AICC members say show cause notice is ‘vague’ DIMAPUR, OCTOBER 28 (MExN): The four AICC members who were served show cause notices by the NPCC Disciplinary Action Committee, have stated that the notice was “vague and devoid of sanctity.” This was stated in a letter to the NPCC, DAC Chairman, from AICC members KV Pusa, Joshua Sumi, Tarie Zeliang and Asu Keyho. They said that according to the INC Article XIX (f ) (IV): “The executive of a PCC can take action only against committee subordinate to it and individuals other than members of the AICC and members of parliament in whose case it can only make recommendations to the working committee for disciplinary action.” They further stated that on “proper scrutiny” of the show cause notice, “there is no indication to suggest any direction or notice from AICC office to initiate show cause notice to all of us.” “As a matter of fact, your show cause notice is found to be untenable and devoid of jurisdiction of authority,” they added. The AICC members further said that their reply to the show cause notice has the “verbal endorsement of officials in the AICC office at New Delhi.”

KOHIMA, OCTOBER 28 (MExN): The Angami Youth Organisation (AYO) has imposed a ban on the sale and marketing of lottery, raffle-buffet, concert tickets, calendars etc by organizations, unions, clubs, societies etc under its jurisdiction. “Kohima being the capital and being inhabited by people from all walks of life and professions, its dwellers are being obliged to unscrupulously subscribe to the gratuitous financial schemes and programmes of the countless societies/unions in the state and even of elsewhere throughout the year,” the AYO said in a press note. This ban, the AYO said, is warranted to “salvage the society from sinking into a social and financial disorder; to uphold social decency and dignity; and to bring to check and identify the numerous bogus and nonexistent/non-functional societies/organizations from imposing their schemes openly and forcefully into public domains.” All such schemes already in the market without the legal endorsement/approval of the district administration or the organization are directed to do so at the earliest failing which befitting penalties will be sanctioned against all defying parties, the AYO cautioned.

MP from Nagaland state to the Lok Sabha, Neiphiu Rio has termed the Framework Agreement between the NSCN (IM) and the Government of India as an opportunity not to be missed. Speaking at the 52nd Freshers’ Meet of the Naga students’ Union Delhi (NSUD), the former Chief Minister said the agreement is a hope for the Nagas “to unite for a final settlement to move forward.” Rio underlined the crucial need for unity at this juncture. He gave a clarion call to the Naga students on the need to unite at this crucial hour, and said “Nagas are going through very difficult period. We are suffering.” He remarked the agreement as an opportunity for the young generation, and stated that “such an opportunity missed may not come again”. Terming divisive policies of Nagas as unfortunate, he called upon the Nagas to strengthen in unity. Rio also advised the student community on the need for reverse integration and to forge unity, build

people to people relationship with people from diverse tribes, religion, culture. “Students need to mingle with others and learn their languages”, he added. While acknowledging the deep nature of “tribalism” and “groupism“ in the Naga Society, Rio made a strong pitch for the creation of an apex students’ union in Delhi- consisting of all Naga tribes irrespective of territorial boundaries. With an aim to make it a more inclusive body, Rio advocated that the creamy layers of Naga society pave the way for uniting the Nagas. “If Creamy layer and intellectuals of the Naga Society comes together, we will be together,” he added. He called for a “shared responsibility” to bring all Nagas together. It may be mentioned that there are around 25000 Nagas residing in New Delhi for educational and employment opportunities. Reiterating the problems faced by the North East Community, and acknowledging the varied forms of racial attacks and discrimination, he said racial abuses, discrimination and atrocities are problems which North East people, irrespective of their rank and status, deal in their daily lives. “At my level I have faced racial problem and discrimination”, he revealed. He advised the students’ community to seek social justice for such crimes. Guest of Honour, Hukato Naga, CMD of HN Company also addressed the gathering. Special Guest, Robin Hibu, IPS, Joint Commissioner of Police and Nodal Officer for North Eastern Community in Delhi, and a host of other dignitaries also graced the occasion. cM directs Bro, PWD to start roadwork

DIMAPUR, OCTOBER 28 (MExN): Nagaland state Chief Minister, TR Zeliang has directed the BRO and the PWD to start repair works on the DimapurKohima National Highway and “important state roads in Kohima” respectively. A press note from the CMO informed that following the Angami Youth Organization’s (AYO) ultimatum demanding that the CM take action on the state of Nagaland roads, a meeting was held at the CM’s residential office today. The meeting was attended by officials of Road & Bridges (R&B), National Highway, Municipal Affair Cell (MAC) and Border Roads Organisation (BRO). During the meeting, the BRO officials reportedly informed that in February 2015 the entire stretch of

the National Highway was repaired but during the monsoons the roads were destroyed. “The BRO official also said that the rains were not an issue as such, but the water pipes, leakages and blocked drainages due to rampant throwing of garbage and construction material on the roadsides mainly contributed to the problem,” informed the CMO. The BRO said that they do not have the financial sanction in the current financial year for the stretch of road in question as it was fully repaired early this year. However, the BRO assured that at the request of the Chief Minister, it would start the repairs beginning October 30. The CM directed the BRO to complete the repairs within two weeks from

the start of works. He further directed the State PWD to coordinate with the BRO to develop paved shoulders in Kohima town area. The Minister PWD (R&B) has reportedly assured that the State PWD would undertake the necessary repairs of the important State roads in Kohima town. An amount of Rs 8.45 crore has been available to the department from nonplan and the Chief Minister asked the department to take up the works on a war-footing, the CMO informed. He also requested the Minister concerned to personally supervise the works so that quality is ensured and also the roads are improved before the festive season. Later in the afternoon,

the Chief Minister chaired a meeting with various departments regarding the upcoming Hornbill Festival. Departments of Power, PHE and Home were instructed to make arrangements for proper supply of power and water at the venue of the Festival. The Home department was also asked to ensure proper regulation of traffic in the town as well as in the Festival site Kisama. The AYO had on October 21 demanded that the Chief Minister act within ten days towards providing all season roads in the state in general and Kohima in particular; or “leave the roads as they are” for tourists visiting the state during winter to witness the roads that people here have to bear with for most parts of the year.

The same person is wanted in other States as well for similar cases. During the course of the investigation, it was ascertained that the company was incorporated

under the Companies Act 1956 and promised 100% secured investment under two schemes: ‘Advance Products Booking (APB)’ and ‘Redeemable Preferential Shares (RPS).’ Initially the company offered various products like electronics, household products etc against advance product booking. Later, the company started offering huge returns in interest for investment under both APB and RPS. The company was engaged in a ponzi scam accepting deposits from unsuspecting investors.

According to the SP (Crime)&PRO, PHQ, Nagaland, M Tungoe, the modus operandi of the company was to establish its credibility by stating that the company was engaged in various projects like hospitals, mines, infrastructure etc, by organizing programs such as materials donations, blood donation camps, orphanages visits and by engaging state functionaries as chief guests in the company’s functions. However, during investigation, it was found out that the company possessed no such property, assets or projects

and that it was engaged only in fund mobilization promising huge returns. Police have cautioned citizens not to invest in any kind of schemes/products that promise huge returns in short span of time. Any such scheme is illegal and should be avoided at all cost. Police have reminded that even the interest rates offered by banks vary between 5%-9% only. If any company or organization offers anyone such scheme, the matter is to be reported to the police immediately, they urged.

LONDON, OCTOBER 28 (IANS): Researchers have built the world’s first sonic tractor beam that can lift and move objects using sound waves. Tractor beams are mysterious rays that can grab and lift objects. The concept has been used by science-fiction writers, and programmes like Star Trek, but has since come to fascinate scientists and engineers. Researchers have now built a working tractor beam that uses highamplitude sound waves to generate an acoustic hologram which can pick up and move small objects. “In our device we manipulate objects in mid-air and seemingly defy gravity,” said one of the researchers Sriram Subramanian, professor of informatics at University of Sussex in England. “Here we individually control dozens of loudspeakers to tell us an optimal solution to generate an acoustic hologram that can manipulate multiple objects in real-time without contact.” The technique could transport delicate objects and assemble them, all without physical contact.

As the sun sets in the western skies of Dimapur, people here are treated to a rare and spectacular sight of visitors from Mongolia- the Amur Falcons. It is a breathtaking scene. The migratory bird that put Nagaland on the global map has found its roosting place at Hakhizhe village under Niuland range. The first batch of Amur Falcons arrived early this week. A new migratory route that has surprised even ornithologists, the bird will

roost here for about two months and then head to South Africa. And this remote village in Niuland area has become the home of the falcons since it first started arriving in Nagaland in the early 2000s. Much like the efforts taken by the villagers of Pangti under Wokha district, the villagers of Hakhizhe in collaboration with the Department of Forest, Environment and Climate Change is taking all measures to ensure a safe stay for the birds. The Divisional Forest Officer and other officials of the de-

partment paid a visit to the site on Tuesday. Officials in the rank of Forester have been assigned as group incharge for patrolling duty while range officers are carrying out inspections on rotational basis. Although the department is yet to set up tourist infrastructure, the officer in-charge of Niuland range, Vivika Sema said that people interested in bird watching are welcome to visit the area. Proposal for setting up basic tourist amenities is in process, the officer informed. The birds roost mainly in the teak tree plantations of the village and the several farm houses in the area can serve as a resting place for visitors. The village is located around 30 kms from Dimapur and roads are easily accessible. The Hakhizhe village council has reportedly begun road clearance. Reports of people hunting and selling the birds have also caught the attention of the department. The department said it will take stern action against people hunting the birds. While defaulters will be dealt under Forest laws, rural development funds will also be stopped for those villages that do not act upon such offences. Forest officials are constantly monitoring the situation and have also appealed to the public not to harm the birds.

