DIMAPUR, OCTOBER 23 (MExN): The Angami Youth Organisation (AYO) has written to the Nagaland state Chief Minister, TR Zeliang calling for immediate action on the appalling road conditions in the state. The AYO served an ultimatum of ten days for the CM to initiate action regarding the issue in order to avoid “public reactions.” A letter addressed to the CM from the AYO President, Medo Yhokha and General Secretary, Rokoketou Sechu specifically referred to the National Highway 29 managed and manned by the BRO/BRTF and the state; and other connecting highways/ roads manned by State Government under the department of NH and R&B, having two independent Cabinet Ministers. Tetso College launches SASRD urged to work closely with government second ebook anthology

Dimapur, OctOber 23 (mexN): The Department of English, Tetso College formally released its second ebook during their Department Fest ‘Renaissance Clique’, held on October 20. Titled ‘The Phoenix: A Tetso College Anthology of Literature and Art’,the ebook contains poems, short stories, one act plays, paintings and artistic photographs contributed by the faculty and students of the College. The editors are PatomiYe p t h o m i , Ve d u v o luKhusoh, Kahor Raleng,

Anjan Behera, and Pakinzinliu Chawang, Assistant Professors in the Department of English. The ebook can be downloaded from www.tetsocollege. org/downloads. ‘Renaissance Clique’ is the annual fest of the English Department, which celebrates all literary activities including drama, art, and challenges the creativity and explores the talents of the students through competitions as the classes vie for the Overall Championship title of the Renaissance Clique 2015.

For this year’s fest, English Honours students of the 3rd Semester staged an adaptation of a Sumi folktale about the pathos of star crossed lovers- Nisapa and Nisala who face separation owing to class differences. A stark depiction of the social evils that prevail in society, the actors gave a moving and convincing performance, which had the audience close to tears. The Fest also comprised of an Essay Writing competition where students analysed the impact of beauty pageants on the identity and development of women. Other competitions included caption writing, poetry writing, and an entertaining show called 12 Minutes to Fame, which consisted of a medley of performances of song, dance, art, clap-dance and so on. The B.A. 3rd Semester students won the 12 Minutes to Fame competition, while the coveted Overall Championship title was won by the B.A. 1st Semester students.

meDziphema, OctOber 23 (mexN): The 38th Foundation Day of SASRD, Nagaland University, Medziphema was celebrated with Alemtemshi Jamir (IAS), former Chief secretary of Nagaland as chief guest and N. Duolo, CEO & Coordinator of Entrepreneurs Associates Nagaland, who delivered the Foundation Day Lecture on October 20. Alemtemshi in his speech said that as the Planning Commission has been done away with, the State has the sole authority to prioritize the developmental plans. He emphasized that as agriculture is a vital sector for the economy, priority must be accorded to this sector in the planning stage and expressed that SASRD needs to interface actively with the State government in formulating policies and long-term plans for this sector in Nagaland. He reiterated that there is also a felt need to have closer working relationship between the state departments and SASRD with regard to research and technology refinement. He suggested

that SASRD could focus on global climate change and to work sincerely towards food security to achieve the desired target. N. Duolo delivered the Foundation Day lecture on Entrepreneurship development and the need to make specific niche products that will put Nagaland on the commercial markets. He opined that Nagaland is not a land locked area, rather it has channels to reach the mainland as well as foreign mar-

kets in the east and thereby serious attention needs to be given to entrepreneurial activities, especially for the agricultural graduates. He also challenged the agricultural graduates that by 2030 he would like to see 100 CEOs of successful agricultural enterprises. Prof. M. mOKOKchuNg, OctOber 23 (mexN): Global Iodine Deficiency Disorder Prevention Day was observed at CMO office, Mokokchung on October 21. Dr Kibangkumba Deputy CMO and District Nodal Officer NIDDCP Mokokchung in his address encouraged the participants to be aware about the intake of iodised salt. He also gave a short demonstration of salt testing and said that the ASHAs should visit places like shops and homes for testing the content of iodine in salt with a simple salt testing kid. Significance of the day was delivered by Dr. SS Akaba Longchar, CMO, Mokokchung. He explained that iodine salt is nothing, but a common salt where a small quantity of iodine compound is added and is used to prevent iodine deficiency. He also said that the average daily requirement of iodine in an adult is 150 micro grams and it is important that the body gets this quantity regularly every day. He urged the participants to be responsible persons in passing the message to the people in remote areas to consume only iodised salt to prevent iodine deficiency disorder. Earlier, the programme started with an invocation prayer by Watisenla Jamir DCM, CMO office, Mokokchung. The programme was attended by medical officers, CMO staffs and DPMU staffs.

Mary Kom seeks smooth roads before Modi inaugurates her academy in Manipur IMPHAL, OCTOBER 23 (PTI): Her dream academy almost ready, star Indian woman boxer M C Mary Komcannot wait to roll out the red carpet for Prime Minister Narendra Modi for its inauguration -- the only glitch being that the road leading upto the facility in Manipur is in shambles. The 32-year-old had met Modi in New Delhi in April and had invited him to inaugurate her dream project as and when it was to be ready in Langol village near Imphal. The Prime Minister, on his part, had agreed to do the honours if his schedule permitted. The land for this project -- a total of 3.33 acre -- was provided to her by the Manipur government after her London Olympic bronze medal and the work on the

"The Centre will provide a platform for scholars to exchange views on challenges being confronted by the north-east in a free and frank manner. The Centre will organise special lectures and conduct workshops on north-east affairs at frequent intervals," Arvind Kumar, professor and

head, department of geopolitics and international relations told TOI. Speaking about the new NE study centre, Arvind said misconceptions exist and studies conducted on these states are often biased. The Centre will make a modest attempt to build a critical mass of young researchers on the north-east region. The Centre is also planning to rope in students and others who want to pursue knowledge on NE. Arvind said the Centre will provide an opportunity to visit Manipal University and do internship on the areas of their interests and learn from each other's cultures. "The significance of the north-east is also seen in its

rich cultural values, traditions and cultural heritage. The Centre will conduct short-term courses on a number of issues reflecting the cultural aspect, which in turn will help bring the strengths of the region to the mainstream." The north-east consists of eight states: Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland Tripura and Sikkim. The Centre will work under the auspices of the department of geopolitics and international relations. UNC total bandh hits life in hilly districts of Manipur state Our Correspondent Imphal, October 23

Several vehicles have remained stranded along National Highways connecting Manipur due to the 48-hour total bandh in the hill districts called by United Naga Council (UNC) denouncing the 'anti-tribal' policies adopted by the Manipur Government. The strike that kicked-off from midnight of October 22 paralysed normal life in the five hill districts on Thursday. Vehicles did not ply on the road, all business activities were disrupted and all Government and private establishments remained shut for the day. UNC is registering a strong protest against the anti-tribal policies of the Manipur Government including the controversial three Bills passed by the state assembly on august 31 this year. The three Bills were passed by the assembly with an aim to safeguard the interests of all communities in Manipur.

The tribal groups in the state have dubbed the three Bills as 'anti-tribal' insisting that these pose a great threat to thier rights demanding thier immediate withdrawal. Nine protesters were killed in violent standoff with security forces in Churachandpur District hours after the passing of the Bills. The UNC sponsored strike and backed by all tribe Hohos, civil societies, Naga People's Orgainsation (NPO), Senapati District Student's Association (SDSA), different organisations of Mao, Maram, Poumai, people from Zeliangrong communities and Thadou Inpi effectively enforced the bandh in different parts of Senapati district. Reports informed that hundreds of loaded trucks have remained stranded along the National Highways since the total bandh began. Meanwhile, the state transporters’ union has appealed to the UNC to call off the strike in view of different upcoming festivals in the state.

