DIMAPUR, MAY 4 (MExN): The Naga Mothers Association (NMA) has expressed concern at the rising incidents of armed violence in various parts of Nagaland and neighbouring states. A press note from the NMA appealed to the NSCN (K) to “reconsider and extend its Ceasefire with the Government of India in the interest of the people and the craving for lasting peace in our lands, irrespective of borders.” The NMA also appealed to the Government of India to “initiate extension of the hard earned Ceasefire with the NSCN (K) in the interest of the people and peace in our Naga areas across boundaries.” As mothers, the NMA expressed pain at the loss of lives and appealed to both sides to “rethink and immediately initiate reviving and extending the Ceasefire in the interest of the people, it’s women and children.”

35% children have poor lung health in India KolKATA, MAY 4 (IANS):Around 35 percent of school going children in India suffer from poor lung health with pollution being one of the major factors in determining lung health in children, a survey revealed on Monday. The nationwide survey was carried out on 2000 children aged nine to 15 years. Conducted by the HEAL Foundation, it was aimed at mapping the effects of air pollution on breathing capacity of young children. “Around 35 percent school going children in India suffer from poor lung health confirming the worst fears due to
rising air pollution and deteriorating air quality,” Manjari Chandra, representative of the foundation, said. She said children in the national capital are the worst affected with a total of 40 percent in the “poor” and “bad” zone in the test. Parthasarthi Bhattacharya, director of the Institute of Pulmocare and Research, said preliminary results point to the bad situation in India for children’s lung health. Citing reports, he said lung capacity of Indians is 30 percent lower than that of Westerners.
Violence against women and the prevention of women in participating in decision making process are two major issues facing indigenous women in the North East (NE), points out a recent report from the Asian Indigenous Peoples Pact (AIPP) Foundation. The report entitled ‘Indigenous Peoples Human Rights Challenges North East India 2015’ was published by the AIPP with financial assistance from the European Union’s European Instrument for Democracy and Human Rights (EIDHR). Despite having some of the best gender indicators in India, violence against women in the NE is still widespread, observed the report. It said that violence within and outside the community is a serious issue, as women are targets. Within the communities and the families, women suffer from patriarchal attitudes towards their ‘subordinate roles.’ The AIPP stated that the Prevention of Domestic Violence Act 2005 “contrary to popular expectation and official claim” has not been well implemented in any state of the NE. The main problem areas identified are the absence of, or lack of awareness and insensitivity among different stakeholders notified under the act, as well as proper budgetary allocations. ‘Pursue border issue based on historical perspective’
DIMAPUR, MAY 4 (MExN): The United Naga Tribes Association of Border Areas (UNTABA) today resolved to abstain in the Supreme Court hearing as witnesses with regard to the interstate boundary demarcation issue between the states of Nagaland and Assam. This was resolved in a public meeting on May 4 in Dimapur. A press note from the UNTABA informed that this stance has been taken to enable the Government of Nagaland to pursue the issue at the political level based on the historical perspective including various political agreements made between the people of Nagaland and the Government of India. Until the interstate boundary is demarcated based on historical per-
spective, the Government of Nagaland should implement the interim agreement of 1972 by not allowing illegal settlements of hundreds of villages/townships, tea estates, roads and Border Out Posts (BoP) in concerned reserved forests, demanded UNTABA. It further urged that all the reserved forests mentioned in the 12th & 13th point of the 16 point agreement including the forests that were included in the Naga Hills Forests through notifications in the year 1867 and 1875, should be included in the pursuance for final inter-state boundary demarcation. The UNTABA then called upon the Nagaland government to immediately ascertain the list of illegal
settlements of people including Tea Estates, Assam Police Border outposts, and other establishment in the reserved forests w.e.f. 1972 Interim Agreements till date and pursue for immediate eviction. The public meeting also discussed recurring tensions along the Assam Nagaland border and condemned the “arbitrary eviction drive against the Naga inhabitants by the administration of the bordering/ neighboring district of Assam.” It further condemned the “dormant attitude” of Nagaland state’s administrative machineries in failing to provide security to its people and its inability to enforce the terms of the interim agreements with its counterpart.

DIMAPUR, MAY 4 (MExN): Nagaland state Chief Minister, TR Zeliang met Union Minister of State for Home Affairs, Kiren Rijiju today and requested that the Government of India insist on the NSCN (K) to reconsider their stand and extend the Ceasefire Agreement. A press note from the Chief Minister’s Office stated that only through dialogue and negotiation would permanent settlement and peace be brought to Naga society. An emergency Cabinet meeting was also held at CMO on May 4 to deliberate on Sunday’s Ambush in Tobu, where eight security personnel and one gunman were killed. The Cabinet expressed concern over the incident that took place in spite of its appeal issued earlier to maintain the ceasefire. It further stated that killings cannot bring about solution to the prolonged Naga political problem and appealed to all concerned to desist from violence.

GUWAHATI, MAY 4 (TNN): The newly floated conglomerate of four militant outfits of the North East – NSCN (K), ULFA (I), NDFB (S) and Kamatapur Liberation Organization - has claimed responsibility for killing eight jawans in Nagaland’s Mon district in the Sunday ambush. The new common platform has been named United Liberation Front of West South East Asia (UNLFW). It was formed last month in Myanmar. This joint force is headed by chairman of NSCN (K), SS Khaplang. Central intelligence agencies earlier had information that apart from these four outfits, the new platform also included as many as six Meitei outfits of Manipur. A copy of the declaration of the new platform sent to TOI by ULFA (I) leader Paresh Baruah, however, states that only the four outfits are the members of UNLFW. Assam Police additional director general (SB) Pallab Bhattacharya said coming together of these four groups is a major concern for security forces. Act of cowardice: Governor Nagaland state Governor, PB Acharya further termed the act as “extreme cowardice” and stated that the “innocent soldiers were killed in an ambush when they had gone to fetch water and not in a combat.” He further said that violence has no place in a democracy and added that the Government

I condemn the incident. With such incidents the peace process in the region will be affected,” he told reporters on the sidelines of an event to celebrate Buddh Poornima. He said the government has appealed to NSCN and talks are on with them for bringing peace in the region and hoped such a dialogue yields good results. “NSCN is doing ceasefire abrogation which is not good. We want that peace prevails in the region and good results should come out of the peace dialogue currently on there. We take serious note of the incident from the security point of view. 'Tourism in NE can flourish in Buddhist sites' agartala/KohIMa/ Itanagar, May 4 (IanS): Tourism could flourish in the northeastern states due to the Buddhist sites in the region, Nagaland, Assam and Tripura Governor Padmanabha Balakrishna Acharya said on Monday. "The northeast being the gateway of India's 'Look East' policy, the region can be made a more effective tourism destination based on goodwill of the crores of followers of Lord Buddha in the region and the adjoining countries," Acharya said in a statement. "Without a single drop of blood, Buddha conquered the hearts of the people of the world. India is fortunate to have crores of his followers from neighbouring countries like Thailand, Korea, Bhutan and Japan," he said. Only 250 km out of the NE's 5,687 km outer perimeter touches India. The remaining 5,437 km represents international boundaries with China (1,300), Myanmar (1,643 km), Bhutan (516 km), Bangladesh (1,880 km) and Nepal (97 km). Paying rich tribute to Lord Buddha on the occasion of Buddha Purnima on Monday, Acharya gave a call to spread the message of goodwill of Gautama Buddha, as the occasion is celebrated across the world as "Buddha Jayanti". The main functions of the Buddha Jayanti were being held at the Tawang Monastery in Arunahcal Pradesh's Tawang district. Built in 1681, it is one of the largest Buddhist monasteries in India and draws a large number of visitors and is an important centre for Buddhist learning and cultural studies. It was also observed across the NE region on Monday with prayer sessions in the various temples and monasteries, in Arunachal Pradesh, Sikkim, Assam and Tripura.Devotees thronged the Buddha temple at Polo grounds in Shillong, one of the oldest Buddha temples in the NE India.
The Mapithel Dam is located on the Thoubal river in Ukhrul district of Manipur. Human Rights Initiative, Manipur (HRI) secretary W Joykumar, deliberating in the discussion as a resource person, stated that despite heavy protests against the construction of Mapithel Dam, the Irrigation & Flood Control Department (IFCD) has started blocking the water flow of the Thoubal River and continuing the construction of the mega dam project, also known as Thoubal River multipurpose project. This mega dam is also known as Maphou Dam. He said so far some villages have been submerged, and several other villages that fell within the submergence area will soon face the same situation. The area of submergence and the dam site is inhabited mainly by people from the Kuki and Naga groups. Joykumar also expressed discontent over the Manipur Government
for its decision to continue construction of the dam despite heavy protests from those affected by the dam. The project has been undertaken by the IFCD, with assistance from the Central government. The Construction of the dam began in 1989. “The livelihood of the villagers residing within the submergence area has been pillaged,” the HRI leader regretted. He said livelihood of almost all the villagers depends on the Thoubal River where they mine sand and carry out fishing and farming. Joykumar said that now a vast forest land area will also be go under water soon due to the mega dam. “The attempt to deprive thousands of people of their existence is a destructive policy of the State Government,” the HRI secretary rued. He emphasized the need for launching a series of protests against the mega dam project to prevent the Government from continuing the construction work.

