One arrested for attempted murder DIMAPUR, MARCH 3 (MExN): Dimapur Police have arrested one person accused, identified as Mughavi, who has been accused of “attempted murder.” A press note from the PRO and Additional SP, Dimapur Police informed that on March 2, an FIR was lodged by a Naga woman alleging that “her domestic helper namely Mughavi (32 years) had attempted to murder her on three different occasion and also harassed and tortured the other female domestic helpers.” On receipt of the complaint, Dimapur Police arrested the accused and seized one dao (machete) and a few bamboo sticks from the “place of occurrence used in the commission of the crime.”It was further informed that a case has been registered at Diphupar Police Station and that further investigation is on.

Power shutdown in five districts on March 5 & 6 DIMAPUR, MARCH 3 (MExN): The Nagaland state Power Department has informed that power supply in the five districts of Mokokchung, Zunheboto, Tuensang, Mon and Longleng will be affected during the daytime (7:00am to 5:00pm) from March 5 to 6. A press note from the Executive Engineer, Mokokchung Transmission Division informed that there will be a shutdown of power supply from Mokokchung load centre on the said dates. This will be done in order to facilitate construction of incoming 132 Kv double circuit at the Aolichen sub station, Mokokchung.

A press note from the Longkhim Division Students Union informed that action against six erring personnel has been initiated. Vistara to launch maiden services to ne

NEw DElHI, MARCH 3 (IANS): Tata’s full service passenger carrier Vistara Tuesday announced its foray into the northeast with the addition of Guwahati and Bagdogra to its domestic network. According to the airline, it will commence services from April 2 on Delhi-Guwahati-Bagdogra-Delhi route. “We’ve had lots of customers asking us to fly to the eastern India over the past month, so we’re delighted to launch this new route in response to the customer demand,” Vistara chief executive

Phee Teik Yeoh said in a statement. “The addition of this route reaffirms our commitment to promote regional connectivity in India, and contribute to the Government’s efforts to boost trade and opening up development avenues for people in these regions.” The airline had earlier announced the launch of new services to Goa and Hyderabad from Feb 20 and March 1, respectively. The company, which initially started operations with 68 flights weekly in January, is expected to operate 164 flights a week by

month-end. The airline added that it will expand its fleet size to six aircraft by April and will soon announce the addition of more destinations. The airline currently has five Airbus A-320 aircraft. The joint venture (JV) airline between Tata Sons and Singapore Airlines started commercial operations from Jan 9. Currently, the airline operates to six destinationsMumbai, Ahmedabad, Goa, Hyderabad, Guhawati and Bagdogra, and also between Mumbai and Ahmedabad.

Police have arrested one man after allegation of the rape of a college girl surfaced in Dimapur. The accused was arrested after the victim herself lodged a police complaint. The incident occurred on February 23 and the accused was arrested the next day, subsequent to the lodging of the complaint. The news of the incident emerged only after it was highlighted on social media. The Dimapur police, without disclosing why the incident was kept under wraps for over a week, said that the victim was a Naga girl in her mid-twenties. The accused is a 35 year old Dimapur-based businessman, identified as Syed Farid Khan. The girl was allegedly raped multiple times in different locations in Dimapur on the intervening night of February 23 and 24. The victim and the accused were known to each other before the incident happened, the police said. Recounting the sequence of events, the police said that Khan and the victim, along with a third person, went out for a “snack” at around 9:30 pm on February 23. The three drove to the Naga Shopping Arcade (Super Market) in Khan’s car where they reportedly had a brief stopover. Later, the accused took the victim towards 4th Mile leaving the third person behind. Khan drove the car to a secluded area along the Niuland road, where the first rape allegedly occurred. Afterwards, Khan headed back towards town and checked into a hotel along with the victim. Before checking into the hotel, the victim was reportedly raped in another part of town. The victim left the hotel the next morning, February 24 and went home, subsequently lodging an FIR with the police. The accused was arrested the same day and forwarded to court after completion of necessary proceedings. The third person, a Naga man, was known to both the victim and the accused. He was also detained by the police and is currently in judicial custody. Khan, according to the police, is a second-hand car dealer in Dimapur and hails from Karimganj, Assam.

‘Heinous crime exposes Naga weakness,’ says NCD & NWHD

he Naga Council Dimapur (NCD) and the Naga Women Hoho Dimapur (NWHD), while condemning the alleged rape, has called upon Naga society to take measures in order prevent such crimes. A joint statement from the NCD Treasurer, Chiten Konyak and NWHD President, Hukheli T Wotsa alleged that “not only was the girl raped multiple times, she was beaten up and threatened with death during the entire episode.” The heinous crime, they noted, “has only exposed our Naga weaknesses.” The organisations claimed that “unless all Nagas take responsibility to tackle the menace of unabated IBI influx and their stay here in the state, crimes against our women and daughters by these people will only increase.” Asserting that Naga civil society cannot only condemn the crimes, they claimed that that as long as the government and Naga society “refuse to wake up,” such crimes “will only keep recurring and Nagas can only watch and condemn, meekly.” The NCD and the NWH further urged that “it is time Naga landlords stop renting their vacant plots and buildings to IBIs and their cohorts; time that village and colony councils ensure that no IBIs are sheltered in their jurisdictions; and time for the district administration and police at the gates to ensure that issuance of ILP and its monitoring is strictly checked and adhered to.” The organizations then informed that the NCD has been petitioning the state government over the last 3 to 4 years “to take concrete measures.” However, they lamented that the petitions have been “to no avail.”

DIMAPUR, MARCH 3 (MExN): The Against Corruption and Unabated Taxation (ACAUT) Nagaland has called upon the Dimapur district administration to comply with an order passed by the Kohima Bench of the Gauhati High Court dated June 3, 2014 “prohibiting organisations, viz, PLTWFI, DMWTU, DTOA, MWAD, Dimapur District Autorickshaw Drivers’ Union (DDADU) and Dimapur Autorickshaw Owners’ Union (DAOU) from collecting tax in and around Dimapur.” A press note from ACAUT lamented that the order is yet to be put in place by the district administration and police “since sections of auto drivers have already accused DDADU of collecting tax.” ACUAT further termed it “extremely shameful” that the district administration had declared the “democratic protest against illegal taxation by DDADU by sections of auto drivers as illegal.” “It is because of the failure of the district administration to uphold the law which has compelled certain sections of auto drivers to resort to protest in the first place,” ACAUT stated. It expressed concern that “repeated reminders” to the DC and District administration on this issue “have fallen on deaf ears.” As such, it called upon the High Court to “take cognizance of the matter under contempt of court.” “It is only in Nagaland that even court orders are openly flouted. Had this been the case in other states, the Chief Secretary and the entire administration would have been hauled before the Courts and even jailed for contempt,” ACAUT said. DIMAPUR, MARCH 3 (MExN): The General Autorickshaw Drivers (GAD) today affirmed its decision to go ahead with the proposed auto strike in Dimapur on March 4. KOHIMA, MARCH 3 (MExN): The Nagaland Law Students’ Federation (NLSF) today urged the Vice Chancellor of Nagaland University, Lumami to create a separate Department of Law under the university, by strictly adhering to UGC norms. In a representation to the Vice Chancellor, the NLSF lamented that the “problems faced by the law students are due to the lack of our university not having a separate Department of Law and policies for it.” It further listed out various concerns of the law students and sought the Vice Chancellor’s action. DIMAPUR, MARCH 3 (MExN): The Eastern Naga Students Federation (ENSF) has issued an ultimatum to the Nagaland state government to implement agreements signed between the two parties on various issues pertaining to the School Education Department and the Home Department. A press note from the ENSF declared March 25 as the deadline for the state government to fulfill the agreements. This, according to the ENSF was decided during its emergency presidential meeting held on February 11. On the recent advertisement of 362 adhoc Primary Teachers posts, the ENSF has sought to know from the department as to what modality would be applied for the recruitment of the same. Any modalities for recruitment, it stated, should be accepted by

