Nepal gets respite as cargo trucks enter from India KATHMANDU, OCTOBER 4 (PTI): Over 100 trucks carrying essential goods and petroleum products on Sunday entered Nepal from India bringing some respite to the country grappling with shortage of fuel and other commodities due to the blockade of key trade points with India by protesters opposing new Constitution. Several freight trucks, including some fuel tankers, which were stranded on the Indian side for over 11 days, entered the Nepali side through different border check-points. Hundreds of trucks with shipments including medicine, gasoline and cooking fuel had been stranded at the border citing security concerns due to the ongoing Madhes agitation against the new Constitution. Over 50 trucks on Sunday entered Nepal from Bhairahawa- Sunauli check point while dozens of trucks, including fuel tankers, entered the country from Biratnagar-Jogbani trading point. However, obstruction continued in Raxaul-Birjung check point, the major entry point between Nepal and India, officials said. The blockade at the Nepal-India border had made life harder for the people in Kathmandu and other major cities as five major check-points were closed for the last 11 days due to the protests. India has dismissed suggestions that it has imposed any embargo against the supplies to Nepal and has maintained that the obstruction was due to protest and unrest in that country as Indian companies and transporters fear for their safety and security. Meanwhile, Indian Ambassador to Nepal Ranjit Rae today paid a courtesy call to Prime Minister Sushil Koirala and discussed the issues relating to resumption of supply of fuel to Nepal, according to Nepalese officials. In the meeting, Ambassador Rae had assured him about easing the supply situation from Sunday, according to state-run Nepal Television.

DIMAPUR, OCTOBER 4 (MExN): Serious allegation of misuse and diversion of funds meant for the revival of Nagaland Pulp & Paper Company Ltd (NPCCL), or the Tuli Paper Mill, has emerged. Tuli Area Joint Council Forum (TAJCF) on Sunday alleged that Hindustan Paper Corporation Ltd (HPC) has diverted funds sanctioned by the Centre without the knowledge of NPCCL and Nagaland state government. In this connection, a joint council meeting between Tuli Area Joint Council and office bearers of the Workers Union, NPCCL was held in October 2 in the presence of one Chubatangit, a social activist, to discuss the mismanagement and misuse of fund meant for rehabilitation of the paper mill. At the meeting, the joint council forum noted that there were serious lapses on the utilization of the funds that were sanctioned by the centre to HPC for revival of NPCCL. It entrusted Chubatangit to en-
quire and investigate all matters relating to the rehabilitation process of NPCCL through Right To Information (RTI) or any other means so as to bring to justice in the event of any irregularities in the affairs of the said company. A press statement issued by the joint council recalled that the Ministry of Heavy Industry & Public Enterprises, Government of India (GoI) had released amount of Rs. 54.50 crore (fifty four crore and sixty lakhs) to HPC on September 17, 2007. Again, on September 19, 2013, an amount of Rs. 100 crore (one hundred crore) was released. Till August 2015, only Rs. 40 crore was utilized by NPCC reportedly for various and on site construction works. Speaking to The Morung Express, Chubatangit alleged that judging by the stage of work done at the paper mill, there was “gross misuse” of the initial Rs. 54.50 crore released for the mill’s rehabilitation in 2007. Further, from the Rs. 100 crore released in 2013 by the centre, the social activist alleged that Rs. 60 crore has been diverted for another paper mill somewhere in Assam, adding that the State government seems unaware of such developments.
The forum meanwhile, also observed that HPC is to follow in letter and spirit the central ministry directive on the implementation of the revival plan of NPCCL, which the company was obviously not adhering to. It pointed out that the concerned company should furnish per-receipted bill to the ministry for payment of the amount to be drawn against the sanction. No funds should be diverted under any circumstances for which the HPC, and Company Managing Director (CMD) would be held responsible. CMD, HPC shall be held responsible for proper utilization of the funds sanctioned and for compliance with provision of the Companies Act. However, it was alleged that HPC was not complying with the directives of the ministry. To get concrete details on the scheme of things, Chubatangit informed that an RTI would be filed accordingly. It may be recalled that NPPC, a joint venture between HPC and Nagaland government was established in 1971, primarily to exploit the abundant bamboo resources in the state of Nagaland and for regional development.
DIMAPUR, OCTOBER 4 (MExN): NSCN (K) on Sunday stated that the ban imposed on its group by the Government of India (GoI) and re-imposition of redundant ‘British’ Armed Forces (Special Powers) Acts (AFSPA) in Naga country proved that “Nagas are not Indians and India is a foreign power desperate to prolong her illegitimate political hegemony over the Nagas through sheer military might.” Describing India’s democracy a “sham and her claim as world’s biggest democracy a disgrace which desecrate the land of the birth of Gandhi,” a press statement from MIP, NSCN/GPRN said “India’s consistent armed violence/bloodshed and her government sponsored terrorism in Nagaland for more than six decades speaks volumes of India’s political immaturity and diplomatic fiasco.” “India’s Neo-Nazism and Neo-Fascism being enforced upon the Nagas without impunity cannot be contested for instance India venerates cow and proscribes cow slaughter in all the Hindu mainland but devalues human lives and condones slaughter of innocent and non-combatant Naga men, women, children and civilians indiscriminately,” the statement read. The NSCN (K) alleged that the Indian Army was replicating the manner in which Jews were stripped of humanity in Nazi concentration camps and consigned to painful death without trail or randomly executed during World War II by Hitler in Nagaland. “Thousands of Nagas have perished in India’s mass concentration camps and thousands more have died an ignoble death post concentration camps due to torture and injuries inflicted by Indian Army and thousands more have vanished in Indian Army custody without trial or trace. Thousands were herded like cattle and without food or shelter made to suffer indignity and inhuman conditions,” it recalled. The NSCN (K) claimed that during the last six months of ceasefire abrogation, more than 30 Nagas have already been killed and injured including innocent students, civilian women and children and unarmed NSCN members in noncombat situation as a result of intensified militarism by Indian Army backed by the inhuman AFSPA. “Yet the Indian army casually claim the killings of Nagas as “neutralization” as if the Nagas are non human beings but mere machines and toys,” it stated. Further, the NSCN (K) said more than 50 Nagas are being held in confinement without access to judiciary, lawyers or me-

Iron nails and broken glasses are strewn on the floor and victims are forced to walk upon barefoot. Every day the victims are mercilessly beaten black and blue with rifle butt, gun barrel, firewood etc. blindfolded.” When these ordeals gets over, the victims are again injected painkiller drugs, forces to sign non harassment bond and finally handed over to Nagaland police with every conceivable non-bailable sections filed against the victim and the police are even warned to extend non leniency,” the NSCN (K) alleged. It said the excessive use of illegal non conventional (Geneva Conventions on the treatment of prisoners of wars) and extra constitutional terror technique to suppress Naga liberation struggle tells an entirely different tale and the world can no longer be fooled. The NSCN (K) also termed India’s lobby to gain permanent seat in UN Security Council ‘ironic and controversial.’ “The so claimed democratic India that uses her own Army as terror implements to suppress the ethnic Naga Independence struggle can never claim an honourable place amongst the peaceful and prosperous community of nations,” it said. “Sooner or later, forceful occupation of Nagaland will become India’s self-made manifest contradictory to her own grand schemes of becoming regional and global super power.”

DIMAPUR, OCTOBER 4 (MExN): A 26 year-old Naga woman from Nagaland has gone missing from the Mahavir Enclave locality of South West Delhi. The area falls under Dadri Police Station. According to a post uploaded by the Delhi Police in the Facebook page ‘Delhi Police For North East Folks’, the girl, identified as Aboli Wotsa, has been missing for the past few days. The post did not specify on which date the woman went missing only stating that she had gone out with her livein boyfriend known as Kingsley, a Nige-
rian. She has not been seen since, her whereabouts unknown. The post further stated that the house where she stayed was found locked, while her phoned has remained switched off. Development possible only with good road connectivity: Governor DIMAPUR, OCTOBER 4 (MExN): Nagaland & Assam Governor, PB Acharya on Sunday articulated that the focus of North East and Nagaland in particular should be mainly on infrastructure, electricity, education and trade. Acharya , however, pointed out that development is possible only when there is good road connectivity. He stated this in the back drop of his meeting with Union Minister of External Affairs, Sushma Swaraj on October 6 in Delhi along with the Governors of other North East states. The North East governors will be briefed on the Government of India’s (GoI) ‘Act East Policy’ in the line of Look East Policy. The meeting is a follow up to the Governors’ Conference held in the month of February this year and 64th NEC meeting held in April. With Nagaland standing in support of the Act East Policy, Acharya said the opportunity should not be allowed to be frittered away, for which, peace was a requisite. The Governor will also be meeting Chief Minister, Delhi, Arvind Kejriwal and
discuss the Delhi Government’s proposal of setting up of a cell for North East people in Delhi. In this connection, Acharya has requested the Resident Commissioners of both Nagaland and Assam to prepare a thorough list of VIPs, sportsmen, musicians, literary people as well as students of North East for an interaction in order to acquire a better understanding of the culture of North East people living in Delhi. Accordingly, Acharya will be meeting Naga representatives on October 5 at Assam Bhavan, New Delhi, the press statement informed, adding Commissioner & Secretary to the Governor, Sanjay Kumar, is already in Delhi to help with the arrangements. It may be mentioned that the present government at the Centre under the leadership of Prime Minister Narendra Modi used the latest ASEAN summit in Myanmar to unveil India’s new Act East Policy and convince his South East Asian counterparts that his government is serious about boosting ties with the region.

The third Dr. UA Shimray Memorial Lecture—Remembering UA Shimray—was held at the Mini Secretariat hall in Ukhrul town on Saturday, October 3. A lecture on the theme, ‘Migration, Land and Gender,’ was delivered by Dr. Dolly Kikon. Dr. Kikon’s paper charted Yanbeni’s story in a Naga village with abandoned oil wells along the militarised foothills between Assam and Nagaland. She charted the life of Yanbeni through the establishment of rubber plantations in the village to the exploration of oil and coal. By way of a simple and strong narration, Dr. Kikon explored how coal and oil emerged as symbols of power, transforming the lives of the indigenous peoples who inhabit these zones, as also the emerging gender relations through the carbon soot. Her research, conducted between 2007-2011 in the foothill border between Assam and Nagaland, also focused on how people in this region participate in trade and labour, linking the indigenous story of migration and land. Dr. Dolly Kikon is a political and legal anthropologist with a doctoral degree from the Department of Anthropology, Stanford University. Currently, she is a Rijksbankens Jubileumsfond fellow at the Department of Anthropology, Stockholm University. Her paper—supplemented with powerful images—flowed from the above stories into the experience of people who migrate from the North East region to other parts of the Indian sub-continent for work, particularly

in the hospitality sector. Following workers from their grooming stage in Dimapur to their workplace in five star hotels of Mumbai, Dr. Kikon narrated the story of migrants working in a globalised set up with minimal hours of rest and congregation. The paper presentation was followed by a panel discussion on the subject chaired by Kekhrie Yhome. Panellists included Nandini Thokchom (Indigenous Perspectives), Dr. Homen Thangjam (Assistant Professor, Political Science, Imphal), Chonchurinmayo Luithui (NPMHR) and Dr. Xonzoi (Sanjay) Barbora (TISS, Guwahati). Rapporteurs for the day were Ramananda Wangkheirakpam (Indigenous Perspectives) and Aya A Shimray (Educationist). Dr. Ungshungmi A Shimray (1971-2009) was a highly loved and admired intellectual. He worked on
a range of issues critical to people’s lives, focussing especially on the linkages between land rights and the political existence of peoples. The memorial lectures in his honour are organised through the collaboration of friends and family, this time hosted by the Tangkhul Katamnao Saklong (TKS- Tangkhul Students’ Union). A welcome address was delivered by TKS general secretary, Leiyolan Vashum. The memorial lecture saw a short video on the life of Dr. UA Shimray, followed by a word by his family. D. Dangmei, CEO, ADC, Ukhrul, gave a perspective on land policies, particularly in the light of the three bills passed by the Government of Manipur. Country and folk singer Theithei Luithui presented a warrior’s song of love written by her that pulled the audience into a mournful longing.

