If you are wondering where the next epidemic outbreak will be from, consider the Dimapur District Civil Hospital. Contractors hired by the Nagaland State’s Directorate of Health and Family Welfare have demolished the patients’ wards at the Civil Hospital without any alternative spaces provided. This has led to patients being relocated in nooks and crannies of the existing building, often without enough space, sanitation and hygiene to recover. “The patient surgical and medical wards were demolished in December 2014 without any alternative space created. We didn’t even get any official direction to shift patients from some of the wards that are leaking and waiting for an accident to happen, so we just moved them anyway,” says a top medical official at the Civil Hospital. The demolition of the wards gave way to vibration and dust that made it hard for patients and medical procedures. So just as abruptly as it had begun, the demolition was stopped. A short walk through the Civil Hospital shows the paediatric section and surgical consultancy rooms leaking and falling apart. Poor construction seems to be a hallmark of the Hospital. through the demolished wards. Towards the end of last year, a surgeon had a narrow escape as a huge block of the ceiling fell as he was checking on patients at the surgical consultancy room. Worried, the Hospital staff also shifted the paediatric patients who were housed next door. Now, the male and female medical wards are crammed into the Ayush building (already replete with cracks—poor construction again) in the Hospital premise. The building was meant for treatment of patients with physical disabilities, for

whom two rooms have now been left, albeit gathering dust. The male surgical ward is also here while the female surgical ward has been relocated to the Hospital’s auditorium. Shared bathrooms at the Ayush building are leaking, with defunct wash basins and toilets raising a stink. The nurses’ duty station is amalgamated into a changing cum store room and, at times, a mess. care, pushed into a tiny store room. Without any help from the State administration, the nurses at the Hospital have generated internal resources and manpower to construct a tin outer extension to accommodate more patients. The isolation/Ebola ward is now in a former storeroom. The only func-

tional and clean ward is the one for VIPs. “We have become carpenters and mechanics, trying to remodel spaces in the building to accommodate patients, but an epidemic outbreak is looming large,” informs a nurse, as she ironically sighs with relief that the Civil Hospital has no Intensive Care

Unit (ICU) till date. With electricity sometimes off for two days at the Hospital, the patients already struggle to recover. The Hospital was graced with a 1000kv generator which could not be financially or technically maintained. Without electricity, critical surgeries and other basic health care is impossible in Dima-

pur, making a joke of public healthcare. “The summer is going to hit us bad this year. Patients increase and we have no more space to adjust,” says a medical staff— with a previous capacity of 161 (including isolation and emergency services), the current indoor patient intake at the Hospital is 138. Attempts to reach the Directorate of Health and Family Welfare for comments were in vain. However, alternate sources informed that a new building is under construction that will house a new OPD and investigations unit, while

Historically, the establishment of new villages among the Naga people is not a new phenomenon. New villages were established in hitherto uninhabited tracts of land, whereby the territory occupied by the newly established village became its traditional domain over time. This practice of establishing new villages continues to this day. However, a closer look at the ‘business’ of establishing these new villages today does not seem to conform with the erstwhile practice. In Mokokchung district, there are 85 villages recognized by the government spread across seven administrative circles and two sub-divisions as of today. Of these 85 villages, 24 were established, or rather recognized by the government, af-

ter Nagaland’s statehood. As per records available at the Mokokchung Deputy Commissioner’s office, the first village to be recognized by the government after statehood was Meyilong in 1982. This was followed by the recognition of eight villages in the year 1987. All of these villages are located in the Tsürangkong Range and were recognized on the same day, February 9. Following this, there was a lapse of about a decade when no new villages were recognized, save for one, but the establishing of new villages and their eventual recognition by the government saw rapid upsurge with the turn of the new century. From the year 2002 till 2014, there were 14 new vil-

lages recognized by the government. Interestingly, most of these new villages established and recognized after the turn of the century were villages established with the initiative of a ‘parent village’

According to an Additional Deputy Commissioner in Mokokchung, in order for a new village to be recognized by the government, there must be at least fifty households in the ‘unrecognized village’ with a population of not less than 150 and a geographical area of just 1000 acres of land. This simple set of criterion can be easily met with if a medium sized village for certain reasons resolved to establish a new village within its territory. An Extra Assistant Commissioner at Mokokchung remarked that the recent trend

14 new villages have been recognised in Mokokchung district since 2002 with the new village’s territory being carved out from that of the parent village. Various observers point out that this recent practice of establishing new villages calls for a summary investigation. There are unconfirmed reports about various villages resolving to establish new villages within their traditional territories even as applications from seven ‘unrecog-

crimes against women: sc bats for stricter punishment NEw DElHI, MAY 10 (PTI): The Supreme Court has stressed on the need for “stricter yardstick” on courts’ sentencing policy in cases related to crime against women so as to act as a deterrent, saying punishment awarded to the accused was not in proportion to gravity and magnitude of such offences. “In recent years, the rising crime rate, particularly violent crimes against women has made the criminal sentencing by the courts a subject of concern. “The sentencing policy adopted by courts, in such cases, ought to have a stricter yardstick so as to act as a deterrent,” a bench headed by Chief Justice HL Dattu said while awarding death sentence to a cab driver and his friend for raping and murdering a 22-year-old BPO employee in Pune in 2007. “There are a shockingly large number of cases where the sentence of punishment awarded to the accused is not in proportion to the gravity and magnitude of the offence thereby encouraging the criminal and in the ultimate making justice suffer by weakening the system’s credibility. “The object of sentencing policy should be to see that the crime does not go unpunished and the victim of crime as also the society has the satisfaction that justice has been done to it,” it said. The apex court further said there is a huge impact of such crime on “the community and particularly women working in night shifts”. “It is true that any case of rape and murder would cause a shock to the society but all such offences may not cause revulsion in society. Certain offences shock the collective conscience of the court and community,” the bench also comprising justices SA Bobde and Arun Mishra said.

Educated Unemployed, need to rethink? Morung Express News Mokokchung | May 10

A typical informal friendly conversation at a barber’s shop. The barber, as he snips the hair, nonchalantly says, ‘…I came only a month back. I have lived in Kohima and Dimapur…my brother is employed as a barber in the district jail…” The customer thinks, “Employed in the district jail!! And we have more than seventy thousand unemployed youths in Nagaland.” Off handed as it may seem, this friendly casual conversation depicts a very stark picture of Nagaland, where everyone is educated (or semi-educated, as some may say) and government jobs constitute the only real ‘employment’. Being a barber at the district jail is also a ‘government job’; but the question is, are there any takers among the Naga people. Taliakum, a teacher and a concerned citizen of Mokokchung, commented that most Nagas do not take

to haircutting profession because there is no tangible source of income and the job itself is not that appealing. He cited the Indian society where the barbers are the low castes and they are expected to do so. Naga society, being a proud society, does not look at haircutting as a ‘respectable’ profession. Another teacher Temsu from Mangkolemba did express that such profession cannot be taken up by our Naga people because of ‘attitude’ problem. But they did agree on one point that, haircutting or being a barber is a profession and it is a sustainable job. The question becomes more interesting if we ask the question from the perspective of the contemporary Naga society where ‘unemployment’ is one of the biggest problems for the government to tackle. From haircutting, we can ask about gold smithy, given the fact that almost every newlywed couples want to exchange gold rings. Tailor-

ing too. Are these jobs too low for the Nagas, or do we lack the skills, or are we too indulged? Toshi Sangpi, a concerned citizen and a wellknown social worker, simply commented that the Nagas (especially the educated unemployed), are wilfully being lazy. He disclosed that way back in the nineties he started a grocery shop at Yimyu Ward with Rs 10,000 and earned more than Rs 6000/- per month. Thankfully in Mokokchung, entrepreneurship is the new profession ever since the Survival Mokokchung movement (launched in 2007). But profession has to be identified and pursued as one intellect commented that ‘Educated unemployed is a big paradox’. After all, being educated, one should not be unemployed, and perhaps, one need to look at the barbers, the cobblers, the gold smiths, the tailors, the porters whom we pay everyday for their services.

GUWAhATI, MAY 10 (ThE NEW INDIAN ExPREss): After a 14-year ceasefire-induced lull, violence has made its way back into Nagaland, a state ravaged by insurgency. A series of encounters and ambush on the armed forces in the past two months by the Naga guerrillas are a pointer. In the latest of the attacks, carried out by the SS Khaplang faction of the National Socialist Council of Nagaland (NSCN-K), seven Assam Rifles jawans and another belonging to the Naga Territorial Army were killed in the state’s Mon district recently. Five others were injured, all of them grievously. The outfit’s renewed rebellion is threatening to impact other NSCN factions, including the most potent of all Northeastern outfits, NSCN (Isak-Muivah), also known as NSCN-IM. The TR Zeliang-led alliance government in the state is miffed that it was kept in the dark over developments that made the NSCNK to abrogate the ceasefire unilaterally in March this year. The outfit entered into a truce with the Central government in 2001, four years after its rival NSCN-IM had signed a similar agreement with New Delhi. The guns’ falling silent had ushered in an era of peace in the state where thousands of lives have been lost in the over six-decade-old insurgency. But the unrest is back. The NSCN-K’s decision to go back to its old ways stemmed from frustration. Over the last 14 years, the Centre did not hold a single round of formal talks with the outfit. The two sides met several times, but those were during the extension of the truce. The NSCN-K did not cite any specific reason behind its unilateral abrogation of the ceasefire. “The sovereign existence of the Nagas as a people and nation is indestructible and no force on earth can invalidate the very truth as such that sovereignty is not negotiable,” the outfit had said in a

statement issued after ending the truce. After its decision to re-embrace the gun, the NSCN-K had threatened to target security forces. And it kept its word by unleashing a series of attacks, some of them in civilian areas. “We have appealed to both the NSCNK and the Central government to reconsider their decision and continue the peace process. We are all worried that a similar decision might be taken by the NSCN-IM,” Nagaland’s apex social organisation Naga Hoho president Chuba Ozukum told The Sunday Standard. The NSCN was formed in 1980 by SS Khaplang, Isak Chishi Swu and T Muivah protesting the Shillong Accord signed by the rebel group Naga National Council with the Central government in 1975. The NSCN-IM has held over 70 rounds of peace parleys with the Centre, within and outside the country, over the last 18 years but a solution continues to elude the Nagas. The group’s one of the most contentious demands is the creation of “Greater Nagaland” by slicing off the Naga-inhabited areas of Assam, Manipur and Arunachal Pradesh. The Naga Students’ Federation (NSF) is equally concerned over the return of turmoil. “The situation is fast deteriorating. We are concerned as the attacks and counter-attacks will only put the lives of the civilians in danger. Peace came to Nagaland after long years of violence and unrest. We pray that it stays,” said NSF president Tongpang Ozukum. The Nagaland government has urged the Central government to convince the NSCN-K to reconsider its decision. “We want the Centre to convince the NSCN-K to reconsider its stand and rejoin the process of peace. Dialogues and negotiations can only help bring a permanent settlement of the Naga political problem,” Chief Minister T R Zeliang said.

