The TR Zeliang led ministry today launched the Beti Bachao Beti Padhao (BBBP—Save the girl child, educate her) scheme in Nagaland. “Just as we celebrate the arrival of a boy child, let us also celebrate the birth of a girl child; let us make coordinated and convergent efforts to ensure her survival and protection and create an environment to enable her education,” said Chief Minister, T R Zeliang during the launch of the BBBP on October 13 at the CM’s Residential office. The launch was organized by State Resource Centre of Women, Project Management Unit, BBBP and Department of Social Welfare. Woman found dead in hotel C

A woman was found dead in a hotel in Dimapur on October 13. According to police, the deceased was found hanging in the bathroom of a room at the hotel. As per police statement, the woman had checked into the hotel along with a male companion, reportedly her boyfriend on October 12. They were supposed to check out on Tuesday noon. A hotel staff had gone to check the room as their stay had gone beyond the stipulated checkout time. Police were called after the staffer found the man sleeping in the room and the bathroom door locked from inside. The police broke through the bathroom door where the woman was found hanging with bedclothes tied to the bathroom ventilator. The deceased was identified as Keneiwe-e, believed to be in her 20’s, and a resident of Super Market area. Preliminary investigation indicated it as a case of suicide, police said, while adding that the man has been detained for interrogation. The body has been sent for post-mortem.

ACAUT to file PIL on backdoor appointment Says Government of Nagaland unwilling to take any remedial measures DIMAPUR, OCTOBER 13 (MExN): Action Committee Against Unabated Taxation (ACAUT) Nagaland is taking the issue of back door appointment in Nagaland government departments to the next level by filing a Public Interest Litigation (PIL) in Court. Media cell, ACAUT in a press statement announced this new development on Tuesday while stating that in spite of numerous exposes on corruption, the Government of Nagaland is unwilling to take any remedial measures, including termination of all the illegal appointments and fixing accountability on the responsible officials for aberration. “Therefore, the ACAUT Nagaland is compelled to take the matter to the court where every aspect of illegal and backdoor appointments in all the government departments
shall come under scrutiny, ACAUT has sufficient evidence,” it stated. ACAUT Nagaland also expressed gratitude that a few brave and socially committed lawyers have come forward and volunteered to take up the fight against corruption to the next level by filing a PIL in the Court, free of cost. It further appealed to all publicly spirited lawyers to join and assist ACAUT’s PIL team. In the meantime, the public has been urged to remain patient while pointing out that there are many technicalities involved in pursuing these matters in the courts. BEIJING, OCTOBER 13 (PTI): China today operationalised the USD 1.5 billion Zam Hydropower Station, the largest in Tibet, built on the Brahmaputra river, which has raised concerns in India over the likelihood of disrupting water supplies. All six of the station’s units were incorporated into the power grid on Tuesday, the China Gezhouba Group, a major hydropower contractor based in Wuhan, capital of Hubei Province in central China told state-run Xinhua news agency. Located in the Gyaca County, Shannan Prefecture, the Zam Hydropower Station also known as Zangmu Hydropower Station, harnesses the rich water resources of Brahmaputra known in Tibet as Yarlung Zangbo River, a major river which flows through Tibet into India and later into Bangladesh. The dam considered to be the world’s highest-altitude hydropower station
and the largest of its kind will produce produces 2.5 billion kilowatt-hours of electricity a year. Reports in the past said besides Zangmu, China is reportedly building few more dams. China seeks to ally Indian fears saying that they are the run-of-the-river projects which were not designed to hold water. The dams also raised concerns in India over China’s ability to release water in times of conflict which could pose serious risk of flooding. An Indian Inter-Ministerial Expert Group (IMEG) on the Brahmaputra in 2013 said the dams were being built on the upper reaches and called for further monitoring considering their impact on the flow of waters to the lower reaches. India is concerned that if the waters are diverted, then projects on the Brahmaputra, particularly the Upper Siang and Lower Suhansri projects in Arunachal Pradesh, may get affected.

Fate of food processing projects in Nagaland and other North Eastern states hangs in uncertainty with the delinking of the National Mission on Food Processing (NMFP), a centrally sponsored scheme from this fiscal as announced during the Union budget in April. Union finance minister Arun Jaitley during the budget session had said it now depend on the states to decide as how much they want to spend on food processing. Parliamentary Secretary for Industries & Commerce, Amenba Yaden on Tuesday termed it unfortunate, especially for states like Nagaland and the rest of the northeastern states, with no resources to promote food processing activities. Also pointing out that all agro-horticultural produces in the state are grown chemical free and were organic by default, Yaden said organic farming is being promoted in Nagaland in a big way with long term objective of achieving ‘Total Organic State Status.’ The parliamentary secretary asserted that horticulture is one of the most suitable farming activities in the state with conducive agro-climatic and geographical conditions

However, except for dry chilli which remains the only species that has
shown growth rate of 8.1 per annum, there was negative growth rate for other species owing to lack of processing opportunities and market linkages, Yaden lamented. Meanwhile, Yaden made another appeal to the Ministry of Food Processing Industries to consider one ‘Mega Food Park Project’ for Nagaland. He said the state has already acquired 100 acres of land for setting up such a project at Khopanalla, Dimapur. He also requested the ministry to assist the state for establishing proper cold supply chain network complete with cold storages, refrigerated vehicles, values addition and preservation infrastructure and a food testing laboratory. At the technical workshop, Nithin Joe, Assistant Director, Marketing Spices Board, Ministry of Commerce & Industry; Bidyut Kumar Baruah, Assistant General Manager APEDA Ministry of Commerce & Industry and other resource persons presented various papers on spices.

Nagaland Sericulture dept towards textile promotion Kohima, october 13 (DiPr): A state level workshop on Integrated Sericulture Development Project (ISDP) and Intensive Bivoltive Sericulture Development Project (IBSDP) under North Eastern region Textile Promotion Scheme (NER-TPS) organized by Department of Sericulture, Nagaland was held at Capital Convention Centre, Kohima on October 13. Parliamentary Secretary for Sericulture, Home Guards & Civil Defence, EE Pangteang graced the inaugural function as chief guest. Addressing the gathering, the Parliamentary Secretary mentioned six important factors on issues pertaining to the Department, so that the targets of the scheme are fully achieved. He said that one of the most important factors is to maintain cooperation among the officers and staff of the department. He appealed to all to do away with the cynical attitude and to rededicate themselves to the service of the people. He stressed on the revenue sectors for which he apprised the Director. He appealed to all the officers and staff under various establishments to be available in their respective places of posting. Some employees are in the
habit of even denying departmental promotion and by neglecting their assignment if they are transferred outside their interest, he said. Through his personal experience he mentioned about the drawback that he noticed while he went for a visit to Mon where even basic facilities were not provided. He asked the department to deliberate on such core issues. He also mentioned that if such cases are brought to his notice, there would be strict disciplinary action. Pangteang wanted information from all district officers against all schemes taken up by the Department including the list of beneficiaries. He also suggested for a copy of progress report to be endorsed to his office which would help to get a better view of the activities and work out modalities convenient to the district officers. He also deliberated on maintaining work culture. Nagaland going through a transition period, it is imperative that there should be reformation, dedication and work culture in the department and its staff members. If work culture is maintained, everyone would be more acquainted and refined with the activities of the department, he asserted. He
also stated that the activities of the Sericulture Department are people oriented and holds the key to employment generation. He further stated that it is important for the department and its staff to facilitate and create avenues to avail opportunity for the youths, which in return will help the department to gain respect and confidence of the people. Pangteang congratulated the sericulture department for the hard work and success of the workshop. Retired Director of sericulture Mekozu Mekhro, while exhorting the gathering called upon the officers and staffs of the Sericulture department to initiate new schemes and ideas for the benefit of the people. He highlighted some of the achievements of the department since its bifurcation from the Industry department in the year 1988, which was made possible through cooperation and dedication of the officers and staffs of the department. He further urged the district officers to bring in more farmers and to give actual figure of the beneficiaries and their productions to the government. In her welcome address Secretary, Sericulture & IPR,
Hushili Sema, IAS stated that the motivating factor behind the workshop was the Parliamentary Secretary. Such a workshop was for the benefit not only for the department but also for the farmers, she stated saying that people need to see the potential and growth in ISDP. She said that this workshop is to help the staff members face the challenges in their day to day lives, and in the functioning of the various aspects of the department. Silkporium which was earlier inaugurated by the Parliamentary Secretary is a feather in the cap of the department, she added. AgArtAlA, OctOber 13 (iANS): The Tripura government has deferred the commencement of direct bus service between Agartala and Kolkata via Dhaka after a state government official was manhandled in the Bangladeshi capital, an official said on Tuesday. "Tripura Road Transport Corporation (TRTC) liaison officer L.J. Rokhum was in Dhaka on Monday to secure road permit for the new Volvo bus of TRTC. The official was manhandled in Dhaka and some hooligans snatched the road permit and other official papers from Rokhum," TRTC managing director Keshab Kar told IANS. "With a fresh road permit, Rokhum returned here on Tuesday. The Volvo bus, which was scheduled to start plying between Agartala and Kolkata via Dhaka from Wednesday is likely to begin its operations from Friday," Kar said. Tripura governmentowned TRTC purchased a 45-seater Volvo bus at a cost of around Rs.90 lakh to operate between Tripura capital Agartala and West Bengal capital Kolkata via Bangladesh capital Dhaka. Manipur imbroglio: Nagaland MP justifies writing to PM Modi New Delhi, OctOber 13 (iANS): Nagaland's lone Lok Sabha member Neiphiu Rio has justified urging Prime Minister Narendra Modi to not give consent to three controversial legislation passed by the Manipur assembly ostensibly to safeguard the rights of indigenous people. "I think good sense will prevail on the prime minister and he will not allow this kind of manipulation in the state or in the country if we want to have a good and harmonious society," Rio said in an interview to be published in the forthcoming issue of the North East Sun magazine. His comments came after, what he called, "Meitei nationalist parties" of Manipur condemned his writing to the prime minister and termed it interference in the internal affairs of the state. The three legislative measures passed include the Protection of Manipur People Bill, Manipur Land Revenue and Land Reforms Bill (Seventh Amendment), and the Manipur Shops and Es-

