Three year old shoots sister in accidental firing Morung Express News Dimapur | May 2

A 9 year-old girl was killed in a suspected accidental firing at Jalukie town on the evening of May 1. The Peren police said that the tragic incident occurred at her home when she was playing with her 3 year-old brother. As per the preliminary inquiry, the police said that the boy accidentally fired a loaded .22 rifle belonging to the minors’ father. At the time, the parents were reportedly in the kitchen cooking dinner. The police said that the bullet hit the girl on the chest fatally wounding her. The girl was rushed to a medical nursing home at Jalukie from where she was referred to Dimapur. Stating that she succumbed to the wound while arrangement was being made to move her to Dimapur, the Peren police said that inquiry was still on.

One drowns in Dimapur DIMAPUR, MAY 2 (MExN): One person, aged 32, drowned at the Dhansiri River in Dimapur today. The tragic incident occurred when the victim, along with two others had gone to the river. The body of the deceased was subsequently retrieved from the river at Selouphe Village.

In a tragic accident, two person were killed and another two injured after the truck they were travelling rolled down the road at Akhegwo area, some 25 kilometers away from Meluri subdivision under Phek district. The accident occurred around 6pm in the evening. The two deceased, including the handyman of the truck have been identified as one Mukuzo and another Tejuthe. The handyman was killed on the spot while the other succumbed to injuries after he was admitted at the Akhegwo dispensary. Sources said the truck was on its way from Kiphire to Kohima when the accident occurred. The vehicle, a line-truck, reportedly rolled 300 meters down the road. Of the two injured, the driver is reportedly out of danger while the other injured is said to be in a critical condition. The cause of the accident could not be ascertained till the filing of this report.

At Tsüremen village, located in the foothills of Mokokchung district bordering Assam, Moatsu, the premier festival of the Ao Nagas, has become synonymous to celebrate the bonds of friendship and unity between the borders. Every year, come May 1, this small settlement surrounded by orchards, plantations and fisheries, will become a meeting ground for two indigenous communities coming together to toast their decades of peaceful coexistence. In what has become a tradition of sorts, a community of its immediate neighbor- Mogroigaon village under Titabor subdivision of Jorhat, Assam led by its GB (goanbura) will lead a dance troupe to the village to participate in the festival and partake in the games and feast that follow. “It is like a ritual for me to come here every year to join my brothers and sisters of Tsüremen village to celebrate Moatsu,” Bikash Gogoi, a youth from Mogroigaon village told The Morung Express. Gogoi along with a couple of villagers had walked up to Tsüremen village which is just bounded by bamboo fences with Mogroigaon, for the festival. As usual, the Mogroigaon youth would be performing a Bihu dance at the ceremonial festival programme. GB of Mogroigaon village, Taisenmong Raj Kumar, a young face, said it was his bounded duty to maintain peace and harmony between the two communities. There have been instances of third party elements trying to disrupt the peaceful coexistence between the two communities on numerous occasions.

“I will not let anyone disrupt the unity between the Nagas and Assam by any party or elements,” Kumar vowed. In the same way, Tsüremen village also reciprocates by going down to Mogroigaon during the Magh Bihu festival where Naga dances are performed and a feast held. This show of goodwill is besides the daily interaction they have ever day, being neighbors. “Tsüremen and Mogroigaon have co-existed like one big village. Besides the festivals, we also participate in games and sports organized by the villages in Assam on their invitation,” K Bendang Imchen, Tsüremen Village Council chairman said. One prominent sporting event where other Ao Naga villages like Lirmen, Akumen, Saring etc located at the border participate with enthusiasm is the Shahit Nobin Gogoi volleyball tourney which is held biennially.

Dc Dimapur on unauthorized Aadhar enrolment centers DIMAPUR, MAY 2 (MExN): A number of unauthorized Aadhar enrolment centers have come up in Dimapur without prior approval of the Government. The Deputy Commissioner, Dimapur in a press release expressed concern that these Aadhar enrolment centers were charging huge amounts of money from citizens and also capturing biometric data for those without proper documents, such as suspected IBIs and also residents of Assam. The DC therefore directed all such Aadhar enrolment centers to obtain prior permission from the State Registrar & Commissioner Nagaland. All citizens of Dimapur have also been requested to report to the authority if any such centers are operating in their locality as Aadhar enrolment is supposed to be free, except for correction.

Following two deferred court hearings, proceedings for the June 2016 fuel adulteration case resumed on May 2. Two prosecution witnesses deposed before the court of the Chief Judicial Magistrate, Dimapur. Five accused named in the chargesheet filed by the Special Investigation Team were also present at the hearing today. Today’s was the second witness examination since the charges were framed in November 2016. Trial began subsequently with the first cross examination of witnesses occurring in December 2016. Following this however, hearings had to be rescheduled twice – once in February owing to the ULB election related bandh and the second in March due to the pen-down strike called by state government employees. The Public Prosecutor (PP) handling the case informed that today’s hearing was in

connection to the case filed at Diphupar Police Station. The next date of hearing for this case has been fixed for May 23. Two complaints were lodged separately at West PS and Diphupar PS after the ACAUT exposed suspected fuel adulteration sites in Dimapur in June 2016. It was followed with the state government instituting an SIT to probe the case, the latter completing the investigation and submitting chargesheet at the court of the CJM in October 2016. Another hearing (cross examination of witnesses) is scheduled for May 3 wherein witnesses in connection to the West Police Station case will depose before the court. The PP said that a total of 42 prosecution witnesses have been lined up to depose before the court as the hearings proceed. “If the witnesses turn up as summoned, I think we can wrap up the (cross) examination phase by the end of the year,” the PP said.

“They have been like true brothers to us. At times like a bandh or conflict situations arising in adjoining areas, the villagers of Mogroigaon would transport in our daily rations from the market,” Yanger, who works in a plantation at Tsüremen said. This becomes necessary for every day provisions; because Tsüremen village depends on the Assam market. “If any differences occur between the villages, we do not get into confrontations. The Village Defence Party of Mogroigaon and Tsüremen Village Council will met and with all civility resolve the issue,” Yanger added. This year, local television channels from Assam also joined the celebration in order to broadcast live the Moatsu festival made conspicuous by the story of brotherhood which is the testimony of the two villages. nowal who was also a guest at the festival along with Mariani OC urged the gathering on the need for people of Assam and Nagaland to keep on bonding. “Young hearted, lively and spirited, this is what I have seen in the Nagas,” she also said while wishing peace and harmony to the village. Temsu Jamir, Joint Director of Food & Civil Supply Department, Nagaland, who graced the occasion as chief guest shied away from the general festive rhetoric usually heard during such occasions and instead urged on the villagers to be advocates of clean election. “This time, let us not take any money from anyone but instead select a suitable and competent candidate who will genuinely work for the welfare of our people,” Jamir exhorted. Similar message on clean election was also voiced out by other guest speakers on the occasion.

The Ao Senden and the Angami Public Organisation (APO) today mutually agreed to work together for peace, tranquility and integrity of all Nagas. A joint statement from the Ao Senden and the APO resolved to approach all tribal bodies to renew the effort to unify the Naga people. “We must shed our intolerant ego and tribalistic character that has plagued our people and society. The inherent spirit of love that man should love his neighbours as himself is the approach towards a brighter future of our people,” it stated. The two apex bodies also recognized with conviction that “our unity is the only process to bring healing and development.” “Nagas are one and can never be otherwise. And we believe that building bridges towards internal peace is the first essential step for achieving long term and sustainable peace in Nagaland.” Terming it an “established fact that our political situation is at a very complex state,” the two bodies said it is necessary for all Naga communities to give effort towards finding solutions to the many issues and challenges Naga society is wrestling with.” In this vein, the Moatsu festival, it stated “embodies the fostering of unity of Nagas beyond Ao Senden and APO.” President of the Angami Public Organization (APO), Dr Vilhusa Seleyi expressed optimism that Nagas today are coming to terms with the need to come out from “our selfish individualist tribalistic cocoon of exclusivism and destruction”. “Realizing the fact that if we are to sail and survive as a dignified nation or people we have to come together, accept and embrace each other in a better and positive way,” said Dr Seleyi. He however declared that

the “Aos and Angamis are coming together not to manipulate or dominate others but to lead our people, our nation into a more promising future given the chance to all other Naga community, and called to build a dignified nation while celebrating Moatsu.” “The APO strongly believe that Ao Senden if they are really sincere to bring Nagas together and lead forward to develop a most dignified and productive nation it will be a challenge for you and as you have taken a challenge to host the APO, the Angami community today we will be looking forward that the Ao Senden will take another initiative, steps so that other communities or other tribes of Nagas will come together,” said the APO president. Chief Minister, Dr Shurhozelie Leizeitsu meanwhile espoused a united Naga family based on unity, understanding and love among the different Naga communities. He also urged the Naga people to seek for an early amicable and honourable settlement to Naga issue saying: “Nagas have been suffering for too long” due to nonresolution of the political problem. “Let’s do our best to be in a position of a civilised state because fighting for supremacy in a family can never help a family to move ahead and it can never compete with other peoples of the country,” he said hinting at the fragmentation of the Naga political groups into various factions. “Each one of us needs to contribute our best to see that it (the Naga political issue) is solved once and for all, each one of us has a role. If there is no peace, there cannot be progress and development,” he said. The CM further stated that Nagas need to closely examine “whether we can stand on our own feet and whether we can survive as a group of people.” Related news on Page 2

