“It is so difficult for us to express ourselves—this government will turn us from tribals to cannibals,” says an elder from Churachandpur (Lamka), struck by the quagmire the people of the district are in. They now have the corpses of nine youth in the district hospital morgue but their families refuse to either claim the bodies or let the leaders bury them. “They are martyrs. How can we bury them without having achieved something?” is what the elders have to hear every time they mention burial. The nine youth died while agitating against three controversial bills passed by the State legislature of the Government of Manipur (GoM) without due process—The Protection of Manipur People Bill, 2015 (PMP), The Manipur Land Revenue & Land Reforms (Seventh Amendment) Bill, 2015 (MLR&LR) and The Manipur Shops and Establishment (Second Amendment) Bill, 2015. Land privatisation in Manipur At the office of the Joint Action Committee (JAC) at Churachandpur town—there are two others set up in Jiribam and Sadar Hills respectively—paper work flows. Several memorandums and requests have been made to the central government to intervene as the people have lost faith in the GoM. “The MLR&LR was first passed in 1960, and the GoM has attempted to usurp tribal lands ever since,” explains the JAC chief convenor, H Mangchinkhup, at their make shift office behind a community hall. Since the 1970s, he says, more than 100 villages in the valley areas of Churachandpur district have been taken away from community control and privatised (up for sale with-

out people’s consent) by the GoM. There will be many more such villages if we look into the other districts. Every “hill area” in Manipur inhabited by the “tribals”—districts of Churachandpur, Chandel, Senapati, Tamenglong and Ukhrul— have some portions of land that are “valley areas” before they take the shape of hills that flow without regard for the region’s various national and international boundaries. There were six amendments made to the MLR&LR without any knowledge of these districts and its people, claims the JAC. “The present 7th amendment takes away the constitutional safeguard given to the hill tribals vis-a-vis land by bypassing the Autonomous District Councils and investing powers in the State legislature to decide on what land to privatise in the hill districts,” notes Mangchinkhup. The State legislature has 40 Meitei MLAs and 20 tribal MLAs, a number further complicated by political party affiliations. Decisions have rarely been made in favour of the tribes people without major agitations.
Marking indigeniety It is the reading of the MLR&LR along with the PMP that is the final nail in the coffin for the five hill districts of Manipur state. “The PMP not only changes Manipur’s nomenclature from a ‘princely state’ to a ‘small hill state’, it also marks the year of indigeniety as 1951!” say a cluster of activists at the JAC office. The PMP sets 1951 as the base year that qualifies one as ‘Manipur People’—your ancestral name should have appeared in the National Registry of Citizens 1951, Census Report 1951 and the Village Directory of 1951 to make you an indigenous person in Manipur State. The rest face an uncertain future in the State. “In 1951, a split bamboo stick was collected for every person, or some dried corn given to enumerate a person from the hills. Can we claim these as our forefathers? If at all a National Registry of 1951 exists, the names in it would be of a few valley people as a majority of the hill areas was without connectivity to conduct any actual census,” says the JAC convenor.
So, terming Manipur a small hill state would mean all people residing in it are hill people with similar land ownership patterns, while disenfranchising the real hill people using the PMP will lead to a mass land grab from the tribals by the valley people, fear the leaders of Churachandpur. They reflect the larger sentiments of other hill districts. “The object and reason, spirit and intent, of the bills is to grab land, not protect indigenous people from outsider influx,” asserts a senior citizen from Churachandpur. It is in this spirit, to “cure the disease,” that the previously-warring hill tribes are coming together. For him, there are three options available to the GoM now: withdraw the bills, introduce a new bill excluding hill districts from land privatisation or include an exclusionary clause for the hill districts in each of the three bills passed. But are such processes in Manipur State just, consensual or constitutional? How long will the nine dead youth from Churachandpur remain without burial? (This is the second part in a series)

DIMAPUR, SEPTEMBER 30 (MExN): Chairman of the NSCN (IM), Isak Chishi Swu today said that “there will be no solution whatsoever” to the Naga issue, so long as the Naga people “are kept divided ignoring their historical and political rights.” In a public message to the people, which was released to the media, the NSCN (IM) Chairman said that that the “past is the past” and “we must all come together in the name of Christ and also respecting and acknowledging our historical and political rights.” In the message, Swu lamented his inability to be with the people due to his “delicate health condition,” but urged them to “come forward” and march in ‘united strength.’ He, however cautioned against the danger of “self defeat if the Naga people’s aspiration is interpreted in terms of the past agreements, like the 16 point Agreement and the 1975 Shillong Accord, which betrayed our cause.” Referring to the Framework Agreement between the NSCN (IM) and the Government of India, he added that “we cannot afford to take wrong decisions again.” “I and my friend Thuingaleng Muivah together with many of the revolutionary patriots had, from the very beginning taken the decision to uphold the 1951 plebiscite and we also agreed not to waver from our commit-

Eastern Nagaland Peoples’ Organization (ENPO) and the Naga Hoho on Wednesday said they were not aware that the Government of India (GoI) has ‘held back approval’ for the two civil organizations to meet NSCN (K) leaders in Myanmar, as reported by national news agencies on Tuesday. The report subsequently appeared in sections of the local media. National news agencies had reported that the “Centre appeared to have etched the international border deeper by holding back approval for NGOs scheduled to go across and meet the Myanmar-based NSCN (Khaplang) in an at-
tempt to persuade it to return to ceasefire.” Naga Hoho president, Chuba Ozukum said he was not aware of any restriction or rejection by the GoI on them to meet NSCN (K) leaders in Myanmar. “Security clearance has been given earlier. We are just waiting for a response from the NSCN (K) on the proposal for the meeting,” Ozukum said, adding the NSCN (K) was yet to send an affirmation. While the security clearance from the GoI may apparently still be in place, there is an air of doubt among members of the social organizations on whether the ban on the NSCN (K) will affect any changes on the security clearances. It may be recalled that be-
fore the GoI had imposed ban on NSCN (K), the home ministry had given security clearance to a delegation of ENPO, Naga Hoho to meet the NSCN (K) leaders in Myanmar. “With the ban order on NSCN (K), there is some confusion and apprehension amongst us on whether this affects anything on the security clearance given earlier,” ENPO president Khoiwang Konyak stated. He, however, said they have not received any such intimation from the Centre on withdrawing approval to meet with the NSCN (K) leaders in Myanmar. Khoiwang said if the security clearance from the GoI still stands, they are ready to meet the NSCN (K) leaders whatever the outcome.

Former Nagaland state Chief Minister and sitting Lok Sabha MP, Neiphiu Rio, today shared his concerns on environmental issues and said it was high time Naga society wake up to the reality of global warming and climate change. Interacting with members of Save Environment Network (SEN) after releasing the annual magazine 2015 of SEN at his private residence, Sovima, the MP said awareness of environmental issues should go hand in hand with conservation practices to maintain ecological balance. On depletion of the green covers of the small state due to intensive logging and jhum cultivation, Rio said earlier the Supreme Court had banned
logging in all states but later the ban was lifted in the state of Nagaland in the name of tree plantation schemes. He said due to lifting of the ban on logging, the state has witnessed mushrooming of logging activities and saw mills. Stressing on regulation of logging activities, Rio informed that when he was Chief Minister, the state government had proposed to ban export of timber and instead to market wood finished products to boost the local economy. “But then we realized that the state had too little work force in the carpentry sector and we failed. But this should be our target even in the future”, he said. tions. “Our topography is such that in many areas, permanent cultivation at one site is not feasible and so we have no alternative but to do jhuming to feed ourselves”, Rio said.
Rio however stated that to help maintain ecological balance, the cycle of jhuming should be increased to ten years or more so that trees and vegetation can grow in the in-
terim period. On the practice of burning forests to clear space for jhum and other agriculture farming, Rio said instead of burning, the vegetation should be allowed to rot to produce manure as burning of tress and vegetations does not come under organic farming. The former chief minister was also of the view that tree plantation should be done only in difficult terrains and far off sites and not on roadsides, fertile land and easily accessible sites. Taking the example of Dimapur valley, Rio said if the vast tracts of fertile land occupied by teak and other plantations were replaced by horticulture forests, then it would bring dividends to the farmers and the state as a whole. “If this is done, then by now we would be having lots of horti related industries in Dimapur”,
he added. On conservation of flora and fauna, Rio said it was heartening to know that many Naga villages have taken up initiatives to set up community forests, ban burning of jungles and introduced “hunting season.” The MP said Naga society as a whole should see the writing on the wall and wake up to the real threat of global warming and act before it is too late. “Naga society, though educated, is a young society and though some awareness has dawned on the need to preserve and conserve our environment, yet many still cannot adopt or make it a way of life”, he added. The MP also shared his concerns on waste management and pollution (noise, air and water), especially in urban cities like Dimapur and Kohima.

High Court directs Nagaland govt to create Municipal Commissionerate DIMAPUR, SEPTEMBER 30 (MExN): Division Bench, Guwahati High Court has directed the Nagaland government to create Municipal Commissionerate and a separate cadre for Municipal Employees within a specific period of three months. “The Directorate of Municipal Affairs and Urban Poverty Alleviation have been created. As a consequence of this, it is just and necessary that a separate municipal commissionerate and a separate cadre for municipal employees should be created in the State,” the judgment order read. This order was passed by a division bench consisting of Chief Justice (Acting) K. Sreedhar Rao and Justice P.K. Saikia on September 16, 2015. The said direction has been issued by the High Court in connection to a Public Interest Litigation (PIL) filed by one Nuksungtila against the State government, a press release issued by Advocate, Obanglemla Jamir informed. The direction was issued by the High Court after examining letters issued by the Union Ministry of Urban Development and after examining the National Policy of ‘Approach towards establishing Municipal Cadre in India.’

Screening camp marks World Heart Day CCIs trained on usage
Kohima, September 30 (mexN): Observing World Heart Day on September 29, a two-day screening camp for blood pressure, blood sugar and Body Mass Index (BMI) was organised by the Department of Health & Family Welfare on September 28 and 29 at the Secretariat Complex and Directorate of Health & Family Welfare respectively. With change in lifestyle (dietary habits, physical activity, tobacco and alcohol use), the disease pattern is also changing towards lifestyle diseases like cardiovascular diseases, diabetes, cancer, stroke, etc. Keeping in tune with the World Heart Day on the theme ‘Heart-Healthy Environments’, the aim of the day was to raise awareness about prevention of lifestyle diseases, especially on risk factors of heart and stroke. The camp was organized to spread awareness and mainly targeted towards office goers who forms a major part of the lifestyle diseases population. On September 28, a total of 235 persons were screened at the Secretariat gate entrance and 35.3% were found to be hypertensive and 11.48% suspected with Diabetes Mellitus. On September 29, total 239 persons were screened at the Directorate of H&FW where 19.6% were found to be hypertensive and 4.6% suspected with Diabetes Mellitus.

