Work, the biggest challenge facing women globally LONDON, MARCH 7 (THOMsON ReuTeRs FOuNDATION): The world would be a better place for women if they had access to more and better quality jobs, according to a street survey of women and men in 10 countries in Europe, the Americas, Africa and Asia. Ahead of International Women’s Day on March 8, the Thomson Reuters Foundation asked about 100 people in Britain, Italy, the United States, Ethiopia, Kenya, Senegal, India, Thailand, Brazil and Colombia what they saw as the biggest challenge for women. The answers varied from concerns over violence against women to an unfair share of housework but the overwhelming concern was employment - that women had equal access to jobs, equal pay, and the flexibility to juggle work with raising children. “For any woman having a better life means having a good job. This will make life better - work, a job and a salary to take care of herself and her dependents,” said Yolradee Saiemi, 44, a jewellery seller at a Bangkok market. Abdoulaye Diop Ndao, 26, a security guard in Dakar, Senegal, said life was difficult for women in Senegal. “They wake up early to find work, to buy fish and vegetables to sweep and sort out the house. If we give women good jobs, create businesses for them, we can

help our families,” he said. “The biggest problem here is employment. They don’t have an adequate job. Or they are hustlers,” said Richard Kiarie Lutta, a bus driver in Nairobi, Kenya, aged in his 30s. “The world would be better for women if they have a good job.” Fewer women than men work globally, with about half of working age women in jobs in 2015 compared to 76 percent of men, according to figures from the International Labour Organization. Women are paid less in most countries, earning on average only 60-75 per cent of men’s wages, according to the World Bank. DEADLY VIOLENCE Women also bear disproportionate responsibility for unpaid work, devoting up to 3 hours more a day to housework than men and up to 10 times more to care for children or the elderly, according to World Bank figures. “Today everything, all work is done by women. At home and at outside, women have do everything,” said Kajol Jaidev Leela, 18, a street vendor selling handicrafts in New Delhi. Natalia Cortes, 27, a microbiologist from Bogota in Colombia said the amount of work at home was holding women back. “The responsibility of the family falls a lot on women and that doesn’t

March 8 is International Women’s Day Unlocking women’s potentian key: Nagaland Gov DIMAPuR, MARCH 7 (MexN): Nagaland Governor, PB Acharya today stated that unlocking the full potential of women is a key to achieving the Sustainable Development Goals, including ending poverty, promoting inclusive and sustainable economic growth, reducing inequalities within and between countries, and achieving gender equality and empowerment of all women and girls. Stressing on the several challenges that are plaguing issues of women rights in the country, he said that “we need to address the challenges in a proper manner so as to empower women and also to wipe out the discrimination against women.” In a message to commemorate International Women’s Day, the Governor called upon educated people to be conscious of the positive impact of gender equality. “There is a need for change in perception

allow them on many occasions to develop themselves professionally,” said Cortes. Violence against women also remained a major concern. “If people start understanding that women are not objects, it would be a better place for everyone,” said Manish Sharma, 39, a telecom manager from Mumbai, India. “Women cannot travel anywhere ... (but it’s) very necessary not only here in Delhi, but anywhere in India, anywhere in the world they can go anywhere freely without

any disturbance,” said Jaideep Bindra, 24, a chemical engineer in New Delhi. In Brazil, where studies show a woman is killed every two hours and assaulted every 15 seconds, violence was also cited as a major challenge. “During carnival there have been many reports of violence against women. Women need to struggle for respect, equality, (and) feminism,” said Tássia Gomes, 27, a firefighter, in Rio. But both men and women highlighted the need both sexes to work to-

735 signatories appeal for 33% NNPGs Working Group calls for ‘practical political steps’ women’s reservation in UlBs DIMAPuR, MARCH 7 (MexN): A petition for the implementation of 33% reservation for Naga women in the Urban Local Bodies (ULB) has been submitted to the Prime Minister of India, Chief Minister of Nagaland and various other bodies. They include the Nagaland State Commission for Women, Naga Peoples Movement for Human Rights, National Commission for Scheduled Tribes (India), The Committee on the Elimination of Discrimination against Women (CEDAW), UN Women: United Nations Entity for Gender Equality and the Empowerment of Women, Commission on the Status of Women (UN), Asia Indigenous Peoples Pact (AIPP), and the International Work Group on Indigenous Affairs (IWGIA). The petition has 735 signatures supporting Naga women’s rights to participate in ULB elections as per the constitutional provisions and as directed by the Supreme Court of India, informed a press release. These signatures were collected across North America, Australia, India, Canada, Europe, and the African nations. They appealed to the Naga community and the respective state and central government bodies to “recognize the impor-

tance of a gender inclusive political participation.” “Given the political and society history of Naga society (in Nagaland), all the signatories affirm that the 33% reservation is a necessary affirmative action,” the statement said. It asked the Government of India to “refrain from granting exemption to the State of Nagaland from Part IX A of the Constitution if such application is put forth,” and demanded that the state government of Nagaland to immediately resume the Urban Local Body (ULB) election procedure and schedule a date at the earliest, while ensuring the safety of the women candidates and voters. It further appealed to the civil societies to set up a citizen inquiry committee consisting of women’s rights activists, lawyers, academics, civil and political rights organisations, policy makers and citizens to investigate the violence that has caused death, destruction of property and immeasurable suffering to Naga society. The petition also proposed a public debate and discussion on customary law in Nagaland, “keeping the focus on women’s active political participation, particularly in Naga civic and customary bodies.”

Morung Express News Kohima | March 7

Two persons had a narrow escape today after the vehicle they were travelling in was pinned to the ground by a truck which fell on the smaller vehicle. The accident occurred around 5:00 pm near the Kohima Orphanage and Destitute Home about 6km from Kohima town. As per the Traffic police, the truck loaded with scrap bottles was heading towards Dimapur when it reportedly lost control and tipped over on its side. It fell on

an oncoming Mahindra Bolero trapping the occupants inside. In the Bolero was a Joint Director of the Information & Public Relations, Nagaland and his wife, the Traffic police said. The official, who was on the wheel, was trapped in the pinned Bolero for nearly an hour before heavy machinery could be requisitioned to remove the fallen truck. Both the victims were rushed to a hospital in Hospital, where their condition was stated to be “out of danger.” The occupants of the truck reportedly absconded from the scene.

DIMAPuR, MARCH 7 (MexN): The working group of five Naga National Political Groups (NNPGs) today issued a statement appealing to the tribes of Nagaland state in particular and all Nagas in general to “prepare themselves for greater responsibilities in the near future.” A press note from the NNPGs Working Group, while referencing recent statements made by Union Home Minister, Rajnath Singh; Minister of State, Kiren Rijiju and Prime Minister, Narendra Modi regarding the Framework Agreement, inferred that “integration of Naga lands would not happen now or in the near future.” It therefore questioned how the Government of India could “even think about apolitical solution in Nagaland without in-

volving the Naga National political groups of mainland Nagaland.” It further pointed to the statement of the GoI Parliamentary Standing Committee that “solution to the Naga issue will have to be found by taking on board all Groups (stakeholders),” and that neighboring states must be consulted before any solution. The Working Group said it would be unwise to “entrust the state governments of Manipur, Assam or Arunachal Pradesh to decide the destiny and future of Nagas of mainland Nagaland.” “With integration issue set aside, will the GOI call upon neighbouring state governments to decide the existence and future of Nagaland and its inhabitants?” it questioned. The NNPGs Working Group made clear that

any acceptable solution and arrangement that fulfils the aspiration of Nagas of Manipur would not be opposed. It however informed the GoI that the territory of present Nagaland state “should not be infringed at any cost nor transplant population from beyond the boundary into present Nagaland state while arriving at a solution with NSCN (IM).” “The people of Nagaland are not fools and they will respond where and when necessary. The GOI must initiate prompt steps to finalize acceptable solution for Nagas outside the present Nagaland state,” it added. The Working Group acknowledged that the Naga people are scattered across Myanmar, Manipur, Assam and Arunachal Pradesh. It added that “in order to pursue our rightful

place among nations of the world, indigenous Naga brethren across length and breadth of Myanmar and India must understand that if physical integration of Naga areas is not possible at a present time, for practical and technical necessity, it demands the GOl and Nagas of mainland Nagaland to arrive at an honourable and acceptable political solution while maintaining emotional integration with Nagas across artificial boundaries.” The present Nagaland state, it stated, “is the cradle of Naga political struggle,” and called for “idealism, gross political assumptions and historical errors” to be corrected through “practical political steps.” It further cautioned that the “longer the Gol hold the people’s will at ransom, the people of Nagaland shall not rest.”

gether to improve the lives of women. “African men have never gotten the fact that what men can do, even women can do better. So that’s one major problem here in Africa,” said Paul Kiarie, 34, a Nairobi taxi driver. “One change needs to be people’s mentality – to take women seriously, wherever: in jobs, business, politics, everywhere. If they would take us seriously we would advance more,” said Yeshi Woldehiwot, 52, who owns a leather goods shop in Addis Ababa.

towards women and society would benefit most only if women are treated equally and not deprived of their rights. Equality should be for all, regardless of gender, age, race or nationality, where everyone should command the same respect, and enjoy the same opportunities,” he added. The Governor also noted that Naga women are “second to none and have been contributing towards the progress of the society in every field.” He called upon the people to “remind one’s self that empowerment of women and equality; liberty and dignity are sacred rights of women and also maintained that gender equality is the need of the hour.” He further asked the people of Nagaland to uphold women’s achievements, recognise challenges and to focus greater attention on women’s right and gender equality.

70 year old angler from Scotland The Tizu River Angling Festival saw its first participant from a foreign country with Derek Mackay, a 70 year old angling enthusiast from Scotland, attending the festival. Anglers from within the state, Karnataka and Assam too participated in the festival. Mementos, Certificates and cool angling gift hampers from the sponsors, were distributed to all participants. Derek Mackay, from Scotland, pretty sums up about the festival when he said “I am 70 years old and have fished and travelled around the world, but this is by far my best experi-

ence, the welcome, the hospitality and the experience I had during the past 2 days is the best and I will always treasure it.” About Tizu River The Tizu River is one of the major rivers of Nagaland and a unique river in itself. Unlike most rivers, the Tizu originates from the state, flows into Myanmar, joins the Chindwin and then the Irrawaddy instead of the Brahmaputra. This river is a home to the Mahseers and mountain trout besides the many other fish species found in the river. The Tizu River and the surrounding area were a sight to behold. It got its unique topography, from the crystal clear water, rocky mountains, pine trees on the mountain tops, unique tall bamboos which lines the river bank to the wild palms which grows across the slopes and the migratory wild geese/duck making a fly pass along Tizu River every few minutes.

All eyes on Sharmila-Ibobi clash as Manipur votes in second round

IMPHAL MARCH 7 (IANS): All eyes will be on Thoubal, where Chief Minister Okram Ibobi Singh faces a five-cornered contest that also features human rights activist Irom Sharmila, as 22 constituencies will vote in the second and final phase of the Manipur assembly polls on Wednesday. Sharmila, who ended a 16-year-long fast to press her demand for the revo-

cation of the Armed Forces (Special Powers) Act, 1958, last year, has now entered politics promising to repeal the legislation through constitutional means. Though her People's Resurgence and Justice Alliance (PRAJA) party is contesting only three of the 60 seats in the assembly polls, the 'iron lady' has claimed she was aiming to become the Chief Minister.

Sharmila has been going door to door to canvas for votes, but her opponents have claimed that it would be a Herculean task for the rights activist to get to the assembly from Thoubal, where many consider the Bharatiya Janata Party's Leitanthem Basanta Singh as the main rival to Ibobi. The Chief Minister won by over 10,000 votes in the previous polls, and is spar-

ing no effort to woo the voters this time around. Ibobi has been the chief minister for 15 long years heading a Congress government, but the BJP seems to have emerged the main challenger. Carrying out a high-pitched campaign, the party roped in Prime Minister Narendra Modi and a host of other Union Ministers for electioneering. The 22 seats cover the dis-

trict of Thoubal and the hill districts of Ukhrul, Chandel, Tamenglong and Senapati. The total number of electors is 7,59,369 and 1,151 polling stations to choose their nominees from among 98 candidates. Four of these are women. As per the Election Commission diktat, the polling stations would be exclusively manned by the central paramilitary personnel.

