Fire guts building in Kiphire our Correspondent Kiphire | May 24

A fire broke out in jail ward at Kiphire town this evening. The fire burnt down a pucca building, before it was brought under control by

fire fighters and citizens. The cause of the fire is suspected to be a short circuit. No injuries or casualties were reported due to the fire, however, it was informed that property worth at least one lakh was destroyed.

“The age of conflict is over. It’s time to resort to the laws (and records)”, stated Parliamentary Secretary for Border Affairs, Mhonlumo Kikon at Yajang ‘C’ during an inspection tour to the border village on May 23. Kikon was accompanied by Parliamentary Secretary, Dr. Benjong Aier, who represents Alongtaki A/C under which Yajang ‘C’ falls; the Mokokchung district administration, the IG (Border) and the State Border Affairs officials. The team visited Akochisa Pok, an area contested by Assam, which Yajang asserts is its ancestral land. While stating that the State government is taking the border issue seriously, Kikon said that it is time that Nagaland, particularly the villages bordering Assam, maintain restraint and start resorting to documents and records to claim what is “rightfully ours.” “(Comparatively) We’re weak in documentation,” Kikon said, while urging proper drafting of complaints so that it can be admissible as legal documents in Delhi as well as in the Supreme Court. For Assam, it is prompt in this aspect, he said. According to Kikon, Assam seldom fails to quickly route ‘complaint letters’ received from the ground directly to Delhi, which get regarded as first-hand reports and legal documents no less. The ‘complaint letters’ could include report of the district administration or reports/ complaints filed by villages or individuals. “We should be wellprepared (from now on).” The village council of Yajan ‘C’ submitted a memorandum to the visiting team. In this, Kikon requested the council to seek help of legal practitioners and re-draft the memo without

he Assam-Nagaland border row has witnessed over 300 hearings at the Supreme Court (SC) since Assam filed a case in 1988. Deputy Director, department of Border Affairs, P. Yikishi Zimo informed that the SC is now in the process of cross-examining witnesses of both parties. The next cross-examination is scheduled on July 7. Zimo, during the meeting at Yajang ‘C’ updated on the progress of the case. The ‘9-point Agreement and the 16-point Agreement’ is now “admissible” in court (SC) as legal documents, as Assam has admitted its existence, Zimo informed. Legal documents to be admissible in court have to be acknowledged by both parties. Initially, the Assam government had denied its existence deeming the documents inadmissible in court.

The Congress MLAs of Assam are raking up the border issue for political gain.” He said that Assam keeps quiet when there is activity on their side of the border (DAB) but raises uproar when Nagas cultivate on their land. On the ground situation at Akochisa Pok, Kikon said that he was satisfied with the response of the Mokokchung district administration. “It is best that the district administration try to resolve this at its level first.” Tension flared in the area during the latter part of April and the first week of May when the Jorhat administration and the Assam Police prevented villagers from cultivating the land.

Around 70-80 families from the village were clearing the jungle for cultivation. It resulted in the Jorhat administration mobilising heavy police deployment. According to the Yajang ‘C’ village council, as many as five companies of heavily armed Assam Police personnel was deployed in the area, who threatened the villagers with dire consequences. Quoting a report from the Jorhat police, the chairman said that two companies were subsequently withdrawn. Meanwhile, the Nagaland government has on site 4 platoons with an additional two platoons on standby at Tuli. Despite the district administrations of both Jorhat and Mokokchung mutually agreeing to allow the Yajang villagers to cultivate for the interim, the villagers cannot work at the site as they are driven away by the Assam Police personnel at gunpoint. The Border Magistrate of Tsurangkong stated that at present the Assam Police is occupying around 30 percent of Akochisa Pok. Akochisa Pok, according to the sector-wise division of the Disputed Area Belt of Assam and Nagaland, falls under sector F. It has no neutral force on station. Yajang’s claim over Akochisa

Pok is supported by historical accounts, asserted the council chairman of Yajang ‘C’. It covers an area of approximately 240 hectares west of Yajang ‘C’ overlooking the plains of Assam. The chairman maintained that the village has documents dating to as recent as 2010 to disprove the claim of Assam. He added that the actual traditional boundary extends upto the “Seleng road.” “Assam constantly flips its false claim over the area,” said the chairman. He added that sometimes Assam claims the area is part of Tiru Hills Reserve Forest while at other times that the area is part of Kasojan Tea Estate and Rangkham village. However, Rangkham village stands on Yajang land while Kasojan Tea Estate has acknowledged Yajang’s ownership over Akochisa Pok, the chairman said. “There is documentary evidence of to prove this,” he added. Till 1975, Rangkham village paid yearly tribute to Yajang for occupying the latter’s land. It was discontinued after the Assam Police forced the Rangkham villagers to stop the annual tributes. In 2010, some villagers of Rangkham were penalised by Yajang for encroaching on Akochisa. The chairman said that the Rangkham villagers, acknowledging the historical ownership of Yajang over the land forfeited a sum of Rs. 500 as penalty for the encroachment and withdrew from the area without any objection. Further, the chairman said that it has on paper, record of Kasojan Tea Estate paying land tax to Yajang ‘A’, ‘B’ and ‘C’. The yearly tax amount is Rs. 2000. The chairman further said that the Yajang villagers following the jhum cycle of farming, cultivates at Akochisa every 2030 years. It was last cultivated in 1995.

Nagaland Chief Minister, TR Zeliang today said the DAN ministry under his leadership had to pass through a turbulent and stormy sea during its first year. “After burying all the bitterness of the past one year, let us start a new chapter of hope and optimism from today, so that the remaining tenure of this ministry may have a smooth sailing, and be in a better position to deliver good governance to the people of the Nagaland,” he said at the thanksgiving service here to mark completion of the present DAN government’s one year in leadership. The CM said the first priority of the DAN government has been, and will continue to be the peaceful resolution of the Naga political issue. “Because this is the pre-requisite to bring about peace and socio-economic development in our

land. I am hopeful that the opposition-less, or all party government will also strengthen our collective efforts towards the peaceful resolution of the Naga political issue,” Zeliang added. Another priority, he said, is to protect Naga culture and identity and to uphold Article 371 A in letter and spirit. Zeliang further stated that his opposition-less government is in a position to protect Naga culture and identity, while also strengthening the Naga customary system. He said the rules and regulations for exploration and development of mineral resources have also been framed in consultation with tribe hohos, civil societies, NG0s and village authorities. In keeping with the spirit of Article 371 A of the constitution, he said the government has decided to give a much larger share of revenue from mineral resources to the landowners and the village authorities. The CM stressed on priority to uplift rural economy and bring about self-sufficiency in food. All departments under agri and allied activities will be geared up and

strengthened towards achieving this goal, he said. “Creating of employment opportunities for our youth is another priority area of my government,” Zeliang said adding that his government will give high priority to skill development programmes, making educated youth fit for employment in the private sector. He also stated that the government will make full use of the opportunities available under the new National Skill Development Mission and try to create more jobs within the state by bringing investors from outside the state and by encouraging local entrepreneurship. Pointing to Nagaland’s limited resources, he stressed on the need to spend wisely and also take full advantage of central schemes to bring development. “In the area of taxation, during the first year of my government, we could achieve a 40% step-up of VAT revenue collection by introducing on-line system of taxation. We are also working hard, and fully determined to exploit our mineral resources, particularly oil & gas, for the benefit of our people and the state,” he said. Zeliang also vowed to do justice to every section of people, and bring about a faster pace of development through good governance and fair play.

DAN coordination committee Chairman Dr. Shurhozelie Liezietsu meanwhile said the DAN government has faced odds from within the NPF party during the period in question; but managed to steer clear of trouble. “This itself is a big achievement beside others which, to be frank, may not be many,” he said adding that this is also a time to look back and identify failures or shortcomings and learn lesson out of it. “We should also make best use of this opportunity to plan for future improvement. This retrospection and introspection are equally important in an occasion of this kind,” he said. He thanked God helping the party overcome odds and congratulated the CM for his diplomatic handling of the affairs of the state in spite of tremendous odds. He further acknowledged all members of the CM’s ministry for their firm stand and commitment. He recalled that TR Zeliang was elected as the leader of NPF Parliamentary Party unanimously on May 17 last year and the same was endorsed by DAN Legislators in their meeting the same day. Both the NPF Parliamentary Party as well as DAN legislators meeting were conducted under the chairmanship of the former Chief Minister Neiphiu Rio. Accordingly, Zeliang was sworn in as the 20th Chief Minister of Nagaland on May 24, 2014.

