The police was still to ascertain the authenticity of a picture showing a man allegedly arrested in Sivasagar, Assam and purported to be the thief, who stole Rs. 14 lakhs from the SBI Dimapur main branch on April 10. As per reports though unconfirmed, the man was arrested while trying to steal cash at a bank in Sivasagar on May 4 under similar circumstances as was seen at the SBI Dimapur. The Dimapur police when contacted said it was still too early to connect the man to the April 10 bank theft. While stating that efforts were on to contact the Sivasagar police, it was added that a clearer picture would emerge only after corroborating with the Sivasagar police.

The Nagaland Government Higher Secondary School Employees Association (NGHSSEA), the only registered Association in the Education Department, today announced its phase wise agitation starting from May 10 if the Government fails to fulfill its four-point demand. The demands of the NGHSSEA are the submission of incumbency list and post continuation to the AG to enable the officers of school education department to obtain pay slips; publish seniority list of officers of higher secondary section under the school education; promotion of higher secondary officers to fill up the vacant posts. It also demanded review of the order in respect of 23 GHSS wherein DDO power was withdrawn from GHSS Principals and handed over to DEOs of secondary cadres intensifying cadre conflict. Having submitted several representations earlier this year, the NGHSSEA stated that it has not seen any visible progress and therefore had served an ultimatum of seven days to the Government on May 3. If the Government fails to respond in the span of seven days, the Association informed that it will begin its phase wise agitation from May 10 where a symbolic protest will be held in the first phase, with the members wearing black badges from May 10 to 12. In the second phase, the members will hold a pen down strike and in the third phase, there will be mass casual leave. Holding a press conference on May 5 at LCS Building, Kohima, the NGHSSEA also mentioned the

consultative meeting held the same day where the meeting resolved to demand the government for total bifurcation of the Higher Secondary Education from Secondary and Elementary Education Department and the abolition of Deputy District Education Officer. Taking into account all the Administrative and structural problem the Association said it wants total bifurcation of the Higher Secondary Education from Secondary and Elementary education. “If the government brings any proposal to abolish the post of DDEO which is presently occupied by Higher Secondary cadre, the Association will oppose the proposal. The present DDEO post allocated to the Higher Secondary cadre should be retained,” it maintained. NGHSSEA president Kelhika Kenye mentioned that the Association came to know that the government was contemplating to withdraw the DDO power from the Principals, and some Headmasters. So upon learning, the Association approached the government and briefed them that the removal of DDO power from the Principal will be a strategic mistake. “Because DDO power in the school level is exercised as an administrative tool and not as financial tool. DDO power is the only efficient administrative tool that serves to check absenteeism, irregularities of employees,” said Kenye. Despite the appeal, the Government went ahead and issued the order where the DDO power will be transferred to the DEO and subsequently, 23 Higher Secondary schools has been affected. “Stripping the effective tool

The Department has been facing cadre conflict. The friction between this two cadres has intensified,” the Association said. On the demand for publication of seniority list of officers of higher secondary section under school education department, Kenye informed that since 2011, the seniority list for the higher secondary sections has not been prepared. Therefore the Association is of the view that in the absence of proper seniority list maintained there is conflict among the cadres and officers which is unhealthy, he stated. On the demand for promotion of higher secondary officers to fill up the vacant posts, Kenye explained that in 2011, the Department of School Education initiated restructuring and revamping exercise where two cadre lines for promotion were created- School education and Higher Secondary education. However, there have been alleged discrimination and unfair treatment meted out to NGHSSEA members in terms of promotion.

AGARTALA, MAY 5 (IANS): A dearth of investments, poor infrastructure and lopsided planning affect higher education in the Northeast, though the region has enough potential, meritorious students and teachers, experts and academicians say. However, compared to last year when the exercise was first begun, universities and technical institutions in the northeastern states have slightly improved their positions this year in rankings released recently by the Union Ministry of Human Resource Development (MHRD). Nine universities, four engineering colleges, two management institutions and two institutes of pharmaceutical sciences and a college in northeast India featured in the best institutions named in the National Institutional Ranking Framework (NIRF). Former Gauhati University Dean Usharanjan Bhattacharjee said: “The northeastern states have huge potentiality in all respects. Students of this region are doing excellently when they pursue studies and research in other parts of India and abroad.” “Lack of proper infrastructure and poor investment are badly impacting the higher education sector in the northeastern region,” Bhattacharjee told IANS. Citing an example, the renowned academician said that three decades ago, a studycum-training centre was set up in Gauhati University for potential candidates for the Indian civil services examinations, but it is almost inactive and unproductive while some retired teachers have been engaged by it. “To demonstrate artificial credit, often without any proper planning, various courses have been started in the universities and technical institutions, but after a few years, these become non-existent,” Bhattacharjee said. The observation was echoed by the Tripura government-run Maharaja Birbikram University Vice Chancellor Gautam Kumar Basu. “Investment for the development of infrastructure of higher education institutions in the region is far below expectations. DIMAPUR , MAY 5 (MExN): Nagaland Timber Traders’ Union (NTTU) has threatened to launch indefinite blockade on movement of vehicles in Peren district with effect from May 8 if the authority fail to revoke the notification prohibiting trucks carrying timber to pass through the district headquarters after April 30. This decision to this effect was taken in a joint meeting of NTTU, timber traders of Chumukedima and Dimapur units on May 4. Informing media persons, NTTU officials said 31 trucks have been seized at Ahthibung since April 30. It may be mentioned here that the Deputy Commissioner, Peren, has, in a notification dated January 11, prohibited movement of trucks carrying timber in Peren district headquarters after April 30. NTTU officials also said about 72 persons involved in

the timber business are going through physical hardship due to shortage of ration. Unspecified numbers of trucks were also reportedly stranded since the imposition of the notification. NTTU has been demanding that timber operation be permitted till May 31. It justified that beyond the month of May, it is not feasible for the business due to onset of rainy season. NTTU also said the local MLA and chairman of District Planning and Development Board (DPDB) had reportedly written to the Deputy Commissioner to maintain status quo by allowing timber traders to function till May 31. Aggrieved NTTU members said the same has not been responded till date. In the light of the above stated circumstances, NTTU said it have decided to launch blockade on movement of vehicles in Peren district. Dur-

ing the blockade, vehicles from other districts will not be allowed entry into the district and vice versa. However, security forces, para-military forces, police, medical and other emergency services have been exempt from purview of the blockade. In a separate statement, Dimapur Timber Mill Owners’ Association (DTMOA) and the Chumukedima Timber Traders’ Association (CTTA) extended support to NTTU’s demand for revocation of restriction order. A joint statement by DTMOA president Toikhu Chophy and CTTA president Khutovi Awomi have appealed the Deputy Commissioner to revoke the earlier notification as it is affecting the livelihood of many families depending on timber business. Indian Institute of Technology-Guwahati (8th), Gauhati University (43rd) and Tezpur University (48th) in Assam, Meghalaya’s North Eastern Hill University (77th) and Rajiv Gandhi Indian Institute of Management (99th) and Mizoram University (94th) have figured among the top 100 universities across the country in rankings released recently by the MHRD. Silchar’s Assam University, Dibrugarh University and Arunachal Pradesh’s Rajiv Gandhi University have also found a place. Besides, three National Institutes of Technology in Silchar (Assam), Manipur and Meghalaya also find a place. Among 100 best colleges in India, J.B. College in Jorhat (Assam) is the only college in the northeastern region to feature at 64. Of the eight northeastern states, higher educational institutions of Tripura, Nagaland and Sikkim failed to feature in the rankings.

Court admits PIL against illegal appointment in Nagaland police dept Our Correspondent Kohima | May 5

A PIL filed challenging the employment of 239 4th grade employees of non-indigenous inhabitants of State of Nagaland made during January 2013 -November 2016 was heard at the Guahati High Court, Kohima Bench on Friday. The PIL has contended that these appointments was unconstitutional and in violation of the State Government notification dated 19/9/1987 which has made 100% recruitments of indigenous inhabitants of the state of Nagaland. The posts to which the appointments were made include constables, drivers, cook, tailor, cobblers, washer man, painter, mechanic, electrician, handyman, and jugalis in the Police department. The petitioner S.T. Yapang who is a social worker and a writer by profession had sought for cancellation of “illegal and unconstitutional appointment” and to make enquiry against the errand officials who are responsible for the appointments. The PIL was heard by Justice Serto who directed that no further appointment to any 4th grade post shall be made without proper advertisement and the appointment be made only by complying the notification dated 19/9/1987. Further hearing on the PIL was fixed after one month. Advocate N.M. Jamir appeared for the petitioner S.T. Yapang.

