NSCN (K) notifies DIMAPUR, OCTOBER 20 (MExN): The NSCN (K) on Tuesday cautioned that “several criminals posing themselves as Col Akaho Zhimomi and Max Assumi were engaged in demanding taxes indiscriminately from markets and business establishments in and around Dimapur.” Therefore, in order to avoid unnecessary harassment and double taxation, it has informed all the ‘tax payers’ to consult and confirm from the following numbers9436249157/8732009014 before making any payments. NSF clarifies on allotment of MBBS seat

DIMAPUR, OCTOBER 20 (MExN): Naga Students’ Federation (NSF) has clarified to all concerned that one Md Inzamul Hoque Talukdar has not been allotted any seat by the Nagaland government from the State quota. A press communiqué from NSF secretary education informed that the last date for admissions in all the medical institutions is over and all seats have been allotted to Nagas. If at all an additional seat (s) is to be allotted, it will be given to the Nagas who are in the waiting list, it added. The federation also maintained that it has been working with the appropriate authority from the day the issue was brought to the notice of the office. It assured that NSF will never compromise on the issues related to the welfare of the Nagas in any case.
Diesel fumes change flower odours that bees need

LONDON, OCTOBER 20 (IANS): Air pollution from diesel vehicles may be reducing the availability of almost half the most common flower odours that bees use to find their food, says a new study. The findings suggest that toxic nitrous oxide (NOx) in diesel exhausts could be having an even greater effect on bees’ ability to smell out flowers than was previously thought. “This work highlights that pollution from dirty vehicles is not only dangerous to people’s health, but could also have an impact on our natural environment and the economy,” said study lead author Robbie Girling from the University of Reading in England. “We do not think that air pollution from diesel vehicles is the main reason for this decline, but our latest work suggests that it may have a worse effect on the flower odours needed by bees than we initially thought,” Girling noted.

DIMAPUR, OCTOBER 20 (MExN): Nagaland Chief Minister TR Zeliang on Tuesday impressed upon the students’ community to speak up their minds on the Naga political issue and voice suggestions, a press statement received from Media Cell, CMO stated. “Our common destiny is at stake and if we want to have a say on how our future is to be decided, now is the time to speak up our minds, give our suggestions,” Zeliang said while interacting with a delegation of Naga Students’ Union Delhi (NSUD) at Nagaland House. He pointed out that while the Naga political issue is every Naga’s issue, the youths had more stakes in it since it is their political destiny which was to be decided. Besides, the chief minister said the need of the hour is to put “our
heads together, be it the student, political, bureaucrat community or the general public.” He maintained that when the Government of India has voiced its determination to solve the longstanding Naga political issue once and for all, every Naga must come forward and suggest on how best to going about in finding a solution which is honourable and acceptable to all sections of the Naga society. He reiterated that for the sake of finding a permanent solution to the protracted Naga political problem, all political parties in the 60-member Nagaland Legislative Assembly have come together by burying their political differences and are now speaking out in one voice to the GoI as well as the other negotiating groups. Exhorting the students to change their mind-set along with the changing times and not be stuck up with past issues which have become redundant, the chief minister encouraged them to be dynamic and change the society as well as their conditions

KOHIMA, OCTOBER 20 (MExN): The Naga Hoho today expressed apprehension on behalf of the ‘Naga public’ that the Government of India “might try to remove Article 371-A.” However, the Nagaland State BJP unit has clarified to the president of the Naga Hoho that there is no such thing in the centre’s mind. BJP Nagaland State unit president, Dr. M Chuba Ao requested the Naga people “not to believe such misinformation given by vested interest individuals.” This was done during an informal meeting in Kohima of the Nagaland State BJP Unit team led by Dr. M Chuba Ao and National Secretary cum State In-charge Farooq Khan today with various NGOs such as Naga Hoho, NBCC and BJP Legislators. In the meeting with the Naga Hoho, its president, Chuba Ozukum, expressed his appreciation of the BJP, led by Prime Minister Narendra Modi, for initiating the Naga Peace accord. Ozukum also appreciated the role played by the Centre’s interlocutor, RN Ravi, in bringing the peace process to this stage. He expressed that it will come to reality by taking all the stakeholders on board for Peace in Nagaland. The party delegates expressed that BJP as a Party will extend its “best ability” to see that the Peace Accord is finalized at the earliest so
that Nagaland State will “soon join with the rest of India in all aspects of development,” stated a press release from Dr. M Chuba Ao. The Party delegation also met the Nagaland Baptist Church Council (NBCC) team led by its General Secretary Rev. Dr. Zelhou Keyho. He was welcomed by Farooq Khan, also the All India Minority In-charge of the party. The NBCC stated that the Churches in Nagaland are doing its best level to reform the electioneering process under the slogan ‘Clean Election in the State,’ for which the party appreciated the role of the NBCC and assured them of all cooperation. On the apprehension expressed by the General Secretary of NBCC, wherein minorities, particularly Christian communities, were under threat elsewhere in the mainland, Farooq Khan assured that BJP as a party will see that all minority communities are safe. He further ensured that Prime Minister Narendra Modi has set the goal as ‘Sabka Saath Sabka Vikas’ that is “taking all together for all round development.” The meeting concluded with a Prayer for Peace in the State. It was informed that the party delegation also had a high level meeting with the Nagaland BJP Legislators at Kohima. You should win over the leaders of the other groups. You should not be too concerned about what differences cropped up decades back between the different Naga tribes in the Capital. We should not segregate ourselves into small groups,” the chief minister underlined.
NEW DELHI, OCTOBER 20 (IANS): In what could be a setback for the Naga peace accord, some cadres of NSCN-Reformation (NSCN-R) - a faction which is part of the ceasefire accord - have decided to rejoin the NSCN-Khaplang alleging that the Indian government and other Naga signatories to the pact were “playing dirty politics” by targeting them. A senior member of NSCN-R - which is a breakaway faction of the banned NSCNK - alleged that their cadres were being continuously apprehended by the paramilitary Assam Rifles on “false charges of drugs trafficking and extortion.” The senior member said its cadres are also being nabbed by the NSCN-IM and NSCN-Unification - which run a parallel Government in Nagaland - on cooked-up charges drug trafficking and extortion. “Due to the continuous torture and assault at the hands of security forces and NSCN (Isak-Muivah) and NSCN (Unification), some of our cadres have decided to cross the border (into Myanmar) and again join Khaplang. Though we are trying to prevent it, but if it happens due to the bias against us, we cannot be blamed,” the member, who did not wish to be named, told IANS. Sources have also confirmed to IANS that the top brass of the NSCN-Khaplang have welcomed the move, calling it a “reunion”. The NSCN-K is a banned organsiation and has faced concerted action by the security forces after ambushing an Indian Army convoy in June. The National Investigation Agency has declared a reward of Rs.17 lakh for information about its top two leaders. The Naga peace accord was signed by National Socialist Council of Nagalim (Isak-Muivah) and the Narendra Modi government in August. Media reports say over 50 NSCN-Reformation cadres have been apprehend-
ed since the the Naga peace accord was signed. These reports said that 12 members each were apprehended in Manipur and Nagaland and six were apprehended in Arunachal Pradesh by the Assam Rifles. The reports said that the security forces killed one member in Nagaland last month. Other NSCN factions such as the NSCN-IM and NSCN-U, who are part of the ceasefire, have also caught cadres of the NSCN-Reformation, an indication of the lack of unity among the Naga groups over the peace pact. “The Naga issue in itself is so complicated and confusing.... The current attitude of some of the factions and the government is so negative that it hurts the community and the cadres of the Naga groups. If we, after signing the accord, start confronting the security forces then we will be told that it is a violation of the accord, but what about our cadres being apprehended without any reason… who will answer,” the senior NSCN-R member asked. “Because of the current attitude, a lot of cadres are of the opinion that we were better off with the NSCN-Khaplang,” he added. The member, who worked with the NSCN-Khaplang for many years before joining the NSCN-Reformation, said that security forces can retaliate only if there is violence against them. “Our boys are trying their best not to confront either the security forces or other factions of NSCN but, why are we being confronted.... why are our cadres being killed and apprehended? In such a situation, if our cadres go back and join NSCNKhaplang, we should not be questioned,” the member. The NSCN-Reformation was the first faction of the NSCN to publicly extend support to the Naga peace accord, after its chief, Wangtin Naga, general secretary P. Tikhak and senior leader Imlong Chang, among others, met the central government’s Naga peace interlocutor, R.N. Ravi. No other faction of NSCN had till then extended support to the peace talks. There have been reports that some of the factions have now sought a separate solution for the Nagas. The NSCN-Reformation, formed earlier this year, is believed to have 2,500 cadres.

