Railways to hike AC Class fares

NEw DElHi, MAY 30 (PTi): Fares for first class and AC class in passenger trains besides freight charges will be increased by 0.5 per cent from June 1 as new service tax will come into effect. “Currently, 3.708 per cent service tax is levied on train fares for AC Class, First Class and freight. Increase in service tax will be applicable on tickets purchased on June 1 and onwards, he added. The official said the hike is marginal and it is being done as per the General Budget proposals.

t 95, Nukshimatong still remembers vividly the gory scene of blood-spattered, corpse strewn Ghaspani and Lalmati area along the grimy road to Kohima. “The roads and the terrains from Ghaspani to Lalmati became graveyards. There were corpses of labourers strewn on every bend of the road and at the gorges. The stench was overwhelming. It was bloody,” recalls Nukshimatong hailing from Molungkimong village, 71 years after the fierce Battle of Kohima. The battles of Imphal and Kohima, fought in the spring of 1944 were decisive against Japan’s Burma campaign. According to Louis Allen in his book ‘Burma: The Longest War 941-45,’ there were 4,064 British and Indian casualties - killed, missing and wounded. However, there are barely any records about the countless Nagas who were engaged as labourers between Ghaspani and Lalmati (Dimapur-Kohima) stretch during World
War II Battle of Kohima. Their stories have followed them to the grave- except for a finger-counting few who are alive to relive their role in the disastrous war. In 1944, in the midst of the raging battle for Kohima, Nukshi was one of the few hundred from villages in Mokokchung region who journeyed down to Dimapur as part of the labour workforce and earn. The railhead and supply base of the British and allied forces was in Dimapur. The task of the labourers was to construct the road to Kohima along hostile jungles and precarious terrains. They transported gravels and sands to surface the road bed. They also worked as coolies to transport ammunitions, rations and medical supplies by foot. According to Nukshi, malaria and dysentery were more fatal than the mortar shells or bullets that killed or maimed. “Each day there were scores of laborers huddled outside the makeshift clinic at Ghaspani. DiMAPuR, MAY 30 (MExN): Japukong Students’ Conference (JSC) on Saturday expressed serious concern over the continued harassment meted out by Assam police to Yajang village farmers at ‘Akochisa Pok’ and called for immediate intervention from the State government. In a wake-up call, a press statement issued by JSC president Rongsenmongba Aier and general secretary Tongpang S Jamir students’ conference said time has come for the Nagaland government and its legislators to “stop playing inter-state party politics at the cost of the indigenous Naga farmers
and their traditional land and act fast before the Assam police set up permanent post inside Nagaland.” It rued that even the spot visit made by parliamentary secretary for border affairs and others on May 24 has been made a ‘mockery,’ as Assam police still continue to harass and humiliate Naga farmers while preventing them to work on their own field. The students’ conference also expressed pain over the “psychological warfare” waged by Assam police and the Nagaland police succumbing to pressure every day, while stating that it was “embarrassing and humiliating to
see Naga farmers being chased out by Assam police in the presence of Nagaland police in our own land.” JSC reminded that the Assam police were intruding inside the agricultural area of Nagaland despite the Yajang village council possessing valid legal document confirming the payment made by Kasojan Tea Co Pvt Ltd, Assam on October 18, 2006 as compensation for destruction and damages caused to the plantation and standing crops in a traditional and agricultural land of Yajana village namely ‘Akochisa Pok’ under Mokokchung district.
Heat wave eases in india
Nearly 2,000 people killed
HYDERABAD, MAY 30 (AP): Showers and thunderstorms in parts of southern India on Saturday helped eased a weekslong summer heat wave that has claimed nearly 2,000 lives. The intense heat, however, was expected to continue in some areas of worst-hit Telangana and Andhra Pradesh states for another 24 hours, said Y.K. Reddy, an Indian Meteorological Department director. Heat-related conditions, including dehydration and heat stroke, have killed at least 1,490 people in Andhra Pradesh and 489 in Telangana since mid-April, according to state officials. Daytime temperatures hovered between 40 and 45 degrees Celsius (104 and 113 degrees Fahrenheit) in the two states on Saturday, after soaring to as high as 48 C (118 F) earlier in the week, the meteorological department said. A strong thunderstorm brought some relief from the stifling heat to Anantapur, a town in Andhra Pradesh, though the storm uprooted trees and electricity poles and cut power in some areas. People also heaved sighs of relief in the Telangana state capital of Hyderabad and Telangana’s Mehubnagar district, which recorded 1 centimeter (.39 inch) of rain. However, at least four districts — Guntur, Krishna and East Godavari

The Committee for Khoziioy Dzükou Land Boundary Resolution Committee on Saturday announced an indefinite economic blockade along ImphalDimapur road to be begun midnight of June 1 to protest the alleged encroachment upon Manipur’s Dzükou Valley by Southern Angami people from neighbouring Nagaland. Committee spokesperson and Information Centre for Hills Areas (ICHAM) president N Rajendro Singh announced the decision at a press meet at the Press Club here. He said the situation in Dzükou Valley

in Andhra Pradesh, and Nalgonda in Telangana — were still in the grip of the heat wave, the meteorological department said, adding that they would likely get some relief in the next 24 hours due to rain in nearby areas. Cooling monsoon rains are expected next week in southern India before

situation was getting worse. N Rajendro demanded the Manipur Government to deploy security forces in Dzükou area and to immediately put a halt to the reported road construction work being taken there by people from Nagaland. “The Manipur Government has not yet taken any concrete step so far to resolve the boundary dispute,” Rajendro insisted. A stalemate between the Southern Angami People’s Organisation (SAPO) and Mao Council emerged yesterday after SAPO volunteers imposed a restriction on the movement of people and vehicles from Mao side under Senapti district to neighbouring Nagaland State over the Dzükou valley dispute.
St John School High School Kohima imposed restriction on use of tobacco by students, teachers and visitors within the school premises. The school declared ‘No Smoke Zone’ as well as organised poster campaign against tobacco. Chandmari Higher Secondary School Kohima initiated counselling to students and parents as well as essay, debate and extempore speech against tobacco. This school is gearing up to create mass awareness on June 5 on the effect of tobacco on health and environment. These two schools are among the seven ‘tobacco free schools’ in Kohima who shared success story here today. Other five schools include Mewi High School, Govt High School Chandmari; Mt Carmel Higher secondary School, Don Bosco Higher Secondary School and Bayavu High School. Commemorating World No Tobacco Day under the theme “Stop illicit trade of tobacco products” on Saturday, chief secretary Pankaj Kumar called upon the people to do away with tobacco con-
sumption. The chief secretary expressed his concern on the high percentage of tobacco consumption, particularly Nagaland state, which is the second highest tobacco consuming state in India with 57 %. He said the ill effects of tobacco addiction need to be regarded seriously as it drains “our economy and ruin our society and our family.” He congratulated the seven schools who pledged for Tobacco free environment and urged them to lead from the campaign so that others will also emulate. NHM mission director Dr Sukhato A Sema revealed that tobacco related cancer cases are on the rise (oral cancer, head & neck cancer, oesophagus cancer, stomach cancer etc) in the state. “There are 3095 chemicals in smokeless tobacco of which 28 cause cancer. More than 10 lakh Indians die due to tobacco use every year,” he stated. Dr Sema also called for effective implementation of COTPA 2003 in the state. Some features of COTPA include prohibition of smoking in public places, prohibition of advertisement of tobacco products in any manner, prohibition of sale of tobacco product to or by person below 21 years and prohibition of sale of tobacco product in and around 100 yards of any educational institutions.

criticises Sonowal for 'doing Two HNLC Sikkim at 40: Small state Gogoi politics in government meetings' cadres arrested with surprising success NEW DELHI, May 30 (TNN): In the 40 years since Sikkim became India's 22nd state, the erstwhile Himalayan kingdom has been flying under the radar in accomplishing the near-impossible. Its impressive record in literacy, poverty alleviation, sanitation and organic farming makes it nearly unparalleled not just in the region but in, perhaps, all of Asia. With a population of just 6,10,000 Sikkim, the least populated state in India, has its per capita GDP growing in double digits since 200405 : similar-sized northeastern states barely registering
5% growth. Sikkim slashed its poverty ratio by 22% to 51,000 (8.2%) in 2011-12 from 1.7 lakh (30.9%) in 2004-05. In 1994, it stood at 41%. The reduction catapulted Sikkim into the nation's top five states in battling poverty. Only Goa (5.1%), Kerala (7.1%) and Himachal (8.1%) fared better. Sikkim's literacy rate shot to 82.2% from 68.8% in 2001, among the country's highest. Male literacy 86.6%, female literacy 66.4%. gUWaHaTI, May 30 (IaNS): At least 100 hospitals in Assam will soon have 'generic centres' that will help poor people buy medicines costing 25-30 percent less compared to allopathic medicines, union minister Ananth Kumar announced here on Saturday. The chemicals and fertilisers minister said a memorandum of understanding (MoU) will be signed with the Assam government in June in this regard. "The generic centres will make available medicine to the poorer section of the society at prices less than 25 to 30 percent in comparison to allopathic medicine. It will help fight lifestyle diseases like diabetes, blood pressure, cardiovascular, HIV and AIDS," he said. The minister was here
to lay the foundation stone of the permanent campus of the National Institute of Pharmaceutical Education and Research (NIPER). Appreciating the rich biodiversity of Assam, Ananth Kumar said the state could become the cradle of ayurveda like Kerala. He said NIPER-Guwahati would turn out to be the best institute in India on the same lines as the one in Mohali, Punjab. There are seven NIPERs in the country. Ananth Kumar thanked Chief Minister Tarun Gogoi for his initiative in allotting 89 acres of land for the permanent campus in Changsari area. He said the first phase of construction - estimated to cost Rs.160 crore - would start immediately and that the total project cost would be around Rs.550 crore.
Project on to make Agartala airport international agarTaLa, May 30 (aNI): The chairman of Airports Authority of India (AAI), R.K. Srivastava, has said that the Agartala airport is upgrading to international standards. The Rs. 426-crore project is expected to boost the northeast region's connectivity with Southeast Asia. "All preliminary works have been completed. We will soon engage a project consultant to make Agartala airport world class," Srivastava told the media here after meeting Tripura Chief Minister Manik Sarkar. He said that the Northeastern Council of India will bear the cost of the project along with the AAI, adding that the Tripura Government has already handed over the required land. The senior official, who arrived here after visiting Mizoram and Manipur, said that the AAI had already upgraded the Imphal airport to an international status.
Meghalaya’s innovative maths teaching highly rated by the Commonwealth jury SHILLoNg, May 30 (PTI): Meghalaya's innovative teaching of maths in foundation classes, aimed at making learning of the subject easy and attractive, has been highly rated by the Commonwealth Education Good Practice Awards jury though it missed the awards by a whisker, officials said on Saturday. The innovative teaching which was implemented in about 1,000 schools in the Khasi Jaintia Hills region of the state was shortlisted as one of the top ten finalists for the prestigious awards this year but missed it narrowly, Sarva Sikhsha Abhiyan (SSA) state project director FR Kharkongor said. He said the project was highly rated by the jury which had recommended it to be featured in a Commonwealth publication and for its publication at its website. Commonwealth Secretariat Head of the Health and Education Unit Dr Joana Nurse had officially intimated that the SSA Meghalaya's project submission on its fledgling attempt at teaching Mathematics innovatively for foundational classes had been shortlisted as one of the Ten Top Finalists for the Commonwealth Education Good Practice Awards which is scheduled to be presented during the opening ceremony of the 19th Commonwealth Education Ministers' Meet at Baha-
mas on June 23. As the name suggests, the innovative teaching of maths in foundational classes was introduced in 57 schools only as a pilot project without any government support two years ago, he said. Based on the positive feedbacks received from these schools, the Union Ministry for Human Resources Development gave its nod to expand the project to 1,000 schools last year, Kharkongor said. He said the whole approach to teaching mathematicsinfoundationalclasses was made easy and attractive by incorporating stories, colours, shapes and songs. The pilot project was proven successful and students were engaged in the classroom while teachers have also dropped their "chalk and talk" methods of teaching. The SSA project director said the outcome of the programme will be seen in a few years' time when these students go to higher classes. He also said there is a proposal to spread the same project to 3,000 schools in the Garo Hills region, known for its bad performance in secondary and higher secondary examinations in the last few years. At present the MHRD provides Rs 3,000 support for each school to procure learning kits and also for training the teachers, Kharkongor said.
India's second 100% literate state. Sikkim's evolution into a fully organic state since embracing the mission in 2003 received a fillip from PM Narendra Modi earlier this year. Speaking at a reception by Indian expats in Germany, Modi waxed eloquent on huge advances made by Sikkim in organic farming. Of the state's 60,000 ha farmland, 40% is organic. The UN hailed Sikkim for its Human Development Report indices as a global best-practice in February 2014. Terming its achievements as 'incredi-
ble', UN's India representative Lise Grande said there was no other government under similar conditions that had achieved such success, acknowledging the tiny state's 15% growth in less than a decade as among the highest for all Indian states and one of Asia's highest. Sikkim was also declared to be the first state to achieve 100% sanitation coverage becoming completely free of public defecation on December 8, 2008, in a country where large parts of the population still defecate in the open.
gUWaHaTI, May 30 (PTI): Assam Chief Minister Tarun Gogoi today criticised Union Minister Sarbananda Sonowal for "doing politics in government meetings". "Politics should be kept out of government meetings. Union Minister of State (Independent Charge) Sonowal should give a clear picture and not mislead people in government meetings. I know how to fight back and will do so if there is a need for it," Gogoi said at a ceremony of laying foundation of the National Institute of Pharmaceuticals Education and Research here. Gogoi was irked by So-
nowal's speech expressing gratefulness to Prime Minister Narendra Modi and Union Minister of Chemicals and Fertilizers Ananth Kumar for setting up the NIPER campus in Assam, though he also thanked the Chief Minister for giving 89 acres of land for the purpose. Gogoi, however, hit back saying that nobody had demanded the setting up of NIPER campus in the state but it was he who had the taken initiative in this regard. "Assam government had given the land in 2009 and I admit the Centre has given the money. It is our duty to cooperate
SHILLoNg, May 30 (PTI): Two armed cadre of the proscribed Hynniewtrep National Liberation Council (HNLC) were arrested in Meghalaya's Ri-Bhoi district along with arms and ammunition, police said today. Acting on a tip-off that the militants are present in the district, police swung into action and arrested the two cadres from two separate locations, Superintendent of Police G D Kharwanlang told PTI. Both the militants were sent by their higher ups to try and create a scene to show that the outfit is still active in the state, the SP said. They were directed to open fire or throw grenades on the road during the night road blockade hours called by the outfit, he said. The police first picked up Khrawbok Marbaniang yesterday morning before he led police to his aide Belnis Thabah who was hiding in a saw mill at Kyrdemkulai, the SP said. A country-made pistol, several ammunition, firecrackers and ball bearings meant to be used as pellets for their shotgun and a demand note were seized from the possession of both the militants, he said. The duo has been produced in a local court in the district today where they were remanded to 10 days police custody.
with the centre and they should do the same. Politics should be kept out of government meetings as we have to work together," Gogoi said. Ironically, Kumar, in his speech, asserted it was the BJP government's policy that there "will no politics in government matters". The Union Minister said that Prime Minister Narendra Modi had called him yesterday to convey his best wishes to the people and Chief Minister of Assam and said that he would be more than pleased to inaugurate the NIPER campus when it was ready. Sonowal, however, did not react on the issue.
Tripura HC curtails doctors' private practice agarTaLa, May 30 (IaNS): The Tripura High Court has directed government doctors to restrict their private practice to a maximum of three hours daily during working days, an official said here Saturday. The high court said during holidays, the doctors can keep their private chambers open for a maximum of six hours daily. The HC also banned