Survival Nagaland asks district admin to investigate Talukdar’s documents

Dimapur, OctOber 4 (mexN): Survival Nagaland today appealed to the Dimapur district administration to thoroughly investigate and authenticate Md. Inzamul Hoque Talukdar’s non-Naga indigenous inhabitant certificate and permanent residential certificate, which were issued from Deputy Commissioner’s Office, Dimapur in 2012. Talukdar had recently filed a petition in the Guwahati High Court for being denied Nagaland State reserved seat for MBBS/ BDS for the academic session 2015-16. A press release from Media Cell, Survival Nagaland (SN) affirmed that the nature of the document of Talukdar is under suspicion
and it had been issued not observing the procedure of the laid down norms and rules of the State Government order. SN demanded the authority to nullify the document of Talukdar and book him at the earliest. With regard to Talukdar’s claim of his antecedents’ identity under 1963 electoral roll, under SL. NO 856-Du 3 regd, SN expressed skepticism and belief that Talukdar had forged his indigenous identity by producing fake document to procure all the relevant documents from the local authority and DC office. It further expressed shock and questioned how a Hoque Talukdar can claim to be descendant of Nasier Ali and Sajjad Ali as
per the electoral record. It also questioned why both the father and son applied for the document only in the month of May 2012 and not earlier. It requested the authority to thoroughly investigate the claim made by Talukdar about his antecedents’ identity from the 1963 electoral record. Meanwhile, the movement appealed to the district administration to investigate the issuing of NOC or PRC to Talukdar by a local head without following the formalities and disrespecting the government order and notification. SN warned that it won't remain a mute spectator anymore when the future of the Nagas is being sold by some irregular local authority.
SN appealed to both the DUCCF and DDGBA to refrain from playing the “egoistic blame game as it is not the time to criticize or find fault with each other on their misconduct, but a time to give positive opinion and views on how to defeat the parasites that is threatening the Nagas survival.” It urged the two bodies to maintain serenity among them and focus more on the burning issue. “We Nagas, instead of staying focused on the issue, Nagas tends to get diverted from the main issue on many occasion because of its pity attitude and ego problem resulting with more division and fighting among the Nagas,” it added.
As part of Swachh Bharat Mission (SBM), a nationwide sanitation campaign was launched in Phek town on Saturday. Organised by PHED Phek division in accordance with the directives of the Ministry of Drinking Water & Sanitation, GoI, the gathering vowed to vigorously involve in cleanliness drive to accomplish a healthy society. “We need to keep our surroundings clean. We need to keep our environment clean. We need everything neat and clean,” asserted Phek deputy commissioner Murohu Chotso while launching the campaign at SIRD Hall. Terming the public place as ‘sacred’, he called upon the people to protect and keep it neat and clean. He also urged the public to avoid random disposal of waste. Chotso was optimistic the SBM will go a long way in building a hygienic society, and also help increase the life span of the people from 70-80 to 80-90. He was also hopeful that the Mission will also improve the living standard of the rural people. Er. T. move forward, to garner the benefits of other aspects of environmental cleanliness, and use the present momentum to achieve important milestone in a sanitation drive to holistic clean environment in every village,” he said. Er. Imtiakum said sanitation is keeping oneself clean, surroundings clean, safely disposing off human excreta so that one can live a healthy life. “Sanitation is the foundation for health, dignity and development.” He regretted that lack of adequate sanitation has been a challenge in rural areas. “Despite its importance, sanitation is often neglected by people, either out of ignorance or lack of civic sense, proper awareness and education has to be given to every section of the people from young to old.” In Nagaland, he said, some still rear animals near
their house, which not only directly affects their health but also the surrounding, emitting foul smell and attracting various kinds of flies and insects. “Rearing of animals near home can directly affect young children, as they are more prone to having diseases and sickness. This can result in life threatening diseases, as children are mostly affected by unhygienic way of living,” he stated. Er. Imtiakum maintained that construction of proper toilet give privacy, safety for women folk, children and helps in maintaining conducive environment. “Every village council can and should resolve that every household should have their own toilet and a strong resolution or imposition of fine should be adopted in every village of our state so that no open
defecation will be allowed at any cost,” he viewed. SBM brand ambassador Nagaland, Vizopal Chaya, Phek district in-charge, said the Swachh Bharat Mission aims to achieve Clean India by October 2, 2019 in commemoration of the 150th birth anniversary of Mahatma Gandhi. “Towards this end, every citizen of the country is expected to work at least 2 hours in a week giving a total of 100 hours in a year for the cleanliness of the country.” He further urged to join hands together to achieve the goal to keep the environment clean and build a healthy society. Royal Foundation School, Phek town performed skit on sanitation. The programme was also marked by screening of videos, administration of pledge and concluded with sanitation rally.

Fakim Wildlife Sanctuary imparts wildlife conservation awareness

Kiphire, OctOber 4 (mexN): Fakim Wildlife Sanctuary in Pungro subdivision of Kiphire district organised forest and wildlife conservation awareness cum sports material distribution programme at Thanamir village. The programme was an outcome of joint meeting of three villages surrounding the sanctuary, namely Fakim, Thanamir and Vongtsuvong, where it was learnt that due to lack of means of recreation, villagers are resorting to extreme measures of entertainment like hunting and drugs, a press release informed.
Meanwhile, Wildlife Week (October 1 to 7) was celebrated from September 30 - October 1 at Fakim Village with 120 participants from Eco Clubs, youths, women, churches and village councils in the area. The event emphasised on cultivating ecological hobbies among the village youth through Eco Club for recreation and direct contribution in conservation. Kiphire Wildlife Division has supported two new youth Eco Clubs in Vontsuvong and Thanamir and provided necessary materials like camera, binocular, telescope, field gadgets, uniform,
stationery, etc. Programme began with prayer by Ningtsuki, pastor, Fakim Baptist Church. Tsangmule, GB, Fakim welcomed all the guest and participants. Background of programme was given by Kamdi Hemant Bhaskar, IFS, Wildlife Warden, Kiphire, who said the next phase would be of livelihood generation with the help from other departments. Experience and expectations from past and present environmental celebration with the departments were shared by participants. The Eco Clubs thanked the Division for sup-
porting in a time when they were running out of resources. Chonpenthung Ezung, EAC Khongsa challenged the community to bring back the ‘Lost Glory of Nagaland – Hornbills’. Chief Guest of the programme, Temjenyabang Jamir, IFS, Conservator of Forests (Publicity and Planning) pointed out that Kiphire district is known by Fakim-Saramati. The area is identity and mirror of Kiphire and should reflect the model of conservation to the rest of the state, he added. Nuklu Phom, Executive Secretary, Phom Baptist Chris-

Like last year, participants had plenty of Bhutan Glory butterfly sighting. It is one of the rarest butterflies in India. Fakim Wildlife Sanctuary, home to most peculiar geography and biodiversity belonging to Indo-Burma Biodiversity Hotspot, is located in very dense virgin forest at the base of the Mount Saramati (3657.6 m msl), the highest peak in Nagaland.

mON, OctOber 4 (mexN): Deputy Commissioner of Mon has called upon the churches to own responsibility and take the lead to transform the lives of the drug addicts through their spiritual healings and sermons. W Honje Konyak was addressing as a Special Guest at the opening programme of Deaddiction Camp 2015 organized by the Mon Users’ Network at APMC Campus, Mon on October 3. Referring to the rapid rise of opium and other drugs addicts in the district, he said, “If the churches fail to focus on the addicts and the fallen people at the appropriate time then we may have no congregation in the future.” The DC also lamented that social, economic and other infrastructure development are lagging behind in the district, while “anti social elements” like drug addicts are increasing rapidly and the people are totally confused to find solution to the problems. He congratulated the
Mon Users’ Network for the initiative and finding the resources for the camp and giving hope and bringing solution to the problems. Asserting that drug addiction has become one of the major problems for the family, community and business sector, Honje said most of the theft issues reported are related to drug addicts. He was optimistic that with the intervention of the churches and the civil societies, the camp will continue and become a spiritual healing center. He also challenged the Mon Users’ Network not to turn back but to move forward. Speaking on behalf of the medical department, Dr. Chenjei pointed out although everyone says drug addiction is bad, none came up to rescue the addicts except Mon Users’ Network. Briefing on the basic idea and use of medical therapy for the camp, he said it’s a short term program which may not be adequate as per the standard of the actual de-ad-

7-year-old girl sold off by father in Arunachal, rescued in raid
ItANAGAr, OctOber 4 (ptI): A 7-year-old girl, allegedly sold off by his father in remote Kurung Kumey district of Arunachal Pradesh a month ago, was rescued during a raid which also netted three accused of a girl trafficking racket. A police officer said today that Lokam Yakti, the child from Tarla village, was allegedly sold by her father Lokam Tagi on September 3 last to one Gangte Tado of Leel Village of the district for a sum of Rs 30,000. Tado along with his brother Gangte Taniang later sold the minor to one Gangte Togbe, a differently abled person for an amount of Rs 1.5 lakh, the officer said. Police came to know about the developments after they were on the missing child's trail following an FIR by her uncle Lokam Nai on October 2 at Itanagar Women Police Station that the family had information about the child confined at the residence of one Hillang Takio at Koloriang. A team, led by Itanagar P.S Sub-Inspector N Angu on the same day arrested all three involved - including the father Lokam - with the help of the OC from Naharlagun, the officer said. The girl is now in safe custody of her uncle, she said. Prominent NGO of the area, Lokam Welfare Society (LWS) has congratulated the police for taking prompt action and saving the child from human traffickers and arresting the accused.

"The party's executive body in the state has passed the resolution to expel nine existing Congress MLAs for their dissidence and anti-party activities. We

AGArtAlA, OctOber 4 (tNN): Telecom connectivity in Tripura and neighbourig Mizoram has suffered a serious jolt in the past one week following repeated disruptions at the Internet gateway in Kolkata. The additional general manager of BSNL, looking after internet related issues of the northeast, Edwinson Swer admitted that there was connectivity problems and said the cables at Kolkata were cut because of road expansion. "At least seven out of 10 circuit disorders were reported which affected the entire northeast. We are managing the net services via Siliguri-Chennai route bypassing Kolkata. But, we are not getting the adequate speed for internet. Until the proposed third internet gateway at Agartala-Cox's Bazar is opened, it is difficult to sustain the assured service in the region," Swer added. He, however, pointed out that the matter of connectivity disruption both in mobile network and internet has been reported to ministry of telecommunication. And shortly, the authorities concerned would soon upgrade the telecom-infrastructure in the northeast for better connectivity. "We are waiting for equipment for establishing Agartala-Cox's Bazar internet gateway. Procurement order is issued and it is expected to be opened by January next year," he added. Poor internet connectivity of BSNL, led to disruption in banking services, online payment of utilities and other customer services in all three NE states — Tripura, Mizoram and Meghalaya — for the past one week. The BSNL authorities blamed interruption in the main medium of communication maintained by Power Grid Corporation of India Ltd in Tripura, which ultimately affected all the internet service providers in the state. A top BSNL official, not wanted to be quoted, said the ministry of telecommunication was also not interested to upgrade the quality of services in Mizoram and Meghalaya besides, Tripura.

In May, a two-day meeting of the Power Secretaries of India and Bangladesh in Dhaka reviewed the progress on the neighbour's move for import of additional 600 MW power, of which 100 MW would go from Tripura's Palatana power project starting next December, while 500 MW was expected to reach in December 2017. NTPC had synchronised the first 250 MW unit of the Bongaigaon project in Assam on June 22 this
year, marking the beginning of the company's operations in North-East India. The unit is expected to be commercialised in December this year. The Maharatna company is setting up three units of 250 MW each at the coalbased project, which is being executed by PSU firm BHEL. The entire 750 MW project was scheduled to be completed by 2012, but got delayed till 2016 due to various social disturbances, law and order issues and bad weather conditions. NTPC had received investment approval for the project in January 2008 and the main plant award was placed within one month. All the three units were scheduled for commissioning during the 11th
Plan period. The Unit 1 and Unit 2 boiler hydro tests were done in January 2011 and April 2012 respectively. At the time of starting the construction, the cost of the project was estimated to be Rs 4,720 crore. The fuel for the plant will be sourced from the mines in Margherita area in Assam under North-Eastern Coal Fields Ltd (NECL) and Raniganj coal sources in West Bengal under Eastern Coal Fields Ltd (ECL). Once the project is completed, it will become the highest rated coal-based power plant in North-East India. It is expected that once the entire project is commissioned, it will go a long way in mitigating the power shortage of the region.

