If assurances are to be believed, the dilapidated road condition in Nagaland is set to receive a healing touch soon, with new Roads & Bridges Minister, Y Vikheho Swu announcing the formulation of a road Lol, you won`t catch any maintenance policy in the state. The polimilitant in the forests. cy will aim for better maintenance of existing PWD roads across the state and will be framed within three months. The Minister stated that there is no dearth of funds in the department. “We are not short of fund but we are not utilizing the way we want.” Addressing a gathering of PWD (R&B) officers, at Capital Convention Centre here, Swu assured that he would devote maximum time towards improving the road condition with support from all sections. Swu further informed all divisions to

new road maintenance policy for nagaland state update the road statistics in their areas in the form of power point presentations within a week’s time. Failing this, the Minister said that the department would be compelled to create further satellite divisions from the existing ones, judging on their performance. The minister also proposed annual meetings for the engineers. It was also informed that the best performing divisions would be entitled to more funds. He called upon officers in the department to work with “sincerity, honesty and dedication.” Swu also lamented that many government employees are unwilling to go to their places of posting, except Dimapur and Kohima. Meanwhile, also speaking at the gathering, Commissioner and Secretary, Works & Housing Department, Himato Zhimomi said engineers are the foundation of any human civilization. He said skill up-gradation is required to apply latest technology to ensure better road condition in the state.

Regardless of the number of government schools and teachers growing many folds, the image and reputation of government schools have sunk to a new low over the recent years, admitted FP Solo, Commissioner & Secretary, Department of School Education, SCERT & HTE on Friday. “We seem to be sinking deeper and deeper into some black holes,” Solo exclaimed while indicating to the standard dismal performance of government schools, including this year’s poor HSLC examination results declared recently. Addressing a gathering of teachers at the All Nagaland School Teachers’ Association (ANSTA) general conference held at Agri Expo, Dimapur, Solo recalled that even though the seed of education was sown by the American missionaries in the 19th century, the real foundation was laid by government schools. He said real expansion of government schools and educational institutions took place only after attainment of statehood in 1963. Solo attributed the rise of literacy rate from 17% in 1961 to more than 80% at present and growth of government educational institutions from 519 in 1963 to nearly 3000 to the initial teachers, mostly of Assamese and Bengali origin, who taught with dedication, sincerity and hard work. “Because of the dedication of government school teachers, the quality of education imparted was fairly good. People had trust and confidence in government schools,” Solo said while pointing out that he himself was a product of government schools. Coming to the present predicament, the commissioner & secretary

said the school education department is confronted with numerous problems of bogus teachers; proxy teachers, absentee teachers, excess appointments, agitations by teachers and students, poor result and nil results. “Besides, we do not have enough faith in our self, we do not feel confident enough to send our children to government schools. As such the enrolment in government schools is coming down,” he added. Solo also noted that private schools, which have mushroomed over the years was eating into the government schools. With a fraction of the strength of government school teachers; the enrolment in private schools was more than 70% of the total enrolment of students in the state, he said. While many government high schools grapple with the problem of poor and nil result, most of the private schools are showing excellent results; he said and wondered how private school teachers, who get only a fraction of the pay of government teachers, can produce such good results, while the latter can’t. He however said this was not the time to play blame game or attribute the present predicament to a few factors. “Students, the teachers, the directorate or the government are not alone to blame. We have to admit it is our collective failure or systematic failure. Therefore we have to take collective responsibility and efforts,” he said. Deputy Commissioner, Dimapur, Kesonyü Yhome; Ponchulu Wanth, president, ANSTA, Nagaland and Viho G Swu, president, ANSTA Dimapur unit also addressed the gathering. The ANSTA general conference was held under the theme “Towards restoration of work culture.” Around 438 government school teachers

from the 11 districts participated at the conference.

ANSTA for total bifurcation

All Nagaland School Teachers’ Association (ANSTA) once again reiterated their demand for total bifurcation of government higher secondary from secondary and elementary education. In a representation which was handed to the Commissioner & Secretary, Department of School Education on Friday, SCERT & THE, the association said bifurcation remains the most urgent need of the department as once it is done, all major problems of the department would be solved. Among their points of justification, the association said since entry point was different, higher secondary teachers (HS) always had advantage in matter of promotion and the present arrangement appeared to be “deceptive” for graduate teachers (GT) if common seniority was maintained at the joint director’s level. When the pace of promotion is measured, those GT of 26-27 years in service were made equivalent to 8 year’s service of PGT (PGT’s 8-year length of service are now vice principal, which is equivalent to headmaster). The association claimed that this was disproportionate in matter of promotional avenues given the fact that the two entry points were different. ANSTA also highlighted issues pertaining to the management of the two different cadres under the same school stating that it had a practical problem. Concerning the daily routine, the work load of post graduate teachers was much lighter than graduate teachers even though both were working under the same institution, said ANSTA.

tap employment vistas Towards a just and humane society outside govt sector: tr Morung Express News

YouthNet-Labour Dept 2 NSCN (K) questions day job mela underway

NSCN (IM) ideology

Morung Express News

DIMAPUR, MAY 15 (MExN): The NSCN (K) today questioned the ideology of the NSCN (IM) and stated that “it is high time for reality to dawn.” A press note from the MIP of the NSCN (K) said that the Nagas have been “spellbound by Muivah’s 17 years of negotiation with Government of India presumably at the highest Prime Minister level in the third country without condition.” It added that Muivah had “categorically declared... that his leadership shall not compromise on Naga sovereignty or integration.” However, it lamented that the recent NSCN (IM) condemnation of the NSCN (K) attack on Indian Army “so as to defend and assert Naga sovereignty appears to be highly contradictory to his claim.” It demanded that Muivah should “clarify himself before the Nagas whether he is for Naga sovereignty or assimilated solution within the bound of Indian Constitution for which reason he is openly decrying NSCN/GPRN stand for Naga sovereignty and consequent attack on occupational Indian army.”

With employment in the state government sectors reaching saturation point, Nagaland chief minister, TR Zeliang, on Friday stressed on the need to gear up in order to tap the huge employment opportunities available beyond the government sectors. “Our youth have proven that we can excel in any field, provided we can work outside the government sectors,” the chief minister said in his address at the inaugural programme of the two day ‘Job and Career Fair 2015,’ which was launched at Town Hall, Dimapur. Zeliang said the ‘Job and Career Fair 2015’ jointly organized by the State Department of Labour & Employment and YouthNet is part of the several steps taken by the State Government to tap the potential of the job market, both within and outside the State. Zeliang said in order to fully equip the youth, the Government of India is laying emphasis on “skill development,” and that Prime Minister, Narendra Modi, has come out with an ambitious skill development programme for the whole of the country, so as to turn India into “Skilled India.” The chief minister said the target of the national skill development policy is to skill 500 million people by 2022. “The sooner we realize and incorporate this ideology, the faster and better we will be able to address

the issue of unemployment in our state,” he said. “Even to get white collared jobs in the market, what is needed is to bridge the gap between educational institutions and the job market. We have to produce employable educated youth suited to the needs of the industry and job providers.” For that to happen, the chief minister said the state needs vocational trainings in schools and colleges which will teach and equip the students to acquire the relevant skills so that they can contribute to the skilled work force pool. Parliamentary secretary for Labour & Employment, Mhonlumo Kikon, in his address said the job and career fair is part of the ambitious vision of the BJP-led central government to supply to the global market at least 500 million India skilled workers by 2022. The BJP legislator said to fulfil this vision, the state should not only focus on skill development but give emphasis to skill up-gradation and these should be included even in the school curriculum. YouthNet representative, Hekhani Jakhalu, gave a brief on the job and career fair. Commissioner & secretary, Labour & Employment, Mhombemo Patton chaired the programme and director, Employment & Craftsmen Training, Muthingnyuba Sangtam, proposed vote of thanks. YouthNet sources said around 50 companies including local business houses are advertising more than 500 job openings this year. “We are expecting at least 3,000 footfalls (students/applicants) in the two-day job mela,” said a member of YouthNet.

“If we are to move on for a just and humane society, basic principles of basic evolution and building the present for a new future is required and most importantly, the sharpening of one’s vision and reclaiming dreams for a free nation,” said Dr Ratan Kaurinta, Assistant Professor, NU, during the 26th NSF General Conference which concluded here on May 15. Kaurinta was a panelist during a discussion on the theme of the General Conference, ‘Towards a Just Society.’ Kaurinta further said, “We have not progressed as a society but individually we have gone very far. There is a disproportionate wealth that Naga society face today which is very incompatible with the core Naga value of a just society.”

Kaurinta posited that the structured systems have become permanent and until Nagas think and act, they cannot develop and further suggested for an economically well endowed and financially strong system in the society. Arthur, Youth Chief of the Sabah United People’s Party & Co-Chair of Centre for Public Studies, Malaysia, stated that “Our parents had to focus on survival but our generation has to focus on education and economic growth.” He stressed on the importance to seek for economic equality, balancing development and preservation and bringing in the concept of green technological and sustainable development. “Young Nagas are the leaders of today. What you do today determines your future of tomorrow. You have the responsibility to determine your future. Think of your people and the next generation,”

concluded Arthur. Dr. Visakhonii Hibo, Principal, Japfu Christian College, Kigwema meanwhile opined that Nagas are living in a degrading society where the objective has been lost in the fight for selfish gains. “We are failing to live our faith. When we lose our faith, we cease to be just people” stated Hibo. The need to analyse on the importance of past mistakes, researching and the need for the present generation to speak with their minds objectively were also highlighted. To move towards a just society, Hibo called for a milieu where women and children are treated equally. “Only when we start respecting ourselves, we can be taken seriously. We must love our people, continue to think for the future, live right in the present day, invest in the young minds.” Related news on Page 5

Bus service between NE 24-hour statewide bandh paralyses life in Manipur & Kolkata via B'desh soon Our Correspondent Imphal | May 15

AgArtAlA, MAy 15 (IANS): India might operate direct bus services soon between the northeastern states and Kolkata via Bangladesh to ferry people easily from the mountainous region, a top official said on Friday. "A meeting was held in the road transport and highways ministry in New Delhi on Thursday and some modalities were finalised to operate direct bus services between the northeastern states and Kolkata via Bangladesh...," a ministry official told IANS from New Delhi by phone. The official refusing to be named said: "Now the Indian surface transport minister would soon hold talks with his Bangladeshi counterpart to finalise the modalities. The issue might take a final shape before Prime Minister Narendra Modi's visit to Bangladesh next month." Tripura government officials also attended the meeting. Tripura Transport Minister Manik Dey refusing to give details of Thursday's meeting, said that Tripura has been demanding direct bus services between Tripura and other northeastern states and Kolkata via Bangladesh for easy movement of people of the northeastern region to other parts of India. He told IANS: "To introduce the direct passenger bus services between Tripura and Kolkata via Dhaka, a high level first meeting was held in Kolkata on March 10, 2010." "That meeting had finalised various technicalities of the proposed bus services. Officials of foreign, surface transport ministries, government transporters' bodies and other officials were present in that meeting," Dey said. The minister said the union road transport and highways ministry had confirmed about the bus service to the Tripura government on December 13, 2011 but after that there was no progress in this regard. Meanwhile, after a four-month suspension, the Tripura government owned Tripura Road Transport Corporation (TRTC) resumed its Agartala-Dhaka bus service from Friday. "In view of the political turmoil in Bangladesh, the TRTC had suspended its bus service since January. However, the Bangladesh government-run Bangladesh Road Transport Corporation (BRTC) was running its bus service almost as per schedule during this period," TRTC's managing director R. M. Malakar told IANS.