Some of the people suspected with hypertension and diabetes were referred to health care institutions for further check up. The patients were also advised to keep a check on BP, Blood Sugar and maintain normal body weight with lifestyle changes for prevention of non-communicable diseases. The screening camp was
carried out with participation of the staff of Directorate of Health & Family Welfare, Urban PHC, Seikhazou, Kohima and NCD Clinic, NHAK. Leaflets on cancer, stroke, cardiovascular diseases, hypertension and handouts on the key messages of World Heart Day were distributed to the public and general information on the
risk factors of lifestyle diseases were provided. Posters were also displayed highlighting the risk factors of lifestyle diseases. Altogether, total 474 healthy office goers came and availed the services provided during the two days screening camp. Of the total, 27.4% are found to be hypertensive and 8.0% suspected with diabetes mellitus.
Kohima, September 30 (mexN): Two-day State level training for Child Care institutions (CCIs) Nagaland on usage of Trackchild portal was held on September 29 and 30 on Trackchild at Zonal Council Hall Kohima organized by the State Child Protection Society Nagaland. Participants from 58 Child Care Institutions (CCIs) attended the training programme. On the first day of the training programme the Society Director State Child Protection Society (SCPS) & Joint Secretary Social Welfare Department, Z Nyusietho Nyuthe gave the welcome address. In his address he briefly highlighted on the various types of home under the Child Care Institutions(CCIs), their roles and how they are different from each other. He also highlighted that there are 58 CCIs out of which only 36 CCIs are uploading on Trackchild Portal whereas the rest have not uploaded the required details, so there is the need for the rest of the CCIs to upload it in the Trackchild immediately. He also strongly stated that all the CCIs need to maintain certain standard as prescribed under the JJ Act and will be conducting inspection of all the CCIs. On the second day Satahi Sujho, Programme Manager Training, gave the welcome ad-
dress. In his welcome address he highlighted that Trackchild was introduced by the Ministry of Women and Child Development for tracking missing and found children. He said that Nagaland is forerunner in implementing Integrated child Protection scheme in India. However, we are lacking behind in maintenance of database. Therefore, the objective of the training is to equip all the Child Care Institutions (CCIs) to handle the Trackchild Portal. Meilemla Pongener Chairperson, State Commission for Protection of Child Rights, Nagaland, gave the keynote address. She mentioned that missing children were very closely associated with exploitation. Our state situation is not as bad as some state in India but our society should take preventive measure before the situation worsen She also highlighted that with changing time there is the need to emphasize to update oneself with the latest technology and also to challenge oneself to know about this portal. Swedeseno Natso System Analyst and Project Coordinator Trackchild project NIC, Nagaland State Centre was the resource person for the two days training programme. She taught the participants through the
various interface of Trackchild and discussed in detail the usage on Trackchild portal 2.0. She stated as stakeholders of the ICPS scheme however minute the details maybe it is important for the details to be uploaded in this portal. And this will help all the stakeholders including the family of concerned child and necessary action can be taken against vulnerability of children. She also answered queries to the doubts of the participants having problem with the Trackchild Portal. Raitale Zeliang Programme Manager SCPS, the other resource person of the training taught the practical application of Trackchild. She highlighted that uploading information by the CCI online is not an option but has become mandatory and emphasised on uploading data accurately and regularly and timely. pereN, September 30 (mexN): PHED, Peren division under the aegis of WSSO launched the nationwide sanitation awareness campaign (September 25 – October 31) in Peren district on September 26. Held at ADC Peren Headquarters conference hall, the launch programme had ADC Tainiu as the chief guest. A press release informed that the objective of the campaign was delivered by Er. Ichirang Zeliang, SDO, PHED Peren. The action plan for month long awareness campaign was highlighted to create awareness in the villages/ towns across the district on issues related to cleanliness and sanitation like construction and use of toilet, keeping the villages/ towns clean, awareness on safe disposal of solid and liquid waste and elimination of open defecation.

The role of the community in keeping the surroundings, toilets and community toilets clean was also highlighted. Speaking on the occasion, the chief guest emphasized on the importance of toilet and the health implication it has on the mass and laid stress on building and using toilets, sensitized on best practices of sanitation, personal hygiene. Kohima, September 30 (mexN): Directorate of School Education (DSE) organized a farewell programme in honor of retiring principal director, Zaveyi Nyekha Wednesday at the conference hall of the Directorate office. Speaking at the farewell programme, commissioner & secretary, School Education, F.P Solo described Nyekha as Government servant who had rendered his service for the uplift of the department and the Government. Solo lauded the outgoing P.D for successfully completing the manual for implementation of Mid Day Meal scheme which he described as an “achievement” under Nyekha’s leadership. He said that the Department had been facing certain problems in the implementation of MDM in the past but with the detailed manual in place, the commissioner and secretary hoped that the Mid Day
Meal scheme in the state would be successfully implemented. Solo said that the retiring officer has left a legacy behind and urged all officers and staff of the directorate to do the same in their own capacity. In his retiring speech, Nyekha expressed gratitude to the Government especially minister school education, Yitachu and commissioner & secretary, school education, F.P.Solo for promoting him to the post of principal director, just days before his retirement. He said that he was extremely honored to be the first among the Nagaland School Education Administrative Officers to be promoted to the post of principal director. Nyekha said that since his first appointment as Assistant Teacher at Chetheba till his retirement as PD of DSE, he had been posted to various districts and was
able to serve the department in various capacities. He thanked all those whom he had worked closely with including the staff at the Directorate which he headed as the director for nearly two and half years. He said that though the seat that he held as director and PD was not an easy chair to seat in, all problems, both underground and over ground factors can be settled amicably through proper reasoning and understanding. He urged the officers and staff of the directorate to have a positive frame of mind in solving any issues. Short speeches were delivered by Viechuhu on behalf of the directorate ministerial staff association, Khetoshe, president NSEAOA, additional directors Pollem Tep and Limawabang and president ANSTA. resource persons. Lamniah gave a PowerPoint presentation of the various aspects of disaster management and enlightened the gathering with the dos and don’ts, especially during emergencies. He also stressed on the importance of incorporating disaster management course in educational institutions. A mock-drill on evacuation and a practical session on first-aid administration/ pre-hospital treatment (PHT), and Post-disaster Operation (rescue and recovery), which can be done in times of natural disasters were also conducted. Kohima, September 30 (Dipr): The Department of Higher & Technical Education organised a workshop on ‘Quality Enhancement Initiatives’ for principals and coordinators of secular colleges on September 29 at the Capital Convention Centre, Kohima. Parliamentary Secretary for Higher and Technical Education, Deo Nukhu was the chief guest and Vice Chancellor, Nagaland University, BK Konwar was the guest of honour. Deo Nukhu, while high-
lighting the progress of universities and institutions in the State, said that Amity University and North Eastern Christian University (NECU) are expected to be established soon in the state along with technical institutes like engineering and medical colleges. He stated that education is an important means of national integration. He also urged the teachers to enthusiastically teach the students in order to bring about quality education in the state. lamented that only few colleges in the state are accredited. He mentioned that accreditation is just about knowing where the institutes stand and consequent planning on how to improve, and that there is no need to fear as there are no punishment for failure to obtain higher grades. “If you follow the UGC requirements, we are here to help you in any way,” he assured. Konwar also urged the colleges to get ‘autonomous’ status which will help the colleges in the long run.
Thangamuthu in his keynote address said that academic community must engage and customize the quality of education and not just imitate other universities. “Higher education is imparting as well as creating education. Students should be inspired and be creator of education,” he said. Financial mismanagement led to NGT slams Assam govt power crisis in Meghalaya: CAG ShilloNg, September 30 (pti): Comptroller and Auditor General (CAG) has criticised the lack of prudent financial management and consequent non-payment of huge energy dues which resulted in power crisis and load shedding in Meghalaya. This has also resulted in extra and avoidable cost of Rs 102.87 crore to the power corporation over the past five years, CAG said in its report tabled in the recently concluded Autumn Session of the State Assembly. CAG also noted that ever since the power sector reforms in April 2010, the Meghalaya Energy Corporation Limited (MeECL) has been facing severe financial crisis especially due to non-payment of huge dues on account of power purchases mainly from the North Eastern
Electric Power Corporation Limited (NEEPCO) which continued to supply 64 per cent of the state's total daily requirements of power. In 2011-12, the quantity and cost of power purchased from NEEPCO was 509.49 MU at Rs 194.73 crore, 681.25 MU at Rs 218.55 crore in 2012-13 and 205.27 MU for Rs 130.71 crore in 2013-14, the CAG said. If bill was not paid within the stipulated date agreed between the state, the Centre and Reserve Bank, the company would be liable to pay surcharge at the rate of 15 per cent per annum compounded quarterly (1.25 per cent monthly). An audit observed that due to paucity of funds, the company was not regular in payment of energy charges to NEEPCO and was also defaulting in making payments
over the years resulting in accumulation of dues of up to Rs 223.76 crore as on September 2012. The total outstanding amount payable to NEEPCO as on March 2014 was Rs 378.93 crore including surcharge of Rs 103.87 crore on account of delayed/nonpayments, the CAG said. Due to non-payment of dues, NEEPCO intimated in October 2012 that 100 per cent power regulation would be effected from November 15, 2012 as per the CERC Regulations 2010 forcing the state government to make part payments to avoid power cut penalties. The CAG audit observed that the company had also not judiciously managed its funds requirement as it failed to ensure timely availability of adequate funds for its working capital.
New Delhi, September 30 (pti): The National Green Tribunal has slammed Assam government for delay in preparing a project report on measures to curb growing wildlife casualties due to vehicular movement on the national highway passing through the Kaziranga National Park. The green panel took exception to the fact that it had directed the state government on April 22 to come up with a detailed project report (DPR) within three months, but no such report has been filed yet. "Secretary, Environment and Forest, Assam will file a personal affidavit stating as to why the DPR in relation to construction of the road has not been filed. Further, he shall advert to all the issues that have been raised in the order of the Tribunal passed in the present case," a bench headed by NGT Chairperson Justice Swatanter Kumar said. "For this purpose, the government has sanctioned funds to the tune of Rs.1,200 crore for development of Guwahati airport," Sharma said at a press conference, adding that the airport

Will not allow Bru voters' list revision: Mizo orgs AizAwl, September 30 (pti): Mizoram's NGO Coordination Committee comprising of three major NGOs and two student organisations today decided to take steps to ensure revision of voters' list is not conducted in the six Bru relief camps in Tripura. In a meeting of the central committee of the Young Mizo Association (YMA), attended by 21 representatives of the civil societies, the NGO Coordination Committee strongly condemned the Election Commission's instruction to conduct a special summary revision of electoral rolls in the Tripura Bru relief camps. "No election officials should be allowed to undertake the task of revision of voters' lists in the relief camps," a resolution adopted at the meeting said. Meanwhile, the Home department of Mizoram has warned the EC that a serious law and order situation would occur if the poll panel conducts the revision of voters' list in the Tripura Bru relief camps. The EC took the decision pleas from the Mizoram Bru Displaced People's Forum (MBDPF), the apex body of Bru refugees and the poll panel instructed electoral registration officers of all constituencies in Mizoram, where the Bru voters were enrolled, to go to the camps and hold on the spot hearings.

