate Model simulation study by researchers at the CSIRFourth Paradigm Institute in Bengaluru shows "intensification of extreme rainfall over most parts of India by the end of the century". According to their report in Current Science, the increase in temperature, coupled with a decline in rainfall in the west coast, will have drastic consequences on the production of crops. "Over other regions, increases in heavy precipitation can increase surface run-off and lead to intense floods and landslides."

Iskandar Ehet, Turgun Tohtunyaz and Hasayn Muhammad were put to death after China’s Supreme Court upheld their convictions for the crimes of murder and organizing and leading a terrorist organization, the Kunming City Intermediate People’s Court said in a notice. Five knife-wielding assailants hacked 31 people to death and injured 141 on March 1, 2014, an act of violence that shook the country as tensions between the Uighur Muslim minority and the majority Han ethnic group spread beyond the Uighurs’ homeland of Xinjiang. Four of the assailants were shot dead at the scene and the fifth, a pregnant woman, Patigul Tohti, was captured alive and later sentenced to life in prison on the charges of joining a terror group and murder. The African writers are Mia Couto of Mozambique, Marlene van Niekerk of South Africa, Ibrahim al-Koni of Libya and Alain Mabanckou of the Republic of Congo. The Man Booker International Prize recognizes achievement in fiction, considering a body of a work over a writer’s career. The winner will join the ranks of authors such as American novelist Philip Roth, Canadian writer Alice Munro and the late Chinua Achebe, the Nigerian author sometimes referred to as the father of African fiction. “We have ranged across the world and entered the vision of writers who offer an extraordinary variety of experiences,” said Warner. Italy’s top court to rule on Knox conviction in Kercher murder

ROMe, MARCH 24 (ReuTeRs): Italy’s highest court will decide on Wednesday whether to uphold former U.S. exchange student Amanda Knox’s conviction for the 2007 murder of Briton Meredith Kercher, potentially sparking an extradition battle with the United States. Knox, 27, and her former boyfriend, Italian Raffaele Sollecito, were convicted for the second time last year in the killing of 21 year-old student Kercher, who was found stabbed to death in a house the women shared in Perugia, central Italy. Now the Court of Cassation must choose whether to confirm the conviction or order a retrial in a case for which Knox and Sollecito, who have both maintained their innocence throughout, have already served four years in jail. The high-profile case has inspired books and at least two films, and Kercher’s family said Meredith, the real victim, risked be-

ing forgotten. Originally portrayed as a fast-living partygoer and initially convicted of murdering Kercher when a sex game went wrong, Knox came to be seen in much of her home country as a victim of a botched investigation and an unwieldy justice system. The judges who passed the second guilty verdict, handing Knox a 28-1/2year jail sentence and Sollecito 25 years, said the murder was the result of a domestic argument. The Cassation Court is making a technical judgment on the validity of the last conviction, which the defense says is flawed. If the conviction is scrapped, the case will almost certainly go back to an appeals court for the third time. If the conviction is confirmed, Sollecito, whose passport has been confiscated, could face a return to jail in his home country, and Italy may ask the United States to extradite Knox from her hometown of Se-