guwahatI, May 4 (IanS): Assam Chief Minister Tarun Gogoi on Monday expressed concern over the attacks on security forces by militant groups in the northeast region and asked the central government to take serious note of the menace. His comment came a day after eight security personnel were killed when NSCN-Khaplang militants triggered a powerful blast and ambushed a convoy of the Assam Rifles in Nagaland along the border with Myanmar. "It's a matter of concern and the central government must take it seriously. The development assumes significance as the militant groups have come together despite the differences they have," Gogoi said at a press conference. "The recent attack also implies that the northeast region is still not free from insurgency." The Nationalist Socialist Council of Nagaland-Khaplang (NSCN-K) faction in March withdrew from the ceasefire talks with the central government and stepped up its attacks on security forces in Nagaland and Arunachal Pradesh.

Itanagar, May 4 (PtI): Union Home Minister Rajnath Singh has assured his ministry would look into rolling back of Armed Forces (Special Powers) Act (AFSPA) from Arunachal Pradesh, a major students union of the state said on Monday. The assurance was given by Singh when All Arunachal Pradesh Students Union (AAPSU) delegation met the minister at his residence in the national capital yesterday and submitted a memorandum to him. Singh said the notification regarding extension of AFSPA to nine districts other than besides Tirap, Changlang and Longding is being kept in abeyance, AAPSU said in a statement on Monday. He said he would discuss the issue with Union Minister of State for Home Affairs Kiren Rijiju and the decision would be based on his (Rijiju's) wish and
interpretation, the statement said. AAPSU president Kamta Lapung informed Singh that the strict tribal customs of Arunachal Pradesh prevent illegal activities from occurring and therefore AFSPA is not relevant in the state. GM set to storm India as Korea costs climb
BEiJiNG/NEW DELHi, may 4 (rEutErs): General Motors (GM.N) aims to grab at least 5 percent market share in India within the next decade, as it sees that market overtaking Japan as the world’s third biggest with projected annual sales of 8 million vehicles by 2025. The Detroit carmaker, which is losing money in India even after 18 years there, will unleash a product blitz aimed at reviving sagging sales, and will make India a new global manufacturing and export hub, taking some of the strain off South Korea, where labour costs have ballooned in recent years. As part of a strategic plan due to be announced later this year, GM will launch newly designed subcompact cars into India, where buyers are shifting from no-frills econo-cars to models offering more room and functionality. “India may be the last big white sheet of paper in the automotive industry,” Stefan Jacoby, GM’s chief of international operations, told Reuters in a recent interview. India’s autos market has been steady for the past few years, with annual sales of just above 3 million vehicles, but Jacoby sees that changing with Prime Minister Narendra Modi, who took office
last year, vowing to reboot Asia’s third-largest economy. “India has gained back confidence,” especially after Modi’s election, said the 57-year-old, who joined GM from Volvo Cars in 2013. “We’re pretty optimistic. We see growth potential in India, and believe there’s a good opportunity for the Chevrolet brand to take share in this market. There’s more prosperity and buying power. Vehicles selling for $5,000-$8,000 will more and more disappear in India.” The gradual pivot to India mirrors moves by Ford Motor (F.N) and Nissan Motor (7201.T) to modify their strategies to give them the ability to ramp up exports from India.
South Korea has for years been a low-cost export hub for GM, producing close to a fifth of its global output. But labour costs have risen by nearly half in just five years, pushing it into a high-cost bracket along with Japan. “We have no concrete plans to close factories (in South Korea),” Jacoby said, but, to remain competitive, GM Korea mst find ways to “drive efficiencies over time.” GM’s Korean factories last year produced about 630,000 vehicles, but a capacity utilisation rate of around 75 percent is too low to be profitable, analysts say. GM began rationalizing its Korean operations a few years ago, but the company “needs to face reality in Korea,” Jacoby said, noting that the power of the labour unions is a “huge challenge” for GM and, more broadly, an issue for South Korea’s competitiveness. IHS forecasts GM production in South Korea will slide by more than a third to 365,000 cars a year by 2025.

Facebook opens up Internet.org for developers Here’s a low-cost water purifier for villages NEW DELHi, may 4 (iaNs): Social networking site Facebook on Monday opened up its Internet. org for developers to easily create services that integrate with its site. “Our goal with Internet.org is to work with as many developers and entrepreneurs as possible to extend the benefits of connectivity to diverse, local communities. To do this, we’re going to offer services through Internet.org in a way that’s more transparent and inclusive,” Facebook said in a post. This decision by the international giant comes at a time when the entire nation is debating on net neutrality. The company said: “We’re building an open platform and anyone who meets these guidelines will be able to participate.” The platform that was launched on Monday will be open to all developers who will build web sites that must be optimized for browsing on both feature and smartphones and in limited bandwidth scenarios. “In addition, web sites must be properly integrated with Internet.org to allow zero rating,” the post said. The unique low-cost solar water purifier (SWP) does not require electricity and can be produced by village craftsmen, claim its developers at the Nimbkar Agricultural Research Institute (NARI), an NGO working at Phaltan in rural Maharashtra. Also, unlike commercially available water purifiers, the SWP does not suffer from problems like filter clogging or wastage of water, NARI director Anil Rajvanshi told IANS. Boiling the water is a recommended method to kill any disease-causing bacteria that may be present. But to boil the water, one requires electricity or other fuel. After a couple of years the sari will wear out and so it has to be replaced.” According to Rajvanshi, the system costs Rs. 1,500. “NARI has not patented this technology since it feels that it should be made available freely for the rural population,” he said, adding: “Any small rural workshop can fabricate it.” For the last one year, two such systems at NARI are producing around 30 litres of potable water for all its staff members, Rajvanshi said. NARI is now exploring the possibility of scaling up this technology for village level application so that 30,00040,000 litres of potable water can be delivered.”

Assam Rifles’ ambush condemned; Condition of students ‘emotive public leaders appeal for peace and beyond pathetic’: PRSU Co-operation to NSCN (K) withdrawn Mon, May 4 (MExn): The public leaders of Changlangshu Village, Bumei Village, Monyakshu Town, Monyakshu Villag e, Changlangshu Changsa, Meinchangle, Pessao Changlu, Pessao Village, Yongkhao Village and Shinnyu Village of Mon district have condemned the ambush on Assam Rifles on May 3, where 8 personnel were killed and nine injured. In a joint meeting held at Changlangshu Village on May 4, the public leaders asserted that such bloodshed and violence within Monyakshu sub-division will not be tolerated and “it is against the interest of the general public who desire peace and tranquillity to prevail in the region.” The meeting resolved to take all measures to prevent such bloodshed and not to cooperate with any faction or group that create violence and bloodshed within Monyakshu subdivision as per the joint
resolution of Tobu–Moka adopted on April 17, 2015, stated a joint press statement from the leaders. The NSCN (K), being involved in the attack, would lose the co-operation of the above villages, according to the statement. Public rally on May 6 to condemn the incident Meanwhile, the Tobu Area Students’ Union (TASU), KNSK Tobu unit, and various unions and societies under Tobu subdivision have also jointly condemned the ambush which happened near Changlangshu Village under Tobu sub-division. “The incident has created much tension and fear psychosis amongst the civilians and thus affecting the peace and tranquility prevailing in the area. It has also perturbed the career of students especially at this time of admissions for the HSLC & HSSLC passed students,” stated a condemnation note appended
by TASU president. The organisations appealed to the NSCN (K) to abstain from such violence within the jurisdiction in the near future. “The people of Tobu area will have its own course of actions if normalcy of the people is further affected,” the statement cautioned. It further appealed to the government to bring the prevailing situation to normalcy without causing further peace instability and insecurity. The organizations also acknowledged the Changlangshu VGs and village councils for timely intervention and recovering the dead bodies. Meanwhile, it was informed that with regard to the incident, the Konyak Union, Tobu Unit has called a meeting of all Village Councils under Mopong Circle, Monyakshu circle & Tobu circle on May 6 at Tobu HQs, which will be followed by public rally to condemn the incident.

