Nagaland (Dimapur) Police have arrested 27 persons with regard to the March 5 incident till 11:00pm on March 8. Nagaland State IG (Range), Wabang Jamir, said today that the 27 include the six arrested on March 7. Those arrested on March 8, he informed, include a “ringleader” of the mob that lynched a man on March 5 and a couple of students. No women have been arrested yet with regards to this but some have been identified, said Jamir, and that no NGO leader has been arrested till now either for inciting the masses. On March 8, Sunday, the Dimapur district administration and security teams jumped into action after a total curfew was declared here from 3:00pm to midnight. Five teams were deployed for the entire search and arrest operation held today, and arrests were made through a host

When probed on the alleged complicity of the police in the mob action leading to the capture of the now deceased alleged rape accused, Jamir said that the angle will be probed. Meanwhile, the blockade on SMS and mobile data services (internet) will remain in place till Monday, 6:00pm. While the Nagaland police seems to be doing its job now, there is a lack of initiative and will from the political class to address the issue. Neither the Chief Minister, nor the Home Minister, of Nagaland have visited Dimapur up until now. No State politicians took any initiative to address and pacify the mobs on either March 4 or 5 despite being their elected representatives in the State.

Normal life was affected across three districts in lower Assam on March 8 as several organisations called a 12-hour bandh to protest the March 5 lynching incident in Dimapur. The bandh coincided with the last rites for the deceased Syed Farid Khan, whose mortal remain was buried today at his native Bosla village in Karimganj district.

Karimganj Deputy Commissioner, Sanjib Gohain Baruah, said that the morning to evening bandh was marked by protest marches organised by the civil society, business bodies and political organisations. The bandh passed off without any untoward incidents, Baruah said. News reports, quoting officials from the adjoining Hailakandi and Cachar districts, stated that the bandh passed off peacefully in the

two districts as well. In Guwahati, the day passed off without any incident following the protests in front of Nagaland House on March7.JointResidentCommissioner, Nagaland House, Guwahati, Maria Yanthan said that adequate security measures have been arranged in coordination with the Guwahati City police in anticipation of protests in the coming days, while police security has been arranged at Nagaland Police House, Bel-

NCD condemns violent events of March 5 The Naga Council Dimapur (NCD) today condemned the violent events of March 5 in Dimapur and termed it “unfortunate” that the mob took law into their own hands. A press note from the NCD clarified that it had appealed to protestors on March 4 and 5 to allow the law to take its own course of action. During an emergency executive meeting on March 8, the NCD also passed a resolution saying that the statements made by its General Secretary, Joel Nillo Naga on March 7 “was his personal view and in no way reflects the official position of Naga Council.” The resolution was appended by the NCD President, T Bangerloba and Vice Presidents, K Ghokheto Chophy and DP Angami. The NCD further appealed to all citizens to remain calm and maintain peace and harmony.

DNSU cautions against spread of rumors The Dimapur Naga Students Union (DNSU) has cautioned against the use of social media to spread unwanted and false rumors. A press note from the DNSU informed that a meeting was held with its constituent units in view of the violent turn of events in Dimapur. The DNSU condemned both the alleged rape of a girl in Dimapur, and the lynching of the alleged accused by a mob. It directed all members of the DNSU to refrain from attending any function/social gathering on this issue, without prior notification from its units. The DNSU also assured that all citizens in and around Dimapur, especially non Nagas are “safe and sound.” It further resolved to protect all citizens irrespective of faith, from any anti social elements that may threaten peace. This is a day to celebrate and recognize the strength and participation of women and girls. But as we gather on this day, we should also remember that there are women – our sisters and daughters - who are subjected to humiliation and violence because they are women and girls. Convenor of IWFNEI, Khesheli Chishi, stated at the rally that the IWFNEI stands in solidarity for justice and women’s rights across North East India and beyond. “We recognize that women and children constitute the most vulnerable members in our societies. Towards that end,

the IWFNEI is committed to work for the political, social, and economic equality of women,” she noted. Reiterating the 2015 theme ‘Make it Happen,’ the women reaffirmed their commitment for women’s rights and justice. Following the procession, a meeting was held that demanded from the Karbi Anglong Autonomous Council (KAAC) that International Women’s Day, March 8, be declared a Council Holiday. It called for the 50% reservation of seats for women in the KAAC and Town Committees. The women demanded the proper functioning of the Women Commission of KAAC, and to induct members in it from struggling Women organisations. Finally, to construct a market shed for Women Vendors at every market in Karbi Anglong, apart from providing them with cool storage, drinking water and toilet facilities.

The Kohima District Legal Services Authority (KDLSA) today commemorated International Women’s Day 2015 with the hostel girls of Kohima here at DC’s Conference Hall under the theme “Make it Happen.” Speaking on the theme “Make it Happen,” guest speaker Y. Longkumer, NJS, Registrar, Gauhati High Court, Kohima Bench, encouraged the girls to make a difference in the society with their positive attitude and being involved and aware of the things happening around. She said that being in a male dominated society, gender inequality is the main thing pulling down the status of women. She challenged the girls that whatever men can do, women can also do and even do it better. Asserting that women are the architect of the society, she further stated that the voice of women should come out

Services during the health camps will include Ante Natal Care (ANC), Post Natal Care (PNC), Identification of high risk pregnant women, Availability of Referral transport, Availability of drugs, diagnostics & Mother Child Protection (MCP) cards to all beneficiaries, Family Planning services, Promotion of Janani Suraksha Yojana (JSY) & Janani Suraksha-Shishu Karyakram (JSSK) entitlements, and Counselling services for women. In addition, during the health camps, screening for

cancer of the cervix will be conducted in the three district hospitals of Kohima, Mokokchung and Dimapur. The NHAK in Kohima will also provide screening for breast cancer during the camp in Kohima. al Communication (IPC) campaign to promote women’s health and motivate women to adopt health seeking behaviour will be carried out by the urban ASHAs of Kohima town on March 9 & 10. This IPC campaign will target women vegetable sellers and shopkeepers in and around the main town. In this regard, orientation of 13 Urban ASHAs on using IPC as a tool for promoting women’s health was conducted on March 7, 2015 at the Directorate of Health & Family Welfare, Kohima, the release added.

Special health camps for women in ten districts kohiMa, March 8 (MExN): To mark ‘International Women’s Day’, the Department of Health & Family Welfare, Government of Nagaland is organising a number of activities to observe the occasion in a befitting manner, informed Dr. Nandira Changkija, Mission Director, National Health Mission, Kohima. From March 9 to 11, “Special Health Camps for Women” will be held in ten District Hospitals of Kohima, Dimapur, Mokokchung, Wokha, Peren, Zunheboto, Longleng, Phek, Mon and Kiphire.

Tangkhul Scholars’ Association releases book NEW DElhi, March 8 (MExN): Tangkhul Scholars’ Association (TSA) has released a book entitled “Rethinking Education in The Hills of Northeast India.” It was released by Prof. H.P Gangnegi, Head of Department of Buddhist Department, University of Delhi, in the presence of about fifty scholars and researchers at a University of Delhi guest house on March 7. According to a press release from TSA general secretary, Dr. Tuisem Ngakang, the book may be useful for the government policy makers, researchers as well as other professionals engaged in the field of education, particularly in the hills of North East India. The book, edited by AS Yaruingam and AC Kharingpam, was contributed by host of scholars from the North East. It is published by Shipra Publications and has the copyright with Tangkhul Scholars’ Association (TSA), the release added.

