Taxi rolls down gorge, driver survives
C M Y K
DIMAPUR, MAY 22 (MExN): A taxi driver miraculously survived after the car he was driving rolled down a gorge at Piphema. Medziphema Police Station was informed of the road mishap at Piphema today at around 6:00 am. According to traffic police, the injured driver made his way up from the bottom of the gorge to the road (NH 29) and sought the help of people running the wayside hotels at Piphema. From there, he was taken to Medziphema CHC from where he was relocated to a hospital in Kohima. The traffic police said that the car was located some 800m below the highway near a stream after a four-hour search. The car could not be retrieved till late evening.
some teaching staff at the school said during a brief interaction. According to the head teacher, the school was upgraded from a primary school to a middle school in 2012. Funds were sanctioned by Sarva Shiksha Abiyan (SSA) under State Education Department to construct 6 additional rooms for the upgraded classes to the existing Assam type structure. With the sanctioned fund, the School Management Committee (SMC) of Midland decided on a more ambitious project- to construct a ten room building on a five storied foundation. “We decided to invest the fund on a larger building for the future of the children so that in the coming years if the school is upgraded to high school level and above, there would be room for further extension,” chairman Midland SMC claimed. Plausibly, the fund ran short, resulting in an incomplete building. The village council also reportedly approached the school department, and apprised
them of the situation. Since then, Midland SMC and the village council have been trying to rope in well wishers and founders of Midland area for free will donations for the completion of the school building through cash or kind, the chairman maintained. Despite the projected circumstances, when quality educational setting with proper infrastructure, facilities and resources are fundamental rights of every child, the condition in which the Midland students are made to face in order to learn is a negation of these injected principles. There are altogether 320 students at the composite primary and middle school. Most of the students at the school are either domestic helps from remote villages of Nagaland or non Nagas. As circumstances would indicate, for the sake of learning, the students would have to shut their ears to the noise outside; moonwalk at the corridor, bear the extreme Dimapur heat and the monsoon rains on the face for some time to come.

Peace rallies held in enPo areas Morung Express News Kiphire | May 22 C M Y K
Scores of people gathered at Deluxe Point, Kiphire today in support of the Eastern Nagaland Peoples’ Organization (ENPO) rally demanding strict adherence of the December 18, 2007 ENPO resolution. Various rallies were also held in the six tribe headquarters under the ENPO areas. K Khaming, Vice President ENPO said that the organization’s demand for Frontier Nagaland shall continue till they achieve their goal. He further said peace and unity is es-
sential during this hour. Khaming added that intimidation in any form would only invite corruption and disunity. As such, he urged all Naga political groups to be united. The December 18, 2007 resolution had called for a stop to any form of bloodshed, threat, intimidation or violence within ENPO jurisdiction. Khaming lamented that despite the resolution being reaffirmed several times in Kiphire, Longlen and Tuensang, the Naga political groups have paid no heed. After the rally, ENPO and United Sangtam Likhum Pumji (USLP) of-
ficials submitted a three point memorandum to the Kiphire Deputy Commissioner, for onward forwarding to the Nagaland state government. The rally condemned the “violation” of the ENPO resolution and endorsed the non-cooperation declared by the Topu-Mopong Unit and Khianmiungan Tribal Council against the NSCN (K). The rally further resolved to declare non cooperation to any Naga political group that does not comply with the ENPO resolution for peace within its jurisdiction. During the rally, the ENPO also urged security
force to avoid unnecessary harassment of innocent people during security operations. In Noklak sub-division, a peace rally led by Khiamniungan Tribal Council was conducted at the town junction. rejects Mizoram govt plea, paves way '35 mn children need care & protection' SC for criminal probe against top engineers
Itanagar, May 22 (PtI): Around 35 million children in India require care and protection and need to be socially integrated back home, Delhi Commission for Protection of Child Rights chairperson Amod K Kanth said here on Friday. "There are ten different categories of children required to be taken care of by government and organisations through Integrated Child Protection Scheme (ICPS) under the Juvenile Justice Act (JJA) 2000," Kanth said while addressing a day-long workshop on JJA (Care and Protection) with special emphasis on ICPS. Citing official data, Kanth, who is also the former DGP of Arunachal Pradesh, said around 27-30 lakh IPC crimes were committed annually in India, of which
around 38,000 relate to children. "Out of this, about 3-5 thousand serious crimes are committed by children." Stating that components of ICPS were just an extension of the JJA, he said component of grants for implementing ICPS in NE states include 10% share by the state government and 90% from the Centre. Referring to improper implementation of ICPS in the country, he reasoned that because of low budget, child protection scheme is a low priority in the country. Kanth stressed on the need to appoint child welfare officer and juvenile welfare officer in each police station. He also expressed concern about the presence of only one child helpline among 20 districts of the state and urged the voluntary organisations to play an
important role in implementing ICPS in the state. General secretary of Indian Council for Child Welfare, Arunachal Pradesh unit Mepung Tadar Bage said that in Arunachal Pradesh except for the constitution of JJB and CWCs, ICPS was not fully implemented. "Under the ICPS, Arunachal Pradesh State Child Protection Society was registered during June 2012 but no further headway was made," she pointed out. As per the annual report of the Arunachal Pradesh State Commission for women, CWC of capital complex and Childline Itanagar, she said, there is a growing rise of children in need of care and protection. "One the most disturbing and a major violation of child's rights is the practice of child mar-
riage which is a norm in many tribes and groups and continues to be so. The total number of child marriage cases as per APSCW from 2011 to 2014 is 49 cases." "Although there has been a decline with the prevalent laws and Women Commission at its service the state still has many challenges in ensuring the rights of the child. The State Commission for protection of Child rights is appendage to the State Commission for Women," she said. "In Arunachal Pradesh child right has been a priority to a certain extent in the field of education and medical facility, however there are many children who still not have the basic rights, a safe home, right to childhood, right to be safe, right to be protected from harm," she added.

ShIllong, May 22 (PtI): A Rs. 10,000 crore Gas Cracker Project will be commissioned next month in Assam, officials of the Union Ministry of Chemicals and Fertilisers said in Shillong today. The project, executed by the Brahmaputra Cracker and Polymer Limited (BPCL), a major PSU of the Union Chemicals and Petrochemicals Department, would have a production capacity of 2,20,000 tonnes per annum of polyethylene and 60,000 tonnes per annum of polypropylene, the officials said. At an interaction with a government delegation for promoting and development of Plastic Processing Industry in the North Eastern states, Federation of Indian Chambers of Commerce and Industry (FICCI), North East head, B Chakraborty said plastic industry was making significant contribution to the economic development and growth of various key sectors in the country such as automobile, construction, electronics, healthcare and textiles. He said the demand was growing rapidly at 10 per cent over the last few years on the basis of Compound Annual Growth Rate (CAGR). While the North Eastern region also consumes a wide range of plastic/polymer products, the FICCI official noted the penetration level of these products was much less, compared to the national level. To further enhance the growth, a special thrust was being laid on manufacturing and infrastructure, which were imperative for job creation and inclusive development, Chakraborty said. As the Indian economy gathers steam and the pace of growth changes with the increased focus on manufacturing, the demand for plastic was also expected to grow manifold, a FICCI statement said. A FICCI study indicated ten per cent growth for plastic processing industry over the next few years and the market was expected to reach 18 million tons by 2018. Apart from officials from the Union Ministry of Chemicals and Fertilisers, leading stakeholders in the region also took part in the deliberations.

Bangla opposition leader shifted to ICU in Shillong g u wa h at I , M ay 22 (thE IndIan ExPrESS): Ten days after he was found under mysterious circumstances in Shillong and arrested for violating the Foreigners Act, former Bangladesh MP Salahuddin Ahmed was on Thursday shifted to an ICU at NEIGRIHMS Hospital in the Meghalaya capital following heart and kidney complaints. A decision on whether to send Ahmed back to Bangladesh or let him pass through the legal procedure in India will be taken only by a court after he is produced before it. “Ahmed is yet to be produced in a court of law. Right now he is not keeping good health and was only today shifted to an ICU. He is a heart patient with complications of the kidney too,” said Shillongbased lawyer SP Mahanta, who has been engaged by Ahmed’s family. A report from Dhaka quoting Bangladesh Home Minister Asaduzzaman Khan stated Ahmed will be brought back to his native country to face trial for allegedly instigating violence during the strikes sponsored by the Bangladesh Nationalist Party. The Bangladesh government has initiated moves to bring back Ahmed. “But whether Ahmed returns to Bangladesh now, or gets back only after facing trial in India, he will have to face trial for the alleged subversive acts he has been accused off,” the minister was quoted as saying. Ahmed, who was reported missing from Dhaka since March, had surfaced in Shillong on May 11, with East Khasi Hills SP M Kharkhrang saying he was picked up after some local people informed the police
about a man moving about suspiciously in the Golf Links area of the city. A joint secretary and spokesman of the opposition BNP, Ahmed, according to reports in several Dhaka newspapers, was allegedly picked up by detectives in plainclothes on March 12. Media reports in Dhaka also said that Ahmed was hiding for several months like many other leaders of the BNP before he was allegedly kidnapped. While the BNP pointed fingers at the Awami League government for Ahmed going missing, the ruling party has denied any hand in the case. Asaduzzaman Khan was quoted in the Dhaka media in March as having said that the government too was trying to find the opposition leader’s whereabouts.
A resident of Bashikhong, he was the chef-de-mission of the team. Of the 30 members who went to Nepal, 15, including a doctor, are members of the Youth Disaster Response Team, a unit of the Manipur unit of Club25 International of which Karnajit is the founder. Karnajit, who has donated blood 25 times, organized the Global Youth Meet 2014 and the World Youth Summit 2015 for the first time in the country in Imphal. "I love to talk to young people and help them escape violence and drugs, receive education and find work. I'm working to provide them with the education, freedom and opportunities they deserve," the activist said.

aIzawl, May 22 (EnS): The Supreme Court has rejected the Mizoram government’s special leave petition against a lower court’s order that the Anti-Corruption Bureau investigate alleged misappropriation of funds in the construction of two mini hydel projects in south Mizoram. The SC’s dismissal of the government’s plea paves the way for the anti-graft agency to finally begin a probe into an alleged scam the government first allowed and later retracted, a move the Gauhati High Court has termed “enigmatic”. The People’s Right to Information and Development Implementing Society of Mizoram, or PRISM, had in October 2008 filed an FIR against the state’s Power and Electricity Department (P&E) while it constructed the two mini hydel projects. The complaint pointed out that the estimate for the Tuipanglui mini hydel project rose from Rs 980 lakhs in 1992 to Rs 3721 lakhs by 2001 (an almost four-fold es-
SALE
calation over less than a decade), while that for the KauTlabung mini hydel project rose from Rs 482 lakhs in 1994 to Rs 3253 lakhs in 2001 (an almost seven-fold escalation over 7 years). The ACB conducted a preliminary enquiry and found that 13 government engineers led by the then Engineer-in charge of the Mizoram Public Works Department caused a loss of Rs 1.75 crores to the state exchequer while building the two hydel projects. The ACB conducted two more enquiries following calls for clarification by the Vigilance Department, but each time the agency made out prima-facie cases of corruption. Finally the Vigilance Department in May 2010 gave the ACB the green light to register criminal cases against 16 government engineers from both the state PWD and P&E departments. Less than two months later, however, the Vigilance Department withdrew the permission.
PRISM took the government to court over the withdrawing of the permission, but the government argued neither the CAG, the Public Accounts Committee under the state legislature nor a departmental enquiry found cases of misappropriation. The Gauhati HC however questioned the Vigilance Department action of cancelling the permission for an ACB investigation and doubted the exact extent the other bodies cited by the government during the case arguments might have gone to during their own enquiries. It passed an order that the ACB proceed with the investigation and wind up the case by September this year. Interestingly, the Mizoram government hired seven lawyers and approached the SC against the High Court order. The three-judge bench headed by CJI H L Dattu however dismissed the petition saying it is not inclined to interfere with the High Court order.

