Guwahati, May 16 (tNN): Chief Ministers of the seven northeastern states and Sikkim have jointly adopted a resolution to oppose any move by the Centre to abolish the special category status to the backward states, which will deprive them from receiving huge additional central funds. The chief ministers have submitted their resolution to Prime Minister Narendra Modi urging his “intervention for taking remedial measures.” All these states have non-BJP governments except Nagaland, where BJP is a partner of the Nagaland People’s Front-led Demo-
cratic Alliance of Nagaland government. There are 11 states, which are clubbed in the special status category. The tag was first given to the three states of Assam, Jammu & Kashmir and Nagaland in 1969 after the Fifth Finance Commission recommended additional assistance to some disadvantaged states in the form of central assistance and tax holidays. The resolution said, “After analyzing the 14th Finance Commission recommendations and the Union budget for 2015-16, it appears that the special category status of the northeastern region is going to be discontinued. This
will be nothing but a big blow to the interest of the region which has been suffering from backwardness and under-development since a long time.” “The dangerous and disastrous move cannot be accepted at this stage. The financial facilities availed by the northeastern states as special category states should be allowed to continue,” it added. The chief ministers have also resolved that the fundsharing pattern for centrally sponsored schemes for the special category states should also be continued at the present ratio of 90:10 or wholly upgraded as grants.

Will fostering economic opportunities via promoting dignity of labour and entrepreneurial skills engender a peaceful society? Is the present current social undercurrent an outcome of economic deprivation and stagnation? These questions were raised at a panel discussion entitled, ‘Fostering Economic Opportunities for Peace Building Society through Promoting Dignity of Labour and Entrepreneurial Skills,’ at Dimapur Ao Baptist Church (DABA) here today. Organised by the Pro RuralPeace Coalition of Northeast India (PCNI), the seminar saw an active participation from upcoming entrepreneurs as well as youth from all walks of life. Coordinator of PCNI Adahe Neli noted that the youth today are “confounded and confused” with a variety of interlinked factors affecting society. Despite efforts made by many organisations, the ground realities are not addressed effectively, having far-reaching consequences on social ethos, generating suspicion, prejudice, distrust and fear. Dimapur is said to be the fastest growing city in the region, yet economic opportunities for the youth are lacking, pushing them to the margin. “While economic opportunities per se do not contribute to peace, it has huge connotation on human development—food, health, social security, shelter education and spiritual and emotional well-being,” Neli stated.
Speaking on the occasion, Deputy Commissioner of Dimapur, Kesonyü Yhome IAS maintained that the present situation in society has certain resonance with the social unrest created in the aftermath of the great depression in late 1920s in western economies. “Expenditure and investment are not happening in the right places. Those with jobs are not doing their jobs, those without it are not getting the proper opportunities,” he said, adding, “There is a serious disconnect between the process of maintaining and restoring peace and economic progress.” He emphasised on dignity of labour and entrepreneurial skills as vital, given that there are more that 65000 educated unemployed registered and growing. Panelist K. Ela, Director of Prodigal’s Home, stressed on social harmony to build a peaceful society. “Where there is social harmony, there will be economic progress,” she said. We have internalised the notion that failure in academics is a failure in life itself, she said, arguing for internalising the right attitude and mindset at home and at school. “We take pride in not knowing how to do things. With such attitude, if opportunities come from heaven, we will miss them,” she maintained. Stating that we need to unlearn and re-learn our perception and a change in system is needed, Ela called for bringing work culture back through church, school and Sunday schools. Calling on successful entrepreneurs to share their success, she advised that community success, not individual success, and social entrepreneurship is the need of the hour. “If there is equitable social order, peace
would follow.” Panellist Neichuto Duolo, CEO of Entrepreneur Associates, challenged the youth to compete with each other and not with bullets. Illustrating his own experiences, he lamented that the younger generation seems to have lost their will to grasp opportunities. He argued that there can be business in a violent environment too. Commenting on the current political status, Duolo maintained, “Sovereignty will not be a Christmas gift, as we were all made to believe. Therefore we have to understand the situation we are in and plant our life accordingly in the midst of all the violence.” “If Beijing is interested in Delhi, why not Kohima?” he asked, noting that peace will follow if there is one business person in every family. Panellist Tia Longchar of Business Association of Nagaland (BAN) challenged the youth to give up “narrow walls and mindset.” He said that a sense of alienation and depression are perceivable, but talent is not missing; only a change of attitude is needed. “We missed the Industrial revolution but we can take upon the eco-friendly industry and sustainable economic systems,” he stated. A young entrepreneur, Akavi Zhimomi Naga, giving his testimony, encouraged students to study and learn. He said success and failure is part of life, but we need to persevere. Moderator of the discussion, Father CP Anto, Director of Peace Chanel, called for creating a humanist identity. “As a society, we have to identify as human beings for a peaceful society,” he said.
“I want to see maples all around,” envisions the man who introduced the ornamental maple trees to Mokokchung. Limawangshi Jamir, an ardent lover of nature, is perhaps the first person to have successfully grown maple trees in Mokokchung. More than a decade after he planted his prized maple trees in his backyard, he is today propagating the maple tree through seeds and cuttings, realizing his dream one tree at a time. Lima, as he is called by his friends and family, first saw the maple in Darjeeling where he did his college during 2001 to 2004. However, as he would recall, there were not many people selling maple saplings those days. Apart from nurseries, he even inquired with the botanical and horticultural gardens but even though there were standing trees, no saplings were available for sale. Scouting for maple sapling sellers, he even went up to Sikkim but did not find any sellers there either. Then, in the year 2002, as he visited a nursery to buy some flower seeds for his mother in Darjeeling one day, he encountered someone selling maple tree saplings. He bought three saplings that day, one each of a Tatarian Maple, a Japanese Maple and a Siberian Maple. He planted them in separate pots and cared for them initially planning on training them into bonsai. He recalls how he transferred the maples with him every time he shifted his rented house in Darjeeling as he considered them his “good luck charm.” When he completed his college, he brought the trees to his native Ungma village in November 2004, as he did not want to part

with them. After bringing the trees home, he noticed that his ‘bonsai’ maples after growing for three years in the pot were “asking for more space to grow.” So he transplanted the trees to the ground in his backyard, in the year 2005. Unfortunately, the Siberian Maple did not survive in the new environment. However, the Japanese Maple and the Tatarian Maple adapted well and matured into trees. The Tatarian Maple began flowering and producing seeds from 2013 and he has been propagating it through the seeds since then. The Japanese Maple is yet to produce seeds but he is successfully propagating it through cuttings and air layering. He has been giving away samples of his maples propagated through air layering to close friends since 2007. News about his maple trees spread through word of mouth and interested people from various places have been requesting saplings from him. He has sent more than 20 saplings to friends and relatives in Kohima and some to Dimapur but the trees did not survive in the latter, he says. He has also given
a number of saplings for free to be planted at Jentisang Resort near Ungma. He recalls how some people jeered at him earlier on for “spending so much time on a tree” which he simply ignored. Beginning this year, he is selling the saplings and he confided that apart from Mokokchung, he has had a good number of buyers from Kohima and even some from Manipur. He plans to assort as many varieties of the maple trees as possible and is currently in contact with sellers to procure a Sugar Maple, which is one of the giant maple trees unlike the Tatarian and Japanese Maples which are considered ‘small trees’. With the number of interested people inquiring for the saplings, he is optimistic that the maple though a non-native species would soon become a commonly sighted tree in the region. He is also currently working on developing a ‘maple park’ near his village. Can maple trees grow in Nagaland? Yes, according to Prof. Chitta Ranjan Deb, Head, Department of Botany, Nagaland University. On being asked if
the local climatic conditions are suitable for growing maple trees, the professor said that the conditions ideal for growing the maple species are similar to Nagaland’s. Besides, the maple can survive in a wide variety of soil types. Some K have no negative effect and can, in fact, be beneficial.” On being asked about encouraging planting of maple trees for their aesthetics value, the professor cautioned that some of the varieties of maple trees are regarded as “invasive species” in different parts of the world. “Before giving a final verdict on propagation or nonpropagation of the species, one need to identify the threat exerts by the said species on the native species,” he observed.