DIMAPUR, OCTOBER 20 (MExN): Infighting within the Nagaland State Congress became more vexed as suspended senior Congress members on Tuesday alleged that a “small number of unauthorized PCC office bearers in Kohima stealthily” appended names of 11 District Congress Committee (DCC) presidents for a joint press statement to condemn the October 16 incident. The press statement appeared on October 18 in the local papers. All India Congress Committee (AICC) members KV Pusa, (who is also former NPCC president), Joshua Sumi, Asu Keyho, Tarie Zeliang, in a statement, said it has ascertained the fact from the concerned district presidents where it emerged that many of them were uninformed of the press statement condemning the October 16 protest at Raj Bhavan. It went on to state that most of them had registered strong objection to the PCC officials for appending their names in the “fabricated press statement.” The rejoinder also claimed that when the 8 Congress MLAs were suspended from the party, 8 out of 11 DCC appealed the AICC to review the order. And when disqualification petition was filed against the MLAs by K Therie, then Adhoc President, 44 out of 60 ACCC appealed for withdrawal of the petition while warning that it would resort to non cooperation from

DIMAPUR, OCTOBER 20 (MExN): Nagaland Pradesh Congress Committee (NPCC) has asserted that the present tussle within the Congress party is more of a fight over ideological differences and not on individual lines, as portrayed by some section of disgruntled workers. In a press statement, Media Cell, NPCC on Tuesday maintained that K Therie, after taking over the reins as the new PCC president, was specifically instructed by AICC to fill the vacuum created by defection by identifying potential leaders and reorganize the party for 2018 assembly elections. In that spirit, the Executive Committee of NPCC had reaffirmed to revamp and reorganize party at all levels. NPCC has been going slow, thinking better sense will prevail,” it said. While alleging that the mind-set of the suspended and disgruntled leaders have brought down Congress from 59 seats in 1998 down October 4 onwards. It therefore said there was no question of the 11 DCCs condemning the members’ protest on October 16 while alleging that a few desperate Pradesh Congress Committee (PCC) office bearers in office that day “decided to take the stupid risk of dragging in the uninvolved DCC to salvage the tarnish image of pro BJP, anti solution Adhoc President.” Further, the senior Congress members challenged the PCC officials that if they are serious enough to take a stand on its own, they should clarify the pertinent questions to the party men and women and the public on the direction given by the General Secretary, AICC i/c of Nagaland on February 4 to support Rio; on K Therie inviting senior Congress leaders

Dimapur, OctOber 20 (Dipr): The monthly District Planning and Development Board meeting of Dimapur for the month of October was held on October 20 in the Conference Hall of the Deputy Commissioner, Dimapur with the presence of all the elected legislators under Dimapur district. The meeting was chaired by Parliamentary Secretary Irrigation & Flood control Jacob Zhimomi, who is also the Chairman of DPDB Dimapur. In the meeting, the Board members and the elected legislators after thorough deliberations with regard to applications for registration of societies felt that the Board has to be more cautious for approving registration to societies, as the government is facing lot of problems due to random approval without proper verifications. President of the militant outfit Kuki Revolutionary Army Unification (KRA-U) along with one of its cadres has been arrested by security forces in Senapati district. The duo was nabbed by troops of Jwalamukhi Battalion of Senapati Brigade under the Red Shield Division during a search operation in Pongmol village under Senapati on October 18, according to a PRO (Defense) statement released on Tuesday. President of the outfit, Lamkhapao Chongloi, 31, is a resident of
Khengjang village in Senapati. The cadre arrested along with him was identified as Thangkholun Chongloi, 44, who is also a resident of Khengjang village. One 7.65 mm pistol along with four live rounds and Rs 2500 in cash were seized from their possession. The statement said Lamkhapao Chongloi revealed during interrogation that he was the president of KRA-U. The duo was planning to abduct some individuals engaged by a contractor in the repairing work on National Highway 2, it said. They were handed to the police station, the statement said. KRA-U is an active group and is a
598 illegal foreigners held in Mizoram aIzawl, october 20 (PtI): Mizoram Home Minister R. Lalzirliana today informed the state legislature that 598 foreigners were arrested for illegally crossing the international border during the last six years. In a written reply to the question from Lalruatkima of the Mizo National Front (MNF), Lalzirliana said that the arrested 598 foreigners were convicted by the local courts and deported to their respective countries after completion of their sentences. He said that the largest number of foreigners were arrested in 2010 at 228 while only 13 foreigners were nabbed during this year till August.
No refugees from foreign countries were reported during the last six years, he said. Sandwiched between Myanmar and Bangladesh, Mizoram shares 722-kmlong international border with the two countries. He said that 4,426 foreigners visited the state during the same period and that the Protected Area Permit (PAP), restricting visits by foreigners to Mizoram and other scheduled areas in the country, was relaxed for the last 5 years. The home minister said 5,305 non-tribals were arrested for staying in the state without valid Inner Line Permit (ILP) during the last 6 months while 62,578 ILPs were issued.
'Over 40 insurgent groups in Mnp' IMPhal, october 20 (PtI): Manipur deputy chief minister Gaikhangam on Monday said there are more than 40 insurgent groups operating in the state. Speaking at the 124th Raising Day of Manipur Police here, he said the number of insurgent groups included factions and Manipur police had earned a "great reputation" for dealing with the difficult situation like not only in trying to contain insurgency but also in the complex day-to-day law and order problem, a police department press release quoted him as saying. The state police, he said, have taken stringent security measures to provide maximum security to the people and to instill a sense of security among them from threats, extortion, kidnapping for ransom and killing. Gaikhangam, who is also the in-charge minister for home department, said Manipur police has now became a "people friendly force" with a human face without compromising on law and order. In Manipur more than 300 surrendered militants were being rehabilitated and 25 hill-based militant groups had come under suspension of operation under the umbrella of Kuki National Organization and United People Front. This coupled with the tripartite agreement and MoUs signed with nine valley base militant groups since 2008 bore "ample testimony" that Manipur was on the road to peace, he said.

The Maoists have chosen the festival season to scout youths from tea gardens and ethnic groups in the tea belt for recruiting them into the insurgent fold, the sources said. They were also planning to recruit youths through their allies sending details through WhatsApp about the youths' education, family background and location, the sources said.

The probe will be based on two key points -- the reasons of suicide and the preventive measures.

Government makes Aadhaar must for budding startups NEW DELHI, OctObEr 20 (EcONOmIc tImEs): Even though the Supreme Court has only allowed Aadhar to be used ‘voluntarily’ for a few social welfare schemes, the Modi government has made it compulsory for any budding entrepreneur to submit her or his Aadhaar number in order to register a new business. In fact, aspiring startups can’t even ‘fill’ a new online form for registering new enterprises introduced last month unless the Aadhaar credentials of their promoters (sought in the first column of the form) are validated online. The ministry for micro, small and medium enterprises had last month notified Udyog Aadhaar, taking a cue from the prime minister’s radio show Mann Ki Baat, where he
had talked about simplifying procedures to start a business with a singlepage registration form. Experts said this move is a violation of the Supreme Court order on Aadhaar. “The Supreme Court has been crystal clear on the Aadhaar number being voluntary for now,” said Supreme Court lawyer Pavan Duggal. “So this would be a violation of the apex court’s order and could be a fit case for contempt of court. This would also infringe on citizens’ right to equality, as it would discriminate against people who don’t have Aadhaar numbers yet.” Detailed queries sent to the government on Friday elicited no response till the time of going to press. Dhiraj Mathur, partner (tax and regulatory) at PwC said Aadhaar is es-
sential to check leakages in subsidies and benefits paid out of taxpayer money, but it would not be correct to make it mandatory for starting a business unless the unique identification programme has not achieved full ‘coverage’ or enrolments. Industry representatives didn’t want to comment on the matter, though they said they will take it up for internal discussions. Some state governments had already voiced apprehensions about the need to ask only for entrepreneur’s Aadhar number rather than other identification proofs in order to register their businesses. “In our state, Aadhar enrolment has only begun in three districts. We had advised the central government to consider allowing PAN cards or other identi-

On Monday, while the Congress government in Karnataka decided to allow manufacture and sale of Maggi noodles in the state and said that it decided to withhold the Centre’s directive banning it as it lacked clarity. Even the Gujarat Food and Drug Control Authority (FDCA) lifted the ban on the sale of Maggi noodles.

mumbaI, OctObEr 20 (agENcIEs): ICICI Bank, India’s largest private sector lender, has outpaced its peers to record the highest number of mobile banking transactions. According to the Reserve Bank of India (RBI) data, the lender recorded transactions worth Rs 6,885.36 crore in July, higher than any other bank. In June, too, ICICI Bank had recorded the highest amount of transactions through mobile at Rs 6,160.18 crore. Earlier, the top slot was occupied by HDFC Bank, which currently holds the second position, followed by Axis Bank and then State Bank of India. ICICI Bank’s aggressive growth in the mobile banking space is in line with the ambitious target that it had laid out earlier this year to grow its mobile banking transactions fivefold in FY16, compared with the previous financial year. In FY15, transactions worth Rs 16,000 crore were recorded via the bank’s mobile banking platform, which the lender wants to grow to Rs 80,000 crore in FY16. Rajiv Sabharwal, executive director at ICICI Bank, said the bank would achieve this number as it had seen a jump not only in value but also in volume of transactions. “The total amount of transactions ICICI Bank recorded in the last financial year has been achieved in the first quarter of FY16. There are a lot of new customers onboarding every month. In fact, a majority of the transactions are happening beyond the top 20 cities.” The bank has been pushing its digital strategy and has launched several initiatives, including revamp of mobile banking application, online paperless account opening for non-resident Indian customers in the US and remittances through Facebook.

The firm is busy visiting plants of various vendors, collecting samples and asking them to increase their manpower to keep their factories hygienic. While Nestle got a reprieve in August when the Bombay High Court lifted the nationwide ban on sale of Maggi, the firm’s plans received a booster on Monday when Gujarat Food and Drug Control Authority and the Karnataka government decided to lift the ban on sale of the product. Two vendors of Maggi told The Indian Express that Nestle’s officials from the quality department visited their plant over the last week. “They collected samples for testing and asked to beef up manpower as headcount was significantly reduced following the Maggi fiasco. Nine stolen bikes recovered in Dimapur; four arrested Dimapur, OctOber 20 (mexN): The Dimapur Police under Zone-II while investigating a case related to motorcycle theft under West Police Station have recovered nine stolen motorcycles from various parts of Dimapur. In this connection, a gang of four habitual motorcycle lifters have also been arrested, informed a press release from PRO, Dimapur Police. Five of the bikes were recovered from Chumukedima, three from 4th Mile, and one from 3rd Mile. The four arrested have been identified as Rokovilie Angami, Roland Yanthan, Mhabemo Mozhui, and Obeto Awomi. The list of the recovered bikes is given in the table.