Tension in Assam town following clash, vandalism

GUWAHATI, MARCH 7 (IANS): Tension prevailed in Silapathar town in Assam on Tuesday after members of a linguistic minority organisation attacked and vandalised the office of the All Assam Students' Union (AASU) on Monday. Dhemaji district administration on Monday imposed night curfew and the Army carried out a flag march in and around

the town on Tuesday to instill confidence among people. A rally by Nikhil Bharat Bengali Uddastu Samannay Samiti (NBBUSS) turned violent and hundreds of its members raised slogans against Assamese people and the Assam Accord before attacking the AASU office in Silapathar. The NBBUSS members also vandalised

some shops and attacked passersby in the rally. They also clashed with the police. "The situation in Silapathar is under control now and the police have arrested nine people so far for their alleged role in the violence," Assam's Parlia-

the speech of NBBUSS President Subodh Biswas and some other leaders and action would be taken against them if the speeches were found to be inciting in nature. The AASU in an FIR had named 5 persons for their role in the violence.

THE MORUNG EXPRESS

India may mandate local steel use for govt projects NEW DELHI, MarcH 7 (rEutErs): India may soon mandate the use of local steel in government infrastructure projects worth billions of dollars, sources said, pitching it as a WTOcompliant protectionist measure aimed at further cutting cheap imports, mainly from China. The government expects the move to boost sales of local companies such as JSW Steel (JSTL. NS) and Tata Steel (TISC. NS), and eventually attract global steelmakers such as ArcelorMittal (ISPA.AS) and POSCO to invest in the country, five steel ministry sources told Reuters. India, the world’s third largest steel consumer, has budgeted a record $59 billion for 2017/18 for steelintensive infrastructure projects such as ports, roads, railways and power. “The preference in procurement will enhance demand and thus production. Definitely it is ‘Make in Steel’ and thus ‘Make

ment on Tariffs and Trade of the World Trade Organisation, allowing an exception to “procurement by governmental agencies of products purchased for governmental purposes and not with a view to commercial resale or with a view to use in the production of goods for commercial sale”. Abhijit Das, head of the New Delhi-based thinktank Centre for WTO Studies, said the provision had been invoked by the United States in the past and India could do the same. The protectionist move would, however, shrink foreign companies’ sales in the world’s fastest growing steel market. Japan has already threatened to take India to A worker cuts a metal pipe inside a steel furniture production factory in Ahmedabad. the WTO over some recent (REUTERS File Photo) steel restrictions. in India’,” Steel Minister acceptable norm.” national trade laws, but InChaudhary Birender Singh Analysts said a similar dian officials say their plan BOOST PRODUCTION, told Reuters. proposal by U.S. President will fall within WTO rules. Modi, under pressure to create millions of jobs, wants steel to contribute heavily to the government’s target of raising the share of manufacturing in the economy to 25 percent by 2022 from 17 percent now, according to a steel ministry

document seen by Reuters. “In the absence of domestic capacity, India would have to largely rely on China for its steel requirement since it is the only country with adequate surplus capacity to meet India’s requirement,” said the document. “For a strategic product like steel which has uses in defence and infrastructure sector, this is a worrying proposition.” DEBT BURDENS Most Indian steel companies are so saddled with debt, however, that largescale expansions will be difficult, analysts say. The steel industry contributes 29 percent of overall banking sector bad debt of around $135 billion, according to government data. Most companies have reported losses as prices fell after imports into India more than doubled to 13 million tonnes in 2015/16 from the levels of 2013/14. China contributed to more

than a third of the imports. Following some restrictions on imports, April-toJanuary shipments into India fell a third to around 6 million tonnes. “The steel ministry has found an innovative way of clearing the bad debt by ensuring procurement,” said one of the sources. “When we say we will give preference to Indian steelmakers, the fence-sitters (among foreign steelmakers) will gear up to start investing in India.” Global companies including POSCO have made multiple field visits over the past few months but have not committed to any new projects in India. Steel ministry officials have also unsuccessfully courted Hyundai Steel (004020.KS), including offering them a strategic stake in SAIL’s money-losing units, over the past months. POSCO and Hyundai Steel declined to comment about their India investment plans.

Job creation vital for India to escape middle-income trap Nokia 3310 variant with NEW DELHI, MarcH 7 (IaNs): The Indian economy has been witnessing a flux of good news lately. The GDP growth for the October-December quarter stood at 7%, beating all expectations of the negative impact of demonetisation. Stock markets hit their highest in two years, and the rupee stood at a three-month high. However, scepticism over the true reflection of the demonetisation impact in growth figures has been widespread. Japanese financial holding company Nomura rightly pointed out that the figure fails to capture the negative impact on the unorganised sector as it is largely based on organised sector data. Nevertheless, obsession with GDP growth is a colossal fallacy in a country where the employment elasticity has fallen drastically from around 0.3 in 2007 to 0.15 in recent times. In simple terms, economic growth of one per cent leads to an employment growth of merely 0.15%. However, in a continuation of the spate of good news for the Indian economy, the country’s unemployment rate halved from 9.5% in August 2016 to 4.8% in February.

Therefore, regardless of the validity of GDP figures, jobs are being created in the economy. The government’s efforts to generate employment opportunities in rural areas seem to have been paying dividends. The MGNREGA explains quite a significant part of the 50% drop in unemployment. Households demanded/allocated work under MGNREGA has increased from 8.3 million to 16.7 million during the period. Again, these figures need to be taken with a pinch of salt. First, a sharp decline in unemployment just before election season can be a short-term gain owing to populist tactics of the contesting parties. The fact that the sharpest decline in unemployment was registered in Uttar Pradesh - India’s most populous and politically significant state -- validates this claim. Second, it must be recognised that MGNREGA is not a long-term solution to India’s unemployment problems. The programme is a refined version of Keynes’ suggestion for the government to pay people to dig holes and fill them up during a recession. MGNREGA does the same to generate jobs for sustenanceduringperiodsofunemploy-

ment. The scheme does not solve theissueofemploymentbutmerely kicks the can down the road. These figures also appear less worthy of celebration in the light of the ominous signs brewing on the horizon of the Indian economy. The first cause of worry arises from the protectionist stance of the newly-elected Donald Trump government in the US. In Trump’s first address to Congress, he re-asserted his intent on increasing import tariffs. Almost 16% of Indian exports are to the US, which is higher than any other country in the world. Therefore, India’s export sector is bound to lose jobs if Trump’s plan materialises. Moreover, a bill has been introduced in the US Congress to penalise companies that outsource call centre services overseas by making them ineligible for government grants and loans. Such a move will have a huge negative impact on the IT and business process outsourcing (BPO) jobs in the country as the US accounts for 62% of exports in the sector. The trend has already begun as the sector lost around 16,000 jobs in the July-September period last year.

that are sustainable in the longrun and can cope with the rapidly-changing trends in the global and domestic economy. To begin with, India needs to focusonpoliciesthatlinkGDPgrowth with job creation so as to improve employment elasticity. Such a link is highest in the manufacturing sector.Revivingmanufacturinggrowth can be the key to the country’s perpetual problem of jobless growth. This can be brought about with a policy focus on the growth of small and medium enterprises (SMEs). During 2005-12, 70% of job growth in India came from SMEs. The budget for 2017-18 has proposed tax breaks for MSMEs to enable their growth. However, more structural reforms in its factor markets are called for, along with a streamlining of regulations. An integrated action plan to tackle the issue of job creation is necessary to get India out of the middle-income trap. Any sense of complacency and self-appreciation in the government due to the seemingly positive economic outcomes can be inimical to the country’s interest in the long run; a long run in which we won’t be dead enough to escape the misery. std code: 03862

The second cause of concern is a looming jobs crisis in 3 leading service sectors of the country -- IT, telecom and BFSI (banking, financial services, insurance) -due to domestic dynamics. Automation is the biggest threat to jobs in India as recently pointed out by Infosys’ Vishal Sikka. The impact might not be felt immediately but can become a real cause for concern in a few years as Moore’s law takes its toll. The IT sector will be the most affected due to automation. On the other hand, consolidation of the telecom and BFSI sectors will result in further job losses. Both the industries are maturing at an unprecedented pace as big mergers take place. Such mergers, like that of Vodafone and Idea, will result in economies of scale and, hence, a lower workforce requirement. The underlying reasons for the drastic fall in unemployment across the country and the dismal prospects of job creation in the future give us no reason to be euphoric about the litany of positive economic signals that are being received lately. On the contrary, the above-cited factors call for a serious effort to create jobs

NEW DELHI, MarcH 7 (agENcIEs): The rebirth of Nokia 3310 has met with a lot of rekindled interest and buzz. The feature phone with a budget price tag is expected to launch in various markets around the world soon. Now, a firm from Russia has created a premium variant of the Nokia 3310 (2017) made with gold and titanium materials, complete with the Russian President Putin’s face embossed at the back, along with a quote from the national anthem of the country. The new Nokia 3310 Supremo Putin variant comes in black with gold plating, dotted titanium housing, and Putin’s face in gold on the back. Right below it is the national anthem embossed on a gold plate for stringing the patriotic chords of those with lots of disposable cash. The premium Nokia 3310 made by Russian firm Caviar is priced at a whopping RUB 99,000 (roughly $1,700 or Rs. 1,13,200). The home button bears the Russian Federation’s coat of arms. Caviar is known to make design-heavy versions of iconic phones, and Nokia 3310 has made it to the list. Presumably, this variant will be made available in Russia only. All the specifications and internals will remain the same. HMD Global’s Vice President India, Ajey Mehta told Gadgets 360 that the launch of the Nokia 3310 will happen sometime by the end of May in India. TaHaMZaM

National Rurban Mission launched in Pedi cluster of Peren TR Zeliang urges to work together to make the mission successful

Peren, March 7 (Mexn): Chairman, Democratic Alliance of Nagaland (DAN), TR Zeliang today launched Shyama Prasad Mukherji Rurban Mission (SPMRM)/ National Rurban Mission (NRUM) under the Department of Rural Development at Pedi (Ngwalwa), Peren. The mission aims to develop cluster of villages that preserve and nurture the essence of the rural community life with focus on equity and inclusiveness without compromising with the facilities perceived essentially urban in nature, thus creating a cluster of “Rurban Villages,” according to a press release received here. Zeliang said under this mission, every Rurban cluster will be developed as a project comprising components covering training linked to social activities, developing skills and local entrepreneurship and providing necessary infrastructure amenities. He said Pedi (Ngwalwa) cluster under Peren district was

selected in the first phase as the area is compact, hence no problem in supervision and implementation. Elaborating on the programme, Zeliang said the projects will be implemented over a fixed timeframe of three years by integrating and converging the implementation of project components. In this, he called upon the RD

department, the line departments and the selected villages to collectively work together focusing on sustainable items while starting the projects and to focus on the benefit of all villagers. He reminded that if the mission fails in the first phase, it will not be able to continue in the rest of the districts. Therefore,

he urged all village councils, VDBs, women hohos, youth, SHGs and the villagers to work together to make the mission a success instead of only depending on the Nodal department and allied departments. “If the program is a success here, there will be no problem in covering the entire State under Rurban in the next phase,”

Peren, March 7 (Mexn): Several NPF legislators today claimed that TR Zeliang still enjoys the support of the Assembly, but he was compelled to step down from his chair by violent mobs who demanded his resignation within a specific period of time. He had gracefully resigned for the sake of peace and harmony in the society, they stated. Attending the launching of the National Rurban Mission at Pedi (Ngwalwa) in Peren district this morning, Chotisuh Sazo, Minister for PHED, said the 60-member house supports the leadership of TR Zeliang but he “sacrificed for the sake of peace and harmony in the society,” informed a press release he stated. Zeliang also lamented that the State is not yet self sufficient because the schemes do not reach the people and projects are not being implemented properly. He called for a change in “our” mindset for development so that the cluster project will not be a failure. The DAN chairman was accompanied by host of

from Media & Press Bureau, NPF. Meanwhile, Parliamentary Secretary for Law & Justice, and SIRD Er Picto Shohe said he along with the other 59 members of the Assembly support the leadership of TR Zeliang but due to “outside forces” he had to vacate the chief minister chair. “For no fault of TR Zeliang, he had been replaced by forces from outside the Assembly,” Er Picto stated. Minister for RD and REPA CL John, expressed, “I am hopeful that one day or the other, TR Zeliang will come back to lead us. Do not be disappointed that he has resigned, because in a year or so, elections are due and I am confident that he shall return to occupy the seat he has just vacated.”