Public of Coco area under the aegis of Coco Area Joint Council (CAJC) on Sunday held a rally demanding that the 164 (H&H) Territorial Army (Naga) should not be relocated from the present location in Akuhaito town under Atoizu range, Zunheboto. According to the CAJC Chairman, Hokiye, the TA stationed at Akuhaito was benefitting the public in numerous ways besides the prevailing peaceful atmosphere. He said that the TA was doing a commendable service to the public by way of bringing in development in the area and helping the people in many other ways. In this regard, the public has petitioned the authorities not to move out the 164 TA (Naga) from Akuhaito and let them continue rendering their yeoman service to the public. Kohima, may 24 (mExN): The general conference of Nagaland Gorkha Association was held on May 23, hosted by Gorkha Public Panchayat, Kohima, at its conference hall. Delegates from various districts alongwith senior members, students and social activists attended the conference. Among the many resolutions adopted during the meet included holding a conference of Gorkhas of the entire North East states at Kohima in the near future. The meeting also resolved to create two more posts of vice presidents along with the already existing one post so the posts may be filled by the districts of Dimapur, Mokokchung and Wokha. The meeting also deliberated on sending a team to Nepal with relief which has been collected from the different districts of the State. This was informed in a release issued by Nobin Pradhan, President, Nagaland Gorkha Association.

Fish breeding operations underway

Kohima, may 24 (mExN): Technical personnel from Fisheries department are currently conducting fish breeding programme at three different centres – Government Fish Farm Jorpukhri in Dimapur, Government Fish Farm Nathanglo in Mokokchung, and Urra Village Community Fish Hatchery in Dimapur. The breeding operation commenced on May 18 and is scheduled to continue till mid-June 2015. “With the availability of good brooders, it is

expected to produce about 4.5 to 5.0 million seeds of advanced fry from these hatchery farms during the season,” stated a press note issued by Ketusielie Angami, Assistant Director of Fisheries, Kohima.

Induced spawning of fish technique applied Employing the technique of induced breeding, fishes are induced to spawn using synthetic hormones. Here, fish spawning and hatching take place in specially designed circular spawning and hatching tanks also known as

the Chinese hatchery or ecohatchery. With the present fish seeds (fries) production from hatcheries (both Government and Private) estimated at about 40-45 million, the rate of survival is drastically reduced by more than 50% in the nurseries before they attain fingerling stage. This is due to unavailability of sufficient nurseries coupled with improper and careless handling and management. “This leaves us with only a mere 8-10 million fingerlings up against a

total requirement of 2025 million fingerlings, the shortfall of which is often met by importing from the neighbouring state of Assam with many undue disadvantages in terms of quality, quantity and species. There are also some additional unaccounted productions of common carp seeds produced by local fish farmers in certain pockets of the state which also adds to the seed production of the state,” said Ketusielie Angami. He added that considering the breeding be-

Fish production could then be easily doubled from the present production of 7500 MT which will drastically reduce fish imports by at least 50 percent thereby saving the state’s exchequer to a great extent,” said the department official. “Enhanced fish production would benefit both fish growers and consumers in terms of economic development, livelihood improvement and availability of fresh fish for consumption,” Ketusielie added.

Under the Asian Development Bank assisted project and supported by State Investment Programme Management Implementation Unit (SIPMIU), urban development department, the Kohima Municipal Council (KMC) launched the awareness campaign on solid waste management (Phase-2) at Government Middle School, Lower Chandmari on Saturday. The awareness campaign has been extended to colonies like New Minister Hill/PWD (Lower), PWD (Upper), Chandmari (Upper), Lerie/Agri colony,

PR Hill, Jail Colony and AG Colony. Gracing the occasion, urban development secretary Imjung M Panger (IAS) called upon the gathering to come forward and ensure a hygienic and clean environment in the State capital Kohima. He said a state of the art solid waste management plant is coming up below Lerie under Ministry of Urban Development, Govt of India through Asian Development Bank. The facility, which is expected to be ready by the later part of this year, would provide segregation of wet waste, dry waste and unrecyclable waste that would be used

in land fill and as compost. The KMC will take over the facility when completed. Meanwhile, Panger informed that SIPMIU would be providing colour coated segregation bin and trucks to all the wards. He also said that urban local bodies would be empowered for certain key projects and also meet the basic infrastructure. He also launched a CD entitled Satyamev Jayate (Nagamese version). Global burger joints want no beef with India

New Delhi, May 24 (iaNS): International burgers eating into India’s spicy street food market have bulged over the past decade. But the global chains, reluctant to pick bones with local laws and beliefs in the world’s second most populous nation, are staying off beef and pork as they clash for a larger slice of the country’s succulent fast-food industry. Wendy’s, the world’s third largest hamburger conglomerate after McDonald’s and Burger King, joined the battle for the Indian palate earlier in May. But the Ohio-based firm, in a public display of nerves, replaced its never-frozen, North American beef with socially-acceptable chicken and mutton burgers and six vegetarian offerings to boot. Earlier this year, Maharashtra and Haryana outlawed the sale and consumption of beef and laid down long prison terms and stiff fines for those who slaughter cows, revered as holy by many Hindus in India, the world’s largest buffalo meat exporter. “We thought hard about whether to do beef, but not doing so was a simple decision,” Jasper Reid, a director of Sierra Nevada, one of Wendy’s domestic franchisees, told IANS. “Wendy’s is a brand that aspires to establish many restaurants in India. (And) to this extent, we felt

the market for beef is not deep enough in India,” Reid said. Despite local sentiments, beef, largely buffalo meat, is widely traded and served in street eateries in wide swathes of India, market observers say. In the country’s seven meat-eating northeastern states, the consumption of meat products has never been formally charted and regulated. “If many more Indian customers want beef, then we’re one of the world leaders in beef and feel like we would be in a good position to meet the demand. We shall keep listening to what customers want,” Reid added. But there is life beyond beef, according to economists. The McDonald’s wagon rolled into India in 1996 despite fears of being outgunned by the ubiquitous tiffin box, Mumbai’s formidable dabbawallahs, vada paav and spicy chaat. The Illinoisbased company is also a participant in the beef-less race to sink its teeth deeper into the domestic quick-service restaurant industry, which is estimated to grow beyond Rs.7,000 crore ($1.12 billion) by 2016. New Delhi, May 24 (PTi): Pinning their hopes on the government’s flagship schemes like ‘Make in India’ and ‘Skill India’, human resource experts believe it may take 12-18 months before the results start showing up in the job market. The latest Labour Bureau survey has also shown a slowdown in the job creation, although there are signs of growth in manufacturing, infrastructure and mining sectors. “I think job creation still remains a pipe dream while it seems there are policy decisions moving in that direction,” global executive recruitment firm Antal International India MD Joseph Devasia said. SIGNS OF WEAKNESS EMERGE Signs of weakness in the local gold market have already emerged. Sellers are offering a discount of up to $2 per ounce to London prices to attract buyers, said Kishore Zaveri a gold jeweller based in the western Indian city of Ahmedabad. But buyers could become even more scarce if erratic weather hits India, driving up food prices and leaving less disposable income with consumers, especially farmers. Nearly two-thirds of India’s need for gold comes from rural areas where jewellery is a traditional store of wealth for millions who have no access to the formal banking system. Total Indian gold demand could drop to 700 tonnes this year, said IBJA’s Kothari. Jewellery sales account for threefourth of the total, which stood at 811.1 tonnes in 2014. “In villages, for weddings people will swap old gold jewellery for new. Many people don’t have money to buy new jewellery,” Kothari said.