Dirty, Dusty, Bumpy, Smelly…: A case for Planning, Implementation & Management

C

hanced upon this guy who came to our university for a workshop, I was intrigued to know as to why he had to leave Dimapur after teaching in a college for just three months. His quipped, “…you know, it’s dusty, dirty, bumpy, smelly and…’ still rings in my head and it got me thinking. With the exception of very few, the comment can be made of every settlementsin India. However, this should not console us but should cause us to act, as we are not sheep lined up to follow suit and fall off a cliff. Underlying the fact is afailure of District Administrations, Town Councils, Municipal Councils, and the state Government to engage in efficient town planning, for instance municipal solid waste management plan, and effective implementation. Citing several excuses, the authorities at the top to the bottom should not abdicate their duties to keep our towns clean and healthy. More so, given our resource constraint it will be wise to start now and take up comprehensive town planning for provision of urban infrastructures. Experiences abound that if onestarts planning late, problems arise with regard to demolishing of existing structures; more difficulty in acquiring land coupled with higher compensation value; and most importantly, heavy loss to the economy (briefed below)cannot be avoided. Besides, lack of planning leads to sprawl,which besides eating up green cover unnecessarily raise difficulty and cost of providing urban infrastructure. It is not hard to observe that this fact is already entering into the government’s headache suggesting that we are in fact late on embarking planning for development. Thanks to the pathetic and inadequate Public Transport System (PTS) in Nagaland coupled with peoples’ aspirations, we’re witnessing a rapid mushrooming of private cars on our roads.Kohima boasts of more cars per person than any other city of India. What is abysmal of this trend is that Second-hand carsthatare worth discarding – at least on pollution considerations are increasingly filling our roads and this is gradually converting our roads into dumpsites. This has serious adverse environmental and public health implications both in the short and long runs. Besides,it is such a sight to behold luxury cars zooming pass in an unpaved road, leaving behind dust suspension, and thus polluting the air. The fact that the most populated city of Nagaland-Dimapur, lack PTS and proper city planningbegets the question as to whether this fact at least partially explains the congestion and consequently air pollution in the city. The same can be said of Kohima, which has PTS – thanks to JNURM, but lacks city planning, and the other districts will share the same dismal destiny given the current policy inertia. Like many cities, the cases of ailments related to air pollution will be increasing in at least Kohima and Dimapur. Given the strong positive correlation between urban infrastructures on the one hand and denizens’ well-being and economic growth on the other, planning in this area is imperative and policy response is the need of the hour. Given the topography of our cities, as a policy action to the noticeably increasing number of private cars on the roads of the two cities, whether as suggested by urban economists (Montek and Mathur), “provision of bus services of a quality that would be acceptable to those currently using private transport and also provision of pedestrian and bicycle friendly infrastructure” should be ascertained and implemented.A privately owned and managed bus system can be encouraged subjected to regulationin order to safeguard Commoner’s interests, while assuring fares structure and ambience that ensures reasonable profits.This coupled with provision of roads infrastructure can reduce operational inefficiencies and inadequacies of PTS. Like the Central government, the state Government has to show urgency and political will to provide the badly required road infrastructure. For immediate measure to ease congestion in the two cities, schools and office timings can be altered to differential timings(e.g., making some

schools and offices start later/earlier while keeping the timings of the rest unaltered) so as to ease congestion during peak traffic hours and to increase traffic during off-peak hours. The domestic sewage generated is typically thrown into rivers or flows through open drains or storm water drains, and then to the rivers or lakes, polluting them and also polluting ground water. This water pollution adds to the woes of water shortage, as the few smalllakes and streams become unfit for human use. The sorry state of solid waste management in the districts is likewise grave.Most waste is simply dumped into rivers and open places. While those dumped in the local waste collection bins are collected sporadically and transported in open trucks to open dumpsites. Thanks to the rag pickers who compromise their health and work on open garbage dumps to remove recyclable material, which they sell to make a living and in the process help us in partial clean up. Beside the rag pickers, almost no agents exist to take care of the garbage. Dumped garbage is sometimes set on fire to reduce its volume, which not only produces CO2 but also generates noxious fumes and co-pollutants.What remains at the end of this process is just left open or dumped unscientifically, often in landhills and sometimes in landfills. Because of the lack of treatment of the landfill and open dumpsites, leachates (soluble chemical and materials) seep into the ground water and polluteit. Lack of street sweeping implies that plastic litter left on the streets ends up clogging the already inadequate drainage system, leading to frequent in-flooding.While appreciating for the urgency of solid waste management in all the districts, sustainability considerations should not be neglected. Towards this, those concerned can look to essential requirements of scientific management of Municipal Solid Waste (MSW), which have been spelt out in the Municipal Solid Waste (Management and Handling) Rules promulgated by the Ministry of Environment and Forests in 2000. With the rest of Indian cities, the population of these two cities and other districts is swelling, and with it the municipal solid wage and traffic problems will inevitably swell, and hence it is pertinent to mitigate these two problems at the earliest.The present state of inertia on the part of government will do us no good (…against this backdrop it is disheartening to see our legislators planning meticulously to further self-interest while abdicating from social and economic planning…). Success or failure towards addressing the aforementioned problems will have serious long-term positive or negative implications. Inadequate environmental sanitation is a major cause of diseases and is a drain on the economy by way of lost workdays, cost of treatment and cleanup activities. Municipal authorities, District planners and policymakers need to act urgently considering the gravity of the issues at stake.It is worth to note that the public sometimes carry out cleanliness drives, but there has to be formal mechanisms to manage waste as such initiatives are sporadic in nature. On similar note,SarathGuttikunda emphasized that, “there is little that one can do as an individual… Only when the government takes the lead…by mandating policies in the context of wider social and economic development, will we have real change… ”The authorities can bank on our inherentcommunity/social work culture and provide necessary logistics, resources or leadership towards this end. Besides, for the sake of environmental justice,the government should act because the poorwith relatively less means to adapt will be at the receiving end of the indulgences of the rich. Not ‘garden in a city’ but ‘city in a garden’is the planning theme of Singapore. Our cities and towns are naturally sited in a garden, let’s beautify our beautiful land, and not disfigure our land. Nagaland Police- A layman’s Perspective