ministers and parliamentary secretaries. Minister for Rural Development and REPA, CL John, who graced the occasion as the guest of honour, thanked the former Chief Minister under whose leadership the scheme was brought in Nagaland. He urged the villages concerned to take this as an opportunity to grow as a

Further, Parliamentary Secretary for Youth Resources & Sports Khekaho Assumi said the people of the district (Peren) should not be disappointed since “there always is another day and we do not doubt for a moment that TR Zeliang would come back to head the State sooner or later.” He rued there were some elements in the district who openly demanded that TR Zeliang step down “even when he was not at fault since the decision to hold elections to the ULBs with 33% reservation was a collective decision where even Parliamentary Secretaries were invited to meetings and their opinions sought on the matter,” the release added.

community, bond with one another and come together to uplift and develop their villages into a fully self sufficient one. Highlighting on the significance of Rurban, Secretary, RD, Kelei Zeliang informed that the Union cabinet chaired by Prime minister of India approved the Shyama Prasad Mukherji Rurban Mission

on September 16, 2015 and further launched it on February 21, 2016. Out of the 20 sub districts in Nagaland, Pedi (Ngwalwa) cluster under Peren district was approved in the phase 1. The villages under Pedi cluster are Heningkunglwa, Ngwalwa village, Ngwalwa Hq, Gaili, Gailinamdi and Punglwa.

#BE BOLD FOR CHANGE# 170 Years to Gender Parity?…33% Reservation…?

T

his year’s International Women’s Day is being celebrated under the theme “Be Bold for Change” calling to action for accelerating gender parity by creating a more gender-inclusive world. It comes at a time when millions of women and groups around the world have already been taking a firm stand against inequality and injustice. Last year, organizations and individuals around the world supported the “Pledge for Parity” campaign and committed to help women and girls achieve their ambitions; challenge conscious and unconscious bias; call for gender-balanced leadership; value women and men's contributions equally; and create inclusive flexible cultures. From awareness creating efforts to concrete action, organizations rallied to pledge support to help forge gender parity. The World Economic Forum in its Global Gender Gap Report 2016 predicts that gender gap in the workplace won't close entirely until 2186 which is 170 years from now, a time too long to wait for change to see. This is where International Women’s Day becomes very significant which serves as an integral catalyst in the struggle for gender parity, of injustice and violence on women. Therefore, it is not just a day to celebrate womanhood but for every human being to reflect on the condition of women the world over today. This calls for a collective responsibility from every women and men to take bold pragmatic action towards ensuring gender parity. Looking at the Naga context, gender parity is largely ‘overshadowed’ by issues related to 33% reservation for women which is one reason why discourses on women and gender have failed to gather the desired momentum and more so it finds suppressed under a staunch patriarchal system which further reduces the struggle for women’s rights, justice and equality to nothing beyond 33% reservation. Under patriarchy, women are not allowed to inherit land; political participation is out rightly denied (unless they are ‘summoned’); customary laws and traditional practices do not ensure adequate justice to women especially in cases of violence and physical abuse including rape. Discourse on gender finds itself placed in a faulty premise when it comes to issues of justice and equality. It is an irony that Naga women have to fight for their ‘political rights’ through reservation and within a patriarchal setting 33% reservation seems to be the only door through which women can fight for representation as a reserved category. Forget about the talk of equality and equal representation, the struggle for 33% reservation is also opposed under the guise of Article 371 A without giving due merit to the issue at hand. The latest revelation from Naga Mothers’ Association aptly defines the present ‘Naga gender condition’ that discourses on gender and women’s rights are suppressed by violence which is used as a tool to hijack the place of women. In a shocking revelation, the Naga Mothers’ Association members who were at the forefront of 33% reservation of seats for women in Urban Local Bodies in Nagaland said that they received death and rape threats for their stance. This in itself is more damaging than physical abuse and rape. Such violent form of threat rapes both the ‘self-determining’ conscience as well as the ‘voice’ of women. The way forward to address gender issues is to search for the ‘voice’- the voice of rights, justice and equality that comes out of the hearts and minds of every Naga woman. For this, the Naga Mothers' Association; the Nagaland State Commission for Women; and the various tribal women Associations need to come together and play a more pro-active role in order to address the voice of women and also give voice to the voiceless. The theme for this year’s International Women’s Day should bolden the Naga women’s struggle to speak out against the silence of violence, unjustified control, domination, subjugation, misrepresentation, denial in political participation and the many inequalities and injustices. On the larger whole, an alternative discourse on gender as a counter discourse is desired to deconstruct male centric oral traditions and worldviews legitimated by patriarchy and voice out women concerns. Such counter discourse needs to begin from the grassroots by addressing the various inequalities. An instance of inequality is the lower daily wage rate for women defined on the basis of masculinity. Above all, in the pursuit of ensuring gender ‘parity’ and a just society, the framework of ‘rights’ should be based on mutual respect and inter-dependence and most importantly on capabilities because women have reached a stage where they don’t need to be emancipated but properly ‘represented.’ (Dr. Asangba Tzüdir contributes a weekly guest editorial to The Morung Express. Nobody ever helped me into carriages Or over mud puddles Or gives me a best place... And ain’t I a woman? Look at me Look at my arm! I have plowed and planted And gathered into barns And no man could head me... And ain’t I a woman? I could work as much And eat as much as a man— When I could get to it— And bear the lash as well And ain’t I a woman? I have born 13 children And seen most all sold into slavery And when I cried out a mother’s grief None but Jesus heard me... And ain’t I a woman? The forced smiles mask pain of Hong Kong's trafficked bar girls

A

s she smiles at customers and makes small talk with regulars in a Hong Kong bar, Kat's every move is being watched by an older woman, a pimp who answers to the name "Mama-san". The 23-year-old from the Philippines has been forced to sell sex for Mama-san and her organised crime network since December when she was moved to Hong Kong under a recruiter's promise of a well-paying job and easy working conditions. A single mother, whose own mother is too sick to work, Kat jumped at the chance to earn a high salary but soon after arriving in Hong Kong, Mamasan confiscated her passport and sent her to work in the bar alongside other trafficked women. Clients pay up to 5,000 Hong Kong dollars ($650) to have sex with Kat but payment goes directly to her pimp. Without any money, she said she cannot escape or fly home - and besides, her traffickers know where her family lives. "I'm depressed. The other bar girls are depressed. They have to force themselves to be happy and make jokes," said Kat, sobbing. "The Chinese bar owner gets angry with me because I look so sad." Kat, who declined to give her real name, is one of hundreds of women who are trafficked to Hong Kong from mainland China, Southeast Asia, Europe and South America for forced prostitution in the city's brothels, bars, spas and pornography industry, rights activists say. Many victims do not speak out for fear of being punished by their traffickers, some of them linked to the powerful Triad organised crime group. Others are afraid of being deported home or criminalised for being in the possession of fake papers arranged by their pimps, campaigners say. "I take a risk every time I go out with a male customer," said Kat, who also shudders at the parties she is made to attend where cocaine, marijuana and other drugs are used by clients and forced on the girls. "They are great actresses because like one of them said, 'I need to show that I am happy and OK even when I am not'. This to me kills a soul," said Marcela Santos, an advocate for trafficking victims who did not want to give her real name, saying it may put at risk her work helping survivors with jobs, training and sometimes a flight home. IDENTIFYING VICTIMS Last year, the U.S. State Department downgraded Hong Kong in its annual Trafficking in Persons report to its Tier 2 Watch List, just one rank above countries like North Korea. The report criticised Hong Kong

for not doing more to identify victims of sex and labour trafficking among vulnerable groups such as foreign migrants, domestic workers and women and children in prostitution. In 2016, the police identified a total of 16 trafficking victims who were foreign women forced into prostitution. Hong Kong's Security Bureau, in charge of law and order as well as immigration, said the police officers had been provided with regular training on identifying victims of human trafficking. Recognising the need for more training, the Immigration Department and Hong Kong Police Force introduced new and revised procedures for identifying potential trafficking victims including a checklist for danger signs. The list of vulnerable trafficking victims has also been expanded to sex workers, illegal workers and illegal immigrants. "It's often challenging for law enforcement personnel and service providers to identify potential victims. In most situations, victims cannot escape from the traffickers," said Nurul Qoiriah, head of the Sub-Office of the U.N. International Organisation for Migration (IOM) in Hong Kong. Sandy Wong, chair of the AntiHuman Trafficking Committee of the Hong Kong Federation of Women Lawyers, said the best way to tackle forced prostitution was to target buyers of sex. "Despite the police's commit-

ment and constant efforts in combating vice establishments, many operate in broad daylight and through the cracks in the legal system and evade arrest by police," she told the Thomson Reuters Foundation. Investigating forced prostitution takes a long time with many victims unwilling to come forward as witnesses, she said. "If we don't stop the source of demand, there will always be someone who will provide the supply by hook or by crook," Wong said, adding that Hong Kong should consider adopting a version of Sweden's 1999 law which criminalises the purchase of sex. DRUGS Some victims blame police corruption for inaction over human trafficking in Hong Kong. One of the Philippine women Santos helped to rescue, Jean, said she was brought to Hong Kong on a two-month tourist visa in 2014 by an organised crime group in the Philippines with Triad links. Her traffickers then used fraud to organise a two-year domestic helper visa for her as part of an arrangement with a bar in Hong Kong co-owned by a police officer - where she was immediately put to work. "Of course it's like torture to pay back the debt. The agent doesn't care. They don't know how clients treat you

badly," she said by telephone from Manila where she now lives. "Life was hell. The most traumatic thing is you have to do a lot of drugs. Clients ask you to buy drugs like cocaine, ice, marijuana ... (They) make you take it with them." She said the pimps always knew when the police planned to come to the bar to check the women's papers because their passports would be returned to them temporarily. A Hong Kong police spokesman said the police force was committed to clamping down on Triad activity and had adopted a zero tolerance policy on any form of police corruption. The spokesman also told the Thomson Reuters Foundation that the police force had provided "full assistance" to the Hong Kong Independent Commission Against Corruption during investigations into corruption complaints involving police officers. Now receiving help for her drug addiction, Jean said her four-year-old daughter keeps her going. Kat is not so lucky. After hearing that her brother was left in a critical condition after an accident in the Philippines, she begged Mama-san to allow her to fly home. But the woman refused. "I don't want to do this," Kat said. "I want to get training and to apply for a job in a restaurant. I don't want to come back to Hong Kong."

Official policy to silence critiques of Union Govt?

D

Garga Chatterjee

ilip Ghosh, the president of BJP’s West Bengal branch recently lashed out against Professor Amartya Sen, one of Bengal’s two living Nobel laureates – the other person being Dr. Muhammad Yunus. Ghosh had said, “No one in Bengal understands him (Amartya Sen). He himself doesn't understand what he is. He is in extreme pain because he was removed as the chancellor of Nalanda University. Such people are spineless, characterless and they can be purchased or sold”. This sort of a statement has naturally resulted in condemnation all over West Bengal. When Amartya Sen was asked for his response on the matter, he said, "I have nothing to say. Whatever he has felt is right, he has said. He definitely has the right to say so…In that regard, there is no reason for me to object…We should discuss all issues. If he feels this is also a matter for discussions, then he should do it." Even after the widespread condemnation, Dilip Ghosh has reiterated, “I stand by whatever I have said.. no regrets". This cheap attack from Ghosh was followed by a similar diatribe by BJP’s West Bengal branch’s leader Chandra Kumar Bose and said that Amartya Sen “called for it”. I will not use this article to argue how great or not-so-great Amartya Sen is but try to analyze what this attack means. Why now? Amartya Sen has been in the cross-hairs of the Narendra Modi government for some time now. He

was removed by the Union government from the position of Chancellor of Nalanda University, a project that he was instrumental in conceiving, roping in various international stake holders. That is now headed by a BJP insider appointee. It is widely understood that the international project that fired the idea of the Nalanda University is doomed after the Amartya Sen led team was shown the door. It did not help that Amartya Sen remains one among millions of people who cannot forget the association between Gujarat riots of 2002 and Narendra Modi and as a thinker has made clear what he makes of the ascendency of this man. Sen is an economist and a public intellectual and has also expressed his views on demonetization, views that would not please the Union government. If any thinker or intellectual or for that matter any person expressed views that are contrary to that of the Union government or are critical of policies of the Union government, is it now official policy that attack dogs will be let loose in a coordinated fashion so as to silence such views? From what sick culture of politics does this originate? This is certainly not the political culture of Bengal where various strains of politics existed along with scathing mutual critic that also guarantees a celebrated role for public intellectuals opinionating in such matters in crucial times.