Pangsha landowners at Indo-Myanmar border irked by survey carried out without consent Dimapur | May 5

After the construction of the Indo-Myanmar border fencing at pillar 146 of Pangsha area under Noklak division of Tuensang district was on put halt as landowners of the area and Naga civil societies registered wide protest, a joint survey by representatives from India and Myanmar has been ongoing since April 28, 2017. In the latest development, the landowners/stakeholders of the area, which include villages of New Pangsha, Old Pangsha, ITC Dan, Dan and Wonsoi, is now seeking two month time to pursue the issue on the border fencing with the Government of India. “We have put forward a representation to the Govern-

ment of India to put on hold the ongoing joint survey for two months during a meeting held with the Commandant of 15 Assam Rifles along with ADC Noklak on May 1 at New Pangsha village,” New Pangsha village council chairman P Shingya told The Morung Express. The landowners are not happy that the survey is being undertaken without seeking permission or consultation from their side. “If any survey is being done, they (concerned) ought to take permission from us. We should be involved since the land in which the survey is being carried out belongs to us,” Shingya said. According to Shingya, both the survey teams from Myanmar and India are hosted at the 15 AR camp at Noklak town

and the survey is done under tight security. “Since the survey began from last week of April, we are yet to meet any members of the survey team,” Shingya voiced dismay. Shingya, while terming it as unwarranted the actions from the Government of India and Myanmar over the construction of the border fencing which divides their land, demanded that if any survey is to be carried out, they do it by covering the 5000 hectares of their land in the Myanmar side. “If you want to survey our land, include all our lands that is in Myanmar,” he maintained. The landowners are also accusing the Government of India on what is alleged as “double speak” for washing their hands off the construction of the border fencing de-

spite being involved. “Wherever we meet them, (representatives from the GoI), they assure us they have no hand in the construction of the border fencing, but when we inquire to the Myanmar people overlooking the construction of the border fencing, they say, “We are mere workers, money is sponsored by India.” The New Pangsha village council chairman informed that during the two months timeframe if provided, they would again pursue the issue with the Government of India and Myanmar to stop the construction of the border fencing and the survey. Reaching to ‘un-informed people’ Providing a brief update on the NSCW’s awareness programme on Human Trafficking, Temsula Ao, Chairperson NSCW mentioned that the Commission took up the awareness initiative in all the districts to make aware the issue of human trafficking to the ‘un-informed people’ in remote areas who are often easy prey to the danger of being manipulated by unscrupulous operators with the false promise of a better life outside the villages and towns. Temsula criticized the poor functioning of government in remote areas where ‘schools exist in name only and other basic amenities do not seem to have reached many of these remote areas’. “Therefore they seem to

grab at every little opportunity to let their children go elsewhere to find better lives. What becomes of many of them ultimately ends up as only statistics on some police reports and social grapevine,” lamented Temsula.

Status, problems, nature of human trafficking in Nagaland While Human trafficking, an organised criminal trade, is expanding at a phenomenal rate, Temsula viewed that the crime is unique because unlike other trades the commodity it trades in is human beings with its primary goals being prostitution or sex-trafficking which affects 4.5 million worldwide. The Police data indicates that in Nagaland a person goes missing every fourth day where 83 percent are below the age of 18 and 13 percent have been reportedly trafficked, and 35 percent are untraced. “Such criminal activities cannot be handled by our traditional customary laws because the crimes of such diverse forms can be dealt with only by the present law-enforcing agencies. This is where the role of police needs to be foregrounded,” stated Temsula. She also cited the problems faced by the Police in tackling human trafficking such as non-report-

As such, the State Government decided to launch the scheme at the earliest possible time soon after Mandaviya discussed the matter with him during his last visit to the State about two weeks back, the Chief Minister said. Stating that sincerity is the key to good governance, Biren conveyed that he had directed his Council of Ministers to serve the people with utmost honesty and sincerity. Observing that healthcare usually requires huge sums of money and sometimes give a big burden to poor families, Mandaviya expressed hope that PMBJP would give a great sigh of relief to the people of the country as selected medicines and medical devices would now be available at affordable prices under the scheme. Speaking at the occasion, Health and Family Welfare Minister, L Jayantakumar urged the public not to spread wrong propaganda against generic medicines. He said that quality had not been compromised in manufacturing generic medicines, which are to be distributed under PMBJP. He expressed hope that the medical fraternity of the State would join hand with the Government in making PMBJP a success. The dignitaries present at the function also distributed licences for opening 26 PMBJKs in different parts of the State. Later, the Chief Minister opened the first PMBJK of the State at the Block adjacent to JNIMS OPD. It may be mentioned that the Government provides more than 600 medicines and 154 medical devices at an affordable price through PMBJKs.

Remains of MNF ‘martyrs’ unearthed Newmai News Network Aizawl | May 5

The skeletal remains of five Mizo "martyrs" who died during the Mizo National Front (MNF)’s independence movement were unearthed recently near North Hlimen village in Mizoram-Assam border Kolasib district. The remains were brought to Aizawl today. The five were identified as 2nd Lieut. Lalrinliana, Lieut. Thanseia, Pvt Lalhmingliana, Kapzawna (Mizo National Volunteer), and Romawia (MNV). The first four "martyrs" were killed in an encounter with Indian army at jhum land near Theichangbung village during the independence movement in 1968, while Romawia was killed by the army at Theichangbung village and was buried at the village grave yard. As the Indian army denied collection, the dead bodies of the first four "martyrs" were buried in a jungle in Mizoram-Assam border. Two abducted persons killed in Manipur Imphal, may 5 (IaNS): Suspected militants on Friday abducted three persons in Manipur and gunned down two of them, police said. The third man is missing. These are the first such killings in the state after the Bharatiya Janata Party (BJP) took office last month. Police and paramilitary personnel have launched a major manhunt for the killers. The police said the suspected militants whisked away the three Kukis from

their homes. One was abducted from Imphal East and two from Kangpokpi district, about 60 km from here. The bodies of N. Haokip and Nenkholin, who had been shot, were found around 3 a.m. near Khokhen village in Kangpokpi district. The third, Jamkholien, is still untraceable. No one has claimed responsibility for the abductions and killings. Police said they had no clue about the motive behind the killings.

In an executive order that alters India’s Banking Regulation Act, the government authorized the RBI to direct banks to initiate an insolvency resolution process in the case of a default under provisions of the bankruptcy code. The ordinance, which goes into effect immediately, also said the RBI may specify one or more authorities, or panels to advise banks on resolution of stressed assets. The move marks the latest attempt to tackle the record 9.64 trillion rupees ($150 billion) in stressed loans accumulated as of the end of December that have choked new credit and hurt economic growth. “The ordinance is a welcome step, but there is a long road ahead. Until the capital actually comes in, things are likely to remain a bit difficult,” said Tirthankar Patnaik, Mizuho Bank’s

MUMBAI/BENGALURU, MAy 5 (REUtERs): Gold demand in Asia rose this week, helped by a correction in prices, but traders said some buyers have held back from purchases while they wait for bullion prices to drop further. Analysts said gold buyers were expecting prices to dip in the upcoming days, banking on the possibility of the U.S. Federal Reserve hiking interest rates in June. Higher rates increase the opportunity cost of holding non-yielding bullion. Futures traders are pricing in a 74% chance of a June hike. Gold prices in India have been at a premium over the last couple of weeks due to stronger demand for the annual Hindu and Jain holy festival of Akshaya Tritiya and the recent dip in global rates have further boosted the appetite. “The price correction is attracting retail buyers. Jewellery demand is good for wedding season. At this price level even investment demand is emerging,” said Mukesh Kothari, director at bullion dealer RiddiSiddhi Bullions in Mumbai. In the local market, gold futures were trading around 28,238 rupees per 10 grams on Friday, down more than 2% compared to last week.

