DIMAPUR, OCTOBER 12 (MExN): Karbi Anglong Truck Owners’ Welfare Association (KATOWA) has appealed for enhancement of the rate of sand to Rs 40 per CFT. Action Committee Against Unabated Taxation (ACAUT) Nagaland on Monday revealed more instances of ‘backdoor appointment’- this time in the Higher Education department. RTI documents received by ACAUT and furnished to the media, the Higher Education department, between the year 2005 and 2015, regularised 39 Lecturers and Assistant Professors (AP) at various points of time while forgoing the Nagaland Public Service Commission (NPSC) route of selection through merit. Providing details, ACAUT through its media cell, said 22 post of Lecturer were appointed through backdoor in 2007, 6 posts of APs in 2011, 1 post of AP and one Hub Engineer in 2012 and 9 APs in 2013. And as if “backdoor appointment was not flagrant violation of rules itself,” ACAUT also alleged that in a most astonishing case of “supreme arrogance and we-are-above –law attitude,” the department regularized seven (7) contract employees in the rank of assistant professors in the year 2013-2014 despite not having cleared the Nation-

Angus Deaton wins Nobel Prize for Economics

STOCkhOlM, OCTOBER 12 (REUTERS): British-born economist Angus Deaton has won the 2015 economics Nobel Prize for his work on consumption, poverty and welfare that has helped governments to improve policy through tools such as household surveys and tax changes. The Royal Swedish Academy of Sciences said the microeconomist’s work had been a major influence on policy making, helping for example to determine how different social groups are affected by specific changes in taxation. “To design economic policy that promotes welfare and reduces poverty, we must first understand individual consumption choices,” the award-giving body said in announcing the 8 million Swedish crown ($978,000) prize. “More than anyone else, Angus Deaton has enhanced this understanding,” it said.

Deaton, 69, has spearheaded the use of household survey data in developing countries, especially data on consumption, to measure living standards and poverty, the academy said. Deaton looks at economic development from the starting point of consumption rather than income, wrote Tyler Cowen, economics professor at

George Mason University and blogger. “Think of Deaton as an economist who looks more closely at what poor households consume to get a better sense of their living standards and possible paths for economic development,” Cowen wrote on the blog Marginal Revolution. “I think of this as a prize about empirics, the importance of economic development, and indirectly a prize about economic history,” Cowen wrote. In his first public comments after winning the Nobel prize, Deaton said that, while extreme poverty has fallen sharply in the last 20 to 30 years and that he expected this trend to continue, he did not want to sound like a “blind optimist”. “While I expect things to get better, you have to keep remembering that we are not out of the woods yet and that for many, many people in the world, things are very bad indeed,” Deaton told a press conference by telephone.

Between the years 2005 and 2015, ACAUT said another 82 were also appointed through NPSC examination, which indicated that out of the total 121 ap-

pointments between the mentioned years, around 32% were backdoor appointees. In this connection, ACAUT observed that departments serving the purpose of education in the state should be free from all encumbrances but in reality, the School Education, SCERT, Technical Education, and Higher Education departments are viewed as prime departments able to absorb thousands of backdoor appointees. “As a result, the quality of education being churned out in the state is much debatable,” it pointed out. ACAUT also stated that in the light of backdoor appointment exposes, there were heightened expectations from the student community and society in general for ACAUT to de-

liver immediate results. However, it pointed out that, “While the technical aspect of backdoor appointment and its illegality is clear-cut, there are also aspects to backdoor appointments which are complex, with variables such as tribe, range, region, politics, power politics, and sundry, all potential derailing factors and therefore, the issue had to be studied and treaded carefully.” Against this backdrop, ACAUT Nagaland asserted once again that the issue is clear- all those appointments which have bypassed the NPSC are illegal and having undermined a duly constituted constitutional body. Therefore, the only recourse to settlement is through the filing of a Public Interest Litigation (PIL), it added.

BEIJING, OCTOBER 12 (PTI): For the first time, troops of a Naga regiment are representing India in the annual joint anti-terrorism exercise in China’s Yunnan province this year. Indian and Chinese armies on Monday kicked off a 10-day joint anti-terrorism exercise which officials said will help enhance mutual understanding, communication and cooperation. India fielded a contingent of 175 troops from 2nd Battalion of Naga Regiment from Eastern Command which looks after the border with China. China, meanwhile, deployed troops from 14 Corps of China’s Chengdu Military Region whose focus is on Indian borders. Both sides are fielding the same number of troops for the exercise at Kunming city which will culminate on October 22, Indian Embassy said in a statement today. Troops of both sides will undergo intensive joint training which includes displays, demonstrations and a comprehensive joint exercise. The purpose of the exercise is to develop joint operating capability, share useful experience in counter-terrorism operations and to promote friendly exchanges between the armies of India and China, the statement said. Exchange of high level visits between India and China, especially the visit of President Xi Jinping to India last year and that of Prime Minister Narendra Modi to China this year have pushed forward bi-

The two armed forces should develop the habit of working together and the joint exercises are an important endeavour in that direction, Kantha said. “India and China have agreed that peace and tranquility in the border areas is an important prerequisite for continued growth of bilateral relations.” “In this regard, the two countries have put in place several CBMs (Confidence Building Measures) and the joint military exercises are an important component of the CBMs,” Kantha said and recalled the understanding between the leaders of the two countries and called for further strengthening the defence exchanges.

Mountain states find common ground on climate change

itAnAgAr, october 12 (iAnS): A unique three-day summit on sustainable development of mountain states in India, held in this Arunachal Pradesh capital, called for special steps for disaster risk reduction and optimal utilisation of mountain agricultural resources. Given the disastrous earthquake in Nepal in April this year and the 2013 cloudburst in Uttarakhand, disaster risk reduction was the central theme of the 2015 edition of the Sustainable Mountain Development Summit (SMDS) that was attended by stakeholders across multiple sectors from 11 mountain states of the country. A key issue that was raised in terms of disaster risk reduction

was the adoption of a building code separate from the rest of India for the 11 mountain states - Arunachal Pradesh, Assam, Himachal Pradesh, Jammu and Kashmir, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura and Uttarakhand. "It is the opinion of the legislators present in this meet that the building code applicable to the whole of the nation is not ideal for buildings in the mountain states," stated a resolution adopted at the end of the summit held from October 7 to 9. "It is resolved that legislators from mountain states will raise the issue of forming a separate building code for mountains at different forums including the state legislative assemblies and

the parliament." In the inaugural session of the summit, Kamal Kishore, member of the National Disaster Authority, highlighted the fact that as many as 41 districts of the 11 mountain states did not have a disaster management plan in place. "Can we earnestly do something for the hill states in terms of earthquakes and landslides?," he appealed. This found reflection in the final resolution that stated that "41 districts across 11 mountain states are yet to formulate district disaster management plans". "It is resolved that the districts will be identified in a fasttracked manner and a disaster

management will be formulated in each of the districts within the next one year," it stated. Mountain agriculture was another key issue that came up for wide discussion between the participants of the summit. An output report released after several brain-storming sessions on the issue called for "an ecologically sustainable, socially inclusive, resilient, diverse, flourishing and market-linked mountain agriculture economy driven by youth and women by 2030". It also called for the formulation of a clear mountainspecific policy approach for Himalayan agriculture. Given that the summit was held ahead of the Conference of Parties (CoP) 21 climate

Addressing a meeting of legislators of the 11 mountain states, Speaker of the Arunachal Pradesh assembly, Nabam Rebia, highlighted the fact that the country and the world as a whole was facing disasters at an increasing pace in all parts. "We faced destructive floods in Uttarakhand in 2013, annual floods in Assam, floods in Jammu and Kashmir in September 2014 and the recent earthquake in Nepal," he said. According to Rebia, the mountain states and their sensitive ecosystems are extremely vulnerable to climate

change impacts. Lok Sabha member from Sikkim P.D. Rai stressed the importance of advocacy within the northeastern states so that effective policies and frameworks could be worked out for climate change adaptation and mitigation. The Itanagar summit also saw Arunachal Pradesh Chief Minister Nabam Tuki calling for the creation of a separate ministry at the Centre for the country's mountain states. "Due to geographical and historical reasons, the resources of the mountains, both natural and human, are either under-utilised or ill-utilised," Tuki said while inaugurating the event.