T

he recent lynching in Dimapur reflects the deteriorating law and order situation in Nagaland. It has brought our state into the glare of both the national and international arena projecting Nagaland as ‘No-go’land indicating that the social fabric of the state is under strain. Violence and provocative speeches are not going to be a solution and no third party can do anything. The recent events leading to the lynching should be viewed with a practical mind-set and for restoring law and order much depends on our police/security forces. Much has been written and debated about the mob-violence in Dimapur. Taking into account of the above, I would like to share my observations and views regarding the police in our state. A fund for ‘Modernization of State Police Forces’(MPF) scheme was started by the central government in 2000-01 termed as the remedy that will bring down crime in the country. One of the objectives was to help police forces in meeting the emerging challenges to internal security in the form of terrorism, naxalism etc. The scheme aims to modernize police forces in terms of: Mobility (including purchase of bullet proof and mine proof vehicles), Weaponry, Communication Systems, Training, Forensic Science Laboratory/ Finger Printing Bureau, Equipments, Buildings. Under this scheme, States have been clubbed into different categories and Centre-State cost sharing is category specific. Since 2005-06, States have been categorized as category ‘A’ and ‘B’ with 100% and 75% Central funding respectively. All the North Eastern States, namely Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Tripura and Sikkim have been placed in category ‘A’ and thus, are entitled to receive 100% Central assistance for implementation of their annual approved plans. It is worth mentioning that Nagaland has been extremely ‘efficient’ in spending funds made available by the MHA for Police modernization. It is also said that in terms of weapons and facilities available, the “Nagaland Police is second to none.” Clearly, neither the relative Police strength nor the prevailing ‘modernisation’ in terms of weaponry and equipment, as well as facilities for the Police, has led to any augmented capacity to secure control. Over the years, the Nagaland Police has paid scant regard to accepted principles of maximising competence of its personnel. With a staff strength of 22,994 (as of March 2009), the Police Department is the biggest Government Department in the state. Effectively, in this state of 19,88,636 people, one in every 95 persons is employed in the Police Department. It is not a matter of great surprise that the Police Department spent the most in paying salaries to its personnel. It would not be unreasonable to expect the Nagaland Police to impose some measure of order in this dismal scenario. Despite the enormous force available, the Police Department has very often failed to deploy its manpower rationally, either in terms of the security requirements or the distribution of population across various districts and Police jurisdictions. The reasons lie in political interference and a succession of policy failures. That the Police in Nagaland have best served the security concerns only of the powers that be in the state is further evident by the fact that Police personnel have been deployed much in excess of the requirement on VVIP/ VIP duties. The Department must review from time to time the threat perception of various VVIPs/VIPs at periodical intervals to ascertain the need to deploy security guards. Providing security to the ever grow-

