Geneva, May 18 (IanS): Asia has become, for the first time, the world’s largest investor region with $440 billion invested in 2014, followed by North America ($390 billion) and Europe ($286 billion), according to a report released on Monday by the UN Conference on Trade and Development (Unctad). The global investment trend monitor published by Unctad showed that among the 20 largest investors nine were either from developing or transition economies, while China became the third largest investor in the world. The report said in 2014, transnational corporations (TNCs) from developing economies alone invested almost half a trillion US dollars abroad - a 30 percent increase from the previous year. Their share in global foreign direct investment (FDI) reached a record 36 percent, up from 12 percent in 2007, the year prior to the financial crisis. The report noted investments by TNCs in developed countries were largely flat at $792 billion with a modest rise in flows from North America and Europe more than offset by a 16 percent decline in Japanese investment abroad. More than half of the investments from TNCs based in developing economies were in equity, while as much as fourfifths of FDI outflows from developed country TNCs were in the form of reinvested earnings - the result of record amounts of cash reserves in their foreign affiliates. Unctad estimates that TNC investment appetite will improve, encouraged by better economic prospects, especially in the US, proactive monetary policy in the euro zone and large cash holdings of companies. However, TNCs remain guarded due to the fragility in some emerging markets, exchange rate volatility and increased geopolitical tensions, the report added.

no more ‘look east’, it’s time to ‘Act east’ Seoul, May 18 (PTI): Prime Minister Narendra Modi today took another jibe at previous governments which practiced ‘Look East’ policy, saying India has had enough of it and it’s time to ‘Act East’. “Earlier, it was ‘Look East Policy’. We have had enough of looking east. We now have ‘Act East Policy’ - a key component of my government’s foreign policy,” Modi told Indian diaspora during a community reception at the Kyung Hee University here in the South Korean capital. Modi’s reference to ‘Look East’ and ‘Act East’ drew loud cheers from the assembled Indians. ‘Look East’ policy was first coined by the Narasimha Rao government in the 1990s and has been followed by the successive governments. Modi also referred to economic experts saying that in the five-member BRICS grouping India was struggling

Many children from Eastern Naga villages seeking education and a future are sent or brought to Mokokchung, a semi urban town. Most of them have to team up their quest for a better education and a better life with work as domestic help in numerous homes. Government schools are their only point of education. There are 5 Government Primary Schools (GPS) and 13 Government Middle Schools (GMS) in Mokokchung town alone. Nearly 2000 students are enrolled in the middle schools, of which 80% are from Eastern Naga areas. 14-year-old Homlem is a class 7 student at a GMS in Mokokchung. He wants to be a police officer when he grows up. He is from Tobu, Mon district and has been staying with a family for five years now. A student of class 6, shy Pongsoi has a dream too. She wants to be a nurse and serve her people back home. Pongsoi has been staying with a family for more than five years. Poverty forced Pongsoi’s parents to send her to Mokokchung with hopes of receiving education and thus a better future. A large number of households in Mokokchung keep at least one domestic helper—sending them to school is more like ‘compensation’ for help with household chores. There may be some inspiring stories of how domestic helpers became a part of the family they live with and ‘earn’ their ‘master’s’ love and support. Yet more of these stories speak of how ‘guardians’ sacrifice the dreams and ambitions of the young in the process of moulding the future of their own children. Niwang is a regular late-comer to school. When asked why he is always late, Niwang casually replies, “Malik laga baccha ki school ti bonjapoli jai tu na hotai morning” (I have to first drop off my master’s child to school every morning…). A class 3 student, Niwang is only 9 years old and shoulders the responsibility of look-

ing after his ‘guardian’s’ child, not much younger than him. Police officer aspirant Homlem is the smartest in his class. Once back at his ‘adopted’ home, however, he has his task cut out. Studying is not one of them. He cooks for the entire family in the morning and evening. After school, it is usually babysitting or firewood-splitting time. Night is the only time Homlem gets to study. “Students who enroll right from LKG and finish their middle school from the same school are pretty smart. They have potential to compete with students studying in private schools,” says Imna, a head teacher in a middle school. But there are few cases of a student completing their studies from one school because of internal circumstances like ‘change of guardianship’ or their place of stay. Besides, in such situations, relationship between the schools and the parents/guardians are almost non-existent. According to teachers, the turn up during parent-teacher meeting is always nil and very few parents/guardians actually “take the trouble” of addressing the problems their wards may be facing in school. “Guardians are least bothered about the progress and growth of their wards in school,” laments Chubamenla, a headmistress in another GMS. According to an educationist, more emphasis needs to be given on policies that safeguard the rights of domestic workers and child labour, as well as on policies that focus on providing quality education and not just quantity. “Parent/guardians put their wards to the sole responsibility of the teachers. However, teachers alone are not enough to help realise their dreams,” the educationist added. The onus of responsible upbringing of youth lies equally on the shoulder of the respective guardians. “We truly need to care for these students like our own. They are the ones who directly and indirectly help in the growth of a family. If we care, they have the potential to become good or very good students and not just average or below average students,” feels Tiala who has been teaching in a GPS for 12 years. The paradox is clear—with the craving for help around the house, the ‘care’ goes missing in many households where these young dreamers slog every day for the benefit and comfort of their guardians. Mizoram’s pain yet to heal 29 years after peace accord Reuters

Author Malsawmi Jacob was in high school when the independence movement in the future state of Mizoram began in 1966. Her father, an army subedar stationed in the hill town of Shillong, predicted at the time that ordinary people would bear the brunt of an armed conflict. He was right. The two-decade-long struggle of the Mizo National Front (MNF) led the Indian government to use war planes against the Mizo people. A “grouping” policy was introduced where villages were burned and civilians herded to guarded centres. The MNF signed a peace accord with the government in 1986, and Mizoram came to be known as an “island of peace”. But Bangalore-based Jacob, whose new novel “Zorami” tells the story of a girl in the backdrop of the “disturbance”, said for many people who suffered during the period, the pain remains. Sixty-two-year-old Jacob, perhaps the only Mizo author to have published a novel in English, spoke about why she decided to write about the “ram buai” (disturbance in the land).

Mizoram was often described as an “island of peace”. I thought about the hardships we (Mizos) went through, and I started wondering how the people from that period are coping emotionally. So in 2004, I travelled to places like Aizawl and Lunglei (towns in Mizoram) and interviewed people who were somehow involved. I asked them to describe their experiences. And it was worse than what I thought. The Mizo people’s hearts have still not healed... I wanted to take a literary approach in describing what I discovered. So I started attempting to turn it into a novel.

pheK, May 18 (MexN): The Phek Area Public Organization (PAPO) in its emergency executive meeting has resolved to urge upon the Director of School Education Nagaland to seriously take note over the admission woes of 2015 class eleven batch facing by the people of Phek Town and its surrounding villages. PAPO President Vezhehu Vero and General Secretary Zhechete Makrisuh in a press note mentioned that over 350 students have cleared in the recently declared HSLC result from a dozen of Secondary Schools both Government and Private schools in and around the Phek Town District. “They are all rushing to the lone Government Higher Secondary, except a few parents who can manage to send their meritorious wards outside the district,” states the PAPO note. The organisation states

that now, the Principal and the School Managing Board of GHSS Phek are in a dilemma like over whom to admit or deny when all who have applied for admission are from the locality as the school can hardly admit 150-240 students due to shortage of teaching staffs. “What has worried the administration of the institution is those group of students who could not merit in the entrance test within 200 range will have no other option but to stop further study,” adds PAPO. Further, it expressed that this situation has pained the institutional authority and the public as well. KiDiMa, May 18 (Dipr): As the year 2015, has been declared a Jubilee Year and to commemorate the advent of British venturing in the territory in January 1832, the Baptist Church Kidima on May 17, 2015 inaugurated the ‘Theja Kesa Tsie,’ which connotes New Blessing Stone. NBCC General Secretary Rev. Dr. Zelhou Keyho, the grandson of Lt. Suleho Keyho of Chozouba village who first sowed the seeds of Christianity in Kidima Village unveiled the monolith at Ritson Zade, Kidima village. The monolith was erected at the boundary of the battlefield where a bloody battle was fought between the British and Japanese forces during WW-II. After unveiling the monolith, Rev. Dr. Keyho, in his speech called upon the people to rededicate themselves to the Almighty God with this occasion. “The peace and blessing stone erected at the boundary of the battlefield was a stone of forgive and forget when Jesus was unknown to forefathers and showering of abundant blessings with the advent of Christianity,” he said. Vocational Training Centre at ICH inaugurated Morung Express News Mokokchung| May 18