"Therefore, policy decisions to protect and sustainably harness these resources must be put in place. The role of the union government is paramount in providing an umbrella for all the mountain states, preferably in the form of a separate ministry," he said. The accident occurred at around 2 p.m. on the Tura-Paikan road under National Highway-51, about 100 km from Tura, when the vehicle they were travelling in crashed into a tree. Nitul Gogoi, the Goalpara district police chief, told IANS that Kenny Warjri, the video journalist of Peitngor Cable News, succumbed to his injuries at Seven Sister's hospital. Walton Jyrwa, the photo journalist of UB photo agency, was admitted in Gauahati Medical College in a critical condition along with driver Gautam Dey, who was also badly injured, he added. Mizoram govt mulling over handing lone airport to IAF AizAwl, october 12 (pti): Mizoram government is mulling over handing the lone Lengpui Airport near Aizawl, the only state-owned airport in the country, to Indian Air Force (IAF), state chief secretary Lalmalsawma today said. Talking to media persons, Lalmalsawma said that the move was initiated by the Air Officer Commanding-in-Chief, Eastern Air Command. He wrote to the state Chief Minister Lal Thanhawla on June 24 asking for leasing the Lengpui Airport to the IAF for 45 years. As per the proposal of the IAF authorities, the Air Force would look after the entire operational area of the airport while the state government would continue to manage the Terminal building and the apron. "The proposal was discussed at a meeting between the state government officials headed by the chief secretary and representatives of the IAF on October six," he said, adding that it was a preliminary discussion and no decision was made at the meeting.

Tight security in Tripura, Assam for Durga Puja agartala/Silchar, OctOber 12 (ianS): Armed with sophisticated weapons, a large number of para-military and state security personnel would be deployed in Tripura and Assam for the Durga Puja festivities beginning next week, officials said on Monday. The five-day Durga Puja festival is the biggest annual carnival of eastern India and neighbouring Bangladesh. The puja, mostly performed by Hindu Bengalees, would formally begin on October 19 with 'Maha Sasthi' or 'Bodhan' -- the welcoming of the Durga idols. "The BSF (Border Security Force) has been asked to maintain a close watch on the India-Bangladesh border to ensure that the festival is free of any untoward incident," Tripura's Inspector General of Police Nepal Das told IANS. Over 20,000 security personnel and quick reaction teams besides bomb and dog squads would be

deployed across Tripura. The security personnel, equipped with sophisticated arms, electronic gadgets and binoculars, will be positioned in many watch towers in Agartala and different parts of the bordering state. In 10 months of a tie-up with online marketplace Snapdeal, the country’s largest two-wheeler maker sold 300,000 motorcycles valued at Rs 1,500 crore. The average price of one unit is about Rs 50,000. While the volume sold online is only five per cent of annual volume, it happens to be more than what Mahindra Two Wheelers and Piaggio sell in an entire year. Centre circulates GST laws among states new delhi, october 12 (Pti): The Centre and states have completed the drafting of model Goods and Services Tax law as well as an integrated-GST or iGST law, which will be put up in public domain by early November. According to a government official, the Empowered Committee of state Finance Ministers is likely to meet this month to discuss the legislations -- CGST, SGST and iGST. “The model GST law and iGST law has been circulated among the states. The Empowered Committee would meet soon to discuss them,” a senior official told PTI. The Central GST (CGST) will be framed based on the model GST law. Also the states will draft their own State GST (SGST) based on the draft model law with minor variation incorporating state based exemption. “Trade and Industry should also be a part of the law because ultimately they would pay the tax. Hence their views are essential. The drafts will be put up on website by first week of November,” the official added. The drafts of the proposed

lima, october 12 (ians): Around $1-1.5 trillion or around two percent of global GDP, are lost to corruption every year, president of the Natural Resource Governance Institute (NRGI) has said. Speaking at a panel on integrity in public governance during the World Bank Group and International Monetary Fund annual meeting on Sunday, Daniel Kaufmann, president of (NRGI), presented the statistic, result of a study by the NRGI, an independent, nonprofit organisation based in New York. However, according to Kaufmann, the figure is only the direct costs of corruption as it does not factor in the opportunities lost on innovation and productivity, Xinhua news agency reported. “The misallocation of talent away from productive activities and innovation” has a costlier impact on countries suffering from corruption in the long term. A country that addresses corruption and significantly improves rule of law can expect a huge increase in per capita income in the long run, the study showed. It will also see similar gains in reducing infant mortality and improving education, said Kaufmann. Countries with better control of corruption averaged a five percent improvement in their budget deficits or surplus in the long term, he said. Based on the findings of the study, Kaufmann called for a new definition of corruption. Believing that corruption is no longer a simple transaction between two parties, he called it a “tax on the poor and, increasingly, the middle class... leading to higher levels of inequality”. “Corruption has shifted to large colluding networks, such as FIFA. Additional Drugs Controller RF Lotha passes away

Kohima, october 12 (DiPr): Additional Drugs Controller of Nagaland, RF Lotha passed away on the evening of October 11 at Oking Hospital here after suffering a massive stroke on October 3. His funeral was held at his private residence in Para Medical Colony, Kohima on October 12. Speaking on behalf of the Department of Health & Family Welfare, Commissioner & Secretary M Patton described RF Lotha as a hard working, efficient and sincere officer and expressed deepest regret that the officer has departed when the department, especially the Drug Control line, needed him the most. “The Drug Control line has just started streamlining through the initiative of RF Lotha and it is a big setback for the department,” Patton said. Lotha had managed to get the approval of P&AR and Finance recently for up-gradation of Drug Controller Nagaland, the Com-

missioner and Secretary informed. On behalf of the Minister of Health & Family Welfare, who is presently on official tour and also on behalf of officers and staff of the department, M Patton extended heartfelt condolences to the family and prayed for eternal peace of the departed soul. Several organizations and individuals also spoke highly about the deceased pointing out his immense contribution towards the department, church, society and humanity as a whole. The Association remembered Lotha’s association with the medical fraternity for the past three decades and his eagerness to help each and every chemist at all times of crisis. “The kind hearted nature of the departed soul will always be remembered by the people in pharmacy of respect to the departed soul, the Nagaland Medicine Dealers Association decided to down their shutters from 1:00 pm to 6:00 pm on October 12. During the funeral service, Rev. Sankiluma Kikon shared words of comfort while Rev. K. Benry Lotha led the service. Late RF Lotha, born on February 11, 1959, was the first B. Pharma amongst the Nagas, who obtained the degree in 1984 from

A condolence message from NMDA president, Ato Yepthomi and general secretary Basu Damani further recollected that Lotha was a very religious man with true Christian values and that his contribution to the society will never be forgotten. “He had shown new dimensions to the drug controlling department in Nagaland and was a very active leader of Pharmacy Council of India.” The NDMA further shared grief with the bereaved family members.

served as Deacon cum Treasurer of Kohima Lotha Baptist Church from 19921997 and as Deacon from 1999-2003. He had been actively associated with different societies and organizations till his last breath. After the funeral service, the mortal remains of RF Lotha was taken to his native village Pongidong for burial. He is survived by his wife, two sons and two daughters.

Dimapur Police arrest car lifters, tax collectors DimaPur, october 12 (mexN): In connection to the lifting of a Bolero pick-up truck from Burma Camp here on October 3, the Dimapur Police arrested three persons on October 7 after establishing their involvement in the crime. The three arrested persons have been identified as Ghukato Zhimo, Tokugha Sumi, and Ikavi Sumi, a press release from PRO, Dimapur Police informed. Further investigation to recover the vehicle is still underway, it added. Meanwhile, on October 11, one Shikato Achumi was caught red handed by the public while attempting to steal a vehicle parked inside the Ao Baptist Church Padampukhuri premises during Sunday service. A case has been registered for further investigation, the PRO said.