On the patient's second visit, doctors can charge upto Rs.100. "Money receipt must be given to the patients," the order said.
The court suo moto took this case last year as the government doctors' private practice and their engagement with the private hospitals, nursing homes and laboratories is rampant in the state. According to the health service rules, the government doctors can do private practice but they have been violating other restrictions stipulated in the rules, the official added.

FY16 outlook: ‘Revival expected despite concerns’ Gandhi's photo missing from Rs 10 note New Delhi, May 30 (ageNcies): With the provisional estimates of GDP data at 7.3 per cent for 2014-15 just a notch lower than the advance estimates of 7.4 per cent, a further upswing in the economy is expected in the current fiscal despite forecast of a deficient monsoon and poor growth in private investments. Private final consumption expenditure (PFCE) grew marginally by 6.3 per cent in 2014-15 against 6.2 per cent in 2013-14, according to the Central Statistics Office data on Friday. PFCE, which is a barometer of investments by the private sector grew 3.3 per cent in the fourth quarter of last fiscal as against 6.9 per cent in the previous quarter. Government’s final consumption expenditure too was slower at 6.6 per cent in 2014-15 as against 8.2 per cent in the previous fiscal. For the fourth quarter, it contracted by 14.41 per cent (quarter on quarter) on the back of expenditure checks by the government to control its fiscal deficit. Meanwhile, capital formation increased from 3 per cent in 2013-14 to 4.6 per cent in 2014-15.
Things you need to know about India’s GDP Growth Corinne Abrams

India’s economy expanded by 7.3% in the year ended March, a four-year high, the statistics ministry said Friday. Here are five things to know about the data. GDP isn’t what it used to be India’s statistics ministry in January radically revised its gross domestic product calculation methodology. Despite repeated attempts by the ministry to explain how it changed the method and why, many economists remain suspicious of the new calculations. The revised GDP is controversial as the new growth numbers do not fit with other indicators which suggest the Indian economy has been stuck in a rut. India overtook China months ago Welcoming the GDP data, finance minister Arun Jaitley said that manufacturing and services sector trends indicate India can grow at 8 to 9 per cent or even higher. “Those sectors within control of policy manufacturing and services improved substantially while those dependent on factors beyond the policy
India-Sweden MoU on MSME New Delhi, May 30 (iaNs): Ahead of President Pranab Mukherjee’s visit to Sweden, the union cabinet on Saturday approved signing of an agreement between India and Sweden to promote cooperation in micro, small and medium enterprises (MSME) sector. The MoU contains an agreement between the two countries to enable their respective MSMEs to participate in each other’s trade fairs and exhibitions and to exchange business delegations so that joint ventures, tie-ups and technology transfers could take place, the statement said. “It does not contain or involve any financial, legal or political commitment on the part of either party, the ministry of micro, small and medium enterprises said. The ministry has so far entered into longterm agreements with 17 countries - Tunisia, Romania, Rwanda, Mexico, Uzbekistan, Lesotho, Sri Lanka, Algeria, Sudan, Cote d’lvoire, Egypt, Botswana, South Korea, Mozambique, Indonesia, Vietnam and Mauritius. India-Bangla agreement on coastal shipping: Meanwhile, the union cabinet also approved the agreement on coastal shipping between India and Bangladesh for coastal movement of goods between the two countries. “Exim trade between India and Bangladesh would be benefited by way of reduction in freight charges. It will also improve the utilisation of port capacities of Indian ports and open up new opportunity for Indian coastal vessels. It will also help in decongestion of roads

Bad monsoon did not derail the economy Most Indian farmers are dependent on rain for irrigation so a bad monsoon can knock whole percentage points off GDP expansion. Last year’s rainy season was officially dubbed a drought because it yielded 10% less rain than usual. While agricultural production took a hit, India’s economy still grew more than it had in four years. investment demand is showing definite signs of improvement over the previous quarter…We expect further improvement of the key levers of the economy, as the government steps up public investment which in the process crowds in private investment to rekindle a new demand cycle …,” said Chandrajit Banerjee, director general, CII.

New Delhi, May 30 (iaNs): The salaried staff in 23 cities, notably employees of the government and state-run companies, stand to gain in terms of their house rent allowance after an upgrade of their places of stay based on Census 2011. Six cities have been upgraded for travel allowance. The decision to this effect was taken at a cabinet meeting presided over by Prime Minister Narendra Modi here on Saturday. “The revised classification of cities shall take effect from April 1, 2014,” said a statement issued after the meeting. “The impact on the exchequer on account of upgradation of 29 cities would be approximately Rs.128 crore for the year 2014-15,” the finance ministry statement added. On the basis of the final figures of Census-2011, two cities have qualified for being upgraded from category Y to X, and 21 cities have qualified for being upgraded from Z to Y class for the purpose of house rent allowance. “The existing qualifying limits of population for classification for HRA purpose is Rs.50 lakhs and above for X, RS.5-50 lakhs for Y and below Rs.5 lakhs for Z class city,” the statement said. The cities that have qualified for higher transport allowance are Patna, Kochi, Indore, Coimbatore and Ghaziabad, it added.

KolKaTa, May 30 (PTi): With the new Companies Act in place, company secretaries (CS) like other statutory auditors can now act as whistle blowers if they detect any fraud. “There is a provision of whistle blower in the new Companies Act. It is now mandated in the act of 2013,” Institute of Company Secretaries of India (ICSI) President Atul Mehta said. Practising company secretaries, he added, will be mandatorily required to carry out the secretarial audit of companies whose paid-up capital is more than Rs 50 crore and a turnover exceeding Rs 250 crore. This was akin to the kind of audit carried out by statutory auditors for financial audit and cost accountants for cost audit for listed companies, he told reporters here today. Mehta said that if any fraud was detected by the practising CS, it will have to be reported either to the audit committee or the Corporate Affairs Ministry, depending on the quantum of the money involved. “The new Act has made this mandatory,” Mehta said adding that the secretarial auditor will also have to attach his report, along with the board of directors state-

In the latest notes, there is only the lion mark capital of Ashoka pillar. Disputing the claims of the bankers in Vijayawada and Hyderabad that they have not received the particular bank notes from the issue department of the RBI, a businessman Venkateswara Rao from Kurnool told TOI that he had received one such currency note from a shopper in an exhibition in his native town. Looking at the latest revised quarterly year-over-year performance, India grew more than China last quarter as well as two quarters before that, making it the world’s fastest-growing large economy for those quarters. In the last calendar year, 2014, China’s economy grew faster while during the 12 months ended March 31—India’s fiscal year—China and India’s economies grew by the same amount.
ViJayawaDa, May 30 (TNN): Father of the nation Mahatma Gandhi has gone missing in the currency notes of Rs 10 denomination believed to have been printed by the Reserve Bank of India (RBI) in the recent past. The bank notes without Gandhi's image posted on the RBI's official website caused a flutter among the people. TOI has received several phone calls from netizens from as far-off places as Kurnool with the callers seeking to know the reasons for the RBI's striking departure from the Gandhian legacy in printing and circulation of the currency notes. The RBI has started printing and issuing bank notes in the Mahatma Gandhi series since 1996. The note in Rs 5 denomination was printed in 2001, Rs 10 in June 1996, Rs 20 in 2001, Rs 100 in June 1996, Rs 500 in October 1997 and Rs 1,000 in November 2000. All the bank notes of these series carry the Gandhi's portrait on the obverse (front) side in place of symbol of lion mark capital of Ashoka