"Considering the volatile situation and the possibility of more violence and disturbance in the overall scenario in the state of Manipur, I urge the government of India to not give its consent to the three bills passed by the Manipur legislative assembly as the bills are directly against the welfare, desire and will of the tribal people," Rio, a leader of the Nagaland People's Front, said in his letter to the prime minister earlier this month. Speaking to the North East Sun, Rio said that, on the contrary, it was the Manipur chief minister and the state government who were interfering in the affairs of the tribal people living in the hills. "This is a secular country. We have to protect everybody and not just one community," he said. According to Rio, the bills "antagonise and (render) outcast" Manipur's own citizens.
"Strong apprehension is there. So, particularly the Nagas, Kukis, Zomis, Hmars have reacted sharply and rightly so because this is their ancestral land," he said. "I think if, at all, they wanted to pass such bills, they should have gone through consultations, discussions and debate in the house. Why rush things and pass the bills by voice vote and that too in an emergency session. There is something very fishy about it." Asked about the time when he, as chief minister of Nagaland, was prevented from visiting Senapati district in Manipur that is dominated by Nagas, he described the incident as "unfortunate"."The chief minister of Manipur obstructed my visit which was very unbecoming. Even the union home minister requested me not to go. I am going with peace and we must all co-exist. How can anybody prevent a chief minister of one state in the Indian union from visiting another state, particularly my neighbouring state for my Naga people," he asked.

‘Nearly one third of G20 women harassed at work but few speak out’ DELHI, OctObEr 13 (tHOmsOn rEutErs FOunDatIOn): Nearly one third of women in G20 countries have faced harassment at work but most suffer in silence, although Indian women are most likely to report it after a fatal gang-rape in 2012 sparked widespread protests about sex abuse, a poll reveals on Tuesday. A survey by the Thomson Reuters Foundation and The Rockefeller Foundation found women saw harassment as the third most challenging issue in the workplace after work-life balance and the gender pay gap. The poll, conducted by Ipsos MORI, found 29 percent of women working in the Group of 20 leading economies have faced physical or online harassment at work - but of these 61 percent said they never or rarely reported harassment. Turkey, Mexico and Argentina topped the list of G20 nations where women were most concerned about harassment in the workplace while women
in South Korea, Russia, Germany and Britain were the least worried. Women in India, however, were most likely to speak out, with 53 percent saying they always or most often reported harassment. India was followed by the United States, Canada and Mexico. By contrast women in Russia, South Korea, Brazil, Japan and Indonesia were most likely to never or rarely report harassment. Ipsos MORI said the face-to-face element of polling in Indonesia and South Africa may have had some impact on the findings. Indian lawyers attributed this to greater public awareness after voracious media coverage of gender crimes following the fatal gang rape of a student on a bus in Delhi in 2012 as well as a new law on sexual harassment in the workplace. “There is a very high level of awareness among professional women in the formal sector because of the robust debate over violence against women
we have had post-2012,” said Supreme Court lawyer Vrinda Grover, who deals with many such cases. “Women in India today are asserting that they will not remain silent on this issue. They are asserting that they will no longer carry the baggage of shame and stigma that victims were previously plagued with.” HARASSMENT IN ALL FORMS According to the International Labour Organisation, harassment can be any conduct that is unreciprocated or unwanted and which affects the dignity of a person at work. It can range from verbal abuse such as shouting and swearing to bullying, intimidation and physical assault, although experts say the most common harassment faced by women is sexual. This includes teasing in a sexual way, showing pornographic images, unwelcome physical contact, and using sex in return for promotions or as a threat not to demote or
fire a person. The poll found Turkish women saw harassment as their major challenge at work, cited by nearly six in 10 women. Nearly half of women in Mexico and Argentina said it was their top worry. Istanbul shop assistant Delek, who did not want to give her last name, said harassment of women at work in Turkey was commonplace and she had faced it firsthand at a job interview when she was younger. “He said directly before the interview that I had to be with him before I could be hired,” she told the Thomson Reuters Foundation. “I felt so humiliated and I didn’t know what to say. I left and I cried and I never reported it ... Women are not really able to talk about it because they get embarrassed.” INDIAN WOMEN BREAK SILENCE Gender and legal experts said the survey illustrated the fact that harassment was “a part of culture” and that com-
panies, governments and civil society groups need to change norms about acceptable behaviour. “We haven’t done a very good job in changing biases in the workplace ... corporations will have to play an increasingly more important role here,” said Iris Bohnet, director of the Women and Public Policy Program at Harvard University. But commentators said the survey’s findings in India showed that attitudes could change. India was thrown into the global spotlight over gender crimes after the fatal gang rape in Delhi sparked public protests and put the issue of gender rights into the mainstream. Over the last three years, headlines in India have been filled with stories of rape and molestation, social media users fiercely debate gender discrimination, and even Bollywood stars are joining campaigns to promote women’s safety and empowerment. In addition, authorities have strengthened old and enacted new laws on gender
crimes, including legislation on sexual harassment in the work place. As a result, there has been a spate of cases involving high profile powerful men coming to light. Top climate scientist Rajendra Pachauri, 75, stepped down as chair of a U.N. panel of climate scientists this year after a 23-year-old researcher at his Delhi-based think-tank accused him of sexual harassment. He has denied the allegations. In 2013, Tarun Tejpal, editor-in-chief of one of India’s leading investigative magazines, Tehelka, was arrested after a journalist accused him of sexual assault. Two retired Supreme Court judges were accused by interns of inappropriate touching. But while these cases highlight women willing to report such abuses, they also show their efforts have so far been in vain, say activists and lawyers, as few employers have grievance committees to handle such complaints.
“A larger number of women have found the courage to report sexual harassment, but not a single case that I know of has seen any form of justice being served,” said Kavita Krishnan, secretary of the All India Progressive Women’s Association. “Women may be coming forward, but who is listening?” The survey of 9,501 women was carried out online by Ipsos Global @dvisor from July 24–Aug 7 and face-to-face in South Africa and Indonesia from Aug 6-Aug 25. The data on harassment excluded women who were not working in all countries. This included 42 percent of those questioned in Saudi Arabia, 41 percent in Indonesia, and 25 percent in South Africa. The sample involved just over 5,600 women. Data are weighted to match the population profile of each country and the margin of error between two country sample sizes of 500 is about 6 percent at the 95 percent confidence interval.

The Centre was also planning to increase the wages of the labourers from 15 days to 45 days in case of a lock-out in a factory, the minister said.