Honda begins export of new Jazz from India

New Delhi, May 24 (PTi): Ahead of the upcoming launch of the new version of premium hatchback Jazz in India, Japanese car maker Honda has started shipping the vehicle to South Africa from its plant in Rajasthan. Present in India through its wholly-owned arm Honda Cars India, the company is producing the new Jazz at Tapukara plant where it is investing Rs 380 crore to expand production capacity to 1.80 lakh units annually from 1.20 lakh units. “We have already started the export of the new Jazz to South Africa from here. The vehicle is being produced at our Tapukara facility,” Honda Cars India Ltd (HCIL) Senior Vice-President (Marketing and Sales) Jnaneswar Sen told PTI. Honda’s Tapukara facility currently produces mid-sized sedan City and compact sedan Amaze primarily for the domestic market. Last month the company exported around600unitsofJazz,City,AmazeandBrio primarily to South Africa. A few units were also exported to Nepal. Diocese of Kohima celebrates the ‘Year of consecrated life’

KOHIMA, MAY 24 (MExN): The Sunday of May 24 was a special occasion for the Cathedral Church of Mary as it witnessed a triple celebrations, namely, the Feast of ‘Pentecost,’ the feast of ‘Mary Help of Christian’ and the ‘Year of Consecrated Life’. During the celebrations, Rev. Fr. Carolus, the Parish Priest of the Cathedral accorded a warm welcome to the congregation as well as, among others, to Most Rev. Dr. James Thoppil, Bishop of Kohima, all the Priests and Sisters from different parishes, Institution, Centres and to the invited parents and guests. The Bishop was the main celebrant and 30 priests concelebrated with him. The Bishop, in his homily, said that he was glad for getting an opportunity to present a Naga headgear and a shawl to Pope Francis during his maiden visit to Rome on April 15 adding that the Pope inquired about the Church in Nagaland and assured the Bishop his prayers for the people of Nagaland. Later, speaking on the theme of Consecrated life,

the Bishop said that the theme presented by the Pope for the ‘Year of the Consecrated Life’ was to, “Wake up the world! Be witness of a different way of doing things, of acting, of living! It is possible to live differently in this world.” Maintaining that it would be wrong to consider the religious men and women as the most perfect creation of God, he said that those chosen by God and called to the service of the Lord were weak and vulnerable persons, picked up from the world and therefore they are no different from the rest of humanity (1Cor. 1:27). He further stated that these men and women who are “truly consecrated

Hoho Mutsikhoyo, General Secretary of the Naga Hoho further acknowledged the Mao Council for withdrawing the proposed economic bandh on the issue of Dzukuo related dispute with the Southern Angami Public Organization. It called upon both the communities to maintain the “age old fraternal relationship in order to up-

hold peace and tranquillity for the best interest of the generations to come in particular and the Nagas in general.” The Naga Hoho further questioned the Meite community and the Government of Manipur “as to why they are interfering with all their interest on this issue when the problem is only within the Naga family.”

The Bishop also encouraged and appealed the people to love, to appreciate, to care and to pray for all the Consecrated People in the diocese who live their consecration and ministry even in the midst of great hardships and difficulties. He further thanked parents of the Priests and Sisters for offering their son and Daughters for the sake of the gospel and for the service the church. The Certificate of Appreciation was also presented to all the Parents of the Priests and Sisters serving in the

Diocese of Kohima. The Year of the Consecrated Life was also celebrated with the Seminar conducted by Rev. Fr. Lawrence Ofm cap, on May 22-23, at Mt. Tabor. Rev. Sr. Glory, (Bishop’s sister), John Kunnassery, (brother-in-law) and Liz (grand niece) were present as special guest from Kerala. During the short felicitation program after the Holy Eucharist, Asavi Christina, through her message appreciated and thanked all the consecrated persons in the diocese of Kohima. Marina Kuotsu and friends presented the special song. Eloni Christina anchored the program. The event ended with the Fishes caught at the community fishing of Lamhai-Dungki villagers at Lamhai/Dungki community meal.

Lamhai and Dungki participated in a community fishing at Lamhai/Dungki Multipurpose Dam on May 24 . The Dam was constructed under MGNREGA during 2008-2009. According to a press note from Dungki Village Council Chairman, Namgong Ipuing and Lamhai Village Council Chairman, Haibamko, the total catch during the community fishing, estimated to be approximately about 5000 Kg was distributed to

every household in the villages and also sold to the public. The Multipurpose Dam caters to irrigation, aquaculture and livestock farming, the press note stated adding that the dam, with the objective of generating more income, will undergo expansion, upgradation and beautification to attract local tourists under MGNREGA 2015-16. The village authorities further extended its appreciation to the Department of Rural Development for initiating the important project in the village.

As per the guidelines of Ministry of Rural Development (MoRD), the RD Block Kuhuboto is maintaining a rubber nursery in the office premises of BDO Kuhuboto for distribution of rubber sapling under MGNREGA scheme. Each of the benefitting village was given 500 polybag saplings under the supervision of S Zheheto Sema BDO and Tokiho Chophy. N. Suhuto Chishi, Youth Evangelist WSBAK and Mughaho Shohe, Youth Secretary UBCA-NEI were the resources persons of the 2-day camp. Speaking on the topic ‘From weakest to strongest’, Suhuto inspired the youth with the life story of Gideon and encouraged them to be obedient and committed with God in order to be successful in life.

He also urged the youth not to misuse their youthful life. In his address, Mughaho dwelt on spending quite time with God and to encourage the campers to have true repentance and hope in order to have healthy spiritual and blessed life. Rev. The Southern Angami Public Organisation (SAPO) would like to make the record straight that Kezoltsa forest and Dzükou are ancestral property of the SAPO since time immemorial. From the time of our ancestors till date the abovementioned properties had been under the occupation, possession and ownership of the Southern Angami people. Therefore, the SAPO is free to take up any developmental activities within the area that falls under its ownership and no authority whatsoever can stop SAPO from doing so. The Southern Angami Public Organisation (SAPO) reiterates its previous stand that any expedition/survey/ investigation/analysis/project within Kezoltsa forest and Dzükou needs prior permission from the land owners (SAPO). Therefore, the SAPO would like to remind any individual/group/tribe/government agency not to take up

any survey/project/developmental activities within its ancestral property in any manner without permission, whosoever does so will be dealt with strictly and may invite extreme action. The Southern Angami Public Organisation (SAPO) would like to further clarify that the Britishers has drawn animaginary inter-State boundary line without any consultation and consent of the neighbouring villages of Southern Angamis and Mao people.In fact, the affected villages were kept in the darkand an imaginary boundary line was drawn as per the British administrators own conveniences bytaking the landscape without the knowledge of Southern Angamis.Therefore, the Southern Angamis never accepted this boundary line rather we had been maintaining our age old traditional boundary as per Naga customs.With the artificial imaginary boundary drawn by the Britishers many Southern Angami ancestral lands happen to fall under the Manipur state boundary. But, whatever or wherever the artificial imaginary boundary may lie, the ownership of land remains with the Southern Angamisalone and can/will never transferit to Mao people or any

other(s). As per our Naga customary practices,every Naga person/clan/village/tribe respect and honour our traditional boundariesirrespective of inter-district or inter-state boundaries as the case may be, but Mao people pretends as if they are alien to Naga custom in order to achieve their hidden agenda. Further, the SAPO take serious note of the Mao Council by making unimaginable allegation that “SAPO were encroaching on Manipur land”. The SAPO would like to know from the Mao Council where SAPO is encroaching Manipur land? When the Nagas as a whole are talking for integration, the Mao Council is attempting to illegally transfer our ancestral land to Manipur. The Mao Council should not test our patience, everything has a limit. The sole motive of the Mao Council in leveling baseless allegations against SAPO is nothing but simply an attempt to illegally grab our ancestral land with the help of Manipur government. However, Manipur government is well aware of the fact and history of ownership of Kezoltsa and Dzükou by the Southern Angamis, as a result, whenever they (Manipur Government officials) visit these places they obtain prior

permission from Southern Angami Youth Organisation (SAYO), same is the case with Mao people and others as well, therefore, ownership of Kezoltsa and Dzükou by SAPO is known and accepted by everyone. Therefore, SAPO expects that Manipur government will not fall into the trap of Mao people in order to maintain peaceful co-existence. From the past instances including the present issue the public should judge the credibility of Mao people who has a habit of availingdouble opportunity, precisely, when they are in Nagaland they are Naga and when in Manipur they are Manipuri. he Nagas in general do not search for the truth but remain fanatic in their own versions . Even the truth is realized, they do not admit the truth . Many Nagas are confused about the Shillong Accord. Shillong Accord is not the Accord of Naga enemies. The Accordists are as if scapegoats for the sake of peace in Nagaland. The sufferings of the people that time cannot be described by writing it in several pages of paper. Had their spokesmen said, “We feel sorry because we have done what we do not want to do under circumstances,” everybody will pity them instead of accusing them but it was twisted in a roundabout way which caused confusion. The Shillong Accord was signed on Nov.11, 1975 under the aegis of the Nagaland Peace Council which was formed in NBCC Annual Session held at Ngalwa March 1 – 3 , 1974. Rev. Longri Ao was the President, I was the Secretary and Neilasa was the Treasurer. The NPC was all out to restore the abrogated ceasefire by contacting the Governor, The Central leaders and even A .Z Phizo but were not Zadeho Rikha, successful. In 1975 I resigned President and was replaced by Kenneth

