Kohima, ocTober 24 (mexN): The RMSA Written Exam 2014 Qualified Candidates Forum (WEQCF) will go on an ‘indefinite agitation’ till the viva voce is declared and appointment orders given. The Forum also informed that even if the viva voce result is declared, the agitation will still go on till appointment orders are dispatched or the candidates called for collecting the same. This was informed in a press release from RMSA WEQCF convenor Kakika Z Chishi and general secretary Ruvuotonuo Ruth. All WEQCF members have been requested to assemble at 9:30am outside the RMSA office in Kohima on October 27. A signature drive will be held here. Strict action will be taken against members failing to turn up, informed the press release. In an earlier ‘ultimatum’ served to the RMSA department on August 30, the Nagaland RMSA WEQCF had given a deadline of October 8 for the declaration of the viva voce and dispatching of appointment order. “Despite crossing the given time frame, with assurance from the RMSA officials to declare the result very soon, the Forum waited patiently for a positive outcome and postponed their agitation schedule for October 20,” informed the press release. However, following several “false assurance,” the Forum has now decided to go for the indefinite agitation model. The Forum has maintained that it shall not be held responsible for any “untoward consequences.”

New YorK, ocTober 24 (aFP): Morethan100countriesyesterday challenged Security Council powers to restrict their use of the veto as the United Nations turned 70, with a joint pledge not to oppose resolutions on mass atrocities. The initiative is aimed at avoiding the kind of gridlock that has paralysed the Security Council on Syria, with Russia and China vetoing any attempt to sanction the regime of Bashar al-Assad. With 104 countries on board including Security Council permanent members France and Britain, the “code of conduct” won backing from a majority of the UN’s 193 member states. Supporters of the drive have lobbied countries for months to sign on to the pledge and pointedly announced the outcome on the 70th anniversary of the United Nations. Under the measure, countries commit “not to vote against a credible draft resolution” that seeks to end or prevent genocide, war crimes or crimes against humanity. The code of conduct leaves it to UN Secretary-General Ban Ki-moon to determine when an outbreak of violence could lead to mass atrocities. Other than the five permanent members, the Security Council has 10 non-permanent members elected for two-year terms who vote on resolutions but have no veto power. Australia, Germany, Italy, Spain and Mexico were also among the pledge signatories, as well as three of the countries set to take up nonpermanent seats in January: Japan, Ukraine and Uruguay. The code was drafted by a group of countries known as the Accountability, Coherence and Transparency group, led by Liechtenstein. Their campaign chimes with a separate French
proposal to restrict the use of the Security Council veto in cases of mass atrocities. France’s idea has won support from 73 countries, but is rejected outright by Russia while China and the United States have reacted coolly.
Veto use offends Human rights groups have applauded the initiative, even though they are realistic about prospects for persuading the big powers to curb their use of the veto. “It may provide a challenge to the misuse of the veto by some permanent members, a misuse that rightly offends so many UN member states,” said Richard Dicker, Human Rights Watch’s director for international justice. “The code could increase the political costs of voting against a credible Security Council resolution in situations of mass atrocity crimes.” The veto power accorded to the P5 dates back to the UN’s foundation, but calls to re-think its use have mounted. Russia and China used their veto power last year to block a resolution asking the International Criminal Court to investigate crimes committed in Syria. Russia’s UN envoy Vitaly Churkin last month dismissed calls for restricting use of the veto as “populist” and said such a proposal was not realistic. Churkin argued that declaring that mass atrocities have occurred could become a political tool, and raised questions about who would be empowered to make that determination. Russia and its predecessor the Soviet Union have used their veto 81 times, while the United States has resorted to the measure 77 times, some 30 of those on Israeli-Palestinian issues alone. Britain has used the veto 32 times, France 18 and China nine times.

Maldives vice president arrested for high treason

KOhima, OctOber 24 (mexN): The Chakhesang Women Society Kohima (CWSK) organized an awareness programme on social issues on October 17 at the Upper PWD Christian Revival Church, Kohima. The CWSK in a press release stated that seeing the need to address various social issues that are increasingly becoming rampant in present Naga society, this programme was organized for all Chakhesang women and girls residing in Kohima, aged 12 years and above. Resource persons in the first session were Sano Vamuzo (former Chairperson, Nagaland State Com-
mission for Women & Advisor, Naga Mothers’ Association) who spoke on “Current Social Challenges of Women” and Dr. Rüpfühü Rose (Public Health Consultant, Nagaland Health Project, World Bank), who spoke on “Implications of Social Issues on Personal Health.” Anolü Vadeo, President CWSK gave an introduction. Angoilü Nienu, Women Pastor of the Upper PWD CRC said invocation prayer, and Aneile Doulo, Vice President of CWSK, moderated the session. Drawing from biblical stories of women, Sano Vamuzo encouraged all girls and women to live their lives meaningfully and fruit-
fully. She touched upon various social issues faced by women, which are often preventable with proper training in the homes particularly if mothers, who spend more time with their children, can impress upon them the values of life. Lamenting on the chasm between the haves and the havenots, which unfortunately is widening in Naga society, she stressed on the importance of economic independence. She urged women to be duly respectful towards the men, but at the same time, not be naïve about their place in society, and that they should know their statutory rights, as well as their roles.
Dr. Rüpfühü Rose followed with a detailed power point presentation on the implications of social issues on personal health. Some of the topics touched upon were antenatal care, home nutrition, family health planning; he explained various health hazards caused by unhealthy lifestyle. Dr. Rose shared from his work experiences with sex workers, drug addicts, homosexuals, HIV/AIDS patients, STI patients in various districts across Nagaland, and stressed on the need for our people to change our mindset and our lifestyles. The second session was aimed at inspiring and encouraging flower enthusiasts, with

Kidnapped IB officer, merchant's IAF opens Walong Advanced Landing Ground bodies recovered in Meghalaya shillONg, OctOber 24 (iANs): The body of an Intelligence Bureau officer and a cloth merchant, kidnapped by tribal Garo militants exactly one month back, were recovered from a village in Meghalaya's South Garo Hills district on Saturday, police said. "We have recovered the body of Intelligence Bureau officer Bikash Singh and cloth merchant Kamal Saha, who were kidnapped and killed by A'chik Songna An'pachakgipa Kotok (ASAK) militants, from a forest area in South Garo Hills district," Meghalaya police chief Rajiv Mehta told IANS. He said a police team led by Deputy Superintendent
of Police Chauenlai Sangma recovered the bodies from a pit about two kilometre from Bolchugre village, bordering Bangladesh, and about 450 km from Shillong here. "We have exhumed the two dead bodies and they have been taken to Baghmara (the district headquarters of South Garo Hills) for autopsy," Mehta said. ASAK militants kidnapped the two on September 24 at gunpoint from an area between Ampangre and Panda reserve forest. . The ASAK, whose name means "vanguard of Garoland" and are fighting for a separate Garoland, had denied involvement in the kidnapping, but an obscure