NEw DElhI, MAY 2 (MExN): Minister of State for Skill Development & Entrepreneurship, Rajiv Pratap Rudy today met Nagaland State Advisor for the Department of Treasuries and Accounts, Dr TM Lotha. A press note from the Ministry of Skill Development & Entrepreneurship informed that the number of new Industrial Training Institutes (ITIs) to be established in

Nagaland has been proposed to be revised to 4, compared to 2 earlier. There are no ITIs in two districts of Nagaland: Longleng and Kiphire. On the proposal for new ITIs, the Union Minister said that his ministry will take steps to establish two additional ITIs there. They also discussed the progress of work in the state of Nagaland under the ‘Enhancing Skill Development Infrastructure in

NE States & Sikkim’ and other schemes under skill development mission. They also deliberated on the current ground situation of setting up of skill development institutions in Nagaland. Two ITIs are covered under up-gradation and five ITIs are covered under Supplementing Deficient Infrastructure in Nagaland. An amount of Rs. 1149.47 Lakhs has

been released for this purpose. Dimapur and Peren are the two ITIs covered under the scheme. A total Rs 788.50 lakh fund has been released for establishment of these 2 new ITIs. It may be recalled that the “Enhancing Skill Development Infrastructure in NE States & Sikkim” scheme was formulated in February 2010 at a total cost of Rs. 57.39 crore.

Shape up or ship out: BRO, other laggards to be told

NEw DElhI, MAY 2 (IANS): Government organisations engaged in road construction, including the Border Roads Organisation (BRO), have been warned their projects will be taken away from them if they are not completed on schedule, a senior minister has said. “I want to make it clear to BRO and other organisations involved in road construction that wherever (they) complete road construction work as per the standard and within the timeframe, they will get more work. However, I also want to make it clear that wherever they are not able to perform or delay beyond the targeted time, we will take away the work from them,” Union Transport and Roadways Minister Nitin Gadkari told IANS in an interview. He said there were road projects, including several with the BRO, pending for over 15 years. Gadkari, who is also Minister for Shipping, said that the government had taken several initiatives for improving road connectivity as it was crucial for

boosting incomes and improving the country’s GDP growth. Asked if National Highways Infrastructure Development Corporation Limited (NHIDCL), a state-owned company that was set up in 2014, was performing well, Gadkari said: “Absolutely, they are doing well as of now.” “However, if they lag (in) quality, then they too will meet the same fate,” he said. Many of projects delayed by BRO are being handed over to NHIDCL. A cabinet document circulated to central ministries and seen by IANS notes that the BRO is overstretched and has been given work beyond its capacity and mandate. Some of the delayed projects include the 220-km-long National Highway (NH)-53 in Manipur. The delay has caused escalation to Rs 1,600 crore ($247 million) from Rs 1,100 crore, the document noted. Another project is the 126km NH-39 between Imphal and Kohima, which has been pending since 2011.

Other delayed projects include the Ukhrul-Toloi-Tadubi section of NH-102A in Manipur and improvement of the AizwalTuipang section in Mizoram. Stating that stringent action will be taken against organisations “deliberatley” delaying road projects in the strategic areas, Gadkari said that road construction in these areas can also be given to local contractors. “Road construction in strategic areas is not a difficult task and the contract, if the situation arises, can be given even to the locals who then can work with help of this ministry,” Gadkari said, adding that organisations not performing well will find the going difficult. Gadkari, who on Friday inspected work on the 135-kmlong Eastern Peripheral Expressway, said 12 more expressways will be developed to reduce travel time for goods and passenger vehicles. The Eastern Expressway passes through Sonipat, Bagpat, Ghaziabad, Gautam Buddh Nagar, Faridabad, and Palwal

in Haryana and Uttar Pradesh. The proposed alignment crosses the Yamuna at Khurrampur/ Khata in Uttar Pradesh and Faizpur Khadar in Haryana and also crosses the Hindon river. It will divert around 200,000 vehicles which pass through the national capital and would significantly reduce traffic congestion in Delhi, apart from reducing air pollution. It will be equipped with the Highway Traffic Managament System, including variable message signs, CCTVs, videos incident detection system and warning devices. Gadkari said the new expressways include Amravati Ring road Expressway, Hyderabad-Vijaywada-Amravati Expressway, Hyderabad-Bengaluru Expressway, Delhi-Meerut Expressway, Mumbai-Baroda Expressway and Dwaraka Expressway in Delhi. He said a Mumbai-Baroda Expressway is being built at a cost of Rs 44,000 crore while the Amravati Ring Road is being constructed at a cost of Rs 4,000 crore.

Perhaps the grandest of all Moatsü celebrations ever, the Ao Nagas celebrated their premier festival here today organized by the apex body of the community, Ao Senden with much grandeur and gaiety. The grand celebration was regarded by many commentators to be “a first of its kind” where a Naga community celebrated its premier festival with another Naga community as the Angami Nagas joined the Ao Nagas in celebrating the Moatsü festival today. Nagaland Minister for Health & Family Welfare, P Longon, today called upon the Eastern Nagaland tribes to foster peace and brotherhood among themselves so that they remain strong and united. “My observation is that we (Eastern Naga tribes) have to build our house together so that we can call it home for all of us,” the Minister said in his address at the 19th general conference of the Eastern Nagaland Gazetted Officers’ Association (ENGOA) held here at Niathu resort, Dimapur. Stressing on peace and unity as pre-requisites for the Eastern brethrens to march ahead in all fields, Longon said even in the development sector, Eastern Nagaland is lagging behind due to lack of unity and common vision of the people, and that the government cannot always be blamed for backwardness of the region. He said the Eastern Nagas themselves must take the initiative to usher peace and unity among

themselves as the government cannot provide peace and unity like development projects. The minister said many a times, petty quarrels among Eastern brethrens lead to larger conflicts on tribal lines, endangering the fragile peaceful co-existence. When such tribal conflicts occur, “we approach the government” to solve the issue, but Longon reminded that fostering peace, unity or reconciliation is the duty of the people themselves and should not be entrusted to the government. He also observed that for a progressive society, the Eastern Nagas need to do away with jealousy and selfishness and embrace the joy of giving. ur dear mother, Lt. Hojungla, W/o Lt. Litingse Sangtam, Ex. IBM & MLA, went to be with Christ at seven in the morning on 11th April, 2017. It was a sad and touching moment for us and we will miss her more than words could ever say. We genuinely feel that words are inadequate but one thing we do know is that, she would not want us to eulogize her, or exalt her in any way, but to magnify the grace of God in her. Mother was a spouse who deeply cared for her husband. She shared, encouraged his dreams and visions and gave him the confidence to take on the challenging activities for theNagaland Statehood formation. A Mother of 10 children, 28 grandchildren and 5 great grandchildren was a woman of prayer. She regularly prayed for her family and loved ones, for the work of God, for ministers and missionaries right up to the end of her life. Mother was utterly selfless! She was a giving and caring person, to a fault. She would give us the bite going down her throat and the shirt off her back. She was always thinking of others before herself. Mother would, and often did, do without herself so that others might have. She lived to make other people happy. Mother radiated loveliness to all she met. Even when mother was breathing her last- never lost her sweet Christian spirit. She was always thankful to all who did the least thing for her. We are immensely grateful to all individuals, neighbours, churches, unions, friends and allloved ones who have been a part of her long, lovely life’s journey and for the great care and support shown as she departed from this world. May the Lord’s richest blessing be abundantly with you all.