The benchmark spot gold price is poised to end the week down about 3%, the biggest percentage fall since the week ending Nov. 11. Dealers in India were charging a premium of up to $2 an ounce this week over official domestic prices, compared to a premium of $1.50 last week. The domestic price includes a 10% import tax. In the first quarter of 2017, Indian demand rose 15 percent from a year ago, the World Gold Council said in a report earlier this week. In top consumer China, premiums rose to $12 an

ounce over the international benchmark, from $8 to $10 last week. In Singapore, gold premiums were between a 70 cents to $1 range, compared with a 50 cents to 80 cents premium last week. “Although there was some pick up (in demand) as gold price fell, customers are looking for more even lower prices... People are waiting for prices to fall to $1,200,” a Singapore-based physical dealer said. In Japan, however, demand this week remained limited due to national holidays with gold being sold at a discount of 25 cents.

Government looks to pump Rs 30k cr in LPG production, distribution NEW DELHI, MAy 5 (PtI): The government is eyeing close to Rs 30,000-crore investment for expansion of LPG production and distribution network in next three years as it widens cooking gas coverage by giving out a record number of connections. A record 3.45 crore LPG connections were given during the fiscal ended March 31, 2017, including 2.2 crore free connections to poor women, Oil Minister Dharmendra Pradhan told reporters here. As many as 6 crore connections have been given in last three years, taking LPG to 72.84 per cent of the population. The LPG coverage was just over 50 per cent when the NDA government took office in May 2014, he said. Increasing LPG coverage is

part of the government’s plan to cut on the use of polluting firewood and liquid fuel as medium of cooking. The use of LPG not just help environment but also increases productivity and prevent health hazards. “When we took office, there were about 14 crore active LPG connections. In three years, this has gone up to 20.08 crore,” he said. The main reason for the vast expansion is the Pradhan Mantri Ujjwala Yojana of providing free cooking gas connection of below poverty line (BPL) women. Under the scheme, the government bears the cost of Rs 1,600 for getting the connection. “PMUY was launched on May 1, 2016 with a target to provide 5 crore connections in three years. The first year target was 1.5 crore.

But we have done 2.2 crore connections in the first year,” he said. Pradhan said his ministry is looking at raising the target of free LPG connections but a decision will be taken after consulting the finance ministry which has to provide the financial support. For the 5 crore connections, Rs 8,000 crore was provisioned. The ministry is targeting 3 crore connections including 1.5-2 crore under PMJY during the 2017-18 fiscal and another 4 crore in the following year. This would help take LPG coverage to 95.49 per cent of the population. He said PMJY initially targeted less LPG coverage states of Uttar Pradesh, Bihar, West Bengal, Madhya Pradesh and Chhattisgarh.

Lack of unity resulting in Nagas being manipulated: NLA Speaker MokokchuNg, May 5 (MExN): Nagaland Legislative Assembly Speaker Dr. Imtiwapang Aier on Thursday asserted unity among the Naga brethren is hooked inside Article 371 (A). The NLA Speaker was addressing the Thanksgiving service in his honour on being appointed at the helm of the Nagaland Legislative Assembly at Kobulong Town in Mokokchung District. He recalled that during the Naga Movement for Sovereignty in the 1950’s there was a strong bond of unity among our forefathers and because of that unity, the others (India) were unsuccessful to manipulate their influence or penetrate into our society. communication between the state government and the civil societies. Reminding that the first Chief Minister of Nagaland and the first Ao to become the speaker of NLA is from Asetkong range, he said that this blessing has been showered by the Mission Centre “Impur” and till today, the people of this constituency have been reaping abundant blessings because of Impur. He also asserted that this blessing is bestowed by God because of unity among the Asetkong range. Therefore, we must always thank God for his blessings, he stated. DIMaPuR, May 5 (MExN): The Working Group of the Naga National Political Groups and the Rengma Hoho met on May 5 to deliberate on the prevailing socio-political issues facing Nagaland state. DIMaPuR, May 5 (MExN): The United Naga Tribes Association on Border Areas (UNTABA) has brought to the notice of the Nagaland Government on the following points of demand which it said require topmost priority. In a memorandum addressed to the Nagaland Chief Minister, the UNTABA said the inter-state boundary between Nagaland and Assam should be settled at the time of political settlement. It reiterated that the issue of political settlement and boundary settlement are different sides of the same coin and that the movement for Naga historical and traditional boundary settlement is the beginning of the Naga political movement. It demanded that the interim Agreements of 1972 & 1979 and all other related agreements or MoUs on border issue between the Government of Nagaland, Assam and GoI be reviewed immediately keeping in mind the inalienable historical and traditional boundaries of Naga people. “All these agreements are nothing but an interim arrangement made under duress against the very history of Naga people. Unless such arrangements are revoked, it may evolve into a big stumbling block in the

Traditional flowers have now been replaced with succulents, cacti and even vegetables, they claim, as today’s brides request personalised, unconventional designs. Echeveria, a green succulent from Mexico, is now popular at modern weddings, as are plants with unusual colours, such as grey. Some brides have even requested vegetables such as cabbage plants and sweetcorn. The rising desire for trendy, modern designs is said to have been driven by social media sites such as Instagram. With the average bride spending an eye-watering £638 on wedding flowers, experts say florists are now under increasing pressure

to put together unique, personalised arrangements. Tracey Griffin, from the British Florists’ Association, told the Sunday Telegraph: ‘Brides in general are less conservative now and perhaps listen less to their mother or mother-inlaw and just go with what they really want. The Honolulu molasses disaster The biggest environmental disaster that Hawaii has ever faced? Black treacle. When a shipping company accidentally spilled 233,000 tonnes of black molasses into the harbour in Honolulu in 2013, they quickly realised that unlike oil - which can be cleaned up by skimming the surface of water - it’s nigh-on impossible to remove, as its extreme concentration makes it sink straight to the bottom of the ocean. It obliterated the oxygen content of the water, killing 25,000 fish and causing a member of Hawaii’s Environmental Health Division to call it: “the worst environmental damage to sea life that I have come across.” It also led to nearly two million dollars’ worth of fines for the company that caused the spillage – making the sugar tax look like small change.

f you were given the choice between two different pilots—one was trained, the other not— which one would you choose? But what if there was no “up-front” cost for the untrained pilot? You still wouldn’t do it? Yet many business owners do not recognize the importance of employee training. Most business managers wouldn’t hire unqualified employees. But so many of them do employ underqualified workers. Sometimes employees become underqualified due to changing technology or the development of new methods. Don’t get me wrong; training does come at a cost. The two biggest resources used for job training are time and money. Some of the excuses not to train are: “We are too busy to learn something new right now.” “We just don’t have the money to pay for training. Training presents a prime opportunity to expand the knowledge base of all employees, but many employers

oetry is heavy. If you asked me if I was a poet seven months ago, I would have laughed at you. I would have said I was a nonfiction writer, and poetry was gladly uncharted waters. In my personal essays, I tend to have a theme of not taking myself too seriously amid chaos. I’ll sometimes try to teach a lesson or tell a story with something you can take and apply to yourself. But in this process of writing based on real life, negative memories are often brought up, and I can only put so much personal emotion into a piece that I want to be broadly relatable. In essays, I try to lean toward dark humor, but this left me with no outlet for a lot of the intense things I was feeling. So, in writing poetry, I allow myself to explore the darker parts of my story that I actively conceal in my nonfiction writing. I’ve started to use poetry as a life raft, and my best work comes when I’m drowning. I use it to talk about some of the most painful moments in my life in small, easily digestible packages that only require a short amount of attention. My work often focuses on rhythm. I pay a lot of attention to how the poem sounds when you read it versus how it looks on the page. I like to sometimes use more conversational language or phrases also in an attempt to draw attention to the rhythm. One of my favorite poems I’ve ever written starts with, “When I was a kid, I used to have night terrors.” There is nothing poetic sounding about that line. Nothing about that sentence comes across as “pretty,” but when I read that poem, it almost sounds like a song. I also receive all my affirmations from a positive workshop. In a poetry workshop, you will read your work to the class and, depending on the intensity of the professor, you may sit in complete silence while peers tear your poem and a piece of your soul to shreds. We’ll sometimes call this the “cone of silence.” Sometimes, you’re allowed to answer questions or explain what you were trying to accomplish, but sometimes you suffer in silence. There’s also a weird phenomenon among some of my peers where we just don’t write about pleasant things. There’s a running joke among some poet friends of mine about how none of us have ever written anything happy. This can make poetry classes pretty intense, because a large number of people are typically writing about something that’s more or less depressing. Every workshop or two, someone will share something really beautiful or a poem that just sounds good, but even those aren’t usually outright happy. They’re just good poems. Sometimes you have to slit your throat and bleed on the page for the message to really get across. And sometimes you’ll do it just for the positive reinforcement.