Government to soon make PAN must for cash spending beyond a limit New Delhi, OctOber 4 (Pti): To check generation of domestic black money, the government will soon make it mandatory to furnish PAN card details for cash transactions beyond a certain threshold, Finance Minister Arun Jaitley said on Sunday. “The government is at an advanced stage in considering the requirement of furnishing PAN card details if cash transactions beyond a certain limit are undertaken,” Jaitley said in a Facebook post. He said the monitoring regime of the income tax department has been strengthened and its capacity to access information and apply technology driven analytical tools to expose evasion, has been enhanced. “Its ability to detect large cash withdrawals, or large cash transactions which enter the system, is being strengthened. GST regime once introduced will also be a landmark step in this direction.
Swiss to publish 1st list of dormant assets in Dec Zurich, OctOber 4 (Pti): Having started making public the names of Indians and other foreigners with bank accounts that are under scanner, Switzerland will now publish in December a list of accounts that have remained unclaimed for 60 years. This would be the first time that such a list would be made public by Switzerland, where banks have long been known for keeping top-secret all details of the account holders but the veil of secrecy has begun to come off in recent years. The list would be published by the Swiss Banking Ombudsman after compiling information from all Switzerland- based banks about the long-dormant accounts in the name of foreigners including those from India, while giving their lawful beneficiaries an opportunity to submit a claim. These would be accounts that have remained unclaimed since 1955 and the banks have failed to re-establish contact with the respective clients. However, these may not be necessarily the accounts with illicit wealth. According to Swiss Bankers Association (SBA), the apex body of all banks based in Switzerland, the details to be made public would include the last name, first name, date of birth, nationality and last known address of the account holder. The Swiss Banking Ombudsman said that a new banking law, which has come into force this year, has mandated that “assets over 500 Swiss franc that have been dormant for 50 years that is 60 years after the last contact have to be published. “Thus for commodities like gold where the initial purchase by the exporter is after the payment of custom duty, the subsequent transactions which are mostly in cash, can easily be found out,” Jaitley said. In 2015-16 Budget, the Finance Minister had proposed making quoting of
Permanent Account Number (PAN) mandatory for all sale and purchase of over Rs 1 lakh. “Quoting of PAN is being made mandatory for any purchase or sale exceeding the value of Rs 1 lakh. The third party reporting entities would be required to furnish information about
foreign currency sales and cross border transactions,” Jaitley had said. Thereafter, the government had received representations from various persons, including MPs, MLAs, trade and industry associations among others, against the proposed mandatory quoting of
PAN for sale or purchase in excess of Rs 1 lakh. Stressing that bulk of black money is still within India, Jaitley said there was a need to change the national attitude so that plastic currency becomes the norm and cash an exception and the government is working with various authorities to incentivise this change. Non-declarants of foreign assets to face consequences Meanwhile, hinting at stringent action against those who failed to disclose foreign black money under compliance window, Jaitley said they “now stand the risk” of information on them reaching the tax authorities while those who disclosed can “sleep well”. The Finance Minister blamed the “high taxation regime in the past” for encouraging tax evasion and said the present “government’s policy is rationalisation of tax structures, taxing at reasonable rates,
placing more money in the hands of small earners, encouraging and promoting the use of plastic money by all sections of society and creating deterrence against those who continue to use unaccounted money”. In a Facebook post, Jaitey also clarified that the previously assessed Rs 6,500 crore pertained to account holders in LGT Bank of Liechtenstein and HSBC Bank, Geneva, while declarations under the one-time compliance window by 638 persons totalled Rs 3,770 crore. The disclosure of this amount, a day after this window closed on September 30, had drawn derisive reaction from Congress, which raised question about the announcement made by Prime Minister Narendra Modi in his Independence Day address that the government’s efforts to unearth foreign black money led to people declaring Rs 6,500 crore worth overseas assets.

New YOrk, OctOber 4 (iaNS): Google has filed a patent application to use holograms on its eye-wearable device Google Glass that will improve the augmented reality experiences that allows computer-generated imagery (CGI) to interact with the real world. To make “smart” eyewear, allowing projected content to interact and react to the real-world behind it is the key. The new patent titled “Lightguide With Multiple In-Coupling Holograms For Head Wearable Display” details how Google can do this with augmented reality via holograms, TechCrunch reported. It describes how “with augmented reality, the viewer’s image of the world is augmented with an overlaying CGI, also referred to as a heads-up display”. The patent shows Google’s research into how it could merge its head mounted display technology with augmented reality. According to the report, a US-based startup Magic Leap can be roped in to make the holograms projected in Google Glass. Magic Leap has already filed several trademarks for upcoming augmented reality content. Despite its failure to hit the bull’s eye in its first run, Google is not ready to let its Glass project slide. According to reports, the company is now pursuing the project under a new name. The project has now been named Project Aura, though it is still being headed by Ivy Ross, who previously ran the Glass project, Wall Street Journal reported recently. The Project Aura team has been hiring engineers, software developers and project managers from Amazon.com’s hardware-focused research division Lab126.

New Delhi, OctOber 4 (iaNS): India and the 54 countries of Africa are expected to join forces at a mega summit later this month to form a united front to counter perceived Western bullying, notably by the US, over global trade negotiations ahead of an upcoming WTO ministerial meet to be held in Nairobi in December. Trade officials from India and Africa are already into negotiations ahead of the Third India-Africa Forum Summit (IAFS) being held here October 26-30, to firm up a joint front that will seek to protect the interests of developing countries in the face of Western pressure to succumb to laws seen as tailored to suit their interests. The 10th ministerial conference of the World Trade Organization (WTO), to be held in Nairobi on December 1518, is likely to see the developed world led by the US and the EU in a stand-off against developing countries led by India, China and others, over protecting their interests. chaNDigarh, OctOber 4 (iaNS): Truck operators here and in Punjab and Haryana on Sunday vowed to intensify their agitation from Monday as the government has failed to meet their demands such as scrapping the toll system. “The strike will start affecting life more in the coming days as shortfall of various items begins. The government has, so far, not shown any signs of accepting our demands. We will intensify our agitation from Monday,” truck operator Amrik Singh said. The strike called by the All India Motor Transport Congress (AIMTC) - which claims to represent owners of about 87 lakh trucks and 20 lakh buses and tempos - entered its fourth day on Sunday. Consequently, the supply of goods from other parts of the country has been hit, and prices of fruits, vegetables and other commodities were on a rise. The AIMTC is demanding scrapping of the toll system, claiming that toll barriers have become dens of corruption, harassment and extortion. The government has ruled out scrapping of toll. The truckers’ body is also demanding one-time payment of taxes besides simplification of Tax Deducted at Source.

Govt may link PPF returns to bank deposits, RBI’s rates New Delhi, OctOber 4 (tNN): The government may link interest rate on public provident funds ( PPF) and post office deposits to bank deposit rates or RBI’s repo rate and allow for quarterly or half-yearly reset in returns on small savings schemes. The move is part of the review launched by the finance ministry, which currently uses the returns on government securities to annually fix the rates for small savings schemes, a critical element of household savings in the country. The government is looking to lower interest rates on a large number of small savings schemes, while building in safeguards for senior citizens and the girl child, following a reduction in key policy rates by RBI. “Real interest rates are probably higher today. So, that needs a correction. In a high inflation regime, you had a certain interest structure for banks as well as the small savings schemes. But when inflation is down, interest rates naturally need a correction,” said economic affairs secretary Shaktikanta Das, adding that a final decision is yet to be taken. He said the finance ministry is internally looking at various options and it wanted the interest transmission to take place in the entire economy. “Whether to link it to g-secs or something else will have to be examined. There have been suggestions that it should be linked to the repo rate, it should be linked to the bank deposit rates,” Das told TOI in his first interview after taking over as economic affairs secretary. NEISSR commemorates foundation day CRBC’s 1st Octogenarian Fellowship held 13th Asia Soul Winners conference DimaPur, october 4 (mexN): North East Institute of Social Sciences & Research, (NEISSR) commemorated its second foundation day on October 2 with Khekiye K Sema (IAS Retd) as the chief guest and Most Rev. Dr. James Thoppil, Bishop of Kohima as the chairman. The Institute also commemorated Gandhi Jayanti and International Day of Non Violence. Khekiye lamented that many educational institutions have commercialized education; this commercialization is not alien to Nagaland, but is a very happening reality, which is sad. He drew a comparison between this commercialization in the urban areas and the harsh reality of desperateness experienced by rural population who are struggling to send their children to a quality school. Speaking to the parents and guardians present for the programme, he asked them to develop the value of respect for elders in their children. The premium level of bond shared between the parents and children necessitated by head hunting culture in the days of yore, the trust they shared among each other is absent in our present Naga families, he rued. He also requested NEISSR’s management body to cultivate close coordination among the students, parents and the teaching faculty. Interactive system be-

He also exhorted the students to be the change by getting involved in developing the rural villages, which actually are the true faces of the real Nagaland. Role of Naga Christian Mothers
O
f the many things highlighted in the media during Prime Minister Narendra Modi’s recent visit to the United States was the town hall session with Facebook CEO Mark Zuckerberg where Mr Modi broke down talking about his mother. The Indian Prime Minister, who is known for his confidence and positive energy was answering Mr Zuckerberg’s question on his mother’s role in his life. Mr Modi choked and spoke haltingly amid hushed silence about his mother’s sacrifices and the hardships she endured while raising him. Now readers may be wondering as to what this has to do with the role of Naga Christian mothers, the topic for today’s editorial. Well during this particular session with the Facebook CEO, Mr Modi actually went on to comment in general about the role of a mother. All of us are well aware that mothers are known for their love and sacrifice. They will bear all kinds of hardship for their children’s welfare. What was however striking about Mr Modi’s take on the role of a mother was his mention on the moral values that mother’s bring to bear in the upbringing of their children. A section of the media quoted Mr Modi as saying that “a mother will never want you to become something, she will think about how you will achieve that”. In other words what Mr Modi was saying was that mothers don’t worry a lot about what their children will ultimately become in life but rather the manner in which this is achieved is more important for mothers. In other words the ‘means to an end’ is more important than the proverb ‘ends justify the means’. As a Christian majority State, what has been the role of Christian mothers in Nagaland or in the larger Naga society? Do Naga Christian mothers believe in the former or latter ethos? Let us try and summarize on the philosophy behind the proverb ‘ends justify the means’. In the western tradition there is a tendency of claiming that the end entirely justifies the means – moral considerations cannot apply to the means except in relation to ends and as such the two are separate. Mahatma Gandhi, however, rejects the dichotomy between means and ends and goes to the other extreme and states that it is means, rather than ends, that provide the standard of morality. In Hind Swaraj Gandhi wrote that even great men who have been considered religious have committed grievous crimes through the mistaken belief that there is no moral connection or interdependence between the means and the end. Gandhi’s basic belief therefore was that in politics as in all spheres of human action we reap exactly what we sow. And isn’t this true in the context of our present society where there is so much of problems confronting the Nagas. Corruption in all its different manifestation and ingenuity is there for all to see. Large scale misuse of public fund, extortion, backdoor appointment, proxy teacher, land encroachment, poor workmanship in contract work, division and tribalism among us, factionalism etc are just some of the ills we have nurtured and built around us. With such a state of affairs, do we expect Nagaland to become good—both materially and spiritually? Can we merely blame only the leaders or government for this? How do back door appointments or having proxy teachers take place? Are mothers in the family unaware about such wrong doings taking place? Perhaps we need to reflect on the role of every Christian citizen, especially mothers, on where the failure lies and to help in rebuilding our land. All of us may not agree with Mr Modi’s politics or his religious ideology but what he said about a mother’s role in taking society in the right path is testimony itself for Naga Christian mothers to ponder upon and show the right way to our children and the fathers. If mothers can be a check on corruption and misdeed, a lot of things will improve in the larger system around us. God bless our mothers. Govts must cooperate in water 'hotspots' to prevent conflicts

