Petitioner writes to CJI; seeks CBI inquiry into 1997 murder DIMaPUR, MaY 15 (MExN): In a representation to the Chief Justice of India, Supreme Court, a petitioner, Sushil Kumar hailing from Pune, Maharashtra has requested for directing CBI enquiry in the murder case of Late Sailash Sethi who was murdered on April 23, 1997 in Dimapur, book the culprit (s) and bring them to justice. The representation, which was mailed to the media, said the prime suspect in the murder case has not been arrested despite being indicted in a report by a SIT probe reportedly constituted by the police department. It has further alleged that there was “direct political involvement in the higher ups” thereby the prime suspect could not be arrested till date by the Nagaland State Government law enforcing agency in spite of sufficient evidence.
DIMaPUR, MaY 15 (MExN): “Longleng,” one of the five satellitetagged Amur Falcons released during the intervening months of October and November 2016 from different locations of Nagaland completed its one cycle journey and has safely passed the region as it proceeds towards Siberia, its breeding location. In a joint project, the five satellitetagged Amur Falcons namely Longleng, Phom, Enium, Hakhizhe and Intanki were released from Yaongyimchen roosting site (Longleng District), Pangti Roosting site (Wokha district), Intanki National Park roosting site (Peren District) and Hakhizhe roosting site (Dimapur District) during October and November 2016. This project is a collaborative initiative of the Wildlife Institute of India and Nagaland State Forest Department along with Ministry of Environment, Forest and Climate Change, CMS Raptors MoU, and scientists from BirdLife Hungary and Hungarian Museum of Natural History. ‘Longleng’ and ‘Phom’ were satellite-tagged and released from Yaongyimchen Community BioDiversity Conservation Area under Longleng district on November 29, 2016. The location of ‘Intanki’ which took a landward route to cut across India stopping at several locations en route was received on December 4, 2016 when the falcon was crossing the Arabian Sea. Thereafter, no location was received suggesting loss or failure of transmitter. ‘Hakhizhe’ started migration on November 25, 2016 and reached Somalia on December 3, 2016, and South Africa on December 14, 2016. It is expected to depart from there on its return migration in a next few days, the press release from the Chief Wildlife Warden reported. Minister for Forest, Environment & Climate Change, Imkong L Imchen today said that the Nagaland State Government is fully committed to bring about unity of the Naga political groups in order to enable them to present a common agenda to the Government of India (GoI) for early resolution of the vexed Naga political issue. During an interaction with media persons in Kohima today, the Minister while appreciating the signing of the Framework Agreement between the GoI and NSCN (IM) however said, “Unity of Nagas is pre-requisite for achieving solution.”
He informed that the present government under Chief Minister Dr Shurhozelie Liezietsu has constituted the Political Affairs Mission (PAM), which already held its first round of dialogue with five Naga political groups on April 8, while a separate interaction with NSCN (IM) will also be held soon. He said since Nagas consider the Framework Agreement very important for their destiny, it is quite natural to express apprehension so as to make the agreement a commonly acceptable one. Imchen opined that there is enormous trust deficit between the negotiating parties and the Naga public, including political parties in the State, and stressed on the
need to bridge this. Pointing out that there are at least seven Naga political groups, who are outside the purview of the ongoing political talks, he questioned: “why the negotiating parties should not sincerely approach them with open minds is difficult to discern.” “At the same time these 7 Naga underground factions are also not coming to a single platform to present a comprehensive and common agenda for the cause of the Naga Political Issue and its solution therein,” he added. India says its computer systems safe, software patches installed NEW DELHI, MaY 15 (REUTERs): India said on Monday its computer systems have largely escaped a massive global ransomware attack, and that state organisations managing government websites and building supercomputers have installed security patches issued by Microsoft Corp. Aruna Sundararajan, secretary of India’s Ministry of Electronics and Information Technology, told Reuters the government was constantly monitoring the situation and that a few stand-alone computers of a police department were “back in action” after being infected over the weekend. It was not immediately clear what the police department did to secure its systems. India’s National Informatics Centre and the Centre for Development of Advanced Computing have actively installed patches to immunise their Windows systems, Sundararajan said. The ministry has also asked chief information security officers of all organisations run by provincial governments to follow guidelines issued by New Delhi. That’s because it’s a very easy way to make money. “It’s a business model that works and you don’t need a lot of investment to actually get a decent return,” said Wellsmore. “You can buy ransomware kits on the dark web, you can buy all the tool sets you need to undertake your own ransomware campaign quiet easily,” he said, referring to an area of the internet often used for illegal activity. Would-be extortionists can launch a global campaign with little effort, yet authorities can do little because it’s very difficult to investigate, Wellsmore said.

The DC lauded DMC Administrator, H. Atokhe Aye, who demits office on May 17, for creating history in the Municipal Council by undertaking numerous developmental projects including roads, bridges, drains, community dustbins etc. “DMC officers in the past have also worked but no one in the past has ever worked like him (Atokhe) for the development of the municipality,” Kesonyu placed on record. To the DMC staff, drivers and labourers, the DC appreciated their works on behalf of the public stating no matter how much they clean the town it becomes littered again owing to which their efforts were not visible. The colony council has been appealing to the government for maintenance of road in view of the deplorable road condition in the colony for more than two decades, according to a press release. “With no assistance from government, the colony citizens with the prime objective

The seized articles were found well-concealed inside branded wheat flour packets, informed a press release from S. Phyobemo Kikon, Superintendent of Excise (NC). A man of few words, Tsalise Sangtam would rather prefer to let his work do the talking. For the past 7 years, he has been engaged in construction work, having grown to love this profession through its many challenges and fulfillments. One of the joys he derives from here is knowing that there are people out there who not only need their service but also appreciate it. “Out of 100, 90 of them appreciate what we do,” he observes. Six days a week, he is busy in construction sites spread across the vicinity of Chumukedima. He works with a group of 7 and takes on projects that accommodate their skills. Tsalise hails from Singrep village under Kiphire district but grew up in Phek before moving to Dimapur in the later years. He quit school after Class 3 – something that crosses his mind sometimes. He has absolutely no regrets venturing into the profession he has chosen but confesses that he wishes he had stayed in school a little longer. “There are times I wish I can read and write,” he puts across. However, when it comes to carpentry or construction, Tsalise learnt the traits early on in life and these learning experiences definitely came handy even as he chose to take it up as a profession. “I was

already doing related works in Phek before moving to Dimapur,” he enlightens. “I engage myself both in wood and cement work.” His wood works include almirahs, tables, chairs, beds, shelves, etc. Talking about challenges in the construction sector, he says the disappointing thing is that many people prefer the non-locals over local workers. “We do the same work with the same costing, but they prefer the nonlocals,” he states with a tinge of regret. But the 29-year old carpenter-cummason is certainly not giving up on what he has started. The demand for mushrooms in the state of Nagaland is far greater than the supply, given the fact that mushrooms are delicacy for almost all the people of the state. “This means there is a big growth potential in cultivation of mushrooms, besides it is an important employment generating avenue in the state,” according to the annual administrative report of state’s Horticulture department 2016-17. In line with the department’s vision of empowering women through mushroom cultivation, the department has envisioned to establish two mushroom production units under the pilot project on empowerment of women through mushroom cultivation during 2016-17 with
an amount of Rs. 40 lakhs. The project will be taken up in convergence with the Women Resource Development department. Work for establishment of one of the mushroom production units is already underway with the first installment of funds and the other unit will be taken up during future release of funds, the report stated. The report further said that mushroom cultivation is among the most profitable farming businesses in the state today. Mushrooms are a delicacy and a health food which is low in calories, high in vegetable protein, chitin, iron, zinc, fibre, essential amino acids vitamins and minerals. Mushroom farming, according to the report, is a cheap source of income that generates returns in a very short period. Mushrooms give high return on initial investments, it added.