Meghalaya Church leader allegedly loses Rs 24.8 lakh in cyber scam New Delhi, OctOber 24 (AgeNcies): Another case of cyber fraud came to light when Fr Richard Iawphniaw of Nongstoin Service Society, West Khasi Hills lodged a complaint after allegedly having been duped of Rs 24.81 lakh. According to his complaint, he received an email from one Fr John Yatam, Executive Director, Scottish Catholic International Aid Fund (SCIAF) on May 16, which promised donations of up to 950,000 pounds for the underprivileged section of the society. The mail asked him to deposit Rs 24,81,140 as registration fees in order to receive the donations. Police said that Fr Iawphniaw deposited the amount but hasn’t received any donation till date.
Rhinos stray out of Kaziranga JOrhAt, OctOber 24 (Pti): Two rhinos have strayed out of Kaziranga National Park and have created panic at Majuli island. A stray rhino from Kaziranga National Park was creating panic in the southernmost part of Majuli island in upper Assam, a senior Forest Department official said. Jorhat district forest officer Sapan Saikia today said the two rhinos had strayed out from the Park's Agoratoli extension area in Numaligarh about six days ago and had lost their way. They have wandered into the southernmost part of Majuli island and have created panic among the people at Pogola Chapori, Konkha Chapori and Dhudang Chapori. The animals are in a confused state as locals are making loud noises to chase them away, Saikia said. "We have guided one back towards Kaziranga, we are trying our best to send the other towards KNP. "But we are keeping a strict vigil on his movement as poachers may take undue advantage," he said. The forest officer suspected that poachers may have chased out the two adult rhinos from the Park's extension areas causing them to stray into the world's largest river island.

Darjeeling railway station lights up in UN blue Arms & ammunition seized in Mizoram KOlKAtA, OctOber 24 (iANs): The Darjeeling Himalayan Railway (DHR), a World Heritage site and a key tourist attraction in West Bengal's Darjeeling, was lit United Nations (UN) blue at sunset on Saturday to mark the 70th anniversary of the world body. The DHR was constructed in 1879 on the hill cart road in Darjeeling in the hills of north Bengal, and opened two years later. It is the oldest hill passenger railway in India. "The Darjeeling railway station was lit up blue on Friday and it will be lit up today (Saturday) as well around sunset," an official of DHR told IANS.

Germans have a burning need for more garbage MAGDEBURG, OctOBER 24 (tWJ): Each day, trucks roll into this city filled with the latest hot import from the streets of Manchester, England: garbage. The destination is a power plant that makes a business of turning trash into electricity, or as it touts in a brochure, “spinning straw into gold.” The straw in this case is large, pillowy blobs of rubbish, neatly wrapped in plastic. “Like a marshmallow,” beams Rolf Oesterhoff, manager of the MHKW Rothensee waste-to-energy plant. A waste not, want not attitude mixed with a national zeal for recycling has led to an awkward problem for Germany: It isn’t producing enough of its own trash. Over the past decade, heaps of garbage-burning power plants and composting facilities were built throughout Germany as the country shut off all its landfills to new household trash. But instead of growing, as many thought it would, household-waste production flattened, in part because sparing Germans edged their alreadyhigh recycling rate even higher. Taken with the effects of a declining population and the global recession, plants in Germany were left short millions of tons of garbage a year, a quandary for companies that depend on a steady stream of rubbish to keep the lights on. So the country turned to its trashier neighbors. Now by boat and by truck, waste is piling in from England, Ireland, Italy and Switzerland, among others, to plants, where it gets burned and converted to electricity that keeps German households on the grid. In Magdeburg, about 100 miles from Berlin, the trash is converted to electricity for one-third of the city, and heating for roughly 50,000 homes. The imports are made possible by a European Union directive to gradually phase out landfills. That has led to higher taxes on landfill use in countries like Great Britain, making the trans-border shipping

They take old clothing and other refuse and reconstitute it as chic handicrafts and apparel— at a less-than-trashy price. Among its offerings: caps made from burlap coffee bean sacks ($44), lamps crafted from tea cups ($67 to $78) and car air bags reborn as laptop cases ($67). Even at the Magdeburg power plant, recycling is a big deal. When the boilers are cleaned, metal from the coals is picked out with magnets, while the remaining ash is sold to an asphalt company, being reborn in the form of German roads. So when it comes to importing trash, this culture of refuse reduction makes some Germans wary of cleaning up the rest of Europe’s mess. First, there is the issue of odor. When Irish garbage piled up, lying unmoved for weeks, near a pier in the midsize port city of Bremerhaven in northern Germany last year, the light smell turned to a wafting stench, and residents grew queasy. “It was a terrible time… it smelled so awful,” said Karlheinz Michen, a member of the Bremerhaven city council. “There were so many flies in the area.” Politicians intervened, and the trash moved on to its final destination of Hamburg. Hamburg used to favor
economically feasible. Yet while the Netherlands and Sweden have made a business out of importing and processing their neighbors’ waste, rising rubbish imports are causing a backlash in Germany, where recycling and generally reducing waste is something of a national obsession. The reverence of reduction dates back decades. In 1991, Germany passed a sweeping law that institutionalized recycling, one that helped inspire movements in other countries including the U.S., where about 34% of waste is now recycled. Today, the recycling rate here counts among the highest in the world, by some measures, at roughly 65% of household trash. Within houses and apartments, kitchen waste bins can have four or more compartments for sorting various categories of recycling. Further down the rubbish chain, communal containers in the courtyards or basements of apartment buildings span almost the full rainbow spectrum: In Berlin, there are different-colored bins for clear, brown and green glass, yellow bins for some plastic—but not all— brown bins for organic refuse, blue ones for paper and cardboard—but not all—and black or gray bins for everything else. “We are a German generation that grew up with recycling,” said Stefan Korn, a 30-year-old Berlin resident. The NBCC has already communicated its plans in writing to the 98 Smart City candidates selected so far and have held meetings with a quarter of them. The total grant of Rs 1 lakh crore, from the Centre, state and the urban local bodies (ULBs), will account for merely 20 per cent of the required funding for the mission that is aimed at a better use of technology in basic service and infrastructure provision in 100 chosen cities. To implement the project, each ULB is expected
to form a Special Purpose Vehicle (SPV) with the state government where the two retain a 50 per cent equity share. Stake holding for the remaining half can be with private investors. Anoop Kumar Mittal, NBCC chairman & managing director, said that the agency is looking for a share in the 50 per cent component that will be part of the private investors’ kitty. “Many foreign investors might find it safer to partner with a governmental company,” said Mittal. NBCC, which is listed on the Bombay Stock Exchange and the National Stock Exchange, has been one of the key beneficiaries of the Smart Cities project with the government company’s shares rallying the day the mission was announced. Officials said that in cases where it is unable to be part of the SPV, which requires each partner to invest some equity, it might also explore the possibility of being a project management consultant. In such cases, its focus would be mainly on Smart City projects that look at rede-

NEW DElhi, OctOBER 24 (REUtERs): Honda Cars India on Friday said it will recall 3,879 units of continuously variable transmission (CVT) variant of its popular City sedan in India to update software. The recall, a part of a global exercise, will affect City manufactures from February-November 2014. The recall is to “update the software that manages the continuously variable transmission (CVT) as part of Honda’s recall campaign in several regions globally,” the company said in a statement. It added that CVT control software will be updated to optimize the Hydraulic Pressure applied to the CVT. The software will be updated free of cost at the car maker’s dealerships across India from Oct. 24

