yaNGoN, may 19 (aP): Myanmar’s army chief blamed ethnic Kokang rebels for shelling attacks in southwestern China that he said aimed to damage relations between China and Myanmar. At a meeting Monday in Naypyitaw, the army chief, Senior Gen. Min Aung Hlaing, told China’s ambassador to Myanmar, Yang Houlan, that the shells that fell into Yunnan province last week were not from government troops but from rebels. The army chief blamed Kokang guerrillas for deliberately trying to “cause misunderstanding between the two countries and the armies.” China complained Friday of shells and airstrikes hitting their side of the border.

A policeman was arrested for allegedly murdering his wife. The incident occurred on the evening of May 18 in Dimapur. According to the police, the policeman stabbed his wife during a quarrel. The wife succumbed to her wounds later in hospital. The accused policeman, identified as sub-inspector Imti Meren Chang of Zunheboto DEF, was subsequently arrested by the police. The incident occurred within the jurisdiction of Diphu-

par Police Station. Meanwhile, the Western Chakhesang Youth Organisation (WCYO) has condemned the act of murder. Expressing shock over the incident, the WCYO said that “a uniformed personnel, who is supposed to protect the citizens,” committing such a heinous crime has no place in the society. While appealing the authority in concern “to deliver justice and award highest punishment to the culprit according to the law of the land,” the organisation extended condolence to the bereaved family of the victim.

Kohima, may 19 (DiPR): The Home Department, Political ‘B’ Branch of the Government of Nagaland has informed that as of March 31, 2015, a total of over 3000 (three thousand) arms license applications have been accumulated in the Home Department pending to be disposed. The Government of India, Ministry of Home Affairs had directed implementation of the National Database

of Arms Licenses (NDAL), through which each arms license, shall have an electronically generated Unique Identity Number (UID). All states have been directed to complete the implementation by October 15, 2015 after which any arm license without UID number shall become invalid. All the Deputy Commissioners in the state have been directed to implement this project.

In view of this, the DCs have also been directed not to accept fresh arms license applications. Issuing of arms license application forms should also be stopped for the time being to facilitate completion of digitalization of arms licenses. Chunlikha village, under Tseminyu sub division of Kohima district has realized the importance of sanitation towards living a healthy life. The village is the proud recipient of the Nirmal Gram Puraskar Award 2009. National Highway 61 passes through this village, which lies 10 Km north of Tseminyu and 18 Km south of Wokha. Chunlikha has a population of 1604 people and registers a literacy rate of 63.65 per cent. For many, Chunlikha is like heaven on earth with its clean surroundings, ensured via proper management of sanitary systems. “A beautiful surrounding is not only attractive and pleasant for eye, but it is also provides a sense of serenity and peacefulness to the beholders,” the village stated in its vision statement 2010-30. Other action plans incorporated by the village to keep the village a clean and healthy place includes sanitized toilet for every household; construction of biodegradable waste disposable unit in every household and non-biodegradable waste disposal unit in certain corners of the village for proper

management of wastes; construction of proper drainage system in the village in a phased manner and construction of a sanitary complex near NH-61 for travelers and the public. With regard to management of natural resources, Chunlikha village has adopted actions plans for the next 20 years. This plan includes strict implementation of government orders on the ban of hunting; identification of near extinct wild birds and animals and strict enforcement of restriction on hunting; identification and proper documentation of medicinal plants and herbs for preservation and research; plantation of 500 saplings every year through signature campaign during the next 20 years; reservation of 10 hectares of forest land as Bio Reserve Forest; introducing and implementing the use of economic chullahs to reduce the excessive felling of trees for firewood and supervision and encouragement in taking up alternative farming activities like horticulture, animal husbandry, fishery, bee keeping etc. with a view to reduce jhum cultivation.

Kohima, may 19 (DiPr): The Chief Secretary of Nagaland Pankaj Kumar IAS on May 19, launched the e-Naga Summit website at his office chamber Nagaland Civil Secretariat, Kohima. Speaking during the programme, Pankaj Kumar said that e-Naga Summit website was developed in the context of digital revolution worldwide, driven by new technologies in the internet and mobile phones. He mentioned that in 1990’s, it was feared that only the ‘well to do section’

Repfusayi Chuzho, a 32 year old is an ordinary man. He is also a self-made man who earns his livelihood through crafting of cups, plates and mortar pestle. Repfusayi was a drop out student of Class 9 from Government High School, Kohima and later came to Dimapur. He learnt about wood crafting when he came to Diezephe along with his family and chose to become a self-employed. “Going to paddy field isn’t my job,” says Repfusayi. During the initial stage, he started with crafting of key chains, spoons etc. Once the work was established, Repfusayi purchased machines, which boosted his business. Now, Repfusayi says that he works day and night according to his convenience and comfort. He makes around 100 to 120 mortal pestle, cups and around 20 plates a week. Today, he sells the finished products

for price ranging from 200 to 500 rupees per set. While sharing that after deducting all the miscellaneous expenses, he earns around 5000 rupees in a month, Repfusayi also laments, “if I am not lazy, I would earn more than 12,000 rupees in a month.” He also hires people for help and pays them on contract basis. Repfusayi says that he uses only Teak wood to craft the products. However, he says, “Since it takes around 20 years for a Teak tree to grow, sometime there is shortage of resources when the demands are high.” Most of his works are done with the order from the buyer who usually buy the finished products from him and sell in their own shop or resale to others. Repfusayi also says that many people in and around the locality do the same crafting work. However, some sell it in their village or keep for personal use. “I run my business at

home, so there is no disturbance from the government side or the private taxes,” states Repfusayi. However, lack of electricity worries him at time since it keeps his work pending. Repfusayi, who has a family with three children, says that he must manage financially to send two of his children to school but sometimes he faces problem to pay off their tuition fee. Nonetheless, Repfusayi in a hopeful note, says, “If I have the material, I can look after my family.” Encouraging young people to follow his footstep of learning skills and earn livelihood instead of complaining, Repfusayi says, “Hard work is the key to success and nothing can be done without that. In order to survive, he said, “We may not need education, but we need skills.” Kesonyu lamented the Naga people saying, “We are lazy, not sure of our talents. We are not willing to come on time, but delay the work for 3-4 hours to the comfort zone. The Training centre provides three-months job oriented training course in spa & beauty, food & beverages service, hospitality, housekeeping, beauty and hair. It claimed that only 17 regular lecturers and 259 on-contract lecturers manned 14 Higher Secondary Schools in the hills as opposed to 434 regular lecturers and 455 contract lecturers manning 25 Government Higher Secondary Schools in the valley. “The Hill schools are reeling under acute shortage of teachers since the past many decades,” the organisations stated.