India defends using coal for electricity at UN forum
UNiteD NatioNS, May 22 (iaNS): Defending its reliance on coal-generated electricity, India has called on developed countries to own up responsibility for 150 years of environmental abuse and provide low-cost funding to developing countries to grow cleaner energy sources. Piyush Goyal, India’s Minister of State for Power, Coal and New and Renewable Energy, said on Wednesday switching to costlier renewable and efficient energy projects from the cheaper conventional ones required low cost, longterm financing. “The developed world, which has over the last 150 years enjoyed this low cost power for its own growth and prosperity must share this responsibility and come forward proactively in a much deeper engagement with the developing countries,” he said. Participating at two UN forums on sustainable energy, Goyal said India is going to meet its clean energy goals: “We will make it happen whatever it takes. But what
is the world’s contribution to this effort? Where are the big bucks, where is the risk mitigation coming from the rest of the world?” The Green Climate Fund was set up with a target of $100 billion but has raised only $10 billion and not a dollar of it has been invested so far, he said. Multilateral agencies were operating with the mindset of the private sector rather than having a developmental outlook, he said. Their sovereign guarantees for financing projects only reduces the cost by one percent. He could do without that and instead opt for financing without restrictions, he added. Goyal lashed out against Western campaigns to ban coalbased electricity projects and domestic manufacture, while he reiterated India’s twin goals of providing uninterrupted energy for all by 2019 and being ecologically responsible. “We cannot eradicate poverty, which is the overarching objective of (the UN) Sustainabl Develop-
ment Goals and the new Development Agenda, without ensuring universal energy access,” he said. “We have 56 million homes or 280 million Indians, almost the size of the population of the US, who lack access to the basic electricity.” he added. “More than 500 million are still deprived of access to clean energy fuels.” To provide them electricity, he said, “Just as in all other countries, including the developed world, coal will continue to remain the mainstay of our energy related needs for the foreseeable future. In all fairness, it would not be correct to say or to expect India to move away from coal when we are at the cusp of our developmental journey.” “I cannot go to a poor person in my country who barely gets two square meals in a day and tell him that what happened in the last 150 years is now his responsibility,” he said. Defending the role of coal in the energy sector, Goyal said it is cheaper and can be bundled with more expensive renewable power
Airlines under CCI Scanner, Face Cartelisation Probe New Delhi, May 22 (pti): Airlines face a fresh probe for suspected cartelisation and for the alleged arbitrary hike in airfares, with the Competition Commission of India (CCI) saying it needs to get to the bottom of the issue. As a group of members of Parliament, led by BJP leader Kirit Somaiya, on Thursday lodged a fresh complaint with the fair trade regulator against the air carriers, CCI Chairman Ashok Chawla said that the regulator needs to get to the bottom of the issue to ascertain whether there was a cartel at play. Chawla said that the CCI has looked into the matter in the past also, but it could not take any action as there was no evidence, although there was no doubt that the market was getting concentrated among a few players. Somaiya, who also submitted a complaint against mobile companies alleging that they were indulging in unfair trade practices on issues like net neutrality, said he discussed both the issues in detail with CCI. “On both the issues, the Competition Commission Chairman has assured me that they will go through (the matter) and take necessary action, if required,” Somaiya told reporters after his meeting with Chawla. He also submitted details relating to some companies in the airline and telecom sectors to corroborate his complaints. On the airfare issue, Chawla said, “The Commission has looked at it in the past also. We have not been able to take any
to provide affordable energy for the people and it provides base power load. But India was also “shifting to cleaner coal using ultra super critical technology for coalbase power generation,” he added. The ban on financing coalbased projects imposed by some countries claiming to protect the environment is counterproductive, he said. “I want to replace all m y old plants with some 30 more efficient ones for which I will need an investment of nearly US $40-50 billion,” he added. “If you are not going to fund my efforts, it may mean that I will have to run my old inefficient plants and fume more pollution in the world.” Criticising the Western restrictions on domestic manufacturing of clean energy equipment, he said that developing nations cannot be dependent on imports. “I think the world should recognize that domestic manufacturing and domestic capacity building is an integral part of the planned scale of renewable energy.”
‘66% businesses okay with some bribery’ NABARD Dimapur conducts orientation prog MUMBai, May 22 (tNN): As many as 66% of businesses in the country believe that some form of bribery is acceptable, in spite of increased regulatory actions and public outcry against corruption, according to a survey. Around 80% believe that corruption is still widespread, with 52% saying offering gifts to win businesses is “justifiable to help a business survive”, while 27% justify cash payments, the survey on fraud and corruption by Ernst & Young said. Interestingly, 35% of respondents also believe that “conformity to their organization’s anti-bribery and anti-corruption
policies would harm their competitiveness in the market”. Further, 57% said increased regulation in “is augmenting challenges for the growth or success of their business”. The survey interviewed 3,800 people from 38 countries across Europe, the Middle East, India and Africa. The findings revealed that 60% of Indian respondents, however, “agree that regulatory activity in their sector had a positive impact on ethical standards”. “The spurt of change being driven by regulators has undoubtedly made a positive impact on business environment,” said the survey.
Major tourist places to have Wi-Fi facility New Delhi, May 22 (iaNS): The government would soon provide WiFi facilities at all major tourist places across India, Information Technology Minister Ravi Shankar Prasad said here on Thursday. “Taj Mahal, Sarnath, Bodh Gaya are some of the places that will get a Wi-Fi facility soon. We have already started providing free Wi-Fi service at Varanasi ghats. The government has also started the facility of providing e-visa to tourists,” Prasad said here at the ‘Manthan conclave’ organised by Aaj Tak. He said his ministry has formulated a new policy to make tier II and III cities as IT hubs. “We are setting up call centres and BPOs at small towns and creating 48,000 jobs in the first phase. We will give subsidy to take IT revolution to smaller towns,” he added. “E-commerce is a big opportunity and we are roping in the Department of Posts to deliver goods to small towns and villages. Postal department has become a reliable partner for big e-commerce companies to deliver their goods,” the minister added.

Mercedes launches the S600 Guard bombproof car New Delhi, May 22 (FiNaNcial expreSS): Mercedes-Benz India on Thursday launched a car that can withstand a bomb blast. Called the S600 Guard, it is essentially the S-Class - the luxury limousine - turned into one of the safest cars on earth. The S600 Guard is certified for the highest ballistic protection class right now, called VR9. The company said the car can withstand rifle fire from military weapons and protection from grenades and explosive charges. It comes with Airmatic suspension, a huge V12 engine, intelligent driver assistance systems and unrestricted day-to-day suitability. The S600 Guard was launched by Eberhard Kern, MD & CEO, Mercedes-Benz India, and Markus Rubenbauer, head, Guard Sales, at the Buddh International Circuit near New Delhi. Prices start at Rs 8.9 crore onwards. The car’s outstanding strength and stability is a result of specific reinforcement of the base structure that is integrated into the body shell. Similarly, the glass area is an essential part of the protective concept — the glass is coated with polycarbonate on the inside for protection against splinters. The company added that intelligent interaction between all the components provides the occupants not only ballistic protection but also comprehensive protection against explosive devices. “The occupants are effectively protected by the armouring if a splintering explosive charge is fired at close range on either side,” it said in a statement. Further, despite the extensive protective measures, the S600 Guard is hardly distinguishable from the standard model from the outside. “As the S600 Guard is hardly recognisable as an armoured saloon, it meets a further important requirement for special protection vehicles: maximum discretion thanks to unobtrusiveness,” the company added. He has requested for taking immediate action against Airtel-Zero for violating the net neutrality principle. Somaiya has requested for implementing national mobile number portability, which has been delayed for long. On the airlines allegedly indulging in arbitrary hike in airfares, he has also approached Civil Aviation Minister P Ashok Gajapathi Raju. The MP complained about abnormal delays and cancellation of flights, and arbitrary and very high cancellation charges among others.

Power dept prepares esPP to regulate power projects Morung Express News Kohima | May 22
The North Eastern Region Power System Improvement Project held a consultation workshop on the newly developed Environment and Social Policy and Procedures Framework (ESPPF) organised by the Nagaland state Power Department on May 22 at the Secretariat Conference Hall, Kohima. The key principles of the framework are to avoid environmentally and socially sensitive areas while planning project activities, minimize impacts when project activities occur in mentioned areas and mitigate unavoidable negative impacts in its projects. The Department of Power prepared an Environment and Social Policy and Procedures (ESPP) to
serve as a guiding instrument. This has been done with the objective to supply quality power to all categories of consumers, both in urban and rural areas by constructing transmission and distribution lines, substations, maintain transmission and distribution lines to minimize power supply interruptions and revenue collection. It will be incorporated in project cycles to make sure that the operation mitigates adverse environmental and social impacts. Under the ESPP Framework, the guiding principles of avoidance, minimization and mitigation will be carried in all its projects from the beginning of the project conceptualization and planning stage by studying different alternatives. The framework further calls for holding public

Why humanity may yet reach the stars Alaister Reynolds
I
t’s a bitter pill to swallow, but it’s starting to look as if Einstein might just have been right about that speed of light thing. From apparently superluminal radio sources in deep space, to the neutrinos that were supposed to be arriving ahead of schedule at the Grand Sasso experiment in Italy, every apparent exception to Einstein’s ultimate speed law has turned out to be a phantom. Even in the quantum realm, where entangled particles seem to communicate with each other instantaneously across any distance, no useful information is shared at anything other than the speed of light. This is a particular blow if you happen to enjoy the galaxy-spanning fantasies of Star Trek, Star Wars and the like. Dreams of warp drives and hyperspace are just that — dreams. But that doesn’t mean that interstellar travel is itself a fantasy. Travel below the speed of light — but as arbitrarily close to it as you wish — is perfectly feasible. Of course, that isn’t the same thing as saying it will be easy. Imagining the technologies that will carry us to the stars places us in roughly the same position as Leonard da Vinci, when he first sketched the concept behind the helicopter. Getting close to the speed of light will demand energies and materials beyond anything within our current capabilities. Chemical rockets certainly won’t cut it, nor the ion propulsion systems employed by some spacecraft. Even dauntingly difficult fusion
power wouldn’t be up to the job. But perhaps harnessing antimatter, or the power of miniature black holes, may just give us the tools. At the moment we can make antimatter in tiny quantities, but not nearly enough to fuel a ship. And while we suspect that miniature black holes may exist, and may even be produced in highenergy physics experiments like the Large Hadron Collider, so far they’ve proven elusive. That said, any civilization willing to contemplate an interstellar expedition at close to the speed of light might also settle for something half as fast, or a quarter as fast. It would just be a question of waiting a bit longer for the news. At 10 percent of the speed of light, an expedi-
tion could reach the nearest star within 50 years. Such a mission could be achieved using fusion technologies which aren’t too far beyond those now on the drawing boards, although slowing down at the other end does add to the difficulty. Still, 50 years is a long time by any measure. The astronaut Scott Kelly has just embarked on a one-year expedition to the International Space Station, and no one has yet spent longer than 14 consecutive months in space. Clearly we have some way to go before we can contemplate decades-long interstellar missions. But current space missions already have planning and execution cycles spanning many decades, so an interstellar mission lasting 50 years does not seem en-
tirely outlandish. But having the technology is only half the answer: we also need the collective will to embark on such a costly, time-consuming enterprise. We need an objective, a destination close enough to achievable, but also sufficiently tantalizing to galvanize our efforts. For most of our history, worlds beyond our own solar system were no more than hypothetical entities — few astronomy textbooks published more than 20 years ago even discuss the possibility of other planets. Lately, though, we have gone from knowing nothing about such worlds, to being overwhelmed with the pace of discovery. It now appears that alien solar systems are commonplace,
with more than 1,000 stars now known to host planets. Our understanding of these distant locales is slowly improving, and before long we should have at least hints about the conditions and chemistry on some of these worlds. Astronomers have already figured out the expected signatures of oceans, landmasses, icecaps and atmospheric chemistry — now all they need is sufficiently good data to tease out these buried signals. Finding an Earth-like planet — or at least a world with a good chance of hosting life — would surely provide a decisive spur to interstellar exploration. Be careful what you wish for, though, because an increase in our knowledge of other solar systems could have ex-