"Currently, the Agartala-Dhaka and Dhaka-Agartala bus services are being run four days a week and the periodicity is likely to be increased due to the demand of the Kolkata-bound passengers," the official added. The Agartala-Dhaka bus service started in September 2003. The Kolkata-Dhaka bus service was introduced in July 1999. To introduce the Guwahati-ShillongDhaka bus service, a trial run was conducted in the second week of December last year from Assam's main city of Guwahati. Transportation via Bangladesh is much easier as road connectivity is a big factor for the mountainous northeastern states which share boundaries with Bangladesh, Myanmar, Nepal, Bhutan and China. "For the people of Tripura, southern Assam, Manipur, Meghalaya and Mizoram, the Bangladeshi route is the only, secured, easier and cost effective option to go to Kolkata, New Delhi, Mumbai and other parts of India as road, rail and air journeys from this hilly region are terrible," Barun Saha, a trader in Agartala, told IANS. Several hundred passengers, including seriously ill patients, job seekers, students, even bridegrooms and tourists have always been facing severe problems in going to Kolkata and other parts of India in view of the non-availability of air tickets for want of aircraft. "Since last year, eight airlines, including Jet Airways and SpiceJet, in a phased manner, stopped their operations on the Kolkata-Guwahati-Agartala-New Delhi routes, causing enormous problems for people bound for these cities," a senior official of the Airports Authority of India told IANS. "Exploiting the situation, travel agencies in Agartala were booking air tickets in fake names and selling these to passengers at exorbitantly high prices," Superintendent of Police (CID) Sanjoy Roy told IANS. The CID is now investigating the black marketing of air tickets in Agartala. Agartala via Guwahati is 1,650 km from Kolkata by road and 2,637 km from New Delhi, while the distance between Agartala and Kolkata via Bangladesh is just about 350 km. The northeastern states of Tripura (856 km), Meghalaya (443 km), Mizoram (318 km) and Assam (263 km) share a 1,880-km border with Bangladesh.

Coal India donates Rs.5 cr to PM’s relief fund

New Delhi, May 15 (The hiNDu): In an interview with Puja Mehra following the conclusion of the Budget Session of Parliament, Union Finance Minister Arun Jaitley defended the pace of reforms set by the Modi government, which will soon complete its first year. Edited excerpts:

Indian Finance Minister Arun Jaitley delivers remarks at the Peterson Institute for International Economics April 16, 2015, in Washington, DC. (AFP Poto)

What are your priorities for the second year of the government? The announcements in the Budget — some of which will need legislative action, while many can be implemented through executive approvals. The direction provided in the Budget will be in which we will move. Additionally, as revenues increase in future, I would like to earmark expenditure for rural infrastructure, including irrigation. What is your assessment of the economy? The economy is recovering. Inflation is under control, the fiscal deficit and the external current account deficit are under control, most laws pertaining to management of the economy are getting passed; so the direction we are moving in seems to be positive. From the despondency that the country was in, we have now moved into a positive zone. Most legacy issues are now over barring some carried-over ef-

Samsung heir takes charge of foundations

Seoul, May 15 (ReuTeRS): Samsung Group heir apparent Jay Y. Lee will take over from his father Lee Kunhee as head of two key foundations, the conglomerate said on Friday, suggesting that a transfer of leadership is underway at South Korea’s largest conglomerate. Jay Y. Lee, 46, will succeed his 73-year-old father, who has been hospitalised since suffering a heart attack more than a year ago, as chairman of Samsung Life Public Welfare Foundation and Samsung Foundation of Culture from May 31, a Samsung Group spokeswoman said. The foundations hold stakes in Samsung Life Insurance Co Ltd, an important piece in the conglomerate’s complicated ownership structure that enables the Lee family to control the group despite their relatively small stakeholdings. Samsung insiders say that since his father’s hospitalisation the younger Lee has been the main decision-maker at the vast conglomerate, which includes smartphone giant Samsung Electronics Co Ltd. The foundation appointments however mark the first time he has formally assumed leadership roles from company patriarch Lee Kun-hee, who is chairman of Samsung Electronics.

What is your response to the apprehensions being expressed about the potential for harassment by the taxman under the new law for black money held overseas? Most people do not have illegal money or assets abroad. So it is a giveaway when apprehensions are expressed. The onetime compliance scheme in the Bill is a fairly reasonable one for those who have assets and ac-

share,” he said. Government-owned banks command a market share of around 70 percent. Global credit rating agency Moody’s Investors Service also expressed a similar view. According to Moody’s, the improvement in the credit profiles of Indian public sector banks will be achieved only in the medium term, given their high levels of impaired loans and weak capital positions. “The improvement in the asset quality of Indian public sector banks for the fiscal year ended March 31, 2015, was marginal and much weaker than we had expected at the start of the same year,” said Srikanth Vadlamani, a vice president and senior credit officer at Moody’s. Vadlamani was speaking at the first Moody’s and ICRA Annual Credit Conference in Mumbai on Wednesday. “A longer time-frame is needed for the credit profiles of public sector banks to improve, because their asset quality is tied to the slow, multi-year recovery of corporate balance sheets, and the lagging recognition of associated credit costs,” he added. According to Vadlamani, public sector banks exhibit sig-

nificant capital requirements over the next few years, but their internal capital generation capacity is weak, while access to equity markets has been difficult. The banks are therefore highly dependent on the Indian government (Baa3 positive) for fresh capital. Experts however say that government will not be infusing additional funds into banks as in the past. The central government has said capital infusions into its banks would happen only to relatively profitable banks. “This may result in some weak banks getting merged with stronger one,” Karthikeyan said. “Given the low capital levels of public sector banks as a whole, the government’s selective approach to capital infusions will put further negative pressure on the credit profiles of weaker banks,” Vadlamani said. On the modifications to India’s framework for corporate bankruptcy, Vadlamani said the Indian budget’s proposed introduction of a new bankruptcy law is credit positive if implemented as recommended, because the current weak framework is a major impediment in the banks’ enforcement of creditor rights.

Nissan Terrano ‘Groove’ limited edition launched New Delhi, May 15 (NDTV auTo): Nissan India, today, launched a limited edition of its popular compact SUV - the Terrano - at Rs. 11.45 lakh (ex-showroom, Delhi). Called the Terrano ‘Groove’, the special edition will offer benefits worth Rs. 30,000 at no additional cost. Available only on Terrano XL (O) grade, the Groove is targeted at ‘lifestyle-conscious buyers’. Only 250 units of this edition will be sold in India. While the car looks largely similar to the regular model, matte black roof wrap and chrome highlights for fog lamps, tail-lights and tail-gate give it a slightly refreshing look. While the exterior changes are not too many, the car’s cabin receives some additional features such as Rockford Fosgate speaker system, branded fabric mats and LED scuff plates on the doors. The overall design, however, remains unchanged.

CheNNai, May 15 (iaNS): Government-owned mortgage lenders are suffering slippages in their non-performing assets (NPA) and would continue to lose business to private sector players till the Indian economy picks up, say experts. “It is seen from the results declared by the governmentowned banks they are continuing to suffer slippages in their NPA levels. Many banks are posting profits due to income from treasury operations and others,” P.Karthikeyan, research analyst, Cholamandalam Investment and Finance Company Ltd, told IANS. “The credit growth for banks remain muted. The NPA slippages have peaked out and should start coming down once the economy recovers and interest rates go down,” he added. According to Karthikeyan, the government-owned banks would lose market share to private banks in the meantime. “Their profits would improve only from lower NPA when economy improves rather than increased business volumes. It would be difficult for government banks to regain from private banks the lost market

Why couldn’t you push the Constitution Amendment Bill for the Goods and Service Tax (GST), a major reform, through Parliament in the just-concluded session? Despite resistance from the principal Opposition party, the good news is that in substance, all political parties supported the GST. The Congress walked out in the Lok Sabha on the demand for re-referring the Bill to a standing committee, which most parties didn’t support and the quorum in the Lok Sabha was also unaffected — there were 354 votes for the Bill against 272 required for a Constitution amendment. In the Rajya Sabha, the Congress’s motion would have been defeated as it will need 50 per cent of the votes; so they fell back upon their Plan B, which is to disturb the house on a non-issue. In the Rajya Sabha, no political party would have given support to the principal Opposition party, except for the AIADMK, which is in power in Tamil Nadu, where it has some issues, though it has not raised these in the meetings of the Empowered Committee of State Finance Ministers. Therefore, the government agreed to the demand torefertheBilltoaselectcommittee.

counts overseas. It is a taxation scheme where compliance time is given to you. Those who have no accounts and assets overseas have nothing to fear. Now, there is a third category which has illegal assets abroad and which does not want to comply with it. Now they certainly have a lot to worry. If you don’t use this compliance window now, time will run out because by 2017, real-time automatic disclosure of information will take place. The government will notify the compliance window in the next two-three weeks for those holding undeclared assets abroad to come clean by paying a 30 per cent tax and a 30 per cent penalty.

Rio graces NSF valedictory session Morung express news Khonoma | May 15

“In this world of competition you cannot wait and watch, you have to forge,” said Neiphiu Rio, MP, Lok Sabha, who graced the valedictory session of the 26th NSF conference on May 15. The conference began on May 13. “The NSF, in the past decades, has voiced, sacrificed and taken up various issues for the betterment of not only the youth and students but as people for a whole,” stated Rio. Viewing that the student period is a time where students equip themselves with better knowledge, Rio exhorted the delegates that if they learn and equip themselves they can face many challenges. “Knowledge is power, makes you free and gives you confidence,” viewed the MP, who also said that the 21st century is the age of knowledge and to succeed there is no short cut except hard work, discipline and sacrifice. Criticizing the Nagas for their casual attitude where neither life nor education is taken seriously, he said the sense of competition in any profession is required to excel to be on the

top. “If we want solution we have to be practical, reasonable and just. In a bid to strengthen Swachh Bharat Abhiyan (Clean India Mission) and to keep the colony neat and clean, the Bayavü Area Panchayat and the Ward Adoption Committee (WAC) for Bayavü colony undertook a mass social work within Bayavü Hill colony here on May 14. Maintenance of cleanliness within the colony is also one of the priority lists of Bayavü, said WAC (Bayavü) convenor Er. Vikeduolie. WAC was constituted by Kohima District Planning & Development Board (DPDB) under the initiative of its chairman Khriehu Liezietsu. Among the many projects to be taken up under WAC in Bayavü, include repairing of colony roads, construction of alternative road, setting up of police beat post and multipurpose hall, he said.

Bayavü Area Pancharat chairman Khinyi Woch was appreciative of the concept of the wards/villages adoption under Kohima DPDB. Apart from many requirements and priority areas, he said the colony has identified five beautification spots and hope to develop soon. It may be recalled that as part of its yearlong activities 2014-15, the Kohima DPDB has selected 4 villages and 2 wards - one in each assembly constituency - to be adopted by a committee consisting 10 district de-

partmental heads with the concerned elected members as advisor. The committees will be headed by Executive Engineers with one member to be selected amongst the members as Member Secretary. The Board has earmarked an amount of Rs. 1.00 lakh for each committee for meeting the necessary expenditure. Two best teams will be (Rural and Urban) awarded at the end of the year with an amount of Rs. 25,000/- each based on given criteria which is to be evaluated by Core Committee.

The following Wards/ Villages have been selected for adoption currently: Western Angami A/CThekrejüna; 9th Kohima Town- Naga Bazar; 10th Northern Angami A/CBayavü; 11th Northern Angami A/C- Tsiemekhu Bawe; 14th Southern Angami A/C- Pfüchama; 15th Southern Angami A/CKhuzama. The main objective of the adoption has two folds: To analyze and assess the living condition of the Villages/ Wards – be economy, education, health, social – and create awareness and assist them in whatever way they can within their capacity and reach; To develop intimation and cooperation amongst the visiting team members so as to bring about changes in the district. The Kohima DPDB has been implementing this programme for the last three years and has already covered 18 villages so far.

