Heavy load shedding in some areas of Dimapur DIMAPUR, MARCH 1 (MExN): The Nagaland state Power Department today informed that “heavy load shedding” has been imposed in the areas of Chekiye, Thilixu, PGCIL, Electrical Colony and Naharbari due to the damage of the 5 MVA, 33/11 Kv transformer at Nagarjan on February 28. DIMAPUR, MARCH 1 (MExN): The Longkhim Division Students’ Union and the Town Students Union Longkhim have called for an “indefinite bandh” within Longkhim jurisdiction, under Tuensang district from March 2. A press note from the two unions informed that bandh has been called due to the lack of “positive response” to an ultimatum submitted to the Tuensang SP on February 26. According to the press note, the ultimatum had demanded action on the alleged “ill treatment” of people by personnel of the 14th IRB on February 26. It alleged that the IR personnel had “harassed minor kids;” physically assaulted a carpenter;” “halted” vehicles and “extorted” sums of money. The ultimatum, according to the note, had demanded “stringent action against those erring personnel within two days from the date of submission of this ultimatum.” It further urged that the “action initiated should be published in all the local dailies.” “In failing to comply with the appeal,” the ultimatum had cautioned that “the general public shall not hesitate to take its own course of action and the consequences shall be solely held responsible by the authority concerned.”

Violence always begets violence. It is only through the spirit of forgive and forget that we can restore harmony and peace in the society,” the Parliamentary Secretary said. He also expressed anguish at the loss of lives on both sides. Tohanba, who also represents 58 Shamator-Chessore assembly constituency, was addressing a public meeting on February 27, organized by the displaced Yimchungrü citizens who had to vacate Tuensang town and take temporary shelter at Shamator town, following the recent unrest in the Tuensang area. He said the unfortu-
nate incidents and subsequent violence had compelled hundreds of Yimchungrü families residing in Tuensang town to leave the town and that these families are now scattered all over the state. “I feel very sad to see the hardships and sufferings faced by both the communities. While empathizing with the hardships faced by our people who have been temporarily rendered homeless, at the same time I appeal to YTC and our community in general to embrace the peace building measures initiated by the state government,” Tohanba said. KOHIMA, MARCH 1 (NEPS): As the Nagaland state Health Department continues to keep a close vigil to contain the outbreak of Swine Flu in the state, the state Minister for Health and Family Welfare, P Longon has informed that there is no dearth of Swine Flu medication in the state. The Minister has also called for a collective effort to fight the spread of Swine Flu from all individuals, the concerned department and the state as a whole. The state has been keeping vigil on the H1N1 swine influenza development and cases and “every effort is being made” to stop any new cases with the support of their state machineries and with the available resources, assured Longon in a statement issued here Sunday. “We will give our best to tackle the situation,” he declared. No casualties related to Swine Flu have been reported in the state till now.

CMA affirms support to NSF on IBI issue Kohima, march 1 (mExN): Extending its support to the Naga Students’ Federation (NSF) on the issue of Illegal Bangladeshi Immigrants (IBI), the Chakhesang Mothers Association (CMA) during its executive meeting held on February 27 in Pfutsero, “firmly resolved to pursue on banning of its womenfolk to marry IBI persons.” In this, CMA appealed to the entire Chakhesang womenfolk to cooperate for the “larger interest of the community.” A press note appended by CMA president, Zaposhelu Venuh and general secretary, Kuthoshelu Vasa, stated that the future of the Nagas are at stake following the “IBIs dominating the Nagas at all fronts.” Nagas, it said, "need to introspect on their own identity and thereby be engaged in all forms of manual works so as to avoid inflow of IBI persons in our land.” Further, CMA expressed resentment over the tremendous inflow of IFML into the state. While urging upon the competent authority to seriously review in this regard, it added, Nagaland even though a dry state, has liquor available in all corner and the consumption rate is much higher than that of wet states. “The NGOs in the state opposing the lifting of the Total Prohibition act should wake up from the slumber and in consulting with the competent authority to initiate practical implementation so as to wipe out the inflow of the same at the earliest time before, the youngsters vanished their future.” It also appealed to all the “prayer warriors” to pray for the same.

Dimapur, march 1 (mExN): Excise personnel at Chumukedima Excise check gate seized 300 bottles of assorted liquor from a Maruti Alto bearing registration NL07-6093 and arrested one Theja Krome for transporting the contraband, informed a press release issued by Visedelie Mepfu-o, Assistant Commissioner of Excise, Dimapur. In a separate incident, the 37 Assam Rifles detected 352 bottles of beer at Kuki Dolong from a Manipur bound truck (MN01-7343). The owner of the consignment, Teresa of Senapati, was arrested and handed over to the Excise department, the release added. According to the release, the arrested persons were booked under NLTP Act and the seized goods kept in the Dimapur District Excise Malkhana to be destroyed in the next destruction.

Literally away from the madding crowd, some fifteen kilometers off Mokokchung town, at Yimchalu village, a young man is showing the way of what it takes to be self-reliant and be happy with what one achieves through self effort and a little help from the natural workers. 28-year-old Temjenliba is one among those who owns a farm at Yimchalu farm village, under Sungratsu village, Mokokchung district. But unlike others who have fishery ponds, orchards, vegetable farms etc, Temjenliba decided to tap the plenty of honeybees in the village. Today, he is an apiarist in the making and has nearly thirty apiaries which ensure him a steady income. “The good thing about beekeeping is that we don’t have to spend much effort. I hardly visit my farm. I come only to clean the surroundings once or twice a month, and sometimes just to spend some leisure time here,” said Temjenliba during an interaction. He disclosed that he just had to construct the apiary and place them in different locations at his farm. The colony of bees comes into the box by itself. Temjenliba did not go for any training. His interest

in beekeeping came about as a hobby when he was at a younger age. Now, he has been into apiculture for the past three years. He revealed that the colonies of bees in his bee-yards produce more than thirty bottles of 750ml quantity or more than twenty-two liters of honey during season. His market is his native Sungratsu village where he sells the honey for Rs 400 per bottle. “I cannot meet the demands of even my village,” he said. He plans to expand his bee farm so he can export to other places too. “People have high demand for my honey, because
it is pure and it is produced in the jungle,” said Temjenliba with a sense of satisfaction. But, what’s more inspiring is that Temjenliba studied only up to Class X, and he went for training in electronics. He still lives with his parents, and aims to be a successful farmer like the others in his village. A pass by through his farm reveals the apiaries covered in Polystyrene boxes (or more commonly called Thermocol boxed usually used to transport fish to the market). He covers his wooden apiaries to protect them from the long
monsoon rains, Temjenliba said. He has also constructed small cemented pits and filled them with used vehicle engine oils to ward off insects, especially ants. And though he has a machine for extracting honey, he favors the traditional method practiced by grandparents, which, according to him, is less time consuming. The shy and soft-spoken Temjenliba divulged that he has not received any kind of help from the government and that he is practicing apiculture out of sheer pleasure and also to
utilize the ancestral land at Yimchalu village. Yimchalu village was established in the year 2007 by Sungratsu villagers. Unlike other traditional villages, Yimchalu is inhabited mostly by entrepreneurs and prospective farmers who are experimenting with different kinds of farming like agriculture, horticulture, fishery, poultry and dairy farming etc. There are also some prospective farmers who are constructing resorts and picnic spots for visitors and scholars who want to study about the village.
The VDB Secretary of Yimchalu, Bendang Walling said that the villagers want to make Yimchalu into a ‘model farm village,’ where the people would be self sufficient and supply the farm products to other nearby markets, especially Mokokchung town. Seven years on since the village was officially established, a visit to the village reveals that Yimchalu might become just the model farm village, if the government also implements its declared slogan ‘back to the roots’ and formulate more and more agri policies.

On behalf of the General Autorickshaw Drivers, Nramo Murry and Hokhuvi P. Aye (both auto-rickshaw drivers) assured that once district administration stops DDADU from collecting daily tax in all parts of Dimapur, the auto drivers would adhere to the revised auto fares, a press release received here stated. While lauding the administration on reduction of auto fares, the autorickshaw drivers urged the administration to realize that survival of the drivers and their families depend on the earning of the autorickshaw and it would be impossible for the drivers to adhere to reduction of auto fares and at the same time face the daily taxation of DDADU. The drivers said that keeping in mind the HSLC and HSSLC examinations, the GAD did not go for strike, but with the examination getting over, it will go for indefinite strike from March 4 till the administration stops DDADU from collecting daily tax.