hen most museums put on poster exhibits, they tend to walk viewers through the histories of different artistic styles, ranging from Art Nouveau to Bauhaus. So when the Smithsonian’s newly renovated and re-energized Cooper Hewitt Design Museum in New York took stock of its hefty collection of 3,000 rarely seen posters, it wanted to create a display that would explore the works as more than just ink on paper. The museum’s veteran senior curator of contemporary design, Ellen Lupton, aimed to host a nontraditional but accessible exhibition explaining the principles of visual communications that designers use to create posters in the first place. How Posters Work is gem of a show that gives visitors an opportunity to learn the logic behind the format. The exhibit is organized around 14 key concepts, prompting visitors to consider why some images grab their viewers’
attention while others are forgettable. “Posters are the only genre of graphic design that is explicitly created to be stuck on a wall,” Lupton told me in an email. “Many people are more comfortable displaying posters in their own homes or work spaces than they are with more formal or serious works of art. Posters are part of everyday life, so they feel approachable and real.” Among the guidelines laid out in the exhibit is the unofficial “10-foot rule,” which demands posters must be legible from at least 10 feet away. Lupton pointed to Ivan Chermayeff’s 1977 poster, which features dozens of luggage tags collected from different airports. From a distance, the large initials on each tag instantly convey a global urban experience—BRU, OSL, SAO, TYO. Up close, the tags have all the technical detail and complexity required for tracking luggage. “The rich texture of many posters comes from the printing process or from build-
ing up complex forms out of tiny graphic elements,” Lupton said. The exhibit’s curators came up with the 14 principles after studying the entire body of work at their disposal. The concepts aren’t exactly universal, but they encapsulate a broad range of methods for approaching a design problem, Lupton said. One example she points to are diagonals. Victorian-era posters largely used centered type, which dragged down the overall layout. Then modern designers made a simple, but surprisingly effective change, using diagonal lines and compositions to create depth, motion, and direct the viewer’s eyes. A Spanish Civil War poster, for example, designed by José Bardasano Baos features a giant glass of water canted at a diagonal. (The poster promotes the democratically elected government's success in improving public hygiene in Spain.) “This poster would be so boring if the glass were straight instead of angled, so I made an an-

actly the opposite effect — dampening our enthusiasm, not stoking it. Such worlds may not be as enticing as we now imagine. While it would be nice to find life-bearing planets, gorgeous blue-green marbles with oceans and vegetation, they may be vanishingly rare. Perhaps the majority of worlds will fall into a handful of similar categories, with very few surprises — rocks, gas giants, hot Jupiters — endless reiterations of the same few themes. While this data will vastly enrich our knowledge of the surrounding cosmos, it may have a chilling effect on our aspirations. After all, why cross light years to end up at a place much the same as the one you left? It could even be one explanation of the Fermi paradox, the puzzling absence of interstellar travelers in our own vicinity. Perhaps alien civilizations learn enough about their place in the galaxy that they lose the imperative to engage in physical exploration and colonization. On the other hand, we won’t know until we look. Perhaps our telescopes will find something that demands detailed examination from close quarters — more than can ever be achieved by remote observation. We may send machines, or people, or perhaps by then the distinction between humans and artificial intelligences simply won’t matter. My suspicion is that, for one reason or another, we will eventually launch an interstellar expedition. But like Leonardo’s helicopter, it may bear only the slightest resemblance to our present-day imaginings.

imated gif to demonstrate this simple transformation,” Lupton explained. “Of course, any physicsminded viewer will notice that the water in the angled glass should be parallel with the ground plane. The designer created dynamism in the poster but ignored the laws of gravity!” Digging through the Cooper Hewitt’s collection, Lupton discovered lost treasures, like a pair of World War II posters published by the U.S. Office of War Information. Both posters sought to discourage soldiers and civilians from idle talk about troop movements, because such chatter could fall into enemy hands and cause Allied ships to sink. One poster offers a more detailed narrative of a sinking ship, while the other uses a single, striking image of a sailor about to drown, with just the headline “Someone talked!” It’s works like these that prove the value of posters in a design context—but that also crystallize the format’s place in the history of commercial, political, and public life.

very so often, people ask if I am like my columns in real life. I reply: "Yes, I'm silent and invisible most of the time, and then I suddenly appear and blurt out 500 words." The good news is that the news-writing business is getting easier in some ways, since the world is getting weirder. For example, thieves recently stole a road in a daring daylight robbery. They broke up an entire 410 metre rural street, weighing an estimated 630 tonnes, loaded it into trucks and vanished, leaving baffled residents unable to drive home. This bizarre story from the China press (it happened recently in Nantong, Jiangsu province), was told to me by a reader over lunch at a noodle shop. I said I'd add it to my "Biggest Things Stolen" file, which contains the theft of a bridge in the US, a beach in Jamaica, a church in Russia and the like. She asked what was the biggest thing ever stolen. Hard to say. In 2012 a Japanese nerd put the planet Earth up for sale on an internet auction website. It was offered "used" and "as is". (Clearly the seller had no intention of giving it a good clean.) There were some interesting exchanges with prospective buyers on the site. "Question: 'Hello. This is a really interesting item! If I buy the Earth will I become a god? Answer: A: 'Thank you for your question! Sorry, this item cannot make you a god.'" Bidding on planet Earth rose from less than $1 to more than $2,000, but the deal was never completed.
One of the lunchers said: "Maybe no one took it because no one capable of actually putting it into a bag and taking it away saw the advertisement." Now if you are familiar with Great Literature and High Culture, you will know that he was thinking of people who could grab the Earth, such as Galactus the planet eater from Marvel, the World Devastators from Star Wars, the Doomsday Machine from Star Trek, the Eater of Worlds from Doctor Who and so on. A scientific type sitting with us astounded us by pointing out that you could actually advertise the Earth for sale to aliens simply by offering it on TV. "The systems that beam broadcasts to our homes also send them out into space," he said. "And since the data travels at the speed of light, it's easy to work out where the signals reach." A paper napkin diagram followed. The earthlike planet Kapteyn B is 13 light years away so will this week be receiving TV shows from 2002. That means they are just getting into the first series of "American Idol". (That should stuff up their productivity for a few years.) The nearest habitable planet was Tau Ceti e, which was 11.9 light years away (and thus currently watching "Friends"). He said he reckoned the most likely planet was one called HD 40307 d, which is 42 light years away, so will now be receiving stuff from 1973. Any intelligent life there will be evaluating human life by watching The Sweet singing Ballroom Blitz, which is deeply worrying. They'll probably keep their distance.

Quality Education: Need of the hour
E

ducation is defined as ‘the understanding and interpretation of knowledge. It is the process of transmission of accumulated knowledge and imparting of quality of mind and character’. In general it is the overall development of an individual. Educated people form a civilized society and contribute to the development of economy of a country. Quality education leads to making of quality citizens. With India as a home to one of the largest networks of educational system in the world, we can hardly boast of any institutions achieving global standards as revealed by various surveys and studies. Government initiatives through establishment and operating of several central institutions of higher learning are nevertheless bearing fruits, but still a lot needs to be done for the average youth of this country who constitutes our main strength today. It is needless to say that ‘Quality Education’ is the need of the hour. Students go through the learning process to make themselves employable. Quality education is what makes this learning process a sheer joy by building attractive features into it, and ‘quality’ forms the core of this delivery mechanism. Students
would like to gain knowledge, acquire skills, an ability to differentiate and finally to develop own character so as to become a useful member of the society. Quality education is the one which guarantees the students in achieving all the four objectives while ironically emphasis is laid only on the first two by most of the educational institutions. This results in students remaining unemployable or satisfying themselves with jobs totally unrelated to their developed skills. A newspaper report says that in a particular state of the country, 300 engineering graduates have applied for a two year B.Ed programs. This conveys that the supply of engineering graduates far exceeds the demand or their employability for technical jobs is poor. Surprisingly both are true in the present context. That should not limit the study of technical or professional courses as they form the pillar for economic development. However ‘quality ‘ needs to be built into not only in engineering education but in every other program or course which a student pursues. In Nagaland about 80% of 10+2 students come from arts or social sciences background leaving only mere 20% to pursue purely technical or professional courses at undergraduate level. Firstly this trend should change with more students taking
Make your hair holiday-ready
B
efore you take off on a summer vacation to a destination of your choice, spare a little time to think of haircare. Hairstylist Asgar Saboo gives essential tips to ensure your hair is holiday-ready and looks its best during your vacation, said a statement. * Use dry shampoo: Dry shampoo has been gaining popularity recently. I always encourage the use of dry shampoo during summer for individuals more prone to oiliness. As the name suggests, dry shampoo absorbs the oil in your hair and gives it a softness, and more importantly voluminous shape. It becomes effective after a few days of not washing your hair. * Avoid excessive shampooing: If you have dry hair, it’s probably because you are washing your hair too often. People should cut back a little on the frequency of washing their hair. The reason behind this is that excessive shampooing can actually remove the natural oils that are necessary for your hair’s strength. As beach season is upon us, you are not wrong for wanting to wash that sand and chlorine out of your hair, however instead of applying shampoo, rinse the hair in the shower with a scalp massage. This revitalises the cells and exfoliates them. * Avoid blow drying: People who suffer from dandruff or a dry scalp usually expose their hair to the strong heat of a blow dryer. Excessive blow outs cause the scalp to dry out and without the natural moisture that the oils provide, the scalp becomes flaky, just as skin anywhere else would. * Maintain your colour tone: In rolling with the seasons, change is always good. The use of colour-depositing conditioners is vital, as they nourish the roots that have been subject to strong chemicals in hair dye. * Cover it up: Given that sun rays are more abundant during the sweltering months of summer, you are going to be more exposed naturally. Therefore, time spent outdoors, even if for a short time, has the potential to damage your scalp. You should grab a scarf or hat to protect the scalp as much as possible. This helps retain some moisture and helps in preventing the stimulation of dandruff. (IANS)
up science subjects at their 10+2 levels so as to have wider choice of UG study. Other than medical and engineering education, students could consider taking up any of the following streams at UG, PG or even at doctoral level depending upon their academic eligibility so as to improve their employability. Social Sciences & Humanities: It helps in understanding different aspects of a society such as its history and economy. They further help in developing communication, analytical and critical thinking skills and in short they lead to what is called ‘wisdom’ which goes beyond mere acquisition of knowledge. Companies today are valuing this education. Commerce: Commerce education provides one with in-depth knowledge of accounting and financial management of any enterprise irrespective of its nature. With a vast network of banks in the state, bright students of this stream stand a chance of getting gainful employment. Management: This is comparatively a new discipline in Nagaland and this program equips a student with vast knowledge in running any business establishment including their own. The wide array of subjects covered in this discipline help a student to develop an overall perspec-
tive of business and enables him to start his career at executive or managerial level in corporate and to finally achieve leadership positions. Library& Information Science: This is a unique area with a very high employment potential due to acute shortage of qualified librarians all over. Chief librarians of a state run University can draw the pay of a Professor. Academic Research: This is a facility provided to willing participants to delve into a particular area of their interest and then come out with useful conclusions for the academia or the industry or the society itself at large. ICFAI University Nagaland located in a scenic surroundings of Sovima village in Dimapur district with its state of the art infrastructure and highly qualified faculty offers all the above programs at UG, PG and doctoral levels. The University is recognised by the UGC and also happens to be a member of Association of Indian Universities and Association of Commonwealth Universities, UK. The University carved a ‘niche’ for itself in the state of Nagaland through imparting quality education which is the need of the hour. Finding value in the sparkle: A career in gemology Proyashi Barua Hindustan Times

f the sparkle of gems and jeweller designs has caught your eye, you may want to think about a career in gemology. “Since time immemorial, Indians have worn both precious and semi-precious stones to ward off the so-called evil influence of planets. Also, gemstones like sapphire, ruby, emerald and diamond have been looked upon as symbols of power and prosperity. Even today not much has changed when it comes to the utility and significance of these precious materials,” says Radha Bakshi, a certified and practising gemologist. So, what is gemology? “The study of finding gemstones, grading them, and evaluating them is termed as gemology,” says Bakshi. To become a gemologist, you can take up a short-term certificate course in any gemology-related programme. The courses provide basic information regarding identification of different gemstones. To apply for any of the diploma programmes, you must be a graduate in any discipline. Some art and design colleges, with jewellery designing, offer gemology as a part of their curriculum, says Bakshi. Students also get to learn about the principles of grading gemstones as a part of their curriculum. Some of the short-term courses include: gems identification certificate course, diamond grading certificate course, certificate
course in cut design and analysis, pearl grading, polished diamond grading course etc. Though India is known for its rich treasures, the art of certifying and assessing precious metals has still not emerged as a fullfledged career in the country. “The study and evaluation is still not given major importance,” explains Bakshi. As for job prospects, one can either opt to work in gem exporting companies or be employed in jewellery designing and jewellery retailing businesses. One can also be engaged in evaluating gems and precious metals in testing laboratories. Other job options include working in units producing gemmological tools and artificially created gems. For a dazzling career Communication skills are essential as a gemologist may have to provide detailed description of gemstones Rs. We got a chance to learn about the culture, languages, folklore and music of Nagaland and will tell our students in Mumbai about it. We also shared the unique art, music and culture of Maharashtra, including Warli art, with the children of Nagaland,” she added.

