A three-day long workshop on development of 2-year teacher education curriculum under the aegis of the department of education, Nagaland University (NU) and State College of Teacher Education (SCTE), Kohima got underway here today at SCTE. Gracing the inaugural function as the chief guest, Prof. B. K. Konwar, vice chancellor Nagaland University stressed on the need for developing full skill of knowledge for the benefit of the society. He also urged upon the participants to think and do seriously for the state and at the same time, he called upon them to lead the society in the right perspective. The five inmates –four boys and a girl are all students of Government School. Four students – Avito Zaputou, Vilalie Zaputou, Mezhiizolie Zaputou and Mongsai Zaputou belonged to Riizhukhhrie Government Higher Secondary School, Kohima and one student – Zubenthung Zaputou from Government High School Chandmari. All cleared in their first attempt. Four students opted to pursue their career in Riizhukhhrie Government Higher Secondary School Kohima, while one student might get admitted in a reputed private school in capital city. The decision to approve the Constitution (119th Amendment Bill), 2013, on the land boundary agreement was taken at a cabinet meeting chaired by Prime Minister Narendra Modi, Press Information Bureau director general Frank Norhona said. The bill includes exchange of territories in Assam, West Bengal, Tripura and Meghalaya. He had requested Modi to include the state in the protocol signed between the governments of India and Bangladesh on September 6, 2011. The land swap protocol envisages transfer of 111 enclaves with a total area of 17,160.63 acres to Bangladesh, while the neighbouring country is to transfer 51 enclaves with an area of 7,110.02 acres to India. A 6.1-km undefined border stretch will be demarcated with the bill being passed.

A total of 218 aspiring candidates filed nominations on Tuesday for the scheduled Autonomous District Council (ADC) polls. Filing of nominations ends tomorrow (May 6). The six ADCs which have a total of 144 seats will go to poll on June 1.

Till Tuesday, 44 intending candidates from Tamenglong district filed nomination papers, 52 from Chandel district, 11 from Senapati district, 52 from Sadar Hills, 2 from Ukhrul district and 32 from Churachandpur district. Yesterday, 17 aspiring candidates from Chandel—one each from INC and Naga People’s Front

(NPF), and 15 (Independent)—filed nomination papers. Another two Independent candidates from Churachandpur, one INC and three (Independent) from Sadar Hills also filed their nomination papers. Longest bridge in India provides quick link to LAC Sharmistha Mukherjee The Indian Express At 9.15 kilometres, the country’s longest bridge, between Dhola and Sadia in Assam, is slated for commissioning later this year, about five years after construction commenced on the Rs 876 crore strategic project that would drastically improve road connectivity to the border state of Arunachal Pradesh. Road connectivity is crucial, as the state does not have a single operational airport along its 3488-km border with China. It just has an operational heliport near Itanagar. China, on the other hand, has vastly improved roads and is building or extending air strips on its side of the Line of Actual Control (LAC). “Currently, armed forces have to enter Arunachal Pradesh via Tezpur (about 186 km from Guwahati) in Assam. There is no bridge fortified for passage of tanks around Tinsukia from where troops can cross over to Arunachal Pradesh. It takes about two days from Tezpur to reach the border in Dibang and Anjaw,” says Akash Borah, a resident of Tinsukia and deputy manager, Navayuga Dhola Infra Projects Limited, which is executing the bridge project over the Brahmaputra. The bridge is 3.55 km longer than the sea link over the Mahim Bay in Mumbai — the longest bridge in the country so far. “Strategically this bridge is of great importance as it will significantly improve connectivity from Assam to Arunachal Pradesh,” said a senior official in the Ministry of Road, Transport and Highways. BridgeAt present, Tinsukia (about 350 km east of Tezpur), on the eastern edge of Assam, is the closest access point to cross over to Lohit, and then to Anjaw district in Arunachal Pradesh. Buses and trucks ply from Tinsukhia via Parashuram Kund in Arunachal Pradesh (a distance of about 152 km) and then 45 km onward to Teju. The road is circuitous and poorly developed. The other option is to ferry across the river but that too is difficult as the Brahmaputra keeps changing its course. “The Dhola-Sadia bridge has been reinforced for the passage of T-72 tanks. Once the bridge is commissioned, it will take 30 minutes to cross over to Sadia, which is near the Lohit border. The travel time will be cut by up to four hours,” said Prashanta Bhattacharya, team lead-

There have been repeated incursions by Chinese troops in the fish-tail area — called so because of the unique shape of the LAC there — in Anjaw district of Arunachal Pradesh. In August 2013, China’s People’s Liberation Army (PLA) reportedly crossed the LAC and occupied territory 20 km around Chaglagam in Anjaw district for nearly four days. PLA soldiers make no

efforts to remove evidence of their intrusions as China doesn’t recognise Arunachal Pradesh as Indian territory. Senior government officials said while the process of raising a mountain strike corps has begun, India lacks infrastructure on its side of the LAC as compared to China. “Our troops have to be moved by air to advanced landing grounds and then walk several miles to the border posts. They are supplied by mule trains. The government has now taken a decision to strengthen the border road network,” said an official who did not wish to be identified. While the construction work on the bridge started in November 2010, the letter of appointment was handed over in June 2011. The scope of the work includes construction of the 9.15 km bridge and 16.65 km of approach roads at a cost of Rs 876 crore. Of this, Rs 592 crore is being provided by the government.

‘Made in China’ goods set new Indian standard Tata Nano GenX set to launch on May 19

NEW DELHI, May 5 (TNN): Chinese-made goods are now going for upgrades after years of flooding the Indian market with cheap below-the-radar products. Data available with the Bureau of Indian Standards (BIS) shows that over 60% of the recently registered products are “Made in China”, highlighting the eagerness of Chinese manufacturers to enhance their processes and meet Indian standards to tap into the rapidly growing market. From mobile phones to printers, power adapters, set top boxes, notebooks, tablets and servers, Chinese manufacturers are increasingly taking advantage of a new scheme — self-declaration conformity — for meeting Indian standards. Of the 1,574 items registered with BIS,

around 960 are Chinese goods, while manufacturers from Germany, the US, South Korea, Thailand, Malaysia and Singapore have not tapped the fast-track or Tatkal registration scheme as much. The list includes several international names such as Dell (tablets and servers), Sony (LCD monitors) and Cisco (servers), which have registered with BIS and are using China — often called the factory to the world — to ship goods into India. But there are also several Chinese players such as Huawei, Haier and Xiaomi that have emerged as wellestablished international brands and are now using the opportunity to conform to Indian standards. This is in addition to names such as Lenovo which established a global presence a

few years ago. But there are a vast majority of goods — from electricity bulbs and thermometers to Ganesha and Laxmi idols — where the government is yet to have domestic standards resulting in unregulated entry of Chinese products, reflected in the growing trade deficit. International trade rules stipulate that standards for imported goods need to be the same as those for local manufacturers. The higher registration from China reflects the growing interest in India and the government is looking at ways to get Chinese companies to set up local manufacturing units. “They are smart enough and are aware of the huge demand in Indian market. After we announced that only products with Indian standards certification will

be sold, they took no time to register their products under the scheme,” a government official said. Under this scheme, BIS scientists don’t need to visit factories and the manufacturers shall be registered on the basis of testing of the product against Indian standards in a BIS recognized laboratory. “They need to renew their IS number. If any firm fails to meet the norms or found flouting the standards, action will be initiated against the manufacturer. Once the BIS amendment bill is passed by Parliament, there will be harsher punishment for the violators. These will include recall of all products or compensation for damage to the consumers,” an official said. Sources said under the “Make in India” campaign

Addressing a conference organized by BIS, consumer affairs secretary Keshav Desiraju said fixing standards for the service sector such as education, ICT, tourism, retail and logistics will help India in improving competitiveness of businesses and enhance trade.

The official bookings for the car have already begun at all Tata dealerships across the nation. And, in fact, the company has also launched an exclusive campaign for its existing Nano Customers - Power of 1+1 programme. Under this programme, Nano owners will stand a chance to be amongst the first few ones to own the new GenX Nano with Easy Shift (Automated Manual Transmission). Other than the introduction of the 5-speed AMT, the same unit that powers the Zest, the vehicle also receives some design changes. Railways mull JVs for high-speed coaches, locos KoLKaTa, May 5 (agENcIEs): Railway Board is considering going for joint ventures possibly with the private sector to manufacture high-end coaches and locomotives used in long haul trains under the Make in India initiative. Currently, these are made in Railways’s own factories. Collaboration has been proposed for particularly producing specialised High Horse Power (HHP) locomotives and LHB coaches which are used in air-conditioned trains like Rajdhani and Duronto. The thinking comes at a time when the Railways is planning to completely shift to high-speed Indian men work at Nivea’s manufacturing plant that was inaugurated Tuesday at Sanand in Gujarat on Tuesday, May 5. The German skin care company’s first plant in India currently employs about 200 people and is expected to make products for sale in India, Sri Lanka, Bangladesh and neighboring countries, a press release said. evolution, though, may be considered illegitimate in Kantian postulate, is nevertheless recognised as an inalienable right which belongs to the “people” since the American Declaration of Independence, 1776. In like manner, the principle of “right to self-determination” today has been recognized under international law as a “jus cogens” norm constituting an obligation “erga omnes” from which no state can derogate. While a post-nation state dimension of the concept has been rapidly emerging, India has officially reserved the applicability of the norm to any section of people within its boundary for conventional tactical calculations in the Asian geo-political theatre. Nagas declared their independence from British India on the 14th of August, 1947. However, India with its Chinese-itching complex, lately adopted the policy of Northeast expansionism. India invaded the Naga nation and brought its territory under military occupation since early 1950s. Naga nation was forcibly annexed and partitioned thereto. The existing Nagaland state was forcibly engrafted on 1st December, 1963 and a puppet Government was inducted therein. Naga people’s struggle and resistance continue till date challenging India’s armed occupation. However, India by semantic manipulation of the conflict narratives, constantly labels the legitimate struggle of the Nagas as “secessionist” and their organisations as “terrorists”, “rebels”, “insurgents”, or “guerrillas” to deny the state of “belligerency”.