Rev. Fr. Thomas Toretkiu, Secretary to Bishop was the main celebrant. Rev. Frs Sajimon, Loyola, Kokto, Charles concelebrated the Holy Eucharist. Rev. Fr. Thomas Toretkiu in homily said “ever since our first election in baptism. God’s love has invaded our lives. He has nourished and cared for us with the love and tenderness of a mother.” He quoted Jeremiah 31.3, “I have loved you with an everlasting love, so I am constant in my affection
for you.” This relationship, he said, caused our faith to grow in stature and to assume the dimension of responsive love. True love is ever-giving; thus, he maintained that the experience of loving God in return culminated in the public profession of our love, sealed by God and accepted by the church in his name. Further, he pointed out that the divine life is also the pervading presence of the Holy Spirit in everything. God’s mission, Rev Fr Thomas stated, is a task which calls for love, yet more love, and nothing but love. “It is our duty, therefore, to be docile and open to his influence, so that he can burn away our sins and imperfections and

TuEnsang, May 4 (MExn): The Pathso Range Students Union (PRSU), the apex students’ body of eight villages under Noklak sub-division in Tuensang district, has inspected all government institutions in its jurisdiction and expressed dismay over “weak governmental functionaries.” The students' union toured eight government primary schools, two government middle schools, one government high school, sub centre and public health centre from April 30 to May 1. The union in a press statement lamented that despite the government’s assurance on repeated pleas over the years, it has turned a deaf ear to the union’s cry hitherto and that the discrepancies almost remain the same. It pointed out the administrative inconvenience in the only EAC headquarters at Panso Town, which has been without an EAC since 2009. The tour also found that almost all the schools were running with shortage of teachers. It expressed shock to learn that two government primary schools were functioning without Hindi teachers since the past five years. One arrested for theft in Kma hotel kohiMa, May 4 (MExn): An employee of a “reputed” hotel in Kohima, who had fled after stealing Rs. 50,000/from the hotel’s office, was arrested on May 2 at Diphu, Assam. Old Jalukie villagers’ effort to conserve biodiversity NBC Kohima prays for Nepal JalukiE , May 4 (MExn): An injured red serow (Capricornis Rubidus) was found by local forest guards patrolling the community forest conservation area at Old Jalukie village on April 18. The animal, assumed to be about 8-9 years old and weighing 40-50 kg, was found grievously injured by bullets on the abdomen, a release from Rampaukai, Assistant Conservator of Forest, i/c Jalukie Range, Peren Division informed. The next day, the red serow was brought to veterinary dispensary at Jalukie for treatment under the supervision of animal experts.
Dr. Yovino Mekro, Veterinary Assistant Surgeon, Jalukie; Dr. Silubo, Veterinary Assistant Surgeon, Peren and staff of the dispensary rendered all possible help for proper treatment to the injured wild animal. However, despite all efforts by the team of experts for straight 6 hours, the animal succumbed to its injuries. The animal was later taken to the Jalukie Forest Range office premises and a burial was carried out in the presence of staff and public of the area, the release said. In this regard, Rampaukai has lauded the sincere efforts of the Old Jalukie villagers, “who despite so
many odds, had stood true to its promise of biodiversity conservation and had always been a pioneer of community conservation efforts in the region.” He also thanked the officers and staff of veterinary dispensary, Jalukie, who had tried their best to save the animal and in doing so demonstrated their cooperation and concern towards saving wild animals and birds. He sought their co-operation even in the days to come. The rescue effort demonstrated by the Old Jalukie villagers, he said, was a worthwhile effort and shall go down in the history of
community conservation as an eye opener and a lesson to be learnt by one and all in the present context. Rampaukai reckoned the rescue effort as well as the action of the Old Jalukie villagers in biodiversity conservation as a major attitude change against the backdrop of a prevailing hunting culture and fast diminishing forest covers in the region. Meanwhile, C. Vilalhoulie, Divisional Forest Officer, Peren expressed optimism in this regard and congratulated the Old Jalukie villagers for the extra effort it had taken to rescue the red serow.

kohiMa, May 4 (MExn): Nepali Baptist Church (NBC) Kohima today held special prayer service for Nepal earthquake victims within the church premises in Midland Kohima. The service, led by Associate Pastor Surjay Sapkota, prayed for the souls of earthquake victims, bereaved family, retrieval of bodies under the debris, speedy reach of relief materials to the
needy and also that no epidemic spreads in the country. The congregation also prayed for the doctors and paramedics and all those engaged in relief works and Government of Nepal. Prayers were also made for the victims of earthquake in India. Hundreds of Nepali believers and well-wishers joined the service, which culminated with lighting of candles.

‘Massacred Day’ observed at Mhainamtsi village pErEn, May 4 (MExn): Bereaved Families Mhainamtsi (BFM) observed May 4 as ‘Massacred Day’ in remembrance of the May 2000 “massacre” in Mhainamtsi village. The day was observed at the village council hall with Zeliangrong Baudi Nagaland (ZBN), Mhainamtsi Village Council, Mhaikam Village Council, Rongmei Council Nagaland (RCN), Rongmei Council Peren (RCP), Rongmei Youth Organization Peren (RYOP), and Rongmei Naga People’s Organization. K. Adin in his introductory note highlighted the brief account of the incident and objective of
organizing the “Massacred Day”. The president of ZBN, Rangsam N. Hau voiced out the “urgency to organize and actualize the move at the call of duty on time.” He further motivated the people to be action oriented and walk the talk. He regretfully questioned why the villagers were silent and inert when the wives of the massacred were widowed and their children orphaned with no help given in compassion. The village council chairman meanwhile recalled the incident wherein six precious lives of Mhainamtsi village citizens were taken while they were working in their fields. Meanwhile, the BFM
submitted a memorandum to ZBN for needful and early consideration of their grievances and desires to be fulfilled. The memorandum, according to a release from Organising Committee, Bereaved Families Mhainamtsi, stated that the government of Nagaland and the authority concerned did not “adequately address the matter as deserved and expected.” Ex-gratia was denied to the bereaved and no sort of humanitarian care was extended to them, it alleged. It further demanded that the ‘Massacred Day’ be declared as Black Day of the Village, the Rongmei and the Zeliangrong family in
general and to officially recognize the day to be observed every year in the village and all the Zeliangrong areas in Nagaland. It was also urged that a monumental stone/ structure/ trophy in the names of the massacred be erected or sanctioned. An educational and sustainable assistance to the children of the massacred families was also demanded. According to the release, the president of ZBN assured and consoled the bereaved families that the issues highlighted in the memorandum will be discussed giving top priority in the general assembly of the Baudi.