group of 11 teachers from Mumbai, who visited various schools in Nagaland for 10 days as part of a faculty exchange programme, returned on Tuesday with a fresh perspective of the northeastern state and with a plan to introduce the students there to computers. They plan to gift computers to schools in Nagaland and call teachers from the state to the city to learn to operate the machines so they can teach their students. The group, which consisted of 13 teachers in all, including two from Gujarat, were participating in the ‘People-to-People Programme for National Integration and Faculty Exchange Programme’, an initiative of Nagaland Governor P B Acharya and had reached the state on May 9. Some of the teachers from the group had also been called by CM Devendra Fadnavis for a meeting ahead of their departure. Broad strokes The teachers, three of whom were from the Vidyanidhi group of institutes, four from the Gopal Sharma International School in Powai, four from other city schools and two from Gujarat, visited 26 schools and interacted with around 4,000 students from economically weak back-
grounds and their families in Peren, Jalukie, Dimapur and Kohima. Sanjeev Mantri, chairman of Upanagar Shikshan Mandal, which runs the Vidyanidhi group of institutes, and was among those who went to Nagaland, said, “The main aim was to create the possibility of exchange of ideas among the two states. More than teaching, the trip focused on building relationships with the students and various families.” “In most of the schools, the teachers themselves hadn’t seen a computer and, hence, we have asked
them to come to Mumbai, learn to operate computers and teach their students. We are working out plans of arranging not just computers but also computer classes as this is going to be a continuous process for us,” said Mantri. Savita Thakur, director of Vidyanidhi Info Tech Academy (VITA), who was also part of the exchange, said, “Tourists visit just the popular places and not the rural, tribal areas. We interacted with students from Std V to VIII in Peren, Jalukie, Dimapur and Kohima. The trip made us understand their need for computer
Unique approach The students from Nagaland also made greeting cards during the classes that were brought back to Mumbai by the teachers and have been sent out to prominent people across the country. “The main aim behind this was to make the students feel special. When the replies to these greetings reach the maker, a line of communication will have been established and it will affect their approach towards the other states of the country. We came up with the greeting card idea after we realised that this was the first ever time they were interacting with someone who wasn’t a local and that they were keen on knowing about people from other parts of the country,” said Nitin Gorule from Vidyanidhi school, who conducted art classes for the students, including one on Warli art.

In tune with "Voice of the people" Rochill Kivi: So I reread the group name and the sub over again, and tonight I choose to exercise the sub, "Voice of the People". Being a bystander and a silent reader isn't always healthy. What's the point of existence anyway, otherwise. With this post, there is absolutely no denial that our State is filled to the brim with corruption. There is! Period! But like the always existing other side of a coin, I'd like to take the side of one such which would probably give me unreasonable haters. But, no matter. I read posts day in and out about how the crux of all corruption lies in the hands of the politicians of our State. I cannot deny the fact that there are corrupt politicians. But I think it's high time we played the blame game differently. So I state; alongside the so accused corrupts, stands us all, 'The General Public'. How can a State even begin to brush off corruption when it all begins at the start! The start of a new campaign, at the start of the selection of a new batch, of a new tenure, of fresh elections, just at the very beginning. I'd like to think it all begins there and follows through 5 years of corrupt culmination further leading to the next election, no better. Why do we choose to "sell" our votes? Why does the public not exercise their right to choose a person of integrity? Why then instead do 'we choose' to get swayed by cars, bikes, houses, and thousands of rupees. And ultimately, most importantly, why do we continue to vote for these same politicians over again? Haven't we honestly not seen people generating an income the size of a mini gold mine during elections? Haven't we had friends or seen people buy something substantial after canvassing? Doesn't greed and corruption begin there? Isn't the man (because there are no women) standing there as a politician, only because we voted for him? And yet, we go on to vote for the same 'man' after having criticised him for FIVE consecutive years!! How do we expect any development then? When we choose to 'sell' ourselves and our future not for development, or progress, or growth, but for 'individual' wants and individual greed, how do we expect 'collective' growth? Do we even realise that we force our political leaders to begin their endeavours having been robbed flat? When we begin our own voting process with greed and dishonesty, how then, can we only blame the politicians "we, ourselves" voted for? The irony! Perhaps instead of having to invest crores during the election process, if the public only allowed the candidates to channel their monetary resources for the right means of 'general development', there would be progress in our State. And even after, if even made possible, a clean and fair election process, if resources are still 'missing' only then Could we blame the politicians 'entirely'. But until then, you and I play an integral role in the corruption of our State, our Nagaland. Angu Talie Kuotsu: Enjoyed the write up. This is what TNB is all about. This post reaffirms that TNB isn't done yet. Yes, we should learn to take the blame, introspect and retrospect, and start doing what is right. It’s also time we be positive when someone tries to do the right thing and encourage him/her rather than be so sarcastic in our views and not doing anything ourselves. Vioka Aavi Zhimo: Kivi a bold post I should say, well written and well thought of. Also appreciative of you breaking the barriers to post on such a topic where usually most women think that it’s a men's job. Little sparks create wildfires and as such i hope that this post will inspire and motivate more of my female counterparts to actively voice out and participate on the issue relating to our 'Once Great' nation. Kuknalim. Mechietsho Koza: WORD!!! It’s high time we the so called educated youths wake up from our slumber and THE stereotype fear of not being govt. employed and play a larger and effective role. While we Nagas are so absorbed by the so many 'ism' of our society, the outside world has moved on to a whole new level of development. Rozelle Mero Well done. Needed to be said and that is the truth of it! and... your one voice matters, as it becomes a collective of many one voice!! A challenge to the Naga youth to stop using unfair means in exams. Sangti Konyak: Crib notes inside the pocket, few pages of the academic notes lying in the toilet or washroom, tapping over the shoulder of a friend sitting in front of you and carrying micro-wireless earpiece.. Yes, am talking about the famous malpractises happening in our education system. The fashion about cheating in the academic exams among the students in our state had risen dramatically and the introduction of technology had cropped up its exponential growth. Honesty, hard work, sincerity and dedication have no place for many of the youths today in our society, I am disappointed because many students who do not cheat are only viewed as fools for not playing the system and there are many people who have become successful by cheating repeatedly in their academic careers. Parents should encourage their children for a daily study rather than proudly boasting in front of others by saying ''moi laka batcha toh eku naabu-re lay be ene pass hoi thaki''. Not everyone is so intelligent to get through the exams without reading the books even once. Unlike the education Minister of Bihar who tried to defend the recent news report about the massive cheating in some of the schools in Bihar, both the teachers and parents should lecture students about the serious consequence of cheating during exams and test. Technically, when a student cheat, he/she become equally corrupted like those politicians and Govt. Officials who steals away the funds meant for public and development because if a student can build a confidence to cheat around his/her friends, he/she will probably have enough courage to take the advantage and corrupt the system in the future. It’s high time that the college and school authorities of our state start adopting a resolution like those in western countries where the student caught cheating are expelled directly from the college and deprive of admission in another college. It may be hard but I feel it is the only way to educate and encourage a healthy society. How can we expect our system to be clean when we the youths are so dirty inside? If you are still a student like me please MAKE A PLEDGE...that you will refrain from doing any unfair means in your academic careers. May God bless the Naga Youths. Jayalalithaa to return as CM of Tamil Nadu
CheNNAi, MAy 22 (iANS): AIADMK leader J. Jayalalithaa will be swornin as chief minister of Tamil Nadu for the fifth time on Saturday, within less than a fortnight of the Karnataka High Court upholding her appeal and acquitting her in a corruption case. Tamil Nadu Governor K. Rosaiah's office, in a statement, said the governor has approved the recommendation made by chief minister-designate Jayalalithaa regarding allocation of portfolios among the council of ministers. The swearing-in ceremony would be held on Saturday at 11 a.m. at the Madras University Centenary Building. A total of 29 ministers, including 67-yearold Jayalalithaa, would be sworn-in. Coming out of her home after more than seven months on Friday, Jayalalithaa called on Rosaiah and exchanged pleasantries. She also handed over the list of ministers to be sworn in, party officials said. Jayalalithaa, while dropping M.S.M. Anand, minister for forests and P. Chendur Pandian (without any portfolio), retained all other ministers in the outgoing O. Panneerselvam government, without changing their portfolios. She would look after public, IAS, IPS and IFS,
Leader of the AIADMK Jayaram Jayalalitha arrives to offer a floral garland to a portrait of party founder M.G.Ramamchadran in Chennai on Friday, May 22, . An appeals court acquitted the powerful politician in southern India of corruption charges earlier this month, clearing the way for her to return to public office. Home, general administration, district revenue departments, while Panneerselvam will continue to hold the finance and public works portfolio. Earlier in the day, Rosaiah accepted the resignation of Chief Minister Panneerselvam and his council of ministers and invited Jayalalithaa to form a new ministry at the earliest. Jayalalithaa had to relinquish the post of chief minister and her Srirangam assembly seat after she was convicted and
given a four-year jail term along with Rs.100 crore fine by a trial court in Bengaluru in the disproportionate assets case. Jayalalithaa on Friday paid floral tributes at the statues here of party founder late M.G. Ramachandran (MGR), DMK founder late C.N. Annadurai and Dravidar Kazhagam founder late E.V. Ramaswamy. Thousands of party cadres from several parts of the state, despite the scorching summer heat, lined up along the route she took to
have a look at their leader. AIADMK cadres from different parts of the state were arriving in the city since early morning to greet Jayalalithaa and assemble at the party head office. Traffic in Anna Salai, a major road, was thrown out of gear due to the huge crowd. Hundreds of party flags, posters and banners with Jayalalithaa's photo were put up on the route she took. People climbed trees by the roadside to have a
glimpse of their leader. It was a day of fastpaced political developments -- along expected lines -- since morning. At 7 a.m., the AIADMK lawmakers in a meeting at the party headquarters elected Jayalalithaa as leader of the legislature party. Panneerselvam proposed Jayalalithaa's name amid enthusiastic clapping by all the law makers. He said he would resign as chief minister and leader of legislature party. It is expected that Jaya-
lalithaa would contest for re-election from the Radhakrishnan Nagar assembly constituency since on May 17, P. Vetrivel, a party legislator representing the constituency, resigned from his post and the same was accepted by the speaker. With Vetrivel's resignation, the AIADMK's strength in the 234-member assembly comes down by one to 150, excluding the speaker. A close aide of AIADMK founder-leader MGR, Jayalalithaa became the party's propaganda secretary in the early 1980s. In 1984, she entered the Rajya Sabha. Jayalalithaa was elected to the Tamil Nadu assembly for the first time in 1989. Two years later, she became the chief minister, sweeping the election held after the 1991 assassination of former prime minister Rajiv Gandhi. Her party was voted out in 1996 amid corruption charges, but she returned to power in 2001. Jayalalithaa again led the AIADMK to a thumping victory in 2011. This time, she announced a string of populist measures that have proved to be hugely popular in Tamil Nadu. Jayalalithaa studied in Bengaluru and Chennai, and ventured into acting. She made her debut at the age of 16 in a Kannada movie, and went on to act in over 140 films.
'BSF first wall of defence of India' New deLhi, MAy 22 (iANS): Praising the BSF for being the first "wall" of defence of the country, Home Minister Rajnath Singh on Friday said he gets "emotional" when he meets families of the troopers who give their lives in the line of duty. Addressing the 13th Border Security Force investiture ceremony here, the home minister said "the BSF is not only a first line of defence, but also a first wall of defence". "The forces get the sense of sacrifice when they have sense of national pride," the minister said, adding that the BSF is one such force where "the soldiers feel the border outpost is a home away from home".