overnments in water 'hotspots' need to scale up cooperation over shared water resources to avoid 'drastic' consequences such as international conflicts, the United Nations University (UNU) said on October 2. The importance of water cooperation in sub-Saharan Africa, Asia and the Middle East, where hundreds of millions of people depend on shared resources, is growing as climate change increasingly affects water availability, UNU said in a report. "Water challenges are going to increase as a result of climate change and increasing population, so cooperation remains critical," Zafar Adeel, director of the Institute for Water, Environment and Health (INWEH) at UNU, told the Thomson Reuters Foundation in a phone interview from Hamilton, Canada. More than half the world's population depends for drinking water on rivers that flow from the Himalayan glaciers, which are melting at an accelerating pace, the UNU-INWEH report on water cooperation said. Faster-melting glaciers cause increased flooding, dry spells are more unpredictable, and cooperation is vital between countries affected by these changes, the report said. Adeel said there would be "quite drastic" consequences if neighbouring countries did not cooperate more closely over shared water resources and give a higher priority to water issues in general. "Part of the problem is that many of the 'hotspots' don't even have agreements," Adeel said. Although more than 200 water treaties have been negotiated between countries over the past 50 years, there are no agreements on how to manage 60 percent of the world's 276 transboundary rivers, the report said. Adeel said he was optimistic about governments understanding it was better for all to cooperate over water rather than fight over it. "I think the political leadership and governments see the economic and political benefits in cooperation," he said. The new set of targets adopted by the United Nations last week, the Sustainable Development Goals, which include ending poverty, combating climate change and improving water management, offer a good starting point for future international negotiations, Adeel said. The U.N. climate summit in Paris, starting on Nov. 30, should make water a central point in a new deal to curb global warming because adaptation to climate change largely means adapting to worsening floods and droughts, Adeel said. "For the society, what really is important is what happens to our water," he said. "We must consider water as part of the whole climate change adaptation agenda."

The Tragic Death of Japan’s Pacifist Brand With its pacifist constitution (literally) beaten down into irrelevance, Japan is in the throes of an identity crisis
O
n a recent lazy Sunday, I strolled past Japan’s parliament and prime minister’s residence. It was eerily quiet. The barriers were still up, but looking more like souvenirs too heavy to carry. The protesters — who’d gathered by the thousands in the preceding weeks — had disappeared. It was as if some Japanese version of H.G. Wells’ The War of the Worlds had sent them scurrying for cover. The oblivious sun was shining after a tumultuous week of endless rainy weather. It began with a bang — a 5.4 magnitude earthquake in Tokyo Bay, in fact — on Saturday, September 12, and ended with a post-midnight whimper Saturday, September 19. That was when Japan turned its back on its greatest asset: peace and calm. In a debate marred by a physical brawl, Japan’s upper house advanced a measure that could permit the country to engage in offensive warfare under the guise of “collective defense” of its allies. How did we get here? You’d have to go back to last year. That’s when Prime Minister Shinzo Abe, the brand face of Japan, made it known that he was making good on an old threat to “update” Japan’s security laws — that is, to “reinterpret” Article 9, the famed “peace clause” of the Japanese constitution. Normally that would require an amendment to the constitution. But Abe couldn’t be bothered with the constitutional process. The public be damned was his attitude, which got a few people upset — including one man who self-immolated one Sunday last year as crowds filmed the gruesome scene with their smart phones. He survived. Another man died from self-immolation in November 2014. His body was discovered in Hibiya Park near the Kasumigaseki government district and Imperial Palace. It was reported that he’d left a suicide note directed at Abe in opposition to Japan’s proposed military law changes. Someone should have explained to these men that the Japanese government doesn’t care about their views. If it did, we would have to presume that this is a representative democracy — which it isn’t — or more accurately, that this parliamentary democracy serves the interests of the nation, which it doesn’t. The government here serves the interests of one dominant party that has all but ruled this nation since 1955, the year the United States — former war victor, seven-year occupier (1945-1952), and parent company — gave the teenager Japan the keys to the car. Those keys were handed over with an adult lecture on making sure that Japan would not be a fully democratic nation-state but would serve as a bulwark against Communism and the left. And that, kids, is how Japan’s ruling Liberal Democratic Party was born. (And it was sustained, subsequently, with generous allowance payments from the CIA throughout the Cold War.) That moniker — “Liberal Democratic Party” — is akin to other misnomers in politics that put “democratic” in their public advertising. “Democratic” just sounds better than “one-party state.” Ask any Japanese voter if the party has any threat to its sustainability. No, don’t ask, because Shinzo Abe just won reelection as LDP president. That all but assures he’ll

t was a routine Saturday morning. I was at home in Mumbai with my family. My mother was urging me to go to a travel-writing workshop. She knew I had a passionate interest in travel blogging - but even more, she knew I needed to get out of my room. But I couldn't. I couldn't get out of bed. My eyes were watering, my heart was pounding, and I was convinced the only way this would stop was if she stopped pushing me to leave the house. Eventually, I won. Or rather, my terrified mind won. I spent the day in bed. Outside, at a dining table conversation with my grandmother, my mother suddenly realised the problem wasn't what she was assuming it was: laziness, disinterest or a lack of will. She realised I needed help. For almost two months, my life had mirrored this particular Saturday. I was almost perpetually in a state of hiding, and neither of us quite knew why. When I finally went to get help, we put a name to the problem: I was suffering from an anxiety disorder. Clinical depression I had heard of, read about. Clinical anxiety? Not so much. I started treatment in earnest and finally, after months of living on the edge, I could see the light at the end of the tunnel. I was one of the lucky ones. My family understood, my friends helped, my circumstances allowed access to good medical services. But each time I mentioned the word anxiety to those outside my closest circle, people looked at me with bewilderment, even disdain. 'Everyone gets anxious', 'who needs a doctor for anxiety' and 'just do yoga, you'll be fine' was some of what I heard. Others blamed it on a wider problem with my generation 'so entitled and consumption-driven that we
remain prime minister for several more years, thereby sustaining his power and a false sense of established order. This in a country that just experienced a whole summer of protests, culminating in actual fisticuffs in its House of Councillors. As I was told a mere few months ago, the plan was always just to wait out the summer and be done with it. The former Axis power’s pacifist constitution is not unlike the constitutional pacifism of other former Axis powers like Italy and Germany. But Japan has been the most effective at branding itself with its “peaceful Japan, beautiful Japan” image, which is probably why so many workaday Japanese — including students from some of Tokyo’s most prestigious universities — found themselves carrying signs with Abe’s image morphed to look like Germany’s former war chancellor. The great worry here is that trouble is just around the bend with possibilities for lethal force and intervention. Put aside for a moment that China, which was devastated by imperial Japan and where resentment over wartime atrocities remains palpable, is upset about it. That’s to be expected. The majority of the Japanese people who opposed these changes — at least 56 percent of them, according to one poll — who maybe thought for a fleeting moment that there was such a thing as public opinion shaping policy, are having a national identity crisis. Their Self-Defense Forces have an untarnished non-lethal record, functioning more like the UN’s blue helmet do-gooder responders in humanitarian crises. When you think of global intervention in Japan, you think Madame Sadako Ogata, the famous former head of the UN High Commission for Refugees. There’s no post-World War II precedent in Japan for foreign intervention that employs boots on the ground whose owners may come home in body bags. This may explain why the week leading up to the vote was so surreal. The day before the new laws went into effect, I was at the United Nations University in Tokyo to celebrate the unveiling of the digital archives that celebrate what will be the 60th anniversary next year of
Japan’s membership in the United Nations. Imagine a nation that was a recipient of UNICEF aid into the 1950s becoming one of the UN’s most committed members, serving 10 times as a non-permanent member of the Security Council, with its 11th term to begin January 2016. The 88-years-young Dr. Ogata was among the honorees present, and I had a chance to converse with her about my book on Japan’s struggle to globalize. What I really wanted to ask her was how she felt about the new security laws that would forever alter Japan’s pacifist nation brand. Of course I didn’t ask, because the laws hadn’t yet been passed then, and I’ve learned that one generally doesn’t exchange political views in polite public society in Japan for risk of creating conflict. It’s a puzzle how Japan will now reconcile its 70year legacy of neutrality and pacifism with this “new normal” of possible foreign military intervention alongside its closest ally, the United States — which, under the Obama administration’s “pivot to Asia,” has cheered Japan’s re-militarization. Indeed, while the U.S.-based Japan shadow government welcomed this reinterpretation of Japan’s Peace Constitution, the U.S. public was unaware, and the U.S. media largely ignored the political twist. For those of use living inside Tokyo’s Inner Moat — Japan’s version of “inside the Beltway” — we are sure of one thing: The glass is more than half empty on Shinzo Abe’s political capital, but given the rigged system in place to shore up his power, the disconnect between nation and state will widen. The day’s sunshine led to a cooling sunset that signaled autumn. The following day, September 21st, marked “Respect for the Aged Day,” beginning a threeday holiday known as Silver Week — a nod to the silver hairs dotting this aging society. But there was no rest for those wary of what just happened to Japan in the most disrespectful and undemocratic manner. Whatever one thinks about updating Japan’s constitution vis-à-vis a rising China or other perceived global threats, the process of passing these laws under the cloak of night has been most damaging to the “Nice Japan” nation brand.

On hindsight, I realise this was what distinguished my anxiety from the usual. Stress, fear, worry, nervousness: these are universal human emotions. We experience them at different points in our life. They slow us down but we learn to cope; sometimes, they can even be a trigger that kickstarts the adrenaline and helps get things done. But when fear grips one in a way that walking away from the opportunity of a lifetime feels safer than taking it on, the writing is on the wall.

Today, after three years and an ongoing battle with anxiety, he has returned to the court. And he's insistent we talk about anxiety. Anxiety disorders come in different forms Like depression, anxiety has multiple forms. Generalised Anxiety Disorder typically involves nearconstant feelings of worry, anxiousness and fear over the course of six months. Panic attacks, on the other hand, can be episodic; sudden, gripping feelings of fear and helplessness that can last several minutes and are accompanied by physical symptoms including a pounding heart, breathing difficulty, a constriction of the chest, numbness, sweating or a host of similar symptoms. Not everyone who experiences panic attacks has an anxiety disorder but they can often go hand in hand. There's also Social Anxiety Disorder, which involves a disproportionate amount of anxiety in everyday social

We need to talk about anxiety In 2012, American tennis player Mardy Fish was getting ready to play his fourth round match in the US Open against Roger Federer. It was arguably the biggest match of his career. A voice started small in his head, kept growing bigger, and told him not to step out to play against Rog-
situations and in dealing with people. There are subsets - and other types of anxiety-related disorders, including the fairly common obsessive compulsive disorder. Common to all? The fact that they are a medical condition that is outside the patient's control. It's commoner than most of us realise Often termed a symptom or subset of depression or other mental illnesses, many don't recognise anxiety as a disorder in itself. In fact, a 2010 paper by J K Trivedi and Pawan Kumar Gupta that offers an overview of Indian research in anxiety disorders concludes by saying that most studies carried out in the country neglect anxiety disorders. Indian research often focuses only on psychotic disorders, not common mental disorders. The problem with that? Anxiety, a tangible, treatable medical condition doesn't get the attention it deserves, and those that suffer it have nowhere to turn. We spend less than 1% of our GDP on mental health when by 2020, it is projected that 20% of the population may have some of sort of mental illness. In fact, the 2010 Trivedi-Gupta paper indicates that all studies carried out to understand the prevalence of mental illnesses in society generally underestimate it. In October 2014, when Dr Harsh Vardhan, the then Union Minister for Health announced the first 'Mental Health Action Plan 365', he cited a World Health Organisation report that states that India has only about 3500 psychiatrists. That's 3,500 psychiatrists for 1.3 billion people. As with other mental illnesses, 'society' doesn't help. At the crux of a larger stigmatising of mental illness - including anxiety - is an obsession with the idea of strength. It's an irony that nothing takes more strength than accepting one may need help.