Don’t restrict us in defence manufacturing space: Pvt players New Delhi, OctOber 23 (iANS): The Indian government has identified six areas that private companies can bid for in the defence manufacturing space under the Make in India drive -- which means replacement of the usual system of tenders and lowest bids -- but stakeholders are upset that they can’t participate in more than one sector Punj Lloyd spokesperson for defence Ashok Wadhawan, President Manufacturing, echoed the general feeling in the industry when he said: “Our recommendation to the task force (constituted to identify the private players) is that instead of identifying a few companies

per sector, the government should form consortiums and award them orders.” The six sectors identified are aircraft and their major systems; warships of stated displacements, submarines and their major systems; armoured fighting vehicles and their major systems: complex weapons that rely on guidance systems; Command and Control System and critical materials (special alloys and composites). D efence Minister Manohar Parrikar had said in early September that a task force had been constituted under former Defence Research and Development Organisation (DRDO) chief V.K. Aatre to identify the private players

to be permitted into the defence sector. He said it was expected to give its report by month-end. Parrikar also said there would not be any repetition of players in the six areas. “There won’t be repetition. If X group has been taken in as a strategic partner in one segment, it will not be considered for another segment. It can participate in partnership for other products,” Parrikar had said. The deadline for submitting the report has passed and enquiries reveal that it is nowhere near completion. And, it is on the basis of this report that the Defence Procurement Procedure (DPP), which will detail the nuts and bolts of the methodology

to be adopted for involving the private sector, was to be drawn up. “This is not likely to happen before the first quarter of 2016, which means the earliest the private sector can get involved is mid-to-late 2016,” a defence ministry source told IANS, speaking on condition of anonymity, given the sensitive nature of the subject. Even so, all does not appear to be lost as the coming together of 60 of the best-known defence companies operating in India, both domestic and foreign, could signal the end in its present form of the DRDO, whose roots go back nearly six decades but which has little of sub-

stance to show by way of original products. With defence offsets obligations of Rs. 25,000 crore ($4 billion) expected to accrue over the next seven to eight years, the formation of the Association of Defence Companies in India will see a broad-basing of the country’s manufacturing base, a process that is already underway in the small and medium industries sector The alliance includes Boeing, Lockheed Martin, Bell Helicopter, Punj Llyod, AgustaWestland, Reliance Defence, the Tatas, Rolls Royce, Saab, Northrop Gruman, Rolta, BAE Systems, Dassault, Honeywell, Thales, Finmeccanica, Hindustan

Aerosystems and Merlinkhawk Aerospace. At a meeting earlier this month, the stakeholders felt the alliance would serve as a representative platform, with a unified voice, on policy matters pertaining to the government, armed forces and state-run enterprises that affect their operations. This apart, the forum could also promote collaborations, support improved understanding among the members, pursue India’s strategic needs and deal appropriately with the interests of all the stakeholders. This also means there would be greater interaction between the armed forces and defence manu-

facturers, something that is sorely lacking now. This lack of interaction is because the DRDO, defence manufacturers like Hindustan Aeronautics Limited (HAL) and the armed forces (barring the Indian Navy) are functioning in silos, each charting their own course. Just two instances would suffice here: The Arjun main battle tank (MBT) and the Tejas light combat aircraft (LCA) are still not fully operational after more than four decades of development as their specifications continue to change due to the designers, manufacturers and the users not being on the same page. The Indian Navy man-

aged to buck the trend because it established its own design organisaiton more than five decades ago and today has under construction not only a 45,000-tonne aircraft carrier - the largest vessel to be built in the country - but also two more nuclear-powered submarines in addition to one that is undergoing sea trials. Thus, in a situation where the DRDO was established to reduce dependence on imports, India still imports 70 percent of its military hardware. With the entry of private players, competitiveness will be the new mantra and the DRDO will have to quickly play catch-up or totally lose its relevance.

MeDziPheMA, OctOber 23 (MexN): The Central Institute of Horticulture (CIH) organised one day farmers’ training on ‘Advances in production technologies of major spice crops (Ginger, Turmeric and Naga Chilli) of NER’ on October 21 at CIH, Medziphema, which was funded by the Department of Biotechnology twining project for NER, Ministry of Science and Technology, Government of India, New Delhi. The inaugural program was graced by Dr. Lallan Ram, Director of CIH, Principal Investigator of DBT Twinning Project for NER who encouraged the farmer participants to get the utmost benefit by interacting with the resource persons. He emphasised on the importance of these three spice crops in NER and deliberated on enhancing farmers’ knowledge about crop techniques and thereby improve their productivity. He also stated that the objective of the training would only be fulfilled if participants implement the technologies learnt after the training programme. The first training session was conducted by Dr. C.S.Maiti, Assoc. Professor, Department of Horticulture, SASRD: NU. He meticulously explained on the packages and practices of Ginger, Turmeric & Naga

Chilli. He stressed on the importance of quality planting material, plant health by proper field practices and optimal nutrition to maintain a healthy crop for quality yield. Mr.J. Akato Chishi, STA, Department of Entomology, SASRD: NU then sensitized the farmers on Insect-Pest management of Ginger, Turmeric & Naga Chilli through participatory lecture and demonstration. The training was further continued by Prof. L.Dahio, H.O.D of Department of Plant Pathology, SASRD: NU. He delivered lecture on the Integerated Disease management of Ginger, Turmeric & Naga Chilli and stressed on organic cultivation for safe environment and healthy crop. The final session was conducted by Md. Manzar Hossain, Post Harvest Technologist, CIH who appraised on the post harvest management of Ginger, Turmeric & Naga Chilli. Director CIH Dr. Lallan Ram in his valedictory address exhorted the trainees and awarded certificates along with farm inputs like Trichoderma, Tricho cards and Pseudomonas to the participants. New Delhi, OctOber 23 (Pti): Tech giant Apple will finally launch its smartwatch ‘Apple Watch’ in India on November 6. The smartwatch was launched in few countries including the US, France, Japan, and the UK in April this year and has been rolled out to other geographies in a phased manner. Without disclosing the pricing, Apple on its website said the smartwatch will be available in India starting November 6. wAShiNgtON, OctOber 23 (Pti): India’s move to set up 11 new payments banks is expected to expand penetration of the banking sector in vast rural areas of the country, the World Bank has said. “The decision by the Reserve Bank of India to grant ‘in principle’ approval for 11 entities to set up payments banks, which would be directed at small savers in underserved (largely rural) markets, could help transform the rural remittances market,” the World Bank said in a report on remittances released here yesterday. These banks would be subject to regulatory requirements that limit credit risk, (75% of deposit balances are to be in eligible government securities or treasury bills, while loans, credit card issuance, and acceptance of non-resident Indian deposits are prohibited) but would be subject to lighter prudential norms (minimum paid up capital of about USD 15 mil-