Dimapur, march 1 (mExN): Keeping the welfare of the students in mind, the Chumukedima Town Students Union (CTSU) has informed all the schools within its jurisdiction to comply with its following Guidelines: • Safe drinking water should be provided for all the students in the school. • Coaching by individual teachers in the school after school hours will be strictly checked. In case of coaching for any subject where the numbers of students are more than 7, the fee charged should be less than tuition amount. • Number of students in private tuition should not exceed 7 in one batch. Teachers should not supervise 2-3 batches of students in different rooms in the same hour. Tuition should be 5 days a week of one hour duration @ Rs. 300 per student. • There should be no home tuition from 6 am to 5 pm; this is to allow more students to get guidance from the teacher instead of limiting it to 1 or 2 students. Home tuition before 6 am and after 5 pm is allowed, but amount should not exceed Rs. 2000/- per batch. • Use of tobacco during school hours by teacher is banned. Shopkeepers are asked not to sell tobacco products to minors and students. • No student organisation is allowed to sell calendars, newspaper or organize any fund raising etc. without consulting the CTSU within Chumukedima Town jurisdiction. • Shopkeepers are asked not to sell goods beyond the market MRP price. They are also not to sell expired goods. There shall be vigilant checking from the students’ union. • Nagaland Govt. (NLG) vehicles are meant for official duty for govt. works. So using NLG vehicles for school duty will not be allowed and will be strictly checked by the union. • Cyber cafe owners are asked not to entertain students in uniforms during school hours.

Dimapur, march 1 (mExN): The United Naga Tribes Association of Border Areas (UNTABA) will be organising ‘Nagaland Tribes Consultative Meeting on Border Issue’ “tentatively” on March 20, 2015 in Dimapur. The decision was made in the Executive Council Meeting held on February 28 at Unity Hall, Naga Council Dimapur, informed a press release issued by UNTABA chairman, Hukavi T Yeputhomi and joint secretary, S Akiu Yimchunger. According to the release, the meeting is being organised “to bring about a broad consensus on the issue amongst all the different Naga tribes and communities irrespective of different affiliations and associations so as to bring about logical solution on the long pending inter State boundary demarcation between the State of Assam and Nagaland based on the traditional, historical and political rights of the people concerned.” The details of the proposed consultative meeting will be worked out with all the heads of different Naga tribes and communities in due course of time, the release added. Meanwhile, UNTABA has appealed to all the “conscientious and right thinking public” to feel free to contribute all the valuable suggestions towards the success of the proposed consultative meeting.

Tripura condemns killing of Bangladeshi-American writer
AgArtAlA, MArch 1 (IANS): Intellectuals, singers, writers and political activists staged a protest here on Sunday to denounce the killing of a Bangladeshi-American blog-writer in Dhaka last week. "We strongly condemn the killing," said youth leader Amal Chakraborty, one of the organisers. Avijit Roy (42), a bio-engineer working in the US, was hacked to death by two attackers wielding machetes in Bangladesh's capital Dhaka on February 26, when he was leaving a book fair with his wife Rafida Ahmed Banna, who was also seriously wounded in the attack. Religious radicals had been threatening Avijit for his active campaign against Islamist extremism and for improving secularism in Bangladesh.
Tamenglong: Lynched gunman identified IMphAl, MArch 1 (MExN): The gunman who shot a widow on February 26 was today identified by police as one Gaimangngam (33 years) from Nonglang village in Tamenglong and a cadre of the NSCN (K). The widow, Guichangliu (44 years), was shot and injured by the gunman at Mukbi village under Nungba Police Station of Tamenglong district. The gunman was later lynched by villagers following the shooting. Guichangliu is currently undergoing medical treatment at the Regional Institute of Medical Sciences (RIMS), Imphal, and is reportedly in critical condition.

Acting on specific information, a joint team of the Red Horns Division of the Army and police nabbed the duo, allegedly involved in the December 23 attack on adivasis and snatching weapons from the ecological battalion in October last, from Kokrajhar town this morning, a Defence spokesman said here. The Myanmar-trained duo have been identified as Sumkwr Mushahary alias Sugum and Swmkwr Basumatary and both were suspected to have fled to Bengaluru after the December 23 attack and had returned to the district recently. The security forces recovered two 7.65 mm pistols, four live rounds of ammunition and some combat materials including documents, sources said.

Manipur Education Minister Moirangthem Okendro has stated that the state will become 'self-reliant' in education in a few years’ time. The minister was speaking at a function at Mayang Imphal Kenchak Heigumyangbi in Imphal West yesterday where he inaugurated the Kasturba Gandhi Balika Vidyalaya (KGBV). Okendro said the Manipur Government has so far upgraded 323 elementary schools to secondary schools under SSA, RUSA and RMSA in the state. The Minister reacted strongly against a recent incident wherein a minor boy fled his boarding school after he was allegedly
beaten up severely by the school owner on the charge of stealing money. “Such incidents violate the rights of children and right to education,” Okendro stated. He further assured that perpetrators involved in cases of cruelty to children will be punished. The incident took place on February 26 at Ima Medhabati Public School, Langjing Achouba Tabungkhok in Imphal West. The victim boy was reportedly put inside a sack after brutally being beaten by the school owner and was kept inside the sack overnight. The boy then fled the hostel the next morning. In this regard, the Democratic Students’ Alliance of Manipur (DESAM) announced a ban on the school a day after the incident. DESAM also urged the
Manipur State Commission for Child Rights to take stringent action against the school authority. guwAhAtI, MArch 1 (tNN): The Union Budget presented by finance minister Arun Jaitley on Saturday has substantially raised the allocation for the tribal affairs ministry. However, experts in the northeast are of the opinion that the Centre is adopting a generalized approach to address the issues of the region. As part of the major programmes under Central assistance to state plan, the Budget has increased the Special Central Assistance to Tribal Sub-Plan to Rs 1,250 crore from Rs 1040 crore. It has also raised the allocation of Umbrella Schemes for Education of ST children to Rs 1,136.84 crore from 1065.85 crore. The budget says the schemes will fill the gap in the education of children belonging to tribal com-
munities. It will provide options to strengthen and establish Ashram schools and hostels, vocational education centres within Ashram schools and prematric and post-matric scholarships. Professor of economics in Manipur University Amar Yumnam said it is a very focused and well-directed budget for the country as a whole, but there are challenging times ahead for the region. He said the northeast has lost out in terms of approaches and contextualized interventions despite verbal commitments to bring the region into the mainstream. CBSE has asked the Manipur Government to install a special monitoring committee for the upcoming Class X and XII board exams in the state. The instruction came against the backdrop of high incidence of malpractice in the state after CBSE analyzed previous records. While the CBSE-affiliated school in Imphal have already issued admit cards to students, some schools which are not affiliated to the board have failed to provide the same to students – numbering over 2000. A few days ago, a couple of such schools were damaged by angry student protesters backed
by guardians. Student organisations in the state have blamed the authorities for permitting establishment of a huge number of CBSE-affiliated schools in the state. They say such schools allow students to get through the examination without much difficulty. In another incident, the DESAM had strongly criticised the Manipur Public Service Commission (MPSC) on February 26 for setting questions and giving incorrect answer options for the examination held for recruitment of college lecturers. The alliance revealed that MPSC directly copied 20 questions from the Physical Geology question paper of the University of Wyoming for the examination held for recruiting college lecturers on February 22.

guwAhAtI, MArch 1 (AgENcIES): Assam Governor PB Acharya on Sunday instructed to the state forest department and authorities of Kaziranga National Park (KNP) to take stern action to curb rhino poaching incidents in the state. During a crucial meeting with KNP Director MK Yadav, the Governor had instructed to the forest official for giving a report of rhino poaching in the national park within 24 hours. The Governor called the state forest minister Atuwa Munda but the minister did not attend the meeting. Pointing to the state forest minister, the Governor said that, if you don't work you must quit. "I had already gave in-
structions to the forest department and concerned forest officials to take immediate measures to curb rhino poaching incidents within short period, " the Governor PB Acharya said. The Governor alleged that, nearby villagers of KNP also responsible for

Super rich senior citizens to take biggest hit

Completely wrong to call budget pro-corporate: Govt New Delhi, March 1 (PTi): Rebutting criticism that proposals in the Budget for 2015-16 are pro-corporate and anti-poor, governmenton Sunday said the views are “completely wrong and ill founded” and not backed by any data. “They (critics) are completely wrong...it is ill founded, misguided and certainly not backed up with any data,” Minister of State for Finance Jayant Sinha told PTI in an interview. He was responding to the criticism that the first full- year budget of the NDA government, presented in Parliament on Saturday by Finance Minister Arun Jaitley, is “pro-corporate and unkind to poor”. Former Finance Minister and senior Congress leader P Chidambaram has said that the budget proposal to reduce corporate tax from 30% to 25% would benefit the corporate to the tune of Rs 20,000 crore in taxes every year for the next 4 years. According to Sinha, the proposed
New Delhi, March 1 (PTi): Individuals with an annual income of above Rs 10 lakh but below Rs one crore have emerged as the biggest beneficiaries of the new taxation proposals, if they are aged below 60 years, while the super rich above this age bracket will be hit the hardest. As per an analysis of new income tax proposals, an individual aged below 60 years can make additional saving of up to Rs 24,596 a year if his or her annual income is above Rs 10 lakh but below Rs one crore. For senior citizens in this income bracket, savings would be little lower at Rs 21,630. At the same time, senior citizens above 60 years of age would have to pay additional tax of Rs 64,550 a year if their annual income is more than Rs one crore.