Parliamentary secretary for Higher & Technical Education Deo Nukhu today stated that it is the policy of the Government of India that alteast 5% of the state total budget should be given to higher education. He, however, lamented that as per last year's figure, the department of higher education was allotted a fund of only 0.06% of the total State's budget, and the department was finding it very difficult to manage its affairs with less fund. Addressing a press conference here, Nukhu said in most of the colleges in the state there is no sufficient teacher, adding that the department is also not happy for not posting sufficient teachers. He said that department has already submitted proposal for creation of teacher posts two three times in various subjects. Dimapur, may 15 (mExN): Two NSCN (IM) officials were apprehended by in two separate operations in Dimapur on May 13, the Assam Rifles informed today. Following this, the NSCN (IM) issued a press statement condemning the actions of the AR. According to an AR press note, the first arrest was made from general area of Purana Bazar, when 32 AR along with police representative launched an operation and apprehended Tovi Aye from Purana Bazar. Aye is a Steering Committee member of the NSCN (IM). The AR said that during the search, four 12 Bore Rifles were recovered from the individual. The apprehended along with recovered items was handed over to East Police Station, Dimapur for further investigation, it added. In a separate case, the 32 AR along with police representative launched an operation in general area Nutan Basti, Dimapur and apprehended one Tia Longkumer, Joint Secretary, NSCN (IM). The AR said that one Pt 22 mm Rifle with magazine, 17 live rounds of Pt 22 mm and “three Booklets of Extortion cash book.” The individual along with the recovered items were later handed over to West Police Station, Dimapur. Meanwhile, the NSCN (IM) in a press note from its MIP condemned the “surprise and unauthorized raids carried out upon the officials of GPRN.” “The unrelenting and unwarranted raids,” the NSCN (IM) said “is becoming unbearable and intolerable which is happening on a daily routine like operations without any basis which gravely disturbs the peaceful atmospheres.” Stating that the relationship between national workers and security forces is “at its lowest ebb,” the NSCN (IM) said that “such series of violations of Cease Fire Ground Rules by the Assam Rifles may result into more serious devastations and even hamper the current hard earned peace process.” It demanded that the authorities release the apprehended individuals immediately. “A free press is bad news for corruption” Strengthening and empowering the Nagaland print media has reached a critical stage!

he free press is the cornerstone of democracy. Along with the Legislative, Executive and Judiciary, the Media is considered to comprise the four pillars of democracy. The dialectical relationships between these four pillars are fundamental to the vibrancy of democratic principles. In this interplay, a free and independent press is essential towards uncovering the wrongdoings by government officials and institutions. Ideally, societies that nurture and facilitate a free press have less corruption and more transparency and accountability than societies that restrict, censor and control the press. It presupposes the idea that a free press is likely to be among the most effective tools in uncovering institutional, administrative and systemic corruption. Various research studies have consistently found that a free and vibrant media is associated with lower corruption and improved government responses. Aymo Brunetti and Beartice Weder in their journal article, “A Free Press is Bad News for Corruption,” provide empirical evidence to show a strong association between the level of press freedom and the level of corruption in countries around the world. Their findings suggest that an independent press represents an important check against corruption. This view is affirmed by Rudiger Ahrend of the London School of Economics who investigated connections between corruption, human capital and press freedom in 130 countries. He shows that lower level of press freedom is associated with higher level of corruption throughout the world. Ahrend’s finding provides a cautious insight by informing us that merely increasing education levels does not reduce corruption. Interestingly, a standalone increase in education sometimes leads to increased corruption as the educated elite collude with the corrupted. Hence, corruption, the findings reveals, falls only in cases where higher levels of education among the electorate are accompanied by increased freedom of the press. It is important to critically underscore what constitutes a measure of free press. While everyone should have the right to freedom of speech and expression, Brunetti and Weder identified and evaluated several dimensions of potential violations of press freedom. They cite: (I) Laws and regulations that influence media content which reflects the actual impact on press freedom; (II) Political influence over media content which takes into account the political pressure and the day-today conditions in which journalist work, as well as the “threats from organized crime” which may lead to self-censorship; (III) Economic influence over media content which underlines the competitive pressures, and economic favoritism or government reprisals for unwanted press coverage; and (IV) Repressive actions which constitute violations of press freedom such as arrests, physical violence, harassment of journalists, etc. Unfortunately, all these four dimensions that Brunetti and Weder have identified as obstacles to a free press are thriving in Nagaland. It is in the midst of this complex dynamic between these different dimensions coupled by a culture of impunity and the protracted armed conflict situation that the Nagaland media continues to constitute and contribute as the fourth pillar of democracy. Based on a critical contextualization of Brunetti and Weder’s supposition that a free press is bad news for corruption, one can conclude that in the Nagaland state context, it is the absence of a dynamic and principled free press which has given institutional, administrative and systemic corruption an unchallenged sway. However, such a conclusion may be unfair as it side-steps the broader contextual challenges that the Nagaland state media faces and undermines the overwhelming nature of State power being constantly abused by individuals and institutions from within the system. The need to strengthen and empower the Nagaland media is essential for upholding the fourth pillar of democracy which can only happen with the public’s active support.

Put people over profit to stop fashion slavery

he struggle against modern-day slavery in the fashion industry is being hampered by public relations spin and companies that still put profit not people at the heart of their business models, said a leading ethical fashion campaigner. But Simone Cipriani, head of the Ethical Fashion Initiative, sees huge potential for change as long as everyone - from brands to consumers - takes responsibility to address the exploitation of workers in global supply chains. "People have to be part of the business model and then profit is the happy outcome of doing good business," Cipriani told the Thomson Reuters Foundation. As well as changing mindsets, the proper enforcement of antislavery laws is crucial to protecting vulnerable workers, he said. The fashion industry has come under pressure to change since more than 1,100 garment workers were killed in the Rana Plaza factory collapse in Bangladesh four years ago. Big brands have been criticised for failing to improve working conditions in their supply chains and have been accused of allowing or turning a blind eye to abuses from dangerous conditions and long working hours to child labour and bans on forming trade unions. Cipriani founded the Ethical Fashion Initiative in 2009. He previously worked around the world in both development and fashion, and ran a large UN project in the Ethiopian leather industry. He said that since then both consumers and businesses have increasingly asked questions about working conditions of people who make their clothes, demanding ethical manufacturing. The initiative, supported by the UN and WTO, connects artisans in Africa, Haiti and Afghanistan with high-end fashion designers. Cipriani said the sustainability movement has grown out of consumer engagement and younger generations will no longer accept untrustworthy corporate marketing on social issues. He said consumers want honest information on who makes their clothes and the conditions in which they are made. "The only way is to engage emotionally...The days of political and social engagement for the sake of it are finished," he said. Cipriani said that while some fashion companies have made huge strides in addressing issues of labour abuses and sustainability, others need to fundamentally restructure. Strict enforcement of labour laws and corporate commitment to social issues is key for workers at every level of the supply chain to be fairly paid and lead dignified lives, he said. "Effective legislation everywhere is the only way to have the big push we need to see this agenda of sustainability and human dignity really enforced in this industry," he added. For India, a Year of Shrinking Freedom of Speech
The Hoot‘s annual report on freedom of speech takes a comprehensive look at the sad state of affairs in India when it comes to press freedoms or societal freedom