ACAUT facing ‘massive financial crunch’

DIMAPUR, MAY 10 (MExN): Highlighting that due to “massive financial crunch” it has not been able to carry out its mission as desired, Against Corruption and Unabated Taxation (ACAUT) Nagaland has appealed for “free will” donation. The movement has been sustaining with contributions by its members and few well wishers, according to a press note issued by Media Cell, ACAUT Nagaland. ACAUT further noted the need

of finances in order to carry out the “herculean task” of “tackling corruption by means of filing RTIs, opening an office to compile and sort out the huge data of evidences collected, filing PIL and hiring lawyers to pursue various matters, to organize district tours which requires ACAUT team to travel to various districts and to tackle the menace of unabated taxation.” ACAUT Nagaland assured that every penny donated would be accounted for and audited by a chartered accountant. It also guaranteed that the people’s opinion on financial matters will be taken seriously and that its financial statement

would be periodically updated for public consumption. Expressing belief that Nagas can collaborate as one to bring about a positive change for a better tomorrow, ACAUT stated that at this juncture any donations would be a “huge help.” The Media Cell further pointed out that ACAUT Nagaland has never sought any donation in the past; however, many people have requested ACAUT to post their bank account details on the blog and media, so that they may contribute in whatever way they can to further the movement. NVCO laments ‘unfair trade practices’ of butchers in Kohima KohIMA, MAY 10 (MExN): The Nagaland Voluntary Consumers’ Organisation (NVCO) today expressed resentment over the “unfair trade practices” of the butchers in capital Kohima. A press release from NVCO press & media cell said that an active member of NVCO, who bought pork on May 8 from a market situated in the heart of the town (downstairs of Razhu Point market), had revealed that the butcher made consumers who came to buy a kilo of pork pay Rs 200 by adding extra meat as KMC market rate for pork is Rs.170/per kg. The NVCO member was also charged the same. Meanwhile, suspecting malpractice in weighing the meat, the member requested a vegetable vendor nearby to allow him to use his balance. The vegetable vendor initially resisted saying they were all warned by the butchers not to allow such, the NVCO said. Eventually, the vendor relented and it was found that the meat weighed only 900 grams even after paying Rs 30 extra.

The NVCO member took the meat back to the butchers; the butchers admitted their wrong doing, the release stated. The NVCO member also complained against the fish sellers manipulating their measuring balances, it added. The president of NVCO & Convenor, ACAUT Nagaland (Legal Cell) Kezhokhoto Savi meanwhile appealed to the butchers to honour the consumer’s rights and give accurate weight and take exact amount and not charge round figure like Rs.200/- by adding an extra portion. Further, stating that every consumer has the right of choice or to choose, Savi pointed out that some of the cruel behaviour of butchers in their dealing with consumer violates the rights of the consumers and also greatly hurts their sentiment. The NVCO press & media cell further informed that there are many more consumer complaints in the state capital such as excessive charges on Photostat, newspaper vendor charging more than the printed price on the street or taking commis-

Mary Help of Christian Cathedral observes Mother’s Day KohIMA, MAY 10 (MExN): Mother’s Day was observed at Mary Help of Christian Cathedral, Kohima on May 10. Rev. Fr. Carolus Neisalhou, Vicar General of the Diocese of Kohima solemnized the Holy Eucharist. Neisalhou, in his homily said motherhood is a witness to God’s love for his people. “Just as God’s love never ends, so it is with a mother’s love for her children. That’s why God compared those two loves in the words of the Prophet Isaiah,” he stated. Referring to the story of “My Mom Only Had One Eye” written by Allegrei A. Fernando, the Vicar General said ‘love’ means self-sacrifice, even death to self. “Consider how often mothers relinquish their own desires, their time, their comfort, even their careers, and their financial security to bring us into the world and to love their children.” He urged everyone to love their mothers, although they may not be an ‘expectant mother.’ He further thanked all the mothers for their love they show in imitation of God’s love for all. Menuhol Vincent and Mhabeni Jennifer Kikon gave messages on ‘Mothers’ during the felicitation programme, while Josephine, Eloni with her friends, ACYA and Catechism Children presented special songs. Ketholezo Michael anchored the programme, where special gifts were presented to 400 mothers by the parishners. The Holy Eucharist was attended by 3000 faithful.

2 satellite tagged Amur Falcons NSF general election on May 15 set to complete second migration

DIMAPUR, MAY 10 (MExN): Two of the three satellite tagged Amur falcons, Naga and Pangti are set to complete their second round of migration. This was informed by the Principal Chief Conservator of Forests and Head of Forest Force, Nagaland, M Lokeshwara Rao. On November 7, 2013, three Amur Falcon birds were satellite tagged and released. The birds were named Naga, Wokha and Pangti. While the bird named Wokha remains inactive, Naga has completed its second round of migration, flying a distance of 44,000 km, with Pangti following closely. The two birds were released on May 7, 2013 from Doyang. They travelled across the Arabian sea, Somalia and reached South Africa. They flew back from South Africa and reached Mongolia via Doyang, Nagaland in October 2014 completing one cycle of their migration. In November 2014, the birds started their journey again and are set to complete their second round of migration by November 2015. The progress of the birds is being monitored through their satellite tags, which consist of antennas and solar panels on the back of the birds. The migration of the Amur Falcon starts from Mongolia to South Africa and back home. The falcon breeds in Northern China and

South eastern Siberia and spends all summer there. It undertakes a migration journey from this region all the way to Southern Africa where they spend the winter and then undertake the journey back home. The Amur Falcon has one of the of longest migration routes (22000 km) of all birds, from eastern Asia all the way to South Africa. The migration route of the

falcons was a mystery till recently, with the satellite tracking of the birds. Their route is also interesting as migrating over seas is unusual for raptors. The falcons visit Nagaland from October to November every year, before taking their giant leap across the Indian Ocean. The raptor spends its day in search of food and settles on the trees for roosting during the night.

KohIMA, MAY 10 (MExN): The Election Commission of Naga Students’ Federation (NSF) has notified to all concerned that the general election to the Executive Council and Executive Organ of the Federal Assembly of the NSF for the tenure 2015-2017 will be held on May 15 during the 26th general conference at Khonoma Village, Kohima. The nomination papers will be issued on May 14 from the Election Commission’s Office. 24 Myanmar nationals Don’t drag feet on sexual assault cases, HC to Manipur arrested in Tripura AgArtAlA, MAy 10 (IANS): Twenty four Mayanmarese, including six women and 12 children, have been arrested for illegally entering Tripura, police said on Sunday. Two Indians, including a resident of Kashmir, were also arrested along with the foreigners. "Acting on a tip off, 24 Myanmarese were arrested from a house at Meleghar in western Tripura on Saturday," police officer Ashok Kumar Sinha said. The house owner, Kurban Ali, and a Kashmiri youth, Amir Hossain, were arrested too. With the arrest, the total number of Myanmarese held in the state in the past

two years has risen to 125. Most entered India looking for work. "They told police that they are recognised as refugees by the UNHCR (United Nations refugee agency)," the official said. The Myanmar nationals would be presented before a court on Monday and then it would be decided whether they should be pushed back to Bangladesh or jailed. The Myanmarese told police that following the ethnic violence in Mayanmar, they left the country four years ago and worked in Kashmir. They came to Tripura in search of jobs, Sinha added. More than 50,000

Myanmarese have been living in different parts of neighbouring Mizoram, which borders Myanmar and Bangladesh, and working at shops and factories after obtaining work permits. Since the mid-1990s, over 225,000 Myanmar nationals, mostly Rohingya Muslims, have been living in the Teknaf region in Bangladesh's Cox's Bazar district. Tripura, Meghalaya, Mizoram and Assam share an 1,880 km border with Bangladesh, while Mizoram, Manipur, Nagaland and Arunachal Pradesh share a 1,640 km unfenced border with Myanmar.

IMphAl, MAy 10 (tNN): Acting on a PIL, the Manipur high court has sought replies from the state government pertaining to the alleged failure on the part of its machineries to submit chargesheet on sexual assault cases in time. Human rights lawyer and assistant director of the Manipur unit of Human Rights Law Network (HRNL) Premlata Thokchom is the petitioner. The network has been providing necessary legal assistance to the victims/survivors of sexual violence, especially minor girls, in order to award adequate punishment to the perpetrators of

the heinous crime within a reasonable period of time. "However, owing to blatant failure on the part of the state machineries to submit necessary charge sheets in time, several accused persons are allowed to go on bail. They pose serious threats to the survivors," said an HRLN statement. "In order to put an end to such lethargic and systemic failure on part of the state machineries, the PIL was filed by Premlata," read the statement issued by HRLN director Meihoubam Rakesh. Having heard the PIL, a divi-

sion bench of the HC, headed by justices N Kotiswar Singh and N Nobin Singh, on Friday issued a notice of motion requiring the state respondents to furnish their response on the matter within three weeks. Three militants surrender in Tripura AgArtAlA, MAy 10 (IANS): A top militant of the National Liberation Front of Tripura (NLFT) along with two other rebels have surrendered in Tripura, police said here on Sunday. "Self-styled deputy chief of the NLFT's armed wing Atharababu Halam and two others deposited their arms and ammunition before Director General of Police K. Nagaraj on Saturday," Tripura Police spokesman Uttam Kumar Bhowmik told IANS. "Senior police officers would now interrogate the rebels to know the details about the NLFT and its base in Bangladesh," Bhowmik said, adding that Halam, 42, surrendered along with his wife and four daughters.

The guerrillas left their hideout in Bangladesh's Chittagong Hill Tracts and entered the state to surrender, the police officer said. He said two other militants, who surrendered, were self-styled sergeant major Uttam Kumar Jamatia and self-styled corporal Krishna Mohan Debbarma. Bhowmik said: "Halam was earlier a senior member of the erstwhile militant outfitturned-political party Tripura National Volunteers (TNV) and surrendered before the government along with other TNV cadres in 1988." ‘No proposal to end NE trade policy’ guwAhAtI, MAy 10 (tNN): The Centre has no proposal to discontinue with the North East Industrial and Investment Promotion Policy (NEIIPP), 2007, though fresh registration of industrial units in the region for availing benefits under the policy has remained suspended for over five months now. Minister of state (independent charge) in the ministry of commerce and industry Nirmala Sitharaman, in a written reply in the Lok Sabha on Friday, said fresh registration of industrial units has been suspended since December 1, 2014, as committed liabilities under the package are far greater than the annual budget allocation. "However, the scheme has neither been cancelled nor withdrawn. There is no proposal for discontinuing the scheme at present. A number of initiatives have been

taken in the recent past for smooth implementation of the scheme," she added. CM Tarun Gogoi, who has been leading the northeast's demand for restoration of the scheme, had written to Sitharaman on May 2 and requested her to withdraw the circular regarding suspension of registration of units under NEIIPP, 2007, as it would 'not only affect the industrial sector but also the economy of the entire region.' Gogoi, in his letter, said the state has taken up the matter with the department of industrial policy and promotion in the commerce ministry, but a positive response is still awaited. An industrial policy was first introduced in 1997 for 10 years to promote industrialization in the states of the region. After the end of the term of the first policy, the second policy called the NEIIPP, 2007, was announced for another 10 years.

