Lok Sabha MP and former Nagaland chief minister, Neiphiu Rio, today said tribal festivals should sow the seed of unity among Nagas and help usher lasting peace in the state. Speaking at the Moatsü-cum-inter tribe cultural exchange organized by the Chumukedima Ao Senso Telonjem (CAST) at 1st NAP Battalion Ground, Chumukedima, the Lok Sabha MP said unity and solution to the protracted Naga political issue is a must if Nagas want to continue to celebrate their festivals. Rio said the DAN government had earlier adopted the slogan of ‘Nagaland-Land of festivals’ to promote the rich Naga culture and heritage. Rio said even the President of India, Pranab Mukherjee, who graced the Hornbill Festival in 2013 had remarked on the fitness of the slogan and went on to say that to fulfill the true meaning of the slogan, peace should reign in Nagaland. He said every festival celebration has a meaning and significance. Rio said Moatsü, the post seed-sowing festival of the Ao Nagas, also reminds us one important trait of the Naga forefa-

However, after hearing the petition and arguing over the appeal for the repealing of this Act for two full weeks, the Supreme Court of India upheld the Act, saying “the Act in itself is good.” Krome recalled. FGN withdraws support to Adinno Phizo as NNC Prez ‘Nurturing a community of peace’

DimaPuR, may 2 (mExN): The Federal Government of Nagaland (FGN) today declared that it has lost confidence in the leadership of Adinno Phizo and has therefore decided to discontinue its support to her as the president of NNC. In a statement, FGN Kedahge, Brig (Retd) S Singnya observed that Adinno has “not been able to shoulder the immense responsibility of our nation vested in her esteemed office.” He added, “Even after 25 years in office, she has failed to take a stand and continues to be closely asMy wife? oh, my car is in the sociated only with the Transit Peace workshop so she decided to Campers.”

tronic media. Some State governments have also openly sounded their serious concerns and have suggested the lifting of this Draconian law, he stated. Krome also reminded that even some of the special rapporteurs of the United Nations visited some of the AFSPA affected areas and strongly recommended for the repeal of this law which was highlighted during the 11th Session in May 2012. Even the Government of India had also set up an Inquiry Committee called the Jeevan Reddy Committee in 2004 which submitted its report in 2005, strongly recommending for the repealing of this Act because it had become a “symbol of oppression, an object of hate and an instrument of discrimination and high-handedness.” In the light of these realities, Krome asserted that the UN would be doing a great favour to India by repealing the Act since it was caught in between choosing the popular demand for lifting this Act which will be going by the dictates of its own conscience and the resistance of a powerful few to remove the Act. Korme urged the United Nations to provide the “present and upcoming generation a better world to live in and not like the ones we and the elder generations had to live through.”

NPMHR addresses the United Nations’ 14th session on Indigenous issues; seek intervention to repeal Act

Naga Peoples Movement for Human Rights (NPMHR) has once again urged the United Nations to take cognizance of the issue of the Armed Forces (Special Powers) Act (AFSPA), and prevail upon the Government of India to repeal this Act to make the world more humane. Addressing the 14th Session of the United Nations Permanent Forum on Indigenous Issues (UNPFII) at the United Nations Headquarters at New York on April 30, secretary general to NPMHR, Neingulo Krome termed the AFSPA as a terror “worse than war” and called for UN’s intervention. He reminded that the last battle of World War II was fought in Kohima, capital of Nagaland, which had followed the formation of the United Nations to save humankind from the “scourge of war.” “There is still something (AFSPA) worse than war that is prevailing in this part of the world which the United Nations is aware of, but unable to do much to correct the situation,” he said. Explaining AFSPA, Krome said the Act gives sweeping powers to the security forces to “shoot to kill” any person and “arrest without warrant” any person, with full impunity in the

North Eastern states of India and Jammu & Kashmir, which has become one of the most debated issues amongst various sections of people in India for several years now. Against the backdrop of the imposition of this AFSPA in 1958 and the subsequent rampant and heinous violations of human rights

Naga People’s Front (NPF) today distributed party tickets to 77 intending candidates, including 2 women (out of 84 seats), for the forthcoming Manipur (Hill Area) Autonomous District Council election 2015. Out of the 197 candidates seeking tickets for ADC polls, the party nominated 84 candidates where 77 candidates were given tickets today while the remaining will be settled in the next few days. After handing over the tickets, NPF president Dr. Shurhozelie Liezietsu administered oath to the candidates at the ticket distribution ceremony held here today at NPF Central office. Stating that he had approved 84 candidates last night, Dr. Liezietsu declared “We are in a good position.” He said with 8-10 uncon-

tested candidates in the forthcoming election, the party is guided by a purpose to take over the Council. "Once we take over the council, that will be our springboard for the next elections," he stated. Dr. Liezietsu called upon the party workers to work hard to get majority in the polls and take over the chair of the Council. He said Autonomous District Council is the only platform to protect the dignity and rights of the Hill people and urged the intending candidates to give their best. “This is the right platform to expand our horizon,” he said. Opining that the next government in Manipur will be a coalition government, Dr. Liezietsu also stated that the party can be an important component in that coalition government if they do well. "Congress is not coming back and it will be a coalition government," he maintained

while urging party workers to spread out and communicate with the people at the grassroot level and talk to them about the party policies and principles. “To be a leader in any platform, you must know the policies and principles of the party” he said and called upon the party workers to work for unity and

integrity of “our people.” NPF chief also urged upon the party workers to abide by the constitution of the party and at the same time called upon them not forget the moral values. He also stressed on the need to work for economic advancement of the people and at the

Jack Marak, the AMEF's military wing chief, was killed on the spot, Inspector General of Police (Operations) G.H.P. Raju told IANS. Marak was wanted in many cases of murder, kidnapping and extortion. day urged Union Minister for Road Transport and Highways and Shipping Nitin Gadkari to improve and strengthen road transport and inland water connectivity in the state. In a memorandum submitted to the Union Minister, who is on a twoday visit to Assam, Gogoi urged him for development of road transport and inland water connectivity as this was critical for growth and development of Assam as well as the entire North East. "Road and inland water transport are the two most important mediums of mass transportation for the common man in Assam. Road transport continues to be the most economically viable mode for transportation of goods and passengers. At the same time, inland water transport is a lifeline for connectivity for the rural pop-

North East is envisaged as India's land bridge to the South-East and East Asian nations. Development of road infrastructure of the North East connecting the region with Bangladesh, Myanmar, Thailand, Malaysia and Bhutan is thus critical," he added. It is imperative that the infrastructure in the North-East is created and upgraded to the same standard as that of the South-East Asian nations. Gogoi hoped that the visit of Gadkari would provide the necessary impetus for completion of the many ongoing national highway, roads and inland water transport schemes. Gogoi urged Gadkari for his urgent intervention and assistance for strengthening and upgradation of the National Highways and roads to extend their reach.

India lags behind China in border infrastructure: panel NEW DELHI, May 2 (TNN): India continues to lag far behind China in its plans to construct border military infrastructure for swifter mobility of troops and weapons, which Manohar Parrikar will realize during his first visit to the northeast as defence minister. Accompanied by Army chief General Dalbir Singh Suhag and others, Parrikar on Saturday is also slated to visit Tawang in Arunachal Pradesh, which much like eastern Ladakh continues to be a major flashpoint between India and China. Also on the cards is a visit to the Bum La pass located on the border. Parrikar's experience there may be akin to what his predecessor AK Antony described as "an eye opener" in 2007. When Antony for the first time looked across the Nathu La border post in east Sikkim, the realisation finally hit home that China had constructed high-quality roads right till their military outposts along most stretches of the unresolved 4,057km line of actual control (LAC). Indian troops, in turn, had to struggle through treacherous terrain on foot to reach their forward positions in many sectors, with no proper roads and lateral links as well as the complete lack of rail connectivity. Eight years later, the story remains somewhat same. "In case of war, the (Indian) Army cannot reach Tawang area in a day. While our neighbouring country can reach the border within two or three hours, our Army takes more than a day to reach there. This is a matter of great concern with regard to our defence preparedness," the parliamentary standing committee on defence said this week, ex-

pressing great "dismay". Leave along the stark asymmetry in military capabilities, India's muchtouted plans to build the infrastructure all along the LAC continue to flounder. Only 19 of the 73 "strategic" all-weather roads (which add up to 3,812km) identified for construction along the LAC for better troop mobility almost a decade ago, for instance, have been fully completed till now. This when all the 73 roads, with more east-west lateral links as well as better access routes to strategic peaks and valleys, were to be completed by 2012. The Border Roads Organization (BRO), which has completed only 19 roads (625km) of the 61 roads (3,410km) entrusted to it, continues to regularly miss deadlines. With the BRO directly under the MoD now, instead of the being part of the road transport ministry earlier, the progress will be much faster now, contend officials. The government is also working to ensure faster land acquisition as well as environmental clearances, which have been among the main reasons for the long delays, they add. Incidentally, noting the BRO faced "an acute shortage" of manpower, vehicles and requisite machinery, the parliamentary committee said, "In order to compete with our neighbouring countries, especially China, BRO must have the latest, state-of-the-art equipment." The MoD, on its part, says 16 of the strategic India-China border roads will be completed this year, with another 13 by 2016, nine by 2017, two by 2018, and the rest thereafter. But only time will tell if these revised deadlines are met.

GuWaHaTI, May 2 (PTI): Defence Minister Manohar Parrikar on Saturday reviewed the prevailing security scenario and ongoing operations against militant outfits in Lower Assam. Parrikar visited the Red Horns Division at Rangiya near here on the second day of his two day maiden visit to the state and was given a detailed briefing on the ongoing counter insurgency/ counter terrorism operations in Lower Assam, a defence spokesman said. He was given specific update on the current operations undertaken against NDFB (S) militants following the December

India's first halal cosmetics firm set to expand outlets

AhmedAbAd, mAy 2 (IANS): Mauli Teli has people coming up to her often and asking what 'halal' has to do with cosmetics. "Are such cosmetics only for Muslims?" they sometimes enquire. Teli is not a Muslim, but the smart, suave, CEO of a company whose Iba product - India's first halal-certified cosmetic brand - is more than ready with her answers. Thanks to this, Iba's consumer base is growing steadily, and not just among the Muslim community. "Halal has a deep meaning. It means it's pure, safe, and healthy. What it means in terms of our cosmetics range is that our products are organic, free of animal fat and animal-derived products like keratin, collagen and gelatine, and alcohol free. They are free of any harsh chemicals and animal cruelty. Therefore they are good for everyone," Mauli explained in an telephonic interview with IANS.

