Two NE missing persons reports filed in Delhi
NEw DElhI, OCTOBER 18 (MExN): The Nodal Officer for North East People in Delhi, Robin Hibu IPS, has notified of two missing persons reports that have been filed with the Delhi Police today. The two persons, Chlovi (23) from Pumai village in Senapati district of Manipur and Awale (19) from Gukhanyu village in Tseminyu district of Nagaland, have been reported missing since October 14. Their missing persons report has been registered at the Greater Kailash Police Station, South Delhi. In that, the Delhi Police and family members (at home) of the two women have sought the assistance of social media and other forums for information on them. Informants may contact the following. DIMAPUR, OCTOBER 18 (MExN): The Kohima Bench of the Guwahati High Court has, in an order dated October 8, 2015, termed the Nagaland Petroleum and Natural Gas (NPNG) Regulations, 2012 and the Nagaland Petroleum and Natural Gas (NPNG) Rules, 2012 as “legally questionable” and “do not provide any safeguards and provisions for compensation to the land owners in the process of oil exploration until and unless oil is discovered.” The Bench, consisting of Justice Ujjal Bhuyan and Justice Manojit Bhuyan, further stayed the permit granted by the Nagaland state government on February 28, 2015, for exploration, production/extraction and refining/bottling of petroleum and natural gas in Wokha district. This ruling was made with respect to the Public Interest Litigation (PIL) filed by the Lotha Hoho and two other organisations, questioning the constitutional validity of the Nagaland Petroleum and Natural Gas Regulations, 2012 and Nagaland Petroleum and Natural Gas Rules, 2012. The PIL also challenges the permit giv-

The order, which was made available to the media on Sunday by the Lotha Hoho, stated that ‘respondent number 7’ has “failed to show any activity since issuance of the permit granted by the state government dated February 28, 2015;” and “has not placed any materials before the court to show any investment allegedly made by it.” “Since the very source of power for issuance of the impugned permit in favour of respondent No. 7 is highly questionable, both legally and constitutionally, we are of the view that it would be in the interest of justice, if the effect and operation of the said permit is kept
in abeyance till the case is finally decided,” the court order further stated. Informing that submissions made by the counsel for the parties involved have received due consideration, the order said that the PIL “may require further deliberations of the Court,” and admitted the PIL for regular hearing. On prima facie, the court viewed that “exploration of oil and natural gas is a subject which is covered by Entry 53 of Union List which means that it is the Parliament which has the legislative competence to enact laws on this subject.” Meanwhile, it also said that Article 371A of the Constitution deals with special provisions with respect to the State of Nagaland that “no central legislation in respect of the aforesaid subjects shall apply to the State of Nagaland unless the same is adopted and made applicable to the State of
Nagaland by the Legislative Assembly of Nagaland.” This constitutional provision, it stated, has been “heavily relied upon” by the counsel of the petitioners, and is “meant to ensure protection of various aspects of Naga way of life and social practices as well as ownership and transfer of land and resources.” The court however viewed that this “does not confer further competence on the Legislative Assembly of Nagaland to legislate on a subject which is within the exclusive domain of Indian Parliament.” This aspect may require further deliberation of the Court, the order said. The court further viewed the Union of India, represented by the Secretary to the Government of India, Ministry of Petroleum and Natural Gas, as a “necessary party to the present proceeding.” Accordingly, it directed that the Union of India be added as respondent No. 8 in the PIL. The court further ordered that the PIL be listed for hearing before the next available Division Bench, by which time respondents may file their respective affidavit (s).

A completely new experience for many and igniting nostalgic memories for several others, the recent re-opening of the Hillstar in Dimapur was welcomed with great enthusiasm by everyone, deprived of clean general entertainment for decades. However, the entertainment scene in Nagaland State was not always this way. Till the early 1990s, Dimapur alone boasted of five (5) movie Halls – Hillstar, La-Paloma, Friend Talkies, Eros and Latika. Mokokchung had two (2) and almost every Assam Rifles Camp and Cantonment areas had one, though general access to public was limited. Even Nagaland Police Training Centre at Chumukedima used to exhibit daily shows. While basic amenities in their ‘modern’ avatar were missing, the fun was none lesser, attest frequent celluloid patrons. For many, the marquee matinee provided instant escape from present realities by immersing in the dream factory for a few hours.
Down Memory Lanes A brief recourse to history reveals how the social milieu of the commercial capital of Nagaland has undergone changes over the years. The first Cinema Hall in Dimapur predates Nagaland Statehood—Eros Cinema Hall was first inaugurated in 1962. Incidentally the first movie shown in Eros was a southern movie - A Sivaji Ganesan starrer which was a huge hit, remembers Eros Manager AU Ahmed nostalgically, sitting in a dimly lit office reminiscent of his heydays. For the next two decades, Eros Line, as it came to be famously known, was the most happening place in Dimapur treating its visitors both visually and gastronomically. The release of Sholay in 1975 was the milestone, Ahmed said, running to packed houses for over six months, earning itself a silver jubilee (25 weeks run). He came as an agent to distribute the movie from Guwahati that year. Thereon, he stayed back to look after the business. The erstwhile, La Palo-
NEw DElhI, OCTOBER 18 (IANS): Saying Prime Minister Narendra Modi was “upset”, BJP president Amit Shah on Sunday pulled up five party leaders whose controversial remarks on beef have embarrassed it, informed sources said. The Bharatiya Janata Party president conveyed Modi’s anguish in separate meetings he held at the party office here with the five, including Haryana Chief Minister M.L. Khattar, the sources said. The others who faced Modi’s wrath were ministers Mahesh Sharma and Sanjeev Baliyan, Lok Sabha member Sakshi Maharaj and Uttar Pradesh legislator Sangeet Som. Shah reportedly told them that the prime minister was “upset” with the kind of remarks they have made
related to beef consumption in the wake of last month’s murder of a Muslim man in Uttar Pradesh. The man, Mohammad Akhlaq, 50, was dragged out of his house in Dadri area near Delhi and lynched by a mob following rumours that he killed a cow and ate beef. His son was also seriously injured. Akhlaq’s family denied the allegation, saying he only consumed mutton. Even as the killing ignited widespread condemnation, some BJP leaders made comments that appeared to justify the grisly murder. The BJP leaders who met Shah, however, claimed they were not pulled up and that they had only discussed party matters. er shifted to Hillstar on its opening, remembers earning as high as 300 rupees per show on hit movie days. Later he became a booking clerk, and continues as one. Hillstar Cinema Hall started its business with Qayamat Se Qayamat Tak in 1988. Old timers remember the movie quite well. Later, Tarzan was a huge hit while Maine Pyar Kiya and Hum Aapke Hain Kaun were blockbusters— they were all screened in different cinema halls. Salman Khan remains a fa-
vourite. Some fondly remember watching the Titanic at Friend Talkies which ran for two weeks, a record for English movies despite the onset of cable in early nineties. In Mokokchung, which once upon a time boasted two cinema halls – Cosmos and Eastern Hall- an old cinephile talked about the ultimate movie experience in a theatre where villagers used to walk on foot from places far off to catch a glimpse of their favorite onscreen star.

The Downfall However, Nagaland’s romance with cinema halls was fleeting. The boom could not last long. For the theatres, the first nail in the coffin was the arrival of VCR/VHS player which allowed a variety of movie experiences, remarked Babhu. In the early nineties, there was a proliferation of video halls decking every nook and corner of Nagaland’s town, catering to the diverse tastes of patrons. The ‘social and spiritual’ awakening of the late eighties too contributed to its downfall. Following the imposition of NLTP Act, the halls became associated with ‘bad activities’ leading to decreasing foothold. The political situation of the early 90s did not help
the cause. The last nail was struck with the arrival of cable television and cheap CDs. For Ahmed, the availability of Compact discs and the cable television ruined the theater exhibition business. It was self imploding. As the foothold decreased, the management failed to keep up with the upkeeps and maintenance of these halls, leading to lesser visits by patrons. A shopping complex, a Taxi Stand, a School and public halls—cinema halls in Nagaland have undergone drastic transformation. Ironically, the Eros Cinema which is the only hall running ‘uninterrupted’ over the years has been showing movies with CD/ DVD players, enhanced by a projector—a far-cry from its previous avatar. When prodded, Ahmed divulged that the owner of the hall is closely observing the business of newlyrenovated Hillstar and may make a move after a viability assessment. Till then, he browses through a rack of CDs, wondering what movie to show next, with a glimmer of hope for a glamorous future.

t is so often the case that the Naga region, its people and its problems are defined by those from outside the mould. Books are written, definitions accorded and people divided based on colonial classifications—if not from London anymore, from New Delhi now. The right of self definition, of both identity and challenges, by the people is lost in the process. We caught up with senior journalist Kishalay Bhattacharjee in the corridors of power, New Delhi, to find out about the location of the Naga issue in the minds of opinion shapers. Bhattacharjee, who recently published the book ‘Blood on My Hands: Confessions of a Staged Encounter,’ is candid in his admission about the confusion therein.
try to academically try and understand who is a Naga, everybody and anybody cannot have their own versions of who is a Naga. Contentious issue is that Muivah is a Tangkhul, the rank and files of NSCN (IM) are Tangkhuls. Will the Tangkhuls know that physical integration of the Naga inhabited areas is absolutely not possible? Because none of the states will ever agree to that. I think the Naga groups have understood that. So how the word integration has been interpreted is interesting because in none of the written texts between all the Naga Groups and the Government of India was there ever written Geographical integration. They used the word integration, so integration can mean emotional or cultural integration that does not have to be Geographical integration as it is not possible. One may have to look at it from a more pragmatic way. Because the State of Nagaland was already given. Now what do you give, once given a State, you can’t give a country. Who are we to give Nagaland a Country? The problem is about the Naga inhabited areas in other states. I think this problem will resurface unless there is a more transparent and a more mutually agreeable understanding between the valley and the hill people in Manipur. That will be the actual resolution to the Naga problem. But I think the breakthrough of the impasse was when the Government of India admitted their mistake. India did err, and PM Modi did mention about dignity of the Nagas.
1. You’ve been quite critical about the Naga Peace Accord, and it’s nearly 3 months we have not seen anything substantial. Do we need to be more hopeful or is it just another Political stunt by the Government? I am not critical of the Naga peace process or the Accord as such. The Man(RN Ravi) who is heading it is probably the best man on the job. I can’t think of anybody else who would understand the Naga political problem as much as he would, and come up with a pragmatic solution. He said two things that led to breaking of the impasse, which is giving ‘Dignity to the Nagas’ and ‘Acknowledgement’ from the Government of India. 3. The problem of Naga Peace process also seems to stem from within the Naga tribes, the lack of consensus 2. What then is the Problem? within Naga tribes impinges the Peace process. 4. Are you saying that the Naga Political issue and struggle is on the verge of dying in the hands of young Nagas? I think young Nagas have forgotten the Naga issue because it’s so old and has become so complicated. What is the Naga issue? It’s impossible to define, it’s just confusing. 5. You said the key to solving the Naga issue is in its Simplicity, apparently the ordeal to this does not appear so simple. The simplicity here is, You start by saying sorry. That’s a closure to the bitterness of the past, for the bloodshed that has happened in Naga areas, for the misunderstandings that has happened in the past, that has caused so much of bitterness, but someone has to start that, to say that we are equals. There is no me and you. You can’t go back to the past and rewrite history, that’s not the option we have.

We have been able to manage insurgencies, we have not been able to address insurgencies. The Management has improved the situation. There was a time in Nagaland where I couldn’t have travelled anywhere without feeling scared, today I can. Today virtually there is no insurgency in Assam, Meghalaya, Tripura, and Nagaland. There is insurgency in Manipur. We have dealt with insurgency I think what we need to deal with now is Ethnic divide. I think next 20 years North East will actually witness very disturbing and painful ethnic divide, which could turn violent.
6. The Government of India has recently banned NSCN (K). Will this derail the Naga Peace Accord? I don’t think there was any option. It was very clear that they (GoI) could talk to only one group and it was convenient to deal with NSCN (IM) as it is also the strongest rebel organization. NSCN (K) walked out of the ceasefire and the Government of India found it very convenient to talk to NSCN (IM).