Government committed to one rank one pension: Jaitley New deLhi, MAy 22 (iANS): Finance Minister Arun Jaitley on Friday said the one rank one pension (OROP) concept was "an unambiguous commitment" of the government. Addressing a press conference held to mark one year of the Narendra Modi government, Jaitley said the defence ministry was talking to his ministry on the issue. "It will be implemented," he said. Defence Minister Manohar Parrikar said last week that OROP was in its final stages and expected to be cleared by the finance ministry in a few days. OROP is a long standing demand of ex-servicemen's associations and relates to payment of uniform pension to defence forces personnel retiring in the same rank with the same length of service, irrespective of their date of retirement.
Planning Commission was better than NITI Aayog: Himachal CM ShiMLA, MAy 22 (iANS): Batting for the disbanded Planning Commission, Himachal Pradesh Chief Minister Virbhadra Singh said on Friday it was far better than the newly-constituted NITI Aayog as far as the welfare of states was concerned. "The Planning Commission used to take up the issues of the states strongly with the ministries concerned. I personally feel NITI Aayog has no clear directives for special category states like Himachal Pradesh and Uttarakhand," he said. Singh was speaking to visiting journalists from Chhattisgarh in an informal interaction here. The chief minister said besides the northeastern states, others like Himachal Pradesh, Uttarakhand, and Jammu and Kashmir were also declared as special category states and used to obtain financial assistance from the Centre in 90:10 or 70:30 ratio. After the commissioning of NITI Aayog, it is states like Himachal Pradesh and Uttarakhand who are suffering the most.
‘Modi's Mongolia visit more about leverage over China’ Centre issues a notification to back Lt. Governor, AAP condemns move
New deLhi, MAy 22 (iANS): Prime Minister Narendra Modi's visit to Mongolia was aimed more at gaining some psychological leverage over China than about building trade and economic ties, according to experts. India's former ambassador Phunchok Stobdan told IANS that the visit was "more of a strategic step". S. Kalyanaraman, also an expert on the region, said it was about "making our presence felt in the region". Modi became the first Indian prime minister to visit Mongolia on May 17. During his Mongolia visit, he announced a $1 billion Line of Credit to Mongolia for its infrastructure projects and inked agreements in the field of culture, air services and cyber security training among others. Stobdan said the import of uranium or copper or natural resources was not a driving factor in building ties with Mongolia. "India can get uranium from any-
where," said Stobdan, now a senior fellow with Delhi-based think tank Institute for Defence Studies and Analyses (IDSA). "Trade is not the issue here as the transportation cost would be too high. Everything will have to pass through China that will impose a lot of restrictions." Total bilateral trade between India and Mongolia was $17.4 million in 2010 which rose to $35 million in 2013, according to official figures. On the other hand, the CIA fact-sheet says Mongolia's trade with China represents more than half of its total external trade. China receives more than 90 percent of Mongolia's exports and is its largest supplier. Stobdan argued: "Mongolia is a listening post for us. It is similar to why China keeps Pakistan close. "China has not been able to reconcile with the fact that Mongolia is not a part of it. We could not ensure Tibet's independence but we want Mongo-
Shoot-out in Mumbai Film City rattles B'wood MuMBAi, MAy 22 (iANS): In a real life shoot-out, a Bollywood security contractor was shot and critically injured inside the Film City in Goregaon East here on Friday, barely a few metres away from a set where megastar Amitabh Bachchan was shooting. Additional Police Commissioner Fatehsinh Patil told reporters that two people arrived on a motorbike and fired at least three shots at Shrikant alias Raju Shinde from close quarters, stunning the people around. A seriously injured Shinde, 45, was rushed to the Nanavati Hospital in Vile Parle where he is undergoing treatment. "There may be a possibility of personal rivalry as he was shot from a close range... We are investigating from all angles and shall probe if he had got any threats in the past," Patil said. Shortly after the shootout at 2 p.m., near the Gate No 2 of Film City which is situated inside the Aarey Milk Colony, police erected road blocks all the way upto the Western Express Highway and at all the exit points from Mumbai. Among other things, Shinde also served as a security contractor, runs a cable television network, construction, supplying timber to film sets and into assorted social activities. However, the motive behind the attack or its perpetrators are still not clear and being investigated, Patil added. Bachchan, 72, tweeted: "Okay!! Shooting at Film City...and a gang war shootout 20 feet from where we are... !! 1 dead... cops all over." The Filmcity is an integrated film studio complex with multiple locations that serve as the venue of many Bollywood film and TV show shootings.
lia's independence." He said China's idea was to make Mongolia so dependent on it economically that "its independence becomes irrelevant". He also points to India's shared history with Mongolia, something which is affirmed by K. Warikoo, a professor at the Centre for Inner Asian Studies at the Jawaharlal Nehru University (JNU) here. Warikoo told IANS: "We share deep historical-cultural ties and we need to take this to the next level." He said Modi's announcement "demonstrates the actual implementation of the new government's Act East Policy". According to him, Mongolia had a rich treasure of ancient Indian classical Sanskrit and Buddhist manuscripts preserved in its libraries and monasteries. "It is time for India to get these digitalised and make them available to larger scholars in India." According to immigration authorities, there are around 200 registered Indians in Mongolia. Warikoo said India also needs "to put its act together" to gain access to Mongolia's rich natural resources, including uranium, which are currently exploited by China. But Kalyanaraman, also a senior fellow at IDSA, argued that China had a natural advantage in trading with Mongolia as India's reach would be very limited. Sandwiched between Russia and China, Kalyanaraman argues, Mongolia cannot really come to Indian aid. "It is a scuttle game. It is useful to have Mongolia on our side," Kalyanaraman told IANS.
New deLhi, MAy 22 (iANS): The union government has backed Delhi Lt. Governor Najeeb Jung and issued a notification that makes it clear he has the power to post and transfer officials, a move that drew quick and sharp criticism from the combative AAP government on Friday. The notification, issued on Thursday and made public on Friday, states that the Delhi government "will have no executive power" with regard to "Services" -- a reference to Indian Administrative Service (IAS) and Indian Police Service (IPS) officers. The development comes a week after a very public power tussle erupted between Lt. Governor Najeeb Jung and the Arvind Kejriwal led AAP government in Delhi over posting and transfer of senior officers. The notification also takes away the power of the Anti-Corruption Branch (ACB) to prosecute "officiers, employees and functionaries" of the central government. Recently, the ACB
had filed a case against a Delhi policeman for taking a bribe. This had led to a retailiation by the police which filed an FIR against unnamed officials for "kidnapping" a policemen. ACB comes under the Delhi government. The union government notification came under attack by the AAP. Chief Minister Arvind Kejriwal, a bureaucratturned-politician, said: "The BJP first lost Delhi elections. Today's notification shows BJP's nervousness about our anticorruption efforts. The BJP again lost today." The AAP government, which came to power in February after winning a stunning victory in the Delhi assembly election, has been asserting its administrative powers on posting and transfer of senior officers, particularly from the IAS. Deputy Chief Minister Manish Sisodia described the transfer and posting of the officers an "industry". "This notification makes it clear how much the transfer-posting industry of Del-
hi is scared of us. It is a bid to save the transfer-posting industry," he added. The spat between Jung and the Kejriwal government started over the appointment of senior bureaucrat Shakuntala Gamlin as the acting chief secretary on May 15. The chief minister had accused Gamlin of lobbying for power distribution companies in the national capital. Finance Minister Arun Jaitley, however, defended the move and said that the central government had issued a "clarificatory notification" about powers of elected government and the Lt Governor. Jaitley said during a press conference here: "The home ministry circular (has been issued) so that no dispute remains. The reserved powers of the central government are exercised through the Lt Governor. The clarificatory notification is about it so that there is no confusion." "We do not want that offices are locked due to confusion," Jaitley said, re-
ferring to the AAP government which had locked the office of a senior officer apparently for following orders of LG for appointing Shakuntala Gamlin as acting chief secretary. The finance minister said it was responsibility of the central government to issue a clarification so that Delhi government is able to fulfill its responsibilities properly. The union government notification, which sparked a row, stresses that the IAS and IPS officers were administered by the central government. "National Capital Territory of Delhi does not have its own state public services," it said. It went on to say that 'Services' fall "outside the purview of Legislative Assembly of the National Capital Territory of Delhi (NCT) and consequently the Government of NCT of Delhi will have no executive power in relation to the above and further that power in relation to the aforesaid subjects vests exclusively in the president or his delegate that is Lt. Governor of Delhi".
“My parents tried to marry me off as a child” CASABLANCA, MAy 22 (ThoMSoN ReuTeRS FouNdATioN): At the age of 14 Usha Choudary was betrothed to a man she had never met. She refused to go through with the marriage. When her parents insisted, she threatened to kill herself. Choudary wanted to stay at school and break the cycle of child marriage and domestic abuse that blights millions of women's lives in India, and which nearly destroyed her own mother, who was married at 14. After years of violent arguments, Choudary finally managed to persuade her parents not to marry her off. Today she runs a grassroots organisation working to stop child marriage in her home state of Rajasthan. "Ending child marriage comes from my heart because of everything I went through," she said, describing a childhood scarred by witnessing the violence her mother suffered at the hands of her alcoholic father and in-laws. India has more child marriages than any other country, accounting for two in five child brides worldwide. Although child marriage is illegal, nearly half of
girls get wed before their eighteenth birthday and nearly one in five before they turn 15, according to U.N. data. As a child, Choudary saw her young cousins married off one by one. But it didn't cross her mind that she could be too, and she had no idea what her family was plotting when she went to visit her grandparents one summer holiday. "Lots of people arrived by taxi. Suddenly all the guests and my family came down from the guest room and started all kinds of engagement (rituals) - there were rings, jewellery and ornaments, and they put the sindoor on my forehead - the red powder mark at the hairline that signifies a Hindu woman is married. "They did all this in five minutes because they knew I was an outspoken and strong-minded person. Then the guests are gone and I am crying - really crying because I did not want to get married." To this day she has no idea who she was engaged to because grooms do not attend the bride's betrothal ceremony. "In India marriage is not a personal decision, it's a community decision. If you do not marry
your daughter there will be social pressure," she said. "The situation was very shameful for my parents. I was beaten many times, there was lots of fighting but I carried on living with them because I wanted to change their mentality. "If I had gone through with that marriage I would never have cut that chain of child marriage and violence in my family," she said. "No one in my family has been married as a child since." "Dreams Die" Choudary told her story on the sidelines of an international conference on child marriage in Casablanca hosted by Girls Not Brides, a global partnership committed to ending a practice affecting some 720 million girls and women. Worldwide some 15 million girls are married off each year, depriving them of education and opportunities, and forcing them to go through pregnancies before their bodies are ready. Choudary became a teacher before co-founding Vikalp, which tackles child marriage and violence and discrimination against women. She says they have al-
ready stopped hundreds of child marriages and helped keep thousands of girls in school. "Education is key for ending child marriage," said Choudary who now lives in Udaipur. "When a child marries her dreams die, she loses her freedom, her choices, her friends, her network, her opportunities." She says Vikalp tries to persuade parents that keeping their daughters in education can lead to better jobs which in turn helps
lift the whole family out of poverty. Her campaigning work also targets priests, beauticians and DJs who may provide services at the weddings of children. Now 38, Choudary says the pressure on her to marry has subsided, but her single status still attracts comment. "I want to create an example and show that a single woman can do anything. There is an alternative to marriage," she said.