A Vocational Training Centre was inaugurated on May 18 at Impur Christian Hospital (ICH), Impur, Mokokchung by Temjen Toy (IAS), Principal Secretary, Government of Nagaland. The training centre was established with the permission from the National Council for Vocational Training with the aim of providing different training in the health department. Temjen Toy (IAS) while speaking at the inauguration stated that Impur Mission Centre has been a spiritual centre not only for the Ao people but also for people of other Naga tribes. He added that with the setting up of the Vocational Training Centre, it would not only be a spiritual centre but also a health centre catering to the needs of the people. He hoped that

this humble and simple beginning would pave way for making ICH into a better and bigger health centre. Dr. Sashi while giving a brief introduction of the training project said that the capacity of trainees would be 25 out of which 19 have enrolled so far. The Vocational Training Centre, ICH will provide a full residential ten-month Midwifery Assistant Course training for free. The training is recognized by the National Vocational Centre of India and on completion of the training the trainees will have the chance to be employed anywhere in India. Centre plans to grant ST status 'Tripura tribal council to be made model autonomous body' to six communities in Assam New Delhi, May 18 (PTi): Worried over possible demographic changes in Assam due to illegal immigration, the BJP-led NDA government at the Centre is contemplating to turn the state into a tribal majority by according Scheduled Tribe (ST) status to six communities. Cable network donates money for quake victims in Nepal

aizawl, May 18 (PTi): A local cable netwrok based in Aizawl donates for earthquake victims in Nepal. Zonet, a local cable network based in Aizawl would hand over Rs 8.79 lakh for earthquake victims in Nepal on Monday. Zonet director R.K. Lianzuala said that the money collected from generous donors would be handed over to the leaders of the Mizo Welfare in Kathmandu on Monday. Different sections of the people in the state donated for the 'Mizoram for Nepal' fund amounting to Rs 6. 70 lakh while Rs 2.09 lakh was raised from selling of 14 artworks donated by the Mizoram Art Development Society. All the Mizos, numbering about 50 families living in Nepal were safe when a severe earthquake hit the Himalayan Kingdom recently.

KPLT cadre shot dead guwahaTi, May 18 (iaNS): A self-styled area commander of a militant outfit in Assam's Karbi Anglong district was killed in a gun battle with security forces on Monday, an official said. Seme Kro of the Karbi Peoples' Liberation Tigers (KPLT) - was killed in Bhelughat area of the district, said a statement from Guwahati-based defence spokesperson Lt. Col. Suneet Newton. A joint security forces team, comprising the army and police, launched an operation in Bhelughat after receiving a tip that a KPLT militant was taking shelter in the area. The security forces asked the militant to surrender but he fired at them, leading to a gun battle in which the man was gunned down, the statement said. A 7.65 mm pistol with magazine, one live round of ammunition and incriminatory documents were recovered from him.

Brief Google gives $500,000 to promote child safety in India New Delhi, May 18 (pTi): Internet giant Google today threw its weight behind three NGOs in India, announcing support in the form of USD 500,000 in grants, to promote child safety in India. With the grant, Google aims to further the cause with smart applications of technology and help scale up initiatives aimed at child safety programmes and campaigns. Grants have been made through Google.Org to Childline India Foundation that provides a free phone service, 1098, for children in need of help or protection, Bachpan Bachao Andolan that protects and rescues children from slavery, trafficking, and forced labour, and Tulir which works to prevent and heal child sexual abuse across India. “Technology can play a significant role in transforming lives, and we are delighted to provide support to three of India’s non—profit organisations (NGOs) such as Childline India Foundation, Bachpan Bachao Andolan and Tulir which have been doing a phenomenal work,” Google India and South—East Asia Managing Director Rajan Anandan said in a statement. Maruti Suzuki opens its first premium dealership - Nexa - in India New Delhi, May 18 (NDTV auTo): Maruti Suzuki opened its first premium dealership in India as it endeavours to cast off the image of being a budget car maker. The dealership in Dwarka, New Delhi will sell only the Ciaz sedan for now, though the upcoming crossover S-Cross, and premium hatchback YRA will join the list upon their launch in India. Called Nexa, Maruti intends to open several such showrooms across India that will retail only the company’s premium models. Since the company hopes to engage the monetarily-endowed, these showrooms are expected to provide an improved experience to buyers. With that being said, it is interesting to note that Maruti Suzuki recently rolled out its 15 millionth car in India (read more), and most of the major contributors for that milestone have been budget cars like the Alto, 800, and the WagonR. So though the small/budget cars are raking in good numbers for the company, it is yet concentrating on more premium models like the Celerio, Swift, and Ciaz among others.

Sony Walkman no more MuMbai, May 18 (DNa MoNey): Sony was once at the top of its game in the phone market. In a time before smartphones (and for a little time after) Sony was a household name, as was it’s Walkman branding. Derived from nostalgia for a simpler time with cassette players, Sony designed a huge line of feature phones around the Walkman brand, that have since been discontinued. But the signage lived on in their music player app. That’s not the case anymore. The latest update for the Sony Walkman app has renamed it to the unimaginative “Music”. This won’t be the first time a smartphone company has done some major software rebranding, but it’s still an indicator of Sony’s troubled state. The company has been experiencing a drop in popularity lately, especially with all the new Chinese brands entering, and very successfully disrupting, the market. Also of note is that streaming music is largely taking over users’ listening habits, as evidenced by Sony’s own Playstation Music tying up with Spotify in March.

MuMbai, May 18 (TNN): The Reserve Bank of India (RBI) has made a strong case for internationalization of the rupee and sought to differentiate it from capital account convertibility. According to the central bank countries that can borrow in their own currency are less susceptible to international crisis. Describing as `heartening’ the success of the International Finance Corporation in raising rupeedenominated debt globally for investment in India, RBI executive director G Padmanabhan, said “In economics, the term ‘original sin’ has been used to describe the inability of countries to borrow abroad in their own currency which lies at the heart of currency crisis and financial fragility.” He added that no one has ever been able to explain how a Greek-style crisis could take place in a country like United States, Britain or Japan that borrow in their own currency. New Delhi, May 18 (iaNS/iNDiaSpeND): Indian mobile-phone sales have dropped for the first time in 20 years, raising the question: Is a slowdown at hand for the world’s fastest-growing smartphone market? Mobile sales dropped 14.5% the first quarter (Q1, January-March) 2015, on a quarter-to-quarter basis, compared to Q4 (October-December) 2014 -- from 62 mn handsets in Q4 2014 to 53 mn handsets in Q1 2015, according to a report of CyberMedia Research, a consultancy. The decline in smartphone sales from quarter-to-quarter was 7.14 %. Cheaper “feature” phones performed worse, with an 18.3%sales decline over the same period. India became the fastest-growing market for smartphones in Asia-Pacific in 2014, and is supposed to overtake US as the second-largest smartphone market globally, with 204 million smartphone users by 2016, according to a study by eMarketer, a research firm. Dimapur, may 18 (mExN): South Police Station, Kohima has registered a regular case against one person who was caught stealing a car from Old Ministers’ Hill area. A press release from SDPO/ PRO, Kohima police informed that on May 17, an FIR was lodged at South Police Station by Old Ministers Hill Youth Organization stating that the person identified as Chekrozoto (22) was caught red handed while stealing a Maruti van bearing registration

MEx FILE Excise personnel seize cough syrup Kohima, may 18 (mExN): The surveillance duty party of Excise, Kohima at Khuzama Check Post arrested one person for transporting cough syrup containing codeine on the midnight of May 16. The accused have been identified as Alex Newmai. According to a press release from Katoho Sumi, Superintendent of Excise & Prohibition, the cough syrups were found packed in a sack and placed under other articles in a Manipur bound pickup truck. The release further stated that since the setting up of surveillance team, the duty party on high alert has performed prohibition duty successfully. The arrested accused was booked for violation of NDPS Act ’85 and the seized articles deposited at the Excise Malkhana, Kohima for record/reference and further investigation.