Rolls-Royce keen to strengthen presence in India New Delhi, March 1 (PTi): Keen to strengthen its presence in the Indian defence sector, Rolls-Royce said it is optimistic about the ‘Make in India’ push by the government but indicated it would be a long haul before the company starts manufacturing its famous engines in the country. “We got to walk before we run. I think the first step is to see how you can build manufacturing capabilities here in India,” Kishore Jayaraman, President, Rolls-Royce India said when asked if the firm would start manufacturing engines in India in the near future. The company, which has been operating in India for more than 80 years, powers a large number of aircraft, helicopters and fast-patrol vessels that Indian military uses through its engines. Rolls-Royce is optimistic about the growth opportunities in the Indian defence sector and is eyeing to garner a big share of the multi-billion dollar domestic aerospace industry.
It feels that long-term partnerships with state-run HAL and others would help it consolidate its position. Underling that in 2010, the company started manufacturing components for the civil aerospace engines from India for the globe, Jayaraman told PTI, “We have been

New Delhi, March 1 (PTi): Against the backdrop of complaints of pensioners’ harassment, the government has directed banks not to insist that retired government employees be physically present for giving life certificates for continuation of pension. The move comes after pensioners’ associations raised the issue of non-adherence of rules regarding submission of life certificates by authorised banks. It was charged that some bank branches were insisting on the personal appearance of pensioners for submission of life certificates along with pension payment orders (PPOs), a Ministry of Personnel official said. “All banks have been instructed to strictly adhere to existing norms and not harass pensioners or their kin by insisting upon physical presence if their life certificate is duly signed by the authority concerned and is submitted along with Aadharbased authentication of life certificate,” the official said. The government has also informed banks about the scheme for pensioners to prove their existence through Aadhaar-based authentication of life certificate, which has been started as part of the Prime Minister’s ‘Digital India’ mission. All pensioners are required to provide proof of their existence annually to the pension disbursing bank. According to rules, a pensioner is exempted from physical appearance if he gives a life certificate duly verified by a MP, state legislature, person exercising the power of a magistrate, a gazetted government servant, a police officer not below the rank of subinspector in charge of a police station, a block development officer, tehsildar or naib tehsildar and treasury officer, among others. The Karunanidhi-led party urged the Union government to fix fuel prices and slammed the Centre for effecting another increase in fuel prices within a two week span. NDA ally Pattali Makkal Katchi demanded a rollback of increase in prices.”It is the expectation of all sections of people that the Centre should take the responsibility to fix prices of petrol and diesel to ensure that ordinary people are not affected,” he said in a statement here. He charged oil marketing companies (OMCs) with hiking fuel prices without taking into account the impact it would have on the common people. “The status of Rupee-Dollar exchange rate is also cited as a reason for hike and this is not fully acceptable.” Yesterday, petrol price was hiked by Rs 3.18 per litre and diesel by Rs 3.09, the second increase in a span of 14 days. N
agaland has been virtually gripped by financial worries and in the last five years or so the political dispensation has been constantly referring to the failure of the 13th Finance Commission to do justice to our needs and therefore great expectation was placed on the report of the 14th Finance Commission, whose recommendations would come into effect for the next five years starting from April 2015. Ahead of the Union Budget for 2015-16, which was presented on Saturday, February 28, the BJP-led NDA government under Prime Minister Narendra Modi has accepted the recommendations of the 14th Finance Commission, which in essence empowers States by putting more money in their hands. Also, the States have been given freedom to change Centrally Sponsored Schemes (CSS) as per their local needs and allowing them to plan the course of their development. All this is in line with the Modi government’s promise of co-operative federalism wherein States have “greater financial strength and autonomy”. As per the suggestions of the Commission, headed by former RBI Governor Y V Reddy, less money would remain in the hands of the Central Government and therefore it is expected that the respective State governments will have greater responsibility to govern and deliver. As an edit piece in the Times of India stated, Chief Ministers now have an ‘incentive’ to ‘raise their standards of governance’ and that ‘the buck stops at their table’. Coming specifically to Nagaland, the recommendations of the 14th Finance Commission has been generous. A quick glance of the report would suggest that many of the concerns and points raised by Nagaland have been sympathetically looked into. In fact, Nagaland has been given a special treatment even amongst the Special Category States. Nagaland is one among the eleven States to have been favoured with ‘revenue deficit grants’ to the tune of Rs 18,475 crore, which will be given over the course of five years (2015-20). In this regard, the 14thFinance Commission has departed from the previous Finance Commissions, “by taking into consideration a States’ entire revenue expenditure needs without making a distinction between Plan and Non-Plan”. For a small State like ours, this is a huge sum of money and therefore every care should be taken to ensure its proper planning and utilization. One of the genuine problems faced by Nagaland is the huge expenditure incurred on salary, pension and interest payments. Given that we are a resource crunch State and heavily dependent on central assistance; this leaves us with very little money for our development needs. The Rs 18,475 crore that we will get as grants should help us to overcome this gap in our financial system. The State government should also plan well ahead in time to utilize some of this money for implementing the next pay commission recommendations as and when they come about. More money does not necessarily mean more spending or diversion of funds. We would do well to curtail wasteful expenditure and clamp down on corruption as both inflict damage to our financial health. We are all aware of the flawed policies in the past such as excess appointment in the government and large scale misuse of public funds. There is no more excuse to blame the 13th Finance Commission. Yes, the Rs 18,475 crore grants from the Centre will be of great benefit to meet our administrative costs and development needs. But just getting more funds is not going to be enough. Governance in general needs to improve so also our institutional mechanism (checks and balances) to oversee and account for every spending of the government. In the backdrop of the favourable award from the 14th Finance Commission, the focus of the State government should be on fiscal discipline and prudence.The bottom line is that with more power and money at our disposal, there is greater responsibility for us to deliver. Soldiers dragged him (and others like him) more than a thousand miles away to be trained as a government servant. Daniel didn’t understand their language. Their food and customs violated his religious belief. Now he had to decide: “Would I stand up for what I believe or go along with pagan ways?” Daniel decided to obey God and hold fast to what was right. After graduation from a Babylonian training program, Daniel was assigned to work for the Babylonian king, who continued to war against Daniel’s people for nearly 20 more years. But despite the enemies’ suppression of his people, Daniel still faithfully served for the welfare of other peoples (in obedience to the advice of the prophet Jeremiah, Jer. 29:7). Because of Daniel’s integrity, strong work ethic and superior wisdom, King Nebuchadnezzar came to trust and admire Daniel. Very soon Daniel was promoted to a very high government post. In fact, he eventually became an advisor to the king. Yes, Daniel was always respectful of the king, yet always truthful too. On one occasion, Daniel said, “O king, let my counsel be acceptable to you: break off your sins by practicing righteousness, and your iniquities by showing mercy to the oppressed, that there may perhaps be a lengthening of your prosperity” (Dan. 4:27). Some years later, the Babylonian Empire fell to the combined forces of the Medo-Persians. And its King Darius took over Daniel as a state employee. Because Daniel continued to do extremely well at work, other pagan colleagues began to get jealous. The higher he rose, the more prominent a target he became. His colleagues resented him so much that they wanted to get rid of him. So “they tried to find grounds against Daniel in his conduct of government affairs, but they were unable to do so. They could find no corruption in him, because he was trustworthy and neither corrupt nor negligent” (Dan. 6:4). Finally, they came up with a new law of the state to establish a conflict with his religious practices so that they could frame him as a criminal. Yet he never compromised. He would not bend his principles, even when threatened with death. Okay, so now what? As believers in Christ, you and I have a responsibility to be the best we can be in our work places, including government offices. We should not compromise ourselves to gain money, power, or prestige. Even when our own life is at risk, we should not lose our integrity. Prayer: Lord, help me make decisions to please You and not the people of this world. Even when my decisions create a crisis, help me remain true to You. Forced labour under a changing climate: Droughts and Debt in Semi-Arid India Climatic change compounds the vulnerabilities and dependencies existing between households in semiarid South Asia. To avoid more coerced labour, public policy must address the root causes of such vulnerability
W
ith high levels of poverty and endemic food insecurity, agrarian regions of South Asia are often argued to be uniquely vulnerable to contemporary climate change. This has led to repeated calls for an urgent process of ‘climate change adaptation’ in which climatic threats can be mitigated and new opportunities seized. Although the need to adapt may seem self-evidently necessary, much of the current policy debate tends to gloss over a troubling facet of contemporary climatic change. Not only are different social groups unequally affected by climatic trends, but also the security of some social groups is often directly tied to the insecurity of others. This thorny issue is often not addressed in official discourse, yet it is particularly clear in agrarian environments in South Asia, where relationships of debt, dependency and forced labour are key mechanisms through which marginal groups experience climatic change. Relational vulnerability To grasp these social dynamics, we must focus on the ways in which subordinate groups are incorporated into what I term ‘relational vulnerability’—a situation in which the relative security of some and the relative vulnerability of others are directly linked and are reproduced over time. The roots of such relational vulnerability in rural regions are often found in the uneven access to key productive assets. For example, in order to engage in agricultural production, smallholder households must have access to land, water, credit, labour, seeds, fertiliser, pesticides, mechanical equipment and technical knowledge. These assets are frequently held by other actors—local landowners, moneylenders, traders, input dealers, labour contractors, agribusiness representatives, local politicians and agricultural outreach officers—upon whom marginal households become dependent. Embedded within divisions of class, caste and gender, these dependencies frequently facilitate an ongoing transfer of resources between groups through longstanding debt relations, unequal exchanges and the rendering of underpaid services, including coerced labour. Subordinate households are therefore rendered vulnerable not simply due to a lack of assets, but because they are fundamentally dependent on other social actors to secure their livelihoods. Debt and Vulnerability in a Changing Climate As an example of how relational vulnerability interacts with climatic change, consider the severe drought that afflicted semi-arid areas of south-central India across the winter and spring of 2012-13. During this period, severely deficient rainfall led to the drying up of fields and wells across Anantapur district in southwest Andhra Pradesh and Dharwad district in neighbouring Karnataka.

