It is estimated that Nagaland state’s capital, Kohima produces around 100 tons of waste every day. The lack of an efficient waste management facility and proper collection mechanism has plagued the town over the years. However, there is hope that this scenario will change with the Nagaland state government set to initiate a state of the art solid waste management facility At present Kohima does not have a scientific solid waste management facility and as such the solid waste collected from the city is openly and haphazardly dumped on a sloping land about 12 kms from the city. In the absence of any scientific disposal and treatment facility, the waste are often subjected to burning thereby causing air pollution, contamination of the surface and ground water and also acts as a vector for many diseases. Many households also continue to throw garbage in the streams and rivers, which are not accounted and is polluting the water courses and creating an unhygienic environment. Recognizing the urgent need to streamline waste management system in the Capital town, the new waste management fa-

cility will be set up with financial assistance from the Asian Development Bank (ADB) through the Ministry of Urban Development, Government of India. This facility is being developed at Lerie about 10 km from Kohima town and consists of a compost plant and sanitary landfill. The compost plant will have a capacity of processing 50 tons of organic wastes per day and the landfill designed for a period of 15-20 years to accommodate 32,000 m3 of wastes. The landfill is also equipped with a Leachate Treatment Plant to treat the leachates for safe disposal as per environmental standards. Wet waste such as food waste, agricultural waste and other organic wastes etc. will be processed and converted into compost which in turn can be used as manure, while

To achieve this, a pilot project for segregating waste at the household level has been initiated in 2 wards covering Old Minister Hill, Porterlane and Lower Chardmari colonies. As part of this initiative, colored bins for wet and dry wastes has been distributed to the households for segregating at source and also mass awareness has being given to the residents. This initiative will also be replicated to the remaining 17 wards in the near future. It is envisaged that such small initiatives at the micro level will go a long way in ensuring that the project is a success and sustainable and also bringing about an improved environment and improved well-being of the residents of Kohima.

At least 40,000 personnel of the central paramilitary forces are deployed in Chhattisgarh, which has witnessed many Naxal attacks in the recent past with the worst being the 2010 assault that left 76 Central Reserve Police Force personnel dead. The Chief Minister said that there were many obstacles to undertaking basic infrastructure development work in the state. Development projects worth Rs 24,000 crore, including one for setting up an ultra mega steel plant in Dantewada district, were inked during the Prime Minister’s visit to the state on Saturday and Singh said that he was getting 100 per cent support from the Centre.

RaipuR, May 11 (pTi): Chhattisgarh Chief Minister Raman Singh has sought battalions of Nagaland armed police force personnel, experts in jungle warfare, from the Union Home Ministry to take on Naxals in his state. “We have asked the Home Ministry to deploy some Naga armed police force personnel in Chhattisgarh. They will be taking up the matter with Nagaland government,” Singh told PTI here. The Naga battalions were deployed in the Bastar region of the state, one of the worst affected by Naxal extremism, and they did a very good job, he said. “Experience shows that Nagaland battalions were very useful in fighting the naxalites. They are very good at jungle warfare,” said the Chief Minister of the BJP-ruled state. Singh said his government was determined to end the Naxal menace in the state. “There is no doubt about it. It (naxalism) will end. The state government has carried out much development work and the naxalites are frustrated by it,” he said. Asked about his views on deployment of Army to fight naxals, Singh ex-

DiMapuR, May 11 (MExN): The Nagaland Board of School Education (NBSE) has expressed concern at the unethical practise of certain schools issuing passed transfer certificates to its students at the end of classes IX and XI. Pass transfer certificates are issued to students who have failed their grade but are allowed to leave the school with a passed transfer certificate. The NBSE Chairman, in a notification dated March 28, 2015, observed that this practice has been going on over the past years “particularly in reputed and established schools.” The NBSE said that schools may be practicing this to attain better results at the HSLC & HSSLC Examinations. The notification, addressed to heads of registered schools, however cautioned that this is not the correct approach in imparting education. Asserting that it is the duty and responsibility of schools to provide remedial and special classes to its weak students, the NBSE said that each and every child is “unique, individual atten-
tion must be also given importance in the teachinglearning process.” The NBSE further expressed concern as to how a student’s performance can deteriorate so greatly in one academic year if he/she qualified in the immediate lower class. “This practice has a serious effect on the students’ future studies in many ways such as they are viewed as failures and rejected; it becomes difficult to get admission in other schools; the schools where they get admission do not offer their subject combination studied in the last school; financial burden to parents and social problems,” said the NBSE. The NBSE termed this as “unhealthy and unethical” and informed all schools to avoid this practice, while taking positive steps to help students. The board further urged the schools to work together and cater to the needs of all categories of students. If this unhealthy practice continues, the NBSE cautioned that it may be compelled to take necessary steps against the erring schools.

Kohima, may 11 (DiPR): After successfully conducting free medical camp at Jalukie and Peren on May 8 and 9, where more than 700 patients were examined and given free medicines, the same team of doctors from Mumbai arrived at Kohima and is currently conducting 3-day free medical camp at NHAK starting today. Sharing his observations about the medical camp conducted at Peren and Jalukie, President Rotary Club Bombay (North) Dr. Hanmanth Rao Palep (Gynaecologist and general physician observed that out of the 700 plus patients examined, more than 90% of women were found to be addicted to tobacco. SDO (C) Thonoknyu, Shayeng Sheu along with DBs of Noklak town inspected the shop and stipulated the date line from May 1 to 7 to shift to the new location, as it was a serious threat to public which was surrounded by congested residential buildings. Also the following conditions were given that new location of shops would be permitted by the administration and the shop should not be housed where any part of the building are inhabited by the owner or tenant. The former bureaucrat, who headed the Bezbaruah Committee that looked into the issues concerning people of northeast region living in other parts of In-
dia, said his resignation has been accepted. He said he quit after coming to know that the central government is appointing two new people to the NEC, including one in his place. Bezbaruah, appointed by the erstwhile UPA government, told IANS: "Yes, I have resigned. I have given my resignation to Prime Minister Narendra Modi. I today (Monday) got to know that it has been accepted."

Lightning kills two in Tripura
aGartala, May 11 (iaNS): A school student and a woman were killed and five other people injured in lightning strikes in Tripura, official said here on Monday. A Class 6 student, and Sharmistha Debbarma, 42, were killed on the spot when lightnings struck them on Sunday in Longtharai Valley of the northern Tripura and Kalyanpur in western Tripura respectively. An official said several people were also injured in the lightning. Rain, accompanied by high velocity winds, lightning and thunder, has been lashing Tripura since Sunday. Though the four-month-long (June-September) monsoon will hit the northeastern region next month, due to seasonal Nor'wester (cyclonic rainstorm) spells of rains and cyclones have been occurring intermittently since last month in most parts of the NER, including Sikkim.
1 MULTA militant, 2 NDFB(S) workers nabbed Guwahati, May 11 (Pti): A Muslim United Liberation Tigers of Assam (MULTA) militant and two over ground workers of NDFB(S) were apprehended in two different operations in Assam's Kokrajhar and Chirang districts. A joint team of the police and army launched an operation last night in Musalmanpara village in Gossaigaon sub-division of Kokrajhar district and nabbed the MULTA militant, a Defence spokesman said on Monday.The militant has been identified as Waidur Rehman and a country made 7.62 mm rifle was recovered from his possession. Further, the Tramca meeting emphasized on enhancing enforcement capacity of field staff through implementation of SMART patrolling across the transboundary protected areas. IFS training to enhance livelihood of farmers
KV Kamath appointed BRICS bank president New Delhi, May 11 (PTi): Eminent banker K V Kamath was today appointed as head of the USD 50 billion New Development Bank being set up by the five emerging economies of BRICS grouping. Kamath will have a five year term of the bank, which is likely to be operationalised within one year, Finance Secretary Rajiv Mehrishi said. Kamath is the Chairman of the India’s largest private sector bank ICICI. Leaders of the emerging economies of Brazil, Russia, India, China and South Africa (BRICS) had last year reached an agreement to establish the New Development Bank, with its headquarters in Shanghai. As per the agreement, India got the right to nominate the first president. Kamath has been named the first president of the NDB, Mehrishi said. The BRICS nations account for nearly USD 16 trillion in GDP and 40 per cent of the world’s population. The bank will start with an initial paid-in-capital of USD 50 billion with each BRICS country contributing USD 10 billion. .
Centre to print 15 cr Rs 1 notes every year New Delhi, May 11 (ageNcies): After a gap of 20 years, the Rs. 1 note is set to make a comeback. The Centre has decided to print 15 crore Rs. 1 notes every year, Parliament was informed on Friday. There is, however, no proposal to introduce a Rs. 15 note, Minister of State for Finance Jayant Sinha said in a written reply to the Lok Sabha. He was replying to a query on whether the Government intends to re-introduce Rs. 1 note in the country. Incidentally, it is only Rs. 1 notes that are issued by the government of India, all other currency denominations are issued by the RBI. The Centre had in mid-December decided to print Rs. 1 currency notes with effect from January 1 this year under the provision of coinage law. While the Union Government has decided to print Rs. 1 notes, indications are that the cost of printing may exceed the value of such notes. There is also no proposal before the government to replace small currency notes with coins, Sinha added.
Apple overtakes Xiaomi in China smartphone market BeijiNg, May 11 (iaNs): Apple has overtaken China’s Xiaomi to become the largest vendor of smartphones in the Chinese market for the first time, new data showed on Monday. Apple grabbed 14.7 percent of the market share in the first quarter of 2015, surpassing Xiaomi, which had a 13.7-percent share, according to market researcher International Data Corporation (IDC). The two companies were followed by state-owned Huawei, Samsung and Lenovo, Xinhua reported citing the data. Apple, Xiaomi, Huawei, Samsung and Lenovo took up 57.8 percent of the market in the January-March period. While Apple, Xiaomi and Huawei saw shipments increase during this time, Samsung and Lenovo suffered substantial declines, according to the data. A total of 98.8 million smartphones were shipped, 4.3 percent fewer than in the first quarter of 2014. This was the first such drop in over six years, suggesting the market may be reaching saturation point after several quarters of over 20 percent growth. The market entered a period of adjustment in the first quarter as companies’ inventories piled up due to intense competition, Wang Jiping, director of IDC’s China branch, said.