or some people in corporate India, this year Saint Nicholas (aka Santa Claus) arrived on 29th September - a few months ahead of time. The only difference was that this time around he was dressed up nattily as RaghuramRajan, the Governor of India’s Central Bank. Rajan carried only one gift and that was the reduction in repo rate by 50 (0.5 percentage points) basis points to 6.75%. According to some this was enough compensation for the highly leveraged corporate sector in the country. The repo rate is the rate at which the RBI lends to the other banks in the country in return for government treasury bills and other assets that they hold in the balance sheet. Most analysts expected a reduction in repo rate of 25 basis points. The magnitude of the shift has taken the financial commentators from all over the world by surprise. The reasons that the RBI enumerated for the reduction in interest rates are the downward revision in global growth projections, slower growth in region, slower growth in international trade, low fuel prices and low expectations about domestic inflation. The RBI reduced its global growth projections from 3.5% mentioned in the monetary policy statement mentioned in April this year to 3.3% now. On top of this reduction in growth forecasts is the reduction in inflation that the RBI has come to expect. The inflation is expected to fall in the medium term inspite of a deficit of 14% in the rainfall as of now in India. The latter has resulted in updating the inflation expectations to 10.5% for the quarter beginning October and to 10.3% one year hence. India has already moved to an inflation-targeting framework. The over-riding aim of monetary policy of the RBI is therefore to keep inflation below 6% and its policies are aimed at ensuring that inflation is brought down drastically. All policy variables including interest rates will therefore be targeted towards ensuring that inflation is kept at a given level.

Interest rate reduction may not be helpful to pep up demand if the reductions are not transmitted to the households/businesses. This lack of transmission has been recognised by the Governor Mr. Rajan, said that, the RBI would work closely with the government to work out the mechanisms to ensure that the repo rates reductions are passed on ultimately to the borrowers. One reason for poor transmission is the fact that more deposits form more than 75% of banks’ assets. Thus the banks do not want borrow from the market, where the repo rates would play a great role in fixing the interest rate. The quantum of non-performing assets totalled more than 2.6lakh crores in May 2015in the banks impacts the degree to which there is pass-through. The Public Sector Banks that constitute more than 75% of the banking assets in the country, the fact that they constitute 4.5% of the GDP is a source of worry. If the NPAs are very high then the banks would notlend their money to potential borrowers because they think that the borrowers will end up not repaying the loan/principal. Research has also shown that any change in interest rates has an impact on the final levels of borrowing and lending in an asymmetric way. really liked. Another channel is that the reductions in interest rates lead to bond prices falling. The only asset that is worthy of purchase in such a scenario are the shares during that time. Therefore the share prices increase leading to possible wealth effects leading to more consumption in the economy. The Sensex and the forex markets have been rallying with the Sensex alone showing an increase of 162 points on the day of the release of the monetary policy statement. The ultimate idea behind reduction in interest rates as mentioned by Mr. Rajan is the expectation that this step will lead to decrease in the costs of borrowing, leading to increase in investment. Researchers looking at more than 60 years of data in the US have found that the regulations on the economy, the taxes that the companies have to pay and the immediate possibility of earning more profits. Lower interest rates will allow the firms greater leeway in pursuing newer opportunities for investment. However, they seem to matter less than the previous profits earned by the companies and the immediate anticipation of the profitability of the enterprise as determinants of investment. Coming to the degree to which reduced rates would impact profitability of the corporate sector in India, research done for the RBI has shown that depreciation of the rupee has a significant negative impact on corporate profitability and of a higher degree than interest rates in the economy. If profitability is not enhanced because of reduced interest rates then the industries may not end up investing more at a reduced interest rate.
The RBI Governor also mentioned in his monetary policy statement the highly indebted (leveraged) nature of corporates in India. The highly leveraged corporate world is therefore unwilling to invest in the economy as they were bothered about their bottom lines. As an aside the low level of interest rates is not India specific. The increase has been seen all over the emerging market countries. Research from the IMF has shown that the increased leverage position in corporates in the emerging markets is the result of low interest rates globally. Between 2003 and 2017 corporate debt in India showed an increase of 14% of GDP. In such a scenario and in the context of a slowdown in the growth rate of international trade the only fiscally prudent solution is to incentivize corporate investment to pick up momentum. Hence, the RBI’s focus on the interest rates. Front loading The reasons for the RBI Governor’s move to‘front-loading’ the interest rate cut are manifold. The main consideration could have been the unwillingness of the US’s Federal Reserve System from increasing the Federal Funds Rate. At the same time, the Chairman of the Fed also indicated that she was not averse to increasing the interest rates by the end of the calendar year. With low commodity prices, low oil prices and the prospect of a slow-down occurring in China, the decision of the Fed to frontload the economy may end up being a successful experiment. Close on the heels of the monetary policy statement, a slew of banks, State Bank of India, Andhra bank, Bank of India and Axis Bank reduced their lending rate between25 50 basis points. The expectation is that home loans and consumer auto loans will get cheaper inducing people to buy more commodities increasing aggregate demand and maintain a steady level of economic growth. Meanwhile we should watch with bated breath how long the interest rate cut will take to percolate down to the consumers. (The author is an IAS officer of Nagaland cadre. Some of those who voted YES had this to say: • Yes, Even though Nagas are being described as lazy, laidback, selfish, greedy, tribalistic and arrogant, one aspect which has remained inherent in almost all of us has been our tolerant and accommodative nature. This can be seen in our tolerance for others’ religion and faith. I do believe Nagas precisely practise what is mentioned under Article 25, and along with that Article 19 of the Indian Constitution. If one observes the religious tolerance in other Indian states, it is no doubt the north-east states are far more tolerant. Of course, dissent will be there among certain sections of Nagas too since it’s not a Utopian society, but in this aspect, I’m pretty proud of my people. The only caution being not to become too comfortable and let others take advantage of our tolerant nature. • Yes. nagas give freedom to choose our faith for now. • Yes. Nagaland and its people, as mature Christians, must be appreciated for religious tolerance. We respect the places of worship of other religions. We respect their religious festivals. President Xi, this is how you can win the Nobel peace prize

fter a summer full of bad economic news, Chinese president Xi Jinping enjoyed a successful September, starting with a military parade in Beijing to mark the seventieth anniversary of the end of World War II, and finishing with the pomp and circumstance of a state visit to the US and a speech at the UN general assembly. These three carefully choreographed events confirmed Xi Jinping as a strong leader at home and a respected figure abroad. But October is the time for a different kind of global event – the Nobel peace prize announcement – over which world leaders have little control. As Julia Lovell explains, there is a real hunger in China for the international recognition that only Nobel prizes can provide. That’s why the awarding of the peace prize to dissident Liu Xiaobo in 2010 hurt Beijing so much. The events of September provide Beijing with a game-changing opportunity. From his new position of strength, Xi can show generosity. He should accept Japan’s apology for World War II, and forgive the Japanese people. This bold gesture would rebuild China’s frayed ties with Japan, and show that the PRC is a generous emerging power, rather than a vengeful revisionist state. Such magnanimity can yield big rewards: Chinese forgiveness would provide the Nobel committee with the great opportunity to award Xi Jinping the peace prize. Admittedly, this may seem an outrageous proposal. China-Japan relations are characterized by a mutual demonization. Last year, China’s ambassador to the United Kingdom even called Japan “Voldemort” – Harry Potter’s devilish foe – and a real war could easily erupt between the two countries in the East China Sea over the disputed Senkaku/Diaoyu islands. Most look to Tokyo to solve what is called the ‘history war’ between China and Japan. Prime Minister Shinzo Abe’s statement of 14 August, a televised war anniversary speech, was closely examined to see if it contained a sincere apology for Japan’s World War II atrocities. Surprisingly, Abe’s speech was much more apologetic than expected. But it contained the interesting statement that Japan’s future generations, who were born after the war, cannot be expected to keep apologizing forever. Indeed, according to Jennifer Lind, an expert on Asian history at Dartmouth College, Japan has apologized more frequently and candidly than any other country. Japanese politicians thus understandably feel that Beijing is less concerned with an accurate historical account than with using history as a political football. It is time to switch from Japanese apologies to Chinese forgiveness. Although it sounds counter-intuitive, accepting Japan’s apology will empower China. When Beijing demands an apology, it positions China as a victim that is reliant on Japan to say the right thing. By forgiving, Xi takes political control of the situation: he sets the terms of the debate, and thus shifts from being a passive victim to be the magnanimous forgiver. Japan will be forced to accept the forgiveness: if it demurs, it will look petty against China’s big-hearted generosity. There are many objections to this strategy. How can we forgive and forget Japan’s past atrocities? As Thai political scientist Chaiwat Satha-Anand explains, the point is not to forgive and forget, but to remember and forgive. ‘Truth and reconciliation’ commissions around the world have shown that memory is the necessary condition of forgiveness. Rather than punish perpetrators, the goal of ‘remember and forgive’ is to help victims escape the cage of history that keeps them from creating new memories, and new cooperative relations. In the Chinese case, history would be left to historians in the PRC, Japan and other affected countries in an effort to build shared memories. This process is already happening: Chinese, Japanese and South Korean historians have been working on joint history projects for two decades. Although some still parrot the hyper-nationalist party line, this process is encouraging — and it takes time. More to the point, China’s negative view of Japan is not set in stone. Before the 1980s, the PRC’s official history recognized that Japan also suffered in World War II. The culprits were a small group of Japanese militarists who victimized the Japanese people as well as the Chinese people. Here, the enemy was not national but ideological: fascism and imperialism. Importantly, Xi Jinping has revived this view of history, calling World War II the “World Anti-Fascist War” at the military parade in early September. Since he is the strongest Chinese leader since Deng Xiaoping, Xi has the power to make such a bold move. It would spark a renaissance of ChinaJapan relations that have been in the deep freeze for over a decade. It would present convincing evidence that Beijing prefers to develop China’s soft power of win-win cooperation, rather than its hard power of military domination. While most commentators outside China saw the military parade as a Putin-esque spectacle that shows the vengeful side of the China Dream, Xi Jinping should take the success of September’s events in Beijing and the US as a game-changing opportunity to show global leadership. Xi Jinping should graciously accept Japan’s apology and forgive the Japanese people once and for all. President Xi: that is how you get the Nobel peace prize.