Nagaland along with the rest of the country today launched pentavalent vaccine into routine immunization at a function held here at Naga Hospital Authority, Kohima (NHAK). Launching the vaccine, minister for health & family welfare P. Longon said that pentavalent vaccine offers the force of five in one injection and it will now be a part of the government immunization programme available for every infant free of cost. “Let us ensure that no child is denied any vaccine and work towards providing a healthy future of our children,” he urged. He said one of the strategies to provide additional benefits to the community is the introduction of the

Haemophilus influenza type B vaccine (Hib vaccine) into the Universal Immunization Programme as a pentavalent vaccine. He said the pentavalent vaccine containing five vaccines is truly a benefit to the children because it reduces the number of injection pricks a child receive from 6 to 3 pricks with the benefit of an additional vaccine that protects the child against pneumonia & meningitis caused due to Haemophilus influenza type B. The introduction of any new vaccine provides an opportunity to strengthen the existing health systems and improve the reach of services to the disadvantaged populations, he added. The minister encouraged the health workers to ensure that every eligible child receives the benefit

of this new vaccine. Longon said that India has achieved impressive milestone through the Universal Immunization Programme (UIP) and continues with the effort to achieve comprehensive immunization coverage in the country. Under this

programme, he said, significant achievements have been made in preventing and controlling vaccinepreventable diseases. The minister stated that the department has conducted special intensified immunization drives that paid particular attention

to areas where coverage is low and have also put more focus on communication and awareness programme to help the public understand the importance of immunization. NHM mission director Dr. Sukhato A Sema said immunization is one of

the most successful public health initiatives globally, which averts an estimated 2-3 million deaths every year from 7 deadly diseases. He said Routine Immunization (RI) programme in India caters to a birth cohort of 27 million infants and 30 million

pregnant women. India has achieved several milestones in the immunization program since the time Expanded Program of Immunization (EPI) was launched in 1978. Although there are several successes, full immunization coverage in India is 61 per cent as per CES 2009 [increased to 65.2 per cent as per latest Rapid Survey on Children (RSOC) 2013-14]. Full immunization coverage (FIC) has increased by an average of only 1 percent each year during the last 4 to 5 years. In Nagaland, the full immunization coverage is still only 36 per cent as per District Level Health Survey (DLHS) IV. It is being organized by the Nagaland Institute of Health, Environment & Social Welfare (NIHESW), Kohima. Plea to grant Town Council status to Bhandari Town

WOKha, OctOber 28 (mexN): The Naga People’s Front (NPF), 40 Bhandari A/C, has requested the chief minister of Nagaland to grant/ constitute Town Council status to Bhandari Town during the current year 2015. In a representation to the chief minister, the NPF president, Micheal Khongtongia Odyuo and general secretary, Yentsao Kyong highlighted that Bhandari Town is one of the oldest townships in Nagaland as it was established in the year 1967. It has a population of about 6,500. Being an ADC HQ, it has almost

all the government establishments such as, 7th NAP HQ, SDEO, SDPO, SDVO, SDIO, BDO, GHSS, SDO (PWD), SDO (PHE), Functional Manager (I & C), and other private establishments etc., the letter said. “The town is surrounded by about 20 villages and therefore the number of population is increasing day by day because of migration of rural population to urban areas (Bhandari Town).” It was further informed that Bhandari Town, the HQ of 40 Bhandari Assembly Constituency, covers more than 80 villages and it is one of the busiest towns for being the

commercial hub of the entire villages that fall under 40 Bhandari A/C. The representation reiterated that the town is growing rapidly, for which, it requires the attention of the government for improvement of the living standard of the people. Even though Bhandari Town was established 48 years ago, it has not been granted the status of Town Council, which is creating a lot of inconveniences in day to day administration of the town, it maintained. It further mentioned that Bhandari Town is situated near Assam-Nagaland

border; hence, it is used as a transit township by both the citizens of Golaghat district of Assam and Wokha district of Nagaland. In view of the reasons stated above, the NPF Bhandari asserted, it is absolutely indispensible to declare and constitute Town Council at Bhandari Town as early as possible. NPF 40 Bhandari A/C hoped that the NPF led DAN government will consider the representation with all seriousness and do the needful as “declaration and constitution of Town Council at Bhandari Town is long overdue.”

Appeal to help students affected by fire incident Dimapur, OctO ber 28 (mexN): Dimasa Students’ Union, Nagaland (DSUN) today informed that the fire which broke out at Dr. KK Angami colony at Half Nagarjan, Dimapur on the evening of October 25 has left the place completely devastated and many of the victims are students. Their school documents, books, HSLC and HSSLC documents, school uniforms and other belongings have been completely burnt down during the incident, stated a press release from DSUN publicity secretary, Waisringdao Naiding. Therefore, the union has requested the authority of the schools and other government departments, especially Nagaland Board of School Education (NBSE) office, to lend best possible assistance to the affected students in procuring back the documents. It urged that the matter be treated as serious and urgent so that the students can resume their school activities on time, and be able to submit the scholarship forms and open bank accounts on time. The union further appealed to the authority concerned to ease the problem of the fire victims.

The Caster Choir and finger-style guitarist Benry Moses are the artists who have performed at Chai3:16. To volunteer or work at Chai3:16, one must have a passion to reach out to youths, be fluent in English, be willing to give 6 months to one year commitment, must not smoke or drink alcohol, and must have a servant heart. Food and accommodation are provided at Chai3:16 itself. Short term teams for one week to one month are also accepted and the facility can host up to 28 people. “The trust and opportunity which Benny gives is really profound that has helped me grow more in many different ways,” says Heiko Kent. “Benny's concern for Nagas is overwhelming and his down to earth nature is truly amazing. Meghalaya CM pushes for coal 'Centre not neglecting North East' mining; critics say he's helping wife SUTNGA, OCTOBER 28 (REUTERS): Meghalaya Chief Minister Mukul Sangma has been lobbying New Delhi to lift a ban on dangerous, small-scale coal mining operations in his state, without disclosing that his wife owns several mines there, according to documents seen by Reuters. So-called "rat-hole" mining practised in Meghalaya state killed thousands of workers, including children, before the ban was imposed in April last year. At its peak the state produced coal worth $4 billion a year, or about a tenth of India's total production, nearly all from this form of small-scale mining. In half a dozen letters to the central government, Sangma's administration has asked for help to revoke the ban imposed on rat-hole mining in the state by the National Green Tribunal (NGT), India's environment court. Sangma argues that the industry forms a large part of the impoverished state's income and the prohibition violates tribal law. He also plans to propose an alternative plan to regulate mining and address the court’s environmental concerns. In the letters, he does not say that his lawmaker wife, Dikkanchi D. Militants abduct official in M'laya ShillONG, OCTOBER 28 (iANS): Militants have abducted a government official in Meghalaya, police said on Wednesday. BDO, Jude Rangku T. Sangma was kidnapped by Garo National Liberation Army militants on Tuesday from a remote area in South Garo Hills district, an officer said. IGP FD Sangma informed that the official was abducted at gun point around 5.30 p.m. from Diganggre while he was on his way to Tura. He said the Meghalaya Civil Service officer was posted in Chokpot block, a militant hub, for more than two years. In the past, Sangma received several threats and extortion demands from the GNLA but he did not pay heed to the threats. Tuesday's incident comes close on the heels of the recovery of the body of an Intelligence Bureau officer, Bikash Singh Kumar, and a cloth merchant, Kamala Saha, after they were kidnapped and murdered by A'chik Songna An'pachakgipa Kotok militants. One of Sangma's family members, who did not wish to be named, told IANS that the family has not received any ransom call.

An expert said Sangma's actions violate the government’s code of conduct that calls for ministers and their immediate families to sever ties with any business that depends "on licenses, permits, quotas, leases, etc., received or to be received from the government concerned." Minister Nitin Gadkari had announced a special package of over Rs.1 lakh crore for infrastructure development. Railways Minister Suresh Prabhu also announced projects for the development of railways in the north-east for the next five years with an estimated cost of Rs.28,000 crore. Apart from those infrastructure projects, Sonowal said that the central government has also taken keen interest in developing waterway projects to improve the water connectivity in the region with neighbouring countries Bangladesh and Myanmar. Brushing aside Congress' allegation that the Narendra Modi government was neglecting northeastern states by withdrawing the special category status and discontinuing the special funding pattern, Sonowal said that the Niti Aayog had taken decisions in consultation with the chief ministers. "The prime minister has always emphasised on the growth of the states in the country. That is why

On the insurgency problem in the north-eastern states, Sonowal said that his ministry has initiated several new schemes to empower and wean away youths from militancy. He said a National Youth Advisory Council is being set up to advise the government on youth issues. The council will have youth representation from every single state and union territory.

