Proposal for railway connectivity to Tuli DIMAPuR, MAy 19 (MexN): A proposal for extension of a 15-mile railway track from 10th mile station Tuli to Tsumok under Merangkong village jurisdiction, Mokokchung district was submitted to the Union Minister of Railways, Suresh Prabhu on Thursday. A press note from state president, Narendra Modi Vichar Manch (NMVM), Nagaland Unit S. Lepzung Jamir who met the union minister termed the meeting as “fruitful” and that the railways minister agreed to “expedite the matter at the earliest.” Tuli town is the biggest non- district town in Nagaland and the commercial hub of Mokokchung district and extension of the present railway track and providing of passenger train would have a positive impact on the economic activity specially for six major Districts namely Mokokchung, Longleng, Zunheboto, Tuensang, Kiphire and some parts of Mon district of Nagaland, the press note stated. The state president of NMVM also urged the union minister to send a survey team at the earliest for preparation of Detail Project Report (DPR) for the said work. The minister reportedly assured that he shall take the necessary action to expedite the work.

Chief Minister Dr. Shurhozelie Liezietsü addressing the annual conference of the Nagaland Police Service personnel on May 19 said that “transfers” should not be treated as “punishment.” “Transfers and postings are not punishment. We want to put the right person in the right place,” said Dr. Liezietsü at the conclave while hinting of an imminent reshuffle in the Nagaland Police hierarchy. The conclave - the 46th general conference of the Nagaland Police Service Association was held at the Police Complex, Chumukedima where Dr. Liezietsü was the chief guest. While stating that the Nagaland Police has made a name for itself beyond the borders of the state, he warned against complacency creeping in. “I urge you to keep up the spirit of service, maintain a (robust) standard of work and physical fitness,” he said while adding that one cannot afford to remain content with “what you know.”

Vekhosa pointed to a perceived apathy of the state government towards the NPS cadre, which has affected the morale of the NPSA members. Poor cadre management, little promotion scope and meagre allowances in comparison to other state cadres were some of the major

issues highlighted to the CM. Citing one alleged instance of apathy, the NPSA president recounted an incident when an NPS officer elevated to the rank of IGP (VG) was not given an office to function from. Stating “The long pending and much awaited NPS cadre review is still under process, he further called for a restructuring of the “police administration.” He further pointed to the practice of the NPS cadre confined to the police department alone. In other states, he said that the state police service officers are given the opportunity to branch out to hold administrative posts in other allied services such as the Vigilance, Fire & Emergency Services, Transport, Disaster Management etc. As regards allowances, he said that the state exchequer may incur huge expenditure on the police department “But as far as individual pay and allowances/ perquisites are concerned, Nagaland Police stands at the bottom among the Indian states.” On an introspective note, he said that while the grievances remain, “It is also necessary to take corrective measures amongst ourselves and function as contributing agent of the state.”

Prof Pardeshi Lal, who assumed office as the 5th Vice Chancellor of Nagaland University on May 18 said quality teaching and focus on research and development would be his topmost priority. The VC is appointed for the term of five years or up to the age of 70 years, or whichever is earlier. “Since I am from within the system, I am thoroughly acquainted with the challenges and problems face by the university, the new VC told The Morung Express on Friday. Prof Lal was teaching under the Department of Zoology prior to current appointment and was also the Pro Vice Chancellor NU, Kohima Campus, Meriema. In October 2016, the Naga Hoho had made a representation to Nagaland Governor P B Acharya regretting the university’s failure to become ‘at par with other progressive Central

Universities’ despite 22 years of its existence. Agreeing with the Hoho’s contention, Prof Lal said that as a university, the expectations of all stakeholders are valid. “As a new VC, I can only say that I will work and discharge my duties to address every concern,” he added. Since assuming office on Thursday, Prof Lal has been meeting different section of people related to the university as well as every stakeholders. Educators from NU when contacted by The Morung Express attested Prof Lal to be a competent and an able administrator. “I am confident that university will grow positively under his tutelage,” Prof. SU Ahmed, the Head of Department of Zoology & Dean School of Sciences, NU and former colleague of the new VC expressed. A researcher in ICAR-NRC on Mithun, Dr Sosang Longkumer also described Prof Lal as a critical research observer and able administrator under whose guidance, the university’s R&D could flourish. NU was running without of regular VC since September 8,

2016 after Prof BK Konwar demitted office on completion of his five year term on September 8, 2016. . In accordance with ordinance of University Grants Commission (UGC), the senior most Professor in the university, Dr NS Jamir, Professor of Botany and Pro Vice Chancellor of School of Agricultural Sciences and Rural Development (SASARD), Medziphema was officiating as VC since. Being a central university, the Ministry of Human Resources Development began the lookout for a new VC in April 2016 through an open advertisement. The elevation of Prof Lal was reportedly confirmed in first week of May by the HRD Ministry. NU, the 13th national and the sole Central University in Nagaland was established based by an Act of Parliament and received the assent of the President of India on October 20, 1989 and was formally inaugurated on September 6, 1994 having jurisdiction over the entire state of Nagaland. “My only wish is to take the university into a new positive chapter,” the VC maintained.

DIMAPuR, MAy 19 (MexN): With the expiry of the deadline given to PHC appointee doctors in Wakching area to be in their place of posting, the Wakching Area Youth Association (WAYA) on Friday informed that it was compelled to withhold their salaries from May 2017 onwards. WAYA president Yonglong K Konyak and general secretary Adick Konyak in a press release informed that the association had already submitted a representation against the absence of the doctors in their duties to the principal director of health & family welfare and chief medical officer, Mon along with a deadline which expired on April 1, 2017. With the department unable to ful-

fill this demand, the association has questioned as to why these said doctors who were given appointment in 2012 were still allowed to draw their salaries, when there has been a “vacuum of duties for the past 4 years and 5 month.” The association said the issue has now become a lost cause because the department had failed to provide a positive response on their demand which was for the doctors to simply join their place of posting in Wakching and perform their duties in providing health care. In this connection, the association has now warned of stern action against those supporting the absentee doctors to withdraw their salaries without the knowledge of the association.

STOCKHOLM/LONDON, MAy 19 (ReuTeRS): Swedish prosecutors dropped an investigation on Friday of WikiLeaks founder Julian Assange over a rape allegation, but British police said he would still be arrested if he left the Ecuadorean embassy in London where he has been holed up for nearly five years. Assange, 45, took refuge in the embassy in June 2012 to avoid extradition to Sweden over the rape allegation, which he denies. He feared Sweden would hand him over to the United States to face prosecution over WikiLeaks’ publication of thousands of classified military and diplomatic documents in one of the largest information leaks in U.S. history.

Swedish Chief Prosecutor Marianne Ny said the investigation had not been abletoproceedbecauseoflegalobstacles. “We are not making a statement about his guilt,” Ny said, adding that the investigation could be reopened if Assange came to Sweden before the statute of limitations deadline for the rape allegation in 2020. British police said separately that it was still under obligation to arrest Assange if were he to leave the embassy. “The Metropolitan Police Service is obliged to execute that warrant should he leave the Embassy.” Assange is a cyber hero to some for exposing government abuses of power and championing free speech, but to others is a criminal who has undermined the security of the West.

DIMAPuR, MAy 19 (MexN): The Nagaland Baptist Church Council (NBCC) on Friday expressed alarm over the recent attacks on Christians in India which it stated has considerably increased since 2011. In a press statement, the NBCC wondered why such attacks are occurring when Christians constitute less than 3% of the country’s population. Apart from three Christian majority states in the North East -Nagaland, Mizoram and Meghalaya only two other states such as Kerala and Goa have significant percentage of Christians. India is home to diverse religions and the secular credential of any party can “only be trusted if it remains a purely political party and not motivated by any religious fundamentalists,” the NBCC has reminded.

DCPU initiates open discussion on child protection mechanism

Wokha, May 19 (MExN): The District Child Protection Unit (DCPU) Wokha, under the Department of Social Welfare held a one day open discussion on child protection mechanism on May 16 at Wokha Town Hall. The DCPO, Sekho Dawhuo while welcoming all the dignitaries and participants highlighted the various mechanisms available within the district for the protection of the children. He stated that the purpose of organizing the programme is to develop mechanisms within the district for protection of a child in need of care and protection. Additional Deputy Commissioner, Wokha, Thavaseelan (IAS), in his keynote address thanked the DCPU for organizing such programme. He highlighted on the four Fundamental Rights of Children: Right to Survival; Right to Development; Right to Protection; and Right to Participation.