n 1947, my 40-year-old grandfather left his comfortable teaching position in Guangzhou, in southern China, to search for a job in Hong Kong. Two years later, as civil war raged in China, my grandparents and their seven children packed into a crowded train filled with refugees fleeing to Hong Kong, the war-ravaged British colony still struggling to recover from the Japanese occupation. They were among the hundreds of thousands of people escaping to Hong Kong in the months before the Communist Party took control of China in October 1949. During the past century, mainland Chinese people have gotten used to leaving their homeland. Many left in desperation — some in search of better job opportunities, while many others emigrated to escape the political tumult that has plagued our history. Hong Kong, which the British handed back to the Chinese in 1997, has been a common refuge. Between 1950 and 1980 hundreds of thousands of people came here from the mainland. But recent political turmoil in Hong Kong has prompted many people here, including my family and me, to consider moving away. Hong Kongers no longer see their home as a safe haven from mainland politics. A survey conducted last summer by the Hong Kong Federation of Youth Groups, a nongovernmental organization, just as the political tensions between Hong Kong and Beijing were heating up, found that 62 percent of people ages 15-39 want to leave — by far the highest number since its first poll in 1997. An immigration consultant told me
One troubling outcome of this agrarian distress was an extreme shortage of fodder for cattle. This scarcity left local smallholders that had invested significant money in livestock—often by taking up sizeable debts with local moneylenders—unable to feed their animals. Without access to fodder, smallholders witnessed a key element of their asset base starving to death before their eyes. In response, smallholders began to sell their cattle en masse. The resulting distress sales opened up new accumulation strategies for local merchants and landlords, who quickly bought up large amounts of cattle from individual smallholders and transported them to cattle markets found in Chennai and Hyderabad. Through their control of capital, credit and transportation, merchants were reportedly making profits of IR 5,000 (US$80) per animal while smallholders were losing a significant part of their asset base. Simultaneous to this shakedown of smallholders by livestock merchants, a market for water rapidly emerged as farmers and villages continued to wilt under the drought. For those who had the capital to drill deep wells, water could be extracted from dwindling underground aquifers and sold to those neighbours with no such access. By monopolising water, a new entrepreneurial class emerged to service local villages at extortionate prices through a network of roaming water tankers. The Deccan Chronicle quotes Ramesh, an autorickshaw driver on the dynamics of this socially constructed scarcity: We don’t have an option but to buy water from these private tankers. My family needs about 10 pots of water every day, Rs 50 for drinking water alone. The tankers know how to do business—they come once every 3 days to our village. As one political leader interviewed by veteran journalist P. Sainath put it: “If I owned ten tankers, I’d have to pray for drought this year, too”. Given that drought is predicted to occur with greater frequency and intensity across these regions, such adaptation entrepreneurs appear to be exceeding-
ly well positioned to cash in. Together, these examples indicate how drought can re-establish the long-term vulnerability of smallholders and their dependence on other social classes. Those unable to access water, grow crops, find employment or replace lost assets are faced with new pressures to take on further debts advanced by moneylenders, landowners, commercial microfinance institutions or labour contractors. Many households already hold considerable debts that need to be continually serviced, and escalating debt levels threaten a further loss of social dignity and greater dependence upon those well placed to take advantage of their vulnerability. Selling oneself into bonded labour for the season is one method of dealing with such vulnerability that remains common for the extreme poor across these regions, particularly with the current winding down of the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA). For those in debt traps, entering a bonded labour relationship appears as a temporary salve to immediate woes because the seller receives a fixed payment of advanced wages up front that can be used to pay servicing on pressing household debts. Access to this hard cash, however, comes at the cost of being tied to an employment relationship that is arduous, extremely low paid, and that serves to consolidate the processes of dependency over time. On the other side, employers profit from the production of cheap labourers while middlemen and moneylenders reap considerable rents from ensuing cycles of over-indebtedness and repeated bondage. This is relational vulnerability in its most abrasive form. Troublingly, these are precisely the type of socio-ecological relations through which climatic change will express itself across much of semi-arid South Asia. Finding ways to ensure that marginal households have the resources and security to avoid such debt traps should be the centrepiece of any meaningful adaptation policy.
Giving Up on Hong Kong verna yu NYT that in the closing months of last year, during the heat of the pro-democracy protests, he received triple the normal amount of inquiries about moving abroad — the majority of them being middle-aged parents anxious about their children’s future. A friend of mine, a mother of two in her 40s, said she can no longer stand Hong Kong’s soaring property prices, deepening inequality and increasingly muzzled press, and feels there is little ordinary citizens can do about these problems. After Beijing took no heed of the pro-democracy protesters’ demands in the autumn, she made up her mind to emigrate. “How much longer do we have to wait for democracy — do I really have to wait till I’m 80?” she asked. It’s not the first time Hong Kongers have felt compelled to leave. In the 1980s, many of those who had been comfortably distant from the mainland’s problems started to worry about the looming return to Chinese rule in 1997. Worry turned into panic in Hong Kong in June 1989, when the Chinese government opened fire on student protesters in the Tiananmen Square pro-democracy movement. In 1990,
the year after the massacre, some 62,000 Hong Kongers, or about 1 percent of the population, emigrated. The wave continued in the following years. The Tiananmen crackdown unnerved my family and prompted some to take action. My own parents and most of my aunts and uncles left in the early 1990s. “A regime that kills its own young people — that’s just too scary,” said one of my aunts, who had two young children at the time. They moved to Australia; other relatives went to Canada, New Zealand and Britain. My parents, already in their 50s, gave up their stable jobs and went to Britain, where I was attending a university. Much of my family, especially in my generation, returned to Hong Kong years later after having acquired citizenship abroad. Most of us prefer to be closer to our cultural roots, and there were more job opportunities here. The general thinking was that if anything awful happened, with a foreign passport in hand, we could all flee again. That time has come. Beijing’s refusal to grant genuine democracy to Hong Kong — it insists on screening candidates for Hong Kong’s “election” for the city’s leader in 2017 — and its hostility