mumbai, September 30 (reuterS): When the Reserve Bank of India (RBI) cut interest rates by much more than expected this week, government officials hailed it as a victory after months of imploring Governor Raghuram Rajan for strong action. Now it is New Delhi that will need to deliver. Rajan cut the key repo rate by 50 basis points to a 4-1/2 year low of 6.75 percent on Tuesday. He expects that show of faith to be rewarded by government efforts to manage food inflation and keep fiscal spending under control, said officials familiar with discussions at the Reserve Bank of India and the finance ministry. Fixing structural constraints that push up inflation could be critical in determining whether the RBI considers easing policy further, these officials said, given government officials are already pushing for even more rate cuts. “The next crucial element is what the government does on the quality of spending, whether

Workshop on DAPCU led Single Window Model on Social Protection held Dimapur, September 30 (mexN): A workshop on DAPCU led Single Window Model on Social Protection was held on September 29 at Hotel Lake Shilloi, Dimapur with officials from NACO (National AIDS Control Organisation), New Delhi, DAPCU National Resource team, NACO-NERO (North East Regional Office) and Family Health India (FHI). Kesonyu Yhome (IAS), Deputy Commissioner, Dimapur in his inaugural speech stated that10 years ago HIV & AIDS was looked at as a health issue alone, but now, it should be looked at as a social issue. The medical department alone can no longer
address the issue of HIV & AIDS, he said and urged all the stakeholders, government departments and community as a whole to come forward and jointly fight against HIV/AIDS. According to a press release from NSACS, access to benefits of social entitlement and HIV sensitive social protection is one of the key priorities under the National AIDS Control Programme Phase IV. These social protection schemes play a crucial role in addressing the social determinants of HIV. State AIDS Control Societies are taking an initiative of DAPCU (District AIDS Prevention and Control Unit) led Single Window Model on Social Protection for PLHIV
(People Living With HIV), MARPs (Most at Risk Population) and CABA (Children Affected by AIDS) to facilitate one point access for availing benefits from various existing government welfare schemes in order to improve their quality of lives. Currently, the coverage of social protection schemes among these groups is inadequate due to lack of sufficiently trained manpower to attend to their specific requirements in an integrated and structured way, the release stated. The participants for the workshop were from State AIDS Control Societies & DAPCUs of Arunachal, Assam, Mizoram and Nagaland.

Dimapur, September 30 (mexN): 37 Assam Rifles apprehended one armed UPLF cadre at 7th Mile area in Chumukedima on September 25 during an operation. A press release from Assam Rifles informed that the operation was launched based on information regarding presence of an armed UPLF cadre in Chumukedima since September 22. The cadre identified as Daley Doulugophu was on a lookout for house for rent, the release said. One 7.65mm pistol with magazine, five live rounds of 7.65 mm ammunition and one mobile phone were recov-
ered from him, it added said. According to the release, the cadre admitted that he is an active cadre of UPLF and also informed that the group has now disintegrated into smaller factions. He also claimed to have joined the newly formed United People’s Liberation Front (SSUPLF) group. Kohima, September 30 (NepS): Nagaland State, for the first time, will get an institution called “Mahatma Gandhi Academy for Human Development (MGAHD)” at Chuchuyimlang under Mokokchung district. The Academy is a joint initiative of the Nagaland Gandhi Ashram (NGA) and the Tata Institute of Social Sciences (TISS). Union Minister for Human Resource Development Smriti Zubin Irani will formally inaugurate the Institute on October 2, the birthday of Mahatma Gandhi, at Chuchuyimlang. As soon as she arrives at Chuchuyimlang by Chopper, she will proceed to lay “Foundation Stone of MGAHD.” The permanent complex of the MGAHD will be constructed in areas of 232 acres donated by Chuchuyimlang Village.

Secretary, IPR & State Nodal Officer of Digital Address System (DAS), N. Hushili Sema in her address said that digitization with addressability is to be implemented on priority in phases. She said that digitization enables efficient utilization of the spectrum bandwidth available on
the cable and thereby drastically enhances the capacity to carry channels on cable. She said that it brings in transparency as the signals of the cable operator are encrypted and can be received only through a set top box after due authorization from the service provider. Bull in a China Shop? Civility has become a casualty in vitiated social media platform of Naga society
A
tragic accident transcends into a fight over morality. A model’s participation in a national event leads to an open tussle between traditional purists and others. Periodic exposé on corruption and backdoor appointment, instead of collective condemnation, divides the crowd into one-upmanship on tribal’s line. A ‘Framework Agreement’ pedaling into an extremely fragmented political polarity… Sound familiar? Welcome to the world of social media in Naga society. With the risk of making a sweeping generalization, the instances cited above gives a broad overview of prevailing ‘discourses’ in the popular social media network. A cursory glance at social media, despite its gratification and dissemination, makes one squirm in aghast and elicits extreme premonition. Ironically, it is the expression of outrages over prevailing ‘issues’ that often leads to these tendencies. Tribalism, value and moral judgment, ‘social media trial’, stereotyping, vigilantism, polarization, to name a few has become the order of the day. True, moderate voices are heard far and between, but in the cacophony of fight between the divisive parties over a particular issue, sane voices become a victim. In such a scenario, well meaning opinions or commentaries often transcend into extreme negativism and polarized atmosphere often punctuated with personal overtones leading to the dilution of the intended message. In the end it only generates negativity. Ultimately, civility has become the latest casualty of the vitiated social media atmosphere of Naga society. Following, Coffey et al (2015), civility can be described as the tone or display of respect or courtesy towards participation in public discourse. Both theorist and empirical social scientist, they opined, accepts that public discourse serve as a foundation for proper functioning of the society and constructive debate about pressing issues appears to necessitate a basic level of civility. However, in its absence, Social media inhibits constructive criticism and exacerbate differences. Is it discernable in Naga society? One quick perusal over the ongoing “discussion” on topical issues will generate the obvious reality. Similarly, PEW Research Centre Study in 2014 of twitter trend in Unites States found out that often the topics being discussed are often “highly divisive and heated political subjects” and in fact there is usually little conversation between these groups despite the fact that they are focused on the same topic. A trend very commonly reflected amongst the Naga “netizens” whereby, the debates often degenerates into completely unrelated matters with the original posting. Other studies on social networks have shown it aggravates polarization (Settle, 2014). While some studies suggest that it generates moderation of views due to exposure to diverse issues (Barbera, 2014), such traits is missing in the online debates in Naga social media platform. In fact, it has further re-invigorated the inherent stereotyping and contradiction in the society and displays the same in public domain. Consequently, as another PEW Studies (Hampton et al 2014) suggests, it affirms a tendency called the “spiral of silence” - a major insight into human behavior from pre-internet era studies of communication showing the tendency of people not to speak up about policy issues in public when they believe their own point of view is not widely shared. In our highly polarized social media platform, the voice of moderation is often lost and many well intended individual silently observes the ongoing melees with apprehension but are cocooned into a ‘spiral of silence.’ Active citizen’s participation is the pulsating prerequisite of a vibrant democracy. Social scientist has rued over the declining number of such participation in recent years and online activism has been heralded as new means to regenerates people’s engagement. Some Scholars even attributes dramatic events in the Arab World, Ukraine and Turkey, at least in part, to the rise and popularity of social media. However, instead of ushering changes, the advent of social media platform in Naga society has to a large extent exposed the inherent contradictions which are openly expressed by many, shielded by cloak of online anonymity. Most importantly, it is also a sad commentary on the erosion of traditional institution to act as a source of moral authority and to guide the young generations. Who really is more creative?
P
eople still tend to associate the ability to think creatively with stereotypical masculine qualities, says a new study. The findings suggest that the work and achievements of men tend to be evaluated as more creative than similar work and achievements produced by women. "Our research shows that beliefs about what it takes to 'think creatively' overlap substantially with the unique content of male stereotypes, creating systematic bias in the way that men and women's creativity is evaluated," said lead researcher Devon Proudfoot from Fuqua School of Business at Duke University in Durham. In an online study, the researchers randomly assigned 80 participants to read a passage describing a type of creativity: the ability to "think outside the box" (also known as divergent thinking) or the ability to "connect the dots" (convergent thinking). After reading the passage, the participants rated how central 16 different personality traits are to creativity. As expected, participants associated creativity more with stereotypically masculine traits, including decisiveness, competitiveness, risk-taking, ambition, and daring, than with stereotypically feminine traits like cooperation, understanding, and support to others, and this tendency was particularly pronounced when participants considered creativity as "thinking outside the box." To investigate the link between gender and creativity in the real world, the researchers also examined performance evaluations for senior-level executives enrolled in an MBA program. The participants, 100 men and 34 women, were evaluated on their innovative thinking by both their direct reports and supervisors. In examining the supervisors' evaluations, the researchers found, once again, that male executives tended to be judged as more innovative than their female counterparts were. In a final study, the researchers asked 125 participants to read a passage about either a male or a female manager whose strategic plan was described as more or less risky (a stereotypical masculine trait). As predicted, the male manager was perceived as more creative when his behaviour was described as risky than when it was not, but there was no such effect for the female manager. And the male manager who adopted a risky strategic plan was viewed as more creative than the female manager who espoused the risky plan. The research suggests that when people think about "creative thinkers" they tend to think of characteristics typically ascribed to men but not women, including qualities like risk-taking, adventurousness, and self-reliance. The study was published in the journal Psychological Science.

