In a press note, ANHTU Dimapur Unit president Petemo Lotha, and general secretary H. Daniel Sema questioned the department as to how the teachers can maintain and manage the daily requirements and needs of the family if their salaries are not paid on time. It appealed to the concerned department to release the salaries at the earliest.
Soon, Aadhaar will be a must for online booking of train tickets
C M Y K
NEW DELHI, MARCH 2 (PTI): The railways will soon move towards Aadhaar-based online ticketing system to prevent touts from blocking bulk tickets, end fraudulent bookings and curb cases of impersonation. Aadhaar number has been made mandatory for senior citizens to avail concessions in train tickets from April 1. A threemonth trial run for this is going on. As per the new business plan 2017-18, unveiled by Railway Minister Suresh Prabhu on Thursday, besides the Aadhaar-based ticketing system, the railways will move towards cashless ticketing system by installing 6,000 pointof-sale machines and 1,000 automatic ticket vending machines across the country. An integrated ticketing app will also be launched by May to promote cashless transaction. “Aadhaar number will be required for one-time registration at the IRCTC ticketing site. The step is aimed at eliminating touts from registering with fake identities,” a senior Railway Ministry official said, adding the Railways were preparing a software for the purpose. Despite taking several steps, touts corner bulk tickets and sell those at much higher prices and this is becoming a serious problem for the railways. The new business plan also envisages launching of new tourist trains connecting hill stations and enhancing passenger comfort, besides providing pleasurable journey experience through improved amenities and catering service.

nagaland cM underlines ‘CSS funds have not benefited need for common platform the grassroots except the elites’
DIMAPUR, MARCH 2 (MExN): Nagaland State Chief Minister, Dr Shurhozelie Liezietsu today underlined the need for the hills people to have a common platform to amplify their aspirations, and termed the NPF as such a platform. Addressing NPF elections campaigns today at Chandel and Ukhrul district headquarters, the Nagaland CM, who is also NPF President, stated that the party stands for the conglomeration of the entire people of the Hill districts of Manipur. The CM also revealed that political parties from as far as Jharkhand have approached to join the NPF, but added that he has “decided to go slow for the moment.” Dr Shurhozelie lamented that the inability of the 20 legislators from the hill districts to come together on a single platform has “prevented the representatives to speak out in one voice and one mind when they attend the Assembly sessions in Imphal.” “The 20 Legislative Assembly Constituencies in the hill districts of Manipur have been represented by hills people for the last 40 years or so. But since they belong to different political parties they become strangers to each other when they come to the Manipur Legislative Assembly and they could not have the same voice since there was no platform for them to come together at that point of time. We believe that by introducing the NPF in Manipur we have provided the much-

needed platform to the people of these 20 Constituencies,” he said. While acknowledging that the NPF stands for integration of contiguous Naga areas, he stated: “we have to go through a democratic and legallycorrect process which may take some time.” He however expressed optimism that sooner or later “integration will be a reality.” The Nagaland CM also iterated the NPF’s aim to play the role of a peacemaker among the different sections. “Not only to the different sections of the people of the hill districts but even to the different factions of the underground. We have so many outfits, so many insurgency groups in the Northeast, especially Nagaland and
cnsA concerned about contents of Aug 3 framework Agreement DIMAPUR, MARCH 2 (MExN): The Central Nagaland Students’ Association (CNSA) has expressed serious concern over the contents of the August 3, 2015 Framework Agreement signed between the NSCN (IM) and the Government of India. The apprehension from the CNSA comes against the backdrop of the statements made by Prime Minister Narendra Modi and Union Home Minister Rajnath Singh in an election rally that “no force in the world can disintegrate Manipur’s territory and that no points related to Manipur is contained in the Framework Agreement.” Stating that the Framework Agreement, which is shrouded in mystery, is now eventually being divulged, the CNSA said the statements made by the PM and HM that ‘’the centre would not allow anyone to distort the territo-
rial integrity of Manipur, Assam and Arunachal Pradesh,’ distorts the presumed fact that peace talk encompass areas of Greater Nagaland. Pointing out that such statement reveals betrayal to the trust bestowed by the people; the CNSA said for an amicable solution to the political movement, if peace process is for the state of Nagaland then stakeholders should spearhead the talks “and by no other entity.” Further, the CNSA questioned and wanted to know as to why the GoI and the NSCN (IM) is reluctant to declare the content of the Framework Agreement in black and white. It reminded that people would not accept agreement, settlement, or any solution brought about, if it is not in the interest of the entire Nagas, while adding that solution without taking the stakeholders into confidence will be futile and fruitless.
Manipur. We do not know all their political agendas, but unless they come together, they cannot achieve anything. Therefore, one of our aims is to be the bridge between the various underground groups,” he said and appealed to all groups to unite for the sake of the people and renounce violence in all forms. Expressing belief that the different communities of the hill districts and the valley have been and would continue to live together as neighbours, the Nagaland CM criticised his Manipur counterpart for “playing a communal card for political gains” and stated that his party is “against anyone who encourages communalism.” “We want to see all the different communities live together in peace and harmony. We stand for peace and we will continue to play for peace. We want to live in complete harmony with all our neighbours,” he said. Echoing the Chief Minister, Nagaland Minister in Charge of NPF Manipur Unit, Yitachu said that “NPF is not participating in the Manipur elections just for the sake of participating, but we are serious on finding a solution to the Naga political problem.” He said that the Congress in Manipur has “let down the people of the hill districts all these years” and predicted that the Congress would “lose this time round because of Ibobi, because of the party’s policy against the Naga peace process and because of its policy against the tribal people.”
Why are Hindi teachers victimized when their salary funding pattern is 100% CSS, ACAUT questions FC
DIMAPUR, MARCH 2 (MExN): The Against Corruption and Unabated Taxation (ACAUT) Nagaland has termed the clarification made by the Finance Commission over the utilization of the 14th Finance Commission released money as per the state budget as a side- issue and clearly an act of double standard. Bringing to case in point the release of Rs1,353.52 crore for 142 CSS/projects during the financial year 2015-16, Media Cell, ACAUT said the State Government had no problem releasing 10 % of the state’s share for these schemes and project and gets the amount released “since it did not require funds directly to the grass root or beneficiaries.” Pointing out that the CSS & projects have not benefitted the grassroots except the elites, it alleged, “Evidently, most of these released CSS funds are meant for the pockets of the politicians and bureaucrats.” On the other hand, the ACAUT termed as “sickening” that when teachers under SSA, RMSA and the Hindi teachers are not paid for 9 months at stretches the number one excuse given by the departments is that the state do not have enough funds to give the 10 % share. Calling this as double standard, the
ACAUT has dared the Finance Commissioner to answer as to why Hindi teachers are being victimized for 9 months when their salary funding pattern is 100% CSS. It also sought explanation why the year 2015-16 witnessed maximum teacher’s agitation despite the fact that the Human Resource Development (HRD) had released Rs. 140.65 crore for the SSA and RMSA programmes during 2015-16. ACAUT also asked the Finance Commissioner to clarify on the allegation that the Finance Department deducts an illegal 10% commission on every developmental fund released to the various departments taking advantage of the fact that all CSS amount is parked with the department. Against this context, ACAUT claimed that what it meant in its previous press statement was the fact that the state had enough money to deposit 10% state share for the salary components; after all, the 14th FC had also released Rs. 5229.56 crores to the Finance Department. It pointed out that this was “more than enough to pay the combined salaries of SSA, RMSA, and Hindi teachers 100 times over.” At the most the 10% state share for SSA and RMSA programme cannot be more than 20-30 Crores per financial year, it added. Therefore, ACAUT maintained that the “Finance Commissioner taking pains to explain that the 14th FC released money has been utilized as per the state budget was only a side- issue.”
NTAC ‘flabbergasted’ by Zeliang’s speech at Manipur election rally
DIMAPUR, MARCH 2 (MExN): The Nagaland Tribes Action Committee (NTAC), Kohima on Thursday disparaged the statement made by former Nagaland Chief Minister, TR Zeliang at an election rally in Tamenglong, Manipur that he was “dislodged” not because he lost the support of the MLAs but because of being from a minority tribe in Nagaland. In a hard-hitting rejoinder, Media Cell, NTAC said Zeliang had totally miscomprehended the state of affairs to be such as because of him being “from a minority tribe” and dislodged as chief minister and “unable to assimilate his own scheming any further had to spew out on Tuesday, February 28 during an election rally at Tamenglong in Manipur…” It reminded that the demand of the people of Nagaland was for him to step down by owning moral responsibility for the loss of lives in the aftermath of declaration for conduct of ULB elections in Nagaland under his government.
The NTAC said, “all recognized Naga tribes of Nagaland are equal and there is no different categorization as he might in his wildest imagination naively think and the most sympathetic nods of people in Manipur, and outsiders as they cannot change this statement of fact back here in our Nagaland.” The NTAC also said it was flabbergasted by the “blabbermouth statements made by TR Zeliang and Yitachu in Manipur that central forces offered by the Centre could have been brought in to contain the protesters in Nagaland and held on to the seat.” It pointed out that the actual content of reply letter to TR Zeliang’s request officially made as Chief Minister of Nagaland vide DO letter No. CMN/19/ HOME/2014 dated 9th February, 2017 addressed to the Union Home Minister on law and order situation however portrays a disappointingly opposite story, a full scale disinclination of the Cen-
tre to interfere. It also referred to the statement made by Union Minister of State Kiren Rijiju in an NDTV talk show that the “ongoing movement in Nagaland was an internal issue of the state and the centre fully aware that law and order being a state subject emphatically opted out.” The NTAC maintained that all the hardships and losses that had happened to the people of Nagaland would not have seen the light of the day had TR Zeliang in the first place listened to the voice of the people and stepped down gracefully. Moreover, the wrong legal advice which Yitachu has been vociferously advocating was the basis for the government to go ahead with conduct of ULB elections against the wishes of the people and the elected government under the leadership of TR Zeliang miserably failed its role and responsibility of fulfilling the Constitutional obligation vis-avis safeguarding Article 371-A, it added.
TR spoke the bitter truth of Manipur CM, says NPF Time now for Nagas to
DIMAPUR, MARCH 2 (MExN): The Naga People’s Front (NPF), Central Office said its attention has been drawn to certain remarks of the Nagaland Pradesh Congress Committee (NPCC) which appeared in a section of the local media wherein the speech of the former Chief Minister TR Zeliang at Tamenglong district headquarter the other day was criticized. Media & Press Bureau, NPF, giving a rejoinder on Thursday, said the former Chief Minister stated the bitter truth of how Congress Chief Minister, Ibobo Singh has been clinging to pow-
er using all sorts of Central and State security forces available at his disposal and turning out the whole State into a war-zone like environment. On the handling of the ULB elections, which the NPCC claimed, “was a fiasco,” the NPF in turn questioned the role of the Congress party which had “passed a resolution supporting holding of ULB elections with 33% reservation, printed their manifesto but when there were no takers for their party tickets in the ULB elections, withdrew from the scene quietly and maintained a deafening silence all throughout.”
The NPF therefore said the Congress should clarify to the people of the State as to what extenuating circumstances compelled it to act so hypocritically in the first place and how their resolution to support and participate in the ULB elections was “turned down by their high command.” Further, if the Congress harbour any delusions that the DAN legislators had abandoned the former Chief Minister, the NPF reminded that Zeliang was “compelled to step down for the sake of peace and tranquility not from within the Assembly or the Government,
but from outside forces which resorted to all sort of violent and morbid methods for the political benefits of a few vested interests.” The NPF also stated that if the Congress party is so keen to respond to the political speeches of the NPF leaders in Manipur, they should go to Manipur and campaign for their party candidates. “Unfortunately, they have not been invited to address even a single election campaign by their counterparts in Manipur, and they have no other option but to resort to armchair politicking whereby they at least, make themselves heard,” it stated.
Students must not propagate culture of unrest: Prez KOCHI, MARCH 2 (IANS): Amid the controversy surrounding Delhi University, President Pranab Mukherjee on Thursday said that students should engage in discussion and debate rather “propagate a culture of unrest”, while also backing freedom of thought and expression. “Our premier institutions of higher education are the vehicles on which India has to propel itself into a knowledge society. These temples of learning must
resound with creativity and free thinking,” Mukherjee said while delivering the 6th K.S. Rajamony Memorial Lecture. “Those in Universities must engage in reasoned discussion and debate rather than propagate a culture of unrest. It is tragic to see them caught in the vortex of violence and disquiet,” he added. Mukherjee’ remarks came amid the controversy which started last week after violence at Delhi University’s Ramjas
College between the left-wing All India Students Association and the RSS-affiliated Akhil Bharatiya Vidyarthi Parishad. Mukherjee also said there should be “no room in India for the intolerant Indian”. He maintained, “Our society has always been characterized by the open contestation of diverse schools of thought and debate/discussion. Freedom of speech and expression is one of the most important
fundamental rights guaranteed by our Constitution. There must be space for legitimate criticism and dissent. Leaders/ political activists must listen to people, engage with them, learn from them and respond to their needs & concerns. Our lawmakers must never take the people for granted.” Mukherjee also pointed out that the “acid test of any society is its attitude towards women and children.”
stop and reflect: NCPF
DIMAPUR, MARCH 2 (MExN): Voicing concern over the recent turmoil arising out of the ULB election, which culminated in the tragic death of three youths and injury to several others, the Nagaland College Principals Forum (NCPF) has appealed to the Nagas as a whole to take this moment to stop, reflect and introspect individually and collectively. “The strands that connect the upheavals are many, unless we recognise, acknowledge and deal with each interconnected strand, the pain and the sacrifices of the recent past may just fade away without lasting impact,” NCPF president Dr Watijungshi and general secretary Dr Arenla Aier said in a press statement. While questioning if the people can afford to go back to our same old routine and habits of our daily lives as if nothing has happened, the Forum wanted that the “students that we try to mould today need to be moulded and guided in the right direction with a sense of duty and values.” The Forum said the educators have a moral obligation to voice concerns on events that have a direct bearing on the
community, present and future. It called upon the academia to think critically and express their thoughts fearlessly. “Our Society needs direction. Our teaching, our research in humanities and science must be made applicable and relevant,” it stated. The Forum also called on the church to make the Bible and the pulpit relevant; the lawmakers to make fair views based on truth and justice and act within the ambit of the law. It also appealed the judiciary to be blind while weighing the scales of justice. It further called upon each citizen to stand by a principle of core values, and all educational institutions including schools, the church and all civil society to collectively re-energize the campaign for clean election. “This must become a part of life and not simply as a campaign during elections. Let us make merit the basis of all transactions,” it urged. “If we can honestly accept the moral imperatives of the above, and make a change into a well directed course of thinking and acting, then we feel the sacrifices and pain of the recent past shall not be in vain. Let us make our future bright,” it added.