Officials of the Government Higher Secondary School (GHSS), Kiphire today disclosed that the department concerned has not deployed sufficient faculty to the school, which is causing lot of problem. The officials revealed this during a social work organized in and around GHSS (Arts), Kiphire by the United Sangtam Students Conference (USSC) and the area students union in a bid to boost the teaching learning process and to ex-
tend support to the authorities for better education. It may be mentioned that the GHSS became functional only last year with 25 students and the strength of the students has increased to 35 this year. Admissions are still going on, but due to space constraints, the institution could not accommodate all students. The head of the GHSS (Arts) also disclosed there are only five people in the teaching faculty and lamented the lack of staff in the school. The principal called for more support from the
people, while stating that so far only USSC and area students’ officials have visited the school and donated 15 chairs to the institution. He pointed out that there is a standing order from the government to delink Class XI & XII from college and that Zisaji Presidency College may delink Class XI & Class XII any time. “If we are not prepared we will face lot of problem,” he added. Interacting with this correspondent, Justin Khatomong, Chairman, USSC informed that there was a sitting with the trib-
al leaders, stakeholders and the school board for the institution. He added that tribe leaders have expressed willingness to donate furniture to the institution. The USSC will take initiative and take the help of the tribal leaders in the days ahead, he added. “We have many students who are from humble family and for them to go out of the district is very expensive and the only solution is GHSS and if they are not accommodated in this institution all of us will be responsible for denying education,” he stated.

Justin also said that the bill for GHSS (Arts block) is yet to be released to the contractor, but on request, the contractor gave the key of the building and that is how the classes have been running for this academic year as the present classroom cannot accommodate more than 25 students. The USSC and the area students are also organizing a paper sale day with a motive to educate parents and stakeholders on the status of the institution tomorrow in order to keep them aware of the progress of the institution.

Speaking during a seized liquor destruction programme at the premises of his office, Maongwati reminded that more than 7000 narcotic related cases have been registered within a span of last four years as against the period from 1989–2009. book titled “On God, Life and Death...and other things in between” authored by Lothunglo Mozhui was released at Café 20twelve, DC Court Junction, Dimapur on Saturday. The book was released by Visasier Kevichusa, Kingdom Culture Project, through the act of a dedicatory prayer. Speaking on the occasion, Lothunglo said God works in wonders and illustrated how she is a living testament to his wondrous ways. “He will finish what He has started in you,” she stated. A survivor of two strokes, Lothunglo added, “Who would’ve ever thought that I, with a badly stroked body, would be
writing and releasing a book! But, here we are all, celebrating this very day.” Emphasising on how she got the courage to pen down all her thought and feelings in the book, she stated, “God gave me a gentle nudge and I was able to write down all that was brewing inside of me, on God, life, death and other things in between.” Lothunglo thanked her family, friends and relatives for their help and support. She also expressed her gratitude to Heritage Publishing House and its publisher and chief editor, Dr. Lanusangla Tzüdir. 7. In a nutshell it lacks nothing! In conclusion, I would like to say that for those who do not know the author personally, I believe once they are done reading they will know of her as Elizabeth Edwards said, as one who stood in the storm and when the wind did not blow her way, she adjusted her sails. And with regard to the book I think most readers will agree with me when I say that one of Helen Keller’s quotations truly comes alive here, that “The best and most beautiful things in the world cannot be seen or even heard, they must be felt
with the heart.” This is one beautiful book wherein its contents are felt with the heart. Maya Angelou said, “f you are always trying to be normal you will never know how amazing you can be.” So lue, even though playing the piano is what ‘normally’ defines you and does so very well, and though it is “normally” your passion and it still is; your courage to find another and make it into something so beautiful and powerful as this in your darkest moments makes you a woman of strength. And we are only beginning to see how amazing you are.

He pointed that Nagaland was a transit state for various drugs such as Heroin, Brown Sugar, Opium etc coming from Myanmar through Pangsha and Longwa in the state. He said the drugs were being manufactured from Myanmar with pharmaceutical products transported from Indian side. The Commissioner of Excise also informed that District Prohibition Committee has been successfully constituted in all the districts. According to a destruction report presented by Superintendent of Excise (NC), Kevisetuo Angami, a total of 18,711 bottles/cans and 3000 pieces of yeast were confiscated during the period from August 30, 2012 to April 30, 2014 amounting to a street value of Rs 15,73,738 lakh. During the same period, 720 liquor cases were registered and an amount of Rs 8,69,600 lakh was collected by imposing fines on liquor offenders and the amount credited to the state exchequer.

This book is indeed a testament of that. It is one which is evident of the author’s sheer determination to push herself constantly in challenging times and willing herself to look beyond her struggles positively. It is a book conceived in tough times, nurtured through struggles, yet matured over time purely by faith and delivered only through consistent prayer. It gives me such immense joy to be presenting the review of this very special book and it is with much excitement that I extend my heartiest congratulations to lue. Throughout the book the powerful message on the importance of having a higher purpose in life is echoed. And they are certainly thought provoking. Another wonderful aspect of this book is how the pages are beautifully enhanced and artistically brought to life through Canato’s artwork and they definitely represent the author’s comment when she says that they are colours of hope!. .

Register with Nagaland Medical Council for medical camps
KohIMA, MAY 16 (MExN): Nagaland Medical Council today informed that medical practitioners from outside the State conducting any medical camp/ free health camp within Nagaland should obtain a temporary registration from the Nagaland Medical Council. Under section 16 (6) of the Nagaland Medical Council Act 2014, any person servicing or practicing modern scientific system of medicine in Nagaland shall be registered with the Council, a press release from Dr. Kevilhulie Meyase, deputy registrar, Nagaland Medical Council stated. “Without registration with the Council any person though qualified in modern scientific system of medicine shall be liable for action as specified by the council.” While stating that any free service provided to the suffering patients of Nagaland must be appreciated, Dr. Meyase however warned everyone not to be
duped by some “unscrupulous fringe elements.” “For a long time practice of modern medicine in Nagaland had been uncontrolled without rules and regulation to control malpractices in the medical profession,” the deputy registrar stated. Recently, Nagaland Medical Council was constituted as a Statutory Body established by the law of the land. “It has now started functioning in right earnest and attempts are being made to implement the rules and regulations of the Medical Council of India, Code of (Professional conduct, Etiquette and Ethics) Regulation, 2006,” according to the release. This is to ensure quality health care service to the public of the State, it added. The Council further requested all members of medical and health fraternity and the general public of Nagaland to co-operate and support for the interest of the people of Nagaland.

Two NDFB(S) overground workers arrested
GUWAHATI, MAY 16 (PTI): Two NDFB(Songbijit) over ground workers (OWG) were arrested in two separate joint operations launched by the Army with the Police in lower Assam's Chirang district today, a defence spokesman said. In the first operation, an OGW identified as Chakra Brahma, an active supporter of NDFB(S) militants, was arrested from Kusumdisha, the spokesman said. Brahma confessed to providing food, ration and guiding 35-40 extremists across Ai River in the district as they were on the run after their camp was busted by security forces in Kokrajhar district on May 7, he said. Chakra also confessed to being paid Rs 5,000 by Birbai, a hardcore NDFB(S) ultra for this assistance. In the second operation, another NDFB(S) OGW identified as Thepa Basumatary was apprehended from Burijhar and he was extensively involved in extorting money from the local people, the spokesman added.