So, what was Magna Carta?
T
his year, we celebrate the eight-hundredth anniversary of one of the most revered documents in English history. On 15 June 1215 at Runnymede (a small meadow outside of London, marking the midpoint between two armies locked in civil war) King John set his seal on Magna Carta – the ‘great charter’ that has become synonymous throughout the world with opposition to arbitrary rule, and with the protection of individual rights and liberties. But what, exactly, was Magna Carta? Few of John’s contemporaries could have guessed at its enduring and universal significance. Magna Carta was the product of a specific breakdown in feudal authority. It was a peace treaty and a political settlement, aimed at bringing to an end months of conflict between the despotic king and his defiant subjects. But the peace failed within weeks, plunging England back into ruinous civil war. And the settlement remained a dead letter until John’s death and the accession of his nineyear-old son (Henry III) the following year. The revived charter was presented as a solution to the crisis. Henry’s advisers hoped to end the conflict by signalling the boy-king’s desire to rule in cooperation with his barons, according to the terms of Magna Carta and the associated Charter of the Forests (created 1217). And this time, the peace held – making the charter an important milestone in English medieval history. Magna Carta was repeatedly reissued over the course of the following century, as the 1225 version passed onto the statute books and became the authoritative standard handed down to future generations. Nevertheless, there are many reasons for questioning Magna Carta’s iconic status. Though the settlement clearly curtailed the arbitrary rule of English kings, it did little to resolve the recurring conflict between monarch and nobility. Moreover, by modern standards, the charters were both extremely limited documents – overwhelmingly concerned with feudal administration, with little relevance to those living outside the context of medieval England. So why do we celebrate them today? The great charter of 1215 was never intended to start a legal revolution, or bring about a radical change in society. It drew on a precedent established by the coronation charter of Henry I of England over one hundred years before (as well as a number of other, more recent charters issued in southern France and Spain) pledging to rule according to custom and agreed standards of good lordship. These charters all aimed to curtail arbitrary rule, but could only be guaranteed by the force of royal oath. In medieval Europe, kings often broke their oaths, rendering charters only partly effective. By appealing to the tradition of royal charters, the rebels were attempting to seek redress for their grievances within a well-established context. But there was also a novel element at play. The professionalization of the English legal system under the rule of John’s father (Henry II) had created a new and menacing efficiency in the administration of royal justice. The king sat at the apex of the legal system, guaranteeing justice to his subjects, without being subject to the laws that he interpreted and administered. The king could therefore use the increasing prerogative power of the monarchy to raise revenue by arbitrarily adjusting fines, taxes, and feudal obligations (or ‘incidents’). John’s father and his brother began this practice during their reigns, but it was John’s flagrant abuse of the system in order to fund his costly (and chronically unsuccessful) wars in France that alienated his barons and ultimately precipitated a political crisis. The recognition that John – a notorious oath-breaker and arbitrary ruler – could not be constrained by the conventional mechanisms for limiting royal power had a broad impact, both on Magna Carta, and on its aristocratic champions. peaking at the opening session of the high-level debate of the U.N. General Assembly Monday, Secretary-General Ban Ki-moon said a politically troubled world is suffering from a lack of empathy. “One hundred million people require immediate humanitarian assistance,” he told delegates, pointing out that at least 60 million people have been forced to flee their homes or their countries. The United Nations has asked for nearly 20 billion dollars to meet this year’s needs – six times the level of a decade ago. But demands continue to dwarf funding, although member states have been generous, he said. Still, he lamented, the global humanitarian system is not broken; “it is broke.” “We are not receiving enough money to save enough lives. We have about half of what we need to help the people of Iraq, South Sudan and Yemen – and just a third for Syria.” In Yemen, 21 million people — 80 per cent of the population — need humanitarian assistance. The U.N.’s response plan for Ukraine is just 39 per cent funded while the appeal for Gambia, where one in four children suffers from stunting, has been met with silence. Still, he pointed out, the world continues to squander trillions in wasteful military spending. “Why is it easier to find the money to destroy people and planet than it is to protect them?” he asked delegates, who include five of the world’s major military powers: the United States, Russia, China, France and Britain. Speaking for nearly 45 minutes, U.S. President Barack Obama covered a wide range of subjects in his address to the General Assembly. And his appearance before the United Nations coincided with a breaking story about Russia, Iran, Iraq and Syria joining a new
famously mandated that a committee of twenty-five barons should be empowered to incite the rest of the kingdom to take up arms against the king if he breached the terms of Magna Carta. Although this clause was written out of subsequent versions issued by Henry III, the threat of armed enforcement remained. From this point onward, the ruler would be subject to the law; and if any king refused to accept the legal constraints on his power, his subjects were empowered and incentivised to overthrow him and seek a better alternative. (The political reality reflected this new legal principle: in 1216 the rebel barons had already found an alternative ruler – Louis, the son of the King of France – and were fighting to install him as King of England when Magna Carta was hastily re-issued by Henry’s government.) Other elements undoubtedly played a key role in defining and reshaping Magna Carta. John’s awful relationship with the Catholic Church (resulting in a break with the Church in Rome lasting from 1209 to 1214) and his subsequent submission to the Pope as a feudal vassal stirred up antagonism among the largely independent clergy of England. John’s actions created an alliance of clergy and nobility that insisted on protection for the English Church as Clause 1 of Magna Carta. Widespread resentment of John’s extension of the royal forests (land that fell under a more exacting royal jurisdiction) united lords, free men, and the unfree serfs in opposition to the king. And perhaps most significantly, John’s alienation of the city of London lost him a cornerstone of support that proved decisive in the ongoing civil war. On 17 May 1215, free men and traders of the city – dismayed by the king’s disruptive wars in France – seized the Tower of London and the treasury for the rebel cause, effectively denying the king financial support and security from foreign invasion, and forcing him into a timely settlement. These commoners played a fundamental role in the Magna Carta story, and left their mark on Magna Carta in Clause 13, guaranteeing London and other cities ‘ancient liberties and free customs’. (Ironically, today many people would maintain that the formal powers held by the City of London represent one of the greatest threats to democratic sovereignty – illustrating the equivocal nature of such constitutionally-protected corporate rights.) Ultimately, the drive towards Magna Carta was less defined by the pursuit of universal rights and liberties, than by a united desire to redress grievances and safeguard customary privileges with a secure and binding settlement. But this generated a substantial change; a precedent for the victory of the law of the community over the arbitrary exercise of power. Magna Carta was not intended as a constitutional framework or a basic law. It was a political document – and this is reflected in the vagueness of many of its most celebrated clauses. The widely cited Clause 39, which determined that ‘No free man shall be seized or imprisoned...except by the lawful judgement of his peers or by the law of the land’ exemplifies the deliberate ambiguity of the charter. ‘Lawful judgement’ was never clearly defined; and ‘the law of the land’ was a confusing qualification in a country of overlapping and incomplete feudal jurisdictions. Nevertheless, these terms allowed the king and the rebels to compromise on a vague legal settlement, which both parties could later attempt to interpret in line with their
own political standpoint. And the rebels and their successors were not reluctant to use their interpretations of Magna Carta to push for greater freedoms in the political sphere. Taken independently, Clause 39 of Magna Carta does not guarantee modern standards of justice. But in the fourteenth century, Parliament clarified Clause 39, interpreting ‘law of the land’ to mean due process of law and trial by jury. In the eighteenth century, radical campaigners like John Wilkes used these principles to challenge the oppressive powers of the British government, campaigning for individual rights and protections from legal tyranny. These political rights would gradually be extended to all members of society. Magna Carta is often criticised for its preoccupation with the minutiae of feudal administration – with the immediate political priorities of its aristocratic champions. It is true that the document was mainly concerned with baronial privilege, and that even the most general terms of the charter only applied to free men (excluding the majority of unfree men – or serfs – living in England at the time; as well as all women). Nevertheless, the charter represented a political platform, which successive generations used to campaign for greater legal protections for all. The first step towards legal equality came in the Charter of the Forests (1217) – which addressed the legal corruption plaguing serfs, commoners, and nobility alike, and deliberately extended rights and protections to ‘all men’, free or unfree. In the fourteenth century, Parliament rewrote Magna Carta in this vein, extending its protections to all men. And in the twentieth century, movements pressing for colonial liberation and female emancipation furthered the demand for equal legal protection, building campaigns for human rights on the back of the promise of Magna Carta. The struggle that began with Magna Carta in 1215 transformed the political landscape. It enshrined the principle of individual rights, and allowed subjects to challenge arbitrary authority. The great charter also set a precedent for political participation, stating that lords and free men held the right to consultation in matters of taxation. This principle carried the seeds of parliamentary government, which flourished briefly in 1265 under the leadership of Simon de Montfort, and grew throughout the following centuries into the defining principle of our political constitution. In the seventeenth century, Sir Edward Coke made Magna Carta the cornerstone of the parliamentarian critique of the divine right of kings; and the terms of the charter were used to challenge Charles I’s revival of ‘Ship Money’ and other forms of direct royal taxation. Magna Carta inspired the parliamentarian cause during the English Civil War, as well as the Patriot cause during the American Revolution, and it has become iconic because of its symbolic value in the move towards popular political engagement. Thus, Magna Carta – a medieval political settlement, which was never intended to radically transform society – came to stand for representative government, the protection of human rights, and the pursuit of liberty. Though the majority of Magna Carta’s clauses have since been repealed from British statute books (only Clauses 1, 13, 39 and 40 remain), what Magna Carta stands for, and the way that it has been used, are certainly causes for celebration in this eight-hundredth anniversary year.

And we have demonstrated over more than a decade of relentless pursuit of al Qaeda, we will not be outlasted by extremists.” But while military power is necessary, the U.S. President argued, it is not sufficient to resolve the situation in Syria. “Lasting stability can only take hold when the people of Syria forge an agreement to live together peacefully,” he said. Obama said the United States is prepared to work with any nation, including Russia and Iran, to resolve the conflict. “But we must recognize that there cannot be, after so much bloodshed, so much carnage, a return to the pre-war status quo.” Asked to react to Obama’s speech, Ray
Offenheiser, president of Oxfam America told IPS, President Obama showed renewed interest in engaging on a peace process for Syria – one that includes Iran and Russia. “We’re hopeful that when he returns to Washington it is with the intention to remain personally engaged in a peace process. His words were welcome but they must be followed by action.” He said a ‘fate worse than death’ is how some of the four million Syrian refugees, now registered in countries neighboring Syria, describe what it’s like to watch the towns and cities they left behind cr umble under mortar attacks and barrel bombs. “What is needed urgently is an inclusive peace process — pressure on the parties to end indiscriminate attacks and allow greater access to humanitarian assistance,” Offenheiser said. “We welcome Obama’s recent announcement that the U.S. will take more refugees, but remain concerned that the pace and scale of the U.S. response is nowhere near enough. We urge the United States to resettle at least 100,000 Syrian refugees in the coming fiscal year.” The U.S. can and should do much more to provide refuge and safety to the millions of Syrians displaced by the

conflict, he declared. Speaking of the U.N.‘s track record over the last 70 years, Brazilian President Dilma Rousseff listed some of the world body’s successes and failures. She said the United Nations has broadened its initiatives, incorporating the 2030 Agenda and the Sustainable Development Goals, incorporating issues related to the environment, poverty eradication, social development and access to quality services. Matters such as urban challenges and gender and race issues have become a priority. Still, she said the Organization has not had the same success, in addressing collective security, an issue which was present at the U.N.’s origins and which remains at the center of its concerns. She said the proliferation of regional conflicts – some with high destructive potential – “as well as the expansion of terrorism, that kills men, women, and children, destroys our common heritage and displaces millions of people from their secular communities, show that the United Nations is before a great challenge.” “One cannot be complacent with barbaric acts such as those perpetrated by the so called Islamic State and other associated groups.” This situation explains, to a large extent, the refugee crisis that humankind is currently experiencing, Rousseff said. A significant portion of the men, women and children who perilously venture the waters of the Mediterranean and painfully wander along the roads of Europe come from the Middle East and Northern Africa, from countries which had their state institutions de-structured by military action undertaken in contravention of international law, thereby opening space for terrorism, the Brazilian President noted.