he Jakhama Youth Organisation is constrained to issue this statement in reply to Rev. L. Suohie Mhasi which was published on 28th and 30th May 2015 in the local dailies under the caption – Land dispute over Kezoltsa and Dzükou. The Jakhama Youth Organisation is strange to learn that the writer is so concern on the issue of Kezoltsa and Dzükou and repeatedly termed the issue as a ‘dispute’,
therefore, the writer should spell out what is the actual ground of dispute. As per the Naga custom or procedural judiciary, is it be proper to express one’s conclusion to the public and to the parties before the matter is even initiated for discussion. The writer is indirectly favouring Mao Council who has been making false and baseless claim over Southern Angami ancestral property. By publishing his article in the local dailies, he has encouraged
the Mao Council to fabricate more stories, thereby, instead of solution the issue may prolong. The Writer should know himself and his responsibility, whether his service to this issue is required presently or not. he Kigwema Youth Organisation (KYO) would like to react to the statement to Rev. L. Suohie Mhasi which was published on 28th and 30th May 2015 in the local dailies under the caption – Land dispute over Kezoltsa and Dzükou. The Kigwema Youth Organisation is shocked to learn that the writer where he had admitted that he does not know the version of the Mao brethren on the issue over Kezoltsa and Dzükou but still go ahead with his expressions by proposing to divide our ancestral
property. The writer must remember that he was once appointed/nominated by the then Tenyimi Central Union (TCU) in the Committee along with 5 others to settle this issue, however, he had failed to deliver his service for solution when given the opportunity. When he was appointed/nominated in the said Committee to do the job, he could have applied the formula which he is proposing now. Therefore, when he does not have the courage to do by then and how can he now instigate others to adjudicate as per his command which is
nothing but a total mockery. The Viswema Youth Organisation rejoinder to your article cannot be termed as wildness and thundering accusation when you are playing your imaginary games over our ancestral property. The Kigwema Youth Organisation whole heartedly support the economic blockade called by SAYO against Mao people, further KYO strongly support SAPO over the issue. Here is why?
1. Illicit tobacco products hook young people into tobacco experimentation and use because they are more affordable. Such illicit products also mislead young tobacco users by not displaying health warnings and sometimes involving children in illegal selling activities. 2. Illicit trade takes tax revenue away from the Government, which could have oth-
erwise been spent on the provision of public services, instead directing such funds into the hands of criminals. 3. Illicit trade strengthens corruption and weakens good governance. 4. Tobacco companies have been known to use loopholes in tobacco control governance systems and indulge in the illicit trade of tobacco products.
WNTD 2015 Theme: ‘Stop Illicit Rampant Trade of Tobacco Products’ Are people in
T
his year the WHO theme for World No Tobacco day is ‘Stop Illicit Trade of Tobacco Products.’ The illicit tobacco trade is defined as “the production, import, export, purchase, sale, or possession of tobacco goods which fail to comply with legislation (FATF 2012)”. The WHO has chosen this theme because these practices have assumed dangerous proportion throughout the world. Illicit Tobacco trade activities fall under three categories: 1. Contraband: cigarettes smuggled from abroad without domestic duty paid 2. Counterfeit: Tobacco products manufactured without authorization of the rightful owners, with intent to deceive consumers and to avoid paying duty 3. Illicit whites: brands manufactured legitimately in one country, but smuggled and sold in another without duties being paid. The illicit trade of tobacco is both supply and demand driven, as consumers look to save money by evading taxes on tobacco products; and suppliers want to take advantage of easy border entry, high profit margins, and weak repercussions if caught. Illegal cigarettes are priced much cheaper than legal cigarettes, and do not undergo stringent regulation in the form of health warnings, product checks, or age verification. The easy availability of these contraband products is not only a threat to health but this checkmate the efforts of the Governments around the world, in raising taxes on tobacco products to discourage the people to continue the habits. When the tax is raised many switch to illegal and cheap cigarettes. Today low cost of production and high level of demand make cigarettes the most illegally trafficked goods in the world. The global scale of illicit cigarettes has reached an all-time high as governments are estimated to lose USD50 billion in global governments revenue every year. Where is this profit going then?. Now there is evidence that illicit tobacco trade is linked to global terrorist organisations such as Hamas and Hezbollah which utilises this profit to finance terrorism around the world. Billingslea (2004) [14] wrote, terrorist groups work with organized crime groups as well as International drug trafficking organisations due to their “established trafficking routes and business contacts for the transfer of commodity for profit”. He adds, known and suspected Hezbollah and Hamas members have established front companies and legitimate businesses in the cigarette trade in Central and South America. The IRA (Irish Republican Army) was one of the first groups to begin using cigarettes to fund their activities. In the Middle East, the Kurdish Workers Party (PKK) has known involvement in the trafficking of contraband cigarettes and tax stamps . It is not surprising that all illicit cigarettes are available in our own backyard. During the inspection carried out by the Dimapur District Anti-Tobacco Squad it was found that many shops were selling all types of illegal cigarettes mostly trafficked from Myamar. This products deprive the government of revenue but costs of illicit trade also go beyond purely financial measures, with repercussions such as encouraging youth uptake of smoking, and increasing health risks for consumers, as illegal cigarettes are not bound by product and ingredient checks. The ICC International Chamber of Commerce warns counterfeit cigarettes were found to contain unsanitary ingredients (such as human faeces, dead flies and moth), as well as a higher dosage of lethal substances in excess of legitimate cigarettes. Illicit cigarettes seized in Canada and the United Kingdom were found to contain five times more cadmium, six times as much lead, 160% more tar, and 133% more carbon dioxide. The counterfeit products available in our part of the world will not be any better if not worse. In our state we also face a difficult challenge from counterfeit pan masala products most of which contain very high amount of nicotine, magnesium and ash. Hundreds of our youth are picking up tobacco habits through Pan masala route and still many are aware of it. Pan masala industries are home based and it is poorly controlled or no control at all by the government. Dangerous ingredients like tobacco and artificial flavour are added to it and are sold as mouth fresheners. Naga society, which is a Christian state, has become so tobacco complacent as 57 % of our population take tobacco but this trend is going to cost us dearly not very far from now. It is high time that these products are brought under the purview of illicit trade practices. It is a wake call for all the stake holders, the administration, police, taxes and excise department, NGOs students, organisations and National tobacco control program to coordinate and stop these illegal practices if we are to save our future generation from the clutches of tobacco addiction. obacco use continues to be the leading cause of preventable death, killing almost 6 million people each year, of which more than 600000 are non-smokers dying from breathing secondhand smoke. The WHO predicts a death toll of up to 8 million by 2030 if action is not taken now. Last century tobacco killed 100 million people worldwide. This century 1 BILLION people will die from tobacco related diseases. More than half of those deaths will be in Asia. Why? Because Asia has the most smokers, the highest rate of smoking and the fastest increase of smoking uptake among youth and women. The figures are astounding. But what do they mean? In starkest terms, these figures mean millions of cases of oral cancer, throat cancer, lung cancer, heart disease – and a myriad of other fatal disease directly caused by tobacco. Where do India stand? India is known as the world capital of Oral Cancer! Are people in Nagaland protected? orld No Tobacco Day! It is observed around the world every year on May 31. A day dedicated to create health awareness of the ill effects of tobacco. The objective of observing World No Tobacco Day is to enhance understanding about the consequence of tobacco consumption, which can lead to deadly diseases like cancer and early death. We generally assume that smoking tobacco is bad for our health. Now, how much do we also understand about the hazards of tobacco? May be, we assume a few. What we fail to understand is that, tobacco, in any form is bad for health. I have come across quite a lot of people who have said that they resorted to smokeless tobacco while trying to give up smoking. And they end up getting addicted to the smokeless tobacco instead. It also has been interesting to learn from the users that they need to take tobacco to clear out their bowel in the morning, relieve dental aches, better sleep, stress buster, mouth freshener, appetite suppressant etc. So much has been said and written about how the use of tobacco is bad for our health. Most of the people understand and know that tobacco use, whether smoking, or smokeless destroys our body. I wonder how many people have really pondered about it and worked towards giving up tobacco. In Nagaland, the spit of tobacco is found everywhere, with no exception of even the most sacred place, the church.
CALLS TO ACTION
fordable and accessible to people from low-income groups, as well as children. Tax and price policies are widely recognized as among the most effective means of reducing demand for, and consumption of, tobacco products. But the illicit trade undermines tax policies, facilitates the uptake of tobacco use by youth and increases health inequalities within the society. Secondly, illicit trade means less revenue for governments. Reduced revenues lessen the ability of governments to provide good governance. Illicit trade siphons tax revenues away from governments; these revenues could otherwise be spent on the provision of public services, including healthcare. Thirdly, illicit tobacco products are not subject to legal restrictions and effective health regulations aimed at curbing tobacco use, such as pictorial warnings or banning sales to minors. Finally, the illicit tobacco trade sponsors criminals and funds organized crime. These include drugs, human and arms trafficking, and armed insurgent groups with a possible impact on the general level of corruption and security. More Common in Low- And Middle-Income Countries One in every 10 cigarettes is illicit. The World Customs Organization recently noted a significant increase in the seized quantity of chewing tobacco from 8 tons in 2012 to 38 tons in 2013. During the same period, the seized quantity of water pipe tobacco rose from 69 tons in 2012 to 75 tons in 2013. Eliminating Illicit Trade Is a Win-Win Situation Eliminating or reducing the illicit trade in tobacco products will reduce tobacco consumption by restricting availability of cheap, unregulated alternatives and increasing overall tobacco prices. Research estimates project that if illicit trade were eliminated, governments worldwide could gain at least US $ 31 billion/ year in tax revenue and reduce one million premature deaths attributable to tobacco products every six years, mostly in middle- and low-income countries.

To survive, the tobacco industry must hook new customers to this terrible addiction, so it can replace those who die or quit. We hope that World No Tobacco Day celebrations this year will mark the beginning of effective and committed action to stop illicit trade and tobacco companies from violating the law. This action, along with raising tobacco tax, banning the sale of loose, individual cigarettes, banning the sale of tobacco products to under age children, prohibiting tobacco products display on shops and restricting the sale of tobacco to licensed retailers only, will limit the access young people have to cigarette. The beautifully nurtured flower pots in our hospital is showered upon with tobacco spit (It is funny how we have to keep a placard worded “Please Do not Spit”); the nooks and corners, the spit on the well cleaned floors & walls; irrespective of a neglected corner or a busy corridor we encounter tobacco spit everywhere, which leaves us amazed at the public’s civic sense and the injudicious use of tobacco, irrespective of young or old, male or female. The litter of tobacco products are seen everywhere, which is a sad fact in Nagaland. Do we acclimatize to such a scenario or do we confront the menace. Can we work to a No Tobacco environment and concede it with “Me!”? Tobacco use is a significant part of the overall world tobacco problem. And when that habit is introduced early in life, it increases the chance for permanent addiction, exposing them to higher risk of oral cancer and other adverse effects of tobacco. Smokeless tobacco have not received the adverse publicity as smoking tobacco despite being equally life threatening. Younger people are shifting to the flavored
and milder-tasting products and to the smokers as an alternative in smokefree environment. Now, how do children form such a habit so early in life? A research study elicited that one of the contributing factors to initiation of the use of smokeless tobacco products was the influence of parents, who used tobacco products. I have seen parents who acquiesce their innocent children run errands of buying tobacco or alcohol for their parents, not realizing what they are exposing them to. And lo! How the innocent children cultivated the habit of tobacco consumption becomes that story of how curiosity killed the cat. Nagaland, the second highest consumer of tobacco in India is neither an achievement, nor something to be flaunted and feel proud of. It is estimated that Nagaland has 68% male tobacco users and 28% female users. In Nagaland, about 28.3% of children in the age group of 5-13 years are smokeless tobacco users while 14.8% of them are into smoking. And it is also reported that nearly 80 percent of the all adult smokers begin before 18 years of age. India reportedly has the highest prevalence of oral cancer with 75,000-

