Fire guts house in Kohima KOHIMA, MAY 20 (MExN): A house in the heart of Kohima town was completely gutted by a fire, which broke out at around 5:00am on May 20 below North Police Station. The fire was doused off by neighbours with assistance from the fire brigade. No injuries were reported from the incident, while the cause of the fire also remains unknown.

DIMAPUR, MAY 20 (MExN): Dimapur Police has issued a travel advisory informing travelers that a 24 hour Karbi Bandh, called by the KPLT, is in force since 5:00pm of May 20, Wednesday. The bandh is scheduled to continue till 5:00pm of May 21, Thursday. Dimapur Police further informed that escorts will be provided by Assam Police during the purview of the bandh.

DIMAPUR, MAY 20 (MExN): The Nagaland state Power Department has informed that power shutdowns will affect certain areas on March 21 from 7:00am to 1:00pm. The areas to be affected include Shokhuvi village, ARTC, Videma village, Virazoma, Neiphrolie Colony and Khopanala. A press release from the SDO, Electrical Sub Division, Chumukedima informed the power shut down is necessitated due to shifting of HT line from New DC Complex to Khopanala road for road widening. The department has requested the public to bear with the inconvenience.

In the early 60s, one ‘Birla Company’ from Mariani entered Tuli valley under Mokokchung district for logging operations and in the process, introduced to the erstwhile Naga farmers the destructive business of logging. This was a time when the inhabitants, mostly villagers, were wondering how to cut down and remove obstructing trees as large as 15-18 feet in circumference from their forest areas for jhum cultivation. Oblivious of the ominous outcome in the near future, the villagers cheerfully gave permission to cut down these trees to the timber merchants. “We thought it was to our advantage because cutting down such large trees was a herculean task. We even let them have the timbers for free!” Purwati, from Tzudikong recalled. Consequently, the
business of selling trees began- ranging from Rs 20 up to Rs 100 a tree depending on the size of the timber. The decimation of forest started, slowly yet portentously. Round timbers were transported to Mariani for sawing and then dispatched to Delhi and Mumbai. Year 1969-70 witnessed the first sawmill in Tuli. Opened by a prospering local timber contractor, this mill indicated that tree selling business had already made significant inroads inside the majestic forest of Mokokchung. Now, more than 50 years on, the destructive saga still continues, unabated and with gusto- and in the process has wiped out the entire primary forest from the geographical map of Mokokchung- of course with some help from jhum cultivation. Except a brief lull on the logging activity; a result of the 1996 Supreme Court edict ban on logging, Tuli,
GPRN/NSCN terms RN Ravi’s political equation ‘preposterous’
DIMAPUR, MAY 20 (MExN): The GPRN/ NSCN on Wednesday termed the political equation highlighted by Government of India interlocutor RN Ravi of taking all Nagas onboard after striking a deal with the NSCN (IM) on the 60 year long Naga political problem as “preposterous.” Accusing Ravi of indulging in “political innuendos that have little or no acceptability in Nagaland,” a MIP release from the GPRN/ NSCN said he must be absolutely clear in his mind that “GPRN/NSCN is not a party to the talks between GOI and NSCN (IM).” The MIP release said it had expected RN Ravi, to “brush aside the cobwebs of
17 years of fruitless parleys with clarity of thought and ideas that would entrench Naga people with their history and set the tone for mutual respect and progress in Indo-Naga relations.” “Rather he indulged in political innuendos that have little or no acceptability in Nagaland,” the released said. The release also said RN Ravi has left a trail of unanswered questions and if what he expressed recently was an indication towards the final outcome to the talks between GoI and NSCN (IM), ceasefire or not, GPRN/NSCN will not allow another political humiliation to be recorded in Naga history. No area is immune with timbers ferried to Tuli mills from Longleng and Tuensang districts and from all the six range of Mokokchung district including Changkikong, Asetkong, Japukong and Tzürangkong. Presently, there are around 20 saw/veneer/plywood mills (large and mini) in and around Tuli town.
Nearly all sawmills are owned by non Naga timber merchants/agents of Punjabi, Marwari and Bengali descent, and has been operating for decades.

According to an estimate, the number of trees larger than 4 feet in diameter has vanished by 80 percent or more in the 1615 square kilometer area of Mokokchung district. One indication of
the vanishing large trees sprouted centuries ago can be seen from the size of timbers brought in at the mills at Tuli. “It is only on occasions we see large timbers of 7-8 feet in circumference at the mills. Dimapur Police to start drive against tinted windshields DIMAPUR, MAY 20 (MExN): Dimapur Police is set to begin an enforcement drive against vehicles using black films on their windshields. A press note from the Dimapur Police informed that vehicles violating the Supreme Court order on this will have their tinted films removed and that violators will be penalised. With regard to the interpretation of the Visual Light Transmission (VLT) of 70% for windshield and 50% for side windows, Police informed that the Apex Court has clarified that this provision as per Rule 100 (2) of the Central Motor Vehicle Rule 1989, are relatable to the manufac-
ture of the safety glasses for the windshields and side glasses only. In other words, the mentioned VLT applies to the safety glasses that come from the manufacturer of the vehicle and, any other material in the form of films, curtains etc. are concerned. These are completely banned irrespective of the percentage of Visual Light Transmission (VLT) blocked or allowed by them. Exemption is made in respect of authorized vehicles used by those under ‘Z Plus’ and ‘Z’ category protectee only. Dimapur Police has appealed to all citizens including VIPS, Bureaucrats, Govt. Officials, Army and
Para Military not falling under such category to cooperate and voluntarily remove such materials from the windshields and side glasses. Penalties and action shall be applied as per law, it cautioned. The Dimapur Traffic Police will also begin the strict enforcement of the use of helmets for twowheelers. Riding a twowheeler without helmets is an offence and can be penalized under Sec. 177 of the Motor Vehicle Act (MV Act) 1989. Penalty of Rs. 100 for first offence and upto Rs. 300 for subsequent offences will be imposed. Police has urged citizens to co-operate on this safety issue.

Portent that what remains of Mokokchung district’s forest are small patches of secondary forest, demarcated as community reserve forest by villages with assistance from the State government. As frequent reports have revealed, even reserved forest are not spared with timber smugglers penetrating these cordoned areas for logging on the sly. A research titled“Land-use and its impact on bio diversity in Mokokchung district” written by Mejarenla Longchar and Tiakumla and published in the ‘International Journal of Advanced Research’ in 2013 said, “the area of closed-canopy forest which once covered more than 40% of Mokokchung has reduced from 42.8% in 1972–1975 to 21% by 1995 (NRSA 1983, FSI 1997).” In 2007, the Forest Survey of India (FSI) reported Mokokchung district had only 0.22% of ‘very dense forest’ cover remaining as
surveyed in 2005. The overall very dense forest of Nagaland during that period stood at 1%. While the loss of big trees has inflicted irrevocable damages to the environment and biodiversity, another emerging threat contributing to the decline of the remaining standing trees are the flourishing plywood mills. Most of these mills, mostly owned by non Nagas, are located at 10th mile area, Tzudikong, Tuli. “Earlier, it was all about fanta (large cut timber), now its charani (medium and small cut timber) and plywood. Now-a-days, size doesn’t matter. The plywood business even takes trees which are only fit for making walking sticks,” Sungjem, an octogenarian from Tuli said. The impact of five decades of rampant logging is already felt in Mokokchung with rising temperatures, drying-up of water bodies and the ever decreasing yield of rice harvest. “Since the last 5-6 years, we have been witnessing a decrease in rice yields. Despite the healthy rice stalks, there are no grains inside the rice flower,” Purwati said.

NMA condemns alleged rape of mentally challenged woman
DIMAPUR, MAY 20 (MExN): The Naga Mothers Association (NMA) has condemned the alleged rape of a mentally challenged mother of eight on the evening of May 17 and said it is “aghast at the subsequent punishment meted out to the accused by the customary court excommunicating him from the village for a mere seven days.” The NMA demanded that stringent action be taken by immediately arresting the accused so that law enforcing agency may award him befitting punishment as per law. It urged the investigating agencies for an impartial investigation “without concealing any part of their investigation...” The NMA further ques-
tioned “how can the village council or for that matter the customary law excommunicate him for a period of just 7 days after which he will be allowed to come back? What is the certainty that he will not repeat the same crime again? At this rate the plight of women is at stake.” It appealed to “custodians” of customary law to take into account the heinous crime committed and “not to award such unacceptable judgements in future.” The NMA has urged victims of any form of violence to contact their nearest law enforcing authority and “not just succumb to pressure from outside and settle for unjust settlement.”

MON, MAY 20 (DIPR): The Deputy Commissioner & District Magistrate for Mon, W Honje Konyak has promulgated prohibitory orders under section 144 CrPC, thereby enforcing night curfew from 6:00pm to 5:00am in the areas along the Indo-Myanmar border and the NagalandArunachal Pradesh interstate border. Under the curfew, prohibition has been imposed on the movement of any person, group and any vehicular traffic in the 1KM belt in Nagaland side bordering Myanmar and Arunachal Pradesh. ties with some of these countries, especially Bangladesh and Myanmar. “It will be a new beginning for the organised textiles sector in northeast India,” Panda said. The units are expected to meet the demand for garments from police and paramilitary forces in every state besides government officials as well as school uniforms. Panda said that the initiative comes under the North East Region Textile Promotion Scheme (NERTPS) of the textiles ministry. The NERTPS is an umbrella scheme for the development of various segments of textiles, including silk, handlooms, handicrafts and apparels and garments. The scheme has a Rs. 1038.10 crore outlay during the 12th Five-Year Plan (2012-17). India’s share in the global apparel and garment market is now just 3.7 percent as against Bangladesh’s 6.1 percent and Vietnam’s 4.3 percent, indicating that India has the potential to step up output.

