KPLT call 48-hr Karbi bandh Morung Express news Dimapur | November 24

The Karbi People’s Liberation Tigers (KPLT) has called for a 48-hour Karbi Anglong bandh beginning November 25. The bandh has been called in protest of the killing of three of its cadres on November 22 in an operation conducted jointly by the Assam Police and the Army at Rongtara village falling under Rongmongve Police Station, Phulani Circle. The bandh will take effect on 5:00 am, Tuesday and continue till 5:00 am, November 27, Thursday. Meanwhile, the Karbi Anglong police informed that it will not allow the bandh to affect vehicular movement in the two National Highways passing through the district. The Additional Superintendent of Police (ASP) of Karbi Anglong stated that the police will provide escort to vehicles using NH 29 and 36 during the bandh. The ASP added that the KPLT bandh would mostly be felt in the interiors of the district, while it would not have much impact in urban areas like Diphu, Bokajan and Khatkhati.

Dimapur, November 24 (mexN): In the Nagaland State Government offices in Kohima, Hornbill Festival has already begun. Or so can be concluded from the empty office premises, as observed by the Naga Hoho. This festival fever continues annually. “The public are confused as to whether the entire months of December and January is a break for the State Government,” the Naga Hoho stated in a press statement today. In that, the Naga Hoho has appealed to all the employees of the Nagaland State Government to “earnestly discharge their duties” and to regularly attend their office in the “larger in-

terest of the general public.” A press statement from the Hoho’s communication cell fervently requested top politicians, bureaucrats, and technocrats etc. to attend their office regularly “since their presence in the office would definitely set an example for their subordinate staffs to follow suit.” Pressing the Government to initiate “certain disciplinary actions against its employees who are found violating the norms by abstaining from the assigned jobs,” the Hoho reminded all employees that they are duly paid by the Government to render not only their service but to attend their office regularly. The Naga Hoho has observed, it informed, that with festive season round the corner coupled with all the celebrations taking place every minute, government employees “cannot subscribe to excuses of being absent from their as-

signments at the cost of the public, who are made the victims to accept as though these absentees/ abstention are part and parcel of the government policies and programmes.” Thus, the Hoho asked the State Government to take ‘austerity measures’ against government servants “who are so acquainted with social events at the expense of Government’s exchequer.” The Hoho appealed to all the government departments to follow the State’s Police personnel “who gives their best service providing round the clock security during these festive season.” It further stated that the Hoho has been compelled to make this appeal in public domain for the interest of the public “where most of the time they are left with no choice but to go back to their villages even without having the opportunity to enquire as and when he/she could visit their office subsequently.”

Kohima, November 24 (mexN): The Naga National Council (NNC) has alleged that the Burmese Government is deliberately trying to ‘discriminate and divide’ the Nagas by forcefully converting the Eastern Nagas to Buddhism. Those Nagas who get converted to Buddhism are allegedly offered “favorable chance to become government servants than Christians and they are promoted to their next higher rank and give more power to exercise in the regions.” “This policy is presently and currently applying by the Burmese Government and will be continued to eliminate Christianity in Eastern Nagaland or to Burmanize Naga people,” stated NNC member, Thomas, in a lengthy note today. On the other hand, informed Thomas, the methods applied by the Burmese Army for proselytizing Nagas from animism or Christianity to Buddhism are “threatening, intimidation, exemption from tax, forced labor, portering and luring with money, clothes, providing rations.” The Government of Myanmar’s Ministry for Border Area Ethnic People’s Development, according to the NNC member, has instituted boarding schools for Naga boys and girls in every Township Headquarters (Layshi, Homalin, Khamti, Lahe Townships, and under construction in Namyung and Pangsao Townships) which provide facilities free of charge, including food and lodging. Such boarding schools are also estab-

lished at Tanai and Myitkyina in Kachin State where Naga and Kachin students get admission. “The poor Naga Christian parents are compelled to send their children to the said Boarding schools in the interest of their children’s education. However, their children have no option but to be converted to Buddhism at peremptory order, since these Boarding schools are maintaining by the Government, Buddhists,” stated Thomas.

The Eastern Nagas in Burma, under the Sagaing Division now called Naga Self-Administered Zone (NSAZ), are predominantly Christians, he noted. Christianity was brought to them after the 1950s. After 1980 almost all Eastern Nagas became Christians, informed Thomas. “Only few such as shamans remained to practice ritual of the tradition. Christianity reached to Eastern Nagaland much later, 137 years after the Christianity brought to Burma by American Baptist Missionary Rev. Adoniram Judson in 1813,” he wrote. beijiNg, November 24 (ageNcies): China said on Monday that its projects on the Brahmaputra river will not have any negative impact on flood management and ecology of downstream areas, as Beijing was “bearing in mind” Indian concerns and the “bigger picture” of its relations with India as it goes forward with projects. On Sunday, China put into operation the first section of its 510 MW hydropower project at Zangmu, in Tibet - its first major dam on the middle reaches of the Brahmaputra, or Yarlung Zangbo as it is known in China. China last year also gave the go-ahead for three other hydropower projects, which Beijing says are run of the river dams that will not divert the

river’s flow. China said on Monday it was keeping “close communication” with India on the projects, indicating that the issue had figured in recent talks between Prime Minister Narendra Modi and President Xi Jinping during the latter’s visit to India in September. “The cooperation and communication we have [with India on transboundary rivers] is sound, and we are bearing in mind the bigger picture of the China-India good relationship,” Foreign Ministry spokesperson Hua Chunying said at a regular press briefing. “We have been providing hydrological data and emergency management to the Indian side, which has played an important

role in flood prevention and disaster relief of downstream areas. The facts have shown that our assistance in these areas is effective, and the channels are smooth.” Hua added that “during President Xi’s visit to India both sides issued a joint statement in which India thanked China for the provision of hydrological data and assistance in emergency handling.” She said both sides were using a joint expert-level meeting mechanism to “enhance cooperation on transboundary rivers”, following an agreement signed in 2013 when then Prime Minister Manmohan Singh visited Beijing. The Chinese Foreign Ministry said the government would “take full account of concerns of downstream areas”.

“The hydropower stations China has built will not affect flood prevention and ecological systems of downstream areas,” Hua said. China said last year it would “vigorously” push hydropower generation projects to tap the fastflowing Brahmaputra’s upper and middle reaches, and address its energy shortfall in Tibet. Hydropower groups have proposed as many as 28 projects. So far, only four have been given approval. While Beijing says it is not going ahead with any diversion projects which would have a greater impact on downstream areas, green groups have also raised concerns on the impact that large hydropower dams may have on the Tibetan plateau’s ecosystem.

‘Solution should precede warnings’

Kohima, November 24 (mexN): “The aggrieved teachers should not be forced to work on empty stomachs,” is a basic and clear message that the unpaid Hindi teachers have put out. On April 7, 1999, four Monks and soldiers called Ponyu Nyukyan village Christians, blindfolded them and tortured them for four hours. The youths were tortured hanging them upside down and even ordered to dig their own graves. On 24th April 1999, Ponyu village Baptist Church was destroyed and the Christians were forced to worship Buddha. On January 20, 1999, the Burmese Army under the Command of Captain Zoolen, entered Houthait village along with Buddhist

Monks and arbitrarily stopped the construction of Church building; and tortured the Pastor and Church leaders. In 2004, the Burmese Army from Infantry Battalion (IB) 52 and 229 forced the Naga Christians to convert to Buddhism at gun point and forced them to build a Buddhist Pagoda. On December 15, 2005, Rokvay, Pastor of Chawang Nukwuk village was tortured for three days by Burmese Army under the Command of Maj. Khaing Tun Naing and Christians from the said village were forced to convert to Buddhism. Also the same Burmese Army group tortured Winrom, Pastor of Lumnu village in December 2005 and sent him to his native village without allowing him to preach Gospel. And yet another Pastor Rego of Chamkok village Baptist Church was also abducted by the same Burmese Army and kept him in the dungeon for a week. When he was brought out for sun bath, he availed the chance and run for his life. While he was running the Burmese Army fired several rounds upon him, but he escaped without any bullet injury. In Pangsao areas, Burmese Army from IB 52, under the Command of a Major entered into several villages in January 2005 and seized material kept for construction of Church buildings. Through 2005, such material was consistently picked up by the Burmese Army, with demands of high amounts of Indian Rupees from the villagers.