Shamator, march 3 (mExN): Parliamentary secretary for CAWD and Economics & Statistics, R Tohanba, on March 1 visited two private schools in Shamator town –catholic run St. Xavier School and Christian High School managed by Yimchungrü Baptist Boru Amukhongto (YBBA). A press note stated that the parliamentary secretary reviewed the infrastructure and education environment of the schools and gave a patient hearing to the problems faced by the two schools. The visit comes in the backdrop of the sudden rise in enrolment of students in the two schools following the large number of migration of Yimchungrü families to Shamator from Tuensang

Addressing the teaching faculty and parents of students at St. Xavier School, Tohanba said coordination and regular interaction between the schools authority and parents was essential for overall progress of the school. He said with concerted efforts of the school and parents, the rural school children can get quality education, which, Tohanba said, is the vehicle to transform society. Further, Tohanba informed that the DAN government under the leadership of chief minister, TR Zeliang, was giving maximum stress on providing quality education, especially in rural and backward areas. On behalf of St. Xavier School, Father Kokto, thanked the parliamentary secretary for his visit and concern shown towards improvement of education in the rural areas. Fr. Kokto

also highlighted the problems faced by the school including water scarcity and land dispute. At Christian High School, the principal, Sujit Deb, briefed the parliamentary secretary on the pressing need to open a hostel to accommodate the growing number of students from neighbouring villages. Tohanba assured authorities of both the schools to extend all possible assistance so that the education of children is not compromised for lack of basic infrastructure and amenities. He also informed on upgradation of infrastructure of GHHS Chessore. During his visit to the two schools, vice president of Yimchungrü Akherü Arihako (YAA), Solumba and joint secretary, Akhang, accompanied the parliamentary secretary. YAA is the apex students’ body of the Yimchungrü community.

Several NGOs, Students Unions and political parties attended the meeting. The purpose of the meeting was to deliberate the importance of the voters to check for the authentications. The idea behind the newly launched programme was to check the double entry, under age entries and eligible aged non entries of the voters. The recently

launched programme will have the cross check of the EPIC to that of the Adhaar Card or PAN Card or Driving License or Bank Account proves to check the purity and authentication of the voters. The programme will last till October 2015. The Election Office requested all the individuals present in the meeting to spread the news so that every genuine voters will have to do the needful in the stipulated timing of the office.

Consultation meeting of Hindi NGOs conducted

Dimapur, march 3 (mExN): A consultation meeting of Hindi NGOs of Nagaland along with the vice-president and general secretary of Purvottar Bharat Hindi Sevi Sanstha Sangh was held on February 28 in the office of Hindi Sahitya Sammelan Pariksa Kendra, Burma Camp, Dimapur. A press release stated that General Secretary Dr. Khrida Sakya requested all the Hindi NGOs to unite for higher goal. He expressed that the position of Hindi is not very encouraging after 67 years of Independence though Hindi is National language of India.

He pointed out that Hindi must be linked with profession and daily bread. All the members present in the meeting expressed their solidarity to be a part of the organization for the promotion and development of Hindi. After thorough deliberation and discussion, it was suggested to the apex body that this northeast level organisation must approach the Government of India (MHRD) and other Hindi promoting agencies at private as well as government level to standardise Hindi education system in the region. Academic area must be strengthened by

updating the textbooks, examination system and infrastructure of the Hindi propagating agencies. Approach the Central Government to provide 100% funding to the private and Government Hindi promoting institutions in nonHindi speaking regions till we achieve the goal. The meeting suggested that regular scholarship, uniforms, textbooks (teaching learning materials) must be provided to non-Hindi speaking students studying equivalent courses through Hindi medium at Government as well as private institutions as par some other centrally

sponsored institutions. Further, it was suggested that the body must approach the high level institution like Kendriya Hindi Sansthan, Agra or any other institutions who are providing professional courses as such BT/PSTE/DELT/ Shiksa Vishard/Praveen/ Parangat/Nishnatthat etc for both in-service as well as pre-service candidates. Private Hindi organization also must be given responsibility to provide such courses under competent Institutions. In the region, 90% Hindi teaching staff are professionally untrained. As per the RTE Act, all teach-

ers must be professionally trained. However, for Hindi due to some technical reason under NCTE such professional courses are not being carried out. To provide professional training ways and means have to find out. Hence, the Apex body is requested to find the possible solution for the problem, which is faced by every states of Northeast India. Manipur decides to introduce ZB calls for urgent support towards securing peace in Nungba sub-division ‘Special ILP Bill’ in assembly Our Correspondent Imphal | March 3 Manipur Cabinet has decided to introduce a “Special ILP Bill” in the state assembly, which is aimed at protecting the indigenous people. In view of the proposed ILP Bill, the current state assembly session is likely to be extended for some more days. The five-day long budget session concluded on Tuesday. The Cabinet decision came amid intensified public protest over the Inner Line Permit System (ILPS). A mass non-violent sit-in had been staged by thousands of protestors on March 1 in Imphal city, angry at Manipur Gov-

The public agitation demanding the implementation of a law similar to Bengal Eastern Frontier Regulation, 1873 has been spearheaded by the Joint Committee on Inner Line Permit System (JCILPS). The committee yesterday announced a civil disobedience movement against the Manipur Government with immediate effect for its inability to introduce the Bill and get it passed on the floor of the House. It also announced a non-cooperation movement against non-locals in the state. It demanded all ministers and MLAs to resign, alleging they were all against the ILP Bill.

He said the proposed ILP Bill was a “Financial Bill” which requires serious contemplation and assent of the Governor. He added, “Constitutional experts as well as other professionals in the field are also needed in the process.” Okendro said the state Government needs to protect the interests of all communities in Manipur before finalizing the ILP Bill.

According to the airline, it will commence services from April 2 on Delhi-Guwahati-Bagdogra-Delhi route. "We've had lots of customers asking us to fly to the eastern India over the past month, so we're delighted to launch this new route in response to the customer demand," Vistara chief executive Phee Teik Yeoh said in a statement. "The addition of this route reaffirms our commitment to promote regional connectivity in India, and contribute to the Government's efforts to boost trade and opening up development avenues for people in these regions." Singapore firm commissions first power project in India hyderabad, March 3 (ians): Singapore firm Sembcorp Industries’s first power project in India has commenced commercial operation. The firm on Monday announced completion of the first 660-megawatt unit of the Thermal Powertech Corporation India (TPCIL) plant in Nellore district of Andhra Pradesh. The 1,320 MW coal-fired power plant in the coastal town of Krishnapatnam comprises two units of 660 MW each, with the second unit expected to begin commercial operation in the third quarter of 2015. The approximately $1.5 billion power plant utilises supercritical technology, which allows for enhanced efficiency and reduced emissions compared to other conventional coal-fired power plants, the company said in a statement. With the completion of this first unit, the plant has begun supplying power to the states of Andhra Pradesh and Telangana, helping to meet the increasing power demand in the southern region and supporting its economic growth. TPCIL has already secured power purchase agreements for 900 MW, or almost 70% of the plant’s capacity, of which 500 MW will be sold under a 25-year agreement with the Andhra Pradesh and Telangana power distribution companies. Sembcorp owns a 65 stake in TPCIL through its wholly-owned subsidiary, Sembcorp Utilities, while Gayatri Energy Ventures, a wholly-owned subsidiary of Gayatri Projects, owns the remaining 35 %.

