Two awarded capital punishment: NSCN (K) DIMAPuR, OctOBeR 5 (MexN): The People’s Army of Nagaland, NSCN (K) on Monday pronounced it has awarded capital punishment to two ‘active Indian undercover agents’ in Zunheboto. An MIP release from NSCN/ GPRN alleged that the ‘spies’ were covertly working as coolie and responsible for the arrest of scores of NSCN workers by Indian Army in and around Zunheboto in recent times. Informing this, NSCN (K) further cautioned that it shall not tolerate or spare any espionage activities against the Naga struggle and the same yardstick shall be applied to irrespective of one’s citizenship, be it local Naga or India. The identity of the two alleged ‘agents’ were, however, not disclosed by the NSCN (K) in their press statement. MEANWHILE, one of the two, reportedly shot by the NSCN (K), was found alive but critically wounded by Zunheboto police. According to a police official, the bodies were recovered from the spot of the reported ‘execution’ some 4-5 kilometres away from Zunheboto town. The two, reported to be manual labourers, were picked up around noon from the Zunheboto town bazaar area. Their bodies were recovered 4-5 hours later. The deceased victim was identified by the police as one Biltu Mandal (35 years), who hailed from Bihar.

30 hooks in fish bought from local market KOhIMA, OctOBeR 5 (MexN): A resident of Lower Chandmari, Kohima found more than thirty fishing hooks from a plate of fish bought at Chandmari Wednesday market on September 30. A press release from the Nagaland Voluntary Consumers’ Organisation (NVCO) informed that the hooks were discovered after the costumer had cooked the fishes. The victim family approached the Lower Chandmari Panchayat, Kohima with the fishing hooks and cooked fish. Some of the cooked fish was already consumed by members of the family before the hooks were discovered. A member of the family, who was suspected to have consumed a fishing hook, underwent X-Ray test, while some complained of loose motion and stomach pain, the release stated. Terming the incident as a big safety issue, the NVCO has cautioned sellers and called for the protection of consumers against marketing of goods which are hazardous to life and property.

Meat & murder threaten Modi’s inclusive agenda

BISARA, OctOBeR 5 (ReuteRS): The murder by a Hindu mob of a Muslim man rumoured to have slaughtered a cow has thrown a spotlight on the hardline, polarising agenda of some followers of Prime Minister Narendra Modi, undermining his promise of development for all. On a tour of Silicon Valley last month where he was feted by U.S. tech gurus and Indian emigres, Modi won a pledge from Microsoft to provide low-cost Internet for 500,000 villages to back his vision of a globally networked “Digital India”. One such village is Bisara, 50 km (30 miles) from the capital New Delhi, where a crowd of assailants broke into Mohammed Akhlaq’s home last Monday night (September 28), beat him to death and dragged his body out into the street. The local member of parliament, Mahesh Sharma, is also Modi’s culture minister and has hit the headlines of late with statements that show a different side to their ruling Hindu nationalist party. In one recent speech, Sharma vowed to cleanse public life “polluted” by Western influences. Visiting Bisara this

week to pay his respects to Akhlaq’s family, Sharma said the killing could have been an “accident”. “How can the leader call my husband’s murder an accident?” Akhlaq’s widow Ikraman, who suffered facial injuries, told Reuters at the family home. “I don’t think the minister knows the difference between an accident and murder.” Critics say Sharma’s comment implicitly condoned Akhlaq’s lynching and pandered to fringe Hindu militants who have recently become active in the district. Eating beef is a taboo for many Hindus, who make up 80 percent of India’s population of 1.25 billion people, but not for the country’s 175 million Muslims.

Within minutes a mob stormed into Akhlaq’s house, vandalised the kitchen in search of beef and beat the 56-year-old blacksmith to death with bricks and stones. His body was dragged out in front of his family. Akhlaq’s youngest son, who suffered severe head injuries, is fighting for his life in a hospital intensive care unit after undergoing

two brain operations. His widow says he was killed for a crime he did not commit. “Even now I can’t believe that my Hindu neighbours killed my husband. My neighbours were like my extended family,” said Ikraman, who will spend a month in mourning in a room near the bloodstained murder scene.

Home commissioner Neihu Thur said Pochury is the youngest tribe and also one of the most vibrant tribes in the Naga family. He said the Pochury tribe was given formal recognition as a distinct tribe within the Naga family in 1990.

The population stands around 20,000 as per 2011 census. The Home commissioner urged upon the people to strive for excellence and bring good name to the tribe. Thur also urged upon the people to protect and preserve forests, rivers and fauna and flora. He also called upon the people to come together, stay united and live in harmony with other tribes. Yemshe is the premier festival of the Pochury tribe. It is celebrated as a preparation to usher the new harvest. Yemshe is the time when new friendships are made, and where diplomatic ties with neighbouring villages are reaffirmed. The Yemshe festival band presented “Voice of Yemshe” while Phoyisha group and Meluri dance group performed folk songs and dances respectively. The celebration concluded with a Yemshe feast.

truckers’ 24-hour chakka bandh on oct 7 DIMAPuR, OctOBeR 5 (MexN): Dimapur District Trucks Drivers Welfare Trade Union (DDTDWTU) has called for a 24 hours total ‘chakka bandh’ within the administrative jurisdiction of Dimapur district from October 7 onwards in protest against the arrest of its two bonafide members by Dimapur police. The two members were reportedly arrested at the Union Sub-Office, Chumukedima No Parking Zone by Diphupar police personnel while on “official assignment of collecting welfare fund among its members.” A notification issued by DDTDWTU president, Kaiho Zhimo informed that the bandh will begin from 5 am of October 7 and will continue till 5 pm the next day, which is October 8. The union expressed strong resentment against the law enforcing agencies for handling/branding its members with the likes of criminal and for interfering within the internal matters of the union. Not to be undermined, the union has also sought explanation on the taxation/extortion carried out by the law enforcing agencies from truck drivers, by forcefully abusing their authority, at various check gates in Dimapur. “These subsequently add to the price rise of essential commodities,” the union pointed out. The truckers’ welfare union meanwhile appealed the general public to bear with the inconvenience.

Sr. SP Joseph Hesso in his speech mentioned that the project was designed for students and undertaken under the initiative of the DGP Nagaland. Students were specifically targeted as the Sr. SP was of firm belief that they are the future and the main aim to let them grow up to love and respect the law. Updating more about the next phases of SLATE, Hesso mentioned that the second phase of the SLATE, will focus on Safe Street. Modi has expressed no disapproval towards them. “Those who spread this poison enjoy his (Modi’s) patronage,” political analyst Pratap Bhanu Mehta wrote in the Indian Express. “This government has set a tone that is threatening, mean-spirited and inimical to freedom.” Sharma’s office said the minister was demanding an independent federal investigation into Akhlaq’s murder. Calls on Sunday to three officials in Modi’s office went unanswered. At least 16 men from Bisara joined a new militant Hindu outfit called the Samadhan Sena (Solution Army) in August. The group is not formally tied to the RSS but two members told Reuters they would enforce its agenda in every village. “Akhlaq should not have butchered a cow,” said Ajay Singh, a member of the Samadhan Sena in Bisara. “He should not have forgotten that India belongs to Hindus first.”

Border Dispute: UNTABA laments Nagaland’s ‘lukewarm’ approach

Even as the United Naga Tribes Association of Border Areas (UNTABA) is all set to file a writ petition in the Supreme Court on the long-standing border dispute between Nagaland and Assam, Nagaland government, as usual, seems to be sleeping on the issue. Interacting with the media on Sunday, UNTABA members disclosed that the writ petition will challenge the creation of the State of Nagaland in 1963 without any boundary demarcation. It will urge the Supreme Court to direct the GoI to affect necessary amendments in the State Of Nagaland Act or 13 Amendment Act 1962 and to demarcate the interstate boundary between Nagaland and Assam according to the 9 Point Agreement (June 1947) and as assured in the 16 Point Agreement. The writ petition will be in the form of a PIL challenging the GoI for denying basic fundamental and human rights to Nagas living in the Disturbed Area Belts. “For more than 25 years, Nagaland Government has spent more than Rs. 22 crores on litigation processes and attending court hearings to the Original Civil Suit No. 2 filed by Assam Government in 1988”, an UNTABA member said. In the original civil suit no. 2, Assam Government insisted that the inter-state boundary should be demarcated as per the State of Nagaland Act 1962, which left a large chunk of Nagas land, approximately 5,000 square miles, into the care of Assam Government. “Since 1988, Nagaland Government, respondent No. 3 in the civil suit, has been attending court hearings and spending crores of rupees in a case, which is a ‘lost case’ as everyone is aware that the SC cannot overrule any act of Parliament relating to inter-state boundaries”, the UNTABA member said. “Moreover, being a respondent to the civil suit, the state government cannot file any counter suit,” he said.” The case in the is apex court predicted to drag on for years and Assam Government will never withdraw the case for as long as the case drags on, it is to the advantage of Assam, another UNTABA members said. UNTABA stressed the need for a third party and not the Nagaland Government to file a writ petition in the SC which will not only counter the original civil suit filed by Assam but also demand the boundary issue be resolved based on historical & traditional perspectives, including assurances contained in the 9 and 16 point agreements. The writ petition will also claim compensation from Assam for “illegal extraction of mineral resources, deforestation, arbitrary establishment of tea estates and illegal establishment of settlements in the DABs.” “We have approached the State government including the Border Affairs department a couple of times and suggested UNTABA’s option to file the writ petition as once it is filed, the state government, willingly or unwillingly, will become a respondent since the petition will challenge the creation of the State of Nagaland without proper boundary demarcation. However, despite knowing the reality of the situation, the State government has so far remained lukewarm and non-committal,” UNTABA said. Affirming that the UNTABA’s option was in the best interest of the Naga people as a whole, the association also felt that with the signing of the “Framework Agreement”, it Is time for Nagas to work collectively in consolidating their land and historical rights.

Pfutsero, october 5 (mexN): Making the historic gathering a more meaning full one, the seventh Chakhesang Baptist Church Council Women Convention resolved their “committed to combat and stop the evil of human traf-

ficking by creating awareness by conducting seminars on human trafficking issues in all the churches.” The CBC Women Convention, which is held once in 10 years, made the Clean Election Campaign pledge, “to educate and sensitize

women basing on biblical principles and teachings through seminars/ workshops and pulpit preaching.” The gathering also resolved to organize home visitation in all the local churches and give proper guidelines on clean election.

On NLTP Act, the CBC Women Convention committed “to uphold the NLTP Act and appealed all the believers to re affirmed its commitment to the cause and prayed for the deliverance of those who were gripped by the abuse of alcoholism.”