Transformer in Bhandari remains damaged since Sept 22 WOkha, OctOber 20 (mexN): Expressing deep concern that the 250 KVA, 11/04KV transformer in the town has been damaged since September 22, the Electricity and Water Supply Consumers’ Union, Bhandari Town lamented that the department has not paid any heed towards repairing the same till date.
In an open letter to the chief engineer, electricity department, the union stated that the electricity condition at Bhandari Town is becoming bad to worse, thus completely affecting the normal life of public as well as students’ studies. Therefore, the union has requested the department to take up immediate

Dimapur, OctOber 20 (mexN): State Agricultural Management and Extension Training Institute (SAMETI), Nagaland organised a training on “Improved Management Practices of Swine and Poultry” from October 15-17 at SAMETI, Medziphema. The training was aimed at preparing ATMA functionaries from all districts with management practices of swine and poultry to enable them to pass such practices to the farmers, according to a release from SAMETI director, Nguzonyi Wetsah. mOkOkchuNg, OctOber 20 (mexN): Troops of 31 Assam Rifles nabbed one weapon dealer along with arms and ammunition at Chuchuyimpang Village on October 17. According to a press release from Assam Rifles, the dealer was moving from Tuensang to Tuli to deliver a consignment of arms to a supplier. “On receiving the input, a Quick reaction team of 31 Assam Rifles swung into action to nab the individual,” the release said. The individual has been identified as S Hopong Chang, advisor of an organisation being colloquially called as Sovereign Republic of Freeland, it added. The team also recovered two pistols from him.

et against a backdrop of stereotyping is India’s much vaunted ‘unity in diversity’ and in the diversity is the ever present cultural and religious traits that gets conflated and compounds our ‘racism’ triggering various forms of sentiments. Thus, North easterners are ‘chinkies’ who are routinely asked if they eat dog meat. Then there are more pejoratives - the ‘panjus’ (punjabis) whose only culture is agriculture; mercenary ‘Gujjus’ (Gujarati) who eat ‘heavy snakes’ for tea; lazy, shiftless ‘Bongs’ (Bengalis); ‘Madrasis,’ who all live south of the Vindhyas and speaks a funny language ‘Illay-po.’ No wonder we can’t stand racism. It reminds us disquietingly of the face we see in our own mirror that causes mental discomfort. Now within the religious sensitivity, the issue of cow has taken centre stage. There has been a huge hue and cry ever since the Maharashtra government announced a ban on the sale and possession of beef in the state under the Maharashtra Animal Preservation (Amendment) Act 1995. The recent incident of lynching heightened both political and religious overtones. The sacredness of cows in the country is deeply felt and rooted in the history of Hinduism. Bringing the Indian case in the context of Hinduism in relation to the idea of ‘sacred’ and ‘sacrifice,’ while animals like bull, goat, etc. are considered as sacred and can be sacrificed by killing having sacrificial values, the context changes in the case of the cows. The cow is also considered as a sacred animal but cannot be sacrificed nor does it have a sacrificial value. It is only killed without any sacrificial value and thereby a worthless kill in the context of religion without adding any religious value. While the thing considered as sacred is connected to god, goddesses and certain animals and treated as holy, there is an emergence of a different understanding wherein the one who is considered as sacred cannot be sacrificed and instead killed (for food). For all the sacredness it holds, it has been an essential source of affordable protein for many sections of people including even the Hindus and also a major source of economic livelihood for the country. Beef is the third most widely consumed meat in the world accounting for about 25% of meat production worldwide. India retains its top spot as the world’s largest exporter of beef according to data released by the U.S. department of Agriculture amounting to 2.4 million tonnes of beef (The Hindu, New Delhi, August 10, 2015). In a heightened debate on Times Now, Arnab Goswami highlights the continued exports of beef which happened even during the Atal Behari Vajpayee sarkar and also in the first 10 months of Modi sarkar. There is a parallel contradiction of encouraging exports of beef and at the same time protect cows in the name of religion. This means killing of cows is permitted as long as it is sent abroad. Arnab out rightly demands that, “Modi Govt. should immediately bring an ordinance to ban all export of beef.” He further argues, “Why don’t you ban fish? Because fish was an avatar of Vishnu? Why don’t you ban mutton? Because Gandhiji was a vegetarian who drank goats milk and we believe in Mahatma Gandhi. Why don’t you ban pork or alcohol if it is a question of religious sensitivities. Religious sensitivity matters for everyone, then ban pork and alcohol because Muslims disapprove of both.” In a country that claims to be the largest democracy in the world, and with the ever sensitive nature of the masses, besides other intolerances, be it political, social, cultural, ethical and moral and religious domain every food item will become an issue and there will always be something or the other against it. Thereby, what can we eat? There is only a thin line at the threshold of being ‘sacred’ and ‘sacrifice’ and a food item either becoming a sensitive religious issue or a protein supplement. Despite India’s secular constitution, she remains strikingly unequal and divided. And on the issue relating to the ban on cows, there has to be a balanced approach in addressing the majority sentiments and more so the needs of the minority. Somewhere down the line besides the diversities, various forms of stereotyping at the backdrop play spoilsport. World to turn ‘blue’ for the UN’s 70th birthday

rom the Sydney Opera House in Australia to the Great Pyramids of Giza in Egypt, more than 200 of the world's most iconic landmarks will be lit United Nations blue when the sun sets on Friday October 24 to mark the 70th birthday of the global organisation, the UN announced here. "Under the initiative turn the world UN Blue, about 200 of the most iconic landmarks ... in over 60 countries worldwide have agreed to be turned blue," Xinhua quoted Cristina Gallach, UN under-secretary-general for communications and public information, as saying at a press conference here on Monday. Gallach said that it was hoped that the light show will help highlight the theme of the UN's 70th anniversary celebrations: strong UN, better world. She added that organisers have been asked to ensure that the event is as energy efficient as possible, in keeping with the UN's commitment to the environment. "We have requested local authorities and others to ensure that the energy consumed is minimal and that this blue lighting operation has to have green in mind," she said. Other iconic landmarks to be illuminated include, the statue of Christ the Redeemer in Brazil, Russia's Hermitage Museum, the ancient city of Petra in Jordan, and the Leaning Tower of Pisa in Italy. The United Nations has its own official shade of light blue, which is used to identify the organisation around the world. UN peacekeepers are unofficially known as blue helmets and blue berets, and the colour also forms the background of the UN flag. The Empire State Building in New York City, the seat of UN Headquarters, will also join the programme to turn UN blue. October 24 marks the day the United Nations came into existence when China and a majority of the UN's 51 founding members ratified the UN Charter in San Francisco. October 24 is the UN Day which marks the anniversary of the entry into force in 1945 of the UN Charter. With the ratification of this founding document by the majority of its signatories, including the five permanent members of the UN Security Council, the United Nations officially came into being. October 24 has been celebrated as United Nations Day since 1948. In 1971, the United Nations General Assembly recommended that the day be observed by member states as a public holiday.

he first greeting travelers encounter when they step off the plane at Kigali International Airport is a large sign declaring: "Non-biodegradable polythene bags are prohibited." Welcome to the capital of Rwanda, where cleanliness and order prevail. Trash is hard to find, even on the dirt roads outside the main arteries. Vendors have been banished from the sidewalks. And plastic bags? Walking down the street with one could cost you more than $150, while store owners found stocking them face six to 12 months in prison. All this housekeeping makes Rwanda a pleasant place to visit. But it also raises the question: Does such a poor country really need so much spit and polish? And why scrub with such a heavy hand? Rwanda is landlocked, hilly, and crowded. The Massachusetts-sized country exports coffee and tea, but otherwise has few of the natural resources that have blessed — and more often cursed — some of its neighbors. Despite these obstacles, the government says it wants to lift Rwanda into middle-income range by 2020. The strategy is to skip over the industrialization stage and transform Rwanda into a service economy (Singapore is often cited as an example). Miles of fiber-optic cable have been laid throughout the country. The government has also invested heavily in its population. Virtually all Rwandans have health insurance, and the country has made remarkable progress in beating back malaria. This focus on people has captured the imagination of ordinary Rwandans. As one man told me, gesturing toward his children, their education is what will pull Rwanda out of poverty. "This is our vision," he said. Cleanliness is no small part of that vision. Kigali Mayor Fidèle Ndayisaba ticked off the reasons why for me recently in his downtown office. Basic sanitation is obviously a prerequisite for public health. People working in a comfortable environment will also think better, Ndayisaba added, and an attractive Kigali is more likely to draw in foreign visitors and investors. More generally, Rwandan leaders seem to clearly understand what many mayors of struggling American cities have also realized: Image matters in economic development. If Rwanda wants to become a modern center of IT and finance, it has to look like one. And in a continent plagued by corruption, leaders here see Kigali’s spotlessness as a symbol of their commitment to fighting graft. "We want to be clean in everything," Ndayisaba said. "To have people clean in mind, clean just for sanitation, and … investors get clean money." And so, Kigali is miles away from the chaos that envelops most developing-world metropoles. Motorcycle taxis are ubiquitous, but so are the extra helmets that drivers are required to have their pas-