toward people clamoring for free elections, plus its avowed determination to instill a sense of patriotism among our children, makes many Hong Kongers, especially parents like me with young children, nervous. I dread the idea of my children growing up in a society where the values of Hong Kong — such as the rule of law, freedom of press, speech and assembly — are being eroded. More and more, we feel Hong Kong is becoming just another Chinese city. Since the start of the Umbrella Movement in late September, we have seen the police using tactics against activists that resemble those used in China to prosecute critics of the government. I don’t want to tell my children my worry that if one day they take part in demonstrations or post critical comments online, the police might take them away. Most Hong Kongers can’t just pack up and leave. Although I have a British passport, moving away isn’t what I want. I chose to return to Hong Kong just months before the handover in 1997. I was genuinely proud that this city would no longer be a colony and believed that as China became more open and integrated with the rest of the world, Hong Kong would continue to flourish under Chinese sovereignty. The year that “one country two systems” officially ends — 2047 — will be 100 years after my grandfather decided to seek refuge in Hong Kong. By then, my children will be in their 30s, and they may be long gone. It hurts to think that Hong Kong has become a place that his great grandchildren might flee. A new political optimism in India

alking through the small stores of video games in Lajpat Rai Market in Old Delhi, one immediately notices the amount of goods lugged into one single shop. Cartridges of video games, Chinese PVPs, locally packaged SEGA hand games and countless pieces of abandoned gaming consoles are spread out in different parts of the shops. The tiny shops function as wholesalers of video games as well as repair places where different pieces of hardware come into use. In May 2013, Rajat in his shop in Lajpat Rai Market was attaching the motherboard of an old video game to a large TV set. He and his assistant at his shop had built a wooden cabinet with a TV screen and controls to simulate the experience of playing arcade games. Halfway through his work, Rajat spoke to me about how markets such as this were sprawling with smalltime innovators and traders ready to experiment with almost anything. He said, "It is quite strange that even if India has a talented labor pool, in recent times, China and not India has emerged as a manufacturing giant. Permissions and licenses make it difficult for small businessmen to set up factories in India." In the same breadth he added, "I have hopes if BJP [Bharatiya Janata Party] comes to power next year. The present Congress government is very corrupt and has not done much to use the resources at hand. The case with BJP is different. It has a clear vision in which direction India should go." There was a certain idea of development that many like Rajat associated with the rise of the popularity of the BJP in 2013. BJP would put businesses such as them in the centre of the debate. It would put India in the same route of development that China had taken. A number of traders in Lajpat Rai Market found it amusing that they were hugely dependent on China to import company and mostly cheap video games that catered to the mass consumer in India. The situation could largely change if the Indian government according to the traders adopted a similar type of flexible ethics that China had vis-avis small businesses. The Chinese government according to them was not preoccupied with the fact that a business was run by legal channels of billed and company products. It, according to many of the traders, gave precedence to the lucrativeness of a business venture and did not pontificate on whether a venture was strictly legal. The ideal situation that the traders perceived
was to come to a point when the Indian government no longer targeted the mass electronic markets for selling pirated and knock-off commodities, but instead saw the role they played as innovators. Every day in the market the traders maneuvered new technical fixes. A lot of the time the traders were able to understand the workings of hardware of video games in and out. The cracking of video gaming consoles, and dismembering old video games to give them a new life were part and parcel of the market. The sentiment of the traders to make do with anything made someone like Rajat think what was missing in the India scene was a hands-on government, a government that would be able to see the potential that small traders had and trusted them to start their own manufacturing units. BJP was precisely the party that was out there to fill up the vacuum. With its focus on developing India into a manufacturing powerhouse and reduce unnecessary regulations, Rajat amongst others in Lajpat Rai Market was seeing a change of scene in their favor if BJP were to come to power at the centre and in the state of Delhi. Much has changed in India since 2013; BJP is almost a year into office at the center. I met Rajat again in early January 2015. As conversation traveled between different topics, I found Rajat soon talking about Indian politics. I was surprised to hear that he was planning to vote for AAP (Aam Aadmi Party) in the state elections in Delhi in early February. When I last spoke to him, AAP was nowhere close to his list of what would cut out to be a suitable political party paving a triumphant future for India as well as for him. AAP is a party formed out of the Indian Against Corruption movement that gained massive momentum in Delhi in 2011. It came to power briefly in Delhi in the later half of 2013. The party led by Arvind Kejriwal decided to step down from office after 49 days in power when the much-anticipated anti-corruption law, the Jan Lokpal Bill, could not garner necessary support from other political parties. A new party with a short stint in office and a resounding win by the BJP in 2014 national elections would make one think that AAP would be in the back burner. However, to hear that Rajat was deciding to vote for AAP and not BJP in the Delhi State Assembly Election was quite striking. I wanted to know more. Rajat went on to talk about how BJP has not stood up to its election promises. Rather than build an overall congenial business environment, Rajat thought that BJP was working for the interest of the big business houses. In fact he believed that the market had slowed down since the time BJP came to power. Where he was expecting a reduction of regulations, they appeared to have doubled in a short span of time.
"It has become more difficult to import things from China. You know how things work in these markets; we all run by settings, for instance those nurtured with customs officials. And now suddenly everything is under scrutiny," Rajat said. Somewhere the dreams shown by the BJP have proved expensive. In place of a government that gives free reign to different business actors, what the traders have now is a government that has a more institutional approach to development. The pet project of newly appointed Indian Prime Minister Narendra Modi, "Make in India", takes on board amongst other things a strong legal foundation. The United States emerges as a natural model to put in place a strong framework of intellectual property rights in India in a bid to welcome foreign as well as domestic investments. What the increasing legalization forebodes for the mass electronic markets teeming with small-time innovators is not difficult to imagine. The small traders of video games, who dabble with pirated computer games, cracked gaming consoles and tampered barcodes are likely to be marginalized in a clean and controlled manufacturing environment. A change in the terms of support for the BJP shows that the common people in India are no longer going to be fooled by rhetoric and political charisma alone. The traders take charge of their present situation. "We cannot remove corruption at one go in India. The way I see it now, some black money is necessary, especially for people like us. It gives us some sort of a safety net. We cannot make all our transactions transparent all of a sudden. We cannot have all our games imported through formal channels and bill each and every product. We don’t have that kind of money and connection. Change has to be gradual and democratic." Rajat appeared to have lost his chance of a happy union with the BJP. With no major policies and assurance passed in favor of the small and medium-rung traders in Delhi and in India, he does not hope that much will change in the near future under the BJP. "The case with AAP is entirely different. They think about the common people. They have more support base in the slums in Delhi than anywhere else," Rajat told me. "I expect AAP to understand our problems much more than anyone else. I believe so. Their door-to-door campaigning give me much hope. What we need right now is a government that genuinely thinks about us and bring some quick positive changes." I asked Rajat, "Have you gone through AAP’s political manifesto." He answered: "Its not important, I see the energy that the party brings to the house. Most importantly it lets me believe that even I can bring some change to the world around me, that’s something, isn’t it? I feel I have real power in my hands now." In the wake of all the debates of political homophile and the mass in India existing as a passive political class, the actual and imagined role reversal of the "common people" in India is welcoming. Right from the time of Indian independence that was achieved by "dominance without hegemony", to times in independent India when the mass existed as target group of different welfare schemes, we see a turn in political events today. This was made stunningly clear in the February 10 elections in Delhi, after my discussion with Rajat, when the AAP demolished the BJP by winning 67 of the 70 seats being contested; the BJP won a mere three. The Congress party candidates lost deposits in 63 of the 70 seats. The mass in India is attaching itself to a different political symbolism. It is no longer satisfied with an egoistic role of being the vote bank of one or other political party. The common people want to be a game changer in the political landscape in India. And AAP is likely to be first amongst the many that address the mass in India as political actors in their own rights. What Would Malcolm X Think? Ilyasah Shabazz NYT
The key to creating change is a critical mass of ready and angry people whose passion doesn’t ebb and flow with the news cycle

