KOHIMA, MARCH 5 (DIPR): The state Nodal officer for the Integrated Disease Surveillance Programme, Dr Tiasunep Pongener today announced that vaccine for H1N1 flu is now available in selected nursing homes/private hospitals/ pharmacies in Nagaland. The Government of Nagaland has now admitted to the total failure of law and order in the State. Commissioner of Nagaland State, Sentiyanger Imchen, admitted that there was a lapse of law, order and governance as the State had not anticipated today’s chain of events. Addressing the media in a late night press conference at the SP office in Dimapur, the Commissioner of Nagaland said, “I take the blame” for today. The DGP of Nagaland State, AGP, DIG, Commissioner & Secretary of DIPR, a representative of the central security forces were among those present at the press conference though the DC andSPofDimapurremained conspicuously missing. “What has happened is unfortunate...The Government is not taking this lying down but those responsible will
be arrested,” stated Imchen. According to the State Government, “There is a sense of normalcy now.” On today’s incident, the State officials said that minimal force was used to contain the marauding crowd going from the Clock Tower to the Central Jail in order to “limit collateral damage” as the “motivated mob” consisted mostly of students. They acknowledged the presence of jawans who could have panicked in the situation, which is why stringent measures were not taken by State security forces. The Nagaland police put most of its personnel, stated the officials, at the Central Jail because they expected to negotiate with the students once they reached there. TheAGPalsosaidthatthe Assam Rifles was called in by the DC and placed on the “peripheries of Dimapur”— the DC did not confirm this “strategic decision,” however, and no central security forc-

Muslim Council Dimapur affirms to live in harmony with Nagas
DIMAPUR, MARCH 5 (MExN): The Muslim Council Dimapur (MCD) today appealed to members of the Muslim community throughout the country to refrain from believing in “rumors and false propaganda” regarding the happenings in Dimapur. A press note from the A Rahman, Working President MCD, said that “no genuine Muslim citizens of Dimapur are harassed.” The MCD, while discouraging people from believing in rumors, also reiterated its appeal to the state government to “formulate laws to flush out IBIs and streamline the flow of migrants with special reference to temporary Muslim legal migrants.” “The Muslims have been peacefully living in Nagaland for the past hundred plus years as evident from the establishment of the Grand Old Mosque at Hazi Park (1906) and Town Burial Ground at A H Road (1930). But of late due to the continuous influx of legal as well as Illegal migrants, the genuine Muslims has
been reduced to minority within the community and it has become very difficult to preserve the dignity and honour of the community,” stated the MCD. The present crisis, the MCD regretted has “brought disrepute and disrespect to the genuine muslim community in Nagaland.” It further expressed support to the “movement started by the Survival Nagaland, NSF and other likeminded NGOs…” The MCD, it informed, had urged the Nagaland state government to formulate laws to streamline the flow of migrants in 2012 as well. It had also took certain resolutions through a general community meeting. It further informed people to contact the Muslim Council Dimapur for any clarification or visit the Muslim Council Dimapur Facebook page for updated information. The MCD also reaffirmed its commitment to “live with harmony and peace with the local Naga brothers and sisters.”
Violence is not the answer: Governor Nagaland state Governor, PB Acharya, while condemning the alleged rape, has appealed for the public to refrain from violence. “Violence is not the answer to any problem,” stated the Nagaland government in a press release. The Governor has also appealed that the law enforcing agencies to take necessary action against the culprits and book them as per the law.
KVC calls for calm KOHIMA, MARCH 5 (MExN): The Kohima Village Council has appealed to Nagas and all other communities, particularly the citizens of Kohima “which falls under our traditional boundary,” to remain calm and to allow law and order to take its own course of action. “Lets us never forget that - ‘an eye for and eye’ will make us blind,” stated a press note from the Kohima Village Council. “While condemning the very fact of rape, the Council condemns the break-in at the jail where some citizens took the law into their own hands,” the KVC said. It further condemned the failure of the government machineries that led to the situation going out of control. It also assured, “to the best of her ability, the protection of all citizens in Kohima so as to prevent similar incidents occurring in Kohima.”

DIMAPUR, MARCH 5 (MExN): The Nagaland state government, in an emergency meeting today, instituted a “high level inquiry committee” to probe into the March 5 Dimapur incident. As the Chief Minister was on a visit to Delhi, the meeting was chaired by Minister for Social Security and Welfare, Kiyanilie Peseyie. A press note from the Chief Minister’s Office informed that the committee has been constituted
to “find out the circumstances leading to the unfortunate happenings, any lapses or shortcomings on the part of any public servant in connection with the incident, and the person or group of persons responsible for the violence leading to the death of the said accused in the hands of the mob.” The committee will also suggest measures to avoid recurrence of such incidents in future, informed the CMO.

NSRLM to intensify focus on resource blocks
Ko h i m a , m a r c h 5 (mExN): With the objective to further strengthen the resource block strategy, the Nagaland State Rural Livelihoods Mission (NSRLM) has come up with a comprehensive plan to intensify focus on the 9 Resource Blocks under the Mission. The plan includes creating a pool of resource persons from within the rank and file of the existing NSRLM staff with enough capacity building efforts to enable them in becoming master trainers. The human resource would be equipped with knowledge on every aspect of the Mission so as to ensure effective delivery of plans and projects. A key objective of the National Rural Livelihoods Mission (NRLM) is to build strong institutions of the poor. In line with this, the NSRLM would concentrate on developing Model Self Help Groups, Model Villages and Model Village Organisations that would serve as inspiration for others and as support structures as the program scales

Group exercises were conducted for better understanding of records books with M. Suresh, State Coordinator as moderator. On the second day of the meet, Annual Progress Reports were presented by staff of the respective districts and blocks with highlight on implementation strategies, achievements, issues and challenges, targets and plans for the coming financial year. A state visioning exercise for the Mission was also conducted wherein, prevailing good practices were shared and challenges were discussed.

moKoKchuNg, march 5 (DiPr): Deputy Commissioner, Mokokchung, Sushil Kumar Patel has launched North Eastern District Resources Plan-NEDRP at Mokokchung on March 5 with high hopes that the NEDRP would richly provide reliable information for effective and comprehensive planning of various developmental activities by the district administration and line departments in the district. Mokokchung district has become the second district in Nagaland state to have launched the NEDRP after Kohima district. The NEDRP is a joint initiative of North Eastern Space Application Centre (NESAC) and North Eastern Council (NEC) which is an effort of transferring space and geospatial technology to the users for strengthening planning and development in the state. A sensitisation programme for colony leaders under Kohima Municipal Council (KMC) on harmful effect of tobacco and COTPA took place here today at Conclave Conference Hall, LCS building under the aegis of District Tobacco Control Cell (DTCC), Kohima under Health & Family Welfare department. Dr. K. Rosy Yhome, junior dental specialist Naga Hospital Authority Kohima talked on burdens of tobacco while Dr. Arenla Walling, District Nodal Officer, NTCP, Kohima highlighted COTPA 2003 and enforcement. Burdens of tobacco Dr. Yhome told the gathering that Mizoram ranked as the highest consumer of Tobacco in India with 67% while Nagaland in the second list with 57% and termed it as alarming trend. She said tobacco is now the world’s leading single agent of death, killing 5.4 million people globally every year, adding that 90% of
oral cancers are due to tobacco use. She further informed that India is the second largest consumer of tobacco in the world, next to China, and that one million of Indians die every year due to use of tobacco. Dr. Yhome said India has the largest number of oral cancer in the world of which 40% of all cancers in India are due to tobacco. On burden of tobacco relating to health, Dr. Yhome said it increased heart rate and blood pressure, smelly hair, bad breath, stained teeth, damage to gum tissue, tooth decay, reduced sense of smell and taste, trouble breathing, increased sensitivity to cold and heat. In long term, use of tobacco use effects cancers: oral, lung, stomach, esophagus, bladder, liver, breast, head & neck, kidney, larynx etc, ulcers in the mouth, respiratory system: chronic cough, asthma, cardiovascular system: hypertension (high blood pressure), heart disease, eye: cataract, sexual organs: impotence in men and difficulty in bearing

COTPA 2003 and enforcement Dr. Walling said the main provisions of COTPA 2003 (Cigarettes and Other Tobacco Products, Act 2003) included prohibition of smoking in public places, prohibition of advertisement, sponsorship and promotion of tobacco products, prohibition of sale of tobacco products to a person below 21 years of age, prohibition of sale of tobacco products near educational institutions, display of pictorial health warning on tobacco products packs, no smoking signage etc. Dr. Walling asked the colony leaders to spread awareness in their respective wards on harmful effect of tobacco and also effective enforcement of COTPA 2003. She also requested them to intimate the District Tobacco Control Cell or enforcing officers if they came across any violation of rules under COTPA 2003. She said shopkeepers selling tobacco products have already been asked to
display a signage declaring that “Sale of tobacco products to a person under the age of 21 years is a punishable offence.” Stating that the Cell and enforcing officers are going to monitor this matter soon, she also sought the support of the colony leaders in ensuring this signage is fully covered in their respective wards. She said under Section 4 of Tobacco Control Act, 2003, smoking in all "public places" is prohibited. The public place is includes auditorium, hospital buildings, railway waiting room, amusement centers, restaurants, public offices, court buildings, educational institutions, libraries, public conveyances and like which are visited by general public. Also stating that the sale of the tobacco products is prohibited near educational institutions, Dr. Walling called upon the colony leaders to check and report to the Cell or enforcing officers if found no display board outside the educational institutions declaring the same.