Be that as it may. The UN General Assembly Resolution 3103 (XXVIII), 1973 regards all “armed conflicts involving the struggle of peoples against colonial and alien domination and racist regimes” as international armed conflicts. Consequently, the Indo-Naga conflict being an armed conflict involving the struggle of people against colonial domination must be considered an international armed conflict which has “locus standi” under international law. Alongside this fundamental recognition, the “right to self-determination” is enshrined in the UN Charter and the common Article 1 of the International Covenant on Civil and Political Rights (ICCPR), 1966 and the International Covenant on Economic, Social and Cultural Rights (ICESCR), 1966 declares that “All peoples have the right to self-determination. By virtue of that right they freely determine their political status and freely pursue their economic, social and cultural development”. Nagas as a “people” The term “peoples”, however, in the Charter connotes that the right to self-determination under international law is conferred only upon a “people”. The pertinent question is what constitutes a “people”? According to UNESCO Experts’ “Justice Kirby definition”, a group in order to qualify as a “people” must possess some or all of the following common features: (a) a common historical tradition; (b) a racial or ethnic identity; (c) cultural

homogeneity; (d) linguistic unity; (e) religious or ideological affinity; (f ) territorial connection; and (g) common economic life.” Moreover, the group “must have the will to be identified as a people or the consciousness of being a people”; and it “must have institutions or other means of expressing its common characteristics and will for identity.” Thus, what is crucial for a group in order to qualify as a “people” is the consciousness of the group as being a “people” with distinct identity and the group need not be necessarily large. As opined by the Canadian Supreme Court in Re Secession of Quebec, a “people" may even include a portion of the larger population of an existing state. However, the term “people” should not be confused with the “indigenous peoples” or “minorities”, “indigenous peoples” and “minorities” are ordinarily entitled only to “right to internal self-determination” and not to “external self-determination”. Now the moot question is can the Nagas be said to possess the status of a “people”. Nagas for that matter have no ethno-linguistic, racial, religious or cultural consanguinity whatsoever with India, let alone ideological affinity. More importantly, Nagas have consistently asserted their separate identity with the collective will to be identified as a “people”. The Government of India in fact through its Amsterdam Declaration dated 11.07.2002, officially so recognized by declaring the “history” and “situation” of the Nagas as “unique”

– “unique history” in the sense that “Naga nation has never signed any document of accession with India in the history of formation of the Indian Union” and “unique situation” in the sense that “Naga issue accordingly is not a case of secessionist insurgency” and on personal appraisal of these crucial historical facts by the then Deputy Prime Minister of India, L.K. Advani himself, the same was formally so recognised. Thus, there hardly can be any dispute with regard to the established status of the Nagas as a “people” and the same has also been so recognized by other sovereign nations including international bodies such as UNPO. In any case, if the inhabitants of Somaliland could be considered a “people” as distinct from the greater Somali community, the status of “people” in the case of Naga nation is so much the more incontrovertible and legitimate. Nagas Right to Exercise Self-Determination It is true that “unilateral declaration of independence” and “secession” in itself are not prohibited under conventional international law. Kosovo for instance controversially declared independence from Serbia on 17th February, 2008, against which Moscow fiercely contested as violative of Serbia’s sovereignty while Washington fully backed the action. However, the International Court of Justice in its advisory opinion dated 22.07.2010, opined that Kosovo’s “unilateral declaration of indepen-

dence” was not against any principle of international law. Likewise, the Canadian Supreme Court in Re Secession of Quebec observed that “secession” by itself is not prohibited under international law and the federal government of Canada cannot deny the right of Quebec to pursue “secession”, should a clear majority of the people of Quebec choose that goal. Conversely, from the case of Katangese Peoples’ Congress vs. Zaire, it appears that a racial or ethnic “minorities” howsoever distinct do not have the right to secede from their parent states in the absence of concrete evidence of violations of human rights. The pertinent question is when does the right to secession accrue to “peoples” and “minorities”? The observation of the Canadian Supreme Court in Re Secession of Quebec suggest that a “people” who is blocked from the meaningful exercise of its right to internal self-determination is entitled to exercise the right to secession. Thus, what is crucial for the “indigenous peoples” and “ethnic minorities” under conventional international practice is that denial of due internal autonomy and human right violations may confer on them the status of a “people” entitling them forthwith to the right to secession. Per contra, contemporary international developments seem to suggest an emergence of a post-nation state dimension of the concept. The Scottish Independence Referendum 2014 in particular is significant in two radical ways in light of the fact

that Scotland does not claim Scottish people as oppressed people. First, it decisively alters the requirement of oppression and denial of internal autonomy as the precondition for valid exercise of right to secession. Second, it reinvigorates the relevance of regional nationalism in the contemporary. The permissive state behaviour of Britain in particular arguably demonstrates that “indigenous peoples” and “ethnic minorities” may validly secede if they so desire irrespective of whether or not there is denial of right to internal self-determination or violation of human rights. The inevitable conclusion is Nagas being a “people” under colonial and alien subjugation are undoubtedly entitled to the “right to self-determination”. Even assuming arguendo that Nagas do not possess the status of a “people” but constitute a mere “ethnic minority” within the Indian Union, the history of armed suppression and the immensity of war crimes and human right violations committed by the Indian armed forces under the regime of the Armed Forces (Special Powers) Act, 1958 would unquestionably entitle the Nagas to the right to exercise the right of secession. In any case, if East Timor in the similar case of Indonesian occupation is entitled to the right to self-determination as held by the International Court of Justice, Nagas “right to self-determination” must likewise be assumed to be equally irreproachable. Departments assure for success of Mission Poorna Shakti KohiMa, May 5 (MexN): The Mission Poorna Shakti (PSK) of Nagaland held its first meeting of the District Forum on May 4 at the office of the Deputy Commissioner, Kohima. The meeting chaired by SC Kohima, Rovilato Mor, was attended by Daisy Mezhür, Mission Director, State Resource Centre for Women (SRCW), and District Forum members. Keeping in mind the holistic empowerment of women as the main aim of the Mission Poorna Shakti, the DC assured his support, cooperation, coordination and initiative for the successful implementation of the program, and for the uplift of women, and to bring socio-economic changes through various activities. Mor also solicited the active participation and cooperation of the line departments wherever possible in order to strengthen the mission. He further stated that when a particular project/program is carried out with the same objective by more than one department, there should be transparency in order to avoid unnecessary duplication. For this, he encouraged proactive sharing of information and beneficiary lists

between departments stating that in doing so, there can be effective convergence and the target beneficiaries can receive appropriate assistance, and future priorities can be determined. Some of the main activities highlighted were various sensitization programs, Participatory Rural Appraisal exercises conducted in the PSK pilot project areas, Data Bank which is a collection of women-centric schemes and programmes under various government departments, celebration of important events, capacity building etc. The District Action Plan and the Terms of Reference of the District Forum

were shared by Gracy Aye, State Coordinator, SRCW. She mentioned that in pursuance to the mandate of the National Mission for Empowerment of Women (NMEW), the State government has constituted the Convergence Forum at the district, block and village levels. Tangkhul Union, Kohima condoles KohiMa, May 5 (MexN): The Tangkhul Union, Kohima has expressed shock over the demise of L Zingkhai, one of the oldest members of Tangkhul community in Kohima on May 5 morning at around 11:00 am. In a condolence message, the union said that the deceased served the society, particularly the Tangkhul community in different capacities during his active age. He was the joint secretary of the Tangkhul Union, Kohima during 1980-82, an executive member during 2000-2002, and vice president from 2002-2004, it was informed. “As an elderly man in the community, he has given his best service to the community what an elderly man/woman is obliged to do; he even devoted his time, energy, and human resources with utmost sincerity till his retirement. We shall remember him for the good things he has done to the society/ community,” it acknowledged. he question of ‘press freedom’ is not only contentious but forms a crucial topic of discussion in contemporary media discourse and is marked by deep and profound cynicism on the issue. However, press freedom mostly implies the absence of interference and the right to be objective, fair, honest and courageous in the process of disseminating knowledge and information. Within the evolving meaning of ‘news’ and information, the presence of a viable media system where the press can freely express towards shaping and promoting democratic ideals becomes a necessary condition in bringing out opinions, perspectives, and more so ‘truth.’ In the evolution of contested views, ideals and competing interests, any attempt to hijack democracy through restriction or compulsion from any kind of power, only curtails its ‘rights’ and independent functioning . The press should be free from any ‘external control’ or ‘interference’ or is not conditioned by ‘societal norms’ so that there is freedom to express the truth of the matter without any fear. However, in a media house where ‘truth’ and honesty invites various forms of threats including threat to life, journalists are bound to succumb to such threats though many courageous editors and reporters have risked their life and livelihood by attacking and exposing malfeasance of those in the government or those in ‘power.’ A reporter may have second thoughts in bringing out news that are sensitive and provocative in nature and which might attract unnecessary attention and even threat. Thus, the idea of what journalists should publish without any burden of proof, and how personally intrusive they should be, becomes shaped by a form of consciousness which may result in news going through the lengthy process of filtering thereby ‘newsworthy’ or news which should be published may not find a space or in a ‘filtered’ form. Again, how free can a press be when they are constrained through external control to ‘prioritise’ and forced to publish articles and news items which go against their principles and integrity and also contrary to the spirit of the ‘fourth estate’ and thereby disown responsibility. Many a time, within such constrained prioritization of either space or killing news that are deemed newsworthy, the public may feel betrayed through news that is irrelevant. In the absence of a free press, values like truth, honesty, justice rather than being delivered are bound to be sacrificed at the altar of social mores and underpinnings. Truth also becomes forbidden as a defense in defamation cases where someone’s reputation or those of ‘powerful agents’ is deemed worthier of protection at the expense of the right of the public to be informed. It not only creates fear but discourages investigative reporting and a chance at exposing corruption. After all the media are not blood hounds rather watchdogs. To act like a good watchdog media should be free, free from all external control. Only then the media as the ‘fourth estate,’ in par with the executive, legislative and the judiciary in terms of responsibility, can be fully empowered towards the ideal of disseminating right knowledge and information that goes beyond the general definition of ‘news.’ In a society marred by sensitivity like ours, the press often gets caught up at a threshold between the ‘say-able’ and ‘unsayable,’ and the ‘truth’ which is integral to democratic growth of society is not allowed to surface. There are limits to everything; though the freedom to express as a right should not be bracketed for fear so long as the issue is dealt in a responsible manner within the spirit of democracy as well as it is in the larger interest of the public. Promotion of democratic ideals is a shared responsibility and this calls for a sincere dialogue rather than suppressing certain forms of knowledge and ‘truth.’ It requires retrospection and acceptance of the underlying realities.