The mood is a shift from three to four years ago, when the German price for waste was far lower—around $35 per ton compared with $55 to $80 per ton today, according to Tolvik Consulting. Ultimately, such capacity reductions and rising waste prices may make it uneconomical for neighboring countries to ship their trash to Germany. To pave way for the resumption of oil activities and as decided in the emergent meeting held in Kohima on October 19, the statement stated, the petitioners should waste no time to withdraw the PIL in the interest of all. NSEAOA reiterates demand for work distribution between principal, HM at GHSS

kohiMa, october 24 (MexN): In the backdrop of NGHSSEA opposing two heads in the Government Higher Secondary Schools, Nagaland School Education Administrative Officers’ Association (NSEAOA) today requested the government to issue order of assignment between Principals and Headmasters in the GHSSs at an early date as recommended by State level committee. In a rejoinder to the Nagaland Government Higher Secondary School Employees Association (NGHSSEA) statement, NSEAOA stated that School Education department was headed by
the cadre officers of elementary and secondary since its inception until GHSS were instituted in 1992. Presently, there are 41 upgraded GHSS. As far as site and infrastructures are concerned, everything belongs to GHS (Govt. High School) except some few rooms extended for GHSS, the rejoinder issued by NSEAOA president, Y Khetoshe Yepthomi and general secretary, Chonpa Pochury stated. The GHSS staff make up only 20 to 30%. However, their style of functioning is not cohesive in all the GHSS and “highhanded” attitude of some Principal and PGTs (Post Graduate Teachers), who are junior
in age and service to HM/ AHM and even some senior GTs (Graduate Teachers) is a sheer discrimination, the release stated. “Almost all PGTs were former students of those HM/AHM etc where they are working together. The worse situation is there is no closeness among the two sets of teachers (PGTs and GTs) who are serving in the same school. They sit in two different teachers’ common room due to constant maintenance of ego and disrespect,” the release claimed. Initially, NSEAOA said, higher secondary section had no such negative attitude and good atmosphere
prevailed in the schools. However, after some years, “the Higher Secondary section realized that they are Class-II officers and above, as such co-relation and understanding were lost among the two sets of teachers who were serving under the same roof. Under such situation, there cannot be smooth functioning of school.” NSEAOA admitted that as per NGHSSEA statement, total confusion in management prevails in the 41 GHSS between Principals and Headmasters, PGTs and Secondary and Elementary Teachers - Academic session, admissions, examina-
tions, uniforms, duration of periods, sports week, literary activities and co-curricular activities all are totally different. Besides, all subjects are compulsory below classX, whereas class XI and XII subjects are optional and no co-scholastic activities could be conducted together. It added that PGTs take hardly 2 subjects and stay 1 1/2 hours in a day in the school, whereas secondary & elementary teachers take 4-5 subjects and stay whole day in school. But, pay and allowances and status of PGTs are much more and higher than elementary and secondary teachers, which brings great disappoint-
ment, the rejoinder stated. Meanwhile, it stated NGHSSEA is not supposed to instruct or direct the government to assess the infrastructures and staff positions of the school and oppose committee's recommendation. In light of the above practical difficulties and different attitudes between the two sets of teachers, NSEAOA asserted, it is imperative to function separately. NSEAOA also cautioned that issues of undermining and threatening shall not be tolerated and warned against any interference in the business of government by any association in future.

It’s vital we make learning from the Bible a priority for boys and girls while also showing them why it’s important. How can we do that? 1. Lead by example: You’ve heard the saying, “Do as I say, not as I do.” Now, we all know that’s a terrible philosophy to have. But often parents inadvertently lead that way by their actions. If

Kids with sensory integration problems, particularly those who are under-sensitive to touch, may not be able to feel that there's anything sticking to their faces, even though similar globs of sauce or jam or ketchup would be impossible for you to ignore. Instead of trusting your child to feel what part of his or her face needs to be washed, place a mirror by the sink at an appropriate height for face-watching. When you send your child to wash up, add a reminder to "Look at your face in the mirror and then wash it off." You may be surprised how big a difference this makes in the degree of cleanliness your child can achieve -- be sure to give lots of praise for the extra effort.

Hunger with humility Greg Downes speaks to Bethel’s leader Bill Johnson about faith and doubt, hunting and healing – and his hope for revival This deliberate intention to focus on the substance and not the shadow (to use CS Lewis’ metaphor) is a grand theme of Johnson’s preaching, as is his prophetic ability to provoke people to come to the Bible afresh and consider what it really says rather than simply accepting the received hermeneutic of a particular theological tradition. (‘God never violates his word. But he’s quite comfortable violating our understanding of his word.’) This partly explains why Bethel Church Redding has grown exponentially under his leadership and has become an international centre of revival, healing, mission and worship.

Greg Downes speaks to Bethel’s leader Bill Johnson about faith and doubt, hunting and healing – and his hope for revival. As I sat in reception waiting to meet with Bill Johnson at the Bethel Church offices on a perennially sunny Redding morning, I reflected on the seeming incongruity of me being there. I had an opportunity for a sabbatical between posts and had chosen to go to Bethel Church, much to the surprise (and even consternation) of some of my friends. Bethel Church is a charismatic megachurch led by Johnson, aged 64. He and his wife Beni had been on staff at Bethel previously when Johnson’s father was pastor and returned to take up senior leadership in 1996, after 17 years leading Mountain Chapel in nearby Weaverville. In 1995, Johnson travelled to the Toronto Airport Christian Fellowship (home of the ‘Toronto Blessing’) and prayed, ‘Lord, if you touch me again, I will never change the subject’ (of seeking the presence of the Lord for revival). God did, and Johnson hasn’t. Johnson and Bethel inevitably have critics outside the charismatic Church, but also within the movement. Some UK charismatics are wary of Bethel because it teaches that it is God’s will for everyone to be healed. Johnson is no stranger to controversy. I first heard him speak at a Harrogate leaders’ conference (he is speaking there again in 2015), during which he raised hackles when a church leader asked him: ‘What is your theology of suffering?’ Johnson’s response was as articulate as it was provocative: ‘I don’t have one. I refuse to have a theology for something that shouldn’t exist.’ I was to learn much later that the provocation was deliberate and I’d rather missed Johnson’s point. It was to get people to think and was in fact shorthand for saying: I’m not going to have a more sophisticated theology for why God doesn’t heal than why he does.
How do we cultivate ‘hunger with humility’? To cultivate humility we need to return to the simple things. Complicated Christianity only thrives where no experience is required. Where we have arrogance this is often a product of ideas without experience. Paul was the arrogant one until he got knocked off his donkey at his encounter [on the road to Damascus]. He didn’t walk away arrogant, seeing the books he would write in the future; he walked away humble and devoted. Sometimes I’m in the family room with my wife watching TV and she asks if I want something to eat and I say, ‘Yes, I’m starving.’ I wasn’t starving enough to go and get some food myself, but if it’s convenient and she’s prepared to bring me some food, I’ll eat it. There are two sorts of hunger: the ‘I’ll go out and hunt for it because I’m so hungry’, and there’s convenient hunger: ‘I’ll eat if you feed me’. The kind of breakthrough we need in the nations will only be accomplished by the former.