Further, in recognition and conformity with purity of the bride of Christ, Neingupeu Kazhie, Women secretary, CBCC stated that, “we prayerfully resolved to keep our hearts, our minds, our bodies’ holy, without moral blemish or stain for the purposes of God.” The Convention was held at Pfutsero Town Baptist Church under the theme “Be prepared to be the pure bride of Christ” from October 2 to 4. A three-day “Synthetic phonetics teaching with Jolly Phonics” for teachers of government schools under Dimapur district got underway here at Circuit House with noted phonetics trainer, Shainaz Jussa, from Mumbai as the resource person-cumtrainer. Thirty teachers, five teachers each from six

schools in Dimapur district, and four junior education officers are taking part in the training. Shainaz in her introductory note said Jolly Phonics is a systematic synthetic phonics programme designed to teach children to read and write. She expressed optimism that the 3-day training programme would prove to be a pleasurable experience to the teachers, who in turn would empower school

children to read, speel and write correctly. In the inaugural programme, assistant director, School Education, Bendangkumla delivered the welcome address and junior education officer, Kitoshi Z Swu, also exhorted the trainees. Assistant district co-ordinator, SSA, Freda Angami, chaired the programme. Shainaz runs an activity centre in Mumbai and has taught Jolly Phonics for more than 14 years including in countries like Nepal, Bangladesh, Oman and Ethiopia. Jolly Phonics is a fun and child centred approach to teaching literacy through synthetic phonics. With actions for each of the 42 letter sounds, the multisensory method is very motivating for children and teachers, who can see their students achieve. The letter sounds are split into seven groups as shown below. Using a synthetic phonics approach, Jolly Phonics teaches children the five key skills for reading and writing including letter sounds, letter formation, blending, identifying the sounds in words (segmenting) and tricky words.

Fund crunch hits India-Bangla rail project APCC dismisses claim of rebellion in party AgArtAlA, OctOber 5 (IANS): Five years after the Rs.575-crore IndiaBangladesh railway project was finalised by the two governments, it is still uncertain when work will begin as no funds have been allocated yet. "It is not certain when work for the new IndiaBangladesh railway project would start. No funds have been allocated so far for the Agartala (India) - Akhaura (Bangladesh) proposed railway project," Northeast Frontier Railway (NFR) general manager R.K. Gupta told reporters here on Sunday evening. After meeting Tripura Chief Minister Manik Sarkar, Gupta said: "No funds have also been allocated for land acquisition for the railway project. We will start work immediately after the sanction of funds." The project was finalised in January 2010 when Bangladesh Prime Minister Sheikh Hasina met her

then Indian counterpart Manmohan Singh during her visit to New Delhi. Prime Minister Narendra Modi discussed the project with Hasina during his visit to Dhaka in June. The 1,650-km distance between Agartala and Kolkata would be reduced to only 515 km once the rail track is constructed through Bangladesh. The Indian government had announced it will bear the entire cost of the 15-km railway project. Of the 15 km, 5 km fall in the Indian territory and the remaining in Bangladesh. "The NITI Aayog had decided in a meeting in Delhi on June 18 to put in place the vital railway project between India and Bangladesh by December 2017," Tripura's transport secretary Samarjit Bhowmik told IANS on Monday. Estranged wife killed in a fit of jealousy AIzAWl, OctOber 5 (PtI): A 53-year-old man allegedly killed his estranged wife in a fit of jealousy by hacking her with a machete at Sesawng village, about 45 from here last night, Aizawl district SP Lalhuliana Fanai today said. Fanai told PTI that the accused J Lalramliana was arrested and brought to Bawngkawn police station here. The accused has confessed to the murder, the police said. The SP said that the accused and his wife H Lalsawmliani (46) have been separated for almost six months due to the violent behaviour of the husband and Lalramliana was staying in his native South Lungleng village. Lalramliana, after arriving at Sesawng village, sent his friends pleading with his wife to return to him, but to no avail. Last night, when he was looking for his wife, he reportedly found her in a house of a man who had divorced his wife ten years ago and in a fit of jealousy, hacked her to death. Police said that the victim suffered multiple injuries on her head, elbow and shoulders and died on the spot while her alleged lover slipped out of the house after the enraged husband entered the house.

"After the latest alignment of the project, now 72 acres of land would be required. Hence, to acquire land, the requirement of funds would be reduced to Rs.98 crore from Rs.302 crore," Dey added. "Earlier, the DoNER ministry had committed to provide funds to lay tracks on the Indian side. But recently, the DoNER ministry categorically expressed its inability to give funds. The railway ministry was earlier considering providing funds for the Tripura part of the project, but has not yet taken a final decision,"

Resolution against ECI’s ordering electoral roll revision in Bru relief camps AIzAWAl, OctOber 5 (INdIAN exPreSS): Political parties, voluntary organisations and student unions in Mizoram have passed a resolution condemning the Election Commission of India’s recent direction to conduct summary electoral roll revisions in the Bru relief camps of Tripura. Monday’s resolution also took exception to claim forms being sent to relief camp leaders at a time the Mizoram government say it has officially registered its protest against the ECI’s directive before the poll body as well as the Union Home Ministry. “We also condemn the fact that these forms have been sent to the Mizoram Bru Displaced People’s Forum (MBDPF) and not to designated officials of the election machinery. This does not appear to be in line with the normal functioning of the government,” the resolution also said. Monday’s meeting included representatives from three of Mizoram’s

Six dengue cases confirmed in Manipur Our Correspondent Imphal | October 5 A door-to-door survey began today to detect the presence of Aedes mosquito that spreads the deadly dengue disease in Churachandpur district’s Rengkai area where at least five cases of dengue fever were reported last Thursday. Vigorous public awareness programme on the disease was also started in the area by the Medical Department following the outbreak. Test results of another 13 suspected cases of dengue from Churachandpur are still awaited, according to official sources. Efforts on to make Tea Industry climate-smart KOlKata, OCtOber 5 (the hinDu): Rainfall has traditionally been plentiful for growing tea, especially in India but with recent changes in the climate, surface and ground water are becoming important irrigation systems. At a time when climate-change is impacting tea-cultivation in a major way, efforts are on to make tea estates climate-smart so that the industry develops resilience to uncertain and negative climate change impact. A project has been launched by the Tea Research Association along with Southampton University on climate — smartening tea plantation landscapes, which would run for two years. It is funded by the U.K.-India Research Initiative. The project is investigating the impact of climate change on tea production and livelihoods in North-East India, revolving around climate variability, land-management practices and climate-smart agriculture practices It may be mentioned here that tea is a rain-fed

perennial crop, which provides the main ingredient for one of the world’s most important beverages. It supports livelihoods across the humid regions of south and south-east Asia and east Africa. The physiology of tea plants is closely linked to external environmental and climatic factors (elevation, precipitation, temperature, soil moisture, temperature and fertility, light duration and intensity, humidity, shelter, shade and CO2 concen-

tration) and any adversity in these conditions can significantly impact yield, revenue and livelihood security. Climate-risk is high in Assam, ranging from annual flooding of the Brahmaputra river due to intense monsoon rains and soil water-logging, to winter

precipitation deficits with seasonal droughts. Regional trends indicate annual mean minimum temperatures have increased and annual mean precipitation has decreased, particularly in Assam. Such impacts will have a significant effect on tea crop productivity and directly affect the livelihoods of dependent communities as Assam contributes 50 per cent of India’s 1,200- odd million kg. The effects, which were noticed over the last few years, seem to have be-

come pronounced over the last three years or so leading an industry honcho to say: “it is no longer climate change...it is climate chaos”. ITA officials said that the weather was hardly following any pattern. Crop-loss has become almost the norm across the world’s tea growing regions. India too has suffered. What worries the industry most is that although it has so far not experienced any major crop loss, tea quality is suffering and pest-attacks are increasing. Due to climate change, there has been crop loss during seasons when some of the best teas are harvested (spring and early monsoon). However, broad-scale climate-landscape modelling predicts that tea yields in north-east India are expected to decline by up to 40 per cent by 2050. As yield is directly associated with revenue, changing climate is also likely to impact economic structures of those reliant on tea, particularly the smallholders given their increased vulnerability to changes in the system.

Valued at $170.276 billion, Apple increased its brand value by 43 percent,” Interbrand said. “Google, valued at $120.314 billion, increased its brand value by 12 percent,” the brand consultancy firm said in a release. Microsoft (ranked fourth) edged ahead of IBM (ranked fifth), and Amazon (ranked tenth) entered the Top 10 for the first time with a brand value of $37.948 billion. Coca Cola took the third spot, Samsung retained its seventh rank. Facebook, which was the top riser in the report, was placed 23rd by Interbrand. “The report examines what it takes for brands to succeed in today’s hyper-fragmented world. As people demand immediate, personalised and

NSCN (IM) condemn Array of activities planned to unwarranted AR raids mark 125 years of Mokokchung Morung Express News

To be observed under the theme ‘Pioneering Ahead’, an elaborate sequence of activities is being arranged to commemorate the quasquicentennial year of Mokokchung town, the state’s third major urban hub, which was established in 1890 as sub-divisional administrative headquarter during the erstwhile British era. The official curtain raiser of the celebrations will be held on November 4-7 while the ‘main event’ will be held on December 14-16, and will eventually culminate on December 31. The ‘core committee of Mokokchung 125’ with the Mokokchung DC as its chairman held a press conference here today where details of the proceedings were disclosed. The Mokokchung Arts and Aesthetics Management will meanwhile organize the Miss Mokokchung 2015 beauty pageant on November 6 at the Town Hall. On December 13, there will be a “special moment of prayer for Mokokchung Town to be observed by all the town churches, fellowships, different faiths of Mokokchung.”

The main event, or Mokokchung Festival (MFest), will be held December 14-16. bouring districts, Mokokchung Food Fest, Farmers and Entrepreneurs Fair, Kids Carnival, inter-ward tug-of-war competition for both men and women and inter-ward volleyball tournament, concerts, cosplay for children, a dance competition, a fashion show, a senior citizens day and health camp, martial arts display and the ‘retro nite’ of Naga Orpheus Hunt. One of the main features of the main event would be the ‘panel discussion’ on the theme ‘Vision Mokokchung 2040’ at

Cosmos Hall, a ‘by invitation only’ event which will be initiated by the Mayangnokcha Award Trust. Envisioning Mokokchung town in the next 25 years, a set of quasquicentennial resolutions is expected to be adopted based on this panel discussion. Besides, a literature committee is also working on bringing out a ‘coffee table book’ in commemoration of 125 years of Mokokchung town. The celebrations will finally culminate with the annual Christmas Cake Race

on Christmas Eve and the famed Mokokchung New Year’s Eve extravaganza on December 31. The deputy commissioner of Mokokchung and chairman of the ‘core committee’ invited active participation and support from “each and every citizen and NGOs of Mokokchung town.” The celebration is expected to cost an estimated Rs 55 lakhs. The DC stated that there would be “no compromise on the quality of the programme” though admitting it was “realized late” that this year happens to be the ‘quasquicentennial year of Mokokchung town’. On the reported news about “naming certain streets of Mokokchung town after some prominent citizens of neighbouring Assam in the interest of developing peaceful relations,” the DC clarified that this does not form an aspect of the quasquicentennial celebration programme but falls under the purview of the state government.

prominent schools, Mt. Sinai School and Fernbrook School, and number of houses on October 2. A press release from the Team said that the wooden bridges had become old

and rickety. Thus, in order to protect school children in particular, the organization undertook the initiative. Meanwhile, it was informed that five new members have joined the Team, namely Jessica Ezung, Mercy Tungoe, Oreno Ngullie, Benthunglo Jami, and Nyanbeni Jami. Kohima, october 5 (mexN): Participating in the current debate on construction of Rani Gaidinliu’s library-cum-memorial museum in Kohima, the Naga Women Federation (NNC) has stated that the voice and stand of the majority should be taken as Gaidinliu has done nothing good for the Nagas. Angami and Central Executive Council member (NNC), Bino Angami pointed out that the whole Naga people have spoken, written, and demonstrated against Gaidinliu’s Heraka cult except some communities. The Federation further alleged that this “ugliest matter in the society” was brought by Neiphiu Rio, former CM of Nagaland

and is being implemented by present chief minister, TR Zeliang under the Government of India just for their greed and to please the Central government. “Both of them are responsible and answerable to the Naga people and must do away with this ugly matter once for all in the best interest of the Naga people for future good of all concerned,” it added.