The high-voltage campaigning for the first phase of Manipur assembly polls came to an end at 3 pm today. Manipur is voting first of its two-phase elections on March 4. However, incidences of violence among workers of rival candidates increased throughout the pre-poll period in different parts of the state. Polling will take place at 1643 polling stations spread over Imphal East, Imphal West, Bishnupur, Churachandpur and Kangpokpi districts in the first phase. The main contenders of the two-phase polls will be the Congress and BJP. In the first phase election, a total of 168 candidates from 38 constituencies are in the fray. The second and final phase of the elections is scheduled to take place on March 8. “All polling stations will be covered by web casting online and offline,” Chief Election Commissioner Vivek Kumar Dewangan told media at a press meet in his office, Lamphel. Dewangan said, “We’re

Manifestos fail to impress the people
Newmai News Network Imphal | March 2
The election manifestos of major political parties in the ensuing Manipur assembly election have failed to impress the people. Most of the political parties are "beating the same drum" as were in the past assembly elections, according to activist Grace Jajo. Senior journalist A Mobi Singh said, “We do not think election manifestos of major parties like Congress and BJP for the polls are impressive to the people". He also said that almost all the candidates put up by Congress and BJP are all “tested faces.” For activist Ngachonmi Chamroy from Ukhrul district, only the valley will have the impact of territorial integrity and covering all the events inside polling stations with smartphones. If you do anything wrong inside polling station that will be captured and immediate action will be taken.” He assured the electors and all political parties that if anything goes around a polling station, the Election Commission will not hesitate to order re-poll.
blockade issues in the ensuing state polls. In the valley, it is the the perturbation over the territorial integrity and blockade issues. The economic blockade imposed by UNC since November 1, 2016 has seriously affected normal life and the economy of the state. Amid hurling of accusation and charges against the other by the political parties in Manipur on blockade and Naga political issue, senior advocate Khaidem Mani Singh said the matter vis-à-vis removal of blockade only has to do with the state government. “The Centre needs to provide the logistic support to the state government to open the blockade. The notion that both the Centre and Manipur government should act on together is wrong,”
Pre-poll violent incidents were reported from different places in Imphal triggering protests. Some unidentified people opened fire on a polling station at Wangkhei Angom Leikai today around 4:30 am. Unknown people planted a bomb near the office of Sagolband Development Association located at Sagolband Moirang Leirak
the noted advocate said. “Any agreement that may reach at between the Government of India and NSCN (IM) must not hurt the interests of the people of Manipur,” the advocate said. Activist Grace Jajo said the state government created seven new districts 'provoking' the Nagas on the eve of the state assembly polls is a step aimed at gaining political mileage. She said the Congress which has been in power for the last 15 years has a repeated manifesto for the ensuing polls. “Congress has completely left out some important issues like “militarization” and that improvement of law and order situation is nothing new in the party’s manifesto,” Grace Jajo said. She also expressed unhappiness over neglecting the issue of Armed Forces
yesterday around 9:30 pm. Yet again last night, the residence of BJP Yuva Morcha Manipur Pradesh vicepresident M Bali Sharma was attacked by some miscreants who also pelted stones causing some damage to the house and some properties. Prime Minister Narendra Modi, the star campaigner of BJP had ad-
(Special Powers) Act in the poll manifestos of political parties. “The Congress is beating the same drum leaving out important issues. There’s nothing significant promise mentioned in the party’s manifesto,” the activist pointed out. Although a lot of issues are there, the mindset of the electorate will be known after the twophase polls to be held on March 4 and 8, according to A Robindro Sharma, editor of Imphal-based Poknapham daily newspaper. He said the main contenders of the ensuing polls are Congress and BJP which have been launching attacks each other on the issues of blockade, Framework Agreement and territorial integrity. “It’s quite natural for political parties to get into fights during electioneering,” he said.
dressed an election rally in Imphal to campaign for his party. Congress star campaigner and AICC VicePresident Rahul Gandhi also addressed an election rally here. The Manipur polls are also seen as a test of Congress Chief Minister Okram Ibobi Singh’s popularity. The BJP harped on corruption issue in attacking the
ruling Congress during the campaign while the Congress attacked the saffron party on the issue of Naga peace accord and promised to safeguard the territorial integrity of Manipur. BJP is fielding candidates in all the 38 constituencies while Congress has put up 37. The results of the two-phase elections will be declared on March 11.

THE MORUNG EXPRESS
Indian economists seek GDP clues amid data doubts NEW DELHI, MarcH 2 (rEutErs): Surprised again by India’s strong official growth statistics, economists are relying increasingly on high-frequency indicators like bank credit and rail freight to gauge the real health of Asia’s thirdlargest economy. For India’s cash-reliant economy, Prime Minister Narendra Modi’s decision in November to outlaw old 500 and 1,000 rupee banknotes came as a big shock. The decision sucked 86 percent of cash out of circulation, and everyone from street hawkers to big consumer goods firms suffered a slump in sales. With data on commercial vehicle output, rail freight, service tax receipts and home appliance sales showing slowing growth or contraction, economic expansion in the quarter to December was forecast by economists at 6.4 percent. In fact, it came in at 7 percent, slower than the previous quarter but enough for India
to retain the title of the world’s fastest growing major economy. “Forecasting India’s GDP has become like predicting the English weather,” said one senior economist with an international ratings agency. “You never know when it will rain, when it will shine.” The shock was bigger for economists at Mumbai-based brokerage Ambit Capital, who predicted the economy may even contract in the quarter after the cash crunch hobbled businesses. Ambit’s Ritika Mankar Mukherjee defended her team’s view, which she said was based on an extensive survey of small- and medium-sized enterprises. She also cited a slowdown in bank credit growth to a multi-year low of 5 percent. “India is a heavily bank credit-dependent economy,” she said. “How come you have an acceleration in manufacturing activity when credit growth is slowing down?”
Ambit is one of several brokerages to devise their own measures of economic activity, applying methods honed in China, where GDP figures are suspected to have been “smoothed” for years by the authorities. “The message from the GDP numbers doesn’t tally with what we see on the ground,” said Sonal Varma, an economist with Nomura in Singapore. “It does become important to supplement your analysis with additional information.”
POLITICS OF DATA The official figures were music to the ears of Modi’s ruling Bharatiya Janata Party, as it fights a tough election in the battleground state of Uttar Pradesh. Modi had taken flak for his shock monetary therapy from opposition parties as well as Nobel laureates Amartya Sen and Paul Krugman. Buoyed by the growth figures, he hit back at Sen, who teaches economics
NEW DELHI, MarcH 2 (IaNs): Indias largest telecommunications services provider Bharti Airtel has been rated the ‘Fastest Mobile Network for 2016’, leading broadband testing and network diagnostic application Ookla said on Thursday. The findings were based on analysis of millions of internet speed tests logged on ‘modern devices’ by mobile customers across the country using Ookla’s popular Speedtest app. The results include all mobile tests, regardless of connection technology. “We are delighted to receive this recognition from a global leader like Ookla and it is yet another validation of our efforts to build a world-class smartphone network,” said Ajai Puri, Director-Operations (India and South Asia), Bharti Airtel. The latest speed tests published by the telecom regulatory TRAI also rated Airtel as the fastest 4G network in India. “This award recognises Airtel’s commitment to delivering fast speeds and a strong network to their customers across India,” added Jamie Steven, COO at Speedtest by Ookla. Airtel has been making significant investments towards building a future ready network under “Project Leap” -- its national network transformation initiative.
MuMbaI, MarcH 1 (DNa): In a major push towards digital drive, leading private sector bank HDFC Bank on March 1 started charging a minimum amount of Rs 150 per transaction for cash deposits and withdrawals after four free transactions in a month, reported Wion News. This means, every month an HDFC customer will only be able to exercise four cash withdrawal or deposit (cumulatively) transactions for free; after that, any transaction at its bank would be chargeable. The Rs 150 is exclusive of a cess and a tax which will be charged separately. While HDFC Bank made this announcement on Wednesday, ICICI Bank and Axis Bank had imposed the fee early in January. The charges are only applicable for cash transaction in branches and not in ATMs. HDFC to charge Rs 150 after 4th withdrawal, deposit a month; public sector banks to follow suit The charges would apply to savings as well as salary accounts

effective Wednesday, said HDFC Bank in a circular. The bank has also decided to cap third party cash transactions at Rs 25,000 per day while cash handling charges have been withdrawn. For customers withdrawing money from the home branch, there is an upper limit of Rs 2 lakh per month per account. Above that, a transaction charge of Rs 5 per Rs 1000 or a part thereof, subject to a minimum of Rs 150 (plus taxes & cess) will be applicable, HDFC Bank said. If customers are withdrawing money from a non-home HDFC Bank branch, from the fifth monthly transaction there is an upper limit for non-chargeable transactions is set at Rs 25,000 per day. Anything above that would attract a charge of Rs 5 per Rs 1000 or part thereof, subject to a minimum of Rs 150 (plus taxes & cess). ICICI bank, on its website, stated that there will be no charge for the first four transactions in a month at branches in a customer’s home city but Rs 5 per Rs 1000
will be charged thereafter, subject to a minimum charge of Rs 150 in the same month. The bank, however, will not charge anything for first cash withdrawal at non-home branches during the month. However, a charge of Rs 5 per Rs 1000 will be levied thereafter, subject to a minimum of Rs 150. ICICI Bank has capped the third party limit at Rs 50,000 per day. For cash deposit elsewhere, at branches the bank is charging Rs 5 per Rs 1000, subject to a minimum charge of Rs 150. However, deposit at cash acceptance machine would be free of charge for first cash deposit in the month and Rs 5 per thousand thereafter. At Axis Bank, the first five transactions or Rs 10 lakh of cash deposits or withdrawals would be free and charged at Rs 5 per Rs 10000, or Rs 150, whichever is higher. While private sector banks have announced their transaction fees, there is still no information whether the public sector banks will also impose new charges.