A press note stated that Juvenile Justice Board (JJB), Child Welfare Committee (CWC), Village Council Chairman, Church leaders, Student leaders, Women leaders and Youth leaders and Anganwadi workers attended the programme. The resource persons were Neinguvotuo Krose (Legal cum Probation Officer), Asungbe (Legal cum Probation Officer) and Ruzonuo Rita Rutsa (District Child Protection Officer Peren). They spoke on Protection of Children from Sexual Offence, Child Rights and From Street to School Campaign respectively. The resource persons highlighted that the Peren
district reported the highest number of child trafficking in the state. A total number of 29 children rescued from Andra Pradesh in 2010, 5 children rescued from Kolkota in 2013 and 8 children rescued from Jaipur in 2013 respectively. The main purpose of conducting campaign ‘From Street to School’ is to ensure that the objective of the Integrated Child Protection scheme is fulfilled and the activities for street children are appropriately implemented. The children living on and off the street are to provide Aadhar card and enrolled in schools. Till date 19 street children have been enrolled in formal education in the state. The resource persons highlighted on ‘Protection of Children from Sexual Offence Act.’ PCSO Act is a comprehensive and special law to provide for the protection of children from the offences of sexual as-
sault, sexual harassment and pornography, while safeguarding the interest of the child at every stage of judicial proceedings by incorporating child friendly mechanism for reporting, recording evidence, investigation and speedy trial of offences through a designated Special Court. Child protection mechanism like District Child Protection Unit (DCPU), Juvenile Justice Board (JJB), Child Welfare Committee (CWC), Special Juvenile Police Unit (SJPU), Observation Home and Village Level Child Protection Committee (VLCPC) have been set up in the district for contributing to the well being of the children in difficult circumstances and bring them back to the social mainstream of life. Therefore, the resource persons urged the people of Peren to take advantage of these mechanisms for the protection of children.

‘Ignite the Spirit of Science’ Swacha Bharat Mission in Tenning launched held at G-Rio School
KohiMa, May 20 (MExN): As part of its ongoing series of seminars for parents, Career CliniQ in association with the Directorate of Employment and Craftsment Training, Government of Nagaland conducted ‘Ignite the Spirit of Science’ at G-Rio School, Kohima. Scores of parents from different classes of higher section students attended the daylong session with rapt attention. Nimo Kath, parent of Hiti Kath, remarked that – “Despite being a working day, we came for the event and we are happy that we gained a lot from the session. It was an eye-opener for us in many fronts.” Noted motivational speaker, Dr. Anirban Choudhury, enthralled the audience with his insightful speech. He analysed and demonstrated live problems that students have regarding their studies. Students of Class12 who were present in the audience agreed to their problem being analysed by Dr. Choudhury. Various Central Government schemes and scholarships focusing on science were highlighted. Emerging and innovative careers in the field of science were also discussed. The Career Track Book on
science Careers were also made available. Students were urged to make use of science and technology to facilitate their learning process. Use of the digital courseware, namely, the Smart TutoR was also encouraged. Parents were thrilled to see the immense use of the Smart TutoR and agreed in unison to support their children with the use of modern technology. The event started with the welcome address given by Kevino Savino, Principal of G-Rio School in the presence of the Managing Director, Khrienuo Rio Moa. The 70-year-old civil-engineer-turned-politician was sworn-in by Tripura High Court Chief Justice Deepak Gupta at Raj Bhavan here. Tripura Chief Minister Manik Sarkar, his cabinet colleagues, leaders of various political parties and army and police officials were present during the ceremony. Roy was a member of Bharatiya Jatana Party (BJP) national executive and president of party's West Bengal unit from 2002 to 2006 and contested the Lok Sabha elections in the last year's parliamentary polls in Bengal.
'Will work for Meghalaya's development' ShIlloNg, MAy 20 (IANS): Veteran BJP leader and RSS ideologue V. Shanmuganathan took oath as Meghalaya governor on Wednesday and said he wished to be friendly with everyone and would work for the development of the state. "As governor, I will work for the development of the state. I want to be with everyone and to be near to the heart of the people," 66-year-old Shanmuganathan told reporters. "I love people and I want to be friendly with everyone. People say Meghalaya is a beautiful state. I want to see the beauty and greatness of Meghalaya," he added. Shanmuganathan, who has been in-charge of several BJP cells, was administered the oath of office by Meghalaya High Court Chief Justice Uma Nath Singh at a ceremony at Raj Bhavan. Asked how he felt on being appointed as governor in a Congressruled state, Shanmuganathan said: "The governor is common to every citizen. He does not belong to any political party. The governor is a constitutional post and he is common to everyone." Moreover, Shanmuganathan said the governor also had a major role to play in the interest of the development of the state.
Gogoi to contest next Assembly poll guwAhAtI, MAy 20 (PtI): Assam Chief Minister Tarun Gogoi today said he would contest the Assembly elections next year and Congress would form government for the fourth term on its own. "I'll contest elections next year and I am ready for a fight," Gogoi said. Addressing a press conference in Guwahati, the 80-year-old veteran said he had not thought about retiring from active politics yet. When asked about Congress' performance, Gogoi said, "We'll form government again next year. There is no doubt on this." He also replied in negative on the party's possibility to form an alliance with any other party such as AIUDF. "We'll contest the polls alone. We'll get majority and form government on our own. We'll not require any alliance to form government," Gogoi said.

After the President Pranab Mukherjee appointed Roy as the new governor of Tripura on May 12, state's ruling Communist Party of India-Marxist (CPI-M) threatened to launch a mass movement if Roy crossed his constitutional limit. "We welcome (Tathagata) Roy as governor of Tripura. Like the previous Congress government, the BJP-led NDA government at the Centre is appointing their leaders as governors of various states," CPI-M Tripura state secretary Bijan Dhar had told reporters.
"If the new governor crosses his constitutional limit, the CPI-M would launch a mass movement against him," Dhar had said. Dhar, also a CPI-M central committee member, said: "We believe that Roy as the governor of Tripura would cooperate with the Left Front government and discharge his constitutional duties." On May 17 in New Delhi, CPI-M general secretary Sitaram Yechury expressed concerns about alleged pro-Hindutva comments made by Roy and his comments on Gujarat riot. The new governor, however, refused to give any reactions on the views of the CPI-M leaders. "I have no reaction on these comments. I have no comments on these issues," Roy told IANS.

‘Expectations from new govt were probably unrealistic’

Central banks playing with fire in growth push new york , May 20 (reuTerS): The “spectre of deflation” is spurring the world’s major central banks into a dangerous struggle for stronger domestic growth that imperils financial markets and ignores the needs of developing nations, Reserve Bank of India (RBI) Governor Raghuram Rajan said on Tuesday. Rajan, making a familiar argument for better global coordination on monetary policy, said central bankers in developed economies should take more seriously their international responsibilities. Calling for better leadership from the International Monetary Fund (IMF) Rajan said, it should examine each unconventional monetary policy that is proposed or in place around the world and decide whether it meets the greater good of the global economy. “The current non-system in international monetary policy is, in my view, a source of substantial risk, both to sustainable growth as well as to the financial sector,” Rajan told an audience of economists and investors in New York. The US Federal Reserve, the Europe-

He said that since different states have their own land acquisition bills, some commentators have suggested the possibility that the states should decide for themselves as to how to implement their respective land acquisition provisions.
Kwid: Renault unveils its cheapest new car in India Chennai, May 20 (ianS): Unveiling Renault’s global small on Wednesday, a top company official said the model would mark the French automobile major’s entry into the volume segment in India. “The Renault Kwid will be priced between Rs.3 to 4 lakh and sales would start happening during this September-November festive season,” Carlos Ghosn, chairman and CEO Renault Group told reporters here. He was here to showcase Renault’s new offering to the Indian market. According to him, Renault Kwid would be the company’s conquest car fighting against the likes of Maruti Suzuki and Hyundai Motor India. Ghosn said Renault Kwid is the first car to be rolled out on a common platform (architecture) designed in alliance with Japanese automobile maker Nissan Motor Company. He said Nissan Motor would launch its small car sometime next year. Queried whether Renault would have India as an export hub for its overseas markets for the new car, Ghosn said the country could be the production and export hub for the South East Asian region.

new york, May 20 (ianS): India, with a score of 130, ranked the highest in consumer confidence among 60 markets. The online survey released on Wednesday was measured by American agency Nielsen. India’s score of 130 was one point higher than the fourth-quarter of 2014, followed by Indonesia (123), the Philippines (115) and the United Arab Emirates (115), Nielsen said of its survey conducted over February and March this year. According to the survey, the year started positively for global consumer confidence, with an index score of 97. After a dip at the end of last year, when all regional confidence scores declined, it increased slightly or remained stable in every region except Latin America. In the Asia-Pacific region, consumer confidence increased one point, posting the highest quarterly index score of 107 while North America remained steady at 106. Confidence in the Middle East and Africa region (96) and Europe (77) rose one point each in the first quarter, but decreased two points in Latin America which scored 86. The Nielsen Global Survey of Consumer Confidence and Spending Intentions, established in 2005, measures consumer confidence, major concerns, and spending intentions among more than 30,000 respondents with Internet access in 60 countries. Consumer confidence levels above and below a baseline of 100 indicate degrees of optimism and pessimism.

UNTABA Executive Committee meeting held DimaPuR, may 20 (mExN): The United Naga Tribes Association on Border Areas (UNTABA) held its Executive Committee meeting at Lotha Hoho Ki on May 20 and deliberated in minute details the border issue between Assam and Nagaland, and the frequent incidence of clashes. The meeting strongly condemned the lackadaisical attitude of the administrative officers of border areas in failing to implement various legal provisions in support of the Naga people. The meeting resolved to visit the border areas from time to time so as to study the ground realities and consult the people directly affected by the chronic border related problems. The meeting also resolved to have a consultative meeting with all the MLAs of the border areas of Nagaland at the earliest possible time. RN RAVI has not understood Naga situation: GPRN/NSCN

r. R.N Ravi visits to Nagaland recently has shown himself to be just another bureaucrat with political miscalculation who landed in Naga soil without doing his homework. His simple political equation on the 60 year Indo-Naga political issue is that, the GOI and NSCN (IM) are working hard towards a solution soon and all other Naga political groups, tribal bodies and NGOs in Nagaland must accept the term. In other words, a solution between GOI and NSCN (IM) will be forced down the throat of every citizen in Nagaland with or without their consent! Can there be another Indian bureaucrat more inconsistent and inconsiderate as this official? Many likes of R.N Ravis have come and gone in the last 60 years of Naga political struggle but none had uttered such narrow and haphazard theory for a political solution. The GPRN/NSCN under the leadership of Chairman Gen. Retired Khole Konyak and General Secretary N Kitovi Zhimomi had expected Mr. R.N Ravi, the
interlocutor for GOI NSCN (IM) talks to brush aside the cobwebs of 17 years of fruitless parleys with clarity of thought and ideas that would entrench Naga people with their history and set the tone for mutual respect and progress in Indo-Naga relations. Most disturbingly, during his visit to Nagaland, Mr. R.N Ravi rather indulged in political innuendos that have little or no acceptability in Nagaland. True to our traditions, Nagas were good enough hosts and absorbed all eyeball rolling utterances from him. Mr. R.N Ravi must be absolutely clear in his mind that GPRN/NSCN is not a party to the talks between GOI and NSCN (IM) and therefore his positive hope of taking all Nagas on board after striking a deal with Mr. Th. Muivah is preposterous. He is an interlocutor between GOI and NSCN (IM) only. He must wake up from Khonoma reverie and see the larger practical desire of the Naga people. The GPRN/NSCN understands that Naga integration is our emotional fortress and it is one reason why we continue our stug-

Nagaland Police Day WCMA condemns observed in Tuensang May 18 murder of India. He said the ‘Colours’ were given as an acknowledgement of the gallant sacrifices made by dedicated officers and personnel of Nagaland Police. While paying homage to the brave police personnel for supreme sacrifice, he said Nagaland police is one amongst the very few states in India that was awarded Colours for its bravery, sacrifice and dedication to duty. He further urged the officers and jawans present to remain committed to the cause of providing ‘security, service and sacrifice’ to the people, state and country.