Dimapur Police also arrested one person while collecting tax from truck drivers ferrying sands at Padampukhuri on October 12. The arrested person, identified as Swahidul Islam, was caught while demanding money in the name of GPRN/NSCN, the release said. Tax coupons of the Imphal Sand Suppliers Association were also found from his possession. A case has been registered for further investigation. In another incident on October 12, the Anti-Extortion team under Zone-I of Dimapur Police arrested one person after receiving specific information at New market area. The arrested person was identified as Rajapeyu of NSCN (IM), Khuvishe Achumi. Cash collected from the market was also seized from his possession. In this connection, case has

been registered for further investigation. Unidentified bodies recovered One unidentified body of a non-Naga male aged around 45-50 years was found at Kalibari road near Jain Mandir gate on October 11. The person with beard was wearing military shirt and a half pant. No injury mark has been found during preliminary enquiry, the PRO said, adding the person is suspected to be homeless. Another unidentified dead body of a nonNaga male aged around 40 years was found at Serhuja colony, Chumukedima. No injury mark or indications of foul play was found during preliminary enquiry, according to the release. Both the bodies have been kept in the District Hospital morgue for identification.

Bottom-Up

T

he history of social and political movements have shown that the most stability, sustainability and long term benefits have come out of people’s grassroots initiatives that used inclusive, participatory bottom-up approaches. By beginning at the bottom, broader involvement of local people is more likely to take place because they will be able to demonstrate their unity in words and actions. There is no better time than the present for Nagas to initiate processes using a more inclusive bottom-up approach to address the issues of justice we are facing. In order to do so, it also means confronting two of our deeply entrenched institutions which are the State’s top-down structure and our own traditional patriarchal system. The fact remains that the struggle for justice is contested on whether it should be determined in a top-down manner through State mechanisms and geopolitics or by a bottom-up approach that reflects democratic practices and strengthens notions of justice and dignity. These approaches are both relevant and can complement each other if applied using principles of transparency, inclusiveness and accountability. From a top-down approach, peoples’ self-determination is limited to a remedial aspect where decolonization is viewed as the formal process of handing over governmental instruments. Merely granting sovereignty by a colonial power does not in itself comprise or ensure true independence by any measure - not politically, economically, and certainly not culturally. Changing the political status does not necessarily ensure freedom to pursue economic, social and cultural development. For instance, the initiative taken by Burma’s military rulers to change its status from a military regime to a democratic government through a top-down approach has not translated into justice and freedom for ordinary citizens whose quality of life has not improved as they continue to live in fear of State oppression. On the other hand, in a bottom-up approach, decolonization is a process where independence means more than freedom from colonial rule. It implies freedom to build a new life, a better world where people can coexist harmoniously. Bottom-up approaches are driven by people who are committed to a long-term process that involves the bureaucratic, cultural and psychological divestiture of colonial power while preserving relevant cultural traditions. These approaches are emblematic of self-determination movements and go beyond the remedial aspect of self-determination because they originate from within people’s aspirations and lived experiences. Because bottom-up approaches are inclusive they ensure representative participation that empowers a people to exercise ownership of the process. Such a bottom-up approach enables a praxis of self-determination which “entails a universe of human rights,” necessary for a peoples to become fully human through their participation. In essence the right to self-determination is rooted in the people and in their right to be fully human with dignity and justice. The differences between the top-down and bottom-up approaches to justice and self-determination provide an opportunity to clarify the often misunderstood relationship between sovereignty and self-determination. While States relate on the basis of sovereignty, peoples on the other hand relate based on right to self-determination. This explains that while international law refers regularly to the “sovereignty” of states, and it almost always speaks of the “self-determination” of peoples.” The ongoing challenge is for a State to honor and value the people’s right to self-determination. This can occur only through an inclusive and democratic bottom-up approach in all aspects of governance, development and decision-making processes in the social, political, economic and cultural realms of life.

Tai chi can help build strength, relieve pain

or people with chronic illnesses ranging from cancer to arthritis, Tai chi exercises may improve walking, build strength and reduce pain, according to a new analysis of past research. The slow and gentle movements of Tai chi, a modified form of an ancient Chinese martial art, may be especially suitable for middle aged and older people with multiple health conditions, the authors write in the British Journal of Sports Medicine. “Given the fact that many middle-aged and older persons have more than one chronic condition, it is important to examine the benefits of treatment/exercise interventions across several co-existing conditions,” lead author Yi-Wen Chen, from the University of British Columbia in Vancouver, Canada, told Reuters Health by email. Chen’s team analyzed results from 33 studies that looked at the effects of Tai chi among people with four chronic conditions: cancer, heart failure, osteoarthritis and chronic obstructive pulmonary disease (COPD), a group of lung disorders that make breathing difficult. Some of them also had additional health problems. Tai chi is a set of exercises that emphasize breathing control, whole body exercises with bent knees and slow, flowing movements. In addition to strength, it can help to improve posture, balance and concentration, the researchers note. The studies Chen and her colleagues collected had a total of more than 1,500 participants and used Tai chi as an intervention for any of the four chronic conditions. The researchers assessed the effect of Tai chi on how far a person could walk in six minutes, lower body muscle strength, the time required to go from sitting to standing, quality of life and depression. The researchers also looked at the effects on specific symptoms of certain conditions, such as pain and stiffness in osteoarthritis and breathing problems for people with COPD. They found that performance on the six-minute walking test improved for both heart failure and COPD patients. Tai chi also improved knee strength in one heart failure study and one COPD study. Tai chi helped to decrease depression in heart failure patients, while other interventions such as stress management worked better than Tai chi for cancer patients. Tai chi did not improve blood pressure in heart failure patients. For osteoarthritis patients, the time taken to stand up, overall physical function, and general quality of life significantly improved with Tai chi. Symptoms of pain and stiffness were also markedly reduced. Rhayun Song of Chungnam National University in Korea, who studies Tai chi’s effect on osteoarthritis but wasn’t involved in this new study, said Tai chi is well suited to people with chronic conditions who may have physical limitations. “Tai chi can be modified according to their physical condition (i.e., in sitting, standing, less bended knees, small steps, etc.) to perform it within their comfort zone,“ Song said by email. Song also noted that an advantage of Tai chi over other exercise is the particular style of Tai chi walking, which is different from normal walking. In this exercise, a person first takes an “empty” step, then transfers the weight. This movement explains “why we can expect to see the improvement in knee muscle strength, balance, bone mineral density compared with other types of exercise,” Song said. Chen advised that anyone starting a new exercise program should consult with their doctor to ensure it is safe. “This type of exercise can be enjoyable, improve fitness and well-being without aggravating symptoms,” she said.

China dialogue: perils of parallel

L

iu Yunshan, the current ideological and propaganda chief of the Communist Party of China, gave a speech at the party school in Beijing in 2008 in which he complained about the international press that China was receiving as it built up to hosting the Olympic games. Far from being a global celebration of the good and fine things that had been achieved in his country since 1978 when reforms started, the outside world had chosen to carp: over the role of Chinese investment in Africa, the situation in Tibet, even the fractious journey of the "flame" as it made its way across the world. Liu drew a stark conclusion. For years, leaders and officials in the outside world had complained that their Chinese counterparts were unwilling to spell out a vision for the country and its global role. They had urged further reforms and changes upon China. They had wanted to see a country more like their own, with capitalism, openness and variety. Well, Liu said, isn’t this what they have now? Today's China has sent over a million of its young to study abroad, accepted vast amounts of foreign investment, and opened up almost the whole of its country to visitors and business. In fact, the country is so plugged into the outside world that it was now hosting an event like the Olympics. What, therefore, was the problem now: why the chorus of criticisms and moans? Liu then delivered the punchline of his diagnosis. The problem was not in China. Nor was it about China’s message. The simple fact was that a sizeable part of the outside world, particularly in the United States, would reject China no matter what it did. There was no point carrying on pretending these people’s minds could be changed. The key thing was to remorselessly promote China’s self-image, whether the world beyond its borders cared to listen or not. The message needed no change. The problem was the minds of the people outside. A near-decade later, the results have become clearer by the day. The official message from China has been categorical - from its current president, Xi Jinping, downwards. Either the world accepts China on its own terms, or it can live in darkness. On a host of matters - Hong Kong, Taiwan, multiparty democracy, China’s legal system, media