While appreciating the promptness in which the Nagaland State Government responded to the memorandum, the Newspapers are deeply unsatisfied with the indifferent and unprofessional response of the various departments.

Hence, as a reminder, the newspapers once again urge the Chief Minister to immediately respond to following: 1. Release all pending payments for advertisements that have been published up to September 30, 2014, by November 30, 2014. 2. The Government of Nagaland will implement in letter and in spirit its own policy, which includes: a. Release of all future advertisements and payments need to be routed through the Directorate of Information and Publicity Relation (DIPR) b. All payments of published advertisements must be made within 45 days from the date of publication In the eventuality that the Nagaland State Government is unable to implement the above mentioned points by November 30, 2014, the undersigned Editors and newspapers have resolved to withhold all news items related to Government events (including the Prime Minister’s upcoming visit and the Hornbill Festival), Government statements and advertisements, which will come into effect from December 1, 2014. Biodiversity Festival celebrating ecological agricultural practice

Phek, November 24 (mexN): A Biodiversity Festival was organized by North East Network (NEN) with New Creation Ministry (NCM) at Sekrezu in Phek district, on November 22. Wekoweu Tsuhah, Programme Manager, North East Network Resource Centre, Chizami stated in a press release that around 200 farmers from different farming communities of Sekrezu area and Chizami in Nagaland, and West Khasi Hills of Meghalaya were brought to this event. Secretary-General of NPMHR, Niengulo Krome graced the event as the guest of honour, and Hewoto Sema, DAO Phek and Dr Carl Rangad, NESFAS Meghalaya facilitated the technical sessions. In the introduction to the Biodiversity Festival, also commemorating the UN FAO’s International Year of Family Farming, Seno Tsuhah of NEN expressed that this event is an initiative ‘to celebrate and acknowledge the ecological agricultural practice, the rich agro biodiversity in our farmlands, traditional food and knowledge systems attached to the land and its people’. Security pass for media coverage of PM’s visit kohIma, November 24 (DIPr): Media persons are informed to submit applications to the Director, IPR, for obtaining security passes to cover the Prime Minister’s visit on December 1 during Hornbill Festival 2014. The disease had struck Dhalai, north and south Tripura districts in 2013 and 73 people, including 54 children, had died. An estimated 2,000 others were affected by the disease. The seizures were made since Saturday from near Zemabawk in the outskirts of Aizawl, Spokesman Peter Zohmingthanga said. While 63 gm of heroin was seized today, 28 gm and 15 gm of heroin were seized separately on Saturday night. Lalawmpuia, Paukapluni and Lalrengthangi, all from Myanmar and Lalduhkimi, a resident of the state, were arrested. They were booked under various sections of NDPS Act.

GUWAHATI, NOVEMBER 24 (IANS): A powerful bomb was found in the compartment of a local train at a railway station near Guwahati Monday, a day after a powerful blast killed two people and injured over 25 others in Dibrugarh, police said. The bomb was found at Kendukona railway station aboard the intercity express running between Alipurduar in northern West Bengal to Kamakhya junction in Guwahati. Government Railway Police (GRP) officials said the train was halted at Kendukona after security personnel spotted in a coach an unclaimed plastic bag covered with a towel and wires sticking out from it. The station master was immediately informed and the train was halted there. A team of bomb experts defused the explosive, and a thorough search was carried out of the train, police said. The toll in Sunday's blast in Dibrugarh district rose to two after one of the injured, a young student, died at the Assam Medical College and Hospital. The blast and Monday's bomb recovery took place ahead of the scheduled visit of Prime Minister Narendra Modi and Home Minister Rajnath Singh to Assam Nov 29-30 for the two-day All-India conference of DirectorsGeneral of Police.

Two bombs found in Manipur IMPHAL, NOVEMBER 24 (PTI): Two powerful bombs, planted by suspected militants to attack security personnel, were recovered from a roadside area at Gelmol in Manipur, police officials said today. The bombs were detected by a Road Opening Party of the J&K Light Infantry last evening. The bombs were later defused, they said. Meanwhile, four arm smugglers were arrested during a checking at Khudengtabi area near IndoMyanmar border in Chandel district yesterday. The items seized from them include two assault rifles, some ammunition, a mobile phone and Rs 21,890, an official report said. Chief Minister Tarun Gogoi, meanwhile, claimed that his government has been able to contain all forms of terrorism. "Our government has been able to contain all forms of terrorism following a slew of security measures. We will also deal very firmly with jihadi groups and foil their sinister designs to set up base in Assam," he tweeted Sunday.

New Delhi, November 24 (iANS): Launching a report on transformational change in India, PricewaterhouseCoopers (PwC) Monday said India has an opportunity to build a $10 trillion economy by 2034 with a growth rate of 9% per annum. Titled “Future of India: The Winning Leap”, the report “builds an aspirational model prepared after meeting business leaders and social thinkers and identifies winning strategies needed for this aspirational transformation”, according to PwC International chairman Dennis Nally, who launched the report here. It said that for India to take that “winning leap” and grow its GDP by 9 percent per year, it would require the corporate sector to come together with the entrepreneur class to build an entrepreneurial ecosystem in constructive partnership with

the government. “Corporations alone can’t fuel growth and innovation needed to power India’s winning leap, so the entrepreneurial sector must also play a major role as they possess qualities critical for developing innovative solutions, the willingness to take risks, an aptitude for fast decision-making, and bold leadership,” said Deepak Kapoor, chairman, PwC India. “The government also needs to extend support by creating national platform,” he added. The report says that up to 40% of India’s $10 trillion economy of 2034 could be derived from new solutions. “Nimbleness in going for new solutions and the new economy would define the future,” said Shashank Tripathi, partner at PwC India. The report investigates 10 sectors - education, healthcare, agriculture, retail,

power, manufacturing, financial services, urbanisation and the enabling sectors of digital and physical connectivity. It said each of the sectors faces challenges which will require new solutions that are resource efficient and environmentally sustainable. It’s not an easy road!