KOLKata, OctObEr 13 (Ians): Employment Exchanges across the nation will soon be converted into National Career Counselling Centres (NCCC) which will facilitate in discovering job opportunities for those enrolled, a union minister said here on Tuesday. “All Employment Exchanges will be transformed into NCCCs which will cater to over four crore job seekers,” Union Minister of State for Labour Bandaru Dattatreya told mediapersons on the sidelines of an event organised by the Confederation of Indian Industry (CII). These centres, besides exploring job opportunities and providing information to the job providers and seekers will also counsel those enrolled, Dattatreya said. He also said that 100 model NCCCs will be set-up, of which two will be in the state of West Bengal, by February-end next year. The government is also promoting its National Career Service (NCS) which has a base of over two crore job seekers and nine lakh job providers. “The central government will provide all the necessary support in this endeavour,” he said. The total investment involved in these two projects is Rs.800 crore. “Make in India and Skill India are some of the key priorities of the government and we will generate one crore new jobs by the end of this fiscal year,” he said. Presently, there are 978 Employment Exchanges and University Employment Guidance Information Bureaus in the country.

x FILE DDTDWTU appeals for Apple and cardamom project at Konya village CCCYF salesME day in Kohima today welfare fund of drivers Dimapur, october 13 (mexN): Dimapur District Truck Drivers Welfare Trade Union (DDTDWTU) today reiterated its demand to the deputy commissioner to provide/ facilitate proper parking facilities for trucks considering the convenience of both the truckers and general public in Dimapur. In a representation to the DC, Dimapur, DDTDWTU further highlighted that the union has been proactively working for the welfare of the truck drivers in times of emergencies and accidents. It noted that despite “step motherly” treatment meted to the drivers by the district administration, the union has been striving to achieve its objective as en-
shrined in its constitution to help and assist the member drivers with sole voluntary contribution from among the members. Therefore, DDTDWTU appealed that specific fund from the district allocation annually be earmarked in favour of the drivers welfare of the union. The representation also informed that the union in its general meeting on September 21 resolved to procure union’s recovery van and ambulance to cater to the needs of the drivers in times of emergency and accident. Thus, there was collection of voluntary welfare fund within the members of the union. However, it lamented that the same noble objective was
misinterpreted by the law enforcing agencies, which maligned the good image of the DDTDWTU as published in the local dailies on October 6 and 7. The DDTDWTU asserted that it has been functioning in accordance with the provision and guidelines laid down by authority concerned and has actively been assisting the district administration as and when required. Therefore, it appealed that on issues concerning the welfare of the drivers, the authority concerned may communicate/ direct the office of the DDTDWTU to avoid any misunderstanding/ miscommunication in the near future.

A programme in this regard was held at the village on October 8, where officials of district administration, department of horticulture, and senior leaders participated. Speaking as chief guest, Parliamentary Secretary Kejong Chang expressed happiness and appreciation to the villagers for their unity, particularly in passing a strong resolution for mass cultivation of apple and cardamom in the village, a press release from the village council chairman said. “It speaks loud enough for others to see the fruits of unity for all round development," Kejong stated. He pointed out that the project existed for the last 5 years as parentless or without caretakers. However, he declared that from today
onward, the Govt. of Nagaland will undertake the project and look after its needs. He further encouraged the villagers to maintain peaceful environment within its jurisdiction, which he said is an important factor for development and uplift of the village. In her maiden address, Watienla Jamir, Director, Horticulture, appreciated the efforts of the villagers and said Konya village is second in the field of apple project in Nagaland after Thanamir. To set an example to others and to make the project profitable, the villagers have to further extend co-operation and hard work, she stated, assuring that the department will do everything possible to bring the project into its real shape. And since then, few beneficiaries have obtained nurseries from their own source and planted in their respective fields which have now started yielding fruits. However, majority of the villagers could not avail such opportunity and still yet to plant the same, which he said is a great discouragement for the farmers. Therefore, he requested the departmental authority concerned to provide necessary nurseries and farming implements at the earliest before their interest wears off. T
he growing number of fast food outlets in the commercial hub of Nagaland has added to the metropolitan tinge and more so something to cheer about for the many fast food lovers - to eat and to be ‘entertained’ (but not necessarily to satisfy hunger?). There was a time when eating fried chicken or burgers or pizzas or soft drinks and other junk food was not known or even the culture of eating out beyond breakfast and two proper home cooked meals. The very concept of ‘eating’ has taken different dimensions and today, our eating culture has seen a drastic shift from the ‘local’ to the ‘global’ and it seems like even the mere mention of the ‘global’ names makes one’s mouth salivate instantly than the home cooked that is taken for the purpose of satisfying hunger and to fulfil the bodily demands of nutrients. Today’s generation will find it hard to believe like a Ripley’s episode when, back in the days, call it ‘fast food’ even included leftover rice soaked in tea. The concept of eating has brought about a change in our culture, identity and lifestyle - a shift away from ‘being a Naga’ once in a while to a ‘hybrid Naga.’ We don’t know how much we need to eat, even eating when we are not hungry. Many people wonder whether they eat too much or too little. It is hard to know the right amount that needs to be taken to satisfy the requirements of the body. The US food and drug Administration provides that information and requires every packaged food to print the recommended amount of each nutrient that comes in every food serving. The values are based on an average person maintaining ideal weight, burning 2000 calories a day. Obesity has become a common phenomenon especially among the children and with hardly any physical activity the sight of more obese children is a common sight these days. And with the coming of more fast food outlets besides junk food, it is important to be reminded of the various health concerns that cannot be taken with a casual approach. Our food habits have a close association with lifestyle and culture rather than on nutrient value and health concerns. Not only fast food and junk food but even our home cooked food too can be unhealthy. High levels of fats and sugar are not only unhealthy but addictive making it hard for people to choose the more healthy food. It sets an unhealthy eating pattern especially among children who develop a liking for fast food and also junk food. Not only is it a waste of money but food timing becomes irregular thereby causing loss in appetite. Fast foods are laden with growth hormones, chemically enhanced vegetables, sugar filled soft drinks and whose colour and taste are artificially enhanced. Some scientists are starting to believe that gorging on food that is excessively high on fat and sugar can cause changes to your brain and body to make it hard to say no or avoid the habitual fast food. This is where the food that we eat for survival and living can become addictive. And with the great hormones that play a role in regulating appetite it is bound to get more addictive making one’s appetite rejuvenate even at the thought of fast food. The difference between fast food and home cooked meal is the sheer quantity of calories and fats it delivers in one go. And the recommended and the required daily intake of fats and calories can be had in one sitting at a fast food outlet. It may contribute little or no nutrient value but gives instead excess calories, sugar and fat and thereby not a proper way for a balanced and healthy nutrition. The resultant effect is, one becomes a healthcare customer. The ill effects of fast food are myriad. Over a period of time, fast food can lead to an increased risk of illness and various lifestyle associated disease. Then there are more risky diseases related to heart, blood vessels, liver, diabetes, peptic ulcers and many more. A daily dose of fast food means the need for a well-balanced diet cannot be supplemented by an unhealthy diet that lacks essential nutrients. Studies have suggested that a rich fat meal can increase ones stress level. After all a finger licking treat may do more harm to one’s health while in the pursuit of various forms of pleasure. The coming of fast food outlets into the city may add value to the commercial hub and its associated economics but one need to be aware of the ill effects of fast food, else we only become healthcare customers. Love cycling? Wear helmets to protect head after accident
S
tricter rules for wearing helmets by cyclists can save many lives as researchers have found that the those wearing helmets have a 58 percent reduced odds of severe traumatic brain injury after an accident, compared to their non-helmeted counterparts. The researchers also found that wearing helmet reduces an accident victim's risk of death by 59 percent. "If you are severely injured and you were wearing a helmet, you are going to fare better than if you were not," said lead study author Bellal Joseph University of Arizona, Tucson, US. The researchers analysed records of 6,267 patients who had a traumatic brain injury after a bicycle related accident in the US. Among the group of patients, just over 25 percent were wearing helmets. "When you hone in on that severe group of people who actually developed a brain injury, and then look at how they did, the helmet really made a difference," Joseph pointed out. The researchers also found that in the patients they studied, the likelihood of facial fractures was higher for those who were not wearing a helmet at the time of the accident. Helmet use helped prevent fractures to the upper part of the face, including the area around the eyes, the orbital lobe, study coauthor Ansab Haider from University of Arizona noted. However, helmet use was not as effective at preventing fractures to the lower part of the face, such as mandibular jaw or nasal fractures. The findings suggest the creation of injury prevention programmes to increase helmet use among bicyclists, to manufacture better helmets, and to develop and enforce stricter laws for helmet use. The findings were presented at the 2015 Clinical Congress of the American College of Surgeons in Chicago.