IFTY years ago my father, Malcolm X, was assassinated while speaking at the Audubon Ballroom in New York City. I think about him every day, but even more in the last year, with the renewed spirit of civil rights activism after the tragic events in Ferguson, Mo., on Staten Island and in countless other parts of the country. What would he have to say about it? People still look to Malcolm as a model for strident activism. They lament the lack of such a prominent, resonant voice in the modern dialogue about race. But they might not like some of the critical things he would have to say about the strategies of today’s activists. Of course, my father would be heartened by the youth-led movement taking place across the nation, and abroad, in response to institutional brutality. And he would appreciate the protesters’ fervor and skillful use of social media to rapidly organize, galvanize and educate. In a sense, his ability to boil down hard truths into strong statements and catchy phrases presaged our era of hashtag activism. But he would be the first to say that slogans aren’t action. They amount to nothing but a complaint filed against a system that does not care. In his speeches, he did not simply cry “Inequality!” — he demanded justice, and he laid out the steps necessary to achieve it. He counseled smart action to circumvent the inevitable consequences of systemic injustice. When he spoke about “the ballot or the bullet,” America sat up and took notice as he articulated the searing reality that, if not granted the right to participate in the system, black citizens would have no recourse but to fight. The long-suppressed fury that was beginning to boil over in black communities lent credence to this warning. And when voting rights laws and practices changed, it was in no small part because of powerful white Americans’ fear of what could happen if they failed to act. He would also critique the activists’ rhetoric itself. I imagine he would applaud the “Hands Up” gesture for its sheer dramatic effect, but also critique it as rank capitulation that ironically accommodates the very goal of police brutality — to intimidate and immobilize black citizens, forcing them into a defenseless posture if they hope to survive. He’d agree that “Black Lives Matter,” indeed — but also note that the uniformed police officers who disagree are not likely to be persuaded by a hashtag. Above all, he would bemoan the lack of sustained, targeted activism. Yes, there are many people continuing the hard work that began after Ferguson. But far too many have moved on. Today when people speak about how we must fight racism, the “threat” feels empty. We have softened to the point of apathy, and everyone is so easily distracted from activism by pop culture and high-tech consumerism. How can we expect change when no one feels accountable to provide justice — including grand juries and district attorneys? My father was never one to criticize without also offering a solution. First, he would challenge today’s young protesters to draw upon the nation’s rich history of activism and to appreciate better the contributions of those who have gone before them. What worked in Selma, in Chicago, in Watts — and what didn’t? As it is, today’s protesters often act like they are starting from square one. This disconnect cannot be dismissed as the hubris of youth; it is a symptom of our failure to teach this generation about black history and the way our economic and social systems actually function. In that same vein, he would demand that today’s activists use that wisdom to fight the impulse of the news media and white America to explain away activism as irrational, temporary or pointlessly violent. In his day, Malcolm stepped to the microphone and proclaimed that all the race riots, upheaval and violence that the white world abhorred amounted to “chickens coming home to roost.” After Ferguson, we had plenty of news coverage denouncing the riots, but few people explaining where the impulse to riot comes from. He would also recognize that while some things have not changed in 50 years — like police brutality — many have. Minorities have greater access to the system. We have the ability to become law officers and judges, and the ability to register and vote. He would encourage activists to take advantage of this access, to take power inside the system as well as outside it. Voting, for example, is both action and speech. So is local organizing that emphasizes educational access, economic opportunities and political engagement. Grass-roots work is not flashy, and rarely celebrated on the national media level, but that is where change begins. Finally, he would emphasize that he was never one man acting alone. Malcolm didn’t create black anger with his speeches — he organized and gave direction to it. A modern hero alone won’t bring us a magic solution. The key to creating change is a critical mass of ready and angry people whose passion doesn’t ebb and flow with the news cycle. We have been shaken by the deaths of Eric Garner, Michael Brown, Trayvon Martin and Tamir Rice — shaken, but not sufficiently unsettled. We must contextualize those losses, force our neighbors to become so deeply disturbed by what has occurred that they, too, are inspired to act to change the system. If my father were alive today, he would be humbled as a new generation emerges, yet again inspired, in part, by his life and words. He would advocate alongside them. But he would encourage them to follow his lead and never take the path of least resistance.

This clearly shows that Nagas are not ready. The oil business has lots of ramifications on the ecology, health, economy and the society. Such a matter cannot be taken lightly. However a point of divergence here is that as far as our institutions are concerned given their importance as mentioned above, the answer is an uncomfortable no. The State organisations like the bureaucracy and the political institutions are not ready yet to take up such big ventures. In fact given the predatory nature of the state, if we proceed without proper institutional reforms, the elites in our society will get richer at the cost of the community. In fact it will be like putting the cart before the horse. Therefore we first need to reform institutions and build 'state capacity' for a balanced and equitable economic transformation of our society. So, all we need is reform and the best way to begin with is Article 371(A) where rather than denigrating, it we can improvise institutional structures where an alternative model of development is promoted. Sayeed is Kashmir CM again, BJP shares power
Jammu, march 1 (IaNS): PDP chief Mufti Mohammad Sayeed took oath as chief minister of Jammu and Kashmir Sunday, heading a coalition that brought the BJP to power for the first time in India's only Muslim-majority state. Prime Minister Narendra Modi, BJP president Amit Shah and party leaders L.K. Advani and Murli Manohar Joshi witnessed the ceremony, more than two months after elections produced a hung verdict giving the PDP and the BJP 28 and 25 seats respectively. After taking oath, Sayeed, 79, warmly hugged Modi and sat close to him, witnessing the entire ceremony held on a flowerdecked stage at the Jammu University's General Zorawar Singh auditorium. Son of a religious preacher from the Kashmir Valley, Sayeed will head the government of his Peoples Democratic Party and the Bharatiya Janata Party, and will be the chief minister for all of six years. Senior BJP leader Nirmal Singh was sworn in as the deputy chief minister. No change in BJP stand on article 370 hyderabad, march 1 (IaNS): There is no change in the BJP's stand on repealing article 370 of the constitution which guarantees special status to Jammu and Kashmir, Parliamentary Affairs Minister M. Venkaiah Naidu said Sunday. He replied in the negative when asked if the BJP had compromised on the issue to form a coalition government with the People's Democratic Party (PDP). "We stand where we were and we will be." The minister said repealing article 370 required a two-third majority in parliament as the constitution would have to be amended. "Why will they accept our stand and why will we accept their stand?" he said, when asked whether the Peoples Democratic Party had agreed to the Bharatiya Janata Party's stand on the issue. Naidu said the PDP-BJP coalition in Jammu and Kashmir would move forward on issues where there was consensus. The minister said the formation of the coalition government was a happy occasion for BJP workers. He said that one of the founders of the BJP, Syama Prasad Mukherjee, dedicated his life to fight for the merger of the entire Jammu and Kashmir with the Indian Union. "This is a happy occasion. For the first time in the country's history, a coalition government is formed in Jammu and Kashmir with the BJP as a partner," he said.

Christians to hold special prayers against attacks bhoPal, march 1 (PTI): Christians will hold threeday special prayers from March 4 at 100 places across the country for an end to the "attacks" on churches and the "hate campaign" against the community, a group of clerics said. "We are going to pray in churches for three days from March 4 to 6," pastor of the Jabalpur-based English Methodist Church pastor F J Valsalen said on Sunday. He said the prayers would be held in six districts of Madhya Pradesh - Indore, Jabalpur, Ujjain, Damoh, Gwalior and in Bhopal. One of the organisers insisted that the prayers were not held for publicity purpose. "We are passing through turbulent time....Our churches are being attacked and false cases are being slapped on our ministers (clerics) and a smear campaign to defame us is being run. Forcible campaign ghar wapsi (re-conversion to Hinduism by right wing organisations) is underway to torment us," a cleric alleged. He said that during prayers "we are going to ask the God to forgive these people who are falsely persecuting us". Meanwhile in a related development, Rashtriya Isai Mahasabha (RIM) handed over a memorandum to External Affairs Minister Sushma Swaraj demanding an end to the attack on Christians nationwide. "In the memorandum, we have demanded that the attack on Christians should be stopped and investigated immediately and hate speech and campaign against us should be checked," RIM district vice president B Alexander Vaughan said. Prime Minister Narendra Modi had recently assured the minority community that fanaticism will not be tolerated. "My government will give equal respect to all religions and will not allow any form of violence against them," he said at a function organised by Catholic Church on February 21 at Vigyan Bhawan in Delhi. In Parliament too the Prime Minister had said that his government will not not allow any discrimination against any religion.
RSS reiterates demand to enact anti-conversation law NeW delhI, march 1 (PTI): Amid the raging row over Mohan Bhagwat’s remarks on Mother Teresa, RSS on Sunday reiterated its demand for an anti-conversion law to check the “rising incidents” of religious conversions in the country. Suhasrao Hiremath, the Akhil Bharatiya Saha Seva Pramukh of RSS, made the remarks at a press conference called to announce an upcoming mega event, a congregation of around 800 social service organisations affiliated to the outfit, in the capital. “The demand for an anti-conversion law to stop conversions through false promises, forceful or any other wrong means is long— standing. We have nothing against people who convert voluntarily. But considering rising incidents of such conversions, government should enact a law,” Hiremath said. Bhagwat’s remarks that conversion to Christianity was the main objective behind Mother Teresa’s service to the poor have sparked a major controversy leading to a fierce Opposition attack on the government. “Few states have such laws in place already. The present government has also raised the issue in the Parliament... It should also consider implementing the recommendations of the Niyogi Committee Report in this regard,” Hiremath added. Earlier, amid uproar over VHP’s ‘ghar wapsi’ programme, the government had said that it was open to bringing a Bill against forced conversions. The three-day convention, ‘Rashtriya Sewa Sangam’, which will be inaugurated by spiritual leader Mata Amritanandamayi on April 4, will also be attended RSS chief Mohan Bhagwat and Wipro chairman Azim Premji among others. The first edition of the convention was held at Bengaluru on 2010.