Responding to Civil Rights Violation What does God say? Read 1 Kings 12:1-20 As a king, Rehoboam’s first duty should have been to protect and care for his people. Instead, he acted as if they existed for him. He insisted to continue the oppressive forced labor and unreasonable tax measures of his father, Solomon. And this government policy became an oppressive burden-a violation of a civil right of the people. To resolve the problem, the elders advised Rehoboam to lessen the hardships. But the young king would rather listen to the advice of his peers, which only landed him into a far more serious problem: the revolt of the 10 northern tribes of Israel. Because of the wrong handling of the civil right problem, the 10 tribes eventually seceded from Jerusalem and formed their own nation, with Jeroboam as their king. In other words, civil right issues are serious matters. If they are mishandled, they can lead to violence and irreparable division within a society. The American Experiment During the 1950s and 1960s, America was characterized by inequality, oppression and segregation of the Black Americans. But with the Bible in his hand, Rev. Martin Luther King, Jr., started preaching against these social injustices in the nation. Refusing to stoop down to pressures and threats, he led a non-violent civil rights movement and called for change, saying, “Our lives begin to end the day we become silent about things that matters”; “The time is always right to do the right thing.” On the night before he was assassinated, he called upon his people: “And let us move on in these powerful days, these days of challenge to make Americans what it ought to be. We have an opportunity to make America a better place.” As a result of the movement, racial discrimination was made illegal and the Blacks finally received equal privileges as full citizens in 1964, which was during the presidency of Lyndon Johnson. Okay, so now what? When the people of mainland India treat us as if we are foreigners, then we are rejected as not true sons and true daughters of India. When Delhi extends to us only a step-motherly treatment in the sharing of power and privileges, an injustice is committed. Or when the Armed Forces Special Power Act of 1958 is continued to be used to suppress our civil rights, we are not free. Under this draconian law, the Indian army can arrest, shot or kill us even on mere suspicion, but we have no right whatsoever to question her action in any court of law. These examples are serious violation of our civil rights by India. To fight against these injustices, we need men and women of courage today. Are you one? n keeping with the theme of this issue, I claim, perhaps controversially, that the only civil rights, as opposed to human rights, people should have are those that enable them to participate in co-determining their society’s laws and political activity. The reason for this, as will become clearer, is that civil and political rights are controversial, and therefore constitutionalising such rights, and enforcing them, undermines each person’s status as a free individual. In evidence, I will briefly introduce neo-republican political thought, before laying out two ways of thinking about freedom. I will argue that the traditional liberal view, that people are free when uninterfered with, is counterintuitive, and that we should instead embrace the neo-republican view that people are free when they’re protected from the control of other agents, and certain forms of control exercised by political institutions and actors. I will then argue that if we do think that freedom can be compromised by more than just interference, we have to consider how we might arrange society’s institutions to protect each individual’s status as a free person. This will require guaranteeing avenues for participation in determining political action, and therefore that each person has a say in all issues. As a result, granting controversial rights, such as a right to religious freedom, or freedom of expression, should be avoided, as not all people agree to such rights and constitutionalising them denies individuals a say on these issues. This is fundamentally incompatible with treating each person as a free individual, capable of determining their own future. Neo-republicanism is a relatively recent attempt to revive and revise the workings of Roman republicanism in a contemporary context. Its central premise is that freedom is not just to be uninterfered with, but to be protected from other people’s capacity to ever interfere. This is in stark contrast to the dominant liberal understanding of freedom, wherein someone is free if they are not prevented from doing something. For example, imagine that you are a slave. The liberal is committed to saying that so long as your master does not prevent you from doing something that you want, you do enjoy a measure of freedom. Neo-republicans, however, claim that you are never free as a slave because the master has the capacity to interfere, should he so choose. The differences between the positions are explained concisely at Stanford’s Encyclopedia of Philosophy. If the neo-republicans are right that we can be rendered less free by another’s capacity to control us, we have to look at how we might be protected from this possibility. Owing to their veneration of Roman republicanism, contemporary theorists often posit that the rule of law is the surest way to prevent people from controlling each other in a freedom-infringing way. They argue that we should live under an empire of laws, not an empire of men, and the caprice and biases that people exhibit. But neo-republicans face a quandary. They argue that people are less free when they’re controlled in inappropriate ways, particularly in ways that individuals themselves do not assent to, but that this can be prevented by political laws and institutions. Nonetheless, if laws and institutions are to protect

N Tom Stoppard’s play “Arcadia,” the mathematician Valentine tries to predict how the grouse population on an estate changes from year to year. He does this by using old shooting records as data, under the assumption that the number of grouse killed annually is proportional to the size of that year’s population. His goal is to create a mathematical formula that takes any year’s population as input and gives the next year’s population as output. Scientists in the Chesapeake Bay area have been playing a real-life version of Valentine’s game, with blue crabs instead of grouse. Each spring, they wait for the results of the baywide Blue Crab Winter Dredge Survey, the most recent of which were announced Monday. The estimate of the crab population gives scientists another data point to work with, and anxious watermen a sense of whether this will be a good or bad year for the most valuable commodity in the Chesapeake. But how much can formulas tell about these creatures’ unpredictable lives? Here’s how the math works: One of the simplest population formulas specifies that the output is some number R times the input. So bacteria doubling in a petri dish every hour would have a growth factor of R = 2, while the “population” of money in a bank account earning 12 percent interest compounded annually (one wishes!) would have R = 1.12. For R > 1, this leads to exponential growth. One could also have R < 1, in which case the population would decrease at each step and essentially die out. Exponential growth, of course, must slow down when resources are limited. By setting R to decrease as population increased, the 19th-century mathematician Pierre-François Verhulst formulated a model in which the population first grew almost exponentially, but eventually stabilized at

people from the control of others, laws themselves must control people. As laws and institutions control people, it is necessary, for the sake of consistency, for them to do so in a way that people assent to. As they control all people, then all people must be seen to assent to them. We know, however, that modern pluralist societies are characterised by a high degree of variation, with different people valuing different goals and ideals. How, then, might we reconcile political control, which is necessary to ensure individuals are free from others’ attempts to control them, with doing so in ways that all people can agree to? As this article is about rights, I will avoid a technical discussion on democracy, and instead make the claim that because we want to avoid controlling people in inappropriate ways, i.e. in ways that they cannot (or would not in the case of the severely disabled or children) consent to, we should embrace only two fundamental rights, from which we can derive further secondary rights. Central to any modern democracy is a basic commitment to political equality, in which each person is entitled to a say in matters that affect them. As a result, we have universal suffrage. This should be seen as a fundamental participatory right. Each adult, subject to a few qualifications, is entitled to at least vote on who can exercise political control. This participatory right is obviously linked to citizenship and residency, such that all other political rights flow from membership in a specific polity. The other right, more closely linked with neorepublicanism, is a right to non-domination, where domination is understood as being in a position where others can exercise unwanted control. The right is essentially a right to decide how to lead one’s own life, and for an individual to make the choices that they want to make. As noted above, however, political control will always exert control, control that is likely unwanted in many cases; therefore we have to consider how this might be reconciled with an individual’s right to non-domination. The answer, I think, is to focus on creating a framework within which individuals’ competing interests can be reconciled into common action, which would likely be some form of democracy. This would

ensure that each individual is able to participate in determining how their polity exercised control over them, ensuring that rights to participation and nondomination are secured. Importantly, this requires the protection of further rights to food, clothing, shelter, clean water, education and a minimum basic income, in order to ensure the meaningful exercise of the two fundamental rights. For example, imagine an individual is so destitute that they are dependent on the goodwill of others to subsist; in such a situation, the individual clearly does not enjoy a right to non-domination, as they are at the whim of people’s charity. Nonetheless, if we have a concern for freedom, understood as being free from others’ capacity to exercise control, we cannot constitutionalise any further rights. There are three reasons for this: civil rights tend to be underspecified; in applying rights we may find that interpretations conflict over the rights; and rights depoliticise contentious issues, necessitating arbitration by a strongly empowered judiciary. The first two issues combine to produce the third. Rights are usually formulated in relatively broad terms – a right to free expression, a right to free speech, a right to religious freedom etc. But, these rights are often qualified, because they can come into conflict, or because there is conflict over how to interpret an individual right. So, we may find the right to free expression and the right to religious freedom can and do come into conflict, as in the wake of the Charlie Hebdo attack, where commentators spoke of a need to moderate the right to free expression, in order to ensure that others could meaningfully enjoy their religious freedom. Alternatively, the way in which we understand a specific right can conflict with others’ interpretations. For example, a right to free speech might be understood to include any and all speech acts, or it might be speech that does not incite hate, or which is not defamatory. Both of these issues necessitates a judiciary empowered to adjudicate on conflicts, to decide how a particular right should be interpreted or how we should respond to conflicting rights. But, when judges act to protect or further a right, they do so at the expense of other people’s rights. So, if judges ruled that in order to protect a theist’s right to practise their religion unmolested, it is necessary to prevent others from criticising the religion. We may find that some people’s rights are prioritised over others. More importantly, from a neo-republican perspective, it undermines the right to participate. By referring issues to judges, a conflict is depoliticised, removed from the public agenda and referred to an unelected and unrepresentative body, which suspends agents’ rights to participate in determining how their society is constituted and acts. When this happens, we find that political institutions exert domination, since the people have no say in judicial control, and therefore citizens are unfree. A robust democracy, premised on the few human and political rights noted above, should be the framework in which citizens’ conflicting world views should be reconciled into common political action in a way which precludes domination.

the maximum carrying capacity of the environment. Since then, population models have become much more sophisticated, tracking the interaction among different age groups or competing species, as well as accounting for human intervention. For instance, in a fishery, the maximum proportion of a population earmarked each year for harvest must be set so that the population remains sustainable. The math behind these formulas may be elegant, but applying them is more complicated. This is especially true for the Chesapeake blue crabs, w h i c h h av e mostly been in the doldrums for the past two decades. Harvest restrictions, even when scientifically calculated, are often vociferously opposed by fishermen. Fecundity and survival rates — so innocuous as algebraic symbols — can be difficult to estimate. For instance, it was long believed that a blue crab’s maximum life expectancy was eight years. This estimate was used, indirectly, to calculate crab mortality from fishing. Derided by watermen, the life expectancy turned out to be much too high; this had resulted in too many crab deaths being attributed to harvesting, thereby supporting charges of overfishing.