s we get further into 2017, freedom of expression, press freedom, online freedom and personal freedoms continue to be a centre of debate in India. Unfortunately, as the news website and media watchdog The Hoot notes in its 2017 annual report, over the last 16 months there has been a sense of shrinking liberty in the subcontinent. Ahead of World Press Freedom Day on May 3, The Hoot takes a look at how the nation has fared in terms of these freedoms and the abundant instances of sedition, defamation, hate speech and censorship, all in the larger context of societal freedom. Attacks on journalists According to the report, 54 journalists have come under attack in the last 16 months, through 2016 and the first quarter of 2017. The actual number is probably much more, if a revelation by the minister of state for home affairs that there were 142 journalist deaths during 2014-15 is anything to go by. The World Press Freedom Index published by Reporters Without Borders has placed India at the 136th position, three places down from its position the year before. Of the seven journalist deaths over the period being studied, only one has been confirmed as caused by their reportage. What the stories behind each attack clearly bring to the fore is that journalism, specially investigative reporting, is increasingly becoming a dangerous occupation. Whether it is sand mining, stone quarrying, illegal construction, police brutality or any kind of corruption, the ones who bring the murky truth to light often end up fearing for their lives. Even those who host chat shows from the safety of the studio come under attack and receive threats. The Hoot has found that the perpetrators of this kind of violence are usually politicians, vigilante groups, police and security forces, lawyers and sometimes mafia and criminal groups. But with the kind of influence they wield, the sponsors of this violence as well as their goons get away scot-free most of the time, even when their identities are known. News censorship If the increasing attacks on journalists is worrisome, so is the fact that the state wields a strict baton when it comes to news that may not be to their liking. The Andhra Pradesh-based Sakshi TV discovered to their surprise that their outspoken coverage of the Kapu agitation – led by a former minister – left their channel blocked in the state. Other media channels which averted their eyes or reported the issue cautiously were left untouched, The Hoot reports. Andhra is not the only state to have used these means of censorship. In Kashmir, after Burhan Wani’s killing, the media was harassed and censored, with two of the largest newspaper offices raided and printing presses shut down. The Kashmir Reader, which was doing on ground reporting of the situation in the Valley found itself labelled anti-national and banned for three months. On the other hand, NDTV – which came under fire for its coverage of the Pathankot operation which allegedly revealed strategic secrets – was handed a 24-hour ban by the Ministry of Information and Broadcasting (MIB), which was later overturned by the Supreme Court. A health chan-
nel, which was also handed a ban by the MIB approached the Bombay high court, which said that “the order was completely illegal and a breach of the elementary principles of natural justice. It also brought up the issue that the government’s power in this regard needed to be re-examined. In March 2017, Rajeev Chandrashekhar had two articles published by The Wire taken down after approaching a Bangalore court, alleging defamation and had a lawsuit sent to them. Buckling to mounting pressure, NDTV decided to self-censor its discussions and coverage of the surgical strikes in October 2016. The editorial director of the TV channel, Sonia Singh, sent out an email to the organisation that also put out the decision that “national security cannot be compromised by politics”, leading to an interview done by Barkha Dutt with Congress leader P. Chidambaram being dropped from the evening news. According to The Hoot, the internet was shut down 31 times in India in 2016, and 14 times already in 2017. These internet shutdowns take place under Section 14 of the Criminal Procedure Code (CrPC), despite questions of the constitutional validity of such actions and who the power lies with. Freedom of speech In 2016, the courts were constantly tested on the topic of freedom of expression. It was also a year in which cases of sedition, defamation and censorship of films and other arts reached record numbers. Numerous conflicts arose during the past of this year as the struggle continued between one’s right to free speech and one’s right to take offence. The year saw the Supreme Court uphold the criminal defamation law, stating that “Right to free speech is not absolute. It does not mean freedom to hurt another’s reputation which is protected under Article 21 of the constitution”,
arousing widespread dismay as attempts to decriminalise defamation reached a standstill. However, the same year, the apex court clarified that criticism of the government could not constitute defamation, squashing the late Tamil Nadu chief minister Jayalalithaa’s multiple cases of defamation against the media. As is now widely known and spoken about, sedition cases went viral in 2016 – beginning with the JNU incident – with The Hoot reporting a total of 40 such cases filed in the entire year. In 2017, five cases have been already been filed so far going by media reports, in Assam, Bihar, Punjab (on 66 students which was subsequently dropped), Haryana and Delhi. The loss of right to information The last year dealt a blow to the Whistleblower’s Protection Act, with the proposal that the request of an RTI seeker will become nullified with her death. This was obviously seen as a dismaying proposition in a situation where vulnerability of RTI activists has already increased. In this regard, Maharashtra ranks high, with the most number of RTI seekers as well as the most number of deaths of RTI activists, the most recent taking place on April 11 in Pune. In a weakening of the landmark RTI Act, The Wire reported that as of April 1, 2016, the number of second appeals and complaints stood at 34,982 cases, while other data shows that a large number of rejections happen under the category of “others”, with four out of every ten RTI application being rejected were for reasons apart from those permitted by the RTI Act. Censorship of the arts The Central Board of Film Certification’s ban on films such as Lipstick Under My Burkha, Ka Bodyscapes and censorship of others like Padmavati, Ae Dil Hai Mushkil, Udta Punjab and others have made news in the last year. Data show that out of all the films that
came to the CBFC for certification, 30 were censored or banned for various reasons, The Hoot reported. While the CBFC has been the main perpetrator of the censorshipof the film industry, censorship occurred in other aspects of art as well, with the Udaipur Film Festival, Rahat Fateh Ali Khan’s concert and several plays coming under the axe. The main culprits remain political organisations, cultural and religious groups and professional bodies. A few triumphs Though the picture on the whole is dark, it’s not as if there is no good news at all, The Hoot says. In a heartening turn of events, the apex court stayed proceedings initiated by the UP legislative assembly against two journalists of the TV Today group alleged guilty of breach of privilege of two UP ministers. Senior advocate Soli Sorabjee stated unequivocally that the UP assembly did not have the power to appear before it since it did not pertain to a matter of the assembly. According to The Hoot, this was an important test case in whether media exposing a legislator’s actions outside the assembly can attract a charge of breach of privilege. Small victories came in the arena of community censorship of arts when a division bench headed by Justice Sanjay Kishan Kaul overturned the demand for a ban on Perumal Murugan’s 2015 novel Mathorubhagan (One Part Woman). 2016 also saw the Supreme Court directing the Bihar government to transfer a politician and the main accused in the murder of journalist Rajdeo Ranjan, to Tihar Jail from a district jail in Siwan, to facilitate his trial. The Hoot’s annual free speech report provides a comprehensive summary and a context for understanding the loss of freedom of speech in India and the small but rising protests and movements, highlighting people’s refusal to go along with their rights being snatched away.

anatics of all kinds today who build on the supposed intrinsic superiority of particular civilisations regard themselves equally as more civilised than the nonfanatical. They appropriate the concept of the civilisation that they are endorsing, read it in a way that suits their ideology and insist on its superiority. That then becomes the heritage that they claim from the past, irrespective of however garbled it may be. What we now face is the fallout of the erstwhile division of the world into the civilised and the noncivilised. This has inevitably led to violence, terror and antagonism. The civilised would still like to claim status and power but are being challenged by the erstwhile so-called less civilised. The latter either wish to prove themselves by gaining control over the structures of the erstwhile civilised or argue for alternative structures. This contestation addresses the existing articula-
tions and values but also demands some new ones to replace the old. This is what frequently results in the condition that Ramin Jahanbegloo describes as the decivilising society. If this condition is to be remedied and the decivilising aspect removed, then we need a new understanding of the concept of civilisation. Such a new concept will have to induct the new but must also protect, in a fundamental way, what the notion of civilisation should be about, namely, the right of every human being to live with dignity together with all that it implies. Civilisation, as this book points out, and as many of us have maintained, is not a concept that remains static. Its constituents change because when understood in terms of its historical moment, these can be appropriated or rejected. Ramin Jahanbegloo points out that decivilisation is not necessarily barbarism. But to think of it as such, as was common to colonial thinking,
can have the consequence of totally negating those regarded as uncivilised. And we know that on occasion even the most civilised can act in an entirely unacceptable manner. There is a dialectical relationship between what is thought of as civilised and its contradiction in the decivilised, the momentum of which requires us to redefine and refine what we understand by the concept of civilisation. One way of recognising this is through an awareness of the decivilising process in society – the subject of discussion in this book. Are we on the cusp of a radically new relationship with the world – with both the environment and its inhabitants – that will alter the core of the earlier relationship through restructuring our ethics and moral values? Or is the process of the decline of civilisation introducing the presence of other dimensions, hitherto hidden – of what we have regarded as the essence of being civilised? The urrent concept of civilisation

is at best a partial understanding of only a segment of the societies and cultures of the past from whom we seek our heritage. It is to that extent a limited concept. It is partial both in terms of representing only the elite cultures of any society, as well as in hesitating to concede that it is in the interconnections between cultures going back millennia that there lies the definition of civilisation. We can no longer base our understanding of the world on an image of civilisational blocks, clearly differentiated and demarcated, occupying our world. We have to now turn to demonstrating the interdependence of these civilisations and whatever cultures adhered to them, without which there could never have been the high achievements that they are associated with, nor a proper comprehension of what we mean by knowing the world. What it’s really like to climb the world’s tallest mountain

round the world, Everest is probably the most widely used keyword associated with Nepal. The making and breaking of records on the world’s tallest mountain, the historical and cultural glory of Sherpas, and the multidimensional aspect of the mountaineering industry — all of these successfully attract a global audience. Everest, however, does not always mean good stories. Tragic accidents and horrifying reports about the deaths of mountaineers are an inevitable, unfortunate aspect one has to be prepared to absorb each year. And with the growing number of climbers, accidents are unavoidable. Over 800 climbers, including Sherpas, are waiting for the window to climb Everest this season. The government of Nepal has issued climbing permits to 373 climbers, the most since 1953 in a single season. Given that there aren’t many parameters for issuing a climbing license, it has become a herculean task for the government to vet the strength and caliber of people wanting to conquer Everest. Western companies, generally, ask for a climbing resume. But with the influx of a number of Nepali agencies running Everest expeditions without properly checking credentials, some would-be Everest climbers have not ever done a decent trek in their life, nor are they fit. In 2012, inexperienced mountaineer Shriya Shah-Klorfine paid one of these Nepali start-ups to take her up Everest. She had two to three Sherpas along with her, helping her reach the top. But she ended up dying due to cardiac arrest. Is it really possible for a Sherpa to literally push someone up to the summit? It’s technically doable, which is why so many companies advertise the possibility. But only the climber knows what’s going on inside their body; all the pulling and pushing in the world won’t help save someone not getting enough oxygen. Yet with companies using catchy tag lines like “If you can walk, we will take you to the top” Everest is slowly and gradually morphing from the exclusive realm of serious climbers into a general tourist spot — and, for companies, a money machine. “This is not alpinism, this is tourism. People are buying the possibility to go up the piste on Everest,” as legendary climber Reinhold Messner put it in a recent interview with The Diplomat. For an increasing number of Chinese and Indian climbers, where economy is on a boom, spending around $20,000 to ascend Everest isn’t much. Among the foreigners seeking to climb Everest, Americans, Indian, and Chinese topped the list this year. And if this continues, Everest will soon lose its value.