NLSF laments errors in marksheet of students Kohima, october 5 (mexN): Nagaland Law Students' Federation (NLSF) today wrote to the vice chancellor of Nagaland University and highlighted the errors in the marksheets of LLB students. The letter appended by NLSF deputy speaker, Nungshimeren Jamir and education & statistic secretary, Vikeheipie Siria said that the LLB Examination 2015 of 1st, 3rd, and 5th Semesters was conducted from April 16 to May 15.

After 110 days of the examination, the result was declared, but there were many errors in the marksheets, the Federation stated. “It put in bold relief of the University's scant and lackadaisical regard to the subject of Law which hampers the career of your students,” it added. Further, the letter pointed out that Section 17 (3) (a) (b) of the Advocate Act 1961 clearly says that the seniority of the advocate shall be determined in accordance

with the date of enrollment under the Indian Bar Council Act. As such, the Federation prayed that the University will not deprive the law students the seniority to be in legal profession by delaying result and making errors. The Federation expressed faith in the vice chancellor that he will strive forward for the betterment of the University and give due attention from now on for the welfare of the students.

World Wildlife Week observed in Chizami KVC warns not to form gangs chizami, october 5 (mexN): As part of World Wildlife Week, NEN Hoolock Gibbon Eco Club (HGEC), Chizami organised a meeting with community leaders on October 4 to share the findings of a research “Project hunt: an assessment of hunting practices by local community in Chizami, Nagaland, India” undertaken by the club in 2013-2014, at Chizami village council hall. 75 community leaders representing the Chizami Village Council, Village Development Board, Youth Society, Students’ Union, Women Society, Village Education Committee and few well wishers attended

the meeting, a press release informed. In her introduction, Project Team Leader of NEN Nagaland, Seno Tsuhah highlighted the significance of World Wildlife Week. She also shared that the research paper has been published in a scientific international journal (http://www.threatenedtaxa.org/ZooPrintJournal/2015/September) on September 26. Members of the Club Wekhrode and Khrobeu presented the findings of the research and shared their experience while conducting the study. The study, initiated and carried out by 16 eco club mem-

bers (aged between 14-16 years), recommended the need for legislation and implementation, building awareness and creating livelihood options for hunters. It pointed the need to reconcile hunting with wildlife conservation. Chairman of the Village Education Committee Welhite Naro while lauding the effort of the eco club members also pointed the need to carry out a study on human and wildlife conflict, as this also pose a serious concern to the livelihoods of the community. Forest dept appeals for protection of wildlife in Nagaland Kohima, october 5 (Dipr): Nagaland is rich in biodiversity, forming a part of Indo- Burma Biodiversity Hot Spot. There are about 32 species of mammals, 65 species of birds, 42 fish species belonging to 10 families, 24 genera and 9 species of reptiles. A few forests in the State are still pristine and had a variety of endemic biodiversity. According to the Chief Wildlife Warden, Nagaland, Satya Prakash Tripathi, the majority of forest area (88.3%) is under the control of individuals and communities and remaining (11.7%) under

the control of Government. The Government has very limited regulatory role in management of private forests. Since time immemorial, the people of the State had played an important role in protection and maintenance of forest in the form of Community Conservation Areas, Wildlife Based Community Conservation Areas etc. The State of Nagaland had been traditionally a hunting State. But, now, people are coming forward for protection of wildlife. They are rescuing wild animals, which are kept in Nagaland Zoologi-

cal Park, Rangapahar and Tragopan Conservation & Breeding Centre, Kohima. The State government has been taking initiates for protection of wildlife. It has banned killing of wild animals in any form and notified to curtail development fund of villages, where wild animals are killed. With the efforts of the administration, people and different agencies of the government, NGOs etc., Amur Falcons were well protected in the State during their migration in 2013 and 2014. This brought laurels, both nationally and internationally, to the State. People

of the State were awarded at different forums for the conservation works. However, there are also threats to the State’s forest and wildlife resources. Poaching, habitat reduction and degradation are major challenges for wildlife conservation. On the occasion of Wildlife Week, 2015, the Nagaland Forest Department has appealed to the public, government officials, village councils, army and paramilitary personnel, students, NGOs, businesspersons and other stakeholders to rededicate for protection of wildlife.

Kohima, october 5 (mexN): The Kohima Village Council (KVC) has expressed concern and sadness over the event that took place on the night of September 23, where Medosetuo Suohu, a young boy of Kohima village lost his life. A press note issued by KVC chairman Neivor Rutsa stated that the village council has been informed that young people, especially school children, are forming gangs which can lead to dangerous consequences. Rutsa said the

village council strongly condemns such trend in Naga society, particularly in Kohima, and warned any such groups to refrain immediately. Stating that the council will not tolerate such practice which is alien to Naga culture, Rutsa appealed to all authorities of various wards, panchayats in Kohima to check the menace and take corrective measures. The KVC further cautioned that it will take strong action against such activities as per traditional and customary law.

Dimapur, october 5 (mexN): NSCN (IM) has condemned the ‘unwarranted’ raids, arrest and destruction of office properties by the 46th Assam Rifles and paramilitary special forces consecutively on October 4 and October 5. An MIP release from NSCN/GPRN on Monday informed that the mess of Meluri town command and Pochury Region office was ransacked and destroyed during the raid, wherein, one US carbine and a walkie talkie was also taken away.

Condemning the act, the NSCN (IM) said it was unwise on the part of AR at this crucial juncture of serious political negotiation between the Government of India and NSCN to vitiate the conducive environment by indulging in something which not only violate the ground rules of the ceasefire agreement but also create confusion. It therefore urged the AR not to repeat such act of injecting mistrust and confusion but exhibit political maturity if at all they honour the ongoing political talks.

Dimapur, october 5 (mexN): Dimapur Police arrested one person identified as Angukato Aye while collecting illegal tax at Rail Gate area in the name of Dimapur District Auto Drivers’ Union (DDADU) on October 5. 100 slips of tax coupons were seized from his possession, a press release from PRO, Dimapur Police informed. A case has been registered at Dimapur East Police Station for further investigation. In another incident of October 5, Dimapur Police under Zone- I arrested three persons while demanding money from business establishments at Burma Camp. The arrested persons were Capt Yeshika Awomi of GPRN/NSCN; Lieut Ihoto Zhimo of GPRN/NSCN; John Zhimo. A case has

been registered in East Police Station for further investigation, the PRO said. The Dimapur Police under Zone-I also arrested two persons at Chumukedima area for stopping trucks and collecting illegal tax in the name of Dimapur District Truck Drivers Welfare Trade Union. Tax coupons and money were seized from the arrested persons identified as Chuttu Chetri and Dan Bahadur. A case has been registered at Diphupar Police Station and investigation is on.

Earned Sovereignty as a tool of Peacebuilding Earned sovereignty is an approach to peacebuilding that is based on promoting peaceful coexistence between a State and a political nation or entity through a mutually designed equitable, inclusive and acceptable process. In situations when this approach is used the political status is often determined through a referendum

T

he denial of a people’s inherent sovereign capacity to chart their own destiny has been the primary cause of many complex and violent conflicts. Such conflicts between States and Peoples are characterized by the State’s disproportionate use of force, and the lack of peoples’ ability to exercise self-determination within the context of incompatible interests around justice, freedom and legitimacy. This conflict of interest epitomizes the inherent contradictions present within the modern State in which the struggle between power, on one hand, and rights, on the other, is a constant feature. Whereas States seek to secure and establish their legitimacy over peoples within a defined territory through the use of force and coercion, Peoples generally seek to effectively exercise their rights in order to improve their quality of life. Consequently, under these circumstances neither military means nor political negotiations have been able to successfully lead to enduring peaceful settlements. The Sri Lankan military's extremely aggressive approach against the Liberation Tigers of Tamil Eelam, as well as the unfruitful cycles of negotiations between Israel and the Palestinians are examples that demonstrate the limitations of military options and negotiating processes when it comes to securing long-term durable settlement that is consistent with international justice standards. In light of these circumstances and the increasing tension between the Peoples’ right and the State's territorial integrity, new peacebuilding theories and models, particularly conflict transformation, have to be constantly explored using nonviolent means. Keeping this in mind, the concept of “Earned Sovereignty” is fast emerging as a means of bridging the historic impasse between peoples’ struggle for self-determination and the State's position on territorial integrity. It has been used effectively as an option for ending conflict and resolving sovereignty-based conflicts that successfully reducing the accompanying human rights violations and the use of violence. Scholars, lawyers and peace practitioners have termed “Earned Sovereignty” as the most promising approach in addressing sovereignty and selfdetermination based conflicts. It has been used when developing peace agreements for East Timor, Kosovo, South Sudan, Northern Ireland and Bougainville. While, in some of these cases, the conflict has been resolved, others are still in transition. “Earned sovereignty” is a multistage approach used to optimize the people's eventual political status developed within a peace process. Ideally, it is a process where conflicts on sovereignty and self-determination can be addressed with people’s participation at every level. It can provide mechanisms for the peoples’ to be guided through transitions with viable options such as attaining full sovereign Statehood, or acquiring new autonomy political relations, or another status as determined by both sides. This approach is based on promoting peaceful coexistence between a State and a political community by establishing an equitable and acceptable power sharing agreement that is often determined through a referendum. Recent experiences have shown that “Earned Sovereignty” is emerging as a valid and pragmatic approach to address self-determination and sovereignty conflicts. This includes a “managed devolution” of sovereign authority and State functions to a political community that provides flexibility both in terms of process and time period. This flexibility allows it to be a relevant and meaningful framework to address the conflict's unique and distinct circumstances, as well as, each party’s particular needs. Considering that the Naga conflict has been in a deadlock for many decades, it will be worthwhile for both India and the Nagas to explore the potential for applying “Earned Sovereignty” to uplift their aspirations and interests in order to find a solution to the Indo-Naga imbroglio.