PDP winning almost all its seats in the valley and the BJP sweeping Jammu. Even as it became clear that the BJP and the PDP would have to team up to form a government, their negotiations became protracted because of the two parties' known differences over some vital issues. This is the first time the BJP is tasting power in Jammu and Kashmir, the country's only Muslim-majority state where a separatist campaign which has raged since 1989 has left thousands dead.

Bills to replace ordinances government's priority hyderabad, march 1 (IaNS): Passing bills to replace ordinances promulgated in the inter-session period will be government's priority in the coming week of budget session, Parliamentary Affairs Minister M. Venkaiah Naidu said here Sunday. "Bills to replace six ordinances on different issues will be taken up first in the Lok Sabha," Naidu told reporters. "Business Advisory Committees of both Lok Sabha and Rajya Sabha have discussed the legislative business proposed by the government for the second week of parliament session and alloted time for different bills," he said.
According to the parliamentary affairs ministry, two of the bills - The Citizenship (Amendment) Bill 2015 and The Mines and Minerals (Development and Regulation) Amendment Bill 2014 - have been listed for consideration and passing in Lok Sabha Monday. Statutory Resolutions disapproving the ordinances will be also be taken up along with the bills. Once through Lok Sabha, the government aims to take the bills to the upper house in the same week. According to a statement by the parliamentary affairs ministry, Motor Vehicles (Amend-

NeW delhI, march 1 (PTI): Indians holding black money abroad will be given a last chance to disclose their overseas bank accounts or wealth to the government and avoid a jail term. Revealing this, Minister of State for Finance Jayant Sinha today said the failure to unveil assets abroad will invite a rigorous jail term of up to seven years, while concealment of income and tax evasion would result in 10-year imprisonment. These provisions will be part of a Bill that the government plans to bring in the current session of Parliament to check the black money menace. Dismissing the suggestion that government was proposing an amnesty scheme for black money holders, the Minister in an interview to PTI said: "There is no am-
nesty scheme. We have said very clearly, we expect everybody, who has any undisclosed wealth, accounts, so on ...Outside the country should disclose that. "We have created a window to do that. There is no amnesty at all. You have to disclose, what you have. You have a certain amount of time to disclose that...If they don't disclose, they will be liable to punishment of various imprisonment up to 7 years." Sinha said the concealment of income and tax evasion could result in imprisonment of up to 10 years. Moreover, the account holder will have to mandatorily specify the date of opening of foreign account in the return of income. He said the states sought amendment to overcome the hurdles they are facing in acquiring land for development projects. The minister claimed that the amendment is one of the measures being taken by the NDA government to boost the economic growth.

ShImla, march 1 (IaNS): Determined to check its skewed sex ratio, the Himachal Pradesh government won't fund panchayats if no girl is born in its domain. But there will be rewards for panchayats with a good sex ratio. The decision has come from Chief Minister Virbhadra Singh who, at the helm for the sixth time, is sensitive to gender issues, officials say. At a recent public meeting in Kangra district, the octogenarian got emotional and announced that he would stop grants to panchayats where the sex ratio is declining. "When he came to know that certain areas adjoining Punjab
are witnessing a skewed sex ratio, he got furious," a health official told IANS. "He took the decision to warn the erring panchayats." The chief minister has also reportedly directed health authorities to keep a close tab on people visiting clinics to kill the girl child. As per the 2011 census, Himachal Pradesh has 6,864,602 people, of which 3,481,873 are males and 3,382,729 females. The sex ratio is 972 females to every 1,000 males. Lahaul-Spiti in the state has the best sex ratio among all districts in India in the 0-6 age group -- of 1,033 females for 1,000 males. At a rally in Dadasiba village

The 7-year-old female was captured Friday, six weeks after it was initially spotted in a reserve in Pathein township, forestry official Tun Tun Oo said. It’s the ninth white elephant in captivity in the country. “We had to be careful,” Tun Tun Oo said of the 1.9-meter-tall (6-foot3) elephant. “It’s wild. We didn’t want the elephant or the forestry department officials to get hurt.” White elephants, which are actually albinos, have been revered for centuries in Myanmar, Thailand, Laos and other Asian nations.

Rousey stopped Cat Zingano with an acrobatic armbar after just 14 seconds, dramatically defending her 135-pound title at UFC 184 on Saturday night. The former International Cricket Council (ICC) president has emerged as a consensus candidate between the two rival factions of the Board of Control for Cricket in India (BCCI). While one faction is led by sidelined BCCI president N. Srinivasan, the other is headed by former ICC president Sharad Pawar. Both have unanimously opted for the Cricket Association of Bengal (CAB) president as their candidate for the election. Dalmiya filed his nomination with support from CAB, the National Cricket Club in Kolkata and four other associations from the east zone. He was reportedly visited by both factions who asked him to contest for the position of the BCCI president. Srinivasan was barred by the Supreme Court from contesting the election following the Indian Premier League (IPL) spot fixing scam. He can only vote, when required, as a nominee of the Tamil Nadu Cricket Association (TNCA). In between, nomination papers for other positions in the board have also been filed. The Indian parliament itself has recently passed the Lokpal and Lokayukta Act 2013 during the last winter session. This act provides for the establishment of Lokpal for the union and Lokayukta for states to inquire into allegations of corruption and maladministration against certain government officers and elected representatives and for matters connected therewith. The structure of Lokayukta though differs in all states with respect to composition, power, jurisdiction, qualification etc., the one thing in common is that, it will investigate such allegations of corruption and take necessary action against the erring officers if convicted. Action could be imprisonment, fine, dismiss from service, confiscation of property, etc depending upon the nature of crime. The Act provides a mechanism for the redressal of citizens’ grievances which is necessary for the success of democracy. It is the holy grail of a perfect and just society, free from corruption. Good governance requires good law - a law which does not discriminate its citizens regardless of power, status, fame, etc. With this in mind, the Lokpal and Lokayukta Act came into being. It is a priceless gifts to the citizens especially the weaker section of people who are highly vulnerable to arbitrary action of the state. Unfortunately, this gift from Indian parliament is being denied to the people of Nagaland by our own elected representatives who carry our mandates. But why? Well they said this Act is against Article 371A, the very article which gives special status to Nagaland. Here, they lied again, because of the fact that they may land up in prison cell in the end like Jayalalitha and Lalu Prasad, if Lokayukta is to be established. They probably would never have had contested in the election in the first place, had they already knew that corruption is absolutely impossible for legislators. After all, such laws would be suicidal
for them since it will surely hit them back. A concern citizen may ask them; in what ways does setting up of Lokayukta institution would be violating Art. 371A, if it is for the benefit of the society in general? How much have you contributed in fighting against the evils of corruption during your tenure as legislator? Don’t you realize that raising objections against this bill reflect the real evil intent within you? Article 371 A should not be misinterpreted to suit the needs of a few section of people. If the state is seriously concern about checking corruption, why should such bill be opposed? The purpose of Lokayukta institution is to provide clean, transparent and accountable government to the people. If our elected representatives are against the laws which aim to improve the effectiveness and efficiency of governance, then the credibility of the government itself is highly questionable. Lokpal and Lokayukta Act 2013 is indeed a noble law which should be appreciated by all law abiding citizens. Under this act, honest officers are well protected just as the Holy Spirit protects a holy child. When an ordinary citizen has to end up in prison for bribery, why should a minister be left free for misusing public funds? When an ordinary citizen has to be charged for possession of illegal arms, why can’t a minister be charged for the same crime they have committed? Why can’t a property be confiscated if acquired by corrupt means? Today, we are in deep legal crisis. A non discriminatory law has to be put into place, so that prompt actions are taken immediately against those erring government officers who went too far involving corruption. A highly corrupted government requires even more stringent laws. In this regard, our state must establish a strong Lokayukta so that its citizens are not subjected to face the blunt of abject poverty resulting from misuse of public funds by some greedy people. If Nagaland is to wait for the wrath of God to befall upon those corrupt officers, by that time the state’s treasury shall be reduced into shambles, permanently damaged and never to revive again. Arrogance and ignorance in the Department of School Education