Though all the political parties in Assam may make the right sounds when it comes to the issue of illegal Bangladeshi immigrants living in the state, none it seems will bite the bullet. Recently, when the Assam government made a startling revelation in the Assembly that some 35,738 illegal Bangladeshi immigrants were absconding following their detection, the BJP raised a hue-andcry and called for removal of an “old” Assam Accord Implementation Minister, Bhumidhar Barman. “Since 1985, altogether 38,186 people were identified as illegal Bangladeshi

immigrants. Of them, 2,448 have been expelled while 68 are lodged in the detention centres. The remaining 35,670 people are absconding and some of them may have died,” the octogenarian minister had told the Assembly. Outside the House, the BJP went all-guns-blazing at the ruling Congress. But the BJP too has done little to address the issue. The party performed well in Assam in the 2014 General Election by playing the “Bangladeshi” card. Remove lacunae in Arunachal Statehood Act: Gegong Apang Itanagar, March 8 (PtI): Former Arunachal Pradesh Chief Minister Gegong Apang has appealed to Prime Minister Narendra Modi to take appropriate action for removal of all existing lacunae in the Statehood Act claiming the issue has been agitating the minds of the people. Apang, the longest serving chief minister of the state who joined BJP early last year ahead of the Lok Sabha polls, had submitted a letter to Modi on this matter during the latter's visit to the state last month. He said all central leaders during their visit to the state had been approached but the Centre did not budge. Even the state Assembly passed resolution in this regard twice in 1994 and in 2013. Apang, who was the first chief minister of the state, claimed he and other state leaders were not consulted on the Arunachal Pradesh Statehood Act of 1986. "Neither the draft of the bill was shown to us nor were we aware of its defects," he said. The then Prime Minister Rajiv Gandhi had assured us that the Constitu-

tion would be amended for rectification of the act but nothing has been done so far, he claimed. "We had approached the then Prime Minister on learning about the defects. When the ownership of land and resources of the people of Nagaland was protected, why not Arunachal? The prime minister had categorically assured us that the bill has been moved to avoid delay... He said defects will be removed by introducing a constitutional amendment," he recalled. The assembly had unanimously passed resolution directing the state government to move the Centre for constitutional amendment with provision for special protection for the state. The assembly had also resolved to urge the Centre to expeditiously amend Article 371H of the Constitution to bring Arunachal Pradesh at par with the provisions of Article 371A(1) with a view to provide special constitutional protection to the people of the state in respect of religious and social practices, customary laws and rights of ownership and transfer of land and its resources.

But few will perhaps dispute that the AGP has no base in areas where the Bengali Muslims are in a majority. And the BJP is influential only in pockets in these areas. IAF physiotherapist feared drowned Jorhat, March 8 (PtI): An Indian Air Force physiotherapist was feared drowned in Brahmaputra river in Jorhat. The physiotherapist from 5 Air Force Base Hospital at Rowria near here was carried away by the river current while he, along with seven of his colleagues, was bathing in the river at Kokialamukh last evening, a police officer said. A missing FIR was filed at the Jorhat Police Station last night after his colleagues failed to trace him

Bear found dead in Kaziranga KazIranga, March 8 (PtI): The body of a bear, suspected to have been killed in a fight with another bear, was recovered today from the Kaziranga National Park. Patrolling forest guards on getting a foul smell traced the carcass near the Kathpora forest camp in the Park's Bagori Range, a Park official said. The body of the male adult bear bore several scratches and other injury marks which led to the suspicion that it could have died due to infighting during mating. According to the last bear census in the Park in 1993, there were only - two male and a female bear but its population was expected to have risen to eight by now though a fresh census was expected to be held soon.

China’s February imports Centre to set up advisory panel to boost exports sink in news sign of weakness

BeiJiNG, March 8 (aP): China’s imports shrank in February for a second month in a new sign of weakness in the world’s second-largest economy. Imports contracted by 20.5 percent to $108.6 billion compared with a year earlier, customs data showed Sunday. China’s trade data early in the year often can be distorted by the Lunar New Year holiday, which occurs at a different time each year in January or February. However, with the two months combined, the contraction in imports so far this year is 20.2 percent. Exports surged 48.3 percent to $169.2 billion, rebounding from January’s 3.3 percent contraction, according to the General Administration of Customs of China. China’s appetite for imported raw materials and consumer goods has ebbed as economic growth declined to a two-decade low of 7.4 percent last year. The International Monetary Fund and other forecasters expect growth to decline

New Delhi, March 8 (iaNS): The government is to set up an advisory committee to suggest key measures to boost export performance, Commerce Minister Nirmala Sitharaman has said. At the ECGC Dun and Bradstreet Export Performance awards ceremony on Saturday night in Mumbai, the minister said she is planning “to constitute committee that can suggest thrust areas and key measures which can yield

quick results as well as help formulate a long term export strategy,” a commerce ministry release here said on Sunday. “This is a government that is fully willing to hear, fully willing to listen and fully willing to act,” she added. Emphasisng that exports play a key role in ensuring the success of the Make in India initiative, the minister assured the gathering that the government’s “ease of doing busi-

ness” measures will be extended to the export sector as well. According to the ministry, Sitharaman said Indian exporters’ access to markets abroad is restricted because of the protectionist measures of countries. The e-biz portal launched recently by Finance Minister Arun Jaitley was a great boon for the manufacturers and exporters, she added. Indian software major TCS (Tata Consultancy

Services) bagged the best overall exporter award in the large companies category, while Pune-based Serum Institute of India won the best manufacturer exporter award. New Delhi, March 8 (PTi): With an average of over Rs 1,000 crore a day, the net foreign fund inflows into Indian capital markets have crossed $11 billion (over Rs 68,000 crore) in little over 2 months in 2015. The analysts expect the inflows to further accelerate going ahead, following assurances in the Union Budget to revisit controversial issues like GAAR (General Anti Avoidance Rule). The Foreign portfolio investors (FPIs) have bought shares worth a net amount of Rs 31,256 crore till March 5 this year, while in the debt segment, their net inflows stand at Rs 37,296 crore, taking the total to Rs 68,552 crore (411.08 billion), as per the data compiled by the Central De-

pository Services Ltd (CDSL). Overseas investors witnessed a net inflow of Rs 24,563 crore in February, while the same in the previous month January stood at Rs 33,688 crore. FIIs (Foreign Institutional Investors) were rechristened as FPIs last year under a new regulatory regime that has made it easier for them to invest in India. Market participants attributed the robust inflows to positive investor sentiment driven by the government's announcement of several reform measures in recent months and expectations of more announcements in the Union Budget. They further said that inflow will continue in the coming months, as Finance Minister Arun Jaitley an-

nounced a slew of measures to attract overseas investment in the country in his Union Budget. In 2014, the net investment by overseas investors in debt markets was Rs 1.59 lakh crore, while the figure for equities stood at Rs 97,054 crore. Overall net investment by foreign investors stood at Rs 2.56 lakh crore last year. To soothe investors' nerves, Jaitley deferred the controversial GAAR by two years, saying its immediate applicability can create 'panic' in markets. Besides, the new rules would be put in place after resolving "certain contentious issues" and the implementation would eventually happen with prospective effect, he said.

Dimapur, march 8 (mExN): Five villages from Phek district celebrated the International Women’s Day (IWD) 2015, in their respective villages ushering a new phase of 'collective strength and elucidation for women'. The villages were Enhulumi, Chizami, Leshemi, Lasumi and Sumi villages in Phek district. According to a press note, on the eve of the IWD, the Enhulumi Village Women Society on March 7 organised a cultural day to mark the IWD in their village. Attended by 200 women and few members of the Village Council, the celebration was marked with folk songs, speeches, local drinks and snacks. The Programme Manager of North East Network (NEN), Nagaland, Wekoweu Tsuhah speaking on the topic ‘Women Rights and their Responsibilities’ highlighted the various rights- Civil & Political, Economic, Social, Cultural & Ecological Rights - which the women are entitled to claim. She also stressed on the obligations of the State in fulfilling those rights, and community’s responsibility to enable their rights and entitlements. “We have come a long way from where we were two generations ago...girl child education was not given importance then but today we have many of our women and girls who are well- educated” she said adding that the mobility of women which were restricted before are receding enabling them to work outside and participate in other social activities. However, maintaining many challenges are yet to be achieved bridge the gender gap, she asserted that the women are yet to see the “equal participation” in decision making in the public sphere and the parity of wages. “We have the right to a life free from all

forms of discrimination and violence and to achieve this, we need to ‘change mindset, engage both men & women, build solidarity, put in place gender-just policies amongst others” Tsuhah stated. Former Women Society Chairperson of Enhulumi village, Zutenyi-u Lohe also exhorted and reminded the gathering that 50 years ago, women has remarkably contributed towards maintaining peace and harmony, and feeding the community both in times of conflict and peace. "Though never attended schools and were illiterate, women leaders of the village were accountable, honest and committed, but today, though we have much more education and have progressed, yet we have lost those values" she laments. On March 8, 60 women leaders representing the Self Employed Women Association (SEWA) and Women Societies of Chizami, Enhulumi, Sumi villages and Chizami Town Women Welfare Society came together at NEN Resource Centre Chizami. A documentary on trafficking of women & girls titled, "The day my God died" was screened followed by a discussion on the status of women particularly on women’s health, women’s labour and economic status, women in decision making, and Violence Against Women (VAW). At Leshemi and Lasumi villages, the Village Women Societies organised meetings highlighting the history and significance of IWD, and discussing issues that concerns women. Altogether around 250 women and men from the community attended the meeting. “It is the first time that we are observing IWD in our village and this is a significant beginning though small’ stated a member of the Women Society of Leshemi Village .