800-foot wave engulfed an entire African island

S

cientists working off west Africa in Cape Verde islands have found evidence that the sudden collapse of a volcano tens of thousands of years ago generated a tsunami that dwarfed anything ever seen by humans. The researchers said an 800-foot wave engulfed an island more than 50 km away. The study could revive a simmering controversy over whether sudden giant collapses present a realistic hazard today around volcanic islands or even along more distant continental coasts. "Our point is that flank collapses can happen extremely fast and catastrophically and therefore are capable of triggering giant tsunamis," said lead author Ricardo Ramalho from Columbia University. "They probably don't happen very often. But we need to take this into account when we think about the hazard potential of these kinds of volcanic features," he said. The apparent collapse occurred some 73,000 years ago at the Fogo volcano, one of the world's largest and most active island volcanoes. Nowadays, it towers 2,829 metres (9,300 feet) above sea level, and erupts about every 20 years, most recently last year. Santiago island, where the wave apparently hit, is now home to some 250,000 people. There is no dispute that volcanic flanks present a hazard. At least eight smaller collapses have occurred in Alaska, Japan and elsewhere in the last several hundred years, and some have generated deadly tsunamis. But many scientists doubt whether big volcanoes can collapse with the suddenness the new study suggests. Rather, they envision landslides coming in gradual stages, generating multiple, smaller tsunamis. A handful of previous other studies have proposed much larger prehistoric collapses and resulting megatsunamis, in the Hawaiian islands, at Italy's Mount Etna and the Indian Ocean's Reunion island. But critics have said these examples are too few and the evidence too thin. The new study adds a new possible example - it says the estimated 160 cubic km of rock that Fogo lost during the collapse was dropped all at once, resulting in the mega wave. By comparison, the biggest known recent tsunamis, which devastated the Indian Ocean's coasts in 2004 and eastern Japan in 2011, reached only about 100 feet. And like most other well documented tsunamis, it was generated by movements of undersea earthquake faults and not volcanic collapses. Tsunami expert Bill McGuire, a professor emeritus at University College London not involved in the research, said the study "provides robust evidence of megatsunami formation (and) confirms that when volcanoes collapse, they can do so extremely rapidly". Ramalho cautions that the study should not be taken as a red flag that another big collapse is imminent here or elsewhere. "It doesn't mean every collapse happens catastrophically," he said.

‘Survivor’ DefieS Gravity to HanG on O

n Sunday, “CSI,” the CBS drama starring Ted Danson, quietly ended its 15-year run with a two-hour series finale. Next year, “American Idol,” the talent competition that has been on the air since 2002, will end after years of declining ratings. In television, even the most popular shows have expiration dates. But while these two juggernauts from the early 2000s are finished, there is one franchise player from that era that continues to defy time and seismic shifts in the television industry. The CBS show “Survivor” enters this television season, its 16th year on the air, still locked in on Wednesdays at 8 p.m., and still winning that time slot. The reality show — featuring more than a dozen “castaways,” weekly fireside ceremonies that popularized the phrase “voted off the island” and a $1 million prize — made its season premiere last week. Once again it captured the best ratings of the night from 8 to 9 p.m. (Its premiere was 90 minutes, but the Fox hit “Empire” came on at 9 and conquered all competition.) The mettle of “Survivor” is surprising enough that CBS executives have taken to calling it the “miracle show” and the “marathon show.” “The old dog’s still got some fight left in it,” said Kelly Kahl, a senior executive vice president for prime time at CBS. As television viewing habits change and ratings decline, network executives are scrambling for attention-grabbing shows (ABC brought back “The Muppets”) and are sparing no expense in promoting them (Fox unleashed a seven-month marketing blitz in the run-up to its new show “Scream Queens”). In that programming environment, a graybeard like “Survivor” provides a welcome respite for CBS. Its ratings are numbingly consistent; in the last three years, the show has averaged 11.5 million viewers, according to data provided by Nielsen. The show’s season premiere brought in almost exactly that number, 11.4 million, according to same-day and three-day Nielsen figures. Episode 2 airs on Wednesday night. The “Survivor” strategy is simple, said Jeff Probst, who has hosted the show since its first season: Appeal to your audience, and you do not need to do a whole lot more than that. “I’m not going to lie and say I wouldn’t love for more people to start watching ‘Survivor,’ but I’m not making it to attract a new viewer,” Mr. Probst, who is also an executive producer, said in an interview. “I’m making it for the people who have kept us on the air.” “We have this amazing format that we never deviate too far from,” he said. “We create the scenario, and that’s contrived. You aren’t really shipwrecked. But beyond that, it’s their story.” Reality shows are generally less expensive to produce than scripted shows, so “Survivor,” which airs two seasons each year (fall and spring) provides CBS with a ratings magnet at a relatively low cost. And its stability affords CBS network executives the room to look for other hit shows, knowing that “Survivor” will take care of itself. (CBS is known for its stability, having ranked as the most viewed network for 11 of the past 12 years.) “It’s the greatest gift you could ever have as a scheduler,” Mr. Kahl said. “It’s the greatest source of comfort knowing you do not even need to worry about it, and it’s that that show still wins its slot in viewers and the demo.” “Survivor” is hardly the only veteran reality show that is still delivering. “The Amazing Race” also on CBS, has been on for 14 years and continues to collect Emmy nominations, but it is slowly losing viewers, particularly since the network moved it from Sunday night to the relative backwater of Friday night. (It finished its most recent season with fewer than eight million overnight viewers.) ABC’s 10-yearold “Dancing With the Stars” still delivers close to 15

emocracy, and by that I mean the modern, Western understanding of it, is a near-sacred concept. The right for people to freely and fairly elect their leaders – and for their leaders to therefore possess a legitimate mandate for governance – is seen as inalienable in the Western world. We take it for granted. We shouldn’t. It is an inconsistent idea that the powerful are at liberty to interpret in whichever way they see fit. The differing recent experiences of Scotland and Catalonia’s independence movements reveal how democracy can in one instance be broadly respected, and in the other used as a weapon to shut down voices that loudly and democratically challenge the status quo. On 27 September Catalans went to the polls in a regional election, which was dubbed by seemingly everyone outside of Madrid as an unofficial independence referendum. Why was it being labelled as such? Because last year the Catalan parliament announced a referendum for independence. It had a clear mandate to do so, owing to the undisputed electoral success of independenceminded parties and yet the Spanish government decided to challenge the proposed vote. The government’s appeal to the Constitutional Court of Spain saw the referendum suspended. The referendum still went ahead – unofficially, of course – and saw 84.6% of voters voice their approval for independence. Yet the Spanish government’s view on the matter was clear.

million viewers twice a week, though it has shown signs of fatigue in the 18-to-49-year-old demographic critical to advertisers. “Survivor,” on the other hand, has been consistent not only in its viewership totals but also among people younger than 50. It has scored ratings between 3.1 and 3.5 in that demographic since the beginning of 2012. The most recent episode of “Dancing With the Stars” scored a 2.1 in that age group; “Survivor” got a 3.1. (The rating, in this case, is the percentage of people from 18 to 49 years old who are tuned into that program. Each national ratings point represents a little more than one million households.) The stamina of “Survivor,” especially in recent years, is all the more surprising because, much like “American Idol” and “CSI,” it showed signs of gradual buckling. Its viewership started to plunge, as did its rating in the demographic. Then, suddenly, the decline stopped. The show’s pluckiness is especially gratifying to Mr. Kahl because it is such an important part of Leslie Moonves’s 12-year tenure as chief executive of CBS. When it aired for the first time in 2000, its status as an instant runaway hit signaled that the network was about to climb out of the cellar. Mark Burnett, the reality show impresario and an executive producer of the show, recalled an event where he promoted “Survivor” with Mr. Moonves in its early days. “I said, ‘This is amazing. Season 3, can you believe it?’ ” Mr. Burnett said. “Les turned and looked at me and said, ‘Season 3? We’ll be having this conversation in Season 23.’ It sounded so crazy at the time.” Years later, though, the show was drifting, Mr. Probst said; he said the low point was Gabon, which was broadcast in 2008. He said he felt burned out and was also a little self-conscious about being known as

the “Survivor” guy. “My Achilles’ heel for a lot of my life was that nobody saw me as a storyteller, that they saw me as a white guy with dark hair who was just a game show host,” Mr. Probst said. “And that in terms of my own self-image was the thing that could gut me. It was like a kidney punch.” The frustration and exhaustion were enough that in 2009, Mr. Probst went to Mr. Moonves and quit, he said. Mr. Moonves told him to take a break, and Mr. Probst took a few months off, returning to the show re-energized. Some changes were made to the production team, he said, and then he focused squarely on the show’s success formula: serving the loyal audience and not worrying about doing more than that. This season, Mr. Probst and “Survivor” have taken their strategy to perhaps its most extreme. The show features former cast members, but instead of the reality show trope of offering up so-called all-stars, this season’s contestants include many also-rans, people who played previously but did not win. “Survivor” allowed fans to vote for the entire cast this season, after creating a pool of contestants from which to choose. “When I told some producer friends what we were doing, almost every one of them said, ‘You mean pick one contestant?’” Mr. Probst said. “I said, ‘No, the entire group.’ They said, ‘You’re trusting an entire season to the fans?’ The answer’s yes, because our fans get it. They’re a part of our longevity.” If Mr. Probst once had some self-consciousness about being the “Survivor” host, it is long gone. “I feel like I’ve been given the greatest gift and no one really realizes it,” he said. “Mark and CBS have given us this great franchise, and they let us go make it. And then we bring them back episodes and they say, ‘Great, go make it again.’”

Catalonia, Scotland and the fluid concept of democracy daniel Coyne

Unlike Scotland, Catalonia has not been given the chance to have a definitive say on its independence. Does this further the cause for secessionists? The referendum defied the Spanish constitution and was therefore illegitimate. Let us contrast this to the Scottish experience. To its credit, the UK government allowed a Scottish independence referendum to take place in 2014, having recognised the electoral success of the separatist Scottish National Party, which secured a clear victory in the 2011 Scottish parliament elections. The three major British political parties all campaigned for the Union to remain intact and they succeeded. The British political establishment, unlike its Spanish counterpart, had the maturity to give the people of Scotland a definitive say on whether they wished to remain as part of the UK or to secede and go it alone.

If we return our focus to Catalonia, where on Sunday the pro-independence parties won a majority of seats in parliament. The exact levels of support for Catalan independence vary according to who you ask, with both sides in the debate naturally exaggerating their own support base. It is beyond doubt, however, that at least a sizeable minority of Catalan voters want full independence from Spain. The Spanish government has of course secured its own democratic mandate to govern, having been chosen for office by the entire Spanish electorate. It also has its own perfectly sensible reasons for wanting Catalonia to remain part of Spain. Aside from patriotic notions of Spanish unity, it benefits Spain economically to have the relatively wealthy and productive Catalonia as

part of the family. Yet the national government in Madrid isn’t the sole legislative power in Spain, a highly de-centralised country divided into 17 autonomous communities, each with its own legislature. Catalan elections consistently garner a lot of support for the independence cause. In refusing to allow an independence referendum to be held, the Spanish government chooses to utilise its own mandate as a democratically-elected body to overrule a subordinate yet equally legitimate body. A body that is simply seeking to serve the interests of the people that voted for it. As Catalonia is at an apparently irreparable political impasse, what implication does this example have for our understanding of democracy? Simply that democracy – and the ability to define it – lies in the hands of those who wield the greatest power. I have no personal view as to whether Catalonia and Scotland should become independent countries, chiefly because I’m neither Catalan nor Scottish. But at least the people of Scotland were given the chance to speak definitively on the matter. The way that the Spanish government resolutely shuts down the independence debate by ignoring a large portion of its citizenry is deeply problematic. Judging by recent developments in Catalonia, this intransigence may ironically be furthering the cause of the secessionists as voters realise they aren’t being listened to, and therefore shout all the louder.