10 Mizoram students arrested for assaulting woman in Mysuru BANGAlORE, OCTOBER 28 (AGENCiES): The Karnataka police have arrested 10 students from Mizoram for allegedly assaulting a woman in Mysuru after a late night house party. The incident took place in Saraswathipuram in Mysuru on Tuesday night. According to the complainant, two Mizo law students, who had rented a house, had thrown a party for their friends. Their party continued late into the night

with loud music and a few neighbors took objection. When a woman in the neighborhood approached them, it led to an altercation. Subsequently, the students, who were in an inebriated state, allegedly assaulted the woman. A police complaint was lodged and the students were summoned for questioning. On Wednesday, 6 of the 10 students were granted station bail while the remaining 4 were remanded into judicial custody.

Govt considering commercial chopper service in NE AGARTAlA, OCTOBER 28 (iANS): The DoNER ministry is considering launching a commercial helicopter service in the landlocked northeastern region to improve intraregional air connectivity, an official said here on Wednesday. DoNER (Development of North Eastern Region) Minister Jitendra Singh held a meeting with the officials of his ministry in New Delhi on Tuesday and asked them to prepare a roadmap for the proposed commercial helicopter service in the mountainous northeastern states. "An inter-regional commercial chopper service is essential considering the poor connectivity among the eight northeastern states. The insufficient connectivity was the big-

gest impediment in attracting investments, boost tourism and economy besides improve the people-to-people linkages," a Tripura transport department official quoted the DoNER minister as saying. The official, on condition of anonymity, said the union minister told the meeting that his ministry would take up the matter with the civil aviation ministry and Pawan Hans Helicopters Company Ltd. (PHHCL). "When regular commercial helicopter service gets commenced, passengers from any part of India and abroad who arrived at the airports of different northeastern states by any aircraft would have the option to take a connecting helicopter to go to his or her destination in the region," the of-

ficial said quoting the minister. For many years, the North Eastern Council (NEC), a regional planning and development body and the DoNER ministry have been trying to operate a dedicated airline for the northeastern region but the idea did not materialise due to various reasons including financial viability. PHHCL has been operating subsidised helicopter services for the past 13 years in the interior areas of Arunachal Pradesh, Meghalaya, Tripura, Sikkim, Nagaland, Manipur and Mizoram, with the union home ministry subsidising fares up to 75 percent. This subsidised chopper service is mainly to ferry ministers, officials and critically ill patients.

ShillONG, OCTOBER 28 (iANS): Rubbishing the opposition Congress' allegation of the NDA government neglecting the northeastern states, Union Minister for Sports and Youth Affairs Sarbananda Sonowal on Wednesday said that developing infrastructure in the region is being given top priority. Assam to probe farmer suicides GUWAhATi, OCTOBER 28 (PTi): The Assam government has set up a oneman inquiry committee to go into media reports of farmer suicides in the state from 2001 till date. The government formed the Enquiry Committee to probe into reports that 3,908 farmers had committed suicide in Assam since 2001 till date. Additional Chief Secretary, Revenue and Disaster Management, Subhash Chandra Das is the head of the panel which will probe whether these farmer suicides had indeed occurred as reported and ascertain the sequence of such suicides, if any, along with the causes. The committee will also pursue any other matter that it may find relevant to the inquiry and suggest preventive measures to avert recurrence.

KOhima, OctOber 28 (mexN): The Nagaland Contractors' & Suppliers' Union (NCSU) head office, Kohima has called a general meeting with regard to non-payment of bills by the government on November 11, 12:00 noon at NCSU conference hall. In a press release, NCSU president, Pele Khezhie and general secretary, John Kath recounted that the State government constituted Department Technical Committee and State Level Committee in 2012 to verify all the pending bills of

bonafide NCSU members up to 2005. The State government had committed that just after the clearance submitted by the State Level Committee full payment will be made within one month, the release stated. “Accordingly, both the Technical Committee and State Level Committee found genuine bills claimed by the NCSU.” However, the State government released only Rs. 10 crore and Rs. 8 crore in two installments in 2012 and 2013 respectively and the remaining is yet to be released till date. In this

connection, the NCSU officials met the chief minister on July 11, 2014 and July 9, 2015 for immediate release of NCSU members’ remaining pending bills, but so far no action has been initiated. The union again wrote a memorandum addressed to the chief minister to release payment within August 20, 2015. However, Principal Secretary & Financial Commissioner on behalf of CM requested the union to bear with the government for some more time stating that the State government will accord top priority to release

payment as soon as the financial position improves, the release added. On October 7, the NCSU gave an ultimatum to the chief minister to release the remaining pending bills on or before November 10, 2015, failing which, the union will resume third phase of agitation, which was kept in abeyance. The November 11 meeting has been called in this connection. Therefore, all the bonafide members of NCSU have been informed to attend the meeting positively.

NMC warns quack, semi-professionals & medical practitioner Dimapur, OctOber 19 (mexN): Maintaining that for too long the health sector in Nagaland State has been functioning in an “order-less order,” the Nagaland Medical Council (NMC) today stated that, it is attempting to streamline health care delivery practices to the public. The function of NMC is not merely to get the practitioners registered in the Council, it stated in a press note received here. In this context, the NMC informed that pharmacists and physiotherapists are not medical doctors and they cannot prescribe medicine as per Drugs and Cosmetics Act, 1940. They can only use non-prescription drugs which are available on the counter and the lists of such drugs are listed in the aforementioned Act, it added. Further, the Council also alleged that many Prayer Centres, Faith Healers and Kabiras (Local Healers) prescribe allopathic medicines and even use injectables. “This is a serious offence and dangerous for the people they prayed for. It amounts to a violation of law of the land,” it noted. While accepting that many people go to local traditional healers before seeing a doctor, and such practices are common in all over

and to make their service available at the place of posting. Disobedience of Government orders is a violation of our Medical Code of Ethics, it added. In this regard, the NMC informed that the Nagaland Government has notified that, any medical practitioner employed under State Government and practicing for his/her profession for personal earning monetarily apart from his/ her official duty shall be termed as 'private practice.' Consequently, any medical doctor who opted for Non Practicing Allowance (NPA), the NMC reiterated, "NO PRIVATE PRACTICE in private medical units for personal monetary benefits whatsoever shall be allowed." Further, the government has also notified that no doctor who is receiving NPA shall be allowed to do private practice. “The Family Welfare Department and Veterinary Department shall strictly enforce this condition. Violation of this condition shall invite disciplinary action which may go to the extent of removal from office,” it said. Meanwhile, the NMC has revealed to a local news daily that the Government pays Rs.50 crores annually towards payment for NPAs.

Public at liberty to report any violation: NMC Dimapur, OctOber 28 (mexN): Arguing that its function is not merely to get the practitioners registered in the Council, the NMC today informed the general public that they are at liberty to report any misbehavior, malpractice, dereliction of duty of any service provider to the Council in written. NMC is for the benefit of the public, it claimed, adding that they have every right to demand good standard service in health care, enshrined in the Constitution of the country. It also will welcome of public co-operation and suggestions for the interest of all. The NMC further maintained that it has mandate to scrutinise genuineness of their qualifications of medical practitioners so as to prevent some unscrupulous activities of the service providers and cheat the public. The Nagaland Medical Council Act by the Nagaland Legislative Assembly, Government has constituted the Council and it is statuary Body to regulate Allopathic Medical practice in Nagaland State, it noted. Meanwhile, the NMC also informed that there are so far 687 doctors registered in Nagaland. It is out of estimated 700 indigenous and other medical practitioners from outside. The lists of all doctors with their qualification had been scrutinized as per the guidelines of the Medical Council of India which will be published for the general information and guidance and available in its website to be launched shortly. No unregistered person can practice Allopathic system of medicine, it warned, even Government employed doctors. It amounts to violation of law to practice without registration in the NMC, even if they are registered in other State Councils or MCI, stated NMC. The NMC promised that it will work “diligently and in all fairness” with the same yardstick to everyone irrespective of tribe or caste. The Council will work hard to change the present system for the benefit of both the service providers and the needs of the consumers and protect them from some unscrupulous elements, it added.

Is our social and political life circumvented by ‘imagined’ reality?

I

n early 1980s, Benedict Anderson imagined a nation as a socially constructed community postulating that even the smallest nation will never know most of their fellow-members, meet them, or even hear of them. Yet in the mind of each, lives the “image of their communion.” Among other things, he stated, “It is imagined as a community because, regardless of the actual inequality and exploitation that may prevail in each, the nation is always conceived as a deep, horizontal comradeship,” (1991; 7). His book ‘Imagined Communities’ is an indispensible companion in studies on nation and nationalism. In Naga society, while these ‘imaginations’ have instigated a high nationalistic fervour among its populace and brought about a ‘cohesive’ entity, it has created an additional perception threatening to jeopardize the society: We are living in an ‘imagined paradise,’ or rather, have the tendency to take recourse to an imaginary glorious past or on religion to refute present realities. Thus, we have woven a grand escapist strategy for every circumstance that questions the existing paradigm. For instance, if any crime or transgression occurs – such as Robbery, Rape or Murder – the standard response from various organisation(s) or bodies(s) is to denounce the same, but boldly underline that, ‘Such acts never existed in the Naga’s way of life.’ On the other end of the spectrum, religious bodies express extreme consternation to despicable acts of crime in a so-called “Christian state” as Nagaland. Politically, we still cater to the notion of ‘unfettered freedom’ at times of yore, though our existing freedom is ‘bounded’ internally and externally at various levels. Paradoxically, the words ‘barbaric’ and ‘civilised society’ is interchangeably used to denote the confused state of affairs; the other side of extremity. Again, ‘honesty and truth’ are considered inherent characteristics of Naga Society. Every social and religious treatise on the subject would stress prominently on how such virtues are a ‘true identity’ of the people. As a reality check, it is imperative to mention that such ‘virtues’ have long dissipated from our realm. Corruption is all pervasive even as we hang on to a “glorious” past that the “Nagas were, are and will always be honest and truthful.” ‘We're just children of tomorrow, Hangin' on to yesterday’ crooned the Swedish rock band Europe in their 1991 hit, ‘Prisoner in Paradise’. Today, it rings true and loud on every conscientious citizen. We are, but, hapless prisoners of an imagined glorious past and similar realities, à la Prisoners of Paradise. Elisabeth Kübler-Ross, in her famous book, On Death and Dying, opined that human beings undergo five stages of emotions while confronting grief (or any other situation) – Denial, Anger, Bargaining, Depression, Acceptance—the now famous acronym DABDA. Others scholars have extended the model to various situations. Analogously, with the risk of excessive generalisation, in our recourse to ‘preferable reality,’ Naga society has swayed between perpetual denial and anger refusing to accept the present reality. Experts believe that confronting the situation provides guidance to approaching and interacting with problems. It is imperative for our society to‘re-imagine’ a paradigm that incorporates present realities. As long we remain lulled as Prisoners of Paradise in contradiction to present reality, the society will not progress and no course correction will dawn upon us. Crime and crime-solving with 'Chinese characteristics'