congratulate Mr Sanjib Baruah for his analytical article ‘The Nagas of India and Myanmar’ published in The Indian Express on May 14, 2015. Baruah is a professor of political studies, Bard College, New York, and his article speaks volumes of his scholarship. When Naga movement has failed to attract the attention of Indian authorities (including British India) and Indian media for almost a century, it is really noteworthy for the professor far away from the Indian soil to have paid so much attention to a very recent development affecting the Nagas in this part of the world. It amply shows that even if the development is a footnote as of now in the long history of Naga movement, it has far reaching implications for the future. But what is more impressive is Baruah’s knowledge of Naga issue although he is a non Naga. Studying an issue and living an issue are two entirely different experiences. If professor is a keen observer of Naga issue, there are many Nagas like me who have firsthand experience of the issue, particularly the recent developments which have been highlighted by the author in his article. I, therefore, deem it my duty to present my perspective of the issue in question for the benefit of the vast majority of Nagas on Indian side. Otherwise, history will never forgive me for my omission of not pointing out the facts to counter the fiction. I am sure, professor will respect my opinion on the issue as much as I respect his. For the benefit of the readers, I will divide Mr Baruah’s article in the following sub heads : (i) India’s policy towards Khaplang vis a vis Myanmar’s, (ii) In-

A NAGA’S PERSPECTIVE dian Nagas vs Myanmar Nagas, (iii) Khaplang’s importance in contemporary Naga politics, and (iv) some other miscellaneous issues. All these issues are important but necessarily in that order, at least for me. I propose to deal with the second issue first. The first ceasefire meeting of NSCN-K with Myanmar authorities, which the author has referred to in his article to glorify Khaplang and criticise Indian Govt’s policy towards him, was held at Hkamti on April 9 2012. The meeting which was held at the regional level led by the Chief Minister of Sagaing Division, U Tha Aye, was undoubtedly a red letter day for NSCN-K. NSCN-K leaders were welcomed by Nagas of Hkamti led by MPs, MLAs, Naga Yuya, Eastern Naga Students Union, Eastern Naga Women Association, Naga Baptist Convention, local leaders and public from various communities including Shans, Kachins, etc in a glittering ceremony. The Myanmar Govt organised a fantastic cultural evening to showcase their rich culture followed by gala dinner for the NSCN-K delegates. I must reveal with all humility that the ceasefire agreement was drafted and signed by none other than Kilonser Wangtin Naga and kilonser P.Tikhak, the leaders of “yet-to-be-named group of former NSCN-K members” as referred to by Mr Baruah. For your kind information professor, our group has been aptly named as NSCN-Reformation. Notwithstanding the lavish hospitality extended by Myanmar authorities, the initial political concessions made by them did not reflect their mature po-

litical acumen as touted by the author. To clarify it, Mr Baruah, Myanmar authorities wanted to restrict the Naga areas only to four towns i.e. Leyshi, Lahey, Namjung and Pangsau. But we demanded and managed to get the main ceasefire office at Hkamti and asked for sub-offices in all towns. We also demanded a liaison office at Myitkyina, the capital of Kachin land. Ceasefire office at Hkamti was demanded in order to ensure that at least Hkamti town remained with Naga areas, as most of the Naga areas like Mawlait, Kalaywqa, Tamanthi, Homalin, Tamu, Simpoyang and Tenai had already fallen into the hands of Shans and Kachins. Nagas are minority in these towns some as less as 2%. Therefore, we did not want to lose Hkamti and stuck to our demand for main ceasefire office at Hkamti. We have also asked the Union of Myanmar to immediately demarcate the Naga areas so that all the Naga areas which have gone to the Kachins and Shans can be brought back to the Nagas. Unfortunately, Khaplang had done little or nothing to prevent the Naga areas from going into the hands of other communities, so much for his ‘ideological worldview’ and ‘ideological commitments’, as eulogized by the author. With his current posture, I fear that whatever little effort was made in this direction will now vanish in thin air. The two Naga leaders from Indian side, Wangtin Naga and P.Tikhak, who have been expelled by none other than Khaplang himself and compelled to form a new group committed to their ideology of peace and non-violence, fought

with Myanmar authorities for these rights of Myanmar brethren. The architects of the recognition of Khaplang’s authority in parts of Sagaing Division, which has been cited by the author as a sound political sense of Myanmar Govt, were these two leaders. Was it not a reflection of the two leaders of their commitment to pan-Naga political and social identity, as referred to by Mr Sanjib Baruah ? For us, concerns of our brothers and sisters in Myanmar were as dear to our heart as concerns of our brothers and sisters in India. After all, we Nagas learnt to fight unitedly for our independence and sovereignty from our ancestors. So much so, when both Khole and Kitovi parted ways with Khaplang, the two leaders stood by him. The two leader did not consider Khaplang a “Burmese Naga” then. Probably, Khaplang is suffering from amnesia !!!! Who then broke this bond ? Who divided the Nagas between Myanmar Nagas and Indian Nagas ? Who built the Indo-Myanmar wall? Who gave the identity of “Indian Nagas” to us? Who betrayed the Naga cause? The answer to all these questions is only one – KHAPLANG. I can assure you, we never had such intentions to segregate us from our Myanmar brothers who are linked by common ancestry. Khaplang exploited both the leaders who knew English language and are intellectually superior to any of his current “advisors” to ink the historic agreement with Myanmar, only to enjoy its fruits with his Myanmar brothers. When it came to similar ceasefire with GoI, he opposed tooth and nail. When it came to have political dialogue

with India, he wanted to wait till talks with NSCN-IM to fail. To claim that Khaplang unilaterally abrogated ceasefire since it was not sustainable without talks is utter falsehood. Simply put, he did not have any stake in political settlement with GoI. This was ‘political opportunism’ at its worst, whether Mr Baruah agrees or not. His only interest in India was to amass wealth by exploiting us. His only love for us was to make us the sacrificial goats before Indian security forces so that he can live longer. Frankly speaking, Khaplang never wanted the Nagas from Indian side to raise their voice and question his dictatorial authority and integrity. First, he developed differences with Isak and Muivah, later with Khole and Kitovi, and now with Wangtin Naga and P.Tikhak. So, Mr Baruah, you may ask Khaplang, is the blood flowing in us not Naga blood ? Are we not stock of the same Naga family ? Do we not have the right to live with respect and dignity in a place where we were born ? Khaplang may easily forget this side of the border where he spent only his early childhood (Margherita as claimed by the author), but we are born to live and die here. Khaplang is answerable to the Nagas of the world as to why has he created Nagas within Nagas, not we. However, we on the Indian side will continue to maintain our good- neighbourly relations with Naga public of Myanmar and help them in whatever way we can despite Khaplang’s betrayal. Khaplang is a fatherly figure (Baba) in Naga society and Nagas respect their elders. But one should deserve and inspire that respect through his actions

and not demand by putting one in fear. But for some of his followers, the vast majority of Indian Nagas do not have any respect for Khaplang. They are only worried about his blood thirsty and trigger happy followers, who have already shown their true colours. On Wangtin’s statement ‘to my great baba as no son has any bad intention towards his father’, it is clarified that he was not mentioning about post-split period, but was referring to the period prior to the split when he tried his best to convince Khaplang to take into consideration several other domestic problems being faced by national workers on Indian side. But Khaplang turned deaf ears to all his pleas thinking that Wangtin must be doing so only to benefit himself which is why he wanted to clarify his position to Khaplang that a son can never have any bad intentions against his father. Whatever he has pleaded before him was only to save the organisation from sinking by vicious machinations of the back biters, which ultimately culminated in the current state of affairs. Therefore, it was not at all an apologetic statement as made out to be by the author. As regards influence of Khaplang on Indian side, few incidents of blood bath by fugitive followers do not prove one’s influence, rising public resentment against violence and call for non-cooperation do speak against it. Sooner than later, truth will prevail, and future will speak eloquently about Khaplang’s influence on Indian side, whether in Arunachal Pradesh or Nagaland. Don’t forget, there is a pantheon of Naga leaders who have sacrificed themselves at the altar of Naga cause for Naga society

to emulate. Khaplang does not even merit a mention. Khaplang’s protection to other Indian Insurgent groups in Myanmar is not out of his influence and authority, it is purely a marriage of convenience arising out of mutual self interests. While the other groups take advantage of his ceasefire with Myanmar to take refuge in the area, Khaplang takes ‘protection money’ in lieu of providing his infrastructure. They are all dancing to the tune of their ‘mentors’ who are trying to fish in the troubled waters by providing them logistics and moral support. Khaplang’s efforts to form umbrella organizations with other insurgent groups from time to time speak about his selfish political ambitions and pecuniary considerations, and not about any ‘ideological worldview’ or ‘ideological commitments’. When he could not serve his blood relations, where is the question of serving the cause of the so called ‘crossborder resistance movement’ cutting across ethnic agendas. As regards the other issues such as whether India should learn from Myanmar on how to deal with Khaplang, whether India’s security forces have the capacity to contain NSCN-K, whether Myanmar will extend a helping hand to India by not allowing Khaplang to use its soil, and whether India can solve the Naga issue only by talking to NSCN-IM, it is for Indian government to ponder. In any case, nothing can be farther from truth than equating NSCN-K with Myanmar in the context of India’s engagement. Honesty of Purpose, Honesty of Process! A process that does not engage the core issues of rights and aspirations will only perpetuate the problems and conditions that the negotiations are supposed to address