A press release from the WCMA expressed outrage and anguish that a husband, “who is supposed to protect his wife and children,” committed such a “wild and heinous act.” It may be mentioned that a policeman reportedly stabbed his wife following a quarrel on May 18 evening in Dimapur. The wife succumbed to her wounds later in hospital. The accused policeman, identified as sub-inspector Imti Meren Chang of Zunheboto DEF, was subsequently arrested by the police. “This kind of act has no place in our civilized society,” WCMA stated. Extending condolences to the bereaved family, WCMA appealed to the authority to give befitting punishment to the culprit.

Muivah and now it has developed into an arm twisting game where the issue of Naga Sovereignty has been sacrificed. A decade ago NSCN (IM) feverishly shouted No Integration, no solution and GOI took notice of it and placed a cart before a horse! This intensified the dark clouds of mistrust among the Nagas and hundreds of national workers deserted NSCN (IM). The crux of the matter is, integration issue is not a separate agenda. It must be tackled within the ambit of Sovereignty issue as this encompasses all. Mr. R.N Ravi has left a trail of unanswered questions and if what he expressed recently is an indication towards the final outcome to the talks between GOI and NSCN (IM), ceasefire or not, GPRN/NSCN will not allow another political humiliation to be recorded in Naga history.

The Real Problem With Myanmar

magine for a moment that the Indian Union was the Naga lands and vice versa. All currently India claimed lands, barring free nationalities, would be under Naga colonial rule. A Naga Queen would be the head of Naga India. For the sake of a basic argument, districts would be administered in the same manner as they are now, with district administrators overlooking the collection of taxes. All villages within these districts will be autonomous self governing units. They would have to have low population growth and shifting agriculture would be promoted. The shifting pattern would be decided by the Queen’s office, overlooked by administrators. There would be equal distribution of labour between men and women (with requisite regard to strength and health). Land would be co-owned at a village level (from which a minimal combined tax will go to the Naga Queen’s treasury), and agricultural burdens would be shared by the community. The produce will be shared after community rituals. Beef would be a compulsory aftermath of the rituals. As will cock fights. Christianity would be imposed. Any other religion can be followed at the community’s risk. There will be some basic schools provided but the people of India would not be allowed to aspire for more. Healthcare will be deliberately lazy. Thinking of a rebellion? Imagine, if a small Naga battalion, according to Indian sources, can be the best at dealing with the Maoists in Chhattisgarh, what could a whole Naga army implanted in every fabric of every district do to the whiff of a rebellion in India? Undoubtedly, the Naga armed forces would operate under the Armed Forces Total Freedom to Obliterate Act. The people of India would have no right to life. However, the right to life will be enshrined in the Naga constitution and be extended only to those inhabiting mainland Naga areas. Outsiders will be welcome under a 'special' status that the person on the street may not understand. Armed with these wonderful powers, the Naga Queen’s regime can carry on various mining and looting activities (2% of profit will be shared with communities—consult your bureaucrat for the best offer). Whenever people say they have inhabited their particular land for centuries, borders would be drawn and one community pitted against the other. Much like a computer game. Does not mean the people of India should sulk. The Nagas would create a special fund and package to promote the culture and tradition of India—every year troops from east to west, north and south, would be allowed to do one dance each to showcase Indian culture. This would be near Christmas time. If the Indian people decide to go through the long path of reiterating their independent rightful nationality and self determination, the Nagas, represented by the Queen’s jester, would say: You Indians are too divided. There are too many colours, like Holi. This is not acceptable as we do not understand Holi. First the people of India must come under one common culture. Indians must reconcile with Naga nationalism. Besides, the whole thing has become too complicated and Indians have already lived under a Naga political map for too long. Easier to just accept that fact, no? The Twists and Turns in the Naga Journey What does God say? “In his heart a man plans his course, but the LORD determines his steps” (Prov. 16:9). The Naga Experience During the British occupation of the Northeast India, A. Z. Phizo traveled widely, mostly alone but sometimes accompanied by Naga representatives, to consult with the leaders of Assam, Garos, Khasis, Mizos, and others on their political views for the future. Yet, they showed no interest or inclination to become independent nations. Unlike other neighboring leaders, A. Z. Phizo wanted the world to recognize the Nagas as a nation among nations. Against all odds, he helped put two historic events on record: the declaration of Naga independence in 1947 and the affirmation of people’s democratic will in the Naga national plebiscite of 1951. Next, he made every effort to reach out to every Naga to get involved in the task of nation building. He did this by walking on foot, whether it be sunny or rain, and often insisting to eat only the plain food of the simple villagers. The merchant-turned-nationalist Imkongmeren Longkumer served as the right-hand man for Phizo for most of his life. In the early days of the NNC, he sheltered Phizo and provided for his travel needs more than anyone else. After Phizo left Nagaland in 1956, Mr. Imkongmeren guided the Nagas through the most difficult time at home. While Mr. Imkongmeren was the top man of the NNC at home, Mr. Scato Swu was the President of the FGN. Mr. Scato turned a collection of peasants into an organized Naga army for the defense of the Naga homeland. Also, Mr. Kaito Sukhai was an exceptional Commander-in-Chief of the Naga army. But in the course of time, Phizo began to lose confidence in them, which was possibly a mistake as he seemed to have succumbed to tribal bias. For example, Kaito was replaced by Mowu Gwizantsu in 1964 and two years later Scato’s position was also taken over by G. Mhiesiu. As a result of these actions, more suspicion grew within the ranks and then dissension occurred within the Naga national movement in 1968. Okay, so now what? We are often our worst enemies. We build our house and then destroy it again ourselves…all because of distrust and narrowed tribal mind-set. It always grieves me when someone says, “Be careful of Thangkuls!” or “Oh, they are Sumis!” Yes, there are always some bad apples in every basket (mine included), but most of them are good and wonderful. he next general election, scheduled for late this year, is not shaping up to be the benchmark of democratic consolidation that many Myanmar observers had hoped. The government, which is still largely controlled by senior military officers, has failed to strike a power-sharing agreement with either the mainstream opposition or ethnic armed resistance groups. Not only does this endanger the legitimacy of the election, it also exposes a dangerous leadership vacuum within both the government and the opposition. In 2011, the junta that had ruled the country for over two decades undertook vast reforms. The 2008 military-drafted Constitution remained, and the new president, Thein Sein, was a high-ranking general. But the new government formally became civilian, and the opposition leader Daw Aung San Suu Kyi was allowed to participate in politics again: Her National League for Democracy (N.L.D.) ran in the April 2012 by-elections. Though that helped legitimize the new government, it also gave the opposition a place in Parliament, and it suggested that Ms. Aung San Suu Kyi would eventually be permitted to run for president. Today, that tacit understanding looks like it was a form of cooptation. Since the defeat of the ruling Union Solidarity and Development Party (U.S.D.P.) at the 2012 polls — the N.L.D. won 43 of the 44 seats it contested — both the Thein Sein administration and the military have been anxious not to lose any more ground. Notably, the government has been resisting calls to amend the 2008 Constitution. One controversial clause bars any citizen of Myanmar with a foreign spouse or foreign children, like Ms. Aung San Suu Kyi, from running for president. Another set of provisions limits the rights of ethnic minorities. There has been little progress on changing those clauses partly because of various divisions within the establishment: both between military hard-liners and self-styled democratic reformists, and among the reformists. For a time, the Thein Sein administration seemed to be pushing hard to conclude a nationwide ceasefire accord with armed ethnic groups, which have waged war against the central government for over six decades, demanding equal rights and a federal union. A successful deal would perk up the ruling party ahead of the election. Failing that, the effort itself might earn the government some credit, while deflating the opposition’s calls for extensive reform. Some major ethnic armed groups and the government agreed on a draft text on March 31, but the deal has yet to be signed. While the United Nation-