Dilip Ghosh may belong to Bengal but his political training, his political ideology and conduct are completely alien to the ethos of Bengal. That he thinks that pleasing his Delhi masters by being Delhi’s Bengali hit-man in Bengal who dares to criticize a Bengali icon surely is more important to him that being loyal to the ethos and culture of Bengal shows what is fundamentally wrong with BJP in West Bengal. The Bengaliness of BJP in Bengal in incidental. BJP-ness is fundamental. And this seriously limits its appeal in Bengal, where it is widely conceived to be a party controlled by outsiders, a Hindi-belt party. Among the top 5 parties of West Bengal, BJP has the highest number of non-Bengali Hindi-speaking senior organizational functionaries. Due to its basic ideology, it is a reality that BJP in West Bengal can neither change nor flaunt very strongly. Thus being cut out of the mainstream of the Bengali political narrative except on issues of communal divisiveness, Dilip Ghosh has decided to troll his way in. Dilip Ghosh has said that he does not understand Amartya Sen’s work. That is not a crime. The solution to that is to try harder to understand or to move on. To vilify an author or a thinker because one is admittedly not being able to understand his/her work makes his seem that Dilip Ghosh’s limited

intellectual ability is somehow Amartya Sen’s responsibility and crime. It is not only a ridiculous position; it is also a position that is against discussion, dialogue, learning and self-improvement. Such a position is against the ethos of Bengal which stresses exactly those things. Dilip Ghosh has not been able to understand Amartya Sen whose most celebrated work is on the causes of Bengal famine. One can critique Amartya Sen’s formulation about the causes of the great Bengal famine of 1943 but what is incontestable are some facts which Dilip Ghosh might like to know. Shyama Prasad Mukherjee, ideological father of the BJP, had demanded caste based cooks in famine relief stations to prevent caste pollution at a time when millions were dying out of hunger. Some major financial backers of the Hindu Mahasabha were those business houses of Kolkata whose criminal activities of rice, cotton and commodity hoarding is among the set of causes that resulted in the death of millions of Bengalis. The prosperity of these business houses were built over the dead bodies of starving Bengalis. If Bengali lives matter to Dilip Ghosh, I recommend that he read Dr. Janam Mukherjee’s book “Hungry Bengal”. Its content will educate him that in the list of those who did nothing for Bengal and betrayed it her direst hour; many of Ghosh’s present heroes will figure way, way before we come to Amartya Sen.

The Battle against Tribalism in Nagaland

Nagas are well known for their hospitality and friendly nature. Our social fabric and sense of belongingness to community life is so strong that it does not go unnoticed by visitors, non-locals and foreigners, who oftencomment on this, appreciating and even envying this special bond. Yet, there is something amiss as pointed out by Lika S. Zhimomi. This sense of unity seems to stop somewhere along the way. “Tribalism, she says, is the social threat of today.” We are waging a vicious battle against tribalism in Nagaland.

WEEKLY INTERNSHIP LIST

U

nity, according to the Oxford Advanced Learners dictionary means the state of being in agreement and working together; the state of being joined together to form one unit. I would like to begin by stating to all the readers that whatever I’m going to write is not out of compulsion, but out of endless thoughts which pop out in me every now and then as I look at the prevailing situation in Nagaland. As a student, I honestly believe that whatever is going on in our society will not bring resolution for where there is no unity, the word “peace”cannot prevail. Development in the fields of economy, politics, society, etc. is not possible without unity and to bring development the presence of unity in a particular society is essential. With the passage of time, the presence of various divisions has led to the creation of cracks in our social structure. The biggest of these cracks can be attributed to tribalism, which is a social threat thatconstructsan illusion of differences, and creates enemiesand hatred. The presence of ‘ism’ has hindered our society’s progress. Life on this green planet races like the blink of an eye, and asShakespeare once verily maintained that the world is a stage and we are just mere players. We have been cre-

Lika S. Zhimomi, BA 6th Semester, Education (Honours) ated by a creator to perform certain tasks and this can’t be done without the presence of unity in ourlives. I’m elated to share one common, yet powerful, story. This ismy version of thetale. Once there lived five brothers and theirfather. Their lives were filled with hatred and enmity amongbrothers. This was painful for the father. One fine day, the father called them for a task. He asked his eldest son to bring a stick and politely asked him to break it which the eldest son didinto pieces. The father asked the same fromhissecond son, and he, too, brokethe stickeasily.Likewise, the other three brotherswere asked to do the same. The father then asked his sons to bind 30 pieces of stick tightly together and break it, which to their surprise could not be broken. The five brothers gave a stern look at each other as none of them could complete the task. Then their father told them,“Dear sons, have you realised that 30 sticksbinded together cannot be easily broken.Likewise, the more united you are, the stronger you become.”Thereafter, five of them lived together as one. This story is short but the message it gives out is huge. Perhaps we all need to realise that divided nothing can be achieved. The more we create identities to differentiate; ranks to classify, the

more our society is going to slide away from development. The most important thing which this story teaches us is the importanceof ‘unity’;unity to do the task together and to show unity in every breath of our life by eliminating anger, selfishness, and arrogance. It is a known fact that the population of our state is comparatively low, and we have very fewindustries and factories. Our society has become a hub for unemployed youths. Nevertheless, thisdoes not wash out our selfishness, arrogance, and bias againstother genders and tribes. It hinders the young talented youthsfrom securing the right job, which they are capable of, since they never have the right mindset towards work. On the other hand, the undeserving find jobs, owing topolitical backings and money power. A society without the feeling of oneness will always lag behind in terms of social, political, and spiritual development. There will always be a lack of co-operation, adjustment, and moreover, various problems will arise bringing with themequally numerous consequences which we will have to face. Chaos will take place and slowly the society will be separated by factionalism. Society is not solely for some men or women only, but it is anendeav-

ourwhere everyone has to work together. One should treat others as one would like to betreated. People must not create a room for differentiationbut, in fact, work together. To bring development and change in our society is not easy.Ourpath toward advancement is hindered due to lack of unity among Nagas. For the bright future of our loving state, each one of us must set a common goal and should have one common voice, for where there is unity there ispeace and development. To sum upmy thoughts, I would like to pen down a poem dedicated tomy state. Many have shed their blood; More remains to be shed, But what does it reflect, If it all went in vain? For there is no sense of oneness. To create oneness, Is to create love and peace, Live as one, Voice as one, And resolve everychallengewe face. No one to be deprived of benefits for lack of Aadhaar: Government

new Delhi, March 7 (ians): Days after making Aadhar Card mandatory for availing mid-day meal, the government on Tuesday clarified that no one will be deprived of the benefits for lack of the identification card. According to a Cabinet Secretariat statement, no one will be deprived of the benefits for lack of Aadhaar. "The Government has reiterated that till Aadhaar number is assigned to any individual, the benefit will continue to be given based on alternate means of identification. It also directed the departments to provide Aadhaar enrolment facilities to their beneficiaries under Regulation 12 of Aadhaar (Enrolment and Update) Regulations 2016," it said. "In case of Mid-Day Meal scheme and under the Integrated Child Development Scheme, the schools and Anganwadis have been asked to collect the Aadhaar number of the children beneficiaries and in case a child does not have Aadhaar, the school or ICDS functionary will be required to provide enrolment facilities to a child and till Aadhaar number is assigned, the benefits will be continue," it added. The Ministry of Human Resource Development in a Gazette notification on February 28 had mandated Aadhar for availing mid-day meal scheme. "Individuals desirous of availing the benefits under the Scheme offered at the Schools are required to furnish proof of possession of Aadhaar number or undergo Aadhaar authentication. "Any individual desirous of availing the benefit under the Scheme offered at the Schools, who does not possess an Aadhaar number or has not yet enrolled for Aadhaar shall have to apply for Aadhaar enrolment by June 30, 2017 provided he or she is entitled to obtain Aadhaar as per the provisions of Section 3 of the said Act," the notification said. The move to mandate Aadhar Card for the midday meals evoked strong criticism from oppostion parties including the Congress, the Trinamool Congress and the Communist Party of India-Marxist besides right activists. The Mid-day Meal is central governmentsponsored scheme aimed at improving nutritional status of school-age children nationwide. Under it, free lunches are given to children in primary and upper primary classes in government and government-aided schools. According to the government, Aadhaar has been given to more than 112 crore people.

ing on his statements that the ATS wants to catch the suspected terrorist alive further adding that ATS has stopped firing. “the suspect is firing intermittently, but we have stopped firing,” he said. However, Mohammad Saiful kept on refusing to surrender and continued firing after which ATS reportedly killed the suspected terrorist. The siege in Lucknow’s Thakurganj came to an end after the suspected terrorist Saiful was killed in the ATS operation, reported India

Today. The operation began hours after an explosion occurred on a Bhopal-Ujjain train in which at least eight people were injured. The DIG of Madhya Pradesh had confirmed that the blast was a terror attack after which the operation began throughout the country. Till now, there have been five people arrested in this matter. It is been reported that both the Kanpur and Lucknow suspect had links to the blast. The terror threat in Uttar Pradesh came a day before the voting of the seventh and final phase of the Assembly elections are to be held.

India has highest bribery rate in Asia, Pacific, Vietnam second: Survey

Berlin/new Delhi, March 7 (agencies): India has the highest bribery rate among the 16 Asia Pacific countries, a survey has showed. As per the survey, conducted by international anti-graft rights group Transparency International, over two-thirds of Indians had to pay 'tea money' or fork out other forms of bribe to get public services. However, more than half of the respondents from India were positive about the government's efforts to battle against bribery. Sixty-nine percent in India said they had to pay a bribe, followed by 65 percent in Vietnam. China was much lower at 26 percent while the same for Pakistan was 40 percent, the survey showed. Japan had the lowest incidence of bribery -- at 0.2 percent. South Korea also fared well at a mere three percent. However, it is China which seems to have seen the highest increase, with 73 percent in the survey saying the bribery has gone up in their country over the past year while India comes in at seventh place (41 percent) -- higher than countries like Pakistan, Australia, Japan, Myanmar, Sri Lanka and Thailand. In the survey of more than 20,000 people in 16 countries spanning the

Asia-Pacific region, an estimated 900 million said they had to pay a bribe at least once in the past one year. The police topped the list of public services most often demanding a bribe while 38 percent of the poorest surveyed said they paid a bribe, which is the highest proportion of any income group. The survey asked people how often they had to pay a bribe, give a gift, or do a favour, including for the police, judge or court officials, teachers, hospital staff or a government official for getting some documents or services. "Governments must do more to deliver on their anti-corruption commitments. It's time to stop talking and act. Millions of people are forced to pay bribes for public services and it is the poor who are most vulnerable," said Jose Ugaz, the chair of Transparency

International. The results show that lawmakers across the region need to do much more to support whistleblowers and governments must keep promises to combat corruption, including their commitments to meet the Sustainable Development Goals, Transparency International said. Ugaz further added that "without proper law enforcement corruption thrives. Bribery is not a small crime, it takes food off the table, it prevents education, it impedes proper healthcare and ultimately it can kill". As part of a regional series for the Global Corruption Barometer, Transparency International spoke to nearly 22,000 people about their recent experiences with corruption in 16 countries and territories in the Asia-Pacific region. China considering India's proposal to ban Masood Azhar

new Delhi, March 7 (ians): A Communist Party of China official said here on Tuesday that terror bases in Pakistan should be eradicated and that Beijing was "considering and investigating" India's proposal to get Pakistan-based terrorist leader Masood Azhar listed on the UN terror catalogue. Ma Xiangwu, however, said China had to look into all aspects of backing the Indian move at the UN Security Council, "considering whether if we were to support this

decision will it grow into a bigger problem for China". He didn't elaborate while speaking to IANS on the margins of the 19th Asian Security Conference at the Institute of Defence Studies and Analyses (IDSA). India has been seeking to blacklist Azhar, the Jaish-e-Mohammed chief, after Pakistani terrorists attacked the airbase at Pathankot in Punjab on January 2 last year, killing seven Indian security personnel.