output and employs nine in 10 workers. The federal statistics office carries out periodic surveys of the grey economy, but it mostly extrapolates data from old surveys. And since India does not have reliable national retail sales data, statisticians use production figures to estimate consumer spending. Still, some economists are perplexed by figures showing growth in consumer spending hitting a four-year high, even as sales of beverages, home appliances and vehicles fell. Earnings of consumer goods giants such as Hindustan Unilever and drug makers like GlaxoSmithKline Consumer Healthcare also took a hit. Some data also appear to be contradictory. For example, services dependent on government spending grew at a faster pace in the quarter, but overall government spending fell. “This does not add up,” said Varma, the Nomura economist.

The regional election in a state that is home to one in six Indians is a key mid-term test of Modi’s popularity. A strong showing would boost his chances of winning a second term in 2019. Sandeep Shastri, a political scientist, says the GDP figures will have little bearing on the election. “It is not a substantive issue for voters,” he said. Official GDP data has been questioned since a change in methodology in 2015 transformed India into the world’s fastest-growing major economy. New Delhi defended the overhaul, citing an improved database of hundreds of thousands of firms. Data reporting has long been a challenge in an economy where the informal sector accounts for 40 percent of

Mainstream media
A
n organization based in New Delhi is holding a programme on March 5 on the role of “national media” as the “most essential” part in the “all round development of the North East region.” Events of such nature are the need of the hour when we consider the fact that skewed reportage or very less coverage on the North East region by the “national or mainstream media” has formed unpleasant perceptions about the region and its people. Skewed reportage on the region for decades has done much damage but still, the ‘national or mainstream media houses’ would not like to change their course. The onslaught of damaging work continues unabated. The manner most journalists based in ‘mainland India’ reported on the recent highly charged Nagaland situation was nothing but just ‘table-reporting/arm-chair journalism’, thereby taking reportage no closer to justice and truth. Skewed reportage with Guwahati/Delhi/Kolkata datelines on the Kohima or Dimapur situation were nothing but ‘aerial culling’ of information done by arm-chair journalists some hundreds or thousands of kilometers away from ‘ground zero’. Even on the United Naga Council sponsored movement against the Manipur Government over the district creation issue, the ‘national or mainstream’ journalists are only interested in emphasizing and stressing on the economic blockade and its impact, and not willing to step one bit further to employ the ‘what, where, who, why, how and when’ template of journalistic investigation. There is a desperate need for the ‘mainstream media houses’ to realize how independent journalism through collaboration with local sources can have a more authentic articulation of ground realities. Most media houses based in ‘mainland India’ have been embracing a ruinous culture of engaging in rhetoric and half-baked stories for decades when it comes to reportage on issues pertaining to the North East region. Such obsession with theatrics and hyperbole is not only undermining the ethics of journalism and humanity, but also building up odious perceptions. For the sake of humanity, the media should report the truth. They are indulging in sensationalism and planting fear and doubts instead of ameliorating the charged atmosphere. The focus on local sentiment continues to escape the close scrutiny of the 'national media'. We need to ask what spurs them to do so. In a time when the intolerance level of one group towards another group is perceived to be rising, the way certain news outlets are manufacturing undesirable perceptions to cater to popular sentiments is creating a dangerous precedence. “Perception is reality,” said Republican strategist Mr. Lee Atwater. Leader of Alternative for Germany, Mr. Georg Pazderski, expanded this maxim saying, “What people feel is what they perceive as reality.” As long as ‘mainstream journalists’ are not willing to discard table-reporting/arm-chair journalism, ranting and noise will continue to dominate their pages and screens. Efforts to make relevant the ‘what, where, who, why, how and when’ template of journalistic investigation should be encouraged by 'mainstream media houses'.

Roche trial finds new drug cocktail cuts breast cancer deaths “These results from the positive Aphinity study represent an important addition to the body of data for Perjeta in the treatment of people with HER2-positive early breast cancer”
R
oche's bid to shield its ageing but lucrative oncology franchise from cheaper copies got a lift from a trial showing a new drug cocktail kept breast cancer patients alive longer. Combining its drug Perjeta with Herceptin and chemotherapy after surgery cut recurrence of an aggressive type of early breast cancer or death compared to Herceptin and chemo, the Swiss pharmaceuticals giant said in a statement on Thursday. Shares in the world's biggest maker of cancer drugs were 5.2 percent higher at 258 Swiss francs at 0959 GMT, although analysts advised caution given Roche gave few specifics. It pledged more details at a 2017 medical conference. Herceptin, approved in 1998, is losing patent protection, exposing it to competition from a biosimilar version that Mylan and Biocon may introduce in Europe this year. By showing the addition of Perjeta improved results over the previous regimen, Roche aims to make the case to regulators and doctors that it will keep more patients alive longer. "These results from the positive Aphinity study represent an important addition to the body of data for Perjeta in the treatment of people with HER2-positive early breast cancer," Sandra Horning, Roche's chief medical officer, said. About a third of HER2-positive breast cancer patients have historically suffered a relapse after successful initial therapy. Herceptin and chemotherapy have helped keep cancer from returning in more than 80 percent of these patients. With Aphinity, the goal was to show adding Perjeta would improve invasive disease-free survival rates significantly. Herceptin brought in 6.78 billion Swiss francs ($6.71 billion) last year, up 4 percent. Sales of Perjeta, which won the U.S. Food and Drug Administration's blessing in 2013, rose 26 percent last year to 1.85 billion francs. With Aphinity's "commercially significant" outcome, Zuercher Kantonalbank analyst Michael Nawrath expects revenue of 9 billion francs from the Perjeta-Herceptin franchise by 2021. Still, analysts from Baader Helvea told investors to "beware", as Roche released only the trial's positive headlines. "We see the limited released information regarding the Aphinity study leading to potential confusion and recommend waiting until the dust settles," wrote Baader's Bruno Bulic. The drugs are already approved in combination with chemotherapy for those suffering from metastatic disease, but Aphinity tested Perjeta's ability to keep tumors from returning in breast cancer patients after surgery. Last month, Roche said its 2017 guidance of sales and profit rising at a low- to mid-single digit percentage rate was issued irrespective of Aphinity's outcome. Vontobel analyst Stefan Schneider boosted his share price target to 301 Swiss francs from 292 francs and lifted his forecast for the probability of Perjeta winning expanded approval to 90 percent from 60 percent.