s we grow older, the past looms larger. There’s more of it. The past is full of possibility. It is ever-changing, an eddying tide, subject to the gusts — and lacunas — of memory. The future may seem wan by comparison and, for each of us, we know more or less where it ends. With a bang or a whimper, Henry James’s “distinguished thing” awaits us. Who, a friend asked me the other day, would ever want to be 90? The answer is somebody aged 89. Old age is not for sissies, my grandmother liked to comment. Nor, however, is the other option. So on we go, accumulating past with reckless abandon, like children guzzling candies. Yet as Faulkner observed, “The past is never dead. It’s not even past.” Or as a disillusioned Yugoslav Communist once put it, “The most dangerous thing for a Communist is to predict the past.” The past is potent, subject to manipulation. Wars nearly always involve memory trafficked into inflammatory myth. I am a newspaperman. I try to understand, evoke and make vivid the present. That is not possible without understanding the past. We are the sum of our lived moments. It is worth turning time’s arrow backward. I had always wanted to tell stories, the inner within the outer, the intimate secreting the universal. I liked to be the outsider looking in. Often the stories were about lives swept away in the gale of history: the
alities Federal Council, an alliance of ethnic groups, has been insisting that all armed groups should be involved, the military has refused to deal with the Kokang, whose insurgents have been fighting it especially hard. Yet even as the military scuttled the Thein Sein administration’s efforts on the cease-fire accord, its representatives in Parliament urgently endorsed a motion to pass new laws guaranteeing “power-sharing, resourcesharing and tax-sharing” rights for ethnic minority states and self-administered areas. This was a gambit by the generals to win over the ethnic political parties in Parliament, as well as score points for getting something done when the government is stumbling. The so-called reformists are also divided. The House speaker, Thura Shwe Mann — the third mostpowerful general in the junta, who had expected to become president in 2011 — has mobilized Parliament to pressure Thein Sein into holding multiparty talks on constitutional reform; this, in order both to assert himself and make an overture to Ms. Aung San Suu Kyi. A meeting was held last month — with Thein Sein, Thura Shwe Mann, Ms. Aung San Suu Kyi and the army chief, among others — but no substantive progress was made, only underscoring the various splits within the establishment. Even if an elite consensus could be struck, it would be exceedingly difficult to modify the Constitution in time for the election, at least if it is to be held in November, as currently planned. Amending the text’s most significant provisions, including those on the eligibility of presidential candidates, requires both over a 75 percent majority in Parliament and a simple majority in a national referendum. That is a very high bar to pass at any time, but it would be a logistical nightmare to organize a national plebiscite during the monsoon season, when even the main roads in Myanmar’s major cities get flooded. And since the Constitution allots 25 percent of the seats in Parliament to the military, the generals in effect have veto power over any constitutional reform. The army chief has said that the Constitution, which grants the military vast prerogatives, should not be amended so long as it guarantees the country’s stability. Sources close to the military have told me that they think the Constitution will not be amended before the election, and that Ms. Aung San Suu Kyi stands virtually no chance of running for the presidency this time. Yet it is still unclear who else the N.L.D. may field as its presidential candidate: Thanks partly to Ms. Aung San Suu Kyi’s secretive, personality-driven style, there are no designated second-line
leaders within the party. Still, Ms. Aung San Suu Kyi has a decisive role to play in the election. Even if she does not run for president, the N.L.D. is expected to win a majority in Parliament, meaning that she could become House speaker, a powerful position with control over the legislature’s agenda and procedures. And because of infighting on the establishment side, she may wind up being the election’s kingmaker. Under Myanmar’s nominally parliamentary system, the president is not directly elected by the people, but through a complicated parliamentary procedure: After the popular vote, incoming members of Parliament elect the president by a simple majority from among three vice-presidential candidates, two of them nominated by each of the houses of Parliament, and the third by military representatives. Since the ruling U.S.D.P. is unlikely to win a majority in either house, both Thein Sein and Thura Shwe Mann would need the military’s endorsement to become president. But Thein Sein, once the protégé of the former dictator Than Shwe, has been falling out of favor: The generals think he kowtows to the West and is too soft on ethnic armed groups. And they are wary of Thura Shwe Mann, whom they suspect of seeking rapprochement with the opposition. Some N.L.D. insiders have indeed suggested that Ms. Aung Sang Suu Kyi might endorse Thura Shwe Mann for president over someone from her own party. They say she may be hoping that once in power Thura Shwe Mann would then push through the reforms needed to eventually make her eligible for the presidency — a questionable proposition, and reminiscent of her tacit understanding with Thein Sein, which is the main cause of the current deadlock. All this uncertainty might seem like good reason to postpone the election: Better that than risk seeing the military refuse to honor the results or a fullon confrontation over reform. But a delay is also an unattractive option for the generals, as it would hurt their standing, especially internationally. This quandary only goes to show that it isn’t the next election that should be considered a measure of Myanmar’s progress toward democratization. Rather, the real test is whether the country’s political elites can finally come to a viable power-sharing agreement. Short of such a deal, leadership vacuums on all sides will threaten the country’s stability even if the election takes place. Mirages, shadows, specters: the stuff of memory. How we remember, as nations and as individuals, is critical. I first began to think seriously about the ferocious force of the past as a war correspondent covering Yugoslavia’s destruction. The Serbs who threw hundreds of thousands of Muslims out of their homes had been whipped into a nation-
alist frenzy. They had been convinced by a cynical leader that these secular Bosnian Muslims, so recently part of the same country called Yugoslavia, indistinguishable in fact, were a reincarnation of the Turks of old, latter-day Ottomans determined to affix the crescent moon of Islam to the church spires of Christian Europe. When the past is suppressed, memory becomes explosive. Bosnians, Serbs and Croats re-enacted, in the 1990’s, the civil-war horrors of the 1940’s whose mention had become taboo under the clamp of Tito’s postwar Communist dictatorship. When the past is cultivated at the expense of the present, memory becomes a blind alley. Those keys to longlost Palestinian olive groves are now open-sesames only to further violence. The world may broadly be divided into areas that are captive of their pasts — the Balkans, the Middle East for example — and areas that are hard-wired to their futures — the United States and most of Asia. Europe, I think, lies some-

where in between. One of my sons lives in Vietnam. Whenever I am there I marvel at the graves among the rice paddies. It is a powerful symbol of the living and the dead mingling, present and past. It is an image of acceptance. Nobody wants to talk about the war in Vietnam that ended 40 years ago. How different from the dead of the Middle East, venerated as martyrs, martyrs of Islam demanding further sacrifice of life. Those celestial virgins have a lot to answer for. I love the lines of the Israeli poet Yehuda Amichai about peace only coming to the Holy Land when a Jerusalem guide tells his tour group: “You see that arch from the Roman period? It’s not important. But next to it, left and down a bit, there sits a man who’s bought fruit and vegetables for his family.” Fruit and vegetables, unlike that ancient arch, nourish a future. The past is there. We must understand it, our own, our community’s and our nation’s. Suppressing it will only be achieved at a price. That price is often bloodshed. But nor can we be consumed by the past, re-fight its battles or succumb to the sterility of vengeance. Not to remember, or to be overwhelmed by memory, are equally dangerous. Only through a balanced view of the past, conscientious but not obsessive, may we shun victimhood, accept divergent national narratives, embrace decency, meet our daily obligations, and look forward.

he boy was shoved onto the wooden vessel with hundreds of other Rohingya Muslims. For days, the 14-year-old sat with his knees bent into his chest, pressed up against sweaty bodies in the cabin's rancid heat. Women cradled coughing babies. The crew paced back and forth with belts and iron rods, striking anyone who dared to speak, stand up or even those who vomited from the nauseating stench and rolling waves. Rohingya have been fleeing persecution in predominantly Buddhist Myanmar for years, but that was not the central reason Mohammad Tayub ended up on the ship anchored off the coast of western Rakhine state two weeks ago. He said he was simply tricked by brokers, now capitalizing on poverty and a growing sense of desperation. Two men approached him while he was tending cattle, he said, offering him a job in Malaysia and saying that if he wanted to help earn money for his family, this was his best chance. They took him to the shore on the back of their motorbike, offering assurances he wouldn't have to pay for the boat ride. He hoped at least to go home, pack a bag and say goodbye, but by that time, it was already too late. "I'm never going to see my mother again," he thought when inside the ship, his body pressed up tightly against strangers on all sides. "I wanted to cry, but I knew I'd be beaten again if I did." Tayub had no way of knowing there is little chance of an exit for thousands of Rohingya and Bangladeshis stranded in the sea since a crackdown on human trafficking networks in Thailand earlier this month left the region grappling with a monumental humanitarian crisis. They are growing weaker each day as the navies of three Southeast Asian nations have pushed crowded rickety boats out of their respective waters, each nation fearing that any sign of acceptance could trigger a mass exodus that would swamp its shores. Survivors say dozens have died and an increasingly alarmed United Nations has warned that the boats could turn into "floating coffins." But that has not stopped brokers like the ones who approached Tayub in Myanmar. All are still eager to earn the $100 they receive from the ship's