Migration: the clock is ticking in Asia too While the headlines focus on migration to Europe, a crisis is unfolding in South East Asia as the horrors of human trafficking and exploitation mount. It's imperative that South East Asia produces a regional response

Why Have Good Relationships? Human beings are naturally social creatures- we crave friendship and positive attitude through interactions and association. So, it makes sense that the better our relationships at work, the happier and more productive we're going to be. Good working relationships give several other benefits: our work becomes enjoyable when we have good relationships with those around us. Also, people are more likely to go along with changes that we want to implement and we can be more innovative and creative. Good relationships gives freedom: instead of spending time and energy overcoming the problems associated with negative relationships, we can, instead, focus on opportunities. Good relationships are often necessary if we hope to develop better career goals. Above all, we want to work with people we're on good terms with. There are several characteristics that make up good, healthy working relationships: bodia and Laos also form a huge share of trafficked persons in Thailand where they face everything from sexual exploitation to arbitrary detentions. Thai officials often collude with the brothel owners and do not comply with the procedures prescribed under international law. Some women are also coerced into the seafood industry and forced to work under life threatening conditions where they face several occupational hazards. Thailand’s seafood industry is heavily reliant on human labour, employing more than 650,000 people with a turnover of 7.3 billion dollars in 2011. Vulnerable communities like Rohingya Muslims from Burma are being increasingly trafficked into these food farms. One woman interviewed by the Guardian mentioned how the smuggling boat she was travelling on was hijacked by armed men as they made their journey from Burma across the open sea. Many children have reported that they were forced to work as beggars or sellers in the flower industry. However, due to excessive focus on the sex industry, coercions into fishing and construction industries are barely highlighted. No place for sanctuary Thailand does not recognize “refugees” and is not a signatory to the 1951 Refugee Convention. This lack of legal status makes people more vulnerable to such exploitation. Taking advantage of the desperate conditions of migrants and refugees, traffickers force them into slavery jobs that are a direct outcome of debt bondage. These migrants incur large debts which soar to an amount that leads them into the trap of slavery. “Although volume upon volume is written to prove slavery a very good thing, we never heard of the man who wishes to take the good of it, by being a slave himself” said Abraham Lincoln. This statement holds some water in the case of Thailand, since here the cultural acceptance of the sex economy is deeply entrenched. It will require a major overhauling of power structures to bring about positive change in this scenario. The sex economy has been flourishing in Thailand for centuries and since most Thai men do not see it as a problem, this feature is further reproduced in policy actions taken in political areas which are dominated by men. Women in Thailand are still struggling to bridge the gaps in Thailand’s socio-economic and political arena, consequently issues concerning primarily women receive scarce attention. With formal political channels stalled, more direct action must be taken. Nations such as Nepal and Kenya have adopted the use of community radios to

keep human trafficking under control. In Nepal, radio shows inform people living in the border villages about the tactics used by traffickers to smuggle them across the borders. In Kenya, people are bringing the issue of human trafficking to the fore by disseminating relevant information by producing content that the audience can easily relate to. They expose the reality behind human trafficking by bringing together a plethora of experiences from people who have directly suffered the horrors of trafficking. Thailand could use a similar model to spread information about the dangerous consequences of human trafficking. Community radios can be used to promote citizen journalism where people can exchange information regarding the consequences of trafficking. The community radio landscape in Thailand still, nevertheless, has certain barriers. Some community radio stations are still waiting to get their licenses approved, for example. Another barrier which Thailand has to overcome in the arena of community radio is to increase women’s representation. Research suggests that men dominate this sphere, a fact which inadvertently narrows down the possibility of catering to women specific issues. A further challenge remains to document women’s lives post trafficking, an under researched phenomenon both in the media and in academia. What we do know is that many women suffer from serious health issues. They have been subjected to sexual violence; contraceptive methods are almost nonexistent in the brothels which make them more vulnerable towards HIV/ AIDS and other sexually transmitted diseases. The brothel owners resort to measures like providing women and children with drugs and other means of torture to force dependence and complicity. This makes it tougher for them to return to normal lives. Many also suffer from mental health problems like post-traumatic stress disorder and depression. Both collective efforts and political will are needed to reintegrate these women into the society and provide them with alternative means of employment. Community measures such as radios are essential to start a dialogue at the grass-roots. But states in the neighbouring regions must also take the lead and regonise that this is a regional phenomenon. The regional response being observed in the context of the European ‘migration crisis’ needs to be replicated in South East Asia. For here too unfurls a crisis punctuated by great human suffering. Much has been debated about the situation of migrants in Europe, it is imperative that this chapter in South East Asia is reopened.

Global Justice Necessary For Lasting Peace

ast year saw considerable reflection on the First World War, which began a century ago. In reality, it was very much a European war, but with nonetheless profound implications for the last century. President Wilson’s League of Nations failed to secure the conditions for a lasting peace. With the benefit of hindsight, John Maynard Keynes’ essay on the economic consequences of the peace was remarkably prescient. The focus this year has been on the end of the Second World War seven decades ago. The protracted demise of most colonial empires in the three decades after the Second World War promised a new era of global justice. As the international community works to launch the post-2015 development agenda and to conclude a new climate deal at Paris, it is important to quickly learn a lesson from the recent failure to address tax justice in the recent Addis Ababa Action Agenda. With no progress on both aid and tax, it will be almost impossible to realize the ambition of the Sustainable Development Goals due to the lack of adequate financing. Likewise, as pointed out by many world leaders, ranging from the Pope to former Irish president Mary Robinson, there cannot be any meaningful progress on climate if the Paris deal does not address the fundamental question of tax justice.

Building Good Work Relationships

hile the world has set its eyes upon the situation of refugees and migrants arriving into European territories, the Asian crisis has gone largely unnoticed. This region too has been in a state of tremendous flux when it comes to migration. A snapshot of the giant human trafficking industry in Thailand reveals that not only has it long been a host country, but that it is also used as a point of transit by human traffickers who push millions into slave jobs each year. Research conducted in 2010 revealed that 23 percent of Cambodians deported from Thailand had previously been trafficked. Similarly, around 53 percent of workers in the sea food industry in Samut Sakhon experience forced labor. The US Government has listed Thailand as one of the worst places in the world when it comes to human trafficking. Though the Thai government has taken anti-trafficking measures, such as formulating the Anti-Trafficking law in 2008, as well as forming special task forces to crack down on the traffickers, the implementation has been weak and the problem by and large has continued unabated. Thailand is one of the emerging powers in a region where neighboring countries like Burma, Cambodia and Laos are either scarred by years of political instability or have been railing under extreme poverty conditions; naturally Thailand attracts migrants as it offers more favorable conditions by comparison. Migrants are being increasingly hurled by traffickers into ‘camp boats’ held off-shore in the Indian Ocean. Abdul Kalam, who was working as an adviser for the police in Thailand, spoke about the refugee situation in a recent interview to the Guardian. People are being taken off shore in tanker ships and held for months at a time, he explained. These tanker ships are effectively refugee camps. One such ship, he commented, “has been out for two months and is moving all the time. The ship has got 2,000 people on it. The traffickers are relocating their camps because so much money is involved”. Among those on board are Burmese. People from Burma continue fleeing the instability in their country, where they have been subjected to human rights abuses for years. The South East region so far has failed to arrive at any consensus to address the situation of these refugees and migrants and has let the issue explode, fueling the mushrooming of the human trafficking industry. Burmese migrants have been escaping to the porous borders of Thailand for many years were they have been subjected to kidnappings, slavery and near starvation by human traffickers. As documented by Human Rights Watch, women are sold into brothels and are beaten and tortured relentlessly until they succumb. Escape is nearly impossible; certain brothels in the South of Thailand are surrounded by electrically charged barbed wires and armed security guards. The tactics used by brothels rip women of any last remnants of dignity and perseverance that might have remained after being forcibly displaced. In Half the Sky, Sheryl WuDunn refers to a fifteen year old Thai girl who was forcibly made to eat dog excrement so as to crush her self-esteem and humiliate her to an extent that the desire for escape entirely left her. Women from the neighboring countries of Cam-

World War ended, the International Labour Congress adopted the historic Philadelphia Declaration, which recognized that “lasting peace can be established only if it is based on social justice”. Similar concerns were behind the Bretton Woods Conference two months later in July. The conference committed to create the conditions for enduring peace through post-war reconstruction and post-colonial development with sustained growth, full employment and reducing inequality. Bretton Woods created the International Monetary Fund (IMF) and the International Bank for Reconstruction and Development (IBRD). The IMF would help countries, not only to overcome balance of payments difficulties, but also “to direct economic and financial policies toward the objective of fostering orderly economic growth with reasonable price stability”. The IBRD, later known as the World Bank, was created to support long-term investment and development. Labour’s share of output increased as other inequalities declined. This Golden Age also saw greater investment in health, education and public services, including social protection. The post-WW2 consensus endured for over a quarter century before breaking down in the 1970s.

America’s Finest Hour At the end of World War II, U.S. Secretary of State General George Marshall announced a re-industrialization plan for war-torn Europe. Politically, the Marshall Plan was intended to create a cordon sanitaire to contain the spread Post-War Consensus On May 10, 1944, before the Second of communism as the Cold War began.

This generous infusion of U.S. aid and favourable acceptance of, if not support for national developmental policies, ensured the rebirth of modern Europe. For many Europeans, this is still seen as America’s finest hour. In the decades that followed, the Marshall Plan developed into what is probably the most successful economic development assistance project in history. Similar economic development policies were introduced in Japan, Taiwan and South Korea following the establishment of the People’s Republic of China and the Korean War. This experience offers valuable lessons today. Europe and Northeast Asia industrialized with policies including government economic interventions such as high duties, quotas and other non-tariff barriers. Free trade would only be fair after international competitiveness had been achieved. Marshall knew that shared economic development is the only way to lasting peace. He also emphasized that aid should be truly developmental, not piecemeal or palliative. The productive capacities and capabilities of developing nations must be nurtured. Counter-Revolution Each era, no matter how successful, sows the seeds of its own demise. In the early 1980s, after the Western stagflation of the 1970s, the neo-liberal “Washington Consensus” – the economic policy consensus uniting the American government and the Bretton Woods institutions located in the U.S. capital city – emerged to lead the counter-revolutions against development

economics, Keynesian economics and progressive state interventions. A relentless push for deregulation, privatization and economic globalization followed. Such measures were supposed to boost growth, which would trickle down, reducing poverty – hence, we should not worry about inequality. Macroeconomic policies became narrowly focused on balancing the annual budget and attaining low single digit inflation – instead of the previous emphasis on sustained growth and full employment with reasonable price stability. But the ‘neo-liberal’ measures largely failed to deliver sustained growth. Instead, financial and banking crises have become more frequent, with more devastating consequences, exacerbated by greater tolerance for inequality and destitution. Recent experience and analyses have disproved the previous presumption that progressive redistribution retards growth. Inequality and social exclusion have been shown to be detrimental to civil and social peace. The new global priorities at the end of the Second World War remain relevant today. After the last three decades of regression, we have to recommit ourselves to the more inclusive and egalitarian ethos of the Philadelphia Declaration, the Bretton Woods conference and the Marshall Plan with a Global New Deal for our times. For the U.N.-led international system and institutions to remain relevant, they must demonstrate continued relevance by reforming themselves with changing circumstances and challenges in order to better address contemporary and future global challenges.