The hope for repeal of the controversial AFSPA is not likely to be fulfilled any time soon in Manipur with the Union Ministry of Home Affairs rejecting the BP Jeevan Reddy Committee report. Justice Jeevan Reddy Committee recommends revocation of Armed Forces (Special Powers) Act, 1958. Report of the Committee headed by the retired Justice Reddy was submitted to the Government of India in June 2005. Rights groups and other civil society organisations in Manipur have expressed strong displeasure at the rejection of the Committee
by the MHA. The Jeevan Reddy Committee recommends that the continuation of the present AFSPA, with or without amendments, does not arise. Manipur’s Home Minister Gaikhangam has slammed the Assam Rifles for humiliating VIPs and harassing civilians on the Imphal-Moreh road section of National Highway-2 in Chandel district which borders Myanmar. “Higher authorities of Assam Rifles have been asked to curb their personnel who have been reportedly detaining even ministers and MLAs on the highway,” the Home Minister said in a response to a call attention motion raised by MLA L Ibomcha of NCP in the state assembly on Tuesday. Gaikhangam acknowledged that Assam Rifles personnel are conducting security checks at Khudengthabi check post along Imphal-Moreh road to arrest smugglers. However, he stated that harassing and humiliating VIPs and commuters while checking is “unacceptable.” “This type of checking leaves travellers harassed. VIP movement and people
are harassed daily at the check point. The Assam Rifles are stopping and detaining every vehicle passing the check post,” he said. Rural Development & Panchayati Raj Minister Francis Ngajokpa and Tengnoupal MLA DK Korungthang were detained by the Assam Rifles at the check post recently, which had enraged the Manipur Government. Villagers of Tengnoupal village in Chandel had enforced an indefinite bandh along Imphal-Moreh road in February last to register protest against the 24 Assam Rifles for allegedly prohibiting free movement of people in the area. M'laya govt to clear 21 pending bills SHILLONG, MARCH 5 (PTI): Meghalaya government today assured to clear 21 pending bills, which include the Khasi Hills District (Village Administration) Bill, 2014 passed by the Khasi Hills Autonomous District Council (KHADC) on a fast track mode. Chief Minister Mukul Sangma made the assurance to a delegation of the executive committee of the KHADC led by its Chief Executive Member Adelbert Nongrum at his chamber. "The CM and the District Council Affairs department has assured us that the pending bills will be taken up at the earliest to ensure quality in the service of district council members is strengthened," Nongrum told newsmen after the meeting. "We have also arrived at a consensus that there will be a close coordination between the state government and the district council in ensuring that the pending bills are process at the earliest," the KHADC chief said.

Gauhati HC allows prisoners to watch cricket World Cup GuwAHATI, MARCH 5 (IANS): The Gauhati High Court Wednesday directed the Assam government to provide cable connections to TV sets in Guwahati Central Jail so that inmates can watch news, entertainment programmes and matches of the ongoing cricket World Cup. The direction came while the court was hearing a Public Interest Litigation (PIL) filed by seven prisoners, who had appealed to the jail authorities to provide cable connections for the television sets in the jail but whose appeal was rejected. Revolutionary budget sparks Rajan to cut rates
MuMbai, March 5 (iaNS): The second unscheduled cut on Wednesday - within two months - in the repo rate at which the Reserve Bank of India (RBI) lends to commercial banks was not as unexpected as the first in January. Indeed, it could even be called expected after the weekend’s historic announcement by Finance Minister Arun Jaitley in his first full budget speech to the Lok Sabha of the government signing the Monetary Policy Framework Agreement with the RBI for controlling inflation. The agreement will become a law that will provide for a monetary policy committee, Jaitley said. Signed last month, the agreement is to “primarily maintain price stability while keeping in mind the objective of growth.” It says the RBI will aim to bring retail inflation below six percent by January 2016 and to around four percent by fiscal 2016-17. Perhaps RBI Governor Raghuram Rajan was being enigmatic in keeping with his “rockstar” image in deflecting spotters of Wednesday’s rate cut off his trail, when he said on Monday that though central banks everywhere are reducing interest rates to very low levels, the RBI is unable to do so quickly owing to “high inflation”.
Inflation targeting ‘credit positive’ for India NEW DELhi, March 5 (PTi): In a major boost to India’s sovereign outlook, Moody’s today said the new ‘inflation targeting’ mechanism is a “credit positive” move and it would make RBI’s monetary policy tools much more effective. Under the new ‘inflation targeting’ mechanism, the Government has mandated RBI to bring down inflation to below 6 per cent by January 2016 and then target a level of 4 per cent by March next year. RBI will have to explain the reasons if such targets are not achieved. Moody’s said the new mechanism would increase the predictability and effectiveness of RBI’s monetary policy, while the effectiveness of its monetary tools would increase because ‘inflation targeting’ would take into account future — rather than past — price trends. “A lot of that money is coming to us. We have got an avalanche of capital inflows. Our problem is we also have high inflation, we cannot cut interest rates very quickly to the bone in order to tell those countries - don’t come here expecting high interest rates,” Rajan told a group of students here. The consumer price index (CPI)-based inflation rose to 5.11 percent in January from 4.28 percent last December. Indeed, the impression

The indirect tax proposals would net Rs.23,383 crore while the direct tax proposals would see Rs.8,315 crore revenue forgone. Even as he announced a range of social security schemes there were heavy cuts
in social sectors ranging from agriculture, drinking water and sanitation, panchayat raj, water resources to the ministry of women and child development to the tone of Rs.439,192.25 crore, in order to keep to the fiscal deficit target. There is also a reduction in allocation to schemes for scheduled castes and scheduled tribes. Jaitley has attempted to realize multiple goals like higher growth, increase in investment and wider social safety nets in line with his philosophy about reforms in India being the art of the possible and not about a few “big bang” ideas. “In a country where 30 percent of people are living below the poverty line, your reforms cannot be one that you simply confront public opinion, or the sectors that you simply find a huge amount of reluctance for reformation,” Jaitley said last year at the World Economic Forum’s India Economic Summit here. If the Goods and Services Tax is implemented from the start of the 2016-17 fiscal to usher in a common market, Jaitley, who learnt his economics in Delhi University, would be bringing to fruition the dreams of the nationalist bourgeoisie which sustained Mahatma Gandhi in his struggle against the British Empire.

MuMbai, March 5 (PTi): One rupee notes are all set to come back into circulation as the government has decided to restart printing the currency after more than two decades. “The Reserve Bank of India will soon put in circulation currency notes in one rupee denomination. The notes will be printed by the Government of India,” Reserve Bank said in a statement today. RBI said the notes to be issued would be legal tender as provided in The Coinage Act 2011. “The existing currency notes in this denomination in circulation will also continue to be legal tender,” it added. Detailing about the dimensions of the rupee note, the RBI said it will be 9.7 by 6.3 centimetres made of 100 per cent cotton rag content. It will weigh 90 grams per square