The move assumes significance against the backdrop of the regulator recently rejecting allegations of unfair business practices against
leading online retailers. The Competition Commission of India (CCI) has come across instances of resale price mechanism where a manufacturer does not allow distributor or trading platform to sell its product below a certain price, according to a senior official. It is now being looked at whether such practices are in violation of competition norms, the official said. Under resale price maintenance practices, seen in consumer goods and some other sectors, a manufac-
turer and distributor decide that the former’s product would not be sold at a price that is neither below a certain threshold level. Recently, the Commission rejected allegations of unfair business practices against five online retailers — Amazon, Flipkart, Snapdeal, Jabong and Myntra. New Delhi, May 11 (PTi): Looking to cash in on the rush for tickets during busy seasons, Indian Railways will soon launch its ‘Tatkal Special’ train service, travelling on which will be dearer than on normal trains. Thecash-strappedpublictransporter will make special trains on tatkal fares operational for certain busy routes, said a senior Railway ministry official. While ‘Premium’ trains — tickets for which are priced as per a dynamic fare structure are already operational, the Tatkal Special trains will be an additional service to cater to the rush. Unidentified body found in Dmr DimaPur, may 11 (mExN): An unidentified body suspected to be a non-Naga aged around 25-35 years was fished out from Dhansiri River near new Dhansiri Bridge, Dimapur on May 9 around 2:30 pm. A press release from Addl. Dy Commissioner of Police/PRO, Dimapur informed that the deceased was found wearing black T-shirt and boxer (Blue color with printed stars in white). No sign of foul play was established, the release said. After observing all the legal formalities, the dead body was shifted to the mortuary of District Hospital for autopsy to ascertain the cause of the death, it added. WoKha, may 11 (mExN): The Lotha Youth Hoho in a general meeting held on May 9 with all its frontal organization leaders decided to conduct a mass social work at Wokha town on May 14 starting from 8:00 am. Therefore, the Lotha Youth Hoho has informed all the presidents/ leaders of all the colonies to send 10 volunteers each and assemble at the Police Point at 7:30 am on May 14. PTC administrator expels PTCWF convenor
PhEK, may 11 (mExN): The ADC cum administrator of Pfütsero Town Council (PTC) has informed that he has expelled Meyielo Kapfo, convenor of Pfütsero Town Citizen’s Welfare Forum (PTCWF) from the membership of PTCWF over the latter’s complaint against the former to the Chief Secretary, Nagaland. The PTCWF convenor in the complaint had alleged misappropriation of funds and properties belonging to PTC
by the ADC cum administrator. In an order, the PTC administrator said that the expulsion was made considering the extent of damage caused to his personal and professional reputation by the “unwarranted and mala fide action” of the PTCWF convenor. The ADC expelled the convenor exercising Guideline No.5 of the notification No. ELE-3/PTC/198 and “having personally and legally satisfied that a misconduct
have been committed by Meyileo Kapfo who made the allegation without any veracity and substantiated facts and without any consultation but had done so with a mala fide intention of defaming the personality of the ADC cum administrator,” according to the order. Further, the administrator directed Murhusayi Murao, co-convenor of PTCWF to take charge as convenor of PTCWF immediately.

Land Dilemmas
L
ike most indigenous peoples, the Nagas are faced with the modern challenges of land and land development. Today, this challenge involves a myriad of issues that are contentious, polarizing, and at the same time interconnected, and bound together by a shared history of colonization, imposition of colonial state boundaries and an ongoing political struggle for sovereignty. In this context, one even questions whether an honest dialogue is even possible until the Nagas have recovered a minimum of self-definition and ownership. After all, for a people to discern together on questions of land, resources and development requires Nagas to exercise some form for self-definition that will help clarify and re-define issues and eventually, to safely and successfully navigate towards securing a shared future. Today’s Nagas have inherited a legacy where their ancestral lands continue to languish under borders that were created for administrative conveniences by both colonial and post-colonial powers. Under these conditions, the focus remains on territory and State boundaries rather than on the Peoples. This has severely limited their right to self-definition and has resulted in the people’s under-development that has fragmented their land, identity, culture and sense of people-hood. This fragmentation has generated not only conflicts between State and Peoples, but also between Peoples and Peoples and created new trajectories of development that have ensured a relationship of dependency. As a result, State-centric land development paradigms have not only negated the concepts of peoples and land, but have taken people out of the process. This reflects existing tensions and the clash of values between the status quo and the desire for change, between a State-centric approaches to land and development and a People-centered approach that is essential to its sustainability. The inter-connection between land, identity, culture and human dignity is crucial to each and every Naga. This relationship is intimately tied with the moral and ethical notion of human dignity; because, when one is seeking the realization of human dignity and human worth, one is also referring to those qualities and values which are shared with fellow humans. A dignified right-relationship is a core aspiration wedded to the politics of human existence and human relations, and, most assuredly the right of self-definition is invariably directly connected to how the Nagas relate to the land and fellow humans. Unless the Nagas exercise self-definition, their capacity to identify, prioritize and decide what is best for them is overpowered by those who define it for them. The implication of self-definition means that the Naga people should determine the destiny of the territory and not the territory determining the destiny of the people. The process of self-definition is imperative for creating and enabling a successful political decolonization, cultural reconstruction, building right relationship with the land and people, and exercising authentic freedom. And, eventually, this will lead to a new path that is representative and inclusive, providing opportunities for land development to begin from the ground up.

The Signs of a Degenerating Nation What does God say? Read 1 Kings 12:25-33 From a worldly point of view, King Jeroboam made some very wise political moves and adopted some very smart governmental policies. He built his command center at Shechem, an important religious and political site in Israel’s history (read Josh. 24). He knew that his political fortunes were tied to the religious life of the nation. Therefore, he had to find a way to discourage his people to go up to Jerusalem for religious reasons. To do that, he came up with an alternative plan: he set up two golden calves--one at Dan and the other at Bethel--and authorized a non-Levitical priesthood. All these were “politically correct”, but they were spiritually unacceptable to God. In essence, Jeroboam sowed the first seed of Israel’s apostasy, a departure from God, which eventually resulted in the demise of their nation. The American Experiment Modern America is not the same as the America of the past. In my opinion, the two biggest reasons of the degradation of the America are as follows: • Faulty immigration policy: Strongly desiring to be ahead of all other nations, America has adopted an immigration policy which indiscriminately recruit the best and the brightest of people from outside its soil. But the downside of this is that it attracts all sorts of people who are rapidly growing in number and influence. As a result, the JudeoChristian foundation of America is getting buried under pluralism and secularism. • Bad influence by entertainment industry: Today Hollywood, and not the Church, is setting the standard for America. The rebellion of Madonna (nicknamed, “the Material Girl”) is considered good entertainment. The wild pop-star Miley Cyrus is influencing the minds of the young generation. Those who support gay-lifestyles are now considered more progressive and mainstream. Even among Christians, their football game takes precedence over attending church. America’s morality and Christian values are gradually evaporating. As she departs further away from God, America today is increasingly destroying herself not by external forces, but by her own moral decadence from within. Secular humanism, materialism, hedonism, sexual permissiveness, broken homes, abortions, drug abuse and the like are ravaging America’s health and strength. Okay, so now what? Pray for America: (1) that she would repent and come back to God; (2) that God would raise up leaders who truly trust in Him; (3) that America will become a Nation under God once again; and (4) that she would be a blessings and a beacon of hope for the world. The West and Its SelfAssumed Right to Intervene
T
he ‘West’ is a concept that flourished during the Cold War. Then it was West against East in the form of the Soviet empire. The East was evil against which all democratic countries – read West – were called on to fight. I recall meeting Elliot Abrams, U.S. Assistant Secretary of State during the Ronald Reagan administration, in 1982. He told me that at the point in history, the real West was the United States, with Europe a wavering ally, not really ready to go up to the point of entering into war with the Soviet Union. When I tried to explain to him that the East-West denomination dated back to Roman times, long before the United States even existed, he brushed this aside, saying that the contemporary concept was that of those standing against the Soviet Empire, and the United States was the only power willing to do so. The Reagan presidency changed the course of history, because he was against multilateralism, the United Nations and anything that could oblige the United States to accept what was not primarily in the interests of Washington. The fact that United States had a manifest destiny and was therefore a spokesperson for humankind and the idea that God was American were the bases of his rhetoric. In one famous declaration, he went so far as asserting that United States was the only democratic country in the world. After the end of the Cold War, President George W. Bush took up the Reagan rhetoric again. He declared that he was president because of God, which justified his intervention in Iraq, albeit based on false data about weapons of mass destruction (Abrams was also by his side). Now it turns out that he has an indirect responsibility for the creation of the Islamic State (IS). All this starts in Iraq. The first governor at the end of the U.S. invasion was retired U.S. Army Lieutenant General Jay Garner who did not last very long because his ideas about how to reconstruct Iraq were considered too lenient. He was replaced by U.S. diplomat Paul Bremer. Bremer took two fateful decisions: to eliminate the Iraqi army, and to purge all those who were members of the Baath party from the administration, because they were connected to Saddam Hussein. This left thousands of disgruntled officers and a very inefficient administration. Now we have learned that the mind behind the creation of IS was a former Iraqi colonel from the secret services of the Iraqi Air Force, Samir Abed Al-Kliifawi. The details of how he planned the takeover over of a part of Iraq (and Syria), have been published by Der Spiegel, which came to have access to documents found after his death. They reveal an organisation which is externally fanatic but internally cold and calculating. After the invasion of Iraq, he was imprisoned by the Americans, and there he connected with several other imprisoned Iraq officers, all of them Sunnis, and started planning the creation of the Islamic State, which now has a number of former Iraqi army officers in its ranks. Without Bremer’s fateful decision, Al-Kliifawi would probably have continued in the Iraqi army. What we also have to remember here is that the North Atlantic Treaty Organisation (NATO) was rendered useless by the Cold War, and many saw its demise. However, it was given the war against Serbia as a new reason for existence, and the concept of the