The Indian Virtual University for Peace and Education has conferred honorary doctorate to Er. Vekho Swuro in recognition of his historical research and youth development and specialization in Life of Netaji Subhash Chandra Bose. The certificate was given to him by Dr Ashok S. Allur, OSD, Horticulture University Karnataka, Bangalore on October 17. Er. Vekho Swuro is a born visionary leader from Ruzazho village under Phek district. From his early childhood, he has been shouldering various key leadership roles till date. He has been a student leader right from the village level to the State as student presidents and involved in various social activities for uplift of the poor and needy people, especially in rural areas. He did his B.Tech Civil at NERIST Itanagar in Arunachal Pradesh and served under Government of Nagaland as an Executive Engineer till 2012, from which he took voluntary retirement to serve the society through politics. He has been, and is an ambassador of peace and unity and a proponent of “dignity of Labour” especially for the youths. He was also a recipient of “Governor’s Award” for his contribution to the society. To his credit, he has authored and published seven books and still some in the process of publication and also invented a Naga smokeless dry oven. He took many projects out of his own expenses in order to uplift the socially and ec-

onomically backward people from the rural villages through various fields. He wrote books titled “Masonry work for selfemployment” and “House Painting for self-employment” to promote good work culture among the youths in Nagaland. He not only lectured on several occasions but also put his own hands training youths. He led the trained youths to different districts to give both theory and practical sessions. Today more than thousands of unemployed youths (School and college dropouts, educated unemployed) are self-employed and many more locals are getting trained. In recognition of this, the Government of Nagaland bought more than 6000 books from the author to distribute to the youths and gave training during the Year of Entrepreneur. Seeing the poor medical facilities and lack of health awareness in the villages, he started a research work travelling widely to different villages collecting data
and interviewing older folks on primitive herbs used for curing different diseases. After a long research, the data were put together in a booklet titled, “Doctor Tsoyi Kuhotüche” (Before reaching a Doctor). He printed the booklet and gave to the needy students to sell and support their studies with the profits they get. He also wrote a guidebook on “How to get Government Jobs in Nagaland” to help the rural people who hardly go to towns and cities and hence are helpless for seeking employment opportunities even if there are available. He wrote a guidebook on how to get government jobs to help people where to go for a specific work or service and how to approach, whom to approach etc. This book was also printed out and given to rural students to sell and use the profit for their school fees and study maintenance. Seeing the poor health condition of especially the villagers who use fire to dry food, he invented, “Naga Smokeless Dry Oven” to help the people eat more
healthy dried food. Many women are now getting daily earning through this oven for drying vegetables and other varieties. For his invention and outstanding contribution to the society, he received “Governor’s Award” in the year 2004. He travelled widely researching and collecting data from village to village interviewing all those who were associated with Netaji and worked with him during World War II through his own expenses and wrote a book titled, “Discovery of Subhash Chandra Bose Delhi Chalo Last Camp in Nagaland”. Government of India accepted the research and placed funds for tourist destination Centre at Chesezu village through tourism department government of Nagaland. Three advocates killed in road accident TINSuKIA, OCTOBER 18 (PTI): Three prominent advocates of the Tinsukia Bar Association in Assam were killed and another was seriously injured in a road accident near Maithang Gaon of this district, police said today. Tarun Gogoi orders probe into farmer suicide incident GuWAHATI, OCTOBER 18 (PTI): Assam Chief Minister Tarun Gogoi today ordered an inquiry by the Chief Secretary into the incident of a farmer suicide in the first week of September in Nalbari district. According to an official release, Gogoi asked Chief Secretary Vinod Kumar Pipersenia to find out the reasons behind the suicide of Dibakar Kalita of Tihu area. Gogoi also said the farmers can directly contact the Deputy Commissioners if they face any problem. The Chief Minister further directed all the DCs to resolve farmers' issues immediately. Meanwhile in a function to launch a scheme during the day, Gogoi said the state government is giving top priority in development of the villages. If the productivity of the farmers does not increase, the economy of the state will not grow, he added.

"Tripura Police have taken an initiative to register FIR (First Information Report) through an SMS or through an e-mail," said a police statement. The statement said the complaint must indicate the name and address of complainant, the nature of the offence and the place of occurrence. Earlier, Tripura Police as part of their initiatives to curb rising crimes against women launched a toll-free helpline number for women in distress to lodge their complaints. ULFA pact on cards before Assam assembly polls NEW DElHI, OCTOBER 18 (PTI): Ahead of the Assam assembly elections next year, the Centre may sign a peace accord with pro-talk faction of the ULFA to bring an end to the nearly four decades of insurgency in the northeastern state. Hectic parleys have been going on between central government's interlocutor P C Halder and the ULFA faction led by its 'chairman' Arabinda Rajkhowa almost every week for an amicable solution to the group's demands after it threatened to walk out of the talks if no solution comes by November-end. The peace accord may not be ready by November-end but Home Ministry is making efforts to finalise it well before the next year's assembly elections. "Efforts are on to achieve a breakthrough soon," Union Min-
ister of State for Home Kiren Rijiju told PTI. Elections to the 126-member Assam assembly are due in AprilMay next year. The BJP may try to take credit if an accord is signed before the polls in its bid to dislodge the Congress, which is ruling the state for three consecutive terms. "We want an early solution to the ULFA issue," Sports Minister Sarbananda Sonowal, the lone representative from Assam in the Modi council of ministers, told PTI. Prime Minister Narendra Modi, who oversaw the peace accord signed with Naga insurgent group NSCN-IM in August, is believed to be in favour of early conclusion of the peace agreement with ULFA. If a peace accord is signed in next two-three months, some of
the ULFA leaders are expected to contest the assembly elections. A former ULFA leader, Hira Sarania, is now an MP (Independent) in Lok Sabha after he successfully contested the 2014 Parliamentary elections. The Rajkhowa-led ULFA faction had begun unconditional talks with the Central government in 2011, despite strong opposition from the hardline wing led by Paresh Baruah, who is believed to be in Myanmar. Among other issues, ULFA's charter of demands include recognition of six communities in Assam -- Moran, Muttock, Tai Ahom, Koch Rajbongshi, Sootea and Tea Tribes -- as Scheduled Tribes (ST). "All these communities are now OBCs and as such there is no opposition from any quarter to their inclusion in the ST list.
But the government will have to take approval of the Parliament through a Constitution amendment bill," a Home Ministry official said. The Home Ministry has supported the proposal of inclusion of the six communities in the ST list and is in talks with the National Commission of Scheduled Tribes and the Tribal Affairs Ministry to draft and finalise a Bill which may be tabled in Parliament in the upcoming Winter session, if the related issues get resolved. The grant of tribal status to these six communities will lead to 50 per cent population of Assam becoming tribal or Assam turning into a tribal-dominated state. It will also facilitate fresh delimitation of assembly constituencies and significant increase in the number of ST seats in the

Owing to my Mongoloid features, people in India often think that I hail from Korea or China instead of the northeastern Indian state Manipur. It was no different when I set my foot in Singapore for the first time. People of the Lion City thought I must be from Indonesia or Malaysia or anywhere else - apart from India! But this time, it wasn't because of my facial features. As I was the only Indian journalist chosen for an assignment, I had no one to accompany me to my maiden visit to Singapore, where Indians are said to make up 9.2 percent of the total population of 5.5 million. And I am one of those people who are dependent on others - even for crossing roads! So, during my almost six-hour flight, which had a good number of Indian passengers, from New Delhi to here, all I did was pray to god that everything goes well. Once I landed, the heat and

A month-long campaign for reinstatement of premerger political status for the state of Manipur, launched by Coalition for Indigenous’ Rights (CIRCA), culminated here on Sunday. A massive awareness programme on the necessity of reinstallation of the pre-merger status marked the concluding day of the campaign, which kickstarted on September 30. Manipur became part of Indian Union after the Manipur Merger Agreement was signed between the Maharaja of Manipur, Bodhachandra and Government of India in 1949 at Meghalaya capital Shillong. Manipur, which existed as a sovereign kingdom since 33 A.D. had been "forcibly" merged with the dominion of India as a third class state under the Merger Agreement signed between Maharaja Bodhchandra and Vapal Pangunni Menon, Advisor to the Government of India in the Ministry of States at Shillong Government House on September 21, 1949. The awareness programme was held in various parts of the valley, which was participated by thousands of people who endorsed the demand
for restoration of the premerger status. The Pakhangba Flag of the former kingdom of Manipur was unfurled at the venues to commemorate the first Manipur Legislative Assembly Session held on October 18, 1948. Civil societies, including CIRCA, have maintained that demanding pre-merger status for Manipur is not anti-Indian at all. The 78th Maharaja of Manipur, Leishemba Sanajaoba took part in the awareness programme held at Khurai in Imphal East. The titular king said Manipur needed premerger status to address the backwardness of the state. Leishemba blamed the merger agreement for the gamut of issues plaguing the state and demanded immediate reinstatement of the political status. The successor of Maharaja Okendra and grandson of king Bodhachandra claimed that the age-old bond of brotherhood of the hills and plains has been disturbed by the merger which has also threatened the social fabric. Maharaja Leishemba is the "de jure" customary and constitutional king or monarch of the state who ascended its age-old "deitic throne" established by king Pakhangba in 33 A.D.
humidity reminded me of India. But as I boarded the cab, the music made me realise that I was miles away from my home country where most radio stations play Bollywood chartbusters. Nevertheless, I enjoyed the 1990s English pop songs by some of my favourites like the Backstreet Boys and Michael Learns to Rock. As soon as I reached my destination, I felt like crashing out. But the picturesque view, from the 16th floor, of Marina Bay and the city skyline through the floor-to-ceiling window caught my attention. The next day was packed with presentations and interactions for US film production studio Disney-Pixar's next animation film "The Good Dinosaur", set for a December 4 release in India. So, I didn't step out to explore the local cuisine or do anything 'touristy'. I started my day with a heavy breakfast. The hotel's buffet was an exhaustive one, but it was dominated by beef and pork dishes that I don't like to dig into. So, I went for the usual hash brown potatoes,
baked beans, chicken sausages and breads with their perfect partner - tea. Sadly, there was no masala tea. Yes, be it India or any foreign land, my standard question for the hotel staff is "Do you have masala tea?" Since they didn't, I asked for Darjeeling tea. I also tried chicken teppanyaki. The thinly sliced chicken breast reminded me of the chicken dish prepared by my mother. I believe it was because of the strong soy flavour. While relishing that, I spotted short-grain Japanese rice from my table. Being a hardcore rice eater, I couldn't resist myself from taking a few spoons of it. For a few seconds, I looked around and wondered what to team it up with. Then I saw some of the Indian dishes like chole, sambar and bhatoore. I couldn't help but notice that the bhatoore (fluffy deep-fried bread), looked more like puri (another deep-fried bread but unleavened). So, I told the chef about it. And the first thing he asked me was "How do you know?" I replied
saying "Because I am an Indian and I like bhatoore especially the ones stuffed with cottage cheese". He looked at me with raised eyebrows and said: "But you are too fair to be an Indian! I thought you were an Indonesian". That comment was absolutely new to me. Anyway, I thought that was an exception. But as the day proceeded, three more people doubted my nationality because of my light skin tone. In fact, one of them had roots in South India. She said: "In Singapore, most Indians are Madrasis (from Tamil Nadu). Since they are dusky, everyone assumes that all Indians are dark". Okay then! After wrapping up my work, I headed to Makansutra Gluttons Bay that serves Asian dishes under the open sky. It seemed to be a big draw for tourists, who mostly indulged in seafood. Soon, I found myself staring at numerous food stalls. If only I had a bigger stomach. After giving it a lot of thought, I ordered prawn dumplings with my all-time favourite chicken
rice. Served with a spicy sauce, the steamed dumplings in clear soup was quite filling. The chicken was tender and juicy though the crispy skin didn't tantalise my tastebuds. The rice was again short-grain and went well with the chicken. All this just for seven Singapore Dollars (over Rs.300). All stuffed, I walked around for a while before going back to the hotel, which was right across the road.c As I just had a few more hours in my hand, after sleeping for some time I had a quick breakfast and set out on foot to see the icon of Singapore - the Merlion, which is half-lion and half-fish that gushes a water fountain out of its mouth. Like other tourists, I also posed in front of the statue and took selfies. But the outcome wasn't great, thanks to the haze caused by the forest fires in Indonesia. Nevertheless, I enjoyed my one day and two nights stay in Singapore. Hopefully, if I visit the spick and span city again, the citizens won't confuse me for an Indonesian.
NEW DElHI, OCTOBER 18 (HT): Reassuring New Delhi that it won’t allow anti-Indian activity on its soil, Myanmar has resumed counter-insurgency operations against the Nationalist Socialist Council of Nagaland (Khaplang) group. The Thein Sein government gave this assurance to national security advisor Ajit Doval who flew in from Delhi to witness the signing of a ceasefire agreement between Naypyidaw and eight rebel armies on Thursday. Top sources said NSCN(K) leader SS Khaplang and insurgency group military commander Niki Sumi were not invited to the ceremony because Doval and the Centre’s Naga interlocutor RN Ravi were present. Doval met President Thein Sein and minister in the president’s office Aung Min during his 24-hour trip.
Even though Myanmar has a ceasefire agreement with NSCN (K) since March, the army launched operations inside its western borders with India against Khaplang insurgents on October 15. The Khaplang group has training camps across the Manipur border with Myanmar and across the Vijaynagar salient in Arunachal Pradesh. With India committed to stabilising the Northeast, Doval had discussions with the Myanmarese junta to ensure the weapons supply line from Ruili in China’s Yunan province is snapped by the Myanmar army and anti-India insurgents do not get refuge or patronage. Sources said Myanmar was keen Doval attend the ceasefire ceremony as India played a role behind the scenes to broker a truce between the government and rebel armies.