The ejection was safe and the aircraft crashed at 1230 hours... in a thick forest near Tezpur. A month before Aadhaar deadline, over 40 crore people still left out

MuMbai, May 19 (Financial ExprEss): Despite the decisive push given to it by the NDA government since it came to power and by Prime Minister Narendra Modi himself, the ambitious Aadhaar project is far from meeting its target of universal coverage by June this year, also impacting the Direct Benefits Transfer Scheme that is based on it. While the PM had him-

self set the deadline of June 2015 for universal enrollment under Aadhaar at a high-level meeting chaired by him in the first week of September last year, the current enrollment figure under the project is only nearly 84 crore as of now. This means that nearly 40 crore of the population is yet to be brought under its ambit. Even the initial target set by this government of 100 crore enrollment

at the “earliest” is yet to be achieved. Government officials say there is absolutely “no possibility” of meeting the target next month and the possibility of even being able to do so by the end of this year also looks remote. Since September last year, when the target was set, less than 20 crore people have been added to the Aadhaar population. According to officials, while the Unique Identification Authority of India is not restricted in terms of its processing capabilities, ground level issues are a matter of concern in meeting the target. With enrollment in states like Uttar Pradesh and Bihar being very low, it has been difficult to increase enrollment figures significantly. Aadhaar, which pro-

vides a unique 12-digit identity number based on biometrics to every resident of the country, was initiated by the Congress led UPA government. The NDA government had endorsed both Aadhaar and the DBT schemes during a high-level meeting in early July where Modi sought a 100-crore enrollment target under Aadhaar at the “earliest”. The PM had asked officials to link the recently launched e-passport system with Aadhaar by using the biometric data collected under the latter. Officials were also asked to implement the DBT scheme in 300 districts on a priority basis with respect to five key government schemes — MGNREGA, pensions, scholarships, Public Distribution System.

The NDA government had also made Aadhaar the basis of several fresh proposals, including introducing Aadhaar-based biometric systems in all Central government offices. Modi’s ambitious financial inclusion plan ‘Jan Dhan Yojana’ also relies on Aadhaar. However, delayed Aadhaar enrollment has meant the government has been unable to give the planned push to DBT as well. The absence of a legal backing for Aadhaar has proved to be a hindrance, with the National Identification Authority of India Bill in cold storage. Officials say the Supreme Court orders instructing the government from making Aadhaar mandatory for any services have limited the ability to maximise enrollment.

The world’s fifth-largest auto group, which is comprised of Hyundai Motor Co and its sister company Kia Motors Corp, already has several car plant projects underway. It signalled

in early 2014 that it would expand again after spending about two years focusing on improving quality. Hyundai has started to build one of two new factories planned for China and is considering a new plant in the United States, while Kia is building a factory in Mexico. After meeting Indian Prime Minister Narendra Modi in Seoul, the group’s chairman, Chung Mongkoo, told reporters that a new plant in India was un-

der review, according to a Hyundai spokesman. But the spokesman added that the group has not made a final decision or decided if it would be built by Hyundai Motor or Kia. Hyundai Motor Co, which in India trails only Maruti Suzuki by market share, has two factories in Chennai in southern India, with a combined annual capacity of 680,000 vehicles. Kia has none in India and high import taxes mean its India sales are negligible.

MuMbai, May 19 (rEutErs): The Finance Ministry could have sidestepped a damaging multibillion-dollar tax row with foreign investors if it had acted on regular warning letters that officials had been sending since as long ago as September. The warnings went unheeded, according to senior sources in the tax department and finance ministry, until the dispute with overseas investors over the imposition of the minimum alternate tax (MAT), which had not previously been applied to them, hammered the country’s stock and bond markets and dented the business-friendly image of Prime Minister Narendra Modi. Investor lobbies and tax lawyers estimate the bill for international funds and banks could be as high as $8 billion. Modi’s government has been scrambling to contain the fallout since foreign funds started publicising their fight against MAT in mid-April, but it could have headed off the row if it had acted on the cautionary letters from its tax officials. One official’s letter seen by Reuters, sent in November, asked for direction and warned that once tax notices were issued there could be “large ramifications”. The finance ministry last week asked officials to stop issuing new MAT notices, but that is

Kohima, may 19 (mExN): Acting upon a FIR lodged at the North P.S Kohima regarding the theft of a vehicle, the Kohima police today arrested one person and recovered the stolen vehicle. According to a press note from Sub-Divisional Police Officer & PRO of Kohima, Atu Zumvü NPS, the vehicle, a local taxi, was stolen from its owner’s residence at Midland, Kohima on May 16. On receipt of the FIR, a massive search was launched by the police for tracing the vehicle and the report was also widely circulated through the recently launched Nagaland Police SMS Based Vehicle Monitor-

ing System (NPSVMS). Subsequently, after two days of continuous search, the vehicle was recovered from DBS Kohima and the culprit was arrested. He was identified as Yitu (21 yrs), a habitual offender from Zhiphu Village, PO/ PS – Meluri, under Phek district. A regular case was registered against him for conducting further investigation and the vehicle was handed over to its rightful owner, the police added. Meanwhile, in another incident, the combine team of E/13 NAP (IR) and Khuzama P.S personnel while conducting a surprise checking at Kigwema and Mima village junction

They were identified as Halunu Rekhanamai (32 yrs) of Thingba Khullen village, Tadubi PS of Senapati (Manipur), and presently residing in Seikhazou colony Kohima; and Veihru Yumai of Liyai (Zhaimai) Village, PO/PS – Tadubi of Senapati and currently staying at Midland colony Kohima. Unidentified person dies at Dimapur hospital Dimapur, may 19 (mExN): An unidentified person, probably a nonlocal and approximately aged around 50 years of age, who was found lying unconscious at Rail Bazar area, Dimapur this morning died in hospital while undergoing medical treat-

BS Nganglang on May 19 visited the Directorate of Excise & Prohibition and met with department officials. Bracketing Women: Denying the Self