n the last half-century, people’s lifestyles have changed dramatically. Life expectancy has risen almost everywhere, but this has been accompanied by an increase of so-called non-communicable diseases (NCDs) – such as cardiovascular diseases, cancer, respiratory diseases, and diabetes – causing more and more deaths in all corners of the world. My distinguished colleague Dr Margaret Chan, Director-General of the World Health Organization (WHO), has called the worldwide rise of NCDs a “slow-motion catastrophe”. If NCDs were once considered the scourge of the developed world, this is no longer true; they now disproportionally affect low- and middle-income countries where nearly three-quarters of NCD deaths – 28 million per year – occur. Much of the rise of NCDs can be attributed to unhealthy diets. WHO estimates that 2.7 million deaths every year are attributable to diets low in fruits and vegetables. Globally unhealthy diets are estimated to cause about 19 percent of gastrointestinal cancer, 31 percent of ischaemic heart disease, and 11 percent of strokes, thus making diet-related NCDs one of the leading preventable causes of death worldwide. In other words, diet determines health – just as bad diets can lead to disease, healthy diets can contribute to good health. But what exactly is a healthy diet? This is a difficult question. Generally, a healthy diet must provide the right nutrients in the right balance and with sufficient diversity, limiting the intake of free sugars to less than 10 percent of total energy requirements, and keeping salt intake to less than 5 grams per day. However, there is no one-sizefits-all healthy diet. A healthy diet must be affordable, based on locally available foodstuffs, and meet

According to a report by scholars with the ‘Costs of War’ project at Brown University’s Watson Institute for International Studies, the terrible cost of the Iraqi invasion had been 2.2 trillion dollars by 2013, not to speak of 190,000 deaths. If we add Afghanistan, we reach the staggering amount of 4 trillion dollars – compared with the annual 6.4 trillion dollar total budget of all 28 members of the European Union – for “resolution” of the conflict. One would have thought that after that experience, Europe would have desisted from invading Arab countries and aggravating its difficult internal financial balance sheet. Yet, Europe engaged in the destabilisation of Bashar al-Assad in Syria, leading to the explosion of Jihadists from there, 220,000 deaths and five million refugees. In the case of Libya, under the prodding of France’s Nicolas Sarkozy and the United Kingdom’s David Cameron, both for electoral reasons, Europe entered with the aim of eliminating Mu’ammar Gheddafi, then leaving the country to its destiny. Now thousands of migrants are using Libya in the attempt to reach the shores of Europe and Cameron has decided to ignore any joint European action. For some reason, Europe always follows United States, without further thinking. The case of Ukraine is the last of those bouts of somnambulism. It has invited Ukraine to join the European Union and NATO, prodding a paranoiac Putin (with the nearly unanimous support of his people), to act to finally stop the ongoing encirclement of the former Soviet republic. The problem is that Europeans are largely ignorant of the Arab world. A few days ago, Italian police dismantled a Jihadist ring in Bergamo, a town in northern Italy, arresting among others an imam, or preacher, No Italian media took the pain to ascertain which version of Islam he was preaching. All spoke
of an Islamic threat, with attacks being planned on the Vatican. If they had looked with more care, they would have found out that he preached the Wahhabi version of Islam, which is the official version of Islam in Saudi Arabia, and which consider all other Muslims as apostates and infidels. This is very similar to IS, which has adopted its Wahhabi version of Islam, but is a far cry from equating Wahhabism with terrorism – all terrorists may be Wahhabis but not all Wahhabis are terrorists. Saudi Arabia has already spent 87 billion dollars in promoting Wahhabism, has paid for the creation of 1,500 mosques, all staffed with Wahhabi imams, and continues to spend around three billion dollars a year to finance Jihadist groups in Syria, along with the other Gulf countries. This has made Assad an obliged target for the West, and he has succeeded in his claim: better me than chaos, a chaos that he has been also fomenting. Now the debate is what to do in Libya and NATO is considering several military options. The stroke of luck this time is that U.S. President Barack Obama does not want to intervene. However, with the 28 countries of the European Union increasingly reclaiming their national sovereignty and seldom agreeing on anything, a military intervention is still in the air. Meanwhile, thousands of refugees try crossing the Mediterranean every day (with the known number of deaths standing at over 20,000 people) to reach Europe, thus strengthening support for Europe’s xenophobic parties which are exploiting popular fear and rejection. It is a pity that, according to United Nations projections, Europe needs at least an additional 20 million people to continue to be competitive … but this is politically impossible.
Healthy Diets for Healthy Lives José Graziano da silva Inter Press Service cultural preferences. For over 20 years, FAO, together with WHO, has worked with governments on national Food-Based Dietary Guidelines: short, science-based, tips on healthy eating, in accordance with local values, customs and tradition. Healthy meals do not always taste or look the same. Take, for example, the Mediterranean and Japanese diets: very healthy and completely different. The Mediterranean diet revolves around the consumption of legumes, cereals, fruits and vegetables, olive oil, fish, and moderate consumption of dairy products (mostly cheese and yo gur t). It emphasises unprocessed, plant-based foods, such as fruits and vegetables, in addition to the consumption of beans, nuts, cereals and other seeds; olive oil is the main source of (unsaturated) fat. Japanese cuisine, on the other hand, is often associated with sushi (raw fish with rice), and sashimi (fresh raw seafood). The Japanese diet emphasises at least seven ingredients: fish as a major source of protein; vegetables including daikon radish and sea vegetables; rice; soya (tofu, miso, soya sauce); noodles; fruit; and tea (preferably green). The Japanese and Mediterranean
diets are examples of healthy diets. They use a great variety of ingredients; they are rich in plant foods including vegetables and fruit, legumes and fibres; they are modest in red meat; and they utilise many natural herbs and spices instead of salt to flavour food. Both diets are linked to peoples and cultures as much as to their natural environment: it therefore comes as no surprise that both the Mediterranean diet and the Japanese diet have made it onto UNESCO’s World’s Intangible Cultural Heritage list. The health benefits of the Japanese and Mediterranean diets are promising. Japanese enjoy one of the longest average life spans in the world – 87 years for women and 80 for men. In Mediterranean countries such as Italy and Spain, women have a life expectancy of 85 years. The figure for Italian men is 80 years, the same as their Japanese counterparts. All of them are above the average of highincome countries: 82 years for women and 76 years for men. Medical research also indicate that that the Japanese diet leads to the lowest prevalence in the world of obesity – only 2.9% for Japanese women – and other chronic diseases like osteoporosis, heart ailments and some cancers.

On the other hand, the Mediterranean diet, if followed for a number of years, is known to reduce the risk of developing heart disease, cancer, hypertension, Type 2 diabetes, Parkinson’s and Alzheimer’s disease. In sum, adhering to a healthy diet helps you to not only to live longer, but also to have a better quality of life. Conversely, a bad diet causes malnutrition and can expose you to a range of NCDs. A modern paradox is that many countries – including developing countries – suffer from undernourishment on the one hand, and obesity and diet-related diseases on the other. And while FAO’s chief concern is to eradicate hunger in this world, we cannot separate food security from nutrition. FAO – together with our U.N. agencies – considers food and nutrition security a basic human right. In all cases, the cost of malnutrition goes beyond the health of the individual: it affects society as a whole in terms of public health costs and loss of productivity, and, therefore, is an issue that must be addressed through public and coordinated action. Last year’s Second International Conference on Nutrition (ICN2), organised jointly by FAO and WHO, sent a clear message in that direction. The two outcome documents of ICN2, the Rome Declaration on Nutrition and the Framework for Action that commit world leaders to establishing national policies aimed at eradicating malnutrition and making nutritious diets available to all. A key message from ICN2 is: governments have a central role to play in creating a healthy food environment to enable people to adopt healthy dietary practices. Yes, it is consumers who choose what to eat, but it is the government’s role to provide the enabling environment that encourages and makes healthy choices possible.