Women in the Plan of God: Reading Rahab’s Narrative Some thoughts and views Sermon preached on the Occasion of International Women’s Day (2015) at Clark Theological College Chapel woman is not only a grown female human. A woman starts as a female fetus in the womb of another woman. She grows into a girl and than onto a lady and remains one throughout her life. She is your baby daughter, your wife, your mother, your sisters, your aunt, your grandmother, and your female acquaintance. She is a beautiful part of your life – an extension of your life, if you would. She’s worth celebrating! But the human value of a woman - be it an unborn girl, a little gal, or a young lady - is often put into question by the news on media. It is common to hear that a girl child has been aborted, buried alive or killed at birth, that a minor girl of 4, 5, 6, 10, 11, 12 years has been molested, that a working woman has been violated, a wife has been beaten black and blue, an elderly lady has been robbed or murdered. In tribal context, women are generally told silently or verbally that they cannot take up public leadership, they cannot be ‘ordained’, they cannot hold Pastoral office, because she’s emotional, weak physically, she’s soft – she’s a woman! The list goes on to as if have us believe that perhaps women and men are humanly unequal. The story of Rahab puts such claims to silence as we see relook at women in the eyes and the plan of God. Three characteristic insights can be drawn from her narrative in Joshua 2: 1-21. 1. Rahab represents majority of the women of the world (vv 1-3): Bible readers know her as prostitute. The people of Jericho knew her the same way. The Israelite spies knew her by that profession. Bible writers of both OT and NT knew her by that. Obviously she did not have a high moral standing. That could be the reason for her not being mentioned in the

annals of the OT/Jewish history. Josephus the 1century Jewish historian was perhaps too embarrassed to link a prostitute with Jewish history that he preferred to call her an “Inn Keeper”. Interestingly, a deeper study into the life of Rahab tells us that after her escape from Jericho and subsequent settlement in Israel (Joshua 6:25) she married into an honorable family, clearly indicating a farewell to her former profession. She was married to Salmon/Salma who was the founder of Bethlehem (1Chronicles 2:51, 54). Their union gave birth to Boaz (Matthew 1:5), which makes Rahab the mother of Boaz. Boaz married Ruth and they had Obed, the father of Jesse, the father of David. And from David’s lineage, Jesus was born (Matthew 1). Churches and societies must not get too stuck up with Rahab, the prostitute, because to do so would be to miss the plan of God for the women of the world. The other side of her story is that she became a hero for the people of Israel and all Christians (James 2:25; Hebrew 11:31). Many women of the world become or are made to become a victim of negative characterization and stereotypes. There is also no attempt, if not denial, to right the wrong notions about women. By looking on to exceptional women, societies conjure up that all’s well with women. We cannot look at Benazir Bhutto and conclude that women of Pakistan have all freedom they want. The fact is that for every Benazir Bhutto there are millions of Malalas who get shot for wanting school education. Indians likewise cannot look at Sonia Gandhi or Sushma Swaraj and think that women in India are treated with equal rights and dignity. The fact is that there are uncountable Nirbhaya victims! However, the story of Rahab shows us that given adequate means of empowerment women can transcend all human expectations and excel. The bil-

lions of Rahabs in the world just need the right opportunity to become heroes. 2. Rahab is a symbol of women’s courage, faith and loyalty (verses 4-16) Those looking at Rahab fromJericho’s perspective would call her a collaborator, an apostate, and a selfish person. But a look at the larger picture reveals that her courage to confront the King’s guards with misleading information (verse 4-5), her faith in the God of the Israelites (verse 9-11), and her loyalty to the family by negotiating with the Israelite spies for the deliverance of her extended household (verse 12-16) resulted in the fulfillment of God’s plan both the people of Israel and her family. Her contribution to the future of the people of history cannot be discounted. Church and society alike invest little or no trust in women to resolve complex situations or to take up challenging roles. But a look at the ground reality confirms women’s ability to turn impossible cases into possible victories. Traditional method of peacemaking by Demi (Angami) and Pukreila (Tangkhul), the proactive presence of Naga Mothers Association, the daring initiatives of Meira Paibies, and the dynamism of Mizoram Hmeichia Pawl are only some of the instances of the collective women’s strength to sustain themselves and their communities. In the Christian circle, we remember the Chinese women who kept the faith alive through oral transmission to other family members and neighbors during the Cultural Revolution when churches and Bibles were attacked. The women department of the Mizoram Synod is known contribute substantial amount of money towards the Synod Treasury. It’s recorded that in the church year 2005-2006, the department raised a whopping Rs 4, 99, 53, 427/- through “handful of rice” program. The spiritual life of the churches are

also kept burning by the regular attendance of women in worship services, their ardent prayers and faith activities at home and beyond. Women’s role in giving us a present and a future must be acknowledged and their presence in our midst celebrated and welcomed. 3. Rahab is an excellent example of the highest kind of God’s impartiality (verses 17-21) The spies made a sort of covenant with Rahab for saving their lives. She was asked to tie a red thread on the window of her house so as to be spared on the day of attack. The red thread is a type of the Passover (Ex 12:7, 13, 22) whereby the Israelites were instructed by God to slaughter a lamb and its bold smeared on their door so that when the angel of death comes to strike the Egyptian firstborns (animal and human) he would passover their homes and deliver them from death. As a foreigner Rahab could not be asked to do the same (Ex 12:43). She had to be content with an alternative sign with similar significance. Christians today observe a parallel kind of Passover in which Jesus himself is the Paschal lamb. The Lent season, especially the Holy/Passion week is an occasion to remember the price God paid to liberate us from all sin and bondages. He gave his only son as the lamb whose blood suffices for our deliverance. Jesus, in his life and ministry perfectly exemplified the heart and mind of God even in relations to gender. He never had problem recognizing their worth as human created in the image of God as men are. That women are generally not as much valued as men, that they are not treated with as much dignity as men, and that they are not allowed access to all opportunities as men, is not a creation of God. It is not in the plan of God for women to be discriminated. It is a creation of human societies. It is human sinfulness that seeks to make a

hell on earth for certain groups of people-including women. The fact that the Saviour Jesus is humanly related to Rahab dismantles and crushes all our human construction not only of gender hierarchy but also of the false assumptions of racial, class, tribe, clan and national superiority. The question is do we have the mark of the Passover Lamb of God (Red Thread)? Has the suffering and death of Jesus Christ impacted our lives in such as way that we are freed not only from personal conditions of sin (‘original sin’) but from all sinful thoughts and practices that destroys lives and relationship, particularly between women and men? Excavator Kathleen Kenyon estimates that it is 3,300 plus years since the fall of Jericho. It is that long since Rahab delivered the Israelites to Canaan at the expense of her life in the hands of the King of Jericho. It is also that long since she and her family received divine deliverance from destruction as a result of a ‘covenantal sign’. But how is our attitude towards our women today? Have we as women and men received deliverance from gender prejudices and such? How do we in general view our mother who gave us birth, our daughter/s, our sisters, our wives, girlfriends, female colleagues, women on the street and public transportation? Do we see them as of less value than our fathers, sons, brothers, husbands, male friends, male colleagues, and even male strangers? The blood of Jesus – the saviorhas become the sign to remind us that we need not stay back in the Jericho of our male-centered and misogynistic systems, thoughts and cultures but to be liberated towards a Canaan of mutual respect, love and kinship especially between women and men.