E
ducation in the Naga context is in dire need of wellmeaning interventions. This implies a process that could involve: the education system undergoing selfcriticism to enable relevant transformation; and people’s attitudes and approaches to education embarking on a deliberate and conscious paradigm shift. But to really bring about a relevant and meaningful change in the education system, one needs to begin by broadening and exploring the understanding of education beyond the existing realm. The process of engaging with dilemmas of education should begin by acknowleding the fact that no education is neutral nor is the student the primary beneficiary. Micere Mugo reminds us that: “education is one of the most political institutions of the superstructure and that as such it cannot be regarded as neutral, in the sense of not having a social vision, mission and agenda.” She adds, education “is created by a political system and the latter ensures that its interests are served.” The concerns raised in her analysis are validated by Everret Reimer. “True education,” Reimer wrote, “is a basic social force. Present social structures could not survive an educated population, even if only a substantial minority were educated […] People are schooled to accept reality. They are educated to create or recreate one.” In other words, education when truly imparted empowers free and conscious beings. By rejecting all forms of status quo, they take the responsibility to create a new political order that is relevant and responsive to their needs and aspiration. Ironically, it is the very notion of ‘change’ that causes fear in the hearts of the powerful. And in their pursuit for power, their need to control education and subdue the voices of conscience becomes inevitable. As Babu Ayindo would say, it is in the absence of conscience that unjust structures and systems thrive in spite of, or because of the schooling one undergoes. Indeed in the current context, students are schooled to adjust and survive within existing structures and systems. In this manner the imagination is conditioned to accept the existing status quo in place of building a value based society. Subsequently, the capacity to confront, unravel and recreate the world is efficiently neutralized. Hence, one must question: If in general ‘education’ is designed to limit imagination, suppress free and critical spirit, and numb one’s capacity for social change, what then is the purpose of education? To be a vibrant and creative society that is concerned with living, it is essential to rediscover what Allan Smith termed “consciousness of the objective interests of one’s society.” The question, therefore, is how do educational institutes liberate themselves from the powers that be and rehumanize itself. Amilcar Cabra states, “Self criticism is an act of frankness, courage, comradeship and awareness of our responsibilities, a proof of our will to accomplish and to accomplish properly.” This could start with the process of rediscovering the three fundamental elements of knowledge: Truth, Morality and Technique. It is a journey that involves the personal and the collective characters of the human spirit with a continuous process of ‘reflection and action.’ The rekindling of Education towards its fullest development must therefore, be a political act.

hockingly, none of the funds that have been pledged by international donors have actually been transferred to Nepal. We know rapid response is possible when security or economic interests are threatened It’s been one week since a 7.8-magnitude earthquake and subsequent aftershocks struck Nepal. The death toll has now passed 6,600 and will almost certainly reach 10,000 or more, as information trickles in from the rural areas. More than 14,000 people are injured and this number will also rise. The earthquake has caused a national catastrophe, with heartrending destruction and untold suffering. But while a natural disaster had been expected for decades, there is nothing natural about the outcome. The capacity of the government and international agencies to respond has to be understood in the context of Nepal’s history of underdevelopment, poverty and inequality. Whether in rural areas or in Kathmandu, it’s the poorest who always suffer the most. The earthquake is no different. It is in fact the dire poverty of so many in Nepal that is turning the earthquake into a tragedy of immense proportions. Nepal is amongst the world’s poorest countries, with a human development ranking of 145 out of 187 countries. Levels of inequality are on the rise and are unsustainable, and discrimination against ethnic minorities and indigenous groups remains rampant. In urban areas many houses are badly built, there is overcrowding, and access to piped water is difficult at the best of times. The lack of electricity – known as loadshedding – is a constant problem, particularly for the poorest who cannot afford alternative sources. Rural settlements are characterised by minimum basic facilities, and the poor often live in makeshift, self-built homes. They are isolated from population centres because of poor roads and unreliable public transport. According to the UN, in 2005 more than 90% of Nepalese homes were built on an informal, individual basis and there has long been a well-documented need for a massive programme of house building and upgrading. No wonder then that while a lot of modern city buildings withstood the shocks, there are many reports of devastation in the villages. The prognosis for the next days and weeks is grim. With water and sewage pipes burst, there are fears of cholera and other infectious diseases. Survivors in many communities are going to find it hard. Part of the responsibility for this desperate situation lies with the west. Nepal has never been directly colonised, but it was subject to centuries of domination by imperial powers. From the mid-nineteenth century, Britain backed the brutal and repressive Rana regime that kept much of the population in a state of chronic underdevelopment for over a century. Following the transfer of power from the Rana regime back to the monarchy, western powers backed the monarchical regime, known as the panchayat. Political parties were banned and Nepal was relatively isolated. Development was a significant part of the nationalist ideology of the panchayat, but subordinate to it. The regime was overthrown in 1990
through a popular mobilisation. Since the mid-1980s, when Nepal became indebted through World Bank-imposed structural adjustment, there have been enforced cuts to already minimal development, public services and welfare programmes. Subsequent dependence on foreign aid has unquestionably made Nepal more vulnerable to conditionalities and further debt. These in turn have produced political pressures that have forced Nepal to calibrate foreign and domestic policy objectives with western interests. For international donors, who have been working in Nepal since the early 1950s, development has always been secondary – their effort primarily went into preventing the spread and influence of communism and promoting free market ideas. For example, the overthrow of the Rana regime in 1950-51 combined with the perceived threat of communism following the Chinese Revolution led the US to establish a presence in Nepal. The aim was to weaken communist influence from both China and India, particularly in the countryside, by promoting rapid economic growth. US officials were conscious of the fact that it was precisely the colossal levels of poverty and inequality that made the peasantry vulnerable to communism. But it’s arguable that the US failed in these efforts. Communist parties grew in popularity and, following the 1990 people’s movement, the Maoists rose to prominence fighting a People’s War. Breaking this communist influence has also been the objective of aid programmes in recent decades. As the Maoists developed a growing base of support on the basis of struggle against poverty and inequality, western governments – and their regional allies such as India – did everything in their power to stem the Maoists’ influence. In 2006 they succeeded in bringing them into mainstream politics. Development was mainly a political project meant to strengthen western, pro-neoliberal interests, while poverty eradication was subordinate to these broader economic and political interests. The Maoists subsequently embraced the neoliberal line, almost completely eroding their support base as they joined the political elite. It is this class that shares responsibility for Nepal’s ills, including for poor governance and corruption, refusing to distribute resources more equitably, and failing to write the much-anticipated constitution. Local elections have not been held since 1997 because of disagreements amongst the parties about how to conduct them. The provision of public services at local levels has been compromised. The result is a country with a barely functioning infrastructure and, despite consistent earthquake warnings, predictions as to its size and scale, and numerous high-profile projects on disaster preparedness and emergency response, the last few days have shown these to have had little useful impact. Under these circumstances, the response of the ‘international community’ in financial terms to date has been pitiful. While ordinary people and the Nepali diaspora around the world are clearly horrified
by the tragedy – over 2,500 people attended just one vigil in Trafalgar Square in London – governments have pledged meagre amounts of aid. Perhaps shamed by public reaction, the US upped its initial offer of $1 million dollars to $10 million on Monday. The British government, despite its long-standing, exploitative relationship with Nepal, only belatedly pledged £15 million and a 60-member search and rescue team, upped from £5 million and a handful of advisors. The British public has now given more than double that of the British government – DEC has raised over £31 million in public donations. Even now only a handful of helicopters are operating shuttle missions into Nepal’s interior. It is a travesty that the Nepal government has to choose between rescuing those in the worst-hit rural communities and those on the mountains. The UN’s appeal for £270 million is significant, but still a fraction of what will be required to ensure immediate relief. But most shockingly, none of the funds that have been pledged by international donors have actually been transferred to Nepal. The government financed the entire relief operation on its own. Given the public statements from the government of Nepal and humanitarian agencies that reconstruction will be a long-term effort and billions in aid will be necessary, these sums are not only grossly inadequate, but they are being delivered unacceptably slowly. We know that the US, Britain and India and other regional military powers are capable of rapid response when their security or economic interests are threatened. It’s appalling that the same urgency can’t be focused on humanitarian relief and reconstruction that is properly funded and co-ordinated. The west has an obligation, given the history of aid in Nepal. Even if billions are eventually provided, as they were in Haiti, co-ordination remains a challenge. Aid is getting through to some areas but people are angry that it isn’t reaching them quickly enough and there is no transparency about how foreign aid in particular is being distributed. One of the problems with the aid effort is that it is driven by competition. The government of Nepal should be in charge of co-ordinating relief efforts and aid money. As has been argued, this is a matter of autonomy and governance. Much of the relief work is already being done by the Nepal Army, local organisations and the efforts of individuals on the ground. The stories that have come out about people pulling together are uplifting. Reliable research now exists showing the link between Nepal’s last major earthquake in 1934 and the current one, and suggesting that there will be another earthquake in the coming decades. Both the UN and the government estimate that more than 300,000 homes have been destroyed or damaged, but the number is almost certainly higher. When the rebuilding begins, it is imperative that all homes are earthquake-proofed, for a start. But the unmistakeable fact is that questions of democracy and development are linked. The key to development lies with the social and political struggles of the Nepali people, to which foreign interventions have in general been hostile.