government on its knees”: this is how Gil Ramos describes Mexico’s current administration. With an average of nearly 100 homicides per day, 7 journalists killed in 8 months, an epidemic of disappearances of social activists, students and civilians, and hundreds of human right violations, it is difficult to discredit that statement. In fact, Mexico would perfectly fit with Bunker and Sullivan’s definition of a “failed state”. Contrary to the “Mexican moment” envisaged by Times magazine a year ago, Mexicans are living in an increasingly insecure environment, witnessing an increased level of corruption in government institutions, and experiencing the “ungovernability” of numerous municipalities. Thus, far from the democratic dream of progress, citizens in Mexico are living in a dangerous and still fragile democracy. Beginning with the execution of 22 people in Tlatlaya, in the state of Mexico, the past 12 months have been flooded with cases of human rights violations that have shaken Mexican society. Leaving aside the fact that those executed belonged to a criminal organization, the assassination of these unarmed and surrounded criminals in June 2014 demonstrated that the army was not carrying out its operations with strict respect for human rights. Despite the Minister of the Interior's assurances that government would “prosecute this crime to the very end”, this atrocity, until then the worst slaughter committed by the armed forces in Peña Nieto’s administration, has proved to be only a symptom of the disease affecting the Mexican government and society. A mere three months later, Mexico and the world were shocked by the kidnapping and –as we know now – the execution of 43 students in Ayotzinapa, in the state of Guerrero. On September 26,

placed adverts on television aimed at both Chinese and non-Chinese audiences which extolled Xi’s virtues, and orchestrated the trip carefully to make his authority and power visible at almost every turn. Yet the harsh fact is that such dense control by Chinese officials is precisely the sort of image-and-information management that impede - not promote - greater mutual understanding. It is not that Americans on the whole occupy an antagonistic position towards China by default. It is more that (generalising here to make the point) audiences in the US, Europe and elsewhere are deeply wary of presentation that looks to be tightly managed, particularly by the state. However, in a country where there is growing evidence to confirm widespread suspicions of collusion between criminal groups and the authorities, this official statement has been rejected by relatives and large sectors of the population. Notwithstanding the political notoriety and judicial impact of these cases, and despite the fact that 79% of Mexican citizens consider crime to be one of the biggest problems in Mexico and 57% are dissatisfied with the direction of the country, the Minister of Finance has recently declared that “Mexico has a strong rule of law: a pronouncement that, as activists and society in general would say, lacks any support under the current circumstances.

10 countries in the world where journalists have been murdered in the last nine months. According to Freedom House, civil and political rights in the country continue to be violated and, far from diminishing, criminality has increased in certain parts of Mexico. Just between 2013 and 2014, for instance, the kidnapping rate in Tamaulipas went up by 22.6%, reaching the mark of 40 kidnappings per 100,000 inhabitants at the end of that year. What is more, only 57% of the crimes are reported and – even more worrying – only 3% end up with a conviction. Thus, contrary to the Minister’s picture of a “lawful Mexico”, citizens continue to live in a country with many laws, but where impunity reigns. Two more cases illustrate perfectly the situation. On August 31t, Ruben Espinosa and Nadia Vera, a reporter and a social activist, both critical of the government of the state of Veracruz, were found murdered in Mexico City. Although some rushed to support the hypothesis of a robbery whilst virtually condemning as foolish any other line of inquiry, both Espinosa and Vera had previously blamed the Governor of Veracruz for anything that might happen to them, causing a great deal of questioning across society. was found dead in his taxi. Whether or not coincidences, as with Ayotzinapa and Tlatlaya, these cases not only reflect the ineffectiveness of the Mexican judicial system, they remind us of the importance and fragility of democratic values and human rights, including a free press, freedom of association and – above all – the right to life. Trapped between criminal organizations and a colluding State, Mexican society needs to wake up, become more politically engaged, and demand more accountability and responsiveness from the State. Marching and protesting against the government is one way by which society can work to ensure that Tlatlaya or Ayotzinapa do not happen again. Change, of course, cannot occur immediately. And this is why scholars like Centeno say that “some things can only be solved with punching”, and that rural militias are the solution to the current violence. To support this ideology, however, goes against the aim of securing democratic values and rights. It is thus necessary to understand that democracy is not a dichotomous notion, but a continuum and evolving process of which Mexico is a perfect example. Two decades ago, voting was pointless in “Mexico's perfect dictatorship”. It took several years, lots of money and many lives to achieve an electoral democracy where voting does change a government, does change politics, and can change the country. In less than 10 months from now, citizens will vote for new governors of Veracruz –the riskiest place for journalists in Mexico -, and of Oaxaca, Tamaulipas and Sinaloa – three of the 10 most violent states in the country. If human rights violations are to be stopped, this democratic exercise might not be the entire solution, but it is definitely a critical starting point.

N

ews, day after day, of countless refugees coursing through Europe in search of succour and shelter, and of the millions more on Europe’s doorstep in Turkey, Jordan and Lebanon needs no elaboration. Syria alone is reportedly responsible for up to 4 million refugees, with Iraq and Somalia accounting for a further 3 million. Hundreds of thousands more are coming from Afghanistan, Libya, Eritrea, Nigeria, and so on. Alarming numbers, but no longer surprising because the media have rendered them familiar. What is less documented and less widelyknown ignored — perhaps because the repercussions have largely failed to reach the First World— is that the number of people who have lost or fled their homes is much larger. UNHCR (the United Nations High Commission for Refugees) estimates the current number of displaced people at a staggering 59.5 million, of whom ‘only’ 19.3 million are classified as refugees or asylum-seekers. In official parlance, displaced people who are not refugees are known as IDPs (Internally Displaced People). Refugees and IDPs A refugee is someone who has left their home country because they have a well-founded fear of persecution for reasons of race, religion, nationality, adherence to a particular social group or political opinion and cannot obtain sanctuary in that country. Drafted in the aftermath of World War II and formally adopted in 1951 at the United Nations Convention on the Status of Refugees, this definition looked back on the recent history of war and restricted the term to that experience. The idea probably did not occur to those who drafted the Geneva Convention that it might also apply to people who have been driven from their homes but lack resources to effect an escape, or have no alternative countries willing to accept them, or even know that such countries exist. If you are fleeing for your life in Darfur, no matter the distance you have traveled, or the reason for your flight, you are a refugee only after you have crossed an international border; until then you are merely an IDP. Almost 80 per cent of the 13.9 million people displaced in 2014 as a consequence of conflict or persecution were and remain IDPs. Refugees are the concern and merit the protection of the international community - in theory if not in practice. IDPs, though they may be recognised and supported by the UNHCR, occupy a much smaller place in the conscience of the world. And as we shall see, even the UNHCR’s perspective suffers from serious limitations. The two most widely recognised drivers of Internal Human Displacement are violence and persecution, and natural disasters.