G

oing through the responses of a survey on domestic violence, it was quite disturbing that almost all the respondents had justified physical abuse by their husbands in case they had extra-marital affairs. Instantaneously, one can draw a dichotomy between patriarchy and the idea of being ‘loyal’ because it was a great fortune that someone had redeemed by choosing her and given an ‘identity’ and in reciprocity, his life, pleasure and happiness becomes her chief concern even as she becomes entirely his belonging. Being implanted with such notion, she denies herself and gets bracketed within the folds of a loyal ‘wife’ and a ‘mother.’ Certain social perceptions and constructed norms become dominant and get ingrained in the minds of the people. More pressing is, there is a process of normalisation which slowly becomes naturalised wherein she becomes a subject of “benevolent subordination.” It has become so naturalised that women often fall prey to patriarchal notions of freedom because her understanding becomes based on patriarchy being the dominant social structure of our society. This leads to a very shallow and narrow interpretation of freedom. As such many women may be deceived into believing that she is free. Our traditional worldviews in relation to women have bracketed their freedom which is prominently seen even through the concepts of ‘beauty’ and ‘feminine.’ The existence of a patriarchal system requires the production of certain ‘gendered spaces’ which are politically, socially, culturally and morally justified thereby leading to the production of stereotyped spaces like ‘domestic’, ‘private’ and ‘public’ which reinforces and thereby legitimates patriarchal power and control. And thus men find it unacceptable to surrender his dignity and ego so as to allow equality and freedom to his wife and woman who not only bows to his control by standing beside him at all times but also performs all the tedious work which he considers beyond himself. Again the socio-political propaganda flared through various forms of media and the way it portrays women, thereby produces a socially conceived notion of a women’s body a vulnerable ‘puppet.’ Increasing domestic and sexual violence on women is a stark reality of issues related to freedom that, within the negation of her freedom there is a subsequent strengthening of the perpetrators by way of putting blame on the victim even as she silently cocoons for fear of being made into a ‘social outcast’ the moment she is raped. Thus silence becomes the abhorrent solution. The course of human history has condemned women as the “second sex” and the ‘undesirable.’ Under the feudal, the birth of a girl was considered a misfortune. From pre-natal selection and female infanticide to genital mutilation in the name of virginity and virtue; physical abuse, rape, murder etc. women have been on the receiving end of ‘violence’ effecting their physical and mental health in different stages of her life. Such painful ‘sacrifice’ becomes the very edifice on which the violence on women is built and legitimated. Even as women continues to find herself encountering and trying to negotiate with different ideas and forms of freedom, today, from time to time, men are ‘shamed’ of their misuse of social and patriarchal license, letting him drop his autocratic tone a decibel and there is a shift towards a duplicitous facade under the pretext of cosmetic slogans like women empowerment and gender equality. Expounding such pretence, a Naga scholar has aptly translated it as, “patriarchal bargains and paradoxical emancipations.” Women need to be truly free from all forms of discrimination, exploitation and oppression which can only liberate and elevate women politically, socially, culturally and morally. The Genesis of Our Political Consciousness What does God say? “Now learn this lesson from the fig tree: As soon as its twigs get tender and its leaves come out, you know that summer is near” (Mark 13:28). The Naga Experience During the Second World War, some 5000 Nagas were enlisted and sent to different countries. Many of these Nagas ended in France as part of the British Labour Corps. While abroad, they witnessed many people groups asserting their own political rights and forming themselves into independent nations. In 1918, some of these Nagas returned home with a vision of protecting our common interests like any other nation. Then in 1921, they established the Naga Club as a platform to voice Naga interests. This came in handy when members of the British Parliamentary Statutory Commission visited Kohima on January 10, 1929. The Naga leaders told them, “We understand that you want the Nagas to become part of India. We have nothing to do with India and we do not want anything. Leave us alone.” As a consequence of this resolution by the Nagas, the British eventually declared Nagaland as “Naga Hills Excluded Areas” in 1937. However, the Naga leader A. Z. Phizo was still doubtful about the seriousness of the British concerning the Nagas’ independence. So, he turned to the Japanese when World War II reached Burma in 1942. At the request of the Japanese, he consented to help them on the condition that they would give a guarantee to safeguard the independence of Nagaland. Meanwhile, the British had established their presence well in Nagaland and the Naga public had already made up their mind to throw their support behind the British. Consequently, the British side lost only 16,500 soldiers, whereas the Japanese suffered 53,000 dead or went missing in the Imphal-Kohima war. The Battle at Kohima was so intense and decisive that it came to be called the ‘Stalingrad of the East.’ Okay, so now what? We Nagas should take pride in the fact that we contributed to the British victory of World War II. We allowed them to use our land as their battlefield. Approximately 600 Nagas fought as part of the Allied Forces. Other Nagas guided their troops, collected intelligence information, ambushed enemy patrols, carried supplies, and brought their wounded under the heaviest fire…often refusing any payment (Sir William Smith). All these speak of our sacrifices for them. The existence of Kohima War Cemetery and the Bye-Pass Road (also called “Victory Road”) are reminders of our people’s hospitality to those who came seeking for our help in their time of need. ‘Don’t Leave Indigenous Peoples Behind in SDGs’

.N. member states are meeting throughout the year to finalize the Sustainable Development Goals (SDGs), which will set the global development agenda for the next 15 years. The goals are supposed to be universal and aspire to “leave no one behind.” But Indigenous Peoples, who are among the poorest and most marginalised people on earth, are all but invisible in the latest draft of the SDGs. As an indigenous woman and the U.N. Special Rapporteur on the Rights of Indigenous Peoples, I am deeply concerned that almost all references to Indigenous Peoples have been deleted, as we have learned from experience that unless we are explicitly included, we are likely to be excluded. Indigenous Peoples face systemic discrimination and exclusion in almost every country they live in. Without specific targets and indicators to measure and report on the realisation of their rights, this inequality is likely to continue in the 15-year implementation of the SDGs. The Millennium Development Goals, which were also supposed to be universal, failed to address Indigenous Peoples’ poverty: Indigenous Peoples still make up just five percent of the global population but account for 15 percent of the world’s poorest people. If the SDGs aim to do any better, and achieve their aspiration to “end poverty in all its forms everywhere,” they must also address the unique development needs and challenges of Indigenous Peoples. Chief among these is that many Indigenous Peoples do not have legal title to the lands they have lived on for generations. This insecurity has resulted in encroachment by governments and corporations as well as forced evictions of countless communities from their ancestral lands. Because Indigenous Peoples’ lives, livelihoods, cultures, and identities are intrinsically tied to their territory, this loss often deprives them of their income and self-sufficiency, and threatens their very identity and survival. Securing legal recognition of Indigenous Peoples’ land rights has other benefits too: it decreases poverty, supports food security, and encourages long-term economic and environmental benefits. But despite progress in some regions, there has been a sharp slowdown in the overall global recognition of Indigenous Peoples’ and communities’ land rights since 2008. The current SDG draft recognises the land rights of individuals (men and women) but does not take into account the estimated 1.5 billion Indigenous Peoples and forest-dwelling and forestdependent local people who govern 6.8 billion hectares of land through community tenure arrangements. Currently governments only recognise about 513 million hectares of these lands. The SDGs should therefore include an indicator to measure recognition of collective land rights, and reinstate a deleted provision requiring that governments obtain the free, prior, and informed consent (FPIC) of Indigenous Peoples before handing over their lands. This is particularly critical given that “development” for many Indigenous Peoples has been more of a threat than a promise. An analysis of around 73,000 mining, agricultural, and lodging

irtually every major international conference concludes with a “programme of action” (PoA) – described in U.N. jargon as “an outcome document” – preceded by a political declaration where 193 member states religiously pledge to honour their commitments. But over 620 non-governmental organisations (NGOs), a hefty coalition of mostly international water activists, are complaining that a proposed political declaration for the U.N.’s post-2015 development agenda is set to marginalise water and sanitation. The development agenda, along with a new set of Sustainable Development Goals (SDGs), is expected to be adopted at a summit meeting of world leaders Sep. 25-27 in New York. Meera Karunananthan, international water campaigner for the Blue Planet Project, told IPS that with more than 600 NGOs worldwide urging member states to revise the proposed political declaration, it is clear that water remains a very critical issue for billions of people around the world. “Any development agenda is contingent upon the availability of freshwater resources, and as the world battles an increasingly severe crisis in freshwater scarcity, the competition for access is already causing conflicts around the world,” she said. The NGO coalition includes WaterAid, Food and Water Watch, Council of Canadians, Global Water Institute, Earth Law Alliance, Indigenous Rights Centre, Right 2 Water, Church World Service, Mining Working Group, End Water Poverty and Blue Planet Project. Lucy Prioli of WaterAid told IPS with over 2.5 billion people living without basic sanitation and hundreds of millions more without access to water, it is critical that the human right to both water and sanitation is “placed front and centre in the post-2015 Declaration.” “The international community will never achieve its ambition of ending world hunger unless it also tackles under-nutrition, which is caused by unsafe

concessions in eight countries revealed that more than 93 percent of these developments involved lands inhabited by Indigenous Peoples and local communities. Development projects in countries that lack strong safeguards often rob them of their lands and livelihoods—but rarely do they deliver on the promise of shared economic development. In Indonesia, for example, palm oil corporations have engulfed over 59 percent of community forests in West Kalimantan, yet the industry contributes less than two percent to Indonesia’s GDP and has not increased rural employment. Inequality has risen, and Indigenous Peoples’ land rights have been transferred to corporations on a large scale. The consequences of insecure land tenure extend beyond indigenous communities: Indonesia is now the world’s fourth largest emitter of greenhouse gases, with almost 80 percent of emissions stemming from deforestation, land use change, and the draining and burning of peatland. On the other hand, deforestation rates are dramatically lower in areas where Indigenous Peoples have legal recognition of their land rights. Despite suffering some of its worst impacts, Indigenous Peoples can actually offer some of the most promising solutions to climate change. Community forest rights in Nepal, for example, improved the health of the forest to the point where it absorbed 180 million tons of carbon. It is no coincidence that traditional indigenous territories overlap to a large degree with biodiversity hotspots. Indigenous Peoples’ natural resource manage-