In fact, no aspect of the model is sacrosanct — tweaking its parameters is an essential part of the process. Dr. Thomas Miller, director of the Chesapeake Biological Laboratory at the University of Maryland Center for Environmental Science, did just that. He found that the most important factor for raising sustainability was the survival rate of pre-reproductive-age females. This was one reason, in 2008, after years of failed measures to increase the crab population, regulatory agencies switched to imposing restrictions primarily on the harvest of females. This was done by stopping a dredge harvest in Virginia that caught mostly she-crabs, and shortening the season to protect mature eggbearing females. The results were encouraging: The estimated population rose to 396 million in 2009, from 293 million in 2008. By 2012, the population had jumped to 765 million, and the figure was announced at a popular crab house by Maryland’s former governor, Martin O’Malley, himself. Unfortunately, the triumph was short-lived — the numbers plunged to 300 million the next year and then hit 297 million in 2014. Some blamed a fish called red drum for eating young crabs; others ascribed the crash to un-

usual weather patterns, or the loss of eel grass habitat. Although a definitive cause has yet to be identified, one thing is clear: Mathematical models failed to predict it. In “Arcadia,” Valentine gives up on his grouse problem, blaming too much “noise” in the data. The same is true for crab populations, whose numbers depend on a particularly unruly welter of factors, including water temperature and salinity, chemical runoffs, predators, storm surges, even cannibalism (the way most juvenile blue crabs in estuaries perish). Climate change effects have sent blue crabs scouting up to Maine and beyond. Considering all this, what chance is there to find an accurate quantitative formula? In some sense, that might be the wrong goal anyway. Randomness is built into biological processes, so predicting a population is never going to be like calculating the interest on a bank account. The best we can do is use available science to make educated guesses about various outcomes. “The models we use are not universally predictive in the sense that Newton’s laws are; they are more like the weather forecast,” says Dr. Miller. “Managers have to decide how risky society wants to be with the future of a species and a fishery.” That future looks a bit brighter this year, with the new dredge survey showing a population rise to 411 million. Perhaps with this latest data incorporated, we will be a step closer to a better mathematical model. Meanwhile, the crabs will keep performing their random walks across the bed of the Chesapeake, molting and spawning and snacking occasionally on their young, blissfully unaware of Valentine’s game. here is a crisis facing campesinos in rural Guatemala, as tens of thousands of unaccompanied minors have traveled to the United States over the last year in search of work. Yet the same forces that have driven many onto the migrant trail have led to the emergence of a movement of young campesinos organizing to stay on their land, and not be forced to migrate to the cities or the United States. In the process, they hope to recuperate the ancestral Mayan forms of agriculture, and combat hunger and poverty in their communities. According to statistics from the U.S. Homeland Security the number of Guatemalans arriving at the border had been steadily falling as the country returned to peace after the 36-year-long internal armed conflict. But this trend abruptly changed with the signing of Central America Free Trade Agreement, or CAFTA, in 2006. Today, rural communities in Guatemala are hemorrhaging people. Campesinos, or rural farmers, are vital for any country. In Guatemala, roughly 1.3 million families are involved in the production of food. They produce 70 percent of the food consumed in the country and support 40 percent of the population economically. Despite their critical contribution to the country, small farmers across Central America are in trouble. Increasingly, they have lost the ability to produce. And as opportunity in the field declines, campesinos are forced to seek new opportunities in the cities and along the migrant trail. Land has historically been inadequately distributed in Guatemala, with roughly 2 percent of the population owning 73 percent of the land at the end of the internal armed conflict in 1996. However, in the years since the signing of the peace accords, the situation facing farmers has worsened, with an estimated 3.2 percent of the population owning 84 percent of the land 2014. The neoliberal project has done more to contribute to the violence in communities in Central America than any other factor. It has intensified the conflict between poor rural farmers and the state and businesses. Since 2006, campesinos have seen not only the increase in competition created by cheap, subsidized corn imports from the United States, but the expansion and accumulation of land holdings for the production of African palm oil and sugar cane. Forced relocation and displacement The community of La Benedicion has faced an uphill battle since its’ founding at the end of the war. It was made up by indigenous families from Huehuetenango and San Marcos who had been displaced by the war. In 2000, the Guatemalan Land Fund, a government organization that was tasked with assisting the landless farmers, resettled displaced families on an abandoned coffee farm in Esquintla, on the southern coast. They were charged 7.7 million Quetzales ($1 million) for 5,500 acres — well above what the land was actually worth. “The land was valued and zoned incorrectly,” said Oscar Barrios, the sitting president of the community association of La Benediction. “We were told it was land zoned for agriculture, but it is actually agro-forestry. But we were obliged to take the debt.” The community was taken advantage of throughout the entire process of purchasing the land. “We were also told there were three rivers on the land,” Barrios said. “But this wasn’t true. There was only a single stream on the land.” This wasn’t the only challenge the community faced on their new land. The displaced campesinos found that there were strong winds that blew through the area, devastating crops. “We couldn’t plant,” Barrios remembered. “The wind would blow and damage crops.” At this point families began to leave, to seek other opportunities in the city and along the migrant trail to the United States. Within the first year the number of families was reduced from 170 to 53. But in the years since, campesinos — young and old — have organized to develop an agricultural system that allows them to stay on the land and produce. “Our goal is not to have to migrate,” Barrios said about their project to develop a sustainable agriculture system in the community. Oswaldo Mauritius is a 25-years-old farmer. He was born in the municipality of Nuevo Progreso in the state of San Marcos, but moved to La Benediction with his family when he was 10 years old. Today he is one of the key architects of the community’s projects. The youth of the community have played an important part in this project to develop a sustainable agriculture that will allow them to stay on their land. “Our project began in 2013,” Mauritius said. “We

have taken steps to recuperate their ancestral forms of agriculture. The youth hope that by utilizing a system based on a return to the permaculture of their ancestors, they can combat both hunger and challenge the monoculture that has forced so many to migrate. “There is a form of agriculture that we didn’t know before,” said Rax Kok, a young Q’eqchi’ Mayan campesino from Chisec. “Before we only farmed maize, beans and cardamom. But for 12 years we heard about a different form of agriculture, a form of organic agriculture, one that is self-sufficient.” Today Kok produces more than 47 varieties of plants on his land. The permanent crops are for his family to consume. “The goal is to not have to buy food,” Kok said. “After years of practicing agriculture, you shouldn’t have to purchase food.” There are crops that Kok — and campesinos like him — produce that are taken to market. But they do so not just to earn extra income for their families. “This isn’t about making money,” Kok said. “It is about sharing what we produce with the community.” The form of agriculture that Kok is speaking of is what they refer to as “organic.” But more than organic, the system is a return of the ancestral Q’eqchi’ Mayan connection with the earth. Kok and other young campesinos challenge what agro-sciences teach in the universities of Guatemala, especially when it comes to the use of fertilizers. In their eyes, the use of fertilizers further ties the farmer to multinational companies. But for the farmers, it is about recuperating the agriculture of their ancestors. “It is the logic of life,” Kok said. “I may not have a car, but I can’t live if I don’t have food. The majority of people’s lives are spent searching for money.” By recuperating the old systems of agriculture, Kok and other youths hope to not only challenge the loss of land to export crops and the forces of migration, but to combat malnutrition in their communities. “In our municipality, we have the second highest levels of malnutrition,” Kok said. “This is troubling, because families may have land, but they don’t produce on their land. But at the same time, we want to bring economic benefit to our community, so we don’t have to move to the city or migrate.” Mauritius began the project with six other youths from the community, and in the two years since they began, pineapple production has expanded rapidly, from 5,000 when they began, to more than 35,000 in 2014. They expect the production to increase each year. The youth’s projects have also included the production of honey and other crops that can be sold easily at the market. By bringing economic resources to the community, they are able to pay down the substantial debt the community has as a result of the purchase of the land. “We live in a climate where we can grow almost everything we need,” Mauritius said. “We shouldn’t have to buy anything from outside the community. Our goal is self-sufficiency.” Between palm oil and the migrant trail The Guatemalan state of Alta Verapaz has been at the heart of the conflict over land in the country. The rich soils have been key to the rapid expansion of the production of African palm oil by interests connected to international capital. As monoculture production spreads, small farmers have been pushed from their land and on to the migrant trail. “The production of African palm oil has reproduced like flies,” said Fernando Solis of the Observer, a Guatemalan investigative journal. “So too has the violence.” Statistics from the Guatemalan Institute of National Statistics reflect this explosion of production of African palm oil. Since 2003, the use of land for exports has risen 113 percent — or put another way, 1,400 acres of land that was previously used for the production of staple foods were lost to the production of sugar cane and palm oil. Today, the regions that have been affected by the expansion of African palm and sugar cane have seen some of the greatest increases in conflicts over land. According to the Union of Organized Campesinos of the Verapazes, of the 1,300 land conflicts happening in Guatemala, over 400 are in the states of Alta Verapaz, Baja Verapaz, and Izabal. Campesinos in the region have faced an assault by those interested in purchasing or even stealing land for the production of the valuable crop. And the companies have utilized every tool to expand their interests in the region, including the assassination of leaders and farmers that refuse to sell land. It is in this environment that communities such as Chisec

Demanding laws that support farmers On a national level, the young campesinos have found support from a number of grassroots organizations, including the Coordinator of NGOs and Cooperatives, the United Campesino Committee and the Campesino Committee of the Plateau. Since 2009, these organizations have campaigned for laws that will allow farmers to stay on their land. One of these laws is Law 40-84, or the Rural Integral Development law. “This law would oblige the state of Guatemala to assist the people living in rural areas,” Mauritius said. “It would ensure that the local market is supported.” Since the law was first proposed in 2009, there have been regular protests demanding that the law be passed. Yet with each attempt, and each protest, the law is blocked by a coalition of right-wing parties. Organizers have hoped to overcome the blockage through an awareness campaign entitled “I support 40-84,” which targets urban populations, trying to bring awareness of the importance of farmers to those who live in the city. The campaign has utilized videos and other materials to build support among civil society. The campesinos have continued to keep the pressure on the government to provide a solution by holding regular protests, blocking highways, and occupying space in Guatemala City, demanding that the government pass the law. In September and November 2014, farmers shut down major highways throughout Guatemala. And on April 17, over 400 families from the states of Alta Verapaz, Baja Verapaz and Izabal, traveled from their homes to occupy different parts of Guatemala City to demand a solution to the hundreds of conflicts over land in their states and that the Congress pass 40-84. “We are going to be here until the government of Guatemala meets our demands,” said Jose Chic of the Campesino Committee of the Plateau. “We’ve set up medical services, kitchens and even schools for the children. The reality is that the social services here are better than the services that these families have in their communities.” But despite the campaigns and protests, progress has been slow. The small farmers have received help from other organizations, such as Utz Che, or “Good Tree” in the Mayan language Kaqchikel, which have worked alongside the campesinos to assist them in renegotiation of debts. For the community of La Benediction, this has led to the lowering of the debt that is owed from the purchase of the land to 342,000 Quetzales. “Utz Che has been assisting the community,” said Barrios. “The situation still remains critical, but we are organized.”