es, travelling on Nagaland roads is no easy road! In today’s context, the need for good motorable roads is not one of privilege; it is an absolute necessity. The deteriorated and unpredictable dusty road conditions are directly related to issues of safety, health, environment, as well as trade and commerce. They impede economic development, increase vehicle maintenance and repairs, and generally have a negative impact on the overall cost of living. Nagaland roads continue to be riddled with potholes, cracks and more potholes that have bumpy blacktop band-aids over even more potholes and cracks. The ‘band-aid’ approach does nothing more than cover the roads with a temporary superficial make-up. In Nagaland state, along with other basic infrastructure components (for example, water and electricity), the road conditions have been sadly neglected. Historically, successive governments, irrespective of political party, have failed to sincerely respond to upgrading the roads’ engineering, construction and quality so that they survive the harsh weather conditions. Year after year, summer after summer, monsoon after monsoon, the need for immediate interventions and responses have been raised consistently to the government. For whatever reason, the government response or lack thereof, remains inadequate. The measures have been taken thus far are mere ‘band-aid’ responses that are cosmetic, superficially pleasing and aimed at temporarily pacifying the public. This response is another example of the lack of good governance. These shallow responses indicate that the government does not support or respect the people’s need for freedom of movement that will improve their quality of life and well being. It is not enough to point out that the roads in Nagaland are in a deplorable condition. The public need to begin questioning why the Nagaland roads are so bad, and find the root causes. The Nagaland public can no longer remain silent. The majority cannot continue to suffer silently because of the actions of a few. Roads are not just roads as their poor conditions are another example of the general state of affairs. They are crucial to the people’s well being and make it possible to be mobile, transact business through the exchange of goods and services, as well as, and to connect and inter-relate. This situation prompts many questions. What do bad roads in Nagaland really mean? Is the present technology for road engineering, design and construction faulty? Are the contractors responsible for building the roads doing their job? Is the government allocating sufficient resources required for of the type of roads that are needed? Who benefits from bad roads? While these questions remain unanswered, the impact drains the economy through misspent funds, while negatively affecting everyone’s productivity and commerce with extensive travel time. The fact is that the road conditions are pitiful and no amount of repair seems to help develop a road system that is efficient and remains in good condition for any length of time. Road-building requires engineering and construction techniques and materials that are appropriate for the geography and terrain. Building a road with a structurally adequate foundation would reduce maintenance costs over the long term. Water drainage would improve and potholes and cracks would form less frequently because of improved engineering and design. From this point of view, the solution seems quite simple: build a road with a solid foundation. the challenge to road-building is always in some sense in a reactive mode to what the government and contractors want to do. Obviously someone is benefitting financially from the shoddy road construction, but it is the ordinary people who are suffering the most. The ordinary people are on the receiving end of its poor results. The final question is how much longer we can live with the ‘band-aid’ approach to road construction. Football can do what cricket cannot. Mend hearts and borders!

T

he Indian super league (ISL) is expected to change the face of sports in India. It is not how a football game deserves to be honoured but the best we can ask for. Football has to be nurtured in a country that has allowed cricket to define the meaning and essence of a passion for sports. Football must be allowed to grow and thrive, for this is the game that can mend hearts and borders. It is perhaps the only sport that allows the people of ‘northeast’ -- a region that is not only geographically, historically and politically disconnected but also off the map of India’s collective imagination -- to unpretentiously participate in ‘nation building’. Our conflict-ridden and militarized region also produces some of the finest sportsmen in the country. My sports encyclopaedia, Tonchuipam Jajo, tells me that about 30 % of the players in the country’s best league are from the Northeast. Every state has league of fine football clubs. Sikkim, the home of Indian football superstar, Bhaichung Bhutia has 8 Clubs. Assam league has 10, Mizoram league-8 and Manipur league has 12 clubs. Shillong, the hub of grand musicians is also home to three renowned clubs; Lajong FC, Rangdaijaid FC and Royal Wahingdoh FC. Shillong Lajong FC also partially owns Northeast United Football Club (NEUFC).Not all clubs possess the same resource and financial status but the equalizer to these grades is the love for the beautiful game in the region that cuts across states, ethnicity, gender and age. My mother is part of this bandwagon. A woman, who barely went to school, has so much knowledge about sports that it shames me. No match is fun to watch without her running commentaries. Spoiled by the standards of Fifa World Cup she complains of “lack of energy and strategy” whenever she watch Northeast United play. She opines that NEUFC would be stronger if the best of the region played as a team and grumbles that “some of the players in our villages are better”. Boxing and wrestling definitely has brought some glory to India yet they remain as individual games. The team spirit and fellowship that football fosters is unmatched! Not to forget the spirit of the crowd and the supporters. In Northeast, this lot would comprise people of different ethnic backgrounds many of who have suffered the politics of division and conflict. Yet, they merge as one when it comes to the game that Northeast truly identifies with, as witnessed in the matches held at Indira Gandhi stadium, Guwahati. There, as Northeast United played against others amidst cheers and roars and banners, one significant banner read: “football unites us”. While my mother rues the existence of too many foreign players in the team;of matches not being too lively, there is her daughter; a cynic who is willing to give ISL a benefit of the doubt. Give football the boost it deserves in India; invest in the northeast; groom the youth who can be trained and nurtured into a great Maradona, or George Best, or even a lesser Messi; and lead India to the World Cup. Do the roads in Nagaland have a prayer?

ere we go again, laments for the dilapitaded roads in Nagaland. I think this may continue till the end of the world, for no one seem to be stepping forward and providing relief to both drivers and pedestrians. To be fair there has been some improvements over the years, but they are far from satisfactory. Allow me to offer some perspective and suggestions. Why is it that everyone acknowledges Nagaland as a Christian majority State but our roads reflects a picture of inefficiency and perhaps even dishonesty and half-heartedness? Maybe an answer lies in the reality of many being Christian in name only. Simply professors and not practicing believers. Of course several factors are involved in this and I hope the contractors will not perceive this rumination as placing the full burden of the state of our roads on them. As an armchair writer on this issue, I am not familiar with all the factors and rules of the game. During mid-October I participated in a minicrusade in Jasokie Colony Burma Camp, Dimapur. I was sorely disappointed to see the pathetic cracks and erosions at the junction between Power Colony and Rongmei Colony (plenty colonies in Dimapur). Coming from an auto from Half Nagarjan one morning, after crossing Walford colony toward Jasokie Colony the deep bumps almost made my head hit the roof; I could have developed ‘hernia’ from the jerks and bumps if my inner muscles were not firm from having enough ‘copper’ in my system. I told my host in Jasokie Colony that it is a pleasant area except for the rough road. He replied that in twenty five years he had seen it patched just once, and that he expects good things only from Jesus Christ and not from politicians, bureaucrats and contractors. Since then I have also learnt that ‘heavy taxations’ from ‘national parties’ (formerly underground) are responsible for the poor road conditions in Nagaland. Imagine these splintered groups purporting to represent the Naga people and paralysing the de-

hen was last time in recent memory a top U.S. official praised Cuba publicly? And since when has Cuba’s leadership offered to cooperate with Americans? It’s rare for politicians from these two countries to stray from the narratives of suspicion and intransigence that have prevented productive collaboration for over half a century. Yet that’s just what has happened in the last few weeks, as Secretary of State John Kerry and U.S. Ambassador to the United Nations Samantha Power spoke favorably of Cuba’s medical intervention in West Africa, and Cuban President Raul Castro and former president Fidel Castro signaled their willingness to cooperate with U.S. efforts to stem the epidemic. As it causes devastation in West Africa and strikes fear in the United States and around the world, Ebola has few upsides. But one of them may be the opportunity to change the nature of U.S.Cuban relations, for the public good. Don’t Squander the Opportunity “You never want a serious crisis to go to waste,” Rahm Emanuel once famously said. “And what I mean by that is an opportunity to do things that you think you could not do before.” President Barack Obama should heed his former chief of staff’s advice and not squander the opportunity presented by the Ebola crisis. Political leadership in the White House and the Palace of Revolution could transform a fight against a common threat into joint cooperation that would not only promote the national interests of the two countries, but also advance human rights—and the right to health is a human right— throughout the developing world.