Battling for India's soul, state by state
A
n ascendant Hindu nationalist group wants minority Muslims and Christians to accept that India is a nation of Hindus, and is pushing some of them to convert. An election in the volatile state of West Bengal has become a prime target in its game plan. The group's strategy: To spread its Hindu-first ideology to all corners of India by propelling the ruling party of Prime Minister Narendra Modi to power in as many states as possible. The Rashtriya Swayamsevak Sangh (RSS) provided the foot soldiers in last year’s landslide general election victory by Modi, who joined the movement in his youth. Winning states like West Bengal, outside the ruling party’s traditional strongholds, would give Modi greater control over Rajya Sabha, which would put him in a better position to push through key policies. The game plan of Modi’s Bharatiya Janata Party (BJP), which is in the minority in Rajya Sabha, is to govern 20 of India’s 31 regional legislative assemblies over the next four years, top party sources said. It currently controls or shares power in 11. (REUTERS) seen as the starting point of a long term mission." POLICY INFLUENCE What also emerges is the impact the RSS is having on government rhetoric and decisions. Once scorned as a right-wing fringe group, the RSS is the ideological parent of the BJP. The Modi government has appointed RSS sympathizers to prominent positions in recent months. This includes the chairman of the Film and Television Institute of India, the chairman of the Indian Council of Historical Research and a board member of the Securities and Exchange Board of India. Most of the ministers in the cabinet had their political consciousness shaped by the RSS and its affiliates. Modi spent his formative years as a full-time volunteer in the group, which he credits for his work ethic, discipline and success. BJP President Amit Shah and seven members of Modi’s cabinet also joined the RSS in their youth. Home Minister Rajnath Singh, who was once an RSS official and went on to lead the BJP, is now pushing for a nationwide ban on cow slaughter. The government has also taken up other issues dear to the RSS, like the search for the lost Saraswati River. Government archaeologists have been ordered to search for the river, mentioned in ancient Hindu texts. RSS members believe proof of its existence would bolster the group’s narrative of a Hindudominated golden age in India prior to invasions by Muslims and Christians. A close aide to the prime minister affirmed Modi’s commitment to the group and its vision. The prime minister, he said, is “viewed as the RSS worker who will take bullets in the chest to protect the RSS. He believes that it is the finest institution, a think tank and an organisation that has the power to change India.” INDIA'S GLORY DAYS What is unfolding is a battle for the soul of India. Since independence in 1947, Indian politics has been dominated by the Congress party and its leftist offshoots. They have espoused a secular, multifaith vision of the nation. Hindus are the majority, but roughly 14 percent of India’s 1.2 billion people are Muslim. The RSS was founded in 1925 as an anti-colonial organisation. It promotes a fundamentally different vision that draws on a mix of Hindu legends and ancient Indian history, when the subcontinent was home to some of the world’s most advanced civilizations. According to this narrative, India’s glory days ended after it was invaded – beginning in the 8th century – by Muslims and then Christians, who converted the Hindu inhabitants. The RSS believes that if all Indians were to acknowledge and accept that ancient Hindu identity as theirs, it would unify the country, offer the best defence against any future aggressors and head off separatist movements. “Hindustan means land of Hindus,” RSS General Secretary Suresh “Bhaiyyaji” Joshi told Reuters, using the old Mughal Persian name for India. “So anyone living here is automatically a Hindu first.” The RSS has been banned four times since its inception, once after a former member of the group assassinated Mahatma Gandhi in 1948. That attack came after the RSS accused Gandhi of appeasing Muslims at a time when Pakistan, an all-Muslim nation, was being carved out of India. The ban was later lifted in the absence of any evidence the group planned the attack. NEW STRATEGY Until a few years ago, the RSS had focussed on achieving its vision of a Hindu nation from outside the electoral realm. RSS volunteers would meet weekly at thousands of shakhas, or branches, around the country to talk about Hinduism and civic duty, and practice martial exercises and discipline. Those interested in electoral politics traditionally migrated to the BJP and its predecessor, Jan Sangh, which shared much of the RSS’ ideology. That changed in July 2013. At a meeting in Amravati in Maharashtra, RSS leaders decided it was time for the group to start using its network to more systematically help the BJP come to power, according to Ramapada Pal, the RSS chief preacher for West Bengal and Odisha states. His account was confirmed by several other RSS and BJP leaders who attended the meeting. One speaker helped convince those resisting the change by acknowledging that politics was dirty, like a “toilet,” but that it was for the RSS to clean up the mess, Pal said. enlisted an army of RSS volunteers in Uttar Pradesh, India’s most populous state, to campaign for the BJP in the general elections of 2014. The state is electorally important, accounting for 80 of 543 elected seats in Lok Sabha. Each RSS volunteer was given a page from the electoral rolls containing about 100 names. The volunteers, called “panna prabharis”, or in-charge of a page, had to persuade voters who were vacillating to back the BJP, and then escort them to the polls. The BJP won 71 parliamentary seats in Uttar Pradesh – a record for the party. Now, the RSS and BJP are hoping to replicate the Uttar Pradesh playbook in state elections. Bihar, an impoverished eastern state that is currently governed by a coalition of BJP rivals, started voting in a state election on Monday. RSS volunteers have run a grassroots campaign in the state. ACID TEST But the acid test for the RSS-BJP alliance will be next year’s election in West Bengal, a state where the BJP is traditionally weak and which for decades was ruled by an alliance headed by Communist parties. RSS officials have met at least five times this year with BJP President Shah, who many credit as the architect of Modi’s election triumph, to coordinate political strategy in West Bengal, said a party official present at the meetings in New Delhi and Kolkata. The BJP did not win a single seat in the last election for the 290-seat state assembly in 2011. Shah described West Bengal as a gateway to forging political control in India's northeastern states that border China, senior party official Sidharth Nath Singh quoted the BJP president as saying in a meeting. Shah also agreed to grant RSS leaders a say in the selection of senior members of the BJP's state organisation, Singh said. Shah did not respond to requests for an interview and did not answer questions sent to his office. Modi’s office also did not respond to questions for this article. In April, the RSS was deeply engaged in the municipal election campaign in West Bengal. For the first time, the BJP fielded candidates for every seat in the local elections. It more than quadrupled its seats in the vote, albeit from a low base – from 16 to 74 out of a total of 1,943. When the leader of the party in West Bengal is chosen for the state elections, that person could be from the BJP or the RSS, said Kailash Vijayvargia, who was appointed in July to manage the BJP's political expansion in West Bengal. It needs to be someone who can fight against “appeasing Muslims” and against “allowing Islamic terror groups to flourish in our country,” he said. RELIGIOUS RIOTING Communal violence is never far from the surface in places like West Bengal. Some of the worst religious rioting in Indian history followed the partitioning of British India into predominantly Hindu West Bengal and Muslim East Bengal, which in 1971 became the new country of Bangladesh. More recently,
Hindu-Muslim riots erupted in West Bengal in 2007, 2010 and 2013. In the months after Modi’s victory, leaders of hardline Hindu groups launched a drive to have India officially declared a nation of Hindus. They also stepped up a campaign against what they called "Love Jihad" – a term used to describe what they claimed was an Islamist strategy to convert Hindu women through seduction, marriage and money. And they began a push to convert Muslims and Christians to Hinduism, through a purification ritual called “ghar vapsi”, or “homecoming”, a concept central to the RSS since its founding. Cow slaughter, another touchstone issue for the RSS and the source of many lethal riots, has again shaken India this month after a Muslim man was lynched in Uttar Pradesh on suspicion he had killed a cow, an animal holy to many Hindus. His death at the hands of a Hindu mob was deemed “an accident” by Modi’s culture minister. Modi has been criticized for giving hardliners a free rein, but their zeal has also caused him headaches. After meeting the prime minister in January in New Delhi, U.S. President Barack Obama urged India not to stray from its constitutional commitment to allow people to freely "profess, practice and propagate" religion. ECONOMIC REFORMS In Rajya Sabha, opposition lawmakers have tied up Modi’s economic proposals, including a tax overhaul and a land reform bill, in some cases with debates over the religious controversies. Modi and the RSS share a long-term vision of making India the world’s leading power but they don’t always see eye-to-eye on how to get there. Modi has at times asked lawmakers from his party and RSS members to stop promoting controversial issues such as religious conversions. He wants to keep the focus on economic reforms. There are some signs that Modi would like to be less dependent on the RSS at the ballot box. The BJP has launched its own online membership drive, aiming to enroll 5 million new members, which would lessen its dependence on the RSS at election time. Every evening, Shah checks the membership numbers. Even when he is travelling, one party official is expected to text him the number by 6:30 p.m., a close aide told Reuters. At an early September meeting in New Delhi organised by the RSS and attended by Modi, however, relations appeared harmonious. Senior government ministers presented their plans and were quizzed about the steps they were taking in their respective ministries, according to two federal ministers who were both present. Two long-awaited government plans were discussed that had strong RSS backing – the launch of a sovereign gold bond and improved pension rights for retired army personnel. Shortly afterwards, the government publicly unveiled them.