John answered, "The man with two tunics should share with him who has none, and the one who has food should do the same." Tax collectors also came to be baptized. "Teacher," they asked, "what should we do?" "Don't collect any more than you are required to," he told them. Then some soldiers asked him, "And what should we do?" He replied, "Don't extort money and don't accuse people falsely--be content with your pay." Brief note on the passage: John's language is strong, as was that of Old Testament prophets who preceded him. The language is picturesque. Two images are presented. First, a tree that does not produce fruit should be chopped down and removed to make way for one that will. Mere physical descent from Abraham is not important; God can create his own children out of stones, just as he can cause inanimate stones to praise his Son if humans remain silent. The threat of judgment is heightened through the imagery of fire. John the Baptist came preaching the baptism of repentance for the remission of sins. The crowd is told to share clothing and food with the needy as evidence of repentance. As John preached repentance, he dealt with each person's problem. In these verses each individual's symptoms were different. The man with two tunics needed to share with those that had none, the tax collectors needed to stop collecting more taxes than was required and the soldiers needed to stop their extortion and be content with their pay. Hearts can be changed: There's an old Indian fable about a mouse who, like all mice, was afraid of cats. A wizard felt sorry from him and offered to help him lose his fear. So with the mouse's approval, the wizard turned him into a cat. The cat, however, was afraid of dogs. So the wizard turned the cat into a dog. But the dog was afraid of tigers. So, the wizard turned the dog into a tiger. When the wizard discovered that the tiger was afraid of hunters, he exclaimed in disgust, "You're hopeless. What you needed was a change of heart! And that I cannot give you."
People too need a new heart. Rather than merely being fixed up on the outside, they must be completely changed on the inside. The word of God is designed to root out the bad plants. God's word is designed to root out the evil. James says, "Therefore, get rid of all moral filth and the evil that is so prevalent and humbly accept the word planted in you, which can save you. Do not merely listen to the word, and so deceive yourselves. Do what it says. Anyone who listens to the word but does not do what it says is like a man who looks at his face in a mirror and, after looking at himself, goes away and immediately forgets what he looks like. But the man who looks intently into the perfect law that gives freedom, and continues to do this, not forgetting what he has heard, but doing it-- he will be blessed in what he does." (James 1:21-25) The moral filth and the evil that are so abundant must be stripped off like dirty clothes in preparation for accepting the word. It is not enough merely to listen to the word or, by the same token, merely to read it. Those who congratulate themselves on being hearers of the truth are deceiving themselves. If they do not combine doing with hearing, they put themselves in a most vulnerable position. The call to "do what it says" lies at the center of all that James teaches and sums up the whole book: Put into practice what you profess to believe. Those who listen to the Word do so attentively and at length, so that they understand what they hear. They know what God expects them to do. Any failure to respond cannot be blamed on lack of understanding. The purpose of listening to truth is to act upon it. A bad tree cannot bear good fruit: John the Baptist came preaching, "The axe is already at the root of the trees, and every tree that does not produce good fruit will be cut down and thrown into the fire" (Matthew 3:10). Jesus came aiming the axe at the root of the tree. Jesus said, "Likewise every good tree bears good fruit, but a bad tree bears bad fruit. A good tree cannot bear bad fruit, and a bad tree cannot bear good fruit." (Matthew 7:17-18) You cannot make a bad fruit tree bear good fruit. A tree is either good or bad and if it is bad it must be cut down and a good one must be replanted in its place. Another thing you can't do is produce artificial fruit on a bad tree. God is not interested in artificial fruit, or renovating our hearts or remodeling over lives. Christianity is more than a change of habits and a change of behavior; it is a change of heart. The tree doesn't represent the person; it represents what is growing in the heart of a person. If you concluded that the tree is the person, then all you have left that you can do to get rid of the evil is to destroy the evil person. But Jesus is teaching that it is what is growing in the person's heart that makes
a person good or bad and there is a remedy. Jesus called the crowd to him and said, "Listen and understand. What goes into a man's mouth does not make him unclean, but what comes out of his mouth, that is what makes him unclean" (Matthew 15:10 &11). Christ came to give us a new heart: It matters little where we are but the important thing is that Christ came to give us a new heart. Christ told Nicodemus that he needed to be born again. John 3:3-5 In reply Jesus declared, "I tell you the truth, no one can see the kingdom of God unless he is born again." "How can a man be born when he is old?" Nicodemus asked. "Surely he cannot enter a second time into his mother's womb to be born!" Jesus answered, "I tell you the truth, no one can enter the kingdom of God unless he is born of water and the Spirit. Guard your heart: Proverbs 4:23 Above all else, guard your heart, for it is the wellspring of life. For righteousness, the "heart" (the mind) must be guarded diligently. The heart must be guarded; for it is the wellspring of life. The heart is the starting point of the activities of life; it determines the course of life. A man's life is governed by his thoughts; he will ultimately become that which he dwells most upon in his mind. Paul wrote to the Philippians, "Finally, brothers, whatever is true, whatever is noble, whatever is right, whatever is pure, whatever is lovely, whatever is admirable-- if anything is excellent or praiseworthy-- think about such things" (Philippians 4:8). Believers should keep on thinking and doing what is morally and spiritually excellent. This involves centering their minds on exalted things and then putting into practice what they have learned. This is the reason for Paul's instruction to the Romans, "Do not conform any longer to the pattern of this world, but be transformed by the renewing of your mind" (Romans 12:2). We must be continually vigilant lest our original decision to serve God is vitiated or weakened. The threat comes from this world, whose ways and thoughts can so easily impinge on the child of God. Remember that our heavenly calling includes residence in this world, among sinful people. But God has called us out of darkness into his marvelous light and we are in the world for witness, not for conformity to the fallen ways of the world. Our pattern is Christ. "The renewing of your mind" means believers must keep going back in their thoughts to their original commitment to God and reaffirm its necessity in the light of God's grace extended to them. Dedication leads to discernment and discernment to delight in God's will.
Jesus healed everyone who came to him and he is perfect theology. If I’m using him as the model, then I can’t lower the standard because I don’t see everyone healed. I can’t make up a theological reason that he didn’t demonstrate. A big problem in this position is that it’s pastorally untenable. What about when people do not get healed? You have to teach people how to live with mystery. I can’t change the example Jesus gave to fit what we’re experiencing, but what I can do is teach people to live in the grace of what we’re experiencing, because all things work together for good. It doesn’t mean all things were designed by God. Not all things that happen are God’s will. I won’t change my theological standard of what to expect in life and I won’t blame God, myself or the sick person. I’m not going to say ‘it’s because you don’t have faith’ – that’s not sound theologically – it says in James 5:15 ‘the prayer of faith [will] heal the sick’ (Darby Translation). The responsibility is on me as the one who prays. I’d rather teach people to expect the best and then learn to walk through mystery if it doesn’t happen than I would to lower our expectations. The ‘culture of honour’ is also something Bethel is famous for, but some have said that it can appear to be soft on sin. When Todd Bentley (of the ‘Lakeland Revival’) stepped down due to moral failure and then turned up at Bethel, he received a standing ovation. He came to a leaders’ event a couple of years afterwards. Anyone who knows how we work in private knows that we’re not soft on sin, but I won’t make public my conversations with Todd so that people will think I’m hard on sin. My conversations with Todd are very personal and private. Honour only works if you’re confrontational. You have to have the willingness to confront in order to make honour valuable, otherwise it’s just flattery. You visit the UK frequently. What is your opinion of the British Church, and what are your hopes for its future? The UK has such a brilliant history; there’s so much revival history and so many great leaders in the past and present. My hope is that what your forefathers prayed for and sowed into would be fully realised. I feel like it’s a privilege for me to have any opportunity to speak into that destiny, but also I stand as an observer to celebrate that destiny. There’s a unique grace on the UK which is glorious and wonderful, and I’m looking for an outpouring of the Spirit and for a great revival to impact every sphere of society in the UK. Stop trying to prove yourself David Santistevan Dear Worship Leader, There’s only one opinion in the universe that really matters. But if you’re like me, you live and work as if it’s not enough. It’s not enough that God has chosen to love you, called you, equipped you and has your back. You would never say that God’s love isn’t enough but your actions prove it. You’re not satisfied with who you are, where you are, what you’re doing. You just want somebody to notice you, to admire you, to give you the approval your heart seeks. But if I know anything about approval, I know that when it comes it doesn’t satisfy. It’s never enough. Once I have it, I just want more and more and more and more. Here’s my simple challenge: Get back to the simplicity of moving God’s heart. I remember when I was first saved. Do you? I didn’t care what anyone else thought. I just wanted to know God. I just wanted to be alone with Him and move His heart with my worship. I would sing and weep and dance in the secret place because I knew I had an audience with the King of kings. That was more than enough. Matter of fact, it was mindblowing. My Creator was present, near and wanted to be with me. I’m convinced of something. If you move God’s heart in secret, you’ll have a greater authority when you lead in public. Spiritual authority doesn’t come from personality, talent or hard work. It comes from someone who has known and continues to know the goodness of God. The best worship leaders are those with a current story. Simple as that. They’ve come to know the goodness of God and want others to know it. They have a burning desire for others to see what they have seen. They have a deep belief that only Jesus can satisfy. Only Jesus. Every day is an opportunity to discover something new of God—to catch a new glimpse of His character. If you’re like me, you often have eyes for everything but that. Too often we ride the wave of yesterday’s grace when there is something new for today. But instead of waiting at the feet of our Master, we run around striving amidst the crowds for something that is held out in the arms of Jesus. It’s OK for you to influence the crowds, but don’t allow the crowds to influence you to the point where you lose your eye for Jesus—where you forget the tone of His voice, the beauty of His heart, the satisfaction of His approval. No need to feel terrible about where you are. That’s not productive. No need to beat yourself up with feelings of regret. The beauty of mercy is that it is new today. The mystery of grace is that there is always enough. Just return. Come back. Re-center. Re-align. Fix your gaze. That’s what I’m challenged to do today. new DelhI, OctOber 24 (IanS): The defence ministry has approved an Indian Air Force proposal to induct women as fighter pilots, and the first batch would be commissioned in the IAF in June 2016, an official said. "The ministry of defence approves induction of women into the fighter (combat) stream," defence ministry spokesperson Sitanshu Kar tweeted on Saturday. "The first women pilots in the fighter stream of IAF will be selected from the current batch at the AF Academy," he said in another tweet. The commissioned pilots would undergo advanced training for a year and enter fighter (jets) cockpits by June 2017, the defence ministry said. "After successful completion of ab initio training, they would be commissioned in the fighter stream in June 2016," the statement said. "Thereafter, they would undergo advanced training for one year and would en-