C

hina today witnesses many struggles - between tradition and modernity, between industrial development and environmental protection, between socialism "with Chinese characteristics" and full capitalism, but the toughest is between conscience and conformity, or doing what is right and what is ordered. Who better demonstrates this dilemma than a guardian of law and justice - especially when the two don't coincide! A poet by training and inclination, Chen Cao has instead been posted to the police, where he has risen to head Shanghai's Special Cases Bureau. In his eighth outing, the chief inspector, on the cusp of a sigEnigma of China; Author: Qiu Xiaolong; nificant promotion, Publisher: Mullholland Books; Pages: 289; finds himself in one Price: Rs.499 of his most challenging and potentially dangerous cases. Public exposure of the city housing authority chief's corrupt activities has led to his removal and "shuanggui" or a special party-monitored detention but he is soon found hanging in his room. The authorities want it declared a suicide, but both Chen, drawn in as "advisor" and the actual investigator suspect it is murder. But other agencies are carrying on parallel probes and then the police officer on the case is killed in a freak hit-and-run accident. Chen now has to take crucial decisions - does he unthinkingly follow the official line, or rather follow his convictions with the consequent hazards of going against the establishment, which will not balk at any measures to silence dissent and nonconformity. But even without the mystery and the predicament, the book retains relevance with its incisive image of Chinese society in tumultuous transition - and some surprising parallels it has with its large south-western neighbour! A lecture, "one of those controversial yet permissible lectures", which opens this book - and gives it its title - is illuminating. The lecturer goes on list other "many different interpretations and definitions" of China's characteristics, including a Beijing University professor, who tells his students not to come to him "if you don't make four hundred million by the time you're forty", And then: "In a recent drunk driving case, the accused actually shouted at the cops, 'My father is Zhang Gang.' Zhang Gang is a high-ranking Party official, in charge of the local police bureau. Sure enough, the cops were hesitant to arrest him, but a passerby recorded the scene with his cell phone and placed the clip on the Internet..." Sounds familiar too? It is this singular world - of restricted Internet access but "crowd-sourced investigations" by netizens into abuse of power, of "eating girls" in elite restaurants, and more - that is portrayed by Qiu, a poet, literary translator, academician who went to the US in 1988 for research but had to stay on in wake of the crackdown after the Tiananmen Square protests though he frequently visits his homeland. His Chen Cao series are not only intricate whodunnits or engaging police procedurals or a picture of a changing China, and its modern-day faultlines but the very soul of the country as revealed in its social mores and interactions, its cuisine and above all, in its poetry. Savour the journey!

Economists from rich countries increasingly agree: Sustainable development and reducing inequality matter more than economic growth

rganizers of October’s fifth OECD World Forum on Statistics, Knowledge, and Policy could barely contain their sense of satisfaction when the three-day event opened in Guadalajara, Mexico. Why all the good cheer? Officials at the OECD, the official economic research agency of the developed world, feel they haven’t just been organizing gabfests since the first of these triennial forums in 2004. They believe they’ve been helping change how the world — or at least the global public policy community — thinks about inequality. And that belief, prominent independent observers believe, reflects a healthy dose of reality. “We now have a broad consensus that more equal societies perform better,” as Nobel Prize-winning economist Joseph Stiglitz put it in his World Forum keynote address to the over 1,000 government statisticians, academics, and civil society analysts on hand in Guadalajara. The OECD, Stiglitz observed, deserves much of the credit for this new consensus. The agency’s efforts have helped shift the global analytical mainstream off a mindless fixation on GDP — an economy’s total output of goods and services — and onto the importance of developing a sustainable “prosperity for all.” In the United States today, pundits and politicians still regularly dismiss worries about our contemporary global prosperity for just a few as little more than do-gooder posturing. But at the World Forum in Guadalajara, no one treated inequality as anything less than a dangerous social pathology. “Inequality is becoming unbearable,” former Inter-American Development Bank president Enrique Yglesias pronounced. Our economic chasms have reached “obscene proportions.” Deeply unequal nations like Britain, lamented Catrina Williams of the UK Social Mobility and Child Poverty Commission, stand “on the brink of being permanently divided” as the offspring of the most affluent increasingly occupy most of the key levers of power in everything from the judiciary to the media. One rising Mexican political star at the World Forum, Guadalajara mayor Aristóteles Sandoval, obviously sees outrage over inequality as a winning political strategy. The young and charismatic Sandoval, a possible presidential candidate for Mexico’s ruling PRI party in 2018, spent some of his forum face-time blasting the intense concentration of our global wealth. The world’s 80 richest individuals, Sandoval noted, have as much wealth as humanity’s poorest half. We

have problems “when wealth concentrates in too few hands,” he declared, and the state “must intervene.” OECD officials took the opportunity of the World Forum, the first held in the Americas, to release the latest edition of the How’s Life? series, a four-year-old effort to get the world focusing, as OECD SecretaryGeneral José Angel Gurría puts it, “on people and the quality of their lives, not just whether GDP is going up.” The new How’s Life? rates the 34 OECD nations across 11 “quality of life” and “material conditions” measures that range from environmental quality and work-life balance to housing and income and wealth. The data can make for jaw-dropping reading. One example: Full-time workers in France and Germany average an hour per day more leisure than workers in the United States and Australia. Another: The most affluent 10 percent of the population in Denmark and Finland are taking home about five times the income of poorest 10 percent. In the United States, it’s close to 19 times. In Mexico, it’s 25. Inequalities within nations, the 2015 How’s Life? emphasizes, can rival inequalities between nations. In the UK, for instance, incomes run 50 percent higher in the London area than in Wales. In Mexico, a separate new OECD study released at the Guadalajara World Forum details, the differences can be even starker. Household disposable income in Chiapas only averages one-third the disposable income in Mexico’s capital city region. But powerful stats like these can only take us so far. Stats on their own don’t move national governments. Indeed, stats on their own don’t even automatically move the global organizations that create them, as former UK civil service chief Gus O’Donnell made clear in one particularly dramatic World Forum moment. Researchers at top global economic institutions, O’Donnell noted, have made a convincing case that modern societies need to become more equal, go beyond GDP, and begin paying prime attention to the actual economic, social, and environmental well-being of their people. Yet the global institutions where these researchers labor continue to singlemindedly lecture nations dependent on their support on the inadequacies of their GDPs. These agencies, O’Donnell lashed out, need to focus instead on “what’s wrong with our well-being.” On paper at least, the new “sustainable development goals” adopted at the United Nations ear-

lier this fall should make the “beyond GDP” wisdom of global economic agency researchers much more difficult to ignore. These new “SDGs” even include one goal that explicitly calls on nations to “reduce inequality within and among nations.” “Evidence shows,” this new sustainable development goal points out, that “beyond a certain threshold, inequality harms growth and poverty reduction, the quality of relations in the public and political spheres, and individuals’ sense of fulfillment and self-worth.” The agenda adopted at the UN Sustainable Development summit gives nations 15 years to achieve the new goals and, in the process, “end poverty, protect the planet, and ensure prosperity for all.” But don’t, say critics, hold your breath. The new goals, they charge, “will not deliver the new economy that the world so desperately needs.” What’s the problem? The goals’ creators, writes London School of Economics analyst Jason Hickel, are aiming “to reduce poverty and inequality without touching the wealth and power of the global 1 percent.” The new goals fail to understand that “mass poverty” reflects “extreme wealth accumulation and overconsumption by a few.” In Guadalajara, NGO leaders seemed to see the new UN goals in a more positive light. The goals have emerged from “an intergovernmental negotiation,” as “very much a product of realpolitik,” Claire Melamed of the London-based Overseas Development Institute told me in a World Forum interview. “It’s pretty astonishing,” Melamed added, “that that many governments managed to agree on a free-standing goal on inequality and goals on sustainable production and consumption.” The new UN goals, she summed up, “give advocacy groups another tool in their toolbox.” But this new sustainable development tool, Melamed readily acknowledges, will only make a difference if advocacy groups use it — “in clever and politically smart ways” — to hammer home pressure on their governments and the global agencies that hover over them. If that pressure doesn’t build, then the gap between the egalitarian “beyond GDP” insights of global agency policy analysts and the actual inequalitywidening policy demands on governments from the movers and shakers of global economic institutions will only continue to widen.