Arunachal tops in poppy cultivation New DelhI, MAy 10 (ptI): Tucked away in the far northeast corner, Arunachal Pradesh has emerged on the top among the illegal opium poppy producers in the country, ringing alarm bells among security agencies given its proximity with Myanmar and other nations notorious for cultivation of the contraband. Due to geographic closeness with the 'golden triangle' of Myanmar, Lao PDR and Thailand, infamous for opium and heroin production and trafficking, security agencies are concerned that the state with favourable climate for poppy cultivation has started to act as an extension of the international mafia indulging in the illegal trade and a report in this regard has been submitted to the Union Home Ministry. Of the total 2,530 acres of poppy crop destroyed across the country by Narcotics Control Bureau (NCB) during 2014-15, the sparsely populated state with a population of just 13.82 lakh, as per official figures, accounted for nearly 40 per cent with 1,067 acres.

During 2013-14, of around the same acreage of poppy destroyed by NCB, 1,222 acres were in Arunachal Pradesh. Making matters worse, the drug enforcement agency has noticed a spurt in illegal cultivation over the last couple of years. According to officials, armed militia guard the farms where clandestine cultivation takes place and officials have been attacked when they tried to step in to stop the illegal activity. "In 2012 we destroyed less than 400 acres of poppy in Arunachal, which jumped to 1,222 acres and 1,067 acres, respectively, in the next two years. The government is serious over the development," NCB Deputy Director General (Operations) Deb Jyoti Ray told PTI. The figures could be just the tip of the iceberg as NCB sources said they could not penetrate deep into the remote state as their teams assisted by administrative officials of the concerned districts were attacked by armed locals.

Kiwi success may push Arunachal for more fruit wine production ItANAgAr, MAy 10 (ptI): After the successful launch of a drink made from kiwi fruits grown in Arunachal Pradesh, experts have suggested that the state government venture into making fruit wine from the various fruits which are abundant in the northeastern state. Arunachal, which enjoys the distinction of being the largest kiwi producing state in the country, annually produces an average of 30,945.2 MT of apples, 4,720.5 MT of kiwi, 1,76,707 MT citrus and 67,580 MT of pineapples. According to official data, the state has 18 lakh hectares of land available for horticulture of which only 1.13 lakh hectares have

till date been brought under cultivation. "Fruit wine could be a money spinner for the state. The state government could seriously think about its potential and go for wine manufacturing from various available fruits in the state," said Akalpit Prabhune, director of Pune-based Hill Crest Foods and Beverages Pvt Ltd, who was here on May 6 to launch Arun Kiwi Wine. The Arunachal Pradesh Horticultural Produce Marketing & Processing Board (APHPM&PB) had signed an MoU with the company in December 2013 for producing kiwi wine. Rhythm Winery, a part of the company, is sourcing over 2.5 tonnes of kiwi from Arunachal for brewing the

wine. According to the terms of the MoU, the revenue from the business would go to APHPM&PB while Rhythm Winery is only a service provider working on a project basis. The state government has fully funded the project and borne the full cost of Rs 18,84,000 incurred on it. Prabhune said that kiwi has high aroma and a refreshing flavour. It is of high acidic nature and has sugar levels similar to that of grapes. "Kiwi has several health benefits as it has a high percentage of antioxidants and Vitamin C," he said, adding that fruit wine as a processing industry could produce high end products at low cost.

BMW to add 10 sales centres, launch 4 all-new models in 2015

CHENNAI, MAY 10 (PTI): German luxury carmaker BMW, which has been pushed to a distant No 3 in market share, will open 10 more outlets this year whereas it also plans to roll out 15 models, including four all-new models. “We’ll take our brand foot prints to 50 this year from the present 40. Most of the new sales centres will come up in tier 2 cities like Vijayawada, etc,” BMW Group India president Philipp von Sahr told PTI here. The company, which used to be the market leader in the luxe car space for many years in the country before its compatriot Audi stormed the market in 2008 and unseated it to a No 3, has matched its rival Mercedes’ numbers of 15 new launches this year. Mercedes has toppled Audi in the first quarter of 2015 to be the No 1 with a massive 40 per cent rise in sales. While Mercedes-Benz sold 3,566 units during January-March, Audi sold 3,139

units during the period at a growth of 15 per cent. “In 2015 we will expand our product range and cover all the opportunity available in the luxury car segment. We’ll be launching 15 models this year. Out of the 15 models, four will be brand new models, which

will be imported from our global centres and the rest will be re-launches. “ We ’ v e already launched the concept car BMW i8, and the other brand new models are the X5M, the X6, and the X6M. There will also be relaunches of the 1 Series and

the 3 Series,” Sahr said. The company kicked off its launches with the rollout of the over Rs 2 crore i8 in February and Sahr said the sports car which sports dual engines-a regenerative electric engine and a petrol one--is “sold out for the year”.

Currently BMW sells more than a dozen models here out of which eight are manufactured locally at its Chennai plant, which has an installed capacity of 14,000 units per year at a three-shift schedule. BMW India began operations in March 2007 and has since then invested Rs 490 crore. It assembles 8 models locally at it two assembly lines here, which are the 1 Series, 3 Series, 3 Series Gran Turismo, 5 Series, 7 Series, X1, X3, and the X5. When asked whether the company will be lowering the prices following a 75 percentage point increase in its local content sourcing, he answered in the negative, saying the objective of higher location is not price reduction but about participating in the ‘Make in India’ campaign. Also, more than local sourcing what can help cut prices is the duty reductions on a major dip in either in the euro or in the rupee, he added.

HDFC is ranked 7th on the list, compiled by business magazine Forbes, where American Express is placed on the top followed by Capital One Financial, Visa, Discover Financial Services and Orix in the top-5. Mastercard is ranked 6th. HDFC is followed by CIT Group of the US at 8th position, Taiwan’s Hua Nan Financial at 9th and China’s Franshion Properties is at the 10th place. Others ranked lower include Samsung Card, Kaisa Group, Orient, Nelnet, Jabal Omar Development and KWG Property. The list is part of Forbes’ annual compilation of 2,000 biggest and most powerful companies globally, which includes a total of 56 companies from India across various sectors. In the overall list, HDFC is ranked 485th, while Mukesh Ambani-led Reliance Industries leads the pack of the Indian companies at 142nd overall position. Among other sector-specific lists, there is no Indian entity on the list of biggest major banks topped by China’s ICBC. For the regional banks, China Construction Bank tops the chart, while India’s SBI is ranked 22nd, ICICI Bank is at 29th place and HDFC Bank is at 40thposition. For Oil and Gas sector, Reliance Industries is ranked 15th globally, while ExxonMobil is on the top. Government plans to expeditiously provide PAN cards to all citizens NEW DELHI, MAY 10 (PTI): After the success of Jan Dhan Yojana, the government will soon launch a mega programme to expeditiously provide PAN card to all. The government in the Budget had announced that quoting of PAN ((Permanent Account Number) will be mandatory for any purchase or sale exceeding Rs 1 lakh. But, concerns were raised about complying with this condition since everyone, particularly in rural areas, does not possess a PAN card. Sources said an online facility for issuance of PAN is on the anvil under which an applicant can get a PAN card within 48 hours. Besides, special camps will be organised throughout the country, including rural areas, to help people get PAN cards. There are about 24-25 crore families in the country and about 21 crore PAN cards have been issued so far. Of these, 7.5 lakh are with corporates. Minister of State for Finance Jayant Sinha had accepted recently that many

If we can sign up everybody with the Pradhan Mantri Jan Dhan Yojana, you can be sure that we can sign up people for PAN cards also,” he had said. PAN is a 10-digit alphanumeric number, issued in the form of a laminated card by the Income Tax Department. The Central Board of Direct Taxes (CBDT), the apex policy-making body of the I-T Department, had issued a notification making the Elector’s Photo Identity Card (EPIC) and Aadhaar valid proofs of “date of birth” for obtaining a PAN card. PAN is required for filing return of income, sale or purchase of any immovable property beyond a certain amount, and sale or purchase of a motor vehicle, among others. Under the Pradhan Mantri Jan Dhan Yojana, launched in August last year, about 12.54 crore bank accounts have been opened.

NEW DELHI, MAY 10 (AGENCIES): Online fashion retailer Myntra will shut down its website from May 15, shifting to an exclusive mobile app-based model. As we reported earlier, this will be the first such instance of an e-commerce player transforming into a mobile-only entity as internet usage on smartphones witnesses a surge in India. Myntra informed users about the move through print ads published in national dailies and via e-mail. The e-mail communication mentions that the online fashion experience is a personalised one and is ‘only possible through the device that is closest to the user.’ The company believes that the mobile app will bring in more innovations, such as adapting to a viewer’s location or previous purchases and cameras to shop for outfits seen on passersby. Both Flipkart and Myntra have already shutdown their mobile websites directing visitors to respective apps. Currently , Myntra draws as much as 80% of its traffic and 70% of sales from its mobile app. According to a top executive of the company, Myntra, could turn profitable within a year or two as it cuts back on

Government Versus Non-Government: Submit Or Perish!