hy should we care about ecology? Simply put, the viability of the human species is at stake. Is spiritual humanism a viable option to emerge from the current human condition, as a new way of thinking, a new cosmology, and indeed a new ethos? In our modern age, secular humanism has become the dominant ideology. It is so prevalent that it now overshadows virtually all religious and ideological persuasions. For almost a century, the intellectual ethos in China has been overwhelmed by scientism, materialism and instrumental rationalism. Even now, it is characterised by economism and consumerism with a profound negative impact on the environment. But a pivotal change is in the offing. We are desperately in need of formulating effective critiques of the unintended negative consequences of the advent of modernity, such as aggressive anthropocentrism and possessive individualism. By advocating the “unity of Heaven and humanity”, a sense of reverence toward Heaven, respect and care for the Earth, and “peace to All under Heaven”, spiritual humanism underscores harmony through dialogue and reconciliation. The opposite of harmony is uniformity, but a precondition for harmony is the recognition and celebration of difference. The emergence of an ecumenical and cosmopolitan consciousness is a precondition for us to envision a truly authentic culture of harmony. All organised religions when confronting the dual challenges of ecological degradation and dysfunctional world order are encouraged to cultivate, in addition to their particular religious grammars for action, the language of humanism for global citizenship.
Once synonymous with genocide, Rwanda is now a budding police state. It's also a stunning African success story sengers wear. Medians and parks along the main thoroughfares are beautifully manicured. Warning signals built into the sidewalks at bus stops blink like Christmas lights. The city center is mooned over by an army of broom-wielding street sweepers. More ominously, soldiers and policemen line the major streets at rush hour. The centerpiece of the clean campaign is doubtless umuganda, a monthly day of mandatory community service. The tasks are varied, but often involve litter removal and other beautification projects. Politicians are not exempt: Rwandan President Paul Kagame and his Ugandan counterpart, Yoweri Museveni, recently labored with residents of a Kigali neighborhood to prepare construction of a school building. Rwandans must have their umuganda participation certified on a card by local officials. Without that document, they can be denied services at government offices. Even in poor neighborhoods, which tend to lie at the bottom of Kigali’s many hills, the poverty appears less abject than in other African capitals. Streets are free of sewage, and the poor here live almost universally in mud-brick huts, which seem less haphazard than the shacks of other cities. Many households also make some effort to screen their property with plants or fencing. Kigali, in other words, is upending the images that visitors from rich countries often associate with extreme poverty. "We are convinced that cleanliness is not only for Western countries," Ndayisaba told me. Everybody in Kigali seems to be on a mission, whether it’s the workers carting goods about in wheelbarrows or the uniformed schoolchildren heading to and from classes. Begging is extremely rare, and there are few signs of homelessness. This absence of explicit human misery may be a function of Rwanda’s emphasis on social services. But not only. As Ndayisaba put it: "There are some who just are street people because they are irresponsible or be-
cause they are drug consumers. We take them; we bring them [into] re-education centers." Kigali residents who are considered vagrants are subject to arrest and confinement in these centers, including one on a remote island in Lake Kivu. The conditions of their detention are unclear: A New York Times reporter visiting the island in 2010 described a grim camp whose residents included children under 18, but the Rwandan government angrily denounced his story. Residents are sent to the centers without trial; a spokesman for Ndayisaba said the decision to commit a detainee is made by a team of social workers as a last resort. The mayor himself was unapologetic about the policy, which he said applies to those considered irresponsible, but not to the sick. "When you can’t take decisions for your [own] good," he said, "we take it for you." The questions raised by Rwanda’s push for pleasant streets mirror the larger debate about the country’s development path. On the one hand, Rwanda is a shining success story in the world of international development. Real GDP more than doubled between 2000 and 2010 (to a nominal value of $5.6 billion), according to World Bank data; aid from foreign governments shot up almost as quickly. The World Bank gives Rwanda high marks for making it easier for entrepreneurs to set up shop, and the country has won accolades for improvements to its health system. Corruption is relatively rare. But on the other hand, politically, the country is on an autocratic slide. It is rated among the world’s least hospitable environments for journalists, and opposition politicians hardly have it better. Kagame, who has essentially run Rwanda since his forces won the civil war in 1994, was reelected president in 2010 with more than 90 percent of the vote. Optimists can hope that the Kagame government’s progressive economic policies will end up providing essential fuel for a genuine democracy movement — an educated populace, a solid middle class, and a society that has healed the social rifts of the 1994 genocide. Pessimists may wonder whether economic success will instead legitimate the continuation of one-party rule that glosses over divisions rather than repairing them. Meanwhile, Kigali’s streets will remain spic and span. Rwanda will continue wooing foreign capital. And leaders will do their best to ensure visitors get the message that this is a place where things work. Step out of the airport — perhaps having left your plastic bags with a friendly but firm customs official — and one of the first signs you’ll see declares: "Investment Yes. Corruption No."
A global dialogue of cultures Tu Weiming We choose to be Christians, Buddhists or Muslims, but inevitably we are human as well. Put differently, we may choose to be human through the Christian, Muslim or Buddhist ways, but we are obligated by the current state of the world to be responsible for cultivating a sustainable relationship with the earth. Spiritual humanism can help us to survive and flourish in the 21st century by increasing the intellectual and moral depth of our environmental awareness. In order to change the ethos of international politics, the time is ripe that we engage i n d i a l o gu e s on core values across cultures. Universal values embodied in the Enlightenment mentality of the modern West, such as liberty, rationality, legality, human rights, and the dignity of the individual, should be fruitfully compared with and substantially enriched by other universal values embodied in virtually all cultures past and present, notably rightness (justice or fairness), civility, responsibility and social solidarity. For spiritual humanism the focus is on commiseration, sympathy, empathy and compassion. An important spiritual exercise in this connection is to extend our sympathetic feelings so that they encompass an ever-expanding network of human and non-human
relatedness. The ideal is to “form one body with Heaven, Earth and the myriad things”. The great advances in communications and information technologies have substantially enhanced the human capacity to learn, to re-learn, and to unlearn. Space and time have collapsed into a new reality enabling immediate access to data, information, and knowledge about Heaven above, Earth below, and all things in between. This also provides us with a great opportunity to enlarge the scope and refine the quality of our conscience. The opening lines of the Western Inscription by the 11thcentury Confucian thinker, Zhang Zai, are a source of inspiration for all of us aspiring to the idea of “forming one body with Heaven, Earth, and the myriad things”. “Heaven is my father and Earth is my mother. Even such a tiny creature as I finds intimacy in their midst. All that fills the universe is my body and all that directs the universe is my nature. All people are my brothers and sisters and all things are my companions.” This requires that we embrace and respect nature as an integral part of our communion. In addition to self, community and nature, there is also a fourth dimension, that is, Heaven. A defining characteristic of spiritual humanism is the awareness that we ought

to show reverence for Heaven. Heaven is omnipresent and omniscient but not omnipotent. We are obligated to assist in the transforming and nourishing process of Heaven and Earth. In so doing, we can form a trinity with Heaven and Earth. In my interreligious and inter-civilization dialogues over the last four decades, I have come to the realisation that Hindus, Buddhists, Jews, Christians and Muslims can take an authentic spiritual humanistic stance without in any way losing their primary identities within their own faith communities. Indeed, increasingly there is a group of believers who are willing and happy to call themselves Humanists. The presupposition is that the term “humanist” embraces true cosmopolitanism that is spiritual as well as natural. As part of a comprehensive and integrated humanism, four dimensions of the commonly shared human experience — self, community, Earth (nature) and Heaven — are brought together to define the highest manifestation of human flourishing: (1) integration of the body, heart, mind, soul and spirit of the self, (2) fruitful interactions of self and community (home, neighbourhood, village, city, province, nation, world and beyond), (3) sustainable and harmonious relations between the human species and nature (the animal kingdom, plants, trees, rocks, mountains, rivers and air), and (4) mutuality between the human heart and mind and the Way of Heaven. China is at a crossroads. It must pursue its own exceptionally unique path, but its path cannot be exclusively Chinese. China should live up to its own cultural ideal to be cosmopolitan and spiritually humanistic.

Who Is a Better Strategist: Obama or Putin? Pitting a former KGB agent against a former community organizer and seeing what happens in Syria
Stephen M. Walt ho’s the better grand strategist: Barack Obama or Vladimir Putin? That’s not quite the right question, of course, because both leaders depend to some degree on intelligence reports and advice from trusted advisors and not just their own judgment. Accordingly, any assessment of their relative performance is to some degree an evaluation not just of the individual leaders but also their respective foreignpolicy brain trusts. Still, the buck does stop at the top, and Russia’s recent move into Syria has a lot of people wondering if the Kremlin has outflanked, outwitted, and outgunned the White House once again. Is this really true? Has the crafty former KGB officer done a number on the former law professor and community organizer? And what does this latest turn of events tell us about each country’s ability to formulate and implement an effective foreign policy? One way to address this question is to take a broader look at how each country has fared over the past seven years or so. Putin’s record looked pretty good for awhile: The Russian economy grew rapidly through 2012 (due to high oil and commodity prices), it gained entry into the World Trade Organization, and the so-called “reset” restored a degree of cordiality to the strained relationship between Washington and Moscow. But Putin’s overall record since looks much less impressive: The Russian economy is now in a serious recession, while America’s is chugging along reasonably well. And consider this: Russia’s 2014 GDP was less than $2 trillion, so over the past six years the US economy grew by an amount larger than Russia’s entire economy. The U.S. economy is also far more diverse and resilient. Equally important, the United States hasn’t lost any key allies over the past seven years and its relations with a number of countries (e.g., India, Vietnam, etc.) have improved significantly. Russia and China are cooperating a bit more but are hardly close allies while the Ukraine crisis has damaged relations with Europe significantly and gotten Russia suspended from the G-8. The United States just signed a massive trade deal with an array of Asian partners, whereas Putin’s efforts to build a “Eurasian Economic Union” have been mostly stillborn. And the fact that Putin felt compelled to bail out the Assad regime in Syria tells us that its overall position in the Middle East is tenuous. By contrast, and despite some recent frictions, the United States still has close ties with Israel, Egypt, Saudi Arabia, Kuwait, Jordan, Bahrain, and the UAE, and its acrimonious relationship with long-time adversary Iran is somewhat better. Bottom line: You’d much rather be playing America’s hand, and any fairminded assessment has to give Obama and his team some grudging credit for continuing to build useful relationships abroad and for avoiding the costly