A

ny genuine JustPeace initiative requires integrity and the willingness to shift from one’s entrenched position by embracing a new paradigm of power relations based on sincerity and mutual respect. There is no doubt that “honesty of purpose and honesty of process” are essential ingredients towards it. The more important question is whether the “honesty of purpose and honesty of process” is mutually defined by all sides, or whether this maxim is reduced to a utility in which the stronger imposes its narrative of purpose and process over the weaker, thereby, implying forced solutions and conditions which have not been mutually agreed to. India’s interlocutor to the Indo-Naga political dialogue, RN Ravi’s recent assertion that Nagas “must win to the maximum possible extent,” in a framework of “honesty of purpose and honesty of process” reveals the overriding dominant political, intellectual and cultural approach of the Indian state. His emphasis that “Nagas need to reconcile with the Naga nationalism and Indian nationalism” underlines a flawed process in which only one entity is expected to make a fundamental shift in position, while the other, re-enforces its status quo. Such a process is confined to maintaining the status quo, which further confirms a growing public assumption that the negotiating process has been limited to aspects of statecraft without addressing the question of Naga rights and sovereignty. This narrow perspective will only perpetuate the problems and conditions that the negotiations are supposed to address. The process of peace and negotiations is not just a matter of political interests and aspirations as it embodies the political, social, cultural and intellectual underpinnings. The IndoNaga political process is no exception as it is filled with cultural assumptions. The failure to recognize, appreciate and uphold different worldviews and construction of historical narratives and perceptions of the future has weakened the idea of negotiations as a means to finding a creative ‘outside-the-box’ solution that is consistent with the values of justice and peace. A change in priorities by trying to first understand each others ‘worldview’ is essential in overcoming assumptions and recognizing and accepting cultural meanings to political concepts such as sovereignty and political rights. The remarks made by India’s interlocutor during the course of his visit to the Naga Students’ Federation General Conference should be taken as an opportunity of critical learning. Nagas need to go beyond questioning the ‘sincerity’ of the Indian state; they need to understand and critique the political, cultural and intellectual approach and framework in which the Indian government has framed the Naga question. Peace processes around the world have shown that a negotiating party may be sincere in its intent, and, yet may not have the best approach towards finding a solution. History is replete with examples where a party can be sincere in its commitment, and yet its approach may still impose the arrogance of power and cultural superiority. In the face of a protracted negotiations process that is founded on asymmetrical power relations, the urgency for Nagas to reconcile and come together is not an option, it is an imperative. It is essential for India and the international community to recognize that Nagas are only seeking their rightful and dignified place to realize their most basic human desire to be fully human and self-determining. This means correcting the paradox by proposing a people-centered alternative in which Naga nationalism and Indian nationalism can peacefully co-exist together by mutually respecting each other’s rights. For the sake of the present and the future, it is time for Nagas to engage the question of Naga rights and overcome their political and intellectual conformity with the status quo; and create new possibilities for intellectual imagination and political innovation.

Safeguarding Our Ancestors’ Land-Holding System What does God say? “Don’t move a boundary marker set up by your ancestors” (Prov. 22:28, CEV). The Naga Experience The land-holding system of the Nagas is not one of feudalism. Our ancestors were not subjects to some landlords who had rights to exercise certain political power over them. The Naga country has always been the home to the Naga people from time immemorial. Our ancestors had preserved it, from generation after generation, for us, their children. We have inherited their lands and now possess them as our own personal property, individually as well as collectively. And because we are inseparably tied to our land, it has defined our identity and shaped our culture. Thus, our national slogan has been UrraUvie, meaning, “our country is ours.” Following the Simon Commission meeting at Kohima in 1929 and a subsequent British India Act in 1935, the British named the Naga territory as the “Naga Hills Excluded Areas” in 1937. But soon after World War II, they sensed that an independent India could try to assert claim over all British administered areas, including Nagaland. Hence, the British government issued a statement on December 6, 1946, which reads: “Should a Constitution come to be framed by the Constituent Assembly [of India] in which a large section of Indian population had not been represented, His Majesty’s government would not contemplate forcing such a constitution upon any unwilling part of the country.” In a somewhat similar line, Jawaharlal Nehru, on August 19, 1946, also said, “The Tribal Areas are defined as being those long frontiers of India which are neither part of India nor Burma, nor of Indian states nor of any foreign power.” But after India got her independence, she suddenly changed her position. And yet, whatever the controversy may be, for the Nagas, Nagaland belongs to the Nagas. No other nation or even the Nagas’ own government can claim the land, except through willing donation by private land owners or sale by them. Okay, so now what? Today, most of us Nagas are beginning to see our inherited lands as commercial items. We are also becoming a generation which has no concern to save our stones and minerals, oil and natural gas, rivers and waters, forests and trees, flora and fauna, birds and animals. We are scraping off all the beauty of our land for a quick money-making pursuit and instant selfgratification. All these must stop. Also, in the light of our unique land-holding system, it is important for our government to realize that it must exist to safeguard our property rights as well as protect all our rich natural resources. This situation has created a workers’ state of emergency specifically for teaching professionals, who risk losing their hardwon employment rights. Second, accusations and testimony were provided along with supporting documents for 45 teachers fired in the state of Puebla for having refused to conduct the standardized ENLACE test (a national assessment of academic achievement in certain core subjects). The teachers complained that teaching was too focused on test results and that the entire process was vulnerable to corruption. Two teachers were fired in Quintana Roo, one in Yucatán and the other in Chiapas; the latter was also kidnapped and beaten. These complaints point to incidents in which state governments made false accusations, including homicide, in order to imprison teachers in the states of Oaxaca and Mexico. The heading “Structural Violence Against Equity, Diversity and Disability” covers complaints about rural teacher training in general and, more specifically, the closing down of educational institutions in Cherán, Tiripetío and Arteaga. Here the emphasis is on the fact that of some 40 teachers’ colleges that existed in 1968, only 17 remain operational and face sustained pressure to cut budgets and limit enrolment. The colleges in Michoacán, like those of Chiapas, Hidalgo and the state of Mexico, have been raided by several police forces. In 2013 their students were beaten, harassed, and had their belongings confiscated. 157 of them have cases pending against them for “theft and sedition”. Complaints were also lodged about changes to the curriculum that dismantled intercultural training initiatives, going so far as to eliminate indigenous language teaching in favour of information and communications technology and English, a blatant disavowal of Mexico’s multicultural reality. The grassroots organization representing teachers in Veracruz focused on the accelerating destruction of indigenous education, a trend that reproduces existing structural biases and inequality, which lowers literacy rates and rates of advancement in multi-grade classrooms. Specialeducation teachers complained of the decreasing number of special-education schools, implying the ignorance of and disdain for children who suffer from significant disabilities and developmental disorders. Finally the PPT catalogued evidence of "Structural Violence Against Secondary and Higher Education” collected from students and teachers who detailed the classification and selection mechanisms created by public institutions through the use of standardized multiple-choice exams, which establish a ranking system that feeds certain students into predetermined options while excluding others. The net result is that young people are increasingly directed towards private school education that is more expensive and often of inferior quality. A series of reforms in higher education was also mentioned by which the autonomy of universities is jeopardized because of an external evaluation system that binds and determines funding for academic research and teaching projects. The panel of judges reviewing education laid the continued deterioration of the educational system squarely at the feet of the Mexican government. The PPT concluded that the government created the constitutional conditions that enabled this process to flourish through carefully crafted legislation, passed and implemented at all levels, the consequences of which are growing inequality, violation of all kinds of rights, and the commercialization and privatization of education.