‘Moatsü’, the premier festival of the Ao community was celebrated today with gaiety and full of its traditional splendor. Organised by the Ao Senso Telongjem Diphupar, the celebration was held at Diphupar Local Ground and attended by people from the Ao community in their finest traditional clothes and jewelry. As per traditional customs, the festival celebration began with the Watsu Telongjem Diphupar receiving the invitees and guests from the gate with traditional songs. This was followed by numerous traditional Ao folk songs and dances presented by the elderly Ao males of Diphupar, and women union of Diphupar. A short play based on an Ao folk tale was presented by Ao Kaketshir Telongjem Diphupar followed by traditional folk dance presented by Ao youth from Diphupar. Representatives from various tribes and different organizations also attended the festival and were accorded a warm reception by the Ao Senso Telongjem Diphupar. Regarding the recent issue on the non-maintenance of quality in construction of a road in Ukhrul, the Minister said the work is not under the purview of the PWD. It was taken up by a private firm Bharti Infrastructure Construction Company under the NHIDCL, he said, and further added that the State government has already urged the concerned authorities to look into the issue and check whether the fault lies with the contractor or whether it happened due to lack of supervision and to take necessary actions if required. The Minister, who was accompanied by engineers including the State PWD Chief Engineer and other concerned officials, also inspected some spots affected by land sliding along the highway, according to the DIPR press release.

Young Naga Professionals to conduct free medical check-up Dimapur, may 2 (mExN): The Young Naga Professionals (YNP), which is an informal group of people from all walks of life in the state, will be taking up another task for the welfare of the society, and this time in the form of a free medical check-up during the 1st Northeast Masters’ (Veteran) Badminton Championship 2017 at DDBA Indoor Stadium on May4-5. The free medical checkup is being initiated to create more health consciousness among the people and also to provide free medicines to the needy people. The medical check-up will be conducted by some of the best doctors in the state and it will be joined in reigning Miss India Elite & India representative for Super Model of the World 2017, Dr Priyadarshini Borah – who is also a professional doc-

tor – to show her solidarity towards the YNP initiative. The Young Naga Professionals is not a registered club or society. It is just an informal group of young Naga professionals who have made a mark in the society through their talent and hard work. The members are just group of friends who came together with an aim to encourage, inspire and contribute to the society. The group members are diverse and from different professions; it is a coming together of all Naga professionals irrespective of tribe, age or gender, with the sole aim to inspire and to learn from each other. All the members are successful individuals who have made a mark in the society in their own right and who are independent and successful in their own fields.

The YNP members are conscientious citizens who share a deep love for the Naga society and also for the unity of all the Naga communities. Towards this end, the YNP has adopted it motto ‘Unity Peace and Harmony’ and strongly denounces any kind of ‘isms’ in the society. It has Khekaho Assumi (Parliamentary Secretary of YRS), Dr Watizulu Suzumeren and Advocate Hekani Jakhalu as the senior advisors who not only advise the members but also actively participate and support the YNP in all its initiatives. With an aim to foster better relationships between the students’ community and to inspire each other, the young Naga professionals played an exhibition match with the Western Sumi Students’ Leaders in February 2017

and also initiated other activities in other small ways. The stall will simply be opened to promote work culture in the society and to spread the message about dignity of labour to the Naga people. The Young Naga Professionals through a press release has invited all the young Nagas to come and witness the badminton championship and to come and enjoy the indigenous cuisines and avail the free-medical check-up.

CHILDLINE Dimapur organise medical camp Dimapur, may 2 (mExN): A medical camp was held at Chakhesang Baptist Church, Toulazouma village on April 28. The medical camp was organised by CHILDLINE Dimapur in collaboration with TDF project, supported by NABARD under Prodigals’ Home, and Mobile Medical Unit a project under CECS, supported by The Hans foundation. The Director congratulated the ATMA team for the good work and exhorted the farmers’ friend present, about the status of Agriculture production in Nagaland, stating that 70% of the population is employed in the farming community yet we are not able to produce self sufficiency. Farmers are in the biggest and most noble profession and therefore

they need to work hard to compete with the mainland farmers especially in the field of organic production. Being a hilly terrain state, the jhuming cannot be stopped but it can be improved. Integrated farming system can be one solution to improve our production. Taking the example of Pfütsero people, he encouraged the farmers to take up ‘Zabo farming’ as we depend only on seasonal rainfall. At the present scenario, the farmers are in need of market linkage, storage unit and processing unit as the surplus production are not wisely utilized. He encouraged the farmers to focus on maize, fox-

tail millet, jobstear, brown rice, sticky rice etc which are not found in other regions. A demo of right measurement was taught to the farmers adding that lower rates commodities at village level can attract customers. As machineries will be required to fulfil higher production, the crop areas need to be increased more and relay cropping has to be adopted. The programme was followed by an orientation programme for the Farmers’ friends (FF). The programme was chaired by Vizonyu Liezie, DAO & PD (ATMA), Kohima. Altogether 32 FFs attended the programme.

Towards securing women farmers’ rights in Nagaland Kohima, may 2 (mExN): On the occasion of International Labour Day on May 1, the Mahila Kisan Adhikar Manch (MAKAAM) Nagaland chapter organized a State level consultation on ‘building convergence towards securing women farmers rights in Nagaland’ at Khonoma Rüfünuo Building, Kohima. The consultation brought together 38 participants comprising of women farmers from five districts of Nagaland, organizations supporting and working with women farmers, representatives from Labour & Employment Department, SIRD, and NABARD to deliberate on issues and concerns of women farmers, their role in sustainable development and realization of their rights. The Naga Caravan Can Nagas Develop an Inclusive Mechanism?

A

t a time when divisions in Naga society is happening along various lines, the recent gathering of concerned Naga individuals at Kolkata holds much importance and relevance considering the path that is being traversed by the ‘Naga Caravan.’ Though the meeting didn’t generate much attention in the public domain, it has created the much desired ripples that can necessitate a ‘process of dialogue’ through which new ideas, models and visions can emerge. And true to the need of the times, it stressed on issues and dilemmas confronting Naga Society today – the Naga Peace Process; Framework Agreement; Naga Reconciliation; leadership crisis at all levels; fragmenting society and corruption. These are issues in need of new idea, models and visions which can create an all inclusive mechanism of co-operation towards impacting a change process. The Naga political problem has reached a stage where the much celebrated framework agreement has created a kind of trust deficit rather than creating a path of peace. Since the signing of the ‘Framework Agreement,’ beyond the rhetoric nothing has been seen in praxis. On the one hand, the GOI has been ‘accused’ of their lack of sincerity while on the other, the public at large is kept in the dark. Question of integration is at a deadlock while the larger issue of Naga Sovereignty has leaned towards shared-sovereignty. A dialogue is thus paramount in order to create an inclusive mechanism so also to stabilize issues of trust. Unless there is an all inclusive form of negotiation that has the confidence of every Naga, there is a danger of a wrong form of revolution. Further, in the quest for a ‘Naga political identity’ it is imperative that the Naga Political groups come together to intensify the Naga Political Will and create a platform that seeks to address the political aspirations of the Nagas. Open invitations from one’s own comfort zone, without trying to understand the ‘other’ will not work. For now peace remains conditioned. On the whole, the Naga gathering has come out with certain appeals that seeks to make Nagas retrospect as well as imagine with the overall objective of developing an inclusive mechanism of co-operation and responsibility in building a better Naga future. It appealed to all the Nagas to strengthen the call for genuine forgiveness that will lead to a new relationship of equality, trust and dignity. An honest and open dialogue once again lies at the core of building a new relationship because it seems to be conditioned by the difficulty of forgiving and forgetting the past. The gathering has rightly highlighted the issue of institutional corruption and the many forms of malpractices and the sickening culture of complacency. It calls for honesty and sincerity from one and all. This is a minimum moral requisite if Nagas are to generate a process to erase corruption. A sense of collective responsibility seems a difficult proposition for a people that are yet to inculcate a sense of belongingness. This is one truth factor that is needed to combat corruption. To carry the ‘Naga caravan’ forward is a huge responsibility and it calls for visionary leaders to bring Nagas together in a democratic space free from the various forms of divisions. Today, many social movements that seek for a better Naga Society have made encouraging strides. We need leaders not simply to lead but provide vision as well as life enriching values. The youths, particularly, needs to be kept engaged in productive activities. Only then there is hope for Naga society. The absence of ‘peace’ has come in the way of human development and progress and for a better Naga future. Beyond the ‘peace process’ there are also equally important layers from where peace can be brought about between individuals, communities and the society at large. The Naga caravan today is in desperate need of a political, social, economic, cultural, moral and religious path. It further suffers from the lack of inclusive mechanism and this is where a divine intervention in the form of pure wisdom is needed. Is there a positive side to worrying?