80,000 new cases reported every year. Research states that 90% of oral cancer cases are due to chewing tobacco. And today, prevention of tobacco remains a big challenge to reduce the prevalence of oral cancer. It is sad that we inflict diseases in our body, notwithstanding the many diseases that we are at risk. “Tobacco kills more than AIDS, legal Drugs, illegal Drugs, Road accidents, Murder, and Suicide combined. No other Consumer Product is as Dangerous, or kills as many people. Half die in middle age- between 35-69 years old” (Tobacco Atlas 2012). The harmful effects of tobacco have been clearly established and the scientific evidence is overwhelming. Even our bodies tell us by the way they react to tobacco. On World No Tobacco Day the attempt is to draw public and government attention on the need to take effective measures to prevent tobacco consumption which taint and contaminate the air we live in. Even the innocent becomes a victim smoking due to second-hand smoke (passive smoking). So, if we dream to live in a pollution-free, healthy environment, then World No Tobacco Day 2015 is the right time to express your support to help create a safe and healthy environment for future generations. “Life is more pleasant and exciting without the weed." Hillsong UNITED's new album Empires released 'Empires' will inspire Christians to 'Live for the unseen aspects of God's Kingdom' Emma Koonse

illsong UNITED's new album Empires released this week with a message for Christians to "be building, speaking and living for the unseen aspects of God's kingdom," according to frontman Joel Houston. Empires is Hillsong UNITED's first album release since Zion, their fastest-selling album to date. Houston, who leads Hillsong's famed worship band as well as Hillsong NYC, told The Christian Post that the album addresses two worlds — the "imageobsessed" world we live in and the mysterious kingdom we cannot see. "We are in this world and also we're of a different world as well, so it's playing on that sense of duality that exists," Houston explained. "It applies to everything. I'm in New York and I look at the buildings, I look at everything in front of me, every single person walking the street, at the thousands of people in city, [and] they are physical bodies and spiritual bodies — two things going on at once." Further, Houston said that Empires encourages listeners to look beyond this world to the kingdom of God. "The city is made of earthly success, affluence, and endeavor, and at the same time, what God is establishing beyond the buildings is an eternal kingdom, that is really interesting to me," said the son of Hillsong Church founder Brian Houston. "[Empires] helps us to understand our calling and what we are living for. We are immersed in the culture that we are in, but what we should be building, speaking, and living for is the unseen aspects of God's kingdom, that's the whole message of this record." Houston, 35, went on to talk about the significance between music and worship, citing that music can often change an atmosphere, reach people's souls, and break down walls. He added: "I passionately believe that all music is a gift of heaven; it's an eternal art form, much like all life to be honest, and God has given it to us as a tool." As for the new album finally reaching Hillsong's millions of fans on Tuesday, Houston said any success Empires will see is in God's hands. "The way we approached this record [is similar to] the idea that you build a boat, and you build the best boat you can, then you set sail, you push it out and ultimately, God is going to breathe on it as He will and make it go however, where ever He wants it to," he continued. "I don't have any anxiety over whether or not it's going to be a success, or if people will love it or hate it; our job is to be true to what God asked us to do, which is to write the most honest songs that were true to our understanding of what God is saying to us right now. And ultimately, our prayer is, if it's true to us, hopefully it speaks to others as well."
Hillsong UNITED: ‘Empires’ track-by-track album review
A
fter announcing the release of Empires to the world via Rocket Ship, it’s fair to say that Hillsong UNITED has had its fans waiting on their toes for the impending release of the group’s latest studio album, dropping May 26. Well, we have some good news. FDRMX has had the chance to hear Empires early and we’ve got a shiny, new review to go with it. So guys, get back to designing those scripture-based tattoos so you can be like Joel Houston, and girls, rock the skateboard like Taya Smith, because Empires is something special and you should be stoked. Opening with “Here Now (Madness),” Empires starts in a blaze of synth-based glory. This and the use of keyboards makes you feel as though you are launching into space, and the band immediately achieves its goal of transcending the gap between the spiritual and natural realm. As the instrumentals pull back, the male vocals take prominence and the prayer, “Still my heart, let your voice be all I hear now. Fix my eyes on the things that I can’t see now,” becomes the focal point of the song. Going for a little over 7 minutes, one could assume you would get bored with this song and its repetition, but quite honestly you don’t. The music and vocals continue to rise, and the ethereal quality of the song carries you away. While this is an unusual choice for an opening track due to its ballad like nature, it works perfectly and it leaves you hungry for more. “Say The Word” lifts the tempo, and percussion mixes with UNITED’s iconic guitar riffs to bring color to the album. Smith’s vocals are light and beautiful and they seem to carry a life of their own, dwelling above the intensity of the electro based melody. Listening to this, I was immediately taken by the content of the lyrics. The depth of theology and Biblical awareness in them is phenomenal as they sing, “Over the words of stone you spilt your blood, for when you say ‘it is done,’ it is done,” yet they still tell the story of grace and redemption with an
artistry often missing in the secular and CCM worlds. Following on with “Heart Like Heaven,” the quirky electro beats keep coming before stopping abruptly for the vocals. There is an intentionality behind every element of this song and this is apparent in their musical, vocal, lyrical and production choices. More so than the previous tracks, this song becomes a worship anthem, and you can envision the heavens singing the chorus of “Holy is you name,” with the celestial sounds of the keyboard lifting the song. The lead single, “Touch the Sky” follows, and the catchy melody gives way for Smith’s vocals to soar. A quintessential display of whatEmpires represents, this track seems to encapsulate the spiritual and musical elements of a band known for their love of Christ and others. “Street Called Mercy” opens with a cool guitar rift and the perfect melding of the male and female vocals to illustrate a story of adoption and being found. At times rich in instrumentation, and in other moments nearly completely free of any sound except for the vocals, there is an expertise and courage shown in the band’s musical choices as they give us a fresh take on what it means to belong to God. “When I Lost My Heart To You (Hallelujah)” follows, and is reminiscent of UNITED’s earlier work. The acoustic backing with simple piano chords and the intense vocals are a salute to the band’s roots. Sliding into false etto gently, the song carries a meekness and delicacy that is refined by the masculinity of the vocal tones. Flawlessly beautiful as they seem to dwell in the repetition of “Hallelujah, I found your love when I lost my heart to you,” you are ushered into an intimate moment that feels nearly too scared to enter. The quality of the lead singers’ delivery is high throughout the album, and aside from Taya Smith and Joel Houston, Jad Gillies, Jonathan “J.D” Dou-

glass and Matt Crocker also step up to the plate and deliver melodies that set this album up as one of their best to date. A charismatic percussion section underlies “Even When It Hurts (Praise Song),” and they dive into synth infused tones of the chorus before stepping back to the melodic back beat that communicates a steadiness to match the song’s message. Rather than being a surface level religious album in its themes, this song communicates the personal struggles we all face. Cleverly, the instrumentation lifts when the lyrics speak of focusing on God despite these circumstances. “Prince of Peace” is a poetic masterpiece that reminds me of a sequence in a C.S. Lewis novel. Growing up in the church, the title ‘Prince of Peace’ is something I have heard used a million times to describe Jesus, but this song revitalized it for me. A simple acoustic backing leaves room for the other-worldliness of the lyrics that personalize a trait so often out of reach in a world full of chaos. The instrumental builds immensely through the bridge, until we are given a full blown victory sequence that somehow fills you with strength and peace, even just by listening to it. The title track “Empires” was made for corporate worship, but it’s not your average church song. Filled with a driving electric guitar, strings and lead vocals that take your hand and pull you into the other-worldliness of the song, the chorus is simple in melody and lyrics, yet profound in truth. I’ve heard many worship songs, and few give me chills. This one did, because it isn’t an attempt to look good, or sound fantastic for the sake of appearing ‘holy.’ There is an authenticity to this song that will make you fall in love with it, and mixed with the top notch standard of UNITED, this makes it a beautiful and bold step in the area of corporate worship that I hope many more churches will take.
“Rule” is the first appearance of a danceworthy track, and electro beats and synth combine with the vocals to get you up and celebrating. An exciting take on Jesus’ victory and resurrection, this tune makes a well-known story relevant again, and it engages the listener in the present reality of the redemption story. “Captain” is a captivating song reminiscent of a hymn. The vocal range required to sing it is a tough ask, but Smith is eloquent and gentle in her delivery. A visual song, it captures the essence of Christ as the captain of our lives. In what could be a terrible and corny take on an over-used metaphor, UNITED deliver it masterfully and to poke holes in the imagery would be to miss an exquisite piece of work. Finishing with “Closer Than You Know,” a quiet, mellow tone overwhelms a song that places the listener in the shoes of Christ as he walked to his death. This is such an uncompromising and bold song. People may turn their head to it because it is so visual and transcends the frivolity of religion to make faith about a deeply personal experience. I tip my hat to UNITED for this song though. It is rare to hear a song that encapsulates my own faith journey, and the fact they have been able to do this for me tells me this will likely be an experience for many others too. There has been a lot of hype surrounding Empires, but before dismissing this as “just another church album,” I implore you to listen to it. Hillsong UNITED have done an extraordinary job in putting together and delivering an album that is both authentic and of the highest quality. Deeply personal but able to be sung to by the masses; and reaching past the stratosphere of the natural and pulling us into the world of the supernatural, this is one of the best church albums I have heard in a long, long while. To put it simply, I have to say thank you UNITED. Thank you for giving us Empires. manilaconcertscene.blogspot.com
The parable of the mustard seed Scripture Reading: Again he said, “What shall we say the kingdom of God is like, or what parable shall we use to describe it? It is like a mustard seed, which is the smallest seed you plant in the ground. Yet when planted, it grows and becomes the largest of all garden plants, with such big branches that the birds of the air can perch in its shade” Mark 4:3032 (NIV). The summary: This parable is about the seed sown. The mustard seed was proverbial for its smallness but when grown, it becomes a huge treelike shrub. The main point of the parable is that the kingdom of God has insignificant and weak beginnings, but a day will come when it will be great and powerful. We should not judge the significance of the kingdom by the size of its beginning. From little things big things grow: In “The parable of the mustard seed”the ways of Godareequated to the story of a seed. The emphasis is not on the seed bringing about grain for the harvest. The emphasis is on size and contrast and growth; on process and surprise; courage and confidence and hope. The mustard seed “is the smallest of all the seeds on earth.” The experts like the gardeners with global experience and the biology professors probably know that this is not exactly true. There are much smaller seeds than the mustard seed. But for Jesus, for those peasants who listened to him, and those who want to discover Jesus as God’s word for us, it is the smallest seed; the smallest seed we can think of. It is sown into the soil and becomes the greatest of all shrubs. Again, scientifically speaking, the mustard bush is probably not the greatest of all shrubs. But for Jesus, for those peasants who listened to him, and for us who want to discover Jesus as God’s word for us, it is. Hope and Courage: God is bigger than anything we can think of! “Bigness” and “God” somehow belong together, only that God is bigger than bigness. Our God made the heavens and the earth. In the name of a big and strong
Selie Visa God the church has fought the heathens and the infidels. Christian missions followed in the trails of business and military to expand the Christian empire. And when we are sick and poor and depressed and helpless, we all hope for a big God to pull us out and to lift us up. But things can go quite wrong if we only focus on God’s bigness. We may think then that God is not concerned with the little things of life. We may forget that from little things big things grow. This parable of Jesus introduces us to a wonderful mystery… a mystery that can speak hope and courage into our life. We are not only told that “Nothing is too big, God is bigger”, but we are especially told: “Nothing is too small, God is smaller”. Just as the smallest seed can produce the largest shrub, so God can take the smallest thought, the smallest prayer, and the smallest deed and make it into something significant and beautiful. Standing on God’s promise: Nothing is too small, God is smaller. Our smallness stands under God’s promise. With the gift of life we have all become gifted. Every one of us has been gifted. The question is whether we recognise our giftedness and will make what we have available to God. Not to recognise your gifts and not to
make them available to God is withdrawal from the Lordship of Christ over your life. God takes the small things of our life and if we offer them to God, he makes them into something beautiful. There is a ground for the courage to make our gifts available for Christian ministry. Jesus tells this story and Jesus staked his own life on the promise that God would take small things and makes them into something large. “I tell you the truth, unless a kernel of wheat falls to the ground and dies, it remains only a single seed. But if it dies, it produces many seeds” (John 12:24 NIV). The seed that Jesus sowed into the history of humanity grew. And today, more than 2000 years laterwe still take our place under the Lordship of Christ. The Church and the World: This parable also addresses us as being the church. The church is not the “kingdom of God”. God’s reign can not be identified with any human institution. God’s reign seeks people and people belong together and shape a community. In the community of the friends of Jesus the values of God’s reign are reflected. The promise of the seed includes the whole world. “The shrub becomes the largest…that the birds of the air can perch.” This imagery is well known in the ancient Jewish world and it is used to express the hope that one day all people will dwell in the shadow of God’s tree. But the seeds must be sown; otherwise a shrub can not grow. How big it will grow we don’t know and we don’t need to know. It is God’s world. We can leave it to the Spirit of God to give the increase. Conclusion: Don’t despise the small things in life. Cherish them and make them available to God. Offer your gifts, your time, your talents, your energy, and anything however small and place them under the Lordship of Christ. The same Christ who staked his life on the truth of a mustard seed, the smallest of all seeds, when sown they grow to produces the largest of all shrubs.