China has blocked India's move at the UN, apparently so as not to harm its strong ties with Pakistan. The Chinese official, however, acknowledged that terror camps in Pakistan were a matter of concern for China because Taliban was training members of the Uighur militant group, the East Turkestan Islamic Movement (ETIM). "The terrorism in Pakistan should be eradicated. So there is no exception. There is no good and bad terrorism," he said, calling Chi-

Government indulging in 'extortion' in name of Digital India: congress

new Delhi, March 7 (ians): The Congress on Tuesday alleged that the Narendra Modi government was indulging in "plain extortion" in the name of Digital India by levying various taxes and charges on digital transactions. "After forcing the devastating decision of demonetisation upon the people of India, the Narendra Modi government is brazenly indulging in organised loot and legalised plunder in the name of digital transactions," Congress spokesman Randeep Singh Surjewala said here. "In the name of digital transactions, last year the government earned Rs 6,750 crore through taxes/charges from us. This year, this amount is expected to climb to Rs 26,000 crore," he added. He said that there are five types of charges/taxes levied by the government, viz, Merchant Discount Rate (MDR) when one pays through cards, over the counter transaction charges, charges on ATM transactions after a fixed num-

ber of transactions in a month, charges for not maintaining a minimum balance and charges on online transactions. "We were told the cost of printing new currency notes would be around Rs 12,00015,000 crore. To recover this cost, the government is now levying all kinds of charges and taxes. This is nothing but plain extortion in the name of Digital India," he added. As of now the Merchant Discount Rate (MDR), that is, the rate charged to a merchant by a bank for providing debit and credit card services, which is paid by the consumer is 0.25 per cent for a debit card transaction worth Rs 1,000; 0.5 per cent for a debit card transaction worth Rs 1,001 to Rs 2,000; and one per cent for a debit card transaction more than Rs 2,000. "According to various media reports, the MDR can now be increased from April 1, 2017. We urge the Government to not fleece the already burdened citizens of the country," he said. Surjewala pointed out that

the banks have started charging Rs 150 per transaction for cash deposits and withdrawals beyond four free transactions in a month. According to new rules, up to five non-home branch transactions will be free, subject to a maximum per-day deposit of Rs 50,000. For larger deposits or the sixth transaction, bank would charge Rs 2.50 per Rs 1,000, or Rs 95 per transaction, whichever is higher. "These charges amount to burning holes in the pockets of the hard working honest citizens. Why should people pay to withdraw and deposit their own hard earned money?" Surjewala said. The Congress leader also criticised the State Bank of India's reintroduction of "minimum balance" rule for savings bank accounts under which a customer would be charged an amount for not maintaining a minimum of Rs 5,000 in his account. "The UPA government in 2012 had done away with this charge, but the Modi government has re-introduced it," he said.

na "a victim of terror". "Chinese position on terrorism has been consistent. The Chinese government believes that we need to work under UN framework for countering terrorism. All of us need to come together to counter terror." He said the Taliban terror sanctuaries in Pakistan hosted "China camp which has around 320 Uighur terrorists". He acknowledged that Islamabad had been cooperating with Beijing in its fight against the sepa-

ratist group that China blames for violent unrest in its far western region of Xinjiang. The group fights for an independent state and has bases in Pakistan and Afghanistan. Ma said Pakistan had been sending these Uighur militants back and "will repatriate all these terrorists". "Last year, 20 of these terrorists came back to China. They will be tried based on the crimes they have committed. They will be given appropriate punishment."

Federalism in India under threat: Yechury

T h i r u va n a n T h a P u r a M , March 7 (PTi): The CPI(M) on Tuesday alleged that the country’s federalism was under attack from the ‘Hindurashtra’ proponents and liberal economic policies that exclude large number of people from economic development. “What we have now is a combination of both economic exclusion and unilateral policy of communal offensives, which negates the concept of diversity in India,” CPI(M) general secretary Sitaram Yechury said in an attack on the BJP-led NDA government. They also “try to stitch one monolithic unity on the basis of religious affiliation and that is where the greater danger lies”, he alleged while delivering a lecture on ‘Federalism -Scope and Challenge’ here. “Instead of unifying the people, unifying their consciences, what is happening is just the opposite,” Yechury added. The CPI(M) leader claimed that as a direct consequence of this, the country was turning more and more pro-US imperialism. “India has virtually become a junior strategic partner of the US both (in) defense and economics,” he said. Scrapping the old Rs 500 and Rs 1,000 currency notes was a “direct consequence” of the country becoming a “junior partner of imperialism” where profit was the “main agenda”, he claimed. Stating that the Narendra Modi government was pursuing the new liberal

economic policies more vigorously than the previous Congress-led UPA, Yechury claimed that in 2014, as much as 49 per cent of the country’s GDP was in the hands of the top one per cent of the population and this had gone up to 58.4 per cent in 2016. Criticising the proposed bill for the formation of the new Financial Corporation Board in the country, Yechury said the bill envisaged a provision of an “insurance” of Rs one lakh for bank account holders for the deposits they make. “Even if you have crores of rupees in the bank, you will get only Rs one lakh as per law if it (the bank) collapses. Protect the bank and not the people. “These are all the direct impact of you (country) becoming a subordinate ally of imperialism,” he said. Yechury criticised Prime Minister Modi for not granting time to an all-party delegation from Kerala. He asked the CPI(M)-led LDF government in the state to take the initiative to convene a meeting of the chief ministers of non-BJP ruled states to work out a strategy to face the “challenges posed by the Centre”. Kerala Assembly Speaker P Sreeramakrishnan presided over the event organised by the State Parliamentary Centre for Studies and Training as part of the diamond jubilee celebrations of the state Assembly and formation of the state.

71 pc Indians believe religious leaders are corrupt: Survey

new Delhi, March 7 (PTi): Religious leaders in India do not enjoy immunity from the corruption tag with a survey on Tuesday showing that 71 per cent people see 'some or all of them' as corrupt, though police tops the chart at 85 per cent. In the survey conducted by antigraft group Transparency International, only 14 per cent Indians said none of the religious leaders were involved in corruption, while another 15 per cent did not know about their corrupt practices. Across the Asia Pacific region, religious leaders fared much better with less than one in five saying that they were "highly corrupt". Police was followed by the government officials (84 per cent), business executives (79 per cent), local councillors (78 per cent) and MPs

(76 per cent) as the five most corrupt categories, while tax officials came at sixth place (74 per cent) and religious leaders at the seventh. Judges and magistrates fared relatively better (66 per cent), followed by the top government offices at 59 per cent on whether 'some of them, most of them or all of them' were involved in corruption over the past one year. In terms of people finding "none of them" being involved in corruption, the worst score was for the government officials (6 per cent) followed by police (7 per cent), while local councillors and business executives scored 9 per cent each. The top government offices scored the best at 26 per cent, while judges and magistrates saw 19 per cent saying "none of them" were corrupt. This score for MPs was 12 per

cent. Across the Asia-Pacific region, the survey of more than 20,000 people in 16 countries found religious leaders to be the least corrupt, while police emerged as the most corrupt. It found the bribery rate to be the highest in India with nearly seven in 10 people who had accessed public services had paid a bribe. Japan was found to have lowest bribery rate. The question about corruption in the highest government office and among religious leaders was not asked in China. Regarding religious leaders in India, 37 per cent said "some of them" were corrupt, 23 per cent said "most of them" indulged in corruption while 11 per cent found "all of them" to be corrupt -- taking the total to 71 per cent. Transparency International said

many people in the Asia Pacific region also perceived political decision-makers at both the national and local level to be highly corrupt. "Over a third said that their legislative representatives (such as members of parliament or senators), government officials and local government councillors were highly corrupt (from 35 to 37 per cent)," it said. "By contrast religious leaders were seen as far cleaner, with less than one in five saying they were highly corrupt (18 per cent)," the report said. Citing the example of India, the anti-graft group said that "corruption is increasingly cited as a key cause and traffickers rarely face justice. Corruption both facilitates trafficking and feeds the flow of people by destabilising democracies, weakening a country’s rule of law and stall-

ing development". People in India, Indonesia and Thailand were most positive about their governments' efforts, with over a half saying they were doing well. At the same time, India also had the highest bribery rate of all the countries surveyed for public schools (58 per cent) and healthcare (59 per cent), suggesting serious corruption risks when people try to access these basic services, Transparency International said. Among the services people pay bribes for, the survey showed India having fared badly in terms of public school, public hospital, ID cards and permits, utilities and police, though the score was relatively better for courts. The findings noted that lawmakers across the region need to do much more to support whistle-blowers and

that governments must keep promises to combat corruption. "As a diverse and rapidly developing region, it is essential that the countries in the Asia Pacific region achieve sustainable and equitable development. Corruption undermines this, as it distorts democratic processes and promotes private over public interests," the survey said. Governments should integrate anti-corruption targets into all Sustainable Development Goals including hunger, poverty, education, health, gender equality and climate action, and develop mechanisms to reduce corruption risks. Besides, legislatures should adopt and enforce comprehensive legislation to protect whistle-blowers, based on prevailing international standards.

Trump signs revised travel ban in bid to overcome legal challenges WASHINGTON, MArcH 7 (reuTerS): President Donald Trump signed a revised executive order on Monday banning citizens from six Muslim-majority nations from travelling to the United States but removing Iraq from the list, after his controversial first attempt was blocked in the courts. The new order, which takes effect on March 16, keeps a 90day ban on travel to the United States by citizens of Iran, Libya, Syria, Somalia, Sudan and Yemen. It applies only to new visa applicants, meaning some 60,000 people whose visas were revoked under the previous order will now be permitted to enter. Immigration advocates said the new ban still discriminated against Muslims and failed to address some of their concerns with the previous order. Legal experts said it would, however, be harder to challenge because it affects fewer people living in the United States and allows more exemptions to protect them. Trump, who first proposed a temporary travel ban on Muslims during his presidential campaign last year, had said his original Jan. 27 executive order was a national security measure meant to head off attacks by Islamist militants. It sparked chaos and pro-

tests at airports, where visa holders were detained and later deported back to their home countries. It also drew criticism from targeted countries, Western allies and some of America’s leading corporations before a U.S. judge suspended it on February 3. “As threats to our security continue to evolve and change, common sense dictates that we

continually re-evaluate and reassess the systems we rely upon to protect our country,” Secretary of State Rex Tillerson told reporters after Trump signed the new order.