In 2012 Mauli and her sister Grishma Teli started their company, Ecotrail, which was a manufacturing unit and research lab. In September 2014, after a thorough market research and talks with consumers, salon owners and others, the duo launched Iba Halal Care. "I moved back to India in 2011 after studying and working in the US for sevenand-a-half years. I have a technical background and was into management consulting. My sister had studied biotechnology in the UK. Both of us have always wanted to start something on our own...that we come from a family of entrepreneurs helped a lot," Mauli said. Personal care products, she said, were of interest to both the sisters. Their father is into equipment manufacturing for the cosmetics industry. "Since I had worked with (market research agency) AC Nielson, I knew that the field of personal care was verycompetitiveandinorder

free perfumes, they understood," Mauli said. The concept also appealed to people from the Jain community and those who opt for a vegan way of life. "Actually, 35 percent of our consumers are nonMuslims, and the interest is increasing," Mauli said. Her products - priced between Rs.40 and Rs.250 - are no less effective on the skin or hair, she says. They have the same look and feel like any other modern cosmetic product with no side effects, she adds. From lipsticks, face sprays and face creams to shampoos, conditioners and perfumes, it's a wide range. With two stand alone stores in Gujarat, they are now opening outlets in Aurangabad in Maharashtra, before venturing into Mumbai, Bengaluru, Hyderabad, Baroda and Surat. They are getting into the franchise model as well as have their products available online, on shopping portals like Amazon and Flipkart.

to succeed we had to make a unique proposition. In the US, natural, ethical products aremuchsoughtafterandwe found that halal cosmetics was a niche field that could be explored," she said. Considering that India has a large Muslim population, the sisters realised that there was a need for such products. "Halal certified products are popular in Southeast Asia like Malaysia. Britain also has a few small brands. But, in the Indian context, we had to take care that ours was not a high-end brand, but something that the market could bear." As they launched Iba with their first stand-alone store in Ahmedabad it triggered a lot of interest. "People were curious. They would come and ask me all kinds of questions. Sometimes even Muslims did not understand what halal had to do with cosmetics. Once we told them about the fat free lipsticks and alcohol

Officials who ‘fudge’ train status data to pay refunds New delhI, mAy 2 (AgeNcIeS): In a new policy directive issued to zonal railways, officials found fudging data on train punctuality will now pay from their salaries if Railways has to give refunds to passengers thanks to trains being late by over three hours. The Railway Ministry seeks to weed out the menace of “wrong reporting” of punctuality data in an attempt to paint a

rosy picture of train performance in the system. The move will come into effect from June 1, sources confirmed. An order to this effect was issued this week. As per rules, if a train reaches a station late by over three hours, or its departure is delayed by over three hours, passengers can claim a full refund without traveling. Policymakers decided that simply fudging punctuality

data to show that a train is running on time does not insulate the transporter from refunds. Officials in the traffic control offices, who physically log the running of trains and update the National Train Enquiry System (NTES) — the timekeeper for punctuality in real time; accessible to the public – have been found to be doctoring data. Now, the Ministry order says that if a passenger gets

refunds based on the NTES timings, and upon investigations it is found the data was incorrect, the money will go straight out of the pockets of the officials concerned. The strong, and potentially unpopular decision, seeks to be a deterrent against data-fudging. Before starting the new system, Railways will hold counselling sessions for its officials and monitor operations for May.

Ban on cars should be decided by fitness level, not age: Government proposes New delhI, mAy 2 (AgeNcIeS): The government seems really eager to attend to India's rising pollution levels - the Ministry of Road Transport & Highways has now proposed that a car should be deregistered and scrapped if it is found to be unfit to ply on roads, irrelevant of how old the car is. Under the 'vehicle

sunset policy', the government will set prescribed measures and standards to determine if a car is at the end of its life-cycle, thus unfit to ply. Instead of the ban on vehicles being dependent on its age, the ministry wants the proposed ban to be dependent the condition of the vehicle. After the National Green Tribu-

nal's order the ministry had sought time to draft a policy to check such vehicles, it now wants to bring in allencompassing measures to rein pollution. It is already working to implement Bharat Stage V and VI norms sooner than planned, i.e. move the respective deadlines to 2019 and 2023, respectively. Furthermore, the gov-

ernment is looking for scrap-yards for vehicles that will be found unfit. Nitin Gadkari, Minister of Road Transport & Highways had recently mentioned that they are looking to create a zone(s) for scrapping and processing old vehicles. He further added that these may come up at ports in Chennai and, probably, Kandla too.

Roaming tariff for incoming calls has been cut by 40 per cent, STD by 23 per cent and 20 per cent for local calls. Local and national SMS tariff has been reduced by 75 per cent, the statement said. TVS Motors, the home-grown automaker, that recently launched the updated TVS Phoenix in the market, has now officially confirmed to relaunch its popular bike TVS Victor in the Indian market. First launched about a decade back, TVS Victor is quite a popular name in India. At one point of time, it was among the top-selling commuter seg-

ments bikes in the country. And now when TVS is eyeing to tap a bigger market share in the motorcycle segment, launching an all new bike with the 'Victor' nomenclature will surely be a safer bet. The Victor was the first product developed by TVS Motors on its own, after quitting the joint venture with Suzuki. It was first launched with a 110cc four-stroke engine, which was later joined by its 125cc sibling. This time around, we expect

the Victor to be coming with a 110cc engine, which the company might source from the Star City. However, the company hasn't officially said anything on the engine specs and design of the bike. Along with a new design, the all new Victor will also carry some new agefeatures. Besides the new-gen Victor, the company is also planning to introduce its premium bike range that it is co-developing with BMW for different markets.

Future grim with emerging trend of trust deficit among Nagas: Noke DimaPUR, may 2 (NEPS): Senior NPF lawmaker Noke Wangnao said there is an emerging trend of “trust deficits” among the Nagas and warned that the future was “bleak and grim” unless this “dangerous scourge is immediately addressed.” Talking to NEPS here on Saturday, the veteran regionalist explained that “trust and confidence” was one of the most important elements required among the Naga leaders today. “And without it, we cannot expect positive frame of mind and without a positive frame of mind, no effective governing system will be there,” he said while stressing on the urgent need to look into it. Elaborating further of his remarks made during the “NPF Special General Convention” on April 30

at IG Stadium, Noke said it was done as per the directive of the “Election Commission of India (ECI)” and expressed happiness with the “reconciliation process” within the NPF. “I only narrated the sequence of political development within the NPF soon after Neiphiu Rio decided to go to Delhi as MP from Nagaland,” he stated. Also questioning the attendance of non-NPF members and legislators attending the “Special NPF General Convention” held on April 30 at IG Stadium, Noke asked “How could non-NPF members attend such Special General Convention of the NPF.” “This is a Special General Convention of the NPF specifically arranged as per the directive of the ECI regarding Dispute Case No. 1 of 2015 dated the 27th March 2015 to resolve

the crisis within the party (NPF),” he pointed out. “Non-NPF members attending such Special NPF General Convention not only created confusion in the minds of the people but also to the ECI which would scrutinize the outcome of the Convention,” he averred. Clarifying his remarks on Congress and other Independents in DAN government, the NPF leader explained that the NPF should not mix-up other party men in its party activities, be it at grassroots or district or state. Because the party should clearly demarcate its functioning, he explained. Refusing to comment on the “TR Zeliang ministry,” he said, “We should differentiate the party role and activities than taking part in the Government.”

FGN withdraws support to Adinno Phizo as President of NNC gas as a people chose to make, shape and determine our own destiny with freedom, integrity and dignity. Powerful forces opposed to the Cause have sought to weaken us by sowing the seed of animosity and suspicion. Right from the beginning of our struggle till date, our Nation has been facing detrimental forces both internal and external. But we have managed to withstand the forces and tides that sought to weaken and destroy our spirit. This same spirit makes us proud to be who we were then and who we are today and the NNC/ FGN will never bow down to any internal or external pressure. I and the Eastern Nagas have never been a party to the Shillong Accord of November 1975 and will continue to denounce it. It was for this very reason that I have never set foot in the Transit Peace Camps till date. The NNC/FGN regards the Shillong Accord as the root cause of all divisions and factionalism, standing in the way of real unity and reconciliation among the Naga National Workers. It was a total sell out and betrayal of the Naga Cause and all that the

his Public Statement is being issued as per the resolution adopted at the 63rd Tatar Hoho of the NNC/FGN on 29th April, 2015. The Naga Nationalist pioneers made the historic declaration for independence on 14thAugust 1947 which was reinforced by the Plebiscite on 16th May 1951. The momentous Declaration and the irrevocable pledge had created the foundation which has given birth and shaped the political course of our people. The Federal Government of Nagaland stands committed and steadfast in our resolve to defend the declaration and uphold the pledge of our people. Nagaland became a Republic on 22nd March, 1956 when the Naga National Council convened the First Tatar Hoho Session which brought together the Free Nagas represented by the Hongking Government and the Naga National Council representing the then Naga Hills District to establish the Federal Government of Nagaland. The irony of the matter is the fact that the people in the Transit Peace Camp at Kohima, a byproduct of the Shillong Accord, who purportedly have agreed on their own volition to accept the constitution of India and who in fact should be rightly denounced as traitors continue to claim legitimacy as a Naga political group forgetting the spirit of the Naga Declaration of Independence of August 14, 1947 and the Plebiscite of May 16, 1951. As per article 143 and 144(1) of the Yehzabo of Nagaland, "The Naga National Council shall be the only recognised political institution in Nagaland. The Naga Council shall work on the following principles; there shall be: A Central Executive Council which will guide and control the political policy and decision of the Nation." For any political agreement between the Nagas with any other country to be legitimate, it was mandatory to have the consent or approval of the President of NNC. The Shillong Accord of 1975, however was signed without the approval of the

then President of NNC, A. Z. Phizo. A. Z. Phizo was the epitome of Naga patriotism and because of the Naga People's total confidence and trust in his leadership, he was made plenipotentiary. His works and his deeds for our Cause continue to inspire our people. It is for these reasons that we revere him and his legacy, and also call him the Father of the Nation. The Nagas as such had a lot of expectations when his successor and the present President of the NNC, Adinno Phizo took over the office, after his demise that the fate of the nation is in safe hands. But unfortunately, we have observed that she has not been able to shoulder the immense responsibility of our nation vested in her esteemed office. Even after 25 years in office, she has failed to take a stand and continues to be closely associated only with the Transit Peace Campers. As such we have lost confidence in her leadership and have decided to discontinue our support to her as President of NNC. Brig (Retd) S Singnya Kedahge Federal Government of Nagaland

3,639 students(Including Repeaters) appeared for HSLC exam this year, out of which 14,905 students cleared with an overall Passing % = 63.05. First of all a hearty congratulation to Mr. BUDDHIMAN, from Govt. High School,Tzurangkong for securing the 5th Position in HSLC exam, in spite of his school securing a passing percentage of 38.89%. He is a living example that everybody needs to emulate because he has proven that it doesn’t matter where you study; it doesn’t matter if your family is illiterate; it doesn’t matter if you come from a poor background because if you study and work hard you can reach the top and inspire everyone like he did. HSLC is just the beginning and he should continue to set new benchmarks in his higher education and shine throughout his career. Education is the power vested in us which can eliminate the socio-educational disparity and help us climb the social ladder through a legitimate process. Nagaland Government needs to seriously evaluate the education system especially with regards to Government schools in our State! The purpose of having schools is to educate our future generation in order to build a progressive, brighter future for our State, NOT TO SHOVE OUR YOUNGER GENERATION TO BECOME DROPOUTS! It is a general fact, that drop outs contribute to a major part of antisocial activities in any society, arising out of frustration because it triggers a trend where people who are stuck in the middle - Neither illiterate nor fully educated, because they can neither be employed in white/blue colour jobs nor as labour workforce thereby forcing many of these failed students to engage in illegal activities which impacts a society negatively contributing to a REGRESSIVE SOCIETY RATHER THAN A PROGRESSIVE ONE. THE QUESTION HERE IS: ARE GOVERNMENT SCHOOLS CONTRIBUTING TO PRODUCING EDUCATED YOUTHS OR DROP OUTS? Is our Government education system producing youths who can build our society or break it? Here are the facts and figures to help you gather insights and draw your inferences on the performance of Education within our Government system. 6292 students appeared HSLC through Govt schools, out of which only 1693 passed, which means Govt schools have an overall passing percentage of 34.55% which means 65.45% of students have failed. 16,151 students appeared through private schools out of which 82.64% students passed! Now why this huge variance of almost 50% between Govt and Private Schools?