NIPReSA general meeting held kohiMa, May 19 (DiPR): The Nagaland Information & Public Relations Employees Services Association (NIPReSA) held its general meeting on May 18 at the DIPR Conference Hall, Kohima. Delivering the presidential address, President, NIPReSA, Dzuvinuo Theunuo gave a brief background on the history of the department where she stated that IPR department is one of the oldest departments in the state. She also reflected on how the association came about where she said that NIPReSA was registered as a society on May 4, 1994 with Yanger as the first President who retired as deputy director. She commented on the Cadre Review taken up for the department and also some of activities that took place relating to the association including positive developments that have taken place in the department. Stating that IPR department is growing in visibility and importance over the years she called upon all to rededicate ourselves as PR professionals and as public servants. Director, IPR, Limawati Ao while speaking on the occasion said that the main objective of having an association was to look after the welfare and to safeguard the interest of the members. It is the best platform where we can discuss issues confronting the interest of its members besides evolving innovative ideas so as to improve the image and functions of the department, he stated. He expressed hope that the association would maintain its integrity and promote unity and cooperation among its members. He also urged all the members to work hard with renewed vigour and asked to maintain consistency of regularity and sincerity wherever they posted. the following points: Community Response; Psychological Intervention; Awareness programmes at Block level; Awareness in Educational Institutions; Church platforms to be used for awareness; Privacy of the child victims; and Strengthening of Existing Children Homes. In another step forward towards Clean Election Campaign which was started by NBCC and emulated by various organizations, the Dimapur Urban Council Chairmen Federation (DUCCF) and GB Union Dimapur (Sadar) have come together to further the cause in the Dimapur municipality. In this regard, the first coordination meeting of the two bodies on Clean Election was held at Lotha Hoho Ki, Dimapur on Friday. During the meeting, it was decided that a Core Group comprising of colony council members, GBs, women leaders, youth leaders, Church leaders and intellectuals would be formed in each colony with around 20-40 members. The Core Group would meet women, mothers and youth of its respective colonies and call for a general meeting of the colony to strategize on the Clean Election movement. Some of the pledge points to be taken during the campaign included; not enrolling names in multiple constituencies, one man one vote, not to sell or buy votes, no proxy voting, no booth capturing, not to force anyone to vote against his/her wishes and no to use of alco-

kohiMa, May 19 (DiPR): Nagaland Adolescent Girls’ Club (NAGC) under the aegis of the Nagaland State Social Welfare Board (NSSWB) conducted a felicitation programme on May 17 under the theme ‘what you are looking for is not on the outside, it is within you’ at Oking Christian School, Kohima. A total of 150 students along with the teacher-in-charge attended the programme. Altogether 93 students from different schools were awarded NAGC certificate of excellence for successfully completing HSLC and HSSLC exam 2017. In her welcome note, Daisy Mezhür, Secretary NSSWB & Mission Director SRCW congratulated all the successful candidates of the recently held HSLC & HSSLC examination. In

her speech, she motivated the girls to dream tall and high, as they will eventually land somewhere worth the while. She also encouraged the girls to touch the sky and follow their dreams, not their hearts. She concluded her speech by telling the girls to stand tall and “Live the Promise”. Bano Vinito Chishi, Chairperson NSSWB spoke on the topic “the Road to Success”. She asked the students to hold on to God and live in the fear of God. Nagaland to observe Anti-Terrorism Day

kohiMa, May 19 (DiPR): Every year May 21 is observed as Anti-Terrorism Day with the objective to wean away the youth from terrorism and the cult of violence. This year May 21 falls on Sunday which is a holiday for state government offices. In order to organise the AntiTerrorism Day in a befitting manner, the state government has decided to observe the Day on May 20 where a pledge taking ceremony will also be organised in Secretariat Conference Hall at 1:30 pm. All the officers and staff of the Nagaland Civil Secretariat have therefore been requested to make it convenient to participate in the Pledge taking ceremony. Further, all government offices, public sector undertakings and other public institutions in the state have been requested to observe the pledge as notified by the Additional Chief Secretary & Home Commissioner Nagaland, Temjen Toy, IAS on May 19.

Keep district creation order in abeyance: UNC Newmai News Network Senapati | May 19

The tripartite talks between the United Naga Council (UNC), the Government of Manipur, and the Central Government resumed today with the UNC insistent on its demand that the State Government put "in abeyance" the order for creation of new districts. The UNC team insisted that no visible administrative works other than the developmental works should be taken up in those areas which fall under the new districts till such time the issue is resolved through dialogue. However, there was reservation from the State Government of Manipur representatives, according to sources.

Some participants of today's talks disclosed to Newmai News Network that the UNC team also asked the representatives of the State Government "whether they were politically mandated". The UNC leaders also expressed their resentment on the "activities" of the Manipur Government on the newly created districts. Imphal, may 19 (pTI): Four Manipur police commandos were injured, two of them critically, in an IED blast triggered by militants in the state's Chandel district today. The blast occurred at around 12.45 pm on Imphal-Moreh road, some 10 kms from the border town of Moreh, when a police convoy was heading towards Imphal through Kwatha Khunou Lamkhai area in the hill district, police said. Following the blast, police reinforcements have been rushed to the spot, a senior police officer said. The seriously injured personnel were airlifted to Imphal in an IAF chopper for treatment, he said.

SBI Q4 net profit more than doubles to Rs 2,815 cr KolKaTa, May 19 (ThE hinDu): The country’s largest lender, State Bank of India, has reported a 123%t jump in standalone net profit at Rs 2,815 crore for the March quarter. The net profit in the corresponding period stood at Rs 1,264 crore. The PSU major beat street estimates with the stock reporting its 52-week high at Rs 314.90 at around 1 PM. Interest earned for the quarter climbed to Rs 47,393 crore, up by 10% from the Rs 42,942 crore it reported in the year-ago period. Net Interest income increased by 6.50% Y-o-Y to Rs 18,071 crore (Rs 15,401 crore). During the quarter, operating profit improved by 13 % to Rs 16,026 crore. According to Siddharth Purohit, Senior Research Analyst, Angel Broking,

the numbers have been better than market estimates. “There is a positive development, especially on the asset quality front. Details are still awaited. However, the stock has moved up reacting positively to the result,” he told BusinessLine. For the full fiscal, standalone net profit was Rs 10,484 crore. Asset quality In terms of asset quality, gross bad loans as a percentage of total loans fell to 6.9 per cent in the January to March quarter from 7.23 per cent in the October to December period. SBI alone accounts for nearly a fifth of the country’s total banking assets. On an absolute basis, how-

ever, gross non-performing assets increased 14% year-on-year to Rs 1,12,343 crore (Rs 98,173 crore). The gross NPA per cent increased to 6.90 (6.50). Provisions for bad loans fell 9.4 per cent from a year earlier to Rs 10,993 crore in the March quarter. Net NPAs during the fiscal stood at Rs 58,277 crore; net NPA per cent stood at 3.71. Sector-wise NPA break-up Incidentally, exposures in large and mid-corporate portfolios continuing to turn bad has remained a worry for bankers. Of a Rs 3,41,990-crore exposure in the large corporate portfolio, approximately 10% or Rs 33,070 crore was reported as NPAs as on March

MuMbai, May 19 (Dna): IDBI Bank’s huge concentration of loans to troubled sectors like power and iron and steel sectors continued to plunge the bank into deep losses. For the quarter ended March 31, 2017, the bank reported a loss of Rs 3,199.76 crore and if it was not for a tax writeback of Rs 1620.02 crore the losses would have been higher. The bad performance battered the shares of the bank, which closed 7.77% lower than the previous day’s close. Gross non-performing assets (NPAs) soared 80% to Rs 44,752.59 crore at the end of the March quarter from Rs 24,875.07 crore a year ago. The bank reported gross NPA of Rs 35,245.33 crore a quarter ago. Provisions jumped 39.54% to Rs 6,209.58 crore from Rs 4,450.15 crore year on year. The only silver lining is the positive growth both in the net interest income (NII) and the Net Interest margin (NIM). The growth in the NII which is the core income of the bank grew 14.44% to Rs 1,633.29 crore from Rs 1,427.24 crore in the year-ago period. NIM for the full year climbed eight basis points to 1.75 % during the quarter. However, the other income which includes fees or the non-core income of the bank declined 21.17% to Rs 1,061.52. Rating agency S&P said in a release, “We expect earnings to remain weak over the next 12-18 months, largely because of IDBI’s high credit costs (given its weak asset quality and low reserve coverage) and low net interest margins (NIMs).” IDBI Bank’s performance has been weak over the past two years with stressed asset quality and high credit costs straining its earnings. Its NPLs spiked to 21.3% as of March 31, 2017, from 15.2% in the previous quarter. The bank reported a loss of Rs 5,070 crore for full fiscal 2017. S&P said the Prompt Corrective Action (PCA) by the Reserve Bank of India will entail the latter’s frequent and focused monitoring of IDBI, as well as restrictions on distributing dividends, expanding its branch network, or undertaking any major capital expenditures. PCA may accelerate capital conservation by shedding high-risk assets and reducing the concentration of loans to high-risk sectors. PCA may also be accompanied by asset quality reviews, which could lead to broader recognition of weak loans, accelerated provisioning and a tighter loan-review mechanism.