I

t was a terrible tragedy that unfolded in Dimapur recently, and all because of some thugs, a highly inefficient administration, an inept police force and an indifferent government. And now we have the sanctimonious Noke group trying to get political mileage out of the tragic situation. The argument that the DC and SP have been victimised by their suspension is downright stupidity. Who are they kidding? The DC is just the authority to take necessary action to prevent such trouble. Anyone who does not have the will or the spine for necessary decisions and the efficiency for prompt action, should be removed from such sensitive posts. One wonders if the same people in the Noke group also demanded the resignation of the then Chief Minister and Home Minister (now in their camp??) when Dimapur went through hell a few years back. Then, as we common people remember, a highly callous and inefficient administration was left scot-free. Please spare the people now, of your politics. The attack of the Central Jail was unjustified by any yardstick. The sordid affair of dragging out the alleged rapist and all the events that followed are condemnable by all human standards. The investigation should ensure that all the criminal elements involved in this entire episode be identified, booked and prosecuted, without fear or favour. Guns were used by some goons during this event. Their affiliation, if any, with the NPGs should also be ascertained. A thorough inquiry into the alleged rape and interrogation of the third person in this squalid affair as well, is necessary. The defiling of the young impressionable minds of most of the protesters, who were in, and barely out of their teens, was an added dimension to this tragedy. They were made to partake in human degradation of the highest order. Counselling by experts engaged by their respective schools may be necessary. Hopefully, the sequence of events is soon a distant, blurred memory. Muslim Council of Dimapur, thank you for the positive message to the other parts of India. That was indeed necessary, and timely. But, please leave the identity issue of the deceased to the investigating agencies. An important thing here is that, no matter who it was, IBI or others, the whole episode was utterly wrong and has no place in any civilised society. This was a crime of the highest order; a crime against humanity. During the entire episode, where was the Home Minister? Tension had been running high in Dimapur for some days with the minister blissfully unaware. A British Parliamentarian would have immediately owned responsibility and stepped down as a matter of honour, even after doing his/her best. But is there honour amongst us in “Nagaland for Christ”? The minister, as it appears allowed the situation to escalate, by turning a blind eye, till tragedy violently struck. ‘Horrific’ Nagas

W

hat Nagas could not achieve in the last few decades, getting global recognition, some of our misdirected youths have achieved in the few hours of mob fury with their hasty, ill-thought of, barbaric action on March 5, 2015 when an alleged rapist, Syed Farid Khan was dragged out of jail and lynched to death. It is not just the local or mainstream media in India which has flashed this unpleasant story in their front pages but even international media houses like the New York Times decided to give it prominence given perhaps the extreme brutality on display, at par with the horrific atrocities committed by ISIS in recent times. People from across the world have been expressing their horror and disgust on what happened at Dimapur on March 5. As one comment states, “the two worst crimes in the world are rape and murder….their country (Nagaland) is less one rapist but gained a hundred murderers”. Another comment referring to the crowd surrounding the alleged rapist says that “they have no compassion or reason”, certainly a poor reflection of calling ourselves Christians. It has dented our image in front of the world. We are all aware that whether it was the Naga National Council (NNC) under the leadership of AZ Phizo or the recent initiative of the National Socialist Council of Nagalim (NSCN), attempts have been made to internationalize the Naga political issue and draw support and sympathy from other nations and peoples to our cause. The State government through the Hornbill Festival had also invested a lot of time and money to promote Naga culture and way of life to the outside world. In the last few years, Nagaland has been able to attract a lot of visitors, both national and international, eager to know, learn, help and engage with our people on a number of issues ranging from development, education, health, tourism, culture, music etc. All these have started to take place despite apprehension, as portrayed in the media, about the safety of traveling or investing in ‘trouble torn’ Nagaland. Until now, much of the concern centered on ‘insurgency’ or the armed conflict between Naga nationals and India’s armed forces. A decade long ceasefire and peace process in place had helped in removing some of the impediment that stood in the way of creating a favorable atmosphere and promoting Nagaland as a vibrant and safe destination for business and travel. The years of stereotype, especially in the mass media, about the negative image of Nagas and Nagaland was starting to change for the better. More importantly, young Nagas were at the forefront of this change. They were beginning to raise their voices against many of the ills in society and questioning the existing system. The emerging Naga youths were seen as vibrant, enterprising, hardworking, progressive and ready to pave way for a better Nagaland as against the old system of corruption, violence, social decay and economic backwardness. The brutal and barbaric lynching of a rape accused by an unruly mob, mostly young people, goes against the very tenet of the progressive change that new Nagaland aspired for. Given that young people were seen as the new hope, what happened on March 5 is most disappointing. Certainly it was not a brave act. Thousands against one person was an act of cowardice. In a most recent editorial ‘Peace and Conflict’, this writer had stated that “Nagas tend to be hasty and emotional when it comes to dealing with situations” and that “we don’t think and reason as much as we should”. One suggestion mentioned was on the “need to train our minds to think better and reason well” given that “many a times Nagas have this habit of doing things without looking at the consequences of our actions”. Another observation made was that “we like to take the law into our own hands” indicating “the absence of rule of law and the governance deficit”. All these are food for thought for the Nagas as we reflect on this horrific shame that has come to us. conquering Hate

Thought-Provoking Question: Can we Nagas still love the Indian people after having suffered so much under their military brute force and political suppression of our national aspiration? What does God say? Read Jonah 4:1-11 Jonah was a hard-core Jewish nationalist. It was through his prophetic influence that the boundary of the Israelites was extended under Joash, king of Judah (2 Kings 14:23-25). But Jonah suffered from a narrow nationalistic mind-set and racial hate. This was not without reason. The Ninevites had committed many atrocities against his people, the Jews, in the past. But as far as God was concerned, Jonah could not serve Him as long as he had hate in his heart. So through a traumatic experience, God had to teach Jonah a lesson that He desires people of all nations to experience His love. Okay, so now what? I grew up hating the Indian people. When the Indian Army invaded Nagaland, they started shelling bombs into our Jotsoma village for around a week. Finally, our villagers had to flee for their lives and hide within thick jungles and leech-infested valleys. That the Indian Army did all these to my villagers perhaps sowed the first seed of bitterness within me even as a little boy. Then having heard that the Indian people turned against my uncle A. Z. Phizo for the freedom he had fought for so hard added more fuel to my hatred. With the exception of Subhas Chandra Boss, Mahatma Gandhi, Rajagopalachari, Muhammad Ali Jinnah, and Gopinath Bordoloi, both Jawaharlal Nehru and Sardar Patel wanted Phizo to give up his vision of a free, independent Naga nation. But when he refused, they called him a trouble-maker, an extremist, a rebel, an enemy of India. My worst feeling of anger, however, was when the Indian Army killed my favorite uncle, Dobou Chase. Though known by others as the Speaker of the NNC General Assembly, for me he was just my favorite “Ami” (uncle). Often he would have me on his laps and tell me stories after stories of God’s miraculous protection of our national workers. When I lost him, I was determined to kill the Indian people someday. How did I overcome my hate? Well, I should say I didn’t on my own. It was really God who helped me to overcome my racial hate. He has helped me to see the Indian people through His eyes, and not through my own hate-filled nationalistic mind-set. He told me, “Get up and go to some part of India as a missionary.” How do you deal with your feeling of hate? If you nurse hate, it will only paralyze you. For a change, try love…because love will make you an overcomer. Prayer: Lord, forgive me for any racism and prejudice I’ve had for people of other races and cultures. World Misses Its Potential by Excluding 50% of Its People Ahead of global summit, experts note progress made on equity for women is not outweighed by the enormous gaps that remain