ing number of VVIPs in the state has led to critical neglect of intelligence gathering, crime prevention, investigation and conviction. A lack of will both within the political and the Police leadership is in clear evidence, and there is little to justify the colossal amounts that have been wasted on the unaccountable Police Department in Nagaland. Even the Special (Intelligence) Branch (SIB) of the Nagaland Police, which should have been at the forefront to provide critical inputs for action against any threats, violence, riots, anti-social activities, etc still remains a wing with little achievement to its credit. The advancements they have made in the procurement of arms, vehicles and the forensic laboratory in Dimapur equipped with dealing in cases pertaining to Finger Prints, Photography, Narcotics, Questioned Documents and carrying out Polygraph Tests is worth mentioning. But are these facilities being utilized? Are there trained personnel for using these sophisticated machines? The poor Police Telecommunication Networks, Shortages of various communication equipments, dismal functioning regarding usage of automatic finger print identification systems and Forensic Science Laboratory needs to be stressed in today’s scenario. For the most part, police work as we know it has remained relatively unchanged over the passage of time; responding to calls for service, investigating crime, and dealing with victims and offenders has been constant. What has changed dramatically over the years, however, is the role Forensic science plays in the investigation of serious crimes be it the long-established use of fingerprint analysis, the examination of tool or bullet markings, chemical analyses, drug related crimes, sex crimes, etc. There is an element of public and media interest in forensic science, especially about the relevance and application of forensic science in detecting and solving sophisticated crimes. This interest is represented in the popularity of such fictional characters as Sherlock Holmes, Dick Tracy, and Perry Mason, not to mention today’s CSI television series. But whether depicted in fiction or reality and regardless of the various sciences involved—biological, trace, impression, ballistics, toxicological, chemical, pathological, psychiatric, computer, and more—it can be accurately stated that the greatest advances made in law enforcement methods. The ever-growing sophistication of local and multinational crime, the expansion and sophistication of organized crime networks and the increasing threat of terrorism in our state will require an unprecedented commitment of resources to the application of science and technology in many aspects of public safety as well as our state’s security. Most important of all, with all due apology to the Nagaland police personnel, they need to improve their image and change their attitude. There have been instances of complaints about harassment of innocent people and arrogance by the men in uniform especially those on VVIP duty. But whatever it is, they should not be allowed to break the law to enforce the law. It is asinine. They still lack improvement in communication skills and are quite arrogant and there is a little to show much of the “khaki”. No doubt, the stress factor that they face is understandable. Adding to that misery is the perception that we the public have about them. Yes, I know that police arrogance and high-handedness is very common and their rights/position are/is misused or over used. Of course it is. But there are also citizens who lie about things that didn't happen or get away because of political interference. This world is definitely corrupt but that doesn't mean you