Obama’s Two-Faced Foreign Policy
President Obama’s Syrian strategy is getting roundly denounced as incoherent, which – while true – is really a reflection of his failure to fully break with neocon-style interventionism even when he realizes the futility of the strategy Robert Parry CommonDreams
The mystery of the Obama administration’s foreign policy has always been whether President Barack Obama has two separate strategies: one “above the table” waving his arms and talking tough like Official Washington’s arm-chair warriors do – and another “below the table” where he behaves as a pragmatic realist, playing footsy with foreign adversaries. From the start, Obama surrounded himself with many hawkish advisers – such as Defense Secretary Robert Gates, Secretary of State Hillary Clinton, Gen. David Petraeus, National Security Council aide Samantha Power, etc. – and mostly read the scripts that they wrote for him. But then he tended to drag his feet or fold his arms when it came to acting on their warmongering ideas. Friday’s decision to tank the hapless $500 million training program for “moderate” Syrian rebels is a case in point. Obama joined in the hyperbolic rhetoric against Syrian President Bashar al-Assad, lining up with the neocons and liberal interventionists demanding “Assad must go,” but Obama has remained unenthusiastic about their various wacky schemes for overthrowing Assad. In 2012, Obama resisted plans from Petraeus, Clinton and other hawks to invest significantly in a program for training and arming rebels and to impose a no-fly zone over rebel-controlled territory inside Syria, which would require destroying Syria’s air defenses and much of its air force. In other words, it would have been a major act of war with the prospect of the kind of bloody chaos that a similar “responsibility to protect” strategy — pushed by Clinton and Power — unleashed on Libya in 2011 and that continues to the present. Among other problems of the Petraeus-Clinton scheme for Syria – such as being a gross violation of international law – the plan would have amounted to support for international terrorism given the thorough terrorist infiltration of the Syrian rebel movement. And it almost certainly would not have achieved the goal of a moderate “regime change.” The far more likely outcome would have been even worse sectarian bloodshed and quite possibly a victory for Al Qaeda or a related terrorist band. In one candid moment, Obama told New York Times columnist Thomas L. Friedman that it was “a fantasy” to think that such a U.S.-backed “moderate” rebel force could do much good. Nevertheless, Obama eventually caved in to political/media pressure and agreed to a “covert” CIA training mission and later to the $500 million program which, the Pentagon says, put about “four or five” fighters into the field in Syria. Besides the obvious failure to field a significant Pentagon-trained “moderate” force, there was the additional problem that the “moderate” CIA-trained rebels kept sharing their military skills and weapons with coalitions of Syrian rebels dominated by Al Qaeda’s Nusra Front and/or the Islamic State. Many U.S.-supplied weapons ended up in the hands of Nusra fighters who used U.S. TOW anti-tank missiles against the Syrian army around the city of Idlib. Whether intentionally or not, the U.S. policy was advancing the prospects of a Sunni terrorist victory in Syria, which could lead to a bloodbath of Christians, Alawites, Shiites and other “infidels” – as well as driving millions more Syrian refugees into Turkey and Europe, thus spreading the destabilization of the Middle East into the middle of Europe. So, by pulling the plug on the $500 million training program, Obama was finally facing up to reality – that it would be a humanitarian and strategic disaster if Al Qaeda and/or the Islamic State defeated Assad’s Syrian army. At his press conference on Oct. 2, Obama even blurted out that most of the “halfbaked ideas” for intervening in Syria were just “a bunch of mumbo jumbo.” But Obama could not fully bring himself to repudiate the U.S. military interference, replacing the failed training program with another scheme that would simply give weapons and ammunition to some rebel leaders considered reliable in the battle against the Islamic State – a compromise approach that even the hawkish New York Times editorial page deemed “hallucinatory.”

While the “above-the-table” Obama continues to rant against Assad and Russia’s decision to step up its support for his government, the “under-thetable” Obama appears to recognize that the Russian entrance into the war is not the catastrophe that Official Washington, including Obama and his advisers, have made it out to be. Indeed, despite the fiery rhetoric from Obama and his aides, there is a logical correlation between Obama’s core interests in Syria and those of Russian President Vladimir Putin. Obama has resisted the idea of committing hundreds of thousands of U.S. troops to another fullscale war in the Middle East, which might well be the inevitable result of a victorious Islamic State engaging in mass executions of “infidels” in Damascus or of Al Qaeda transforming Syria into a new more central location to plot terror attacks on the West. The prospects for a terrorist victory are diminished if the Russian air support – and Iranian ground assistance – can help the Syrian military roll back the gains of the Islamic State and the Army of Conquest, which is dominated by Al Qaeda’s Nusra Front. So, the logical move for the “under-the-table” Obama would be to cooperate with Putin on a peace initiative that shelves the “Assad must go” rhetoric in favor of practical cooperation with Russia in arranging a political power-sharing government between Assad and the “moderate” Sunni politicians who have lived off U.S. largesse and thus are susceptible to American pressure. Even more importantly, Obama could finally get serious about clamping down on Saudi, Qatari, Turkish and Israeli support for the extremist Syrian rebels, finally putting some teeth into the theory that support for terrorism is indistinguishable from acts of terrorism. But the “above-the-table” Obama seems frightened by the domestic political repercussions if he were to make such rational moves, so he continues to rant about Assad as “a brutal, ruthless dictator” who “drops barrel bombs to massacre innocent children” – as if these crude bombs are some uniquely diabolical weapons and as if Assad were targeting “innocent children” when there is no evidence of that. Such crude propaganda is then used to justify Obama repeating his dubious mantra: “Assad must go!” Obama also fears neocon Sen. John McCain, the former Republican presidential nominee whom Obama defeated in 2008 but who is still invited onto all the U.S. news shows to berate the President for not escalating the Syrian, Ukrainian and other conflicts around the globe. Plus, Obama sees himself surrounded by his own neocons like Defense Secretary Ashton Carter and liberal interventionists like Ambassador to the United Nations Samantha Power. He must realize that such ideologues won’t shake their commitment to “regime change” in Syria.
Fear of ‘Softness’ Clearly, Obama is to blame for his administration’s appointees, whether it was the misguided “Team of Rivals” at the start of his presidency or the current mix of mostly non-entities and neocon-lites in his second term. But the low quality of these officials is also a comment on how thin the Democratic foreign-policy bench is after three-and-a-half decades of cowering before Republican and media accusations about the Democrats showing “un-American” softness. Today’s Democrats are not able to formulate a foreign policy argument that separates enlightened American interests from imperialist adventures. They generally accept the neocon narratives about “bad guys” and then either acquiesce to another “regime change” operation, as Obama and others did in Libya in 2011, or they drag their heels to slow or obstruct the most dangerous schemes. The vast majority of the Democratic foreign policy “experts” who have survived politically either have become “me-too” echoes of the Republican neocons (the likes of Hillary Clinton) or have adopted a militant “humanitarianism” favoring either coups or war in the name of “human rights” (the likes of Samantha Power). or many, Christmas came early this season, and Santa Claus is an IIT-IIM graduate from South India, joked my friend Nayan, a civil servant by profession. Nayan had purchased an apartment in Guwahati and was delighted when the Reserve Bank announced its monetary policy for the coming quarter. The Repo rate down by 50 basis point, which implies it has become cheaper by Rs. 50 per Rs. 1,000. The Reserve Bank of India is the central bank of India and it is the bankers’ bank. Which means, just like you and me, when we need to borrow or keep money, we knock the door of our banks, in the same way, when banks need money or want to keep their deposits, they reach the door of the RBI. Therefore, any change in the rate of deposits or withdrawals (read loan) will directly affect people like you and me. If money becomes cheaper for your bank, it becomes cheaper for us also. And if it becomes costly for the bank, it becomes the same for us. But cheaper money is not good news for all. People who rely on the interest on deposits lose on cheaper money. What impact will it have if you have taken a home loan from a bank? Let’s understand it with an example. Suppose, you have taken a loan of 20 lakhs for 20 years with an interest rate of ten per cent, then your monthly EMI will be reduced by an amount of Rs. 530 (assuming your loan is a year old). So in the next 19 years, you will be saving a total of Rs. 1,20,840. In a situation like this, the bank will offer you two options. You can either reduce the EMI or keep paying the same EMI and reduce the tenure of your loan. In the above stated example, your loan tenure can be reduced to 15 months in total, paying the same EMI. If you are not offered an interest cut by your lender, then you can decide to do a refinancing from a dif-

ferent lender. A refinance is more viable for a borrower if the loan is recent. Nevertheless, having said that, looking only at the interest rate can be tricky at times. This is because in refinancing, invariably, new processing charges will be applicable and can be confusing for the borrowers. However, if you calculate the total cost of both the options, it can be an indicative, if not the perfect calculation. Taking an independent view from a professional will help in this juncture. For senior citizens, a rate cut is not good news, but only if you look at it on the surface. Normally senior citizens heavily really on fixed income from
overrode their better judgments to vote for the Iraq War in 2002 and they have echoed the neocon tough talk about Syria and Ukraine. But Biden and Kerry probably represent the most realistic of the mainstream Democrats, the most in line with the “under-the-table” Obama. Biden opposed the pointless but bloody Afghan War “surge” in 2009; he also battled Secretary of State Clinton over her desires for military intervention in Libya and Syria. For his part, Kerry as Secretary of State executed Obama’s negotiation of a nuclear deal with Iran, an approach that Clinton had resisted. Still, the foreign policy realism of Biden and Kerry is spotty at best. Both have run with the neocon/ liberal-hawk pack in escalating tensions with Russia over Ukraine, and Kerry rushed to dangerous judgments blaming Assad for the Aug. 21, 2013 sarin gas attack outside Damascus and Russia for the July 17, 2014 shoot-down of Malaysia Airlines Flight 17 over eastern Ukraine. Not even a progressive like Sen. Bernie Sanders articulates sensible alternatives to the neocon/ liberal-hawk narratives, though he did vote against the Iraq War and generally has favored less aggressive actions overseas. Still, no one of prominence in the Democratic Party has charted a comprehensive strategy for a non-imperialist U.S. foreign policy, an incoherence that helps explain the contradictory aspects of Obama’s approach to the world. Whereas the dominant ideology among the Republicans remains neoconservatism, the primary approach of the Democrats is “liberal interventionism,” but there really isn’t much difference between the two in practical terms. Indeed, arch-neocon Robert Kagan has said he is comfortable calling himself a “liberal interventionist.”