Minister for home Y. Patton on Thursday said All Nagaland College Students’ Union (ANCSU) is a platform for the college students’ communities, which represents the young minds of the society. He said the Union also bears big responsibilities to play a positive role in shaping our future society. Addressing the inaugural function of the 17th biennial general conference of ANCSU held under the theme “Excel beyond boundary” at Indira Gandhi Stadium here, he said that over the years ANCSU has been striving on so many issues relating to the problems faced by the college students. He said it is worth noting that the union has achieved on many fronts in its endeavours for the welfare of the college students in the State. The home minister regretted that the Naga society is becoming a sick society. “We have lost many traits of life which our forefathers and ancestors have inherited during their period of time. Our ancestors were hard working, sincere and honest and were serious in their pursuit despite of lack of modern facilities that we have today. Instead of making best use of the availability of the modern technological facilities and amenities, the present day generation is abusing all these opportunities and

taking life more casually. Our work culture which we have inherited from our ancestors is fast diminishing and we are adopting an alien culture of going easy way of life thus resulting in corruption.” In this, Patton urged the youngsters to rise up to the occasion and look for a better change in the existing system of our society. “Lest our society will be totally ruined sooner or later and we all will be equally responsible.” He also stated that the Naga society now is in the grip of serious unemployment crisis. “The state as we all know is unproductive and the survival of our society solely depends on salary,” he pointed out. He maintained that Naga society depends for everything on the Central government. Most of the Naga students after obtaining higher degrees in education from outside the state come back home to hunt for white collar job, he said. However, he added, the state government is no longer in a position to provide job to all the educated Naga students as the employment opportunities in the government sector has reached saturation. The minister said it is the bounden duty of the younger generations to venture out and compete with the rest of the country. “You have to take a bold step and aim higher to go beyond the boundary and bring home new and

The forum will be back." He vowed the organization would regroup on the Web's deepest, most impenetrable region, the Darknet — a space where anyone, including criminals, can remain virtually anonymous. And the Darknet could never be shut down — thanks, conveniently, to the feds, who created it and are still financing its growth. The TOR network The Darknet (sometimes called the Dark Web) works on the Tor browser, free software that masks your location and activity. Originally designed by the Naval Research Lab, Tor receives 60 percent of its backing from the State Department and the Department of Defense to act as a secure network for government agencies as well as dissidents fighting oppressive regimes. It is a privacy tool that has been used for both good and evil. Over the past decade, Tor has empowered activists to spread news during the Arab Spring; it has helped domestic-violence victims hide from online stalkers; and it has allowed ordinary citizens to surf without advertisers tracking them. The Iceberg Analogy Think of the Web as an iceberg. Most people only see the so-called Surface Web above the water: all the news and gossip and porn that's just a Google search away. But dive below and you'll see the vast expanse of the Deep Web: all the data that search engines can't find, which is much larger than the Surface Web. This includes anything behind a paywall (like Netflix), a password-protected site (like your e-mail) or a Web page that requires you to do your searching there (like when you're trying to find court records). The Darknet lurks in the Deep Web, because the sites there can't be found by search engines

either. But here's the big difference: The Darknet is composed of people and sites that want to remain anonymous and, unless you're using the Tor browser, are nearly impossible to find. Tor lets you peruse the Surface Web, just as you do with Firefox or Safari, but it also allows you to surf Amazon and Silk Road. Using a regular browser like Firefox, you can be identified by your Internet Protocol (IP) address, the numerical code that can be traced to your unique device. But on the Darknet, your location — and the locations of the people overseeing the sites you search — remain hidden. Most people use Tor for law-abiding privacy purposes. In fact, according to the Tor Project — the government-funded nonprofit that maintains the browser — Darknet surfing accounts for only three percent of Tor usage. (And criminal activities are just a fraction of that.) But because the Darknet is so seemingly shadowy and mysterious, it has become ominous in the popular imagination, a creepy catchall that includes everything scary lurking online: terrorists, pedophiles, dope dealers, hackers-forhire.

cheaters' website, on the Darknet. After ISIS claimed responsibility for a shooting outside a Prophet Mohammed cartoon contest in Texas in May, the Darknet was singled out for blame. Michael B. Steinbach, assistant director of the FBI's counter-terrorism division, told the House Homeland Security Committee that encryption tools have given such terrorists "a free zone by which to recruit, radicalize, plot and plan." Without the ability to adequately monitor the terrorists online, Steinbach went on, "we're past going dark in certain instances. We are dark." Despite the high-profile busts of Darkode and Silk Road, the Darknet is thriving. According to an August study by researchers at Carnegie Mellon University, criminals earn an estimated $100 million a year by selling drugs and other contraband on hidden websites using the virtual currency bitcoin, the digital cash that doesn't require a credit card or bank to process the transactions.

The feds aren't just battling bad guys adept at hiding online, they're also facing a massive rush of ordinary people looking to score anonymously. "Given the high demand for the products being sold," the CMU researchers conclude, "it is not clear that takedowns will be effective." Though a lot of people think you have to be some kind of hacker to navigate the Darknet, it's surprisingly easy to sell or buy illegal goods and services. Click on Tor, and it looks like any other browser — complete with its own cartoonish onion logo — though it moves more slowly because of complex routing behind the scenes. Instead of ending in a .com or .org Web address, Darknet sites end in .onion and are often called onion sites. Since Google doesn't crawl onion sites, you need to use rudimentary Darknet search engines and listings such as the Hidden Wiki or Onion Link. Black-market Darknet sites look a lot like any other retailer, except there are categories for, say, benzos, psychedelics and used AK-47s instead of woks and lawn ornaments. On Silk Road 3, a site unaffiliated with the original one, you can search by category, or scroll

for one simple reason: The same tools that keep government agents and dissidents anonymous keep criminals virtually invisible too. "This is the crime scene of the 21st century, and these traffickers are finding all kinds of ways to cover their tracks," says Karen Friedman Agnifilo, Manhattan's chief assistant district attorney, who's among those leading the fight against criminals online. "Law enforcement has to play catch-up." Paul Syverson, a 57-year-old mathematician at the U.S. Naval Research Lab, created Tor as a means for people to communicate securely online. "We certainly were aware that bad people could use it," says Syverson, wearing an M.C. Escher T-shirt in his cluttered office in Washington, D.C., "but our goal was to have something for the honest people who need to protect themselves." Since its inception in 1923, the NRL has been the military's most esteemed research and development lab, inventing everything from radar to GPS. In 1995,

Syverson and his colleagues conceived a way to make online communications as secure as possible. The idea was to provide a means for anyone — including government employees and agents — to share intelligence without revealing their identities or locations. With funding from the Department of Defense, Syverson brought on two scruffy graduates from the Massachusetts Institute of Technology, Roger Dingledine and Nick Mathewson, to help bring his vision to life. Like Syverson, Dingledine — a ponytailed privacy activist from Chapel Hill, North Carolina — saw the project as a way to empower everyone in the age of online surveillance. "How can we build a system that gives you privacy in the face of the large governments who are surveilling the Internet as much as they can?" Dingledine asks. "That's a really hard research problem." To understand how the problem was solved, imagine a spy taking a train from Paris to Berlin. If the spy travels directly, he can easily be followed. But if he takes a series of trains between several cities — Paris to Amsterdam, Amsterdam to Madrid, Madrid to Berlin — he's harder to trace. This