UNQIUE SCENARIOS Among Govt schools, 3 in Mokokchung, 1 in Phek and 1 in Peren secured 100% pass percentage and these schools should be lauded and provided with all the support. Other Government schools which reveal improving trends should also be encouraged. There are obviously a few good men and women out there who are selflessly serving and educating our youths in Government schools, even up to the extent of giving free tuitions to the children in remote towns and villages, these angels need to be identified and rewarded. However, at this point since the facts and figures are used as reference, hence the effort of these few good people is overshadowed by the corrupted bunch.

Private schools in spite of teacher salary half of Government schools, are producing good results in every district. After being banned from living on Malaysian soil because of their refugee status, the Bajau people have severed ties with the mainland, instead choosing to live a nomadic lifestyle on the open ocean. Standing on stilts above the lapping waves, the Bajau built an off-

shore community that relies solely on the ocean to survive. Instead of learning about algebra or science, the Bajau children are given a net and taught to catch fish, octopus and lobsters off their unique handmade boats. The children reportedly spend so much time in the ocean that their eyes have adjusted to see more clearly underwater and much like sea sickness for those who live on land, they also experience 'land sickness' when they leave the water. Bajau as stateless refugees who left the Philippines, instead choosing to live their 'whole lives' at sea. 'They visit the land only briefly in order to trade fish for rice, water and other staples,' he said. The Bajau's ties with the ocean run so deep that they even measure time by the movement of the tides,

Some fisherman have even been known to dive up to 20 metres under the water while they hunt for seafood. Mike, 26, and Madi, 20, say they want to be an example to others of how God loves and provides for His children, in spite of their pasts or shortcomings.

Mike and Madi Cisneros are a testament to the saying, “Everyone’s got a story.” They live simple lives in Owensboro, Kentucky. During the day, he works at Colby’s Restaurant, a local favorite, while she stirs up lattes at the nearby coffee shop, The Crème. Clean cut and nicely dressed, you’d never guess Mike’s been arrested 18 times in five different states. And with Madi’s infectious smile and spirit, it’s hard to imagine the bitterness that once lived inside her. Mike grew up in a Christian home, calling his mom “an amazing woman of God,” but admits he “never really saw Jesus as satisfying over the things the world had to offer.” Mike watched his mom struggle, and held a grudge against God as a result. “If there was a God, I didn’t like Him,” he said. “She was such a good Christian. She was faithful, and I didn’t understand why God didn’t take better care of her.” Mike started using drugs at 11, selling at 16. “And the whole time, in and out of church.” Meanwhile, his mom always told him, “Mike, God’s got a plan for your life.” And God did. Mike finally came around—in prison, with six felonies, a $100,000 bond, warrants out for his arrest, and a son he hadn’t seen in two years.

“I said, ‘Lord, if you can really add all [I’ve lost] back into my life, then I’ll give you everything, every bit of me,’” Mike recalled. Shortly after getting out of prison, Mike met Madi. He was a new believer, and on fire for God. Madi didn’t know it yet, but she needed that story of redemption in her own life. “The Jesus that I knew was a businessman. He was in it for money, for your time, for all these other things except just to love the world,” she explained. Madi was a good girl who always played by the rules. “All these people thought I was this really good Christian, but honestly I was just really good at pretending.” Going through the motions in church and in life, Madi hoped something would stick. But it never did. By the time she met Mike, she was fed up. “[But] he had this love that I was lacking. He was so empty of himself. And that was the thing that I was missing,” Madi said. “It was like spring time. And it was beautiful.” About seven months later, the young couple was married. Mike now has a relationship with his son and sees him every weekend. With he and Madi both coming from broken homes, they have a heart for reaching young people who need an extra nudge to understand God’s love for them. “They need to know that they’re worth the blood of Jesus,” Mike said. “It’s not about how pretty you are, how well spoken you are, where you grew up, what your parents have done,” he added. “It’s all about what He says you are. He says in Isaiah 43 that, ‘You are mine.’ You’ve been ransomed. You are loved.” Their youth group attended Friday’s Will Graham Celebration in Owensboro. A friend of two girls they’ve grown to know through church gave his life to Christ. “That’s all you really need to hear right there—somebody got saved,” Mike said. “Praise Jesus.” Aside from the youth, the couple has one prayer for the nearly 200 churches in Owensboro and others across the United States: unity. “The church, our body, is absolutely everywhere and not working together—a body can’t survive like that,” Madi said. “This (events like the Will Graham Celebration) could really start a revolution where you see, especially the church in Owensboro, people working together with like minds, with one mission,” she continued. “If we can agree that we are here to empty ourselves and be servants, we can see earth as it is in heaven.” Finding Jesus in every detail It’s the afternoon lunch rush and Tim Turner is making his rounds. He’s co-owner of Fetta, a specialty pizza place in downtown Owensboro, Kentucky. Cheerful and gregarious, he chats with customers and talks openly about Jesus when the topic turns to his business. “All this that happened for us was not possible except through Christ,” he said. Two weeks into Turner’s retirement, he got bored and decided to open a restaurant with his friend, Mike Baker. After months of pursuing an old building downtown, they hit a dead end; the building went to someone else and Turner was crushed. He remembers taking a long walk around town.

Pharisees: a small but extremely influential fellowship of men committed to strict observance of religious rituals and duties. Sadducees: well-to-do priests. A large block in the Jewish Sanhedrin was made up of Sadducees. They denied life after death. They were opponents of the Pharisees, who nevertheless joined them in an effort to be rid of Jesus.

“I finally stopped and said, ‘God what do you want from me?’” he said. An hour and 45 minutes later, he got a call about a plot of land across the street from the building he’d had his eye on. The price tag? Zero. Turner just had to build the building. On Sept. 2, 2013, a two-story brick restaurant called Fetta opened up and business is booming. With so many customers coming in and out, a lot of people stop to look at the picture of Christ hanging in the restaurant’s narrow hallway. “I’ve had grandmothers stop there with their grandkids, and I’m talking adult grandkids, and just bawl and say, ‘This guy can help you through anything you have in your life.’” But the picture wasn’t placed there for the customers. “It’s actually for me,” Turner said, a reminder that without Christ’s hand in every detail of the restaurant, Fetta wouldn’t exist. When employees are down or going through a hard time, the picture also becomes a reminder for them. Turner takes them to the picture and says, “If you’ll turn all this over to this man here, it’ll all take care of itself.” That’s a message thousands more heard over the past few days, straight from one of Fetta’s repeat customers, Will Graham, in town for the three-day Ohio Valley Celebration just down the street. “I think it’s an incredible opportunity for Will to spread the Word,” Turner said over the weekend. And not just Will, but the artists who performed and so many in the community who came together to make the Celebration happen. While there’s no shortage of churches in Owensboro, Turner has seen the Celebration reignite Christians’ faith and their mission to tell others about Jesus. “It actually brings to the forefront what the churches are trying to do,” he said. “We all get complacent, so it’s like shaking somebody, saying ‘Wake up!’” Turner’s own commitment to Christ was made at a local church when he was 14. He credits his parents for setting a godly example throughout his life and hopes to set the same example for those in his “little box of influence.” Post-Celebration, Turner prays that his community continues not only to experience economic revival but that the momentum from this event keeps going, with more and more people experiencing the power of Christ in their lives just as he has.

Thirteen million flee religion-linked conflicts worldwide Timothy C. Morgan | Christianity Today

M

ore than 13 million people worldwide have fled conflicts and crises in which religion has been a key factor, according to the 2015 report from the US Commission on International Religious Freedom (USCIRF). The annual report released today reveals that most of the 13 million people displaced are from seven nations: Syria, Iraq, Nigeria, Central African Republic (CAR), Eritrea, Burma, and Afghanistan. “Not a day goes by without at least one country from these lists appearing on the front page of a major newspaper,” USCIRF chair Katrina Lantos Swett said in a press statement. She noted: Humanitarian crises fueled by waves of terror, intimidation, and violence have engulfed an alarming number of countries over the past year. All nations should care about abuses beyond their borders not only for humanitarian reasons but because what goes on in other nations rarely remains there. In the long run, there is only one permanent guarantor of the safety, security and survival of the persecuted and vulnerable. It is the full recognition of religious freedom. The commission’s top recommendation to address the surge in displaced people is that the US government should raise the ceiling on the number of refugee resettled from 70,000 to at least 100,000, with “additional reserves” for the Middle East. But resettling Middle East Christians overseas has been controversial for years, as the overall population of Christians in the region dwindles. In response to the persistent exodus of Christians, Gregory III Laham, the Greek Catholic patriarch of Antioch and All the East, proclaimed in a 2013 letter to his followers, “Stay here! Don’t emigrate! Despite all the difficulties, destroyed churches, abandoned parishes, marginalization, Middle East Christians should remain staunchly in their land, village or district. “We want to preserve this strong, faithful, convinced, resistant, deep, open, interactive, conversant, active, influential, calm Christian presence at all costs,” he wrote, “to be able to bear witness and show Christian values and real Christian vision in our predominantly Muslim world, and be present with and for this world, showing forth the compassionate Christ Jesus, Lover of mankind.” Despite such pleas, tens of thousands of Middle Eastern people, many of them Christians, have sought sanctuary in the United States. Since 2007, the US has admitted more than 84,900 Iraqis as refugees. American religious groups are deeply involved in resettlement. Six of the nine federally approved resettlement agencies are faith-based. In 2002, the lowest annual

number (27,110) of refugees were resettled. Some 58,000 were resettled in 2012. In addition to displaced people, the report highlights five additional major concerns: • Blasphemy laws: “Pakistan, Egypt, Indonesia, Iran, and Saudi Arabia are among the countries with blasphemy laws that egregiously violate religious freedom and position the government as an arbiter of truth.” • Non-state actors: “Non-state actors’ actions present a major challenge to freedom of religion or belief. In the CAR, Nigeria, Iraq, and Syria, non-state actors are among the primary perpetrators of egregious religious freedom and human rights violations.” The commission recommends new efforts to identify nations where non-state actors diminish religious freedom. • Prisoners of conscience: “In Iran, hundreds are in jail for their beliefs, including Baha’is, Christian converts, Sufi and Sunni Muslims, and dissident Shi’a reformers and clerics. Thousands of others are imprisoned in countries including Uzbekistan, North Korea, and Eritrea.” • Religious minorities under attack: “In Pakistan, Shi’a, Christians, Hindus, Ahmadis and others regularly are confronted by violence.” • Transnational justice: “USCIRF recommends the U.S. government call for or support a referral by the UN Security Council to the International Criminal Court to investigate ISIL violations in Iraq and Syria against religious and ethnic minorities, following the models used in Sudan and Libya.” The USCIRF report noted positive developments in two nations. Nigeria’s national election this year did not have interreligious violence. (In the 2011 election, 800 people died in election-related killings.) And in Sri Lanka, the new government has signaled a fresh commitment to religious freedom, and abuses of religious minorities have declined so far in 2015. The report includes these recommendations to the US government: • The Secretary of State redesignate nine countries as “countries of particular concern,” or CPCs, for egregious religious freedom violations: Burma, China, Eritrea, Iran, North Korea, Saudi Arabia, Sudan, Turkmenistan, and Uzbekistan; • Eight additional countries be designated as CPCs: Central African Republic, Egypt, Iraq, Nigeria, Pakistan, Syria, Tajikistan, and Vietnam; • Place 10 countries on USCIRF’s Tier 2: Afghanistan, Azerbaijan, Cuba, India, Indonesia, Kazakhstan, Laos, Malaysia, Russia, and Turkey; and • Express concerns for religious freedom in Bahrain, Bangladesh, Belarus, Cyprus, Kyrgyzstan, and Sri Lanka.