Trust- This is the foundation of every good relationship. When you trust your team and colleagues, you form a powerful bond that helps you work and communicate more effectively. If you trust the people you work with, you can be open and honest in your thoughts and actions, and you don't have to waste time and energy "watching your back." Working together, you can develop solutions based on your collective insight, wisdom and creativity. Mindfulness – This means taking responsibility for your words and actions. Those who are mindful are careful and attend to what they say, and they don't let their own negative emotions impact the people around them. Welcoming Diversity – People with good relationships not only accept diverse people and opinions, but they welcome them. For instance, when your friends and colleagues offer different opinions from yours, you take the time to consider what they have to say, and factor their insights into your decision-making. Open Communication – We communicate all day through social networks or through personal interaction. The better and more effectively you communicate with those around you, the richer your relationships will be. All good relationships depend on open, honest and clear communication. What can you do to build better relationships at work? Identify Your Relationship Needs- Look at your own relationship needs. Do you know what you need from others and what they need from you? Understanding these needs can be instrumental in building better relationships. Be Positive- Focus on being positive. Positivity is attractive and contagious, and it will help strengthen your relationships with your colleagues. No one wants to be around someone who has negative attitude all the time. Manage Your Boundaries- Make sure that you set and manage boundaries properly. All of us want to have friends at work, but, occasionally, a friendship can start to impact our jobs, especially when a friend or colleague begins to monopolize our time. If this happens, it's important that you're assertive about your boundaries, and that you know how much time you can devote during the work day for social interactions. Avoid Gossiping- Don't gossip – office politics and "gossip" are major relationship killers at work. If you're experiencing conflict with someone in your group, talk to them directly about the problem. Gossiping about the situation with other colleagues will only exacerbate the situation, and will cause mistrust and animosity between you. Appreciate others- Show your appreciation whenever someone helps you. Everyone, from your boss to the office cleaner, wants to feel that their work is appreciated. So, genuinely compliment the people around you when they do something well. This will open the door to great work relationships. Schedule Time to Build Relationships- Devote a portion of your day towards relationship building. For example, you could pop into someone's office during lunch, reply to people's postings on social networking or ask a colleague out for a quick cup of coffee. These little interactions help build the foundation of a good relationship. Focus on Your EI (Emotional Intelligence) - Also, spend time developing your Emotional Intelligence (EI). Among other things, this is your ability to recognize your own emotions and clearly understand what they're telling you. High EI also helps you to understand the emotions and needs of others. Difficult Relationships- Occasionally, you'll have to work with someone you don't like, or someone that you simply can't relate to. But, for the sake of your work, it's essential to maintain a professional relationship with them. When this happens, make an effort to get to know the person. It's likely that they know well that the two of you aren't on the best terms, so make the first move to improve the relationship by engaging them in a genuine conversation, or by inviting them out to lunch. While you're talking, try not to be too guarded. Instead of putting energy into your differences, focus on finding things that you have in common. Just remember – not all relationships will be great; but you can make sure that they are, at least, workable! Building and maintaining good working relationships will not only make you more engaged and committed to your organization/Institution/Department/Company, it can also open doors to key projects and career advancement. The more you give in your relationships, the more you'll get back from those around you! India, Germany decide to forge partnership on climate change

Four soldiers, one militant killed in Kashmir gunfights SrINAGAr, OctObEr 5 (IANS): At least four soldiers and one militant was killed on Monday as two separate gun battles raged in Jammu and Kashmir's Kupwara district. Four soldiers were killed in a gunfight with terrorists in Rajwar area, while a terrorist was killed in another encounter in Lolab, an army statement said. A senior police officer here told IANS that the soldiers were killed in a still raging gun battle with militants in Hafruda forests of Kupwara near the Line of Control (LoC), which divides Kashmir between India and Pakistan. The militant was killed in Darpora village of Kupwara, he added. As per Army officials, based on specific information regarding presence of some terrorists in the Hafruda forest in Rajwar, a joint operation was launched by the army and Jammu and Kashmir Police on Sunday evening. Around midnight, as the security forces approached the suspected area where the terrorists were reportedly hiding, they came under heavy fire, in which four soldiers were killed.

Youth memorises 70,000 Pi digits, breaks 10-year Guinness record KOtA (rAjAStHAN) OctObEr 5 (PtI): A 21-yearold student has set a Guinness World Record by memorising 70,000 post-decimal digits of Pi, beating a Chinese, who had held the record for 10 years. Rajveer Meena, a resident of Mohocha village in Swaimodhapur district of Rajasthan, had in March set the record by reciting postdecimal Pi values up to 70,000 digits in 9 hours and 27 minutes. He was awarded the certificate of Guinness World Record for memory on October 1. “The most decimal places of Pi memorised is 70,000, and was achieved by Rajveer Meena (India) at the VIT University, Vellore, on 21 March, 2015. Rajveer wore a blindfold throughout the entire recall, which took nearly 10 hours,” the official website of the Guinness World Records states. Earlier, the record was held by Lu Chao.

India pushes for strengthening ties with Central European countries bENGALUrU, OctObEr 5 (PtI): Projecting "unquestionable" stability of the economy, strong economic fundamentals and administrative reforms brought in by the Modi government, India on Monday pushed for taking the relationship with Central European countries forward in various fields. "As I look at it, there is a great scope to take things forward between our two areas in various fields," minister of state for external affairs V K Singh said at the inauguration of the second edition of India-Central Europe Business Forum (ICEBF) here. "Last few years have proved to be defining in the way India and Central European economies have worked to re-energise and redefine the trade and economic ties.." he said. Organised by Federation of Indian Chambers of Commerce and Industry in partnership with the Ministry of External Affairs, the forum is a continued endeavour for accelerating economic ties between India and Central European countries for mutual gains in the years to come, officials said. The event is hosting over 120 business delegates from 18 CE countries along with over 250 Indian delegates for close business engagements in the two-day meet. Singh said India is looking for greater cooperation with Central Europe in the areas of IT, pharmaceuticals, clean and green reusable energy, cleaning of rivers, sanitation and hygiene, and waste managements. NEW DELHI, OctObEr 5 (IANS): India and Germany on Monday gave a major boost to their bilateral ties, especially in the economic field, by inking 18 MoUs, including one for setting up a fast-track system for German companies in India, as Prime Minister Narendra Modi and German Chancellor Angela Merkel held talks here. The range of MoUs includes one on security cooperation, and another for promotion of German as a foreign language in India and for the promotion of Modern Indian languages in Germany. Modi, in his speech, termed the bilateral mechanism of Inter-Governmental Consultation (IGC) as unique, saying it had helped bring growth in relations. "We see Germany as a natural partner in achieving our vision of India's economic transformation. German strengths and India's priorities are aligned. And, so is our mutual goodwill," he said, after holding the 3rd IGC with Merkel here. He said both sides have convergence of views and rapidly growing cooperation in the field of clean energy and combating climate change. Both agreed on the India-Germany Climate and Renewable Alliance for combating climate change, Modi said, and thanked Germany for its over one billion euro aid each for India's Green Energy Corridor project and for solar projects in India. "We look forward to a concrete outcome at COP21 (Conference of Parties) in Paris," Modi said. He said both sides will see a boost in partnership in areas of defence manufacturing, trade in advanced technology, intelligence, and countering terrorism and radicalism. He thanked Germany for its strong support for India's membership of the in-

ternational export control regimes. "As we discussed in the G4 Summit in New York, Chancellor and I are committed to pursue reforms of the United Nations, especially the Security Council," Modi said. NEW DELHI, OctObEr 5 (PtI): Vested interests opposed to transparency and computerization in the transport sector are against the new road safety bill but government is committed to enacting the law, Union minister Nitin Gadkari said today. "Despite our best efforts the Bill (Road Transport and Safety Bill, 2015) which we made could not be introduced in Parliament. This is a difficult problem for us. The Act falls in the purview of concurrent list and both state governments and the Centre have rights. Different lobbies are there who are opposing the Bill," said the Road Transport and Highways Minister. Addressing a conference on road safety, organised here by International Road Federation, Gadkari said the proposed Act will not only computerise the entire system, eradicating corruption but is also designed to bring greater transparency and benefit the public. "The Bill will take care of driving licences and there are other things...vested interest are trying to obstruct this Act. We will implement it effectively," he said. The government is committed to undertake the drive for "Accident-free India" on a mission mode and would target school children through cartoons and lessons on road safety besides roping in celebrities like Amir Khan on the issue, he added. Concerned over India accounting for one of the highest global numbers annually of 1.5 lakh road fatalities, out of 5 lakh accidents, Gadkari said the target initially is to reduce the road accidents by 50%. "We need to educate our children to create safety awareness. We are preparing lessons for school children besides cartoon films," Gadkari said.

India's poverty rate lowest among India emerging as a major nations with poor population destination for quality healthcare WASHINGtON, OctO bEr 5 (PtI): India accounted for the largest number of poor people in any country in 2012, but its poverty rate was lowest among countries having large number of poor population, a latest World Bank report has said. According to the report, the number of people living in extreme poverty around the world is likely to fall to under 10 per cent of the global population in 2015. "India was home to the largest number of poor in 2012, but its poverty rate is one of the lowest among those countries with the largest number of poor," the bank said. Giving fresh evidence that a quarter-century-long sustained reduction in poverty is moving the world closer to the historic goal of ending poverty by 2030, it said a new methodology applied to household surveys in India suggests that its poverty rate could be even lower. According to the report, the poverty rate in low-income countries averages 43 per cent in 2012, compared to

19 per cent in lower-middleincome countries. Yet lower middle-income countries are home to about half of the global poor, compared to a third for low-income countries. Part of the reason is that four nations with the largest populations were once classified as low-income but have moved into lower-middle-income category: China, India, Indonesia and Nigeria.

Teaotia said the country was emerging as a major destination for quality and affordable healthcare sector. She added that the government is taking steps "in terms of making visas much more easy to obtain, much more flexible in terms of the administration." The secretary was addressing foreign and domestic delegates at the 'Advantage Healthcare India 2015' event here organised by Ficci and the commerce ministry. Delegates from 65 countries are participating in the three-day event. She emphasised on the need to focus on quality standards and accreditation of hospitals and laboratories to enhance confidence of visiting medical tourists in the Indian healthcare system. Thailand, Singapore and Malaysia are currently the market leaders in the global healthcare sector but "India is right up there and it is moving ahead" in terms of performance and market share over the years, she said. She said India is a great location for foreign patients "because this is a place where entire gamut of healthcare sector finds place". The market size of India's healthcare sector is expected to increase to USD 160 billion by 2017 from around

USD 79 billion currently. Teaotia said that growing population and increasing income have triggered the demand for quality healthcare services. Facility of electronic-tourist visas have been extended by India to as many as 130 counties and in the coming years it will be increased to 150 countries. Meanwhile, a white paper released during the event suggested several steps to tap the potential of the sector. It recommended simplified and relaxed medical visa regulations for patients; multiple entry medical visa; medical facilitation desk at Indian airports and faster immigration facilities for international patients at airports. "Fiscal laws to be relaxed for genuine foreign patients , allowing them to transfer money to India in case of additional requirements and single consultative platforms to facilitate medical tourism," it added.