Everest each year. Every season has about three or four good weather windows that allow a safe summit climb. Sometime in mid-May, the jetstream moves a little north and the winds subside to about 20-30 kilometers an hour, which provides a window of opportunity. Otherwise, throughout the year the summit of Everest is pummeled by windspeeds as high as 200 km/hr. Decisions are made by talking to the Sherpas and other teams, and factoring in climbers’ “gut feelings.” Most climbers find a safe passage time by checking at least two weather reports; less wind and less snowfall are the two most important factors. Climbers can look at two weather reports and compare earlier predictions to the actual weather. The forecaster with the better record generally is used in planning. If it’s 50-50, climbers will figure out the days that both companies predict the weather would be good. In the earlier weather windows, many try to go on despite risky conditions because there is a good chance the window will close. It takes five days to reach the top from base camp, so planning and decisions have to be made at least a week ahead of the final climb. There are times when a big cyclone may come from the Bay of Bangal and disturb the whole predicted weather pattern. In the end, a lot depends on luck.
The Acclimatization Cycle Before the final push, climbers stay in a tent city known as Everest Base Camp (EBC) spread out over around 3 kilometers at around 5,300 meters of altitude. After a week-long trek from Lukla, the closest airport in operation, climbers stay in the base camp for at least one month to acclimatize themselves to the altitude. During that stay, they will make a few rotations to higher camps. Bigger teams do just two rotations. and come back to Camp 1 to spend the night before moving to Camp 3. They spend one more night at Camp 3 before descending to the base camp. Recently, some groups have chosen to do one rotation in Kalapathatter, the notable landmark on the south ridge of Pumori mountain at 5,644 meters, another in Pumori high camp, and one on the lower part of the icefall, staying in Camp 1 and Camp 2. Climbers who select Pumori generally think the constant up-down climbs in the Khumbu Icefall are too risky. Traffic Jam The upper mountain is steep and treacherous. This often results of “traffic jams” on the ascent, because the limited weather window forces all teams to go for the climb on the same date. With so many inexperienced climbers, it makes the problem worse The traffic problem lies mostly above Camp 3, on Lhotse face, and then above Camp 4 — the summit route. It’s especially prominent at Hillary Step. The route to the step, called the Cornice Traverse, is one-way path where only one climber can walk at a time. Hillary Step is a 12-meter vertical rock face. For a strong and fit climber, it shouldn’t take more than 10 minutes to cross, but many inexperienced climbers take 15 to 20 minutes. With every person taking roughly 10 minutes and over 300 to 400 people waiting to climb, lots of people simply have to turn around and go home. Waiting to make the climb means two things. One, a climber’s oxygen is running out. Two, climbers standing still begin to literally freeze. Walking above the South Col, it’s common to encounter temperatures of -35 degree Celsius at night, with 30 to 35 km/hr winds. If a climber has to wait for just five or six minutes, the whole body becomes cold — climbers cannot feel their limbs. The mind doesn’t work properly under those conditions and the body is dying. Overtaking a slower climber happens, but it’s not a rational choice. To
pass someone on this 60 degree wall, a climber has to get out of the rope by unclipping his of her lock. If they slip at that point, they will fall and death is guaranteed. But with Hillary Step only some meters beneath the summit, many don’t want to turn back and take their chances. Seven climbers died last year, including several acclaimed climbers with a lot of experience, such as Australian Maria Strydom, who had climbed six summits from six different continents. Contrary to common perceptions, the Khumbu Icefall is typically less dangerous for climbers. There’s no limited weather window, so most teams are spread out in their climb through the Khumbu Icefall. However, the Sherpa guides will have to do multiple climbs through the icefall and there tends to be Sherpa traffic jams there. In 2014, a deadly avalanche killed 13 Sherpas because there was overcrowding at a certain location due to a broken ladder, leading to a traffic jam. The Way Ahead Nepal government could solve some of the traffic issues, save lives, and earn money if it were to make it mandatory for climbers to ascend either two 6,000 meter summits or one 7,000 meter summit in Nepal before initiating an Everest climb. This would be a boon to the mountaineering industry of the country as well as weeding out inexperienced climbers. Such preventative measures will help reduce deaths on the summit, and will also give Nepal a reputation for efficiently regulating climbing. There will never be another Everest. And Nepal should make sure the alpine community does not lose its respect for the world’s highest mountain, even while the country profits from the Everest industry. World Bank fudges on inequality

he 17 Sustainable Development Goals (SDGs) – collectively drafted and then officially agreed to, at the highest level, by all Member States of the United Nations in September 2015 – involves specific targets to be achieved mainly by 2030. The Agenda seeks to “leave noone behind” and claims roots in universal human rights. Thus, addressing inequalities and discrimination is central to the SDGs. Poverty and Shared Prosperity 2016: Taking on Inequality is the World Bank’s first annual report tracking progress towards the two key SDGs on poverty and inequality.
Annual reporting on poverty, inequality This particular report evaluates progress towards reducing extreme poverty to 3% of the global population and sustaining per capita income growth of the bottom 40% of the population faster than the national average. According to the Bank, with global economic growth slowing, reduction of income inequality will be necessary to ending poverty and enhancing shared prosperity. The report focuses on inequality, which was generally neglected until fairly recently by most international organizations other than the UN itself. It provides some useful analyses of inequality, including discussion of its causes. However, it does not explain its claim of a modest partial reversal of previously growing inequality in the years 2008-2013 which it examines. However, the report’s policy recommendations are surprisingly limited, perhaps because it neither analyses nor proposes measures to address wealth inequality, which is much greater than and greatly influences income inequality. Although it recognizes that increas-
ing income inequalities, it does not talk about the determinants of wages, working conditions and employment. It also has nothing to say about land reform – an important factor contributing to shared prosperity in East Asia, China, Vietnam, Japan, Korea and Taiwan. Its discussion of fiscal consolidation’s impact on inequality is misleading, even claiming, “European Union (EU) countries have embarked on comprehensive fiscal consolidations based on clear equity considerations in response to the 2008–09 financial crisis”. This implies that fiscal consolidation yields long-run equity gains at the cost of short-run pains which can be cushioned by safety-net measures – a finding contrary to International Monetary Fund (IMF) research findings! Instead of the more conventional inequality measures such as the Gini coefficient or the more innovative Atkinson index, the World Bank has promoted “boosting the bottom 40 percent”. Yet, in much of its discussion, the report abandons this indicator in favour of the Gini index. Nevertheless, the report dwells on its “shared prosperity premium”, defined as the difference between the increased income of the bottom 40% and the growth in mean income. Meanwhile, the World Bank’s Doing Business Report 2017 implies labour market regulations adversely impact inequality, even though it admits that they can “reduce the risk of job loss and support equity and social cohesion”. Yet, the report promotes fixed term contracts with minimal benefits and severance pay requirements. The Bank’s Doing Business Report 2017 also implies that lower business regulation results in lower inequality. With severe austerity measures imposed by the EU and the IMF as bailout conditions, Greece fell into a full-blown depression with various adverse income and distributional impacts. Alarmingly, the new government has threatened to end regular minimum wage increases and to limit social program expenditure. “Labor market dynamics” – deemed far more important by other analysts – include regular minimum wage increases, formalization of unprotected workers and strengthened collective bargaining rights. Social pensions and other social program benefits account for much more of the decline in inequality than the much touted Bolsa Familia. The report makes recommendations on six “high-impact strategies”: early childhood development, universal health coverage, universal access to quality education, cash transfers to the poor, rural infrastructure and progressive taxation. While certainly not objectionable, the recommendations do not always draw on and could easily have been made without the preceding analysis. ith the Supreme Court refusing to fast-track it and pushing for out-of-court negotiations, it is evident no legal verdict can resolve the vexed Ram Janmabhoomi-Babri Masjid dispute. Way back in 1993, the apex court had indicated that any court verdict is fraught with risks. Although much water has flown down the Sayaru since then, Ayodhya remains a dispute that cannot afford a loser. A case connected with the sentiment and security of all Indians cannot be ruled upon as an ordinary title dispute. Any solution that entails a winner and a loser will be no solution. Such a verdict is bound to trigger passions and destroy communal harmony. Suppose the court rules in favour of Muslims, Hindus will not take it lightly. And if it is the other way, it will create bitterness and insecurity among Muslims. The resultant jubilation among Hindus will only further vitiate the precarious communal equations. So, it is a national duty for all well-meaning Indians to make all-out efforts for a win-win solution. Despite the odds, India has no choice but to push for an amicable solution that guarantees the building of a grand Ram temple without hurting the sentiment of the Muslim community. Such a solution calls for major compromises and can emerge only when a spirit of give-and-take prevails. For this, Muslims must concede that this disputed land has a lot of religious significance for the Hindus. On their part, the Hindus should show a lot of restraint and not indulge in anything that will trigger any feeling of insecurity and alienation. This is no mean challenge and surely there is no shortcut. Of the many proposals being fiercely debated in social media, I see a lot of hope in a 2003 formula envisaged by spiritual guru Sri Sri Ravi Shankar. That the three-option proposal is still relevant speaks a lot about its depth. Unlike others, Sri Sri has always advocated a "consent-ofall" while pushing for a Ram Mandir. He often emphasizes that prolonging the issue is not in the interest of the nation and it will fuel fundamentalism. His proposal can offer the Muslims an opportunity to earn goodwill and save it from further political isolation. His preferred option of Muslims gifting to the Hindu community the place where the makeshift Ram temple stands and withdrawing all cases over that piece of land which is holy to millions of Hindus is prefaced with the offer of the majority community assuaging the Muslims about past hurts -- ostensibly referring to the demolition of the Babri Mosque. In case of this proposal not finding favour, he suggests the gifting of the place by the Muslim community to Hindu saints, who in turn help build a grand mosque in Faizabad. And as a last resort, he talks about Parliament enacting legislation that will provide for gifting the Ram Janmabhumi to the Hindu community and maintaining the status quo of all other places of worship. This should also warm the heart of the Muslims as such legislation will safeguard the mosques in Kashi and Mathura and prevent rabble-rousing over thousands of temples allegedly destroyed by Moghul invaders. Keeping in mind Sri Sri's impartial approach, it will be in the interest of the nation, and particularly of the Muslim community, to let him take the lead in hunting for a win-win deal. He has a track record of brokering truce even in unlikely conflicts. Will the Muslims of India sieze the proposal with a big heart?