Kerhuo. Under the heavy pressure of the Security Forces in aid of Civil Administration, the position of the Federal Government was very critical. So I wrote letters to Zasher Huire and others suggesting that instead of surrendering the Federal Government, it be dissolved and let the few remnants of underground national workers come out individually. But the situation led to an unhappy event. The Accord No. 1 is, “The representatives of the Underground Organisations conveyed their decision of their own volition to accept the constitution of India.” No. 1 clause 3– “It was agreed that the Representatives of the Underground Organisations should have reasonable time to formulate other issues for discussion for final settlement.” Some leaders of the Gol said, “If we have talk with NNC we have to talk over clause 3 only. But the NSCN was formed in 1980 which was split into (I – M) and (K). In 1997 NSCN (I –M) had entered into Ceasefire Agreement with the Gol and peace talk was started at highest level like that of 1964 talk which has superseded the Shillong Accord. The Shillong Accord was a past and gone accord. The

talk of 1964 was revived and resumed. If NNC and NSCN are compared to Congress and BJP in India, NNC was defeated and NSCN (I–M) is shouldering the responsibility. The fall of NNC caused formation of NSCN. Without the Shillong Accord, there is no NSCN. Because of the Shillong Accord, NSCN is existing.This might be God’s doing. So NSCN is not to keep on accusing the Accordists NSCN’s talk with the Govt of India is representing all of the Nagas and all of the Nagas are to be inclusive and no one should be exclusive. The Government of India is not to discriminate the Nagas as the ongoing talk is over and above the Shillong Accord making it null and void. Many Nagas do not have moral support of the ongoing talk. The people are not retrospective of the horrible consequence of the failure of the first talk. The talk may be led by whatever group of National workers, it is for all of the Nagas and the advantage and disadvantage of the talk will be shared by all. deas inspire and drive human action, which in turn energizes and pushes a continuous synergistic cycle of learning where new ideas constantly emerge. The dynamic interplay between ideas and actions generate an innovative intellectual and moral framework, which becomes the platform for a peoples’ response to its diverse and multiple challenges. History has shown that ideas without actions become irrelevant, and actions without ideas are counter-intuitive and lack substance. A creative balance and continuous interplay between ideas and actions are essential for stimulating a holistic growth of a peoples. Prevailing conditions and situations in the Naga context are indicative of how the modern educated Naga mind is challenged and unprepared to creatively balance the continuous interplay between ideas and actions. This means Nagas need to prepare themselves to develop a strong and vibrant intellectual and moral framework which has the potential to impact and alter the status quo. The tendency to push away and categorize ideas as being ‘too theoretical, impractical and unrealistic’ has only weakened the Naga response. The impulse to focus primarily on action for expediency has been short-lived and has compounded the situation. This is clearly reflected in the Naga responses to challenges around natural resources (e.g. natural gas and oil exploration), corruption, influx of illegal migrants, and reconciliation, to identify a few. Without an intellectual and moral compass to respond to its challenges, the Nagas are degenerating into further confusion and are knocking at the door of an abyss. The present Naga situation and conditions require a critical awareness that the colonial, and more so, the post-colonial domination over the Naga people was not merely political, military and economic, it was cultural, intellectual and moral, even spiritual and psychological in nature. Subsequently, this form of imperialism has left the people feeling resentful and bitter, but, simultaneously, desirous of their oppressors, and ultimately eager and willing to conform and be assimilated into their power structures – even when one’s dignity is not respected. This underpinning condition remains a constant obstacle that prohibits the Naga transition out of the present situation and requires a well-founded intellectual and moral framework. A Naga intellectual and moral framework does not imply intellectualizing knowledge; neither does it mean passing moral judgments and making assumptions. Foremost, as indigenous people, it means decolonizing the present knowledge system by invoking indigenous knowledge with cultural wisdom and spiritual values to inform ways in which ideas and concepts are dependent not only on written texts and literature, but also carved out from the largely unwritten narratives, experiences and wisdom of the marginalized. Such a framework cannot be limited to simply providing an empirical understanding of the context in relation to the world, but will contribute towards the dignified evolution and alleviation of the Naga situation and condition. One can start with the oral traditions of telling and hearing each other’s stories as one way to restore the vibrant Naga history. The Naga intellectual and moral compass can thrive in dialogues by carefully examining issues such as self-governance, power, justpeace, social and economic justice, equal gender relations, and participatory democracy through an evolving framework with emancipating values of how one is self-determining. By dialoguing, story-telling, reading and talking with each other, the framework will become even more dynamic and in a state of perpetual growth. Remember, the Naga framework is more than just a political goal as it embraces values of justice, respect and dignity by involving the processes of decolonization, transformation, healing and mobilizing of people through developing a vibrant critical consciousness.

Opportunistic Leaders Versus Principled Leaders What does God say? “A greedy man brings trouble to his family, but he who hates bribes will live” (Prov. 15:27). The Naga Experience The Nagas have never lacked leaders. Especially whenever political weather show chances for easy opportunities, many individuals emerge on the surface as leaders. These so-called leaders are really opportunists, having no political principles or vision. They are constantly blown around, depending on the political wind of the day. As early as 1930s, J. P. Mills, a former British civil servant, observed such kind and wrote that educated Nagas are spineless and without vision, only interested in a paid job. What a shame! Unlike these kind of opportunistic leaders, A. Z. Phizo proved himself to be a man of principle and vision. All his political actions were driven by one deeply-rooted belief: Nagas are a free, independent people and therefore they must always exist that way as a nation. He considered himself a Free Naga. When the British offered him an opportunity to work with the British Engineers under the category of Anglo-Burmese or Anglo-Indian, Phizo was adamant that his nationality was Naga. As a consequence, he lost the opportunity. Then again, the British proposed to turn the North-East into a Crown colony, but Phizo opposed the idea. He reasoned, why should we give up our independence and become subjects to an alien power? The first Indian Prime Minister Jawaharlal Nehru tried his best to buy the Naga leader several times. In 1947, Nehru asked Phizo to become the Governor of Assam since Nagaland was then known as the Naga Hills District of Assam. When Phizo refused, Nehru asked if he would accept the Chief Ministerial position for the State of Assam. Even that Phizo declined. For the last time in 1952, Nehru asked the Naga leader to become the President of India. But again, Phizo did not budge even a bit. Having tried everything and failed, Nehru eventually became very frustrated with the Naga leader. This was why Nehru changed his strategy in dealing with the Naga people. On the one hand, he used the Indian army to threaten the Nagas into submission. On the other hand, he began luring some educated Naga opportunists with promise of power and positions within the setup of the Indian Union. Okay, so now what? Today, our Naga people are witnessing two very different kinds of leaders again. The first kind are opportunists, craving for a taste of political power and high positions for self-serving purposes. The second kind are people of principles and vision. More than anything else, they want a better future for us. So now, which kind of leaders would we rather have? he late Singapore strongman Lee Kuan Yew famously argued that Asia was no place for liberal democracy. Instead, he argued for a kind of soft authoritarianism guided by “Asian values,” where the harmony of a one-party state trumped the messiness of competitive elections. For years, many of his peers seemed to agree. Then, when Burma’s military took its baby steps away from dictatorship four years ago, it seemed that in a region where the merits of authoritarianism and democracy had been hotly debated for decades, democracy had finally gained the upper hand. But it was just last year that the Thai military threw out a democratically elected government, largely to the applause of the country’s middle class. Suddenly it seemed that Lee might get the last word after all. The West’s Best “Man of the East” Despite his vocal opposition to Western-style democracy, Lee — who passed away a few weeks ago at 91 — was also the West’s favorite Asian. For the Americans and the British, this Cambridge don’s fierce anti-communism and friendly reception of their corporations more than compensated for his authoritarian proclivities. The Economist anointed him the “wise man of the East” in its obituary. Indeed, Western investors had a privileged status under Lee, who championed a development model pushed by an alliance between foreign transnationals and the Singaporean state — with local businesses playing a subordinate, marginal role. Interestingly enough, when China’s communists began their march towards capitalism, they saw in Lee’s combination of controlled politics and capitalist economics a model in miniature of their vision for their society. Rather than authoritarian, some suggested that a more apt term for Lee’s project was “totalitarian,” given his justification of government’s imperial reach into the private sphere. As he put it in a 1987 National Day rally, “I am often accused of interfering in the private lives of citizens. Yes, if I had not done so, had I not done that, we wouldn’t be here today, we would not have made economic progress, if we had not intervened on very personal matters — who your neighbor is, how you live, the noise you make, how you spit…or what language you use.” “We decide what is right,” he concluded. “Never mind what people think.” Reform cum Domination Others have wondered whether “fascist” might not be a better term for a hegemonic state that, according to the sociologist Manuel Castells, had mastered a process of promoting “social reform, social organization, and social control, to actually achieve at the same time political legitimation and political domination.” For instance, Singapore’s public housing program is extolled as one of the most successful in the world, with over 80 percent of the population housed in government-financed flats — about 79 percent of which are owner-occupied. In the process, however, the slum communities that had provided the base of lower-class and ethnic resistance to Lee’s People’s Action Party (PAP) were disaggregated and reconstituted into artificial high-rise communities designed to facilitate technocratic and police control. The problem with any one term is that it doesn’t adequately capture all key features of Singapore’s style of governance. For instance, elections are un-