With all of these services, images are kept private — for your eyes only — until you specify otherwise. Flickr is the only one that's truly free and compatible with multiple systems. But if you have an Apple device and don't mind paying, iCloud Photo Library is the easier one to use.

ast week brought something as unexpected as a piece of good news from Bangui, capital of the Central Africa Republic (CAR). During conversations before a week-long national reconciliation forum, which brings together politicians, armed groups and religious leaders, representatives claiming to represent the warring factions agreed not only to halt the use of child soldiers but also to release all children among their ranks. This is good news but it should be received with a degree of caution. CAR is about to embark on an ambitious process of restoration of state power and the meeting was clearly part of this. As it is a process in which all actors, including those perpetrating violence, are interested in playing some part—or, at the very least, not being excluded from the outset— they were bound to agree to protect children once the proposal was put on the table. Agreeing to it at a meeting in Bangui in the presence of the international community is one thing, however; delivering on the agreement is another matter entirely. And this is not a conflict between two well-defined opponents with clear lines of command and control between a military-political leadership and officers and rank and file on the ground. The so-called Seleka alliance consists of different groups of fighters from the northern parts of CAR with little more in common than what they had when they started their ‘armed struggle’ rallying behind Michel Djotodia in November 2012: they felt ignored and marginalised by the political leadership in Bangui and the then president, Francois Bozizé. Largely pushed out of central CAR during 2014, various Seleka elements with differing attachments (or none) to the leadership have taken control of towns in the north such as N’Dele and Birao, involving themselves among other things in the illegal export of diamonds and gold through Sudan’s Darfur region. This almost completely stateless border zone is out of reach to the in-

ternational community and the UN peacekeeping force, the Multidimensional Integrated Stabilisation Mission in the Central African Republic (MINSUCA), mandated since September 2014. Whether these groups follow their nominal leaders’ promise to halt the recruitment of child soldiers and release those among their ranks is a very open question. Much the same could be said about the so-called anti-Balaka groups—a string of local militias initially formed among Christian communities in the southern part of the country, in response to the looting and plunder of their communities by Seleka elements during Djotodia’s short time in power. Some are clearly related to supporters of Bozizé, such as Patrice Edouard Ngaissona, a businessman and former ally of the ex-president who has claimed the leadership of the antiBalaka. Ngaissona may have some influence over some but not all of these groups: many have a very local affiliation (for example village of origin). So scepticism about last week’s agreement is in order and the situa-

tion on the ground for CAR’s children, particularly those in the hinterlands, is not about to change for the better. But the fragmentation of those who resort to violence could also have severe consequences for the wider process of state restoration. Optimistic timetable The plan is for a referendum on a new constitution in May, parliamentary elections in June and July and presidential elections in August. This is obviously an optimistic timetable but in September the rains start and then elections will not be possible due to the lack of functioning infrastructure beyond the dry season. Add to the equation the fragmented militias and their potential for spoiling the process, particularly in the areas without much presence of the UN peacekeepers, and there is a lot that could go wrong. And this does not become any easier when we consider that the international community faces state-building in a ‘phantom’ state—one that basically does not exist as a sovereign body at all.

Voter registration lists were destroyed during the fighting in Bangui in 2013, at least 25% of the country’s presumed 4.6m inhabitants are displaced and several hundred thousand also live as refugees in neighbouring countries. And the National Elections Authority (ANE) currently only has offices in Bangui and some towns and prefectures in the south-west. Whether it will be possible to hold credible elections at all in the northern part of the country, currently under the control of various Seleka elements, is thus another open question. If turnout were to be mainly in the south-west, the new constitution, parliament and president would lack legitimacy in the north. But the international community, which basically funds the ANE and the transitional government of Catherine Samba-Panza, will push ahead with the timetable. Quick fix It is of course good that the international community has finally raised its presence in CAR, as there is no way the country can get through this transition on its own. But there is clearly the fear that the same stakeholders are pushing forward a plan and a timetable way too ambitious for a country without a functional state. A new constitution and an elected government are certainly needed. But trying to pretend that there is a quick fix, which could provide for an early exit for the international community from CAR, would only embed further conflict in any temporary and fragile solution to the current one. There should not be any elections before at least a majority of the population, including refugees and the internally displaced, can have relatively free access to the voting booth. So last week brought us a glimpse of good news. But the process which has begun is at best the start of a long and winding road with several muddy creeks to cross and almost impassable barriers to traverse before this country will be on track to sustainable recovery and state stability.

Everyone Has to Practice Nonviolence

he death of unarmed Freddie Gray in police custody and the subsequent riots in Baltimore demonstrate the profound systemic injustice in our country, as well as the complete misunderstanding and widespread hypocrisy about nonviolence. Everyone has to practice nonviolence. Everyone. From the people on the streets to the police, to church ministers and parents, but also our media spokespeople and elected officials. Including the president. And the military. Everyone, everywhere. The days of war, killing, shootings, bombings, torture, executions and nuclear weapons are coming to an end. The days of violence are over. Everyone has to practice nonviolence. That is our only future--if we are to have a future. The police brutality and shootings around the nation have to stop. Of course. But that means, we have to undo the deeper injustice of systemic racism, widespread poverty, mass incarceration, inadequate schools, and unofficial segregation that still mark this nation’s ordinary reality. Overcoming systemic issues of race and poverty require hard work, political will, enlightened understanding of our common humanity, and real concern for neighbors and other Americans. But more, it requires the sincere, even spiritual acceptance of loving nonviolence as our only hope. And the building of a new grassroots bottom up movement of Kingian nonviolence. I’ve been teaching and speaking about nonviolence full time for thirty five years, traveled through warzones, been imprisoned for civil disobedience and written thirty books on the subject, yet I still find it appalling to hear national news anchors, such as CNN’s Wolf Blitzer, show outrage to Baltimore protesters. “Aren’t you nonviolent?” Wolf Blitzer asked. He and all the other national news anchors need to ask that of our elected officials and military leaders--but they never do. People on the streets are expected to follow a code of nonviolence (and I believe they should)---but government and military officials never have to. They can kill two million people in Iraq and hundreds of thousands in Afghanistan, yet they remain exempt from decent human nonviolence. No one is above the fray. No one is exempt from the code of nonviolence. It applies to every human being equally. President Obama, our Nobel peace prize president who approves his weekly assassination list, runs several wars and oversees the upgrading of our nuclear arsenal, needs to be pummelled with questions about nonviolence. He was allowed to chastise Baltimore rioters, saying that violence gets nowhere and should never be used, yet he runs the most violent military in the world and in the history of the world. This is sheer hypocrisy. His violence, like that of George W. Bush, Dick Cheney, Donald Rumsfeld and Condeleeza Rice, needs to be questioned every single day. His leadership of unparalleled national violence is taking the world deeper down the spiral of violence into global destruction, and yet he is allowed to get away with murder. He needs to be challenged every single day, along with everyone and anyone who espouses and practices violence, including our police officials, local officials, military officers, and national leaders. And all those running for president. Every one of us has to start practicing nonviolence, from the people on the streets of Baltimore, Ferguson, and Los Angeles, to the people who walk the halls of the White House, Congress and Pentagon. We need new political leaders who espouse Dr. King’s vision of nonviolence. No one should get away with murder, including the murder of children in Afghanistan and Iraq. Every police district in the United States needs to undergo nonviolence training and community skills building training. That’s a given. But our leaders should be constantly working to dismantle racism and segregation, improve jobs, healthcare, educa-