Rohingya conflict & why it persists Robin McDowell Associated Press
M
any of the thousands of migrants abandoned at sea in Southeast Asia this month are Rohingya Muslims who fled their home country of Myanmar. Here are facts about the history and persecution of the ethnic and religious minority: Who Are The Rohingya? The Rohingya are a Muslim minority in predominantly Buddhist Myanmar, also known as Burma. Numbering around 1.3 million, they are concentrated in western Rakhine state, which neighbors Bangladesh. The Rohingya have been in Myanmar for centuries. Some historians say they are indigenous to Rakhine state, while others say they originally migrated from the west. In 1826, when the country was under British India rule, Muslims from Bengal were encouraged to move to the then-depopulated state of Rakhine —or Arakan — fueling ethnic tensions with local Buddhists that continue to this day. The numbers of Rohingya increased dramatically over the next few decades, further polarizing the two communities. Denied citizenship by national law, the Rohingya are effectively stateless and have limited access to education, adequate health care and the right to freely practice their religion. Their movement is severely restricted. In some cases they cannot travel between villages without paying hefty bribes to police and other authorities. If they

want to go to the main city of Yangon — even for emergencies — they can expect to pay up to $4,000. After the country moved from dictatorship to democracy in 2011, newfound freedoms of expression gave voice to Buddhist extremists who spewed hatred against the religious minority and warned Muslims were taking over the country. The attacks that followed left up to 280 people dead. Another 140,000 Rohingya were driven from their homes and are now living under apartheid-like conditions in crowded displacement camps. What Do They Want? The Rohingya want the same rights as others in Myanmar, starting with citizenship. Soon after President Thein Sein came to power in 2011, he stated
Air pollution may increase autism risk in kids: Study NEw yoRk, MAy 22 (IANS): Exposure to air pollution in the womb and the first two years of life may be associated with an increased risk of a child developing autism spectrum disorders (ASDs), new research has found. ASDs are a range of conditions characterised by social deficits and communication difficulties that typically become apparent early in childhood. “Autism spectrum disorders are lifelong conditions for which there is no cure and limited treatment options, so there is an urgent need to identify any risk factors that we could mitigate, such as pollution,” said lead author Evelyn Talbott, professor of epidemiology at the University of Pittsburgh Graduate School of Public Health in the US. “Our findings reflect an association, but do not prove causality. Further investigation is needed to determine possible biological mechanisms for such an association,” Talbott noted. The researchers performed a population-based, casecontrol study of families with and without ASD living in six southwestern Pennsylvania counties. They obtained detailed information about where the mothers lived before, during and after pregnancy, and estimated individual exposure to a type of air pollution called PM2.5. Considered to be the most common and hazardous, this type of pollution refers to particles found in the air that are less than 2.5 micrometres in diameter. It comes from burning wood or coal, car exhaust and other sources. Based on the child’s exposure to concentrations of PM2.5 during the mother’s pregnancy and the first two years of life, the researchers found that children who fell into higher exposure groups were at an approximate 1.5fold greater risk of ASD. The researchers arrived at the conclusion after accounting for other factors associated with the child’s risk for ASD -- such as the mother’s age, education and smoking during pregnancy. The study was published in the journal Environmental Research.
Dog-human bonding older than thought LoNdoN, MAy 22 (IANS): Dogs may have been domesticated much earlier than thought, finds an interesting study, adding that their special relationship to humans may go back 27,000 to 40,000 years. This debunks earlier genome-based estimates that suggested that the ancestors of modern-day dogs diverged from wolves no more than 16,000 years ago after the last Ice Age. The genome from the wolf from Taimyr Peninsula in Siberia, which has been radiocarbon dated to 35,000 years ago, represents the most recent common ancestor of modern wolves and dogs. “Dogs may have been domesticated much earlier than is generally believed,” said Love Dalen from the Swedish Museum of Natural History. The DNA evidence also shows that modern-day Siberian dogs share an unusually large number of genes with the ancient Taimyr wolf. The researchers made these discoveries based on a small piece of bone picked up during an expedition to the Taimyr Peninsula in Siberia. Initially, they did not realise the bone fragment came from a wolf at all; this was only determined using a genetic test back in the laboratory. But wolves are common on the Taimyr Peninsula, and the bone could have easily belonged to a modern-day wolf. On a hunch, the researchers decided to radiocarbon date the bone anyway. It was only then that they realised what they had - a 35,000-year-old bone from an ancient Taimyr wolf.
the Rohingya do not exist and advocated for their deportation. The government says they are “Bengali,” a term that implies they are all illegal immigrants from Bangladesh. They are not eligible for citizenship under the country’s militarydrafted 1982 law, because they are not on an “official” list of ethnic groups that had permanently settled in Myanmar since at least 1823. The legislation does provide an alternative, “naturalized” citizenship for Rohingya, but only for those willing to identify themselves as “Bengali.” They also have to be able to prove their families have been in the country for at least three generations. That’s difficult for members of the religious minority, who have little in the form
of documentation and are frequently uprooted. Even those who gain alternative citizenship would continue to be discriminated against. The status falls short of full citizenship, and would continue to deny Rohingya the right to own land, to run for office, to form or lead political parties and to enter professional fields like law, medicine and engineering. The Rohingya have little say in their future. They will not be allowed to vote in upcoming general elections. And a controversial “action plan” warns they could face eventual deportation or indefinite internment. Why They Are Fleeing? With little left for them in Myanmar, the Rohingya have for decades set their sights abroad, most hoping
to reach Muslim-majority Malaysia where they can find under-the-table jobs and security. The number of men, women and children who fled the country skyrocketed after the 2012 violence, with more than 120,000 Rohingya and Bangladeshis boarding boats in the last three years. Many sold everything they had — land, cattle, gold — to get to a third country. They give human traffickers a little money upfront, the rest coming while they are in transit. Urgent calls are made to their families demanding $2,000 or more before they can continue on their way. Until recently, the first stop along the route was neighboring Thailand, where they were held in secret jungle. Those unable to come up with ransoms risked being held for months, sometimes longer, enduring beatings and getting little food, water or medical attention. Many died; in recent weeks authorities have discovered dozens of shallow graves in abandoned camps. The tactics of smugglers changed in November following a crackdown by Thai authorities on human trafficking networks. Instead of bringing their “passengers” to land, they held them on large boats that were effectively offshore camps. They shuttled them to the ThaiMalaysian border on smaller, rickety vessels once they were paid off. When the heat turned up — not only traffickers but also politicians and police were getting arrested — brokers and agents got spooked. People were no longer allowed to disem-

Blatter set for another Figo quits FiFA presidential race win in FIFA election Barry Hatton
Associated Press
Graham Dunbar AP Sports Writer
For once, a major FIFA election is untainted by claims of vote-buying. There's no need this time. Sepp Blatter's widely expected re-election on May 29 as president of soccer's world governing body for a fifth term has seldom seemed a real contest. His hold on the top job is so secure that Blatter published no manifesto, declined to debate opponents and rarely engaged with media worldwide. "I am not campaigning," Blatter said in March at a FIFA news conference he was obliged to attend. "I am now 40 years in FIFA, and I am 17 years as president of FIFA. This is my manifesto." Three rival candidates entered the race in January: Prince Ali bin al-Hussein of Jordan, Luis Figo of Portugal and Michael van Praag of the Netherlands. Van Praag and Figo, however, both dropped out of the race on Thursday. By withdrawing, they showed how the task to sway Blatter's rock-solid support looked impossible even before belatedly starting to seek votes. "If you really wanted to do this properly you should have started (campaigning) two years ago," Van Praag, the Dutch soccer federation president, said in Vienna in March. Prince Ali is not even
sure of widespread support from his home Asian Football Confederation, whose leaders have questioned the 39-year-old Jordanian's decision to run. The outcome has looked clear since February 2014 when Blatter dropped his biggest hint that he would run again. He teased he "would not say no" if enough of FIFA's 209 member federations asked him. They did. Despite the scandals and allegations often swirling around FIFA, voters worldwide show little or no desire for change at the top. Familiarity with Blatter has bred content. He was FIFA's top administrator and, therefore, point man to members for 17 years before his controversial first election in 1998. On Blatter's presidential watch, FIFA has risen from financial crisis in 2001 to sit on a growing $1.5 billion reserve fund. FIFA earned almost $5 billion directly from the 2014 World Cup and rewarded all 209 members equally well. The smallest island federation in the Caribbean or South Pacific got the same bonus payments totaling $1.05 million from FIFA's tournament profits as World Cup champion Germany. Each member has equal voting power at the congress when changing FIFA rules or picking a president — as each federation helps do every four years in Zurich.
FIFA pays for a three-person delegation from each of the 209 to attend the election in its home city, one of the world's most expensive. It adds up to Blatter being able to count on most voters in five of FIFA's six continental confederations during his reign. Even UEFA has pockets of support for him, especially within the Russian sphere of influence. Since the candidate deadline passed, four confederations which held their annual assemblies blocked Blatter's opponents from making formal speeches to potential voters. The three rivals sat and watched in Asuncion, Paraguay; Cairo, Egypt; Nassau, Bahamas; and Manama, Bahrain as FIFA's game of democracy played out. Meanwhile, FIFA protocol allowed Blatter to address all those meetings, without explicitly referring to the election. He also met voters when attending finals at the Asian Cup and African Cup of Nations. This strategy of official non-engagement has proved effective for Blatter, limiting possible mistakes and offering no stage for his opponents to make gains. The exception was UEFA's annual meeting in Vienna. Blatter had a front row seat to hear executive committee colleague Prince Ali describe FIFA as "authoritarian," and Van Praag talk of disarray, nepotism and corruption.
Calling FIFA a dictatorship under Sepp Blatter, presidential candidate Luis Figo dropped out of the election race on Thursday. The Portugal great and former FIFA world player of the year said in a statement sent to The Associated Press that he refuses to go along with an election process that is designed "for the delivery of absolute power to one man" — indicating Blatter, the current FIFA president. Figo's announcement came hours after another candidate, Dutch soccer federation president Michael van Praag, also withdrew from the May 29 poll of 209 FIFA member federations. That left only Prince Ali bin al-Hussein of Jordan in the race as the three UEFA-supported opponents to 17-year incumbent Blatter finally united in a joint strategy. Prince Ali joined Van Praag at a news conference in Amsterdam late Thursday to announce new promises in a campaign that has barely a week to attack a global bedrock of support for Blatter. An immediate expansion of the 2018 World Cup to 36 teams would create one extra place for each of Africa, Asia and the region covering North and Central America and the Caribbean (CONCACAF), plus upgrading playoff entries for

South America and Oceania to become guaranteed qualifying slots. Prince Ali also pledged to give $1 million per year to FIFA members, doubling what each got in a four-year commercial cycle tied to the 2014 World Cup. A maximum eight years in office for FIFA presidents and committing potential World Cup hosts to respect labor and human rights were also promised. "These are the brilliant ideas President Van Praag has shared with me, and they are pledges that I believe greatly strengthen the commitments that I had already made," the prince said. Blatter has led FIFA since 1998 and has not

However the progress of work is very slow and only 20% of work is done and out of the 20% completed work around 5 % has been damaged and spoiled, then where is your credibility and dedication to work as designated. Here, I would like to put on few lines for your perusal; 1. Is the fund allotted for road construction limited and already exhausted? Or already lapsed/hold by the Directorate from Delhi due to poor quality of work and incompetent lackadaisical attitude. 2. What is the reason be-
hind slow pace of work? or there is an Order/ Directive from the Director General, Boarder Roads, Organization, New Delhi, to initiate the work in piece meal manner, or your % of income is low for which you don't give importance to this matter? 3. This is the only ROAD leading to the Nagaland University, where our future generations are shaped and nurtured for Naga Society in general, and if any untoward incident happens to our younger minds due to the poor construction of Road and slow pace manner, the responsibility will be shouldered upon you. 4. How many hours is detailed in a day for your personal to work? It is our eye witnessed and could see they hardly work for 3 to 4 hours in day only. 5. Lastly this is the only road which are travelled by the faculty, staff, students, visitors, Central VIPs & State VIPs but none bothers. Bendangnukshi, AGS NUNTSA- Lumami
Most Honorable Raliwali, I am completely at a loss as to how you entirely misplaced what my intension in the Article 'Political Heresy in Nagaland' of 07/05/2015 in the local News Media, was. I decried the Privileged, the Powerful, those with every economic Opportunities in the Society and the cunningly Clever, for using the trustingly Naïve Simple for the Personal Agenda of the former Class. To hit hard the 'Former Class' and a bit healthy consideration on the 'Latter Class', I naively used the expression "fools from the East" for the generally Used Class, not that there are 'no fools' from the South, the West or the South. I am very sorry you reflected your opinion on my personal character and took my import not in the intended sense. The unenviable state of affairs in the Naga National Politics in which you are one of the many Leaders, in the State Politics and in the Eco-
nomic conditions in different parts of Nagaland, a special State in the whole of India for the last 52 years of Statehood since 1963, may bear some witnesses to what I have to say. I would request you to read the Article very carefully again; the last sentence of the Article sums up the Substance of the whole Write-up: ("To use the weaker for the interest of the powerful is never a productive good Politics"). Important National Leaders like you can sometimes read a lot from the unwritten lines between the written lines of a communications from others. I feared to whom the scribbling was directed, may view it askew; unexpectedly the reaction appears inspired from a different side! Whatever you may opine further, I will reply in loud 'SILENCE'. Thank You.
pledged to leave office in 2019, when he would be aged 83, if he wins a fifth term next week as expected. Figo said during campaigning he encountered hypocrisy among federation presidents around the world, and that people who wanted to speak out had been silenced. He gave no names. "I have seen with my own eyes federation presidents who, after one day comparing FIFA leaders to the devil, then go on stage and compare those same people with Jesus Christ," Figo said. He said FIFA was "living under a dictatorship" with Blatter. Both Figo and Van Praag had argued that FIFA had lost credibility amid
corruption scandals and accusations of nepotism leveled at Blatter. Blatter has pledges of support from most voters in five of FIFA's six continental confederations. Figo said he found "space for normal and democratic debate" in Europe. Van Praag switched his support to FIFA vice president Prince Ali, but Figo made no mention of making a similar move. "FIFA needs change and I feel that the change is urgent," Figo said, adding that he wanted to clean up "FIFA's reputation as an obscure organization that is so often viewed as a place of corruption." In Amsterdam, Van Praag said he had the sup-
port of "many European countries and many more from all over the world," but he declined to name them. He called on his supporters to transfer their votes to the prince. "Prince Ali bin al-Hussein convincingly demonstrated that at this moment in time he is the candidate who has the biggest chance to challenge Sepp Blatter," Van Praag said. Sitting next to Van Praag, the prince was not ready to discuss his chances at next week's vote, but said he had sensed a "real desire for change and progress" during his meeting with federations around the world. "I cannot predict right now, but I think if the football family follows their desires, if things are done in a correct way with no interference then I fully believe we have a great chance of making that change," Prince Ali said. Figo argued that there should be a public debate on each candidate's proposals. "Does anyone think it's normal that an election for one of the most relevant organizations on the planet can go ahead without a public debate?" he asked in a reference to Blatter's failure to present an election manifesto. "Shouldn't it be mandatory to present such a manifesto so that federation presidents know what they're voting for? That would be normal, but this electoral process is anything but an election," he said.
Not sure if top players would tour pakistan: sunil Gavaskar
NEW DELHI, May 22 (PTI): Former India captain Sunil Gavaskar on Friday expressed apprehensions about the prospect of Indian cricketers touring Pakistan in near future. The ending of a six-year long spell of isolation from international cricket may be seen as a major headway by the Pakistan Cricket Board but Gavaskar termed Zimbabwe's tour to the country a "baby step". Zimbabwe is the first Test side to tour Pakistan in six years since the terrorist attack on the Sri Lanka national cricket team bus in March 2009.
"Whatever the country's Boards may decide, I am sure not many top Indian players would like to go there and play if they are asked today. After what happened in 2009, most players would refuse to tour the country," Gavaskar told NDTV. "It will be just a baby step. There are more steps required before it can say that international cricket is back in Pakistan," he said. Gavaskar, though, insisted that it would be a huge thing for the Pakistani youngsters to see their cricketing heroes live in action.
"It is good for the young Pakistanis to see their heroes play in front of their eyes in flesh and blood in the national colours," the batting legend said. The Sri Lankan cricket team attack took place in March 2009, when the bus carrying the cricketers, was fired upon by 12 gunmen, near the Gaddafi Stadium in Lahore. The cricketers were on their way to play the third day of the second Test against Pakistan. Six members of the Sri Lanka national cricket team were injured, while six Pakistani policemen and two civilians were killed.