IDPs - from Violence and Persecution It will come as no surprise that Syria is currently reported to have the highest number of violence-related IDPs —with estimates of the number varying between 6.5 million and 7.6 million— the large numerical differences reflecting both the momentum of continuing human movement and the difficulty of collecting accurate data in conflict zones. Nor will any consumer of western media be startled to learn that IDPs in Iraq are believed to have grown to over 3.5 million, or even that up to 1.5 million South Sudanese and one million Afghans are displaced in their own country. What may be less well-known is that the country with the second largest number of violence-related IDPs is not in the Middle East, or North Africa, but in South America. Colombia has an estimated 6 million IDPs - victims of internal violence perpetrated both by guerrilla armies and by official and unofficial government forces and militia. We hear

ndia faces a serious challenge of dealing with joblessness despite statistically being the world’s fastest growing economy. The spread, depth and intensity of the problem, especially among the educated youth, is not reflected the latest unemployment number of 4.9 per cent in 2013-14. This estimate captures the chronically unemployed – those who sought or were available for work for the major part of the year – but it rarely figures in public discourse as the rate is relatively low and stable over time. Another reason is that the economy continues to generate employment opportunities even if they are largely casual or temporary in the informal sector. A better description of the reality is jobless growth. An adequate number of jobs is not being created despite economic growth accelerating to 6.9 per cent in 2013-14. In other words, growth is not employment-intensive enough, as evidenced by the fact that the state government of Uttar Pradesh recently received 2.3 million applications for 368 job openings as peons. What’s more, these job seekers included 250 PhD candidates, 25,000 post graduates and 152,000 graduates. In Chhattisgarh, 75,000 people applied for 30 job openings as peons, some of whom were post graduates and engineers. These bleak employment prospects are observed in other states as well. An important characteristic of the chronically unemployed – highlighted in all the five-yearly surveys of the National

Internally Displaced People occupy a much smaller place than refugees in the conscience of the world. They should not go unnoticed little about them, perhaps because Colombia has never functioned as an ideological battleground between East and West or between competing religions, and is of more interest to drug traffickers and coffee traders than to oil executives. IDPs - from Natural Disasters According to the Internal Displacement Monitoring Centre in Geneva, between 2008 and mid-2015, the number of people displaced by natural disasters was just under 185 million. No, that is not a misprint. These are people forced out of their homes and way of life by earthquakes, mudslides, floods, fires and drought. In 2014, the number displaced by disaster was a relatively modest 19.3 million (below the annual average), the most severely affected countries being the Philippines with 5.8 million, and China and India with roughly 3.5 million each. Major disasters tend to hit the world’s headlines, though most are also quickly forgotten. But how many of us know that nearly a million Chileans and Indonesians, 250,000 Malaysians, 200,000 Bolivians, 150,000 Brazilians and Sri Lankans, 130,000 Sudanese, and 80,000 Paraguayans were displaced last year? Are natural disasters merely random occurrences unrelated to what humans do to the Earth? Not according to the World Bank which appears to have accepted the scientific consensus. Moreover, the number of severe events is showing a clear upward trend - notably in the frequency of severe storms and floods. If that trend continues and, despite the best efforts of environmental scientists and prominent campaigners like Al Gore and Naomi Klein, there is little reason to think it will not, then we can expect more natural disasters, and many more people left homeless and bereft by them. IDPs - from economic development Largely ignored both by the international media and the international agencies, including UNHCR, economic development projects are a third and possibly the largest cause of human displacement and unmitigated misery on the planet. Dr. Michael Cernea, former senior policy advisor to the World Bank, has probably done as much as anyone to raise the alarm. Speaking at an Oxford University conference back in 1995, Cernea told his audience that “… world-wide about ten million people annually enter the cycle of forced displacement and relocation in two "sectors" alone— namely, dam construction , and urban/transportation... Development-caused displacements….have turned out to be a much larger process than all the world 's refugee flows taken together each year.” This 10 million figure, Cernea noted, was partial because it did not include displacements from forests and reserve parks; mining and thermal power plant displacements; and many others. His catalogue of the most common ravages of development-induced displacement include landlessness, unemployment, homelessness, marginalisation, food insecurity, increased morbidity and mortality, and social disintegration; and, as he makes clear in a Brookings Institute paper published

in 2014, the process has continued unabated. Victims of large economic development projects are seldom adequately compensated or resettled. Given the environmental degradation and human misery associated with projects like tar sands exploitation in Alberta, Canada, or the Cerrejón mining operation in northern Colombia, it is hard to see how any compensation could truly be described as restitutive. In Everybody loves a good drought, journalist P. Sainath’s masterly account of the lives of India’s poor, the author writes of IDPs that have spent 45 years waiting for compensation. Even the World Bank is curiously lack-lustre when it comes to safeguarding the interests of people marginalised by Bank-financed projects, regardless of its formal commitment to do so. Among the most damaging development projects - damaging that is to the people directly affected - are large-scale dams. Arundhati Roy, in The Greater Common Good, an essay fired by anger and indignation, offers a heartbreaking picture of how the lives of villagers in India and - notably tribals - have been shattered by the construction of large dams. Hundreds of villages have been lost to dam-associated flooding, agricultural land as well as valuable forest areas now lie under water, social structures have fractured, and villagers have sunk into poverty and despair. Roy refers in her essay to a study of 54 large dams by the Indian Institute of Public Administration which estimates the average number of people displaced by large dams at just under 45,000. India’s Central Water Commission maintains a national register of large dams, from which we learn that the country currently has 4,858 completed dams with another 313 under construction, making a total of 5,171. Using a round figure of 5,000 dams multiplied by a cautious average of 20,000 displacements per dam (rather than the larger IIPA estimate), we get a total of 100 million people uprooted by dam construction in India alone. “Big dams,” Roy writes, “are to a nation’s development what nuclear bombs are to its military arsenal. They are both weapons of mass destruction… emblems that mark a point in time when human intelligence has outstripped its own instinct for survival… malignant indications of civilisation turning upon itself.” Dams are far from being the only development initiatives dependent on forced evictions. Mining, cattle-ranching, agro-industry, pulp and paper plants, highway construction, even military firing ranges also figure in the mix of activities requiring —if not demanding — human sacrifice. As David Kopenawa - a Yanomami leader and defender of the Amazon - argues “…all the merchandise that the Whites value so highly will never be worth all the trees and fruits, and animals of the forest….No amount of money could ever compensate for burning the forest, laying waste the land, and polluting the rivers.” We are in an uncontrolled universe in which the wealthy, the powerful, and the aggressive use the weapons most suited to the circumstance —be they bombs and tanks, or dams, mines and polluting industries — to further their objectives and thereby shatter the lives of the weak and vulnerable. We rightly deplore the plight of refugees on our doorstep; but to those who live and die miserably elsewhere, we are generally blind or indifferent. In our efforts to impose our religion, our politics, our consumerist way of life, even our development fantasies on others, we end up ruining both them and the environment of which they are the custodians. Military imperatives and economic development are big business; and nothing, it seems, is allowed to get in their way.

He wants our prayers to be honest and heartfelt, and He wants our communication with Him unencumbered by rules, regulations, legalism and obligation. He intends for prayer to be integral part of our everyday lives-the easiest thing we do each day. God wants us to learn to pray more effectively and He wants our prayer life to be more fulfilling. The greatest mystery of prayer is that it joins the hearts of people on earth with the heart of God in heaven. Prayer is spiritual and it goes into the unseen realm we can’t see and into the world we live. It ushers spiritual blessings into our natural, everyday lives and brings spiritual power to bear on our earthly circumstances. We human beings are only the creatures in our known universe who can stand in the natural realm and touch the spiritual realm. When we pray, we connect with that spiritual realm, which is where God is, and which affects our daily lives more than we often realize. The fact that we can pray and that we believe that our prayer lives can be better is evidence that we know the spiritual realm exists and that we believe what happens there affects what happens on earth. It proves that we know deep in our hearts that there is more to life than meets the eye and we value the things that are invisible more than the things we can see, just as Paul writes in 2 Corinthians 4:18”We consider and look not to the things that are seen but to the things that are unseen; for the things that are visible are temporal, but the things that are invisible are deathless and everlasting”. Prayer opens the door for God to work. As we partner with God in the spiritual realm through prayer, we bring things out of that realm into our lives and of other people. Prayer is a part of an obedient lifestyle. The Bible says that we do not have certain things because we do not ask God for them (James 4:2), and part of the great mystery of prayer is that He requires us to ask for what He already has in store for us. God who is sovereign and can do anything He wants to do, anywhere, anytime, any way He wants to do it, and does not need anyone’s permission wants us to ask Him. He has set in motion a spiritual law, which He Himself abides by, that says He will do anything on earth unless someone prays and asks. One of the most important, most life-changing prayers any person can ever utter is:”Lord, teach me to pray.”I believe if we will ask God to teach us to pray too, that we will also experience great changes in the way we pray, increased effectiveness in our prayers, tremendous satisfaction in our relationship with God, and a refreshing freedom and enjoyment in prayer. Everything about our spiritual lives depends on our personal faith in God and our personal relationship with Him. We can enjoy that relationship because Jesus’ death on the cross gives us free, unhindered access to our heavenly Father and our faith makes it possible for us to have an intimate, dynamic relationship with Him. God is far too creative to teach every person earth to interact with Him through prayer inexactly the same way. He is the one who designed us all differently and delights in our distinctiveness. Because we relate to God as individuals and that’s the way He wants it-we pray as individuals. Most people are afraid not to be like everyone else. Many people are more comfortable following specified rules than daring to follow the leading of God’s Spirit. When we follow man-made rules, we please people, but when we step out in faith and follow God’s Spirit, we please Him. We do not need to feel pressured to pray a certain way or for a certain length of time or to focus on specific things because other people are doing so. Instead, we need to be free to express our uniqueness as we pray the way God is teaching us as individuals. If we do not know God as friend, and if we are not confident that He thinks of us as friends, we will reluctant to tell Him what we need or to ask Him for anything. If we have stiff, distant relationships with God, our prayers can be legalistic. But if we go to Him as our friend, without losing our awe of Him, our prayers will stay fresh, exciting and intimate. Make a priority of developing a great friendship with God and inviting Him to be a vital part of everything we do, every day. That starts with simple prayer-just talking to Him and sharing our lives with Him as we go about the things we have to do. We should include Him in our thoughts, in our conversations, and in all our every day activities. One of the best ways to ensure a deepening friendship with God is to have a heart that obeys Him. He wants to hear bold, confident, faith –filled prayers prayed by truly just and righteous people who are secure in their friendship with Him our communication with God. I believe our prayer lives strengthens our relationship and communication with God.