magine the choice between throwing your fate into the hands of notoriously abusive human traffickers or staying in a place facing the highest risk of genocide in the world. This is the choice faced by hundreds of thousands of people from the Rohingya minority in western Burma today. The reality of their trials was brought to life for me recently in a crowded home of refugees in Malaysia, where an estimated 100,000 Rohingya have now fled. Each has a slightly different story, but the following accounts are fairly typical. Stage 1: Intimidation and Poverty Salim, a 30-year-old fish and vegetable trader in western Burma, is detained by local authorities and beaten — not for any crime, but for choosing to self-identify as a “Rohingya” during the 2014 census. The government of Burma denies the existence of Rohingya, choosing to label them as undocumented “Bengalis” from neighboring Bangladesh, despite the fact that many Rohingya can trace their origins in Burma back several generations. Local authorities tell Salim he has a choice: He can either pay for passage out of the country or face the risk of death. Bibi Khadija, 20, and her husband worry about the lack of food, medicine, and education for their children in the displacement camps they’re forced to live in. Some 150,000 Rohingya in western Burma have fled their homes since violent clashes erupted between local Rakhine Buddhists and Muslim Rohingya in 2012, disproportionately affecting Rohingya. They’ve been forced by the government to live in displacement camps that have been described as open-air prisons. Stories spread throughout the camps of the promise of a better life in Malaysia, encouraging Bibi Khadija to approach the wellknown “agent” in their camp. There’s such an agent in every camp, more than willing to help — for a price, typically the equivalent of $100 to $200.
captain for each body delivered regardless of what happens after they leave, according to Maung Maung, a community leader who has researched trafficking in camps in and around Sittwe, the capital of Rakhine state. The captains know they can earn more money — thousands of dollars per person from family members — once they leave the country's terrestrial waters. For those trapped inside the vessels until the crew is given the go-ahead to leave, the shore is tantalizingly close, a few hours away by boat. "I wanted to jump in the water and swim back home," Tayub said, "but the crew were all armed. I knew they'd shoot me." The government claims Myanmar's 1.3 million Rohingya are illegal migrants from neighboring Bangladesh, though many of their families arrived generations ago. Denied citizenship, they are effectively stateless and have faced violence and statesponsored discrimination for decades. After the country of 50 million started moving from dictatorship to democracy in 2011, newfound freedoms of expression lifted the lid off deep-seated hatred of the dark-skinned religious minority, making them even more vulnerable. Up to 280 Rohingya have been killed since mid-2012, and some 140,000 were chased from their homes by machete-wielding extremist Buddhist mobs. They now live under apartheid-like conditions in camps where they can't work, get an adequate education or receive medical care. They have been told there's little chance they will be allowed to vote in upcoming general elections and that those who cannot prove their families have been in the country since it gained independence from Britain in 1948 could face deportation or indefinite detention in camps. As result, more than 100,000 Rohingya and neighboring Bangladeshis have fled by boat in the last three years, the biggest exodus of boat people in the region since the Vietnam War, says Chris Lewa of the non-profit advocacy group Arakan Project. Now it is not just religious and ethnic persecution but abject poverty, desperation and greed within their own communities that have torn the social fabric and driven Rohingya to leave. Though police, navy and other government officials profit, the brokers themselves are almost all Rohingya. The Associated Press interviewed nine families whose children have been taken by traffickers. It also
interviewed six young victims, several community leaders and a smuggler in Sittwe. Maung Maung, one of the community leaders, rattled off names of more than a dozen men and women working full time to fill ships with human cargo. Residents were quick to confirm them, saying it's no longer a secret. The giant wooden vessel that carried Tayub was among five migrant ships bobbing last week in the Bay of Bengal that separates Myanmar and Bangladesh. The brokers promise men jobs and offer pretty young girls the prospect of marriage if they agree to board the ships. It may cost them nothing to board, but the migrants are unaware that they will be held hostage in jungle camps or at sea until their poor families somehow come up with enough money to pay their ransom. Activists also say some women end up being sold into prostitution. Until recently, the first stop for boats leaving the Bay of Bengal was Thailand, long considered a regional trafficking hub. Men, women and children were often held until brokers could collect up to $2,000 from relatives. Those who could pay continued onward, usually to Malaysia, because the Muslim country faces a shortage of unskilled workers. Those who couldn't come up with the money were sometimes beaten, killed or left to die. At suspected migrant camps in the mountains of southern Thailand, authorities have unearthed dozens of bodies from shallow graves since May 1. They have also arrested dozens of people, including police, politicians and a suspected trafficking kingpin. The crackdown, however, had the unintended consequence of spooking agents and brokers, who started holding the migrants offshore in overloaded boats. Fearing arrest, captains abandoned vessels, leaving thousands of men, women and children to fend for themselves on the open ocean. Off the Myanmar coast, Tayub and everyone else on the wooden boat seemed destined to meet the even more uncertain fate once the vessel left, though it was unclear to those on board what they were waiting for. As the number of passengers climbed to about 300, they were convinced the ship would soon set sail and their families would never know what had happened. Some were able to leave, but only if they could somehow pay the brokers anywhere from $100 to $300 to disembark. On Tayub's 12th night on board, he heard a boat pull up and loud voices. He was shocked to hear someone call, "Come out people from the Sittwe area!" He rushed to the deck with 13 other boys and girls, tripping between the bodies and legs of the other tightly packed passengers. The kids didn't know it then, but their parents had learned what had happened and paid a local community leader to rescue them. They argued, negotiated, and eventually, after handing over hundreds of dollars, the ship's broker let them disembark. When they arrived at shore hours later, eyes red from crying and their stomachs concave after days of eating nothing but a few handfuls of rice and slices of potato, they rushed to their parents' arms. Some said they knew when their children disappeared that there was only one place they could be: the ships. Every village and camp in the area had stories about missing children or relatives and friends. "When we left from the ship, the rest of the people were crying and shouting," Tayub said. "They wanted to go home, too." Instead, he said, the crew beat them, and shot their guns in the air to shut them up.

Nine will succumb to the beatings and be dumped into the sea along the way. Four others will die of starvation.
Stage 3: Hell in the Jungle After over a month at sea, Bibi Khadija and her family arrive in Thailand and are forced to march for two days and two nights, deep into the jungle. They will remain there in a trafficker camp with hundreds of others for more than three months. There are thousands of Rohingya in dozens of camps in Thailand, described as “tropical gulags” in a Pulitzer Prize-winning Reuters report from a few years back. at the beginning of the trip does not apply here. They’re beaten daily until they can get word to relatives to pay between $1,000 and $2,000 for their freedom. If after six or seven months no money arrives, they’re beaten and discarded or sold to rubber plantation owners. Salim describes living with some 800 other people under a leaky plastic sheet and surviving off daily rations of just a little bit of rice. After several months, he’s able to reach relatives who pay for his release. For the women it’s often worse. Salim tells of a beautiful woman he traveled with who was sold into prostitution. Sex trafficking is an all too common fate for the Rohingya refugees. Sitting before Bibi Kadijah, the reality of the horror comes shockingly clear. She averts her eyes, revealing in a near whisper that she’d been raped by the traffickers. A dark mass of broken blood vessels covering the left side of her face bears testament to the recentness of the traumatic experience. Sexual assault is another all too real and all too common fate for the women who take the voyage. Stage 4: Exile After months in the traffickers’ camp, Salim is able to get word to family members in Malaysia, who send nearly $2,000 for his release. He’s been in Malaysia for two months now but has lost contact with his brother, who will remain in the hands of the traffick-
ers until he can get word to his family. “I am ready to pay,” he tells me. “I just need to hear from him.” In Malaysia, Salim finds a network of support from other Rohingya exiles, but faces the daily threat of detention as an illegal immigrant or exploitation by corrupt authorities who demand bribes. A spokeswoman for the office of the UN High Commissioner for Refugees has said it receives “regular reports of abuse, intimidation, and exploitation of Rohingya refugees” in Malaysia. Bibi Khadijah and her family arrived in Malaysia just days ago. They now share a small house with two other Rohingya families — a total of 16 people sharing three rooms, one kitchen, and one bathroom. They face severe challenges in obtaining education and health attention. And like Salim, they live with the daily threat of detention. The Lucky Ones? The people I meet in Malaysia are the lucky ones. They have family who were able to pay for their freedom or were fortunate to escape when a police raid scattered the traffickers. There is a community of support here and a government that, while not exactly welcoming, does not seem intent on their eradication. As one aid worker helping the Rohingya tells me, there is much that needs to be done to help the Rohingya in Malaysia, but the ultimate solution to this crisis must be in Burma. The government in Burma must recognize the Rohingya as a people with rights and hold accountable anyone who would persecute them. As I absorb the stories of these various families, I ask each a final question: Given all of the dangers they’ve risked, from drowning to rape and beatings, would they recommend the journey to those still in Burma? Without hesitation, they all answer yes. The names of the refugees have been changed to protect their identities.
The Shame of Endlessly Depending on Delhi

ur Naga ancestors were men and women of honor. Begging was unknown. To be without a job or being lazy at work was considered a very shameful thing. Having high work ethic, they were very industrious and hardworking. Self-sufficiency was a deep value for them. For example, any family which could not produce enough rice to feed everyone in the family for an entire year and thus had to buy rice from “Tephriemia” (an Angami word for Indian people) was considered very embarrassing. Even when a poor man was given something free from a fellow villager, he would always seek to return the kindness in due time. In short, our ancestors guarded against dependency by adhering to a deep sense of honor or shame. The practice of self-sufficient living is dead and gone amongst the Nagas today. So is our sense of honorable living through honest means and hard work. As a society, we have come to depend on the financial aid and free services from Delhi for our daily survival. Many thanks to our shameless politicians who have led us into this sad state of economic dependency! What do we mean by economic dependency, anyway? In politico-economic sense, it means the lack of capacity to control the economic system or the productive processes of a society so that the said society has to depend on outside leadership to come up with economic plans and supply funds for it economic needs. What is the major cause of economic dependency in Nagaland? Some may assume that it is the lack of industries. But I think the underlying reason is idea-bankruptcy of our elected leaders or their lack of vision, to be more specific. Our leaders are unable to come up with pro-growth economic policies of their own for Nagaland. Hence, they look to Delhi for help and depend on outside decision makers. Our politicians’ much talk about India’s Look-East Policy is a classic example. Also, now another one of Delhi’s promises that we are already beginning to put our dependence on is this: that Modi’s government is planning on creating two million jobs in North-East India by 2022 and so we hope that this will somehow significantly solve our youths’ unemployment problem in Nagaland. In the meantime, our politicians are still increasing the size of our over-bloated bureaucracy through backdoor appointments. Also, they have continued to perpetuate a welfare system of government that eats and drains our economy, thereby aggravating our economic dependency. They have neither taken steps to eliminate waste and inefficiency nor have freed up local resources for investment in infrastructural development. For all these reasons, and more, we are always short of funds and consequently staying dependent. How long can we go on depending on Delhi’s financial aid? Perhaps an abrupt and total stop is not to be commended. Even as an alcoholic requires gradual withdrawal from the problem of his addiction, we would likewise require a gradual cut-down in our dependence on outside aid. But learning to stand on our own is something we must do as fast as possible. To be fair, not all economists view foreign aid negatively. For example, Jeff Sachs, an economic advisor on behalf of the United Nations, advocates the crucial role foreign aid can play in helping poor countries around the world. But still, he too would emphasis the critical need of government transparency in the handling of foreign aid and that (aid) too, for a limited period. Other well-known economists like Dambisa Moyo, Leon Louw, and William Easterly take a more radical position. They would argue that ample evidences exist to suggest that foreign aid does more harm than good in most cases. In conducting a comparative research of foreign aid to developing countries with their growth rates for a 40-year period, William Easterly discovered that countries with less aid outperformed those with more. His finding also implies that the reverse is true---that is, more aid, less growth. An obvious concern about aid is that it seldom goes directly to the impoverished people. Rather, external aid is always passed from one government to another government, which means that the recipient government has an incentive to maximize its destitution rather than minimize it. As such, the better the politicians are at causing poverty, the more they are rewarded. (Sad to say, even some of our road contractors apply a similar trick: they do construction work poorly so that the same need will reoccur after two or three years and they are awarded more contract work again.) All these go to show that the mixture of outside aid and corrupt local politics only perpetuates the dependency problem rather than solves it. So, what then is a good solution to economic dependency? According to Easterly, the answer lies in the development of one’s own economic policies. In other words, domestic policies, not foreign aid or even one’s own natural resources, are the real determinants of prosperity. And this is good news for us because it means that prosperity is a matter of choice: we can decide whether to stay dependent or become prosperous, and whether to do so slowly or fast. Obviously, we all want to overcome the problem of economic dependency and become prosperous. For this to happen, we need to develop good economic policies in regard to poverty reduction, wealth creation, and employment generation. And, of course, good policies without good governance are meaningless because the success of any policy depends on whether or not the government follows up with implementation. If we are to follow how successful countries do, our economic growth strategy must be anchored on the private sector as the engine of growth. When the market is free and the incentives are right, people can find ways to solve their own economic problems. In this sense, they do not need handouts even from their own government. As for the role of government, it is best to serve as the enabler, the facilitator, and the regulator. Does this mean that we should stop getting any assistance from India? That’s not exactly what I mean. My point is basically this, though: rather than always looking to India for financial handouts and bailouts, we need to tap into the knowledge-wealth of the Indian people like economists, educationists, scientists, engineers, architects, urban developers, industry experts, mechanists, information technologists, innovators, herbal researchers, businesspersons, and much more. This kind of people may not hand us free money or feed our hungry stomach, but they can help us with something much better---that is, teach us how to “fish for ourselves” so that we can someday support our own selves and stand on our own feet with our head held high among the rich nations.