BSNL to slash 3G internet rates by 50 per cent chennai, March 3 (Pti): Against the trend of rising mobile internet tariff, state-run telecom company BSNL is likely to cut its 3G data rates by at least 50 per cent once the next phase of its network expansion is completed. “We estimate that 3G data rates can be reduced by at least 50% compared to prevailing rates under phase 8 of our network expansion,” BSNL Chairman and Managing Director Anupam Shrivastav told PTI in an interview. The company at present offers 3G mobile internet at par with 2G rates of leading of telecom companies. It sells 1 GB of 3G mobile internet service for Rs 175 and 2GB for Rs 251. “We have utilised over 90% of 3G capacity. If we reduce tariff right now, there can be sudden increase in traffic and network may not be able to bear the load. Once we expand this capacity to handle adequate traffic under phase 8, we will reduce rates,” Shrivastav said. The company is at present working on phase 7 network expansion plan which has an outlay of about Rs 4,800 crore and is expected to be complete it by June this year. The public sector firm has started working on phase 8 network expansion plan and expects to start issuing tender for this phase in the first quarter of financial year 2015-16. The company was allocated 3G spectrum in 2009 but it has not been able to invest between 2009-13 in building network due to various procedural issues and mainly due to cash crunch that it faced after paying for two sets of airwaves- 3G and broadband wireless access spectrum in 2010. Shrivastav said that to increase mobile internet traffic capacity BSNL is tuning its network for next generation internet ids known as IPv6 and adding more 3G capacity in its regional node centers. Under phase 8, BSNL has plans to integrate wifi hotspots that it is rolling out in 2,500 cities and towns with 3G by end of next year to increase network capacity. “We are integrating our 3G network and these wifi hotspots for offloading traffic from 3G network. To connect with wifi, BSNL subscriber would not require any kind of permission. The 3G subscriber will automatically connect with wifi hotspot once he is within the range and free 3G network,” Shrivastav said.

India needs sustained GDP growth of 9-10 per cent new delhi, March 3 (reuters): India’s economy needs to reach an annual growth rate of 9 percent to 10 percent and then sustain that activity “many, many more years than 10 years” in order to improve infrastructure and bring down rampant poverty, Finance Minister Arun Jaitley said on Monday. “We need resources and I can’t get resources until I grow by 9 to 10 percent. And therefore I would like to see India grow by that rate for the next 10 years,” Jaitley said in response to a question following an impromptu speech at Columbia University’s School of International and Public Affairs. Jaitley, in New York on a private trip just two days after presenting a budget that focused on boosting growth before taking on structural reforms, said he realizes that in order to achieve this goal, the $2 trillion South Asian economy needs to find investment from outside. “I have no doubt about the fact that the investment available with-

in the country is very modest. Even our banks’ ability to finance that is modest, and therefore we need it from wherever it is available,” he said. ‘India needs statute protecting common citizen against cyber frauds’ MuMbai, March 3 (business standard): The Reserve Bank of India (RBI) executive director G Padmanabhan has called for the need for a statute protecting a common citizen against cyber fraud or cyber crime. “Cyber-attack is generally met with panic. A policy that clearly states the roles and responsibilities of each stake holder and the response that is required for each scenario will ensure that panic is replaced with decisive action,” said Padmanabhan at the Sri Chithira Thirunal Memorial Lecture Series on Saturday in his speech. According to Padmanabhan the biggest challenge in making the financial sector cyber resilient is to first acknowledge the complexities and interdependencies and then to proactively address failures, adopt effective resilience techniques, and resolve problems through cooperation. Padmanabhan’s comments come at a time when the country is moving towards digital banking in a big way. RBI and government have been consistently making efforts over several years to encourage electronic banking and electronic financial transactions to bring the economy out of cash based system.

Padmanabhan believes that a strong law, which protects a diligent customer from cyber frauds would infuse institutional safeguard to a common person and increase his confidence to use technology in financial transactions. “The point that I am trying to flag is that a customer must be legally protected from suffering losses when he becomes a victim of the cyber crime as a matter of right rather than having to run from pillar to post to prove that he was not negligent,” he said. There is a need for the support of the insurance sector too in a bid to implement customer protection effectively. “Insurance cover is certainly an option worth looking at as part of risk management, but this poses several challenges to both the regulator and the insurance companies. There are several issues in arriving at an acceptable formula for insurance premium due to paucity of historical data. We need to have systematic data on the losses suffered in the past due to cyber attacks covering incident occurrences and incidence reporting, impact analysis, third party damages suffered etc.,” said Padmanabhan. He believes this is certainly challenging but not insurmountable.

CCSU bans hunting, fishing TuENsaNg, march 3 (mExN): The Confederation of Chang Students’ Union (CCSU) has banned hunting, fishing and all such related activities which hamper the environment. During its 52nd general session held on January 14 at Saksi, Tuensang, CCSU resolved that the ban will remain in force for a period of ten months starting from February 2015 till November 2015 in the entire Chang jurisdiction till further order and modifications from the CCSU Office. The Department of Health and Family Welfare observed the International Ear & Hearing Care Day on March 3 at Paramedical Training Institute, Kohima under the theme ‘Make Listening Safe’. Dr. Kedozoto Pienyü, ENT Specialist (NHAK), State Coordinator, NPPCD stressed on the problems affecting people with hearing impairment, while highlighting that they are denied education and high unemployment rates are also found among them and how hearing impairment may impact the individual functionally, socially and emotionally. Dr. Pienyü further shared on the causes, treatments, and prevention of hearing loss. Sentiyanger Imchen, Commissioner and Secretary, in his speech stated that the Department of School Education and Health and

Family Welfare have been working together for school health programs. ”It is better to prevent than go on to intervene later,” stated Imchen while talking on the preventive aspects and the importance of awareness in the society. He also focused on the need to put in place a system so the programs are not implemented in ad hoc manner. The Government of India has brought in a number of programs and provided both guidelines to implement them, added Imchen, while saying it is up to the state to implement keeping in mind the local conditions. Further, Imchen directed that the number of ENT specialists and their postings in the districts be taken into account. A total of 71 students were examined along with teachers. The students were also screened to identify those with impacted earwax and advised to visit District Hospital for further cleaning. Before the screening of the students, ENT Specialist Dr Sakoyuba Imchen oriented the students on the care of ear, nose and throat and the importance of regular checkup. Meanwhile, Dr. Pienyü in his presentation said, “It is important to raise awareness about the harmful effects of noise and the prevention on noise induced hearing loss. The proposed theme intends to draw attention toward this problem and to create awareness about noise induced

hearing loss caused by recreational exposure to loud sounds while also conveying suitable messages to ensure effective ear and hearing health.” Emphasizing on the need for implementation of National plans for ear and hearing care, Dr. Pienyü pointed out the impor-

tance of building partnership to provide affordable hearing aids, the need to address major premature cause of hearing loss, raising awareness and collecting data on deafness and hearing loss to demonstrate the source and impact of the problem. The International Ear & Hearing Care Day was selected on March 3 based on the significance of the shape of the number 3, which resembles the ears. The day is held to promote global actions on hearing care and minimizing occurrence of hearing impairment. Every year, it addresses a specific theme and carries out extensive range of activities with wide multi sector participation in order to raise awareness. Globally, 360 million people have disabling hearing loss with 328 million adults and 32 million children. In India, there are 68 million people with hearing impairment.