As per reports in The Telegraph, statistics from the government's labour bureau show that job growth plummeted in key sectors to its low-

est levels in eight years in calendar years 2015 and 2016 at 1.55 lakh and 2.31 lakh, respectively, compared with a high of over 10 lakh new jobs created in 2009. According to the same report, one of the reasons behind the jobless growth is that companies are increasingly turning to automation and digital processes "even as they pare other costs, including wage bills, to futureproof growth and profits in a competitive environment." The report, which gives data for eight sectors for nine months in 2016 till end-December - manufacturing, construction, trade, transport, hotels

and restaurant, IT/BPO, education and health - shows low job growth in almost all sectors and jobs shrinking in construction and hotels and restaurants. According to a Times of India article that cited the Labour Bureau report, Only 61% of people in the workforce were found to have year-round jobs with 34% working only 6-11 months even though they were willing to work for 12 months. "The report also revealed that 68% households were earning only Rs 10,000 per month or less. In all, nearly 16 crore people in the workforce were under-employed in this manner," the article stated.

The Southern Angami Tata Sumo Union (SATSU) has put a restriction on taxis plying between Kohima and Mao area after the alleged failure of the taxi bodies of Mao and Senapati to respond to an agreement. Nozosal Zhotso, President of SATSU mentioned that the issue has a long complicated history dating back to 2010 when a Southern Angami driver was harassed in Senapati. Following this, an agreement was made among the taxi bodies of Senapati, Mao and Southern Angami in July, 2010 that in case of any harassment or problem arising in future, each unit will provide security to the other. Further, it was also agreed that the Mao taxis and Southern Angami taxis will ply from Dimapur to Mao Gate on first come first basis. Will not let restriction sour relations: CMO Kohima, may 19 (mExN): The Chief Minister’s Office (CMO) today asserted that the NPF led DAN government will not let the issue of restriction on taxis from Mao by Southern Angami Tata Sumo Union sour relations between the two traditional neighbours (Nagaland and Manipur), especially now that there is friendly/alliance governments in the two states. NEET needs to be scrapped

he highly controversial National Eligibility cum Entrance Test (NEET) for admission to medical and dental colleges in the Indian Union took place earlier this month. And immediately afterwards, the huge stream of complaints from all corners of the Indian Union showed the sheer incompetency, bias and insensitivity of the CBSE in conducting the exam. After NEET started a few years ago, a Supreme Court bench headed by then Chief Justice of India Alatamas Kabir had scrapped the NEET. State medical entrance exams resumed and went on without a hitch. NEET was reinstituted after another judgment reversed the earlier one. The NEET exam replaces all state based medical entrance exams and has been opposed strongly by multiple non Hindi states. State board students form a stupendous majority of medical aspirants in every non Hindi state. When state medical entrances used to happen, state board students used to dominate the 85% state quota while CBSE/ISC students dominated the 15% All-India quota. The highly biased nature of the NEET will be apparent from the following prediction that I will now make – more than 50% SPOTS in the top 20 rank in NEET will be occupied by CBSE/ISC students even as they will form a tiny minority among the NEET exam taking student population. An exam conducted by CBSE creates an unequal playing field for those students and dashes the career dreams of a majority to favour the tiny CBSE minority. Even then, it was steamrolled without caring about public opinion in these states. The most serious complaints have come from West Bengal and Gujarat. Firstly, both these states had to fight even to get Bangla and Gujarati language versions of the question papers in NEET in the first place. At first, CBSE didn't agree but only did so after a lot of popular pressure arising out of the student population, a huge majority of whom study in their Bangla and Gujarati mother tongue. Notwithstanding the huge disadvantage these students face due to the biased CBSE syllabus, they went forward and took the NEET exam. But CBSE had other plans. One would imagine that a common medical entrance test would also have a question paper that is common for all students. Not so for the CBSE organized NEET. They created question papers where the question sets were different in different langauges. Not just typographical differences; these were different question sets altogether. The Bangla and Gujarati language question paper was much tougher than the Hindi language one, for instance. This is a scandal of epic proportion that victimizes particular linguistic groups. Is it accidental that Gujarat and West Bengal were also among the more vocal states that had demanded question papers in their own language? While CBSE gave in to that demand, no one

had imagined that the question sets in those languages would be different and tougher from those that were printed in Hindi. CBSE had never mentioned that there would be different question sets for different languages. How can such a test be called “uniform”, that much touted principle that was given in support of NEET? The discrimination did not stop here. Even the number of questions in Hindi question set and Bangla question set were different. This means that each error would cost much less to a Hindi language exam taker than a Bangla language exam taker. What this means is that Gujarati and Bangla medium students will rank much lower or not at all in the NEET merit list. Now here is the catch. CBSE schools are not Gujarati medium in Gujarat or Bangla medium in West Bengal. Gujarati or Bangla medium schools are all state board schools. Thus, whatever small chance they had in spite of the huge odds in terms of a biased CBSE syllabus was also systematically destroyed. But who gained from this vis-a-vis state quota seats of Gujarat and West Bengal? Obviously students in schools which are not Bangla or Gujarati medium. Which boards are these non Bangla or non Gujarati medium schools affiliated to? They are affiliated to Delhi headquartered boards, namely ISC and CBSE. It is a shame that such a dirty game was played with the future of lakhs of students whose only “fault” was they studied hard in Bangla or Gujarati in Bengal or Gujarat respectively in Bengal or Gujarat state board. They are the majority. The West Bengal state government has taken very serious note of this. Not at all enthusiastic about NEET in the first place, the West Bengal government has declared that it will pursue this victimization issue and take it “as far as it needs to

The poll conducted Royal Society for Public Health (RCPH) asked 1,479 people aged 14-24 were asked a series of questions about whether YouTube, Instagram, Snapchat, Facebook and Twitter had an impact on their health and well-being, the BBC reported. Participants were asked to score each platform on 14 health and well-being issues. Based on these ratings, YouTube was considered to have the most positive impact on mental health, followed by Twitter and then Facebook. Snapchat and Instagram were given the lowest scores overall. The RSPH report warns that "social media may be fuelling a mental health crisis" in young people, reports the BBC. It can also be used as a tool for good, the report said, and companies should be doing their best to make platforms a safe place to be. About 90 per cenr of young people use social media - more than any other age group - so they are particularly vulnerable to its effects, although it is not clear what these are on current evidence.