tion and housing in our low income neighborhoods and cities. And that requires drastically cutting our military budget and abolishing all our nuclear weapons so that we can redirect those billions upon hundreds of billions of dollars to fund true justice, and ultimately, the education of every child in America in the Kingian methodology of nonviolent conflict resolution. This is the way forward, not endless, unchallenged war and corporate greed. If President Obama does not believe in violence, as he claims, he should end our wars today, bring the troops home now, abolish our nuclear weapons now, close Los Alamos national laboratories, end torture and executions, and fund nonviolent conflict resolution education at home and institutionalize nonviolent conflict resolution abroad, even moving toward nonviolent civilian based defense systems. This is the noble vision of Martin Luther King, Jr. that we should all pursue. Dr. King has been proven right, because our massive military arsenal and recent wars have not made us any safer (much less addressed the deep seated causes of inner city riots). In fact, they have bankrupted us and insured further September 11th type terrorist attacks against us in the future. “The choice is no longer violence or nonviolence. It’s nonviolence---or non-existence.” That’s what Dr. King said the night before our government killed him. His words still ring true today, and we had better take him seriously, if we want a future. In my recent book, The Nonviolent Life, I propose that nonviolence requires three simultaneous attributes: first, practicing nonviolence toward ourselves (so that we really cultivate inner peace and become peaceful people); second, practicing meticulous interpersonal nonviolence toward everyone we know, every human being on the planet, and every creature and all of creation (so that we really model the nonviolence we seek); and third, joining the global grassroots movement of nonviolence that is moving and growing across the world. The great lesson of history is that violence has failed, catastrophically. As Gandhi explained, an eye for an eye only makes the whole world blind. “You have heard it said, ‘An eye for an eye and a tooth for a tooth,’” Jesus said in the Sermon on the Mount. “But I say to you, offer no violent resistance to one who does evil.” Jesus inspired Gandhi to use active nonviolence on a national level toward revolutionary change. They can inspire us, too. The only way forward, the only hope for humanity, the only practical political solution left for the world is our global conversion to creative nonviolence and nonviolent conflict resolution. The long ignored hope right now is that billions of ordinary people all over the world are working for justice and peace through ordinary, people power movements. That’s the only way positive social change has every happened through history (including ending slavery, getting women the right to vote, labor, civil and voting rights, ending various wars and protecting the environment)--through bottom up, grassroots based, people power, nonviolent movements. And that’s still the way forward. Every one of us to be part of the bottom up, grassroots movement building of nonviolence---if we want any serious social transformation for justice and peace. There are so many wars, atrocities, bombings, police killings, corruptions and disasters that it is hard to keep up, and we will not go forward toward new justice and a new culture of nonviolence if we just keep responding to periodic episodes of injustice. We need to be pro-active, to connect the dots, to address the whole darn system of killing, injustice, poverty, war and environmental destruction. We need to take to the streets and demand an end to war, poverty, racism, nuclear weapons, environmental destruction and systemic violence and at the same time demand a new culture of peace and nonviolence. And we need to do it now, altogether, at the same time, and regularly, from now on, in an organized, systematic, peaceful way. Full time peace and justice activism has to become the daily norm for millions of us. I’d like to see more organized, systematic, national marches against ALL the issues of violence, and for a

new culture of nonviolence. To that end, my friends and I are organizing “Campaign Nonviolence.” Last year, during the week of September 21st, International Peace Day, we organized over 250 actions across the whole United States against all the issues of violence, including war, poverty, racism, nuclear weapons and environmental destruction, and for the coming of Dr. King’s dream of a new culture of nonviolence. Of course the national media ignored us. Wolf Blitzer and the national news anchors would never dare to interview someone like me, but we keep on organizing and marching anyway. This year, we hope for even more demonstrations, beginning the week of September 20th. We’re also organizing a national conference on nonviolence, in Santa Fe, New Mexico, with keynote speaker Rev. James Lawson, Dr. King’s close friend whom he called the greatest theoretician of nonviolence in the world. (Visit the website, sign up, organize an event and join the movement!) Just before and after the conference, on August 6th and 9th, we’ll march through Los Alamos to commemorate the 70th anniversaries of the U.S. atomic bombing of Hiroshima and Nagasaki and call for the abolition of nuclear weapons. We need take to the streets and say “Enough is enough.” As we practice nonviolence in our personal lives and toward the whole human race and creation, we need to build a new and permanent grassroots movement of nonviolence that energizes everyone, fills the streets, addresses every issue and angle of violence, and pursues nonviolence with the same vigor as Gandhi and King. Many people are organizing public action across the U.S. and the world---but we need to get together, connect our issues, work together, and march together to make a public stink, to propose a new vision, to demand a new way forward. We have more power than we realize, and we need to harness it to make a real difference, to make the unimaginable imaginable, then probable, then actual. Sure, we’ll be discouraged. Of course, there will be set-backs. Yes, the ruling authorities will ignore us, then infiltrate us, perpetrate violence, undermine us, stop us and knock us down. That’s what happened to Gandhi and King, and if we dare build a movement of nonviolence, it will happen to us, too. But we can go forward anyway, practicing nonviolence, teaching nonviolence, announcing the coming of a new culture of nonviolence, and mobilizing people through engaged nonviolence. Every step forward is progress for us all. To my mind, this is the spiritual life--dare I say it?--the will of God for us. In particular, every Christian, church person, priest, bishop or minister has to renounce war, nuclear weapons and violence, embrace the nonviolence of Jesus and become a teacher and organizer of active nonviolence. Otherwise, what’s the point? Then we’re no different from the Catholic bishops who blessed Hitler’s violence, or the white South African bishops who blessed apartheid, or the Latin American bishops who blessed dictatorships, torture and mass killings. And sitting back in silence is no better; it’s just blatant complicity with the culture of violence. The churches need to take to the streets, or close up for good. We need to follow the nonviolent Jesus and adhere to his Sermon on the Mount just as Gandhi and King did. "There's nothing better than the tramp, tramp of marching feet in the streets," Dr. King said shortly before his death. My hope is that we might take up where Martin Luther King, Jr. left off and become people of active, creative, loving, courageous nonviolence who work tirelessly for a new nonviolent world, even knowing we ourselves may not live to see it come true. After Baltimore, Ferguson, Iraq, and Afghanistan, the evidence is in. Violence has failed. The days of violence and war are over. Dr. King and Gandhi were right; nonviolence is our only option. Every one of us has to start practicing nonviolence. If we all take up where Gandhi and King left off, we can build a new grassroots movement of nonviolence that will lead to a new culture of peace.

s a student in Chennai I used to spend on an average of 5000-6000 a month. For the majority of the people there this would be the minimum. This was some few years back and today I believe, the cost of living would have increased greatly. There were some few thousands from northeast and of these, only a quarter worked and earned. While figures can be misleading and inaccurate, here is a ‘made up’ statistic for easy understanding of the situation. 6000 Rs./month x 5000 students. That comes to about Rs. 30000000. This statistic differs from city to city. In Delhi, the cost of living is higher than that of Chennai and the census according to the 2013 reads about 2 lakhs northeasterners working, studying or settled there. Now multiply 200000 by Rs.6000. That comes to a whooping amount of Rs.1200000000! Put in Bangalore, Mumbai, and the other cities where our people are scattered and the result would be staggering. Of these number, a quarter of the people again will work and earn. However, the lion’s share of what they have earned will be spent there thus their actual contribution to the domestic income or economy is negligible. Now, do the math and analyze how and where our economy is being invested or spent. Now, imagine the figures and the statistics mentioned above are being invested here in our place. The obvious result would be, better working infrastructure with more employment quota leading to a better and more sound economy (read better living standard). How developed our place would be in the next 10 years. We would have it all. The houses, the cars, the roads, the malls, the schools, the hospitals and everything that we would ever need and want! We would be a self-sustainable economy region with our money circulating amongst ourselves only. We would have developed as a region beyond our wildest dreams beating todays India’s metropolitan cities. We then, wouldn’t have to look outside for a better future. Now this can actually happen if we start taking the right decisions form now onwards. Our mentality of believing “everything outside is better” needs to be curbed from the bud and tackled with at the earliest. Indigenous people, indigenous minds, indigenous products should be encouraged. Voluntarily or involuntarily, directly or indirectly, we are partially responsible for the poor standard of living here in our homes. If today, you are among those going outside to study, think twice and decide. Why am I going out? Where am I going? How long do I stay put in the foreign land? Take all these into consideration and plan for your future. Consider the first as the most important criteria and proceed according to the outcome of this. If the thing to help you achieve your goal is found there in your native place, then about 70% of your dream is within your grasp already without going out. The other 30% depends on your sincerity. Yes, the edge of exposure along with better enhanced personality might come with your migration but at the expense of compromising with your safety, mobility, and liberty. Yes, a lot of stories and incidents of our people being abused, violated, insulted and ill-treated have surfaced in the past and one has to be careful not to become a victim of such abuses. Moving on, where? The destination. If the particular place you have chosen is because your friends or family members stays there, then your priority is all wrong. A lot of my friends, without any planning came down south in Chennai to study. I along with some of my friends who were already there helped these people in search of their desired institutions. In most cases, the good colleges would not accept them without prior information and they would end up in smaller seminaries and colleges. After some few years, because it was not much to their liking from the beginning, they would leave midway thus having wasted their time and resources. While in others, the cases would be worse, i.e., the said institution would turn out to be fake and though these students were sincere, their fate would be left hanging with no future. Your destination is going to be your work environment and this is what is going to shape your life. With careful planning and systematic selection, any destination will be the same as any place with or without friends if you are a sincere, reliable and an accountable individual. The next one; how long? This might sound funny because in most cases the assigned work would have already decided the time frame from the beginning. However, in rare cases, the individual themselves also decides how long he/she needs to complete his/her work. I remember this acquaintance of mine who took 7 years to complete his graduation, which was wrong. another friend of mine left his studies halfway after two years there because his parents could not send money as much as his roommate friend was getting. I was hurt. All my efforts of looking after his needs when he initially arrived there had gone in vain. If I went through that mentality, imagine the trauma his immediate family must have gone through when one day he suddenly showed up just like that at the doorstep! Things that were never really accounted for before happens when you are outside of home environment and your adaptability to change is often questioned. Think again, why go out when all your needs are easily available within your hand’s reach? Why patron strangers in a foreign land when your service and contribution back at home would be of great help? And no, I am not preaching against migration just to build up our economy here at home. It’s all about rationality taking over the already educated mind. But, think, if you are going to be in that group who goes out as a way of life, the outside environment would have little or none at all to offer you. And by the time you return, you would not have reached far from where you had actually started. Remember, the grass is not always greener on the other side. Look, listen and see. It is the little things and the decision that we take today that is and will shape our economy. After all these years, today my friends think I am weird because I buy things that I need only from local shopkeepers. Yes I end up putting in more, paying a little extra, walking the extra distance, but I still feel that is justifiable because I have invested my money in the local economy. What and how the shopkeeper or second party utilizes is not of my concern because I, on my part have explicitly told him/her why I chose their shop/ product over the others (yes this part is important so that the chain continues). Today, I am here and I have learnt and I, on my part, as my civic duty have shared the little idea brewing inside me for a better society.