The Spectre of Jobless Growth in India Sample Survey Organisation (NSSO) – is the concentration among the educated youth. Three-quarters of those without work on a long-term basis were observed to be fresh entrants to the labour force who are 15-29 years of age. Nothing much has changed over the years in this regard. If anything, this trend has worsened. In NSSO’s survey for 2011-12, four-fifths of those chronically employed were fresh entrants. The applicants for the posts of peons are from the ranks of educated youth. Why are the long-term unemployed concentrated in this segment? Educated youth prefer to wait for better opportunities, unlike the poor who take up whatever is available. Supply-side factors like population and labour force growth also ensure that the share of the youth cohort is bound to be high among the fresh entrants. With rising enrolment in institutions of higher education, most of the new entrants are also educated. Attendance in institutions of higher education, corresponding to graduation and above among [DSJ1] those 20-24 years of age recorded the highest rates of growth according to the NSSO. Higher unemployment among the youth and among the educated thus are two sides of the same coin. A growing reserve army of unem-

As the electorate that swept the Narendra Modi-led Bharatiya Janata Party (BJP) into power in May 2014 is predominantly young from villages and small towns the government must expeditiously address the challenge of jobless growth. This threatens to turn India’s demographic dividend of having a young population into a curse. Such voters are likely to expect employment opportunities to be generated immediately. Currently, there are only two million jobs being created annually, which are inadequate to absorb the 12 million young people who seek work every year. Tackling jobless growth cannot be done through quick fixes. It is not only about labour reform. It is not possible to address the problem without developing skills that industry wants. India presents a paradox of skill shortages despite a situation of labour surplus. Around 15 percent of India’s trucks are idle due to a shortage of drivers. The steel industry is short of metallurgists. The healthcare sector is short of paramedics and technicians. The booming construction sector has a shortage of civil engineers. These skill mismatches must be met by stepping

up enrolment in industrial training, vocational institutes and public-funded institutions of higher learning. Creating more productive jobs over the near term thus is a big policy challenge for the National Democratic Alliance (NDA) government. As expectations are high, it must deliver soon on its promises, especially to the youth that has voted it to power with such a commanding majority. Consider the consequences if the shift of population away from agriculture gathers momentum and the trend of jobless growth persists in India’s manufacturing sector. If fewer jobs are created outside agriculture, more will be forced to stay in this sector, increasing the pressure on land and lowering incomes. Income inequalities will worsen while the growing ranks of jobless youth will turn restive. The growing frustration has already spilled out onto the streets of Gujarat with the relatively well-off Patel community demanding backward caste reservation for education and jobs. The fresh entrants to the towns and cities who are looking for work are unlikely to be satisfied with the quality of employment that is on offer in urban India. Most of the jobs being generated are in the construction sector outside the purview of

labour legislation or trade unionism. Employment in large factories, where work conditions are better protected, is sluggish. Equally unacceptable are temporary or causal odd-jobbing in the informal sector. In this dismal milieu, the lowly job of a peon has had many takers. But the vast majority of the chronically unemployed are unlikely to be satisfied with such job openings. The NDA government must deliver on its flagship programmes like Make in India to generate meaningful employment opportunities. The absolute number of the educated unemployed will only keep rising due to the growth of the youth cohort among the fresh entrants to the labour force. To absorb them gainfully, labour-intensive manufacturing like textiles has to be revitalised. Greenfield investments to set up factories in other industries like automobiles also must be incentivised. Lowering the official 4.9 percent rate of chronic unemployment may not seem like an urgent matter. After all, if you look at such figures the problem appears much worse elsewhere in the world, especially in Spain and Greece. Further, Brazil and Russia are deep in recession and unemployment has hit 7.5 per cent and 5.3 per cent respectively. In South Africa, joblessness is as high as 25 per cent. By contrast, the rate of unemployment in India may appear manageable. But to really think so would be a terrible mistake as the spectre of jobless growth haunts India.

1 phase of Battle Bihar ends, 57% voting st

PAtnA, OctOBer 12 (IAns): Around 57 percent of 13.5 million electorate voted on Monday in 49 of the 243 constituencies in the first round of battle for political power in Bihar. The two main fronts soon claimed victory. It marked the start of an intense five-phase contest that will end on November 5 and whose outcome -- to be known three days later -- will prove whether Prime Minister Narendra Modi still retains his charisma or not. The Bharatiya Janata Party (BJP)-led NDA is determined to oust the ruling Janata Dal-United (JD-U) and its allies, the RJD and Congress who had formed a Grand Alliance. Additional Chief Electoral Officer R. Lakshaman said the election passed off peacefully, with 57 percent voting. It was nearly 51 percent in 2010. Defying Maoist calls to boycott the elections, millions of men and women in both urban and rural areas trooped to polling booths in the 49 constituencies spread over 10 districts, officials said. Barring stray incidents, the balloting was largely peaceful. The Bihar battle is the biggest popularity test in the country after the Delhi election in February in which the AAP routed the BJP. Unidentified men fired at Lok Janshakti Party (LJP) candidate Vijay Kumar Singh in Jamui but

As the voting progressed, Home Minister Rajnath Singh told IANS that Modi's popularity had not waned, at least in Bihar. "I am campaigning in the whole of Bihar. I see no dent in the

prime minister's image. The people of Bihar still have confidence in him," the former BJP president said, adding he was confident of a BJP victory. BJP leader Sanjay Mayunkh told IANS that the NDA will emerge a big winner in the first round of polls. "There was a clear wave in our favour." But JD-U spokesperson Naw-

al Sharma said the people had voted for the Grand Alliance. "It was on expected lines. We will sweep the first phase." Minor incidents of violence came from Banka, Jamui and Bhagalpur districts. The BJP-led NDA alliance, which has three other parties including the LJP, is trying to dislodge the ruling JD-U. The BJP

alliance also includes the Hindustani Awam Morcha and the Rashtriya Lok Samata Party. Voters in most polling booths said they would vote for development. "It is the only agenda that attracted me," said voter Suman Kumar in Bhagalpur district. Giridhari Yadav in Khagaria said he would vote for Nitish Kumar. "Why should I vote for the BJP when we have tested Nitish Kumar? He has constructed roads, provided electricity, and set up schools and hospitals in rural areas," he said. Samastipur, Begusarai, Khagaria, Bhagalpur, Banka, Munger, Lakhisarai, Sheikhpura, Nawada and Jamui districts voted in the first phase. The second round of polling will be held on October 16. Officials said that voters in over a dozen villages in Samastipur, Bhagalpur, Jamui and Banka boycotted the polls and shouted slogans against what they said was lack of development. In areas of Maoist influence, the voting ended at 3 p.m. The heavyweights in the fray on Monday included state LJP president Pashupati Kumar Paras, BJP ally HAM state president Shakuni Choudhary and Congress leader and former speaker Sadanand Singh. The JD-U and the Rashtriya Janata Dal came together for this election after years of hostility.