India at ICJ demands Pak annul Jadhav sentence
The hague, May 15 (IaNS): India on Monday demanded before the International Court of Justice (ICJ) that Pakistan annul the death sentence of alleged spy Kulbushan Jadhav and see that he was not executed as his trial was held under "farcical" circumstances in violation of the Vienna Convention. "I urge the ICJ to ensure that Jadhav is not executed, Pakistan reports to this court that the action (of not executing him) is taken and that no action is taken that might prejudice the rights of India in the matter of Jadhav," noted lawyer Harish Salve submitted in his over hour-long presentation before ICJ President Ronny Abraham in the Hague. The ICJ had last week stayed the execution of Jadhav on a petition by India,
which approached the UN court after 46 years on an issue with Pakistan. The former Indian Navy officer was awarded the death sentence by a Pakistani military court last month, a year after he was arrested on espionage charges. India says Jadhav has been kidnapped and framed. Islamabad has rejected 16 Indian requests for consular access to Jadhav, who is held at an unknown prison in Pakistan. The brunt of Salve's argument was that the entire matter of arrest, chargesheet and trial of Jadhav were all done in violation of the UN Charter and Vienna Convention in farcical circumstances and on concocted charges as Jadhav was not given legal assistance to defend himself. Salve, who led the
Indian legal team at the Hague-based ICJ, said the matter was "grave and urgent" and hence India approached this court which took up the case "at such a short notice". The Indian lawyer told the court that Jadhav was kidnapped from Iran on March 16, 2016, brought to Pakistan, presented as an alleged Indian spy and confession was extracted in custody before a magistrate. He was incommunicado and the trial was also held incommunicado. He urged the ICJ President to take note of the farcical nature of the circumstances of the military court. Indian Army denies clean chit to officer who tied youth to vehicle
SrINagar/New DelhI, May 15 (IaNS): The Indian Army on Monday denied that the court of inquiry (COI) had given a clean chit to an officer who had tied a local youth in front of a vehicle last month to avoid attack from stone-pelters. In the wake of media reports saying that the COI had exonerated and even appreciated Major Nitin Gogoi for his action on April 9, Defence Ministry spokesman in Srinagar Col Rajesh Kalia said that proceedings were still on. "The Court of Inquiry concerned with the incident wherein a civilian was tied to an Army jeep is still incomplete. "Reports in some sections of the media of the army Major being given a clean chit are speculative," he said. An army spokesman in New Delhi said: "The court of inquiry has not given its report yet. It is inappropriate to speculate on the findings of the inquiry." Earlier reports had said that Gogoi, who had reportedly tied a youth to the bonnet of a jeep as a 'human shield' on April 9 to avoid attack from stone pelters in Badgam, had been given a clean chit and the COI had even appreciated his attempt to avoid casualties. A video of a man tied on an army vehicle's bonnet, shot on April 9 during Srinagar by-polls, which saw a dismal 7.13 percent turnout among widespread violence and later posted on social media, had led to an uproar. An FIR was registered by the Jammu and Kashmir Police against the security forces. On April 15, Army constituted a court of inquiry in the incident.

Rita didn’t land a job in the Uttar Pradesh city famous for the Taj Mahal, but found herself in a situation that forced her to sleep rough with her threeyear-old younger son and daughter, a toddler of two. She rummaged through garbage for discarded food and drank water from public taps, and even drains, to quench her thirst in the searing May heat. Social activist Naresh Paras has seen many poor, homeless people and even he found the woman’s behaviour strange when he saw her drinking water from a filthy drain and feeding spoilt food to the children at the Shah market on Saturday. He approached her but couldn’t understand a word as she barely spoke Hindi, let alone English or any language other than her mother tongue. A helpless Paras contacted police and the Luc-
Rita borrowed Rs 2,000 for her husband’s last rites from a moneylender in Dimapur but the loan shark kept her son as a “security deposit” know-based charity, Asha Jyoti Kendra, which assigned a local counsellor to communicate with her. A UP police constable was present when Rita, in her twenties, narrated her story to the counsellor. She told them that she travelled nearly 2,000km to Agra with her brother-inlaw for a job but he left her to fend for herself and the young kids soon after reaching the city five days ago. Rita lost her husband, Mukesh, about seven months ago and borrowed Rs 2,000 for his last rites from a moneylender in Dimapur. The loan shark kept her son, seven-year-old Sonu, as a “security deposit” and got her a job in a tea garden to help her pay back the dues. But with a meagre salary of Rs 40 a day, she knew she would never be able to secure her son’s release. The desperate and broken mother got Sonu’s name tattooed on her hand as the moneylender wouldn’t allow her to meet him. Rita discussed her situation with brother-inlaw Pappu, who promised to find her a job. “She then
left for Agra with her other two kids,” Paras said. The social activist contacted a senior police officer in Kohima, the Nagaland capital, and narrated Rita’s story. “He assigned sub-inspector A Singla in Dimapur to look into the matter. Singla called me and promised help once Rita is back in her hometown.” This Mother’s Day, she boarded the Brahmaputra Express from Tundla junction to Dimapur. Several shopkeepers at the Shah market gave her clothes, footwear and food, and paid the autorickshaw fare to the train station. “They also informed railway police about her,” Paras said. The shopkeepers pooled and gave her Rs 3,500, which included the money she owed to the moneylender. Paras and his associates bought her train ticket. It was her heartrending story that opened the shopkeepers’ hearts. They were quite hostile initially when Rita tried to walk away with a water bottle from a store, forcing the thirsty mother to drink from a drain.