The Farmer who stood up to the President
T
he unequal battle that small farmer Francisca Ramírez is waging against the Nicaraguan government of Daniel Ortega has become so well-known that people are calling for her security and her rights from the political heart of Europe. Who is she and why did the European Parliament order Nicaragua on Feb. 16 to protect her life and rights, as well as those of thousands of peasant farmers in the centre-south of this impoverished Central American country? Ramírez is a 40-year-old indigenous farmer who has lived all her life in the agricultural municipality of Nueva Guinea, in the Autonomous Region of Caribe Sur, 280 km from the capital. She told IPS in an interview that her family has always lived in that rural area, which was the scene of bloody fighting during the 1980s civil war. When she was eight, her father abandoned them and her mother had to work as a day labourer, while Ramírez took care of her five younger siblings. Having survived the U.S.-financed war against the government of the Sandinista Front for National Liberation (1979-1990), Ramírez learned agricultural work, got married at 18, had five children, and with the effort of the whole family, they acquired some land and improved their living conditions. Ortega, who governed the country in that period, after overthrowing the dictatorship of Anastasio Somoza, returned to power in 2007. In January, he started a third consecutive term of office, after winning widely questioned elections where the opposition was excluded, supported by a civil-military alliance which controls all the branches of the state. Ramírez was happy with her life until 2013. “They told us over the radio that they were going to build a canal and I thought that it was a very important thing because they said that we were no longer going to be poor,” she said. Then, gradually, the news started to change her perception of the project to build the Great Nicaraguan Canal linking the Atlantic and the Pacific, granted in concession to the Chinese group HKND in 2013, and she started to ask questions that nobody answered. One day, bad luck knocked on her door: delegations of public officials who her community had never seen before, accompanied by members of the police and the military, escorted delegations of people from China who made measurements and calculations about the properties of the farmers. “The route of the canal runs through your property and all of you will be resettled,” they told her. Law 840, passed in 2013 to give life to the over 50-billion-dollar mega-project, which she was barely able to understand with her three years of formal schooling, was very clear: they would be paid for their lands a price which the state considered “appropriate”. So the resistance began. “At first everybody was happy, we thought that at last progress was coming, but when overbearing soldiers and police officers started to show up, guarding the Chinese, the whole community refused to let them in their homes and we started to protest,” she said. Since then, she said the official response has not varied: repression, harassment and threats to farmers who refuse to give up their land. Ramírez said that she became an activist in the National Council in Defence of Our Land, Lake and Sovereignty, a civil society initiative to organise the peasant movement to defend their lands and rights. She started marching behind the rural leaders who led the first demonstrations against the canal. Later on, the leaders were arrested, threatened, intimidated and repressed by the police and military, and Ramírez unexpectedly found herself leading the demonstrations in 2014. Her leadership caught the attention of the national and international media, human rights organisations and civil society.
one of the many demonstrations by small farmers who came to managua from the southern Caribbean coastal region to protest the construction of an inter-oceanic canal that would displace thousands of rural families and cause severe environmental damage. (Credit: Carlos Herrera/IPS)
Soon, the peasant marches against the canal became a symbol of resistance and more people joined, turning the movement into the most important social force to confront Ortega since he took office again 10 years ago. The peasant movement against the canal “is the strongest social organisation that exists today in Nicaragua. Within any movement, an authentic and genuine leadership emerges, and that is what Mrs. Ramírez represents,” sociologist Oscar René Vargas told IPS. The president “is aware that the movement is the most important social force that his government is facing,” he said. The admiration that Ramírez arouses, with her ability to organise and lead more than 90 demonstrations in the country, has irritated the authorities. More than 200 peasant farmers have been arrested, about 100 have been beaten or wounded by gunfire, and the government has basically imposed a military state of siege in the area, where it refuses to finance social projects, according to the movement. Police checkpoints along the entire route to Nueva Guinea and military barricades in the area give the impression of a war zone. Ramírez has not escaped the violence and harassment: her house has been raided without a court order, her children and family persecuted and threatened by intelligence agents and police officers, her belongings and goods that she sells, such as food, confiscated and damaged, and she has been accused of terrorist activities. One of the latest episodes occurred in December 2016, during a visit to Nicaragua by Organisation of American States (OAS) Secretary-General Luis Almagro, to discuss with Ortega the allegations of attacks on democracy. To keep Ramírez and other leaders of the movement from meeting with Almagro, police convoys besieged the community and repressed members of the movement, she said. They partially destroyed the main bridge out of the area, and suspected members of the movement’s Council were held at military checkpoints. They even confiscated Ramírez’s work vehicles, used them to transport troops and later damaged them, according to Gonzalo Carrión, from the Nicaraguan Human Rights Centre. “Ortega’s government has visciously mistreated Francisca Ramírez and the farmers who follow her.
Her rights have been violated, from the right to protest to the right to freedom of movement, and we fear that they will violate her most sacred right: to life,” Carrión told IPS. Walking along footpaths in the dark and crossing a deep river, where she almost drowned, Ramírez got around the military cordon and travelled, disguised and hidden in a truck, to Managua, where she was able to meet with Almagro on Dec. 1, 2016 and tell him of the abuses to which her community had been subjected for refusing to give up their lands. On Feb. 16, the European Parliament issued a resolution condemning the lack of protection for human rights activists in Nicaragua, putting a special emphasis on the case of Ramírez, and lamenting the deterioration of the rule of law and democracy in this country. The members of the European Parliament urged “the national and local police forces to refrain from harassing and using acts of reprisal against Francisca Ramirez for carrying out her legitimate work as a human rights defender.” “Francisca Ramirez is a victim of abuses by the police in the country aiming at risking human rights defenders’ security and livelihood,” the European Parliament denounced. “Ramírez, coordinator for the Defense of the Land, the Lake and Sovereignty, was in Managua to file a formal complaint over acts of repression, violations of the right to free circulation, and aggression experienced by several communities from Nueva Guinea on their way to the capital city for a peaceful protest against the construction of an inter-oceanic canal, projects which will displace local farmers activities and indigenous people from the premises of the construction,” the resolution states. While the government remained silent about the resolution, social activist Mónica López believes that it represented a victory for the rural movement. “Without a doubt, the resolution is a social and political victory for the peasant movement against the canal, a condemnation of Nicaragua, and a global warning about what is happening against indigenous peasant movements in Nicaragua,” López told IPS. The government asserts that the canal project is moving ahead, although a year has passed with no visible progress, and it maintains that it will eradicate the poverty that affects more than 40 per cent of the 6.2 million people in this Central American country.
Syrian Prison, a “Human Slaughterhouse” – Amnesty International
A
IPS World Desk
t Saydnaya Military Prison, “the Syrian authorities have quietly and methodically organised the killing of thousands of people in their custody,” according to a new Amnesty International (AI) report. The AI report says that “the murder, torture, enforced disappearance and extermination carried out at Saydnaya since 2011 have been perpetrated as part of an attack against the civilian population that has been widespread, as well as systematic, and carried out in furtherance of state policy.” “We therefore conclude that the Syrian authorities’ violations at Saydnaya amount to crimes against humanity.” Amnesty International urgently called for an independent and impartial investigation into crimes committed at Saydnaya. Every week, often twice per week, between 20 and 50 people are taken from their cells to be hanged, in the middle of the night, says AI, adding that as many as 13,000 people have been killed in Saydnaya since 2011, in utmost secrecy, between September 2011 and December 2015. According to this global movement of more than 7 million people campaigning for a world where human rights are enjoyed by all, many other people at Saydnaya have been killed
after being repeatedly tortured and systematically deprived of food, water, medicine and medical care. “The bodies of those who are killed at Saydnaya are taken away by the truckload and buried in mass graves. It is inconceivable that these large-scale and systematic practices have not been authorized at the highest levels of the Syrian government.” Before they are condemned to death, adds AI, victims face what the Syrian authorities call a “trial” at the Military Field Court. “In reality, this is a one or two-minute procedure in an office, in front of a military officer, where effectively the detainee’s name is logged into a death registry.” On the day of the execution, which prison guards refer to as “the party”, they collect those who will be executed from their cells in the afternoon, says AI. “The authorities inform the detainees they will be transferred to one of the civilian prisons, which many believe have much better conditions. They are instead brought to a cell in the basement of the building, where they are severely beaten.’ Amnesty International reported that a former prison guard described how detainees are severely beaten throughout the night before being driven to an “execution room”: “The execution room at Saydnaya was expanded
after June 2012, so that more people could be executed at once. Nooses line the wall. On entry to the room, the victims are blindfolded, and do not know that they are about to be killed.” AI reported that they are then asked to place their fingerprints on statements documenting their death. Finally they are taken, still blindfolded, to concrete platforms, and hanged. “They do not know how or when the execution will be carried out until the nooses are placed around their necks. Detainees held in the building in the floors above the execution room reported that they sometimes heard the sounds of these hangings.” To this day, “detainees are still being transferred to Saydnaya, and ‘trials’ at the Military Field Court in al-Qaboun continue. There is therefore no reason to believe that executions have stopped,” according to Amnesty International.

for which the US-led Multinational Force is directly responsible and those which are being committed by Iraqi security.” In its Mar. 6, 2006 report “Beyond Abu Ghraib: Detention and torture in Iraq”, AI said: “since the invasion in March 2003 tens of thousands of people have been detained by foreign forces without being charged.” “Many cases of torture and illtreatment of detainees held in facilities controlled by the Iraqi authorities have been reported,” AI added. “Amnesty International is calling on the Iraqi, US and UK authorities to take urgent, concrete steps to ensure that the fundamental human rights of all detainees in Iraq are respected.” For his part, Human Rights Watch’ senior legal adviser Clive Baldwin on Jan. 27, 2017 wrote: “Last week, the United Kingdom Supreme Court delivered several key rulings about the application of human rights protections to British military detention overseas and accountability for alleged involvement of British forces in torture in Iraq, Afghanistan, and Libya. The rulings are mixed in terms of ensuring the rule of law and prevention of torture.” A high number of cases of rights violations and torture have also been denounced by major international human rights organisations in other Middle East states, some of them considered close allies of Western countries.

Weed Management in Direct-seeded Rice System Dr. Manoj Kumar Subject Matter Specialist (Agronomy) Krishi Vigyan Kendra (KVK), Longleng
W
eed management is the major challenge in direct seeded rice/upland rice. In direct seeded rice (DSR) weed emerge simultaneously with crop seedling and grow more quickly in moist soil than in Practice of Transplanted Rice (PTR) (Khaliq and Matloob, 2011), resulting in severe competition for resources to the crop. Therefore, weeds present the main biological constraints to success of DSR and failure to control weeds result in yield losses ranging from 50-90 %. Traditional methods of weed control in rice include hand weeding by hoe or hand pulling, but this has become less common because of labour scarcity at critical time of weeding and increasing labour costs. Moreover, seedling of some grassy weeds such as Echinochloa crusgali (L) look similar to rice seedling, making hand weeding more tedious, difficult and less effective. Weeds compete with crops for solar radiation, nutrient and soil moisture when they are limiting and the early season competition is the most critical. When improved agricultural technologies are adopted, efficient management becomes even more important for obtaining the maximum productivity and benefits. Predominant weed species observed in the experimental field during rainy season Cuphea balsamon, Borreria hispida, Ageratum conizoides, Spilenthes spp., Drimaria cordata, Erecthritis valerianifoliaamong broadleaved weeds; Paspulumum congugatum, Paspulum longifolium and Digiteria sanguinalis among grasses and Cyperus rotundus and Eleisine indica among sedges. A single weed control approach may not be

able to keep weeds below the economic threshold level, and may result in weed flora, resistant development and environmental hazards. Therefore, adoption of diverse technology is essential for weed management because weed communities are highly responsive to management practices. The diverse technology of weed management is as follows
come the smartest and most viable option. Herbicides may be considered to be a viable alternative to physical and cultural methods. A list of commonly used herbicides in direct seeded rice/upland field with active ingredients, application time and target weed groups has been presented in table 1&2. Advantages of chemical weed control ¾ Herbicides ensure efficient control of weeds particularly during the critical period of crop weed competition. ¾ Herbicides substantially reduce labour requirement and helps in productive use of labour. ¾ Weed control through herbicides is economic, particularly when labour is expensive. ¾ Herbicides reduce the number of tillage operation needed for crop establishment. ¾ Herbicides enable management of weeds under unfavourable soil and climatic conditions. ¾ Herbicides allow timely/early planting of crops. ¾ Mechanical damage to the crop is reduced with herbicides. ¾ Crop root injury can be avoided with herbicides limitation of herbicides Herbicides are only one type of weed control tool. Because of effectiveness of herbicides there may be over reliance on herbicides and other methods such as prevention, sanitation, cultural practices, crop competition and rotations are overlooked as viable option. Some of the potential limitations are: ¾ Injury to non target plants/vegetation ¾ Crop Injury ¾ Toxicity to non-target organisms ¾ Concern for human health and safety

ike other North Eastern state, Nagaland is inhabited by tribal communities which are mostly non-vegetarian and hence, the demand for animal protein is much more compared to other parts of the country. About 80% of the population lives in the rural areas in close contact with the domestic animal population. Pig is one of the most important livestock which plays an integral role in improving the economic status of the tribal and weaker section of the society. The small scale pig sector occupies an important position in farming system as it is closely interlinked with the other agricultural operation performed by the tribal people for their livelihood. Pig alone accounts for 55.38 per cent of the total livestock population in Nagaland, but still a wide gap exists between the demand and availability of pork mainly due to traditional production system. As per the 2012 livestock census the swine population of Nagaland is 503.69 thousand of which 122.97 thousand is indigenous and the rest are either cross bred or exotic. The pig rearing scenario in Nagaland is almost completely traditional and very few organized farms have been set up to supply quality pork. Of these constraints the availability of superior germplasm and good breeding boars as and when required is one of the most important. Artificial insemination (AI) of swine is widely practiced in countries with intensive pig production. In Western Europe, more than 90% of the sows have been bred by AI for more than two decades. When compared with natural mating, AI is a very useful tool to introduce superior genes into sow herds, with a minimal risk of disease. The outcome of AI largely depends on the timing of insemination, semen quality and the insemination procedure. In practice, fresh diluted semen for intracervical insemination is mostly used in pigs. Semen is obtained from boars on farms or from specialised AI-centres. In line with the state pig breeding policy, ICAR Research complex for NEH Region, Nagaland Centre, Medziphema, Dimapur is popularizing the superior exotic and crossbreed germplasm of pig in Nagaland through supply of quality piglets and artificial insemination in the farmers field. ner (0.75 kg/ha) followed by mechanical weeding at 30 DAS was effective in controlling in weeds. conclusions: Weed management is the most important for any crop. Land area under DSR system is expected to be increase in future because of labour and water crisis. Weeds are the major constraints to DSR and its management, failure of which may result in severe losses in terms of yield and economic return. Therefore, integrated approaches of weed management with rotation of herbicides with different mode of action followed by manual weeding are suggested for sustainable weed control in DSR.
hours to induce cold resistance. When semen doses are to be transported, special precautions are taken to avoid temperature fluctuations. Further storage of diluted semen is done at 17°C, at which temperature semen metabolism is reduced, a condition necessary to extend storage time. The storage media for liquid boar semen aim to prolong sperm survival, to provide energy to the cells, to buffer the pH of the suspension and to avoid the growth of bacteria. Depending on the composition of the extender, semen can be stored for 2 to 3 days in shortterm extenders and up to five days or longer in long-term extenders. Signs of estrus/heat in pig: Back end: vulva appears normal (swelling and redness subsides), sticky discharge from vulva, clitoris red and protruding, tail upright whilst standing and flicks up and down, poor appetite, pricked ears, stand with arched back, glazed eyes, trembling, attracted to stockperson, seek boar contact, stand rigid if mounted and very vocal sound with repeated grunts or long growls. InsemInAtIon strAtegIes The management of AI is very important to determine the success of the procedure and the reproductive performance of the sows. Correct timing of insemination requires careful detection of oestrus at regular intervals. Accurate heat detection is essential for the correct timing of insemination; however, heat is often missed or misdiagnosed because the signs are overlooked. conclusIons AI of swine is widely practiced and is a very useful tool to introduce superior genes into sow herds, with minimal risk for disease transmission. Taking into the account of pig production system of Nagaland, AI can be proved a transformational step if implemented properly in making the pig production system sustainable. Because of the difficult terrain and non availability of good quality breeding boar in remote areas; setting of the satellite pig AI centre which will cater to the need of pig breeder is the real way to enhance the resilience and sustainability of farming community of Nagaland. Interested farmers for readymade AI kit or for training can contact ICAR Research Complex for NEH Region, Nagaland Centre, Medziphema, Nagaland.