Decks cleared for repatriation of Brus from Tripura AIZAWL, MAY 16 (PTI): Decks have been cleared for resumption of repatriation of the Brus from the six relief camps in North Tripura district following a meeting between Mizoram and Tripura government officials, a senior official said today. Mizoram Additional Secretary (Home) Lalbiakzama told PTI today over phone from Mizoram-Bangladesh-Tripura border Mamit town said that the meeting held at Damcherra in Tripura yesterday was also attended by leaders of the Mizoram Bru Displaced People's Forum (MBDPF) and representatives of all the inmates of the six relief camps. The repatriation process, scheduled to commence from June one was proposed to be concluded by September, he said, adding that identification of bonafide residents of Mizoram would be conducted during the last part of May. "The identification process would be in two phases, the first phase would be identification of those Brus in the relief camps who were enrolled in the Mizoram voters' lists and the second phase would cover those who claimed to be bona fide residents of the state but were not included in the voters' lists," he said. The identification and actual repatriation would be conducted camp-wise beginning from Kaskau relief camp, the nearest one from the Mizoram border.
NEW DELHI, MAY 16 (AGENCIES): In the idyllic Andaman and Nicobar islands - fast emerging as India's strategic and economic arm into the Indian Ocean - a small strip of sea separates Port Blair from the small but upcoming town of Bamboo Flat. On the mainland, up North the Jammu-Akhnoor road has for years been a choking point for traffic heading up to Poonch, including military convoys that service troops along the Line of Control. In the Northeast, trade connections with Myanmar and Bangladesh have for decades been held ransom to shoddy infrastructure and poor roads. A radical new approach is now being adopted to accelerate projects to unclog these bottlenecks, along with work on hundreds of other strategic projects, as the Narendra Modi government sharpens focus on creating
infrastructure along India's borders. From the Bharat Mala project (it envisages a road network along India's land boundary, stretching from Gujarat to Mizoram) to Sagar Mala (under which a coastal infrastructure will be set up along the nation's vast shoreline), the government's intention is clear: bring about a road and infra construction boom to help drive trade. While the idea is not new, the approach has been different - a newly created corporation has been empowered to execute projects worth Rs 34,300 crore and has been freed of red tape that traditionally binds government agencies on mega projects. And, execution has been rapid with road projects of nearly 3,200 km activated in the past year. Central to the change has been the creation of the National Highways & Infrastructure Development Corpo-
ration Limited (NHIDCL), which last year took over several projects from the Border Roads Organisation (BRO), mostly in the Northeast but also in a few other strategic areas. Its agenda is simple: create 10,000 km of roads by 2020 and revitalise India's connections with the neighbourhood. The changeover from BRO has been crucial - there are endless tales of roads passing deadlines by several years and construction costs quadrupling during execution. "Efficiency and transparency are the two key areas we are focusing on. Using e-tools for project monitoring and awarding of contracts, and an efficient dispute-resolution mechanism have been (the highlight of) our approach," says NHIDCL Managing Director Anand Kumar. Several critical projects have been fast-tracked, given the focus of the government on creating infrastructure.

GUWAHATI, MAY 16 (PTI): Assam Government has prohibited strike by employees of oil sector in the state through a notification under the Essential Services Maintenance (Assam) Act. A government release here today said the notification would remain in force for a period of six months or until further orders, in exercise of powers conferred by section 3 of the Essential Services Maintenance (Assam) Act, 1980. The notification prohibits strike of work by officers, workmen, contract labour, tanker drivers and also khalasis involved in the services in any oil field or refinery of any establishment or undertaking dealing with the production, supply or distribution of petroleum and petroleum products, including natural gas.
KOLKATA, MAY 16 (THE HINDU): Scientists from the Zoological Survey of India (ZSI) have discovered a new species of catfish, Glyptothorax senapatiensis, in the Chindwin river drainage in Senapati district of Manipur. The people of the region have been having the six-cmlong freshwater fish as food for long, calling it Ngapang. “It is a small but edible fish with high nutritional value and a lot of oil content,” ZSI scientist Laishram Kosygin told The Hindu. The fish has a thoracic adhesive apparatus that helps it cling on to the rocky riverbed in mountains against strong currents. All Glyptothorax-genus fish have this characteristic. Shanghai, May 16 (ianS): Twenty six pacts worth $22 billion! That was the sum and substance of the pacts signed between the businesses of India and China on Saturday, the major ones accounted for by the Adani and Bharti groups, coinciding with Prime Minister Narendra Modi's visit here. The pacts were signed against the backdrop of Prime Minister Modi calling upon Chinese companies, at a meeting of the India-China Business Forum here, to invest in India and seize, what he termed as a "historic opportunity" awaiting them across the vast border. Besides some noted captains of India Inc, the Who's Who of the Chinese industry was also present in good number at the packed event, including the chairs of Huwawei, Dongfang Eletric, Hareon, Shanghai Urban Construction, Baosteel, Alibaba, Trina, Chint, Saic Motor and Shanghai Media. Based on the same running gear as the i20 hatchback, the iX25 is an SUV Hyundai is expecting a lot from; and it's easy to understand why. To begin with, it looks stunning. Probably the best interpretation of Hyundai's fluidic design to date, the iX25 blends spot-on proportions with some sharp, confident details with an upright SUV stance. What works in its favour is the fact that the length of the car isn't artificially restricted to under four metres, as it is on cars like the EcoSport. On the contrary, Hyundai has given the iX25 a fairly lengthy bonnet, for
that full-sized look and the front bumper is robust and heavy set. What's also nice is that the upright grille works well. It's attractively proportioned around the back too.The lower half of the car is wider, so it looks well planted, and the simple but attractive tail-lights look neat as well. On the inside, the iX25 is a typical, modern Hyundai. The design of the dashboard is attractive and not over-styled, the centre console is blended neatly into the surface of the dash and to make the insides more attractive. Ground clearance is expected to be in excess of 200mm, with large 17 or 18-inch wheels and wide 215 tyres for extra grip. What will be particularly challenging for Hyundai, as ever, will be getting this
car to ride and handle well. This is especially as this car has a raised suspension that will need to be both stiff and supple at the same time. Hyundai's compact SUV will be powered by a set of powerful engines, with diesels taking the lead. Hyundai calls this SUV the iX25 in other markets, but is likely to rename it for India. Buyers looking for a compact SUV can expect it to be well built, comfortable inside and wellequipped; it is a Hyundai after all. In addition, we think the diesel engine is one of the best around, so as an overall package, our expectations are high. Likely to hit showrooms in early August at an estimated price of Rs 8-12 lakh, Hyundai's compact SUV promises much.

The NNC/FGN today observed its 64th anniversary of Naga Plebiscite Day (1951-2015) here at Chedema peace camp. A message of Adinno Phizo, president, Naga National Council (NNC) was read out on the occasion by NNC secretary L. Kaiso. In her message, Adinno recalled that under the leadership of the Naga National Council president A.Z. Phizo, the Naga people overwhelmingly opted for a single national identity on May 16, 1951 not to join India. The result was significant for the Nagas, but it angered the then Prime Minister of India Jawaharlal Nehru. And later, he sent his army to “crush” Nagaland. “But by the grace of God Nagas unitedly came forward and defended their country and saved the situation.” “In this critical time, Nagaland Baptist Church Council (NBCC) boldly initiated a ceasefire and organized a Peace Mission from international figures. And ceasefire agreement was signed on 25th May, 1964 between the Federal Government of Nagaland (FGN) and the Government

How do you find relief? How can you prevent back pain?When spine pain strikes, you might initially find relief by applying an ice pack at the source of pain. (Never apply ice directly to skin.) Taking an over-the-counter pain reliever such as acetaminophen, ibuprofen or naproxen sodium (i.e. Tylenol, Advil or Aleve) and resting may allow pain to subside while your body recovers. But for persistent pain or loss of mobility from a serious injury or condition, seek medical attention. Your physician can refer you to a specialist, if needed, such as a neurosurgeon, orthopedic doctor, chiropractor, physiatrist or an anesthesiologist (who specializes in interventional spine pain management). Depending on the severity of your condition, pain relief might come from one or a combination of these sources: Injections— given to help reduce pain and improve function by reducing swelling and irritation or for diagnosis. It may be that he no longer drives or she’s afraid to take public transportation. A move to a retirement home would mean regular organized outings. Financial Red Flags • Does she have piles of unpaid bills? Lots of mail scattered around could be a sign of difficulty managing finances—one of the most common first signs of dementia. • Look for letters from banks, creditors or insurers referring to overdue payments, overdrawn balances, and recent accidents or other concerning events. • Look for thank-yous from charities. Since some charities hit up givers over and over, he may be sending more money, forgetting he just donated. Driving Red Flags • Look for new nicks or dents on her car which can be signs of careless driving and frequent fender benders. • Does he promptly fasten his seatbelt? The unshakable love of a Godly husband