Marital rape is a serious issue: Delhi HC ‘Over 50 pc population live in disaster-prone areas’
New DelhI, May 15 (IaNS): The Delhi High Court on Monday remarked that marital rape is a "serious issue" which has notoriously become a "part of the culture". A division bench of Acting Chief Justice Gita Mittal and Justice C. Hari Shankar hearing a PIL against the penal code provision that protects husbands from being tried for the rape of their wives, also asked how many countries have made marital rape an offence. "It's (marital rape) a very serious issues... Is it an offence in the world? In how many countries is marital rape an offence?," the bench said. It added: "Marital rape is part of the culture. See, how difficult is it for women to register a rape case." The court's remark came while hearing a PIL filed by NGO RIT Foundation, challenging Indian Penal Code's Section 375 saying it does not consider sexual intercourse of a man with his wife as rape. The Union government had earlier defended the provision saying "exception 2 (to Section 375 IPC) deals exclusively with private affairs of husband-wife based on tra-
ditional social structure and hence can't be said to be unconstitutional and in violation of Articles 14 to 21 of the Constitution". Section 375, which defines "rape" also contains the exception provision which states that the rape law would not apply to assault or sexual intercourse by a husband on his wife who is above 15 years. The PIL has sought to declare the provision unconstitutional as it discriminates against married women sexually assaulted by their own husbands. The plea has said that the law as it stands today amounts to a state-sanctioned license granted to the husband to violate the sexual autonomy of his lawfully wedded wife and is therefore, a violation of the Right to Privacy guaranteed to the wife under Article 21 of the Constitution. "The exception to section 375 arbitrarily discriminates between women as it keeps the age of consent at 15 years for women who are in a wedlock whereas the same is 18 years in case of any other woman," it has stated. The court posted the matter for July 18.
New DelhI, May 15 (PTI): Home Minister Rajnath Singh on Monday described India as one of the most disaster-prone nations, saying more than 50 per cent population of the country lives in areas that are vulnerable to calamities. Singh said the National Platform for Disaster Risk Reduction has been set up by the government to finalise a national strategy to deal with all kinds of disasters in coordination with state governments and other stakeholders. “India is one of the most disaster-prone nations in the world. More than 50 per cent population in the country lives in areas which are prone to earthquakes, floods, cyclones, droughts and tsunami,” he said while inaugurating a meeting organised by the National Disaster Management Authority. The meeting was attended by
ministers from state governments, officials of the state disaster management authorities, top civil and police officials dealing with various disasters and representatives of non-government organisations. Singh said the national platform was set up so that it can work effectively for disaster risk mitigation along with various stakeholders. The home minister said India has learnt lessons from the 1999 super cyclone in Odisha where 10,000 people had lost their lives, the 2001 earthquake in Gujarat and the 2004 tsunami and brought a paradigm change in its approach towards disaster risk mitigation. “We have been working in a planned manner for disaster risk mitigation that include adopting the Disaster Management Act in 2005, disaster management policy in 2009, raising national disaster response
force besides others,” he said. Singh highlighted the government’s efforts in setting up the early warning system for disasters, cyclone shelters, saline embankments, disaster response force in central and state levels, community preparedness and capacity building. The home minister said India has become the first country to prepare a livestock disaster management plan for the safety of livestock during a disaster. Singh also said India has taken a number of steps for enhancing cooperation with South Asian countries in disaster risk mitigation besides improving ties with BRICS, BIMSTEC and East Asian nations. He also asked the participants to prepare a special action plan for vulnerable communities. In
his address, Minister of State for Home Kiren Rijiju said India could not afford to ignore preparing for disasters as it was one of the most disaster-prone nations. “We are bound to face disasters, not only natural but manmade too. If we can prepare for the disasters properly, we can have a safe and secured society,” he said. Rijiju also said India has been taking the lead role in the entire efforts of disaster risk mitigation, especially in South Asia. In the meeting, the NDMA released the main features of the national database for emergency management. They are disaster dashboard, incident reporting, data visualisation, decision support tools, interaction tools, resource management, India disaster resource network database, mobile apps and data inventory.

NKorea: New long-range missile can carry heavy nuke SEOUL, May 15 (aP): North Korea on Monday boasted of a successful weekend launch of a new type of “medium longrange” ballistic rocket that can carry a heavy nuclear warhead. Outsiders also saw a significant technological jump, with the testfire apparently flying higher and for a longer time period than any other such previous missile. Amid condemnation in Seoul, Tokyo and Washington, a jubilant North Korean leader Kim Jong Un promised more nuclear and missile tests and warned that his country’s weapons could strike the U.S. mainland and Pacific holdings. North Korean propaganda must be considered with wariness — Pyongyang has threatened for decades to reduce Seoul to a “sea of fire,” for instance — but Monday’s claim, if confirmed, would mark another big advance toward the North’s goal of fielding a nuclear-tipped missile capable of reaching the U.S. mainland. Some experts, including officials in Tokyo, estimate that Sunday’s launch successfully tested a new type of missile, potentially the longest in Pyongyang’s arsenal. The rocket, “newly designed in a Korean-style,” flew 787 kilometers (490 miles) and reached a maximum altitude of 2,111 kilometers (1,310 miles), the North said, and “verified the homing feature of the warhead under the worst re-entry situation and accurate performance of detonation system.” South Korea’s Defense Ministry said more analysis was needed to verify the North’s claim on the
rocket’s technological features. Spokesman Moon Sang Gyun said it’s still unlikely that North Korea has re-entry technology, which would return a warhead safely back into the atmosphere. Japanese officials said Sunday that the missile flew for half an hour and reached an unusually high altitude before landing in the Sea of Japan. Several South Korean analysts, including Lee Illwoo, a Seoul-based commentator on military issues, said the missile flew
higher and for a longer period than any other the North has ever test-fired. North Korea has also launched satellites into orbit on long-range rockets that share some of the same technology as missiles. North Korea is not thought to be able yet to make a nuclear warhead small enough to mount on a long-range missile, though some outside analysts think it can arm shorter-range missiles with warheads. attempt to build a nuclear-tipped intercontinental ballistic missile. Chinese President Xi stresses need to reject protectionism BEIJING, May 15 (REUTERS): Chinese President Xi Jinping on Monday urged major multilateral institutions to join his new Belt and Road Initiative, stressing the importance of rejecting protectionism in seeking global economic growth. Addressing other world leaders at a summit on the initiative in Beijing, Xi said it was necessary to coordinate policies with the development goals of institutions including the Asia-Pacific Economic Cooperation (APEC), ASEAN, African Union and the European Union. Xi pledged $124 billion on Sunday for his new Silk Road which aims to bolster China’s global leadership ambitions by expanding links between Asia, Africa,
Europe and beyond, as U.S. President Donald Trump promotes “America First”. “We need to improve policy coordination and reject beggar-thy-neighbour practices,” Xi told the 29 national leaders attending the forum. Xi, who was seated next to Russian President Vladimir Putin, was speaking at a convention centre by a lake in northern Beijing on the summit’s second and final day. “This is an important lesson that can be drawn from the global financial crisis and is still very relevant to the development of the world economy today,” he said. “We need to seek winwin results through greater openness and cooperation, avoid fragmentation,
refrain from setting inhibitive thresholds for cooperation or pursuing exclusive arrangements and reject protectionism.” The Belt and Road initiative is seen as part of China’s answer to the Trans-Pacific Partnership (TPP) deal, a regional trade pact involving Pacific Rim countries, but excluding China. David Wright, co-director of the Global Security Program at the Union of Concerned Scientists, said the missile could have a range of 4,500 kilometers (about 2,800 miles) if flown on a standard, instead of lofted, trajectory — considerably longer than Pyongyang’s current missiles. WELLINGTON, May 15 (aP): New Zealand has set itself an environmental goal so ambitious it’s been compared to putting a man on the moon: ridding the entire nation of every last rat, possum and stoat. The idea is to give a second chance to the distinctive birds that once ruled this South Pacific nation. When New Zealand split away from the supercontinent Gondwanaland 85 million years ago, predatory mammals hadn’t evolved. That allowed birds to thrive. Some gave up flight altogether to strut about the forest floor. Then humans arrived, bringing predators with them. Rats stowed away on ships. Settlers introduced brushtail possums — an Australian
species unrelated to North American opossums — for the fur trade and weasel-like stoats to control rabbits. The pests destroyed forest habitats and feasted on the birds and their eggs. More than 40 species of birds died out and many others remain threatened, including the iconic kiwi. Now people want to turn back the clock. Yet the plan sounds impossible. How do you kill millions of vermin across a country that’s the size of the United Kingdom? How do you ensure a few furtive rats won’t undo all the hard work by surviving and breeding? Scientists are talking about the mission in military terms: choking off pests on peninsulas and then advancing the front lines
from there; developing new traps and genetic weapons; winning the hearts and minds of children and farmers alike. Momentum began growing five years ago when the nation’s leading scientist, Sir Paul Callaghan, delivered an impassioned speech. When it comes to heritage, he said, England has its Stonehenge, China its Great Wall, France its Lascaux cave paintings. What makes New Zealand unique, he asked? Its birds. Callaghan was suffering from advanced cancer and could barely stand. But for over an hour he outlined his predator-free vision, saying how growing up he was inspired by efforts to reach the moon and how saving the birds could become New Zealand’s own Apollo program. He died a month later, but the vision grew. Nine months ago, it became official government policy. ThenPrime Minister John Key announced a goal to wipe out the nuisance animals by 2050, calling it the “most ambitious conservation project attempted anywhere in the world.” The goal has been embraced by many, although even its strongest supporters say it will require scientific breakthroughs. Some critics argue the plan should also have targeted feral cats or worry mice numbers might explode if rats disappear. Others say the effort is underfunded and overly ambitious. “It’s a fantasy science fiction,” says Wayne Linklater, a wildlife biologist at the Victoria University
of Wellington. “And it really is seriously distracting us from some really big changes and improvements we can make in biodiversity and the environment now.” The number of pests in New Zealand is many times larger than the human population of nearly 5 million. Possum numbers in 2009 were estimated at 30 million. Scientists can’t hazard a guess at how many rats there are because their numbers fluctuate wildly. So far, the government has committed only a few tens of millions of dollars toward the project, which is estimated to cost billions. Officials say more money will come from local authorities and philanthropists. Many aren’t waiting for that. Along a popular forest trail a 10-minute drive from the bustle of central Wellington, Jonathan Moulds takes breaks from his run to clamber up banks and check rat traps. He’s among 50 volunteer trappers who incorporate pest control into their regular workouts at the Polhill Reserve. Many became inspired three years ago after rare native birds that disappeared from the region a century ago began breeding there again. Paul Ward, who leads the volunteer group, lists ways that birds have seeped into the culture, from the country’s music awards that are named after the boisterous tui to the nickname for a New Zealander: kiwi. “It’s about looking after our identity as much as it is looking after the birds,” he says.