T

he meeting is billed as one of the biggest single gatherings of women activists under one roof. According to the United Nations, over 1,100 non-governmental organisations (NGOs) and more than 8,600 representatives have registered to participate in this year’s session of the Commission on the Status of Women (CSW). Described as the primary intergovernmental body mandated to promote gender equality and the empowerment of women, the 45-member CSW will hold its 59th sessions Mar. 9-20. About 200 side events, hosted by governments and U.N. agencies, are planned alongside official meetings of the CSW, plus an additional 450 parallel events by civil society organisations (CSOs), both in and outside the United Nations. Their primary mission: to take stock of the successes and failures of the 20-year Platform for Action adopted at the historic 1995 Women’s Conference in Beijing. The achievements are limited, say CSOs and U.N. officials, but the unfulfilled promises are countless. The reason is simple, warns Secretary-General Ban Ki-moon: “We cannot fulfill 100 percent of the world’s potential by excluding 50 percent (read: women) of the world’s people.” U.N. High Commissioner for Human Rights Zeid Ra’ad Al Hussein says the U.N.’s 193 member states have to go beyond “paying lip service” towards gender equality. They should “genuinely challenge and dismantle the power structures and dynamics which perpetuate discrimination against women.” But will they? Yasmeen Hassan, global executive director of Equality Now, told IPS in the Beijing Platform for Action, 189 governments pledged to “revoke any remaining laws that discriminate on the basis of sex”. Twenty years later, just over half of the sex discriminatory laws highlighted in three successive Equality Now reports have been revised, appealed or amended, she said. “Although we applaud the governments that took positive action, we are concerned that so many sex discriminatory laws remain on the books around the world,” Hassan noted. Mavic Cabrera-Balleza, international coordinator at Global Network of Women Peacebuilders, a programme partner of the International Civil Society Action Network, told IPS she was happy to see the latest draft of the Beijing + 20 Political Declaration, presented by the Bureau of the CSW, expressing “concern that progress has been slow and uneven and that major gaps and obstacles remain in the implementation of the 12 critical areas of concern of the Beijing Platform for Action.” “And it [has] recognized that 20 years after the Fourth World Conference on Women [in Beijing], no country has achieved equality for women and girls; and that significant levels of inequality between women and men persist, and that some women and girls experience increased vulnerability and marginalization due to multiple and intersecting forms of discrimination.” “This is a reality check on the part of the member states, which is welcomed by the Global Net-

here’s a new global development bank in town. And whether it stands to threaten or bolster the long entrenched World Bank and IMF, its presence will likely change the dynamics of development financing for the world. The BRICS — a bloc of the emerging economies of Brazil, Russia, India, China, and South Africa — announced last summer that they were founding a “New Development Bank” to compete with Western-dominated financial institutions. Each country has contributed $10 billion to the pot for financing development projects, much like the World Bank currently does. Colloquially termed the “BRICS Bank,” it will be headquartered in Shanghai and given an Indian president. Its board of governors will be chaired by a Russian and its board of directors by a Brazilian. For the past 70 years, the World Bank and the IMF — the linchpins of the Western-led Bretton Woods system — have financed economic development and provided balanceof-payment support to indebted countries, respectively. Originally conceived by the liberal economist John Maynard Keynes, the institutions have many shortcomings. They’ve earned a bad reputation in the developing world for imposing harsh loan conditions on vulnerable countries and for being insufficiently representative of the changing global power balance, particularly with respect to large emerging economies. A special grievance of the BRICS is that the IMF has failed to change the shares of voting power awarded to developing countries, even as they’ve grown to comprise ever larger percentages of the world economy. The quota system — that is, the monetary contributions that determine voting percentages in the IMF — is supposed to reflect the GDP of each country within

Population Division, told IPS the work of the CSW is important and it has contributed to improving women’s lives. Pointing out the important areas of health and mortality, he said, when the CSW was established seven decades ago, the average life expectancy at birth for a baby girl was about 45 years; today it is 72 years, which, by any standards, is a remarkable achievement. With respect to reproductive health, he said, great strides have been achieved. In addition to improved overall health and lower maternal mortality rates, most women today can decide on the number, timing and spacing of their children. “Simply focusing attention, policies and programmes on the inequalities and biases that women and girls encounter, while largely ignoring those facing men and boys, will obstruct and delay efforts to attain true gender equality and the needed socio-economic development for everyone,” Chamie warned. According to U.N. Women, only one in five parliamentarians is a woman. Approximately 50 per cent of women worldwide are in paid employment, an increase from 40 per cent more than 20 years ago, with wage inequality persistent. At the present rate of progress, said U.N. Women, it will take 81 years for women to achieve parity in employment. In 2000, the groundbreaking Security Council resolution 1325 on women, peace and security recognised the need to increase women’s role in peacebuilding in post-conflict countries. Yet, from 1992 to 2011 only 4 per cent of signatories to peace agreements and nine per cent of negotiators at peace tables were women. Hassan told IPS there are still laws that restrict women’s rights in marriage (women not allowed to enter and exist marriages on the same basis as men; appointing men as the head of a household; requiring wife obedience; allowing polygamy; setting different ages of marriage for girls and boys). There are also laws that give women a lower personal status and less rights as citizens (women not being able to transmit their nationality to husbands and children; women’s evidence not equal to that of a man; restriction on women traveling).

And women being treated as economically unequal to men (less rights to inheritance or property ownership; restrictions on employment); and laws that promote violence against women (giving men the right to rape their wives; exempting rapists from punishment for marrying their victims; allowing men to chastise their wives). “The fact that these laws continue to exist shows that many governments do not consider women to be full citizens and as such it is not possible to make progress on the goals set 20 years ago,” Hassan said. Cabrera-Balleza told IPS the CSW political declaration also states that member states reaffirm their “political will and firmly commit to tackle critical remaining gaps and challenges and pledge to take concrete further actions to transform discriminatory social norms and gender stereotypes,” among other very good promises. This is where the crux of the matter lies, she said. “We’ve heard these promises many times before from past CSW sessions and yet recent data, such as those from the World Health Organisation (WHO), indicate the following: • 35 percent of women worldwide have experienced either intimate partner violence or nonpartner sexual violence in their lifetime; • on average, 30 percent of women who have been in a relationship report that they have experienced some form of physical or sexual violence by their partner.” Globally, she said, as many as 38 percent of murders of women are committed by an intimate partner. She predicted that issues of sexual and reproductive health and rights, including lesbian, gay, bisexual and transgender (LGBT) rights will remain contentious in this CSW, as in previous years. “It also worries me that while thousands of women have died and many more continue to suffer because of ongoing conflicts as well as violent extremism around the world, none of this is addressed in the political declaration.” Sadly, the U.N. continues to operate in silos, she said. The Security Council remains disconnected with the Economic and Social Council (ECOSOC) under which the CSW functions. “Having said all of this, I want us, in civil society, to push the envelope as far as possible in this 59th CSW session,” she added.

BRICS bank: A New Global Development Bank in Town The new BRICS bank could rival the IMF or fall flat on its face. Either way, it's a sign of shifting global power and influence Kaja Baum the global economy. Among the BRIC countries, China and India have been particularly shortchanged, as their voting share has failed to keep pace with their rapid economic development. China, which is responsible for 15.4 percent of the world’s GDP, holds only 3.8 percent of the IMF vote. India, with 5.4 percent of global GDP, holds just over 2.3 percent. Reforms to the quota system are badly overdue. And the U.S. Congress recently failed to approve changes in the U.S. share that would decrease it by a miniscule 0.5 percent while still preserving the largest portion of any state ( 1 6 p e rc e n t , where an 85-percent majority is needed to pass reforms). For many developing countries, moreover, the IMF in particular has become more of a cringing last resort than a resource for economic growth. “If you are going to ignore the winners of the global economic game,” wrote Dr. Roslyn Fuller, a researcher with the INSYTE Group consulting firm, “and subject the losers…to an impossible web of harsh conditions and crony capitalism, it shouldn’t be too surprising that these two camps might someday get together.” And that is precisely

what’s happened. The IMF’s inability to keep up is “a permanent sign that global governance is a mess,” as former Goldman Sachs asset chief Jim O’Neill puts it. Its legitimacy continues to erode as its more powerful members — mostly in the West — have, Fuller observes, “abused their position at those institutions in the service of their own national interests.” In light of this, a major focus of the new BRICS Bank seems to be properly proportional representation. More significantly, its lending requirements are expected to be quite different from the IMF and World Bank’s, since the BRICS economies differ significantly from the developed world’s model — particularly in the cases of China and Russia. This is good news for developing countries for whom the IMF’s penchants for currency devaluation, austerity measures, and privatization leave a sour taste. But the Bretton Woods institutions have not been overtly hostile to the new arrangement. The World Bank has even welcomed the BRICS bank, though World Bank president Jim Kim has sought to frame it as a response to developmental chal-