UNTABA decries media NSCF expresses'dismay and fear' over prevailing situation report on border clashes Flays State Govt ‘muted silence’ on the issue Dimapur, march 5 (mExN): The United Naga Tribes Association of Border Areas (UNTABA) today decried the media reports alluding to Naga people as “miscreant,” and asserted that it was nothing but “utter disregard” to the very dignity of the Nagas as a community of people. “Nagas may be different but never a miscreant who kills” stated Hukavi T Yeputhomi, Chairman, UNTABA in a press note issued in response to the reply given by Assam State Parliamentary Affairs Minister, Rockybul Hussain to the query put forth by AIUDF (All India United Democratic Front) MLA Aminul Islam asserting that 161 people have been killed by ‘Naga miscreants’ since 1972. “It is regrettable to recount the clashes that very often occurred in the border areas wherein many pre-
cious lives have been lost from across the two States, yet such ugly incidences could have been avoided if only Assam Government could withhold such posture as maintained by Rockybul Hussain,” it added. Alleging that all the “unwarranted clashes” in the border areas occurred due to instigations, covert actions and policies adopted by the Assam Government to "claim all the traditional and ancestral land" of the Naga people in border areas, UNTABA asked the Government of Assam “must prepared to answer” the Naga people how to return back those ‘transferred’ Naga people’s lands to Nagaland and how to repay the destruction of rich forests resources and unaccountable mineral resources including oil and natural gases that were illegally extracted from Naga soil.
“The Assam Government’s claim in the Assembly that around 59,159.77 hectares in Golaghat, Jorhat and Sivasagar districts are under the encroachment of Nagaland is nothing but a complete negation of recorded history of the land and our people,” “On the contrary, the actual area of Naga people’s land under the illegal occupation of Assam is approximately 4,974.16 Square Miles accounted from the Notification of the erstwhile ‘Naga Hill Agency’ in 1852 headquartered at Asaloo, the records of which are readily available in Government Archives of both the States,” UNTABA further stated. Moreover, the Civil Suit No. 2 of 1988 filed by the Government of Assam against Nagaland Government which is under active litigation process in the Supreme Court of India is also
an excuse to grab more Naga lands by Assam, UNTABA argued adding that the Government of Assam with all its available Government machineries have "deforested" thousands of square miles of Reserve Forests that were traditionally, historically and politically belongs to Naga people while the case is still pending in court. ICAR KVK Longleng conducted one-day animal health cum vaccination camp at Pongo village on March 2. During the camp, Dr. Lily Ngullie highlighted the uses of different medicines for treatment of common diseases in livestock and poultry and the importance of vaccination. A total of 154 pigs and dogs were vaccinated against swine fever and rabies. Medicines like vitamins and minerals, ointments, antibiotic powders and anthelminthic tablets were distributed to the villagers. Community Development Initiative prog at Peren Dimapur, march 5 (mExN): Coalition on Environment and Natural Resources (CENRs) - Nagaland Partner in collaboration with Zeliangrong Students’ Union Nagaland (ZSUN) conducted a programme on ‘Community Development Initiative’, a project initiative of CENRs at Peren Town Council Hall. All together 65 participants from across Peren district participated in the programme. Stating that the Nagas are at a crossroad, she stated that the Nagas have to lay new foundations, as there were too many issues to be taken up. He encouraged the participants to learn to speak the truth and to stand for their rights. Zeliangrong Students Union Nagaland has assessed its progress and resolve to assist other like-minded bodies in addressing massive problems not only in Peren district but also in the entire State in general. ZSUN believes that its response to emergencies and development must at their core; focus on strengthening the bonds between the public and private sectors alike. A
n office peon steals milk powder from the office refreshment. A politician diverts fund from a poverty alleviation scheme to build his private mansion. Of the two, who did more wrong? The office peon harps about how corrupt our politicians have become. We agree. But how different are we from the ones we are pointing fingers at? A friend asked me why we blame our leaders all the time when we ourselves are corrupt. I replied that it is right and valid that we blame them. A politician and a peon are both individual human beings. But by virtue of their positions and spheres of influence, it is important that we have clean leaders. One decision or action of a single politician can affect thousands or lakhs of lives which is not so in case of the peon. The scale of corruption - of some milk powder lost and lakhs of scheme money lost - is so different. A good leader can motivate a lot of people through exemplary living and creating opportunities for better living through decisions which will make people not steal milk powders (in case the peon struggles to meet daily needs). But corruption isn’t a simple shirt that we wear or choose not to put on. In spite of the longing to be free from it, we all are somehow in it together. It is so pervasive that each one of us is directly or indirectly involved. It is possible that the problem of corruption is always blamed on our leaders looking at the scale of the corruption while in the root we might be the same. It is very much possible that the peon and the politician are made of the same material. The only difference is the lack of opportunity for the peon. Given the chance, the peon would have acted as the politician because they are made of one material. We want change but we are always waiting for others to bring it. It becomes a viscous cycle that we keep complaining about corruption while at the same time we want the scale to tilt in our favour; we want that shortcut, or that special connection which can manipulate the system to our advantage, and thereby promoting further corruption. Somewhere, we have to stop and start to be the change. It requires systemic and structural changes. We need laws, rules, legislation, etc and the enforcement of such measures. But even with a good system or structure in place, it becomes a very moral and personal matter, the evil of corruption. It is so hard to say that I contribute to the problem which ails our society. But from that uncomfortable and inconvenient place of meeting our own weaknesses, we must all begin. We won’t get it right overnight. It will be a process. Education or awareness is important and we need it. But to root out corruption calls for a change much more radical than increased knowledge. It calls us to change on the inside. It will be as difficult as a tobacco user trying to kick the habit. He is well aware of the health hazards. Each time he takes a cigarette out of the pack, he sees the terrifying warning signs. But it is so hard to overcome it. Fighting corruption will be that difficult. But if we don’t do it, we will continue to suffer from it.
What if we measured wealth in terms of life, and how well we serve it?
profit, is literally insane. Paton: So if we’re all living beings “born of a living Earth,” as you say, where does that start to show up in our lives? Korten: A big piece of it has to do with recognizing the implications of our dependence on money. This goes back to development as a process of separating people from their means of subsistence production. The more people become alienated from their self-production, the more they become dependent on money—and the more they become dependent on the people who control the creation and allocation of money. Paton: You mean when I’m dependent, I accept fracking. Korten: Yeah, you say, “I need that money. They’re going to pay me to frack my property.”
Dean Paton: Tell me how somebody who was an organizational management specialist, and then a new-economy thought leader, made this leap into what is as much a spiritual proposition as it is a political one—that Earth is a living organism, that we all are essentially a part of this one big life form. David Korten: It’s not that hard, actually—once you get into the living-Earth frame—to see that Earth is essentially this organization of living organisms creating and maintaining the conditions essential to life. If you’re an organizational expert, or theorist, that raises a really fascinating question: How do these millions of organisms work in concert to maintain life?
Paton: Do you really think Americans are going to be able to cast off the belief that money is king? Korten: I’d say a lot of people are casting it off. Paton: Most of us respond to a 10-dollar bill. Or a bonus at work. Or a new car. Korten: But we respond to that because we accept the “Sacred Money and Markets” story that money is wealth, a fabrication that is literally killing us.
Paton: As if everything has an intelligence and everything has a purpose? How is that relevant to your new book, Change the Story, Change the Future? Korten: The new book sets up the juxtaposition between the old “Sacred Money and Markets” story and an emerging “Sacred Life and Living Earth” story. They’re two totally different frames that lead to two totally different ways of thinking about organizing society. You either see life as a means to make money, or you see money as simply a number useful for keeping accounts in service to life, but of no value in itself. Buying into the “Sacred Money and Markets” story that money is wealth and the key to happiness locks us into indentured servitude to corporate rule.

avid Korten began his professional life as a professor at the Harvard Business School on a mission to lift struggling people in Third World nations out of poverty by sharing the secrets of U.S. business success. Yet, after a couple of decades in which he applied his organizational development strategies in places as far-flung as Ethiopia, Nicaragua, and the Philippines, Korten underwent a change of heart. In 1995, he wrote the bestseller When Corporations Rule the World, followed by a series of books that helped birth the movement known as the New Economy, a call to replace transnational corporate domination with local economies, control, ownership, and self-reliance.

Paton: You’re saying it’s the traditional development model, or transnational capitalism, that damages Earth as a living community, including not just humans but all life forms. Yet we all depend on money, on the market economy. Do you really think we can just stop that dependence? Korten: We will still use money and markets, but strip away Wall Street’s control of money’s creation and allocation. There was a time in the United States when most of our financial institutions were local. Which essentially meant that local communities were able to create their own credit, or their own money, in response to their own needs. We still depended on banks, but it