NNC Message on Naga Plebiscite Day Gen. (Retd.) Thinoselie M. Keyho President Naga National Council My dear beloved Nagas, I greet you all in the name of our Almighty God and I am grateful to Him for getting the opportunity to address you all on this Historic and momentous day of the Naga people. It was on this day, in the year 1951, that the Nagas under the banner of the Naga National Council boldly stated and showed in action to the world the desire and aspiration to live as a free and sovereign nation, thereby exercising the right to determine our own future, a solemn and irrevocable vow symbolically expressed with thumb impressions popularly known as the PLEBISCITE of May 16, 1951. A remarkable feature of the Plebiscite was the overwhelming 99.9% voting in favour of Naga Independence and stands as a testimony of the unity of the Nagas which at the same time serves to express our continued affirmation of both the historic Memorandum to the Simon Commission of 1929 and the declaration of Naga Independence of 14th August, 1947. It conveys a strong twin-message: the spirit and aspirations of the Naga people and the resentment against the forceful occupation by India and Myanmar and the territorial division without the knowledge and consent of the Nagas. We celebrate this day to contemplate why we feel proud and fortunate to be Nagas and to rededicate ourselves to pursue with more vigour and vitality the Naga National Cause. The Nagas threw a challenge to the Government of India and the Indian leadership when in 1952 the first Indian General Election of Free India was held but Nagas did not cast any vote in deference to the Plebiscite of 1951. If India had any respect for Democracy it should have respected

the mandate and desire of the people even if the Naga Nation is small, weak or the size of population few, amicably solve the political problem but India miserably failed to accept Naga democracy. India claim itself to be the biggest democracy in the world, followed the policy of nonviolence under the leadership of Mahatma Gandhi and won Independence from the British by adopting the non co-operation method. India has always being proud of these achievements but to the Nagas they are nothing short of mockery. India is a large and strong country and it showed its might against the Naga when it invaded the Naga inhabited land in 1955. Nagas wanted peace and India wanted war at any cost – this left the Nagas with only two options or alternative to surrender our rights lest we be crushed by the might of India or to fight for our rights. Our leaders decided no matter what happens, we will fight for our rights. This decision of our leaders is responsible for the history that we have and what we are today. The Nagas declared independence on 14th August 1947, one day ahead of India and after almost ten years, on 22nd March 1956 out of necessity established the Federal Government of Nagaland to protect and defend our people and our land. But it had only been through the providence of our Almighty God that Nagas have managed to survive the onslaughts of India. We believe that these are all part of God’s plans for Nagas and the reason He has been protecting us thus far. When we look back at our Naga history, we have been fierce lovers of freedom and equality. Each village enjoyed unquestionable freedom and no matter how powerful a village maybe, it does not go on conquering other villages and threatening them into submission. We even lack such colonial-imperial vocabularies as “submission” or “surrender”. It’s true that powerful or mother villages were recog-

The Naga Christians are called out and chosen by this creator who holds all authorities in the Universe. The Nagas are chosen to partake the power of God, authority and the Kingdom of God. The

It was earned through blood, tears, and sweat and nothing is more precious before God and man. The 16 point agreement has weakened the unity of the Nagas but has not affected the Naga cause. Then the Government of India in 1975 signed the infamous Shillong Accord with underground organisation which somehow divided the Naga National workers but did not weaken the Naga National Cause. Likewise, the Government of India signed ceasefire with the NSCN (I-M) a breakaway group of the NNC/FGN and after many years signed a framework agreement on 3rd August, 2015. However, there is not much hope that Government of India will implement the settlement. At times, it appears that we are fast forgetting our self-defining history of struggle but let us remind ourselves that we are a group of people resolutely determined and committed to live as free people, free to be who we are and who we want to be. For it would be ignominious to turn our back to the great event in history that took place on this day, where the citizens of Nagaland, from the mountain tops to the valleys, courageously registered themselves to live as a free and independent nation. The Naga Plebiscite of 16th May, 1951 is a pillar on which our rights and aspirations are embedded, a foundational pillar which cannot be undone and which will not perish so long as heaven and earth exist. May the Almighty God who guided our people in the past and gave us courage to so boldly declare to the world that we are a free and sovereign nation guide our path and instil the same desire in each one of us today as we celebrate and commemorate the Naga Plebiscite Day. n the precious name of our living God, I greet the Naga people wherever they are on the occasion of Naga Voluntary Plebiscite Day of 16th May 2017. From submission of the Memorandum to the Simon Commission in 1929 until today, the Nagas have clearly and consistently stated their legal and political rights to sovereignty and their rights to recognition by the Governments of India and Myanmar (Burma) in particular and by the world at large. The Naga National Council (NNC) has fought fiercely and determinedly all the way to defend these political rights for the Naga people and the land they inhabit. This struggle will continue until Nagaland is officially recognised as a nation and God's purpose for the Naga people is achieved. May His will be done sooner than later. The Naga Voluntary Plebiscite is one of the main political milestones of the sovereign right to Naga freedom. Therefore this National Day of ours must be remembered by one and all. We the Naga people must stand firm on this National right for freedom. For a long time, the Naga people have desperately wanted Naga unity in the homeland. Therefore on this basis, we the five Naga National Political Groups (NNPG) are working for a political solution that will be in the best interests of the Naga people by liaising with all the NGOs, Tribal Hohos and stakeholders to bring out the best political solution for all our people. The Naga people especially the National Political groups have missed so many opportunities in the past because of hatred, mistrust, stubbornness and disunity in particular. Therefore, we appeal to all the Naga people who stand for Naga unity and a political solution to come forward to join the mainstream of Nagaland. Let us finally therefore come together without any reservation or hesitation to put our heads and minds together to work out the best possible solution for freedom of Naga people as the political situation demands. nised in terms of certain nominal tax or tribute, however, the practice was more of recognition either of their political leadership or for customary roles rather than surrender of their autonomy. Autonomy and freedom of any Naga village was nonnegotiable and inalienable. The occasion is an opportunity for our people to ponder on our foundational and fundamental beliefs, the legitimate right of the Nagas to choose our own destiny and also bring to the attention of the world that the Nagas still continue to suffer against her will at the imperialistic hands of occupational forces, viz., India and Myanmar. Modern Civilization values, including democratic values, have sadly failed to truly, educate these occupational forces that no people group, big or small, can be forced to live under the domination of another against her desires. In spite of our unfulfilled dream and aspiration to live as a free nation, we still remain proud and continue to live with dignity because on this day, sixty six years ago, the Naga people boldly stood up to express our resentment against the dehumanizing practice of imperialism. The Federal Government of Nagaland and the Government of India have been in conflict for more than sixty years now but the Government of India has not been able to crush the Nagas. India has been using some group of Nagas which has somewhat weakened the Nagas and the political issue has remained unsolved. India’s plans and acts have always been counterproductive. For example, the Federal Government of Nagaland had conflict with the Government of India. The Government of India instead of trying to solve the issue with the NNC/FGN, the owners went ahead and signed an agreement with the Naga People’s Convention which is known as the 16 Point Agreement, leading to the creation of the Nagaland state within the Indian Union and certain provisions in the