D

oes Non-Government Organizations (NGOs) mean those that are opposed to the government or those that claim as alternatives or those who play corrective roles whenever the government derails/deviates from people-friendly/ people-centric programs or initiatives? Or those organizations that play as intermediaries or catalysts or interlocutors between the people and the government. Who are the NGOs? What do they do? Do they work as volunteers or paid for their work? How do they manage the expenses such as paying salaries to the staff, office maintenance, travel and transport and host of others that involve in running an organization? Are they genuine? To maintain and manage the basic paraphernalia, from where do they get funds and what are the sources? These are the questions that loom at large. NGOs are widespread across the country and involved in the urban and rural India. It is estimated that there are around 20 lakh NGOs in the country. Their presence in the areas of peoples’ empowerment and development is visibly seen in the post-Independent India. Nonetheless, in the last four decades their growth and expansion is phenomenal and astounding. Their involvement and engagement in urban and rural India have been multi-faceted. The involvement of the NGOs in general seems to have been appreciated and

lauded, but the Narendra Modi’s government has suspended the registration of some NGOs and cancelled the FCRA Numbers of thousands of NGOs. Two big international NGOs faced the wrath of Modi’s government instantaneously. One such NGO is Greenpeace India, whose license has been suspended under the FERA Act 2010 for 180 days, preventing it from receiving any foreign funds. Earlier it had frozen the bank accounts of Greenpeace for alleged financial irregularities. It has also placed Ford Foundation on its watch for allegedly funding organizations not registered under the FCRA. This came after the Gujarat government sought action against the agency for “direct interference … in the internal affairs of the country and also of abetting communal disharmony in India.” There is a renewed vigor with which the present government has been systematically targeting NGOs based on the reports of the Intelligence Bureau (IB) that accuses NGOs of “using people-centric issues to create an environment which lends itself by stalling development projects”. Further, the Ministry takes over and employs all sorts of mechanisms tarnishing its credibility and image. With regard to some it could be true and with others false. Both the parties are involved blaming each other. However, it is important to go back to the antecedents. PM Modi’s anger and dislike of “five-star NGOs”

stems from his experience of activists taking up the cases of the 2002 Gujarat riots and of extra-judicial murders of alleged terrorists in the state. There could also perhaps be another reason that PM Modi who won the elections with the backing of capitalists with pro-corporate agenda. Even the UPA government headed by Congress came down heavily on some NGOs that contested and questioned the then Central Government the ramifying effects on the communities that live around the Kudankulum Nuclear-energy Project. In view of this, UPA targeted many NGOs and peoples’ organizations. Nevertheless, the UPA during its regime included the experts and leaders of mass organizations and NGOs in the National Advisory Council (NAC) to fill the space of social inclusion at the heart of its policies. Some of the notable enactments such as RTI Act of 2006, the Rural Employment Guarantee Acts of 2006, the Right to Education Act of 2009, the Food Security Act of 2013 and a few more became real and thus translated the dreams and aspirations of the vulnerable communities. But the other side portrays totally a different scenario. The BJP Government quite regularly comes down heavily on NGOs. PM Modi is recent times has not spared the NGOs and quite vociferous the ways with which they function and spend the moneys. The Home Ministry has

used for the right purposes. The NGOs receives huge amount of money that runs to several thousand crores of rupees, but less that 2 per cent have submitted accounts. It further reiterates that FCRA has a process that calls for accountability. Accordingly, the government has followed the due process. NGOs allege that the government is increasingly becoming intolerant against those NGOs that resist its procapitalist and pro-rich initiatives and projects. The BJP government is coming down heavily on the NGOs that empower the people and communities who in turn resists and defies the moves of the government’s “development” plans and projects. The government is of the firm view and opinion that the NGOs deliberately obstructs the development road map of the BJP and thus instigates the people and communities to act against the government. If we carefully read and closely follow the names and addresses of the NGOs posted by the Home Ministry for FCRA violations and non-compliance of the rules and regulations in http//credibility alliance.org/home/images/ media news/FCRA notice 2014Pdf, we observe that the churches, church-related organizations and Christian organizations figure in substantial numbers. What does it signify? Whatever may be the objectives, commitment and dedication of the NGOs, the laws, procedures and processes

staff for support. It further appealed all the shop owners and public of Jalukie town, to render a helping hand in beautification of the town by safeguarding the fragile seedlings and help prevent incidents of vandalism and irresponsibility in future.

DiMapur, May 10 (MexN): The BJP state unit launched the nationwide party programme ‘Maha Sampark Abhiyan 2015’ on May 9, at Dimapur as a follow-up to the party membership enrollment programme which concluded on April 31. The Maha Sampark Abhiyan, according to a press note from State Secretary (Media) Jaangsillung Gonmei, is a people contact programme which simultaneously verifies the genuineness of the membership enrolled during the six months long membership drive. Each Sampark workers or Party officials would attest other registered members in a prescribed form with reference to the primary enrolment number allotted earlier, the press note informed. JSU organises plantation at Jalukie

Jalukie, May 10 (MexN): The Jalukie Students’ Union (JSU) Nagaland, in organised a mass plantation drive in Jalukie town area on May 9 covering roadsides, commercial sites and avenues. The initiative was the implementation of its annual manifesto under priority list “Green Enforcement” and various local social organizations like JSU, Jalukie Pumling Nko, Old Jalukie Village Council, JPYO, and JPMO took part at the plantation. The seedling supply and technical support was given by Peren Forest Division. will have to be followed stringently. Some NGOs receive funds from overseas in crores; others receive in several lakhs for their activities in the stated areas. The money given by the donor agencies is to help the communities via NGOs. The money is raised from the people out there and channeled through the overseas funding agencies exclusively for the people and communities who live on margins and hapless. So, the NGOs are accountable to the donors, the government and the people. The government expects the NGOs to submit the details how, when, to who the money received and spent. If the NGO fails to furnish the details within the prescribed period then there should be something wrong. Notices were served as per the procedures. Since the NGOs have failed to follow the rules and the stipulated time frame, there is a set of consequences to be faced. All these are sheer technical which should be adhered. If the NGOs, the theological institutions, churches, church-related projects and Christians institutions that figure in the list of Home Ministry’s FCRA assume that they could go on flouting the rules and laws of the land then they should face the consequences. If these NGOs including the church and its institutions think that they are above the law and consider as supra institutions who could flout the stipulated laws then the government will come down heavily. If

Conspicuously there are quite a number of church-based organizations and independent Christian organizations. Basically the Home Ministry expects those NGOs that receive funds from abroad should furnish clearly the names of the agencies from whom they receive the funds and the amount they receive. They should have filed the returns promptly but have failed to file the returns for more than three years. Further, the Home Ministry is keen to know the source and the manner in which they money was received. Over and above, the Home Ministry wanted to know whether the money

The purposes for which the moneys are taken should be spent for purposes asked for. Unfortunately, there are quite a number of NGOs that spends more than threefourths of the moneys for administration than investing on the communities. There are some NGOs that have become five-star and thus follow five-star culture. The life-style of the chief functionaries and their families do not match the causes they speak about. The communities they are engaged continue to remain the same. NGOs’ non-compliance of FCRA should not be converted into an issue of intolerance or political vendetta or crack down as voiced by NGOs and its chief functionaries have no substance, basis and merit. FCRA Act itself is a process that calls for accountability. The government has followed the due process. If the due process has not been followed by government then the NGOs have the right to

question the government and the matter be taken to the court of law. If there are blatant violations of FCRA by the NGOs then in course of time the government would certainly come down heavily on the NGOs. The government has already tightened the bureaucracy in the Home Ministry especially on FCRA. The Home Ministry has evolved tools and mechanisms to monitor those NGOs that violate FCRA. It is indeed baffling and astonishing to watch those NGOs who act as five-star activists, all in the name of “development”, “people” and “commitment”. Their life style portrays entirely a different kind of note. What they talk and how they live (life style) do not match. Since they receive funds from the overseas for development, progress, growth, prosperity of the marginalized and the vulnerable, Is it not right that the poor and the vulnerable enjoy their life to the full? In the name of “service”, squandering the money ought not to be allowed. It is peoples’ money and the people have the right to question these money launderers. Since the government is the peoples’ representative it has the right to question and take actions. It is apparent that the horizons of NGOs, churches, theological institutions and others by and large show no accountability, transparency, honesty and relational responsibility. Dr John Mohan Razu

Mobile Advisory Service for farming community

DiMapur, May 10 (MexN): A day long awareness programme cum interactive session on Agromet Advisory was conducted under the project at Seithekema ‘A’ village, Molvom village and New Socunoma village under Dimapur district. A press release received here informed that the programme was part of the ongoing Gramin Krishi Mausam Sewa (GKMS) project at ICAR Research Complex for NEH Region, Nagaland Centre. The project has reached out to a large section of the farming community in almost all the districts of Nagaland, the release stated. Altogether 97 farmers participated in the programme, wherein

they were taught and demonstrated the use of KMAS. Farmers were encouraged to utilize the service to overcome the vagaries of climate, prevent crop failures, yield loss and for betterment of their livelihood. ICAR Nagaland Centre has been providing various services through this project to the rural mass and in particular to the farming community, like bulletins, meteorological data, integrated agricultural-advisories through SMS to the crop growers/ livestock producers based on possible future weather and climate conditions, regarding “what to do” or “what not to do” to maximize output and minimize

losses in production etc. To review the functioning and receive feedback from the farmers about the project, field visits, expert-farmers interactions and awareness programmes are conducted from time to time at different locations. During the awareness programme, Imtisenla Walling, Technical Officer (GKMS), spoke on the impact of climate change in agriculture and highlighted the usefulness and benefits of KMAS, mentioning that the services will help farmers not only in increasing productions but also reducing losses due to changing weather patterns and other associated problems. Walling also mentioned

the monthly advisories that are being provided on the first Friday of every month through The Morung Express. Tasvina R. Borah, Scientist I/C GKMS project explained about the impact of change in weather parameters on pest and disease incidence in crops. Organic remedial measures were suggested to the problems faced by the farmers for managing crop pests and diseases. Dr. Ebibeni, SMS, KVK Dimapur, delivered talk on the effect of climate change on livestock enterprises along with their mitigation strategies. The participating farmers actively interacted and provided feedback on the usefulness of the service they have been receiving.