New Delhi, OctOber 4 (iANS): Finance Minister Arun Jaitley has said that bulk of black money was still within the country and called for a change in the attitude of people so that plastic currency becomes the norm and transactions in cash an exception. In an article 'The NDA government's campaign against black money' posted on his Facebook page on Sunday, Jaitley said the government was at an advanced stage in considering the requirement of furnishing PAN (permanent account number) card details for cash transactions beyond a limit.
He said the NDA government's strategy was to put more money in the pockets of middle and low income groups by raising exemption limits and incentivising savings which will encourage consumption and which, in turn, will increase volumes of indirect taxation. The Bharatiya Janata Party leader said opening a large number of payment gateways, internet banking, payment banks and the emerging reality of ecommerce will prompt the use of banking transactions and plastic money significantly. Teenage girl gangraped, killed; five arrested MUMbAi, OctOber 4 (Pti): A 17-year-old girl was kidnapped, gangraped and killed allegedly by six persons in Latur district of Marathwada region, police said on Sunday. The girl, resident of a village in Ausa tehsil, was student of 11th class and kidnapped on Thursday, police said, adding that she was gangraped and killed and her body was later thrown into a well. The victim's brother told reporters that six persons had kidnapped and assaulted her. The girl's family members refused to perform the last rites till police arrested the accused. On Saturday, five accused were arrested, after which the girl's family members performed her last rites, police said. A case has been registered at the Ausa police station under relevant sections of IPC, a police official told PTI over phone.
Vote count postponed in Bengal's civic bodies KOlKAtA, OctOber 4 (iANS): Amid mounting protests over allegations of violence and rampant malpractices during the local body polls, the West Bengal State Election Commission on Sunday decided to postpone the vote count indefinitely in three civic bodies. "We have decided to put on hold the vote count indefinitely as we have received some allegations. We have also watched some incidents in our web cameras. We have also got some information through SMS from the presiding officers. So we have taken the decision so that we can look into these thoroughly," state election commissioner Sushanta Ranjan Upadhayay told media persons here. Allegations of irregularities and violence were received from Bidhannagar Municipal Corporation, Asansol Municipal Corporation and wards of the erstwhile Bally Municipality now merged with the Howrah Municipal Corporation, where polls were held on Saturday. Seventeen journalists, photojournalists and camerapersons were roughed up mercilessly at Bidhananagar, while a woman reporter of a TV channel was threatened with rape by hoodlums allegedly backed by the ruling Trinamool Congress.
Parliamentary panel on Lokpal gets third extension New Delhi, OctOber 4 (Pti): The deadline for a Parliamentary panel examining the bill on anti-corruption watchdog Lokpal for submission of its report has been extended for a third time till November 15. The 31-member Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justice, headed by Congress MP EM Sudarsana Natchiappan, is examining the Lokpal and Lokayuktas and Other Related Law (Amendment) Bill, 2014. "We have got extension till November 15. The report is being finalised and it will be submitted in time," Natchiappan told PTI. The panel was expected to submit its report last month-end. The amendment bill was introduced in the Lok Sabha on December 18 last year after which it was referred to the Committee on December 22. It was asked to submit its report by March 25 this year. The panel had got first extension till July 30 to complete its task. Later, it had sought more time and got another extension which ended on September 30. Lokpal for the Union and Lokayuktas for the states to inquire into corruption complaints against public servants. The amendments to the Act include the one for allowing the leader of the largest opposition party in the Lok Sabha, in case there is no leader of opposition in the House, to be part of the selection panel for appointment of the chairperson and members of Lokpal. The Lokpal selection committee headed by the Prime Minister has as its members the Lok Sabha Speaker, Leader of the Opposition in the Lower House, the Chief Justice of India or a judge of the apex court nominated by him, and an eminent jurist who could be nominated by the President or any other member.

in foreign soil, Jaitley said it was intended to lift the veil of secrecy in banking transactions and in real time inform domestic taxation authorities about transactions of their citizens internationally. He said the government has signed an understanding with the US under FATCA (Foreign Account Tax Compliance Act) wherein the US and India would disclose to each other any real time transaction in accounts with financial institutions by its citizens in foreign territories. He said Switzerland had agreed to provide India proof relating to several HSBC accounts where India can give some evidence over and above the stolen data which was delivered to New Delhi through France. "It is expected that over the next two years this international cooperation will be worked out. Thus those with illegal assets abroad, who have failed to make declarations, would now stand the risk of information relating to them eventually reaching the Indian taxation authorities," Jaitley said. The minister said that
638 people have declared their income amounting to Rs.3,770 crore under the 90-day compliance window offered by government to those wanting to disclose their unlawful assets abroad under the new law. Jaitley said the government had also accelerated income tax assessments against people holding illegal money in Lichtenstein and in the HSBC bank at Geneva. Criminal prosecutions have been launched in cases where illegalities have been found. He said a total peak balance of about Rs.6,500 crore has been assessed in these accounts. "The assessed income of Rs.6,500 crore in HSBC and Rs.3,770 crore declared income during the compliance window should not be treated as income under any immunity scheme. "The comparison of these amounts with amnesty schemes relating to domestic black money is ill conceived. The campaign against domestic black money has to be separately dealt with for which the government is independently taking steps," Jaitley said.
Beef killing: Political sparring intensifies DADri/lUcKNOw, OctOber 4 (Pti): Political sparring over the Dadri lynching got shriller today with controversial BJP MLA Sangeet Som, accused of making inflammatory speeches during 2013 Muzaffarnagar riots, alleging that the SP government was appeasing Muslims and innocent people were being framed. On a day Chief Minister Akhilesh Yadav met in Lucknow the family of 50-yearold Ikhlaq, who was lynched over beef eating rumours, assuring them of justice, Som visited Dadri where he attacked SP government alleging that it was shielding those who had "slaughtered cow". Accusing Akhilesh of shedding "crocodile tears" over the incident, BJP alleged that he was giving "communal" colour to it. After meeting victim Ikhlaq's family, Akhilesh announced raising the financial assistance to the family to Rs 30 lakh from Rs 20 lakh along with Rs five lakh each to his three brothers. Stirring the political cauldron, Som said, "Like they (SP) had taken the accused in Muzaffarnagar riots in a plane, they have taken those who have slaughtered cow in a plane." The UP lawmaker's remarks came even as BJP leader and Union Home Minister Rajnath Singh said the incident should not be given communal colour or politicised. Iqlakh was dragged out of his home by a 200-strong mob and beaten to death after a public announcement from the local temple that the family had slaughtered a calf and eaten its meat on Monday night in Bishada village. Meanwhile, police, which has arrested eight persons, detained a Home Guard for questioning after the local temple priest alleged that he forced him to make the announcement.

"The chief minister has directed to take stern action against elements creating disharmony and inciting hatred by circulating baseless content on social media, specially Facebook, WhatsApp and Twitter," a spokesman said here. Yadav said after the Dadri incident, "notorious elements and communal forces were circulating objectionable content on social media". Effective action should be taken and elements spreading rumors should be dealt with strictly by taking immediate cognizance of such cases, he said. The spokesman said some tweets were made from a Twitter handle being operated from Noida with the motive of disturbing communal harmony and spreading hatred. These tweets were made on September 30 and an FIR has been lodged in the matter. Stern action would be taken against the person concerned after investigation, he said. The state administration has also asked people to inform it on 9454401002 if they came across any such cases on social networking websites and applications. The identity of the informer would be kept secret.
PM Modi & Angela Merkel meet to give fillip to bilateral ties New Delhi, OctO ber 4 (iANS): India and Germany would seek to give a fillip to their close ties when German Chancellor Angela Merkel and Prime Minister Narendra Modi meet here on Monday, their second bilateral meeting after six months, during which trade, security and the India-EU trade agreement are expected to figure. Merkel, who arrives here on Sunday night, is on the India visit from October 4-6. She will be accompanied by a large delegation comprising six cabinet ministers and businesspersons, and will also be visiting Bangaluru.
The German leader, who met Modi at Hannover Messe, is coming here for the 3rd Inter-Governmental Consultations (IGC) between both countries. Earlier, German Ambassador Martin Ney said the Inter-Governmental Consultations are expected to lead to the inking of "substantial agreements". Ney said the German side would seek resolution of certain issues like "questions of corruption, questions of framework for investments, safety of taxation, Intellectual Property Rights" and legal redressal for "ease of doing business". need greater progress in order to implement these planned investments. The two leaders will address these issues definitely in a friendly manner," the German envoy said two days ago. The two leaders are also expected to take up the India-European Union free trade agreement (FTA), which has been under negotiations for years. Journalist shot dead in UP, third incident in four months chANDAUli (UP), OctOber 4 (Pti): In the third such incident in four months in Uttar Pradesh, a local television journalist was allegedly shot dead by motorcycleborne miscreants in Dheena area. Hemant Yadav (45) who worked with a news channel was shot by bike-borne miscreants on Saturday night, Superintendent of police Amit Verma said. The scribe was rushed to the government hospital where he died. Yadav's body has been sent for post-mortem, police said, adding that an FIR has been registered against unidentified persons at Chandauli police station following a complaint by the deceased's wife. Firecracker ban: legal eagles support restrictions New Delhi, OctOber 4 (iANS): Legal luminaries have expressed concern over the deteriorating levels of air pollution in the city even as the Supreme Court gets ready to hear a plea by three parents, representing their vulnerable children, seeking a ban on firecrackers in Delhi during Dussehra and Diwali. Three toddlers - six-monthold Arjun Gopal and Aarav Bhandari and 14-month-old Zoya Rao Bhasin - have, in a well-publicised appeal to the apex court, said their lungs are not yet fully developed and the large-scale bursting of firecrackers during the festival season of Dussehra and Diwali will further aggravate the already polluted air and will be seriously detrimental to their health, like thousands of other children in their formative years. "It is an excellent plea. I wish the court grants it. I am not saying that you ban firecrackers all over the city, but don't allow them in the middle of the city. Why can't a few
societies come together and gather at a park and burst low-smoke crackers for a fixed duration," wondered senior counsel Harish Salve, espousing community celebration of the festival of lights. According to data furnished in parliament, some 80 people die from illnesses stemming air pollution in the capital every day. We can't have "death and mayhem" in the name of celebrations, he said. Salve pointed to a woman lawyer suffering from asthma who said that every year she locks herself up inside her house so that she was not exposed to air which was already harmful and has the potential of further aggravating her ailment. Supporting the plea by the toddlers, senior counsel Vijay Panjwani told IANS: "It is the duty of everyone to take such steps that will help in reducing the dangerous levels air

ple will have to cooperate if they don't want their children and elders to suffer from diseases which have long-term ramifications." This view found support among medical professionals. They pointed out that cumulative exposure to high levels of particulate pollution increases the risk of various respiratory and cardiovascular diseases. However, on a divergent note, senior counsel Aman Lekhi opposed a ban on firecrackers, contending this happened over only a few days and banning this would not solve the problem. Lekhi said the demand for banning the firecrackers is totally unwarranted as it is nothing but for publicity. "Firecrackers are burst only for a short duration on two, three days and their harmful effect vanishes in a day or two. It is surprising that people are zeroing in on firecrackers which are an integral part of important festivals," Lekhi contended.

Pope reaffirms Catholic opposition to gay marriage VATICAN CITY, OCTOber 4 (reuTers): Pope Francis on Sunday reaffirmed Catholic opposition to gay marriage as he opened a three-week gathering of bishops from around the world but said the Church had to show love and understanding towards all. Francis presided at a solemn Mass in St. Peter’s Basilica to open the meeting, known as a synod, on the theme of the family in the modern world. But the run-up to the synod, attended by some 300 bishops and other delegates, has been dominated by gay issues. On the eve of the gathering, the Vatican dismissed a Polish priest from his Holy See job after he came out as gay and called for changes in Catholic teachings against homosexual activity. Conservative Catholics held a conference in Rome just before the synod started on how homosexuals can live by Church’s rules that they should be chaste while Catholic gay activists held another demanding full acceptance of active gays in the Church. Francis dedicated one third of his homily to the topic of love between man and woman and its role in procreation. “This is God’s dream for