MAGINE the following situation. After a grueling day at work, you plop down in front of your TV, ready to relax. Your TiVo has recorded all of the day’s March Madness games. You’ve sequestered yourself away from any news about who won or lost. Which game to watch? Suddenly, your spouse pops in and tells you to stay away from Villanova versus Lafayette, which was a blowout, and to watch Baylor versus Georgia State, a nail-biter. Is this recommendation appreciated? Hardly. Baylor versus Georgia State was exciting because the unexpected happened: It was a back-and-forth affair in which Georgia State, the underdog, clinched the upset only in the final moments. But if you know in advance that it’s a nail-biter, you will expect the unexpected, ruining the surprise. It’s a lesson that the filmmaker M. Night Shyamalan, for one, seems to have missed. Once it’s common knowledge that your movie will have a dramatic, unexpected plot twist at the end, then your movie no longer has a dramatic, unexpected plot twist at the end. To be thrilling, you must occasionally be boring. This is one of several lessons that came out of our recent study of dramabased entertainment using the tools of
information economics — the results of which were published in the Journal of Political Economy in February. When we recognize that the capacity to surprise an audience is a scarce resource (“You can’t fool all of the people all of the time”), it becomes natural to use economic theory to optimize that resource. We began our analysis by noticing a certain similarity. In a number of settings — watching basketball games, reading mystery novels, gambling in a casino — people are invested in learning the outcome (which team will win, who is the murderer, will I walk out flush or broke), but they do not wish to learn the outcome too quickly. In all of these settings, a key aspect of entertainment is the revelation of information over time. Information revealed over time generates drama in two ways: suspense and surprise. Suspense is experienced before the fact, when something informative is about to happen. Think about a baseball scenario: bases loaded, full count, two men out. We say that a moment has a lot of suspense if there is a lot of uncertainty about what you will soon think about the outcome. Surprise, on the other hand, is experienced after the fact. We are surprised if something unexpected has just happened. Think about a soccer goalie scoring from a goal kick. We say that a moment has a lot of surprise if your be-
lief about the outcome is very different from what you thought a moment ago. Once these concepts are formalized in this way, the question of how to maximize entertainment — that is, how to generate the most suspense or the most surprise — becomes a mathematical problem that can be tackled on a whiteboard. The solution yields some simple insights (for example, remember occasionally to be boring) but also many nuanced ones. For instance, to maximize suspense, a mystery novel should have no more than three major plot twists on average. Of course, that last qualification is crucial: The exact number of plot twists should be unpredictable. We can also determine how a change in rules (in a card game or a sport) would have an impact on entertainment. In the context of casino gambling, our computations show that eliminating the ability to split and double-down in blackjack would reduce both suspense and surprise. In sports, elimination tournaments like March Madness are seeded so that the top two teams are expected to meet in the final. But top seeds may be eliminated early on. That’s exciting when it happens, but that excitement comes at the cost of a less dramatic final. Could it be more exciting to have the top seeds play in the first round,

then let the other teams compete for a chance to unseat the victor? Our analysis shows that this rule change would increase the overall surprise value of the tournament but would have ambiguous effects on suspense. Playoff series in baseball feature an intriguing trade-off. The longer the series, the less consequential each individual game is. Imagine the tedium of a best-of-99 series. On the other hand, if the series is too short, then there is too little time for the suspense to build. We found that the typical five- or seven-game series works well because it allows uncertainty about the eventual winner as well as large swings in the likely outcome with each passing game. In general, the more evenly the teams are matched, the longer is the optimal series. Academic analysis of the determinants of entertainment is in its infancy. Future work, whether built on information theory or not, should help us better understand why we are moved by certain sports, novels and games. This might help us design better entertainment. In examining history, it is hard to avoid the conclusion that a number of major ‘stabilizing interventions’ should not have occurred at all