T

he literate case of knowing how to read and write presents a blatant contrast to Alvin Toffler’s statement that “the illiterates of the 21st century will not be those who cannot read and write, but those who cannot learn, unlearn, and relearn.” Not so long ago many schools especially in the rural areas faced the problem of increasing school dropouts. Today, somehow the ‘Non Detention Policy’ through its ‘automatic promotion’ system has enhanced enrollment by way of students being retained up to 8th standard under any circumstance. Further, it also relieves a ‘moral issue’ of having to make an ageing student sit in the same class following repeated failures. This also in a way solves another issue of unwilling aged dropouts who are motivated into rejoining school after long break. Having responded to such problems, the literacy count on paper may look good. Increased enrollment and retention automatically gives a progressive reflection in the overall literacy rate of India. Sadly, beyond statistical interest, ensuring effective implementation for achieving the aim of quality education in all schools, especially in rural government schools, is far reaching and a hay wash. It does not in any way prepare for a smooth passage to higher education. The question is whether the policy serves the primary objective of ensuring holistic development of students under Right to Education. The policy has only come under scathing criticism relating to issues on quality education and problems of implementation. The happy go students get comfortably nestled in their lackadaisical attitude of ‘why study when I cannot be failed.’ Schooling then becomes ‘tension free’ from exams as also ‘book free’ for many. But in the long term such ‘free passage’ under “Read all, Progress all”, will only create a fear psychosis of ‘lack’. Automatic promotions do not augur well with the genuine study and performance of children. After all, how many ‘tests’ does it take to finally pass a test to fulfill the criteria which comes at the expense of teaching hours? These are serious considerations which need to be worked upon considering the vast bodies of knowledge which a student needs to equip each year. Quality of education cannot be and should not be compromised and there is urgent need to re-think about continuing ‘Non Detention Policy’ which gives a healthy outlook on enrollment and retention but directly comes in the way of quality education. The fact is that these children with weak foundation suddenly find it difficult to continue higher education beyond class 8 and the pursuit of education towards drawing out knowledge from an individual ends there. It is a serious concern that a policy which is aimed at giving education does not provide adequate platform to prepare a student for higher education. Changing scenario around the globe and the level of competition, calls for urgent attention in ensuring quality education towards human resource development which tantamount to the progressive growth of a society. There is a mixed response from teachers on ‘Non Detention Policy.’ While a lot of teachers feel that this policy gives them the license to pass all students, they feel less burdened on delivery and result. On another count, some teachers, who are otherwise dedicated to quality education try to ensure and instill genuine education on all enrolled students which makes them ‘extra-burdened’ by this policy. It is very difficult to implement any blanket program or policy in pursuance of sweeping national and global agenda on education. Policies are aimed for the welfare of the people but there are challenges in the implementation as in the case of ‘Non Detention Policy.’ As for now there is a lot of learning, unlearning and relearning to do.

Calling for a National Day of Prayer Thought-Provoking Question: Hard times should drive us to God. But do they, in our society? What does God say? Read Joel 2:12-18 The occasion of Joel’s preaching was a plague of locusts that had devastated the country because of their sins. This resulted in a great famine which caused a severe suffering both on people and animals alike. According to the prophet Joel, the “swarm of locusts” on their land was a sign of an impending foreign invasion from the north. To avert this disaster from happening upon the people of God, the prophet urged the priests to call a nationwide day of prayer and fasting to lead the people back to God. He proclaimed, “Declare a holy fast; call a sacred assembly. Summon the elders and all who live in the land to the house of the LORD your God, and cry out to the Lord” (1:14). Furthermore, he said, “Rend your heart and not your garment. Return to the LORD your God, for he is gracious and compassionate, slow to anger and abounding in love, and relents from sending calamity” (2:13). How should the people pray? Joel said, “Let them say, ‘Spare your people, O LORD, do not make your inheritance an object of scorn, a byword among the nations. Why would they say among the peoples, ‘Where is their God?’” (2:17). But if they were to repent, God would roll back the damages done by the locusts and give them much more. He promised, “You will have plenty to eat, until you are full, and you will praise the name of the LORD your God, who has worked wonders for you; never again will my people be ashamed” (2:26). Okay, so now what? Sometimes I dread that our Naga people may be heading on a path to destruction or inviting upon ourselves the judgment of God. One of our problems is that we don’t call sin, ‘sin’. We kill each other and justify it as punishment for national treason. Our politicians steal public money and then assume that they have the right to recover their money by stealing again. We don’t see corruption as sin. We think it is simply a matter of putting self-interest over public interest. As for selling our votes, we think it is just a commercial commodity, not a moral issue. Also, reviving the pagan practices of our ancestors is paying honor to our culture; promiscuous living is being modern, fashionable, and liberated. Alas! Can we escape God’s judgment if we take lightly these collective sins and stubbornly remain on this dangerous path? If we truly care about our people, we will repent before it is too late, won’t we? Prayer: Lord, open my eyes to the sin in my life so I can repent before judgment comes. Lord, I pray against the sins of my people, I repent for my people before judgment comes. Forgive us. he United States may have midwifed the birth of South Sudan, the world’s youngest nation. But China has quickly become among its most important patrons, building its roads and pumping its oil. Now, more than a year after South Sudan’s leaders plunged their country into a nasty civil war, the nation has become something of a test of diplomacy between the United States and China, raising the question: Can Washington and Beijing turn their mutual interests in South Sudan into a shared strategy to stop the bloodshed? To pressure the warring sides toward peace, the United States has circulated a draft Security Council resolution, dangling the threat of sanctions and setting up the possibility of an arms embargo somewhere down the road. The measure could come up for a vote as early as Tuesday. China, which has long espoused a policy of not interfering in its partners’ domestic affairs, has not revealed its hand. The Chinese foreign minister, Wang Yi, signaled to diplomats here last week that his government could be persuaded to back appropriate punitive measures against South Sudan. The Chinese ambassador to the United Nations, Liu Jieyi, then publicly questioned the “logic” of proposing sanctions while the two sides are talking. China could abstain from voting on Tuesday and let the measure pass. Peace talks — funded by both Beijing and Washington — are underway in Ethiopia this week between factions loyal to President Salva Kiir and his rival, former Vice President Riek Machar. Yet prospects for a breakthrough by a Thursday deadline set by the mediators appear slim. Mr. Kiir, for his part, has refused to show up. So far, neither Washington nor Beijing has advanced a comprehensive strategy to stop the civil war. Both nations have been hesitant to substantially defang the kingpins of the war, including imposing an arms embargo or limiting how oil revenues might be used to fund the conflict. Both measures are among the recommendations of a recent International Crisis Group report on South Sudan. “The ability of the United States and China to work toward a common strategy for peace in South

n July 2000, the National Action Party (PAN, in Spanish Partido Accion Nacional) finally won the presidential election which ended the 71-year rule over Mexico by the Institutional Revolutionary Party (PRI, Partido Revolucionario Institucional). There was hope, especially with the promises of the new president, Vicente Fox—of institutions to hold politicians and the ruling elite to account, reforms to curb corruption, a transparent democracy and socio-economic reforms to reduce massive inequality. Democracy has the capacity to enhance public accountability and deter abuse of power. And so as democracy became consolidated in Mexico, politicians and others in charge of ruling the country would come to realise the risk that abuses would be discovered and penalised, and therefore hold back. In theory. It is not however easy for a renovated democracy to break the vicious circle linking the political culture and the institutions already in place. In an authoritarian regime these generate political alienation, submission and disinformation among the public—ideal conditions for such authoritarianism to be sustained. And so Mexico has been going through ‘democratic disappointment’, with its citizens, or at least most of them, feeling let down by the new order. Expectations of what democracy can accomplish, politically, economically and socially, are often very high and those who campaign for it raise these to almost idyllic levels. But such aspirations are hard to realise in the short term. The Mexican ruling class has had