India, S Korea forms special strategic partneship Seoul, May 18 (IaNS): South Korea offered to provide $10 billion for infrastructure projects in India, including smart cities and railways, as Prime Minister Narendra Modi held talks with President Park Geunhye here on Monday and the two countries decided to elevate their ties to a special strategic partnership. Both sides agreed to increase their defence and security cooperation and also inked seven agreements, including on avoidance of double taxation and for cooperation between their National Security Councils. HC issue notices to Centre on Greenpeace India plea New DelhI, May 18 (IaNS): The Delhi High Court on Monday issued notice to the central government on a plea of environment NGO Greenpeace India to de-freeze its international and national bank accounts which were blocked following a home ministry directive last month. Justice Rajiv Shakdher sought response from the home ministry by May 26 that challenged the suspension of Greenpeace's FCRA licence for 180 days and freezing of its bank accounts. The court also asked the central government counsel to take instruction and inform it whether funds of the NGO's domestic accounts can be released for its day-to-day running, including for paying salaries to its employees. The plea argued that the suspension of licence and freezing of accounts were completely "illegal and unconstitutional".The NGO told the court that the home ministry's actions showed evidence of "bad faith" and was an attempt to silence Greenpeace India because of its high profile campaigns in areas like coal mining, air pollution and the use of pesticides in agriculture.The court also asked 3 banks -- IDBI Bank, Yes Bank and ICICI Bank -- in which the NGO holds accounts, to file their responses on the plea. It has claimed that these banks did not have the right to freeze the accounts without a court order and their actions represent a "breach of trust".

World's longest comatose patient Aruna dies MuMbaI, May 18 (IaNS): Nurse Aruna Ramchandra Shanbaug, who lay in coma for 42 years, the longest in world history, died here on Monday. Her death triggered an outpouring of grief through the day and at her funeral in the evening. The last rites were performed at Bhoiwada Crematorium in south Mumbai here this evening, officials said. Shanbaug had been in a vegetative state since she was brutally raped anally by a contract sweep in the KEM Hospital on the night of Nov. 27, 1973. Shanbaug, aged 67, was deserted by most of her relatives during her lifetime but was looked after with unwavering dedication by the nurses of Asia's largest public healthcare facility, the BMC-run hospital's Ward No. 4A. Since nearly a week, Shanbaug had suffered from pneuomonia-related ailments and had

difficulty in breathing following which was put on a ventilator and was responding to the treatment. She breathed her last around 8.30 a.m., plunging the entire hospital into a pall of gloom, especially the nursing staff who idolized her. Then aged 25, Shanbaug was brutally raped by contract sweeper boy Sohanlal B. Walmiki in the same hospital when she was changing prior to proceeding on long leave for her impending marriage with a young doctor in the hospital, Sandeep Sardesai. While indulging in the gruesome act, the assailant choked her with a dog leash chain which cut off oxygen supply to her brain. This resulted in severe injuries to the brain stem and cervical chord injury and she lapsed into a permanent vegetative state - till her death on Monday. The next morning, Shanbaug was found bleeding and in a del-

icate state, around 10 hours after the attack, by a conservancy staffer and rushed to the hospital for treatment. Later, the police registered a case of robbery and attempt to murder as the hospital authorities allegedly suppressed the anal rape perpetrated on her to avoid her social ostracism and the fact that she was planning to get married soon. Walmiki was arrested and convicted to serve two concurrent seven years terms. He was later set free and is believed to be settled in Delhi since. "She was a bright student, always of a very helpful nature… going out of the way to help her co-students. The incident happened just when she was planning to settle down in life, both personal and professional. The perpetrator got away with minor punishment but suffered all her life," her former teacher

The Supreme Court also specified guidelines for passive euthanasia, including withdrawal of treatment or food that was allowing a patient to survive. Virani, who authored the best-seller biography, "Aruna's Story", said though Shanbaug was comatose for over four decades, she gifted the country with the historic right of passive euthanasia. was taken from the hospital - her solitary home since the past over four decades - in an ambulance to the crematorium. Thousands of grieving nurses, including many who had personally cared for her all these years, raised cries of 'Aruna Amar Rahe' and 'Aruna Ki Jai Ho', as they walked to the funeral venue. Prior to the funeral, her body was kept for public viewing as thousands of nurses, political leaders, commoners and others paid homage to her. Earlier in the afternoon, a minor controversy erupted over the funeral, with two relatives of Shanbaug and the hospital nurses staking claim to perform the last rites.However, the matter was settled amicably with the hospital administration taking over the responsibility for the funeral and the last rites got underway in the presence of the nurses as well as Shanbaug's relatives.

Tamil leaders honor dead from Lankan war MULLIVAIKKAL, MAy 18 (AP): Sri Lanka’s ethnic Tamil politicians and a few civilians gathered Monday under heavy surveillance at a ceremony to honor thousands of dead on the battleground of the final days of the decades-long civil war that ended in 2009. Lawmakers and local leaders lit earthen lamps and offered flowers at a makeshift memorial in Mullivaikkal village in northeastern Sri Lanka where thousands of people were killed in fierce fighting between the army and Tamil Tiger rebels. Civilians largely kept away as several Sri Lankan intelligence agents and police were watching those attending the ceremony. Even journalists covering the ceremony were followed and Sri Lankan security agents lis-

tened in as they interviewed civilians and politicians. Police had obtained a court order prohibiting any memorial that might be perceived as glorifying the dead rebels who were fighting to create a separate state for ethnic minority Tamils in the island’s northern and eastern regions. Mullivaikkal was the site where the beleaguered Tamil Tiger rebels were caught in the final days with hundreds of thousands of civilians and mounted their last stand against the security forces. In the last days, government troops killed rebel leader Velupillai Prabhakaran and the entire Tamil rebel leadership along with scores of civilians. Tamil leaders appealed to the international community to do more to ensure justice for the peo-

ple killed in the war. “The Mullivaikkal incident left indelible marks on the collective human conscience of our people,” C.V. Wigneswaran, the provincial chief minister of Tamil-majority north said. The United Nations has estimated that 80,000 to 100,000 people died in the civil war, but the actual number is believed to be much higher. A U.N report later said up to 40,000 Tamils may have been killed in the final months of the war alone. Both Sri Lankan forces and Tamil Tiger rebels were accused of committing serious violations. The government was accused of deliberately shelling civilians and hospitals, denying food and medicine for the civilians and deliber-

ately undercounting the number of civilians trapped in the fighting. The rebels were accused of holding civilians as human shields and recruiting child soldiers. WACO, MAy 18 (AP): A Texas city was under nearlockdown Monday, after a shootout between rival motorcycle gangs at a restaurant left nine bikers dead and 18 injured. Authorities increased security to quell fresh attempts at criminal activity

Preliminary findings indicate a dispute broke out in a bathroom, escalated to include knives and firearms, and eventually spilled into the restaurant parking lot, according to police. “I was amazed that we didn’t have innocent civilians killed or injured,” Swanton said. The interior of the restaurant was littered with bullet casings, knives, a club, bodies and pools of blood, he said. Authorities were processing the evidence at the scene, south of Dallas. About 150-200 bikers were inside during the shootout, and at least 100 were detained, authorities said. It wasn’t immediately clear how many were arrested.