China’s new civil code light on individual rights reforms BeIJING, MArcH 7 (reuTerS): China’s Communist leaders will this week introduce sweeping new laws that codify social responsibilities for the country’s 1.4 billion citizens while also providing some modest new protections. The preamble of what state media is calling China’s “declaration of rights” is expected to be passed by the close of the National People’s Congress (NPC) next Wednesday, paving the way for more detailed laws expected to be passed in 2020. The changes are part of President Xi Jinping’s wider push to align the legal system with the country’s social and economic modernisation and for some legal reformers, the code is a test of how far China will go in allowing civil liberties that might impinge upon state power. “Civil law is the fundamental doctrine for a country’s legal system, the source of its basic essence,” Liang Ying, head of the NPC Legislative Affairs Research institute, told state media on Sunday. “A foundational civil (law) system is an important sign of whether a country’s legal system is mature.” Xi has made governing the nation by law a top priority of his tenure though he has drawn a line at allowing the courts to expand their power at the expense of the Communist Party’s control. Since pledging to reform and open in 1978, China has been gradually shifting its legal system away from a socialist law towards something closer to a European-style legal syste. In 2011, China declared that “socialist legal system with Chinese characteristics” had been established, but officials themselves say China’s laws remains a work in progress. SAMARITANS, PROPERTY RIGHTS The laws seek to address some of the legal issues that have gnawed at public consciousness in recent years, such as who is responsible for China’s abandoned children and elderly, or what protections cover so-called “Good Samaritans”. China’s incomplete legal system was heavily criticised for an incident in 2011 when multiple passersby ignored a toddler knocked to the ground in a hit-and-run. Shocked observers said the lack of clarity on civil rights leaves helpers at risk of liability when coming to the aid of strangers. Reformers also hope the code will resolve the issue of guardianship for “left behind” children whose parents work away from home and “empty nest” elderly folk who are similarly abandoned by their children. One issue that lawyers say remains mostly unresolved in the draft code is that of property rights. Most Chinese homeowners do not legally own the land on which their homes are built. Instead, they lease the rights to use the property

for a limited number of years from the government, an arrangement that creates uncertainty for buyers. “Whether farmers or city folk, businessman or scientists, an inability to guarantee your own property in the way that other nations allow will impact social stability,” said Li Shu, a lawyer at Anli Law Firm in Beijing. But Philip Cheng, a lawyer at Hogan Lovells in Shanghai, said a provision in the current draft requiring civil activities to be carried out in a “fair” and “reasonable” manner could help with certain property disputes. It may, for example, allow companies and individuals to be paid market rates for land that is rezoned to produce new housing in major cities or make way for industrial development, he said. LIMITS OF PROTECTION Many legal experts say the latest draft of general rules that form the basis of the code falls short of enshrining sweeping private rights and makes little progress in key areas including property and civil liberties. Another issue: how far the code will go in defending the rights of individuals, known as “personality rights”, a broad term Chinese legal experts use to talk about the basic rights each individual should enjoy. Health, reputation, image, name and freedom are included, but the term is significantly narrower and de-politicised compared to human rights, according to Chinese academics. Proponents of individual rights have called for a dedicated section of the code, while others worry granting too many private rights could lead to revolution. The current scope of personality rights in the draft rules makes them “seriously imbalanced”, according to Xu Xianming, deputy chairman of the National People’s Legal Association, an advocate for more personal freedoms being included in the code. “First, the list of rights is incomplete; second, the number of rights is insufficient; third, the civil rights system is curtailed,” Xu wrote last year in an essay for the official magazine of China’s parliament. As China’s constitution cannot be cited in court, rights must be passed by parliament before can they be protected, Xu argued. China’s constitution on paper promises freedom of speech, freedom of the press and freedom of assembly among others. In practice, however, such provisions are not considered legally actionable and the party’s right to govern as it sees fit takes precedent. Liang Huixing, a scholar at the Chinese Academy of Social Sciences, has repeatedly warned that writing personality rights into the civil code might lead to a “colour revolution” in China, referring to mass political movements in former Soviet Union states in the early 2000s.

a civil rights group in Washington, said the Trump administration had “doubled down on anti-Muslim bigotry.” She told reporters on a conference call: “It’s crystal clear this is a Muslim ban.” But some Republicans who had been critical of Trump’s original order were more positive on the new one. Bob Corker, chairman of the Senate Foreign Relations Committee, said he was “very encouraged” by the approach and pleased that Iraq was removed from the list. Iraq was taken off the banned list because the Iraqi government has imposed new vetting procedures, such as heightened visa screening and data sharing, and because of its work with the United States in countering Islamic State militants, a senior White House official said. Trump’s original ban resulted in more than two dozen lawsuits in U.S. courts. The Justice Department estimated 60,000 people had their visas revoked by the first order but senior administration officials said on Monday those visas were now valid again for entry into the United States. “By rescinding his earlier executive order, President Trump makes one thing perfectly clear: his original travel ban was inde-

fensible - legally, constitutionally and morally,” said Attorney General Bob Ferguson of Washington state, which succeeded in having the previous ban suspended. His office will likely decide this week on whether to proceed with litigation over the new order, he said. Senate Democratic leader Chuck Schumer said he expected the revised order to have the same uphill battle in the courts as the original version. “A watered down ban is still a ban,” he said in a statement. “Despite the administration’s changes, this dangerous executive order makes us less safe, not more, it is mean-spirited, and un-American. It must be repealed.” HARDER TO CHALLENGE The fact the ban affects fewer people already in the United States means it will be more difficult for opponents to find plaintiffs who have been harmed by the order and thus have legal standing to challenge it, legal experts said. The revised order expressly makes waivers possible for a foreign national seeking to enter the United States to visit a spouse, child or parent who is a U.S. citizen, or for “significant business or professional obligations.”

“They dotted their i’s and crossed their t’s in trying to anticipate what litigation might result,” said Stephen Yale-Loehr, a Cornell Law School professor. The revised order means that tens of thousands of legal permanent U.S. residents - or green card holders - from the listed countries will no longer be affected. The original order barred travellers from the seven nations from entering for 90 days and all refugees for 120 days. Refugees from Syria were to be banned indefinitely but under the new order they are not given separate treatment. Refugees “in transit” and already approved would be able to travel to the United States under the new order. Defense Secretary Jim Mattis, who along with several other senior Cabinet members had lobbied for Iraq’s removal from the list of banned countries, was consulted on the new order and the updated version “does reflect his inputs,” Pentagon spokesman Captain Jeff Davis said. Thousands of Iraqis have fought alongside U.S. troops for years or worked as translators since the U.S.-led invasion in 2003. Many have resettled in the United States after being threatened for working with U.S. troops.

North Korea bars Malaysians from leaving as murder row boils KuALA LuMPur/SeOuL, MArcH 7 (reuTerS): North Korea barred Malaysians from leaving the country on Tuesday, sparking tit-for-tat action by Malaysia, as police investigating the murder of Kim Jong Nam in Kuala Lumpur sought to question up to three men hiding in the North Korean embassy. Malaysia was outraged by the murder of the North Korean leader’s estranged half brother at Kuala Lumpur International Airport on Feb. 13 by assassins using VX nerve agent, a chemical listed by the United Nations as a weapon of mass destruction. Police have identified eight North Koreans wanted in connection with the murder, including a senior North Korean diplomat and a state airline employee - two of the three believed to be hiding in the embassy. The only people charged so far are a Vietnamese woman and an Indonesian woman. As the row escalated on Tuesday, North Korea’s for-

eign ministry issued a temporary ban on Malaysians leaving in order to ensure the safety of its own diplomats and citizens in Malaysia. “All Malaysian citizens in the DPRK will be temporarily prohibited from leaving the country until the incident that happened in Malaysia is properly solved,” the state-run Korea Central News Agency said, quoting a foreign ministry official. “In this period the diplomats and citizens of Malaysia may work and live normally under the same conditions and circumstances as before.” HOSTAGE-TAKING Malaysia reacted swiftly, condemning Pyongyang’s action as hostage-taking and responded by barring all North Koreans from leaving the country. “This abhorrent act, effectively holding our citizens hostage, is in total disregard of all international law and diplomatic norms,” Malaysian Prime Minister Najib Razak

said in a statement, adding that he has summoned an emergency meeting of the National Security Council. Najib said he has also instructed the police “to prevent all North Korean citizens in Malaysia from leaving the country until we are assured of the safety and security of all Malaysians in North Korea”. Before the murder, North Korea could count Malaysia as one of its few friends outside of China. But Malaysia has since stopped visa-free travel and on Monday it expelled North Korea’s ambassador for questioning the impartiality of the murder investigation. There are 11 Malaysians in North Korea, according to a Malaysian foreign ministry official, including three embassy staff, six family members, and two others. Hundreds of North Koreans are believed to be in Malaysia, most of them students and workers. The focus, however, was on its embassy staff. “We are trying to physically identify all the embassy staff

who are here,” deputy home minister Nur Jazlan Mohamed told reporters outside the North Korean embassy. He said staff would not be allowed to leave the embassy “until we are satisfied of their numbers and where they are”. By early afternoon, Malaysian police had removed the tape and police car blocking the North Korean embassy driveway in a sign of easing tensions. NO RAID Speaking at a news conference in Kuala Lumpur on Tuesday, Malaysia’s police chief said three of the North Koreans sought in connection with the murder had holed up at the embassy in the Malaysian capital. “How much longer do they want to hide in the embassy...it is a matter of time before they come out,” police chief Khalid Abu Bakar said. “We will not raid the embassy building, we will wait for them to come out. We have got all the time,” Khalid said.

Aside from the suspects said to be hiding in the embassy, police have said four other North Koreans left Malaysia in the hours after the murder. The only North Korean suspect to be apprehended was deported on Friday, released due to insufficient evidence. U.S. officials and South Korean intelligence suspect North Korean agents were behind the assassination of Kim Jong Nam, who had been living in Macau under China’s protection. He had spoken out publicly against his family’s dynastic rule of North Korea. North Korea has refused to accept that the dead man is leader Kim Jong Un’s half brother, and has suggested the victim died of a heart attack. No next of kin have come forward to claim the body, but the Malaysian police chief said he was confident of obtaining DNA samples to formally identify the murdered man.

‘Under 10% of international climate fund cash reaching local projects’ LONDON, MArcH 7 (THOMSON reuTerS FOuNDATION): Less than 10 percent of finance from international climate funds to help developing countries adapt to climate change impacts and adopt clean energy is reaching local-level projects, finance researchers say. In part, that is because international climate funds, under pressure to get donated funds into action, are opting to work with development banks and other big international agencies that can quickly spend millions - rather than with smaller-scale local governments and projects, said researchers at the London-based International Institute for Environmental and Development (IIED). Weak local ability to design and evaluate projects, and to fill out complicated forms to access money are another problem, they said, as is the smaller scale of local projects, as vetting each one takes more time. Another obstacle is the lack of a specific target in the Paris Agreement on climate change to spend more finance at the local level, the researchers said in a report released Tuesday. “Understanding how to get money where it matters is the challenge of the moment,” said Clare Shakya, climate change director at IIED and one of the report’s authors. Today, donors have given only 11 percent of the climate funds they promised, in part because of the obstacles, she said. Richer nations have promised to donate or otherwise mobilise $100 billion a year by 2020 to help poorer countries switch to clean energy and adapt to problems such as worsening droughts, flooding and sea level rise.

But getting that money raised and flowing has proved challenging. The United States, for instance, has promised $3 billion to the Green Climate Fund and so far delivered $1 billion. But President Donald Trump has suggested he would not make any additional contributions, and may pull the United States out of its international climate agreements. The lack of international finance is a problem for countries such as Ethiopia, which has estimated it needs $7.5 billion a year to switch to clean energy and adapt to climate change, but is so far receiving between $100 million and $200 million a year in international support, said Saleemul Huq, a senior fellow at IIED. ETHIOPIA PUSHES AHEAD Ethiopia is nonetheless moving ahead with a large-scale national push toward hydropower and wind, solar and geothermal energy, and on projects to adapt to climate change, including worsening drought, said Gebru Jember Endalew, the programme coordinator for Climate Change Forum-Ethiopia and the new chair of the Least Developed Countries group in international climate change negotiations. The east African nation is saving money by incorporating its clean energy projects into its national plans, rather than carrying out each piece of the effort as a separate internationally funded project, he said. Such work “needs to be part of the development plan of the country,” he said. “It needs to be managed there. It’s much less costly than using consultants.” But Paul Steele, IIED’s chief econo-

mist, warned that donors sometimes balk at directing funding into national plans, arguing they don’t trust the systems for accounting for it. Endalew said poor countries have little option but to push ahead on climate change adaptation efforts as much as possible on their own because the impacts of climate change “are already more severe” than anticipated, with the world just 1 degree Celsius above preindustrial temperature levels. “Imagine when they’re 3 to 4 degrees” higher, he said. He said the Least Developed Countries group would continue to push for swift action on climate change because “our main goal is for the world to remain safe”. LOCAL LEVEL FINANCE Some examples of how international climate finance could reach local level – and the most vulnerable people – are emerging, however. In Mali and Senegal, a three-year

effort by IIED and the Near East Foundation has led to the creation of six $700,000 funds to help local communities build resilience to climate variability and extreme events. The funds, administered by local governments, allow communities to choose the actions they think will most help them. In Senegal, for instance, a salt harvesting community has used money to plant salt-resistant trees to help protect the estuary where they work. The effort, part of the UK-funded Building Resilience to Climate Extremes and Disasters (BRACED) project, aims to help local governments and communities develop better skills to manage climate funds and to use money in a transparent and costeffective way. “We really need to focus discussion on making sure that (climate finance) gets to the right places,” said Archie Young, the UK’s lead climate negotiator, during a discussion at IIED.