ver since the diabolical Framework Agreement was signed on August 3, 2015, between the Government of India and the NSCN-IM. It has caused quite a stir among the Naga intelligentsia. Except for the few proponents of the NSCN-IM, the majority of the Nagas have expressed their displeasure to subscribing something that they do not know. No one knows what the Framework Agreement is all about or what the contents of the Framework Agreement are. Yet, it is hilarious to note that some NSCN-IM functionaries and their henchmen are all out praising the collective leadership of the NSCN-IM and the Prime Minister of India, Shri. Narendra Modi for coming to a conclusion to this age old Indo-Naga issue. One may well assume whether it is sheer stupidity or the belief that they will be endowed with some greater responsibilities post solution that prompted the nincompoops to support something that they are not even aware of! Only time will tell and it will be left for the public to decide whether the solution will be honorable or not. No doubt, the Naga issue is unique and complex in the whole of South and South East Asia. However, how can anyone in their sanity blindly endorse something that they do not know what good it will bring forth? Every Naga aspires to live under one roof without any external interference and do away with tribalism because the very fabric that entwined the Nagas has been fragmented by tribalism and this is the root cause for most of the problems in our State. And while we are being confronted with so many problems, the NSCN-IM has added another woe to our already burdened state by claiming to be the sole representative of the Nagas. The NSCN-IM have been bragging about that the signing of the Framework Agreement will bring forth an honorable and amica-
ble solution. That without territorial integration they will not accept any sort of solution. But the very Indian leaders who have been instrumental in the signing of this agreement have stated candidly in the recently held Manipur elections that integration of Naga inhabited areasfrom other states is not part of the agreement. Now that leaves us to deduce either theflamboyant claims made by the NSCN-IM or the claims of the Indian leaders. As such, the pertinent question that triggers each and every Nagas of Nagaland is: 1. Whether the FA encompasses the Naga inhabited areas of Assam, Manipur and Arunachal Pradesh or it is applicable only to the present state of Nagaland? 2. If the FA is applicable only to the State of Nagaland then why is it being negotiated by outsiders on our behalf? Did anyone entrust them to do so? 3. Does it imply that the provisions of the agreement will be enjoyed by the Nagas from other states as well without territorial integration? If the claims made by the NSCN-IM is legit then every Naga will wholeheartedly support this cause because the feeling of Nationalism still runs high in the blood of very Nagas unlike most of the NPGs who care only about their materialistic desires. But the truth has been kept in total darkness and the people have been forced to believe in some utopian ideas. The NSCN-IM has for too long been openly professing that they are the guardian of the Nagas and this has to stop immediately. They should know that they do not have the mandate of the people nor are they the sole representative of the Nagas. Any solution arrived at should be inclusive and the public be made known about the talks or else it will only exacerbate the already deteriorating Nagaland. May God be our guide.

was born and brought up from my village Mangmetong in Mokokchung district. From primary schooling to the Post Graduation, I have never been in any standard school and therefore my language and my culture are purely country made and unpolished. This is one of the reasons that I have cultivated/attracted unmatched political and social enemies within and without the Naga society. Moreover, at times I am stupidly frank about my opinion on any given issues and therefore naturally my opponents used to outnumber my political comrades. However I try to be personally polished, I know I become more troublesome for myself than anybody else. Anyway I have no ill will towards anybody and always stand for correction from my esteemed friends. I have issued a statement on 6th August 2015 in support of the Framework Agreement signed between the NSCN(IM) and Government of India (GoI) in the presence of the Hon’ble Prime Minister Shri Narendra Modi and Hon’ble Union Home Minister Shri Rajnath Singh in Delhi on 3rd August 2015. I still hold the same opinion about the
Framework Agreement till today. During the last almost 2 (two) years so many organisations and concerned Naga citizens have expressed their opinions regarding this Framework Agreement. Such expressions through their columns must have contributed to both the negotiating parties for which they all deserve salutations. Since specially the Nagas consider this Framework Agreement very important for their destiny it is quite natural to express apprehension as well as considered opinion so as to make the agreement to a commonly acceptable one. Today also I am tendering few of my unpolished opinion in the public domain so as to provoke the situation for good. (i) Firstly, there is enormous trust deficit between the negotiating parties and the Naga general public, including political parties in the State. I feel that this trust deficit should be bridged comfortably at the earliest. (ii) There are at least 7 (seven) Naga underground factions, who are outside the purview of the ongoing political talks. Why the negotiating parties (GoI and NSCN-IM) should not sincerely approach them with open mind is difficult to discern. At the same time this 7 (seven) Naga underground factions are also not coming to a single platform presenting a comprehensive and common agenda for
the cause of the Naga Political Issue and its solution therein. (iii) I do not understand as to why the Government of Nagaland should not be taken into confidence by the negotiating parties, which is truly peoples’ mandated government and therefore cannot be simply wished away. (iv) There are recognised political parties in the State besides the government who may also have wisdom laden ideas and proposals to contribute in the political talks. (v) I have no hesitation to appreciate the sincerity and commitment to the negotiating parties. Having said that, the Naga in general should also come out with open mind and contribute their views and ideas instead of developing negative attitude. The Nagas cannot afford to lose the present opportunity in shaping the destiny of their future. I am also appealing to the negotiating parties to exhibit the art of benevolent diplomacy and statesmanship devoid of arrogance. This is the time to demonstrate the good quality leadership while ironing out its obstacles and difficulties. I am putting this personal opinion in the public domain in my individual capacity, representing myself as a concerned Naga citizen and hope that it will not injure anybody whatsoever.
Nagas Are Special People of God Naga Christians must identify themselves as the most privilege creature of God and live according to the purpose and call of God. The Nagas are created, called and chosen to be the Christians. In the Bible, the Christians means the believers of Christ, followers of Christ, disciples of Christ, Servants of Christ, Children of God, people who have been redeemed by Christ. This group of people have been called “Christians.” They are chosen people, a royal priesthood, Holy Nation, God’s own people, the heirs of God and joint heirs with Christ. Christians are special treasure-possessions of God. Christians means whose Names are written in Heaven(Lk.10:20),they
are the citizens of Heaven even though they live on this earth(Phil.3:20;John 17:14,16). Christianity is not a religion of Confusion. Jesus Christ, who came to save us knew very well that He was going to Heaven and be with His Father after His death and Resurrection. Paul, the Servant of God wrote in 2Timothy 4:6-8 about his successful fight, race, faith and sure of righteous’ crown prepared for him. He was sure about His Salvation before his departure. Elijah and his colleague prophets knew well that Elijah was going to be taken into Heaven alive by this Christians’ God. Elijah, the prophet of the Living God knew it very well(2Kings 2:1-12). We know Our Ancestor Abraham is in
Heaven because Jesus Christ Himself said while He was on this earth (Luke 16:19-31). If any Naga Christian is not living with this hope of Glory, you are wasting your time and misleading yourself. Hence, the word of God is calling you that you may return to Him as the prodigal (lost) son came back to his Father with repentance(Lk.15:11-32). You must come to Him with sincere confession of your sins like King David (Psalm 51:1-19).The Spirit of God has on many occasions revealed that the Nagas are disobeying God, and the sins of the Nagas have become exceedingly numerous (Ezk.9:9). The Nagas should not continue to grieve the Spirit of God as the people
in Noah’s day. Christians are truly precious than diamond and gold, see Mat.16:26 too. Christians should not throw themselves away in exchange of temporal materials and earthly entertainments. Every individual Naga must confess your sins for misusing and denying the privileges God offered you. From Chief Minister down to the poorest citizens of Nagaland need to repent before God like the people of Nineveh. When ungodly King of Nineveh ordered the citizens of Nineveh to fast & pray with sack clothes and even their domestic creatures were made to fast along with them ! Will it be a difficult job for a Christian CM and rulers and
Church leaders to talk together for National repentance and prayer Day ? Besides, Nagas are kept in the box for many years now. If the Naga people delay to take God’s help , the worst situation may come to overtake us. Hence, the Naga Christians need to seek God’s face unitedly at the earliest to commit our issues to Him. During the time of Queen Esther and Mordecai, the Jews did 3 Days Fasting & Prayer and they had a great deliverance. The God who answered the prayer of the Jews and the citizens of Nineveh will certainly help us to solve our problems too. This God has indeed heard the prayer of the Naga Christians all these many days that we are sustained from untold difficulties and blessed
this far. But many Nagas have forgotten God, entangled with sins and become unfaithful to God. If Christians does not live like Christians, there is a danger on this earthly life as well as in the Kingdom to come. Therefore, the Naga Christians must encourage one another to live as Biblical Christians with hope of Salvation and rewards in Heaven. No human Government, Prime Minister, President or creatures that exists on this planet earth will be able to care and offer us the Kingdom of God. No one can make the Nagas special beyond the plans and calls God has for the Nagas. The Naga Christians must know it better everyday and remain as a special people of God.

McCullough, who represented the District of Columbia in the decades-old pageant, was born in Naples, Italy, and raised in Virginia Beach, Virginia.