'India arms buildup compels Pakistan countermeasures' waShInGtOn, OctOber 24 (reuterS): Pakistani Prime Minister Nawaz Sharif said on Friday Pakistan would be forced to take "countermeasures" to deter against any attacks, given a major arms buildup by neighbouring India and its refusal to resume talks over Kashmir. "While refusing dialogue, India is engaged in a major arms buildup, regrettably with the active assistance of several powers," Sharif said in a speech to the U.S. Institute of Peace
in Washington. "It has adopted dangerous military doctrines. This will compel Pakistan to take several countermeasures to preserve credible deterrence." Sharif charged that a "cancellation" of talks between the nuclear-armed countries had been followed by increased ceasefire violations by India across the Line of Control dividing Pakistani and Indian Kashmir. He said there had also been"astreamofhostilestatements by the Indian political
and military leadership." Sharif, who held talks with President Barack Obama in Washington on Thursday, said there was a need to resume dialogue with India and urged the United States to be more understanding of Pakistan's position in the interests of regional stability. Sharif did not define "countermeasures," but on Thursday, Obama urged Pakistan to avoid developments in its nuclear weapons program that could increase risks and instability.
Hindus least likely to be prosecuted, says NCRB new DelhI, OctOber 24 (aGencIeS): Sikhs and Christians are more likely to be undertrials, detenues and convicts than Hindus and Muslims in India, says a National Crime Records Bureau (NCRB) report. According to an article in IndiaSpend, Hindus are least likely to be undertrials and convicts. Christians are most likely to be detained and imprisoned. The NCRB released this data in the Prison Statistics India 2014 report, in September. As a percentage, there are more Sikhs in prison than followers of any other faith in India. 840 Sikhs per million are in prison followed by Christians (601), Muslims (477) and Hindus (305). Sikhs make up just 4% of India's population according to the 2011 Census. In India there are a total of 4,18,536 prisoners, of which 282,879 are undertrials followed by convicts (131,517), detenues (3,237) and other prisoners (903). 346 Indians per million are prisoners. The proportion of Sikh and Christian undertrials in Indian prisons is two times their
proportion in the general population, says the NCRB report. The proportion of Sikh convicts is three times their proportion in the general population. For Christians, the figure is two times. A total of 282,879 people are undertrials in Indian jails. 70% of these undertrials are Hindu, 21% Muslim, 4% Christian and 4% Sikh. Of 131,157 convicts, 72% of convicts (95,348) are Hindus, 16% (21,550) are Muslim, 4% Christian and 6% Sikh, says the report. The proportion of undertrials who are Hindus (70%) is 9.7% less than their proportion in the general population (79.7%). The proportion of Muslim undertrials is 7% more than their proportion in the general population. The overall figure for India is 234 undertrials per million people. 397 per million Christians, 346 per million Muslims and 204 per million Hindus are undertrials. Delhi's poor reputation continues as it has the highest number of undertrials per million people - 606. Dadra and Nagar Haveli come second with 579, followed by Mizoram and Haryana.
MuMbaI, OctOber 24 (PtI): Nearly 75,000 tonnes of pulses have been seized from hoarders in raids across 13 states. Jha said this after the BJP leader released a video clip showing Bihar Chief Minister Nitish Kumar visiting a "tantrik" to seek his blessings. Minutes after Singh released the video, Jha told IANS: "The video does not deserve a comment from our party. The source (Giriraj Singh) of the video itself speaks volumes about its credibility." new DelhI, OctOber 24 (PtI): Though the UGC has assured the agitating students of reviewing the decision of scrapping the non-NET fellowship, the protesters from universities across Delhi have decided to continue with their agitation. Hundreds of students from across varsities in Delhi, including Delhi University, JNU, Ambedkar University, were camping outside the office of University Grants Commission (UGC) since Wednesday, demanding revoking of the decision. Yesterday, 100 of the protesters were detained by the police and released later in the evening while the UGC officials met a delegation of students and assured them of reviewing the decision. "We will not end the protest till the time our demand is met. The government is now trying to give it another angle by saying it is mulling awarding these fellowships
on merit and equity basis. Fellowships are means of survival for researchers. We demand the decision to be revoked," said Sucheta De, one of the protesters. The fellowship, which is provided to those undertaking research in central universities across India, was scrapped by UGC in its last meeting. Under the scheme, financial assistance was provided to students pursuing M.Phil and Ph.D of, respectively, Rs 5,000 and Rs 8,000 per month. Faced with the protests, the HRD Ministry officials had yesterday said that they are planning to review the programme altogether and strengthen the existing National Eligibility Test (NET) and Junior Research Fellowship (JRF) scheme or create another method of an all-India examination for non-NET qualified candidates. Meanwhile, teachers associations of various universities have also come out in support of the agitating students.
new DelhI, OctOber 24 (Dna): All degree students will henceforth get only two extra years to complete their programmes, says the latest directive of the University Grants Commission (UGC), the apex regulator for higher education. The UGC has directed all state universities to make a uniform time period for completion of any higher education course. Under this, students will get two extra years to complete their course and qualify for a degree. Universities can give relaxation of one more year in exceptional cases, says the notification dated October 15. Currently, the time limit to complete the under-graduation programme varies from university to university. This virtually means that all BA, BCom, BSc and students of other three-year programmes will get total five years to complete the course if they are unable to pass within three years. The circular talks about two extra years for all courses (N+2), which means that even PG students will get the same benefit. The directive has put students in a fix. "This is an antistudent and anti-democratic decision. No student wants to waste years. If anybody fails to clear exams, there are genuine reasons behind it which are beyond their control. Will all such students have to forgo their dreams of higher education forever," asks a student from Mumbai. The change will affect women students more, feel academicians. "Many a times girls are married off in the middle of the course. Some of them leave education due to family compulsions or pregnancy. These women will be left behind with such harsh rules," says a Mumbai University professor. Ajay Tapkeer, a leader from Prahar students organisation, says: "This decision is unwarranted. Will a student not be allowed to complete education if s/he meets with an accident or faces some other personal problem and leaves towards the fag end of the extended time period? Does the UGC think that the purpose of education is to get a job and not knowledge?"