set of myths surround debates about public opinion and human rights advocacy that desperately need busting—or at least demand an honest accounting. Human rights advocates fetishize “awareness” as if it alone serves some magical role in halting abuse, and these myths inform projects that collect data on public perceptions and underwrite proposals for effective framing strategies. But education is not a cure-all for repression and inequality. Publicizing abuse is necessary but insufficient for protecting against it. For instance, there are many recent examples of human rights violations committed in plain sight—with photographic evidence—strongly suggesting that the power of witnessing is simply not enough to stop abuse. This dogma drove the Save Darfur Coalition to slap slogans about genocide on bumper stickers and t-shirts, and compelled Invisible Children to try and make Joseph Kony famous. Similarly, if data capture positive public support for human rights, that information is only useful if popular opinion is operationalized effectively. Thinking, knowing, and seeing are quite distinct from acting, and assuming that a natural causal trigger exists is a dangerously common trope. A certain faith motivates the desire to spread the human rights gospel into the mainstream. After all, what was once located solely in the realm of revolutionaries, lawyers and diplomats is now a global vernacular for justice and freedom—a tremendous shift and a distinct product of the work of transnational human rights NGOs. It is no accident that the general public has an opinion about human rights. Advocates work doggedly to introduce ordinary people to the human rights framework, building a base within civil society from which to operate. But how does this serve the human rights cause?

quagmires that George W. Bush and the neocons plunged into with panicky and ignorant abandon. And yet, it is hard to escape the impression that Putin has been playing his weak hand better than Obama has played his strong one. These perceptions arise in part because Obama inherited several foreign-policy debacles, and it’s hard to abandon a bunch of failed projects without being accused of retreating. Obama’s main mistake was not going far enough to liquidate the unsound positions bequeathed by his predecessor: He should have gotten out of Afghanistan faster and never done regime change in Libya at all. By contrast, Putin looks successful at first glance because Russia is playing a more active role than it did back when it was largely prostrate. Given where Russia was in 1995 or even 2000, there was nowhere to go but up. But Putin has also done one thing right: He has pursued simple objectives that were fairly easy to achieve and that played to Russia’s modest strengths. In Ukraine, he had one overriding goal: to prevent that country from moving closer to the EU, eventually becoming a full member, and then joining NATO. He wasn’t interested in trying to reincorporate all of Ukraine or turn it into a clone of Russia, and the “frozen conflict” that now exists there is sufficient to achieve his core goal. This essentially negative objective was not that hard to accomplish because Ukraine was corrupt, internally divided, and right next door to Russia. These features made it easy for Putin to use a modest degree of force and hard for anyone else to respond without starting a cycle of escalation they could not win. Putin’s goals in Syria are equally simple, realistic, and aligned with Russia’s limited means. He wants to preserve the Assad regime as a meaningful political entity so that it remains an avenue of Russian influence and a part of any future political settlement. He’s not trying to conquer Syria, restore the Alawites to full control over the entire country, defeat the Islamic State, or eliminate all Iranian influence. And he’s certainly not pursuing some sort of quixotic dream of building democracy there. A limited deployment of Russian airpower and a handful of “volunteers” may suffice to keep Assad from being defeated, especially if the United States and others eventually adopt a more realistic approach to the conflict as well. By contrast, U.S. goals toward both of these conflicts have been a combination of wishful thinking and strategic contradictions. In Ukraine, a familiar alliance of neocon fantasists (e.g., Assistant Secretary of State Victoria Nuland) and liberal internationalists convinced themselves that the EU Accession Agreement was a purely benign act whose virtues and alleged neutrality no one could possibly misconstrue. As a result, they were completely blindsided when Moscow kept using the realpolitik playbook and saw the whole matter very differently. (There was an element of hypocrisy and blindness here, too; Russia was simply acting the same way the United States has long acted when dealing with the Western Hemisphere, but somehow U.S. officials managed to ignore the clear warnings that Moscow had given.) Moreover, the core Western objective — creating a well-functioning democratic Ukrainian state — was a laudable but hugely demanding task from the very beginning, whereas Putin’s far more limited goal — keeping Ukraine out of NATO — was comparatively easy. Needless to say, U.S. policy in Syria has been even more muddled. Since the uprising first began, Wash-
ington has been vainly trying to achieve a series of difficult and incompatible goals. It says, “Assad must go,” but it doesn’t want any jihadi groups (i.e., the only people who are really fighting Assad) to replace him. It wants to “degrade and destroy ISIS,” but it also wants to make sure anti-Islamic State groups like al-Nusra Front don’t succeed. It is relying on Kurdish fighters to help deal with the Islamic State, but it wants Turkey to help, too, and Turkey opposes any steps that might stoke the fires of Kurdish nationalism. So the United States has been searching in vain for “politically correct” Syrian rebels — those ever-elusive “moderates” — and it has yet to find more than a handful. And apart from wanting Assad gone, the long-term U.S. vision for Syria’s future was never clear. Given all this muddled direction, is it any wonder Putin’s actions look bold and decisive while Obama’s seem confused? This difference is partly structural: Because Russia is much weaker than the United States (and destined to grow even weaker over time), it has to play its remaining cards carefully and pursue only vital objectives that are achievable at modest cost. The United States has vastly more resources to throw at global problems, and its favorable geopolitical position allows it to avoid most of the repercussions of its mistakes. Add to that the tendency of both neoconservatives and liberal internationalists to believe that spreading the gospel of “freedom” around the world is necessary, easy to do, and won’t generate unintended consequences or serious resistance, and you have a recipe for an overly ambitious yet under-resourced set of policy initiatives. Needless to say, this is the perfect recipe for recurring failure. In other words, Putin looks more successful because his goals are commensurate with his limited resources. He likes to complain about American hegemony, but you don’t hear him making highfalutin speeches about how it is Russia’s destiny to exert “leadership” over the entire planet. America’s power and core geographic security allow its leaders to set ambitious goals, but actually achieving most of them isn’t essential to U.S. security or prosperity. Sometimes U.S. diplomacy succeeds in spite of ourselves (e.g., the Iran nuclear deal, TPP, etc.), but often it drags us into conflicts and complications that we can neither win nor walk away from. So who’s the better strategist? On one side, Obama does have an underlying sense of realism and understands that U.S. interests in many places are limited. He also grasps that our capacity to dictate outcomes is equally constrained, especially when it involves complicated matters of social engineering in divided societies very different from our own. In other words: Nation-building is expensive, goddamn hard, and for the most part unnecessary. But he has to lead a foreign-policy establishment that is addicted to “global leadership” — if only to keep giving itself something to do — and he faces an opposition party that derides any form of “inaction,” even when its proposed alternatives are “mumbo-jumbo.” Putin, by contrast, has done a better job of matching his goals to the resources he has available, which is one of the hallmarks of a good strategist. His failing is that it’s all short-term and essentially defensive; he is fighting a series of rearguard actions designed to prevent Russia’s global position from deteriorating further, instead of pursuing a program that might enhance Russia’s power and status over the longer term. So let’s call it a tie. The real losers, alas, are the unfortunate people in Ukraine, Syria, and several other places.
Myth-busting human rights awareness Joel R. Pruce
Two arguments help explain the power of public opinion for human rights: the presumed role for cultural and coercive mechanisms. Cultural arguments rest upon the assumption that the more aware the public is about human rights, the less tolerant they are likely to be about violation, and the less likely states are to violate. Naming and shaming tactics are examples of this—the deeper diffusion of norms, the stronger the advocate’s influence. Transforming cultural attitudes about human rights is intended to have an indirect political impact, but changing norms takes a very long time. Mass support for human rights, on the other hand, can equip advocacy organizations with coercive tools to deploy in practice, namely the names and bodies of its supporters. Turning popular opinion into mass engagement on human rights is the true task of NGOs. Urgent Action letter writing, for example, relies on the notion that there is strength in numbers. The more letters written for a political prisoner, the higher the likelihood will be of securing her release. The same applies in terms of phone calls to elected officials, signatures on a petition, and participants at a protest. By applying direct political pressure on abusers, by raising the costs of inaction, public support can express its most promising features. Numbers matter if they pose a credible threat of disruption, as in general strikes or obstructionist marches. Absent the threat, they are simply numbers on a page.
But this doesn’t seem to be terribly important for many advocacy groups, many of which are increasingly geared towards generating buzz through traditional and new media as a substitute for direct action. The emphasis on advertising and social networking as messaging platforms for human rights campaigns portrays a compulsion to gather followers, hits and likes. Broad public support for human rights is often a false flag— a red herring that represents a mass movement when in fact all that exists is a loosely bound herd. When collective action would be most effective, we can only muster the meaningless acts of atomized individuals. However, Ken Roth of Human Rights Watch suggests that this lack of collective action is by design and not by default. He argues that elites are the main targets of human rights advocacy and that NGOs shouldn’t bother “building a mass movement” due to resource constraints. Given the enormous activity committed to cultivating audiences for human rights content, by Human Rights Watch and many other organizations, this seems like a strange comment to make. What, then, is the role of the millions of followers on HRW’s Facebook, Twitter, YouTube or Instagram accounts? This is where the difference between awareness and mass mobilization really matters. After all, outreach is a key strategy of many prominent human rights NGOs, including Amnesty International, Doctors without Borders, United to End Genocide, Enough
Project, Invisible Children, and Oxfam. Human Rights Watch itself issues calls for “membership”. But they don’t mean “members” in any meaningful sense. What they really mean is donors. And this is no great surprise. NGOs need money to function and individual givers are an important source of revenue. So if they are not really building a mass movement, and they really just want donors rather than movers and shakers, why bother using the language of membership at all? It seems that the appearance of public support is hugely important even to NGOs uniquely oriented toward elite modes of advocacy. NGOs encourage supporters to feel as though they are a part of something, to sell an image of a grassroots, democratic movement. Popular opinion then gives advocates a veneer from which to operate and to use as leverage in discussions with elites—it is a stand-in for an actual movement. Public attitudes can point to membership numbers and demonstrate how many people “care” about human rights. Fundraising figures may be strongly correlated to popular opinion, but we must be cautious about the conclusions we draw. Money helps NGOs perform coercive politics, but we must not overstate the extent to which popular opinion is any more than a symbolic nod to the resonance of human rights norms. Public opinion is a reflection of the strength and viability of human rights norms if its proponents are put to work in the service of dignity. Popular attitudes about human rights do not necessarily correspond with pressure for political change. This myth cannot be assumed away, nor should it drive advocacy efforts on its own. Raising awareness among the mainstream should be considered useful only when paired with the appropriate apparatus with which to realize human rights goals.
On 17th October 2015, a programme was organized on the “Leaders walk the talk” in Kohima initiated by ‘Leaders Arise Nagaland’ (LAN). Such a campaign is the need of the hour to awaken and challenge our leaders who have the responsibility to lead the people. Nagas have come a long way from being identified as hardworking and honest people to becoming a race of incongruity. We are at a juncture where people are slowly beginning to foresee the grim future if we continue on this path. People are now voicing out their concern for the much needed transformation in our state. This is a challenge not only for the leaders but for the entire right thinking citizens to commit ourselves in bringing the change and ‘walk the talk’ for the interest of the present and the future generation of the Nagas.