No end to standoff: Jung cancels postings, Kejriwal writes to Modi
New Delhi, May 20 (iaNS): The turf war between the AAP government and the Lt. Governor escalated on Wednesday, as Najeeb Jung cancelled all transfers and postings of bureaucrats done over the past five days by the Delhi government, and Chief Minister Arvind Kejriwal wrote to Prime Minister Narendra Modi accusing the Centre of trying to run his government by proxy. The central government, however, distanced itself from the controversy, saying Kejriwal and Jung should meet to sort out their differences. Home Minister Rajnath Singh met President Pranab Mukherjee on Wednesday, but denied that the standoff came up in the meeting. "The LG and the chief minister should sit together and find a solution," Rajnath Singh told reporters after his meeting with the President. In his letter to Modi, Kejriwal asked the prime minister to let his democratically elected government "function independently". 'Allow city government to function independently' New Delhi, May 20 (PTi): Taking his fight against the LG to Prime Minister Narendra Modi, Chief Minister Arvind Kejriwal today asked him to allow the city government to function "independently" even as he accused the Centre of trying to run the Delhi administration. In a letter to Modi, Kejriwal mentioned the posting and transfers made by Lt Governor Najeeb Jung and said the elected government must have a say about distribution of work to senior officials. "In Delhi, Central government is trying to run government unconstitutionally through the Lt Governor. Let Delhi government function independently," Kejriwal said in the letter to Modi. through Jung. The letter came a day after Kejriwal and Deputy Chief Minister Manish Sisodia complained to the President that Jung was interfering in the working of the AAP government. Earlier on Wednesday, Sisodia held a meeting with bureaucrats and told them that orders of the Delhi government should be followed. Diabetes screening in India futile: Indian American scientist waShiNgToN, May 20 (iaNS): Widespread diabetes screening in India is ineffective and glucometerbased screening tools are unlikely to meet effectiveness criteria, Indian American scientist Sanjay Basu from Stanford University and his team has found. The findings suggest that large numbers of false positive results are wasting financial resources in India. "Improving instruments to reduce false positive screens, preparing the health system for very substantial confirmatory testing demands and identifying how to deliver efficacious treatment, are three priority areas," explained Basu, assistant professor of medicine. Basu uses mathematical models, statistics and data analysis to battle chronic disease in the developing world, including India. For the new study, the researchers developed a micro-simulation model -- a computer model that operates at the level of individuals - to investigate the implications of using alternative screening instruments to identify people with undetected diabetes across India. Depending on which approach was used for screening, between 158 million and 306 million of the 567 million Indians eligible for screening would be referred for confirmatory testing. "However, between 126 million and 273 million of these high-risk individuals would be false positives; only between 26 million and 37 million would meet the international diagnostic criteria for diabetes," the authors wrote. The researchers estimate that the cost per case found would vary from $5.28 (Rs.336) for random glucose screening) to $17.06 (Rs.1087) for a survey-based screening instrument. Finally, they estimate that the total cost for screening the eligible population would be between $169$567 million. The findings of poor test specificity are consistent with results from s mall, regional trials in India. Here, study limitations include the uncertainty of modelling a large, diverse population and of forecasting costs. Diabetes is becoming increasingly common, particularly in rapidly developing countries like India, but most people with diabetes are unaware that they have the condition. "Focusing on symptom-based screening and on improvements to diabetes treatment might better serve India's population," the authors suggested. Basu's efforts won him the $100,000 George Rosenkranz Prize for Health Care Research in Developing Countries in 2014. The award has helped fund Basu's large-scale data collection project in India to improve Type-2 diabetes screening in the country, leading to better treatment and detection of the disease. The study was published in the journal PLOS Medicine.

Say Aadhar not mandatory for voting, Election Commission urged New Delhi, May 20 (iaNS): CPI-M general secretary Sitaram Yechury on Wednesday urged the Election Commission to reiterate that Aadhar Card will not be mandatory for voting in elections. Yechury said in a letter to Chief Election Commissioner Nasim Zaidi that voters who had provided details of their Aadhar card to Election Commission officials had been told they no longer need to produce their electoral cards while casting their vote. "Though the Election Commission has some time ago clarified that the Aadhar Card details are voluntary and not a compulsory requirement for being enrolled on the voters list, this practice as I mentioned above seems to suggest that the (poll panel) has decided in making the Aadhar card as a mandatory requirement for the exercise of franchise," he said. The Communist Party of India-Marxist leader recalled that the Supreme Court had ruled that the Aadhar card cannot be made compulsory in elections. "Under these circumstances, it is indeed very strange that the electoral officers are conducting such an exercise conveying such an impression," he said. Yechury also said that the data collected by the Election Commission and linking it up with the Aadhar card of every voter "is a huge data base, possibly the largest data base in any country of the world, which could be put to illegal use for discriminating against a section of bonafide citizens on grounds that are patently proscribed by our constitution.
No conclusion drawn on IAS officer's death: CBI beNgaluru, May 20 (PTi): Investigation into the death of an IAS officer here, which had stirred a huge controversy over circumstances surrounding it, was still underway and no conclusion had yet been drawn on it, the CBI said today. The clarification by CBI came amid reports that its preliminary probe had found that Ravi, had committed suicide over some alleged real estate transactions involving him. "In reference to reports in certain section of media regarding CBI concluding its investigation in DK Ravi's case, CBI would like to state that all aspects/hypotheses relating to the unnatural death of DK Ravi are being inquired into. The matter is under investigation and no conclusion has yet been drawn on the matter," CBI sources told PTI.

New Delhi, May 20 (iaNS): A court here on Wednesday allowed Delhi Police to conduct lie-detector tests in the Sunanda Pushkar murder case on three suspects, closely associated with her husband and former union minister Shashi Tharoor. Metropolitan Magistrate Sunil Kumar Sharma, during an in-camera proceeding, allowed police to conduct the polygraph test on three suspects after the trio give their consent. Police had last week moved an application seeking a lie detection test for the three suspects -- Tharoor's domestic help Narayan Singh, his driver Bajrangi and his friend Sanjay Dewan -- in the murder case. According to sources, the court directed police to inform the suspects two days before the date of conducting the lie detector test. It also directed police to allow the presence of the lawyers of the suspects during the process. The lawyers must remain in the premises where the test is conducted, where they can hear the statements of their clients, the court said. Sacramental wine: Catholic Church in Kerala courts controversy ThiruvaNaNThaPuraM, May 20 (iaNS): The Catholic Church in Kerala, which has supported the government's steps on prohibition, has courted controversy by seeking permission to increase the production of sacramental wine. The Syro Malabar Church in Kochi is hogging the headlines on TV channels since Tuesday after it became known it had applied for an increase in the production of sacramental wine or mass wine. Paul Thelekat, spokesperson of the Syro Malabar Church at Kochi, told IANS that a mountain is being made out of a molehill. "Yes, we had applied for increase in production of sacramental wine used during our mass. Our diocese currently has an annual production of 1,500 litres of wine, which was last increased over 20 years ago. This time we
have applied for 5.000 litres," said Thelekat. About the reason for seeking the increase Thelekat said there were many. "Look, the number of churches in our diocese has gone up dramatically in the past two decades. Hence there are more members which leads to more religious functions. So it natural that our requirement of wine will increase" said Thelekat. Sacramental wine is made from grapes and used in celebration of the Eucharist (Lord's Supper or Holy Communion). While the Catholics are very particular about the use of wine, the Thiruvalla-headquartered Mar Thoma Church is not. An official of the Mar Thoma church who did not wish to be identified told IANS that they use dry raisins and pour a little water and keep it overnight.
"The next morning just before the service, it is mashed and the liquid is used as wine and is given to our laity. The rest is equally shared by the priest and his assistants. Now-a-days in many of our churches, to make things easy, we use grape squash," the church official said. Sources in the excise department have confirmed that the application from the Kochi dioceses of the Syro Malabar church has been received. All the necessary procedures are complete and they will be permitted to increase the production of wine from 1,500 litres to 5,000 litres annually. The Catholic Church, in particular, has been very vocal that the Oommen Chandy government go ahead with its policy to achieve total prohibition by 2023 in the state.

Food inspectors order recall of Maggi noodles, says excess lead found New Delhi, May 29 (reuTerS): Food inspectors have ordered Nestle India to recall a batch of Maggi noodles from shops across the country, saying the product contained dangerous levels of lead. The Food Safety and Drug Administration (FDA) in Uttar Pradesh said high lead content was found during routine tests on two dozen packets of instant noodles, manufactured by Nestle in India Two FDA officials said all the packets of instant noodles tested in the state-run laboratory were contaminated. They found a lead concentration of 17.2 parts per million (ppm), nearly seven times the permissible limit. The FDA officials said the acceptable limit of lead ranges between 0.01 ppm and 2.5 ppm. The scientists also found high levels of added monosodium glutamate (MSG), a taste enhancer, in the noodles. "Maggi instant noodles contained dangerous amount of lead and MSG. We had to immediately issue orders against the company," D.G. Srivastava, deputy inspector general of the FDA in Lucknow, capital of Uttar Pradesh, told Reuters. Nestle India, a subsidiary of Swiss-based Nestle SA said it had strict safety and quality controls in place for all raw materials used to make Maggi noodles. "We do not add MSG to Maggi Noodles, and glutamate, if present, may come from naturally occurring sources. We are surprised with the content supposedly found in the sample as we monitor the lead content regularly as a part of the regulatory requirements," it said. A company spokesman confirmed Uttar Pradesh had ordered it to withdraw the batch dating back to March 2014, but added the items concerned had either already been consumed or were beyond the sell-by date, making the recall difficult. Srivastava said his team collected more than two dozen packs of instant noodles from stores across the state and tested each pack separately before making the findings public adding they had approached federal food inspectors in New Delhi to launch a wider investigation of the noodles.