group of women who had lost confidence in their style choices were invited to have a glamorous new makeover and take part in a photo shoot. Little did they know, they had in fact been styled by six- year-olds in an attempt to put the fun back into fashion. The experiment aims to encourage women to take back their fashion confidence, boost their self-esteem and dress in what makes them happy. The social experiment showed six different women being given a makeover with a bit of help from a (little) friend. Ahead of their makeovers the women spoke openly about their body confidence issues and lack of imagination when it came to making fashion choices. Upon seeing the outfits they were due to wear one woman commented: 'It's not something I'd pick for myself but it's something I'd like to see myself in.' Another added: 'This is really not what I would usually ever pick out but it's very pretty.' Following the shoot the women were presented with their glam pictures where they discovered the twist: that they had been styled by children. One of the women said of their experience: 'I think it takes someone to push you out of your comfort zone and then you feel more comfortable wearing different clothes.' The fashion brand conducted research which found over three quarters of UK women are lacking in confidence and discovered over 55 per cent admit to being self conscious between the ages of five to 17. hat we ask from our politicians and what we expect from them to do for our community? Reality inside Nagaland!! “Mr. Anyam” was an ambitious young boy, who graduated back in the year 2000, soon after his graduation, he decided to sit for the civil service exam and start his preparation for exam day and night. However, since he was a very active student leader while inside the university campus and being someone who was always considered as a future leader by his community because of his bold attitude and good leadership quality, his friends and elders perpetually approached him for any kind of paper works, activities and for brainstorming any development related discussions. As he continued his battle to balance his time for his career and his community, his thoughts was however ruined after seeing the hardships his people faced each day and he soon decided to get involved in politics and fight for the right of his people. The more interaction he made with his people, the more discouraged he became listening to all the stories about the poor health care services, terrible road conditions, unavailability of teachers in the Govt. run schools and many other issues related to basic needs of his community. It was in the year 2002, when he got elected to be the Gen. Secy. Of one strong political party of his constituency and later in the year 2003, when the state election was held, his party came into power with a huge margin. Though, he was very new in the field of politics, he was like anyone of us who grew up longing to see good roads, proper electricity and good infrastructure in state. Soon after his party came into the power he became more stimulated to bring that change he has always dream as a young boy for his people and seeing the enthusiasm and determination in him, the party choose him again to be the personal secretary of the elected MLA. In May, 2003 when he joined the office of the sitting MLA as his PS, he was shocked to see how lakhs of Rupees the state Govt. received have been diverted and misutilized. He began to remember how he as a student leader in the past has struggled saving few hundred from his scholarship just to buy books and pencils for the students of Govt. middle schools and to see crores of money being sanctioned for his locality without implementing any works, he became more upset and soon decided to set up an implementation committee to crosscheck every penny of the funds alloted for the developmental activities. Unaware about the reality he will come across, Mr. Anyam was working whole day and night, meeting the best consultant, stake holders and elders from the state to transform and for more impactful implementation of the schemes. After 10 months of continuous paper works, the first installment of the LADF was received. The news about the release of first installment of LADF became a hot topic in every household at his locality, day after day more visitors flooded the private residence of the local MLA, some students came asking for pocket money, student leaders came requesting for a sponsorship of the next General meeting, many church youth departments came selling a packet of tea leaves, namkeen and bamboo made hard brooms as a fund raise for the upcoming youth convention, some youths came asking for sports kits for their football club, mother association came asking to sponsor for printing of silver jubilee souvenir books and Church leaders came requesting for a financial assistance for the church building construction. “Sir, we don’t have any separate funds for sponsoring Silver Jubilee celebration, General meetings, church building construction etc. how you have managed to handle all their expenditure?” asked Mr. Anyam to his MLA. “Sabee, eman tho moi logo the be kot pora poisa thaki bo, sob LADF laga tho he use kuree desay” MLA replied, he continued.. I cannot pay 1000 Rs. for Silver Jubilee celebration, do you think the public will vote for me in the next election if I donate only that amount? Asked the MLA, 50% of the first installment fund is gone now, from the remaining 50% I have to keep at least 10% for buying rations to feed our party workers who will be here by next week “MLA laga ghor tay khalee aloo, dal khelei lay sob hasai debo tho” he joked. Disappointed, Mr. Anyam made a way towards the exit door without a word, but to his surprise, there were again another 3 gentlemen waiting outside the office. Being aware about the reason why they are in the office, he asked “from which organization, Sir” and the gentleman replied “We are freedom fighters and we are here to discuss about the National issues”. 3 and half years gone, Mr. Anyam continued to work day and night, hoping he will somehow sow the seeds of change in the state but the words of his party leaders as well as the public keep changing after distribution of every work plan. The rush in the private residence of MLA and his office increase year after year, some for sponsorship, some for fund raise, some for financial assistance and some came asking for job through backdoor appointment. 4 years later, a meeting was held soon after the new year 2007 celebration, frustrated with so many donations, fund raise and misutilization of funds by the public and his party workers, MLA shaab announced that he will keep 50% of any funds received from the Central for the next election and requested the gathering not to be discouraged if they receive less donation from his office for a year. With a broken heart Mr. Anyam was helplessly listening his speech, he realized how both he and his MLA have tried for implementation of the program in his locality and how the public responded to their proposals. The leaders and village elders who were present in a meeting however were seen shouting and cheering in support of the MLAs’ decision, after all they knew that they are going to be benefitted directly or indirectly with whatever amount the MLA saved for the next election, and next day a press release was made in the front page of the local newspaper with a very traditional caption “public of XYZ unanimously reaffirm to elect Mr. ABC in the next election”. Disappointed with how the society judge and blames the politicians for all the problems in the state, he resign the office after 5 years and decided never to involved in the state politics again. At the end of the day, we are all partly responsible for the mess in the state. What if the student union organize the general session with just a cup of tea and snacks rather than asking our MLA and Minister for sponsorship and wasting so much of resources in it, what if many unions and organizations plans to organize the jubilee event according to their limited budget, what if the political party workers implement funds like LADF and MGNREGA more effectively without trying to make a maximum profit from it, what if Church leaders just focus on Church Ministry rather than trying to compete in building huge church, what if our national workers stop dreaming of the luxury and easy money and continue to keep the aspiration of Naga movement alive? The election wave is soon going to come, let us stop murdering a leader like “Mr. Anyam” who with a vision will join the state politics in the next election. Thank you for reading! SC sends Dec 16 gangrape accused to the gallows

NEW DELHI, MAY 5 (PTI): The Supreme Court today confirmed the death sentence awarded to the four convicts in the December 16, 2012 sensational gangrape and murder case, saying it had sent a "tsunami of shock" all over and was a 'rarest of rare' case in which the most brutal, barbaric and diabolical attack was carried out on the 23-year-old woman. The apex court said the convicts had treated the victim as an object of enjoyment, with the single purpose of ravishing her. A three-judge bench, through a unanimous verdict, upheld the Delhi High Court judgement which had concurred with the trial court decision. Those who will face the gallows are Mukesh (29), Pawan (22), Vinay Sharma (23) and Akshay Kumar Singh (31). One of the accused, Ram Singh, had allegedly committed suicide in the Tihar Jail, while a convicted juvenile was sentenced three years of punishment in a reform home. In its judgement, the bench noted every gory detail which the victim suffered at their hands, like after she was gangraped, the convicts had inserted an iron rod in her private parts, threw her from the bus along with her friend and tried to run them over. The court termed the incident as "most brutal, barbaric and diabolical attack" on the victim. The judgement was prononuced by a bench comprising Justices Dipak Misra, R Banumathi and Ashok Bhushan which had reserved the verdict on March 27 after a marathon