It all belonged to a man who led Thailand's equivalent of the FBI and is now serving 31 years in prison on corruption and other convictions. A fourday auction that opened Thursday features a small portion of the 27,000 items police say they seized from longtime Central Investigation Bureau head Lt. Gen. Pongpat Chayapan. Authorities have expressed shock over Pongpat's misdeeds, but the Thai public is mainly astonished that someone so powerful actually got caught. Those who study corruption in Thailand say the case is a window into the graft that pervades Thai society and is particularly prominent in the police force. Pongpat's case is interwoven with the still-mysterious estrangement of Thailand's Crown Prince Vajiralongkorn and his third wife, the former Princess Srirasm. Pongpat is Srirasm's uncle, and the couple's split was publicized soon after the police scandal emerged last year. But in a country where insulting the monarchy can bring a 15-year prison sentence, nobody is asking too many questions. Police accuse Pongpat of leading a network responsible for offenses including money laundering, extortion and taking bribes from oil smugglers, illegal gambling dens and police officers seeking promotions. Pongpat was also convicted of insulting the mon-
Paton: So you say that our choice is between working with Earth and working against her? Korten: It comes back to this: Are we a part of nature? Or apart from nature? was a much more democratic process. Paton: Like George Bailey’s building and loan in It’s a Wonderful Life. Korten: Exactly. If more of our money circulated in our communities rather than the Wall Street casino, it would facilitate people organizing locally to meet more of their economic needs with local resources. Control of money is the ultimate mechanism of social control in a society in which most every person depends on money for the basic means of living—food, water, shelter, heat, transportation, entertainment. This leads us into the voluntary simplicity movement: The less I’m dependent on money, the freer I am. Realize that the only legitimate purpose of the economy is to serve life, is to serve us as living beings making our living in co-productive partnership with living Earth. Paton: How does that translate into actions? If we get a thousand people to say, “I’m a living being born of and nurtured by a living Earth,” how does that stop fracking? How does that stop the Russians from pumping all the oil out of Kazakhstan and selling it around the world? Korten: It makes very clear that destroying the natural living systems on which our existence depends, in order to get a quick energy fix or a quick
Paton: Why do you insist we adopt this “Living Earth” story? Korten: Because we humans live by stories. Paton: And that means…? Korten: It means that to organize as ordered societies, we need a shared framework—basic values and assumptions—so that when I relate to you, I’ve got some idea of how you’re going to respond, because we share our basic story. Paton: Do we have a choice? Korten: Yeah, change or die. Quite literally. You really can’t grasp the new story—as a society—and continue to live the way we live. First you begin to move toward more voluntary simplicity, which is, literally, reducing your dependence on money. You start doing more things yourself. You pay much more attention to your relationships, to the gift economy. You perhaps get a deeper sense of being part of and a contributor to a living universe evolving toward ever greater complexity, beauty, awareness, and possibility. What would that mean for society, and then what does it mean for how I live? What is my contribution to the change society needs? I have a responsibility to be part of this change—which begins by changing the story.

There could not be another one like it," said police Col. Seehanat Prayoonrat, head of the Anti-Money Laundering Office, which is organizing the public auction. The sale has been divided into two parts, each featuring 1,000 lots with items from the first auction valued at 50 million baht ($1.5 million). A second sale is scheduled for later this month. Since Pongpat and several other police officials were arrested in November, authorities say they discovered assets worth more than 1 billion baht, or $30 million, including 104 plots of land and a massive art stash that was hidden in underground vaults and safe houses. Much of it is not up for auction, including 12th-century Buddhist statues that have been turned over to Thailand's Fine Arts Department, and ivory tusks, gold bars, luxury cars and diamond jewelry held by the anti-money-laundering agency.
"It's frightening. Surprising, how one person can do a thing like this," said Seehanat, saying that police typically find smaller stashes in corruption crackdowns. "Usually we find 10 cars. This time we found more than 20,000 pieces." Pongpat had more time to accumulate wealth than many top-level Thai police officials, who typically rotate posts every two years. Pongpat held the top bureau job for several years, perhaps because of his family connections, according to police and other experts. Still, analysts including Jomdet Trimek, a police officer turned academic, cast doubt on police claims that Pongpat's actions were unique. "Was I surprised? I'm surprised there was eventually an arrest. A big general has never been arrested. But there was only an arrest because this was an order from up above that made it happen," said Jomdet, a professor of criminology at Bangkok's Rangsit University. "Corruption is part of our police culture. This is a known fact. It is the norm

and everyone takes part in it," said Jomdet. "Not everyone has the chance to be as corrupt as Pongpat. But the big bosses have a lot of money — that doesn't come from their salaries." The junta that has ruled Thailand since toppling an elected government last May claims it is prioritizing the fight against corruption. Critics say the army's real goal is to cripple political allies of self-exiled former Prime Minister Thaksin Shinawatra, who was ousted in a 2006 coup, also on grounds of corruption and insulting the monarchy. Senior police officials have started warning the lower ranks to clean up their act. Last week in a chandeliered ballroom at the National Police Club, Thailand's chief of police, Somyot Pumpanmuang, led an anti-corruption seminar that focused on the wellknown graft among lower-ranking officers. He dimmed the lights to show a video taken by hidden cameras of police extorting bribes from motorists and businesses. "We cannot deny the existence of bribery and corruption," Somyot told his audience of 600 rank-and-file officers. Then he opened the floor to questions and asked for suggestions on how to end corruption. Nobody in the audience raised a hand. "Please serve the people," Somyot told his officers. "And most importantly, obey the law." He never mentioned Pongpat but referred to him on the sidelines as "a unique case" and "an extraordinary case." He laughed off a question about whether corruption persists at the top levels.

oune Kro SHG was formed in the year 2008 with 15 female members at Jharnapani village. Initially the group started their venture with the membership amount of Rs 50/month for their activities. Different activities like working as daily wages labour, selling of new clothes, tea leaves and mushroom cultivation etc were carried out. The SHG members also received training on value addition in fruits and vegetables from time to time. Banana pseudo-stem and pineapple leaves generally considered as waste after harvesting the fruit, which can be easily utilized for extraction of fibre and weaving of different handicraft products. Banana fiber extraction from pseudo stem and pineapple fiber from leaf is a new and an innovative technology to the people of Nagaland, which can provide a platform for entrepreneurs to venture into the Fiber Production Industry. With the increasing environmental awareness and growing importance of eco-friendly fabrics, products made of banana and pineapple leaf fiber has been recognized for all its good qualities and now its application is increasing in other fields too such as apparel garments and home furnishings. With this background, KVK Dimapur have initiated and given all possible technical assistance to Noune Kro, SHG from Jharnapani village. The group was provided with one banana fiber extractor from Central Institute of Horticulture, Medziphema in the month of October 2012. KVK Dimapur trained the members on the extraction of fibers from different Banana and Pineapple cultivars. Training on making of different decorative items

such as tea coasters, door and table mats, sling bags, hats and flowers was imparted by KVK Dimapur. The group received financial assistance of Rs 10,000/from ATMA, Dimapur, on 05/07/2014 as seed money. The amount is being utilized at present for purchase of materials like colour dyes & accessories etc. Now the group started preparing colored and good
quality handicraft items like decorative flower basket and Sunshade hats etc. The group was recognized as “BEST ORGANIZED SELF HELP GROUP AWARD (2013-2014)” on Independence Day Celebration 2014 from Dimapur district. The SHG is earning nearly Rs 15,000 to 20,000/annum from the preparation of fibre products.
The Pro Vice Chancellor, Nagaland University and his thoughts

n a Tuesday morning (17.02.2015) we had the opportunity to talk to an academician and an administrator the Pro Vice Chancellor of Nagaland University, Prof. Dr. N. S. Jamir. Born to a humble family at Changki village of Mokokchung, Prof. Jamir stood against all odds of the time and completed his schooling from Mokokchung and graduation from St. Edmunds’s College, Shillong, Meghalaya. Further he also pursued post graduation and a doctorate degree from NEHU, Meghahalya. He has the experience of working as an Orchidologist with the Botanical Survey of India for two years. In 1984, he joined School of Agricultural Sciences and Rural Development, Medziphema (SASRD) as a lecturer and served the university in different capacities for almost 30 years. As an academician he has so far guided 13 students for doctorate degree besides publishing a book entitled “Ferns of Nagaland” and fifty research papers in journals of international and national repute. He is the recipient of gold
medal from Ethnobotanic Society in 2008 for his distinguished and long term service in the field of Ethno-botany. In 2013 he joined as Pro VC in Nagaland University, SASRD campus. Here are some excerpts from the talk with the person who bear a simple, pleasing and positive personality, Prof. Dr. N. S. Jamir, Pro VC, SASRD, Nagaland University. Q. Sir how do you feel to head an agricultural institute? A. All throughout my profession I am associated with works related to plants and now I feel fortunate to be associated with an institute where in we work and try to contribute to agricultural development of the state in general and the nation in particular. Q. How do you view the agricultural scenario in the state? A. Most of our farmers rely on traditional way of agriculture for their livelihood which is not providing enough returns. As I have already mentioned, institute and organizations relevant to agriculture and allied sector like the SASRD, ICAR Research Complex, NRC on Mithun, the State Agril. and allied departments etc. have developed or are aware of the improved technologies. The improved technologies like improved or hybrid seed materials or animal breeds, crop production technology, animal husbandry, post harvest technology etc should percolate to the farmer’s field. Scientists and farmers should always work together for the betterment and
overall development of agriculture and allied sector in the state. Q. What message do you want to convey to the youths and your students? A. I believe in honesty, simplicity, hard work along with discipline. We the Nagas are also very much competent and have the potential to prove ourselves in all sphere of life. To achieve still greater heights in the future we need to instil up on our youths and students sincerity, discipline and the culture of hard work. There is no alternative to hard work and with hard work we can hope to achieve anything and everything. Q. Sir will you please narrate your achievements as an administrator till now? A. We are trying to develop the infrastructure of the school and the academic activities in better way. Ours is an agrarian state, we should have a full fledged agriculture and veterinary college in the state for over all development. Thank you sir

Fruits showing any boring should be picked and destroyed.