Putting Christianity above culture
T
oo often Christianity is tied to the culture – commonly to the ambition of the Christian left or right. But it is exactly at this point, regarding the faith’s relationship with culture, that Christianity is virtually unlike any other religion in the world, said a respected writer. While most religions in the world are closely tied to a culture, Christianity transcends the culture. To become a Muslim or a Hindu is to adopt the whole culture: what to eat, how to dress, every part of your life… adopting laws along with that. Christianity, in contrast, is for all cultures. Revelation 7:9ff show how Christianity is for every nation, every tribe, every people and language. This is a clear indication of the uniqueness of Christianity from the rest of the world’s religions.“The fact is that Christianity is not about a particular view of a culture or particular view of morality because morality is universal. Christianity is about Christ. It is about forgiveness. It is about a God breaking into our sinful cultures and sinful lives and redeeming us. People don’t even realize this is what Christianity is about,” said Dr. Gene Ed-
ward Veith. He again warned how we have to be very careful not to lose that gospel to political or cultural issues, as valuable as they might be. The culture is very significant but not ultimate, and we must not confuse the two. In scriptural terms, Christians, because of their new birth in Christ, are to be a new people, God’s people, with a new way of life which is in harmony with God’s nature and purposes. Paul puts it simply in Colossians 1:13, “For He has rescued/delivered us from the dominion of darkness and brought/transferred us into the kingdom of His beloved Son.” Paul also describes the concrete change in behavior involved in the transfer of kingdoms: “You must no longer live as the Gentiles do, in the futility of their thinking. They are darkened in their understanding and separated from the life of God because of the ignorance that is in them due to the hardening of their lives” (Ephesians 4:17, 18). Spiritual ignorance, stemming from a rejection of the truth, alienates people from the life of God and issues in a corrupted way of life (See also in Romans 1:8-32). This is not, of course, to say that non-Christians or
non-Christians cultures lack all goodness or that Christians cannot learn from them. But there is an important spiritual principle here: the form a human cultural takes depends on its spiritual relationship with God. If a culture does not explicitly acknowledge and obey the one true God, it will contain distortions of true righteousness. Just as Plato felt a need in his day to distinguish true justice from its many counterfeits, so is there a need in our day to distinguish true Christianity from its many counterfeits. Perhaps one good way to do this is to follow Plato’s lead – that is, to seek out a clearer, more precise definition of what Christianity “is” by first determining what it is “not.” Christianity, unlike culture, which can only instruct us in how to interact with others in our society, answers our deeper need: to know that we possess intrinsic value. One of the greatest stumbling blocks is the long-standing misconception that Christianity and Western culture are inextricably bound together. It is true that the Biblical precepts owe a great debt to the lasting and excellent Western and Euro-
pean cultures but it does not mean that these cultures and Christianity are two sides of the same coin, per se. One of the greatest innovations in modern missions indeed was inspired by the recognition that the gospel of Christ transcends the narrow confines of race and culture. Gone are the days of the Victorian missionary who would bring to India and Africa a gospel laden with British cultural values and prejudices. The recently held Kohima Baptist Youth Fellowship (KBYF) Spring Carnival was a celebration of creativity. It celebrated Christ who has come to redeem all peoples, irrespective of tribe, race, tongue or cultures. The colorful display of Red Indian clothing and paintings clearly was a celebration that Christ indeed transcends the narrow confines of race and culture. While, it is indeed important to note that the various tribes, races or cultures have elements rooted in pagan, non-Christian worldviews, we cannot underestimate the power of Christ to transform these cultures. New Zealand's Ross Taylor plays a shot off the bowling of England's Moeen Ali during play on the second day of the first Test match at Lord's cricket ground in London, Friday, May 22. (AP Photo)
LONDON, May 22 (aP): Martin Guptill and Tom Latham combined for a century opening stand for New Zealand against England then were out within three balls of each other on day two of the first test at Lord's on Friday. Both were dismissed with the total at 148, leaving Kane Williamson and Ross Taylor to carry New Zealand to tea at 173-2, 216 runs behind after bowling out England for 389 in the morning. After England finished the first day on top, Guptill and Latham provided just the reply New Zealand needed on an easy pitch which wasn't tolerating anything back of a length. England bowled spiritedly, but without help from the pitch, and
Guptill and Latham dug in, then cashed in. Guptill, playing his first test since New Zealand's last tour here two years ago, was on 24 when he was caught at first slip after edging newcomer Mark Wood just before lunch. But video replay showed Wood overstepped, and his first wicket was wiped from the books. After lunch, Latham was dropped on 21, when his edge off Ben Stokes flew through Ian Bell's hands at second slip. The openers hit some streaky boundaries and offered the fielders tough chances, but plowed on, becoming bolder. They brought up their century stand in the 29th over.
Moeen Ali's spin was finally introduced in the 33rd, and he struck in his second over. Latham tried to work a delivery off his legs but missed and was caught plumb, out for 59 off 98 balls, including 10 boundaries. Two balls later, Stuart Broad, who'd been honest without threatening for a while, caught Guptill sending a ball straight to cover, where Gary Ballance took a good, two-handed diving catch. The loss of the openers unsettled New Zealand, as Williamson and Taylor struggled to settle against a pumped up England. Taylor was fortunate to survive a run-out chance before scoring, and was on 8 at tea, with Williamson on 11.

ara Delevingne's rise to modelling stardom has been meteoric. This time four years ago she was barely known. Now she has countless high-fashion campaigns and magazine covers under her belt, as well as a huge, worldwide fan base and almost 13 million Instagram followers to prove it. But in a new interview with the Wall Street Journal Magazine, the 22-yearold has admitted that what looked like a stellar, carefree career was anything but. "I ended up feeling a bit empty," she says. "Fashion is about what's on the outside, and that's it. There's no searching, it's just creating pretty things." "It's horrible living in a world where I'll get a call from someone saying, Soand-so says you were partying a lot and you were looking this way and you need to lose weight," she adds. "It makes me so angry. If you don't want to hire me, don't hire me." Kanye West makes record donation
K
anye West has made a record donation to a youth organisation. The ‘All Day’ hitmaker has given $133,000, part of the proceeds from his Louis Vuitton Foundation concerts, to the Chicago-based arts institution Donda’s House, which he co-founded in 2013 in honour of his mother Dr Donda West. The organisation provides youths with artistic direction through various classes and programmes including creative writing, record producing and health education. Donda’s House Executive Director, Donnie Smith, said his contribution to the centre - which caters to budding artists between 14 and 24 years old - will help improve their “capacity with new staff as we deliver the high-quality arts programming that our participants deserve”, according to a press release. The house’s co-founder Che ‘Rhymefest’ Smith added it was an “honour” to have received the donation and credited the 37-year-old star for using his influence for the benefit of the organisation. He said: “His leadership has enabled Donda’s House to grow quickly and impact the lives of over 160 of Chicago’s young people already in our short history. “This is a great honour and a true tribute to his mother’s legacy, who did so much for young artists.”

amir Khan, who has just returned from China after the grand premiere of his latest blockbuster PK in that country, has denied that he is doing any Indo-Chinese film with global superstar Jackie Chan. A week back sections of the press went all out to confirm that Aamir had signed a film titled Kung Fu Yoga with Chan. Now, the 50-yearold Bollywood actor has put all such speculations to rest by declaring he is part of no such film. The reason, he claimed, was his prior commitment back home. “Jackie Chan is planning that film with Stanley Tong who has directed a number of his films. It is not possible for me to do it... They are shooting in SeptemberOctober and that time I will be busy with Dangal. I can start any film in AugustSeptember next year (sic),” Aamir told agencies. The biopic Dangal, Aamir’s next Bollywood release, sees him play wrestler Mahavir Phogat. The actor has currently beefed up to play the mature portions of the character and around November is scheduled to start shedding weight to fit the bill as a younger Phogat.
'Tomorrowland' According to Aamir, that specific look will prevent him from signing any new film till late 2016. Kung Fu Yoga is said to be the first of a three-film production agreement signed between India and China that was inked during Chinese President Xi Jinping’s visit last year. Unconfirmed reports that appeared in the Indian press earlier stated the film was first offered to Saif Ali Khan before Aamir was approached. Aamir has been a self-confessed fan of Chan and has admired the actor’s action skills and comic timing. Conversely, during his visit to Delhi to inaugurate the Chinese Film Festival in 2013, Chan had praised Aamir’s 2009 blockbuster 3 Idiots. Kung Fu Yoga is a typical Jackie Chan action comedy directed by Stanley Tong, the veteran filmmaker who has helmed some of 61-year-old Chan’s films including The Myth (which featured Bollywood siren Mallika Sherawat), Rumble In The Bronx, Police Story 3 and 4. Tong and Chan have reportedly created a very special Indian character and backdrop for Kung Fu Yoga.
Disney's summer treat
D
isney's "Tomorrowland" is a typical sci-fi, blockbuster adventure film, a perfect offering for teenagers this summer. Narrated in a non-linear, he-said, she-said manner, the film is initially confusing, but gradually settles down as the exposition gets clear. The film begins with middle-aged George Clooney, as Frank Walker, telling us: "This is the story about the future and the future can be scary." He goes on to give reasons for his belief and then states: "When I was a kid, the future was different." His version is then followed by Cassey's. Frank's version starts way back in 1964 at the New York World Fair, where, as a teenage inventor, he enthusiastically
goes to present his creation, a "jet pack". His creation is half-baked, but nevertheless he manages to impress Athena, a young girl, about his age, who offers him a shiny badge marked with the letter 'T'. This pin leads him to a futuristic place called Tomorrowland. Over the years, Frank is exiled from Tomorrowland and he now leads a secluded life. On the other hand, Cassey, an optimistic enthusiast, daughter of an ex-NASA scientist, is unwittingly introduced to Tomorrowland by Athena. Her quest to learn more about the place leads her to Frank and then their journey begins to save the world, doomed by wars and environmental disasters.
It is their story. Packed with life's lessons and fantasy effects that include soft-lens-clear images of a beautiful world, Tomorrowland is a dreamer's paradise. Some of the lessons of optimism are: "The tiniest of action can change the future" and how "In every moment there are possibilities of a better future". The film belongs to the brilliant children; Brittany Robertson plays Cassey Newton, Raffey Cassidy essays Athena the machine girl "designed to find dreamers", Pierce Gagnon plays Cassey's young brother Nate Newton and Thomas Robinson, the ever-charming young Frank. They steal your heart with their per-
formances. George Clooney as the grumpy genius Frank Walker along with Hugh Laurie as the ruler of Tomorrowland offer nothing exceptional. Unlike other films that speak about dystopian societies, "Tomorrowland" has a very positive and optimistic approach. Visually, the film is bright and cheerful thanks to cinematographer Claudio Miranda's brilliant camera work, production designer Scott Chambliss's fine production output and music composer Michael Giacchino's elevating background score. The only issue is that though the film ends on a very upbeat note, it does not offer any solutions to the issues it raised.