She described both countries as “sort of walking in a circle.” That is not for a lack of interest — or even because of opposing interests. Although China and the United States have stubbornly been on opposing sides of the issue of Darfur, the long-suffering Sudanese region, the two superpowers share a lot of common ground on South Sudan. China has strong economic stakes in the country; the United States is heavily invested politically. They both have an interest in restoring stability to the country and avoiding disruptions to its oil flow. Both capitals have also opted to go slowly. Obama administration officials have deep emotional ties to South Sudan, and so far they have resisted taking any steps, like an arms embargo, that would weaken the government in Juba. As the administration’s former South Sudan envoy, Princeton Lyman, put it this week, “The position is hardening in the administration, but it has taken a while.” All the while, fighting between forces loyal to Mr. Kiir, an ethnic Dinka, and Mr. Machar, an ethnic Nuer, has killed tens of thousands, displaced two million people, brought the country to brink of famine and left a trail of rape and killing. The United Nations children’s agency last week said school children had been conscripted by a militia loyal to Mr. Kiir’s forces. The United States and China have vastly different histories there. The United States championed its independence from Sudan, whose president, Omar al-Bashir, it loathed, and whom it referred to the International Criminal Court on charges of genocide in Darfur. China, by contrast, was one of Mr. Bashir’s most important allies — and still is. But when South Sudan split off, it took vast amounts of oil with it, so China soon courted the new government in Juba and kept its stake in the oil fields. That helps explains why China has taken an unusually active role, considering its traditional policy of noninterference. It has dispatched its own soldiers to the United Nations peacekeeping mission there and persuaded the Security Council to include a

most unusual mandate for the mission: Peacekeepers there are tasked with protecting not just civilians, but also the country’s oil installations, which have been attacked. China has also stopped shipping arms to the government in Juba. The American-drafted resolution would impose travel bans and asset freezes on individuals who threaten the peace and security of South Sudan, including those who are accused of committing serious rights abuses, using child soldiers, and attacking United Nations personnel. It would set up a committee to evaluate who should fall on the sanctions list. The measure would raise the possibility of an arms embargo further in the future. Crucial to the effectiveness of these measures are South Sudan’s neighbors, including Uganda and Ethiopia, which have ties to the rival parties. Only if the countries in the region agree to punitive measures, like sanctions and an arms embargo, Mr. Lyman pointed out, will China give its consent on the Council. Asked why it has taken so long to propose a draft resolution on the Security Council, an American official said: “There are a lot of actors in this situation. We’ve been waiting for the right moment.” The official spoke on the condition of anonymity because of diplomatic protocol. “Everyone is sort of rowing in the same direction,” he added. A wild card is what to do about the potential war crimes committed by both sides in the conflict. The African Union has completed its own investigation into human rights abuses, but refused to make it public while peace talks are continuing. The United Nations secretary general, Ban Kimoon, has urged the organization to release it. United Nations investigators have chronicled a litany of horrors since fighting broke out in December 2013. “In Juba, I met people whose whole families have been executed, primarily due to their ethnicity, and women and girls who were taken as sex slaves after their husbands were killed,” the United Nations assistant secretary general for human rights, Ivan Simonovic, told the Council last week, urging the panel to ensure accountability for the victims. The next question will be whether China or the United States agrees to send its friends to the dock.

Mexico: Active civil society key to ending the culture of impunity Alejandro Garcia de la Garza

A renewal of democracy should be the means to cleanse Latin America of its history of corruption and abuses of power. But as the Mexican case shows, unless democracy is extended by enhancing civil society, its promise will not be realized little need historically to feel concern that it will face regulation and has exercised power arbitrarily, serving its own interests. What probably had the hardest impact on public trust in the new, ‘democratic’ governing authorities was the continuing abuses: corruption, illicit enrichment, use of force against opposition and a plethora of humanrights violations. Felipe Calderon’s election as president in 2006 was marred by allegations of voter fraud and the legacy of his ‘war on drugs’ is still felt: with soldiers carrying out policing duties at local as well as state level, human-rights complaints against military personnel have increased exponentially while security has decreased. The military has failed to hold its officers accountable for well-documented acts of torture and the murder of civilians—but

then the military has jurisdiction over all crimes committed by soldiers on active duty. Impunity Those in power still act with impunity for their own benefit and the socio-economic situation has not changed. For many Mexicans 2000 appears to have merely changed one corrupt politician for another. Which might explain why, after two consecutive terms of the PAN holding the presidency, the PRI is back. For many, the return of the PRI is a return to old practices. The corruption scandals surrounding the current president, Enrique Peña Nieto, seem straight out of the history books. But while the people used to look at senior functionaries making millions illicitly, and shrug,

the tide is changing. Popular reaction to very public cases of corruption and the disappearance of the 43 students in Ayotzinapa have marked a turning point. The rise of human-rights and other civil-society organisations, rallying to demand justice in Mexico, is almost unprecedented. To sustain the momentum and public attention, they must continue to hold the government responsible for its actions—rather than asking it to hold itself accountable and hoping for the best. Never before have citizens had so much power in their hands: to share information, to organise social movements, to develop platforms from which to make public the actions of a governing elite which had for centuries controlled what was said about it. It is up to civil society to create the mechanisms that will curb corruption and bring the change citizens deserve. Mexico is waking up from a dream of a state-led democracy, into a reality in which the government no longer monitors and holds itself accountable but has to answer to the public directly. If the citizens of Mexico, and all the world for that matter, want to enforce change, then, as Edward Snowden wrote, they must: remind the government that there must always be a balance of power between the governing and the governed, and that as the progress of science increasingly empowers communities and individuals, there will be more and more areas of our lives where—if government insists on behaving poorly and with a callous disregard for the citizen—we can find ways to reduce or remove their powers on a new—and permanent—basis.

WOMEN IN BANGLADESH: Silenced victims of state terror

t 3pm in the afternoon on Friday 6 February, three men from Chattra League, the student wing of the ruling Awami League political party, arrived at a house in Dhaka’s Jatrabari district. The men demanded the whereabouts of the household’s father, a local leader of the opposition party, Jamaat-e-Islami. The father was away; only his wife, daughter and elderly mother were home. The men demanded the keys to the family wardrobes seeking to loot valuables, and when denied, proceeded to violently vandalise the house, breaking belongings. The daughter of the house, 19-year-old Iffatuddoha Sadia, began calling for help. Armed with knives, the intruders pounced on Sadia and her mother Fowzia, stabbing both women repeatedly. They then fled the scene. Neighbours rushed mother and daughter to hospital; Sadia died a few hours later in Islami Bank Hospital after surgeons failed to save her. Fowzia is fighting for her life in intensive care at Dhaka Medical Hospital. Their only crime was being members of an opposition household. With her father forced into hiding and her mother fighting for her life, neither of Sadia’s parents received the closure of attending their daughter’s funeral and seeing their beloved child for the last time. Years of political unrest in Bangladesh came to a head in early January this year when the opposition coalition, that includes the Bangladesh Nationalist Party (BNP) and the Jamaat-e-Islami (JI) demanded fresh elections under a neutral caretaker government on the first anniversary of the controversial January 2014 elections that renewed the Awami League's tenure with Prime Minister Sheikh Hasina at the helm. The opposition boycotted the polls, labelled a “farce of an election” by The Economist, after the Awami League abolished the caretaker government system that ensures a neutral body of technocrats oversees fair elections. The caretaker government system has been successfully applied in Bangladesh since the 1990s, ensuring credible polls. The opposition alleged, with justification, that elections conducted by the Awami League would be rigged. When the right to hold a democratic rally on 5 January was denied, and the opposition leader Khaleda Zia was forced instead into house arrest, the opposition alliance enforced a nationwide transport blockade. The BNP and its allies have also conducted street protests across the country. Terrible petrol bomb attacks on commuter buses have cost dozens of innocent lives, with the government and the opposition blaming each other but no impartial investigations taking place to credibly identify or hold to account those responsible. While opposition protests have included violence, there have been several cases of ruling party activists caught with petrol bombs. The authorities have conducted sweeping arrests against the opposition, with 17,000 leaders and members arrested in January alone, coupled with a government-endorsed policy of shoot-on-sight that has led to dozens of deaths, raids on homes and schools, extrajudicial executions, and a recent order by the deputy inspector general of Dhaka to his police force to “not just shoot [protesters], [but] kill their whole families”. The result of that shocking command is that families–including women and children such as Fowzia and Sadia–are no longer safe even in their own homes. The practice of ruling party activists participating with police in the state-sponsored reign of terror only makes this latest injunction more deadly. It is particularly troubling given the sacred place women traditionally have held in Bangladeshi society that rendered them off-limits, despite the country's murky politics. This has seen a sharp and disturbing change under the Awami League, which returned to power in 2008. On 17 December 2012, 20 female students of the opposition student body, Chattri Shongstha, were arrested in their Dhaka offices. In Bangladesh the law