At a preliminary synod last year, bishops watered down a initial statement that was seen as a major change of tone toward homosexuals. That statement spoke of “gifts
and qualities” of homosexuals but was changed after a backlash by conservatives. One key topic at the synod will be how to reach out to Catholics who have divorced and remarried in civil ceremonies. They are considered by the Church to be still married to their first spouse and living in a state of sin. Some
bishops want a change to the rules that bars them from receiving sacraments such as communion. Last month, Francis made it simpler and swifter for Catholics to secure a marriage annulment, the most radical such reform for 250 years, and told bishops to be more welcoming to divorced couples.
VATICAN CITY, OCTOber 4 (reuTers): The Vatican on Saturday dismissed a Polish priest from his Holy See job after he came out as gay and called for changes in Catholic teachings against homosexual activity on the eve of a major Church meeting on the family. Monsignor Krzysztof Charamsa, a theologian, had worked at the Congregation of the Doctrine of the Faith, the Vatican’s doctrinal arm, since 2003, and taught theology at pontifical universities in Rome, which have also dismissed him. Charamsa, 43, told Italy’s Corriere della Sera newspaper and Polish media that he was gay and had a partner. The Church teaches that homosexuality is not a sin but homosexual activity is, and priests, whether heterosexual or gay, take vows of celibacy. Charasma followed up his media interviews with a packed news conference with his partner and gay activists at a Rome restaurant. They had planned a demonstration in front of the Vatican but changed the venue several hours before it was due to have started. The Vatican said the dismissal had nothing to do with Charasma’s reflections on his personal life, which it said “merit respect”. But it said his interviews and the planned demonstration was “grave and irresponsible” given their timing
on the eve of a synod of bishops who will discuss family issues, including the Church’s position on gays. The Vatican said his actions were aimed at subjecting the synod, which Pope Francis opens on Sunday, to “undue media pressure”. He presided at prayer vigil for the synod on Saturday night before tens of thousands of people in St Peter’s Square. At the news conference, Charamsa said he wanted to make “an enormous noise for the good of the Church” and apply “good Christian pressure” on the synod not to forget homosexual believers.“This decision of mine to come out was a very personal one taken in a Catholic Church that is homophobic and very difficult and harsh (towards gays),” he said. Francis DeBernardo, executive director of New Ways Ministry, which ministers to Catholic gays, said the Vatican’s move was “sadly disappointing.” The issue of homosexuality and the Church has dominated the aftermath of the pope’s visit to the United States last week. The Vatican has been embarrassed by a row over the pope’s meeting during his U.S. trip with Kim Davis, a Kentucky county clerk who went to jail in September for refusing to honour a U.S. Supreme Court ruling and issue same-sex marriage licences.
At genetic risk for diabetes? You need to exercise more Myanmar radical monk endorses ruling party in election LONdON, OCTOber 4 (IANs): While exercise is good for everyone, those with an immediate relative - mother, father or sibling with Type-2 diabetes need to exercise more than others to derive the same preventive benefit, says a study. The cause of Type-2 diabetes is linked to both genetics and lifestyle. If you have an immediate relative with the condition, the risk of contracting the diabetes is about three times higher. Preventive treatments involve eating healthier and exercising more. For this study, research-
ers at Lund University in Sweden analysed the effects of exercise in people with increased risk of Type2 diabetes caused by being immediately related to someone with the disease. The participants consisted of a total of 50 unfit, slightly overweight but completely healthy men in their 40s who, for seven months, exercised regularly at a fitness centre. Half of them belonged to the risk group and the other half served as a control group who did not have relatives with Type-2 diabetes. The participants were
offered three training sessions per week, including a spinning class and two aerobics classes, during which their exercise intensity and energy consumption was measured. The exercise routine for both groups was equally hard, but the risk group attended more sessions and as a group expended more energy than the control group. After making adjustments to account for the differences, the results showed that both groups benefited from exercising -- they all lost weight, reduced their waist size and
increased their fitness. “The difference was that participants from the risk group had to exercise more to achieve the same results as the participants from the control group,” said lead researcher Ola Hansson from Lund University. “We now hope to continue with further studies, including examining whether exercise intensity rather than volume is a crucial factor in determining how the risk group responds to exercise,” Hansson said. The findings appeared in the Journal of Applied Physiology.
Medical aid group denies Taliban were firing from Afghan hospital KAbuL, OCTOber 4 (reuTers): Medical aid group Medecins Sans Frontieres denied that Taliban fighters were firing from its hospital at Afghan and NATO forces before a suspected U.S. air strike killed at least 19 people in a battle to oust the Islamist insurgents from an Afghan city. Fighting raged around the northern provincial capital of Kunduz for a seventh day as government forces backed by American air power seek to drive out Taliban militants who seized the city almost a week ago. MSF has said an air strike, probably carried out by U.S.-led coalition forces, killed 19 staff and patients on Saturday in a hospital it runs in Kunduz, leaving 37 wounded.
The U.S. military said it conducted an air strike “in the vicinity” of the hospital, as it targeted Taliban insurgents who were directly firing on U.S. military personnel. The U.S.-led coalition force in Afghanistan said it expected to complete a preliminary multi-national investigation in days into whether an air strike it conducted hit the hospital. In Kabul, the Afghan Ministry of Defence said Taliban fighters had attacked the hospital and were using the building “as a human shield”. But the medical aid group denied this. “The gates of the hospital compound were closed all night so no one that is not staff, a patient or a caretaker was inside the hospital when the bombing happened,” Medecins
Sans Frontieres said in a statement on Sunday. “In any case, bombing a fully functioning hospital can never be justified.” Witnesses said patients were burned alive in the crowded hospital after the air strike. Among the dead were three children being treated. MSF said on Sunday it had pulled most of its staff out of the area because the hospital that was a lifeline for thousands in the city was no longer functioning. Some staff had gone to help treat the wounded at other hospitals outside of Kunduz.The struggle to retake Kunduz has raised questions over whether NATOtrained Afghan forces were ready to go it alone now most foreign combat troops have left.
YANGON, OCTOber 4 (reuTers): Myanmar’s firebrand Buddhist monk Wirathu has openly endorsed President Thein Sein’s ruling party in the Nov. 8 general election, saying Aung San Suu Kyi’s opposition party was “full of themselves” and unlikely to win the vote. Hardline monks will push for laws banning Muslim dress and other Muslim customs, Wirathu told Reuters on Sunday before a rally held by thousands of members of the radical Buddhist group Ma Ba Tha. The remarks could stoke religious tension, already high in Myanmar after Ma Ba Tha played a big role in securing passage of four so-called Protection of Race and Religion Laws seen as targeting women and the country’s Muslim minority. The group has emerged as a force ahead of the poll, criticizing Suu Kyi’s National League for Democracy (NLD), which opposed the four laws. “NLD people are so full of themselves,” Wirathu, 47, who is a leading ultranationalist member of Ma Ba Tha, but does not run the organisation, said in an interview. “They don’t have a high chance of winning in elections.” Experts say pressure

Gunman in Oregon college massacre committed suicide rOseburG, OCTOber 4 (reuTers): The gunman who killed his English professor and eight others at an Oregon community college committed suicide after a shootout with police who were on the scene within five minutes and exchanged fire with him almost immediately, authorities said. Investigators had previously said the 26-year-old shooter was killed by the officers who raced to the rampage at Umpqua Community College in Roseburg, which ranks as the deadliest among dozens of U.S. mass shootings in the past two years. Douglas County Sheriff John Hanlin told a news conference on Saturday the state medical examiner had determined that the gunman, Christopher Harper-Mercer, took his own life. Releasing a timeline of the massacre’s first hour, Hanlin said two Roseburg police officers were on the

An FBI spokeswoman declined to comment on the investigation. Bonnie Schaan, mother of 16-year-old Cheyeanne Fitzgerald who was shot in the attack, said her daughter told her the shooter chose a male student and handed him an envelope. “He told everybody else to go to the middle of the room and lay down,” Schaan said outside the hospital where her daugh-

At some point, Harper-Mercer, who identified himself as “mixed race” on a social networking site, ap-

Don’t waste your Life!
T
his catchphrase “Don’t Waste your Life” is a brainchild of Pastor John Piper that has resoundedthroughout the Christian world. This article is an outgrowth of that voice. The very title is emphatic to convey to the readers that life is not to be wasted or spent in a trifling adventure. The title is a thought worth pondering by all who wants their life to count for something significant. Sad to say, but we are all wasting our life in one way or the other so the key thing to ask here is, “Are we wasting it in the right areas and for the right reasons.”Life is too short to be wasted on trivial things. Hence, we should be actingand stepping into those dreams to make our existencehere on earth a meaningful one. In fact, our life here on earth is not more than 7080 years on an average basis. Statistics claim that if you have been sleeping eight hoursin a night and live for 75 years, that’s 25 years asleep (9,125 days). That’s amazing! Now,minus the rest of 50 years with your time for leisure, watching TV, chit-chats, browsing, eating food and daily ablutions and so forth; that will cut 6-7 years on petty things. Now for the rest of theother years, where should it be invested in?The ball isin your court for you to answer that. Abraham Lincoln once stated, “And in the end, it’s not the years in your life that count. It’s the life in your years.” It is true that you don’t have to live long to make a significant impact upon your generation. Far more important than how long you live is the depth and fullness of your life; it would be much better to die young with a radical commitment for a noble cause than to die aged in mediocrity and futility. None of us is going to live forever in this world. The Bible gives a clear description of the shortness of life through poignant metaphors: vapour, mist, flower, grass, wind, breath, a shadow, water spilled to the ground, a journey, and so on. God says that our days are all numbered and determined and we can’t exceed even a minute more. But one should be certain that the earth is not all to our existence. Jesus talks about the parable of a rich man who said to himself, “This is what I will do. I will tear down my barns and build larger ones, and there I will store all my grain and my goods and says, “You have plenty of good things laid up for many years. Take life easy; eat drink and be merry.” But God said to him, “You fool! This very night your life will be demanded from you. Then who will get what you have prepared for yourself?”This illustrates the very fabric of worldly materialistic people who are only accumulating and building their empires on this earth. They are so engrossed and occupied with the earthly possessions, blinded to value mammon more than mankind. Therefore, God warns that such perception will incur serious judgments and punishment. They have the viewpoint that life on earth is all there is to it. But this is not so. Notice the man in the parable was not mindful that the lifegiven by God was on lease including all the material stuffs that he amassed and he failed to acknowledge God in the making. As rightly stated by C.S. Lewis in one of his book, “Aim at heaven and you will get earth thrown in; Aim at earth and you get neither.” Only the convictionof eternity in human’s heart will flush out the trivial temporariness of this world. I want to pose some solemn questions before your heart and eyes today, “What is your life’s goal 10 years from now? Is there a noble cause that you are willing to live anddie for? What significant impact do you want to see in your own generation? What legacy do you want to leave behind? Most importantly, are you living your life in the light of eternal dividends? elicopters are no doubt, the most suited operation for hilly terrain such as North Eastern region and have been providing air services to the people of this region for a long time. Again here, the upfront difficulty is the outsourced professionals which creates gap between the operator and the customers resulting in poor customer service, as well as siphoning the public money and government funding. Hence these services would be more convenient and better suited to the public if helicopter service is supplemented by operation of Short Take-Off and Landing(STOL) airplanes in the region. Thereby, providing easy, better connection and communication with the rest of the world, since North East is the “Gateway to South East Asian countries”. Nagaland has been trying for a very long time to rope in aviation services to serve its need, outsourcing aviation companies from outside especially helicopter services, investing huge amount of government fund. The state government is well aware of the need and usefulness of air connectivity and communication within and with neighboring countries. And hence, had been persistently, taking steps to minimize the gap in air transport
to Nagaland calling in, airliners to operate in its soil. It is a noteworthy effort on the side of the state government and is well appreciated by the public. The government has been encouraging youths for aviation professional training/studies by sponsoring candidates to pursue aviation studies in various arenas like piloting, aeronautical/aircraft engineering and hospitality training. It is also to be noted that just sponsoring for the basic training is incomplete unless state government create employment opportunities for the trained candidates. This lack of job avenues in the state had produce unemployment of the highly trained professionals, who, if given opportunity to serve the public would have profited the general as well as government by their professionalism. It is therefore, a huge loss to the state government as well as those trained professionals, if otherwise would have served the public and be benefited. Nagaland today has no shortage of aviation professionals. There are number of youths in Nagaland who have already undergone basic training in aviation industry, and if given opportunity for specific type training would have made them thorough professionals. Nagaland has sufficient aviation professionals and ca-
pabilities to manned and operate its own regional airline, if it so desire. The most common and feasible aviation organization in the industry for regional service is the collaboration between the government and private parties forming a Non Schedule Airline Operation (NSOP). This arrangement has been a success story in many small aviation organizations which provide services to the smaller and air connectivity loophole region, the likes of North East region. These kinds of organization need government’s unfaltering and steady support, to serve the public in return. It is high time, the state government takes serious cognition of the urgent need of a dependable air service in the region, and support such proposition, not only to serve the people but also to create employment avenues for the unemployed trained aviation professionals. And to avail their professionalism to serve the public and who doesn’t like working in its own soil! At present, the entire North East region’s airspace is unused where if we start early and sow the seed, the possible return could be the harvest from the larger airfield covering the whole of the North Eastern region. This region could be brought under one umbrella of air ser-
vice. There have been some vain attempts until now by the state government involving third party such as the proposed setting up of Aviation Training Academy in Dimapur in collaboration with Academy of Carver Aviation. Let us hope that the recently inaugurated Hornbill AirConnect Private Limited, which is owned and manage by our own Naga aviation enthusiast does not face the same fate because there is no third party involve here. It is the genuine opinion of the writer that this company will be purely a Naga owned organization which minimizes many of the difficulties and problem mentioned earlier. The writer earnestly appreciate such initiative by Nagas and hope the state government see the need and importance of such organization budding in our land and encourage such innovative steps in every way it deems right. We are in the right path to modernization if the government recognizes such new ventures and encourage them further. Let hope that our government and its ministers need not beg airliners to provide service to the Nagas and embarrass themselves hereafter! o I was in this Public meeting (During ACAUT’s second District Tour) in Kiphire Town in the Hopongkyu Memorial Hall. This old man walks in with his Sangtam traditional walking stick with hairs on it (Most probably it can be converted into a weapon!). There was something Regal about him, as he walked in everyone in the meeting Hall paid obeisance to him in their own ways. There were other old men present in the Hall with strange necklaces but this guy walked in like a King. The Huge Twin Tiger Tooth Necklace was scary but evoked bravery. He sat on the chair and mid way he put one leg on his chair which drew forth smile on Sir Khekiye’s face. His turn to speak came and he walked up on the stage with great confidence. As he spoke all Kiphire men present listened to him with great respect and agreed to him as he challenged and exhorted them. The Full write up is below, read on.