THE FLUTE AT THE CHECKPOINT: Music and confinement in Palestine Ramzi Aburedwan fulfilled his dream of opening children's music schools up across Palestine - but he still doesn't have the right to freedom of movement in his own homeland

he SUV slows as it approaches a military kiosk at a break in a dull gray wall. Inside, Ramzi Aburedwan, a Palestinian musician, prepares his documents for the Israeli soldier standing guard. On the other side of this West Bank military checkpoint lies the young man’s destination, the ancient Palestinian town of Sebastia. Fellow musicians are gathering there that afternoon to perform in the ruins of an amphitheater built during Roman times. In the back seat, his wife, Celine, tends their one-year-old son, Hussein, his blond locks curling over the collar of his soccer jersey. Ramzi is in a hurry to set up for the concert, but it doesn’t matter. The soldier promptly informs him that he cannot pass. “Those are the orders,” he adds without further explanation, directing him to another entrance 45 minutes away. Turning the car around, Ramzi then drives beneath Shavei Shomron, a red-roofed Israeli settlement perched high on a hill, and then an “outpost” of hilltop trailers planted by a new wave of settlers. Finally, he passes through a series of barriers and looping barbed wire, reaching the designated entrance, where another soldier waves him through. He arrives in time for the concert. The soldier peered in at Celine, awake now beside their blue-eyed toddler snoozing in his car seat. The French soccer jersey with Hussein’s name on the back -- a gift from Celine’s sister -- was still on him. The young soldier hesitated, glanced back at Ramzi, then waved them through: one tiny victory in a long struggle with no end in sight. I witnessed the checkpoint incident, one of thousands of small daily indignities suffered by Palestinians, from the front seat of Ramzi’s SUV in 2010. We had met 12 years earlier when posters of Ramzi, pasted all over Ramallah, had captured my imagination. In a photo taken in 1988 during the first Palestinian intifada, eight-yearold Ramzi was hurling a stone at an unseen Israeli soldier. Juxtaposed behind it, on the same poster, was another photo taken 10 years later of 18-year-old Ramzi pulling a bow across viola strings. The poster was an advertisement for the National Conservatory of Music in Palestine and a metaphor for the hopes of many Palestinians at the time: that the era of the Oslo Peace Accords would bring an independent Palestinian state. In the story I produced at the time for National Public Radio, Ramzi expressed a double wish: to perform in the first national symphony orchestra of Palestine and someday to open music schools for Palestinian children. “I want to see many conservatories opening up in all of Palestine,” he told me. A lovely dream, I thought, though an unlikely one for a teenager from a refugee camp who had been raised by his impoverished grandparents. Still, shortly thereafter, a determined Ramzi landed a scholarship to study the viola in France. A year or two later, we lost touch. Then, in late 2009, in a chance encounter at a West Bank Italian restaurant, I saw Ramzi again. “What are you doing here?” I asked him. “I thought you were still in France.” “No, I’m back,” he replied. “I've opened a music school here in Palestine." (It also has branches across the West Bank and in refugee camps in Lebanon.) In other words, exactly what he had told me he wanted to do as a teenager in the al-Amari refugee camp. Six months later, in June 2010, I began to document his dream -- now a reality -- to build a music school in occupied Palestine. Now, his SUV bound for Sebastia is cutting through the West Bank, a land smaller than the state of Delaware but dotted with more than 600 checkpoints, earthen barriers, and other obstacles to normal travel. His detour and the incident that accompanied it are part of a system that hems Palestinians into ever more confined enclaves surrounded by Jewish settlements over which looms Israel’s military presence. Yet this kind of everyday humiliation and confinement remains unknown to most Americans. Despite the torrents of press coverage here about Israel and its relationship with the United States, the daily reality of half the people in a century-old conflict is essentially off the American radar screen. The reasons for this are rooted in culture, politics, and money. Millions of Americans were raised on the Leon Uris version of Israeli history, as told in his novel Exodus. In that story, the focus was on the heroic birth of the Jewish state out of the ashes of the Holocaust. “Arabs” -- that is, Palestinians -- remained on the sidelines of the tale, pathetic, obstructionist, and violent. That long ago became the American media’s basic narrative of the struggle in the region: that Israel, surrounded by a sea of enemies, must be secure. But like the narrative that dominated media discourse before the U.S. invasion of Iraq -- that Saddam Hussein possessed weapons of mass destruction -- the facts on the ground are often ignored. Money clouds the picture even more. Millions of dollars from billionaire casino magnate and Israeli settlement advocate Sheldon Adelson (who has also advocated using nuclear weapons against Iran) and billionaire Paul Singer, on the board of the Republican Jewish Coalition, as well as from the bankrollers of neocon William Kristol’s Emergency Committee for Israel, have further distorted the conversation. In the process, such funders have helped elevate war hawks like Arkansas Senator Tom Cotton to prominence.
The money and political leverage of backers of the American Israel Public Affairs Committee (AIPAC) has had a similar effect on some Democrats. It helps explain, for instance, the growing challenges from New York Senator Charles Schumer and New Jersey’s recently indicted Senator Robert Menendez to the Obama administration’s framework nuclear agreement with Iran. But the problem has been around for so much longer. For years, as journalist Connie Bruck revealed last September in the New Yorker, AIPAC has strong-armed elected officials, the recipients of the lavish campaign donations it facilitates, into drafting legislation favorable to Israel. Such bills are often written by AIPAC staff and then introduced under the name of some member of Congress. All of this has had a ruinous effect on debate in this country about Israel and Palestine. Almost invariably left out of any discussion here is the devastating impact on Palestinian lives of Israel’s military occupation, which goes hand-in-hand with relentless settlement expansion that undermines any prospect of a just and lasting peace in the region. Being Confined American politicians frequently declare that “Israel has a right to defend itself.” Seldom does anyone ask if Palestinians have that same right, or even the right to enjoy freedom of movement in their own homeland. I have spent the last five years documenting both the harsh realities of Israel’s occupation of the West Bank and Ramzi Aburedwan’s dream of building a music school that could provide Palestinian children with an alternative to the violence and humiliation that is their everyday lives. I sat with children in the South Hebron hills, who had been stoned by Israeli settlers and set upon by German shepherds as they walked two miles to school. I met a 14-year-old girl who was forced to play a song for a soldier at a checkpoint, supposedly to prove her flute was not a weapon. Farmers in villages shared their anguish with me over their lost livelihoods, because the 430-mile-long separation barrier Israel has built on Palestinian land, essentially confiscating nearly 10% of the West Bank, cuts them off from their beloved olive groves. I’ve seen men crammed into metal holding pens before being taken to minimum-wage jobs in Israel, and women squeezed between seven-foot-high concrete blocks, waiting to pray at Jerusalem’s Al Aqsa Mosque. I’ve spoken with countless families who have been subject to night raids by the Israeli military, including one young mother, home alone with her one-year-old boy, who woke up to the sight of 10 Israeli soldiers breaking down her door and pointing guns at her. They had, it turned out, raided the wrong apartment. The baby slept through it all. Ramzi and the teachers at his school, Al Kamandjati (Arabic for “The Violinist”), see it as an antidote to the sense of oppression and confinement that pervades Palestinian life. And it’s true that the students I talked to there regularly reported that playing music gave them a transformative sense of calm and protection -- and not only in the moments when they picked up their instruments and disappeared into Bach, Beethoven, or Fairuz. Rasha, the young flute player detained and forced to perform at an Israeli checkpoint, told me that music enabled her to face previously overwhelming difficulties. “I felt like I was in a forest, all by myself in a little cottage with no people, no noise, nothing,” she recalled. “Mountains, sea, something pure blue, not like the Dead Sea. It was an escape to another world, a better world. I owned that world.” Her teachers reported that an angry, traumatized girl was growing into a self-aware, self-respecting, and assertive young musician. Nevertheless, creative expression, however personally transformative, can’t alter the reality of the increasing confinement of Palestinians or of Israel’s creeping militarization of their lands, all of which is a direct result of settlement expansion. At the time the Oslo Peace Accords were signed in 1993, just before I first started traveling to the Holy Land, about 109,000 Jewish settlers had claimed West Bank Palestinian lands. They were encouraged by Israeli incentives that made it cheaper to be a settler than a city dweller. In the years that followed, a network of new West Bank roads reserved only for settlers and VIPs began to crisscross land supposedly set aside for a Palestinian state. Each year, despite the ongoing “peace process,” thousands more settlers arrived and with them came more Israeli military bases. 60 percent of the West Bank remains directly controlled by the Israeli military, which guards the settlements, the surrounding “buffer zones,” and the exclusive roads that whisk Jewish settlers into Jerusalem and Tel Aviv for work, prayer, shopping, and the beach. More than two decades after the beginning of the Oslo era, 350,000 Jewish settlers live mostly on the hilltops of seized West Bank lands, and Palestinians are increasingly confined to an archipelago of “islands” within a sea of Israeli military control. In reality, what now exists in the Holy Land is a single state controlled by Israel in which some enjoy full rights as citizens and others next to none. Ironically, the re-election of the hyper-nationalistic Benjamin Netanyahu to a fourth term as Israeli prime minister only clarified the essential truth on the ground. His election-season pronouncement that a Palestinian state would never be on his negotiating table (whatever his post-election backtracking) said it all: Israel’s 48-yearlong settlement-building project and military occupation is now and will remain the preeminent fact of the conflict. In other words, the two-state solution is dead. If Americans grasp that, the conversation here can now shift to one focused on human, civil, and voting
rights. However, Palestinians living under occupation have understood this one-state reality for a long time and are not waiting for Americans to come to grips with the obvious facts on the ground. In recent years, Palestinian civil society and its supporters internationally have moved in new directions, embracing direct nonviolent confrontation with Israel. Last summer, when negotiations on a new peace settlement led by Secretary of State John Kerry collapsed spectacularly and the Obama administration uncharacteristically blamed Israeli intransigence, Palestinians and their supporters cited the need to embrace a new strategy that included the Boycott, Divestment, and Sanctions movement, or BDS. With it came a renewed push by the Palestinian Authority to win UN recognition as an independent state and membership in the International Criminal Court, which could result in war crimes charges against Israeli leaders. The BDS campaign has claimed some modest victories. In May 2013, physicist Stephen Hawking canceled a visit to a conference in Israel. In early 2014, actress Scarlett Johansson was forced to resign as an Oxfam global ambassador after she refused to cut her ties as a pitchwoman to the beverage maker SodaStream which operates a factory in the occupied territories. The boycott of the company appeared to significantly affect its bottom line. Last June, the Presbyterian Church USA narrowly voted to divest from Caterpillar, makers of the D-9 bulldozer responsible for demolishing thousands of Palestinian homes and plowing under tens of thousands of Palestinian olive trees. Late last year, the European Union announced a ban on importing food from Israeli settlements; and earlier this year, after reportedly losing a $4 billion Massachusetts commuter rail contract due to pressure from Boston BDS activists, the French infrastructure conglomerate Veolia sold off much of its operations in Israel. Supporters of BDS believe they are building momentum from these victories as part of a strategy of shaming Israel in the international arena. In the process, economic pressure and international condemnation have replaced the Oslo-era approach of well-intended dialogue. That, activists say, created an impression that all was getting better on the ground, while actually facilitating the building of more settlements and the ever-greater confinement of Palestinians. In recent years Palestinian groups, including Ramzi’s Aburedwan’s music school, have embraced BDS. Life in the Fast Lane After the concert in Sebastia -- part of an Al Kamandjati “Music Days” festival -- Ramzi drove through the darkness toward Ramallah. His wife and baby son slept fitfully in the backseat. The SUV curved along West Bank Highway 60, passing again beneath Shavei Shomron, glowing yellow in the night sky. He chatted with me about what it meant that Al Kamandjati had recently joined the BDS campaign. He viewed it as an assertive step toward Palestinian freedom. “Because we believe in pacifist resistance and in our right to be here,” declared the school’s Music Days program, “we ask all people who believe in human rights and in freedom to boycott Israeli products as well as cultural and academic institutions until Israeli understands that it cannot kill a people’s will by force, respects the international laws, and ends the occupation.” In this way, Ramzi, like many of his students and teachers, sees himself as part of a larger movement of nonviolent action to protest the occupation and support Palestinian independence. “You have to insist on the positive energy,” he told me, his eyes fixed on a white necklace of lights that represented Palestinian villages to the south. He stroked his bearded chin. “The more you believe in what you are doing, the more you keep going on. It’s like a snowball.” Light pooled in an orb in front of the SUV as it cut through the darkened land. “I see it in the young, who are living in just a whole world of music.” To the east, the lights of the Palestinian village of Beit Wazan came into view. Of his students, he said, “Their world is music now. Their life is now committed to the music.” He slowed down for the two-lane Zatara checkpoint. On the left was the express lane for the vehicles of settlers and VIPs with their telltale yellow license plates. On the right, the Palestinian lane, where all the plates were white with green lettering, and a long line of cars already were idling for a seemingly endless wait. Ramzi took one look at that dismal line and quickly decided on his own version of nighttime direct nonviolent confrontation with Israeli rule. He swung his whiteplated SUV into the empty left lane and pulled up at the guard post reserved for settlers, other Israelis, and the few privileged Palestinians who had special connections. “Why do you come here?” the soldier asked indignantly. “You wait in the other line.” “I would like to know,” Ramzi replied in English, “if there is a difference between Israeli babies and Palestinian babies.” “What?” the startled soldier replied. “I said,” Ramzi repeated, his tone sharpening, “is there a difference between Israeli babies and Palestinian babies? Between your babies and my babies. I would really like to know the answer to this question.” The soldier peered in at Celine, awake now beside their blue-eyed toddler snoozing in his car seat. The French soccer jersey with Hussein’s name on the back -- a gift from Celine’s sister -- was still on him. The young soldier hesitated, glanced back at Ramzi, then waved them through: one tiny victory in a long struggle with no end in sight.