And above all, he himself needs to be devoted to the Word of God and proficient enough in handling the Scriptures that he can be the true spiritual head in the marriage (cf. 1 Corinthians 14:34–35). Caring Love: Genuine love also involves tender care, and Paul expressed that idea this way: “Husbands ought also to love their own wives as their own bodies” (Ephesians 5:28). We take care of our bodies constantly—giving them whatever food, clothing, comfort, recreation, relaxation or rest they need. We’re attentive to our own bodies, concerned with their needs, sensitive and responsive to whatever they desire. That is the kind of love Paul commanded husbands to show their wives. Notice, once again, Scripture is not describing love only as an emotion. This sort of love is active, voluntary, dynamic—something we do, not something we passively “feel.” It’s only reasonable that a man would love his wife the way he loves his own body, because in marriage, “the two … become one flesh” (Ephesians 5:31). That is the way God designed marriage. Paul was actually quoting from Genesis 2:24, which describes how God first ordained marriage itself. It applies universally and it has been true from the beginning. Husbands ought to love their wives with the same care they give to their own bodies because, after all, the two are one flesh.

magine how precarious your relationship with Christ would be if He only loved you when it was convenient for Him, or only when you were most attractive to Him. Everyone knows what it’s like to be loved imperfectly—and, if we’re honest, what it’s like to love someone else imperfectly. Believers ought to be perpetually grateful that God’s love for us isn’t conditional, and that He loved us even while we rejected Him (Romans 5:8). In Ephesians 2, Paul wrote about God’s transcendent love for us in the midst of our rebellion. And you were dead in your trespasses and sins. … Among them we too all formerly lived in the lusts of our flesh, indulging the desires of the flesh and of the mind, and were by nature children of wrath, even as the rest. But God, being rich in mercy, because of His great love with which He loved us, even when we were dead in our transgressions, made us alive together with Christ (by grace you have been saved), and raised us up with Him, and seated us with Him in the heavenly places in Christ Jesus. (Ephesians 2:1-6) So moments later, when Paul penned the instruction for husbands to love their wives “just as Christ also loved the church and gave Himself up for her” (Ephesians 5:25), he was not speaking about God’s love in vague terms. His original audience understood that he was not telling husbands to love their wives if the wives deserved it, or if the husbands felt like it. He gave an absolute command. Biblical love is a willful commitment to self-sacrifice, and it is not at all based on how we might “feel” at any point about the object of our love. Sacrificial Love: A husband who is unwilling to sacrifice for his wife does not even know what true love is. Those who regard their wives as servants under their sovereign headship haven’t begun to appreciate the true biblical pattern for marriage and family. Selfish husbands therefore will never know what it is to have a fulfilled marriage and family. True happiness in marriage is possible only to those who follow the divine pattern. Properly understood, Ephesians 5:25 demands that the husband die to self. In effect, he is called to crucify himself for the sake of his wife.
“I
have decided to follow Jesus” is a polarizing hymn. Made popular by the Billy Graham crusades, it is inseparable from the concept of altar calls and emotional pleading. For some, it stands as a sort of Arminian anthem—a testimony to the power of human volition and an example of all that is wrong with modern Christian lyrics. For others, it is a song celebrating the simplicity of conversion–simple and sincere. But when you know the story behind the song, you realize that it is not a statement about free will, nor about the ease of placing your faith in Christ. It actually stands as a monument to the international nature of the gospel, as well as a radical call to suffer and die with Jesus. The late 1800’s saw an evangelistic explosion in India. Entire provinces formally closed to the gospel were swept up a missionary movement perhaps unparalleled in history. Wales in particular sent hundreds of missionaries to Northern India, and they were joined by Indian evangelists, as well as missionaries from England, Australia, and the United States. This movement was remarkable for two reasons; first, it was led mostly by Indians themselves, and those men became national figures. Second, this missionary endeavor was focused on Northern India, which was firmly in the grips of the most oppressive forms of Hinduism. It was a place where the caste system was entrenched, and where headhunters ruled. These provinces often prided themselves on the hostile reaction they gave foreigners. Dozens and dozens of these missionaries were martyred, but despite the opposition and violence (or perhaps because of it) the gospel made inroads into this previously off-limits area. India flag In the 1880’s a Welsh missionary who had endured severe persecution finally saw his first converts in a particularly brutal village in the Indian province of Assam. It means the husband must devote his entire life—and quite literally even be willing to die—for the good of his wife. Remember, genuine love “does not seek its own” (1 Corinthians 13:5). The man who is concerned only with getting what he can from marriage is sowing the seeds of destruction in his family. To love your wife as Christ loved the church is to be preoccupied with what you can do for her, not vice versa. After all, Christ loves us not for selfish gain, but because He is a gracious Lord who delights to bestow His favor on us. Protective Love: The love of a godly man for his wife is not only sacrificial, it also safeguards her purity. Paul said Christ’s sacrifice for the church had this ultimate object in mind: to sanctify and cleanse her “that she would be holy and blameless” (Ephesians 5:26–27). Her purity was His primary concern. Likewise, in marriage, it is every husband’s solemn duty to guard his wife’s purity. No one would ever deliberately defile someone he really loves. How could a loving husband ever delight in something that compromises the purity of the one he loves? On the contrary, the husband who loves his wife as Christ loves the church will naturally hate anything that defiles her. He will guard her from anything and everything that might dishonor her, degrade her, demean her or tempt her to sin. He will never knowingly lead her into any kind of sin, but protect her against any threat to her virtue. He won’t deliberately provoke or exasperate her so that she succumbs to anger or any other temptation. And he himself will be an example of purity, knowing that whatever defiles him will ultimately defile her too. Notice the primary way Christ maintains the purity of the church: “by the washing of water with the word” (Ephesians 5:26). Husbands have a duty to ensure that their wives are regularly exposed to the cleansing and purifying effect of the Word of God. The husband is to be the spiritual leader and priestly guardian of the home. It is his duty to make sure the Word of God is at the center of the
Enduring Love: Since the husband’s love for his wife pictures Christ’s love for the church, it must also be the kind of love that outlasts every trial and overcomes every obstacle. When Christ was questioned about divorce, He quoted the same verse Paul referenced from Genesis, then underscored the permanence of the union: “What therefore God has joined together, let no man separate” (Matthew 19:6). Every marriage is consummated in an earthly sense by a physical union: “The two shall become one flesh.” Children conceived by that union will literally bear the genetic pattern of two people who have become one flesh. But marriage also involves a spiritual union. God is the one who joins husband and wife together. Marriage is the union of two souls knitted together in every aspect of life. Their emotions, intellects, personalities, desires and life goals are inextricably bound together. Naturally, then, God also designed marriage to be a permanent union, unbroken and uncorrupted. The biblical terminology of Ephesians 5:31 stresses the permanence of the marriage union: “A man shall leave his father and mother and shall be joined to his wife.” The word translated “be joined to” is a Greek term (proskolla) that literally speaks of gluing something together. It describes a permanent, unbreakable bond. That is an apt description of God’s ideal for marriage. It’s a union held together by lasting love that absolutely refuses to let go. Christlike Love: Scripture is clear: God’s plan for the family begins with life-long monogamous marriage, which is grounded in sacrificial love. Why is this of such supreme importance? Paul gave the answer in Ephesians 5:32: “This mystery is great; but I am speaking with reference to Christ and the church.” In other words, the husband’s love for his wife is a sacred duty because of what it illustrates. Christ is the heavenly Bridegroom and the church is His bride (Revelation 19:7–8; 21:9). Because marriage pictures that union, the husband must be Christlike in his love for the wife, and she must be submissive to his headship. Otherwise, the divine object lesson is destroyed. What higher motive could there be for a husband to love his wife? By loving her as Christ loved the church, he honors Christ in the most direct and graphic way. He becomes the embodiment of Christ’s love to his own wife, a living example to the rest of his family, a channel of blessing to his entire household and a powerful testimony to a watching world.