Nonviolence, Palestine and the world The rich history and resources of civil T resistance – and its many examples of

he eruption of conflict in Palestine is described by some as "the third intifada", using the term for the prolonged uprisings against Israeli occupation in 1987-93 and 2000-05. Whether that designation proves premature, the rapid increase in violence, especially in Jerusalem, appears to have surprised Benjamin Netanyahu's government. The latter's extraordinary comments about the trigger for the Nazi genocide, made during a visit to Berlin, is an indication of this confusion. From the perspective of that government, and given the far superior resources of and levels of control exercised by the numerous Israeli security-force agencies, the current resistance should simply not be happening. And yet it is. Where are the ingredients of protest in this situation, including the often neglected non-violent kind, and where might such protest lead? For those seeking serious thought and analysis on these questions – including Israelis, Palestinians and others – two timely new books offer greatly valuable insight. One focuses specifically on Palestine, while the other examines the wider issue of non-violent change. The first is written by Andrew Rigby and Marwan Darweish, two academics at Coventry University: Popular Protest in Palestine: the Uncertain Future of Unarmed Resistance (Pluto Press, 2015). More than two decades ago, Rigby wrote a highly perceptive analysis of the first intifada: Living the Intifada (Zed Press, 1991), and this latest meticulous study extends a longlasting engagement. Indeed, the work benefits from the co-authors' years of research as well as excellent contacts in Palestine and Israel. The focus is primarily on the West Bank, with study of numerous lo-

cal movements stretching across the West Bank from north of Jenin to south of Hebron. The numerous examples of non-violent resistance are chronicled, with due attention paid to the great dangers often faced by activists. Darweish and Rigby weave many other elements of recent history into this narrative of enduring resistance. Among them are the varying effects of international support for Palestinian independence. The book was written well before the current upsurge of violent confrontation, but that makes it even more of an asset. For in mapping the pressures placed on so many Palestinian communities under occupation, it clearly explains why some young Palestinians – as in the latest outbreak – are led towards a more violent reaction. This hugely informative work begins with a short but very useful discussion of approaches to non-violent social change. It is admirably hardheaded in relation to the limitations of this approach, yet still sees prospects for success in many environments. This theme is developed by the second, and equally remarkable book: A Guide to Civil Resistance: A Bibliography of

Social and Nonviolent Action (Green Print/Merlin Press, 2015). This is a companion volume to one published in 2013. Both deserve to be on the shelf of – and regularly consulted by! – any student of social change. Volume 1, concentrating primarily on civil resistance against states, was reviewed on openDemocracy nearly two years ago (see "Non-violence, past, present and future", 17 December 2013). Both are written by the same team: April Carter, Michael Randle, and Howard Clark (who died in 2013 and is very much missed). The review summed it up thus: “The book is in appearance a bibliography, though its scale and depth make this description in many ways misleading and even belittling. True, it contains a vast mine of information, sources and references, but in doing so provides a synthesis of experience of (primarily) the post1945 period. The book goes far beyond the focus on western peace movements that students of non-violence might expect; for example, it provides an overview of all the major theories of non-violence that places them in historical perspective. A fifty-page chapter which synthesises the work of

the most significant writers in the field is an illuminating survey which alone opens up a world otherwise inaccessible to most citizens.” Volume 2 follows a similar pattern: again framed as a bibliography, but in truth providing a window on a whole world of change rooted in nonviolence. This time the emphasis is on more broadly based movements concerned with the environment, social justice, peace and many other processes (see "Chances for Peace, the second decade", 20 December 2012). Once more, the book combines over 800 references with thoughtful essays that connect the various themes, including a particularly valuable section on preparation and training. Both volumes are permeated by a sense of realism. There are assessments of failures as well as the many successes. There is also acknowledgment of the almost impossible pressures that communities may come under, which can tip responses towards a level of violence that those in power may actually welcome. This theme bridges the two works. A Guide to Civil Resistance and Popular Protest in Palestine share an outlook, and reading each in light of the other leaves the reader with some optimism. For if the current situation in Palestine is grim in the extreme, the compendium shows that in a striking range of examples, non-violent social changed has actually worked. Even now, for all that events in Israel and Palestine are often so disheartening, there are people working consistently for non-violent change, drawing on rich historical and practical experience to make it possible. That is a message which enables us to have a wider perspective in difficult times – and perhaps even to retain a measure of hope.

The Essential Art of Forgiveness in Ministry Without it, leadership becomes tyranny

’ll never forget where I was when I nearly quit the ministry: sitting in my office at church, weeping. My wife was out of town with our children, ministering to a friend whose husband had just died from cancer. It was very early in my first pastorate. Being a senior pastor was new, different, and somewhat frightening. I was experiencing the betrayal of a church leader close to me, someone who had discipled me, mentored me, and ordained me for ministry. What began, I thought, as constructive criticism, soon turned into private and public slander. This new opposition wasn’t the kind of friendly and constructive criticism I’d expected and sought from people I’d grown up idolizing. This wasn’t coaching from older, wiser, pastors. This was jealousy, bullying, and threats. And it was deeply personal. His disapproval of me had not stemmed from integrity issues, doctrinal issues, or even leadership failures. It was simply a difference in ministry model. I chose to pursue a style of leadership that departed, in some ways, from his. Having been his disciple, he had expected me to lead just like him in my own ministry. I remember thinking in this moment, I think I’m going to quit. Maybe I’m not cut out for church leadership. Maybe they are right. I replayed the conversations with this person over and over in my head. You are not cut out for ministry. You are an embarrassment. You will never make it without us. That same day I called up a friend, a respected and experienced pastor. I was trembling when I called him and told him about the situation. I told him I was pretty sure I would leave the ministry. Rich, my friend, responded that day with two statements that changed my life and ministry forever: “Dan, you can’t quit. I won’t let you quit. You are right and they are wrong.” “Dan, you must also forgive them.” The first word was one I wanted and needed to hear. The second … well, I didn’t like hearing about forgiveness so much in this moment. But Rich was right. I had always spoken and preached and taught about forgiveness, but perhaps it was in a sterile, academic way. I really had not had occasion to practice forgiveness. I’m not talking about letting go of petty hurts and insults—the kind of daily rhythm of forgiveness and repentance that oils relationships—I’m speaking of painful and difficult hurts. How do you forgive when you’ve been so deeply wounded? I would learn this in a personal way over the next year as my reputation was maligned and I lost many friends. No longer was forgiveness a ster-

Calling out evil In the story of Joseph—dreamer, slave, brother, wrongly accused, prime minister, son—I discovered a powerful secret about forgiveness and leadership. The story of Joseph’s epic fall and rise had been a staple of my growing up years in church. I knew the contours well and saw in Joseph not only a powerful tale of God’s provision and protection, but a beautiful shadow of Christ. Christ was the better Joseph, wrongly accused, imprisoned, then exonerated by resurrection and exalted in glory. But there is something about the God-given forgiveness displayed by Joseph that I hadn’t seen until my current trial. In those famous words, Joseph says: As for you, you meant evil against me, but God meant it for good, to bring it about that many people should be kept alive, as they are today. (Genesis 50:20 ESV) Two things strike me about Joseph’s passionate words to his brothers. First, Joseph didn’t minimize the hurt against him. He pointed to his brothers and said to them, “you meant evil against me.” We too often skip past this part and get to the good stuff: the forgiveness. Perhaps it’s our desire to see resolution and reconciliation that causes us to minimize real hurts. I think we do this in our own lives as well. As Christians we are so wired for forgiveness that we forget to look at evil—evil done to us—and call it what it is. But to minimize sin—even sin against ourselves—is to hollow out the gospel message that offers forgiveness in the first place. Christ, in his death and resurrection, offers forgiveness for those who repent and believe. It’s free, but it cost Christ his life. The sins we committed against God were heinous violations of his holiness and tragic trespasses against our fellow man. The only way we can begin to offer forgiveness is if we call our hurts what they are: evil. In a way, reading Joseph’s words freed me to move forward. It gave me permission to own what had happened to me. Some slights are mere slights and many insults are petty. But real, honest, genuinely evil things done against us are not things to be dismissed lightly. Forgiveness is not a pass. It’s not a wave of the hand with a shrug, No big deal.

But God meant it for good. The doctrine of God’s sovereignty generates a lot of heat. Theologians have argued about it since the first century. But for me, this was no longer a sterile chapter in a systematic theology textbook. It was life. Joseph’s words are beautiful declaration of the tension between human responsibility for sin and God’s sovereignty. His brother’s intended evil. They worked and schemed against their brother, denying him human dignity, abandoning him for death, and selling him, like property, to the highest bidder. They intended but God superintended. God used human sin to accomplish His purposes in the world. Joseph’s ordeal is a shadow of another, betrayed by his brothers, sold for thirty pieces of silver, wrongly put to death. In Christ, Peter declared on Pentecost, we see the same tension: this Jesus, delivered up according to the definite plan and foreknowledge of God, you crucified and killed by the hands of lawless men. God raised him up, loosing the pangs of death, because it was not possible for him to be held by it. (Acts 2:23-24 ESV) Man schemed, God superintended for good. I can’t fully explain this mystery. But it does cause me to worship and it gives me grounds for repentance. I know that the evil done to me—pedestrian when compared to the evil I’ve committed against God—is not random. It’s not out there somewhere. It’s being used by God for his glory. Sometimes we see, as in the life of Joseph, this being fully worked out. Mostly though, we won’t see the full flower of Christ’s kingdom restoration until He comes back in victory. I’ve seen God use this difficult season to draw me closer to him, to sharpen my leadership, and to allow me to build new friendships with people I’d never know if I wasn’t hurt so deeply.