NEW DELHI, MAY 5 (PTI): For almost five years, Badri Nath Singh, the father of the 23-year-old paramedic woman who was raped on December 16, 2012, and died of injuries 13 days later, had slept fitfully. “I will sleep peacefully tonight,” he said, as the Supreme Court upheld the death sentence awarded to four convicts in the case. Their daughter, too, will now rest in peace, Singh, and his wife Asha Devi, said after the judgment. “She would have turned 28 on May 10 if she had lived. Today’s verdict is a gift for her,” Singh said. He, however, rued the delay that the courts had taken in delivering justice, and wondered about the fate of other rape victims. “What about justice for others whose cases are pending in courts,” Singh asked. But the SC verdict, he added, would give a boost to rape survivors seeking justice. The parents, who have started a ‘Nirbhaya Jyoti Trust’ to help rape vic-

hearing. Justice Misra wrote the judgement for himself and Justice Bhushan, while Justice Banumathi wrote a separate but concurring verdict. The apex court said the aggravating circumstances outweighed the mitigating circumstances like the poor family background, young age of accused, good conduct in prison, marital status, small kids etc. Justice Misra, who read the operative portion of the judgement, said the offence created a "tsunami of shock". The bench also said the nature and the manner of the crime had devastated social trust and it fell in the

'rarest of rare' category, warranting death penalty. It said the victim's dying declaration was consistent, which was proved beyond doubt and corroborated, even though the victim had made her dying declaration through gestures as she was in a very bad state of affair. The bench further said the scientific evidence like DNA profiling of the victim and the accused proved to the hilt about their presence at the crime spot. It said the criminal conspiracy of four convicts, Ram Singh and juvenile has been established, even after efforts were made to destroy evidence like running the bus over the victim and

her friend after they were thrown out of it. The court also said that the testimony of the victim's friend who was with her in bus and the first prosecution witness, was impeccable and relied upon. The bench said the convicts treated the victim as an object of enjoyment, with the single purpose of ravishing her. In her separate order, Justice Banumathi asked if this case wasn't the 'rarest of rare' to award death penalty, then which case can fall under it. She said the convicts' background, age, no criminal record, good behaviour in prison cannot outweigh

aggravating circumstances. The court passed the verdict while deciding the appeals of the four convicts in the case that had shaken the entire nation's conscience. The convicts had challenged the conviction and death penalty awarded to them by the high court on March 13, 2014. The 23-year-old paramedic student was brutally assaulted and raped by six persons in a moving bus in south Delhi and thrown out of the vehicle with her male friend on the night of December 16, 2012. She had died in a Singapore hospital on December 29 that year. Besides dealing with

the challenge to the conviction, the apex court was also deliberating on the issue of quantum of sentence to the convicts as it has been alleged that the trial court did not separately consider "mitigating" circumstances of each convict while sending them to the gallows. While Delhi Police had sought capital punishment for the convicts, the defence counsel had said they deserved leniency considering their poor family background and young age. The police had told the bench that the horrific crime committed by these men warranted death penalty and the test of being a "rarest of rare" case was satisfied in this matter and the

Up to 2-year 'flying ban' proposed for unruly air passengers

NEW DELHI, MAY 5 (IANS): The government on Friday announced draft rules for a national 'no-fly list' that proposes a ban on domestic air travel from three months to two years or beyond for unruly passengers. Civil Aviation Minster Ashok Gajapathi Raju, Minister of State for Civil Aviation Jayant Sinha and Aviation Secretary R.N. Choubey sought consulations from the public and the industry stakeholders on the draft guidelines. The ministry has put forth the proposal to garner public views and comments, which have been invited over one month starting from Friday, May 5, 2017, so that the draft guidelines can be finalised by the end of June 2017. According to the proposed rules, airlines can impose a travel ban on an unruly passenger in

the time range of three months to two years or beyond depending upon the level of misbehaviour. "We have put instances of unruly behaviour into three categories," Choubey told reporters. "Level 1 represents unruly behaviour such as verbal harassment, physical gestures... Level 2 includes physically unruly behaviour such as pushing, kicking, inappropriately touching," he said. Level 3 will be "life threatening" behaviour of a passenger such as damage to aircraft operating system, physical violence like choking or murderous attempt or assault to flight compartment, he said. Choubey elaborated that for level 1, unruly passengers would be suspended for three months, for level 2 suspension would for six months and for level 3 it would

be for two years or beyond. The proposed mechanism mandates setting up of a threemember committee that would look into the complaint filed by the airline and a decision on the ban will have to be taken within 10 days of the complaint. Choubey explained that the proposal also provided an appeal provision for passengers. However, individuals put under the 'no-fly list' by the security agencies would not be given any right to appeal. Besides, he informed that other airlines as well as international air passenger carriers were free to take the cognizance of the 'no-fly list' and extend ban to the concerned individual or group of individuals. Currently, rules only allow airlines to refuse boarding or off-

loading of a passenger whose behaviour is deemed as unruly or disruptive to the safety of flight operations. The draft guidelines followed Shiv Sena MP Ravindra Gaikwad's misbehaviour with an Air India employee in March. Gaikwad was barred from flying by all domestic airlines before the ban was revoked. After the incident, the flag carrier had placed a ban on flying the Shiv Sena MP. Other private air passenger carriers' also imposed a similar ban on the Shiv Sena MP which was subsequently lifted on advice of the Civil Aviation Ministry after Gaikwad expressed "regrets" in the Lok Sabha over the March 23 incident. Last month, sources in Air India revealed that the airline was

working on a set of guidelines to deal with unruly passengers, which included hefty fines of up to Rs 15 lakh. AI sources disclosed that the guidelines and proposed penalties were awaiting approval from Air India's Chairman and Managing Director Ashwani Lohani's office. AI's proposed guidelines envisaged arming Air India's airport managers with more powers to deal directly with unruly passengers, while hefty fines of up to Rs 15 lakh have also been proposed to be levied on passengers who delay flight operations. The guidelines detailed a fresh penalty structure through which an unruly passenger can be fined Rs 5 lakh for delaying a flight by an hour, Rs 10 lakh for delay beyond an hour and Rs 15 lakh for delay beyond two hours.

Prime accused Ram Singh allegedly committed suicide in his cell in Tihar jail in March 2013 and proceedings against him were abated. The high court, in its verdict, had observed that their offence fell in the rarest of the rare category and had upheld the death sentence awarded to them by the trial court.

14 killed, 28 injured as truck falls into canal in UP

ETAH (UP), MAY 5 (PTI): Fourteen people were today killed and 28 others injured when a truck carrying a marriage party fell into a canal here. The incident occurred near Sarai Neem in Jalesar area at around 3 AM when the truck was returning from Agra, the police said. Etah is four hours drive from the national capital. Condoling the loss of lives in the accident, Prime Minister Narendra Modi announced an ex-gratia of Rs 2 lakh for the kin of each of those killed and Rs 50,000 each for those seriously injured in the accident. Chief Minister Yogi Adityanath also announced Rs 2 lakh compensation to the next of kin of the deceased, Rs 50,000 to the seriously injured and Rs 25,000 to those with minor injuries. The deceased have been identified as Girand Singh (65), Prashant (12), Lavkush (21), Mukesh (23), Nerapal (25), Padam Singh (50), Omveer (19), Shaitan Singh (50), Padam Singh (40), Bani Singh (45), Rajendra (60), Vijay (22), Pravendra Fauji (35) and Sanju (25). All of them died on the spot. The injured were rushed to hospital. "My thoughts are with all those who lost their loved ones in the accident in Etah, UP. May those injured in the accident recover quickly," the prime minister said. In January, 15 children were killed and 20 injured when their school bus collided with a lorry amid dense fog on Aliganj-Patiyali road in the district.