he current military escalation against ISIS, French engagement in the Sahel, and numerous UN and regional peacekeeping operations illustrate that military interventions are unlikely to disappear anytime soon. Today, most of these interventions, at least nominally, aim at ending armed conflict and (re)building functional states with some degree of inclusive governance. It is a good idea to ask why such policies often fail. Even when narrow stabilization goals are met, such as in a number of French interventions in Chad and the former Zaire, this often occurs at the expense of long-term stability and democratic governance. Interventions rarely, if ever, positively contribute to improving the political environments that originally generated the crises which sparked the interventions in the first place. While each case is clearly different, the failure of most of these interventions to achieve the desired stability and accountable governance implies a need for a serious rethink about how interventions are conducted. In some quarters, this has revolved around debates over the effectiveness of counterinsurgency methods. This discussion largely misses the point. Military effectiveness has very little bearing on the success of interventions. Instead, inherently political factors pose nearly insurmountable obstacles to the success of ‘stabilizing interventions’, regardless of the quality and doctrine of intervening forces. Indeed, most such interventions feature a recurring series of obstacles. Grand narratives Whether combating Islamist-inspired guerillas, communist expansion, or regionally-backed rebellions, policymakers in intervening countries often view the conflicts of ‘host’ countries through the prism of broader ideological struggles. While these interpretations often contain grains of truth, they can obscure more than they reveal about the character and motivations of civil war dynamics, particularly in its local dimensions. The problem is that flawed analyses of the politics of violence often lead to intervention strategies badly suited to the realities on the ground. During the Vietnam War, American policymakers minimized the role that Saigon’s corruption, repression, and bad governance played in fuelling the Vietcong insurgency. Instead, an obsessive focus on global communism and American credibility led to massive support for the Saigon regime, a socially destructive counterinsurgency policy, and futile efforts to apply pressure on North Vietnam. This logic also led to western support for a large number of other unsavoury regimes, in order to prevent the spread of communism. However, most Third World socialist-leaning armed groups were not directed by Moscow or Beijing, despite receiving support from Eastern Bloc patrons. Their ideology was often informed by socialist worldviews, but their politics was supremely local or national. Today, one cannot understand the dynamics of groups like Boko Haram or ISIS without reference to the very local politics that both drives their success and limits their possibilities for action. By not taking these kinds of factors into account, efforts like France’s military interventions in support of Zaire’s dictator, Mobutu Sese
Seko, may save repressive regimes, but do little else than postpone bloody civil wars and state collapse. Today, security assistance to many undemocratic states as part of broader counterterrorism efforts may have similar results and facilitate repression and long-term instability. The legitimacy problem Building the legitimacy of host states represents one of the essential problems in achieving sustainable stability. Legitimacy requires processes that cannot primarily come from the outside. Almost by definition, external interventions are likely to impede legitimacy by highlighting the host state’s inability to fulfil its responsibilities. It can also prevent the host state from doing so by providing disincentives for necessary reforms. Most ‘stabilizing interventions’ aim at strengthening host states by providing security against internal or external threats. However, regardless of the ideology or methods adopted by insurgent elites, their success is often predicated on real grievances suffered by their citizenries. More often than not, the governing regime bears a large part of the blame in generating these grievances. Interveners, such as the Americans in Vietnam, the Egyptians in Yemen, and the French in Chad, do often, at some point in their interventions, attempt to pressure host regimes to build more inclusive constituencies to address some of the political causes of civil war. However, in each of these cases, regime elites of all stripes knew very well that sincere overtures to other communities or the armed opposition could threaten regime survival. They had little interest in more participatory governance. This seems to be the case today in Iraq where, despite American and other international pressure for reform, the al-Abadi government in Baghdad is incapable of providing a credible commitment to safeguard critical Sunni interests. In such a situation, even a military victory over ISIS could become a 'catastrophic success', whereby the restoration of central government authority will be viewed as anything but a liberation by Sunni communities.
viet War in Afghanistan, the Soviet and Cuban interventions in Ethiopia, and the American wars in Afghanistan and Iraq, among others. The mere presence of a major intervention force introduces variables into internal regime politics that are difficult to predict at the outset. The French intervention in defence of the Hutu-dominated regime in pre-genocide Rwanda represents an extreme case of this. The presence of French forces helped to create the political conditions which empowered hardline elements in the regime to plan a genocide of Tutsis and moderate Hutus. By removing immediate threats to regime survival, interventions can sometimes also facilitate regime infighting. This was a frequent feature of the Chadian political scene in the 1970s during recurring French interventions. It also characterized South Vietnamese politics throughout the American presence in the country.
Congenital weaknesses Carl von Clausewitz, in one of his less remarked-upon observations, noted that the relationship between state and society plays a major structuring role in the way armies fight wars. One of the issues with security assistance programs is that host country militaries often exhibit congenital weaknesses inherent in most ‘failing’ states or those facing civil war. Truly national armies by definition include elements representing the entire nation. In countries which are ethnically, religiously, culturally, or otherwise fragmented politically, these fissures will seriously impede the military’s capacity to function, especially on national territory. These problems are highlighted by the frequent inability of major military assistance programs to build robust national militaries in fragile states. In Mali, American-trained units were largely unable to cope with the country’s rebels. While this partly resulted from the episodic nature of the training programs, the real cause was deeply political. Although localized successes, particularly at the unit level, are possible, larger structural deficiencies make real progress difficult. both at the local and governmental level may help tip the scales of counterinsurgency on the side of the interveners, but often at a steep long-term cost to both local communities and regional stability. Warnings for the future In examining history, it is hard to avoid the conclusion that a number of major ‘stabilizing interventions’ should not have occurred at all. The American wars in Vietnam and Iraq (which became a ‘stabilizing intervention’ after the overthrow of Saddam Hussein), the Soviet invasion of Afghanistan, and numerous examples of French interventions in Africa, all likely did more harm than good. Even when they did not prove economically and politically costly to the intervening powers, the lives of communities in the targeted countries certainly suffered. That said, despite the miserable track record of these interventions, they will likely remain a common feature of the international political landscape for the foreseeable future. At times, sheer humanitarian imperatives, such as the recent violence in the Central African Republic, or other considerations may leave capable states with little choice but intervention. At first glance, given their brutal ideology and stated aims, it may seem that ISIS presents us with just such an imperative. However, in light of past experience, policymakers and concerned citizens should give serious consideration to the obstacles described above before ceding too easily to anger and repugnance at what ISIS represents. ISIS is certainly not a monolithic bloc. The first order of business for any anti-ISIS coalition is a better understanding of how they operate. For instance, beyond their violent and uncompromising ideology, what has driven ISIS’ success in attracting the support of numerous Sunni Arab elites in both Syria and Iraq? What is the extent of their popular support? What are the local dynamics of violence? How does ISIS’ presence interact with community and broader tribal politics? Who are the key actors in this process? These and related questions should guide thinking on developing the bases of a political strategy. What are the limits to American or other international external political influence over the two ‘host regimes’? Among other factors, the policies of both Damascus and Baghdad bear a large degree of responsibility for this crisis. However, external influence over the former is nearly zero, while the latter cannot be forced into making necessary reforms since this would threaten the ruling coalition’s ability to govern. Substantial military assistance to either regime may only reinforce political intransigence. How does one address this problem? How can military assistance improve the capacity of Baghdad and the Kurds to combat ISIS? If they manage to recapture large Sunni Arab population centres, how will they treat local civilians? Can anyone provide a credible commitment to refrain from retaliation? Given the past history of many in Iraq’s military and Shiite militias, this question is a critical one. These issues should be at the heart of any debate over an appropriate response to ISIS. At present, given the means available, it seems unlikely that American and, more broadly, international actors are capable of tackling the political roots of this crisis and its underlying violence. If true, responsible policymakers should ask themselves what a more robust military intervention from the US and its partners could realistically accomplish.