Gurmehar gets security from Punjab police
Chandigarh, MarCh 1 (ianS): Haryana Health and Sports Minister Anil Vij, known for courting controversies, continued his tirade against Delhi University student Gurmehar Kaur, who has got police security in Punjab. Vij said the 20-year-old Lady Shri Ram College student was doing politics over the "martyrdom of her father". Officials in Jalandhar said two women constables of the Punjab Police had been stationed at Gurmehar's residence for her protection. She left New Delhi on Tuesday for her
hometown Jalandhar. Gurmehar on Tuesday said she was withdrawing from the social media campaign she launched against the RSS-affiliated Akhil Bharatiya Vidyarthi Parishad (ABVP), blamed for violence in Delhi University. "She is doing politics on the martyrdom of her father. She has given a clean chit to Pakistan, which has been fighting with India, directly and indirectly, from a long time," Vij told the media at Ambala, 45 km from here. "People who are supporting her are pro-Pakistani. They should
be thrown out of this country," the Bharatiya Janata Party leader said. ABVP activists were accused of assaulting students and teachers at the Delhi University campus on February 22, a day after the student body forced Ramjas College to axe a seminar. When Gurmehar took on the ABVP, she got death and rape threats. She is the daughter of a slain army officer. Gurmehar's grandfather Kanwaljit Singh on Tuesday threw his weight behind her, saying she had done no wrong. Her teachers at Lady Shri Ram College also rallied to her defence.
Not allowed to speak in Jamia event because I am in BJP: Shazia Ilmi
nEW dELhi, MarCh 1 (ani): Bharatiya Janata Party (BJP) leader Shazia Ilmi on Wednesday claimed that she was not allowed to speak on the issue of triple talaq at a seminar in the Jamia Millia Islamia University because she belongs to the saffron party. “I was invited to speak and was one of the participants in a panel discussion and it was to be on triple talaq. It is a very important issue on that we had to debate, but there was a lot of pressure on the organizers. They felt if Shazia will speak then it would lead to some kind of disturbance in the campus,” Ilmi told ANI. Asserting that double standards and hypocrisy prevails in the political narrative, Ilmi alleged that she was barred to speak in the event just because she was from the BJP. “I have never

Demonetisation: 'Hard work' won over 'Harvard', says PM
Maharajganj (uTTar PradESh), MarCh 1 (ianS): Referring to encouraging GDP growth figures released on Tuesday, Prime Minister Narendra Modi said on Wednesday that "hard work" has won over "Harvard-educated economists", who had predicted otherwise. "Well-known intellectuals from Harvard and Oxford (universities), who have been at key positions in the Indian economic system, had said the GDP would go down by two per cent, some others said it would go down by four per cent," Modi said at an election rally here. Without naming anyone, the Prime Minister said: "On one hand, there are these intellectuals who talk about Harvard, and on the other, there is this son of a poor mother, who is trying to change the economy of the country through hard work." Whether Harvard would win or hard work, the farmers, labourers and honest people of the country had already proved, he said. "Hard work is more powerful than Harvard. India is among the world's fastest growing economies," Modi said. "Yesterday GDP figures came out, and it was proved that despite demonetisation, the honest and hardworking people of India, villagers, farmers and the youths did not allow the development of the country to get hampered," he said. India's GDP for the third quarter ending December 31 stood at Rs 30.28 lakh crore, recording a growth of 7 per cent, compared with 7.3 per cent in the second quarter, official data released on Tuesday said.
re campaign. How can they blame me as I have no track records of violence? Just because I am in BJP and there
is open discrimination, I was not allowed to speak,” she added. “Because we are part of a party, because we call the bluff of Communist and call Congress corrupt, we have to face this harassment,” Ilmi said. As per reports, protests erupted in Jamia University after the organisers rescheduled the event and also changed the list of speakers removing Ilmi. Ilmi was scheduled to attend a seminar at the college organised to discuss the controversial triple talaq issue on February 16. The incident came to light at a time when assault on freedom of speech is coming under spotlight in the national capital where two incidents – Delhi University’s Ramjas College row and Gurmehar Kaur controversy, triggered a stir.
ABVP activists protest outside Delhi Police headquarters
nEW dELhi, MarCh 1 (ianS): Akhil Bharatiya Vidyarthi Parishad (ABVP) activists on Wednesday held a "symbolic protest" at the Delhi Police headquarters here over what they alleged was police inaction against those who raised anti-India slogans at the JNU last year. The protesters demanded action against those who raised slogans against the country at the JNU campus. They, however, did not submit any memorandum to the police on the matter. The protesters raised slogans like 'Deshdrohi par reham karne wali Delhi Police sharm karo! (Shame on Delhi Police for sympathising with anti-nationals), 'JNU mein deshdrohi naaro par kaarwahi kab?' (When acttion against JNU's antinational sloganeers?). "We haven't been able to hold a dialogue with police. This is a symbolic protest just to remind them that anti-national slogans were raised on the JNU campus by some communist cadres," ABVP Media Convener Saket Bahuguna told IANS. "After creating a commotion at the Jawaharlal Nehru University, these anti-national sloganeers have now moved to the Delhi University. Delhi Police have a responsibil-
ity in the matter but they have not been able to file a chargesheet in this case," Bahuguna said. "Police have not been able to identify all the culprits, even while facts are coming out that anti-national slogans were indeed raised at the JNU and also at the Ramjas College," he added. After the February 22 violence at the Ramjas College, a Lady Sriram College
student and daughter of a Kargil martyr, Gurmehar Kaur, had launched a social media campaign #StudentsAgainstABVP - from which she withdrew after receiving rape and murder threats. "There have been many attempts to divert attention from this issue -- like Gurmehar Kaur coming in with her campaign alongside many allegations against the ABVP," Bahuguna said.
"But the ABVP knows that the fight is against very dangerous people; those who are trying to break this country, trying to justify stone-pelting by separatists in Kashmir, trying to justify Maoist violence in Bastar in Chhattisgarh, and are also trying to justify the arms struggles," the ABVP leader said. The ABVP is the students wing of Rashtriya Swayamsevak Sangh.
India to Pak: Reinvestigate 26/11 Government asks all banks to have attack, put Hafiz Saeed on trial mobile banking facility by March 31
LahorE, MarCh 1 (PTi): India has asked Pakistan to reinvestigate the 2008 Mumbai terror attack case and put on trial Jamaat-ud-Dawa chief Hafiz Saeed who is currently under house arrest in Lahore under the anti-terrorism law. India has made a fresh demand in a reply to Pakistan's request to send 24 Indian witnesses to record their statements in the case, an interior ministry official said on Wednesday. "We have received a reply from Indian government in response to our letter regarding sending 24 Indian witnesses to Pakistan to record their statements in the Mumbai terror attack case. "But instead of entertaining our request India has sought reinvestigation of the case and also demanded trial of Jamaat-ud-Dawa chief Hafiz Saeed and Lashkar-e-Taiba operation commander Zakiur Rehman Lakhvi in the light of evidence it had provided to Pakistan," the official said. The Pakistan government on January 30 had put Saeed and the four leaders of JuD and Falah-e-Insaniat under house arrest in Lahore under the
country's anti-terrorism act. Saeed, who carries a reward of $10 million, was also put under house arrest after Mumbai terror attacks in November 2008 but he was freed by court in 2009. The official said Indian witnesses statement are needed to conclude the case which has been pending for the last seven years. He said Pakistan has no issue in trying any suspect of Mumbai case provided it has evidence against him. "If India provides some strong evidence against Hafiz Saeed in Mumbai case we will try him," he said, adding that Lakhvi was too released on bail because of lack of solid evidence against him. India has been urging Pakistan to complete the trial at the earliest. It has said that enough evidence has been shared with Pakistan to prosecute the accused. Meanwhile, no hearing in the Mumbai case was held today. This was 17th consecutive hearing of the case in which no progress has been made primarily because the anti-terrorism court was awaiting reply from India regarding sending of 24 Indian witnesses to record
their statements. The trial court has already completed recording of the statements of all witnesses here and their crossexamination and other relevant record has also been presented before it. The trial court is likely to be informed about the Indian reply on next hearing scheduled for March 8. Mumbai attack mastermind Lakhvi, Abdul Wajid, Mazhar Iqbal, Hamad Amin Sadiq, Shahid Jameel Riaz, Jamil Ahmed and Younis Anjum have been facing charges of abetment to murder, attempted murder, planning and executing the attack. Lakhvi got his freedom some 22 months ago after he secured bail in the case. He has been living in undisclosed location since then. The other six suspects are in Adiala Jail, Rawalpindi. Ten LeT militants killed 166 people and wounded dozens in Mumbai in November, 2008. Nine of the attackers were killed by police while lone survivor Ajmal Kasab was caught. Kasab was executed after a court found him guilty and handed down death sentence.
Trump condemns Indian's killing, for merit-based immigration
WaShingTon, MarCh 1 (ianS): President Donald Trump has denounced the killing of an Indian techie in Kansas and endorsed a "merit-based" system focused on allowing high-skilled workers into the US. Trump began his first address to Congress at the Capitol Hill on Tuesday by condemning the fatal attack on Srinivas Kuchibhotla, saying the country "stands united in condemning hate and evil". "Last week's shooting in Kansas city reminds us that while we may be a nation divided on policies, we are a country that stands united in condemning hate and evil in all its forms," he said. A White House spokeswoman said the shooting appeared to be "an act of racially motivated hatred". "The President is keeping the family of the victim, who was senselessly killed, in his thoughts, and we're praying for the full and speedy recovery of those wounded," Trump's Principal Deputy Press Secretary Sarah Sander said. "We want to reiterate that the President condemns these and any other racially -- or religiously -- motivated attacks in the strongest terms." In his highly anticipated State of Union address, Trump also acknowledged the recent surge in threats against Jewish institutions and desecration of their cemeter-