he August 2014 killing of Timir Baran Chakma, an indigenous Jumma activist, allegedly in Bangladeshi military custody, was protested by his supporters. His death, and the failure of justice, like the plight of his people across the Chittagong Hills region, received little international notice. Representatives of the Chittagong Hill Tracts Commission came to New York this month to shed light on the dire situation in the border region between India and Burma. Describing the ongoing crisis to the U.N. Permanent Forum on Indigenous Issues, they expressed one clear and simple ask: to finally implement the terms of a peace accord established almost two decades ago between the government and local armed groups. One member of the community told the U.N. that the Bangladesh government has taken “repressive measures and deployed heavy military,” adding that instead of ensuring their protection, the military presence “has only aggravated human rights violations.” In Muslim-majority Bangladesh, the indigenous groups—who mostly practice Theraveda Buddhism and speak local dialects of Tibeto-Burman languages—have a long endured displacement and suffering. In the late 1970s, then-president Ziaur Rehman instituted a government-run “population transfer programme” in which the government provided cash and in-kind incentives to members of the country’s majority Bengali community to move to the Chittagong Hills area, displacing the local population. From 1977, the military moved into the region in response to the rise of lo-

The House that Lee Built Lee was no stranger to repression. “Repression is like making love,” he once said. “It’s easier the second time around.” In recent years, however, repression in Singapore has no longer been your typical heavy-handed variety of arbitrarily detaining or torturing political opponents. Everything is done under the “rule of law.” Critics are allowed to voice their criticisms, but once they cross a certain point, they find themselves facing charges of infringing tax, libel, anti-corruption, or business laws. For example, when prominent academic Chee Soon Juan showed signs of becoming a major opponent of the People’s Action Party in the early 1990s, he was was subjected to a concerted campaign of character assassination. The government even presented evidence that the professor had used university funds to mail his wife’s PhD thesis to her university in the United States, which cost him his job at the National University of Singapore. Far more effective than brute repression in taming the country’s middle-class Chinese population, the PAP has found, is the threat of closing off the path of career advancement should they not toe the line. Government initiatives often carry the prospect of reward and a hint of threat. Thus prominent businessmen and professionals are often requested to run for office as PAP representatives. This is often presented as an honor, and is usually received as such. However, those who are approached also know it’s an honor they can’t refuse, since refusal would mean seeking to establish some distance from the government — something that would arouse suspicion that they harbored private doubts or resentments toward the totalitarian PAP. Indeed, the PAP has mastered the art of cooptation, and its success at this is often advanced as the reason Singapore doesn’t need a two-party system or a real opposition. As former Prime Minister Goh Chok Tong put it in a remarkably frank speech at the Fletcher International School of Diplomacy in 1985: Unlike in the United States, our political talent pool is just too small for us to share equally between the two parties. Better for us to concentrate our limited talents in the main party and have it represent the broad majority of the population. It does not make sense to keep half of our best people in opposition all the time. That is why we regularly comb the length and breadth of the country for suitable candidates to

stand on the governing party ticket. We even co-opt those who disagree with us on certain policies, provided they share our core values. Many Singaporeans resent a system that denies genuine democratic competition. As one of them told a newspaper reporter, “People just get tired of living in the sixth form [12th grade in the U.S. system] the whole of their lives.” Instead of challenging what they see as a formidable system, however, they have preferred to vote with their feet and emigrate, along with those in search of better economic and professional conditions. The city-state of nearly 5.5 million has one of the highest emigration rates in the world, and over half of teenagers surveyed responded that they would move abroad if they had the chance. These are worrying demographics. No wonder Lee reserved some of his worst epithets for emigrants, whom he called “washouts.” A Fraying Social Contract? Still, the PAP feels that its “social contract” with the population — security, prosperity, and clean government in exchange for submission in perpetuity — remains intact. But of these three commodities, it seems that the PAP can now only unambiguously deliver on physical security. According to the Ministry of Manpower, the real incomes for the bottom 20 percent of Singaporeans barely increased over the period 2001-2010, while median real incomes rose by only 1.2 percent per annum. As for Singapore’s famous corruption-free political culture, it’s been severely dented by several highprofile corruption scandals — including what the Straits Times describes as “a sex-for-contracts case” concerning “a top officer in the civil defense force” and the “misappropriation of funds by a head of a branch of the Corrupt Practices Investigation Bureau.” This led Transparency International to downgrade the city-state’s ranking as one of the world’s least corrupt societies and contributed to the perception of 38 percent of Singaporeans that corruption has increased. Even as many in Southeast Asia wonder whether Lee might have had the last word on the region’s political future, the question on the mind of many Singaporeans is not if but when his legacy of totalitarian social engineering will follow the “Old Man” into the grave. Lee Kuan Yew always reminded his successors that he was ready to take back the reins of power if ever they strayed from the path he had charted. With him no longer peering over their shoulders, will the current generation of PAP leaders have the courage to bring about what many of them already realize is the key to the renewal of Singapore: the genuine democratization of politics?

In the years following, there were credible reports of soldiers subjecting the indigenous civilians to abuses including forced evictions, destruction of property, arbitrary arrests, torture, and killings. According to one source, more than 2,000 indigenous women were raped during the conflict from 19711994. The security forces were implicated in many cases of sexual violence. The 1997 peace accord aimed to bring an end to this violence and officially recognised the distinct ethnicity and relative autonomy of the tribes and indigenous people of the Chittagong Hills region. However, 17 years later, the terms of the peace accord still have not been implemented. Instead, the Jumma face increasing levels of violence from Bengali setters, with no effective response from the state. Members of the CHT Commission, a group of activists monitoring the implementation of the 1997 peace accord, told Human Rights Watch that the set-

tlers have attacked indigenous homes, shops, and places of worship—in some cases with the complicity of security forces. There are reports of clashes between the two communities. The situation is so tense that even some members of the CHT Commission were attacked by a group of settlers in July 2014. The perpetrators are yet to be identified and prosecuted. The peace accord specifically called for the demilitarisation of the Chittagong Hills area. But nearly two decades later, the region remains under military occupation. The army’s failure to protect the Jumma from settlers, and in some cases aiding in attacks on indigenous families, has been well documented. Successive Bangladeshi governments have failed to deliver the autonomy promised by the peace accord, representatives of the CHT Commission said. Instead the central government has directly appointed representatives to the hill district councils without holding elections as mandated by the peace accord. With the tacit agreement of the mil-

itary, Bengali settlers from the majority community have moved into the Chittagong Hills, in some cases displacing the Jumma from their land without compensation or redress. The Kapaeeng Foundation, a foundation focused on rights of the indigenous people of Bangladesh, has reported that at least 51 women and girls suffered sexual violence inflicted by Bengali settlers and the military in 2014, while there have already been 10 cases as of May 2015. Earlier this year a group of Bengali settlers gang raped a Bagdi woman and her daughter, according to the Foundation. The perpetrators are seldom prosecuted. In some instances, survivors—such as the Bagdi women—who file cases at the local police station have faced threats from the alleged perpetrators if they do not withdraw their case. In an effort to block international attention to the plight of the Jumma, in January, the Bangladesh Home Ministry introduced a discriminatory directive which, among other things, increased military checkpoints and forbade both foreigners and nationals from meeting with indigenous people without the presence of government representatives. In May, under national public pressure, the Home ministry withdrew the restrictions. But in practice, the government continues to restrict access by requiring foreigners to inform the Home Ministry prior to any visit. The Jumma people have waited far too long to be heard. Bharat’ (Clean India) The Day of the White Cat ‘Swachh requires a change in Mindset