Waqf land to be developed: Govt 'Dadri lynching 'serious' violation of human rights' srInAgAr, OctOBer 12 (IAns): Union Minister for Minority Affairs Najma Heptullah on Monday said the government was planning to develop Waqf land across the country. Addressing a high-level meeting here to discuss the implementation of minority welfare schemes of the ministry in the states and union territories of northern India. "The government is working out the modalities of a private partnership model for the same," said Heptullah. The minister also gave an assurance that encroached Waqf lands will be recovered at the earliest. Waqf is a permanent dedication of movable or immovable properties for religious, pious or charitable purposes as recognised by Muslim Law, given by philanthropists. She also said that traditional arts and crafts of Kashmir were suffering as the younger generation is not keen to adopt them as a profession. "The ministry will work along with the stakeholders towards removing such hurdles so that artisans can reach out and sell

their products to consumers across the country and the globe," she added. Representatives from 7 states and union territories attended the meeting held at the Sher-I-Kashmir International Convention Centre here. They were from Uttrakhand, Uttar Pradesh, Haryana, Chandigarh, Punjab, Himachal Pradesh and J&K. Talking about the welfare schemes launched in various parts of the country, Heptullah said her ministry has started imparting region-specific skill training to members of the minority communities so that their prospects of earning a decent livelihood are increased. The USTAD (Upgrading the Skills and Training in Traditional Arts/Crafts for Development) scheme is one such example, she added. "The ministry has started skill development and training programmes for the students of Madrassas in addition to religious education," the minister said, adding that "it will help the students to cope better with the challenging requirements of the present day job markets".

neW DeLhI, OctOBer 12 (PtI): National Human Rights Commission (NHRC) today described the killing of a man in Dadri area of west UP last month as "serious" violation of human rights but expressed inability to take any action, saying the matter was already with the Minority Commission. The Acting Chairperson of the NHRC, Justice Cyriac Joseph, said that the panel had no jurisdiction to take cognisance of violation of human rights if another Commission has taken note of it. "Dadri incident is a very serious violation of human rights and some complaints have come to us. But, under the statute, we have no jurisdiction to take cognisance of violation of human rights if already another Commission has taken note of it.

Kasuri’s book launched despite Sena protest MUMBAI, OctOBer 12 (PtI): Unfazed by the Shiv Sena protest and blackening of the face of Sudheendra Kulkarni, the organisers went ahead with the launch of former Pakistan Foreign Minister Ahmed Kasuri’s book ‘Neither a Hawk, Nor a Dove’ at a function here. The event was held amidst tight security for the visiting dignitary in the wake of Shiv Sena’ threat to disrupt the function despite appeals to it to give up its protest. On the issue of beef ban leading to serious law and order situation, Justice Joseph said even though the Commission has not formed its stand on the "complex issue", it is bound to protect the "citizens' right to food of their choice." Reacting to cancellation of Ghulam Ali's concerts in Mumbai and Pune and the ink attack on ORF chairman Sudheendra Kulkarni, Justice Joseph said that the Commission is concerned and will examine them. "We will be examining whether the state or its offices have failed in their duty in protecting and ensuring the freedom of the citizens of the country," he said adding that the whole society must be concerned with such incidents.

Primitive tribes families convert to Christianity rAnchI, OctOBer 12 (IAns): Driven by poverty, over 100 families of primitive tribes have converted to Christianity in Jharkhand's Gumla district, prompting the VHP to demand a probe into the role of missionaries, sources said on Monday. Over 100 families belonging to Ghaghra and Visunpur bocks were converted, but the local media put the number at more than 300, administrative sources said. Asur, one of the nine primitive tribes of Jharkhand, is facing a population decline. The converted villagers said they took the decision to ensure education for their children. The villages lack basic facilities -- roads, electricity, school and health centres. The Gumla authorities said they would probe the issue. "Some conversions in the district have been reported last week and some cases of conversions are old. We will probe both; all the reported conversions to find out the truth," Dinesh Chandra Mishra, deputy commissioner of Gumla district told IANS over phone. "People converted by their will or they have been allured will be ascertained only after probe," he said. Condemning the religious conversion of the primitive tribes people, the Vishwa Hindu Parishad (VHP) sought a probe into the Christian missionaries' role. "The role of Christian missionaries should be probed. The primitive tribes whose population is declining in the state has been converted into christianity under a design," Pramod Mishra, the VHP's Bihar and Jharkhand Dharam Prsar head, told IANS. "Non-tribal people living in the same area. But why did they not convert on the same reason? The primitives tribes have been allured and converted. The funding of missionaries activities should also be probed," he added.

Police detain men after rape of four-year-old neW DeLhI, OctOBer 12 (reUters): Police on Monday detained two men in connection with the rape of a four-year-old girl who was found unconscious by her parents near railway tracks in New Delhi. Vijay Singh, a senior police officer investigating the case, said the girl was raped and beaten with stones on Thursday. "We are questioning the men in our custody and trying to help the victim's father obtain best medical care for the child," Singh said, adding that the victim lived in a slum with her parents, both working as daily wage earners. The gang rape and murder of a student in 2012 in the capital led to protests and tougher anti-rape laws but incidents of rape have not dwindled, police said. More than 1,000 cases of rape have been recorded by the Delhi police this year.

India may have 60 million osteoarthritis cases by 2025

neW DeLhI, OctOBer 12 (IAns): India may become the osteoarthritis capital of the world with over 60 million cases of the disease by 2025, doctors say. Doctors say osteoarthritis is the most prevalent form of arthritis in India, affecting over 15 million adults every year. "In the last few decades, Indians in the age-group of 30 to 50 years are falling prey to osteoarthritis and it continues to have serious impact on the lives of elderly people," said Mudit Khanna, consultant Orthopedics at Wockhardt Hospital. He said though the south Asian nations also have a high number of osteoarthritis cases, they are only the a fourth of the cases in India. "Such diseases lead to complete disability of the knee. If the pain is not relieved by medication or physiotherapy for long, a person may be bedridden in the long run. So, surgery is advisable," he said. Osteoarthritis occurs when there is damage in and around the joints that the body cannot fully repair. The exact causes are not known but there are several factors thought to increase the risk of developing the condition. According to doctors, though the current solution for osteoarthritis is surgery -- transplant -- only 10 percent of the Indians undergo it due to fear of late recovery. Nirad vengsarkar, consultant orthopedic joint replacement surgeon at the Lilavati and Breach Candy Hospital, said: "Women are more prone to suffer from osteoarthritis because of weaker bone and muscle strength in women." "Come 2025 and India is likely to notice an endemic of osteoarthritis with about 80 percent of the 65 and above population in the country suffering with wear and tear of joints. Forty percent of these people are likely to suffer from severe osteoarthritis, which will disable them from daily activities." The reason behind the onset of this endemic is said to be increasing longevity of Indians. Deaths at leading hospital put India's TB battle in spotlight MUMBAI, OctOBer 12 (reUters): Campaigners and a former official overseeing Asia's largest tuberculosis hospital in Mumbai say staff deaths there are being under-reported, highlighting India's growing struggle to contain multi-drug resistant forms of the contagious, airborne disease. Many of India's toughest TB cases end up in the metal cots of the state-run Sewri Hospital, where on a recent Reuters visit open wards were lined with emaciated patients, many left alone by families scared by the disease and its stigma. Medical Superintendent Rajendra Nanavare, Sewri's top doctor, says an average of six patients a day die at the 1,200-bed hospital. Nanavare says a dozen hospital workers had also died from TB in the last five years. But others say the real number of staff deaths is higher - although they

could not give a precise figure pointing to a public health crisis at the heart of one of the world's most densely populated cities. "A lot of class 4 workers like the sweepers and the cleaners at the hospital leave work after they get the infection," said Prakash Devdas, president of the local workers' union. "We don't know if they're alive with the infection or dead. Nobody tracks them. That's why I said the actual number would be much higher." Campaigners blame weak infection controls, poor oversight and infrequent checks on workers in a country where the shame of TB alone drives people to suicide. "There is so much interaction between the patients and staff. They become more vulnerable... especially if they have weak immunity," said former TB officer Mini Khetarpal, who supervised the hospital for