It is unclear why West Bengal has to suffer due to centralizing whims of Delhi's agencies and for the benefit of students affiliated to Delhi-headquartered boards. The problems with the NEET yesterday didn't end there. Question paper leaks were reported from the Hindi-states of Bihar and Rajasthan. This is a shocking level of incompetency, if not a conspiracy. Why is it that all-India exam question paper leaks never happen solely in a non Hindi state but always in Hindi states? Is this pattern accidental? These questions cannot be brushed aside when we look at Chatterjee's statement about the tougher Bangla question paper when he says, “The CBSE must have done this at the behest of somebody.” Experts have claimed that the question papers themselves were flawed with some ambiguous questions (http://timesofindia.indiatimes. com/city/chandigarh/three-biologyquestions-unclear-in-neet-expert/ar-

ticleshow/58589976.cms ). If such is the state of matters, then what people have witnessed in the name of NEET is shameful. But the shame does not end there. Female students in Kerala have been forced to remove their underwear for the exam. Many of them have been psychologically traumatized and hence their exam preparation has been made completely useless. This has created an uproar in Kerala and the Chief Minister of Kerala P. Vijayan has taken serious note of this matter and tweeted “Complaints have arisen about the conduct of NEET exams. Condemnable conduct of invigilators amount to human rights violation. ” The NEET has created a booming business for CBSE schools and NEET specific coaching centres. Rajasthan's city of Kota has an infamous mini cottage industry in such exam preparations which is also in news for huge numbers of suicides among such coaching class students. NEET thus is anti-poor, antinon-Anglo-Hindi medium, anti-State board. That is basically the majority of students. That these issues have been brushed aside by Medical Council of India and CBSE so easily shows the intersectional caste-class-language elitism of the powerful who control these agencies. For the good of all, NEET needs to be scrapped. The Tamil Nadu government has already prepared a bill to exempt Tamil Nadu from NEET and sent it for Presidential assent. Given the recent alignment of the President of India in favour of centralization of all powers, the assent seems highly unlikely. NEET is a neat way to roll back the small gains that rural vernacular students of non Hindi states have been able to make in terms of career. It has to go. No institution or agency or their whims and conspiracies are more important than the people.

ost doctors did not discuss the cost of cancer treatment with patients, spent less than two minutes on it when they did, and usually did so only after patients brought it up, a study that taped hundreds of visits at several large hospitals finds. Cancer patients are three times more likely to declare bankruptcy than people without cancer are, but many doctors are not having the conversations that might help prevent this and sometimes don’t know the cost themselves, the results suggest. “That would not occur in any other industry I can think of” where a service or product is sold, said the study leader, Dr. Rahma Warsame of the Mayo Clinic. Results were released Wednesday by the American Society of Clinical Oncology and will be discussed next month at its annual meeting in Chicago. The study has some limitations — it’s not nationwide, and it includes newly diagnosed patients, where cost is most likely to come up, as well as others further along in treatment who may have discussed this earlier. But the larger point is clear, Warsame said: The “financial toxicity” of treatments that can cost more than $100,000 a year is growing, and talks about that aren’t happening enough. “I’ve had people say ‘no’ to really life-extending therapies” because of worries about bankrupting their family, she said. For the study, researchers taped 529 conversations between doctors and patients with various types of cancer at three outpatient clinics — the kind of places chemo often is given — at Mayo, Los Angeles County Hospital and the University of Southern California’s Norris campus in Los Angeles. Patients and doctors knew they were being taped but didn’t know why. Cost came up in 151 of the visits. Patients brought it up in 106 cases and doctors did in 45. Appointments lasted about 15 minutes on average at the two California hospitals and half an hour at Mayo, but cost discussions ran only one to two minutes when they occurred at all. Even when doctors acknowledged a cost concern, they rarely acted on it. Only six patients were referred to social services to seek help with affording care. “Maybe a lot of patients don’t know to ask questions” about cost, said Karla Mees, 63, a nursing instructor from Rochester, Minnesota, who was treated for breast cancer at Mayo Clinic. Doctors warned her in advance that she might have to pay $4,500 for gene tests on her tumor to help determine care, but she never knew how much chemo and radiation would cost until the bills came. “I just remember thinking, ‘I need the stuff, I’ll worry about payment later,’” she said, thankful that her insurance capped her annual out-of-pocket costs at $2,500. Doctors also may be reluctant to talk money and have to give medical issues top priority in the short time they have during patient visits, said Dr. Lowell Schnipper, a cancer expert at Boston’s Beth Israel Deaconess Medical Center and head of the cancer group’s panel on value in cancer care. “Most of us are not very well skilled in bringing it up,” he said. “In school you’re trained to simply take the best care you can of your patient and not worry about anything other than doing exactly that.” In 2015, the cancer society launched a tool to help doctors and patients decide whether a cancer drug is worth it — the amount of benefit it gives versus its cost. Srinagar’s Boulevard Road may be a far cry from Parisian boulevards with their outdoor cafes and bistros, but the pull of his homeland brought Mir back from France two years ago. And though he has looked back several times since, he is certain that his decision to open a genuine French patisserie in the heart of volatile Srinagar is the correct one. La Delice, which serves not just the best in French confectionery but also baguettes, quiches and the like, didn’t get off to the greatest start. The brand new workshop, set up to conjure the delicacies, was literally swept away in the Kashmir floods of 2014. But he built it up again, bought new machinery and opened in 2015 to great success. And then in July 2016, as trouble erupted in the volatile Valley once again following the killing of militant leader Burhan Wani, Mir was forced to shut shop. But the Frenchtrained chef and entrepreneur is back in business, quite undeterred and determined to continue with his dream of opening a little window into France in Srinagar. “When we started in 2015, it was a period when things were really, really peaceful in Kashmir. We reinvested again [after the floods] in machines and came up with a little store on Boulevard Road in Srinagar and it started with a boom. “Everything was going well until the unrest in 2016. We had to go back to France again because everything was closed in Kashmir,” Mir told PTI during a recent visit to Delhi.

But the hope of lasting peace hasn’t dimmed. After a long lull of almost a year, the baker is back in Kashmir to restart his “dream project”. His wife, Melanie, and their sons, an eight-year-old and the other only seven months, are expected to join him in a few months. Now 34, Mir says he left Kashmir when he was 18 to take his family business of handicrafts forward. He landed in Paris, where he was drawn to French cooking, particularly French breads. “In France, I used to eat a lot of bakery food and slowly the idea of getting into food came to my mind. In 2012, I took a short training course in baking. It was not really a professional one, but it became clear to me that this is what I want to do. So later I also trained professionally,” Mir said. His love for his homeland was perhaps even greater than

his love for food. So, 14 years, a French wife and a son later, he decided to return to Kashmir and open the tiny French cafe, which, Mir says, was flooded by tourists and locals alike. While Melanie did not find it very difficult to adapt to the change in the environment, thanks to their frequent visits to Kashmir, his son did get a “culture shock” of sorts. “It is not very different for my wife as she has been coming here since 2001, and every year we would spend at least a couple of months in India. But my son, who has grown up in France, is still reeling from a culture shock I think, especially because of things like a very different education system here,” he said. “Kashmir is where I was born so my roots are here and I would like my children to grow up in this culture. Things are uncertain in

Kashmir and we cannot always keep on going back to France, but like any other Kashmiri, I also hope for a better future here.” Other than the pull of home, Kashmir was his place of choice for the bakery because of the weather. Though he’s now looking for opportunities in cities like Chandigarh and New Delhi, Mir says the cooler temperatures in Kashmir are suitable for the kind of food he makes. “The climate is very suitable for French bakery products because normally we work in 20-25 degrees. In hotter places like Delhi you would need more sophisticated equipment,” he says. Mir likes to start his day at five in the morning. “The cooler the climate, the better it is for preparing the food, and by ten, the shutters at Le Delice go up.” However, he admits that doing

business is extremely challenging in a conflict zone like Kashmir, where something as basic as butter needs to be sourced from outside. Often, the bulk orders for raw material that he sources from places like Delhi and different regions of Europe take over a month to be delivered. “I get a lot of ingredients from Delhi and some things like chocolate, hazelnut and pistachio bases from Europe. But we need to organise ourselves well. It is not like you place an order today and you get it tomorrow.” “You place an order, it can come in a month’s time and sometimes it takes more than a month. The raw material is not readily available and it is not easy for us to work in this condition,” Mir said. Invested in Kashmir’s future, that’s clearly a challenge he’s happy to face.