lenges within the BRICS countries themselves. The BRICS, he said, have “an enormous infrastructure deficit that simply can’t be met by a single institution, certainly not the World Bank in and of itself. So, for us the BRICS Bank is quite a natural extension of the need for more investment in infrastructure.” Yet it’s not all kumbayas and rosy promises. While the New Development Bank shares equal contributions and voting power, the other new BRICS institution — the Contingency Reserve Arrangement, with $100 billion in capital — was largely capitalized by China. This creates a golden opportunity for China to dominate the BRICS much as the West has done with the IMF, potentially consolidating its own interests (such as territorial disputes in the South China Sea) rather than mutual growth. Walden Bello further points out that the BRICS rely on largely export-based economies — particularly in China, which has led to stagnation and serious growing pains, including increasing unrest over inequality and environmental contamination. How does one developing economy develop another while facing its own issues? This, coupled with suspicion that the establishment of these institutions is based more on the politics surrounding the IMF and the priorities of the BRICS countries than a concern for shared development, sows doubt about the future. Whether the BRICS Bank does end up challenging the hegemony of the IMF and World Bank, assisting in the further need for investment, or falling flat on its face, its presence is a sure sign of shifting power and influence in global finance. If it’s successful, it could someday rival the IMF and World Bank as the primary funder for development and assistance. Or at the very least, it could engender some much need competition to increase the efficiency and effectiveness of global development.

M

ulembe! is a form of greetings amongst the amongst the Luhya people of western Kenya. Their neighbors, the Luo, have adopted the greeting and also honour each other when they meet with Mirembe! Mulembe or Mirembe translates as peace or harmony. In the history of the Luhyaand Luopeople, there is a tree that is so revered and cherished that people would never cut it, not even trim its branches, however desperate they may be for firewood or building material.This tree is also called Mulembe amongst the Luhya and Mirembe amongst the Luo. This column finds inspiration in the beliefs of my people, rooted in our traditions and culture. I was fortunate to grow up in urban Nairobi but with frequent trips to our rural ancestral home in western Kenya during school holidays. I benefitted from the education system in the capital as well as the education from the wisdom of my people in rural western Kenya. My grandparents, Kwara Odera K’Ogwande and Dana Josephina Ongecha Nyo’Tenda, were most influential in my education. My grandfather was a Luo while my grandmother was a Luhya. Through words and deedsthey taught me what is meant to be a descendant of people who cherished Mirembe in a world of struggle. The stories I listened to and the encounters I had in both rural and urban Kenya are the raw material of my Mirembe stories. My grandmother was a great storyteller and her idea was that if you hear a story you must make it your own and retell it. And, if you did not like the story, then you were duty bound to create one. I hope that the stories you are about to read in this column will nurture the Mirembe tradition and that you, too, will do you part in ensuring the generations to come find the Mirembe tradition still standing – taller, stronger and stubbornly resilient.

or some reason, my father considered it his national duty to dispatch me to our rural home as soon as schools closed for April, August and December holidays. I was raised in urban Nairobi, the capital of Kenya, where my father worked with the Kenya Posts and Telecomunications. The 17 hour journey from Nairobi to Luanda, in western Kenyawas, in itself, education. From the age of 12, I made countless back-and-forth journeys on the Kenya-Uganda railway. Some villagers called me “a child of the Iron Snake.” I must confess though that initially, I viewed the trips to the village as some form of punishment. How come, my young mind curiously asked itself, my father only picked on me yet I was not even the eldest of my three siblings? Why should I always be the one to give

ow can we address the global threat to women's rights with no space for girls’ - or even women’s - voices at the UN? How will we design a post-2015 framework that responds to the needs of the most marginalized? 2015 is a milestone year that stands at the intersection of several major anniversaries for human rights and development. Perhaps most visibly, this is the 15th anniversary of the Millennium Development Goals (MDGs), and therefore the year world leaders will formally close out the Millennium Charter and adopt a new global development framework. For women and girls, it’s the 20th anniversary of the Fourth World Conference on Women and its crucial policy framework, the Beijing Declaration and Platform for Action. One would think, therefore, that 2015 would be a year in which the global community would come together and imagine new rights standards that will set lofty goals for the next generation. Yet so far, this does not seem to be the case. Rather, global leaders are taking a more cautious - or even overtly conservative - approach to negotiations on women’s and girls’ rights. Advocates must not only push governments to set new standards, but must ensure they simply affirm, or worse still, not lose ground on, old ones. Deniz Kandiyoti wrote recently on openDemocracy 50.50 about the transnational alliances that are working to take “all matters relating to sexuality, to the control of female bodies, and to reproductive choice” out of the realm of civic deliberation. “Such is the momentum,” said Kandiyoti “…that the UN failed to pass a resolution for a Fifth

up the comfort of the life in the city, with its lights, tap water and Black and White TV, for the rural life full of fire flies, trips to the river and the transitor radio as the only connection to the rest of the world? A few days before my travel from urban Nairobi to Rural western Kenya, my father would send a telegram (dear reader, would you like me to provide a footnote explaining what a telegram is?) to my Grandparents forewarning the entire village of my impending arrival. Since telegrams were charged for every word, my father’s messages would be crisp: “Babu arrives on Saturday. Meet him.” In the world of telegrams, word is money. Since my father and all his four brothers had jobs in Nairobi, my travels also had an element of self-interest on their part. These fathers of mine would all save for three months and then use my travel as the opportunity to honor their obligations of supporting the extended family in the village. You could therefore say that I served as the de facto Western Union for our rural economy. But my father and his brothers did not trust my competence as a reliable custodian of the fruits of their labour; they were afraid I would doze off even before the train snaked its way to Warufaga station (the British called it Elburgon) and lose all their money. So, what those little dictators of mine would do was wrap the money (which included coins) in a plastic bag, carefully arrange it inside one of my side pockets and then meticulously stitch the pocket! That way, they were sure that however adventurous I wanted to become during the long train journey, the money would arrive in its rural destination intact. Oh, I should briefly tell you about who built the railway line. It is written in the big history books that around 1896, the colonial British imported over 30,000 people from India as the core labour in building the over 1,000 kilometres of railway from the port of Mom-

basa in Kenya to Kampala in Uganda. It is a sad story this building of the railway line. It is a story crying to be told and retold. Many people died during the building of the “Iron Snake.” But that is a story for another day. As the locomotive coughed and puffed its way to the final station, Luanda, I would look out for that warm and toothy smile that no one else could radiate but our one and only Josephina Ongecha Nyo’Tenda, my grandmother. We affectionately and respectfully called her “Dana.” As soon as I alighted in Luanda I would feel that somewhere amidst the traders jostling to sell bananas, sim-sim, groundnuts and other edibles I would hear that unmistakable call out in a mixture of Dho'Luo and Olu'Luhya: “Chwora, Omusacha wanje!” [my husband, my husband!]. This would then be followed with prolonged hugs which, as an adolescent, were at once loving and embarrassing. It was a contradiction I was happy to live with. The 6 kilometre walk from Luanda train station to our village in Koga was always refreshing after 17 hours in a metalic cabin. The only bit that I did not like was that my grandmother would greet and have small talk with virtually everyone she met. You would think she was campaigning for some political office. Once is a while she would stop and the conversation with this stranger would run into 10 or 15 minutes. After the regular arrival protocols of partaking of a meal and updating everyone about what was happening in that “crazy place called Nairobi”, Dana would secretly indicate to me to find the earliest opportunity to consult with her in her bedroom. It was a sign language that only grandsons and their Danas could decipher. Even during the day, it would take a while for my “city eyes” to get accustomed to the semi-dark environment of her bedroom. Armed with a razor blade and a smile, Dana would proceed to meticilously cut through the stitched pocket, carefully empty its contents, and