YouTube blocks access to controversial BBC documentary, Govt serves legal notice
New Delhi, March 5 (iaNS): YouTube on Thursday began blocking access to the controversial BBC documentary on the December 16, 2012 gang rape, citing court orders, while the government served legal notice to the top news channel after it ignored a court's restraining order and aired the documentary carrying an interview with one of the rape convicts. The documentary "India's Daughter", by British filmmaker Leslee Udwin, carries an interview with Mukesh Singh, one of the six men who brutally raped a 23-yearold woman on December 16, 2012. The documentary has kicked up a storm in India, with some women's groups demanding a ban. The BBC aired the documentary on Wednesday night, advancing the date from its scheduled March 8 broadcast. Support for the documentary has built up among people after they saw the documentary. Several women's rights activists on Thursday criticised the ban, saying the "knee-jerk" reaction constitutes an attack on freedom of expression. A home ministry official said legal notice was served to the BBC. "The notice says that they (BBC) had violated the contract on various fronts," a home ministry official told IANS. "They were supposed to take final approval from the Tihar jail authorities on the interview of the convicts but they did not do so, and according to the contract signed with the BBC, they were barred to use the documentary for commercial purpose, which they have violated too," he said.

Earlier in the day, Home Minister Rajnath Singh said the government was "examining all aspects" related to the documentary and would take action, if required. Before airing the film in Britain and some other countries, the BBC had assured the government that it would not be aired in India. They then went ahead and showed it, and the film was sub-
sequently uploaded on YouTube. "The BBC had planned to air the film on March 8, but they showed it on March 4, the home ministry said, wondering "what was the hurry?" The information and broadcasting ministry has directed Indian news channels not to telecast the documentary. On Thursday evening, the doc-
umentary was unavailable on several YouTube channels, with the message "This content is not available on this country domain due to a court order". The parents of the rape victim said they were against airing of the documentary. "I am surprised that BBC uploaded its documentary on YouTube in spite of the court's re-
straining order. The BBC has hurt the pride of India. The act of BBC clearly shows that they don't have fear of Indian law and our country," the victim's father told IANS. Women activists on Thursday strongly opposed the blanket ban. "I have seen the documentary. It is powerful and moving. It does not sensationalise anything," CPIM politburo member and women's rights activist Brinda Karat told IANS. The All India Democratic Women's Association (AIDWA) in a statement said it opposes the blanket ban on the documentary. Activist Kamala Bhasin said: "We are never for bans. That doesn't help anything." Writer Chetan Bhagat tweeted: "India's Daughter is a must watch. Anyone who watches will understand devastation caused by regressive attitudes. Face it. Fix it." Members of the film fraternity reacted strongly against the orders to restrain broadcast of the documentary, terming it a sign of "ostrich mentality". Filmmaker Kunal Kohli said "it's important to see the rapist hang rather than watch a documentary" and Hansal Mehta said it was difficult for him to comprehend the government's order and questioned why the government was restricting cinema from reflecting the truth of society. Hours after the BBC telecast "India's Daughter", the hash tag #IndiasDaughter became the top global trend on social networking site Twitter on Thursday. Two other hash tags #NirbhayaInsulted and #DontRapeAgain were also trending on second and fourth positions, respectively.
Uber rape victim 'traumatised' due to 'undue delay' in court trial New Delhi, March 5 (iaNS): The 25-year-old woman executive who was allegedly raped by a driver of the Uber cab company is "traumatised" due to the undue delay in court proceedings, a close associate said Thursday. The associate said she was traumatised by recalling the same incident again and again. The woman -- who appeared in court wearing a black burqa -- had to face a tough time again on Thursday while being quizzed by the defence counsel of the accused driver in court, the associate said. Her cross examination will continue on Saturday. Additional Sessions Judge Kaveri Baweja recorded the statement of the woman in an in-camera proceeding on Thursday. Testifying as a prosecution witness, the woman was recalled for further cross-examination after the Delhi High Court allowed the plea of accused driver Shiv Kumar Yadav to recall some of the prosecution witnesses, including the woman, for further cross-examination. The high court on Wednesday allowed Yadav's counsel to cross-examine 13 prosecution witnesses, including the woman, again "in the interest of justice". The court's order came on Yadav's plea challenging the trial court's February 18 order denying him permission to recall the witnesses. The prosecution had on January 31 completed recording of evidence in just 17 days. According to police, the woman executive was allegedly raped by 32-year-old Yadav on the night of December 5, 2014, in the cab she hired to head back home in north Delhi's Inderlok area. The accused driver took the woman to an isolated place with the motive to commit rape. The court had on January 13 framed charges of rape, causing grievous bodily harm and endangering the life of a woman, kidnapping a woman, criminal intimidation and voluntarily causing hurt against Yadav under various sections of the Indian Penal Code.

"I have told all the parties in the Rajya Sabha that I am not anti-farmer. If there is anything anti-farmer in my statements then tell me. I am ready to remove it, but they don't tell (me). They don't want to allow the government to function and don't want the country to progress further. "It is a fact that we don't have a majority in the Rajya Sabha. It is not possible for us to carry out developmental works without your support. I publicly pray to you not to stop the country's vehicle of development through that majority," Modi said, after dedicating to the nation two units of 600 MW each of Shri Singaji Thermal Power Plant in the district. The Prime Minister also laid the foundation stone of two units of 660 MW each under the project's second phase. Criticising the land bill earlier passed by the UPA government, Modi said, "The law that was passed by earlier government has no provision for allotment of land for schools, hospitals, houses, water and irrigation. I ask you whether you need all these facilities or not." He had asked the opposition to suggest ways to improve the current land bill, but it did not respond, he claimed. "I am not anti-farmer. We will never oppose farmers. I asked other parties to tell me what to improve, but they don't say anything," the Prime Minister said. 'Tharoor did not influence Sunanda Pushkar's autopsy' New Delhi, March 5 (PTi): A CAT bench comprising members Raj Vir Sharma and Ashok Kumar dismissed the plea of Sudhir Kumar Gupta, Head of Department of Forensic Medicine and Toxicology, alleging that AIIMS had illegally purged his seniority with "malafide intention" to punish him for refusing to act unprofessionally in the Sunanda Pushkar autopsy matter. "The email sent by Shashi Tharoor, the then Union Minister, to Dr Rajiv Bhasin, on January 26, 2014, and the notice dated June 2, 2014 issued by Dr Adarsh Kumar, Member Secretary, Medical Board, AIIMS do not reveal anything to show that any pressure was put on the applicant to submit a tailor-made autopsy report in Sunanda Pushkar's case," the panel said. The CAT, in its order, rejected Gupta's claim that one O P Murty, also a doctor, was promoted after purging his seniority with the purpose to obtain a tailor-made report in the case. "The decision having already been taken by the Governing Body on January 16, 2012 and April 14, 2012 to promote respondent no 3 (Murty) to the grade of Professor w.E.F. July 1, 2009, it cannot be said that the postmortem/autopsy of the dead body of late Sunanda Pushkar, who died on January 17, 2014, has any nexus with the process of consideration of respondent no 3's case for promotion... "Therefore, the malice attributed by the applicant to the then President and Director of AIIMS is baseless," the tribunal said. In his complaint before the tribunal, Gupta had claimed that he was asked to prepare tailor-made autopsy report giving clean chit, irrespective of his professional conclusions, after conducting autopsy of late Sunanda Pushkar. The Centre, however, had denied the allegations on August 27, 2014, stating that the matter regarding promotion of Murty was referred to the Department of Personnel & Training and he was promoted only after its clarification.
New Delhi, March 5 (PTi): Fissures in the AAP deepened today with senior leader Mayank Gandhi expressing shock and attacking the "manner of and intention" in removing Prashant Bhushan and Yogendra Yadav from the party's Political Affairs Committee (PAC) last evening. Gandhi, who abstained from voting yesterday in the National Executive meeting, said he was shocked when Manish Sisodia introduced a proposal for removing Yadav and Bhushan despite the duo voluntarily offering to step down. Gandhi, who is a senior party member from Maharashtra, also revealed that Kejriwal had earlier conveyed that he will "not be able" to work as the AAP National Convener if Bhushan and Yadav were part of the PAC. He said it was alleged that Yadav was