Message on Naga Plebiscite Day, May 16, 2015 TS Keyho, Vice President, Naga National Council My dear Naga brothers and sisters, I greet you all in the name of our Almighty God. Today is a momentous day in the History of the Naga people because it was on this day, in the year 1951, that the Nagas under the banner of the Naga National Council boldly stated and showed in action to the world the desire and aspiration to live as a free and sovereign nation, thereby exercising the right to determine our own future, a solemn and irrevocable vow symbolically expressed with thumb impressions popularly known as the PLEBISCITE of May 16, 1951. A remarkable feature of the PLEBISCITE was the overwhelming 99.9% voting in favour of Naga Independence and stands as a testimony of the unity of the Nagas which at the same time serves to express our continued affirmation of both the historic Memorandum to the Simon Commission of 1929 and the declaration of Naga Independence on 14th August, 1947. It conveys a strong twin-message: the spirit and aspirations of the Naga people and the resentment against the forceful occupation by India and the territorial division without the knowledge and consent of the Nagas. We celebrate this monumental day to contemplate as to why we feel proud and fortunate to be Nagas and to rededicate ourselves to pursue with more vigour and

vitality the Naga National Cause. Looking at our Naga history, we have been fierce lovers of freedom and equality. Our ancestors believed that these are unquestionable values and principles by which people should live by and live for. Each village enjoyed unquestionable freedom and no matter how powerful a village maybe, it does not go on conquering other villages and threatening them into submission. We even lack such colonial-imperial vocabularies as “submission” or “surrender”. It’s true that powerful or mother villages were recognised in terms of certain nominal tax or tribute, however, the practice was more of recognition either of their political leadership or for customary roles rather than surrender of their autonomy. In other words, autonomy and freedom of any Naga village was non-negotiable and inalienable. The occasion is an opportunity for our people to ponder on our foundational and fundamental belief and principle, the legitimate right of the Nagas to choose our own destiny and also bring to the attention of the world that the Nagas still continue to suffer against her will in the imperialistic hands of occupational forces, viz., India and Myanmar. Modern civilization values, including democratic values, have thus far failed to truly, and sadly so, educate these occupational forces that no people group, big or small, can be forced to live un-

der the domination of another against her desire. In spite of our unfulfilled dream and aspiration to live as a free nation, we still remain proud and continue to live with dignity because on this day, sixty four years ago, the Naga people boldly stood up to express our resentment against the dehumanizing practice of imperialism. At times, it appears that we are fast forgetting our self-defining history of struggle but let us remind ourselves that we are a group of people resolutely determined and committed to live as free people, free to be who we are and who we want to be. For it would be ignominious to turn our back to the great event in history that took place on this day, where the citizens of Nagaland, from the mountain tops to the valleys, courageously registered themselves to live as a free and independent nation. The Naga Plebiscite of 16th May, 1951 is a pillar on which our rights and aspirations are embedded, a foundational pillar which cannot be undone and which will not perish so long as heaven and earth exist. May the Almighty God who guided our people in the past and gave us courage to so boldly declare to the world that we are a free and sovereign nation to guide our path and instil the same desire in each one of us today as we celebrate and commemorate the Naga Plebiscite Day. Speech on the occasion of National Plebiscite Day Z. Royim Yimchungrü, Acting President of Naga National Council Dear Naga people, On this important occasion of the 64th Naga National Plebiscite Observation Day, 16th May 2015, I greet all the Naga people on behalf of Naga National Council. More than six decades have now passed since our forefathers democratically expressed their overwhelming wish for an Independent state of Nagainhabited land. But despite the passage of time, I am sure all the Naga people remember and observe our right to democratic freedom as endorsed by our people. This right of ours cannot be challenged or changed as we have stood firm for sixty four long years awaiting recognition by the Government of India in particular and the world at large. Let us therefore unite to express our democratic right to freedom in a unified fashion once again. Not as different factions but as a whole. Without genuine national unity, no faction or factions will bring sovereignty to our homeland by negotiation or by armed conflict. This fact must be realised by one and all, especially the Naga National Political Groups, who must cast aside displays of hate, stubbornness and adamant attitudes. To achieve our right to freedom of sovereignty, the Naga

civil societies and NGOs should fully stand behind the Naga cause, instead of indulging in destructive criticism or action against the Naga National Political Groups The Naga National Council fully stood for Naga National Unity as some of civil societies and NGOs in the homeland are also standing for and working for this very objective. But the NNC cautions the responsible people to be inclusive and avoid bias in order to succeed in achieving our goals. It is very unfortunate that the people who are working with well-wishers and supporters abroad could not bring any concrete formula to achieve results in the interest of all Naga inhabited areas. Therefore the NNC appeals with sincere heart for these people to take a firm stand without further delay, so that some tangible results may materialize. The NNC have been observing all the time that some people working are ignorantly in favour of politically committed people and requests them to stop as our unity and freedom is the most urgent and important objective to be achieved. It is also very unfortunate that Naga National political groups often divide and subdivide themselves at this stage of crisis in the homeland, a trend

that is totally counterproductive. This ugly and destructive trend of divisions should not create further bloodshed amongst the national workers who should instead unite in the best interest of our freedom. The NNC is happy today that even in the midst of all troubles and problems, the highly educated intellectuals are taking interest in the national affairs of Naga freedom. The NNC appreciates their initiative in writing with authority on world politics of relevance. The NNC welcomes such activities of intellectuals in relation with our political freedom. The NNC is looking forward to the day when such intellectuals to come forward to shoulder the National responsibility in our political affairs for the betterment of the homeland. The world political affairs are rapidly changing very fast with modern technology and mass movements for change in societies and nations around the world. Therefore once the Naga National political groups are united to stand firmly to speak with one voice about our freedom, then our political freedom of recognition in reality will surely take place. Therefore let us achieve this united stand politically in order to save our people and blessed land from peril before it is too late. may our living God bless

and save the Naga people for His glory I must speak out today ask each and everyone to appreciate and support one another instead of indulging in back biting, hatred, and jealousy. Worst of all is the destructive criticism by members, workers and responsible officials in the NNC set-up. This is something that we the leaders face all the time while working tirelessly for the salvation of our people and Nation. This is the saddest part - that we the leaders are facing all the odds and dangers within and outside instead of receiving appreciation and love. Our people especially the members and workers are becoming so evil and selfish now in the Nation- building struggle for freedom. May God Almighty correct and cleanse our workers so that they work and build our nation instead of indulging in negative activities. The Naga National Council being the Parent Body of the Nagas represents all the Naga political rights and stands for the whole Naga people, NNC stands clean and clear with regard to the Nation's historical and political rights for freedom. Therefore, every Naga citizen should respect and stand for the Parent Body for the salvation of our sovereign state of Nagaland.

The Thrill is Gone: Farewell to the King of blues Patrick Doyle

B

.B. King, the larger-than-life guitarist and singer who helped popularize electric blues and brought it to audiences for more than six decades, died Thursday in Las Vegas. He was 89. King, who was diagnosed with diabetes nearly 30 years ago, was hospitalized last month due to dehydration. Last October, he was forced to cancel eight tour dates for dehydration and exhaustion. His attorney, Brent Bryson, confirmed his death to the Associated Press. Into his late eighties, King toured the world year-round as the unrivaled ambassador of the blues. His indelible style – a throaty, throttling vocal howl paired with a ringing single-note vibrato sound played on his electric guitar named Lucille – defined the genre. He won 15 Grammy Awards and was inducted into the Rock and Roll Hall of Fame in 1987. "He is without a doubt the most important artist the blues has ever produced," Eric Clapton wrote in his 2008 biography, "and the most humble and genuine man you would ever wish to meet. In terms of scale or stature, I believe that if Robert Johnson was reincarnated, he is probably B.B. King." King didn't do anything small; his excesses included food, women, (he claimed to have fathered 15 children by 15 different partners) and gambling (he moved to Las Vegas in 1975). His sound was also big: Speaking about "When Love Comes to Town," U2's 1988 duet with King, Bono

of All Time. King's songs mixed wry humor and deep-rooted soul. In the Seventies, King also recorded albums with longtime friend and onetime chauffeur Bobby Bland, 1974's Together for the First Time...Live and 1976's Together Again... Live, and Stevie Wonder produced his 1973 song "To Know You Is to Love You." In 1988, he recorded "When Love Comes To Town" for U2's album Rattle and Hum. Bono later recalled an anecdote from the session: "When we were working, we were showing him the chords and he said,' gentlemen. I don't do chords. I do this [referencing King's soloing style]. There's a lesson in that. He is, as Keith Richards describes, a specialist." Said King, "Blues pur-

Often shows go in the fast forward mode due to plummeting viewership, but "Diya Aur Baati Hum" is one such show which took a leap despite enjoying a good response. Deepika says the idea was to bring in "something different to the audience". "It's only natural to move to the next phase of life, from getting married to excelling at work, and then the obvious next step was motherhood for (my

character) Sandhya. So, the leap was introduced in the story to show a new phase in her life," Deepika added. Other shows which took a leap in recent times include "Meri Aashiqui Tum Se Hi" and "Qubool Hai". The leap formula is not only in demand for soap operas. Entertainers like "F.I.R.", "Lapataganj", "Chandragupta Maurya" and "Mahabharat" have also experimented with it in recent times. The Other Side of the Moon & The Odd Couple (Short stories)

- Rev. Fr. Joe Dias, Former Principal, St. Xavier College, Mumbai.

Tom Hardy and Charlize Theron take on the apocalypse in this breathtaking reboot

the fanatical fantasy of an erotic afterlife: "I live, I die. I live again!" The plot really goes vroom when Joe's trusted ally Furiosa (Charlize Theron), a warrior with a mechanical left arm, goes rogue and takes off in an armored truck with Joe's five breeder wives, played by Rosie Huntington-Whiteley, Zoe Kravitz,

Abbey Lee, Courtney Eaton and Riley Keough. (Keough is Elvis' grandkid – how's that for iconography?) In hot pursuit are the war boys, led by Nux (a terrific Nicholas Hoult). The boys lash Max to a speeding car while tapping his arm for a grisly blood transfusion. Exposition has no place in a plot – cooked up by

Miller and co-writers Brendan McCarthy and Nico Lathouris – that's rooted in three words: Go! Go! Go! That the characters come through so vividly is a tribute to the actors. At first, Hardy is stuck behind a mask, similar to the muzzle he wore as Bane in The Dark Knight Rises. "I bet you want that damn thing off your face," says Furiosa. When she sees him whole, Furiosa forms a bond with Max that's all in the eyes. Forget dialogue. Miller does. Hardy and Theron make a dynamite team, but this is Theron's show. She's a knockout in a sensational performance that blends grit and gravity and becomes the film's bruised heart and soul. The feminist core may surprise fanboys, but it lifts the film far above the testosterone herd. As Furiosa seeks redemption with Max at her side, Miller keeps the images coming at you like a

meteor shower, from a ferocious sandstorm to war boys catapulting from vehicle to vehicle and the scalding sight of a dude shredding his guitar as the world burns. Miller downplays green-screens and digital effects. He wants it real. The stunt work is state-of-the-art as bodies and vehicles collide against a tangible landscape. The film was mostly shot in Africa's Namib Desert by the gifted John Seale (The Perfect Storm, The English Patient), 72. Miller coaxed Seale out of retirement for the occasion. And what a rare occasion it is, with award-caliber contributions from editor Margaret Sixel, Miller's wife, to the wondrous, witty costumes of Jenny Bevin and the tumultuous score by Dutch master Junkie XL. Mad Max: Fury Road kicked my ass hard. It'll kick yours. So get prepped for a new action classic. You won't know what hit you.