velopment of Nagaland. Can the public file a lawsuit against them? Are Nagas thinking of creating a tribunal where members of any national party can be summoned for trial? I hope our leaders will realize the grievances and grumblings of the citizens of Nagaland and become more transparent and less arrogant. More yielding and less demanding. Otherwise one day just as my head nearly hit the roof of the auto, the patience of the people will hit the roof and turn against them. I don’t care how powerful a party may think itself to be, it cannot remain in power for long if it loses the good will of the people. I would suggest, for the sake of quality roads, let there be a 5 year tax moratorium on the road contractors. Let not the politicians think of slicing their monetary cuts, underground or overground. Only then we will know if the contractors are doing an honest to goodness job or not. First, the citizens of Nagaland deserve better roads. Secondly, Nagaland is getting deeper into the ‘global village’ and foreign visitors deserve quality roads. With well marked and well maintained roads, imagine the pride and joy of the residents and how pleasant and beautiful Nagaland will appear to visitors. Can we do it? Yes we can! (more than Obama’s campaign slogan). Oh yes there are countless undesirables in Nagaland, but let not our roads be one of them because on this issue something concrete can be done about it. All of us use roads daily and foreign visitors see and experience them first before anything else. Let us put our collective efforts and bring real change on our roads. For one, each community can ‘adopt a highway’ and organise to keep in shape the roads passing through their area. The youths can be mobilized to raise funds and repair and maintain the roads themselves. Or, for a set period of time, in some areas they can be authorized to collect toll fee for keeping the road in top condition. Secondly, another option would be to let the city municipality take full charge of all the road developments and

maintenance within city limits. For this a legislation may be required, and it can be done if there is political will. Why not give it a try for say 10 years? We all share a collective shame, if not guilt, when it comes to the present road conditions in Nagaland. And more so on the politicians and the super rich who have built their ‘private paradise’ in choice areas in Kohima and Dimapur. It gives the impression that they are willing to let public properties and convenience go to the dogs, so long as the powers that be can luxuriate within their own posh compounds. It gives the impression that in the front they wear designer suit and tie with a smile, but in the back they are labeled ‘uncaring, unashame, hypocritical.’ The Hornbill Festival is approaching and some patch works on our roads are visible. A rumor is afloat that Prime Minister Narendra Modi may visit Nagaland. (A friend wished that a high official visits Nagaland monthly so public spaces are neatly kept). New Delhi may release some money for decorations in Nagaland if he does come. Will he also see what Vajpayee see and expedite the much talked about but fruitless ‘four-lane’ highway? Is Modi a real man of action? So far the Modi machine has been very creative in churning out catchy slogans and its main opponent the Congress party is at a loss how to tackle the nation from being Modi-fied. Honestly, beneath the initial euphoria in the emergence of Modi at the helm, people in Nagaland are beginning to feel sour for lack of financial monsoon descending from New Delhi. Money has dried up and the Government of Nagaland is scrapping from the bottom to find whatever money is left. People are beginning to think the BJP is very very stingy with Nagaland. Should the BJP devise a new strategy and decide to surprise Nagaland by playing the generous uncle, I would urge ACAUT to step in and shield our road contractors from parasites in the form of multiple taxations. We all want our roads to be healthy. No sick roads. And that is the prayer the roads in Nagaland are crying for. Amen.

In the sixth in a series of editorials spelling out the need for a change in U.S. policy towards Cuba, for example, The New York Times called on Obama to discontinue the Cuban Medical Professional Parole Program—which makes it relatively simple for Cuban doctors providing medical services abroad to defect to the United States—because of its hostile nature and its negative impact on the populations receiving Cuban doctors’ support and attention in Africa, Asia, and Latin America. “It is incongruous for the United States to value the contributions of Cuban doctors who are sent by their government to assist in international crises like the 2010 Haiti earthquake while working to subvert that govern-

ment by making defection so easy,” the editorial board wrote. The emphasis should be on fostering Cuba’s medical contributions, not stymieing them. As Cuba’s international health efforts become more widely known, it’s become increasingly clear how unreasonable it is for Washington to assume that all Cuban presence in the developing world is damaging to U.S. interests. A consistent opening for bilateral cooperation with Cuba by governmental health institutions, the private sector, and foundations based in the United States can trigger positive synergies to update U.S. policy towards Havana. It will also send a friendlier signal for economic reform and political liberalization in Cuba.

The Whole World Has Something to Gain The potential for cooperation between Cuba and the United States goes far beyond preventing and defeating Ebola. New pandemics in the near future could endanger the national se-

curity, economy, and public health of other countries—killing thousands, preventing travel and trade, and choking the current open liberal order by encouraging xenophobic hysteria. At this dramatic time, the White House needs to think with clarity and creativity. As the leading nation in the Western Hemisphere, the United States should propose the creation of a comprehensive continental health cooperation and crisis response strategy at the next Summit of the Americas, which will be held in Panama City in April 2015. As numerous Latin American countries have already asserted, Cuba must be included at the summit. Havana has developed extensive medical expertise at home and abroad, with more than 50,000 doctors and health personnel serving in 66 countries. Preventive measures, early detection, strict infection controls, and natural disaster crisis response coordination are essential parts of the Cuban approach to nipping pandemics in the bud. The lack of some of these components in alreadycollapsed health systems explains the failures of governance that inflamed the impact of Ebola in West Africa. As a senator and presidential candidate, Obama was one of the loudest critics of looking at Cuba through the glasses of the Cold War. As president, it isn’t enough for him to just retune the same embargo policy implemented by his predecessors. He must adjust the U.S. official narrative about Post-Fidel Cuba: It is not a threat to the United States but a country in transition to a mixed economy, and a positive force for global health. CHAPRU: MORE THAN A ROAD SIDE DELIGHT Robin Temsu hile returning from Dimapur after attending a wedding, since we had time to kill we stopped at Chapru for the first time. Frankly, I never though much of it, and umpteen times have crossed the place, which for me was not far from the already defunct Nagaland Government project, the Integrated Infrastructure Development Centre (IIDCs). What a waste! Not again, I thought to myself, another white elephant. Thought I admired the aesthetically built bamboo house, I never thought of it much. But to my surprise as soon as I entered Chapru, I was greeted by collage of wares being sold, and I was enthralled by the local items being displayed there. The first thing that caught my attention was the bamboo baskets of different shapes and sizes, made for varied purposes. Hmmm interesting I muttered to myself. Curiosity got the better of me and I asked Muleto Rio, graduate of Sazolie College what he was doing? Where the wares being procured from?He talked about self-help groups and I learned from the small write up they have at Chapru, that it is an attempt/project of the Zynorique group to provide platform for livelihood and promote dignity of labour amongst the Naga youth. WEAVING SUCCESS STORY I was quite impressed with Muleto Rio who without menga (concept of shame among the Angami Nagas) went about showing, explaining and selling wares to his teacher. This is what education is all about, enabling students to be enabler of their own life and the society they inhabit. The “dignity of labour” displayed by Muleto filled me with pride. The initiative of Zynorique group to translate an idea into reality is laudable. This goes for others too who are working at Chapru and elsewhere. For Nagaland to change we must embrace such trajectories and concepts. A self-sustainable economic program to posit and counter the begging bowl syndrome made fashionable by our political class. A friend of mine Oren Ovung, a PhD scholar from Hyderabad Central University, who recently started his own business in Dimapur, had to say this during one of our conversations, “Nagas must begin to pick odd jobs within Nagaland instead of immigrating outside to look for livelihood, for the earning here is more than what one can earn outside” (I am paraphrasing our conversation and the quote is not verbatim, but the idea, is) His observation is taken seriously because of his previous working experience as a Naga professional working outside the state with Google, as content/technical writer. I am looking forward to his research paper on comparative earnings within (migrant income) and outside (Income of immigrant Nagas working outside) the state of Nagaland. This does not mean Nagas must not work outside, but the thesis is this, “We must build our house from within, to foster our own story of economic growth.” The influx of migrant workers into Nagaland is not without reason. It is estimated that the drain of wealth from Nagaland roughly amounts to rupees 450 to 500crore annually. Their program was to convert India into a market for British industrial goods (flooded India with their cheap manufactured goods) and transform India into an agricultural farm of England. Their economic policies were largely dictated by the economic interest of Britain. Within 100 years (1757-1857) of rule they changed the economic character of India. From exporter of finished goods to England, India now became importer of British factory products and became supplier of raw materials to Britain. Post independent India is still struggling to eliminate the evils of colonialism; deindustrialization, ruralisation, poverty and backwardness to a large extent. Despite the concerted efforts of colonial Britain to reduce India into a supplier of raw materials and market for their finished products, two historical incidences in the form of World Wars (1914 and 1939) and the clarion call given by Indian National Congress in the wake of Bengal partition in 1905 paved the way for the growth of Indian industries.