Equal but Repressed and Marginalized: Biblical and Theological Reflection of a Naga Christian Woman

I

Dr Eyingbeni Hümtsoe-Nienu

ntroduction: In the ongoing discussion relating to quota for women in ULB’s, we see how writers in both print and online media continue to bring Christianity into the debate. Interestingly, more often than not, the Bible is used as a tool to strengthen the argument in favor of perpetuating patriarchal privileges endowed on Naga men from “time immemorial”. Whenever that happens, the Bible – the primary authoritative source of Christian faith – becomes a casualty and the “Christian God” sadly is misrepresented. Herein, I would like to give a biblical and theological reflection against common misconceptions among many Naga Christians concerning women’s status and role. Women and Men are Equal in Being: A cursory reading of the Bible confirms that all human, women and men, are created in the image of God: “God created humankind in his image, in the image of God, he created them; male and female he created them” (Gen 1: 27). This substantive equality is affirmed in Adam’s remark on seeing Eve, “This at last is bone of my bones and flesh of my flesh” (Gen 2: 23). The moment that God created humanity, comprising both female and male, he deemed them equally “very good” (Gen 1: 31). God never intended for gender hierarchy in the first place. The essential (e)quality with which both sexes (sex and gender are used interchangeably) were created, in God’s image no less, challenges any human cultural construct that claims the superiority of men to women. The NT further establishes that women and men are complementary equals as co-creators of each other in partnership with God, their common origin. Apostle Paul is quite straightforward in this matter and duly presented the theological truth: “(Nevertheless), in the Lord woman is not independent of man or man independent of woman. For just as woman came from man, so man comes through woman; but all things come from God” (1Cor 11: 11-12). Society has consistently favored the male. Patriarchal ethos that regards boys and men as means for perpetuating genealogy is to miss the indisputable truth that without women there will be no offspring to talk about in the first place. The traditional Naga community in general attributed worth to women

only in so far as they procreate male/s. Else, it was deemed a valid ground for divorce. Very few modern families make no distinction between sons and daughters and extend that positive Christian attitude towards people of both genders beyond the home. In Christianity, this equal valuation of the genders is intrinsic to their being human. It is not conditioned by any external identities. God has ordained for both sexes to be created in his image with equal substance, value and dignity. To deny this is to deny the biblical affirmation that women are created in the image of God. Women and Men are Equal in Status and Responsibility: The purpose of creating humanity, both female and male, is basically divine in nature (Gen 1: 26). After being created, both the male and female were given five blessing: to be fruitful, to multiply, to fill the earth, to subdue it, and to have stewardship over every living creature (v. 28-30). These blessings came with responsibility. God assigns equal responsibility to both sexes and thus confirms their equal status and role. Women were never divinely assigned comparatively inferior task or minimal task. Naga historical reality, including decapitating warfare, which have structured gender roles and consequently determined a lopsided gender status must not find relevance among a people who now claim to be disciples of Christ or Christians. Apostle Paul clearly teaches, “In Christ there is no longer… male and female; for you are all one in Christ Jesus” (Gal 3: 28). To be guided by a mentality that presumes male prerogative in areas that pertains to the public, rational, and leadership at the expense of permanently relegating the female to the sphere of the domestic, emotional and collaborator contradicts divine values of gender justice espoused by God in the Bible and exemplified by Jesus Christ and continually meant to be actualized by his followers. The responsibilities enshrined in the values are meant for mutual upbuilding (Rom 14: 17-19). They are not intended to ignite gender wars or to set one gender above the other. Attempts to repress one gender in order to nurture sexist ideology of supremacy, domination and control, under the guise of customs and traditions, is a sin because it breeds negative consequences on humanity and thus falls short of the design, glory and character of God.

Women and Men are Equal in Sin: The fact of the universality of sin equalizes the gender in the most profound way. The degree of guilt too is equal. Paul points out that “all have sinned” (Rom 3: 23) and John concludes that we are liars if we claim to be sinless (1Jn 1: 8). The tendency of the Church and Christians in general to regard womankind as each an Eve, the mother of sin, is a serious theological flaw. The justice of God ensures that after the fall, all guilty parties were equally held accountable. Eve, Adam and the serpent were judged for their sin of mistrust, disobedience, and falsehood (Gen 3). It appears to be easy to put the blame on Eve and her gender as solely responsible for the “original” sin and to despise them for it. But the condition of sinfulness that paves way for evil deeds is an innate human birth condition (Gen 6: 5; Ps 14: 3, 51: 5; Rom 1: 18-22). It is a reality of being human – women or men; for only God can be without sin (2Cor 5: 21; 1Jn 3: 5; 1Pet 1: 18-19, Heb 4: 15). Naga Christians are put to the task in challenging some of the erroneously held belief that dismiss women as potentially more sinful than men; thus deprived of sacramental duties in the church by way of denying pastoral office and ordination. Such repressive ideas are further solidified by extant traditions that believe women to be impure and inauspicious; thus forbidden to touch war implements and excluded from hunting and fishing expeditions. Such prejudices against women contribute to their marginalization in both religious and secular opportunities, particularly in leadership. Social inequalities resulting in discrimination and oppression are symptoms of inward human sinfulness. Tragically, human can become immune to sin, especially when it is embedded in cultural norms. But it can be detected and overcome – in the physical, spiritual, and social sense – through the Holy Spirit who enables Christians to bear fruit befitting the reign of God (Gal 5: 16-26). Women and Men are Equal in Re-creation: Embracing Christianity for 145 years must mean much for Naga women and men who are no longer under the curse: “he (husband) shall rule over you” (Gen 3: 16; Eph 2: 1). In the new dispensation, Jesus Christ, through his grace as a gift, rearranges the order of things, including human relations. The extent of redemption is inclusive and

Women in the changing world of work: Planet 50:50 by 2030

T

he International Women’s Day (IWD) is celebrated on 8th March every year to mark the contribution of women to society across the globe. The UN Women’s theme for IWD2017 is “Women in the changing world of work: Planet 50:50 by 2030” with the campaign hash tag # BeBoldForChange. It calls out for a strong and powerful message worldwide, to work towards gender equality. The idea of this theme is to consider and develop strategies in fulfilling the commitment made by the International community in achieving the 2030 Agenda for Sustainable Development Goals (SDGs). Goal 5 of the SDGs is to: Achieve gender equality and empower all women and girls. Some of the key targets to achieve the 2030 Agendas are:  By 2030, to ensure all girls and boys complete free, equality primary and secondary education leading to relevant and Goal-4 effective learning outcomes.  By 2030, to ensure all girls and boys have access to quality early childhood development, care and preprimary education so that they are ready for primary education.  To end all forms of discrimination against all women and girls ever where.  To eliminate all forms of violence against all women and girls in the public and private spheres, including trafficking and sexual and other types of exploitation.  To eliminate all harmful practices, such as child, early and forced marriage and female genital mutilation Looking at the ambitious goals set by the UN and reflecting on the current scenario of our State, we definitely have a long way to go in achieving holistic empowerment of women. In the globalized and digitalized world we live in today, there is increasing challenge faced by women to be adequately equipped to fit into the changing world of work. Enhancing the quality of education, exploring unconventional forms of vocational training, preventing the drop-out rate and encouraging higher education are some key indicators that must be focused upon. Women must be economically empowered, for them to gain confidence to participate and involve in any socio-political forum. With the advent of education, many women have chosen to establish themselves as career oriented women rather than being confined within the four walls of their homes. They have also begun to establish a strong foothold as bureaucrats. It is very encouraging to see women entrepreneurs doing exceptionally well. Women have also entered into different field, which were earlier stereotyped as male domain. As per 2011 census out of the total work force, women contribute to about 43.81 % in the state. However, women are more vulnerable due to the growing informality of labour (unorganized sector), unstable livelihoods and incomes, which needs be addressed in the context of women’s economic

empowerment. Women are seen engaged in unorganized sectors as daily wage laborers, vegetable vendors and domestic help etc. Women also carry forth the traditional works like weaving, cooking and stitching etc. Apart from their conventional roles of attending to the welfare of the household, women have worked alongside men in society-building, and improvement of the standards of life and pursuit of other goals. Women have additional responsibilities to take care of domestic work and also handle work in the offices or various agricultural activities. It is unfortunate that women are subjected to different forms of violence which are often hushed due to stigma attached to it. The 181-Women Helpline (WHL) and One Stop Center (OSC) were launched in Nagaland in June, 2016. Within four months of its introduction, 181- WHL recorded 44 cases - 6 cases of domestic violence, 1 rape case, 2 obscene call cases, and the rest relating to other crimes against women. Meanwhile, OSC recorded a total of 7 cases in the same year. With the year just beginning, 181-WHL has already recorded 2 cases of violence against women. There are many instances where the victims hesitated to approach the Police or the appropriate authorities in spite of the assurance of full assistance. There are many cases which are not reported. Generally young girls are preferred to be kept as domestic help and there are many cases of them being abused; women are vulnerable to being subjected to sexual harassment at workplace which are not often discussed or reported; women are victims of trafficking for commercial sexual exploitation and cheap labour. And the list goes on. (The 181- Women Helpline assists the victims/callers by way of giving counseling, guidance and facilitate them in approaching the appropriate authority. OSC provides integrated services to victims of violence under one roof)). The challenges are many. All key stakeholdersboth Government and non- government agencies must collectively strive together in making our society more inclusive of women in all development aspects. This international Women’s day, the Department of Social Welfare, Government of Nagaland in collaboration with Nagaland State Social Welfare Board, Women Studies Centre, Nagaland University and State Resource Centre for Women is organizing the “International Women’s Day 2017” on the same theme of the UN Women, at Nagaland University, Kohima Campus. We acknowledge all the other organizations who are gearing up to celebrate this event to acknowledge the women in our society in different districts. While celebrating the lives of the women who have contributed to the socio-economic development of our society and beyond, it is also a time to reflect on things we can collectively do for women and with women. Let us be #BeBoldForChange. State Resource Centre for Women (SRCW)-Nagaland Chapter