Galho government devoid of moral ingredients

U

nder normal circumstances, the recent expansion of the state government devoid of any ‘opposition,’ ostensibly to work together for a solution to the ‘Naga political issue,’ would have been feted as a genuine sacrifice by the state legislators for a common aspiration. However, given the nature of the politics in our state, it was greeted with a sigh of indignation and weary resignation. The writing on the wall was clear when the internal turmoil of the NPF party started last December. In a political masterstroke of sorts, TR Zeliang brings together two nationally belligerent parties –Congress and BJP- into the fold of the Democratic Alliance of Nagaland (DAN). With the induction, the Nagaland Legislative Assembly is now ‘opposition-less’. Ironically, its formation can be cited as a sort of ‘national unity government or government of national unity,’ a broad coalition government consisting of all parties (or all major parties) formed usually during times of war or other national emergency. Was the Naga political question too pertinent an issue that our beloved legislators buried their ideological differences (if any) and colluded for a common government or the quest for power played a bigger role? In the real world, democracy operates on the basis of room for dissent and an active opposition party is considered a necessary part of the legislative framework enabling, among other things, scrutiny and accountability of the incumbent government. There is an implied assumption the elected representatives must also be able to present and discuss alternative policy options even if they are not part of the government. Besides, in a parliamentary system like ours, where the persons meeting the majority votes are elected, an opposition, however small, may represent a significant proportion of voters. Thus the role of the opposition is vital and indispensible. Among other things, the role of the opposition is to act as ‘checks and balances,’ holding the executive accountable for policy oversight and other omissions. In short, genuine political opposition is a necessary attribute of democracy. The current political move is, however, a perfect manifestation of the politics of opportunism devoid of any ideological and moral principle. It demonstrates how elected representatives clearly misuse and betray the confidence of voters. Sadly, in Nagaland, as election is more a matter of money power than ethics and principles, most of the discussions, in the aftermath of the induction, were devoted to whether their representative was given any portfolios or not. We have lost the right to question them as they have already ‘bought’ our votes during the election and we get the leaders we deserve. In essence, politics in Nagaland seems to be transforming into a system described by Richard Katz and Peter Mair as a “cartel party or cartel political party” - a party which collusively uses the resources of the state to maintain its position within the political system. A state where power becomes the main objective and the party exists not as an instrument to achieve goals of general interest, but to forward personal interest. Holding Politicians Accountable for Use of Power What does God say? Read Ecclesiastes 4:13-16 According to Solomon’s observation, sometimes a politician may grow old by holding on to power for too long and become unteachable. Then, his son comes out of nowhere, gets into his father’s political career and draws a huge following. But after a few years, no one likes him anymore. All this is meaningless, a chasing after the wind (Eccl. 4:13-16). There are those who use their political power to oppress others and make others’ lives miserable (4:1-3). But God will hold them accountable--He will judge them someday (3:15b-17). The American Experiment In his 1989 Inaugural Address, George H.W. Bush, the 41st U.S. President, said: We meet on democracy’s front porch, a good place to talk as neighbors and as friends. For this is a day when our nation is made whole, when our differences, for a moment, are suspended. And my first act as President is a prayer. I ask you to bow your heads: Heavenly Father, we bow our heads and thank You for Your love. Accept our thanks for the peace that yields this day and the shared faith that makes its continuance likely. Make us strong to do Your work, willing to heed and hear Your will, and write on our hearts these words, “Use power to help people.” For we are given power not to advance our own purposes, nor to make a great show in the world, nor a name. There is but one just use of power, and it is to serve people. Help us to remember it, Lord. Amen. Okay, so now what? Government is only a means of service for the public. As such, the power and glory of the politicians is not as important as the security and the wellbeing of the people. Only when the common people are prosperous and happy can we say that that indicates the existence of a good government behind it. Even Akbar the Great of the sixteenth century Mughal Empire understood this very important truth. Political power, including brute force, is in itself neither moral nor immoral. Like electricity, it is meant to be used for worthy causes and constructive purposes. But just as misuse of electric power can be dangerous, so also can the misuse of political power. What our Nagas need is a better understanding of the purpose of political power: that it is meant for helping people, not for self-serving purposes or partisan politics. here is so much freedom in Uganda that it's nearly anarchy, the country's president joked, stepping carefully around what's an open secret back home: Yoweri Museveni will run for yet another term next year, and surely he will win. Museveni, casual in an untucked dress shirt during an interview in a Waldorf Astoria hotel suite, gave The Associated Press his version of power and succession on the sidelines of his appearance at a high-level U.N. meeting, where he scolded the United States and the other permanent members of the Security Council on their approaches to Africa's problems. Later Tuesday, with his role on display as the leader of a regional power and one of Africa's most militarized countries, he met with White House National Security Adviser Susan Rice to discuss the conflicts in South Sudan and the Darfur region of Sudan, the White House announced. Dismissing accusations from critics that his rule over three decades has become more and more authoritarian, far from the days when former President Bill Clinton praised him as one of a "new breed" of reform-minded African leaders, Museveni told the AP, "If anybody has been bullied, it is me." And as he prepares to turn 71 in September, Museveni appeared little concerned about a possible legal challenge to another presidential term by those who argue he will be too old to be in charge. A new term would take him over Uganda's 75-year-old presidential age limit. But even as regional neighbor Burundi is shaken by deadly protests over the not-unusual African scenario of a president who wants to run again, Museveni said he will let Uganda's courts decide. More than 30 floors above midtown Manhattan, his conversation was only faintly marked by the sound of sirens. Museveni was comfortable, saying that the future of the presidency depends on what the ruling party wants. "The party," as Museveni put it, because there are few other political parties with any power in Uganda, and those have been allowed only in recent years. Until then, he argued that poor African countries could not afford political rivalries. "That chaotic way of managing politics is not our ideal," he said Tuesday. Internal party chaos is no better: He fired his prime minister last year. Instead, the already emerging 2016 campaign looks like this: Huge posters in the capital, Kampala, declare him the ruling party's sole candidate. And at party events, loyalist members are known to kneel before Museveni and beg him to run again, saying he is the best they ever had. Perhaps he cannot disappoint them. He made it clear Tuesday, whoever the party chooses will win: "Yes. Yes. Absolutely." When told, "Well, they want you," Museveni replied, "Well, if they want, then we shall see that when we get there." There are conditions under which he might decline to run, he said, but they are not for the press to know. "Stop politicking and get to work," he tweeted earlier this year. "To an American, what you need to understand is Museveni's been in power while America's had six presidents," said Nicholas Opiyo, a prominent Ugandan lawyer and watchdog. The only thing that would allow a peaceful transition is if Museveni is not allowed to run because of the age limit, he said, "or if, by an act of God, he drops very sick." he global upsurge in the streets and through new social movements presents a conundrum for human rights groups; on the one hand, it creates a tsunami of unpredictable change, while on the other hand, it promises new opportunities for renewal. Human rights groups around the world must innovate or risk being rendered irrelevant by the new surge of street activism. The African region is no exception, despite its diversity. Consider Senegal, where in 2011 the Y’en a Marre (“Enough-is-Enough”) youth movement and Mouvement 23 (“June 23 Movement”) seized the limelight during a turbulent political moment, and played a critical role in preventing former President Abdoulaye Wade’s attempt to amend the constitutional provision on term limits and hang on to power. In the process, long-established and extremely important Senegalese human rights organizations, such as Rencontre Africaine pour la Défense des Droits de l'Homme (RADDHO), appeared virtually irrelevant. They were not always present on the streets, and were not consistently able to use the moment to give their causes new visibility. How can professional human rights organizations become more nimble, while also maximizing impact and sustaining their work over the long term? Doing all these things is crucial to remaining relevant in an age of increased grass roots activism. In Africa today, some say that social movements are more representative of the public’s desires than mainstream human rights groups. Are they? They do perhaps have a better sense

wrestling with vast problems of the economy and the AIDS crisis, efforts for which he was praised. There has never been a peaceful transfer of power in all that time. Museveni gave no details Tuesday on what such a transition might look like in his country of 36 million people. "It's all provided for in the constitution," he said. And does he want the presidency to pass one day to his son, who leads Uganda's special forces and who observers say is likely being groomed as the future leader? "Oh no, it is not what I like, it is what my party wants and what the country needs," Museveni said. His reputation has been damaged by accusations of corruption, human rights abuses, and electoral fraud. Some observers worry he has become the kind of dictator he once threw aside. Uganda's problem, he once said in 1986 when he became president, "is not the people, but leaders who want to overstay in power." Nearly 30 years after becoming president, the former Marxist rebel still speaks in terms of liberation on one hand, control on the other. Uganda, and Africa, must be transformed. Uganda must shift from a third-world country to a middle-class one. Africa's markets must be integrated. Prosperity is key. "Some will be achieved while I'm in heaven, but I will play my role," he said. Western powers, he has said, must stop their imperialist policies on the continent. And if the Security Council had listened to Africa before authorizing

military action in Libya a few years ago, he said in his U.N. speech Monday, that country's current chaos and the deadly journeys of migrants on the Mediterranean could have been avoided. "African solutions for African problems," he said in his speech. Rwanda's neighbors could have stopped that country's genocide two decades ago, he declared. But critics have called him reckless; he has backed rebels fighting governments in what is now Congo, Rwanda, Central African Republic and Somalia. Museveni has said he was helping fight corrupt regimes. Closer to home, he was asked about Uganda's recent notoriety over an attempt at harsh anti-gay legislation, which a court invalidated last year. Some fear that another attempt might be made with an election coming. But Museveni, who signed the bill but correctly warned about its effect on economic ties with the West, said, "It's really not a priority for us." In any case, Uganda doesn't penalize gay people, he said. "But we also don't promote that behavior. Because it is not the normal behavior." Maria Burnett, senior researcher for Human Rights Watch, said Tuesday that "no doubt about it," Uganda remains a difficult place to be gay. In fact, Museveni said of his country at large, smiling at the mere suggestion of authoritarian rule, there is "so much freedom that it is almost a problem in itself."

After decolonization, many African political groups lost touch with the grassroots. Let’s not let the same happen to the continent’s professional human rights groups than conventional civil society groups about what “people really care about”, and how intensely their grievances are felt. These movements also claim to be better at including more diverse demographics, including youth, into their campaigns and protests. And, perhaps, due to more flexible and agile structures, they can act more quickly. Professional African rights organizations by contrast tend to focus on reforming the state, or on interacting with international organizations. No doubt this continues to be tremendously important. However, as ordinary people have less trust in state institutions and international organizations, they may also trust human rights organizations less. African organizations are also dependent on Northern donors, forcing their activities and thinking into short-term, project-based frameworks. As a result, they can’t see what’s going on in the periphery of their areas of expertise, even if those new developments are

game changers. Moreover, ordinary people are often moved to action by events that are not on the human rights organizations’ radar. Thus, the mass movement that also mobilized so rapidly and powerfully against long-time Burkina Faso president Blaise Compaoré took most local human rights organizations completely by surprise. Mass mobilization, of course, is to be welcomed, as human rights can only be durably protected when ordinary people stand up for their rights. Fast-moving, street-smart “fluidity” is thus crucial. At the same time, Senegal and other African countries also need the “solidity” of the traditional rights groups, including their permanent organizational structures, and their expert, paid staff. These traditional elements can form a bridge between moments of social protest, while also providing access to stable financing. This, in turn, will help sustain human rights campaigns over time.