ment has sustained some of the world’s most intact ecosystems and holds important lessons for a planet that must change if it is to endure. They bring alternative thinking and perspectives to a development paradigm that has repeatedly put sustainability and human rights on the back burner and favored short-term profits. Because many Indigenous Peoples live in rural areas and are politically and physically distant from the centers of power, it is all too easy for us to become invisible. We fought for the global recognition of our rights in the UN Declaration on the Rights of Indigenous Peoples. We had to fight to be called “Indigenous Peoples,” a term that recognises us as peoples with distinct identities and cultures who have the right to self-determination. As they stand now, the SDGs are a step backwards from these achievements. Indigenous Peoples have been all but erased from the development agenda. Include us, so that we can protect our traditions and territories for our children and protect the planet’s biodiversity for all the world’s children. Don’t leave us behind.

Yet, 40 percent of the world’s population lacks access to adequate sanitation and a quarter of the population lacks access to clean drinking water. In a 2012 joint report, U.S. intelligence agencies portrayed a grim scenario for the foreseeable future: ethnic conflicts, regional tensions, political instability and even mass killings. During the next 10 years, however, “many countries important to the United States will almost certainly experience water problems – shortages, poor water quality, or floods – that will contribute to the risk of instability and state failure, and increased regional tensions,” stated a National Intelligence Estimate. Karunanthan said the U.N.s proposed post-2015 economic agenda, which includes a new set of Sustainable Development Goals (SDGs), must not be blind to these predicted conflicts. It must instead be proactive and safeguard water for the environment and the essential needs of people by explicitly recognising the human right to water and sanitation, she said. “If we are to avoid the mistakes of the past which led to the staggering failure of the Millennium Development Goals (MDGs) to meet its targets regarding sanitation, then it is important for the SDGs to be firmly rooted in a human rights -based framework,” she

added. The coalition says it wants to ensure the needs of people and the environment are prioritised in any water resource management strategy promoted within the SDGs. “The post-2015 development agenda presents an important opportunity to fulfill the commitments made by member states in 2010,” the NGOs say. The NGO demand builds on the consistent and urgent advocacy done by civil society throughout the post-2015 process regarding the importance of inclusion of the human right to water and sanitation (HRTWS). The Declaration will be a document of political aspirations overarching the post-2015 development agenda, including the SDGs. A draft of the document is anticipated to be released by the end of this month. U.N. Member States have stressed the need for an agenda that is “just, equitable, transformative, and peoplecentered”. Global water justice groups argue that inclusion of the HRTWS in the post-2015 Declaration is vital to realising this goal. The proposed SDGs include 17 goals with 169 targets covering a broad range of sustainable development issues, including ending poverty and hunger, improving health and education, making cities more sustainable, combating climate change, sustainable management of water and sanitation, and protecting oceans and forests. The 17 proposed goals, which are

currently being fine-tuned, are: Goal 1: End poverty in all its forms everywhere; Goal 2: End hunger, achieve food security and improved nutrition, and promote sustainable agriculture. Goal 3: Ensure healthy lives and promote well-being for all at all ages; Goal 4: Ensure inclusive and equitable quality education and promote life-long learning opportunities for all. Goal 5: Achieve gender equality and empower all women and girls; Goal 6: Ensure availability and sustainable management of water and sanitation for all. Goal 7: Ensure access to affordable, reliable, sustainable, and modern energy for all; Goal 8: Promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all. Goal 15: Protect, restore and promote sustainable use of terrestrial ecosystems, sustainably manage forests, combat desertification, and halt and reverse land degradation and halt biodiversity loss. Goal 16: Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels and; Goal 17: Strengthen the means of implementation and revitalise the global partnership for sustainable development.

How 1 mom checked herself before she wrecked herself Leanne Italie

londa Gault Caviness has no use for mommy groups, peeling the skins off peas for babies, wet-wipe warmers and the shelves and shelves of parenting books that have taken over child-rearing. But it wasn't always that way. When her first child came along 16 years ago, Caviness took a back seat to her baby's everything. When child No. 2 landed, she patiently hung in there. Then along came her third. That's when a bit of advice from her old-school mama sounded in her head: "Girl, you better check yourself before you wreck yourself!" In other words, this working, African-American mom of three breathed in and out — deeply — then took a seat and realized making her brood happy all the time at all costs, including her own sanity, was the wrong way to go. In a sweet, funny memoir looking back on her own upbringing in Buffalo and reflecting on the contemporary complexities of parenting in suburban New York City, the 50-year-old Caviness writes of relishing her "me-time" and learning to ignore the dust bunnies. She declares herself "too blessed to be stressed." In other words, her mama got a lot of things right. Caviness' book, "Child, Please: How Mama's old-school lessons helped me check myself before I wrecked myself," was released May 5 by Penguin. A conversation with Ylonda Gault Caviness:

AP: Tell me about your mother and her style of raising you and your two siblings. Caviness: My mom was and is a very pragmatic person. She was single for a large part of our upbringing. She worked in a factory. She grew up in the Jim Crow South. But she had not an ounce of bitterness despite the fact that she grew up four blocks away from the 16th Street church bombing in Birmingham. The thing I remember most is that she seemed

genuinely happy when she came home from work and genuinely happy when she interacted with us. I mean, not when we got whoopins, but when she walked in the house she was grinning from ear to ear as though we were fuel. In hindsight, I feel that she did that because she made sure she took care of herself. She didn't fawn over us. She made it very clear that we could rock her world but we couldn't be her world. AP: What are some of the hard truths about race and raising children that you take on in your book? Caviness: In many black households, discipline and compliance are far more important. I think that comes from history. I think that when you look back at slavery and things like Jim Crow, our parents had to protect us from a world that would not likely look upon us kindly. They were harsh with discipline so that when they put us out into the world we wouldn't appear uppity to whites, that we would be compliant to authority so that we would stay alive, so that we would stay out of trouble. I believe that legacy continues. AP: Is that a positive or a negative? Caviness: I don't think it's either. It's just still a reality. We're not post-racial, but things are different now and we can fill our kids heads with thoughts that they're all that and a bag of chips and everything's fine, but as we see now with the violence from police, we really do have to maintain, as a race, some of that keep-it-realness. We have to make sure that our children understand to a certain extent, within reason, that the world is still not necessarily going to treat them fairly. I'm not saying at every turn they're going to be discriminated against. I'm not saying that we should scare our kids. But I do think we need to prepare them for the reality of what the world is. AP: You recently wrote an op-ed piece for The New York Times along those lines and had some anonymous commenters declaring you a racist. Caviness: I wanted to write it as a black mom who was brought up a certain way, and I'm not saying ev-