The new outfit will be called the Samajwadi Party Secular Morcha, said Shivpal Yadav, the estranged uncle of former Uttar Pradesh Chief Minister Akhilesh Yadav. Sidelined since 2016 when Akhilesh Yadav ousted him from the cabinet first and then divested him and Mulayam Singh of their posts in the Samajwadi Party, Shivpal Yadav said he was forced to form the new party to "restore Mulayam's honour". Over the last one week, Shivpal Yadav had been attacking his nephew Akhilesh

Don't blame us for meet cancellation in India: China BEIjINg, MAY 5 (IANS): China on Friday said it cannot be blamed for the cancellation of a tripartite meet between the Foreign Ministers of India, China and Russia after Beijing reportedly refused to take part in the meeting over the Dalai Lama's visit to Arunachal Pradesh. "About the meeting that was to be held last month, as far as I know the reason is not in China," Chinese Foreign Ministry spokesperson Geng Shuang said, insinuating that the visit of the Dalai Lama to Arunachal Pradesh was the reason behind Foreign Minister Wang Yi not attending the meet. According to a news report, China did not send Wang to attend the trilateral meet in April in India after New Delhi allowed the Tibetan spiritual leader to visit Arunachal Pradesh in April.

The Dalai Lama's visit to Arunachal angered Beijing, which considers the Tibetan Buddhist leader a separatist and claims India's northeastern state as its own. The meeting on April 14, to be hosted by India's Foreign Minister Sushma Swaraj, was cancelled after China told India that Wang had a busy schedule. "About the Russia, India and China Foreign Ministers meeting, China pays attention to the trilateral cooperation mechanism. We have actively participated in the Foreign Ministers meeting and also other activities under the framework," Geng said. "According to my information, three countries are now talking about the schedule of the next Foreign Ministers meeting. They are maintaining communication and consultation," Geng said.

Indian Space Research Organisation’s Geosynchronous Satellite Launch Vehicle (GSLV-F09) carrying the GSAT-9 or the “South Asia” satellite took off at 4:57 pm on Friday.

CHENNAI, MAY 5 (IANS): India successfully launched the South Asia Satellite, intended to serve “economic and developmental priorities” of South Asian nations, using its heavy rocket Geosynchronous Satellite Launch Vehicle (GSLV-F09) on Friday. Precisely at 4.57 pm, the GSLV-F09 took off to the sky from the second launch pad at the Satish Dhawan Space Centre at the Sriharikota spaceport in Andhra Pradesh, carrying the GSAT-9 satellite. The 49-metre, 415 tonne rocket slung the 2,230 kg satellite into geosynchronous transfer orbit, from where it would be taken up to its final geostationary orbit. In 2014, Prime Minister Narendra Modi tasked the Indian Space Research Organisation (ISRO) to develop a satellite for use by the Saarc countries. Costing around Rs 235

crore, the satellite was initially known as the Saarc satellite. But with Pakistan deciding to keep out, it is called the South Asia Satellite. With a life span of over 12 years, its objective is to provide communication applications in Ku-band for the user nations. The satellite, with its 12-Ku band transponderstransmitters and receivers of radio signals, will enable telecommunication, teleeducation and tele-medicine as well as mapping of natural resources.

It would also provide/ augment internet connectivity and would be useful in disaster management. Modi has said the South Asia Satellite would go a long way in addressing the region’s economic and developmental priorities. “Natural resources mapping, telemedicine, the field of education, deeper IT connectivity or fostering people-to-people contact, this satellite will prove to be a boon in the progress of the entire region,” he said. “It is an

important step by India to enhance cooperation with the entire South Asia... It is an invaluable gift. This is an appropriate example of our commitment towards South Asia. I welcome all the South Asian countries who have joined us on this momentous endeavour,” he had said. According to an official, the ISRO decided to have electric power for the satellite. “We have not reduced the volume of the traditional on-board fuel because of the electric power. We have

added electric power facility to check its performance for use in future satellites,” the official told IANS. He said the next satellite with electric power will be the GSAT-20 slated for launch in 2018. The GSLV is a three stage/engine rocket. The core of the first stage is fired with solid fuel while the four strap-on motors by liquid fuel. The second is the liquid fuel and the third is the cryogenic engine. One of the spin off benefits for India through this launch is that in the international satellite launch market, GSLV-Mk II rocket may gain the confidence of potential customers. India puts into orbit foreign satellites for a fee, using its lighter rocket, the Polar Satellite Launch Vehicle (PSLV). However the weight of third party satellites is not much. Revenue for launching satellites depends on weight of the satellite - the higher the weight, higher will be the revenue. The month end is expected to see the launch of GSLV-Mk-III with communication satellite GSAT 19 weighing around 3.2 tonne - the heaviest satellite to be lifted by an Indian rocket from Sriharikota.

As Trump woos China’s Xi, Dalai Lama has to wait on the sidelines

BEIJING/NEW DELHI, May 5 (REutERs): When Donald Trump was elected in November, the Dalai Lama said he was keen to meet the incoming U.S. president, but since then Trump has cozied up to China’s leader Xi Jinping, making it less likely the man Beijing deems a separatist will get an

invite to the White House anytime soon. The United States has long recognised Tibet as part of the People’s Republic of China, and does not back Tibetan independence. But that has not deterred all the recent U.S. presidents before Trump from meeting the exiled Tibetan spiritual leader.

The United States is widely seen as the last major Western power that has still held meetings with the Dalai Lama despite Beijing’s objections that such encounters foment separatism. In past meetings, the U.S. had consistently voiced support for the protection of human rights of Tibetans in Chi-

na, and called for formal talks between Beijing and the Dalai Lama and his representatives. A State Department spokeswoman and a White House official referred Reuters to the Dalai Lama’s office when asked whether the Tibetan spiritual leader and his representatives had asked for a meeting with Trump and whether any such meetings were planned. The Chinese foreign ministry didn’t immediately respond to a faxed request asking whether Beijing had asked Trump not to meet the Dalai Lama. “His Holiness was supposed to go (to the U.S.) in April, but it was postponed,” Lobsang Sangay, head of the Tibetan government-in-exile, told Reuters. That trip has been delayed until June due to a hectic schedule in the preceding months that had left the Dalai Lama physically exhausted, Sangay said, adding that Washington D.C. wouldn’t be part of the June itinerary. The office of the Dalai Lama hasn’t reached out to Trump to arrange a meeting yet, he said. The Dalai Lama is taking a more considered approach with regard to any meeting with Trump, said a source with knowledge of the thinking of

the winner of the 1989 Nobel Peace Prize. The unpredictable U.S. president upset protocol in December when weeks before being sworn into office he took a telephone call from the leader of self-ruled Taiwan, which China regards as a renegade province, only to last week rebuff Taiwanese suggestions of another call. In the interim, Trump has met and phoned Xi, and says he has built a strong relationship with the Chinese leader. He called Xi “a friend of mine” who was “doing an amazing job as a leader” in an interview with Reuters last week, and praised him for trying to rein in nuclear-armed North Korea. In return, the Chinese president has invited Trump to visit China this year. In mid-2008, then British Prime Minister Gordon Brown met the Dalai Lama, to the anger of Beijing. Months later, the British Foreign Secretary at that time David Miliband ditched Britain’s near century-long position on Tibet, describing it as an “anachronism”, and explicitly recognised Tibet as part of China. Based on treaties signed at the turn of the 20th century by

British-administered India and Tibet, Britain had previously said it would recognise China’s “special position” in Tibet on the condition that Tibet was given significant autonomy.

SILENCE FROM TRUMP Chinese troops took control of Tibet in 1950 in what Beijing calls a “peaceful liberation”. Nine years later, the Dalai Lama fled to India after an abortive uprising and set up a government in exile, which China does not recognise. China sees the Dalai Lama as a dangerous separatist in a monk’s robes, even though the Dalai Lama says he wants autonomy for his homeland, not outright independence. There have been no formal talks between Beijing and the Dalai Lama’s representatives since 2010. International rights groups and exiles say China stamps on the religious and cultural rights of Tibetans, accusations denied by Beijing. China says its rule has ended serfdom and brought prosperity to a once-backward trans-Himalayan region. Trump has been silent on Tibetan issues. “The main change is that the U.S. approach on Tibet seems

likely to become more transactional and therefore less consistent,” said Robbie Barnett, director of the Modern Tibetan Studies Program at Columbia University. “It seems set to become more a question of contingency, dependent on how he calculates his relationship with China at any one moment.” Earlier this week, Democratic U.S. Representative Jim McGovern of Massachusetts called for a new U.S. policy towards Tibet to safeguard the identity of the Tibetan people and hold China accountable for human rights abuses. The prime minister of the Tibetan government-in-exile said he is still hopeful that the United States will continue to support Tibetan issues and push for talks between the Dalai Lama’s representatives and Beijing. But he said they were prepared for any upsets. “We are Buddhists, we believe in impermanence. You just go with your karma and whatever happens, happens, because we have seen the worst, the occupation of our country,” said Sangay, who is planning a trip to Washington at the end of May.