fter more than 50 years of Nagaland becoming a state, we continue to have more questions than answers.There is corruption all around, and social inequities continue as never before. They are now perhaps more embedded in the milieu of the society, thanks to the social engineering done by our petty politicians in the name of ‘resurrections’. While other states,the ones that attained their statehood much after Nagaland, have gone on to make a name for themselves, our state is still struggling to create an identity of its own. To reflect on what we have not learnt since statehood would amount to writing an epic whereas writing on what we have learnt would be like writing a one-page note. In a state of this state of ours, we have always put self before society. India, being the largest democracy in the world, has adopted the universal adult franchise, and thus elections have become a demonstration of force in the state. Money and muscle power rule the roost. Becoming an MP or MLA is probably more with the motive to control command than to help the society. Elections are fought on ‘isms’, and lives are no longer laid down for the state but for the glorification of the self. History sheeters win elections with big margins and in some cases while being behind bars. The bureaucrats, police, and politicians work hand in hand with one another, and practices such as favouritism and nepotism are prevailing evils that need to be ousted. Muscle power and money determine the number of votes a candidate can secure. We continue to remain immature electorates, not realizing the power of voting. The state may degenerate into total anarchy and chaos if we remain apathetic to the political and electoral process of the country. We know about the failures, yet we don’t complain and suffer the injustice like slaves. The corrupt go scotfree because we have not learnt to teach them a lesson. We never venture to take any action whatsoever because we have still not learnthow to protect our rights. We would not have ended up with so many unemployed youth in our statehad we put a sound educational system in place with vocational guidance and technical education as the core. Hygiene and civic sense seems to have eluded our state. Whether it’s a state monument, an office, an institution or a street, it hardly matters.Dumping, littering, and spitting, has become a part of our daily life, and no amount of dustbins placed around the town seem to be doing any difference.. Punctuality is something that is not simply in our nature, “coming late and going early seems to be in the mindof many Naga”. When will we learn the essence of time management? A move by one of the state government to check late comers by introducing the punching system (biometric attendance) was so severely opposed that it sent shivers down the spine of the ruling establishment. The roads present another story of government and public apathy. The horrible condition of the roads has made travel nearly impossible in many parts of the state. Transparency in public administration would empower the people, through information, to question the acts of the state. The Right to Information Act is there, but how many of us actually make use of it? To what extent can we make use of this right?. The cases of arbitrary arrest, torture, and forced confessions by security forces remain common. Authorities use several laws, including part of the criminal procedure code and the AFSPA, to provide legal protection to members of the security forces who were accused of committing human rights abuses. The widespread impunity at all levels of government remained a serious problem. Investigations into individual cases and legal punishment for perpetrators occurred, but in many cases lack of accountability due to weak law enforcement, lack of trained police, and the overburdened and under-resourced court system create an atmosphere of impunity. No wonder the cross violation of human rights in the state fills our hearts with fear, deep concern, anxiety and anguish. The Nagas have no legal recourse in the face of such abuses. We want rights violations to be recognized and acknowledged, and violators to be held accountable. To make these feasible, indicators must be developed that help to hold the state accountable for its policies, that help to guide and improve policy, and that are sensitive to local contexts without sacrificing the commitment to the universality of rights. Can it be done? It is a challenging dream, yet sooner the policy makers and stakeholders of society initiate a community wide dialogue, the better it will be to prevent violation, humiliation and injustice of our rights. Two juveniles were arrested on Sunday following the rape of a two-anda-half-year-old girl in west Delhi. In another incident, three men have been detained in connection with the rape of a five-year-old girl in the east of the city. The two cases triggered protests over the weekend, and Kejriwal said he had set up a panel of ministers to examine ways to curb sex crimes and strengthen the security of women and children in the city of 16 million people. "I don't think all the bad people live only in Delhi, and that people living in places like Kolkata, New York, London or Varanasi are saints. The Tibetan plateau, which has the largest store of ice outside the North and South Pole, has experienced rising temperatures of 1.3ºC over the past 5 decades, 3 times the global average, the leadership said in a statement. Tibet, with an average altitude of over 4,000 metres is particularly vulnerable to the impact of climate change. Warming is already melting glaciers that are the source of water in rivers that help support about 1.3 billion people. "The Tibetan Plateau needs to be protected, not just for Tibetans but for the environmental health and sustainability of the entire world," the Dalai Lama, Tibet's exiled Buddhist leader, said. "As vital as the Arctic and Antarctic, it is the Third Pole," he said in the statement issued from the Indian hill station of Dharamsala, where the Tibetan governmentin-exile has been based since the Dalai Lama fled his homeland in 1959. neW deLHi, october 20 (ians): The trial court which on Tuesday delivered its verdict in the Uber rape case has wrapped up proceedings in a sort of record time. Ten months is a short period, as cases in India tend to go on for years. The fast track court, exclusively set up for dealing with sexual offences, delivered its verdict as quickly as it could. But even a fast-track case was stuck for more than six months in appeals before the Delhi High Court and the Supreme Court -- over recall of witnesses. Additional Sessions Judge Kaveri Baweja on Tuesday convicted Shiv Kumar Yadav, the driver of Uber taxi service who was accused of raping a young passenger. Charges were framed against him dealing with rape by causing grievous bodily harm and endangering the life of a woman. Other charges included kidnapping, voluntarily causing hurt and criminal intimidation. Yadav, arrested on December 7, 2014, faced trial for raping a woman executive on the night of December 5 in his taxi she hired to head back home in west Delhi's Inderlok area. Delhi Police had moved quickly to file the chargesheet in the case on December 24, 2014, 19 days after the sexual attack. A magistrate took cognizance of the chargesheet on January 5 and transferred the case to sessions court, designed for dealing with sexual offence cases. The sessions court began hearings in the case from January 7, on a daily basis during its initial days. Charges were framed against the accused on January 13. The clashes in Kulgam and Anantnag districts broke out on Sunday after a trucker was attacked in the Hindudominated Jammu region of Kashmir by a crowd believing him to be involved in transporting cows, police said. Protesters also pelted police with stones, police said, without specifying who had been injured since Monday. Protesters have blocked the Srinagar-Jammu National Highway, the only road link to the Kashmir valley. Schools and offices remained shut in the valley following a strike called by separatist leaders and traders in protest at the murder.

Bhushan slams Jaitley over 'tyranny of the unelected' remark neW deLHi, october 20 (ians): Lawyer-activist Prashant Bhushan on Tuesday criticized Finance Minister Arun Jaitley for describing as "tyranny of the unelected" the apex court verdict striking down the National Judicial Appointment Commission as "unconstitutional and void". The apex court's constitution bench had on October 16 struck down the NJAC, put in place following the constitution's 99th Amendment and the NJAC Act, 2014, for appointments to the higher judiciary, holding that it posed a threat to the independence of judiciary which is a basic structure of the constitution. Taking on Jaitley for his October 18 Facebook post, titled "The NJAC Judgment - An Alternative View", Bhushan defended the apex court verdict saying that the finance minister being a lawyer of "experience, knows well that the judiciary was created by the constitution as an independent unelected body to protect citizens rights against the tyranny of the elected". Referring to the constitutional provisions, Bhushan said that the major function of the apex court, apart from deciding disputes, was to review the actions of the executive and the legislature and to protect the fundamental rights of the citizens. By striking down the NJAC as "unconstitutional and void", the Supreme Court "did what it was created for and what it has done in the past", he said. Bhushan reminded Jaitley that like others, he too had taken recourse of judicial review when he had moved the court following his detention during emergency in 1975. Describing the role of the apex court to that of of a "knight against tyranny of the elected", Bhushan in his statement said that "Jaitley (had) applauded, when the Supreme Court struck down the 39th Constitutional Amendment by which the Indira Gandhi government sought to immunize election of the prime minister from the purview of judicial review". Taking exception to the minister describing the October 16 verdict as a "judicial over-reach", Bhushan said: "Jaitley has allowed his present political position in the government to overpower his understanding of the constitution and the role of the judiciary under it." "The judgment", Bhushan said, "has created quite a stir and is naturally discomforting to the Modi government which was trying to dilute and destroy public accountability institutions such as CIC, CVC and now wanted to control the judiciary as well".