ery black mom in the country was brought up the way I was. We're not a monolith. But I do think it's important to have this conversation because of what happened in Baltimore with Toya Graham, the mom who grabbed her son and smacked him upside the head to pull him out of the uprising. I felt a moment when I thought, 'Wow, she did what she believed in and I respect her for that.' But a lot of blacks on social media were saying things like, 'Oh she's part of that whole slave mentality and she's a pawn and of course the media is shooting her because she's beating yet another black child.' I just feel very strongly that we can't judge her. I don't beat my kids, but really I don't beat them because I don't think it works. It didn't work on me. A lot of people, black and white, were sitting on their sofas in their houses and listening to Anderson Cooper tell them what was going on in Baltimore and this woman had the sirens outside her door, and she looks in her house and her baby is not there and she sees him with a brick in his hand and police all around him. I feel as though what she did was akin to grabbing a toddler out of oncoming traffic. It's just that legacy we have. AP: How does a mother of today reconcile the past with the 'professionalization' of parenthood? The expert advice, all the opinions, the mommy wars. Caviness: Some of it has to be maternal instinct, wisdom that you have, the common sense that you were born with. But I know we cannot raise our kids entirely in the old-school way. We have to mix the old and the new, but keep your common sense about you, based on your kids. Not what a book says. Sometimes, as a culture, Americans are reluctant to go through that organic, trial-and-error process of figuring things out. We want a quick fix. We want our kids to have some sense of joy, but we need to make them strong. We need to make them resilient. We need to make sure they have integrity. Happiness is fleeting, but we can't raise kids if the goal is to always keep them happy. Sometimes they've got to be uncomfortable and they've got to figure things out.

anuel de Jesus Sanchez holds up a green poncho to protect his skin from the midday sun. The farmer says he was working in a rice paddy four years ago when a crop duster buzzed by, dumping large quantities of what everyone here refers to as "the poison." From that moment Sanchez was exposed to the glyphosate-based herbicide used by Colombia to wipe out cocaine-producing crops, he says his skin broke out in a yellow rash. Now white blotches have spread across his body and his eyesight is dimming. "I never went to a doctor because I know he'll prescribe creams and pills that I can't afford," said Sanchez. Unable to till his farm, he now squeaks by selling candy along the dirt streets where a handful of families live in wood and zinc-roofed shacks. Tales of harmful health effects, everything from skin problems to miscarriages, abound in this hamlet on the edge of the remote Paramillo national park in northern Colombia. Tracing the health problems to glyphosate is impossible — too many years have passed with possible exposure to other pesticides, and most of the town's residents, many of them coca growers, are either too poor or afraid to travel the three hours by boat and car to the nearest hospital and prosecutor's office to investigate the causes. President Juan Manuel Santos last week decided to halt fumigation in the wake of a report by a research arm of the World Health Organization classifying glyphosate as a probable carcinogen. The move is lending strength to injury claims by dozens of farmers here who consider themselves victims of the U.S.-led drug war in South America. But it's also raising concerns that cocaine production in Colombia could come roaring back after a bloody, decades-old war against the nation's cartels. St. Louis-based Monsanto, which discovered glyphosate, told The Associated Press that it no longer supplies the Colombian government with weed killer. It and other manufacturers have strongly rejected WHO's March assessment, citing a 2012 ruling by the U.S. Environmental Protection Agency that glyphosate-based products are safe. They accuse critics of cherry-picking data and pushing an agenda. In October 2013, in response to an Associated Press article on glyphosate use in farming in Argentina, Monsanto described the herbicide as "even less toxic than the repellent you put on your children's skin." It said the chemical had been misused in Argentina. Colombia is the only country that destroys coca crops by air and the practice has long provoked hostility from political and environmental groups. Many observers see its suspension as Santos' political gift to rebels he has been trying for two years to lure into signing a peace deal. The insurgents depend on the narcotics trade for much of their funding and liken the spraying, which is carried out by U.S. contractors, to the use of Agent Orange during the Vietnam War. U.S. officials deny any harm has been caused by the spraying and say there is more

danger to people's health and the environment from the chemicals used to manufacture cocaine in clandestine labs. If glyphosate is so unsafe, then why is nobody considering a ban on its widespread use in agriculture, they argue. "This is an argument among the deaf," said Myles Frechette, a U.S. ambassador to Colombia in the 1990s. "Those who argue it does damage will not be convinced by science." On Thursday, Colombia's National Narcotics Council, which sets drug policy, is expected to approve Santos' call to phase out glyphosate by October in favor of slower-going manual eradication by army units in areas frequently dominated by rebels. Residents of Crucito consider it a bittersweet victory. They are afraid of the arrival of combat troops and say they don't have any means of sustenance besides the roughly $1,000 they receive from drug traffickers for each kilogram of coca paste. Currently the most visible presence of the state in the town, besides the twice-a-year fumigation campaigns, is an army checkpoint that restricts the flow of gasoline, food and other supplies to guerrillas and drug traffickers lurking in the jungle-covered mountains beyond. "Our problems aren't resolved by ending fumigation," said Andres Herron, a community leader. "The government needs to give us an alternative to traditional crops that allows us to live. Growing yucca, plantains and yams doesn't even leave enough money to put food on the table." Santos' opponents warn that Colombia could soon be swimming in coca, though just as many observers argue that the spraying of 4 million acres since the 1990s has done little to reduce cultivation of the leaf. The latest survey by the U.S., released this month, shows that areas under coca cultivation in Colombia shot up 39 percent last year to 112,000 hectares (about 276,000 acres). Her mother, Adevis Diaz, attributes the malformations to having eaten vegetables from her garden just after a fumigation plane flew by. "A few days later my water broke and my baby was born at six months," Diaz said, watching over her four children as they play on their home's dirt floor. "If we continue in this land our lives will be at risk."