have to base your opinion on one experience that affects you. Everyone has different opinions, but lets look at the facts and actually research before making a decision from reading a news headline. Cops have the legal right to defend themselves if they feel that their lives are in danger. In situations where they have crowds of angry and riled up people they may very likely feel like he/she isn't safe. In this case, an officer may pull out their arms or lathi-charged them. And someone might be injured. This is not police brutality. This is a cop trying to control an unsafe situation. They are here to protect us and serve us, so it is horrible to know that some personnel do not hold themselves to that standard, but some of them do. But they are also required to be safe and to watch each other’s backs. They leave their house not knowing whether they will survive their shift. For those who think its a problem just put yourself in their shoes, think about their families. They never know whether its the last day they will see them again. In this context, there is need for role clarity on the part of the police personnel and make the Police functioning citizen friendly, transparent, accountable, effective and efficient at various levels, Improve delivery of citizen-centric services through effective usage of information & communication technology, Provide Investigating Officers with the tools, technologies and information to facilitate faster and more accurate investigation of crime and detection of criminals without any political interference, Improve their functioning in various other areas such as Law & Order, Traffic Management, curbing organized crimes, resource management, mob control measures, keep track of the progress of the crime and criminal investigation and prosecution cases, including progress of cases in the Courts. Only when the police, media, politicians and the public work together can the problems of the state be resolved and build a healthy society. They should respond promptly not only to the rich and powerful but also to the poor and downtrodden. They need to be absolutely transparent in their conduct and should not get influenced by political pressure. The day one becomes a part of the security force, he or she loses his or her religion, his caste, his creed and becomes accountable to the public. “Khaki should be a police officer’s religion”. Police should send a clear message to the public by performing better and create a situation where the public including the media could work in a cohesive manner to ensure overall development of the state. The lackluster coordination among different security forces in tackling any crisis needs to be stressed. There is also a need for a uniformed officer as Public Relations Officer in police set ups who can be approached by the public when they require any information and to understand each other better in order to increase the synergy between them. They should increase the use of cyber-based services, such as server-based sms system. Police Officers like Mr. Atu Zumvü, SDPO & PRO, DEF Kohima , who registered the first cyber crime case in 2011 and was also awarded the “India Cyber Cop, 2011” should be an example to the police personnel to set the ball rolling. They should set up their own blog so that they can be in touch with the media and the public and update its website quite regularly and any event happening should be uploaded immediately. Transparency and performance is the key to image building for the police force which, however, should not have a relation of confrontation with the public and bowing to political pressure. ne Direction fans were dealt a double blow this week when it was revealed that two of the band's heartthrobs had been caught out getting close to girls who were definitely not their girlfriends. Zayn Malik, engaged to Little Mix star Perrie Edwards, quit the Asia leg of the group's tour and flew back to the UK after a picture was revealed of the singer cosying up to another woman, Lauren Richardson, in Thailand. And at the weekend, bandmate Louis Tomlinson was forced to issue a statement saying that he had called time on his long-term relationship with Eleanor Calder after being pictured canoodling with another girl in a swimming pool, also in Thailand. A spokesman issued a statement saying the pair had parted ways 'two weeks ago' after The Sun reported that the young star had been caught kissing an unidentified bikiniclad woman in a pool after an all-night party in Bangkok. It isn't the first time Louis and Zayn have hit the headlines. Last year, they prompted a Twitter backlash after a video showed them reportedly smoking cannabis while on a tour bus in Peru. It's a far cry from their early, cute-as-a-button TV appearances on the 2010 series of The X Factor. Back then, they could have only dreamed of the global success that they've achieved as the world's biggest boyband. However, as they circle the globe on the aptly-titled On The Road Again tour, questions are beginning to surface as to whether the reality is living up to their teenage dreams. Constant attention - not always positive - on Twitter, round-the-clock security, long hours and the temptation of illicit situations involving groupies, drugs and alcohol all heaps added pressure on their young shoulders. he polished trio of Mark Owen, Howard Donaldson and Gary Barlow that is the current incarnation of Take That seem like some of the most respectable fortysomethings in pop. However, the band hasn't always been so squeaky clean. When Robbie Williams quit the group in 1995, he promptly dyed his hair peroxide blonde and went to Glastonbury, famously hanging out with Liam Gallagher from Oasis. The Stoke-born singer admitted that success had overwhelmed him and he turned to drugs as a release in the fall-out, even saying: 'My left arm went numb [because] I was taking so much cocaine.' Even Gary Barlow has admitted to heavy drug use during the early days of Take That, saying: 'I was smoking 15 spliffs most days.' Back in 2010, a tabloid newspaper revealed that Mark Owen had cheated on his wife Emma Ferguson, with whom he has two children, with up to ten different women. The red-faced star checked into rehab shortly after, saying he needed treatment for a drink problem. Just last year, the band became a three-piece after Jason Orange admitted he couldn't face another round of touring. He said at the time: 'At the end of The Progress Tour I began to question whether it might be the right time for me to not continue on with Take That.'

hen Antony Costa, Duncan James, Simon Webbe and Lee Ryan burst onto the scene in 2000, they promptly released three chart-topping albums and enjoyed all the trappings of fame. However, when the hits dried up, the band fell on hard times. Just last year Antony Costa announced he had been declared bankrupt, the third member of the band to do so with Lee Ryan the only one avoiding the boom-to-bust scenario. Costa's public image was already somewhat tarnished after he was caught casually urinating against a cash machine in 2011. The loss of fame also triggered depression for Strictly Come Dancing star Simon Webbe. He admitted last year to sinking a bottle of brandy a day after being declared bankrupt. The star said he had even contemplated committing suicide. He told the Mirror at the time: 'I didn't leave the house for weeks on end except to buy bread or milk. I hated who I was and started questioning my whole life. I was really depressed. 'I never attempted suicide but I thought about it. I turned mirrors round so I didn't have to look at myself. I didn't want to be here, didn't want to be a part of anything. I wanted to black out.'