hen we talk of sustainable cities, a recent survey result comes handy to initiate a dialogue on Delhi. The capital of Indiacomes at disgusting 49th number out of 50 in theArcadis Sustainable Cities Index done recently by a Dutch group. Frankfurt in Germany won the top slot followed by London. Chicago won the 19th rank. Mumbai comes at 47th position. Three categories of criteria were devised to index the cities: people, environment and economy. Various factors were taken into account such as income inequality, health indices, level of greenery, property prices, ease of doing business, GDP,etc. London lost the first slot to Frankfurt not due to environmental reasons, but mainly due to one criterion: high property prices. If we look at Delhi, its obnoxiously high property prices with a signature lining of brazen and broken roads crying for green dots makes you wonder: what kind of race is Delhi into? Sustainability is a holistic term. It encompasses humans and its ecosystem in peace with each other. Today Delhi is a living testimony of mass (teeming population), misery (in the name of development) and mockery (of planning)! Ironically, Delhi is a cradle of aspirations for two important politicians of our country: We have a forward-looking Prime Minister in the name of Narendra Modi who never tires of talking of vikaas(development) and swacchta (sanitation) and Arvind kejriwalwho bulldozed his way into Delhi secretariat by selling a vision of Delhi through Delhi Dialogue before elections and soon afterwards, constituting Delhi Di-

does not require the police to have warrants for arrest, facilitating huge abuses of power. None of these women had a criminal record, but membership of the opposition was crime enough, and so they were jailed under terrible conditions and burdened with trumped-up charges. To add to their humiliation, the veiled women were forcibly unveiled at court. The arrests caused a commotion in Bangladesh at the unprecedented actions of police targeting ‘respectable’ women. Women’s Rights Organisation Bangladesh (Nari Odhikar Shongstha Bangladesh) held a press conference on 5 January 2013 demanding the release of the girls, only for over a dozen of the organisers, including some of the most respected members of Bangladesh’s civil society, to be arrested at the press conference itself. On 19 March 2013, a further 16 opposition-affiliated women and girls were apprehended at a gathering organised in Narayanganj to celebrate the recent excellent examination results of the girls, most of whom were minors of Class 9. Neither minority nor merit shielded them from arrest for so-called “suspicion of causing sabotage”. On 28 August 2013, 22 female opposition affiliated students, many also school age minors, were arrested from an Eid gathering in Barisal on vague fabricated charges of “planning lawlessness and anarchy”. Children too are now political targets in Sheikh Hasina’s Bangladesh. Since these events, arrests have continued to snowball yet remain largely unreported in international media. Even domestic media, which is dominated by the ruling party, has barely reported on the issue. One activist confided under conditions of anonymity that over 300 opposition women from her party were arrested in 2014 alone. On 31 January 2015 18 opposition women, including lawyers, were arrested following their visit to meet former Bangladeshi Prime Minister Khaleda Zia, who had been under extrajudicial house arrest for over a fortnight. On 10 February 2015 another five opposition schoolgirls, aged 15 to 19, were arrested in the town of Noakhali. Severe custodial torture of male prisoners under this government is well-documented. That the arrests of hundreds of women and girls have gone largely and disturbingly unnoticed suggests that any possible and probable custodial abuse has taken place in silence. A contributing complication is the social politics of shame that renders discussions on violations of the female body a taboo.

The murder of Sadia marks a new and outrageous low. Like the arrests, if this too goes unreported in national and international press, it is likely that such murders will increase. As one resident of Jatrabari stated, also anonymously in the prevailing climate of fear, “it used to be just the men who lived in fear. Now we, too, women and children, are living in terror.” The reality on the ground in Bangladesh is truly disturbing; such crimes not only grossly violate women’s rights in the country, but also further fuel and aggravate instability in a nation increasingly on the brink. Crucially, given the increasing visibility of women’s rights movements in the world today, it is troubling to see so little attention given to Bangladesh, apart from the (no less relevant) issue of labour rights, where Bangladeshi women are major producers of western fashion. If the campaign for women’s rights, which so many around the world take pride in advocating for, is to hold any credibility, it must address violence beyond that which directly affects the western marketplace. Women’s participation in education and politics are foundational factors of empowerment that must be protected, yet these avenues are actively and violently being curtailed in Bangladesh for those not toeing the line of the ruling party. Even women’s rights activists are not spared. Sadia was not only a young girl in her prime ripped from the bosom of a loving family. She was an accomplished young lady with incredible promise. A graduate of Tamirul Millat Madrasah, among Bangladesh’s premier seminaries that combine the national curriculum with traditional religious sciences, she went on to attend National Ideal College in Dhaka and had just started a degree in physics at Eden College, one of Bangladesh’s oldest and most reputable universities. Alongside academic merit, Sadia was also socially and politically conscious and active. For any nation seeking female advancement and empowerment, she would have been an asset and role model. While Bangladesh is hailed for its female premier, it is Sheikh Hasina herself–who gained her position through hereditary politics and a discredited election rather than any feat of female empowerment– who is violently restricting the rights of women and girls in Bangladesh through political vindictiveness. As the violations mount and Bangladesh’s women and children live in evermore terror, these stark realities can no longer be ignored.

The city with the highest density in India is in a geographic and demographic turmoil. Is there any realistic plan to decongest the city of its people? The infrastructure of Delhi is in shambles. There were 20 million vehicles in India in 1991 and the number jumped to 140 million in 2011. The ever-increasing pace of vehicular congestion coupled with inadequate public transport system continues to be a nightmare for Delhi. Roads and domestic streets are cluttered with vehicles. Is there a comprehensive solution to fix this problem? Poor quality of roads, dustall around and lack of greenery, poor sense and enforcement of traffic rules makea mockery of Indian civic sense and intelligence. Roads are face of a city. But roads in Delhi present a pa-

thetic story of dilapidation, dust, dirt and ‘dard’ of impoverished human spillover. The footpaths stuffed with people and blocked with unaccounted vendors and small businesses create a situation of asphyxia. The constant noise around adds to the misery. Delhi is the place to push up the nation’s GDP to slashing corporate taxes to boost enterprise to ‘Make in India’ slogans to ‘Swacchtaabhiyaan’, however, the landlocked city itself is sick: the quality of air that we breathe is polluted beyond acceptable levels. The media noted with alacritywhen the U.S. Secretary of State John Kerry lit lamps to celebrate Deepawali in the power corridors of Washington DC, but we seemed to miss out when last Octoberhe issued an advisory to his Embassy in Delhi, cautioning not to let children play outside since the air was too polluted. The vehicular traffic, poor pollution regulationand insufficient greening have contributed to the toxic and impure air. The poor quality of air in Delhi