You buy an annuity insurance when you retire, and the insurer promises to pay you a monthly amount till you and your spouse are alive. When buying annuity, don’t give away all your savings to anannuity product, rather calculate how much you will need to survive and buy a product accordingly. There are a few annuity products available in the market. I would like to see more of them in the near future. Rest of thesetwo; I don’t know any other life insurance product. Why? But of late, even finding a decent clean and green place for a beautiful shot seems grim. The environment around us plays a major role in our continued existence. However, when we look at what’s happening today, the way we seem to exploit it is far greater than the protection it gets.We need to help our environment exist andwe need to learn how to save our beautiful mother earth.

Say “Green”! Zujanbeni Lotha, assistant Professor, department of sociology ociety and environment are two different things but related concepts.Every society has its own environment on which it survives. Society is related to environment through adaptation and exploitation- adaptation to some elements on which one has no control over and exploitation of natural resources for one’s survival. Environment here is inclusive of all the elements found on earth in any form. Both biotic and abioticcomponents of the environment need society to care and protect them. Environment provides all that the society needs but they are exploited mercilessly for human unlimited wants. The relationship between society and environment can be clearly seen from the hunting and food-gathering societies till the present urban-industrial societies. Every society is blessed with rich natural resources which have been replaced by exploiting it in a way of building dams, cities, roads and industries which pollute the environment. It is also a matter of distinguishing between the poor and the rich, developed and developing countries. Nature’s benefit is not accessed equally by all sections of society. The rich enjoying all the modern facilities while the poor struggle to make fire with dung and so on. Rich people are becoming richer at the cost of environment. Population explosion is another serious problem which affects the environment to a great extent, where human beings render less attention in using the gift of nature judiciously. Setting up of industries would not only bring more jobs in the developing countries but would also pump money into the economy. This is what the developed countries like the U.S, U.K etc did in the 20th century which in turn increased their income and improved the standard of living of the people. However, experts are of the view that taking care of a million people who are starving is more important than saving the natural resources, most of which are renewable. The developing countries cannot share the green concerns of the developed countries which will put a gap on the emissions as it is fighting a constant battle with an enemy (poverty) that can be defeated only by industrialization. The most important issues facing our environment right now are the depletion of ozone layer, global warming and the subsequent rising sea levels caused by the rapid melting of glaciers in the Antarctica, pollution, land degradation, extinction of species etc. Industrialization is directly responsible for pollution and increase in the global warming. Factories worldwide are responsible for releasing pollutants like carbon monoxide, sulphurdioxide, nitrogen oxides etc. into the atmosphere which is the prime reason why the ozone layer is depleting. With the rise in the income levels across the world, more and more people are buying vehicles which are adding up to the pollution in the atmosphere. The soil is getting degraded by chemicals like chlorinated hydrocarbons and metals like cadmium, lead and benzene. Large scale use of fertilizers are also making the land unfit for agriculture. Trees are being cut either for wood or for making roads and buildings. The rate of cutting of trees is more in the developing countries. Environmentalists are of the view that in order to preserve the earth for our future children and grandchildren, the developing world will have to start practicing sustainable development which will put a gap on their emission on a yearly basis. The earth cannot support the kind of unrestricted growth which is being seen in the developing world today. The cordial relationship between society and environment starts to degrade as man learns to exploit nature for his selfish gain to have a comfortable life. Most human beings only know how to feed on environment and can do little or nothing to improve our environment. The more environment omnivores rise the more degradation it will be done to environment if they have less knowledge of replenishing the damage done on it. It is obvious that there will not be any development without damaging the environment but consequences should be thought of first before damaging it. Although, it may be impossible to completely stop environmental damage, but it is important to counter the negative influence of development on the environment. For instance, the loss due to deforestation activity must be resurrected with an equal afforestation and by providing a similar habitat to the affected humans as well as animals at another location to maintain the ecological balance. The Chipko Movement or the hugging of trees by the women in the Himalayan region to protect the trees from the hands of the contractors is significant in saving the earth. More of such movements are needed in every region as deforestation is apparent in our present day. Destroying forest is also risking the lives of wild plants and animals. All men live on the same planet hence any destruction on environment anywhere affects the whole earth, so let us think of any alternative measures to recover any loss to our earth before harming it. Iam sure even the nature cries when they are destroyed by humans. It is therefore the knowledge of and respect for the intricacy of the web of life which will guide man to his highest destiny.

With funds drying up, Greenpeace India stares at shutdown within a month

NEW DELHI, May 5 (PTI): Greenpeace India on Tuesday said it was staring at an "imminent" shutdown within a month in the absence of funds for staff salaries and accused the government of "strangulating" it by stealth after the freezing of its funds. In his address to the Greenpeace India staff, executive director Samit Aich asked them to prepare for the imminent shutdown of the organisation after 14 years in the country. "Greenpeace India has one month left to fight for its survival with the threat of an imminent shutdown looming large. The NGO has been left with funds for staff salaries and office costs that will last for just about a month," a Greenpeace India statement said. Calling it "strangulation by stealth", the global green body also challenged the home minister to stop using arbitrary penalties and admit that he is trying to shut Greenpeace India down because of its successful campaigns. It said that the home ministry's decision to block its domestic bank accounts could lead to not only the loss of 340 employees but a "sudden death" for its campaigns which strived to represent the voice of the poor on issues of "sustainable development, environmental justice and clean, affordable energy". Ford Foundation-funded NGOs not registered under FCRA: Minister NEW DELHI, May 5 (IaNS): The Ford Foundation had funded some NGOs which are not registered under the provisions of the Foreign Contribution (Regulation) Act (FCRA), 2010, as well as the Sabrang Trust which is linked to activist Teesta Setalvad, parliament was told on Tuesday. "There are inputs from security agencies that some amounts have been credited from Ford Foundation to some NGOs which are not registered under the provisions of FCRA, 2010. Hence, to keep a watch on such recipients, the credits from Ford Foundation have been put under prior permission category under FCRA, 2010," Minister of State for Home Affairs Kiren Rijiju told the Lok Sabha. Setalvad is associated with two NGOs, namely Citizen for Justice and Peace, and Sabrang Trust, which are registered under FCRA, 2010. As far as funding from Ford Foundation is concerned, only Sabrang Trust has been funded, he said. Last month, the government put international donor Ford Foundation on the watchlist for funding organizations not registered under the FCRA. serve to know the truth. Don't clap, you are in uniform: Army chief to officers NEW DELHI, May 5 (PTI): Taking a cue from Defence Minister Manohar Parrikar, Army chief Gen Dalbir Singh Suhag today directed his officers and others not to clap after his address. "After I finish my address please do not clap. Hereafter, we will maintain the decorum of not clapping in uniform," Gen Suhag said after a round of applause following his address at an Army event here. The General also noticed that he had forgotten to mention it at the start of his address. He also referred to Parrikar, who after his address at Commanders' conference last month, had said he was under the impression that people in uniform don't clap after an individual's address

'Gender sensitisation-ranking of media houses can promote equality' NEW DELHI, May 5 (IaNS): A gender sensitivityranking for media houses and a style sheet on reporting and writing on gender issues are some of the measures proposed on Tuesday to ensure gender equality in the media. At a special consultation on gender issues in the media, experts and eminent journalists said a ranking on gender sensitivity among media houses can result in the framing of a benchmark on issues related to women in the media. "A positive step forward would be the ranking on gender-issues and a style sheet which can work as a deterrent on wrong language being used," A.L. Sharada, director of Population First, an organization working in the field of gender sensitisation said. Flagging major issues concerning women in the media, Ena Singh of the United Nations Population Fund said: "At least a six months paid maternity leave and compulsory committees on sexual harassment are some of the issues which need to be taken to make media more gender friendly." She said that along with extended maternity leave, flexible timings were also an issue. Men as well as women should be allowed flexi timings so that they can connect with their families. Sharada said apart from all these issues, proper toilets for women in work places and safe transportation were also crucial issues. Press Council of India's (PCI) Rajeev Ranjan Nag said he would explore the idea of having a gender sensitisation ranking which would be backed by the PCI.

Indian Army inducts supersonic surface to air missile Akash

NEW DELHI, May 5 (PTI): More than three decades after the project was initiated, Army on Tuesday inducted the indigenouslydeveloped supersonic surface-to-air missile Akash, capable of targeting enemy helicopters, aircraft and UAVs from a range of 25 kms. The missiles, developed by the Defence Research and Development Organisation (DRDO), will be a boost for the Army Air Defence Corps, which had been grappling for years with obsolete air defence weapons. "The capability that we have with this system will ensure that it takes care of vulnerability of our assets. Akash is a step towards selfrealisation of indigenisation," Army chief General

Dalbir Singh Suhag said while presiding over the formal dedication ceremony here. He added that the Army was in the process of reinventing the command and control and battlefield management system of the Army Air Defence. Akash Missile System is an indigenously developed supersonic short range surface-to-air missile system with the capability to engage a wide variety of aerial threats like aircraft, helicopters and unmanned aerial vehicles up to a maximum range of 25 km and up to an altitude of 20 km. The system, which has 96 per cent indigenisation, is capable of simultaneously engaging multiple

targets in all weather conditions and is capable of providing comprehensive short range missile cover to the vulnerable assets in the field force of the Army. The Akash Weapon System employs command to line of sight guidance and relies on sophisticated radars and control systems to guide the missile to its targets. The Army has initially ordered two Akash regiments, with six firing batteries. The total cost of the order which includes hundreds of missiles is about Rs 19,500 crore, defence sources said. They said that the first full regiment should be ready by June-July and the second one by end of 2016. IAF has already inducted its own version of the missile system. "The Army version is movable and is mounted on vehicles unlike that of the IAF. This means that it can be moved quickly based on operational needs," G Chandramouli, Project Director of Akash, told PTI. Akash is one of the five core missile systems of the integrated guided missile development programme, launched by DRDO in 1984.