new DelhI, OctO ber 24 (IanS): Even as Finance Minister Arun Jaitley sought to brand the Supreme Court judgment striking down the National Judicial Appointments Commission Act and the enabling 99th constitution amendment as "tyranny of the unelected", former apex court judge Asok Kumar Ganguly said that what it did was its "duty", which it is mandated to discharge under the constitution. "Well I don't agree with the minister. Under constitutional provisions, it is always within the province of the judiciary to examine the validity of an act or even the validity of a constitutional amendment. This power of judicial review has been expressly granted to the judiciary by the constitution. This is clear from article 79", Justice Ganguly told IANS on the phone from Kolkata, where he has settled down after his retirement. While Justice Ganguly disapproved of Jaitley's choice of words, former Supreme Court judge Justice B. Sudershan Reddy refused to join the issue and Justice A.K. Patnaik tried to make light of it, saying it was normal for a parlia-
mentarian faced with an adverse verdict to criticise the court. Describing parliament a "feature of the constitution", Justice Ganguly said: "There is no question of challenging the supremacy of the constitution and there is no tyranny of the unelected". "This constitutional dispensation must be accepted by all, especially by a minister who assumes office by taking an oath to uphold and preserve the constitution. The judges of the Supreme Court, by their judgment, have just upheld the the constitution and law." A five-judge constitution bench of the the Supreme Court Oct 16 struck down the 99th amendment and the NJAC Act as unconstitutional and void, restoring the collegium system for appointment of judges to the higher judiciary. The court also sought suggestions from the bar for the improved functioning of the collegium system. The hearing on the same will take place on November 3. Holding that "parliament is sovereign but is subject to the constitution", Justice Ganguly said: "The sovereignty of parliament
is not questioned by the judges but the laws made by it have to be tested on the touchstone of the constitution. Therefore, when a court declares a law invalid, it does not impinge on the sovereignty of parliament. It merely does its duty to uphold the constitution in exercise of its power of judicial review." Not taking a serious view of the views expressed by Jaitley, Justice A.K. Patnaik, who had, in his July 10, 2013, verdict said that a lawmaker upon his conviction would be unseated, noted that Section 8(4) of the Representation of the People Act provided for this. It is matter of debate. You can't call it contemptuous. He represents the parliamentarians. That is the view of the member of parliament. He has the right to tell (whatever he feels). The Supreme Court has delivered its judgment," Justice Patnaik said. Refusing to join issue with Jaitley, Justice B. Sudershan Reddy, who along with Justice S.S. Nijjar had authored the judgment on bringing back black money, declined to join issue with Jaitley, holding: "I will not say anything. I will not join issue with him."

Russian mission in Syria brings history full circle MOSCOW/BISHKEK, OCtOBEr 24 (rEutErS): Valery Anisimov and his fellow Russian servicemen were smuggled out of the Black Sea hiding below the decks of their ship, they grew their hair long so they could pass as tourists, then landed at a Syrian port to join up with government military units. Their trip took place in January 1983, 32 years before Russia's military again joined a Syrian conflict with its launch last month of air strikes on militant groups opposed to the Damascus government. As Anisimov's story shows, even if Russia's entry into the Syrian conflict may have caught Western countries off guard, it is the continuation of a long history of involvement in the Middle East. That role declined after the collapse of the Soviet Union left Russia broke and in chaos, but Russian President Vladimir Putin has now restored what, in the Kremlin's eyes, is business as usual in the region. "We moved away from supporting the Arabs," said Pogos Akopov, a retired diplomat who served as Soviet ambassador to Egypt, Libya and Kuwait. "It was temporary. And it was corrected by whom? By Putin." Western governments take a different view, see-
ing Putin's intervention as an opportunistic attempt to grab influence and enhance his reputation at home as someone who is ready to thumb his nose at the United States. For decades before the end of the Cold War, Moscow was an influential player in the Arab world. It financed infrastructure projects like Egypt's Aswan dam and provided weapons and military training. Former Syrian leader Hafez al-Assad, the father of President Bashar alAssad, studied at a military flying school in the Soviet Union. These relationships also involved Moscow sending its soldiers to Syria - though for the most part these missions were not publicly acknowledged because the Kremlin did not want to be an official party to the region's armed conflicts. MEDITERRANEAN CRUISE Back in 1983, Anisimov was serving as a conscript in the Moscow region with an anti-aircraft unit. At the time, Israeli troops had invaded Lebanon and taken control of most of its southern half, while Syrian forces had taken control of the north. He joined up with about 1,000 other servicemen who were ordered to paint their equipment in desert camouflage colours. They boarded a cruise line called the Ukraina, and set off. They were not told where they were going, he recalled in an interview. On the day of their departure, a local newspaper reported the ship was taking students who had won a Socialist competition on a cruise of the Mediterranean.
Once on board, they were told to wear civilian clothes and ordered to let their military haircuts grow out. Announcements over the ship tannoy were addressed to "Comrade tourists," according to Anisimov. Sailing through the Dardanelles, the narrow sea passage linking the Black Sea to the Mediterranean, the ship had to pass an American warship. Anisimov said launches approached the Ukraina, with listening devices directed towards the Russian ship. "We were shut up inside our cabins and they forbade us to speak," he said.