new study by a psychology professor at the University of California - Riverside shows that there is a positive side to worrying. "Worry -- it does a body good. And, the mind as well," said Kate Sweeny in the paper published in Social and Personality Psychology Compass. "Despite its negative reputation, not all worry is destructive or even futile. It has motivational benefits and it acts as an emotional buffer," added Sweeny. In her study, Sweeny found that worry is associated with recovery from traumatic events, adaptive preparation and planning, recovery from depression, and partaking in activities that promote health, and prevent illness. Surprisingly, she said that people who report greater worry may perform better -- in school or at the workplace -seek more information in response to stressful events and engage in more successful problem solving. In the paper, Sweeny noted three explanations for worry's motivating effects. "Firstly, worry serves as a cue that the situation is serious and requires action. People use their emotions as a source of information when making judgements and decisions," she noted. Secondly, worrying about a stressor keeps the stressor at the front of one's mind and prompts people toward action and lastly, the unpleasant feeling of worry motivates people to find ways to reduce their worry. "Even in circumstances when efforts to prevent undesirable outcomes are futile, worry can motivate proactive efforts to assemble a ready-made set of responses in the case of bad news. In this instance, worrying pays off because one is actively thinking of a 'Plan B'," Sweeny said. Worry can also benefit one's emotional state by serving as an emotional bench-mark. Compared to the state of worry, any other feeling is pleasurable by contrast. In other words, the pleasure that comes from a good experience is heightened if preceded by a bad experience.

Why support for Syria’s nonviolent fighters is the key to ending the war

D

ebates over the morality, legality and strategic efficacy of U.S. missile strikes in Syria will dominate the news for the foreseeable future. It is understandable why so many people, notably many Syrians, would want to see a regime that has repeatedly targeted its population with sarin and chlorine gas, barrel bombs and starvation tactics be punished for its actions. The Syrians I know feel alone and abandoned by the world. They have seen the United States and its Western and Arab allies undertake massive diplomatic and military action targeting the so-called Islamic State, or ISIS, while regime-sponsored violence has been responsible for a vast majority of the close to 500,000 civilian deaths in Syria since 2011. No matter where one stands on the issue of military intervention — and there are legitimate reasons to doubt the effectiveness of air power to deter or erode Assad’s killing machine — it should be possible to agree on one thing: There will be no end to the civil war in Syria without the sustained and active participation of Syrian activists, peacebuilders and humanitarians inside the country, in the surrounding region, and dispersed in the diaspora. These individuals and groups, which are operating under the most difficult conditions imaginable, are building and sustaining health and education systems, protecting civilians from violence and extremism coming from multiple sides, organizing to increase community participation in the peace process, and trying to imagine and piece together an alternative future. They include groups like the White Helmets, the Violations Documentation Center, the Karam Foundation, Citizens for Syria, Syria Deeply, Project Amal ou Salam, the Center for Civil Society and Democracy in Syria, the Syrian Civil Society Platform, Raqqa is Being Slaughtered Silently, Khadraa Organization, Syrian Expatriate Medical Association, Violet Organization, the Syrian Emergency Task Force and Women Now for Development. These organizations are building the resilience, social capital and civic infrastructure upon which a future peace will rest. Six years into a civil war whose humanitarian and geo-political consequences have been devastating, it is easy to forget that the Syrian revolution began nonviolently. In March 2011, after a group of kids in Dera’a province (close to the Jordanian border) painted graffiti calling for the fall of the Assad regime, the local police tortured them and abused their families. In response, protests broke out in Dera’a and across the country. More moderate calls to end regime impunity and corruption quickly gave way to demands that the Assad regime step down. Inspired by the Arab Spring uprisings in Tunisia and Egypt, Syrians were eager to free themselves of the shackles of Assad family dictatorship. The first eight months of the revolution

were dominated by massive rallies, celebratory dance protests in the streets, puppet shows that dramatized the corruption and repression of the regime, sit-ins led by lawyers and students, and red dye applied to fountains to dramatize the blood shed by the Assad regime — these were staples of the nonviolent resistance. During this phase of the struggle, although the majority of protesters were Sunni, members of minority groups, including Christians, Kurds, Druze and Alawites (an off-shoot of Shi’ism and the sect of the ruling Assad family) protested in disproportionately high numbers. A decentralized network of Local Coordination Committees quickly took root inside Syria and took the lead in organizing the protests and demonstrations. Later, local councils were established and focused on civilian representation and service provision. Eventually, as regime violence escalated and the opposition increasingly turned to armed resistance, forming the Free Syrian Army and other militant factions, the civilian structures focused increasingly on local administration and humanitarian operations. There have been multiple analyses of why the nonviolent resistance in Syria failed to achieve its ultimate goal — the removal of the Assad regime — before the onset of civil war. Although historically nonviolent campaigns have been twice as effective against violent campaigns in removing central governments, Syria was a tough test case for nonviolent resistance. The Assad family had ruled with an iron fist for decades; Syrian civil society was painfully weak when the revolution began in 2011, with few or no truly independent civic organizations (including no independent trade or labor unions); Syrian security forces were highly sectarianized; and the region was in the throes of a Sunni-Shia power struggle. Once the nonviolent uprising began, Bashar al-Assad ordered lethal violence against peaceful protesters and employed armed thugs, called “shabiha,” to kill individuals during demonstrations. The Syrian Electronic Army and regime security forces infamously tracked down, arrested, tortured and killed thousands of the best nonviolent organizers and activists. Eventually, Syrian army mortar attacks and bomb-

— which are backing various factions in the civil war. Then, alas, there is the necessary buy-in from Russia and the United States. Peace agreements, when they are reached, usually only take hold when guaranteed by peacekeeping boots on the ground. In the case of Syria, such a force will be challenging to assemble. Still, civil wars always end, whether in Northern Ireland, the Balkans, Liberia, Guatemala, Mozambique or, most recently, in Colombia. In each of these cases, a combination of war weariness and persistent civil society mobilization and pressure on state and nonstate armed groups were critical ingredients in ending the armed conflict. Organized pressure by women and religious leaders, notably, helped accelerate the path to peace in each of those places. “Pray the Devil Back to Hell,” a film about the role played by Liberian women in ending that country’s civil war (through sustained nonviolent pressure and gutsy noncooperation with the status quo) has been seen by many Syrians. I predict that similar dynamics will play out in Syria. For this reason, those nonviolent, Syrian-led organizations that are struggling to keep people alive at the same time that they build a counter-force to violence, tyranny and extremism deserve robust outside support. These groups are creating women’s-led “peace circles” inside Syria, reporting on atrocities committed by various armed factions, providing education and trauma healing for refugee children, challenging ISIS and other extremist groups and planning the elements of an eventual transition. The voices of these Syrian nonviolent fighters should be amplified in the media, their shoestring budgets should receive multi-year support, and they should feel international solidarity. Donors should focus greater attention on supporting Syrian-led community mobilization in places that are either under the control of, or threatened by, extremist groups. For example, in Idlib city, recent community-led nonviolent organizing has forced the withdrawal of the extremist group Jaish al-Islam. This is critical to weaken violent extremism’s grip on local communities and offer Syrians an alternative. The efforts of these civic groups, combined with the diplomatic efforts of Syrians and international actors from across the political and ideological spectrum, will eventually bring the war to an end.