tells us that we are in the grip of a health crisis. But since the morbidity and mortality attributable to air pollution is not grossly visible and directly quantifiable, the gravity of situation is not realized. Swine flu outbreak may make waves, but Delhi’s toxic air is taking its toll in an insidious manner. Just to give you a comparison, the total suspended particulate (TSP) in Chicago is about 60 micrograms per cubic meter (national U.S. average is 40). The annual average Suspended Particulate Matter(SPM) in Delhi is more than 500 (for Goa, it is 100). Let us look at another environment index. As the name indicates, the air quality index (AQI) conveys quality of the air. It is reported in a range of 0 to 500.The average AQI is typically under 40 in U.S.A. denoting a safe range from health point of view. The AQI in Delhi as declared by the U.S. embassy in Delhi in the aforementioned case was 255. Delhi is also witness to high levels of benzene, nitrogen dioxide, sulphur dioxide, and carbon monoxide. Dense and poisonous air is associated with a variety of medical disorders ranging from skin, allergy, respiratory, cardiac illnesses and cancers. Looking at the results of Arcadis survey, the road to making Delhi a better city is next to impossible unless some drastic and reformative actions are taken. Delhi needs to be resuscitated in a fast yet steady manner. Rather than patch up work, a collaborative and comprehensive development agenda involving cooperation between the Center and the state needs to be put in place to develop a better Delhi. thics does not mean what the government prescribes, but what ought to be prescribed. In our practical, day-to-day life, it means a moral justification for every political action. Ethical politics, therefore, means a political system based on some morality. A state will end in disaster if the political activity is shorn of its avowed moral base-both for the ruler and ruled. Every political decision must be ethical inorder to prevail. No state will get moral support from the people if its political decisions are based on selfish motives or consideration and not on ethical and moral values. The purpose and objective of state are guided by moral values. What is morally wrong, cannot be politically right because a good state ought to be based on sound moral principles. In India, this moral and ethical base for political activity can be traced in the preamble to the constitution of India. As long as Indian state honors the moral precepts enshrined in the preamble, it is said to be practicing ethical politics, but if it begins to deviate from these moral precepts and deny its people Justice- social, economic and political or liberty of thought, expression, belief, faith and worship or denies them equality of status and opportunity etc., prompted by political motives, its action becomes unethical. Practically it clearly provides that state action should be legally and morally based on sound precepts. In other words, constitutionalprovision should be honored in both letter and spirit. After more than half-a-century of statehood, most of the Naga citizens are wondering what good governance is or what are the key aspects or why is it important for economic and social development? What lessons have been learned from the past? Where will the state stand ten years from now? To our utter surprise the answer to the questions is void! The government can speak but no actions or measures to implement. The problem of unemployment, socio-economic disparities, regional prejudices, concentration of wealth in few hands, low standard of living, lack of industrial and economic growth, proper health care system, road connectivity, lack of technical and vocational institution, law and order issues, corruption and political intrigues have assumed unmanageable proportions.Unfortunately politics in Nagaland has been a mixture of three ‘Ms’- Ministerial power, muscle power and money power. In the words of Lord Acton “Power corrupts and absolute powers corrupt absolutely”. Whenever a VIP or VVIP has to travel on any stretch of road, martial law like conditions are created treating all ordinary travelers, office goers and people running errands as suspects and criminals. Sometimes perfect gentlemen “Mr. XYZ” get a good beating or scolding at the hands of the protection forces simply because he happened to be travelling on the same stretch of road at that particular time. A pseudo democracy has been imposed, not to speak of liberty, equality and fraternity for the common man, even his fundamental rights are more in breach than in observance. Value based politics has become a rare commodity. There is always contradiction between what the politicians preach and practice. The followers and admirers of the hero try to prove themselves to be more loyal than the king himself. In handling the mass media, they use technique to create, foster and spread myths which have no substance because they are mere phantoms. The struggle for powersurvival and opportunistic politicsdegeneratethe socio-political scenario. Down the years, we find that greater the mediocrity of the ruler, greater the number of intellectual pygmies hovering around the ‘Actor’. We feel badly let down, rather cheated because countless rulers have betrayed the trust of the people. Writing about the shorn of ethics, which pervaded the Mughal courts after the death of Aurangzeb, historians have recorded that too much of wealth, luxury and leisure had softened the character and degenerated the Mughal nobility. No Mughal family retained its place for more than one or two generations. If the achievements of noble man were mentioned in three pages, the achievements of his son occupied nearly a page and the grandson was dismissed in a few lines such as “He did nothing worthy of being recorded”.Now when we look at the pastand read stories of deeds and misdeeds of the politicians and bureaucrats of our present age, we cannot fail to notice the close similarity of unethical politics of the pastMughals. Maternal health in India worse than sub-Saharan Africa

WasHINgtoN, MarcH 3 (IaNs): Despite its economic successes, the state of maternal health in India is worse than that of sub-Saharan Africa, a region known for extremely poor health and high birth rates, a study says. While, more than 40 percent of Indian women are underweight when they begin pregnancy, only 16.5 percent of women in sub-Saharan Africa are underweight before pregnancy, the findings showed. Babies born to undernourished mothers are more likely to be underweight, a characteristic influencing height, cognition and productivity across a lifetime. "These findings should be a wake-up call about maternal nutrition in India," said lead author Diane Coffey, a Ph.D. student at Princeton University in the US. "The health of children is one of the most important measures of the wellbeing of a society, and that starts during pregnancy. India must invest more in its most important resource: human capital formed at the very beginning of life," said Coffey. The findings also pint out that maternal health in India is much worse than previously thought. Coffey found that unlike the United States, where the Centers for Disease Control and Prevention monitors health in pregnancy, there is no national health monitoring system in India. As a result, prior studies of maternal health in India have severely missed the mark when calculating pre-pregnancy body weight. The most recent maternal health data was collected in 2005 by the Demographic and Health Survey, which showed that 35.5 percent of women aged 15 to 49 are underweight. While this figure is commonly cited, it is actually inaccurate, Coffey reported, as women who become pregnant are different from those who do not with regards to body mass. Using a variety of econometric strategies, Coffey estimated the pre-pregnancy body mass and weight gain during pregnancy in India and sub-Saharan Africa. Coffey's analysis found that only 16.5 percent of women there are underweight before pregnancy, and the average pre-pregnancy BMI (body mass index) is two points higher than women in India, at 21.5. The findings appeared in the journal Proceedings of the National Academy of Sciences (PNAS).

Modi budget fails to cheer scientists Science finds only a cursory mention in Budget bENgaLuru, MarcH 3 (IaNs): The national budget presented by Finance Minister Arun Jaitley has been hailed as "growth oriented" by the corporate sector, but Indian scientists seem not too enthused and say the much-touted "achhe din" (good days) are yet to arrive. According to the budget documents, the government has provided Rs.356 billion ($6 billion) for research to various departments in the ministries of science, atomic energy defence, health, earth sciences, new and renewable energy and space. This allocation is 17.2 percent more than last year's but is still a mere two per cent of the total Rs.17,775 billion available with the government for expenses this year. The scientists, who were expecting some big bang announcements and a huge hike for scientific research in the wake of Prime Minister Narendra Modi's rhetoric in the past, are depressed that Jaitley's 90-minute speech left no cause for such celebration. They note that the word science finds only a cursory mention in the 47-page budget document and that, unlike in previous years, science and technology does not get the prominence it deserved. Only 10 days ago, thousands of PhD scholars turned the spotlight on the poor state of research funding through nationwide protests demanding a hike in the fellowship amount. Noting that no new science projects have been initiated in this year's budget, Rao said "even existing programmes" are already feeling the crunch. "My appeal to the prime minister is that even now it is not too late to rectify the mistake and allocate additional funds for science," Rao said. "The increase required is so small (in comparison to the available total budget) that it will not even be noticed." He hoped that the science academies in the country would collectively take up the issue. M. Vijayan, former president of the New Delhi-based Indian National Science Academy and a professor in the Indian Institute of science in Bengaluru, said he too was surprised at science not getting emphasis on allocations in the budget. Payment delays dent flagship health, AIDS programmes NEW DELHI, MarcH 3 (rEutErs): India's main public health programmes, aimed at millions of rural poor, have been in disarray for months because the government changed the way that over $1.3 billion in central funds were distributed, according to data and letters seen by Reuters. In a bid last year to give India's states more power, the health ministry started sending funds for public health programmes to state treasuries, instead of direct transfers to its regional arms. But poorly-run regional bureaucracies were unable to cope and both the flagship National Health Mission (NHM) and India's AIDS prevention programmes suffered - thousands of health workers were not paid for months and the