Arresting the family, they demanded that the father renounce Christ, or see his wife and children murdered. When he refused, his two children were executed by archers. Given another chance to recant, the man again refused, and his wife was similarly stuck down. Still refusing to recant, the man followed his family into glory. Witnesses later told the story to the Welsh missionary. The reports said that when asked to recant or see his children murdered, the man said: “I have decided to follow Jesus, and there is no turning back.” After seeing his children killed, he reportedly said, “The world can be behind
me, but the cross is still before me.” And after seeing his wife pierced by the arrows, he said, “Though no one is here to go with me, still I will follow Jesus.” According to this missionary, when he returned to the village, a revival had broken out, and those that had murdered the first converts and since come to faith themselves. The Welsh man passed along these reports to the famous Indian evangelist Sadhu Singh. Singh had risen to prominence in India because he was training foreign missionaries, and a theme in his teaching had been the necessity of avoiding the cultural trappings of Western Christianity. He insisted that the missionaries now pouring into India focus on the essentials of the gospel while allowing the now
vibrant Indian Christian community to develop their own Christian customs. The accounts of the family that had been martyred in Assam were so astonishing and widely circulated that most Indian believers were familiar with it. So Singh took the martyr’s last words, and put them to traditional Indian music in order to make one of the first uniquely Indian hymns. The song immediately became popular in Indian churches, and it remains a mainstay of worship music there to this day. Eventually some of the American missionaries returned from India and they brought that song with them. Finally, it ended up with Canadian song writer George Beverley Shea, and he made it a staple at the Billy Graham crusades. When viewed through the lens of Calvinism vs. Arminianism, the song seems decidedly about free will. It can easily strike us as singing about our role in salvation, while minimizing the work of God in regeneration. Yet for the Calvinists, it is helpful to know the history, to understand that not all music was written in the context of debates about God’s role vs. people’s work in salvation. In this song, the word “decided” doesn’t have a minimalistic feel to it, but rather has a once-for-all commitment attached to it; a commitment that the author knew would lead to imminent death. For those that use this song as an emotional manipulator, or as an example of how easy salvation is, they too should be embarrassed. Nothing could be further from the author’s intent. This song does not capture the ease of making a decision, but rather is about the staggering cost of picking up your cross and following after Christ. This song reminds me of Christian, from The Pilgrim’s Progress. As his neighbors came out to persuade him not to leave the city and press on to the gate for eternal life, Christian put “his fingers in his ears, and ran on, crying ‘Life! Life! Eternal Life!’ So he looked not behind him, but fled towards the middle of the Plain.”

But the Bible also states unambiguously, with striking frequency, that God hates sinners. The Bible says in Proverbs 1:24-27 that He will laugh at the wicked when their calamity comes like a whirlwind, and that He will mock them when disaster strikes them. “For the eyes of the Lord are on the righteous and his ears are attentive to their prayer, but the face of the Lord is against those who do evil.” (I Peter 3:12) “You adulterous people, don't you know that friendship with the world is hatred toward God? Anyone who chooses to be a friend of the world becomes an enemy of God.” (James 4:4) Unconditional love: There is a sense in which God loves all men unconditionally, sinners and saints, which is not at all contradictory to the Biblical teaching of God’s hatred for sinners. God loves the sinner in the sense that He is benevolent to them-He wills their good. God wills that all men repent and not perish. “The Lord is not slow in keeping his promise, as some understand slowness. He is patient with you, not wanting anyone to perish, but everyone to come to repentance.” (2 Peter 3:9) His disposition toward man is to show mercy - He is longsuffering, He is slow to wrath and quick to forgive. He does not send speedy judgment when we sin, but convicts us by His Spirit and gives us time to consider our ways. God’s unconditional love for mankind prompted Him to send Jesus to die to motivate man to turn from sin to God, and to secure the salvation of those who meet the terms of the covenant. Justice is an attribute of love. God hates sinners in the same sense a Judge would hate criminals-- for the greater good of mankind. God hates sinners in the same sense that He hates the devil-to promote the general welfare of man. Not because God is hateful, but because He is benevolent. For the greater good of the universe, He will rid the earth of all rebels and reign forever. It is best, it is right and it is the loving thing to do. Conditional love: The Bible also speaks of a love God has for man that is “conditional.” “Whoever has my commands and obeys them, he is the one who loves me. He who loves me will be loved by my Father, and I too will love him and show myself to him." (John 14:21) Jesus replied, "If anyone loves me, he will obey my teaching. My Father will love him, and we will come to him and make our home with him.” (John 14:23) “No, the Father himself loves you because you have loved me and have believed that I came from God.”(John 16:27) God’s benevolence for sinners is not emotional drivel or sentimental feelings. He does not accept sinners “just the way they are”; they must repent and believe in order to be accepted by Him. He does not give them unconditional approval, unconditional acceptance, unconditional forgiveness, or unconditional friendship. He has unconditional love for the sinner, but he doesn’t like them. Love by definition must be voluntary, so God cannot force His love upon anybody. That would not be benevolent. God wants our love to be a free expression from our heart. Only in this would He receive glory and be pleased. God invites, persuades, pleads, and beckons man to leave his love of sins and worship and adore his Creator above all, to give God pre-eminence in his life. If man complies, God delights in him. God’s conditional love is the love of complacency and friendship. God’s conditional love is fellowship. We enjoy this love only by responding in a loving way to the influence of His unconditional love. We cannot know God and His conditional love unless we cease to love sin and He becomes our First Love. As long as we continue in sins, we are at war with the Holy God, and under the condemnation of the wrath of His justice. Unless we meet the terms of the covenant-- fear God, repent, obey, love God supremely - we are doomed. Neutrality is Impossible: "He who is not with me is against me, and he who does not gather with me scatters.”(Matthew 12:30) In our relationship to Jesus there can be no neutrality. Perhaps neutrality is possible and even wise regarding some issues and persons, but in life's great struggle, neutrality is impossible. The claims of the kingdom and the demands of Jesus are so exclusivist that to be indifferent or apathetic to him is to be on the side of those who do not confess that he is the Messiah who brings in the kingdom of God. Jesus is the one who will harvest in the last days, a function that the Old Testament regularly assigns to God. The critical place in Jesus' ministry of his victory over Satan means that we also must take a stand for or against Jesus as the one who brings the kingdom. Whoever does not "gather" the sheep "scatters" them by default and thus works counter to Jesus.

The matter is related to Mohammed Imran Khan, who was appointed as Rehbar-e-Taleem (education guide) in a south Kashmir school. Khan's appointment was challenged by the petitioner, who alleged his certificates issued by Board of Higher Secondary Education Delhi and Global Open University, Nagaland were not recognised. The marksheet issued to the respondent by the Board of Higher Secondary Education Delhi showed he had secured 74 per cent, 73 per cent and 66 per cent in Urdu, English and Maths respectively. Justice Muzaffar Hussain Attar, who was hearing the petition yesterday, decided to test Khan's proficiency and asked a senior counsel to give him a simple line for translation from English to Urdu and vice-versa. With the shoe on the other foot, the teacher failed to impress the judge. He was then asked to write an essay on 'cow' in Urdu. Khan sought permission to write the essay outside the confines of the court room, apparently to allow better flow of ideas. The request was granted but he was declared failed again. Khan, who claimed he had better grip over Mathematics, was then asked to solve a maths problem meant for 4th graders. Alas! he was pronounced having failed, yet again. An exasperated Justice Attar said, "In this situation, what would be the fate of the state has to be only visualised. The school going children ....Would pass out as blockheads." renews authority for Egyptian court sentences ousted Obama US sanctions on Myanmar President Mohammed Morsi to death CAIRO, MAY 16 (AP): An Egyptian court sentenced ousted President Mohammed Morsi and over 100 others to death Saturday over a mass prison break during the 2011 uprising that toppled Hosni Mubarak and later brought Morsi's Islamist movement to power. In what appears to be the first violent response to the sentence, suspected Islamic militants in Egypt's Sinai Peninsula gunned down three judges and wounded three others traveling in a car in the northern Sinai city of al-Arish, according to security officials, who spoke on condition of anonymity because they were not authorized to speak to the media. As is customary in capital punishment cases, Judge Shaaban el-Shami referred his death sentence on Morsi and the others to the nation's top Muslim theologian, or mufti, for his non-binding opinion. El-Shami set June 2 for the next hearing. Regardless of the mufti's ruling, the sentences can be appealed. Morsi, Egypt's first freely elected leader, was ousted by the military in July 2013 following days of mass street protests by Egyptians demanding that he be removed because of his divisive policies. Morsi's successor, Abdel-Fattah el-Sissi, was the military chief at the time and led the ouster. El-Sissi ran for president last year and won the vote in a landslide. Also sentenced to death

Taking advantage of the turmoil, the militants fought their way into several prisons, releasing Morsi, more than 30 other Brotherhood leaders and some 20,000 inmates, prosecutors say. Several prison guards were killed and parts of the stormed prisons were damaged. Those sentenced to death with Morsi on Saturday include the Brotherhood's spiritual leader, Mohammed Badie, as well as one of the Arab world's best known Islamic scholars, the Qatar-based Youssef al-Qaradawi. Hezbollah and Hamas operatives who had been convicted and sentenced to jail terms over terrorrelated charges were also broken out of jail in 2011.