Forgiveness as vital to leadership Forgiveness is not ancillary to spiritual leadership. It’s vital. A leader’s ability to forgive others directly impacts his ability to lead others. I’m convinced of it, not only from the life of Joseph who became a wise and capable leader in Egypt. I had to forgive those who had hurt me deeply not only for my own personal spiritual growth, but also because I had a congregation of people watching me. How could I preach of the forgiveness Christ offers and yet harbor bitterness in my heart? How could I help my people apply the gospel to their own relational struggles if I ignored what the gospel was telling me? I’ve seen bitterness tear at the heart of a leader and poison his leadership. I’ve seen it up close in ministry and I’ve read about it in countless biographies. Look closely at tyrannical leaders--in ministry, in government, in business, anywhere— and you’ll find a common trait. Somewhere in their past was a deep hurt that wounded them so deeply they couldn’t move on. Bitterness and cynicism became embedded in their psyche, making them insecure and power-hungry. When we can’t or won’t forgive, we communicate something other than the gospel we claim to declare. We say, with our lives, that God is less than all-powerful and that our circumstances are outside of his control. What’s more we offer a limited gospel, one that only heals certain kinds of pain. Ultimately, we lead our people away from the living water their hearts crave. Forgiveness doesn’t always mean reconciliation. It doesn’t always mean every relationship is put back together perfectly. It doesn’t mean we ignore abuses or criminal acts. What it does mean, however, is that God meant it for good we don’t shut off our hearts from the gospel’s healWhat happened to me—this was big deal. 2030 Agenda: Development for whom?

he world is agog with excitement at the recent adoption by the 70th UN General Assembly, of the new framework of the 2030 Agenda for Sustainable Development, composed of 17 goals and 169 targets to wipe out poverty, fight inequality and tackle climate change over the next 15 years. UN Secretary General Ban Ki-moon, hails these goals as “A blueprint for a better future…. to transform the world. We must leave no-one behind." Justin Kilcullen, co-chair of CSO Partnership for Development Effectiveness (CPDE), and Paul Quintos of IBON International spoke with CNS (Citizen News Service) on the sidelines of the UN General Assembly in New York, on the implications of these goals to the people for whom they are actually meant. “We should rejoice in what we have achieved, but we must not believe that it is going to be easy,” Justin remarked pertaining to the advance of the Sustainable Development Goals (SDGs) compared to its predecessor MDGs. Critics point out that one of the main flaws of the MDGs is the lack of ownership and engagement – something the SDGs have the potential to overcome. During the last 15 years, the world has seen an increasing engagement of citizens, NGOs and government organizations around issues of development. “The challenge now lies in governments fulfilling their commitments to the people,” Justin added. Each of the 17 Global Goals for sustainable development is essentially a human right, says Justin, with the last goal (Goal 17) being the most important, as it is about resources and new partnerships, without which countries will not be able to deliver the other 16 Global Goals. Most importantly, it is about how we build power from below through people’s collective action, in challenging those who are in power. “People will have to continue to challenge the status quo by resisting and fighting land grabs, mining expansions and plunder, making sure that corporations are held accountable for human rights violations and environmental impacts of their operations, and governments’ complicity to all that. That is where the hope lies,” said Paul. LEAVING NO ONE BEHIND The theme of the post 2015 goals is that ‘No one will be left behind.’ For Justin it is a big challenge to ensure that this becomes a reality. “For me hope is a very strong virtue and with the commitment and the energy of civil society around the world we can make something of these goals. No matter how difficult it may be, I believe in the end it will be right”. According to Paul, people are not just left behind but they are actually pushed back by the current mode of development-- “It is the market and private sector led mode of development that we must leave behind if we want no person on this planet to be destroyed by the current system”.

Raising a New Generation of Entrepreneurs

W

e Nagas have lost two generations of our educated class (1940 –1990) to government service in Nagaland. Our uneducated parents thought that encouraging their educated children to be employed as government servants would do the later good and serve others well. But if putting as many people as possible to be in government service was good, and if bigger bureaucracy was better, then Nagaland should have already becomethe most progressive State in India. Unfortunately, it hasn’t turned out that way: our over-sized bureaucracy, which has accommodated all our educated people of the last two generations, has done more harm than good to our society as a whole, because it has been draining our economy rather than growing it for most of the last 50 years. What if 50 percent of the old generation educated Nagas didn’t get government jobs in the past? In such a situation, they would be forced to come up with other job alternatives or create employment opportunities for themselves. Since they would have pursued their personal dreams, they would have certainly put in more efforts into own works andbe more competitive with others. Probably, thousands of them would have ventured out and become innovators, entrepreneurs, and business people. As a result, today these people would have been owning thousands of small business firms, running hundreds ofprivate companies, employing lakhs of people, adding revenue to our economy, and inspiring others to tackle seemingly intractable problems. But since their parents have pushed them into the bureaucracy, and our short-sighted politicians have given them job security, they have no compelling reason to work hard or be competitive anymore. Hence, many have become complacent and lethargic at work. Today, we cannot afford to make the same mistake the previous generations made in the past. We must encourage our young people to pursue entrepreneurial activities and private enterprises. We must develop a new generation of entrepreneurial leaders who will have a fundamentally different worldview to lead the Naga people toward a more progressive future. To be more precise, I’m not talking about raising just any kind of entrepreneurs. What I have in mind are entrepreneurial leaders who will not be discouraged by a lack of resources or by a high level of uncertainty. Through an understanding of the contexts in which they live, this sort of entrepreneurs will challenge, change, and create new ways to address any problem (be it social, political, economic, or environmental) in such a way that they create new values for the wider society. There are two approaches to entrepreneurship: prediction logic and creation logic. Like putting together a jigsaw puzzle, prediction logic uses rigorous analysis and reasoning to guide decision-making to solve problems. Through this approach, entrepreneurs assess situations, define problems, determine opportunities, and offer solutions or make decisions that yield intended results. But when the future is highly uncertain and unpredictable, and past information is not predictive of future outcomes, entrepreneurial leaders use creation logic: create something with what they have and shape future opportunities using available means. This is an approach in which teams of individuals bring to the table different inputs (knowledge, resources, actions, and networks) to create something---that is, they take action and create opportunity by engaging in different forms of capital. Of course, prediction logic and creation logic are not mutually exclusive. Rather, to be an effective entrepreneurial leader, one must be skilled in both approaches and be able to flexibly switchback and forth between them. Let me borrow a real example from Heidi Neck to illustrate my point: In 2003 Jim Poss was walking down a Boston street when he noticed a trash vehicle in action. The truck was idling at a pickup point, blocking traffic, smoke pouring out of its exhaust, and litter was still falling on the street. There should be a better way, he thought to himself. In investigating the problem, Poss learned that the Boston City Municipality was considering more fuel-efficient trucks and better collection routes to reduce their overall costs. Poss was not convinced that this was the right approach. Through a lot of interactions with diverse stakeholders, Poss turned the problem upside down. He considered that the right solution was not in developing a more efficient collection process but rather in reducing the need for frequent trash collection. As he considered this solution, he discovered multiple benefits: if trash receptacles held more trash, they would not need to be emptied so often; if trash did not need to be collected so often, collection costs would be reduced; if receptacles did not overflow, there would be less litter on the streets or less pollution to the environment. Since he knew a little about solar technology, Poss started envisioning how a development of a new solar-powered trash receptacle might better manage trash. So, he looked for certain individuals who might be interested in the same thing and, then, assembleda team to work on the project. After experimenting with several options, the team finally developed the solar-powered trash receptacle (the Big Belly), which could hold up to five times more trash than the traditional receptacles. As a result, their innovative venture could dramatically decrease the frequency of trash pickup, reduce fuel use, and cut down trash truck emission by up to 80 percent. Indeed, entrepreneurial leaders operate with a very different mindset because they see problems as opportunities. They will venture out to define the world rather than be defined by it. To achieve this, they must assess, identify, and shape opportunities in a variety of contexts---ranging from the predictable to the unknown. This is the method Poss used when observing a waste disposal problem, pondering new technology-based solutions, reflecting on the possibilities, and creating the Big Belly solution. Or to put it in another way, it was through the use of both prediction and creation logics that Poss was able to turn garbage into an opportunity, thereby creating economic and environmental value. Today, our Naga society needs entrepreneurial leaders who, like Jim Poss and his team members, can turn problems into opportunities. Instead of cynically resigning themselves from societal problems or complaining about the lack of resources, such entrepreneurial leaders willtackle our problems and create opportunities that will have social, environmental, and economic values for all of us.