ies. In a move that could benefit Indians, the President called for adopting a merit-based immigration system. He said the US should give out green cards using a meritbased system similar to those of Canada and Australia. "Such a system will save countless dollars and raise workers' wages." By not following such a system, he said the US was "straining the very public resources that our poorest citizens rely upon". However, Trump made no mention of those working in the US on temporary professional
work visas known as H-1B. Trump also called on Congress to repeal and replace Obamacare with "reforms that expand choice, increase access, lower costs, and provide better healthcare". The Affordable Care Act, signed by former President Barack Obama, was designed to increase health insurance quality and affordability, lower the uninsured rate and reduce the costs of healthcare. He also vowed to take a hard line against "radical Islamic terrorism". And the President paid
a moving tribute to Ryan Owens, the US Navy SEAL team member killed in the January 27 raid on a suspected Al Qaeda compound in Yemen. Owens widow's Carryn received a long, emotional standing ovation after Trump spoke. "Ryan died as he lived: a warrior, and a hero, battling against terrorism and securing our nation," Trump said. Carryn was seated next to Trump's daughter Ivanka and received repeated applause even as she was moved to tears. The President, stepping away from decades of US insistence on engineering the world according to its perceptions, said his job was not to represent the world but to put America's interests first while respecting the right of nations to chart their own course. Presenting a gentler version of his America First policy, he said Washington will "respect the sovereign rights of nations". "Free nations are the best vehicle for expressing the will of the people -- and America respects the right of all nations to chart their own path." The US President also spoke about increasing military spending. "I am sending the Congress a budget that rebuilds the military, eliminates the Defence sequester, and calls for one of the largest increases in national defence spending in American history," he said.
nEW dELhi, MarCh 1 (PTi): The government has asked all banks to provide mobile banking facility to all customers by March 31 in a bid to push digital transactions. “What we have asked the banks to do is to enable all customers who have mobiles for mobile banking… We are asking banks to run a nationwide campaign up to March 31 to ensure that every customer who has a mobile phone is enabled for mobile banking,” Electronics and IT Secretary Aruna Sundararajan told reporters here. She added this is part of the government’s efforts to boost the digital payment system. “The reason is earlier mobile banking wasn’t such a priority. And therefore, many customers may not have said they
want mobile banking services. But today, they want it… This is to ensure that whoever wants to do mobile banking but has not been enabled, should be enabled by March 31,” she said. Sundararajan said customers who are using UPI or BHIM app should automatically be enabled for mobile banking. “We have said that any customer who accesses UPI or BHIM they should automatically be enabled for mobile banking because it means they want mobile banking,” she said, adding the banks have been asked to enable this. The government has been aggressively pushing payments through digital platforms, especially after announcing its demonetisation exercise on November 8.
India test fires another interceptor missile
nEW dELhi, MarCh 1 (ianS): India on Wednesday successfully tested the Advanced Air Defence (AAD) Missile, the second level of the two-tier interceptor missile system that can destroy hostile ballistic missiles. The test took place around 10.15 a.m. at the Abdul Kalam island off Odisha, officials said. The AAD is part of the two-layered Ballistic Missile Defence system developed by the DRDO, the research and development wing of the Defence Ministry, with the Hyderabad-based Research
Centre Imaarat (RCI). The latest test comes less than a month after India successfully tested the Prithvi Defence Vehicle (PDV) interceptor missile on February 11. The PDV can destroy a hostile balistic missile in space, before entering the earth's atmosphere. The 7.5 meters long AAD is a single stage solid rocket propelled guided missile, with a navigation system. The second level of the system is the endo-atmosphere AAD missile tested on Wednesday.
Modi betrayed country's farmers and youth, says Rahul Gandhi
KuShinagar (uTTar PradESh), MarCh 1(ianS): Congress Vice President Rahul Gandhi on Wednesday accused Prime Minister Narendra Modi of waiving off loans of 50 rich families of the country, while betraying the farmers and the youth. "Modiji has waived off loans worth Rs 1,40,000 crore of the 50 rich families of the country, but has betrayed the farmers and the youth," said Gandhi during a public rally here. "The farmers
feed the entire country, they produce crops, but the benefits of it are enjoyed by others. "The farmers don't get benefits. The only demand of the farmers are waiving off their loans, halve the electricity bills and to fix right price for crops." "But, Modi ji has failed to fulfill these promises. Farmers are committing suicide, and youth are not getting employment. He has also failed to generate employment for the youth," he said.
Modi, Sonia, Kejriwal condole demise of writer Taarak Mehta
nEW dELhi, MarCh 1 (ianS): Prime Minister Narendra Modi, Congress President Sonia Gandhi and Delhi Chief Minister Arvind Kejriwal on Wednesday condoled the passing away of popular Gujarati humourist Taarak Mehta. Condoling the demise of Mehta, who died on Wednesday morning after a prolonged illness, Modi said the popular Gujarati humourist's writings reflected the "unity in diversity" of India. "I would like to pay tribute to the noted playwright and comedy writer Taarak Mehta. He never left the side of satire and pen," he tweeted. Reminiscing about his meeting with Mehta, Modi said: "I have had the privilege of meeting Mehta several times. I also got a chance to meet him when he was honoured with the Padma Shri. His
work reflects unity in diversity in India." Remembering him as literary genius, Gandhi said: "Taarakbhai, through his writings, took Gujarati literature to new heights. He championed human values of peace, happiness and social harmony." She also conveyed her solidarity to the family, friends and admirers of AMehta, in this hour of grief. "Gujarati writer and Padma Shree Tarak Mehta ji passes aways. May his soul rest in peace," Kejriwal, whose Aam Aadmi Party is planning to contest the next Gujarat elections, said in his tweet. Mehta died aged 88 in Ahemedabad, his family said. His famous works include "Duniya Ne Undha Chasma", which inspired the hit Hindi sitcom "Taarak Mehta Ka Ooltah Chashmah".

Land haunts Germany’s effort to atone for Africa genocide OKAHANDJA, MArcH 2 (reuters): Namibia’s Herero people are heartened that Germany is keen to atone for the genocide of their ancestors, but they expect something Berlin says it is not in a position to give. “What we want is our land,” said 74-year-old Alex Kaubtauuapela, whose parents survived the extermination of 80 percent of the community, a precursor to the Holocaust. She lives much as they did, in a community dependent on cattle herding. “The Herero are poor because of German people,” she said, hunched over a walking stick as one of her grandchildren chased a stray dog around her crumbling house in the Herero ancestral homeland of Okahandja north of the capital, Windhoek. About half of the arable land in the country in south west Africa which Germany annexed in 1884 is owned by descendants of German and Dutch immigrants, who make up just six percent of the 2.3 million population. Land used by the Herero, also known as OvaHerero, and smaller Namaqua community for grazing was seized and thousands were executed after they rebelled in 1904. The rest were driven into the country’s vast tracts of desert to starve. The call for land restitution by indigenous groups is mirrored in countries across Africa, and any reparation agreement for the Herero could set a precedent to other groups seeking

redress from European colonial powers. Momentum for a settlement with Namibia increased last year after Turkey’s President Recep Tayyip Erdogan called Germany hypocritical for recognising massacres of Armenians by Ottoman Turks as genocide but not confronting its dark past in Namibia. A month later, in July, German Chancellor Angela Merkel’s office said Germany would acknowledge the genocide of the OvaHerero and Namaqua peoples and offer a formal apology. Five rounds of negotiations have been held since, although German offi-
cials emphasise talks have been going on since 2012. One difficult issue is how to address demands for the return of skulls of victims that were taken to Germany to try to prove racial superiority: Berlin has given some back but says others are hard to locate. Another sensitive area is calls for monetary compensation. But front and centre, for the community, is land. “We are willing to go and take our land,” said Herero Paramount Chief Ombara Otjitambi, a former attorney general who says his followers have been excluded from the talks with Germany.
“We want to be directly in the room with government at negotiations. If the Germans sign on the dotted line without us we will consider it as an act of war,” he told Reuters. “We won’t wait another 100 years for justice.” “CLEANSING” Another Herero group is being consulted in talks but Otjitambi says they are just “puppets” of the Namibian government, which has been dominated by the largest community, the Ovamba, since independence. This week, a United Nations expert Group on People of Afri-
can Descent appeared to back him up. Noting Germany had apologised for the genocide and given aid, it said it regretted Berlin had “thus far not seriously consulted with the lawful representatives of the minority and indigenous victims of that genocide to discuss reparations”. German Ambassador to Namibia, Christian Matthias Schlaga, acknowledged some Herero groups were not currently engaged in the talks but expressed confidence they could be reintegrated. “Both governments’ clear intention is to reach a result that will be accepted by the communities in question,” Schlaga told Reuters from his office in Windhoek. Eyeing a possible Namibia deal, Tanzanians have sought compensation from Germany for some 70,000 killed during the Maji-Maji rebellion during colonial rule of German East Africa in the early 20th century. But Schlaga said any agreement between Berlin and Windhoek would not lead to negotiations in other parts of Africa. “We think the situation in Namibia is very unique,” he said. “This is why we negotiate in this country and nowhere else.” The unique nature Schlaga refers to is the evidence of German forces’ intent to exterminate along ethnic lines. That was spelled out by German General Lothar von Trotha, who was sent by the Kaiser to crush the uprising. “I believe that the (Herero)
nation as such should be annihilated,” he wrote. “Only following this cleansing can something new emerge.” Those who were not shot or starved to death in the desert were captured and placed in concentration camps, where many more died of disease, mistreatment or torture. Up to 100,000 Herero and 10,000 Nama were killed, historians say. Herero and Nama women were systematically raped by German soldiers and their descendents still face discrimination from members of their tribe who consider themselves ‘pure’. DRAWING A LINE The grave of Samuel Maharero, who led the Herero’s fight against the German colonial army before escaping across the border, lies in an almost inaccessible field in Okahandja amid wandering goats and overgrown foliage. Just a few hundred metres down the road is an impeccably cared-for graveyard for German soldiers killed in the rebellion. There is no cemetery for the slaughtered Herero, whose bodies were left out in the open. “We’ve lost our land, our culture, our tradition,” said Sarafina Nbaimbaind, a resident of the nearby township wearing the traditional horned headdress that symbolises the Herero’s cattle herding heritage. “The Germans are getting richer and richer from our land.” Schlaga said Berlin sup-
ported efforts by Namibia to redistribute land but it was the responsibility of the Namibian government to resolve disputes between its nationals. “Germany has always agreed and supported the Namibian government’s decision ... to do a redistribution of land, but based on a principle of willing seller, willing buyer,” he said, noting that land can change hands multiple times over 100 years. “It is very difficult, if not impossible, to draw a line from the events of 1905 and 1906, to 2017.” Namibian government sources said one idea was for Germany to provide funds for Namibia to purchase land from any owners willing to sell, but that talks on the issue had stalled. The government’s chief negotiator, Zed Ngavirue, said the ‘willing seller, willing buyer’ system had failed. The issue would be revisited at a conference this year, he said, but would not be part of the negotiations with Germany over the genocide. Robert Murtfeld, a U.S.based academic and independent observer in the Namibian talks, said he did not think an agreement could be reached unless land was included, with implications for other former colonies in Africa. “Any settlement that would be reached between the German and Namibian governments has to address the issue of land and any decisions hereto could have a trickledown effect for others,” he said. “I believe the chances for a deal being reached are very little.”
Malaysia to deport North Korean With rocketing population, Pak to conduct first census in 19 yrs detained in airport murder probe IsLAMABAD, MArcH rity and ensure there was 2 (reuters): Fast-grow- no harassment of officials.
KuALA LuMPur, MArcH 2 (reuters): Malaysia will deport a North Korean held in connection with the death of Kim Jong Nam, and cancel visa-free entry for all North Koreans, as diplomatic ties between the two countries frayed further following the murder at Kuala Lumpur’s airport. The relationship between Malaysia and North Korea has soured since the estranged half brother of North Korean leader Kim Jung Un was murdered two weeks ago at Kuala Lumpur International Airport with a super toxic nerve agent. South Korean intelligence and U.S. officials say the murder was an assassination organised by North Korean agents, though the only suspects charged in the case so far are an Indonesian woman and a Vietnamese woman. Police are also holding one North Korean man and want to question seven others, including a senior official in the North Korean embassy in Kuala Lumpur. But, the detained North Korean, Ri Jong Chol, will be deported on Friday as there is insufficient evidence to charge him, Malaysian Attorney General Mohamed Apandi Ali told Reuters in a text message on Thursday. Ri was arrested in Kuala Lumpur on Feb. 17 with a work permit that had been valid till Feb. 6, 2017. It
is unclear what Ri’s suspected role was in the murder. Security camera footage showed two women assaulting Kim Jong Nam at the airport as he was waiting to board a flight to Macau, where he had been living with his family under Chinese protection. Malaysian police say they smeared his face with VX nerve agent, a chemical classified by the United Nations as a weapon of mass destruction, and that Kim died within 20 minutes of being attacked. North Korea tried to convince Malaysia not to perform an autopsy on Kim Jong Nam’s body, and to release three suspects detained in connection with the killing. A high level North Korean diplomatic delegation arrived in Kuala Lumpur on Tuesday and has held talks with members of the Malaysian cabinet to press those demands. The women, who could face the death penalty, have told diplomats from their countries that they had believed they were carrying out a prank for a reality television show. Police say four of the other North Korean suspects have fled Malaysia. Three other suspects - a diplomat, an Air Koryo official and another North Korean - are yet to come forward.
ing Pakistan will conduct its first census in 19 years in March, the statistics bureau said on Thursday, hoping to end years of wrangling by politicians concerned about how a survey would affect the makeup of their local electorates. Changes could be significant in a country where 60 per cent of the population is under the age of 30. In 2015, the World Bank estimated Pakistan’s population at 188.9 million but the country still uses the official 1998 figure of 134.7 million. The population has exploded since its first census in 1951, when it had 33.8 million inhabitants. Political leaders across the country have voiced concerns about the census, fearing a loss of influence from any changes in provincial demographics. Chief Census Commissioner Asif Bajwa said the Pakistani army had been drafted in to provide secu-
“With every civil enumerator will be a military officer to ensure that the enumerator can enter the correct data without being intimidated by local political figures,” Bajwa told a press briefing in Islamabad. Electoral seats in Pakistan’s parliament are assigned using population density data, and with rural populations fluctuating due to urbanisation, powerful feudal landlords and political families fear losing influence in Islamabad. “Some regions are overrepresented in the parliament and the political elite are wary of the census because it changes the voting pattern, changes the representation in the parliament,” said Shahid Faiz, chief executive of Free and Fair Election Network, an organisation collecting electoral data. Bajwa said 200,000 military personnel would