Flash floods kill 19 people in French Riviera Biot, octoBer 5 (AFP): Volunteers and firefighters began the gruelling task Monday of cleaning up French Riviera towns strewn with mud and debris, as the death toll from floods which tore through the region rose to 19. Citizens of Britain, Italy and Portugal were among those who died when a torrential weekend downpour trapped people in garages and retirement homes in Mediteranean resort towns beloved by jet-setting tourists. Water gushed through the streets of Cannes, Nice and Antibes, leaving cars including Porsches and Ferraris scattered about, often upside down and hundreds of metres from where they were parked. Another person was found dead Monday in the worst-hit town of Mandelieu-la-Napoule, with eight now confirmed killed there after being trapped in garages when they tried to remove their cars, a local official said. And in Cannes a body was found in an underground parking lot. Two people who had been listed as missing were found alive. BeiJiNG, octoBer 5 (AP): Authorities in China and the Philippines said Monday that a typhoon that tore through the northern Philippines before roaring ashore in southern China has killed at least nine people and left dozens of fishermen missing. Typhoon Mujigae also prompted several strong tornadoes when it landed in the southern Chinese province of Guangdong on Sunday, killing at least six people and injured 168 people, local authorities said. In one case, a tornado swept up a car and killed the person inside, the civil affairs department of Guangdong said. DAMAScUS, octoBer 5 (reUterS): Islamic State militants have blown up the Arch of Triumph, a major monument in the 2,000-year-old Roman city of Palmyra, Syria’s antiquities chief said on Sunday, after they destroyed two ancient temples at the central Syrian site in recent months. Maamoun Abdulkarim told Reuters that sources in Palmyra had confirmed that the Arch of Triumph, a jewel in the exquisite collection of ruins in the oasis city, had been blown up. Islamic State militants have blown up temples at the Roman-era UNESCO World Heritage site, which it has controlled since capturing Palmyra from Syrian government forces in May and mined other monuments and historic buildings. The group considers the buildings sacrilegious. “It’s as though there is a curse that has befallen this city and I expect only news that will shock us. If the city remains in their hands the city is doomed,” Abdulkarim told Reuters. “It is now wanton destruction ... their acts of vengeance are no longer ideologically driven because they are now blowing up buildings with no religious meaning,” he added. In August, the Sunni Muslim militants blew up the temple of Baal Shamin, then the Temple of Bel, one of the best preserved Roman-era sites. Earlier this month it was also confirmed the militants had destroyed some of the best preserved of Palmyra’s funeral towers, sandstone constructions built to hold the remains of the ancient city’s richest families. SANtA cAtAriNA PiNULA, octoBer 5 (reUterS): Despair in the search for dozens of people still missing after a deadly landslide swallowed part of a Guatemalan town is so deep that some relatives feel lucky simply to have found the bodies of their loved ones. Families lit candles on Sunday for relatives engulfed by a mass of earth and rubble that crashed down on a neighborhood in Santa Catarina Pinula. Rescue teams have found more than 130 bodies and up to 150 others are missing, feared dead. “I feel lucky because other families can’t even cry over their dead,” said Alejandro Lopez, a 45-yearold taxi driver, who recovered the bodies of two daughters and a

grandson. “But I would like to find the mother of my daughters,” he said inside a small Evangelical church near Santa Catarina Pinula on the southeastern flank of Guatemala City. Authorities said on Sunday they had recovered 131 bodies in the town so far. A similar number were still unaccounted for on Sunday, they said, sharply revising down a previous estimate as they recalculated the local population. Sergio Cabanas, an official at disaster agency Conred, said rescuers planned to continue their search on Monday but were highly unlikely to find any more survivors. Heavy rains sent earth and rock cascading over homes and trapping residents inside on Thurs-

day night. No survivors have been found this weekend despite the efforts of around 1,800 rescue workers sifting through the rubble. He isn’t here and we have to stay here without them,” Angela said. “WHY NOT ME?” In the same cemetery, Araceli Monterroso mourned her son, Jose Manuel Reyes, a 23-year-old cook who died with his wife just ahead of their first wedding anniversary. “I cannot understand what happened, such a young boy, why him and not me?” the 67-year-old said after the funeral. “My only hope is to see him again when I die if God wills it, and that makes my heart happy.”

The El Cambray II neighborhood battered by the landslide lies at the bottom of a deep ravine ringed by trees. Authorities had flagged risks of flooding and landslides for El Cambray II, saying in a report last year that construction permits should never have been granted for the neighborhood. The report also recommended authorities consider relocating families living in the area but, as in many other towns in the impoverished Central American country with a history of catastrophic landslides, residents remained. Authorities said on Sunday they would force families still living in the high-risk zone on the hill to relocate. In 2005, hundreds of people were killed when torrential rains triggered a landslide that buried the village of Panabaj. Many of the bodies were never recovered. The question of how to avoid these disasters has re-emerged just as Guatemala prepares to elect a new president in a second round run-off on Oct. 25. The government has been in disarray for months. Naomi Takasu, 38, heads a group that seeks to uphold and preserve the constitution’s Article 9, under which the Japanese people “forever renounce war as a sovereign right ... and the threat or use of force as a means of settling international disputes”. Parliament last month voted into law a major security policy reform that could allow Japanese troops to fight overseas for the first time since 1945 - a key part of Prime Minister Shinzo Abe’s push to loosen the constitution’s constraints. “The constitution is not yet compromised – it still stands as the supreme rule in this country and is strong enough to override any clashing legislation,” Takasu told Reuters in a recent interview. Takasu’s group has lobbied for the Nobel Peace Prize, which will be

awarded on Oct. 9, in order to preserve the pacifist article and promote it to the world. The constitution was imposed on a defeated Japan by occupying Allied Forces after World War Two and enjoys broad public support. Thousands of protesters rallied for days near parliament in a vain bid to block the bills, which end a ban on Japan going to the defence of an ally. Critics say the legislation makes a mockery of the constitution. “I hope the Nobel Peace Prize will be awarded to encourage the efforts of individuals struggling to preserve the constitution that stands against wars,” Takasu said, adding that she regarded the charter as protection for her two children. SC refuses to clarify, asks BCCI to take own view New Delhi, October 5 (IANS): The Supreme Court on Monday said that the BCCI was free to decide whether its former president N. Srinivasan was still in a conflict of interest situation and thus be barred from attending its working committee meetings as it refused to issue any clarification on developments that took place post its January 22 judgment. The apex court had barred Srinivasan from attending working committee meetings of the Board of Control for Cricket in India (BCCI) in its January ruling since it felt that his dual role as co-owner of Indian Premier League (IPL) franchise Chennai Super Kings (CSK) and board chief gave rise to a situation of conflict of interest. "On the day we pronounced the judgment, he (Srinivasan) was in conflict of interest. You (BCCI) will have to take a view on whatever happened after that," said a bench of Justice T.S. Thakur and Justice Fakkir Mohamed Ibrahim Kalifulla. "You are free to stick to that (view) and you stick to that. We are not saying you are wrong. We are also not saying you are right," they added.

The Mokokchung District Badminton Association (MDBA) and the Nagaland Badminton Association (NBA) will be jointly organizing the ‘3rd Nagaland Veterans Open Badminton Championship’ and Nagaland Open Sub-Junior U-13 and U-15 Badminton tournament in Mokokchung on October 23 and 24. MDBA officials while interacting with media persons here today informed that these will be ‘ranking tournaments’ for the shuttlers of the state for ‘ranking assessment’. It was also informed that this will be the first time in Nagaland that a ‘ranking tournament’ is being organized by the badminton association of the state. “The top ranked players will be selected to represent the state in various major tournaments organized by the Badminton Association of India (BAI),” stated MDBA president Lipokonen Jamir, who is also the organizing convener of the ‘ranking tournament’. “The NBA under the leadership of Y.Vikheho Swu, Minister, Roads & Bridges and President of NBA is introducing the ranking tournament in badminton for the first time in the state to provide more opportunities for the players to compete,” he added. Though veteran badminton tournaments have been organized in the past, this will be the first time in Nagaland that veteran tournament as per BAI standards is being organized in both singles and doubles categories. The tournament will comprise of both singles and doubles categories in the ages 35+, 40+, 45+, 50+ and 55+ for men. It was informed that there will be no women’s category.

As regard the Nagaland Sub-Junior (U-13 and U-15) Open Badminton ranking tournament, there will be both singles and doubles categories for both boys and girls. It was also informed that the entry fee per category for the veterans and sub-juniors will be Rs.1000 and Rs.500 respectively. echnically speaking, there are two types of whistle blowers, i.e. the one that blows whistle just to run away when confronted and the other is, blow the whistle and take appropriate action on the wrongdoers and invariably ACAUT may not be the only whistle blower but retrospection showed that most of the precedent whistle blowers failed to stand the test of real watchdog for the fact of personal interest before the civil society. No doubt, the concept and ideology of ACAUT to stem the rot of corruption, challenging a culture of complicity in our Naga society is loud and clear but the labyrinth road ahead seem leading to nowhere could mean another failed history in the making. No wonder, India is waking up from its long slumber to fight corruption in various public system which result is yet to be seen but steadfastly pursuing and the honorable Prime Minister of India Mr. Narendra Modi is optimistic of cleansing the corruptive system in the country. Invariably, in India many whistleblowers cropped up t o fight this gigantic social evil who are becoming no less than Mahatma Gandhi in the making such as Vishwanath Chaturvedi 49 UP and Sanjiv Chaturvadi 40 IFS officer Haryana & New Delhi 2015 Ramon Magsaysay awardees who took on mighty Mulayalam and his son Akhilesh for amassing disproportionate assets along with other 200 cases of corruption including a series of scams in the administration system of AIIMS and Vyapam recruitment’s scams in Madhya Pradesh had set a very high standard of examples despite of great personal risk. Of course, this may not be taken as a goading to ACAUT where its endeavor to root-out the very diseases of corruption from our soil but try to understand the reality of its relentless sacrifice for “Clean Nagaland” where all the civil societies of the Nagas are behind ACAUT in rain and sunshine. Yes, ACAUT should possess the mentality strength of Tipu Sultan 1799 who said “I would rather live two days as a tiger than 200 years as a sheep” while defending the fort of Srirangapatna Mysore. True to its endeavoring spirit, ACAUT should not betray the hope and aspiration of the Nagas how big and high as mountain may be the problems, strong faith can even move the mighty mountain as the saying goes. Whereas, in the process of its endeavor, various obstacle seemed to be behaving like a hydra-head was the fact of our inherent mindset that they should be considered as a challenge of opportune to be overcome where the culture of symbiotic back-scratching relation exists between politician and bureaucrats here in Nagaland as well. However to augment its virtue, the nomenclature of ACAUT (Action Committee Against Unabated Taxation) fall short of its real activities that includes stemming corruption had not included in the abbreviation and hence it would be more appropriate to nomenclaturize as ACACUT (Action Committee Against Corruption and Unabated taxation) in its pluralistic fight against various social-evil. Truest to the philosophy of ACAUT one govt. one tax was hugely welcome by the civil societies not necessarily a success as of