8-9 lakh people die due to tobacco use every year: Health Minister NEW DELHI, May 5 (PTI): Nearly 8-9 lakh people die every year due to diseases related to tobacco use, the government today said while assuring the Rajya Sabha that a number of multipronged initiatives to reduce its consumption in the country has been undertaken. "As per the report of Tobacco Control in India (2004), each year 8-9 lakh deaths in India can be attributed to tobacco use," Health Minister J P Nadda said in a reply. NEW DELHI, May 5 (PTI): Who is ‘Eeshwar’ in whose name top constitutional functionaries and legislators take oath of office? This RTI query stumped the Law Ministry, which said there is no constitutional provision defining the term. RTI-applicant Shradhanand Yogacharya also raised another query, seeking to know the meaning of “Satyameva Jayate”, the motto inscribed at the base of the national emblem. The application, which was addressed to President’s Secretariat, was transferred to Home Ministry which forwarded it to the Law Ministry.

Failing to get any satisfactory response, Shradhanand took the matter to the Central Information Commission where, during the hearing held through video conferencing, a Law Ministry official told him that they can only provide information which is part of the records. Central Public Information Officer S K Chitkara also tried to convince the applicant that “Satyamev Jayate” was not part of any Constitutional provision and terms like “truth”, “religion”, “caste” were not defined in any part of the Constitution hence no information could be provided. He asked the applicant to

understand the expressions in the context of circumstances or based on judicial explanations available in various judgements or law books. Chitkara told Shradhanand that meaning of words like Eeshwar, Satya, Jati, Nyay and Dharma are supposed to be explained by teachers and Acharyas but cannot be asked under the RTI Act where the term “information” is clearly defined under the law. Intrigued by the debate, Information Commissioner Sridhar Acharyulu also chipped in and asked the applicant “Can you define Eeshwar and Truth?” to which he had no answer.

PM Modi to visit China, Mongolia India to sign port deal with Iran, ignoring US warning and South Korea from May 14-19 NEW DELHI, May 5 (IaNS): Prime Minister Narendra Modi will pay a three-nation official visit to China, Mongolia and South Korea from May 14-19. His three-nation tour comes less than a month after his visit to France, Germany and Canada last month. In China, Modi will visit Xian, Beijing and Shanghai May 14-16. The announcement of dates of the trip comes a day after Modi joined Chinese microblogging website Sina Weibo. Modi is to hold bilateral meetings with Chinese President Xi Jinping and Prime Minister Le Keqiang and participate in cultural and business events. The prime minister will also attend an event organised by the Indian community in China. In Mongolia, his engagement will be on May 17. This is the first-ever visit by an Indian prime minister to Mongolia.

He will then visit the Republic of Korea on May 18-19. Modi will hold bilateral discussions with President Park Geun-hye and meet important business leaders in Seoul, an official statement said on Tuesday. Modi has met President Park on the sidelines of the East Asia Summit and Asean in Myanmar last November. Chinese President Xi had visited India in September last year, during which he had been received by Modi at Ahmedabad. During the 18th round of special representative border talks, held on March 25 in New Delhi between National Security Advisor Ajit Doval and Chinese State Councillor Yang Jiechi, the two sides had agreed "to build on the momentum provided" by Xi's visit to further expand bilateral relations in areas such as railways, smart cities, vocational education, skill development, clean and

NEW DELHI, May 5 (REuTERS): India will push ahead this week with plans to build a port in southeast Iran, two sources said, with Prime Minister Narendra Modi keen to develop trade ties with Central Asia and prepared to fend off U.S. pressure not to rush into any deals with Iran. India and Iran agreed in 2003 to develop a port at Chabahar on the Gulf of Oman, near Iran's border with Pakistan, but the venture has made little progress because of Western sanctions on Iran. Now, spurred on by Chinese President Xi Jinping's signing of energy and infrastructure agreements with Pakistan worth $46 billion, Modi wants to swiftly sign trade deals with Iran and other Gulf countries. "Shipping Minister Nitin Gadkari will travel on a day-long tour to Iran to sign a memorandum of understanding for development of Chabahar port," a shipping ministry source with direct knowledge of the matter

The port is also central to India's efforts to circumvent Pakistan and open up a route to landlocked Afghanistan where it has developed close security ties and economic interests. about $100 million to construct a 220-km (140-mile) road in western Afghanistan to link up with Chabahar port. ‘After Nepal quake, time is ripe to push for safer buildings’ BARCELONA, MAy 5 (ThOMsON REuTERs FOuNdATiON): Six weeks before Nepal was hit by a magnitude 7.8 earthquake, the country’s foreign minister told a global conference on disasters that a major quake in the Kathmandu Valley would likely cause “catastrophic” loss of life. With the death toll from the April 25 earthquake now above 7,500 and rising, the warning was prescient. Many experts say the outcome would have been worse but for efforts already made to create awareness of the risks and keep people safe. According to the U.N. Office for Disaster Risk Reduction (UNISDR), Nepalese hospitals that had been strengthened to be more resilient to quakes were able to withstand the shaking, allowing them to continue functioning afterwards. And an aid base opened in March at Kathmandu airport by the United Nations with UK funding, plus training for staff and logistics support from Deutsche Post DHL Group, have eased the flow of relief goods. Margareta Wahlström, head of the UNISDR, told the Thomson Reuters Foundation she was “quite convinced” that initiatives to reduce the risk of disasters in Nepal must have helped limit loss of life in

She noted that community groups had partnered with local government to prepare for disasters, and work had been going on for decades to improve construction and make public infrastructure safer. “Of course ... it goes far too slowly for what we know is a high-risk area, but it’s been going on steadily,” she said. The National Society for Earthquake Technology-Nepal (NSET), for example, has given technical advice in a donor-funded government programme to strengthen schools against earthquakes.

The 350 to 400 schools that have benefited so far - most in the capital Kathmandu - did not collapse when the quake and aftershocks hit last month, said Ramesh Guragain, NSET’s deputy executive director. Israeli veterans group slams army conduct in ‘Gaza war’ JERusALEM, MAy 5 (AFP): A group of veteran Israeli combatants on Monday slammed the army’s conduct during the 2014 Gaza war, using soldiers’ testimonies to expose a policy it said caused “unprecedented” civilian casualties. The testimonies appeared in a 237-page report called “This is how we fought in Gaza” which was based on the anonymous accounts of 60 soldiers and officers involved in the 50day war last summer. They were collated by Breaking the Silence, an Israeli non-governmental organisation whose members bear witness to abuses they have seen or taken part in during their military service in the occupied Palestinian territories. But the Israeli army questioned the veracity of the report, saying the group had failed to provide “proof” of the witness accounts. “The guiding military principle of ‘minimum risk to our forces, even at the cost of harming innocent civilians’ alongside efforts

to deter and intimidate the Palestinians, led to massive and unprecedented harm to the population and the civilian infrastructure in the Gaza Strip,” it said. The report gave more than 100 examples of apparent misconduct during the war. One soldier related how troops were instructed to “open fire everywhere, first thing as you go in... the assumption being that the moment we went in, anyone who dared poke his head out was a terrorist”. “The instructions were to shoot right away. Whoever you spot -- be they armed or unarmed, no matter what. The instructions are very clear. Any person you run into, that you see with your eyes -shoot to kill,” said another. “It’s an explicit instruction.” A separate testimony said that two women who were talking on phones just under a kilometre away from the front line were shot dead. When the bodies were later discovered to be unarmed, “we moved on, and they were listed as terrorists”, the soldier said.

Around 40 migrants lost at sea, says charity CATANiA, MAy 5 (iANs/AKi): Around 40 migrants are said to have drowned off the coast of southern Italy while attempting to cross the Mediterranean, Save the Children said on Tuesday, citing interviews with survivors of the shipwreck. “Survivors told us that (about 40) migrants fell into the water,” charity spokeswoman Giovanna Di Benedetto told Germany’s DPA news agency from the eastern Sicilian port city of Catania, where nearly 200 migrants arrived on Monday after being rescued by the Italian coast guard. Details of the circumstances surrounding the tragedy are yet to be released. The UN refugee agency fears over 1,750 people have already lost their lives in the Mediterranean this year -- 30 times more than in the same period of 2014 -- amid an unrelenting surge in migrant crossings. If the migrant crisis continues unabated, there could be 30,000 deaths at sea this year and Italy will have to handle 200,000 would-be-asylum seekers landing on its soil, aid groups predict. The United Nations, the European Parliament and some charities have urged the European Union (EU) executive to expand its limited Triton border patrol mission to include search and rescue operations in the Mediterranean. One out of every 23 migrants who set sail from North Africa between January and March perished on the journey, an April report from Amnesty International showed. KAThMANdu, MAy 5 (AP): Rescuers were digging Tuesday through thousands of tons of earth from a quake-triggered mudslide in Nepal that wiped out an entire village along a popular Himalayan trekking route and killed at least 60 people. Nine of the victims recovered in the Langtang Valley since the April 25 earthquake and mudslide were foreign trekkers, said Gautam Rimal, the top government official in the Rasuwa district. Villagers say as many as 200 people could have been killed. The valley and its little village of Langtang are about 60 kilometers (35 miles) north of Nepal’s capital, Kathmandu. It was a popular stop for trekkers because of its scenic views of the Himalayas. “The entire village was wiped out Guragain said. “In countries where there is high vulnerability and the buildings are very weak, investment to increase their safety is very effective,” he told the Thomson Reuters Foundation from Kathmandu. A better approach is to assess existing buildings

so that safe ones can be re-occupied quickly, providing temporary shelter for those made homeless, he said. ASF had organised a forum in Kathmandu in June before the disaster, and Newton said architects heading there may look to form links with Nepalese groups needing their skills, possibly by setting up lowtech projects and using these to help train local builders. The challenge is how to provide relevant solutions for poorer social groups that have lost their livelihoods in the disaster, rather than just designing quakeresistant homes for them and raising money to get them built, he said. “The aim is to have a bigger impact on people that are more vulnerable, which is a much trickier problem,” he said.