In a study of older men between ages 64-75 years, the researchers found that the fitter men performed better mentally than the less fit men, by using parts of their brains in the same way as in their youth. The study led by Hideaki Soya from the University of Tsukuba in Japan and his colleagues showed direct relationship between brain activity, brain function and physical fitness in this group of older men. The researchers pointed out that as we age, we use different parts of our brain compared to our younger selves. With tasks involving the temporary storage and manipulation of memory, young adults favour the right side of the prefrontal cortex (PFC), while older adults engage both the right and left PFC. This indicated that older adults who use the more youth-like, task-related side of the brain perform better in this test. The researchers also found that fitter men had shorter reaction times. Based on these findings, the researchers correctly predicted that higher aerobic fitness would be associated with higher left-PFC activity. In other words, fitter men tend to use the more youth-like side of their brains, the findings showed. The study appeared in the journal NeuroImage.
GENEVa, OCtOBEr 24 (rEutErS): The world should stop vaccinating children against one of the three strains of the crippling polio virus as part of a drive to eradicate the disease once and for all, a group of health experts has advised the World Health Organization. There is no cure for polio, which attacks the nervous system and can cause irreversible paralysis within hours of infection. Currently, the primary tool against the disease is an oral vaccine, which zaps all three types of polio. The group is now recommending switching to a vaccine that only targets types 1 and 3, between April 17 and May 1, 2016, as type 2 has not been detected since 1999 and use of the vaccine itself can occasionally, inadvertently, aid the spread of the disease in countries with poor vaccine coverage. "This week a momentous decision was made. And the decision
was to go ahead and make the switch because we think we can eradicate polio. This is a huge step towards that," the chairman of the group, Jon Abramson, said on Friday. The world has only once managed to eliminate a disease, which was smallpox, but now was the time “to pull the trigger and go for polio eradication”, Abramson said. A global vaccination campaign has all but beaten all three types of the wild polio virus, with only Pakistan and Afghanistan reporting cases this year. But people who are vaccinated excrete the virus, putting those who have not been vaccinated at risk of catching it. Vaccine-derived cases have recently popped up in places with low vaccine coverage, such as Laos, Ukraine, Madagascar and Guinea. "We want to stop that small number of type 2 that occurs in outbreaks," said Abramson. "When we’re not giving type 2 (vaccina-

Hamid Jafari, director of polio eradication at the WHO, said the eventual goal was to phase out the type 1 and type 3 vaccines as well and to switch globally to "inactivated" vaccines, which are more costly and need to be injected rather than swallowed, but don't carry the risk of spreading the virus. "We need at least three years of no wild polio virus circulation and good surveillance for the Global Commission (for the Certification of Poliomyelitis Eradication) to certify eradication of wild polio virus," he said. "We haven’t seen type 3 wildtype in over three years. Hopefully very soon we will stop seeing wildtype type 1," Abramson said. Authorities relocated coastal residents, evacuated tourists from beach hotels and closed sea ports, airports and schools in several states before Patricia made landfall Friday evening in Jalisco state as a huge category five hurricane. Patricia had grown into the strongest hurricane ever recorded hours before reaching the coast, raising fears that it would bring death and destruction across the country. However by early Saturday, it had been downgraded to just a category one storm. Late Friday President Enrique Pena Nieto addressed the nation on television, saying that the first reports "confirm that the damage has been smaller than that corresponding to a hurricane of this magnitude." But Pena Nieto urged Mexicans to stay in shelters, warning that Patricia still posed a threat, with heavy rain expected across the Pacific coast as well as central and northeastern Mexico. The United Nations Special Rapporteur on the human rights of migrants, Francois Crepeau, said the U.N. Security Council was mistaken to authorise European Union naval operations in the high seas off Libya to seize and dispose smugglers' vessels. Earlier this month the council approved the EU operation, which aims to help stem the flow of migrants and refugees as Europe faces its biggest migration crisis since World War Two. Crepeau warned that the crisis could last decades. "Force is not going to do anything to stop the migration crisis. It's not going to work ... the Security Council is mistaken and the EU is mistaken," Crepeau said. More than 700,000 people fleeing war and poverty in the Middle East, Asia and Africa have reached Europe this year, according to the International Organization for Migration, with thousands losing their lives crossing the Mediterranean. MeLbOUrNe, OcTOber 24 (reUTerS): Australia batsman Adam Voges has added his voice to the growing chorus of criticism of the pink ball set to be used in cricket's first day-night test match against New Zealand. Voges was unimpressed with the ball's performance in the 50-over day-night tour match in Canberra on Friday and was highly sceptical it could last the 80 overs required in a test match. "There wasn't much pink left on it by the end of the game," Voges told local media after New Zealand's 102-run win over the local Prime Minister's XI side. "The one that got hit onto the roof (by New Zealand batsman Martin Guptill) and didn't come back was 28 overs old and it looked like it was 68 overs
old to be fair. "It looked as though the lacquer had come off and it was turning green basically. "There were bits of pink left, but it was more green than pink by the end. "I know that it stopped swinging, there was no reverseswing or anything like that because both sides get chunked up equally, but the older it gets, I can't see it being any easier to see." Without wanting to preempt anything, go into 'ifs' and 'buts' or even acknowledge that the weekend felt in any way out of the ordinary, Hamilton recognised that he would have to refocus his career ambitions. "I could imagine that, for me it would be like getting to the top of Mount Everest. I mean, what do you do next?" he said of the prospect of matching the three titles of his boyhood hero, the late Brazilian Ayrton Senna. The answer for most would simply be win more championships and races, but Senna's triple has a particular resonance for Hamilton. The 30-year-old, who has already overtaken the Brazilian's tally of race wins, has always wanted to win three. Not seven like Michael Schumacher, or four like Sebastian Vettel, but to do what Senna did. As he said in Japan two weeks ago, he never aspired to be like any other driver. "There's no higher mountain but there are equally tough challenges