Chandy warns Delhi Police, buff returns to Kerala House

China for 'friendly consultations' with India over Nepal beijiNg, OctOber 28 (pti): As it signed its first oil trade deal with Nepal ending India's monopoly over fuel supplies, China today expressed readiness for "friendly" talks with India to stabilise the landlocked country, reeling under acute fuel shortage due to a blockade of border points with India. "Both India and Nepal are friendly neighbours to China," China's foreign ministry spokesman Lu Kang told a media briefing when asked about reports of backchannel talks between New Delhi and Beijing over resolving the constitutional crisis in Nepal. "We hope that in maintaining regional stability and state-to-state friendship, all relevant countries can sit together and have friendly consultations so that consensus can be reached," he said. About Beijing stepping up fuel and food supplies through its recently reopened border in Tibet, Lu said "as a friend and neighbour of Nepal, China hopes that Nepal can have stable domestic situation after the passage of the new constitution". Asked whether China has commenced supplies to Nepal, currently hit by the Indian-origin Madhesis' protests over the new constitution, Lu said "in view of their (Nepal's) request, we will do our best to provide assistance and both sides are in communication". The union government has not complied with the October 16 order, the apex court said, taking a dim view of the Centre's inaction on the issue so far. An apex court bench of Chief Justice H.L. Dattu and Justice Arun Mishra asked the Centre and other authorities to launch a publicity campaign both in print and electronic media on the harmful effects of firecrackers during the festival season from October 31 to November 12. The court reiterated its earlier order of 2005, prohibiting bursting of firecrackers during night hours from 10.00 p.m. to 6 a.m. "When we passed our October 16 order, we intended it to be carried out and advertisements published continuously," the court observed as Solicitor General Ranjit Kumar told the bench that advertisements were ready and

No support for commercial surrogacy, Centre tells SC New Delhi, OctOber 28 (iANS): The Centre on Wednesday informed the Supreme Court that it was opposed to "commercial surrogacy" and was in the process of enacting a law to make it a punishable offence. "The government does not support the commercial surrogacy and it would be limited to Indian married infertile couples only and not to foreigners," the union government said in an affidavit. The Centre told the court that only altruistic surrogacy to the needy infertile married Indian couple would be provided after their needs were assessed and found to be genuine. The affidavit was filed after an apex court bench of Justice Ranjan Gogoi and Justice N.V. Ramana earlier in the morning adjourned the hearing after taking exception to the government position being reported by the media even before the court heard of it. The court directed the matter to be listed on November 24. The court was also told that the government was in the process of bringing a comprehensive legal framework for not only protecting the rights of the surrogate mother but also for prohibiting and penalising commercial surrogacy. The Centre said an appropriate state authority would be set up under the proposed Assisted Reproductive Techniques (Regulation) Bill, 2014, to ascertain the genuineness of the need of infertile married Indian couples to have children. This was stated by Dr Soumya Swaminathan, secretary, department of health research, ministry of health and family welfare, in response to a number of questions raised by the court in its October 14 order. The questions pertained to the government stand on commercial surrogacy, status of the surrogate mother, pain and sufferings of the surrogate mother for nine months, risk and psychological and emotional problems, and the mother of the surrogate child. Responding to a question posed by the apex court, the central government said the "import of the human embryo is prohibited except for research purposes based on the guidelines of the department of health research". The Centre's affidavit also said that provision would be incorporated in law to penalise the commissioning couples who failed to take the custody of a child with disabilities born from a surrogate mother.

New Delhi, OctOber 28 (AgeNcieS): Noting that people have the right to know about government welfare work in a participative democracy, the Centre on Tuesday sought a review of the Supreme Court judgment banning the publication of photographs of political leaders and Chief Ministers in government-issued advertisements. Attorney-General Mukul Rohatgi submitted before a Bench led by Justice Ranjan Gogoi that it was contrary to the federal structure of governance envisioned in the Constitution to prohibit the publication of the pictures of Chief Ministers and Governors. Advocate Prashant Bhushan, appearing for NGO CPIL, urged the Supreme Court to review its May 13, 2015 verdict allowing the Prime Minister to have his photograph published in government advertisements. Recent advertisements would show that such advertisements have the potential to create partisan politics, favouring party in power and putting Opposition in bad light,” the petition, represented by Bhushan, stated. New Delhi, OctOber 28 (ie): Regretting that some “privilege remains unchanged” even after 68 years of independence, the Supreme Court held Tuesday that national interest requires doing away with all forms of reservation in institutions of higher education, and urged the Centre to take effective steps “objectively”. A bench of Justices Dipak Misra and P C Pant noted that despite several reminders to the central and state governments to make merit the primary criteria for admissions into super-specialty courses,

the ground reality remains that reservation often holds sway over merit. “The fond hope has remained in the sphere of hope… The said privilege remains unchanged, as if (it is) to compete with eternity,” the bench remarked, adding that it concurs completely with what the Supreme Court had ruled in 1988 in two judgments. In these two cases, while dealing with the issue of reservation in super-specialty courses in medical institutions, the top court had said “there should really be no reservation” since it is in the general interest

of the country for improving the standard of higher education, and thereby improving the quality of available medical services to the people of India. “We hope and trust that the Government of India and the state governments shall seriously consider this aspect of the matter without delay and appropriate guidelines shall be evolved…” these judgments stated. Emphasising what the apex court held 27 years ago, the bench said it is now “inclined” to convey the same message to the central and state governments

over reservation in institutions of higher education. “Therefore, we echo the same feeling and reiterate the aspirations of others so that authorities can objectively assess and approach the situation so that the national interest can become paramount,” the court said. It also referred to a body of judgments, asking government authorities to abstain from relaxing the eligibility criteria basing it on various kinds of reservation since it would defeat the very object of imparting the best possible training to selected meritorious candidates.

The bench made these observations as it delivered its judgment on a batch of petitions, which had challenged an eligibility criteria for admissions into certain super-specialty medical courses in Andhra Pradesh, Telangana and Tamil Nadu. They allowed only those having domicile in the three states to appear for the examination, thereby making the seats reserved only for such candidates, based on residence. The bench said it cannot interfere with the admission process in Andhra Pradesh and Telangana since a Presidential Order

has created an exception and the constitutionality of this Order had not been challenged. But it agreed to examine on November 4 whether Tamil Nadu could do the same and allow this form of reservation in a post-graduate programme. Even as it expressed its inability to adjudicate the constitutionality of the special privilege granted to Andhra Pradesh and Telangana under Article 371-D of the Constitution and the Presidential Order, the bench observed that such privileges ought to be reconsidered by the governments and steps be taken.

Video clips and rousing songs glorify the daily attacks, while the presenters all wear black-and-white Keffiyeh scarves. If this message wasn’t clear enough, Ismail Haniyeh, the Hamas leader in Gaza, visited the studio recently and added his own slogan to the wall, scrawling “The Al-Quds Intifada” - the Jerusalem Uprising - in spray paint. For Hamas, the Islamist group that has controlled Gaza since 2007, this month’s surge in violence across Israel, Jerusalem and the West Bank is an opportunity not to be missed. Singing keeps infants calm longer than baby-talking tOrOntO, OctOber 28 (IAns): For ages lullabies have been known to keep infants quiet and lull them into nodding off. Now research has backed up tradition by finding out that playing a song or singing nursery rhymes can keep babies composed for longer than talking to them. The infants in the study remained calm twice as long when listening to a song, which they did not even know, as they did when listening to speech. “Our findings leave little doubt about the efficacy of singing nursery rhymes for maintaining infants’ composure for extended periods,” said one of the researchers Isabelle Peretz, professor at University of Montreal in Canada. The study involved thirty healthy infants aged between six and nine months. They compared the effects of singing, baby talk and adult-directed speech on the composure of the infants. The researchers took a variety of measures to ensure the children’s reaction to the music was not influenced by other factors, such as sensitivity to their mother’s voice. Both the speech (“baby talk” and adult-directed) and the music presented to infants were produced in Turkish, so that the song and language were unfamiliar. The researchers played the recordings until the infants displayed the “cry face” - lowered brows, lip corners pulled to the side, mouth opening and raised cheeks. This is infants’ most common facial expression of distress. “When listening to the Turkish song, babies remained calm for an average duration of approximately nine minutes. For speech, it was roughly only half as long, regardless of whether it was baby-talk or not,” study first author Marieve Corbeil, also of the University of Montreal, pointed out. “These findings speak to the intrinsic importance of music, and of nursery rhymes in particular, which appeal to our desire for simplicity, and repetition,” Corbeil explained. The study was published in the journal Infancy.