Parts of downtown Waco were locked down, and officials stopped and questioned motorcycle riders. Agents from the FBI and federal Bureau of Alcohol, Tobacco, Firearms and Explosives were assisting local and state authorities in the investigation. Police and the operators of Twin Peaks were aware of the meeting in advance, Swanton said, and at least 12 Waco officers in addition to state troopers were outside the restaurant, part of a national chain that features scantily clad waitresses, when the fight began. Other groups in that tier included the Bloods, Crips and Aryan Brotherhood of Texas. Shiite Prime Minister Haider al-Abadi ordered Shiite militias to prepare to go into Anbar, ignoring U.S. concerns their presence could spark sectarian bloodshed. By late Sunday, a large number of Shiite militiamen had arrived at a military base near Ramadi, apparently to participate in a possible counter-offensive, said the head of the Anbar provincial council, Sabah Karhout. Youssef al-Kilabi, a spokesman for the Shiite militias fighting alongside government forces, told the AP on Monday that the Iranian-backed paramilitary forces have drawn up plans for a Ramadi counter-of-

fensive in cooperation with government forces. We will “eliminate this barbaric enemy,” al-Kilabi vowed. He did not elaborate on the plans or the timing of a counter-offensive. Shiite militias, many of them backed by Iran, have been key to victories against the Islamic State group on other fronts north of Baghdad in recent months. But they have also been widely criticized over charges of extrajudicial killings of Sunnis, as well as of looting and torching of Sunni property. Militia leaders deny these charges. In the face of IS, some Sunnis appear ready to accept even the Shiite militiamen’s help. Al-Gauoud, the Sunni tribal leader, said, “We welcome any group, including Shiite militias, to come and help us in liberating the city from the militants.” Abu Mohammed, a retired government employee from Ramadi, welcomed the participation of Shiite militias in liberating Ramadi. But Abu Ammar, another Anbar native who owns a grocery store in Ramadi, said he saw no difference between IS’ brutal practices and those by Shiite militiamen.

MAncHesTer, MAy 18 (Ap): Arsenal relied on a late own-goal to draw 1-1 at Manchester United in the Premier League on Sunday and stay in control of the race for automatic qualification for the Champions League. he comments given by the new NPCC president, K Therie, during a press conference in Kohima which appeared in the local media dated May 13, 2015, especially his tirade against the BJP can be termed as that coming from an inconsistent politician devoid of political statesmanship. What does Therie mean by “he wanted to work for the people whereas BJP wanted to work and felicitate the undergrounds and that was the difference” when he was a minister in the DAN-I government. The Naga public have by now come to know the sincerity of the INC and BJP with regard to settlement of the Naga political issue. We know which party wants to drag on the issue and which party wants to resolve it at the earliest. It is true Nagas do not approve of religious intolerance and Therie himself mentioned that the hon’ble Prime Minister “Narendra Modi assured minorities that his government would not tolerate attacks on religious communities.” We have full faith that Modiji is a man of his word and a seasoned politician who is truly inspired to transform the country. Incidents of violence against minority communities by some fringe elements should not be conveniently attributed to Modi every time. Every national political party including Congress and BJP has members and party workers from all sections of society and religious background and no political party has openly said that it is against one community and religion. Development and not religion is the main agenda of any political party. Straightaway branding the BJP as “communal” is too sweeping a statement from a leader like Therie who is supposed to be an astute politician. Has Therie forgotten that he was the most blessed minister in the 2003 DAN Government when the then Prime Minister, AB Vajpayee, gifted huge financial package to Nagaland. You were then the Finance minister and with the amount of money at your disposal you could really have worked for the people as you professed. But after the money has disappeared and after parting ways with the DAN alliance, one cannot go back to the old way of blaming the benefactor for all the present misfortunes. he All Nagaland School Teachers Association in its General Conference held on 15/5/2015 at Agri Expo, Dimapur had adopted the 3 (three) unanimous resolution to be followed considered. 1. The Association resolved not to allow practice of keeping proxy teachers by any of its member(s). 2. The Association resolved to make an earnest appeal to all the Naga Political Groups (NPGs) to exempt the teachers from imposition of tax in recognition of teacher’s contribution towards Human Resources Development. 3. In the General Conference, the members of Association vowed to rededicate themselves to their chosen profession as it is a noble profession. Meanwhile, on account of vastness of its coverage (which covers every nook and corner of the State) and for smooth functioning of the Association, the ANSTA in its General Conference had taken a decision to increase the strength of its Central Executive as under:1. The Post of Vice President has been increased to 5 from 2 2. The post of Joint Secretary has been increased to 5 from 2 It is also decided that the Presidents of Adhoc teachers, Primary Teachers Primary GTs, SSA teachers, Union shall be a representative to the Central ANSTA as an executive member. In view of the expansion of the posts in the Central Executive, the Constitution of the Association has to be amended/reviewed to accommodate the newly created posts. ‘BA Pass’ actor Shikha Joshi commits suicide Shikha Joshi, a 40-yearold model-turned-actress, who appeared in critically acclaimed 2013 film BA Pass, committed suicide by slitting her throat open mysteriously at her MHADA flat in Versova on Saturday evening (May 16, 2015). According to a report, police have registered an accidental death case. The report quoted DCP Satya Narayan Chaudhry as saying, “The incident took place at around 6 pm. Joshi would stay in the flat with her friend. She went into the bathroom and slit her throat open using a sharp object. When she did not open the door for a long time, her friend knocked on the door and Joshi opened it. However, she collapsed immediately due to excessive bleeding.” A bleeding Joshi was then rushed to Kokilaben Hospital in Andheri where she was pronounced dead. Later, the body was sent to Cooper Hospital for post-mortem. No suicide note has been found from the place of the incident.

KolKAtA, MAy 18 (IANS): David Warner may have emerged as the individual top run-getter in the round robin stage of the ongoing Indian Premier League (IPL), but such is the unpredictability of the cashrich tournament that his team Sunrisers Hyderabad (SRH) crashed out of the popular competition, finishing sixth in the points table. The topsy-turvy nature of the contests was amply evident during a sensational last week when defending champions Kolkata Knight Riders (KKR) - once sitting pretty at the second spot - saw their hopes for a play-off slot go for a toss. Exactly a year to the day since Atletico won the league in a title decider at Barca's Camp Nou, the Catalans exacted some measure of revenge to seal the first of a potential treble of trophies this season. Luis Enrique's men face Athletic Bilbao in the final of the Copa del Rey on home soil at the Camp Nou on May 30 and Juventus in the Champions League final a week later in Berlin. "We started 10 months ago with many changes at the club and coming off a season having not won anything," said the Barca coach. Bob Hewitt gets 6 years in prison for rape

PRetoRIA, MAy 18 (AP): A South African judge sentenced retired doubles tennis champion Bob Hewitt to six years in prison for rape and sexual assault on Monday. Judge Bert Bam sentenced Hewitt to eight years in jail for two counts of rape of minors, with two years suspended. He also sentenced Hewitt to two years in prison for a third charge of sexual assault. The three sentences will be served at the same time, meaning Hewitt, 75, should spend up to six years in prison, said Bam. The seriousness of the crimes and the prevalence of sexual violence in South Africa, had to be considered, the judge told the courtroom in the country's capital, Pretoria. The judge cited previous cases in which Bob Hewitt (AP Photo) perpetrators have been sentenced to life for rape, especially when the victims were children. Australian-born Hewitt has denied the charges. He won 15 Grand Slam doubles and mixed doubles titles at all four Grand Slam events between 1963 and 1979. He was in the International Tennis Hall of Fame but was suspended indefinitely after an investigation. Hewitt's age was considered during the sentencing, but so was the age of his accusers who were minors when the assaults allegedly took place in the 1980s and 1990s, the judge said. South Africa does not have a statute of limitations for rape. "No rapist and violator of children should be allowed to hide behind his age, medical condition and, or personal circumstances to escape custodial sentence," said Bam.