A climAte Activist's guide to climate sceptics Climate sceptics are a movement of their own, of sorts. To be defeated, they must first be properly understood

e all know about climate scepticism. It's the product of big oil companies spreading lies about science. Just like the tobacco lobby before them, they pay for PR agencies, dressed up as think tanks, to spread doubt about the facts in order to slow us from taking action on the biggest threat our civilisation faces. Isn't it? In a sense, this is true. In the book Merchants of Doubt, Naomi Oreskes and Erik M. Conway outline this in detail. But this account troubles me. Because, in a sense, it ignores the vast majority of climate sceptics: the people who believe, adapt and spread these lies; the people motivated not by cynical profiteering, but by a genuine hunt for an imaginary truth. There is a real conspiracy which forms a part of the phenomenon that is climate scepticism, but there's also a broad psychology and sociology which means that the merchants of doubt have a market. At the Suspect Science conference at Cambridge University last week, it was these people who were in focus more, and there were some vital lessons for the global movement of people working for action on climate change. Cambridge academic David Runciman kicked us off. He outlined the two basic explanations we might have for the current increased propensity to conspiracy theory around climate change. Crudely, you might say it's a product of the times: “a reflection of our increasing propensity towards paranoid namecalling in the name of political debate”. On the other hand, it might be something to do with the issue itself. Perhaps unsurprisingly, he thinks it's a bit of both, but points out that there have in the past been other periods in which there were heightened levels of government mistrust: the 1890s great recession and the Cold War 1950s being key examples. Seen in this context, it's not surprising that there would be significant doubt about things that authority figures say in the years since the 2008 financial crisis. And in that light, it's not at all surprising that lots of people don't just swallow whole the statements they hear from scientists. This story makes most sense when we look at the two countries which are most sceptical about climate science: Egypt and Pakistan. Both are countries which for much of their recent history have had military dictators and in which, it's fair to say, citizens have very good reasons to distrust their governments and most other authority figures. The other place Runciman listed as having very low levels of belief in climate science was Republican USA, and Joseph Uscinski of the University of Miami (who has written about this for openDemocracy) had some more detail on that. In particular, rather than climate scepticism in the States being a product of a general mistrust of authority figures, his research shows that it’s a product of people choosing which authority figures they want to believe. Political conservatives, therefore, tend to believe things they are told to believe by prominent conservatives while lib-

omen account for less than half of India’s population but their participation in the workforce is way below that of men. They account for 27 per cent of the workforce. If – and it is a big if – their number were to increase to the same level as men in the workforce, the country’s output of good and services would expand by 27 per cent, argues Christine Lagarde, managing director of the International Monetary Fund. Empowering women certainly boosts economic growth. The sad reality, however, is that progress towards gender parity in the workforce has stalled, if it has not been thrown into reverse gear. Instead of steadily rising, the share of female workers in population is trending down. The men-women gap in workforce participation rates widened to 32 percentage points in 2011-12 from 25 percentage points in 1977-78, according to the five-yearly surveys of the National Sample Survey Organisation. Gender parity entails 195 million more women joining the workforce and is indeed a daunting objective to secure a gross domestic product (GDP) GDP expansion of 27 per cent. Reducing the gap by 25 per cent by 2025 – a G-20 pledge – translates into 5 million more women joining the workforce every year for the next 10 years. However desirable that may seem, the reality is that only 2 million jobs are being generated annually in the Indian economy. Women’s workforce participation that dropped to 21.9 percent in 2011-12 from 29.7 per cent in 1977-78 at the national level has an important bearing on the observed narrowing of male-female differentials in the rates of unemployment. The rates of unemployment for women typically are higher than for men. Their rate of unemployment registered a high of 3.2 per cent against 2.1 per cent among males in 1977-78, after which the differential vis-à-vis males narrowed down by 2011-12, accord-
erals believe things they are told by liberals. Before we jump to the conclusion that left-leaning Americans are generally more rationalist than those on the right, it's important to remember that Democrats seem more likely to reject the scientific consensus on vaccines or the safety of GM crops. There is, in other words, no particular evidence that either group is more likely to believe science in general, just that both groups tend to believe what people they trust tell them. As Uscinski puts it: “Siding with the scientific consensus does not make Democrats necessarily smarter, more accepting of science, or better at evaluating scientific evidence than Republicans. Democrats came to support climate change not because they sat down and confronted the evidence, read the scholarly journals, and evaluated the climate models, but rather because they accepted cues from their elites (which is exactly what Republicans are doing).” That both sides are behaving in essentially the same way doesn't mean that sceptics aren't irrational. Stefan Lewandowski from the University of Bristol pointed out, for example, the interesting phenomenon that climate sceptics, like many conspiracy theorists, are able to hold numerous contradictory opinions at once. For example, he said, many will argue that it is impossible to know what global temperatures were in the past, and that we can be sure that the earth isn't warming; that the globe “is cooling” and that “observed warming is natural”. However, he was able to point to some simple and coherent trends in the beliefs of climate sceptics, specifically that belief in climate change inversely correlates with belief in the free market. His research has also turned up an interesting finding: that if you don't ask people whether climate change is happening, but rather who is responsible for it, then those who claim not to believe it is happening at all give answers pretty similar to those who do. They believe both that it isn't happening, and that big polluting companies are highly responsible for it. This seems to me to confirm what climate activists have often argued: that the way to win the debate on climate science is not to endlessly go over it, but to move onto discussions about what to do about it. Much of this research seems to have been done in America and the UK, but it's important to note that climate scepticism is a global phenomenon and the
differences are vital. In a fascinating paper on climate sceptic bloggers in Russia, Marianna Poberezhskaya argued that climate change is often framed as a western conspiracy against Russia, and that any movement to take action on it is immediately framed as being backed by the USA and designed to subvert Russia. Meanwhile, Karen Douglas presented research showing that belief in climate denialist conspiracy theories correlates with other kinds of non-rational thinking, whilst belief in what she calls “warmist” conspiracy theories – ie, that the oil industry is funding the climate denial lobby – doesn't correlate with other kinds of non-rational thinking. Which was a relief for those of us who do believe that the oil industry is funding climate denial. Finally, the next morning, Chicago professor Eric Oliver presented some fascinating findings about what he calls “Enchanted America”, including around conspiracy theories in general. To crudely summarise, his surveys show that people who were more nervous and more pessimistic were more likely to fall back on what he calls symbolic thinking – including conspiracy theories. Most of the people at the event were academics of various disciplines. But there were three others – older men, who clustered together in the breaks. All seemed to be, in different ways, climate sceptics themselves. Seeing them together reminded me of a clear way in which climate scepticism diverges from other kinds of conspiracy theory: usually, we had been told, it's those with less social power who tend to believe in conspiracies. With climate change, it tends to be middle aged white men – the people with most social power. As the paper “Cool dudes” famously argued, climate change is a challenge to their identity. Climate scepticism is a significant movement made up largely of volunteers who believe themselves to be crusaders for truth in the world. Whilst their drivers vary in different countries, it's important not to dismiss them as just oil industry shills, in it for their own profit. That's only some of them. It seems to me that some climate activism – that which shifts blame onto individuals rather than social systems and which encourages people to be pessimistic and apprehensive – is partly to blame for the fertile soil in which it's grown up. Most importantly, only with a proper understanding of this phenomenon will it be gently deflated.

These narrower differentials are due to a decline in rates of joblessness among women as male rates are stable. Changes in the nature of employment, especially in rural India, are the proximate factor responsible for the falling rates of female workforce participation. In terms of absolute numbers, female employment shrank by 2.7 million jobs in just two years from 2009-10 to 2011-12. Women are increasingly taking up short-term marginal work as work opportunities on the farms are shrinking. Roughly two-thirds of women workers were self-employed on family farms in 1972-73 and this has declined with sharp swings along the way to 59 per cent in 2011-12. Casual work opportunities have grown somewhat irregularly in relative importance over time. This is a reflection of the fact that women are no longer getting longer term and better paying jobs, and so are forced to take up short term transient work. The picture is even more dismal in vanguard states of social and gender advancement, such as Kerala. As traditional agro-processing activities like the coir and cashew industries that employed women in large numbers have shrunk, female workforce participation has declined to even less than the national average. The battle for gender equality in the workplace in India will not go forward unless states like Kerala lead the charge. Grounds
for hope, however, are that women are unionizing and pressing for bettering their working conditions according to the Indian Express. Thanks to low participation rates, there has been no boost to the state’s GDP. This sharp drop in employment, especially in rural India, discourages women from looking for work, contributing to lower rates of unemployment. In other words, the declining rate of joblessness probably reflects the discouraged worker effects of a severe employment crunch for women workers. However, to substantiate this factor that pulls women out of the labour force is far from easy. The NSSO’s surveys include those who are neither working nor available for work as not being in the labour force. This includes those who attended educational institutions and those who performed domestic duties, among others. Doing domestic duties has become important since 2009-10. Researchers have also suggested that, due to rising household incomes, women are withdrawing from the labour force to concentrate more on their studies. Supply-side changes in this regard are important. The recent decades have witnessed an increase in female enrolment in colleges and other institutions of higher education, and a noticeable reduction in disparity in access to education. This factor certainly impacts the participation of women in economic activity and the search for work. The declining female-male unemployment
rate differentials thus also reflect income effects that have led to a steady fall in workforce participation of women. The difficulty with the above argument is that it does not necessarily hold for urban India. Incomes have been rising in the towns and cities as well. Female enrolment in school and colleges, too, has been on an uptrend in recent decades. Even so, female worker-population ratios in urban areas have not followed the downtrend in rural India. Roughly, 14 to 15 per cent of women were working in urban areas in 1983 and this proportion broadly held in 2011-12. In contrast to rural India, the urban story is different as more employment opportunities are being generated for women: around 4.5 million women found work between 2009-10 and 2010-11. The divergent rural-urban trends in female workforce participation rates possibly reflect different positions on the well-established U-shaped curve of female labour force participation. When incomes are low, female participation is high. As incomes rise in the course of development, the latter tends to fall. The cause could be an income effect or a decrease in demand for female labour in agriculture. Women’s rural workforce participation appears to be on this declining slope while the urban is on the upward slope as female education is improving and they are joining the workforce in larger numbers than before. Clearly, the downtrend in women workforce participation reflects farreaching changes taking place in the Indian economy, especially in rural India. The worst part is that all of this is happening despite GDP growth accelerating in recent years. This should temper expectations that reducing the differentials in male-female workforce participation by 25 per cent is feasible by 2025. However, none of this should deter policymakers from improving gender equity and improving wages and conditions of women’s employment, especially in the informal sector.
hen people are faced with adversity, they learn to live more creatively. In this sense, adversity is like a struggling mother of twins, namely, invention and innovation. While invention is the discovery of a product or process through the use of ingenious thinking and the first proof that it will work, innovation is the first successful commercial introduction of an improved product or service, or the creation of a new form of business enterprise. Unlike invention, innovation cannot be patented; but like invention, innovation is also a result of ingenious thinking. As for its importance, innovation is a major factor in competition, since it sometimes enables a firm to capture markets or beatcompetitors by rendering their products or processes obsolete. In short, innovation is about finding an improvised solution. It is a creative ability that can spot opportunities in adverse circumstances to overcome problems. For example, the first European settlers in North America were Christians who had to flee England because of religious persecution and economic hardship under the rule of King James I and King Charles I in the early part of the 1600s. These new Americansettlers, also known as Pilgrims and Puritans, had to start their lives from scratch, as it were. Thus, America began as a land of pioneers, entrepreneurs, inventors, and innovators. Among the many of these early Americans, the most well-known figure is Benjamin Franklin, who helped to invent the idea of an American nation. Franklin experienced scarcity, growing up in a large Puritan family of nine brothers and seven sisters. When he was just 10years old, Franklin had to leave school to support his family. Early on, he learned the value of frugality and developed a knack for using limited resources to devise ingenious solutions to tackle everyday problems faced by his contemporaries. One of his most practical inventions was the stove, which consumed 75% less wood and generated twice as much heat. He then went on to invent the lighting rod, bifocal glasses, flexible catheter, and a carriage odometer––all of which enhanced the lives of his people. Although he could have patented all his inventions and made a lot of money, he chose not to do so because he wanted all Americans to benefit from his work. Some other titans of American innovation are: Alexander Graham Bell – inventor of the telephone; John Moses Browning – inventor of the semi-automatic shotgun; Thomas Edison – inventor of the light bulb;Willis Carrier – inventor of air conditioning; Samuel Colt – inventor of the revolver gun; Henry Ford – inventor of the moving assembly line; Karl Benz – inventor of the first automobile; Robert Fulton – inventor of the steamboat; Charles Goodyear –inventor of vulcanized rubber; Cyrus Mc Cormick – inventor of the mechanical reaper; Samuel Morse – inventor of the telegraph; Dr. Jonas Salk – inventor of the Polio vaccine; Eli Whitney – inventor of the cotton gin;and Orville & Wilbur Wright – inventors of the airplane. From Benjamin Franklin to Cyrus McCormick to Edison Thomas and to the Wright brothers, America had many inventors and innovators who created new products and services, which have led to rapid economic growth and a high standard of living for the Americans. Indeed, past inventions and innovations have made America prosperous and powerful. But as today’s Americahas more of everything and is thus less driven by adversity, their spirit of ingenuity seems to be slowly declining. Also, rather than encouraging a more flexible bottom-up approach to innovation, America has moved more toward a formally structured approach, which has become too rigid, insular, and expensive. Today the power of innovation is rapidly shifting from the top-down institutional approach to the globally dispersed masses---thanks to the explosion of social media tools, such as Facebook and Twitter! As many of our younger employees are using Facebook and Twitter, they are constantly brainstorming new ideas with each other and coming up with many innovative solutions. As a result of this, the global dynamics of innovation is changing. Hence, no longer will innovations flow from the top-down structure or traverse from developed nations to developing ones. In fact, the reverse is happening---that is, the developing nations are slowly catching up with the advanced countries and even exporting many innovative ideas to the latter. While all leading economies in the world spend somewhere between 2% to 3% of their GDP on Research & Development (with special focus on innovation), India’s investment on innovation has hardly reached 1% of its GDP. Perhaps this is one reason why India is still lagging far behind other countries in innovation. On the other hand, having to live in adversities has forced most Indians to learn how to live frugally. This has unleashed the creative and entrepreneurial spirit in many people. That’s why we can say that innovation in India is powered by frugality, flexibility, and natural instincts in a bottom-up fashion using limited resources. In the context of our Naga society, with corrupt politicians pocketing public funds and the over-bloated bureaucracy draining our economy, we the common people must find other ways to surviveeven under these conditions of constraints and scarcity. With a flexible and frugal mindset, we must seek to innovatively solve our problems rather than waiting forever upon our government to help us. If other people can succeed in innovation, surely we Nagas can do it too. So, instead of merely using what others have made, we must come up with new products of our own. Instead of looking for some tailored-made government jobs, we must use our ingenuity to create new jobs and set up our own companies so we can employ others. Certainly we are not destined to be just observers or followers. We too possess what others have---the traits of creativity and imagination. Therefore, we must expect nothing short of game-changing contributions, not only to ourselvesbut also to the whole world. This, then, calls for entrepreneurs and innovators who will have the guts to lead the waywith the kind of positive mind that cannot be stopped by human constraints or resource scarcity. As entrepreneurs and innovators, we must make constraints and scarcity work for us by reframing our challenges as opportunities for growth and constantly adapting ourselves to changing circumstances along the way. We may lack adequate financial resources or modern equipment, but we are at least endowed with abundant natural resources. In addition, we can easily leverage our businesses by tapping into our social networks so as to create and deliver more value at less cost. After all, as President Theodore Roosevelt put it, “All the resources we need are in the mind.”