Honesty and Innocence at its best! He is a Christian now and he took Water Baptism when he was around 70+ years. Conspiracy website claims Avril Lavigne died One Direction swap years ago, was replaced by body double singing for story-telling

nternet conspiracy theorists already believed that Tupac and Biggie are alive and well, but now they've killed off poor Avril Lavigne — and replaced her with an actress. A bonkers Brazilian fansite for the Canadian "Sk8er Boi" singer puts forth a theory that she died more
than a decade ago and was replaced with a doppelganger, Vice's Noisey blog reported Thursday. The site, AvrilEstaMorta.blogspot.com (translation: Avril Is Dead), offers side-by-side photos that it claims show telltale differences in her nose, birthmarks, and facial blemishes before and after she was
supposedly replaced by a body double named "Melissa Vandella." It also posits the helpful "12 signs Avril is dead" — including an alleged height decrease, an "abrupt and sudden change of personality," different handwriting and subliminal messages in her album liner notes and lyrics.
The Brazilian fansite creator later claimed that the page had simply been "a way of showing how conspiracy theories may seem true" — though that didn't stop the theories from spinning off into multiple message board threads, some with posts as recent as April. The original site claims that the singer grew weary
of fame after her seminal 2002 album, "Let Go," went platinum. She hired lookalike Vandella to throw off paparazzi, and the pair became fast friends. But the burden of stardom, the death of her grandfather and the pressure of following her previous record's success allegedly drove Lavigne to hang herself, the site claims. The "almost identical" Vandella stepped in as the "New Avril," and no one was the wiser. The 31-year-old singer addressed her alleged death in an interview posted to YouTube last year. "Well, I'm here," she laughs. "I'm here in Brazil." Somehow, her response further fueled the claims. The YouTube clip's Portuguese title translates to "Proves that Avril lied in the interview." The “Complicated” singer has had a rough few months: She and Nickelback frontman Chad Kroeger announced in September that they were ending their two-year marriage, and before that, she battled a severe case of Lyme disease. Reps for Lavigne did not reply to the Daily News' request for comment.

ollywood actress Sandra Bullock has adopted a baby girl, five years after she adopted her son Louis. RadarOnline.com has featured a source as saying that the Oscar-winning star has brought the baby to her home here, and has slowly been taking the newest member of her family out in public. Bullock, 51, adopted Louis in New Orleans in 2010. Another source added that "The
Blind Side" actress was waiting for the right time, and with her relationship with photographer Bryan Randall going strong, she felt that the time was perfect to adopt a child. Shabana Azmi: Qualification should be criteria for FTII chairmanship

habana Azmi, a former student of the Pune-based institute, said FTII has the legacy of being headed by eminent personalities like Shyam Benegal and U R Ananthmurthy. "BJP may want to put somebody of their own in a particular position. But qualification is something which we need to pay much more attention," she said during a recent interview to a Malayalam television channel. "We had persons of the quality of Shyam Benegal, U R Ananthmurthy and Mrinal Sen in FTII. So, there has to be people with such qualifications," she said while replying to a question on recent controversies regarding the Centre's decision to appoint Gajendra Chauhan as FTII chief. The fivetime National Award-winning actress also expressed concern over shrinking liberal space in the country. "I can see there is huge dissatisfaction with liberal space shrinking at the moment and people are very much upset
about it. We have a government which on one hand talks about very liberal things and on the other hand doing absolutely nothing to denounce those who are making retrograde remarks." On the fatwa issued by a Mumbai-based Muslim outfit against music maestro A R Rahman, Azmi said she strongly stands in solidarity with the Oscar winning musician. But, the 65-year-old actress felt that the media should not have given prominence to such an act by a low-profile outfit. "I strongly stand in solidarity with Rahman in the issue. The outfit which issued the fatwa does not enjoy any weight within the community. So, I will urge media that do not jump into anything taking even things that are said by inconsequential people," she said. Azmi, known for her iconic performances in films like Ankur, Paar and Godmother, also recalled a fatwa issued against her by some fundamental groups for tonsuring her head for a movie.

Glastonbury 2016 Tickets sell out in just 30 Minutes

ickets for next year's Glastonbury Festival have sold out in just 30 minutes. The 118,200 standard tickets went on sale at 9am on Sunday morning at a price of £228 plus £5 booking fee, with eager fans rushing to snap them up in just half an hour. A spokesperson for the festival told the BBC, "We have, once again, been staggered by the sheer number of people from around the world who hoped to come to the festival, with demand significantly outstripping supply." "We're sorry to all of those who missed out. We really wish we could fit you all in. But there will be a resale of any returned tickets in the spring, and registration will open again in the next few days. Thank you for your incredible support.” Earlier in the week 16,800 tickets, for combined coach travel and festival entry, had sold out in just 20 minutes. The sell out comes despite the fact that no acts have been announced for next year’s festival. However last month, festival organiser Michael Eavis told BBC Newsbeat he had booked the headliners for the next two years. Eavis also revealed that four of the six acts he’s booked have headlined before, while the other two will be topping the bill for the first time. Bookies William Hill have Coldplay down as the favourites to top the 2016 bill, having headlined the festival three times prior, in 2002, 2005 and 2011. Speaking to the NME, William Hill’s spokesman Joe Crilly said, "Coldplay could make a welcome return to the Pyramid stage this year and that will no doubt cheer the masses as they wait and refresh their computers on Sunday morning in the race to bag some Glastonbury ticket.” Just behind Coldplay is Adele, who is thought to be releasing her third album later this year. Also in the running are Foo Fighters, who had to pull out of their headlining slot this year after frontman Dave Growl broke his leg. The Foos are closely followed by Blur, Fleetwood Mac and AC/DC as other potential headlining acts.

margao, october 4 (iaNs): Zico outsmarted Roberto Carlos in a tactical battle between two distinguished Brazilian football brains, as hosts FC Goa kickstarted their Indian Super League (ISL) 2 journey with a 2-0 win over Delhi Dynamos here on Sunday. A Souvik Chakraborty own goal and Reinaldo scored for the home team in the first half at the Jawaharlal Nehru Stadium. Goa got a dream start much to the delight of the decent turnout when an own goal from Souvik, pressurised by Man of the Match midfielder Mandar Rao Desai, put them ahead as early as the third minute of the match, even before the Dynamos defence, led by marquee player Norweigian John Arne Riise in an unfamiliar centre-back position, could settle down. Winger Romeo Fernandes set up the goal with an intelligent run on the right flank. He entered the box, went to the byline and then cut back his pass across the face of goal. Under pressure from midfielder Desai, Chakraborty put the ball in the net trying to effect a clearance. The early goal facilitated a brisk start to the proceedings as Dynamos pushed forward stung by it. Frenchman Florent Malouda, another star signing, was the heart of all their moves, alongside industrious central midfielder Hans Mulder. Dynamos employed a through the middle approach to score as Malouda tried to weave his way past Goa defenders several times. Goa, contrastingly, tried to spread their attacks on their pacy wingers, particularly the nippy Fernandes on the right flank. The pace of the game slowed down considerably as the hot and humid conditions began to take a toll on the players. But it didn't stop Goa from doubling their lead. After getting a foul just on the edge of the right side of the penalty area, the resultant free-kick was driven in hard for Brazilian striker Reinaldo Da Cruz Oliveira to poke it in. Dynamos' marquee player-coach Brazilian legend was visibly agitated at the disjointed performance of his team in the first half and brought himself in, replacing Mulder in the second session.

Fifteen teams to compete in XXI MDFA Trophy 2015 moKoKchuNg, october 4 (mexN): The XXI MDFA Trophy 2015 is all set to kick off at the Imkongmeren Sports Complex on Tuesday, October 6 with Minister for Power C. Kipili Sangtam as the chief guest. The programme will start at 1:00 pm. This year, the XXI MDFA Trophy 2015 is being organized as part of the 125 anniversary of Mokokchung town on the theme ‘Pioneering Ahead’. The inaugural match will have NU Lumami (PGSU-L) taking on Elation Sporting Association. Altogether, 15 teams have registered for the trophy. The final match will be played on October 24. This year, the winner will be awarded a cash prize of Rs 1 lakh, the runner-up Rs 60,000 and the two losing semi-finalists Rs 15,000 each. The Mokokchung District Football Association has invited all football lovers, well-wishers and citizens to attend the opening ceremony and witness the match of the day. matches played on October 3 at the local ground, DC XI defeated Legend Club 4-0, while Abide Club defeated Bura Jawans 3-0. In the first match, the first goal was scored in the 20th minute by Chotongba (No. 14) of DC XI and the second and third goal were scored in the second half.
In the second match, Abide Club scored in the 18th and 39th minute and the 3rd and 4th goal came in the second half. The final of the first ever football league of Kiphire district will take place on October 8. Minister for Power, C.Kipili Sangtam will attend the final match

NeW DeLhi, october 4 (reuters): Newly-elected president Shashank Manohar vowed to clean the image of the Board of Control for Cricket in India (BCCI) after being chosen on Sunday to head the world's richest cricket board for a second time. A respected cricket administrator who does not carry a mobile phone or wear a watch, Manohar's unopposed election fills the void left by former International Cricket Council chief Jagmohan Dalmiya, who died last month. Manohar headed BCCI from 20082011 and seemed to have no illusions about the job in hand as he took charge of a board perceived as an efficient but opaque body run by political bigwigs and industrialists with conflicting interests. "The first priority is to clean the image of the board and restore the faith of the
cricket-loving fans," said Manohar, whose appointment has been seen as a setback for ICC chairman and former BCCI president N. Srinivasan. Srinivasan's India Cements company owned the Chennai franchise of the Indian Premier League (IPL) and many saw it as a case of conflict of interest on the part of the former board chief. Chennai, along with Rajasthan, was slapped with a twoyear suspension in July after Srinivasan's son-in-law and team official Gurunath Meiyappan was found guilty of illegal betting. A vocal critic of Srinivasan's style of functioning as BCCI president, Manohar promised more transparency in his second innings as the board chief. "There is... grievance that the board is not transparent, everything is kept under the wraps," Manohar said following his appointment. "Nothing wrong is being done by the board. It's a perception which has been created in the mind of the people that because information does not come out, there is something wrong in this board." The board would soon put its constitution, expenditure details and balance sheet on its website to "clear that myth and change the perception", added the 58-year-old lawyer from Nagpur. The BCCI has been grappling with a fixing and betting scandal around the IPL and has spent significant time defending itself in the apex court. Manohar said the board would appoint an independent ethics officer who would look into cases of conflict of interests involving players and administrators. He also promised central contracts for women cricketers, revival of the National Cricket Academy in Bangalore, and financial accountability in the state units.