INDIRECT FACTORS In the wake of the first Great War in 1914 the whole of Europe became a theatre of conflict and production suffered. Britain then converted her colonies as suppliers of basic necessities and items of war. India’s export boomed during World War I from 1914 to 1919, but it was short lived. After the end of the war Britain took steps to develop industries in India (to meet any uneventuality in the scenario of another war) but they monopolized the whole process. Industries were owned and run by Britain and the natives were denied from profiteering through unhealthy competition and monopolistic control. Majority of Indians employed in these factories were unskilled labourers. But post independence these factory workers having accrued the skills of modern industrial technology, managed what was left of these industries after Britain’s departure in 1947.The infrastructural development (railway, road transport, post and telegraph etc) carried out by Britain did not include putting India on the road to industrialization, besides their own, but indirectly it fostered and benefited India at the end. DIRECT FACTORS The partition of Bengal in 1905 witnessed the emergence of two great ideas, “Boycott and Swadeshi.” The divide and rule policy of colonial Britain to create a wedge between the Hindus and the Muslims did not go well with the people of Bengal. Bengal province (consisting of Bengal, Bihar, Orissa and Dacca, present Bangladesh) in the words of Curzon was divided for administrative reason, as it was difficult to govern a population of 8 millions. But the real motive was to disrupt the nationalist movement, of which Bengal was the epicentre. In protest the leaders of Indian National Congress launched boycott and swadeshi movement. People of India took to streets in huge numbers and spread the idea of boycott. People vowed not to purchase foreign goods, burned and picketed shops selling imported items. Religious sanction was imposed on Hindus and Muslims using foreign goods and excommunicated them from the community. It literally brought the mighty capitalist Britain to its knees. The thinking that went to launching a successful protest movement could also be seen in the way the leaders along with boycott movement initiated the concept of Swadeshi; the idea of being self-reliant, with the slogan “be Indian, buy Indian.” The dormant Indian enterprising spirit thus revived, people marshalled to start their own business enterprises. This period witnessed the revival of Indian cottage industries (from soap to machinery and other heavy industries) to fill the void created by the boycott. One such enterprising company established during this era was the TATA Company in 1907. Earlier it was known as TISCO and today the company besides owning the fame Jaguar and Land Rover gave the world Tata Nano. The task of history according to EH Carr is “an unend-

Chapru, Kiruphema ing dialogue between the past and the present.” And unless Nagaland juxtaposes itself against such grand historical experiences we are bound not to learn any lesson from history, ours or others. DOING ECONOMICS IN NAGALAND: THE INDUSTRIAL SCENARIO Industrial experiments in Nagaland began with the Sugar Mill in the early seventies. According to Department of Co-ordination and Planning, “today the State has 30 industrial units and over 300 small-scale industries” with “the Nagaland Sugar Mill at Dimapur having an installed capacity of 1000 tonnes per day.” By the way, Sugar Mill is defunct since the nineties and I have no clue as to why it’s still there in the Government websites. Other important projects include Tuli Paper Mill, Doyang Hydro Electricity, Weziho Mini cement plant and the Likimro Hydro Electric plant. TULI PAPER MILL is lying idle since 1992. Despite the 679 crore package from the centre and promise made by previous government the plant is yet tore-operate. Another aspect the state needs to moot is in respect to the equity shares. The Nagaland state equity share of 12 percent as against 88 percent holdings of HPC (source Hindustan Paper Cooperation website) does not make any economic sense. The main component of the industry, land and raw materials are indigenous to Nagaland and only technology and technicians, know-how, is provided by HPF. In the early part of our statehood the situation may have been quite different but now with comprehensive intelligent planning there is no reason why the government could not train people from within the state to manage and run Tuli Paper Mill. We can give ourselves 50 years to reach that stage, but for that, the state must begin to debate to chalk out a blue print for the future. The state must think together to make Tuli Paper Mill 100 percent state owned subsidiary. Or else declare it sick, close shop, and search for another viable option. With political will nothing is impossible! But even the Doyang hydro project seems to be taking the same route. DOYANG HYDRO ELECTRIC PROJECT with a capacity of 74 mega watts is being leashed to NEEPCO Ltd (North Eastern Electric Power Corporation) for a period of 99 years, till 2099. Of the 74 mw generated at Doyang, Nagaland state share comes to 17 percent, out of which 12 percent is free of cost and 5 percent to be paid by the government. The remaining 83 percent share belongs to NEEPCO Ltd. The major chunk of profit from the 74 mw electricity generated at Doyang will go to NEEPCO for 100 years. The state must come up with good economics and planning to make such projects like the Doyang Hydro a state subsidiary instead of leasing it to private companies. The economic health of the state will largely depend on how we are able to exploit such pivotal industries in the future. THELIKHIMRO HYDRO ELECTRIC PROJECT which generates 24 mw is also being leased to a private company as per the report. And out of 6 Mini Hydro Electric projects having capacity of 1 mw each, only two are functioning. The previous power requirement stands at 110 mw but a two fold increase is projected for Nagaland. The power consumption of Nagaland is going to grow exponentially with increase in population and expansion of human habitat. Due to insufficient power generation the government has recourse to purchasing of electricity from other states. In such a context of “dependency,” can the government not broker respectable arrangements for TPM, DHEP and LHEP? Or what ails Nagaland? That even after 50 years of statehood, there is a dearth of professionals to run a Hydro power plant. Can the state notnurture comprehensive economic road maps for revitalisation of the state? The only way out of “consumer society” trap is to develop these industries for economic development of the state. There in no other way around it. Leasing out programs are for short term solutions and NOT for long term economic development of the state. Without comparing with other states, Nagaland cannot just afford to commit fiscal harakiri. The task before the state is a challenging one indeed. WEZIHO MINI CEMENT PLANT with a capacity of 150 tons per day is the only 100 percent state owned subsidiary. It was conceptualized in 1982 and began functioning in 1992. As per reports, the cement produced at Weziho rank amongst the best grade cement available in India having 43 Grade O.P.C. and the limestone found at Weziho of high grade quality having CaO percentage up to 54. It is roughly estimated that Weziho has 3.2 million tonnes of limestone reserve and overall the state about 10,000 million tonnes, enough to make the state self sufficient and also export cement to India and neighbouring South East Asian countries such as Myanmar. In 2003 production was stopped at Weziho for modernization of the plant which was completed in year 2008. Since then the plant has been kept on hold due to various reasons. The only 100 percent state owned subsidiary is under rough weather, due to government’s inability to run the plant. The cabinet is mooting the idea of leashing out the plant, a bad idea. But fortunately, no takers so far! The local people have been demanding that the government should hand over the Weziho cement plant to Nagaland State Mineral Development Corporation (NSMDC) for the interest of the people and the state. NSMDC request of 10 crore to the state for initial production is yet to be approved. Having identified the underlying economic problem of the state as being “a consumer society,” the onus of putting the state on the road to economic recoveries lay with the government of the day. Unless sound economic fundamentals are put in place, the begging bowl syndrome