BSNL to allow landline users Forex Scam: Banks Face Sebi avail free call benefit on mobile Scrutiny for Disclosure Lapses MUMbAi, OctOber 18 (Pti): 7: As a multiagency probe continues in the alleged forex-based black money case involving thousands of crores of rupees, capital markets regulator Sebi and stock exchanges have now begun a scrutiny of several banks for any violation of the disclosure norms for listed firms. State-run Bank of Baroda and Oriental Bank of Commerce are among those facing the scrutiny, while stock exchanges have also sought clarifications from top private sector lenders - HDFC Bank and Axis Bank. A senior official said Sebi will take a decision on a formal probe after scrutiny of their replies to the notices issued by the stock exchanges, but prima facie the regulator is of the view that the disclosure norms
required banks to inform the shareholders as and when they came to know about the alleged lapses on part of some staff members. On the other hand, banks are of the view that they did not make the disclosure to the stock exchanges as the financial losses appeared to be ‘nil or insignificant’ at that point oftime and the public disclosure of those cases could have adversely impacted the outcome of international probes. The matter relates to alleged illegal money transfers amounting over several years to Hong Kong and possibly other foreign locations, which were passed off as payments for non-existent imports, but it came to light only this month. A Delhi court yesterday extended by six days
the ED custody of four persons, including an HDFC bank employee, arrested on money laundering charges in the Rs 6,000-crore remittances case of a Bank of Baroda (BoB) branch in Delhi. Separately, foreign exchange worth Rs 550 crore was remitted through 11 entities to Hong Kong on account of making import payments from a Ghaziabad branch of Oriental Bank of Commerce during 2006-10. The cases are being probed by CBI, ED, Income Tax Department and SFIO, among other agencies. As most of the banks whose names have come up are listed entities, capital markets regulator Sebi has asked the stock exchanges to seek clarifications from them and has also begun an internal
scrutiny of the matter. Besides, Sebi could also contact other agencies for their help, the official added. Among others, Axis Bank was yet to respond to the notice from the stock exchanges, while HDFC Bank said in its reply that the matter was being examined internally on top priority basis and it was extending full cooperation and support to the authorities in their investigations. Oriental Bank of Commerce said a Suspicious Transaction Report was sent to Financial Intelligence Unit (FIU) by the bank and a police complaint was also filed. However, most of the banks are yet to reply to direct queries on why these matters were not disclosed on the stock exchange platform for the benefit of investors, as required un-
der the listing norms. The most detailed reply so far has come from Bank of Baroda, which said that the matter came to its notice in July, 2015 after which it ordered internal investigations and the matter was also reported to CBI, ED and Finance Ministry. However, “the bank thought it proper not to disclose the same to stock exchanges” at that point of time because there was no financial loss or it might have been “insignificant”. Also, as the probes by the bank’s internal audit division and by the investigative agencies were in progress, it was thought it would be proper to wait for the final outcome of the investigation, the bank said in its reply to clarifications sought by the surveillance and supervision department of the BSE.
New Delhi, OctOber 18 (Pti): BSNL mobile subscribers will soon be able to avail free calling benefits offered on their landline phone as the state-run firm is going to roll out a convergence platform that will sync subscribers’ mobile and fixed line connections. “We are in the process of rolling out fix mobile convergence platform by Diwali. This will enable consumers avail value added service in mobile phones, make free night calls from mobile phones if they have subscribed to landline and host of other modern facilities,” BSNL Chairman and MD Anupam Shrivastava told PTI. He said that with this roll out, consumers will be able to link their mobile and landline accounts. “The sync between the two accounts will be such that it will enable our subscribers receive their landline calls on mobile phones,” Shrivastava said. BSNL has invested over Rs 400 crore to modernise its landlines. The company slipped to sixth position in terms of overall subscriber base in April. At the end of August, BSNL’s total subscriber base was around Rs 7.8 crore. After a long period, BSNL in July and August 2015 ranked among top five mobile players in terms of net addition of monthly subscribers. BSNL, however,
has been losing customers in landline space despite offering free night calls from landline to any phone in India. “We have been able to arrest decline rate in landline connections. In a few months and with launch of fix mobile convergence, our landline should turn positive. We have already turned gainer for mobile subscribers under mobile number portability scheme,” Shrivastava said. The company has launched free roaming scheme which enables its subscribers to attend free incoming calls while traveling anywhere in the country at no extra cost. “Free roaming scheme has become one of the major growth drivers for uptake in mobile subscriber number,” Shrivastava added. The company is also in the process to tie up with Hitachi’s ATM business unit, which will allow its landline customers, who pay bill offline, to make payment anytime during the day. “Many landline users still pay bill at our counter. The counters are open for limited time and between peak office hours i.e. 10am - 2pm. We are partnering with Hitachi. Itwill install ATM at our premise, which will also accept cash. BSNL customers will be able to pay their bills at this ATM as per their convenience,” Shrivastava said.
Indian media, entertainment Police raid Volkswagen offices in emission scandal Rail Neer scam: CBI to dig deep, to probe can be $100 bn industry: CII company & Rly officials New Delhi, OctOber 18 (iANS): Indian media and entertainment industry has the potential to log $100 billion (Rs.650,000 crore) turn over by 2025 provided it gets adequate infrastructure and government support, the Confederation of Indian Industry (CII) said on Sunday. “Indian media and entertainment industry has the potential to reach $100 billion by 2025,” the CII said on the eve of its two-day Big Picture Summit beginning here on Monday. “This would imply growth to Rs.210,000-250,000 crore by 2020. Such robust growth can come only on the back of enabling infrastructure and the support of the government and the industry itself,” a CII and Boston Consulting Group vision paper prepared for the summit said. “With a growth potential of 13-16 percent year-on-year it has the potential to emerge as one of the largest employment providers, contributing significantly to the gross domestic product,” said the paper titled Vision 2020 Document on Media and Entertainment Sector. The current size of the industry is esimated at about Rs.115,000 crore. Digital media advertising in 2014 grew at a staggering 44.5 percent in 2014 over the previous year. “The next decade will see a con-
sumption explosion with the rapid growth of digital media. India already has 250-300 million digital screens which include smart phones, tablets, laptops and PCs,” said CII director general Chandrajit Banerjee. “This is more than the number of TV and film screens put together. This number is projected to multiply to 600 million screens by 2020, implying that every second Indian will have a personal media consumption device. The impact of this will be massive,” he added. For the films sector, however, 2014 presented a mixed picture, with a handful of box-office records, while several more were unable to attract audiences. Thus, overall profitability was impacted. Actor-producer Ajay Devgn and veteran actress Sharmila Tagore are among those likely to participate in the summit during October 19-20. The report says the next decade could also provide India the opportunity to emerge as a global media and entertainment hub. “Unlike mature Western markets, digital media could expand the overall market size by tapping into latent demand and driving new media consumption rather than merely replacing other, more traditional platforms,” Kanchan Samtani, partner at Boston Consulting Group said.

In addition to the costs of repairing so many vehicles, the once-respected automaker now faces billions of euros (dollars) in potential fines and legal costs, aside from the incalculable fallout from lost sales and diminished customer trust. The auto giant has said it will recall a total of 8.5 million diesel vehicles in Europe alone.

PAriS, OctOber 18 (AFP): Police have raided Volkswagen’s French headquarters over an investigation into the massive pollution-cheating scandal that has engulfed the German auto giant, a judicial source said today. Investigators searched the company’s main office in VillersCotterets in northern France Friday, as well as another office near Paris, seizing documents and computer hardware in the process, the source added. Like other countries, France has opened a probe into possible fraud over the pollution-cheating software installed in diesel engines by Volkswagen, which has admitted that 11 million vehicles worldwide are equipped with the programme that dupes emission testing. Nearly one million diesel cars of the Volkswagen brands - VW, Audi, Skoda and Seat - have been sold in France in recent years fitted with the pollution-cheating software, according to VW’s French unit. The World Health Organization in 2012 declared emissions from diesel engines to be carcinogenic. Some of the vehicles with the cheat devices were found to emit

New Delhi, OctOber 18 (Pti): A company and a society, linked to suspended Railway officials facing CBI probe in connection with alleged corruption in supply of packaged drinking water in premium trains, have come under the agency’s scanner which suspects these were used for camouflaging illegal remittances received from private caterers. CBI sources said Sandeep Silas, a 1984-batch Indian Railway Traffic Service (IRTS) officer, has been involved in a project of his own, besides, being a very active player in the cultural scene of the national capital. The project run by Silas, Garland of Peace, has come under the scanner of the agency which will see weather any bribes were paid through it, they said, adding that all funds which came to the project and other cultural activities of Silas would also be probed. Sources said a company run by the son of M S Chaliam, another Railway officer facing CBI probe in the case, has also come under the probe of the agency. CBI suspects private catering companies could have paid illegal remittances to theofficer through the company run by his son for alleged favours shown to them for supplying inferior quality of packaged drinking water on premium trains. The sources clarified that both the angles were at the initial stage of probe, which would be investigated in depth to arrive at any logical conclusion.

'Many schools on verge of collapsing' NNC observes Naga National Martyrs' Day KOhima, OctOber 18 (mexN): The Naga National Council (NNC) observed the Naga National Martyrs' Day in various regions with the reading of the Holy Bible and prayer, laying wreaths, and organizing function in remembrance of the Naga martyrs. A press release from NNC Information & Publicity wing informed that in Yimchungrü Region, the Acting President along with the regional members observed the occasion. In Lotha Region, the Regional President with his officials and regional members observed the day; different SubRegional Council under Lotha Region also observed it.
First phase of KSU's education tour concludes Dimapur, OctOber 18 (mexN): The Kyong Students’ Union (KSU) officials, who visited various government schools in Wokha District as a part of its education tour, found out many schools, constructed way back in 1960-70, were on verge of collapsing. Naga Hoho clarifies to Ao Senden Dimapur, OctOber 18 (mexN): The Naga Hoho in its Federal Assembly 2013-18 has clarified to the Ao Senden on its constitution Article 3 (4) and Article 4 (2). According to Resolution V of the Assembly, a “healthy discussion” was held on agenda put up by Ao Senden on the aforesaid Articles of Naga Hoho Constitution. The Executives and the Advisor of Naga Hoho clarified on the provisions of Constitution with particular reference to participation of women in Naga Hoho and its proceedings.

T
he Naga National Prayer House was dedicated on September 15, 1990. Hence, the organizing committee decided to have Thanks Giving Prayer Programme remembering its 25th year of praying together. With simple programme, the committee prepared for around 300 to 350 people for the gathering of the day. Yet in a miracle, many people turn up in the programme, where 911 people enjoyed the feast. Besides the printed programme, some VIPs, public leaders, prayer warriors attended with great enthusiasm, warmly grace the service. Among them Murohu Chotso DC Phek, Wetshope Krome DIG (Police Nagaland), Shevotso Rhakho, Kupota Khesoh, Kuvepoyi Lohe (Public Leaders and Solid workers), Vezoi Rhakho Chaplain 19th Const. NPF, Avilie, Chairman Nagaland for Christ Prayer Centre Seithekie, Ciekhupa, Chairman Chokriba Prayer centre, all of them gave short speeches based on gratitude's greeting exhortations that the service continued from 9:00 AM to 3:30 PM with full attention and adoration. The committee conveyed its deepest concern and gratitude to all the delegates, participants, co workers, prayer warriors and well wishers for bringing the programme to a warm and successful conclusion. While praying together, the spirit of God spoke to one of His servants on September 14, 2015 during the time of prayer & fasting saying, "People thought in their minds of this programme as a very small and insignificant. Yet I will make it very great and you will know it by the signs and the symbols that I shall do for you". To another servant at mid-night prayer on September 14, 2015 God spoke saying, "Hey Shisa Hoho people, know yet not that I was with you by cloud, by rain, calm weather and in sun shine? But I will show you the signs/symbols tomorrow, open your eyes and look to the east and west". True to God's revelation, a peculiar bright light phenomenally unusual, mixed with yellowish and bluish colour appeared in the east with white cloud stretched above the atmospher-
ic horizon with the yellow colour light flashing over the surface forming yellowish atmosphere that appeared on the east side of the village between 3:00 to 3:30/40 AM and disappeared followed by the darkness enveloping the horizon as it was still dark. After the marvelous sight on the east disappeared, a spectacular rainbow, encircled the western side of the village. The miraculous view of the rainbow was that the upper one slowly disappeared creating the tower circle developing its fullest colour vividly forming very beautiful that human tongue cannot express to the full. See the photographs of both the signs of east and west. Adding to the miracles stated above, another view of a full colour rainbow appeared above the village in a straight line at noon say around 12:00 noon when the Thanks giving service was in full swim. Mention may also be make that 25 years ago during the 1st prayer and fasting session after dedication of this very prayer house, rainbow encircled this prayer house around 3:00 AM to the great inspiration of the praying members by the Holy Spirit. It was also prophesied tong ago before the coming up of this prayer house that the blessing of UN Seti of Ighanumi village has come to Kutsapo village through His servant Vevotsolu Chizo by the Holy Spirit. Dear readers and believers in Christ, Kutsapo village or for that matter, this particular prayer house may be very insignificant before the people as far as human endeavors are concerned. However, the continuous signs and miracles speaks volumes of God’s love for Nagas and more so, the Naga National workers. Therefore, let us turn and look onto His will to renew our faith and spirit and retain His first love. It is the will of our Almighty God for a reconciled Naga Nation. Nagas are Divided but The Truth is One
he aspiration of the Nagas was the Nationhood of the united Nagas living in contiguous areas to be a sovereign nation. The political cradle was Naga club and from Naga club later Naga National Council was formed . Phizo was the third President of NNC but the first President of the Naga National Movement for Independence basing on the Memorandum of the Naga elders to the Simon Commission in 1929 . Under his leadership the Naga Plebiscite was performed by the Nagas of Naga Hills District but with the vision and on behalf of all of the Nagas . The Naga National Council had formed the Federal Government of Nagaland on March 22 , 1956 . This has to
be the recognized day of formation of Naga National Government . The Federal Government of Nagaland and the Government of India had entered into a ceasefire Agreement on September 6 , 1964 and peace talk was started at the highest level . The talk met with an impasse and could not have a breakthrough and the GoI had abrogated the ceasefire unilaterally and full military measure was used to suppress Independence movement . Major crises had cropped up in the National movement as a consequence of the failure of the talk . The Revolutionary Government was formed in 1968 and the Shillong Accord was signed
in 1975 . The Shillong Accord was a loss to the Nagas but was neither a gain for the GoI . Though the signatories were the persons of NNC and FGN , it was in the name of Underground Representative only and it was in the manner of being under duress but the Naga National Movement was paralysed . The Shillong Accord confused all of the Nagas . Even the signatories were in confusion. As stated in the past , if they said , “ We have done what we do not want to do under circumstances that is to save the suffering and dying public “. If they said so , they have not to be blamed , but because of their confused statement , the people were confused .
The Naga National Movement could not proceed further. In the mean time , the China returned group had formed NSCN and it split into ( I – M) and ( K ) . The NNC was not a political party but the Naga political institution , but since the formation of the NSCN , NNC became a political party . Now there are two political parties and more parties may come up . But the principle of the Naga National Movement is one .If any group deviates from it , it is not a genuine party . NNC stood for the National principle and now NNC was disorganized and got in quagmire . The NSCN ( I – M ) had superseded the Shillong Accord and resuscitated the Naga
National Movement and has been a party to the current talk with the GoI for 18 years . They have to do anything on the principle laid down by NNC . They are “ Socialist ‘’ but Socialism cannot be applied in running the Government because the Naga people are a people of democratic heritage . But whatever may be the outcome of the 18 years talk , nobody can oppose it because whether high or low , it will be a consensus acceptable and honourable to both sides and anything which is unacceptable and unhonourable to the GoI in the present context of the talk will be impossible . A Tribute by Gen (Retd) Viyalie Metha, Kedahge, FGN on 64th Martyrs Day Fellow Countrymen, oday we have again arrived at a day of solemn occasion to observe and remember the Naga patriots and national leaders who have fallen Martyrs for the cause of our Naga Nation. Sixty three years ago on October18, 1952, a Naga Judge, Zasibito Nagi was killed in cold blood by the Indian armed forces in broad daylight. This brutal act was done in the midst of a peaceful demonstration staged in Kohima Town by the Naga public against atrocities committed by the armed forces. As if this heinous act was not enough, this act was followed by the killing of tens of thousands of our people, young and old by barbarous Indian armed forces which continues even today. The unceasing Indo-Naga conflict was started by the Indian invasion of Nagaland in the year 1954 with the aim to annex Nagaland to India. This event stands as a record breaking historic event in the modern world of the Computer era. Now Indian Leaders could no longer deny but acknowledge the history of Nagaland as unique which affirms the rights of Nagaland as a nation. This was so because our forefathers under the leadership of A.Z.Phizo laid our National foundation, taking great care for the