assist civilian counters to complete the 70-day datagathering campaign, which will start on March 15. The inclusion of Afghan refugees in the census, confirmed by Bajwa, had been strongly opposed by leaders from the country’s sparsely populated Baluchistan province, where separatists are waging an insurgency.
Fewer workers, higher wages - Japan Inc feels demographic pinch
People walk towards a train station in Tokyo. (REUTERS File Photo)
tOKYO, MArcH 2 (reuters): Ask the president of Japan’s largest daycare chain what his biggest headache is, and Kazuhiro Ogita doesn’t hesitate: workers and wage costs. Not enough of one, too much of the other. Unable to hire enough employees to staff its nurseries at a time of strong demand, JP-Holdings Inc is paying more overtime and bringing in part-time workers to fill shifts. That’s eating into its bottom line a trend seen across Japan’s labour intensive industries, from delivery companies to restaurants and even the
400,000-employee strong postal system. Average pay for temporary workers in Japan’s three biggest cities in December rose 2.1 percent from a year earlier to 1,006 yen ($8.83) per hour - a fifth monthly record. Pay for forklift drivers jumped 13.8 percent and hotel clerks rose 4 percent. According to Reuters’ analysis of the financial results at 193 major companies, labour costs as a portion of overall sales are at their highest level in at least five years. This is happening even as rank-and-file workers
see their base pay flatline, despite Prime Minister Shinzo Abe urging firms to lift wages to boost consumer spending - raising the prospect of an economy where costs rise but growth stagnates. For some companies, the labour crunch is forcing them to adapt and become more productive. Manufacturers are using more automation and robots, and construction companies and convenience stores are hiring more foreign workers, from a restricted pool. These aren’t options for all companies. JP-Holdings
needs qualified teachers who have passed rigorous exams in Japanese. The resulting impact on costs has prompted the company to slash its operating profit forecast for the year through March by a third, to 1.05 billion yen ($9.3 million) versus 1.8 billion yen a year earlier. “We can’t rely on robots to care for children,” Ogita said. “We have more space - we just don’t have the teachers to fill them. It’s a lost business opportunity for us.” Delivery service Yamato Holdings Co, known in Japan for its black cat logo, is also scrambling, even while offering higher wages. Thanks to the internet shopping boom, Yamato’s parcel volume and sales climbed in the last nine months of the financial year - yet higher labour costs cut operating profit for the period by 6.5 percent. “We simply can’t get adequate staffing,” said Yasuo Katayama, general secretary of the company’s 60,000-member union. “The company has said it will do something, but it hasn’t been enough. We need the management to reconsider the parcel volume.”
SHRINKING POOL Hardest hit are small and medium-sized businesses, which have less cash to invest. Two-thirds of companies with 100300 employees said they are facing labour shortages, up from 59 percent a year ago, according to a survey by the Japan Chamber of Commerce and Industry. But even businesses like Japan Post, the privatized postal system, are struggling. “You ask the head of any company these days what their No. 1 problem is, and it’s labour shortage and higher (wage) costs,” said CEO Masatsugu Nagato. “We have 400,000 employees, so this is a huge problem for us.” Operating profit at Japan Post’s postal and logistics businesses fell by more than half to 2.1 billion yen for the nine months through December, as labour costs and pension changes took a bite. And there is little to encourage optimism. Japan’s working-age population, which shrank to 75.9 million in 2015 from a peak of 87.2 million in 1995, is expected to drop to 44 million by 2060. Foreign workers are
making up some of the shortfall - last year numbers topped 1 million for the first time. But the government is reluctant to ease restrictions too much amid social and political resistance, and Abe has encouraged companies to first hire more women and older workers. Language and qualification barriers also create obstacles. Ogita, head of the daycare chain, knows only one foreigner who has obtained the necessary childcare qualifications. One positive impact from the shortage, however, could be to narrow the pay gap between salaried and non-salaried workers - something Abe’s government has been pushing for with an “equal time for equal pay” campaign. Higher wages could also bring back more workers to the workforce, but what it means for recovery and spending is far from certain. “In the long run, the labour shortages could cause cost-push inflation or stagflation, in which the cost of doing business keeps on rising, while the economy stagnates,” said Masaki Kuwahara, senior economist at Nomura Securities.
The ethnic Baluch fear being turned into a minority in their own province due to growing populations of other communities. Similar fears have been voiced by Sindhi politicians in southern Sindh province. In January, normally conservative Pakistan announced that the country’s transgender community
would be included in the 2017 census. Originally scheduled for March, 2016, the census was postponed due to the unavailability of army personnel to oversee security. The United Nations Population Fund will assign international observers to oversee the administration of the census, Bajwa said.
Why a sitting job is bad for your heart and waist LONDON, MArcH 2 (IANs): Do you have a deskbound job? Beware, you may be at a heightened risk of developing cardiovascular diseases by 0.2 per cent and an increase in waist circumference by two cm, for every additional hour of sitting on top of five hours, researchers warned. The findings showed that those who had desk jobs had a bigger waist circumference -- 97 cm compared to 94 cm in people without desk jobs. They also had approximately one body mass index (BMI) unit difference. Further, they had a higher risk of cardiovascular disease -- 2.2 per cent compared to 1.6 per cent in people without desk jobs, over ten years. In addition, each extra hour of sitting from five hours a day, increased the levels of bad cholesterol (LDL) and decreased good cholesterol (HDL). “Longer time spent in sedentary posture is significantly associated with larger waist circumference, higher triglycerides (fat in the blood) and lower HDL cholesterol, all adding up to worse risk of heart disease,” said William Tigbe from University of Warwick in Britain. In contrast, walking more than 15,000 steps per day, which is equivalent to walking seven to eight miles, or spending seven hours per day upright, may be associated with zero risk factors, Tigbe added, in the paper published in the International Journal of Obesity. Although the study could be used as the basis of new public health targets for sitting, lying, standing and stepping to avoid metabolic risks, it would be very challenging to achieve unless incorporated into people’s occupations. “Our evolution, to become the human species, did not equip us well to spending all day sitting down. We probably adapted to be healthiest spending seven to eight hours every day on our feet, as hunters or gatherers,” said Mike Lean Professor at the University of Glasgow.

Pune defeat history, India need to look ahead, says Anil Kumble BANGALORE, MARCH 3 (REUTERS): India coach Anil Kumble urged his team to move on from the debacle in the opening test against Australia as the hosts seek a series-levelling victory in the second match starting on Saturday. On a raging turner in Pune, Australia triumphed by 333 runs inside three days, snapping India's 19test unbeaten run stretching back to their tour to Sri Lanka in 2015. While Virat Kohli's men won in Sri Lanka and West Indies, they also vanquished South Africa, New Zealand, England and Bangladesh for six straight series victories. "You can't keep winning every game. It has to come to an end at some point of time," Kumble, 46, told reporters on Thursday. "Twenty games in current scenario of test cricket, it's quite challenging for an international side to keep going out there and winning. That's what this team has been able to do across conditions. "We have adapted to various conditions and various situations and that's

what we didn't do in the last game. That's why the result didn't go our way." The former spinner, also India's highest wickettaker in tests, said Pune was just a blip in an otherwise bumper home season. "I don't want to look back. We are here to look
ahead. As a coach it's more important for me to look ahead," said Kumble, who took over the coaching reins last year. "It was one of those games where things didn't go our way and we just need to move on. Another three test matches
in the series and we are really looking forward to that. "We have had a fantastic home season and it's just one of those games where things didn't go our way." Kumble said Australia were a quality opposition but India did not play to
their potential. Asked about the nature of pitch to be used for the second test, the Bengaluru native said: "It's generally been a good batting surface and I'm sure it's going to be a result wicket. "That's exactly what we want in a test match."
BANGALORE, MARCH 2 (REUTERS): Fast bowler Mitchell Starc remains Australia's most potent weapon with the ball despite their spinners stealing the show in the series opener against India, team mate Mitchell Marsh said on Thursday. On the turning track in Pune, left-arm spinner Steve O'Keefe bagged 12 wickets while slow-bowling partner Nathan Lyon took five as the touring side thumped India by 333 runs inside three days in the first match of the four-test series. Nature of the pitch meant left-armer Starc bowled only 11 overs in the first test but his workload could increase significantly at the M. Chinnaswamy Stadium which hosts the second test from Saturday. "He's one of the best bowlers in the world, if not the best bowler in the world," all-rounder Marsh told reporters on Thursday. "He's certainly the best reverse swing bowler in the world. "In these conditions, whilst all the talk has been about the spinners he's still our biggest weapon, I think. "It's great if he's in the Indians' heads, hopefully he can take a few wickets for us." The Bengaluru track is not expected
to provide as much turn as Pune for the slow bowlers and the pacemen's ability to reverse swing the old ball could prove crucial. Marsh said Australia is well equipped in that department with Starc and Josh Hazlewood in their side. "In Pune the wicket itself did a lot of work for us, it's not necessarily the square here," Marsh said. "These balls scuff up well early on. Reverse swing will be huge for us. "If we can get it going we've got two of the best reverse swing bowlers in the world. They will still be huge weapons for us." On the slow and dry tracks in Asia, where Australia had lost their last nine tests before their Pune heroics, defence was a key aspect of batting, according to Marsh. "It's a big part of playing well over here, and it's something all our batsmen have worked on," the 25-year-old said. "Against a turning ball, if you can back your defence then attacking the ball that's there will be much better. "In these conditions you've got to earn the right to attack and that's by having a solid defence. That's what I've been working on."