will continue to mark our economic history. Failure to develop or revive industries in Nagaland; namely, Tuli paper Mill, Weziho Mini Cement Plant, Likhimro HydroElectric Project, will prove disastrous for the people and the state. And of course the Doyang Hydro Electric Project which is beyond salvage till 2099. WHAT CAN NAGA PUBLIC DO? : ADOPT THE CONCEPT OF URA-ÜVIE Coming back to the role of the public, the concept of “boycott” and “swadeshi” from Indian experience has important historical lessons for the Nagas. A similar Naga concept we can appropriate for our situation is the Angami usage of the term URA-ÜVIE. Which could be roughly translated as; “Our land is ours” or “My Land is mine.” The thematic idea embedded in URA-ÜVIE should be applied in our daily business and economics. A few years ago while coming back home from Delhi, I reached the Dimapur station late around 7 pm. It was winter and quite dark. As I walked towards the auto stand, I was accosted by dozens of migrant auto drivers who jostled with each other like Piranhas; perhaps thinking here comes my machee (fish) dinner. As I looked around, I saw a serious- straight faced Naga auto driver without a care in the world of what was happening around him and not even bothered that his business was being swept right under his feet and land. Too proud to solicit for business, there he stood like a statue. Ignoring the rest, I nonchalantly went to him, sat in his auto and asked him to take me to 4th Mile. As we rode along he opened up perhaps intrigued by my behaviour asked me several personal questions (atypical Naga) which is not important here, but what he said still echoes even today. He said, “Brother, nowadays no Naga is willing to travel in an auto driven by a Naga, instead they prefer autos of non-Nagas. Thank you for coming to my auto.” The boycott movement not only brought the might colonial Britain to its knees, the concept of swadeshi allowed opportunity to revive India economically. By following the idea of URA-ÜVIE I suspect we could even tackle the illegal migrant issue besides solving a major part of our economic woes. For that we must support local businesses and enterprises. However the challenge is symbiotic. Local business must understand market forces and offer quality products at competitive price. Whenever I purchase local vegetables in and around Kohima, I am at my wits end bargaining and making them understand that, unless they offer their goods at competitive rate (or equal to what migrants sell their vegetables), market economy will dictate the demise of our business exchange. Most often than not the attitude has been, “buy it or you can go to hell.” Perhaps, this is also the reason why most Naga customers refrain from going to local shops. On the opposite end of the spectrum are the migrants willing to part with his vegetables even at small profit, and thus build a customer base. The getquick-rich attitude of local entrepreneurs must change. PORKY NAGA Naga fondness for pork is no secret. Along with medicine and education this is one industry which will never see “darkness” (sorry for the Christian analogy). Pork Chop which opened recently in Kohima through the collaboration and initiative of Youth Net should be duplicated across Nagaland. Nagaland spends crore of rupees every year importing pigs from outside the state. Besides the health concerns the economic dimension to it cannot be ignored or wished away. The Pork Chop model will nurture pig farming within Nagaland; ensure the supply of good quality meat; satisfy hundreds of customers who were previously denied the right weight; but best of all will play a vital role in rejuvenating Nagaland’s elusive economy. The initiative of Youth Net to train 5000 local entrepreneurs by 2018 is visionary. CHAPRU: MORE THAN A ROAD SIDE DELIGHT Located in Kiruphema, 24 kilometres away from Kohima, Chapru, which in Tenyidie stands for a resting shed, to me is more than a road side delight. Besides, the wares displayed in this shed the idea of nurturing dignity of labour amongst Naga youths, providing assistance and platform to Self Help Groups (SHG), local artisans and the appeal on the board for linkage and collaboration with other similar organizations, is the way forward for transforming our socio-economic paradigm. On display Chapru menu offers mouth watering “ethnic Naga cuisines along with other blends of spicy Indian cuisines. From smoked pork cooked with anishi (Ao dish) to Thevophitso (pork leg), an Angami dish, Chapru delivers its customers the opportunity to taste the ethnic cuisines of our culture rich Naga tribes” reads one write up. Muleto Rio warned me that more dishes are being added in anticipation of the Hornbill festival when traffic to Chapru is bound to increase. Over the counter (OTC) items too is available at Chapru, besides medicines, knick- knacks, local handlooms, paintings, gardening items and wood crafts. However, at the moment, visibility of Chapru is lacking. I Google Chapru and only a handful of information could be sourced; a facebook account and two small write ups. (Check links below for more information). Chapru must do something about selling the idea in the print media and join social media such as Google plus for more visibility. Such exercise will allow us ignorant to stop at such a delightful place. If you are not travelling down to Dimapur, don’t worry, bundle your friends or family into a car on weekends, take a drive down towards Dimapur, and they will forgive you once they enter Chapru. he Vietnamese government must allow the media to operate freely. This is essential to the country’s continued economic and political liberalization, and to the Communist Party’s efforts to regain the support of the people, which it needs for the sake of its own survival. Vietnam’s media landscape has changed significantly during the past five years, and the Communist Party has lost much of its control over the industry, with disastrous consequences. There are now hundreds of official media outlets, all owned by the government, and all controlled by the Ministry of Information and Communications and its local counterparts. All senior editors are appointed, after careful vetting, by the government and the Communist Party. Vietnam also has some quasi-private outlets, which produce TV shows, host online news portals and publish local versions of foreign magazines, like Esquire and Cosmopolitan. But private operators are required to partner with a state entity, which means that they, too, must be mindful of censorship. As the government continues to expand news categories it considers to be sensitive — relations with China, land disputes, the medical conditions of top leaders — many media companies are providing increasingly sanitized news. Readers, particularly young ones, have deserted them in droves, looking for less propaganda. Both circulation and the advertising revenues of the two most popular official dailies, Tuoi Tre and Thanh Nien, have dropped by almost twothirds since 2008, according to highly placed sources at these newspapers. Other publications have turned tabloid, featuring sensational scandals in an attempt to stem the reader hemorrhage. Instead the Vietnamese public is turning to foreign news sources, which are easily accessible online. Facebook and social media have also blossomed: Some intellectuals and former party members have their own blogs on which they openly criticize the government, attracting tens of thousands of visitors every day. Although the government has imposed Internet firewalls, workarounds are well-known and readily available. Vietnam has one of the highest rates of Internet penetration among countries with comparable per capita incomes. But the emergence of alternative sources of information is a problem in its own right, because these are not uniformly reliable. The public, including the intelligentsia, has grown so distrustful of state media and the state itself that it is too quick to accept accounts criticizing the government as true, even when they are not well substantiated. A slew of books has been published in recent years claiming to reveal state secrets on virtually every major national issue: from the origins of the Communist Party to the epic battle against the French at Dien Bien Phu, from China’s real designs on Vietnam to Ho Chi Minh’s private life. The recent “Den Cu,” by Tran Dinh, questions Uncle Ho’s nationalist credentials. It also claims he was directly involved in the forced land redistribution program of 1953-56, which killed more than 170,000 people, and may have attended the show trial of some wealthy landowners. The party and the government tend not to refute such allegations. Instead, they insist on maintaining outdated forms of control and micromanaging trivial issues, like the depth of the decolletage on singers’ dresses. This reflects their lack of confidence, and it undermines the party’s credibility, including on vital national interests, like combating corruption and curbing China’s regional ambitions. Corruption is a major issue, contributing to Vietnam’s huge public-sector debt, high rates of nonperforming loans and inefficient state enterprises. (Public debt is rapidly approaching 65 percent of G.D.P., the limit set by the government.) And the party, the government and Parliament have declared that fighting corruption is a top priority. But after so many years of media control, people have grown too wary of the authorities to give them any credit. When senior officials and corporate chieftains are arrested for graft, the public assumes it is the result of factional score-settling. The lack of media transparency has also been a problem in Vietnam’s tussle with our centuries-old enemy, China. In May, the Chinese government moved an oil-drilling rig off the Paracel Islands in the South China Sea to inside Vietnam’s exclusive economic zone. Yet the Vietnamese government’s initial response struck many of us as meek: The foreign minister called the move “brazen” at first, but then the ministry spokesman simply repeated over and over again that “China must withdraw from Vietnam’s undisputed maritime territory.” Reporting by the mainstream media was also muted, which meant the public discussion was dominated by the extreme nationalism of antiChina demonstrators and virulent online petitions by academics and former officials, including a Vietnamese ambassador to China. Speculation ran wild on blogs that some untoward deal had been struck, with frequent reference to the infamous Chengdu meeting, a secret encounter in 1990 during which the Vietnamese Communist Party and the Chinese Communist Party are thought to have undertaken a mutual protection pact that involved making Vietnam more dependent on China economically and politically. Alternative sources of information are not the antidote to state control of the mainstream media. They are welcome, but they cannot be relied upon alone. Especially in Vietnam’s existential fight against corruption and China, the traditional Vietnamese media must be allowed to freely disseminate timely and impartial information. Vietnam has many experienced journalists who have been cowed by censorship for too long and want nothing more but to do their jobs properly. The Constitution already provides for full press freedom; it must be implemented. Opening up the media would help our leaders win back the trust of the people, which they need if they hope to advance Vietnam’s main goals. Freedom of the press is good for the country, and it is good for the regime. Veteran Congressman Murli Deora dead mumbaI, NovEmbEr 24 (IaNs): Veteran Congress leader Murli Deora died here early Monday after a brief illness. President Pranab Mukherjee, Prime Minister Narendra Modi and leaders from various parties mourned his death while Congress chief Sonia Gandhi and other senior leaders reached the city to pay their last respects. Deora, 77, died after a brief illness around 3.25 a.m., said state party spokesperson Sachin Sawant. He is survived by his wife Hema and two sons, former central minister Milind Deora and Mukund. Upon hearing the news, Congress leaders, activists and grassroots workers, besides top businessmen and industrialists, reached the Deora residence in south Mumbai to pay homage. In his condolence message, President Mukherjee said it “was with profound sorrow that I learnt of the sad demise of Murli Deora, an esteemed colleague and long-standing friend. As a union minister, distinguished parliamentarian, veteran leader and a committed Congressman, Deora had served the nation with dedication”. “He leaves behind many memories of his amiable nature and organisational skills. The people of India, especially his home state Maharashtra, shall value his significant contribution towards growth and progress in our country,” he said.