future of Nagaland which cannot be altered or denied by anyone. In this matter, it is recalled that, when it was imminent for the British to withdraw its colonial rule over the East Asian countries, our leaders had taken care that there should be no misunderstandings with our neighbouring countries after the phenomenal change that was going to take place. They personally took the pains to travel all through Assam to New Delhi, to meet the Indian leaders such as Mahatma Gandhi, Md. Ali Jeenah, Jawaharlal Nehru, Raja Gopalachari, Gopinath Bordoloi and others. Our leaders clearly told them that Nagas are not Indians and would not be a part in India. And Mahatma Gandhi, the Father of the Indian Nation said ‘we do not want the British and they are going; if you say you are not Indian then the matter ends there.’ And thus Nagas, after clearing all doubts declared their Independence on 14th. August 1947 a day before India attained her own independence from the British rulers. Naga martyrdom in their self defence and war with India was caused by India herself as it tried to intimidate the tiny population with their mighty military powers to annex Nagaland. In the beginning the Indian
armed forces manhandled Naga civilians then ruthless torture and killings followed. They raped and killed our women, burned our Villages and granaries and all able persons were taken for forced labour. Paddy fields were ruined; cattle and domestic animals were let loose leading to destruction of fields and vegetable gardens. Because of these brutal acts in the year 1956 Nagas also took up arms to defend their Homeland. Throughout all these years of war with India, the Naga Army maintained their best disciplined tradition so that in the ferocious war, not even a single noncombatant Indian civilian was killed. Historically, traditionally, culturally and religiously or racially, Nagas and Indians had nothing in common; therefore, it is most regrettable on the part of India to claim Nagaland as part of India. On the other hand, if India desires to conquer tiny Nagaland, the word conquest is far-gone in this modern world. And India, a strong self canvassing contender for a prestigious Seat in UN Security Council need to think twice before demanding such a prestigious status. Today is a day for all Nagas to honour and mourn our National Heroes who had laid down their lives for us. It was for
their sacrifice that we are what we are today. Though we continue to suffer in the hands of the aggressors, we have overcome most of them. We could survive and are able to keep what belongs to us as ours. At the same time let us not forget that the Almighty God, who created our being, marked our portion of land to live in and multiply in His name. Praises be to God for all His deeds and ceaseless protection for Nagaland. It is my appeal to our people to be aware of any further enemy’s evil designs aiming to create confusions and misunderstandings among our people. Petty misunderstandings and differences should not hinder our common national cause. We should not be deterred; till our objective is fulfilled which is to be a man among men and a nation among nations. The dead have died with all their noble sacrifices leaving the primary task for us the living to hold the line for our nation and our people, so that all may be comforted and happy in the end. Intolerance— Modi must act
I
n the last six months to a year, change across India is visible at different levels, be it in society, politics, economy and the overall policy under the BJP led NDA government headed by Prime Minister Narendra Modi. On the one hand there is reason to be happy because policy paralysis under the previous Congress regime has given way to some momentum as far as governance of the country goes. Also there is a general perception that the Modi government has done better when it comes to putting a check on corruption besides making the effort towards transparency and probity in public life. The bureaucracy has also been reinvigorated to perform and deliver. On the economic and foreign policy front there is quite an excitement over announcement of recent big ticket programmes such as ‘Make In India’ and the push for a security council seat at the United Nations. On the political front, except for a brief disappointment in the Delhi Assembly election where the Aam Admi Party (AAP) won a landslide victory, Modi has been able to retain his all-India popularity. Add to this, Modi’s leadership is now globally recognized across the most powerful countries and among the renowned centres of business and technology. There is therefore a good feel factor when it comes to the bright lights of acclaim and fame that brand Modi has generated in a media driven environment. At another level that is completely at variance with this super-star image of Modi and his government is the climate of intolerance and polarisation taking place in the real India—far from the power centres of the UN in New York, the Facebook Headquarters in California or the euphoria of addressing Non Resident Indians (NRIs) at the Madison Square Garden and other global capitals during his innumerable foreign visits. Though such an observation may be too far-fetched yet the silence of the Prime Minister on many of the unfortunate incidents taking place across the country, it would seem that Modi has done a far better job in foreign shores while in India it is the hard-line elements within the BJP and the RSS who are doing a better job in imposing their agenda. Such insensitive statements, like the one made by senior BJP leader that those who eat beef should go to Pakistan, is doing more harm to the communal divide. And failure to rein in such divisive politics has emboldened more frenzy leading to incidents such as Dadri where a Muslim man was killed on the mere suspicion that he was keeping beef in his home. The latest is the RSS mouthpiece, Panchjanya, which has justified the Dadri killing by arguing that the Vedas order the killing of ‘sinners’ who slaughter cows. Unless fanatics on all sides are reined in, the principle ‘unity in diversity’, which has kept India together, faces the danger of breakdown. Prime Minister Modi will hopefully take the high road to uniting the country in the face of the deep polarisation. While political parties or social organizations may have their ideology or even religious beliefs to preach and propagate, when in power, no matter the majority, the government of the day should not lose sight of the constitution and the noble principles and ideals that keep the country together. Intolerance against the other goes against the very idea of India. The rule of law and not some religious dogma should govern the country. Mr Modi must restore the primacy of the constitution. nalyses coming out of Israel & Palestine are floating in a feeling that the pressure is building & will burst. If not this year, then soon. The next generation has come of age. There is a yearning for this eruption, at least in the pages and social media passing before me - out of pain, anger, frustration and outrage. An intensity of pent-up, impotent fury at the vicious inhumanity of those holding a people captive while violating all the laws of humanity and at the vapid cowardice and selfish indifference of the governments and nations watching this without lifting a finger. But an uprising will not be how this is brought to an end. An uprising will cause violence, death & horror – ruptured limbs and homes, blood, whose explosive tangibility for a moment lets fury and pain flow outward, instead of surging helplessly within. An uprising that embodies, in all its violence, the yearning for once, to finally live freely and at peace, outside the cage built by Israel. But it will still be an uprising in a cage. And the cage will not bend. The only way this will end will be for Israel either to consciously choose to begin taking apart the cage or for Israel to be torn apart by what such cages do to every cage-builder: turn them ever more into the beast that they imagined was out there, seeking to destroy them, but which is actually within. Israel must take apart the cage, or the nation will be torn apart by the rapacious violence that cages unleash in those who build them. It is, after all, a cage held together by blood, by the broken bodies of those eaten by the cage and by the corrosive acid rising from within as Israeli society eats its own humanity. As it eats another's life, land and soul. This can only be sustained for so long before its people lose faith, flee, or eat each other. There are some in Israel who know this. Better than anyone outside Israel can know and feel this. Palestine is too weak to disrupt Israel's hold. An uprising will be a blood sacrifice, nothing more. I do not want that ritual. I do not want those young men to rise, beautiful with the pure life of youth about to be shot in mid-leap, about to lie bloody, distorted and ugly with death in the hungry dust. However much and however justly the words of others passing before me want the uprising. This is painful. Because of course one wants the end of Israel's occupation to not depend on Israel itself, but to be in the hands of those it denigrates and spits upon. But, for now, Israel is too powerful. An uprising may shore up pride, assert the will to live, to be human, the right to life, land, and dignity. But it will not change the brutal facts on the ground. I say this to the pages passing before me & to my own desire within, a desire I also sense in others: the lure of imagining violence can be a solution to violence & the temptation that comes with it to support others rising up uselessly as a way of channeling my own horror and outrage. Instead, this is what we must make do with, for now: Israel is rotting from within: day by day it is losing itself, with every woman it shoots, man it tortures, child it arrests, drop of ground and water it wrests away from those it hates, despises and humiliates. The rot is not visible, hidden by shiny guns, sunny houses, vibrant life. But its stink reaches all the way to here. Even as our countries simply watch.

The need for reparatory justice A former prime minister of Jamaica calls David Cameron out for side-stepping calls for reparations and diminishing the continuing present of slavery in his address to Jamaica's parliament Dear Prime Minister Cameron, We who belong to the Commonwealth Parliamentary Association and cherish the value of the Westminster tradition should seek continually to foster rather than diminish it. Given the honour which you were afforded to address the Joint Sitting of Jamaica’s Parliament on Tuesday, September 30, 2015, the traditional Parliamentary right of debate and reply could not be exercised by any of our Members who were in attendance. As I watched your presentation, knowing them on both sides of the aisle as I do, their good behaviour which you commended ought not to be interpreted as acquiescence in everything you said. The gifts you presented in Gordon House were both welcome and timely. Only the shrewdest observers of Parliamentary custom would have noticed that the package you offered discreetly omitted any mention of a £25 million contribution for the building of a Prison. That was understandable, as what exists constitutes no more than a Non-binding Memorandum of Understanding. You rightfully appreciated that its inclusion would have been premature as the framework Agreement has to be followed by further intensive negotiations and then the requisite legislation. You wisely chose instead to add there the announcement of £30 million to make our hospitals more resilient to natural disasters. Given our vulnerability and the danger of climate change, this donation was highly appreciated. Despite your recognition of not being “the only show in town”, the words of strengthening the bonds of friendship and the down-payment you brought would have been well received throughout the entire Caribbean. Prime Minister, The most noble intentions were jarred by those portions of your address which asserted that slavery was a long time ago, in the historical past and “as friends we can move on together to build for the future.” Your host, The Most Hon. Portia Simpson-Miller, in her gracious welcome referred to the difficult issue of reparation which should be discussed in “a spirit of mutual respect, openness and understanding as we seek to actively engage the UK on the matter.” You chose instead to throw down the gauntlet. Mere acknowledgement of its horror will not suffice. It was and still is a most heinous crime against humanity—a stain which cannot be removed merely by the passage of time. Those who perished in the Middle Passage and the fatal victims on the sugar plantations were victims of genocide. This is a crime in accordance with

n Saturday, Oct 10, over one hundred people were killed at a peace rally in Ankara by suicide bombers. It was the worst terrorist attack ever recorded on Turkish soil. The rally had been organised by trade unions in favour of peace between Turkish state authorities and the Kurdistan Workers’ Party (PKK), with support from the Peoples’ Democratic Party (HDP). In the aftermath of the attack, the Turkish prime minister’s office banned media coverage, citing “security reasons”. Meanwhile, Twitter and other social media went down. Despite these obstacles, some local media groups disobeyed the ministry’s orders and many people accessed social media through virtual private networks (VPN). As reported in The Guardian, prime minister Ahmet Davutoğlu first claimed that the attacks could have been carried out by ISIS, Kurdish militants or far-leftist militants. At the same time the Turkish minister for forestry and water, Veysel Eroglu, put blame on the peace rally’s organisers, saying, “Our people need to be careful of such provocateurs that organise terrorist demonstrations in order to incite discord in social harmony.” But this post is not about the terrorist attacks in Ankara. It is about a concept people are calling “political trust”. It’s the kind of thing that gets undermined when politicians routinely refer to their opponents as “terrorists” to score political points, or when the State’s initial response to an atrocity is to do its best to restrict access to information, citing a vague logic of security. It is tempting for Europeans to believe that this response is specific to Turkey’s singularly authoritarian regime, that such a heavy handed approach is unlikely in EU Member States. This is not only racist, but false.
International Law. The attempt to trivialise and diminish the significance of 300 years of British enslavement of Africans and the trade in their bodies reflect the continued ethnic targeting of our ancestors and their progeny for discriminatory treatment in both the annals of history and in the present. The 180 years of slavery in Jamaica remain fresh in living memory. There are people alive in Jamaica today whose great grandparents were a part of the slavery system and the memory of slavery still lingers in these households and communities. Those 180 years were followed by another 100 years of imposed racial apartheid in which these families were racially oppressed by British armies and colonial machinery. The scars of this oppression are still alive in the minds and hearts of million Jamaicans. To speak of slavery as something from the Middle Ages is insufficient. For our communities its legacies are still present in their memory and emotions. To reject this living experience is to repudiate the very meaning and existence of these people’s lives. How can we simply forget it and move on to the future? If there is no explicit admission of guilt now, when will be the proper time? You argue that Britain abolished the slave system and the credit for this resonates in the British Parliament today and shows British compassion and diplomacy. Where is the prior confession that Britain fashioned, legalised, perpetuated and prospered from the slave trade? Indeed, the facts speak to a different explanation. In Jamaica the enslaved led by Sam Sharpe tried to abolish slavery themselves three years before your Parliament acted. The British army destroyed these freedom fighters and executed their leaders. This attempt to destroy the seed of freedom and justice in Jamaica continued for another hundred years. In 1865 the peasants sought to occupy Crown lands in order to survive widespread hunger. The British government sent in the army and massacred those people, executing Paul Bogle, George William Gordon and other Leaders. Furthermore, the British Act of Emancipation reflected that the enslaved people of Jamaica were not human but property. The 800,000 Africans in the Caribbean and elsewhere were valued at £47 million. The government
agreed to compensate the slave owners £20 million, and passed an Emancipation Act in which the enslaved had to work free for another four to six years in order to work off the £27 million promised to slave owners. It was they who paid for their eventual freedom. The enslaved paid more than 50 percent of the cost of their market value in compensation to slave owners. This is what your Emancipation Act did. The enslaved got nothing by way of compensation. The Act of Emancipation was self serving and was designed to support British national commercial interests alone. You have refused to apologise. Yet your Government has apologised to everyone else for horrid crimes. Are we not worthy of an apology or less deserving? Mere acknowledgement of the crime is insufficient. The international community and international law call for formal apologies when crimes against humanity are committed. The UN has deemed slave trading and slavery as crimes against humanity. The refusal to apologise is a refusal to take responsibility for the crime. In a law abiding world this is not acceptable. Recently you urged your own nation to keep the memory of the Jewish experience alive in memorials and education curricula. We urge you to do the same for the black experience which remains before us all. It is precisely because we all want to move on that the reparatory justice movement is alive and growing. We all want to move on, but with justice and equality. Contrary to your view, the Caribbean people will never emerge completely from the “long, dark shadow” of slavery until there is full confession of guilt by those who committed this evil atrocity. “The resilience and spirit of its people” is no ground to impair the solemnity of a privileged Parliamentary occasion and allow the memory of our ancestors to be offended once again. The Caribbean people have long been looking to the future. This is what we do in our development visions, but these legacies are like millstones around our necks. We look to reparatory justice as the beginning of shaping a new future. We invite Britain to engage in removing this blot on human civilisation so that together we can create a new and secure future. Political trust or trust in political institutions? Carlos delclós
When States lack social legitimacy, a lack of trust in politicians or political parties is merely a symptom of this. Who then do we turn to? After the Madrid train bombings on 11 March 2004, which killed 193 people and injured 1,858, the Spanish government, led by José María Aznar’s Popular Party, lied to the Spanish people to make them believe that the attacks had been perpetrated by Basque Country and Freedom (ETA), when they knew it had been carried out by Al Qaeda. Like the attack in Turkey, these took place in the buildup to general elections. The Aznar government’s story was intended to maximise electoral profit. This was not even the most recent case of the Popular Party referring to its opponents as terrorists. When the remarkably successful Spanish Mortgage Victims’ Platform (PAH)—a social movement known for its peaceful civil disobedience—responded to the Popular Party’s rejection of its massively supported citizen-initiated legislation by holding protests outside the homes of politicians, several Popular Party officials repeatedly referred to protestors and their spokespeople as “terrorists” or “Nazis” in the media. They have taken
a similar approach in their dealings with the upstart leftist party Podemos, constantly accusing them of harbouring sympathy for ETA. Interest in the concept of “political trust” is likely rising as a result of the wave of protests that have taken place over recent years in Tunisia, Egypt, Greece, Spain, Turkey or Brazil, which are usually linked to some form of disaffection resulting from a combination of unpopular legislation and corruption. In the light of these protests, the question that is often posed is that of what might be done to restore political trust…? But, posed in this context, doesn’t the question assume a narrow definition of political trust, one that equates it with trust in political institutions that are unable to confront the material realities they are embedded in? What if we consider political action—and trust is very much an action—as something that exists beyond the reach of formal institutions? In most of the countries that saw large-scale protests, broad movements generated a considerable amount of