Land Bill: Cabinet approves repromulgation of land ordinance
New Delhi, May 30 (iaNS): The union cabinet on Saturday gave its approval to the re-promulgation of the land acquisition ordinance but the move was strongly criticised by the Congress and the Janata Dal-United. The cabinet meeting, chaired by Prime Minister Narendra Modi, gave its approval to amend the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (Amendment) Ordinance, 2015. The land acquisition ordinance will be promulgated for the third time. The ordinance was first promulgated in December last year to amend the Act passed during the United Progressive Alliance (UPA) government in 2013. An official release said that changes in the 2013 Act "will facilitate farmers to get better compensation and rehabilitation and resettlement benefits" in lieu of land compulsorily acquired by the concerned government. Modi in an interview to The Tribune published on Saturday said that no decision taken by his government concerning the land bill was "anti-farmer". He said chief ministers insisted on a change in the 2013 Act and he thought of
Narendra Modi in 'amazing hurry' to grab land from poor farmers, says Rahul Gandhi
New Delhi, May 30 (PTi): Rahul Gandhi today made a blistering attack on Prime Minister Narendra Modi accusing him of being in an "amazing hurry" to "grab" land from poor farmers by deciding to repromulgate the Land ordinance for the third time. "Modi ji is an amazing hurry to grab land from poor farmers at any cost. A 3rd attempt at pushing the anti farmer Land Ordinance!" "Congress Party will continue to fight for the rights of the kisan and mazdoor against this #suitbootkisarkar", the Congress Vice President said in tweets. The reaction of Gandhi, who has led the Congress campaign against the Land bill, came hours after the Union Cabinet at a meeting decided to recommend repromulgation of the controversial addressing their anxieties. Asked by the newspaper if he was confident of the bill's passage, Modi said it was not a question of life and death for him and it was not on the agenda of his party and the government. The bill was passed in the Lok Sabha with official amendments in March but was not taken up in the Rajya Sabha where the govern-

Party leader Jairam Ramesh, who was the Rural Development Minister during UPA rule, said the Modi government has made a "mockery" of the exercise to go into the measure by the Joint Committee which had held its first meeting only yesterday. The "black" ordinance would dilute the importance of the Committee, he said condemning the decision. Government has "insulted" Parliament by the move, he said demanding that it should give it up. The message that has gone from the move is that Modi government believes in NAMO (No Act Make Ordinance).

With the Congress and several other opposition parties firmly opposed to the bill brought by the National Democratic Alliance (NDA) government, it has been referred to the joint committee of parliament. The recommendation of the cabinet for re-promul-
Replying to questions, Ramesh said that the party will consider the suggestion to approach President Pranab Mukherjee again on the issue in the wake of the new development. Speaking separately, party's communication department in-charge Randeep Surjewala dubbed the move as a "travesty of justice" and an "affront to Parliament". "It is an affront to Parliament which refused to put its stamp of approval. Duplicity of Prime Minister stands exposed as he had only yesterday said that his government is open to reviewing the anti-farmer land ordinance", he said. He demanded that the government desist from the move and "apologise to the nation for its subversive designs".
gation of the ordinance will be sent to President Pranab Mukherjee. Meanwhile, Congress leader Randeep Singh Surjewala said the government decision for re-promulgating the ordinance was an "insult" to parliament and the government should seek forgiveness from people on the "insensitive decision". The decision to re-pro-
mulgate the ordinance "was a gross injustice with farmers of the country... This is insult of the Indian parliament which had refused to pass the anti-farmer bill", Surjewala said. Accusing Modi of "double-faced anti-farmer attitude", Surjewala said the prime minister had said he was open to suggestions on the land bill but his govern-

Suit boot' is more acceptable than 'suitcase': PM Modi New Delhi, May 30 (PTi): In a strong response to Rahul Gandhi's 'suit boot ki sarkar' jibe, Prime Minister Narendra Modi has said "Suit boot is definitely more acceptable than suitcase." He also said that the contentious Land Acquisition Bill is not "a matter of life or death for me" and that he was prepared to accept any suggestions. "Suit boot is definitely more acceptable than suitcase. After ruling for 60 years, the Congress has suddenly remembered the poor. People of this country have suffered and remained poor due to shortsighted policies of the Congress," he told ANI. Hitting out at Congress, Modi said, "Did the coal and spectrum scandals or the CWG fiasco benefit the poor? Everyone knows who were the beneficiaries -- some chosen industrialists and contractors." On the controversial Land Bill, the Prime Minister said in an interview carried by The Tribune newspaper, "This is not a matter of life or death for me. And neither was it the agenda of my party or the government."
ment again put its stamp on the ordinance. "On the one hand, the BJP-led government forms a joint committee to have a relook at the bill, on the other hand it plays a cruel trick (to approve re-promulgation of ordinance)," he said, adding the decision should be immediately taken back. In Bihar, which will face assembly elections in a few months, JD-U leader and Chief Minister Nitish Kumar said the Modi government was "trying to impose" the land bill on farmers and it will prove costly. "Modi's government is desperate to pass the land acquisition bill in the Rajya Sabha to impose it on millions of farmers who are protesting against it across the country," Nitish Kumar told reporters in Patna. He also alleged that the prime minister was concerned about the interest of corporates and was trying to push the land bill. "People as well as different political parties, except the BJP and its allies, have been opposing the bill and demanding its withdrawal. Such opposition has never been seen before," he said. Nitish Kumar said Modi had made the land bill a "prestige issue" by ignoring the opposition by the coun- VaDoDara, May 30 (PTi): The All India Bank try's farmers. Don't demand Aadhaar 'Ban on beef sale will promote communal harmony' card: HC to Haryana govt ChaNDigarh, May 29 (PTi): The Punjab and Haryana High Court today directed Haryana government officers not to demand Aadhaar card for people seeking benefits under various government schemes. The direction was given by Justice Rakesh Jain while disposing of a petition filed by Sudhir Yadav who had approached the High Court following reports that Aaadhar card was insisted on for various work, including admissions and availing benefits under government schemes. The petitioner quoted media reports that several officers like Deputy Commissioner, District Education Officer and other senior officers in Haryana were saying that Aadhaar card was mandatory for availing the benefits of government schemes like CM
Window, scholarships, fee concession etc. The petitioner, through his advocate Pardeep Rapria, alleged that despite clear orders of the Supreme Court, various schools and other concerned authorities were insisting on Aadhaar card from students for getting admissions and other benefits as well. After the inability of students in submitting the same, the students and parents were being harassed, he alleged. Rapria told the Court that students were deprived of admissions and other facilities in schools for want of Aadhaar card. However, during the hearing of the petition, Haryana Advocate General B R Mahajan stated that Aadhaar card was never demanded as a mandatory requirement.
MuMbai, May 30 (PTi): Kicking up another controversy, BJP leader Shahnawaz Hussain today asked Muslims to demand ban on sale of beef in their states to "promote communal harmony". "Decisions are taken by the government based on public sentiments. Each government wants that public sentiments should not be hurt. The Maharashtra gov-
ernment too has banned the sale of beef after taking public sentiments into account," Hussain told reporters here. "Muslims from other states should take cue from the Maharashtra government's decisions and come forward to demand ban on the sale of beef in their respective states. This will promote communal harmony," he said. When asked about
his colleague Mukhtar Abbas Naqvi's comments on sending the beef-eaters to Pakistan, Shahnawaz said, "Our intention is not to hurt anybody's sentiments. We don't have any right to send anybody to Pakistan and nobody is going to do that even if we ask them to." "Maharashtra government's decision (to ban beef in the state) is to bring com-

His comments on the Land Bill assume significance as the Cabinet today decided to promulgate the Ordinance on it for the third time. Modi said the opposition to the Land Bill is "totally unjustified and unfortunate" as he argued that the government has not made any changes for private industry. "We have made changes only in response to demands of the states. The benefits of these changes will also accrue to the rural poor in terms of irrigation, housing, electrification, as well as better physical and social infrastructure," he said. The Prime Minister also spoke about the controversy surrounding the 'One-Rank, One-Pension' (OROP) for ex-servicemen and told the newspaper, "We are committed to OROP, but we are in consultation with defence personnel regarding the definition of OROP. "Our government is here for five years and we cannot do anything without consulting the people concerned. The dialogue is being actively pursued. There is no need to have any doubt on this.”

Woman burnt alive for opposing husband's affair
PaTNa, May 30 (iaNS): A woman was allegedly burnt alive after she objected to her husband's extramarital affair with his sisterin-law in Bihar's Nalanda district, police said on Saturday. The incident took place in Nijay village. A police case was lodged following a complaint by the woman's brother, said officer-in-charge Kirpal Kumar of the Rahui police station under which Nijay village falls. The brother, Sinku Ku-
mar, told police that his sister was married in 2009 to Mahesh Yadav, a police official currently with the Special Task Force. "My sister objected to the extra-marital affair of her husband with his sisterin-law," he said, adding that his sister was tortured and abused.Police said six people were named in the complaint, but all of them were absconding. A manhunt has been launched to arrest them.
WhatsApp group admin attacked for removing members Smuggling of tobacco persists despite efforts: WHO ThaNe (MaharaShTra), May 30 (iaNS): Two people who were removed from a WhatsApp group hired goons and attacked the group's administrator with knives here, police said on Saturday. According to investigators, cloth merchant Bunty Kursija was running a group called Jai Ho on WhatsApp in which two other people - Anil
Mukhi and Naresh Rohera reportedly posted vulgar and obscene messages. Despite repeated warnings by Kursija, they continued their online antics following which Kursija deleted them from Jai Ho. Unable to digest this, both Mukhi and Rohera threatened Kursija and even raked up an old issue of Mukhi's monetary out-
standings from the group admin. When Kursija refused to be cowed down by their threats, they hired Babu Gaekwad and Bablya who went to the shop and demanded Mukhi's dues from him. When Kursija refused to oblige, Gaekwad and Bablya barged into the shop of Kursija and attacked him with knives on Wednesday
night, police said. Later, police managed to nab them through the footage of the CCTV installed in the shop. During interrogation, the motive behind the attack were revealed by the duo after which police arrested Mukhi and Rohera. Kursija, who was rushed to a hospital, is now stable, police said.
Protests over derecognition of student body for criticising Modi CheNNai, May 30 (iaNS): Different organisations protested here on Saturday against the derecognition of the Ambedkar Periyar Study Circle (APSC) student's association by IIT-Madras. The Indian Institute of Technology-Madras (IITM) said the APSC was derecognised as it was provoking protests against the central government policies and creating hatred against Hindus and Prime Minister Narendra Modi. Political parties like DMK , MDMK , VCK , CPI(M), CPI, Congress and others have condemned the IIT-M's move calling it against freedom of expression and demanded the recognition be restored. On the other hand, BJP leader and union minister
Pon Radhakrishnan supported IIT-M and said it actec so that the students could be guided on the right path. According to BJP secretary H. Raja, the comments made by members of APSC were anti-national and the student body should have been derecognised several months back.
Members belonging to Hindu Makkal Katchi (HMK) held demonstration outside IIT-M in support of the institution's action. Members of Democratic Youth Federation of India (DYFI) and Revolutionary Students Federation (RSF) too protested outside IITM against its decision to derecognise APSC.
Police have taken into custody several people, including women and female students for demonstrating on the roads and affecting the free flow of traffic. Members of Congress party staged protest outside Shastri Bhavan that houses several central government offices. Large number of police personnel were deployed at IIT-M and Shastri Bhavan to prevent any untoward incident. According to IIT-M, the institution does not curtail free speech or expression but it expects student groups to adhere to guidelines like not using the institution's name or its official entities to publicise their activities or garner support. However, the APSC had violated the guidelines, IITM said.
'World No Tobacco Day' falls on May 31 New Delhi, May 29 (iaNS): The World Health Organisation (WHO) on Friday said the smuggling of tobacco in southeast Asia was thriving despite stringent laws enacted by countries to control tobacco consumption. WHO's southeast Asia director Poonam Khetrapal said: "In the southeast Asia region, many countries have porous borders that provide easy opportunity for the smuggling of tobacco products." "All southeast Asian countries have enacted stringent laws to control tobacco consumption - both on pricing and sale of tobacco products in-country as well as against import of foreign brands - and despite these efforts, there is still a thriving trade in smuggled tobacco products," Khetrapal said in a statement. Her comments came two days ahead of the 'World No Tobacco Day' that falls on May 31. Noting that the WHO Framework Convention on Tobacco Control was adopted by many countries in November 2012, Khetrapal urged all the member states to speed up their process of ratifying or acceding