mumbaI, NovEmbEr 24 (IaNs): Around 12 years ago, when industrialist tycoon Dhirubhai Ambani was battling for life in a Mumbai hospital, close family friend and Congress leader Murli Deora virtually served as a one-man army, keeping the prying media and politicians at bay. The Ambani family almost seemed dependent on Deora as he handled all media queries and calls from industry czars. He managed it with his finesse, firmness and courtesy for several days. Ambani’s sons - now industrial tycoons Mukesh and Anil - regarded and addressed Deora as ‘uncle’, so deep was their respect for him. Deora, 77, breathed his last Monday morning after a prolonged illness, bringing to an end an era in which business, politics and glamour mixed headily for everybody’s mutual benefit. Starting his political career as a Congress municipal corporator in the mid-1960s for two terms, and later a term as a member of the legislative council in Maharashtra, Deora quickly drew attention of his party bosses and went on to become a fourtime Lok Sabha member and 3-term Rajya Sabha member. In his political career spanning nearly five decades, Deora served as the president of the Mumbai Regional Congress Committee for a whopping 22 years. Known for his fund-raising abilities, Deora had on one occasion harboured an ambition to become the treasurer of the All India Congress Committee, but his moves were nullified by late Sitaram Kesri with whom he locked horns. His tenure as MRCC chief is credited with successfully checking the growth and influence of the rival Shiv Sena in the commercial capital, though the latter, in alliance with the BJP, managed to control the Municipal Corporation of Greater Mumbai. As a key party functionary, ‘Murli bhai’, as he was known, was on back-slapping terms with top corporate heads, media barons, leaders of rival political parties and celebrities. One of the few politicians who realised the influence of the media, Deora respected all journalists.

An economics graduate with a strong pro-US temperament, Mumbai-born Deora had excellent personal relations with top political and business leaders, celebrities and media personalities all over the country. A highly resourceful person, especially concerning financial matters, he was considered close to several top industrial czars, both in India and abroad. He was also renowned for his organizational and political skills which

helped the Congress develop a strong base in Mumbai and kept the chief rival Shiv Sena under a leash for many decades, though he enjoyed a close rapport with its founder Bal Thackeray. Deora’s mortal remains were carried by his sons Milind and Mukund, and others in a huge funeral procession which started from the MRCC headquarters to Girgaum and consigned to the flames late evening at Chandanwadi crematorium.

Ajit Doval named as special Modi leaves for SAARC today, meeting with Sharif not ruled out envoy for China border talks NEW DELHI, NovEmbEr Advisor Ajit Doval and Foreign NEW DELHI, NovEmbEr 24 (rEutErs): India on Monday named its powerful national security adviser as a special envoy on China, opening the way for resumption of talks on the disputed border, where tensions have risen in recent months over border patrols and stiffer defences. Ajit Doval, a close aide of Prime Minister Narendra Modi, will lead the negotiations with Chinese State Councillor Yang Jiechi to try and reach a settlement on dispute over the 3,500-km border that has clouded rapidly expanding commercial links. In September, the two armies were locked in a faceoff in the Ladakh sector in the western Himalayas just as Chinese President Xi Jinping was visiting India for the first summit talks with Modi. Both leaders vowed to work together to resolve the border row that has defied a solution even after 17 rounds of high level talks over the last decade and negotiations even earlier between the diplomats of the two countries. China lays claim to more than 90,000 sq km disputed by New Delhi in the eastern sector of the Himalayas. India says China occupies 38,000 square km of its territory on the Aksai Chin plateau in the west. Doval, a hardliner on national security issues, will conduct boundary negotiations as well as strategic consultations with China, Modi’s office said in a statement. New Delhi has vowed to beef up defences along the border to narrow the gap with China’s network of roads and communication links. Beijing has expressed concern about India’s plan to build roads and border outposts in Arunachal Pradesh in the east, which it refers to as south Tibet.

Ludhiana still-born babies: doctor suspended, SMO transferred

CHaNDIgarH, NovEmbEr 24 (IaNs): The Punjab government Monday ordered the suspension of a lady doctor and initiated an inquiry into the death of five still born babies at a government hospital in Ludhiana. The doctor, Alka Mittal, a gynaecologist, was placed under suspension after preliminary enquiries revealed that she did not come to the Civil Hospital in Ludhiana on time Sunday, forcing the hospital staff to carry out the deliveries. The hospital’s Senior Medical Officer (SMO) R.K. Karkara was also transferred. Five new born babies died during delivery leading to protests from affected families. The babies died during or just after delivery. The mother and child care unit of the hospital had been inaugurated recently. Affected families alleged that no doctors were available for delivery of the pregnant mothers and the hospital staff started conducting the procedure leading to the deaths. They alleged that the infants died due to negligence of hospital doctors and staff. State Health Minister Surjit Kumar Jayani had ordered a probe against Mittal Sunday evening. Mittal had been charge sheeted by the state health department earlier this month for negligence. Jayani told media after visiting the hospital Monday that a high level probe has been ordered into the deaths of the infants. “Deputy Commissioner Ludhiana, Rajat Agarwal has been asked to hold a thorough inquiry and submit the report to the government within a week. He has also been asked to have his own team of officers to hold an independent inquiry into the entire incident,” he said. “Dr. Alka Mittal, a gynecologist who was already charge sheeted a few days back for negligence in discharging her duties, has been placed under suspension with immediate effect. The SMO, R.K.Karkara, has been transferred for not maintaining discipline in the medical institution,” he said. Mittal claimed that the five delivery cases were already in critical condition when the mothers were brought to the hospital. However, she could not justify her absence during duty hours and why the hospital staff had to carry out the deliveries instead of doctors. Terming the incident as “unfortunate”, Chief Minister Parkash Singh Badal told media in Amritsar Monday that he had ordered an enquiry into the incident.