used Tor, though, it'd be obvious that the traffic was government-related. "We wanted to have a network that would carry traffic for a variety of users," Syverson says, "so you don't necessarily know if this is a cancer survivor looking up information or somebody from the Navy." In order to do that, Syverson and his team made a decision he calls "central to the security of the system": They designed Tor to be freely available online and open-sourced, which meant it could be assessed and improved by anyone around the world. The Tor network wasn't just designed to hide who is accessing websites, it was created to give websites the ability to mask the locations of the servers hosting them. One of the ideas was to provide a kind of secret bunker for government websites, so that if they were under attack, agents could visit a hidden version of the site online without hackers tracing them. These were the sites that ended with .onion. The Tor creators call them "hidden services" sites — today, it's more sensationally known as the Darknet. In 2003, Tor software was publicly released. Word about the browser spread on forums among privacy advocates and researchers, and it soon became the most resilient and important tool for anyone seeking to preserve their anonymity online. Geeks, agents and activists formed a volunteer network of nodes that routed Tor traffic anonymously across the world. Before long, people could reliably surf the Internet without being traced — out of sight of anyone who wanted to know who they were, where they were traveling or what they intended. A space for the oppressed Tor's early adopters weren't criminals — they were dissidents. One of them is Nima Fatemi, a black-clad 27-year-old Iranian who serves as a key Tor evangelist — helping others around the world use the software to fight oppressive regimes. "We needed something different to connect to the Internet safely," he tells me. "I found Tor and thought, 'This is the tool.' It was peace of mind." In the summer of 2009 in Tehran, Fatemi was running for his life from riot police after shooting photos of a protest. "I felt it a duty because so many people outside of Iran had no idea that we were protesting," he says. "The state TV was just showing photos of flowers and stuff." As soldiers chased him, Fatemi tore through the streets, leaping over a fallen woman, and turned into a courtyard where a sympathetic family gave him cover. "The police would attack me as if I had an RPG on my shoulder," Fatemi says. It's dangerous to be a social-media activist in certain parts of the world. Recently, a blogger in Brazil was beheaded, and another in Bangladesh was killed with machetes. In Iran, blogger Soheil Arabi was sentenced by the Su-

preme Court to be hanged for "insulting the Prophet Mohammed" in Facebook posts. (His sentence was later commuted to two years of mandatory theology study, but he is serving a seven-and-a-half-year jail sentence for insulting the Supreme Leader.) This year, four secular bloggers were murdered in Bangladesh alone. At the time of his near capture, Fatemi had been uploading photos that were used on Facebook and Twitter to spread breaking news of the Iranian government's crackdown on dissidents. Under increased scrutiny, he'd turned to Tor to continue working anonymously — and to help himself and his fellow activists stay out of jail. Fatemi held private workshops in Iran, teaching friends and family how to use the software and thus strengthening the network, as more users meant more nodes with which to relay and hide the online traffic. "We spread the tool everywhere," he says. In the decade since the Tor software has been released, it has spread virally beyond the U.S. government and into the activist community. This is fueled in part by the Electronic Frontier Foundation, the digital-rights group which used to fund and still champions Tor as a powerful pro-democracy tool. Jacob Appelbaum, the noted activist who has worked closely with Edward Snowden and Julian Assange, calls it "surveillance resistance." By using Tor in place of another browser, protesters and journalists can log on to Twitter or surf dissident chat rooms with far less risk of being tracked by a government that might imprison them or worse. "There are countries where browsing a political website about democracy can get you thrown in jail," says Jeremy Gillula, a staff technologist at the EFF. "That's the most life-and-death reason why Tor needs to exist." During the Arab Spring, Tor helped facilitate protests throughout the Middle East. Nasser Weddady, a 39-year-old Mauritanian-American activist, was living in the States and began promoting the underground browser — becoming one of the most influential social-media dissidents during the uprising. "There would be no access to Twitter or Facebook in some of these places if you didn't have Tor," he says. "All of the sudden, you had all these dissidents exploding under their noses, and then down the road you had a revolution."

With the Tor Project still largely being financed by the DOD, Mathewson and Dingledine have kept the software and community evolving. For Mathewson, a bushy-bearded 38-yearold sci-fi fan, its continuing spread among activists throughout the world exceeded his dreams. "I'd be getting e-mails from people saying, 'I'm pretty sure your software saved my life,' " he recalls. "I'd say, 'I'm very glad you're alive, but I'm just this person who's been writing software — I hope I don't screw anything up!'" On January 27th, 2011, Ross Ulbricht, operating under the pseudonym Altoid, announced the launch of the first blackmarket site to exploit the cloaking powers of the Darknet. "I came across this website called Silk Road," he posted on a drug forum called Shroomery. org, posing as a customer. "It's a Tor hidden service that claims to allow you to buy and sell anything online anonymously." Ulbricht, who ran the site as Dread Pirate Roberts, was the first to fully exploit Tor's potential for fostering a new kind of criminal enterprise. It was more of a novel idea than a technical feat. Ulbricht, or anyone running an illegal Web page, could simply create it on the Tor hidden network. This made it difficult not only to find who was hosting the address, but also who was visiting it. But Ulbricht went further by using bitcoin to make the subsequent transactions just as hard to track. By the summer of 2011, word of the Darknet hit the press and the pols. In a July news conference about Silk Road, Sen. Chuck Schumer, of New York, demonized drug sellers and buyers who were "hiding their identities through a program that makes them virtually untraceable," and called on the Drug Enforcement Agency to crack down. Time magazine called the Darknet "a haven for criminals....where drugs, porn and murder live online." The Daily Mail warned that "hiring a hitman has never been easier." Many activists in the Tor community, however, wince when they hear the word "Darknet." Criminal sites, they say, represent a tiny fraction of .onion traffic. For them, the focus on criminality obscures Tor's greater intent. "I don't think very much of the term 'Darknet,'" Mathewson says with a groan. "I think it's pretty much a media creation."

Tor Stinks for the authorities Whatever it's called, powerful agencies are still taking the Darknet seriously. According to an Edward Snowden leak in October 2013, the NSA, during a topsecret presentation in 2012, considered Tor a threat. "Tor stinks," reads the title of one NSA slide. "We will never be able to de-anonymize all Tor users [but] we can de-anonymize a very small fraction. "(When contacted by Rolling Stone, the NSA declined to comment.) In another of Snowden's revelations, Britain's intelligence agency, the Government Communications Headquarters, dismissed the democratic potential of Tor as "pseudo-legitimate uses" that paled next to the "bad people" who ruled the Darknet. As a result, law-enforcement agencies began seeking new ways to infiltrate the Darknet. In July, Interpol held its first-ever training on "identifying the methods and strategies used by organized crime networks and individuals to avoid detection on the Darknet." That same month, FBI Director James Comey explained to a U.S. Senate Judiciary Committee the agency's plight in tracking encrypted communications. "The tools we are asked to use are increasingly ineffective," he said. As the battle continues over the Darknet, Tor's popularity only becomes more mainstream. Facebook now offers a .onion version of its site on Tor for those wanting to feel less watched. In June, speaking at an event for EPIC, a privacy and civil liberties nonprofit, Apple CEO Tim Cook railed against government efforts to crack consumer devices. "Removing encryption tools from our products altogether, as some in Washington would like us to do, would only hurt law-abiding citizens who rely on us to protect their data," he said. "The bad guys will still encrypt; it's easy to do and readily available." Mathewson predicts that other Web browsers like Firefox will build Tor into their functionality, and he hopes that privacy will become "a default mode of communication on the Internet" within five years. But the circuitous chase will surely continue. For all the activists using these tools to better the world, there will be criminals employing the same tools to exploit it — and law enforcers hunting them down. "I'm as concerned about privacy rights as anybody," says U.S. Attorney Hickton, "but would you have us do nothing?"