he Dimapur Government College is going through a transformation in recent times ranging from academics to infrastructure development through the concerted efforts of all the stakeholders under the initiative of the Principal, Kuholi Chishi. The College primarily focuses on imparting quality education in accordance with its mission statement “Impact through Quality Education’ so as to help explore learners potential to the fullest, churn out students with ethical values, that they become responsible social assets. Correspondingly, the teachers have been trying to create a student friendly academic ambience and have assiduously been gearing up to provide quality education in conformity with the avowed mission statement. The College is overwhelmed by the manner in which the concerted effort made by the College is being appreciated and backed by all stakeholders, various departments in the district, NGOs, alumni and individuals. These winds of change could not have come along without the spirit of commitment towards improvement of Dimapur Govt. College and enhancement of higher education of the aforementioned entities. The Deputy Commissioner, Kesonyu Yhome, IAS, who is also the Chairman of College Advisory Board deserves a special mention for recognizing the importance of education and human resources development and his desire to further augment them. Tongpang, EE PHED, Rural Division and his team has installed iron removal plant and helped in the plumbing work. Er. Moameren, EE department of Power and his team extended some low tension lines and provided service connection to some new buildings. The EE Housing Division provided manpower to help paint and refurbish some infrastructure. The Rotary Club, Dimapur constructed a Restroom in a record time of 15 days with European commode and fittings of high quality. The gulf between the alma mater and alumni has bridged over the years. The past students have regrouped and are doing a yeoman service to the institution. The alumni association has come forward to pool their resources and two gates are being constructed at the south and northern entrance through their initiative. The alma mater, the present generation of faculty, staff and
students still reckon you as one amongst us and has a special place in our hearts. The personal contributions made by Principal and each faculty member in kind and cash towards the enrichment of the institution to enhance the prospect of the students -including learners from poor economic background and physically challenged is but commendable. All these contributions from various quarters have changed the face of the College and gradually improved the output in terms of academic results in recent years. llegations has been leveled against the Lotha Hoho (LH) by various civil societies spearheaded by the Naga Hoho on the ground that the PIL filed by the LH would endanger the right of the Nagas vis-à-vis the special powers conferred upon the Nagas through article 371A of the Constitution of India. While it is the prerogative of the LH to respond or ignore, the allegations has not been taken well by many members of the Lotha community, even though that does not mean that the PIL has been endorsed by everyone. Attempt to use subversive tactics to corner the LH to withdraw the PIL is at best, a stratagem to deprive the petitioners to seek legal redressal, which is a constitutional right guaranteed to every citizen of the country. Moreover, deploying such pressure tactics while the matter is subjudice would be to imply that the respondents and their coterie does not have faith in the judicial system and that they are probably insecure on the unfounded premises that the verdict of the hon’ble court may undermine the rights of the Nagas. However, this is not the first time where such campaigns were mobilized to defeat litigation outside the court. Similar incidence was experienced with regard to the women reservation issue as well. It is understood that the three wings of Government, that is, the Legislature, Judiciary and the Executive are sovereign only within the spheres and powers allotted to them under the Constitution, in a sense that the constitution is supreme over all organs of the government. Article 371A is a special constitutional right of the Nagas secured through years of political conflict and negotiations. This right is close and dear to the Nagas for numerous reasons and it is the desire of the Nagas that no forces of the government, either State or Center, violate this right covertly or overtly. The Lotha Hoho or for that matter the Lothas are not blind to this matter. Therefore, before educating the Lothas as to what undermines the right of the Nagas, those pointing fingers should have at least consult the LH or carefully
go through the contents of the interim court order. To clear the aura of misunderstandings, the stay order which has already been reported in the local dailies, states that “This constitutional provision (article 371A) which has been heavily relied upon by the learned senior counsel for the petitioners, in our opinion, is meant to ensure protection of various aspect of Naga way of life and social practices as well as ownership and transfer of land and resources”. A careful reading of the aforementioned sentence would clarify as to whether the PIL seeks to undermine or strengthen the rights of the Nagas visà-vis article 371A. However, many concerned Nagas, including the Lawmakers were agitated because the interim order somehow touched on the sensitive issue of legislative competence between the Union and State government. But it must be noted that the conflict of interest between the Center and the State as to who should have ultimate authority in matters of extraction and exploitation of mineral wealth is not the creation of the PIL in question. The issue began following the letter of Union Petroleum minister on 13 June 2013 citing the view of the Union Home Ministry that “article 371A does not confer legislative power to the state legislature for regulation and development of mineral oil”. To this end, the honourable Chief Minister of Nagaland has also written back on 29 July 2013 affirming on the rights of the Nagas to frame appropriate rules under Article 371A. The state government has also relied on the response made in the Lok Sabha in March 2011 by Shri. RPN Singh, the then Union MoS for Petroleum wherein the minister stated that “… Ministry of Law and Justice is of the opinion that the term ‘land and its resources’ in Article 371A would include mineral oil and their resources and the State of Nagaland would have the power to frame its own laws...’.’ Therefore, an issue of such magnitude concerning the interest of not only the state legislature but also the entire Na-
gas should be settled and challenged at an appropriate higher level. However, attempts to twist the issue to make the LH a scapegoat would not yield any positive result. The NPNG Rules has been framed for the whole state of Nagaland but the issue keeps creeping in Wokha district. And just as the Naga Hoho President, Mr. Chuba Ozukum has said recently that there were divisions among the Lotha community due to the oil issue, it is also disheartening to see that certain factors are trying to capitalize from the differences of the Lothas. So far, the Lothas has not benefitted much from Oil, save the pittance compensation of 67 lakhs received in 2003, but the oil politics has brought irreparable damage on the unity and cohesion of the Lothas. Therefore, it is up to the Lothas either to remain gullible for self-interest or amend ways for good. To quote Mr. Chuba Ozukum again as reported in Nagaland Post on October 20, that tribal Hohos including Naga Hoho have given consent to frame the rules and regulations pertaining to the P&NG”, the statement is concocted as the Ao Senden were the first apex tribal Hoho to reject the draft modality in July 2012 stating that the same “would not be accepted and implemented in Ao areas for the time being since the Naga political issue was coming to a logical conclusion” (NP. dated 26/07/2012). This was followed by the ENPO as reported in Nagaland post on 18 Nov. 2012, that there should be no exploitation of oil and natural gas or any other mineral deposits within ENPO jurisdiction. The Lothas, through the Kyong Hoho and Kyong Students Union has also submitted series of representation and suggestions but did not took any extreme decision to ban exploration of mineral oil in its jurisdiction. Therefore, despite the looming atmosphere of misunderstandings, there must be a way out if serious efforts were made to address the genuine concerns of the stakeholders. rithik Roshan has turned anchor for a new show on Discovery channel, which is primarily targetted at kids, HRX Heroes With Hrithik Roshan! On the show, he will be introducing nine real life heroes in each episode of the nine part series. Speaking about the show, Hrithik said, “A hero is an inner core ingredient. In the face of adversity, impossibility we lose belief in that core. We need a symbol to remind us that we can be strong and overcome. We need a symbol, to empower, enable us to move forward. The Smart city Mission is citizen centric project with its primary emphasis on citizen’s engagement and participation in both planning and implementation process. Mokokchung, october 24 (Mexn): Defending champions, Fusion Sporting Club lifted the coveted XXI MDFA Trophy 2015 defeating Shitilong SA 2-0 in the final at the Imkongmeren Sports Complex on Saturday. Parliamentary Secretary for IPR, Khekaho Assumi witnessed the match as the chief guest. The teams were equally matched in terms of ball possession, while both went on attacking mode. But Fusion got the upper hand early on thanks to a penalty ruling at the 7th minute. The spot kick ruling was the result of a hand ball foul in the Shitilong goal area, which Khekrietsira converted to give the lead to Fusion. Semi-finalists at MDFA 2014, Shitilong made a vigorous counterattack. But disaster struck when its star

Shozukhu Village downed Naharbari Village 4-2 in a tie breaker to lift the football trophy of the first ‘Village Sports Meet’ organized by EAC Chumukedima in association with Chumukedima Area Village Council Association (CAVCA). In an exciting final played in front of a capacity crowd at Chumukedima public ground Saturday afternoon, both teams were locked in a goalless draw during regulation time. The ultimate tie breaker went in favour of Shozukhu 4-2 and Naharabari had to settle for second slot. Chekiye Village was placed third. In women’s volleyball Eralibill Village drubbed Khusiabil Village in three straight sets to emerge champion. Purana Bazar ‘B’ women volleyball team were placed third. Fifty five villages under EAC Chumukedima Circle took part in the 8-day sports extravaganza played under the theme “Play for Unity.” Nagaland Governor, PB Acharya, who graced the closing ceremony-cumprize distribution as chief guest, in his address said the sports meet with the theme ‘Play for unity’ was in sync with the cosmopolitan nature of Dimapur where various tribe and communities co-exist in harmony. “Unity in diversity is the peculiarity of Nagaland and the country too”, the governor said and expressed happiness that each of the 55 villages taking part in the sports meet are also peopled by different tribes and communities. He said the sports meet is a living testimony that various tribes and communities can co-exist together peacefully. Acharya said Naga are