to enter the messianic kingdom and hinder those who try to do so. The teachers of the law and the Pharisees do not enter the kingdom because they refuse to recognize who Jesus is. When the crowds begin to marvel at Jesus and suggest He may be the Messiah, the authorities do all they can to dissuade them. When they were appointed as interpreters of the law each Selie Visa scribe had received as his badge of office a large key. But instead of using their “key of knowledge” to open the kingdom of God to men, the scribes and Pharisees had closed the door by diverting attention from Him and by threatening with dire excommunication any who should dare to follow Him. (2) Missionary effort doing more harm than good: Jesus did not criticize the fact of the Pharisees' extensive missionary effort but its results: the converts became twice as much a son of hell as the scribes and Pharisees who won them. Their converts became worse the Pharisees. Psychologically this is entirely possible; the Pharisees' teaching locked them into a theological frame that left no room for Jesus the Messiah and therefore no possibility of entering the messianic kingdom. (3) Misguided use of the Scripture: Continuing His denunciation of the hypocrisy of the religion of the scribes and Pharisees, Jesus pointed to the way in which they evaded the solemn oaths by which they publicly proclaimed their piety. By the use of a secret code they reversed the order of importance of sacred things so that the more binding and important oath was not one sworn by the temple or altar, but by minor paraphernalia of the temple and altar. Jesus charges the teachers of the law and the Pharisees with mishandling the Scriptures they claimed to defend. In time people came to see through such Pharisaic subtlety and the oath of the Jew became suspect even among the Greeks and Romans. (4)Fundamental failure to discern the thrust of Scripture: Though they most scrupulously fulfilled the demands of the law of tithes, even to the smallest garden herbs used for sauces and seasoning, they forgot entirely the more important matters of fair-dealing, kindness, and faithfulness to God. They take the most elaborate precautions to strain their water and wine through linen lest they should drink the tiniest unclean insect. But this was no virtue if, by some foul deed or grave moral wrong, they metaphorically swallowed a camel.

(5) Misguided use of the Scripture: Jesus begins with the metaphor of the cup and dish. The Pharisees have been occupied with external religion instead of that of the inner person. Thirty eight Indians among 50 Teaching crisis remains after foreigners killed in Nepal quake $95 bn spent on basic education Prachi Salve IANS

In February 2015, Maharashtra held its annual evaluation tests for teachers of government-run schools. Only one percent of more than 245,800 primary teachers who took the test passed. Upper-primary teachers did better, somewhat -- 4.9 percent cleared the tests. This is the situation in a state where 99 percent of children aged 6-14 years are, officially, enrolled in schools, and there are 25 teachers for each student, near the global average. “In the wake of teacher eligibility tests [introduced after the Right to Education Act, 2009] and the high proportion of candidates who fail to clear the examination, there are people who argue that subject knowledge is poor among our teachers," wrote Vimala Ramachandran of the National University for Educational Planning and Administration. "They point out that it is the quality of teacher -her's or his mastery over subjects, pedagogic skills and aptitude to teach -- that is perhaps responsible for poor learning,” Ramachandran, whose organisation is an affiliate of the human resource development (HRD) ministry, wrote in the study. “Many of them argue that people enter the teaching profession as a last resort-when they have no other option."

BRO pulled up over road connectivity to Tawang new delhI, may 2 (IanS): A parliamentary panel has pulled up the Border Roads Organisation over lack of road connectivity to Tawang, near the Sino-Indian border, saying in case of war the Indian Army would not be able to reach there in a day while the "neighbouring country" would only take a few hours. Tawang, a border district in Arunachal Pradesh, is one of the areas to which China has staked its claim. Parliament's standing committee on defence, in a recently-tabled report, said it was "dismayed to note that in Tawang area the situation is very critical insofar as connectivity is concerned". "While our neighbouring country can reach the border within two or three hours, our Army takes more than a day to reach there. This is a matter of great concern with regard to our defence preparedness," the report said. The committee has recommended the construction of "good quality roads in this area on priority basis".

A Public-School Teacher’s View

S

eema, a municipal school teacher in suburban Mumbai-- who asked that her last name and the name of her school not be used -- told IndiaSpend that half her job had nothing to do with teaching. “The first half of my day goes in getting children to school from their homes and then making sure that these children are regular,” said Seema. “Once they stop coming to school regularly, they tend to forget what was taught to them and hence lose interest.” “Most children who come to government schools are often the first generation from a family to attend school,” said Seema. “So, things like coming to school on time regularly, dressing for school and basic behavioural rules have to be taught to them. Students in private schools can Teaching as an option of last resort might explain a key problem in India’s education system. This apart, less than one in five teachers adequately trained. In an effort to boost the quality of teaching in government schools, the union government in 2011 launched a programme under the universal education programme, or Sarva Shiksha Abhiyan, to support states and union territories for annual, inservice teacher training programmes. According to HRD Minister Smriti Irani, there are 4.5 lakh untrained elementary school teachers. The central programme has trained only 19.2 percent of

afford tuitions and sometimes get help at home, while public school students are solely dependent on what is taught to them in school," she said. “One of the main reasons for the poor performance of students in public school is the lack of involvement by parents. In private schools, parents are more involved, from getting them to school and making sure they learn in school. Free education received at public schools somehow loses its value in the eyes of parents and students.” The dismal results of the teacher evaluation exams, Seema said, indicated that institutions offering a Diploma in Education (D.Ed), the minimum qualification to be a teacher, are failing with the basics. This, she added, raised “serious questions” about the efficacy of these colleges, most run by political leaders.

the teachers up to 2013-14. So much has improved, yet the quality has plunged. Despite spending Rs.586,085 crore (nearly $95 billion) over the last decade on primary education, India has been unable to arrest the decline in learning. The quality of teaching and teachers, millions of them untrained or under-trained, is now emerging as a key problem. A recent United Nations report showed that some basic indicators such as enrolment and access have improved: - Over 12 years, India has reduced its out-ofschool children (enrolment rate) by more than 90 percent.

- Universal primary education has been achieved, 99 percent of children (6-14 years) in school. India had a ratio of 35 pupils for every teacher in 2012, up from 40 in 2000 -the second highest in South Asia after Bhutan -- but behind the global average of 24 pupils for every teacher. Despite these improvements, learning outcomes in India have fallen. Only a fourth of all children in class III can read a class II text fluently, a drop of more than 5 percent over four years, according to the 2014 Annual Status of Education Report (ASER) report by Pratham, a nongovernment organisation (NGO) working in the field

Centre has no plans to hold Cow issued admit card by JK authorities to write exam talks with Kashmir separatists new delhI, may 2 (agencIeS): The Bharatiya Janata Party-led NDA government has no plans to engage with the Kashmiri separatists, a senior party source told The Hindu. The promise of such a process in the common agenda between the BJP and the Peoples Democratic Party, its partner in the Jammu and Kashmir coalition, is for the Chief Minister to implement at the State level, he said. “The Union government will not engage with the separatists. The Chief Minister has to weigh the options and move forward at the State level, if he wants to,” the leader, who did not want to be identified, said. The ‘Agenda for Alliance,’ the common programme of the coalition, had promised to engage with separatist leaders. Real estate bill pro-builders: Rahul Gandhi

new delhI, may 2 (IanS): Congress vicepresident Rahul Gandhi on Saturday accused the NDA government of bringing a "pro-builder" real estate bill, saying it dilutes all good provisions of the bill brought by the Congress government. The central government, however, refuted his claim, accusing the Congress party of being on the side of the land mafia. Speaking after meeting a delegation of home buyers from Delhi and the National Capital Region (NCR), Gandhi said the Bharatiya Janata Party-led NDA alliance's new bill lacked transparency. "Our bill was trampled over. The government tried to kill it. It is working against farmers, tribals and also middle class," Gandhi said. Asked about the problems with the bill brought by the BJP-led government, he said: "The main dilution

of education. A quarter of children in class III could not recognise numbers between 10 and 99, a drop of 13% over four years. While the government has spent money on building schools, hiring teachers, providing free textbooks, uniforms and mid-day meals, the net enrolment in government schools went down, and enrolment in private schools rose, especially in primary schools, according to the ASER study. Between 2007 and 2013, according to data released by the District Information System for Education (DISE), a division of the HRD ministry, enrolment in primary schools (classes I to V) peaked in 2011 at 137 million, while upper-primary enrolment (classes VI to VII) rose from 51 million to about 67 million. During this period, enrolment in government schools (classes I to VIII) declined by about 11.7 million, from 133.7 million to 121 million; enrolment in private schools went up by 27 million, from 51 million to 78 million. The focus of the government's education policy has been to spend more money -- in other words, inputs. India's elementary education budget has increased almost two-fold -- from Rs.18,439.6 crore in 2007-08 to Rs.32,940.7 crore in 2015-16. But this has not translated into improved learning outcomes.

is that our bill had clear transparency. The carpet area that was agreed to will be given. It (UPA's real estate bill) was pro-buyer, but now it (the amended bill) has become pro builder." Gandhi, who met over 100 representatives of home buyers for an hour at the Congress headquarters here, listened to their grievances about delayed possession of flats and fake promises made by builders. "I learned something new today. I thought only farmers and tribal people are suffering due to land issues. But the same issue extends to the middle class as well, which is equally being exploited by removing transparency (clause from the real estate bill)," Gandhi told the media here. "Home buyers are promised a certain super area...a specific time of completion of the project... beautiful view. But what they get (from the builder) in the end is totally differ-

ent," he added. Gandhi assured the home buyers that the Congress stood by the middle class, just as "we stand by the farmers, tribals, and the labourers". The government, however, said the bill is against the land mafia and may not suit some builders. "These are allegations. This bill is against land mafia and will stop exploitation of consumers. It may not suit some builders, particularly those who are close to Congress, so they are trying to stall the bill," Minister of State for Parliamentary Affairs Mukhtar Abbas Naqvi said. He added that the bill has already been through the Standing Committee and all stake holders have been consulted. The Congress, meanwhile, defended Gandhi, saying the government has been rattled by him. "Rahul Gandhi has rattled the government of

Modi. BJP is worried and finding excuses," Congress spokesperson Tom Vadakkan said. The Real Estate (Regulation and Development) Bill, 2013 bill, aimed at establishing a regulatory authority for the real estate sector, was deferred by the Rajya Sabha earlier this week with opposition members insisting that it be sent to the Select Committee. The Bill regulates transactions between buyers and promoters of residential real estate projects. It establishes state level regulatory authorities called Real Estate Regulatory Authorities (RERAs). As per the bill, residential real estate projects, with some exceptions, need to be registered with RERAs. Promoters cannot book or offer these projects for sale without registering them. Real estate agents dealing in these projects also need to register with RERAs.