We undoubtedly learn our alphabets by memorizing them but this foundation becomes so rigid that all throughout our years in the educational system, we learn by memorizing. Memorizing has become synonymous to learning and this has raised many concerns. Our present educational system, in the recent years, has thus taken early steps and now our courses demand slight practicality in all subjects. But our ways of learning, which are still rooted in memorizing has increased the call and need to relearn grammar in our growing English-speaking society. In kindergarten, we learn English by memorizing. So, our beginning steps to English are memorized steps, and some might argue that there cannot be any other step than the present one. This is certainly an interestingly debatable argument, because all of us learn by imitation, but what I wish to discuss on are the steps that follow these ‘foundation steps’ previously stated. Grammar is the whole structure of English as a language. We learn grammar in the classes after kindergarten where our minds are better developed to understanding syntax, morphology and other intricate components of grammar. But during these beginning grammar steps, memorizing comes into sway. And most students end up memorizing the answers to the often unchanged and unchallenging “Fill in the Blanks” questions that come under the grammar section of our question papers. We fill them in as memorized and without proper or any understanding on it. This hinders our knowledge on grammar and in the next class, grammar becomes uninteresting because what should have been learnt last year, was not. In middle school, during our time, the grammar subject was called “English II”. I remember a particular incident when our teacher asked us what the other name for “English II” was. Embarrassingly, no one could answer. All I heard being answered was “English” without the “II”. This incident subtly shows how less we know of grammar. Grammar is a journey so intriguing and any child, if only given a push towards curiosity, will find its adventure breathtaking and unending. I agree with Ken Robinson’s statement that if a child is curious, he/she can take in massive amounts of knowledge without much aid from teachers. We all know this to be true, because we have all been children at one point. And we have all learnt a thousand things just because we were curious. It is worthwhile pondering on why in the incident above, my fellow students could not answer to the question that was asked. Could it be because no one had told us to memorize that? Could it be because something had failed to spark our inbuilt curiosity? Grammar and its rules are like Mathematics theorems; if you learn them once, you can use it to solve all the ‘solutions’. Once you understand grammar in all its simplicity, you can get the answer to all your problems. Those hazy moments when you could not decide whether it should be ‘principal’ or ‘principle’ and ‘this’ and ‘these’ will definitely be solved. The fad for memorizing our grammar answers has had such a damaging effect on the ‘English’ of a large amount of our educated population who sometimes cannot make out the difference between ‘send’ or ‘sent’. We ‘spell by ear’ and ‘write by ear’ and I am confident in saying that we would not be doing it had our beginning grammar steps been otherwise. Confusing ‘fate’ with ‘faith’, ‘save’ with ‘safe’, ‘advice’ and ‘advise’, muddling up tenses and putting plurals and singulars at wrong places, and often at the same places, are little instances that urge us to relearn grammar. Simple and proper sentence construction has become a harder task than teaching our dogs to do their jobs at the right places. This is because we have been keen to memorizing and our expressive composition skills have been curbed in turn. We express in our own mother tongue or Nagamese and translate them to English both in composition and speaking and one can imagine the disarrayed result. Sticking to textbooks and not venturing to other creative or literary books outside of syllabus has evidently grown into us. We forget to keep reminding ourselves that “One should be a great reader to be a good writer”. The need to read goes hand in hand with the need to relearn grammar. Those that are familiar with the musty scent of books are those that are familiar with grammar. The same hands that hold these musty books are the same hands that pen down grammar in all its true sense. Grammatical errors have become a historical plague amongst our learned people. It is time we stop depending on technology to correct our errors and indulge in the journey of the ‘need’ and ‘want’ to relearn grammar. We should nurture in ourselves the spark of curiosity, acquire linguistic knowledge by ways apart from memorizing, write and spell by knowledge and attempt to be a good reader. As a literature student, I have penned down ‘passionate’ solutions to this malady of bad grammar. But I anticipate that scholars and students from other fields will come up with further varied, interesting and perhaps more practical ways to formulate a vaccine for this malady. New Delhi, May 2 (iaNS): Observing that the situation in earthquakehit Nepal was “beyond our imagination”, Prime Minister Narendra Modi said on Monday that India should share the pain of the people of the neighbouring country. Modi said he was sad that the land where Lord Buddha was born was in serious trouble following the April 25 earthquake that has claimed thousands of lives and left thousands of others injured. Speaking on the occasion of Buddha Poornima at the Talkatora Stadium here, the Prime Minister said: “I pray to Buddha that the earthquake victims should not suffer any more.” He said the gathering was conscious of the suffering that the recent earthquake has caused in Nepal, but added that this is also an opportunity for everyone to follow Lord Buddha’s message of “karuna” (compassion), and wipe the tears of those suffering in Nepal. “We should share the pain and wipe the tears of people of Nepal,” Modi said. “The birthplace of Lord Buddha, our beloved brother Nepal is going
through a massive crisis. People of Nepal have to bear this difficult situation. It is difficult to imagine how long and arduous this journey will be,” he said. Led by the Prime Minister, participants at the venue offered a special prayer for the quake victims. India has deployed massive resources, including military forces, for rescue and relief operations in Nepal. Modi said Lord Buddha’s timeless message of love and compassion could help rid the world of the problems of war and violence. The whole world has acknowledged that the 21st century will be Asia’s century, he said, adding that Buddha’s teachings would be the inspiration and guiding spirit for Asia as it showed the world the path to relief from problems of conflict and hatred. Modi recalled his visits to Buddhist temples recently in Japan and Sri Lanka and also in China when he was chief minister of Gujarat. He said that the profound spiritual consciousness that pervaded these temples must be forged into a powerful force for good in the world.
New Delhi, May 4 (iaNS) A woman activist on Monday urged AAP leader Kumar Vishwas to clarify his relationship with her, prompting both Kumar Vishwas and the AAP to deny assumptions of wrongdoing as "baseless". The Aam Aadmi Party volunteer said she had approached the Delhi Commission for Women (DCW) against Kumar Vishwas seeking his clarification. "I want Kumar Vishwas to come forward and clarify that there was nothing between us. I have suffered a lot because of this entire matter," the complainant, her face partly covered, told the media here. "My family is not with me because of this issue. I have been living alone for the last one month. The AAP is also not supporting me," she said. "I want my respect back." She did not hurt any criminal allegation against Kumar Vishwas. As Nepal picks up pieces in the aftermath of last month’s devastating earthquake that killed over 7,000 people and injured more than 14,000, some have picked holes in the “relentless and aggressive” coverage by the Indian media. By Sunday evening #GoHomeIndianMedia, which was created on Twitter for slamming the Indian media, was the top trending hashtag in Nepal with more than 60,000 tweets on the topic. As grief-stricken people in Nepal took to social media in droves to complain what they called as Indian media’s “insensitive” reportage of the worst earthquake to hit the Himalayan nation in 80 years, the criticism ironically came on the occasion of the World Press Freedom day today. At the same time, there have been critical responses to the negative reactions in the social media with comments like the Indian media coverage being “largely responsible” for how the rest of the world saw the Nepal tragedy and even driving global response. While grateful for the aid and help in rescue efforts, some sections of the media were panned on the social media for pitching the tragedy as a “Public Relations exercise” for the Indian government. In a blog published on CNN, Sunita Shakya of Nepali origin writes, “Your media and media personnel are acting like
they are shooting some kind of family serials.” She also goes on to describe a couple of instances where she says the reporter did not do enough to help the injured person in need. “Thanks to tons of reporters who came to Nepal from those rescue planes of India, you took a seat where a victim could be transported to hospitals/ health camps. Thanks to you all reporters, you took a seat where a bag of food and supplies could be placed to send to those hardly hit places,” she added. Kunda Dixit, a veteran journalist, was quoted has having said that some Nepalis, not all, feel India media is a bit patronising in their attitude and that is perhaps why such sentiments are being expressed. The Indian media was accused by the Twitterati of being insensitive to survivors, asking them irrelevant questions such as “How are you feeling?” and not rendering help to those needing immediate medical aid. “If your media person can reach to the places where the relief supplies have not reached, at this time of crisis can’t they take a first-aid kit or some food supplies with them as well,?,” asked Shakya. PADANG BESAR / NAKHON SI THAMMARAT, MAy 4 (REuTERS): Thai police have arrested a man they believe is the key figure behind a brutal human trafficking network that ran a jungle camp where dozens of bodies have been found. Soe Naing, widely known as Anwar, was detained on Wednesday as authorities closed in on a camp near the Thai-Malaysia border where as many as 400 trafficked migrants, mainly Rohingya and Bangladeshis, were imprisoned for ransom, Police Colonel Anuchon Chamat, deputy commander of police in Nakhon Si Thammarat province, told Reuters. He was charged with fraud related to his failure to release a trafficked Rohingya after receiving a ransom payment. His arrest, and the uncovering of the camp containing 26 bodies on Friday, is the first major bust of a trade in humans that activists and some Thai officials say has been allowed to flourish for years amid indifference and,
sometimes, complicity by Thai authorities. “This is huge. He’s a big guy, a top guy,” Anuchon said. Anwar denies any involvement in trafficking and says he made a living tapping rubber and selling fried bread. People with grudges against him circulated his photo and accused him of trafficking, he told Reuters in Nakhon Si Thammarat police station on Wednesday. “There are many Anwars. I’m also called Anwar. But you have to consider which Anwar is actually a human trafficker,” he said. Regularly Beaten At the camp uncovered on Friday, just a few hundred meters from the Malaysian border, rows of bamboo pens sit beneath a tree canopy; makeshift water pipes run nearby. Discarded shoes litter the ground, a sign of what police say was a hurried evacuation just days before police arrived. During a visit by a Reuters reporter on Saturday, police and rescue teams could be seen pulling bodies in various stages of de-
cay from the earth. Two police witnesses who spoke to Reuters recounted allegations of beatings and murders in the camp. One, a former inmate who helped lead police to the site, said those being held were regularly beaten while on the phone to relatives in order to extract money. Those who couldn’t pay, or who crossed the traffickers, were often killed. The witness, who cannot be identified because he is in police protection, said he saw 17 people bludgeoned to death in the 10 months he was in the camp. “I saw four people beaten to death in the space of two hours,” the witness said. Police said on Sunday that initial forensic examinations of the bodies found at the site showed no signs of violent death, such as bone marks or breakages.