uring a recent workshop on violence against women I participated in a discussion around technology as a cause of violence against women. Our growing dependency on technology within private and public spaces has enabled numerous choices for women but it has also paralysed their freedom of choice, movement and decisionmaking. Social media is a great connecting force but the same platform is breaking relationships, creating huge expectations and enslaving people to perform something which they are not meant for. Technology is a boon for saving time, energy and resources but in recent years such technology is only trapping people with time consuming activities, draining their mental energy and shrinking their resources. Technology is the new tool of control for patriarchy. Whether it is used to expose somebody or it is used to protect and paralyse someone, technology plays a huge role. It is easier to frame someone through the media, it is easier to take pictures of people without their knowledge in both public and sometimes within private spaces and use such pictures to blackmail for ransom. Knowledge of technology is also a privilege of patriarchy. There are very few producers of technology who are women and also almost 90 percent of the maintenance personnel are men when it comes to any form of technological equipment meant for household, public or community use. Women are the

soft targets through which technology is promoted, projected and produced. Women have access to mobile phones not just for their own communication practices but it is also a tool of surveillance which tracks a woman’s mobility constantly. She has to keep on informing about her whereabouts through the phone. There are very common incidences, when working women do not respond to the phone calls of their families and intimate partners they have to face severe consequences at their respective homes. Such consequences invariably restrict them from working outside their homes. The access, availability and outreach of technology are becoming so widespread that people are still mesmerised by its glory and glamour in both urban and rural spaces. But in reality technology is indeed the new weapon of slavery, war, destruction and demobilisation. When we discuss violence it permeates down to personal and public spaces. Women are both at receiving end of being part of perpetrating violence and also surviving such violence. Now commenting on women’s choice of words, dress, habits, food and choice of partners is not new in today’s digitised world. Recently a renowned human rights activist Bondita Acharya was abused through the internet for raising her voice against religious fundamentalism getting high handed on personal food choices. Any woman who raises her head against the normative regimes becomes a misfit in the so-called educated, evolving and electronically advanced society. The researchers at the University of Newcastle, New South Wales, investigated how young Australians viewed faces in terms of attractiveness, by being able to adjust settings to create the most attractive version of different faces, based on levels of melanin (tanning), or carotenoid coloration which occurs when you consume fruits and vegetables. The author of the report, Kristine Pezdirc, told Xinhua news agency that the participants were given facial images to look at on computer screens, and then were allowed to adjust the axis to where they thought the image looked as "healthy as possible". "They had three different experiments where they would look at the melanin axis, then they would look at the carotenoid axis, and then in the last experiment they were both combined, so that is where we got the result of seeing that they preferred the carotenoid to the melanin," Pezdirc said. Fruit and vegetables contain certain pigments in them which according to Pezdirc, get absorbed by your skin when you are eating healthy amounts of them. "If you eat a lot of carrots, or other orange fruits, your skin colour can actually change in hue, the carotenoid in the actual pigmentation that changes the skin colour when you are eating these fruits and vegetables," Pezdirc said. The researcher hopes that the results will influence young people to eat more fruit and vegetables as part of a healthy diet, as research shows they currently aren't eating enough. A suggestion for the Lawyers who are yet to be inducted into the "System" Atsung Imchen: I don't have much information on what is the process and what goes on underneath before you become a fully independent advocate/lawyer but as per what I am aware, right after your classroom stage is over all of you rush to find shelter under the wing of a well-known advocate/lawyer who is well experienced and part of the "system". Regardless of whether this is mandatory to go through, this process seems too rigid because you literally do not get paid when you are going through this stage (depends on the person you're working for) and the fact that not everyone wants to go out of state (financial or personal reasons) nor everyone will get the opportunity to work under an experienced professional. That being said, the only law college in the state which I am sure is in a pity state like any other Government run institution, though the condition it somehow manages to deliver new batches of aspiring candidates. As of now you guys fall under the category of resources which are not fully utilized. The suggestion here is, instead of being part of the same old cycle which is going on for ages, I would suggest to take the example of how things are done in America where a nobody can take 'somebody' to the court. The same is applicable here too since the law is pretty much the same. Instead of making yourself available only for those hot shots or dreaming about landing a client who is going to make you a millionaire overnight you can exploit the area where it will not only be beneficial for you but for the general common man as well. Currently the common man cannot afford you guys because you derive your concept of working from someone who has been part of the same old 'System' and that concept is basically waiting for the Gold fish. When you make yourself available to the common man it will contribute a lot in improving the pity situation we are all in. Action at work in times of hardships (Acknowledgement from the Naga blog team) Petevi Meyase: I really felt sorry for travellers who missed/ lost their way today with the ongoing repair work in the Highway 29 at Peducha (Lalmati). Today the travellers between Kohima and Dimapur were diverted from Peducha to Tsiesema and Zubza to Kiruphema respectively. This was published in newspapers too. Today as I was on way to my farm from Zubza towards Sechuma village I met a lot of cars wandering along the jungle road trying to find their way to Dimapur, some innocently driving down towards the same diversion point where they were diverted from the highway. Those who I met I showed them the way, some I stop them and enquired and came to know that are going back to the diversion point. This must have happened to hundreds of cars, I assume, since I myself met 20, 30 cars in such situation. Although the diversion was unavoidable the inconvenience can be avoided. As I went further up cars were still coming down the wrong way and had to turn back. I reached the junction from where most cars were going down the wrong way, villagers themselves had put up some ordinary direction boards to guide the travellers but unless one is familiar with the roads and villages around here it will be hard to get the right direction from these sign boards to new travellers is what I found. Noticing this I tried to change the position of the sign boards and tried to give a direction sign for Dimapur bound travellers, luckily I found some charcoal and overwrote over a village name but with rains the charcoal easily got washed so as I found a name tag bag in my car with that small bag I made a safer small sign board. This is not to blow my trumpet in anyway, dear friends. I just want to request the department concerned and our government to be more responsible towards the public. With most of monsoon rain ahead these small link roads have to be kept pliable for us. Just in a day the kacha link road from Zubza to Peducha has appeared dangerously slippery. Srinagar, May 19 (ianS): In a move expected to bring prices down from the current levels, the Goods and Services Tax (GST) Council on Friday decided on a four-slab tax rate for services along with the novel concept of input credit for goods used. The Council concluded its two-day meeting here with the decision to apply the same four tax rate slabs for services as for goods, but exempted healthcare and educational services from the purview of the GST. However, no consensus could be reached on the rate to apply on gold as well as beedi. The Council will meet again on June 3 in New Delhi for a decision in this regard. Briefing reporters here following the meeting, Union Finance Minister Arun Jaitley said that under GST, services will get the benefit of input tax credit for the goods used, effectively making the real incidence of taxation lower than the headline taxation rate. He said that while "luxury services" would attract the highest rate of 28 per cent, health and education services would be exempt categories. Jaitley said there would be a 5 per cent tax on carriage of goods by rail, road and air transport services because their main input is petroleum. Work contracts currently attract central tax at 6 per cent, while state taxes vary between 1-5 per cent, but

no input credit is available for these services, the Minister noted. "Most of the inputs for work contracts... cement, steel are taxed at 28 per cent," he said. "The uniform GST will be at 12 per cent, while the entire credit inputs will now be available and, thus the level of taxes will come down below the present level," he added. "Those paying service tax will not be able to take benefit of input credit as petroleum is not in GST," he said. IT, telecom and financial services will be taxed at the rate of 18 per cent. While five-star hotel services will be taxed at the highest 28 per cent, restaurants with a turnover of Rs 50 lakh and less would be levied at 5 per cent. "Non-air conditioned restaurants will have 12 per cent, while air-conditioned restaurants will have a service tax of 18 per cent," Jaitley said. "Those restaurants located inside 5-star hotels will have same service tax as applicable to the 5-star hotels," he added. He also said that entertainment tax will be merged with the service tax at 28 per cent. Hotels, gambling, race club betting and cinema will all be levied GST at 28 per cent. "The net effect of GST will not be inflationary. There is a set of exemptions for services... we are grandfathering most of the existing exemptions be-

cause we don't want any adverse impact of taxation in those areas," Jaitley said. "Once input credit starts, it will have a positive impact," he added. Speaking to reporters after the meeting, Kerala Finance Minister Thomas Isaac said that "not in a single case has there been an increase in taxes from before". The Council on Thursday approved the tax rates for 1,211 items, of which 7 per cent will be exempted, 14 per cent will be in the 5 per cent slab, 17 per cent in the 12 per cent category, 43 per cent in the 18 per cent segment, while 19 per cent of goods will go into the top tax bracket of 28 per cent. Thus an overwhelming 81 per cent of goods will attract tax of 18 per cent or below. Only 19 per cent of items will be taxed at the highest rate of 28 per cent. Jaitley said most of the work for rollout of GST from July 1 have been completed. "Six items still have to be decided and we need more time for discussions," he added referring to the 6 categories of goods. Reacting to the announcements, industry said it may increase taxes for some stakeholders, but hoped to get benefits through the input credit system. NO GST SLAB Foodgrains, milk and other articles of daily use have been exempted from taxation under the GST regime. These items are: foodgrains, gur, milk, eggs, curd, lassi, unpacked paneer, natural honey, fresh vegetables, fruits, atta, besan, maida, vegetable oil, Prasad, common salt, contraceptive, bread, bindi, vermillion, stamp, judicial documents, printed books, bangles and handloom products.