What Is Social Anxiety? Olga Khazan The Atlantic

P

eople today might not actually be avoiding social interaction any more than they did in past decades, but they’re certainly more vocal about it. The rise of digital communication seems to be spawning a nation of indoor cats, all humble-bragging about how introverted they are and ordering their rides and groceries without ever talking to a human. Sometimes reclusiveness can be a sign of something more serious, though. Social anxiety is one of the most common mental illnesses, but it’s still poorly understood outside of scientific circles. The good news is that it’s highly treatable, according to Stefan G. Hofmann, the director of the Social Anxiety Program at Boston University. I recently talked with Hofmann about how social anxiety works and what people who feel socially anxious can do about it. An edited transcript of our conversation follows. Olga Khazan: Why do people feel socially anxious when they go to parties, networking events, things like that? Stefan Hofmann: People are social animals, and we have a strong desire to be part of a group and to be accepted by the group. Social anxiety is a result of the fear of a possibility that we will not be accepted by our peers. It's the fear of negative evaluation by others, and that is [part of] a very fundamental, biological need to be liked.

That’s why we have social anxiety. Khazan: Does everyone get socially anxious, or just certain people? Hofmann: Well, it would be very abnormal not to be socially anxious. Social anxiety is a very normal stage that children go through, [along with] separation anxiety and stranger anxiety. These are actually very normal stages, and children who do not go through these stages, doctors do worry about those kids. Later on, we obviously will still be uncomfortable in novel social situations, it’s quite normal. It becomes, obviously, a problem if we are too distressed. If it interferes with our lives and bothers us too much, then it becomes a problem, and then we would call it social anxiety disorder. Khazan: How is so-

cial anxiety different from generalized anxiety? Is it more common than regular anxiety, or less severe? Where would you place social anxiety on the anxiety map? Hofmann: In psychiatry we have a group of what we call anxiety disorders, and that includes social anxiety, generalized anxiety disorder, panic disorder, agoraphobia, specific phobias, and the like. Social anxiety disorder is the most common form among all the anxiety disorders. It actually is also ranked, in comparison to all the other mental disorders, as one of the most common disorders, next only to depression and substance use disorder. Thirteen out of 100 people meet criteria for social anxiety disorder [at some point in life]. Khazan: Is there any overlap between people who are generally anxious

The Power to Forgive

Avinuo Kire, Zubaan 2015, Rs 395, 139 pp. vinuo Kire’s first volume of short stories was released in August. The collection is twelve short stories on different themes. The title story, The Power to Forgive is a powerful account of reconciliation coming through a daughter’s forgiveness of a father’s ill thought out action. A young girl is raped by a close relative. After negotiations, her father makes the decision to forgive the offender. It is an action taken without consulting her wishes and lauded as ‘a supreme act

of Christian forgiveness.’ But the title story shows that forgiveness does not come easy. The girl carries both the stigma of being a rape victim in a highly conservative society where she is now considered damaged goods, and her father’s betrayal by his choice to publicly forgive the uncle who raped her. Her life is marred ever after by the deed; she subconsciously nurtures a deep resentment against her father, and when the proposal of her marriage goes through, she decides that it will be her brother and not her father who will give her away. Inadvertently she witnesses how much that decision hurts her father. Through a door left ajar she finds a spectacle of an ageing father weeping, a most unusual sight for her normally emotionless father. That sight shows her that he has not been unaffected by her pain; they close the distance between them by mutually moving toward each other in unspoken forgiveness. There is much left unsaid in this little story that makes the reader stop and reflect on what the writer has brought out; deep recesses of the human soul where wounds are made by our closest ones, scars that stay on and create chasms in relationships. Avinuo Kire has courageously dealt with the treacherous world of emotions in this story and in the companion stories offered in her first volume of short stories. Each story has something different to tell and the writer pulls the reader into her world so that

the characters remain with you long after the book has been closed. The lives of ordinary people are interesting to her and she encourages us to muse, hmm, I wonder what kind of secret life this person has lived as in the case of Solie the peoncum-sweeper who was once a soldier in the Naga army. Solie lives out the rest of his life as a lowly office assistant and no one would know that in his prime he had risen to the rank of Brigadier and walked on foot to Pakistan and China numerous times for the Naga cause. “I always imagined Solie as a faraway hero from a bygone era. So it is with a poignant sadness that this story continues in such a mundane, unheroic manner,” the writer adds. The undercover lives of ordinary people are what she uncovers in tales like ‘Promise of Camellias,’ ‘That long ago summer’ and ‘Remembering Uncle Peter.’ They deal with the twists and turns that love can take. ‘That long ago summer’ is bittersweet and is a story that many can identify with; a lost love and lost opportunity which will leave the lover filled with regret throughout life at what might have been. At the same time, ‘Promise of Camellias’ is a hopeful story that ends in taking strong decisions that propel the protagonist towards happiness. Love is complicated and life even more so and the reader finds that out in ‘Remembering Uncle Peter.’ ‘Bayienuo’ is one story that combines cultural superstition with fantasy and the result is a tale of evocative and delicate beauty. The manner in which Avinuo brings both together and weaves them into a dream tale is admirable. These are tales with a strong Naga base. The men and women are Naga and the society is modern and yet steeped in tradition. The writer is very good at mastering the skill of the short story: sustaining the interest created in the first sentences by introducing suspense and using it to keep the reader mesmerised by her story. “The Power to Forgive” is a beautiful first volume with stories that are at once powerful and yet sensitive and unmistakably feminine.

and people who have social anxiety? Hofmann: Yeah, all the anxiety disorders are highly comorbid. Comorbidity means the coexistence of two or more problems in one individual. The most common problem for people with social anxiety disorder is actually depression. Then other forms of anxiety disorder, in particular generalized anxiety disorder and panic disorder. But this is true for almost all disorders—they are highly overlapping with each other. Which, by the way, causes problem for the psychiatric diagnosis, because we wouldn’t assume that there’s such a high overlap, but it does exist. Khazan: How do you know if your level of social anxiety is considered disordered? Hofmann: The definition of a mental disorder is that it causes either sig-

nificant distress, and/or significant interference in one's life. So you might be able to perform normally during daily life, but you're terribly distressed around these social situations, such as meeting people, giving speeches, or doing things in front of people. It causes you such a level of distress that causes you to want to get help. Or, there are people who kind of find their way around these problems, and they live lives that are fairly isolated. They might not marry, they might have very few friends, they might not go out for parties. In other words, they might not feel much distress because they’re living isolated lives, but at the same time they would like to be social. So they feel still an urgency to do something about it because they're not loners, but they just can't be around

people because it's so distressing. Some people use substances like alcohol to medicate themselves. Khazan: When you say they feel lots of distress, what kinds of things might they be feeling? Hofmann: Often people will report panic attacks, anxiety attacks. They’ll report being struck by anxiety when they have to stand up in front of a group, that they show such strong anxiety that they can’t speak. Or they might escape out of the situation, run away, don’t go into interview situations, and the like. Again, they might be missing out on many opportunities in life. They might not get married because not only are they scared of dating someone, but also going to their own wedding, etcetera. These are not just shy people— social anxiety disorder is not the same as shyness. People with social anxiety disorder have a real, significant problem that interferes with their lives. Khazan: Has there been a rise in social anxiety, with social media and people interacting more through their computers? Hofmann: It’s impossible to tell, because the definition of social anxiety disorder changes, and depending on how you define it, you'll get different rates of prevalence. We do know, however, that there are interesting differences between cultures, which tells you a little bit about how society also shapes and influences that. We know that [some] Asian cultures, such as Japan and China, report social anxiety disorder less often. In more collectivist cultures, where