to the protocol. She said there was a need to make a consolidated effort to put a break on these illegal transactions. According to the WHO, tobacco kills nearly 6 million people each year globally and is likely to kill over 8 million people every year by 2030 if the situation is not brought under control. It also said more than 80 percent of these preventable deaths would occur in low and middle income
countries. "Countries are constantly defining ways to curb tobacco consumption. Tax and price policies are widely recognised as most effective for reducing demand for and consumption of tobacco products. These measures together with strong pictorial warnings have brought substantial health care gains," she said. However, illicit trade undermines tobacco con-
trol efforts and facilitates increased intake of tobacco by youth and adults from LOW INCOME groups by making tobacco products more affordable and accessible. "Until products are not subject to legal restrictions and effective health regulations aimed at curbing tobacco use, such as pictorial warnings or banning sales to minors, this is fuelling the tobacco epidemic," Khetrapal added.

Child sex abuse claims shake UN Cara Anna

T
he boys said they approached the French soldiers because they were hungry. Some were so young that they didn't quite understand the acts the soldiers demanded in return. One boy, 8 or 9 years old, said he did it several times to the same soldier, "until one day an older kid saw him and told him what he was doing was bad." Another boy, 9, said he thought the soldiers had been urinating. United Nations investigators heard such stories of sexual abuse from several boys in May and June 2014 in Central African Republic, where French soldiers were protecting a sprawling displaced persons camp in the conflict-torn capital, Bangui. One year later, revelations about how the U.N. handled the boys' accounts have horrified people both inside and outside the world body. Statements marked "strictly confidential" have shown that its top human rights officials failed to follow up for several months on the allegations their own office had collected. No arrests have been announced, and it's not clear where the accused soldiers, who were supporting a U.N. peacekeeping force, are now. The U.N. seems unable to say when the abuses stopped, or how long it continued to investigate. On Friday, more documents were released by a non-governmental organization run by two former U.N. staffers that's calling for an independent investigation into the case. The documents show U.N. officials scrambling not so much to help a French in-
quiry into the allegations but to investigate the human rights staffer who told French authorities in the first place. A separate report with the children's allegations, obtained by The Associated Press, says the first account was heard May 19 by a human rights staffer and a UNICEF child protection officer. The interviews continued through June 24. A Geneva-based human rights staffer shared the report with French authorities in July. The boys' accounts are simple and stark. An 11-year-old said he had gone "looking for empty wrappings to play with" when a French soldier first called him over, later giving the boy food and a little money in exchange for oral sex. Another boy, 9, "had been severely beaten by his mother when he told her what had happened." A UNICEF spokeswoman did not immediately respond to questions Friday about how the children's agency reported the allegations, and to whom. The case has exposed a glaring weakness in a world body that considers human rights one of its three main pillars: It has no specific guidelines on how to handle allegations of child sexual abuse, and no requirement for immediate, mandatory reporting. Even when French gendarmes showed up at the U.N. peacekeeping mission in Bangui to investigate the allegations — the report shared with French authorities is on the mission's letterhead — they were told they had to go through proper U.N. channels and talk to the human rights office in Geneva instead. That was in August. At the end of March, the U.N. finally handed France a

redacted copy of the same report they already had. The U.N. says the report first given to the French included the names of the children and witnesses and was a breach of protocol. The children's allegations didn't make their way to top officials at U.N. headquarters in New York
for months. On Friday, U.N. peacekeeping chief Herve Ladsous told reporters he first heard about them this spring. When asked why the mission in Central African Republic didn't alert his office in New York right away, he said, "Some reporting lines maybe didn't function."
After Pak bus attack, worry an insurgency growing worse QUETTa, May 30 (aP): As hundreds of mourners on Saturday protested the killing of 19 people in deadly bus hijackings in western Pakistan, the assaults raised new fears that a long-simmering insurgency there could be growing more violent. The country's restive Baluchistan province has seen two major attacks in the span of a month, including an April assault on a dam project that killed at least 20 people and Friday's bus hijackings. In both, gunmen let Baluch people flee while killing others, signaling a worrying ethnic bent to an insurgency seeking independence for the oil- and mineral-rich region that's also home to Islamic extremists. While no group has claimed Friday night's attack, which happened in the province's mountainous Mastung district, it bore the hallmarks of the dam assault, which the separatist Baluch Liberation Front earlier claimed. Gunmen wearing security force uniforms stopped the buses, then checked ID cards to determine the ethnicity of their captives, one survivor told private satellite news
channel Geo TV. Local Pashtun leader Allah Dad told The Associated Press that the gunmen made Pashtun passengers stand in a line, then shot them dead. "What was the fault of the Pashtun passengers who were killed in the attack on the buses?" Dad asked. "We want assurance from the government that the attackers will be arrested and they will be punished." On Saturday, hundreds of Pashtuns, who make up about 35 percent of Baluchistan's 9 million residents, placed 16 coffins with the bodies of their dead in front of the governor's house in the provincial capital, Quetta. The protesters later dispersed peacefully after meeting with Abdul Malik Baluch, the province's top elected official. The country's paramilitary Frontier Corps said Saturday that 200 troops were taking part in an operation to find the gunmen, while Baluchistan Home Minister Sarfaraz Bugti said security forces already killed two of the attackers. Separatists in Baluchistan, which
borders both Afghanistan and Iran, want a substantial share of revenue from gas and mineral resources and complete autonomy from Islamabad. In the mid-2000s, Gen. Pervez Musharraf's government launched a crackdown on insurgents there, with Baluch and human rights activists say Pakistani forces detained their people for years without bringing them to court, sometimes killing them and dumping their bodies in the desert. The current violence is the deadliest to target civilians in the region in recent years. Kalim Ullah, a retired history professor who lives in and has extensively studied Baluchistan, said he worries the insurgency may be growing increasingly violent and spark further ethnic tension. "There is a need to wisely handle the situation following yesterday's attack on Pashtun people as this is something that is very dangerous," Ullah said. "The government must take immediate steps to avoid such incidents in future because Baluchistan could plunge into a deep turmoil if Baluch and Pashtun people clashed."
May, a month of extreme weather around the world Seth Borenstein AP Science Writer
Even for a world getting used to wild weather, May seems stuck on strange. Torrential downpours in Texas that have whiplashed the region from drought to flooding. A heat wave that has killed more than 1,800 people in India. Record 91-degree (32 Celsiu) readings in Alaska, of all places. A pair of top-of-the-scale typhoons in the Northwest Pacific. And a drought taking hold in the East. "Mother Nature keeps throwing us crazy stuff," Rutgers University climate scientist Jennifer Francis says. "It's just been one thing after another." Jerry Meehl, an extreme-weather expert at the National Center for Atmospheric Research, points out that May is usually a pretty extreme month, with lots of tornadoes and downpours. Even so, he says, this has been "kind of unusually intense." The word "stuck" provides one possible explanation. Francis, Meehl and some other meteorologists say the jet stream is in a rut, not moving nasty weather along. The high-speed, constantly shifting river of air 30,000 feet above Earth normally guides storms around the globe, but sometimes splits and
comes back together somewhere else. A stuck jet stream, with a bit of a split, explains the extremes in Texas, India, Alaska and the U.S. East, but not the typhoons, Francis says. Other possible factors contributing to May's wild weather: the periodic warming of the central Pacific known as El Nino, climate change and natural variability, scientists say. For every degree Celsius the air is warmer, it can hold 7 percent more moisture. That, Texas state climatologist John Nielsen-Gammon says, "is supplying more juice to the event." While it is too early to connect one single event to man-made warming, scientific literature shows "that when it rains hard, it rains harder than it did 20 to 30 years ago," says University of Georgia meteorology professor Marshall Shepherd. As bad as the Texas flooding has been, the heat wave in India has been far worse — in fact, the world's fifthdeadliest since 1900, with reports of the 100-degree (38 Celsiu)-plus heat even buckling roads. And it's a consequence of the stuck jet stream, according to Francis and Weather Underground meteorology director Jeff Masters. When climate scientists look at what caused extreme events — a
complex and time-consuming process that hasn't been done yet — heat waves are the ones most definitely connected to global warming, Shepherd says. El Nino is known to change the weather worldwide, often making things more extreme. This El Nino is itself weird. It was long predicted but came far later and weaker than expected. So experts dialed back their forecasts. Then El Nino got stronger quickly. Some scientists have theorized that the jet stream has been changing in recent years because of shrinking Arctic sea ice, an idea that has not totally been accepted but is gaining ground, Shepherd says. Katharine Hayhoe, a climate scientist at Texas Tech University, likens what's happening to a stewpot: Natural climate fluctuations such as El Nino go into it. So do jet stream meanderings, random chance, May being a transition month, and local variability. Then throw in the direct and indirect effects of climate change. "We know that the stew has an extra ingredient," Hayhoe says, referring to climate change. "That ingredient is very strong. Sometimes you add one teaspoon of the wrong ingredient and boy, it can take your head off."
The NGO that on Friday released internal U.N. documents related to the case, AIDS-Free World, called for an independent investigation into the way the allegations were handled from the start. "The grim reality is that those with experience within the U.N. system are
unlikely to be surprised," its statement said. "They know that this is not an unusual case; it is simply one that has come, partially, to light." A spokesman for the U.N. human rights office did not comment Friday. The spokesman for the U.N. secretary-general, Stephane Dujarric, told reporters that the documents "may or may not be authentic." It is not clear whether a U.N. commission of inquiry on Central African Republic looked into the child sexual abuse allegations. In August, as word of the case started to spread, the commission gained a new member, Philip Alston. Alston's bio at New York University, where he is a law professor, lists "children's rights" as a research interest. In an email to the AP, he said only that the commission is now defunct. The commission's final report in December suggests that the U.N. secretary-general report alleged violations by all peacekeepers in Central African Republic, regardless of whether they are part of a U.N. mission. But on Friday, his spokesman said the secretary-general only heard of the child sexual abuse allegations this spring. Among the documents released Friday is a March 24 statement by the human rights staffer who interviewed the children. The statement is for the U.N. investigation into what it calls the "leak" to French authorities. Between September and March, the staffer says, she didn't hear anything about the case. But she offers, "I still have all the notes I took of the interviews if they would be of any help."