today but surely the wave was felt by most of the NPGs apprehensive of their fiscal balance and had seemingly taken up another innovative step in the form of licensing Raj for various business unit in and around Dimapur to the most dismay of ACAUT. Nevertheless, currently ACAUT is focusing on corruption especially on “Backdoor appointment” to various posts in various govt. departments unearthing vital information through RTI, however ending up with the RTI extraction without PIL (Public Interest Litigation )may not serve any purpose as well that would be akin to running away after blowing the whistle. Here let’s try to understand the technical aspect and its inherent problem within the context of Nagalang state govt. service rules and it implication in all aspect of legal procedures. There are around sixty departments and the HoD (Head of Department) had been delegated with the power to appoint called “Appointing authority” within the contextual of service protocol that can only be amended or re-amended by the state standing parliamentary. Whereas, simply asking for a RTI in a particular department could be akin to have caught the thief but failed to take action on the culprit. Nonetheless, the chair of the HoD is surely becoming a cacophony musical chair and the centre of all controversies of course not necessarily all the departments but surely there couldn’t be smoke without fire. Therefore, it would be imperative on our part to understand the nuance in hands how it becomes so. Look! Two entities having the same meaning but different affect in its work; i.e. Direct recruitment for instance: where certain percentage of the staff strength in a particular department (depends on that department) can be recruited through proper channel of screening the quality/qualification and veracity of the candidates consisting board members with HoD as its chairman and can appoint a candidate if found suitable by meeting all the criteria so set for. Whereas, on the other hand more or less the same meaning; Direct appointment for instance; becomes the bone of contention was for the fact that all the sundry are randomly appointed at the whim and fancy of HoD or under the influence of politician but so-far non to bell the big cat that where ACAUT today is. Under such circumstances the high and mighty knows where the manholes are (emergency underground escape route) that is the power so conferred and delegated to the HOD within the protocol of state service rules where RTI sought by ACAUT becomes a mere formalities as legal action become too weak in the face of such situation. Therefore, under such circumstances the need of the hour is to pinpoint the loopholes and put through corrective measures. Invariably, the following point may be contemplated upon by the intellectual Nagas and explore the viability through public debate if at all ACAUT has to accomplish this thought out to be insurmountable task as to make it surmountable ones. 1. First of all re-mend the state govt. service rules, distinctly appropriating the rules

of direct recruitment where certain post in the hierarchy be made mandatory through NPSC and no direct appointment on this category by the HoD or any other authorities or influence. 2. Whereas, direct appointment may not be clampdown on contingency, ad hog or contract appointment but the incumbent shouldn’t be regularized without going through the mandatory prescription of written and oral interview where they should be made to compete with fresh intending candidate through notification and post advertisement in the media papers. 3. As per the existing rules, while conducting the recruitment examination, the board may include at least two members from the NPSC as to make it more transparent in its procedure of selection of the candidates and make inclusive provision for B.T. (Backward tribe) reservation quotas and not forgetting the balance of tribe strength as to ease heartburn for a certain tribe in a particular department. 4. Direct appointment should be abrogated, which means without going through the prescribed screening process and literally done in the later stage as a mere formalities. Of course, this doesn’t mean clipping the wing of the HoD but surely the system can be made more transparent in this manner. 5. True, this point can be very sensitive to certain section of people but in my humble opinion, the NPSC delegated chairman, members appointed from different backgrounds such as politician, retirees from the govt. or social activists be abrogated. Why? It is the common knowledge that many successful candidates in written exam make a made-rush to these members seeking favour in viva-voice which is otherwise tantamount to direct campaigning, violating against the recruitment standing rules. Here, of course I never meant the very system in itself is counterproductive but whether it is relevant to continue the same formula to decide the fate especially (BT) candidates by just asking few simple questions when the NPSC can do the work competently. 6. Appointing of non-technician to technical post be stopped with-forth through re-amendment of state service rules. This is because there are instances of appointing non technician and allowing them to pursue technical course in the very discipline in the form of in-service trainees which directly infringed upon the right of trained personnel. This rule is no more relevant today since there is no dearth of technical person in various disciplines amongst the Nagas. Well, I am of the opinion that unless the system is synchronized with the present trend of society, our endeavor would be like groping in the darkness and hence it would be imperative we as stakeholders should also equally shoulder with ACAUT in our various capacities as to make a vibrant society as desired by ACAUT. “Complete is always incomplete in our Naga society” The most interesting word for our present Naga society is corruption. Almost everybody in Nagaland says “Nagaland is a corrupted state” and we are all very much aware of it. Yes! Then why do we call our state a Christian state? During festivals we attract many foreigners who flow into our state to enjoy the beauty of our festivals. But in reality we just try to attempt to depict the impurity in being Christian in our lifestyle where we corrupt ourselves. It has a credit for some people, while the people who actually augment at the ground level are ignored of these contributions. In present scenario if we look into our Naga society, most of us are living under the roof of corruption. Even the four corners of the room are corrupted. It feels good to be a Naga when it comes to culture, tradition and festivals. But when it comes to development, there arises a big query and doubts. Do we use the funds or schemes in a proper way? Do we elect the promising representative in a proper way? Do they put most of their promises into practice? If we try to compare our development with the rest of the states, we are nowhere but living in the miser of our representatives who least worries for the people and enjoys luxury after obnoxiously amassing wealth meant for the people. Why not travel in public buses like NST (Nagaland State Transport) from Kohima to the rest of the district and experience the bumpy ride

instead of travelling in the SUV cars bought with money meant for the people. We are not to blame this miser of the people who represents us but blame ourselves for letting them go free without facing any challenge of their corruption. Nagas should have a clear concept of what is elect and select. We Nagas are so narrow minded that we think and worry for oneself and tend to forget of the commitment made during the campaign. The sacred promised of doing many things for the people are forgotten. The moral obligation to the people once being elected is departed. In contrast we the Nagas are charmed easily by bribe and then elect the wrong representative lacking in vision and mission. The government had sanctioned more than enough funds for development in terms of crores which are meant for the lay men. On the other hand the socio-economy of the state is at deteriorating stage. Meanwhile Nagaland is a mixture of different people and society. While appreciating the service or the business rendered by the people from the other state, the question is, “Do the Govt have a concrete policy to check the illegal stashing of the state resources?” It is the duty to serve the people as they are elected to fight on their behalf and make policies transparent to the people. “Since Yesterday was policy making, Today is legal practice. A whispering call to the sons of the soil

he Lord in His wonderful plan made Kohima the capital of Nagaland. Kohima Village said to be one of the 3rd largest village in Asia, had the highest respect amongst all Naga Republic Villages. Angamis are respected for their bravery, honesty, wisdom and for their far-sightedness in leading the Nagas politically, economically, socially, spiritually as well as in the Naga National Movement. After attaining 130 years of Christianity, 50 years of statehood, 60 years of armed struggle for Naga Independence, I believed that Nagas will look beyond the horizon of Rani Gaidinliu’s Library museum at the wider prospective and rethink their decision to allow the Govt’s proposal since the building have already been completed. I am reminded of NSF & NPMHR stone monolith at Naga Solidarity Park Kohima, Quote, “go and live out what you have heard from the other side of silence”. Today nobody wanted to write / hear the good side of Ranima’s life story and learn from the silence of Heraka people. It is unfortunate that the project which started in 2011 has to be opposed only when T.R.Zeliang took over as Chief Minister. Amazingly, when Ranima was honored by Govt. of India as a freedom fighter from Naga Hills, opposition started from Kohima-via-Wokha-Mokokchung-Zunheboto-Phek up to Mon crossing boundaries and rivers, turning a Memorial museum for temple/ statue/idols, further alleging the indigenous of faith Heraka from animism to animalism, a fish for a snake, bread for a stone. Zeliangrongs welcome any Naga National Leader’s memorial park, museum, monolith etc to be constructed anywhere in our land in North-East India. Zeliangrong people have strongly supported NNC under the Leadership of A.Z Phizo and we are proud to still preserved A.Z.Phizo’s Cave in Puilwa Village near Mbeuki (Barak) river in Peren Dist and tourist come to visit every year. My humble suggestion to the Govt. of Na-

galand is, let there be a Chapel/Prayer room in Gaidinliu’s Memorial Hall, like we have a church in Kisama Naga Heritage Village or Indira Gandhi International Air port New Delhi, where Bible tracts can be given to visiting tourists and the needy people and sick can be prayed for by prayer warriors and anointed servants of god. I believe that if we are in right mind, God can do miracles upon the non-Christian friends/ Heraka people in the land of the living God, if they (non-Christians) found Christ’s love in us, when they visit Kohima for the word of God says “Every knee shall bow, every tongue shall confess that Jesus Christ is lord”. The Bible tells us “to love our neighbor as thyselves, to hate sin but love the sinner and not to judge others for we may be judge. Zeliangrong people recognized Ranima is our leader , Indian recognized her as an icon Naga lady, a freedom fighter , but some Naga tribal bodies / Churches/individuals says she is not. I can only appeal them from John 8:7 , when the scribes / Pharisees asked Jesus “this women was taken with adultery” Jesus said unto them ….” He that is without sin among you, set him first cast a stone at her”. I really don’t know who is a saint, who is a Pharisee, for all writers are too holy people in the context of Gaidinliu’s Memorial Museum. Lastly, I appeal to the sons of the soil from the book of Ester 4:14.. “For if thou altogether holdest try peace at this time…deliverance arise to the Jews from another place….but who kneweth whether thou art come to this Kingdom for a time as this”? I feel that may be for a time and situations like this, God made Kohima, the Naga Capital to let the Angamis/and Kohima Village the custodian & land owner of Kohima town show love and honour to all Nagas in the Land of the Living God for all ages to come. ing designers Priya and Kajal who designed the sequence fashion theme ‘kingchilli’ during the fashion show. Krish said that DK was a talented young celebrity and the songs under his belt would reach out to the listeners across the world. He encouraged youngsters from Nagaland to visit SASMIRA and take up fashion

designing courses from the same institute. A live performance on ‘king chilly’ song was presented by DK and 7 year-old Yin Longchar as back up vocalist, which brought the show to live mesmerizing the audience. As requested, the historical Irish Famine ‘Potato’ song was presented during the show.

The duo have worked in two earlier movies - Ajab Prem Ki Ghazab Kahani and Rajneeti. “I feel it is difficult to work with people you know very well. I think it is easier to act in front of strangers. ollywood star Tom Cruise was absent from his adopted daughter Isabella Cruise’s secret wedding last month. Isabella got married to British IT consultant Max Parker, who is a non-scientologist, in a romantic ceremony at The Dorchester Hotel in Central London on September 18, reported Ace Showbiz.

PUNE, OCTOBER 5 (AGENCIES): Pune City FC scored a 3-1 win over Mumbai City FC in their Maharashtra derby in the Indian Super League (ISL) here on Monday. Turkish striker Tuncay Sanlı was the star of the show for the hosts with a brace. Sanlı put the hosts in front with a header in the 12th minute. Mumbai had the better of the early exchanges before Sanlı struck for Pune. Frédéric Piquionne dre level for Mumbai with a header in the 34th minute. Sanlı restored Pune's lead with another header in the 56th before Israil Gurung completed the tally in the 68th. Though Mumbai's marquee player-cumcoach Nicolas Anelka brought himself on late in the match it did not make

any difference. Mumbai have never won an away game in the ISL so far. The visitors were wasteful with their opportunities and were made to pay dearly with Sanli leading the charge for Platt's side. David Platt’s sojourn in the Indian Super League (ISL) with Deccan side FC Pune City sprung a few surprises by electing to field a 4-5-1 formation without some of his Indian stalwarts who are away on international duty. Sunday's Madrid derby between Atletico and Real made it clear that both sides have work to do: Real are struggling to score goals, while Atletico seem to lack the intensity of previous campaigns, reports Xinhua. Real head coach Rafa Benitez has come in for criticism for adopting an overly conservative approach and it could well be that his decision to sit back and defend a 1-0 lead against Atletico allowed Diego Simeone's men to score a late equaliser. Meanwhile, German midfielder Tony Kroos also looks short of fitness and his creativity is being missed, while James Rodriguez is injured.