Mumbai train blasts: 5 get death, 7 get life in prison MuMbai, SepteMber 30 (iaNS): A special court on Wednesday awarded the death penalty to five people and life in prison to seven others, all convicted for the July 11, 2006, serial blasts on Mumbai's suburban trains which killed 189 people, in one of the worst attacks on the city's crowded public transport system. On September 11, Special Maharashtra Control of Organised Crime Act (MCOCA) Judge Y.D. Shinde found all the 12 people guilty of their role in serial blasts in the suburban trains, which also injured 817 commuters rushing home during the peak hours that rainy evening. Those awarded the death penalty were Kamal A. Ansari, 37; Ehtesham K. Siddiqui, 30; Faisal Attaur Rehman Sheikh, 36; Asif Khan alias Junaid, 38; Naved Hussain Khan, 30. The seven who were awarded life term in jail were medico Tanvir A. Ansari, 37; Mohammed Sajid Ansari, 34; Sheikh Mohammed Ali Alam Sheikh, 40; Mohammed Majid Shafi, 30; Muzammil Sheikh, 27; Soheil Mohammed Sheikh, 43; and Zamir Ahmed Sheikh, 36.

Man rumoured to have killed a cow is lynched NeW DeLHi, SepteMber 30 (reuterS): A mob killed a man in India over rumours that he butchered a cow, unleashing violence that police on Wednesday blamed on tension fuelled by politicians who seek strict protection of an animal many Hindus consider sacred. While many members of India's majority Hindu community see cows as holy, beef is widely eaten by Hindus in parts of the south, as well as by members of lower castes and minority Muslims and Christians. Tougher measures to safeguard cows are often used as a rallying call by politicians seeking to win Hindu votes, sometimes leading to Hindu-Muslim riots. Mohammad Akhlaq, a blacksmith, died after being kicked and beaten with stones by at least 10 men in the town of Dadri, 50 km from the capital, New Delhi, on Monday night. A larger group had earlier gathered outside his home, accusing his family of secretly eating beef. "I screamed and shouted to tell the mob that we did not eat beef, and they should stop beating my father and my brother, but they pushed me away," his daughter, Sajida Saifi, who watched the attack helplessly, told Reuters. Akhlaq's son was taken to hospital with severe injuries. The murder triggered clashes between Hindus and Muslims in the town, and extra police were deployed to keep the peace. The rhetoric about cow protection had emboldened some people to act as vigilantes, said police officer Anurag Kumar, who is investigating the lynching. "The incident is shocking," he said. "The Hindu mob felt they had a licence to kill." India is the world's largest exporter of beef and its fifth biggest consumer, but Prime Minister Narendra Modi's government wants a nationwide ban on cow slaughter and the beef trade, which is run mostly by Muslims. It has clamped down on the illegal trade of cattle with Muslim-majority neighbour Bangladesh, and two states ruled by Modi's Bharatiya Janata Party (BJP) have tightened laws to protect cows. Police arrested six of the 30 people accused in Akhlaq's murder, and sent a sample of meat from his home for forensic tests to check if it was beef. Eating beef is not illegal in Uttar Pradesh, where Dadri is located, although the slaughter of cows is banned. But even if the family had been eating beef, that was no justification for murder, Saifi said. "I saw my father being killed and no one came to save him," she said. "How can eating meat or beef become such a big crime?"
Proposed commission to decide MPs' salary gets good response ViSakHapatNaM, SepteMber 30 (iaNS): The government's proposal to set up an independent emoluments commission to determine the salary and allowances for members of parliament found support at a conference of chief whips of legislatures held here. Adopting a resolution in this regard, the conference also urged the states to ensure uniformity in salaries for legislators across the country with varying allowances depending on the situation in each state, a statement issued here on Wednesday said. The ministry of parliamentary affairs has proposed a three-member emoluments commission to determine the salary and allowances of MPs, keeping in view the responsibilities of MPs in a fair, transparent and equitable manner. The proposal was extensively deliberated at the 17th All India Whips Conference and was adopted on Wednesday. The conference urged the central and state governments to take lead in establishing inter-party forums in parliament and state legislatures for enabling regular dialogue to tackle contentious and vexed issues. These forums would work informally and enable better performance of the Houses, the statement said. It also sought revision of guidelines for implementation of MPLADS (Members of Parliament Local Area Development Scheme) and analogous schemes in the states to make them more flexible for effectively catering to the needs of local people by addressing infrastructure gaps.

Naved Hussain Khan surveyed the trains, transported a bomb from Govandi to Bandra, planted one bomb on the train which exploded at Khar station. Asif Khan alias Junaid procured the explosive material used to make the bomb, and planted one which exploded in the train at Borivali. Ehtesham K. Siddiqui, the Maharashtra joint secretary of banned orgainsation SIMI, recced local trains, transported Pakistanis to Mumbra in Thane district, was present when the bombs were made at a house in Govandi, and planted the bomb which exploded in the train at Mira Road. Five among the seven convicts awarded life sentence were trained in Pakistan, while Mohammed Majid Shafi helped transport Pakistanis from Bangladesh border to Mumbai and then back to Bangladesh after the terror blasts. Mohammed Sajid Ansari provided the electrical circuits for the bombs which went off with precision at the intended targets
that evening. Earlier, during the arguments, Thakre had demanded death penalty for eight convicts -- Kamal A. Ansari, medico Tanvir A. Ansari, Mohammed Sajid Ansari, Sheikh Mohammed Ali Alam Sheikh, Mohammed Faisal Sheikh, Ehteshan Siddiqui, Asif Khan alias Junaid, and Naved Hussain Khan. He sought life terms for Mohammed Majid Shafi, Muzammil Sheikh, Soheil Mohammed Sheikh, Zamir Ahmed Sheikh, arguing that they were guilty of offences which attract multiple life imprisonments, so they should be sentenced to life till the end of the lives in jail, or not less than 60 years. Arguing for stringent punishment to all the convicts, Thakre said the evening peak hour timings chosen and the targets (packed suburban trains) on the Churchgate-Virar section showed their extreme mentality as it would inflict maximum casualties. The trial continued for eight years in which the prosecution examined 192 witnesses, including policemen, civil servants, medicos, officials of various
government departments, commuters, survivors and a person summoned as a court witness, with their deposition running into over 5,500 pages. Starting at 6.23 p.m., the seven powerful RDX-laden bombs ripped off trains at Matunga Road, Mahim, Bandra, Khar Road, Jogeshwari, Borivali and Mira Road stations spanning Mumbai and Thane districts. The explosions, using around 15-20 kg of RDX, were so powerful that they blew off the double-layered steel roofs and walls of the seven train compartments. The Anti-Terrorism Squad had claimed that the suspects belong to Pakistan's Inter-Services Intelligence (ISI), LeT and the banned Students Islamic Movement of India (SIMI). The trial started in June 2007, but was stayed in February 2008 after one of the 13 accused, Kamal Ansari, challenged the phrase 'promoting insurgency' in defining organised crime in the MCOCA as "unconstitutional". In April 2010, the Supreme Court dismissed his petition, which paved the way for the trial to resume and complete this month.
World will appreciate India's commitment to climate change: Goyal NeW DeLHi, SepteMber 30 (iaNS): Power Minister Piyush Goyal on Tuesday exuded confidence that the world would appreciate India's dedication towards climate change and the Intended Nationally Determined Contributions (INDCs) which are likely to be announced on October 2. "We are conscious about our duties towards the environment. On October 2, India possibly will declare its INDC. I believe world would be pleased to look at our contributions," Goyal said here at
a function organised by Brooklyn India. All the countries are required to submit their INDCs on or before October 1, as the crucial 21st session of the conference of the parties (CoP-21) on climate change is to be held in Paris from November 30 to December 11. The conference needs to achieve a new international agreement on climate, applicable to all countries, with the aim of keeping global warming below 2 degrees Celsius.
Goyal said "polluter pay principle" should be adopted in the world and the countries which were "hugely responsible" for the current situation should contribute towards cleaning of the environment. "We have not seen the credible affirmative action from the west in this respect," he said, adding despite this India would move towards protecting the climate with cleaner environment being the central point of the ministries of power, coal and new and re-
newable energy. India was not a large pollution generating country as compared to the developed world, the minister said, adding even the energy consumption was far less as against the economically strong countries. However, he said coal would continue to be the mainstay of power in India but the pollution level can significantly be kept low with innovative technologies and thrust on renewable energy. ited would produce one billion tonnes of coal by 2019-20, he said, adding that the government was committed to set up washeries on the massive scale to wash 250 million tonnes of coal in next three years. Goyal informed that his ministry was framing a policy to liberalize coal linkages within infrastructure companies which will help bring down power cost. By 2030, he said India would be a country of largely modern and efficient coal based plants.
Warship INS Kochi commissioned Apex consumer court hearing MuMbai, SepteMber 30 (iaNS): India's biggest indigenously built warship, INS Kochi, was commissioned to the Indian Navy here on Wednesday by Defence Minister Manohar Parikkar. Parikkar described the 7,500 tonnes vessel, capable of speeds of 30 knots, to be "as good as any foreign ship". INS Kochi has been built as the second in the series of the three Kolkata-Class (Project 15A) Guided Missile Destroyers at the Mazagon Docks Ltd (MDL) in Mumbai at a cost of Rs.4,000 crore, and joins the Indian Navy fleet as its 10th destroyer. The first of the KolkataClass destroyers, INS Kolkata was commissioned in August 2014, while the third and final INS Chennai is due for induction by end-2016. These will be followed by a mega-project of nearly Rs.30,000 crore to construct four more stealth