Data show that the average nonviolent campaign takes about three years to run its course. In Syria, the nonviolent resistance had less than a year before a combination of brutal regime violence, and a turn to armed insurgency by opposition elements, resulted in a massive escalation of violence and a spike in civilian deaths. There was simply not enough time to build trust between opposition groups, learn from mistakes, build a resilient organizational base, and peel key groups — like Sunni business elite — away from the regime. Syrian nonviolent activists acknowledged weaknesses in planning a longer-term strategy (beyond a few weeks or months) of resistance and in uniting around goals and leaders. External governments and other donors, meanwhile, both grossly underestimated the strength of the Assad regime (influential policymakers thought the regime would fall in a matter of months) and their support to the nonviolent opposition was woefully slow and inadequate. Once the violence intensified, minority sects’ participation in the resistance dropped significantly, while the Assad regime’s propaganda machine portrayed the resistance as foreignbacked Sunni terrorists. Eventually, terrorist groups like Al Qaeda, Nusra Front and ISIS filled the political vacuum in rebel-held areas, and the nonviolent Syrian activists were forced to resist violence and extremism from both the regime and armed opposition groups. It is hard to be optimistic about the situation in Syria. The average civil war since 1945 has lasted 10 years. How the feminists have catapulted women to national leadership roles Torild Skard

illary Clinton did not make it to the top, but Theresa May, the British prime minister, and Angela Merkel, chancellor of Germany, did. Since Sirimavo Bandaranaike became the world’s first female prime minister, in Sri Lanka in 1960, one-hundred women have been heads of state or government around the world. How did they get to power and did they make a difference? And how much did feminist activists influence the promotion of female leaders? Plenty and decisively. The nations of the world reaffirmed faith in the equal rights of women and men when the United Nations was created in 1945, though all the existing states were male dominated and 97 percent of the representatives at the San Francisco conference were men. My analysis of the conference shows that women from Latin America, headed by Bertha Lutz from Brazil, lobbied successfully for women’s rights, despite opposition from, among others, the sole US female representative, Virginia Gildersleeve, the dean of Barnard College. Since then, the UN and member states have repeatedly demanded women’s equal participation in power structures, but progress has been slow. When it comes to everyday realities, men in power often seek to maintain their prerogatives, and the higher the position they hold, the greater the resistance to including women. In 2017, only 23 percent of mem-

bers of Parliament are women; 18 percent of government ministers are women; and 5 percent of national leaders are women, according to the Inter-Parliamentary Union. When I studied the life course of 73 female presidents and prime ministers in 53 countries from 1960 to 2010, in my book, “Women of Politics,” it was evident that national leadership for women was no simple matter. In all regions, except North Africa and the Middle East, women rose to power but not often, and it happened in about twice as many industrialized nations as in developing countries. To succeed, most of the female top leaders had e x t ra o rd i n a r y qualifications, including extensive education and professional careers. In addition, the political systems provided opportunities. The great majority of women rose to power in established or emerging democracies. But if a certain democracy was necessary for women’s political participation, that was not enough. Worldwide, political institutions were male dominated and women were neither mobilized nor welcomed if there was no pressure from feminist movements to do so. Many women who climbed to power benefited from activists requiring more women in leading positions. In practice, women used three paths to become national leaders. Sirimavo Bandaranaike of Sri Lanka, Indira Gandhi of India, Isabel Perón of Argentina and others in Asia and Latin

America took over the political position of a deceased father or husband. A few, such as Vigdis Finnbogadottir of Iceland and Ertha Pascal-Trouillot of Haiti, came in as outsiders relative to their personal background. But most of the women rose in the ranks of the political parties, gaining a degree of conditional support from male colleagues. The political parties are crucial actors in democratic systems, representing a link between people and power. But often they represent an obstacle and do not provide support for women. Studies of parties are, unfortunately, rare. It is notable that globally, women hold only 10 percent of leadership positions in political parties. Top female leaders are usually surrounded by men. At the same time, female politicians are often expected to promote the interests of women. Whatever they do, female leaders are criticized. So what did they do? I studied to what extent female leaders followed up the UN Convention on the Elimination of All Forms of Discrimination Against Women (Cedaw), which has 189 states parties, of which the United States is a signatory but has not ratified it. Here is what I learned: • Some women, albeit a few, conformed to male-dominated politics and neglected or weakened women’s positions. Such examples were Tansu Ciller of Turkey, Golda Meir of Israel and Margaret Thatcher of Britain. • About half of the women played a compromising role, trying to look

after the interests of both men and women. These included, among others, Corazon Aquino of the Philippines, Eugenia Charles of Dominica, Cristina Fernández Kirchner of Argentina, Mary McAleese of Ireland and Merkel and Gandhi. • Finally, about a third of the women openly opposed male policies and promoted women-friendly measures, such as recruiting women to high positions, ensuring their reproductive rights and establishing special institutions for women. These include Michelle Bachelet of Chile, Benazir Bhutto of Pakistan, Helen Clark of New Zealand, Ruth Dreifuss of Switzerland, Tarja Halonen of Finland, Ellen Johnson Sirleaf of Liberia and Lidia Gueiler Tejada of Bolivia. Although most female heads of state and government did not call themselves a “feminist,” they all contributed to strengthening women as political actors by accepting a top position. Thereby, they broke prevailing patterns and, in most cases, showed that women could handle the tasks. In addition, the great majority — some more and some less — made efforts to support women in particular. So, it usually made a difference with a woman at the top instead of a man. The approaches of top female leaders to winning gains for women was important, but to carry out substantial womenfriendly policies they needed support. An active feminist movement pressuring the relevant levers was essential. And the political system had to work democratically, so feminist voters could have an impact on who was elected to political office and which policies were pursued to promote gender equality.

Punctuation marks you might be using incorrectly

P

unctuation is the art of clarifying how a group of words falls together into contractions, clauses, and sentences. Unfortunately, it is not at all clear how some punctuation marks should be used! Let’s take a look at several popular, though confusing, punctuation marks. Even if you think you’ve got the topic all sewn up, it’s worth having another look. 1. Possessive apostrophes The possessive apostrophe is a tricky one, hanging around the ends of words, but in several different ways. So how exactly should we be using it? Let’s start simple. For a singular noun, such as dog, you add an apostrophe plus s to the end: The dog’s collar was covered in mud. For a plural noun, such as elephants, you add an apostrophe to the end: The elephants’ parade was troubled by rain. For a plural noun that doesn’t end with s, you add an apostrophe plus s to the end: The children’s party went on as planned. The place it gets tricky is with personal names, such as Charles and Ulysses, which already end in an s sound. In those cases, you generally add an apostrophe plus s if you naturally pronounce an extra s when you say the word out loud: Charles’s new tie is fantastic. If you don’t pronounce an extra s when you say the word, then leave it out: Ulysses’ presentation is set for Monday. Have more questions about apostrophes and when to use them? That sounds easy enough, but it can be hard to tell when you should be linking two clauses with a semicolon rather than simply separating them into two sentences. Typically, you want to use a semicolon when two main clauses balance each other and are too closely linked to be made into separate sentences, as in these two examples: The road runs through a beautiful wooded valley; the railway line follows it. You can also use a semicolon to mark a stronger division in a sentence that already has commas: The study showed the following: 76% of surveyed firms monitor employee Web-surfing activities, with 65% blocking access to unauthorized Internet locations; over one-third of the firms monitor employee computer keystrokes; half reported storing and reviewing employee emails; 57% monitor employee telephone conduct, including the inappropriate use of voicemail.

3. colons The best way to differentiate the colon from the semicolon is that where the semicolon provides a strong division in a sentence, the colon provides a sense of forward motion. There are three main uses of the colon: Between two main clauses in cases where the second clause explains or follows from the first, e.g. That is the secret to winning the game: have some patience. Introducing a list, e.g. The film was criticized for several reasons: a weak script, stiff acting, and poor special effects. Before a quotation, and sometimes direction speech, e.g. The poster read: ‘Show is on 4 April’. 2. Semicolons For more examples, check out The central task of the semicolon is to mark a break that is stronger than this full rundown on the colon.