To maintain their relevance, however, African rights groups will have to become more innovative and nimble. They must keep their ears to the ground, forging new and more creative partnerships with participants of new social movements. Both the “fluid” new actors and the “solid” conventional organizations must take a good look in the mirror, and figure out how best to create these alliances. The conventional organizations can’t lose by extending an olive branch to new social groups with significant followings; this will help them join fast-moving civil society demands without necessarily losing their own sense of mission and profile. They will also gain an opportunity to build constituencies in new social sectors. Protagonists of new social groups, for their part, can take the lead during moments of public protest, drawing additional legitimacy from their partnership with the established human rights groups. As previous openGlobalRights authors have written, human rights groups must also figure out how to diversify their funding sources, and raise more domestic money. Today, most African rights groups depend on foreign donors, but this does not have to remain forever true. As Austrian theologian Friedrich von Hügel said, “The Golden Rule is to help those you love to escape from you.” If foreign donors really do want to help African rights organizations, they must assist in creating a domestic philanthropic infrastructure. During and after Africa’s liberation struggles in the 1960s, many groups became political parties, and lost touch with their organic roots. Let’s not allow the same thing to happen to African human rights groups.

The Essence of Believing Do the 2015 NBSE results show a decline in the quality F of education in Nagaland?

or quite some years now, the AXN TV channel has been airing a show called “Ripley’s Believe it or not” which is about ordinary people performing extraordinary feats and stories that are hard to believe but true. And the show asks the viewers whether they believe it or not. But when it comes to something as important as life and our very existence and salvation itself, can it be really decided by something as simple and trivial as ‘believing’. According to the gospel of Christ, the answer is ‘Yes’. The most well-known and most frequently quoted / uttered Bible verse would be undoubtedly John 3:16 which proclaims “For God so loved the world that he gave his only begotten son that whosoever BELIEVETH in him should not perish but have everlasting life”. Since the dawn of human civilization, man has been literally obsessed with the idea and concept of salvation. It was on this obsession that almost all religions of the world came into existence. Ideas like “if I do these things and avoid these things, I will be bestowed with salvation”, “if I do good things in this earthly life I will be rewarded richly by the creator when I meet him after death”, “if I live a life of suffering and sacrifice in this life, I will return with a great and blessed life in the next life” etc have been part and parcel of every known human society since time immemorial. But the gospel of Christ says that no amount of good or sacrificial works we do can make us eligible for salvation or eternal life. The gospel also says that the holy writing which we today know as the Bible is the only true and revealed word of God and that there is no other so-called Holy Word of God apart from this. Thus, when the gospel revealed that only believing in Christ can save us from eternal doom and guarantee us salvation and eternal life with the Creator, it was certainly bound to create confusions, controversies and disbelief. For many, this revelation is something too good to be true. If just believing in Christ can guarantee us salvation, then what else is there do be done by man and where is the need for doing good and sacrificial woks or living a righteous and religious life? Indeed a misunderstanding of this revelation can lead many astray as it seems too good to be true, too simple, too vague and too shallow. All religions of the world demand performance from men. Believing in the gospel of Christ, on the other hand, enables performance because when one is certain that Christ is the only true living God and that there is no other god, it brings about a transformation in the person which no science, religion or philosophy can bring about. The followers of the religions of the world do good works and offer their sacrifices and prayers believing that such benevolent behaviours will please the Creator who in turn will reward them with heavenly honours and even salvation. Believers of the gospel, on the other hand, do good and sacrificial works with a grateful heart because they know they are already saved and made righteous by believing in Christ. Believers in Christ know that everything that needs to be done for their salvation has already been done 2000 years

t was one of his rare visits from his rural home in Gem, western Kenya, to the capital city of Kenya, Nairobi. You could always tell that my grandfather, Kwara Odera K’Ogwande, made these trips to Nairobi as a last resort. He had this disdain for everything urban or ‘modern.’ But since four of his five sons held jobs in the Nairobi, he had to make one or two trips in a year. The only thing that Kwara enjoyed about the trips to Nairobi was that he deliberately chose to visit during school holidays in April, August or December so that he would get to spend time with his grandchildren and have a captive audience for his stories. I remember several of those trips. In most cases, I was the one dispatched to meet my grandfather at Nairobi Railways station. I do not know why my Dad always chose me from amongst my four siblings. Third in birth rank, I always thought there was something not quite fair about this. But again for an adolescent the opportunity to walk into town was always welcome and to be the first to meet my grandpa when he arrived was a great honour. You see, the train from Luanda in western Kenya usually made it to Nairobi around 5:00am after a grueling 17 hour journey. So, this morning I was woken up at the crack of dawn, around 4:00am. I had no capacity to wake up that early on my own. After a quick shower and consuming something that resembled breakfast, I dashed off from Posta Quarters through that small gate at Makongeni Railways estate and then emerged in Kaloleni estate. From KaloleniI negotiated my way to Muthurwa (also known as Dallas, the home of boxing champions) and into the central business district then onward to the grand Nairobi Railway Station to meet my grandfather. On this particular occasion, my Dadhad left clear instructions that I should take his Dad to his place of work at the GPO (General Post Office)

ago by the creator of the Universe himself in the person of Jesus Christ and that no amount of works on their part is ever needed again to attain salvation apart from believing in this truth with a grateful and repenting heart and living their lives accordingly. Science is a discipline that stands firmly grounded only on those things and phenomena that can be proven or established. In other words, concepts like emotions, beliefs, ideas, propagandas etc which cannot be proven or established have absolutely no place in the discipline of Science. Science says that the earth is spherical and that it not only rotates on its axis but that it also revolves round the sun. Science says so because these can be proven. Science also says that the bite of a certain type of mosquitoes causes malaria. Science also says this because this also is provable. Science also says that when the human male sperm gets fertilized by the female eggs inside the body of the female, conception takes place resulting in the birth of a new life in about nine months. All these and many others have been flamboyantly proclaimed by Science because all these are provable and established. However, when it comes to the most fascinating and though-provoking subject of the origin of the universe and the beginning of life on earth, even science has not been able to provide us with any concrete proofs and evidences till date despite many enormous and in-depth researches by many brilliant and fantastic scientists down the ages. Therefore when it comes to these matters, even science (a discipline that entertains only things that can be proven and established) has no other option other than to BELIEVE. Now, about the origin of the universe and the beginning of life on earth, there are two very prominent theories propagated by scientists. First is the Big Bang Theory which says that there was a big explosion in the universe billions of years ago and everything including life came into existence just by chance out of this explosion. There are many scientists who BELIEVE in this theory but there are also an equal number of scientists who do not accept this theory. Present-day scientist Stephen Hawkins is a believer of this theory but even he, despite his brilliant intellect, is unable

to prove it. Thus he also can only BELIEVE the theory – something too unbecoming of an eminent scientist like him. Secondly, we have the Evolutionary Theory propagated by Charles Darwin about 150 years ago. This theory says that men evolved out of monkeys. First there were the monkeys crawling on all four legs somewhere deep inside Africa. As time passed, these monkeys began to stand and walk erect and their hairs also disappeared from their bodies. They also seemed to have developed the art of communication and walked out of Africa and spread to the different corners of the earth. When this theory was first propagated by Darwin about 150 years ago, it must have made headlines all over Europe. But here again, this was not an established assertion or a scientific discovery. It was only a BELIEF. There have been people who BELIEVED in this theory and there may still be some who BELIEVE in this outrageous theory. But the fact is that Charles Darwin’s fantastic theory remains unproven even after 150 years. Human lifespan is too short to know everything. One moment we were born and one moment we would die. We walk on the surface of this earth only for a few blinks of eye. Some of us are here for 30,40,50,60 or at the most 80, 90 years. In this short time, we grow up from our mothers’ laps and learn about the birds and the bees and become adults. Some of us remain single throughout but most of us get married and become parents and grandparents ourselves. But whether we remain single throughout or establish our own families, the phenomenon of life and its many dimensions, complications, struggles and mysteries are such a learning experience that we are somewhat made to BELIEVE that there must be something or someone much more powerful, enormous, everlasting and dynamic than what is apparent to our eyes. During our short lifespan, we learn great lessons not only from our real day-to-day experiences but also from the secondhand information which we get while in schools and colleges, from books, TV, radios, cinemas etc. One of those secondhand information was the one which we got some 150 years ago from someone who came to us from

Like many young people of my generation, we fondly called our fathers Mbuyu, Kiswahili for the Baobab tree. You see, back in the day, when fathers were fathers, fathers were regarded as Baobab trees, metaphorically and in reality. But that is a story for another day. So after Kwara’s arrival, we only had a couple of hours for some breakfast and small talk, then he and I had to do another long walk back into Nairobi’s central business district. As an adolescent I had learnt never to provoke the wrath of the ‘Baobab tree’ on account of not following instructions. As grandpa and I walked towards Nairobi city, somewhere after crossing Dallas estate and approaching the Salvation Army headquarters, I lost my grandpa in the sea of humanity. My heart pumping faster, I looked around and could not trace my one and only beloved grandfather. How would I explain to my father that I had lost his father? Frantically, I walked back, looking every elderly face that passed me by. Should I alert the police, any police around? Should I call out his name? I tried calling out his name, the name I knew “Kwara” but no one responded.

Everyone kept walking by. Some passersby who understood Dho’Luo smiled at me because Kwara is not anyone’s name. It only means “grandfather” in Dho’Luo. So, on that street there were quite a few Kwaras! I kept walking around and calling. Then I saw him. My grandfather was staring at a group of traders selling mapera (guavas). In a mixture of Dho’Luo and Kiswahili my grandfather inquired was attempting to converse with the traders inquiring whether they were r-e-a-l-l-y selling the guavas. “Of course” I heard one of the traders with a toothy smile tell my grandpa. When I was close enough for my grandpa to notice me, he asked me in Dholuo: “these people tell me they are selling mapera, is that true? They tell me that that one bundle of two maperas is one shilling? I nodded in the affirmative. My grandfather shook is head and whistled softly, in the manner he usually did when he experienced some cognitive dissonance. You could tell Kwara wanted to address the entire city. And the ultimate realization is that whether it is the things which we learn from our day-to-day experiences or from the so-called secondhand sources, there is an ultimate and inseparable connection between all the stories which we live, experience, see and hear. And all these point to the fact that there must be something beyond what we see and a master-planner who is pulling the strings from above to bring us to our ultimate destiny. Today we are living in the age of information technology and everywhere we go we are bombarded with information of all kinds from every nook and corner. But even this age of Information Technology cannot tell us conclusively whether the world and life originated out of an explosion or from some obscure monkeys. Information Technology is also haplessly handicapped to tell us exactly when and how the universe and life began or when and how the world will come to an end. Therefore, when it comes to these crucial matters, even Information Technology can only BELIEVE as it cannot provide us with any proofs or evidences. Therefore, ultimately it all comes down to the question of what we would BELIEVE to be the truth and this is a personal matter. Whether we believe that everything came into existence just by chance, whether we believe that human beings are just a developed and advanced species of some obscure monkeys or whether we BELIEVE that the man called Jesus Christ was God incarnate and that all the words spoken by him are the revealed words of the Almighty, that he was nailed to the cross for the atonement of our sins and that he rose from the grave to prove his victory over death, it is really up to every individual person to decide for himself. To sum it up in a nutshell, whether it is the Big Bang Theory, the Evolutionary Theory or the Creation Theory mentioned in the Book of Genesis, we can only be contented with ‘Believing’. This is so because none of these can be proven by even the most brilliant scientists. Therefore it is not ironical that Jesus said that whoever BELIEVETH in him shall be saved. Christ was certain that true believing in the gospel would bring about a transformation in men that no other thing can bring about. And that would be enough for salvation as true believing in the gospel would enable performance rather than demanding performance. When Bill Clinton came to India during the fag end of his tenure as US President, he made a trip to Agra to witness the majestic Taj Mahal. During this time, he made his tribute to the Taj by saying that the people of the world can be grouped into two – “those who have seen the Taj Mahal” and “those who have not”. And he expressed his happiness that he was moving over from the first group to the other. But for a true believer in Christ, the people of this world can be grouped into only two groups - “those who believe in the gospel of Christ” and “those who do not believe in the gospel of Christ”……….