Singapore, which has a population of 5,535,000, is considered one of the cleanest cities in Asia where strict laws exist for cleanliness and maintenance of the environment, and where even spitting is considered an offense. On the other hand, we find a state like Nagaland, with a much lesser population and size struggling to keep its cities clean and spitand-litter-free. 'Only CNG cabs allowed to ply in Delhi' new delhi, october 13 (ians): The Delhi High Court on Tuesday made it clear that it will allow to only CNG-based taxi vehicles to run in the national capital and asked Uber India to inform when it can replace the diesel cabs with these. Justice Manmohan asked Uber to inform it by Wednesday how long it will take to come up with Compressed Natural Gas (CNG) cabs and and will phase out dieselbased taxis in order to ply in Delhi. On September 3, the court allowed Ola cabs to run only on CNG taxis after the company promised that diesel-based taxis will be taken off Delhi's roads within two weeks. The court said that since it has already passed an order against Ola cabs, prohibiting it from running diesel cabs, then the
same would apply across the board to other companies including Uber. Justice Manmohan said: "I cannot discriminate against them (Ola). I can't say Ola has to comply and Uber need not. You have to comply with my order (to run on CNG)." Uber India told the court that it can replace the diesel taxis with CNG cabs but it will take at least six months. The court asked counsel to take instruction from Uber when it can phase out all diesel taxis. The court was hearing a contempt plea of the Association of Radio Taxis against Ola, claiming its cabs were still plying on the city roads despite a single judge's July 29 ban order as well as a division bench's August 11 decision upholding the ban.

India lashes out against 'powerless' UN Security Council United nations, october 13 (ians): Calling the Security Council ineffective and powerless, India has lashed out against its lack of accountability and transparency in mandating peacekeeping operations and blamed it for the rising casualties among peacekeepers. "We are dismayed at the opaque manner in which the Security Council continues to mandate peace operations, without any accountability or transparency," India's Permanent Representative Asoke Kumar Mukerji said Monday at a General Assembly session on peacekeeping operations. "The human costs of this fail-
ing are evident in both the rising number of casualties among UN peacekeepers, as well as an alarming growth in the number of civilians, now reaching 60 million according to the Secretary General, whose lives are being disrupted by the conflicts that an ineffective Security Council is powerless to resolve," Mukerji added. As of the end of September, 85 peacekeepers have died this year. Mukerji appealed to Assembly President Mogens Lykketoft to "take the lead to prioritise agreement on an early reform of the Security Council during this 70th Session." He also reiterated India's con-
sistent demand the implementation "in letter and spirit" the UN Charter provisions that require the Security Council to consult with troop-providing countries when issuing peacekeeping mandates. Speaking at the session, Secretary-General Ban Ki-moon also backed the call for better coordination between the Security Council and the troop-contributors. 'India home to 2,080 ultra-rich with wealth over $50 million' new delhi, october 13 (Pti): There are 2,080 ultra high net worth individuals in India with wealth of over $50 million, and the number of dollar millionaires in the country is projected to touch 3,05,000 in the next five years, says Credit Suisse Global Wealth Report. Wealth measured in domestic terms has grown rapidly in India since 2000 except during global financial crisis, the report said. "India now has 2,083 ultra-high-networth individuals with more than $50 million net wealth, 3 per cent higher than 2014. It has 2,54,000 members of the top 1 per cent of global wealth holders," Credit Suisse said, adding "we estimate that 2,080 adults have wealth over $50 million and 940 people own more than $100 million." Moreover, at the top of the wealth pyramid, the number of USD millionaires in India is projected to rise by 65 per cent in the next five years to reach 3,05,000 in 2020, compared to the current 1,85,000. The report, however, noted that while wealth has been rising strongly in India and the ranks of the middle class and wealthy have been swelling, not everyone has shared this growth and there is still a
great deal of poverty. "This is reflected in the fact that 95 per cent of the adult population has wealth below $10,000. At the other end of the scale, a very small proportion of the population (just 0.3 per cent) has a net worth over $100,000," it said. However, due to India's large population, this 0.3 per cent of population translates into a whopping 2.4 million people. Meanwhile, only 3 per cent of India's adult population falls into the middle class wealth band, but its middle class wealth has grown by 150 per cent since 2000 to $780 billion, representing 23 per cent of the country's wealth. Globally, the United States records the highest wealth gain of $4.6 trillion, China a significant $1.5 trillion and the United Kingdom a more modest $360 billion. The United States ($85.9 trillion), China ($22.8 trillion) and Japan ($19.8 trillion) are the three countries with the largest wealth holdings globally. Meanwhile, as in many other developing countries, personal wealth in India is dominated by property and other real assets, which make up 86 per cent of household assets.

Supreme Court seeks details on trafficked women and children new delhi, october 13 (ians): The Supreme Court on Tuesday asked all state governments to furnish to the central government details of all the cases filed under the Immoral Traffic (Prevention) Act, 1956 (ITP Act) and the Indian Penal Code till September 30, 2015. "States shall give complete details with regard to the cases filed under the Immoral Traffic (Prevention) Act, 1956 and under sections 370 and 370A of Indian Penal Code during 2014 and till September 30, 2015," said judges Anil R. Dave, Madan B. Lokur and Kurian Joseph. Section 370 of the IPC provides for punishment for buying or disposing of any person as a slave. Section 370A provides for punishment for the exploitation of trafficked persons. The court said the details would be made available "within a fortnight from today so that the union of India can collect the data and put it in a proper format for perusal of this court". The court said the information would be submitted to the court before November 16. It directed the next hearing on the rescue and rehabilitation of the trafficked people to be held on November 19. The court asked the Cabinet Secretary to take steps for setting up a committee comprising relevant ministries and departments, states and union territoeis to prepare a comprehensive legislation to tackle all aspects of trafficking. The government told the court that there was an urgent need for setting up an Organised Crime Investigation Agency (OCIA) to deal with human trafficking. Asking the union home ministry to do the needful, the court wanted the know the scope and the width of the proposed OCIA. The court also asked the central government to provide details about the action taken to curb the trafficking in women and children for sexual exploitation.
Govt to unveil new I-T tool to check PAN transactions history new delhi, october 13 (Pti): Government is set to unveil an ambitious PAN activity monitoring and analysis software tool that will enable Income Tax department to check transactions history of a person country-wide and help sleuths in effective tracking of black money trail. The digital and smart platform is called the Income Tax Business Application-Permanent Account Number (ITBA-PAN) and is currently being put to final tests by a special team of tax sleuths and business software analysts at a facility in the national capital. The new software tool will enable the taxman to view, in a chronological order, the entire "PAN life cycle summary" or to simply say transactions history of an individual or entity where a PAN number has been quoted, in any part of the country. The project is expected to be activated by the end of this month by the Finance Ministry and will also enable the tax department and its two intermediary organisations--NSDL and UTIITSL-- to allocate a fresh PAN number and subsequently issue a new card in 48 hours flat as compared to the about 15 days time taken currently. The operationalisation of the project assumes significance as Finance Minister Arun Jaitley had recently said that the government is at an "advanced stage in considering the requirement of furnishing PAN card details if cash transactions beyond a certain limit are undertaken." The department, in order to enhance its capabilities to better track large value transactions in the country, has brought the ITBA-PAN portal and has for the same has also closed down its "legacy" and the existing Assessee Information System (AIS) early this month which till now used to hold the PAN database. The new platform, according to an official proposal accessed by PTI, will also allow the taxman to view and capture various events of an assessee like "death, liquidation, dissolution, de-merger, merger, acquisition, fake PAN or amalgamation of PAN" in a specific or general case in an event of any investigation to be carried out in a case of black money or tax evasion. "The ambitious project will be rolled out soon and the I-T department has already migrated all the PAN data last week from the old system to the new one. With this project going operational, PAN will become a unique identifying database in the real sense all across the country," a senior official said today.