wo years after Angelina Jolie had a double mastectomy to prevent the onset of breast cancer, the actress, filmmaker and renowned humanitarian revealed that she has since had her ovaries removed as well. The 39-year-old Maleficent star published a lengthy opinion piece, titled 'Angelina Jolie Pitt: Diary of a Surgery,' in the New York Times Monday explaining her decision. With her ovaries and Fallopian tubes now gone, the mother of six has entered early menopause and will not be able to have any more children, she writes in her candid, deeply personal essay. In the op-ed piece, Jolie explains that the mutation in the BRCA1 gene gave her an estimated 87 per cent risk of breast cancer and 50 per cent risk of ovarian cancer. The director of Unbroken and the upcoming By The Sea, starring her newlywed husband, lost her mother, grandmother and aunt to cancer. According to Jolie, she had been planning to undergo the surgery to remove her ovaries and Fallopian tubes for a while now, but a call from her doctor two weeks ago made the procedure more urgent. A blood test detected potential anomalies linked to the protein CA-125, which is used to monitor ovarian cancer, Jolie's doctor told her, urging the actress to see her surgeon, who also had

The problems came after the band decided to split at the latter end of 1999, with tensions behind the scenes largely to blame. Mikey Graham admitted to being knocked sideways by depression, which prompted a mental breakdown. Bandmate Shane Lynch admitted to 'playing around with a few darker things' such as the occult and ouija boards. He said: 'I was fascinated and I was drawn in, as a weak person. 'I got into the whole idea of the dark side. I was an angry, violent person by the late 1990s [when the band split] and I liked being edgy and unpredictable.' The group was further rocked by the death of Stephen Gately, who tragically passed away in Mallorca in 2009, aged just 33. While Ronan Keating achieved some success as a solo artist, his marriage floundered in 2011 after he cheated on wife of 14 years, Yvonne, by having a seven-month affair with Boyzone tour dancer Francine Cornell. AUCKLAND, MArCh 24 (AFP): South Africaborn Grant Elliott's brilliant 84 not out, capped with a stunning six off the penultimate ball, saw New Zealand to a four-wicket win over the Proteas in a cliffhanger World Cup semifinal at Auckland's Eden Park on Tuesday. Elliott's winning six, off injured South Africa fast bowler Dale Steyn, took New Zealand into the World Cup final for the first time and they will play the winner of Thursday's second semi, between Australia and India in Sydney, in Sunday's showpiece match in Melbourne. New Zealand faced a revised target of 298 under the Duckworth/Lewis method after South Africa made 281 for five in 43 overs, which included a near two-hour rain stoppage. Black Caps skipper Brendon McCullum made a typically quickfire 59 off 26 balls at the head of the innings. Then came a valuable 103-run partnership between Elliott and Corey Anderson and New Zealand appeared to have the game in hand with six overs to go. But Morne Morkel regained the initiative for South Africa by taking a wicket and conceding only one run in the 38th over and by the start of the 43rd, and final, over New Zealand required 12 to win. They started with a bye, a single, a four to Daniel Vettori, another bye and then Johannesburg-born Elliott, who turned 36 last weekend, smacked Steyn high into the stands as New Zealand, after losing all six of their previous World Cup semi-finals, completed a thrilling win. De Villiers was in command in the lead up to the near two-hour rain disruption cracking 60 off 38 balls, but when the weather cleared and play resumed he could only stand and watch as Miller took charge. In a rain-curtailed match, New Zealand clinched the encounter with a delivery and four wickets to spare after the target was revised to 298 from 43 overs (Duckworth/ Lewis). "It's pretty amazing. South Africa gave as good as they got all day. The game was outstanding, great advertisement for cricket. I am sure everyone that was here will remember this for the rest of their lives," said McCullum at the postmatch presentation ceremony. "I know that our boys will. We will give ourselves a chance at World Cup glory which is a fine achievement, really proud of all the boys' efforts." Asked about the rain delay before which South Africa skipper AB de Villiers and Faf du Plessis were clobbering the Black Caps bowlers to all parts of the ground, McCullum said: "I wished it kept raining". Speaking about middle-order bat Grant Elliot, who smashed a match-winning unbeaten 84 off 73 deliveries to help New Zealand book a place in the final for the first time, the skipper said: "We just knew we just needed to hang in there and even with the bat as long as we could hang in there we gave ourselves a chance towards the end. What a great innings from Grant. "Came out of the wilderness not long ago and he's just played a match-winning innings in the semifinals and the partnership he had with Corey (Anderson), just such calmness about them as well. It's a tremendous achievement from them and all the boys." The 33-year-old, who scored a blistering 59 of 26 balls, said they now will want to go a step better and clinch the trophy on March 29 in Melbourne. However, he feels it will be difficult when they play Australia or India in the final. "The crowds that have turned up, support this team and the brand of cricket we are trying to play. It's been phenomenal. I hope they are all dreaming as much as what we are. We've got a huge occasion in a few days time and it will be nice to win it," said McCullum. "We don't mind (the opposition). Both are quality teams that are playing the other semifinal. We know that if we play the cricket that we can, then we will have a good chance. But we'll worry about that after tonight."