ou could feel that this was no ordinary meeting. You could smell the tension. The body language of the chair suggested that things were really elephant, as we used to say. My uncle, the last born son of my grandfather, had convened this special meeting on short notice. We fondly referred to this uncle of mine as Caleb. Today he was the ‘jakom’ or the chair. The brigade summoned by Caleb comprised myself and four other cousin brothers. In our homestead, the five of us were known as Watuwa Mkono [In Kiswahili this literary translates as ‘the people with hands’ or more specifically, the ‘operations people. In other words, in our village, we were the people who diligently and with speed implemented decisions made by those in authority in our homestead. To be more candid, we did most of the dirty work that no one else in the village was prepared to do. As soon as soon as we received the summons, we trooped to our Uncle’s hut located near the main gate. In the Luo tradition, there is a clear pattern of how sons built their huts in the homestead of their father and the last born son’s hut is usually located near the main gate as he is the last bastion in the defense of the homestead. Oh, and I need to remind you that back in the day, children obeyed orders from their elders, even junior elders like Caleb. In most cases, summons were transmitted through orature and all members of the brigade responded in the affirmative – no questions asked. Within minutes, my four cousin brothers and I took up our seats and waited for the chair to call the meeting to order. Uncle Caleb opened the meeting with a cryptic sentence: “has any one of you noticed anything odd with eggs in this homestead?” We all shook our heads to indicate we had not. Though we were supposed to supervise all the chicken in the homestead, none of us had noticed anything strange. “Chicken eggs are disappearing,” Uncle Caleb thundered “and this must stop.” Then he took a long pause as if to reaffirm the gravity of the matter. I suspected he had an idea about who was going round the seven huts in our homestead stealing chicken eggs. Stealing anything, not just eggs, was a serious criminal offence. Certain that he had our full attention, Uncle Caleb updates us on his research: “I have done my ‘uchunguzi’ [investigations] and I know who is responsible.” Then he took another long pause. Then he delivered the thunderbolt decree: “whoever is responsible for the disappearance of eggs must die by the end of this week. And that is why I have called you here.” We, the cousin brothers, looked at each other in disbelief. Why would someone who has merelystolen eggs deserve death? Was this some kind of prank? Of course, we, the brigade, we capable of many dirty things but killing? No! So, we all wore a wry smile thinking our uncle was simply provoking humor. Apparently he was not because he not only repeated the threat but emphasized that whoever is respon-

sible “must die before the end of the week.” Our uncle then stood and walked to the door, thrust his neck out and looked around just to ensure ensure no one else was near the hut or within earshot. While still struggling to decipher what was really happening, Uncle Caleb closed the door of his hut and spoke in a low conspiratorial tone. He told us the mission to break the cycle of disappearing eggs was going to be top secret and no one else should know. And, if any one of us told anyone about it then we would be as guilty as thief. Satisfied that he could share with us the top secret, he announced, with a tinge of triumph, that his thorough investigations had revealed, without any reasonable doubt, that the White Catwas responsible for the loss of eggs. It was somewhat a relief to learn that it was a cat that was responsible for the theft of eggs and that the main purpose of our meeting was to consider strategies of ending the life of a cat not a fellow human. Problem is we all knew the White Cat. It was my grandmother’s favorite animal in the village. Grandma treated her cat with the same dignity that she treated her grandchildren with. To lay a firm justification for the death of the cat, my uncle expoundedon the concept of Food Chain. In his view, the cat had seriously confused its place and ranking in the food chain. In its arrogance, the cat was seeking to compete with human beings. He then quoted a biblical verse whose chapter and verse I cannot quite recall but it had to do with the story of Adam and how Adam after being created by God was then supposed to have dominion over all animals. Presumably, we, as descendants of Adam, had a right to do whatever is necessary, to remind that White Cat and all other cats of their place and rank in the food chain. Then my uncle linked the biblical proclamation with the idea of food security. He was almost foaming in his mouth when emphasizing that the White Cat was a clear and present threat to our food security. In order to return some equilibrium in the ‘natural order of things’, our uncle concluded his case, we needed to ‘return the cat to its Maker.’ None of us cousin brothers spoke during the meeting, or the sermon to be more specific. Before disbanding the meeting, Uncle Caleb reminded us of the seriousness of the oath we had just taken. I can remember his exact words: “this matter should not be revealed to anyone, even the Owner of the Cat.” Our immediate assignment, he ordered, was to explore ways of killing the White Cat without raising a lot of dust from anyone. We were to report back to him the following day with concrete and implementable assassination plans. As I walked out of the meeting I felt persuaded about the food chain theory. It sounded very compelling. In fact he seemed to explain the concept better than the way my science teacher at St. Paul’s primary in Nairobi had done. My problem was his use of a certain phrase to refer

to my grandmother. I mean, my grandmother was his mother. Fine, my grandmother, who was his mother, was technically the owner of the cat. But surely how could he refer to my own grandmother, a woman I loved so deeply, simply as the “Owner of the Cat?” That night, I could not sleep. Since I used to sleep in my grandmother’s hut even made things worse. How could I keep such a secret from the Owner of the White Cat – oh, sorry – my grandmother? As we ate dinner with my grandmother, she noticed that I was unusually silent and restless. When she inquired if I was well, I lied that I had a little headache but told her I did not need to take the bitter herbs she liked preparing when we had a slight ailment. As I lay on my mat, looking at the grassthatched roof of my grandmother’s hut I wrestled with several questions as my eyelids got heavier: Yes, the White Cat had obviously committed a criminal offence but did this poor animal deserve to die? How would my grandmother feel if she later learned I was part of the conspiracy to assassinate her cat? Surely, was there no other way of protecting the eggs? Could we not find ways to teach the White Cat an unforgettable lesson of how never to steal chicken eggs without killing that little animal? After our dinner, my grandmother asked me to feed the dogs and the cats as I usually did. I excused myself with the lie that the headache was getting worse. I simply did not want to look at the cat eating that evening, knowing full well that I was part of a plot to end its life. I tried to comfort myself that after all, the cat will end up in heaven and perhaps that would even be a better place for it. I did not sleep much that night. By the third cock crow, I decided I could no longer remain silent. When I heard my grandmother rise at dawn and light her Nyangile lamp I knew it was the moment to speak. Dawn would be a good time to break the oath of secrecy as no one would hear me. I heard my grandmother step out from the back door and I suspected she had gone to fetch the reserve fire wood hanging at the back of her hut. She knew that all her grandchildren loved the millet and sorghum porridge for breakfast. This gave me sufficient time to arrange my sentences in my little head. When grandma returned with firewood, I tried to whisper to her the contents of our meeting. Speaking like an old Olivetti typewriter, I laid out the details, making sure I captured the mood and momentum so that she realizes that the clock was already ticking for the White Cat. My grandmother did not say much. She listened intently. If I remember well, she only thanked me and advised me to attend the next meeting and report back to her what the final decision was. I had expected a different reaction from my grandmother who was known to have a very short fuse. I had thought she would summon her wayward son and tell him to find ways to better protect eggs rather than plan to kill a cat. Was grandma comfortable with the plot to kill her cat?

wachh Bharat”, or Clean India, is a slogan that most Indians today associate with the country’s Prime Minister Narendra Modi and his first nation-wide campaign launched soon after taking office in 2014. The call has definitely awakened popular consciousness on cleanliness but whether citizens follow it or not is another matter. In fact, it is commonplace to find people calling out “Swachh Bharat” as they toss garbage onto the street. However, while the campaign may not have brought about the change it was aimed to usher in, a dialogue has started and it is a watershed moment for all those working in this area to capitalise on its momentum. The idea of cleaning India up is not new, and neither is the term “Swachh Bharat” which has been used by many in the past and has now been “patented” by Modi. For decades, there has been concern with instilling an awareness of the need for cleanliness among citizens, many of whom even defecate in the open. The current initiative by the government may address the issue of cleanliness at citizens’ level, but activists in the field of sustainable development argue that it should also cover issues related to water, energy and sewage disposal cleanliness. Access to clean water is one of the main problems that the country faces. According to a report by UNICEF (the U.N. Children’s Agency) and the Food and Agriculture Organisation (FAO), every year around 37.7 million Indians are affected by waterborne diseases, 1.5 million children die of diarrhoea alone and 73 million working days are lost due to waterborne diseases. The problem does not appear to lie in the lack of availability of water treatment methods, but rather in the unwillingness of people to adopt these methods. “From the field, we observed that the lack of adoption of water purification techniques is not due to low awareness levels and it was not even illiteracy, as is often assumed,” said Kavneet Kaur, field manager for Development Alternatives (DA), a social enterprise set up in 1982 to tackle the serious impact of climate change on society and the environment. “There was an evident lack of effort and prioritisation of safety among people to undertake one or more options consistently that made drinking water safe,” she added. Most slum dwellers, for example, “opted for methods that did not cost their pocket a penny. Those who did have access to cheaper methods of treatment, like chlorination and solar water disinfection (SODIS), avoided adopting these methods because they were time consuming.” For the last 30 years, DA, which works primarily in Bundelkhand in central India, has been addressing the behaviour change necessary for people to adopt water treatment methods. According to Dr K. Vijaya Lakshmi, DA Vice President, out of the three interrelated components of water, sanitation and hygiene, “hygiene behaviour has been shown to have the biggest impact