China stresses security needs for the new Silk Road initiative Thai police find thirty-five Myanmar smuggling victims ‘dumped’ in the south yaNGON, May 5 (REutERs): Thai police found 35 migrants from Myanmar abandoned and wandering in a southern forest on Friday, raising fears that smuggling and trafficking routes are flourishing despite a crackdown by authorities. The 28 men and seven women were discovered by villagers in Tha Sala district in Nakorn Si Thammarat province, police said. They were on their way to Malaysia and had no identification cards on them. “They were wandering in the forest and near abandoned shrimp farms. Villagers found them and brought them to us,” Police Colonel Sophon Chamrongnigrong, an officer in charge of the case, told Reuters.

“They said they were dumped here... It is unclear who dumped them.” Reuters has not spoken directly to the 35 who are being detained and questioned by police. Activists say the discovery is unlikely to be a oneoff and said it could suggest that smuggling routes are still thriving in Thailand despite a crackdown by authorities. “We know from recent activity that the smuggling routes are far from quiet, despite what authorities might have us believe about the success of their trafficking crackdown,” said one activist who declined to be named because he feared repercussions. Thai authorities in March detained 27 men

from Myanmar who were allegedly trying to enter Malaysia. Tens of thousands of Rohingya Muslims have fled Myanmar’s Rakhine State since 2012, when violent clashes with ethnic Rakhine Buddhists killed hundreds and made about 140,000 homeless. An estimated 75,000 Rohingya fled across the border to Bangladesh during a recent crackdown by Myanmar security forces in response to militant attacks on border posts. Thai police said the 35 people discovered on Friday were not Rohingya although three were Muslims from Myanmar. A 2015 crackdown on trafficking in Thailand followed the discovery of

scores of jungle graves along the Thailand-Malaysia border which triggered a human trafficking investigation that reverberated across Southeast Asia. According to the United Nations, that led to a significant downturn in the number of migrants leaving Myanmar and Bangladesh by boat. Thailand’s military government has vowed a “zero tolerance” policy toward human trafficking. Thailand’s efforts led last year to the country being upgraded a notch to Tier 2 “Watch List” in the annual U.S. Trafficking in Persons report. Thailand had been downgraded to the lowest level, Tier 3, after a 2014 coup.

Renegade general Cirillo says ready to enter South Sudan’s civil war aDDIs aBaBa, May 5 (REutERs): A renegade general said he was weighing launching his new rebel force into South Sudan’s civil war, and called for President Salva Kiir to go, accusing him of spearheading ethnic violence that rights groups fear is slipping towards genocide. Thomas Cirillo Swaka, known as Cirillo, resigned as deputy chief of staff of South Sudan’s military in February, citing rights abuses in a war that has split the world’s youngest nation, often along ethnic lines, since 2013. Since then, the army’s most highprofile defector said he has put together a force of several thousand fighters, but declined to identify their exact plans or locations. The scarred guerrilla veteran told Reuters that before he quit he had seen evidence of a government programme to recruit fighters and procure arms for militias from Kiir’s Dinka ethnic group that included secret orders for weapons bypassing military supply lines. The assertions from Cirillo, a member of the smaller Bari ethnic group, were dismissed by the presidency. “It is very unfortunate that Cirillo is getting out of his mind. This is completely rubbish,” said presidential spokesman Ateny Wek Ateny. Reuters was unable to verify Cirillo’s accusations independently. But if true, they reinforce rights groups’ assertions that the government is using ethnic militias, accusations that the government has strongly denied. A senior U.N. rights official said in December parts of the conflict involved ethnic cleansing. Last month, Britain said some of the violence in the oil-producing state amounted to genocide. “Salva Kiir must go and there should be a change,” Cirillo told Reuters from a hotel in Addis Ababa, capital of South Sudan’s neighbour Ethiopia, where he said he was living in exile while trying to unite the disparate rebel forces.

“If Salva Kiir ... tries to close all doors to peaceful solution ... (the National Salvation Front) will have no other option to defend the people of South Sudan and to protect itself,” he added, referring to his rebel force. He said his fighters were “friendly” with the country’s biggest rebel force, known as the SPLA-In Opposition - which confirmed it sees Cirillo as an ally. REFUGEES, FAMINE, OIL The war started in December 2013 after Kiir sacked his deputy and long-term rival Riek Machar, a member of the Nuer ethnic group. Forces loyal to Kiir clashed with Nuer in the capital, triggering retaliatory attacks across the impoverished nation. The surge of violence just over two years after South Sudan seceded from Sudan has fuelled Africa’s biggest cross-border refugee crisis since the 1994 Rwandan genocide. It has also plunged districts into famine, nearly halved oil production and threatened to destabilise a volatile region. Cirillo said he had largely been sidelined with little power during the period when the worst abuses by government troops took place. Reuters could not verify that assertion, though Cirillo has not been named in any U.N. reports on rights abuses. He said he quit partly because the president and army chief set up a system to recruit militia fighters, bypassing official military channels - a statement dismissed by the presidency. “The president does not seek parallel recruitment,” said Ateny. Cirillo said the programme was organised out of Kiir’s ranch outside the capital, Juba, in Luri - an area described as a “marshalling point and training area for Dinka militia” in a 2016 U.N. Panel of Experts report on South Sudan. Cirillo said Kiir and army chief Paul Malong, another Dinka, held meetings at their homes, rather than at the ministry or military headquar-

ters, excluding military officers of other ethnic backgrounds. The two also circumvented normal military channels when they recruited thousands of youths from their home region of Bahr el Ghazal, Cirillo said. “They train them there and bring them to Juba,” he said. A military spokesman referred Reuters queries to the presidential spokesman. “YOU HAVE TO HIDE GUNS” Cirillo, who has an eight-inch scar on his head from a landmine blast, fought during South Sudan’s long wars with the Khartoum government and was head of army training and research from 2010 until February 2016, when he became head of logistics. Cirillo said that less than a week after signing an internationally backed peace deal with Machar in August 2015, Kiir called 60 top generals, including Cirillo, to his palace and ordered them not to withdraw from the capital as the deal stipulated. “The president came and told us that he is not going to implement the agreement and told us in an open way that you have to hide guns,” Cirillo said. Ateny described that as “another fabricated lie.” Machar returned to Juba in April last year, but was forced to flee in August after fighting between his forces and Kiir’s broke out in the capital. South African authorities are holding Machar under de facto house arrest after he sought medical treatment there in October. Alan Boswell, author of an upcoming report on South Sudan for the Geneva-based Small Arms Survey, which monitors small arms and armed violence, said Cirillo had support in his native Equatoria region that surrounds Juba and borders Uganda and Democratic Republic of Congo. “If Cirillo manages to secure an arms supply, the effect would be immediate and drastic, as the rebellion is currently extremely under-resourced,” said Boswell.