nto the dark night she waits patiently; heart troubled with 'ifs'. She is a mother praying for her daughter's safety. The dog howls; she panics. Just than, the old rusted gate swings opens and she finds her relief. Her daughter has come home. There is a father praying for the protection of his children, there is a brother worring about his sister's safety and there is a daughter asking the Lord to protect her mama and granny from all the evil snares. Every loved ones seems to be worried about us; the reality that surrounds us. The reality that has evolved due to the cruel deeds some people have inflicted upon many of us, for their satisfaction, at the cost of our life. Who said being a woman is facile. Even if the world sees us as 'sunny', 'beautiful' and 'strong women', standing up amongst the crowd, the world will never know how we worry about the safety of our own self. They will not know how diffident we feel when we are alone, how we turn our head to see if anyone is following, how we always keep a spray or two in our handbag, how our heart aches and weeps when we hear about the barbaric incidents some women had to face, how we worry about our sisters when they go out, how insecure we feel when some people whistles at us and how we wish the world was not so cruel to us. But this is how life is and we should move by it. But it doesn't mean that we will forever remain victims of insecurities. It depends on us. We can follow the guidelines to have a safe fate or we can be twisted in every way the cruel world wants of us. But you are not a woman if you cannot put up a strong fight against cruel people, who are waiting eagerly to bring dishonour to you. You are a woman if you take a stand against them. How insecure this world has become, will all these insecurities ever leave us? There is too much evil in this world. Too much for the people to handle. But looking at a more analytical manner, it seems to have streamed out of our own deeds, maybe not particularly but generally as a whole. We hear about incidents relating to physical violence against little girls, teens, youths and even old women but there are incidents in which some women are physically harmed but they choose not to disclose it, fearing the family's honour. Incidents such as this has become very common in our society, as, honour and respect of a family matters a lot. Many have vowed never to disclose the truth because of this main reason. But what good would it bring if one keeps on hiding the truth, surely one day the truth will come out and it will be too late to justify one's stand. Why not disclose it and secure true justice not for one's own heart-peace but for the good of women all over the world. Besides this, there are incidents in which some families marries off their daughter to the culprit to save their family's 'honour' but the question is, ''What honour is one safeguarding if one indulges in such lowly act?". It is not about keeping the incident a secret in order to save a family from shame but it is about how one takes a strong stand, comes out and helps in saving many innocent lives. How can one keep on honouring one's own family at the cost of many lives? It is time to push away the principle of 'respect' at the cost of another and come out to help. These are the sad open-secrets of our society and as long as we indulge in such 'secrets', the society will not prosper but will dissolve. If such people comes out, shares their past incidents and help other women who do not really know, get light and inspired, and also motivate them in spreading awareness and guidelines, they will save many lives. They will be able to uplift many women, their insecurities will dissolve and the society will have a broader perspective for women. The aged-old principle of respecting a woman is still preserved but in minimal. There are some people who really knows the real value of a woman (priceless). They are the ones who protects and uplift us. They are the real children of our ancestors and they should be applauded. It is also a sad fact that even little boys (not only girls) are being trafficked. Many are oblivious about it but it is present in the society. Little boys and girls keeps on disappearing on a daily basis, worldly, either lured with sweets or gifts. They are taken away from their homes and forced into prostitution at a young age. Some youths are taken away to metropolitan cities in the prospect of better jobs, only to face the truth later on. The time to take these issues seriously has reached its climax and everyone needs to really contemplate and take strong steps to stop it from engulfing the whole world. Likeminded people all over the world needs to join force to combate this serious issue or else innocence in children will be ripped out and it will forever remain a sad reality. What if your son/daughter is the next? Yes, it might be; it is the reality of life, a sad reality.