political trust between ordinary people who organised themselves around a common set of needs that were not only left unmet by the State and supranational institutions, but sold off for the benefit of private interests. Since late 2010 we have seen streets fill with acts of mutual aid and solidarity around these common needs, which include housing, public space, water, health care, education, culture, information and so on. And they have done so under conditions that frequently required people to take risks for one another, On many occasions, States have responded by trying to destabilise these bonds through slander and coercion. But these efforts should be seen as a sign of States’ lack of social legitimacy; a lack of trust in politicians or political parties is merely a symptom of this. To illustrate this point, let us return to Ankara. According to eyewitnesses cited in the above mentioned article in The Guardian, ambulances could not immediately reach the scene of the attack because police were obstructing the quick evacuation of the wounded from the square. The video below appears to support those accounts, showing protestors confronting police to open up a corridor for the ambulance to go through. Again, the people demonstrate a trust in one another that, in their opposition to State security forces, is profoundly political. Perhaps it would be wise to build on the bonds emerging there, among the people in the swarm, between those people and the workers in the ambulance, rather than rely on the bonds being broken by the retreating police. It could very well be that the question is not why people trust formal institutions less, but why those institutions don’t trust them more?

The ecoNomics NoBel A Soil Pilgrimage
W
hen Angus Deaton was told that he won the Sveriges Riksbank Prize in Economic Sciences in memory of Alfred Nobel(Nobel Prize in Economics) for his “analysis of consumption, poverty and welfare,” he was delighted. He explained that ‘you know it's a possibility but you also know it's a fairly remote probability.’ This concern with empirics is what has animated Deaton’s research. What is possible may not be highly probable. Professor Deaton began his career at Cambridge University before he moved to Princeton in 1983 where he is currently the Dwight D. Eisenhower Professor of Economics and International Affairs at the Woodrow Wilson School of Public and International Affairs and the Economics Department.
The Early Years and his Research Coda Angus Deaton was born in Scotland in 1945 a fact he shares with Adam Smith the father of economics. However, unlike Smith who was more interested in providing broad theories of organizing production and exchange and providing a philosophical grounding to the fledgling political economy profession, for Deaton, economics consisted of 3 strands. The first strand was formulating theories on economic behavior that gave a consistent story about why things happen in the manner it happens, to see how the evidence measured up to the stories that were told linking the different strands and most crucially writing lucidly so as to bring out the mechanisms that linked the theory to the evidence seen. He further explains that the core of his research methodology lay in finding and explaining puzzles. Puzzles are empirical facts that he notices which contradict the theory underlying the processes. Typically in economics there is an undue emphasis on theoretical formulations with very a very narrow focus and with no move towardstesting empirically how well these formulationsmeasure up in the real world. But, for Deaton, since economics dealt with people, the only way to be relevant was to cross check whether the predictions of the theory actually occurred or not. This was when he frequently came face to face with puzzles- facts and data that do not square up with theory. The first of many such puzzles he tried to unravel was the nature of

consumption he observed in the data.
much as depend on income as it depends on the lifetime events and the shocks that individuals face. Thus individuals with the same levels of professional education would vary substantially in the levels of consumption as they progress in age. This latter finding had great implications for the study of inequality to which Deaton would turn to later in his career. Thus a given group of people otherwise identical in their professional abilities would have very divergent living standards that tend to increasingly diverge over time. This divergence could not be explained away by ability but by other shocks that they accumulated during their lives. His examination of theories of consumption seamlessly fit into the conundrums he has seen in nutrition and consumption data in India. His academic papers along with Jean Dreze examine detail how the pattern of consumption has changed with the calorific consumption falling continuously for the past 20 years. This has occurred inspite of the higher economic growth witnessed in our country. The fall in calorie consumption has occurred inspite of India having the highest proportion of stunted people and children in the world. Though Deaton and Dreze do not posit a reason for this fact, they speculate that this might be due to the slow shift away from manual labour by the population and hence a reduction in calorific intake. But Deaton the ever-cautious mentioning that there are ‘only fragments of evidence’ for this claim and awaits more ‘direct evidence on activity levels and the associated calorie requirements’ before asserting any further.
Empirics of Consumption Behaviour Trying to estimate parameters using the linear expenditure systems he found that price elasticity of demand it varied proportionately with income elasticity. This was a puzzling fact because theory predicted no such relationship. Confronted with this evidence, Deaton along with John Muellbauer proposed a more flexible functional form in 1980 to be known as “Almost Ideal Demand System.” Researchers continue to use the AIDS to estimate demand functions even today. The book that they co-authored in 1980, “Economics of Consumer Behaviour,” is still used as a reference text book by many students of economics. His interest in development economics led him to collaborate with Christina Paxson now President of Brown University in the 1980s. Deaton mentions how they rejected the life-cycle hypothesis of consumption as the evidence from crosscountry data never measured up. The life-cycle hypothesis predicts that people maximize their savings and their riches when they are in their middle ages before they slowly draw don their savings. One prediction of this theory is that higher the growth rate of income higher is the savings rate in the economy. However, they examined the data and found that the evidence in terms of magnitude of savings could not be explained by the theory. They discovered the validity of the permanent income hypothesis which maintained that consumption was not a function of income but a function of a series of discounted future consumption that individuals expect and that have been brought forward by a suitable discount Development factor. World Bank in the Living Standards Measurement Study (LSMS). These are household surveys that are conducted by the World Bank and those that give a lot of care and attention to the manner in which the data are collected. The World Bank has been using this survey to aid in evidencebased policy-making around the world. The interest Deaton had in these surveys led to the 1997 publication of , “Analysis of Household Surveys” which formed the essential toolkit for any development researcher. Deaton would continue his collaboration and link with the World Bank not only inspiring scores of development practitioners over the years but also being in his turn being inspired by the organization’s interest in doing practical and policy oriented research. All along Angus Deaton has been wary of the challenges in aggregating the results found in micro-data and applying the same to the macro sphere. For him a theory that may work at the household level may not work at the national level. In his own words he has been wary of representative agent models precisely because of the pitfalls inherent in trying to apply models meant for the micro level to examine issues at the macro and national level. This is perhaps why Prof. Deaton has been a sceptic of the recent movement in development economics towards a culture of Randomised Control Trials (RCT). RCTs are being used to test the impact and efficacy of different policy interventions on people. The technique has been borrowed from the medical science, but Deaton maintains that the RCTs tend to oversimplify the challenges of development by among other things focusing on ‘average treatment effects’ on relatively small sample exposing the validity of the estimated impacts to ‘outlier effects.’ In development economics understanding the mechanics of change is as important as knowing what has to be done. Professor Deaton who has always thought that the story is as important as the finding is therefore understandably unimpressed. Professor Deaton’s award has brought the focus back on to the importance of studying poverty and inequality and the need for measuring them. So one can say there is genuine interest. But these events are not really for aimed at the development of sports. The formats have to change if it wants to develop sports. Also during these events, natural talents should be identified and the village, clubs, etc should invest by sending these talents for further development in their respective disciplines. We blame the government, we blame the underground faction, we blame corruption and so on. But we need to blame ourselves. Just look at our immediate next door neighbour – Manipur. Do you know that Manipur has more underground groups that in Nagaland. There are over 30 different underground factions. There are communal issues in Manipur, there is corruption, and Manipur is now nearly on the verge of a collapse. But when it comes to Sports. There is nothing like Manipur. As a society, the people of Manipur has invested a lot in developing young talents. It is precisely because of corruption, violence and many underground factions, that the society is investing in sports. We Nagas cannot blame others, we need to blame ourselves. Shame on us. • No. Not only in sports field but in so many areas Nagaland is very weak in follow up. There is never a constant flow in anything that we undertake so also Government, introduce a random scheme take its own percentage of the scheme and disburse it and khotom don't even

The truth however is that our state has received more laurels from our sports personality – like football, archery, taekwondo, etc. So it is high time we start investing in sports. Some of those who voted OTHERS had this to say: • Every year we have a rush of village sports or district tournaments and some other events. But none of these events are actually designed to develop sporting talents. If one is to really develop local talents than we need to spot them when they are young - and are in school. Unfortunately, we dont have interschool tournaments that can develop students. We need the schools to provide better facilities and have seasonal sporting tournament both inter-house and inter-school tournaments. • Nothing seems to be going right in Nagaland at the moment. Our youth have become frustrated and have become reactive to everything, our parents do not have any sense of what is happening to their children, and the government is busy filling up their own pockets before any solution comes. We are in a terrible state of affairs.

have just returned from a soil pilgrimage undertaken to celebrate the International Year of Soil and renew our commitment to a non-violent relationship with the earth, the soil and our society. On October 2, we started the pilgrimage from Bapu Kutir at Sevagram Ashram, Maharashtra. My fellow pilgrims were those who have contributed over half-acentury of their lives to build the organic movement — Andre Leu, president of International Federation of Organic Agricultural Movements (IFOAM), Ronnie Cummins, director of the Organic Consumers Association (OCA) of the United States, and Will Allen, a professor and long-time organic farmer. At Mahatma Gandhi’s hut, we took a pledge to stop the violence to the soil through chemical fertilisers and poisons and promote organic farming as ahimsa kheti. We dedicated ourselves to a transition from a violent, chemical, industrial agriculture that is destroying soil fertility and trapping farmers in debt through high-cost seeds and chemicals. Vidarbha, for example, has emerged as the epicentre of debt-induced farmers’ suicides. It is also the region with the highest acreage of genetically modified organism (GMO) Bt cotton. Fields of nonBt, native cotton — which is totally pest and weedfree — gives more yields than Bt cotton. The Bt fields are being doused in pesticides because of pest outbreaks, since Bt is failing as a tool to control pests. Bt cotton fields are also being sprayed with Monsanto’s Roundup, a known carcinogen to control weeds. There is no regulation of the poisons being used. Most of the GMO cotton seed is being blended and labelled for sale as vegetable oil. We are being fed GMO cotton seed oil, even though GMOs are not allowed in food in India. And while toxic oils spread without regulation, the new food safety rules have shut down the ghani (virgin oil press) that sold healthy and safe oils like flax, groundnut, sesame and mustard. The oilcake is being fed to our cows. Those who kill others in the name of cow protection are silent on the fight against the toxic giants who are poisoning our “gau mata”. The pilgrimage concluded at the Agriculture College, Indore, which started as Albert Howard’s institute on organic farming that contributed to the famous Indore process of composting. Mahatma Gandhi came to know of the Indore process when he visited London to attend the Round Table Conference. Gandhi and Howard have shown that we can have a peaceful and respectful relationship with the soil and with each other. Howard was sent to India in 1905 by the British Empire to introduce chemical farming. When he arrived, he found the soils were fertile and there were no pests in the fields. He decided to make the Indian peasant his professor and wrote the book An Agricultural Testament, known as the bible of organic farming. Organic farming is the original example of “Make in India”. Howard’s book helped spread the organic movement to the US through the Rodale Institute and to the UK through the Soil Association, finding its way to far corners of the world. The soil pilgrimage was our expression of gratitude to sources of organic farming in India — our fertile and generous land and Mother Earth that have sustained us for millennia. Ecological and regenerative agriculture is based on recycling organic matter, and hence recycling nutrients. It is based on the Law of Return — giving nutrients back to the soil. As Howard wrote in The Soil and Health: “Taking without giving is a robbery of the soil and a banditry; a particularly mean form of banditry, because it involves the robbing of future generations which are not here to defend themselves.” In taking care of the soil, we also produce more food on less land. Fertile soils are the sustainable answer to food and nutrition security. Organic agriculture is the only real answer to climate change. The air pollution that has built up in the atmosphere is roughly 400 parts per million (ppm) carbon dioxide today. This is the reason for the greenhouse effect and climate chaos, including temperature rise. To cap the rise of temperature at two degrees centigrade, we need to reduce the carbon build up in the air to 350 ppm. There is a need to reduce emissions and phase out fossil fuels, but it also requires reducing the stocks of excess carbon from the atmosphere and putting it back into the soil where it belongs. Here, organic, regenerative agriculture offers us the way out. In the process, it also addresses food insecurity and hunger, reverses desertification, creates livelihood security by creating ecological security, and, therefore, creates the path to peace. Above all, it allows a transition from the violent paradigm, structures and systems of capitalist patriarchy to the non-violent paradigm, structures and systems based on ahimsa, which include the well being of all. Organic farming is the answer to drought and climate change. It is also a peace solution. If we do not respect the soil and our cultural diversity and if we do not collectively recommit ourselves to ahimsa, we can rapidly disintegrate as a civilisation. For me, organic agriculture is the dharma that sows the seeds of peace and prosperity for all. It helps us break out of the vicious cycle of violence and degeneration, and create virtuous cycles based on nonviolence and regeneration. Just as humus in soil binds soil particles and prevents soil erosion, it also binds the society and prevents violence and social disintegration. Since humus provides food, livelihood, water and climate security, it also contributes to peace. Just as wet straw cannot be put on fire by a matchstick, communities that are secure cannot be put on fire by violent elements feeding on insecurity created by an economic model that is killing swadeshi and is only designed for global economic powers to extract what they want. In taking care of the soil, we reclaim our humanity. Our future is inseparable from the future of the earth. It is no accident that the word human has its roots in humus — soil in Latin. And Adam, the first human in Abrahamanic traditions, is derived from Adamus, soil in Hebrew. Mahatma Gandhi wrote: “To forget how to dig the earth and tend the soil is to forget ourselves.” We must never forget that ahimsa must be the basis of our relationship with the earth and each other.