Doping Agency (WADA) has welcomed the recognition by Russian President Vladimir Putin that his country's doping system was not working and needed an overhaul. A group of national anti-doping organisations have also called for a blanket ban on sporting contact
Olivier Niggli added that he hoped Putin's statement would allow the Russian National Anti-Doping Agency (RUSADA) to follow the roadmap set out for it to return to compliance with the WADA code. "Effectively, RUSADA must demonstrate that its processes are truly autonomous, independent from outside interference and properly resourced for the task of protecting clean athletes both in Russia and abroad," Niggli said. "Only once RUSADA, and its governing structures, has successfully demonstrated that it can achieve such independence, will Russian sport be able to redeem itself in the eyes of clean athletes and other stakeholders worldwide."
NEw DELHi, MARCH 2 (iANS): Hollywood actor Hugh Jackman, who hails from Australia, has expressed confidence in the Indian cricket team to perform in a bolder way in the second Test against his home country's team. Calling the Indian cricket team members "superheroes", the actor -- ahead of the worldwide release of his forthcoming superhero film "Logan" -- has reached out to them with a message of support via a video shared by Fox Star Studios. "Namastey to all my fans in India. You guys know that cricket is my favourite sport. What a great journey you (India) and

"With many sports getting their own professional leagues and evergrowing popularity in the country, it is time that the women cricket league is formed. It is no surprise that the fierce team of eves does not get as much attention and opportunities neither from the sports bodies or the sponsors in India as the men's team," he added. India's first woman cricket coach and Dronacharya awardee

NEw DELHi, MARCH 2 (iANS): Indian cricket icon Sachin Tendulkar says he wants every Indian to make any one sport a part of their fitness regime. He feels people should not take up a sport only at a competitive level, but for some fun and to burn some calories too. "Sports for all is my vision, my dream. India has been ranked as the diabetes capital of the world and that doesn't say much about our health. We need to pay more attention to our health, get fitter, get healthier," Tendulkar said in an interview to LinkedIn. He added: "I urge every Indian to make any one sport a part of their fitness
regime. You need not play the sport at a competitive level, but for fun and (to) burn some calories." The batting maestro, who has joined professional networking website LinkedIn as a LinkedIn Influencer, also feels it is important to be fearless while realis-
ing one's dreams. He said: "Don't worry about failures. Sometimes failures stop you from attempting something new and you never know till the time you make an attempt. So go out and chase your dreams, because dreams do come true." Looking back at his
journey, Tendulkar said: "With me, my preparation started with packing my bag. I would start my preparation with ironing my clothes. I would iron them myself because it got me in the right zone. My subconscious mind switched on from there." There were some roadblocks as well. Tendulkar said: "I still remember when I had my tennis elbow surgery. After three and a half months, I went out to practice, and I was told it would take four and a half months or so for recovery, don't rush. "But, sportsmen are known to be impatient... I thought my career was over. Those are the moments when you need a
solid team around you, doctors, physios, masseurs, trainers, your family members, close friends." After retiring from cricket, Tendulkar says he keeps himself busy as he is involved in technology, health and wellness as well as lifestyle and clothing. "I have my own brand, sports goods manufacturing company... I started designing sporting equipment; started sharing my ideas with the equipment manufacturers and they would share their ideas too. We are learning from each other and as long as we continue to do that, we continue to get better in life. That's what I want to do," he said.

Oprah Winfrey considering a presidential run in 2020?
I
f Donald Trump can do it, why can’t she? Chat show legend Oprah Winfrey has teased the potential of a presidential run in the future, though she added that she’d never considered “even the possibility”. The 63 year old presenter and philanthropist gave an interview to Bloomberg Media’s David Rubenstein on Wednesday (March 1st), and the two began discussing politics and the social upheaval that has accompanied the election of Donald Trump last year. Winfrey, who has always kept on top of the subject of American politics, had “never considered the question, even the possibility. I just thought, ‘Oh. Oh.… ’ I thought, ‘I don’t have the experience. I don’t know enough.’ And now I am thinking, ‘Oh.'” Inaugurated back on January 20th following a highly controversial and divisive campaign, Trump is the first president to gain office without any previous governmental or military experience. It’s unclear as to how se-
rious she was in the interview, but Oprah was quite closely involved with both of Barack Obama’s presidential campaigns. In 2007 and 2008, she held fundraisers and appeared at rallies in Iowa, South Carolina
and California, with many insiders crediting her influence in getting public support behind him during the primaries. In 2016, while she threw her support behind the defeated Hillary Clinton by
publicly endorsing her, Oprah didn’t go so far as to appear at rallies as she did with Obama. “The reason why I haven’t been vocal other than saying, ‘I’m with her,’ is because I didn’t know
what I could say that could actually pierce through all the noise, and the chaos, and the disgusting vitriol that is going on, and actually be heard,” she said in October. Source: Contactmusic
Jackman wants SRK to replace him as Wolverine
Y
ou would probably know that Logan is going to be Hugh Jackman’s last time playing the iconic mutant Wolverine on film. But do you know what problem that raises? Who’s going to replace Jackman in the role - because there is no way Fox is giving up their most lucrative franchise. In an interview with Rajeev Masand, Jackman casually threw out a suggestion: Shah Rukh Khan. While no one should take this seriously, it’s a great example of Hugh Jackman’s charisma. He
knew he was being interviewed by an Indian journalist, and it’s a question he has been asked hundreds of times before, so for him to come up with SRK’s name like he did will surely endear him to fans - both international and Indian. Directed by James Mangold and co-starring Dafne Keen, Stephen Merchant, Patrick Stewart and Boyd Halbrook, Logan, Jackman’s ninth and final Wolverine movie, is due out on March 3. He first played the character in 2000’s X-Men.

According to a report by India Today, Police registered an FIR late on Wednesday night and recorded a statement from Mahesh Bhatt’s family. The case has now been transferred to Mumbai Police’s Anti Extortion Cell (ANC) and the matter will be further investigated by them along with other Police departments. Barca run riot in La Liga, Real falter Enrique to leave Barcelona at season end
C M Y K
MADRID, MARCH 2 (REUTERS): Barcelona thrashed Sporting Gijon 6-1 to go top of La Liga on a dramatic night in Spain on Wednesday as Luis Enrique announced he was stepping down as the Catalan club's coach at the end of the season. Barca sneaked ahead of arch-rivals Real Madrid in La Liga after Zinedine Zidane's side came from behind with 10 men following the sending-off of Gareth Bale to draw 3-3 at home to Las Palmas thanks to two late strikes from Cristiano Ronaldo. Lionel Messi scored for the fifth league game in a row to put Barca ahead in the ninth minute, heading Javier Mascherano's floated pass over goalkeeper Ivan Cuellar. Sporting defender Juan Rodriguez clumsily knocked Luis Suarez's angled shot into his own net to double Barca's advantage two minutes later but Carlos Castro pulled one back for the visitors in the 21st minute from close range. Suarez restored Barca's two-goal lead by ruthlessly volleying home and the Uruguayan was taken off at halftime, replaced by Paco Alcacer who got the fourth goal early in the second half following a layoff from Messi. Barca had scraped 2-1 wins over Leganes and At-
letico Madrid in their two games since the harrowing 4-0 defeat by Paris St Germain in the Champions League but got back into their groove against second-bottom Sporting. ATTACKING DISPLAY Neymar struck a fifth in the 66th minute by curling a free kick inside the near post and Ivan Rakitic capped a resounding attacking display by thump-
ing home from inside the area. The result was overshadowed by Luis Enrique's revelation in his post-match news conference that he would quit Barca at the end of the season after three years in charge. "I would like to thank the club for the confidence they have shown in me, it's been three unforgettable years," the former Barca
midfielder said. "In my work I'm constantly looking for solutions and that means I get no time to rest, I need to rest and that's my main motive for leaving." Barca top the standings on 57 points, one ahead of Real, who have a game in hand on their arch-rivals as they seek a first league title since 2012. Zidane's side clawed back from 3-1 down against
Las Palmas thanks to Ronaldo, who converted a penalty and headed home from a corner one minute from time. Real had looked to be on their way to a comfortable win over a Las Palmas side who had lost their last four games and had never won at the Bernabeu when Isco beat the offside trap to score in the eighth minute. Las Palmas midfielder Tana responded with a brilliant piece of skill to skip past Sergio Ramos and blasted into the roof of the net two minutes later. The game turned against Real when Bale was shown two yellow cards in under 10 seconds, first for kicking out at Jonathan Viera and then for pushing the striker in anger. Viera fired Las Palmas into the lead from the penalty spot in the 56th minute after a handball by Ramos and Kevin Prince-Boateng stretched their lead three minutes later but Real, who had three goals ruled out, refused to give in. "We are not happy with how we've been playing recently and things haven't been going our way in the last few games but you will always have moments like this in a season," Zidane told reporters. "But we can't go crazy because we have done things very well this season."

MADRID, MARCH 2 (REUTERS): Barcelona coach Luis Enrique is leaving the Spanish La Liga champions at the end of the season when his contract expires after three trophyladen seasons at the club. Luis Enrique made the announcement at a news conference after Barca thrashed Sporting Gijon 6-1 at the Nou Camp on Wednesday to keep up their bid for a third league title under the management of their former midfielder. "I would like to thank the club for the confidence they have shown in me, it's been three unforgettable years," said Luis Enrique, who has won two Liga titles, two King's Cups and the 2015 Champions League since succeeding Gerardo Martino in 2014. Luis Enrique said he had met with Barca directors Albert Soler and Robert Fernandez before this season to discuss the possibility of not renewing his contract. "They told me there was
no hurry to make a decision, but now that moment has arrived," he added. "This is a very difficult decision for me which I have thought about for a very long time but I think I have to be loyal and do what I think is right." Barca top the standings on 57 points, one ahead of arch-rivals Real Madrid who have played one game fewer. Luis Enrique has also led his team to the King's Cup final but suffered heavy criticism after Barcelona were crushed 4-0 by Paris St Germain in their Champions League last 16 first-leg game two weeks ago. Luis Enrique followed in the footsteps of former team mate Pep Guardiola in leading Barca to the treble in his first season in charge, although his reign has also witnessed turbulent moments. The coach was reported to be on the brink of dismissal in January 2015 due to his rocky relationship with Lionel Messi af-
ter leaving the Argentine talisman out of the starting line-up. While he has overseen spectacular football, fired by the prolific attacking partnership of Messi, Neymar and Luis Suarez, Luis Enrique has been criticised for abandoning the team's style of play perfected by Guardiola which was geared around controlled possession in midfield. He bore the brunt of criticism for the harrowing defeat by PSG which has left Barca on the brink of their earliest elimination from the Champions League in a decade. Luis Enrique said he had become exhausted from the constant pressure that comes with the Barca job and needed time out to recover, echoing Guardiola's words when he stepped down in 2012. "In my work I am constantly looking for solutions and that means I get no time to rest, I need to rest and that's my main motive for leaving," he said.
Sheikh finishes sixth at Shooting World Cup
NEw DElHI, MARCH 2 (IANS): India's Sheeraz Sheikh finished sixth in the men's Skeet event on the final day of the International Shooting Sport Federation (ISSF) World Cup here on Thursday. Sheikh produced the best performance of his career, shooting 121 in qualifying and even getting the better of former world champion and World No.8 Jesper Hensen of Denmark in a shoot-off for a place in the final round. But he fizzled out in the final and could only manage to take the sixth spot.
This was Sheeraz' first ever World Cup final in his seven-year career and it comes on the back of another final appearance in the recently held Asian Shotgun Championships in Abu Dhabi, where he finished fifth. The gold went to Italy's Riccardo Filippelli, who beat compatriot and reigning Olympic champion Gabriele Rossetti in the final. Paul Adams of Australia got the bronze medal. India finished with five medals -- one gold, two silver and two bronze. The hosts are at the fifth place
in the medals tally behind table toppers China, Italy, Australia and Japan. It has arguably been one of India's best finishes at the World Cup with former Asian champion Jitu Rai winning their lone gold in the men's 50m Pistol event apart from a bronze in the 10m Air Pistol. Amanpreet Singh and Ankur Mittal clinched silver medals in men's 50m Pistol and men's Double Trap respectively while Pooja Ghatkar got bronze in the women's Air Rifle event.