De Villiers shows raw emotions after SAfrica falls again

AUCKLAND, MArCh 24 (AP): At a news conference after his team's Cricket World Cup loss to New Zealand, as the emotions of the defeated captain were almost painfully raw, AB de Villiers' most revealing answer was of only one word. De Villiers' voice cracked as he fielded questions, and he paused at times to wipe his eyes. At other moments, his answers tailed off and he looked almost vacantly into the middle distance. He was being asked to articulate the emotions of defeat, a defeat by the slightest of margins, at a time when it was still too recent and too bitter. He did his best, but he likely conveyed with his

demeanour more than he could with his words the deep sorrow he felt at the end of another, illfated South African World Cup campaign. Finally, he was asked whether this was the worst he had felt on a cricket field, and he answered, simply, frankly, "Yes." That single syllable spoke more eloquently than any of his deeper and more reasoned answers. This was the nadir of de Villiers' career as South Africa captain: His deep belief in his team's ability to win under any circumstances had been tested and even shaken, and he found the dissolution of his hopes almost too much to bear.

He was asked whether it would eventually make him feel better, make the loss more endurable, that he had been been part of one of the World Cup's greatest games. "It doesn't make me feel better at all," he said. "My goal is to win games of cricket, to take glory home, and make a difference in the nation's heart and hope, and we didn't achieve that, and it hurts quite a bit. I'm gutted. We had our chances and didn't take them. "Lots of people back home were supporting us. We think of all of them, and it's so bad. "It's one of the moments," he said, "We had several chances to win the game tonight, and it was not the only chance. "I tried my best to catch the ball, I didn't, and life moves on. We had our chances after that but if you

want to see it that way, that I cost us the match, I'll take it." The match came down to a final over from which New Zealand needed 12 runs and which de Villiers allocated to his veteran fast bowler Dale Steyn. "We discussed every single ball," de Villiers said. "Yorker, slower ball, hard length. We were trying everything. "Elliott was walking across the wicket quite a bit trying to use the pace. He wants you to go for a yorker so he can use the pace down to the boundary. We decided to go length so he'd play and miss at it, and he played one of the best shots of his life, probably the best."

VIeNNA, MArCh 24 (AFP): Football legend Michel Platini on Tuesday scored a hat-trick of victories for the presidency of UEFA and made an immediate attack on Sepp Blatter's leadership of world body FIFA. The 59-year-old Frenchman secured unopposed a third four-year term running one of the world's richest sports federations. But within minutes of taking the applause of the 54 member federations, and with Blatter sat in the audience, Platini launched new criticism of FIFA's scandalplagued leadership. FIFA is to hold a presidential election on May 29. Blatter is favourite to win but for the first time faces three rivals for his post. Europe, infuriated by controversy surrounding the awarding of the 2022 World Cup to Qatar, is leading the campaign against the Swiss official. "We do love FIFA dearly. Europe's entire football community loves FIFA dearly. It is precisely because we love and respect it that we want it to be perfect," Platini said.