Khadga Prasad Oli, the new Nepalese prime minister, represents the Communist Party of Nepal (Unified Marxist - Leninist), which is known for its virulent anti- India approach and, given this changed political scenario, Upadhyay's threat does not look like an empty boast. Since the time of king Mahendra in the 1960s, Nepal has been using its position as a buffer between India and China but from New Delhi's perspective, the situation has never been so worrisome as it is now. This is because China has greatly increased its presence and influence in Nepal in the last decade, mainly through pecuniary help, financing of infrastructural projects and cultural programmes. It is even planning to dig a tunnel beneath Mount Everest for extending the Qinghai-Lhasa railway line to Kathmandu. This project is
strategically important for China as it is now aiming to penetrate the economies of various South Asian countries. For quite some time now, China has been breathing heavily down on India's neck by its presence in Nepal and Bhutan and its influence on Kathmandu can be gauged from the fact that before the convening of the last Constituent Assembly, leaders of almost all political parties had gone to Beijing for confabulations. For the present, we may leave aside the Everest tunnel question because its technical feasibility has been questioned even in China. It is undeniable that India is still far ahead of China in matters of investments and building up of projects in Nepal. But it is also true that China is catching up very fast. Beijing will invest $1.6 billion towards constructing a 750 MW hydropower
project in West Seti. Another Chinese company is constructing a similar project in the Upper Tamakoshi region. Moreover, China is involved in the modernization of the Araniko highway which connects Kathmandu with the Chinese border near Kodari. Most importantly, Beijing will invest $20 million for upgrading the 17-km-long dirt track between Syaphrubesi and Kyirong (in Tibet). On the Chinese side of the border, Beijing has constructed Highway No.318 which leads to Lhasa and ultimately to Shanghai. This highway is not far off from either Kodari or Kyirong. The focus of China's internal and external policy has now shifted from its eastern seaboard to the interior part of the country encompassing Tibet, Quinghai, Gansu, Sichuan, Kunming and Xinjiang. Of them, Tibet occupies the central position due to its
huge mineral and water resources. As Nepal has a long border with Tibet and more than 20,000 Tibetan refugees, China will never allow its growing hold on Nepal to slacken. For this China is invading Nepal culturally too. Reversing an earlier trend, Nepalese students, particularly from the elite families are now going to China, instead of India, for higher studies. To facilitate the process, numerous China Study Centres have come up in Nepal, particularly in Kathmandu and in the Terai region bordering India. But the agitating Madhesis and the janajatis also have reasons of their own. Their anger stems from the fact that 14 districts inhabited by them have been integrated with regions dominated by the hill people. It is a fact that the Madhesis constitute more than onethird of the country's population. More than 70 percent of Nepal's agricultural
produce comes from their areas, which contribute 65 percent of Nepal's gross domestic product and 76 percent of the country's revenue - but they constitute only 9.9 percent of the gazetted-level government employees. Prolonged unrest in the Terai region, with its long borders with India's Bihar and Uttar Pradesh states, may help China to a great extent. Already armed fissiparous groups like the Madhesi Janadhikar Forum (MFJ), the Terai Cobra, the Nepal Defence Army and the like are operating in this area. China is known to be backing one faction of the MFJ. All of these groups have close ethnic identities with the people of Bihar and Uttar Pradesh. If the situation goes out of control in the Terai belt, then China might also try to foment trouble on the Indian side of the border. The going for India certainly seems to be rough.

Myanmar: Fighting addiction ‘Severe water shortage to hit Nepal’ curse with sticks and prayers KATCHO, OCTOber 20 (AFP): Armed with batons and the bible, churchbacked vigilantes are taking the fight against northern Myanmar’s heroin epidemic into their own hands - deepening the fallout from a drugs trade already feeding conflict and corruption in the region. On the leafy banks of the Irrawaddy river, locals from Katcho village in Kachin state tread carefully among abundant evidence of addiction - scores of syringes strewn on the pathway and piled under trees. “Young people have no future here,” said a local official whose own 18-yrold grandson is hooked on heroin - which in Kachin is among the purest available anywhere in the world. Addiction has rocketed in this frontier region as Myanmar - which holds a breakthrough general election on November 8 - gets hooked on its own product. The country is second largest opium producer in the world, only Afghanistan makes more. Narcotics production has long funded war in Myanmar, with both ethnic armed groups and the Myanmar army involved in the trade in war-torn Shan state near the “Golden Triangle” frontier with China. Impoverished farmers in northern Myanmar have few viable alternatives to growing opium. The drug is valued in local culture, passed around at weddings and used as a painkiller. Yet the drug crisis was not given prominence when opposition leader Aung San Suu Kyi took her election campaign to Kachin earlier this month. Myanmar was overtaken by Afghanistan as the world’s largest opium producer in the early 2000s. But poppy cultivation has doubled since 2006, while cartels now also churn out millions of methamphetamine tablets. Illicit profits flow easily in the graftsoaked nation. Tom Kramer of advocacy group Transnational Institute said Myanmar’s army was “stimulating the drugs trade rather than decreasing it”, by backing militia groups in Shan state involved in heroin and amphetamine. “In Shan State but also in Yangon many new houses are going up. SKoreans cross armed border to meet families in North SOKCHO, OCTOber 20 (reuTerS): Nearly 400 South Koreans crossed the heavily armed border into North Korea on Tuesday full of joyful anticipation at reuniting with family members separated for more than six decades since the 1950-53 Korean War. The two Koreas, which are divided and remain in a technical state of war, agreed to hold the family reunions for the first time since February last year after negotiating the end of a standoff at the military border in August. “I feel really thrilled and happy. I can’t wait to see him. I will give
him a hug and ask him how he has been doing,” said Oh Cheol-hwan, 77, before meeting her 83-year-old brother. Families separated since the war have no means of communication and often do not know if relatives on the other side are surviving. In the first round of reunions starting Tuesday, 96 North Koreans and their families will be meeting about 390 people travelling from the South. The second round reunites about 190 North Koreans with 90 South Koreans and their families. The South Koreans, mostly elderly and some in wheelchairs,
gathered in the east coast city of Sokcho near the border on Monday, receiving medical check-ups and a briefing on appropriate conduct while in the North. On Tuesday morning they boarded buses to cross the border. New YOrK, OCTOber 20 (IANS): Climatic changes, an increase in agricultural land use and population growth could lead to severe water shortage in Nepal in the coming decades, warns a new study. Using a sophisticated modeling tool called the Soil and Water Assessment Tool (SWAT), the researchers were able to account for land use, soil types, topography and meteorology to predict future climate change and project snowmelt and stream flow to assess the effects of land use on water availability in Nepal. Their findings indicated that the region may be at severe risk for water shortages. “Water availability has become problematic due to changing climate and land management practices in this region,” said the study’s lead author Ram Neupane, postdoctoral research associate at South Dakota State University in the US. “How people in Nepal are using what little land is available for food and habitation is very sensitive to changing water supplied by snow water, glacier melt and monsoonal precipitation,” one of the
study authors Joseph White, professor of biology at Baylor University in Texas, US, explained. In a country where roughly 70 percent of the population are dependent on agriculture, this could signal major problems for the most vulnerable in the region those in poverty. “The Nepalese population in this region will face many challenges over the coming decades as soil degrades and water resources continue to place enormous strains on food production and intensify recent trends of subsequent malnutrition, particularly in young children,” said Sara Alexander, associate professor of anthropology at Baylor University. “In mountain regions, continuing climate change exaggerates impacts of temperature and precipitation,” White noted. “This research highlights how geography plays a role in what potential impacts climate change is having on stream flow and erosion in this steep landscape,” White said. The study was published in the Journal of Hydrology.