Italy: 4,200 more migrants saved off Libya’s coasts, 17 die ROME, May 30 (aP): More than 4,000 migrants have been rescued off Libya’s coast in 22 separate operations in one day, with rescuers finding 17 people dead aboard a rubber dinghy, the Italian Coast Guard said Saturday. The rescues, from 13 wooden fishing boats and nine motorized rubber dinghies, took place Friday. In all, 4,243 rescued migrants were being brought to southern Italian harbors, including in Sicily. Smugglers are reaping millions by overcrowding unseaworthy boats with migrants on Libya’s Mediterranean coast to set out for Italian shores. The migrants are fleeing war, persecution or poverty in Africa, the Mideast and elsewhere. Cargo ships and Irish and German navy vessels helped Italian military craft in Friday’s rescues. Italy has demanded its European partners help more with the migrants, who have been coming in huge numbers this year. Last year, Italy rescued some 170,000 migrants at sea. The latest arrivals, following several days with-
out rescues, followed a pattern. When seas are rough or weather stormy, few or no boats set out. When a spell of calm seas arrives, smugglers launch as many boats as they can, cramming more migrants into the boats than can safely be carried. Manny vessels soon run into difficulties. The Italian Coast Guard coordinates rescues after receiving distress calls via satellite phones from the migrant boats, or when the craft are spotted by military patrol boats or aircraft. Interior Minister Angelino Alfano warned on Saturday migrant arrivals would continue without letup as long as Libya, where rival governments and violent militias hold sway, is plagued by chaos. The high cost of rescuing and sheltering migrants while they seek asylum is campaign fodder in Sunday’s local and regional elections in Italy. Anti-immigrant Northern League leader Matteo Salvini urged voters to choose his party, saying that whoever doesn’t “is an accomplice of the invasion” of migrants.
Powerful quake strikes off Japan; no tsunami warning TOKyO, May 30 (aP): A powerful and extremely deep earthquake struck near remote Japanese islands and shook Tokyo on Saturday, but officials said there was no danger of a tsunami, and no injuries or damage were immediately reported. The magnitude-8.5 offshore earthquake struck off the Ogasawara islands at 8:24 p.m. at a depth of 590 kilometers, Japan’s Meteorological Agency said. Public broadcaster NHK said there were no immediate reports of injuries or damage. But the temblor was powerful enough to rattle large parts of Japan’s main island of Honshu. Buildings swayed in Tokyo — about 1,000 kilometers north of the Ogasawara islands — and stopped some train services in the city. There were reports that parts of the capital were without power. The meteorological agency did not issue a tsunami warning because the quake struck so far beneath the earth’s surface. Deep offshore earthquakes usually do not cause tsunamis, and generally cause less damage than shallow ones.

suicide blast outside Gadaffi Stadium
lahorE, May 30 (IanS): Pakistan on Saturday confirmed that a blast that claimed two lives near a cricket stadium on Friday where a ODI match was underway was a suicide attack. Pakistan Information and Broadcasting Minister Pervaiz Rashid, while talking to a local news channel, said an attempt to attack the Gaddafi Stadium in Lahore when a Pakistan-Zimbabwe one-day International match was underway was foiled by the gallantry of a police officer, who lost his life while trying to stop the attacker near Kalma Chowk, reports Dawn. The minister praised the actions of Pakistan Broadcasters Association for "covering up" the news while the cricket match was going on so as not to spread panic as the stadium was filled with 20,000 spectators at the time of incident. Earlier, Pakistani media reported an explosion close to Gaddafi stadium but reports were taken off air after it was claimed that
Zimbabwe to continue with series
lahorE, May 30 (aP): Zimbabwe will go ahead with their third and final one-day international against Pakistan on Sunday at the Gaddafi Stadium despite security concerns after a suicide bomber blew himself up close to the stadium on Friday night during the second ODI. "The incident hasn't affected the tour and Zimbabwe will play its last match of the tour as planned," PCB spokesman Agha Akbar told The Associated Press on Saturday. Akbar also said that all the tickets for Sunday's game have been sold out and a crowd of around 27,000 is expected. Zimbabwe team spokesman Lovemore Banda confirmed the team would go ahead with the game. Information minister Pervez Rashid told Geo TV that a police officer was killed and six were wounded when a suicide bomber blew himself up, nearly one it was an electricity transformer blast. Later, the provincial police's inspector general of operations, while addressing a press briefing said two people -- Sub-Inspector Abdul Majeed and a civil-
kilometer from the stadium. PCB's chief operating officer Subhan Ahmed accompanied capital city police officer Amin Vaince for a meeting with Zimbabwe officials and players at the team hotel on Saturday, reassuring them that efficient security measures would be in place. "He (Vaince) assured the travelling party of continued safety on the tour, and said the fact that the blast occurred outside their red zone means that the security measures put in place for the tour were not breached," Banda said. A loud explosion was heard inside the stadium, but the game didn't stop as Pakistan won it by six wickets and took an unassailable 2-0 lead. Initially, police claimed the explosion was caused by electric transformer, in an apparent bid to avoid panic inside the stadium where at least 20,000 spectators were watching the game.

NTF win gold at Taekwon-Do C'ship Ex-England, Man United defender Rio Ferdinand retires
(From L to R): Master B. Rajendran, Menuodilhou Maurice Usou, Obed Khiamniungan, Chief Coach N.S Rawat during the recently held 26th North & East India Taekwon-Do Championships at Manali, Himachal Pradesh.
dIMaPur, May 30 (MExn): Two aspiring martial artists Menuodilhou Maurice Usou and Obed Khiamniungan of Nagaland Taekwon-Do Federation (NTF) won Gold Medals at the recently held 26th North & East India TaekwonDo Championships at Manali, Himachal Pradesh on May 23.
Menuodilhou and Obed – holders of Black Belt Degree 3rd DAN and 2nd DAN respectively – won a gold medal apiece in Individual Sparring and in Self Defence technique. A press release from NTF informing this extended congratulations to the two for bringing laurels to the state.
london, May 30 (aP): Former England and Manchester United defender Rio Ferdinand announced his retirement on Saturday, ending a 20-year professional career in which the ballplaying center back established himself as one of the top English players of his generation. "This season, I really found out that it was time to hang the boots up and get back in the house and watch other people play the game," the 36-year-old Ferdinand said in announcing his decision on British broadcaster BT Sport. Ferdinand was absent for the closing stages of his final season in football, with Queens Park Rangers, after his wife died on May 1 following a battle with cancer. A tall, elegant defender with deceptive pace and a great reading of the game, Ferdinand became the most expensive English player when he joined United from Leeds for 29.1 million pounds in 2002. He started his professional career at West Ham in 1995. Ferdinand made 454 appearances for United, where he won six Premier League titles, two League Cups, one Champions
League and a Club World Cup. He forged one of Premier League's great center-back partnerships with Nemanja Vidic during his 12 years at Old Trafford. Ferdinand broke the mold for English center backs with his touch, athleticism and ability to play the ball out from the back. "He was a great player, without a doubt the best center half I ever played with," former United teammate Paul Scholes said Saturday. "I would say for a time as well, he was the best center half in the world. He was such a pleasure to play with and play in front of. To play in front of him, he made your job so easy." Ferdinand was released by United last summer and signed for QPR, where he struggled to hold down a regular place in a team that ended up getting relegated from the Premier League. Ferdinand had injury problems in the latter years of his career — particularly with his back — and had to follow a strict training regime to keep on playing. The low point of his career at United came in 2003 when he was banned for eight months after being found guilty of missing a drugs test.

Alastair Cook passes milestone as England bears down on NZ
lEEdS, May 30 (aP): Alastair Cook became England's top runscorer in tests and was on course for a record-extending 28th century as he and Adam Lyth propelled the team to 163-0 by tea on day two of the second test against New Zealand on Saturday. Resuming on 297-8, New Zealand's tailenders added 53 runs in a chaotic 7.1 overs to post 350, but England's opening pair was bearing down on that total with a long batting lineup still to come. Cook was on 71 at the break and seemingly not content with just passing mentor and close friend Graham Gooch's national record of 8,900 test runs. He achieved that soon after lunch, when he pushed a firm drive through the covers for four to move onto 33 for the innings and 8,902 overall. The England captain waved his bat to the crowd, received a standing ovation and was embraced by Lyth, who is making his own mark on this test. Earlier, Stuart Broad took the Black Caps' last two wickets, removing Matt Henry (27) and Trent Boult (15), for figures of 5-109 — his 13th five-wicket haul in tests.