SrInagar, may 2 (PtI): A cow, brown indeed, has got an admit card issued by authorities on her name to write a professional entrance examination next week here and former Jammu and Kashmir Chief Minister Omar Abdullah is keen on seeing her appear in the paper. In a strange turn of events, the admit card for the entrance examination for Diploma in Polytechnic was issued by Board of Professional Entrance Examinations (BOPEE) in the name of Kachir Gaaw (Brown Cow) who is supposedly daughter of Gura Dand (Red Bull). The cow was alloted a seat at Government Degree College Bemina for writing

the examination scheduled to be held on May 10. The incident came to light after opposition National Conference spokesman Junaid Azim Mattu uploaded a copy of the admit card on social networking site twitter.com. "The J&K Board of Professional Entrance Examinations issued this rollnumber slip to a cow after due verification. I have both the Provisional Confirmation Page for applicant Ms 'Kachir Gaw' as well as details of payment she made to BOPEE," Mattu wrote on his account. Mattu claimed that the records about the admit card had been taken off the BOPEE site at the behest of the state government.

"However, after an informal heads-up was sent to the government, BOPEE was asked to take the record down from their website this morning. "(Education Minister) Mr. Naeem Akhtar @jkpdp has some explaining to do. New benchmark of progress in Education Sector under him - COWS getting roll no slips?" Matuu added. Former Chief Minister and National Conference working president Omar Abdullah also commented on Mattu's post saying "Brilliant. I wish Kachir Gaaw had turned up for the examination." Controller Examinations of BOPEE Farooq Ahmad Mir said there was not

much the authorities could do to prevent people from playing such pranks. "All the applications are now made online. There is an image recognition software which does not differentiate between a human face and an animal picture. Someone has played a prank," Mir said. Asked about his signature on the admit card issued to the cow, Mir said "I do not sign the admit cards in person. This is a system generated signature and comes by default," he said. Mir, however, said BOPEE will file a complaint against the prankster. "We will track down the IP address of the person who has played this prank," he added.

India to be CERN member soon: Official KolKata, may 2 (IanS): Ending months of speculation, the central government has given the green signal for India's associate membership to CERN, the world's largest particle physics laboratory, a top ministry official said on Saturday. "The government has approved India's associate membership of CERN. But it will take about a year for formalities to be completed. Because now it will be for the CERN council to go through the formalities. That is the normal time," a scientist with the science and technology ministry told the media here at the Bose Institute.

He said the approval came at the end of March. The official was visiting the Bose Institute along with Union Science and Technology Minister Harsh Vardhan. In February, CERN (European Organisation for Nuclear Research) director general Rolf Dieter Heuer had informed the media here that India was in the last stage of applying. Heuer had said India, which has observer status, would be committing a mistake if it did not bid for CERN's associate membership. Observer status allows non-member states to attend council meetings and

to receive council documents without taking part in the decision-making procedures of the organisation. As an associate member, India would be entitled to attend open and restricted sessions of the organisation. To be an associate member, India will have to pay close to $11 million annually. Pakistan steered ahead of India in December last year and inked a deal on CERN's associate membership subject to ratification by its government. CERN discovered the Higgs Boson (popularly

known as god's particle) at its Large Hadron Collider (LHC) facility - the world's most powerful such - which lies in a tunnel beneath the Franco-Swiss border near Geneva. Today, CERN has 21 member states, and Romania is a candidate to become a member. Serbia is an associate member, while Pakistan will be the only one with such status from Asia. The ministry official said India's participation with CERN "continues" and it will also be involved in the upgradation of two of its detector experiments - CMS and ALICE.

Indira Gandhi International adjudged world's best airport new delhI, may 2 (IanS): The capital's Indira Gandhi International Airport (IGIA) has been adjudged the world's best airport for the year 2014, under the category of handling 25 to 40 million passengers per annum, officials said on Saturday. Airports Council International (ACI) presented the Airport Service Quality (ASQ) award to IGIA at a ceremony of the ACI AsiaPacific/World Annual General Assembly on April 28 in Jordan. "We are honoured to represent an Indian airport at a highly acclaimed international forum as ACI. Our

IGI Airport partners and employees have consistently delivered a memorable and distinct experience to our customers, enabling us to achieve the coveted world number one position," said I. Prabhakara Rao, CEO of Delhi International Airport Pvt. Limited, which manages IGIA. The Delhi airport scored 4.90 on a scale of 5 points measured by 300 members of the ACI ASQ benchmarking programme. IGIA bettered its ranking from second position for the years 2011, 2012 and 2013 to emerge on top in 2014. Their score was 3.02 in 2007.

ASQ is the key to understanding how to increase passenger satisfaction and improve business performance, said Angela Gittens, director general of ACI World. As many as 40 million passengers used IGIA to reach 58 domestic and 62 international destinations in 2014-15. During the period, the average flight movements were 885 per day while 696,000 metric tonnes of cargo was handled. IGIA hosts six domestic carriers, 56 international carriers and also has the capacity to handle the gigantic Airbus A380 aircraft. The airport serves

as a hub for leading Indian airlines Air India, IndiGo, Vistara and SpiceJet. Delhi International Airport Private is a joint venture between the GMR Group, Airports Authority of India, Fraport and Malaysia Airports Holdings Berhad. The airport was developed under the publicprivate partnership mode with the mandate for DIAL to finance, design, build, operate and maintain the Delhi airport for 30 years, with an option to extend it for another 30 years. ACI, founded in 1991, is a trade association of the world's airports.

Relief, celebrations in Nepal quake could have been much worse Baltimore as 6 cops charged

KATHMANDU, MAy 2 (AP): The structural engineer strides through Kathmandu's old city, past buildings reduced to rubble, buildings whose facades are cracked in dozens of places, like the fractured shell of a hardboiled egg. But it's the many buildings that made it unscathed through the earthquake that amaze Kit Miyamoto. "It could have been so much worse," said Miyamoto, head of a global earthquake and structural engineering firm, who flew to Nepal soon after he heard about last weekend's 7.8- magnitude quake. He shakes his head, topped by a white hardhat. Before landing, he'd envisioned a flattened moonscape of dust and debris. He thought as many as 40,000 people could be dead. That the reality has turned out to be far less destructive has a lot to do with the vagaries of geology, geography and construction decisions. Not to mention sheer luck. The danger, however, may not be over. Dozens of mostly small aftershocks have hit Nepal since the quake. A more powerful aftershock a bit closer to the capital could cause immense damage. "If a magnitude 6 or 6.5 quake happens within 20 kilometers of Kathmandu, it's going to be a nightmare," said Sandeep Donald Shah, a structural engineer with Miyamoto International, during the walk through Kathmandu. "The probability is pretty high that this may happen because we just had a (huge) earthquake, and the fault line has been activated." The general state of Kathmandu's buildings

— with their ancient sootand-exhaust-stained concrete, their uneven bricks, their drooping facades and crooked balconies — raises questions about how so many still stand after such a big quake. Remaining upright depended on a combination of factors, including age, size, building material and strength, location and the underlying soil. But the simplest explanation is that Kathmandu largely sits outside the danger zone of last week's quake. Because the epicenter was about 80 kilometers (50 miles) from the capital, the quake's power had partially dissipated by the time it got to Kathmandu, said Miyamoto, who is also a seismic safety commissioner for the state of California. Even so, some of Kathmandu's remaining buildings look "very bad, seismically speaking," with weak foundations and structures, Miyamoto said. They've also been "softened up" by the quake, making them more likely to collapse or be seriously damaged if another, closer quake hits. The region will likely see aftershocks for another year, including some big ones, Miyamoto said, but it's impossible to predict where or when they will occur. The two biggest aftershocks so far have been more than 60 kilometers (38 miles) from Kathmandu. A direct or even a near hit on Kathmandu by the April 25 quake would have meant a massive death toll. The Nepal quake released 16 times the energy of the 2010 Haiti earthquake, where death estimates ranged from 100,000

Monsoons could bring disease, a second crisis, to Nepal: UNICEF

LoNDoN, MAy 2 (THoMSoN REUTERS FoUNDATIoN): There is only "a small window of time" for relief workers in Nepal to put in place measures to protect people from deadly disease outbreaks, a senior United Nations Children's Fund (UNICEF) official said on Saturday. The dangers posed would be exacerbated by wet and muddy conditions brought on by the upcoming rainy season, said Rownak Khan, UNICEF's deputy representative in the country. Nepal's monsoon season normally runs from June to September. "Hospitals are overflowing, water is scarce, bodies are still buried under the rubble and people are still sleeping in the open," UNICEF's Khan said in a statement. "This is a perfect breeding ground for diseases." The earthquake last Saturday has left 3 million people needing food to 300,000, yet the death toll in Nepal now stands at more than 6,800. This is a huge loss of life, but far less than recent estimates that 100,000 people might die in Nepal's next major earthquake. Driving through the city, the juxtaposition of what crumbled and what survived is striking. At some big hotel compounds it's almost as if the quake never happened: honking geese wander over manicured lawns and foreign guests start their days with hot showers before lining up at brimming breakfast buffets, eyes locked on phones connected to Wi-Fi. Outside the gates, even many of those whose homes weren't ruined slept out in the open for days after the quake because of fears of aftershocks. In some closely packed quarters, there is spectacular damage, with tall buildings leaning against their neigh-

assistance and flattened more than 130,000 homes, meaning 24,000 people are currently staying in 13 camps in Kathmandu, UNICEF said. Most urgently needed are medical supplies, clean water, sanitation, and shelter for those whose homes have been destroyed, Chris Tidey, a UNICEF spokesman, told the Thomson Reuters Foundation. According to the World Health Organisation (WHO), some hospitals in the worst affected areas have been completely destroyed. There is no shortage of staff, but an urgent need for medical supplies, the group said in a statement. "We must remain vigilant in our efforts to prevent and control communicable disease outbreaks, like diarrhoea," said Dr Roderico Ofrin, head of the WHO's emergency response, in a statement on Friday. "When the monsoon rains

bors like tipped dominoes. Many villages in the countryside, outside the capital, have been virtually flattened. Generally, the older and bigger the building, the worse off it fared. So the so-called old city, home to many of Kathmandu's precious world heritage buildings, is obliterated in places. All over the city, destroyed brick walls spill into the streets like ocean waves breaking on beaches. In much of Kathmandu, however, roads are choked with traffic, and businesses have begun to reopen. You can go blocks sometimes without seeing any obvious earthquake damage. "It's getting back to normal, but ... it still doesn't feel safe," said Prabhu Dutta, a 27-year-old banker in Kathmandu. He has started sleeping again inside his home, which has some cracks in the walls but is still standing. However, the dozens

come, it's going to be pretty nasty indeed," Chris Tidey said, warning of a second crisis later in the year if adequate provisions are not put in place. The prevalence of diseases such as diarrhoea, respiratory illnesses, measles and even cholera, which has been endemic in Nepal in recent years, "skyrocket" when people are living outdoors in heavy rains, Tidey said. After an earthquake devastated Haiti in January 2010, killing more than a quarter of a million people, the Caribbean island nation was ravaged by diseases including cholera, which killed thousands in the years following the disaster. A 2011 report from the U.S. Centres for Disease Control and Prevention said the Haiti cholera outbreak was likely caused by U.N. peacekeepers from Nepal discharging raw sewage near a major river used for drinking water.

of aftershocks he has felt since the quake make him uneasy. Many people in Kathmandu have been leaving for the countryside because of fears of a big aftershock. In the final equation, buildings collapse, or stand, because of the power and length of a quake's shaking. The strength of the shaking depends on the magnitude of the earthquake, the distance from the epicenter, the depth of the earthquake — shallower quakes do more damage than deeper ones — and the type of soil, according to Susan Cutter, director of the Hazards and Vulnerability Research Institute at the University of South Carolina. While both the Haiti and Nepal quakes were shallow — 10 kilometers (6 miles) deep for Nepal, 13 kilometers (8 miles) for Haiti — the soil in Haiti made the shaking more severe and longer,