The reality of God’s re-creation in and through Jesus Christ finds personal and social significance in Jesus’ idea of relationship and leadership. He categorically says, “Whoever wishes to become great among you must be your servant, and whoever wishes to be first among you must be slave of all. For the Son came not to be served but to serve, and to give his life a ransom for many” (Mk 10: 4345). Thus the relationship between the ruler (man) and the ruled (woman) are drastically changed into partnership in humility. The traditional Naga worldview images women obeying men as a pinnacle of machismo. Reversing the image is evidently not accepted with grace. Recent incidents in the State have proved that. Then what has changed for the Naga Christians in relation to our nature as men and women – a product of our culture? What has changed in our social ordering in accordance with the Jesus’ principle of reciprocal service – also between genders? How has Christianity affected change in our customary practices in terms of gender reconciliation that replaces “old” male chauvinism with “new” attitude towards women that view them as divinely enabled partners in all aspects of life? It is disheartening to realize that the redemptive work of Christ has only slightly touched the surface – or maybe only has affect on official documents. An inner regeneration is far from evident in both individual and community levels. This is especially true in the way corporate bodies view and (mis) treat its women. Many Naga Christians and church leaders have misinterpreted Bible text like Eph 5: 22-23, “Wives, be subject to your husbands as you are to the Lord. For the husband is the head of the wife…” and 1Tim 2: 11-12, “Let a woman learn in silence with full submission. I permit no woman to teach or to have authority over man; she is to keep silent” and used these texts to support male dominance and women’s subordination. An in-depth study (every literate person is capable) shows that Paul was actually challenging the roles that interpreters defend. Suffice it to say that in the first text, the implication is for husbands (not men in general) to love and serve their wives (not

women in general) and wives to be supportive of and serve their husbands. The key point the Paul indicates in marriage relationship is “mutual regard and service” just as Jesus taught and exemplified. In the second text, Paul transcends Greek and Jewish cultural restriction in educating women beyond domestic science. Introduced to a new privilege of learning, Paul instructs Christian women to willingly meditate in quietness, without being rude or domineering (John T Bristow, 1988:72). Modesty in the church was the chief concern of Paul, clearly not the silencing of women. Not to live up to biblical standards is a serious shortcoming but to pretend to be speaking on behalf of God to suit one’s sexist cultural leanings is hypocrisy; both clearly not signs of being recreated in Christ. Conclusion: The Bible claims that “God shows no partiality” (Rom 2: 11). It is against God’s nature to treat one of his image bearers with less value than the other. Throughout human history, local cultures have tended to be prejudiced against women. The Jewish culture is not an exception. However, the God of the Bible has always worked contrary to cultural norms. Hence, women are also mother of nations (Sarah, Hagar, Leah, Rachel), Activists (Shiprah, Puah, Jechobed, Esther), warrior (Deborah, Jael), prophets (Miriam, Deborah, Huldah), heirs (Zelophehad’s and Job’s daughters). The NT is rife with instances where Jesus and the male apostles surmounted cultural barriers to put women in their divinely ordained place of equality with men. Jesus heals women with stigmatized physiological conditions, teaches them divine knowledge, and makes them disciples and apostles. In the early church, women rendered service in all areas of ministry as prophets, deacons, preachers, and sponsors (Acts 11: 27, 16: 11-15; 17: 34; Phil 4: 2-3; Rom 16: 1-4). The Bible in its essence reveals God, his will and his deeds – through various channels. Our collective claim to be a Christian majority state would be justifiable when our mutual attitudes and our working systems reflect this God and his message. Likewise, amendment of Naga customary practices would be meaningful only if done in the light of biblical tenets that establish and defend gender equality in totality and abundance (Jn 10: 10), in words and in deed.

As equal among equals

ne day I was quite taken aback when one of my aunts told me that we Nagas have straight away transitioned from Headhunting to Necktie, which is why we are still lacking behind others. She left me with the thought provoking quote and I tried to reason within myself. I realized that sudden evolution into the era of modernisation has left us in a difficult situation. Instead of bringing growth and development to the state, modernisation has negatively impacted our lives. That is why people say that Nagas lack 200 years behind other developed state or nations. Though modernisation has highly influenced the Naga society and its lifestyles, it has however not penetrated into the intellectual thinking of the people. We still try to remain ancient in our thoughts and actions. I also realized that we often lack discourses in our society where genuine thoughts and ideas are not given due importance. Commemorating the International Women’s Day, I would like to reason some of my thoughts regarding the recent turmoil on 33 percent reservation on Women. Being a scholar on Women and Media, I find it very pertinent to write something on this issue. I for one was not in favour of Women’s Reservation because I feel everybody is equal irrespective of gender. However, it pained me to see Naga women fighting for their rights with opposition from its own men. It really troubled me to know how the members of the Naga Mother’s Association were threatened with rape and death from their own men. During times of trouble and turmoil, Women and Children were given first preference to safety and shelter by the men. But today, we see that our own Naga men are said

to be threatening the lives of our mothers. My heart goes out for the members of the NMA, who have tirelessly worked for the uplift of our Naga women. In my 5 years of doctoral research on marginalised Naga Women, including the making of documentary films, I have come to know and realize how much our Naga women value family traditions and try to keep it alive. Those women who face violence from their husbands/partner and family members do not want to disclose their sufferings inorder to keep their family honour. So many of them are silently suffering inhuman atrocities from their loved ones, yet defending their husbands when situation arises. A very good example could be taken from the bandh movement, where women stood behind Naga men to revoke the 33 percent reservation on women. Instead of standing for themselves they stood to honour its men and its people. That is called sacrifice. If at all Naga women are considered as equals by some organisations, why are women blamed for infecting her husband and children with HIV? Why are women blamed when children fail or disobey their parents? Why are women always blamed for something, which always goes wrong in the family or the society? Why are women called promiscuous or blamed for wearing indecent clothes? Why are women blamed for been bitchy? Why don’t men equally share the blame if women are considered as equals with them? If men really consider women as equals, I would like to see women given the role of the Head of any Apex Naga Organisation, women pastors given equal rights as male pastors, a women be elected as the Secretary of the Nagaland Baptist Church Council and give us all equal rights.

The claim made by some organization, that in Naga society we don’t practice female feticide, child marriage and dowry is something, which has to be studied and even debated by scholars and intellectuals. It becomes a debatable issue, because some Naga tribes allegedly practice dowry system and I personally encountered a women praying for a son. Do you even realize, how many mothers are having health problems giving birth, year after year expecting for a son? And how can any organization claim that we don’t have female feticide, when they have not even done one preliminary research to prove their claim. The lives of how many minors have been destroyed because of early marriage in Nagaland? Do they even know that? And do they even understand why women reservation was needed not to stake claim on manhood, but to address all these issues? At one point I tried to reason why Naga men considered women as equals. Is it because they see women chopping woods, fetching water and working shoulder to shoulder with them?Or the sheer strength of a widow, who single handedly supports her children without remarrying, as compared to most widowers. Even in Kohima, I have seen wives carrying cylinders in their bamboo baskets, while their husbands walked behind them. So it gives us all the good reason to understand that women are more powerful than men and they know it too. Though men agree that women are among equals, mind you they don’t like women intellectuals and term them as ‘Oversmart’. When some intellectual Naga women rise above the ordinary with different perspective and opinions, they are seen as aliens to the so-

ciety. Their life history and personal character is analyzed instead of understanding their perspective. It is high time that the role of Naga women be acknowledged in the society instead of criticizing and mudslinging their characters. Naga women do not need reservation, because we know our strengths and qualities. But there are certain areas where special care and attention be given to women who are deprived and marginalised. How do you know their plight, when you haven’t reached out to them or worked with them? If our society has embraced modernisation without any reservations, why don’t we also follow other states or nations, where priority is given to women empowerment? If advanced states and nations are giving women reservations to its women, I am pretty sure they have good reasons and plans for their women. If we have to still stick with our customary laws, I want to know whetherScheduled Tribe reservation and Backward reservation quotas are also inscribed in it. Does the customary law allow us to avail all the quotas and reservations? While wishing the best for all Naga women on the Women’s Day, I pray that they stick to what they believe and stay strong on their commitments. I consider myself very independent but there are many things I cannot do without the help of a man. Likewise, inorder to grow as a society, women need the support of men and it would be very encouraging if Naga men stand behind Naga women and support them unconditionally. If men still consider Naga women as equals, try to elect some women of substance in the coming elections (without reservation). Than we can know that we are really among the equals, as you want to say.

11th Open Naga Wrestling Championship

One good thing I did was when wickets were not coming, I kept the runs down," Ashwin said after the match. "We just spoke in the dressing room to bowl some short spells and keep changing over. That is why we were rotating so we could attack through such short balls." Indian opener Lokesh Rahul was declared Man of the Match. Having dismissed the hosts for 274 in their second innings, the visitors ran into trouble early in their second essay as young opener Matt Renshaw was caught behind off Ishant's bowling. Ashwin trapped the other opener David Warner leg before Umesh was rewarded for his excellent bowling with the wickets of Australian captain Steven Smith and Shaun Marsh.

That put the pressure on the visitors and Ashwin rammed home the advantage by sending back Mitchell Marsh and Matthew Wade in quick succession. The Australian batting disintegrated quickly after tea, as they lost their remaining four wickets in just under eight overs. Ashwin bowled Mitchell Starc with one that did not turn too much after pitching before Jadeja got rid of Steve O'Keefe. Peter Handscomb, the last recognised batsman, virtually handed his wicket to Ashwin while attepting a slog before the off-spinner pulled off a caught and bowled attempt just two balls later to dismiss Nathan Lyon and complete the win. The visitors lost their last six wickets for just 11 runs, which is their joint third biggest six-wicket col-

lapse. It was also their joint second biggest collapse against India. Earlier during the morning session, Josh Hazlewood clinched a sixwicket haul as India were dismissed for 274 runs in their second innings. Hazlewood had figures of 6/74 while fellow pacer Mitchell Starc and spinner Steve O'Keefe took two wickets each. Hazlewood's figures were the best in his career so far and the best bowling figures by an Australian pacer since Geoff Dymock took 7/67 in Kanpur in 1979. For India, Cheteshwar Pujara top scored with 92. Resuming at the overnight score of 213/4, Pujara and Ajinkaya Rahane batted steadily for the first half hour or so. But the introduction of the second new ball saw

lonDon, March 7 (aFP): Cricket's law-makers are to limit bat-sizes and introduce sendings-off among a new batch of rules which will take effect this year, they said. Bats will be measured with a "bat gauge" to make sure they don't exceed 108mm (4.25 inches) in width, 67mm in depth and 40mm at the edges, the Marylebone Cricket Club announced. Umpires will also be able to send players from the field -- temporarily or permanently -- for serious offences like acts of violence in the first new Code of Laws issued since 2000. A steady rise in bat sizes has been blamed for making cricket easier for batsmen and harder for bowlers, disturbing the "balance between bat and ball". Under the new laws, umpires can also crack down on

a dramatic change in fortunes as Hazlewood and Starc produced a devastating spell which saw five wickets fall in 19 balls. Rahane was the first to go, almost immediately after his half-century. The Mumbai batsman fell to an astute call by Australian skipper Steven Smith who decided to call for the review after the umpire had given a not out decision to a loud lbw appeal from Starc. Smith stood vindicated as the third umpire reversed the on-field official's decision and sent Rahane on his way. Starc struck again with his very next ball, uprooting Karun Nair's middle stump with a fast inswinger to send the batsman back to the pavilion with a golden duck. Wriddhiman Saha walked in to deny Starc his hattrick with an inside edge on to his pads even as the Australians came up with another loud appeal for lbw. There was more trouble in store for the hosts in the next over. Pujara fell in the 90s for the first time in his career when some extra bounce from a Hazlewwood delivery took the shoulder of his bat for a simple catch to Mitchell Marsh at gully. Ravichandran Ashwin was dismissed only a couple of balls later when a Hazlewood delivery came in sharply after pitching outside the off stump and beat the outside edge of an attempted drive before crashing into the stumps. Hazlewood completed his six-wicket haul in his next over when Umesh Yadav lofted one to David Warner at mid-off. Saha and Ishant Sharma then came up with a late partnership to push the hosts' lead to 187.

Bengaluru, March 7 (IanS): Star off-spinner Ravichandran Ashwin led with a six-wicket haul as India defeated Australia by 75 runs with a day to spare in the second cricket Test at the M Chinnaswamy Stadium here on Tuesday. Chasing a target of 188 runs, Australia were all out for 112 in their second innings shortly after tea on the penultimate day. India have now levelled the fourTest series at 1-1. The Indians bowled superbly on a pitch which has developed quite a few cracks, making it difficult for batting. Ashwin did the most damage with figures of 6/41. Fast bowler Umesh Yadav displayed excellent speed and swing to return 2/30 while fellow pacer Ishant Sharma and left-arm spinner Ravindra Jadeja bagged a wicket each. The Australians found it difficult to score against Jadeja who gave away only three runs in his eight overs which included five maidens. Ashwin is now the most successful bowler in the 2016-17 season with 89 wickets. He is the fastest ever to reach 25 five-wicket hauls, achieving the feat in 88 innings ahead of Sri Lankan great Mutthiah Muralithaaran (100) and legendary New Zealand fast bowler Richard Hadlee (111). The Chennai spinner is also the fastest Indian bowler to take 200 Test wickets in India, reaching the landmark in 30 Test matches. He has gone past Bishen Singh Bedi to be fifth on the list of highest wicket takers for India with 269 scalps, behind Anil Kumble, Kapil Dev, Harbhajan Singh and Zaheer Khan. "It was not coming out of the hand all right. I was trying to turn it too hard.