B.B." Some of King's greatest recordings are live albums, including Live in Japan and Live at Cook County Jail, which showcase his masterful delivery and playful, old school showmanship. In the late Sixties, King moved to New York and started working with manager Sid Seidenberg, who helped curb his gambling habit and got him in the studio with bigger producers. The hits that followed included 1968's "Paid the Cost to Be the Boss," 1969's cutting social commentary "Why I Sing the Blues" and "Thrill Is Gone" (originally recorded in 1951 by Roy Hawkins), a spooky minor-key stomp with string overdubs that earned King a Grammy in 1970 and was named Number 183 on Rolling Stone's 500 Greatest Songs

than 65 years on the road, playing more than 300 shows a year until cutting back to around a 100 during the last decade. "We worked our asses off from '63 to '66, right through those three years, nonstop," Keith Richards once said. "I believe we had two weeks off. That's nothing, I mean I tell that to B.B. King and he'll say, 'I been doing it for years.'" King was also an entertainer off stage, regularly holding meet and greets, where he chatted with fans and "guitar kids," as he called them, long after the house lights turned on. "At the Crossroads concerts, the first one I did, I was a nervous wreck," Gary Clark Jr. told Rolling Stone last year. "It was a big day for me. I walked across the stage and B.B. kind of grabbed my hand, looked up at me, and just kind of nodded. That was one of those moments where I was like, 'B.B. King is smiling at me. Everything is going to be all right. Yeah, I can go on with my life." King was also an avid reader and Internet enthusiast who once schooled a young reporter on how to transfer vinyl to MP3. "Gosh, I don't know how I lived without it!" he once said of the computer. "I'm slower," he told Rolling Stone in 2013. "As you get older, your fingers sometimes swell. But I've missed 18 days in 65 years. Sometimes guys will just take off; I've never done that. If I'm booked to play, I go and play." He added, "The crowds treat me like my last name. When I go onstage people usually stand up, I never ask them to, but they do. They stand up and they don't know how much I appreciate it."

a five years jump in "Balika Vadhu", and nine years' jump in "Yeh Rishta Kya Kehlata Hai". Actress Deepika Singh, popular as IPS officer Sandhya Rathi of "Diya Aur Baati Hum", says the leap formula gives a "different and fresh" shape to the story without deflecting a show's concept. Fury Road Review ow to describe the brutal and brilliant cinematic fireball that director George Miller hurls at us in Mad Max: Fury Road? Try hell on wheels, given the vehicular obsession that drives the film. It's been 30 years since Miller, 70, moved on from the Mad Max trilogy that starred Mel Gibson as Max Rockatansky, a road warrior seeking vengeance for his murdered family. The place? A dystopian wasteland ruled by bike gangs and outlaws of every sadistic stripe. In the years since, Miller – an Aussie ER-doctor-turnedfilmmaker – has gone on to the family-friendly oasis of Babe: Pig in the City and the animated penguins of two Happy Feetmusical hits. Welcome back, George. We missed you in the land of the dark and twisted. The long-incubating Mad Max: Fury Road is an R-rat-

something. It communicates with me." In the Sixties, the success of blues-influenced British bands helped broaden King's appeal. He began to perform for white rock audiences with acts like the Rolling Stones and Eric Clapton. Around this time, his sound started to change. When Rolling Stone included King among the 100 Greatest Guitarists, Billy Gibbons of ZZ Top said, "There was a turning point, around the time of [1965's] Live at the Regal, when his sound took on a personality that is untampered with today – this roundish tone, where the front pickup is out of phase with the rear pickup. And B.B. still plays a Gibson amplifier that is long out of production. His sound comes from that combination. It's just

the coming decades, including 1954's "You Upset Me Baby," 1959's "Sweet Sixteen." One night in 1949, King was performing at a dance in Twist, Arkansas, when two men started fighting over a woman named Lucille and set the club on fire by knocking over the kerosene stove. The place was evacuated, but King rushed back inside to retrieve his guitar, which he dubbed Lucille. Despite being married twice, King has said that Lucille was his true love, and he called every guitar he owned after that Lucille as well. "'Lucille' is real," King once wrote. "When I play her, it's almost like hearing words, and of course, naturally I hear cries. I'd be playing sometimes as I'd play, it seems like it almost has a conversation with me. It tells you

ists never cared for me. I don't worry about it. I think if it this way: When I made 'Three O' Clock Blues', they were not there. The people out there made the tune. And blues purists just wrote about it. The people is who I'm trying to satisfy." King' style – marked by his signature ringing, vibrato notes – became a hallmark of blues playing, imitated by everyone from Clapton to Buddy Guy. "I always liked the steel guitar. I also love the guys that play the bottleneck," King said. "But I could never do it; I never made it do what I want. So every time I would pick up the guitar, I 'd shake my hand and trill it a bit. For some strange reason my ears would say to me that sounds similar to what those guys were doing. I can't pick up the guitar now without doing it. So that's how I got into making my sound. It was nothing pretty. Just trying to please myself. I heard that sound." "Very seldom does he talks about the way he play, man," Buddy Guy told Rolling Stone last year. "He always wanna talk about young women. And I fuss at him sometimes, I say, 'Man I wanna know what did you do here!'" In 1991, B.B. King's Blues Club opened in Memphis. Soon, he'd have clubs throughout the country. He continued to enjoy commercial success late into his career. In 2000, Riding With the King, an album recorded with Eric Clapton, topped the Blues Albums chart and went double-platinum. A 1998 Rolling Stone feature by Gerri Hirshey estimated that King had played more than 15,000 concerts. He spent more

We had learned and absorbed, but the more we tried to be like B.B., the less convincing we were." He was born Riley B. King in Itta Bena, Mississippi, on September 16th, 1925. His young parents divorced when he was five and his mother died when he was nine, leaving him to be raised by his maternal grandmother. King dropped out of school in tenth grade (though he vigorously studied math and languages until late in his life) and earned a living picking cotton for a penny a pound and singing gospel songs on a local street corner. He married at 17. "I guess I was looking for love, because I never had anybody I believed truly loved me," he told Rolling Stone in 1998. It was the first of two failed marriages. "Since my early childhood, I had a problem trying to open up. Please open me up. Look inside! 'Cause I can't. I don't know how to." In 1948, King was living in Memphis working as a tractor driver when he landed a gig on Sonny Boy Williamson's local radio show. That led to a job at a popular West Memphis juke joint playing six nights a week, earning $12 a night, In Memphis, he met artists like Louis Jordan and T-Bone Walker, where he heard electric guitar for the first time. "T-Bone was, to me, that sound of being in heaven," he said. King scored his first Number One hit in 1951 with "3 O' Clock Blues." Dozens more followed in

hese are samples taken from assignment papers on lesson-plans submitted by in-service teachertrainees at a DIET in Nagaland. It must be noted that a minimum of three years teaching experience is a pre-requisite for admittance to these training programs and also that these samples are taken from assignment papers, not exam-papers. A Lecturer who worked for a few months at a government middle school spoke of her experience. On her first day with class-VII students, a few minutes of interaction prompted her to give them a classwork. She asked them to write the English alphabet. The results of the students’ exertions over the simple task confirmed her suspicions. None of the papers were error-free and the errors were of the kind not usually expected at that level of class – capital letters and small letters jumbled together, letters written backwards, dotted capital Is etc. As college teachers, we are

E

often questioned about the effectiveness of our labours. “Your graduates can barely write a sentence correctly. What are you teaching in your classrooms?” is a comment frequently thrown at us. Our collective answer is that we wrestle with the products of the kind of schools and teachers already mentioned. When building a house, we usually do not start at the roof. We begin at the bottom, first making sure that that the foundation is firm and strong enough to support the kind of structure we have in mind. Because experience has taught us that that houses with unstable foundations have an inconvenient tendency to shake and tumble at the slightest stress. So are we questioning the quality of our ‘Educated’? Are we pondering over the causes? Are we demanding that our ‘Literate’ be articulate in speech and proficient and prolific in writing? Are we outraged that “the most pampered and overpaid government servants” (as college teachers have been called by certain powers-that-be at our State Capital) are not delivering? Are we demanding a revolution? Wonderful! Let there be a revolution! Overhaul the system! Let’s start at the foundations. It is not only Government Schools which are questionable. The English teacher at our private ‘English’ school taught the subject in nouns-pronouns-hmms-hahs and vigorous head-nodding. The English-workbook was assigned to a Hindi teacher who wisely never approached the book. Today many of the products of this wonderful establishment can barely

compose a casual paragraph in English. My own life as a teacher is a daily struggle. So, determined that my child should not go through life with this impediment, I enrolled him at a very expensive and much hyped ‘branded’ school. His stay at the school was mercifully brief owing to the hairrising, toe-curling sentences composed by the teachers that filled his notebooks. My experience with the particular school and the subsequent quest for a suitable school convinced me that even in these very progressive times the quality of teachers in our schools have not progressed much. And given these pathetic foundations what can we expect from the houses we build? Although some genuine efforts are being made by a sincere few to provide quality foundations, for the majority it is either beyond reach or too late. How long must this continue? In the structure of Education, college education would be like the rafters; they provide a support for the roof but they are not expected to give a radical change to the size of the house or to fix a weak structure. Three years of college can determine the university that may accept the graduate but it cannot remedy what has been steadily undermined during the most formative years of a student’s life. We have a sea of ‘bogus teachers’, ’ghost teachers’, ’aggrieved teachers’ ’humanitarian-ground teachers’, ’political-candidate teachers’, ‘landowner teachers’, ‘timepass teachers’ what have you. In the vicious cycle that passes for education in Nagaland, the products of this motley bunch’s inepti-

tude move on to inflict the next generation and on and on it goes. The result is of course generations of semi-literate degree-holders who do not even have the means to articulate their angst because in the process of their ‘English Education’ they lose their mother-tongue and replace it with something similar to English but without its structure or richness. Thus we are not only severely limited in our expression but our utterances are embarrassing and the struggle to express a painful process. The situation begs this question; If Hindi teachers are specially trained in the language, why not English teachers? English is, after all, more than a subject; it is meant to be used as a communicative language. It is not our mothertongue but it is the key to the door of all possibilities. Should we be so careless in the treatment of this allimportant key? Supposing we stock our schools with trained and qualified English teachers. Supposing young and receptive minds imbibe the language in all its richness and vigour. Imagine what a difference it could make to the quality of the college classrooms. College teachers could actually engage in something besides teaching basic grammar! We think in language and language give expression to thought – the first step towards a realisation of dreams. How many more generations of dreams shall remain petrified in minds crippled by a mangled teaching of a beautiful language? Alemtula Longchar Department of English, Dimapur Government College

Peace that comes dropping slow

very now and then, I invest in a connection with a dear friend. It could be a long phone call or a two-day visit. We have done this for many years now. Each meeting recharges my batteries. I know she is God-given. Her spirit is a good spirit, a spirit full of sweetness and light. In my mind’s eye is a picture of her in her gracious home, bedrooms that smell of lavender and have their own lilac print curtains at the windows. There is generosity everywhere. We sit in her kitchen table and eat her mother’s Ao cooking and it feels good and right. When night falls, and the frogs come calling at the neighbouring stream, I am reminded of Yeats’ moving poem below, The lake isle of Innisfree I will arise and go now, and go to Innisfree And a small cabin build there, of clay and wattles made; Nine bean-rows will I have there, a hive for the honey-bee And live alone in the bee-loud glade. And I shall have peace there, for peace comes dropping slow; Dropping from the veils of the morning to where the cricket sings; There midnight’s all a-glimmer, and noon a purple glow, And evening full of the linnet’s wings.