the individual is not in the center, social anxiety disorder is less of a problem. In individualistic cultures, where it’s important that you are your own, unique person, in those cases social anxiety becomes more of a problem. So Western cultures report the higher prevalence rates of social anxiety disorder. Even within the U.S., Asians report lower rates, whites report the highest rates, and Hispanics and African Americans are in between. So that has to do with the setting, the cultural background, family relationships, and the like. Khazan: What are some strategies that help alleviate symptoms or combat social anxiety when it starts creeping in? Hofmann: What needs to happen is that people should face their anxiety. What we do is called cognitive behavioral therapy, a non-medication option which is more effective in the long term than medication treatment. You try to identify what kinds of thoughts people have in these situations, what sort of drives the anxiety. Then you gradually challenge these maladaptive thinking patterns by asking people to engage in what we would call exposure practices, where they expose themselves to these situations repeatedly and for a long period of time so that they can realize that nothing bad is happing. It is very effective. We have a response rate of at least 75 percent. Alternative treatments to CBT are medication—primarily with SSRIs. Khazan: So what are some of the situations that you might send some-

one into? Like, “go give a speech?” Hofmann: Initially, we use speaking in front of the rest of the group. In the seventh or eighth session, we go on to do more individualized exposure treatments, constructing something that we would call a “social mishap” exercise. We expose them to their worstcase scenario. For example, if someone is not engaging in any dating behaviors because they are concerned about being rejected, we would ask them to go to a restaurant and ask every woman at the table for her number. And obviously, he would get rejected a lot, and that's the purpose of it. Khazan: That’s crazy! That sounds so intense. What do they say to the women? Hofmann: We script it very clearly. We say, you’re going to go in there now, and say the following: “Hi, I like your face. Would you like to go out with me? Would you like to give me your number?” And she would obviously say, “No, go away, you freak,” or something, and that would be desirable. That would be perfect. Or other examples might be, inconveniencing people, so let’s say go to a coffee shop and you spill your coffee and you say, “I'd like to have a new one.” Or you go to a book store and ask for a book on the joy of sex. You do something that is over the top that nobody likes to do, that violates their personal social norms and engages them in re-evaluating their maladaptive beliefs. And it’s very effective. It’s very successful. People speak to this treatment, they love it.

Why it is important to value each other’s work in a relationship The Indian Express

imes have changed a lot today in terms of working couples. More and more partners today are professionally qualified and sharing roles and responsibilities. Society, too, is changing fast and so are marital equations. But does the changing professional aspirations and responsibilities impact relationships today? The answer is yes. As long as both couples approach their respective work in a similar manner, there is no

problem. But when a partner undermines or devalues the profession of the other, problems are sure to crop up. Take the case of Anya and Mohit. When Anya started working in a magazine, things were fine — initially. But when the print deadline neared and Anya had to work long hours, Mohit started resenting it. “He would not resent my salary but he grumbled when I had to stay back at work and that he would be inconvenienced. He also had to work overtime

sometimes but I knew it was important. But when I had to do the same he would crib and undermine the work I did, saying it was just a magazine and a hobby and I should not be compromising our family time for it,” said Anya. Experts say that a person belittling his/her partner’s profession can be deemed a sign of emotional abuse in a relationship. To be constantly made to feel that your work or professional goals are not important can be highly detrimental to the relationship.

It is not just the kind of work that is belittled, but sometimes also the salary bracket that can emerge as an issue of berating the partner. Take the case of Mahesh and Sakshi. Though both had started out together, Sakshi had some good breaks in her profession, because of which she was in a much higher salary bracket than Mahesh. But because of the income difference, every time they had a fight, Sakshi would use that as a tool to show Mahesh down. Experts say that belit-

tling each other’s profession only ends up in one partner alienating the other. Since what we do usually plays a major role in defining what we are and who we are, it is imperative that couples show a certain amount of respect and value to that as well. Appreciating the goals, profession and aspirations of our partner are integral to any relationship; and if we fail to show that in our attitude, then we may end up being professionally successful but the relationship may end up taking a beating.

ne of the most interesting and entertaining parts of following my favourite authors on Twitter is witnessing a little bit of the writing process. Getting a peek into how my favourite books are written is like watching a real-time behind-the-scenes DVD featurette. But not every update is a positive one. There’s something that haunts all writers, be they professional or amateur: writer’s block. Writer’s block can be difficult to define, because no two people share the same experience of it. Probably the simplest and most straightforward definition comes from Dr. Patricia Huston: a distinctly uncomfortable inability to write. But what could be the cause of this vaguely described problem? Has a writer’s Muse simply deserted them, or can we find an explanation hidden somewhere in the brain? The location of language While there haven’t been any published scientific studies on people with writer’s block, we can take a few different avenues to try and determine what parts of the brain may be affected. One of those is looking at where words come from in the first place. Language has traditionally been thought to be one of the few skills found in a very specific location in the brain: on the left side of the front part of the brain, fittingly

called the frontal lobe. This is called Broca’s area, named after the scientist who first reported that damage to this area led to the inability to form words, called aphasia. Since writer’s block is, fundamentally, an inability to write down words, this makes the frontal lobe an excellent place to start in researching the underpinnings of writer’s block. We can also look at writer’s block as an inability to come up with a story, be it fiction, non-fiction, or the story of how to program your remote. Most who experience writer’s block aren’t having trouble producing words – they simply can’t figure out what should happen next. A small number of studies have looked at the concept of “story creation” and what areas of the brain might be involved. In one study from 2005, participants were presented with a set of three words and asked to create a story based around them. On some trials, they were asked to “be creative” and on others to “be uncreative”. When this task was done in an fMRI scanner, which measures blood flow to different regions of the brain as an indicator of increased or decreased activity, there was a significant increase in activity in the prefrontal cortex. This increased activity was seen not just on the left side, where Broca’s area is located, but also in the right prefrontal cortex. Some of these areas, such as the anterior cingulate cortex, that are associ-

ated with making associations between unrelated concepts – a critical skill for a great writer. In another study, from 2013, participants were asked to actually write a story while in the fMRI scanner. They were given the first 30 words of a familiar text, asked to brainstorm a continuation of that text, and then given two minutes to physically write out their story. These stories were then scored based on creativity and measured against the brain activity data generated while in the scanner. Both the “brainstorming” and “creative writing” portions of the experiment showed strong increases in brain activity in the frontal lobe, particularly in the language areas. In the “brainstorming” condition, the subregions involved included those associated with planning and control, whereas many of those regions involved in the “creative writing” condition were involved with memory and the motor areas related to the physical act of writing. So when we speak of writer’s block, we may actually be talking about a “creation block” – the inability to make the connections and the plans that allow creative writing to occur. So we’ve got an idea of where writer’s block is happening – but what can you do to fight against it? There’s no pill you can take to make it go away, but there are some simple things that you can try to loosen up your frontal lobe, all recommended by Dr. Huston in 1998:

1. Read someone else’s writing. Studies have shown that people are more creative when they’re exposed to the creative ideas of others. Just make sure you’re only inspired by their writing and not copying from it. 2. Break the work down into pieces. If you can’t get the introduction to flow the way you want it to, try something in the middle. Check off each part as you finish so you can get an accurate sense of how much you’ve completed. 3. Write without stopping. Try writing a whole draft without going back and re-reading what you’ve written. Some of it may not be great, but I bet a lot of it will be usable. At the very least, it will give you a place to start. 4. Plan breaks into your writing schedule. Many swear by the pomodoro technique, but find a rhythm that works for you. Go for a walk or grab a meal with friends or watch that video of the puppy that can’t roll over (a personal favorite). Relaxing will make it easier to get back into the writing spirit. 5. Don’t procrastinate. The more you put off what you have to write, the more anxiety you’ll feel. This is always my stumbling block (and why I’ve watched half of the second season of Fringe while writing this). Ultimately, be kind to yourself. You’re not the first to go through this and you’re not the last. Being stuck doesn’t make you a bad writer or a bad person. It makes you a human being with a flawed (but marvellous) brain.