Thai police dig up 26 bodies at suspected trafficking camp PADANG BESAR, MAy 2 (AP): Police officials in Thailand trekked into the mountains and dug up 26 bodies from dozens of shallow graves at an abandoned jungle camp that's been linked to human trafficking networks, which activists say are "out of control" in the Southeast Asian country. A total of 26 bodies have been found at the camp, which includes 32 gravesites scattered around the site in a forested area of southern Thailand, said police Gen. Jarumporn Suramanee, who was leading the excavation that started a day earlier. The cause of the deaths was not immediately clear. But Friday's discovery of the hidden mountain camp was a sharp reminder that trafficking continues in Thailand despite repeated assurances by authorities that they are addressing the root causes. "I think the excavation is finished because we have dug up all the 32 graves, although some graves did not have any bodies in them," Jarumporn told The Asso-

ciated Press. "We will have to wait for the DNA test results and analysis from other evidence before identifying who they are and what their causes of death were." Authorities say the area of the camp, in the mountains of Padang Besar, a sub-district in Songkhla province, is regularly used to smuggle Rohingya Muslims, who are persecuted in neighboring Myanmar, as well as Bangladeshis and other migrants, to third countries. A government spokesman issued a stern reac-

What can help you live up to 100 years LoNDoN, MAy 2 (IANS): Tracking 855 Swedish men born in 1913, researchers have come to the conclusion that refraining from smoking, maintaining healthy cholesterol levels and having not more than four cups of coffee a day can help you live to 100. Researchers at the Sahlgrenska Academy at the University of Gothenburg have followed the health of 855 men for the past 50 years. The first surveys were conducted in 1963. Now that it has been determined that ten of the men lived to 100, the study is being wrapped up and the researchers believe that conclusions can be drawn about the secrets to their longevity. "The unique design has enabled us to identify the factors that influence survival

after the age of 50," said Lars Wilhelmsen, who has been involved in the study for the past 50 years. "Our recommendation for people who aspire to centenarianism is to refrain from smoking, maintain healthy cholesterol levels and confine themselves to four cups of coffee a day," Wilhelmsen noted. It also helps if you paid a high rent for a flat or owing a house at age 50 (indicating good socio-economic standard), enjoy robust working capacity at a bicycle test when you are 54 and have a mother who lived for a long time, the study pointed out. "Our findings that there is a correlation with maternal but not paternal longevity are fully consistent with a previous studies," Wilhelmsen said.

tion on Saturday, saying Thailand is determined "to eliminate every type of human trafficking and block Thailand from being a transit point." The spokesman, Maj. Gen. Sansern Kaewkamnerd, added that those behind the camp will be "severely punished," regardless of whether they are common criminals or corrupt officials. Human Rights Watch called for an independent investigation, saying the involvement of corrupt Thai officials has long fueled the trafficking industry.

"Trafficking of persons in Thailand has long been out of control," said Brad Adams, Asia director at Human Rights Watch. "The finding of a mass grave at a trafficking camp sadly comes as little surprise." Last June, the United States put Thailand in its lowest category — Tier 3 — in an annual assessment of how governments around the world have performed in fighting human trafficking. The ranking took into account the smuggling of Myanmar's Rohingya community, as well as cases of

migrants from neighboring countries who are forced or defrauded into working against their will in the sex industry, commercial fishing, garment production, factories and domestic work. Thailand has promised action in order to get off the blacklist, but recent revelations by the AP that its fishing vessels were treating men from Myanmar, Cambodia and Laos as virtual slaves have dented the country's reputation more. Authorities discovered the camp Friday, acting on a tip. Police and rescuers reached the mountain camp on foot, and found a clearing with 39 bamboo huts, two dozen sleeping quarters and some makeshift kitchens and toilets. They also found one corpse covered with a blanket and a weak, ailing male survivor identified as a Bangladeshi national before beginning to dig up graves. The survivor told police that about 100 Rohingya were held there and taken away just days before police arrived, said local police commander Col. Weerasant Tharnpiem.

Cutter said. Port-au-Prince was also much closer to the epicenter than Kathmandu — 25 kilometers (15 miles) rather than 80 kilometers (50 miles). Old or unreinforced masonry normally fares poorly in an earthquake, though much depends on the quality of the materials and the building methods, as well as on building codes and their enforcement. If Nepal is far below most Western nations in terms of construction quality and code enforcement, most experts also believe it is better than Haiti. Miyamoto, the structural engineer, called the damage in Nepal's capital, and the possibility that aftershocks could cause much more, a wakeup call. The government and outside nations, he said, should begin work to strengthen existing buildings and construct stronger new ones. But that may prove difficult for Nepal's leaders.

BALTIMoRE, MAy 2 (AP): Baltimore's top prosecutor charged six police officers with felonies ranging from assault to murder in the death of Freddie Gray, triggering celebrations and a sense of relief in the tension-filled city. State's Attorney Marilyn Mosby said Friday that Gray's arrest was illegal and unjustified, and that his neck was broken because he was handcuffed, shackled and placed head-first into a police van, where his pleas for medical attention were repeatedly ignored as he bounced around inside the small metal box. The swiftness of her announcement, less than a day after receiving the police department's criminal investigation and official autopsy results, took the city by surprise. So too did her detailed description, based in part on her office's independent investigation, of the evidence supporting probable cause to charge all six officers with felonies. Gray's death came amid a national debate about the deaths of black men at the hands of police. The police had no reason to stop or chase after Gray, Mosby said. They falsely accused him of having an illegal switchblade when in fact it was a legal pocketknife. The van driver and the other officers failed to strap him down with a seatbelt, a direct violation of department policy, and they ignored Gray's repeated pleas for medical attention, even rerouting the van to pick up another passenger. Mosby did not say whether there was any indication the driver deliberately drove erratically, causing Gray's body to strike the van's interior. In

2005, a man died of a fractured spine after he was transported in a Baltimore police van in handcuffs and without a seat belt. At a civil trial, an attorney for his family successfully argued police had given him a "rough ride." The officers missed five opportunities to help an injured and falsely imprisoned detainee before he arrived at the police station no longer breathing, she said. Along the way, "Mr. Gray suffered a severe and critical neck injury as a result of being handcuffed, shackled by his feet and unrestrained inside of the BPD wagon," she concluded. Her announcement triggered celebrations across the same West Baltimore streets that were smoldering just four days earlier, when Gray's funeral led to riots and looting. "We are satisfied with today's charges," Gray's stepfather, Richard Shipley, told a news conference. "These charges are an important step in getting justice for Freddie." But a lawyer hired by the police union insisted the officers did nothing wrong. Attorney Michael Davey said Friday that Mosby has committed "an egregious rush to judgment." "We have grave concerns about the fairness and integrity of the prosecution of our officers," Davey said. Mosby rejected a police union request to step aside and appoint a special prosecutor to handle the case, and said honorable police officers should have no problem working with prosecutors in Baltimore. The six officers turned themselves in at the city jail Friday afternoon after the charges were announced. All were later released on bonds of between $250,000 and $350,000.

Hawks beat Nets to wrap up series Zavi’s club wins 1st open penalty shootout Tourney

NEW YORK, MaY 2 (aP): Atlanta finished off a stubborn Brooklyn with a 111-87 win on Friday that gave the Hawks a 4-2 victory in a 1st seed vs. 8th seed NBA Eastern Conference series that was tougher than expected. Paul Millsap had 25 points, nine rebounds and six assists for the Hawks, who raced ahead with a powerhouse third quarter. "We believe," forward DeMarre Carroll said, "and we believe that when we are playing the right way, as you seen tonight, we can beat anybody." Kyle Korver added 20 points and hit three of his six 3-pointers during a series-deciding run as the Hawks turned a six-point halftime lead into the only blowout of the series. The East's No. 1 seed has a quick turnaround before facing Washington on Sunday in its second-round opener. "We didn't play that well the first three games.

I didn't think we had our edge," Korver said. "Coming here and losing two kind of woke of us." Atlanta won the final two games and left no doubt about this one after beginning the second half with a 23-3 blitz that made it 7448, opening as big a gap on the scoreboard as there was between the teams in the standings. The Hawks were 60-22 in the regular season and the Nets were only 38-44 as the last team to qualify for the postseason, but Atlanta had outscored Brooklyn by just nine points through the first five games. The Nets looked as if they would keep this one close after recovering from the Hawks' strong start, but Atlanta wouldn't let that happen. Brook Lopez scored 19 points for the Nets, who had saved first-round elimination with Game 6 victories in each of the last two years. But a lethargic start to the third quarter ended any

hopes of taking the series back to Atlanta on Sunday. "We thought we put up a great effort against this team that's the best in the East," Nets guard Deron Williams said. Williams had two turnovers that started Atlanta fast breaks in the opening minutes of the third as the Hawks started with an 8-0 spurt that made it 5945. Williams then made a 3-pointer, but the Hawks ripped off the next 15 points, opening a 26-point bulge midway through the period. "You could just see they had the wave of momentum that they weren't going to let up," Nets coach Lionel Hollins said. The Hawks won the East so handily after building a big cushion with their 17-0 January that they were able to give their starters plenty of rest approaching the postseason, though that contributed to them not clicking when the playoffs started.

STATE GOVT CONFIDES IN DMC

D

imapur Municipal Council deserves irrevocable appreciation from all concern for its spectacular initiative translating the long felt public welfare oriented ventures into reality under the able leadership of Shri. Atokhe Aye the incumbent CEO of DMC. The developmental works undertaken by judicious utilisation of the meagre revenue fetch through various resources is an eye opener even for the State govt citing exemplary instances as the ‘fruit of honesty’. The maintenance/carpeting of inter city streets, construction of drainages and the high profile sanitation care are no longer paper presentations but a dream come true with appreciations pouring in from every lips. Now, having confidence on DMC the State govt has generously renewed the authorisation to collect and utilise the toll tax/revenues by DMC for the coming months too which reflects the desire of the govt towards developmental initiatives. Hence, the citizens of Dimapur and all the visitors to this business hub of Nagaland don’t have enough beautiful words to express but to say “Thank you and God Bless” to the State Govt and the CEO Dimapur Municipal Council, as we anxiously look to the future in the making of Dimapur the pride of Nagaland. NPMHR statement at the United Nations Statement made by Neingulo Krome, Secretary General of the Naga Peoples Movement for Human Rights during the 14th Session of the United Nations Permanent Forum on Indigenous Issues held at the United Nations Headquarters at New York on April 30, 2015.