Kashmir on edge as truck attack victim succumbs
SriNAgAr, OctOber 18 (AgeNcieS): The situation in Kashmir is very tense after a teenager Kashmiri trucker injured 9 days back in the petrol bomb attack by a violent mob on Srinagar-Jammu National Highway in Udhampur district of Jammu and Kashmir following cow slaughter rumours succumbed to injures in New Delhi’s Safardargung hospital on Sunday. 18-year-old trucker Zahid Rasool Bhat S/o Ghulam Rasool Bhat of Batengoo in South Kashmir’s Anantnag district, who had sustained 70 per cent burn injuries in petrol bomb attack by a violent mob in Udhampur district on October 9, succumbed to injuries in Safdarjang hospital in New Delhi today. Zahid alongwith another Kashmiri trucker and a policeman were injured when a violent mob had hurled petrol bomb towards their truck and assaulted them on October 9 evening after rumours
had spread that three cows were slaughtered. The tests, however, have revealed that the cows had died of food poisoning and had no injuries. As the news about Zahid’s death spread, people in large numbers visited his residence at Batengoo in Anantnag to express condolences with his family. The youth took to roads to protest against his killing and blocked vehicular movement on SrinagarJammu highway. They pelted stones on the police and paramilitary personnel, who lobbed tear smoke shells. The clashes continued for some time. Zahid’s body was flown to Srinagar from New Delhi in the State plane. The body was received at Srinagar airport by PDP president and MP Mehbooba Mufti, Minister for Law and Justice Basharat Bukhari and Minister for Finance Haseeb Drabu and taken to his native place for last rites. After Zahid’s death,
tension is prevailing across the Valley and people especially youth took to roads at many places and staged anti-government demonstrations. Anticipating trouble, authorities deployed police and paramilitary personnel in large numbers in sensitive areas in Srinagar and other parts of the Valley to maintain law and order. Top separatist leaders Syed Ali Shah Geelani, Mirwaiz Umar Farooq, Mohammad Yasin Malik and Shabir Shah and trader bodies Kashmir Chambers of Commerce and Industry (KCCI) and Kashmir Economic Alliance (KEA) have called for complete shutdown in the Valley tomorrow against the killing of Kashmiri trucker in the attack carried out by “activists of saffron parties.” Official sources said government may impose curfew and restrictions in parts of the Valley tomorrow to maintain law and order situation and prevent protests.

He said two more persons have been arrested. “With their arrest, 9 persons have been arrested for their involvement in the attack”.

New Delhi, OctOber 18 (Pti): Finance Minister Arun Jaitley on Sunday said Indian democracy cannot be a “tyranny of the unelected” and that it would be in danger if the elected are undermined. Expressing “personal” views on the judgment in a facebook post titled ‘The NJAC Judgement — An Alternative View?’, he said, “The judgement has upheld the primacy of one basic structure — independence of judiciary — but diminished five other basic structures of the Constitution, namely, Parliamentary democracy, an elected Government, the Council of Ministers, an elected Prime Minister and the elected Leader of the Opposition.” The Supreme Court, by a majority opinion, last week struck down as unconstitutional the NJAC Act and also the 99th Constitution Amendment, which provided for the establishment of the National Judicial Commission to appoint judges of the High Court and the Supreme Court. “A constitutional court, while interpreting the Constitution, had to base the judgement on constitutional principles. There is no constitutional principle that

New Delhi, OctOber 18 (Pti): The Election Commission has asked Parliament and state legislatures to promptly notify disqualification of convicted lawmakers "without any discrimination", observing that delays in some cases allowed a member to illegally continue as MP or MLA. In a set of instructions issued to the Lok Sabha and Rajya Sabha secretariats as well as secretariats of state legislatures, the Commission has noted that "in some cases, there has been delay in the issuance of such notification by the secretariat of the House". The poll body said the information about conviction and the subsequent notification of disqualification should not take more than seven days each. It said that the delay leads to situations where "the member who had incurred disqualification continues to be a member of the House in violation of provisions of Article 103 (of the Constitution) and law laid down by the Supreme Court". In its July 10, 2013, judgement, Supreme Court had struck down sub-section 4 of Section 8 of the Representation of the People Act, under which incumbent MPs, MLAs and MLCs can avoid disqualification till pendency of the appeal against conviction in a higher court. As the SC verdict is the law of the land now, conviction of lawmakers in certain cases, including those relating to corruption, leads to their immediate disqualification as a member of any House of legislature. The Commission told Parliament and state legislatures to enforce the law regarding immediate disqualification upon conviction "without any discrimination". It said the Chief Secretary of a state should ensure that secretariats of Lok Sabha, Rajya Sabha, state Assembly and state Council -- as be the case -- should be immediately informed of conviction of a member by any court. The first disqualification from Parliament had come on October 21, 2013, after 66-year-old Rashid Masood, a Congress member of Rajya Sabha, was held guilty in a case of corruption and other offences in the month before. RJD chief Lalu Prasad and JD(U) leader Jagdish Sharma were disqualified as Lok Sabha members on October 22, 2013, following their conviction in the fodder scam. Theirs was the first disqualification from Lok Sabha after Supreme Court struck down the provision that protected a convicted lawmaker from disqualification on the grounds of pendency of appeal in higher courts. Seeking to negate the SC verdict, the then UPA government had brought a Bill in Parliament. However, following differences with the opposition, that Bill could not be passed. An ordinance on the lines of the Bill was later cleared by the Union Cabinet on September 24, 2013, to protect convicted lawmakers. But this was reversed on October 2 that year by the Cabinet which decided to withdraw the Ordinance as well as the Bill in the wake of a public outburst against it by Congress Vice President Rahul Gandhi.

Set to expand medical college network in 'big' way: Government New Delhi, OctO ber 18 (Pti): Observing that the prestigious AIIMS was overburdened, the government on Sunday said it is all set to expand the network of medical colleges in the country even as Finance Minister Arun Jaitley pushed for relaxation in medical council and municipal norms to achieve that goal. The network of medical colleges in the country is set for expansion in a "big" way as the government said it attaches huge importance to the promotion of high-quality tertiary care services and expansion of medical education in the country. Jaitley opined that "over-involvement' in the past had led to "crisis" for AIIMS and asked the Health Ministry to play a
supportive role without getting into "micro-management" of the institution. Noting that the number of medical colleges in the country was "inadequate", he also said at the 43rd Annual Convocation of AIIMS here that a serious review is needed to increase the number of such institutions. Jaitley also advocated the need for an assessment of the policy of organ donation by studying the best practices around the world. The finance minister said that India requires more quality institutions and batted for a serious review for developing medical colleges by relaxing municipal and medical council laws. "We need more medical colleges. Both public and private sector education has expanded. But
medical colleges are still inadequate. A review of the policy is required as far as increasing the number of medical schools is concerned," he said. He noted that India is capable of producing "huge" human talent as one out of every seven patients in the US is treated by a doctor of Indian origin while a large part of British healthcare is managed by Indian doctors. "We need to expand quality institutions. The restraints on the great hospitals -- unavailability of contiguous land, inability to have medical colleges next to it -- needs a serious review. "We have readymade hospitals of excellence which have worked for decades and there is no reason why, by relaxing municipal laws and medi-
cal council regulations, we are not able to encourage the expansion of a few hundred more medical colleges in India," he said. Talking about the aim to expand the network of medical colleges in the country, Health Minister JP Nadda said at the event that, in the first phase, upgrade of 58 district hospitals to medical colleges is proposed while 70 medical colleges are being upgraded by adding super-speciality blocks under various phases of the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) scheme. "This reflects the importance attached by the government to the promotion of high-quality tertiary care services and expansion of medical education in the country," he said. Nadda also said at the func-
tion that the high degree of social respect for doctors was getting "eroded" due to increasing complaints of rude behaviour and urged medical practitioners to show compassion and kindness while treating patients. "Doctors as a profession command a very high degree of social respect. However, this exalted position is rapidly getting eroded. "The increasing number of cases against doctors in the consumer courts, the growing complaints of rude behaviour by doctors at private hospitals, the dissatisfaction expressed by patients over the lack of human touch at general hospitals are issues that need to be addressed," he said at function as AIIMS also marked its Diamond Jubilee year.
Nadda urged doctors to remember the 'Hippocratic Oath' and show compassion and kindness while treating patients. He asked doctors at the convocation to rededicate themselves to the cause of healing the sick and the needy. Speaking after Nadda, Jaitley said about AIIMS that he has "been a keen observer of the institution". He said, "It grew through challenges and even crises at times. I wish to recount that one mistake or error which ministry normally makes is to get over-involved with AIIMS. I think this has led to several problems and crises in the past. "Health Ministry has a great supportive role to play. It has to support and encourage the institution while not getting into the
micro-management of it," he stressed. Pointing to the tenures of recent Union health ministers, the senior BJP leader further said that "to the credit of the present health minister (JP Nadda), his predecessor Harsh Vardhan and his predecessor Ghulam Nabi Azad, three of them deviated from the past practice, not getting involved in the micro-management of AIIMS, and left it to the professionals of the institution". "That break from the past makes your job easier," he said. The finance minister termed the growth of good private healthcare institutions a positive development but said that, in the absence of adequate insurance back-up and given the costs involved, only a limited section of the popula-
tion can avail such treatment. "Therefore, an institution of this kind (AIIMS) in the public healthcare system needs to be encouraged and nourished. That is why, despite the initial difficulty of availability of adequate faculty, there is this whole idea of having such institutions come up in other parts of the country. "It is a challenging job, but one which has no option or alternative. Expanding the existing resource that we have in Delhi is a great idea," he said. Jaitley also announced recognition of AIIMS as an 'Institute of National Eminence' and said 100 per cent tax exemption would be available for any voluntary donation made to the premier institute.