then sit quietly as I relayed the dictatorial messages from Nairobi, detailing which note or what coin was from who and to whom it was supposed to be given. Dana would then visit each hut in the village and deliver the good news. Then she would go and purchase some “good news” for my grandfather in the form of the traditional brew of our people. My grandfather, Odera K’Ogwande, a carpenter by profession, usually returned to the village in the evenings after dark and it seemed to me that the brew helped him think through about the future of Africa. During one of my many visits, one encounter with my grandfather – whom we affectively and respectfully called Kwara – is etched in my memory. I was 16, a moment in the village when the transition to adulthood begins in earnest. My grandfather asked me to join him outside. He had lit a fire. I sat for with him under the umbrella of near-total darkness. The fire flies were enjoying their dance. Sitting out there in silence I noticed the doors of the huts closing as midnight approached. Yet Kwara said very little. After the long silence, Kwara Odera K’Ogwande told me in a firm voice: "My grandchild, the things I am about to tell you tonight are the deep secrets of our people. You can only reveal any part of it one condition: when such a revelation would contribute to resolving a problem or help the search for "kwe" (peace)." This was followed by another round of silence. It was well past midnight when Kwara began narrating in a deep voice. From time to time, Kwara would check with me if I really understood what he was saying, particularly when he used metaphors and parables. Almost instinctively, my grandfather grabbed the white plastic container from under his seat and emptied the last drops of the finest brew of our people into his glass. As the flames struggled to claim their space in the moderately windy night, I noticed Kwara’s generous hand stretching out. I grabbed the glass and enjoyed a well calibrated sip, then returned the glass to him. He then took a slow deliberate sip as if to ease the burden of the secrets that he was placing upon my shoulders. He then placed the glass under his seat then slowly shifted his gaze to the bright moon. I, too, joined him in gazing at the moon as it kissed the valleys surrounding Koga village. From the distance, I heard the first cock crow, boldly announcing the beginning of another day. Kwara concluded the story of our people and told me to go have some rest. On my way to my grandmother’s hut, I looked back and saw his silhouette still staring at the bright moon. To date, 30 years later, I have kept the solemn promise.

The world's girls: no voice, no rights World Conference on Women from fear of the consequences of re-opening international agreements on women’s rights.” Indeed, thanks to the growing trend Kandiyoti describes, this inauspicious Beijing anniversary year finds advocates headed to the United Nations Commission on the Status of Women (CSW) next month with a tepid draft outcome document - and one that will have been pre-negotiated, signed, sealed and delivered before they have even set foot in the UN complex. A small point on process, perhaps, but one worth exploring further: Typically, the CSW outcome document - the Agreed Conclusion - are negotiated during the course of the two weeks of Commission meetings. Thousands of feminist activists attend the CSW, host side events and lobby governments for their particular advocacy objectives. This year, there are no Agreed Conclusions, and the outcome document - a “political declaration,” - is being negotiated as we speak, a month in advance of the meetings. According to some, the decision to pre-negotiate a political declaration marking the 20th anniversary of Beijing was an effort to avoid the inevitable conservative backlash against affirmations of gender equality and female empowerment, an evasive maneuver to avoid reversing progress. Sound familiar? It should. Ann Marie Goetz and Joanne Sandler similarly point out in their article, Women's rights have no country, that the same line of thinking led to

Lyric Thompson the ultimate decision not to mark the 20th anniversary of the ICPD with an international conference last year, and indeed that many women’s rights advocates “breathed a sigh of relief when UN Member States failed to pass a resolution in favour of holding a Fifth World Conference” for fear of losing momentum on women’s rights. This is an impossible position for an activist, particularly a young activist: to have the fire in one’s belly of wanting to push for newer, better rights standards that build upon those important platforms of Beijing and Cairo you’ve inherited, yet “knowing better”… knowing, or very strongly suspecting, that to do so might actually roll back those very rights standards the community holds dear. Certainly, it can be conceded, that a prenegotiated document might be preferable if it were allowed to not only reaffirm existing standards, but also imagine new ones. Rights through the back door are still rights, one could suppose. But instead, the draft Declaration is a bland document lacking strong commitments to human rights, to adolescent girls, and to sexual and reproductive rights, among others. The pre-negotiated nature means the whole affair will be settled well before the thousands of activists who go to great trouble and expense to travel to New York from all over the world have arrived. It

is then left to only those groups with permanent representation in New York - many of which, thank goodness, are strong and inclusive coalition leaders who funnel information and engagement opportunities back and forth to the global sisterhood with incredible speed and efficiency - to represent our global interests, in the ever-winnowing space that they have to do so. For no population is there a greater risk of being left off the agenda entirely, even after a year when global attention to them has arguably been at its highest (see Malala’s Peace Prize), than adolescent girls. At the first reading of the draft Declaration, which took place at the UN on 29 January, one government representative stated that Beijing did not address girls and therefore neither should the CSW review. The official had clearly overlooked the final critical area, part L, on “The Girl Child,” where governments explicitly asserted girls’ human rights to live free of abuse, discrimination, forced marriage and other harmful traditional practices, the current draft is noticeably deficient in attention to the specific rights, needs and assets of girls. This comes on the heels of similar developments in the post-2015 process. Late last year, the Secretary General released a much-anticipated report outlining his proposed framework for the post-2015, sustainable development agenda. It left much to be desired. Absent was a call for a standalone gender goal (though he did endorse

the Open Working Group’s draft framework as a starting-point for negotiations). His report, too, lacked any reference to adolescent girls, who decades of research shows, are an important element of any effort to alleviate poverty. ICRW’s research has shown that when girls are treated equally at home and in public, they feel safer in school and are more likely to continue their education, which leads to more informed citizens, workers, souses and parents who can contribute to sustainable development. In Bangladesh, Egypt, Ethiopia and India has further demonstrated the importance of empowering girls to change discriminatory knowledge, attitudes and practices - all of which was called for in Beijing, and that girl-focused programs expand girls’ ability to make strategic life choices by providing them with access to critical resources. It was as true in Beijing in 1995 as it is now: the global community must invest in girls themselves, in proven approaches that empower them to be agents of change. Yet instead, in this important anniversary year, the community of feminist and girl advocates finds the global debate at the intersection of fundamentally important rights and development policy processes that make no room for their participation and hence, unsurprisingly, make no mention of their rights and needs. How will we build on Beijing with no space for girls’ or even women’s - voices at the UN? How will we design a post-2015 framework that responds to our needs without articulating goals and targets designed to advance the most marginalized? How indeed?

Four kids burnt to death ghaziaBaD, March 8 (iaNS): Four children, were burnt to death in Ghaziabad when fire crackers kept inside a car exploded on Sunday afternoon, police said. The incident took place in Farookh Nagar locality in Sahibabad. Police said the explosion took place in the car in which fire crackers were kept to be taken to a wedding. Car owner Mohammad Rizwan had allowed five children from his family and neighbours to listen to music in the car. When one of the children switched on the music system, an explosion took place in which four children died on the spot and one sustained critical burn injuries. A criminal case against Rizwan has been registered at Sahibabad police station and he has been asked to present all necessary documents related to the fire crackers, said Ghaziaabad Superintendent of Police Ajay Pal. New Delh, March 8 (PTi): As many as 1,121 complaints received by National Commission for Minorities over the last three years are yet to be resolved, according to an RTI reply. NCM received 7,629 complaints from April 2011-June 2014, out of which 1,121 or 14.7 per cent are still pending. In the same period, 3,344 complaints were settled by the Commission, while 2,137 were either forwarded to the authorities concerned or closed. Report was sought in 1,027 cases while proceedings in 1,121 cases are still in process. Moradabad-based RTI activist Salim Baig had filed a Right to Information application seeking information on the number of complaints received by NCM and their completion status. The maximum number of 3,090 complaints were received from Uttar Pradesh of which 463 cases are at the stage of hearing while 1,332 cases have been closed, according to NCM's reply. As many as 950 complaints have been forwarded to relevant authorities while report has been sought in 345 cases. The NCM received 900 complaints from Delhi, of which 149 are at a hearing stage while 358 have been closed. As many as 205 complaints received from Delhi have been forwarded while report was sought in 188 cases.