M

adam Chair, distinguished members of the Permanent Forum, fellow delegates, ladies and gentlemen, I bring warm greetings from Kohima, the capital city of Nagaland, where the last battle of World War II was fought and which was followed by the formation of the United Nations to save humankind from the “scourge of war”. I make this reference as a reminder because there is still something worse than war that is prevailing in this part of the world which the United Nations is aware of, but unable to do much to correct the situation. When I say this, I am talking about the prevalence of the Armed Forces (Special Powers) Act, which was mentioned a couple of time last Friday by some delegates. This Act gives sweeping powers to the Security Forces to “shoot to kill” any person and “arrest without warrant” any person, with full impunity in the North Eastern states of India and Jammu & Kashmir which is also now one of the most debated issues amongst various sections of people in India for several years now. Against the backdrop of the imposition of this AFSPA in 1958 and the subsequent rampant and heinous violations of human rights committed on Nagas by Indian Security Forces with full impunity, the Naga Peoples Movement for Human Rights (NPMHR) filed a writ petition in the Supreme Court of India in 1982, challenging the very Constitutional validity of this act which the Supreme Court took up for hearing only after 15 years in July 1997. However, after hearing the petition and arguing over the appeal for the repealing of this Act for two full weeks, the Supreme Court of India upheld the Act, saying “the Act in itself is good”. Madam Chair, the debate has now gone far beyond the confines of the Court of Laws and people from all walks of life in India are now debating over this including in the print and electronic media. Some State Governments have also openly sounded their serious concerns and have suggested the lifting of this Draconian law. Even some of the Special Rapporteurs of the United Nations have visited some of the AFSPA affected areas and strongly recommended for the repeal of this laws which has already been highlighted in this forum during the 11th Session in May 2012. In fact, owing to many compelling reasons from every angle, the Government of India too set up an Inquiry Committee called the Jeevan Reddy Committee in 2004 which submitted its report in 2005, strongly recommending for the repealing of this Act with a conclusion that the Act “for whatever reason, has become a symbol of oppression, an object of hate and an instrument of discrimination and high-handedness. It added that a procedure “established by Law” that claims to be fair, just and reasonable should not have become a symbol of oppression”. Therefore, without much more Ado, I take this opportunity to urge the Permanent Forum to take cognizance of this issue and prevail upon the Government of India to repeal this Act to make this world more humane, which is already under such a mess when we look at the level of violence and intolerance that is strangulating this Global Village. By doing this, the United Nations Permanent Forum on Indigenous Issues will be doing a great favour to India in particular as it is caught in between choosing the popular demand for lifting this Act which will be going by the dictates of its own conscience and the resistance of a powerful few to remove the Act. And I wish to conclude this statement by quoting the writings on the epitaph of the fallen soldiers of World War II at the Kohima War Cemetery which says; “When you go home tell them of us and say for your tomorrow. We gave our today” and to say let us at least honour their prayer and give our present and upcoming generation a better world to live in and not like the ones we and the elder generations had to live through. Thank You Madam Chair.

Letter from an ordinary citizen to an eminent one

I

am neither a renowned writer nor an eminent journalist. I am just an ordinary citizen, who has once served in the Armed Forces (and still take pride for the same), someone who is well versed with the ethics and ethos of the Services. I happen to be that ordinary person who had the opportunity to travel widely within the country and the world, gathering as well as absorbing the sense and sensitivity of the cultures around us. My father is not a big shot and no politician knows him. He is a God fearing retired government official. My mother is a simple housewife. I pen down my thoughts as a common person who feels the need to put across certain facts straight. I felt astonished by the way Ms Bano Haralu criticised an incident dated 16 Apr 15 regarding an operation carried out by the Assam Rifles. Ms Haralu feels and writes strongly about AFSPA, or rather the misuse of it, by the security forces. Her concerns are natural when seen from her point of view and the embarrassment her brother had to face due to search carried out at his house by the Assam Rifles. In the past (rather say the nineties), there had been incidents, wherein the Armed Forces have committed excesses while discharging their duties. These cases have been well investigated and punishments meted out to those found guilty. The systems have since been placed in order and the troops have been sensitised about Human Right violations. The cases of

HR violations have since reduced. Mind it, AFSPA is not by choice of officers or its men to derive some sadistic pleasure or achieve supremacy. In a democracy like India, officers and men of the Armed Forces are not the supreme leaders but mere executioners of orders. AFSPA provides legal sanctity to persons of the Armed Forces functioning in a disturbed environment. Declaration of an area as a ‘disturbed area’ or implementation of AFSPA are conscious decisions taken by the State and Central govts. The men in uniform are dealing with dangerous anti-national elements and AFSPA provides them shield. Without AFSPA, it would be akin to sending a soldier in front of the enemy without a bulletproof vest. Can we afford to do that? One comes across numerous articles and heated debates by the overzealous persons voicing their views against AFSPA and violations of human rights by the security forces. Why do we forget that under the iron shields of AFSPA and the bullet proof vest, lies the kind heart of a man who stretches out his hand to help the needy people of the society. One who has left his family behind and is risking his life for safety of the people. In addition to their duties they carry out civic activities at places where the govt is not able to reach. The Armed Forces are like a mother-strict with the undisciplined child while being caring and benevolent for the other. Let us look around us. Who can forget their acts of valour and dedication dur-

ing the J&K floods, earthquake of Uttarakhand and rescue operations now being carried out in Nepal. Reading the articles of Ms Haralu and Village Council, Kuda from 21 Apr onwards, it gives an impression that Ms Haralu has used her mighty pen to settle personal vendetta and malign the name of the Armed Forces carefully icing it with the drawbacks of AFSPA. Points have been raised regarding the jurisdiction and the mandate of AR troops carrying out search operation in the other areas. Let me clarify that no operation is carried out in isolation. It is well planned and coordinated. Questioning the functioning of AR by Ms Haralu, therefore seems inappropriate. Let us leave the tactics and the strategic planning of an operation to the people trained and paid for such tasks. It has been accepted by Ms Haralu that the licence of the weapon recovered during the search carried out at her brother’s place had expired. May we know, how long back did it expire? Isn’t a weapon without a valid license illegal? Why was the brother of an eminent reporter; who is so vociferous about justice and defending her brother’s actions, in possession of an illegal weapon? Was Mr Koko Haralu not liable for legal action under the Arms Act? And may we know from an erudite Ms Haralu, if the possession of ninety six live rounds on an unlicensed weapon authorised or as per law – the quantity which has been conveniently covered up as ‘few’. What is the purpose

of possessing live rounds and weapons by Mr Koko Haralu in a ‘disturbed area’ whose licence has long expired? But then, Ms Haralu, an eminent reporter, has an illustrious background to defend her, or rather her brother’s action. If a soldier is preparing to search a house in wee hours of morning, he is not doing it for pleasure. No one, believe me; no one does such an act to derive pleasure. It is his call of duty, which a soldier must perform. For him, possession of an unlicensed weapon in the hands of a struggling business man is same as the possession of an unlicensed weapon by an ordinary man about whom the intelligence has been given. And speaking of the release of Mr Koko Haralu, by speaking her way out, isn’t it a reflection of the ‘VIP CULTURE’, the menace of which India is battling. Ms Haralu, I am not privy to the actual incident on 16 Apr, but if your brother was not booked, it was probably an act of magnanimity by the AR, an act done in good faith, for which they deserve your gratitude. Using the mighty pen to create a gap between the common man and the Armed Forces during a crucial time in Nagaland is irresponsible and not expected from a reporter of Ms Haralu’s repute. When the peace is at stake, such reports would only increase the rift and tension in the environment. Let us keep the personal differences apart and work for a better future. Suggestions for efficient evaluation of answer scripts for early declaration of under graduate 6th semester results

T

he usual malady for the timely declaration of result of the final examination of the under graduate courses under the Nagaland University is the time consumption in the process of dispatching the scripts to be evaluated and also the collection of the same after it is evaluated and scrutinized by the faculties of different colleges in Nagaland. As per my observation the primary problem faced by the University examination branch in performing this important task is the centralization of the entire processes of collection of answer scripts, coding the scripts for objectivity in the evaluation, decoding the scripts after evaluation and scrutiny, and finally tabulating the marks entered in the individual scripts subject-wise for the preparation of the results of all under graduate courses. For once let us stop playing the ‘blame game’ where we try to shift the responsibility for such shortcoming to every available party in the examination process. The primary players in this entire process of collecting the answer scripts after every exam, coding the scripts, evaluation of the answer scripts, scrutiny of the valued scripts, decoding the evaluated scripts and finally tabulating the marks scored are the Examination branch of the University, the different administrative and teaching staff of colleges under NU. If any delay occurs in any one of the stages of the evaluation process, it shall have a domino/ cascading effect in the process of evaluation of the answer scripts of undergraduate courses. It escalates in terms of delay in every subsequent stages of evaluation of the scripts and ending in the late declaration of results of the under graduate courses. Besides other reasons which are subject to speculations, one of the reasons best known to every stakeholder in the process of higher education is the horrible road connectivity in our state. In this context we have to remind ourselves that the Examination Branch of the NU is based in Lumami under Zunheboto district. We can imagine the time consumption for the entire process of collecting and dispatching answer

scripts for evaluation process as enumerated above from the 11 districts of our state. Secondly the lack of adequate team of dedicated and efficient evaluators from every college under NU is also another cause for this delay of declaration of the results. I say, ‘lack of adequate team of faculty’ because, I have personally seen the evaluation job being handed over to one faculty beyond his or her human capacity, just because some faculties from other colleges refused to take up the assignment. Without further ado let me pen down a few of my humble suggestions for the kind perusal of the authorities concern. 1. Whether it is feasible to open satellite examination branches during examination period covering certain areas which are central to a set of districts. Just as the University had arranged for the establishment of 2 sub-centers, one at Dimapur for colleges of Dimapur and Peren districts and the other at Kohima, for the collection of answer scripts after every exam, can the university continue the functioning of these two (2) subcenters to take care of dispatching the answer scripts after coding to different colleges within the circle and also inform the colleges to deposit the same scripts after evaluation and scrutiny to the same sub-center. After which the sub-center will decode the scripts and enter the marks secured and upload it to their portal for the final preparation of the marks statement and based on it declare the result. This measure will surely save time since the entire operation is restricted to a small circle lying in close proximity to each other as well as with the exam branch sub-center. 2. Whether the university can earmark a set of colleges in each of the circle under the examination sub-branch for evaluation and scrutiny on roster basis for definite performance of the task associated with the examination process of the under graduate courses. This will eliminate the wastage of time spend when a set of scripts are transported from one college to an-

other due to non-availability of faculties to perform the task of evaluation and scrutiny. 3. Another pertinent issues that has been raised by several faculty members engaged in answer scripts evaluation is the revision of the remuneration on a higher scale from the present amount per script. The task of evaluation and scrutiny of answer scripts is no easy job. It involves strenuous efforts on the part of the faculties which affects their daily schedules, even to the extent of curtailing certain essential domestic responsibilities. In this age of securing and sustaining ‘quality’ in every aspect of Higher Education, I believe to remunerate a service provider equal to the contribution he or she has rendered must be the first step towards achieving and sustaining quality. Generally, the concept of ‘Quality’ is never associated with under-payment or inadequate compensation for service rendered or product manufactured. It is only the sub-standard products or services that come cheap, but not “Quality’ product or service. Today the National Assessment and Accreditation Council (NAAC) as an autonomous body under the UGC is primarily responsible for encouraging higher educational institutions to achieve and sustaining quality in Higher Education. NAAC has enumerated 7 key parameters, based on which an institution is assessed and accredited accordingly. My point here is not to highlight the significance of this key aspects but to reiterate that the process of examination and evaluation is just another part of the entire assessment process conducted by NAAC. Now to score a high grade point in that key aspect at the cost of the other 6 key aspects, will not bring in meaningful ‘quality’ in higher education. In other words, the University officials must realise that the process of teaching-learning which takes place in a class room setting is equally important, therefore adequate time must be allotted for effective classroom teaching as well as field practical classes. At no point in the course of an academic programme