ou must already be aware of the latest government-proposed insurance schemes, thanks to the central government’s aggressive campaign, both in electronic and the print media. The three schemes – Pradhan Mantri Suraksha Bima Yojana (PMSBY), Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) and Atal Pension Yojana (APY) have been launched recently. These schemes are targeted to provide social security benefits to a large percentage of the low-income population of India. One might think that since they are wellpublished schemes, why should I write about it? But since they are so good in all respects, I think they are worth discussing. Pradhan Mantri Suraksha Bima Yojana (PMSBY) The scheme offers to provide you or your family a cover of up to two lakh rupees in case of accidental death or disability due to accidents of the insured. In case of accidental death or full disability, you or your family will get two lakh rupees and in case of partial disability, one lakh rupees. Full disability means loss of both eyes, both legs or both hands, whereas partial disability means the loss of one eye, one leg or one hand. All savings bank account holders, aged between 18 years and 70 years, are eligible to apply for this scheme. The premium for PMSBY is just Rs. 12 per annum. The period of insurance is one year and it will start from Jun 1, 2015 to May 31, 2016. To enrol for this scheme, visit the bank where you have your primary savings account, and fill a simple form providing your account number and the nominee’s name. By signing the form you will authorise your bank to debit the premium of Rs. 12 from your savings account. And this one time process will also enable the bank to auto debit your premium for the next year, and every year after that. The last date for enrolment was initially declared as May 31, but the government has now extended the date by another three months up to August 31. The date might get extended farther. Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) In this scheme, all bank account holders, aged between 18 and 50 years, are eligible. So, if you are more than 50 years, you are not eligible for it, but those younger than that can enrol and can continue with the scheme until they attain the age of 55. An annual premium of Rs. 330 is what you need to pay to get a life cover of two lakh rupees. This annual premium of Rs. 330 has been fixed for the first three years, after which it will again be reviewed, based on the insurers’ annual claims experience.The period of insurance remains the same, from June 1, 2015 to May 31, 2016. Just like the previous scheme, the tenure and auto debit facility will be the same. The difference between these two schemes is that the first one covers accidental death and accidental disability, while this one covers death in general. If one died of ill health or disease, it will be considered a natural death. But if one diesin an accident,it will be consideredan accidental death. So,if one diesdue toan accident,he/her nominee will be eligible for four lakh rupeesfrom both the schemes. Launching Atal Pension Yojana (APY) To encourage workers in the unorganised sector to voluntarily save for their retirement, the government of India has launched the Atal Pension Yojana (APY). The minimum age of joining this scheme is 18 years and the maximum age is 40 years. Pension payment will start at the age of 60. The central government would also co-contribute 50 per cent of the subscriber’s contribution or Rs. 1000 per annum, whichever is lower, to each eligible subscriber account, for a period of 5 years, i.e., from 2015-16 to 2019-20, for those who join before December 31, 2015 and who are not income tax payers. Workers in the unorganised sector, who have their bank accounts opened, but are not members of any other statutory social security scheme, would be eligible to subscribe to this scheme. he Micro Small and Medium Enterprises (MSME) sector has slowly come into the limelight, with increased focus from government and other government institutions, corporate bodies and banks. It is viewed as one of the greatest agents of growth. Policy based changes, investments into the sector; globalization and India’s robust economic growth have opened up several latent business opportunities for this sector. Even the domestic market is no more an insulated zone in a controlled economy; the competitive pressures of a free market economy are catching up in India. The domestic market has been flooded with many low cost, reasonable quality, bulk produced products giving tough competition to MSMEs. With the opening up of the economy, the MSMEs have to catch up with global standards of excellence in order to remain competitive and profitable. MSMEs are increasingly having to adapt to new standards in technology, quality and pricing to be able to survive in the marketplace. MSMEs contribute 8 per cent of the country’s GDP (MSMEs contribution to India GDP has been growing constantly at 11% per annum), 45 per cent of the manufactured output and 40 per cent of the country exports. The labour and capital ratio in MSMEs and the overall growth in the MSMEs are much higher than in the larger industries. The non-homogenous structure in terms of range of produce/service as well as size of industry adds to its dynamism. Thus, MSMEs are important for the national objectives of growth with equity and inclusion. To talk about the economic development of Nagaland, it is essentially the economy of 19,80,602 person occupying an area of 16,579 sq. Km with a population density of 120 /sq. Km where the rural population consists of about 82 percent and urban population of about 18 percent. The number of educated unemployed has been rising at the rate of 9.32%per annum, which has to be taken into account in any economic planning. For a developing nation like India, where the labour is abundant and capital is scarce, the Micro and small enterprise sector is a major source of employment for millions of people. In Nagaland, the effort for economic development started in the real sense only after its statehood in 1963. During that time, the economy was agrarian in nature with more than 89% of its working population directly depending on agriculture. The technique of production was more or less pre-Newtonian type with very low productivity in income. The level of urbanization and infrastructural development was very low and industrialization virtually non-existent. During the last four and half decades of statehood, beginning from scratch Nagaland has made significant achievement in various fronts. However in many sectors, the state’s economic planning has failed to move in the right direction and the base of development has been rather slow. Besides, Nagaland state was created out of political necessity and hence it was anticipated that Nagaland would not be economically viable for a long period. Micro Small and Medium Enterprises (MSMEs) sector has emerged as a highly vibrant and dynamic sector of the Indian economy over the last five decades. MSMEs not only play crucial role in providing large employment opportunities at comparatively lower capital cost than large industries but also help in industrialization of rural & backward areas, thereby, reducing regional imbalances, assuring more equitable distribution of national income and wealth. MSMEs are complementary to large industries as ancillary units and this sector contributes enormously to the socioeconomic development of the country/state. MSEs in Nagaland have growth potential and can significantly contribute to state economy provided appropriate measures are taken to boost these sectors in the interest of economic ends. However, in Nagaland, information about this sector is very limited, so far as official records and research data are concerned. It is therefore, envisaged to investigate into the operational efficiency of Micro and Small Enterprises and their contribution to socio and economic development of the state. The State Govt. of Nagaland has also been assisted to set up a Mini Tool Room & Training Centre at Dimapur, Nagaland. Tool Rooms are equipped with Hi-Tech machinery for providing common facility services to the industry; conducting various long-term and short-term training programmes such as 4-year diploma in Tool & Die Making, Computer Aided Design, Basic Workshop Technology, Turning and Milling, Engineering Drawing etc. In spite of immense potential of MSMEs in Nagaland, the region has largely remained underdeveloped. A key constraint to the growth has been poor infrastructure and limited connectivity (roads, telecommunications and power supply), both within the region as well as with the rest of the country. The region, connected to the rest of India by a narrow stretch of land called the ‘chicken’s neck’, needs infrastructure to support and ensure significant investments and developmental aids. NEW DElhi, May 19 (REutERs): As Prime Minister Narendra Modi completes one year in office, his cuts in federal welfare spending on the poorest of India's 1.25 billion people are coming in for sharp criticism, including from within his cabinet. In a break with India's socialist past, Modi has saved money on federal social and subsidy expenditure and pumped it into an infrastructure stimulus he hopes will trigger a spurt in economic growth. The government says lower welfare spending will be compensated for by giving state governments a larger allocation of tax revenues to spend as they choose. But state chiefs, government officials and a cabinet minister have warned that the spending shakeup endangers the country's most vulnerable. Maneka Gandhi, women and child development minister in Modi's cabinet, has said the impact of the policy will borne by India's estimated 300

million poor. "This may result in a situation where the focus is lost on critical programmes related to malnutrition of children ... nutrition for pregnant and lactating mothers," Gandhi wrote in a April 27 letter to the finance minister, a copy of which was seen by Reuters. "I am afraid to point out that political fallout of such a situation can be grave." Those warnings have been echoed privately by at least three impoverished states who say they are being shortchanged. In his first full-year budget, approved by parliament on May 7, Modi halved funding for a scheme that gives millions of poor children free food and drastically cut allocations to make clean water available in rural areas. On the other hand, funding for roads and bridges more than doubled and is now higher than the sum allocated to education. The cuts to nutrition and water stand out because of the

Addressing a press conference, Sibal said: "You have made a wrong person the prime minister... Instead of focusing on main issues, Modi would say that his biggest achievement was to bring the US president as the chief guest on Republic Day while farmers and small traders were suffering." Accusing Modi of speaking "without applying any thought", the Congress leader also said that commenting without checking facts had become his habit. Sibal said Modi, while interacting with people of Indian-origin in Seoul on Monday, said earlier people would think what sins had they committed to have been born in India. "He speaks without thinking. It has become his habit," Sibal said, after playing a clip of Modi's speech in Seoul. The Congress leader said the prime minister likes non-resident Indians (NRIs) the most and does not care for people who live in India. "Whenever he goes out, he would say that India has changed but would not say that to people in the country," he said. Sibal also criticised Modi for announcing e-visa for Chinese tourists during his visit to Beijing.