China promises to open up industries BEIJING, MARCH 5 (AP): China announced a lower economic growth target for this year and promised to open more industries to foreign investors as it tries to make its slowing, state-dominated economy more productive. The growth target of about 7 percent, down from last year’s 7.5 percent, is in line with efforts to create a “moderately prosperous society,” said Premier Li Keqiang in a report Thursday to China’s ceremonial national legislature. Actual economic growth last year was 7.4 percent, the lowest since 1990. The ruling Communist Party is in the midst of a marathon effort to guide the world’s secondlargest economy to slower but more self-sustaining growth based on domestic consumption and services. It is trying to replace a worn-out model driven by trade and investment in construction and heavy industry that has left China’s air and water badly polluted. “We need to maintain a proper balance between ensuring steady growth and making structural adjustments,” said Li in the report to the National People’s Congress. zones near Yangon came as police in an area 140 kilometers (90 miles) from Yangon were faced off with hundreds of students demanding education reforms. Since the country started moving from a half-century of dictatorship to democracy just four years ago, the government has found itself grappling with the consequences of newfound freedoms of expression. In both cases, authorities warned they would take action if protesters tried to march to Yangon.
The Ministry of Information said Thursday that 13 workers, many of them women, had been arrested. Protesters said the number was much higher. Two journalists also were briefly held, the government said. UN rights boss seeks campaign to “discredit ISIL” GENEvA, MARCH 5 (REUTERS): The top United Nations human rights official called on Thursday for an international campaign to “discredit ISIL”, and urged Muslims worldwide to defend their faith against misrepresentation by violent extremists. Zeid Ra’ad al-Hussein, U.N. High Commissioner for Human Rights, denounced murders, torture, mass beheadings and “genocidal” attacks on minorities in Syria, Iraq and Libya by Islamic State, also known as ISIL. “Any response to extremist violence must be targeted, proportionate and legal,” he said. “Military campaigns, financial sanctions and attempts
to staunch the inflow of weapons ... may be part of the solution. But other actions are needed to stem the root causes that feed into these conflicts.” Zeid, a former Jordanian ambassador who is the first Arab and Muslim to serve in the U.N. post, was making his first annual report to the U.N. Human Rights Council in Geneva. He noted that much media coverage in the West was devoted to Islamic State’s abductions or killings of Westerners or Christian minorities. “The fact that the vast majority of ISIL’s victims are fellow Muslims receives far less publicity. WASHINGTON, MARCH 5 (REUTERS): U.S. Democrat Hillary Clinton on Wednesday broke her silence over a budding controversy involving her use of personal email for work when she was secretary of state, saying she wanted the U.S. State Department to release them swiftly. Clinton’s statement was aimed at cooling a political firestorm over allegations that she inappropriately used her personal email for work while secretary of state from 2009 to 2013. “I want the public to see my email,” the potential 2016 presidential candidate said in a tweet. “I asked State to release them. They said they will review them for release as soon as possible.” The controversy has suddenly put Clinton into trouble just as she is planning to launch a bid for the Democratic presidential nomination in 2016. It has prompted some Democrats to wonder whether someone else should be their candidate to succeed President Barack Obama. The State Department said it will review the emails provided by Clinton “using a normal process that guides such releases.” “We will undertake this review as quickly as possible. Given the sheer volume of the document set, this review will take some time to complete,” spokeswoman Marie Harf said. Clinton’s tweeted statement came hours after a congressional committee investigating the Sept. 11, 2012, attack on a U.S. diplomatic facility in Benghazi, Libya, issued subpoenas for her emails. SEOUL, MARCH 5 (REUTERS): U.S. ambassador to South Korea Mark Lippert underwent two-anda-half hours of surgery after
he was slashed in the face by a Korean nationalist in an attack at a forum held in Seoul on Thursday to discuss Korean reunification,
officials said. Lippert, 42, was bleeding from wounds to his face and wrist but was able to walk after the attack. Doctors said
later on Thursday his condition was stable after “very successful” surgery that required 80 stitches in his face. The assailant was caught and identified by police as 55-year-old Kim Ki-jong. In 2010, Kim tried to attack the Japanese ambassador to Seoul by throwing a piece of concrete and was given a suspended jail term, according to police. Witnesses and police said Kim used a small fruit knife in the attack, which took place inside a large government arts centre across the street from the heavily guarded U.S. embassy on the South Korean capital’s main ceremonial thoroughfare. “We strongly condemn this act of violence,” U.S. State Department spokeswoman Marie Harf said. U.S. President Barack Obama called Lippert to wish him a speedy recovery,
a White House official said. The assailant was dressed in traditional Korean clothing and shouted that North and South Korea should be reunited just before he attacked Lippert. He also shouted that he opposed “war exercises”, a reference to annual joint U.S.South Korean military exercises that began this week. “I carried out an act of terror,” Kim shouted as he was pinned to the floor by event attendees. Kim said while in police custody he had acted alone. South Korea’s Yonhap news agency reported that Kim also said he was part of a group that had cut and burned a U.S. flag on the embassy grounds in Seoul in 1985. Kim is a member of the pro-Korean unification group that hosted the event, police said. He also stages one-man protests against Japan over disput-
ed islands known as Dokdo in Korean and Takeshima in Japanese. He was part of a small anti-Japanese demonstration on March 1 near the site of Thursday’s attack, according to his blog. “The guy comes in ... Doctors at Yonsei University’s Severance Hospital said they treated Lippert for an 11-cm (4 inches) gash on the right side of his face and a puncture wound on his left wrist, causing nerve damage that was repaired. A South Korean defence ministry spokesman said the drills, due to run for eight weeks, would continue as planned. Lippert was a U.S. Senate aide to Obama and served in the U.S. Navy in Afghanistan and Iraq, winning the Bronze Star. The Pandemonium of Dissension
T
he present political quandary in Nagaland is yet another phenomenon which plainly certify that our government can do nothing right. Anything worth mentioning in the good book is either a coincidence or a stray event. Now, the blunt knowledge that cannot be questioned is, the desire to sleep with power is the sole interest of our ‘elected representatives’. Our politicians are the shrewdest of them all. They can concoct any means to slither in and out their despicable lives, and secure their futures from any harm. They perform this task in two insidious ways. Firstly, during the elections money becomes the sole mode of communication between the voters and the candidate. Alcohol does talk, but it requires ‘Gandhi’s head’ to procure alcohol too, so money it is. As if their names are engraved on the Forbes’s Billionaires List they splurge cash ‘here and there’ without any hesitation. Once they form the government this particular act of ‘buying votes’ becomes their trump card. They sit on their ‘pedestal’ seats like they are sitting inside a ‘sound proof’ room as the public choke on the election cash. Their mission accomplished! Public opinion is silenced and then they behave wildly without having to listen to those they should be listening. Secondly, and the foxiest of the two and which also can explain the first reason to a large extent is that, our leaders finely create an environment that offers nothing more than perpetual debts and underdevelopment. When a human life is in debt, in depleted condition, and with no proper means to basic livelihood, ‘real politik’ troubles the mind the least. How to feed the children and provide them proper education, where to get firewood and drinking water, how to pay for one’s
medical treatment; these are the imperatives. Our smart leaders’ brains do not miss this opportunity and they extensively use this trump card every now and again. The unpleasant conditions of frugal livelihood enacted everyday in the towns and villages in Nagaland keep the people’s mind preoccupied. As the public grapple with these ‘living’ issues, our politicians make decisions without including the common people in their agenda. Thus, with a poorly manned and substandard decision-making and implementation, the task of administration becomes a cakewalk for them as public opinion drowns in a sea of impoverishment. Also, the ‘here and there’ fast cash during the elections becomes the manna for the poor people. The objective is that by silencing the public opinion they can play the music of their choice and the public will dance accordingly. It is not in their interest to care about the well-being of the state if the people therein perish in such dilapidated conditions they have created. How cleverly the basic democratic ideals are guillotined! Shakespeare metaphorically likened human life to that of stage actors, wherein everyone comes to play a role and leave. The role played by our politicians should come as amusement for many of us. They play the role of deaf and dumb with élan. It’s like they have four instead of three wise monkeys to gesticulate; see no evil, hear no evil, speak no evil, but do all evil. They can see no ‘evil’ because their means to life are luxury cars, palatial buildings, ‘foreign countries’, and star hotels. How will they see what is really happening down below? They cannot hear anything ‘evil’, since public voice is quashed via the earlier mentioned causes. They can speak no ‘evil’. When there was the border issue with our neighboring state just last
year, did the government speak out on behalf of Nagaland and its citizens? In fact, some prominent leaders were on their way to one of their ‘foreign tour’ as the tension and killing intensified. They do speak a lot during the elections promising bridges where there are no rivers; therefore, once they are empowered they just have to shut up. The fourth monkey represents best our government. Need we engage in more discourses on this? It will be futile to do so. Even a newborn child in Nagaland can feel the pang of wretchedness, if not the immobility and nonchalant disregard for livelihood. As the nation celebrated its 66th Republic Day with pomp and a galore of power, wealth, and weapons, our state wallowed in shallow politics. Frivolous squabbles within the party resonated till New Delhi. Our state government is like a big family with no sense of discipline, and the worse, the family is excruciatingly poor with no objective. Since resources are limited, they have gobbled up everything in lightning speed- they even steal! And therefore they fight with each other to lay their hands on the little that remains. When we were young they taught us not to bite off more than we could chew. This lesson needs to be taught to all our leaders before they take their oaths. To be a minister, to be a Chief Minister, to be a Parliamentary Secretary, or to be anyone in high places requires passion to work, and a high sense of responsibility. Somehow, to our people the word ‘sense of responsibility’ is so foreign that the nearest character they can imbibe is ‘Remain latent!”It is understandable that corruption entails politicians and bureaucrats, but there can also be productive inputs if one so desires. or quite some time, the suspected Illegal Bangladeshi Immigrants (IBI) have been allegedly indulging in various crimes in the state mostly in the commercial hub of Nagaland, Dimapur. An alleged illegal immigrant taxi driver had even flaunted by physically assaulting a local student leader two months back near Chumukedima Check gate. But the worst part is these alleged IBIs have scant respects for women. Today they could rape, molest and murder of women including minors in the state. The IBIs are today engaged in many activities ranging from manual works to major business establishments in the state. In fact, large areas of business activities have been in their hands today. It is understood that there have been genuine Indian Muslims in the state running successful business empires, but unfortunately, their future is increasingly at stake. It is largely because of their inactivity in playing their basic roles in checking those IBIs, because these people used to take their names and banners. Such development has made the issue more confusing and complicated today. The alleged IBI population in Nagaland is found abnormally swelling. In the last few years, there is a dramatic change in the socioeconomic feature of the State. On the part of the administration, they have measurably failed to check IBIs while on the other, the locals have regularly harbored most of these IBIs for employing them as farmers, drivers and domestic helpers. Is it not a mockery that, as per the statement issued by Survival Nagaland (SN) some time back, even a non-local was found possessing a GB association identity card, while there were many fake driving licenses allegedly issued from the DTO Tuensang, DTO Wokha and DTO Zunheboto and surprisingly none of these persons knew anything about driving a vehicle? All the manual works, construction works, taxi driving, rickshaw pulling, cultivation works, mechanical jobs, etc. are mostly done by these immigrants of doubtful identities today. They could run large number of business establishments in Dimapur, the biggest commercial hub of the State and the capital, Kohima. We should not forget that almost all the IBIs are illiterate, deprived of basic lives in their places and are desperate to do anything for their survival elsewhere. Surprisingly, the employers are hardly bothered of the identities of such people. The
undercurrent danger lies here. The large scale violence erupted in Dimapur yesterday in protest against the rape of a college girl by suspected IBI was only expected. In fact, various intelligent agencies had already warned of serious consequences if immediate attention to the illegal immigrant issue in the state was not tackled. Similar violence may occur in many places in the state too because for quite some time, there have been charged campaigns against the IBIs in the state. The seething anger is already there against the excesses committed by these IBIs. Any heinous crime such as rape would only give those who had vigorously campaigning to take on alleged IBIs hands down. The illegal Bangladeshi infiltration into the state has changed its demography and now it has become a serious threat to the future survival of the indigenous people and the internal security problem of the state as well.