on community health.” However, she notes, “despite its merit as the most cost effective public health intervention, ironically there was no global target to improve hygiene during the Millennium Development Goal (MDG) era. It has become evident that the MDG framework has fallen short of addressing quality, sustainability and equity issues.” To date, DA has reached out to 50,000 households and 26 schools through intensive advocacy campaigns in urban villages, offering training on how to adopt safe water treatment methods such as SODIS, boiling, chlorination and sieving, despite meeting strong resistance from the local population. For example, storing water in a PET (polyethylene terephthalate) bottle exposed to sunlight can kill up to 99 percent of the bacteria in the water, an “innovation” that uses nothing but natural ultraviolet (UV) light to provide safe drinking water for consumption. Water can also be purified by sieving boiled water. Apart from advocating the adoption of these simple water purification methods, DA has also come up with innovations like the Jal-TARA Water Filter, which removes arsenic, pathogenic bacteria and excess iron from contaminated water, TARA Aqua+ (a sodium hypochlorite solution for purifying water), and TARA Aquacheck Vial, a device that tests for the presence of pathogenic bacteria. Nevertheless, these innovations are not destined to go very far unless there is a major change in the mindset of the Indian people, and this extends to the “Swachh Bharat” campaign, not just in terms of clean water but also of a cleaner environment. This idea has also been the driving force behind a youth-led social media campaign known as CLEAN-India ‘The City I Want’, launched by SA and now covering ten Indian cities – Mirzapur, Mohali, Vadodara, Alwar, Ambala, Bharatpur, Indore, Nashik, Mussoorie and Rishikesh. CLEAN-India (where CLEAN stands for Community Led Environment Action Network) is an environmental assessment, awareness, action and advocacy programme that promotes behavioural change among young city dwellers. It has so far mobilised 28 NGOs, 300 schools, 800 teachers and over one million students. The campaign is flanked by a number of other citizens’ groups such as resident welfare associations, parent forums, local business associations and clubs, which are actively participating in activities for environmental improvement. “Going forward, it is crucial that civil society organisation practitioners interface with academic institutions in evidence gathering and inform policymakers and investors in order to create enabling conditions where scalable innovation can flourish,” says Lakshmi. Anyhow, the media in Nagaland does enjoy some press freedom, only to the extent the society allows them.

hyDerabaD, May 24 (IanS): Telangana and Andhra Pradesh continue to reel under heat wave, which claimed 30 more lives on Sunday. Intense heat wave conditions prevailed in almost entire Telangana and parts of neighboring Andhra Pradesh. While 25 people died in Telangana, five died in Andhra. According to officials, the heat wave has already claimed 223 lives in the two states. This does not include the deaths reported on Sunday. Disaster management officials said they were still awaiting confirmation from district-level officials. Telangana Revenue Secretary B.R. Meena said as per the reports received till Friday, 128 people died in the state. This was the first official statement on the toll.

Disaster management department officials in Andhra Pradesh said the heat wave claimed 85 lives in the state. The highest maximum temperature of 46ºC was recorded at Khammam, Nalgonda and Ramagundam in Telangana. The temperature in Hanamkonda and Nizamabad was 45. In Andhra Pradesh, the south coastal Andhra region continued to reel under severe heat wave. The highest maximum temperature of 47º was recorded at Machilipatnam and Vijayawada. Hyderabad Meteorological Centre has warned that the heat wave will continue for two more days. It attributed the heat wave conditions to the dry winds blowing from north-westerly direction.

Gujjars intensify stir, block Jaipur-Agra highway JaIPur, May 24 (IanS): A day after talks between Gujjars and the Rajasthan government over reservation failed to make any headway, protesting Gujjars on Sunday intensified their stir by blocking the Jaipur-Agra highway, an important tourist route in India. Members of the Gujjar community did not allow any vehicle to pass through the highway from Sikandara - in Dausa district, about 85 km from state capital Jaipur - forcing the district administration to divert vehicular traffic to other routes. Gujjars are demanding five percent reservation under the SBC (special backward class) category. "We will jam the state by blocking rail and road traffic if our demand is not met. The state government does not seem interested in solving our reservation issue," Himmat Singh, spokesperson of the Gujjar Arakshan Sangarsh Samiti, told IANS. On Saturday, talks were held between a three-member ministerial committee and a six-member delegation of the Gujjars in the premises of a college in Bayana town, a few kilometres from the place where Gujjars are squatting on railway tracks. The samiti, led by Col. (retd) Kirori Singh Bainsla, is spearheading the agitation. Meanwhile, a case has been registered against Bainsla and 12 others for blocking rail and road traffic, damaging public property and railway tracks. The Gujjars have been protesting in Bharatpur district for reservation in government jobs and educational institutes. The sit-in by Gujjars in Pilu Ka Pura area in Bharatpur district has affected the movement of at least 65-70 trains so far, including those on the Delhi-Mumbai section, officials said. Gujjars had staged violent protests earlier in 2006-2008 in which at least 67 people lost their lives.

Massive spurt in trafficking along Nepal border new DeLhI, May 24 (PTI): A "massive" spurt in human trafficking instances in the aftermath of the devastating earthquake in Nepal has prompted security agencies to issue an alert along the open Indo-Nepal border. The Sashastra Seema Bal (SSB), mandated to guard this 1,751-km long frontier and also collect intelligence on suspicious activities, has apprehended about 50 young girls and boys who were allegedly being trafficked along this border after March 25, the day when the strong earthquake hit Nepal and eastern parts of India. The SSB has caught about 15 suspected traffickers in less than a month's time-10 Indians and five Nepalese-- who were making these young boys and girls cross the border illegally, which the security agencies believe could be for a variety of purposes

like indulging in flesh trade, forced labour, beggary and illegal working as domestic helps among others. They suspect that some of them may be victims of the quake and local police of these areas are carrying out investigation in these cases. "We are witnessing a massive spurt in trafficking incidents along the Nepal border post the quake. The numbers have drastically shot up. Our units, especially along areas where Bihar and Uttar Pradesh touch the border, are apprehending an increasing number of young boys and girls from both identified crossing routes and illegal tracts. Among those apprehended by the force, 48 are boys and 14 females who are in the age group of 10-20 years of age. "All of these have been handed over to local police who have registered cases and are probing," the official said. The report reveals that trafficking incidents started to rise from around May 2, about a week after the quake.

Matrimonial ad for gay son stirs lively debate new DeLhI, May 24 (IanS): When Mumbai-based Harish Iyer's mother Padma placed a matrimonial advertisement in a Mumbai tabloid for her gay son, she never thought it would generate a debate across and outside the country. Dubbed the first gay matrimonial ad in India, Padma was able to get it published only after being rejected by a few leading dailies. Iyer, a well-known gay activist, was shocked when the ad was turned down by some mainstream newspapers, which he felt always covered LGBT issues extensively and stood with them on many an occasion. The ad reads: "Seeking 25-40, well-placed, animal-loving, vegetarian groom for my son 36, 5 11' who works with an NGO caste no bar (though Iyer preferred)." Speaking to IANS, Iyer said, "The decision to place the ad came after a series of discussions between my mother and grandmother since they want me to settle down. I did not want a separate matrimonial section for the gay community. It came as a shock when newspapers I approached turned down the

advertisement. It is shameful to see the Fourth Estate, which professes equality and human rights, behaves this way." A few newspapers also told Iyer that they would publish the ad if he changed "groom" to "life partner", which he refused to do. Though one media house clarified why the ad was rejected on legal grounds, activists felt this only confirms that homophobia is deep-rooted in society. "Newspapers carry ads of massage parlors and many things which they aren't supposed to. This is a result of the prevailing homophobia," Delhi-based queer rights' activist Pramada Menon told IANS. The gay community is worried that the Supreme Court's December 2013 verdict, retracting a Delhi High Court verdict of July 2009 decriminalising homosexuality, has worsened the situation. The high court verdict had come as a huge relief for the gay community as it received support from civil society. It also helped many to come out of the closet. Hinting that there was a lot of ambiguity to be cleared, Praful Baweja, who runs a marketing