Pakistan to act against LeT; no nuke-deal, or US role in Kashmir washington, october 23 (ians): Pakistan Prime Minister Nawaz Sharif came to the US with a litany of complaints against India with the hope of getting an India type nuclear deal and involving Washington in the Kashmir issue. Instead Sharif ended up giving President Barack Obama an assurance that Islamabad would take effective action against Pakistan based terror outfit Lashkar-e-Taeba (LeT) and its affiliates responsible for the Nov 2008 Mumbai terror attack. Apparently concerned over Pakistan's assertion that it has made low-yield nuclear weapons to bridge the gap for war that India had created through its cold-start doctrine, Obama also cautioned Sharif against raising nuclear tensions with new weapons. "Regarding Pakistan's nuclear weapons programme, the President stressed the importance of avoiding any developments that might invite increased risk to nuclear safety, security, or strategic stability," a joint statement said. However, Pakistan did manage to get a call for an India-Pakistan dialogue to resolve all issues including Kashmir included in a joint statement issued after Sharif met Obama Thursday in his Oval office in the White House. Writers protest against increasing intolerance new delhi, october 23 (ians): Nearly 100 writers took out a peaceful march here on Friday to protest against increasing intolerance in the country. Writers from across the country gathered at Shri Ram Centre near Mandi House and marched towards Sahitya Akademi in the capital, wearing black ribbons on their heads as a sign of protest. The writers said that the protest was to express their anger against the government for letting anti-social incidents happen and also to attract attention of the academy towards the increasing attacks on litterateurs. The protest was organised just before Sahitya Akademi's emergency meeting to discuss various issues. "Freedom of expression and speech is currently being suppressed in the country. Whatever is happening in the country nowadays, people belonging to minorities and schedule caste feel insecure," a writer said in the protest. "The government must take some concrete steps to stop such incidents which shatter nation's secular fabric. Sahitya Akademi should also pressurize the government and pass some resolution against increasing attacks on the writers," the protester added. Panel on women safety to come up in Delhi new delhi, october 23 (ians): A committee to look into issue of women's safety and security will be set up soon, Delhi Commission for Women Chief Swati Maliwal said on Friday after meeting Lt. Governor Najeeb Jung. A meeting for this purpose will be held on November 3 or 4, she said, according to an official release. The committee will comprise the lt. governor, DCW chairperson, police commissioner, Delhi home secretary and women development cell secretary and will review the existing women safety measures and meet twice a month, it added. Maliwal also informed Jung that there are 1,500 vacancies in Delhi Police that need to be filled.

Even as Israel and Palestine traded accusations during the debate, Paswan stayed away from the blame game. When he spoke of President Pranab Mukherjee's visit to Palestine Territory as the current round of conflict intensified, he was silent on the warm embrace of Israel during the same journey. Paswan said Mukherjee's "visit reinforces India's strong commitment to the Palestinian cause and renews our political and diplomatic support to the state of Palestine in its endeavours to realize an independent and sovereign state of Palestine." Over 50,000 tonnes of pulses seized from hoarders so far new delhi, october 23 (Pti): Over 50,000 tonnes of pulses, mostly imported tur dal, have been seized from hoarders in raids across 10 states even as retail prices today showed no signs of abating and continue to rule at Rs 210 per kg. On Friday alone, over 15,000 tonnes were seized. In order to assess the availability of imported pulses, finance minister Arun Jaitley today held two rounds of meetings, first with importers and

later with officials of ministries concerned. The cabinet secretary also reviewed the prices situation and anti-hoarding measures being taken by the state governments. During the meeting with the finance minister, importers offered to supply 1 lakh kg of imported tur dal at Rs 135 per kg on daily basis to government agencies, while demanding exemptions from stock-holding limits imposed on them. "Raids to check hoarding are

continuing in various states. Today, four states reported that they have seized 15,335.95 tonnes of pulses, mostly imported tur dal," a senior consumer affairs ministry official told PTI. About 7,033 tonnes of lentils were seized from Maharashtra, 5,487 tonnes from Karnataka, 2,051 tonnes from Rajasthan and 764 tonnes from Haryana, a statement said. This takes the total seizure of pulses so far to 50,656 tonnes, recovered in 3,149 raids across 10 states.

Infact delays are occurring where the procedures and processes have become outdated in the current scenario and giving rise to some attitude of bribe seeking," he told reporters here. Chowdary said the CVOs, who act as distant arm of the Commission, have been asked to take appropriate steps to streamline the procedures, may be avoid or delete the provisions relating to the discretion powers available with the officers. When will Lalit Modi be brought back, Congress asks Centre new delhi, october 23 (ians): The Congress on Friday asked the central government to specify a time frame for bringing back former cricket IPL chief Lalit Modi to the country and alleged that he enjoyed the patronage of the ruling NDA dispensation. The Enforcement Directorate has said it wishes to question the former Indian Premier League chief on money laundering charges. "The government should tell us when it will get Lalit Modi back to the country," Congress spokesperson Randeep Singh Surjewala told reporters here. He said the Congress would raise the issue inside and outside parliament. Former finance minister P. Chidambaram wrote to the British authorities two years ago, calling for the deportation of Lalit Modi over money laundering charges, Surjewala said, adding that the then UPA government wanted Lalit Modi to be brought back to face the law.

Xi tells UK he hopes to see a united EU LONdON/BeiJiNG, OctOBer 23 (reuters): Chinese President Xi Jinping has told Britain he wants to see a united European Union, making his most direct comments to date on Britain’s relationship with Europe ahead of the country’s in-out EU membership referendum. On the last day of a four-day visit to Britain, Xi told Prime Minister David Cameron of the EU’s importance for China as a strategic partner and its largest trading partner, China’s foreign ministry said in a statement. “China hopes to see a prosperous Europe and a united EU, and hopes Britain, as an important member of the EU, can play an even more positive and constructive role in promoting the deepening development of China-EU ties,” it paraphrased Xi as saying. Xi was due to end his visit to Britain on Friday in Manchester with the announcement of new air links between China and the northern British city. Cameron is seeking to renegotiate Britain’s relationship with the EU, which it joined in 1973, before holding a referendum on membership which he says will take place before the end of 2017. China typically does not comment on votes in other countries, viewing it as an interference in an internal affair. But Beijing has been worried about the implications of free tradesupporting Britain leaving the EU, and of any weakening of a grouping which it views as a vital counterbalance to the United States, diplomats say. Opinion polls have showed a narrowing of support among British voters for staying in the EU and one on Thursday showed a sharp slump in backing for its membership amid concerns over an influx of migrants into Europe.