China lauds Britain for “visionary” openness BEIJING, OCTOBER 18 (REUTERS): Chinese President Xi Jinping heaped praise on Britain for what he called a “visionary and strategic choice” to strengthen commercial ties with China, as he prepared for a state visit to the United Kingdom that’s expected to be richer in pomp and considerably warmer in tone than his recent trip to the United States. The trip comes at a time of global anxiety about China’s slowing growth. Xi himself acknowledged “concerns about the Chinese economy”, but sought to allay them in a written interview with Reuters. China itself is worried about the slowing of the broader global economy, Xi said, even while he expressed confidence that China would weather the current downturn as it reshapes its economy to be more resilient in the future. That confidence will be on display when Xi arrives in London on Monday evening to kick off a four-day visit that is expected to cement ties between Britain and China, including through a host of business deals. “The UK has stated that it will be the Western country that is most open to China. but which maintains stances in areas from human rights to the South China Sea that are often at odds with those widely held in the West. Such tensions were on display when Xi visited the United States last month, with friction over issues from cyber theft to China’s maritime disputes with its neighbours at the centre of discussions. Xi’s visit to Britain, during which he and his wife Peng Liyuan will stay at Buckingham Palace as guests of Queen Elizabeth II, is expected to be much warmer, with Xi saying it could be the start of a “golden time” in bilateral relations. Britain was the first Western nation to join the China-led Asian Infrastructure Investment Bank (AIIB) earlier this year, leading to a stampede of
other countries signing up and marking an embarrassment for Washington, which had been pressing its allies not to join. At the time, Britain said joining the AIIB at the founding stage would “create an unrivalled opportunity for the UK and Asia to invest and grow together”. British finance minister George Osborne set the tone with a preparatory visit to China last month, when he courted Chinese investment into Britain and won praise from Chinese state media for having the “etiquette” not to press human rights issues. Still, Xi’s visit, the first state visit by a Chinese president since 2005, will not be without potentially awkward moments. Newly installed opposition leader Jeremy Corbyn intends
to bring up the issue of human rights when he meets Xi, his official spokesman has said. “NO GLASS DOORS” Xi called on Britain and other countries to avoid what he characterised as bias against Chinese companies, as Beijing supports firms in fields from high-speed rail to nuclear technology in their efforts to compete for contracts overseas. “Competition is necessary for a business to grow, and no one will give away a market to its rivals,” Xi said in comments provided in English. “We hope that such competition is benign and market-based. There should be no swing doors or glass doors which are placed as non-economic or non-marketbased barriers.” One deal expected to be
inked during Xi’s visit is a plan for two state-owned Chinese utilities to invest in a 16 billion pound ($25 billion) nuclear power project being built by French utility EDF at Hinkley Point in southwest England. EDF Energy’s head Vincent de Rivaz has described Xi’s visit as a “timely opportunity” to seal the deal. China has ambitions to sell its own nuclear technology overseas, including in Western nations. While critics have said that Chinese government support, including cheap financing, for companies in that and other sectors could amount to unfair competition, Xi defended China’s approach. “Even under market conditions, countries support the growth of their companies in various ways, and such measures should not be all labelled as government subsidy,” Xi said. His comments were prepared by Chinese government officials, but were reviewed and approved by Xi himself, the government said. Xi also underscored China’s readiness to strengthen financial cooperation with London, which aims to be an important hub for yuan trading and offshore yuan business and is set to be the first location outside China and Hong Kong to host the issuance of Chinese central bank and finance ministry debt. “When conditions are in place, China is ready to consider strengthening the connectivity of the financial markets of the two countries,” he said. WORRIES OVER ECONOMY Xi acknowledged that the Chinese economy’s slowing was a concern. “As an economy closely linked to international markets, China cannot stay im-
mune to the lacklustre performance of the global economy. We do have concerns about the Chinese economy, and we are working hard to address them. We also worry about the sluggish world economy, which affects all countries, especially developing ones,” he said. Economists polled by Reuters expect growth to have slowed to 6.8 percent from a year earlier in the third quarter, the weakest pace since the first quarter of 2009 and below the government’s target of 7 percent for the year. GDP figures are due to be published on Monday. Still, Xi added that the slowing was normal as a part of structural adjustments, as the government seeks to wean it off an over-reliance on investment in infrastructure and housing and to develop new drivers of growth, such as the services sector and high-tech industry. Xi said the monetary easing steps China had taken to date, as well as its adjustment to the exchange rate mechanism for the yuan in August, which was accompanied by a devaluation of the currency, had helped to defuse risks. “Going forward, we will deepen market-oriented financial reforms according to law to cultivate an open and transparent capital market that enjoys long-term, stable and sound development,” he said. U.S. and European businesses have complained about what they see as an increasingly restrictive environment for doing business, for example with new rules on technology sales forcing firms to choose between forgoing the market and handing potentially sensitive data to Chinese authorities. Xi said China would continue to seek to attract foreign
investment, improve the rule of law to enhance the business environment, protect intellectual property rights, and promote fair competition. FOOTBALLING AMBITION China has rattled nerves around the region and prompted concern in Western capitals about its increasingly assertive moves to push its territorial claims in the South China Sea, including construction of artificial islands. Xi was unequivocal in his defence of China’s right to develop the areas it claims as its own. “The islands and reefs in the South China Sea are Chinese territory since ancient times. They are left to us by our ancestors. The Chinese people will not allow anyone to infringe on China’s sovereignty and related rights and interests in the South China Sea,” he said. But it is not in China’s interests for there to be instability in the South China Sea, he added. “China would not want any turbulence there, still less would it be the party to stir up chaos,” Xi said, adding that China would work to manage disputes via talks and ensure freedom of navigation. On a lighter note, Xi, a football fan, highlighted the potential for further UK-China cooperation on the sport. Xi will visit the Manchester City football club on Friday, accompanied by British Prime Minister David Cameron, according to a schedule of the trip provided by Buckingham Palace. “My greatest expectation on Chinese football is for the Chinese team to be one of the best in the world and for football to play an important role in making people stronger in body and mind,” Xi said.

World’s largest toxin database to help develop new drugs PaRIS, OCTOBER 18 (IaNS): The European project Venomics has succeeded in creating the largest database of toxins in history after analyzing 203 species of poisonous animals, which will in turn help develop new medicines. The pharmaceutical applications being worked on are chiefly focused on cardiovascular diseases, obesity and diabetes, leaders of the project told a press conference here, EFE reported on Saturday. The project, financed by the European Commission, was developed by a consortium of several companies and international research centres with the goal of speeding the development of drugs by using high-yield omics technologies. One of these companies is Spain’s Sistemas Genomicos, which led the development of the database. To create it, venom was extracted from the various species and analysed to obtain small amounts of toxins in order to determine their potential uses. Species including snakes, tarantulas, wasps, sea anemones and a very poisonous blue octopus were collected for study during the 2012 and 2013 expeditions to such places as French Guiana, Mayotte and Polynesia. “The analysis has been a challenge because in the smallest species it was very hard to extract the venom. We have adjusted our methods with the new technology,” Rebeca Miñambres, a project director of the Spanish company, told the press conference. That company, a leader in next-generation sequencing and its bioinformatic analysis, worked up the database that contains all the data from different areas of the project that will serve for future research. “The main achievement has been to show that the use of these new omics technologies eliminates much of the complexity of the process and also the time, because using classic procedures would have taken us years,” Miñambres said.

VaTICaN CITY, OCTOBER 18 (REUTERS): Pope Francis, proclaiming four new Catholic saints who lived simple and generous lives, told priests and bishops on Sunday that service, and not careerism, was the way to exercise authority in the Church. “Those who serve others and lack real prestige exercise genuine authority in the Church,” he said at a Mass for about 65,000 people in St. Peter’s Square. “Service is the way for authority to be exercised in the Christian community,” he said, adding that careerism, ambition, fame and worldly triumphs were “incompatible with Christian discipleship.” At the Mass, he proclaimed four new Roman Catholic saints, including the parents of St. Therese of Lisieux, the 19th century French nun who is one of Church’s most venerated figures. Their “outstanding humility and charity” was an example for all, he said. The canonisation of Louis Martin and Marie Azelie Guerin marked the first time a married couple were declared saints in the same ceremony and
was held to coincide with a world gathering of bishops discussing ways to bolster family life. They were chosen to highlight the key role parents play in the spiritual and human upbringing of their children. Francis praised the couple for practicing “Christian service in the family, creating day by day an environment of faith and love which nurtured the vocations of their daughters.” They had nine children, four of whom died in childbirth. The five surviving girls all became nuns, and one was St. Therese of Lisieux, who died of tuberculosis in 1897 at the age of 24. Popularly known as “The Little Flower,” the nun of the Carmelite order achieved a worldwide following with the publication after her death of “The Story of a Soul,” a collection of her thoughts on faith and simplicity. Her writings influenced people as disparate as popes and Beat Generation author Jack Kerouac. She was made a saint in 1925 and in 1944 Pope Pius XII proclaimed her the co-patroness of France along with Joan of Arc.
Four Israeli cities ban Arab workers from schools JERUSaLEM, OCTOBER 18 (REUTERS): At least four Israeli cities, including the commercial capital Tel Aviv, have banned Arab labourers from their schools, struggling to calm public fears fuelled by the worst surge of Palestinian street attacks in years. Israel’s Interior Ministry, which oversees municipalities, declined immediate comment on Sunday on the decision, condemned by a party representing the country’s Arab minority as racist. Israel’s cabinet also imposed more security measures on Sunday after further Palestinian stabbings on Saturday, widening police stop-and-frisk powers that will effectively allow them to search anyone on the street. Kerry to meet Netanyahu, Abbas PaRIS, OCTOBER 18 (REUTERS): U.S. Secretary of State John Kerry said on Sunday he would meet Israeli Prime Minister Benjamin Netanyahu in Germany this week, followed by talks with Palestinian leader Mahmoud Abbas after more than two weeks of violence between Israelis and Palestinians. It is the first time Kerry has confirmed media reports of a meeting with both Netanyahu and Abbas. He did not say where he planned to meet Abbas only that it would be in the Middle East. However, the meeting is widely expected to take place in Jordan . “Later this week I will meet with Prime Minister Netanyahu because he will be in Germany... and then I will go to the region, I will meet with President Abbas, I will meet King Abdullah and others,” Kerry said during a lunch at UNESCO’s biblical temples. Netanyahu is to meet U.S. Secretary of State John Kerry in Germany in the coming week as part of an effort by Washington to restore calm. The Palestinian dead include attackers wielding knives and protesters shot by Israeli forces during violent demonstrations. The Israelis were killed in random attacks in the street or on buses, and with parents demanding
headquarters in Paris, pressing Russia to agree on a political transition in Syria which would see President Bashar al-Assad hand over power. BCCI to invite bids to replace CSK, RR
MuMbai, OctOber 18 (iaNS): The Indian cricket board will invite bids to replace suspended Indian Premier League IPL) outfits Chennai Super Kings (CSK) and Rajasthan Royals (RR), it was announced on Sunday. The working committee of the Board of Control for Cricket in India, which met here on Sunday, deciding on replacements for CSK and RR said the two teams will have to serve their full suspension term of two years. The suspensions were handed down following the interim report of the Supreme Court-appointed Justice Lodha Committee on the spot fixing and betting scandal in the IPL 2013. "The Justice Lodha Committee interim report will be implemented fully. The two franchise teams, Chennai Super Kings and Rajasthan Royals, remain suspended for two years. The BCCI will float tenders and invite bids for two new teams to replace CSK and RR in the Indian Premier League for 2016 and 2017," the BCCI said in a statement. The working committee has decided that the annual general meeting of the
BCCI will be held on November 9. The BCCI also announced that Vivo mobiles will replace soft drinks giant Pepsi as the title sponsors of the lucrative IPL. The working committee also decided that the National Cricket Academy (NCA) will be revived on a priority basis with the BCCI already mulling an offer by the Karnataka Industrial Areas Development Board (KIADB). "Revival of the National Cricket Academy as the centre of excellence is the topmost priority of the BCCI. The board will look at the lands offered by KIADB. M.P. Pandove (NCA chairman), Rajeev Shukla (IPL chief), Anirudh Chaudhry (BCCI treasurer) and Amitabh Choudhary (BCCI joint secretary) will inspect the lands offered by KIADB and finalise the deal within one month," the statement added. After two years, decision will be taken whether IPL will be eight-team affair or ten-team affair,” he said. “We will see to it if players are taken good care of. No player of the two franchise will suffer for this. Interest of the players will be protected. It was in the public gatherings, in student union sessions, at seminars, and as chief guests, as resource persons, our leaders humbled themselves and came down to us - on our repeated invitations - with a well-prepared speech. On such occasions, they would ask us to study hard, to compete with others thereby escape the much loathe political appointments (backdoor). Besides, they would lecture us that the government jobs are saturated and the government itself is incapacitated to absorb all the educated youth, assuring with an alternative that there exist private sectors where one can carve a perfect niche comparatively. I myself once truly believed in what they lectured us and it’s more than close to perfection. Nevertheless, the problem starts when the leaders themselves fear to walk the talk. By considering what is happening today, we are treading towards a really bleak future with none audacious enough to mend the broken ways, as reported by our media on backdoor appointments, anomalies in implementing schemes in almost every department. While it would be wrong to state that all the educated youth are competent enough to assume a responsible office, yet it would be also wrong to deduce that all of the competent educated youth are being employed to the right position. What most hard working and dedicated candidates fear about is the departmentally conducted exams as fairness and predetermined merit list is subject to further debate. Off late, the infamous PHQ conducted LDA exam is the worst of its kind (I personally experienced). We know, the police are smart and we are forced to agree that their smartness could have been the reason behind the record evaluation of more than a thousand answer scripts within a span of a daylong. Yet, could that smartness did really take quality into account while evaluating thousand scripts containing essays and MCQs? Right after the result, a candidate of the same exam raised up the issue, while the department concerned satisfied being mute and the silence itself explained the truth. One would not be surprised if the next year’s NPSC question was set on the longest exam process in Nagaland, as all the RMSA appeared candidates would be at the advantage to score a point. It took more than a year to notify the final result with the appeared candidates geared up for the next agitation starting October 20. In between, the candidates were made to bear the brunt of the consequential poor policy formulation of the authority by postponing the scheduled exam. Equally sharing the solidarity of the rich and the famous as they would not face much problems in travelling and touring by virtue of the endowed status and privileges, we also want the later to respect our socio-economic status as travelling to and fro cost us few thousands which we are unable to make up by simply being unemployed (partially by our demerits and partially by our government’s unpredictable planning & policies). We hope that without owing much respect and petitioning to your (RMSA) authority, you would declare the result, as due by law, at the earliest as most of the candidates would again lose few hundreds/thousands just to make it to the state capital to participate in the proposed strike because of your manipulative administration. One may deduce from the speeches of the leaders that the government jobs are still available with vacancies yet to be filled-in. However, what is saturated is the political/bureaucratic backing because of the present system of functioning which is gradually shifting from merit or welfare-oriented to strong relationship or familial-oriented. This is explained by the fact that those having close relation with the leaders are getting appointed to the government establishments whereas there is less post left vacant to be filled through competitive exam. Still, when one qualifies the written exam, one was made to run from pillar to post to make sure that “someone” is behind to push through the oral. The public are made to wonder where all those “backdoor appointments” published in local media comes from, if the government’s catchword “saturated” meant business. Way back in June, the militant-hit state of Manipur released Post Matric Scholarship to the deserved students. Even after three-and-a-half month, the God-fearing state of Nagaland is still undecided as to whether the Nagaland Merit Scholarship should be disbursed. Rumor has it that the government is crediting the interest to its account, with the capital being already deposited in bank/s. If the rumors are to be believed, the government itself had lowered its moral to its lowest ebb as the money/fund meant for the most innocent community are withheld for the time being, that too, to the detriment of the students. Worst, we do not know the whereabouts of the NSF. On public platforms, those who are at vocals against corruption lecturing the gatherings that one should respect elders, inculcate spirit of honesty and integrity, uphold the welfare of the students and women are the ones who exploit them on the reverse, designing ways and means so as to re-adjust laws to its personal standard. One among the most debated topics in Nagaland is the backward tag with one school of thought favoring its continuation whereas the other school of thought airing their view on its discontinuation. The later school was of the opinion that reservation is necessary for a simple reason that educationally, economically and in public services, there are still
certain sections/tribes that need to be specially uplifted with government’s help. While, the former school opines that educationally, the so called backward tribes are no longer lagging behind, if not more advance, and hence the policy of reservation should be done away with. Treading the middle path, one may clairvoyantly grasp an egalitarian society if our government equally shares our allocated public services, income, and quotas on educational seats, though it never meant that the government alone is responsible for inequality. With the general tribes being introduced to the modern western education through Christian missionaries much ahead of the backward tribes, this great virtue offered them advantageous employment opportunities and other public services and thus found to be at their plus point. As such, their presence in public services is, no doubt, doubled once compared to the backward tribes. Whether we like it or not, the fact remains that most departmental heads belongs to the general tribes (few exceptions) and hence our present culture of nepotism and favoritism runs in favor of them (as per published data in local media). When the government has done away with this system of favoring one’s own community, we are also longing to live on equal terms sans categorization. Even intra-debate among the backward tribes on whether to remain-in or to come-out of the reservation policy is fragmented with those who belonged to the creamy layer of the society and had already availed the benefit surreptitiously were in favor of doing away with backward tag by wholly disregarding the deserving sections. So long as nepotism and favoritism reigns, Naga society will continue to further widen the gap between the advance and the backward, inspite of how vociferous we justifiably fight against the reservation policy. Even the religious affair is not spared in our dangerous journey of endless mismanagement. According to a reliable source, appointment of chaplains/ pastors to the police department is through canvassing and those having well political connection are given priority. Not all the police are blacksheeps, so also not all balcksheeps are police. None the less, there are few police personnel who are recruited just because they can no longer be tamed by their relatives. In such a case, chaplains/pastors would be sole responsible personnel in bringing them back to the main stream as they could not be changed by departmental disciplining alone. In addition, police personnel undergo tremendous mental stress and strain as a result of the workload. To handle the issue at hand, appointment of chaplains/pastors stemmed from favoritism as opposed to spiritual aspect of the prospective candidates would work out in favor of the original aim of the department spiritually? Should NBCC be consulted while such appointments are made so as to recruit the right person to the right post at the right time???? Media, be it print or electronic, plays a vital part in polishing the young minds necessary for the growth and development of our general intelligence and reasoning. Editorials, especially the Nagaland Post, are worth reading and are to be reckoned with. However, when one flip through the pages, one stand amaze whether our papers are reporting news or are they mainly entertaining those articles/materials which amass cash in return. We once heard an editorial staff of a well known newspaper asked for public forbearance for want of space in publishing articles. Ironically, there is still sufficient space for the advertisers as, at times, advertisements used up more pages than those news and researched articles which fit to the exigencies of the time. Awareness on local activities is essential but we are also skeptic whether excessive coverage on small programs, events and meetings will serve the original aim of what the Fourth Estate stem from. Politically subjugated, yet, I always identify myself with an independent Naga with an undying hope that we would one day attain sovereignty as 194th member of the United Nations. Whatever phrases are being framed against our political groups, I owe special but sacred admiration to our political leaders, thence. Many a Nagas are under the shadow of fear to express their open support to the banned NSCN (K) so as not to put their life at stake. But what I found encouraging is still most Nagas are behind NSCN (K) not for their violent activities but for their firm stance on sovereignty which Nagas held in high regard. Contrary to the expected result of the political talk, the NSCN (IM) bade fair to have negotiated for a solution under Indian union. If the 17 long years talk would end up in formation of a state within Indian union pledging full loyalty to the Indian constitution, would it suffice and compensate the loss inflicted upon the Nagas? Men folks beheaded, women raped, church desecrated, granaries reduced to ashes, and now our identity is at risk of extinction and how foolish we are to still find a way to appease our torturers. If the GOI opposed our goal of sovereignty by war, couldn’t we also oppose their imperialistic occupation in our motherland by arms? If the claim of NSCN (IM) being formed against the signing of the Shillong Accord is true, then why are they shaping themselves to fit in the same shoe they themselves accused of its sharp thorn? Was it really necessary for the Naga Hoho to stage a homecoming reception in honor of the collective leadership while leaving aside the popular cries in the Eastern borders? On various occasions, we proved ourselves that we are after money at the cost of our independence. Our dream of living in an independent Naga nation is slowly eaten away at its halfway. A person like me could only sob in secret to express deep astonishment on betrayal. In our revolution around the core of honesty, the centripetal hope keeps the dreamer always closer to the dreamland and equally the centrifugal plan continue to force the substance of irresponsibility to intoxicate the dreamer’s dream further off. Conceivably, all man must have done his best to be free from chain of being drunk with emotions but most must have failed in one’s mission, as I knew that I myself have failed in my attempt to contain writing this article under the influence of frustration. The sad part of Naga society is being good only in words, the sadder part is being hospitable only to outsiders and the saddest part is disorganization only within us. Stereotyping, however, is exactly what Muslim woman and professional heavy metal musician, Gisele Marie, wishes to challenge. Based in Sao Paulo, Marie, 42, is the granddaughter of German Catholics, and converted to Islam several months after her father died in 2009. Music is also a family affair for Marie. The musician grew up in a house of instruments, trained in classical piano, and has fronted the heavy metal band "Spectrus" since 2012. Marie says that wearing the burqa is a constant reminder of Allah and has made her more reflective in her everyday life. She also recognises that when she gets on stage, the garment has spurred a mixed reaction. ike the Mumbai edition, the Bengaluru leg of Hornbill on Tour also showcased the best new bands in the city across a spectrum of genres – whether it was some sludge rock courtesy of Shepherd, dream pop courtesy Black Letters or the multilingual alt rock of Peepal Tree, among the five finalists who competed for a spot on the Hornbill International Rock Contest shortlist. Peepal Tree, comprising members from veteran bands such as metallers Bhoomi and Thermal and a Quarter, emerged winners for their fresh tunes. They will travel to Kohima, Nagaland in December to compete at the final rounds of the Hornbill International Rock Contest courtesy of the Music Task Force. Among the five finalists, post-rock band Farfetch’d and Shepherd seemed the most in form, coming in fresh from playing warm up gigs earlier in the week prior to competing. But when Peepal Tree kicked off the evening’s proceedings with songs in Kannada and Hindi like “Konevaregu” and their upcoming single “Roshni Kafile,” their experience gave them a clear
lead, guitarist Tony Das shredding away while also adding prog hues on songs like “Chetana” and “Tangi.” Meanwhile, Farfetch’d were representing Bengaluru’s always-growing instrumental rock scene, with guitar-led post-rock at its finest. Playing material like “Inert” and the title track off their 2013 debut album The Alchemist, they were however perhaps a bit too meditative for the crowd to take in. Grey Shack, on the oth-