4. ellipses This ‘dot dot dot’ piece of punctuation is written with three dots, no more and no less, and is typically accompanied by a space on either side. Some style guides also call for a space between each ellipsis point. The ellipsis can be used for a few different purposes. One common use is to represent excised or omitted text, especially in quoted passages, as in The journal entry said, ‘He used to … go to the movies with us’, where the ellipsis might be ‘watch television and’ in the original journal entry. Another use of ellipsis is to create ironic or dramatic effect, as in Do you mean that … you ate the ice cream? The ellipsis is also sometimes used to represent a continuation of a list, as in We danced the salsa, tango, rumba, the Twist … However, in recent years, people have started using the ellipsis in email and informal written communication to signify general pauses and hesitations, rather than pauses intended to create specific dramatic effect. For instance, it is easy to imagine the following email or text message: Well … I don’t know … do you still want to watch the game? This use of ellipses is frowned upon in formal settings; these pauses can be indicated otherwise with different punctuation. Rewritten in a more formal manner, the above sentence might read: Well, I don’t know. Do you still want to watch the game? 5. Hyphens The principal purpose of the hyphen is linking words and parts of words. This means that it appears in a wide variety of situations, linking all types of words. Rather than pick out all of the possible appearances of the hyphen in everyday writing, we will focus on one that people frequently get wrong: compound adjectives. Compound adjectives are made

up of a noun + an adjective, a noun + a participle, or an adjective + a participle. Many compound adjectives should be hyphenated. Some hyphenated examples are: user-generated, carbon-neutral, accidentprone, and good-looking. Compound adjectives get tricky once a phrase or the word well gets involved. In these cases, up-to-date and well-known, for instance, you should use a hyphen when the compound comes before the noun (up-to-date security system and well-known chiropractor), but not when the compound comes after (this software is up to date and this chimpanzee is well known). Similarly, centuries should be hyphenated when used as adjectives (She is one of the best twentiethcentury writers) but not when used as a noun (These paintings date from the seventeenth century). For more on the hyphen, check out this full breakdown 6. Dashes The hyphen’s slightly longer cousin, the dash is another popular punctuation mark that not everyone is sure how to use. In formal writing, the dash is used to mark off information or ideas that are not essential to an understanding of the rest of the sentence. For example, you might see: Once I have a free afternoon — I’ve been quite busy — I will meet you for lunch. However, it has become quite common to see the dash used in sentences in the place of other punctuation marks, as in: It depends when you would like to visit — I’m home for all of October. (You might alternately use a semicolon in that instance.) Even though dashes are common in informal writing, such as personal emails or blogs, it’s best to use them sparingly when writing formally. Materials required • Peeled boiled egg • Bottle with opening slightly smaller than the diameter of the egg • Paper/lighter or very hot water or very cold liquid Procedure: Set a piece of paper on fire and drop it into the bottle. Set the egg on top of the bottle (small side pointed downward). When the flame goes out, the egg will get pushed into the bottle. How it works: If you just set the egg on the bottle, its diameter is too large for it to slip inside. The pressure of the air inside and outside of the bottle is the same, so the only force that would cause the egg to enter the bottle is gravity. Gravity isn't sufficient to pull the egg inside the bottle. When you change the temperature of the air inside the bottle, you change the pressure of the air inside the bottle. When you drop burning paper into the bottle, the paper will burn until the oxygen is consumed (or the paper is consumed, whichever comes first). Combustion heats the air in the bottle, increasing the air pressure. The heated air pushes the egg out of the way, making it appear to jump on the mouth of the bottle. As the air cools, the egg settles down and seals the mouth of the bottle. Now there is less air in the bottle than when you started, so it exerts

eacebuilding is a longterm and complex endeavor. It is, at heart, a transformation agenda for social change. The UN Peace-building Commission explicitly affirms, ‘the important role of women in the prevention and resolution of conflicts’. Women peace builders bring a different perspective to men, and their role in re-establishing the social fabric of the society is vital. But whilst women peace builders have made vital contributions to peace processes in diverse places such as Northern Ireland, Guatemala and Liberia, the reality remains that women are denied meaningful participation in many peace processes. Women’s involvement in peacebuilding in Nagaland is as old as their experience of violence and discrimination. Naga women have played a variety of roles throughout history that support a war, and other forms of violence, from warriors to supportive wives and mothers calling men to the battlefield. However, their gender identities allow them to do some form of peacebuilding that men cannot do. In addition, some women have found it advantageous to draw on skills, assets, and capacities that are available to them in oppressive patriarchal systems and harness these for productive use in peacebuilding. They do not operate independently of a social value system. It can be

Women have played a vital role in stopping violence throughout Naga history. As socially sanctioned peace-makers, women have historically intervened in the midst of battle and appealed for an end to violence. This cultural role has enabled Naga women to protect their communities through informal mediation, to mobilize for reconciliation, and to shape the formal peace process, such as the Naga Mothers’ Association (NMA). In the 1990s, when the violence began to take its toll on the communities, the NMA decided to take up the call for peace. During the NMA General Assembly held at Zunheboto in 1994, a resolution on ‘Shed No Blood’ was adopted. A peace team comprising members of the NMA was formed and it visited the various factions of the rebel groups, held consultations with them and facilitated dialogues on reconciliation and peace. NMA has proactively engaged with the Government of India during the peace talks that were held with the NSCN-IM. It also partnered with the Naga People’s Movement for Human Rights, Naga Students Federation and the Naga Hoho on a ‘Journey of Conscience’ initiat-

ing a people-to-people dialogue to strengthen the process. It has also vociferously campaigned for the repeal of the Armed Forces Special Power Act (AFSPA) and for 33% reservation for women in municipal bodies in Nagaland. Naga women have a brilliant approach towards peace making in the society. Naga women live in a politically sensitive environment given the people’s prolonged struggle for self-determination. They also face the complexity of the society that is undergoing the binary change and continuity, with the pull towards modernity on the one hand and strong undercurrents of traditional and customary particles on the other. Naga Women organizations should have the mandate of the people and represent the voice of women most of who were borne out of the conflict and are therefore an integral part of nation building. Women in numerous Naga villages have intervened during battles. Some have gone into the midst of firing and clutched into guns, and pleaded the men to stop the shooting. Where violence has become a part of the day-to-day life, women, in general, have played a constructive role. Yet, women on the frontline of efforts to end violence and secure a just peace, seldom record their experiences, activities and insights. Each woman has a story which is inspiring, teaching lessons of val-

ues, integrity and compassion. They have often acted as the bridge between civil society and the group involved in conflicts. Traditionally, women have been left out of peacemaking and peacebuilding, or regarded simply as ‘the homemakers’. For peacebuilding initiatives to remain sustainable in the long term, women must be included in every level of the process. Yet current formal peacebuilding processes often remain largely male dominated in many societies with no exception to Naga Society. Their work in rebuilding communities, building peace and resolving conflicts has often been ignored and remain invisible. Women are also clearly under-represented or even absent in formal peace negotiations. Even if women leaders and organizations are active in civil society forums, they do not necessarily find their way into the formal peace processes. Women not only call for issues specific to themselves but raise issues that affect society as a whole such as individual and social disorganization. Thus, without the inclusion of women as equal partners in every stage of peace and security governance, in policymaking, planning, and implementation, the likelihood of creating a sustainable peace is much diminished. As activists and advocates for peace, women contribute to reducing direct violence.

New Delhi, May 2 (iaNS): The centre on Tuesday was said to be weighing its options in the face of mounting demands for a strong response to Pakistan over the mutilation of two soldiers' bodies on the Line of Control (LoC) in Jammu and Kashmir even as a top Indian Army officer asserted that the incident merited a "response". Emotions ran high as the bodies of the Army's Naib Subedar Paramjeet Singh and the BSF's Head Constable Prem Sagar reached their home towns -- Tarn Taran in Punjab and Deoria in Uttar Pradesh -- for the last rites. The families and relatives and those gathered to pay their homage demanded revenge against Pakistan for mutilating the bodies after killing the two in Krishna Ghati sector of Poonch district on Monday.