Grandparents demand right to access to grandchildren

BeNgaluru, March 8 (iaNS ): Two women's rights activists on Sunday demanded from the government an inheritance and succession-like law that would ensure grandparents' rights to be with their grand-children in cases of marital discord and breakdown. The activists, who are grandparents themselves, started on Saturday a signature-cum-awareness campaign, the first such initiative in the country, to demand a law to protect the rights of grandparents. "We are receiving a number of complaints from the elderly people that there is no law that protects their rights as grandparents in case of matrimonial discord of their children," Bangalore-based activist Sudha Rajashekar, coordinator of the campaign, told IANS. Rajashekar heads the grandparents' wing of the Child Rights Initiative for Shared Parenting (CRISP) based here. Another activist, Shobha Reddy (name changed), said she was not allowed to meet her grandchildren by her estranged daughter-in-law.

"My daughter-in-law is not allowing me to meet my grandchildren. As a result, I am under depression," she said. Seeking a law to safeguard the rights of elderly like her, she said: "She (daughter-in-law) wants her children to have a right over my property, but she is not allowing my grandchildren to stay with me even on weekends. We want some legal protection." Both Rajashekar and Reddy along with a handful of other activists started a campaign here to get a memorandum signed by grandparents who have fallen victims in their children's matrimonial discord. CRISP president Kumar V. Jahgirdar told IANS there is need for changes in the existing laws on rights of grandparents. He said grandparents, in general, feel ignored by law and society in relation to their demand and right to visit their grandchildren regularly. Kuala lumpur , march 8 (ap): The first comprehensive report into the disappearance of Malaysia Airlines Flight 370 revealed Sunday that the battery of the locator beacon for the plane’s data recorder had expired more than a year before the plane vanished on March 8, 2014. The report came as Australian Prime Minister Tony Abbott said the hunt for the plane will not end even if the scouring of the current search area comes up empty. Apart from the anomaly of the expired battery,

the detailed report devoted pages after pages describing the complete normality of the flight, which disappeared while heading from Kuala Lumpur to Beijing, setting off aviation’s biggest mystery. Families of the 239 people who were on board the plane marked the anniversary of the Boeing 777’s disappearance, vowing to never give up on the desperate search for wreckage and answers to what happened to their loved ones. Despite an exhaustive search for the plane, no trace of it has been found.

In late January, Malaysia’s government formally declared the incident an accident and said all those on board were presumed dead. The significance of the expired battery in the beacon of the plane’s flight data recorder was not immediately apparent, except indicating that searchers would have had lesser chance of locating the aircraft in the Indian Ocean, where it is believed to have crashed, even if they were in its vicinity. However, the report said the battery in the locator beacon of the

cockpit voice recorder was working. “The sole objective of the investigation is the prevention of future accidents or incidents, and not for the purpose to apportion blame or liability,” the report said. Even though the beacon’s battery had expired, the instrument itself was functioning properly and would have in theory captured all the flight information. The two instruments — commonly known as “black boxes” — are critical in any crash because

they record cockpit conversations and flight data through the end of a flight. The 584-page report by a 19-member independent investigation group went into minute details about the crew’s lives, including their medical and financial records and training. It also detailed the aircraft’s service record, as well as the weather, communications systems and other aspects of the flight. Nothing unusual was revealed, except for the previously undisclosed fact of the battery’s expiration date. The report said that according to maintenance records, the battery on the beacon attached to the flight data recorder expired in December 2012, but because of a computer data error, it went unnoticed by maintenance crews. “There is some extra margin in the design to account for battery life variability and ensure that the unit will meet the minimum requirement,” it said. “However, once beyond the expiry date, the (battery’s) effectiveness decreases so it may operate, for a reduced time period until it finally discharges,” the report said. While it is possible the battery will operate past the expiration date, “it is not guaranteed that it will work or that it would meet the 30-day minimum requirement,” it said.

The report gave insight into the physical and mental well-being of the flight’s pilot, Capt. Zaharie Ahmad Shah, saying he had no known history of apathy, anxiety or irritability. “There were no significant changes in his lifestyle, interpersonal conflict or family stresses,” it said. It also said there were “no behavioral signs of social isolation, change in habits or interest, selfneglect, drug or alcohol abuse” by Zaharie, his first officer or the cabin crew. Financial checks also showed nothing abnormal about their spending patterns. It said Zaharie held several bank accounts and two national trust funds. He had two houses and three vehicles, but there was no record of him having a life insurance policy. The co-pilot, First Officer Fariq Abdul Hamid, had two savings accounts and a national trust fund. He owned two cars and “spent money on the upkeep” of his cars. “He does not have much savings in his bank account. He has a life insurance policy,” the report said. It also said 221 kilograms (487 pounds) of lithium ion batteries packed by Motorola Solutions in Malaysia’s Penang state didn’t go through security screening at Penang airport. The shipment was inspected physically by the airline

Prior to Abbott’s comments, it was unclear what would happen if no clues were found in the search of that area, which is expected to end in May. “It can’t go on forever, but as long as there are reasonable leads, the search will go on,” Abbott told reporters. “We’ve got 60,000 square kilometers that is the subject of this search. If that’s unsuccessful, there’s another 60,000 square kilometers that we intend to search and, as I said, we are reasonably confident of finding the plane.” Meanwhile, family members of the passengers

5 Nemtsov killing suspects arraigned mOScOW, march 8 (ap): Russian news agencies said Sunday one of the suspects in the killing of leading opposition figure Boris Nemtsov has admitted involvement in the crime. Judge Nataliya Mushnikova said that Zaur Dadaev made a statement confirming his guilt, according to the reports. They did not specify his alleged actions. Dadaev is among five suspects detained in the Feb 27 killing, when Nemtsov was shot while walking on a bridge near the Kremlin. Another man, Anzor Gubashev, was charged in the killing, and a hearing for three other unnamed suspects was under way, court spokeswoman Anna Fadeeva said earlier Sunday. Dadaev and Gubashev were identified as suspects by Federal Security Service director Alexander Bortnikov a day earlier. Bortnikov gave no details of how the men were detained or specifics on how they were connected to the killings. However, the state news agencies Tass and RIA Novosti said the pair was detained in Ingushetia, a republic bordering Chechnya, citing Ingush Security Council chief Albert Barakhoev. Dadaev served in a battalion of Interior Ministry troops in Chechnya, Barakhoev was quoted as saying. Sydney, March 8 (reuterS): Australia stormed into the World Cup quarter-finals with a 64run victory over Sri Lanka, fired by a spectacular maiden one-day international century from Glenn Maxwell at the Sydney Cricket Ground on Sunday. Sri Lanka signalled that they are also in fine form for the knockout stages by having a good crack at what would have been a record run chase with Kumar Sangakkara becoming the first man to score three successive centuries at a World Cup. They were always up against it after Maxwell's 53ball 102 had helped Australia to 376-9, however, and it is the co-hosts who are now almost certain to finish second in Pool A and avoid champions India or South Africa in the quarter-finals. On a night when the 40,000 crowd were thrilled by a feast of batting, it was Maxwell's deployment of the full array of shots in his prodigious armoury that proved decisive. His hundred came off 51 balls, just one shy of the record for the quickest World Cup century, and he shared a 160-run partnership with Shane Watson, who hit 67 to celebrate his recall to the team. Maxwell was dropped by a back-peddling Sangakkara on 95 and there was a nervous wait on 99, his chance of sharing the World Cup record with Irishman Kevin O'Brien disappearing when the umpire ruled a leg bye off the 50th ball he faced. Sangakkara had already become only the second player after Sachin Tendulkar to score 14,000 runs in one-day internationals and was not going to be denied his century, which he reached in as many balls with two runs to backward square. He departed soon afterwards for 104, leaving Dinesh Chandimal, who hit 52 off 24 balls before retiring hurt, and Angelo Mathews (35) to lead the rearguard action. They were finally dismissed for 312 after 46.2 overs.

Vettori achieved the mark in his 291st match when he took 4-18 in a Man of the Match performance which led the hosts to a six-wicket win over Afghanistan on Sunday. The 36-year-old had not anticipated reaching the milestone during this tournament. He now has 12 wickets, behind the 13 of teammates Trent Boult and Tim Southee.