Instead, hearing that Kasim’s uncle had passed information on his detention to authorities, Anwar ordered him killed, the witness said.
Kasim’s uncle, Kullya Mei, separately told Reuters the camp guards called him before they killed Kasim, and placed the phone to his nephew’s face. “He said: ‘They’re going to kill me. What did you do?’” Kullya Mei recalled. The next thing he said he heard was his nephew screaming. Reuters was unable to independently verify Kullya Mei’s account. Anuchon said police were investigating the allegation. On Jan. 11, police intercepted a convoy with about 100 malnourished Rohingya huddled in trucks in the southern district of Hua Sai, said Anuchon, the police deputy commander. One woman was found dead, another two died later in hospital. Arrests following that interception yielded phone records that allowed police to piece together some of the alleged network, Anuchon said. Kasim’s alleged killing helped yield further evidence, with police saying bank transfer slips showed payments to suspected network members. LONDON, MAy 4 (AP): Britain's newborn princess has been named Charlotte Elizabeth Diana. The princess is the second child of Prince William and his wife Kate, the Duchess of Cambridge. The baby will be known as Her Royal Highness Princess Charlotte of Cambridge, royal officials said Monday. Charlotte, the feminine form of Charles, appears to be a nod to the newborn's grandfather, Prince Charles. The middle names honor Queen Elizabeth II, the infant's 89-year-old great-grandmother, and the late Princess Diana, William's mother. The princess is fourth in line to the throne after Charles, William and her older brother Prince George. William and Kate introduced the baby princess to the world Saturday evening, just 12 hours after Kate checked into a London hospital to give birth. Nepal: We will need huge foreign support for reconstruction KATHMANDu, MAy 4 (AP): Nepal’s government will need immense international support as the Himalayan nation begins turning its attention toward reconstruction in the coming weeks, in the wake of the devastating April earthquake, a top official said Monday. Nepal is one of the world’s poorest nations, and its economy, largely based on tourism, has been crippled by the earthquake, which left at least 7,200 people dead. While there are no clear estimates yet of how much it will cost to rebuild, it will certainly be enormously expensive. “In two to three weeks a seri-
ous reconstruction package needs to be developed, where we’ll need enormous help from the international community,” said Information Minister Minendra Rijal. “There’s a huge, huge funding gap.” He also said foreign rescue workers were welcome in Nepal, saying they could remain as long as they are needed. He had earlier said that the need for their services was diminishing, but later denied that he wanted them to leave the country. Soon, he added, the nation will be shifting away from a rescue mode and “will be concentrating more on relief operations.”
Since the April 25 earthquake, 4,050 rescue workers from 34 different nations have flown to Nepal to help in rescue operations, provide emergency medical care and distribute food and other necessities. Meanwhile, Buddhists turned out to visit shrines and monasteries to mark the birthday of Gautam Buddha, the founder of Buddhism. Kathmandu’s main airport remained closed since Sunday to large aircraft delivering aid due to runaway damage, but U.N. officials said the overall logistics situation was improving. The defending champions took just under three hours to break down Atletico's resistance in the previous round, wining 1-0 on aggregate with a goal in the 88th minute of the second leg. On Tuesday, they face a Juventus side who were crowned Serie A champions on Saturday with four games to spare after conceding only 19 goals in 34 games.Juve's defence has been just as impressive in the Champions League
with only five goals against in 10 games and six clean sheets. However, Juventus are also a more refined outfit than Atletico, less prone to rough-arm tactics and capable of coming out and attacking depending on the circumstances. LAs VEGAs, MAy 4 (REUTERs): Heading into the much hyped 'Fight of the Century', Floyd Mayweather Jr. repeatedly said his welterweight showdown with Manny Pacquiao was all about defining his legacy while preserving a perfect record as a professional. In many ways, it was a case of 'job done' on Saturday night at the MGM Grand Garden Arena where the 38-year-old American once again showcased his brilliant defensive skills as he won a unanimous decision over Pacquiao in their title bout. Pacquiao is renowned for his aggression and speed but the Filipino southpaw was continually outsmarted by Mayweather who, despite back peddling for much of the bout, controlled the pace of the fight and the geography of the ring. Mayweather, a polarizing figure because of his arrogance and flamboyant showmanship, improved his career record to 48-0 and said during the postfight news conference that he would fight once more, in September, before retiring from the sport. umans have experienced light millions of years before they knew What is light?. Light is everywhere, from sunsets to rainbows, from the blues and greens of the ocean to the remarkable range of colors of plants and animals, our first experiences of light and color are through what we see in the natural world. The light has also become central part of our modern civilization. We literally cannot do anything these days without light . Light is necessary to the very existence of life itself (photosynthesis), and the many applications of light have revolutionized human society through medicine, communications, entertainment and culture. To create global awareness about light and light based technologies and its impact on our life, UN General Assembly 68th Session adopted 2015 as the International Year of Light and Light-based Technologies (IYL 2015). So, naturally question comes to one’s mind is - What is light ? Our quest for definition of light has been boggling human mind for centuries. It started from religious scriptures to modern theories. Light has different meaning to different people- for some light is a form of energy and for some it is knowledge. Over the centuries, our view of light has
changed dramatically. The first real theories about light came from the ancient Greeks. They describe light as a ray -- a straight line moving from one point to another. Pythagoras, proposed that vision resulted from light rays emerging from a person's eye and striking an object. Epicurus argued the opposite: Objects produce light rays, which then travel to the eye. Arab scholars took these ideas and honed them even further, developing what is now known as geometrical optics -- applying geometrical methods to the optics of lenses, mirrors and prisms. The most famous practitioner of geometrical optics was Ibn al-Haytham, who lived in present-day Iraq between A.D. 965 and 1039. Ibn al-Haytham identified the optical components of the human eye and correctly described vision as a process involving light rays bouncing from an object to a person's eye By the 17th century, some prominent European scientists began to think differently about light. One key figure was the Dutch mathematician-astronomer Christiaan Huygens. In 1690, Huygens published his "Treatise on Light," in which he described the undulatory theory. In this theory, he speculated on the existence of some invisible medium
-- an ether -- filling all empty space between objects. He further speculated that light forms when a luminous body causes a series of waves or vibrations in this ether. Those waves then advance forward until they encounter an object. If that object is an eye, the waves stimulate vision. This was the most accepted wave theories of light of that time. Not everyone embraced it. Isaac Newton was one of those people. In 1704, Newton proposed a different take -- one describing light as corpuscles, or particles. Faraday proposed in 1847 that light was a high-frequency electromagnetic vibration, which could propagate even in the absence of a medium such as the ether. Faraday's work inspired James Clerk Maxwell and proposed that light was a form of electromagnetic radiation and travels through space with constant speed. He is enrolled with Save The Children India, a voluntary organisation founded by Mana’s mother Vipula Kadri. After her death, the actor and his entrepreneur wife took on the responsibility to run it. "Male pregnancy has been portrayed on screen, but they were all comedies. My film is a gripping tale of a pregnant man, but the pregnancy is not the only thing about the movie," Siddique told IANS. "It is a dark, emotional story about pain, anguish, love and sacrifice. My film is an eclectic intense drama performed by intelligent, but eccentric individuals to understand the basic pain behind the process of birth and what women feel. If we feel deeply what women feel, there won't be any kind of violence against women," he added. The director also stresses that his project is com-
pletely original. "My film is original from first scene to the last. I'm completely confident about my content and that's why I haven't taken a single frame from other movies. There are no Shah Rukh (Khan) and Salman (Khan) in my film so, content is the star for me," he said. Siddique says the film is "extremely bold and daring". The band's frontman Chris Martin personally emailed Alex Lewis from Stockbridge, Hampshire, to say he had renewed his "faith in life", reported BBC online. Rosemary Court, who helps manage Lewis's charity trust, said it had been "astonished" to discover the substantial donation from the band. Court said the generosity had been "such a lift" for Lewis. Lewis, a father, contracted a streptococcal infection which led to the rare Strep A Toxic Shock Syndrome. His infected limbs were starting to poison his body and had to be amputated to save his life.

MUNICH, MAY 4 (AP): Andy Murray won his first clay-court title on Monday when he overcame Philipp Kohlschreiber 7-6 (4), 5-7, 7-6 (4) in the rain-delayed final of the BMW Open. The top-seeded Murray was the steadier player in the decisive tiebreaker and clinched the close match when Kohlschreiber sent a backhand long on Murray's second match point. The final was rained out on Sunday, with former two-time Munich champion Kohlschreiber leading 3-2 on serve, and postponed until Monday. Murray was in his first final on clay and won his 32nd career title, a welcome boost ahead of the French Open — the second Grand Slam of the season that is played on clay. The Scot, ranked No, 3 in the world, became the first British man to win a title on clay since Buster Mottram in 1976. "It's incredible, Murray said. "Philipp was very tough to beat." CHENNAI, MAY 4 (PTI): A sensational bowling effort by Chennai Super Kings saw them defend a modest total as they crushed Royal Challengers Bangalore by 24 runs to regain their position at the top of the table in the IPL 8 on Monday. Having posted a modest 148 for nine in 20 overs, CSK bowlers led by Ashish Nehra (3/19 in four overs) and Dwayne Bravo (2/19 in 3.4 overs) exhibited brilliant death over skills to bundle out RCB for 124 in 19.4 overs. Such was the dominance of CSK bowlers at the back end of the innings that RCB lost as many as seven wickets for 27 runs in only 5.5 overs. From a relatively comfortable 97 for three with another 52 runs to get, RCB's slump started when Bravo effected a superb reflex run-out off his own bowling to get rid of opposition skipper Virat Kohli (48, 44 balls). Kohli had hit two fours and a six during his knock as he added 63 runs for the fourth wicket with Dinesh Karthik (23) after they were left tottering at 34 for three. Once Kohli was gone, the pro-