Indian Army test fires advanced BrahMos cruise missile New Delhi, May 2 (iaNS): The Indian Army on Tuesday successfully test fired the advanced version of the BrahMos land attack cruise missile in the Andaman and Nicobar Islands. An official statement said the test fire revalidated "the formidable weapon's precision strike capability". "The land-to-land configuration of BrahMosBlock - III was launched from a Mobile Autonomous Launcher (MAL) for its full-range, demonstrating the weapon's unmatched lethality of hitting the centre of a designated target with 'bull's eye' precision," the statement said. The test was the fourth successful launch of the Block -III version of BrahMos land attack cruise missile. "Meeting all flight parameters in a copybook manner while conducting high level and complex manoeuvres, the supersonic cruise missile successfully hit the land-based target with desired precision in a top attack configuration," it said. The land attack version of BrahMos has been operationalised in the Indian Army since 2007. BrahMos Block-III is a joint RussianIndian project, which is based on Russian P-800 Oniks missile. Block III had advanced guidance and upgraded software, incorporating high manoeuvres at multiple points and steep dive from high altitude

Defence Minister Arun Jaitley met Prime Minister Narendra Modi in the morning and the situation arising out of the beheading of the soldiers came up for discussion. There was no official word on what transpired but sources believe that the government's response in the current situation could have been among the points of discussion. The anger over the killings and decapitation was reflected in the statement of a slain soldier's daughter, who demanded "50 Pakistani heads" in revenge for her father's killing, a sentiment that was echoed in both the funerals. Union Telecom Minister Ravi Shankar Prasad said the sacrifices of the soldiers would not go in vain but did not elaborate. However, he said everyone should speak in one voice

on the issue. But Pakistan continued to be in denial mode as Director General Military Operations Lt. Gen. A.K. Bhatt spoke over hotline with his Pakistani counterpart and expressed "grave concern" over the mutilation. The DGMO told the Pakistani military commander that "full fire support" was provided by a Pakistani military post to the killers. "DGMO Indian Army conveyed that such dastardly and inhuman act is beyond any norm of civility and merits unequivocal condemnation and response," an army statement said. Lt. Gen. New Delhi, May 2 (iaNS): The Election Commission has cancelled the May 25 Anantnag Lok Sabha bypoll in view of the worsening law and order situation in Jammu and Kashmir and the Centre's inability to provide required number of paramilitary forces. A 10-page order to "rescind" its Anantnag poll notification was issued late on Monday. The by-poll to the Anantnag constituency spread over south Kashmir districts of Pulwama, Kulgam, Shopian and Anantnag was earlier scheduled to be held on April 12. However, it had to be postponed till May 25 following widespread violence that left eight civilians dead on April 9 when Srinagar Lok Sabha constituency voted amid a boycott call by separatists. "In view of the prevailing ground situation and non-availability of sufficient security forces, the Commission is of the considered view that peaceful, free and fair poll is not feasible on May

25, as scheduled, though some political parties have asked for the same," the panel said in its order. It said the state government had asked a "large scale security deployment" and as such the panel had sought 687 companies or nearly 68,700 personnel for conducting the Anantnag by-poll. However, the Union Home Ministry in an April 28 dated letter "expressed certain constraints in making required central armed police forces available in the given time frame". "They finally committed only 250 companies (or nearly 25,000) against the estimated requirement of 687," its said. This was in addition to 54 companies (or 5,400 personnel) already in Anantnag as part of the pre-poll arrangement. Woman who honey-trapped BJP MP taken into custody 'Trinamool, BJP to be main rivals New Delhi, May 2 (iaNS): Delhi Police on Tuesday detained for questioning a Supreme Court lawyer who allegedly honeytrapped a BJP MP and later accused him of raping her. The woman was taken into custody from her Indirapuram residence in Ghaziabad district bordering Delhi. "We have taken the woman into custody for questioning," a police officer told IANS. She was being questioned at the Parliament Street Police Station here.

The detention follows a complaint filed by Bharatiya Janata Party MP K.C. Patel on Saturday. Patel represents Valsad in Gujarat in the Lok Sabha. The MP alleged that a gang of extortionists led by the woman was demanding Rs 5 crore from him after she honey-trapped and filmed him in "objectionable position" after giving him a spiked drink at her residence. "She threatened to make public the clips. She demanded Rs 5 crore

from him," said the officer. Police have registered a case of extortion against the woman and her gang, the police officer said. The woman on Wednesday alleged that she was first raped by Patel at his official residence on March 3. She said Patel threatened her with dire consequences if she approached police. She claimed police refused to register her complaint and she approached the Patiala House Court seeking directions to police to file the case. "I was raped multiple times

KolKata, May 2 (iaNS): Claiming that the Congress and Left Front activists in the state are switching sides to his party, BJP's West Bengal unit chief Dilip Ghosh on Tuesday said that the BJP and ruling Trinamool Congress will be the main opposing forces in next year's panchayat elections. "The way the grassroots workers from the Congress and Communist Party of India-Marxist are joining our party every day, it seems a majority of their candidates who won the last elections will be with us," Ghosh told the media in Burdwan town in West Bengal district of the same name. "The fight to win the panchayat elections will evidently be between two parties -- the TMC and the BJP. The common people will come under our party's flag and vote for the BJP. They will resist the Trinamool Congress," he said. Ghosh claimed that the CPI-M and Congress have already lost a lot of political ground in the state, and might even find it difficult to name candidates in all the panchayat seats.

"Even if they manage to file nominations, there won't be enough people to campaign for them," he said. Talking about Trinamool Congress' overwhelming presence in the last assembly elections, Ghosh said the ruling party might lose it's lustre if some of their leaders, accused in various chit fund scams, get arrested before the panchayat polls. "No one knows what will be the state of the Trinamool Congress by the time the panchayat elections are held. If two or three of their leaders get arrested, the party may lose its lustre. Who knows if they will be in a position to fight the elections or not," he said. The state BJP President also held the state government responsible for the recurring incidents of violence against police. "The police have never been humiliated and heckled in this way. They never had to stoop so low. They are helpless. They are facing the heat due to the lack of governance in the state," Ghosh said, claiming the police won't stand by the ruling party-backed miscreants for long.

Worried about mobile tower emission? Linking Aadhaar with PAN needed Now, ask for an official test

New Delhi, May 2 (iaNS): Worried about mobile tower emission impacting your health? You can now ask the government to come and check the radiation level in your house. The Department of Telecom (DoT) on Tuesday launched Tarang Sanchar, a web portal for information sharing on mobile towers and electro-magnetic field (EMF) emission compliance. An official statement said the EMF portal is designed to provide a public interface where an easy map-based search feature has been provided for viewing the mobile towers in vicinity of any locality. "By click of a button, information on EMF compliance status of mobile towers can be accessed. Detailed information about any tower site, if re-

quested, will be sent on email to the users. Additionally, any person can request for EMF emission measurement at a location by paying a nominal fee of Rs 4,000 online," it says. The tests will be conducted by the local Telecom Enforcement Resource and Monitoring (TERM) field unit of the DoT and the test report would be provided to the requestor, the statement added. Allaying fears about mobile tower radiation, Communications Minister Manoj Sinha, who inaugurated the portal, said India had 10 times stricter norms than global standards prescribed by International Commission on Non-Ionizing Radiation Protection and recommended by World Health Organization (WHO). He also said more towers were needed to have

better connectivity. "We always talk about no call drops, but we do not want towers near our house," the minister said. The minister said when people are ignorant about things, they tend to spread rumours. To have better connectivity, more infrastructure would be required, he pointed out. "(Such) radiation has no adverse impact on human health. During the last 30 years, the WHO has conducted some 25,000 campaigns on this subject and never stated that mobile tower radiation has adverse impact on human health," he said. Sinha said the launch of Tarang Sanchar portal will definitely help in clearing myths and misconceptions in public minds on mobile towers and EMF emissions from them.

New Delhi, May 2 (iaNS): The central government on Tuesday defended linking the Aadhaar number with permanent account number (PAN) and making it mandatory for filing income tax returns, telling the Supreme Court that it was meant to curb individuals possessing multiple PAN cards by putting in place a robust identification system. Telling the bench of Justice A.K.Sikri and Justice Ashok Bhushan that people and shell companies possessing multiple PAN cards were causing tax loss of thousands of crores of rupees, Attorney General Mukul Rohatgi said that government was not just dealing with the matter of tax collection but money laundering, curbing black money and terror funding.

Opposing the petitions challenging insertion of Section 139 AA in the Income Tax Act, he said by linking Aadhaar number with the benefits under the social welfare schemes, government had saved Rs 50,000 crore. Describing Aadhaar as a PAN in more complex milieu, Rohatgi said that back in 2009, the government had considered issuing PAN Plus having iris and finger impressions but this was shelved as by then Aadhaar had come in. The bench was also told that PAN too was introduced as a unique identification document and Aadhaar has now been linked with PAN because earlier identity proof documents like ration cards, driving licence and others could be manipulated.