Should we clap our hands for them, or should we clap their faces all together? Apropos to this issue, I have mentioned earlier in my article how this present government was formed by renegades. They are generally people without integrity; they come and go as they please; they create ruckus whenever they think it necessary; they think they are answerable to none, and therefore, has the right to implant the seed of division and separation in their sweet time; if they are ‘un-satisfied’ the next best option is to dissent, leave, and form another purposeless group that still cannot do anything better….

Will they realize that our primary education system needs to be re-vamped and the curriculum up-dated, so that it equips our children to tackle the challenges of the present world? Can our universities and academic institutions retain and attract the students’ and check the brain drain? With so much talent in sports and music, can the concerned department and officers’ in-charge open national level schools of Music and Sports to tap and hone the ‘wasted talents’? Will our policy framers and implementers care to up-grade the basic health-care units in the villages and towns? Can our administrative system be a model for other state? Will the government be able to establish institutions that could raise students’ to excel and contribute in science, technology, economy, academics, etc? Most of the primary and middle schools at home has never heard of school toilets. They get rotten maggi noodles for their mid-day meals, when they do get it. Is the government fighting over to rectify such anomalies? There is so much good to contribute, yet, our government is floundering in the puddle of the frivolous. President Obama would say “Yes, We Can!” But it requires dedication, an enterprising mind, visionaries, and those who are not scared to pioneer new innovative ideas. We really do not need any artificial complications and childlike temperaments as we strive to settle in these tempestuous days. Form the Government ASAP, whoever, and kindly do the needful. Day 3 Bamsak: The day is significant with families sharing Hengyi-dom (festival food package) to family members living out of the village. The eve-
ning hours are occupied with male members visiting female dormitories and calling them out by name and having verbal exchanges. Interpretation of dreams follows the next day.
Day 4 Tsingpo nsa: The day is marked with different clan collecting firewood and piling in their respective dormitories and the headman serving dormitory wine to members. In the evening hours, female dormitory members, usually singing soulful ballets visits male dormitories and perform traditional Heba-lia (finger identification), Heriang teu (tug-o-war) and Tsingpo-nsa (firewood snatch). Day 5 Zausa: Merry making in respective dormitories prevails. Day 6; Gwangnim: The final day in which the clan headman (Hegwangme) douses the Mlei-mi (festival fire). Members of the female dormitories collected Kemniebi (sticky rice) from respective households and after cooking shares it with male dormitories as well as each female member including young girls. Post festival events: Regapa: The event after the festival when male members begin agricultural practices of burning their jhum fields and in the process any wild animals and birds killed or captured are gifted to female dormitories. Female members collect meat from their homes and cook in dormitories. Discarded pieces of meat and bones (Hailodum nsa) are collected by younger boys. Gaipia mna: Boys and girls together have recreation and merry making with bride-tobe by singing soulful ballets and conundrum. The bride-tobe along with friends from her dormitory selects a married man to lead during Nta (traditional dances) and gives him mouthful of salt and wine. Responding to swirling rumours saying that DiCaprio, 40, is romantically linked to Rihanna, 27, his representative told the Los Angeles Times that he “is single and has been for some time,” reports aceshowbiz.com. The representative added that DiCaprio had in fact “been focused on shooting” his next film “The Revenant” in Canada “for months". DiCaprio and Rihanna's dating rumours started swirling a few weeks ago, after they were spotted attending a birthday bash at the Playboy Mansion. The makers of controversial Scientology documentary want its actors Tom Cruiseand John Travolta to address the abusive claims after the documentary is facing the heat of Scientology. Scientology has slammed the documentary as "dishonest" and based on accounts by "admitted liars and professional anti-Scientologists", People Magazine reported. In a statement to the magazine, the Church blasts the film as "propaganda" and says it had long fought against the kind of bigotry and religious hatred that director Alex Gibney and writer Lawrence Wright aim to incite. Gibney explained why the actors were included in the documentary at a recent discussion panel saying that the fact was that the actors were the front of the church and they were the reason a lot of people joined, particu-
larly Cruise now. Gibney continued that the actors have a recruiting power that was enormous and to put in the film the fact that they are abusing the power they have by not talking out about the church or not even exploring the abuses he thought was absolutely necessary.

overnment censors have said they will not allow the big-screen adaptation of erotic novel 'Fifty Shades of Grey' to be shown in cinemas, a decision most had anticipated in the largely conservative country. The chief executive of the Central Board of Film Certification, Shravan Kumar, declined to say why the panel refused to approve the film adaptation, but said Universal Pictures, the Comcast Corp unit that released the film, could appeal the decision. A Universal Pictures source familiar with the review process said the board had objected to some of the film's dialogue, even after the studio made voluntary edits to the film to tone down its sex scenes and removed all nudity. The film first opened in February and has grossed at least $400 million in global sales. However, for some countries the kinky storyline was too much: Malaysia, Indonesia and Kenya have banned 'Fifty Shades' from their theatres, largely because of its sexual content. The film's distributor, Comcast Corp is also not pursuing a theatrical release in China, the
world's second-largest film market, where the censors tend to ban sexually explicit films. The Universal Studios source said the studio had already approached the relevant committee at the central board to make its appeal. The source declined to be identified as he is not authorised to speak to the media about the censorship process. The movie version of the bestselling 2011 novel stars Jamie Dornan and Dakota Johnson as a couple in a sadomasochistic relationship. India's censor has received much criticism in recent months. But I can’t speak much about the release in detail as yet.” The makers recently released the trailer of the film which looks quite promising. B'desh beat Scotland by 6 wickets Tamim Iqbal scored 95 to steer Bangladesh’s largest successful run chase in one-day international cricket as it beat Scotland by six wickets to keep alive its quarterfinal chances at the World Cup.
naPier, March 5 (reUTerS): Tamim Iqbal came agonisingly close to scoring Bangladesh's first World Cup century as his side completed a six-wicket win over Scotland in their Pool A clash at Saxton Oval in Nelson on Thursday. Iqbal scored 95, while Mohammad Mahmudullah (62) and wicketkeeper Mushfiqur Rahim (60) also contributed as Bangladesh achieved 322-4, their highest successful run chase in one-day internationals. Shakib Al Hasan (52 not out) and Sabbir Rahman (42 not out) guided Mashrafe Mortaza's side home with 11 balls to spare to cap off the perfectly timed run chase. The victory put all the pressure on England for their showdown with Eoin Morgan's side on March 9 in Adelaide, with Bangladesh now on five points and level with third-placed Australia, while England have two. Both have just two games remaining to play.