he brutal killing of a man in Bisada village in Dadri in Uttar Pradesh, not far from the Indian capital, on suspicion that he consumed beef after killing a cow was more than a murder. It was an attack on one of our most cherished values, protected by the constitution: secularism. It was an assault on the very tenets of Indianness, a value we profess to cherish. The Indian constitution guarantees every citizen the right to practise his or her religion, without any interference of the State that is mandated to maintain its secular character. By extension, this gives citizens the right to dress the way they like, eat what they like and observe ritu-
als that are an integral part of his or her religion. To force someone to eat something against his cultural ethos or to forbid someone from partaking something he may have been consuming tantamounts to interference in someone's religion. Tomorrow, someone may declare that eating mutton and pork won't be allowed in the country. It is fine if someone does not eat meat of a certain animal due to religious considerations. But to kill someone for his food habit is abject crimnality and should be dealt severely. The Dadri lynching has to be viewed in the light of other incidents reported from other states. These have to be considered in totality to see how a lunatic fringe is strangling the country.
A shutdown was observed on October 9 in three towns in Jammu region to protest alleged bovine slaughter a day earlier in Chenani town, 80 km from Jammu. Shops, educational institutions, public transport and other businesses were paralyzed in Udhampur, Reasi and Chenani towns in the wake of tension after some people found the carcasses of three bovine animals. Though officials maintained it was a suspected case of poisoning since the carcasses did not have cut marks to denote slaughter, the protesters were unwilling to listen to the voice of reason. Then two youths were beaten up in Uttar Pradesh's Mainpuri town the same day when they were allegedly killing a cow. Police had to rescue them
from a kangaroo court. Two BJP legislators on October 8 thrashed an independent legislator in the Jammu and Kashmir assembly for hosting a beef party. BJP's Deputy Chief Minister Nirmal Singh was forced to apologise. The same day, around 10 days after the Dadri lunching, Prime Minister Narendra Modi, without taking any names or even alluding to the killing, urged people to follow President Pranab Mukherjee's appeal on upholding core civilisational values of diversity, tolerance and plurality. Modi's words at an election rally in Bihar's Nawada district were, quite evidently, a bit late in the day and not clear enough. As a prime minister who is quite eloquent and social media savvy, he should have immediately
condemned the lynching of 50-year-old Mohammed Akhlaq in Dadri. At least his senior ministerial colleagues could have denounced violence over beef. Modi's attitude made the entire episode look like a tacit conspiracy of silence. Juggling work & home most critical issue for G20 women SEOUL, OctObEr 13 (thOmSOn rEUtErS FOUndatiOn): Kook Seung-hyun, pregnant and working full-time in Seoul, must juggle three demanding roles to meet the traditional family expectations and financial realities of modern Korea. “Korean women have to worry not only about household chores and childcare but bread-winning. That’s so sad,” said the 30-year-old financial consultant, one of many women in the G20 who cite balancing home and work as their major workplace challenge. A poll of more than 9,500 women by the Thomson Reuters Foundation and The Rockefeller Foundation found work-life balance was the top work issue concerning women, flagged by 44 percent. There is a lot of demand on the time and energy of women in these countries.” Figures from the Organisation for Economic Co-operation and Development (OECD) show that employees in South Korea and Japan work some of the longest hours. An added source of stress for women in some Asian nations is the expectation that they should coach their children through school and exams and are responsible for their children’s success in highly competitive environments, experts said.

Iranian parliament passes bill approving nuke deal Japan may halt funding for UNESCO over Nanjing row dUbai, OctObEr 13 (rEUtErS): Iran’s parliament passed a bill on Tuesday supporting a nuclear deal with world powers, signaling a victory for the government over conservative opponents of the agreement and clearing the way for it to be implemented. Many lawmakers strongly opposed the Joint Comprehensive Plan of Action (JCPOA) that President Hassan Rouhani’s government reached with world powers on July 14, and Tuesday’s vote removes an obstacle to putting the agreement into practice. “Members of parliament made a well-considered decision today showing they have a good understanding of the country’s situation,” government spokesman Mohammad Baqer Nobakht said in a televised news conference after the vote. The bill was passed with 161 votes for, 59 against and 13 abstentions, state news agency IRNA said. It had passed a preliminary vote on Sunday by a smaller margin, and will now be
submitted to a clerical body for final approval and passage into law. The bill stipulates that inspectors from the U.N. nuclear watchdog, the IAEA, need approval from a top Iranian security body before visiting military sites, leaving the possibility that disagreements could still arise. Western diplomats said last month that IAEA inspectors, who are tasked with verifying member states are not developing nuclear weapons, will have access to military sites where Iranian technicians are taking swipe samples. The bill also says Iran should resume its nuclear activities, which it is curbing under the JCPOA, if international sanctions are not lifted as agreed. Under the July 14 deal with the United States, Britain, France, Germany, Russia and China, Tehran accepted strict limitations on its nuclear programme in exchange for relief from the sanctions that have crippled its economy. The agreement opened the door to easing decades of mounting hostility

The People’s Daily, the official paper of China’s ruling Communist Party, said in a commentary that the United States and Russia seemed to be using Syria as a proxy for diplomatic and military competition, as during the Cold War. “The United States and the
Soviet Union used all sorts of diplomatic, economic and military actions on the soil of third countries, playing tit-for-tat games to increase their influence - it’s an old scene from the Cold War,” the newspaper wrote in a commentary. “But we’re in the 21st century now, and people need to get their heads around this!,” it added. While China generally votes with fellow permanent United Nations Security Council member Russia on the Syria issue, it has expressed concern about interference in Syria’s internal affairs and
repeatedly called for a political solution. Russia last month began striking targets in Syria in a dramatic escalation of foreign involvement in the civil war. This has been criticised by the West as an attempt to prop up Syrian President Bashar al-Assad, rather than its purported aim of attacking Islamic State. Police end round-the-clock vigil of Assange at Ecuadorean embassy
LOndOn, OctObEr 13 (aFP): British police on Monday said they will no longer stand guard outside London’s Ecuadorean embassy where WikiLeaks founder Julian Assange took refuge in 2012, but will strengthen a “covert plan” to prevent his departure. Britain’s Foreign Office later confirmed that it had summoned the Ecuadorean ambassador to “register once again our deep frustration at the protracted delay” in extraditing Assange to Sweden to face questions over a rape allegation.
The Metropolitan Police Service (MPS) said Monday that it had “today... withdrawn the physical presence of officers from outside the embassy. “The operation to arrest Julian Assange does however continue and should he leave the embassy the MPS will make every effort to arrest him. “Whilst no tactics guarantee success in the event of Julian Assange leaving the embassy, the MPS will deploy a number of overt and covert tactics to arrest him,” police said in a statement. Swedish prosecutors want to question Assange about a rape claim, which carries a 10year statute of limitations that expires in 2020. Assange, who faces arrest if he tries to leave the embassy, denies the allegation and insists the sexual encounter was consensual. The Foreign Office said Monday that the head of the diplomatic service, Simon McDonald, had summoned Ecuadorean Ambassador Carlos Abad Ortiz to insist on a resolution to the impasse. “The UK has been absolutely clear since June 2012 that we have a legal obligation to extradite Assange to Sweden,” said the ministry statement.
“That obligation remains today,” it added. The 24-hour guard outside the embassy in central London has cost British taxpayers more than £10 million ($15.4 million, 13.5 million euros), the source of much criticism in austerity-hit Britain. “Like all public services, MPS resources are finite. With so many different criminal, and other, threats to the city it protects, the current deployment of officers is no longer believed proportionate,” police said Monday. “A significant amount of time has passed since Julian Assange entered the embassy, and despite the efforts of many people there is no imminent prospect of a diplomatic or legal resolution to this issue,” they added. The 44-year-old Australian also fears that if he leaves he could eventually face extradition to the United States and a trial over the leak of hundreds of thousands of classified military and diplomatic documents in 2010. Sino-Japanese ties have also been frayed by territorial rows and mutual mistrust over China’s growing military assertiveness, as well as Japan’s bolder security stance, although relations have thawed somewhat recently. China’s top diplomat was in Japan on Tuesday for high-level political talks.