The two-minute video of the woman's act took social media by storm, with most people sharing the links online. The incident took place on Sunday evening when the woman identified as 23-year-old Sadhvi Pandey along with her sister was going to see a doctor on a scooty. When they were waiting at a crossing, the cavalcade of Abhinav Sharma stopped alongside and the gunner allegedly winked at her from inside the car. Not to take it lying down, Pandey stopped the car and broke off the chain of Sharma who came out. As she was taking a photo of the gunner with her mobile, some of the guards in the cavalcade came running and allegedly broke her mobile phone. This infuriated the woman further and she climbed on the bonnet of Sharma's Mercedes car and tore off the party flag fixed on the bonnet and used it to break the windshield. Reacting to the incident, SP's Naresh Aggarwal said, "Abhinav Sharma is not leader of SP. This is a fashion in Uttar Pradesh, people generally carry the flag of the ruling party". Dhavan have criticized Delhi Lt. Governor Najeeb Jung for rejecting an appointment of an official by Chief Minister Arvind Kejriwal, with one of them saying that Jung had "exceeded his authority". The two eminent lawyers submitted their legal opinion to the Kejriwal government on the tussle over the transfer and posting of Delhi bureaucrats. The AAP government had sought their advice after disagreements between Jung and Kejriwal snowballed into a major row. Jung's office, however, refused to comment on the issue when contacted by IANS, saying an official statement would be issued later on Tuesday. In his written advice, Dhavan said: "It is abundantly clear that the Lt. Governor has exceeded his authority and has turned the entire relationship between himself and the council of ministers on its head to jeopardise democracy and the constitution." A powerful farmers group close to Prime Minister Narendra Modi's Bharatiya Janata Party (BJP) is one of the biggest critics of GM crops and wants the government to stop all field trials saying they "will destroy the entire agrarian economy". Allowing GM crops is critical to Modi's goal of boosting farm productivity in India, where urbanization is devouring arable land and population growth will mean there are 1.5 billion mouths to feed by 2030 - more even than China. India imports about 60 percent of its edible oil needs at an annual cost of up to $10 billion - its thirdbiggest import item after crude oil and gold.

Voters who embraced what became known as the pink tide that swept away the pro-Washington, free-market policies dominant in the 1990s are increasingly turning against the populist firebrands they once rallied behind. Across the region, polling numbers are tanking and street protests are on the rise. Triggering the growing disenchantment are some serious economic headwinds. SALGAR, MAy 19 (AP): Rescuers searched for more bodies Tuesday and sought to aid the hundreds of survivors of a deadly flood and mudslide triggered by heavy rains that swept through a Colombian town, carrying away homes and people. The avalanche of mud and debris roared through an alpine town of Salgar before dawn Monday, killing at least 58 people, but authorities said an undetermined number of people were still missing. Dozens of rescuers supported by Black Hawk helicopters on Monday evacuated residents near the ravine for fear of another mudslide. A red fire truck could be seen hauling away several bodies, their bare feet dangling from an open trunk. President Juan Manuel Santos, who

traveled to the town to oversee relief efforts, said several children lost their parents and the bodies of those killed needed to be transported to Medellin for identification. He vowed to rebuild the lost homes and provide shelter and assistance for the estimated 500 people affected by the calamity. The flooding destroyed the town’s aqueduct and even areas in less hazardous zones experienced flooding. Authorities provided water, food supplies and blankets to help residents cope with what they described as a humanitarian emergency. The tragedy in Salgar appeared to be the single deadliest event since a 1999 earthquake in the city of Armenia that left hundreds dead. A wave of flooding during the 2011 rainy season left more than 100 dead.

Kohli let off after anticorruption code breach MuMbAi, MAy 19 (iANS): Royal Challengers Bangalore (RCB) captain Virat Kohli was let off on Tuesday after being found guilty of violating the Board of Control for Cricket in India's (BCCI) anti-corruption code. Kohli met his girlfriend Bollywood star Anushka Sharma in the stands at the M. Chinnaswamy Stadium during a rain-break in an Indian Premier League (IPL) match against Delhi Daredevils on Sunday, violating the anti-corruption code. The match was abandoned due to rain. Kohli was informed of the violation by BCCI anti-corruption unit head Ravi Sawani, reports Cricinfo on Tuesday. He was cleared of the charge as the BCCI viewed the digression as minor. The BCCI found Kohli breaching the rule relating to the minimum standards for Players and Match Officials Area (PMOA). Kohli chatted with Anushka in the VIP enclosure adjacent to the players' dressing room. The International Cricket Council's (ICC) Anti-Corruption and Security Unit (ACSU) sent a report to Sawani informing about the violation, the cricket-specific website said in a report. ACSU has been contracted by the BCCI to provide anti-corruption cover during the IPL.

More than 50 arrested in new Italian match-fixing probe RoME, MAy 19 (AP): More than 50 people were arrested throughout Italy on Tuesday and more than 70 placed under investigation as part of a widespread match-fixing inquiry led by anti-Mafia prosecutors in the southern town of Catanzaro. The sweep allegedly involves "dozens" of fixed matches in Italian football's third and fourth division, police said. Charges include criminal association aimed at sports fraud, with some linked to Mafia organizations — one in particular to the 'ndrangheta organized crime syndicate. One police officer was involved, authorities said. Catanzaro prosecutors allegedly have uncovered a network between footballers, coaches, club presidents and management members involving more than 30 clubs. Police say clubs involved include Pro Patria, Barletta, Brindisi, L'Aquila, Neapolis Mugnano, Torres, VigorLametia, Santarcangelo, Sorrento, Montalto, Puteolana, Akragas, and San Severo. It wasn't immediately clear if the sweep was linked to the Last Bet operation that has resulted in more than 100 people placed under investigation in Italy since mid-2011, with suspect Serie A and B matches being looked at by prosecutors in the cities of Cremona, Bari and Naples.

Two years ago, Cakir drew criticism when he sent off Manchester United winger Nani in a Champions League last-16 loss against Real Madrid. However, UEFA defended his decision and the official built his reputation at a successful World Cup. FIFA selected him to handle the Argentina vs Netherlands semifinal in Brazil. Zimbabwe cricket team reaches Pakistan LAhoRE, MAy 19 (iANS): Zimbabwe on Tuesday became the first International Cricket Council's (ICC) Full Member to reach Pakistan in six years, following the terrorist attack on the Sri Lankan team in 2009. The Zimbabwean team landed at the Allama Iqbal International Airport here in the wee hours of Tuesday to tour Pakistan for two Twenty20 Internationals and three One-Day Internationals (ODI), all to be played at the Gaddafi Stadium here between May 22 and 31 before departing on June 1, reports ESPNcricinfo. The visitors landed amid extensive security with thousands of policemen deployed along the 14 km route from the airport to the hotel. The team, comprising 16 players, nine team officials and five board officials, was flanked by a large convoy of police commandos after they were received by Pakistani ministers and Pakistan Cricket Board (PCB) officials. Pakistan became a no-go destination for international teams since March 3, 2009, when gunmen attacked the Sri Lankan team bus while it was en route to the Gaddafi Stadium to play the third day of the second Test. Eight people were killed during the attack and some players were injured. Since then, Pakistan have been forced to play their home matches in the United Arab Emirates. Afghanistan, who received Associate status from ICC last year, visited Pakistan several times but their fixtures were low profile. Kenya was the first country from outside the region to tour Pakistan and played five one-dayers last December against Pakistan A. Zimbabwe's arrival also comes after days of uncertainty. However, the ICC is not sending its officials to stand in the games and allowed PCB to appoint its own officials.