surface attacks at medium and close range, the ship has been fitted with 76 mm Super Rapid Gun Mount, AK630 Close In Weapon System, BrahMos surfaceto-surface missiles, indigenous rocket launchers (IRL), indigenous twintube torpedo launchers and bow-mounted new generation HUMSA Sonar Dome. It can also operate two Sea King or Chetak helicopters on board and accommodate 40 officers and 350 sailors.
NeW DeLHi, SepteMber 30 (iaNS): The apex consumer court on Wednesday said it will hear Nestle's arguments on fresh tests conducted on its popular Maggi noodles on October 8, and take up the larger class action suit filed against the Swiss giant by the end of next month. The decision was taken after after an initial hearing of arguments rewgarding the class action suit filed by the central government against Nestle India for alleged unfair trade practices. Appearing for the Ministry of Consumer Affairs, Additional Solicitor General Sanjay Jain sought more time from the commission to present the fresh tests on the 27 sealed samples of different variants of Maggi collected from the market, to which Nestle had raised objections. A bench of the National Consumer Disputes Redressal Commission said the court will meet again on October 8 to hear the arguments of Nestle India over the fresh tests. The commission also questioned why Nestle India should have a problem with the testing of their own products. The government's counsel had also filed an application to allow the Food Safety and Standards Authority of India (FSSAI) as a party to assist the commission. During the hearing Nestle India said the company has been singled out and questioned why its competitor brands weren't being tested. Responding to some test reports done by the government, which were missing from the application filed before the court and marked as "Not Applicable", Nestle's counsel said material supporting their company was being concealed and needed to be produced.
More young Indians embracing gene testing for healthy ageing NeW DeLHi, SepteMber 30 (iaNS): As scientists the world over are busy trying to find the elusive elixir of life that can defy ageing and make you disease-free in golden years, gene-testing -- a technology that scans DNA instructions you inherited from your parents to spot genetic disorders -- is now gaining ground among Indians, especially the young. According to diagnostics firms and health providers, gene-testing methods can not only find out what diseases you are prone to but also provide customised solutions to nip them in the bud and herald a new health era for you. The approach, they stress, needs a fresh look at a time when scientists the world over are struggling to find new antibiotics to tackle resistant viruses and
bacteria and onset of new life-threatening diseases. "Knowledge of the genetic make-up (favourable vs unfavourable) may give the opportunity to take a pro-active step to avoid unfavourable factors and prompt the person to visit the doctor at initial symptoms," says Dr Amit Verma, consultant (molecular oncology and cancer genetics) at Max Hospitals in New Delhi. He is witnessing a surge in healthy young individuals coming to his clinic for gene-testing. The reason to go for such testing is simple: It can identify increased risks of health problems, allowing you to choose personalised treatments or assess responses to treatments. "The concept of gene testing is quite new to the entire medical field. How-
ever, scientifically, it is an established concept. The broader strategy would be to create awareness among the doctors first, followed by awareness amongst the people," adds Dr Amol Raut, CEO of the Punebased gene diagnostics firm GeneSupport. Unfortunately, genetically associated factors cannot be reversed but the action will certainly minimise the possibility of acquiring bad health. "The genes related to all conditions such as cancer, metabolic diseases, congenital diseases, lifestyle or other diseases are scanned, which helps in identifying missing pieces of information or even inappropriate information in genes," explains Dr Raut, also the chief consultant (R&D) of GeneOmbio Technologies that provides various gene
diagnostic services. Individuals are usually born with such altered information and scanning the genes helps in understanding the tendency, chances or risk towards a particular undesired body condition. "Further, such techniques can also be used to identify the stage of a disease as it happens in case of cancer progression determination. This information can be used to further change or modify therapy, diet, exercise and even lifestyle in certain cases to provide personalised information," Dr Raut stresses. last four-five years, genetics has progressed a long way through. With the new generation sequencing possible in the human genome, the whole genome can be sequenced and can even identity single gene disorders and some 600-700 other disorders," he said. He too is seeing an increase in the number of people who want to go in for genetic testing. "At present, we are able to identify aneuploidies (presence of an abnormal number of chromosomes in a cell), thalassemia (inherited blood disorder) and other disorders which are a common cause of abortions or disability causing childhood disorders," Dr Murdia elaborates. Four years back when Hollywood actor Angelina Jolie decided to have both her breasts removed as she
carried a gene mutation that put her at a high risk of developing breast cancer, people across the world were left shocked. But her decision had improved awareness of reconstructive breast surgery options among women, revealed a recent Swedish study published in the journal Cancer. Genetic alterations or mutations are permanent features of the genetic make-up. "It cannot be reversed or fixed, but attempts at using gene therapy in few disorders like cystic fibrosis have proven to be beneficial in modifying the disease to some extent," Dr Verma told IANS. Gene sequencing can also be used to screen newborn babies and commercial egg and sperm donors to find if they are free from any genetic disorder.

Across arc of conflict, “Obama Doctrine” shows signs of failure WASHINGTON, SepTember 30 (re uTerS): In Syria, U.S.trained rebels surrender supplies and ammunition to al Qaeda-linked insurgents. In Iraq, the battle by American-backed government forces against Islamic State is at a stalemate. In Afghanistan, the Taliban seize a provincial capital for the first time since their ouster in 2001. Less than a year and a half after President Barack Obama used a West Point speech to lay out a strategy for relying on local partners instead of large-scale U.S. military deployments abroad, there is mounting evidence that the socalled “Obama Doctrine” may be failing. Despite the U.S. investment of at least an estimated $90 billion in these counterterrorism efforts, Obama has found few reliable allies to carry the load on the battlefield - and he seems to have few good options to fix the situation. Obama also appears hemmed in by his deep aversion to seeing America drawn back into unpopular Middle East wars after pulling U.S. forces out of Iraq in 2011. Russia’s sudden moves to seize the initiative in the Syria and Iraq crises in recent weeks have stunned U.S. officials and laid bare the erosion of Washington’s influence in the region. Faced by the mounting setbacks, Obama will probably only make modest changes in strategy, according to current and former U.S. officials. Castro, in the first speech at the U.N. by a Cuban president since his older brother Fidel addressed the Millennium Summit in 2000, said on Monday the two countries can normalise ties only after Washington ends its trade embargo and returns the Guantanamo U.S. naval base to Cuban control. Novel drugs to target cancer FARC says all rebels on board for peace talks NeW YOrk, SepTember 30 (IANS): In a first, researchers have developed a technique that coats anti-cancer drugs as patient’s own platelets, allowing the drugs to last longer and attack both primary tumours and the circulating tumour cells that can cause cancer to spread. There are two key advantages while using platelet membranes to coat anti-cancer drugs. First, the surface of cancer cells has an affinity for platelets -- they stick to each other. “Second, because the platelets come from the patient’s own body, the drug carriers are not identified as foreign objects so these last longer in the bloodstream,” explained Zhen Gu, assistant professor at North Carolina State University. Here is how the process works. Blood is taken from a patient - a mouse in this case - and the platelets are collected from that blood. The isolated platelets are treated to extract the platelet membranes, which are then placed in a solution containing the anti-cancer drug
“Dox”. The solution is compressed to create nanoscale spheres made up of platelet membranes with the drug. These spheres are then treated so that their surfaces are coated with another effective anti-cancer drug named “TRAIL”. “When released into a patient’s bloodstream, these pseudo-platelets can circulate for up to 30 hours - as compared to approximately six hours for the nanoscale vehicles without the coating,” the authors noted. In mice, the researchers found that using the pseudo-platelet drug delivery system was significantly more effective against large tumours and circulating tumour cells. “This combination of features means that the drugs can not only attack the main tumour site also attacking new tumours before they start,” added Quanyin Hu, PhD student in the joint biomedical engineering programme. We think the technology can be used to deliver other drugs such as those targeting cardiovascular disease, the authors concluded.

For families split by Korean war: A bittersweet reunion or despair SeOuL, SepTember 30 (reuTerS): For 87-year-old Lee Yong-nyo, the last chance to meet a daughter she had not seen for decades disappeared with the click of a mouse. The Red Cross was holding a computer algorithm-driven lottery in Seoul, the first step in choosing 100 South Koreans who can meet kin in the North separated since the 1950-53 Korean War. Tens of thousands of South Koreans have applied to meet families living in North Korea. When the two governments agree, the Red Cross sets up a three-day meeting at the Mount Kumgang resort near their border for some of the families. “My heart is going to burst,” wept Lee after she did not make the first cut at the Red Cross draw for the next reunion in October. “I want to find my daughter, or at least know if she is dead or alive. I left her when she was three. When am I going to get the chance, if not now?” The reunions are an important marker for the state of relations between the two Koreas, which are technically still at war. SC declines plea to recall verdict barring Srinivasan from BCCI poll
new deLhi, SePtember 30 (ianS): The Supreme Court on Tuesday declined a plea by the BCCI seeking recall of its order barring the cricketing body's former president N.Srinivasan from contesting its election so long he was in a situation of conflict of interest situation as an owner of IPL franchise Chennai Super Kings (CSK). A bench of Justice T.S.Thakur and Justice Fakkir Mohamed Ibrahim Kalifulla rejected the plea for the recall of the order by circulation in their chambers. The review plea was filed in February this year but only taken up on Tuesday.
The apex court by its January order, while making Srinivasan ineligible for contesting election of the BCCI on account of being in conflict of interest situation, had read down the amendment to BCCI Rule 6.2.4 that excluded events like the Indian Premier League or Champions League from the conflict of interest clause. It had said that it made "clear that the disqualification for contesting elections applicable to those who are holding any commercial interest in BCCI events shall hold good and continue till such time the person concerned holds such commercial interest or till the committee considers and
awards suitable punishment to those liable for the same; whichever is later". The court had also appointed a three member committee of former apex court judges headed by the former chief justice R.M. Lodha to decide the quantum of punishment that had to be awarded to his son-in-law Gurunath Meiyappan and Rajasthan Royal co-owner Raj Kundra for their involvement in betting during IPL 2013. Other members of the committee were Justice Ashok Bhan and Justice R.V.Raveendran. The court had given them gave the committee six months time to complete the task entrusted to it.