I will arise and go now, for always night and day I hear lake water lapping with low sounds by the shore; While I stand on the roadway, or on the pavements grey, I hear it in the deep heart’s core. The poem is full of peace, and that is what I receive in the company of my dear friend. She does live by a stream with its own water sounds

that soothe my soul. In winter the grass is wet from dew and there is a purple headed plant that lends a purple glow to the estate. They have no linnets but dragonflies rainbow the grasses when they flit in droves from stalk to stalk. This is my Innisfree, the one I hear in my heart’s core and long to go to. I treasure this friendship. It reminds me of the people who meet their angels when they are in difficult times of their life, be it bereavement or desperate periods. They spoke about the great comfort they received when their an-

gels ministered to them. They felt uncommon safety in their presence. There were no secrets between them, and no sense of condemnation or accusation, only deep love and care. I feel that way with my friend. There is the same offer of understanding and acceptance. I don’t have to act pious and virtuous. I can be me with her. There is such a liberty in being accepted for what I am; honesty exists between us that creates trust. Our friendship has lasted years. It didn’t take time to develop; it took effort to keep it going, because a friendship is an investment. At the same time, it is the most worthwhile investment. I trust my friend. I know she has got my back. I unload and the older we grow, the closer our loads are. There is always something that I learn from her. There is always something that I give her which she turns into something more beautiful. Christ dwells in her richly and fully. She abounds in the unconditional love of Christ that reaches out and loves those who are in need of it. I feel that and it makes me long for my Innisfree when I am burdened by myself. I bless her, my friend who is full of grace, and full of care, my friend who is a mirror of her heavenly father whatever she does. She has her faults too, like the rest of us do. But that’s why I can go to her and find non judgmental acceptance. She has my back. And I have hers.

To the Ministers & MLAs of Nagaland Hanso Chang: Respected Sirs, I would like to ink down few words for your information and necessary action please. That sirs, being a mere public my knowledge of understanding is limited. But still then I want to share a few words which I find very genuine and I'm sure you won't even bother to listen but here it goes. Do you remember the promises that you made during the last general election? Was it simply a kind of mock drill to know whether you are a good orator, I wonder. Now you are a gentleman with all those suit-boot, vehicle body guard. Wow! Now that you are living a luxurious life. Villagers and mere guy like me seems to be of less important to you naki. See, I'm not against how you live or what you eat and shit. I'm not against your comfy life. But I'm against your words and those moral grounds that you have lost. People elected you not because they don't have anything to eat but because they want their place, district, village to be well developed. Tell me can you take away the wealth that you have after your death?? You are as poor as a beggar after your death. It is this pathetic people that'll bury you and pray for your soul to RIP. So, if you think that you are son of a human being kindly note. That you are an elected representative of the people, by the people, and you are for the people. I know your relatives, I know your ancestor, you struggled worse than us. I have your bio-data converted into a disk. Your dream of becoming a MLA was totally out of question had we not voted you to power. In my eye you still have the same status like before. Secondly, That Sirs, in the name of FREEDOM, INDEPENDENCE, SOVEREIGN-REPUBLIC how many times you'll lie and cheat the common man. Your political ideology is one of the worse ideologies I have ever seen. It is not even in the list of ideologies. But, Sirs I really appreciate the speeches that you give in some gathering yet "You should teach what you practise" didn't your teacher tell you that. Oh! Sorry! I forgot... That, During your schooling days you hardly had any class room. But shockingly that school is same as it was back in 20 years when you were studying. Please allocate some schemes/funds if you can. Anyway, coming back to our discussion yeah public speech. We heard you many times talking about corruption. Sometimes I wonder may be you are using some other kind of dictionary that contains the different meaning of corruption. "Manu be Minister toh" That Sirs, the road condition is still the same. During you fathers time it was same and till now it is same. No change at all, to your favour, now we don't bother much about the road condition. As well as we are tired of approaching you. Even to think about a better road condition makes us feel like puking. That sirs, the people of Nagaland still expects you to bring a change. Nagaland being a Christian state 'People' are ever ready to forgive you and pray for your long life. The soldiers of Nagaland are ever ready to sacrifice for you. Only if you could bring the change that people expected to see for the last 50 years. Are you really willing to work for the people of Nagaland. Why are you showing so much of ignorance and negligence to your own people? Nothing last forever therefore if this goes on your government is doomed to dead in next election! Lastly, but not the least, I on behalf of the common people face-book users organisation would like to invite you to grace the newly constructed face book page. Hope to see you soon. Sincerely Yours Mere Publicto

Harry S. Truman: In 1950 a congressman called Mr. Graham and asked, “Would you like to meet the President?” This led to their first meeting and prayer together. Years later, Truman warmly received the Evangelist at his personal home.

Kennedy made the fateful trip to Dallas in 1963, Mr. Graham "had an inner foreboding that something terrible was going to happen" to the president while there.

In the last year of Nixon’s presidency, the Evangelist did not get to see him. Someone on the White House later relayed that Nixon said, “Don’t let Billy Graham near me, I don’t want him tarred with Watergate.”

Dwight D. Eisenhower: Mr. Graham said,“Eisenhower was the first President that really asked my counsel in depth when he was sending troops into Little Rock.” Just before Eisenhower died, Mr. Graham was invited to see him at Walter Reed Hospital. Bill Clinton: “Billy and Ruth Graham have practiced the ministry of…being friends with Presidents of both parties…always completely private, always completely genuine.” Mr. Graham stood by Hillary Clinton when her husband was accused of infidelity. George W. Bush said that a turning point in his faith came during a private talk with Mr. Graham along the coast of Maine in 1985. The Evangelist’s words planted the “mustard seed in my soul” that eventually led to a decision to “recommit my heart to Jesus Christ,” he wrote. On October 19, 2012, the Billy Graham Evangelistic Association launched a campaign encouraging Americans to vote for biblical values. His message reads: The legacy we leave behind for

our children, grandchildren and this great nation is crucial. As I approach my 94th birthday, I realize this election could be my last. I believe it is vitally important that we cast our ballots for candidates who base their decisions on biblical principles and support the nation of Israel. I urge you to vote for those who protect the sanctity of life and support the biblical definition of marriage between a man and a woman. Vote for biblical values this November 6, and pray with me that America will remain one nation under God. Towards the later part of his life, Graham expressed his wish to have been more politically neutral and non-partisan throughout his ministry. In a cable television interview, he said, “I’m not making any [political] endorsements, and I’m staying out of partisan politics. I’m grateful for our system of government, and I strongly urge people to vote--but I don't endorse any candidate." Okay, so now what? Many of us may not realize this, but our preachers are truly nation builders. So, value their service with the highest regard and support them generously. Ghotoli Kiba: An ironic caption is what I have chosen to narrate our Naga History in brief. To start with, the British rewarded our loyalty to side with them in Second World War with abandonment to Indian Imperialism. But we have our own irony within the family too. In the 60's, the whole Naga area in the Indian side was under Indian army operation hidden from the outside world, so with no place to hide, Phizo and many Naga nationalist hid in the remote Naga village in the Eastern side of Naga inhabited area, which is now in Burma according to boundary demarcated. Again in the 80's, Naga freedom fighters Issac, Muivah and many others hid again, in the eastern Naga territory, which now happen to be in Burma according to boundary demarcated. But first let me make it clear that Naga inhabited area both in Burma side and India side belongs to Nagas. Nagas whichever side we maybe, we are only divided by boundary created by Burmese and Indian leaders without our consent. The international boundary of India and Burma running through the Angh(King) house in Longwa and many Naga villages territory is a sign of stupidity, an act of Human Rights violation. My point is, Nagas wherever boundary may have dispersed us, we still are a family. The boundary is made by aliens (foreigners) not us, so let not the boundary separate us. My frustration is when Nagas in Nagaland and Indian side make stupid comments, calling our Naga brethren in Burma side (not by choice they made) as Burma Naga and telling them to mind their own business. Hey, this is stupidity in all its height and sign of ungratefulness, remember we are not Burmese Naga or India Naga, we are Nagas of Nagalim or Nagaland (meaning the whole Naga inhabited area and not just Nagaland state which is under India right now). Please remember the Nagas who are right now in Burma side by men made territory of foreigners, gave shelter, food, comfort and protection to our Naga Freedom fighters from western side (meaning Indian side) when they had no place to hide. So don't repay betrayal and ungratefulness to your own family who stood with you in the most troubled times of army operation. Family stands together in good and bad times. United we stand, divided we are trampled upon. Don't allow the enemy doctrine to divide us, as Burma Nagas and Indian Nagas. We are God's own chosen Nagas. God Bless united Nagas not divided Nagas. India, China ink 24 agreements, discuss border issue

Modi and Li try hand at selfie diplomacy

Beijing, May 15 (reUTerS): In a rare show of everyman charm from one of China's most elite politicians, Premier Li Keqiang appeared in a grinning selfie with visiting Indian Prime Minister Narendra Modi on Friday. Modi, who is visiting China this week to boost economic ties and discuss a persistent border dispute, is known for being at ease with social media, including a large follower

base on Twitter. But such spontaneous displays online are rare for leaders in China, where discussion of politicians' personal lives is taboo and details such as their exact birthdates are considered a state secret. The selfie, which shows the leaders at a historical site smiling shoulder to shoulder, with Li squinting slightly in the sunlight, was posted on Modi's Chinese microblog account.

He spent the day in talks with Li during his three-day trip and is set to travel to the economic powerhouse of Shanghai on Saturday. Modi set up an account on the microblogging site Weibo, China's answer to Twitter, ahead of his trip, prompting a flurry of mostly sceptical messages from the Chinese public. China's leadership has experimented with more unscripted interactions in recent years.

NOTICE Indian Prime Minister, Narendra Modi and Chinese Premier Li Keqiang taking a selfie on Friday.

Beijing, May 15 (ianS): The vexed IndiaChina boundary issue failed to see much progress as both sides reiterated their position to seek "a fair, reasonable and mutually acceptable solution as early as possible" after talks between Prime Minister Narendra Modi and Premier Li Keqiang here on Friday that saw both countries ink 24 agreements, including to boost people-to-people connect. Modi, who held oneon-one and later delegation level talks with Li here, said he had held candid, constructive and friendly talks with the Chinese leadership that covered all issues, including "those that trouble smooth development of relations". On Thursday, Modi held summit level talks with President Xi Jinping in Xi'an during which all issues were discussed. Modi said he had "stressed the need for China to reconsider its approach on some of the issues that hold us back from realizing full potential of our partnership" and that Beijing should "take a strategic and long term view of our relations. I found the Chinese leadership responsive". Modi said both sides reiterated their "strong commitment to make all efforts to maintain peace and tranquility in the border region". "I found sensitivity to

our concerns on this issue and interest in further intensifying confidence building measures. I also reiterated the importance of clarification of Line of Actual Control in this regard," said Modi. He said had sought "tangible progress" on issues relating to visa policy and trans-border rivers and that he had discussed "some of our regional concerns". The joint statement issued said that an early settlement of the boundary question should be pursued as a strategic objective and that both countries are "determined to actively seek a political settlement" of the issue. Both sides noted the progress in talks by the special representatives on the border issue and "reaffirmed the commitment to abide by the three-stage process for the settlement of the boundary question, and continuously push forward negotiation on the framework for a boundary settlement based on the outcomes and common understanding achieved so far. They said their differences "should not be allowed to come in the way of continued development of bilateral relations" and agreed to expand the exchanges between the border commanders, and establish border personnel meeting points in all

sectors of the India-China border areas. The statement said that India-China ties "are poised to play a defining role in the 21st Century in Asia and indeed, globally" and that both "agreed that the process of the two countries pursuing their respective national developmental goals and security interests must unfold in a mutually supportive manner with both showing mutual respect and sensitivity to each other's concerns, interests and aspirations". On bilateral trade, both agreed to take necessary measures to remove impediments, facilitate greater market access to each other's economies and also resolved to take measures to alleviate the skewed bilateral trade. The two sides inked agreements on setting up provincial partnership between Karnataka and Sichuan and sister-city relationships between Aurangabad-Dunhuang, Chennai-Chongqing and Hyderabad-Qingdao. Modi said both President Xi and Premier Li "were very receptive to the specific concerns I had raised on our growing trade deficit. We look forward to early impact on the ground". He said their decision to open consulates in Chengdu and Chennai reflects the growing mutual confi-

dence and shared commitment to expand their bilateral ties. Later, inaugurating the first India-China Forum of State and Provincial Leaders here, Modi said that greater cooperation between India and China at the state and provincial level would help translate the vision of enhancing cooperation into reality besides promoting greater peopleto-people contacts. He described the forum as "a new vehicle for advancing cooperation between our two countries". Modi said Chinese President Xi Jinping has spoken in terms of $20 billion of Chinese investments in India over the next five years during his visit to India last year. "President spoke of 20 billion dollars of Chinese investments over the next five years. Some of the business agreements will take shape in Shanghai tomorrow (Saturday)," he said. On Thursday, Modi and Xi held "extremely productive" summit level talks during which the border issue, the widening trade imbalance and "strengthening trust" were high on the agenda. Modi arrived in Beijing late Thursday on the second leg of his visit and tweeted his "special thanks" to Xi for an "extremely productive meeting" earlier in the day in Xi'an.