t is very embarrassing to see threatening of “total cease of work, boycotting of classes, agitation etc by teachers and functionaries of the Education Department from 2nd March.” Most of the Govt. Schools are HSLC / HSSLC exam centers and the students have missed classes nearly a month. Resorting to total cease work at this juncture would definitely hamper the future of young children. We all know that teachers are the backbone of the nation building and their main objective should be to deliver quality education and be a model for the students so that good citizens are produced in our society. Being teachers and employees of the Department of education who deals with development of human resources, turning of their never ending discontentment is hampering / jeopardizing the future of the students and the society which can never be justified by anyone. I am pained to raise the question, where is the school education department heading to; Arrogance or Ignorance? Govt. fulfilling the unreasonable demands of agitating employees and ignoring the genuine demands of sincere employees who shows sympathy to the young children and restrain from agitations is not a healthy way of governance. People might have come across the paper war between the Principals’ Forum and a group of HMs/ AHMs supported by some association regarding the DDO power and poor performance of HSLC results in the Govt. Higher Secondary Schools. Have anyone ever heard about HSS Officers/employees resorting to boycotting of classes? The PGTs bring good results through their dedicated service and hard work without engaging proxy teachers whereas the state of affairs in the other side is well known to everyone. Higher Secondary Officers and PGTs have every genuine reasons to do so if boycotting of classes and agitation alone are the way to get justice for any kind of discontentment without caring for the welfare of the students in particular and public in general for the ill treatment meted out to the Higher Secondary Section . For instance, the Higher Secondary officers (PGT), entry point is class 11 gazetted, after they are promoted upto the rank of Deputy District Education Officer( DDEO) they are not allowed to be promoted to District Education Officer (DEO) but out of 19 post of DEO/ Jt. Directors, only 1 Jt. Director post is given to HSS officers and they are compelled to serve under their juniors who were serving under them as G/ Ts. Sometimes we are very embarrassed to work under our juniors who were G/T (Non- gazetted), when we were serving as Principals(class 1 officer) of GHSS. We used to write their ACR before but now we are compelled to request them for it. As HSS Officers are restricted for promotion , one post of 1 Director and Addll. Director for higher Secondary section is still lying vacant after our seniors went on retirement.( Before also HSS Director post were

Anything becomes possible for secondary section because they are the controller and functionaries in the deptt. The Higher Secondary Section is also a part and parcel of the department of School Education and I think every employees of the deptt. has equal rights for every opportunity and facilities which is totally denied to HSS. Because of the discrimination meted out to HSS Section, on several occasions, we submitted representations to the authority. to do justice to all its employees but to no avail. At last we approached the High Court to seek for our justice but never neglected our responsibilities towards the students since it was the fault of the functionaries in the deptt. not the students or the public. Is the boycotting of classes and undemocratic way of agitation alone is the way of fulfilling the demands? Will the Govt. remain as a silent spectator only? After the Honorable High Court acknowledged the discrimination and imbalances in the distribution of higher cadre posts in the re-structuring 2011 and directed the Govt. to examine the matter and review the structure while framing the new Service Rules, instead of appreciating the efforts made by the Hon’ble Parliamentary Secretary for School Education Shri Yitachu and his team who are trying to reform the deptt. and amicably solve the issues in the interest of all the categories of employees under School education , some of the selfish officers and teachers are diverting the attention with their utter selfishness at the expense of the students career. It is high time that govt. realize the situation and tackle with some stringent measures to avoid such an unwanted situation and deliver justice to all its employees irrespective of any group or Association. There are about 10225 Primary teachers,2500 Graduate teachers,1560 Language teachers(16tribes) 3000 Hindi teachers 304 Physical education teachers,100 Agri teachers 1500 Vocational teachers,750 PGT (Gazetted) and about 5000 Non-teaching employees in the School Education Department, I am sorry to say that, out of the total employees, Primary teachers are included for membership by their association but never included in the seniority list nor promotion so also the other groups except for those who are lucky and could manage to be listed in the seniority list. While the Khans are still unchallenged, the scene is shifting as the newer lot is fast making their own space, something that is immensely supported by the social factors of a young consumer market like India. Not to forget, there's a marked change in the strategies and approach of brand custodians in the current scenario. Here's looking at what has changed in favour of the Gen Next stars: Freshness - Be it Alia Bhatt or Shraddha Kapoor, they bring freshness to the brand when they replace older actresses. Gary Glitter sentenced to 16 yrs in prison for child sex abuse

ormer musician Gary Glitter has been sentenced to jail for 16 years for sexually abusing three young girls between 1975 and 1980, it has been revealed. Judge McCreath told the pop rock singer, whose real name is Paul Gadd, that the musician did all of them real and lasting damage and did so for no other reason than to obtain sexual gratification for himself of a wholly improper kind, the BBC reported. McCreath continued that the offences for which
he must pass sentence took place many years ago at a time when in particular, in respect of one of them, the maximum sentence was considerably lower than that which was now available. Glitter had been at the height of his fame when he attacked two girls aged 12 and 13 after inviting them backstage to his dressing room. Glitter's youngest victim had been less than 10 years old when he crept into her bed and tried to rape her in 1975.

The Vamps launch own record label B
ritish pop band The Vamps have launched their very own record label. The band have yet to decide on a name for the new business venture, but will run the label in partnership with EMI/Universal, reported Digital Spy. The four-piece - consisting of Bradley Simpson, James McVey, Tristan Evans and Connor Ball - will be responsible for A&R at the new label, which will include discovering and developing new talent. The group will help

BriSBane, March 1 (ianS): Despite a spirited fight by Zimbabwe captain Elton Chigumbura (35), Pakistan managed their first World Cup Pool B win -- by 20 runs -- at the Gabba here Sunday. After an extremely slow start, Pakistan managed to reach 235/7 thanks to Manof-the-Match Wahab Riaz’s (54 not out) first One-Day International (ODI) halfcentury. Zimbabwe looked well on course while chasing. But Pakistan’s pace bowling quartet, especially Riaz (4/45) and Mohammad Irfan (4/30), chipped away wickets at critical junctures to help the 1992 edition champions bowl Zimbabwe out for 215 with two balls to spare. Zimbabwe needed the likes of Hamilton Masakadza (29), Brendan Taylor (50) and Sean Williams (33) to take them home but it was not to be. Chasing a target of 236, Zimbabwe lost openers Chamu Chibhabha (9) and Sikandar Raza (8) early. But Masakadza and wicketkeeper Taylor, who scored his 31st ODI half-century, kept knocking around. However, from a very comfortable 150/4, Zimbabwe lost four wickets in a span of 18 runs which
turned the match in favour of Pakistan. Skipper Chigumbura, however, looked like he would steer the Africans home with Tineshe Panyangara (10) by his side. They struck a crucial 47-run ninth-wicket partnership. With 34 required from four overs and a steady partnership at hand, it looked like Zimbabwe will make it. But a special maiden over by birthday boy Shahid Afridi turned the tables as the score became 34 off 18. Thereon, the Pakistani pacers bowled beautifully to snatch the game away. The Zimbabwean pair got out in the last over in a desperate dash to score. Earlier, considering the slow start that Pakistan got after winning the toss, 235 was a competitive total on a slow Gabba wicket. Zimbabwe bowlers were brilliant to begin with. They took two early wickets. Openers Nasir Jamshed (1) and Ahmed Shehzad (0) were bowled out with Pakistan tottering at 4/2. Zimbabwe restricted Pakistan to 14/2 in 10 overs. Though Pakistan didn't lose any wicket in the next five overs, they were not able to score freely. They managed 33/2 at the end of the 15th over -the lowest 15-over total of
this World Cup. Things did not improve for Pakistan as they reached 127/5 in the 34th over. But a quick knock off 46 balls by Riaz towards the end of the innings helped Pakistan cross the 200-run mark. Skipper Misbah-ulHaq was instrumental in playing the anchor’s innings. He scored a patient 73 from 121 balls. Coming to the middle in the fourth over, he remained till the 47th over to compile his 40th halfcentury. Though Pakistani batsmen kept getting out at the other end, Misbah was in the middle for three hours and 11 minutes.