Telling the court that there can't be a duplicate of Aadhaar identity, he brushed aside the apprehensions that digital record of individual's iris and finger print scan could be leaked. "No data under Aadhaar will be shared with anyone or anybody" except in the case of criminals being investigated by police, Attorney General said that the vires of Section 139AA could not be raised on the strength of an interim order of the court. If today Section 139AA of the Income Tax Act is read down on the strength of the earlier interim order of the court, what would happen if later that interim order itself goes, he asked. The top court by its August 11, 2015, order had said that the Unique Identifica-

tion Number or the Aadhaar card will not be used by the government or its agencies for any purpose other than the PDS Scheme and in particular for the purpose of distribution of foodgrains, etc. and cooking fuel, such as kerosene. It had also allowed its use for the LPG Distribution Scheme. Addressing the petitioner's contention that insisting on Aadhaar that carries his Iris and fingerprint scan was an intrusion on their body, Rohatgi said that no right was absolute including right to the body. As he said that the state can extinguish the life of person accused of certain offences, the court reminded him that can only be by following due process of law. The court's observations came in the course of the hearing of two petitions challenging the newly inserted Section 139AA. North Korea says US bomber flights push peninsula to brink of nuke war

SEOUL, May 2 (REUtERS): North Korea accused the United States on Tuesday of pushing the Korean peninsula to the brink of nuclear war after a pair of strategic U.S. bombers flew training drills with the South Korean and Japanese air forces in another show of strength. The two supersonic B-1B Lancer bombers were deployed amid rising tensions over North Korea’s dogged pursuit of its nuclear and missile programmes in defiance of United Nations sanctions and pressure from the United States. The flight of the two bombers on Monday came as U.S. President Donald Trump said he was open to meeting North Korean leader Kim Jong Un in the appropriate circumstances, even though Pyongyang suggested it would continue with its nuclear tests. South Korean Defence Ministry spokesman Moon Sang-gyun told a briefing in Seoul that Monday’s joint drill was conducted to deter provocations by the North and to test readiness against another potential nuclear test. The U.S. air force said in a statement the bombers had flown from Guam to conduct training exercises with the South Korean and Japanese air forces. North Korea said the bombers conducted “a nuclear bomb dropping drill against major objects” in its territory at a time when Trump and “other U.S. warmongers are crying out for making a preemptive nuclear strike” on the North. “The reckless military

provocation is pushing the situation on the Korean peninsula closer to the brink of nuclear war,” the North’s official KCNA news agency said on Tuesday. Tensions on the Korean peninsula have been high for weeks, driven by concerns that the North might conduct its sixth nuclear test in defiance of pressure from the United States and Pyongyang’s sole major ally, China. China’s Global Times, a state-backed tabloid that does not necessarily reflect national policy, said in an editorial late on Monday the United States should not rely on China alone to pressure Pyongyang into giving up its nuclear ambitions. April could prove a “turning point”, the paper said, but “Washington ... must also continue to exert its own efforts on the issue”. It was widely feared North Korea could conduct its sixth nuclear test on or around April 15 to celebrate the anniversary of the birth of the North’s founding leader, Kim Il Sung, or on April 25 to coincide with the 85th anniversary of the foundation of its Korean People’s Army. The North has conducted such tests or missile launches to mark significant events in the past. Trump’s comment comes amid rising tensions between the US and North Korea as Pyongyang has sought to advance its nuclear and ballistic missile programmes and Washington has made a show of force in the region to deter their use.

ASEAN foreign ministers are due to meet Tillerson on Thursday for talks covering trade, territorial claims in the South China Sea and crime, among other issues. ASEAN stepped back from highlighting the maritime disputes between its members and China at a summit that concluded at the weekend, while Philippine President Rodrigo Duterte has sought closer ties with Beijing. Dhaka, May 2 (aFP): Bangladesh on Tuesday imposed a 10-year ban on a bowler who deliberately lost a match by conceding 92 runs off just four legal deliveries in protest at umpiring decisions. Sujon Mahmud from Lalmatia Club was found guilty by the Bangladesh Cricket Board of bringing the game into disrepute. Lalmatia Club were barred indefinitely from competition, with their coach, captain and manager punished with fiveyear bans from the Dhaka

Second Division League. In a 50-over match last month, Lalmatia Club were dismissed for just 88 off 14 overs before opponents Axiom Cricketers reached 92-0 off four legal balls. Sujon bowled 13 wides and three no-balls in the first over, all of which reached the boundary and cost his side 80 runs. Batsmen can score off such illegal deliveries but they do not count as part of a bowler's regular six-ball over. Axiom opener Mustafizur Rahman smashed three fours off Sujon's four

legitimate balls to take his side home in just 0.4 overs in Dhaka. The cricket board also imposed a ten-year ban on another bowler, Tasnim Hasan, and blacklisted his club Fear Fighters after they threw a separate match in similar fashion. "We have found in our investigations that the bowlers bowled wides and no-balls deliberately to damage the image of our cricket," the board's disciplinary committee chief Sheikh Sohel told a press briefing.

"In neither case would a win or loss have mattered for the promotion or relegation of their respective clubs." The much awaited “Throttle Thrust II” motor rally organized by the Spearhead Motorsport Initiative flagged off today at Longrangdang, Longmisa, Mo-

kokchung with more than thirty participants racing in two different categories on the first day. The event was graced by C. Apok Jamir, Parliamentary Secretary, Tourism, Government of Nagaland, as the Chief Guest.

“Motor rally is not only a sport but also a medium for propagating friendship and generating the spirit of adventurism, discovery and also developing good comradeship among various cultures and traditional background,” said Jamir in

his address. He congratulated all the participants coming from different parts of the country for ensuring that there is peace, harmony and understanding among all sections of the community. The two day event will witness its final league of

racing at Longmisa village ground where the racers will be competing in the Autocross category. Participants from Delhi, Meghalaya and Assam and also from Kohima and Dimapur are competing in the two day event.

The second day of the CAPF Under-19 Football Talent Hunt Tournament witnessed a goals galore as 32 goals were scored from the 6 matches played here on Tuesday. In girls category played at the Indira Gandhi Stadium, Sweet Poison Club, IG Academy drubbed Christ King Higher Secondary School Kohima 8-0. Agheli grabbed a hattrick scoring in the 33rd, 38th and 40th minute while Vizovono got a brace scoring in the 6th and 14th minute. Akhala, Neichulo-u and Mhasikhono contributed a goal each in 3rd, 4th and 12 minute respectively. A match between KV Dimapur and Bayavu Hill High School, Kohima ended in a scoreless draw. In another match of the

day, Girls Sports Hostel Dimapur downed Govt High School, Khonoma 2-0. Watijungla and Seyiekhrieno netted a goal each in the 28th and 57th minute respectively. In the boy’s event played at the Kohima Local Ground, State Boys Hostel, Nagaland thrashed KV Rangapahar 4-0. Niuka scored two goals for State Boys Hostel while Apongthung and Chalvin grabbed a goal each. In another match, State Sports Academy overwhelmed KV Kohima 9-0. Kakhevi fetched a hattrick for State Sports Academy while Purakam and Kitho both scored braces. Nighato and Vinoka also contributed a goal each. Four goals from Nikedozo helped SAI, STC, Dimapur cruise to a thumping 9-0 win over Don Bosco. The goal scorers for SAI includes

The first Dzükou Shooting Championship, and the inauguration of Aries Shooting Range was held on May 2 at Upper Tsiepfütsiepfhe Colony, Kohima. The three-day shooting championship is being organized jointly by Aries Rifle & Pistol Shooting and Dzükou Rifle Shooting Club, conducted by The Nagaland Rifle Association (NRA), Dimapur. sional shooters. With this initiative, Jamir inaugurated a 10 meter range shooting for Air pistol and Air rifle shooting, which is the first of its kind in Kohima. The training session will begin on May 3 followed by the championship on May 4. Jamir mentioned that if the shooter qualifies, they will be able to compete in Nagaland shooting championship which would be held in the month of June this year. Altogether, 19 shooters including two women have registered for the championships, besides the participation of kids above the age of 12. The Aries Shooting Range was dedicated by Rev. Moa Longchari, Pastor of Baptist Mission Church, Kohima.