JerusALeM, OctOber 28 (reuters): Three Palestinians were shot dead after attacking Israeli soldiers with knives in the occupied West Bank on Tuesday, the military said, and an American-Israeli wounded in an attack two weeks ago died of his injuries, an Israeli hospital said. Religious and political tensions over a Jerusalem site sacred to both Muslims and Jews have fuelled the worst wave of Israeli-Palestinian violence since the 2014 Gaza war. The Israeli military said that soldiers had approached two Palestinians they found acting suspiciously at a junction near a Jewish settlement. When the suspects stabbed and wounded one of the soldiers, they were shot, the army said in a statement. A military spokesman said they had been killed. Their families said they were 17 and 22 years old. Hours later, the army said it had shot dead another Palestinian who tried to stab a soldier in the Palestinian city of Hebron. Since Oct. 1, at least 59 Palestinians, 32 of whom Israel has said were armed assailants, have been shot dead by Israelis at the scene of attacks or during protests in the West Bank and in Gaza. Many of the attackers have been teenagers. Many Palestinians say Israeli police and soldiers are using excessive force, while Israel says lethal force is justified against deadly threats. Amnesty International said on Tuesday that it had found some of the killings of Palestinians had been unjustified, and that Israeli forces were using “extreme and unlawful measures”. In a statement, the rights group said it had documented at least four cases in which Palestinians had been deliberately shot dead without posing an imminent threat, “in what appear to have been extrajudicial executions”. Diplomats endorsed the outlines of the proposed deal in Bonn on Friday after five days of fraught negotiation that highlighted just how much work remains to be done in Paris. The aim is to unite all the world’s nations in a single agreement on tackling climate change, with the goal of capping warming at two degrees Celsius (3.6 degrees Fahrenheit) over pre-Industrial Revolution levels. For the opening day on November 30, “we have already received 80 confirmations, including from the presidents of the United States and China, and the Indian prime minister,” French Foreign Minister Laurent Fabius told journalists in Paris. The leaders of Britain, Germany, South Africa, Brazil and Canada have also accepted, he said. The last attempt at sealing a global climate pact, in 2009, saw about 110 world leaders descend on a UN summit in Copenhagen for the two final days, only to leave frustrated when the negotiations collapsed. “Togeth-

Southeast Asia over the next three decades could lose 16 percent of its labour capacity due to rising heat stress, which could cause absenteeism due to dizziness, fatigue, nausea and even death in extreme cases, the British firm Verisk Maplecroft said. The company predicted the biggest losses in productivity in Singapore and Malaysia, with 25 percent and 24 percent decreases from current levels. Indonesia could see a 21 percent drop, Cambodia and the Philippines 16 percent and Thailand and Vietnam 12 percent. “Climate change will push heat stress impacts to boiling point with significant implications for both national economies and the health of vulnerable workers,” said James Allan, head of environment at Verisk Maplecroft, in a statement. The company used climate projections to calculate the drop in labour capacity, based on the occurrence of conditions that prompt heat stress and leave workers unable to perform physical activity. It said by 2045 the number of heat stress days in Singapore and Malaysia will rise to 364 (from 335 and 338 respectively); to 355 from 303 in Indonesia; and to 337 from 276 in the Philippines. Calculating potential lost productivity for 1,300 cities, the company found 45 of the 50 highest risk cities were in Southeast Asia, including Kuala Lumpur, Singapore and Jakarta. Twenty of the 50 highest risk cities are in Malaysia, 13 in Indonesia, four in the Philippines and three are in Thailand.

What lies ahead for Korea's forgotten athletes?

SEOUL, OCTOBER 28 (REUTERS): Weightlifting champion Kim Byeongchan died alone, paralysed and penniless after a motorcycle accident cut short his career, and for some former athletes his demise is a consequence of South Korea's ruthless pursuit of sporting excellence. The limited social safety net for athletes who get seriously injured, or who fail to make the grade, is a concern for many sportsmen and women in South Korea, a country which arrived on the global stage with the hosting of the 1988 Seoul Olympics. Park Chung-hee's regime of the 1960s saw sport as an avenue to raise Korea's global profile and gain legitimacy at home, and poured huge amounts of money into creating an elite athlete programme as well as bidding to host international competitions. While the programme boosted Korea as a sporting power and produced world-class athletes, it also has a darker side. Athletes at schools and universities rarely excel academically and are encouraged to focus all their efforts on joining the sporting elite. Those who fail to win international titles or make national teams have little to fall back on when their sporting careers end, and they can expect little help from the

government, according to support groups. South Korean lawmaker Elisa Lee recognised the need to provide better support for athletes and introduced a bill that would provide pensions to national team members who sustain serious injuries, designating them 'people of national merit'. The proposal was passed into law in January 2014 but has taken almost two years to finalise guidelines and standards. The Sports Ministry only began accepting applications on Oct. 1. A ministry official said it expected four applications this month."This law is symbolic in that it shows the country is protecting its national team athletes," Lee told Reuters. "But if the country really wants to help its sports people, it needs to reform the sports welfare system, this is the bottom line.” Lee, a former table tennis world champion, said it was unlikely the law would be extended to include non-national team members. "I wish the country would come up with ways to help sports people when they retire as well as athletes who have lost their way in life," she said. "It's not a great amount of money we're asking for."

Unable to find a job and struggling to survive on a pension of some $500 a month awarded to medallists from international competitions, Kim's body was discovered in his flat by a neighbour in June. The cause of death was not disclosed but media reports said he had suffered various illnesses. Kim's death shook the sports community to its

core in South Korea, where leading sports figures earn huge endorsement deals and Olympic champions receive lucrative bonuses and lifetime pensions. Kim So-young, a former gymnast who was paralysed from the neck down after an accident on the asymmetric bars, said the weightlifter's death should be a wake-up call. "It could've been any athlete's story, including mine," said Kim, who now works for the Korea Spinal Cord Injury Association. "There is nothing a disabled athlete can do. For us, sport was everything." One former athlete, paralysed from the waist down two years ago while training, told Reuters it was impossible to combine athletics at the highest level with traditional schooling. "It's a common saying (in South Korea) that 'athletes are dumb.' This is wrong," said the athlete, who declined to provide his name due to an ongoing lawsuit. "Athletes are very clever but in a way we are ignorant because we don’t learn the knowledge taught at school." Almost every waking minute was dedicated to sport at school, he said, with training starting at six in the morning and continuing after school until 10 p.m. "If I went to school, it was really hard to stay awake. I didn’t really participate in class, even in the really basic ones," he added. "You can ask all the athletes out there, and I guarantee they all sleep in class. Teachers used to say that even if we sleep throughout the entire class, if we attend we’re doing a good job." Former gymnast Kim knew the late weightlifter when he was competing and remembers him as outgoing and magnanimous, always surrounded with lots of friends. Cho Hong-joong, one of the chief inspectors who recovered the body, said Kim had no family when he died. His funeral was organised by a local sports committee and held at Kangwon National University Hospital. He was 46.

ichael Jackson has been revealed as the top earning dead celebrity, earning an astonishing £75million this year. In his more than three decade solo career, the King of Pop made an impressive £719million. But it seems he has proved even more lucrative since his death, making a further £653million since 2009.

His latest annual income has seen him top a list of the highest earning dead celebrities, complied by financial magazine Forbes. The impressive sum comes from two Cirque du Soleil shows, his own music and publishing revenues, and his half of the Sony/ATV publishing catalogue. In second place is Elvis Presley, who has made £36million, Peanuts cartoonist Charles Schulz comes in third with £26million, while fourth place, with £14million, goes to Bob Marley. Elizabeth Taylor rounds off the top five with £13million. Jackson has earned upwards of £65million every year since his death in 2009, meaning he was out-earned not only every other dead celeb-

rity, but also every living solo musician. When the singer died, he was £392million in debt due to chronic over-spending and large interest payments on loans. These financial burdens were taken on by his family who have traded on his reputation and back-catalogue to claw themselves out of debt and back into the black. The singer, who has reportedly sold more than one billion records worldwide, was found dead, aged 50, at his Los Angeles home on June 25, 2009, after suffering a heart attack causing by an overdose of the powerful anaesthetic propofol. His personal doctor, Dr Conrad Murray, was found guilty on involuntary manslaughter in 2011 on the grounds that such a strong drug should not have been prescribed outside of a hospital and without the correct monitoring equipment.

Mumbai City FC thumped NorthEast United FC 5-1 in a round six Indian Super League (ISL) encounter at the DY Patil Stadium on Wednesday. Nakhid misses out as FIFA confirms 7 prez candidates

ZurIcH, OctOber 28 (reuters): World soccer's governing body FIFA, shaken by the worst corruption crisis in its history, confirmed on Wednesday that seven candidates had registered as candidates for its presidency, with former Trinidad and Tobago international David Nakhid the only surprise omission. The seven candidates were Prince Ali Bin Al Hussein of Jordan, Sheikh Salman bin Ebrahim Al Khalifa of Bahrein, Frenchmen Jerome Champagne and Michel Platini, Swiss Gianni Infantino, Liberian Musa Bility and South Africa's Tokyo Sexwale. They must now face integrity checks under FIFA's code of ethics. Platini, the head of European soccer's governing

body UEFA, is currently suspended along for 90 days along with FIFA president Sepp Blatter as soccer's governing body. Swiss authorities are investigating the decision to award the 2018 and 2022 World Cup tournaments to Russia and Qatar respectively and the United States Department of Justice has indicted 14 soccer officials and sports marketing executives on a series of corruption charges. Since 2010, FIFA's own Ethics Committee has banned more than one dozen current and former members of the executive committee, either while in office or after they had left. FIFA said that Platini's bid would not be processed while he is banned, but he

could still stand if he wins an appeal. "Should such a ban be lifted or expire before the FIFA presidential election, the Ad-hoc Electoral Committee would decide, depending on the respective exact point in time, on how to proceed with the candidature concerned," said FIFA in a statement. As an alternative European candidate, UEFA's general secretary Infantino announced he would stand on Monday. Champagne is a former French diplomat who held various posts at FIFA between 1999 and 2010, but is a critic of UEFA. head of the Liberian Football Association. Prince Ali is a former FIFA executive committee member and Sheikh Salman is head of the Asian Football Confederation (AFC). Nakhid had announced that he would stand and on Monday took part in at the Play the Game sports conference in Denmark, along with Champagne, as a FIFA presidential candidate. FIFA said that one of the five declarations of support for Nakhid was provided by a football association which had also declared support for another candidate. "The electoral committee decided not to consider Mr Nakhid's application as it did not fulfil the required five declarations of support." said a statement.