Despite skewed sex ratio, conviction for female foeticide rare in India NEW DELHI, May 10 (PTI): Despite India’s declining child sex ratio, as many as 30 states and union territories have not convicted even a single person for pre-conception and pre-natal diagnostic between 2011 and 2013, raising concerns about the poor implementation of the PCPNDT Act. The five states which have worst child sex ratio (CSR) — Daman and Diu (618 girls per 1,000 boys), Dadra and Nagar Haveli (775), Chandigarh (818), Delhi (866) and Andaman and Nicobar Islands (878) — have also not punished anyone during the period. The Pre-Conception and Pre-Natal Diagnostic Techniques (PCPNDT) Act, 1994 was enacted to stop female foeticide and arrest the declining sex ratio by banning prenatal sex determination. Child sex ratio in India has reached an alarming low with 918 girls per 1,000 boys in 2011 from 927 in 2001, but not much seems to have been done to ensure strict implementation of the Act to deter female foeticide. According to data available with the Health Ministry, only 32 people

have been punished in the whole country as against 563 cases reported for conducting sex determination tests between 2011 and 2013. The data shows that only four states convicted 13 people in 2013. In 2012, 8 persons were punished by 3 states and in 2011, 11 people by 4 states. Punjab, which has one of the lowest CSR with 895 girls to 1,000 boys, has convicted only 2 persons in the period while it reported 52 such cases. Haryana with 879 CSR registered 54 cases under the Act but no conviction took place. Similarly, Delhi registered 10 cases but could not manage to punish anyone. The phenomenon has spread to areas which were not known for disparity in CSR including tribal areas and eastern states, said a Women and Child Development Ministry official. The trend was particularly acute in more developed areas of the country including metropolitan cities. Non-implementation of the Act has been the biggest failing of the campaign against sex selection, the official said.

Gir goes up to 523: Census

GIr (GujaraT), May 10 (PTI) The number of Asiatic lions in Gir sanctuary and its surrounding areas has gone up to 523, an increase of 27% since 2010, according to the latest census report. "The census of lions has revealed that their figure has gone up from 411 to 523 this year," Gujarat Chief Minister Anandiben Patel said at a press conference here. The 2010 census had revealed the figure of Asiatic lions to be 411, she said, adding that their population has increased by 27%. As per this year's census, there are 109 male lions, 201 female lions and 213 sub-adults as well as cubs whereas in the 2010 census, the figure of male lions stood at 97, female lions were 162 and cubs were 152. Notably, the lions' habitat area has increased to 22,000 square kilometres, which has almost doubled in five years, Gir Sanctuary Superintendent Sandeep Kumar said. As per the census, 268 lions were sighted in Junagadh, 44 lions were counted in the Gir-Somnath district, while in Amreli, 174 lions were sighted and in Bhavnagar, 37 lions were found. "Conservation of lions is a glorious success story" Kumar said.The latest census exercise was carried out between May 1 and May 5.

New cartel arises as Mexico’s biggest threat E. Eduardo Castillo

t has the drugs and distribution system of a traditional cartel — and it has the modern weapons and audacity of an army. After attacking federal forces, downing a military helicopter and shutting down streets in Mexico’s second-largest city last week, the New Generation Jalisco cartel is now the main enemy in the country’s fight with drug cartels. In just a few years, New Generation has grown from being an offshoot of the powerful Sinaloa cartel to one of Mexico’s strongest criminal groups in its own right, according to the U.S. Treasury Department, whose Office of Foreign Assets Control maintains a “black list” of drug trafficking organizations. Its quick rise reflects a rapidly changing organized-crime landscape in Mexico as the government targets top leaders of established cartels. More than any other criminal group, New Generation has taken advantage of the government’s top-capo strategy, strengthening and grabbing territory from other cartels as they are weakened. “You’re talking about a powerful, large organization with grand logistics, well-made structures, a strong group of assassins, and dedicated and qualified people with high-caliber weaponry,” Guillermo Valdes, a security expert and former director of the

Mexican intelligence agency, told The Associated Press. “It’s a new cartel, a second generation born in a restructuring process.” The strategy of hitting top leadership began in 2006 under President Felipe Calderon and has continued under his successor, Enrique Pena Nieto. As a result, large organizations have been fragmented, leaving smaller, leaderless groups to fight among themselves over control of local organized crime activities and drug-smuggling routes to the north. When Calderon was in

office, there were five major cartels. Today, the Mexican attorney general lists nine major groups and 43 smaller factions. New Generation has its origin in that fragmentation. While it has operated for years, it surged in public notoriety last week after it waged brazen attacks in and around Guadalajara, a major technology and manufacturing hub and the capital of Jalisco state, which is a popular retirement spot for U.S. and Canadian expats. But the city, some 290 miles (460

kilometers) northwest of Mexico City, is also where Mexico’s largest drug cartels were born. Leaders of the original Guadalajara cartel were captured in the 1980s, provoking a surge in what Valdes calls the first generation of cartels, many of which still exist, including Sinaloa, Beltran Leyva, Gulf, Zetas and Juarez cartels. Same with the federal police. Zero.” According to the U.S. Treasury Department, New Generation is mainly devoted to trafficking cocaine and methamphetamines. Working with an associated group known as Los Cuinis — a phonetic rendering of “The Queenies” — the cartel has a presence in at least eight of Mexico’s 31 states and connections in the U.S., Latin America, Africa, Europe and Asia. A U.S. indictment in 2013 said New Generation leader Nemesio Oseguera and his brother-in-law, Cuinis leader Abigael Gonzalez Valencia, move multi-ton quantities of cocaine from South America to Mexico and facilitate its transport to the U.S., earning at least $10 million a year. The indictment charged them with running a criminal enterprise and conspiracy to distribute cocaine and methamphetamine. New Generation has its origin in the now-defunct Milenio cartel and it later operated as an affiliate of Ignacio “Nacho” Coronel, the Sinaloa cartel leader who was responsible for the group’s methamphetamine division. When Coronel was killed in a July 2010 federal operation, the New Generation fragment started

to grow. One reason, some speculate, is that Oseguera, alias “El Mencho,” was very close to Coronel and may have inherited his contacts. He also maintained a good relationship with the Sinaloa cartel. Others say New Generation has been able to take advantage of suppliers and distributers who have worked in the area for decades, even predating Coronel. Whatever its source, the strength of New Generation surprised many on May 1 when federal authorities mounted an operation, reportedly targeting Oseguera: The cartel responded almost immediately with roadblocks and arson attacks in Guadalajara and two dozen other cities. It used an RPG to force down a military helicopter carrying 16 military personnel and two federal police officers, killing eight people. New Generation’s expansion in just five years has not been replicated by any other of the cartel fragments. On the contrary, many areas are seeing the violent fallout of factional infighting. Sinaloa subgroups battle each other in the northern states of Sonora and Baja California Sur. Knights Templar, La Familia and Beltran Leyva factions fight for control of the lucrative and growing opium paste business in the southern state of Guerrero. Gangs affiliated with the Gulf cartel are warring along the Tamaulipas border with Texas. “Why do they need bosses when they’re their own operators?” said a

Tamaulipas state official, who spoke on condition of anonymity for security reasons. “(Gang) soldiers are deciding to be generals without the permission of anybody.” Antonio Mazzitelli, representative in Mexico for the U.N. Office on Drugs and Crime, said fragmentation generates more violence as small groups try to expand their territory, where they kidnap and collect extortions to make up for cash they once made running drugs. In the long run, the better-structured and quieter cartels are the ones that survive, he said. “The first principle for a drug trafficking organization is to minimize risk, to use violence in a very hidden way and operate through corruption,” Mazzitelli said. Unlike the old major cartels, New Generation is willing to wage war on the state and federal government. The younger drug lords like to show off their money and flaunt their power, even if it brings a direct assault from the government. For that reason, the May 1 clash may be the beginning of the end of New Generation, said Valdes, the former intelligence agency director. “The drug business is not going away while we have such a large demand in the United States, but that does not give immortality to any particular group,” he said. New Generation “just bought the ticket to being enemy No. 1.”

5 people killed in shooting in Switzerland Over 500 Rohingya, Bangladeshis land on Indonesia shore BERLIN, MAY 10 (AP): Five people have been found dead after a shooting in a town in northern Switzerland, including the suspected gunman, police said Sunday. Residents heard shots in the town of Wuerenlingen shortly after 11 pm Saturday, police said. Officers then found five bodies in a quiet residential neighborhood. The shooting appears to have been a “relationship crime,” or the result of

domestic dispute, Aargau canton (state) police chief Michael Leupold said at a news conference. Police “were able to rule out a terrorist background” or any other danger, he added. The suspected gunman first killed three people — a 58-year-old man, a 57-year-old woman and a 32-year-old man — in a house, criminal police official Markus Gisin said. He is then believed to have killed a 46-year-old neigh-

bor outside the house before shooting himself. The victims in the house were the parents-in-law and brother-in-law of the suspected gunman, a 36-yearold who lived in Schwyz canton (state), south of Zurich. All were Swiss nationals. The gunman’s wife and three children weren’t targeted in the shooting. Wuerenlingen is a town of some 4,500 people northwest of Zurich, near the German border.

4 fresh tremors hit Nepal as toll crosses 8,000 KATHMANDU, MAY 10 (PTI): Four fresh tremors on Sunday jolted Nepal, triggering panic among the people already battered by the devastating earthquake and about 160 aftershocks as the death toll crossed 8,000. Massive landslide and avalanche also forced suspension of rescue works in the popular trekking area of Langtang, where Nepalese army’s rescue team has taken out 90 dead bodies, including nine foreigners, so far. According to some media reports, as many as 120 bodies have been pulled out

and rescuers who were searching for bodies have moved to safe places. Lieutenant Colonel Anup Jung Thapa said the rescue works was disrupted due to huge piles of frequent avalanche in and around the area. Sunday’s tremors bring the total number of aftershocks with 4 or more magnitude on the Richter Scale to over 156. Meanwhile, the death toll from the April 25 temblor, the country’s worst in over 80 years, reached 8,019 while the number of injured stands at 16,033, according to Nepal police.