Pan masala gutka is in 28 per cent GST bracket. It will further attract a 204 per cent cess. With regard to other pan masalas the cess will be 60 per cent. In case of tobacco, the levy will vary from 71-204 per cent. Scented zarda and filter Khaini will attract 160 per cent cess over and above 28 per cent Filter and non-filter cigarettes not exceeding 65 mm will attract cess of 5 per cent plus Rs 1,591 per 1000 sticks. Non-filter cigarettes exceeding 65 mm but not exceeding 70 mm will attract cess of 5 per cent plus Rs 2,876, that for filter cigarettes the levy is 5 per cent plus Rs 2,126 per thousand sticks. For cigars, a hefty levy of 21 per cent or Rs 4,170 per 1000 sticks, whichever is higher, would be levied. Branded gutkha will be slapped with a cess of 72 per cent, while smoking mixtures for pipes and cigarettes will attract a levy 290 per cent. The consumers of aerated water will pay 12 per cent cess over and above GST while people buying large cars will to cough up 15 per cent cess from July 1. While small petrol cars with engine less than 1200 cc will attract 1 per cent cess, that with a diesel engine of less than 1500 cc will attract 3 per cent cess. Large cars with engine greater than 1500 cc and SUVs with length more than 4m and engine greater than 1500 cc will attract cess of 15 per cent. Motorcycles with engine of more than 350 cc will attract 3 per cent cess and an equal amount of levy will be applying to aircrafts for personal use and yachts. These articles are: consumer durables, cars, cement, chewing gum, custard powder, pan masala, perfume, shampoo, make-up items, fireworks, motorcycles, paint, deodorant, shaving cream, hair dye, washing machine, vending machines, vacuum cleaner, hair clippers and dish washer.

WHAT BECOMES CHEAPER Foodgrains, cereals and milk will cost less from July 1 when the Goods and Services Tax (GST) is rolled out. Currently in many state VAT is charged on food-grains including wheat and rice and also on milk products. However, sweets will attract five per cent GST but it will still become cheaper at places where VAT is charge right now. Common use products like hair oil, soaps and toothpaste will be charged at 18 per cent GST instead of present 22-24 per cent tax. Daily-use items like sugar, tea, coffee (barring instant coffee) and edible oil will attract the lowest tax rate of 5 per cent. So, there won't be much difference in pricing after GST is rolled out as these articles attract almost the same tax at present. Coal will attract GST of 5 per cent as against

Srinagar, May 19 (ianS): Defence Minister Arun Jaitley on Friday said the government wanted peaceful lives for the ordinary people of Jammu and Kashmir, but asserted that the security forces will act "very tough" against the militants. The Minister complimented the Indian Army for its preparedness, and said soldiers were confident not to allow infiltration from across the border, and to give an adequate response to ceasefire violations from across the Line of Control. Jaitley, who arrived in Srinagar on Wednesday afternoon, reviewed security situation in the state. He visited the Army's forward positions on the Line of Control (LoC) in north Kashmir's Baramulla district on Friday. He later said that all security agencies were on high alert to deal with militants. "We will go very tough on the militants, especially those who have crossed over from the other side (Pakistan), because they are responsible for the situation (in the Kashmir Valley)," he said. He said the government's priority was to "restore normalcy" and law and order in the Kashmir Valley. "There is a section which will have to be dealt with by security measures and there is a section which will have to be dealt by with citizen-friendly measures," he said. "Terrorism and militancy are both aimed against the Indian state, its sovereignty and also against the people of Jammu and Kashmir," he said. "Violence eventually impacts security and life of ordinary residents of the valley; therefore, the violence is not only against security forces but also against innocents who are losing their lives." The Minister said those who have taken to arms will not be spared. "With an average citizen, irrespective of their political views, we'd like them to be on the Indian side in this debate. But as far as those who are killing people -- we can't extend the same facility to them. They will have to be treated as serious insurgency problem and dealt with accordingly," he said. "Those who have taken to violence of this magnitude will certainly be (held) accountable for their actions," Jaitley said. "It is a great opportunity for us to communicate to the people here that India as a country will show full concern and compassion as far as the average peace-loving citizen is concerned. new Delhi, May 19 (ianS): The Supreme Court on Friday was told that the entire architecture of Aadhaar scheme was that of state surveillance of the citizens as the government was in possession of entire electronic record of the citizens. T h e b e n c h o f Ju s t i c e A.M.Khanwilkar and Justice Navin Sinha was also told that the central government was in breach of its earlier assurance that information (biometric details) furnished by the people at the time of applying for Aadhaar number would not be shared with anyone. "They are in breach of it," senior counsel Shyam Divan told the bench as it inquired from Attorney General Mukul Rohatgi about the assurance given by the Centre that it would not share with anyone the biometric information given by people at the time of applying for Aadhaar card. As Justice Khanwilkar asked: "You have made a statement that the information collected in the course of Aadhaar enrolment will not be shared with anybody," both Rohatgi and Divan made a near simultaneous response. Rohatgi said he was "taken over by law", referring to the Aadhaar Act 2016. "Parliament passed the law and parliament can't be injuncted," he added. The Attorney General noted that the government was insisting on Aadhaar number for availing the benefits under various social welfare schemes to eliminate ghosts beneficiaries as had happened in the case of public distribution scheme and other schemes. His contention came in the course of the hearing of petition by Shanta Sinha and Kalyani Sen Menon challenging series of 17 notifications issued by government since February this year making Aadhaar number mandatory for availing benefits under various social welfare schemes including mid-day meal and disability pensions as well as for victims of Bhopal gas tragedy. Seeking the response on the plea

As Rohatgi said that even the present petition should be heard by the constitution bench, Divan wondered why he was fighting shy of hearing of the matter on merits. As the pitch of the arguments on both the sides became high, Justice Sinha quipped that air-conditioning in the court room was good. The bench however took exception to Divan saying that it should be cleared whether this petition can be heard by two judge bench or the constitution bench lest citizens are left to "grovel" before the court. "Please don't say that common citizen is not heard by the court," said Justice Khanwilkar pointing out that the doors of the court were always open to people. Also taking exception to the use of word "grovel", Rohatgi recalled that once he was summoned at 2 a.m. in connection with an urgent hearing. Admitting that some of the prayers were same, Divan said that they have filed a number of applications and the same were not being taken by the registry. At this, the bench said that it would be better if the petition by Sinha and Menon and earlier applications filed by other petitioners are heard together in one go and fixed June 27 for the further hearing of the matter.

Radicalization- A Major Security Challenge In NE?

read what the Home Minister said to the collected Chief Secretaries and Director Generals of Police of the North East States at Delhi (Nagaland Page of 16 May 2017). There are several surprising phrases and sentences ascribed to the Northeast that I quote the relevant ones for the perusal of the Public. The Home Minister‘Cautioning that radicalization was fast emerging as big security challenge in the North-east, and it might soon turn into terrorism if not checked. He called for effective steps to chock their foreign funding. He said the existence of radical

ideologies in the region surrounding the north-astern States had made the area very vulnerable. That’s why it was a must to identify the agents, who were trying to win over the population to radical ideologies hiding behind propagation of religion. He said some NGOs and individuals were also fanning radicalism on the pretext of working for socio-cultural and educational development of the region. The proliferation of illegal arms in such large numbers leads to more crimes. The home Minister urged the Bureaucrats to take preemptive actions against such bodies and individuals. (The Writer underlined the Phrases for comment). I have always viewed the Home Minister as somewhat of a Centre-

Right Hindu, but did not expect him describe Northeast in such alarming terms. The Northeast has been described asi. Radicalizing fast as to be a Security Challenge, ii. Radical ideologies hiding behind propagation of religion, iii. The radical ideologies surround the Northeast States, iii. The Agents must be identified, iv. Large numbers illegal arms in the Northeast, v. Crime rate very high, conviction case very low, vi. The Bureaucrats are urged to take pre-emptive actions against Bodies and Individals involved.