Mumbai authorities until earlier this year. Nanavare said 69 employees has been diagnosed with TB since 2011, of whom 12 had died while 28 had been cured. A lot of staff continue to work at the hospital long after being infected. GLOBAL HEALTH THREAT India has the world's largest number of TB patients - an estimated 2.6 million Indians live with the bacterial lung disease, which is spread through coughs and sneezes. The country is second only to China in the number of patients with drug-resistant TB, a major threat to TB control with repercussions well beyond India. NEw YORk, OCTOBER 12 (IANs): In what could lead to potential new ways of slowing the pace of ageing in humans, research have identified 238 genes that, when removed from living cells, can extend their life. The 10-year study by scientists at the Buck Institute for Research on Aging and the University of Washington in the US was conducted on yeast cells. As many of these genes and genetic pathways are also found in mammals, the researchers believe that if the same gene editing technique could be replicated in humans, it could help extend our lifespan. “This study looks at ageing in the context of the whole genome and gives us a more complete picture of what aging is,” said study lead author Brian Kennedy, president and CEO, Buck Institute for Research on Aging in Novato, California. The researchers examined 4,698 yeast strains, each with a single gene deletion. To determine which strains yielded increased lifespan, the researchers counted yeast cells, logging how many daughter cells a mother produced before it stopped dividing. These efforts produced a wealth of information about how different genes, and their associated pathways, modulate ageing in yeast. A number of the age-extending genes the team identified are also found in roundworms, indicating these mechanisms are conserved in higher organisms. “In theory, any of these factors could be therapeutic targets to extend healthspan. What we have to do now is figure out which ones are amenable to targeting,” Kennedy pointed out.

e all know Nagaland is a “Protected State” under Art 371 (A) because of indigenous populace. At the moment, the state is rocked by some non-Naga claiming legal right over Naga indigenous quota. Nagaland has suffered massive stroke that has sent shock waves across the state. Yet her children don’t care the treatment she deserves. Isn’t it a crime not to nurse the ailing mother? Or are we ready to say REST IN PEACE? The burning issue of Md. Inzamul Hoque Talukdar came to light during the third week of September 2015. Quick reaction was published by Survival Nagaland (SN) however, Court hearing followed just few days after the news was published in media and verdict passed in favour of petitioner Mr Talukdar. There was no time to minutely dig out the details of his legal claim and his documents dating back to 1963 state electoral roll. Hence, concrete proof of data from Election Department, Census office, official record of property passed down from Sajjad to Faizul and all other related documents should satisfy investigation process without delay. There is time for everything and this is not a time to go at the normal rate. The concerned authority may kindly speed up at the earliest possible time. As per the findings, Talukdar’s family is known to elders of Haralu colony since 1994 when they first settled in Burma camp sector 2. (Haralu was under Burma camp until it was recognized as separate colony in 1999) Sajjad Ali died in the year 1999 but Haralu colony council had never seen him in person when he was alive. The colony elders have no clue where Talukdars settled prior to 1994. It is to be noted that Md Faizul Hoque Talukdar claims to be the eldest son of Sajjad Ali whose name was entered in Nagaland state electoral roll Sl no. 856 in 1963. But the son’s official name does not carry father’s surname like the way High court petitioner Md Inzamul Hoque Talukdar has father’s surname Md Faizul Hoque Talukdar. There are so many instances in the past where such kind of manipulation had been detected in many states of India. Therefore, this is one golden opportunity to verify if any magic hands had worked under table. Dimapur has many educated and respectable non-Naga residents but some are expert enough to even memorize the names of state electoral roll 1963 to make use as shield. Whatever be the case, a non-Naga indigenous certificate holder doesn’t necessarily qualify someone to take Nagaland to court. The big fight led by NSF and ACAUT began with moral support of civil societies and ended in victory for all these cases just to name some few. Nagas fight neck to neck , Nagas against Nagas and kill one another but we rarely stand together to fight common fight. Don’t we think state quota is non-negligible and non-negotiable? Nagas wouldn’t be silent up to this extend if at all Talukdar was one of the Naga tribes. Thank you Naga advocate who represented Md. Inzamul Hoque Talukdar at Kohima bench of Guwahati High Court. he Psalmist declares, “O taste and see that the Lord is good…” (Psalm 34:8). No food tastes better when we are hungry. But when we are filled with all kinds of delicacies, what taste so delicious becomes distasteful and gallish. Though the spiritual foods provided by God are as palatable and beneficial for our souls, if we are feeding on the wrong stuff throughout the week days, how do we experience what the Psalmist experienced? All the good foods provided by the Church become a stench to our nose. Yes, many have time for trivial things but not on Bibles and prayer. Every year we hear exactly 52/53 sermons if we are regular on the Lord’s Dayor more if we attendBible studies and prayer meetings. But that do not suffice our spiritual appetite if we take it in terms of feeding our bodies. How can one expect the souls to survive and thrive solely being fed on the Lord’s Day? But, sadly and surprisingly, for the soul, many could go on without the spiritual nourishment for months and years. I wonder if we were to look through the spiritual lenses, our souls would be almost dying of malnutrition. There would be less aberrant acts in our land if we take more time in beautifying

our inner souls than in our outer appearances. What difference would it make? But our daily ablutions and make-ups are really important, isn’t it? All the spiritual ailments of our day be it, sexual immorality, rapes, murder, strife, wickedness, idolatry, witchcraft, dissensions, depression, factions and evils are an apparent sign our feeble souls. Our souls desire for the stuff that the flesh abhors. The former seeks to please and glorify God but the latter only to please the sinful flesh. How can we expect godly fruits when all the time we’re feeding on the wrong source? It’s time to change the diet. John Piper states, “God is most glorified in us when we are most satisfied in Him.” Is God glorified in our private and public life, in our workplace, our relationships, our obedience to laws and norms of the land, and so on? I guess many would have the answer in negative. Why? Because our souls are not satisfied in Him! Searching for waters in the wrong places can leave you thirstier and panting! However, when a journalist asked whether the crisis in the FIFA with its president Sepp Blatter under suspension saddened him, the organisers of the triple World Cup winner’s trip to India said he would not take any questions on the game’s apex body. But Pele said he had no intention to head FIFA. “No, I donÂ’t have any intention to be president of FIFA,” he said. The Brazilian also said he was very disappointed with Brazil’s World Cup campaign in 2014 where they lost 1-7 to Germany in the semis. “We have some of the best players in Brazil but unfortunately we did not have much time to prepare the team before the World Cup. You have to have the players together for a longer time to prepare better but that wasn’t possible. Now a days players managers decide for them if they would be playing for the country or the club,” he said.

Zurich (iANS): FIFA on Monday suspended Thailand Football Association president Worawi Makudi for 90 days from all football activities effective immediately. World football's governing body said the decision to suspend the former executive body member was taken after Makudi breached its Code of Ethics. "The decision was taken pursuant to the FIFA Code of Ethics art. 83 par. 1, on the grounds that a breach of the Code of Ethics appears to have been committed and a decision on the main issue may not be taken early enough. This decision against Worawi Makudi followed a request from the chairman of the investigatory chamber of the independent Ethics Committee, Dr Cornel Borbely. The case is now the subject of formal investigation proceedings," the FIFA statement added. FIFA earlier suspended president Sepp Blatter and UEFA president Michel Platini for 90 days.