Warner said that it is "no coincidence" that his life ban came as FIFA president Sepp Blatter was being probed by Swiss authorities for criminal mismanagement and misappropriation of funds, reports CMC. "I left the FIFA in April 2011 and if in September 2015 (some four years and five months after) the FIFA wants to ban me for life without even a hearing then so be it,” Warner said here on Tuesday. “I do not believe, however, that this will serve as the distraction to the FIFA's present problems as the FIFA wishes it to be." “Given what is happening in Zurich with Sepp Blatter I guess that there is no such thing as a coinci-
dence.” Warner was slapped with the life ban by football’s world governing body, FIFA, on Tuesday, over four years after he quit the organisation at the height of the cash-for-votes scandal. FIFA said it had reached the decision after its Ethics Committee had in January launched an investigation into Warner’s involvement in the bidding process for the 2018 and 2022 World Cups. The embattled sports body said Warner had been guilty of breaching several of the articles of the body’s Code of Ethics relating to conflict of interest and “accepting and offering gifts and other benefits”. As such, Warner will be prohibited from any kind of “football-related activity at national and international level for life". “Mr Warner was found to have committed many and various acts of misconduct continuously and repeatedly during his time
as an official in different high-ranking and influential positions at FIFA and CONCACAF,” FIFA said. Warner is currently fighting extradition to the United States where he was one of 14 current and former football executives indicted in May on “racketeering, wire fraud and money laundering conspiracies.” The US Department of Justice said the 72-yearold former government minister, while serving as CONCACAF president, had along with other football executives engaged in an elaborate 24-year-old scheme “to enrich themselves through the corruption of international soccer.” Last week, Trinidad and Tobago’s Attorney General, Faris Al Rawi, signed off on papers allowing the extradition to proceed. Warner served as CONCACAF president for two decades and as a powerful FIFA vice-president for close to three decades.

are on the verge of extinct and many are in the endangered lists. Since generation they are being hunted for fun and pleasure due to which their numbers has dwindled greatly, another main factor responsible for the decrease of wildlife species in the state is due to excessive felling and logging of trees leading to degradation and fragmentation of forest land. A few decades ago we find the elegance of wildlife presence as we step out in the forest, village, town and city and even around our house compound. But in present scenario, animals and birds are hardly seen and we rarely hear the sound of birds chirping in the woods which is a very sad and inevitable truth but due to the unscientific management in the past, deforestation, merciless and reckless hunting’s, smugglings, greed for making easy money, illiteracy, poverty, tre-
mendous growth in the human population and simultaneously the unawareness among the people about the benefits of wildlife have depleted the wildlife-population, bringing it to an alarming stage. Nature has gifted a rich heritage of wildlife to our country and we are very fortunate in this field but today, several species of our wildlife are facing the threat of extinction in such a state of affairs; the country must earnestly take appropriate steps to increase them at the least up to optimum level. For this; protection, prevention and propagation are indispensable. Though National and International rules and regulations in the field are operative, no doubt; more strictness is required in this regard, especially from the functional point of view. ‘To save Wildlife is to Save our Country’, as it is a renewable
natural heritage in bountifull, beautiful and glorious forms. It is the need of the hour and we must realize it before it becomes too late and the wildlife reaches the stage of annihilation at which neither nature nor the coming generation will forgive us. Particularly educationist, intellectual and governing bodies have to come very forward to bring a revolution of awareness among the masses to conserve the wildlife so that the human race may live in a healthier environment leading to eco balance. Political negotiation replaced violent armed confrontation and with the official recognition of our unique history and situation on July 11, 2002 we are earnestly in search of an enduring political solution based on that recognition. Therefore, kindly allow me to remind our Naga people that we are truly blessed and also honoured to say that based on this recognition a “Framework Agreement” has been concluded with the Government of India on the 3rd of August, 2015 and both the entities have agreed to move forward towards a possible meeting point of peaceful co-existence by the sharing of different competencies which also defines the different stratums of sovereign power that must be shared. Also, in the spirit of mutual respect and recognising the universal democratic principle, both the parties agreed that sovereignty lies with the people concerned. We know that there will be no solution whatsoever, so long as Nagas are kept divided ignoring their historical and political rights.There is also
danger of self defeat if the Naga people’s aspiration is interpreted in terms of the past agreements, like the 16 point Agreement and the 1975 Shillong Accord, which betrayed our cause. Therefore, when God has given us the best we cannot effort to take wrong decisions again. I and my friend Thuingaleng Muivah together with many of the revolutionary patriots had, from the very beginning taken the decision to uphold the 1951 plebiscite and we also agreed not to waver from our commitment that Nagaland shall be for Christ. We want you to know that we will not compromise on any issues that contradicts our historical rights and aspiration. Today, at this very important turning point of our history I want my Naga people to know and understand that, the past is past, and that we must all come together in the name of Christ and also respecting and acknowledging our historical and political rights. We must also know that there is a time and season for all things, hence, we must correct all the political mistakes and come together in order to chart out our common future based on the uniqueness of our history. My dear Naga people I cannot be with you at this moment because of my delicate health condition but I urge you all to come forward and we shall march forward in a united strength. May God grant us wisdom to take the right decision in order to realize a lasting peace and prosperous future of our people. We all know that we still have an enormous task before us but however, we are confident that we shall overcome with the help of our mighty God. r. Thuigaleng Muivah known as Th. Muivah joined NNC/ FGN in December, 1964 and he was appointed as the General Secretary of the Naga National Council (NNC) in February, 1965. Then he was sent to China for Alee (Foreign) Mission in 1967 and he bore the assigned duties for some years with the intensive concept of Socialism. Thus Th. Muivah for the first time killed Brig. Ngamlaw Konyak, Naga Army officer on 3rd December, 1975 in Kachinland when Muivah returned to Nagaland from China for disagreeing with his (Muivah) Socialist ideology. As soon as Muivah reached Eastern Sector of Nagaland, he convinced Isak Chishi Swu (A yes man) and began to impose Socialism against the Nagas. Then Muivah and Isak along with their socialist Comrades killed the following prominent NNC/FGN leaders who were then in Eastern Sector of Nagaland: 1. Eno T. Venuh Chakhesang, NNC Vice President was killed on 27th November 1979. 2. Eno Venyiyi Rhakho, Tatar, killed on 27th November 1979. 3. Eno Myanger Ao, Kilonser, killed at Hasik in December 1979. 4. Eno N. Lorho Mao, Speaker, Tatar Hoho, killed on 2nd January 1980. 5. Eno Ngathingkhui, Kilonser, killed on 3rd January 1980. 6. Lt. Col. Vesazo Chakhesang, killed in December 1979. 7. Lt. Col. Süpong Ao, killed in December 1979.
8. Capt. Imtsütoshi Ao, killed in December 1979. 9. Capt. Kumzuk Ao, killed at Hasik in December 1979. 10. Capt. Keviletuo Angami, killed at Lao village in December 1979. 11. Lt. Vejoyi Chakhesang, killed in December 1979. 12. Lt. Yanger Ao, killed at Hasik in December 1979. 13. Lt. Jacob Tangkhul, killed on 3rd January 1980. 14. Sgt. Maj. Then the National Socialist Council of Nagaland (NSCN) led by Isak, Muivah, Khaplang and Brig. Thungbo was formed on 31st January, 1980. Thus the NSCN with its formation immediately killed about 1500 Nagas in Khiamniugan, Lainung and Tangkhul areas. They thereafter expanded their murderous activities throughout all Naga territories and the NSCN led by Isak and Muivah have so far killed more than 3000 Nagas and about 1000 non-Nagas. The right thinking Naga people and non-Nagas may kindly investigate and bear witness of the truth. See page 52-98 of the book “Nagaland and Th. Muivah’s Terrorist Activities” and find maximum names of the victims. Isak and Muivah at first murdered the Nagas on the pretext of Naga Sovereignty. Then they killed, tortured, extorted and intimidated without any principle by arbitrarily claiming, such as: Greater
Nagalim, Special relationship with India, Naga Integration, Supra State Status, Pan Naga Hoho/Federation and Alternative Arrangement within Manipur state. The NSCN (IM) also actively involved in the past elections of the So-called Nagaland state and the so-Called Manipur state with the Naga People’s Front (NPF) and presently seeking support for the Delhi Accord/Frame Work Agreement signed on 3rd August, 2015 between Th. Muiva and R.N. Ravi as if the Naga people and the Naga National rights are in the pocket of Th. Muivah. It was the only accord between the NSCN (IM) and the GOI and not the Naga Accord/Agreement. Besides, some Nagas have senselessly attended the meetings of the NSCN (IM) and blindly endorsed them without knowing even the tail of the Accord/Agreement like the silly fly and the spider. Muivah and Isak (Ex-NNC/FGN) who cannot work with the NNC/FGN, NSCNK, other Naga groups and neighbors can never do good for the Nagas and the neighbors. Wherever Muivah goes and whatever Muivah does, bloodshed or controversy always follows. Thus a man is known by his action. We are living in the democratic Christian society. We Nagas are democrats and not Socialists or Communists. The Democratic Christian Nagas can never expect a God’s Nation from the murderers for a true leader never kills his own Countrymen. The stage is set for yet another major motorsport event in Mokokchung, this time being organized by the Adventure and Motorsports Association of Mokokchung (AMAM) to be held 4th-7th November 2015. The event would include a motor rally in the first leg followed by an autocross and a motocross event at the Imkongmeren Sports Complex, Mokokchung. AMAM while addressing a press conference at Hotel Metsüben here today informed that the motor rally would be held under the label ‘Tour de Hills 3’ which is a collaboration between AMAM and the Mokokchung District Sports Council (MDSC) to be held on the 4th and 5th of November. Meanwhile, the third edition of AMAM’s annual calendar event ‘Mokokchung Auto-X’ would be held on the 6th and 7th of November at Imkongmeren Sports Complex. AMAM official website launched The Adventure and Motorsports Association of Mokokchung’s official website was launched today by Mokokchung Additional Superintendent of Police, T.Yanren Ngullie in a formal ceremony at Hotel Metsüben, Mokokchung. Ngullie while launching the website, www.amamonline.com, congratulated AMAM and said that the huge turn-out of people during motorsport events in Mokokchung is an indication that Mokokchung is not lagging behind in the discipline.