Hundreds of protesters were killed during the uprising and dozens of police stations across the country were stormed by demonstrators. Media commentators maintain that the jailbreaks and the attacks on police stations were part of a Brotherhood plot to spread fear and chaos to ensure the fall of Mubarak. The Brotherhood went on to win every election held in Egypt between 2011 and Morsi's ouster in July 2013. Its popularity began to slide after Morsi took office in June 2012 and decreed himself above any sort of oversight later that year. Critics increasingly charged him with working for the Brotherhood and its supporters, not all Egyptians. Morsi's sup-
porters say he was undermined from the beginning by Mubarak-era holdovers in the security forces and other state institutions. Hamas is the Palestinian chapter of the Brotherhood and its leaders enjoyed close relations with Morsi during his year in office. It has consistently denied meddling in Egypt's affairs, including participating in the 2011 mass prison break, but relations between the group and the post-Morsi government in Cairo have been fraught with tension. Egypt frequently accuses Hamas of being behind some of the attacks staged by Islamic militants in northern Sinai since Morsi's ouster. A simmering insurgency by Islamists in Sinai has been
going for years, but it significantly intensified after Morsi's ouster, leading the Cairo government to associate it with the Brotherhood. He also criticized the West, saying it had failed to speak out against el-Sissi or death sentences being handed down to leaders of the Brotherhood. live freely and without fear, and to choose their leaders through the ballot box." An Islamist opposition alliance led by the Brotherhood meanwhile called on Egyptians to step up the campaign to topple the "gang of treachery and usurpers" in the run-up to July 3, the second anniversary of Morsi's removal from power. Amnesty International also denounced the verdicts. It called for a retrial, asserting that all evidence gathered from Morsi and other defendants were inadmissible because of what it called their illegal detention prior to trial. The former president escaped a death sentence in a separate case before el-Shami related to allegations that Morsi, several of his aides and leaders of the Brotherhood allegedly passed state secrets to foreign groups, including Hamas and Lebanon's Hezbollah, during his year in office. A total of 16 senior Brotherhood leaders and aides were sentenced to death by el-Shami in that case. The 16 include one woman, Sondos Assem, a presidential press aide who is now a fugitive. A verdict on Morsi's role in that case will be announced in the June 2 hearing.

Nkurunziza's motorcade rolled into the capital on Friday and he returned to the presidential palace, said his spokesman, Gervais Abayeho. The president did not appear in public. His jubilant supporters cheered his return and the failure of the coup. Maj. Gen. Godefroid Niyombare, a former intelligence chief, had announced Wednesday while Nkurunziza was in Tanzania that he had relieved the president of his duties. That triggered fierce fighting in the capital between his forces and those loyal to Nkurunziza. The city was calm but tense Friday, with many businesses closed. Some residents who don't support the government emerged from their homes to resume protests. Three army generals accused of trying to topple Nkurunziza were arrested when they were found hiding in a house, while another senior security official was caught at the border while trying to flee to Tanzania, Abayeho said. He added that Niyombare remained at large and a manhunt was underway. The United States government said it was alarmed by reports of retaliatory attacks and the growing risk of violence and atrocities. U.N. officials, too, urged authorities to ensure that a campaign of reprisals do not take place against the supporters of the coup and other opponents. The U.S. urgently called on Nkurunziza to condemn and stop the use of violence by police and the ruling party's Imbonerakure youth militias against those who participated in protests against a third term, State Department spokesman Jeff Rathke said. Washington opposes attempts to seize power unlawfully, but also believes that Nkurunziza's decision to disregard the 2003 peace accords that ended civil war by seeking a third term "has created instability and violence," Rathke said. Rathke said the U.S. was taking steps to impose visa ineligibilities on those responsible for violence and called on other governments to do the same. The U.S. also warned that it cannot provide military training or assistance to units that commit human rights violations, and welcomed the decision by donors to reduce or withdraw assistance to Burundi in response to violence. credible elections. In a statement, they also specifically condemned those who facilitate violence, and called on the Burundi authorities to address the crisis while respecting fundamental freedoms. In his speech, which was posted on his website in Burundi's official language of Kirundi, Nkurunziza thanked "the security and defense forces for the efficiency with which they fought the coup against the democratically elected institutions." He said "peace reigns throughout the country, even in Bujumbura where this small group of criminals wanted to commit the irreparable," a reference to the coup plotters, and he added that they had been preparing their actions "for a long time, since last year and before." Nkurunziza called for an immediate end to all hostilities and urged dialogue. "We therefore urge the immediate cessation of the demonstrations, that those who have claims do so in dialogue and consultation, not through force and revolt," he said. The protests began April 26, a day after the ruling party made Nkurunziza its presidential candidate, and at least 15 people have been killed in the unrest. Opponents said his plan violated the constitution as well as the peace accords that ended a civil war. The constitution states a president can be popularly elected to two five-year terms, but Nkurunziza maintains he can run for a third because parliament voted him into office the first time, leaving him open to be popularly elected to two terms. More than 105,000 Burundians have fled to neighboring countries recently, according to the U.N., and the U.N. High Commissioner for Refugees Zeid Ra'ad Al Hussein warned Friday that the country is at risk of descending further into chaos. He urged authorities to ensure that
the instigators of the failed coup are not harmed and that there are no reprisals against their perceived supporters, journalists, human rights activists and the many civilian protesters. At the United Nations, Secretary-General Ban Ki-moon spoke to Kenyan President Uhuru Kenyatta about Burundi and emphasized the need for regional leaders "to join efforts to help resolve the crisis," said deputy spokesman Farhan Haq. Ban plans to talk to Nkurunziza and other regional leaders in the coming days, he added. Haq then summarized Ban's statement from Thursday that urged "all political and security leaders to clearly and openly reject the use of violence, refrain from acts of revenge and rein in their militants." Nkurunziza's motorcade drove to Bujumbura from the northern city of Ngozi, where he was greeted by many supporters after returning from Tanzania, Abayeho said. Smoke was still billowing from the building housing the Radio Publique Africaine, which was among four popular independent radio stations and a TV station attacked in the fighting. The national broadcaster that the coup plotters tried to seize was heavily guarded by army personnel, and many police checkpoints were set up along a highway in southern Burundi. Dozens of Nkurunziza supporters turned out in the Kamenge area of the capital to celebrate his return, blowing whistles and carrying balloons with the ruling party colors. Supporter Aloys Ntabankana said they were happy over Nkurunziza's return, and he decried those who tried to oust him. "The thing they wanted to do in Burundi would have sunk Burundi into chaos. KATHMANDU, MAY 16 (AP): The bodies of all eight people on board the U.S. Marine helicopter that crashed this week during a relief mission in earthquake-hit Nepal have been recovered, Nepal's army said Saturday. The wreckage of the UH-1 "Huey" was found on Friday following days of intense search in the mountains northeast of capital Kathmandu. The first three charred bodies were retrieved the same day by Nepalese and U.S. military teams. The Nepalese army said in a statement Saturday that the remaining five were also recovered. The aircraft, with six Marines and two Nepali soldiers on board, went missing while delivering aid on Tuesday. Lt. Gen. John Wissler, commander of the Marine-led joint task force, told reporters in Kathmandu on Friday that his team could not immediately identify the cause of the crash or the bodies found. He described the
crash as "severe," and said the recovery team at the site encountered extreme weather and difficult terrain. The wreckage was located about 24 kilometers (15 miles) from the town of Charikot, near where the aircraft went missing while delivering humanitarian aid to villages hit by two deadly earthquakes. The area is near Gothali village in the district of Dolakha, about 80 kilometers (50 miles) northeast of Kathmandu. The U.S. relief mission was deployed soon after a magnitude-7.8 quake hit April 25, killing more than 8,200 people. It was followed by another magnitude-7.3 quake on Tuesday that killed 117 people and injured 2,800. The helicopter had been delivering rice and tarps in Charikot, the area worst hit by Tuesday's quake. It had dropped off supplies in one location and was en route to a second site when contact was lost.
WASHINGTON, MAY 16 (AP): President Barack Obama has renewed for a year his authority to maintain sanctions on Myanmar, amid international alarm over the plight of Rohingya Muslims whose mass flight has caused a refugee crisis in Southeast Asia. The White House notified Congress of the renewal on Friday, five days before the existing authority was due to expire. It said that despite significant progress on some reforms, concerns persist over conflict and human rights abuses, particularly in ethnic minority areas and Rakhine State. Although the renewal was widely expected, it comes as thousands of the stateless Rohingya who have fled apartheidlike conditions in western Myanmar are believed to be stranded in boats abandoned in the Andaman Sea because of crackdown on human smugglers. The flight of Rohingya over the past three years is the region's largest exodus of boat people since the Vietnam War. The U.S. is calling for a regional response to "save lives," but Malaysia, Indonesia and Thailand appear unwilling to take more Rohingya. State Department spokesman Jeff Rathke said the U.S. is urging governments in the region not to push back new boat arrivals. He said Sec-
retary of State John Kerry called his Thai counterpart to discuss the possibility of Thailand providing temporary shelter to the migrants. Rathke did not disclose the Thai response. He said the U.S. was also pressing Myanmar to "do more" to improve the humanitarian situation in Rakhine State. "We're working on this now at high levels because of the crisis it's created," he said. The displacement of Rohingya has been a black mark on Myanmar's historic transition from decades of military rule, a shift often touted as a U.S. foreign policy success. Myanmar regards the Rohingya as illegal migrants from Bangladesh and doesn't recognize them as an ethnic group although many have lived in Myanmar for generations. The United States eased broad economic sanctions on Myanmar in 2012 to reward its political opening but it still restricts business with some individuals and companies who it says oppose the democratic transition or have ties to North Korea. Patrick Ventrell, a National Security Council spokesman, said the U.S. will continue to review sanctions policies as it monitors Myanmar's progress on political and economic reform.