Acche din' for Modi, not for people: Rahul nirMal, May 15 (ianS): Targetting Prime Minister Narendra Modi, Congress vice president Rahul Gandhi on Friday said "acche din" have come for Modi and few businessmen close to him and not for people. He also trained guns on Telangana Chief Minister K. Chandrasekhar Rao, terming him a "mini Modi". Addressing a public meeting at Wadial village near here, he came down heavily on both the leaders for neglecting farmers and for failing to deliver on their poll promises. Gandhi said Modi has five to six businessmen friends and the entire country was being run for them. "It is a government of selected people. It is a government of suit-boot and selected industrialists," he said after winding up 15-km long padyatra in Adilabad district to console families of farmers who committed suicide due to financial distress. On his first visit to Telangana after formation of a separate state, Gandhi covered five villages under his padyatra, which drew good response and boosted the morale of the opposition party. He consoled five families and gave them Rs.2 lakh each. "Acche din" have not come for people but for Modi, who is visiting different countries, he quipped. In another dig at Modi, he asked the crowd: "Is there anybody among you who wears a Rs.10 lakh suit." "Modiji wears it," he added. "One year has passed. Did anybody among you get a job which Modiji at centre and mini-Modi in Telangana had promised," he asked. The Congress vice chief claimed that wherever goes, people tell him that they committed a mistake by voting for the National Democratic Alliance. He said both the NDA and the Telanagana Rashtra Samithi had promised that they will change India and Telangana respectively but for-

got farmers who can bring the real change. Hitting out at the NDA government for proposed amendment to land acquisition law, the Congress leader said the government want to snatch the lands of farmers and give them to few industrialists who are close to Modi. "They want to snatch your land because land is gold. The price of land in coming years will increase manifold and this will benefit you and your children," he told farmers. Gandhi, however, clarified that his Congress party is not against development. "Industries should come. There should be partnership between industries, farmers and labourers. We are against crony capitalism. Crony capitalism means give everything to two to three industrialists," he told farmers. Hitting back at NDA and TRS for criticising him for meeting families of farmers who committed suicide, he said if Modi and Chandrasekhar Rao had visited them, there was no need for him to do so. Gandhi claimed that the Congress, while in power, always came to the rescue of farmers in times of natural calamities or to solve other problems. He recalled that the UPA government waived Rs.70,000 crore of farm loans, and also provided Rs.8 lakh crore bank loans to farmers in 10 years, thus increasing the agriculture credit by 700 percent. Congress' state unit president Uttam Kumar Reddy said 700 farmers committed suicide in the state during 11 months. Earlier, walking briskly, Gandhi completed his 'padyatra' in four hours in the backward district, about 200 km from Hyderabad. Despite being slightly indisposed, he completed his walkathon 'Kisan Sandesh Yatra', which was attended

by hundreds of party workers from across the state. The young leader launched the walkathon in the morning from Koratikal village, about four km from here. Clad in a white kurta-pyjama, he walked with party leaders, including Congress general secretary Digvijaya Singh and top functionaries of the party's Telangana unit. He met five families including a family of a person who returned from Gulf after being cheated by a travel agent. At Koratikal, he visited the house of Velma Rajeshwar, a farmer who committed suicide on May 2 following huge crop loss. He also met the wife and children of the farmer and consoled them. In Laxmanchanda village, he met families of two farmers who committed suicide. He also visited the house of Bandla Linganna and consoled his widow and children. Sitting on the floor with the family members of the farmer, he enquired about their problems. Gandhi, who arrived here on Thursday night after landing at Nanded in neighbouring Maharashtra, visited three other villages and interacted with the farmers. The Congress vice president, who undertook similar yatras in Punjab and Maharashtra earlier, left for Nanded by road after addressing public meeting. Gandhi's visit boosted the morale of party workers. There was discernible enthusiasm as party workers turned up in large numbers for the padyatra. Holding party flags and raising slogans, party activists accompanied him. The Special Protection Group (SPG) and police personnel had a tough time in controlling the crowd as the Congress leader freely mingled with the people and shook hands with them.

More than 800 migrants reach land JAKARTA, MAy 15 (AP): More than 800 migrants have landed on the shores of Indonesia and Thailand after being adrift at sea for weeks, authorities said Friday. They are among the few who have successfully sneaked past a wall of resistance mounted by Southeast Asian countries who have made it clear the boat people are not welcome. Several thousand refugees from Bangladesh and Myanmar — fleeing either poverty or persecution — are believed to be adrift on boats in the Andaman Sea in what has become a spiraling humanitarian crisis. In recent days, about 2,000 landed in Malaysia and Indonesia, but both countries then said they could not accept any more. Fishermen, however, towed two boats to Indonesia’s eastern Aceh province early Friday — one with nearly 700 people and another carrying 47, police said. The larger boat was on the verge of sinking when fishermen brought it to the fishing village of Langsa, according to Lt. Col Sunarya, who like many Indonesians uses only one name. He said everyone aboard was weak from hunger and dehydrated. About 25 kilometers (15 miles) south of Langsa, fishermen rescued the smaller boat carrying 47 Rohingya migrants, also dehydrated and hungry, said Aceh Tamiang police chief Dicky Sandoni. They were brought to a beach at Kuala Seruway village in Aceh’s Tamiang district. Separately, the Thai navy found 106 people, mostly men but including 15 women and two children, on a small island off the coast of Phang Nga province, an area known for its world-class scuba diving. “It’s not clear how they ended up on the island,” said Prayoon Rattanasenee, the Phang Nga provincial governor. The group said they were Rohingya migrants from Myanmar. “We are in the process of identifying if they were victims of human trafficking.” The plight of Myanmar’s 1.3 million Rohingya has worsened recently and in the last three years more than 120,000 members of the Muslim minority, who are intensely persecuted in Buddhist-majority Myanmar, have boarded ships to flee to other countries, paying huge sums to human traffickers. But faced with a regional crackdown on human trafficking, some captains and smugglers have abandoned their ships, leaving an estimated 6,000 refugees to fend for themselves, according to aid workers and human rights groups. U.N. Secretary-General Ban Ki-moon said he was “alarmed by reports that some countries may be refusing entry to boats carrying refugees and migrants,” according to a statement from his office Thursday. It said Ban urged governments in the region to “facilitate timely disembarkation and keep their borders and ports open in order to help the vulnerable people who are in need.” But the message from leaders of Southeast Asia on Thursday indicated that was not in the cards. Thai Prime Minister Gen. Prayuth Chan-ocha said his country couldn’t afford to host the refugees. “If we take them all in, then anyone who wants to come will come freely,” he said. “Where will the budget come from?” He had no suggestions as to where they should go, saying: “No one wants them.” Denied citizenship by national law, Myanmar’s Rohingya are effectively stateless. They have limited access to education or adequate health care and cannot move around freely. They have been attacked by the military and chased from their homes and land by extremist Buddhist mobs in a country that regards them as illegal settlers.

In hindsight, Jeb Bush admits, he wouldn’t have invaded Iraq TEMPE, MAy 15 (AP): After days of refusing to say whether, with the benefit of hindsight, he would have ordered the invasion of Iraq in 2003 as his brother did, Jeb Bush relented and said he would not have invaded. “If we’re all supposed to answer hypothetical questions, knowing what we know now, what would you have done?” Bush said Thursday with a twinge of annoyance while campaigning in Arizona. “I would have not engaged. I would not have gone into Iraq.” It was an answer the former Florida governor and likely Republican candidate for president had refused to give in several public appearances this week, even as most of his Republican rivals did so and criticized him for sidestepping the question. While Bush is expected to launch a formidable campaign, he faces a crowded field of Republican candidates. And while his last name is familiar to Americans, he must contend with the complex legacy of the dozen years his brother and father spent as president. Both George H.W. Bush and George W. Bush left the White House unpopular, with the U.S. economy mired in recessions. And both will always be linked to Iraq, where each ordered a military invasion. Jeb Bush said Thursday his resistance was caused both by loyalty to his older brother, who ordered the 2003 invasion, and to the families of those lost in the decadelong war. “I’m not going to go out of my way to say that my brother did this wrong or my dad did this wrong,” Bush said later Thursday in a speech to the Republican National Committee’s spring meeting in Phoenix. “It’s just not going to happen. I have a hard time with that. I love my family a lot.” That loyalty could cast a shadow over Bush’s all-butcertain presidential bid, where his family name is both his strongest political asset and liability. He would become the third member of his family to serve as president should he follow his father and brother to the White House. The Iraq war is among the most defining aspects of George W. Bush’s presidency. More than 4,400 U.S. service personnel died, with many more severely wounded, in a war that cost at least $1.7 trillion and was justified by faulty intelligence that Iraq possessed weapons of mass destruction. None were ever found. The upcoming presidential contest will likely yield other moments when Bush is asked uncomfortable questions about his brother’s time in office. Bush said he had not spoken to his brother before talking about Iraq on Thursday, but said the U.S. needs “to re-engage (in Iraq), and do it in a more forceful way.” Bush and other Republicans in the presidential mix often argue that President Barack Obama erred by so completely withdrawing U.S. forces from Iraq in 2011. Obama has sent a few thousand troops back into the country to help the Iraqi military fight Islamic State militants, and the next president is sure to face ongoing issues of stability there and elsewhere in the Middle East. “We can’t do this by remote control,” Bush said. As Bush struggled this week to address the issue, several Republican presidential prospects said definitively they would not have invaded Iraq based on information known today.

9 InternatIonal Burundi says it has arrested leader of failed coup Saturday

16 May 2015

BUJUMBURA, MAy 15 (REUTERS): Burundian forces arrested the leader of a failed coup on Friday, President Pierre Nkurunziza’s spokesman said, but anti-Nkurunziza protesters said they would return to the streets, setting the stage for more clashes. Major General Godefroid Niyombare was captured two days after announcing Nkurunziza had been overthrown, presidential spokesman Gervais Abayeho said.