CheNNai/beNgaluru, May 11 (iaNS): In a development bound to bring her back as Tamil Nadu's chief minister, the Karnataka High Court on Monday acquitted AIADMK leader J. Jayalalithaa in the disproportionate assets case, triggering wild celebrations by her supporters all across the state. "Justice has won," the former Tamil Nadu chief minister gloated hours after a special bench in Bengaluru acquitted her in the Rs.66.65 crore case in which she was sentenced to four years in jail by a lower court. The charges were not "sustainable", Justice C.R. Kumaraswamy said in the much-await-
ed verdict in the case in which Jayalalithaa, 67, was also fined a whopping Rs.100 crore. The judge also acquitted Jayalalithaa's three co-convicts who too were sentenced to four years in jail and fined Rs.10 crore each. They included close aide Sasikala Natarajan. The lower court was told to release Jayalalithaa's confiscated assets. "The judgement signifies that justice has won," said Jayalalithaa, who stepped down as chief minister after her earlier conviction. "It is not a victory for me but a victory for justice." Within minutes of the judgement, AIADMK leaders, including Chief Minister O. Panneer-
selvam, rushed to Jayalalithaa's residence. Outside and all over Chennai and Tamil Nadu, boisterous celebrations erupted. Political analyst Gnani Shankaran told IANS that the judgement would place Jayalalithaa on a strong wicket ahead of the 2016 elections in Tamil Nadu. beNgaluru, May 11 (iaNS): Special Public Prosecutor (SPP) B.V. Acharya on Monday expressed reservation over the acquittal of former Tamil Nadu chief minister J. Jayalalithaa in the 18-year-old disproportionate assets' case by the Karnataka High Court without considering his submission. "I expected the high court to conform to the trial court judgement, which had convicted Jayalalithaa. I am not disappointed but this (verdict) was unexpected though I was always prepared to take any judgement," Acharya told IANS here. "We have not been given opportunity (by the special bench) to put forth oral arguments, which is prejudicial to the prosecution. The Supreme Court gave us just a day to make our submission, which was not sufficient. Prime facie, I feel it (the case) should go to the Supreme Court," Acharya said.
In an 18-page submission to the special bench on April 28, Acharya sought the dismissal of Jayalalithaa's appeal against her conviction on the ground that she and her three co-convicts did not have any other source of income and their bank transactions point to illegally gained wealth after she became chief minister for the first time in 1991. The three co-convicts are Sasikala Natarajan, her nephew V.N. Sudhakaran and her aunt J. Ellavarsi. Sudhakaran is also the disowned foster son of Jayalalithaa. The Karnataka government appointed Acharya, a former state advocate general, as its prosecutor on April 28, on the Supreme Court's direction on April 27 in place of Tamil Nadu government's appointed prosecutor Bhavani Singh, to argue in the case, as the latter's (Singh's) appointment was "bad in law".
Subramanian Swamy, who enjoys frosty ties with the AIADMK leader, threatened to appeal against the verdict. None of this made any difference to the mass of Jayalalithaa supporters all across Tamil Nadu who burst firecrackers, danced, whistled, gave away sweets and kept shouting "Long Live Amma". 23 killed in Kashmir accident JaMMu, May 11 (iaNS): At least 23 people were killed and 38 others injured when a passenger bus rolled down a deep gorge in Jammu and Kashmir on Monday, police said. The accident took place in Marothi in Udhampur district, a police official told IANS. Among the injured, six critically wounded people were airlifted to Jammu for specialised treatment, while the others were admitted to the Udhampur district hospital. The bus apparently went out of the driver's control and plunged into the gorge.
India will bring Dawood Ibrahim back: Rajnath New Delhi, May 11 (iaNS): India will do everything possible to bring back underworld don Dawood Ibrahim from Pakistan, Home Minister Rajnath Singh said on Monday. Pakistan was under international obligation to find him as Interpol has already issued a Red Corner notice against him, said Singh in the Lok Sabha. Pakistan has been asked time and again by India to look out for him but it has failed to do so. "We will bring him back," he said. "Whether we have to pursue Pakistan or pressurise it, we will not rest till Dawood Ibrahim is brought back," he said. Singh's assertion came after opposition attack over the home ministry's reply to a question in the Lok Sabha last week that it was not aware of Dawood's location. "India has credible information about his presence in Pakistan... [but] Pakistan has failed to locate Dawood Ibrahim and initiate legal process," he said.

She delivered the baby on the roadside with the help of locals, after which the villagers forcibly got her admitted to the hospital, they said. A nationwide India TV-C Voter opinion poll, telecast on Monday, said that External Affairs Minister Sushma Swaraj leads the union ministers in terms of performance. It said that 63% of the respondents conveyed that Modi government's image at present appears to be anti-poor and anti-farmer, while as many as 48% of the respondents said Modi's popularity has declined in the last one year. Giving region-wise break-up, the survey said 65 % of respondents in north India, 52% in the west, 34 % in the east, and 38 % in the south. Lok Sabha passes black money bill New Delhi, May 11 (iaNS): The Undisclosed Foreign Income and Assets bill, providing for heavy penalties for stashing black money away in foreign accounts, was passed by the Lok Sabha on Monday. Moving what is called the Black Money Bill for acceptance by the lower house, Finance Minister Arun Jaitley rejected the opposition's demand of referring the bill to the Standing Committee, saying delay in enacting the legislation would provide opportunity to offenders to transfer unaccounted overseas wealth quickly to unknown destinations. Explaining that a time-frame will be provided as a "compliance window for declaring and
paying penalty", Jaitley said that failure to meet the compliance will attract an additional penalty of 90% for a total tax liability of 120% on the quantum of black money abroad. It also law provides for rigorous imprisonment of up to 3-10 years for perpetrators, he added. While there was no official estimation of black money within India or stashed away abroad, an unofficial estimate puts it somewhere between $466 billion and $1.4 trillion. Meanwhile, the controversial Land Bill was introduced in the Lok Sabha today amid strong protests from the Opposition which termed the legislation 'anti-farmer', as members of Congress and some other parties staged a walkout.

MuMbai, May 11 (PTi): Former Central Information Commissioner (CIC) Shailesh Gandhi on Monday lashed out at the Centre for allegedly rendering the Right to Information (RTI) Act "dysfunctional" by taking retrogressive steps. In an open letter written to a section of the media, Gandhi said, "the present Prime Minister has taken preemptive action by not appointing a Chief Information Commissioner at all to render it dysfunctional." Gandhi, a noted RTI activist from Mumbai, was appointed to the Central Information
Commission in 2008 where he served till retirement in 2012, after giving numerous landmark judgements. The former CIC also hit out at the bureaucracy saying it was "hardening" its stand and in most cases has realised that the Commissioners are "not committed" to transparency. Stating that "reluctance" of the Commission in imposing penalties is slowly making it difficult to get sensitive information, Gandhi's letter further read, "In the Central Information Commission, six Commissioners had disposed
22,351 cases in 2011, whereas in 2014 seven Commissioners disposed only 16,006 cases." In the write-up titled "The RTI Act-Present Status" Gandhi has also referred to two "biggest dangers" to RTI, first one from the government itself which thinks that "transparency is a hindrance" to good governance and the second - a selection of Information Commissioners that has become a part of "political patronage". Cop hits woman who doesn't pay bribe, sacked & arrested New Delhi, May 11 (iaNS): A Delhi traffic policeman was on Monday sacked after he attacked a young mother of three with a brick when she refused to pay a Rs.200 bribe. The shocking incident of bribery and police brutality was caught on camera and triggered outrage. As the video went viral, Delhi Police first hurriedly suspended Head Constable Satish Chandra and then arrested him amid mounting calls that he should be dismissed or compulsorily retired from service. By late evening, he was sacked from service. The incident occurred just after noon when 30-year-old Ramandeep Kaur was returning home with her three daughters from Guru Harkrishan Public School after attending a parents-teachers meeting. Kaur told IANS that when she took a turn on Golf Links Road, the policeman stopped her and accused her of jumping
a red light. "He asked me to pay Rs.200. I told him to give me a receipt but he said I will have to shell out more if I wanted a receipt. He said he would settle the matter if I paid him Rs.200. "I refused and told him to issue me a challan which I will settle in court. I walked away. This angered him. He first kicked my scooty and when I objected, he picked up a brick and hurled it at me," Kaur said. The policeman also twisted her arm, causing a fracture. Unknown to the policeman, a motorist filmed the ugly drama. The clip, which went viral on news channels, showed the woman grappling with the cop even after being hit to prevent him from escaping on his motorcycle. According to Kamal Kanth, the man who shot the video, the woman was riding her two-wheeler with her young
daughters. He said the policeman first demanded the woman's driving license. She gave him a photocopy. She said she did not have the original and began walking away. "He pulled her. She got angry over that and hit the policeman's bike with a stone. The policeman then lifted a huge brick and flung it on the woman's back with force in front of her daughters including an infant." As the woman shouted for help, people who gathered there overpowered the policeman, said Kamal Kanth. Other police personnel then reached the place and detained him. Police Commissioner B.S. Bassi expressed regret over the incident on behalf of the police department. He said a criminal case had been filed. "Strict action will be taken against the head constable." The constable was sacked under article 311 (2) (b) of the Indian constitution.

Non-performing assets: NPAs of public sector banks increased 17 percent from Rs.2.27 lakh crore in March 2014 to Rs.2.73 lakh crore in December 2014, a carry-over from UPA2. Public sector bank NPAs had increased 23 percent in 2009-10 over the previous year. NPA growth rates of this magnitude can destabilise the banking system.

1,600 Rohingyas and others rescued in SE Asia KUALA LUMPUR, MAy 11 (AP): Hundreds of migrants abandoned at sea by smugglers in Southeast Asia have reached land and relative safety in the past two days. But an estimated 6,000 Bangladeshis and Rohingya Muslims from Myanmar remain trapped in crowded, wooden boats, migrant officials and activists said Monday. With food and clean water running low, some could be in grave danger. Worried that vessels will start washing to shore with dead bodies, the U.N. High Commissioner for Refugees, the United States and several other foreign governments and international organizations held emergency meetings in recent days, but participants say there are no immediate plans to search for vessels in the busy Malacca Strait waterways. One of the problems was determining what to do with the Rohingya if a rescue was launched, participants said on condition they not be named. Seven boats were rescued Sunday after human traffickers abandoned the ships and left passengers to fend for themselves, officials said. Nearly 600 migrants were brought to shore in western Indonesia and just over a thousand others to Malaysia’s Langkawi island.