Taliban downed Pakistan chopper carrying diplomats ISLAMABAD, MAY 10 (AP): A militant video purports to show Taliban fighters with a surface-to-air missile, claiming they used a similar one to shoot down a Pakistani helicopter carrying diplomats. The video, obtained by The Associated Press, includes a message from the Pakistani Taliban claiming they fired a missile from a distance of 3 kilometers (1.9 miles) to down the helicopter Friday. “The missile hit the tail rotor,” a written message in Urdu says at the video’s start. The crash killed the ambassadors to Pakistan from the Philippines and Norway and the wives of the ambassadors from Malaysia and Indonesia, as well as three Pakistani crew members. Twelve passengers, many of them diplomats, were injured. Military officials could not be immediately reached Sunday. Previously, Pakistan said a technical failure caused the crash and dismissed an earlier Taliban claim as opportunistic. However, the surface-to-air missile shown in the video appeared real. In the video, a masked militant discusses the missile’s parts, while another portion shows what appears to be a hand-drawn picture of how a missile can strike a helicopter’s tail rotor. The video was released late Saturday via militant websites and corresponded to other messages distributed by the Pakistani Taliban, though the AP could not independently verify it. Militants in Afghanistan and Pakistan do have access to surface-to-air missiles. A later Taliban statement Sunday said fighters’ missile hit the rotor as the helicopter turned, saving it from being destroyed in mid-air. “No matter if the Pakistani government accepts it or not, it doesn’t bother us,” the statement said. “God willing, we will carry out (more) such attacks.”

JAKARTA, MAY 10 (AP): Boats carrying more than 500 Bangladeshis and members of Myanmar’s long-persecuted Rohingya Muslim community washed ashore in western Indonesia on Sunday, with some of the people in need of medical attention, officials and nonprofit organizations said. Steve Hamilton, deputy chief of mission at the International Organization for Migration in Jakarta, Indonesia’s capital, said his teams were racing to the Aceh province sub-district of Seunuddon, where the boats landed. He said four boats were found with more than 500 people on board, adding that three had apparently been abandoned by the smugglers and one ran out of fuel. Indonesian authorities said the migrants were taken to a police station and mosques, where they were being given care. A man who was on one of the boats said they left Myanmar for Malaysia — home to a large population of Rohingya — two months ago. “We just wanted to leave because the situation in Burma is no longer conducive for us to stay,” said the man, Muhammad Juned, referring to Myanmar by its previous name. cy, said some migrants mentioned that there was another boat with an unspecified number of people on it still at sea in the same area. Rohingya Muslims have for decades suffered from state-sanctioned discrimination in Myanmar. VATICAN CITY, MAY 10 (AP): Cuban President Raul Castro paid a call on Pope Francis at the Vatican Sunday to thank him for working for Cuban-US detente and later said he is so impressed by the pontiff he is considering a return to the Catholic church’s fold.

“Bienvenido!” Francis said in his native Spanish, welcoming Castro to his studio near the Vatican public audience hall. The Cuban president, bowing his head, gripped Francis’ hand with both of his, and the two men began private talks. The meeting lasted nearly an hour, as the Argentine-

born Francis and Castro spoke in their native Spanish. Francis will visit Cuba in September en route to the United States. After leaving the Vatican, Castro, the brother of Fidel, the revolutionary leader who brought the Communists to power in Cuba, gushed with praise for Francis. The pontiff “is a Jesuit, and I, in some way, am too,” Castro said at a news conference. “I always studied at Jesuit schools.” “When the pope goes to Cuba in September, I promise to go to all his Masses, and with satisfaction,” Castro said at a news conference at the office of Italian Premier Matteo Renzi, whom he met with after the Vatican talks. “I read all the speeches of the pope, his commentaries, and if the pope continues this way, I will go back to praying and go back to the church, and I’m not joking,” he said. It was a startling assertion for the leader of a Communist country, whose crackdown on dissidents in the past had drawn sharp Vatican criticism. “I am from the Cuban Communist Party, that doesn’t allow (religious) believers, but now we are allowing it, it’s an important step,” Castro said.

Speaking about Francis, Castro said he has been “very impressed by his wisdom, his modesty, and all his virtues that we know he has.” Castro had already publicly thanked Francis for helping to bring Havana and Washington closer together after decades of U.S. government policy of strict isolation of the Communistruled Caribbean island. On Sunday, he stepped up his praise on Francis’ push for the two nations to put enmity aside and work for reconciliation for the benefit of Americans and Cubans. As he took his leave from the Vatican, Castro told journalists, “I thanked the pope for what he did.” Vatican spokesman, the Rev. Federico Lombardi, said the president also “laid out to the pope the sentiments of the Cuban people in the wait and preparation for his upcoming visit to the island in September.” After his meeting with Renzi, Castro expressed hope that his country would quickly see more fruits of the thaw between Cuba and the United States. “Maybe the (U.S.) Senate will take us off the list of terrorist nations” soon, Castro told reporters.

Francis gave Castro a medal depicting St. Martin of Tours, known for caring for the destitute. “With his mantle he covers the poor,” Francis told Castro, saying more efforts on behalf of the poor are needed. Fidel Castro met with Pope John Paul II at the Vatican in 1996. That encounter helped pave the way for John Paul’s 1998 pilgrimage to Cuba, the first visit by a pontiff to the island. John Paul was also eager for Cuba to grant more visas for foreign priests to bolster the dwindling corps of clergy on the island. The Vatican’s general policy of opposing economic sanctions as a foreign policy tool carries appeal for Cuban leaders and people, after decades under a U.S. economic embargo. With the Vatican keen on protecting the interests of its Catholic followers under Cuban Communist rule, Pope Benedict XVI also visited the island. Castro told reporters that “we are trying to carry forward improvements of our political, social and cultural system. But it’s very difficult to do it without causing shocks, without leaving some in the street.”

WASHINGTON, MAY 10 (AP): Washington veteran Paul Pierce hit a jump shot on the buzzer to give the Wizards a 103-101 home win against Atlanta on Saturday to take a 2-1 advantage in their NBA Eastern Conference semifinal series. Pierce, hemmed in by three defenders, got off a fallaway, 20-foot jumper that went in off the backboard as the Wizards escaped with a last-gasp win after having given up a 21-point lead. MANILA, MAY 10 (AP): Manny Pacquiao lost his biggest fight in the ring, but that won't stop him from plotting a bigger comeback — in the political arena that is. In a country where elections are also entertainment and political programs secondary, candidates often win because of star power and money. Pacquaio, who earned more than $100 million despite losing the Fight of the Century against Floyd Mayweather Jr. last weekend, certainly has that working for him. But can he overcome his poor record as an incumbent congressman, his humble origins and lack of political savvy to win a Senate seat, or even higher office? Having established himself as a local politician, the natural path for the 36-year-old Pacquiao would be the 24-seat Senate, a national position, which has been used as a springboard for vice president or president. His most ardent supporters say he can be a future president. The Bible-quoting boxer, who by law cannot run for president before turning 40, has said his "thoughts on the presidency ... are merely aspirational." His first presidential race would be in 2022. That could be harder than defeating Mayweather., but he can take comfort in the thought that Filipinos love the underdog. His rags-to-riches story — rising from extreme poverty to becoming the wealthiest Philippine congressman — has captured the imagination of the millions in his

Pacquiao the underdog played well at home after it was disclosed that even with his shoulder injured he still fought aggressively against Mayweather, said political analyst and public administration professor Prospero de Vera. Jaitley said it’s a “a fitting tribute...the award is being physically and symbolically conferred on him in an institution that he himself created - the Prithvi Theatre”. It featured Amitabh, Shabana Azmi, Sharmila Tagore, Rishi, Randhir Kapoor among others talking about the cinematic icon. Amitabh, who has co-starred with Shashi in films like “Trishul”, “Silsila”, “Kabhi Kabhie” and “Kaala Patthar”, thanked him for always being a “compassionate person and a generous and caring friend”. Since it was also Mother’s Day on Sunday, Rishi aptly recounted Shashi’s trademark dialogue -“Mere paas maa hai” -- to a loud applause. Shashi started his tryst with acting at the age of four, with plays directed and produced by his father Prithviraj. He started acting in films as a child artiste in the late 1940s. His best known performances as child artiste were in “Aag” (1948) and “Awaara” (1951), where he played the younger version of the character played by his elder brother Raj. When he grew up, he made his debut as a leading man in the 1961

film “Dharmputra”, and went on to appear in more than 150 Hindi films. A popular name in Bollywood during the 1960s, 1970s and until the mid-1980s, Shashi was one of India’s first actors to go international. He is known internationally for starring in many British and American films, notably Merchant Ivory Proudctions run by Ismail Merchant and James Ivory, such as “The Householder” (1963), “Shakespeare Wallah” (1965), “Sara Akash” (1969), “Bombay Talkie” (1970) and “Heat and Dust” (1982). He also starred in other British and American films such as “Siddhartha” (1972) and “Muhafiz” (1994). In 1978, Shashi set up his production house Film Valas, which produced critically acclaimed films such as “Junoon” (1978), “Kalyug” (1981), “36 Chowringhee Lane” (1981), “Vijeta” (1982) and “Utsav” (1984). He also produced and directed a fantasy film titled “Ajooba”, which had Amitabh and Rishi in the lead roles. In 2011, he was honoured with the Padma Bhushan, and he is also a proud recipient of three National Film Awards.

The survey by online matchmaking platform Shaadi.com was conducted to find out about globally the most inspirational mothers in India and Britain. The results are based on an online poll, which received over 9,700 responses from Indian women. When asked about the ‘mothers from India who made a difference to the world’, 39.1 percent of the respondents said Mary Kom, followed by Aishwarya Rai Bachchan (32.4 percent) and Indira Gandhi (28.5 percent). The celebrity couple parted ways last Sunday, citing “incompatible schedules”. However, a source close to Vonn said the split has been hard on the Olympian. “She had work commitments and had to put her best face on but, of course, she’s really bummed. It’s really hard,” her friend was quoted as saying by the People magazine. Woods and Vonn had been together for three years and the decision to end the relationship would have been a tough call for both. “The decision to break up wasn’t an easy one and it’s hard for both of them right now. Lindsey is hurting - she loves him and that doesn’t just go away,” the source said.

“It was much easier to see each other when they were both injured, but now they’re healthy and have to travel so much. It got too hard. But never say never.