The People of Northeast are not radicalized to any Ideology or Party and live contentedly in their mountain Villages. They are naive, undeveloped, but friendly, hospitable, independent and not radicalized to any Party, Issue or Religion. They do not know of any “Radical ideologies surrounding the Northeast States”. It is encouraging that the Union Government is seriously viewing Terrorism. It is encouraging it has decided not to negotiate with any Terrorist Organization. Known Terrorist Organizations need to be dealt sternly with the Law of the land. However, the assumption that, “radical ideologies hiding behind propagation of religion”, needs to be investigated very thoroughly,

and pre-emptive Actions is taken only after it is found infallible. It is often by people from outside the Area who mean well for the region but have no deep understanding of the Northeast. Initially, such allegation originated from Assam at the first few years of independent India’s first Prime Minister who was not exactly happy with the Province of Assam dealing unsuccessfully the political turmoil in boisterous Naga Hills, but finding no other satisfactory explanations for the vexatious situation in Naga Hills then, informed Delhi the foreign Missionaries of fomenting the Naga trouble. The foreign Missionaries were promptly driven away giving 24 hours

time to leave Naga Hill. They left accordingly, but the political trouble of the restless Naga still continues. Actually the Naga trouble started from the time before William Bentinck, the Governor General of British India time since 1832 to 1946 and it still continues perhaps till God’s Good time comes. The Naga and India have moral and ethical imperatives to settle the Issue in Peace. My fear is that the Home Minister has wrongly been informed about the Northeast. Unless the Northeast is treated as the Assam Police treated the Naga of yore, it may not emerge a security challenge to the Country and no Minister at Delhi need waste any precious time chasing the Rainbow.

Subhas Bose and the Battle of Kohima -A

Japanese in Kohima The Japanese had gathered sufficient forces around the corridor of India after they had swept the weakened British forces out of Burma in May 1942. General Kawabe, Commander of Burma Area Army had by then at his disposal Lieutenant General Mutaguchi, Commander of 15th Army at Maymyo, the main Headquarters; Lieutenant General Yanagida's 33rd Division in the Arakan, and Yamauchi's 15th Division and Sato's 31st Division toward the South East of Manipur and South East of Nagaland. The Japanese Army that crossed Chindwin River under Yamauchi's 15th Divisions and Sato's 31st Division , heading to Manipur and Nagaland respectively, was comprised of "100,000 men , all trained , equipped and burning with a fanatical desire for a victory." This was sometime around the 15th march 1944. Lieutenant General Sato's headquarters was located at Homalin, a town situated at the bank of Chindwin River, 75 miles as the crow flew or about 200 miles from Kohima on the Ground. He would be in Kohima within fifteen days time It was not mere chance that Sato hit the jeep track, built by British, running from Chindwin to Jessami and Kohima. Since December 1943, a Lieutenant Masa Nishida and a mixed party of Japanese troops and Indians( Nagas recruited by Keviyalley) had been operating in the country between the Chindwin and Kohima with orders to reconnoitre five routes for the 31st Division. All the men had been specially selected and trained at the Nakama School for espionage in Tokyo, and they accomplished their mission brilliantly, though not without some hair-raising escapes and adventures. The presence of Nagas with patrols apparently prelude intelligence reports from reaching D.C. Pawsey, in Kohima. The plan was that, as they entered into Nagaland, the 31st Division ( with the 15th division of its left flank, Manipur ) should move in three columns. (1)The right-hand or northern column commanded by Colonel Torikai consisted of a battalion of the 138th Infantry Regiment, with the battery of the 31st Mountain Artillery Regiment, Engineers , signals, and medical attachments. It routes were:- Laruri, Meluri, Phek, Chazouba, Merema and Zubza. His orders were to stopped reinforcement from reaching Kohima. (2) The centre column consisted of an advanced guard of the 138th

Infantry Regiment with a Battalion of 31st Mountain Artillery Regiment, followed by the main body under Sato consisted of the Divisional headquarters, the 124th infantry Regiment, a battalion of the 31st Mountain Artillery Regiment, with engineers, signals , a field hospital and a transport unit. It routes were:- Jessami, Chizami, Kikruma, Chakhabama and Kohima. His objective was Kohima. (3) The left hand or Southern column moved under the divisional second-in-command,Major General Miyazaki, and this included the 58th regiment and the remainder of the 31st Mountain Artillery Regiment. It routes were:-Ukhrul to Mao then turn north for Kohima, via Viswema. Miyazaki's orders were also to blocked Kohima Imphal road , which he did it at 72 miles near Maram on 29th March. The country facing Sato's man was "some of the wildest and the toughest in the world " .Vehicles ,even Jeeps, were out of the question and loads had to be carried on mules, oxen and elephants.... apart from the small arms, the regiments were to carry the infantry and antitank guns with upto 300 rounds of ammunition for each . There were also seventeen mountain guns to be carried by the ten elephants. The division had been allocated 3000 mules and 5000 oxen , the principal task of which was to carry ammunition and rations for the troops . Even so, every man had laden with as much rifle ammunition as it was thought he could carry, and food for three weeks,'Personal effects', Sato had ordered, understandably ,'must be kept to the minimum.' Amongst the above mentioned preparedness of the Japanese forces , it may be that there was few personnel from the intelligence and field propoganda units of the INA to propagate and spread the message of Liberation of India as seen in the following two occasions during Japanese entry into Nagaland and during the battle of Kohima . Firstly , it was at Jessami when the Assam Regiment gave a surprised attack on the advance guard of the 138th Regiment of Japanese troops on 28th match 1944. The next morning , 29th march , an appeal was made in English and Hindustani ;'O Indian Soldiers , stop fighting for the British and come and join us we are freeing your country from domination' ;needless to say , there was no response to this invitation . Secondly, on the 7th night of April , at Kohima , the Japanese had brought another weapon into action , the Loudspeaker. It had been set up near the 'Treasury Hill'(old civil sec-

retariate, old Assembly Secretariate and present DC's office area), and an Indian of the INA probably, came on, speaking in Urdu: 'Hindustan Ki Jawan!' he called ,' "Soldiers of India , the Japanese army had surrounded you. Bring your rifle and come over to us. We are liberating India from the iniquities and tyrannies of British rule". One most important strategy during the war is searching the enemy corpse or bunker for items of identification and collection of information about their movement, reinforcement , position , etc. In all these from Jessami to the 64 day battle of Kohima , not a trace of INA was found, particularly under northern and centre columns. The two principle villages where the Japanese had its base and gave strategic support to the Battle of Kohima and Sato's Headquarters at Chakhabama were Cheswezu and Kikruma. During that time, fortunately , the two and its neighbouring villages were economically very sound , so for the greater part of the Battle at Kohima , without much problem the Japanese needs were provided . But towards the fag end of the battle , as Sato has signalled to MajorGeneral Tazoe, commander of the 5th Air Force Division on 27th May 1944, begging for assistance, "since leaving Chindwin we have not received one bullet from you, nor a grain of rice... please send us food by plane", the hospitality of the villages got exhausted which compelled the Japanese to use force and in the process one villager of Kikruma was murdered while preventing them from looting the village. Meanwhile, Sato had decided to withdraw on the 30th May, and as the Japanese began to retreat , scouts from both the villages of Kikruma and Cheswezu were sent to Pawsey and through him they brought British forces and drove the Japanese out of their village . About 3000 perished, 4000 wounded at the Battle of Kohima and more died of starvation as they retreated. In order to avoid capture these men were usually forced to seek death at their own hands. INA and Nagaland India National Army (INA) was mostly composed of Indians who went to the war under the British and Allied Forces and who had languished in the jails of South and Southeast Asian Countries, as Prisoner of War (POW). Its main objective was to liberate India from the British imperialism, for which they accompanied the Japanese Forces as they advanced into India from Burma. Considering the overall composition and formation of the INA, they

were not only to be engaged them in the front line of the Battle, but to be used mainly as the tools of political propaganda as they along with Japanese Forces entered in the mainland with an aim to liberate India 'where the whole population will rise, tearing the British Raj to pieces'. Therefore , Subhas Bose sometime called the INA as men of "India's Army of Liberation," confidently predicting that revolt was simmering just beneath the surface and with one more British reverse nothing could stop it bursting into fury from Bombay to Calcutta, from Madras to Delhi. When Subhas Bose demanded to spearhead the advance, Field Marshall Count Hisaichi Terauchi, Commander of Japanese forces in South East Asia told him that "a campaign into India was being prepared". The INA was divided into three divisions. The first division, some ten thousand soldiers were put under the Command of Mahammad Zainan kiani. It was divided into three regiments or brigades which Subhas Bose wanted them after Gandhi, Nehru and Azad, in deliberate effort to make common cause with the struggle at home. Most of these devisions were engaged in Chin hills and around Imphal. The INA selected the best soldiers from the three regiments and formed the No.1. Guerrilla Regiment. The regiment went into training under the command of Shah Nawaz Khan and sent to Burma in November 1943. The soldiers themselves called it the "Subhas Brigade ". By the middle of May 1944, this regiment followed the routes of Major General, Miyazaki ; Ukhrul , Mao, Viswema and supposed to have been hoisted the Indian tricolour at a mountain top near Kohima. On 14th May, at G.P.T. ridge (present AIR and above) there was one extraordinary incident that took place where the Royal Norfolk while searching from one of the bunkers, found five of their regimental cap badges which was issued during peace time. They believed that it had obviously been taken from their men of the Royal Norfolk captured at Singapore. "stories of the Japaneses treatment of Prisoners had already reached them; and they were more eager than ever to take their revenge." But what was found in the incident was different because, a group of the INA were believed to be present in that area during that time , so they must have deliberately left those badges behind to apprised their former comrades that they were around. Apart from this incident,records available from Japanese, INA

and the British does not indicate any direct confrontation between INA and the British Indian forces in and around Kohima Battle . Even while retreating mentioned was not made about INA as far as Nagaland is concerned.