The first lady, who grew up in humble circumstances in Chicago and became a successful corporate lawyer, has rarely discussed race during her husband’s two terms in office. But a string of recent cases of alleged abuse of police force against African Americans, and related unrest in Baltimore, made it hard to avoid. “As potentially the first African-American first lady, I was also the focus of another set of questions and speculations, conversations sometimes rooted in the fears and misperceptions of others,” Obama said Saturday. “Was I too loud or too angry or too emasculating? Or was I too soft, too much of a mom, not enough of a career woman?” she asked in a frank commencement address at historically black Tuskegee University in Alabama. For the first magazine cover featuring Obama in 2008, The New Yorker parodied her as a radical and a terrorist. “It was a cartoon drawing of me with a huge afro and a machine gun,” she recalled. “Now, yeah, it was satire, but if I’m really being honest, it knocked me back a bit. It made me wonder just how are people seeing me.” ‘Sleepless nights’ In an almost half-hour address, she also recalled other racially insensitive comments, including when Fox News television said she was her “husband’s crony of color” and “Obama’s baby mama” -- the latter US slang for an unwed mother. “Back in those days, I had a lot of sleepless nights worrying about what people thought of me,” Michelle Obama recalled. “I had to ignore all of the noise and be true to myself -- and the rest would work itself out,” she said, winning cheers from graduates. NeW DeLHI, MAy 11 (INDIAN exPReSS): Veteran American journalist Seymour Hersh has claimed that Osama bin Laden was a prisoner of Pakistan’s intelligence agency ISI at the Abbottabad compound since 2006, and that a Pakistani intelligence officer gave him up to the US in return for a $25 million reward. Writing in the London Review of Books on the fourth anniversary of the Abbottabad raid that killed bin Laden, Hersh claimed that the then Pakistan army chief, General Ashfaq Parvez Kayani, and head of ISI, Lt General Ahmed Shuja Pasha, knew of the US Navy Seals’ raid and made sure that the two helicopters carrying the Seals to Abbottabad crossed Pakistani airspace without triggering an alarm. Bin Laden was killed in Abbottabad, home to the Pakistan Military Academy, on the night of May 2, 2011, in a CIA-led operation conducted by Seal Team Six of the US Navy. Hersh won the 1970 Pulitzer Prize for International Reporting after he broke the story
on the My Lai massacre in 1969 during the Vietnam War. His reports in 2004 on the US military’s ill-treatment of detainees at Abu Ghraib prison in Iraq also drew global attention. As per the official US version, bin Laden’s location at Abbottabad was identified by the CIA by tracking an al-Qaeda courier, Abu Ahmed al-Kuwaiti. Hersh, however, claims that a former senior Pakistani intelligence officer betrayed the secret of bin Laden’s presence at Abbottabad in return for the $25 million reward offered by the US. In August 2010, this Pakistani intelligence officer, who has since been relocated with his family to Washington and is a consultant to the CIA, walked into the office of the CIA Station Chief at the US embassy in Islamabad. Allowing the CIA Station Chief, Jonathan Bank, to be named in a criminal suit for murder which led to him being moved out of Pakistan soon after was part of an elaborate cover-up of its complicity by the ISI, according to Hersh. The walk-in, Hersh claims, had told the US that bin Lad-
en had lived undetected from 2001 to 2006 with some of his wives and children in the Hindu Kush mountains, and that “the ISI got to him by paying some of the local tribal people to betray him.” Bin Laden was very ill, and that early on in his confinement at Abbottabad, the ISI had ordered Amir Aziz, a doctor and a major in the Pakistani army, to move near his compound to provide treatment. Viagra may prevent malaria transmission LONDON, MAy 11 (PTI): The anti-impotence drug Viagra helps eliminate malaria from the blood circulation which may reduce transmission of the deadly parasite from humans to mosquitoes, a new study has found. It does so by increasing the stiffness of erythrocytes infected by the causal agent of malaria, researchers said. This astonishing discovery, made by scientists at the Institut Cochin in Paris and the Institut Pasteur, working in collaboration with a team from the London School of Hygiene and Tropical Medicine, could lead to a treatment to reduce the spread of malaria within a population. Plasmodium falciparum, the parasite that causes malaria, has a complex developmental cycle that is partially completed in humans and partially in the anopheline mosquito. Treatments for malaria target the asexual forms of this parasite that cause symptoms, but not the sexual forms transmitted from a human to a mosquito when it bites. The sexual forms of the parasite develop in human erythrocytes sequestered in the bone marrow before they are released into the blood. They are then accessible
to mosquitoes, which can ingest them when they bite. But circulating erythrocytes - whether they are gametocyte-infected or not - are deformable, thus preventing their clearance via the spleen, which constantly filters the blood and only retains stiff, old or abnormal erythrocytes. However, gametocyte-infected erythrocytes can easily pass through the spleen and persist for several days in the blood circulation. During a new study, the scientists showed that the deformability of gametocyte-infected erythrocytes is regulated by a signalling pathway that involves cAMP. When the cAMP molecules accumulate, the erythrocyte becomes stiffer. cAMP is degraded by the enzyme phosphodiesterase, whose action thus promotes erythrocyte deformability. Using an in vitro model reproducing filtration by the spleen, the scientists were able to identify several pharmacological agents that inhibit phosophodiesterases and can therefore increase the stiffness of infected erythrocytes. One of these agents is sildenafil citrate, better known under its brand name of Viagra.
Nigeria: Trauma, stigma, face girls, women rescued from Boko Haram yOLA, MAy 11 (AP): The taunts wouldn’t stop. “Boko Haram wives,” the schoolgirls were called because they had been briefly held by Nigeria’s Islamic extremists before escaping. The teasing was so relentless that some of the Chibok girls left their town and families. Their plight does not bode well for hundreds of girls and women recently rescued from months of captivity by Boko Haram, including dozens who are pregnant. After enduring captivity by the militants, the females may now face stigma from their communities. “The most important thing is to restore their dignity,” the executive director of the United Nations Population Fund, Babatunde Osotimehin, told The Associated Press in a telephone interview from his office in New York. “When you have been in captivity against your will, and God knows whatever they have done to them, some of them will have been violated, some raped, food insecure ... We need to take them, work with them and bring them back to the reality of their lives,” said Osotimehin,
who is Nigerian. His agency is providing the women and girls with intense psychosocial counseling and medical care for reproductive and maternal health. It is also encouraging communities to allow the girls to return in peace. That will be a challenge, going by comments made last week by Gov. Kashim Shettima of Borno, the home state of Boko Haram and the one most affected by the nearly 6-year-old Islamic uprising that has killed more than 12,000 people and forced more than 1.5 million from their homes. Segun described the experience of some of “the Chibok girls,” as they have come to be known, who escaped in the first couple of days of their abductions. Some got away as they were being transported in open trucks by grabbing the branches of low hanging trees. Instead of being admired for their bravery, some of those “who had escaped were being called Boko Haram wives,” said Segun. After speaking to one of the girls, Segun “got the sense from her that it deeply, deeply shamed her and her companions ... they were being discriminated against because of close contact with Boko Haram and stigmatized,” Segun said. She said some of those girls have left Chibok and are living with relatives or supportive family friends elsewhere. “These girls weren’t even touched (raped),” said Segun, “but Boko Haram is so despised that anyone identified with the group shares some of that label, the slur.”

The mind can only flourish so long as it is not burdened with the body’s basic needs. Society is an extension of the individuals that inhibits it. So long as there is insecurity to life and livelihood, it can never flourish. Therefore self sustenance becomes an important aspect to individual’s life and agricultural self reliance the core issue for economic development and growth and progress of our society. Better sense must prevail to simple and basic logic. In any given economy, capital formation and accumulation plays an important role. Yet for all the money being pumped into our state, there is no capital accumulation because there is no capital formation which is indicative of the nature of currency circulation in place. It is defined, controlled and managed from outside our economy. Our economy has become just a transit medium for other economies to operate. Currency circulation within a given society portrays the state of a given economy. And in our economy once the inflow of capital and goods (basic and essential) crumbles, banks dries up
and market fails, because capital and goods dry up. Therefore if we are to try and find ways to improve the health of our state’s economy then we have to find ways for capital accumulation. But for this to happen capital formation must be operational. Now given the nature and structure of our society, villages must be the basis for this. Each village or a number of villages clubbed together must form the basic unit of our economic activity linked by a market. Currency circulation within our society must take place for our economy to change. But for this, essential goods in the market must be local produce. Let’s think local products in the market and outside products in the numerous expos. Yes sirs, and we simply cannot be blaming our poor villagers too often also, after all they cannot be expected to SMS their products (even though technology has come to play a crucial role) to the markets. Also all the skills and trainings imparted to those poor eager villagers (as often times seen in local dailies) not forgetting the exposure trips, will have the desired result only when there are motorable roads and network of marketing system. Don't Nagas need different brand of politics?