24 (IaNs): A likely meeting between Prime Minster Narendra Modi and his Pakistani counterpart Nawaz Sharif on the sidelines of the SAARC summit has lent added interest to the meeting of the eight-member bloc of South Asian nations to be held in Kathmandu Nov 26-27. The prime minister leaves Tuesday for Kathmandu to attend the 18th South Asian Association for Regional Cooperation (SAARC) Summit. It will be his second meeting with nearly all the leaders, except for Afghanistan which has a new president in Ashraf Ghani. Modi had invited the South Asian leaders for his swearing-in ceremony May 26 as part of his government’s outreach to the neighbourhood. A meeting between Modi and Sharif has not been entirely ruled out during the SAARC summit. The external affairs ministry spokesperson said the prime minister will go to Kathmandu “with the intention to have a meaningful dialogue with as many SAARC leaders as possible. This would mean, taking into account, all aspects of our relationship. This is a work in progress, in terms of scheduling”, he said. Jashodaben noted that late Prime Minister Indira Gandhi was killed by her own bodyguards and that she felt scared of her guards. She asked the government to make it compulsory for each guard to produce copy of deployment order. She asked the government to explain the definition of protocol and sought details about what is included under it and what other benefits she is entitled for as per that protocol. her rights as PM’s wife as far as the security aspect is concerned. “Today, she came to our office and filed an RTI to know about her rights as PM’s wife with regard to security cover. The decision, which set off a stormy debate that could bring down Prime Minister Benjamin Netanyahu’s brittle coalition government, followed weeks of deadly Arab-Jewish violence and was denounced by critics as damaging to the country’s democratic character and poorly timed at such a combustible moment. Police spokeswoman Luba Samri said the unidentified youth is in good condition in a Jerusalem hospital, and that police are investigating the attack. Tensions in Jerusalem are spiking, mostly over Palestinian claims that the Israeli government of Prime Minister Benjamin Netanyahu wants to change the status quo at a sensitive holy site in the city by allowing Jews to pray there. Netanyahu has repeatedly denied the claims but some members of his right-wing coalition favor letting the prayers go forward. Known to Jews as the Temple Mount, and Muslims as the Noble Sanctuary, the site is the third holiest in Islam and the holiest in Judaism. In recent months, 11 people have been killed in attacks by Palestinian assailants - most in Jerusalem, but also in Tel Aviv and the West Bank. On Sunday a West Bank Palestinian home was torched by unidentified assailants, the latest in a series of attacks on property in the area. The walls of the home were daubed with racist slogans written in Hebrew. No one was injured in the attack, and Israeli authorities say they are investigating. Netanyahu of his majority. he next Ebola or the next SARS. Maybe even the next HIV. Even before the Ebola epidemic in West Africa is brought under control, U.S. public health officials are girding for the next health disaster. “It’s really urgent that we address the weak links and blind spots around the world,” Dr. Tom Frieden, director of the U.S. Centers for Disease Control and Prevention, told The Associated Press. “Ebola is a powerful reminder that a health threat anywhere can affect us.” Ebola sprang from one of those blind spots, in an area that lacks the health systems

needed to detect an outbreak before it becomes a crisis. Now the Obama administration has requested $600 million for the CDC to implement what it calls the Global Health Security Agenda, working with an international coalition to shore up disease detection in high-risk countries and guard against the next contagion. There’s little doubt there will be a next time. Just in recent years, the world has seen bird flu sicken people in Southeast Asia, the respiratory killer SARS spread from China, the 2009 flu pandemic, growing threats from antibiotic-resistant germs, and SARS’ new cousin in the Middle East named MERS. And what if the next bug spills across borders even more

easily than Ebola? If bird flu ever mutates to spread between people, “we better look out. It will make Ebola look like a picnic,” Democratic Sen. Tom Harkin warned at a recent Senate Appropriations Committee meeting as he questioned whether $600 million was enough to do the job. After all, less than 20 percent of countries have reported meeting World Health Organization requirements showing they are adequately prepared to respond to emerging infectious threats. The Obama administration kicked off the global health security project in February at a White House meeting with representatives of more than two dozen countries — unaware that Ebola already was quietly

brewing in Guinea. Additional countries signed on in later meetings in Finland and Indonesia, and again at the White House in September, where President Barack Obama declared the world must “make sure we’re not caught flat-footed” in future outbreaks. For its part in the international collaboration, the U.S. plans to assist at least 30 countries over the next five years to bolster local disease prevention and monitoring, improve laboratory diagnosis of pathogens and strengthen emergency response to outbreaks. Consider Uganda, where in 2010 a lack of a good laboratory system was one reason it took “a shockingly long” 40 days to determine a mysterious outbreak was yellow fever, said

CDC scientist Jeff Borchert. Last year, CDC began a pilot project to improve Uganda’s disease detection by piggybacking on a small program that tested babies born to HIV-positive mothers. Now, in a larger swath of the country, motorcycles race samples from sick patients to provincial capitals where they’re shipped overnight to a central lab to test for a variety of diseases. The health ministry also set up an emergency operations center to oversee potential outbreaks. In March, Uganda’s new system proved itself, Borchert said, as the country fought an outbreak of nearly 200 cases of meningitis, using that network for testing patients in remote areas. And last month, in an

Lawmakers want to know if the U.S. will leave Ebola-ravaged Liberia, Sierra Leone and Guinea with health systems more capable of responding to future outbreaks. Learning to tackle one disease can pay off against another: Nearby Nigeria beat back Ebola thanks in part to its polio-fighting program that included labs and CDCtrained disease detectives who quickly switched gears to the new threat. CDC’s Frieden offered hindsight: “The world would be a very different place today if Liberia, Guinea and Sierra Leone had had those systems in place a year ago. They could have contained this outbreak.”

IPL spot-fixing: BCCI killing cricket, says Supreme Court

NEw DELhi, NOvEmbEr 24 (AGENciES): Resuming the hearing related to the Indian Premier League (IPL) spot-fixing and betting scandal, the Supreme Court on Monday said that the cash-rich tournament is a mutual beneficial society between BCCI and IPL. Making some stringent observations over the report submitted by the Mudgal panel, the Supreme Court told BCCI that the common man's trust has been shaken and it's time to uphold the glory of the game. Supreme Court's observation comes as a huge blow for Srinivasan as they asked him to come clean on the issue of conflict of interest by being board president and Chennai Super Kings owner simultaneously.

The SC asked BCCI how members who are financially viable have gone on to become team owners in IPL and how is that not a conflict of interest. The SC also stated that cricket must be played in its true spirit and should remain a gentleman's game and BCCI allowing things like spot-fixing and betting to happen is killing the game of cricket. If winning the first title with McLaren after a last-gasp move in Brazil in 2008 was special, then the triumph under the Abu Dhabi floodlights was something else again. "The feeling I have now is way, way past that and above and beyond," the Mercedes driver told reporters with tears in his eyes. "It’s the greatest feeling ever. I’m grateful to God, I’m grateful for my car finishing and really, to everyone, thank you so much," added the Briton. Hamilton went into Sunday's race 17 points clear of team mate Nico Rosberg but with the German on pole position and an unprecedented double points on offer. 14th November, the SC had disclosed seven names that were probed by the Justice Mudgal Committee. The big names included that of ICC boss N Srinivasan, his sonin-law Gurunath Meiyappan, and Rajasthan Royals' co-owner Raj Kundra. Meiyappan had already been indicted following an incident where a Forensic Science Laboratory in Mumbai confirmed his voice samples in a tapped conversation with another accomplice Vindoo Dara Singh. Names of three active players were inadvertently mentioned initially. However, the honorable court decided to strike off their names considering the sensitivity of the issue and the possible far reaching implications of this disclosure on their career.

Delhi Dynamos beat NorthEast United in a thriller