“He has been arrested. He didn’t surrender,” Abayeho told Reuters. Earlier, Abayeho had said three other generals had been arrested but Niyombare was still on the run. Asked what would happen to the plotters, Abayeho said it was up to the justice system: “They will be held answerable.” Abayeho said the president was on his way to the capital Bujumbura from his rural home

province. Officials had said he arrived back in Burundi on Thursday, returning from a summit in Tanzania. Troops loyal to Nkurunziza appear to have succeeded in putting down the coup on Thursday, when there was fighting and gunfire in the streets of the capital. The attempted overthrow of the president follows more than two weeks of violent demonstrations by opponents who say Nku-

runziza has violated the constitution and a peace deal that ended civil war in 2005 by seeking a third five-year term. “Protests to reject the third term bid for Nkurunziza will continue,” said Gordien Niyungeko, deputy head of Focode, one of the 300 civil society groups that backed protests. “Our movement had nothing to do with the attempted coup.” A man with a gaping head

wound lay dead in a street in Butarere, a Bujumbura district that has been a hotbed for protests. Residents said police had shot him and wounded two others. There was no immediate police comment. During the past weeks of protests, police were often seen firing live rounds at demonstrators. Activists say more than 20 people were killed. Officials deny the police shot or killed demonstrators.

liverpool bids farewell to Gerrard Steve Douglas

AP Sports Writer

The Nagaland Softball Association has selected 13 players to participate in the Junior National Softball Championship to be held at Vasco Da Gama, Goa from May 19 to 24. The team led by Apeau Hinglak as team coach and Aosashi as team manager will be taking part in the Championship.

csK eye play-off security against Kings Xi punjab Mohali, May 15 (iaNS): Table-toppers Chennai Super Kings (CSK) will aim to confirm their play-off berth with a win against bottom-dwellers Kings XI Punjab in an Indian Premier League (IPL) match here on Sunday. It is CSK's last league match of the tournament, to be played at the Punjab Cricket Association (PCA) Stadium here. CSK have won eight of their 13 matches so far to sit prettily at the pole position in the standings with 16 points. CSK are virtually assured of a top four finish but a win on Saturday will guarantee them a top-two place, thereby avoiding the "Eliminator" match, to be played by the teams finishing third and fourth. As many as six teams are in fray for the play-offs and the proceedings of the match will be keenly followed by the other teams in contention. A Kings XI win will throw the play-off contest wide open. But that seems unlikely considering the position their opponents are in. They won just three of the 13 matches played, hopelessly occupying the last spot. The team has failed to play as a team with high-profile individuals neither doing justice to their own reputation or their team's. Their fate was sealed earlier but they have fought in their last match with pride, beating Royal Challengers Bangalore by 22 runs here on Wednesday. They would look to stage a repeat performance of that impressive win against CSK and pour cold water to CSK's aspirations. Adding fuel to their plans, would be CSK's six-wicket defeat against Delhi Daredevils in Raipur earlier this week. CSK will sweat at the sudden loss of form of their heavily-loaded batting arsenal which managed just 119 runs against Daredevils. CSK have to improve their batting performance to win what is a crucial tie for them but can't expect any favours from Punjab.

Plight of the patients at District Hospital Dimapur

A

The Morung Express

s a concerned citizen, I would like to know few things which are a matter of highly public importance regarding the deteriorating condition of the Dimapur District Hospital which is completely in a haphazard and a state of disarray. As per my knowledge from a reliable source, there is no Medical Superintendent to supervise/oversee the administration of the hospital at present. The recent demolition of the Dimapur District Hospital has left many poor patients helpless and shift in the makeshift shade without any proper amenities and facilities. Without any prior notice or arrangement, the poor people who are not well- enough to afford the comforts of private clinics has been left at the mercy of some unscrupulous higher ups of the state government and the medical authorities of our state. It is a very sorry state of affairs indeed that the medical authorities could not have taken in a systematic and orderly way or pre-informed the poor patients. The poor patient, many who come from poor villages have no proper toilets, electric supply, drinking water facilities etc. in this new makeshift camp. We know the rich and the affluent people can afford to go outside the state like for treatment for better facilities, hire an ambulance or a chopper in times of emergency. They can go anywhere to avail the state-of –the art medical facilities in any place of our country or even abroad. But what about the down-trodden, the deprived and the weaker sections of our community? Should they be treated like some animals just because they are poor? We all are aware that the Govt. Of India sends crores of rupees for health infrastructures, medical equipments, modern medicines but nowhere are these seen in our hospitals. The condition of the walls, furniture, facilities are in complete dilapidated state which words are unable to describe. Remember, no matter how mighty or strong we are, rich or powerful, we all have to face death one day, sooner or later and the size of our grave is going to be same. All human beings are created by God, whether they are rich or poor and playing with people’s lives just because they are poor is very wrong and should be ashamed to call ourselves as Christians. The doctors’ seems to be more interested in their private clinics rather than this hospital which is a saving grace and an abode of the helpless and the needy. A few hours of rounds in the hospital is enough for our doctors but they can spend almost the whole of their time in their privately run nursing homes and clinics. We have to ask our conscience if this is ethical and right either in the eyes of God or humanity? Some questions that arises in one’s mind and has been greatly disturbing my mind: 1. What is the time frame to complete the newly construction that is taking place will be complete? 2. Was some proper tender floated and a notice issued to the public for the ongoing contract works? Or was it just a hush thing of a departmental thing between some few higher-ups? 3.God forbid, but if some disaster like the Nepal earthquake happens in a place like ours, are our hospitals ready to take in and accommodate the injured and those needing medical aids? 4. Is the blood bank got enough reserves to face any emergency situation and donate blood to the victims? 5. If some unfortunate incidents like the Swine flu, Bird flu or March 5th incident happened in a large tragic scale, would this kind of random demolition and haphazard planning benefit the people? Or the people would have borne more unnecessary suffering because of the callous and careless attitude of people who makes this kind of decisions? Think for your people and not and about your own comforts is all I can plead in the larger interest of our society. May God bring a change of mindset of our leaders. Kuholy Chishi, Churches Colony, Dimapur.

Ask Liverpool fans what they'll miss most about Steven Gerrard when he leaves for the United States and they'll reel off a list of qualities that made their long-time captain one of the most revered players in English soccer. The spectacular goals. Those surging runs into the box. His indomitable spirit. His devotion to the club. Gerrard is regarded as a humble hometown icon in these parts, and that will ensure there will be an outpouring of emotion on Saturday when he plays at Anfield for the final time in a Liverpool shirt. Such is the demand for tickets for Gerrard's home farewell that some are being sold for more than 2,500 pounds ($3,950) on the internet. "I've been dreading this moment," Gerrard said Thursday, looking ahead to the game against Crystal Palace. "I'm going to miss it so much. The aim is to stay strong and avoid a few tears." Since making his debut in 1998 as a fresh-faced 18-year-old midfielder wearing a jersey far too big for him, Gerrard has played 708 games for Liverpool and scored 185 goals. He captained Liverpool to the Champions League title in 2005 — "the best night of my life, the pinnacle professionally" — and was voted the club's best player in a poll on its website in 2013. Liverpool has been his

teven Gerard (age 34) has committed his football career to Liverpool only for 17 years, a player to whom nothing seems impossible; he wears the No.8 shirt at Anfield. He has played much of his career as a central midfielder. He made his debut in 1998 and then played a key role in the squad, he was handed the captaincy in 2003, Gerrard made his international debut for the England national football team in 2000 Gerrard became the sixth player to win 100 caps for England in 2012, and is currently third in the country's all time appearance list. During his career he had also turned down the likes of Chelsea, Bayern Munich, Real Madrid and Inter Milan throughout his career. Gerrard made his 500th league appearance for life since he was 8, when he used to take two buses from his home to train at the club's academy, and he'll move to the Los Angeles Galaxy at the end of the season with a heavy heart. "I am not really one for attention," said Gerrard, one of Britain's most wellknown sportsmen. "I feel a bit sorry for my teammates. I can only apologize if it has all been about me this week." His final game will be against Stoke on May 24.

Liverpool in a goalless draw against West Brom on 25 April; he became only the third player ever to achieve 500 or more Premier Peague appearances for one club, after Ryan Giggs and former teammate Jamie Carragher. He is Liverpool’s sixth-top goal scorer of all time. The 34-year-old announced in January that he would be ending his 17-year professional association with his boyhood club at the end of the season, and shortly afterwards agreed to join the MLS champions. Gerrard admits his decision to leave was motivated by an unwillingness to become a fringe player. The midfielder has collected almost every club medal during 17 years. The one piece of silverware that eludes him is the Premier League title. After 17 years, 708 games, 185 goals and 10 trophies, Steven Gerrard will make his final Anfield appearance on Saturday. Tickets are being sold for over £1,200 as fans clamour to bid farewell to the Liverpool captain, who is dreading the sound of the final whistle. Now he prepares to play his final home game against Crystal Palace on Saturday,

Gerrard, who has been captain since 2003, leaves Liverpool after winning the Champions League, UEFA Cup, two FA Cups and three League Cups. He never, though, managed to lead Liverpool to a first English league title since 1990 and it remains his biggest regret. Last season, the Reds fell two points short of Manchester City, with Gerrard's now-famous slip against Chelsea contributing to a

2-0 loss that ended up costing Liverpool the title. "I'm really proud of what I have achieved here, all the trophies I have won," Gerrard said, "but certainly not winning the Premier League is a dent in that. There is nothing I can do about it now. "I've had some cruel lows and incredible highs, but the support has never changed, at Anfield and around the world." Gerrard said his Anfield

highlight was the hat trick he scored against Everton in 2012. "After all the stick, I have had from the Bluenoses, that was nice," Gerrard said. But the goal that he thinks will define him is the late strike against Olympiakos that helped Liverpool seal a 3-1 win to qualify from the group stage in 2004. The team went on that season to win its fifth European Cup. Gerrard believes it's too early to say whether he will

one day become Liverpool manager. He is currently taking his UEFA coaching badges. "To take a role at this club, you have to be good enough," Gerrard said. "You can't take one on ambition or name. You would be naive to take one just because you are Steven Gerrard. "If in a couple of years' time there is a role on offer where I think I can contribute and good enough, I will certainly consider it."

Policing in Nagaland

T

he Police control of the people was started in India way back in 1600 A.D. by the grant of ‘Diwani rights’ to the Company by the Emperor of Delhi through the treaty of Allahabad. Conferring of ‘ Diwani rights’ on the Company called for intensive and extensive involvement of Police in ensuring good revenue collection for the Company. As historical facts, the Police in pre-independence India did not have a positive and constructive role to play but was employed as an instrument for perpetration of the colonial rule. According to sec. 2 of the Indian Police Act, 1861 ‘ Police is a force connoting a group of men assembled for collective action.’ These men are to be distinguished from the people in general as they are formally enrolled under the Act. In conformity with the Indian Police Act, 1861 various States have framed their own Police Manual that prescribes training, mode of recruitment, rules for duties, discipline, statutory directive for controlling and tackling different situation and many other relevancies. The uprising of 1857, popularly known as ‘Military Mutiny’ had necessitated for permanent and separate body of men patterned on Army lines, yet not quite Army who would spread to every nook and corner of the country making British authority in India real and perpetual. In a established system of governance where rules and procedures are well prescribed, Police or Men in Khaki in India are the entrusted and authorised keepe r of law and order and stability in their respective assigned geographical limits. They are with Whistle,Lathi, small Fire Arms to

maintain law and order, besides, they are also with Tear gas, Water cannon, Rubber bullet and latest Raja mercha gas to confront the mob so as to display the perfections of the State in the pursuit of effective governance. As Police is a State subject,as per entry II of List II of the VII Schedule of the Constitution of India, the effectiveness and capability of the Police force in maintaining law and order and to secure the citizens from various crimes and offences is the concerned State authorities. The concerned State authorities are duty bound for proper regulation of Police force in accordance with the rules and procedures by making the Police men well equipped within the legal framework and as per the enforcing policy and scheme. Nagaland, as a State has so far celebrated 50 years of its inception as 16th State in India. However, till date we do not have our own Police Manual and is following the Assam Police Manual. Generally, all States Police Manual are off-shot of the Indian Police Act, 1861, however, there are certain local conditions and lex loci which are necessary to be incorporated in the Police Manual. It is high time that Nagaland should have our own Police Manual so as to make our Police men more effective, competent and loyal in their services towards the State and its citizens. For instance, Assam Police men are finger-tip about Motor Vehicles Act, 1988 and Insurance Act when it comes to Nagaland registered vehicles plying across the routes of Assam. Likewise, Nagaland Police men know about NDPS Act when Manipur registered vehicles travels the route from Khuzama Gate to Dimapur Town. As a matter of fact, most of the matters are settling in the highway by Assam for what they mean offending vehicles. On the other

hand, most of the matters pertaining with Manipur registered vehicles intercepted by Nagaland Police are landed up in the Court. I suppose, there will be good numbers of NDPS convicts in various Jails in Nagaland as NDPS offences are serious and the quantum of sentence is severe with heavy fine. The men in Khaki with Stars or with V or Plain shoulder, they have Lathi to treat the criminals for which they are assigned. They are not only upto Lathi but they are also equipped with various combating modern weaponry Viz; Tear gas, Water cannon, Rubber bullets, latest Raja mircha gas.The herculean task of Police is to maintain law and order by confronting with various crimes, mobs, dharna, strike etc by giving due regard to human rights, otherwise, their action will amount to human rights violation. By keeping in mind of all the challenging daily activities of the Police, Government of India has formulated a Police Modernisation policy by earmarking adequate fund allocation to all the States. It is presumed that Nagaland have also received adequate Police Modernisation fund from the Government of India for the purpose of enhancing and modernising the Police force in the State. Some important features of the Police Modernisation scheme is given as follows:

ting edge by construction of secure Police Station, training Centre, Police Housing (residential), equipping the Police Stations with the required mobility, modern weaponry, communication equipment and forensic set-up etc. Components The items required by the State Police under the ‘Component Mobility’ like weapon equipment, training equipment and forensic equipment shall be funded under ‘Non-Plan’.The construction/upgradation of Police Stations/Outposts, Police Lines,Police Housing, construction of Forensic Science Laboratories shall be funded under ‘Plan’ components of the Scheme. Funding Pattern Under the Scheme, the States are grouped into two categories namely Category ‘A’ and Category ‘B’for the purpose of funding under ‘Non Plan’ and ‘Plan’. Buying Vote is Buying PeoPle