construction of clinics in rural areas was delayed. In some cases, state governments temporarily used the funds earmarked for health programmes to meet needs of other sectors, health officials said. The funds involved amounted to about onethird of the total central spending on health, and led to further deterioration in India's tattered public health system. Eleven letters obtained by a Reuters reporter under Right to Information (RTI) Act revealed the health ministry's desperate, and failed, attempts to push states to release funds to NHM arms. "The progress in NHM works has slowed down considerably in most of the states," Health Minister J.P. Nadda wrote in a let-

Peanuts may reduce risk of heart disease death: Study WaShiNgtoN, March 3 (iaNS): Eating peanuts may lower your risk of dying from a heart attack, US and Chinese researchers said. Researchers at Vanderbilt University and the Shanghai Cancer Institute examined the association of nut consumption with mortality among low-income and racially diverse populations and found that intake of peanuts was associated with fewer deaths, especially from heart disease. While research has previously linked nut consumption with lower mortality, those studies focused mainly on higher-income, white populations. This study, published in the US journal JAMA Internal Medicine, was the first to discover that all races -- blacks, whites and Asians alike -- could potentially increase heart health by eating nuts and peanuts. “Peanuts are not nuts but le-

gumes,” Xinhua cited senior author Xiao-Ou Shu, associate director for Global Health at the Vanderbilt-Ingram Cancer Center (VICC) and professor of Medicine in the Department of Epidemiology, as saying. “However, peanuts contain many nutrients and phytochemicals that are similar to nuts. For individuals who can’t afford tree nuts, peanuts may serve as a substitute,” Shu said. The results were based on three large ongoing cohort studies. Participants included more than 70,000 Americans of African and European descent from the Southern Community Cohort Study (SCCS), who were mostly lowincome, and more than 130,000 Chinese from the Shanghai Women’s Health Study (SWHS) and the Shanghai Men’s Health Study (SMHS). For participants in the SCCS,

deaths were determined by linking with the National Death Index and Social Security Administration mortality files, and for participants in the SWHS and SMHS, by linking with the Shanghai Vital Statistics Registry and by conducting home visits. In total, more than 14,000 deaths were identified, with a median follow-up of 5.4 years in the SCCS, 6.5 years in the SMHS, and 12.2 years in the SWHS. They found a 17-21 percent reduction in total mortality and a 23-38 percent reduction in cardiovascular mortality for individuals who ate the most nuts or peanuts compared to those who ate the least nuts or peanuts. “We cannot conclude that peanuts per se were responsible for the reduced mortality observed despite that we have very carefully adjusted for possible confounders. Randomised clinical trials are needed to establish a causal con-

nection,” Shu said. However, the data from this new study reinforced earlier research suggesting health benefits from eating peanuts and nuts, she noted. Because peanuts are much less expensive than tree nuts, as well as more widely available to people of all races and all socioeconomic backgrounds, Shu said that increasing peanut consumption may provide a potentially cost-efficient approach to improving cardiovascular health. In a related editor’s note, Mitchell Katz, director of the Los Angeles County Department of Health Services and a deputy editor of JAMA Internal Medicine, wrote: “Of course, peanuts are not really nuts (they are legumes since they grow in bushes, unlike tree nuts), but who cares if they help us to live longer at an affordable price.”

The organization looked at the 75 countries with the highest levels of child mortality in the world, and then analyzed how much they spent on health as well as how many doctors and nurses they have, among other factors. It found that 28 countries were worse off than Liberia, which has

seen the most deaths from the Ebola epidemic that began in December 2013. Somalia, ravaged by decades of civil war and an Islamic insurgency, finished at the very bottom. The second worse off country is Chad, where there is only one health worker for every 4,444 people compared to one per 88 in the United Kingdom, Save the Children found. Rounding out the most vulnerable countries were Nigeria, Afghanistan, Haiti, Ethiopia, Central African Republic, Guinea, Niger, Mali and Guinea-Bissau. It is particularly worrisome

MaNila, March 3 (iaNS): More than 10,000 families were displaced after a fire that raged for 12 hours and destroyed over 5,000 houses in Metro Manila, capital of the Philippines, authorities said on Tuesday. The fire broke out at the Parola Compound in Tondo, a slum area, at around 6 p.m. on Monday and, fanned by winds from the Manila Bay, quickly spread across the more than one-hectare lot, Xinhua news agency reported citing the Bureau of Fire Protection (BFP). The fire was put out at 6:30 a.m. on Tuesday, according to the BFP. The agency said fire fighters had difficulty getting through the narrow alleyways which was one of the reasons why it took them so long to put out the blaze. Six residents in the area were slightly injured when they tried to save their belongings, said the BFP. Initial reports said an estimated 55 million-peso ($1.25 million) worth of property was lost in the fire. An investigation into the cause of the fire was under way. The authorities were looking at a possible cooking accident or electrical appliance tripping on faulty connections.

There are machinations about many things in life, but years after her death please do not tarnish an embodiment of selfless humanitarian service, which the entire world acknowledged with gratitude. Not this is something new, just sometime after her death a veteran journalist writing in a Calcutta daily made a similar allegation of 'conversion ' but at that time the electronic media was not half as potent, as it is today. The conversion theory. has become dated. Conversions took place since the eighties after social and caste oppression in pockets of South India when Hindus were also converted to the Islamic faith. G.B. Verghese wrote about it citing caste oppression as a major factor. Was there, or is there any introspection on this? Now the target is churches and this does not seem to abate. The two religion theory is attacked with venom: all Christians convert and all Muslims are fundamentalists or terrorists, in the Indian context. President Obama's stringent warning is not heeded to. Indians are assailed in the US and there is no introspection or soul searching on this. If we have to clean India, then this should also become symbolic or metaphorical; clean the country in all respects, clean poverty, clean the slums, rehabilitate the slum dwellers, clean sectarianism on all fronts. Will anyone listen? Now the vilification of Mother Teresa is not only uncalled for, it militates against tight thinking and true democracy. Is it a coinci-

dence that around the same time churches are vandalized and desecrated? Conversion in its right spirit is a personal choice. If a person ' converts ' it can be a matter of personal choice and faith. No one can deny the right of an individual will to convert or reconvert into a religious faith. But if there is mass conversion, as has been recently then one can get skeptical- a classic case of the pot calling the kettle black. The intermingling of religion with politics is ominous. If this happens then politics also may take a back seat and sectarian religion may dominate the body politic of a nation. Is it happening today/ Only time will tell and history is an arbiter of destiny, it charts out the past and in subtle ways foresees the future. Confronting history is dangerous, meddling with it distorts history. For too long in India distortion of history has fanned emotions and has led to polarization of societies. The common man understands this and does not want it or, pooh poohs it. Hence an overdose of the conversion propaganda might miscue in the worst ways. The powers that be must be careful and politic, because the average Indian is not interested in such brouhaha. He or she wants to eke out a peaceful living economically and socially. The temple, the mosque and the church should and will continue to coexist in accordance with historical truth and the shapings of the past. Hegelian forces have a bearing on the present.