The 27-year-old Spaniard played fearless tennis as he shocked defending champion Federer in just over two hours. ZurICH, OCtOber 13 (reuterS): Former UEFA president Lennart Johansson says that the European football body was never told about the payment of 2 million Swiss francs ($2.1 million) from Sepp Blatter to current UEFA boss Michel Platini. Both Platini and Blatter were suspended from football for 90 days by FIFA's Ethics Committee last week with a 2011 payment from FIFA to Blatter under scrutiny. Both men deny
any wrongdoing. Platini has said the payment was for work he carried out under a contract for FIFA as an advisor to Blatter between 1999 and 2002. He said the nine year delay in payment was due to FIFA's financial situation. The Frenchman's bid to replace Blatter at the helm of FIFA in February's election has been thrown into serious doubt by the affair and UEFA members gather in Nyon on Thursday to discuss the crisis. hansson, who was UEFA president from 1990 to 2007 says that the FIFA executive committee, which he served on, was not told about Platini's hiring by Blatter. "I was a member of the FIFA executive then and Blatter should have reported it to the executive but he never did. I never heard about this arrangement in FIFA. Adding to that, it might be justice to say that some cyber cafes are even taking advantage of it charging 100 to 200 to fill up the form which is another problem for poor students in itself. Also, another problem that the students find is that the department has already started issuing forms for next year while the merit students are still waiting for this year’s scholarship. The point here is that, it is also mandatory for the students to write the amount of this year’s scholarship. Keeping in mind all of these, we the students are not sure what to do or who to blame. As such, it is a humble request from my part that the concerned department and officials look into the matter, and try to improve the situation with your intellectual mindset. On the proposed Greenfield airport in Nagaland
D
evelopment of airports is crucial for equipping any nation with state-of-the-art transport and communication networks. However, these benefits often come along with venomous price tags and ultimately it is the local residents and land donors who end up victimized bythe developmental debris. The Civil Aviation Ministry, GoI approved setting up of three Greenfield airports in the North Eastern States viz., Arunachal Pradesh, Nagaland and Sikkim to improve air connectivity. In Nagaland, the construction of Greenfield airport was formerly proposed at Chiethu under Chiechama village in Kohima District. However, due to the hilly and undulating terrain which, according to the Airport Authority of India (AAI), may pose a limitation to its operations and hamper further expansion of the airport and also sensing the huge cost that would be incurred for its construction, the AAI directed the Government of Nagaland to situate another suitable site which is plainer. Consequently, the State Government “re-identified” the site at Rüzaphema village in Dimapur district (in fact according to the State Government report, proposal for construction of a Greenfield airport at Rüzaphema village was earlier moved in the year 2000. However, this site was not considered perhaps for political cupidity). Now with the directive of the AAI, the state Government is once again proposing the same site at Rüzaphema village, which was earlier surveyed (State Government cor-
respondence mendaciously claims that Rüzaphema is in Peren District. The writer suspects a covert and ulterior motive of some vested politicians lurking beneath). Even though the topographic conditions may be suitable, the site is not practicable because of the fact that it is a habitation area. With the proposed airport located within the village, the runway will cut through the village blocks (II & III), the distance between the airfield and inhabited area being negligible. Furthermore, adjacent to the proposed site, the village also harbors a reserved forest with one of the richest repositories of flora and fauna in the state. The consequences of the said construction would, therefore, result in enormous amount of irreversible losses to the rich biodiversity. I am in no doubt that development of an airport will benefit the local populace in terms of transportation, communication, power, water, employment (mostly unskilled jobs), plying taxi services, etc. However, it is equally essential to contemplate on the deleterious and detrimental burdens that would be imposed upon the habitants in the long run.The proposed mega project will require more than 1000 acres of land. This will, in effect, result in enormous loss of wildlife habitat, fragmentation, loss of fertile agricultural land, loss of communities etc. The other fall outs of airports and aviation include land take, noise pollution, air pollution, water pollution, light pollution, climate change and effects on the social structures of local commu-
nities etc.Airports and aviation cause air pollution through a wide spectrum of sources such as combustion of fuel, engines, aircraft tyres, fuel dumping, ground service equipment, painting, metal cleaning, de-icing, construction of airport-related projects etc. As a result of air pollution, a cascade of noxious effect will follow suit affecting the health of humans, animals and plants particularly the local residents and surroundings. Another detrimental effect is noise pollution, which is the most obvious environmental hazard of the aviation industry because it is easily perceived and is very annoying. Researches have linked myriad of diseases with noise pollution viz., sleep disturbance, anger, cardiovascular problems, mental health, hypertension, heart diseases, noise above 80dB may increase aggressive behavior, hearing impairment, erosion of community/social cohesion etc. The pernicious effects are augmented with loss of biodiversity, habitat loss and degradation. Scientific studies have shown that people living at the vicinity of airport are prone to suffer from diseases of the central nervous system, learning disabilities, stunted growth, hearing loss, anemia, kidney failure, cardiovascular diseases, cancer, stroke, miscarriages, premature births etc. Such are the reasons why “planned airports” are localizedon the outskirts of the city. I couldn’t agree more with this inspiring proverb that says, “When all the trees are cut down, when all the ani-
mals are dead, when all the waters are poisoned, when all the air is unsafe to breathe, only then will you discover you cannot eat money.” I fail to comprehend why any informed and sensible authority would possess the audacity to make such a cynical and oblivious decision. Here is the catch, the proposed site includes inhabited areas and the construction at the proposed site will endanger the lives of local residents (land donors) and its surrounding villages. In the event of any expansion, the whole village will be wiped out. As per the village record, presently there are 384 households (one of the biggest villages in the district). The incurring cost to relocate the community will be astronomical. This is not excluding the fact that as social beings, we also possess some sort of an emotionally embodied context of belongingness and intimate attachment to our land. Compensation in any amount or form will fall short of the damage done per se. The State Government should learn from Pakyong Greenfield airport in Sikkim. Frequent protestsby local residents of Dikling (Sikkim) against the damages done due to heave load walls, water scarcity blocked by the construction anddemand for proper rehabilitation and compensation have resulted in frequent suspension of work, escalating the cost of the project from Rs. 309 Crores to Rs. 605 Crores. It is reported that,“An impedance of construction works started troubling the surrounding areas by
which people’s land and livestock were endangered in several occasion, the pace of construction needed to regulate unevenly due to rain and natural calamity like 18 Sep 2011 Earthquake. As a result more than 168 houses in vicinity of Greenfield airport started developing cracks, some RCC houses were immediately notified for evacuation” (Northeast Mirror, by voice of Sikkim, 18 August 2014).The State Government has already made a blunder when choosing Chiethu, if the same mistake is repeated again in choosing Rüzaphema, the dream of a Greenfield airport will only remain a merehallucination. I am in no way against the development of Greenfield airport in Nagaland, I am only concerned about the present proposed location as it has been fallaciously and nonchalantly selected. Instead, the proposed site will serve as a perfect space for establishment of academic institutions such as Universities, Research Centres, Colleges and Schools. In view of these problems associated with the present proposed site, I feel that the issue should be deliberated further and restudied objectively,rationally and realistically. I hope for a development which will meet the needs of the people without having to compromise with human resources. A sterling performance from striker Nungsang Ao took debutantes Khulioh King to the final of the NSF Martyrs Memorial Trophy. Nungsang struck 5 times stopping short Pro Streax United’s journey, who could only muster a face-saving goal. The match got to a lousy start as either side failed to build rhythm and combination. It quickly gained momentum when in the 17th minute a cross from Bei Khiamniungan found an unmarked Nungsang but it was thwarted by Pro Streax custodian Vimeyieto Sechü. Bolt's record of 19.19 seconds for the 200 has stood since Aug. 20, 2009, four days after he set the 100m record of 9.58 seconds, both at the world athletics championships in Berlin. De Villiers, who powered South Africa past the 300-run mark in Kanpur with a 73-ball unbeaten 104, went hammer and tongs as Indian bowlers bled more than 100 runs in the last 10 overs in the first ODI. The only saving grace for Dhoni and Indian has been the spin duo of Ashwin and leggie Amit Mishra, but with Ashwin now out of at least first three ODIs, this department has also taken a severe beating. Ashwin s place in the playing eleven is likely to be replaced by veteran Harbhajan Singh, who has been called into the ODI side. South Africa, on the other hand, are a confident lot and are eyeing their first-ever ODI series win on Indian soil. Shitilong SA decimates Onet Korang 8-0 NU Lumami (PGSU-L) draws Fusion SC 1-1

Day seven of the ongoing XXI MDFA Trophy 2015 witnessed two exciting matches at the Imkongmeren Sports Complex on Tuesday, October 13. In the first match, Shitilong Sporting Association decimated debutantes Onet Korang SC 8-0 in a lop-sided match. The second match witnessed a vigorous NU Lumami (PGSU-L) trying their best to defeat defending champions Fusion SC which ended in a draw. In the first match, Shitilong SA, which were held to a goalless draw by Dilong Youth Association on October 9, were relentless and wreaked havoc against the Onet team. Right after the referee blew the whistle, Sakutemjen (jersey no 12) of Shitilong SA dribbled the ball and passed the Onet defenses and scored the goal at the first minute leaving the Onet Korang team stunned. Six minutes later, Rhitso Mero (jersey no 29) netted the second goal. The Shitilong team was in high spirits, the Onet Korang team in complete disarray. Sakutemjen followed up with two more goals, in

the 17th and 32nd minute, completing a hattrick. The match went into the break 4-0. The second half was more disastrous for the Onet Korang team. Shitilong SA completely dominated the second half too. The Onet defense was weak weak, which the Shitilong midfield easily breached. The second half began with Rhitso scoring his second and the team’s 5th goal. Barely four minutes later, Lipoksashi (jersey no 9) again scored the 6th goal. Without giving any
chance to the Onet Korang team to recover, at the 50th minute, Kezevito (jersey no 2) shot a free kick from just outside the D-Box and straight into the net without any obstruction for the 7th goal. Stephen (jersey no 4) scored the 8th and final goal for Shitilong to completely demolish Onet Korang SC. Shitilong SC will face Sports Society Suyim on Thursday, October 15. In the second match, NU Lumami (PGSU-L) made a tough stand against defending champions Fusion SC. The first half was
somehow competitive. At the 9th minute, NU Lumami breached the defenses and Yingnyein Konyak scored a goal. Thereafter, the Fusion counterattack was vicious, but the NU Lumami defense held out till the first half. The second half witnessed a rejuvenated Fusion team in an attacking mode, while NU Lumami fumbled with a weak midfield. At the 54th minute, Fusion midfielder, Mathung (jersey no 7) received a cross near the goalpost, finishing it with a leftfooter to equalize the score.

The counter attack NU Lumami failed to breach the Fusion defense. The match ended in a draw. During the match, Miss India Elite 1st runner-up, Imlibenla Wati, was also in attendance at the Imkongmeren Sports Complex along with the Fabs Affairs and MAAM, MDFA representatives and others.