must the teaching-learning process duration be curtailed so as to enable the university to conduct the examination process early for an early declaration of results. No doubt we may have achieved the objective of declaring the result early thereby enabling our students to migrate to other institutes for higher studies, but what about the substance of the knowledge they have gain from the classroom or from the college campus. In other words, there must be a balanced approach to the entire process of Higher Education and I personally feel that the best people to guide or provide valuable suggestions to the policy-makers on higher education will be the Principals and the faculty members. Therefore, our university must put in place a formal mechanism through which there can be constant interaction between the policy-makers (University) and the implementers (College Principals and Faculties). With these few humble points of suggestions I hope I am able to contribute a germ of an idea so as to bring changes into our society in areas which is imperative if we are to produce men and women of substance. Being an integral part of the process of higher education, albeit in an insignificant position, I feel the need to show the way or guide our society to the path of progressive thinking and actions. Our contemporaries from other parts of the country have surged far ahead in terms of human resource development and material progress, whereas we are still lagging far behind unable to catch up with them only because of our mindset or attitudes which inhibits total dedication and sincerity in everything we do as a member of this great human civilization. This article is primarily intended to bolster the efforts of the Examination Branch of our university and the different stakeholders in the entire process of Evaluation and in no way attempt to reflect the personal capability or incapability of individuals in the said branch. ! l Duchess of Cambridge r i g a It's gives birth to Princess K

ate, the Duchess of Cambridge, has given birth to a baby, royal officials said Saturday. Kensington Palace said in a brief statement that Prince William's wife "was safely delivered of a daughter" at 8:34 a.m. London time (0734 GMT), less than three hours after she was admitted to central London's St. Mary's Hospital. The announcement was greeted by cheers outside the hospital, where die-hard royal fans dressed in patriotic Union Jack gear have been camping out on the sidewalk, eagerly awaiting news. A town crier in elaborate costume loudly declared the news at the hospital's door, clanging his bell to welcome the new royal. The baby weighs 8 pounds 3 ounces (3.7 kg). The palace added that Kate, 33, and her child are both doing well, and that Prince William was present for the birth. The princess is fourth in line to the throne and the fifth great-grandchild of Queen Elizabeth II. The statement said that senior royals have been informed, and "are delighted with the news." Kate, who wed William in April 2011, gave birth to Prince George at the same hospital in July 2013. The name of the newborn wasn't expected to be announced immediately. When George was born, officials waited two days before announcing his name. Betting had for weeks ran heavily in favor of the child being a girl, despite any apparent evidence to back that up. All the top bets for the baby's name are for girls. Alice and Charlotte are the clear favorites, followed by Elizabeth, Victoria and Diana — all names with strong connections to royal tradition. Prince Charles has signaled — twice — that he's hoping for a granddaughter, which led some to speculate that Charles had some inside information. The monarchy has not welcomed a princess born this high up the line of succession since Princess Anne, the queen's second child, was born in 1950. Princesses Beatrice and Eugenie, the daughters of Prince Andrew and Sarah Ferguson, were fifth and sixth in line at the time of their birth. At 21 months, George is currently third in line to the throne, after his grandfather Prince Charles and William. The newborn becomes the fourth in line, bumping Uncle Harry to fifth place.

Beyonce super-fan has taken his love of the performer to a new extreme by combining songs from all five of her albums into one impressive mash-up. In the video, Todrick Hall, who was a semifinalist in the ninth season of American Idol, sings verses from more than 70 songs by the 33-year-old pop queen. The result is a jaw-dropping tribute to the star, lasting exactly four minutes in honour of her favourite number. The video is split into four frames, with Todrick wearing a different co-

Kurt Cobain album is currently underway. Brett Morgen, who directed the late singer's documentary "Kurt Cobain: Montage of Heck", revealed the big news during an interview with Bedford + Bowery, saying that the project would be released this summer. “Just to be clear, it's not a Nirvana album, it's just Kurt and you're going to hear him do things you never expected to come out of him." Morgen went on explaining that the idea to make the album came after he found numerous cassettes featuring 200 hours of "neverbefore-heard or rarely heard music" while he was preparing "Montage of Heck". He said the cassettes included Cobain's records with wife Courtney Love, demo tapes and his covers of The Beatles' songs. While the album still has no exact release date, "Montage of Heck" is airing on HBO on May 4.

MaDRiD, May 2 (aFP): Luis Suarez scored his first hat-trick for Barcelona as the Catalan giants crushed Cordoba 8-0 on Saturday to take another step towards La Liga title. Cordoba, who haven't won since January, held out for 42 minutes, but a fourgoal blitz in 11 minutes either side of half-time ended their return to the top flight after just one season. Ivan Rakitic smashed home the opener in style before Suarez added the second with the final touch of the first-half. Lionel Messi, Suarez and Gerard Pique all then headed home before Messi had the simplest of finishes to roll in his 40th league goal of the season to move one ahead of Cristiano Ronaldo at the league's top goal scorer. Messi then allowed Neymar to convert from the penalty spot before Suarez completed his hat-trick two minutes from time. Victory takes Barca five points clear of Real Madrid, who face a tough trip to Sevilla later on Saturday. Cordoba could yet be handed a reprieve from relegation should Almeria lose their appeal against the deduction of three

points for unpaid transfer fees, or Elche face sanctions for overdue debts to the tax authorities. Despite Wednesday's looming meeting with former Barca boss Pep Guardiola and German champions Bayern Munich in their Champions League semifinal, first-leg, Luis Enrique named his strongest available side. Neymar wasted a great chance to get the visitors off to a flying start when he volleyed over from Alves's cross. Cordoba missed a similar opening moments later as Florin Andone headed over Edimar's dangerous ball in from the left. Messi also uncharacteristically passed up a great opportunity to open the scoring as he shot straight at Juan Carlos after brilliantly dribbling past three defenders, whilst another Neymar mishit shot came back off the post. However, it was only a matter of time before the league leaders made the breakthrough and they did so in style when Messi's lovely cushioned pass picked out Rakitic and he crashed a shot into the roof of the net. Suarez made it 2-0 just before the break when he latched onto a

Mandeep wins an exciting match for RCB against KKR

C M Y K

C M Y K

BeNGaluRu, May 2 (Pti): Talented Punjab batsman Mandeep Singh kept his cool under pressure as his breathtaking 18-ball-45 enabled Royal Challengers Bangalore pip Kolkata Knight Riders by seven wickets in a nerve-wracking Indian Premier League encounter on Saturday. In a rain-hit tie reduced to 10-overs-per side, KKR scored 111 for 4 courtesy Andre Russell's 17-ball-45 but it was Mandeep's exhilarating effort that saw Virat Kohli's boys romp home with two balls to spare. Mandeep's knock had four boundaries and three sixes with the last two maximums coming off successive deliveries from Andre Russell's last over where RCB required 13 runs. With 9 required off last four balls, Mandeep first made room to slash Russell for a six over point and then pulled over deep fine leg to finish off the match in style. At the end of the 8th over, RCB required 26 from two with their Chris Gayle 21 off 9 balls (3x6), Virat Kohli 34 off 20 balls (2x4, 3x6) along with AB de Villiers (2) back in the dug-out. It was the fifth and sixth deliveries off the penultimate over bowled by Umesh Yadav that turned the match head on. Mandeep played a delicate lap shot over short fine leg off the fifth delivery of 9th over while the next went for boundary through vacant third man region. The win took RCB to nine points and fourth spot removing Delhi Daredevils. It also kept them in the hunt for play-offs. Earlier, it was another cracker of a knock from Andre Russell that enabled the Knights to post a more than competitive total as launched a furious assault on bowlers. Once Gautam Gambhir (12) was out trying to clear Mandeep Singh at point off David Wiese, it was smart move by the team think-tank to promote Russell up the order. Gambhir and Robin Uthappa got their team to a brisk start adding 33 for the first wicket and that precisely was the platform that Russell needed. The Jamaican all-rounder, who has had a good tournament so far picked up the profligate Varun Aaron for some special treatment as he hit him for two sixes and a four in one of his over. The first six was over deep mid-wicket and the second was straight into the sightscreen. The next over bowled by leg-break bowler Yuzvendra Chahal saw him hitting two boundaries but the shot of the innings certainly was the square cut that bisected the point and cover fielder with precision.

similar pass from Andres Iniesta to sneak the ball between Carlos's legs. The one way traffic continued after the break as Messi expertly nodded home Alves's inch-perfect cross just a minute into the second-half. Alves's brilliant form in recent weeks has been unimpeded by ongoing speculation over his future as he once more bombed to the right to cross for Suarez to head in his 23rd goal of the season. Neymar's off-day in front of goal continued when he sliced wide with just the keeper to beat from Suarez's inviting pass. However, Barca didn't have to wait long for a fifth as Pique rose unchallenged to head in from Xavi's corner 25 minutes from time. Messi rolled home the sixth into an empty net thanks to unselfish play by Neymar and the four-time World Player of the Year returned the favour by allowing the Brazilian to slot home from the penalty spot after he had been felled by Adrian Gunino. And Suarez rounded off the scoring by completing his first Barca hat-trick with a simple finish after Xavi's blocked effort had left the helpless Carlos on the floor.

Floyd Mayweather Jr., left, and Manny Pacquiao pose during their weigh-in on Friday, May 1 in Las Vegas. (AP Photo)

laS VeGaS, May 2 (ReuteRS): Floyd Mayweather Jr. and Manny Pacquiao weighed in for what has been labelled the 'Fight of the Century' on Friday, promising to deliver on the massive hype and give fans the excitement they deserve. What had been a subdued buildup to the most anticipated fight in decades exploded to life when Pacquiao and then Mayweather entered the MGM Grand Garden Arena to thumping hip hop music and deafening cheers from a seething crowd of 11,500, some of whom had waited three hours for a glimpse of the two boxers. Pacquiao, 57-5-2 (38 knock-

outs) looking relaxed and confident, weighed in one pound lighter than the undefeated Mayweather 47-0 (26 KOs), tipping the scales at 145 pounds for Saturday's bout. Their meeting is expected to be the biggest grossing prize fight of alltime. "I have dedicated myself to the sport of boxing for the last 20 years and I am ready," declared Mayweather over a roar of boos and cheers. Asked for a prediction about the fight, the 38-year-old American said, "I can't really say but I am ready to fight. It's an unbelievable turnout. I'm glad all the fans came out to here to support Manny and me." Normally free and open to the

public, the weigh-in broke from tradition, charging $10 to watch Mayweather and Pacquiao step onto the scales in a move designed to maintain crowd control. All money raised through ticket sales went to charity, but many of the tickets found their way onto the resale market with some commanding $500. A smiling Pacquiao, dressed in a bright red track suit, waved and raised his fists into the air as he slowly made his way to the stage, playfully interacting with the crowd. In stark contrast, Mayweather was serious and focussed, rarely looking up from under the brim of his 'Money Team' baseball cap

New Delhi, May 2 (aGeNCieS): The much awaited bout between Floyd Mayweather Jr. and Manny Pacquiao will be broadcasted in India after Sony SIX acquired the broadcast rights. The channel officially announced it on Saturday. The richest fight in the history will be broadcast live Sunday morning. Coverage will commence at 6:30 AM Indian Standard Time (IST) and the bout is scheduled to start at 8:30 AM IST.

to reveal a cheeky smirk. Once the business of the official weigh-in was complete, the two welterweights moved to the front of the stage for the traditional stare down, the smaller Pacquiao looking up at Mayweather with a challenging smile while the stone-faced American stared straight-ahead unmoved. "I have been fighting bigger guys like (Antonio) Margarito and (Oscar) De La Hoya," said the Filipino southpaw. "It doesn't matter to me. I feel tomorrow that the Lord is always with me and gives me strength. "I know it's a great, great responsibility for me to give enjoyment to the fans. "Tomorrow the fans deserve to have a great fight."