firm Conneqt and is also closely associated with the gay rights movement, told IANS: "The 2009 verdict led to brilliant conversations in the society and it helped many to come out of the closet. However, after the 2013 verdict, there is a visible change in attitude. People tend to misinterpret the verdict, but it neither makes gay marriage legal or illegal." Sonal Giani of NGO Humsafar said that after the Supreme Court verdict, there has been a spike in violence against the queer community in rural areas and even in Metros like Mumbai. If the ad itself generated debate, the preference for an 'Iyer groom' led to a more complex caste debate. Iyers are an uppercaste community of Tamil Brahmins. Iyer earned more brickbats than bouquets for the 'Iyer' preference in the ad. However, Iyer and his mother have a different take. "The preference for an Iyer was added in jest. People should see the humour in it rather than pouncing on us. I am a humorous person and moreover my mother has clarified this on the Facebook," said Iyer. Even in the face of criticisms, Iyer is not apol-

ogetic about the caste bit. "My mom is inundated with hate mails from both homophobic and caste haters, but she has laughed it off. Every human being is discriminative by nature. So why can't my mom be biased? Moreover, my grandmother needed an Iyer groom. What is wrong in that? We are not saints," Iyer maintained. However, the house is divided on the caste issue. While some hailed the support lent by Padma as brave and progressive, others felt that it's time the community raised pertinent issues like caste and class. Taking the debate further, Rituparna Borah, a feminist queer activist, argued that casteism poses a big challenge for the gay movement. "Caste preference defeats the purpose of the ad, which is a progressive step from the mother of a gay son. Patriarchy works in such a way that one has to challenge it. Iyer is a known figure and people look up to him. Hope he is not setting a bad precedent," said Borah. Menon backed this view. "It is easy to say that his mother wanted it. Coming from a progressive family, Harish could have chal-

lenged the caste part," Menon maintained. However, Pallav Patankar, a gay activist, believed that the caste issue has been blown out of proportion. Extending support to "Padma aunty", as she is fondly referred to, Patankar told IANS: "She wasn't trying to project herself as an intellectual; she acted like any other mom." In no mood to settle down now, Patankar said that his parents, especially his mother, are his best support. Throwing his weight behind Padma, Aditya Shankar, an IITBombay student and a gay activist, said that these were smaller battles towards an equal society. "Gay marriages will go a long way in legitimising gay rights. Padma aunty's effort to tinker with the mindsets and society should be appreciated," Shankar told IANS. The tones may differ, but they agree on the fact that the ad has shaken conventional mindsets and taken the debate into living rooms. Although Iyer is flooded with marriage proposals, he is sure about one thing: he is not going to marry an Iyer guy because he hates 'vibhuti'.

Users who brag about diets, exercise and accomplishments on the social networking site are typically narcissists, it added. It might come as little surprise that Facebook status updates reflect people’s personality traits. “However, it is important to understand why people write about certain topics on Facebook because their updates may be differentially rewarded with alikes’ and comments,” said psychology lecturer Tara Marshall from Brunel University in Britain in a statement. People who receive more likes and comments tend to experience the benefits of social inclusion whereas those who receive none feel ostracised. For the study, the team surveyed Facebook users to examine the personality traits and motives that influence the topics they choose to write about in their status updates. The data was collected from 555 Facebook users who completed online surveys measuring the ‘Big Five’ personality traits - extroversion, neuroticism, openness, agreeableness and conscientiousness - as well as self-esteem and narcissism. The research found that people with low self-esteem more frequently posted status updates about their current romantic partner. Narcissists more frequently updated about their achievements, which was motivated by their need for attention and validation from the Facebook community. “These updates also received a greater number of ‘likes’ and comments, indicating that narcissists’ boasting may be reinforced by the attention they crave,” the authors said. Narcissists also wrote more status updates about their diet and exercise routine. Conscientiousness was associated with writing more updates about one’s children.

MONACO, MAy 24 (AP): Nico Rosberg won the Monaco Grand Prix for the third straight year after a late crash involving teenager Max Verstappen undid Lewis Hamilton's bid for a fourth win of the season. Hamilton looked set to take his 37th career win after leading from the start, until the 17-year-old Verstappen rammed his Toro Rosso into the back of Romain Grosjean as he tried to overtake the Lotus driver. When the safety car finally went off track, Hamilton had only a few laps to try and get past Vettel and Rosberg on the most difficult track to overtake on F1. It was Rosberg's second win of the season following his victory two weeks ago at the Spanish GP, and he became the first driver since Ayrton Senna to win the Monaco race three straight times. The others to do it were Frenchman Alain Prost and Briton Graham Hill. He is now right back in championship contention, but the circumstances of his win will likely infuriate Hamilton, who was leading Rosberg by 15 seconds when Verstappen — who

had never driven on Monaco's sinewy street circuit before — tried to pass Grosjean but found no room and went spinning off. He was unharmed. The team's decision to call Hamilton in for a pit stop clearly backfired, and the Briton angrily snapped over the radio: "Please stop talking to me, please." HOUSTON, MAy 24 (AP): Stephen Curry scored 40 points and the Golden State Warriors made it look easy against Houston, beating the Rockets 115-80 on Saturday night to take a 3-0 lead in the Western Conference finals. The Warriors won the first two games by just five points combined. There would be no such drama in this one, with Curry leading them to a 26-point advantage in the second quarter. Now the baby-faced MVP has Golden State just one victory away from its first trip to the NBA Finals since 1975. Game 4 is Monday night in Houston. "We understand it's a special moment, it's just we're wrapped up in our day to day grind of preparing for games and going out and exerting all the effort we need to make this story happen," Curry said. The roads in Mokokchung District is appreciated and it raises the question as to how the authorities and Departments in other districts cannot and have not done the same. It is also a wonder why the public of the other districts are silent on the issue. The bad roads cost me extra travelling-time in addition to the risk of life involved and after every trip, my vehicle had to undergo major repairs. But such situation must be the regular hardship faced by the citizens. It is definitely a costly, arduous and an inconvenient affair. There are barely any possible help such as medical facilities, hotels/food-joints, workshops etc for the travelers. A famous quote states, “only the wearer knows where the shoe pinches”. And this first-hand experience was definitely one that pinched. The Hon’ble Chief Minister, the Minister for Roads and Bridges and the Engineers of the Department should accord the top-most priority to the roads in Nagaland. The people deserve at least two-lane roads with proper drainages, culverts and jungle clearings. The recent firsthand experience is appealing despite the fact that the State Government has already incurred millions of rupees for roads. The conditions of the roads are the visible signs of any development of an area and the indicators of the performance of the Government in power. Therefore, it is a sincere appeal to the present Government to prove its accountability and credibility to the people of the state by providing good roads, which is the mother of all developments to the State and for the advancement of the community. British man who had his head ripped off from his spine in a car crash has survived, a media report said on Sunday. Indian-origin neuro-surgeon Anant Kamat re-attached Tony Cowan's skull to his spine with a metal plate and bolts in a rare operation. Now, Cowan hopes to go home soon, Mirror online reported. Tony Cowan from Newcastle city met with an accident on September 9 last year, when his car hit a speedbump, spun out of control and wrapped around a telephone pole. His heart stopped and he had to be resuscitated by paramedics at the scene before being rushed to a hospital. Cowan sustained a fracture in his neck and complete spinal cord injury -- an injury medics describe as almost "unsurvivable". ‘There will never be another Xavi’

BARCELONA, MAy 24 (REUTERS): There will never be another player like Xavi and Barcelona will have to adapt accordingly now he is leaving, coach Luis Enrique said after the midfielder's final La Liga game for the club on Saturday. Xavi, 35, announced this week he was joining Qatari side Al Sadd after 17 seasons in Barca's first team and 23 trophies, bringing to an end more than two decades with the club he joined as an 11-year-old in 1991. After Saturday's 2-2 draw with Deportivo La Coruna, captain Xavi hoisted aloft the La Liga trophy that Barca secured last weekend, their fifth in seven years and his eighth. He fought back tears as he thanked fans packed inside the giant Nou Camp arena for making him "the happiest man in the world". Considered one of the greatest midfielders to have played the game, Xavi effortlessly controlled play in the central areas and was at the heart of a glorious run for Barca and Spain over the past eight years. He won three Champions League crowns with the Catalan giants and helped Spain clinch back-to-back European ChampiLionel Messi.