Using Naga national movement to draw political mileage unfortunate
I
t is unfortunate that the Naga politicians have stooped so low as to capitalize the Naga national movement to gain political mileage. Though the present national workers have diluted the issue of Naga nationalism on many fronts, it must be understood that politics under the Indian Union and Naga nationalism have got nothing to do with each other. It is rather funny to read the statement of congress leaders citing that they jointed NPF led DAN Government which has BJP as its principal ally for the sake of Naga solution. Who are they trying to fool? Naga nationalism is a sacred issue and should be upheld by all patriotic Nagas. My memory takes me back to the year 2008 wherein, the present Congress MIAs deserted NPF and contested on Congress ticket as Congress was in
power at the centre during that time. The same brood of MLAs perpetuated political crisis by joining congress and brought Presidents rule in Nagaland just on the eve of state election 2008 just to fulfill their political ambitions. Realising that Congress has no future in Nagaland as the people have rejected them over and again, they have now entered the corridor of power through backdoor much against the wishes of NPF loyalists electorates who have stood by the party through thick and thin. As a staunch regionalist, I appeal to those who are at the helm of party affairs (NPF) to exercise wisdom and differentiate between the sheep be a wolf even if it tries to act like a sheep to ensnare the sheep. t so happened that of all the day, I choose 13th May '15 to go to Dimapur Treasury Office along with a friend for some work. When we started from home we were more than happy to run errand for our work because we considered it fortunate, as now the present Treasury Office stands tall, handsome and just so new located in the heart of Dimapur Town at Bank Colony. We approached the building and talked about how magnificent the new Office building is, and even more curious to see the inside too. But when we were to enter the building our excitement turned sour when suddenly in a split of second a very large and thick window glass fell down from the first floor of the office building right between me and my friend. I don't know what prompted me to push my friend forward. It was just so quick and was a matter of our precious life. Miraculously we escaped the hair rising incident with cuts and wounds in the arm, thigh and foot with very tiny glasses inside the skin, and of course our clothes got torn too! The first thing I did was to check from which room window it felled and what made it crash down below. As I went around from room to room checking from where the glass fell I was more than amused to see myself standing in a vast room with the floor and cracked walls. Got to know that the office building was inaugurated with much pride only around the beginning of this year but already showing signs of aging with cracked walls and window glasses falling down. Funny to even think how a new building started cracking up this soon. Suppose an earthquake like in Nepal happened here, than for sure that building is so gone. Now, it seems one of the person who works in that office opened the window as usual but unfortunate for us to bear the pain of very poor workmanship, the glass gave away right on us. And the interesting fact is that we aren't the first to go through this hair rising incident. Someone already had experienced too, before
us. Okay, now the point is who is to be blamed for this low graded poor workmanship? Constructed such a magnificent Government office building but really disappointing to see that people fear to even get inside the new building. Is it us to be blamed simply because we were unlucky? Is it the Government to be blamed who paid less or no payment was made to those that took the contract? Is it the contractor who is to be blamed for using sub-standard materials? Or is it those people that constructed the building cheated us big and made a fool out of us? Well, today I escaped with some injuries but what of tomorrow? With the passage of time the glasses will easily fell off as I have noticed that more are still not firm to stay for long. It is really saddening to think of what if some old pensioners and fellow citizens go through the same incident that happened to me and my friend? I therefore appeal the Government and the concerned Department to kindly look into the matter as it is of serious matter and for sure it will happen again. Kindly inspect the building on your own and see what is needed to be done at the earliest, otherwise put a notice outside the building cautioning the public to enter the building at one's own risk! Well, as a commoner and a layman I am not here to pin-point any individual or group, but raising a question on who will be honest enough to admit one's own fault and take the blame. Let this matter not end today. Days from now, if I ever get to visit again, I look forward to enter the Treasury Office without any fear of glasses falling over me or over anyone! (P.S:- To those who are employed in Treasury Office, next time when you are to open the windows, be a little more cautious and think of the people commuting below. Independent body to address ILP issue
T
he efforts of the Survival Nagaland and NSF and its affiliates in spearheading the illegal migrants issue in Nagaland is laudable. What the State government has been failing on its part for year after years, these organizations have taken upon themselves to shoulder the responsibility. Yet in strict legal terms, such exercises, however genuine they might appear to be, have to be within the ambit of the law. They need prior sanction of the State government. Entry of outsiders into Nagaland (erstwhile Naga Hills district of Assam Province) is governed by two laws. Inner Line Permit (ILP) regulates the entry of genuine Indian citizens and Protected / Restricted Area Permit (PAP / RAP), in addition to regular visa, regulates the entry of foreigners. ILP operates under the provisions of Bengal Eastern Frontier Regulation (BEFR), 1873 while PAP/RAP operates under the provisions of the Foreigners Act, 1946. While the offenders of Foreigners Act are tried and disposed off by the provisions of Foreigners (Tribunal) Order, 1964; BEFR, 1873 has no such statutory body in Nagaland till date. In Assam, following the Assam Accord in 1983, Illegal Migrants (Determination by Tribunal) Act (IMDT), 1983 was enacted by the Parliament for detection of illegal immigrants in Assam. However, it was struck down by the Supreme Court of India in 2005. The difference between the Foreigners Act, 1946 and IMDT was that; in the former, the burden of proving the citizenship or otherwise rested with the accused; while in the later, it rested on the accuser and the police. Foreigners Act, 1946 is a Central government act and therefore the Ministry of Home Affairs (MHA), Govt. of India is the custodian of this law. Strictly speaking, ILP is a State subject because it applies to Indian citizens (British subjects in pre-independent era) only. However, without going into the details of the two laws (in which I’m not an authority), my objective of writing this piece of opinion is to make humble suggestions for their effective implementations, especially ILP, in the State. After India attained independence, the constitution of India provided certain safeguards to the tribal population. Nondomicile people from mainland India were required to obtain ILP from the district administration and that too, for a limited period. However, the scenario had changed in recent years. Genuine Indian citizens are given ILP in the form of work permit for a year or so, that could be extended. Earlier, issuing of ILP was very much restricted but now it has become a formality or ceremonial, mostly due to monetary consideration. Thousands or may be even lakhs of Indian citizens have entered Nagaland
for various reasons. Illegal migrants from across the border makes double or triple of that. To say there are still restrictions seems paradoxical. Indian citizens that had settled in Nagaland prior to 1st December 1963 are recognized as indigenous inhabitants of Nagaland and enjoying certain safeguards like Nagas by blood. Illegal Bangladeshi Migrants (IBM) is a misnomer because, irrespective of legal or illegal migration, a Bangladeshi is a foreigner by the definition of Foreigners Act, 1946. Their entry into Nagaland is supposed to be regulated by PAP under Foreigners Act, 1946. Foreigners Act defines foreigner as a person who is not a citizen of India. Foreigners are required to obtain PAP/RAP from the MHA. PAP is normally issued for 10 days only and has an option of 7 days extension. Foreigners cannot live in India, let alone run business, without being naturalized as Indian citizens. Conversely, if they have entered Nagaland as Indian citizens by obtaining ILP, as per law, they can’t be treated as foreigners. By giving them ILP, we only legitimize their citizenship as Indians. The casual attitude of Naga people has encouraged people of dubious citizenship to enter Nagaland, the numbers of which have assumed alarming proportion. They have displaced local entrepreneurs and captured almost all trades and commerce in Dimapur and that too, under the patronage of some local protectors. Nagas accept them as our valuable tenants without bothering to ascertain their integrity and antecedents. Nagas are simpletons. A villager’s narrow concept of foreigner connotes the whites only. Generally, Nagas don’t consider people in neighboring countries as foreigners. “According to the Foreigners (report to the police) Order, 1971, made under the Foreigners Act, 1946, every householder or other person shall report to the officer in charge (OC) of the nearest Police Station, the arrival or presence in his household or any other premises occupied by him or under his control of any foreigner, if he knows or has reasons to believe that he is a foreigner”. In other words, if you are harboring a foreigner (a Bangladeshi) without informing the police, you are violating this provision. Nagaland should learn a lesson from Tripura and Assam where the indigenous people are outnumbered by illegal migrants. Vote bank politics has been largely responsible for such exponential growth of immigrant population in these States. They have been enumerated in India’s electoral roll. They are given ration cards, both of which proved their nationalities as Indians. The same is happening in Nagaland today. The anti-social activities perpetrated by these people with or without local support
needs no introduction. In Arunachal Pradesh, the Constitution (Eighty Third Amendment) Act, 1992, made provisions that, only the indigenous tribal people are allowed to participate in the democratic process. Sixteen points agreement did not give that safeguard to Nagas. On the contrary, out of sixty assembly constituencies, 1 Dimapur – I seat is a general seat in which any Indian citizen can contest. Out of about twelve lakh electorates in Nagaland, at least two to three lakhs will be non-Nagas. Article 371 (A) has failed the Nagas in this. The problem of illegal migrants in Nagaland is no longer a temporary problem. It has become a chronic problem requiring long-term measures to tackle it. Periodical ILP check by NGOs cannot bring any lasting solution. The State government is the only authority to enforce the law. But it has no concrete mechanism to address the issue. NGOs can assist the government. But it has no legal authority to usurp government’s role; not even on the ground of government’s failure. “On 9th August 2012, the Supreme Court, while delivering its verdict on public interest litigation (PIL) hailed that the Govt. of India is committed to deporting illegal Bangladeshi migrants, but only lawfully”. What is not done lawfully can be counter-productive. A mass movement like Assam movement may be the call one day but without intensive public awareness and education on the issue, the movement will be directionless and cannot take shape. With a porous border along its west, south and north borders; illegal migrants issue will remain a permanent problem in Nagaland. Permanent problem will need permanent solution. We should try to find appropriate regulating body on permanent basis which will device mechanisms to address the pass and present loopholes and meet the future challenges. In my humble opinion, the need of the hour is to institute an ‘independent body' by the State government. As stated earlier, ILP issue is a state subject. The Constitution (Eighty Third Amendment) Act, 1992 empowers the State governments to amend local laws in conformity with the new provisions in the Constitution. If there’s political will, there should not be any problem for the present opposition-less government to legislate a law for institutionalization of the entire ILP operation in the State. All stakeholders may be included in the independent body. Mass-based organizations should study the feasibility and press the state government for setting up of such independent body under the govt. of Nagaland. The cancellation was initially attributed to "technical problems" before news broke out that there was a bomb threat. A suspicious bag was found inside the building but it
was later revealed to be non-hazardous. No other suspicious items were found. Investigation to identify the caller is still ongoing. Broadcaster ProSieben issued a statement, saying that they were "very relieved that nothing bad happened." The winner for the modelling competition is scheduled to be determined on Friday. People want to adopt me: Deepika on 'Piku' success