here was a time when Newcastle owner Mike Ashley gave the impression, in public at least, that he cared about the team and that it was more than just a profit-making offshoot of his sports retail empire. It wasn't just the way Ashley would squeeze into a tightly-fitting Newcastle jersey and down pints of beers with supporters, or the crowd-pleasing managerial appointments of club legends Kevin Keegan and Alan Shearer. Even when the "for sale" sign was put up at St. James' Park in 2008, after the relationship with fans soured, the billionaire owner of Sports Direct let it be known that criticism of his ownership was biting. "I hope that the fans get what they want and that the next owner is someone who can lavish the amount of money on the club that the fans want," Ashley said in rare public comments. Back then, the tycoon was blunt in

a statement: "I am not stupid and have listened to the fans ... you want me out." Seven years on and the fans are still stuck Ashley, only this time the owner isn't listening to them. Takeover talks collapsed long ago, and so did any sense of ambition at the northeast club, which Ashley bought in 2007 for 134 million pounds (then $270 million). Now amid fan boycotts of matches, the team is in freefall and could be relegated from the Premier League for the second time in six years unless an alarming decline can be halted. John Carver's control of the dressing room has been gradually eroding since he took temporary charge of the team in January. It reached a nadir on Saturday after an eighth successive loss when he accused one of his own players — Mike Williamson — of getting sent off on purpose in the 3-0 surrender at Leicester. There are few more serious accusations that could be leveled against a player by his own manager, and Williamson wasn't happy. In a statement

that didn't name the manager, Williamson said: "I would never do anything intentionally to hurt the team or its supporters." Many fans, however, are accusing Ashley of hurting the club, for failing to reinvest the profit from transfer deals into the team and bring in an experienced manager. Fans did successfully force Alan Pardew out of Newcastle in January, with the SackPardew.com website trumpeting how the "goal has been achieved" after "an alarming nosedive in form and results." But it was Pardew who decided to defect to Crystal Palace and he is having the last laugh as the south London club has raced up the standings away from the relegation zone while Newcastle has plummeted in the opposite direction. Only two points separate Newcastle from the drop zone with nine points to play for. Seven years after Ashley said he would heed the fans' demands and sell up, he is going nowhere. Gordon Graham: Lochaber no more! Charles Chasie

(“Lochaber No More” is a Scottish lament particular to the Cameroon Highlanders. Lochaber is a place in Scotland from where the Cameroon Highlanders were raised. So, “Lochaber No More” means “Visiting Lochaber never again” because they have passed away. This lament is usually played by a bagpiper because it is also a tune and most probably it will be played at Gordon’s funeral too. These words are also found on the memorial stone of the Queen’s Own Cameroon Highlanders in Kohima Village, just above the Baptist Church, at the highest point, which is being maintained by the villagers).

very dear friend of the Naga people has gone home! Dr William Gordon Graham, MC & Bar, who fought at the Battle of Kohima in 1944-45 as a young Captain in the 1st Battalion of the Queen’s Own Cameroon Highlanders, and later became a giant figure in the writing and publishing world, passed away last Friday at the age of 95, following a stroke a week earlier. His funeral service will be held at the Amersham Crematorium, North East of London, on Thursday, May 7 at 1345 hours. Brief CV of Gordon Graham? Gordon Graham was born to Thomas Graham and Marion Hutcheson on July 17, 1920. After completing his MA from Glasgow University in 1940 he joined the army next year and put in six years of war service in England, India and Burma. He was awarded the MC & Bar for his services in Kohima (India) and Burma during 1944-45. He retired from the army as a Lieutenant Colonel. In 1943, just before going to war, he got married to a Swiss girl named Margaret Milne in Bombay. Sadly, she died in 1946. Later in 1994, he remarried Betty Cottrell from the USA who survives him, besides two daughters. After retiring from the British army, he returned to India and spent a numbers of years as a newspaper correspondent and publishers representative till 1965. He went on rising in his career, working in different international publishing houses. What is significant is that, during this time, he also decided and went to work in Japan, among his former enemies. Of course, for a man who finished his MA studies at the age of 20, he also managed to complete his PhD in the midst of all these. His last job as a publisher was as Chief Executive and Chairman of Butterworth Publishers till he retired from there in 1990. Immediately, he became the founder editor of LOGOS, the international publishers’ quarterly journal about the book business worldwide. Needless to say, he was a treasured member of many international press and publishing organizations. Gordon has written four books apart from numerous articles, peer reviews etc. His last book, in 2005, titled “The Trees Are All Young On Garrison Hill”, was in the form of a personal military memoir but written in such a way that it was in a genre of its own. It had connection with everything – past and present and brought in elements that give continuity for present generation to continue into the future. The first print was quickly sold out and became more of a collector’s item – there was no second print. A lot of his experiences in the Battle of Kohima are included. Those wishing to read it can look it up on E-Bay for the electronic version – both written and audio versions are available. Gordon and Kohima Educational Trust (KET) This will follow a personal route but that is how the initiative evolved. I first met Gordon Graham in 1993 after attending a conference of the International Communications Forum (ICF) in Nizney Novgorod (Russian Federation), earlier called Gorky, the Science City of the USSR. A senior British friend very kindly drove me all the way to Marlow from Ports-

mouth – I don’t exactly remember the distance but it was about 5 hours drive I think. Gordon and I lunched on his front lawns, the friend having gone back after dropping me. I do not recall the specifics of our conversations. After I returned home I remember us corresponding a few times but that was all. Then, in first part of 2001, Gordon Graham wrote a letter saying that the British soldiers had always felt they carried a debt of honour to the Naga people who helped them during the War and that before the remaining veterans all passed away they would like to do something for the Nagas to show their gratitude. It was something out of the blue for me and at first I did not know how to react. I only remember saying “Oh! So the British have not forgotten the Nagas!” Ever since the 2nd world war, neither the British nor the Japanese had tried to get in touch with the Naga people nor expressed any desire to do something for them. The Japanese and the British had even held a reconciliation ceremony at the Kohima Cathedral but it did not extend to the Naga people in a significant way. In my mind I was thinking the battle of Kohima had been like the African saying that “when two elephants fight, the grass gets trampled!” I shared the letter with a few friends and we discussed the idea. The consensus view was that this had obviously come from a man of conscience out of a spiritual stirring and it would be wrong to reject such an offer. So, I wrote back a letter welcoming his offer. After a few exchanges of letters, we decided that education would be an excellent area of support for Naga children as the UK was still at the very top in education. By December Gordon’s “ambassadors” in the form of his daughter and son-in-law were in Kohima – they had come via Burma/Myanmar where they went on a kind of pilgrimage following in the War “footsteps” of Gordon Graham, going where he went during the War. In 2003, Gordon and his wife Betty made the difficult trip to Kohima – I still recall as two of us accompanied the family through the Kohima Cemetery, Gordon was overcome with emotions at one point which his daughter said seldom happens with him. The possible creases in the relationship between the two sides and how we may function were ironed out. Following these, the Kohima Educational Trust was set up as a charitable trust in the UK. The Initiative was formalized at the last reunion of the veterans in 2004 in York Minster which was attended by 135 surviving veterans, during the 60th anniversary of the Battle of Kohima. This was followed by registration of the Kohima Educational Society, under Societies Act 1860, with Government of Nagaland. Thus was born the KET/KES Initiative. During the initial years, till recently, Mr Pheluopfelie Kesiezie very ably carried the responsibility of the KES as chairman. We had earlier agreed that since this was about the Battle of Kohima, somebody from Kohima Village ought to take on the leadership at the Nagaland end. About the KET, this is what Gordon had to say, “What happens when memories fade? Too often nothing. They pass into oblivion, or at best become vicarious as oral history or recordings for readers, listeners and viewers. Converting memories into action underlies the Kohima Educational Trust, founded in 2004, sixty years after the Battle of Kohima. Until then, survivors had met annually to keep memories alive, to renew friendships and to honour their dead comrades. Now the numbers were dwindling. There were 135 veterans at the final reunion in 2004; the memorial service in York Minster in 2013 was attended by 15”. “The Trust, dedicated to assisting the education of the descendants of the Nagas who were our allies in the battle, is helping to shape the tomorrows for which those who died at Kohima in 1944, in the words of what has come to be known as the Kohima Epitaph, ‘gave our today’. This involves action in Nagaland where volunteers implement a wide range of educational projects, and in the UK where volunteers raise funds and develop ideas”. Although this initiative has been carried on at a more informal level, it has provided the first touch of healing of past hurt feelings coming as it did from British veterans.

A bit of history must be mentioned here to put things into context. As most Nagas will remember, there was great disappointment among Naga people when the British left India without making any statement on the status of the Naga people. Many Nagas felt betrayed by their former British allies who happily accepted Naga help during the War but left them “at the mercy of the Indians” after the War. One can understand the British Government’s position at the time but this did not lessen the feeling of bitterness among many Nagas. This feeling of hurt, especially among the Naga Nationalists, had remained unhealed in spite of the fact that Phizo himself had sought asylum and lived in Britain for many decades before his death. And despite the warm fellow feeling that continued among former comrades in battle – Naga veterans and British veterans. Some might ask why we did not try to raise the KET to a higher and more formal level? The initiative started with the stirrings in one man! This had to be properly appreciated. Many of our people have the tendency to think that foreign funding means in terms of millions of dollars. This was not like that. KET was not a rich organization; its initial funding started with surviving veterans contributing 5 Pounds, 10 Pounds etc. from their meagre pensions. These were sacrificial givings to “remember Kohima” and not out what could be spared. Gordon Graham himself, apart from carrying all the organizational responsibilities was spending almost all his time to raise funds, besides contributing from his writings. Moreover, Gordon had to fight sceptics who thought the Initiative might turn out to be a waste of time! From such humble beginnings, the KET came to birth. But the conviction of one man can become a formidable force. The influence of the KET in Britain has been growing all the time. The KET now has a very able group of Trustees from different walks of life. It even has HRH, Prince Andrew, the Duke of York, who was also in Kohima, as the patron of the KET and last year the KET meeting was held at Buckingham Palace in which one of our KES members took part. With the growth and wider support for the KET, Kohima itself has been growing in repute. As most are aware, the Battle of Kohima-Imphal has also been voted the most significant battle in the entire history of Britain. The campaign for this was carried out by Mr Robert Lyman, well-known military historian, writer and current chairman of the Kohima Educational Trust. For Naga readers, it may also be mentioned that our friends in the KET played not an insignificant role in inviting a Naga Troupe to the Edinburgh Tattoo, an international event of considerable repute and exclusiveness – more information on this will be forthcoming soon. The KET has been doing a lot to enhance the image of the Naga people worldwide in a positive way. In Nagaland too many dignitaries, including past Governors, Chief Minister, other ministers and prominent citizens etc., have been extending their support at different times. For instance, the former chief minister of Nagaland, Mr Neiphiu Rio, bought 200 copies of the DVD, brought out by the KET, about the Battle of Kohima. So, the healing and bridge-building has been going on at both ends which is as it ought to be because a bridge cannot be strong unless the pillars at both ends are strong enough. On the Nagaland side, the members of the Kohima Educational Society (KES) all contribute their services on voluntary basis. But, perhaps, mentioning some of the projects will give a better idea of how much is being done to benefit our people although the contributions have been going on quietly. Projects implemented 1. Scholarship : The flagship project of the KET is the scholarship given to high school students every year. Till date, 185 students from across Nagaland have received a 3-year scholarship at the High School level. Each year advertisements are placed in local newspapers so that students can apply for the scholarship. The applications are shortlisted by the KES. For the award ceremony, members of the KET travel to