BEIJING, May 5 (REutERs): China’s ambitious initiative to generate economic prosperity by building a new Silk Road will depend on the countries involved ensuring strong security, the country’s top policemen said, ahead of a summit to discuss President Xi Jinping’s pet project. Leaders from 28 countries will gather in Beijing on May 14-15 on what China formally calls the “One Road, One Belt” plan that envisions expanding trade links between Asia, Africa and Europe underpinned by billions of dollars in infrastructure investment. Speaking at a security dialogue on the new Silk Road, domestic security chief Meng Jianzhu the plan could only advance if there is a secure and stable environment, the Public Security Ministry said late Thursday. “Increasing international cooperation, jointly dealing with risks and challenges and protecting the security of One Road, One Belt is the joint responsibility of all countries,” the ministry paraphrased Meng as telling attendees. Public Security Minister Guo Shengkun said there should be more pragmatic cooperation in such areas as public security, anti-terrorism, and protecting

overseas interests. “We hope that all sides would foster the concept of common and cooperative security, and establish a sound security cooperation mechanism for the Belt and Road Initiative,” Guo said, using another name for the new Silk Road. The statement did not say which countries attended the forum, but a picture of the event on the ministry’s website showed the flags of countries including Pakistan, Russia, Vietnam, Turkey, Spain, Saudi Arabia and Belarus. London, May 5 (reuters): The English Football Association (FA) will consider ending its commercial ties with betting and alcohol firms at the end of the season, chairman Greg Clarke has said. The FA's links with betting firm Ladbrokes was criticised recently after Burnley midfielder Joey Barton was handed an 18-month ban for breaching gambling rules last month. But Clarke said the decision to review partnerships was made at the start of the season and was not linked with the Barton incident. "We are actively considering what our position will be and should be," Clarke, who took over as FA chairman at the start of the season, told the Times. "I have thought about the relationship between betting and football, and alcohol and football, and I raised this at the start of the season. "I asked for the management team to produce a report on what our position should be on a number of things, and gambling and alcohol were among those things." The FA have commercial agreements with alcohol companies Carling, Budweiser and Carlsberg along with a long-term deal with Ladbrokes, which was agreed at the start of the current season. Even if the FA decided to end these partnerships, there was no indication that Premier League clubs would also be prevented from having similar sponsorship deals. "The FA will decide what is appropriate for a governing body, and there is a set of tests we would apply, and they will be different to what should apply to clubs as for a governing body they should be higher," Clarke added.

n May 4, part of the track list for PSY’s eighth studio album was revealed on YG Entertainment’s official blog. It looks like PSY’s upcoming album will have 10 songs. The first song is titled, “I LUV IT,” and the second, which will be his title track, is called “New Face.” The titles of the other eight tracks have not yet been revealed. Rashford rocket gives United away win Joseph Cassinelli Reuters

Manchester United's teenage striker Marcus Rashford struck a stunning secondhalf free-kick to secure a 1-0 win at Celta Vigo in their Europa League semi-final, first leg on Thursday. The victory puts United on course for this month's final with Ajax Amsterdam the most likely opponents after they beat visitors Olympique Lyonnais 4-1 in their first leg on Wednesday. Celta keeper Sergio Alvarez had denied United several times but was powerless to stop Rashford's 67th minute strike soaring into the net after the striker had won the free-kick. Despite the victory coach Jose Mourinho was frustrated with his side's inability to take their chances and knows there is still a job to do in the return leg at Old Trafford next week. "I am very pleased with the performance but not with the result. At halftime it should have been three or at least two (goals) but the result is open,” the Portuguese told reporters. "We played well enough to have the result closed but we have to go and play at Old Trafford.... We tried to win the match but we missed chances, but the team played well. They were compact against a side who are difficult to play against." Three-times European champions United had never reached the last four of the Europa League or its predecessor the UEFA Cup, while Celta were in their first major continental semi-final.

UNITED FRUSTRATED Celta made the first clear-cut opening for the unmarked Daniel Wass who headed wide from close range before Rashford then forced Alvarez into a flying save from distance. United's victory was slightly soured when 19-year-old Rashford hobbled off 10 minutes from time clutching his knee. Schumacher wins 50,000 euros in damages over walking claim

bErliN, may 5 (afP): The German magazine Bunte was ordered Friday to pay 50,000 euros ($55,000) in damages plus legal fees to Michael Schumacher for claiming the former five-time Formula One world champion could walk again. In December 2015, two years after Schumacher sustained serious head injuries on a skiing holiday, Bunte ran the headline "It's more than a Christmas miracle -- Michael Schumacher can walk again". But the media chamber of Hamburg's regional court found the article infringed Schumacher's privacy and ordered the magazine to pay compensation plus 65 percent of his legal costs.

FIFA appeal committee lifts Messi suspension

ZuriCh, may 5 (rEutErs): FIFA's Appeal Committee has lifted a fourmatch international ban imposed on Argentinian superstar Lionel Messi for insulting an assistant referee. "Despite the fact that the FIFA Appeal Committee considered Lionel Messi's behavior as reproachable, the former concluded that the evidence available was not sufficient to establish... (sanctions) could be applied," the committee said in a statement on Friday. It upheld an appeal brought by the Argentinian Football Association on behalf of the player who was suspended for insulting a match official during his country's 1-0 win over Chile in March. The incident was not punished during the game and the official, a Brazilian, said he not realize at the time that Messi was swearing at him.

"The chamber assumes that this statement is false," said court judge Simone Kaefer. The verdict was based on the fact Schumacher cannot currently walk and thus could not have done so at the time the article was printed. Schumacher's family had sought damages of 100,000 euros but the court, in mitigation, determined that the magazine had researched and sourced the article. Schumacher has not appeared in public since a skiing accident in December 2013 left him in a coma, from which he later emerged. His family has given few details on his current state of health. He is being treated at their home near Geneva.

Kohima, may 5 (mExN): PowerComm eased to a comfortable 4-2 win over Morning FC in the ongoing Morning Premier League played at the Seikhazou Ground, Kohima on Friday. PowerComm broke to an early lead courtesy an 11th minute goal from Senpenlo. However, a lull ensued with both sides unable to make any headway as the first half ended 1-0. The restart saw an invigorated PowerComm side add three goals in less than 20 minutes. Gum rallied the PowerComm side scoring in the 52nd minute before Benjamin trebled the lead in the 65th minute. However, Morning FC’s resilience with their pressing paid off when Bokato pulled a goal back in the 69th minute. Two minutes later though, Morning FC’s hopes of getting back in the game were dashed when Viposa scored for PowerComm to make it 4-1. Morning FC continued to press and were rewarded with a late goal in added time. Shirep scoring in the 92nd minute as the match ended 4-2 in favour of PowerComm.

Neymar, Barcelona ordered to stand trial for corruption

maDriD, may 5 (rEutErs): Brazilian forward Neymar faces a corruption trial in Spain in connection with the value placed on his 2013 transfer from Santos to Barcelona, the Spanish National High Court said on Thursday. The defendants in the pending trial are the player, his parents, the two clubs, current and former Barcelona presidents Josep Maria Bartomeu and Sandro Rosell, and former Santos president Odilio Rodrigues, according to a court statement. Bartomeu, Rosell, Barcelona and Santos also face trial on fraud charges, along with former Santos president Odilio Rodrigues, the statement said. "We are very happy as this was a favourable decision for us," Altamiro Bezerra, an advisor to NN Consultoria told Reuters. "It has eliminated the question of fraud in the contracts and we are also certain that we will be absolved of corruption." The case stems from a complaint by DIS, a Brazilian company that owned 40 percent of the rights to Ney-

mar when he was at Santos. It argues it lost out on its rightful cut from the transfer because the true value of the deal was understated. Prosecutors said in November that Neymar should be fined 10 million euros ($11 million) and handed a two-year jail sentence. For first-time offenders in non-violent crimes, sentences of two years and under are suspended in Spain and it is unlikely the

player would serve any prison time. Barcelona said at the time of Neymar's move that the transfer figure was 57.1 million euros, of which 40 million was paid to Neymar’s family. DIS received a 40 percent share of the remaining 17.1 million that was paid to Santos. But the court put the actual value of the rights to the player that were transferred to Barcelona at 25.2 million euros, and said DIS's cut should have been based on that amount. "The Judge has set bonds of 3,429,768 euros as pecuniary liability for Rosell, Bartomeu, Rodrigues, Football Club Barcelona and Santos Football Club, which must be paid by all jointly," the court said in a statement. Barcelona did not immediately respond to an e-mailed request for comment. No one was available to comment at Santos, while a spokesperson for DIS said they were pleased with the ruling. The transfer has given rise to several investigations in Spain and Brazil. Last June, Barcelona agreed to pay a fine of 5.5 million euros to the Spanish authorities to settle a related tax fraud case.