The two world leaders could be seen awkwardly sipping their ales at The Plough, an establishment close to the British prime minister’s residence of Chequers northwest of London. “I dropped into The Plough at Cadsden for a pint of IPA and some fish and chips with China’s President Xi,” Cameron tweeted afterwards, along with a picture of him talking to Xi in which hunting guns could be seen hanging on the bare-brick wall behind them. The pub’s landlord Steve Hollings told AFP that Cameron and Xi had chatted for around three-quarters of an hour and had been “extremely friendly”. They drank “traditional English bitter” and “traditional English fish and chips”, he said proudly, adding: “I was highly delighted”. Foreign Secretary Philip Hammond was quoted by the Daily Telegraph as saying that Xi’s “only problem” was the lack of salt and vinegar for his fish and chips. The Sunday Times earlier reported that the trip to the pub was Xi’s idea and cited a source involved in negotiations over the visit saying: “It’s all part of the president’s view of himself as a man of the people.” The Plough traces its history back to the 16th century when it was a staging post for London coaches. collided near a forested bend on a two-lane road cut into a hillside near Puisseguin in the Gironde region, the local prefect’s office said in a statement. TV footage showed two blackened vehicles, with the bus facing the woodtransporter’s trailer, the truck’s cab skewed to one side, and scorched vegetation around the site, which was sealed off by

police. The bus was carrying about 50 seniors south to the Bearn region from their homes in the village of Petit Palais and surrounding hamlets. The crash occurred just a few minutes after the pensioners had boarded the bus. Among the dead were the driver of the articulated lorry and a young boy who was in the cab, according to the local prefect’s office.

News reports said the child was about 3 years old. The driver of the bus was among the survivors, who were able to exit through the front door he opened, according to a source close to an inquiry that was under way within hours. It was the worst road accident in France since 53 people, mostly children, died in a bus crash in Burgundy in July 1982.

Drug from banana may help fight AIDS New YOrK, OctOBer 23 (iANs): A substance originally found in bananas and carefully edited by scientists could lead to drugs that fight off a wide range of viruses, including those that cause AIDS, Hepatitis C and influenza, new research suggests. The new research focused on a protein called banana lectin, or BanLec, that “reads” the sugars on the outside of both viruses and cells. The 26 scientists on the team - from Germany, Ireland, Canada, Belgium and the US - worked together over several years to figure out exactly how BanLec worked against viruses, and then to build a better version. “What we have done is exciting because there is potential for Ban-

Jade is driving conflict between the government and ethnic Kachin rebels, funding both sides in a war that has killed thousands of people and displaced 100,000 since 2011, the London-based organisation said in a 128-page report. Kachin’s Hpakant township has been stripped of forests, as two-storeytall machines and dynamite take just four days to plough through jadebearing mountains that once took 30 days to mine, leaving a “moonscape” of waste-filled craters prone

The Global Witness

analysis, which details the military and ruling families, drug lords and companies benefiting from jade, valued Myanmar’s jade production in 2014 at as much as $31 billion equivalent to 48 percent of Myanmar’s GDP - and up to $122 billion over the decade through 2014. Myanmar’s many tariffs include a 20 percent valuebased tax on jade at mine sites and 10 percent on sales at government jade sales, but Global Witness estimates the state received less than $374 million in official jade revenues in 2014 - less than 2 percent of the $31 billion estimated output value. A Mines Ministry official, asked to comment on the report, told the Thomson Reuters Foundation his ministry transferred all tax revenue from the mines to the Finance Ministry. “Then the Ministry of Finance would allocate budgets to the states and regions.”

Over the years, tens of thousands of people across the country have come to Kachin state to mine jade but have had slim pickings, illegally combing through company waste. One jade scavenger who trespassed onto company property was found murdered and dismembered, the report said. The mining - which feeds neighbouring China’s appetite for the “stone of heaven” - has left a deadly wasteland. In April 2015, a “torrent of liquid mud” burst through the edge of a crater, engulfing machines and operators, killing between 30 and 60 people, local residents told Global Witness. The mining company said the death toll was 11, the report said. Mya n ma r, w h i c h emerged from half a century of military rule in 2010, has agreed to ceasefires with several armed ethnic groups, but its conflict with

the Kachin Independence Army and Kachin Independence Organisation is its most intractable. The jade funding both sides in the war creates incentives for military commanders and government hardliners to prolong the conflict and protect assets they could lose if the jade business became more open and fair, the report said. Global Witness said the question of who manages and benefits from Kachin state’s jade must be built into a peace agreement to end the conflict. It urged Myanmar and mining companies to work toward transparency and fairness, publishing data on licences, bidding, concessions, revenues and ownership. It pressed donors to make funding for Myanmar, as well as the lifting of sanctions by the United States, contingent on jade industry reforms.

Deplorable road condition between Chakhabama and Chetheba

oad condition in general in Nagaland at the moment has been pathetic at best. Many have already pointed out the issue in the dailies. With not much sign of improvement or explanation from the government, pointing out the issue again is been done with much hesitation. However, the stretch of road between Chakhabama and Chetheba (which then connects the state capital Kohima) has been so bad that a distress call seems pertinent. The unpliability of the stretch of the road has been highlighted many times already without any solution in sight. The road has become unusable because of the proposed expansion to convert the road from a single-lane to a two-lane highway. That the company given the task to finish the work failed to complete it has already been highlighted many times. The road has become so unusable that small and medium vehicles do not ply anymore. Few heavy vehicles take the risk to manoeuvre the muddy and dusty road (road is muddy during monsoon and dusty during dry season) strewn with landslides; facing the danger that they may not complete the journey due to landslides blocking the road or cutting a part of the road away.The road has even seen dangerous terrains at certain stretches. The panic seen in the eyes of the people when it rains is pitiful. The road has been ignored so much that even tree branches and wild plants have invaded the road sides, touching the vehicles as they pass through. It is very sad that the regular maintenance has not even been carried out since the road expansion started. As one traverse through, one sees excavators lying idle. One wonders why these are not put to any use or why regular maintenance isn’t being done. The road is the lifeline of many villages and towns, and regular travellers have been subjected to much trouble and pain. At the moment, what people are dreaming is not pothole free road (the dream is farfetched) but improvement in the said route so that vehicles can ply through so that they won’t have to take the route which is triple the distance of the route between Chakhabama and Chetheba. fter teasing fans with a surprise 30-second clip of the track during "X Factor", Adele has now premiered the video for her new single "Hello". The six-minute video has been shot by Xavier Dolan and features stunning countryside shots mixed with impressive acting sequences to tell the story, reported Billboard. Speaking of the collaboration, Dolan described working on the video as a "privilege", adding: "When I first heard it, all the images were already running by so clearly in my head - and her trust and generosity allowed me to create freely. "Being on set with her was wonderful. And the thought of directing her in the 'acting' aspect of the term was exciting. CHENNAI, OCTOBER 23 (PTI): India's ODI skipper Mahendra Singh Dhoni on Friday took time off to meet former BCCI president N Srinivasan at his residence here, a move which invited criticism from some quarters. A top source said that Dhoni met Srinivasan over breakfast and was at the ICC chairman's residence for close to 45 minutes. After he left, BJP leader Subramanian Swamy met Srinivasan. Srinivasan, who was earlier the owner of the IPL franchise Chennai Super Kings, had to detach himself from the Dhoni-led side due to conflict of interest. The Tamil Nadu strongman was also removed from the BCCI top job after cases of fixing cropped up against his son-in-law Gurunath Meiyappan, and he now serves as ICC chairman only. NorthEast United FC claimed a 1-0 win over defending champions Atletico de Kolkata in an Indian Super League (ISL) fifth round clash in Guwahati on Friday. Nicolas Velez (77') came off the bench in the second half to secure a second consecutive win for the hosts. The first East Indian derby of the second season of the ISL saw both managers freshen up their lineups owing to player fatigue. The visiting side had made five changes to the team which was beaten by FC Pune City six days ago. NorthEast United, playing their third consecutive home game in the span of nine days made just three changes after gaining their first points on board against Chennaiyin FC. The vocal crowd at the Indira Gandhi Athletic Stadium witnessed a first minute corner in favour of the home team however, Bikey fouled Amrinder Singh from the set-piece.