Kohima each year. 2. Dictionary : A good Oxford dictionary has been presented to all the schools in Nagaland. 3. Reference Library : A reference library has been set up in Kohima. At the moment, it is housed at the State Library. 4. Ray Jackson Basketball Court : Ray Jackson, a pilot during the War was shot over the jungle in Phek. He was look after by two Chakhesangs and safely returned to British lines. In gratitude he wanted to do something for the area people. After consultation and according to the wishes of the people a basketball court was constructed at Phek for the children to play. 5. Medical scholarship : A medical scholarship was started in memory of Dr Keith Halnan, a founding member of the KET, for health workers from remote areas. The project was implemented in collaboration with Downtown Hospital, Kohima. However, this has been kept in abeyance for the time being. 6. English teaching scholarship : So far, an English teacher from Dimapur was sponsored to do an M.A. course in English teaching in England. The idea is to propagate English teaching methods in schools. She has been giving training since her return. 7. School hostel at Pangsha : A school hostel has been constructed at Pangsha for the school children of the area as they faced great hardships in getting accommodation particularly those coming from neighbouring villages. The Pangsha people participated by making contributions of their own towards the project. 8. The first Naga Bibliography has been completed and it is now available on the KET website : www.kohimaeducationaltrust. net. Anyone can access the site and make use of it, particularly researchers and scholars. The website also welcomes suggestions and inclusions where titles have been inadvertently left out. Just keep in mind that at this point, the site hosts only English titles. 9. A multi-lingual Glossary (Dictionary) is in the offing, containing the 16 recognized tribe languages of Nagaland. Everything has been completed and in the process of being sent to press. It should be out soon. This work contains the most commonly used words and phrases and is aimed at better communication and understanding among the Naga tribes. It will be useful to others also including scholars and researchers. 10. Battle of Kohima Film : KET has recently produced a documentary film on the Battle of Kohima with real battle scene footage. The film is titled, Kohima: An Exploration of War, Memory and Gratitude. Made by a professional film-maker, David Percy, the film “skilfully mingles opposites – war and peace, youth and age, living and dying, joy and sorrow – all set in a remote mountain village which was once a scene of death and destruction where two armies met in a do-or-die battle”. The film also recounts the story of the KET. According to Gordon Graham, “The film is a witness to the past and a promise to the future, melding in words and pictures two totally different peoples flung together with brief intensity by the fortunes of war”. He continued, “Kohima (film) is a vivid drama portraying the continuity of life through the experiences of a few individuals… You are transported in a flash after the opening idyllic shots of Kohima today to feel like a participant in primitive combat amid mountains and jungle, to scenes of mud, misery and savagery in a battle subsequently, although not at the time, seen as one of the epic encounters of World War II. The film emerges seamlessly from the tragic past into a hopeful future, in which the key players are veterans, both British and Naga, and Naga children of today”. • There was also a students’ exchange programme while other new projects are in the pipeline. Some assistance have also been given to two groups which were felt deserving. The above are just to give readers a taste of what has been taking place so that they may begin to comprehend the important works that have been quietly going on.

Who was Gordon the man? How do you evaluate a man? Only God can do that. All our attempts can at best scratch the surface depending on our readings of the man. What one can say with conviction in the case of Dr Gordon Graham is that he was a great soul, a deeply spiritual man who faithfully followed the deepest promptings he received from his heart. A military man who experienced first-hand what War was all about, he chose the path of peace and reconciliation and building-bridges. He was a giant of a man and a great intellectual but consciously remained private. Both writers and publishers craved for his friendship. He was a great friend and confidant to many people including the late Bill Porter, founder president of the International Communications Forum (ICF), at whose funeral he spoke movingly. He was also a great friend of Masuo, the Japanese Quarter Master in the Battle of Kohima (entire Burma Campaign), who started the initiative to reconcile British and Japanese soldiers and which culminated in the reconciliation ceremony at the Kohima Cathedral. At a personal level, he was not just a great friend, philosopher and guide but seemed more of a parent to me. He knew me exactly and he always managed to bring out the best in me. But it was not just me. Helping any person was his passion. But the Naga people and their welfare were almost always in the forefront of his mind. I remember him sending me a few Naga names he had come across who were doing some good works. He wanted me to get in touch with them and see how we might help them. His last thoughts were also about the Naga people from what one could get from here. Just before his stroke, he had dictated so many of his thoughts to be conveyed to his Naga friends. Sadly, he could neither speak nor swallow after his stroke but one can be fairly certain that among his thoughts were the Nagas and his KET. One is still in a state of some shock. While one knows the inevitable, at such times, one is usually caught unprepared. The following are a few thoughts about Gordon that come to mind at this stage. 1. Gordon started the process of healing and rapprochement of Naga-British relations by remembering history and doing something about it at his level. This has grown and has become bigger than an individual or even between the British veterans and the Naga veterans. Today, the initiative embraces the British public and the Crown as well, with also the Duke of York as the patron of the KET. 2. Gordon was truly a man with a sense of history in all the senses of that word and not just because of the efforts he made for rapprochement of Nag-British relations. Such a man is universal and his thoughts and actions are for the good of everyone and durable. At times, it would seem that he had the ability to look and see into the future. 3. Gordon was a great intellectual and ideological in his ways of thinking and actions. Few things he did were casual although he was also a fun-loving person. He consciously chose to remain private, quietly pursuing and doing well the few things he thought he was meant to be doing at each moment. He was fulfilling the purpose/s for which he came into this world, one felt. 4. Through the KET/KES, the Naga image is being promoted and enlarged in a positive manner and in ways we cannot still fully fathom. The writings above give some idea. 5. Benefits are accruing to the Naga people in both direct and indirect ways, both at home and abroad. The goodwill and support for KET/KES pouring in from all kinds of people has simply been amazing. The gap Gordon has left behind can never be filled. One consoles oneself with the thought that God would surely reward a person like Gordon for all his good works. The information that he passed away peacefully is another comfort. I would like to end with a request for all, especially the beneficiaries of KET projects, their families, and those who have known Gordon, to remember him and the surviving family members, at 1345 hrs on May 7, when the funeral takes place.

umbai's Saatvik food restaurant Sanskriti has broken the Guinness World Record for the largest Imarti (a sweetmeat) in the world. It has also surpassed the Limca Book of Records. With support from celebrity chef Sanjeev Kapoor, Sanskriti broke the Guinness World Record for the largest Imarti in the world on May 2 in the Indian sweets category. The restaurant broke the record with a 37 kg Imarti with an average nine feet diameter. Headed by Gaurav Chaturvedi, a team of 12 people took three hours and 48 minutes to make it. Apart from this, the team made the largest jalebi in the world. They broke the record for the Limca Book of Records on May 3. The sweetmeat weighed 18 kg with a diameter of nine feet, breaking the previous record of 8.2 feet. It took three hours and 53 minutes to make. LaS VEGaS, May 5 (aP): Manny Pacquiao could face disciplinary action from Nevada boxing officials for failing to disclose a shoulder injury before his fight with Floyd Mayweather Jr. Nevada Athletic Commission chairman Francisco Aguilar said Monday that the state attorney general's office will look at why Pacquiao checked "no" a day before the fight on a commission questionnaire asking if he had a shoulder injury. "We will gather all the facts and follow the circumstances," Aguilar said. "At some point we will have some discussion. As a licensee of the commission you want to make sure fighters are giving you upto-date information." Pacquiao could face a possible fine or suspension for not answering the question accurately on a form he filled out just before Friday's weigh-in. He would go on to lose a unanimous decision to Mayweather in the richest fight ever. Meanwhile, orthopedic surgeon Dr. Neal ElAttrache told ESPN.com that Pacquiao will undergo surgery later this week to re-

pair a "significant tear" in his rotator cuff. ElAttrache examined Pacquiao on Monday at his Kerlan Jobe Orthopedics office in Los Angeles. Pacquiao's promoter put out a statement on behalf of the fighter late Monday afternoon saying that the injury was disclosed to the U.S. Anti-Doping Agency, which approved the use of an anti-inflammatory shot for the fight. But USADA was only a third party to the fight, charged only with testing the fighters for banned substances in training and the night of the bout. "We had no medical information, no MRIs, no documents," said Travis Tygart, who heads the USADA. "It was not an anti-doping issue. The real question is why his camp checked 'no' on the disclosure. Either they made a terrible mistake to not follow the rules or they were trying not to give information to the other side. I'm not sure there's a middle ground." Tygart said his agency, which was hired by promoters to oversee drug testing for the bout, was contacted April 7 asking

about the use of various substances and whether they were allowed under anti-doping rules. He said there was another call 10 days later asking about using a different substance, again for what the USADA was told was an unspecified shoulder problem. A little more than two hours before the fight, Pacquiao's corner asked Nevada regulators if he could be given a shot of Toradol, an anti-inflammatory. Aguilar denied it, saying the commission had no previous indication there was an injury and could not allow a shot in fairness to the Mayweather camp. "Our job is to protect the health and safety of fighters and the integrity of the sport," Aguilar said. "We expect our fighters to be forthright." Pacquiao said after the fight that his shoulder had improved and he was hopeful of fighting with the shot. He said it didn't bother him until the fourth round, when he hit Mayweather with a big left hand and went after him with a series of punches.