Subhas Bose (1943-1944 June) Subhas Chandra Bose left his comfortable life and joined the Indian Freedom Movement and became its tallest leader along with Gandhi and Nehru. However, as the Second World War dragged on and having seen the motive of the British not granting Freedom to India soon, he decided to abandoned the policy of non-violence and take up arms in the form of INA and joined hands with Japanese Forces against the Allied Forces in which India was a party being under the dominion of British Empire. On July 4, 1943, at Cathay Theatre in Singapore, Subhas Bose accepted the leadership of the INA from Rashbehari Bose, and on the next day while addressing INA soldiers with full military uniform gave the battle cry of 'Chalo Delhi ' After obtaining permission from the Axis power, on October 21, 1943, Subhas Bose proclaimed the formation of the Provisional Government of Azad Hind ( free India ) in Singapore. On January 7, 1944, the advance headquarters of the provisional government were moved forward from Singapore to Rangoon. On April 7, 1944, Subhas Bose moved a small advance headquarters north, from Rangoon to Maymyo, 25 miles east of Mandalay, 220 miles south east of Homalin and about 420 miles or 30 days walk from Kohima. This was the headquarters of Mutaguchi's 15th Army. Having seen the development all the way from Singapore, Rangoon and Maymyo, on April 17th, The Time Magazine reported that 'Bose was with the Japs around Imphal". And indeed Imphal became their main objective after the failed campaign in Arakan and Chin Hills. On April 16, 1944, "before crossing the frontiers" from Maymyo, he scribble a few lines to Bhramachari Kailasam of the Rama Khrishna mission in Singapore, saying that things were going "very well at the front" and that spirits were high", once he did so , he was not sure when he would be able to communicate with Kailasam again. Besides the INA soldiers, personnel belonging to the Reconstruction Department (provisional government ) from Singapore and Rangoon had gone

forward. "We shall be meeting them in free India " Bose wrote optimistically. Around that time, Yamauchi's 15th Division and the INA forces were advancing towards Imphal; The Bahadur group of INA, commanded by Shaukat Ali Malik had fought extraordinarily well in the Bishempur sector, and hoisted the Indian tricolour in Moirang, a few miles short of Imphal. The Japanese hope the news of the fall of Imphal could be presented as a gift to Emperor, Hirohito, whose birthday fell on April 28, and Subhas Bose and the INA believed that there would be a "flood of defection" by British Indian soldiers of the 4 Corps at Imphal. So by that time of the year , April last part, and first part of May, Subhas Bose was believed to have been somewhere around Imphal, waiting for the fall of Imphal so that, he could address the nation directly from the soil of India over the Radio and become the " non-violent soldiers of freedom inside the country, even though they fought with arms outside India". However, because of the direct intervention of the Admiral Mountbatten , Supreme Commander of Southeast Asia Command, the American organised a continuous airlift of supplies into Imphal through out the seige which delayed its fall, and subsequently the town was saved. In the meantime, Bose had returned to Maymyo, and on May 21, 1944, shifted his small advanced headquarters back to Rangoon. Because from Maymyo, he was finding it increasingly difficult to get accurate news from the front. If Imphal would fall he could just as quickly fly in from Rangoon using his small aircraft, the Azad Hind. On 29th May , Bose had a successful public meeting at Rangoon where enthusiastic Indians contributed nearly five million rupees in cash and kind to help the war effect. By first week of June, Bose made a flying visit to his rear headquarters in Singapore and returned to Rangoon only towards the end of June. Considering the over all scenario at that point of time, April to May 1944, when the Battle of Kohima was at its peak and the Japanese forces were thrusting towards the Indian territory and the possibility of advancing beyond the boundaries of Manipur, Assam and Bengal, Subhas Bose was expected to be available anytime , anywhere , whenever the penetration is completed . Therefore, the Head of the Azad Hind provisional government and the Supreme Commander of the INA was not expected to be in

a remote and vulnerable places like Kohima and it's surrounding villages where there existed hardly any anti-British feeling, rather , by then, Kohima District of Assam and it's people were very homely with the British government, particularly with its District administrator , C.R. Pawsey.

C.R.Pawsey, D.C. Kohima The impeccable relationship that Charles R. Pawsey, the Deputy Commissioner of Kohima, developed with the Nagas since 1922 and the part played by him both directly through his courage and indirectly through his influence on the Nagas, during the war was an important one . The Nagas were his children and they regarded him as their father. They trusted him completely; they knew that in no circumstance whatsoever would his word be broken; he after all conversed with them comfortably in their tongue . When the Japanese invaded Burma in 1942/43, and the Nagas found themselves in the front line , they looked to Pawsey for their salvation , knew that he would fight for them to the limit of his power . So when Japan's thrust against Kohima began , the Nagas remained loyal to the British cause, despite the loss of their homes and territory, despite danger and death and consistently kept him informed about the movement and activities of the Japanese through out the Battle of Kohima and after . In fact it was the information he first recieved from his Nagas and passed it to the Allied Forces that the whole Division was advancing towards Kohima . After the war, Pawsey, the D.C visited all the villages particularly the affected villages and recorded in detail the damages caused by the war in his official Tour Diary of the Deputy Commissioner. However, in the entire official Tour Diary till 1947, no mentioned has been made nor referred about the INA, particularly, the presence of Subhas Bose anywhere under his entire jurisdictions during the Battle of Kohima. The government of Nagaland should therefore, refrain from walking the wrong side of historical facts as far as Subhas Bose's coming to Nagaland during the Battle of Kohima is concerned and unless historical evidence to the contrary of my claim is offered, it stands undisputed that Subhas Bose never set foot in Nagaland. It is also expected that the goverment of the day functions properly with all sincerity and seriousness while laying the foundation of future generation basing on the right perspective of our history.

Steve's ex sues him for damaging her 'soul'

V host and comedian Steve Harveys former wife Mary Shackelford has sued him for $60 million, claiming he has "damaged her soul" after nine years of marriage. According to court documents, Shackelford hasn't recovered after the split, reports tmz.com. The document was not filed by Shackelford's lawyer but a woman who claims to be her "civil rights activist". Shackelford states that she has been suicidal and relies on self-medication in order to deal with the aftermath of their divorce battle. Shackelford has sued the "Little Big Shots" host for child endangerment, torture, conspiracy against rights, kidnapping, murder, breach of contract and intentional infliction of emotional distress. She says she's physically and emotionally distressed. "The plaintiff had (lost)

he Cannes Film Festival stopped the world premiere screening of the Netflix movie "Okja" after five minutes on Friday after sustained booing and slow clapping from the audience. "Okja", starring Tilda Swinton and Jake Gyllenhaal, is one of the hottest movies at this year's festival but divisive because U.S. videoon-demand company Netflix has refused to screen it in French cinemas. Audience members started heckling partly because of the dispute, and partly because the cinema had set the screen to the wrong ratio, cutting off the edges of the picture, said audience member Ernesto Garratt, a journalist with the Chilean newspaper El Mercurio. "They were booing for both reasons," he said. Staff adjusted the curtains at the side of the screen and restarted the film from the beginning shortly afterwards. The audience booed the Netflix logo when it appeared on screen for a second time then settled down and applauded at the end.