Has the day of reckoning finally caught up with Nagas?
W
e all know that life on earth is not one long holiday where we can avoid our earthly responsibilities and hope to get away from the consequences that inevitably follows such irresponsible behaviour. On the contrary, though holidays have its place in life, we should all have known that holidays have to be first earned through hard work. In real life, we can have holidays only when we have first done our responsibilities to ourselves, our families and our society. However, if we take a sweeping look of our lives and our society over the past fifty two years- that is, from the signing of the 16 Point Agreement to the present (1960-2015)-we will discover that we have gone on a long holiday without attending to our inescapable national responsibilities and duties. Now individuals in the world are not like the similar sand grains in a common sea shore. Unlike the similar sand grains on a seashore, human beings have their collective identities as nations with different histories, cultures and habitations. To put it in other words, human beings have different political and geographical identities based on different anthropological and historical factors. As such, human beings are not all alike, like the sand grains on a seashore. Like any other nation on earth, we Nagas were also not ignorant of these facts and factors of life and collectively put up a very courageous stand to defend our political and geographical identities when India invaded us in the mid 1950’s. But after the treacherous sell-out of our national rights through the 16 Point Agreement of
1960, almost all the educated Nagas who graduated from the colleges and Universities of India got absorbed into the government set up by the Indian government in our lands. The trend continued unabated; until all our educated youth disappeared from the unfinished task of our own nation building. In fact, they all ended up, building a Nagaland for India under Indian political dictates and heinous Indian laws. Educated Nagas have indeed taken up a long, long holiday of 52 years serving this foreign government in our lands. As a result of this long holiday from responsible stewardship to our God given national identity and our own motherland, where are we now? Surely, God would not give us a national and geographical identity and then grant us a long holiday from responsible stewardship to those two tremendous identities and responsibilities? Or are we going to argue that guardianship of those two identities and responsibilities have been given to India and Burma by God so that we can have a long holiday. Yes, the glaring question that is presently accosting us through the sound of renewed gunfire is this question: Where are we now headed after our long half a century holiday with India? Here, I hope every Naga who has eyes and memories are also seeing the things I am seeing. I mean the camouflaged military convoys all draped with anti- grenade nets, escorted by armoured vehicles with alert Bren Gunners manning their positions in the convoys; the machine gun bunkers and the sharp barbed wires rolled over the walls of military camps; the foot patrollings
that are now being done by the Naga IRBs while the para-military patrols occasionally zip by, hidden behind armored plated vehicles etc. And on top of this, that familiar sound of gunfire which has re-erupted after a prolonged ceasefire and peace talks. For the second time in my life of 59 years, I am again seeing things that I had seen in my childhood and youth. In my opinion, the present scenario is one where, on the one hand, a desperate attempt is being pursued to find a solution with only one faction in the struggle; while on the other hand, the Indo Naga war has reerupted again. For now, it is only the occasional ambushes and small skirmishes, but if neighbouring hands from both within as well as outside our borders are indeed in the fray, a full scale open war may soon explode into our very faces. We shall only then know that our day of reckoning has finally caught up with us because we have, for too long, taken a long holiday from our national duties and responsibilities. Though I detest wars and killings (even that of the enemy), sadly in our case, I think only the sound of gunfire and exploding bombs will re-awaken the present Nagas from their long holiday of 40 years -i.e. from the signing of the Shillong Accord in 1975 to the present. As for me, the question that I am grappling with is this: “Can a nation indeed run away from its national duties and still hope to find peace inside the belly of another nation?”This question has in fact, haunted me for the past 18 years ever since I picked up my pen to contribute my mite to the national struggle. SOME FACTS ABOUT IODINE DEFICIENCY DISORDER (A DIPR feature by Watimenla, Information Assistant)
I
odine Deficiency Disorders (IDD) is a public Health problem all over the world. It is confirmed that one out of every five people in India lives in IDD endemic areas. These disorders are caused by lack of iodine in the diet, which ranges from simple goiter, mental retardation, stunted growth of cretinism. Most of these disorders are permanent yet all of them are preventable only by consuming good quality iodised salt daily. Iodine is a micro-nutrient essential to human life. Some of the most vital functions of the human body depend on regular supply of iodine. Iodine is naturally available in the soil and water. Our normal requirement comes from crops grown on iodine-rich soil. Therefore when the soil of any area lacks iodine the crops grown on such area lacks iodine. Consequently, those people who live on iodine deficient land do not get the daily requirement of iodine from their diet. Iodine is important because it is essential for the normal growth, development and functioning of both the brain and body. More importantly, without enough iodine a newborn’s brain and body can become permanently retarded and stunted. A pregnant woman who is deficient in iodine is likely to produce an abnormal child. • How much iodine does a person normally need? The average daily requirement of an adult is 150 micrograms. However small the quantity may be, yet it is important that the body gets this quantity regularly every day. • What happens when a person does not get enough iodine? Iodine deficiency in the diet forms a group of abnormalities known as
Iodine Deficiency Disorders. It includes goitre, mental retardation speech & hearing defect, squint, difficulties in standing & walking normally & growth retardation. During pregnancy it causes abortion, still-birth and birth of mentally deficient baby. • Why does a child become a cretin? A baby in the mother's womb needs regular supply of iodine for the normal growth & development of its brain & body. But when the mother is iodine deficient, the child too is deprived of this much needed nutrient. If the deficiency is severe, the growth & development of the child's brain & body are permanently stunted and it becomes a cretin, causing unable to walk, talk or think normally. Iodine Deficiency Disorder occurs in almost all the States & Union Territories of our country. The most affected areas lie in the Sub-Himalayan belt extending from Jammu & Kashmir to the North-East including Nagaland covering an area of 2500 Sq.Kms. • What is Iodised Salt? Iodised salt is nothing but the common salt to which a small quantity of iodine compound is added. It is used to prevent iodine deficiency. It looks, taste & smells exactly like an ordinary salt. Iodine is added to salt for the simple reason that we all use salt everyday irrespective of caste, religion or economic status in normal quantity -10 to 15 grams a day. If this quantity is iodised we automatically get the right amount of iodine that is required every day. • Can consumption of iodised salt cure goitre, crentinism & other iodine Deficiency Disorder’s? No. Most of the disorders are permanent and incurable but it can be
easily prevented before it occurs by consuming iodised salt regularly. • Will consumption of excess iodine harm me? No. Our body will utilize only the required quantity of iodine and the excess (if any) will be excreted unused through the urine. • Can pregnant woman and children use iodised salt? Yes, The pregnant woman and young children need this oven more than others. • How can I know if salt contains Iodine? We can know the content of iodine by testing the salt with a simple salt testing - kit method. • Do animal need iodised salt? Yes, Iodised salt improves the health & productivity of animals and reduces the number of still-birth & miscarriages. Also cattle that are fed with iodised salt produce milk that is rich in iodine. • How should iodised salt be stored? Iodised salt should be stored in an air tight container because prolong exposure to direct sunlight and moisture can destroy the iodine in the salt. • Is the sale of non-iodised salt banned in our state? Yes. The sale of non-iodised salt is banned under the provision of PFA Act 1954 which is still enforced in our State. If any trader is found selling non-iodised salt for human consumption is liable for prosecution under provision of the said Act. • What should the traders do? Shopkeepers should stock the sell only iodised salt, they should ensure proper storage of iodised salt away from direct sunlight and rain and they should label the salt meant for farm or animal use as "NOT FOR HUMAN CONSUMPTION". ritish model David Gandy says he's preparing to quit modelling to let the younger and "fitter" models have a chance. The 35-year-old has been posing in his underwear for more than a decade, but admitted that he wants to "slowly fade" from modelling into designing as he thinks he is getting too old, reports femalefirst. co.uk. "It's 14 years now I have been doing it. Yes I will be fading, I don't do as much now. I have the designing side which I will continue and I think I will slowly fade from maybe modelling my own stuff to bringing in young British models to give them a chance like I had a chance at the end of the day," Gandy said in an interview on "Chatty Man". "And to be honest there are so many good-looking guys that deserve a chance. They are so talented. I went to my agency Select recently and the guys in there are astoundingly good looking, they are young and they are bigger than me and fitter and everything else. Sunny Leone, get lost from my India: Rakhi Sawant
R
akhi Sawant is at it again and this time she is taking on adult film star turned Bollywood actress, Sunny Leone. Rakhi has always been in the news for her outspoken ways and this time too she has managed to grab headlines with her statements. In an Youtube video, the actress has been quoted as saying that, "You, Sunny Leone, get lost from my India...get lost from my film industry..." She further added that, "Main Rakhi Sawant aayi hu Leela ko geela karne," referring to Sunny Leone's film, Ek Paheli Leela. She also accused Sunny of being the reason she is compelled to wear skimpy clothes and that she should go away from India so that no other Indian girl is forced to resort to such measures.
Brad Pitt, Angelina Jolie are $35 million in debt?
H
ollywood power couple Brad Pitt and Angelina Jolie may be some of the most charitable work friendly people around, but all that spending has apparently left them $35 million in debt. A new report by OK! reveals that the Mr. And Mrs. Smith stars – who earn hundreds of millions every year – spend almost $1 million every year just on their kids, spending lavishly on 12 nannies and tutorial teams for their vacations. But what apparently harms them the most, is their generous spending when it comes to charities. According to the report, the couple earned $5 million when they sold pictures of their wedding exclusively to People Magazine, and ended up donating the whole amount to a charity they work with. The report also claims that the couple’s mansions are fully staffed all the time, even when they aren’t living there. The family’s expenses include a whole lot more: They always travel first class when they’re not flying their personal jet.
Mother's death made me a musician: Bono
U
2 frontman Bono says the death of his mother, when he was just 14, inspired him to turn a professional musician and form the popular Irish rock band. The 55-year-old artist's mother died from a brain aneurysm in September 1974 and the singer admits losing her left a "hole" in his heart, reported Female First. "I realised aged 14, when my mother suddenly passed away at her own father's graveside, that I had a hole in my heart." To deal with his grief, Bono turned to music and that turned into his life. "I didn't know at the time, as I filled it with music. I became an artist through her absence and I owe her for that. I thought the rage I had was a part of rock 'n' roll but the rage was grief." Bono has often written about his mother's death in U2 songs, dealing with his feelings on tracks such as "I Will Follow", "Mofo" and "Out of Control". me going," he added. Gandy also revealed that he wants to move into TV and movies in the future, and spoke about why he turned down the chance to play Christian Grey in "50 Shades of Grey" -- a role that Jamie Dornan ended up taking. "I was approached to talk to the producers and directors and I was sent the script and Jamie has done a great job with that and it took a good actor to be in that role. It was not the right film and not the right time for me," he said.

Blatter says FIFA corruption probe won't lead to his door
C M Y K
ZURICH, May 30 (aP): Invigorated by his FIFA election win, Sepp Blatter dismissed any suggestion Saturday that the American investigation into soccer corruption could yet lead to his door. Blatter insisted he had nothing to fear from a U.S. federal case which alleged a $150 million bribe scheme in international football. Several senior FIFA officials have been arrested already, but Blatter shrugged off the notion that he could be next. "Arrested for what? Next question," Blatter dismissed curtly, in his first meeting with international media since the dual American and Swiss investigations rocked FIFA's home city Zurich on Wednesday. He was equally dismissive of other questions surrounding the investigation. Was he the "high-ranking FIFA official" mentioned in the Department of Justice indictment who wired $10 million for apparent bribes to corrupt North American officials who voted for South Africa as the 2010 World Cup host? "Definitely that is not me," the 79-year-old Blatter said. "I have no $10 million." After winning a closer vote than he would have liked Friday for a fifth four-year term, Blatter came out fighting — first criticizing U.S. Attorney General Loretta Lynch in an interview with his local Swiss broadcaster. Lynch said Wednesday that indicted FIFA and marketing officials had "corrupted the business of worldwide soccer to serve their interests and to enrich themselves." "I was shocked by what she said," Blatter told French-language broadcaster RTS. "As a president I would never make a statement about another organization without knowing." Two FIFA vice presidents and a recently elected FIFA executive committee member were among the seven men detained and accused of racketeering, money laundering and fraud in connection with bribes linked to tournament television rights in
FIFA suspends Indonesia ahead of WCup qualifiers
ZURICH, May 30 (aP): Indonesia has been suspended by FIFA less than two weeks before it begins qualifying matches for the 2018 World Cup. FIFA says its executive committee approved the sanction because of the Indonesian government's "effective 'take over'" of the national football federation. FIFA rules prohibit government interference. A FIFA ban prevents national and club teams plus officials taking part in international matches and meetings. Indonesia is scheduled to begin a World Cup qualifying group on June 11 away to Taiwan, and host Iraq five days later. The group also includes Thailand and Vietnam. North and South America. Blatter suggested the U.S. Department of Justice went too far in its actions which brought a torrent of condemnation down on FIFA, which he has led for 17 years. "Listen, with all the respect to the judicial system of the U.S. with a new minister of justice," Blatter said, "the Americans, if they have a financial crime that regards American citizens then they must arrest these people there and not in Zurich when we have a congress." With those comments having set the tone for the Saturday morning news conference, Blatter brushed aside questions about his exposure to interrogation or potential charges. "I have especially no concerns about my person," he said about an investigation that U.S. federal agencies said is just starting.
Will not forget what UEFA did against me: Blatter ZURICH, May 30 (IaNS): Re-elected FIFA president Sepp Blatter has said he will not forget how the Michel Platini-led Union of European Football Associations (UEFA) created a campaign of hatred against him in his time of crisis. "It's hatred, coming not only from one person at UEFA but the organisation, who were not involved in 1998 when I became president. I forgive everyone, but I do not forget," Blatter was quoted as saying by goal.com on Saturday. After a week which witnessed some of the top FIFA officials being arrested for corruption charges, Blatter was elected for his fifth consecutive term in office, at the helm of football’s world governing body after getting past the challenge of Prince Ali bin al-Hussein of Jordan. On Thursday, Platini had asked the 79-year-old to step down and had urged UEFA member associations not to vote for Blatter in the presidential election.

PaRIS, May 30 (REUTERS): Top seed Novak Djokovic and third seed Andy Murray slapped down a pair of Australian upstarts at the French Open to reach the last 16 in impressive fashion on Saturday. Rafa Nadal's attempt to win the French Open for a 10th time picked up pace with a 6-1 6-3 6-2 third round demolition of unseeded Russian Andrey Kuznetsov. Teenager Thanasi Kokkinakis and Nick Kyrgios are touted as the next big things and pack plenty of box-office appeal but the gulf between brash raw talent and seasoned grand slam champions was evident in the Paris sunshine. Djokovic, bidding for his maiden French Open title, hurtled towards a potential quarter-final clash against defending champion Rafa Nadal with an immaculate 6-4 6-4 6-4 defeat of Kokkinakis. The world number one brushed past the 19-year-old without dropping a set. Kyrgios, a year older than his compatriot, has already made deep inroads at grand slams and his matchup with Briton Murray had the potential to be firecracker. There were plenty of sparks and some outra-
geous winners from the 20-year-old, but for every thunderous forehand there was a crass error as 29th seed Kyrgios, hampered by a sore elbow that took the edge off his serve, flattered to deceive. Murray was solid throughout, winning 6-4 6-2 6-3, although Kyrgios left one magical memory, running back to retrieve a Muray lob and flicking the ball through his legs and up over the head of his net-rushing opponent -- spreading his arms wide to acknowledge the cheers of the crowd. Ninth seed Marin Cilic continued his progress crushing Argentina's Leonardo Mayer 6-3 6-2 6-4. In the women's draw fourth seed Petra Kvitova sailed through to the last 16 with an easy victory over Romania's Irina-Camelia Begu. Former champion Francesca Schiavone could not back up her marathon victory over Svetlana Kuznetsova in the third round, however, as the 34-year-old Italian veteran, the oldest player left in the singles, fell to Romanian Andreea Mitu 7-5 6-4. Former runner-up Sara Errani made it through with a 6-3 6-3 defeat of German 10th seed Andrea Petkovic.
lated 90 minutes forcing the game into extra time. The game was still tied at the end of extra time after both sides scored one goal apiece to finish 4-4, pushing the game to a tiebreaker. In the end though, Kohima Blues emerged victors beating Dimapur Blues 4-3 in the penalty shootout.