Vijender to next face Gillen LoNDoN, october 20 (iaNS): Following a successful start to his professional career, star Indian boxer Vijender Singh will next face Nottingham's unbeaten Dean Gillen in his London debut on October 30 at the Harrow Leisure Centre here. Gone are those good old days where in we had the habit of sharing curries with neighbours, celebrating birthdays and festivals together. Rather I see jealous neighbours who are always ready to back bite anyone who does something good. Isn’t it sad? We have become egoistic and encouragement, love, socialism is no longer visible among us. For all these, looking at the young gener-
ation of today, I feel we have been betrayed. I want to be an honest, peaceful, hardworking Naga and so do my friends. There are so many ways in which we can become better people but, only if we look at ourselves and start correcting/ overcoming our weakness. I believe Nagas can become what we were once known for again in our journey towards development find our way back to its old values and fabric that built us. People, it’s time we learn how to see things positively, learn how to teach and listen to each other. It’s time we realize our true identity. Complaining, spreading rumours and just talking won’t change Nagaland. Will Article 371A be secured if the Open letter to the Chief Manager, State Bank of India Dimapur PIL against NPNG is withdrawn? Prayer for retrieval of the grievances
T
he October 8, 2015 Kohima Bench, Guwahati High Court’s interim order on the PIL against the Nagaland Petroleum and Natural Gas 2012 (Rules and Regulations) is a setback for the Naga Hoho, though not necessarily a victory for the Lotha Hoho, because the fight was not to undermine the traditional rights but solely to safeguard it. Basically it is a struggle to safeguard the right to “ownership and transfer of land and its resources” provided by Article 371A. It was an unfortunate turn of event as the issue would have been resolved out of court had the state government was wiser in handling it. The Lothas are only demanding small concession so that their land ownership system is acknowledged and benefit accorded to the people reasonably as per the provision of the Article. This I believe is the yearning of all the Naga tribes, and will understand if others step in the shoes of the Lothas. Lothas have fought for long a lone battle defending their rights. Nobody came to their rescue when their resources were randomly exploited for the benefit of the state government and others. Did the Naga Hoho come for rescue when the Doyang Hydro project (the first and the biggest) in the state was allowed to ravage the Lothas, ignoring all international norms for dam construction? The state government was one of the signatories in the tripartite agreement. What do the Lothas gained? Not even electricity to the land donors! Undermining the rights of the Nagas is when the politicians, bureaucrats, and the other public leaders work only for their selfish
gains, and not when the Lothas fight to safeguard their rights. Today Lothas are made the scapegoat; nevertheless, I am sure the Lothas will continue to fight alongside the Nagas if possible, but alone if necessary for their survival. Well the Nagas can proceed without the Lothas but the Lothas will not allowed others to exploit them by any individual, group or nation, not even by the Nagas. What Lothas are struggling will be faced by all the component tribes of the Nagas eventually. Very soon another judgement will come on the Women’s Reservation Issue. Red flag was first raised by the Watsu Mungdang against the Ao Senden. If the Supreme Court decides in favour of the Joint Action Committee on Women Reservation (JACWR) citing the 73rd and 74th Constitutional Amendment Acts, is the Naga Hoho ready to seriously view their action, or contempt saying that it has undermined the rights of the Nagas? You may. But that is not the point. My point is what have you done to dissuade or defend the customary rights of the Nagas? Be on the street or in the court. While I am not particularly against women reservation per se, I only wonder what is the Naga Hoho’s solution on these issues? There is a larger question at stake here. Sooner or latter similar issues challenging the very foundation of Nagas will come up in the future. More so because the Right wing political party is in power at the centre. The onslaught on minority rights is now all pervasive. It has certainly emboldened the Sangh Parivar (Hindu Nationalists), and is trying to infiltrate in all ways of life, not exempting the judicial autonomy. Interference in food
culture (eg. cow slaughter), mineral resources including coal mining etc are bound to come. It calls for preparedness on our part to face these challenges. I suggest that the Naga Hoho pre-empt such issues if it claims to be the true guardian of the rights of the Nagas, and not fight against those are fighting for it. Champions of article 371A may also argue that we have everything we wanted in that Article. I disagree because 70 per cent of the content of the Article is redundant and is not implemented anymore. Only section 1 (a) with four entries talks about Naga rights. Therefore in a way the 3/8 Framework Agreement gives an opportunity and hope for the future because the final outcome of the sharing of competencies will depend on our ability to push for more. We need a detail agreement in simple language so as to save us from obscure and conflicting interpretations. This time the Lotha Hoho went to court for the same reason citing violation of Article 371A and may have achieved temporary relief, but the larger question is, can the state government and the Naga Hoho successfully defend the NPNG Acts from the central government? We should together fight for our rights so that any agreement in the future is respected by all the organs of the Union government including its people, so that ordinary provisions of the constitution should not override such special provisions. If not anyone, even non-Naga may challenge any provision of the Special provisions. Therefore, please stop the blame game because the Lothas did what needs to be done! Having stated on the subject cited above, the pensioners are elderly personals in the society aged ranging from 60, 70, 80 years and above are commonly suffering from Hypertension, Diabetes, heart diseases, arthritis etc. who are prone to get Cardiovascular accident,stroke,fainting etc. after standing long time in a queue. Ever since we are observing that most of the pensioners are withdrawing their pension after obtaining all the formalities from Treasury Office (situated about 4kms ) to get a token which may take minimum 2 to 3 hours and they have to rush to the Bank by transport trapped in traffic jam for another hours to reach the bank that closes evening at its scheduled time, obviously disappointed and to travel back to their respective homes cursing or praying for next day to enter the bank early in the morning. While passing through the bank during the pension withdrawal days one may observe as I did on many occasions, the pensioners who do not care their genders are found in many queues waiting for his/her turn to submit token to the concerned office staffs who check all formalities and lastly pass it to senior staff and at last get the money with trembling hands with hunger, thirsty and sweating due to power fluctuations etc. As a medical personnel, I want to cite an example that Diabetic patients suffer from three symptoms, 1. Thirsty, 2. frequent passing urine, 3. hungry and 4.weight loss. In a nut shell, I have stated some of the facts, may your honour, kindly to look into the matters and find out some ways to extend helping hands in the interest of our dearly beloved old aged people who may be your parents age groups. n Afghan teenager is protesting her country's practice of selling child brides through the unlikely medium of rap music. Sonita Alizadeh, 19, who was just 10 years old when her Muslim parents first tried to sell her into marriage, spoke about escaping her dreaded fate and the YouTube rap video that changed her life at London's Women in the World summit last week. 'I wasn’t sad then because I didn’t know what she was talking about,' she told BBC jounralist and former child bride Zarghuna Kargar of her mother's first attempt to sell her, adding that the experience was like 'dress-up'. 'It was the first time [my parents] focused on me and they bought me new clothes,' Sonita shared. The teen, whose family fled war-torn Afghanistan for Iran when she was eight, luckily had her first arranged marriage fall through, but when she was 16, her mother once again told her she had to marry a man she didn't know. Sonita's mother came to see her in Tehran, and told her she had to

return to Afghanistan because her brother needed $7,000 for a dowry, and the family could make $9,000 from selling her. 'I couldn’t breathe. I couldn’t speak', she said of learning the news. 'When my mother told me they [would] have to sell me, my heart broke down.' 'I realized against my brother, I have no value. And they couldn’t understand me,' recalled Sonita, who likened the experience to 'death'. But Sonita refused to go with her mother, and began recording rap music in order to protest child marriages, of which 15% of Afghan girls are subjected to every year. The teenager, who couldn't work in Iran because she didn't have a legal ID, learned to read and write while she was cleaning bathrooms at an non-governmental organization. She began writing poetry and rap lyrics after hearing music from Eminem, and eventually began recording songs, although it is illegal for a woman to do so without government permission in Iran. Sonita got the inspiration for her YouTube video, 'Brides for Sale,' when she was saw one of her friends with bruises all over
her face. 'She was quiet and she didn’t say anything. When I looked at her, I imagined that music video in my mind,' she revealed. The video, which she posted in 2014, sees her wearing a veil and covered in faux bruises as she raps: 'Let me whisper, so no one hears that I speak of selling girls. My voice shouldn’t be heard since it’s against Sharia.' Sonita's clip quickly circulated the Internet, and wound up on Afghan TV. Even her mother was pleased with the video, telling her daughter it was 'good'. Months later, the teen was offered a full scholarship to study music at Wasatch Academy in Utah. Now, she continues to record rap music as she works as an activist against child marriage from her school in the US. 'In my country a good girl should be silent, not talk about her future, and listen to her family,' Sonita shared during the Women in the World Summit. British filmmaker Leslee Udwin's documentary is about the fatal gang-rape in Dec. 2012 of a 23-year-old physiotherapy student. She was attacked on a bus while returning home with a male friend after seeing the film Life of Pi at a south Delhi cinema and later died from her injuries in hospital as violent street protests rocked India demanding more safety for women. India's Daughter included an interview with one of the four imprisoned attackers, Mukesh Singh, who said women were more responsible for rape than men. Clips of the interview, which were shown on some Indian news channels ahead of the film's planned telecast on March 8, International Women's Day, sparked outrage and ignited a social media campaign to ban the film.
Introducing the film ahead of its U.S. theatrical release in New York on Wednesday night, Streep was quoted by Reuters as saying that the film deserved an Academy Award. "I'm on
the campaign now to get her [Udwin] nominated for best documentary," she said. The Oscar-winning actress added: "When I first saw [the film], I couldn’t speak afterwards." Singh is on death row along with three others found guilty of the crime who are appealing the verdict. The tournament is scheduled to be held from 21 to 30 November at the Kohima Local Ground and will be an annual fixture, informed the Assam Rifles. “The tournament is aimed at fusing the indomitable Naga spirit with the passion of the youth for football… in honour of the braveheart and son of the soil, Capt (Late) Kenguruse, Maha Vir Chakra, who attained martyrdom during Operation Vijay in 2001.” IGAR (North) in collaboration with the NFA and State authorities will be organising the event, stated the Assam Rifles, while adding each district will have two teams. Department of Correctional Services spokesman Manelisi Wolela confirmed the athlete was released on Monday night, the Independent Online reported. "The handling of the actual placement is an operational matter of the local management, and how they handle it is their prerogative that is carried out in the best interest of all parties concerned, the victims, the offender and the Department of Correctional Services," he added. On October 15, Wolela said the Kgosi Mampuru II Correctional Supervision and Parole Board (CSPB) had approved Pistorius’s placement “under correctional supervision as from October 20, 2015”. However, the Supreme Court of Appeal in Bloemfontein will hear the State’s appeal against the murder acquittal for Pistorius on November 3.