Malaysia, Indonesia to offer temporary shelter to migrants Putrajaya, May 20 (aP): In a major diplomatic breakthrough that could ease Southeast Asia’s migrant crisis, Indonesia and Malaysia offered Wednesday to temporarily take in thousands of people who have been stranded at sea but appealed for international help, saying the crisis is a global, not regional, problem. The reversal in their positions, after weeks of saying the migrants were not welcome, came as more than 430 weak, hungry people were rescued — not by navies patrolling the waters but by a flotilla of Indonesian fishermen who brought them ashore in the eastern province of Aceh. One of the fishermen who led the rescue effort said that when he spotted the migrants’ green wooden trawler and saw the people on board screaming for help, he began to weep. “As we came close, I was shocked. I saw them crammed onto the boat. It left me speechless and I broke down in tears as I watched them screaming, waving their hands and clothes,” said 40-year-old Razali Puteh. Burundi: Parliamentary polls Israeli PM calls off West Bank bus segregation postponed to June amid unrest BujuMBura, May 20 (aP): Burundi President Pierre Nkurunziza has postponed parliamentary elections for a week from May 26 until early June, as police on Wednesday battled hundreds of protesters, wounding at least one person, in continuing unrest over the president’s bid for a third term in office. The parliamentary elections will be held on June 5 in the decree signed on Tuesday, Willy Nyamitwe, the presidential adviser for media, told The Associated Press. Nkurunziza’s decision to delay the elections followed requests from the electoral commission, opposition politicians and the international community, said Nyamitwe. The postponement comes after a failed coup last week which was triggered by weeks of unrest over Nkurunziza’s effort to extend his time in power. Police were back on the streets Wednesday battling protesters, who have continued to demonstrate despite Nkrurunziza’s order for an end to the street actions. At least 15 protesters have died since the protests began more than three weeks ago when the ruling party announced Nkurunzinza would stand for another term. On Wednesday police shot tear gas canisters and live bullets, some from belted machine guns, mostly in the air, in the unrest hotspot of Musaga, a neighborhood of the capital, Bujumbura. Army personnel remained in the area did not intervene. jEruSaLEM, May 20 (aP): Israeli Prime Minister Benjamin Netanyahu on Wednesday called off a proposed plan to segregate Palestinians from Israelis on West Bank buses, overruling his own defense minister following a flurry of criticism in an attempt to avert the first crisis of his new government. An official in the prime minister’s office said Netanyahu called Defense Minister Moshe Yaalon to tell him he found his proposal “unacceptable” and the two then decided to freeze the plan. Yaalon had launched the threemonth pilot program following repeated complaints from Jewish settlers who ride the buses and say the Palestinian workers constitute a security threat and harass female Jewish riders. Thousands of Palestinians enter Israel for work each day from the West Bank and often return home in buses alongside Jewish settlers. The Palestinian laborers all have security clearance and special permits, but the proposed change would have forced them to return home through the same checkpoint they entered and prevented them from riding West Bank buses alongside Israelis. Critics derided the plan as racist and said it would harm Israel’s image, which has already been under pressure because of its continued settlement activity in the West Bank. Israel captured the West Bank from Jordan in the 1967 war and Palestinians want it as part of their future state.

“The separation between Palestinians and Jews on public transportation is an unnecessary humiliation and a stain on the face of the country and its citizens,” opposition leader Isaac Herzog wrote on his Facebook page. “It adds unnecessary oil to the bonfire of hate against Israel in the world.” Zehava Galon, leader of the dovish Meretz party, went further, saying, “This is how apartheid looks.” The proposal even came under fire from backers of the settlements, who said it did not promote their cause and created undue damage to Israel’s image. Netanyahu quickly reversed course amid the criticism, marking an inauspicious start for a government that took office this week and has held exactly one cabinet meeting. Netanyahu’s narrow coalition is dominated by hard-line lawmakers aligned with the West Bank settler movement. In particular, the heavily pro-settler Jewish Home party managed to drive a tough bargain during coalition negotiations — with party members securing appointments as education minister, agriculture minister, justice minister and deputy defense minister. Their support for further settlement construction, and their opposition to peacemaking with the Palestinians, has set the stage for likely clashes between Israel and its Western allies. Meanwhile, a Palestinian attacker in a vehicle ran over two police officers in east Jerusalem, police said. Police spokesman Micky Rosenfeld says said officers on the scene opened fire at the attacker and killed him. The two police officers were lightly wounded and evacuated to a hospital. Educate the public on the Naga case
T
he Government of India today (2015) is in a Ceasefire with the National Socialist Council of Nagalim only among the many Naga militant Groups for the last 18 years in search of a solution to the Naga Political Case. India had the 1964 Ceasefire Agreement -the Federal Government of Naga National Council still honors- unilaterally abrogated and recently its Ceasefire with the Khaplang Group of the NSCN has been terminated, but it claims repeatedly it will consult all the sections of the people before a final decision on the Issue. The Aim of the Cease Fires, is to find a solution to the long standing Political Case between India and the Naga. The Naga fought the colonial British from 1832 to 1879 and as Mahatma Gandhi in 1921, for the first time, demanded a "Constitution of India written by the people without any outside Interference"; the Naga in 1929 petitioned the Simon Commission, set up for the political Reformation in India, "to leave the Naga alone as we were before" when the (foreigners) found them. A white Missionary, in the 19th Century asked a Villager for a piece of land, in the now Mission Compound, Kohima for the use of his Mission. The Villager said: "Yes, you can use the place but when you leave, my Land will revert back to me". The Missionary answered: "Certainly; I will not take your land to America"! Sir Akbar Hydari, the Governor of Assam, on behalf of India, in 1946, signed a 9-Point Agreement with the Naga National Council envisaging the Naga to govern himself for a Period of 10 year, at the end of which, according to the Government's version, there would be negotiation for further arrangements. The Government's version did not intend Naga Hills to be provided the dispensation of a complete whole Unit but just a part of another. The NNC differed with the Government's interpretation and immediately sent a Telegram on 14th August 1947 stating: "Naga hills cannot be considered part of the Indian Union until heads of the proposed agreement between the Governor of Assam and the Naga National Council is accepted to the letter for execution, with No. 9 modified as 'at
the end of this period the Nagas will be free to decide their own future'". Some Naga Communities were willing to accept the Government's Version of the 9-Point Agreement but the NNC's core workers perceived the deepest desires of the Naga and steadfastly stood on the Ground of the Naga desire and refused the Government's Version. To bolster its statement, the NNC embarked upon a completely unprecedented and unheard of Action. It decided to have Plebiscite by the Public to demonstrate the Naga's desire to live his own live, his own Way. All political functions of the people are performed by Office Bearers of the Organization on behalf of the People, but two astounding Actions of the Naga Case were performed, not by the NNC Leaders alone, but by every Man and Woman of Age himself and herself together on his and her own free will. The two actions are: i. The Naga Thumb Impression Plebiscite of 1951 and ii. The complete Boycott of Independent India's Ist Parliamentary Election in 1952. These two democratically performed actions by every Man and Woman of age, each singly on his or her own Free Will but together, not by the Office Bearers alone on behalf of the People, but by all the Citizens; stand out indelibly and historically, head and shoulder above any other actions of the Naga ever. No Naga Functionary or Representative of any Organization today or in future can overrule these 2 Actions, without the consensual mandate of the People! In the Naga Plebiscite of 1951, all Naga Groups are universally One. Today some Naga Communities may like to accept a Nagalim (Greater Nagaland) version of a State of India if Nagaland is appended to it. This is unacceptable to Nagaland in view of the unequal political equation of the Naga in the States. Any future political arrangement less than already available for Nagaland is unacceptable to Nagaland. Nagaland stands for more Constitutional Provision than is already in existence and nothing less. It is apprehended the NSCN(IM) may demand amalgamation of Naga-
land with other Naga Areas of Arunachal Pradesh, of Assam and of Manipur in a new Arrangement, in the Interest of the Naga of the other States or in its mutual Interest with India. The political position of Nagaland is already in an incomparably high Status than found in any other States of India. This Special political Status can not be compromised to please the IM or Government of India or any of the other Naga in general. The Political Status of the Naga of Myanmar is also a completely different story. The Naga Areas there is territorially of a Separate Foreign Sovereign Nation of Myanmar and India has no Say on the Issue there. If it does, it will be in gross violation of internationally accepted Norms. Everybody knows what is impossible is not possible to integrate a foreign area to India, sovereign Independent or not. India cannot make decision for the People or for the Land outside its Constitutional Boundary. It is not much of a difficulty for India to create a New State out of its own Territory. Quite a few New States in India have been created out of old States or in amalgamation of parts of several States. Haryana and Punjab were separated into two States in our own days; Nagaland was created in 1963; 20 years latter, Mizoram, Meghalaya, Arunachal, Manipur, Uttaranchal, Chatisgarh were created and recently two new States came out of Andhra Pradesh in the South of India. Over populated Uttar Pradesh may be divided into several States in the future to facilitate quicker development. There is no bar to creation of new State in India. But what the Naga desires, is not for a new Nagalim State of India, nor Naga Areas of other States amalgamated to Nagaland forming a new UNITED NAGA STATE with much lower political Status than what Nagaland already has. Nagaland is already a special State and in matters of Criminal Procedure for Justice, Land and its Resources, the State is almost sovereign in these two Subjects. It is constitutionally provided the Indian Parliament would not make any Law on the two Subjects unless the State Assembly so desires. Rejoinder to ‘Political Heresy in Nagaland’ by Thepulhouvi Solo
M
r. Thepulhouvi Solo has the courage of telling truths of others and society, the kind of truths others often would choose to stay away from. He seems to be having prophetic insight about everything and anything. You name it and he seems to have it. Because of his seemingly extraordinary gift of perceiving truths, he can even boldly and prophetically declare and warn the heresies in our society. Such a man, if not examined from time to time, has the potential of causing harm to society because not everyone will take time to study his motive and urge of truth-telling. Very rarely one sees in his writings a personal plea or desire for a transformed society. On the contrary, he writes, as a matter of habit, with much cynicism and sarcasm. He could have been a prophet of great value to our people had it not for this excessive indulgence – fault finding and deriving pleasure out of it instead of mourning and pleading for those he faulted. That’s not all. Any critical reader will notice in his writings ample food for feeding division, hatred and suspicion in the minds of our people. Take for instance his recent article “Political Heresy in Nagaland” in local dailies. He writes with unacceptable prejudice and assumption, “The way people from the East are used to contest, to contend, to protest, to fight, to move forward, to compromise, to offer apology, to sacrifice, to withdraw and to surrender, appears to have been the acts of artful, powerful wealthy people of cleverer characters than the simple, trusting, honest but naive and fools from the East…
as long as naive, credulous, trusting fools are available, others more wealthy and hence more powerful and clever will continue to use them as Pawns.” Is it fitting to call our fellow brothers and sisters with detached identification label “people from the East?” Who are these ‘people from the East” in his opinion? “Simple, trusting, honest but naive and fools” with further qualifications, “credulous, trusting fools” who are no more than “Pawns” to be used by others. In his judgment, leaders from the so called “people from the East” are basically mere pawns whose qualification as leaders are doubtful and so he goes on to discredit them: “Nagas cannot expect much from them” [“them” also includes other NNC leaders who rejected Adinno’s leadership]. What healthy purpose does his writing serve by defining a section of people this way, as fools and pawns except to sow seeds of mistrust and division? He seems to be hiding certain truth in the pretext of revealing great truths about our political situation. Doesn’t this make him a heretic in his own term? The manner in which he depicts the socio-political scenario is quite reminiscent of the Indian intelligentsia. The Indian leaders and media used to say that Phizo and other NNC leaders are misguiding the Naga public. In other words, they are saying that the Naga public is as dumb and stupid as to be disillusioned by the NNC leaders. Were the Indian leaders and media right in portraying us in that manner? Did we give our mandate to Phizo and NNC because of our ignorance or because of our belief in
freedom? How different is the language and intent of Mr.Solo from those of the Indian intelligentsia in his characterization of our political situation? What makes him think that “people from the East” are too honest and naive to understand nationalism and politics? Mr. Solo writes as though he has issues to pick with Naga nationalism. It is time he makes himself clear to the Naga public. He should tell the national workers to stop deceiving the people saying that their principles, values and beliefs in freedom are all wrong or that the whole idea of Naga nationalism is evil in itself. However, if Nagas are doing the right thing with our commitment to and pursuit of nationalism, he should examine his own soul as to how much he contributed his service, knowledge and wealth towards our national struggle. He should stop acting like those proverbial Pharisees who would miss the plank in their eyes and notice the specks of dust in the eyes of others in their self-righteousness. Unless he is against the Naga Plebiscite of 1951 and against his own people, it may be pointed out that his clan, his village and his tribe too have taken a solemn vow to defend Naga freedom and rights. In as much as he has inherited his identity and heritage from his people, he is bound by the vows of his people in the true Naga traditional sense unless he disowns himself as a Naga for reason best known to himself. FREE AND FAIR ELECTION IN NAGALAND