Scotland had been well placed to achieve their first World Cup victory, days after throwing away the opportunity against Afghanistan, after Kyle Coetzer had scored a career-best 156 in his side's 318 for eight. The 30-year-old's innings was the first World Cup century by a Scotland batsman and also the highest score by someone from an associate nation at the global showpiece. It also ensured his team posted their highest score against a test nation. Coetzer, who was named man-of-the-match, shared in a 141-run partnership with captain Preston Mommsen (39) and 78 runs with Matt Machan (35) to anchor the innings. Scotland enjoyed their third 300-plus score in oneday internationals, having also achieved the mark against Ireland in 2011 and Canada in 2014. Bangladesh's run chase was hampered before they even took the field with Anamul Haque ruled out after he dived to prevent a boundary in the 31st over and appeared to dislocate his right shoulder. He was immediately treated by medical staff but did not re-appear on the field during the remainder of Scotland's innings and was sent to hospital for scans. Television showed him in a sling with an ice bag strapped to his shoulder. He was not needed as his team mates never looked in desperate trouble against Scotland's attack despite some nervous moments after Mushfiqur holed out to Calum MacLeod at long-on with 72 runs still needed for victory. Shakib and Rahman however calmly ticked off the runs with the occasional big shot mixed with singles to achieve the win.

Gayle hints at retirement from Test cricket PerTh, March 5 (ianS): West Indies opener Chris Gayle has hinted at the possibility of retiring from Test cricket if his recurring back problem cannot cope with a tight international schedule. Gayle said he plans to assess his future after the World Cup when he meets with West Indies Cricket Board (WICB) officials. However, he says his passion for playing Test cricket remains, reports CMC. "I do (feel passionate about playing Tests), to be honest with you. It is just that lately this back problem has kind of pushed me away a bit from Test cricket. To be able to go five days, it has been tough," Gayle said. The West Indies are due to play three Tests against England in April-May, two against Australia in June, three against Sri Lanka in October and again against Australia in December. Unconfirmed reports even suggested that they might return to India to complete their abandoned tour.
“I haven't sorted my situation yet, which is the back problem. That is another concern because I've been playing cricket straight on the road and really didn't get a chance to spend the time and give the back as much time to heal," Gayle pointed out. Gayle, 35, has played in only 18 of the 41 Tests the West Indies have contested since March 2010. He could not finish his last match against Zimbabwe at home in September owing to the lower back injury which also ruled him out of the Test series in South Africa preceding the World Cup. "After the World Cup we will see what happens. Where Chris Gayle will actually head. Or you can sit and discuss and work out how we go about playing for West Indies cricket," he said. Gayle has played 103 Tests with an average of 42.18 including 15 centuries and 37 fifties. However, he will be seen in action against India in a World Cup Pool B game at the WACA here on Friday.

PerTh, March 5 (agencieS): Events over the last two days relating to a tiff between vicecaptain Virat Kohli and a senior Indian journalist have dominated news space, but Friday's Group B fixture against the West Indies presents India with an opportunity to shut out the distractions and continue their unbeaten run in the tournament. It was expected that whatever transpired in Perth over the past two days would be the talking point when an Indian player attended the media interaction ahead of their game at the WACA ground. But as has been the practice, India sent out to the Man of the Match from their previous match, R Ashwin, for the pre-match press conference. Ashwin's pragmatic interaction with the media meant the conversation largely focused on the game at hand and his performance in the previous game against UAE here, where he took career-best figures of 4 for 25. The offspinner's improving form in the tournament has given India more control in the middle overs where he has flourished by attacking the batsmen.
Pace bowler Mohammad Shami, who was rested for the previous game against the UAE continued to bowl at the nets, suggesting that he may return to take his place, but whether India would sacrifice Bhuvneshwar Kumar, who had returned from an injury to feature in the game last Saturday, remains to be seen. Bhuvneshwar boasts of a strong record against the West Indies, particularly Chris Gayle, whose threat continues to linger with the big Jamaican having recently smashed the first double century in World Cup history. Predictably, it should be the only area of selection where the Indian team management may have a long discussion about, as the rest of the bowling as well as the batting has impressed in the last three matches. While the top order have been amongst the runs consistently, the likes of MS Dhoni and Ravindra Jadeja in the lower middle order haven't spent enough time in the middle, and against Pakistan and South Africa they were unable to kick on after the top order had set it up for them. But with head coach Duncan Fletcher having re-
joined the team, India would look to him as they hope to improve on that aspect of their game. The West Indies, on the other hand, have enjoyed a long rest since their arrival in the city, and save for the odd practice session, have been limited to watching the action from their Group. A heavy defeat to South Africa has meant the West Indies can't afford any more lapses to stay in contention for a spot in the quarter-finals and the game against India will put them under extra pressure. Gayle's back troubles have meant the batsman takes limited part in the team's practice sessions and after a light hit in the nets at the Murdoch University ground on Tuesday, he was seen having a long conversation with chairman of selectors Clive Lloyd, away from the rest of the team. Having given an interview about reconsidering his Test career, he may have been picking Lloyd's brains on reinforcing his belief after the mauling his team received at the hands of South Africa. West Indies captain Jason Holder has fond memories of the
WACA ground since he made his international debut here, but knows an opposition like India could easily trip them up. Holder was taken apart by AB de Villiers in the game at the SCG, and how the captain comes back after giving away 104 runs from his 10 overs will speak volumes about his character at the end of Friday's match. Kemar Roach was rested for the previous game but the conditions at the WACA may prompt the West Indies to include him in the side. On both days of the West Indies training, their bowlers were seen practicing death bowling with diligence with the likes of Roach, Jerome Taylor and Andre Russell sending down numerous deliveries to get their yorkers right. The West Indies have crossed the 300-mark in three out of their four matches but their bowlers have also consistently given away runs to make matters tough, and against India on Friday, they would be guarding against a repeat of their SCG performance. India would be mindful of that, and will look to target their bowlers, particularly their 23-year-old captain.

London, March 5 (aP): Chelsea eked out a 1-0 victory at West Ham to stay five points clear in the Premier League on Wednesday, with the top five winning on a night English football held its breath after another player collapsed at White Hart Lane. Eden Hazard headed in a first-half goal for Chelsea at Upton Park before the leaders rode their luck to stay on course for a second trophy this season to go alongside the League Cup they captured on Sunday. "My team were brothers on the pitch and that is important if you are to win the most difficult league in the world," Chelsea manager Jose Mourinho said. Second-place Manchester City stayed in touch with Chelsea by beating Leicester 2-0, although goals by David Silva and James Milner masked an unimpressive display by the champions, who dropped captain Vincent Kompany. Chelsea has a game in hand. Behind the top two, the race for Champions League qualification remains tight following victories for Arsenal, Manchester United and Liverpool that kept the teams separated by three points. Seventh-place Tottenham also won, beating Swansea 3-2 in a match that started in alarming circumstances when Swansea striker Bafetimbi Gomis collapsed in the center circle in the seventh minute. White Hart Lane fell silent as Gomis received treatment by medical staff,
before being carried off and taken to hospital as a precaution. The France striker, who has a history of fainting during games, said hours later that he was "feeling well" and that he was stressed and suffering from fatigue because of his father's health. Gomis fell to the ground in a similar area of the field to where Fabrice Muamba suffered a cardiac arrest playing for Bolton against Tottenham in an FA Cup match in 2012. Man United left it late against Newcastle as Ashley Young capitalized on goalkeeper Tim Krul's error to score an 89th-minute goal in a 1-0 win. With its home form imperious under Mourinho, Chelsea is closing in on the title and a trophy double in the Portuguese coach's second season in his second spell in charge. Hazard has been one of the team's best players this season and he was the difference against West Ham, meeting a cross by Ramires with a header from what looked to be from an offside position. Chelsea relied on some great saves from Thibaut Courtois to preserve the lead. "It was not the best game to play after the final," Mourinho said. "The final is more than a game, because of tension, pressure and emotions. Some periods (against West Ham), we had to defend with everything." Kompany started on the bench after a number of below-par displays at center back, but City still struggled against a team bottom of the standings. Silva pounced from close range to put City ahead after an unconvincing start at Etihad Stadium and Milner came off the bench to settle nerves in the 88th minute. After losses to Barcelona in the Champions League and Liverpool in the league, City manager Manuel Pellegrini said: "I think always when you don't have the result, you need the next game is very difficult. That is why the most important thing was to win the three points."