W

hen a candidate buys vote during election (from village leadership post to national level), s/he is buying people and buying people is one of the gravest sins. It is a blatant sin committing against fellow beings and God. It is a new form of slavery which was and is a worst form of oppression in human history. A slave is deprived of all freedom and human dignity. This is happening in our society today especially during election in which a leader (candidate) captures people by buying them and makes them slaves. Buying and selling of votes signifies that some people are inferior and other superior undermining the very image of God embedded in all human being. Human beings (whether rich or poor, powerful or powerless) bear the image of God. Each individual is equal in status and worth. Human beings are not commodity that can be sold and bought. If anybody indulges in buying human beings (buying vote), s/he is doing in her/his own risk. It is unethical to buy the image of God. And whoever sells oneself (taking money for vote), s/he is doing in her/his own risk. It is dishonourable to sell the image of God. Each individual is endowed with responsibility to take care of oneself and other people with respect. Those who indulge

in buying human beings need not worship God, for God will not accept their worship and offerings. Those who sell themselves and their families need not pray, for God will not answer their prayers. Leadership is all about self-denial and sacrifices for the cause of common good and not for accumulation of power and wealth for one self. Hence, those who buy and sell votes are unfortunate for they are trading people-the image of God- for profit. Today, majority of our people assume that without money nothing can be done especially in terms of getting leadership post from village (Chairman Post) to state (MLA) and to national (MP) level. Money is made the all-powerful god. Therefore, they do not earnestly pray to God to become leader. They do not prepare mentally, academically and spiritually to contest for leadership post. They are spiritually bankrupt fully trusting in money not in God. What they actually do is accumulation of money to buy people to get majority votes and become a leader. Hence, today we have many money-made leaders and very less committed God-fearing and righteous leaders. When money became the master and plays the role of the all-powerful God, it brings to an end a peaceful and harmonious society. Worshipping money results to the breaking down of homes,

church and society. Those money-made leaders will never have peace of mind and peaceless leaders cannot bring peace to society. Their happiness gained through corrupted use of money will be short lived for success through unfair-means is against the will of God. A family or church or society that is founded on the power of money will be filled with conflict, distrust, and sorrow for God is the only source of true peace and happiness. The Bible says: “Narrow is the path that leads to life and broad is the way that leads to death.” Look, which direction our society is heading toward: narrow or broad way. “If other candidates are buying votes, why should not I” is what many candidates are saying. “If others are taking money for vote, then why not me and my family” is what many voters say. This is the broad way which is easy to travel but the destiny of it is destruction and death. The miniscule population who tread on cautiously the narrow path says that “even if others are buying or selling vote, I and my family will not indulge in such unfair practices but will follow the narrow path leading to life.” If anyone wants to be a leader of truth and justice, choose the narrow path. When God asked King Solomon what he wanted; he did not ask for fame or power or wealth. He asked God for wisdom to

rule his kingdom wisely. How many leaders in our society believe and ask for God’s wisdom and guidance to lead others? In the midst of corrupted and idolatrous society, Joshua said: “As for me and my household, we will serve the Lord” (Joshua 24: 15). How many individuals and families stand together with Joshua today? Daniel and his friends refused to obey the King’s order to worship the golden image (worship of money & wealth as omnipotent god). God rescued them from the furnace fire (Daniel 3). Jesus refused to surrender to the devil’s demand when the latter offered him worldly economic and political power, fame and glory. He took the narrow path and brought life through his death and resurrection. Money is the source of many evils and hence Apostle Paul sternly warned Timothy against the ‘love of money’ (I Timothy 6:10). Jesus warned his followers that they cannot serve both God and Mammon (Matthew 6:24). Mammon is the adoration and worship of wealth and money the result of which is destruction of an individual and society. Be a leader of people’s choice but not a leader of money’s choice. Blessed are those who abstain from buying and selling vote, for they shall be bountifully and truly blessed by God down to their generation. Z. K. Pahrü Pou, BTC/Pfutsero

interviews that he loved playing for music lovers around the world. On May 1, a message posted on his official website had said: "I am in home hospice care at my residence in Las Vegas. Thanks to all for your well wishes and prayers." King scored his first big hit with the tune 'Three O'clock Blues' in the early 1950s and went on to record classics such as 'The Thrill Is Gone', 'Paying The Cost To Be The Boss', 'How Blue Can You Get', 'Everyday I Have The Blues', 'Why I Sing The Blues', 'Sweet Sixteen Part I' and 'Don't Answer The Door'. His playing also had an unusual kink -- he could not play guitar and sing at the same time. King, who had relationships with several women, was engaged in a legal tussle between some of his children and his longtime manager at the time of his death. Three of his 11 children had appeared in a Las Vegas court recently to take control of King's affairs. They said they suspected King's manager was stealing his money and neglecting his medical care. The court tossed out the dispute, saying there was no evidence King was being abused, and that his manager Laverne Toney should remain in control of his affairs.

rince Harry has cheekily planted a purple hand print on a veteran British royal photographer's forehead during a visit to a youth centre in Auckland. The 30-yearold painted his hand purple to make his mark on a wall at the Turn Your Life Around Trust for at-risk youth on Friday afternoon in south Auckland when he dashed across the room towards photographer Arthur Edwards. Harry plonked his hand on Mr Edwards' head leaving him with a bright hand print on his face. The room roared with laughter as Harry cheekily wiped his hands clean from paint.

He had just finished playing pool, table football and ping pong with teenagers from the centre and was pictured jumping around enthusiastically as he played. Prince Harry was forced to make an outfit change before arriving at the centre after rain poured down and drenched him during an earlier visit to Southern Cross Campus School. He quickly swapped his professional blue suit for a black jumper so he could continue his official duties during his first day touring Auckland. Having just been drenched in the rain, Harry walked into the school hall and playfully shook the rain

off his blue suit to the delight of students. Harry took in Maori and Pasifika cultural performances before presenting several awards to highachieving students. He then traveled to the Auckland Spinal Rehabilitation Unit at Middlemore Hospital where several wheelchairbound former rugby players had gathered to meet him. Harry was met at the hospital by two former All Blacks, Sir Colin Meads and Tane Norton, and veteran hooker Keven Mealamu as patients completed their rehabilitation for the day. The rehabilitation unit is supported by the New Zealand Rugby Foundation.

However, Sir Mick, 71, has made it clear he has no plans to retire just yet. He

He also said it'd be "very nice" if the band recorded a new album, adding: "It would be very nice and I've got a lot of new songs and songs I've written over the last couple of years. I've done really good demos for all of them, which I would love to record. So, let's hope so."

Blues legend BB King dead B King, for decades the undisputed 'king of the blues', has died in Las Vegas at the age of 89, his attorney said. Born as Riley B King, the son of sharecroppers in the southern US state of Mississippi, the musician began his recording career in 1949 and continued touring till 2014. In the late 1940s, he adopted the name BB King, which was a shortened version of the nickname - Beale Street Blues Boy -he was given when he became a radio jockey. At a time when the blues switched from acoustic to electric, King developed a unique guitar sound by bending the strings and using vibrato. His guitar playing would influence generations of guitarists, including Eric Clapton, who later recorded an album with BB King. King released scores of albums and toured relentlessly, playing up to 300 concerts a year till his seventies. Even till a few years ago, he played up to 100 concerts a year despite suffering from several illnesses, including diabetes. Last October, King was forced to cancel the remainder of his tour after falling ill during a show in Chicago. King often remarked during

Djokovic tested by 3E Nagaland announces Naga Wrestlemania 4 Bellucci; Murray & Serena withdraw Our Correspondent Kohima | May 15

ROME, MAY 15 (AP): To p - r a n k e d N o v a k Djokovic fought back from a set down to pull out a 5-7, 6-2, 6-3 win over Brazilian qualifier Thomaz Bellucci to reach the Italian Open quarterfinals on Thursday. The 68th-ranke d Bellucci gave Djokovic trouble with his powerful serving and groundstrokes and also exhibited extraordinary foot speed early on. After Bellucci broke to take a 6-5 lead in the opening set, Djokovic put on a new pair of sneakers during the changeover — a sign he wasn't comfortable. Djokovic broke early in the second set and got the decisive break late in the third, extending his winning streak to 18 matches. He will next face fifth-seeded Kei Nishikori, who beat Viktor Troicki of Serbia 6-4, 6-3. Earlier, Rafael Nadal became the first player to break John Isner's serve in nearly a month, and he did it twice in a 6-4, 6-4 win. Andy Murray and Serena Williams, meanwhile, withdrew from the last big warm-up tournament before the French Open, which starts in 10 days. Murray cited fatigue following consecutive clay titles in Munich and Madrid, while Williams said she has a right elbow injury. Isner held serve in 84 consecutive games stretching back to his last meeting with Nadal on April 16 in the Monte Carlo Masters, when Nadal broke him in the third set and went on to win. This time, Nadal broke to take a 3-2 lead in the first set with a forehand winner that landed on the line on his first break point. Then the Spaniard produced a whipping forehand return pass up the line off

Isner's second serve to go up 5-4 in the second, and quickly closed it out from there. Nadal will next face eighth-seeded Stan Wawrinka, who beat Dominic Thiem of Austria. Roger Federer struggled only to close out a 6-3, 7-5 win over big-serving South African Kevin Anderson. Anderson served 14 aces to Federer's four, and matched the 17-time Grand Slam champion with 22 winners, but never really put Federer under pressure. Also through was seventh-seeded David Ferrer, who defeated Guillermo Garcia-Lopez 6-1, 6-3. Ferrer's quarterfinal opponent will be David Goffin of Belgium, who advanced when Murray pulled out. In women's action, second-seeded Simona Halep routed 1999 Rome champion Venus Williams 6-2, 6-1; two-time champ Maria Sharapova eliminated Serbian qualifier Bojana Jovanovski 6-3, 6-3; and Carla Suarez Navarro defeated Eugenie Bouchard 6-7 (2), 7-5, 7-6 (7). American qualifier Christina McHale made the last eight when Serena Williams withdrew. A seven-time Rome champ, Nadal won a higher percentage of points on his first serve and virtually all of the long rallies against the 2.08-meter (6-foot10) American, who has given him trouble in the past. On Monday, Nadal dropped out of the top five in the ATP rankings for the first time in 10 years — falling to No. 7. Struggling to get back to his best after a wrist injury and an appendectomy last season, Nadal has lost four times on clay this year — something he hasn't done since 2003.