er act as a selfless daughter, who spends more time listening to her father's constipation tales than on her professional or marital pursuits in "Piku", has garnered an "overwhelming" response for actress Deepika Padukone. But the most heartening has been the response from people who have expressed a wish to "adopt" her. Directed by Shoojit Sircar, "Piku" is an endearing father-daughter tale, with megastar Amitabh Bachchan essaying the role of Deepika's onscreen dad. Their chemistry is natural, relatable and pleasing despite being one full of arguments. What also stands out is Deepika's subdued and subtle camaraderie with Irrfan Khan in the film. "The response has been overwhelming," Deepika told IANS in an interview post the film's release. Her character is independent and freespirited. "I think we had all thought that it's a sweet film and that people will
connect with it, but none of us had expected it to become this big. It's gone beyond our own control. The biggest compliment for me has been... I know it may sound funny, but a lot of people want to adopt me," said the 29-year-old. She says it's been the "biggest compliment". "Multiple people have told me that they want to adopt me after watching 'Piku', and that's very over whelming," said Deepika, who in real life, is the daughter of former badminton ace Prakash Padukone. Deepika, who also features in a brand's emotional advertisement about a daughter's love towards her mother, says her biggest critic is her family. But even they were speechless after watching "Piku". "My family is my biggest critic. They always watch my films, but they would always say 'This could have been a little better'. But, for the first time, after watching this film ('Piku'), there was an absolute silence when they called me. "They were
so overwhelmed by what they had seen that they were just lost for words," she added. The success of "Piku" also shows how a movie can work even without extensive multi-city promotions, skin show, a liplock scene or the songand-dance formula.
"It depends on the story and what the characters are trying to convey. 'Piku' is a story of a daughter and her journey and how she tries to be perfect in every role. She is trying to do so many things and do them all perfectly. 'Piku' is different and didn't require all of that," she said. Considering that Deepika has had quite a winning streak with movies like "Cocktail", "Goliyon Ki Raasleela RamLeela", "Chennai Express" and "Happy New Year", how does she choose her films? "There is no formula... If I find a script and if I feel the director can justify it, I go ahead and do it. I follow my heart and my gut feeling," she said. "The reaction that 'Piku' has got, the kind of scripts that I am getting and with the kind of actors I am getting to work with, it's a very exciting time for me right now," added the actress, who will next be seen in films like "Tamasha" with Ranbir Kapoor and "Bajirao Mastani" with Ranveer Singh.

he Chinese-dubbed version of Bollywood megastar Aamir Khan-starrer 'PK' was premiered in China this week. The event was graced by the superstar himself, director Rajkumar Hirani, producer Vidhu Vinod Chopra as well as international star Jackie Chan, along with several other fans. The premiere was held at the Shanghai Art Center in Beijing where Khan, Hirani and Chopra interacted with fans. The movie will release next week in 4,600 screens across China, which the distributors hope will break records set by Khan-starrer '3 Idiots' that was released in 2011. the country that could result in closer people-to-people contacts. Fans were thrilled after the interaction they had with Indian filmmakers.