"My mother was determined to help those in need and she would have been immensely proud – as I am – of all that Child Bereavement U.K. has achieved these last 21 years,” William told the attendees. The charity, which is run by Julia Samuel, a friend of Diana and godmother to William’s 2-yearold son Prince George, assists U.K. families dealing with the loss or impending loss of a parent. William and his younger brother Harry suffered the loss of their mother in 1997, and the prince addressed the tragedy during his speech. "What my mother recognized back then — and what I understand now — is that grief is the most painful experience that any child or parent can endure,” William said. The prince, who was named the charity’s Royal Patron in 2009, said that being a parent to Prince George and 5-month-old daughter Princess Charlotte had only deepened his commitment to the charity. "As a father to two young children myself, I now appreciate it all the more."

ShaNGhai, october 18 (reUterS): It proved all too easy once again for Novak Djokovic as the world number one continued his frightening dominance of men's tennis by blitzing past Frenchman Jo-Wilfried Tsonga to win another Shanghai Masters title on Sunday. The Serbian, 10-times a grand slam champion, brushed aside the challenge of a befuddled Tsonga 6-1 6-4 to claim his third Shanghai Masters and ninth title of a standout year that has left him being spoken of among the sport's all-time greats. Djokovic won three grand slams this year, was runner-up at the French Open and since suffering a surprise quarter-final loss to Ivo Karlovic in Qatar in January has made the final of all 13 events he has played. The 30-year-old Tsonga had shown his serving prowess in taking out Rafa Nadal in three tight sets in the semi-finals on Saturday but against the imperious returning skills of Djokovic he had no answers. The 28-year-old Serb nullified Tsonga's most
potent weapon to break his three opening service games and take a first set which the Frenchman played predominantly way behind the baseline. T h i n g s i m p rov e d for Tsonga at the start of the second set where he worked hard to fight off break points and stay on serve through the opening eight games as the Serb sauntered through his own service. But the pressure proved too much, Djokovic pummelling balls to all angles with supreme court coverage at the expense of just eight unforced errors and he broke at the third attempt in the crucial ninth game and served out for victory. "Today the key was to get as many serves back into play to Jo because he has one of the biggest serves in the game," Djokovic told the ATP website (www.atpworldtour.com). "He has shown that in the second set, with some break points early in the set. He came up with some aces, some big serves." It was a second straight tournament Djokovic had won without dropping a
set after he landed his sixth China Open title in Beijing last week. The Serb now boasts a 38-1 win loss record on the Chinese hardcourts. "Generally I felt always in control of the match. I felt like I've done everything right. I didn't allow him to get into the rhythm, get into the match," he said. Tsonga will be comforted by his strong showing in China, which helped move him up to ninth in the race to qualify for the eight man end-of-season ATP Tour Finals in London next month. "The first set went quick," Tsonga said. "It's not easy to stop him. He is really consistent on his return. Today I didn't serve well enough, especially in the first set. Kochi, october 18 (Pti): Ghanaian striker Richard Gadze's late strike in the 87th minute ensured third straight victory for Delhi Dynamos as they beat hosts Kerala Blasters 1-0 in the Indian Super League football tournament here on Sunday. Substitute Gadze headed home a Florent Malouda cross as he timed his jump to perfection heading home from close range much to the dismay of the home fans and team's owner Sachin Tendulkar, who graced the stands. Dynamos now have 9 points from four games after their third win and straightaway jumped to the second spot in the league table behind Pune City FC. Dynamos despite having equal number of points trail due to an inferior goal difference. Dynamos started on a positive note as Robin Singh's shot was saved by opposition goalie Stephen Bywater. In the fifth minute, Francis Fernandes provided a defence splitting through for Gustavo Dos Santos but the Brazilian's first touch wasn't a great one and by the time he took the second stroke, Bywater anticipated to collect the ball. Toba- convenor finance committee and Heirang Lungalung- convenor souvenir committee. The champion of the 25th tournament anniversary will fetch a cash prize of Rs. 5 lakh, which is perhaps the highest individual prize money in the field of sports in Nagaland so far. Apart from Angami, Chakhesang and Zeliang, the Association asked the other tribes/district to form the wrestling association and partake in this 25th NWA tournament anniversary. The Naga Wrestling friendly tournament is believed to have started in the later part of 1930’s.During it’s early days, some of the tournaments were organized by the Federal Government of Nagaland. However, as per record of the Nagaland Wrestling Association, the association was formally launched in the year 1969 with late. Weezülhi Krome, a pioneering Naga leader& ex-MLA as its first president. The main Nagaland Wrestling Tournament (Naga-style) is formally organized during the spring season in between February and April every alternate year. In this mega tournament, the wrestlers have to compete from the grass root village level. The winner of the village level will then be qualified to compete in the area wrestling tournament. Thereafter, the area champion along with other qualified players will be sent to the district level tournaments held by affiliated wresting organizations such as The Zeliang Wrestling Association in Peren District, Angami Sports Association in Kohima district and Chakhesang
Wrestling Association in Phek district after which the top 18 winners of each district level tournaments will be qualified to compete in the highest state level NWA tournament. In this popular Tournament of the state, the eligibility of the wrestlers is only restricted to the affiliated Units. The second popular tournament of the NWA calendar is the Open Wrestling Tournament. This tournament is conducted every alternate year and is open to all interested professional wrestlers to participate without any restriction regardless of the tribe, caste etc of the wrestlers which is also open to all other Indians and to any other Nationals around the world. The third popular Naga-traditional wrestling tournament in the state is the HORNBILL Wrestling Championship. The tournament is normally held every year during Hornbill festival either on 4th or 5th of December. The tournament is sponsored by the department of Tourism, Government of Nagaland, coinciding with the state's 10 days Hornbill festival. In this mega tournament, the association gives free entry and chances to all the professional wrestlers including other nationals and visiting tourists from other states. Meanwhile, each affiliated units gives 10 of their strong wrestlers to represent their own units and compete for the title of the said championship tournament. There have been few professionals and some renowned wrestlers including Sumo Wrestlers from South Korea, Japan, the US and various Indian professional wrestlers from other states who participated in this tournament.
Kohima, october 18 (mexN): The Kohima District Volleyball Association (KDVA) has re-scheduled its 3rd open Kohima District Volleyball Tournament (Men’s & Women’s) to October 24 to 26. Stating this in a release, the Association said that fixture will be drawn on October 22. Meanwhile, the KDVA has called an organizing committee meeting on October 19 at 4:00 PM at Congress Bhavan, KDCC Office, Kohima. All the concerned have been requested to attend the same.

The tournament is being organised by the Nagaland Wildlife and Biodiversity Conservation (NWBCT to celebrate three years of conservation efforts of the Amur Falcons with the community since exposing the large scale killings in the Doyang reservoir in 2012 and the continuation of its ‘Friends of the Amur Falcon’ wildlife conservation education programme.