Fight of century becomes fight in court as fans sue Pacquiao

LAS VEGAS, MAy 19 (AP): Boxing fans across the country and their lawyers are calling the hyped-up fight between Manny Pacquiao and Floyd Mayweather Jr. a fraud and want their money back, and then some. At least 32 class action lawsuits allege Pacquiao should have disclosed a shoulder injury to boxing fans before the fight, which Mayweather won in a unanimous decision after 12 lackluster rounds that most fans thought didn't live up to the hype. Fight of the century? More like fraud of the century, the lawsuits contend. "The fight was not great, not entertaining, not electrifying. It was boring, slow and lackluster," according to a lawsuit filed in Texas alleging racketeering, a claim usually reserved for organized crime. A lawsuit filed on behalf of Flights Beer Bar near Los Angeles International Airport in California said Pacquiao and his promoter's actions were, "nothing

but a cash-grab." The bar paid $2,600 to broadcast the fight. As for that grabbed cash, the fighters are each expected to earn more than $100 million, Mayweather more than Pacquiao, and HBO and Showtime broke records raking in more than $400 million from 4.4 million paying to watch the pay-per-view broadcast. Those 4.4 million paid up to $100 each to watch the fight, and the lawsuits are seeking their money back. It isn't as easy as showing a receipt and demanding a refund, though. A federal panel of judges will likely first need to decide if the cases from multiple states and Puerto Rico should be consolidated into one case. From there, a judge would have to decide whether to certify them as class actions or not. What's sought in each is the same: a jury trial and at least $5 million in damages, the threshold for federal class actions. But the defendants differ. All

include Pacquiao and his promotions team but some add Mayweather and his representatives along with HBO, Showtime and cable companies. Representatives for Pacquiao and Top Rank Promotions, HBO and Showtime had no comment to offer on the lawsuits and Mayweather Promotions did not return multiple phone messages. When asked if he had any injuries including to his shoulder he replied "no." In fact, his shoulder was injured enough to warrant surgery shortly after the fight. The Nevada Athletic Commission denied him a pain reliever mere hours before the fight when regu-

lators first learned of the injury. Conspiracy theories abound as to how many people knew about the injury and when, including claims in a few of the lawsuits that Mayweather had a spy in Pacquiao's camp and the boxer targeted Pacquiao's right shoulder during the fight. Experts in resolving legal disputes doubt disgruntled boxing fans will be able to claim victory. "They'd have more lawsuits if they didn't hold the fight," said Maureen Weston, director of Pepperdine University's entertainment, media and sports dispute resolution project. If a fight is what fans were paying for, the fighters unquestionably delivered, she said. Just because people didn't like the show doesn't mean they get their money back, she said. Ultimately, the question is, who did Pacquiao have a legal duty to explain his injury to? Weston said. Short answer: He didn't have to tell viewers, Weston said. The

only contract viewers had was with their cable companies, which in turn had contracts with HBO and Showtime. It's not the first time customers have taken their fight to court when things didn't go quite the way they expected in the field of entertainment. Remember Milli Vanilli? Music fans in the 1990s argued the lip-synching pop duo owed them a refund once it was revealed they weren't actually singing. Or the bite-fight with Mike Tyson? Sports fans may have gotten an earful but they contended they didn't pay to see a boxing match only for it to be disqualified. Neither resulted in judgments for refund-seeking customers. Milli Vanilli fans got a buck or two back in a settlement. So if viewers were promised a fight, and they got a 12-round fight, isn't that enough? Lawyer Caleb Marker, who represents clients in two separate class action suits against Pacquiao, says that's arguable.

ICC cricket panel recommends day-night Test matches

MuMbAi, MAy 19 (iANS): The International Cricket Council (ICC) cricket committee has recommended staging of Test matches that extend into the evening hours during its two-day meeting here, an ICC release said on Monday. " D a y - N i g h t Te s t matches were discussed at length. The Cricket Committee also received a report from the MCC on the four-day First Class match played with pink balls in Abu Dhabi in March, and viewed the condition of the balls used in that match," said a release following the meeting that concluded Saturday. "As a result of these discussions, there will be a strong recommendation from the Cricket Committee to member countries that they should identify opportunities to play Test matches that extend into the evening hours," it said. The committee chaired

by former cricketer Anil Kumble also deliberated on the concept of four-day Test match, but in the end, decided to stick to the usual five-day format. "There was also discussion on the concept of four-day Test cricket, and while the committee was not of the view that Tests should be shorter than 5-days, it acknowledged that the game will need to be open to considering proposals in the future that look to enhance the public appeal of cricket's oldest format," the release said. Regarding the players' code of conduct, the meeting discussed various issues at length. "The committee supported the stronger stance being taken against inappropriate player behaviour, and was concerned at the increasing number of send-offs. It also encouraged referees to apply suspensions rather than fines, more specifically for

repeat offenders and for the more serious offences, such as physical contact," it said. "There was also strong support for the current practice of suspending captains for over rate breaches, as there were again concerns expressed about the pace of play in international matches," the release said. ternationals (ODI) during its two-day meeting here. According to an ICC release on Monday, the committee, in its meeting friday and Saturday also suggested a free-hit for all no balls in ODIs and Twenty20s and not just for frontfoot no balls. The committee recommended the changes, as it felt that there were times towards the end of an ODI innings that bowlers and fielding captains appeared to have limited defensive options available to them. It was also conscious that the playing regulations should be kept as simple as possible, and changes kept to a minimum. The changes that were suggested would mean that, for the first 10 overs, there will be two fielders outside the circle, for the next 30 overs there will be four fielders out and for the last 10 overs, there will be five outside the circle.

The committee believed these changes will allow fielding captains greater freedom to both attack and defend when required. A general discussion also took place about the balance between bat and ball, boundaries at international venues and durability of the white-ball seam. The panel concluded that although the ICC will not introduce a regulation about the size of bats, it will provide input on this issue to the Marylebone Cricket Club (MCC) through the consultation process ahead of the re-drafting of the Laws of Cricket in 2017. The committee was headed by ICC Cricket Committee chairman, Anil Kumble, who said: "We have enjoyed two very productive days of meetings in which the committee discussed a wide range of issues affecting the global game through practical examples and illustrations."

Financial Fair Play was once seen as a threat to expel high-profile clubs from the Champions League. Instead, the project — which monitors accounts of all clubs that qualify for the Champions League and Europa League — has appeared to protect established clubs with worldwide commercial appeal from challenges by ambitious opponents with wealthy new owners. The review was explained Monday as needed to "keep pace with the ever-changing football environment and the new challenges that this often poses." The 54-year-old actor has been learning to sail in preparation for his role as yachtsman Donald Crowhurst, reported New York Post. The film will follow Crowhurst’s disastrous attempt to win the 1968 Golden Globe Race, which ended with the yachtsman inventing an outrageous account of travelling the world alone by sea. WEST BROMWICH, May 19 (aFP): Chelsea suffered their first defeat in 19 matches as the Premier League champions crashed 3-0 at West Bromwich Albion following the bizarre sending off of Cesc Fabregas on Monday. Nadal no longer 'immovable' object in Paris

LOnDOn, May 18 (REUTERS): Ninetimes French Open champion Rafa Nadal will no longer be regarded as an "immovable obstacle" at Roland Garros this year, according to twice former winner Jim Courier. The American, who ruled the claycourt grand slam in 1991 and 1992, has watched the Spaniard's increasing vulnerability on the red dust with interest in the build-up to the year's second grand slam which begins in Paris on Sunday. Justin Langer rules himself out England, India coach role SyDnEy, May 19 (agEnCIES): Former Australia opening batsman Justin Langer ruled himself out of the running for the vacant England coaching job by signing a new contract with Western Australia. He had been touted as a possible replacement for the sacked Peter Moores. Langer was also linked to a coaching role with India but said that despite being flattered with the attention he is getting, his future lay closer to home. He then went on to sign a two-year extension to his contract with the Western Australian Cricket Association. "I am flattered to be associated with potential international coaching opportunities, but the timing isn't right for my family and I still feel there is much work to be done here in Western Australian and Australian cricket," he said in a statement. "Having spent nearly 20 years