agaland State politics in the last four months have been full of suspense and uncertainty. The people of Nagaland are undoubtedly on political crossroads. It is very sad and unfortunate that, the tussle for power has done such devastating damage to the State, especially on economic and development fronts. Hunger for power has blinded people to sell off personal integrity, betrayed loyalty to party and put the State into political chaos. The root cause of all these are the result of corrupt elections. Elections in Nagaland have been most expensive in the country. After spending crores of money, none of the elected members in the ruling party wants to be without ministerial berth. None wants to be in opposition either. That's how an opposition-less, jumbo-sized ministry has come into reality. Downsizing law has no impact in Nagaland. Politics in Nagaland state is power-centric. The preparation or rather money minting for next election is the political compass for all leaders. Development with-
out development has become the political mantra. Power politics is the game. There's no philosophy, ideology and principle. It is all about maneuvering and outmaneuvering. For Nagas, politics is neither a science nor an art. It is just about power. Fifty years have passed since the attainment of statehood. Yet, in economic parameters, the situation has remained as stagnant as it was in the early sixty's. The state government is ever dependent on the Centre for its finances. The total dependency on the centre has made the state a virtual parasite. It is high time for policy makers to evaluate our miserable failures on all fronts. It is time to analyze over all situations. It is time to take corrective measures. Politicians should lead on philosophy and ideals. Leaders should give statesmanship. Elected members should deliver their promises. Nagas need visionary leaders and not power-mongers. Nagas need different brand of politics. God have mercy on Nagas or we perish together as fools! I
n the history of Naga people there is liberation dream of independence nation since 1918. Until now after almost 65 years of fighting for the Naga independence, not even a slight sign of closing to Independence is seen from both the parties (India and Nagaland). In this struggle, there are two approaches, i.e. independence through peace talk and independence through war till the last man stand. However, predominant Nagas do not stand for either of the two; rather they prefer to remain under the providence of India in many aspects. The recent initiative of NSCN (K) abrogation of ceasefire with India intrigues a different lens; many Nagas see it as against peace and tranquility, yet without in depth knowledge of the party or their strategy of fighting for freedom. On the other hand another party continues to hold on to the hope of glory though nothing seems to take place in the past 60 years of peace talk with India. This mélange phenomenon of getting Naga independence keeps questioning my mind for its delays and in response to it, one presumption reason that ratifies is the lack of international networking by the leaders of the freedom movement.
This reason impulse to reflect on the recent speech of Jokowi, the president of Indonesia during the 60th anniversary of Asian-African Conference held on 19th – 25th April 2015 with 106 countries representations’ in Indonesia (AFC, 2015). Asia-African Conference was first held in 1955 with goals to discuss peace, security and economic development among Asian and African countries and different related parts of the world. The history of the first conference says ideologies and interests differences between the Eastern and Western world intrigued the ramification of problems; in addition, colonialism was one of the causes towards ensuing conflicts among many independent Asian and African countries (Jakartapost, 2015). The recent AsianAfrican conference strengthens the primal goal of strengthening partnership between Asian and African countries in economic development. Jokowi, in his speech says Palestine is a country which suffers from war until now; therefore, 106 countries in the AsiaAfrica Submit, 2015 strongly support the independence of Palestine. His speech of declaring 106 countries support the Pal-
estine independence would reach the United Nation at the earliest. This gives a sanity of effective leadership of Palestine that builds international networking every day. It is plausible that Palestine and Nagaland are incomparable story, however, when one nation stands for the determination of sovereignty there is no measurement of big or small nation. Had Naga leaders focused more on international networking and rapport building to share the Naga independence issue, there is possibility of support and attention that International countries would give for the Naga independence. Had Nagaland participated in the recent Asia-Africa Submit in Indonesia, the only wish and regretful hope is that Nagaland would have been mentioned in place of Palestine by 106 countries supporting the independence. Religiously Palestine consists of three world religions, Islam, Jews and Christianity and later indigenous religion. Politically people from the three religions battle together despite the differences in religion everyday (Jacob-De-Has, 1934) and the political aspiration in unity becomes audible in a larger plate form. The predominant American Bap-
tist Christianity state with diversity in freedom movement organizations is far behind the stage of International which directly and indirectly remains despair for the people every day. Unity in the state seems unreachable due to different ideologies among Churches, freedom fighters, politicians, business person, students, farmers and even the new born babies in such a fallow history. Unless the current fallow history is obliterated and bring creative strategies, the dream of Naga independence will remain dubious and withered for the next 60 years more. One of the weakest strategies of the Naga freedom fighters that exacerbate the freedom movement is lack of innovative ideas, lack of creating alternative strategies and test of new strategies in the battle of independence. Exhibition of weaknesses has become stronger than cultivation of effective strategies before India. Green Revolution in India is successful largely due to the use of HYV seeds, fertilisers, pesticides and better irrigation facilities not necessarily an increase in cultivation of land. They cannot be used in education system but some changes, inclusion of additional job oriented course, well equipped library, internet connectivity, personality development programs and dedicated teachers can improve our present education system. Let's talk about ideas, though not new. Perhaps you might have a better idea. Here are some fields, which the Naga youths are good at and if implemented, could be very helpful to the students. 1. Many colleges are offering computer based training to students. This will be very useful for those who search for clerical or office assistant job once they graduated. Not only for jobs but it is needed in our daily lives. 2. If education can be taken as an industry, it is one of the most successful industry in Nagaland with equal participation from both Government and private sector. There are some students who want to become a teacher after graduation. Do not make them go for another one or more years pursue teacher training. Provide some sort of basic teaching training to them, a diploma or a certificate. 3. Similarly, if civil service aspirants are given coaching from the time of joining college till graduation, they would have a fair idea about the exam pattern and crack it on the first attempt. 4. Nagas love sports, we have talents
but we don't have enough trained personnel to guide the aspiring sportsmen and women. Give training to those interested in sports so that they will become coaches or players. NPL clubs might be interested in recruitment. 5. The same goes with fashion and music industry. Provide avenues for those interested in music so that they will become musicians or music teacher. Music industry is growing rapidly in Nagaland. 6. Entrepreneur skill development program should also be given sector to those interested in business with an assured financial assistance from the government so that the young graduates can set up their business right after graduation. Besides, we have PMEGP which can be link with this program. 7. Tourism industry is growing rapidly all over the world. Many students are interested in this sector too. Give training to student in hospitality sector. 8. In construction sector, it is dominated by the non locals. With rising income and the changing lifestyle, there will be no dearth of work to trained worker both in towns and villages. Concrete house need to be constructed using the right technique. Natural disasters are occurring more frequently. We have seen what happened to Nepal recently. 9. Soft skills training focussing on BPO, Sales executive, etc Besides there are many sectors like cooking and baking, automobile servicing, repairing-mobile, TV, PC, household appliances, etc. With these trainings, one can also do part time job,
even those with regular job can utilise their part time and earn more money. It does not mean that our state does not have those training facilities. Of course we have, but the point here is to bring them to colleges where it would be more convenient for the students to take the course they prefer. A time has come when one has to treat education as a part time thing and give more importance on job oriented course. Education should not create unemployable person. Education should not become a problem. Education can transform our society, but with the right knowledge, focusing on training the students to fill up the loopholes. If the youths are given skill training, it would improve even our state socio-economic status. Mention maybe made the St Joseph College Kohima is offering community college diploma course on Tourism and Service industry and a Certificate in carpentry at Modern College Kohima, as per their college advertisement. These two courses are something new in colleges which I've seen on the paper few days ago. Other colleges can also add them to the academic curriculum. Finally, after the students are got trainings, a recruitment drive or Job Fair would be conducted for the final semester students organise by, like Youth Net, The People Channel... And if any such were held, it would be more successful with the training they had in college. It would be awesome to find job right after graduation. ajority of the students pursuing general degree courses like BA, BSc and BCom would not go for higher studies. Therefore, it is very important that some sort of training is imparted to students of general streams, particularly Arts so that they won't face any problem in getting job after graduation. Professionalise general streams. Fortunately or unfortunately, I was able to experience both the old and the new semester system. The old system was like, studying about food, origin, types, characteristics, benefits... and this semester, with the internal system, taught the students how to cook food. But still much needs to be done. Students should be also taught how to produce the ingredients required in cooking. In other words, self employed. The new National Skill Development Policy aims to skill one in every four Indian by 2020. The high growth industries such as, retail, auto, construction and IT are expected to require about 245 million people by 2022 if India manages an average annual GDP growth rate of nearly 8 per cent (Yojana, March '15, p. 35). Everyone would not get a government job. What the government can do here is by encouraging and supporting the colleges and students to take up vocational training. This would lighten the burden of the government in tackling problems of unemployment. Why does a student have to pursue various courses like B.ed, computer diploma, civil service exam coaching... when they can be done right in colleges. Our present education system is very good but still it can be made better, and best.

Dr Edward Ratush claimed in his lawsuit, filed in Manhattan Supreme Court last week, that the 50-year-old rock songstress owes him USD 48,250 in fees for treatment she received at his Manhattan facility, reported Ace Showbiz. The case between Courtney and Edward first came to light in 2014 when the psychiatrist filed a summons against the “Rat a Tat” singer. In the summons, Edward’s legal team said they sued the singer for breach of contract, money due and owing, and unjust enrichment. Edward labelled himself an “addiction psychiatrist” who deals with “opiate dependence and treatment-resistant depression.” Courtney’s representative hasn’t commented on the issue yet.

I told my parents that I will do one film and I will quit. I got signed for Malayalam film which was shelved. “Later there were about three films that I was part of which were shelved. I was labelled jinxed. I was thrown out of the film because of that,” Balan said at the ongoing ‘Women Economic Forum’ here. Every alternate girl had that name. My sister was Priya but still I liked her name,” the 37-year-old actress said. “It was much later that I began to appreciate the name that my parents have given me.. The series in the UAE will feature three tests, five one-dayers and two Twenty20 internationals, PCB chairman Shaharyar Khan said in Kolkata after meeting Indian board chief Jagmohan Dalmiya. "The security situation (in Pakistan) is improving fast but we know that right now India would not be able to come for a full tour," Khan told Headlines Today news channel. "We therefore have decided that we'd play in the
UAE," said Khan, adding the boards have signed a memorandum of understanding to play each other five times over eight years. India cancelled bilateral cricket series with its neighbour after Pakistani militants killed 166 people in Mumbai in 2008 but hosted Pakistan in 201213 for a short limited over series. "It's not that I'm hopeful, I'm very positive that we should resume our bilateral cricketing ties," Khan said. "If the approval of the government is required, fine, but we should make a very clear decision...the world wants to see Pakistan and India playing each other," he added.