OAKLAND, MAy 22 (AP): Houston's James Harden lost control of the ball as time expired, allowing Golden State to hang on for a 99-98 win against the Rockets on Thursday and take a 2-0 lead in an NBA Western Conference finals series that is developing into a showdown between Harden and Stephen Curry. Curry had 33 points for the Warriors, who now have a strong grip on this series and sights set on the NBA Finals. Curry won the league MVP this year and Harden was the runner-up. "Sometimes I want to crack open a beer and get a courtside seat. These two guys are the two best basketball players in the world," Warriors center Andrew Bogut said. Harden rallied the Rockets from 17 points down in the second quarter and had a chance to finish off the comeback in the fourth. Instead, Klay Thompson and Curry trapped Harden, who lost the ball as time expired. Harden fell to the floor and put his hands over his head as the Warriors celebrated on the court, the sellout crowd roared, and confetti fell from the rafters. "Kicking chairs," Harden said. "It's frustrating. It's frustrating to give the game away like that."
Harden had 38 points, 10 rebounds and nine assists, and Dwight Howard overcame a sprained left knee that slowed him down to finish with 19 points and 17 rebounds for a Rockets team headed home in a major hole. Game 3 is Saturday in Houston, which is facing a two-game deficit again. The Rockets overcame a 3-1 hole in the second round against the Los Angeles Clippers. "We're not going to go anywhere," Rockets coach Kevin McHale said. "We're just going to keep standing here and swinging." Curry made five 3-pointers to go with six assists and three rebounds. He got a big boost from his teammates — notably Bogut, Draymond Green and Thompson — to regroup after the Warriors lost the big lead in the first half. Curry connected on a 3-pointer, then found Bogut under the rim for a layup that sent the 7-foot Australian flexing his muscles and shouting to the crowd. Bogut missed the ensuing free throw, but the Warriors led 96-89 with 2:25 left. Harden brought Houston back and the Rockets also forced the Warriors into an 8-second, backcourt violation before Harden found Howard for an alley-oop that sliced Golden State's lead to 99-98
with 33 seconds remaining. After a timeout, Harrison Barnes missed a difficult reverse layup contested by Howard as the shot clock nearly expired. Harden got the ball down the court, and McHale elected not to call timeout because his team had the Warriors scrambling and outmanned. "I will take our best player heading downhill on a broken court any day of the week. That's where he feasts," McHale said. Harden was defended by Thompson and Curry came over near the 3-point line, where Harden lost the ball. Time expired amid the scramble. "You knew he probably wasn't going to pass," Curry said. "At that point, it's just don't let him get a shot off and try to be the hero." The Warriors bench ran onto the court in celebration. Harden lay on the floor until teammates helped him up. "I just wanted to stay big and force a contested shot," Thompson said. "Steph made a great read with that double team." The play ended a fast-paced, back-andforth contest — one that saw the Rockets rally the same way the Warriors did in Game 1, when they came back from a 16-point deficit in the second quarter. "A little too drama-filled for us," Curry said.
PARIS, MAy 22 (AP): The tennis equivalent of climbing three mountains, just to reach the Roland Garros final. Never have the obstacles loomed so large between Rafael Nadal and another trophy on the red clay of Paris. The draw Friday could hardly have been more unkind for the nine-time champion whose confidence and reign as the "King of Clay" are looking shaky. There were "oohs" and "aahs" in the auditorium as defending women's champion Maria Sharapova plucked out Nadal's name to set up another potential blockbuster encounter with top-ranked Novak Djokovic. Only this time, the finalists of 2012 and 2014 are on course to meet in the quarterfinals. Just to get that far, Nadal could have to beat one of tennis' rising stars, 10thseeded Grigor Dimitrov, in the fourth round. And possibly lurking in the semifinals could be Andy Murray, the 2013 Wimbledon and 2012 U.S. Open champion who hasn't lost a match since marrying long-time girlfriend Kim Sears last month. Nadal has faced tough draws before. In 2011, 2013 and again last year, he beat three top 10 players on his way to victory. And his 66-1 record at Roland Garros, with his only loss coming in the fourth round in 2009, means he cannot be written off despite recent chinks in his usually ironclad clay-court game and self-belief. Still, if the June 7 final again finishes with Nadal biting the Musketeers Cup,

this Roland Garros could be his crowning achievement, given the traps awaiting him. Nadal has fallen to No. 7 in the ATP rankings since coming back from injuries, dropping his seeding to sixth, the lowest it's ever been at the clay-court major. That left him more vulnerable than usual to the bad luck that bit in Friday's draw. "Everybody had their eyes on this potential clash between Nadal and Djokovic," tournament director Gilbert Ysern said. "It will be tough for the loser, because they seem to be the best players on clay at the moment." This season, Nadal has had his worst run-up ever to tennis' second major, losing five times on clay. But Ysern said there was never any thought of bumping up Nadal's seeding to better protect him in the draw. "Three or four years ago we thought about giv-

ing him a higher seeding when he dropped in the rankings because of a long lay-off due to an injury. But this year it's different, because his ranking dropped mainly due to his results on court," Ysern said. "We did not even think about it and he did not ask for it, it's not his style to ask for anything." In the women's draw, 19-time Grand Slam champion Serena Williams faces a potential third-round match against former No. 1 Victoria Azarenka, seeded 27th. Williams will face a qualifier in the first round. Her sister Venus got tough firstround opponent in Sloane Stephens, a semifinalist at the 2013 Australian Open who has reached the fourth round for the last three years at Roland Garros. The Williams sisters could then meet each other in the fourth round if they get that far. Fifth seed Caroline Wozniacki and sixthseeded Canadian Euge-
nie Bouchard, who broke through last season with semifinals at the Australian Open and the French and a final at Wimbledon, also are in the Williams sisters' half. So, too, is fourth seed Petra Kvitova, a two-time winner of Wimbledon still without a final in any of the other three majors. On Sharapova's side of the draw, eighth seed Carla Suarez Navarro looms as a tough potential opponent for the second-seeded Russian in the quarterfinals. If both get that far, Sharapova and the losing finalist she beat last year, third-seeded Simona Halep, could meet in the semis. Sharapova begins the defense of her title against 49th-ranked Kaia Kanepi. Nadal, as the defending men's champion, was called upon to draw out the names of the seeded women, with the fingers on his left hand already covered with sticking plasters. Nadal rubbed his chin and looked less than comfort-
able as Sharapova drew out the names of the seeded men. With Djokovic, Nadal, the third-seeded Murray and 2013 runner-up David Ferrer all in the same half of the draw, the road for Roger Federer on the other side opened up. "There is a chance to go very deep" into the tournament, the 17-time Grand Slam champion noted. "How deep remains to be seen depending on the level of play." To reach what would be his sixth final in Paris, and first since losing to Nadal in 2011, the 2009 winner could have to overcome 2014 Australian Open champion Stan Wawrinka in the quarterfinals. Fifth-seeded Kei Nishikori and fourth-seeded Tomas Berdych are also in Federer's half. They could meet in the quarterfinals, with a potential semifinal against Federer or Wawrinka to follow.
Sterling will see out Liverpool contract: Rodgers
LONDON, MAy 22 (REUTERS): Liverpool manager Brendan Rodgers expects Raheem Sterling to see out the remaining two years of his contract despite claims made by the winger's agent that the England international will snub any new deal. Sterling's future has been the subject of intense media scrutiny since he put contract talks on hold with his agent Aidy Ward saying this week that the 20-year-old would not extend his stay even if he was offered 900,000 pounds a week. Liverpool scrapped a meeting with Sterling on Friday to discuss his future following Ward's
comments but Rodgers expects talks to resume after this weekend's final game of the season at Stoke City. "The facts are simple. Raheem has two years left on his deal at Liverpool and I expect him to see the two years through and continue to behave as immaculately has he has done since he came to the club," Rodgers told news conference on Friday. "Raheem has made it clear he wants to speak at the end of the season so for us the concentration is on the last game and I am sure talks will take place over the course of the summer.
"I have not seen Raheem being unhappy. He is a young boy who has developed incredibly well over the last three seasons and I hope the development continues." Sterling's relationship with Liverpool hit troubled waters in April when he gave an interview to the BBC, saying he was in no rush to sign a new contract but denied being a "money-grabber". He won the club's young player of the year award on Tuesday and was jeered by some supporters, while others shouted "Stay, Raheem" as he picked up the accolade. Fifth-placed Liverpool face Stoke City on Sunday and Rodg-

"Raheem has the opportunity to play for one of the greatest clubs in the word and has done exceptionally well. "He is a good kid, matured very well over last few years and is a wonderful young football player. There is no problem there. "Liverpool supporters always back their own players. If he plays any part in the game, Raheem will get the support of our fans."
Formula One faces call to end alcohol sponsorship
MONACO, MAy 22 (REUTERS): Formula One was accused of sending out a mixed message on alcohol at the Monaco Grand Prix on Friday by giving extensive publicity to drinks brands while campaigning for road safety. A report, published by European Alcohol Policy Alliance network Eurocare, highlighted what it called a "dangerous cocktail" and urged the sport to move away from such sponsorship. "The amount of alcohol-related exposure in F1 settings is extreme by anyone’s standards," said Eurocare general secretary Mariann Skar in a statement. "There seems to be a lack of recognition within the F1 community about their responsibility when
showing alcohol adverts every five seconds to an audience of 500 million viewers. "We now urge the involved bodies in F1 to move away from alcohol sponsorship." The report, whose authors include Britain's Institute of Alcohol Studies and Australia's Monash University, analysed last year's Monaco Grand Prix for alcohol brand exposure. It found viewers received an average of 11 references per minute over a two hour period. Three teams -- Williams, McLaren and Force India -- have alcohol branding on their cars while Diageo's Johnnie Walker was named last year as Formula One's official whisky.
While Johnnie Walker's involvement with McLaren has been focused on responsible drinking and road safety, the brand is prominent on the car and features on trackside advertising around Monaco. Williams have Martini as title sponsor while Force India, coowned by Indian drinks tycoon Vijay Mallya, number Smirnoff Vodka, Kingfisher beer and India's Royal Challenge whisky among their partners. "Alcohol sponsorship of motorsport generates seriously mixed messages about drink driving and road safety, and contradicts the spirit of current EU rules on alcohol advertising," said Katherine Brown, director of the Institute of
Alcohol Studies. "A commonsense approach would be to stop alcohol companies from this risky business of sponsoring Formula One." Formula One has already had to kick its tobacco habit, although Philip Morris brand Marlboro remains a backer of Ferrari despite the absence of on-car branding. Eurocare has made similar calls in the past for Formula One to abandon alcohol sponsorship, writing an open letter last year to Jean Todt, head of the governing FIA. The Frenchman pointed out in reply that the FIA was committed to road safety through "a programme which of course includes a dimension relating to the prevention and penalising of drink-driving."
I won't give medal away this time, says Mourinho

LONDON, MAy 22 (REUTERS): Jose Mourinho will receive a third Premier League winners' medal on Sunday but the Chelsea manager is not feeling so charitable this time -- meaning no surprise souvenir for a lucky fan at Stamford Bridge. After claiming a second English title in 2006 following a 3-0 win against Manchester United, Mourinho launched his medal and blazer into the crowd. Chelsea host Sunderland in their final game of the season on Sunday where they will be presented with the Premier
League trophy for the first time since 2010. "My son now is collecting all my stuff," the Portuguese told a news conference on Friday. "He keeps everything. "At that time (2006) he was too young, but in this moment he is collecting everything. Shirts, medals -- he steals everything from me." Mourinho was named Premier League manager of the season for the third time following previous triumphs in 2005 and 2006. "I was not waiting for it, I was never manager of the month, but I'm happy with it," he said. "It's a club trophy,
not an individual one. It's for me, my assistants, my players, everybody who works with me. It's something you don't just get by yourself. "It's the icing on the
cake but I work for the cake. The Premier League is the real cake but obviously to be the manager of the season is nice." Forward Eden Hazard,
C M Y
who has played in all 37 of Chelsea's league fixtures, is unlikely to feature against Sunderland after undergoing emergency dental surgery on Wednesday to have three wisdom teeth removed. Goalkeeper Petr Cech is struggling with a muscle injury but Mourinho said the 33-year-old, who could leave at the end of the season after being used as back-up to Thibaut Courtois, will play some part against Sunderland. Young defender Andreas Christensen and 18-year-old attacking midfielder Jeremie Boga will be given a taste of first team action.