n election, the usual assertion is “free and fair” election, but the problem is the uncontrollable situation resulting in malpractices in various forms. Sometime even violence is erupted. One of the problems is election trade. Giving money to voters for buying votes is competitive among the candidates and voters take advantage of it and under such compelling situation each candidates is bound to spend up to the tune of Rs. 30, 40 crores. Such undesirable but unavoidable election trade is going to be as a complicated cultural problem. In every constituency, the candidates are well known to the public. They cannot make themselves different men and women during election time. The general publics are at liberty to choose any one of them according to their own choice in decorum. It is free and fair election. But giving money to buy vote and accepting money to cast vote in favour of it is an offence. It is a matter of
bribery which is a sin. It is unfair, unjust and indecent. So the practice of buying votes and selling vote should be condemned and abolished. This neo election system which is a commercialized system of election or election trade, self-doomed enslavement, a black game to ruin the future of the people should never be allowed to pass on to the future generations. Can such thing be trivialized or taken for granted? Now all sober men and women should rise up and oppose it together as one man and put it to an end to deliver our people from such quagmire. In Nagaland context, most of the population is Christianity. Every Naga is a member of a church congregation and above church congregations, there is a village and every man woman is subject to his or her church congregation and the village. So every congregation as well as the village has authority and capability to take control of every man and wom-

So if the people at grass root level are educated and awareness is created about the dire need to get rid of the evil practices and to bring about a change, it will never be a failure. It has to be a people’s movement of the state which is to be supported by all Tribal Hohos and Church organizations or Councils. The goal is “FREE AND FAIR ELECTION” basing on THE FEAR OF GOD. The greatest gain is pleasing God and the greatest loss is displeasing God. Anything which is good and right is the will of God and anything which is bad and wrong is against His will. Christ said, “Be perfect, therefore, as your heavenly Father is perfect.” (Mat.5:48). Do anything in the fear of God and expect the greatest thing. Rev. L. Suohie Mhasi.

he new &TV show, ‘The Voice India’,which will feature many noted Bollywood singers, will promote "unconventional" singing talent, musicianactor Himesh Reshammiya, who will be seen playing a coach in the show, said at its launch here on Tuesday. Hosted by actor Karan Tacker, the Indian version of the internationally-acclaimed TV show "The Voice", which will be aired from June 6, will see Himesh, Shaan, Sunidhi Chauhan and Mika Singh as coaches, who will lead their respective teams to finale through three phases Blinds, Battles and Live. "The concept of 'The Voice' has received acclamation worldwide. The show will have blind auditions where the coaches will pick contestants without seeing them. It will be a unique concept for the Indian audience," Himesh said. "I've given space to many newcomers through the reality shows that I've been part of. As a composer, I'm looking out for some unconventional voices in this one," he added. Mika and Sunidhi were also present at the launch ceremony along with Himesh. However, Shaan could not attend it as the 42-year-old singer is currently in the US. ‘Baa’ Sudha Shivpuri passes away at 77
Popular television face Sudha Shivpuri, known for her role of ‘Baa’ in ‘Kyuki Saas Bhi Kabhi Bahu Thi’ has passed away this morning, reports suggest. The senior actress was 77-year-old and had been keeping unwell for quite some time. In 2013, the veteran theatre and film actress, had suffered a stroke and was admitted to a hospital in Mumbai where she was kept in the ICU. However, she regained her health and was fine after all. Reports suggest that due to agerelated illness, the actress bid goodbye to everyone this morning. More updates are awaited.

Actor Josh Duhamel hosted a relief run in California over the weekend to raise money for victims of the recent massive earthquakes in Nepal. The Transformers star organised the one mile run/walk at Santa Monica Beach with the This Time Foundation, as they raised funds for the Nepal Red Cross Society and US Doctors for Africa. Duhamel also took part in the event, and took to Twitter.com after the run to thank all those who came out to support the cause. Earlier this month (May15), two huge tremors left a trail of devastation in Nepal and claimed the lives of more than 8,000 victims.

MUMBaI, May 20 (PTI): Out of favour for more than two years, veteran off-spinner Harbhajan Singh on Wednesday staged a comeback to India's squad for the one-off Test match against Bangladesh while the ODI team was also kept full strength for the short series. The 34-year-old Harbhajan, who has bowled well for Mumbai Indians in the ongoing Indian Premier League, was rewarded with a berth in the 15-member squad to be captained by Virat Kohli. Barring Harbhajan, there were no major surprises in the squad announced by BCCI secretary Anurag Thakur after a meeting of a five-member selection committee which lasted for more than an hour. All-rounder Ravindra Jadeja was dropped from the Test squad while Mohammed Shami, who is recovering from a kinee surgery, has been left out of the ODI side. Mumbai medium pacer Dhawal Kulkarni has replaced Shami in the ODI squad. Kulkarni has played only four ODIs so far and has taken 8 wickets.
Contrary to speculation about top players being rested, the panel headed by Sandeep Patil decided to go with full strength squads for both the one-off Test and the three ODIs starting June 10 in Fatullah. The three ODIs will be played on June 18, 21 and 24 in Mirpur. "Harbhajan has been discussed earlier as well. The selection committee has picked Harbhajan due to the strength of Bangladesh batting especially the number of left-handers they have. It was decided that Harbhajan should be there for these reasons. Captain Virat Kohli's opinion was also taken on this," Patil told reporters. Harbhajan last played a Test for India in March 2013 against Australia in a home series. The temperamental spinner is the third highest Test wicket-taker for India with 413 scalps to his credit in 101 matches. The Test team has no place for veterans such as Virender Sehwag, Gautam Gambhir, Yuvraj Singh and Pragyan Ojha. "There was no discussion on Yuvraj Singh. It will
be difficult for me to say, who all were discussed. Whoever we felt, the captain and the selection committee, we discussed," Patil said. "When we pick somebody, the selection committee represents each and every cricketer of the country. We don't have emotional angles, we don't have emotional attachments. We look for performance and the fitness and the combination. "Everybody reported fit except Mohammed Shami and he will be available after four weeks. Monaco, May 20 (IanS): Formula 1 driver Lewis Hamilton on Wednesday signed a new three-year contract with reigning constructors' champions Mercedes, a deal which is reportedly worth 27 million pounds. The 30-year-old joined Mercedes in 2013 after a six-year stint with McLaren and clinched his second world title last year and will remain with the 'Silver Arrows' till 2018. "Mercedes is my home and I couldn't be happier to be staying for another three years," said Hamilton, who currently leads teammate Nico Rosberg by 20 points in the current championship. Since joining Mercedes, Hamilton, who won his first world title with McLaren in 2008, has won 15 races, 11 of those coming in 2014 as he beat Rosberg for the title. He has won three of the first five races this season.
